    African Development Bank Group (www.AfDB.org/en) President Dr. Akinwumi A. Adesina, delivered a compelling farewell address to Heads of State and Government at the 38th African Union Summit, highlighting a decade of remarkable achievements by the Bank in driving Africa’s economic transformation. Adesina’s participation at the august continental gathering in Addis Ababa ended on a high note as African leaders considered and endorsed four Bank-led initiatives including the drive to connect 300 million Africans to electricity by 2030, measuring Africa’s green wealth as part of its GDP, a $20 billion facility to provide Africa with a financial buffer and a roadmap for the continent to achieve inclusive growth and rapid sustainable development.

    Adesina, who is also the Chairman of the Group’s Boards of Directors, underscored the impact of the Bank’s High 5s Agenda—Light up and Power Africa, Feed Africa, Industrialize Africa, Integrate Africa, and Improve the Quality of Life for the People of Africa—which has impacted more than half a billion lives across the continent.

    “It has been an unprecedented partnership to advance the goal of the African Union towards achieving Agenda 2063: the Africa we want,” said Adesina who in February 2022, became the first president of the Bank Group to address the AU Summit.

    During the final day of the assembly, several African governments and AU officials paid tribute to Dr. Adesina for his exceptional leadership of the Bank and strong global advocacy for Africa, He ends his tenure as the Bank Group’s president on 1st September 2025.

    The February 15–16 Summit saw the election of Djibouti’s Foreign Minister Mahmoud Ali Youssouf as Chairperson of the African Union Commission, taking over from Moussa Faki Mahamat. Algeria’s Ambassador, Salma Malika Haddadi, was elected the Commission’s Deputy Chairperson.

    Reflecting on his tenure at the helm of the African Development Bank, Dr. Adesina said the Bank has transformed 515 million lives, including 231 million women, over the past decade:

    • 127 million people gained access to better services in terms of health.
    • 61 million people gained access to clean water.
    • 33 million people benefited from improved sanitation.
    • 46 million people gained access to ICT services, and
    • 25 million people gained access to electricity.

    He cited the landmark Africa Energy Summit held in Tanzania in January, where 48 nations signed the Dar Es Salaam Declaration to adopt bold policies in support of an initiative by the World Bank and the African Development Bank to extend electricity access to 300 million Africans by 2030. That meeting, attended by 21 heads of state, secured $48 billion in commitments from the two institutions and an additional $7 billion from other development partners.

    The Addis Ababa Summit endorsed the Dar Es Salaam Energy Declaration, the Baku Declaration by African Heads of State on Measuring the Green Wealth of Africa. The Assembly also adopted the African Financing Stability Mechanism, a groundbreaking initiative by the African Development Bank to provide $20 billion in debt refinancing for African nations alongside  the Strategic Framework on Key Actions to Achieve Inclusive Growth and Sustainable Development in Africa report which  outlines key actions required to enable Africa to achieve, and sustain an annual growth rate of at least 7% of GDP over the next five decades.

    On food security, Adesina cited the Bank’s Technologies for African Agricultural Transformation (TAAT), the Dakar 2 Food Summit that mobilized $72 billion in 2023, and the $1.5 billion Africa Emergency Food Production Facility that was launched in May 2022 to avert a major food and fertilizer crisis triggered by global conflicts.

    “The African Development Bank accelerated food production in Africa. Over 101 million people became food secure. We mobilized $72 billion to implement the food and agriculture delivery compacts across the continent,” he stressed. With the support of the Bank, Ethiopia has achieved self-sufficiency in wheat production within four years and is now a wheat-exporting nation.

    A Decade of Transformative Impact

    With a strong focus on job creation, the Bank has trained 1.7 million youth in digital skills and is rolling out Youth Entrepreneurship Investment Banks to drive youth-led economic growth. “Our goal is simple: create youth-based wealth across Africa,” Adesina reiterated.

    Additionally, the Affirmative Finance Action for Women in Africa (AFAWA) initiative has provided $2.5 billion in financing to over 24,000 women-owned businesses, said Adesina.

    Over the past decade, the African Development Bank has invested over $55 billion in infrastructure, making it the largest multilateral financier of African infrastructure.

    The Bank has also prioritized healthcare, committing $3 billion in quality healthcare infrastructure and another $3 billion for pharmaceutical development, including establishing the Africa Pharmaceutical Technology Foundation.

    Historic Financial Mobilization for Africa

    Under Adesina’s presidency, the Bank achieved its largest-ever capital increase, growing from $93 billion in 2015 to $318 billion currently. The most recent replenishment of the African Development Fund, the Bank Group’s concessional window, raised a record $8.9 billion for Africa’s 37 low-income countries, setting the stage for a target of $25 billion for its upcoming 17th replenishment.

    The Africa Investment Forum, a joint effort with eight other partner institutions, has also mobilized over $200 billion in investment commitments, reinforcing Africa as a leading investment destination.

    As he bade farewell, the outgoing Bank chief expressed gratitude to the African Heads of State, the African Union Commission, regional economic communities, and the people of Africa for their unwavering support.

    “As today will be my final attendance of the AU Summit as President of the African Development Bank, I would like to use this opportunity to immensely thank your Excellencies Heads of State and Government for your extraordinary support over the past ten years. I am very grateful for your always being there for the African Development Bank—your Bank. I am very grateful for your kindness, friendship, and partnership as we forged global alliances to advance the continent’s interest around the world,” he said. 

    The 2025 Summit under the theme, “Justice for Africans and People of African Descent Through Reparations,” drew global political leaders and other dignitaries, including UN Secretary-General António Guterres, and the Prime Minister of Barbados, Mia Mottley.

    Guterres reiterated calls for reform of the international financial architecture, which is hampering the development of many African economies, beset by expensive debt repayments and high borrowing costs, which limits their capacity to invest in education, health and other essential needs.

    Prime Minister Mottley emphasized Africa’s strategic role in shaping global economic trends, particularly highlighting the continent’s control of 40% of the world’s minerals. She stressed the importance of addressing emerging challenges like artificial intelligence, urging African nations to take a proactive role in technological advancement rather than becoming “victims of technology.”

    She also underscored the urgency of removing artificial barriers between Africa and the Caribbean, calling for the elimination of transit visa requirements to boost trade and integration. Mottley echoed demands for reparatory justice, noting that both the Caribbean and Africa began their independence journey with “chronic deficits” in resources, fairness, and opportunity.

    Opening the Summit on Saturday, Ethiopian Prime Minister Dr. Abiy Ahmed urged continued unity among member countries in addressing the challenges.

    “In a world marked by rapid change and multiple challenges, we find ourselves at the crossroads of uncertainty and opportunity. This movement calls upon us to strengthen our collective resolve, embrace resilience and foster unity across Africa”, he said.

    At the invitation of Prime Minister of India His Excellency Shri Narendra Modi, His Highness the Amir of the State of Qatar, Sheikh Tamim bin Hamad Al-Thani paid a State Visit to India on 17-18 February 2025. HH the Amir was accompanied by a high-level delegation comprising Ministers, officials and business leaders. This was the second State Visit of HH the Amir to India.

    HH the Amir was received by Hon’ble President of India Smt Droupadi Murmu and Prime Minister Shri Narendra Modi at the Forecourt of Rashtrapati Bhawan on 18 February and was accorded a ceremonial welcome. Hon’ble President also hosted a banquet reception in honour of HH the Amir and accompanying delegation.

    Prime Minister Shri Narendra Modi held bilateral talks with HH the Amir at Hyderabad House on 18 February. Both leaders recalled the historic trade linkages, deep-rooted people-to-people ties and robust bilateral relations between both countries. They expressed the desire for further expanding and deepening of the multifaceted relationship between both countries. In this context, they expressed happiness on the signing of the ‘Agreement on the Establishment of Bilateral Strategic Partnership’ between the two sides.

    In light of the newly established Strategic Partnership, the two sides reaffirmed their commitment to further strengthen the bilateral relations through regular and structured cooperation in all areas, including political, trade, investment, security, energy, culture, education, technology, innovation, sustainability and people-to-people ties. In this regard, the two sides expressed happiness at the signing of the revised Double Taxation Avoidance Agreement and also agreed to expedite negotiations on the India-Qatar Bilateral Investment Treaty.

    The two sides noted with satisfaction that regular interactions at various levels have helped provide momentum to the multifaceted bilateral cooperation. They recalled the successful visit of HH the Amir to India in March 2015 and the visits of Prime Minister to Qatar in June 2016 and February 2024. The two sides agreed to continue the high-level exchanges through regular bilateral mechanisms at Ministerial and senior-official levels.

    The two sides noted that trade and commerce has been a strong pillar of bilateral economic cooperation between the two countries and emphasized on the potential for further growth and diversification in bilateral trade. The two sides welcomed the elevation of the existing Joint Working Group on Trade and Commerce into a Joint Commission on Trade and Commerce. The Joint Commission will be an institutional mechanism to review and monitor the entire spectrum of economic ties between the two countries and will be headed by the Ministers of Commerce and Industry on both sides.

    The two sides laid emphasis on strengthening collaborations between their business and industry bodies. In this context, they welcomed the holding of the first meeting of the Joint Business Council on 13 February 2025.

    The two sides agreed on the need to explore strategies for enhanced and diversified trade between the two countries and address on priority market access issues related to trade in goods and services. In this regard, the two sides agreed to explore the possibility of entering into a bilateral Comprehensive Economic Partnership Agreement. Both sides set the target to double bilateral trade by 2030.

    Qatar and India have a strong strategic relationship and given that the Indian economy is one of the fastest growing economies, the Indian side welcomed the decision of Qatar Investment Authority (QIA) to open an office in India. Both sides expressed satisfaction with the progress made by the Joint Task Force on Investments during its first meeting in June 2024, where various avenues for investments in India were discussed.

    The Qatar side commended the steps taken by India in making a conducive environment for Foreign Direct Investment and Foreign Institutional Investment and expressed interest to explore investment opportunities in different sectors, including infrastructure, technology, manufacturing, food security, logistics, hospitality, and other areas of mutual interest. In this regard, the Qatar side announced a commitment to invest USD 10 billion in India. The Indian side also appreciated Qatar’s efforts in enhancing its investment environment and its initiatives to attract Foreign Direct Investment. India also recognized Qatar’s growing role as a regional hub for goods and services, leveraging its strategic location, world-class infrastructure, and business-friendly policies. Both sides emphasized the importance of deepening cooperation between investment authorities, financial institutions, and businesses to explore new opportunities for investment and trade expansion.

    The parties shall expand and deepen mutually beneficial trade and economic cooperation between the two countries in accordance with their respective legislations and the provisions of international conventions to which they are parties. They shall cooperate in order to achieve stable growth and diversification of trade, increase the volume of exchanged products, and provide mutual services on a systematic and long-term basis. Additionally, they shall implement measures to attract and encourage the establishment of joint projects between the private sectors of both countries. In this regard, both sides welcomed convening of the Joint Business Forum inaugurated by the Ministers of Commerce and Industry of both countries on 18 February 2025.

    Recognizing the pivotal role of businesses in driving economic growth, both sides emphasized the importance of trade exhibitions as a strategic platform for promoting commercial partnerships, increasing and diversifying bilateral trade, and facilitating investments. In pursuit of these objectives, both sides will strengthen collaboration between their export promotion agencies to support enterprises in identifying opportunities, addressing market challenges, and increasing participation in international trade exhibitions. This initiative will enable businesses from both nations to showcase their products, explore joint ventures, and establish sustainable commercial ties.

    The two sides welcomed the operationalization of India’s Unified Payment Interface (UPI) in QNB’s Points of Sales in Qatar and looked forward to implement nation-wide roll-out of UPI acceptance in Qatar. They agreed to explore settlement of bilateral trade in respective currencies. QNB’s expansion is also welcomed in India through setting up of an office in GIFT City.

    The two sides shall work to further enhance bilateral energy cooperation, including through promotion of trade and mutual investments in energy infrastructure and regular meetings of the relevant stakeholders from both sides, including the Joint Task Force on Energy.

    The two leaders unequivocally condemned terrorism in all its forms and manifestations including cross-border terrorism and agreed to cooperate in combating this menace through bilateral and multilateral mechanisms. They agreed to enhance cooperation in information and intelligence sharing, developing and exchanging experiences, best practices and technologies, capacity building and to strengthen cooperation in law enforcement, anti-money laundering, drug-trafficking, Cybercrime and other transnational crimes. The two leaders also discussed ways and means to promote cooperation in cybersecurity, including prevention of use of cyberspace for terrorism, radicalisation and for disturbing social harmony. They emphasized the importance of holding regular meetings of the Joint Committee on Security and Law Enforcement.

    The two sides acknowledged health cooperation as one of the important pillars of bilateral ties and expressed their commitment to further strengthen collaboration in this important sector. The two sides appreciated the bilateral cooperation during the Covid-19 pandemic including through the Joint Working Group on Health. The Indian side expressed interest in enhancing exports of Indian pharmaceutical products and medical devices to Qatar. Both sides also expressed their desire to facilitate the registration of national companies and pharmaceutical products.

    The two sides expressed interest in pursuing deeper collaboration in technology and innovation, including emerging technologies, startups, and Artificial Intelligence. They discussed avenues for furthering e-Governance and sharing best practices in the digital sector. Both sides welcomed the participation of Indian startups in Web Summits in Doha, Qatar in 2024-25.

    The importance of food security and protection of supply chains was emphasized by the two sides and they agreed to further strengthen cooperation in this field.

    The two sides stressed the importance of enhancing cultural cooperation through exchanging participation in cultural events and supporting effective partnerships between cultural institutions in both countries. They also decided to further strengthen cooperation in the area of sports including mutual exchange and visits of sportsmen, organising workshops, seminars and conferences, exchange of sports publications between both nations. In this regard, the two sides welcomed the decision to celebrate India-Qatar Year of Culture, Friendship and Sports in the near future.

    The two sides highlighted that education is an important area of cooperation including strengthening institutional linkages and exchanges between higher educational institutions of both countries. They also emphasized on enhanced interactions among educational institutions, including through academic exchanges, joint research, students and scholar exchanges, and University-to-University cooperation of both countries.

    The two sides acknowledged that the centuries old people-to-people ties represent a fundamental pillar of the historic India-Qatar relationship. The Qatari leadership expressed deep appreciation for the role and contribution made by the Indian community in Qatar for the progress and development of their host country, noting that Indian citizens in Qatar are highly respected for their peaceful and hard-working nature. The Indian side conveyed deep appreciation to the leadership of Qatar for ensuring the welfare and well-being of this large and vibrant Indian community in Qatar. The Qatar side welcomed extension of e-visa facility by India to Qatari nationals.

    The two sides stressed upon the depth and importance of long standing and historical cooperation in the field of manpower mobility and human resources. The two sides agreed to hold regular meetings of the Joint Working Group on Labour and Employment to address issues related to expatriates, manpower mobility, dignity, safety and welfare of workers and matters of mutual interest.

    The two sides exchanged views on regional and international issues of mutual interest, including the security situation in the Middle East. They emphasized the importance of dialogue and diplomacy for peaceful resolution of international disputes. The two sides also appreciated the excellent coordination between the two sides in the UN and other multilateral fora.

    The Indian side thanked the Qatari side for its support to the growing India-GCC cooperation and for facilitating the inaugural India-GCC Joint Ministerial Meeting for Strategic Dialogue at the level of Foreign Ministers held in Riyadh on 9 September 2024 under Qatar’s Chairmanship. The two sides welcomed the outcomes of the inaugural India-GCC Joint Ministerial Meeting for Strategic Dialogue. Qatar side assured full support for deepening of the India-GCC cooperation under the recently adopted Joint Action Plan.

    In the context of UN reforms, both leaders emphasized the importance of a reformed and effective multilateral system, centered on a UN reflective of contemporary realities, as a key factor in tackling global challenges. The two sides stressed the need for UN reforms, including of the Security Council. Both sides stressed the importance of addressing shared global challenges through coordinated efforts within the framework of the United Nations, its specialized agencies, and programs, as well as through technical cooperation to advance the achievement of UN Sustainable Development Goals (SDGs). Both sides agreed to engage in close cooperation and support each other at the United Nations including supporting each other’s candidatures to multilateral forums.

    The following documents were signed/exchanged during the visit, which will further deepen the multifaceted bilateral relationship as well as open avenues for newer areas of cooperation:

Both sides also expressed their desire to facilitate the registration of national companies and pharmaceutical products.

    The two sides expressed interest in pursuing deeper collaboration in technology and innovation, including emerging technologies, startups, and Artificial Intelligence. They discussed avenues for furthering e-Governance and sharing best practices in the digital sector. Both sides welcomed the participation of Indian startups in Web Summits in Doha, Qatar in 2024-25.

    The importance of food security and protection of supply chains was emphasized by the two sides and they agreed to further strengthen cooperation in this field.

    The two sides stressed the importance of enhancing cultural cooperation through exchanging participation in cultural events and supporting effective partnerships between cultural institutions in both countries. They also decided to further strengthen cooperation in the area of sports including mutual exchange and visits of sportsmen, organising workshops, seminars and conferences, exchange of sports publications between both nations. In this regard, the two sides welcomed the decision to celebrate India-Qatar Year of Culture, Friendship and Sports in the near future.

    The two sides highlighted that education is an important area of cooperation including strengthening institutional linkages and exchanges between higher educational institutions of both countries. They also emphasized on enhanced interactions among educational institutions, including through academic exchanges, joint research, students and scholar exchanges, and University-to-University cooperation of both countries.

    The two sides acknowledged that the centuries old people-to-people ties represent a fundamental pillar of the historic India-Qatar relationship. The Qatari leadership expressed deep appreciation for the role and contribution made by the Indian community in Qatar for the progress and development of their host country, noting that Indian citizens in Qatar are highly respected for their peaceful and hard-working nature. The Indian side conveyed deep appreciation to the leadership of Qatar for ensuring the welfare and well-being of this large and vibrant Indian community in Qatar. The Qatar side welcomed extension of e-visa facility by India to Qatari nationals.

    The two sides stressed upon the depth and importance of long standing and historical cooperation in the field of manpower mobility and human resources. The two sides agreed to hold regular meetings of the Joint Working Group on Labour and Employment to address issues related to expatriates, manpower mobility, dignity, safety and welfare of workers and matters of mutual interest.

    The two sides exchanged views on regional and international issues of mutual interest, including the security situation in the Middle East. They emphasized the importance of dialogue and diplomacy for peaceful resolution of international disputes. The two sides also appreciated the excellent coordination between the two sides in the UN and other multilateral fora.

    The Indian side thanked the Qatari side for its support to the growing India-GCC cooperation and for facilitating the inaugural India-GCC Joint Ministerial Meeting for Strategic Dialogue at the level of Foreign Ministers held in Riyadh on 9 September 2024 under Qatar’s Chairmanship. The two sides welcomed the outcomes of the inaugural India-GCC Joint Ministerial Meeting for Strategic Dialogue. Qatar side assured full support for deepening of the India-GCC cooperation under the recently adopted Joint Action Plan.

    In the context of UN reforms, both leaders emphasized the importance of a reformed and effective multilateral system, centered on a UN reflective of contemporary realities, as a key factor in tackling global challenges. The two sides stressed the need for UN reforms, including of the Security Council. Both sides stressed the importance of addressing shared global challenges through coordinated efforts within the framework of the United Nations, its specialized agencies, and programs, as well as through technical cooperation to advance the achievement of UN Sustainable Development Goals (SDGs). Both sides agreed to engage in close cooperation and support each other at the United Nations including supporting each other’s candidatures to multilateral forums.

    The initiative, developed in collaboration with “Delhi Street Art”, transforms the walls of IMD’s headquarters on Lodhi Road into a vibrant visual narrative of India’s meteorological advancements, history, and the impact of weather science on society.

    Speaking at the inauguration ceremony, Dr. Jitendra Singh lauded the IMD’s enduring contribution to India’s socio-economic development by providing timely and accurate weather forecasts. “For 150 years, the India Meteorological Department has stood at the forefront of meteorological research, leveraging cutting-edge technology to address the challenges of a dynamic climate. This artistic endeavor further extends IMD’s outreach by visually engaging the public with the story of weather science,” he said.

    The “Mausam Bhawan” special art showcase features 38 unique murals depicting India’s meteorological history, the evolution of weather forecasting, and its impact on agriculture, disaster management, and everyday life. The artwork illustrates crucial meteorological events, advancements in technology such as satellites and radars, and the role of IMD in safeguarding lives through early warnings for cyclones, monsoons, and extreme weather conditions.

    Dr. Jitendra Singh commended the creativity of Delhi Street Art and its founder Late Yogesh Saini, whose vision transformed public spaces into artistic expressions. “Art is a powerful medium, and this project beautifully bridges science and creativity to communicate complex meteorological phenomena in a way that resonates with people of all ages,” he added.

    Dr. Jitendra Singh emphasized that IMD’s pioneering efforts in meteorology have not only contributed to disaster risk reduction but have also played a crucial role in enhancing economic activities, particularly in sectors such as agriculture, aviation, and marine industries. “The accuracy and timeliness of IMD’s forecasts have empowered farmers, fishermen, and policymakers to make informed decisions, reinforcing India’s resilience against climate uncertainties,” he noted.

    Dr. M. Ravichandran, Secretary, Ministry of Earth Sciences, highlighted that the artistic initiative reflects IMD’s innovative approach to public engagement. “By presenting scientific knowledge through art, we can foster greater awareness about the significance of meteorology in daily life,” he said.

    The murals also pay tribute to India’s literary and cultural heritage by incorporating historical references such as Kalidasa’sMeghaduta and the legendary musical prowess of Tansen, who is believed to have influenced weather with his ragas. Other panels depict India’s diverse climatic zones, weather-related safety guidelines, and the scientific evolution of meteorology.

    Mayuri Saini, Director of Delhi Street Art, expressed gratitude for the opportunity to contribute to IMD’s legacy. “This project is more than just an art installation; it is a tribute to the journey of IMD and its impact on every citizen’s life. It also honors the memory of our founder, Mr. Yogesh Saini, whose passion for transforming urban landscapes through art continues to inspire us.”

    Dr. Jitendra Singh reiterated that the government remains committed to strengthening India’s meteorological capabilities with continued investments in research, technology, and infrastructure.     Delhi Metro Rail Corporation (DMRC) under the banner of i-Metro and in close association and partnership with the Confederation of Indian Industry (CII) and Indian Green Building Council (IGBC) organised 5thInternational Conference on Green Metro Systems – The Future of Urban Mobility in New Delhi today.

    The Inaugural function was graced by Shri Manohar Lal, Union Minister of Housing and Urban Affairs & Power; Shri Tokhan Sahu, Union Minister of State, Ministry of Housing and Urban Affairs and officials from IGBC and Indian Metros and others.

    India’s first vertical bi-facial solar plant

    In the conference, the Union Minister Shri Manohar Lal inaugurated India’s first vertical bi-facial solar plant installation on Metro Viaduct at Okhla Vihar Metro station and 1MW rooftop solar power plant installed at Khyber Pass depot. The bi-facial panels are designed to capture sunlight from both sides. It will take advantage of the metro’s elevated structure for solar energy generation without occupying any additional land. This is an innovative step in making metro rail operations more sustainable and contributes to renewable energy goals.

    Speaking at the conference, Shri Manohar Lal, Union Minister of Housing and Urban Affairs & Power, Government of India said, “As humanity progresses, our innovations often clash with nature, bringing both advancement and risk. The rise in global temperatures beyond 1.5°C has become a cause for global concern, prompting nations to unite under agreements like the Paris Accord. India, too, has committed to achieving net-zero emissions by 2070, aligning its growth with sustainability. Urbanization and industrialization have increased pollution, but initiatives such as the Delhi Metro have significantly reduced environmental impact, demonstrating that thoughtful infrastructure can drive progress while protecting nature. 

    Energy efficiency and clean power are the need of the hour. Transitioning from thermal to renewable energy, utilizing solar rooftops, and implementing regenerative braking in metros exemplify the shift toward a greener future. Technological advancements, like vertical solar panels and energy-efficient LED systems, pave the way for sustainable urban living. Furthermore, responsible consumption—whether in air conditioning usage or minimizing wastage—can have a profound impact on energy conservation. 

    Swachh Bharat Mission was once mocked but has transformed India’s landscape, proving that national efforts towards cleanliness and sustainability yield global recognition. Pollution reduction, water conservation, and eco-friendly mobility are not just governmental responsibilities but collective duties. The path forward is clear: balance progress with environmental responsibility, ensuring a cleaner, healthier world for future generations.”

    Indian metro rail corporations are contributing to the green building movement by offering energy-efficient, low-emission public transportation thereby reducing urban pollution and traffic congestion. Many metro stations, throughout India, are designed with energy-efficient technologies and use solar power systems which help reduce energy consumption. The Delhi Metro Rail Corporation (DMRC) is a pioneer in integrating solar power which helps meet a significant portion of its needs. Bengaluru, Hyderabad, Jaipur, Kochi, Lucknow, Mumbai, Nagpur, and Pune, metro rail have also received IGBC Certification for their commitment to sustainable designs and the use of green material to further minimize their environmental impact.

    The Commission has been in contact with the German authorities with regard to the Solar Package I amendments to the German Renewable Energy Law, EEG 2023.

    It is recalled that EEG 2023 had been declared compatible with the internal market in December 2022 in line with the Guidelines on state aid for climate, environmental protection and energy.

    The state aid guidelines, as well as the Commission’s decision on the EEG 2023, are relevant for the assessment of the Solar package amendments.

    It falls within the responsibility of Member States to ensure compliance with state aid rules and to notify new aid in line with the applicable legal requirements.

    Given the confidential nature of discussions between the Commission and the Member States, the Commission cannot comment on the details of any particular notification, nor predict the outcome or timing.

  • MIL-OSI Global: Net-zero homes are touted as a solution for climate change, but they remain out of reach for most

    Net-zero homes use natural energy sources and are designed to use less energy and, as such, are considered important in the fight against climate change. But for the average Canadian, they’re still out of reach.

    Net-zero homes are important for tackling climate change. This includes both net-zero energy (NZE) homes, which produce as much energy as they use each year, and net-zero carbon (NZC) homes, which don’t release any carbon dioxide.

    Released in the summer of 2024, the Canada Green Buildings Strategy outlines a bold vision to transform the country’s building sector, aiming for net-zero emissions and enhanced resilience by 2050. This is a bold step forward, but transforming the sector will require sustained collaboration across all levels of government, industry and communities.

    Net-zero homes use green energy sources and efficient designs to match the amount of energy they produce with the amount they use. They use strategies like thermal shells that use less energy, high-performance components and the addition of green energy systems.

    Net-zero homes also help Canada reach larger climate goals by reducing the amount of carbon dioxide it releases into the air.

    Purchasing and installing these technologies can be cost-prohibitive, but in the long run, homeowners both save money on power bills and reduce their greenhouse gas emissions.

    Those who are unable to make changes to their homes can still live in a net-zero way by buying green power or carbon offsets.

    The sustainable housing market

    Net-zero homes are becoming more popular in Canada. To speed up building processes and reduce costs, builders are trying out pre-fabricated and modular building techniques.

    In 2024, the Canadian federal government announced a $600 million package of loans and funding to help make it easier and cheaper to build homes. This funding will support innovative technologies like pre-fabricated and modular construction, robotics, 3D-printing and mass timber to build homes faster and cheaper.

    The Net Zero Council of the Canadian Home Builders’ Association has also been important in enhancing standards and practices and promoting novel approaches that cut costs while still being environmentally friendly. In doing so, CHBA drives the adoption of cheaper, environmentally friendly technologies and processes, enhancing industry standards and practices across Canada.

    While CHBA collaborates with government agencies, such as Natural Resources Canada to promote innovation and elevate industry standards. Government programs typically provide funding, technical support and policy guidance, whereas CHBA focuses on training, best practices and market development for its members.

    Government research programs through CanmetENERGY also work to improve technologies and give builders and planners the tools they need.

    There are several reasons that owning a net-zero home has not yet become widespread. These include: high initial costs, limited awareness and education, gaps in policy and regulation and market challenges including difficulties in scaling up and integrating net-zero technologies.

    Future directions

    To make net-zero homes accessible to all Canadians, a multi-faceted approach is required.

    Increased subsidies and incentives and expanding financial support for both builders and buyers can lower barriers to entry. The government of Canada’s 2030 Emission Reduction Plan includes $9.1 billion in new investments over the next eight years — adding to the $17 billion announced in 2021 — to support decarbonization efforts.

    Enhancing public awareness and developing educational campaigns highlighting the cost savings and environmental benefits of net-zero homes are both essential approaches to raising awareness and support.

    Policy reform can accelerate adoption of net-zero homes. Examples include harmonizing building codes and introducing mandatory energy efficiency standards to accelerate adoption.

    Supporting continued research into technical innovation and developing cost-effective materials and renewable energy systems will drive down costs. Investment in modern methods of construction should be prioritized to accelerate the transition toward sustainable and energy-efficient building practices.

    Partnerships between governments, private developers and non-profits can bring together resources and expertise to scale net-zero housing initiatives.

    The Sustainable Finance Action Council recommends steps to mobilize private capital to support decarbonization and climate resilience in the Canadian economy, including in the housing sector.

    Successful international models

    Several countries have demonstrated how net-zero homes can become a reality through innovative policies, community-driven approaches and public-private partnerships:

    BedZED in the United Kingdom is the country’s first eco-village project. It uses community-focused design and renewables to significantly cut carbon footprints.

    The Passive House standard is a German housing policy that sets a global benchmark for ultra-low energy consumption, emphasizing airtight construction and heat recovery.

    California’s ambitious Zero Net Energy policies help reduce overall carbon footprints by driving cutting-edge home construction practices.

    The Net Zero Energy House (ZEH) Program in Japan encourages advanced insulation, efficient appliances and rooftop solar.

    The Netherlands is a leader in innovative, large-scale retrofitting for net-zero housing, most notably through the Energiesprong program.

    These international models highlight that success lies in integrating strong policy frameworks, advanced technology and collaborative practices. They demonstrate that with the right mix of government support, industry innovation and residents embracing green choices, net-zero living can become more widespread.

    Housing is an important part of how to address climate change. As Canada pushes to make net-zero homes more affordable, each step forward strengthens communities, reduces greenhouse gas emissions and helps homeowners save money.

    Today, Governor Josh Stein announced Chatsworth Products, Inc. (CPI), a manufacturer of IT equipment, will add 45 new jobs in Craven County. The company will invest $11 million to expand its facility in New Bern.

    “Our state’s ability to support manufacturing operations in all corners of the state will continue to grow our economy and ensure the benefits of that growth are more broadly shared across North Carolina,” said Governor Josh Stein. “Chatsworth Products is reinvesting in Craven County because North Carolina is a great home for business and our workforce is the best.”

    CPI, a global manufacturer of infrastructure hardware and equipment for the information and communication technology industries, has been delivering innovative solutions for more than three decades. As a 100% employee-owned company, CPI specializes in engineering thermal, power and cable management solutions for the data center, in addition to enterprise networking and industrial enclosures. The New Bern location will increase its production capacity and introduce new product lines in this expansion.

    “Chatsworth’s decision to expand is the result of what works well in North Carolina,” said N.C.     New positions include machine operators, packers, and warehouse staff. While wages vary by position, annual wages for new positions will average $50,224, which exceeds the Craven County average of $48,770. These new jobs could potentially create an annual payroll impact of more than $2.2 million for the region.

    A performance-based grant of $100,000 from the One North Carolina Fund awarded to Chatsworth Products will help facilitate the company’s expansion. The OneNC Fund provides financial assistance to local governments to help attract economic investment and to create jobs. Companies receive no money upfront and must meet job creation and capital investment targets to qualify for payment. All OneNC grants require a matching participation from local governments and any award is contingent upon that condition being met.

    “These new jobs are a welcome addition to our region,” said N.C. Senator Bob Brinson. “Chatsworth’s commitment in Craven County is a testament to our state’s strong economy and well-educated workforce. I look forward to working with them for years to come.”

  • MIL-OSI USA: Barr, Artificial Intelligence: Hypothetical Scenarios for the Future

    Advances in artificial intelligence (AI) have accelerated rapidly over the past few years.1 It is now commonplace to see autonomous vehicles navigating city streets, and generative AI tools are available on phones and other devices wherever we go. AI innovations make headlines and play a big role in financial markets, and generative AI has the potential to change how we think about productivity, labor markets and the macroeconomy.2 Today, I will address that question by outlining two hypothetical scenarios for AI’s impact and the implications for businesses, regulators, and society. I will focus my comments on Generative AI, or GenAI, a subset of AI that has seen significant growth and integration into economic activity in just a few short years.
    GenAI and Its AdoptionCompared to earlier iterations of AI, GenAI is able to generate content, which allows it to significantly enhance productivity across a range of knowledge-based activities and be used by people without coding skills. GenAI will likely become a “general purpose technology,” with widespread adoption, continuous improvement, and productivity enhancements to a wide range of sectors across the economy. We are already seeing GenAI improve the productivity of its own R&D.3 There is widespread enthusiasm for GenAI, and survey evidence shows much faster rates of consumer adoption of GenAI already than were seen for the personal computer or the internet.4 While actual deployment of GenAI is limited to some business functions, and there have been pitfalls along the way, businesses in almost every sector are experimenting with or considering how to make use of the technology.5
    Firms are also exploring Agentic AI—Gen AI systems that not only produce new content, but are also able to proactively pursue goals by generating innovative solutions and acting upon them at speed and scale.6 Imagining Agentic AI’s ultimate application, some speculate that we could experience a “country of geniuses in a data center”—a collective intelligence that surpasses human capabilities in problem-solving and collaboration.7 Some believe Agentic AI has the potential to connect ideas in disparate domains, potentially transforming research and development and society more broadly.8
    Hypothetical Scenarios Considering How GenAI Could EvolveToday, I will outline two hypothetical scenarios for considering how GenAI could evolve.9 In one, we see only incremental adoption that primarily augments what humans do today, but still leads to widespread productivity gains. In the other, we see transformative change where we extend human capabilities with far-reaching consequences. For each scenario, I consider the potential implications for the economy and financial sector.
    Thinking through hypothetical scenarios can help widen our lens to a range of possible outcomes and provide a framework for assessing the balance between benefits and risks. Scenarios are not predictions of the future, but provide a framework for analyzing the factors that could lead to different outcomes. Reality is complex. GenAI adoption rates will vary across industries, leading to diverse impacts on market structures. Elements of both scenarios will likely come to pass, and play out at different rates, which will influence the effects on the economy and society. In the short term, GenAI may be overhyped, while in the long run, it may be underappreciated. And, of course, things might turn out differently from these hypotheticals.
    Hypothetical 1: Incremental Progress with Widespread Productivity GainsFirst, let me begin with the incremental scenario, where GenAI primarily augments work in existing processes and leads to steady and widespread productivity gains, but does not fundamentally unlock new capabilities or transform the economy.
    In this state of the world, GenAI tools enhance efficiency and enable more personalized solutions across industries, in ways that have incremental—but still meaningful—effects on people’s lives. For instance, in customer service, professional writing—but not this speech—and software engineering, GenAI-powered tools are already supporting workers, improving accuracy and speed, and these effects could spread to other sectors.10 In this world, health care sees significant improvements as GenAI reduces administrative burdens, assists with diagnostics, and personalizes treatment plans based on real-time patient data. Medicines and other treatments are developed at a faster pace.11 Education is similarly affected, as GenAI alleviates administrative tasks for teachers, allows lessons to be tailored to individual students, and permits students to learn by doing.12 In manufacturing, GenAI-optimized supply chains anticipate and adjust more quickly to disruptions, and current manufacturing processes are refined through virtual iteration.13 In materials science, GenAI-driven experimentation accelerates the discovery of new materials, leading to advances in everything from construction to electronics.14 Turning to the financial sector, we could see similar productivity gains. Community banks leverage GenAI-powered chatbots to provide customized financial advice rooted in local knowledge, while institutions of all sizes continue to advance use of GenAI for compliance monitoring, fraud detection, risk management, and document analysis.15
    The impact to society would be incrementally positive in this state of the world. Humans would use GenAI as a tool to deliver goods and services that we currently produce in a more efficient way. Productivity would go up. The economy would grow at a faster pace.16
    What does this mean for the labor force? The impact will depend on the industry and the nature of the job. GenAI experiments suggest the technology holds the promise of levelling up skills and bringing productivity of lower-performing workers into line with higher performing workers.17 In other cases, it could augment the highest performers, leaving them more time for creativity or strategic aspects of their roles. Increasing automation for certain tasks may displace some workers, where certain skills can be replicated by GenAI. Historically, as technology has replaced some jobs, it has augmented existing roles or created new ones.18 However, this is not to downplay the individual cost for workers who need to retrain, find other employment, or change careers in response to major changes in labor demand. Society will need to account for these possible effects of AI.
    What does this mean for the economy? As I noted before, the economy should grow, if the incremental productivity gains are widespread. However, in this scenario, it is possible that the expected value creation from GenAI was overhyped, anticipating transformative breakthroughs rather than incremental productivity gains. This could trigger market corrections for the firms that have heavily invested in this technology if reality doesn’t measure up to expectations. While the U.S. economy experienced a surge of productivity growth during the dot.com boom in the late 1990s, it was followed by a wave of bankruptcies, capital overhang, and a cautious business investment climate.19 The effects of the ensuing recession were widespread.
    What does this mean for financial stability and other financial risks? In this incremental scenario, GenAI may magnify both the vulnerabilities and sources of resilience that already exist in the system. Attractive trades become more crowded, but risk managers gain new insights.20 Malicious actors gain new tools, but cyber defenders become better armed. So long as financial regulators, enterprise risk managers, and others charged with managing downside risks prioritize efforts to keep pace with the evolving financial ecosystem, there’s nothing to suggest a wholesale transformation of the balance of risks. Of course, keeping pace will pose challenges, and it’s important that we all focus on the need to meet these risks.
    Hypothetical Scenario 2: Transformative ChangeNow, let’s consider a more dramatic hypothetical scenario, in which GenAI adoption extends beyond improving on what we currently do, and provides new expertise and capabilities that have transformative effects on the economy and society. In this scenario, humans deploy their imagination and creativity—combined with robust investment in research and development—to deploy intelligent GenAI systems to make rapid breakthroughs in, for example, biotechnology, robotics, and energy, fundamentally reshaping existing industries and creating new ones. In this instance, to focus the mind, we can think of GenAI as no longer only a tool for scientists to analyze data—in a sense, it becomes the scientist, directing the research.21
    For instance, let’s say that GenAI applications in health care do not simply improve how we currently deliver care, but also enable therapies that target genetic mutations and cure diseases previously considered incurable.22 Similarly, manufacturing evolves to create GenAI-driven robotic factories, with goods produced with new materials and atomic precision.23 Materials science is transformed through the discovery of programmable materials and self-healing substances, all of which reshape construction, technology, and consumer goods.24 Meanwhile, GenAI optimizes fusion energy research, expediting the shift to sustainable energy sources.25 And GenAI helps to create the next generation of quantum computing.26 In that way, GenAI improves its own energy sources and computing capabilities, enabling it to become a more powerful creative tool.27
    Finance also looks radically different than it does today. Individuals with access to hyper-personalized financial planning and businesses with innovative products and services seamlessly connect with one another through near-frictionless or novel forms of financial intermediation.28 Trading strategies and risk-management practices are boosted by greater GenAI-based analytic tools that have dynamic real-time access to an enormous knowledge base in both the public and private domains.29
    Although this transformative scenario is more speculative and is accompanied by a far greater degree of uncertainty than the first, it is important to consider given the extraordinary opportunities for human advancement and welfare that could arise, even if just one of its transformative components were to come to fruition. We would need to fundamentally reimagine how the economy is structured.
    What are the impacts on the labor force, in a world where GenAI’s capabilities extend beyond what humans can accomplish today? Humans may have a role to manage multi-agent GenAI frameworks, or fill gaps where GenAI solutions remain expensive or inefficient for some applications. But this is a world where some workers may see their current jobs disappearing. It is also a world in which they may see their own work transformed and have many more choices about the work they do. The nature of labor would radically change, and this will require us to have broader conversations about how to organize the economy. These conversations should wrestle with how to navigate major economic shifts in a way that recognizes the impact on the human condition, and the extent to which people derive their communities, friendships, personal sense of meaning and dignity from their work.
    What about the competitive landscape? There is probably a greater likelihood that rewards for businesses would be distributed more unevenly at first, as significant breakthroughs with far-reaching ramifications may benefit a subset of firms and industries and concentrate economic power in firms that control GenAI breakthroughs. If only a handful of firms have the ability to accomplish the incredible things I’ve mentioned above, they may dominate markets and crowd out competitors. To the extent that GenAI becomes broadly effective, widely available, and cheap, these market advantages could lessen over time if the right regulatory environment supports competitive market dynamics.30 But history suggests caution in this regard; a handful of players may dominate.31
    And finally, for finance, we should anticipate fundamental changes in this scenario. When it’s working well, the financial system helps move money and risk through time and space.32 To the extent there are fundamental changes to how the economy is organized, we could need a new set of institutions, markets, and products to facilitate transactions among households, businesses, and GenAI agents.
    What Should We Do?Among the many ways in which we can help to harness the potential benefits of GenAI and minimize its risks, I will highlight only a couple today.
    Financial institutions, and the Federal Reserve System, should consider investing sufficient resources in understanding GenAI technology, incorporating it into their workflows where appropriate, and training staff on how to use the technology responsibly and effectively.33 Meanwhile, the financial regulatory community should approach the changing landscape with agility and flexibility. And beyond the financial sector, collaboration between governments, private industry, and research institutions will be critical to ensure that GenAI systems are not weaponized in catastrophic ways. We should continue to focus on responsible AI research and development and implement safeguards against misuse, including monitoring systems, standards for secure AI system development, and agreement on red lines for acceptable use cases.34 We should be attuned to the impact of GenAI on our economic and political institutions. There’s a risk that it concentrates economic and political power in the hands of the very few and could lead to the gains being realized only by a small group, while the rest are left behind.
    Another thing I want to emphasize is AI governance. I think most would agree that the goal of the technology is to improve the human condition, and to do that, we need to be intentional in advancing that goal. We should make sure that we think about GenAI as enhancing, not replacing, humans, and set up best practices and cultural norms to that end. Every financial institution should recognize the limitations of the technology, explore where and when GenAI belongs in any process, and identify how humans can be best positioned to be in the loop. We should also focus on data quality, and make sure that uses of GenAI do not perpetuate or amplify biases inherent in the data used to train the system or make incorrect inferences to the extent the data is incomplete or nonrepresentative.35 In the realm of regulation, frameworks for understanding model risk may need to be updated to address the complexity and challenges of explaining AI methods and the difficulty of assessing data quality.
    We need to be attuned to the risk in finance. The very attributes that make GenAI attractive—the speed, automaticity, and ability to optimize financial strategies—also present risk.36 When the technology becomes ubiquitous, use of GenAI could lead to herding behavior and the concentration of risk, potentially amplifying market volatility. As GenAI agents will be directed to maximize profit, they may converge on strategies to maximize returns through coordinated market manipulation, potentially fueling asset bubbles and crashes. Speed, automaticity, and ubiquity could generate new risks at wide scale.37
    We also should monitor how introduction of this technology changes the banking landscape. Nonbanks may be more nimble and risk-forward in incorporating GenAI into their operations, which may push intermediation to less-regulated, less transparent corners of the financial sector. In addition, this competitive pressure may push all institutions, including regulated institutions, to take a more aggressive approach to GenAI adoption, heightening the governance, alignment, and financial risks I mentioned before.
    In conclusion, while AI’s impact will vary across industries and the reality is evolving, the scenarios I have outlined today provide a framework to begin thinking about how we should respond to developments in GenAI. However, as I mentioned above, elements of both scenarios will likely be present in the future, and play out at different rates, which will influence the effects on the economy and society. Rapid advances in this technology, such as Agentic AI and advancements in open-source models, underscore just how new this technology is and the importance of understanding what it means for individuals, businesses, and markets.     Operations Update: Crews on the Ground and Progress Underway

    Zion’s rig crew arrived in Israel on February 15, 2025, and has commenced critical maintenance and preparatory work. The rig, which was safely “warm stacked” in September, is undergoing necessary maintenance procedures, including fluid changes, lubrication and greasing, and mechanical, electrical, and safety audits to ensure peak functionality.

    Following maintenance, the team will begin drilling out the temporary plug at approximately 1,100 meters. This phase is expected to take 2-3 weeks, paving the way for the subsequent well recompletion and testing operations. Once the plug is removed, Zion will proceed with setting a permanent plug at the deeper part of the well to isolate the targeted zones of interest for testing.

    Winfrith site was constructed in the 1950s as a centre of excellence for nuclear reactor research which laid the basis for the development of nuclear power. Seven of the nine unique experimental reactors have been removed – the final two Dragon and the Steam Generated Heavy Water Reactor (SGHWR) are being decommissioned.

    Dragon was a prototype 20-megawatt power output graphite moderated, helium cooled reactor. It began testing nuclear fuel and materials to support high temperature reactor programmes in 1964 – the year that Top of the Pops began, Beatlemania was global and the Forth Road suspension bridge opened in Scotland.

    Early decommissioning removed the redundant plant components and equipment from the 100ft diameter cylindrical Dragon building, following defueling in the late 1990s.  All that remains is the irradiated steel reactor pressure vessel and its core.

    Driving innovation

    The feasibility of using laser technology to cut the reactor core’s varying material types and thicknesses was initially tested on mock-up components at the Welding Institute, Cambridge. Further testing followed with a full-scale mock-up at Winfrith site.

    Technical data and learning from these trials were then applied to perform keyhole surgery using a snake robot (Lasersnake) to remotely cut a three-tonne heat exchanger vessel known as the Purge Gas Pre-cooler (PGPC) from Dragon’s highly radioactive reactor core in 2018.   This was a first for the UK nuclear industry and its success proved laser cutting as the principal technique for reactor core dismantling over the use of alternative hot cutting techniques.

    Phoebe Lynch, NRS strategic innovation programme manager, said: “Driving innovation into our mission is our greatest opportunity at NRS. All the learning from the initial operational phase of using laser cutting for the Dragon reactor core provided valuable insights into the feasibility, reliability and safety of this technique.  These have been applied to refine the process to deliver this new phase of reactor core dismantling efficiently and pave the way for its broader adoption within the industry.”

    Progress

    The skilled team of operators have removed almost half of the one-inch-thick carbon steel plates that form the Top Ring Thermal Shield into removable sections using a telescopic mast-manipulator robotic arm and a laser cutter from a control room located outside the reactor building.

    “Once the upper shielding structures are removed, we will have access to the top of the  reactor pressure vessel and then the core within.”

    Waste management

    This is the first of eleven phases to fully dismantle the Dragon reactor core over the next few years and pack it into 6m3 concrete intermediate level waste storage boxes. These will then be transported to Harwell site for storage until the national Geological Disposal Facility is available for permanent disposal.

    South Africa is one of only 52 countries that guarantee access to water as a human right. “Access” from a human rights perspective means that water is physically accessible, clean and safe for consumption, and affordable.     But South Africa is not doing well on meeting the standards of a full human rights approach to water access. In a recent paper, I and my colleagues at the Public Affairs Research Institute’s Just Transition Programme set out the extent of this failure, and mapped out what needs to be done to rectify the situation.

    Physical access to water for households has increased significantly since the country’s first democratic elections in 1994. Nevertheless, water quality and safety has declined over the past ten years. Almost half the country’s drinking water is considered unsafe for human consumption. Water service interruptions – sometimes lasting days – are becoming more common.

    South Africa’s household poverty rate (the number of households who live below the upper bound poverty line) is now at 55%. We found that water is becoming more and more unaffordable for impoverished households. The result is that these families have to limit the amount of water they use. This worsens poverty and inequality.

    To solve this problem, the South African government needs to embrace a human rights approach to access to water, where people are given enough water to live a full life.

    What went wrong?

    The first problem is affordability. People cannot access water if they don’t have the money to pay for it, but most clean and safe water in South Africa must be paid for. Poverty is a key barrier to access.

    The United Nations special rapporteur on the human rights to water and sanitation has emphasised that it is the responsibility of the state to assess whether households can afford to pay for water, without sacrificing other basic essential items such as food. It is up to governments to take steps to make water affordable.

    The country’s Free Basic Water policy was originally intended to address this issue. It guaranteed impoverished households access to a free 6,000 litres of water per month. This is roughly 200 litres per household of eight people per day. However, in practice this policy is not a meaningful solution, for two reasons:

    • the amount provided is an average of 25 litres of water per person per day. This is way below the World Health Organization recommendation of a minimum water allowance of between 50 and 100 litres of water per person per day.

    • many millions of poor households are excluded from the benefit because of poor implementation of the policy by municipalities.

    This situation reflects the failure to create, implement and oversee a regulatory environment that is necessary to realise affordable access to sufficient, clean water for all South Africans.

    The policy failures

    Firstly, water policy – at both national and municipal levels – has failed to take a human rights approach. A human rights approach requires that access to sufficient, quality and affordable water is the starting point for all policy making and resource allocation decisions. This has not been the case.

    Secondly, access to water has been narrowly defined as making water physically available without considering affordability. Most water access policy in South Africa includes statements declaring that water must be affordable for everyone. Unfortunately, all of these policy promises have remained exactly that – just promises.

    Meeting the goal of affordability requires more from the government than stating that water should be affordable. The state must develop affordability standards – in other words, calculate a water tariff that everyone can afford – and monitor it. At the moment, there is no national government oversight of water tariffs and so the affordability policy is effectively meaningless.

    The actual state practices of tariff setting and approval, particularly in local municipalities, have not translated any of these promises into reality.

    Thirdly, many households are denied access to even the 25 litres of free water per person per day, because municipalities don’t always implement the free basic water policy as intended.

    Fourthly, the state has failed to acknowledge the contradiction between providing universal access to services, and requiring municipalities to generate enough money to cover 90% of their running costs. Tariffs for water have increased at rates well above inflation over the past 20 years. But in a very impoverished environment where many people cannot afford to pay for water, up to two thirds of South Africa’s municipalities have been classified as being in financial distress.

    There is a fundamental – and currently insoluble – conflict between the tariffs that municipalities must charge in order to maintain fully funded budgets, and the tariffs that could be defined as affordable.

    What needs to be done?

    These actions should be taken in the short term:

    • the free basic water allowance must be increased

    • the household indigent policy, which determines how households can access free municipal services like water, must be restructured.

    • affordability standards must be developed in close consultation with affected communities. This is the only way to set water tariffs that are based on what households are actually able to pay.

    • there must be oversight of the provision of sufficient, affordable water for everyone.

  • MIL-OSI USA: Consumption of renewable diesel continues general growth trend on the U.S. West Coast

    Note: Renewable diesel consumption, which is defined as renewable diesel product supplied plus refinery and blender net inputs, is inflated because we do not collect renewable diesel export data. The difference between consumption and the sum of production, imports, and receipts reflects inventory changes.

    Renewable diesel is increasingly replacing petroleum diesel on the U.S. West Coast, where state-level policies are attracting new production capacity and shipments to the region. The fuel continues to mostly be consumed in California but is also making up a substantial share of Oregon’s and Washington’s smaller distillate pools, according to quarterly data published by California, Oregon, and Washington.

    Renewable diesel is a transportation and heating fuel that is chemically equivalent to petroleum-based distillate and is produced using fats, oils, or greases rather than petroleum. Although some renewable diesel is consumed in other regions, such as the U.S. East Coast, the fuel is primarily consumed on the West Coast because California, Oregon, and Washington have active clean fuel programs that incentivize its consumption.

    West Coast renewable diesel consumption has approximately doubled since the first quarter of 2023 (1Q23), with increased domestic production supplying most of the growth. Much of that production growth has come from California, where Marathon’s Martinez plant and Phillips 66’s Rodeo plant have added new capacity. Most of the remaining growth has come from increasing production in other parts of the United States, where renewable diesel plants are commonly producing fuel to ship to the West Coast via rail, tanker, or barge.

    In November, the most recent month for which we have historical data, renewable diesel production on the West Coast totaled more than 90,000 barrels per day (b/d)—almost four times the volume from 1Q23 and making up about 45% of the region’s consumption of renewable diesel. Interregional rail shipments supplied about 20% of West Coast consumption, tanker or barge shipments contributed almost 25%, and the remaining demand was met through imports and inventory draws.

    Our analysis of data published by California, Oregon, and Washington suggests most renewable diesel is consumed in California, although consumption is generally increasing in all three states.

    More renewable diesel is also consumed in California as a share of all distillate used for transportation. In 3Q24, renewable diesel made up nearly 65% of distillate fuel consumed in California for transportation, a decrease from nearly 70% in 2Q24, and biodiesel made up more than 5%.

    In Oregon, biofuels made up about one-quarter of the transportation distillate fuel consumed in 3Q24, with renewable diesel making up about twice the share of biodiesel. Like in California, the share of biofuels in Oregon was down from 2Q24, when biofuels made up one-third of the state’s transportation distillate fuel supply. In Washington, during 2Q24, about 20% of the transportation distillate fuel consumed in the state was biofuels, with more than 15% coming from renewable diesel.
