    Clear warning to unregistered boat owners on the Thames as owners failed to register their boats despite warnings. More to face court in coming months

    Staines magistrates’ court had a busy day on 22 October as 14 owners were sentenced to pay more than £18,000 for failing to register their boats for use on the River Thames.

    Environment Agency enforcement officers discovered these vessels during spot checks in December 2023 at Penton Hook Marina in Surrey. The inspection showed unacceptably high levels of registration evasion with a quarter of the boats in the marina, around 125 vessels, failing to have been registered. Every boat-owner was traced and given ample warning and opportunity to register their boats correctly.

    The court was told that all owners had skipped the annual registration fee, determined by the length and width of the boat. A couple of them had skipped it twice. Duncan Heyward and Tony Davies, both of Chertsey, were found guilty of owning two unregistered vessels and had to pay compensation accordingly.

    The highest charges were issued to Drystan Brod of Battersea for his boat, Lindum – more than £2300 including costs, fines, compensation and victim surcharge. Full details of all fines below.

    Colin Chiverton, environment manager for Surrey at the Environment Agency, said:

    This was a great day for the majority of Thames boat-owners who register their vessel with us every year. Just like us, they’re fed up with seeing this unlawful behaviour take place on the river every year. We’re pleased with this outcome, and it sends a clear warning to all unregistered boat owners – it’s just not worth the risk.

    At the end of November, we have another day in court with a further 14 owners facing the music. So, if you have an unregistered boat on the Thames, you should know that our enforcement teams are still out in October, patrolling the river and checking for valid registrations.

    Renewal invitation letters for 2025 registrations on the River Thames are to be sent in November to everyone that registered their boat this year and owners are encouraged to register early to ensure their boats are compliant by 1 January, when the new season starts. The Environment Agency’s approach to non-registration on the Thames has changed – boat-owners are given ample opportunity to register their boat. However, once a summons has been issued, it won’t stop court proceedings, even if the boat owner subsequently pays their registration fee.

    Similar to excise duty for road vehicles, boat registration fees allow the Environment Agency to manage and maintain more than 600 miles of inland waterways across England, keeping them open and safe for thousands of boaters to enjoy.

    Background:

    Owners of powered or non-powered boats, including paddleboards, must register their boats annually with the Environment Agency for use on the non-tidal River Thames.

    Boat registration on the Thames starts on 1 January every year. Any boats found on the water after that date, without having registered, may be liable to a fine.

    In mid-September 2024 during a river wide census, Environment Agency officers recorded the locations of 10,890 boats on the river.

    U.S. ethane production increased steadily over the last decade and reached a record of 3.0 million barrels per day (b/d) in May 2024. Ethane production in the first half of 2024 (1H24) averaged a record 2.8 million b/d, according to data from our Petroleum Supply Monthly. The increase was driven by more natural gas and ethane production in the Permian Basin, which spans Texas and New Mexico.

    Ethane serves mainly as a petrochemical feedstock to produce ethylene, which is used to make plastics and resins. Continued growth in ethane consumption in the global petrochemical sector, increasing proportions of ethane derived from U.S. natural gas production, and favorable production economics have driven steady increases in ethane production in recent years.

    In the United States, almost all ethane is recovered at natural gas processing plants, which remove ethane and other natural gas plant liquids (NGPL) from raw natural gas. During 1H24, U.S. marketed natural gas production, which includes dry natural gas and NGPLs before they are separated out, averaged a record 112.8 billion cubic feet per day (Bcf/d), 1.0 Bcf/d more than the 1H23 average.

    Ethane production in the Texas Inland and New Mexico refining districts, which include the Permian Basin, accounted for 62% of U.S. ethane production during 1H24, slightly more than the 60% share in 1H23. Ethane production in these two districts averaged 1.7 million b/d in 1H24, a 7% (0.1 million b/d) increase from 1H23. Ethane production in the Appalachian No. 1 refining district, which straddles most of the Appalachian Basin production area in Pennsylvania and West Virginia, also increased during 1H24, averaging 327,000 b/d, up from 292,000 b/d in 1H23. Ethane production in other refining districts remained essentially unchanged from 1H23.


    U.S. ethane production continued increasing to meet growing demand from domestic and international consumers. Consumption of ethane in the United States in 1H24 averaged 2.3 million b/d, up from 2.1 million b/d in 1H23, while U.S. ethane exports averaged 470,000 b/d, down 17,000 b/d compared with 1H23. The United States began exporting ethane in 2014 to petrochemical plants in Canada and became the world’s largest exporter of ethane in 2015, when tanker exports to Europe began. The most common destinations for ethane exports in 1H24 were China (45% of U.S. ethane exports; 212,000 b/d), Canada (15%; 70,000 b/d), and India (14%; 65,000 b/d).


    In our Short-Term Energy Outlook, we expect ethane production to average 2.8 million b/d in both 2024 and 2025, a 5% increase compared with 2023. We expect domestic ethane consumption to average 2.3 million b/d in both 2024 and 2025, a 5% increase compared with 2023. We expect U.S. net ethane exports to rise to 490,000 b/d in 2024 and 520,000 b/d in 2025, an 11% increase from 2023 to 2025.

    New York, N.Y., Oct. 28, 2024 (GLOBE NEWSWIRE) — NANO Nuclear Energy Inc.     In the offering, NANO Nuclear sold 2,117,646 shares of common stock and warrants to purchase 1,217,646 shares of common stock at $17.00 per share and associated warrant, less underwriting discounts and expenses. Such warrants include warrants to purchase 158,823 shares of common stock which were purchased by the underwriter at closing pursuant to a partial exercise of its offering over-allotment option. The underwriter retains an option through November 22, 2024, to purchase an additional 317,646 shares of common stock. The warrants are exercisable immediately, have a term of five years, and have an exercise price of $17.00 per share. The warrants will not trade on any market.

    This offering follows NANO Nuclear’s initial public offering which closed on May 10, 2024, and its underwritten follow-on offering which closed on July 15, 2024, from which NANO Nuclear received total gross proceeds of over $30 million.

    NANO Nuclear expects its net proceeds from the offering, after underwriting commissions and offering expenses, will be approximately $32.6 million.     HOUSTON and LONDON, Oct. 28, 2024 (GLOBE NEWSWIRE) — Baker Hughes (NASDAQ: BKR), an energy technology company, announced Monday significant contracts with Petrobras to provide 77 km of flexible pipe systems to be deployed in Brazil’s pre-salt fields. The agreement was signed Oct. 15, 2024, following an open tender.

    The multi-year project includes risers and flowlines for hydrocarbon production and associated gas and water injection with support for equipment storage, maintenance and installation. Delivery is scheduled to begin in mid-2026, and the equipment will be utilized across Petrobras’ Búzios, Libra, Berbigão, Sururu and Sépia fields.

    These systems will also address the critical issue of stress-induced corrosion cracking from CO2 (SCC-CO2), which can affect flexible pipes in pre-salt fields with high concentrations of the gas. Baker Hughes’ flexible pipes have proven effective at mitigating this issue, which can arise as gas is reinjected into wells to reduce flaring and enhance oil recovery. Petrobras has committed to limiting CO2 emissions to the atmosphere in their operations, and CO2 storage is an important tool for producing lower-carbon barrels.

    EL DORADO, Ark., Oct. 28, 2024 (GLOBE NEWSWIRE) — SWA Lithium, the Joint Venture between Standard Lithium and Equinor which is developing the South West Arkansas Project (“SWA” or the “Project”), is pleased to announce that it has entered into a license agreement with Koch Technology Solutions LLC (“KTS”) to deploy and use KTS’ Li-ProTM Lithium Selective Sorption (“Li-Pro LSS”) technology at the JV’s commercial plant for the SWA Phase 1 Project.

    UPDATED PERFORMANCE OF COMMERCIAL-SCALE DLE COLUMN

    Standard Lithium is also pleased to announce the continued successful operation of the commercial-scale DLE column at its wholly-owned Demonstration Plant (“Demo Plant”) near El Dorado, Arkansas. The Company installed a commercial-scale DLE column in late March 2024 and has been operating the column continuously. The column is a Li-Pro LSS unit, supplied by KTS and identical to those currently being integrated into the front-end engineering and design (FEED) study for the SWA Project.

    Since commissioning, the column has exceeded the targeted design parameters for lithium recovery and rejection of impurities. Key technical highlights of the commercial-scale DLE column are provided below:

    • Lithium recovery efficiency of 95.4%: During a four-month continuous operating period (1st April to 31st July 2024), the Li-Pro LSS process achieved an average lithium recovery (i.e. after loading and elution) of 95.4% from the 90 gallons per minute (gpm) incoming brine flow (the average incoming brine contained 183 mg/L lithium during the same period).
    • Excellent contamination rejection rate: During the same period, the DLE process rejected, on average;
      • Sodium – 99.9%
      • Calcium – 99.6%
      • Magnesium – 99.2%
      • Potassium – 99.7%
      • Boron – 95.4%
        High and consistent contaminant rejection at the DLE stage means that the eluate (the initial lithium chloride solution) is easier and cheaper to further refine and concentrate using tested and proven steps to make a concentrated and purified lithium chloride solution. This solution can then be converted to a battery quality carbonate, as has been demonstrated multiple times and at several different scales, both at the Demo Plant and off-site with various third-party vendors.
    • Nearly 10,000 operational cycles for the Li-Pro LSS technology: The commercial-scale Li-Pro LSS column has completed over 725 operational cycles, and the Li-Pro LSS technology has completed over 9,740 operational cycles at the Demo Plant (as of early October 2024).
    • Over 24 million gallons of brine processed: As of the end of September 2024, the Demo Plant had processed 24,446,306 gallons (92,539,335 litres) of Smackover brine, produced directly from the formation and reinjected continuously back into the same formation.

    The planning process for new clean energy infrastructure in Scotland will be improved under UK and Scottish government proposals to reform outdated legislation that can delay new projects being built. 

    In collaboration with the Scottish Government, the UK government has today (28 October) launched a consultation on proposed changes that will make the system for considering large energy projects in Scotland more efficient, while also ensuring that affected communities can have their say on proposals at the right time in the process. 

    Currently it can take up to four years to approve large electricity infrastructure projects in Scotland, such as power lines and onshore wind farms, under UK legislation that has been in place since 1989.

    This system can create uncertainty for investors and communities, which in turn can lead to higher costs being passed onto bill payers. In England and Wales, new large-scale electricity projects can take around half as long on average to be determined compared to Scotland, thanks to previous legislative reforms to streamline the process. 

    By making vital updates to the energy consents system in Scotland, the UK and Scottish governments aim to support the rollout of new clean energy projects while giving communities early and meaningful opportunities to be heard. The consultation proposes making it a requirement that communities and wider stakeholders are consulted at pre-application stage.

    Today’s announcement forms the next step in joint work from the two governments to cement Scotland’s role in making the UK a clean energy superpower.  

    It comes after the UK government confirmed Aberdeen as the headquarters for the publicly-owned company Great British Energy, that will own and invest in clean power projects across the UK. This month, Scottish and UK governments also signed an agreement to support clean energy supply chains and infrastructure, via new partnerships between Great British Energy and Scottish public bodies. 

    The proposed reforms aim to provide developers and communities with an updated system when submitting plans for large clean energy projects. The changes cover the entire process from pre-application to challenging decisions, tackling issues that have already been addressed in England and Wales under previous reforms. They include: 

    • Pre-application requirements: New standardised processes for both onshore and offshore developers to engage with local communities and stakeholders before submitting an application to the Scottish Government for new energy infrastructure. This will involve communities at an earlier stage and improve the quality and speed of applications, with new powers for the Scottish Government to reject any that do not meet requirements. The Scottish Government will also be able to charge fees for pre-application services, helping to deliver the new system effectively. 

    • Appealing decisions: Standardising the appeals process, with set criteria for challenging decisions on new energy infrastructure and a 6-week time limit in which objections can be raised. Currently challenges to large onshore projects must be brought by judicial review within three months, which can lead to lengthy delays.  

    • Public Inquiries: Reforming the public inquiry process which is automatically triggered when Planning Authorities raise objections to new energy infrastructure. These inquiries can take an average of 18 months and have cost the Scottish Government £1.9 million since 2021. Under the proposals, inquiry sessions will still be held where necessary, but other forms of decision making will also be deployed on a case-by-case basis guided by a specialist reporter.

    • Changes to planning consent: New powers to allow the Scottish Government to revoke, suspend or vary consents for energy infrastructure projects under specific circumstances. This will allow for necessary amends to be made, without the applicant having to restart the process. 

    • Necessary wayleaves: A new power for the Scottish Government to charge developers a fee for submitting wayleave applications to place overhead lines on private land. Similar fees are charged in England and Wales, and will help the Scottish Government to meet an expected increase in applications in the rollout of new clean energy projects.

    All decisions on new energy infrastructure projects in Scotland are devolved and applications over 50MW are made to the Scottish Government. The UK government is responsible for energy policy and the legislative framework (i.e. Electricity Act 1989) is reserved for the UK Parliament.  

    Changes to the Planning Act 2008 (such as Nationally Significant Infrastructure Projects) helped to speed up decision making on energy infrastructure projects in England and Wales. The proposed reforms in this consultation will update the approvals process for energy infrastructure in Scotland.  

    Following the consultation process, the UK government will bring forward the necessary legislation as soon as Parliamentary time allows.

    Why do we use gasoline for small vehicles and diesel fuel for big vehicles? – Methdini, age 15, Sri Lanka


    Gasoline fuels most light-duty vehicles, such as passenger cars and pickup trucks. Heavy-duty vehicles, like buses, delivery trucks and long-haul tractor-trailers, typically run on diesel.

    Both fuel types are needed because gasoline and diesel engines have different strengths. As my automotive engineering students learn, this makes them suitable for different uses.

    Let’s start with what they have in common. Gas and diesel engines both work through a process called internal combustion.

    • First, they mix fuel with air because the fuel needs oxygen from the air to burn.

    • Next, they compress the fuel-air mixture, which makes the mixture hot enough to burn.

    • Then the engine burns the mix of fuel and air, releasing heat. This creates high pressure, which moves internal parts that make the car move.

    • Finally, the car releases spent combustion gases to the atmosphere through its tailpipe. These gases contain pollutants, such as carbon monoxide, nitrogen oxides and unburned fuel, that are harmful to human health, as well as carbon dioxide, which warms Earth’s atmosphere.

    How a gas-powered internal combustion engine converts chemical energy in gasoline into kinetic energy that makes the car move.

    Different engines for different jobs

    Gasoline and diesel fuel are both made from crude oil, a fossil-based energy source. But they have different chemical properties that require different types of engines.

    In a gas engine, a small device called a spark plug ignites the compressed fuel-air mixture. It uses hundreds of thousands of volts to create an electrical arc that can start the burn, much like striking a flint rock against another stone.

    Diesel fuel is harder to ignite and slower to burn than gasoline. But if it is compressed enough, it will ignite without a spark. And this higher compression results in higher efficiency, so vehicles powered with diesel get more miles per gallon. That’s important for transporting goods and people as economically as possible – one reason why most buses, trains and large trucks run on diesel.

    Diesel engines tend to be more expensive than gas engines, since they need sturdier parts to withstand the higher temperatures and pressures they produce. But they also last longer than gasoline engines. This is a plus for vehicles such as long-haul trucks that need to go many hundreds of thousands of miles between engine overhauls.

    So why do passenger cars use gas? One reason is that diesel engines’ higher compression and temperature make them noisier, especially at higher frequencies that humans find annoying. Diesel engines also produce higher levels of fine particle pollution, known as PM 2.5, that has been linked to many human health risks.

    These trade-offs typically lead consumers to prefer cheaper, quieter gasoline engines in cars they drive for work and pleasure. Efficient, long-lasting diesel engines are more attractive to companies hauling goods and transporting large numbers of people.

    Beyond internal combustion engines

    In the future, transportation may not use gas or diesel at all. Some cars and light trucks – models known as hybrids – already use gas or diesel together with batteries and electric motors, or run entirely on electricity. And cities across the U.S. are investing in electric school buses, which are lower-polluting and cheaper to maintain than diesel buses.

    Hybrid, plug-in hybrid and battery electric vehicles promise to result in far fewer emissions of toxic gases and carbon dioxide – especially if they are recharged with electricity produced from renewable sources like wind and solar power. These vehicles will be quieter than gasoline and diesel models and also cheaper to maintain, since they have fewer moving parts. Gasoline and diesel vehicles will remain in use for years to come, but they no longer represent the forefront of transportation innovation.

    On 17–18 October, Nigerian Vice President Kashim Shettima visited Sweden to enhance cooperation in trade and investment, regional security and global issues. Minister for Foreign Affairs Maria Malmer Stenergard hosted the visit, which is an important step in strengthening the ties between the countries – not least by exploring new opportunities for cooperation in business and innovation.

    “Nigeria is undertaking an extensive green and digital transition and there are great opportunities for Swedish companies to contribute. Nigeria is a major regional and global power with a rapidly growing population. It was very valuable to have the chance to discuss enhanced cooperation in trade with Vice President Shettima, who also demonstrated impressive knowledge of Swedish history,” said Ms Malmer Stenergard.

    Nigeria is an important trade partner to Sweden in sub-Saharan Africa and is expected to be the world’s third most populous country by 2050. Sectors such as energy, information and communication technologies, environmental technology, urban planning and infrastructure hold special interest – areas in which Sweden has much to offer. At present, around 40 Swedish companies operate in Nigeria and provide solutions ranging from 5G-technology and sustainable transport to renewable energy. This cooperation is paving the way for further Swedish investments and partnerships in the country.

    “As a forerunner in an IT-driven economy in various sectors, Nigeria is well-positioned to become West Africa’s technological hub. There are numerous newly started businesses and technological development and innovation centres that showcase a rapidly growing industry. This is an opportunity that Swedish companies cannot afford to miss,” said Minister for International Development Cooperation Benjamin Dousa.

    Mr Shettima and his delegation met with several Swedish companies and other key actors during their visit to Sweden. The delegation included Executive Governor of Plateau State Caleb Manasseh Mutfwang, Nigerian Minister of Foreign Affairs Yusuf Tuggar and Minister of Communications, Innovation and Digital Economy Bosun Tijani. 

    Mr Shettima was also received by the Crown Princess and met with Prime Minister Ulf Kristersson, where issues regarding enhanced exchange and common global challenges were discussed. He also met with Minister for Energy, Business and Industry and Deputy Prime Minister Ebba Busch to discuss trade issues. Trade and investment, regional security and global issues were discussed during a lunch with Ms Maria Malmer Stenergard. Mr Dousa had a separate meeting with Mr Tijani.

  • MIL-OSI Security: Defense News: NAVFAC MIDLANT Environmental, Chesapeake Bay Program volunteers support 2024 NAS Oceana STEM Lab for nearly 8,000 Students

    The free event, which has been held nearly every year since 2016, allows 5th graders from Virginia Beach City and Chesapeake Public Schools to receive an exclusive sneak peek of the Air Show performances, including the U.S. Navy Flight Demonstration Squadron, the Blue Angels and the F-22 Raptor Demonstration Team; vendor booths and activities; and numerous STEM Laboratory exhibits. It’s estimated nearly 8,000 students and more than 1,500 teachers/chaperones were in attendance this year.

    Students were able to engage in a multitude of environment-based activities to learn how to become better stewards of the environment, such as play a Jeopardy-style trivia game to test their knowledge of the Chesapeake Bay, recycling, and watersheds; and compete in a head-to-head recycling relay to determine if discarded items were recyclable or trash. Additionally, many of the questions asked were derived from the Virginia Standards of Learning curriculum to help reinforce state education, and meet stewardship and literacy goals embodied in the EPA Executive Order 13508 for Chesapeake Bay Protection and Restoration outreach commitments.

    “It was fun to engage with students on topics so close to where we all live – seeing what they know, and share information to help protect the Chesapeake Bay,” said Vincent Orazi, Natural Resource Management Specialist. “It was good experience.”

    An interactive watershed model further showed students how pollutants, such as pet waste, oil, fertilizer, and detergents can adversely impact water quality by entering our waterways, pollute stormwater, and impact outside activities like swimming and fishing.

    “It’s great to see the students captivated by our hands-on demonstration,” said Dawn Friedrichs, PWD Oceana EV Drinking Water and Environmental Management System Program Manager, noting students used oil absorbent fabric to cleanup oil spills in aquatic and marine environments in the display. “Interaction and visualization go a long way in helping them retain what they’ve learned.”

    Students also learned the importance of recycling, proper waste disposal, natural resource conservation, and how to prevent household and industrial pollutants, trash, and yard debris from entering our waterways.

    “I’ve been participating in the NAS Oceana Air Show STEM Lab since 2017, and I’m amazed every year by the great questions asked by these students,” said Tara Fisher, PWD Oceana EV Water, Tanks, and Petroleum, Oil, and Lubricants (POL) Program Manager. “We really enjoy interacting with them, and we hope our message of stormwater pollution prevention sticks with them throughout their lives.”

    Prime Minister Keir Starmer makes a speech in Birmingham.

    It’s always great to be here in Birmingham. A city that is at the heart, not just of our country but also – our plans for growth – as we announced two weeks ago £500m worth of new investment in battery storage will create the jobs of the future right here. And that’s a snapshot of the Britain we are building this week and beyond. 

    Our economy – stabilised. 

    The foundations – fixed. 

    Hope in the future – restored.  

    Another step taken on the long, difficult, but resolute path that we will walk.

    Towards a Britain returned to the service of working people.

    I said on the steps of Downing Street – the day after the election that this would be a government for the working people of this country. 

    That, when the cameras stopped rolling. When that black door closed. We would carry their hopes and aspirations with us. 

    That the basic, completely reasonable desire to want a better future for your family. That would become the driving purpose of this Government. 

    Now, I will never stand here and tell you to feel better, if you don’t. And I will never ask you to feel grateful for what you should expect as a given.  

    Trust in my project to return Britain to the service of working people can only be earned through actions not words: Change must be felt. 

    But every decision we have made. Every decision that we will make in the future will be made with working people in our minds’ eye. People who have been working harder and harder for years, just to stand still. 

    People doing the right thing maybe still finding a little bit of money to put away. Paying their way – even in the cost-of-living crisis but who feel this country no longer gives them or their children a fair chance. 

    People stuck on an NHS waiting list whose town centre is blighted by anti-social behaviour who can’t afford to buy a place they call home or can’t afford the home they have, because of the mortgage bombshell. 

    And people who feel ignored as their lives, no matter how hard they work slide into greater insecurity. Scared of the postman coming down the path – will it be another bill I can’t afford?

    I know some people want to have a debate about this and I know there will always be the exception that proves the rule. Welcome to the wonders of a diverse country!  

    But I also know that the working people of this country know exactly who they are and that – they are the golden thread that runs through our agenda. Every single one of our national missions is about delivering for them. 

    And we are getting on with the job. That’s why we reformed planning rules to get Britain building again – restore the dream of home ownership.  

    It’s why we ended junior doctor strikes to lift the pressure on our NHS. Start cutting waiting lists. 

    It’s why we stopped the riots with tough sentences for violent thugs. 

    Launched a Border Security Command to smash the people-smugglers. 

    Switched on Great British Energy to get Putin’s boot off our throat. Make our country more secure. Create good jobs – right across the country. 

    And it’s also why we’ve started the work of changing our economy. Stabilising it. Fixing its foundations. 

    But also – changing how it works for them. An employment bill that will finally make work pay.  That will contribute to growth and raise living standards for working people. A direct response to the cost-of-living crisis, we were elected to tackle for them. Because let me tell you, it is working people who pay the price when their Government fails to deliver economic stability. They’ve had enough of slow growth, stagnant living standards and crumbling public services.

    They know that austerity is no solution. And they’ve seen the chaos when politicians let borrowing get out of control.

    We choose a different path. Honest, responsible, long-term decisions in the interests of working people.

    Because it’s stability that means we can invest. And reform that will maximise that investment. £63 billion worth of investment secured from business two weeks ago – a record-breaking show of confidence in our plan for growth.  

    That’s investment that will create tens of thousands of jobs. Good jobs – in every corner of the country. 

    I know some people will recoil when we say we have to take the tough decisions needed to fix the foundations. 

    This doesn’t happen by accident it’s because business can see we are fixing the foundations. Everyone who finds damp in their house – know they have a decision. Paint over it or strip it out, pull off the plaster, deal with it once and for all. 

    So, I will defend our tough decisions all day long.

    It’s the right thing for our country. The only way you get the investment we need. Stability. Investment. Reform.

    That is how we fix the NHS, rebuild Britain, and protect the payslips of working people, delivering on our mandate of change.  

    That’s what the Budget this week will be about.  It’s what every week of this Government will be about. 

    A Budget for working people, from a government for working people. Because returning Britain to their service, that’s our fundamental cause – and it never changes. 

    It will also be the first budget delivered by a woman – ever. That is a moment of pride. That is a moment of pride. When Rachel Reeves stands up – she will be making history – young women and girls will watching across the country. They will look up – and they will notice.   

    It will also be a Budget which will show to the British people that we won’t be distracted from our task.  

    We will stick to our long-term plan.  Run towards the tough decisions, rip-off the short-term sticking plasters, so we can lead our country finally but decisively out of this ‘pay-more, get less’ doom-loop [political content removed].

    Of course there will still be tough decisions. Rebuilding Britain and delivering growth, that will take the skills and effort of all of us. 

    That is why this Budget will also Get Britain Working. It will pave the way for reforms that tackle the root causes of economic inactivity, make sure – that those who can work, do work. 

    [Political content removed] we will always help those who cannot support themselves, but the UK is the only G7 country where economic inactivity is still higher than it was before Covid.

    That is not just bad for our economy, it’s also bad for all those who are locked out of opportunity. So the Chancellor will announce £240 million in funding to provide local services that can help people back into work, and the dignity it brings.

    A Britain that works for working people. With all those who can, playing their part.

    We will also be ruthless in clamping down on government waste, just as we will be ruthless on clamping down on tax avoidance, so the British people that every penny counts.

    Every single person in this country had to do that during the cost-of-living crisis and government must be no different. 

    And frankly, when we’re asking broader shoulders to carry a higher burden on tax, that determination to be more productive and efficient in government, that’s the very least their contribution deserves.  

    Look – nobody wants higher taxes, just like nobody wants public spending cuts. But we have to be realistic about where we are as a country. This is not 1997, when the economy was decent but public services were on their knees.  And it’s not 2010, where public services were strong, but the public finances were weak. We have to deal with both sides of that coin.

    These are unprecedented circumstances, but the budget the Chancellor will deliver on Wednesday, will prevent devastating austerity in our public services and prevent a disastrous path for our public finances.

    And yes – things are worse than we could possibly have expected during the election – the Budget will set that out very clearly. 

    I mean – just look at the state of our prisons last week.

    On Rwanda, asylum hotels, propping up failing train companies [Political content removed] .  An economy riddled with weakness on productivity and investment. A state that needs urgent modernisation to face down the challenge of a volatile world.  

    A country where people don’t just lack faith in politicians to fix any of this but also wonder – whether Britain can. Whether we still have the resources to move forward or whether decline is now an incurable disease.

    I expect to be judged on my ability to deal with this. I expect to be judged on my ability to deal with it. Politics is always a choice. So we won’t hide from our decisions on Wednesday or for that matter, any day. 

    Besides, as I said two weeks ago at our International Investment Summit we have huge assets in this country. Leading positions in the industries of the future:

    Clean energy, artificial intelligence, life sciences, the creative industries, a technology sector that is the envy of Europe. A heritage steeped in science, trade and innovation. And values. Values deep in the bones of this nation and which say, to the world – this country is open for business. This country respects diversity and difference under the same flag. 

    We are still the country, known all around the world for our pragmatism and our creativity, the ingenuity and industry of our people and so if we do grasp the nettle on our economy, if we do fix those foundations, stick to those values and deliver the change working people need we won’t just get through this – better days are ahead. 

    Seriously – this is an economic plan that will change long-term British growth for the better. We are tackling the biggest challenges in our economy.  

    Higher investment – we’re dealing with it.

    Planning – we’re reforming it.

    The labour market – we’re getting people back to work, but also making sure work pays. 

    On competition – we’re stripping out the needless regulation that holds back private investment and all of this built on that foundation of economic stability. This is what fixing the foundations means.  

    What delivering change means. Everyone in this country will benefit from this. Everyone can wake up on Thursday and see that a new future is being built. A better future. But I tell you now – what we can’t do. Is waste any more time. 

    Politics is a choice and it’s time to choose a clear path.  

    It’s time to embrace the harsh light of fiscal reality. So we can come together behind a credible, long-term plan.  

    It’s time we ran towards the tough decisions because ignoring them set us on the path of decline. 

    It’s time we ignored the populist chorus of easy answers because we saw what happens if you reject the constraints of economic stability and we’re never going back to that. 

    That is our choice. Stability – to prevent chaos.

    Borrowing that will drive long-term growth.

    Tax rises – to prevent austerity and rebuild public services.

    We choose – to protect working people.

    We choose – to get the NHS back on its feet.

    We choose – to fix the foundations reject decline and rebuild our country with investment. 

    And while I’m sure you understand I can’t get into individual measures before Wednesday. I will say this. 

    If people want to criticise the path we choose – that’s their prerogative. But let them then spell out a different direction. 

    If they think the state has grown too big let them tell working people which public services they would cut. 

    If they think tax rises are unfair let them tell working people which taxes they’d raise instead. 

    If they don’t see our long-term investment in infrastructure as necessary let them explain to working people how they would grow the economy for them.

    Because I have said it before and I will say it again the time is long overdue for politicians in this country, to level with you, honestly about the trade-offs this country faces. 

    To stop insulting your intelligence with the chicanery of easy answers. Working people know that hard choices are necessary.

    They lived through the cost-of-living crisis so they know that the things they want from us:

    Protecting their living standards. 

    Rebuilding our nation.

    Fixing our public services.

    They know – that this can only be achieved alongside economic stability. There are no short-cuts. 

    No, what they want to see on Wednesday is a country on a different path. Making different choices. They don’t want to pay the price anymore, in times of crisis because our economic foundations are weak and they don’t want to see the proceeds of growth which could serve their family, their community, their public services – instead – always serving those at the top. 

    They want change and that is what they will get. 

    Because that is the mandate we were elected to deliver and the only path consistent with our driving purpose to return Britain to the service of working people.

    That purpose also runs through the priorities we set out in our manifesto. 

    The national missions which capture the hope working people have for the future of our country. Look – there is a paradox in politics at the moment.  

    All around the world, traditional values. Democratic values. Values that have underpinned the way countries like ours have operated for years. The pragmatism that is part of our identity, it’s under attack. 

    Why? 

    Because people – working people most of all have lost faith it can still deliver for their family. And yet, at the same time, what people want from politics that hasn’t changed. 

    People want a stable economy, they want their country to be safe, their borders secure. Economic security, national security, border security. Those are still the foundations everything rests upon. 

    And then beyond that they want exactly what those national missions promise. 

    A growing economy.

    Safer streets.

    Clean British energy in their home. 

    Opportunities for their children.

    And an NHS that is there when they need it. 

    I know populism preys on the fears people have that these things no longer belong to them.  But I have never felt the right response is to ignore those concerns rather than showing that they can still be delivered. 

    So I am never going to pick just one of these missions – and say that’s everything because every single one of them matters to working people. And for the same reason – I will never turn away from them either. 

    In fact, because I know actions speak louder than words because I expect to be judged by the British people.  

    In the coming weeks, on every mission, we will publish clear ambitions for this Parliament and we will also track our progress against them, so that every single person in this country can see exactly how we measure up to things that matter to them.

    They want to see us build 1.5m homes, make sure a record number of children start school ready to learn, raise living standards so that there is more cash in their pocket, restore confidence crime will be punished. Guaranteed neighbourhood policing in every community. 

    Make our energy system more secure by harnessing clean British energy, accelerating towards net-zero. 

    And on our NHS, they want us to cut waiting times dramatically and meet the 18-week target – that is still the best benchmark for an NHS that is back on its feet facing the future, once more – a beacon of pride to the world.

    These are my priorities for change and I won’t change course.  

    The budget will light the way and we will use the power of government.

    Stability, investment and reform, partnership across the whole of society, galvanised by clear objectives.

    To deliver on the priorities of the British people.  

    The foundations – fixed.  

    Public services – renewed. 

    A country rebuilt by investment.

    Released from decline.

    Returned once more.

    To the service of working people. 

    Now that is the course we set this week.

    That is the driving purpose of this government.

    That is the change we will deliver.

    That, when the cameras stopped rolling. When that black door closed. We would carry their hopes and aspirations with us. 

    That the basic, completely reasonable desire to want a better future for your family. That would become the driving purpose of this Government. 

    Now, I will never stand here and tell you to feel better, if you don’t. And I will never ask you to feel grateful for what you should expect as a given.  

    Trust in my project to return Britain to the service of working people can only be earned through actions not words: Change must be felt. 

    But every decision we have made. Every decision that we will make in the future will be made with working people in our minds’ eye. People who have been working harder and harder for years, just to stand still. 

    People doing the right thing maybe still finding a little bit of money to put away. Paying their way – even in the cost-of-living crisis but who feel this country no longer gives them or their children a fair chance. 

    People stuck on an NHS waiting list whose town centre is blighted by anti-social behaviour who can’t afford to buy a place they call home or can’t afford the home they have, because of the mortgage bombshell. 

    And people who feel ignored as their lives, no matter how hard they work slide into greater insecurity. Scared of the postman coming down the path – will it be another bill I can’t afford?

    I know some people want to have a debate about this and I know there will always be the exception that proves the rule. Welcome to the wonders of a diverse country!  

    But I also know that the working people of this country know exactly who they are and that – they are the golden thread that runs through our agenda. Every single one of our national missions is about delivering for them. 

    And we are getting on with the job. That’s why we reformed planning rules to get Britain building again – restore the dream of home ownership.  

    It’s why we ended junior doctor strikes to lift the pressure on our NHS. Start cutting waiting lists. 

    It’s why we stopped the riots with tough sentences for violent thugs. 

    Launched a Border Security Command to smash the people-smugglers. 

    Switched on Great British Energy to get Putin’s boot off our throat. Make our country more secure. Create good jobs – right across the country. 

    And it’s also why we’ve started the work of changing our economy. Stabilising it. Fixing its foundations. 

    But also – changing how it works for them. An employment bill that will finally make work pay.  That will contribute to growth and raise living standards for working people. A direct response to the cost-of-living crisis, we were elected to tackle for them. Because let me tell you, it is working people who pay the price when their Government fails to deliver economic stability. They’ve had enough of slow growth, stagnant living standards and crumbling public services.

    They know that austerity is no solution. And they’ve seen the chaos when politicians let borrowing get out of control.

    We choose a different path. Honest, responsible, long-term decisions in the interests of working people.

    Because it’s stability that means we can invest. And reform that will maximise that investment. £63 billion worth of investment secured from business two weeks ago – a record-breaking show of confidence in our plan for growth.  

    That’s investment that will create tens of thousands of jobs. Good jobs – in every corner of the country. 

    I know some people will recoil when we say we have to take the tough decisions needed to fix the foundations. 

    This doesn’t happen by accident it’s because business can see we are fixing the foundations. Everyone who finds damp in their house – know they have a decision. Paint over it or strip it out, pull off the plaster, deal with it once and for all. 

    So, I will defend our tough decisions all day long.

    It’s the right thing for our country. The only way you get the investment we need. Stability. Investment. Reform.

    That is how we fix the NHS, rebuild Britain, and protect the payslips of working people, delivering on our mandate of change.  

    That’s what the Budget this week will be about.  It’s what every week of this Government will be about. 

    A Budget for working people, from a government for working people. Because returning Britain to their service, that’s our fundamental cause – and it never changes. 

    It will also be the first budget delivered by a woman – ever. That is a moment of pride. That is a moment of pride. When Rachel Reeves stands up – she will be making history – young women and girls will watching across the country. They will look up – and they will notice.   

    It will also be a Budget which will show to the British people that we won’t be distracted from our task.  

    We will stick to our long-term plan.  Run towards the tough decisions, rip-off the short-term sticking plasters, so we can lead our country finally but decisively out of this ‘pay-more, get less’ doom-loop [political content removed].

    Of course there will still be tough decisions. Rebuilding Britain and delivering growth, that will take the skills and effort of all of us. 

    That is why this Budget will also Get Britain Working. It will pave the way for reforms that tackle the root causes of economic inactivity, make sure – that those who can work, do work. 

    [Political content removed] we will always help those who cannot support themselves, but the UK is the only G7 country where economic inactivity is still higher than it was before Covid.

    That is not just bad for our economy, it’s also bad for all those who are locked out of opportunity. So the Chancellor will announce £240 million in funding to provide local services that can help people back into work, and the dignity it brings.

    A Britain that works for working people. With all those who can, playing their part.

    We will also be ruthless in clamping down on government waste, just as we will be ruthless on clamping down on tax avoidance, so the British people that every penny counts.

    Every single person in this country had to do that during the cost-of-living crisis and government must be no different. 

    And frankly, when we’re asking broader shoulders to carry a higher burden on tax, that determination to be more productive and efficient in government, that’s the very least their contribution deserves.  

    Look – nobody wants higher taxes, just like nobody wants public spending cuts. But we have to be realistic about where we are as a country. This is not 1997, when the economy was decent but public services were on their knees.  And it’s not 2010, where public services were strong, but the public finances were weak. We have to deal with both sides of that coin.

    These are unprecedented circumstances, but the budget the Chancellor will deliver on Wednesday, will prevent devastating austerity in our public services and prevent a disastrous path for our public finances.

    And yes – things are worse than we could possibly have expected during the election – the Budget will set that out very clearly. 

    I mean – just look at the state of our prisons last week.

    On Rwanda, asylum hotels, propping up failing train companies [Political content removed] .  An economy riddled with weakness on productivity and investment. A state that needs urgent modernisation to face down the challenge of a volatile world.  

    A country where people don’t just lack faith in politicians to fix any of this but also wonder – whether Britain can. Whether we still have the resources to move forward or whether decline is now an incurable disease.

    I expect to be judged on my ability to deal with this. I expect to be judged on my ability to deal with it. Politics is always a choice. So we won’t hide from our decisions on Wednesday or for that matter, any day. 

    Besides, as I said two weeks ago at our International Investment Summit we have huge assets in this country. Leading positions in the industries of the future:

    Clean energy, artificial intelligence, life sciences, the creative industries, a technology sector that is the envy of Europe. A heritage steeped in science, trade and innovation. And values. Values deep in the bones of this nation and which say, to the world – this country is open for business. This country respects diversity and difference under the same flag. 

    We are still the country, known all around the world for our pragmatism and our creativity, the ingenuity and industry of our people and so if we do grasp the nettle on our economy, if we do fix those foundations, stick to those values and deliver the change working people need we won’t just get through this – better days are ahead. 

    Seriously – this is an economic plan that will change long-term British growth for the better. We are tackling the biggest challenges in our economy.  

    Higher investment – we’re dealing with it.

    Planning – we’re reforming it.

    The labour market – we’re getting people back to work, but also making sure work pays. 

    On competition – we’re stripping out the needless regulation that holds back private investment and all of this built on that foundation of economic stability. This is what fixing the foundations means.  

    What delivering change means. Everyone in this country will benefit from this. Everyone can wake up on Thursday and see that a new future is being built. A better future. But I tell you now – what we can’t do. Is waste any more time. 

    Politics is a choice and it’s time to choose a clear path.  

    It’s time to embrace the harsh light of fiscal reality. So we can come together behind a credible, long-term plan.  

    It’s time we ran towards the tough decisions because ignoring them set us on the path of decline. 

    It’s time we ignored the populist chorus of easy answers because we saw what happens if you reject the constraints of economic stability and we’re never going back to that. 

    That is our choice. Stability – to prevent chaos.

    Borrowing that will drive long-term growth.

    Tax rises – to prevent austerity and rebuild public services.

    We choose – to protect working people.

    We choose – to get the NHS back on its feet.

    We choose – to fix the foundations reject decline and rebuild our country with investment. 

    And while I’m sure you understand I can’t get into individual measures before Wednesday. I will say this. 

    If people want to criticise the path we choose – that’s their prerogative. But let them then spell out a different direction. 

    If they think the state has grown too big let them tell working people which public services they would cut. 

    If they think tax rises are unfair let them tell working people which taxes they’d raise instead. 

    If they don’t see our long-term investment in infrastructure as necessary let them explain to working people how they would grow the economy for them.

    Because I have said it before and I will say it again the time is long overdue for politicians in this country, to level with you, honestly about the trade-offs this country faces. 

    To stop insulting your intelligence with the chicanery of easy answers. Working people know that hard choices are necessary.

    They lived through the cost-of-living crisis so they know that the things they want from us:

    Protecting their living standards. 

    Rebuilding our nation.

    Fixing our public services.

    They know – that this can only be achieved alongside economic stability. There are no short-cuts. 

    No, what they want to see on Wednesday is a country on a different path. Making different choices. They don’t want to pay the price anymore, in times of crisis because our economic foundations are weak and they don’t want to see the proceeds of growth which could serve their family, their community, their public services – instead – always serving those at the top. 

    They want change and that is what they will get. 

    Because that is the mandate we were elected to deliver and the only path consistent with our driving purpose to return Britain to the service of working people.

    That purpose also runs through the priorities we set out in our manifesto. 

    The national missions which capture the hope working people have for the future of our country. Look – there is a paradox in politics at the moment.  

    All around the world, traditional values. Democratic values. Values that have underpinned the way countries like ours have operated for years. The pragmatism that is part of our identity, it’s under attack. 

    Why? 

    Because people – working people most of all have lost faith it can still deliver for their family. And yet, at the same time, what people want from politics that hasn’t changed. 

    People want a stable economy, they want their country to be safe, their borders secure. Economic security, national security, border security. Those are still the foundations everything rests upon. 

    And then beyond that they want exactly what those national missions promise. 

    A growing economy.

    Safer streets.

    Clean British energy in their home. 

    Opportunities for their children.

    And an NHS that is there when they need it. 

    I know populism preys on the fears people have that these things no longer belong to them.  But I have never felt the right response is to ignore those concerns rather than showing that they can still be delivered. 

    So I am never going to pick just one of these missions – and say that’s everything because every single one of them matters to working people. And for the same reason – I will never turn away from them either. 

    In fact, because I know actions speak louder than words because I expect to be judged by the British people.  

    In the coming weeks, on every mission, we will publish clear ambitions for this Parliament and we will also track our progress against them, so that every single person in this country can see exactly how we measure up to things that matter to them.

    They want to see us build 1.5m homes, make sure a record number of children start school ready to learn, raise living standards so that there is more cash in their pocket, restore confidence crime will be punished. Guaranteed neighbourhood policing in every community. 

    Make our energy system more secure by harnessing clean British energy, accelerating towards net-zero. 

    And on our NHS, they want us to cut waiting times dramatically and meet the 18-week target – that is still the best benchmark for an NHS that is back on its feet facing the future, once more – a beacon of pride to the world.

    These are my priorities for change and I won’t change course.  

    The budget will light the way and we will use the power of government.

    Stability, investment and reform, partnership across the whole of society, galvanised by clear objectives.

    To deliver on the priorities of the British people.  

    The foundations – fixed.  

    Public services – renewed. 

    A country rebuilt by investment.

    Released from decline.

    Returned once more.

    To the service of working people. 

    Now that is the course we set this week.

    That is the driving purpose of this government.

    That is the change we will deliver.

    Language can give people the power to take an active part in their own healthcare, or it can create barriers.

    Effective communication raises awareness about diseases and is key to delivering good care to patients.

    Yet in many African settings, this aspect of care is often overlooked.

    Take cancer, for example. Understanding how cancer is discussed in various languages and cultural contexts is crucial. Better communication about the disease can reduce fear and stigma, improve patient outcomes and promote more informed decision-making.

    The cancer burden in Africa is rising at a faster rate than anywhere else in the world. In a region where around 2,000 languages are spoken, the way cancer is communicated is important.

    I am an epidemiologist and global health researcher who recently coauthored a paper about the way cancer terminology is expressed in African languages.

    The findings suggest that translations of key terms, including “cancer”, “malignant”, “chronic” and “radiotherapy”, commonly conveyed elements of fear and tragedy. And that the words used may contribute to fear, health disparities and barriers to care, and pose communication difficulties for health professionals.

    The results reinforce the need for culturally sensitive cancer terminology. This would improve cancer awareness and communication.

    For cancer patients, the words used to describe their diagnosis and treatment can affect how they perceive their condition, their willingness to seek treatment, and their interaction with healthcare providers.

    A study on cancer terminology

    Our study investigated translations of cancer-related terms from various African languages and explored their cultural significance. We surveyed 107 healthcare professionals, community health workers and researchers from 32 African countries, representing 44 languages.

    Participants were asked to provide translations of 16 common medical terms in their local languages and explain what those terms meant. These were terms like “cancer”, “radiotherapy”, “metastasis” and “survival”.

    Results revealed a diversity of terminology and translations. Many local terms contained linguistic references that reflected cultural and social contexts.

    Fear and stigma

    The findings uncovered a striking pattern: many cancer-related terms carried deeply negative connotations. Often they were associated with fear, tragedy and incurability. Some translations even had malevolent spiritual meanings.

    The term “cancer” is often associated with weightiness. It creates a feeling of being overwhelming, unbeatable and frequently final.

    Terms like “malignant” and “chronic” carry similar weight, frequently coming with ideas of hopelessness and fatality.

    What if the treatment meant to save your life sounded as terrifying as the disease itself?

    One example in our study was the translation of “radiotherapy”. In several languages, the term was associated with burning – being scorched by fire, heat or electricity.

    Such associations can make treatments seem more frightening than they are. They might deter patients from seeking the care they need.

    Rich expressions to draw from

    One fascinating example of how language shapes the understanding of cancer comes from a Ugandan participant. Their translation of “metastasis” (meaning “spread”) in Luganda was ekiziba kyasindika obwana bwayo ahare. This means “the mother mass has sent seedlings into another site”.

    This vivid metaphor, deeply rooted in the local idioms and proverbs, likens the spread of cancer to the dispersal of seedlings from a central plant.

    It shows how African languages can convey complex medical concepts through culturally resonant expressions.

    In other instances cancer was referred to as the “wound with which we will be buried” (translated from Wolof), “forest disease” (translated from Djerma) and “parasitic plant” (translated from Shona).

    These expressions extend beyond literal translation, providing valuable insights into how cultures think of cancer as a powerful and pervasive force in the natural world.

    What next?

    The study highlights the importance of cultural sensitivity in cancer communication.

    When the language used to describe cancer and its treatments instils fear or perpetuates stigma, it becomes harder for healthcare workers to provide effective care.

    Patients may delay seeking treatment, struggle to understand their condition, or feel hopeless about their prognosis.

    Efforts to overcome stigmatising language during the early years of the HIV epidemic in Africa can serve as a blueprint for improving cancer communication.

    Initiatives like the Stop TB Partnership’s Tuberculosis Language Guide offer lessons on using non-stigmatising terminology, which could be adapted to oncology.

    Programmes such as the American Cancer Society’s patient education initiatives and the International Atomic Energy Agency’s Rays of Hope radiotherapy programme highlight the potential for positive language alternatives and effective translations in African cancer care.

    The language used to communicate about cancer also matters because it can make a difference to health disparities.

  • MIL-OSI USA: NASA Successfully Integrates Coronagraph for Roman Space Telescope

    NASA’s Nancy Grace Roman Space Telescope team has successfully completed integration of the Roman Coronagraph Instrument onto Roman’s Instrument Carrier, a piece of infrastructure that will hold the mission’s instruments, which will be integrated onto the larger spacecraft at a later date. The Roman Coronagraph is a technology demonstration that scientists will use to take an important step in the search for habitable worlds, and eventually life beyond Earth.
    This integration took place at NASA’s Goddard Space Flight Center in Greenbelt, Maryland, where the space telescope is located and in development. This milestone follows the coronagraph’s arrival at the center earlier this year from NASA’s Jet Propulsion Laboratory (JPL) in Southern California where the instrument was developed, built, and tested.

    The Roman Coronagraph Instrument is a technology demonstration that will launch aboard the Nancy Grace Roman Space Telescope, NASA’s next flagship astrophysics mission. Roman will have a field of view at least 100 times larger than the agency’s Hubble Space Telescope and explore scientific mysteries surrounding dark energy, exoplanets, and infrared astrophysics. Roman is expected to launch no later than May 2027.
    The mission’s coronagraph is designed to make direct observations of exoplanets, or planets outside of our solar system, by using a complex suite of masks and active mirrors to obscure the glare of the planets’ host stars, making the planets visible. Being a technology demonstration means that the coronagraph’s goal is to test this technology in space and showcase its capabilities. The Roman Coronagraph is poised to act as a technological stepping stone, enabling future technologies on missions like NASA’s proposed Habitable Worlds Observatory, which would be the first telescope designed specifically to search for signs of life on exoplanets.
    “In order to get from where we are to where we want to be, we need the Roman Coronagraph to demonstrate this technology,” said Rob Zellem, Roman Space Telescope deputy project scientist for communications at NASA Goddard. “We’ll be applying those lessons learned to the next generation of NASA flagship missions that will be explicitly designed to look for Earth-like planets.”

    A Major Mission Milestone
    The coronagraph was successfully integrated into Roman’s Instrument Carrier, a large grid-like structure that sits between the space telescope’s primary mirror and spacecraft bus, which will deliver the telescope to orbit and enable the telescope’s functionality upon arrival in space. Assembly of the mission’s spacecraft bus was completed in September 2024.
    The Instrument Carrier will hold both the coronagraph and Roman’s Wide Field Instrument, the mission’s primary science instrument, which is set to be integrated later this year along with the Roman telescope itself. “You can think of [the Instrument Carrier] as the skeleton of the observatory, what everything interfaces to,” said Brandon Creager, lead mechanical engineer for the Roman Coronagraph at JPL.
    The integration process began months ago with mission teams from across NASA coming together to plan the maneuver. Additionally, after its arrival at NASA Goddard, mission teams ran tests to prepare the coronagraph to be joined to the spacecraft bus.

    During the integration itself, the coronagraph, which is roughly the size and shape of a baby grand piano (measuring about 5.5 feet or 1.7 meters across), was mounted onto the Instrument Carrier using what’s called the Horizontal Integration Tool.
    First, a specialized adapter developed at JPL was attached to the instrument, and then the Horizontal Integration Tool was attached to the adapter. The tool acts as a moveable counterweight, so the instrument was suspended from the tool as it was carefully moved into its final position in the Instrument Carrier. Then, the attached Horizontal Integration Tool and adapter were removed from the coronagraph. The Horizontal Integration Tool previously has been used for integrations on NASA’s Hubble and James Webb Space Telescope.
    As part of the integration process, engineers also ensured blanketing layers were in place to insulate the coronagraph within its place in the Instrument Carrier. The coronagraph is designed to operate at room temperature, so insulation is critical to keep the instrument at the right temperature in the cold vacuum of space. This insulation also will provide an additional boundary to block stray light that could otherwise obscure observations.
    Following this successful integration, engineers will perform different checks and tests to ensure that everything is connected properly and is correctly aligned before moving forward to integrate the Wide Field Instrument and the telescope itself. Successful alignment of the Roman Coronagraph’s optics is critical to the instrument’s success in orbit.

    This latest mission milestone is the culmination of an enduring collaboration between a number of Roman partners, but especially between NASA Goddard and NASA JPL.
    “It’s really rewarding to watch these teams come together and build up the Roman observatory. That’s the result of a lot of teams, long hours, hard work, sweat, and tears,” said Liz Daly, the integrated payload assembly integration and test lead for Roman at Goddard.
    “Support and trust were shared across both teams … we were all just one team,” said Gasia Bedrosian, the integration and test lead for the Roman Coronagraph at JPL. Following the integration, “we celebrated our success together,” she added.
    The Roman Coronagraph Instrument was designed and built at NASA JPL, which manages the instrument for NASA. Contributions were made by ESA (European Space Agency), JAXA (Japan Aerospace Exploration Agency), the French space agency CNES (Centre National d’Études Spatiales), and the Max Planck Institute for Astronomy in Germany. Caltech, in Pasadena, California, manages NASA JPL for the agency. The Roman Science Support Center at Caltech/IPAC partners with NASA JPL on data management for the Coronagraph and generating the instrument’s commands.

    The Nancy Grace Roman Space Telescope is managed at NASA’s Goddard Space Flight Center in Greenbelt, Maryland, with participation by NASA’s Jet Propulsion Laboratory and Caltech/IPAC in Southern California, the Space Telescope Science Institute in Baltimore, and a science team comprising scientists from various research institutions. The primary industrial partners are BAE Systems Inc. in Boulder, Colorado; L3Harris Technologies in Rochester, New York; and Teledyne Scientific & Imaging in Thousand Oaks, California.

    DOE Cover-Up of LNG Report

    I led forty-five of my colleagues in sending a letter to Department of Energy (DOE) Secretary Jennifer Granholm raising serious concerns about the lack of transparency and accountability within the agency regarding the Biden-Harris Administration’s handling of liquefied natural gas (LNG) exports.

    In the letter, we write: “The Biden-Harris Administration’s attempt to conceal its findings on liquefied natural gas impacts is troubling. Despite evidence that U.S. LNG benefits both the economy and global energy security, the Department of Energy has imposed an indefinite ban on LNG exports to non-free trade agreement countries without legal justification.”

    CBP Releases Fiscal Year 2024 Border Apprehensions

    U.S. Customs and Border Protection (CBP) released final border encounters for Fiscal Year 2024, ending the year with 3 million illegal alien apprehensions and bringing the numbers under the Biden-Harris Administration up to over 10 million illegal aliens.

    For the past four years, the Biden-Harris Administration has unleashed chaos at American borders by reversing President Trump’s border policies and creating mass-parole programs. Their policies have allowed millions of inadmissible aliens to be released into our communities.

    House Republicans have fought to restore order at the border and enforce the laws on our books. It is four years too late for the Biden-Harris Administration to secure the border and protect Americans. Read the Committee on Homeland Security’s Startling Fact Sheet here or below.

    Federal Judge Orders Virginia to Add Noncitizens to Voter Rolls

    Today, a federal judge ordered the State of Virginia to reinstate 1,600 individuals who identified as noncitizens to their voter rolls. This move is alarming, especially during a presidential election year.

    My legislation preventing illegal aliens and foreign nationals from voting in Washington, D.C., and the Republican-led SAVE Act, which prevents noncitizen voting nationwide, both passed the U.S. House of Representatives. These bills are being held up in the Democrat-controlled Senate.

    This is not a partisan issue. Noncitizens, illegal immigrants, and foreign nationals do not have the right to vote in this country or determine the integrity of our elections. I will continue standing up for free and fair elections to ensure only citizens are voting in the United States of America.

    Meta Suppressing Political Content from Users

    For the past year, I have actively engaged with Meta, the parent company of Facebook and Instagram, and probed its decision to actively opt users out from viewing political content.

    Social media has become a vital tool for government agencies and Members of Congress to communicate with constituents. Preventing users from viewing political or social content is a grave threat, especially during emergencies or times of need. Read more about the letter in The Hill here or below.

    National Retail Federation ‘Crime Fighter Award’

    I am honored to be recognized as a Retail Crime Fighter by the National Retail Federation for my support of the Combating Organized Retail Crime Act.

    Organized retail crime is out of control across the country, harming small businesses and threatening public safety. As Chairman of the Homeland Security Subcommittee on Counterterrorism, Law Enforcement, and Intelligence, I have led the charge to address the cause of organized retail crime along with the impact on American businesses. We must continue to aid law enforcement across the country to deter retail crime.

    Female Athletes Lost Nearly 900 Medals to Transgender Athletes

    A U.N. report titled “Violence against women and girls in sports” revealed that female athletes have lost nearly 900 athletic competition medals to transgender athletes.

    As a father to girls in sports, this is unacceptable. I was proud to vote in favor of the Protection of Women and Girls in Sports Act, which protects female athletes by clarifying that under Title IX, sex shall be recognized solely on a person’s genetics at birth and blocks biological males from competing in school athletic programs for women or girls. It is sad that we must continue to fight for biological men to stay out of women’s sports.

    Biden-Harris Spent $900 Million on Flawed COVID-19 Campaign

    The U.S. House Committee on Energy and Commerce released a report unveiling the failings of a $900 million COVID-19 public relations campaign overseen by the U.S. Department of Health and Human Services. This campaign, funded by taxpayer dollars, was used to amplify flawed messaging on the COVID-19 pandemic.

    The Biden-Harris Administration’s guidance on the COVID-19 pandemic led to prolonged closures of small businesses and schools. I am proud of the Committee for uncovering the truth behind the Administration’s use of taxpayer dollars that led to public distrust in our public health institutions. Read the report here or below.

  • MIL-OSI United Kingdom: First tenants move into pioneering affordable homes in Edinburgh

    Tenants have moved into the first ‘net zero ready’ affordable homes to be delivered in Granton Waterfront.

    A housing emergency was declared in Edinburgh last year and the 75 energy efficient homes for social and mid-market rent at Granton Station View built by CCG (Scotland) Ltd on behalf of the Council are part of the local authority’s £1.3bn regeneration of the area to provide much needed affordable housing.  

    The project is part of the major transformation of Granton Waterfront to create a new coastal town in the north of the city with tenants and homeowners also due to start moving into over 400 ‘net zero ready’ homes for social rent, mid-market rent and homes for sale at Western Villages throughout next year.  Work is also well underway to deliver a further 143 ‘net zero ready’ social and mid-market rent homes at Silverlea due for completion in Summer 2026.

    The homes at Granton Station View are the first Edinburgh Home Demonstrator (EHD) programme pilot which is part of a collaborative programme between local and national government, academia and the construction industry that has developed a new model for delivering affordable housing in Edinburgh and South East Scotland City Region Deal. The homes will help to reduce greenhouse gas emissions and support the city’s 2030 net zero target. The homes were largely manufactured offsite and have high performance energy efficient features which will help reduce utility bills for tenants. Features include triple glazing, communal zero direct emissions heating as well as solar panels linked to the communal energy centre being provided. The University of Edinburgh will monitor the energy efficiency of the building design for the first year.

    Granton Station View was supported by of over £6.6m funding from the Scottish Government’s Affordable Housing Supply Programme (ASHP).  

    Other innovative features in the development include an underground waste collection system, cycle parking twice the capacity of the residents living there and links to existing and established walking, cycling and wheeling routes.

    Three commercial spaces are also situated underneath the homes at Granton Station View providing business and employment opportunities for the area. Two of the spaces have recently been let out ensuring that residents of Granton Station View will have access to a local convenience store with a post office and a fitness gym.

    As well as delivering over 3,500 ‘net zero’ homes in the next 10 years, the wider £1.3 billion Granton Waterfront regeneration will include a primary school, a health centre, commercial and cultural space as well as a new public park at the iconic Granton Gasholder, currently being restored.

    Council leader Cammy Day said:

    Today’s announcement is welcome news as the housing emergency we declared last year means we have a chronic shortage of housing in the city.

    Despite Scottish Government cuts in affordable housing, the homes at Granton Station View are part of an exciting pilot project which will not just help us ease this shortage but will provide many individuals and families with comfortable modern homes using the very latest technology to keep energy bills down.

    I wish everyone moving into Granton Station View well and look forward to seeing hundreds of other individuals and families move into the high-quality homes we are delivering at Western Villages and Silverlea as part of our wider £1.3bn regeneration of Granton Waterfront.

    I am pleased that the City of Edinburgh Council has delivered 75 high-quality, energy-efficient homes for social and Mid-Market Rent in Granton. These homes were backed by over £6.6 million of Scottish Government funding and they will help to meet the needs of the local community for generations to come, whilst supporting Scotland’s net-zero ambitions.

    We remain focused on delivering 110,000 affordable homes across Scotland by 2032 with at least 70% for social rent and 10% in our rural and island communities.

    Scotland is in a housing emergency and our planet is in the midst of a climate emergency. Both issues are some of the most challenging that will face this generation and it is fundamental that we tackle both in equal measure by delivering more, sustainable homes like we have here at Granton Station View.

    Through our own, pioneering construction methods and a new delivery model that focuses on streamlined procurement and collaborative working, we have unlocked brownfield land and evidenced that a just net zero transition is achievable, the needs of our communities can be met, and our carbon impact can be significantly lowered.

    We thank the partners of the Edinburgh Home Demonstrator programme for their support during construction, and we look forward to continuing our work with the Council at Western Villages where a further 444 net zero ready homes, including 56 for sale from CCG Homes, will be completed in 2025.

     The EHD programme has developed a housing delivery model for ‘net zero ready’ homes across the six council areas in the City Region Deal. As part of this programme, in Edinburgh, there are also 140 affordable homes being built in Greendykes which will be ready in 2027 and another 40 affordable homes currently being designed for Burdiehouse Crescent. These homes will have similar energy saving features.

  • MIL-OSI Africa: East Africa: The Ethiopia-Kenya Electricity Highway is Shaping Regional Connectivity with the Support of the African Development Bank

    The electricity highway between Ethiopia and Kenya, officially opened in 2023 after more than 10 years of planning and construction, is redefining energy connectivity in East Africa. It is more than a piece of infrastructure, it is an economic and environmental entity, connecting not just power grids but nations and populations. 

    This vision of a shared energy future runs for 1,045 km between Wolayta-Sodo in Ethiopia and Suswa in Kenya. It enables both countries to pool resources, hydroelectricity from Ethiopia, and geothermal and wind power from Kenya. 

    Regional Connectivity lies at the heart of the project. As John Mativo, Managing Director of the Kenya Electricity Transmission Company (Ketraco) explains, this project is all about collaboration:  

    “Around 2010, countries in East Africa, as an energy pool, decided that it was essential to have an interconnected hub so that everyone could use and exploit energy and support each other.” 

    One of the project’s critical aspects is the use of HVDC (High Voltage Direct Current) technology, which makes it much easier to transport electricity with long distance transmission lines as Tewoderos Ayalew, the site manager at Ethiopian Electric Power explains: 

    “The reason we are using HVDC technology is to minimize energy wastage and reduce power losses in the transmission line energy wastage and reduce the costs of constructing transmission lines; it is also easy to operate and improve grid stability in operating the interconnection from the power grids of different countries.”  

    Hydroelectric dams in Ethiopia produce energy in the form of alternating current, which is transported via the Ethiopian grid to the converter station in Sodo. There, it is converted to Direct Current (DC) and leaves Ethiopia for Kenya, via 1,045 km of overhead transmission line. Once it arrives at the Suswa converter station, it will be converted back to alternating current to be integrated into the Kenyan power grid. 

    This high voltage DC infrastructure is the only one of its kind in the region and is the foundation of East Africa’s ambition to be interconnected in terms of power exchange and allow cross-border trade in energy. 

    The total cost of USD 1.26 billion was funded partly by USD 338 million from the African Development Bank. The World Bank, the Agence française de développement (AFD) and the governments of the two countries concerned also contributed. 

    Significant economic benefits 

    The project has brought significant economic benefits. For Kenya, where 95 percent of electricity comes from renewable sources, the connection is increasing its competitiveness. Kipkemoi Kibias, General Manager at Ketraco, endorses the project: 

    “Using clean, renewable energy brings numerousadvantages not just to Kenyans, but to the whole world… it allows us to attract investors, especially in light and heavy industries, who are looking for green energy.” 

    The project also creates jobs. The development of business zones close to energy infrastructure, like the one near Suswa, creates thousands of jobs and boosts local economic activity. Moreover, the project includes a significant social dimension, notably involving local communities. Out of the 100 employees at the Suswa power station, 70 come from the region, offering opportunities for local development. 

    For Sylvia Kinaiya, an engineer from the region, the project is also a source of personal pride: 

    “I am Masai, so for me, it’s a way of giving back to my community,” she says. She also emphasizes that this project proves that it is possible to be both a mother and an engineer, helping to break down gender barriers in technical occupations. 

    Apart from its economic and social impacts, the project is a model of sustainability, allowing better integration of intermittent renewable energy sources, such as wind power and Solar, into regional networks. According to John Mativo, this infrastructure ensures that “Kenya has enough green energy to support our industrial development while maintaining a small carbon footprint.” 

    Kenya is already on the way to self-sufficiency in clean energy, with the aim of moving to 100 percent renewable energy by 2030. By connecting its grid to Ethiopia, Kenya can not only stabilize its energy supply but also attract more investment into green energies. This vision is also shared by investors, who see this infrastructure as a guarantee of energy and environmental security. 

    The Ethiopia-Kenya electricity highway is therefore much more than a simple infrastructure project; it embodies a vision of the future in which green energy becomes the driver of stronger regional cooperation and sustainable development. Thanks to this connection, East African countries can share their energy resources efficiently, while responding to the growing needs of their populations and industries. 

    The future is bright according to Tweoderos Ayalew: 

    “We have the potential not only to meet our own needs, but also to supply energy to our neighbours and beyond.”  

    This pioneering project is thus paving the way to shared prosperity, while putting the region on the path to a sustainable energy transition.

  • MIL-OSI Security: Defense News: Navy Announces Latest Shore Energy Achievements During Energy Action Month

    National Clean Energy Action Month provides a valuable opportunity for the DON to spotlight the importance of energy as a strategic asset and catalyst for mission success. Amongst this year’s successes are advancements in enhanced energy security and shore and operational energy issues, Enhanced Use Leases (EULs) and Marine Energy Development (MED), the Energy & Water Analysis Tool (EWAT), the development of the Chief Sustainability Officer (CSO) Serial titled “Shore Energy Goals,” and youth education and outreach.

    Underlying all of these efforts is a DON strategy focused on three Cs – Climate, Communities, and Critical Infrastructure that emphasize execution of core strategies via the 3 Pillars of Energy Security – Reliability, Resiliency, and Efficiency.

    “Energy security is mission success,” said Assistant Secretary of the Navy for Energy, Installations and Environment Meredith Berger. “As we celebrate Energy Action Month, we reflect on the ambitious energy goals we’ve set and the great progress we’ve made throughout the year that ensure we continue to build a climate-ready force. Our Sailors and Marines rely on and respond to energy issues in their daily operations, and the DON’s persistent focus on energy security coupled with our strategic partnerships with the community enable mission success for our Naval force.”

    Increased energy security was at the forefront in October with the release of an industry request for information (RFI) to explore concepts for the development of nuclear power facilities to support increased energy security at seven Navy and Marine Corps installations in the United States. The responses are expected to enable the Department to further consider alternative carbon-free shore energy opportunities and build upon the DON’s commitment to enhance energy security as a responsible community partner.

    New focus has also been given to the intersection of shore and operational energy issues, to bridge the gap between installations and the warfighters they serve. Amongst the installation efforts being explored are pier-power assessments at naval bases to ensure ships and submarines receive resilient and quality power. Other efforts focused on the warfighter include a renewed opportunity for a Masters of Operational Energy degree at the Naval Postgraduate School that will equip graduates with the essential skills required to enhance their effectives in the modern battlespace whether on a ship, submarine, aircraft, or on land.

    Energy partnerships with States and industry benefit both the Navy and the communities we live in. Enhanced Use Leases (EULs) are one way that the DON works with our neighbors to ensure energy resilience. The Navy recently entered into two EULs that, upon completion, will provide more than 250-megawatts of renewable energy to the local utility, Hawaiian Electric Company (HECO), and full-base resilience for the DON in the event of a grid outage. As part of the EULs, the Kūpono Solar site provides clean, renewable energy and battery storage to approximately 10,000 homes on O‘ahu while offsetting 50,000 tons of CO2 emissions annually. The Pu`uloa Energy site, currently in development, will provide additional renewable energy generation and battery storage, improving island-wide power reliability and contributing to the State of Hawai’i’s goal of achieving 100% renewable energy by 2045.

    In pursuit of innovative renewable energy technologies, the DON’s Marine Energy Development (MED) program explores ways to ensure marine energy – a consistent, clean, and renewable power source – remains a reliable and sustainable energy source for naval facilities and remote applications. As part of the program, the DON’s Wave Energy Test Site (WETS), situated at Marine Corps Base Hawaii on O’ahu, Hawai’i, is the United States’ first and only grid-connected wave energy test site playing a vital role in advancing cutting edge wave energy technology by providing a dynamic real-world environment and supporting wave energy converter

    (WEC) developers. Another Department of Energy project, Ocean Energy, is also scheduled to be grid-connected at WETS within the year.

    In April 2024, the DON launched the Energy & Water Analysis Tool (EWAT) online dashboard that provides timely, accurate installation energy operational data, for agile and responsive energy resilience investments and operational decisions. The next phase of EWAT will include an increased cadence of data reporting, the inclusion of project pipeline impacts on future usage, and the addition of enhancements to track progress against energy and water conservation, carbon-pollution free electricity, and renewable energy goals. Together, they will improve resilience and readiness by ensuring that the Navy and Marine Corps are maximizing the resources they rely on for quality of life, training, logistics, and combat support: energy and water.

    Aligned with the Department of Navy’s Climate Action 2030 strategy and the objectives of Executive Order 14057, the Navy continues its commitment to drive energy innovation and prioritize environmental responsibility. As part of this, the DON released the fifth CSO Serial titled “Shore Energy Goals”, which builds on the DON’s commitment to enhance energy security and targets that commitment with sustainability practices and concrete actions that fortify the reliable, resilient, renewable energy Navy installations and communities need.

    A renewed focus on youth education was brought to the forefront when Assistant Secretary of the Navy for Energy, Installations, and Environment Meredith Berger spoke with Sea Cadets and Naval Junior Reserve Officer Training Corps cadets at a climate and energy technology demonstration in September where she discussed the importance of climate and energy. Berger also joined DON researchers and engineers at the U.S. Armed Forces Recruiting Station in Times Square during Climate Week NYC where they showcased technologies, such as hydrogen-powered fuel cells, small unit power systems, water-conserving firefighting nozzles, atmospheric water generation, and green concrete, to educate students on the DON’s commitment to climate action and inspire them to explore careers in climate and energy focused roles.

    “Having these young Sea Cadets and NJROTC cadets – the future of our nation – learn about our climate and energy technologies was a fantastic way to kick off Climate Week in NYC,” said Berger. “They clearly understand how climate change is impacting our world and how climate readiness is mission readiness for the Navy.”

    The Office of the Assistant Secretary of the Navy for Energy, Installations and Environment serves the Department of the Navy and the nation by enhancing combat capabilities for the warfighter through a focus on communities, critical infrastructure, and climate action. Specifically, the portfolio focuses on renewable, reliable, resilient energy sources, sustainability and construction, maintenance and sustainment of infrastructure, protecting the safety and occupational health of military and civilian personnel; environmental protection in support of mission readiness, planning and restoration ashore and afloat; and conservation of natural and cultural resources.

    WASHINGTON – U.S. Senator Bill Cassidy, M.D. (R-LA) showcased his recent “Louisiana Energy Security Summit: Unleashing America Abundance in a Changing Global Landscape” in a new video. The summit, hosted in Baton Rouge, Louisiana, in mid-October, brought together leaders from the federal, state, and local government, industry, the research community, and elsewhere. During his keynote address and fireside chat, Cassidy highlighted his Foreign Pollution Fee Act, which would even the playing field for American manufacturers while holding China accountable.
    “Right now, China is taking jobs from the United States by not enforcing environmental regulations. If the United States wants the jobs back, we got to begin to make China pay,” said Dr. Cassidy. “My Foreign Pollution Fee Act works for fairness, works for job creation, and stops giving China a cost advantage. It allows us to build a stronger economy not just for Louisiana but for our country.”  
    The summit featured ten panels which explored protecting U.S. interests from unfair trade practices, Louisiana’s low emissions manufacturing advantage, and the role of natural gas in strengthening U.S. geopolitical influence. Panelists included presidents and CEOs from Entergy, First Solar, Buzzi UnicemUSA, Orsted, and Aluminum Technologies, former Trump administration officials, and leaders from Louisiana trade associations and major energy and Fortune 500 companies. 
    Background
    Cassidy and U.S. Senator Lindsey Graham (R-SC) introduced their Foreign Pollution Fee Act to level the playing field with Chinese manufacturing and expand American production.
    In September, he released the 3rd episode of Bill on the Hill, where he highlights his Foreign Pollution Fee Act and discusses China’s growing economy and military coming at the expense of the American worker. After hearing fellow Americans share their concerns, Cassidy presented his plan to address the nexus between economic development, national security, and the environment. His Foreign Pollution Fee Act would even the playing field while holding China accountable.
    He penned editorials in Foreign Affairs, The Washington Times, and jointly in the USA Today Network discussing the geopolitical threat that China poses to U.S. global standing. Cassidy also joined Greta Van Susteren on Newsmax to discuss his foreign pollution fee, noting the competitive advantage China receives from intentionally ignoring environmental standards. 
    Last Spring, the Louisiana Senate and House of Representatives unanimously adopted a resolution urging Congress to pursue an industrial manufacturing and trade policy to counter competition from China. Learn more here. 
    Last Congress, Cassidy released a landmark energy policy outline in response to the Biden administration’s assault on domestic energy. The outline details how we can successfully reset U.S. energy policy, including Cassidy’s plan for an Energy Operation Warp Speed to cut permitting red tape and unleash domestic energy and manufacturing. In support of this complete vision and in addition to the Foreign Pollution Fee Act, Cassidy led Republican colleagues in opposition to a domestic carbon tax and introduced the first comprehensive judicial reform for permitting bill. He also pushed back on disastrous proposals from the Biden administration to limit development in the Outer Continental Shelf with the introduction of the WHALE Act and the Offshore Energy Security Act of 2023.

    The Great Sea Interconnector (formally known as ‘EuroAsia Interconnector’) consists of an offshore electricity cable and related infrastructure to interconnect the national grids of Cyprus, Greece and at a later stage Israel, and connect them to the single energy market of the EU.

    This project is recognised as a project of common interest (PCI) of the EU in the field of energy, notably under the first EU list of projects of common interest and mutual interest adopted in 2023 in line with the Trans-European Networks for Energy Regulation (EU) 2022/869 of the European Parliament and of the Council of 30 May 2022 on guidelines for trans-European energy infrastructure[1].

    PCIs are closely monitored by the Commission. The Commission is working together with the project promoter and relevant national authorities of the Member States involved to advance this project aiming at improving the interconnection of Cyprus, bringing the potential to lower energy prices for consumers, allowing for a higher share of renewables in its energy mix and increasing the security of energy supply of two Member States and the EU system altogether.

    The EU has a strategic interest in a stable and secure environment in the Eastern Mediterranean and in the development of a cooperative and mutually beneficial relationship with Türkiye.

    In this context, the EU continues to expect Türkiye to unequivocally commit to and promote good neighbourly relations and the peaceful settlement of disputes, having recourse, if necessary, to the International Court of Justice, and to respect the sovereignty and the sovereign rights of all EU Member States, in accordance with international law, including the United Nations Convention on the Law of the Sea (Unclos).

  • MIL-OSI USA: Welch Joins USDA Rural Development and Vermont Bond Bank to Celebrate Vermont’s First Rural Energy Savings Program (RESP) Loan

    CHARLOTTE, VT– U.S. Senator Peter Welch (D-Vt.), Chair of the Senate Agriculture Subcommittee on Rural Development and Energy, joined the U.S. Department of Agriculture (USDA) Rural Development, Vermont Bond Bank, and community leaders to celebrate Vermont’s first Rural Energy Savings Program (RESP) loan from the federal government, which will invest $40 million to benefit rural communities and school districts with low-interest, long-term financing for clean energy projects. Senator Welch introduced a bipartisan bill to reauthorize RESP and improve the program to help rural utilities maximize the program’s benefits. The bill was included as part of the Senate’s Farm Bill proposal, the Rural Prosperity and Food Security Act.  
    “I’m thrilled to celebrate the closing of USDA’s first RESP loan to a Vermont institution. This RESP loan to the Vermont Bond Bank will save energy costs, reduce carbon emissions, support good jobs in Vermont, and keep investments local. It’s a win for all of us,” said Senator Welch. “I will continue to work towards ensuring my bipartisan Rural Energy Savings Act will pass as part of the Farm Bill to help more folks access low-interest loans for energy projects.”

    “Reducing costs for our municipal and education partners also reduces cost for taxpayers in the long term, so this is a terrific use of federal funds,” said Sarah Waring, USDA RD State Director for Vermont and New Hampshire. “Our agency has been pro-active in implementing the mandates of the Biden-Harris Administration to invest in rural communities to save money and build more efficient infrastructure. We’re proud to work with partners like the Vermont Bond Bank, one of the very first financial institutions in the country to close an RD RESP loan, because we share our mission to support economic opportunity and quality-of-life improvements for our communities.” 
    “The Bond Bank’s RESP loan will be a game changer in reducing energy costs for Vermont’s rural villages, towns, and school districts,” said Bond Bank Executive Director Michael Gaughan. “The resulting flexible and low-cost loans will align incentives for communities to enhance both financial and environmental sustainability while also helping to unlock incentives within the Inflation Reduction Act.” 
    The Rural Energy Savings Program provides no-interest loans to rural utilities, electric cooperatives, and related entities to offer affordable financing for rural households and businesses making energy efficiency, electrification, and renewable energy improvements. Financing is most often used to support air sealing, insulation, new space conditioning systems, and new water heaters.   
    Senator Welch’s bipartisan Rural Energy Savings Act would reauthorize RESP and improve the program by providing limited grant funding to rural utilities to offset administrative and program costs, extending the maximum repayment term for loans to consumers to up to 20 years, and expanding eligibility for all households within a rural utility’s service territory. The bill also codifies the ability of “green banks” to access RESP and codifies manufactured housing as an eligible improvement.  
    Created in 1969 as the nation’s first state bond bank, the Bond Bank helps finance and implement crucial municipal infrastructure at lower costs to communities by providing access to more affordable capital. The Bond Bank does this by overcoming gaps in information, scale, and credit to allow cities, towns, villages, school districts, and other forms of government achieve equitable access to capital. This market specialization also helps with expertise in recognizing emerging needs like flood relief and managing federal requirements for faster and easier access to capital. In addition to facilities and infrastructure lending, the Bond Bank also provides post disaster bridge loans and is the financial administrator of the State of Vermont Clean and Drinking Water State Revolving Loan Funds.  
    USDA Rural Development supports infrastructure improvements; business development; housing; community facilities such as schools, public safety and health care; and high-speed internet access in rural, tribal and high-poverty areas.     At the invitation of the Prime Minister of India, Shri Narendra Modi, President of the Government of Spain, Mr. Pedro Sanchez paid an official visit to India on 28 -29 October, 2024. This was President Sanchez’s first visit to India and the first visit by a President of the Government of Spain to India after 18 years. He was accompanied by the Minister of Transport and Sustainable Mobility and the Minister of Industry and Tourism, and a high-level official and business delegation.

    The two leaders noted that this visit has renewed the bilateral relationship, infusing it with fresh momentum and setting the stage for a new era of enhanced cooperation between the two countries across various sectors. They also expressed satisfaction at the progress of bilateral relations since Prime Minister Modi’s visit to Spain in 2017. Both leaders instructed their teams to continue upgrading the bilateral agenda further and forging cooperation in all dimensions of political, economic, security, defence, people-to-people and cultural cooperation.

    President Sanchez was granted a cultural welcome, and held delegation level talks with Prime Minister Modi at Vadodara.He also visited Mumbai where he interacted with prominent business leaders, cultural figures and representatives of the Indian film industry.

    President Sanchez and Prime Minister Modi jointly inaugurated the Final Assembly Line Plant of C-295 aircraft co-produced by Airbus Spain and Tata Advanced Systems Ltd. at Vadodara. This plant will roll out the first ‘Made in India’ C295 aircraft in 2026, out of a total of 40 aircrafts to be manufactured in India. Airbus Spain is also delivering 16 aircrafts in ‘fly-away’ condition to India, out of which 6have already been delivered to the Indian Air Force.

    Political, Defence, and Security Cooperation

    1. The two leaders reviewed the warm and cordial bilateral ties between the two countries and highlighted that the foundation of the growing partnership lies in the shared commitment to democracy, freedom, rule of law, a fair and equitable global economy, a more sustainable and resilient planet, a rules-based international order and enhanced and reformed multilateralism. They also highlighted the enduring historical ties and long-standing friendship between the two nations as central to this cooperation.

    2. Both leaders emphasised that regular high-level interaction is giving momentum to the partnership. They noted that the ongoing bilateral cooperation between the foreign, economy and commerce and defence ministries is working well, and stressed the importance of holding regular dialogues between the concerned ministries/agencies of the two sides with a view to strengthening and diversifying bilateral cooperation in key areas of defence, security including cyber security, trade and economic issues, culture, tourism, education and people-to-people ties.

    3. Both leaders expressed satisfaction on the progress made in the C-295 aircraft project as a symbol of the growing defence industrial cooperation between the two countries. In line with this growing partnership, and in recognition of the advanced capabilities and competitiveness of the Spanish defence industry and its contribution to the goals of the ‘Make in India’ initiative, they encouraged their respective defence industries in other sectors to set up similar joint projects in India.

    Economic and Commercial Cooperation

    4. President Sanchez and Prime Minister Modi welcomed the recent positive developments in bilateral trade and investment partnership, buoyed by the positive economic outlook in both countries and called for stronger ties between the businesses of the two countries.

    5. Prime Minister Modi congratulated President Sanchez on the growth and the resilience of the Spanish economy. President Sanchez complimented Prime Minister Modi on India’s fast economic growth and lauded the various government initiatives to promote a business-friendly environment. President Sanchez highlighted Spain’s commitment to the ‘Make in India’ initiative through the activities of about 230 Spanish companies present in India. Both leaders reiterated their strong support for an open rules-based multilateral trading system, and a business-friendly investment scenario in both countries.

    6. Recognizing the expertise of Spanish companies in areas such as energy, including renewables, nuclear, and smart grids, food processing, healthcare and health services, automotive and transport infrastructure, including trains, roads, ports and transport network management, the two leaders welcomed further collaboration in these areas. President Sanchez welcomed the positive contributions being made by Indian companies to the Spanish economy in fields such as information technology, pharmaceuticals and automobile and auto components. Both leaders welcomed the establishment of a ‘Fast Track Mechanism’ to facilitate mutual investments in India and Spain.

    7. The two leaders took note of the progress made by the 12th session of the India-Spain ‘Joint Commission for Economic Cooperation’ (JCEC) held in 2023 and agreed to convene the next session of the JCEC in Spain in early 2025. In this context, they also agreed on the importance of deepening economic ties and exploring strategic cooperation in key sectors such as renewable energy, technology, and sustainable infrastructure. The two leaders looked forward to an early conclusion of Memorandum of Understanding on Urban Sustainable Development.

    8. Both leaders welcomed the Second meeting of the India-Spain CEOs Forum as well as India-Spain Business Summit in Mumbai on October 29, 2024,to promote trade and investment cooperation between the two countries.

    9. Both leaders recognized the vital importance of innovation and the startup ecosystems in driving forward the bilateral partnership and called for all such opportunities to be explored in mutual interest. They encouraged relevant agencies of both countries to work to deepen any such exchanges in the future, including through frameworks such as Rising Up in Spain and the Startup India initiative.

    10. The two leaders expressed satisfaction at the signing of a Memorandum of Understanding on cooperation in the field of rail transport and the agreement of cooperation and mutual assistance in customs matter.

    11. The leaders acknowledged the role of tourism in driving economic and business opportunities and enhancing understanding between the people of both countries and agreed that it should be further promoted. Both leaders welcomed the interest shown by airlines to establish direct flights between Spain and India.

    The Year 2026 as India-Spain Year of Culture, Tourism and AI

    12. Taking into account the deep relationship between India and Spain and the long lasting friendship between the two peoples, Prime Minister Modi, and President Pedro Sanchez, have agreed to make 2026 as the Year of India and Spain in Culture, Tourism and Artificial Intelligence (AI).

    13. During the year, both sides will make the maximum effort to boost the cultural presence of the other in their museums, art, fairs, film, festivals, literature, meetings of architects and circles of debate and thought.

    14. Likewise, special attention will be paid to ways of increasing tourist flows, promote reciprocal investments and share experiences in the many areas of hospitality, architecture, cuisine, marketing, both in urban and rural tourism, which benefits harmonious development and improvement for both countries.

    15. In accordance with the G20 New Delhi Leaders Declaration, India and Spain can play a very important role for the use of AI for good and its positive implementation in many fields. Both countries commit to hold during the year, events to foster positive use of AI and will work for the practical implementation of new advances in the field of AI in the productive economy.

    16. To mark the importance of this initiative, both leaders directed the concerned stakeholders to celebrate the year in the respective countries in the most befitting manner.

    Cultural and People-to-People Ties

    17. The two leaders acknowledged the role of cultural ties in bringing nations closer and lauded the rich and diverse cultural heritage of India and Spain. They appreciated the long-standing cultural exchanges and enrichment between India and Spain, particularly the role of Spanish Indologists and Indian Hispanists. They welcomed the signing of a Cultural Exchange Program to promote bilateral exchanges in music, dance, theatre, literature, museums and festivals.

    18.The two leaders applauded the growing interest in the study of the cultures and languages of both countries. Spanish is among popular foreign languages in India. They stressed the mutual interest in further strengthening India – Spain cultural cooperation and the reinforcement of cooperation among cultural institutions of both countries such as Instituto Cervantes in New Delhi and Casa de la India in Valladolid.

    19. The two leaders welcomed the establishment of the ICCR Chairs on Hindi and on Indian Studies at the University of Valladolid. India is bringing transformational changes in education sector in India under National Education Policy (NEP) 2020. In this context, Prime Minister Modi encouraged leading Spanish universities to strengthen academic and research partnership with Indian institutions; build institutional linkages through joint/dual degree and twinning arrangements and explore the possibility of setting up branch campuses in India.

    20. President Sanchez is also giving the keynote address at the 4th Spain-India Forum, co-organized by Spain-India Council Foundation and Observer Research Foundation, in Mumbai. The leaders recognized the valuable contributions of this institution, which has a complementary role to that of governments in strengthening the links between Indian and Spanish civil societies, companies, think tanks, administrations and universities, helping to enhance bilateral ties by fostering a strong partnership between their members and its activities and bringing the two countries together in order to increase their mutual knowledge.

    21. The two leaders welcomed the installation at Valladolid of the bust of Gurudev Rabindranath Tagore gifted to the people of Spain by ICCR and the placing of the translated works of Tagore in the vaults of Instituto Cervantes in Madrid which is a testament to increasing cultural connect between peoples of the two countries.

    22. The two sides noted with satisfaction the growing cooperation in the field of film and audio-visuals, with India being the Guest Country at the SEMINCI International Film Festival in 2023, and the award of the IFFI Satyajit Ray Lifetime Achievement to the legendary Spanish director Carlos Saura. Acknowledging the large film and audio-visual industries in India and Spain, both leaders agreed that the scope of collaboration between the two countries under the Audio-Visual Co-Production Agreement can be enhanced and welcomed the creation of a Joint Commission to improve cooperation between the two countries in the audiovisual field and promote and facilitate the co-production of films.

    23. To enhance people-to-people ties and consular services in two countries, the two leaders welcome the operationalisation of India’s first Consulate General in Spain at Barcelona and the decision to open Spain’s Consulate General in Bengaluru.

    EU and India relations

    24. Prime Minister Modi and President Sanchez reaffirmed their commitment to strengthening the India-EU Strategic Partnership and to advancing the EU-India triple negotiations of comprehensive Free Trade Agreement, Investment Protection Agreement and Geographical Indications Agreement.

    25. They agreed to enhance their collaboration to fully realize the objectives of the EU-India Connectivity Partnership, and recognized the potential of the India-Middle East-Europe Economic Corridor Project (IMEEC) to boost connectivity between India and Europe. They explored avenues for cooperation among regional countries in areas such as trade, investment, technology, energy, logistics, ports, and infrastructure development.

    Global Issues

    26. The leaders expressed their deepest concern over the war in Ukraine and reiterated the need for a comprehensive, just and lasting peace in line with international law, and consistent with the purposes and principles of the UN Charter, including respect for sovereignty and territorial integrity. They underlined the importance of dialogue and diplomacy as well as earnest engagement between all stakeholders to achieve a sustainable and peaceful resolution of the conflict. Both sides agreed to remain in touch to support efforts aimed at negotiated settlement of the conflict.

    27.They shared their firm commitment to achieving peace and stability in the Middle East, and expressed their deep concern at the escalation of security situation in West Asia and called for restraint by all concerned. They urged that all issues be addressed through dialogue and diplomacy. The two leaders unequivocally condemned the terror attacks on Israel on October 7, 2023, and agreed that the large-scale loss of civilian lives and the humanitarian crisis in Gaza is unacceptable and must end as soon as possible. They called for the immediaterelease of all hostages, immediate ceasefire and safe, sustained entry of humanitarian aid into Gaza. They emphasized the urgent need to protect the lives of civilians and urged all parties to comply with international law. They reiterated their commitment to the implementation of the two State solution,leading to the establishment of a sovereign, viable and independent state of Palestine, living within secure and mutually recognized borders, side by side in peace and security with Israel as well as their support for Palestine membership at the United Nations.

    28. Both sides reiterated their concern on escalation and violence in Lebanon, and the security situation along the Blue Line and reaffirmed their commitment to the full implementation of UNSC Resolution 1701. As major troop contributing countries, they condemned the attacks on UNIFIL and highlighted that the safety and security of peacekeepers are of paramount importance and must be ensured by all. Inviolability of UN premises and the sanctity of their mandate must be respected by all.

    29. Both sides emphasized the promotion of a free, open, inclusive, peaceful, and prosperous Indo-Pacific, anchored in a rules-based international order, mutual respect for sovereignty, and the peaceful resolution of disputes, supported by effective regional institutions. They highlighted the importance of unimpeded commerce and freedom of navigation, in compliance with international law, particularly the United Nations Convention on the Law of the Sea (UNCLOS) 1982. Both sides acknowledged India’s invitation to Spain to participate in the Indo-Pacific Oceans Initiative (IPOI) for collaborative efforts aimed at the management, conservation, sustainability, security, and development of the maritime domain in the Indo-Pacific. They also recognized the complementarity between India’s Indo-Pacific Vision and the EU Strategy for Cooperation in the Indo-Pacific.

    30. Noting the growing political and commercial relations between India and Latin American region and the historical, economic and cultural links it shares with Spain, both leaders recognized the immense potential of triangular cooperation for investments and development in the region. Spain welcomed India’s application to join the Ibero-American Conference as an Associate Observer, which will offer a platform to strengthen the ties with Latin American countries. Both sides committed to finalise the process by the Ibero-American Summit, to be held in Spain in 2026, so that India may actively participate in the activities of Spain´s Pro Tempore Secretariat.

    International and Multilateral Cooperation

    31. Both leaders agreed to enhance cooperation and coordination within the United Nations, including the UN Security Council (UNSC), and other multilateral forums. They emphasized the importance of a rules-based international order for ensuring global peace and development. Both sides committed to advancing multilateralism that reflects present-day realities, making international organizations, including the UNSC, more representative, effective, democratic, accountable and transparent. India expressed its support for Spain’s UNSC candidature for the term 2031-32, while Spain expressed its support for India’s candidature for the period 2028-29.

    32. Both leaders look forward to the Fourth International Conference on Financing for Development to take place in 2025 in Sevilla (Spain) as a critical opportunity to identify priority actions to help close the resource gap needed to implement the Sustainable Development Goals.

    33. President Sanchez congratulated Prime Minister Modi on the exemplary chairmanship of G20, which successfully and inclusively addressed important and complex Global South issues. Prime Minister Modi appreciated the valuable contributions made by Spain to the discussions as a Permanent Invitee to the G20.

    34. The two leaders agreed to strengthen cooperation in promoting sustainable energy and adapting to climate change. They recognize the urgency of accelerating global actions to combat climate change and commit to collaborating in the context of the upcoming Climate Summit in Baku (COP29) to achieve an ambitious outcome including on a New Collective Quantified Goal on Climate Finance that helps achieve the temperature goal of Paris Agreement. They also highlighted the need topromote actions to strengthen countries’ resilience and adaptation capacities in the face of the increasing impacts of climate change worldwide. The two leaders looked forward to the early conclusion of Memorandum of Understanding in the field of Renewable Energy. Prime Minister Modi appreciated Spain’s commitment towards a green transition and welcomed Spain to the International Solar Alliance. President Sanchez appreciated advances made by India in achieving the renewable energy goals much ahead of the target year. Both leaders also agreed that a concerted global effort would be needed in order to address climate change concerns. Both sides will respond positively to the outcomes of COP28, including the first Global Stocktake in light of national circumstances.

    35. Spain has invited India to join IDRA, the International Drought Resilience Alliance, which was launched in 2022, a platform to promote concrete actions to reduce the vulnerability of countries, cities and communities to drought through preparedness and adaptation measures.

    36.Both leaders unequivocally condemned terrorism and violent extremism in all its forms and manifestations, including the use of terrorist proxies and cross-border terrorism. Both sides agreed that terrorism remains a serious threat to international peace and stability, and called for bringing the perpetrators of all terrorist attacks to justice without delay. They urged all countries to take immediate, sustained and irreversible action to prevent territory under their control from being used for terrorist purposes, and stressed the need for firm implementation of relevant resolutions of the UN Security Council, as well as the implementation of the UN Global Counter-Terrorism Strategy. They also called for concerted action against all terrorist groups proscribed by the UNSC including Al Qa’ida, ISIS/Daesh, Lashkar-e-Tayyiba (LeT), Jaish-e-Mohammad (JeM) and their proxy groups. Prime Minister Modi appreciated Spain’s multilateral initiatives in support of the Victims of Terrorism and their empowerment.

    37. President Sanchez thanked Prime Minister Modi for the warm reception and hospitality extended to him and his delegation during the visit, and invited him to undertake a visit to Spain in the near future.

    Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology, Earth Sciences, PMO, Atomic Energy, Space, and Personnel, Public Grievances and Pensions today inaugurated the new complex of India’s first Biomanufacturing Institute, “BRIC-National Agri-Food Bio-Manufacturing Institute” (BRIC-NABI) aimed at enhancing India’s agri-food sector through advanced biotechnology.

    Addressing the assembly of scientists, industry leaders, and stakeholders,the Minister emphasized the government’s dedication to fostering innovation in agriculture, creating job opportunities, and promoting environmental sustainability—essential elements in achieving Prime Minister Narendra Modi’s vision of “Viksit Bharat.”

    During the inauguration, Dr. Jitendra Singh underscored the Modi government’s robust prioritization of science and technology, referencing recent landmark decisions such as the newly launched BioE3 policy. This initiative, which stands for biotechnology in the service of the economy, employment, and the environment, exemplifies the administration’s focus on fostering a high-impact science sector. “Biotechnology and synthetic production will not only transform agriculture but redefine India’s role in global scientific advancements,” stated the Minister.

    In his address, Dr. Jitendra Singh noted that India is among the first nations to implement an exclusive biotechnology policy. This shift, he emphasized, will propel a significant transformation from traditional manufacturing to synthetic production through sustainable, eco-friendly solutions that rely on modern, cost-effective technology. The Minister lauded India’s rapid rise from “fragile five” to “first five” in global economic standing, crediting this progress to the government’s science-focused strategy.
     

    The BRIC-National Agri-Food Biomanufacturing Institute (BRIC-NABI), formed through the strategic merger of NABI and CIAB, is poised to transform India’s agricultural landscape by uniting biotechnology and bioprocessing expertise. This newly established entity aims to streamline the journey from research to commercialization, facilitating pilot-scale production and delivering innovative agri-tech solutions to the market.

     

    Dr. Jitendra Singh highlighted that this consolidation would drive efficiency in agricultural R&D, paving the way for high-yield, disease-resistant crops, biofertilizers, and biopesticides. These advancements not only align with the government’s ambition to double farmers’ incomes but also promote sustainable, eco-friendly practices, creating new income avenues for farmers and supporting broader environmental objectives.

     

    A significant highlight was the establishment of the BioNest Incubation Centre, designed as a collaborative hub for industry partnerships, innovation, and public-private initiatives to nurture startups. The BioNEST BRIC-NABI Incubation Center aims to empower local youth, women, and farmers by supporting startups in agriculture, food, and bioprocessing, bridging research with industry for faster commercialization of agri-food innovations.

    Union Minister of Consumer Affairs, Food and Public Distribution, and New & Renewable Energy, Shri Pralhad Joshi launched the Mobile Application of FCI Grievance Redressal System (FCI GRS) for Rice Millers today in New Delhi. This is one of the measures taken by the Union Government to enhance transparency, accountability, and stakeholder’s satisfaction. The mobile application will facilitate rice millers in addressing their grievances with the FCI in an efficient and transparent manner. The FCI GRS Application is part of the Government’s ongoing efforts to harness technology for good governance. This mobile application is available for download on Google Play Store for Android users.

    Aligned with the Digital India initiative, the mobile application aims to improve responsiveness and accountability by providing rice millers with a convenient platform to lodge complaints, monitor its status and receive responses on their mobile device in end-to-end digitized manner. Key Features of the App is as under:-

    User-Friendly Grievance Submission: Millers can easily register their grievances on their mobile through a user-friendly interface, simplifying communication with FCI. They have to register only once and thereafter any number of grievances can be lodged wherein each grievance will have Unique Grievance ID.

    Real –Time Tracking: The App offers real-time updates on grievance status, keeping millers informed and ensuring transparency.

    Automatic Assignment & Fast Resolution: Within FCI, once grievance is received, it will be automatically assigned to concerned Nodal Officers for further action. The App provides facility to Nodal Officer to either get grievance investigated by Quick Response Team or get feedback from the concerned Division. 

    Geo-Fencing for Quick Response Teams (QRTs): Where grievance redressal involves visit to site by QRT team, the mobile application will capture the physical visit by the team members through the geo-fencing tool.

    This initiative underscores the Government’s dedication to enhance accountability, transparency and stakeholders’ satisfaction by providing a robust grievance redressal mechanism. This launch marks another milestone in the commitment of FCI to facilitate the procurement operations with improved service standards.

    SANTA FE — The New Mexico Department of Finance and Administration (DFA) awarded $57.81 million in matching grants to 37 public entities, leveraging over $200 million in federal funding for 57 projects. Of the grants, 54% went to rural areas, including Lincoln County and the Mescalero Apache Tribe for fire recovery.

    This first cycle of the New Mexico Match Fund supported 33 infrastructure, eight energy, four public safety, four emergency response, and eight general projects at 1 to 4 state-to-federal leveraged dollars. DFA began accepting applications on June 16, 2024.

    “This investment is a commitment to the resilience and growth of our rural communities,” said Gov. Michelle Lujan Grisham. “By removing barriers to federal resources, we are paving the way for sustainable development and improved infrastructure across New Mexico.”

    Enacted earlier this year, HB 177 created the New Mexico Match Fund to leverage once-in-a-generation federal funding for infrastructure, research, economic development, the energy transition, and other projects to leverage resources for the benefit of New Mexico.

    “The New Mexico Match Fund has already jumpstarted dozens of vital infrastructure, rural development, and public safety projects in its first four months,” said HB177 sponsor Representative Meredith A. Dixon. “This transformational program will continue to pay dividends for decades to come by improving our roads, strengthening communities statewide, and creating good-paying jobs for New Mexicans along the way.”

    “I am happy to see these much-needed funds for our local governments be put to use,” said HB177 sponsor Representative Gail Armstrong. “Local governments, especially in rural communities, are too often lacking matching resources to secure federal grants. The New Mexico Match Fund has now provided several underserved communities access to often missed federal funding opportunities.”

    “The New Mexico Match Fund is a prime example of how our executive and legislative collaboration can create meaningful assistance for our rural communities, as we’ve provided $31 million to rural entities in the first four months,” said DFA Cabinet Secretary Wayne Propst.

    With an initial appropriation of $75 million, and pursuant to the new law, DFA developed three grant programs providing eligible entities with a reliable and nimble source of funding to increase competitiveness for hundreds of federal grant program opportunities that require local match. Programs include the Matching Grant, Project Implementation Grant, and Federal Compliance Offset Grant. Earlier this year, the Village of Los Lunas received a $3 million Federal Compliance Offset Grant to help cover increased project costs associated with federal requirements tied to a U.S. Department of Transportation grant for the I-25 Interchange project.

    “Thanks to the New Mexico Match Fund, we can make available resources to provide our residents with the tools they need to succeed in today’s technology-driven landscape,” said Kevin Winner, Information Technology Director of the Pueblo of Jemez. “Our community has long recognized the necessity of digital access for growth and development.”

    Highlighted projects:

    • City of Gallup — The matching grant of $5,000,000 will leverage a $40,000,000 federal award for the Allison Road Corridor Part A Construction project, improving mobility and increasing safety for Gallup residents.
    • Lincoln County — The matching grant of $12,500,000 will leverage a $50,000,000 federal award for flood mitigation from South Fork and Salt Fires from the National Resource Conservation Service’s Emergency Watershed Protection Program.
    • Mescalero Apache Tribe — The matching grant of $2,392,750 will leverage a $21,834,750 federal award for flood mitigation from South Fork and Salt Fires from the National Resource Conservation Service’s Emergency Watershed Protection Program.
    • Santa Fe-Pojoaque Soil & Water Conservation District — The matching grant of $7,440,000 will leverage a $14,300,000 federal award from the National Resource Conservation Service’s Watershed Rehabilitation Program to repair Santa Cruz Dam Site-1.

  • MIL-OSI: DTE Energy begins operating its largest solar park, Sauk Solar

    Detroit, Oct. 25, 2024 (GLOBE NEWSWIRE) — DTE Energy (NYSE:DTE), Michigan’s largest producer of and investor in renewable energy, today announced that its largest solar park, Sauk Solar, is now operational. Located in central Michigan’s Branch County, the 150-megawatt solar park has nearly 347,000 solar panels and generates enough clean energy to power approximately 40,000 homes. 

    Sauk Solar is more than three times the size of DTE’s second largest solar park in Lapeer. It is also the first of six new solar parks to come online as DTE continues to build renewable energy projects to meet customer demand for more clean energy through its CleanVision MIGreenPower program. Sauk Solar, and the other five parks under construction, are funded by customers who are voluntarily enrolled in MIGreenPower. These new solar parks represent significant advancement toward the company’s goal of achieving net zero carbon emissions and reaching Michigan’s new renewable energy standard of 60% by 2035.

    Sauk Solar created more than 350 local jobs during construction. Since 2009, the company’s investment in renewable energy has created an estimated 20,000 jobs in Michigan. Additionally, Sauk Solar will bring Branch County millions of dollars in added tax revenue over the life of the project, funding which can be used for roads, schools, first responders and other vital community services.
