Prior to Greenbacker, Evans served as a director within the financial institutions group at Lazard Asset Management, before which he held the role of business development director at Cushing Asset Management. In both roles, Evans was responsible for distributing firm strategies to the registered investment advisor (“RIA”), bank trust, and family office channels, including securing investment in new strategies.

    Hennessey is a seasoned business development professional, bringing to Greenbacker 15 years of experience marketing and distributing investment strategies to the RIA, family office, and institutional channels. As a vice president on Greenbacker’s business development team, he is responsible for the distribution of company strategies through all channels, with a focus on the Southeastern US. Previously in his career, Hennessey served as a director at Chicago Atlantic Group and a vice president at Merit Hill Capital; at both firms, he was responsible for business development, covering the RIA, family office, and institutional channels.

    The Major Atmospheric Cherenkov Experiment (MACE) Observatory has been inaugurated by Dr. Ajit Kumar Mohanty, Secretary DAE & Chairman of the Atomic Energy Commission, at Hanle, Ladakh, on 4th October 2024. MACE is the largest imaging Cherenkov telescope in Asia. Located at an altitude of ~4,300 m, it is also the highest of its kind in the world. The telescope is indigenously built by BARC with support from ECIL and other Indian industry partners. The inaugural of MACE Observatory was a part of the Platinum Jubilee year celebrations of the DAE. The event commenced with the unveiling of commemorative plaques by Dr. Mohanty at the MACE site at Hanle, Ladakh, thereby officially inaugurating the MACE Observatory.

    In his inaugural address, DAE Secretary Dr. Mohanty applauded the collective effort that brought the MACE telescope to fruition. He stated that the MACE Observatory is a monumental achievement for India, and it places our nation at the forefront of cosmic-ray research globally. He further added that this telescope will allow us to study high-energy gamma rays, paving the way for deeper understanding of the universe’s most energetic events. Dr. Mohanty emphasised the significant role that MACE project plays not only in advancing scientific research but also in supporting the socio-economic development of Ladakh. Students were encouraged to explore careers in astronomy and astrophysics, with Dr. Mohanty expressing hope that the MACE project would inspire future generations of Indian astronomers, scientists, and engineers. Dr. Mohanty also paid tribute to India’s pioneering contributions to the field, including the work of Dr. Homi J. Bhabha, whose legacy continues to inspire India’s cosmic-ray research.

    Speaking on the occasion, Dr. Annapurni Subramaniam, Director, Indian Institute of Astrophysics (IIA), highlighted the fruitful collaborative efforts between several constituent Units of DAE and the IIA.

    Shri Sajjad Hussain Mufti, Chief Conservator of Forests, UT Ladakh, outlined the key features of the Hanle Dark Sky Reserve and the focus on community engagement. He reaffirmed the UT administration’s unwavering commitment to supporting DAE’s scientific activities.

    Dr. S. M. Yusuf, Director, Physics Group, BARC, in his welcome address, emphasized the importance of the MACE telescope in advancing India’s space and cosmic-ray research capabilities. The vote of thanks was delivered by Dr. K. K. Yadav, Head of Astrophysical Sciences Division of BARC, followed by a visit to the state-of-the-art MACE Control Room.   • MIL-OSI Europe: Energy rescue plan approved to finance EU-backed emergency heating and power projects for Ukraine ahead of winter season

    • EIB President Nadia Calviño presented the Ukraine Energy Rescue Plan to EU finance ministers at their meeting in Luxembourg today.
    • The plan foresees up to €600 million in EU-backed financing for critical energy projects in the public and private sectors to meet urgent heating and power needs of wartime Ukraine.
    • The rescue plan will also support new green energy initiatives, including for energy efficiency and renewable energy, to help rebuild Ukraine’s energy infrastructure and bring the country closer to the European Union.

    Today, European Investment Bank President Nadia Calviño announced the Ukraine Energy Rescue Plan, an initiative to extend EU support for Ukraine’s heavily damaged energy infrastructure due to Russia’s ongoing war, ahead of the winter season, aimed at supporting the resilience of the country and its people. 

    Briefing EU finance ministers in Luxembourg today, President Calviño outlined that as part of the plan, the EIB expects to invest up to €600 million in financing for emergency energy projects across the public and private sectors. This funding will be guaranteed under the European Union’s Ukraine Facility and in part supported by the EIB’s EU for Ukraine Fund and Advisory Programme. It will help restore and strengthen Ukraine’s energy infrastructure while also aligning it with EU standards, further advancing the country’s integration into the European Union.

    Initially the emphasis will be on making finance available for projects that generate electricity and heat using equipment which can be quickly set up to meet the urgent needs of households and businesses. The plan focuses also on projects to protect key electricity substations with shelters. It aims to urgently restore electricity and heating to prevent disruptions to critical services such as hospitals, schools and water supplies, ensuring uninterrupted operations for households, businesses and public services.

    Furthermore, part of the plan also refers to more medium-term measures aimed at making the Ukraine energy sector more sustainable and resilient. It aims to improve energy efficiency in both the industrial and residential sectors, reducing energy consumption and promoting long-term resilience.

    The plan will also extend the EIB’s ongoing recovery and municipal framework programmes, to include energy-related initiatives. It is closely aligned with the priorities of the Ukrainian government and follows discussions with Ukraine’s Ministry of Finance.

    EIB Group President Nadia Calviño said: “The Ukraine Energy Rescue Plan is a crucial measure to ensure that millions of Ukrainian citizens and businesses have the electricity and heat they urgently need to face the coming winter. The EIB is also strengthening Ukraine’s energy infrastructure for the future. Together with our EU partners, our support is unwavering, working hand-in-hand with Ukraine in this critical phase and for the better times ahead.”

This will not only help Ukraine recover but also accelerate its path to a sustainable energy future and deeper integration with the European Union, aligning the country with EU standards for a stronger, shared future,” added EIB Vice-President Teresa Czerwińska, who is in charge of the Bank’s operations in Ukraine and will present the rescue plan to the Steering Committee of the Ukraine Donor Platform this week in Rome.

    Ukraine’s Minister of Finance Sergii Marchenko said: “I am grateful to the EIB for recognising Ukraine’s urgent energy needs and for the swift decision that has been taken. Russia’s relentless attacks on our energy infrastructure place immense pressure on our country. The EIB’s plan to support Ukraine’s energy sector is yet another crucial form of assistance for us in restoring power and heating to essential services like hospitals and schools. This will ensure that our people have access to the energy they need to withstand the potential challenges ahead.”

    European Commission Executive Vice-President for an Economy that Works for People Valdis Dombrovskis said: “This financing from the EIB, also backed by the EU budget, comes at just the right moment to allow Ukraine’s authorities to restore power and heating for basic services like hospitals and schools, while guarding against further supply disruptions given Russia’s brutal attacks on its energy infrastructure. It will help Ukraine to prepare for the winter season, make its energy network more reliable and resilient, and improve its sustainable energy efficiency as the country aligns with EU standards on its way to eventual accession. The European Union remains committed to supporting Ukraine and its people.”

    Background information

    The Ukraine Facility is the European Union’s financial assistance programme for Ukraine. During the 2024-2027 period, €50 billion will be allocated by the European Union to finance the state budget, stimulate investment and provide technical support in the implementation of the programme.

    The EU for Ukraine Fund (EU4U) was established in 2023 as part of a larger EU for Ukraine initiative. The fund aims to accelerate EIB Global’s support for Ukraine’s most urgent infrastructure needs and to help sustain the country’s economy. It supports critical recovery and reconstruction projects involving both the public and the private sector and improves access to finance for entrepreneurs in Ukraine. To date, the fund has secured over €420 million in pledges from the Member States.

    Union Minister of Road Transport & Highways Shri Nitin Gadkari launched today the ‘Humsafar Policy’ in New Delhi to enhance convenience of travelling on National Highways and accelerate development of the Wayside Amenities in presence of Shri Ajay Tamta, Minister of State for Road Transport and Highways.

     

    Speaking at the unveiling, Union Minister for Road Transport and Highways, Shri Nitin Gadkari said local marginal sections of the society will be benefitted from this initiative. He underscored that this scheme will help in facilitation of smooth, safe and pleasant journey for users. It will be environment friendly and has been prepared keeping the ecology and cleanliness in the perspective. He also said that water conservation, soil conservation, waste recycling, solar energy etc have been kept in mind while formulating this policy.

     

    Union Minister Sh. Nitin Gadkari asked the officials of the ministry to ensure quality service to the passengers through this policy. A number of Green Highways of NHAI have been planned with keeping several amenities in the perspectives, he further added.

     

    He called upon that petrol pump owners alongside NHs to ensure basic amenities at the petrol pump as per norms. He also said that Food court, cafeteria, Fuel station, Electric Vehicle Charging Station, parking facilities, Toilet facility, Baby Care room, ATM, Vehicle repair shop, Pharmacy services under this policy will ensure better experience for NH users.

    Speaking on the occasion, Shri Ajay Tamta, Minister of State for Road Transport and Highways said that under the guidance of Shri Nitin Gadkari National Highways of 1.5 lakh KMs have been laid down. Prime Minister’s vision and Union Road Transport and Highways minister’s guidance is changing the course of infrastructure in this country despite several odds, he further added.

    The policy aims to provide a comprehensive framework to ensure that the commuters have access to standardized, well-maintained, and hygienic facilities by onboarding both existing and upcoming service providers along National Highways and Expressways. Existing and upcoming service providers under the categories of Eateries, Fuel Station and Trauma Centres will be eligible to register under the Humsafar Policy. The policy aims to benefit all stakeholders. Registered service providers will benefit from waiver of fees for renewal for existing access permission and will be provided space on National Highways to put up signages of their establishment to increase visibility. In addition, the service providers will be featured on NHAI ‘Rajmarg Yatra’, mobile app to boost their online visibility.

    The ‘Humsafar’ policy will also benefit commuters by enabling access to standardized, well maintained and hygienic facilities. Commuters will be able to find details of relevant service providers near their location instantly on the ‘Rajmarg Yatra’ app. The app will also empower commuters to report issues and rate the service provided and facilities. Registered service providers will be able to avail a waiver of renewal fees for access permissions, if they maintain an average rating of 3 or higher.

    The policy also outlines rigorous provisions for ‘Monitoring & Inspection’ of the registered service providers for maintaining the standard of the facilities and ensuring quality services to the commuters. Regular inspections will be conducted by a third-party agency appointed by the authority. Email/ SMS alerts shall be sent to service providers in case their ratings fall below average of 3-stars and more frequent inspections will be carried out on such facilities with low score.

    The ‘Humsafar Policy’ will go a long way in establishing world-class services along the National Highways by standardizing high-quality facilities for commuters and enhancing the overall travel experience of the National Highway users.

The company also secured $5 million in Energy Matching Funds from the State of Wyoming and a $1.25M non-dilutive contract from the U.S. Department of Defense.

    The new funding will support the development of a pilot in Wyoming to prove out power production and system efficiency, while demonstrating that Airloom can build wind for one-third the cost of conventional horizontal-axis turbines.     For the first time in American history, quantum computing was mentioned by a candidate during a presidential debate, on Sept. 10, 2024. After Vice President Kamala Harris brought up quantum technology, she and former President Donald Trump went on to have a heated back-and-forth about American chipmaking and China’s rise in semiconductor manufacturing. Science and technology policy usually takes a back seat to issues such as immigration, the economy and health care during election season.

    What’s changed for 2024?

    From COVID-19 to climate change, ChatGPT to, yes, quantum computers, science-related issues are on the minds of American policymakers and voters alike. The federal government spends nearly US$200 billion each year on scientific research and development to address these challenges and many others. Presidents and Congress, however, rarely agree on how – and how much – money should be spent on science.

    With the increasing public focus on global competitiveness, the climate crisis and artificial intelligence, a closer look at Trump’s and Harris’ records on science and technology policy could provide a hint about how they’d approach these topics if elected this fall.

    Two distinct visions for science funding

    If politics can be described as “who gets what and when,” U.S. science and technology policy can be assessed through the annual budget process for R&D. By this measure, the differences between the Trump and Biden-Harris administrations couldn’t be starker.

    In his first budget request to Congress, in 2017, Trump spurned decades of precedent, proposing historic cuts across nearly every federal science agency. In particular, Trump targeted climate-related programs at the Department of Energy, the National Oceanic and Atmospheric Administration and the Environmental Protection Agency.

    Trump’s fiscal policy took a page from Reagan-era conservative orthodoxy, prioritizing military spending over social programs, including R&D. Unlike Reagan, however, Trump also took aim at basic research funding, an area with long-standing bipartisan support in Congress. His three subsequent budget proposals were no different: across-the-board reductions to federal research programs, while pushing for increases to defense technology development and demonstration projects.

    Congress rebuked nearly all of Trump’s requests. Instead, it passed some of the largest increases to federal R&D programs in U.S. history, even before accounting for emergency spending packages funded as part of the government’s pandemic response.

    In contrast, the Biden-Harris administration made science and innovation a centerpiece of its early policy agenda – with budgets to match. Leveraging the slim Democratic majority during the 117th Congress, Biden and Harris shepherded three landmark bills into law: the Infrastructure Investment and Jobs Act, the Inflation Reduction Act and the CHIPS and Science Act. These laws contain significant R&D provisions focused on environmental projects (IIJA), clean energy (IRA) and American semiconductor manufacturing (CHIPS).

    CHIPS set up programs within the National Science Foundation and the Department of Commerce to create regional technology hubs in support of American manufacturing. The act also set ambitious funding targets for federal science agencies, especially at NSF, calling for its budget to be doubled from $9 billion to over $18 billion over the course of five years.

    Despite its initial push for R&D, the Biden-Harris administration’s final two budget proposals offered far less to science. Years of deficit spending and a new Republican majority in the House cast a cloud of budget austerity over Congress. Instead of moving toward doubling NSF’s budget, the agency suffered an 8% decrease in fiscal year 2024 – its biggest cut in over three decades. For FY2025, which runs from Oct. 1, 2024, through Sept. 30, 2025, Biden and Harris requested a meager 3% increase for NSF, billions of dollars short of CHIPS-enacted spending levels.

    An emerging consensus on China

    On technology policy, Biden and Harris share more with Trump than they let on.

    Their approach to competing with China on tech follows Trump’s lead: They’ve expanded tariffs on Chinese goods and severely limited China’s access to American-made computer chips and semiconductor manufacturing equipment.

    Biden and Harris have also ramped up research security efforts intended to protect U.S. ideas and innovation from China. Trump launched the China Initiative as an attempt to stop the Chinese government from stealing American research. The Biden-Harris administration ended the program in 2022, but pieces of it remain in place. Scientific collaborations between the United States and China continue to decline, to the detriment of American scientific leadership.

    The Biden-Harris administration has also drawn from Trump-era policy to strengthen America’s leadership in “industries of the future.” The term, coined by Trump’s then-chief science adviser Kelvin Droegemeier, refers to five emerging technology areas: AI, quantum science, advanced manufacturing, advanced communications and biotechnology. This language has been parroted by the Biden-Harris administration as part of its focus on American manufacturing and throughout Harris’ campaign, including during the debate.

    In short, both candidates align with the emerging Washington bipartisan consensus on China: innovation policy at home, strategic decoupling abroad.

    Science advice not always a welcome resource

    Trump’s dismissal of and at times outright contempt for scientific consensus is well documented. From “Sharpiegate,” when he mapped his own projected path for Hurricane Dorian, to pulling out of the Paris climate agreement, World Health Organization and the Iran nuclear deal, Trump has demonstrated an unwillingness to accept any advice, let alone from scientists.

    Indeed, Trump took over two years to hire Droegemeier as director of the White House Office of Science and Technology Policy, or OSTP, doubling the previous record for the length of time a president has gone without a scientific adviser. This absence was no doubt reflected in Trump’s short-on-science budget requests to Congress, especially during the beginning of his administration.

    On the other hand, the Biden-Harris administration has promoted science and innovation as a core part of its broader economic policy agenda. It elevated the role of OSTP: Biden is the first president to name his science adviser – a position currently held by Arati Prabhakar – as a member of his Cabinet.

    By law, the president is required to appoint an OSTP director. But it is up to the president to decide how and when to use their advice. If the new White House wants the U.S. to remain a global leader in R&D, the science adviser will need to continue to fight for it.

    Yuri Trutnev heard reports on the implementation of the long-term plan for the comprehensive socio-economic development of the Petropavlovsk-Kamchatsky urban district

    As part of a working visit to Kamchatka Krai, Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev heard reports on the implementation of the long-term plan for the comprehensive socio-economic development of the Petropavlovsk-Kamchatsky urban district, and also held a meeting with investors and assessed the work of the Kamchatka branch of the Voin center.

    The long-term plan for the socio-economic development of the Petropavlovsk-Kamchatsky urban district provides for the implementation of 17 events containing 52 objects for the period up to 2030. The key events of the master plan include the construction of a number of roads, including a bypass road from Petropavlovsk Highway to the residential area of Severo-Vostok and a public road to the Pacific Ocean coast. A campus for students of the city’s universities and colleges will appear in the capital of Kamchatka. It is planned to place educational institutions, clubs, public spaces, recreation and leisure areas for students on the campus territory. The construction of the children’s and youth scientific and educational center “Voskhod” has begun. Among the key events of the master plan is the improvement of the city center with the construction of a public center.

    The master plan includes an environmental component. Within its framework, Kultuchnoye Lake in the city center will be cleaned. City landfills will also be reclaimed and an eco-technopark will be built. At the same time, integrated development projects will also be implemented in other areas: in the Severny microdistrict, the Zarechny microdistrict (near the airport), on Pogranichnaya Street, on Komsomolskaya Square, and also on the site of the existing regional hospital after its relocation to a new location. The construction of the bypass road TPP-1 – TPP-2 also plays a major role in the development of the regional capital.

    This year, the design of the interactive planetarium and creativity center on Nikolskaya Hill, the improvement of the Historical Quarter, the walking area along 50 Let Oktyabrya Street, Leninskaya, Sovetskaya, Partizanskaya Streets and the Kultuchnoye Ozero ecopark, three sewage pumping stations were completed. The implementation of 26 events continues.

    By the end of the year, work is planned to be completed at 15 sites. Work on the improvement of the central embankment and the park along Voytsesheka Street will be completed. The cultural heritage site (at 13 Krasintsev Street) will be restored as part of the art cluster, and equipment will be purchased for the creative industries school being created. The construction of sewage treatment facilities for the planned building of the regional children’s hospital will be completed. The design of a cable car, a building of the regional children’s hospital, a community center, an eco-technopark, two sewage treatment facilities (“Chavycha”, “29 km”) and five sewage pumping stations (“Rybny Port”, “Torgovy Port”, “Drama Theater”, “1/1E”, “Zarechnaya”) will be completed.

    Work is actively underway on the following projects, the commissioning of which is planned for 2025. A road to Khalaktyrsky Beach is being built. Construction of a gas boiler house has begun in the Severny microdistrict as part of the Far Eastern Quarter project. The Yu.A. Gagarin Children’s Health Camp is being renovated. It is planned to begin major repairs of the road along Leninskaya Street in the city center. This year, a large and extremely important project for the region will also begin on the construction of an LNG regasification complex in Rakova Bay, with a completion date of 2025.

    According to Deputy Minister for the Development of the Russian Far East and Arctic Elvira Nurgalieva, 12 billion rubles of a single presidential subsidy from the Ministry for the Development of the Russian Far East and 1.5 billion rubles of special treasury loans will be allocated for the implementation of the master plan for Petropavlovsk-Kamchatsky. The region has already received some of the funds for the design, major repairs and construction of facilities. The region will receive 0.6 billion rubles as part of a landscaping competition from the Russian Ministry of Construction. These funds were used to create an observation deck on Petrovskaya Sopka, and to improve the embankment in the city center along Ozernovskaya Kosa Street, a park along Voytsesheka Street, and Nikolskaya Sopka. This year, the Russian Ministry of Culture allocated funds for the purchase of equipment for the creation of a school of creative industries as part of the art cluster. The Russian Ministry of Energy will provide funding for the construction of an LNG regasification complex in Rakova Bay.

    Thanks to the implementation of the master plan activities, positive dynamics have been observed in a number of indicators this year: the volume of construction work is growing (an increase of 5.5% in the first half of 2024), the number of people employed in the construction industry is increasing, and indicators in related industries have increased many times over: the cargo turnover of sea transport has increased by more than a quarter, and automobile transport has more than doubled.

    Plans for 2025–2027 were discussed. In particular, it is planned to improve Nikolskaya Sopka by 2026 using funds from the federal project “Formation of a Comfortable Urban Environment”. It is planned to build five sewage pumping stations (“Zarechnaya”, “1/1E”, “Rybny Port”, “Torgovy Port”, “Drama Theater”). The deadlines for completing the construction of a public center on Lenin Square, a hotel and business center with improvement of the park on the territory of “Petropavlovskaya Gavan”, a fish market on the territory of “Prichal Mekhzavod” and a cable car have been set by the end of 2027.

    “There are initial results. An observation deck has been built, the embankment is being improved. We only started implementing the master plan this year. And there is still a lot of work to be done,” Yuri Trutnev summed up the discussion.

    During a meeting with investors, the Deputy Prime Minister noted that more than 250 investors with projects worth almost 300 billion rubles have taken advantage of state support in Kamchatka, with 106 billion rubles already invested. 79 projects have been commissioned, and more than 11,000 new jobs have been created.

    According to Vladimir Solodov, Governor of Kamchatka Krai, 128.2 billion rubles were attracted to Kamchatka Krai in 2023. Investment growth was 60% compared to the previous year. Tourism is a priority industry. Last year, investment growth in this area was 53%. At the same time, 17 new hotels were built in 2023 alone, and the number of accommodations increased by 1,031 places.

    Projects for the construction of hotels in the Kamchatka priority development area were discussed. The Cosmos Hotel Kamchatka company plans to build a five-star tourist and recreational complex. The Berloga company will create a five-star hotel complex with a thermal spa complex in the Elizovsky district of the Kamchatka priority development area. The implementation of a major investment project by a Kamchatka priority development area resident to create an international standard resort, the Three Volcanoes Park, was discussed.

    The progress of completing the construction of the new passenger terminal of the Petropavlovsk-Kamchatsky International Airport (Yelizovo) was also considered. Several contractors are involved in the construction of the new airport complex of the Yelizovo airport. A total of 1,200 people and 50 units of special equipment are working on the construction of the facility. The overall construction readiness is 82%.

    On the same day, Yuri Trutnev held a meeting with the management and instructors of the Kamchatka branch of the Voin center. “I always take the opportunity when I am in a territory where there is a branch of the center, to visit it, to see how things are going.     Addressing the branch management and instructors of the Voin center, the Deputy Prime Minister emphasized the importance of work on patriotic education: “You are shaping the future by educating a new generation of Russians. There are currently 21 branches of the Voin center operating in the Russian Federation, including branches created in all liberated territories. Since the start of the Voin center, 35 thousand young men and women have been trained. And this year, the Voin center will train 30 thousand young people across the country.”

    It was noted that the Voin center had developed a draft textbook, Basics of Initial Military Training. It is currently in the final stages of revision. This academic year, it is planned to test the publication by cadets of the Voin center and students of some educational organizations.

    Director of the Voin Center branch in Kamchatka Alexander Burkhavetsky and Chairman of the regional branch of DOSAAF of Russia Dmitry Pavlov reported on the work of the Kamchatka branch. About 800 teenagers will undergo training in Kamchatka by the end of the year. Currently, construction of classrooms and arrangement of the territory of the Military Sports Training Center in the Yelizovsky District is underway. By the end of November 2024, it is planned to complete the construction of classrooms with a parade ground, a GTO site, a combined arms obstacle course, a parking lot and an entry group. In 2025, it is planned to complete the construction of a 500-meter gallery for sniping, arrangement of a tactical field, construction of several shooting galleries, installation of a facade for storming the building (for assault mountaineering), construction of a canteen, barracks for 120 people, preparation of a place for placing a tent camp for 160 people.

  • MIL-OSI USA: U.S. natural gas-fired electricity generation set new daily records in summer 2024

    U.S. natural gas-fired power plants generated more than 7 million megawatthours (MWh) of electricity on August 2, 2024, according to our Hourly Electric Grid Monitor, making up almost half of all electricity generated in the contiguous United States that day.

    On August 2, 2024, 7.1 million MWh of natural gas-fired electricity was generated in the United States, 6.8% more than the previous summer’s record set on July 28, 2023. Nine out of the ten days with the most U.S. natural gas-fired electricity generation on record occurred in the summer of 2024; of those, six occurred in August 2024. Overall electricity generation for the summer (June–August) of 2024 was up by 3% from summer 2023. The daily average for natural gas-fired electricity generation for the summer also increased 3% to 5.9 million MWh.

    Reasons for increased U.S. natural gas-fired electricity generation included hotter weather, low natural gas prices, the addition of new combined-cycle generating capacity, and increased generator capacity factors.

    Over the past few years, the balance of sources of electricity generation in the United States—especially in the summer—has shifted to more renewables and natural gas and less coal. As electric generation capacity from renewable sources grows, natural gas is used increasingly to balance the intermittent nature of electricity produced from wind and solar. Since 2014, the share of U.S. electricity generation from natural gas in the summer has increased every year except 2021, increasing from 29% in 2014 to 45% in 2024.

    Here’s to hope: 6,586 people have been rescued, evacuated or assisted by search and rescue teams since Hurricane Helene hit, including 39 survivors being rescued on Saturday, October 5, over eight full days into rescue efforts.

    More than 4,000 first responders, national guardsmen, and active-duty military are in Western North Carolina looking for your friends, your family, or if you’re still stranded waiting for help – they’re looking for you. And they won’t stop until every missing person is accounted for.

    I’m sure many of you have heard that there is a second hurricane brewing on the coast of Florida. It is not expected to hit Western North Carolina, but if it maintains it’s intensity as a Category 4 hurricane, it is expected to be catastrophic. I’m here to tell you that we will support Florida in any way we can, but I am also committed to making sure Western North Carolina does not get left behind in place of the newest natural disaster.

      • Damage to our mountain roads exceeds $100 million but USDOT’s investment is a significant and most welcome start.
    • A total of 2,050 DOT employees are working to restore and repair road access in WNC.
      • NCDOT also has:

          • 1,100 pieces of heavy equipment for debris clearance and road repairs in affected areas, including dump trucks, backhoes, loaders, graders, etc.
          • More than 50 personnel from neighboring states on the ground providing assistance.
    • NCDOT is reporting about 650 road closures, 106 of which are to primary routes.
      • Now that communications have been largely restored, NCDOT has a more comprehensive picture of debris blocking roadways, road damage, and necessary repairs in our mountains.
      • At least 100 bridges are irreparable and will require replacement.
    • All roadways in Alleghany, Ashe, Avery, Caldwell, and Wilkes counties are accessible, although some are requiring four-wheel drive.
      • While none of the above-listed counties are in NC-11, they are a welcome sign of what’s to come.
    • Progress has been made on NCDOT and Tennessee DOT’s plans for reconstruction of I-40 in the Pigeon River Gorge.
      • Bids for stabilization of the westbound lanes of I-40 where the eastbound lanes no longer exist will be opening today, October 7.
      • A contract will be awarded shortly after the bid closes.
      • NCDOT is working to expedite the necessary repairs to restore mobility to the area as soon as possible.
    • Air traffic has sustained at 300 percent above pre-hurricane levels in Western NC.
      • NCDOT’s aviation division continue to work to make sure flight operations are safe coming into and out of airports, including by:
        • Scheduling landing/unloading times and aircraft parking so aircraft are spaced out and to reduce the risk of incidents.
        • Establishing a first of its kind “corridors in the sky” to separate civilian and military aircraft in the air.
        • Having search and rescue partners use short, time and location specific restrictions on air operations to enhance safety when multiple helicopters are engaged in search and rescue efforts.
      • The state of North Carolina is NOT turning away civil aviation support so long as it has been coordinated through the proper channels with NC Emergency Management.

    • NCDOT has launched a detour map to show motorists how to get around closures on I-26 and I-40 at the Tennessee border.

    • Internet providers are working with local energy and cell providers to restore service for customers across Western North Carolina.
      • Restoration timelines are not available at this time.
    • Internet providers including Optimum and Spectrum are working around the clock to restore service for customers. However, part of the network’s infrastructure was destroyed by mudslides and collapsed bridges making restoration a lengthy process.
      • As a result, some impacted areas will require a rebuild of the network from scratch.

    • Cell service providers have implemented disaster roaming for any phone located in Western North Carolina to maximize phone service for all users.
      • Disaster roaming allows users to connect to any mobile network during a disaster when other networks are down.
        • This allows users to access emergency services, such as 911, even when their own network is out.

    • Almost 1,800 North Carolina National Guard soldiers and airmen have been deployed to provide support to Western North Carolina so far.
      • The total number of deployed guardsmen will continue to increase over the coming days.
    • The National Guard has more than 700 vehicles and 50 helicopters from six states and two active-duty units in Western NC for rescue and recovery, debris clearing, and other missions.
      • So far, the National Guard has:
        • Delivered more than 2,614 tons of commodities to affected areas
        • Cleared 1,052 obstacles
        • Rescued nearly 1,000 individuals
    • The Guard’s key tasks continue to be search and rescue of impacted civilian personnel, followed by:
      • Delivery of essential relief supplies to points of need
      • Clearing of routes to gain access to isolated communities
    • Although airspace is limited due to ongoing missions by the National Guard and Department of Defense, a process has been established for private pilots seeking to fly in humanitarian relief to coordinate with local authorities.

    • On October 2, the Secretary of Defense authorized the movement of up to 1,000 active-duty soldiers, including soldiers from the 82nd Airborne Division from Ft. Liberty (formerly Ft. Bragg).
      • Nearly all 1,000 of the authorized active-duty soldiers have been mobilized to support the residents and affect counties devastated by Hurricane Helene in Western NC.
      • These soldiers are providing additional manpower and logistics capabilities to reach the hardest hit areas as quickly as possible.
    • In addition to the 1,000 previously authorized soldiers, another 500 troops with advanced technological assets were approved for deployment to Western NC to provide greater situational awareness on the ground.
      • These troops are not yet in NC-11, but coordination is taking place for rapid deployment over the coming days.
      • The Department of Defense has also committed 22 helicopters to assist with search and rescue operations.

      • Stay safe and pick up your car when you are able.
    • PLEASE NOTE:
      • No general aviation pilots are allowed to land at Asheville Regional Airport without prior clearance from FEMA to ensure the safety of aircraft and personnel.
        • Supply deliveries by civilian pilots ARE permitted to land at Asheville Regional Airport so long as they have prior clearance from FEMA.
        • FEMA is not turning away any pilot that has gone through the proper channels to coordinate delivery and ensure the safety of his fellow aircraft and personnel.

    Federal Nutrition Programs

        • North Carolina was granted a waiver for the 10-day reporting requirement for the replacement of food purchased with SNAP benefits lost because of the hurricane.
        • This waiver provides additional time beyond the standard 10-day time frame for households to report food losses and receive replacement benefits for food that was destroyed and previously purchased with SNAP benefits.
      • Child Nutrition
        • The North Carolina Department of Public Instruction was approved for a waiver pertaining to the child nutrition programs.
          • Under the waiver approval, NCDPI’s local program operators may:
            • Serve meals in a non-congregate setting
            • Adjust the time of meal service
            • Allow parent pick-up
            • Allow service of meals at school sites
      • Food and Nutrition Services Program
        • People and families in North Carolina who are enrolled in the Food and Nutrition Services program can now use their EBT card to purchase hot food.
          • This flexibility will remain in effect until November 3.
      • Special Supplemental Nutrition Program for Women, Infants, & Children (WIC)
        • Families participating in WIC who may have relocated to a new area can go to any NC WIC agency to:
          • Have a new eWIC card issued
          • Request replacement breastfeeding supplies or breast pumps
          • Request replacement food that was purchased with current WIC benefits and lost due to Hurricane Helene

    • If you own a medical practice in NC-11 and are experiencing financial hardship due to Hurricane Helene, the North Carolina Medical Society will be reactivating its Financial Recovery Program (FRP) to help you recover and open your doors again.
      • The FRP will be back online to provide much needed assistance soon.

    • The Department of Health and Human Services through the Centers for Medicare & Medicaid Services (CMS) has made available:

    • For county leaders: This is a reminder to make sure your Emergency Operation Center has submitted the request for gasoline, food, water, cell service deployables, etc. with North Carolina Emergency Management to have your request processed and resources delivered.
      • My office stands ready to assist with checking the status of your request if the county or municipality has not heard back from NC Emergency Management within 24 hours.

    North Carolina received a Major Disaster Declaration for the following counties: Buncombe, Clay, Haywood, Henderson, Jackson, Macon, Madison, McDowell, Polk, Rutherford, Swain, Transylvania and Yancey counties and the Eastern Band of Cherokee Indians.

    People with damage to their homes or personal property who live in one of the above-listed counties should apply for Individual Assistance through FEMA, which may include upfront funds to help with essential items like food, water, baby formula and other emergency supplies.

    • Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay.

    Individual Assistance provides financial aid and services to eligible individuals and households that have been affected by a disaster to assist with the recovery process. Individuals can officially begin applying for Individual Assistance online at www.DisasterAssistance.gov, or by calling the application phone number at 1-800-621-3362 (TTY: 800-462-7585) between 7:00 a.m. and 10:00 p.m. EST.

    • To date, FEMA has paid out more than $30 million in housing and other types of assistance and more than 96,000 Western North Carolinians have registered for Individual Assistance.

    • Residents trying to connect with family members may call NC 211 (or 1-888-892-1162 if calling from out-of-state) to report missing loved ones or request a welfare check.
    • People in the impacted areas can indicate that they are safe by reporting themselves safe through Red Cross Reunification by calling 1-800-RED-CROSS (1-800-733-2767).
      • Please only use 911 for life-threatening emergencies so the lines remain open for critical situations.
    • If you are still trying to locate a friend or family member, please complete this form to notify local officials of their missing status.
      • The form was created by Buncombe County but information is being shared amongst all counties.
      • Regardless of which county your loved one was last known to be in, you can still submit the form.
        • Buncombe County will share the information with the appropriate officials to initiate search and rescue efforts.
      • United Way is also fielding missing person/welfare check requests.

      • IRS has extended various filing deadlines for taxpayers in impacted areas, including 2024 individual/business returns, certain quarterly estimated income tax payments, and certain payroll/excise taxes.
      • Tax relief for qualified payments, disaster-related losses:
        • IRS released provided guidance to taxpayers on how to address disaster-related losses in their 2024 tax return, as well as providing guidance on how qualified disaster relief payments – like government assistance payments – are generally excluded from gross income.

  • MIL-OSI Africa: Fossil Fuels to Power 60% of Africa’s Energy by 2040

    By 2040, up to 60% of the African energy matrix will be fossil fuel driven, Anibor Kragha, Executive Secretary of the African Refiners and Distributors Association remarked at a FAMAR-sponsored panel discussion during the Angola Oil & Gas (AOG) conference on Thursday. This, he noted, highlights a fundamental need to invest more heavily in downstream infrastructure.

    While efforts are being made to reduce petroleum imports, Kragha offered three recommendations to expand downstream infrastructure, strengthen regional trade and bolster energy security.

    “The first is coordinated, harmonized, regional regulations – it is critical to do this. If you don’t have harmonized regulations, you won’t have harmonized markets. Secondly, you need market-based pricing and products. Lastly, you must focus on infrastructure to minimize supply chain risks. We use trucks but we should be using rails, optimizing ports and such,” he said.

    Orlando Chongo, Head, Coverage in Indian Ocean and Lusophone Africa at the Trade Development Bank, emphasized the need to improve access to financing for downstream players. While plans are in place to strengthen infrastructure capacity, capital needs to be made more available.

    Meanwhile, in Angola, to support companies seeking investments in the country’s downstream market, the country’s downstream regulator is putting in place the requisite supportive policies. Dr. Luis Fernandes, Director General at the IRDP said that “Today, the regulatory framework allows everyone that wants to be in the market to be involved. We have new rules that are needed to be implemented to reduce greenhouse gas emissions in compliance with climate change policies. We have a legal framework that supports companies achieve this.”

    For the national oil company Sonangol, expanding downstream infrastructure is a top priority. The company is prioritizing investments in refining, distribution and port infrastructure to strengthen regional trade. Three new refining projects are currently under construction, namely the 60,000 barrel per day (BPD) Cabinda project – starting operations this year -; the 100,000 BPD Soyo Refinery and the 200,000 BPD Lobito Refinery.

    Other projects include the Barra do Dande Ocean Terminal. According to Mauro Graça, CEO, Sonangol Distribution and Marketing, “This will not only allow us to be self-sufficient in storage capacity but allow us to fulfil our strategic reserves. With that project, we are not only thinking about Angola, but of the region. With the Cabinda refinery, we will need more storage capacity and to be able to export. We are investing in 24,000 cubic meters in additional storage capacity. We also have a project to make a sea-line, so that larger ships can go to Cabinda to conduct operations.”

    Angola’s focus on strengthening its port logistics will be instrumental in driving exports – both regionally and internationally. Sara Silva, Legal Compliance Manager at FAMAR, noted that maritime transport is imperative for global trade.

    “It is proving to be the most cost-effective manner of transportation, allowing you to transport large volumes of cargo and reducing the cost per unit that you transport. It has the opportunity to connect markets, connecting Africa to the world,” she said.

    In the retail sector, efforts are underway to increase the number of retail stations across the country. Óscar Sequesseque, CCO at Pumangol, shared that the company is focused on accelerating Angola’s inland fuel storage capacity. This way, Angola aims to improve access to affordable, locally-sourced fuel products.

  • MIL-OSI USA: Latta, Griffith op-ed: Congress must advance HALT Fentanyl Act to save lives

    Congressman Bob Latta (R-OH5) and Congressman Morgan Griffith (R-VA9) penned an op-ed in The Washington Times today outlining the importance of Congress advancing their HALT Fentanyl Act to help save lives. The bill was approved by the House Energy & Commerce Committee in March of 2023 and was passed by the U.S. House in May of 2023. 

    The HALT Fentanyl Act would permanently label fentanyl-related substances as a Schedule I narcotic, which is a scheduling change supported by the Biden administration.

    “As members of the House Energy and Commerce Committee, we’ve met too many families who have told their stories of fentanyl poisonings that killed their loved ones. It’s excruciating to hear, but it’s nothing compared with what these families have gone through. 

    “It’s why we rolled up our sleeves and crafted the HALT Fentanyl Act, a bill to help put an end to the fentanyl crisis by permanently labeling fentanyl-related substances as Schedule I narcotics…”

    “This important legislation advanced last year through the House Energy and Commerce Committee and was passed by the full House, where it received wide bipartisan support.

    “However, it is stalled in the Senate. Bill Cassidy, the Louisiana Republican who is leading the Senate version of the HALT Fentanyl Act, moved to pass the bill earlier this year. Unfortunately, the Democrats objected, and the bill didn’t move.

    “What is stopping Senate Democrats from advancing this bill? Our bill has widespread bipartisan support. Both the DEA and Customs and Border Protection have listed this legislation as a top priority in the fight against fentanyl. Even President Biden last year signaled he would sign our bill if it came to his desk.

    “There should be no excuse for this bill not to move through the Senate.

    “It did come as a surprise to us, though, that the Biden administration announced a “new” proposal to designate fentanyl-related substances as a Schedule I narcotic — which is exactly what our bill does, but without a research component.

    “While we appreciate the attention to this issue, we agree that the administration’s efforts would be best placed in asking Senate leaders to take up the House-passed HALT Fentanyl Act, where it has been sitting and collecting dust for 16 months.

    “As members of Congress who care deeply about the state of our country and the health and well-being of the American people, we will continue to call on the Senate to bring forward the HALT Fentanyl Act for a vote.

    “We have the chance to help remedy the fentanyl crisis and save lives. Let’s get this done.”

    A new chair of the Water Industry Commission for Scotland (WICS) will be appointed in the coming weeks after Ministers accepted the resignation of Professor Donald MacRae from the post.

    Acting Cabinet Secretary for Net Zero and Energy Gillian Martin has formally written to Professor MacRae today accepting his resignation which he tendered effective from 21 October.

    She said:

    “I welcome the opportunity this provides to continue to reset oversight of the Water Industry Commission Scotland in light of the unacceptable financial and governance issues that have arisen in the organisation.

    “We are now taking immediate steps to ensure that a new Chair is appointed as quickly as possible.

    “Once a new Chair is confirmed, we will be clear with them and the Board that they need to continue to work hard to deliver the changes required to reset the organisation so it delivers to the high standards I expect of a public body.”

    Transfer of $350 million in federal funding secured by lawmakers to FHWA moves MassDOT further toward replacing the Sagamore Bridge
    Boston, MA – Continuing the momentum on replacing the Cape Cod Bridges, the Healey-Driscoll Administration signed a new Memorandum of Agreement (MOA) with the U.S. Department of the Army and the Federal Highway Administration (FHWA) to move forward on rebuilding the Sagamore Bridge. Senator Warren has led efforts to secure these funds for the Bourne and Sagamore Bridges, pressing the federal government to take action to replace these crucial pieces of infrastructure. 
    Under the agreement, the USACE will transfer $350 million in federal funding secured through the 2024 appropriations bills to the Federal Highway Administration. The FHWA Eastern Federal Lands Division will use the funds to construct a portion of the new Sagamore Bridge as part of MassDOT’s overall replacement project.
    The Sagamore Bridge is vital infrastructure supporting the economy of Cape Cod and surrounding communities and ensuring safe and reliable travel for residents, workers, and millions of annual visitors. The new MOA will help to further the current plan to begin construction on the Cape. The Sagamore Project is Phase 1 of the Cape Cod Bridges Program, rebuilding both the Sagamore and the Bourne Bridges while also making investments in other transportation infrastructure along the Cape Cod Canal and expanding travel options.

I’ll keep working closely with Senator Markey, Representative Keating, Governor Healey, and the delegation to get this crucial project to the next stage.”

    The project will help to spur economic growth and development, improving safety and quality of life for both the region and state. This project is critical to the Cape Cod economy, and the bridge will be a connector to other assets on a local, state, and national level. 
    Senator Warren, Senator Markey, Congressman Keating, and the Massachusetts delegation secured a total of $1.72 billion in federal funding for the bridge replacement project. In July, MassDOT won $1 billion from the Bipartisan Infrastructure Law’s (BIL) Bridge Investment Program, and in December 2023, MassDOT won $372 million from the BIL’s Federal Multimodal Project Discretionary Grant Program. Senator Warren, along with the Massachusetts Delegation, secured $350 million for the bridges in the Fiscal Year 2024 Energy and Water Development Appropriations Act, which was signed by President Biden. Governor Healey has also pledged $700 million in state support.

    Senator Warren has long advocated for federal investments in the Cape Cod Bridges project and other critical infrastructure projects across the Commonwealth: 
    In July 2024, Senator Warren, along with Senator Ed Markey, Rep. Bill Keating, and Governor Maura Healey, announced the U.S. Department of Transportation (DOT) had awarded the Massachusetts Department of Transportation (MassDOT) and Army Corps of Engineers a billion-dollar grant to replace the Cape Cod Bridges under the Bipartisan Infrastructure Law’s Bridge Investment Program.
    In March 2024, the entire Massachusetts congressional delegation sent a letter to U.S. Secretary of Transportation Pete Buttigieg, reaffirming their support for Massachusetts’ billion-dollar Bridge Investment Program (BIP) grant application to replace the Cape Cod Bridges, in light of the $350 million in funding from the FY 2024 funding package signed by President Biden and the U.S. Department of Transportation’s $372 million Mega grant.
    In March 2024, Senators Markey and Warren and Congressman Keatingsecured $350 million for the Cape Cod Bridges in the Fiscal Year 2024 Energy and Water Development Appropriations Act.
    In December 2023, following the advocacy of the delegation, the Department of Transportation awarded Massachusetts a $372 million grant through the Bipartisan Infrastructure Law’s National Infrastructure Project Assistance (MEGA) program toward the replacement of the Sagamore bridge. 
    In May 2023, Senators Warren and Markey and Representatives Keating and Seth Moulton (D-Mass.) sent a letter to Secretary of Defense Lloyd J. Austin III, urging him to exercise his authority to support installation resilience in order to provide funding for the replacement of the Bourne and Sagamore Bridges.
    In March 2023, Senators Warren and Markey announced and applauded the inclusion of $350 million, toward a commitment of $600 million, in President Biden’s budget for the Bourne and Sagamore bridges.

    It is wonderful to be here with you today for this special occasion, at Farragut Seawall, named after our Nation’s first Admiral and our Navy’s first prominent Hispanic leader.

    Assistant Secretary Berger, thank you for your leadership as Assistant Secretary of the Navy for Energy, Installations, and the Environment. The work you do every day is crucially important for the readiness of our Sailors, Marines, and Midshipmen.

    Vice Admiral Davids, thank you for your leadership of the Naval Academy and of the future leaders of our Navy and Marine Corps.

    To all of our distinguished guests, Navy and Marine Corps leaders, Naval Academy faculty, and those who laid the groundwork to get us to where we are today: welcome and thank you for joining us to celebrate the ribbon-cutting for the newly fortified Farragut Seawall.

    Enduring Priorities

    When I entered office as Secretary of the Navy, I laid out Three Enduring Priorities zhich are the foundation for all we do in the Department of the Navy.

    My priority of Strengthening Maritime Dominance centers on ensuring our Sailors and Marines have the best ships, aircraft, and technology available, so that if we are called, we may fight and decisively win our Nation’s wars.

    And my priority of Building a Culture of Warfighting Excellence concerns taking care of people.

    Our people—our Midshipmen—are our greatest strength, and force readiness begins and ends with them.

    And just as our people all around the world deserve robust infrastructure to work, sleep, and study, they also deserve protection from external threats caused by one of the most destabilizing forces of our time.

    To remain the world’s dominant maritime force, the Department of the Navy must rapidly adapt to existential threats such as climate change.

    Building a Climate-Ready Force

    In September 2003, Hurricane Isabel battered the Atlantic Coast.

    And the category five hurricane did not spare the Naval Academy or our future warfighters here.

    The rising water flooded classrooms and damaged buildings—the devastation is evident in photos depicting classroom doors barely peeking above the floodwaters and buildings around the Yard partially submerged.

    The damage resulted in disruptions to classes and normal operations for our Brigade of Midshipmen, along with over one hundred million dollars’ worth of repairs.

    And since Hurricane Isabel made landfall twenty years ago, our world today has continued to face increasingly unpredictable and devasting weather phenomenon.

    Yet, the Department of the Navy is actively adapting and innovating for the changing landscape of the world and indeed of warfare.

    We have set out ambitious goals which we accomplish through installation resilience—by ensuring that our people, systems, and facilities can continue to operate effectively and accomplish our mission in the face of worsening climate impacts.

    Less than two years ago, we held a ceremony here to break ground on the first project to safeguard the Naval Academy from rising sea levels.

    Our efforts today will significantly enhance the development of our future Navy and Marine Corps leaders, enabling them to learn, grow, and thrive with minimal disruption.

    For the sake of force resilience and our people, we must continue looking over the horizon towards future challenges, finding new ways to innovate and modernize our Force.

    May the success of the Farragut Seawall project illuminate the path for future climate resilience initiatives.

    It is an honor to be with you here today at the Naval Academy for the groundbreaking ceremony of the long overdue renovations to Bancroft Hall, named in honor of this school’s founder and the 17th Secretary of the Navy, George Bancroft.

    Assistant Secretary Berger, thank you for being here today, and for your leadership as Assistant Secretary of the Navy for Energy, Installations, and the Environment. The work you accomplish every day is critical to supporting our Sailors, Marines, and future warfighters here at the Naval Academy.

    Vice Admiral Davids, thank you for your leadership of the future officers of our Navy and Marine Corps, and for your commitment to prioritizing the infrastructure which supports our education enterprise.

    Mayor Buckley, thank you for being here today, for your service and leadership of the City of Annapolis, and for your unwavering support of our Midshipmen at the United States Naval Academy.

    County Executive Pittman, we share the values of a more sustainable and secure energy future, and I thank you for your continued partnership and service to Anne Arundel County.

    And I know we could not be here today without the detailed planning and heavy lift of so many of our outside partners, those who have realized this plan from its inception two years ago.

    Enduring Priorities

    And the Department of the Navy is forward-looking and focused on the challenges which lie ahead.

    Building a Climate-Ready Force

    We have created the foundation and guidelines by which we are building a climate-ready, warfighting force through Climate Action 2030 and the Naval Academy’s Installation Resilience Plan.

    Here at the Naval Academy, we are developing solutions to climate issues through the Center for Energy Security and Infrastructure Resilience, or “CESIR” [SEE-zuhr].

    Established earlier this year, CESIR will equip Midshipmen with the knowledge and skills to address complex climate challenges throughout their naval careers.

    What’s more, we are investing in the climate resiliency of our facilities, to include this renovation of Bancroft Hall.

    As the center of Midshipman life—the building in which our over four thousand future Navy and Marine Corps Officers sleep and study, Bancroft Hall is a symbol of the Naval Academy as a whole.

    The bonds of camaraderie among our Midshipmen are forged here at Bancroft Hall, creating lifelong friendships and shaping our young Americans into the warfighting leaders our Navy and Marine Corps Team needs.

    However, severe weather events have impacted the longevity of our buildings both inside and out.

    Given the criticality of Bancroft Hall to the mission of the United States Naval Academy in developing the future warfighters of our Fleet and our Force, we must continue to invest in its maintenance and improvement.

    As I have said before, our people are our greatest strength, and force readiness and resilience begin and end with them.

    This critical investment in our infrastructure is inextricably connected to our mission readiness here at the Naval Academy.

    Despite the tremendous scale and consequences of climate change, we possess both the means and opportunity to address them, and I am proud to stand here today as we embark on the beginning of this necessary infrastructure investment for our Midshipmen.

  • MIL-OSI USA: Congressman Hank Johnson Announces Energy Efficiency Grant Funding for Covington, Other Georgia Communities

    COVINGTON, GA – Congressman Hank Johnson (GA-04) announced today that Covington, located in Georgia’s 4th Congressional District, has been awarded $150,000 in grant funding through the Bipartisan Infrastructure Law’s (BIL) Energy Efficiency and Conservation Block Grant (EECBG) Program. Covington is one of 17 Georgia communities to benefit from this $2.6 million investment aimed at reducing energy consumption, lowering emissions, and improving energy efficiency.

    “Covington is leading the way in transitioning to clean energy with the addition of eight new electric vehicle charging stations,” said Congressman Johnson. “This funding will help make clean transportation more accessible and support our community’s efforts to reduce its carbon footprint while creating more economic opportunities in Georgia’s Fourth District.”

    The Georgia Environmental Finance Authority (GEFA), which administers the program, selected Covington’s project as part of a broader initiative to enhance energy efficiency across the state. Covington will use the funds to install charging stations in high-traffic areas is designed to support the growth of electric vehicles and make clean transportation more accessible to residents and visitors alike.

    “This is just the beginning,” Congressman Johnson continued. “Investments like these are crucial for reducing our dependence on fossil fuels, improving air quality, and positioning our district and the state of Georgia as leaders in clean energy.”

    Other projects across the state receiving funding include energy audits, building upgrades, and workforce development initiatives, with approximately 60% of the funding directed toward disadvantaged communities.

  • MIL-OSI Security: World Cotton Day: The Role of Nuclear Science

    To mark World Cotton Day, the IAEA Director General has highlighted how nuclear science helps optimize the growth of the world’s most important natural fibre, at celebrations in Benin this morning. 

    In his recorded message to over 400 attendees at the World Cotton Day celebration, Rafael Mariano Grossi spoke of the Agency’s role in the international ‘Partnership for Cotton’ and the importance of the crop.  

    “Cotton really is a crop worth celebrating: It produces useful natural fibres. It alleviates poverty in some of the world’s least developed countries. It supports the income of women. And it removes harmful carbon from the atmosphere,” the Director General said. 

    The IAEA has over six decades of experience developing and sharing nuclear techniques that help get the best out of soil, water and crops like cotton, as part of the work carried out by the Joint FAO/IAEA Centre for Nuclear Techniques in Food and Agriculture. 

    The centre’s laboratories in Seibersdorf conduct applied research and through the Agency’s Technical Cooperation Programme, the developed technology is then transferred to countries and eventually to farmers to employ these techniques in the field.  

    For example, IAEA/FAO scientists use irradiation to speed up the evolution of cotton seeds and develop varieties that are more resilient to drought, heat or disease.  

    And in Pakistan, for example, this technique, known as mutation breeding (see Plant mutation breeding), has helped develop 32 new cotton varieties since 1970. Now, more than 40 per cent of the cotton-producing areas in Pakistan are benefiting from the use these new varieties with improved traits adapted to climate change. 

    THE SCIENCE Plant mutation breeding

    Plant mutation breeding is the process of exposing plant seeds, cuttings or other planting material to radiation, such as gamma rays or X-rays, and then planting the seeds or cultivating the irradiated material in a sterile rooting medium, which generates a plantlet. The individual plants are then multiplied and examined for their traits. Those exhibiting the desired traits continue to be cultivated. 

    Plant mutation breeding does not involve gene modification, but rather uses a plant’s own genetic material and mimics the natural process of spontaneous mutation.
