    Boston (March 7, 2025) – Senator Edward J. Markey (D-Mass.) released the following statement ahead of the start of Daylight Saving Time (DST) on Sunday. Senator Markey is an original cosponsor of the Sunshine Protection Act to make DST permanent. In March 2022, the Sunshine Protection Act unanimously passed the U.S. Senate.
    “Every year, we set our clocks back in the Fall and say goodbye to the sun for months of unnecessary afternoon darkness. This biannual ritual is not just frustrating and inconvenient, it also has real impacts on families and the economy,” said Senator Markey. “Congress must finally pass the Sunshine Protection Act to make this spring forward permanent. Daylight Saving Time means more time in the sun and more smiles all around.”
    As part of the Energy Policy Act of 2005, then-Representative Markey and Congressman Fred Upton (R-Mich.) amended the Uniform Time Act of 1966, extending the duration of DST in the Spring by changing its start date from the first Sunday in April to the second Sunday in March, and in the Fall by changing its end date from the last Sunday in October to the first Sunday in November. In 1985, then-Representative Markey partnered with Congressman Carlos Moorhead (R-Calif.) to extend DST by three weeks by changing the beginning of DST from the last Sunday in April to the first Sunday in April.

    Excellencies, 

    Ladies and Gentlemen, 

    Ten years after the adoption of the 2030 Agenda for Sustainable Development, reports show we are gravely off track. Intensifying, interconnected challenges continue to endanger the realization of the Sustainable Development Goals by 2030.

    For example, the global goal of ending extreme poverty by 2030 is in danger of failure, with almost 600 million people still living in extreme poverty. Hunger is also increasing, and we have witnessed the warmest years on record with carbon dioxide levels continuing to rise. 
    But we cannot give up hope or dilute our ambitions. It’s time to rescue the SDGs as a plan of action for people, planet and prosperity. We must build on our successes and accelerate progress in key areas that will achieve the greatest impact. 

    The number of people lacking electricity access in the world fell by almost 30 per cent from 2015 to 2022. Internet access increased by about 70 per cent.
     
    For local communities these transformations represent real opportunities. To improve health and widen access to education and social protection. To make food systems more resilient, while creating green jobs. To open e-commerce and financial services, while also protecting the environment and biodiversity.

    But developing countries cannot take these actions alone. We need to support them in designing and implementing their economic transformations. 

    At the Summit of the Future last September, world leaders set out the Pact for the Future, a sharp vision of a multilateralism that can deepen cooperation and deliver on these promises.

    The Pact contains commitments that can unlock financing, including an SDG Stimulus, a review of the sovereign debt architecture and reform of the international financial architecture.

    As TERI and this Summit make clear, these reforms will be critical to help developing countries mobilize the financing and support they need to invest in green solutions and renewable energy systems for the future. 

    Financing can play a key role in creating demand for renewables and low-carbon solutions at all levels — from households to businesses — while ensuring positive socio-economic and environmental benefits.  

    To accelerate these efforts, the UN system is working to support country level policy reforms, integrate stakeholder innovations, build institutional capacities, and boost infrastructure investments across the entire renewable clean energy supply chain.  

    And the Secretary-General’s panel on Critical Energy Transition Minerals offers important Principles and Actionable Recommendations to ensure this new era does not repeat historical patterns of exploitation.  

    This work will be critical in supporting countries as they develop national climate plans ahead of COP30 — plans that must reduce emissions by investing in renewable solutions that can create new jobs and sources of prosperity.  

    The message is clear. No single nation can navigate challenges alone. Effective collaboration is increasingly critical to shaping our common future.

    The United Nations is committed to standing with all partners as we accelerate action on the SDGs and shape the sustainable future all people need and deserve.

  • MIL-OSI Canada: Partnership to invest in downtown Edmonton

    [. 28. The agreement will help unleash further opportunity for the city to promote economic growth, vibrancy, safe and affordable housing, and community development.

    Pending a positive outcome from ongoing negotiations and the successful passage of Budget 2025, Alberta’s government will contribute up to $183.4 million to this work, which will further revitalize the region, boost the economy and support the creation of new housing developments.

    “Alberta’s government is proud to be partnering with the City of Edmonton and OEG Sports and Entertainment on this exciting plan to support world-class facilities and services, revitalize downtown Edmonton, and build new housing. This investment will ensure that Edmonton continues to be one of Canada’s and North America’s leading entertainment and event districts.”

    The total cost for all projects is $408.2 million, which will be shared by all three partners. When complete, it is estimated that the event park will add more than $70 million to local gross domestic product. Alberta’s government will provide $158.4 million through grants and $25 million by extending the term of the Edmonton Capital City Downtown Community Revitalization Levy (CRL), for a total commitment of up to $183.4 million.

    Of the province’s total contribution, $55 million is being contributed to the $90 million cost demolition of the Coliseum at Exhibition Lands and site improvements and $97 million is being contributed to the $250 million cost of the event park. 

    Recently, the Edmonton City Council Executive Committee took the first step towards approving a 10-year extension to the Downtown CRL to allow investment into these projects and other catalyst proposals in the city’s core.

    These priority projects will provide residents and visitors with year-round access to sports, culture and entertainment activities, as well as improve safety and security in Edmonton’s downtown. The Government of Alberta will not build, own or operate any aspect of these projects.

    In addition, this agreement will support the development of much-needed housing in the capital city. Alberta’s government will contribute $31.4 million toward the cost of public infrastructure site servicing for the Village at ICE District, which will provide about 2,500 new residences north of Rogers Place. The total investment from all partners to create more housing options, including affordable and attainable housing and student accommodations will be $68.2 million.

    Budget 2025 is meeting the challenge faced by Alberta with continued investments in education and health, lower taxes for families and a focus on the economy.

    • The total cost of the Edmonton projects is $408.2 million. Of the up to $183.4 million provided by Alberta’s government:

    Kragha’s participation at IAE 2025 comes at a pivotal moment as Africa’s refining sector prepares for significant growth. In Nigeria, the Dangote Oil Refinery, Africa’s largest crude processing facility, is on track to reach full operational capacity this March, processing 650,000 barrels per day (bpd). Expected to meet 100% of Nigeria’s demand for all refined petroleum products, the refinery recently made its first purchase of Algeria’s light sweet Saharan Blend crude, marking a milestone for intra-African crude trading. South Africa has also announced plans to rehabilitate and expand the capacity of the Sapref refinery to 600,000 bpd, emphasizing the country’s need for a mega refinery and seeking regional partnerships to develop one.

    Angola is developing three new refineries to boost capacity, with the 60,000 bpd Cabinda refinery scheduled to start operations in July 2025. Additionally, the Fouta Refinery in the Republic of Congo, designed to produce 2.5 million tons of petroleum products per year, is expected to be operational by the end of this year.     The UK and Japanese governments have met for the Economic 2+2 Ministers’ Meeting

    On March 7, from 6:30 p.m. to 8:30 p.m. for approximately 2 hours, the Japan-UK Economic 2+2 Ministers’ Meeting (“Economic 2+2”) was held. The meeting was attended by Mr. IWAYA Takeshi, Minister for Foreign Affairs of Japan, Mr. MUTO Yoji, Minister of Economy, Trade and Industry of Japan, the Rt. Hon. David Lammy MP, Secretary of State for Foreign, Commonwealth and Development Affairs of the United Kingdom of Great Britain and Northern Ireland, and the Rt. Hon. Jonathan Reynolds MP, Secretary of State for Business and Trade of the United Kingdom of Great Britain and Northern Ireland. The overview of the meeting is as follows.

    At the outset, Minister Iwaya stated that it was his pleasure to host the first Japan-UK Economic 2+2 Ministers’ Meeting in Tokyo, the establishment of which was announced by the leaders of Japan and the UK to promote dialogue on how trade and economic security converges with foreign policy; and hoped that today’s meeting would be an opportunity for both countries, as each other’s closest security partners in Europe and Asia, to strengthen their economic ties, building on the strong foundations of the Japan-UK Global Strategic Partnership articulated by the Hiroshima Accord.

    Minister Muto stated that he welcomed holding the Japan-UK Economic 2+2 Ministers’ Meeting and expressed his expectations for enhanced cooperation in areas such as economic security, energy, and innovation between Japan and the UK, which share fundamental values and continue to build a strong relationship.

    Foreign Secretary Lammy thanked Japan for hosting this inaugural meeting and underscored the importance of the dialogue in addressing the increasing convergence between economic and foreign policy issues and the significance of UK-Japan collaboration to forge a path in an increasingly volatile world.

    Minister Reynolds stated national security and economic growth are mutually reinforcing, and that he looked forward to using the discussion to explore areas of cooperation where the UK and Japan can jointly mitigate global risks to economic growth and trade.

    The global economic order now faces significant challenges. With shared fundamental values including freedom, democracy, and rule of law, the four Ministers from Japan and the UK committed to work to uphold these values by sustaining and strengthening a free, fair, and rules-based global economic order, and discussed issues on Economic Security, Free and Open International Trade, Energy Security, Global South as follows.

    Economic Security

    The four Ministers concurred that, given challenges in global trade, enhancing economic resilience internationally is an important contributor to sustainable and stable global growth.

    The four Ministers affirmed that coordination between partners and like-minded countries is essential to bolster economic resilience. Ministers also confirmed that the relationship between Japan and the UK is increasingly important and expressed their joint ambition to strengthen cooperation on economic resilience and economic security, including sharing analysis and insights, enhancing supply chain resilience and cooperation on critical and emerging technology issues.

    The four Ministers instructed officials to have meetings to take forward discussions to address the economic security challenges facing Japan and the UK, including enhancing supply-chain resilience, developing a fair market, and other relevant issues – with a view to enhancing their economic security partnership.

    The four Ministers concurred that this would support the industrial strategy partnership as discussed in the Strategic Economic Policy and Trade Dialogue.

     The four Ministers expressed concern over economic coercion, non-market policies and practices including harmful industrial subsidies, market-distorting practices of state-owned enterprises, as well as forced technology transfer, and harmful non-market overcapacity and other market distortions resulting from the non-market policies and practices.

     The four Ministers also reconfirmed the importance of cooperating with like-minded countries to build resilient and reliable supply-chains, including those for critical minerals that are essential for net-zero transition and digitalisation.

     In this regard, the four Ministers concurred to explore criteria that take into account not only economic factors, but also factors linked to the Principles on Resilient and Reliable Supply Chains, comprising of transparency, diversification, security, sustainability, and trustworthiness and reliability.

     Furthermore, the four Ministers concurred on continuing discussions to strengthen the coordination of their respective policies to further promote and protect critical and emerging technologies, recognising the importance of strategic public-private partnership, information exchange on economic security and the value of our two countries’ like-mindedness. The four Ministers concurred on deepening cooperation on export controls and research security to further facilitate the exchange of controlled goods and technologies between the two countries.

     The four Ministers welcomed the signing of Memorandums of Understanding between Japanese and UK industry partners that will facilitate joint Japan-UK supply chains and collaboration in the development of next-generation quantum computing.

     The four Ministers concurred on further strengthening effective export controls on materials, technology, and research that could be used for military purposes in a way that keeps pace with rapid technological developments.

     The four Ministers expressed their desire to see a just and lasting peace in Ukraine which ensures its future sovereignty and security. The four Minister reaffirmed their continued support to Ukraine in pursuit of peace through strength, in line with Ukraine’s needs. The four Ministers expressed their resolve to continue our comprehensive sanctions and economic measures to restrict as far as possible the revenues, goods, and technology Russia uses to fund and conduct its illegal war of aggression against Ukraine.

     To that end, the four Ministers concurred to continue action against Russia and countries supporting the Russian military complex through technical discussions to prevent diversion of key critical, specialist and emerging technologies. They reiterated their concern for China’s increasing support to Russia and Russia’s defense industrial base, which is decisively enabling Russia to maintain its illegal war in Ukraine.

    Free and Open International Trade

     The four Ministers reaffirmed the importance of the rules-based multilateral trading system with the WTO at its core as an important structure that affords legal stability and predictability for businesses, and concurred on moving towards strengthening all of the WTO’s functions, including negotiation, monitoring, deliberation and dispute settlement, as it marks the 30th anniversary of its establishment with an eye to the outcome of the 14th WTO Ministerial Conference (MC14) scheduled for next March.

     The four Ministers recognised the role played by plurilateral discussions and negotiations within the WTO in advancing issues of interest and called for the early incorporation of the Investment Facilitation for Development Agreement and the Agreement on Electronic Commerce into the WTO’s legal framework.

     The four Ministers also confirmed that they will work closely together in WTO discussions, including addressing contemporary trade-related issues such as non-market policies and practices, as well as climate change.

     The four Ministers emphasised the importance of developing robust international rules and norms and effectively utilising existing tools to ensure a global level playing field.

     In addition, the Japanese Ministers welcomed the UK’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) last December, and the four Ministers recognised that the CPTPP is an important pillar in promoting a free and fair rules-based economic order in the Indo-Pacific region.

     The Ministers confirmed that they would continue to work closely together with other parties to ensure CPTPP remains a modern, high-standards agreement.

    Energy Security

     The four Ministers discussed energy security risks and opportunities for Japan-UK collaboration to support further development of clean energy supply-chains.

     Ministers welcomed the signing of the Memoranda of Cooperation on offshore wind cooperation among governments, organisations, companies and on cooperation in advanced robotics and autonomous systems, and welcomed the  civil-nuclear collaboration between companies and research institutions of both countries, including on advanced nuclear technologies, fusion energy, and  nuclear decommissioning.

     They reaffirmed that they would continue promoting energy cooperation between Japan and the UK to deliver energy security for their citizens.

     Furthermore, they acknowledged their collaboration in the clean energy sector and emphasised the importance of creating Japan-UK collaborative projects to accelerate the clean energy transition in third countries and to strengthen coordination in pursuit of this.  

     The four Ministers also reaffirmed their shared commitment to keeping a limit of 1.5C temperature rise within reach and achieving net zero by 2050.

     They confirmed the need to reduce reliance on energy supply from unreliable and hostile actors.

     All four Ministers concurred that Russia’s illegal, unjustifiable and unprovoked full-scale invasion of Ukraine threatens the security of the Euro-Atlantic and Indo-Pacific, which is inseparable.

    Engagement with Global South

     The four Ministers shared the recognition that it is important to further enhance cooperation with Global South countries to maintain and strengthen a rule-based international economic order and affirmed that they would engage with the Global South towards sustainable development and trade mechanisms that support economic development and poverty reduction.

     They noted the importance of the WTO 14th Ministerial Conference, which will be held in Cameroon – in supporting this.

    The four Ministers reaffirmed the need for Japan and the UK to remain advocates of a free, open, and rules-based international economic order in the face of growing risks of global economic fragmentation and concurred on continuing their bilateral cooperation in areas such as the economic policies of both countries and economic security, while deepening discussions and cooperation with like-minded countries in related fields.

    Washington, D.C. – U.S. Senators Martin Heinrich (D-N.M.) and Ben Ray Luján (D-N.M.), and U.S. Representatives Teresa Leger Fernández (D-N.M.), Melanie Stansbury (D-N.M.), and Gabe Vasquez (D-N.M.) sent a letter to President Donald Trump and Department of Defense (DoD) Secretary Pete Hegseth opposing the Trump administration’s reported plans to use military installations, including Kirtland Air Force Base (KAFB) and Fort Bliss, to create a nationwide network of military detention facilities.
    “Using our military installations for these purposes threatens to divert DoD’s resources away from unit readiness and our national security enterprise,” which the lawmakers noted, “is a direct contradiction to [the Trump] administration’s statement earlier this year that one of [its] top priorities is to ‘have a ready, able, and lethal military.’”
    The delegation reinforced the importance of prioritizing Kirtland’s existing defense missions: “KAFB hosts numerous missions that forward deploy into the most austere environments globally and houses facilities that lead the development of emerging capabilities and technologies for the DoD and our allies. Further, KAFB is home to Sandia National Laboratories, which is integral to the maintenance and modernization of our nuclear stockpile and develops technologies that support energy resilience for civilian and military applications. KAFB also houses the Air Force Materiel Command’s Nuclear Weapons Center (NWC), which is responsible for acquisition, modernization and sustainment of nuclear system programs for both the Department of Defense and Department of Energy.” 
    The delegation continued, stating: “Due to the sensitive nature of the facilities and missions on KAFB, housing families and children there would be highly reckless and pose significant security risks. Instead of using DoD resources in this manner, the administration should focus on border security initiatives that curb illicit activity and fentanyl trafficking.” 
    The delegation also called out the administration’s “callous indifference” and “entirely unacceptable” effort to “leverage legal loopholes to bypass state oversight of the well-being of detained undocumented children:” “Detaining children on military installations goes against the principal purpose of the Flores Settlement Agreement and blatantly disregards New Mexico’s Children’s Code, which helps to ensure the welfare and safety of all children in the state. For over 20 years, federal law has recognized the particular and enduring vulnerability of holding children in custody. New Mexico Code Chapter 32A also governs the detention of children and includes specific provisions for when a child can be detained, the protections available to detained children, and the procedures for detention hearings.”

    Leveraging legal loopholes to bypass state oversight of the well-being of detained undocumented children, who are often fleeing violence in their home countries, is entirely unacceptable. The administration’s callous indifference toward federal and state law is especially concerning, given that the last time migrant children were detained at Fort Bliss staff described the facility as “filthy, overly loud, and prone to flooding and dust storms.”
    This Administration’s “solution” to militarize immigration enforcement is abhorrent and inappropriately and unnecessarily creates a national security risk. We urge you to consider the consequences of these potential actions.

  • MIL-OSI Global: Women and girls are on the frontline of climate change – but their stories are seldom heard

    Women and girls are disproportionately affected by the climate crisis. They are more likely to suffer health consequences as a result of floods, droughts, heatwaves, air pollution, wildfires and other environmental disasters.

    At the same time, women also tend to be responsible for securing food, water and energy for the rest of their families. When extreme weather makes these resources scarce, their lives and livelihoods are at risk.

    Despite all of this, women are alarmingly underrepresented in climate change and environmental reporting. A global analysis by the non-profit Media Diversity Institute found that only one in four sources quoted in online news stories about climate change, published between 2017 and 2021, were women. That means the stories being told about climate change are mostly through the eyes and experiences of men.

    I study how the media covers environmental issues in authoritarian countries like Iran and throughout the Middle East and North Africa, one of the world’s most climate-vulnerable regions, which faces extreme heat, water shortages and sand and dust storms.

    As part of research for my recently completed PhD, I have found that women are rarely quoted as sources in news about climate change and environmental degradation, and those that do speak up are often threatened.

    Not enough women ‘on record’

    Finding sources in authoritarian countries is already difficult, but finding women who are willing to share their testimonies with journalists is even harder.

    In Iran, environmental issues are highly politicised. Discussing water shortages or air pollution can be interpreted as criticism of the government. Anyone speaking to a journalist can expect intimidation, arrest or even death. Naturally, many sources hesitate to talk. But for women, the barriers are even greater.

    In 2024, I reported on a heatwave in Iran where temperatures exceeded 50°C in some provinces. Through “off-the-record” conversations, I learned that the extreme heat was causing women to suffer heatstroke, menstrual problems, even miscarriages.

    Yet, when I analysed the media coverage, there was little mention of this. Most articles focused on how the government had to shut down schools and offices.

    I reached out to women in different parts of Iran, including mothers, students and medical professionals. Some spoke to me anonymously, but even women in leadership positions within the government or environment sector wouldn’t talk for fear of a reaction from the state intelligence apparatus.

    This is a pattern I’ve seen throughout my research and reporting. If women cannot safely speak out, their struggles remain invisible.

    Women are leading, but where’s the coverage?

    Here’s the irony: while women are missing from climate reporting, they are in fact leading many environmental efforts. Evidence suggests that women are more likely than men to volunteer for environmental causes or act in an environmentally friendly way, for example. Countries with more women in political leadership tend to have stronger climate policies.

    Though, there is some imbalance in media coverage of women too. For example, Swedish activist Greta Thunberg has been recognised in media consumed mostly in wealthier countries in Europe, North America and Australasia (what is often called the global north). But in Asia, Africa and Latin America (often called the global south) where climate change is hitting hardest, I have found women leading environmental movements rarely get the same level of attention.

    This is despite the fact there are numerous women environmental leaders in this part of the world. In Iran, wildlife and conservation activists Niloufar Bayani and Sepideh Kashani were imprisoned and tortured for over six years after being falsely accused of espionage by the intelligence arm of the Islamic revolutionary guard corps.

    Their work was dedicated to protecting Iran’s environment, particularly the critically endangered Asiatic cheetah, highlighting the risks faced by those advocating for conservation under repressive regimes. Bayani wrote a manifesto about the climate crisis and educated women in Tehran’s notorious Evin prison in 2023, when she was still serving a decade-long sentence.

    Another woman, Juliet Kabera of Rwanda, is an advocate for banning plastic bags and single-use plastics and attended global treaty negotiations to tackle plastic waste and cut global production. These women, and their work and sacrifices, are often missing from media coverage about the environment.

    My PhD research on environmental reporting in the Middle East and North Africa, which echoes other work in this area, found that women are often depicted as victims of climate disasters rather than experts, leaders or solution-makers. Women in the global north are more frequently included in discussions about climate policy, activism or research, than their counterparts in the global south.

    When the media misses the perspectives of women living through crises, we miss their ideas and experience. As a result, environmental policies may not reflect the breadth of the problem, or address the needs of those who are most affected.

    If women are more impacted by climate change and are leading the fight, why aren’t they also leading the conversation in the media?

  • MIL-OSI Asia-Pac: Drug abuse drops 9%

    The total number of reported drug abusers in 2024 decreased by 9% from 2023 to 5,068, the Action Committee Against Narcotics announced today.

     

    The number of reported drug abusers aged under 21 rose by 8%, however, to 720. Of these abusers, 226 had vaped the “space oil drug”.

     

    The figures come from the Central Registry of Drug Abuse.

     

    The most common substances taken by drug abusers in 2024 were heroin, cocaine and “ice” (methamphetamine), while people under 21 mostly took cannabis, cocaine and the “space oil drug”.

     

    Since the first half of 2024, the “space oil drug” has been the third most common substance taken by drug abusers under 21.

     

    To step up the control of the drug, the Government has listed etomidate, its main ingredient, along with its three analogues, as dangerous drugs.

     

    The Security Bureau said the listing of etomidate as a dangerous drug has significantly enhanced deterrence against “space oil drug”-related crimes, and allowed law enforcement agencies to take more stringent enforcement actions against such crimes.

     

    The committee’s Chairman, Donald Li, said he is glad that the Government adopted its suggestions to list etomidate as a dangerous drug.

     

    He suggested that the Government should step up anti-drug publicity on all fronts and said he hopes primary and secondary schools can take the initiative to inculcate in their students the values of resisting drugs.

     

    The Government’s new campaign, “Don’t fall into ‘space oil drug’ traps!”, has launched on various television and radio channels.

     

    An Anti-“Space Oil Drug” Week was held last week by the bureau’s Narcotics Division and the Education Bureau. It was rolled out in all schools in Hong Kong, enabling students to understand the harms of the “space oil drug” and seriousness of crimes related to it.

    On March 6-7, 2025, a meeting of the Council for the consideration of issues and coordination of activities of advanced engineering schools was held, in which, together with other 20 teams, the team of the PIS “RosGeoTech” took part, headed by the rector of the Grozny State Oil Technological University named after Academician M.D. Millionshchikov Magomed Mintsaev and the rector of the State University of Management Vladimir Stroev.

    Over the course of two days, participants in the second wave of selection for the Advanced Engineering Schools project shared the results achieved in 2024. Following the meeting and assessment of the work done, the Council, co-chaired by the Minister of Science and Higher Education of the Russian Federation Valery Falkov and the head of the Ministry of Industry and Trade of Russia Anton Alikhanov, will compile a rating of engineering schools and determine the amount of state support within the framework of the project for 2025.

    The head of the Ministry of Education and Science recalled that universities face two key tasks: – to propose changes in engineering education, focusing on improving its quality; – to attract an industrial partner who will put forward a request for the training of highly qualified personnel and the transformation of education, and will also involve teachers and students in solving real engineering problems aimed at ensuring technological leadership.

    The advanced engineering school “RosGeoTech” is called upon to become a recognized industry center of competence in technologies for the cost-effective exploitation of oil fields and wells at the final stage of development by building a first-class ecosystem for training engineers, as well as to create a new promising market based on the integrated use of geothermal fields and oil fields at the final stage of development.

    In 2024/2025, 52 students are studying at the RosGeoTech PIS (20 undergraduate, 10 master’s, 22 specialist). Six new educational programs have been developed. The number of graduates in additional professional education programs is 80 people.

    The ABRIS (Autonomous unmanned and robotic innovative systems in oil and gas, energy and construction engineering, as well as in ensuring the safety of facilities in various industries) and GeoMap (Formation of an interactive map of Russia’s geothermal resources) projects are being implemented directly on the basis of the State University of Management.

The project involves creating unmanned systems for monitoring oil and gas facilities and geophysical surveys, as well as an autonomous drone port for servicing UAVs. Cooperation with GGNTU named after M.D. Millionshchikov is of utmost importance for us, because in addition to implementing scientific projects, we are opening new higher education programs and continuing professional education programs for the oil and gas industry, which contribute to the strategic goal of Russia’s development – achieving technological leadership,” said SUM Rector Vladimir Stroyev.

    Today, there are 50 advanced engineering schools in the country, involving more than 250 high-tech companies, including Rostec, Rosatom, Roscosmos, Sibur, Gazprom Neft, KAMAZ, Tatneft and others. Another 30 schools will present the results of their activities for 2024 in April.

    On the instructions of Russian President Vladimir Putin, the project will be scaled up and 100 advanced engineering schools will be created by 2030.

  • MIL-OSI: Gevo Provides Business Update

    ENGLEWOOD, Colo., March 07, 2025 (GLOBE NEWSWIRE) — Gevo, Inc. (NASDAQ: GEVO) (“Gevo”, the “Company”, “we”, “us” or “our”), a leading developer of cost-effective, renewable hydrocarbon fuels and chemicals with reduced greenhouse gas emissions, today reiterated the substantial potential Adjusted EBITDA1 growth we are targeting in 2025, and provided a business update. Gevo also announced that it ended the fourth quarter with cash, cash equivalents and restricted cash of $259.0 million2.

    Business Update – Path to Positive Run-Rate Adjusted EBITDA1

    • Gevo North Dakota: Carbon Capture and Sequestration (“CCS”) and Low-Carbon Ethanol Assets generated $150 million in revenue in its last fiscal year3and we expect it to immediately contribute $30 million to $60 million of Adjusted EBITDA1annually to Gevo’s carbon business. This facility in North Dakota, which was recently acquired from Red Trail Energy, LLC, is one of two low-carbon ethanol plants with operational CCS that exist today. The site has an operating, fully permitted Class VI CCS well, which captures over 160,000 tons of biogenic carbon dioxide annually; generates multiple times that amount in total carbon abatement; produces approximately 67 million gallons of low-carbon ethanol, including 2 million gallons of corn fiber ethanol with an ultra-low carbon intensity; and more than 230,000 tons of low-carbon animal feed and vegetable oil. As a result, this facility has one of the lowest carbon intensity scores in the industry, at 19 gCO2e/MJ (from British Columbia) or an estimated 21 gCO2e/MJ (under the Argonne-R&D-GREET model). We note that the ethanol 45Z tax credit, which takes effect in 2025 and expires in 2027 (unless renewed by legislation), provides a statutory $0.02 per gallon per carbon intensity point below approximately 50 gCO2e/MJ. In addition, we are developing an additional alcohol-to-jet (“ATJ”) project at this location for further future growth, leveraging our existing ATJ designs associated with the ATJ-60 project in South Dakota. The high quality carbon abatement credits generated at this plant are expected to further catalyze the development of the emerging market for carbon abatement products.
    • Renewable Natural Gas (“RNG”): We have achieved excellent operational results that are expected to improve further in 2025 and generate meaningful Adjusted EBITDA1. RNG produced in 2024 was 367,000 MMBtu, which was a 17% increase over the prior year, because of a successful gas upgrade capacity expansion. 2025 production is expected to further increase to over 400,000 MMBtu as a result of compressor and reliability upgrades. Our RNG facility has been approved by the Internal Revenue Service (“IRS”) to generate biogas 45Z tax credits. Based on the expected carbon intensity (“CI”) score for California LCFS of (339) gCO2e/MJ, a negative number, and depending on LCFS prices, monetization of the biogas 45Z tax credit, D3 RIN prices, and price of fossil based natural gas, we expect Adjusted EBITDA1 of $9 – 18 million in 2025.
    • Alcohol-to-Jet 603(“ATJ-60”) Project: The ATJ-60 project in Lake Preston, South Dakota continues to proceed towards financial close in 2025. In 2024, we received a conditional commitment for a loan guarantee with disbursements totaling $1.462 billion (excluding capitalized interest during construction) from the U.S. Department of Energy (“DOE”) Loan Programs Office (“LPO”) for our ATJ-60 project. With capitalized interest during construction, the DOE loan facility has a borrowing capacity of $1.63 billion. We are actively engaged with the DOE on the closing process for the conditional commitment. Our ATJ-60 project is expected to leverage American agriculture to produce both cost-effective fuels and food, which are integral for energy and food security of the United States. We believe our ATJ-60 project integrates seamlessly with existing energy infrastructure and catalyzes the development of the rural economy. The project is expected to generate 100 jobs at the facility, as well as 700 indirect positions in support, plus 1,000 high-paying trades jobs for the three years of construction5. This project is expected to have regional economic impact greater than $110 million per year. We are currently engaged with the DOE LPO on due diligence, definitive documentation, completing the environmental review process, and satisfaction of all conditions precedent that are required for financial close. We expect to incur $40 million of additional spend on ATJ-60 from January 1, 2025, until financial close. Our cumulative ATJ-60 development spending is expected to be partially reimbursed at project financial close. We may invest some or all of the reimbursed funds back into ATJ-60 as equity.
    • Verity: We are continuing to grow our Verity business, delivering our tracking and tracing solution to the market, expanding the customer base, and achieving revenue. Verity is a software-as-a-service (“SaaS”) business that achieved its goal of first customer revenue in 2024 and our grower program has grown to more than 200,000 acres, which is more than double the acreage in the program since the second quarter of 2024, with 100% farmer retention. Verity is a digital measure, report and verify (“MRV”) software platform for end-to-end traceability of the regenerative attributes of agricultural and low-carbon fuel products. This enables producers and customers to measure and track those attributes and create value in the marketplace, where demand for regenerative agriculture and fuels is increasing but visibility is lacking. Verity currently has agreements with seven agriculture processing plant customers, including five ethanol plants and two soybean processing facilities, to assist in tracking environmental attributes of corn, ethanol, animal feed, corn oil, soybean oil and renewable diesel. We believe Verity can provide substantial value to growers and processors of a wide variety of agricultural products globally, in markets valued at billions of dollars.
    • Ethanol to Olefins (“ETO”): We continue to advance our breakthrough, patented ETO technology. Our patented ETO process is designed to lower capital and operating costs of drop-in, bio-based hydrocarbon fuels and chemicals from ethanol, and adds to Gevo’s global portfolio of more than 300 patents, as well as proprietary processes and know-how concerning processes to convert carbohydrates to hydrocarbons. In October 2024, we signed a development agreement and licensed our ETO technology to Axens with the goal of accelerating the commercialization of our ETO technology for fuels. The alliance between Axens and Gevo was further broadened for ATJ commercialization in December 2024 under a new collaboration agreement. The goal of the alliance is to leverage the most advantaged technologies, which includes Axens Jetanol™ technology combined with Gevo’s plant designs, engineering, know-how, carbon tracking and complete business system. The alliance brings each partner’s complementary value propositions, real-world experience, substantially de-risked technologies, plant integrations, and pre-engineered systems to the ATJ space. We also extended a joint development agreement with LG Chem to accelerate the commercialization of bio-based chemicals using ETO. The global market for drop-in, low-carbon chemicals and materials is estimated to be $400 – 500 billion per year.

    The UK and Japanese governments have met for the Economic 2+2 Ministers’ Meeting

    On March 7, from 6:30 p.m. to 8:30 p.m. for approximately 2 hours, the Japan-UK Economic 2+2 Ministers’ Meeting (“Economic 2+2”) was held. The meeting was attended by Mr. IWAYA Takeshi, Minister for Foreign Affairs of Japan, Mr. MUTO Yoji, Minister of Economy, Trade and Industry of Japan, the Rt. Hon. David Lammy MP, Secretary of State for Foreign, Commonwealth and Development Affairs of the United Kingdom of Great Britain and Northern Ireland, and the Rt. Hon. Jonathan Reynolds MP, Secretary of State for Business and Trade of the United Kingdom of Great Britain and Northern Ireland. The overview of the meeting is as follows.

    At the outset, Minister Iwaya stated that it was his pleasure to host the first Japan-UK Economic 2+2 Ministers’ Meeting in Tokyo, the establishment of which was announced by the leaders of Japan and the UK to promote dialogue on how trade and economic security converges with foreign policy; and hoped that today’s meeting would be an opportunity for both countries, as each other’s closest security partners in Europe and Asia, to strengthen their economic ties, building on the strong foundations of the Japan-UK Global Strategic Partnership articulated by the Hiroshima Accord.

    Minister Muto stated that he welcomed holding the Japan-UK Economic 2+2 Ministers’ Meeting and expressed his expectations for enhanced cooperation in areas such as economic security, energy, and innovation between Japan and the UK, which share fundamental values and continue to build a strong relationship.

    Foreign Secretary Lammy thanked Japan for hosting this inaugural meeting and underscored the importance of the dialogue in addressing the increasing convergence between economic and foreign policy issues and the significance of UK-Japan collaboration to forge a path in an increasingly volatile world.

    Minister Reynolds stated national security and economic growth are mutually reinforcing, and that he looked forward to using the discussion to explore areas of cooperation where the UK and Japan can jointly mitigate global risks to economic growth and trade.

    The global economic order now faces significant challenges. With shared fundamental values including freedom, democracy, and rule of law, the four Ministers from Japan and the UK committed to work to uphold these values by sustaining and strengthening a free, fair, and rules-based global economic order, and discussed issues on Economic Security, Free and Open International Trade, Energy Security, Global South as follows.

    Economic Security

    The four Ministers concurred that, given challenges in global trade, enhancing economic resilience internationally is an important contributor to sustainable and stable global growth.

    The four Ministers affirmed that coordination between partners and like-minded countries is essential to bolster economic resilience. Ministers also confirmed that the relationship between Japan and the UK is increasingly important and expressed their joint ambition to strengthen cooperation on economic resilience and economic security, including sharing analysis and insights, enhancing supply chain resilience and cooperation on critical and emerging technology issues.

    The four Ministers instructed officials to have meetings to take forward discussions to address the economic security challenges facing Japan and the UK, including enhancing supply-chain resilience, developing a fair market, and other relevant issues – with a view to enhancing their economic security partnership.

    The four Ministers concurred that this would support the industrial strategy partnership as discussed in the Strategic Economic Policy and Trade Dialogue.

     The four Ministers expressed concern over economic coercion, non-market policies and practices including harmful industrial subsidies, market-distorting practices of state-owned enterprises, as well as forced technology transfer, and harmful non-market overcapacity and other market distortions resulting from the non-market policies and practices.

     The four Ministers also reconfirmed the importance of cooperating with like-minded countries to build resilient and reliable supply-chains, including those for critical minerals that are essential for net-zero transition and digitalisation.

     In this regard, the four Ministers concurred to explore criteria that take into account not only economic factors, but also factors linked to the Principles on Resilient and Reliable Supply Chains, comprising of transparency, diversification, security, sustainability, and trustworthiness and reliability.

     Furthermore, the four Ministers concurred on continuing discussions to strengthen the coordination of their respective policies to further promote and protect critical and emerging technologies, recognising the importance of strategic public-private partnership, information exchange on economic security and the value of our two countries’ like-mindedness. The four Ministers concurred on deepening cooperation on export controls and research security to further facilitate the exchange of controlled goods and technologies between the two countries.

     The four Ministers welcomed the signing of Memorandums of Understanding between Japanese and UK industry partners that will facilitate joint Japan-UK supply chains and collaboration in the development of next-generation quantum computing.

     The four Ministers concurred on further strengthening effective export controls on materials, technology, and research that could be used for military purposes in a way that keeps pace with rapid technological developments.

     The four Ministers expressed their desire to see a just and lasting peace in Ukraine which ensures its future sovereignty and security. The four Minister reaffirmed their continued support to Ukraine in pursuit of peace through strength, in line with Ukraine’s needs. The four Ministers expressed their resolve to continue our comprehensive sanctions and economic measures to restrict as far as possible the revenues, goods, and technology Russia uses to fund and conduct its illegal war of aggression against Ukraine.

     To that end, the four Ministers concurred to continue action against Russia and countries supporting the Russian military complex through technical discussions to prevent diversion of key critical, specialist and emerging technologies. They reiterated their concern for China’s increasing support to Russia and Russia’s defense industrial base, which is decisively enabling Russia to maintain its illegal war in Ukraine.

    Free and Open International Trade

     The four Ministers reaffirmed the importance of the rules-based multilateral trading system with the WTO at its core as an important structure that affords legal stability and predictability for businesses, and concurred on moving towards strengthening all of the WTO’s functions, including negotiation, monitoring, deliberation and dispute settlement, as it marks the 30th anniversary of its establishment with an eye to the outcome of the 14th WTO Ministerial Conference (MC14) scheduled for next March.

     The four Ministers recognised the role played by plurilateral discussions and negotiations within the WTO in advancing issues of interest and called for the early incorporation of the Investment Facilitation for Development Agreement and the Agreement on Electronic Commerce into the WTO’s legal framework.

     The four Ministers also confirmed that they will work closely together in WTO discussions, including addressing contemporary trade-related issues such as non-market policies and practices, as well as climate change.

     The four Ministers emphasised the importance of developing robust international rules and norms and effectively utilising existing tools to ensure a global level playing field.

     In addition, the Japanese Ministers welcomed the UK’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) last December, and the four Ministers recognised that the CPTPP is an important pillar in promoting a free and fair rules-based economic order in the Indo-Pacific region.

     The Ministers confirmed that they would continue to work closely together with other parties to ensure CPTPP remains a modern, high-standards agreement.

    Energy Security

     The four Ministers discussed energy security risks and opportunities for Japan-UK collaboration to support further development of clean energy supply-chains.

     Ministers welcomed the signing of the Memoranda of Cooperation on offshore wind cooperation among governments, organisations, companies and on cooperation in advanced robotics and autonomous systems, and welcomed the  civil-nuclear collaboration between companies and research institutions of both countries, including on advanced nuclear technologies, fusion energy, and  nuclear decommissioning.

     They reaffirmed that they would continue promoting energy cooperation between Japan and the UK to deliver energy security for their citizens.

     Furthermore, they acknowledged their collaboration in the clean energy sector and emphasised the importance of creating Japan-UK collaborative projects to accelerate the clean energy transition in third countries and to strengthen coordination in pursuit of this.  

     The four Ministers also reaffirmed their shared commitment to keeping a limit of 1.5C temperature rise within reach and achieving net zero by 2050.

     They confirmed the need to reduce reliance on energy supply from unreliable and hostile actors.

     All four Ministers concurred that Russia’s illegal, unjustifiable and unprovoked full-scale invasion of Ukraine threatens the security of the Euro-Atlantic and Indo-Pacific, which is inseparable.

    Engagement with Global South

     The four Ministers shared the recognition that it is important to further enhance cooperation with Global South countries to maintain and strengthen a rule-based international economic order and affirmed that they would engage with the Global South towards sustainable development and trade mechanisms that support economic development and poverty reduction.

     They noted the importance of the WTO 14th Ministerial Conference, which will be held in Cameroon – in supporting this.

    The four Ministers reaffirmed the need for Japan and the UK to remain advocates of a free, open, and rules-based international economic order in the face of growing risks of global economic fragmentation and concurred on continuing their bilateral cooperation in areas such as the economic policies of both countries and economic security, while deepening discussions and cooperation with like-minded countries in related fields.

    WELCOME

    Thank you for having me today

    And can I begin by thanking Chris Deerin and Reform Scotland

    for helping us bring such a great audience together for the event.

    I look forward to speaking with Chris later and taking some questions.

    And thanks to both Chris Murray, MP and Christina Boswell, Vice Principal here at University of Edinburgh, for their kind introductions.

    And for welcoming us to the Informatics Forum at Edinburgh University,

    home to AI excellence since 1963!

    1963 – the same year that Prime Minister, Harold Wilson, delivered his “white heat of technology” speech.

    And that speech could be delivered today given the pace of technological change and the huge opportunities with AI. Of course, this university, with the passion and expertise of Christina and her colleagues are driving this agenda.

    This university will be at the heart of the government’s AI strategy.

    The implications for industry, our economy, government, services and society are unlimited and we must grab this with both hands.

    I’ve just visited the robotics lab downstairs and it’s mindblowing.

    Harold Wilson, of course, warned his audience that if the country was to prosper a “new Britain” would need to be forged in the “white heat” of this “scientific revolution”.

    History is indeed repeating itself. 

    The AI revolution is happening as we enter a golden age of opportunity.

    And Scotland should and will be at the heart of it. Thank you for all you do Christina.

    I came to this university as a fresh faced 16 year old,

    straight from 5th year at Wester Hailes Education Centre

    as the first in my family to go to university.

    The Lothians Equal Access Program for Schools was my entry point to this university,

    and the gateway to a different life.

    The support of dedicated, inspiring and role model teachers at WHEC,

    alongside the chance to study here are the reasons I’m able to make this speech today.

    The power of education to tear down societal barriers should never be underestimated.

    We hear a lot about attainment gaps and Scotland’s failure to close them. 

    And I promise that is no statistical abstraction or political point to score.

    It is about the life chances of every child in Scotland,

    and until it is seriously addressed then, make no mistake,

    it translates directly into the waste of human talent and denial of opportunity that currently holds Scotland back.

    Whether it is an apprenticeship, re-skilling, a degree, a postgraduate qualification,

    or simply giving a wee boy from Wester Hailes a chance,

    education and training are the biggest and best investments we can make in our economy and our society. 

    At a conference a few weeks ago I outlined my own journey from growing up in a council estate,

    to sitting down at the Cabinet table in Keir Starmer’s government.

    That’s a journey that took many twists and turns, from the Codfather Chippy to the Edinburgh Festival.

    I had a long career in business and as an entrepreneur before getting into politics.

    I actually almost didn’t get into university because I was so bad at the drums.

    I was set to fail Higher Music with aplomb!

    My music teacher pulled me aside and persuaded me that if I wanted any chance of getting into uni, 

    I had to sing instead! 

    And no… it wasn’t the Hearts song

    So after all of that, when I finally sat at that Cabinet table

    and looked around at the faces that made up the most working class Cabinet in history,

    I thought of my parents.

    I haven’t often talked about this, but my father passed away when I was nine.

    My mother raised two boys on her own, working multiple jobs to get by:

    Woolworths as a cleaner; the Busy Bee Bar as a cook; a bookies as a cashier.

    She worked these jobs because she wanted to give her boys the best possible opportunities in life.

    Sitting down at that Cabinet table for the first time I made a promise that every decision I make in government will be in service to working people.

    A government of service.

    I learned a lesson from those years to take into my job now.

    My mum wasn’t afraid to roll up her sleeves to get things done.

    Neither am I – and neither is this government.

    And we have had no choice.

    But I am proud of how our Plan for Change has already started to work:

    The biggest upgrade in workers rights in a generation

    an industrial strategy to make sure we can take advantage of the jobs of the future:

    GB Energy, publicly owned, headquartered here in Scotland

    Glasgow City Region chosen as one of the priority investment areas for the National Wealth Fund

    £1.4 billion in local growth spending across Scotland

    Harland and Wolff saved thanks to a deal brokered by the UK Government, with sites in Arnish and Methill in Scotland protected 

    And of course, the announcement from our Prime Minister that we will allocate £200 million from the National Wealth Fund,

    to drive investment in a viable industrial future for Grangemouth.

    Delivered after the Prime Minister asked me and the Scotland Office to lead a cross-government taskforce to make it happen.

    Grangemouth was the first issue on which I was briefed on as Secretary of State.

    In just eight months, we have put together a plan for the future.

    That £200 million is a signal that this government does not see Grangemouth as a political problem to be solved,

    but a huge opportunity for industrial renewal.

    And on top of all that, we have delivered the largest budget settlement for the Scottish Government in the history of devolution.

    An end to austerity – we promised it in the manifesto and the budget delivered it.

    That’s how we fix the foundations, deliver our Plan for Change and begin to turn things around for Scotland.

    Turning things around will take time, but I know a thing or two about the hard graft it takes to do that.

    My journey from Wester Hailes to Westminster included time working as a small business owner and entrepreneur.

    I was broadcasting on the internet years before YouTube.

    I was doing live televised karaoke before Pop Idol was even a glint in Simon Cowell’s eye.

    I was doing festival events and concerts,

    I refurbished and re-opened a derelict hotel in West Linton,

    opened a bar in Newington,

    and sports bistro in Edinburgh city centre.

    It’s amazing what you learn in a tough industry like hospitality.

    Being a small business owner means you have to turn your hand to everything,

    from pulling pints, to cleaning toilets.

    Though thankfully not always at the same time!

    I know the ups and downs of running my own business.

    More than once, I had to put the staff wages on a personal credit card,

    because no matter how hard it got, the team came first,

    they needed to pay their bills.

    That’s why, by the way, I am so proud of this government’s make work pay agenda.

    Boosting the minimum wage, 

    banning exploitative zero hour contracts, 

    ending fire and rehire, 

    day one rights for workers.  

    As a former business owner let me be clear:

    page one, line one of your business plan should be how you will pay your staff properly.

    More security and better pay for working people will help drive growth.

    It’s good for workers and it’s good for business.

    It drove growth in that West Linton Hotel.

    By working together we turned things around.

    That once derelict hotel is still thriving.

    There are derelict hotel stories in every community and every sector right across Scotland.

    I think of that when I consider how this government has reset the relationship with the Scottish Government.

    And we are starting to see fruits of that productive relationship  – such as bringing the Commonwealth Games to Glasgow.

    And in the range of areas where the Scottish Government has accepted the UK government  legislating in devolved areas,

    to deliver change, faster.

    On tobacco, renters rights, public railways, children’s protection and more.

    Too many people are keen to suggest this reset is “over” at the first sign of political disagreement. 

    It doesn’t work like that. 

    These are different governments,

    Led by different political parties with different priorities and policies.

    But just because we don’t agree on everything,

    doesn’t mean we can’t agree on anything.

    I am certain that the single most important outcome which Scotland’s two governments should seek,

    is economic growth.

    Growth with a purpose.

    to raise living standards, improve public services,

    and tackle the unacceptable levels of poverty that continue to scar our communities.

    Scotland can be the engine room of UK growth.

    We have so much potential.

    Potential that for too long has gone untapped,

    World class universities,

    advanced manufacturing,

    food and drink,

    life sciences,

    Financial and professional services. 

    And the government will leave no stone unturned to unleash that potential.

    Tearing up red tape,

    harnessing the power of Artificial Intelligence to boost productivity,

    and delivering a proper industrial strategy, developed in partnership with businesses and trade unions.

    But delivering economic growth for Scotland is not something either of Scotland’s governments can do alone.

    It requires partnership and co-operation.

    Because the alternative costs us dearly.

    If Scottish growth had simply matched the sluggish UK growth in the last decade our economy would be nearly £10 billion larger.

    That is why we need a decade of national renewal.

    I know the will is there across Scotland’s cities, towns and villages.

    I know the will is there in Scotland’s businesses and trade unions.

    I know the will is there in Scotland’s third sector and charities.

    People up and down the country are full of enthusiasm and ideas for how to make their communities flourish.

    I was intrigued to read last week the leader of Glasgow City Council call for a ‘devolution deal’ for the city region.

    Not just money but powers too.

    This was echoed in a recent meeting with the Edinburgh region growth deal partners,

    who are calling for more powers over skills and transport.

    Devolution of powers to local communities.

    Just look at the impact an empowered Mayor has made to Greater Manchester.

    From 2014 to 2022 the Greater Manchester economy grew by almost 50%.

    If the Glasgow City Region had achieved that same level of growth,

    it would be £7.7 billion larger today.

    That’s an awful lot of jobs and opportunities lost.

    And we can see the real world impact on the high streets of Scotland’s towns and cities.

    As an entrepreneur, it’s painful to see boarded up shops and shuttered restaurants which once represented someone’s dreams and a community’s promise.

    That’s something both governments should be coming together to sort out, by empowering local communities with place based growth. 

    That place based growth is central to our Plan for change. 

    Money and power needs to be pushed out to communities,

    To give them all a fair kick of the ball,

    and create their own jobs and investment.

    And the single biggest opportunity to create good jobs is ensuring that Scotland wins the race to clean energy.

    With GB energy located in Aberdeen, and billions of pounds of investment on the table we need to grasp those opportunities.

    Re-skilling and retraining our workforce will be key to delivering a just transition,

    ensuring the job opportunities of the future are accessible to all.

    And when I think about the future, I think of my daughters.

    Zola, aged four years, and Lois just five weeks old. 

    The jobs and careers they will enjoy have likely yet to even be invented.

    (although Zola does want to be a police officer)

    Businesses and unions constantly tell me they worry about the skills landscape in Scotland.

    The Fraser of Allander Institute found a quarter of employers report vacancies,

    with 31% of these being classified as skill-shortage vacancies, up 10 per cent from 2020.

    We won’t grab these clean energy jobs for Scotland unless we equip our young people,

    and our existing workforce with the skills to do them.

    Now we gather today, at the end of Scottish Apprenticeship Week.

    Apprenticeships and further education should be at the heart of how we take advantage of the race to clean power.

    There are 8,000 fewer college places today than there were just last year.

    Those places are at their lowest level in nine years.

    Just last week we saw that the attainment gap in Scottish schools between the richest and the poorest kids has widened again.

    Everyone deserves the opportunity and dignity that comes with good work. 

    Yet Scotland’s rate of economic inactivity is above the rest of the UK. 

    That’s people out of work, and not looking for work for various reasons. 

    If we simply matched the UK average, we would get over 40,000 people back to work and generate millions more for our economy and communities.

    The UK Government’s £240 million Get Britain Working Plan will overhaul Jobcentres so they focus on skills and careers.

    We need to see the Scottish Government engage with that plan and help us make it work.

    One of the reasons why Scotland’s inactivity rate is higher,

    is because more people in Scotland are out of work due to ill health.

    Many of those people want to work, but can’t.

    And far, far too many of them are stuck on an NHS Scotland waiting list.

    As it stands, NHS waiting times are one of the biggest blocks to growing our economy.

    Almost 300,000 Scots are out of work and not looking for work because they are either temporary or  long term sick..

    Over 700,000 Scots are on an NHS waiting list for treatment.

    Cut NHS waiting lists and you will grow our economy.

    A record settlement from the UK Government for public services in Scotland should deliver that. 

    I know that some of the decisions the UK Government took to fund that record settlement have been difficult and won’t please everyone…

    but we live in a world where 100,000 Scots have been stuck on an NHS waiting list for more than a year,

    28,000 Scots in the past 18 months have been forced to go private for health care.

    That is an unacceptable situation and we make no apology delivering the funding our NHS needs.

    Scotland has a proud industrial past,

    and we can have a bright industrial future, which delivers jobs and wealth for families for generations to come,

    but only if we get the race to clean power right.

    For too long Scottish workers missed out on the work.

    Now I worry a new generation will miss out on the skills.

    As my wonderful Scotland Office ministerial colleague and friend, Kirsty McNeill, often says:

    “We feel it in our bones.”

    It is why we believe in delivering the kind of economic growth that delivers jobs and opportunities for working class people and communities. 

    And one area where those jobs and opportunities could be created, is nuclear power.

    The Scottish Government has a long-standing opposition to nuclear power.

    That is their prerogative, but doing so means investment, jobs and opportunities for Scottish communities will continue to head south.

    Both Hunterston in North Ayrshire and Torness in East Lothian are prime spots for development.

    They have made fantastic contributions to the Scottish economy in the past and they can do so again in the future.

    For Hunterston, that could be 800 new jobs with £50-60 million in direct local wages. 

    For Torness, up to 1,000 jobs with £100m in direct wages.

    Together it would mean tens of millions of pounds being paid in business rates. 

    My message to the Scottish Government today is simple:

    stop blocking this investment, allow those jobs to be created, and let that revenue flow into Scotland.

    And crucially – please work in partnership with the UK Government to deliver it.

    Nuclear power stations aren’t built overnight.

    But they are an investment in our future.

    And another long term investment, for which our country is crying out, is aviation infrastructure.

    Or to put it simply – runways.

    I’ll be clear – I support a third runway at Heathrow. 

    It is a huge opportunity for Scotland’s economy and a massive opportunity for our Brand Scotland agenda,

    to sell Scotland to the world.

    Most passengers leave Scotland on a plane, not knowing that beneath their seat are crates of Scottish salmon and whisky. 

    Connectivity to get our world leading goods overseas is critical as an enabler to growth.

    But incredibly, Scottish exports as a percentage of GDP lag behind the rest of the UK. 

    The Scottish Government’s export target is to increase the value of Scotland’s international exports to 25% of GDP by 2029. 

    But that would still leave us behind the rest of the UK,

    and missed opportunities to improve connectivity to our own airports is partly why.

    It was the current First Minister himself who cancelled the Glasgow Airport Rail Link, over 16 years ago in 2009. 

    That was a missed opportunity for growth,

    given Glasgow Airport already adds over £1.4 billion to the Scottish economy and supports 30,000 jobs.

    It is incredible that in 2025 you can get a direct train from Glasgow Central to Manchester Airport, over 200 miles away.

    but not to Glasgow Airport, just a few miles from the centre of Scotland’s largest city.

    We need UK and Scottish government cooperation, to ensure that all Scotland’s airports, 

    including the publicly owned Prestwick Airport,

    makes the most of Heathrow expansion, and have a proper strategy to drive economic growth.

    The UK industrial strategy identifies eight growth driving sectors, and Scotland can benefit from all of them:

    advanced manufacturing, clean energy industries

    creative industries, digital and technologies

    financial services, life sciences

    professional and business services

    and most relevant this week – defence.

    The decision to increase defence spending to 2.5% of GDP is an act of generational leadership from our Prime Minister.

    as we chart a new course in an uncertain world and do what is necessary to defend our country and our continent.

    National security is the first duty of any government,

    but that increase in spending also represents a massive industrial opportunity for Scotland.

    More than £2 billion was spent by the Ministry of Defence in Scotland last year,

    the industry in Scotland employs more than 30,000 people, including 1,500 apprentices.

    The role must be to defend our nation,

    to stand in solidarity with our European partners,

    and to help Scottish industry lead the way in defence technology and manufacturing.

    On this issue, at this crucial time, we need cooperation between Scotland’s two governments,

    and I am determined that it should happen,

    in our national interest.

    So on these issues: skills, nuclear, aviation,

    infrastructure, defence, and employability,

    I will reconvene the Scottish Business Growth group

    co-chaired by me and the Deputy First Minister. 

    We will bring together voices from across Scottish business, industry,

    trades unions and civic society,

    to find a way through these challenges.

    It will be Scotland’s Growth Commission.

    Last year heralded a new era for the Scotland Office.

    An era of delivery.

    An era that will grasp the new golden age of opportunities for Scotland.

    The vast majority of Scots want their two governments to work together to increase living standards and improve public services. 

    Under my leadership, that is what this Scotland Office is determined to do.

    Since the election last July, I have completely reformed and restructured the department,

    so it can deliver the government’s missions for Scots.

    This new direction for the Scotland Office will have four strategic priorities:

    economic growth

    green energy

    Brand Scotland

    and tackling poverty.

    This new Scotland Office is the UK Government’s delivery arm for Scotland

    and Scotland’s window to Whitehall.

    We will deliver economic growth. 

    But growth with a purpose: 

    to reduce and one day eradicate the poverty which scars our communities. 

    Taking advantage of our enormous green energy potential and our world class brand to get there.

    So as we enter a third era of the Scotland Office post devolution, 

    I am reminded of the words of a Scottish Secretary from long before the devolution era, the great Tom Johnston, who wrote:

    “…if only we could lift great social crusades like better housing and health from the arena of partisan strife,

    what magnificent achievements might yet be ours.

    “In unity lies strength: in concurrence, the possibility of great achievement in better housing, 

    better health,

    better education, better use of leisure,

    greater security in income, and employment.”

    That is a lesson that the Scottish public have been demanding both their governments learn. 

    And that lesson is the path to deliver better living standards and ensure that

    plenty more boys and girls

    from communities like Wester Hailes,

    and from all over Scotland, 

    have the opportunities in life that can lead them to the Cabinet table.

    That is my motivation.

    That is my ambition for Scotland.

    Representatives of the Institute of Physics and Mechanics of Peter the Great St. Petersburg Polytechnic University (SPbPU) and the Advanced Engineering School “Digital Engineering” (AES) took part inXXIV Winter School on Continuous Media Mechanics in Perm. The event was held within the framework of the Program for the creation and development of a world-class scientific center “Supersonic” for 2020-2024 with the support of the Ministry of Science and Higher Education of the Russian Federation.

    The event was organized by the Institute of Continuous Media Mechanics of the Ural Branch of the Russian Academy of Sciences – a branch of the Perm Federal Research Center of the Ural Branch of the Russian Academy of Sciences.

    The Winter School on Continuous Media Mechanics is held to build a systematic discussion on current issues in this field and is aimed at developing research activities, including among young specialists. The event included a competition of reports among students, postgraduates and young scientists.

    The XXIV Winter School on Continuous Media Mechanics was attended by 320 people from 21 cities of Russia, including St. Petersburg, Moscow, Yekaterinburg, Novosibirsk, Izhevsk, Kazan, Samara and others. The event featured 319 reports in eight sections, the abstracts of which were included in the collection of papers on the results of the school.

    The main topics of the event program:

    computational continuum mechanics, physics and mechanics of meso- and nanostructured systems, mechanics of functional materials, convection, hydrodynamic stability and turbulence, hydrodynamics of non-Newtonian fluids and fluids with special properties, fundamental and applied magnetohydrodynamics, continuum mechanics in biology and medicine, mining mechanics, monitoring of natural and man-made systems.

    Scientists, postgraduates, and students of the Institute of Physics and Mechanics of SPbPU presented the results of research and development by research teams on current issues in computational continuum mechanics, mechanics of functional materials, hydrodynamic stability, physics and mechanics of meso- and nanostructured systems, chemomechanics, fundamental and applied hydrodynamics, and gas dynamics. The research results contribute to the development of engineering applications of microelectronics, hydrogen technologies, modern electronic and optoelectronic devices, boiler equipment, methods for testing thermal conductivity at the nanoscale, and calculations of fracture mechanics parameters.

    In the course of Olga Antonova’s research, an analysis was conducted of the features of the application of hyperelastic models of materials to describe the behavior of various medical devices and biological tissues used in modern medical practice, primarily in the field of cardiology.

    In the future, the obtained results can be used as a basis for modeling the processes of installing coronary and endobiliary stents, prosthetic rings for annuloplasty, optimizing the methods of these medical interventions, as well as in developing recommendations for medical workers, concluded Olga Vladimirovna.

    Ekaterina Sadovchenko spoke about the methodology for modeling the process of installing dental implants in bone blocks of different densities using the finite element method.

    The research presented by Liliya Nezhinskaya within the framework of the XXIV Winter School on Continuous Media Mechanics will allow the formation of mathematical models of meta-biomaterials of various topologies for their further application in the development of products in the field of tissue engineering for the treatment of bone defects.

    It should be noted that the project represents a part research, supported by the Russian Science Foundation, which is carried out by a research group led by the Vice-Rector for Digital Transformation of SPbPU, Head of the SPbPU Digital Engineering School Alexey Borovkov.

    Maxim Ivanov spoke about a project to optimize the load-bearing capacity of metal panels with a tetrahedral filler, which is part of his PhD thesis. Layered panels with such a filler are actively used in construction, the automotive industry, and aircraft manufacturing. The results obtained can be used to optimize the technological process of manufacturing a filler of complex shape.

    The presentations of Liliya Nezhinskaya and Ekaterina Sadovchenko were also noted at the competition of reports among students, postgraduates and young scientists. The winners received diplomas.

    The research of the participants of the XXIV Winter School on Continuous Media Mechanics was highly appreciated by the scientific committee, which noted their relevance and practical focus while maintaining the fundamental nature of the approaches used.

    The Action Committee Against Narcotics (ACAN) noted at its meeting today (March 7) the figures of the Central Registry of Drug Abuse (CRDA) and other drug-related figures for 2024. ACAN noticed that the total number of reported drug abusers in 2024 was lower than that in 2023.           Figures from the CRDA revealed that the total number of reported drug abusers in 2024 decreased by 9 per cent (from 5 540 to 5 068) compared with that in 2023. The three most common types of drugs abused in 2024 were heroin, cocaine and methamphetamine (commonly known as “Ice”). Nevertheless, the number of reported young drug abusers aged under 21 in 2024 increased by 8 per cent (from 664 to 720), of which 226 vaped the “space oil drug”. In this group, the most common type of drugs abused was cannabis, followed by cocaine and the “space oil drug”. Since the first half of 2024, the “space oil drug” has continued to be the third most common type of drugs abused by this group.           To step up the control of the “space oil drug”, the Government has listed etomidate, the main ingredient of the “space oil drug”, and its three analogues, (metomidate, propoxate and isopropoxate) as dangerous drugs.           A spokesman for the Security Bureau (SB) said, “Etomidate, the main ingredient of the ‘space oil drug’, has been listed as a dangerous drug, which has significantly enhanced deterrence against ‘space oil drug’-related crimes. The move has also facilitated the law enforcement agencies to take more stringent enforcement actions against ‘space oil drug’-related crimes.”           Recently, Hong Kong Customs arrested a 20-year-old man who carried a vape stick containing the suspected “space oil drug”. In addition, the Police have arrested an 18-year-old man, a 16-year-old male and a 16-year-old female on suspicion of “outraging public decency”. Police later seized “space oil drug” electronic cigarette cartridges suspected to contain etomidate from the residences of two of the arrested persons. The Police arrested the three persons on suspicion of “possession of dangerous drugs” and other offences.           The Chairman of ACAN, Dr Donald Li, said, “I am glad to see that the Government has adopted the suggestions from ACAN and promptly listed the main ingredient of the ‘space oil drug’ as a dangerous drug. I suggest that the Government continues to step up anti-drug publicity on all fronts. I also hope that primary and secondary schools can take the initiative to continuously inculcate in their students the proper knowledge and values of resisting drugs.” He added, “The wickedness of the ‘space oil drug’ has been laid bare in recent controversial incidents. Teenagers who have mistaken vaping the ‘space oil drug’ as just a trivial matter should come to realise the drug harm of the ‘space oil drug’ from the cases in which young people have been arrested. I urge everyone to stay away from the ‘space oil drug’.”           The Government’s new TV Announcement in the Public Interest (API), “Don’t fall into ‘space oil drug’ traps!”, has been launched on various television and radio channels. In addition, relevant advertisements and publicity materials have been displayed on public transport networks, large outdoor advertising spaces, cinemas, public housing estates, private housing estates, Community Living Rooms and villages in the New Territories, etc. The advertisements will also be pushed to mobile phone users on popular mobile application websites. Information and videos about the ‘space oil drug’ have been uploaded onto the dedicated webpage of the Narcotics Division (ND) of the SB (www.nd.gov.hk/en/space_oil_drug.html) for reference by the public.           The Anti-“Space Oil Drug” Week has just been co-organised by the ND and the Education Bureau, which was held in all schools in Hong Kong. At the time, teachers and students participated together in a number of interactive activities, which included game booths and interactive drama shows, to enable students to understand the harm of the “space oil drug” and the severity of committing “space oil drug” crimes. Anti-drug education activities in schools will not stop after the Anti-“Space Oil Drug” Week. The Government will continue to spread anti-“space oil drug” messages through different activities in schools, with a view to cultivating proper values among students and building a stronger anti-drug barrier for them.           As regards drug treatment and rehabilitation services, the Government will continue to foster cross-sectoral collaboration, including the social welfare, healthcare and education sectors, to enhance the awareness and handling capability of social workers, healthcare professionals and teaching staff in relation to the “space oil drug” to facilitate early identification of and assistance to “space oil drug” abusers.           According to statistical figures from law enforcement agencies, the number of persons arrested for drug offences in 2024 dropped by 5 per cent (from 3 407 to 3 243) when compared with 2023. The number of young arrestees aged under 21 decreased by 7 per cent (from 323 to 301). Cannabis, cocaine and “Ice” were the main drugs involved in these arrests. According to court cases concluded for the same period, the conviction rate of persons being prosecuted for drug offences was as high as nearly 90 per cent. As for young offenders aged under 21 who were sentenced to imprisonment for drug trafficking, more than half of them were sentenced to over five years in prison, and the longest period of imprisonment was 22 years.           This year marks ACAN’s 60th anniversary. ACAN and the ND are taking the opportunity to co-organise a series of commemorative events, including an interactive roving exhibition in education institutions and the community, community engagement activities and competitions, with a view to consolidating anti-drug awareness in the community. In addition, the roving exhibition features a theme zone dedicated to the 60th anniversary of ACAN, where a number of precious historical posters, photos, anti-drug videos and TV APIs are displayed. The roving exhibition is divided into different theme zones with interactive games and digital exhibition panels etc. By incorporating the old and the new, visitors will be able to learn from the past and have a better understanding of the harm caused by drugs. The next stop of the roving exhibition will take place at City University of Hong Kong from March 11 to 14.     SACRAMENTO – Foresters, firefighters, community leaders and wildfire experts are applauding Governor Gavin Newsom’s state of emergency proclamation to remove red tape and increase the pace and scale of forest management in California. 

    Following the devastation of the Los Angeles firestorms and with the risk of wildfire increasing statewide, Governor Newsom over the weekend proclaimed a state of emergency to fast-track critical projects protecting communities from wildfire, ahead of peak fire season.

    The worsening democratic conditions in Georgia and alleged efforts to shift the country into Russia’s sphere of influence threaten EU foreign policy and Eastern Partnership stability. Addressing these challenges with urgency is essential to preserving EU values and strategic interests. Parliament’s resolution of 28 November 2024 on Georgia’s worsening democratic crisis following the recent parliamentary elections and alleged electoral fraud calls for targeted sanctions and requires immediate implementation.     The European Investment Bank (EIB) is lending Latvian energy utility Latvenergo AS €200 million to upgrade the country’s electricity distribution network. State-owned Latvenergo AS will use the EIB credit to make the electricity-distribution system both more efficient and more capable of delivering clean power.

    This project, due to be completed by the end of 2026, will add digital features to the network, improve the dependability of electricity supply for the almost 1.9 million customers and contribute to the European Union’s fight against climate change.

    “Modernising Latvia’s electricity-distribution network is important both for the climate and for energy security,” said EIB Vice-President Thomas Östros. “This project will significantly boost the reliability of electricity supply for the country and accelerate the integration of renewable-energy sources into the energy mix, paving the way for a sustainable and resilient energy future. The EIB is glad to be able to support Latvenergo in this transformative endeavour.”

    The EIB’s financing offers Latvenergo favourable terms – including flexible disbursements and a longer duration – compared with market alternatives. The support is expected in turn to attract more long-term financing for Latvenergo and strengthen its green credentials.

    The credit marks the seventh financing accord between the EIB and Latvenergo, highlighting their strong partnership.

    “We are investing to promote energy sector transition to renewable resources and in modernisation of distribution network to make a significant contribution to the economy of the country,” said Guntars Baļčūns, Member of the Management Board of Latvenergo AS. “These targets require significant financial resources, and the EIB provides access to competitive funding that supports both business and climate objectives.   • MIL-OSI NGOs: UK: JSO judgment shows anti-protest laws must be ‘revised immediately’

    Responding to the Court of Appeal’s judgment on the appeal made by 16 Just Stop Oil protesters against their prison sentences for a range of peaceful protests, Kerry Moscogiuri, Amnesty International UK’s Director of Campaigns, said:

    “Today’s ruling highlights the urgent need for the UK’s protest laws to be revised.

    “It’s good the Court confirmed that the fundamental rights to freedom of expression and assembly will always be relevant to the sentencing of peaceful protesters, and it is welcome that some of the sentences in this case have been reduced. But we are in danger of having laws that only allow for protests that don’t bother anybody, and that treat peaceful protest worse than many violent offences. It’s incredibly unjust that peaceful protesters face being locked up for years.

    “We call on the UK government to drop the new anti-protest laws that they have just tabled themselves and institute a fully independent and public review of the protest laws that have been passed in recent years.”

    Policing protest in the UK

    Today’s ruling involved 16 JSO activists from four separate cases. The decision by the court to conduct the hearing as a single, mass two-day event highlighted the significance of this case – it is rare for so many different appeals to be combined.  

    The right to protest in England and Wales has been eroded in recent years, despite being protected under international law. In 2022, the Police, Crime, Sentencing and Courts Act handed police in England and Wales broad powers to shut down protests and expanded criminal offences and punishments for peaceful protest activities, including a maximum 10-year prison sentence for causing ‘public nuisance’ – the offence at the heart of many of the cases decided today.

    This was followed by the even more draconian Public Order Act 2023 and the particularly controversial Serious Disruption Regulations 2023, regulations that were recently found by the High Court to be unlawful, but which remain in place while the Government pursues an appeal.

    Thanks to this authoritarian legislation, police can define almost any demonstration as “seriously disruptive” and impose restrictions on it. Peaceful tactics like locking on, tunnelling and even causing “serious annoyance” were criminalised. New powers were created to issue orders banning people from even attending protests.  

    There has also been a steep rise in the use of facial recognition technology in the policing of protest. This is despite the UK Court of Appeal concluding in 2020 that the legal framework in place at the time for this technology violated human rights.

    Hundreds of protesters have been arrested. Some have received long custodial sentences and many prosecutions remain pending. Following his visit to the UK in January 2024, the UN Special Rapporteur on Environmental Defenders warned that environmental activists face a “severe crackdown” due to the repressive legislative framework and introduction of new criminal charges.

    New stop and search powers, including suspicionless stop and search, can be used against people at or on the way to protests. Existing evidence highlights that stop-and-search powers are disproportionately used against Black and other minoritised people, itself a feature of an institutionally racist policing and criminal justice system. The expansion of these powers serves as a gateway for further racialised police encounters.

    Anti-protest rhetoric and stigmatisation

    Climate change and pro-Palestine protesters in the UK have been heavily stigmatised and their actions used in part as justification for further anti-protest legislation. High-ranking officials labelled disruption created by environmental protests as “a threat to our way of life” and described activists as “using guerilla tactics”.

    Now the new government seems intent on following its predecessor, by introducing yet more anti protest measures in its new Crime and Policing bill. These include a power to criminalise the wearing of facial coverings at a protest, risking discrimination against Muslim women and people with health conditions, and the power for police to require foreign nationals such as student protesters to leave the country as a condition of issuing a caution, without any of the due process protections that apply to enforced removals.

    Existing international human rights standards require Governments not to introduce any measures that place disproportionate restrictions on people’s freedom of expression and assembly – it is accepted that protest by its very nature can be disruptive. 

    As well as calling for the scrapping of recently passed laws, Amnesty hopes the Government will move away from previously used stigmatising discourse and rhetoric, fuelling harmful stereotypes and portraying peaceful protesters in a way that fuels hostility. This includes characterising protesters as criminals, terrorists, threats to public order and security, or a nuisance to be crushed. Amnesty also recommends that regular and systematised data collection and reporting on restrictions imposed by authorities, including the police, is undertaken.

    A study published in JAMA Internal Medicine looks at butter and plant based oils intake and mortality.

    Prof Sarah Berry, Professor of Nutritional Sciences, King’s College London, said:

    “The study shows that high butter consumption is linked to increased cancer and total mortality, whereas plant-based oils are linked to a lower risk of overall mortality and death due to cardiovascular disease and cancer.

    “This research is very timely.  Social media is currently awash with influencers promoting butter as a health food and claiming that seed oils are deadly.  This large-scale, long-term study finds the reverse.  The authors produce further evidence that seed oil consumption is linked to improved health and that butter – delicious as it is – should only be consumed once in a while.

    “In a sane world, this study would give the butter bros and anti-seed oil brigade pause for thought, but I’m confident that their brand of nutri-nonsense will continue unabated.”

    Dr Louise Flanagan, Head of Research for the Stroke Association, said: 

    “Stroke is the fourth leading cause of death in the UK and a leading cause of adult disability – but, fortunately, nine out of 10 strokes can be prevented.  High blood pressure is the cause of around half of all strokes.

    “This study covered a wider range of plant oils than previous research to find that greater consumption of rapeseed oil, soybean oil or olive oil is associated with an overall lower risk of death.  It is positive to see other plant oils being considered in this way as olive oil has been a focus of much research in the past.

    “The suggestion to switch from butter to plant oils is achievable for many people.  However, it was only olive oil that was associated with a lower risk of death due to cardiovascular disease, including stroke.  Olive oil is typically more expensive than other oils like rapeseed which means that its potential health benefits could be out of financial reach for some.

    “The study didn’t consider what eating both butter and plant oils means in terms of health risks, which is likely to be what many people naturally do.  This is potentially something which could be considered in future studies.

    “The Stroke Association encourages people to maintain a healthy diet, exercise regularly, not smoke and monitor alcohol intake, which can help to maintain healthy blood pressure.  Anyone with concerns should speak to their GP.”

    Prof Parveen Yaqoob, professor of nutritional science at the University of Reading, said:

    “The link between diets high in saturated fat, particularly animal-based fat such as butter and lard, and higher mortality has been argued for decades.  I have seen American adverts from the 1960s extolling the virtues of American housewives “polyunsaturating” their husbands when they come home from work.  This is a fun historical reminder of the link between the food industry and dietary health messages, as well as showing how much woman have had to fight for social progress.

    “This latest research provides strong additional data to support the ‘healthier fats’ theory.  The research followed a large cohort of health workers in America over many years.  The use of food frequency questionnaires means that we are relying on the participants to remember what they have eaten and how much, which we know can be an unreliable indicator of actual dietary patterns.

    “The scientists for this study highlight that not all vegetable oils are equal.  Although butter was being replaced by corn oil and sunflower oil, which are polyunsaturated, in the 1960s and 70s, the oils they are talking about in the research – olive, canola and soybean – are mainly monounsaturated.  The researchers suggests that these are more beneficial than the polyunsaturated fats, and refer to the Mediterranean diet, which is higher in monounsaturated fats such as olive oil, for that reason.  While many Western diets shifted away from saturated fat to polyunsaturated fat in the 1970s, the oils that we consume more often now contain more monounsaturates, which seem to be more beneficial.  Given that there are some plant-based oils that are high in saturates – such as palm oil and coconut oil – it is important to consider them separately.

    “Recent dietary fads have suggested a re-examination of evidence on dietary fat.  People who are confused about these conflicting messages about their diet should focus on broader, well-established advice, which can be summarised as: eat more fresh vegetables.”

    Prof Tom Sanders, Professor emeritus of Nutrition and Dietetics, King’s College London, said:

    “This important study shows that people who chose to eat butter don’t live as long as those who chose to eat vegetable oils.  It is a well conducted prospective study of 221,054 health professionals who were in their fifties when enrolled and followed up for 33 years.  Dietary intakes were assessed every 4 years.  The study reports that those who had the highest intake of butter were 15% more likely to die prematurely (from both cardiovascular disease and cancer).  In comparison the opposite was true (a 16 % reduction in relative risk of all-cause mortality), for participants who had the highest intake of vegetable oil.  The same relationship was seen for olive oil, soybean oil and canola oil (rapeseed oil).

    “The strength of the study is the long period of follow-up, repeated measures of dietary intake and adjustment in the statistical analysis for other factors such as smoking habit and obesity.  The findings do not apply to sunflower, palm or coconut oils which were not consumed to any significant extent in this study.  The limitations are that this an observational study not a randomised controlled trial.  Furthermore, the findings with regard to health professionals may differ from the general population because they are better informed about healthy lifestyle choices.

    “Butter is high in saturated fat, contains some trans fatty acids but is very low in polyunsaturated fats.  Whereas unhydrogenated soybean, canola and olive oils are low in saturated fatty acids but high in unsaturated fats.  Replacement of butter with these vegetable oils is well documented to lower blood cholesterol, particularly that associated with low density lipoprotein (LDL) by about 10%.  This change in LDL cholesterol would be predicted to reduce the relative risk of death by about 3% which is much less than what was observed in this study.  It remains possible that a higher intake of polyunsaturated fatty acids (especially linoleic acid) from the vegetable oil may have played a role in reducing risk by a variety of mechanisms.  An alternative explanation may be that health professionals who are sensible follow prevailing healthy eating and lifestyle advice compared to those who don’t.

    “The take home message is that it is healthier to choose unsaturated vegetable oils rather than butter.  This is particularly relevant as there has been much negative publicity about vegetable oils on social media, which are based on unfounded claims of potential harmful effects, rather than deaths as described in the present study.”

    Prof George Davey Smith, FRS FMedSci, Professor of Clinical Epidemiology, University of Bristol, said:

    “Yet again these studies show that the exposure that is accompanied by large differences in other adverse health exposures – e.g. more than double the rate of cigarette smoking in the highest quartile vs lowest quartile of butter consumption is associated with worse health outcomes.  That these differences cannot be taken into account by the statistical models the authors use is well known; measurement error and unmeasured factors ensure this.  It is now more than 30 years since these authors published two high profile papers back to back in the New England Journal of Medicine claiming that vitamin E supplement use would reduce heart disease risk by 40%.  The claims were incorrect, but many people believed them – the story was the headline news in the New York Times – and started taking vitamin E supplements.  However randomised trials later showed this was nonsense: there was no benefit.  This is documented in the first few minutes of this recent talk https://www.youtube.com/watch?v=8IgpTT5ZXXU&t=2s  As in the conclusion of my blog1 on the same authors’ “dark chocolate” paper, the interesting question this paper raises is “why do supposedly legitimate journals keep publishing papers like this?”.”

    Teachers from Henan University of Urban Planning (China) completed an internship at the Department of Water Use and Water Disposal of SPbGASU and received certificates.

    According to Shuainat Akhmadulaeva, Head of the International Activities Department of SPbGASU, cooperation with Henan University of Architecture and Civil Engineering (HSU) has been developing dynamically since 2017 and includes a wide range of areas, including the implementation of joint educational programs, academic exchange of teachers and students, holding joint summer schools, carrying out scientific and technical developments, holding scientific and practical conferences, expanding the laboratory base, and publishing activities.

    “Since 2022, SPbGASU has been participating in the implementation of the educational program for training bachelors in “Water Supply and Sanitation”, financed by the Chinese side. Up to 20 teachers from seven departments of our university took part in this work annually. Now, eight teachers from Henan University of Urban Development have completed an internship at the Faculty of Environmental Engineering and Urban Economy,” explained Shuainat Akhmadulaeva.

    Deputy Dean of the Faculty of Engineering Ecology and Urban Economy for Career Guidance Olesya Samodolova said that the interns also attended a class in the laboratory of the Department of Heat and Gas Supply and Ventilation. SPbGASU teachers Nikolay Ponomarev and Kirill Sukhanov held a laboratory class on a heating device, demonstrated the equipment, talked about virtual laboratory work and stands.

    Presenting certificates of completion of the internship to colleagues from China, Dean of the Institute of Economics and Geochemistry Dmitry Ulrikh expressed hope that the experience gained will be useful to them in their professional activities.

    “Within the framework of cooperation with Henan University of Urban Development, quite large prospects have emerged. With the management of our university, we discussed the possibility of implementing a double degree program in the specialty of water supply and sanitation with the subsequent expansion of training areas. While cooperating in educational activities, we will be glad to jointly develop the scientific direction as well,” noted Dmitry Ulrikh.

    The head of the Chinese delegation, He Yali, associate professor at Henan Urban Development University, confirmed that they had indeed learned a lot of new things during the several days of the internship.

    PLAQUEMINES PARRISH, LOUISIANA—U.S. Secretary of Energy Chris Wright and U.S. Secretary of the Interior Doug Burgum, both leaders of the National Energy Dominance Council (NEDC), today joined more than a thousand American energy workers at Venture Global’s Plaquemine LNG Export facility to highlight the impacts of President Trump’s energy agenda. The secretaries joined Louisiana Governor Jeff Landry and Venture Global CEO Mike Sabel in delivering remarks before touring the facility and speaking to the press.

    Thanks to President Trump’s commitment to restoring American energy dominance and day one reversal of the Biden-Harris LNG export permit ban, Sabel announced today that Venture Global would be making an additional $18 billion expansion to the Plaquemine LNG Export facility – making the facility the largest in the United States.

    Less than 50 days into the Trump administration, American energy companies are producing more energy here in the U.S. – lowering prices, providing good-paying jobs, strengthening local communities, and bolstering America’s national security.

    Secretary Wright:

    America is back.

    You, all of you here today, are bringing America back, making us greater and making us stronger. I could not be more humbled and proud to stand among you today. God bless what you do today and what you do every day.

    I want to also thank President Trump. He worked tirelessly, even putting his own life at risk to go back to Washington to become our president again, to bring commonsense back to Washington, DC. It all left the city. He brought back common sense with a simple agenda unleash American energy, unleash American business, and unleash the American spirit.

    And I see it here today with all of you. He’s from the East Coast. He’s a real estate developer. But instinctually he gets energy. He knows that energy is not one sector of the economy. It’s the sector of the economy that enables everything else, everything else.

    I want to thank the governor of Louisiana. Giant projects like this, they’re not getting built in California, where I lived many years. They’re not getting built in a lot of places. This takes leadership and boldness. This governor of Louisiana has allowed a flourishing in the Louisiana Gulf Coast and across the state. Louisiana today exports more LNG than every state in the United States. This is number one.

    That that that bar is going to be raised even higher because in the next several years, Louisiana will become a larger exporter of liquefied natural gas than any nation on Earth. You could be your own country and be number one.

    Venture global, as we heard from Mike Sable, the great, bold founding CEO, has taken huge risk. They raised money from all across America, from American like us, to build this business and make a bet. Make a bet on American energy production.

    The United States 15 years ago was the largest importer of natural gas in the world. And with bold entrepreneurs and leadership like President Trump, our governor in Louisiana, and Venture Global, today, the United States is the largest net exporter of natural gas in the world and growing strong, growing strong.

    What’s the fastest growing source of energy on the planet by far is natural gas. I looked at this over the last 15 years. Nothing else is close. Oil is second, by the way. The fastest growing sense source of energy in the planet is natural gas. The largest producer of natural gas on the planet is the United States.

    And so hence we’re growing our exports because of your work, because of your efforts, we’re going to increase the prosperity of America, increase the strength of America, increase the opportunities for Americans and for the citizens of the world.

    Where does this gas go? What’s this gas going to do? It’s going to make fertilizer so farmers can grow more food and feed everyone. It’s by far the largest source of electricity in the United States. Natural gas is. It’s to make petrochemicals. All the clothes were wearing the toys. Our cars are our computers. Our phones. Those are all made of natural gas.

    All the uses of natural gas, you can say. In short, they make our lives possible. They allow us to have a modern world and live these wonderful lives we live.

    But that doesn’t fall from heaven. That doesn’t just fall on earth. It has to be made, produced and delivered. And that only happens with hard working people like you. You are changing the world. You are changing people’s lives.

    I’ll end there. I just am humbled to be among you. I’m proud to be among you. I cannot overstate how important what you’re doing is and how aligned it is with the agenda of President Donald Trump. This guy wants America to be great. He wants America to be strong. He wants to lower our cost and expand opportunities for Americans.

    A strong, energized, empowered America is not just good for Americans. It’s good for the world. God bless you. God bless America and God bless President Trump.

    What a gorgeous day we have here today. And today is a day of gratitude. And it’s a day of celebration.

    You’ve heard from the great speakers up here, my friend, Governor Jeff Landry. We’ve got two amazing entrepreneurs, Mike and Bob and the amazing Chris Wright. But we’re celebrating today American innovation, American entrepreneurship, and American workers. I stand here before you humbled because I can’t think of anything more patriotic.

    There’s no place I’d rather be than here looking at all of you standing here among this, this creation that you’ve built. And it started with two guys that said, hey, maybe we can do something that’s never been done before. Maybe we can invent a new way to think about how we want to process natural gas. Maybe we can figure out that the U.S., instead of being a net importer, is going to be a net exporter.

    And it was a couple of guys just sitting around a table that came up with the idea of Venture Global. Then you hear, it’s like when only in America, now is going to be one of the most important and influential energy companies in the world. That happens in our country only when we get the government out of the way.

    It happens when we cut red tape. One of our pathways to energy dominance is just unleashing the incredible resources that we have in this country. Getting the red tape, getting the federal government off the back of the worker, off the back of companies, and so that everybody can do the amazing work and build projects like this.

    And so, we’re celebrating that today. But I also said today is a day of gratitude. And I want to bring a message from President Trump to all of you, because President Trump fights for all of you every day. This guy I know everybody here, you work hard, you put in a long day, you go home, you get up and you do it the next day. He respects that. And you know what? He does that too.

    This guy didn’t take a day off for the last 90 days before the election. Then the next day he got up and he didn’t. He didn’t take a day off. He just started jamming all the way through to January 20th. And then since January 20th, he’s gotten more done than any president in the history of the United States ever has in their first month and a half.

    And somebody asked me, what’s it like working for the president? And I said, well said, you guys, you watch football. And they said, yeah, I watch football. I said, well, think about this. Think about the best football team ever assembled. The President Trump is the team owner and he’s the manager, and he’s the head coach, and he’s playing quarterback and he’s running a no huddle offense. And everybody that’s working for him has got to scramble back to the line for the next play, because we’re just going that fast every single day. And the change that he’s driving, the red tape that he’s cutting, it’s absolutely incredible. And one of the things that we’re here today, the announcement today is happening.

    The prior administration had a full-on attack against U.S. energy. They literally were stopping the permitting, killing jobs, killing capital formation, the money to come together to build something like this. And you know what that did that hurt every American and it helped our adversaries. President Trump is fighting for you every day. And he’s fighting because he believes in the we have U.S. energy dominance. It does two things. It builds American prosperity, and it brings peace abroad.

    We’re in two proxy wars right now. And both of our adversaries in those wars, Russia and Iran, Iran funding 24 terrorist groups. They’re funding those wars against us with energy production. With a facility like this where we can sell LNG around the world, we’re literally going to stop war.

    So, when you guys go to work every day, tell yourselves you’re just not doing a job building the most amazing, most technological plant in the planet. The biggest construction project in North America. You’re also building world peace. And the other thing you’re also doing is you’re building prosperity here at home for everybody that’s here.

    And it all starts with one thing, and that’s American energy. And you’re going to say it with me because with energy dominance part of our job is to cut red tape. And the other is we got to get more things flowing through those pipes heading towards Louisiana. And how are we going to do that?

    You know, how we are going to do it is three words. What are we going to do. We’re going to drill, baby drill one more time. What are we going to do. We’re going to drill, baby drill. And when we do that, we’re also going to mine baby, mine. We’re going to get critical minerals going. So, we’re stop buying critical minerals from China. We’re going to map baby, map, and we get the US Geological Survey going back and actually discovering all the resources we have on America’s balance sheet.

    People talk about America’s debt, $36 trillion in debt. Our assets could be 3 to 5 times more than that. But we don’t even know that because we’ve stopped looking for all the resource assets in this country. And we’re going to become an energy powerhouse. And with that, we’re going to bring inflation down for you and your families. And here at home, prosperity in America and world peace abroad.

    That’s what you’re working on every day. How exciting is it to be here with all of you? And again, a message of gratitude for President Trump to you. Nothing more patriotic than American worker that’s working to build energy dominance for this country. Your impact? It carries far and wide. It touches people all over the world. And it certainly helps your kids and your grandkids, and it helps our country reduce our debt, do everything that we’re doing.

    So, a big thank you from President Trump and a big thank you to the innovators and entrepreneurs that built this place and came up with the idea. And none of it happens without all of you.     DST Takes a Toll on Sleep, With Younger Generations Most Disrupted
    When looking into how much of an impact DST has on people the morning after, one thing is clear, everyone’s sleep patterns are thrown off. In fact, people spent a little too much time counting sheep the night of the time change, falling asleep 33 minutes later than the previous night, waking up 19 minutes earlier.     Representatives of the State Atomic Energy Corporation Rosatom, headed by Deputy Director General for Human Resources Tatyana Terentyeva, visited the Polytechnic University on a working visit. The company is interested in expanding cooperation with the Polytechnic in many areas, especially in the field of personnel training and employment of graduates at its enterprises. These topics were discussed at a meeting with the Polytechnic leadership and during an acquaintance with its research base.

    The visit began with a ceremonial presentation of Rosatom awards to the polytechnicians.

    “The Polytechnic University and the State Corporation Rosatom have developed not just business-like, but warm and friendly relations,” Vitaly Sergeev, First Vice-Rector of SPbPU, greeted the guests. “Of course, this is our strategic partner, with whom we work in many areas, both scientific and educational. And it is especially pleasant to begin our meeting with the ceremonial part, with the presentation of awards from the state corporation.”

    Before the ceremony, Tatyana Terentyeva addressed the Polytechnic representatives: Rosatom is a global participant in the world energy market. We have big common tasks – both the formation of fourth-generation nuclear energy, increasing the share of nuclear energy in Russia to 25 percent, and the preparation of the future nuclear elite for our international partners. So the program of our further strategic cooperation will be expanded.

    After welcoming remarks, Tatyana Anatolyevna presented awards to the Polytechnic University teachers and staff. For significant personal contribution to the development of international scientific and educational cooperation and training of personnel for the nuclear industry, the Director of the Higher School of Nuclear and Thermal Energy of the Institute of Power Engineering Alexander Kalyutik was awarded the 2nd degree “Academician I. V. Kurchatov” badge of distinction.

It is important to emphasize that out of 22 high-tech partner companies of the school, seven Rosatom divisions supported the creation and development of the SPbPU Advanced Engineering School program with letters of guarantee for co-financing at the start of the federal project, – noted Alexey Borovkov.

    Alexey Ivanovich also spoke about systemic interaction with Rosatom divisions. Joint projects with the corporation’s organizations and enterprises are aimed at solving urgent engineering problems of the nuclear industry and industry of Russia, training a new generation of engineers with world-class competencies, as well as developing scientific, technological and educational infrastructure.

    Every year, the structural divisions of the SPbPU Ecosystem of Technological Development carry out dozens of orders for Rosatom enterprises, including: Centrotech-Engineering, TVEL, TsKBM, NIKIET, NIIgrafit, PO Mayak, Prepreg-SKM, ITER-Center, Proryv, RFNC-VNIIEF, OKBM Afrikantov, etc. The total cost of the completed research and development work exceeds 660 million rubles.

    The speaker noted that training engineering personnel in the interests of Rosatom is one of the key areas of activity of the Advanced Engineering School of SPbPU “Digital Engineering”. As part of cooperation with the state corporation, the Advanced Engineering School of SPbPU implements educational programs aimed at developing students’ competencies that meet the modern challenges of the nuclear industry. Among the master’s programs created in the interests of the enterprises of the leading nuclear industry are “Digital Engineering in Nuclear and Fusion Energy” (program partners: JSC Atomstroyexport (management company of the engineering division of the State Corporation Rosatom), JSC NIKIET (an enterprise of the State Corporation Rosatom), A.F. Ioffe Physical-Technical Institute, Budker Institute of Nuclear Physics of the Siberian Branch of the Russian Academy of Sciences), “Digital Engineering of the Main Technological Equipment of Hydrogen Technologies and New-Generation Energy Systems” (program partner: JSC TsKBM, part of the mechanical engineering division of Rosatom), “System Digital Engineering in Nuclear Engineering” (program partner: TVEL Fuel Company of the State Corporation Rosatom).

    For students and engineers of the Advanced Engineering School of SPbPU “Digital Engineering”, a scientific and technological educational infrastructure is being actively created together with industrial partners of the nuclear industry: the “TVEL – SPbPU” space, the engineering center for the design of pumping equipment “TsKBM – Polytech”, the laboratories of “Polymer Composite Materials” (Composite Division of Rosatom) and complex developments of the main equipment of chemical-technological and energy systems of the new generation – in cooperation with JSC “TsKBM”. These initiatives allow students and young professionals to work on modern equipment, participate in real projects and research, and develop the skills necessary for successful work in high-tech industries.

    Vice-Rector for International Affairs Dmitry Arsenyev focused on the issues of training personnel for the energy sector of foreign countries. Polytechnic has been teaching foreign students for over 60 years. Currently, 5,000 people from 107 countries are studying in the main educational programs. Dmitry Germanovich noted that 54 educational programs relate to the profile of Rosatom, including 10 in English.

    “We started cooperating with Rosatom to train personnel for foreign countries in 2013,” said Dmitry Arsenyev. “The largest project is the graduation of specialists for the Turkish nuclear power plant Akkuyu Nuclear. From 2015 to 2023, we trained 96 people, including 72 masters. We actively participate in the state corporation’s programs for teaching the Russian language.”

    Dmitry Arsenyev noted the interesting train-the-trainers supplementary education program, which has already been completed by 63 people, mentioned winter and summer schools and presented the experience of the Polytechnic University as a coordinator Russian-African Network University.

    Dmitry Germanovich proposed to continue developing the train-the-trainers program, to intensify the targeted admission of foreign students to study at SPbPU through the State Corporation Rosatom, to create a representative office of SPbPU on the territory of ObninskTech to develop network interaction, to develop international educational programs for African countries taking into account the needs of Rosatom and to involve RAFU in their promotion.

    Director of the Institute of Mechanical Engineering, Materials and Transport Anatoly Popovich structured his report in such a way as to draw attention to the target setting for technological leadership.

    “When we talk about technological leadership, we must not forget that these are technologies of the future,” he emphasized. “We have chosen additive technologies. The Polytechnic University has created an end-to-end cycle – from obtaining powders to quality control of products. The Polytechnic University was the first of Russia’s technical universities to switch to low-tonnage, science-intensive production of complex objects.”

    Anatoly Anatolyevich named the main achievements of IMMiT in the field of additive technologies, presented the results of the implementation of technologies in combination with equipment, and spoke about what engineers manufacture according to orders from enterprises, including Rosatom. For example, in 2020, Polytechnic University won a mega-grant from Rosatom State Corporation to create new materials and products based on shape memory alloys with a controlled structure and piezoelectric ceramics using additive 4D technologies for the state corporation.

    The director of the Institute, Viktor Barskov, spoke about the interaction of the Institute of Power Engineering, the State Corporation Rosatom and the Rosenergoatom Concern. He listed the specialists and areas in which the Polytechnic prepares for the thermal and electric power industry, covering almost all the needs of the industry. At the same time, Viktor Valentinovich noted that there is a need to change the approach to the existing education model so that Rostec is properly represented in SPbPU.

    “For the modern education model, when we talk about engineers, designers, constructors, a special approach is needed. The labor market is overheated, if the enterprise wants to receive highly qualified personnel ready to work without additional retraining and investments, it is necessary to change the model of interaction with universities and students,” says Viktor Valentinovich. “We have a basic department of the Leningrad Nuclear Power Plant “Nuclear Energy”, it operates according to the old scheme: students do practical training at the Leningrad Nuclear Power Plant, and the company’s specialists give lectures at the university. However, now students are very demanding, it is necessary to have a close connection with the enterprise, so that familiarization with production begins not with practical training in the third year, but directly from school, so that already interested schoolchildren enter the Polytechnic. In addition to practical training and lectures, students from the first year must study in specialized classrooms, engage in creativity in coworkings, use the company’s software, that is, absorb information about it in the process of learning and student life. It is necessary to restart and reformat the basic department of “Nuclear Energy” so that work with students is carried out more intensively.”

    Viktor Barskov also proposed expanding scholarship programs.

    The speech was concluded by the head of the Rosatom student community at SPbPU, a 5th-year student majoring in Nuclear Reactors and Materials, Victoria Chernova. She said that their cell has 45 activists who work with schoolchildren and applicants, participate in fairs for first-year students and youth career forums, strategy sessions, and visit Rosatom enterprises. In 2025, they plan to participate in events dedicated to the 80th anniversary of the nuclear industry.

    In the TVN building of the Higher School of Nuclear and Thermal Energy, Rosatom representatives visited the branded information space of Rosenergoatom Concern (LNPP) and the software and hardware complex “Virtual Power Unit of the NPP”, which will be launched into the educational process in September. The simulator was developed by Atomenergoproekt, it can be used to simulate various operating modes of the power unit, including emergency ones, and to perform calculations for scientific research.

    The guests got acquainted with the capabilities of some advanced spaces of the SPbPU PISh “Digital Engineering”. Tatyana Terentyeva talked to students who are working on projects in the interests of the Fuel Division inscientific and technological educational space “TVEL – SPbPU”.

    In addition, Tatyana Anatolyevna visited laboratory for integrated development of basic equipment for chemical-technological and energy systems new generation, the opening of which took place on February 25, 2025 with the participation of representatives of JSC TsKBM.

    The creation of advanced scientific and technological platforms in cooperation with Rosatom enterprises is an important step in training personnel for the nuclear industry.     The East Siberian Oil and Gas Company (VSNK, a subsidiary of Rosneft) has summed up the results of a grant competition to support projects of practical importance for the Evenki District of Krasnoyarsk Krai. The program includes grants for the creation of a unique online library on the Ket language, the study of the ichthyofauna of the Podkamennaya Tunguska River, and the assessment of predator populations in the region’s forests.

    Evenkia is the territory of residence of the indigenous peoples of the North – Evenks, Keto, Yakuts, Dolgans and Evens. Currently, the languages of the indigenous population are under threat of extinction. The Ket language is the only surviving representative of the Yeniseian language family. According to the latest data, about six percent of the Ket people speak their native language.

    As part of the enterprise grant for collecting linguistic and folklore material, experts will conduct surveys of native speakers and digitize the surviving information about the Ket language. Based on the materials received, the first Ket online library and a unique Ket-Russian translator will be created. An important tool for preserving this ancient language will be working with schoolchildren. New information resources will be aimed at student teachers and primary school teachers who will be able to pass on knowledge about the Ket language and culture to schoolchildren.

    The second project, which received grant support from the VSNK, is related to the assessment of the state of the ichthyofauna of the Podkamennaya Tunguska River. The study of fish populations is of great importance for the indigenous peoples of the North. Scientists from the Central Siberian State Nature Biosphere Reserve will conduct an analysis of the biological characteristics of fish, a cytogenetic study, and a survey of the local population. The results of the study will allow us to assess the presence and impact of stress factors in the habitat of commercial fish.

    More than 20 species of mammals live in the forests of Evenkia. Among them are six large predators. The third grant was allocated to study the state of forests, which affects the species composition of mammals, their numbers and choice of habitats. As part of the project, employees of the Tunguska State Nature Reserve will assess the impact of the state of the forest on the number of bears, wolves, sables, and lynxes, a new species for the region.

    Preservation of the national culture of the indigenous peoples of the North and their traditional way of life is one of the key areas of Rosneft’s social policy. The Company’s enterprises implement various projects in support of social, educational and cultural initiatives, and scientific and applied research.

    The VSNK grant program makes a significant contribution to the preservation of the unique national culture, identity and traditional way of life of the indigenous population of Evenkia. The enterprise program has been in effect since 2014, during which time the oil workers have supported 32 scientific works, including projects to preserve the Evenki language, the reconstruction of the Ethno-pedagogical center in the village of Tura, and the revival of the endangered breed of the Evenki aboriginal Laika.

    Thanks to the grant support of the VNSK, the Red Book of Evenkia was published in 2020, which presents 45 rare and rare animals. In 2024, scientists from the Siberian Federal University updated the list of rare animal species in the region. Over the years of the grant program, support has also been provided to many cultural and ethnographic projects. Linguists have created a manual for schoolchildren on studying the culture and language of the unique Keto people, released an electronic version of the Evenki-Russian dictionary “Evedy-Luchady Tureruk”, and a monograph “New Projects for the Revival of the Evenki Language and Culture”.

    UKAEA and Eni partner to develop tritium fuel cycle facility

    Eni and UKAEA launch a research and technological development collaboration for innovative solutions in the field of fusion energy.

    The United Kingdom Atomic Energy Authority (UKAEA), the UK’s national organisation responsible for the research and delivery of sustainable fusion energy, and Eni, have entered into a collaboration agreement to jointly conduct research and development activities in the field of fusion energy. The collaboration primary starts with the construction of the world’s largest and most advanced tritium fuel cycle facility, a vital fuel for future fusion power stations. The “UKAEA-Eni H3AT (pronounced ‘heat’) Tritium Loop Facility”, located at Culham Campus will be complete in 2028.

    Tritium recovery and re-use will play a fundamental role in the supply and generation of the fuel in future fusion power plants and will be crucial in making the technology increasingly efficient.

    Fusion is a form of energy whereby the power of the Sun is replicated on Earth. The fusion process sees two hydrogen isotopes fuse together under intense heat and pressure to form a helium atom, releasing large amounts of emissions-free energy through a safe, cleaner and virtually inexhaustible process.

    Fusion energy could be transformational to contribute to energy security and decarbonisation.

    The “UKAEA-Eni H3AT Tritium Loop Facility” is designed to serve as a world-class facility providing industry and academia the opportunity to study how to process, store and recycle tritium.

    UKAEA and Eni will collaborate to develop advanced technological solutions in fusion energy and related technologies, including skills transfer initiatives. 

    Eni will contribute to the H3AT project with its expertise in managing and developing large-scale projects, helping to de-risk its roadmap. This partnership combines UKAEA’s extensive expertise in fusion research and development with Eni’s established industrial-scale capabilities in plant engineering, commissioning, and operations.
