    On February 13-14, 2025, the XXII International Forum “Gas of Russia 2025” was held in Moscow, organized by the Union of Oil and Gas Industry Organizations “Russian Gas Society”. Advisor to the Rector’s Office of the State University of Management Sergey Karseka took part in it.

    The Gas of Russia Forum is a specialized event that annually brings together professionals and experts in the gas industry, heads of Russian government bodies, the largest Russian and foreign oil and gas companies, representatives of industry science and higher education institutions. The main goal is a professional discussion of the most pressing issues of the development of the Russian gas industry in the context of events on the global energy market.

    The key theme of the XXII Forum is the development strategy of the industry and overcoming the main challenges.

    During the event, the participants discussed the following issues: – training personnel for the oil and gas industry in modern conditions; – strategy for the development of the oil and gas industry for 10 years; – improving legislation in the interests of the development of the industry; – challenges and solutions to technological problems of the industry.

    Greetings to the Forum were sent by Deputy Prime Minister of the Russian Federation Alexander Novak and Minister of Energy of the Russian Federation Sergey Tsivilev.

    The main moderator was the President of the Russian Gas Society, the President of the Union of Employers of the Oil and Gas Industry, and the First Deputy Chairman of the State Duma Committee on Energy, Pavel Zavalny.

    At the opening of the event, State Secretary – Deputy Minister of Energy of the Russian Federation Anastasia Bondarenko noted that by 2029, the Russian economy’s need for personnel will grow to 3.1 million people.

    “At present, the task is to formulate a forecast in the structure of needs for specialists,” the deputy minister concluded.

    In his speech during the session “HR Podium: Open Dialogue between Employers and Students,” Sergey Karseka outlined a wide range of topics and areas of potential cooperation between the State University of Management and oil and gas universities and enterprises.

    “It is very important to train specialists, but without basic knowledge of the fundamentals of management, the efficiency of managers in the oil and gas industry will be reduced. On this path, the State University of Management offers its assistance and cooperation in solving the personnel problems facing employers,” noted Sergey Ivanovich.

    Specific issues of cooperation and details of the implementation of joint projects were discussed with key representatives of the oil and gas and energy industries: Marina Voronina, Head of the Oil and Gas Academy project of the Russian Gas Society, Yulia Dunayevskaya, Head of the HR Department of Gazprom Transgaz Moscow LLC, and Violetta Kiushkina, Head of the Department of Energy Security and Infrastructure of the Russian Energy Agency of the Ministry of Energy of Russia. Of particular interest was the experience of the State University of Management in interaction with other ministries: Violetta Kiushkina invited the university experts to participate in the working events of the Ministry of Energy, noting the lack of management expertise and alternative approaches when discussing important industry issues.

  • MIL-OSI: Two Enlight Facilities Win Bids in the Israel Electricity Authority’s Energy Storage Tender and the Company Expects to Construct Total Storage Capacity in the Range of 1,300 to 1,900 MWh

    TEL AVIV, Israel, Feb. 17, 2025 (GLOBE NEWSWIRE) — Enlight Renewable Energy (“Enlight”, “the Company”, NASDAQ: ENLT, TASE: ENLT.TA), a leading renewable energy platform, announced today that two of the Company’s energy storage facilities have won bids in the Israel Electricity Authority’s first availability tariff tender process. The two sites, Neot Smadar and Ohad, are located in the south of Israel and have a combined grid connection capacity of 300 MW AC.

    According to the tender’s terms, after supplying power at the availability tariff rate for five years, the Company may transition to selling electricity into the deregulated market as well as increase the facilities’ storage capacity. Securing a grid connection of 300 MW AC will allow Enlight to build projects with a total storage capacity of 1,300 MWh, potentially rising to 1,900 MWh following the transition into the deregulated market. According to the tender’s terms, the projects are expected to reach commercial operation by 2028.

    The combined construction cost of the two facilities is expected to range between $210-250 million, depending on the ultimate amount of capacity the Company decides to build. The projects are expected to generate combined average annual revenues of $75-85 million and combined average annual EBITDA of $37-42 million over the full life of the projects.

    Enlight has approximately 8 GWh of Mature1 storage projects that are expected to enter into operations by 2027. In addition, the Company has a portfolio of energy storage assets in various stages of development totaling approximately 25 GWh, of which about 6 GWh are located in Israel. The two sites selected in the tender represent 20% of the total capacity awarded through the bidding process, further solidifying Enlight’s leadership of Israel’s energy storage market as the only company with significant presence in both medium-voltage and high-voltage storage sectors.

    With the support of RN-Uvatneftegaz (part of the Rosneft oil production complex), a festival of the culture of the indigenous peoples of the North, “The Wealth of the Uvat Taiga,” was held in the regional center of Uvat.

    The festival was held for the third time. Every year it attracts more and more participants and this year it was the most numerous – about 1,500 guests from all taiga settlements of the Uvatsky district visited it. The winter festival originated as a fair of folk crafts, but with the support of oil workers it acquired the format of a cultural festival.

    The cultural program of the festival included national vocal and dance performances. Guests of the festival took part in master classes on making national Khanty amulets and dolls, painting plates with traditional northern ornaments with images of animal symbols of the Uvatsky district. The building of the district House of Culture housed an exhibition of paintings “Beliefs of the Khanty People”.

    During the sports program, the participants competed in national sports – throwing a tynzyan on a khorey (a lasso on a pole used to drive deer), archery, jumping over sleds, pulling a stick, etc. The sports and hunting tournament, a competition for agility in overcoming an obstacle course, was especially spectacular. An entertainment and development program was organized for the young guests.

    The fair stalls offered traditional crafts to the guests of the festival: fresh-frozen and smoked fish, meat, berries, pine nuts, fur and bead products. In addition, visitors could try national cuisine: northern fish soup and tea made from taiga herbs and berries.

    Preservation of the national culture of the indigenous peoples of the North and their traditional way of life is one of the significant areas of Rosneft’s social policy. The Company’s enterprises implement many social projects in the regions of their operations, develop the infrastructure of northern villages, help reindeer herder families, improve the material and technical base of educational institutions, social and medical facilities in the areas of original residence of indigenous peoples.

    RN-Uvatneftegaz supports representatives of the Khanty, Mansi and Evenki of the Tyumen Region. Oil workers together with the administration of the Uvatsky municipal district presented the indigenous people with equipment for traditional trades – snowmobiles, boat motors, gasoline generators of electricity, as well as motor oil from Rosneft for engines. In total, in recent years, the company has handed over more than 160 units of equipment to Khanty families.

    The company also provides access to winter roads and ice crossings, which it builds for production needs, and organizes fuel supplies at the deposits closest to the camps.

    In addition, with the participation of RN-Uvatneftegaz, the ethnographic cultural center “Uvas Mir Khot” has been created and is developing in the vicinity of Tyumen, which in translation from Khanty means “House of Northern People”. National ritual holidays, cultural events, concerts, interactive excursions, lessons in local history and native language, and master classes are held on the territory of the center all year round.

    The Presidency of the Council of Ministers joined today’s ‘M’illumino di Meno’ initiative for the 21st edition of National Energy Saving and Sustainable Lifestyles Day, promoted by Radio 2 Rai Caterpillar.
    The lights on Palazzo Chigi’s main façade overlooking Piazza Colonna were symbolically switched off between 19:00 and 20:00 to mark the occasion.

  • MIL-OSI USA: Summary of the 10th DSCOVR EPIC and NISTAR Science Team Meeting

    Introduction
    The 10th Deep Space Climate Observatory (DSCOVR) Earth Polychromatic Camera (EPIC) and National Institute of Standards and Technology (NIST) Advanced Radiometer [NISTAR] Science Team Meeting (STM) was held October 16–18, 2024. Over 50 scientists attended, most of whom were from NASA’s Goddard Space Flight Center (GSFC), with several participating from other NASA centers, U.S. universities, and U.S. Department of Energy laboratories. There was one international participant – from Estonia. A full overview of DSCOVR’s Earth-observing instruments was published in a previous article in The Earth Observer and will not be repeated here. This article provides the highlights of the 2024 meeting. The meeting agenda and full presentations can be downloaded from GSFC’s Aura Validation Data Center.
    Opening Presentations
    The opening session of the 10th DSCOVR STM was special. Former U.S., Vice President Al Gore attended the opening session and gave a presentation at the panel discussion “Remote Sensing and the Future of Earth Observations” – see Photo. Gore was involved in the early days of planning the DSCOVR mission, which at that time was known as Triana. He reminisced about his involvement and praised the team for the work they’ve done over the past decade to launch and maintain the DSCOVR mission. Following the STM Opening Session, Gore spoke at a GSFC Engage session in Building 3 later that afternoon on the same topic, but before a wider audience. [Link forthcoming.]
    Following Gore’s remarks, the remainder of the opening session consisted of a series of presentations from DSCOVR mission leaders and representatives from GSFC and National Oceanic and Atmospheric Administration (NOAA). Thomas Neumann [GSFC, Earth Sciences Division (ESD)—Deputy Director] opened the meeting and welcomed Vice President Gore and the STM participants on behalf of the ESD. Adam Szabo [GSFC—DSCOVR Project Scientist] briefly reported that the spacecraft was still in “good health.” The EPIC and NISTAR instruments on DSCOVR continue to return their full science observations. He also gave an update on DSCOVR Space Weather research. Alexander Marshak [GSFC—DSCOVR Deputy Project Scientist] briefly described DSCOVR mission history and the science results based on DSCOVR observations from the first Sun–Earth Lagrange point (hereinafter, the L1 point). He also summarized the major EPIC and NISTAR results to date. At this time, more than 125 papers related to DSCOVR are listed on the EPIC website. Elsayed Talaat [NOAA, Office of Space Weather observations—Director] discussed the future of Earth and space science studies from the L1 point.

    Updates on DSCOVR Operations
    The DSCOVR mission components continue to function nominally. The meeting was an opportunity to update participants on progress over the past year on several fronts, including data acquisition, processing, and archiving, and release of new versions of several data products. The number of people using DSCOVR data continues to increase, with a new Science Outreach Team having been put in place to aid users in several aspects of data discovery, access, and user friendliness.
    Amanda Raab [NOAA, DSCOVR Mission Operations and Systems] reported on the current status of the DSCOVR mission. She also discussed spacecraft risks and issues such as memory fragmentation and data storage task anomalies but indicated that both these issues have been resolved.
    Hazem Mahmoud [NASA’s Langley Research Center (LaRC)] discussed the work of the Atmospheric Science Data Center (ASDC), which is based at LaRC. He showed DSCOVR mission metrics since 2015, focusing on data downloads and the global outreach of the mission. He noted that there has been a significant rise in the number of downloads and an increasing diversity of countries accessing ozone (O3), aerosol, and cloud data products. Mahmoud also announced that the ASDC is transitioning to the Amazon Web Services cloud, which will further enhance global access and streamline DSCOVR data processing.
    Karin Blank [GSFC] covered the discovery of a new type of mirage that can only be seen in deep space from EPIC. The discussion included the use of a ray tracer in determining the origin of the phenomenon, and under what conditions it can be seen.
    Alexander Cede [SciGlob] and Ragi Rajagopalan [LiftBlick OG] gave an overview of the stability of the EPIC Level-1A (L1A) data over the first decade of operation. They explained that the only observable changes in the EPIC calibration are to the dark count and flat field can – and that these changes can be entirely attributed to the temperature change of the system in orbit compared to prelaunch conditions. No additional hot or warm pixels have emerged since launch and no significant sensitivity drifts have been observed. The results that Cede and Rajagopalan showed that EPIC continues to be a remarkably stable instrument, which is attributed to a large extent to its orbit around the L1 point, which is located outside the Earth’s radiation belts and thus an extremely stable temperature environment. Consequently, in terms of stability, the L1 point is far superior to other Earth observation points, e.g., ground-based, low-Earth orbit (LEO), polar orbit, or geostationary Earth orbit (GEO).
    Marshall Sutton [GSFC] discussed the state of the DSCOVR Science Operation Center (DSOC). He also talked about processing EPIC Level-1 (L1) data into L2 science products, daily images available on the EPIC website, and special imaging opportunities, e.g., volcanic eruptions.
    EPIC Calibration
    After 10 years of operation in space, the EPIC instrument on DSCOVR continues to be a remarkably stable instrument. The three presentations describe different ways that are used to verify the EPIC measurements remain reliable.
    Conor Haney [LaRC] reported on anomalous outliers during February and March 2023 from the broadband shortwave (SW) flux using EPIC L1B channel radiances. To ensure that these outliers were not a result of fluctuations in the EPIC L1B channel radiances, both the EPIC radiance measurements and coincident, ray-matched radiance measurements from the Visible Infrared Imaging Radiometer Suite (VIIRS), on the Suomi National Polar-orbiting Partnership (Suomi NPP) platform, were processed using the same deep convective cloud invariant target (DCC-IT) algorithm. This analysis confirmed that the anomalous behavior was due to the DCC-IT algorithm – and not because of fluctuations in the EPIC L1B channel radiances. The improved DCC-IT methodology was also applied to the EPIC L1B radiances. The results indicate that the EPIC record is quite stable with a lower uncertainty than when processed using the previous DCC-IT methodology.
    Igor Geogdzhaev [NASA’s Goddard Institute for Space Studies (GISS)/Columbia University] reported that EPIC Visible–Near Infrared (VIS-NIR) calibration based on VIIRS (on Suomi NPP) data has showed excellent stability, while VIIRS (on NOAA-20 and -21) derived gains agree to within 1–2%. Preliminary analysis showed continuity in the gains derived from Advanced Baseline Imager (ABI) data. (ABI flies on NOAA’s two operational Geostationary Operational Environmental Satellite–Series R satellites – GOES-17 and GOES-18.
    Liang–Kang Huang [Science Systems and Applications, Inc. (SSAI)] reported on updates to the EPIC ultraviolet (UV) channel sensitivity time dependences using Sun-normalized radiance comparisons between EPIC and measurements from the Ozone Mapping and Profiler Suite (OMPS) Nadir Mapper (NM) on Suomi NPP, with coinciding footprints and solar/satellite angles. Huang’s team determined vignetting factors in the sensitivity calibration between 2021–2024, as a function of charge coupled device (CCD) pixel radius and pixel polar angles, using special lunar measurement sequences.
    NISTAR Status and Science with Its Observations
    The NISTAR instrument remains fully functional and continues its uninterrupted data record. The NISTAR-related presentations during this meeting included more details on specific topics related to NISTAR as well as on efforts to combine information from both EPIC and NISTAR.
    Steven Lorentz [L-1 Standards and Technology, Inc.] reported that the NISTAR on DSCOVR has been measuring the irradiance from the sunlit Earth in three bands for more than nine years. The three bands measure the outgoing total and reflected-solar radiation from Earth at a limited range of solar angles. To compare the long-term stability of EPIC and NISTAR responses, researchers developed a narrowband to wideband conversion model to allow the direct comparison of the EPIC multiband imagery and NISTAR SW – see Figure 1 – and silicon photodiode channels. Lorentz presented daily results spanning several years. The comparison employed different detectors from the same spacecraft – but with the same vantage point – thereby avoiding any model dependent orbital artifacts.

    Clark Weaver [University of Maryland, College Park (UMD)] used spectral information from the SCanning Imaging Absorption spectroMeter for Atmospheric CartograpHY (SCIAMACHY), which flew on the European Space Agency’s (ESA) Envisat satellite from 2002–2012, to fill EPIC spectral gaps. He reported on construction of a composite height resolution spectrum that was spectrally integrated to produce SW energy. Weaver explained that he compared the EPIC reflected SW with four-hour averages from Band 4 on NISTAR. He used spectral information from SCIAMACHY to fill in gaps. Weaver also discussed results of a comparison of area integrated EPIC SW energy with observations from NISTAR . 
    Andrew Lacis [GISS] reported on results of analysis of seven years of EPIC-derived planetary albedo for Earth, which reveal global-scale longitudinal variability occurring over a wide range of frequencies – with strong correlation between nearby longitudes and strong anticorrelation between diametrically opposed longitudes. This behavior in the Earth’s global-scale energy budget variability is fully corroborated by seven years of NISTAR silicon photodiode measurements, which view the Earth with 1º longitudinal resolution. This analysis establishes the DSCOVR mission EPIC/NISTAR measurements as a new and unmatched observational data source for evaluating global climate model performance– e.g., see Figure 2.

    Wenying Su [LaRC] discussed global daytime mean SW fluxes within the EPIC field of view produced from January 2016–June 2024. These quasi-hourly SW fluxes agree very well with the Synoptic data product from the Clouds and the Earth’s Radiant Energy System (CERES) instruments (currently flying on the Terra and Aqua, Suomi NPP, and NOAA-20 platforms) with the root mean square errors (rmse) less than 3 W/m2. This SW flux processing framework will be used to calculate NISTAR SW flux when Version 4 (V4) of the NISTAR radiance becomes available. Su noted that SW fluxes from EPIC are not suitable to study interannual variability as the magnitude of EPIC flux is sensitive to the percentage of daytime area visible to EPIC.
    Update on EPIC Products and Science Results
    EPIC has a suite of data products available. The following subsections summarize content during the DSCOVR STM related to these products. The updates focus on several data products and the related algorithm improvements. 
    Total Column Ozone
    Jerry Ziemke [Morgan State University (MSU), Goddard Earth Sciences Technology and Research–II (GESTAR II)] and Natalya Kramarova [GSFC] reported that tropospheric O3 from DSCOVR EPIC shows anomalous reductions of ~10% throughout the Northern Hemisphere (NH) starting in Spring 2020 that continues to the present. The EPIC data, along with other satellite-based (e.g., Ozone Monitoring Instrument (OMI) on NASA’s Aura platform) and ground-based (e.g., Pandora) data, indicate that the observed NH reductions in O3 are due to combined effects from meteorology and reduced pollution, including reduced shipping pollution in early 2020 (during COVID) – see Figure 3. EPIC 1–2 hourly data are also used to evaluate hourly total O3 and derived tropospheric O3 from NASA’s Tropospheric Emissions: Monitoring of Pollution (TEMPO) geostationary instrument. Ziemke explained that comparison of TEMPO data with EPIC data has helped the researchers characterize a persistent latitude-dependent offset in TEMPO total O3 data of ~10–15% from south to north over the North American continent.

    Algorithm Improvement for Ozone and Sulfur Dioxide Products
    Kai Yang [UMD] presented a comprehensive evaluation of total and tropospheric O3 retrievals, highlighting the long-term stability and high accuracy of EPIC measurements. He also validated EPIC’s volcanic sulfur dioxide (SO2) retrievals by comparing them with ground-based Brewer spectrophotometer measurements and summarized EPIC’s observations of SO2 from recent volcanic eruptions.
    Simon Carn [University of Michigan] showed the first comparisons between the EPIC L2 volcanic SO2 product and SO2 retrievals from the Geostationary Environment Monitoring Spectrometer (GEMS) on the Korean GEO-Kompsat-2B satellite. GEMS observes East Asia as part of the new geostationary UV air quality (GEO-AQ) satellite constellation (which also includes TEMPO that observes North America and will include the Ultraviolet–Visible–Near Infrared (UVN) instrument on the European Copernicus Sentinel-4 mission, that will be launched in 2025 to observe Europe and surrounding areas) – but is not optimized for measurements of high SO2 columns during volcanic eruptions. EPIC SO2 data for the 2024 eruption of Ruang volcano in Indonesia are being used to validate a new GEMS volcanic SO2 product. Initial comparisons show good agreement between EPIC and GEMS before volcanic cloud dispersal and confirm the greater sensitivity of the hyperspectral GEMS instrument to low SO2 column amounts.
    Aerosols
    Alexei Lyapustin [GSFC] reported that the latest EPIC aerosols algorithm (V3) simultaneously retrieves aerosol optical depth, aerosol spectral absorption, and aerosol layer height (ALH) – achieving high accuracy. He showed that global validation of the single scattering albedo in the blue and red shows 66% and 81–95% agreement respectively, with Aerosol Robotic Network (AERONET) observations – which is within the expected error of 0.03 for smoke and dust aerosols. Lyapustin also reported on a comparison of EPIC aerosol data collected from 2015–2023 by the Cloud-Aerosol Lidar with Orthogonal Polarization (CALIOP), which flew on the Cloud-Aerosol Lidar and Infrared Pathfinder Satellite Observations (CALIPSO) mission. The results show that ALH is retrieved with rmse ~1.1 km (0.7 mi). ALH is unbiased over the ocean and is underestimated by 450 m (1470 ft) for the smoke and by 750 m (2460 ft) for the dust aerosols over land. 
    Myungje Choi and Sujung Go [both from University of Maryland, Baltimore County’s (UMBC), GESTAR II] presented results from a global smoke and dust characterization using Multi-Angle Implementation of Atmospheric Correction (MAIAC) algorithm. This study characterized smoke and dust aerosol properties derived from MAIAC EPIC processing, examining spectral absorption, ALH, and chemical composition (e.g., black and brown carbon). Regions with smoldering wildfires, e.g., North America and Siberia, exhibited high ALH and a significant fraction of brown carbon, while Central Africa showed lower ALH with higher black carbon emissions.
    Omar Torres [GSFC] discussed how L1 DSCOVR-EPIC observations are being used to study air quality (i.e., tropospheric O3 and aerosols) globally. Torres noted that this application of EPIC-L1 observations is of particular interest in the Southern Hemisphere (SH) where, unlike over the NH, there are currently no space GEO-based air quality measurements – and no plans for them in the foreseeable future.
    Hiren Jethva [MSU, GESTAR II] presented the new results of the aerosol optical centroid height retrieved from the EPIC Oxygen-B band observations. He described the algorithm details, showed retrieval maps, and reviewed the comparative analysis against CALIOP backscatter-weighted measurements. The analysis showed a good level of agreement with more than 70% of matchup data within 1–1.5 km (0.6–0.9 mi) difference.
    Jun Wang [University of Iowa] presented his team’s work on advancing the second generation of the aerosol optical centroid height (AOCH) algorithm for EPIC. Key advancements included: constraining surface reflectance in aerosol retrieval using an EPIC-based climatology of surface reflectance ratios between 442–680 nm; incorporating a dynamic aerosol model to characterize aged smoke particles; and employing a spectral slope technique to distinguish thick smoke plumes from clouds. Results show that both atmospheric optical depth (AOD) and AOCH retrievals are improved in the second generation of AOCH algorithm.
    Olga Kalashnikova [NASA/Jet Propulsion Laboratory (JPL)] reported on improving brown carbon evolution processes in the Weather Research and Forecasting model coupled with Chemistry (WRF-Chem) model with EPIC products. She indicated that DSCOVR product evaluation, using lidar aerosol height measurements from CALIOP, led to an improved operational brown carbon product. To better resolve the temporal evolution of brown carbon, chemical transport models need to include more information about near-source fires.
    Mike Garay [NASA/Jet Propulsion Laboratory (JPL)] discussed constraining near-source brown carbon emissions from 2024 Canadian ‘zombie’ fires with EPIC products. He reported that fires in British Columbia, Canada showed differences in brown carbon emission near the sources.  Garay explained that their investigation has revealed that these differences were related to fire intensity and variations in vegetation/soil content.
    Yuekui Yang [GSFC] presented work that examined the impact of Earth’s curvature consideration on EPIC cloud height retrievals. Biases under the Plane Parallel (PPL) assumption is studied by comparing results using the improved pseudo-spherical shell approximation. PPL retrievals in general bias high and for a cloud with height of 5 km (3 mi), the bias is about 6%.
    Alfonso Delgado Bonal [UMBC] stated that the EPIC vantage point offers a unique opportunity to observe not only the current state of the Earth but also its temporal evolution. By capturing multiple observations of the planet throughout the day, EPIC enables statistical reconstruction of diurnal patterns in clouds and other atmospheric parameters. Bonal’s team focused their research on O3 (primarily tropospheric) over the U.S. to demonstrate the presence of a diurnal cycle in the western regions of the continental U.S. However, ground-based data from PANDORA for specific locations do not support these diurnal variations – underscoring the critical role of space-based O3 retrievals. The proposed methodology is not limited to clouds or O3 but is broadly applicable to other EPIC measurements for the dynamic nature of our planet.
    Elizabeth Berry [Atmospheric and Environmental Research (AER)] presented results from a coincident DSCOVR–CloudSat dataset [covering 2015–2020]. Cloud properties (e.g., cloud height and optical depth) from DSCOVR and CloudSat are moderately correlated and show quite good agreement given differences in the instruments sensitivities and footprints. Berry explained that a machine-learning model trained on the coincident data demonstrates high accuracy at predicting the presence of vertical cloud layers. However, precision and recall metrics highlight the challenge of predicting the precise location of cloud boundaries.
    Anthony Davis [JPL] presented a pathway toward accurate estimation of the cloud optical thickness (COT) of opaque clouds and cloud systems, e.g., supercells, mesoscale convective complexes, and tropical cyclones (TCs). He described the approach, which uses differential oxygen absorption spectroscopy (DOAS) that has resolving power greater than 104 – which is comparable to that of the high-resolution spectrometers on NASA’s Orbiting Carbon Observatory–2 (OCO-2) – but is based upon the cloud information content of EPIC’s O2 A- and B-band radiances. Unlike the current operational retrieval of COT – which uses data from the Moderate Resolution Imaging Spectroradiometer (MODIS) on Terra and Aqua – the DOAS-based technique does not saturate at COT exceeding ~60. According to a popular TC model with two-moment microphysics, COT in a tropical storm or hurricane can reach well into the hundreds, sometimes exceeding 1000. Davis said that once the new COT estimates become available, they will provide new observational constraints on process and forecast models for TCs.
    Ocean
    Robert Frouin [Scripps Institution of Oceanography, University of California] discussed ocean surface radiation products derived from EPIC data. He explained that significant advancements have been achieved in processing and evaluating ocean biology and biogeochemistry products derived from EPIC imagery. V1 updates enhanced accuracy by integrating Modern-Era Retrospective analysis for Research and Applications V2 (MERRA-2) ancillary data and refining calculations for atmospheric and surface parameters. Frouin introduced several diurnal products, including hourly photosynthetically active radiation (PAR) fluxes, spectral water reflectance, and chlorophyll-a concentrations. He said that these new MODIS-derived products have been validated through comparisons with data from the Advanced Himawari Imager on the Japanese Himawar–8 and –9 satellites. In order to address the gaps in these diurnal products, Frouin explained that the team developed a convolutional neural network that has been used effectively to reconstruct missing PAR values with high accuracy.
    Vegetation
    Yuri Knyazikhin [Boston University] reported on the status of the Vegetation Earth System Data Record (VESDR) that provides a variety of parameters including: Leaf Area Index (LAI), diurnal courses of Normalized Difference Vegetation Index (NDVI), Sunlit LAI (SLAI), Fraction of incident Photosynthetically Active Radiation (FPAR) absorbed by the vegetation, Directional Area Scattering Function (DASF), Earth Reflector Type Index (ERTI), and Canopy Scattering Coefficient (CSC). Knyazikhin discussed analysis of the diurnal and seasonal variations of these quantities. EPIC LAI and FPAR are consistent with MODIS-derived measurements of the same parameters.
    Jan Pisek [University of Tartu/Tartu Observatory, Estonia] discussed efforts to derive leaf inclination information from EPIC data. The very first evaluation over Tumbarumba site (in New South Wales, Australia) showed that the angular variation in parameters obtained from EPIC reflects the expected variations due to the erectophile vegetation present at the site.
    Sun Glint
    Tamás Várnai [UMBC, JCET] discussed EPIC observations of Sun glint from ice clouds. The cloud glints come mostly from horizontally oriented ice crystals and have strong impact in EPIC cloud retrievals. Várnai reported that the EPIC glint product is available from the ASDC – see Figure 4. Glint data can help reduce the uncertainties related to horizontally oriented ice crystals and yield additional new insights about the microphysical and radiative properties of ice clouds.

    Alexander Kostinski [Michigan Technology University] explained that because they detected climatic signals (i.e., longer-term changes and semi-permanent features, e.g., ocean glitter), they developed a technique to suppress geographic “noise” in EPIC images that involves introducing temporally (monthly) and conditionally (classifying by surface/cover type, e.g., land, ocean, clouds) averaged reflectance images – see Figure 5. The resulting images display seasonal dependence in a striking manner. Additionally, cloud-free, ocean-only images highlight prominent regions of ocean glitter.

    Jiani Yang [Caltech] reported that spatially resolving light curves from DSCOVR is crucial for evaluating time-varying surface features and the presence of an atmosphere. Both of these features are essential for sustaining life on Earth – and thus can be used to assess the potential habitability of exoplanets. Using epsilon machine reconstruction, the statistical complexity from the time series data of these light curves can be calculated. The results show that statistical complexity serves as a reliable metric for quantifying the intricacy of planetary features. Higher levels of planetary complexity qualitatively correspond to increased statistical complexity and Shannon entropy, illustrating the effectiveness of this approach in identifying planets with the most dynamic characteristics.
    Other EPIC Science Results
    Guoyong Wen [MSU, GESTAR II] analyzed the variability of global spectral reflectance from EPIC and the integrated broadband reflectance on different timescales. He reported that on a diurnal timescale, the global reflectance variations in UV and blue bands are statistically similar – and drastically different from those observed in longer wavelength bands (i.e., green to NIR). The researchers also did an analysis of monthly average results and found that temporal averaging of the global reflectance reduces the variability across the wavelength and that the variability of broadband reflectance is similar to that for the red band on both timescales. These results are mainly due to the rotation of the Earth on diurnal timescale and the change of the Earth’s tilt angle. 
    Nick Gorkavyi [Science Systems and Applications, Inc. (SSAI)] reported that EPIC – located at the L1 point, 1.5 million km (0.9 million mi) away from Earth – can capture images of the far side of the Moon in multiple wavelengths. These images, taken under full solar illumination, can be used to calibrate photographs obtained by lunar artificial satellites. Additionally, he discussed the impact of lunar libration – the changing view of the Moon from Earth, or it’s apparent “wobble” – on Earth observations from the Moon. 
    Jay Herman [UMBC] discussed a comparison of EPIC O3 with TEMPO satellite and Pandora ground-based measurement. The results show that total column O3 does not have a significant photochemical diurnal variation. Instead, the daily observed diurnal variation is caused by weather changes in atmospheric pressure. This measurement result agrees with model calculations.
    Conclusion
    Alexander Marshak, Jay Herman, and Adam Szabo led a closing discussion with ST participants on how to make the EPIC and NISTAR instruments more visible in the community. It was noted that the EPIC website now allows visitors to observe daily fluctuations of aerosol index, cloud fraction, cloud height, and the ocean surface – as observed from the L1 point. More daily products, (e.g., aerosol height and sunlit leaf area index) will be added soon, which should attract more users to the website.
    Overall, the 2023 DSCOVR EPIC and NISTAR STM was successful. It provided an opportunity for participants to learn the status of DSCOVR’s Earth-observing instruments, EPIC and NISTAR, the status of recently released L2 data products, and the science results being achieved from the L1 point. As more people use DSCOVR data worldwide, the ST hopes to hear from users and team members at its next meeting. The latest updates from the mission can be found on the EPIC website.

    Melissa Stone, of Elk Grove, has been appointed Chief Deputy Director at the Department of Child Support Services. Stone has been Deputy Director of the Disability Insurance Branch at the Employment Development Department since 2022, where she was previously a Division Chief from 2020 to 2022. She held several roles at the Franchise Tax Board from 2014 to 2020, including Section Manager, Assistant Section Manager, and Compliance Program Manager. Stone was Chief of the Casualty Insurance Section at the Department of Health Care Services from 2011 to 2014, where she was previously Chief of the Overpayments Unit from 2009 to 2011. She earned a Master of Business Administration degree from the University of Phoenix and a Bachelor of Arts in Psychology from California State University, Sacramento. This position does not require Senate confirmation, and the compensation is $189,600. Stone is registered with no party preference.

    Stephanie Weldon, of McKinleyville, has been appointed Deputy Director of the Office of Health Equity at the Department of Public Health. Weldon has been Chief Operations Officer at United Indian Health Services since 2024. She was the Director of the Office of Tribal Affairs at the California Department of Social Services from 2021 to 2024. Weldon was a Program Associate for the Indian Child Welfare Act and Tribal Social Services Specialist at the Child and Family Institute of California from 2020 to 2021. She was Director of Health and Human Services for the Yurok Tribe from 2019 to 2020. Weldon held several roles at the Humboldt County Department of Health and Human Services from 2014 to 2019, including Child Welfare Director, Social Services Branch Director, and Deputy Director. She was Director of Social Services for the Yurok Tribe from 2010 to 2013. Weldon is a member of the Yurok Tribe, National Indian Child Welfare Association, and California Department of Public Health Tribal Equity Advisory Group. She earned a Master of Social Work degree and a Bachelor of Arts degree in Native American Studies from Humboldt State University. This position requires Senate confirmation, and the compensation is $191,868. Weldon is a Democrat.

    Melissa Gear, of Elk Grove, has been appointed Deputy Director of Legislative and Governmental Affairs at the Department of Health Care Access and Information. Gear has been Deputy Director of Board and Bureau Relations at the California Department of Consumer Affairs since 2022. She was the Chief Deputy Legislative Director at the Department of Insurance from 2014 to 2022. Gear was a Legislative Advocate at the California State Teachers’ Retirement System from 2008 to 2014.     Daniel Millsap, of Folsom, has been appointed Deputy Director of the Real Estate Services Division at the California Department of General Services.     The much-awaited launch of the Rural Technology Action Group (RuTAGe) Smart Village Center (RSVC) took place yesterday in Mandaura village, Sonipat, marking a transformative moment in rural technological advancement. The RSVC Mandaura was inaugurated by Prof. Ajay Sood, the Hon’ble Principal Scientific Adviser to the Government of India, alongside key implementation partners including Commodore Sridhar Kotra, Founder of the Modern Village Foundation, and Mr. DP Goel, Chairman of the Chaalis Gaon Vikas Parishad. Both partners have played pivotal roles in turning this visionary initiative into reality.

    Speaking at inauguration of RSVC Mandaura, Prof. Ajay Sood said that the RuTAGe Smart Village Center (RSVC) is a pivotal step towards bridging the gap between rural needs and technological advancements, ensuring that innovation reaches the grassroots and transforms the lives of our communities.

    Prof Ajay Sood, Principal Scientific Adviser to the Government of India also shared the concept behind the creation of RSVCs, highlighting the major challenges faced by rural communities in accessing technologies that directly address their basic needs. These challenges include innovative solutions for animal intrusion, organic farming, and livelihood-enhancing technologies such as bead-making and bakery machinery. The Principal Scientific Adviser emphasized the significance of ensuring that technologies reach the bottom of the pyramid, a concept championed by Prof. CK Prahalad, thus creating a direct link between innovations and the market to improve rural livelihoods.

    This unique center, developed under the aegis of the Office of the Principal Scientific Adviser (PSA) to the Government of India, aims to integrate cutting-edge technologies with rural needs, enhancing the quality of life and empowering communities through sustainable solutions.

    Their efforts in taking forward technologies such as satellite data, water monitoring kits, Internet of Things (IoT), solar power, organic fertilizers, assistive technologies, and livelihood-focused innovations to the grassroots level are a testament to the collaborative spirit driving this initiative.

    Key Highlights of the RuTAGe Smart Village Center (RSVC) Model:

    • Location & Physical Presence: The RSVC is designed to serve as a permanent presence at the Panchayat level, providing deep handholding to cater to the technological needs of 15-20 villages over several years. The center aims to build trust and confidence among the community members, ensuring the seamless adoption of innovative solutions.
    1. The RuTAGe Smart Village Center (RSVC) offers a comprehensive range of 12 technology tracks to address diverse rural challenges:
      1. Agriculture & Waste Management: Services for agriculture, waste management, homestays, and village tourism, supported by pre-sowing to post-harvest technologies, in collaboration with KVKs.
      2. RuTAG Technologies: Innovations from 7 IITs, developed under the Office of the Principal Scientific Adviser to the Government of India.
      3. Livelihood & Entrepreneurship: Promoting local entrepreneurship through schemes like NRLM and TRIF in Uttar Pradesh.
      4. Renewable Energy: Solar hybrid and wind technology solutions, with technical assistance from SELCO Foundation.
      5. National Innovations: Technologies from Manthan, Pune Cluster, and IIT Madras for various rural needs.
      6. Affordable Housing: Innovative housing technologies from Manthan and HR Corporation Pvt Ltd.

    • Quality Assurance: The RSVC ensures quality and feasibility through anchor leads from institutions such as Selco, IIT Madras, and the Assistive Tech Foundation. These entities guide the RSVC team in the on-the-ground deployment of technologies from platforms like Manthan and RuTAG.
    • Market Access & Linkages: The RSVC also emphasizes market linkages through collaborations with platforms like ONDC, Amazon, and Market Mirchi (a RuTAG innovation by IIT Bombay), ensuring that rural producers have access to larger markets and can sell their goods effectively. Additionally, a Government Schemes Help Desk provides villagers with crucial information on available financial assistance and government schemes.
    • Integration with Government Ministries: The initiative aligns with the objectives of various Ministries, including Rural Development, Agriculture, Animal Husbandry, and Labour, through collaboration on schemes that will further enhance the welfare of rural communities.
    • Scalability: The RSVC model is set to expand, with plans for 20 new centers across India. In addition to expanding the physical network, the Techpreneurs (Foot Soldiers) program will empower women entrepreneurs to sell and promote technologies in their local communities, ensuring the sustainability of this model.

    This launch marks the beginning of a new era of technology-driven rural development, where the community, local entrepreneurs, and various stakeholders work together to bridge the rural-urban divide.

    The launch also witnessed presence of steering committee members from various Ministries, Foundations, Corporates, and NGOs, all of whom have played a crucial role in making the RSVC a reality. Their collective support and engagement ensure that this initiative will have a lasting impact, not just on Mandaura village but on rural communities across India.

    As Mandaura leads the way as a model village, it is set to inspire and mentor future RSVCs nationwide. The Principal Scientific Adviser’s office expressed its commitment to regular updates and continuous feedback on the progress of the project to refine and scale up its reach and impact.

    This launch is a significant step in the Government of India’s efforts to empower rural India, providing solutions that are sustainable, scalable, and impactful.

    Shri Amardeep Bhatia, Secretary, Department for Promotion of Industry and Internal Trade (DPIIT) chaired a high-level meeting to review key issues affecting mega infrastructure projects in the state of Gujarat and Rajasthan. The meeting, attended by senior officials from Central Ministries, State Governments, and Project Proponents, focused on expediting issue resolution through enhanced inter-ministerial and state coordination facilitated by the Project Monitoring Group (PMG).

    In the meeting, 21 issues across 14 significant projects were reviewed, including four projects under the Ministry of Labour and Employment, with a total cost of all projects exceeding Rs 13,162 crore. Additionally, seven issues pertaining to one private project, valued at Rs 600 crore, were also reviewed.

    The meeting placed significant emphasis on the transmission projects of the Khavda Renewable Energy Park in Gujarat. Once operational, the park is expected to generate approximately 81 billion units of clean electricity annually, significantly reducing dependence on fossil fuels. Additionally, it is projected to create approximately 15,200 green jobs across various sectors, including construction, engineering, operations, and maintenance.

    Reliance Jio’s 5G/4G expansion project, which offers advantages such as faster speeds, low latency, and wider coverage—facilitating ultra-high-definition streaming and the advancement of applications like IoT and smart city solutions—was also reviewed.

    The Secretary, DPIIT, reaffirmed the commitment to enhancing the institutional framework for project monitoring and instructed the relevant authorities to take a proactive approach in addressing pending issues. He emphasized the importance of private proponents leveraging this specialized mechanism of  Project Monitoring Group (PMG) (https://pmg.dpiit.gov.in/) to expedite project implementation and ensure efficient and timely resolution of their concerns through collaboration among the Central Government, State Authorities, and Private Stakeholders.

    Today I announce the appointment of Ms Lydia Santoso as Chair of the Australia-Indonesia Institute.

    The Australia-Indonesia Institute has long championed initiatives that strengthen personal, institutional and cultural ties between Australia and Indonesia. Our relationship with Indonesia is grounded in a history of friendship and cooperation between our people and governments.

    The Board sets the strategic direction for the Institute’s programs and activities, which support partnerships in business, the arts, education, health, science, technology and sport.

    Ms Santoso has been a Board Member since 2015 and long been an advocate for forging cultural connections and deepening Australia’s economic engagement with Indonesia. She is currently Chair of the Australia Indonesia Business Council (NSW) and serves on the board of the Australian Consortium for ‘In-Country’ Indonesian Studies.

    I am also pleased to announce the appointment of three new board members, who each bring a wealth of experience to support the goals of the Institute, including the broadening and deepening of Australian-Indonesian relations:

    • Dr Jemma Purdey is an Adjunct Fellow at the Australia Indonesia Centre, Monash University, the editor of Inside Indonesia magazine and a founding Director of the ReelOzInd! Australia Indonesia Short Film Festival.
    • Mr Robert Law is a Director at Asialink Business, advising businesses on engagement with Asia.
    • Mr Robbie Gaspar was the first Australian to play professional soccer in Indonesia and is President of the Indonesia Institute.

    Ms Amanda Hodge, Southeast Asia correspondent for The Australian newspaper, and Ms Armina Rosenberg, portfolio manager at Minotour, an AI-powered hedge fund, have also been reappointed for a second three-year term.

    Chinese President Xi Jinping on Saturday sent a message to the 38th African Union (AU) Summit, extending warm congratulations to African countries and people.

    Experts from African countries noted that the message highlights China’s unwavering commitment to China-Africa relations and its steadfast support for Africa’s independence, self-reliance and development.

    They said that China-Africa relations will continue to serve as a model of South-South cooperation, as the two sides work together on the path to modernization.

    Stronger Global South cooperation

    In his congratulatory message, Xi noted that over the past year, the AU has united and led African countries in vigorously advancing integration, actively responding to regional and global challenges and speaking in unison as the “voice of Africa.”

    Noting that these efforts have led to a continuous boost in Africa’s international status and influence, he sincerely wished African countries and people even greater success on their path to independence, self-reliance and development.

    Lerato D. Mataboge, the newly elected AU Commissioner for Infrastructure and Energy, could hardly contain her excitement during an interview.

    “We’re quite honored to receive the congratulatory message from President Xi. We all are quite proud of the China-Africa relationship over the years and the partnership in development,” Mataboge said.

    “President Xi’s congratulatory message on the ‘Global South’ is truly inspiring,” Ibrahim Gambari, a former Nigerian foreign minister, said after attending the opening ceremony of the AU summit.

    Gambari, who has made many trips to China, highlighted China’s role in strengthening the Global South’s influence, especially within the frameworks of the G20 and BRICS.

    “China was the first major country to openly support the AU’s entry into the G20, which ensures Africa’s voice is heard on the global stage,” he said.

    The 2025 AU summit, with the theme of “Justice for Africans and People of African Descent Through Reparations,” reflects Africa’s pursuit of strategic autonomy and self-determined development.

    Benjamin Mgana, chief editor of foreign news at The Guardian newspaper in Tanzania, said global governance structures have long been dominated by developed nations, often sidelining the interests of the Global South.

    By strengthening strategic partnerships with China and other emerging economies, Global South nations, including African countries, can navigate external pressures while pursuing self-reliant growth and sustainable modernization, he said.

    “There is no doubt that China has become the biggest champion of pragmatic multilateralism, coming up with proposals that have significantly transformed the world economy,” said Adhere Cavince, a Kenyan scholar on international relations.

    China-proposed initiatives, including the Belt and Road Initiative, the Global Development Initiative and the Global Security Initiative, are designed to ensure that all nations share the benefits of peace and development, Cavince said.

    He noted that these efforts are particularly valuable for Global South nations, helping advance sustainable development, maintain regional stability and promote intercultural exchanges.

    Successful platforms, all-weather friends

    In his message, Xi said that the year 2024 saw a vigorous development of China-Africa relations.

    With the successful Beijing Summit of the Forum on China-Africa Cooperation (FOCAC), China and Africa have embarked on a new stage of jointly building an all-weather community with a shared future for the new era, and stayed at the forefront of building a community with a shared future for humankind, Xi noted.

    Xi’s message not only affirms the joint efforts of the two sides in the past but also expresses hope for brighter prospects regarding China-Africa relations, said Marius Kudumo, a Namibian public policy analyst and international relations expert.

    China has made immense contributions to Africa’s industrialization, agricultural modernization and talent cultivation as a major partner of the continent over the past years, he said.

    The message also resonated with Mathias Eric Owona Nguini, vice-rector of the University of Yaounde in Cameroon. He said that the FOCAC, which was established in 2000, marked a new phase of practical and friendly cooperation between China and Africa.

    The FOCAC has developed into an effective mechanism for China-Africa cooperation, and it has made remarkable gains in boosting mutual political trust and practical cooperation, benefiting the peoples of both sides, Nguini said.

    Roger Agana, managing director of News Ghana, said the all-weather China-Africa community with a shared future for the new era exemplifies the fraternal bond between China and Africa.

    “China and Africa have been all-weather friends, that is to say, the two sides will always support and trust each other regardless of the chaos and vicissitudes; this brotherhood is unbreakable,” he said.

    Dennis Munene Mwaniki, executive director of the China-Africa Center at Kenya’s Africa Policy Institute, said that the concept of an all-weather community with a shared future for the new era reflects the deepening and multifaceted partnership between China and Africa.

    “It emphasizes a long-term, resilient and mutually beneficial relationship that transcends political and economic changes. It is not just about economic gains but also about creating a model of South-South cooperation that promotes peace, development and prosperity for all,” Mwaniki said.

    New journey of modernization

    In his congratulatory message, Xi expressed his readiness to work with African leaders to promote the implementation of the six proposals for jointly advancing modernization and 10 partnership actions, so as to bring more tangible results to benefit over 2.8 billion Chinese and Africans.

    “China has been quite a great contributor to infrastructure development on the African continent … I’m looking forward to further exploring the type of collaborations that we can have with China,” said Mataboge, the AU commissioner for infrastructure and energy.

    The six proposals and 10 partnership actions provide a structured framework for addressing key development challenges in Africa, said Zan Bi Claude Evariste, a researcher and lecturer at the University of San Pedro in Cote d’Ivoire.

    He suggested that to promote implementation, it is necessary to ensure the active participation of local governments, improve transparency, encourage the participation of the private sector, and establish a regular monitoring and evaluation mechanism.

    China’s zero-tariff treatment on 100 percent of tariff lines for least-developed countries with diplomatic ties reflects its sincerity in fostering development and achieving win-win outcomes, said James Arrey Abangma, a political science professor at the University of Buea in Cameroon.

    The 10 partnership actions focus on the career development of African youth, help Africa cultivate a new generation of talents, and promote the long-term sustainable development of African countries, he said.

    China-Africa ties focus on infrastructure development, industrialization and people-to-people connectivity, fostering long-term sustainable growth, said Mgana.

    With the support of Chinese investment, Africa’s industrialization and agricultural modernization will enhance job creation, economic resilience and self-sufficiency, Mgana said.

    Emmanuel Yenshu Vubo, dean of the Faculty of Social and Management Sciences at the University of Buea in Cameroon, believed that sincerity, openness and mutual trust are the keys to China and Africa moving forward side by side.

    President Xi’s proposal to make sure “on the path to modernization, no one, and no country, should be left behind” has brought hope to the modernization of the Global South, he said.

    The African continent finds itself in a predicament. Advanced economies in the rest of the world developed through industrialisation: their economies transformed from mainly agricultural to industrial. This involved burning fossil fuels like coal, generating greenhouse gas emissions that caused global warming.

    African economies have trailed behind industrially. They’re now industrialising at a time when the world is moving away from fossil fuels and towards solar power, wind energy and hydropower.

    Africa has 60% of the world’s best solar resources but only 1% of the world’s installed solar power systems. Despite renewable energy capacity nearly doubling in the last decade, only 2% of global investments in renewable energy went to Africa.

    Green industrialisation could be the answer: achieving long-term economic growth and industrial development that does not harm the environment. But in most African countries, renewable energy is more expensive than fossil fuels, which are readily available in many parts of the continent. Africa is also one of the world’s poorest regions and cannot easily afford green technologies.

    So a key issue in economic development is how to stimulate green industrial productivity. Green finance (funding from banks and investors specifically for environmentally friendly projects) can fund green innovations. These include renewable energy technologies, energy-efficient building designs, or electric vehicles.

    I am an economist who worked with a team of researchers to study the impact of green finance on industrialisation in Africa. We also wanted to find out if green innovation influenced the effect that green finance has on industrialisation. (This was measured in this study as the total industrial value added as a percentage of gross domestic product.)

    For example, switching to renewable energy like solar power reduces greenhouse gas emissions, and helps mitigate climate change. But the high costs of renewable energy equipment could harm industrial growth.

    The research analysed macroeconomic and energy, green finance and industrialisation statistics from 41 African countries between 2000 and 2020.

    Our research found that green finance offers funding opportunities for clean and innovative technologies and creating new jobs in green sectors. However, the potential of green financing to drive industrialisation through green innovation (such as renewable energy projects) is not being realised.

    This is because renewable energy comes with high costs. There also are not enough skilled people available to run green projects. There’s a lack of proper roads, connectivity or transmission lines to connect renewable energy to the main grid. The basic conditions for industrial growth through renewable energy are not in place.

    Governments in Africa should find ways to make green innovation work. This will mean that society can enjoy the benefit of new environmentally friendly projects.

    How to make green innovation work

    African governments should focus on increasing people’s access to renewable energy projects. For this to happen, they need to put more funding and effort into developing renewable energy infrastructure. Renewable energy technologies must be available and affordable.

    Education and capacity building is needed, particularly in rural communities. For example, community-owned solar microgrid projects provide people with the skills needed to manage and look after renewable energy systems.

    Governments will need to subsidise local manufacturing of renewable energy components. When these are produced locally, this can help harness the potential of green innovation for industrialisation and also create jobs.

    Countries must co-operate regionally on green innovation. This means sharing best practices, pooling resources, and making coordinated efforts towards green industrialisation.

    Our research found that it would be useful to set up regional centres of excellence for renewable energy research and development. Regional alliances are also needed, so that countries can work together to negotiate better terms for green finance. This could enhance Africa’s journey towards the kind of green industrialisation that is cost effective and sustainable over time.

    What needs to happen next

    These steps would boost the impact of green finance on industrialisation in Africa:

    • more climate finance, including finance from the private sector

    • environmental taxation – a policy tool to limit activities, goods or services that have negative environmental impacts

    • reform of multilateral development agencies to make it easier for African countries to access to climate funds

    • development bank funding tailored to the needs of African countries. Nations that invest in renewable energy manufacturing should get tax breaks and other incentives. Green bonds that only fund renewable energy projects should be issued to attract private investors

    • vocational training and higher education programmes that focus on training people in green technologies must get government funding.

    Africa has a huge problem with trying to build some resilience to the effects of climate change, such as floods and drought. Economic development is also a challenge on the continent. Both could be addressed by green industrialisation. With the right investments in green finance, innovation and infrastructure, the continent can unlock sustainable growth, reduce poverty and help curb climate change.

    Mass Civil Servant Layoffs Harm Vital Work Washingtonians Depend On

    Trump Admin arbitrarily fires as many as 200k federal employees, hindering or even halting ongoing projects & programs; Layoffs include personnel at HHS, DOE, VA, Dept. of Ag, and mor

    WASHINGTON, D.C. – Yesterday, the Trump administration announced it would recommend mass layoffs across the federal government, which could total as many as 200,000 federal workers across multiple agencies.  The full scope of the mass firings is still emerging, but the administration is reportedly targeting federal employees who lack full civil service protections and appeal rights because they do not have these protections, not for performance reasons.

    Said U.S. Senator Maria Cantwell (D-WA): “The Trump Administration is trying to illegally cut the federal workforce in an attempt to come up with a budget and tax increases on middle class Americans, all while giving $4 trillion in tax breaks to corporations and the wealthiest individuals. Our deficit and essential programs like Medicaid can’t take the Trump hack job.  

    The Trump Administration is also leaving Americans’ data exposed while he is doing it. What is he going to do next that will make it easier for Americans to be spied on?”

    The layoffs include personnel who work in Washington state, or who work on projects and programs vital to the people in the state. Potentially impacted agencies include:

    The Department of Health and Human Services (HHS):

    Approximate number of layoffs nationwide: 5,200 agency-wide, including 1,300 from the Centers for Disease Control and Prevention (CDC). Initial reports from the Indian Health Service (IHS) also indicate that these firings include 850 IHS employees, including 90 physicians, 350 nurses, at least 25 nurse practitioners, nearly 20 dentists, 43 dental assistants, more than 85 pharmacists, 45 lab technicians, and more than 15 service area chief executives or their deputies.

    Vital projects or programs in the state that could be threatened: In 2023, Washington state received almost $1.3 billion in National Institutes of Health (NIH) funding. Any delays or reductions in NIH funding could threaten the 12,000 jobs that this funding supports, especially for our major research centers like University of Washington, Washington State University, and Fred Hutchinson Cancer Center.

    Over 70% of CDC’s funding goes directly to state, local, Tribal, and territorial health departments and partners. CDC also fills critical public health staffing gaps for states, counties, cities, and at Tribal levels, including sending highly trained “Disease Detectives” to states for outbreak responses. Without this support, states will face significant public health workforce shortages limiting critical public health programs that ensure our food, water, and communities is are safe. In 2023, Washington state received $13.3 million from the CDC’s Public Health Emergency Preparedness Fund. This funding is vital for Washington state’s ability to respond to emerging bio threats like the avian flu.

    The Department of Energy (DOE):

    Approximate number of layoffs nationwide: 2,000 agency-wide, including 200 (6%) at Bonneville Power Administration, 325 at the National Nuclear Security Administration, and fewer than 10 at Pacific Northwest National Laboratory. At this time, the number of impacted employees at Hanford remains unclear.

    The Department of Agriculture (USDA):

    Approximate number of layoffs nationwide: 800 from USDA Agricultural Research Service and 3,400 from USDA Forest Service (roughly 10% of the entire USFS).

    Department of Veterans Affairs (VA):

    Total approximate number of layoffs nationwide: Over 1,000, though the VA says no one has been fired who supports direct benefits or services for veterans and their beneficiaries.

    The Department of the Interior (DOI):

    Approximate number of layoffs nationwide: 2,600 agency-wide, including 118 from the Bureau of Indian Affairs, 800 from the Bureau of Land Management, and potentially up to 1,700 from the National Parks Service.

    Department of Housing and Urban Development (HUD):

    Total approximate number of layoffs nationwide: 4,800 (roughly 50% of HUD workforce), including 786 (84%) of Community Planning and Development, 438 (76.5%) of Fair Housing and Equal Opportunity, and 148 (75.5%) of Policy Development and Research.

    Small Business Administration (SBA):

    Total approximate number of layoffs nationwide: 720 (20% of agency’s workforce).

    Environmental Protection Agency (EPA):

    Total approximate number of layoffs nationwide: 1,700 received warning emails.

    Washington, DC — Today, Senator Patty Murray (D-WA), Senate Appropriations Committee Vice Chair and Subcommittee on Energy and Water Development Ranking Member, and Congresswoman Marcy Kaptur (D-OH-09), Ranking Member of the House Appropriations Subcommittee on Energy and Water Development, issued the following statement in response to reports regarding thousands of probationary employee firings across the Department of Energy, including employees at the National Nuclear Security Administration (NNSA). The Members are demanding an immediate briefing to Congress by Secretary Chris Wright. 

    “We are alarmed about the thousands of probationary employee firings across the Department of Energy. The efforts to fire employees of the National Nuclear Security Administration are shocking. To order the firing of employees without knowing that NNSA is responsible for maintaining a safe, secure, and reliable nuclear weapons stockpile while also preventing, countering, and responding to a terrorist or other adversary with a nuclear or radiological device is utterly callous and dangerous.

    “While there have been reports that the Department has halted firings of NNSA employees, we remain deeply troubled that the Department has not reversed course on firing the rest of the Department’s probationary employees, and that those entrusted with nuclear security and safety were relieved of their duties at all–furthermore, we are now hearing disturbing news reports that fired nuclear safety employees whose dismissals were meant to be reversed cannot be contacted.

    “We find it deeply troubling that the Department—in standing firm in the decision to fire of hundreds of employees at the Office of Environmental Management despite walking back layoffs at NNSA—has sent a strong message that it does not view the oversight and safety of legacy nuclear weapons cleanup sites as a national security priority.

    “Further, there are at least 1800 federal workers, across the rest of the Department who are vital to the Department’s other missions supporting energy independence, lowering energy prices, and ensuring grid reliability, that were permanently fired.  Several energy programs were decimated, including one that sends checks to households to reduce energy costs for everyday Americans.  Reducing energy costs is an issue this Administration has allegedly prioritized, and yet their actions yesterday say otherwise.  Secretary Wright must brief Congress immediately on the Department’s actions and how that impacts its abilities to perform functions vital to its mission.

    “Until such time as we are briefed on these developments, we will not know the damage to our country and the world as a result of these haphazard and thoughtless firings. We strongly suggest your administration pay far closer attention to the work carried out by the federal employees subject to these seemingly indiscriminate and arbitrary layoffs.   • MIL-OSI Security: Update 276 – IAEA Director General Statement on Situation in Ukraine

    Ukrainian firefighters have been working around the clock in freezing weather to completely extinguish small fires that still smoulder after Friday’s drone strike on the building containing the remains of the reactor destroyed in the 1986 Chornobyl accident, Director General Rafael Mariano Grossi of the International Atomic Energy Agency (IAEA) said today.

    The IAEA team based at the site was granted unrestricted access to the site of the explosion and conducted an extensive walkdown to assess the damage to the New Safe Confinement (NSC), where the drone that struck early yesterday morning pierced a hole through the roof of the large arch-shaped structure built to prevent any radioactive release from the damaged reactor and protect it from external hazards.

    The IAEA experts saw smoke coming from the NSC roof and smelled burning plastic.

    The ongoing efforts to put out and prevent the spread of any remaining fires – apparently fuelled by inflammable material in the roof cladding – have delayed work to start repairing the damage to the NSC, which was completed in 2019 on top of the sarcophagus that was erected in the immediate aftermath of the accident nearly four decades ago.

    Despite significant damage caused by the drone impact, the IAEA team was informed that there had been no change in the radiation levels at the site. This was also confirmed by the team’s own measurements which showed normal dose rate values near the NSC compared to those that the IAEA has recorded since it established a continuous presence at the site just over two years ago.

    “This was clearly a very serious incident, with a drone hitting and damaging a large protective structure at a major nuclear site. As I have stated repeatedly during this devastating war, attacking a nuclear facility is an absolute no-go, it should never happen,” Director General Grossi said.

    “It is especially concerning as it comes as we are also seeing an increase in military activity in the area around the Zaporizhzhya Nuclear Power Plant. The IAEA remains committed to doing everything we can to help prevent a nuclear accident. Judging by recent events, nuclear safety remains very much under threat,” he said.

    During today’s walkdown at the NSC, the IAEA team members observed that a large area had been affected by the impact of the drone strike and the subsequent blaze. The team confirmed that both the outer and inner cladding of the NSC arch had been breached, causing a hole measuring approximately six metres in diameter and also damaging some equipment as well as electrical cables. However, the structural support beams did not appear to have suffered major damage.

    The IAEA team was also shown some of the drone debris remaining at the site, including parts of the wings. The damaged drone had been removed by Ukrainian specialists and taken away for further analysis.

    The team was informed that the plant plans to install additional sensors for measuring dose rates and aerosol concentrations near the area impacted by the drone. However, this task cannot be carried out until the remaining fires are totally eliminated to avoid damage to the sensors.

  • MIL-OSI Global: How to find climate data and science the Trump administration removed from government websites

    Information on the internet might seem like it’s there forever, but it’s only as permanent as people choose to make it.

    That’s apparent as the second Trump administration “floods the zone” with efforts to dismantle science agencies and the data and websites they use to communicate with the public. The targets range from public health and demographics to climate science.

    We are a research librarian and policy scholar who belong to a network called the Public Environmental Data Partners, a coalition of nonprofits, archivists and researchers who rely on federal data in our analysis, advocacy and litigation and are working to ensure that data remains available to the public.

    In just the first three weeks of Trump’s term, we saw agencies remove access to at least a dozen climate and environmental justice analysis tools. The new administration also scrubbed the phrase “climate change” from government websites, as well as terms like “resilience.”

    Here’s why and how Public Environmental Data Partners and others are making sure that the climate science the public depends on is available forever.

    Why government websites and data matter

    The internet and the availability of data are necessary for innovation, research and daily life.

    Climate scientists analyze NASA satellite observations and National Oceanic and Atmospheric Administration weather records to understand changes underway in the Earth system, what’s causing them and how to protect the climates that economies were built on. Other researchers use these sources alongside Census Bureau data to understand who is most affected by climate change. And every day, people around the world log onto the Environmental Protection Agency’s website to learn how to protect themselves from hazards — and to find out what the government is or isn’t doing to help.

    If the data and tools used to understand complex data are abruptly taken off the internet, the work of scientists, civil society organizations and government officials themselves can grind to a halt. The generation of scientific data and analysis by government scientists is also crucial. Many state governments run environmental protection and public health programs that depend on science and data collected by federal agencies.

    Removing information from government websites also makes it harder for the public to effectively participate in key processes of democracy, including changes to regulations. When an agency proposes to repeal a rule, for example, it is required to solicit comments from the public, who often depend on government websites to find information relevant to the rule.

    And when web resources are altered or taken offline, it breeds mistrust in both government and science. Government agencies have collected climate data, conducted complex analyses, provided funding and hosted data in a publicly accessible manner for years. People around the word understand climate change in large part because of U.S. federal data. Removing it deprives everyone of important information about their world.

    Bye-bye data?

    The first Trump administration removed discussions of climate change and climate policies widely across government websites. However, in our research with the Environmental Data and Governance Initiative over those first four years, we didn’t find evidence that datasets had been permanently deleted.

    The second Trump administration seems different, with more rapid and pervasive removal of information.

    In response, groups involved in Public Environmental Data Partners have been archiving climate datasets our community has prioritized, uploading copies to public repositories and cataloging where and how to find them if they go missing from government websites.

    Most federal agencies decreased their use of the phrase ‘climate change’ on websites during the first Trump administration, 2017-2020.

    As of Feb. 13, 2025, we hadn’t seen the destruction of climate science records. Many of these data collection programs, such as those at NOAA or EPA’s Greenhouse Gas Reporting Program, are required by Congress. However, the administration had limited or eliminated access to a lot of data.

    Maintaining tools for understanding climate change

    We’ve seen a targeted effort to systematically remove tools like dashboards that summarize and visualize the social dimensions of climate change. For instance, the Climate and Economic Justice Screening Tool mapped low-income and other marginalized communities that are expected to experience severe climate changes, such as crop losses and wildfires. The mapping tool was taken offline shortly after Trump’s first set of executive orders.

    Most of the original data behind the mapping tool, like the wildfire risk predictions, is still available, but is now harder to find and access. But because the mapping tool was developed as an open-source project, we were able to recreate it.

    Preserving websites for the future

    In some cases, entire webpages are offline. For instance, the page for the 25-year-old Climate Change Center at the Department of Transportation doesn’t exist anymore. The link just sends visitors back to the department’s homepage.

    Other pages have limited access. For instance, EPA hasn’t yet removed its climate change pages, but it has removed “climate change” from its navigation menu, making it harder to find those pages.

    During Donald Trump’s first week back in office, the Department of Transportation removed its Climate Change Center webpage.
    Internet Archive Wayback Machine

    Fortunately, our partners at the End of Term Web Archive have captured snapshots of millions of government webpages and made them accessible through the Internet Archive’s Wayback Machine. The group has done this after each administration since 2008.

    If you’re looking at a webpage and you think it should include a discussion of climate change, use the “changes” tool“ in the Wayback Machine to check if the language has been altered over time, or navigate to the site’s snapshots of the page before Trump’s inauguration.

    What you can do

    You can also find archived climate and environmental justice datasets and tools on the Public Environmental Data Partners website. Other groups are archiving datasets linked in the Data.gov data portal and making them findable in other locations.

    Individual researchers are also uploading datasets in searchable repositories like OSF, run by the Center for Open Science.

    If you are worried that certain data currently still available might disappear, consult this checklist from MIT Libraries. It provides steps for how you can help safeguard federal data.

    Narrowing the knowledge sphere

    What’s unclear is how far the administration will push its attempts to remove, block or hide climate data and science, and how successful it will be.

    Already, a federal district court judge has ruled that the Centers for Disease Control and Prevention’s removal of access to public health resources that doctors rely on was harmful and arbitrary. These were put back online thanks to that ruling.

    We worry that more data and information removals will narrow public understanding of climate change, leaving people, communities and economies unprepared and at greater risk. While data archiving efforts can stem the tide of removals to some extent, there is no replacement for the government research infrastructures that produce and share climate data.

    Together, we see an Africa brimming with hope and possibility.

    You have a booming, enterprising population, including the largest number of young people in the world.  

    The African Continental Free Trade Area is poised to turbocharge the region’s economy.
    And calls to address the legacies of colonialism and slavery are growing louder, as reflected in your theme this year – and as reflected in the leadership of so many passionate voices for the liberation of Africa such as the great Dr. Sam Nujoma of Namibia whose life we celebrate and whose loss we mourn.

    The world must never forget that Africa is the victim of two colossal and compounded injustices.

    First, the profound impact of colonialism and the trans-Atlantic slave trade.
    The roots stretch back centuries and the bitter fruit continues to affect Africans and people of African descent to this day.

    Decolonization, alone in itself, was not a panacea. 

    Political independence did not free countries from structures based on exploitation and decades of economic, social and institutional underinvestment.

    It is high time for reparatory justice frameworks to be put in place.

    Second, Africa was under colonial domination when today’s multilateral system was created — and that injustice endures.

    Look no further than the United Nations Security Council. 

    There is no excuse that Africa still lacks permanent representation in the 21st century.

    I will keep working with the African Union and all Member States to ensure the representation Africa needs and the justice you deserve – including with two permanent members of the Security Council.

    And we will keep pressing together for an international financial architecture that is no longer outdated, dysfunctional and unfair. 

    Correcting age-old injustices is essential to address here-and-now challenges.

    And the good news is that we have many of the solutions we need.

    Last year, you helped drive that effort at the United Nations, with the Pact for the Future.

    I thank Africa for its support that was vital to approve the Pact.

    Our task now is to make those commitments a reality.

    South Africa’s G20 Chairmanship could not come at a better time.

    Let me point to four areas for action. 

    Excellencies,

    First, we must push for peace, security and alleviating appalling levels of human suffering.   

    Sudan is being torn apart before our eyes — and is now home to the world’s largest displacement crisis and famine. 

    As we near the holy month of Ramadan, it is time for an immediate cessation of hostilities. 

    The international community must come together to stop the flow of weapons and the bankrolling of bloodshed. 

    In the Democratic Republic of the Congo, the Congolese people have been suffering – yet again – from a  brutal cycle of violence.

    And the fighting that is raging in South Kivu – as a result of the continuation of the M23 offensive — threatens to push the entire region over the precipice.

    Regional escalation must be avoided at all costs.

    There is no military solution. 

    The deadlock must end – the dialogue must begin. 

    And the sovereignty and territorial integrity of the DRC must be respected. 

    The conclusions of the recent joint EAC-SADC Summit offer a way forward – with a renewed call for an immediate ceasefire, and new momentum for regional efforts based on the Luanda and Nairobi processes. 

    Now is the time for swift implementation.

    And you can count on the continued support of the United Nations, including MONUSCO.

    In the Sahel, the clear and present threat of terrorism is undermining peace, security and sustainable development. 

    And in Somalia, we are urging predictable funding for the African Union Support and Stabilization Mission and I hope that our voice will be heard by the Security Council.

    And as we gather here in Africa, I know all our minds are also very much on Gaza. 

    A resumption of hostilities must be avoided at all costs.  The Palestinian people have suffered too much.

    I welcome efforts by the parties to abide by the ceasefire agreement – and urge action for a permanent ceasefire and release of all hostages. 

    Peace is possible in the Middle East – and that starts with tangible, irreversible and permanent progress toward the two-State solution – Israel and Palestine — living side-by-side in peace and security.

    On all fronts, we stand shoulder-to-shoulder with the African Union to advance security, stability, human rights and the rule of law.

    Excellencies,

    Second, we must keep working together to deliver the AU 2063 Agenda and the 2030 Agenda for Sustainable Development – and drive action on finance.

    African countries pay up to eight times more to borrow than developed countries. Twenty are in or at risk of debt distress.

    The Pact for the Future supports international a financial architecture reform to reflect today’s economy, ensuring fair representation, and urging effective action on debt relief. And I will stand with Africa as a matter of justice and to right the historic wrongs. 

    Excellencies,

    Third, the climate crisis. 

    Climate disasters are tearing across Africa:

    Destroying lives, upending livelihoods, devastating economies, and inflaming conflict.

    At the same time, the renewables revolution is unstoppable — and Africa is poised to become a global clean energy powerhouse.

    Yet today Africa receives just two per cent of global renewables investment.

    Realizing Africa’s potential requires access to affordable finance – including by implementing the COP29 finance decision fully and on time – and supporting development of a roadmap to realize $1.3 trillion a year. 

    Excellencies,

    Africa has contributed little to the climate crisis, yet is paying the price with record droughts, floods and heat. 

    Climate justice requires a massive investment in adaptation, with the international community bearing an enormous responsibility. 

    Developed countries must double adaptation finance. And countries must significantly boost the Loss and Damage Fund. 

    Allow me a note, when the Loss and Damage Fund was created, the pledging conference that took place has allowed for an amount that is equivalent to the highest contract for a [baseball] player in the United States. It is absolutely necessary to make the Loss and Damage Fund an effective instrument to support developing countries in adaptation.

    And we also need justice when it comes to your abundant critical minerals.

    Too often, your countries are plundered – bound to the bottom of value chains – as others grow rich on your resources.

    The work of the United Nations Panel on Critical Energy Transition Minerals is designed to help embed justice, sustainability and human rights across the value chain.

    Africa’s minerals must benefit Africa’s people.

    Finally, we need action on new technologies, including Artificial Intelligence.

    Almost two-thirds of all Africans have no reliable internet access.

    We have a historic responsibility to ensure AI benefits humanity, not just a privileged few, States and businesses.

    The Global Digital Compact shares the ambitions of the African Digital Compact — universal connectivity, capacity building, and responsible AI governance.

    I will soon present a report on innovative voluntary financing models and capacity-building initiatives to help the Global South harness AI for the greater good.

    Together, let’s ensure these commitments are honoured.

    The United Nations and the African Union stand united in our determination to deliver justice for your continent, leaving no one behind. 

    We have much to build upon.

    So, together, let’s make commitments reality.

    Le monde ne doit jamais oublier que l’Afrique est victime des effets conjugués de deux injustices colossales.

    Et nous continuerons de réclamer la mise en place d’une architecture financière internationale qui ne soit plus obsolète, dysfonctionnelle et injuste.

    Il est essentiel de corriger des injustices séculaires pour pouvoir relever les défis actuels.

    La bonne nouvelle, c’est que nombre des solutions dont nous avons besoin sont déjà là.

    L’année dernière, dans le cadre de l’ONU, vous y avez contribué, avec le Pacte pour l’avenir.

    Je remercie l’Afrique de son soutien qui a été vital pour approuver le Pacte.

    Il nous faut maintenant concrétiser ces engagements.

    La présidence sud-africaine du G20 ne pouvait pas mieux tomber.

    Permettez-moi de souligner quatre domaines d’action.

    Excellences,

    Premièrement, nous devons œuvrer pour la paix et la sécurité et pour alléger les terribles souffrances humaines qui atteignent des niveaux effroyables.

    Le Soudan est en train de se déchirer sous nos yeux – et connaît aujourd’hui la plus grande crise de déplacement et de famine au monde. 

    À l’approche du mois sacré du Ramadan, il est temps de cesser immédiatement les hostilités. 

    La communauté internationale doit s’unir pour mettre fin à l’afflux d’armes et au financement de cette effusion de sang.

    Et les combats qui font rage dans le Sud-Kivu – en raison de la poursuite de l’offensive du M23 – menacent de précipiter toute la région dans le gouffre.

    Il n’y a pas de solution militaire. 

    L’impasse doit cesser – le dialogue doit commencer. 

    La souveraineté et l’intégrité territoriale de la RDC doivent être respectées.

    Les conclusions du récent Sommet conjoint CAE-SADC offrent une voie à suivre – avec un appel renouvelé pour un cessez-le-feu, et un nouvel élan pour les efforts régionaux fondés sur les processus de Luanda et de Nairobi.

    À présent, il faut rapidement passer à la mise en œuvre de ces objectifs.

    Et vous pouvez compter sur le soutien continu des Nations Unies, y compris de la MONUSCO.

    Au Sahel, le terrorisme représente une menace claire et réelle pesant sur la paix, la sécurité et le développement durable.

    En Somalie, nous plaidons pour un financement prévisible de la Mission d’appui et de stabilisation de l’Union africaine, et j’espère que notre voix sera entendue par le Conseil de sécurité.

    Une reprise des hostilités doit être évitée à tout prix.  Le peuple palestinien a trop souffert.

    Je salue les efforts déployés par les parties pour respecter l’accord de cessez-le-feu et j’appelle à agir en faveur d’un cessez-le-feu permanent et de la libération de tous les otages. 

    La paix est possible au Moyen-Orient – et cela commence par des progrès tangibles, irréversibles et permanents vers la solution des deux États –  un État palestinien, vivant côte à côte avec Israël dans la paix et la sécurité.

    Sur tous les fronts, nous sommes aux côtés de l’Union africaine pour faire progresser la sécurité, la stabilité, les droits de l’homme et l’État de droit.

    Excellences,

    Deuxièmement, nous devons continuer de travailler ensemble pour mettre en œuvre l’Agenda 2063 et le Programme 2030 pour le développement durable, et donner une impulsion à l’action en matière de financement.

    Les pays d’Afrique paient jusqu’à huit fois plus que les pays développés pour emprunter. Vingt d’entre eux sont en situation de surendettement ou risquent de l’être.

    Le Pacte pour l’avenir préconise de réformer l’architecture financière internationale afin qu’elle soit à l’image de l’économie d’aujourd’hui et garantisse une représentation équitable et recommande de prendre des mesures efficaces pour agir sur la dette.

    Je soutiendrai l’Afrique afin qu’elle obtienne justice et réparation pour les erreurs du passé.

    Troisièmement, la crise climatique.

    Les catastrophes climatiques frappent l’ensemble de l’Afrique :

    Elles détruisent des vies, bouleversent les moyens de subsistance, dévastent les économies et attisent les conflits.

    Dans le même temps, la révolution des énergies renouvelables est inarrêtable et
    l’Afrique est amenée à devenir une puissance mondiale dans le domaine des énergies propres.

    Pourtant, aujourd’hui, l’Afrique ne reçoit que 2 % des investissements mondiaux affectés aux énergies renouvelables.

    La réalisation du potentiel de l’Afrique passe par un accès aux financements abordables – ce qui suppose, entre autres, une mise en œuvre intégrale et dans les délais de la décision prise à la COP29 à ce sujet – et un appui à l’établissement d’un plan d’action visant à mobiliser 1 300 milliards de dollars par an.

    Excellences,

    L’Afrique a peu contribué à la crise climatique, mais elle en paie le prix avec des records de sécheresse, d’inondation et de chaleur. 

    La justice climatique exige un investissement massif dans l’adaptation, et il en va de la responsabilité de la communauté internationale. 

    Les pays développés doivent doubler le financement de l’adaptation. Et les pays doivent considérablement accroître le Fonds pour les pertes et préjudices.

    Permettez-moi une remarque : lorsque le Fonds pour les pertes et préjudices a été créé, la conférence des donateurs qui a eu lieu a permis de dégager un montant équivalent au contrat le plus élevé d’un joueur [de baseball] aux États-Unis. Il est absolument nécessaire de faire du Fonds pour les pertes et préjudices un instrument efficace pour aider les pays en développement à s’adapter.

    Justice doit également être faite en ce qui concerne les minéraux critiques présents en abondance sur votre continent.

    Trop souvent, vos pays sont pillés – relégués en bout de chaîne de valeur, pendant que d’autres bâtissent leur richesse sur vos ressources.

    I also want to give a very special expression of gratitude to the Chairperson of the African Union Commission, Moussa Faki, for his eight years of strong and permanent commitment to multilateralism and impeccable cooperation with the United Nations.

    Excellencies,

    The partnership between the African Union and the United Nations has never been stronger. 

    Together, we see an Africa brimming with hope and possibility.

    You have a booming, enterprising population, including the largest number of young people in the world.  

    The African Continental Free Trade Area is poised to turbocharge the region’s economy.
    And calls to address the legacies of colonialism and slavery are growing louder, as reflected in your theme this year – and as reflected in the leadership of so many passionate voices for the liberation of Africa such as the great Dr. Sam Nujoma of Namibia whose life we celebrate and whose loss we mourn.

    The world must never forget that Africa is the victim of two colossal and compounded injustices.

    First, the profound impact of colonialism and the trans-Atlantic slave trade.
    The roots stretch back centuries and the bitter fruit continues to affect Africans and people of African descent to this day.

    Decolonization, alone in itself, was not a panacea. 

    Political independence did not free countries from structures based on exploitation and decades of economic, social and institutional underinvestment.

    It is high time for reparatory justice frameworks to be put in place.

    Second, Africa was under colonial domination when today’s multilateral system was created — and that injustice endures.

    Look no further than the United Nations Security Council. 

    There is no excuse that Africa still lacks permanent representation in the 21st century.

    I will keep working with the African Union and all Member States to ensure the representation Africa needs and the justice you deserve – including with two permanent members of the Security Council.

    And we will keep pressing together for an international financial architecture that is no longer outdated, dysfunctional and unfair. 

    Correcting age-old injustices is essential to address here-and-now challenges.

    And the good news is that we have many of the solutions we need.

    Last year, you helped drive that effort at the United Nations, with the Pact for the Future.

    I thank Africa for its support that was vital to approve the Pact.

    Our task now is to make those commitments a reality.

    South Africa’s G20 Chairmanship could not come at a better time.

    Let me point to four areas for action. 

    Excellencies,

    First, we must push for peace, security and alleviating appalling levels of human suffering.   

    Sudan is being torn apart before our eyes — and is now home to the world’s largest displacement crisis and famine. 

    As we near the holy month of Ramadan, it is time for an immediate cessation of hostilities. 

    The international community must come together to stop the flow of weapons and the bankrolling of bloodshed. 

    In the Democratic Republic of the Congo, the Congolese people have been suffering – yet again – from a  brutal cycle of violence.

    And the fighting that is raging in South Kivu – as a result of the continuation of the M23 offensive — threatens to push the entire region over the precipice.

    Regional escalation must be avoided at all costs.

    There is no military solution. 

    The deadlock must end – the dialogue must begin. 

    And the sovereignty and territorial integrity of the DRC must be respected. 

    The conclusions of the recent joint EAC-SADC Summit offer a way forward – with a renewed call for an immediate ceasefire, and new momentum for regional efforts based on the Luanda and Nairobi processes. 

    Now is the time for swift implementation.

    And you can count on the continued support of the United Nations, including MONUSCO.

    In the Sahel, the clear and present threat of terrorism is undermining peace, security and sustainable development. 

    And in Somalia, we are urging predictable funding for the African Union Support and Stabilization Mission and I hope that our voice will be heard by the Security Council.

    And as we gather here in Africa, I know all our minds are also very much on Gaza. 

    A resumption of hostilities must be avoided at all costs.  The Palestinian people have suffered too much.

    I welcome efforts by the parties to abide by the ceasefire agreement – and urge action for a permanent ceasefire and release of all hostages. 

    Peace is possible in the Middle East – and that starts with tangible, irreversible and permanent progress toward the two-State solution – Israel and Palestine — living side-by-side in peace and security.

    On all fronts, we stand shoulder-to-shoulder with the African Union to advance security, stability, human rights and the rule of law.

    Second, we must keep working together to deliver the AU 2063 Agenda and the 2030 Agenda for Sustainable Development – and drive action on finance.

    African countries pay up to eight times more to borrow than developed countries. Twenty are in or at risk of debt distress.

    The Pact for the Future supports international a financial architecture reform to reflect today’s economy, ensuring fair representation, and urging effective action on debt relief. And I will stand with Africa as a matter of justice and to right the historic wrongs. 

    Excellencies,

    Third, the climate crisis. 

    Climate disasters are tearing across Africa:

    Destroying lives, upending livelihoods, devastating economies, and inflaming conflict.

    At the same time, the renewables revolution is unstoppable — and Africa is poised to become a global clean energy powerhouse.

    Yet today Africa receives just two per cent of global renewables investment.

    Realizing Africa’s potential requires access to affordable finance – including by implementing the COP29 finance decision fully and on time – and supporting development of a roadmap to realize $1.3 trillion a year. 

    Excellencies,

    Africa has contributed little to the climate crisis, yet is paying the price with record droughts, floods and heat. 

    Climate justice requires a massive investment in adaptation, with the international community bearing an enormous responsibility. 

    Developed countries must double adaptation finance. And countries must significantly boost the Loss and Damage Fund. 

    Allow me a note, when the Loss and Damage Fund was created, the pledging conference that took place has allowed for an amount that is equivalent to the highest contract for a [baseball] player in the United States. It is absolutely necessary to make the Loss and Damage Fund an effective instrument to support developing countries in adaptation.

    And we also need justice when it comes to your abundant critical minerals.

    Too often, your countries are plundered – bound to the bottom of value chains – as others grow rich on your resources.

    The work of the United Nations Panel on Critical Energy Transition Minerals is designed to help embed justice, sustainability and human rights across the value chain.

    Africa’s minerals must benefit Africa’s people.

    Finally, we need action on new technologies, including Artificial Intelligence.

    Almost two-thirds of all Africans have no reliable internet access.

    We have a historic responsibility to ensure AI benefits humanity, not just a privileged few, States and businesses.

    The Global Digital Compact shares the ambitions of the African Digital Compact — universal connectivity, capacity building, and responsible AI governance.

    I will soon present a report on innovative voluntary financing models and capacity-building initiatives to help the Global South harness AI for the greater good.

    Together, let’s ensure these commitments are honoured.

    The United Nations and the African Union stand united in our determination to deliver justice for your continent, leaving no one behind. 

    We have much to build upon.

    So, together, let’s make commitments reality.

    Les liens de partenariat qui unissent l’Union africaine et l’ONU sont plus forts que jamais.

    Ensemble, ce que nous voyons, c’est une Afrique qui regorge d’espoir et de possibilités.

    La Zone de libre-échange continentale africaine est en passe de dynamiser l’économie de la région.

    Et les appels à remédier aux séquelles du colonialisme et de l’esclavage se font de plus en plus pressants, comme en témoigne votre thème de cette année – et comme en témoigne le leadership de tant de voix engagées pour la libération de l’Afrique, à l’image du grand Dr Sam Nujoma de Namibie, dont nous célébrons la vie et pleurons la perte.

    Le monde ne doit jamais oublier que l’Afrique est victime des effets conjugués de deux injustices colossales.

    Tout d’abord, les profonds ravages du colonialisme et de la traite transatlantique des esclaves.

    C’est un mal dont les racines remontent à plusieurs siècles et dont les Africains et les personnes d’ascendance africaine continuent de pâtir aujourd’hui encore.

    La décolonisation, en elle-même, n’a pas été une panacée.

    L’indépendance politique n’a pas débarrassé les pays des structures fondées sur l’exploitation et des décennies de sous-investissement économique, social et institutionnel.

    Il est grand temps de mettre en place des cadres de justice réparatrice.

    Ensuite, l’Afrique était sous domination coloniale lorsque le système multilatéral actuel a été créé – et cette injustice perdure.

    Le Conseil de sécurité de l’ONU en est un exemple flagrant.

    Rien ne peut justifier, au XXIe siècle, que l’Afrique n’y dispose toujours pas d’une représentation permanente.

    Je continuerai d’œuvrer main dans la main avec l’Union africaine et tous les États Membres pour faire en sorte que l’Afrique obtienne la représentation dont elle a besoin et la justice qu’elle mérite – notamment en étant représentée par deux membres permanents au Conseil de sécurité.

    Et nous continuerons de réclamer la mise en place d’une architecture financière internationale qui ne soit plus obsolète, dysfonctionnelle et injuste.

    Il est essentiel de corriger des injustices séculaires pour pouvoir relever les défis actuels.

    La bonne nouvelle, c’est que nombre des solutions dont nous avons besoin sont déjà là.

    L’année dernière, dans le cadre de l’ONU, vous y avez contribué, avec le Pacte pour l’avenir.

    Je remercie l’Afrique de son soutien qui a été vital pour approuver le Pacte.

    Il nous faut maintenant concrétiser ces engagements.

    La présidence sud-africaine du G20 ne pouvait pas mieux tomber.

    Permettez-moi de souligner quatre domaines d’action.

    Excellences,

    Premièrement, nous devons œuvrer pour la paix et la sécurité et pour alléger les terribles souffrances humaines qui atteignent des niveaux effroyables.

    Le Soudan est en train de se déchirer sous nos yeux – et connaît aujourd’hui la plus grande crise de déplacement et de famine au monde. 

    À l’approche du mois sacré du Ramadan, il est temps de cesser immédiatement les hostilités. 

    La communauté internationale doit s’unir pour mettre fin à l’afflux d’armes et au financement de cette effusion de sang. 

    En République démocratique du Congo, le peuple congolais subit – une fois de plus – un cycle brutal de violence.

    Et les combats qui font rage dans le Sud-Kivu – en raison de la poursuite de l’offensive du M23 – menacent de précipiter toute la région dans le gouffre.

    L’escalade régionale doit être évitée à tout prix.

    Il n’y a pas de solution militaire. 

    L’impasse doit cesser – le dialogue doit commencer. 

    La souveraineté et l’intégrité territoriale de la RDC doivent être respectées.

    Les conclusions du récent Sommet conjoint CAE-SADC offrent une voie à suivre – avec un appel renouvelé pour un cessez-le-feu, et un nouvel élan pour les efforts régionaux fondés sur les processus de Luanda et de Nairobi.

    À présent, il faut rapidement passer à la mise en œuvre de ces objectifs.

    Et vous pouvez compter sur le soutien continu des Nations Unies, y compris de la MONUSCO.

    Au Sahel, le terrorisme représente une menace claire et réelle pesant sur la paix, la sécurité et le développement durable.

    En Somalie, nous plaidons pour un financement prévisible de la Mission d’appui et de stabilisation de l’Union africaine, et j’espère que notre voix sera entendue par le Conseil de sécurité.

    Et alors que nous nous réunissons ici en Afrique, je sais que nos esprits sont également tournés vers Gaza. 

    Une reprise des hostilités doit être évitée à tout prix.  Le peuple palestinien a trop souffert.

    Je salue les efforts déployés par les parties pour respecter l’accord de cessez-le-feu et j’appelle à agir en faveur d’un cessez-le-feu permanent et de la libération de tous les otages. 

    La paix est possible au Moyen-Orient – et cela commence par des progrès tangibles, irréversibles et permanents vers la solution des deux États –  un État palestinien, vivant côte à côte avec Israël dans la paix et la sécurité.

    Sur tous les fronts, nous sommes aux côtés de l’Union africaine pour faire progresser la sécurité, la stabilité, les droits de l’homme et l’État de droit.

    Excellences,

    Deuxièmement, nous devons continuer de travailler ensemble pour mettre en œuvre l’Agenda 2063 et le Programme 2030 pour le développement durable, et donner une impulsion à l’action en matière de financement.

    Les pays d’Afrique paient jusqu’à huit fois plus que les pays développés pour emprunter. Vingt d’entre eux sont en situation de surendettement ou risquent de l’être.

    Le Pacte pour l’avenir préconise de réformer l’architecture financière internationale afin qu’elle soit à l’image de l’économie d’aujourd’hui et garantisse une représentation équitable et recommande de prendre des mesures efficaces pour agir sur la dette.

    Je soutiendrai l’Afrique afin qu’elle obtienne justice et réparation pour les erreurs du passé.

    Troisièmement, la crise climatique.

    Les catastrophes climatiques frappent l’ensemble de l’Afrique :

    Elles détruisent des vies, bouleversent les moyens de subsistance, dévastent les économies et attisent les conflits.

    Dans le même temps, la révolution des énergies renouvelables est inarrêtable et
    l’Afrique est amenée à devenir une puissance mondiale dans le domaine des énergies propres.

    Pourtant, aujourd’hui, l’Afrique ne reçoit que 2 % des investissements mondiaux affectés aux énergies renouvelables.

    La réalisation du potentiel de l’Afrique passe par un accès aux financements abordables – ce qui suppose, entre autres, une mise en œuvre intégrale et dans les délais de la décision prise à la COP29 à ce sujet – et un appui à l’établissement d’un plan d’action visant à mobiliser 1 300 milliards de dollars par an.

    Excellences,

    L’Afrique a peu contribué à la crise climatique, mais elle en paie le prix avec des records de sécheresse, d’inondation et de chaleur. 

    La justice climatique exige un investissement massif dans l’adaptation, et il en va de la responsabilité de la communauté internationale. 

    Les pays développés doivent doubler le financement de l’adaptation. Et les pays doivent considérablement accroître le Fonds pour les pertes et préjudices.

    Permettez-moi une remarque : lorsque le Fonds pour les pertes et préjudices a été créé, la conférence des donateurs qui a eu lieu a permis de dégager un montant équivalent au contrat le plus élevé d’un joueur [de baseball] aux États-Unis. Il est absolument nécessaire de faire du Fonds pour les pertes et préjudices un instrument efficace pour aider les pays en développement à s’adapter.

    Justice doit également être faite en ce qui concerne les minéraux critiques présents en abondance sur votre continent.

    Trop souvent, vos pays sont pillés – relégués en bout de chaîne de valeur, pendant que d’autres bâtissent leur richesse sur vos ressources.

    The partnership between the African Union and the United Nations has never been stronger. 

    Together, we see an Africa brimming with hope and possibility.

    You have a booming, enterprising population, including the largest number of young people in the world.  

    The African Continental Free Trade Area is poised to turbocharge the region’s economy.
    And calls to address the legacies of colonialism and slavery are growing louder, as reflected in your theme this year – and as reflected in the leadership of so many passionate voices for the liberation of Africa such as the great Dr. Sam Nujoma of Namibia whose life we celebrate and whose loss we mourn.

    The world must never forget that Africa is the victim of two colossal and compounded injustices.

    First, the profound impact of colonialism and the trans-Atlantic slave trade.
    The roots stretch back centuries and the bitter fruit continues to affect Africans and people of African descent to this day.

    Decolonization, alone in itself, was not a panacea. 

    Political independence did not free countries from structures based on exploitation and decades of economic, social and institutional underinvestment.

    It is high time for reparatory justice frameworks to be put in place.

    Second, Africa was under colonial domination when today’s multilateral system was created — and that injustice endures.

    Look no further than the United Nations Security Council. 

    There is no excuse that Africa still lacks permanent representation in the 21st century.

    I will keep working with the African Union and all Member States to ensure the representation Africa needs and the justice you deserve – including with two permanent members of the Security Council.

    And we will keep pressing together for an international financial architecture that is no longer outdated, dysfunctional and unfair. 

    Correcting age-old injustices is essential to address here-and-now challenges.

    And the good news is that we have many of the solutions we need.

    Last year, you helped drive that effort at the United Nations, with the Pact for the Future.

    I thank Africa for its support that was vital to approve the Pact.

    Our task now is to make those commitments a reality.

    South Africa’s G20 Chairmanship could not come at a better time.

    Let me point to four areas for action. 

    Excellencies,

    First, we must push for peace, security and alleviating appalling levels of human suffering.   

    Sudan is being torn apart before our eyes — and is now home to the world’s largest displacement crisis and famine. 

    As we near the holy month of Ramadan, it is time for an immediate cessation of hostilities. 

    The international community must come together to stop the flow of weapons and the bankrolling of bloodshed. 

    In the Democratic Republic of the Congo, the Congolese people have been suffering – yet again – from a  brutal cycle of violence.

    And the fighting that is raging in South Kivu – as a result of the continuation of the M23 offensive — threatens to push the entire region over the precipice.

    Regional escalation must be avoided at all costs.

    There is no military solution. 

    The deadlock must end – the dialogue must begin. 

    And the sovereignty and territorial integrity of the DRC must be respected. 

    The conclusions of the recent joint EAC-SADC Summit offer a way forward – with a renewed call for an immediate ceasefire, and new momentum for regional efforts based on the Luanda and Nairobi processes. 

    Now is the time for swift implementation.

    And you can count on the continued support of the United Nations, including MONUSCO.

    In the Sahel, the clear and present threat of terrorism is undermining peace, security and sustainable development. 

    And in Somalia, we are urging predictable funding for the African Union Support and Stabilization Mission and I hope that our voice will be heard by the Security Council.

    And as we gather here in Africa, I know all our minds are also very much on Gaza. 

    A resumption of hostilities must be avoided at all costs.  The Palestinian people have suffered too much.

    I welcome efforts by the parties to abide by the ceasefire agreement – and urge action for a permanent ceasefire and release of all hostages. 

    Peace is possible in the Middle East – and that starts with tangible, irreversible and permanent progress toward the two-State solution – Israel and Palestine — living side-by-side in peace and security.

    On all fronts, we stand shoulder-to-shoulder with the African Union to advance security, stability, human rights and the rule of law.

    Second, we must keep working together to deliver the AU 2063 Agenda and the 2030 Agenda for Sustainable Development – and drive action on finance.

    African countries pay up to eight times more to borrow than developed countries. Twenty are in or at risk of debt distress.

    The Pact for the Future supports international a financial architecture reform to reflect today’s economy, ensuring fair representation, and urging effective action on debt relief. And I will stand with Africa as a matter of justice and to right the historic wrongs.

    Third, the climate crisis. 

    Climate disasters are tearing across Africa:

    Destroying lives, upending livelihoods, devastating economies, and inflaming conflict.

    At the same time, the renewables revolution is unstoppable — and Africa is poised to become a global clean energy powerhouse.

    Yet today Africa receives just two per cent of global renewables investment.

    Realizing Africa’s potential requires access to affordable finance – including by implementing the COP29 finance decision fully and on time – and supporting development of a roadmap to realize $1.3 trillion a year. 

    Excellencies,

    Africa has contributed little to the climate crisis, yet is paying the price with record droughts, floods and heat. 

    Climate justice requires a massive investment in adaptation, with the international community bearing an enormous responsibility. 

    Developed countries must double adaptation finance. And countries must significantly boost the Loss and Damage Fund. 

    Allow me a note, when the Loss and Damage Fund was created, the pledging conference that took place has allowed for an amount that is equivalent to the highest contract for a [baseball] player in the United States. It is absolutely necessary to make the Loss and Damage Fund an effective instrument to support developing countries in adaptation.

    And we also need justice when it comes to your abundant critical minerals.

    Too often, your countries are plundered – bound to the bottom of value chains – as others grow rich on your resources.

    The work of the United Nations Panel on Critical Energy Transition Minerals is designed to help embed justice, sustainability and human rights across the value chain.

    Africa’s minerals must benefit Africa’s people.

    I will soon present a report on innovative voluntary financing models and capacity-building initiatives to help the Global South harness AI for the greater good.

  • MIL-OSI USA: FACT SHEET: Trump & Elon’s Layoffs Jeopardize Essential Services Americans Rely On, Threaten Critical Agency Objectives Keeping Americans Safe & Healthy

    Washington, D.C. – Today, U.S. Senator Patty Murray (D-WA) responded to the Trump administration’s mass firings of federal workers who are on their “probationary” period—meaning: federal workers who were hired or promoted within the past 1-2 years.  

    There is nothing efficient about indiscriminate mass firings. Although the exact number of employees in their probationary period changes with each pay period, data from March 2024 shows more than 220,000 federal employees were within their probationary period. More than one quarter, or 56,000, were employees at the Veterans Health Administration. The Partnership for Public Service estimates that there are now closer to 250,000 federal employees in their probationary period. Moreover, these employees are younger (around 27% are under the age of 30) and have the highest rates of employee engagement among all government workers. President Trump has also recently signed an Executive Order, which mandates that only one employee be hired for every four who are fired or depart.

    In a statement, Senator Murray said:

    “There is nothing ‘efficient’ about indiscriminately firing thousands upon thousands of workers in red and blue states whose work is badly needed. 

    “We are talking about safety engineers at the Hanford nuclear cleanup site, VA doctors and nurses, utility line workers in my home state, CDC health experts who investigate disease outbreaks, and so many others.

    “Two billionaires who have zero concept of what the federal workforce does are breaking the American government—decimating essential services and leaving all of us worse off. 

    “The lives upended by these callous firings will not just be the federal workers who lose their jobs, but the millions of Americans who rely on services these employees provide: health care, food safety, housing, lifesaving research, and so much else. 

    “Let’s be clear that these sweeping layoffs do not address fraud or waste. These firings are totally arbitrary–pushing out high performers and the promising next generation of our federal workforce who won’t be easily replaced. 

    “The scale and scope of Trump and Elon’s purge will set our country back decades, but we are not powerless in this moment. It is incumbent on every one of us to speak out for a government that works for middle-class families and working people—not just billionaires who will never need to call about their Social Security benefits or file a disability claim at VA.”

The Trump administration has not explicitly exempted doctors, nurses, medical researchers, or disability claims raters from the layoffs. 
    • These layoffs likely mean longer wait times for veterans trying to receive medical care, and they could mean that ongoing clinical trials may be forced to come to an abrupt halt. They likely also mean veterans will wait longer for their disability claims to be processed and approved, and that training for new claims raters that VA has invested in over the last year would go to waste.  
    • There is already a shortage of VA doctors and nurses across the country–in red and blue states. The hiring freeze prohibits new disability claims raters from coming on board, and with the firing of recently hired raters, the backlog of unprocessed claims will grow above 254,000. 

    SMALL BUSINESS ADMINISTRATION (SBA): The SBA provides essential resources and support to small businesses and entrepreneurs across the country. This week, the Trump administration reportedly moved to fire 720 employees, including those recently hired to help small businesses and homeowners recover from devastating disasters. Communities and main streets across the country–from North Carolina to California–are still reeling from the impacts of hurricanes and wildfires; laying off SBA employees will curtail the SBA’s efforts to help small businesses on the ground recover. 

    OFFICE OF PERSONNEL MANAGEMENT (OPM): OPM serves as the chief human resources and personnel policy manager for the federal government and processes retirements for all federal workers, including those in the postal service. OPM employees help ensure federal employees in every part of the country receive their paychecks and retirement benefits. Without adequate staffing levels, federal workers will experience disruptions in essential services OPM provides. 

    • On February 13, OPM fired 250 probationary employees. Management was not notified that the agency would be firing people that day and probationary employees were given 30 minutes to leave the building. There were no exceptions given for high-performing employees or those that managers had prioritized on requested forms. 

    GENERAL SERVICES ADMINISTRATION (GSA): GSA oversees most government contracts, manages federal property, and oversees basic federal government functions. Housed at GSA, Technology Transformation Services is responsible for FedRAMP, which sets cybersecurity standards for federal contractors, and Login.gov, which the American public uses to access their Social Security statements online. GSA was one of the earliest DOGE targets. 

    • An estimated 100 tech workers at GSA have been laid off this week alone. These employees assist with important federal initiatives, including the Direct File program, which is finally helping Americans file their taxes directly with the IRS–for free.  

    HOUSING AND URBAN DEVELOPMENT: The nationwide housing shortage is one area in which both sides of the aisle agree needs urgent solutions, and HUD plays a critical role in working to tackle the crisis. Without sufficient staff to keep things moving at HUD, hundreds of projects across the country are going to be delayed. Many projects will fall apart completely, exacerbating the housing crisis. Even one month of delays on a multimillion-dollar project can cost builders immensely. In just a few weeks of hasty decisions, the Trump administration has proposed drastic cuts that will hurt some of the most vulnerable people and families across the country, undercut economic development, and stunt disaster recovery.

    • Even under current staffing levels, grantees struggle to receive adequate and timely customer service and processing from HUD, and these actions will make it devastatingly worse.
    • Based on current estimates, Trump’s personnel actions to date will result in about a 13% reduction in HUD’s entire workforce.
    • This figure could grow to 50% percent based on reported plans for additional staff cuts across HUD’s programs. One component was directed to reduce staff by 84%, and that office oversees the community and economic development, long-term disaster, and homeless assistance funding that cities around the country, in red and blue states, rely on.  

    DEPARTMENT OF ENERGY: The Department of Energy is responsible for overseeing U.S. energy policy and production, our nuclear weapons program, and national nuclear policy. Among other things, Department of Energy staff plays an essential role in turbocharging American innovation, creating new good-paying jobs, lowering families’ energy bills, strengthening America’s energy security, and maintaining our nation’s nuclear weapons stockpile.

    • The Department of Energy has now laid off 1,800 employees out of 15,850 employees, which is roughly 11% of its workforce. The layoffs have occurred Department-wide; however, the climate and infrastructure deployment offices have been hit hardest, including the Office of Clean Energy Demonstrations, Energy Efficiency and Renewable Energy, and the Manufacturing and Grid Deployment Offices. These layoffs will seriously hamper the implementation of the Bipartisan Infrastructure Law and Inflation Reduction Act, which have created hundreds of thousands of new jobs–compounding the incredible damage that this administration has already caused with its illegal freeze of funding provided by the two landmark laws. The layoffs include staff responsible for ensuring that funding to lower households’ energy costs gets out the door.
    • In Washington state alone, more than a dozen employees at the Hanford Site and more than 600 at the Bonneville Power Administration have been laid off–which will have cascading ripple effects on the cleanup efforts at the Hanford site and the security of the Pacific Northwest energy grid. Notably, these numbers do not include employees who opted into the “deferred resignation” program.

    INDIAN HEALTH SERVICE: The Indian Health Service provides direct health care to 2.8 million American Indians and Alaska Natives, but has, for years, been plagued with chronic staffing challenges and consistently high vacancy rates (upwards of 29%) across all service areas. The staffing shortage has, for decades, undercut the quality of care to Tribal communities across the country. Congress has consistently identified recruitment and retention as a high priority for the agency and has worked on a bipartisan basis to fully fund staffing at IHS facilities and to increase hiring incentives to provide relief.

    • The Trump administration’s mass firing of more than an estimated 850 employees includes doctors, nurses, dentists, pharmacists, and lab technicians–and will devastate the Indian Health Service’s ability to provide services for patients and make an already dire situation worse. These indiscriminate cuts to IHS’ health care workforce will leave thousands without access to critical care and could cost lives.
    • American Indians and Alaska Natives have a life expectancy rate of 11 years less than the national average of 65.2 years old. That’s the same life expectancy rate as the overall population of the United States in 1944.

    DEPARTMENT OF THE INTERIOR: The Interior Department is responsible for the management of public lands, waters, and natural resources, including both conservation and development on federal lands under the National Park Service, Fish and Wildlife Service, and Bureau of Land Management, as well as administering programs affecting Native Americans. The Department is reportedly laying off 2,300 employees.

    • These layoffs will lead to a damaging loss of full-time staff at the National Park Service, which is already operating well below prior staffing levels despite significant increases in visitation. As a result of onerous budget caps during the 2010s, the National Park Service lost 15% of its staff while park visitation also increased by 15%. National Park units experience a summer surge in visitation that peaks in July, and the Service hires more than 6,000 seasonal employees to manage that extra work. Without full-time or seasonal staff during this peak season, visitor centers may close, bathrooms will not be properly maintained, campgrounds may close, guided tours will be cut back or altogether canceled, emergency response times will drop, and visitor services like safety advice, trail recommendations, and interpretation will be unavailable.
    • These indiscriminate cuts are also likely to jeopardize the President’s own “America-First” energy agenda, delaying the processing, planning, permitting, environmental compliance, and approval of new and expanded transmission lines, renewable energy projects, oil and gas leasing and drilling, critical minerals mines, coal mining, and other development on federal lands or waters.

    Federal Bureau of Investigation: The FBI is the domestic intelligence and security service of the United States and its principal federal law enforcement agency. The Bureau is reportedly amassing a list of thousands of probationary employees, including special agents, for possible layoffs–which comes at a time of incredible uncertainty at the FBI. The FBI already faces a salaries and expenses resources shortfall, because of the Fiscal Responsibility Act’s tight constraints, which has already resulted in roughly 1,000 fewer staff. A purge—possibly in the thousands—of FBI employees will worsen an already bad situation–seriously undermining the FBI’s ability to combat terrorism, violent crime, cybercrime, drugs and gangs, transnational organized crime, and child and sex trafficking exploitation. 

    • The FBI has over 2,800 probationary employees, nearly 600 of which are special agents. 
    • The first year cost alone of recruiting, hiring, and training a new FBI special agent is nearly $250,000. Firing hundreds of new agents would be a colossal waste of American taxpayers’ dollars. 

    FOREST SERVICE: The Forest Service is responsible for managing 193 million acres of national forests and grasslands and is reportedly laying off 2,400 employees. While some exemptions are expected for law enforcement and firefighters, many of those being let go are qualified to help respond to wildfires and are a vital resource during the height of fire season. Other recent hires were brought on to accelerate hazardous fuels reduction and community wildfire defense projects to decrease the risk of catastrophic wildfires to communities across the country.

    ENVIRONMENTAL PROTECTION AGENCY: Approximately 1,700 EPA staff have so far been notified they could be terminated. As of December 2024, EPA had 15,572 total full-time employees on staff, which include scientists, toxicologists, biologists, staff overseeing cleanups at Superfund sites in red and blue states, and many more. Indiscriminate layoffs will seriously jeopardize energy projects that have created good jobs, efforts to keep American families’ water supply clean and safe, waste site cleanup efforts, and much more.

    DEPARTMENT OF HEALTH AND HUMAN SERVICES: HHS’ civil service and nonpartisan leadership consists of scientists, researchers, medical professionals, child welfare specialists, and other dedicated public servants. Its nonpartisan leadership is tasked with implementing laws spanning HHS’ far-reaching responsibilities and accordingly is retained to continue building on advances made in medicine, public health, and social services. HHS’ nonpartisan career leadership does not routinely turn over between administrations.

    • Nonetheless, Secretary Kennedy, now having been confirmed, is expected to seek the unprecedented resignation of HHS nonpartisan career leadership and has already begun firing thousands of probationary employees across HHS. 
    • Injecting politics deep into HHS will undermine everything from biomedical research to public health to substance use treatment to child welfare. This is how now-Secretary Kennedy will substitute his own beliefs for established scientific consensus. 
    • Additionally: firing thousands of staff across the Department will have far-reaching impacts on basic government services, potentially including the administration of Medicare. Firings so far have included nurses, pharmacists, patient care technicians, and other staff critical for patient care at NIH’s clinical center, as well as hundreds of early career scientists and researchers.

    DEPARTMENT OF EDUCATION: So far, Department of Education employees have already been put on administrative leave simply because they took a training encouraged by the first Trump administration. Other employees fired or expected to be fired at the Department of Education will put cybersecurity efforts, ongoing work on the FAFSA, and maintenance of student aid processing systems in serious jeopardy. 

    AGRICULTURAL RESEARCH SERVICE: ARS is the USDA’s principal in-house research agency that seeks to develop and transfer solutions to agricultural problems of high national priority. This includes research related to ensuring high-quality, safe food, assessing the nutritional needs of Americans, and sustaining a competitive U.S. agricultural economy.

    • The blanket firing of hundreds of scientists and technicians across the country who were in probationary periods will undercut new, ongoing, and urgent research projects studying livestock and crop production, food safety, environmental stewardship, human nutrition, and value-added agriculture. 

    ANIMAL AND PLANT HEALTH INSPECTION SERVICE: Scores of employees from the Animal and Plant Health Inspection Service (APHIS) were abruptly fired regardless of performance status. APHIS protects our country against the emergence of deadly animal and zoonotic diseases and prevents the introduction of destructive invasive pests. This work is vital to ensuring our farmers and ranchers can safely feed the world. As avian influenza rages across poultry and dairy farms and continues to infect people, the last thing our country needs is a shortage of staff focused on addressing this threat.  

    RURAL DEVELOPMENT: Hundreds of employees working to help rural communities across the country were laid off overnight. Rural Development provides financial assistance for communities to have safe drinking water, affordable housing, high-speed internet, and access to health and safety services. Without adequate staffing, loans and grants will not be processed, and these communities will not have the resources they need to thrive.

    NATURAL RESOURCES CONSERVATION SERVICE: Hundreds of employees working to assist producers with access to voluntary conservation programs and practices were laid off. Those employees are based in offices across the country and provide technical assistance to help improve soil quality, reduce the energy used on farms, and provide other climate mitigation benefits. 

    NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION: NOAA is the nation’s leading scientific and regulatory agency charged with forecasting weather, monitoring oceanic and atmospheric conditions, and managing marine and coastal resources. Americans rely on the National Weather Service’s data forecasts daily but the critical nature of the mission to life and property comes to light during hurricanes, drought, wildfires, tornados, and other extreme weather events. The National Weather Service already struggles with staffing shortages but has made a concerted effort to increase the number of meteorologists. As such, many meteorologists have only been in the role for less than a year and are within their probationary period. 

    • Reports that NOAA will be required to lay off more than a thousand probationary employees, including meteorologists, which amount to 10% of NOAA’s workforce would result in disruptions to weather forecasts. 
    • Similar impacts could be felt to the sustainable management of the nation’s fisheries since NOAA relies on wage mariners to staff the fisheries’ survey vessels that perform stock assessments that feed into accurate sustainable catch limits on which the fishing industry relies.

    Las Vegas, NV – Today, in a Northwest Las Vegas community being developed from federal land into the new Skye Summit residential community, Senator Catherine Cortez Masto (D-Nev.) and Congresswoman Susie Lee (D-Nev.-03) held a press conference to announce and celebrate the bipartisan Accelerating Appraisals and Conservation Efforts (AACE) Act being signed into law – a bill they led in Congress. The AACE Act will help address Nevada’s housing crisis by cutting red tape to speed up federal land transactions and lower housing costs.

    Skye Summit was once federal land and is in the process of being developed by Olympia Companies for housing, including entry-level homes. More than 3,000 homes will be built on this desert land. Model homes should be ready by the end of 2026, and early 2027.

    In Nevada, more than 80% of the land is owned by the federal government. The Department of the Interior (DOI) oversees hundreds of millions of acres of public land nationwide, but before it can complete any land transactions, it must first guarantee that these transactions are done at fair market value. With growing demands, the agency has had to rely increasingly on private appraisers who can only work in the specific states where they are credentialed — unlike full-time federal appraisers, who have been able to work quickly and easily across state lines for decades.

    The AACE Act will:

    • Allow DOI to contract with private appraisers appropriately credentialed in any one state or territory to perform appraisal duties across all states and territories;
    • Tackle federal appraisal bottlenecks that undermine housing, infrastructure, and conservation projects on public lands without spending a single additional taxpayer dollar by making more appraisers available; and
    • Require DOI to continue to prioritize working with local appraisers, unlocking the enhanced flexibility provided by the bill only when no qualified and cost-competitive local appraisers are available to perform needed services.

    Senator Cortez Masto has been working to cut red tape and streamline public land management across Nevada.     POSITIONING AMERICAN ENERGY FOR THE NEXT CENTURY: Today, President Donald J. Trump signed an Executive Order establishing the National Energy Dominance Council.

    • The National Energy Dominance Council will be established within the Executive Office of the President, chaired by the Secretary of the Interior Doug Burgum and vice-chaired by the Secretary of Energy Chris Wright, and comprised of members of President Trump’s cabinet and key government agencies.
    • The Council will advise President Trump on strategies to achieve energy dominance by improving the processes for permitting, production, generation, distribution, regulation, and transportation across all forms of American energy.
    • It will recommend a National Energy Dominance Strategy to the President aimed at cutting red tape, enhancing private sector investments, and advancing innovation.
    • The Council will facilitate cooperation between the federal government and domestic energy partners, ensuring policy consistency.
    • It will also consult with various public and private sector stakeholders to expand energy production and address cost barriers.

    LOWERING PRICES AND STRENGTHENING AMERICAN ECONOMIC SECURITY: Championing domestic energy production is vital both for mitigating price shocks to American families and de-risking the energy supply chain for our Nation as well as our allies.

    • American energy dominance is the most reliable way to ensure the stability and affordability of American energy prices.
      • Gasoline prices, as well as overall household energy prices, increased 30% under President Biden.
      • The Biden-Harris Administration dramatically slowed the growth rate of American energy production and development, including by instituting a federal oil leasing moratorium, increasing energy permitting times by multiples of what they had been under President Trump, and removing hundreds of million acres from being available for energy production.
      • Over the last four years, it is estimated that our Nation produced over two billion fewer barrels of oil than anticipated by trend (had President Trump’s energy policies been kept intact), a vast quantity of lost supply that could have lessened the burden of energy prices on American families.
    • Developing American energy resources will enable our Nation to reduce its reliance on foreign entities, including strategic adversaries.
      • While creating policies to restrict American production, the Biden Administration asked OPEC+ to increase production to meet American energy demand.
      • As energy prices rose, the Biden Administration was reluctant to enforce American oil sanctions on rogue regimes, allowing Iran to export over one million barrels of oil per day through lax enforcement (up from a low of approximately 70,000 under the Trump administration) and temporarily lifting oil sanctions altogether on the Maduro regime in Venezuela.
      • The United States is also highly dependent on China for a range of critical minerals, which has put our Nation’s supply chain at risk, as exemplified by China’s recent weaponization of its resources through bans on exporting germanium, gallium, and antimony to the United States.
      • As our Nation makes rapid advancements in next generation technologies, such as artificial intelligence (along with the associated data centers), and energy demand rises, it will be all the more important to expand domestic energy supply.
    • American energy leadership is vital not only for our Nation’s economic and national security, but also for the security of our allies.
      • America’s liquefied natural gas (LNG) industry has played a critical role in helping Europe reduce its dependence on Russian energy, with LNG exports to Europe rising 141% in 2022, and continuing to increase to fill the gap.
      • President Trump warned Western Europe as early as 2017 to rely on American natural gas rather than Russian energy.

    RESTORING AMERICAN ENERGY DOMINANCE: President Trump has a demonstrated track record of empowering American energy production, and will return our Nation to energy dominance.

    • During President Trump’s first term, our Nation became a net exporter of energy for the first time in nearly 70 years and transformed into the world’s leading oil producer.
    • President Trump expedited the LNG export license process (achieving licensing times one-sixth as long as those seen during the Biden Administration, which revoked these reforms), reduced the permitting time for drilling on federal lands (increasing permit applications by 300%), fixed the New Source Review (which punished companies for repairing and upgrading coal power plants), and opened up millions of acres for domestic energy development.
    • Under President Trump’s leadership, American families saved an average of $2,500 per year in utility and gas costs, while the economy at large saw the creation of new American energy jobs.

  • MIL-OSI USA: Secretary Wright Issues First LNG Export Approval for Commonwealth LNG

    WASHINGTON—U.S. Secretary of Energy Chris Wright today joined President Trump to announce a new export authorization for the Commonwealth LNG project proposed for Cameron Parish, Louisiana. Today’s action is the first major U.S. liquefied natural gas (LNG) project to receive an export authorization for non-free trade agreement (FTA) countries since President Trump and the Department of Energy lifted the Biden-Harris administration’s damaging freeze on LNG export permit approvals, restoring American energy leadership.

    “President Trump has outlined a bold agenda for unleashing American energy dominance, and restoring regular order on U.S. LNG export permits is critical for meeting this commitment to the American people,” Secretary Wright said. “Today marks one of many steps that DOE will be taking to assure our future as a reliable energy supplier to the world and resume regular order to our regulatory responsibilities over natural gas exports.

    “Exporting American LNG strengthens the U.S. economy and supports American jobs while bolstering energy security around the world, and I am proud to be working with President Trump to get American energy exports back on track.”
    Once constructed, Commonwealth LNG, owned by Kimmeridge Texas Gas, LLC, will be able to export over 1.2 billion cubic feet per day (Bcf/d) of natural gas as LNG, further cementing the United States’ position as the top global exporter of LNG.

    Today’s authorization conditionally grants Commonwealth LNG authorization to export LNG to non-FTA countries from the proposed Commonwealth LNG project. In the order, DOE finds that LNG exports from Commonwealth LNG are likely to yield economic benefits to the United States, diversify global LNG supplies, and improve energy security for U.S. allies and trading partners over the course of the export term through 2050. DOE expects to issue a final order to Commonwealth LNG later this year. 

    According to the U.S. Energy Information Administration’s most recent Short-Term Energy Outlook, current U.S. LNG exports are expected to reach record highs in 2025, averaging over 15 Bcf/d.. These record export levels are accompanied by record highs in current U.S. natural gas production of almost105 Bcf/d.

    WASHINGTON—Led by President Donald Trump, U.S. Secretary of Energy Chris Wright today announced the Department of Energy will postpone the implementation of seven of the Biden-Harris administration’s restrictive mandates on home appliances. Today’s actions are a key step in undoing the previous administration’s burdensome policies that have driven up costs, reduced choice and diminished the quality of Americans’ home appliances.

    “A top priority for President Trump is lowering costs for American families,” Secretary Wright said. “Today’s announcement will foster consumer choice and lower prices – it is a win for all Americans. The people, not the government, should be choosing the home appliances and products they want at prices they can afford.”

    Today’s actions postpone the efficiency standards for the following home appliance rules:

    • Central Air Conditioners
    • Clothes Washers and Dryers
    • General Service Lamps
    • Walk-In Coolers and Freezers
    • Gas Instantaneous Water Heaters
    • Commercial Refrigeration Equipment
    • Air Compressors

    Additionally, the Department of Energy is creating a new energy efficiency category for natural gas tankless water heaters. Creating a new category for these popular and low-cost water heaters exempts these products from the Biden-Harris Administration’s onerous rules and gives the American people the power to choose the best option for their homes and budgets.

    Under the leadership of President Trump, Federal agencies continue to slash unnecessary red tape and regulations that raise prices, reduce consumer choice, and frustrate the American people. These actions were announced alongside action taken by the U.S. Environmental Protection Agency (EPA) to overhaul all Biden-Harris administration WaterSense specifications. The list of specifications developed during the last administration have encouraged the sale of bathroom and kitchen faucets, residential toilets and sprinkler nozzles that just don’t work well.

  • MIL-OSI USA: Senator Markey Responds to Administrator Zeldin’s Unfounded Attack on Climate Bank, Urges Citibank Not to Give in to Fearmongering

    Boston (February 14, 2025) – Senator Edward J. Markey (D-Mass.), a member of the Senate Environment and Public Works Committee, released the following statement after Environmental Protection Agency (EPA) Administrator Lee Zeldin attacked the lawfully established and properly structured deployment of funds through the National Clean Investment Fund and the Clean Communities Investment Accelerator. These programs, which were included in the Inflation Reduction Act, are expected to mobilize $150 billion in private and public capital to lower energy bills, support community resiliency and clean environments, and create good-paying jobs.  

    “Congress passed a law with a majority of votes that directed the Environmental Protection Agency to establish a national clean financing network to provide financing for local economic development and energy projects across the country. The EPA followed the law—a concept that is apparently unfamiliar to the Trump-Musk administration—and entered into legally binding contracts with grant recipients so these federal dollars can start helping families and small businesses lower their energy bills and create local economic opportunity. Financial Agency Agreements, like the one that EPA developed with Citibank for this program over the course of a rigorous yearlong process, have been available to the U.S. Treasury since the 1860s. These agreements allow federal grant recipients to account for funds they are legally entitled to on their balance sheets, enabling them to leverage private sector dollars. This process has always been transparent—all processes and decisions were based on timelines set by law and with full disclosure to EPA’s Office of the Inspector General and the Government Accountability Office.

    “Make no mistake—this is just another attempt by the administration to fund their millionaire and billionaire tax breaks off the backs of hardworking Americans,” continued Senator Markey. “I urge Citibank not to give into the administration’s fact-free fearmongering and bullying. Administrator Zeldin said clearly that the agency hasn’t found any evidence of fraud. He’s just kicking up dust so you can’t see the administration’s true intent—taking money away from our communities for their own billionaire giveaways. The contracts for this national clean financing network are clear: the funding needs to be accessible to recipients. Laws passed by Congress and contracts between parties can’t legally be broken on a whim. No matter what reality the Trump-Musk administration is operating in, it can’t ignore that fact.”  

    Senator Markey secured numerous provisions in the Inflation Reduction Act, including the creation of a $27-billion national climate financing network based on his National Climate Bank Act. Following the passage of the Inflation Reduction Act in 2022, Senators Markey and Van Hollen and Congresswoman Dingell—the House lead on the climate financing legislation—welcomed the launch of the Greenhouse Gas Reduction Fund in April 2023.

  • MIL-OSI USA: Baldwin Introduces Year-Round E15 Bill to Cut Costs at the Pump, Support Wisconsin Farmers

    WASHINGTON, D.C. – U.S. Senator Tammy Baldwin (D-WI) and a bipartisan group of her colleagues introduced the Nationwide Consumer and Fuel Retailer Choice Act of 2025. The legislation would allow the year-round, nationwide sale of E15 which will help lower costs at the pump and support Wisconsin agriculture.

    “Homegrown biofuels cut costs at the pump for Wisconsin families while supporting our farmers and increasing our energy independence from foreign oil,” said Senator Baldwin. “I am proud to work with my Democratic and Republican colleagues to ensure cleaner E15 fuel is available year-round, support our agricultural communities, and move our Made in Wisconsin economy forward.”

    Senator Baldwin has long championed increasing the use of biofuels to reduce prices at the pump and support Wisconsin’s farmers, producers, and rural communities. In 2023 and 2024, Senator Baldwin successfully pushed the Biden administration to allow E15 fuel to be sold during the summer months.

    The bill is led by Senator Deb Fischer (R-NE) and also co-sponsored by Senators Tammy Duckworth (D-IL), Shelley Moore Capito (R-WV), Amy Klobuchar (D-MN), John Thune (R-SD), Pete Ricketts (R-NE), Dick Durbin (D-IL), Jerry Moran (R-KS), Chuck Grassley (R-IA), Roger Marshall (R-KS), Joni Ernst (R-IA), Tina Smith (D-MN), and Mike Rounds (R-SD).

    The legislation is endorsed by American Petroleum Institute, Renewable Fuels Association, Growth Energy, National Corn Growers Association, National Farmer Union, and National Association of Convenience Stores.
