    Consistent with the deep and longstanding relationship between the United States and the Republic of Korea, the two countries reached a significant outcome on November 1, advancing their cooperation on civil nuclear energy by initialing a Memorandum of Understanding (MOU) on Principles Concerning Nuclear Exports and Cooperation. The United States and the Republic of Korea reaffirmed their mutual commitment to promoting the expansion of peaceful nuclear energy while upholding the highest standards of nonproliferation, safety, safeguards, and security. Toward this end, the parties strengthened their administration of export controls on civil nuclear technology. These further commitments will provide a springboard for the expansion of our bilateral work in combatting climate change, accelerating global energy transitions, and assuring critical supply chains while creating billions of dollars worth of new economic opportunities and the creation or maintenance of tens of thousands of manufacturing jobs for both of our industries. The MOU will proceed to final review in both countries’ capitals.

  • MIL-OSI USA: Biden-Harris Administration Announces $30 Million to Ease Interconnection Backlog, Deliver More Energy Supply on America’s Power Grid

    WASHINGTON, D.C.— The Biden-Harris Administration, through the U.S. Department of Energy (DOE), today announced up to $30 million available from the Bipartisan Infrastructure Law to accelerate the interconnection process for new energy generation through the introduction of artificial intelligence techniques. The new Artificial Intelligence for Interconnection (AI4IX) program will develop partnerships between software developers, grid operators (including Regional Transmission Operators (RTOs) and Power Marketing Administrations), and energy project developers to modernize the interconnection application process and significantly reduce the time required to review, approve, and commission new generation interconnections across the country. 

    “Artificial intelligence is an energy solution capable of helping clear an interconnection backlog that will free up new energy sources to ensure consumers have power when and where they need it,” said U.S. Secretary of Energy Jennifer M. Granholm. 

    Interconnection queues to connect new generation are not keeping pace with the needs of the grid. Currently, new generation interconnection can take up to seven years and DOE’s recent Queued Up Report shows that active, but unconnected capacity is twice the amount of current connected generation.  

    Interconnection applications are often reviewed manually, creating a labor-intensive process, particularly given that many applications are incomplete or insufficient. Some organizations have indicated that over 90% of interconnection applications they receive are deficient and correcting these applications is a significant cause of long analysis and development delays.   

    Artificial intelligence can help improve applications and improve review. Funded by the Bipartisan Infrastructure Law, under AI4IX, projects will work to apply existing AI algorithms to the interconnection application process to more quickly identify deficient applications and rapidly notify applicants for resolution. For example, AI software trained on a library of accurate documentation and application materials can review interconnection applications for the required site control documentation and flag errors within submitted supporting documents. Documenting site control for interconnection is a particularly challenging issue for project developers due to the different stakeholders, property laws, and grid facility access requirements for each generator project.   

    After identifying application errors, the software would then notify the applicant that their documentation is not sufficient and why, enabling them to quickly respond to the specific issues. By deploying AI, the precision and speed in identifying documentation issues and providing specific reasons to enable timely resolutions or correction can improve over time. Applying AI technology and existing algorithms can accelerate each phase of the interconnection application process. 

    The AI4IX program aligns with DOE’s continued support for improving interconnection queues across the United States. Under the Department’s Grid Resilience and Innovation Partnership (GRIP) Program, DOE is supporting a multi-state project led by GridUnity to deploy AI-enabled software to improve the efficiency of the interconnection process with multiple RTOs covering approximately 60% of the U.S. population—around 210 million people—to enhance energy reliability, security, and lower costs. In addition, DOE’s Office of Energy Efficiency and Renewable Energy is leading the Interconnection Innovation e-Xchange (i2X) Transmission initiative, which convenes diverse groups involved in the interconnection of energy resources to facilitate adoption of best practices and inspire new interconnection ideas and capabilities. In October 2024, the i2X program released a draft roadmap that identifies solutions the interconnection community (including utilities, grid operators, regulators, state and local governments, interconnection customers, energy justice groups, nonprofits, clean energy developers, solution providers, public interest groups) can take within the next ten years to create more reliable and resilience electric infrastructure.  

    The AI4IX program also aligns with DOE’s continued support for improving interconnection queues across the United States and supports its 2024 AI for Energy report that was prepared pursuant to President Biden’s Executive Order on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence, issued October 30, 2023. 

    ConnectWerx as the Intermediary will manage the technical assistance partnerships under the AI4IX program, via an innovative Partnership Intermediary Agreement (PIA) set up by the DOE’s Office of Technology Transitions (OTT). This agreement enables ConnectWerx to broaden DOE’s engagement with innovative organizations and non-traditional partners, facilitating the rapid development, scaling, and deployment of clean energy solutions. 

    Applications for the first round of AI4IX funding are due by January 10, 2025, by 1:00 pm ET. An informational webinar and objective strategy session will be held on December 5, 2024, at 2 pm ET. Registration is required. 

    Additional informational office hours will be held on December 17, 2024. DOE expects to make selections in Winter 2025.

  • MIL-OSI USA: U.S. Department of Energy Invests $45 Million to Support Regional Consortia Focused on Securing Domestic Critical Minerals and Materials

    WASHINGTON, D.C. — The U.S. Department of Energy’s (DOE) Office of Fossil Energy and Carbon Management (FECM) today announced $45 million in federal funding for six projects to create regional consortia to accelerate the development of critical mineral and materials supply chains including novel nonfuel carbon-based products from secondary and unconventional feedstocks. Realizing the value of secondary and unconventional feedstocks, such as coal and coal by-products, effluent waters from oil and gas development, and acid mine drainage will enable the United States to rebuild domestic supply chains for critical minerals and materials. By focusing on abundant American secondary and unconventional sources, these investments will support dependable and enduring supplies for American manufacturing and production of technologies essential to clean energy and our nation’s defense. 

    “Rebuilding a domestic supply chain for critical minerals and materials here at home will both safeguard our national security and support the continued development of a clean energy and industrial economy,” said Brad Crabtree, Assistant Secretary of Fossil Energy and Carbon Management. “DOE is investing in collaborative regional projects to help us realize our nation’s full potential for recovery of these vital resources, while creating high-wage jobs and delivering environmental benefits for communities across the United States.”

    Selected projects will build upon the work of DOE’s Carbon Ore, Rare Earth and Critical Minerals (CORE-CM) Initiative, expanding the focus from the basin scale to cover eight regions across the Nation. Teams consist of partners such as private industry; universities; local, state, and federal government; local communities; and Tribes and Tribal organizations who will develop and implement strategies that enable each U.S. region to realize its economic critical minerals and materials potential, including valuable non-fuel carbon-based products.

    • University of Alaska Fairbanks (Fairbanks, Alaska) will work with three state geological surveys from Alaska, Oregon, and Washington to better understand the geologic framework and distribution of underexplored mineral resource deposits in the Northwest.
    • University of Illinois Urbana-Champaign (Champaign, Illinois), through the Illinois State Geological Survey, will work with the geological surveys of Michigan, Kentucky, Iowa, Indiana and Ohio to build the economic case for developing critical minerals and materials from coal and coal wastes in the Upper Midwest.
    • University of Texas at Austin (Austin, Texas) will identify resource potential in the Gulf Coast and Permian Basin areas, including from petroleum industry waste; produced water; coal, coal ash, and other coal mine related waste; and other nonfuel mine and processing wastes.
    • University of Utah (Salt Lake City, Utah) will evaluate critical minerals and materials and carbon associated with coal-related materials, sedimentary-hosted minerals, waste-related materials, and other potential value-added materials in the Rocky Mountain region.
    • University of Wyoming (Laramie, Wyoming) will assess the Great Plains and Interior Highlands, which consists of ten states and four basins, to develop domestic supply chains that use secondary and unconventional critical mineral resources.
    • Virginia Polytechnic Institute and State University (Blacksburg, Virginia) will lead a consortium of academic institutions, research laboratories, federal and state natural resource offices, and consultancies to evaluate critical minerals for potential future extraction in the Appalachian Mountain region.

  • MIL-OSI USA: DOE Invests $101 Million to Establish Carbon Capture, Removal, and Conversion Test Centers

    WASHINGTON, D.C. – The U.S. Department of Energy’s (DOE) Office of Fossil Energy and Carbon Management (FECM) today announced $101 million in federal funding for five projects to support the development of carbon dioxide (CO2) capture, removal, and conversion test centers for cement manufacturing facilities and power plants. Accelerating the responsible development and deployment of technologies to capture CO2 emissions from industrial operations and power generation and to remove CO2 directly from the atmosphere will help reduce CO2 emissions, provide new job opportunities, and strengthen the Nation’s energy security. 

    “Carbon management technologies such as carbon capture can significantly reduce emissions from fossil energy use and key industrial processes, like cement production,” said Brad Crabtree, Assistant Secretary of Fossil Energy and Carbon Management. “By investing in test centers, we are helping reduce barriers to commercial scale deployment of carbon capture, conversion, and removal technologies that will ultimately help reduce pollution and create jobs.”

    The five selected projects will support the establishment of test centers to cost-effectively research and evaluate technologies to capture and convert CO₂ into products from utility and industrial sources or remove CO2 from the atmosphere. Establishing test centers of various sizes that use varying feedstocks from different industries can help establish and improve the efficacy and performance of carbon capture technologies. Each of these projects will enable economical and environmentally sustainable carbon management:

    • The Board of Trustees of the University of Illinois (Urbana, Illinois) plans to develop the conceptual design, business, technical and managerial structures for a test center to evaluate and accelerate carbon capture, removal, and conversion technologies in the cement industry. 
       
    • Holcim US (Chicago, Illinois) plans to establish a domestic Cement Carbon Management Innovation Center at its Hagerstown Cement Facility in Maryland and explore the feasibility of the testing center location, ownership structure, business model and technology partners. 
       
    • Southern Company Services, Inc. (Birmingham, Alabama) intends to maintain and operate the National Carbon Capture Center, a comprehensive test facility capable of evaluating CO2 capture, removal, and conversion technologies under electric generating plant operating conditions. 
       
    • University of North Dakota Energy & Environmental Research Center (Grand Forks, North Dakota) plans to enhance its existing CO2 capture, removal and conversion test center to rapidly and cost-effectively test more technologies under relevant power plant operating conditions. 
       
    • University of Wyoming (Laramie, Wyoming) plans to expand the existing Wyoming Integrated Test Center’s capabilities to accommodate a wider range of carbon management technologies, simulating emissions from natural gas and industrial facilities.

  • MIL-OSI USA: DOE Announces $100 Million for Pilot-scale Carbon Conversion

    WASHINGTON, D.C. – The U.S. Department of Energy’s (DOE) Office of Fossil Energy and Carbon Management (FECM) today announced up to $100 million in federal funding for large-scale conversion of carbon emissions captured from industrial operations and power plants into environmentally responsible and economically valuable products. Provided by the Bipartisan Infrastructure Law, the funding will advance the pilot scale testing of carbon conversion technologies with high technology readiness levels (TRLs) capable of achieving significant carbon mitigation via biological, catalytic, or mineralization pathways.

    “Carbon conversion technologies enable the transformation of captured carbon emissions into sustainable and economically valuable products with many different applications,” said Brad Crabtree, Assistant Secretary of Fossil Energy and Carbon Management. “The funding announced today will help demonstrate the feasibility of these technologies and further develop them for broader-scale adoption.”

    This notice of funding opportunity (NOFO) also supports testing of carbon conversion product performance and characterization needed for market or consumer adoption. This may include life cycle analysis (LCA) development for novel carbon conversion technologies and LCA development for pilot facilities using these technologies.

    This NOFO supports DOE’s Carbon Conversion Program, which works to develop and advance technologies that feasibly convert captured carbon emissions into more sustainable carbon-derived products, including chemicals, fuels, building materials, plastics, and bioproducts, with the potential for lower costs and improved performance over time.

    Selected projects will perform research in the following four topic areas:

    • Pilot-Scale Biological Conversion. Research focused on technologies at TRL 5 that seek pilot scale conversion of carbon dioxide, either through photosynthetic or non-photosynthetic routes. Research and development (R&D) will support algae biomass production, separation, and conversion, as well as autotrophic CO2 fermentation to fuels and products.
       
    • Pilot-Scale Catalytic Conversion. Research focused on technologies at TRL 5 that seek pilot scale thermochemical and electrochemical conversion of carbon dioxide. R&D will support reactor and catalyst performance improvements, long-term stability, and electrolyzer stack durability and design. 
       
    • Pilot-Scale Mineralization. Research focused on technologies at TRL 5 that seek pilot scale mineralization of carbon dioxide to produce synthetic aggregates, alternative binders, or injection, curing, and carbonation processes. R&D will support pilot scale operations at a scale of 10 tonnes/day. 
       
    • Other Testing and LCA Development Required for Commercialization. R&D will support performance testing in specific environments, production of the amount of material needed for testing, performance validation support, and specific tests required as a prerequisite for participation in competitive purchasing and procurement processes.

  • MIL-OSI USA: DOE Invests Over $32 Million to Increase Efficiency of U.S. Critical Minerals Production Through the Co-Manufacture of Value-Added Products

    WASHINGTON, D.C. – The U.S. Department of Energy’s (DOE) Office of Fossil Energy and Carbon Management (FECM) today announced $32.75 million for 12 projects that will advance cost effective and environmentally responsible processes to produce and refine critical minerals and materials here in the United States. The funding, provided by the Bipartisan Infrastructure Law, focuses on projects that will develop value-added products, such as graphite or building materials, from feedstocks such as mining waste streams that also contain viable levels of critical minerals and materials. The manufacture of these co-products can improve the economic feasibility of domestically producing critical minerals and materials from these same feedstocks to reduce our dependence on offshore supplies. These projects will help safeguard our national security and build a clean energy and industrial economy, while creating good-paying jobs and supporting communities across the country that historically have depended on mining and energy production.

    “Building reliable and affordable critical mineral and material supply chains is essential to deploying the technologies needed for national defense and to support low-carbon U.S. energy production, manufacturing, and transport,” said Brad Crabtree, Assistant Secretary of Fossil Energy and Carbon Management. “Through DOE’s strategic investments in projects that help improve the economics of domestic materials production through the manufacture of valuable co-products, we are creating good-paying jobs, increasing U.S. competitiveness, reducing our import reliance, and strengthening our national security and energy independence.”

    According to the U.S. Geological Survey, more than 95% of the U.S. demand for rare earth elements is met by foreign sources. More than 50% of most critical minerals come from foreign sources, and at least 12 critical minerals come exclusively from foreign sources.

    Critical Material Innovation, Efficiency, and Alternatives

    The “Critical Material Innovation, Efficiency, and Alternatives” funding opportunity will provide up to $150 million over several rounds of project selections to help to build a secure, sustainable domestic supply of critical minerals from sources across the United States, including recycled materials, mine waste, industrial waste, and ore deposits. Specifically, the funding opportunity will support bench- and pilot-scale research, development, and demonstration projects to increase the robustness of domestic supply chains and reduce our reliance on foreign supply chains. The following 12 projects selected for negotiation fall under the “Value Added Products” area of interest, and are focused on developing products created from other materials that are also part of the waste streams from which critical minerals and materials are extracted:

    • Ohio University (Athens, Ohio) plans to develop and demonstrate the viability of a novel continuous engineered foaming process to produce value-added carbon building materials from coal and coal waste containing critical minerals and materials.
    • Loukus Technologies, Inc. (Calumet, Michigan) aims to establish a semi-continuous process for conversion of cerium oxide with low-value scrap aluminum machining chips to produce advanced aluminum-cerium alloys.
    • Trustees of the Colorado School of Mines (Golden, Colorado) plans to develop bench-scale continuous processes to produce building materials, specifically geopolymer bricks, lightweight aggregates, and ceramic tiles, from critical minerals and materials found in mine tailings. 
    • Still Bright, Inc. (Newark, New Jersey) seeks develop a novel electrochemical technology to extract metal co-products from copper concentrate. 
    • Lawrence Berkeley National Laboratory (Berkeley, California) will develop a domestic supply of lithium while co-producing up to 10 other critical and valuable metals, graphite, and Portland cement.
    • University of Utah (Salt Lake City, Utah) will establish a process to demonstrate co-production of lithium salt, potassium salt, and magnesium salt from Great Salt Lakes brine. 
    • National Energy Technology Laboratory (Albany, Oregon) will define optimum parameters for chromite concentration and the extraction of platinum group elements needed to enable green hydrogen production.
    • Oak Ridge National Laboratory (Oak Ridge, Tennessee) will repurpose end-of-life graphite recycled from spent lithium-ion batteries into value-added graphitic materials using innovative purification and treatment methods.
    • National Energy Technology Laboratory (Albany, Oregon) will design the process of melting electrodes by electric resistance heating of slag—a by-product of the smelting process in metal extraction and refining—which contains rare earth elements in the form of oxides and/or fluorides.
    • Airtronics, LLC (Tucson, Arizona) will develop efficient recycling technologies to recover critical materials, precious metals, and base metals within electronic waste.
    • Mexichem Fluor Inc. (St. Gabriel, Louisiana) will demonstrate the feasibility of an efficient and sustainable process for graphite anode active material production from both graphite waste from battery recycling and mined graphite flake.
    • Melt Technologies LP (Briggs, Texas) will implement a pilot facility to produce tungsten carbide products—essential for many U.S. industries—from feedstock with greater efficiency and lower cost.

    DOE’s selections are subject to environmental review in accordance with the National Environmental Policy Act review process. DOE reserves the right to terminate award negotiations at any time for any reason.

    DOE’s Broader Advancements in Critical Minerals and Materials

    With the selections announced today, FECM has committed an estimated $254 million since January 2021 for projects that support critical minerals and materials exploration, resource identification, production, and processing in traditional mining and fossil fuel-producing communities across the country.

  • MIL-OSI USA: DOE Invests Nearly $14 Million to Advance Technologies that Transform Carbon Emissions into Valuable Products

    WASHINGTON, D.C. — The U.S. Department of Energy’s (DOE) Office of Fossil Energy and Carbon Management (FECM) today announced $13.7 million in federal funding for four projects that will advance large-scale conversion of carbon dioxide (CO2) emissions into environmentally responsible and economically valuable products. With funding provided by the Bipartisan Infrastructure Law, projects will help develop conversion technologies that feasibly produce crucial fuels, building materials, and other carbon-based products from captured carbon emissions. 

    “Chemicals production and petroleum refining industries are vital for the U.S. economy and our nation’s energy security, but are also responsible for significant carbon emissions,” said Brad Crabtree, Assistant Secretary of Fossil Energy and Carbon Management. “DOE’s investments in carbon conversion technology will support new economic opportunities and job creation, while providing lower-emissions carbon product alternatives for these industries at the same time.” 

    The selected projects will support two areas of focus: (1) engineering-scale testing of electrochemical systems for converting carbon dioxide emissions into value-added products, such as engineering polymer/resin precursors, specialty chemicals, and commodity chemicals; and (2) feasibility studies that examine retrofitting refineries and petrochemical facilities for carbon conversion:

    • Dioxide Materials Inc. (Boca Raton, Florida) plans to scale technology for the production of low-greenhouse gas ethanol and mevalonic acid via a combination of electrolysis and bioprocessing. 
       
    • Terraforma Carbon LLC (State College, Pennsylvania) aims to evaluate the technical and economic feasibility of carbon capture and conversion to methanol by modeling a retrofit of Shell’s Norco refinery in St. Charles Parish, Louisiana using molten salt-based capture technology.
       
    • Thiozen Inc. (Pasadena, California) plans to explore the use of a hydrogen sulfide reforming technology to produce low-cost and low-emissions methanol.
       
    • Twelve Benefit Corp. (Berkeley, California) seeks to accelerate the production of low-carbon chemicals and syngas through rapid research, development, and deployment of its CO2 electrolyzers.

    These projects support the goals of DOE’s Clean Fuels and Products Energy Earthshot, which aims to meet projected 2050 net-zero emissions demands for 100% of aviation fuel; 50% of maritime, rail and off-road fuel; and 50% of carbon-based chemicals by using sustainable carbon resources.

  • MIL-OSI USA: Welch Slams Trump Tariffs: “Donald Trump has just raised prices for every working American.”

    WASHINGTON, D.C. — U.S. Senator Peter Welch (D-Vt.) released the following statement after the White House confirmed President Trump is expected to put new tariffs on imports from Canada, Mexico, and China on Saturday:  
    “Donald Trump has just raised prices for every working American. He has threatened jobs and set our nation up for retaliation and years of painful trade disputes. On Monday in St. Albans, Vermont—only 15 miles from the northern border—I brought together Vermont businesses and local leaders to hear directly from them about how another Trump Trade War would hurt our state. It was clear: Donald Trump’s policy of chaos is one that Vermont can’t afford.  
    “We need a ‘Do No Harm’ approach when it comes to tariffs and trade policy—especially when we’re talking about our biggest trading partner, Canada. Vermont’s and Canada’s economies are closely intertwined, and our families, farmers, and businesses will suffer because of these reckless 25% tariffs. These actions are reckless, counterproductive, and destructive. A trade war is not the answer.”  
    The White House has not provided the public with an exemption process ahead of the February 1st start date. The White House announced it plans to put a 25% tariff on imports from Canada and Mexico, as well as a 10% tariff on imports from China. 
    On Monday, Senator Welch convened Vermont businesses and state and local leaders for a roundtable discussion on President Trump’s threats to reignite a trade war with Canada and other U.S. trade allies by imposing dramatic tariffs on goods imported from Canada. Sen. Welch was joined by the Vermont Chamber of Commerce; the Vermont Association of General Contractors; Manufacturing Solutions, Inc.; H20 Innovation; A.N.     Attendees at the roundtable spoke about the impact of the tariffs on their businesses and their concerns regarding President Trump’s rhetoric regarding trade since taking office last week.  
    Vermont sells more goods to Canada than the next six largest foreign markets combined. In 2023, Vermont exported $150 million just in food and agricultural products to Canada. In many cases, Vermont manufacturers buy imports from Canada to manufacture into products.  However, the ability of Vermont’s small manufacturing businesses to absorb a 25% increase in costs on parts or raw materials is limited. Tariffs on Canada and Mexico could result in layoffs or higher homebuilding costs, increased costs of grain for farmers, and more expensive equipment for maple producers.  
    Tariffs could also increase the cost of utilities for Vermonters. According to preliminary estimates, a 25% tariff on goods from Canada could increase customer rates for natural gas by 10% (based on firm customer rates). Electricity rates could increase by 2.5% in Vermont and by 5% for New England wholesale electricity prices.

    “The latest bombshell revelations in the hack-for-hire case expose a brazen attack on democracy. Defense documents submitted to the court now allegedly link the DCI Group—a lobbying firm hired by Exxon—to a covert hacking operation aimed at undermining climate advocacy organizations, campaigners, journalists and derailing momentum for climate liability lawsuits by stealing private communications.

    “This apparent corporate espionage scandal is staggering—millions of dollars, international intelligence firms, shadowy hackers, and apparently Big Oil at its center.     The National Conference on Good Governance in Gandhinagar, Gujarat, reinforced the government’s vision of technology-driven governance, process re-engineering, and proactive public service delivery. The conference, attended by senior officials, policymakers, and governance experts from across the country, showcased key innovations and successful governance models.

    Secretary, Department of Administrative Reforms and Public Grievances (DARPG), Shri V. Srinivas, commended the Government of Gujarat for its exemplary efforts in enhancing public service delivery through technology. He highlighted the Gujarat model of governance as a benchmark in bridging the gap between government and citizens through integrated service portals and digital innovations.

    A major highlight of the conference was the presentation of 16 award-winning projects from the Government of India and 9 award-winning projects from Gujarat, underscoring pioneering initiatives in smart governance infrastructure. Discussions focused on the implementation of integrated command and control centers, real-time urban service monitoring using IoT (Internet of Things), and AI-based predictive analytics for decision-making. These advancements are shaping the future of governance, ensuring efficient, transparent, and data-driven solutions for citizens.

    Dr. Jayanti Ravi, Additional Chief Secretary (Revenue), Government of Gujarat, highlighted Gujarat’s efforts in digitizing healthcare service delivery, particularly for frontline health workers. She emphasized the challenges faced by ASHAs (Accredited Social Health Activists), FLWs (Female Health Workers), and ANMs (Auxiliary Nurse Midwives) due to manual data collection and introduced TeCHO, a mobile and web-based application aimed at real-time data capture, automated alerts for high-risk cases, and beneficiary tracking. Launched by Hon’ble Prime Minister Narendra Modi, the platform has significantly improved healthcare data accuracy and coverage.

    Another key theme discussed was digital identity frameworks, including Aadhaar-based authentication, e-KYC services, and blockchain-enabled transactions, which have simplified welfare disbursements, licensing, and documentation while enhancing transparency and reducing corruption.

    In continuation of its commitment to governance reforms, the DARPG launched the biannual e-journal, ‘Minimum Government, Maximum Governance (Vol 1 & 2),’ showcasing National e-Governance Award-winning initiatives. Additionally, Union Minister Dr. Jitendra Singh and Gujarat’s Hon’ble Minister of Finance, Energy & Petrochemicals, Shri Kanubhai Desai, launched the State Collaboration Initiative (SCI) Portal, furthering cooperative governance across states.

    The conference reaffirmed the Centre-State collaboration in scaling digital governance innovations for more inclusive, efficient, and technology-driven public administration. Participants emphasized the importance of replicating successful governance models nationwide to strengthen service delivery and enhance citizen engagement. With continued policy reforms, digital initiatives, and AI-driven citizen services, India is poised to emerge as a global leader in next-generation governance transformation.

    A groundbreaking breakthrough has been achieved in DRDO-Industry-Academia Centre of Excellence (DIA-CoE) at IIT Hyderabad in the area of Large Area Additive Manufacturing (LAAM) System. The collaborative efforts between IIT Hyderabad, DRDO’s Defence Research & Development Laboratory, Hyderabad and industry partners have significantly contributed to the achievement for overall growth of additive manufacturing in the country. The application demonstration of the LAAM System is based on Powder based Directed Energy Deposition technology for Fabrication of Rocket Components.

    The indigenously designed machine has a build volume of 1m x 1m x 3m, which makes it one of the largest metal additive manufacturing machines in India. The process is based on Laser and Blown-Powder based Direct Energy Deposition technology and employs dual heads for thermal balancing and speed.

    Recently, a significant milestone has been achieved in the fabrication of a component that is one meter in height, bringing it into the large size league in the process of creating large-sized components using additive manufacturing.

    Secretary, Department of Defence R&D and Chairman DRDO Dr Samir V Kamat congratulated DIA-CoE, IIT Hyderabad for the design and development and demonstration of LAAM System. This will open up new possibilities for large-scale production of metal parts, paving the way for growth and innovation in the area of additive manufacturing in the country, he said.

    The Economic Survey 2024-25, presented in Parliament today, underscores the remarkable progress of India’s power sector, driven by transformative policy measures and sustained reforms, remarked Union Minister for Power and Housing & Urban Affairs Shri Manohar Lal .

    Hon’ble Minister for Power and Housing & Urban Affairs, Shri Manohar Lal, lauded the sector’s achievements, emphasizing its financial viability and environmental sustainability.

    India’s installed power capacity grew by 7.2% YoY, reaching 456.7 GW in November 2024, with renewable energy contributing 47% (209.4 GW). Under ₹1.85 lakh crore investments, 18,374 villages were electrified, benefiting 2.9 crore households. The Revamped Distribution Sector Scheme (₹3 lakh crore) focuses on power supply and smart meters. PM Surya Ghar: Muft Bijli Yojana targets 40-45 GW rooftop solar by 2027, while ₹7,453 crore VGF supports offshore wind energy. The Green Energy Corridor added 9,136 circuit km transmission lines, improving power supply (urban: 23.4 hrs/day, rural: 21.9 hrs/day) and reducing the energy gap to 0.1%.

    “The survey aptly reflects the robust expansion of India’s power sector, which has witnessed significant strides under our government’s initiatives. We are committed to ensuring uninterrupted and affordable electricity for every citizen while steering India towards becoming a major energy exporter by 2047, in line with the vision of Viksit Bharat,” the Union Minister stated.

    The combined Index of Eight Core Industries (ICI) increased by 4.0 per cent (provisional) in December, 2024 as compared to the Index in December, 2023. The production of Coal, Electricity, Steel, Cement, Refinery Products, Fertilizers and Crude Oil recorded positive growth in December 2024. The details of annual indices, monthly indices and growth rates are provided at Annex I and Annex II.

    2.         The ICI measures the combined and individual performance of production of eight core industries viz. Coal, Crude Oil, Natural Gas, Refinery Products, Fertilizers, Steel, Cement and Electricity. The Eight Core Industries comprise 40.27 percent of the weight of items included in the Index of Industrial Production (IIP).

    3.         The final growth rate of Index of Eight Core Industries for September 2024 increased by 2.4 per cent. The cumulative growth rate of ICI during April to December, 2024-25 is 4.2 per cent (provisional) as compared to the corresponding period of last year.

    4.         The summary of the Index of Eight Core Industries is given below:

    Coal – Coal production (weight: 10.33 per cent) increased by 5.3 per cent in December, 2024 over December, 2023. Its cumulative index increased by 6.2 per cent during April to December, 2024-25 over corresponding period of the previous year.

    Crude Oil – Crude Oil production (weight: 8.98 per cent) increased by 0.6 per cent in December, 2024 over December, 2023. Its cumulative index declined by 2.1 per cent during April to December, 2024-25 over corresponding period of the previous year.

    Natural Gas – Natural Gas production (weight: 6.88 per cent) declined by 1.8 per cent in December, 2024 over December, 2023. Its cumulative index increased by 0.7 per cent during April to December, 2024-25 over corresponding period of the previous year.

    Petroleum Refinery Products – Petroleum Refinery production (weight: 28.04 per cent) increased by 2.8 per cent in December, 2024 over December, 2023. Its cumulative index increased by 2.7 per cent during April to December, 2024-25 over corresponding period of the previous year.

    Fertilizers – Fertilizer production (weight: 2.63 per cent) increased by 1.7 per cent in December, 2024 over December, 2023. Its cumulative index increased by 1.6 per cent during April to December, 2024-25 over corresponding period of the previous year.

    Steel – Steel production (weight: 17.92 per cent) increased by 5.1 per cent in December, 2024 over December, 2023. Its cumulative index increased by 5.8 per cent during April to December, 2024-25 over corresponding period of the previous year.

    Cement – Cement production (weight: 5.37 per cent) increased by 4.0 per cent in December, 2024 over December, 2023. Its cumulative index increased by 3.3 per cent during April to December, 2024-25 over corresponding period of the previous year.

    Electricity – Electricity generation (weight: 19.85 per cent) increased by 5.1 per cent in December, 2024 over December, 2023. Its cumulative index increased by 5.3 per cent during April to December, 2024-25 over corresponding period of the previous year.

    Note 1: Data for October, 2024, November, 2024 and December, 2024 are provisional. Index numbers of Core Industries are revised/finalized as per updated data from source agencies.

    Note 2: Since April 2014, Electricity generation data from Renewable sources are also included.

    Note 3: The industry-wise weights indicated above are individual industry weights derived from IIP and blown up on pro rata basis to a combined weight of ICI equal to 100.

    Note 4: Since March 2019, a new steel product called Hot Rolled Pickled and Oiled (HRPO) under the item ‘Cold Rolled (CR) coils’ within the production of finished steel has also been included.

    Note 5: Release of the index for January, 2025 will be on Friday 28th February, 2025.

    OAKLAND, CA (January 31, 2025) – Today, Exxon and Chevron announced their Q4 2024 profits, bringing Exxon’s total profits for the year to more than $33 billion and Chevron’s total profits to more than $18 billion. In response, Greenpeace USA’s California Climate Campaign Director, Zachary Norris, said:

    “Exxon and Chevron and other international oil companies continue to rake in tens of millions of dollars in profit every single day. These greedy companies are drilling in our neighborhoods, poisoning our air and fueling deadly wildfires – all at the expense of Americans – in order to further line the pockets of the uber rich. Enough!  

    “The recent Los Angeles wildfires ravaged communities in California to the tune of more than $250 billion– which were fueled by climate change that has been fast tracked by the oil and gas industry. Exxon and Chevron’s massive profits are a slap in the face to these communities who have lost everything and now face finding the resources to rebuild. It is time for the polluters, including Exxon and Chevron, to pay up.

    “Oil and gas and the climate crisis are causing irreparable harm to communities and with each year that passes, it is becoming more disastrous.  The deadly wildfires in LA were fueled by the oil and gas industry and 2024 reached new levels in climate-driven disasters.     DENVER – Colorado is ninth in the nation for developing Leadership in Energy and Environmental Design (LEED)-certified buildings in 2024, according to the U.S. Green Building Council’s annual Top 10 States report. This marks the sixth consecutive year that Colorado has ranked Top 10 under the Polis Administration’s leadership prioritizing greener and cost-saving building practices.

    Padilla, Calvert Introduce Bipartisan Bill to Support the Lower Colorado River Multi-Species Conservation Program

    WASHINGTON, D.C. — U.S. Senator Alex Padilla (D-Calif.) and Representative Ken Calvert (R-Calif.-41) introduced bipartisan legislation to support Lower Colorado River Multi-Species Conservation Program (LCR MSCP) activities.
    The bill would increase the funding available for species conservation by creating an interest-bearing account at the Department of the Treasury for funds that the Colorado River Lower Basin states and the federal government contribute to the LCR MSCP. Currently, the Bureau of Reclamation holds the funding that states, including California, Arizona, and Nevada, contribute in an account that does not collect interest.
    The legislation advanced out of the Senate Committee on Energy and Natural Resources by voice vote last Congress. Senators Catherine Cortez Masto (D-Nev.), Mark Kelly (D-Ariz.), Jacky Rosen (D-Nev.), and Adam Schiff (D-Calif.) are cosponsoring the legislation.

    The Lower Colorado River provides critical water and power supplies across the Southwest. The LCR MSCP was authorized by Congress in 2009 and is supported by agencies within the federal government, as well as state, tribal, and local water, power, and wildlife agencies. Within the geographic scope of the LCR MSCP from Lake Mead to the Mexican border, the program will establish over 8,000 acres of native riparian and aquatic habitat. It includes additional science-based research and management efforts focused on expanding knowledge of the local wildlife and the quality of the habitat restoration efforts. The program has already achieved success in stocking thousands of native fish and increasing numbers of breeding migratory birds within 5,000 acres of new riparian habitat.
    The LCR MSCP has a budget of $626 million for its 50-year term. The funding is shared among the program participants on the basis of 50 percent federal, 25 percent California, and 12.5 percent each from Arizona and Nevada. Through the LCR MSCP agreements, the Lower Basin states committed to make quarterly payments to cover the program costs based on the initial budget estimates established in 2005. For Fiscal Year 2024, the program budget calls for funding of $38.8 million, with the state participants paying $19.4 million.
    Over time, the pace of funding has exceeded work expenditures, and the Bureau of Reclamation has accumulated over $60 million in contributed funds for future costs. However, the accounts in which Reclamation holds the contributed funds do not earn interest or any investment return. Multiple funds established by congressional action in the U.S. Treasury are directed to be invested or to earn interest. This legislation simply allows the LCR MSCP to do the same.

    Today in Boone, Governor Josh Stein joined Dogwood Health Trust to announce a $30 million small business grant program to support businesses impacted by Hurricane Helene and bolster economic recovery. Small businesses with an annual revenue of up to and including $2.5 million are eligible to apply for grants up to $50,000 from the Western North Carolina Small Business Initiative grant program. 

    “Small businesses are the heart of western North Carolina and need our support to get through these slow winter months,” said Governor Josh Stein. “The Western North Carolina Small Business grant program will help small businesses with their urgent needs and support the region’s economic recovery. I am proud these state dollars are leveraging additional Dogwood Trust dollars, and I am grateful to Dogwood for its leadership.” 

    “As a private foundation committed to Western North Carolina’s health and wellbeing, Dogwood Health Trust created the Western North Carolina Small Business Initiative last fall as part of our larger Helene relief efforts to provide grants to small businesses most impacted by the storm.     Governor Stein also announced that the state is awarding $3 million to Baptists on Mission and $3 million to Habitat for Humanity NC to support their housing repair initiatives. Every day, both organizations are mobilizing hundreds of volunteers to repair and rebuild homes that are safe and habitable.

    In the wake of Helene, impacted businesses lost $13 billion in revenue. These grants will help businesses make payroll, pay operating expenses, and stabilize the local economy as tourism slowly ramps up again.

    Funds will be managed by Appalachian Community Capital, with the partnership of the Community Reinvestment Fund on the application process. Eligible businesses can apply through the portal here. Eligibility requirements are below: 

    • Businesses with an annual revenue of up to and including $2.5 million

    Q: Why does the nation’s chief executive have a team of advisors known as the President’s Cabinet?

    A: During the Constitutional Convention in 1787, delegates hashed out how to organize the executive branch and whether the president would act independently or collaborate with a council of ministers. One proposal suggested a council comprised of the Speaker of the House, the President of the Senate and the Chief Justice of the Supreme Court. Ultimately, the delegates vested theexecutive power in a single person: the President of the United States. However, they also included constitutional guardrails unique to our system of checks and balances, granting the power of “advise and consent” to the Senate on appointments and treaties. So, while the president’s “Cabinet” is not spelled out in the Constitution, Article II, Section 2, clause 1 authorizes the president “may require the Opinion … of the principal Officer in each of the executive Departments, upon any Subject relating to the Duties of their respective Officers.” In other words, the president has the power to surround himself with a team of people to carry out the laws of the land.

    President George Washington created the first Cabinet and nominated four individuals for Secretary of the Treasury, Secretary of State, Secretary of War and Attorney General. Washington met regularly with his Cabinet to discuss core functions of the new federal government: money supply, diplomacy, defense, enforcement of laws and administration of justice. His successors followed this precedent to surround themselves with trusted advisors to “take Care that the Laws be faithfully executed.” The Cabinet has expanded over the years, most recently with creation of the Department of Homeland Security post-9/11. Today, the Cabinet includes the Vice President and heads of 15 executive departments, including the U.S. Attorney General; Secretaries of Agriculture; Commerce; Defense; Education; Energy; Health and Human Services; Homeland Security; Housing and Urban Development; Interior; Labor; State; Treasury; Transportation; and, Veterans Affairs. Also serving in Cabinet-level positions are the Administrators of the Environmental Protection Agency and Small Business Administration; Directors of the Central Intelligence Agency; National Intelligence; and, Office of Management and Budget; U.S. Ambassador to the United Nations; and the U.S. Trade Representative. Since the 113th Congress, Cabinet nominees are confirmed by a simple majority in the U.S. Senate. If approved, nominees are sworn in before beginning their duties.

    Q: What is the Senate’s role in the confirmation process?

    A: The Constitution gives the president and the Senate shared authority to make appointments to high-level positions in the federal government, including the federal judiciary and the president’s Cabinet. History shows the Senate extends deference to presidents selecting advisors to help them carry out the operations of the executive branch of government. In the 19th century, the Senate revised its rules to require the referral of nominations to the appropriate committees. A century later, Senate committees held public hearings and questioned nominees in person. As chairman of the Senate Judiciary Committee in the 119th Congress, I’ve led confirmation hearings for President Trump’s nominees to serve as the Attorney General and the Director of the FBI. From my assignments on the Senate Agriculture, Finance and Budget Committees, I’ve participated in confirmation hearings for the Secretaries of Agriculture, Treasury, Health and Human Services and Director of the Office of Management and Budget. It’s my policy to wait until after these hearings conclude to make my final decision on the nomination. The Senate’s “advise and consent” authority is one tool to keep check on the executive branch and has factored into the rejection or withdrawl of Cabinet nominees for centuries. At the same time, the Senate has a compelling interest not to impede the continuity of government from one administration to the next. It’s critical to the functioning of government to have these high-level officials in place. For Presidents Clinton, Bush and Obama, 84 percent of Cabinet secretaries nominated before Inauguration Day received quick Senate approval, an average of 2.4 days. After passing background checks, answering questions in writing, in private meetings and under the Senate microscope in public confirmation hearings and being referred favorably by the committees of jurisdiction, the president’s nominees deserve a timely vote in the U.S. Senate. The devastating collision on Jan. 29 over the Potomac River – the worst aviation crash in America in a quarter century – underscores the urgency to get the president’s team in place.

    WASHINGTON – Today, U.S. Senators John Hickenlooper and Michael Bennet reintroduced the Finish the Arkansas Valley Conduit (AVC) Act to lower costs and complete the AVC, a water project that will deliver clean, reliable water to Southeast Colorado communities. Representative Lauren Boebert introduced bipartisan companion legislation in the House of Representatives.
    “50,000 Coloradans are depending on us to deliver safe, clean drinking water for the Arkansas River Valley,” said Hickenlooper. “With construction well underway, we can’t slow down now.”
    “This bill will ensure the federal government makes good on its promise to Southeastern Coloradans to deliver a safe and reliable water supply,” said Bennet. “We have invested over $550 million to build the Arkansas Valley Conduit over the past decade and now we must ensure increased costs don’t stop this project in its tracks.”
    “Southeastern Coloradans need access to a clean, sustainable water supply that every family can depend on, which is what the Finish The AVC Act will deliver,” said Boebert. “I’m proud to introduce this legislation with our Senators to help our rural communities in Colorado see this critical project through to completion.”
    The Finish the AVC Act would remove interest payments on all non-federal cost share funds and extend the repayment period from 50 to 100 years. This bill helps make sure that underserved communities of Southeastern Colorado can access clean drinking water and repay the federal government. The estimated cost of the project more than doubled from the 2019 estimate of $640 million to $1.3 billion due to increased inflation and labor costs.
    The Arkansas Valley Conduit is the final component of the Fryingpan-Arkansas Project, a water diversion and storage project in the lower Arkansas Valley, which Congress approved in 1962. Once constructed, the Conduit will deliver clean drinking water from the Pueblo Reservoir to more than 50,000 families, producers and municipalities throughout 39 communities in the Arkansas River Valley. Currently, these Southeast communities rely entirely on groundwater, with several facing water contamination from naturally-occurring radioactive elements.
    “In Colorado, we are committed to ensuring that everyone has access to clean, reliable drinking water,” said Governor Polis. “I applaud the hard work of members of Colorado’s congressional delegation to deliver on the promise of the Arkansas Valley Conduit and secure this much-needed water supply for southeastern Colorado.”
    “Building the Arkansas Valley Conduit and making it financially feasible for the water providers and people of southeastern Colorado has been a top priority of our delegation for many years,” said Bill Long, President, Southeastern Colorado Water Conservancy District. “Reintroduction of legislation to make the cost-sharing requirements achievable in this economically stressed part of  Colorado is just another example of that. It is our hope that the Senate and the House will begin moving this legislation promptly as we work with our state and federal partners to build the conduit as expeditiously as possible, with the robust infrastructure funding provided to us thus far because of the delegation’s support.”
    Hickenlooper and Bennet have long advocated for increased federal funding for the AVC. Both senators helped deliver $500 million in funding for the Bureau of Reclamation (BOR) from the Bipartisan Infrastructure Law for the AVC, including $250 million earlier this month, $90 million earlier this year, $100 million in 2023 and $60 million in 2022. Following Hickenlooper and Bennet’s call to the Senate Appropriations Committee Leadership this April to increase funds for the project, the Committee included $13 million for the AVC in their fiscal year 2025 Energy and Water bill.

    Washington, DC: The Executive Board of the International Monetary Fund (IMF) concluded the 2024 Article IV consultation[1] with the Republic of Kazakhstan on a lapse of time basis on November 27, 2024.

    After reaching 5.1 percent in 2023, Kazakhstan’s economic growth has remained robust in 2024, and inflation has continued to decline gradually. The banking sector remains resilient amid continued rapid consumer credit growth. In the medium term, growth is projected to stabilize at about 3½ percent, while inflation would ease further and reach its 5 percent target by 2028.

    The National Bank of Kazakhstan has maintained a prudent monetary policy in light of persisting inflation pressures from increased energy tariffs and fiscal underperformance: as of September 2024, tax revenues were only 60½ percent of the 2024 budget plan, implying an expansionary fiscal stance. The macroprudential policy and risk-based supervisory frameworks are being strengthened in line with the 2023 FSAP recommendations.

    Structural reform implementation remains slow, with the state footprint growing in some areas, while higher economic growth, diversification and resilience will be important in the current environment, including to address increasingly pressing challenges from climate change.

    Executive Board Assessment[2]

    In concluding the Article IV consultation with the Republic of Kazakhstan, Executive Directors endorsed the staff’s appraisal as follows:

    Robust economic growth and disinflation have continued this year. Growth is projected at 3.9 percent in 2024 due to broad-based acceleration of economic activity in the second half of the year. Inflation is expected to reach 8.2 percent, still above its 5 percent target, as the pace of disinflation has slowed this year due to increased domestic energy tariffs and an expansionary fiscal policy. On the external front, a moderate current account deficit is expected in 2024, and the external position is assessed as moderately weaker than implied by economic fundamentals and desirable policies.

    Risks to the outlook remain tilted to the downside. They include external risks from a slowdown in major economies, an intensification of regional conflicts, secondary sanctions, and higher commodity price volatility or export pipeline disruptions. On the domestic front, key risks are delays in large infrastructure projects in the short term, failure to reintroduce fiscal discipline which could fuel inflation pressures, and a resurgence of social tensions. Upside risks include accelerated reform implementation, higher oil prices, and stronger foreign investment in new sectors.

    Monetary policy should remain tight until inflation is close to target, and its effectiveness could be further strengthened. The combination of robust growth, slowing disinflation, and an uncertain outlook justify continued monetary policy prudence. In order to enhance the National Bank of Kazakhstan (NBK)’s institutional independence and monetary policy effectiveness, its governance and legal framework can be further improved, and the NBK should refrain from foreign exchange interventions in the absence of disorderly market conditions.

    Recurrent fiscal underperformance requires measures to avoid fiscal procyclicality and strengthen the fiscal policy framework. Such measures would also help to meet the authorities’ objective of fiscal consolidation and maintain a balanced external position. Priorities are to improve macro-fiscal forecasts and budget planning, and to use the introduction of new tax and budget codes as opportunities to enhance non-oil revenue mobilization, including through gradual VAT rate increases, and spending efficiency. Fiscal policy effectiveness also requires public sector data that are better aligned with international standards and a more rules-based and transparent policy framework, including by reducing off-budget spending and the continued reliance on discretionary transfers from the National Fund.

    The banking sector remains resilient and rapid progress in implementing the 2023  FSAP recommendations is commendable. In particular, the regulatory agency (ARDFM)’s institutional independence and risk-based supervision, as well as the NBK’s macroprudential policy mandate and toolkit, have been significantly enhanced. Going forward, the main priority is to introduce a fully-fledged framework for bank resolution, including coordination mechanisms among the ARDFM, NBK and relevant ministries.

    Structural reform implementation is critical to elevate long-term economic growth. To meet the authorities’ ambitious growth objectives, a key priority is to reduce the state footprint in the economy and promote competition and private sector development. However, the amount and size of state interventions, subsidies, state-owned enterprises, and external restrictions have recently increased. Stronger public governance is also required, including through continued efforts to reduce corruption-related vulnerabilities.

    Given increasingly pressing challenges from climate change, more comprehensive policies are needed to accelerate the transition to a sustainable and resilient economic model and meet the authorities’ commitment to reduce carbon emissions. Building on recent progress, including in implementing the national strategy for carbon neutrality, priorities are to modernize energy infrastructure, enhance energy efficiency, accelerate fossil fuel subsidy reforms, and adopt measures to transform high-emission sectors, manage climate-related risks in the financial sector, and address the needs of vulnerable groups.

  • MIL-OSI USA: USGS: Value of U.S. mineral production edged up in 2024

    Reston, Va. — The overall value of U.S. mineral production edged up by $1 billion in 2024 to $106 billion, according to the U.S. Geological Survey’s annual Mineral Commodity Summaries. Record prices for gold and silver buoyed the total, more than compensating for a 40 to 60 percent fall in the value of U.S. production of critical minerals used to make lithium-ion batteries.    

    Prices for the battery materials, principally cobalt, lithium and nickel, fell due to oversupply by dominant producers including China. The report also highlights the overall importance of nonfuel minerals to American industries including aerospace, electronics and construction. These industriesrepresented$4.08 trillion in value in 2024, a 4% increase over 2023, and nearly one-seventh of the U.S. economy.   

    The 30th annual Mineral Commodity Summaries report prepared by the USGS National Minerals Information Center is a comprehensive source of nonfuel mineral commodity data for the world. It includes information on the domestic industry structure, government programs, tariffs, reserves, world production and five-year salient statistics for 90 nonfuel mineral commodities that are important to U.S. national security and the economy. It also identifies events, trends and issues in the domestic and international minerals industries that impact production and consumption.  

    “We are excited to release the 30th edition of the Mineral Commodity Summaries. For decades, leaders in industry and government have relied on the objective, robust data and analysis provided in this report to help make business decisions and determine national commerce, security, and intelligence policy surrounding minerals,” said Sarah Ryker, acting director of the USGS. “The USGS leads Federal coordination on the Nation’s mineral supply chains and informs our partners from our rich data. We continue to add new data and analysis to the Mineral Commodity Summaries and develop new ways to shed light on mining, minerals and our economy’s need for them.”  

    In 2024, the metal sector had another year of decreasing prices attributed to oversupply in the global market. There were notable reductions in prices from dominant producing countries including China. The value of U.S. production of many of the metals required to make lithium-ion batteries used in phones, power tools and vehicles, such as cobalt, lithium and nickel, fell sharply by 40% to60% from 2023 levels. The drop in value was caused by both the fall in prices and a resulting decrease in U.S. production. The largest decreases in metal production quantities, in descending order, were nickel, cobalt, platinum, palladium and cadmium. The reduction in prices caused some domestic mining projects to delay operations or stop processing material.   

    Other key highlights of the report are detailed analysis of tariff and trade changes in 2024 affecting mineral commodities. These include U.S. tariffs on China’s exports of goods containing critical minerals in response to acts, policies and practices, and China’s export ban on antimony, gallium and germanium exports to the U.S.    

    In 2024, the U.S. was 100% reliant on imports for 12 of the 50 minerals on the List of Critical Minerals, unchanged from 2023, and the number of critical minerals where the U.S. is more than 50% reliant on imports fell from 29 to 28.  However, the drop in nickel imports doesnot necessarily signal a strengthened domestic supply chain – it was driven by decreased U.S. industrial consumption of nickel.   

    Gold and silver, however, had the highest prices on record in 2024. In 2024, the estimated U.S. production value of gold increased by 9% despite a decrease in the estimated quantity of gold produced. The estimated production value of gold accounted for 11% of the total estimated value of U.S. nonfuel mineral commodity production. Prices for some other commodities such as antimony and germanium also increased significantly owing to export restrictions put in place by China. 

    The $106 billion worth of nonfuel mineral commodities produced by U.S. mines in 2024 included ferrous and nonferrous metals as well as industrial minerals and natural aggregates. The estimated value of U.S. production of all industrial minerals in 2024 was $72.1 billion, which was about 68% of the total value of U.S. mine production. Crushed stone was the leading nonfuel mineral commodity domestically produced in 2024, accounting for 24% of the total value of U.S. mine production. 

    U.S. metal mine production in 2024 was estimated to be valued at $33.5 billion, a slight increase from $33 billion in 2023. The principal contributors to the total value of metal mine production in 2024 were gold, 35%; copper, 30%; iron ore, 16%; zinc, 7%; and molybdenum, 5%.  

    Domestically, a total of $48 billion of metals and mineral products were recycled in 2024, including metals such as copper, gold, iron and steel scrap and platinum-group elements. This amount represented a slight increase in value compared with that in 2023. 

    Fourteen mineral commodities produced in the U.S. were valued at more than $1 billion each. These commodities were, in order of value, crushed stone, construction sand and gravel, gold, cement, copper, iron ore, industrial sand and gravel, lime, soda ash, salt, zinc, phosphate rock, molybdenum and helium. 
     
    The report also details progress from investments in the domestic minerals base. In fiscal year 2024 alone, the USGS Earth Mapping Resources Initiative distributed more than $57 million across 39 States to fund geoscience data collection and mapping in partnership with State geological surveys, data preservation programs, and scientific interpretation efforts to identify areas of the country with potential for the occurrence of critical minerals.  

    Under the Energy Act of 2020, the USGS maintains the List of Critical Minerals, added a critical minerals section to the annual Mineral Commodity Summaries, conducts a nationwide mapping effort – the Earth Mapping Resources Initiative – in partnership with state geological surveys, and is assessing domestic critical mineral resources. 

    The USGS delivers unbiased science and information to improve understanding of mineral resource potential, production, consumption and how minerals interact with the environment. The USGS National Minerals Information Center collects, analyzes and disseminates current information on the supply of, and the demand for, minerals and materials in the U.S. and about 180 other countries. This information is essential in planning for, and mitigating impacts of, potential disruptions to mineral commodity supply due to both natural hazards and human-caused events.

Inflation is expected to reach 8.2 percent, still above its 5 percent target, as the pace of disinflation has slowed this year due to increased domestic energy tariffs and an expansionary fiscal policy. On the external front, a moderate current account deficit is expected in 2024, and the external position is assessed as moderately weaker than implied by economic fundamentals and desirable policies.

    Risks to the outlook remain tilted to the downside. They include external risks from a slowdown in major economies, an intensification of regional conflicts, secondary sanctions, and higher commodity price volatility or export pipeline disruptions. On the domestic front, key risks are delays in large infrastructure projects in the short term, failure to reintroduce fiscal discipline which could fuel inflation pressures, and a resurgence of social tensions. Upside risks include accelerated reform implementation, higher oil prices, and stronger foreign investment in new sectors.

    Monetary policy should remain tight until inflation is close to target, and its effectiveness could be further strengthened. The combination of robust growth, slowing disinflation, and an uncertain outlook justify continued monetary policy prudence. In order to enhance the National Bank of Kazakhstan (NBK)’s institutional independence and monetary policy effectiveness, its governance and legal framework can be further improved, and the NBK should refrain from foreign exchange interventions in the absence of disorderly market conditions.

    Recurrent fiscal underperformance requires measures to avoid fiscal procyclicality and strengthen the fiscal policy framework. Such measures would also help to meet the authorities’ objective of fiscal consolidation and maintain a balanced external position. Priorities are to improve macro-fiscal forecasts and budget planning, and to use the introduction of new tax and budget codes as opportunities to enhance non-oil revenue mobilization, including through gradual VAT rate increases, and spending efficiency. Fiscal policy effectiveness also requires public sector data that are better aligned with international standards and a more rules-based and transparent policy framework, including by reducing off-budget spending and the continued reliance on discretionary transfers from the National Fund.

    The banking sector remains resilient and rapid progress in implementing the 2023  FSAP recommendations is commendable. In particular, the regulatory agency (ARDFM)’s institutional independence and risk-based supervision, as well as the NBK’s macroprudential policy mandate and toolkit, have been significantly enhanced. Going forward, the main priority is to introduce a fully-fledged framework for bank resolution, including coordination mechanisms among the ARDFM, NBK and relevant ministries.

    Structural reform implementation is critical to elevate long-term economic growth. To meet the authorities’ ambitious growth objectives, a key priority is to reduce the state footprint in the economy and promote competition and private sector development. However, the amount and size of state interventions, subsidies, state-owned enterprises, and external restrictions have recently increased. Stronger public governance is also required, including through continued efforts to reduce corruption-related vulnerabilities.

    Given increasingly pressing challenges from climate change, more comprehensive policies are needed to accelerate the transition to a sustainable and resilient economic model and meet the authorities’ commitment to reduce carbon emissions. Building on recent progress, including in implementing the national strategy for carbon neutrality, priorities are to modernize energy infrastructure, enhance energy efficiency, accelerate fossil fuel subsidy reforms, and adopt measures to transform high-emission sectors, manage climate-related risks in the financial sector, and address the needs of vulnerable groups.

    Welsh Secretary Jo Stevens has told clean energy industry leaders that they will play a vital part in helping to grow the economy in Wales.

    The discussion with key figures from the sector at RWE’s Pembroke Power Station today (30 January) was the latest in a series of round-table meetings chaired by the Welsh Secretary as part of her drive to deliver economic growth for Wales. 

    The UK Government is working with the Welsh Government and industry partners to develop floating offshore wind in the Celtic Sea. This would see wind turbines built on floating platforms which means they can take advantage of the wind direction.

    The Welsh Secretary heard plans for how floating offshore wind could support up to 5,300 new jobs and generate up to £1.4bn for the UK economy.

    The UK Government has identified Pembrokeshire as a pilot area to develop a skilled clean energy workforce, which could see funding for targeted measures such as training centres and courses to up-skill workers. 

    Ports will be vital for supporting floating offshore wind. The UK Government has announced a partnership between The Crown Estate and Great British Energy which has the potential to leverage up to £60 billion of private investment into ports and clean energy supply lines. 

    The UK Government has also committed £26 million for the Celtic Freeport in Milford Haven and Port Talbot. The Celtic Freeport will encourage growth and investment by creating tax and customs incentives for business. 

    Welsh Secretary Jo Stevens said:

    My clear focus is on delivering the UK Government’s Plan for Change which will kickstart the economy and put more money in people’s pockets in Wales.

    We have a world class clean energy sector in Wales, with abundant natural resources and the potential to be a powerhouse for economic growth.

    I want to see a thriving industry which delivers both well-paid jobs and contributes to our mission to make the UK a clean energy superpower by 2030.

    The Welsh Secretary’s discussion with industry leaders took place on Thursday 30 January at RWE’s Pembroke Power Station and is the latest in a series of round-table meetings chaired by her as part of her drive to deliver economic growth for Wales. Ms Stevens has already met leaders from the digital and tech industry, the creative sector, the advanced manufacturing sector and the life sciences industry in Wales.

    At the end of 2024 the Welsh Secretary launched the Welsh Economic Growth Advisory Group to help shape UK Government efforts to boost growth and put more money in people’s pockets. The group is tasked with informing the UK Government’s new Industrial Strategy to boost key Welsh industries and shape Welsh priorities for the next Spending Review, both expected during Spring 2025.

    As well as talking to industry leaders the Welsh Secretary visited Dragon LNG in Milford Haven where she learnt more about their innovative plans to support proposals to decarbonise Wales’s heavy industries. 

    Simon Ames Managing Director at Dragon LNG said:

    It was a great honour to host the Secretary of State at Dragon and showcase the local talent at this fantastic facility.

    We deliver 10% of UK’s gas, ensuring resilience and diversity of supply from all over the world. 

    Through the transition to green energy we hope to develop our joint project with RWE on CO2 capture, liquefaction and shipping so that they can provide low carbon on demand power into the UK”. 

    Ms Stevens also toured Ledwood Mechanical Engineering in Pembroke Dock. The company specialises in designing, making and installing complex machinery and structures for the energy industries. There she spoke to apprentices, who are gaining skills which will be valuable in the clean energy industry, about their future ambitions. 

    Nick Revell Managing Director of Ledwood Mechanical Engineering said:

    There has been much discussion around the potential for the Welsh economy and local supply chain to capitalise on the potential of floating offshore wind and tidal power but the reality is that investors, developers and supply chain partners all have to have confidence that Governments in Westminster and Cardiff Bay will get behind this new industry.

    It’s time to stop talking and start doing so that we can remove barriers and move forward. We welcome the engagement with the Welsh Secretary and looking forward to working with her and Welsh Government to help make this happen.

    The clean energy industry will provide a great long-term career pathway for apprentices like me who want to live and work locally.

    It’s a real exciting time and I am proud to be working for a company like Ledwood that is based here in Pembroke and is at the forefront of the global energy processing sector.
