  • MIL-OSI USA: Plant Power: A New Method to Model How Plants Move Water Globally

    Earth systems models are an important tool for studying complex processes occurring around the planet, such as those in and between the atmosphere and biosphere, and they help researchers and policymakers better understand phenomena like climate change. Incorporating more data into these simulations can improve modeling accuracy; however, sometimes, this requires the arduous task of gathering millions of data points.

    Researchers, including UConn Department of Natural Resources and the Environment Assistant Professor James Knighton, Pablo Sanchez-Martinez from the University of Edinburgh, and Leander Anderegg from the University of California Santa Barbara, have developed a method to bypass the need for gathering data for over 55,000 tree species to better account for how plants influence the flow of water around the planet. Their findings are published in Nature Scientific Data.

    Plants play essential roles in Earth’s processes, from capturing carbon and making oxygen available for other life forms like humans. Plants are also responsible for the movement of water, says Knighton, where an estimated 60% of all rain is returned to the atmosphere through transpiration. This huge global-scale movement of water through plants is complex and currently represented by Earth system models (ESMs) in a simplified way says Knighton, where all plants in a region may be considered as a single entity (i.e., a plant functional type),

    “Plant Functional Types (PFTs) are used because we don’t know a lot about the details of individual plant species,” says Knighton, a faculty member in the College of Agriculture, Health and Natural Sciences. “It would be harder to take a detailed map of vegetation over a continent and put in all the right values for each individual species so it’s easier just to consider one generic PFT.”

    The problem with PFTs is that different plant species vary in their hydrologic traits – or how water moves through plants — and this oversimplification of such systemically influential traits could limit the effectiveness of available models to predict the future. Scientists have moved towards accounting for these differences by creating databases, like the TRY Plant Trait Database, where this information is collected. However, Knighton points out that only about 5,000 to 15,000 plant species have had their traits well-cataloged after several centuries of plant science.

    “There are around 60,000 to 70,000 tree species on Earth, meaning that after 200 years, we know maybe 5 to 10% of what’s happening,” he says. “If that were the way we would do things, it would take us another 2,000 years or so to learn about all the plants that we needed to, and at that point, climate change has set in, and it’s too late. We can’t do that. We can’t just wait for field researchers to go out and do their studies and populate this global database. It’s still incredibly useful to conduct field studies, but those alone will not get us where we need to be fast enough.”

    Knighton and his colleagues decided to address this problem and expedite the process by looking at the data for traits that are available, information like how tall a tree grows, how deep the roots descend, or how fast water flows within the plant. They then compared the history of that species and its relatedness to other species in what is called a phylogenetic test for those traits.

    “We looked to see how similar trait values are between closely related species, and the idea behind that is, if these traits are critical for their survival, evolution will have preserved the trait values, they won’t be randomly dispersed,” Knighton says. “For example, if growing deep roots was critical for a certain type of plant to survive, the species that branch off from that one will probably also have deep roots, and everything that’s in that family or that genus will have a similar root structure.”

    The researchers performed the test for all the traits, and Knighton says they found high levels of conservation across the phylogenetic tree, which means closely related species tend to have closer trait values.

    “Then we took the phylogeny where you can take all of the plant species on Earth and map them onto each other, and show exactly how closely related each plant is to every other plant,” he says.

    Knighton says they can impute the trait data if they have the information for closely related species, meaning that this data can be inferred without having to take millions of field measurements.

    “We used different numerical machine learning techniques, and in doing that, we were able to come up with a database of these very critical tree values for 55,000 tree species on Earth,” he says. “If you want to do global modeling that includes more detail in the vegetation, which is important, you now have a starting point. You don’t have to use this generic, one plant species per continent approach, you could, in theory, try something more detailed, but putting in all the different species and seeing what happens.”

    Knighton says they consider this work to be a low-order approximation, but it is an important starting point. As more data is collected from field researchers, the data can be used to update and refine the interpolated data to improve the accuracy of this approach.

    This work is the next step in a larger project, the first step of which was a proof-of-concept experiment at a smaller, more local level. That project established this method of imputing hydrologic traits as a viable approach, and Knighton says the next step is to compare the imputed data with observational data that they are collecting in UConn Forest and from other sites around the United States.

    Knighton explains there are 10 sites across the U.S. where ample data is collected, which will serve as test cases. Knighton says master’s student Caroline Stanton ’26 is currently building ecosystem models of each site, and they are calibrating high-resolution models to estimate the traits which they will compare with data that scientists have collected over the last 20 years. Then, they will compare the estimated plant trait results with the observational data collected from the site to see how the quality of the model is impacted by each approach.

    Eventually, the researchers hope to apply the method to forested sites across the globe to study aspects of what drives traits to vary. Understanding the variation in traits across different plant species has the potential to strengthen the accuracy of models, but these data can also give insights into what drives the different traits to vary.

    Knighton says he and his colleagues hope climate modelers will find this information helpful, but they also hope it can improve our understanding of the Earth system overall, and more about the vital roles plants play,

  • MIL-OSI USA:  UConn Hosts Conference for Undergraduate Women and Gender Minorities in Physics

    Cameron Brady was the only woman in her undergraduate class to graduate with a Bachelor of Science in physics. While Brady found it easy to work alongside her predominantly male peers at Rowan University, it wasn’t until she attended a conference for undergraduate women in the field that she gained the confidence to pursue the study further. 

    On Jan. 24, Brady, now a UConn Ph.D. candidate in physics, served on a graduate panel at the first UConn Conference for Undergraduate Women and Gender Minorities in Physics (CU*iP)—the same conference that helped launch her career. 

    “The higher-level classes in physics, I was the only woman,” Brady says. “At first, it was hard to have confidence and maybe answer questions or speak out. But eventually, over time, I just learned.” 

    UConn was one of 14 universities selected by the American Physical Society (APS) to host a CU*iP conference. The event was organized by a committee of UConn faculty and graduate students, led by Nora Berrah, Board of Trustees Distinguished Professor of physics. 

    Berrah says physics has historically been a male-dominated field, but while men’s attitudes toward accepting women into the profession have become more positive, women may still wonder if it’s a supportive, friendly environment. 

    “We want to give them a chance and provide a place for them to ask any questions that they have on their minds, because we want them to stay in physics,” Berrah says. 

    Brady hopes this conference will provide attendees with the same opportunities it did for her. After attending a virtual CU*iP conference, Brady said she was inspired by women who continued their careers in physics. That experience propelled her to apply for the U.S. National Science Foundation (NSF) Research Experiences for Undergraduates (REU), a competitive program that provides funding for undergraduates to conduct research at universities across the country. 

    “The graduate students on the panel had done that and talked about it, so it made me want to apply,” says Brady, who went on to complete two REU internships. 

    To support another cohort of women and gender minorities in the field, Brady was one of the many graduate students who helped host about 100 undergraduates from across New England for UConn’s first CU*iP conference, held in Gant West from Jan. 24 to 26. 

    “I want to give back to the community,” says Kaley Wilcox, another physics Ph.D. candidate and conference volunteer. “I know I’m only here because of all the support from my female friends and various underrepresented genders in physics.” 

    Wilcox says her participation in the conference is a way to acknowledge the contributions of other women in the field and to be a mentor and beacon for others so more women can pursue the field.

    Berrah spent nearly two years putting the conference together. She and her organizing committee studied previous conferences to gather insight into what students needed, made a conference program featuring presentations from professors and industry leaders, and raised funds to sponsor all the participants’ attendance. 

    For three days, students attended panels and lectures on a variety of topics, including technical knowledge, career paths in the industry, gaining research experience, and navigating mental health in the field. They also had a very important opportunity to meet with students from other institutions and network with their peers and professionals. 

    Josephine Singleton, a junior astronomy major at Mount Holyoke College, says that while her university may be a women’s liberal arts school, there are still very few women who share her major. She says the conference is an opportunity to connect with other women and gender minorities in the field. 

     “Most of us are women or in the LGBTQ community so many of us do support each other in this sphere,” Singleton says. “There’s still a large gap for anyone other than cis men in the field of physics, but I think it is getting better now because I know a lot of Mount Holyoke’s graduates who are now working at places like NASA. It’s good to see that.”   

    Brady hopes the attendees come away with the same confidence she did to pursue her interests. 

    “I didn’t always think I could go to grad school for physics. I didn’t know if I would be good enough to get in,” she says. “I hope from this conference they can see women who have already achieved that and know they can do it themselves.”

    FCDO Minister for Development Anneliese Dodds gave a keynote speech to the UK financial sector at the London Stock Exchange today on partnerships for growth.

    Thank you so much, Julia [Dame Julia Hoggett, CEO of the London Stock Exchange], and a very good morning to all of you.

    Thank you so much for joining us today, I really appreciate it.

    It was an absolute thrill to see the market open this morning.

    I am very keen to hear from as many of you as possible, so I’m not going to speak for too long.

    I want to leave plenty of time for questions.

    But I do want to share a few reflections with you this morning.

    This is, as Dame Julia kindly said, the second time I had the privilege of opening the London Stock Exchange.

    I had the privilege of speaking in this room almost two years ago, and it was then as now a very moving moment, because sat in the front row were some of the first women, in fact the first women, and others who set foot on the London Stock Exchange because they had not been allowed to do so until then.

    What a privilege to have been there for that moment, as for this moment.

    Two years ago, when I was here, I spoke about my own family background – with my dad having worked in financial services.

    And I want again to place on record, my respect for the work that goes on in this building, and across the country.

    Businesses in the financial sector power jobs and growth across the UK, and indeed often around the world as we’ve just heard.

    Well, of course, a lot has changed in the last two years, since I was last here.

    I am addressing you, not as a shadow minister – but now as the Minister for Development, and for Women and Equalities.

    We have a new government focused on growth and restoring our reputation on the world stage.

    And the Prime Minister and the Chancellor have set us all a guiding mission to grow our economy, and bring opportunity to people across our country.

    They have been clear that supporting growth and development around the globe is not just the right thing to do.

    It is an essential part of how we unlock growth, jobs, trade, investment, and pride in our economy here at home as well.

    Indeed, as the Foreign Secretary said in a major speech at the start of the new year, in today’s contested, competitive world, what we need now is a whole new level of global engagement – drawing on our greatest strengths.

    That absolutely includes the expertise, experience, and dynamism in this room.

    Clearly, the City of London and wider UK financial sector must be at the heart of how we meet the opportunities and challenges of our time.

    Twenty years ago, people marched and campaigned to Make Poverty History.

    That call was heeded and huge progress was made.

    Debt was cancelled, and development assistance was ramped up.

    Lives were saved and lives were changed.

    Today, the challenges we face are growing and becoming increasingly complex – not least because our world is so deeply interconnected.

    We have all seen how shocks can indeed reverberate across the globe.

    A vicious cycle of conflicts.

    The pandemic.

    The climate and nature crisis, and others.

    We have seen supply chains disrupted, and investor confidence shaken – harming our economy, here at home.

    Yet we have all seen the power of harnessing this interconnectedness as well.

    By working together – we can get ahead of global shocks, mitigate their impact, and unlock new opportunities for growth.

    For outward investment by UK businesses.

    To build future markets for UK exports.

    To support low-and-middle-income countries to grow their economies as well.

    As the UK’s Minister for Development, and for Women and Equalities, I am determined to build genuine partnerships across the Global South, based on genuine respect, and in service of our mutual interests.

    Indeed, in all of the visits I’ve undertaken over the last 6 months, from Indonesia to Malawi, to the major global gatherings of the UN General Assembly, the World Bank Annual Meetings, and the climate summit at COP29 – I heard loud and clear that our drive for growth is an ambition our partners all share.

    They want respectful, modern partnerships that benefit us all, too.

    They want to tap into your expertise and the innovative financial solutions you are pioneering – to harness the power of private finance.

    They want to work with us to build resilience to shocks.

    To escape the trap of unsustainable debt.

    To break down the barriers to private investment.

    And they want to work with us to champion much-needed reform of the global financial system, so we unlock more opportunities for everyone – from millions of women and girls around the world whose game-changing potential has yet to be unleashed, to investors right here in the City of London.

    Your hard work is at the heart of these partnerships.

    Already, 115 African companies are listed here.

    London is the world’s number one hub as I said before for green finance.

    All of this puts the UK in pole position to be the leading source of investment for emerging markets – and to build on the reputation you have worked so hard to develop.

    So today, I want to focus on four key areas, where the government and the City can make the most of the important roles we have to play – to support stable, resilient long-term growth, here at home, and around the world.

    Mobilising private capital – to help us maximise the impact of public and private finance.

    Reforming international financial institutions – to make sure they are bigger, better, and fit for the future.

    Tackling unsustainable debt – to achieve the fast, orderly restructuring that helps countries avoid default and supports stability.

    And scaling up insurance – to get more finance in place before disasters strike, to protect and promote growth across the world.

    First – mobilising private capital.

    Together, we can maximise the impact of billions of dollars of public money – and unlock many billions more.

    Consider that globally, there are some $121 trillion of assets under management.

    Currently, Africa accounts for less than 1% of the overseas portfolio allocation of UK pension funds.

    Yet Africa’s GDP growth – and I know I don’t need to tell many in this room of this – is projected to outpace the global average – and almost 70% of UK savers say they want their investments to consider impact on people and the planet.

    It is time to lean in.

    So, I was delighted to hear the Chancellor announce her plans – to consolidate the UK’s fragmented £1.3 trillion pension fund landscape, and create larger, more agile funds, capable of investing in high-growth emerging and developing markets.

    This is exactly the kind of opportunity we need to embrace.

    And I’m delighted that today, a new report from leading UK-based institutional investors sets out how the UK can continue to be the climate finance hub for the world.

    The report makes it clear that investing in other countries to accelerate the transition to clean energy is critical – to growing our economy at home, and to building financial stability long-term, in the UK, and right around the world.

    The Energy Secretary is rightly championing this through the new Global Clean Power Alliance, that the Prime Minister launched at the G20 in Rio.

    Well, today I am pleased to announce that alongside the Economic Secretary to the Treasury, I am convening an Investor Taskforce – to increase UK private investment for climate and development, in markets around the world.

    We are building partnerships with public markets like the London Stock Exchange to pursue this.

    In just four years, our flagship MOBILIST initiative has mobilised almost $250 million for listed products focussed on climate and development globally – including recent investments, like the infrastructure securitisation through Bayfront.

    This method of structuring bank infrastructure loans makes it possible for institutional investors to purchase them through investment-grade listed instruments.

    MOBLIST also helped achieve a $100 million first close for the Green Guarantee Company that will provide up to $1 billion of guarantees – for institutional investors buying green bonds, including those listed on the London Stock Exchange, and green loans issued in the private credit market.

    Today, I am pleased to announce up to £100 million of additional funding for MOBILIST – so we can build on this innovative work pioneering public market investment in emerging markets.

    This will allow MOBILIST to provide a platform for even more partners to draw on UK financial expertise – unlocking opportunities for investments in green growth, and helping more businesses to access new and affordable sources of capital across Asia, Africa, and Latin America.

    MOBILIST is not the only way that we are doing this.

    When I visited the London-based Private Infrastructure Development Group, funded by the UK and others – I saw how they are developing and de-risking infrastructure projects across Africa and Asia.

    The UK financial sector has been a key partner for them.

    For example, one arm of the group – GuarantCo – has guaranteed bonds and loans, to unlock $5.7 billion of private investment in infrastructure, benefitting over 44 million people.

    And – breaking news – I am delighted that a new $50 million deal with Standard Chartered Bank – signed today – will allow them to expand further.

    As another example, take British International Investment, or BII – the world’s oldest Development Finance Institution, at the forefront for 75 years.

    The BII teams were full of ambition when I visited their HQ in November.

    I am always proud to tell our partners that 25% of BII’s new investment commitments already meet the 2X Challenge standard – to increase investment in women.

    By making this a priority, BII is funding everything from affordable housing led by women in India, to making lines of credit accessible to small-scale retailers run by women in Nigeria – supporting jobs and growth.

    And when I sat down with key African investors alongside partners from the City in the autumn, I was able to highlight that over half of BII’s portfolio is invested in Africa, and at least 30% of BII’s investments are in climate finance.

    So today, I want to encourage you to engage with their live call for proposals that is open right now.

    BII are looking for innovative pilots to be funded through a new facility announced by the PM at UNGA in New York – that we expect to mobilise over $500 million of institutional investment.

    We are supporting public markets to mobilise finance in other ways as well.

    UK support has been instrumental in helping Ethiopia to launch its first public stock exchange just a few weeks ago, with support from the UK government through Financial Sector Deepening Africa – or ‘FSD Africa’ for short.

    This exchange brings transparency and international-standard accounting to listed companies – and the diverse ownership that should improve accountability, and broaden both the gains from growth, and the buy-in.

    We are sharing UK expertise on financial regulation with our partners as well.

    Through a partnership with the Foreign, Commonwealth, and Development Office, the Bank of England is now supporting more than 10 countries to improve monetary policy and strengthen financial stability – from Nigeria to South Africa, and from Bangladesh to Indonesia.

    And in the last few days we have signed a new partnership with the Financial Conduct Authority, that will lead to them sharing knowledge with partner countries – to ensure that markets are competitive and fair.

    That is good for our partners – and it is good for us as well.

    Last year, Tanzania’s NMB Bank cross-listed East Africa’s first sustainability bond on the London Stock Exchange and the Dar es Salaam Stock Exchange – again, with support from FSD Africa, and an anchor investment from BII.

    The $73 million raised through this ‘Jamii’ Bond will support renewable energy, food security, jobs, and growth.

    In fact, thanks in no small part to your hard work, these sorts of listing are becoming a trend on the London Stock Exchange.

    Last year, the Brazilian Government dual-listed its first $2 billion sovereign sustainable bond on the London Stock Exchange.

    That was followed by a full listing of its second $2 billion sustainable bond, a few weeks later.

    All of this was enabled by UK support that helped Brazil develop a Sovereign Sustainable Bonds framework.

    Now, as we heard earlier, just a few weeks ago, the first $500 million Climate Investment Funds Capital Markets Mechanism bond was issued on the London Stock Exchange.

    It generated considerable investor interest.

    As has already been mentioned of course, it was over-subscribed six times over.

    Further issuances could raise up to $7.5 billion over ten years, for new investments in clean energy in developing countries – leveraging UK government contributions, and those from our international partners.

    So, I could not have been more delighted to open the market this morning – and to congratulate the Climate Investment Funds and World Bank Treasury on issuing this promising new bond today.

    Now, of course, no one in this room is going to invest in developing economies, or provide climate finance – simply because it is a nice thing to do.

    You are making those investments and building those partnerships because they represent a remarkable opportunity – to marry investment in the economies and technologies of the future, with the experience and expertise of the City of London.

    Let us keep up the momentum – so the London Stock Exchange continues to be the preferred choice.

    My second point is about reforming international financial institutions.

    We are asking a lot of all of you – but of course, there are certain things that only governments can do.

    And reforming the multilateral development banks or MDBs is one of the biggest ways that we are holding up our end of the bargain.

    Every year, the World Bank Group and various regional development banks multiply every pound the UK government and other shareholders put in.

    Last year alone, they raised around £30 billion from bond issuances in London.

    Together with finance raised on other markets around the world, this allowed them to deploy over $170 billion to low-and-middle-income countries.

    This finance is on much more affordable terms than many of our partners could access directly – thanks to the banks’ triple-A credit ratings.

    They use this to invest in high-impact public and private projects.

    Green infrastructure, healthcare, education, women and girls – all underpinning the foundations for growth around the world, and here in the UK.

    So clearly, pursuing reforms that make the MDBs bigger, better, and fit for the future is key.

    As the Prime Minister set out at the UN General Assembly last year –that is exactly what we are using the UK’s influence to do, in partnership with the Global South.

    Indeed, when I travelled to Washington D.C in October, as the UK Governor of the World Bank Group, I made it my priority to agree changes to its risk appetite, that will unlock an additional $30 billion over ten years.

    This builds on UK government guarantees that have made it possible for the World Bank and other MDBs to lend an additional $6 billion, across Africa, Asia, and the Pacific.

    Ahead of the next big ‘Financing for Development’ summit in Seville this summer – we must do more.

    To make sure the MDBs can shoulder more risk.

    To create more opportunities for private companies to invest in emerging markets.

    And to empower the women and girls who have the power to lift up whole families, communities, countries, and economies.

    Thirdly – we have to tackle the unsustainable debt that is dampening global growth.

    As we take the next steps now, we need the City to be at the forefront of expertise and solutions, to make sure that countries facing unsustainable debt burdens can restructure it effectively.

    Clearly, fast, orderly restructuring can help countries avoid default, and support stability.

    This is squarely in the interest of lenders, such as bondholders and commercial lenders here in the City.

    Obviously, it is squarely in the interests of borrowers too.

    I heard that loud and clear from the governments of Malawi and Zambia during my visit at the end of last year.

    With some 95% of African bonds issued under English Law, the UK has a key role to play.   We need to leverage this.

    Half of the lowest income countries are now in debt distress, or at high risk of it.

    Some 3.3 billion people are living in countries that are spending more on servicing their debt, than on the health and education services that underpin long-term, global growth.

    So, I want us to build on the successes of Collective Action Clauses that featured in over 90% of new bond issuances.

    These have been rolled out widely since their introduction in 2004.

    They have played an important role in ensuring a smooth process and strong private sector participation, in recent debt restructuring negotiations in Ghana and Zambia – avoiding situations where one or two bondholders can hold up a deal.

    This is a great example of what market-friendly innovation can achieve.

    My challenge to the commercial banks now is to introduce the equivalent clauses for syndicated lending – that the UK government has worked with the International Capital Markets Association, legal and financial advisors based in the City, and international partners to develop.

    No lender has implemented them – yet.

    So today, I am announcing that the UK government will offer support for the first ten transactions that put ‘majority voting provisions’ into existing or new lending to low-or-middle-income countries.

    Together, we can speed up debt restructuring negotiations with syndicated lenders – and get growth recovering more quickly in cases where debt has become unmanageable.

    We can do more on Climate Resilient Debt Clauses as well.

    The UK government was the first bilateral creditor to offer these clauses.

    Several other lenders have followed since.

    The difference they can make is significant.

    They allow repayments to be paused when a shock hits.

    This frees up fiscal space for countries responding to a crisis.

    Helps avoid default.

    Supports stability.

    And safeguards growth.

    Just look at Grenada.

    At the end of last year, following Hurricane Beryl – these clauses were triggered on government-issued bonds

    The result was $30 million of interest payments being suspended over the following year – thanks to the bondholders who pioneered these clauses.

    Already, we are going further.

    In October, I announced that the UK will support small states to take up Climate Resilient Debt Clauses in their World Bank loans, by covering the fees.

    In the long run these should be offered at no cost – improving sustainability, and offering benefits both to borrowers and lenders.

    All of this builds on the leadership of countries like Grenada and Barbados who championed these clauses.

    Today, I am reiterating our call on all creditors to offer these clauses in their sovereign lending, by the end of this year – including private sector lenders here in the City.

    I want to see greater transparency on debt as well.

    This improves investors’ understanding – and reduces the hidden debt that poses substantial risks for creditors here in the City.

    It lowers the cost of borrowing for our partners.

    And it allows citizens across the world to hold their governments to account for borrowing and using resources.

    Already, the UK government publishes all its new lending quarterly, on a loan-by-loan basis.

    Now, we want to see other public and private creditors meeting the same standards of transparency in their lending – especially to low-income countries.

    The UK will keep under review if further action is needed – working together with the private sector, to combat high levels of indebtedness.

    Fourth and finally, we need to get insurance and other contingent finance in place before disasters strike, so we protect and promote growth around the world.

    Extreme weather events are on the rise, as we all know.

    Millions of the world’s poorest and most vulnerable people are bearing the brunt of repeated shocks.

    Yet currently, less than 2% of crisis finance is of the ‘pre-arranged’ variety – that makes sure every pound spent yields three or four times its worth in benefits.

    Changing that is so important – to help countries receive the rapid payments they need to avoid losses.

    To reduce the need for humanitarian support.

    And to protect growth and jobs.

    Once again, the City is well-placed to meet the needs of this growing, and largely untapped market – as a global leader in innovative insurance and managing risk.

    In Africa, the Caribbean, South-East Asia and the Pacific, the FCDO has helped to establish regional insurance schemes – helping countries get cheaper prices by buying insurance from the private sector as a group, pooling their risk.

    London reinsurers underwrote a quarter of the first eight pools that have allowed Africa to transfer over $1 billion of risk, through the UK-funded African Risk Capacity.

    On a visit at the end of last year, I saw first-hand the difference that payouts from the African Risk Capacity are making to people in Zambia and Malawi, as they respond to a devastating recent drought.

    I was proud to tell them that this was made possible by UK government subsidies for insurance premiums – for countries that otherwise wouldn’t have been able to afford them.

    Now, I want us all to engage with the ground-breaking report published by a high-level industry panel, that I helped to launch last week – on how we can strengthen the provision of insurance and other contingent finance, and scale up the use of pre-arranged finance.

    Improving modelling, and the way we price risk.

    Championing innovative parametric insurance.

    De-risking investments upfront.

    This work is so important for giving investors confidence, expanding markets in development economies, improving returns, and strengthening the UK’s role as a leading global financial hub.

    Cultivating a virtuous cycle of global resilience and growth is in all our best interests.

    So, my pledge to you is that I will make it a priority to build stronger partnerships between the Foreign, Commonwealth, and Development Office and the City.

    Help at the Hub will see a wide variety of city organisations offer advice and information. The event will take place on Tuesday 11 February between 11am and 2pm at Top Hall, Lanesfield Methodist Church, Laburnum Road, WV4 6PG.

    The event has been organised by officers at the council’s Public Protection Scams Team who will be handing out free scams awareness and prevention packs.

    Residents with concerns can speak with advisors from ACCI, Act on Energy, Alzheimer’s Society, Barclays, Carer Support, Cost of Living, Healthwatch, Neighbourhood Safety Co-ordinator, NHS Talking Therapies, Public Protection, Revenue & Benefits, SUIT, The Haven, The Sanctuary Hub, Welfare Rights, West Midlands Police, Wolves Foundation and Wolverhampton Homes.

    Residents are welcome to drop in and speak to any number of the organisations for free help and assistance.

    Councillor Bhupinder Gakhal, City of Wolverhampton Council’s cabinet member for resident services, said: “Incredibly, this is our 17th Help at the Hub event, and they have proven to be a real lifeline for residents.

    “By taking free advice and support out into our communities, we have been able to help people who may otherwise have found it trickier to speak to people in a face to face environment.

  • MIL-OSI United Kingdom: Essential work to improve Lendal starts Monday 3 February

    Two urgent improvement works are due to begin on Lendal. To ensure the safety of public and workers on site, Lendal will have daily and temporary closures to vehicles.

    Northern Gas Networks will carry out essential work to the roadway on weekdays from Monday 3 February until Friday 14 February 2025. The road will be open for deliveries and access before 10.30am and will be closed to vehicles from 10:30am until 5.00pm, Monday to Saturday.

    Outside those times, metal plates will be laid over the workings, so vehicles can drive along Lendal. Pedestrian access will remain open throughout to ensure access to businesses.

    City of York Council will resurface and improve footways from Monday 24 February for three months until late May 2025, weather permitting. The road will be open before 10.30am and closed to vehicles from 10.30am until 4.00pm each weekday.

    Outside those times, works will be barriered off but access will be maintained. Pedestrian access will remain open throughout. Pathways and cyclist routes will be maintained, where possible, to allow access to any properties and businesses safely. Emergency services will be permitted through the works at all times.

    Work will pause during the busy Easter holiday period from the end of Friday 4 April 2025 and start again on the morning of Tuesday 22 April 2025. Access will be open during that period and the Blake Street barriers will be staffed as usual.

    Blue Badge parking will be suspended on Blake Street, Lendal and St Helen’s Square during the closure periods.

    During these two closures, access for Blue Badge holders will be via Goodramgate, which is used by the vast majority of Blue Badge holders. Blue Badge holders will be able to access and park along Goodramgate, Church Street and Colliergate as usual.

    Councillor Kate Ravilious, Executive Member for Transport at City of York Council, said:

    The decision to pause Blue Badge vehicle access along the Lendal loop has not been taken lightly, but the forthcoming roadworks are essential and the footway repairs will improve accessibility for everyone.

    “We have checked to see if these two periods of work could run alongside each other to minimise disruption. Unfortunately, the access needed for staff and vehicles couldn’t be safely operated.

    “We’re notifying Blue Badge holders, taxi drivers and affected businesses ahead of these temporary closures.”

    UK Minister for Development announces funding and partnerships to deliver Sustainable Development Goals and domestic growth, in speech at London Stock Exchange.

    • Government to partner with UK financial sector to deliver on the Plan for Change by tackling climate change and driving growth at home.
    • Minister for Development Anneliese Dodds pays tribute to the UK financial services sector, which “powers jobs and growth across the UK”.
    • New funding and partnerships will unlock investment opportunities, as part of a new development approach supporting sustainable economic growth overseas.

    Efforts to address the climate crisis and boost growth in the Global South and at home will be enhanced under a partnership approach between the government and the UK financial sector, the UK’s Minister for Development Anneliese Dodds announced today (Monday 3 February).

    Speaking at the London Stock Exchange, Minister Dodds praised the “expertise, experience and dynamism” of the UK’s financial services sector, and pledged to put this expertise “at the heart of how we meet the opportunities and challenges of our time”, including accelerating delivery of the UN’s Sustainable Development Goals (SDGs). These seek to address global challenges, including poverty, inequality, and climate change, to achieve a better and more sustainable future for all, by 2030.

    Minister Dodds set out how investment in the Global South is an opportunity for UK financial services “to marry investment in the economies and technologies of the future, with the experience and expertise of the City of London”, adding that the government will hold up its end of the bargain by working internationally to reform the global financial system to provide greater opportunity and stability.

    Minister for Development Anneliese Dodds said:

    With businesses and the government working hand in hand to drive investment in the Global South, we can unlock growth, jobs, trade, investment, and pride in our economy overseas and here at home.

    This government is enabling the financial services sector to flourish and use its expertise and depth of capital to invest in the markets and technologies of the future.

    Through partnerships like this, we will deliver on the Plan for Change, drive domestic growth, and create a world free from poverty on a liveable planet.

    The Minister announced up to £100 million for the UK’s flagship public markets programme MOBILIST. This programme will provide businesses focused on delivering the SDGs with the anchor funding and expert advice they need to list on stock exchanges around the world, including in London, allowing them to attract significant sums of additional private investment. 

    This is expected to generate between £400 million and £600 million of new investments in businesses across emerging markets in Asia, Africa, and Latin America. These investments will support economic growth, sustainable development, and climate action in local markets.

    She also celebrated the issuance of the first Climate Investment Fund (CIF) Capital Markets Mechanism (CCMM) bond last month, which raised $500 million (approximately £400 million) for energy and clean technology projects in low- and middle-income countries. The CCMM, launched by the Prime Minister at COP29, is a new financial mechanism to leverage future loan repayments by issuing bonds on capital markets.

    As today’s announcements demonstrate, this government’s modern approach to development focuses on harnessing the power of the private sector in mobilising the finance emerging markets need to grow. This will create future export markets for the UK and new overseas investment opportunities, supporting domestic growth and delivering on the government’s Plan for Change. It will also make the UK safer and more stable by tackling the drivers of conflict, climate crises and economic decline in partner countries.

    UK Climate Minister Kerry McCarthy said: 

    This is a historic moment for tackling the climate crisis, with the first bond raising $500 million to accelerate the global clean energy transition and support the flow of climate finance to developing countries.

    Public finance alone cannot tackle the scale of this challenge, and this mechanism will help leverage the private finance needed to support those on the frontline of a changing climate.

    Its listing in the UK positions London as a green finance capital. By working with partners such as the World Bank the UK can drive the action needed to grow the economy and reap the rewards of net zero.

    Minister Dodds made the announcements during a speech to the UK financial sector, including pension funds, insurers, banks, and development finance organisations, after joining a market opening ceremony at the London Stock Exchange.

    Flows of investment are vital to generating sustainable growth both in the UK and around the world. London’s capital markets have long played a leading role in driving flows of capital to where they need to go, and we welcome the focus on fuelling growth and supporting the just transition to net zero.

    The speech comes a week after British International Investment (BII), which is funded by the FCDO, launched a call for institutional investors to work with them to develop solutions that will boost the flow of private capital into emerging markets, which are often considered too risky by global investors, but can offer attractive investment opportunities for growth, diversification and impact for the climate transition.

    About the CIF & CCMM

    The Climate Investment Funds (CIF) were launched in 2008 to invest in Emerging Markets and Developing Economies (EMDEs) climate projects. To date, the CIF has leveraged over $64bn from $12.3bn of donor contributions, supporting over 400 projects in over 80 countries. The UK (led by DESNZ) is a leading donor and chairs its Joint Trust Fund Committee.

    The CIF Capital Markets Mechanism (CCMM) was launched by the Prime Minister at COP29, and the bonds were issued on the London Stock Exchange in January 2025. It is a new financial mechanism to leverage future loan repayments (reflows) from previous investments made under the CIF’s Clean Technology Fund (CTF), by issuing bonds on capital markets. 

    Examples of investments made by the CTF include:

    • In South Africa, CTF invested $430.9 million (with co-financing of $2.28 billion). Key achievements include supporting Sub-Saharan Africa’s first large-scale battery storage project and increasing clean energy share in the power grid. This has led to a reduction of 1 million tons of CO2 annually. Notable projects include the KaXu, Xina, and Khi solar plants and the 2023 launch of Africa’s largest battery energy storage system.
    • In Thailand, CTF invested $85.7 million (with co-financing of $1.1 billion). This funding supported over 480MW of solar and wind capacity, reducing 160,000 tons of CO2 annually. Over eight years, wind capacity increased seven-fold, and solar capacity more than doubled. CTF also helped finance the Theppana Wind Power Project and kickstarted the Solar Power Company Group to develop solar farms across northeastern Thailand.

    On 30–31 January 2025, Minister for Foreign Affairs Maria Malmer Stenergard visited Peru together with a business delegation. The visit highlights Sweden’s good relations and mutual trade interests with Peru.

    The visit took place in the capital, Lima, and was conducted together with a business delegation in the areas of mining and energy. Ms Malmer Stenergard met with Peru’s Prime Minister Gustavo Adrianzén, Minister of Foreign Affairs Elmer Schialer and Minister of Economy and Finance José Arista. Current foreign policy issues, Swedish-Peruvian trade relations and cooperation in areas such as sustainable mining were included in their discussions.

    Together with Peru’s Vice Minister of Mines and Energy, Ms Malmer Stenergard opened the Sweden-Peru Mining Summit. There are many Swedish businesses operating in Peru, and the Swedish Government sees good opportunities to strengthen cooperation in areas such as trade, mining and green transition.

    As announced on August 9, 2024, the Company received a letter from Nasdaq indicating that it was not in compliance with Nasdaq Listing Rule 5550(a)(2), as the closing bid price of its American Depositary Shares (the “ADSs”) had been below US$1.00 per ADS for the previous 30 consecutive business days.     On January 31, 2025, Nasdaq confirmed in the Compliance Notification that the closing bid price of the Company’s ADSs has been at US$1.00 per share or higher for the 10 consecutive business days from January 16, 2025 to January 30, 2025. Accordingly, the Company has regained compliance with the minimum bid price requirement, and the matter is now closed.

         The Transport Department (TD) today (February 3) reminded members of the public that, to facilitate the holding of the Hong Kong Marathon 2025 this Sunday (February 9), temporary road closures will be implemented at various locations in phases from Saturday (February 8) at 11.30pm and will be reopened subject to the progress of the race. It is anticipated all closed roads will be reopened by about 2pm on Sunday.      This year, the full and half marathon races will start at Nathan Road in Tsim Sha Tsui. The full marathon race will route through major road sections including Nathan Road (from Granville Road to Argyle Street), Argyle Street, Lin Cheung Road, West Kowloon Highway, Stonecutters Bridge, Nam Wan Tunnel, Ting Kau Bridge, Cheung Tsing Tunnel, Tsing Kwai Highway, the Western Harbour Crossing (WHC), Connaught Road West flyover, Lung Wo Road, Expo Drive, Hung Hing Road, Lockhart Road, Percival Street, Hennessy Road, Yee Wo Street and Sugar Street, and finish at Victoria Park. The half marathon race route will follow that of the full marathon race from the starting point at Nathan Road to Lin Cheung Road with the turning point at Tsing Kwai Highway and then rejoin the full marathon race route at West Kowloon Highway.      As for other races, the starting point will be set at different locations on Hong Kong Island while all the finishing points will be set at Victoria Park. The 10-kilometre race will start at the Island Eastern Corridor (IEC) near the exit/entrance of Central-Wan Chai Bypass Tunnel (CWBT) and run along the IEC eastwards to the turning point near Oi Tak Street and then return to the finishing point. The 10-kilometre wheelchair race will start at Wan Chai Sports Ground and route through Hung Hing Road, Expo Drive, Lung Wo Road and Central Ferry Piers area and then return to run along Lung Wo Road, Hung Hing Road, Marsh Road, Lockhart Road and Hennessey Road heading for the finishing point. The Wheelchair Trial and Leaders Cup will also start at Wan Chai Sports Ground and route through Hung Hing Road and Marsh Road and then rejoin the 10-km wheelchair race route heading for the finishing point.      According to the arrangements for the full and half marathon race routes, temporary closures of major road sections and their vicinities in Yau Tsim Mong area will be implemented extensively, including (i) the whole section of Nathan Road (in both directions) between Salisbury Road and Gascoigne Road, (ii) the northbound carriageway of Nathan Road between Gascoigne Road and Argyle Street, and (iii) the westbound carriageway of Argyle Street between Nathan Road and Tong Mi Road. The above road sections will be reopened at or before about 10.30am in phases, subject to the progress of the races. At the same time, public transport services in this area will also be subject to extensive adjustments. Members of the public heading to this area are advised to use railway services.      Moreover, since the full marathon will use the Kowloon-bound carriageways of Cheung Tsing Highway, Cheung Tsing Tunnel and Nam Wan Tunnel as the race route, vehicles on Lantau Link (Tsing Ma Bridge) heading to Kowloon will be diverted to use North West Tsing Yi Interchange, Tsing Yi North Coastal Road, Tsing Tsuen Road, Tsuen Wan Road, Kwai Chung Road, Cheung Sha Wan Road and Lai Chi Kok Road. It is anticipated that traffic congestion along North Lantau Highway, Tsing Ma Bridge and the vicinity of North West Tsing Yi Interchange may occur.      The above road closures will not affect vehicles from Hong Kong Island/Kowloon/New Territories East heading for Hong Kong International Airport and Lantau Island. Vehicles from the New Territories West to the airport and Lantau Island could travel via Tuen Mun-Chek Lap Kok Tunnel. Due to the closure of the Kowloon-bound carriageway of Ting Kau Bridge, vehicles travelling via Tuen Mun Road or Tai Lam Tunnel to the airport and Lantau Island will be diverted to use Tsuen Wan Road, Tsuen Tsing Interchange, Tsing Tsuen Road, Tsing Tsuen Bridge and Tsing Yi North Coastal Road to enter Tsing Ma Bridge.      During the races, the Kowloon-bound tube of the WHC will remain opened, while the Hong Kong-bound tube of the WHC will be temporarily closed from 0.45am on Sunday till about 1.15pm, subject to the progress of the races. Motorists in Kowloon West heading for Hong Kong Island are advised to use the Cross-Harbour Tunnel or Eastern Harbour Crossing (EHC). For the race routes in Causeway Bay, Yee Wo Street eastbound will be temporarily closed to serve as a race route. Most of the public transport services operating along Yee Wo Street (in the direction of North Point) will be diverted to use Percival Street, Leighton Road and Pennington Street during the closure period.      According to the arrangements for the 10-km race, both bound carriageways of the IEC between Victoria Park Road and Shau Kei Wan, and the CWBT linking to and from the IEC will be closed from 1.15am on Sunday in phases, and traffic will be diverted via appropriate alternative routes such as Connaught Road Central, Gloucester Road, King’s Road, Shau Kei Wan Road, etc. Traffic to and from the EHC will be diverted to the Sai Wan Ho or Kornhill exit/entrance. Depending on the progress of the races, different sections of the CWBT will be reopened in phases to minimise the impact on traffic. Upon the anticipated reopening of the IEC before noon, the section of the CWBT between Central and North Point will be reopened while the Wan Chai North exit from and entrance to the CWBT will be closed for most of the race time.      In connection with the road closure arrangements, starting from 11.15pm on Saturday until the reopening of the roads, 211 daytime bus routes and 33 daytime green minibus (GMB) routes will be subject to suspension, truncation or diversion, and the stopping points concerned of the affected bus and GMB services will be relocated accordingly in phases. Also, 49 overnight bus routes and six overnight green minibus routes to be affected by the road closures will be subject to the associated service adjustments. These affected bus routes include the cross-harbour routes and bus services operating in the following areas:     Hong Kong Island – bus routes operating along the IEC, the CWBT, in Central and Western District, Wan Chai and Causeway Bay areas;     Kowloon – bus routes operating along Nathan Road, Argyle Street, Shanghai Street, Jordan Road and Yau Tsim Mong areas; and New Territories – bus routes operating along Ting Kau Bridge, Cheung Tsing Highway, Cheung Tsing Tunnel and Nam Wan Tunnel.     The following bus termini and public transport interchanges on Hong Kong Island and in Kowloon will be suspended: Hong Kong Island – Tin Hau Station Public Transport Interchange, Expo Drive East Bus Terminus, Central Ferry Piers Bus Terminus and Whitfield Road Bus Terminus; and      Kowloon – China Ferry Terminal Public Transport Interchange and Star Ferry Bus Terminus.     To enable participants of the full/half marathon and 10-km races that start in the early morning to go to Tsim Sha Tsui or Causeway Bay, the first departures of eight rail lines of MTR services will be advanced suitably on Sunday, with the first departures on the Tuen Ma Line and East Rail Line to be operated at 3.25am. In addition, 28 special bus routes will also be operated to serve participants going to Tsim Sha Tsui and Causeway Bay on Sunday.      During the road closure period, bus stops, taxi stands, taxi pick-up/drop-off points, public light bus/GMB stands, roadside parking spaces and private car parks within the closed roads and their vicinities may be suspended subject to the situation.      The commencement time of the pedestrian precinct on Lockhart Road, East Point Road and Great George Street in Causeway Bay will be postponed to 3pm on Sunday subject to the road reopening situation in the vicinity of Causeway Bay.     Members of the public and tourists heading for Hong Kong-Macau Ferry Terminal, Hong Kong Station and Kowloon Station of the Airport Express Line, Hong Kong West Kowloon Station of the Guangzhou-Shenzhen-Hong Kong Express Rail Link, China Ferry Terminal (China Hong Kong City) or Ocean Terminal are advised to plan their journeys early to avoid any delays caused by road closures and traffic diversions.      The TD anticipates that the traffic at various locations on Hong Kong Island and in Kowloon and the New Territories will be more significantly congested when compared with normal Sundays, including:     Hong Kong Island – King’s Road, Shau Kei Wan Road, Victoria Park Road, Leighton Road, Hennessy Road, Gloucester Road, Queensway, Connaught Road Central, Aberdeen Tunnel (Wan Chai bound) and Central Ferry Piers areas;     Kowloon – Nathan Road and its vicinity, Argyle Street, Wylie Road, Gascoigne Road flyover, West Kowloon Corridor and Cross-Harbour Tunnel (both bounds), with a higher chance of long traffic queues along Gascoigne Road flyover and West Kowloon Corridor; and     New Territories – Lantau Link (Kowloon bound) and North West Tsing Yi Interchange.     Motorists should avoid driving to the above affected areas. In case of traffic congestion, they should exercise patience and drive with care, and follow the instructions of the Police on-site.      Members of the public should plan their journeys early and use alternative routes to avoid unexpected delays, and take railway services as far as possible. Public transport users are advised to pay attention to the arrangements of route diversions and changes of stop locations.      Other ad-hoc traffic and public transport measures, including adjusting the extent of road closures, traffic diversions, alterations and suspensions of public transport services, may be implemented by the Police on-site at short notice depending on the actual traffic and crowd conditions. The TD and the Police will closely monitor the traffic situation and implement appropriate measures whenever necessary.     The deadline for the transposition of a large part of Directive (EU) 2024/1711 amending Directives (EU) 2018/2001 and (EU) 2019/944 as regards improving the Union’s electricity market design expired on 17 January 2025. This Directive, which was drawn up in response to the energy price crisis and agreed a year ago, includes measures to achieve more stable electricity prices and provide consumers with greater transparency, agency and protection. An example of this is protection against disconnection from the electricity supply for vulnerable people or those subject to energy poverty.

    With this in mind, I would like to ask:

    • 1.Can the Commission report on the degree of transposition?
    • 2.Is the Commission evaluating measures to expedite matters in the event of problems with the transposition into national law? If so, what are these measures?
    • 3.Does the Commission intend to put in place additional measures to help transpose this directive through the announced Citizens Energy Package?

  • MIL-Evening Report: Labor’s dumping of Australia’s new nature laws means the environment is shaping as a key 2025 election issue

    Prime Minister Anthony Albanese has shelved the proposed reforms to Australia’s 25-year-old environment laws, citing a lack of parliamentary support for the changes.

    The decision breaks Labor’s 2022 election commitment to overhaul the protections. The Albanese government is now the latest in a string of governments that have tried and failed to reform the law known formally as the Environmental Protection and Biodiversity Conservation (EPBC) Act.

    This is despite two major independent reviews calling for wholesale change.

    Labor’s capitulation does not, however, change the facts. Australia’s natural environment is deteriorating rapidly. Laws are urgently needed to protect our nation’s valuable natural assets.

    Establishing effective laws is an investment that will benefit Australia’s biodiversity, economy, cultural values, health and wellbeing. Nature is now a key 2025 election issue.

    How did we get here?

    An independent review of the EPBC Act, known as the Samuel Review, was completed in 2020 under the former Coalition government. It found that without urgent changes, most of Australia’s threatened plants, animals and ecosystems will become extinct.

    Federal Environment Minister Tanya Plibersek promised to act on the review’s recommendations, via a plan Labor badged as “Nature Positive”.

    The centrepiece of reform is to set national environmental standards that would be overseen by an independent regulator and watchdog called Environmental Protection Australia (EPA). But reform was split into three stages.

    Stage one legislated for national markets in nature repair and expanded the requirement to assess potential impacts on water resources under the EPBC Act. The so-called “water trigger” now captures “unconventional gas” projects such as shale gas recovery in the Northern Territory’s Beetaloo Basin. The law passed in December 2023, but the markets are not yet functioning.

    Stage two of the reforms, including establishing a federal EPA, came before the Senate in late 2024. Plibersek had reportedly made a deal with the crossbench to secure passage. But this deal was scuttled by Albanese at the eleventh hour.

    Stage two was relisted for discussion in the upcoming first parliamentary sitting week of 2025, this week. But on Saturday, Albanese told The Conversation the government would, again, not be proceeding with the reform this term.

    The reforms have been delayed for so long that we are now closer to the next statutory review of the laws, due in 2029, than to the last one.

    Stage three, which covers the bulk of substantive reform recommended in the Samuel Review, is yet to be seen publicly.

    What will happen after the next election?

    Albanese must go to the polls by May 17, but there is speculation the election may be as early as March. So what is the likely fate of these environmental reforms in the next term?

    A Roy Morgan poll on Monday found if a federal election were held now, the result would be a hung parliament. So the result is looking tight.

    Government control of the Senate is rare. So whoever is in power after the election is very likely to rely on crossbench support for any reforms.

    Albanese has ruled out forming a coalition with the Greens or crossbenchers in the event of a hung parliament. However, Opposition Leader Peter Dutton says he would negotiate with independents to form government.

    A returned Albanese majority government would probably revisit the scuttled deal on stage two. With elections in the rear-view mirror, Albanese may be prepared to wear some political pain early in the next term to secure a deal. He would also still need to roll out the bulk of the Nature Positive reforms, the detail of which remains hidden behind a vague “stage three” banner.

    A minority Albanese government may face a tougher ask: demands from an environmentally progressive crossbench for major commitments to environmental reform in return for promises of support on budget and confidence.

    A Coalition government would be coming from a very different angle. Dutton has painted Nature Positive as a
    disaster” for the economy, expressing particular concern about impacts on the mining sector.

    The Coalition’s environmental agenda is increasingly focused on “cutting green tape” – in other words, reducing bureaucratic hurdles for developers – and repealing bans on nuclear power stations. Finding crossbench support in the Senate for this agenda could be challenging.

    The Greens have vowed to make environmental protection a key election issue, urging voters to cast their ballot for nature this election.

    A recent poll published by the Biodiversity Council shows 75% of Australians support strengthening national environmental law to protect nature. Only 4% are opposed and the rest are undecided.

    But converting a high level of broad support into votes is another thing altogether – especially during a cost-of-living crisis.

    Crystal clear consequences

    The political crystal ball remains cloudy. But when it comes to the state of Australia’s environment, the picture is clear.

    The environment continues to decline and the consequences are increasingly serious. These consequences extend beyond further irreversible loss and the increasing cost of environmental repair, to include the economic and social consequences of losing more of the natural assets on which our quality of life depends.

    The building blocks of successful reform are all on the table, where the Samuel Review put them in 2020.

    When will governments accept that kicking the can down the road is selling us all down the drain?

    In alignment with the project timeline, the FPSO Baobab Ivoirien MV10, operated by Canadian Natural Resources International (“CNRI”), ceased hydrocarbon production as scheduled on January 31, 2025. The final lifting of crude oil from the vessel is set to take place on or around February 6, 2025.

    The project team has commenced mobilization efforts, deploying the necessary workforce support vessels and equipment to facilitate the safe disconnection of the FPSO. The vessel is planned to be wet towed to the shipyards in Dubai for refurbishment upon departure from the field on March 24, 2025.

    Acting Secretary Kolb:

    We write expressing deep concerns regarding the Department of Energy’s (DOE) recent unlawful actions to halt programs that are imperative to the Department’s mission of ensuring America’s security and prosperity by addressing the nation’s energy, environmental, and nuclear challenges through transformative science and technology solutions. The Department’s actions to halt these programs will immediately contribute to rising energy costs for families and businesses, and they are a dereliction of the Department’s responsibility to carry out duly enacted spending laws.

    President Trump’s January 20, 2025, Executive Order 14154 seems to direct all agencies to immediately pause the disbursement of any funds appropriated through the Inflation Reduction Act (IRA) or the bipartisan Infrastructure Investment and Jobs Act (IIJA). The President’s Executive Order has abruptly frozen funding for an extremely broad array of investments in American communities, causing widespread chaos and confusion for American businesses and communities and threatening to raise energy costs for American families. The Trump administration’s memo freezing vast swaths of federal funds, its failed attempt to clarify the scope of the memo, and its subsequent rescission of the memo have created mass chaos and added to the confusion about what investments are currently being blocked. Today, our understanding is that much of the Departmental funding is still frozen. Moreover, the attached Department of Energy’s Secretarial Order on January 20, 2025, and the attached follow-up January 27, 2025, memorandum, paused all personnel actions; procurement announcements and actions; funding actions; release of reports, studies, congressional correspondence, and public announcements; Federal Register notices; and actions under the National Environmental Policy Act. Together, these actions halt a vast array of the Department’s essential programs—programs American families and businesses are counting on. 

    These actions will devastate programs that reduce energy consumption and increase affordability. Your administration will be raising energy costs for families and businesses and threatening to kill thousands of jobs. Continuing to freeze these investments—or permanently blocking them—will unravel critical progress the Department has made and cost American households and businesses dearly. Since 1980, energy efficiency technologies and improvements—made possible by programs like those currently halted by this administration—have saved Americans approximately $800 billion in energy costs. 

    Stopping these programs is taking money from the pockets of Americans. For example, the Home Energy Rebates programs, funded by the IRA, has been putting money directly back in the hands of American households. The rebates help consumers save money on select home improvement projects that can lower energy bills by providing up to $14,000 per household in rebates. It is estimated that these programs will save households up to $1 billion per year on energy bills and support over 50,000 U.S. jobs. The President’s attempt to freeze the Home Energy Rebates Program means these costs will fall back on American consumers. 

    In addition to raising energy costs for American families, the President’s Executive Order is illegal. The President may not unilaterally decide to ignore the laws passed by Congress and stop funding for programs just because he disagrees with their goals. The Government Accountability Office, the Department of Justice Office of Legal Counsel (including in an opinion written by future Chief Justice of the Supreme Court William H. Rehnquist), and the Supreme Court of the United States have all disavowed the notion of some “inherent Presidential power to impound,” as some in the Administration, as well as pending Administration nominees, have tried to argue without legal or textual basis.

    Not only does the Constitution vest the power of the purse with Congress and provide no power to the President to impound funds, but there have been several bedrock fiscal statutes enacted to protect Congress’ constitutional power of the purse and prevent unlawful executive overreach, including the Antideficiency Act and the Impoundment Control Act of 1974 (ICA). The ICA prohibits any action or inaction that precludes Federal funds from being obligated or spent, either temporarily or permanently, without following the strictly circumscribed requirements of that law. 

    Given the importance of these programs, the unlawful actions ordered by this Administration, and the dubious actions that have been undertaken by the Department, we request additional information about the Department’s implementation of Executive Order 14154, the referenced Secretarial Order, and other related actions.

     

    Regarding Executive Order 14154, please provide answers to the following questions:

    Regarding the Secretarial Order dated January 20, 2025, please provide answers to the following questions:

    • Is ongoing work for operations at the National Labs, facilities, and other DOE sites permitted at this time or are these facilities under review as well? If so, how long will this review last? Will these labs, facilities, and sites be notified of the scope of the review?
    • Please provide a list of obligations already incurred by DOE for which the Secretarial Order now prohibits liquidating legal liabilities already incurred by the Federal government.
    • Will DOE reimburse non-Federal recipients for invoices submitted for work already performed that predates the Secretarial Order? What about for ongoing or halted work that has not yet been invoiced? If reimbursements will not be provided in either case, please provide the legal justification for failing to meet the obligations of contracts with non-Federal recipients.
    • What is the status and scope of the reviews of studies, reports, and announcements?
    • What is the guidance on processing internal and external reprogramming actions?
    • What is the status of reviewing routine reauthorizations of existing contracts and cooperative agreements?

    Additionally, please provide answers to the following questions:

    • Have any federal employees been terminated since January 20, 2025? If so, how many and in which organizations?
    • Have any federal employees been furloughed since January 20, 2025? If so, how many and in which organizations?
    • Have any federal employees been put on administrative leave since January 20, 2025? If so, how many and in which organizations?
    • Have any federal employees received notices of future required administrative leave, furloughs, or reductions in force since January 20, 2025? If so, how many and in which organizations?

    We ask for your response to our questions no later than February 7, 2025.

    Finally, we want to remind you of your oversight obligations under appropriations law.  Members of Congress of both parties have worked together to craft provisions instituting common-sense transparency and accountability measures. All executive branch agencies must proactively alert the Appropriations and other appropriate House and Senate Committees when apportionments are not made in required time periods, are approved only with conditions, or may hinder the prudent obligation of apportionments or the execution of a program, project, or activity. Agencies are also required to report all violations of the ICA to Congress. Finally, agencies may not prohibit or prevent any federal employee from having direct communication with any Member, committee, or subcommittee of Congress. All federal employees must be free to communicate directly with Congress, whether Congress has requested that communication or not.

    We hope you will work with us—not against us—to lower energy costs and help create good-paying jobs, but we demand that you follow the law as intended.

  • MIL-OSI USA: NH Delegation Urges Trump to Halt Planned Tariffs on Canada and Mexico, Citing Likelihood of Increasing Energy and Food Prices for Families in the Middle of Winter

    The New Hampshire delegation is sending a letter to President Donald Trump urging him not to impose 25 percent tariffs on Canada, the Granite State’s largest trading partner, and Mexico. Sweeping tariffs would dramatically increase costs for families in New Hampshire and around the nation. Home heating oil is New Hampshire’s largest import from Canada, and these tariffs are estimated to drive up energy prices for families in the middle of winter. It would also increase costs for essential items like groceries, housing, cars, and more. Click here to read the full letter.

    In part, the delegation wrote: “During your campaign, you promised to ‘bring down the price of everything.’ Despite that promise, sweeping tariffs would be a tax on Americans that raises the cost of everything from cars and gas to housing and groceries. Tariff costs would be passed on to our consumers and businesses through higher costs for goods and services.”

    They continued: “For the more than 350,000 households in New Hampshire who rely on heating oil, propane and wood to keep their homes warm and comfortable, adding these costs would be particularly cruel in the middle of a winter that has seen recent temperatures reach 20 below zero. Home heating oil is New Hampshire’s largest import from Canada, not because we don’t produce enough in the United States, but because it makes logistical and economic sense. The National Energy & Fuels Institute (NEFI), which represents wholesale and retail liquid heating fuel distributors throughout the Northeast, estimates that tariffs could increase heating costs by at least $375 per winter for a home in New Hampshire.”

    They concluded: “These taxes would raise families’ grocery bills, too. The type of broad tariffs you’ve proposed could raise food costs by $200 per year for the average household. That’s because the U.S. imports 38 percent of our fresh vegetables, 60 percent of our fresh fruit, and more than 99 percent of our coffee. This is the last thing families need when they’re already struggling with record high prices for eggs or coffee […] We urge you to focus on bringing down prices and reconsider the wisdom of placing sweeping tariffs on imports that would raise prices for our constituents.”

    After the November election, a multitude of business leaders verified that, if the President placed sweeping tariffs as promised, they’d be forced to raise prices on consumers. The CEO of Best Buy said, “the vast majority of that tariff will probably be passed on to the consumer as a price increase.” The CFO of Walmart said, “there will probably be cases where prices will go up for consumers.” The CEO of Columbia Sportswear said, “we’re set to raise prices” and “it’s going to be very, very difficult to keep products affordable.” The CEO of AutoZone said, “if we get tariffs, we will pass those tariff costs back to the consumer.” The President of a Texas-based Lipow Oil Associates said, “The prices at the pump are going to go up.”

    A greener future: final sustainability collaborations guide released by the ACCC 

    On 18 December 2024, the ACCC released its final guide on sustainability collaborations.

    The guide is intended to alert businesses of when competition law risks may arise when considering sustainability collaborations (and when they are unlikely to do so), as well as the exemptions that may be available for collaborations in the public interest.

    The ACCC has sought to clarify its views on the operation of competition laws for such collaborations, acknowledging the importance of ensuring that businesses do not unnecessarily limit participation in lawful sustainability collaborations.

    The guide includes a 5 step checklist for businesses considering sustainability collaborations to help assess whether competition laws are likely to apply.

    Updates to the immunity policy for cartel conduct

    On 18 December 2024, the ACCC announced that it had updated its ‘ACCC immunity and cooperation policy for cartel conduct‘ (the Immunity Policy).

    The updates are intended to increase transparency about how the Immunity Policy is administered by the ACCC, and to update and clarify the requirements for immunity applicants.

    It is now a criteria for corporate conditional immunity (and corporate derivative conditional immunity) from ACCC-initiated civil proceedings that the corporation has implemented measures, or undertaken to implement measures, to mitigate the risk of future non-compliance with the CCA.

    The updated policy also confirms that, at the proffer stage, the ACCC will not generally permit representatives of an immunity applicant to attend ACCC interviews with a derivative immunity applicant. The ACCC will provide the immunity applicant with sufficient information to enable it to:

    • understand how its immunity application is progressing; and
    • identify and provide further material relevant to its immunity application.

    However, the ACCC will not otherwise disclose to the immunity applicant or its legal representatives the questions asked or the evidence given by a derivative immunity applicant.

    ACCC alleges price fixing cartel against Defence contractors and senior executives 

    In December 2024, the ACCC commenced civil cartel proceedings in the Federal Court against Spotless Facility Services (Spotless), Ventia Australia (Ventia) and four senior executives for alleged price fixing in relation to the supply of estate maintenance and operation services to the Department of Defence (Defence).

    Spotless and Ventia provide services to major Defence force bases under billion-dollar contracts. The ACCC alleges that, on three occasions between April 2019 and August 2022, Spotless and Ventia made or attempted to make arrangements or understandings containing provisions that had the purpose, effect or likely effect of fixing, controlling or maintaining the price at which Spotless, Ventia and a third company, BGIS, would supply these services to Defence. Spotless and Ventia are also alleged to have given effect to some of these arrangements or understandings.

    The three arrangements or understandings are alleged to have involved:

    • the exchange of text messages about what BGIS and Spotless would charge Defence;
    • communications between Spotless, Ventina and BGIS regarding seeking additional compensation from Defence; and
    • meetings in which one of the senior executives said words to the effect that Spotless, Ventia and BGIS should jointly ask Defence to pay a project management fee.

    The ACCC is seeking declarations, civil penalties, and costs against Spotless and Ventia and the four senior executives, as well as qualification orders against three of the senior executives.

    Viva Energy’s proposed acquisition of LOC Global not opposed subject to divestiture

    On 12 December 2024, the ACCC confirmed that it will not oppose (subject to undertakings) Viva Energy Group’s (Viva) proposed acquisition of the remaining 50% interest in LOC Global (LOC) from New World Corporation (NWC).

    LOC is a joint venture between Viva and NWC (with a 50% stake each) that operates over 100 ‘Liberty’ branded retail fuel and convenience sites across Australia. Viva conducts downstream fuel refining, importing, distribution and marketing in Australia. It is also the exclusive supplier of Shell-branded fuels and lubricants in Australia. Viva Energy and LOC overlap in the supply of retail fuel across metropolitan and/or regional locations in local markets across SA, Victoria, WA, NSW, Queensland and NT.

    In the absence of the undertaking, the ACCC was concerned that the proposed acquisition would reduce competition in certain local areas in Adelaide, Darwin, regional Queensland and regional Victoria, where LOC and Viva Energy compete closely and where there are few remaining competitors to constrain Viva.

    Viva committed to divest 14 retail fuel and convenience sites to Solo Oil Corporation (a wholly owned subsidiary of NWC).

    Furniture frenzy: Koala Living fined for false and misleading statements about consumer rights 

    Koala Living has paid a $56,340 fine after being issued three infringement notices by the ACCC for making false and misleading statements regarding consumers’ rights under the consumer guarantees and available remedies for faulty products.

    Koala Living has admitted to incorrectly informing consumers that:

    • remedies for faulty products were only available within a 72-hour period after purchase or the period of the manufacturer’s warranty;
    • Koala Living could independently determine the type of remedy provided for minor or major faults; and
    • delivery charges were not refundable.

    The ACCC’s investigation was initiated in response to consumer complaints. Koala Living has given a court-enforceable undertaking under which Koala Living has committed to:

    • provide additional compensation (amounting to 20% of the purchase price) to consumers to whom Koala Living represented that a consumer’s right to seek remedies for faulty products was limited to 72 hours and have not yet received a remedy;
    • establish a competition and consumer law compliance program and review and update its internal policies, procedures, complaints handling practices and training to ensure ACL compliance; and
    • publish corrective notices.

    Cleared for takeoff: Virgin and Qatar granted ACCC interim authorisation for cooperative conduct

    On 29 November 2024, the ACCC granted interim authorisation to Virgin Australia (Virgin) and Qatar Airways (Qatar) to engage in cooperative conduct under an integrated alliance. Subject to certain exceptions:

    • Qatar will become Virgin’s exclusive interline, codeshare and loyalty partner headquartered in the Middle East or Türkiye; and
    • Virgin will become Qatar’s exclusive interline, codeshare and loyalty partner headquartered in Australia.

    The ACCC has granted interim authorisation to allow Virgin and Qatar enough lead time to undertake the necessary planning discussions, marketing, selling and system alignment to permit Virgin to commence flying the new services by June 2025 if authorisation is ultimately granted.

    Virgin and Qatar have provided a court-enforceable undertaking under which they have committed to:

    • offering tickets to the new service as ‘subject to regulatory approval’ to ensure consumers are made aware of the nature of the tickets they are purchasing; and
    • if authorisation is not ultimately granted, re-accommodate passengers who purchased tickets for the new service during the period of interim authorisation.

    Interim authorisation remains in place until it is revoked, the application for authorisation is withdrawn, or the date the ACCC’s final determination comes into effect. A draft determination from the ACCC is expected in February 2025, with the final determination expected in March-April 2025. The parties are seeking authorisation for five years.

    Bicameral Bill Would Codify the Existence of the Youth Advisory Council at the EPA and Establish Youth Councils at Key Environmental Agencies

    WASHINGTON, D.C. — Today, Congressman Maxwell Alejandro Frost (D-FL) introduced a new bill in the House of Representatives, the Youth Climate Leadership Act, legislation to cement the existence of the National Environmental Youth Advisory Council (NEYAC) at the Environmental Protection Agency (EPA) and to create more youth advisory councils at relevant federal agencies. Frost’s bill comes as President-Elect Donald Trump has vowed to gut and rollback climate protections once back in the White House.

    Under President Biden, EPA Administrator Regan created the Youth Advisory Council with the goal of ensuring the next generation of Americans had a seat at the table when it came to tackling the climate crisis and ensuring the U.S. is a global leader in the fight to protect our environment. Since then the council has been composed of young people from all over the country who are focused on putting forth comprehensive solutions that can be implemented at the federal level.

    The Youth Climate Leadership Act has already been introduced in the Senate by Senators Laphonza Butler (D-CA) and Ed Markey (D-MA). Frost’s introduction now means that both the Senate and the House could act swiftly to pass the legislation and ensure the President can sign it into law. 

    “By creating the Youth Advisory Council at the EPA, we ensured that for the first time ever, young people would be centered and heard in our fight to tackle the climate crisis. This is about leaving the planet a better place than we found it, for our present and for our future,” said Congressman Maxwell Frost. “The incoming Administration has made it clear that saving our environment is not a priority. The work the Youth Council and the EPA have done has changed our country for the better and put young people at the helm. We must act swiftly to do everything we can to protect the progress we have made.”

    “The decisions we make – or don’t make – today to address our climate crisis will have lifelong impacts on the youngest Americans. To prepare for the future, the next generation of leaders must take a seat at the table now,” said Senator Laphonza Butler. “The Youth Climate Leadership Act will make sure that the federal government listens to young people’s voices as we fight to achieve our nation’s climate goals.”

    The Youth Climate Leadership Act directs the Secretaries of Agriculture, Commerce, Energy, and Interior, as well as the Administrator of the Environmental Protection Agency, to establish Youth Advisory Councils made up of young people between the ages of 16 and 29 for the purpose of providing recommendations regarding environmental issues as they relate to youth, including:

    • Recommendations regarding programs to help local governments address environmental issues in disadvantaged communities;

    • Recommendations regarding performance measures to quantify the impact of climate change and other environmental harms that affect youth communities; and

    • Researching, writing reports on, and making recommendations with a focus on environmental justice, climate change mitigation and resilience, and pollution reduction.

    The bill provides $250,000 annually to each agency for the purposes of operating the Youth Advisory Councils, for total annual funding of $1.25 million.

    The legislation has also been endorsed by the Sierra Club, Environmental Defense Fund, Center for Biological Diversity, River Kidz, Florida Native Plant Society, Latino Outdoors, Moms Clean Air Force, California Environmental Voters.

    “Youth voices must be uplifted when it comes to climate policy,” said Jackie Ostfeld, Campaign Director of Sierra Club’s Outdoors for All. “Not only will this provide valuable experience to put our young people in a good position as the next generation of decision makers, these policy decisions have a direct impact on their futures. They deserve to play a part in deciding what that future is. We have already seen the ambition and drive young climate activists have. This is a wonderful move by Representative Frost to invest in the nation’s future and acknowledge the role that youth voices can have in shaping climate policy.”

    Next five years is seen as a unique opportunity to realize ‘Sabka Vikas’, said the Union Minister for Finance & Corporate Affairs, Smt. Nirmala Sitharaman while presenting the Union Budget 2025-26 in Parliament today. In her budget speech, the Union Finance Minister emphasized on stimulating balanced growth of all regions.

    The Minister highlighted that our economy is the fastest-growing among all major global economies. Our development track record of the past 10 years and structural reforms have drawn global attention. Confidence in India’s capability and potential has only grown in this period, the Minister added.

    The Union Budget 2025-26 highlights Government’s efforts to accelerate growth, secure inclusive development, invigorate private sector investments, uplift household sentiments, and enhance spending power of India’s rising middle class.

    Specifying Agriculture, MSME, Investment, and Exports to be four powerful engines in journey of development, the Minister underlined that this budget aims to initiate transformative reforms across six domains. During the next five years, the domains of Taxation, Power Sector, Urban Development, Mining, Financial Sector and Regulatory Reforms will augment our growth potential and global competitiveness. The Finance Minister said that in the journey of development, “Our Reforms” is the fuel; where, “Inclusivity” is a guiding spirit; and the “Viksit Bharat” is the destination.

    Focussing on Garib, Youth, Annadata and Nari in her Union Budget 2025-26 speech, the Union Finance Minister underscored on proposed development measures spanning ten broad areas. These are namely, Spurring Agricultural Growth and Productivity; Building Rural Prosperity and Resilience; Taking Everyone Together on an Inclusive Growth path; Boosting Manufacturing and Furthering Make in India; Supporting MSMEs; Enabling Employment-led Development; Investing in people, economy and innovation; Securing Energy Supplies; Promoting Exports; and Nurturing Innovation.

    The Union Minister observed that “Viksit Bharat” encompasses zero-poverty; hundred per cent good quality school education; access to high-quality, affordable, and comprehensive healthcare; hundred per cent skilled labour with meaningful employment; seventy per cent women in economic activities; and farmers making our country the ‘food basket of the world’.

    Union Minister of Finance and Corporate Affairs, Smt. Nirmala Sitharaman, while presenting the Budget 2025-2026 in the Parliament today said that a Nuclear Energy Mission for research & development of Small Modular Reactors (SMR) with an outlay of  ` 20,000 crore will be set up. At least 5 indigenously developed SMRs will be operationalized by 2033, she informed.

    Smt. Sitharaman highlighted that development of at least 100 GW of nuclear energy by 2047 is essential for our energy transition efforts. For an active partnership with the private sector towards this goal, amendments to the Atomic Energy Act and the Civil Liability for Nuclear Damage Act will be taken up.

    The Budget also proposes that states will be incentivized for electricity distribution reforms and augmentation of intra-state transmission capacity. This will improve financial health and capacity of electricity companies. The Minister informed that additional borrowing of 0.5 per cent of GSDP will be allowed to states, contingent on these reforms.

    Union Minister for Finance and Corporate Affairs Smt Nirmala Sitharaman presented Union Budget 2025-26 in the Parliament today. The highlights of the budget are as follows:

    Budget Estimates 2025-26

    • The total receipts other than borrowings and the total expenditure are estimated at ₹ 34.96 lakh crore and ₹ 50.65 lakh crore respectively.
    • The net tax receipts are estimated at ₹ 28.37 lakh crore.
    • The fiscal deficit is estimated to be 4.4 per cent of GDP.
    • The gross market borrowings are estimated at ₹ 14.82 lakh crore.
    • Capex Expenditure of ₹11.21 lakh crore (3.1% of GDP) earmarked in FY2025-26.

    AGRICULTURE AS THE 1ST ENGINE OF DEVELOPMENT

    Prime Minister Dhan-Dhaanya Krishi Yojana – Developing Agri Districts Programme

    • The programme to be launched in partnership with the states, covering 100 districts with low productivity, moderate crop intensity and below-average credit parameters, to benefit 1.7 crore farmers.

    Building Rural Prosperity and Resilience

    • A comprehensive multi-sectoral programme to be launched in partnership with states to address under-employment in agriculture through skilling, investment, technology, and invigorating the rural economy.
    • Phase-1 to cover 100 developing agri-districts.

    Aatmanirbharta in Pulses

    • Government to launch a 6-year “Mission for Aatmanirbharta in Pulses” with focus on Tur, Urad and Masoor.
    • NAFED and NCCF to procure these pulses from farmers during the next 4 years.

    Comprehensive Programme for Vegetables & Fruits

    • A comprehensive programme to promote production, efficient supplies, processing, and remunerative prices for farmers to be launched in partnership with states.

    Makhana Board in Bihar

    • A Makhana Board to be established to improve production, processing, value addition, and marketing of makhana.

     

    National Mission on High Yielding Seeds

    • A National Mission on High Yielding Seeds to be launched aiming at strengthening the research ecosystem, targeted development and propagation of seeds with high yield, and commercial availability of more than 100 seed varieties.

    Fisheries

    • Government to bring a framework for sustainable harnessing of fisheries from Indian Exclusive Economic Zone and High Seas, with a special focus on the Andaman & Nicobar and Lakshadweep Islands.

    Mission for Cotton Productivity

    • A 5-year mission announced to facilitate significant improvements in productivity and sustainability of cotton farming, and promote extra-long staple cotton varieties.

    Enhanced Credit through KCC

    • The loan limit under the Modified Interest Subvention Scheme to be enhanced from ₹ 3 lakh to ₹ 5 lakh for loans taken through the KCC.

    Urea Plant in Assam

    • A plant with annual capacity of 12.7 lakh metric tons to be set up at Namrup, Assam.

    MSMEs AS THE 2ND ENGINE OF DEVELOPMENT

    Revision in classification criteria for MSMEs

    • The investment and turnover limits for classification of all MSMEs to be enhanced to 2.5 and 2 times respectively.

    Credit Cards for Micro Enterprises

    • Customized Credit Cards with ₹ 5 lakh limit for micro enterprises registered on Udyam portal, 10 lakh cards to be issued in the first year.

    Fund of Funds for Startups

    • A new Fund of Funds, with expanded scope and a fresh contribution of ₹ 10,000 crore to be set up.

    Scheme for First-time Entrepreneurs

    • A new scheme for 5 lakh women, Scheduled Castes and Scheduled Tribes first-time entrepreneurs to provide term-loans upto ₹ 2 crore in the next 5 years announced.

    Focus Product Scheme for Footwear & Leather Sectors

    • Government to arrange for identity cards, registration on e-Shram portal and healthcare under PM Jan Arogya Yojna, for gig-workers.

    • A policy for recovery of critical minerals from tailings to be brought out.

    • ‘BharatTradeNet’ (BTN) for international trade to be set-up as a unified platform for trade documentation and financing solutions.

    National Framework for GCC

    REFORMS AS FUEL: FINANCIAL SECTOR REFORMS AND DEVELOPMENT

    FDI in Insurance Sector

    • The FDI limit for the insurance sector to be raised from 74 to 100 per cent, for those companies which invest the entire premium in India.

    Credit Enhancement Facility by NaBFID

    • NaBFID to set up a ‘Partial Credit Enhancement Facility’ for corporate bonds for infrastructure.

    Grameen Credit Score

    • Public Sector Banks to develop ‘Grameen Credit Score’ framework to serve the credit needs of SHG members and people in rural areas.

    PART B

     

    DIRECT TAX

     

    • No personal income tax payable upto income of Rs 12 lakh (i.e. average income of Rs 1 lakh per month other than special rate income such as capital gains) under the new regime.
    • This limit will be Rs 12.75 lakh for salaried tax payers, due to standard deduction of Rs 75,000.
    • The new structure will substantially reduce the taxes of the middle class and leave more money in their hands, boosting household consumption, savings and investment.
    • The new Income-Tax Bill to be clear and direct in text so as to make it simple to understand for taxpayers and tax administration, leading to tax certainty and reduced litigation.
    • Revenue of about ₹ 1 lakh crore in direct taxes will be forgone.

     

    • Revised tax rate structure

     

    • In the new tax regime, the revised tax rate structure will stand as follows:

    • TDS/TCS rationalization for easing difficulties

     

    • Rationalization of Tax Deduction at Source (TDS) by reducing number of rates and thresholds above which TDS is deducted.
    • The limit for tax deduction on interest for senior citizens doubled from the present Rs 50,000 to Rs 1 lakh.
    • The annual limit of Rs 2.40 lakh for TDS on rent increased to Rs 6 lakh.
    • The threshold to collect tax at source (TCS) on remittances under RBI’s Liberalized Remittance Scheme (LRS) increased from Rs 7 lakh to Rs 10 lakh.
    • The provisions of the higher TDS deduction will apply only in non-PAN cases.
    • Decriminalization for the cases of delay of payment of TCS up to the due date of filing statement.

     

     

    • Reducing Compliance Burden

     

    • Reduction of compliance burden for small charitable trusts/institutions by increasing their period of registration from 5 years to 10 years.

     

    • The benefit of claiming the annual value of self-occupied properties as nil will be extended for two such self-occupied properties without any condition.

     

    • Ease of Doing Business

     

    • Introduction of a scheme for determining arm’s length price of international transaction for a block period of three years.
    • Expansion of the scope of safe harbour rules to reduce litigation and provide certainty in international taxation.
    • Exemption of withdrawals made from National Savings Scheme (NSS) by individuals on or after the 29th of August, 2024.
    • Similar treatment to NPS Vatsalya accounts as is available to normal NPS accounts, subject to overall limits.

     

    • Employment and Investment

     

    Tax certainty for electronics manufacturing Schemes

     

    • Presumptive taxation regime for non-residents who provide services to a resident company that is establishing or operating an electronics manufacturing facility.
    • Introduction of a safe harbour for tax certainty for non-residents who store components for supply to specified electronics manufacturing units.

     

    Tonnage Tax Scheme for Inland Vessels

     

    The benefits of existing tonnage tax scheme to be extended to inland vessels registered  under the Indian Vessels Act, 2021 to promote inland water transport in the country.

     

     

    • Extension for incorporation of Start-Ups

    Extension of the period of incorporation by 5 years to allow the benefit available to start-ups incorporated before 1.4.2030.

     

     

    • Alternate Investment Funds (AIFs)

     

    Certainty of taxation on the gains from securities to Category I and Category II AIFs which are undertaking investments in infrastructure and other such sectors.

     

     

    • Extension of investment date for Sovereign and Pension Funds

     

    Extension of the date of making investments in Sovereign Wealth Funds and Pension Funds by five more years, to 31st March, 2030, to promote funding from them to the infrastructure sector.

     

     

    INDIRECT TAX

    Rationalisation of Customs Tariff Structure for Industrial Goods

    Union Budget 2025-26 proposes to:

    1. Remove seven tariff rates. This is over and above the seven tariff rates removed in 2023-24 budget. After this, there will be only eight remaining tariff rates including ‘zero’ rate.
    2. Apply appropriate cess to broadly maintain effective duty incidence except on a few items, where such incidence will reduce marginally.
    3. Levy not more than one cess or surcharge. Therefore Social Welfare Surcharge on 82 tariff lines that are subject to a cess, exempted.

    Revenue of about ₹ 2600 crore in indirect taxes will be forgone.

    Relief on import of Drugs/Medicines

    • 36 lifesaving drugs and medicines fully exempted from Basic Customs Duty (BCD).
    • 6 lifesaving medicines to attract concessional customs duty of 5%.
    • Specified drugs and medicines under Patient Assistance Programmes run by pharmaceutical companies fully exempted from BCD; 37 more medicines added along with 13 new patient assistance programmes.

    Support to Domestic Manufacturing and Value addition

    • Critical Minerals :
      • Cobalt powder and waste, the scrap of lithium-ion battery, Lead, Zinc and 12 more critical minerals fully exempted from BCD.
    • Textiles:
      • Two more types of shuttle-less looms fully exempted textile machinery.
      • BCD rate on knitted fabrics revised from “10% or 20%” to “20% or ` 115 per kg, whichever is higher.
    • Electronic Goods:
      • BCD on Interactive Flat Panel Display (IFPD) increased from 10% to 20% .
      • BCD reduced to 5% on Open Cell and other components.
      • BCD on parts of Open Cells exempted.
    • Lithium Ion Battery:
      • 35 additional capital goods for EV battery manufacturing, and 28 additional capital goods for mobile phone battery manufacturing exempted.
    •  Shipping Sector
      • Exemption of BCD on raw materials, components, consumables or parts for the manufacture of ships extended for another ten years.
      • The same dispensation to continue for ship breaking.
    • Telecommunication
      • BCD reduced from 20% to 10% on Carrier Grade ethernet switches.

    Export Promotion

    • Handicraft Goods:
      • Time period for export extended  from six months to one year, further extendable by another three months, if required.
      • Nine items added to list of duty-free inputs.
    • Leather sector:         
      • BCD on Wet Blue leather fully exempted.
      • Crust leather exempted from 20% export duty.
    • Marine products:
      • BCD reduced from 30% to 5% on Frozen Fish Paste (Surimi) for manufacture and export of its analogue products.
      • BCD reduced from 15% to 5% on fish hydrolysate for manufacture of fish and shrimp feeds.
    • Domestic MROs for Railway Goods
      • Railways MROs to benefit similar to the aircraft and ships MROs in terms of import of repair items.
      • Time limit extended for export of such items from 6 months to one year and made further extendable by one year.

    Trade facilitation

    • Time limit for Provisional Assessment
      • For finalising the provisional assessment, time-limit of two years fixed, extendable by a year.
    • Voluntary Compliance:
      • A new provision introduced to enable importers or exporters, after clearance of goods, to voluntarily declare material facts and pay duty with interest but without penalty.
    • Extended Time for End Use:
      • Time limit for the end-use of imported inputs in the relevant rules extended from six months to one year.
      • Such importers to file only quarterly statements instead of a monthly statement.

    The Indian Navy will host the inaugural edition of the Indian Navy Half Marathon (INHM), on 02 Feb 25 at New Delhi.

    Over ten thousand participants are expected to compete across three race categories: 21.1 km, 10 km and 5 km runs, making it an inclusive event for runners of all calibers and backgrounds. This landmark event is being organised in partnership with IDFC FIRST Bank.

    Preparations are underway to deliver an unforgettable experience for every participant. The event will be hosted at the Jawaharlal Nehru Stadium, with the race route covering India Gate and the historic Kartavya Path.     • The Government of India has significantly increased budget allocations, rising from ₹11,915.22 crore in 2008-09 to ₹1,22,528.77 crore in 2024-25, demonstrating its commitment to the sector.
    • Food grain production has surged from 204.6 million tonnes (2004-05) to an estimated 332.3 million tonnes (2023-24), with enhanced productivity and Minimum Support Price (MSP) revisions ensuring better farmer incomes.
    • The MSP for paddy and wheat has grown from ₹850 and ₹1,080 per quintal in 2008-09 to ₹2,300 and ₹2,425 per quintal in 2023-24 respectively. Additionally, the total MSP paid to farmers for paddy and wheat has surged from ₹4.40 lakh crore and ₹2.27 lakh crore in 2004-13 to ₹12.51 lakh crore and ₹5.44 lakh crore in 2014-24 respectively.
    • Key farmer-centric initiatives include PM-KISAN (₹3.46 lakh crore disbursed), PMFBY (₹1.65 lakh crore in claims), and e-NAM, which has integrated 1,400+ mandis for better market access. The Agricultural Infrastructure Fund (AIF) has sanctioned ₹52,738 crore for over 87,500 projects to improve post-harvest management.
    • The government’s millet promotion efforts have boosted production, while institutional credit expansion, Kisan Credit Card (KCC) growth, and agricultural R&D investments continue to transform the sector.

     

    Agriculture serves as the backbone of India’s economy, playing a pivotal role in ensuring food security, providing employment, and contributing to overall economic development. It supports the livelihoods of a significant portion of the population and remains vital to India’s socio-economic fabric. Recognizing its importance, the Government of India has implemented various initiatives and significantly increased budget allocations to strengthen the sector.

    Enhanced Budget Allocation

    The budget estimates for the Department of Agriculture, Cooperation & Farmers Welfare was  ₹11,915.22 Crore in 2008-09. The budget forDepartment of Agriculture and Farmers’ Welfare  increased to ₹21,933.50 Crore in 2013-14 and further advanced to ₹1,22,528.77 Crore in 2024-25, reflecting the government’s commitment to agricultural development.

    Increased Food Grain Production

    India’s foodgrain production has seen a steady rise over the years, reflecting improvements in agricultural productivity and policy support. In 2004-05, total foodgrain production stood at 204.6 million tonnes. (4th advance estimates) This increased to 252 million tonnes in 2014-15 and further surged to an estimated 332.3 million tonnes in 2023-24.

    Gross Area Under Major Crops

    In 2004-05, the total area under foodgrain crops was 120.2 million hectares ( 4th advance estimates). This expanded to 124.3 million hectares in 2014-15 and reached 132.1 hectares in 2023-24

    Annual Growth Rate of Real Gross Value Added (GVA) at Basic Prices 

    The annual growth rate of real GVA in the agriculture, forestry, and fishing sector has shown fluctuations over the years. In 2004-05, it was recorded at 1.4%, slightly declining to 1.2% in 2014-15. However, the sector has gained momentum in recent years, with the growth rate rising to an estimated 2.1% in 2023-24. This reflects improved efficiency, mechanization, and diversification in agricultural activities.

    Real Gross Value Added (GVA) in Agriculture (₹ Crore at Constant Prices)

    The real GVA for agriculture, forestry, and fishing has demonstrated substantial growth, showcasing the sector’s increasing contribution to the economy. In 2004-05, the GVA stood at ₹13.85 lakh crore, which rose to ₹18.94 lakh crore in 2014-15 and further increased to an estimated ₹26.42 lakh crore in 2023-24( PE). This consistent rise highlights the sector’s resilience and its vital role in India’s economic development.

    Increase in productivity

    Food Grain Procurement

    1. The decade from 2014-15 to 2023-24 witnessed an impressive 6900 LMT of paddy procurement, a substantial increase from the 4590 LMT procured in the preceding ten years (2004-05 to 2013-14).
    1. Similarly, wheat procurement has seen a substantial surge, thanks to proactive planning and meticulous execution. The procurement increased from 2140 LMT in 2004-05 to 2013-14 to 3072 LMT in 2014-23.

    Minimum Support Price (MSP) Enhancements

    1. Government has increased the MSP for all mandated Kharif, Rabi and other commercial crops with a return of at least 50 per cent over all India weighted average cost of production from 2018-19. 
    2. The MSP for paddy (common) has risen from ₹850 per quintal in 2008-09 (with an additional incentive of ₹50 per quintal) to ₹1,310 per quintal in 2013-14, and further to ₹2,300 per quintal in 2023-24.
    1. MSP for wheat has also seen consistent growth, rising from ₹1,080 per quintal in 2008-09 to ₹1,400 per quintal in 2013-14, and reaching ₹2,425 per quintal in 2023-24.
    1. The MSP paid to farmers for paddy also saw a threefold increase, from ₹4.40 lakh crore in 2004-13 to a staggering ₹12.51 lakh crore in 2014-24.
    2. The MSP paid to farmers for wheat procurement also saw a steep rise from ₹2.27 lakh crore in 2004-13 to ₹5.44 lakh crore in 2014-24, ensuring greater financial stability for wheat farmers across the country

     

    Income Support through PM-KISAN

    Launch of PM-KISAN in 2019 an income support scheme providing ₹ 6000 per year in 3 equal instalments. So far, more than  ₹ 3.46 lakh Crore has been disbursed to over 11 Crore farmers through 18 instalments.

    Pradhan Mantri Kisan Maandhan Yojana

    PMKMY is a central sector scheme, is a voluntary and contributory pension scheme for the entry age group of 18 to 40 years with a provision of  ₹ 3000/- monthly pension on attaining the age of 60 years, subject to exclusion criteria. Since the inception of the scheme, over 24.67 lacs small and marginal farmers have joined the PMKMY scheme.

    Pradhan Mantri Fasal Bima Yojana (PMFBY)

    1. was launched in 2016 addressing problems of high premium rates for farmers and reduction in sum insured due to capping. In past 8 Years of implementation. In past 8 Years of implementation, 63.11 Crore farmer applications have been  enrolled and over 18.52 Crore (Provisional) farmer applicants have received claims of over ₹ 1,65,149 Crore. During this period nearly 32,482 Crore were paid by farmers as their share of premium against which claims over 1,65,149 Crore (Provisional) have been paid to them. Thus, for every ₹100 of premium paid by farmers, they have received about ₹ 508 as claims.

    Institutional credit for agriculture sector

    1. Since the inception of the scheme, a total of 1,285.37 lakh KCCs had been issued till 2012-13, which increased to 1,895.81 lakh by March 31, 2019 (PE). 
    1. In the last 10 years, Rs 1.44 lakh Crore of Interest Subsidy has been released on Kisan Credit Card loans. It has risen nearly 2.4 times, from ₹6,000 Crore in 2014-15 to ₹14,252 crore in 2023-24.

           

    1. Institutional credit flow to agriculture has risen nearly three times since 2014-15, rising from ₹ 8.5 lakh Crore to ₹ 25.48 lakh Crore in 2023-24. Short-term agriculture credit has more than doubled, increasing from ₹ 6.4 lakh Crore in 2014-15 to ₹ 15.07 lakh Crore in 2023-24.

                    

    1. The proportion of Small and Marginal Farmers accessing agriculture loans grew from 57% in 2014-15 to 76% in 2023-24.

     

    e-NAM

    The Department has integrated 1410 mandis with e-NAM since inception across 23 States & 4 UTs. As on 31st December 2024, 1.79 Crore farmers & 2.63 lakh traders have been registered on e-NAM portal. Total volume of 11.02 Crore MT & 42.89 Crore numbers (bamboo, betel leaves, coconut, lemon & sweet corn) collectively worth approximately Rs. 4.01 lakh Crore of trade has been recorded on e-NAM platform.

    Agricultural Infrastructure Fund

    A One Lakh Crore, Agriculture Infrastructure Fund (AIF) scheme was launched with an objective to mobilize a medium – long term debt financing facility for investment in viable projects for post-harvest management infrastructure and community farming assets through incentives and financial support in order to improve agriculture infrastructure in the country. As on  27.12.2024, 52,738 Crore have been sanctioned for 87,548 projects under AIF, out of this total sanctioned amount 39,959 Crore are covered under scheme benefits. These sanctioned projects have mobilized an investment of 86,798 Crore in agriculture sector.

    Millets: Superfood of India

    During the budget Announcement 2023-24, a “Global R&D Hub for millets in India” was announced with a total budget outlay of 250 Crore during 2023-24 to 2025-26. for making India a Global R&D Hub.

    Key Achievements

    1. Millet production has increased in the last 1 year, reaching 175.72 lakh tonnes in 2023-24 (Final Estimate) from 173.21 lakh tonnes in 2022-23.
    2. Productivity has increased by 7% from 1248 Kg/ha to 1337 Kg/ha between 2019 and 2024 (Final Estimate).
    3. 25 seed hubs have been established in collaboration with ICAR, ensuring the availability of high-quality seeds of improved millet varieties.
    4. Procurement of 7.8 lakh tonnes of millets during the kharif marketing season of 2023-24

    These efforts have led to substantial improvements in food grain production, increased income for farmers, enhanced credit facilities, and better crop insurance. As a result, the agriculture sector continues to evolve and thrive, securing India’s position as a global leader in agricultural production and export.

    Spurring agricultural growth and productivity is one of the development measures proposed in the Union Budget 2025-26. Agriculture is one of the four powerful engines amongst MSME, Investment and Exports, stated Union Minister of Finance and Corporate Affairs, Smt. Nirmala Sitharaman, while presenting the Union Budget 2025-26, in the Parliament today.

    Specific proposals proposed in the Union Budget to strengthen productivity and resilience in agriculture are as follows:

    Prime Minister Dhan-Dhaanya Krishi YojanaDeveloping Agri Districts Programme:

    The Union Finance Minister stated that motivated by the success of the Aspirational Districts Programme, the Government will undertake a ‘Prime Minister Dhan-Dhaanya Krishi Yojana’ in partnership with states. Through the convergence of existing schemes and specialized measures, the programme will cover 100 districts with low productivity, moderate crop intensity and below-average credit parameters. The programme aims to enhance agricultural productivity; adopt crop diversification and sustainable agriculture practices; augment post-harvest storage at the panchayat and block level; improve irrigation facilities and facilitate availability of long-term and short-term credit. This programme is likely to help 1.7 crore farmers.

     

    Building Rural Prosperity and Resilience:

    A comprehensive multi-sectoral ‘Rural Prosperity and Resilience’ programme will be launched in partnership with states, added the Union Finance Minister. This will address under-employment in agriculture through skilling, investment, technology, and invigorating the rural economy. The goal is to generate ample opportunities in rural areas so that migration is an option, but not a necessity. She further added that the programme will focus on rural women, young farmers, rural youth, marginal and small farmers, and landless families. The programme aims in catalyzing enterprise development, employment and financial independence for rural women; accelerating creation of new employment and businesses for young farmers and rural youth; nurturing and modernizing agriculture for productivity improvement and warehousing, especially for marginal and small farmers and diversifying opportunities for landless families. The Union Finance Minister further highlighted that the global and domestic best practices will be incorporated and appropriate technical and financial assistance will be sought from multilateral development banks. In Phase-1, 100 developing agri-districts will be covered.

     

    Aatmanirbharta in Pulses:

    Smt. Nirmala Sitharaman highlighted that the Government is implementing the National Mission for Edible Oilseed for achieving atmanirbhrata in edible oils. The Government made concerted efforts and succeeded in achieving near self-sufficiency in pulses. Farmers responded to the need by increasing the cultivated area by 50 per cent and Government arranged for procurement and remunerative prices. Since then, with rising incomes and better affordability, consumption of pulses has increased significantly. She further emphasized that the Government will launch a 6-year “Mission for Aatmanirbharta in Pulses” with a special focus on Tur, Urad and Masoor. The Mission will place emphasis on development and commercial availability of climate resilient seeds; enhancing protein content; increasing productivity; improving post-harvest storage and management and assuring remunerative prices to the farmers. Central agencies (NAFED and NCCF) will be ready to procure these 3 pulses, as much as offered during the next 4 years from farmers who register with these agencies and enter into agreements.

     

    Comprehensive Programme for Vegetables & Fruits:

    The Union Finance Minister said that it is encouraging that people are increasingly becoming aware of their nutritional needs. It is a sign of a society becoming healthier. With rising income levels, the consumption of vegetables, fruits and Shree-Anna is increasing significantly. A comprehensive programme to promote production, efficient supplies, processing, and remunerative prices for farmers will be launched in partnership with states. She further added that appropriate institutional mechanisms for implementation and participation of farmer producer organizations and cooperatives will be set up.

     

    Grameen Credit Score:

    The Union Finance Minister stated that Public Sector Banks will develop ‘Grameen Credit Score’ framework to serve the credit needs of SHG members and people in rural areas.

    The Prime Minister Shri Narendra Modi delivered his remarks on the Union Budget 2025-26 via video message today. Highlighting that today marked an important milestone in the journey of India’s development, Shri Modi remarked that this budget reflects the aspirations of 140 crore Indians and fulfills the dreams of every citizen. He highlighted that several sectors were opened up for the youth, and the common citizen will drive the mission of Viksit Bharat (Developed India). The Prime Minister emphasized that this budget is a force multiplier which would increase the savings, investment, consumption, and growth. He congratulated the Union Minister for Finance and Corporate Affairs, Smt. Nirmala Sitharaman and her team for this ‘People’s Budget’. 

    Prime Minister remarked that typically, the focus of the budget is on how to fill the Government’s treasury. However, he said this budget focused on how to fill the pockets of the citizens, increase their savings, and make them partners in the country’s development. He emphasized that this budget lays the foundation for these goals.

    “Significant steps have been taken towards reforms in this budget”, said Shri Modi and highlighted the historic decision to promote the private sector in nuclear energy. He added that civil nuclear energy will ensure a significant contribution to the country’s development in the future. He emphasized that all employment sectors were given priority in the budget. Pointing out two major reforms that will bring significant changes in the coming time, Shri Modi said that  granting infrastructure status to shipbuilding will boost the construction of large ships in India, accelerating the Atmanirbhar Bharat Abhiyaan and including hotels at 50 tourist destinations under the infrastructure category will significantly boost tourism, providing new energy to the hospitality sector, which is the largest employment sector. The Prime Minister stated that the country was progressing with the mantra of “Vikas bhi, Virasat bhi” (Development and Heritage). He mentioned that significant steps were taken in this budget to preserve one crore manuscripts through the launch of the Gyan Bharatam Mission. Additionally, a National Digital Repository inspired by Indian knowledge traditions will be created.

    Remarking that the announcements made in the budget for farmers will lay the foundation for a new revolution in the agricultural sector and the entire rural economy, Shri Modi highlighted that under the PM Dhan-Dhanya Krishi Yojana, irrigation and infrastructure development will take place in 100 districts. He emphasized that increasing the limit of the Kisan Credit Card from ₹3 lakh to ₹5 lakh will provide greater assistance to farmers.

    Highlighting that the budget has exempted income up to ₹12 lakh from tax, the Prime Minister said tax reductions were made for all income groups, which will greatly benefit the middle class and those who have been newly employed. 

    “The budget has a 360-degree focus on manufacturing to strengthen entrepreneurs, MSMEs, and small businesses, creating new jobs”, emphasised the Prime Minister. He highlighted that sectors like clean tech, leather, footwear, and the toy industry had received special support under the National Manufacturing Mission. He stressed that the goal was clear to ensure Indian products to shine in the global market.

    Pointing that the budget places special emphasis on creating a vibrant and competitive investment environment in the states, Shri Modi  highlighted the announcement to double the credit guarantee for MSMEs and startups. He mentioned the introduction of a scheme to provide loans up to ₹2 crore without guarantee for SC, ST, and women first- time entrepreneurs. He emphasized the significant announcement for gig workers, with their registration on the e-Shram portal for the first time, enabling them to access healthcare and other social security schemes. The Prime Minister stated that this reflects the Government’s commitment to the dignity of labor. He highlighted that regulatory and financial reforms, such as Jan Vishwas 2.0, will strengthen the commitment to minimum government and trust-based governance.

    Concluding his address, the Prime Minister remarked that this budget not only addresses the current needs of the country but also helps in preparing for the future. He highlighted the initiatives for startups, including the Deep Tech Fund, Geospatial Mission, and Nuclear Energy Mission. He extended his congratulations to all citizens for this historic budget.

    India’s energy security is a cornerstone of its economic and environmental strategy, with a strong push toward renewable energy and self-reliance. As of January 2025, the country’s non-fossil fuel energy capacity has reached 217.62 GW. The CCDC Wind Initiative has significantly enhanced wind energy development, leading to 48.16 GW of installed capacity. The National Green Hydrogen Mission, launched in 2023, is positioning India as a global leader in hydrogen energy with investments exceeding ₹8 lakh crore. The National Solar Mission has propelled solar energy growth, with installed capacity rising from 9.01 GW in 2016 to 97.86 GW in 2025. Additionally, PM-KUSUM and PM Surya Ghar Muft Bijli Yojana are accelerating solar adoption among farmers and households. These efforts, supported by substantial government funding and policy measures, highlight India’s commitment to achieving energy security while reducing carbon emissions. By leveraging technological advancements and strategic investments, India is on a path toward a cleaner, more resilient energy future.

    CCDC Wind Initiative

    About the Scheme:

    Launched in June 2020, the Centralized Data Collection and Coordination (CCDC) Wind Initiative aims to advance India’s wind energy development by improving wind resource assessment through accurate data collection and research. The initiative provides valuable insights for project developers, helping them identify the most promising locations for wind energy projects. It supports the efficient implementation of large-scale wind energy projects and encourages investments in the wind sector. The Government, through National Institute of Wind Energy (NIWE), has installed over 800 wind-monitoring stations all over country and issued wind potential maps at 50m, 80m and 100m above ground level. As on 30 January 2024, India’s cumulative wind power capacity stands at 48.16 GW.

    Objective:

    • Facilitate wind energy development through centralized data collection and research.
    • Provide accurate wind resource assessment for better site identification.
    • Promote private sector investments and public-private partnerships in wind energy projects.

     

     

    Key Achievements:

     

    • Enhanced wind resource mapping has contributed to the successful identification of over 50 potential wind energy sites nationwide.
    • Contributed to the development of over 10 GW of new wind energy capacity from 2020-2024, increasing India’s wind energy capacity by 30%.
    • Significant growth in wind energy capacity, from 1.86 GW in March 2004 and 21.04 GW in December 2014 to 48.16 GW in January 2025, reflecting the initiative’s impact.
    • In 2024, the Union Cabinet approved a Rs. 7,453 crore Viability Gap Funding (VGF) scheme to set up India’s first offshore wind energy projects. The scheme includes Rs. 6,853 crores for 1 GW of offshore wind capacity (500 MW each off the coasts of Gujarat and Tamil Nadu) and Rs. 600 crores for port upgrades to support logistics for these projects.

    National Green Hydrogen Mission

    About the Scheme:

    Launched in January 2023, the National Green Hydrogen Mission is an ambitious initiative aimed at transitioning India towards a hydrogen-based economy. The scheme focuses on the development of indigenous technology for green hydrogen production, infrastructure for storage, transportation, and utilization. By promoting hydrogen as a clean energy source, the mission aims to position India as a global leader in green hydrogen production and export, thereby driving sustainability and reducing dependence on fossil fuels. With over Rs. 8 lakh crores in total investments, green hydrogen capacity is expected to reach 5 million metric tons by 2030. This is expected to create 6 lakh jobs by 2030.

    Objective:

    • Making India a leading producer and supplier of Green Hydrogen in the world.
    • Creation of export opportunities for Green Hydrogen and its derivatives.
    • Reduction in dependence on imported fossil fuels and feedstock.
    • Development of indigenous manufacturing capabilities.
    • Attracting investment and business opportunities for the industry.
    • Creating opportunities for employment and economic development.
    • Supporting R&D projects.

     

     

    Key Achievements:

    • ₹19,744 crore allocated for the mission’s implementation, with a focus on infrastructure development and technology innovation. The Mission has an outlay of ₹600 crore for FY 2024-25.
    • Establishment of 3 hydrogen production hubs in key locations across the country.
    • Tenders awarded to companies for 4.12 lakh tonnes per annum green hydrogen production.
    • Development of key policies and financial incentives, with 50% subsidy on electrolyser manufacturing and hydrogen production. Selection of manufacturers for 1,500 MW electrolyser capacity was also conducted in 2024.
    • The International Conference on Green Hydrogen (ICGH – 2023) took place in New Delhi from 5th to 7th July, 2023, featuring global participation from industry, academia, and government.
    • From 18th to 22nd March, 2024, India hosted the 41st International Partnership for Hydrogen and Fuel Cells in the Economy (IPHE) Meeting in New Delhi, fostering collaboration on clean hydrogen technologies.
    • From September 11-13, 2024, the 2nd International Conference on Green Hydrogen (ICGH) in New Delhi emphasized advancements in green hydrogen technology and India’s leadership in the sector.
    • The year 2024 also witnessed India’s innovative renewable energy solutions being showcased on international platforms such as the World Hydrogen Summit 2024 in Rotterdam, Netherlands.

     

    National Solar Mission (NSM)

     

    About the Scheme:

    Launched in January 2010, NSM is a major initiative to promote ecological sustainable growth while addressing India’s energy security challenges. It is also a major contribution by India to the global effort to meet the challenges of climate change. In order to achieve the above target, Government of India have launched various schemes to encourage generation of solar power in the country like Solar Park Scheme, VGF Schemes, CPSU Scheme, Defence Scheme, Canal bank & Canal top Scheme, Bundling Scheme, Grid Connected Solar Rooftop Scheme etc.

     

    Objectives:

    • Establish India as a global leader in solar energy by creating the policy conditions for solar technology diffusion across the country as quickly as possible.
    • Achieve the Nationally Determined Contributions (NDCs) target to achieve about 50 percent cumulative electric power installed capacity from non-fossil fuel-based energy resources and to reduce the emission intensity of its GDP by 45 percent from 2005 level by 2030.

     

    Off-Grid Solar PV Programme:

    Off-grid Solar PV Applications Programme is one of the oldest programmes of the Ministry aimed at providing solar PV-based applications in areas where grid power is either not available or is unreliable. Applications such as solar home lighting systems, solar street lighting systems, solar power plants, solar pumps, solar lanterns and solar study lamps are covered under the programme.

     

    Solar Grid Connected Programme:

    Government of India have launched various schemes to encourage generation of solar power in the country like Solar Park Scheme, VGF Schemes, CPSU Scheme, Defence Scheme, Canal bank & Canal top Scheme, Bundling Scheme, Grid Connected Solar Rooftop Scheme etc. Various policy measures are also undertaken to promote the grid connected solar power plants. By 2023, India achieved 5th rank in the world in solar power deployment.

    • In March 2016, the total installed solar capacity was 9.01 GW and by March 2024, the total installed solar capacity stood at 81.81 GW. *As of 28 January 2025, the total installed solar capacity is 97.86 GW.
    • As of March 2024, the total estimated solar potential of the country stood at 748.98 GW.
    • As of March 2024, there are a total of 58 solar parks in India with a sanctioned capacity of 40 GW, in contrast to March 2016, when there were only 34 solar parks with 20 GW sanctioned capacity.
    • In March 2016, there was only 90.8 MV installed solar capacity under the Rooftop PV and Small Solar Power Generation Programme (RPSSGP). In March 2024, the total installed capacity has reached 11,503 MV.
    • In 2024, for off-grid projects, India has 17.23 lakh solar home lights, 84.59 solar lamps, 9.44 lakh solar street lights and an installed capacity of 216.86 GW from solar power plants. This has increased from 2016, when 13.96 lakh solar home lights, 4.42 lakh solar street lights and 172.45 GW of installed solar capacity from power plants.

    PM-KUSUM Scheme: (Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan)

    About the Scheme:

    Launched in March 2019, the PM-KUSUM Scheme supports farmers by offering financial assistance for installing solar-powered irrigation systems, including solar pumps and grid-connected solar power plants. By shifting to solar energy, the scheme also helps to reduce carbon emissions and improve energy access in rural agricultural areas. Under the Scheme, central government subsidy upto 30% or 50% of the total cost is given for the installation of standalone solar pumps and for the solarization of existing grid-connected agricultural pumps.

     

    Objective:

    • Promote solar energy adoption among farmers by subsidizing solar-powered irrigation.
    • Reduce dependency on diesel pumps, leading to lower fuel costs and improve energy access in rural agricultural areas.
    • Enhance income generation through surplus solar energy sales.

     

     

    Key Achievements:

     

    • Over 6.1 lakh solar pumps installed nationwide by December 2024, as compared to 3.3 lakh solar pumps installed by December 2021.
    • 35 lakh grid-connected agriculture pumps solarized.
    • As of June 2024, more than 4 lakh farmers nationwide have benefited from the PM-KUSUM scheme.

     

     

    • Under Components B and C of PM-KUSUM: 30% CFA provided (or 50% for North Eastern/Hilly regions/Islands) for installing standalone agriculture pumps and solarizing grid-connected pumps.
    • About 11.34 GW of solar energy capacity has been installed during January to November 2024.

     

    PM Surya Ghar Muft Bijli Yojana

    About the Scheme:

    Launched in February 2024, the PM Surya Ghar Muft Bijli Yojana, the world’s largest domestic rooftop solar initiative, is designed to promote rooftop solar energy adoption in residential areas. By providing financial incentives and subsidies for solar panel installation, the scheme enables households to generate their electricity, reducing their dependence on the national grid and lowering electricity bills. The initiative has a bold vision to supply solar power to one crore households by March 2027.

    Objective:

    • Encourage rooftop solar adoption in residential sectors.
    • Provide financial incentives and subsidies for solar panel installation.
    • Enable households to generate their own electricity, reducing dependency on the grid.
    • Reduce electricity bills by allowing households to generate and sell surplus solar energy to the grid.

     

    Key Achievements:

     

    • Increased participation in the distributed solar energy ecosystem, with over 1 lakh homes installing rooftop panels in the first year.

     

     

    • Households benefiting from 20-30% reduction in electricity bills due to self-generated solar power.
    • Within just 10 months of PMSGMBY, 7 lakh installations have been achieved—an average of 70,000 per month. This marks a ten-fold increase in monthly installations compared to the average of 7,000 per month prior to the launch of the scheme in February 2024.
    • States such as Gujarat, Maharashtra, Kerala, and Uttar Pradesh have demonstrated exceptional progress, reflecting robust infrastructure and stakeholder collaboration.
    • Issuance of Operational Guidelines for the ‘Model Solar Village’ scheme, with a total outlay of ₹800 crore, granting ₹1 crore grant for the winning village in each district. It aims to promote solar energy adoption and make villages self-reliant in energy. Villages with populations over 5,000 (or 2,000 in special states) can compete based on their renewable energy capacity.

  • MIL-OSI Australia: Streamlining infrastructure between government and industry

    Since releasing the NSW Government Action Plan: A ten point commitment to the construction sector (the Ten Point Commitment) in 2018, the construction sector has undergone significant change. Having met the challenges of unpredictable external factors like COVID-19, extreme weather and geopolitical instability, the construction sector continues to grapple with supply chain constraints, rising material costs, labour shortages and skills gaps, increasing pressure to reduce carbon emissions and adapting to technological change.

    In recognition of this, at the end of last year, Infrastructure NSW published the NSW Government Principles for Partnership with the Construction Industry (the Principles), which will replace the Ten Point Commitment.

    The Principles aim to streamline the delivery of infrastructure projects by bolstering cooperation between the NSW Government and construction industry participants to face these challenges together. The refreshed Principles signal an increased government focus on local industry, growing a skilled and diverse Australian construction workforce and embedding decarbonisation into procurement processes.

    In this Insight, we cover:

    • what the seven Principles are;
    • how they compare against the Ten Point Commitment; and
    • how these Principles can be used to secure success for your projects.

    Key takeaways

    • While the Ten Point Commitment focused on government action to improve the delivery of NSW’s infrastructure pipeline, the new Principles invite greater collaboration between government and industry.

    The story so far: why were the Principles introduced?

    In 2018, through the Ten Point Commitment, the NSW Government made the following commitments in relation to the procurement and delivery of the NSW infrastructure pipeline:

    1. procure and manage projects in a more collaborative way;
    2. adopt partnership-based approaches to risk allocation;
    3. standardise contracts and procurement methods;
    4. develop and promote a transparent pipeline of projects;
    5. reduce the cost of bidding;
    6. establish a consistent NSW Government policy on bid cost contributions;
    7. monitor and reward high performance;
    8. improve the security and timeliness of contract payments;
    9. improve skills and training; and
    10. increase industry diversity.

    In the six years since then, the construction sector has been heavily impacted by evolving market conditions, including:

    The Principles seek to refresh the Ten Point Commitment in light of these changing market conditions. Infrastructure NSW and its member agencies are also devising an implementation plan to ensure that the Principles are implemented effectively, although a release date for this plan is yet to be announced.

    The next chapter: the Principles for Partnership with the Construction Industry

    Before diving into the detail of the Principles, there are two key differences between the Ten Point Commitment and Principles in the NSW Government’s approach to setting down principles for partnership with the construction industry:

    • While the Ten Point Commitment focused on government commitments, the Principles place a much greater focus on collaboration between government and industry. Each principle has three components: (1) the objectives to be achieved, (2) the actions that the NSW Government commits to, and (3) the actions that industry partners are invited to take. As such, the Principles go further than its predecessor by inviting actions for participants, not just government.
    • While the Ten Point Commitment focused on streamlining and optimising the procurement and delivery process for infrastructure projects in NSW, the Principles have a much broader focus on the general health of the construction supply chain in NSW, with four of the seven Principles geared towards developing a healthy, sustainable, local industry and a workforce that can attract and retain employees. The Principles also integrate other social and sustainability goals, including in relation to housing and decarbonisation.

    Turning to the detail, the seven Principles are:

    The NSW Government has committed to promoting the local construction industry by signalling early opportunities for local manufacturing, establishing new functions to boost participation (such as the Future Jobs and Investment Authority), mandating tender weighting towards local content, job creation, SME participation and ethical supply chains, expanding the Industry Capability Network portal and providing opportunities to the local workforce. It remains to be seen how mandating tender weighting towards local content at the state level will interact with Australia’s obligations under its free trade agreements.

    The Principles also prioritise the development of local off-site and prefabricated manufacturing to support the delivery of the NSW Government’s housing objectives.

    The Principles aim to support worker safety and wellbeing by improving safety and culture in the construction industry. Notably, the Principles include a government promise to update the WHS Management Guidelines for Construction to reflect the need to protect psychosocial safety, in addition to physical safety. This Principle seems particularly germane given the Federal Government’s decision to place the construction arm of the CMFEU into administration after allegations of corruption and bullying resurfaced in August last year.

    The Principles also request that industry partners update their subcontract and supply chain arrangements to include safety and wellbeing expectations. The NSW Government will consider a company’s performance against this metric when awarding future work opportunities.

    This principle seeks to simplify procurement processes, and in turn, boost productivity, by committing to:

    • enhancing tender processes to reduce the cost of bidding (for example, by allowing reliance on technical documents);
    • involving stakeholders earlier in project development to avoid over-engineering (which may involve capping the amount of pre-tender, internal design at, for example, 30%);
    • streamlining government processes by harmonising requirements and standards with other jurisdictions (for example, in the area of trade qualifications) and promoting whole-of-government GC21 (D&C) standard form contracts; and
    • encouraging innovation in contractual arrangements and exploring uses for modern methods of construction (eg prefabrication).

    It will be particularly interesting to see which NSW Government departments, if any, allow reliance on tender documents and choose to cap pre-tender design, given this has been a point of discussion between government and industry for some time now.

    This principle also focuses on opportunities to harness digitisation to increase productivity by streamlining data creation and management, and deploying digital tools in project design, procurement and delivery.

    The NSW Government has committed to improving diversity and ensuring high-quality training across the construction industry. Practically, this will be implemented by prioritising construction skills in the 2024-2028 NSW Skills Plan and supporting vocational training courses, amongst other things.

    This Principle aligns with a nationwide push to increase skills in the construction industry – the Federal Government committed $90.6 million towards upskilling the construction and housing sector in the 2024-25 Federal Budget, and is considering the implementation of a National Energy Workforce Strategy after receiving submissions during August and September 2024 on the same.

    The Principles’ overall focus on investing in skills and jobs is made explicit in Principle 5, which aims to enhance industry culture and diversity (and therefore retention). Women only constitute 2% of qualified construction trade workers in Australia – this is a marginal improvement from the ‘1-2%’ recorded in the Ten Point Commitment (but less than the ‘doubling’ that was targeted in that Commitment). The NSW Government proposes to introduce a Culture in Construction Taskforce and pilot programs under a draft Culture Standard for the Construction Industry to collate data and implement measures to improve diversity. It will be interesting to see how this Principle will play out in the NSW market, given the rolling back of similar diversity, equality and inclusion programs in the US federal and private sectors.

    The NSW Government is also proposing a whole-of-government Contractor Performance Reporting system to deliver enhanced insights into culture and diversity in the industry. In an effort to promote work-life balance, industry partners have been asked to adopt workforce flexibility plans, with a view to achieving working weeks of ≤50 hours per week and a five-day work week where possible, or a 5 in 7 day work week. While this is a noble ambition, the Principle does not explain how industry partners will be supported to achieve this ambition in light of the increasing prevalence of painshare/gainshare models and the long-staying ‘stick’ of liquidated damages for late delivery, which incentivise timely completion.

    Like the Ten Point Commitment, the Principles reiterate the NSW Government’s focus on achieving value for money, and delivering projects on time and on budget. However, the Principles also acknowledge that contractors have been facing increased financial capacity constraints and, as such, seek to foster collaborative risk allocation and transparency in relation to financial capacity to ensure the sustainability of each project throughout its lifecycle.

    To achieve this, the NSW Government has committed to:

    • monitoring the financial capacity of its contractors, with a view to identifying and mitigating capacity risks;
    • sizing its contract packages to accommodate a diverse range of contractors;
    • improving the guidance available to contractors in relation to financial capacity assessments; and
    • tailoring its security requirements to contractors’ financial capacity risk profiles and revising payment frequencies, where appropriate, to assist with cashflow.

    At this stage, there are still open questions about whether ‘tailored’ security means that contractors will be required to put up less security (to alleviate financing costs) or more security (to guard against contractor insolvencies). However, a shift in government payment frequencies would certainly support the construction industry by improving cash flow and reducing reliance upon (and the cost of) lines of credit. A new gold standard in public infrastructure contracts may lead to a shift away from monthly payment terms more broadly.

    The Principles acknowledge that decarbonising infrastructure delivery will be critical to the NSW Government realising its commitment to net zero by 2050, and its interim emission reduction targets of 50% and 70% by 2030 and 2035. As such, the NSW Government has committed to considering the carbon impact of each project in its existing infrastructure decision-making processes and challenging the need for new infrastructure, where possible.

    The NSW Government will also provide a consistent approach to measuring carbon across different asset types and will mandate a measurement of embodied carbon emissions to be included in the business case, planning approval, design and procurement and practical completion requirements of each project. These commitments sit alongside the measures in the Decarbonising Infrastructure Delivery Policy and Measurement Guidance, released by the NSW Government in April 2024, and join the groundswell of momentum towards better carbon reporting and transparency in both the government and private sectors (see our Insight on mandatory climate-related financial disclosures).

    Renewed commitments: the similarities between the Ten Point Commitment and the Principles

    Some aspects of the Principles reiterate or build upon the NSW Government’s existing commitments under the Ten Point Commitment. For example:

    Shifting priorities: the differences between the Ten Point Commitment and the Principles

    On the other hand, the Principles also herald some new areas of focus, with much stronger commitments around decarbonisation and workforce culture. The key differences between the Ten Point Commitment and the Principles include:

    • Decarbonisation: while the Ten Point Commitment is silent on decarbonisation, the Principles set out specific measures that the NSW Government will implement to track and report on embodied carbon within its infrastructure projects. This shift reflects the broader changes in global environmental commitments, regulation and stakeholder expectations in the last six years.
    • Gender diversity and equity:while the Ten Point Commitment acknowledged the need to boost diversity within the workforce, the Principles particularly focus on women’s participation in the construction industry. For example, the NSW Government has committed to considering a company’s progress towards citation by the Workplace Gender Equality Agency (WGEA) as a ‘Gender equitable employer of choice’ as part of the tender process.
    • Workforce culture: whereas the Ten Point Commitment sought to reward ‘high performing’ contractors exhibiting ‘key behaviours and values expected of good clients and contractors’, the Principles go beyond that by explicitly calling out the need to improve psychosocial safety and wellbeing on construction sites. Industry participants are asked to incorporate these expectations within their downstream and supply chain arrangements, and will be assessed on their performance in respect of future opportunities for work.
    • Financial sustainability: with the rise in contractor insolvencies in the last six years, the Principles purport to have a much greater focus on assessing and improving the financial capacity of contractor entities than the Ten Point Commitment.
    • Innovation and digital practices: the Principles have embraced the potential for digital tools to improve productivity much more explicitly than the Ten Point Commitment (which did not mention technology or digital practices at all). The Principles push for standardised data and baseline productivity metrics to be developed, alongside accelerated implementation of digital practices and tools across the lifecycle of the project.

    What’s next?

    While there is some overlap between the Ten Point Commitment and the Principles, the Principles demonstrate a clear shift in priority towards addressing some of the more structural issues facing the Australian construction industry (particularly around skills shortages, workforce retention and financial capacity).

    Collaboration between industry and government (at both the state and federal levels) will be imperative in achieving a coordinated response to these structural issues and bolstering the local construction industry. Decarbonisation has also emerged as a key priority for partnership with the construction industry. This priority aligns with the increasing focus more generally on reducing emissions in hard-to-abate industries as corporations and governments chase down their decarbonisation targets.

    Infrastructure NSW will track progress against the Principles for Partnership in its annual Progress Report, as it has previously done with the Ten Point Commitment.
