    WASHINGTON, D.C. – U.S. Senator Maria Cantwell (D-WA), Ranking Member of the Senate Committee on Commerce, Science and Transportation, that oversees college sports, and Representative Michael Baumgartner (R, WA-05) called on the House Energy and Commerce Subcommittee on Commerce, Manufacturing and Trade to delay its July 15 markup of the Student Compensation and Opportunity through Rights and Endorsements (SCORE) Act, citing significant changes needed to strengthen the bill and meet its goal of improving the future of college athletics—for ALL colleges and ALL athletes.
    “If you thought the dissolution of the Pac-12 was a heist, the SCORE Act is the National Championship of all heists,” said Sen. Cantwell. “This legislation is a power grab by the two biggest conferences that will leave athletes, coaches, and small and mid-sized institutions behind.” 
    “In its current form, the SCORE Act fails to protect what makes college sports special,” said Congressman Baumgartner. “It puts student-athletes at risk by empowering the wealthiest programs to poach talent and control the system. This bill accelerates the erosion of competitive balance, tradition, and opportunity—especially for smaller schools. I want to make sure that college athletics at WSU, Gonzaga, and EWU continue to have a strong future. If we truly care about student-athletes, we should be strengthening the institutions and values that support them, not stacking the deck against them.”
    In a letter to subcommittee Chairman Gus Bilirakis and Ranking Member Jan Schakowsky, Sen. Cantwell and Rep. Baumgartner wrote: “The bill appears to be a product of the richest conferences to cement into place the current power structure in college athletics that would leave only the wealthiest schools able to compete at the highest levels of college athletics. The SCORE Act will only cause more chaos and damage to the college athletics system. We urge you to pull this flawed bill from the mark up until the defects are fixed.”
    Sen. Cantwell and Rep. Baumgartner called out big flaws with the bill’s framework and identified six areas that need to be improved:  
    consider policies to increase revenue for small and mid-sized schools and for women’s and Olympic sports;
    give college athletes a voice in how policies are made and implemented, including those related to conference realignment;
    address the inequities and limitations of the House v. NCAA settlement regarding women’s athletics;
    address the budgetary concerns of small and mid-sized schools;
    ensure health and safety protections; and,
    establish a commission on the future of college athletics.

We urge everyone to think long-term and big picture about the future of college athletics that we want to achieve.”

    Dear Chairman Bilirakis and Ranking Member Schakowsky,
    We have significant concerns about H.R. 4312, the “Student Compensation and Opportunity through Rights and Endorsements” (SCORE) Act, slated to be marked up by the Subcommittee on Commerce, Manufacturing, and Trade. The bill appears to be a product of the richest conferences to cement into place the current power structure in college athletics that would leave only the wealthiest schools able to compete at the highest levels of college athletics. The SCORE Act will only cause more chaos and damage to the college athletics system. We urge you to pull this flawed bill from the mark up until the defects are fixed.
    First, the bill entrenches the NCAA’s authority at a time when the NCAA’s governance structure is becoming increasingly dominated by wealthier conferences. The SCORE Act hands the NCAA unfettered ability to set rules that would make the rich schools richer, like representation on NCAA championship selection committees—and the tournament revenue that comes with it.
    Second, while we are pleased that college athletes can earn a share of the revenue they generate for their schools, the SCORE Act’s formula for determining the size of revenue shared with players will make it difficult for small and mid-sized schools to compete with wealthy schools. The non-policy-based formula in the bill is at least 22 percent of the average sports revenue of the 70 highest-revenue schools—an amount currently estimated to be $20.5 million. Very few schools will be able to pay out this full amount and the situation will be exacerbated over time as the limits increase each year as average revenue increases. These schools will not be able to keep up with wealthy schools who plan to pay their athletes the full $20.5 million each year or more. This will accelerate the loss of talent from these smaller schools, turning them into mere “feeder” schools for the largest programs.
    Third, the SCORE Act ignores important national policies regarding college sports. It ignores the explosive growth of women’s sports and how revenue sharing under the House v. NCAA settlement may jeopardize these gains and lead to far less money flowing to women’s sports. It ignores the importance of college athletics to the Olympic pipeline. The SCORE Act will inevitably lead to the loss of men’s and women’s Olympic sports as schools are implicitly forced to devote ever more resources to the college football arms race. The SCORE Act also fails to address how conference realignment has changed the map of college sports and the absurdity of sending college athletes coast-to-coast on a weekly basis while foreclosing any opportunity for athletes to have a voice at the table to advocate for themselves as these changes continue to play out.
    The SCORE Act is a missed opportunity to deliver creative solutions that will ensure a sustainable future for college athletics beyond the wealthiest programs. Rather than rush the SCORE Act through as is, we should press pause to fix the issues facing schools of all sizes and opportunity for all athletes. The Act should: (1) consider policies to increase revenue for small and mid-sized schools and for women’s and Olympic sports; (2) give college athletes a voice in how policies are made and implemented, including those related to conference realignment; (3) address the inequities and limitations of the House v. NCAA settlement regarding women’s athletics; (4) address the budgetary concerns of small and mid-sized schools; (5) ensure health and safety protections; and (6) establish a commission on the future of college athletics.
    College sports are important to student athletes, schools, alumni, fans, and communities across the United States. Congress needs to get this right and not miss an opportunity to fix the college sports landscape for generations to come. We urge everyone to think long-term and big picture about the future of college athletics that we want to achieve.

    ALMATY, July 15 (Xinhua) — Kazakhstan produced 49.9 million tons of oil and exported 39.6 million tons in the first half of 2025, the Kazinform news agency reported on Tuesday, citing Kazakh Energy Minister Yerlan Akkenzhenov.

    “The volume of oil production for the reporting period amounted to 49.9 million tons, which is 111.6 percent compared to the same period last year. By the end of the year, production of 96.2 million tons of oil is expected,” noted E. Akkenzhenov.

    According to him, in the first six months Kazakhstan exported 39.6 million tons of oil, which is 11.9 percent more year-on-year.

    By the end of the year, Kazakhstan plans to export 70.5 million tons of oil. –0–

  • MIL-OSI Submissions: Taurine could power your energy drink – and maybe cancer cells too. Here’s what you need to know

    Energy drinks are big business. Marketed as quick fixes for fatigue and performance dips, energy drinks are especially popular among young people, athletes, sports enthusiasts, and so-called “weekend warriors” – people who pack their workouts into the weekend instead of exercising regularly. Gamers are now a major target too.

    But as the market grows, so do concerns about what’s actually in these drinks – and what these ingredients might be doing to our bodies.

    Many energy drinks contain some combination of three familiar stimulants: caffeine, found naturally in coffee, tea and cacao; guarana, an Amazonian plant rich in caffeine; and taurine, a naturally occurring amino acid found in scallops, mussels, turkey and chicken.

    Taurine, in particular, has drawn both hype and hope. It is credited with performance-enhancing properties and potential health benefits. But new research is raising important questions about how it behaves in the body – and when it might do more harm than good.

    In May 2025, a study published in Nature sparked headlines and unease in equal measure. It found that taurine may fuel the progression of leukaemia, a group of blood cancers that begin in the bone marrow.

    The study showed that while healthy bone marrow cells naturally produce taurine, leukaemia cells cannot. But they can absorb taurine from their surroundings and use it as a fuel source to grow and multiply. Research on mice and in human leukaemia cell samples demonstrated that taurine in the tumour microenvironment – the area around a tumour that includes blood vessels, immune cells and structural support – accelerated the progression of leukaemia.

    Crucially, when researchers blocked taurine uptake by leukaemia cells (using genetic techniques), cancer progression slowed significantly. The authors suggest taurine supplements could potentially worsen outcomes in people with leukaemia and propose that developing targeted ways to block taurine uptake by cancer cells might offer a new treatment strategy.

    Taurine: friend or foe?

    Taurine is one of the most abundant free amino acids in the human body, found in especially high concentrations in the heart, muscles and brain. In healthy people, it’s mainly obtained through diet, but the body can also synthesise taurine from the amino acids methionine and cysteine, provided it has enough vitamin B6, which is found in foods such as salmon, tuna, chicken, bananas and milk.

    Most people consuming a typical western diet take in 40mg–400mg of taurine a day from food alone. This figure refers only to taurine that is directly ingested, not including the additional amount the body can synthesise internally, which may vary depending on age, diet and health.

    Taurine is listed on the Food and Drug Administration’s (FDA’s) generally recognised as safe (GRAS) database, and according to the European Food Safety Authority (EFSA), it’s safe to consume up to six grams per day. By comparison, a serving of Red Bull or Monster contains around one gram – comfortably below that threshold.

    Despite recent concerns about a possible link to blood cancer progression, taurine isn’t inherently harmful. In fact, some people may benefit from supplementation, especially those receiving long-term parenteral nutrition, where nutrients are delivered directly into the bloodstream because the gut isn’t working properly. People with chronic liver, kidney or heart failure may also have trouble producing or holding on to enough taurine, making supplementation helpful in specific clinical settings.

    Ironically, some research suggests taurine may actually help reduce the side effects of chemotherapy in leukaemia patients – even as emerging studies raise concerns that it could also fuel the disease. This contradiction underscores how much context matters: the effects of taurine depend not just on dosage and delivery, but also on the patient’s underlying condition. What helps in one context, could harm in another.

    But here’s the catch: taking taurine as a supplement for particular health reasons is very different from consuming large quantities through energy drinks, which often combine taurine with high levels of caffeine and sugar. This combination can put strain on the heart, interfere with sleep and increase the risk of side effects, particularly for people with underlying health conditions or those taking other stimulants.

    The latest research raises important questions about whether taurine-heavy products could be harmful in some cases, especially for people with, or at risk of, blood cancers.

    So, should you worry?

    According to the current evidence, if you’re a healthy adult who occasionally sips an energy drink, there’s little cause for alarm. But moderation is key. Consuming multiple high-taurine drinks daily or taking taurine supplements (without prior professional consultation), on top of a taurine-rich diet might not be wise, especially if future research confirms links between taurine and cancer progression.

    Until more is known, the safest approach would be to enjoy your energy boosts by consuming a nutritious diet rather than consuming energy drinks. If you have any underlying health conditions – or a family history of cancer – it’s always best to consult a healthcare professional before diving into taurine supplementation or consumption of energy drinks.

    WASHINGTON, D.C. – Today, U.S. Senator Peter Welch (D-Vt.), Ranking Member of the Senate Agriculture Subcommittee on Rural Development, Energy, and Credit, and U.S. Senators Bernie Sanders (I-Vt.) and Jeanne Shaheen (D-N.H.), reintroduced the Rural Recovery Act, legislation that will create a new program at U.S. Department of Agriculture (USDA) Rural Development (RD) to provide RD state offices with automatic funding for emergency recovery technical assistance after disasters take place in their jurisdiction. The Rural Recovery Act was inspired and shaped by the need to bolster capacity of towns and cities across Vermont recovering from historic floods in 2023 and 2024. 
    “Vermont is still reeling from brutal back-to-back floods that tore through our state in July of 2023 and 2024. Just last week, towns were hit with flash flooding for the third year—it’s a painful reminder that these disasters are becoming more frequent, and we need to be ready for them. A critical part of the recovery process is ensuring every town has the resources necessary to access emergency relief funds when disasters strike. But many rural communities often don’t have the capacity to apply for disaster relief when they’re still trying to dig out their driveways and make sure their neighbors are safe after a major flood,” said Senator Welch. “The Rural Recovery Act will deliver vital assistance and improve the post-disaster recovery process for rural communities impacted by extreme weather across the country.” 
    “Climate change is making extreme weather more frequent, severe and damaging. Vermonters know this all too well following years of devastating flooding. What they also know is that the recovery process is difficult and slow, and that working with the various federal agencies involved is complicated and time-consuming. Our legislation would allow USDA Rural Development to provide assistance, which will help more Granite Staters access recovery funds when they’re needed most.” 
    The Rural Recovery Act would provide automatic funding to USDA RD state offices in disaster impacted states, following a disaster declaration by the president. States can use funding to administer disaster recovery technical assistance to towns. The technical assistance funding—generally available up to three years after a disaster occurs—could be used by state RD offices to hire internal employees or contractors to provide technical assistance to towns for their recovery efforts. The program is modeled after a pilot program spearheaded by USDA RD and the Vermont League of Cities and Towns (VLCT) which provides towns with technical assistance for disaster recovery. 
    Technical assistance providers could also assist with any federal agency funding applications for disaster-damaged infrastructure, including U.S. Federal Emergency Management Agency (FEMA), Economic Development Administration (EDA), USDA, or state agency funding applications to address disaster damage.

    Union Minister for New and Renewable Energy, Pralhad Joshi, on Tuesday said that India has achieved its target of meeting 50 per cent of total installed energy capacity through renewable sources well ahead of the 2030 deadline.

    Speaking to mediapersons during his visit to IIT Bombay, Joshi said, “We have achieved 50 per cent of total installed energy capacity through renewable energy. We were supposed to achieve this by 2030 but have done it ahead of schedule.”

    The Minister credited the achievement to the vision and leadership of Prime Minister Narendra Modi, adding that India is emerging as a global leader in the renewable energy sector.

    “In renewable energy, under the leadership of Prime Minister Modi, India is leading the world,” Joshi said.

    Appreciating IIT Bombay’s contribution in the field of energy research and innovation, the Minister said the government is providing significant funding to address challenges related to productivity and grid stability.

    “The Indian government under PM Modi is giving substantial funds for research. How to increase productivity along with grid stability is a key concern and we are working on it,” he added.

    Highlighting the purpose of his visit, Joshi said, “I came to IIT Bombay because it has done very good work. I congratulate the entire team and I am happy that the funds have been well utilised for research and development.”

    Recalling the Prime Minister’s promise, Joshi said the commitment to reach 50 per cent renewable capacity by 2030 has been fulfilled ahead of time.

    The Minister was speaking at the IVCA Renewable Energy Summit 2025, organised by the Indian Venture and Alternate Capital Association in Mumbai, where he delivered the keynote address as the Chief Guest.

    On the anniversary of President Trump’s assassination attempt:

    One year ago, Sunday, on that field in Butler, Pennsylvania, an assassin nearly took the life of President Trump. And we can’t talk about it too much because it was a turning point in American history. It could have gone the wrong way. I mean, if that assassin’s bullet missed just an inch to the right, or if President Trump would’ve turned his head just a millisecond later, he would’ve died on that stage and this country would’ve come apart at the seams. But now, because of all this recent success and the President’s success, it’s easy to forget that just 12 months ago, President Trump was the most vilified politician, arguably in the history of the country.

    Democrats spent years persecuting him on all fronts. They impeached him twice. Social media platforms removed his ability to communicate with his supporters. Armed FBI agents raided his home. Democrat judges and prosecutors bent the law to arrest him. And multiple assassins tried to kill him, but God miraculously spared the president’s life. I think it’s undeniable. And he did it for an obvious purpose. His presidency and his life are the fruits of divine providence. And he points that out, obviously now all the time. And he’s right to do so. President Trump has lived since with the acknowledgement every day since, he has acknowledged that each new day isn’t guaranteed to us. It isn’t to any of us, and that’s why we’re not wasting any time. It’s why he remains so strong and resilient. It’s why we have such a sense of urgency. President Trump took a bullet to his head. He got up shortly thereafter. He pleaded with the crowd to fight, and then he went on to win a historic election less than four months later. America’s changed because he survived that day.

Last week, my office sent a survey to our constituents. I serve Louisiana’s fourth congressional district. And we sent around a survey to Louisiana families, knowing that they’re going to save thousands of dollars now because of the vote that we took on July 3rd. We asked them, how would you use the extra money? And here’s some of the responses: James said he’s going to use the savings to open a Roth IRA for his family. Janice is an 80-year-old widow, she said she’s going to use the savings for much needed repairs to her home. Whitney is in a retirement home; she’s going to utilize the savings to help pay rent. Pamela is grateful for the increased standard deduction and will likely add these savings to a rainy-day fund for future expenses. Another constituent named James said he doesn’t even want the relief. He said he’d like to send it back to us to “use for more plane tickets for people heading back south of the border wall.”  That’s a real response.   • MIL-OSI USA: Media Alert: Low-level flights to image geology over parts of southern Colorado

    RESTON, VA. — The U.S. Geology Survey will conduct low-level helicopter flights over parts of southern Colorado to map critical minerals using airborne geophysical technology, beginning in mid-July. The airborne survey will be conducted through Fall 2025, weather and wildfire restrictions permitting, covering parts of Park, Chaffee, Teller, Fremont, Custer, Pueblo, and Huerfano Counties.  

    Flights may resume in Spring 2026 if needed.

    The Colorado flights are part of a national effort to map the mineral resources needed to drive the U.S. economy and protect national security, searching below ground and in tailings from old mines.  As directed by the Energy Act of 2020, the USGS has identified 50 critical minerals essential to the U.S. economy and national security, with a supply chain vulnerable to disruption. 

    Instruments on the helicopter will measure variations in the Earth’s magnetic field and natural, low-level radiation created by different rock types beneath vegetation and up to several miles below the surface. This information will help researchers develop geologic maps in three dimensions. In addition to critical minerals, applications include evaluating natural resources such as water, preparing for natural hazards such as earthquakes and radon, and characterizing legacy mining areas.

    The aircraft will fly along pre-planned fight paths relatively low to the ground at about 300 feet (100 meters) above the surface in some areas. Experienced pilots who are specially trained and approved for low-level flying will operate the aircraft. All flights will occur during daylight hours and are coordinated with the Federal Aviation Administration to ensure accordance with U.S. law. The ground clearance will be increased to 1,000 feet (300+ meters) over populated areas. The flights will be based out of Fremont County airport near Cañon City, and will fly over the towns of Gardner, Rye, Colorado City, Beulah Valley, Rockvale, Coal Creek, Williamsburg, Florence, Penrose, Brookside, Lincoln Park, Cañon City, Park Center, Goldfield, Victor, Cripple Creek, Midland, Guffey, Cotopaxi, Coaldale, and Howard.  Surveying over wilderness areas in the survey block are subject to access permissions with the relevant agencies.

    The aircraft will be equipped with an elongated “boom” that extends in front of the main cabin that houses sensors. These scientific instruments are completely passive with no emissions that pose a risk to humans, animals, or plant life. No photography or video data will be collected. The data collected will be made freely available to the public on ScienceBase once complete. The aircraft will be flown by experienced pilots who are specially trained and approved for low-level flying. These pilots work with the FAA to ensure flights are safe and in accordance with U.S. law. The surveys will be conducted during daylight hours only. 

     The flights could shift to other parts of the survey area as necessitated by adverse flying conditions. 

    The USGS has contracted with NV5, Edcon-PRJ, and Precision GeoSurveys to collect data.

    The survey fits into a broader effort by the USGS Earth Mapping Resources Initiative, the Colorado Geological Survey, and other partners,  to modernize our understanding of the Nation’s fundamental geologic framework and knowledge of mineral resources. Funding by the Infrastructure Investment and Jobs Act has facilitated coverage of such a large area.  This effort is known as the Earth Mapping Resources Initiative, and it includes airborne geophysical surveys like this one, geochemical reconnaissance surveys, topographic mapping using LiDAR technology, hyperspectral surveys, and geologic mapping projects. 

    The helicopter survey will take place within the polygon on the map, including the town of Cañon City, in south-central Colorado.  Surveying over wilderness areas in the survey block are subject to access permissions with the relevant agencies.

  • MIL-OSI USA: Researcher Spotlight: Violeta Sanchez i Nogue’s Journey to Bioprocess Development at NREL

    On a Christmas morning in the early 1990s, in a small town north of Barcelona, a young Violeta Sanchez i Nogue’s interest in chemistry was born. She unwrapped a junior chemistry lab kit that would ignite a love of science and lead to a successful career as a senior researcher at NREL.

    “With the kit, you could run lots of different assays inside glass tubes with different chemical compounds,” Sanchez i Nogue said. “It even had an alcohol burner! In retrospect probably not the safest game, but you can imagine lots of color changes and fume generation when reactions were taking place. I had lots of fun playing with this game with my sister, and I was just fascinated by it.”

    With visions of someday working in a chemistry lab, Sanchez i Nogue took an opportunity to expand her horizons by joining an engineering boot camp during the summer before high school graduation.

    “I really enjoyed it, as it gave me exposure to university-level research,” she said. “We spent a couple of weeks taking environmental samples in the Pyrenees and analyzing them in a lab the university had installed at the mountain hostel. Most of the researchers were from the chemical engineering department, so I had the chance to learn about the types of research they were doing.”

    Combining Scientific Passions

    Needless to say, she was hooked. She decided to combine her two interests and pursue a degree in chemical engineering at the Autonomous University of Barcelona. During her undergraduate studies, she completed an internship at Lund University in Sweden, where she later returned to earn a Ph.D. in engineering. It was here that she became familiar with NREL’s leading work on lignocellulosics and bioethanol—the focus of her thesis.

    Sanchez i Nogue worked for a startup company developing yeast strains and processes for second-generation ethanol and other biotech applications. In the summer of 2015, she joined NREL as a postdoctoral researcher working on a project to produce renewable carbon fibers.

    “It just felt like a once-in-a-lifetime opportunity when a colleague from grad school sent me the job posting,” Sanchez i Nogue said. “It was a relatively big project with universities, other national labs, and industrial partners. This first project was ambitious, and the fermentations I was running were really fast, but it was an amazing experience to be able to work with a highly multidisciplinary team. After a few months of being at NREL, I had the opportunity to join another project, which I am still part of.”

    Working With Microorganisms

    “While one might think the challenges an organism faces when we put them in bioreactors are really different compared to their native environment, you can actually leverage lots of natural strengths and weaknesses from learning about their origins,” Sanchez i Nogue said.

    Most of her projects have parallel efforts across the laboratory in metabolic engineering, separations, catalysis, and analysis.

    “Working on multidisciplinary projects with people who all have unique sets of expertise and backgrounds can be challenging at times,” Sanchez i Nogue said. “But it always feels like a pivotal moment when synergies occur because people work together.”

    “I love the fact that I learn something new every single day,” she said. “I have what I consider one of the greatest privileges in a job: I work with dedicated, hard-working, and kind people, and this is a pleasure not everyone has.”

    Seeking New Challenges

    While the development of core capabilities happens on a laboratory scale, Sanchez i Nogue also works at the pilot scale in NREL’s Integrated Biorefinery Research Facility and externally with different industrial and university project partners.

    Given her proclivity for collaboration, Sanchez i Nogue is not one to shy away from a new challenge. In 2023, she worked to onboard new operations in NREL’s Field Test Laboratory Building to be able to use different types of organic waste (including food waste, manure, and wastewater). Today, she is doing similar work on setting up an aerobic gas fermentation system in NREL’s new Research and Innovation Laboratory that will allow the use of hydrogen, oxygen, and flue gases.

    “Deploying new capabilities in the lab is often challenging,” Sanchez i Nogue said. “Who do we bring to the table to help moving things forward? How does it fit into the current lab operations? Which changes will be needed to implement it safely? It is a lot of work behind the scenes.”

    Sanchez i Nogue’s behind-the-scenes work has a history of paying off.

    “Over these last years, I have been fortunate to work with people who took our challenges as theirs, and that has allowed for instrumental changes to the system,” she said. “I am happy to contribute to expanding NREL’s bioeconomy and sustainable transportation research capabilities!”

    Living Beyond the Lab

    Outside of work, Sanchez i Nogue enjoys cooking, baking, reading, gardening, and raising her 2-year-old daughter, which includes answering endless whys about people and nature’s curiosities.

    “We recently had a nice opportunity to see a couple of robins nesting in our front yard, so we talked about how and why they were constructing the nest, laying the eggs, incubating them, feeding them, teaching them to fly, and more,” she said. “She is also fascinated by butterflies and has just started to distinguish ants from spiders.”

    Her daughter’s expanding love of learning about the world around her mirrors that of her own, nurtured by the fateful junior chemistry lab kit from many Christmases ago.

  • MIL-OSI Canada: More heat pump rebates on the way; now open for renters, condo owners

    More British Columbians will benefit from a heat pump this summer with the B.C. government’s launch of a new program to reduce energy use, lower energy bills and improve comfort for income-qualified apartment renters and condo owners.

    The Better Homes Energy Savings Program Condo and Apartment Rebate will provide rebates up to $5,000 to support the purchase and installation of high-performance electric heat pumps in individual suites in multi-unit residential buildings (MURBs).

    “Nearly a third of homes in B.C. are in multi-unit residential buildings,” said Adrian Dix, Minister of Energy and Climate Solutions. “We’ve had great success supporting the switch to heat pumps in single-family homes and in entire multi-unit residential buildings. All British Columbians who need a heat pump should have access to one, to feel comfortable in their homes year-round, experience better energy efficiency, and save money. So, we’re expanding our support to focus on helping apartment renters and condominium owners.”

    The first phase of the program, available starting Tuesday, July 15, 2025, applies to suites in condo and apartment buildings that are six storeys and under, and are currently heated by electricity, such as electric baseboards. The program will be expanded in fall 2025 to include condos and apartments heated by fossil fuel (e.g., a gas-fired boiler).

    “We are encouraged by the expansion of the heat pump rebate program to renters and condo owners living in lower-rise MURBs,” said Shauna Sylvester, director, Urban Climate Leadership. “It’s been difficult for people living in these buildings to get relief from the extreme heat. This program is a step in the right direction in creating healthy, safe and resilient homes for more British Columbians.”

    To get a heat pump, income-qualified apartment renters and condo owners must include signed permission forms from their respective landlords and strata corporations in their applications. Applicants then receive an eligibility code that is used by a registered contractor to secure the rebates.

    “This program will support families and seniors in apartments and townhomes across B.C. managing affordability concerns, and ensure they have the opportunity to convert to heat pumps to provide a safe and healthy controlled climate for their homes,” said Tony Gioventu, executive director, Condominium Home Owners Association of B.C. “Owners, tenants, and residents of strata properties are reminded to work with their strata councils to confirm they are complying with the local bylaws.”

    In addition to this program, BC Hydro is offering non-income-qualified rebates to customers in individual suites in condo and apartment buildings of up to $2,500 on high-performance heat pumps and $1,000 for heat pump water heaters in electrically heated buildings. These energy-efficient upgrades help reduce utility costs and support a cleaner, more sustainable future.

    • The Better Homes Energy Savings Program, launched in June 2024, is funded through the Province and leverages contributions from BC Hydro and the federal government to support greater access to home energy retrofits for households with low or moderate incomes, including renters.
    • In April 2025, the Province announced $50 million in each of the next two fiscal years to deliver as many as 8,300 new heat pump rebates to British Columbians.
    • This phase one of the new program is expected to result in approximately 500 heat pumps installed for applicants, however, that number could be higher.
    • To date, the B.C. government’s Better Homes Energy Savings Program has provided funding for 27,832 heat pumps.

    WASHINGTON, D.C. — Today, Congresswoman Nanette Barragán (CA-44), a member of the Energy & Commerce Subcommittee on Health, sent a letter to Department of Health and Human Services (HHS) Secretary Kennedy following up on comments and commitments the Secretary made related to Alzheimer’s disease research at the House Energy & Commerce Health Subcommittee Hearing on “The Fiscal Year 2026 Department of Health and Human Services Budget” on Tuesday, June 24, 2025.

    The National Institute of Health (NIH) funds 35 Alzheimer’s Disease Research Centers (ADRCs) across the country. Since the start of the Trump Administration and DOGE’s attacks on critical research, 13 ADRCs have experienced funding reductions of $65 million in 2025. Currently, another 14 ADRCs are up for renewal in Fiscal Year (FY) 2026.

    The letter clarifies the facts about the status of federally-funded Alzheimer’s research after Secretary Kennedy suggested that what the Congresswoman shared about these cuts was untrue.

    “It’s extremely disappointing that our nation’s top health official was unaware of devastating cuts to research that prevents access to clinical trials and other critical services for people living with devastating Alzheimer’s and their caregivers,” said Rep. Barragán. “I urge Secretary Kennedy to honor his words and ensure full funding of the Alzheimer’s Disease Research Centers up for renewal in 2026. These Centers are funded with bipartisanship support in Congress. This should be a non-partisan priority. Families battling Alzheimer’s can’t afford funding delays, conspiracy theories, or ideological budgets. They need answers, treatments, and hope now.”

    The letter also urges a commitment in writing following an exchange during the hearing when Congresswoman Barragán asked Secretary Kennedy to commit to fully funding the 14 ADRCs up for renewal in FY26, and the Secretary responded that is something he was willing to work together on.

    The letter clarifies the facts about the status of federally-funded Alzheimer’s research after Secretary Kennedy suggested that what the Congresswoman shared about these cuts was untrue.

    “It’s extremely disappointing that our nation’s top health official was unaware of devastating cuts to research that prevents access to clinical trials and other critical services for people living with devastating Alzheimer’s and their caregivers,” said Rep. Barragán. “I urge Secretary Kennedy to honor his words and ensure full funding of the Alzheimer’s Disease Research Centers up for renewal in 2026. These Centers are funded with bipartisanship support in Congress. This should be a non-partisan priority. Families battling Alzheimer’s can’t afford funding delays, conspiracy theories, or ideological budgets. They need answers, treatments, and hope now.”

    The letter also urges a commitment in writing following an exchange during the hearing when Congresswoman Barragán asked Secretary Kennedy to commit to fully funding the 14 ADRCs up for renewal in FY26, and the Secretary responded that is something he was willing to work together on.

    The Mayor of London, Sadiq Khan, is starting London Climate Action Week with the launch of a new Green Roots Fund, which will invest more than £12 million to make neighbourhoods across the capital greener, healthier and more climate resilient.

    The new fund, which sees Sadiq deliver on his 2024 Election Manifesto pledge, will support the creation and improvement of London’s green and blue spaces, such as parks, community gardens, wetlands and rivers. This includes projects that will restore habitats for nature to thrive and could reintroduce lost species.

    Research shows that those from Black, Asian or minority ethnic communities are more than twice as likely to live in an area deprived of green space [1], while more than one in five households in London have no access to a garden. [2] The new fund will tackle this social injustice, empowering communities with the opportunity to increase their access to green and blue spaces.

    The new £12 million fund will award grants ranging from £10,000 to £500,000 over the next three years to community groups, boroughs and stakeholders to pay for trees, wildflower meadows, parklets and waterway improvements.

    The launch comes at the start of London Climate Action Week, which is taking place this week (21-29 June) and is the largest city-wide climate event in Europe.

    Now in its seventh year, London Climate Action Week hosts more than 700 in-person and virtual events (double the number of events from last year) and attracts more than 45,000 people to the capital. It mobilises London’s unparalleled array of organisations committed to accelerating global climate action, showcasing how London is a global climate leader.

    Sadiq has led the way and after he launched the world’s first 24-hour Ultra Low Emission Zone (ULEZ) and expanded it to cover the whole capital in 2023, ULEZ is now the largest clean air zone in the world. It covers every borough of London, helping the capital’s almost ten million residents breathe cleaner air. It has been crucial to protect the health of Londoners, support children’s lung growth, and reduce the risk of people developing asthma, lung cancer and a host of other health issues related to air pollution.     City Hall is involved in a number of events for London Climate Action Week. This includes: 

    1. A seeds giveaway, today (23 June) to encourage Londoners to create habitats and food sources to benefit nature. A total of 12,000 seed packets will be handed out by volunteers at 12 stations in areas that have less access to green space.*
    2. A week of discussions at Goals House which will feature the Mayor and explore topics including sustainable cities, design and creativity and the impact of businesses on biodiversity and the loss of nature.
    3. A Climate Innovation Forum in Central London that will see the Mayor discuss pioneering green initiatives with international leaders across government and business.
    4. The inaugural London Climate Action Week Youth Summit at ZSL, which will bring together over 150 young changemakers to explore how young Londoners can take climate and nature action in the city

    Since he took office in 2016, the Mayor has transformed London’s natural spaces, improving and creating over 900 hectares of green space – equivalent to more than 2,000 football pitches. He has restored 3.7km of river, creating habitat for wildlife to flourish.

    Through his Grow Back Greener Fund, the Mayor has already awarded over £4 million to 135 community-led projects, supporting Londoners to create and improve over 30 hectares of green space (1,140 tennis courts) and plant over 25,000 trees. [4]

    Since taking office in 2016, Sadiq’s initiatives have led to the planting of over 600,000 trees across London (including two new woodlands), totalling 85 hectares of tree-filled green spaces for everyone to enjoy. [5]

    In addition, the Mayor has invested over £2.5 million since 2021 through his Rewild London Fund, into projects that have supported the restoration and rewilding of London’s most valuable places for nature. [6]

    On 10 July 2025, the World Health Organization (WHO) prequalified the first bundled set of three in vitro rapid diagnostic tests (RDTs) capable of simultaneously detecting HIV, hepatitis B virus (HBV) and syphilis – three major infections that pose serious risks to maternal and child health.

    The prequalification listing of the Determine™ Antenatal Care Panel is expected to facilitate timely and expanded access to testing in communities where pregnant women often face significant barriers to early diagnosis and essential maternal health care. This advancement also supports the global initiative to eliminate mother-to-child transmission of HIV, HBV and syphilis as a public health problem – a critical effort known as triple elimination.

    HIV, HBV and syphilis are not only leading causes of preventable illness and death but also carry a high risk of vertical (mother-to-child) transmission during pregnancy, childbirth or breastfeeding. Early diagnosis during pregnancy is therefore crucial. Timely testing allows pregnant women to access appropriate treatment, prophylaxis and supportive care, significantly reducing the risk of complications and transmission to the infant. WHO recommends that all pregnant women be tested at least once for these three pathogens – and as early as possible – during pregnancy.

    “Ensuring rapid access to quality-assured diagnostic tests is essential to protecting the health of vulnerable populations, including pregnant women,” said Dr Rogério Gaspar, Director of WHO’s Department of Prequalification and Regulation of Medicines and Health Products. “This milestone reflects our continued commitment to accelerating the availability of safe, effective and quality health innovations where they are needed most.”

    To date, WHO has prequalified three dual HIV/syphilis RDTs and continues to monitor a growing pipeline of multiplex diagnostic tools. Assessing these innovations remains a strategic priority, as they offer the potential to further strengthen integrated testing efforts. The newly listed product can build on the successful scale-up of dual HIV/syphilis RDTs and existing WHO guidance to support broader access to integrated antenatal screening.

    As health systems face growing resource constraints, integrated approaches such as multiplex testing are increasingly vital. They have the potential to simplify service delivery, reduce costs and improve testing coverage, especially in low-resource and high-burden settings.

    WHO is currently developing global guidance on multiplex testing to support countries in effectively deploying this panel, and other emerging multiplex diagnostics. The guidance will offer evidence-based recommendations on when, where, and how to use multiplex tests to maximize impact, and answer questions on the viability of further multiplex self-testing.

    “Rapid multiplex tests like this mark a new era for diagnostics as they have potential to transform service delivery and population health. By aligning product prequalification with programmatic guidance, WHO is helping countries implement innovations smarter and faster through working across departments.     Designed for use by trained health-care providers at the point of care, the Determine™ Antenatal Care Panel is currently intended specifically for pregnant women aged 12 years and older. It enables simultaneous testing for HIV-1/2 antibodies and HIV-1 p24 antigen (Determine™ HIV Early Detect), hepatitis B surface antigen (Determine™ HBsAg 2), and syphilis antibodies to Treponema pallidum (Determine™ Syphilis TP).     The National Highways Authority of India (NHAI) has released its second consecutive Sustainability Report for the financial year 2023–24, reaffirming its strong commitment towards environmental sustainability and responsible infrastructure development.

    The report, launched by Union Minister for Road Transport and Highways Nitin Gadkari, highlights NHAI’s integrated framework for Environmental, Social, and Governance (ESG) practices and its alignment with India’s global commitments under the Mission LiFE (Lifestyle for Environment) initiative and the vision of Hon’ble Prime Minister Shri Narendra Modi for a sustainable future.

    Despite a 20% rise in National Highway construction in FY 2023–24, NHAI has successfully reduced its Greenhouse Gas (GHG) Emissions Intensity from 1.0 MTCO2e/km to 0.8 MTCO2e/km, indicating a clear decoupling of construction growth from emissions.

    Promoting a circular economy remains central to NHAI’s efforts. In the reporting year, more than 631 lakh metric tonnes of recycled and reused materials — including fly ash, plastic waste, and reclaimed asphalt — were utilized in highway construction.

    Afforestation and plantation have also received a major push. Over 56 lakh saplings were planted in FY 2023–24 and 67.47 lakh saplings have already been planted in 2024–25, taking the total tree plantation count to over 4.69 crore since the rollout of the Green Highways Policy, 2015. This large-scale plantation has helped create substantial carbon sinks and enhanced the environmental balance along India’s highways.

    The report also documents NHAI’s conservation initiatives under the Amrit Sarovar Mission, with 467 water bodies rejuvenated across the country.     The National Highways Authority of India (NHAI) has released its second consecutive Sustainability Report for the financial year 2023–24, reaffirming its strong commitment towards environmental sustainability and responsible infrastructure development.

    The report, launched by Union Minister for Road Transport and Highways Nitin Gadkari, highlights NHAI’s integrated framework for Environmental, Social, and Governance (ESG) practices and its alignment with India’s global commitments under the Mission LiFE (Lifestyle for Environment) initiative and the vision of Hon’ble Prime Minister Shri Narendra Modi for a sustainable future.

    Despite a 20% rise in National Highway construction in FY 2023–24, NHAI has successfully reduced its Greenhouse Gas (GHG) Emissions Intensity from 1.0 MTCO2e/km to 0.8 MTCO2e/km, indicating a clear decoupling of construction growth from emissions.

    Promoting a circular economy remains central to NHAI’s efforts. In the reporting year, more than 631 lakh metric tonnes of recycled and reused materials — including fly ash, plastic waste, and reclaimed asphalt — were utilized in highway construction.

    Afforestation and plantation have also received a major push. Over 56 lakh saplings were planted in FY 2023–24 and 67.47 lakh saplings have already been planted in 2024–25, taking the total tree plantation count to over 4.69 crore since the rollout of the Green Highways Policy, 2015. This large-scale plantation has helped create substantial carbon sinks and enhanced the environmental balance along India’s highways.

    The report also documents NHAI’s conservation initiatives under the Amrit Sarovar Mission, with 467 water bodies rejuvenated across the country.     City Hall has triggered a ‘high’ air pollution alert in London tomorrow (Saturday 21 June) as sunny and hot weather with temperatures above 30C are forecast, which is expected to create ‘High’ ozone levels as the strong and prolonged heat and sunshine reacts with any present pollution.

    Imperial College London forecasters advised City Hall to issue the alert, with air flow from mainland Europe expected to bring in additional pollutants from urban and industrial sources.

    City Hall issues alerts to Londoners, schools and local boroughs when moderate, high or very high air pollution is forecast. High air pollution alerts are also displayed at public locations across London, including all bus stop countdown signs, as well as on the Underground.

    The Deputy Mayor for Environment and Energy, Mete Coban said: “London’s toxic air is responsible for around 4,000 premature deaths in the capital each year, which is why the Mayor has done everything in his power to tackle it, including launching the world’s largest clean air zone.

According to the Ministry, these boards act as behavioural nudges to encourage individuals to make healthier dietary choices in daily life, especially as the country sees a sharp rise in obesity and related lifestyle diseases.

    Officials have underlined that the advisory is not about targeting specific Indian snacks or street food. Instead, it aims to promote general awareness about hidden fats and sugars across all food categories. The Ministry has further clarified that it has not directed vendors or manufacturers to carry warning labels on food products.

    As part of the broader message, the advisory also encourages workplaces to promote healthier meal options such as fruits, vegetables and low-fat foods. It suggests practical steps to incorporate physical activity into daily routines — including use of stairs, short exercise breaks during work hours and creating walking routes within office campuses.

  • MIL-OSI: Smackover Lithium Reports Highest Lithium Brine Grade in SWA Project Area as FEED Studies Nearing Completion

    LEWISVILLE, Ark., July 15, 2025 (GLOBE NEWSWIRE) — Smackover Lithium, a Joint Venture (“JV”) between Standard Lithium Ltd. (“Standard Lithium” or the “Company”) (TSXV: SLI) (NYSE.A: SLI) and Equinor, is pleased to announce that it has completed sampling from its newest exploration well, the Lester well, in the South West Arkansas (SWA) Project area, and has recorded the highest lithium concentration reported to date from the SWA Project area; 616 mg/L lithium in brine.

    The Lester well was completed in the second quarter of this year and concludes all sub-surface exploration activities for Phase 1 of the SWA Project. The location of the Lester well in relation to the SWA Phase 1 Project is shown in Figure 1 below, and an aerial photograph of the Lester well and associated pad is shown in Figure 2.

    Sampling of brines from the upper Smackover Formation was completed by the Company, and subsequent analysis of the brine by an independent third-party certified laboratory demonstrated significantly higher than expected lithium concentrations in the Lester brine, marking the highest lithium grade reported for the SWA Project. The summarized lithium brine analyses are provided in Table 1 below which highlights the average lithium concentration from three brine samples was 582 mg/L.

    With all of the fieldwork complete, the joint Smackover Lithium team is working to complete the FEED study, with a Definitive Feasibility Study expected later in the third quarter of this year. The completion of these studies will represent a significant milestone as the team rapidly advances Phase 1 of the SWA Project through off-take negotiations and project finance towards a Final Investment Decision targeted by year-end 2025.
