  • MIL-OSI Africa: Petrol prices set to increase from Wednesday

    The Department of Mineral and Petroleum Resources (DMPR) has announced that all grades of petrol, diesel, and illuminating paraffin are expected to increase from Wednesday, 2 July 2025, when the latest monthly price adjustments take effect.

    The retail price for Liquefied Petroleum Gas (LPG) is expected to decrease across the country, except in the Western Cape.

    The new fuel price adjustments are as follows: 

    • Petrol 93 (ULP & LRP): 55c increase.
    • Petrol 95 (ULP &LRP): 52c increase.
    • Diesel (0.05% sulphur): 82c increase.
    • Diesel (0.005% sulphur): 84c increase.
    • Illuminating Paraffin (wholesale): 67c increase.
    • Single Maximum National Retail Price for illuminating paraffin: 89c increase.
    • Maximum Retail Price of LPG: 57c decrease countrywide, excluding Western Cape where it’ll increase by R1.90 per kg.

    The department attributed the increases to a number of factors, including the recent increase in Brent Crude oil prices.

    “The average Brent Crude oil price increased from 63.95 US Dollars (USD) to 69.36 USD during the period under review. The main contributing factor is the recent geopolitical tension in the Middle East, between Israel and Iran, which raised fears of potential crude oil supply disruptions.

    “The average international petroleum product prices followed the increasing trend of crude oil prices. This led to higher contributions to the Basic Fuel Prices of petrol, diesel and illuminating paraffin by 68.45 cents per litre (c/l), 100.48 c/l and 83.20 c/l respectively. The prices of Propane and Butane decreased slightly during the period under review,” the DMPR said.

    Furthermore, a Supply Cost Recovery on Maximum Refinery Gate Price (MRGP) for LPGas that is imported through the Port of Saldanha Bay in the Western Cape province, has been approved.

    “The Minister has approved a 14% increase in Supply Cost Recovery on the MRGP of LPGas that is imported through the Port of Saldanha Bay (Western Cape) as an interim measure, for a period of 24 months. 

    “Accordingly, the interim MRGP in Western Cape will be R15.22 per metric ton (845.018 c/l), excluding VAT, for the period from the 2nd of July 2025 to the 5th of August 2025. Therefore, the Maximum Retail Price (MRP) of LPGas in Western Cape will be R36.08 effective from the 2nd of July 2025,” the department said. – SAnews.gov.za

    When U.S. forces attacked Iran’s nuclear facilities on June 21, 2025, the main target was metal tubes in laboratories deep underground. The tubes are centrifuges that produce highly enriched uranium needed to build nuclear weapons.

    Inside of a centrifuge, a rotor spins in the range of 50,000 to 100,000 revolutions per minute, 10 times faster than a Corvette engine’s crankshaft. High speeds are needed to separate lighter uranium-235 from heavier uranium-238 for further collection and processing. Producing this level of force means the rotor itself must be well balanced and strong and rely on high-speed magnetic bearings to reduce friction.

    Over the years, Iran has produced thousands of centrifuges. They work together to enrich uranium to dangerous levels – close to weapons-grade uranium. Most of them are deployed in three enrichment sites: Natanz, the country’s main enrichment facility, Fordow and Isfahan. Inside of these facilities, the centrifuges are arranged into cascades – series of machines connected to each other. This way, each machine yields slightly more enriched uranium, feeding the gas produced into its neighbor to maximize production efficiency.

    As a nuclear engineer who works on nuclear nonproliferation, I track centrifuge technology, including the Iranian enrichment facilities targeted by the U.S. and Israel. A typical cascade deployed in Iran is composed of 164 centrifuges, working in series to produce enriched uranium. The Natanz facility was designed to hold over 50,000 centrifuges.

    Iran’s early intentions to field centrifuges on a very large scale were clear. At the peak of the program in the early 2010s it deployed over 19,000 units. Iran later scaled down the number of its centrifuges in part due to international agreements such as the since scrapped Joint Comprehensive Plan of Action signed in 2015.

    Legacy of enrichment

    Iran has a long history of enriching uranium.

    In the late 1990s, it acquired a Pakistani centrifuge design known as P-1. The blueprints and some components were supplied via the A.Q. Khan black market network – the mastermind of the Pakistani program and a serious source of nuclear proliferation globally. Today, the P-1 design is known as IR-1. IR-1 centrifuges use aluminum and a high-strength alloy, known as maraging steel.

    About one-third of the centrifuges that were deployed at the sites of the recent strike on June 21 are IR-1. Each one produces on the order of 0.8 separative work units, which is the unit for measuring the amount of energy and effort needed to separate uranium-235 molecules from the rest of the uranium gas. To put this in perspective, one centrifuge would yield about 0.2 ounces (6 grams) of 60%-enriched uranium-235 per year.

    A typical uranium-based weapon requires 55 pounds (25 kilograms) of 90%-enriched uranium. To get to weapons-grade level, a single centrifuge would produce only 0.14 ounces (4 grams) per year. It requires more work to go higher in enrichment. While capable of doing the job, the IR-1 is quite inefficient.

    More and better centrifuges

    Small yields mean that over 6,000 centrifuges would need to work together for a year to get enough material for one weapon such as a nuclear warhead. Or the efficiency of the centrifuges would have to be improved. Iran did both.

    Before the strike by U.S. forces, Iran was operating close to 7,000 IR-1 centrifuges. In addition, Iran designed, built and operated more efficient centrifuges such as the IR-2m, IR-4 and IR-6 designs. Comparing the IR-1 with the latest designs is like comparing a golf cart with the latest electric vehicles in terms of range and payload.

    Iran’s latest centrifuge designs contain carbon fiber composites with exceptional strength and durability and low weight. This is a recipe for producing light and compact centrifuges that are easier to conceal from inspections. According to the international nuclear watchdog International Atomic Energy Agency, before the strike Iran was operating 6,500 IR-2m centrifuges, close to 4,000 IR-4 centrifuges and over 3,000 IR-6 centrifuges.

    With each new generation, the separative work unit efficiency increased significantly. IR-6 centrifuges, with their carbon fiber rotors, can achieve up to 10 separative work units per year. That’s about 2.8 ounces (80 grams) of 60%-enriched uranium-235 per year. The International Atomic Energy Agency verified that the IR-6 cascades have been actively used to ramp up production of 60%-enriched uranium.

    The most recent and advanced centrifuges developed by Iran, known as IR-9, can achieve 50 separative work units per year. This cuts down the time needed to produce highly enriched uranium for weapon purposes from months to weeks. The other aspect of IR-9 advanced centrifuges is their compactness. They are easier to conceal from inspections or move underground, and they require less energy to operate.

    Advanced centrifuges such as the IR-9 drive up the risk of nuclear weapons proliferation significantly. Fortunately, the International Atomic Energy Agency reports that only one exists in testing laboratories, and there is no evidence Iran has deployed them widely. However, it’s possible more are concealed.

    Bombs or talks?

    Uranium enrichment of 60% is far beyond the needs of any civilian use. The International Atomic Energy Agency confirmed that Iran stockpiled about 880 pounds (400 kilograms) of highly enriched uranium before the attack, and it might have escaped intact. That’s enough to make 10 weapons. The newer centrifuges – IR-2m, IR-4 and IR-6 – would need a bit over eight months to produce that much.

    It’s not clear what the U.S. attack has accomplished, but destroying the facilities targeted in the attack and hindering Iran’s ability to continue enriching uranium might be a way to slow Iran’s move toward producing nuclear weapons. However, based on my work and research on preventing nuclear proliferation, I believe a more reliable means of preventing Iran from achieving its nuclear aims would be for diplomacy and cooperation to prevail.

  • MIL-OSI Africa: Leveraging Zambia’s Energy Transition Minerals: Roadmap for Economic Transformation

    Zambia’s economy grew by 4% in 2024, displaying resilience despite experiencing a historic drought and frequent power outages. According to the latest edition of the Zambia Economic Update (ZEU) launched by the World Bank Group (WBG) today, titled: Leveraging Energy Transition Minerals for Economic Transformation, this growth is driven by a strong recovery in the mining sector and expansion in services.

    The ZEU highlights that agriculture—the cornerstone of Zambia’s employment and heavily dependent on rainfed farming—faced significant headwinds. However, its minimal contribution to GDP allowed overall growth to continue. Despite economic growth, GDP per capita growth slowed to 1.2% in 2024, and poverty remains pervasive, with 63.1% of the population living below the $2.15 poverty line.

    “Notwithstanding these challenges, it is commendable how the government of Zambia has stayed fiscally disciplined amidst increasing financing needs caused by the drought, within the framework of ongoing debt restructuring and an IMF program,” said Albert Pijuan, World Bank Senior Country Economist for Zambia. “Revenues increased thanks to expanded copper production—although they remain below potential— and investment spending was significantly reduced, allowing for a large primary surplus in 2024.”

    The ZEU report highlights that exchange rate depreciation, combined with rising food and energy prices due to the drought, led to sticky double-digit inflation. The Zambian kwacha depreciated against major currencies because of sporadic foreign exchange supply and increased import demand during the drought. Despite monetary policy tightening to restrain inflation, prices continued to drift, and the policy stance remains accommodative as high supply-driven inflation results in negative real rates.

    The outlook is optimistic, driven by robust momentum in the mining sector, a rebound in agriculture, and improvements in tourism. Still, significant risks persist due to lower global growth, uncertainties in trade policies, and frequent climatic events. While mining will remain a major driver of economic growth and government revenues, Zambia must diversify its economy to accelerate economic transformation.

    The ZEU  recommends (i) unleashing agricultural productivity by fully transitioning to the e-voucher system, improving targeting, and shifting toward private-sector-led financing to limit public liabilities; (ii) raising productivity through greater competition in the energy sector; (iii) closing tax gaps by strengthening revenue administration; and (iv) maintaining monetary policy tightening to anchor inflation expectations and protect policy credibility, to achieve positive real rates.

    Over a year ago, recognizing the importance of Zambia’s mining sector for its economic growth in the foreseeable future, the WBG, together with the Government of the Republic of Zambia (GRZ), started preparing a practical roadmap: Repositioning Zambia to Leverage Energy Transition Minerals for Economic Transformation. This roadmap is guiding GRZ and its minerals sector stakeholders on realizing GRZ’s vision to maximizing benefits for the country and expanding Zambian participation in the entire ETM value chain, including through value addition.

    The roadmap’s analytical work has been supported by the Resilient and Inclusive Supply Chain Enhancement Partnership (RISE) initiative, which supports countries undertaking reforms in their mining sector and along the minerals value chain. Key recommendations of the roadmap have recently been presented by the GRZ to a select group of stakeholders at the WBG Spring Meetings 2025. The roadmap is part of larger WBG diagnostic work looking at the development potential for WBG client countries in its Eastern and Southern Africa region and how those countries can benefit more from the minerals and metals demand boom, driven by the global energy transition.

    “Zambia’s economy needs to diversify, but concurrently making the most of Zambia’s green mineral deposits would provide a major boost to the economy and must also be leveraged for economic transformation,” said Achim Fock, World Bank Country Manager for Zambia. “Zambia has the potential to use its energy transition mineral (ETM) endowments—increasingly sought after for the global energy transition—for growth, economic development, and shared prosperity.”

    In its focused chapter on ETMs, the ZEU argues that to maximize this potential, Zambia should focus on:

    1. Scaling ETM production: Implementing comprehensive reforms to boost ETM production, including identifying mineral resources, ensuring a reliable and cost-competitive clean power supply, transport, and logistics services, upskilling the workforce, and strengthening environmental and social risk management.
    2. Maximizing fiscal potential: Strengthening ETM revenue management and allocation to support fiscal sustainability and broader inter-generational development objectives.
    3. Adding value to mineral resources: Developing the copper value chain and addressing barriers to greater value-adding activities, including the lack of access to raw materials and finance, enhancing the inefficient investment climate, augmenting the electricity supply, and reducing trade and transport time and costs.

    African Export-Import Bank (Afreximbank) (www.Afreximbank.com) has successfully completed upsizing its reserve-based lending facility in favour of Oando Oil Limited to US$375 million. The company’s pay down of the original US$525-million facility, secured in 2019, to US$100 million in 2024 created significant headroom for refinancing and enhancing Oando’s financial flexibility.

    The Government announced in December 2024 there would be £900m available across the UK as transitional funding for an extra year of activities for 2025/26 after the 2022/2025 funding programme closed.

    Our goal is to deliver a wide-reaching and impactful programme of activities that will build pride of place in Preston and increase life chances in the city, in line with the overall goals of the UKSPF. This will be delivered via three investment priorities, as defined by Government:

    The Quarterly Coal Distribution Report provides detailed U.S. domestic coal distribution data by coal-origin state, coal-destination state, mode of transportation, and consuming sector. All quarterly data are preliminary and will be updated in the Annual Coal Distribution Report.

    Highlights for the first quarter of 2025

    • Total domestic coal distribution was an estimated 97.7 million short tons (MMst) in the first quarter of 2025. This value is 3.8% (3.8 MMst) lower than the previous quarter and 1.1% (1 MMst) higher than the first quarter of 2024.
    • Wyoming was the leading coal-origin state, accounting for about 49.1 MMst of shipments delivered to 27 states. Texas was the leading coal-destination state, receiving about 10.9 MMst of domestic coal.
    • An estimated 72.1% of total coal shipments were sent by railroad, 11.1% were sent by river, and 7.3% were sent by truck. Tramway and conveyor deliveries, which are traditionally associated with minemouth power plants, accounted for about 9.4% of total coal shipments.
    • Electric utilities and independent power producers received about 90.9% of the total coal shipments.

    The Quarterly Coal Report provides detailed quarterly data on U.S. coal production, exports, imports, receipts, prices, consumption, quality, and stocks. The report also provides data on U.S. coke production, consumption, stocks, imports, and exports. All data for 2023 and previous years are final. All data for 2024 and 2025 are preliminary.

    Highlights for the first quarter of 2025

    • U.S. coal production during the first quarter of 2025 totaled 132.3 million short tons (MMst), which was 3.4% higher than the previous quarter and 1.9% higher than the first quarter of 2024. Production in the Western region, which represented about 52.6% of total U.S. coal production in the first quarter of 2025, totaled about 69.7 MMst (2.3% higher than the first quarter of 2024).
    • U.S. coal exports for the first quarter of 2025 (24.4 MMst) decreased 11.8% from the fourth quarter of 2024. The average price of U.S. coal exports during the first quarter of 2025 was $109.62 per short ton.
    • The United States continued to import coal primarily from Colombia (60.9%) and Canada (17.3). No imports from Australia or Indonesia were recorded for the first quarter of 2025. U.S. coal imports in the first quarter of 2025 totaled 0.6 MMst. The average price of U.S. coal imports during the first quarter of 2025 was $141.20 per short ton.
    • Steam coal exports totaled 11.7 MMst (5.5% lower than the fourth quarter of 2024). Metallurgical coal exports totaled 12.7 MMst (17% lower than the fourth quarter of 2024).
    • U.S. coal consumption totaled 118.3 MMst in the first quarter of 2025, which was 19.1% higher than the 99.3 MMst reported in the fourth quarter of 2024 and 17.9% higher than the 100.3 MMst reported in the first quarter of 2024. The electric power sector accounted for about 92.2% of the total U.S. coal consumption in the first quarter of 2025.
    • In the first quarter of 2025, coal stocks dropped to 133.3 MMst from 149 MMst at the end of the fourth quarter of 2024 (a 10.5% decrease). Stocks in the electric power sector decreased to 111.8 MMst from 127.9 MMst at the end of the fourth quarter of 2024.

    The Board of Directors of the African Development Bank Group (www.AfDB.org) has approved a $474.6 million loan for South Africa’s Infrastructure Governance and Green Growth Programme (IGGGP). This financing marks a significant milestone in the country’s transition toward a sustainable, low-carbon economy.

    This IGGGP is the second phase of the Bank’s strategic support for South Africa’s Just Energy Transition. It builds on the success of the $300 million Energy Governance and Climate Resilience Programme, approved in 2023, which delivered key reforms that bolstered financial stability and increased renewable energy capacity.

    Structured around three interconnected pillars: enhancing energy security through power sector restructuring, supporting a low-carbon and just transition, and improving transport efficiency – the IGGGP is designed to accelerate South Africa’s green transformation and promote inclusive, resilient growth. South Africa’s Minister of Finance, Enoch Godongwana,  described the Bank’s support as valuable. 

    “Our country faces the significant challenge of energy shortages, leading to loadshedding, as well as significant transport bottlenecks, which have been detrimental to growing our economy and achieving our developmental aspirations. With your partnership, our government has committed itself to stay the course and implement these critical reforms in the energy and transport sectors, while endeavoring to achieve our international commitments on climate change and our JET objectives,” he said.

    The IGGGP also places strong emphasis on green industrialization, skills development, and job creation, including support for electric vehicle manufacturing and green hydrogen production. Recent estimates from the IMF show that South Africa’s Just Energy Transition could boost the country’s GDP growth by 0.2 to 0.4 percentage points annually between 2025 and 2030.

    “This approval represents more than financing — it’s a blueprint for Africa’s energy future,” said Kennedy Mbekeani, African Development Bank Group’s Director General for Southern Africa. “South Africa’s success in building a just, green, and inclusive energy system demonstrates that sustainable development and economic growth can go hand in hand.”

    This financing includes targeted grant components to promote energy efficiency initiatives and advance rail sector reforms. Key priorities include accelerating vertical separation and establishing an investment framework to revitalize South Africa’s freight and logistics systems. These efforts are expected to strengthen competitiveness of the transport sector and contribute to regional integration and economic growth across the Southern African Development Community.

    As an advanced economy in Africa and a regional power hub, South Africa’s success in its energy transition could catalyze similar transformations across the continent. Its experience integrating renewable energy, modernizing its grid, and implementing just transition policies will provide valuable lessons for other African nations pursuing sustainable development goals.

    The initiative incorporates comprehensive environmental and social safeguards, with a particular focus on gender and youth empowerment. Women will constitute 70% of the beneficiaries of the expanded Social Employment Fund, and dedicated youth skills programmes will equip the next generation for emerging opportunities in the green economy.

    The success of the IGGGP will contribute to several United Nations Sustainable Development Goals, including affordable and clean energy (SDG 7), decent work and economic growth (SDG 8), industry, innovation, and infrastructure (SDG 9), and climate action (SDG 13).

    The African Development Bank’s support forms part of a historic $2.78 billion international financing package that includes $1.5 billion from the World Bank, €500 million from Germany’s KfW, up to $200 million from Japan’s JICA, and an expected $150 million from the OPEC Fund. This coordinated financing underscores the global significance of South Africa’s energy transition, particularly under its G20 presidency. The programme aligns with South Africa’s updated Nationally Determined Contributions under the Paris Agreement, which targets reducing greenhouse gas emissions to 398–510 million tons of CO₂ equivalent by 2025 and 350–420 million tons by 2030.

  • Sensex, Nifty end with slight gains as investors remain cautious

    The Indian stock markets ended flat with a slight positive bias on Tuesday, as investors stayed cautious ahead of the US reciprocal tariff deadline on July 8.

    The focus remained on trade negotiations between India and the United States, with a potential trade deal expected this week.

    After touching an intraday high of 83,874.29, the Sensex finally closed at 83,697.29, gaining 90.83 points or 0.11 per cent.

    Similarly, the Nifty added 24.75 points, or 0.1 per cent, to settle at 25,541.8.

    Among the 30-share index, BEL emerged as the top gainer, closing 2.51 per cent higher. Other notable gainers included Asian Paints, Kotak Mahindra Bank, HDFC Bank, Infosys, Titan, and Bharti Airtel.

    On the flip side, Axis Bank, Trent, Eternal (formerly Zomato), Tech Mahindra, ICICI Bank, and TCS were among the top losers.

    The broader market showed mixed signals. The Nifty Midcap100 index ended flat, while the Nifty Smallcap100 slipped slightly, down 0.10 per cent.

    Among sectoral indices, Nifty PSU Bank, Metal, Oil & Gas, Consumer Durables, Healthcare, and Pharma closed in the green. However, sectors like Auto, IT, Energy, FMCG, Media, and Realty declined.

    The total market capitalisation of all listed companies on the NSE stood at Rs 5.36 trillion.

    On the volatility front, the India VIX — which measures market uncertainty — dropped 2.01 per cent to close at 12.5, indicating reduced fear among investors.

    Gold traded positive as continued dollar weakness supported prices. Comex Gold surged by $30 to $3,345, while MCX Gold rose by Rs 1,200 to settle around Rs 97,300.

    “The sentiment remains buoyant this week, driven by expectations around key US economic data, particularly the Non-Farm Payrolls, unemployment figures, and ADP non-farm employment change,” said Jateen Trivedi of LKP Securities.

    Additionally, the rupee traded positive, gaining 0.28 per cent to close at 85.51, supported by a weaker Dollar Index trading below 97.00 and sustained weakness in crude oil prices.

    “Rupee is expected to trade in a range of 85.20 to 85.80,” Trivedi added.

    The fourteenth Tata Steel / Port Talbot Transition Board met on 26th June 2025.

    The Secretary of State for Wales, Rt Hon Jo Stevens MP, in her role as Chair of the Transition Board sought endorsement from the Board for the development of an £11.67 million Economic Growth and Investment Fund.  £6.67 million will be provided by UK Government and £5 million from Tata Steel UK. This joint funding is aimed to boost inward business investment in the region and to support longer-term growth by supporting businesses and helping to create new jobs. A period of engagement will take place to design the fund over the coming weeks, with the fund going live in the autumn.

    Today’s release of money marks the full allocation of the UK Government’s £80 million contribution from the Tata Steel / Port Talbot Transition Board fund. This funding has been delivered in just under a year, clearly demonstrating this Government’s commitment to the community impacted by Tata Steel UK’s transition to greener steelmaking. We are already seeing the positive impact of this investment to those impacted. The Board will continue to monitor the progress of the funds and ensure the right support continues to be administered to the region.

    The Board also received updates on:

    • Tata Steel UK’s decarbonisation programme;
    • The Department of Business and Trade’s plans for a steel strategy;
    • Mental health and well-being;
    • The Transition Board funds that have already been announced.

    Last Friday, a diverse group of community members, renewable energy practitioners, academics, and policy-makers gathered at the University of Aberdeen for “Community Renewables in the North East of Scotland: Looking Back, Moving Forward”, a timely event focused on advancing community-led energy initiatives in the region. The event explored how communities can play a central role in Scotland’s energy transition.
    Organised by the University’s Just Transition Lab and Centre for Energy Law, the event was the outcome of the collaboration under the Just Transition Communities Project (JTCP). The JTCP, commissioned by the Scottish Government, is designed to support a fair and inclusive transition in the North East of Scotland. Led by the North East Scotland Climate Action Network Hub (NESCAN Hub), the project brings together with partners including the Just Transition Lab.
    The event opened with a session on community energy and the just transition, featuring insights from Fraser Stewart of Regen, alongside Daria Shapovalova and Tayo Gbemi from the Just Transition Lab. Their contributions addressed the role of community energy in achieving a Just Transition in the UK, and in the North East of Scotland specifically.
    This was followed by a panel offering institutional perspectives, with Rachel Yule from Local Energy Scotland sharing the latest developments. Emma Murphy from Aberdeen City Council and Christine Webster from Aberdeenshire Council participated in the panel sharing the local authorities’ experiences and strategies for supporting community energy.
    After a networking lunch, the final session brought together practitioners from the region’s most notable community energy projects. Speakers from Donside Hydro and Udny Wind shared practical lessons, challenges, and successes from their work, offering valuable insights into what it takes to build and sustain community-led renewable initiatives.
    Throughout the day, participants discussed the growing momentum behind community energy, fueled by recent funding announcements from the Scottish Government and Great British Energy. However, the event also highlighted the persistent barriers, particularly in urban areas, such as lack of appropriate funding, limited capacity, and institutional challenges.
    The event concluded with a shared commitment to strengthening collaboration, building local capacity, and ensuring that the benefits of the energy transition are equitably distributed across all communities in the North East.

The bank also increased its portfolio of project and trade financing in Africa, further strengthening its position as a major financier across the continent. By 2026, the bank is on track to double its intra-African trade financing from $20 billion in 2021 to $40 billion in 2026. The funding is expected to support infrastructure development under the broader African Continental Free Trade Agreement.

    Moscow-based healthcare and IT companies presented their products at two industry exhibitions in Africa: Africa Health Excon 2025 and Gitex Africa 2025.   • MIL-OSI Russia: 90 promising projects selected for the Moscow Innovator competition

    Over five thousand participants registered to take part in the Moscow Innovator competition. Based on the results of an independent innovative-technological, scientific, legal and economic assessment, 90 most promising projects, the authors of which will present their solutions to industry experts on July 14.

    The Moscow Mayor’s Competition is aimed at those who offer real technologies of the future — from crop protection without chemicals to systems against voice deepfakes. Its participants are young inventors, startup teams, scientists, and students. Thanks to the competition, science-intensive projects can attract partners, investors, and help Muscovites.

    Competition nominations

    Participants of the “Moscow Innovator” competition compete in three nominations. These are “Project of the Future” – ideas at the prototype stage (prize – from 100 to 500 thousand rubles), “Reality Changers” – MVP and ready-made models (prize – from 150 thousand to one million rubles), “Innovation Leaders” – finished products with revenue and with a created legal entity (prize – from 200 thousand to 1.5 million rubles).

    Each nomination includes six areas: improvement and construction, industry, medicine and pharmaceuticals, transport and logistics, ecology and environmental protection, public projects. On July 14, the participants will present their developments at a demoday. Based on the results of the final defense, the expert committee will select 36 winners and prize winners, who will be awarded the Moscow Mayor’s Prize.

    Finalist projects

    Some finalists have made real technological breakthroughs. Among them is CropPhage, a biogel with bacteriophages that protects fruits from pathogenic bacteria without harming people. It extends the shelf life of fruits and vegetables for retailers, and also helps farmers prevent seed infections. The drug is still in development, but has already proven its effectiveness: phages act precisely and remain effective for more than seven days. This is an alternative to chemicals that can reduce food losses and their price.

    Another development is Kolobox, a mobile application that saves food from being thrown away. Cafes and bakeries place surprise boxes with sets of ready-made meals at a discount of up to 70 percent. Users take away tasty and cheap food without knowing in advance what is inside. This has become the service’s specialty. 700 establishments have already connected to it, and 7.5 tons of food have been saved in nine months.

    Among the developments is a smart app for apartment maintenance called Tools. Using a photo, you can get a forecast: where a pipe might leak or an outlet might break down soon. All this is recorded in a digital technical passport of the home. Thus, the AI service helps with accepting an apartment, renting it out, and arranging insurance.

    In addition, one of the finalist projects is BlockPrint, a 3D printing technology for houses. The panels, like Lego, are printed on a printer and assembled on site. This allows you to save energy, quickly and without harm to the environment to build a house. The solution is suitable for eco-villages, temporary housing and the development of new areas.

    The development of the Moscow State University named after M.V. Lomonosov — an intelligent system for scanning urban air — is also in the final. Special sensors are installed on trams and electric buses, creating a map of Moscow’s air pollution in real time. This allows monitoring the environmental situation in the capital and responding to its deterioration in a targeted and prompt manner.

    Another solution that made it to the final was “Barn Owl” — an artificial intelligence that can distinguish a deepfake from a real voice. The technology has already been tested: it recognizes fakes in calls with an accuracy of up to 99 percent. The development is suitable for banks, telecom operators, and security services.

    The finalists’ developments also include monitoring of urban infrastructure based on a fiber-optic distributed sensor — high-tech sensors on already laid fiber-optic lines. They track leaks, dips, voids, vibrations and can prevent accidents. Suitable for metro, roads and tunnels.

    Paper sorbent for oil spill response — developed by the Russian State University of Oil and Gas named after I.M. Gubkin — is a budget tool for collecting oil spills. This solution can be used both in the city and at offshore fields. The sorbent is made from recycled paper, absorbs better than its analogues and does not harm the environment.

Reducing dependence on Russia was declared a strategic goal, but new dependencies on third countries such as China and the USA have developed instead. Energy prices in the EU are extraordinarily high by global standards. This has led to companies either cutting back on production or relocating to third countries. The EU supply chain law and new sustainability guidelines represent a massive hurdle for companies.

  • MIL-OSI Russia: Komsomolsk Oil Refinery Increases Arctic Diesel Fuel Production Capacities by 20%

    Komsomolsk Oil Refinery (part of the Rosneft oil refining complex) carried out measures at the ELOU-AVT-3 primary oil refining unit, as a result of which the plant’s capacity to produce Arctic diesel fuel of environmental class K5 increased by 20%.

    Diesel fuel with a freezing point below minus 55°C is in high demand in the regions of the Far East and the North of Russia to ensure uninterrupted operation of equipment in harsh climatic conditions. The first batches of Arctic fuel of the highest ecological class, produced using the new technology, have already been sent to ensure northern delivery. Fuel DT-A2-K5 has successfully passed a set of necessary tests, confirming compliance with all requirements of Russian and international standards.

    Employees of the Komsomolsk Oil Refinery have developed a new process flow chart for selecting the main components for the preparation of diesel fuel, which has increased the share of kerosene fraction from 3% to 6% of the raw materials of the ELOU-AVT-3 unit. In addition, the new flow chart eliminates additional operations for pumping components in the commodity and raw materials shop. The economic effect from the implementation of the measures taken is 25 million rubles per month.

    Rosneft pays special attention to improving operational efficiency and identifies technological leadership as a key factor in competitiveness in the oil market.

    As a result of the corporate program for modernization of oil refining capacities implemented at the Komsomolsk Oil Refinery, the enterprise has been able to increase the depth of refining to 89% and expand the range of environmentally friendly oil products produced.

    RN-Komsomolsky Refinery LLC, a subsidiary of Rosneft Oil Company, is the largest oil refining enterprise in Khabarovsk Krai and plays a key role in supplying oil products to the regions of the Far Eastern Federal District.

    Councillor Ken Gowans, Chair of The Highland Council’s Economy and Infrastructure Committee has been elected as Vice Chair of the North Sea Commission Transport Thematic Group. The appointment was made during the NSC’s Executive Committee held last week in Oldenburg, Germany.

    The North Sea Commission is one of the six geographical commissions of the Conference of Peripheral Maritime Regions (CPMR) and its mission is to strengthen partnerships between regional authorities which face the challenges and opportunities presented by the North Sea.

    It serves as a platform for cooperation, information-sharing and lobbying between regional authorities across the North Sea Region, member come from the UK, EU and Scandinavia.

    The Commission is comprised of four thematic working groups, with each of these groups supported by an advisor and led by three politicians from around the North Sea region. 

    Councillor Ken Gowans said: “It is an honour to take on the role of Vice Chair of the Transport Group and I very much welcome this opportunity to ensure that Highland and Scotland are well represented so we can work together with transport partners in the North Sea region to improve our connectivity, for business trade and personal travel. The work of the Transport group will link to the other thematic areas.”

  • Multiple cloudbursts in Himachal Pradesh’s Mandi; Shimla-Sunni-Karsog highway blocked after heavy rain

    Multiple cloudbursts and torrential rain continued across Himachal Pradesh on Monday, resulting in flash floods. One of the worst-hit routes is the Shimla-Sunni-Karsog highway, which has been completely blocked near Devidhar, about 35 kilometres from the state capital Shimla, stranding dozens of vehicles and commuters.

    Long queues of vehicles were seen piling up on both sides of the landslide site.

    Some people went missing in multiple cloudbursts overnight in Karsog division in Mandi district.

    The cloudbursts triggered flash floods that washed away many houses.

    At least 41 people have been rescued by the district administration and the State Disaster Response Force (SDRF).

    According to reports, 10 houses and a bridge were swept away by floods in Kuklah. In Mandi district, the 16-MW Patikari Hydro-Electric Power Project has also been washed away.

    The run-of-the-river power project is built on the Bakhli Khad, a left-bank tributary of the Beas river.

    Owing to the heavy inflow of water, 150,000 cusecs of water have been released from the Pandoh Dam.

    The situation turned critical as the downpour in the Beas upper catchment led to a sharp increase in inflow at Pandoh Dam.

    Locals and tourists have been strictly warned to stay away from the riverbanks.

    The 126-MW Larji Hydro Electric Project in Kullu also saw an abnormal rise in water discharge.

    Owing to heavy rain, Mandi District Magistrate Apoorv Devgan ordered the closure of all schools and educational institutions in the district on Tuesday as a precautionary step.

    On Monday, a five-storey building collapsed in the suburbs of Shimla city. However, no lives were lost, as residents had vacated the building.

    The state suffered a loss of Rs 75.69 crore till Monday due to torrential rain that has occurred across the state in the past 10 days.

    As per the Revenue Department, the state has witnessed 23 deaths as a result of flash floods, cloudbursts, drowning, etc, from June 20 to June 30. Also, 259 link roads across the state remain closed, while 614 distribution transformers and 144 water supply schemes across the state remain disrupted.

The company also has an existing offtake agreement with Japanese trading house Hanwa, further reinforcing Longonjo’s global appeal. The project is expected to supply 5% of the world’s magnet metal rare earths used in wind turbines and electric vehicles, producing 20,000 tons per annum during phase one and up to 40,000 tons annually during phase two. AMW presents an opportunity for George to meet potential buyers and strategic partners to advance Longonjo’s impact on the global rare earths market.

    AMW will enable George to update market stakeholders on Longonjo’s latest financing, engineering and construction developments. Pensana has successfully secured substantial financing for the Longonjo project: $2 million from M&G Investment Management in May 2025; a $25 million facility from Angola’s Sovereign Wealth Fund; and a $268 million raise for phase one development, with support from institutions such as ABSA Bank and the Africa Finance Corporation. In May 2025, the company also began construction of the mine, with first production anticipated in late 2026. In April 2025, Pensana released an updated ore reserve and mine-life estimate, indicating Longonjo’s potential to hold 22 million tons of rare earths in reserves. The mine’s life is estimated at 20 years.

  • MIL-OSI Africa: Arab Coordination Group Champions Bold Financial Reform at the Fourth International Conference on Financing for Development in Seville

    At the Fourth International Conference on Financing for Development (FfD4), the Arab Coordination Group (ACG) (www.TheACG.org) convened a high-level roundtable and issued a joint communiqué reaffirming its commitment to transformative, equitable, and regionally anchored development finance.

    Marking 50 years of partnership and impact in 2025, the ACG also adopted a new Joint Action Plan (2025–2030) to align its efforts with key global milestones, including COP30 and the 2026 SDG Summit.

    FfD4 spotlighted a widening annual financing gap of over USD 4 trillion, escalating climate shocks, and worsening debt distress. In this context, the ACG called for urgent structural reform and long-term investment strategies designed to address the needs of fragile, conflict-affected, and climate-vulnerable nations.

    Bridging Regions Through South–South Cooperation

    The ACG also co-hosted a strategic roundtable, “Bridging Regions: Arab Coordination Group and Latin America and the Caribbean,” in collaboration with the OPEC Fund for International Development and CAF – Development Bank of Latin America and the Caribbean. The event brought together finance ministers, ACG leaders, CAF officials, and representatives from the Central American Bank for Economic Integration and the Caribbean Development Bank.

    Discussions underscored the growing power of South–South cooperation to drive shared development through knowledge exchange, policy alignment and joint investment. Key areas of focus included climate adaptation, energy transition, food security, infrastructure, and economic diversification.

    A Record Year of Impact

    The ACG’s vision for the future builds on significant momentum. In 2024, the Group disbursed US$19.6 billion across nearly 650 operations in over 90 countries, making it the world’s second-largest development finance group.

    These investments targeted core priorities: sustainable infrastructure, global trade, and solutions to systemic challenges such as climate change and food insecurity.

    Earlier this month, at its 20th Annual Meeting in Vienna, ACG leaders reaffirmed their commitment to scaling up support for sustainable development and for vulnerable communities worldwide.

    Preamble

    We, the Heads of Arab Coordination Group (ACG) Institutions, convening in Seville during the Fourth International Conference on Financing for Development (FfD4), reaffirm our collective commitment to delivering agile, equitable, and forward-looking development finance solutions. As we celebrate 50 years of action, we draw strength from our legacy while looking ahead to make bold and transformative contributions to the global financing landscape.

    FfD4 convenes at a time of unprecedented and intersecting crises: widening development finance gaps, intensifying climate shocks, rising debt distress, persistent fragility, and an international financial system that remains inequitable and fragmented.

    While FfD4 has highlighted important challenges and ambitions, the path to meaningful reform remains uncertain—especially concerning climate finance, mainstreaming private capital, and recognizing the strategic role of ACG institutions.

    We Commit To:

    1. Strengthening ACG’s Role in Global Finance Architecture

    • Advocate for the institutionalized inclusion of ACG institutions as permanent stakeholders in global governance, financing mechanisms, policy forums, and debt platforms.
    • Ensure that regional priorities and realities are reflected in the follow-up and outcome reporting of FfD4.

    2. Scaling Up Climate-Resilient Development Finance

    • Expand collective financing for adaptation, resilient infrastructure, and cross-border climate initiatives in agriculture, water, energy, and transport.
    • Support new climate finance tools, including green Sukuk and blended adaptation facilities.

    3. Supporting Fragile and Conflict-Affected States

    • Enhance early recovery and reconstruction financing using area-based, community-led models that support stabilization and local institution-building.
    • Engage in innovative partnerships to provide financial protection and resilience tools for vulnerable populations.
    • Prioritize financing models which recognize that economic opportunity is central to long-term stability.

    4. Addressing land degradation

    • Leverage diverse financing instruments to support long-term projects focused on restoring degraded lands and preventing further land degradation, improving soil health, and preserving biodiversity

    5. Unlocking Private Capital and Enhancing Risk Sharing

    • Scale guarantees, blended finance structures, and PPPs to crowd in responsible private investment into SDG-critical sectors.
    • Launch co-investment platforms with regional sovereign wealth funds and international impact investors.

    6. Promoting Islamic Finance and Financial Innovation

    • Position Islamic finance as an inclusive development framework, with a focus on asset-backed solutions.
    • Integrate data-driven approaches, AI, and digital tools to enhance transparency, targeting, and results of monitoring in ACG-financed operations.

    7. Championing South–South Development Finance Cooperation

    • Strengthening cross-regional collaboration and knowledge sharing in climate resilience, food security, and digital inclusion.

    8. Coordinating Action and Increasing Strategic Visibility

    • Endorse an ACG 2025–2030 Joint Action Plan to align future operations with key FfD4 themes and upcoming global forums, including COP30 and the 2026 SDG Summit.

    We Call Upon:

    • Multilateral institutions to partner with ACG institutions as co-architects—not just implementers – of a more inclusive financial architecture that reflects the voices, needs, and innovations of the Global South.
    • The international community transforms the aspirations of FfD4 into actionable outcomes that embed regional leadership and systemic reform.

    OTTAWA, July 1 (Xinhua) — The Group of Seven (G7) foreign ministers on Monday called for a resumption of talks to reach a comprehensive, verifiable and lasting deal on Iran’s nuclear program.

    In a joint statement on Iran and the Middle East issued by Global Affairs Canada, the G7 foreign ministers called on Iran to urgently resume full cooperation with the International Atomic Energy Agency (IAEA) in accordance with its safeguards obligations and to provide the IAEA with verifiable information on all nuclear materials in Iran, including by providing access to IAEA inspectors.

    “We underscore the central importance of the Nuclear Non-Proliferation Treaty as the cornerstone of the global nuclear non-proliferation regime. It is critical that Iran remain a party to and fully implement its obligations under the Treaty,” the statement said.

    The foreign ministers of Canada, France, Germany, Italy, Japan, the United Kingdom and the United States, as well as the European Union’s high representative, met in The Hague on June 25 to discuss recent developments in the Middle East. –0–

    The Group of Seven (G7) foreign ministers on Monday called for the resumption of negotiations to reach a comprehensive, verifiable and durable agreement that addresses Iran’s nuclear program.

    In a joint statement on Iran and the Middle East issued by Global Affairs Canada, the foreign ministers called on Iran to urgently resume full cooperation with the International Atomic Energy Agency (IAEA) as required by its safeguards obligations and to provide the IAEA with verifiable information about all nuclear material in Iran, including by providing access to IAEA inspectors.

    “We underscore the centrality of the Nuclear Non-Proliferation Treaty (NPT) as the cornerstone of the global nuclear non-proliferation regime. It is essential that Iran remains party to and fully implements its obligations under the Treaty,” read the statement.

    G7 foreign ministers of Canada, France, Germany, Italy, Japan, the United Kingdom and the United States, as well as the high representative of the European Union, met in The Hague on June 25 and discussed recent events in the Middle East.
