    SACRAMENTO –  Today, the nominees for the 77th Emmy Awards were announced, with California-based television productions securing at least 104 nominations across all categories. With today’s announcement, the Golden State continues to prove that it is the premier place to work, create and tell stories that reach across the world.

    The 77th Emmy Awards will take place on September 14th at the Peacock Theater in downtown Los Angeles’ L.A. Live.

    Earlier this month, Governor Gavin Newsom joined labor representatives, entertainment leaders and state officials to mark the official expansion of California’s Film and Television Tax Credit Program—solidifying the Golden State’s status as the global epicenter of film and television production. The move more than doubled the program’s annual funding—from $330 million to $750 million—and introduced key updates to keep production, below-the-line jobs, and investment rooted in California.

    The expanded program – now one of the largest capped film incentives in the nation – maintains California’s competitive edge in the creative economy while continuing to prioritize workforce diversity provisions, more funding for the Career Pathways Training Program, and the nation’s first Safety on Production Pilot Program.

    The California Film Commission has already integrated the expanded funding and refundable credit mechanism into its immediately upcoming application cycles, the next of which is scheduled for August 25–27, 2025 for independent and non-independent films.

    CULVER CITY, CALIFORNIA Apple TV+ today earned a record-breaking 81 Emmy Award nominations across 14 hit Apple Original titles for this year’s 77th Emmy Awards. Severance became this year’s most-nominated series with 27 nominations, and The Studio made history as the most-nominated freshman comedy series with 23 nominations in total. Additionally, with top program nominations for drama (Slow Horses) and comedy (Shrinking), Apple TV+ became the only network to have multiple titles nominated in the Outstanding Comedy and Drama Series categories. Apple also landed the most acting nominations of any network or studio this year, with 31 performance nods total.

    Severance dominates as the most-nominated series this year, with 27 overall nominations, including Outstanding Drama, Outstanding Lead Actor for Adam Scott, Outstanding Lead Actress for Britt Lower, Outstanding Directing for Ben Stiller and Jessica Lee Gagné, Outstanding Writing for Dan Erickson, alongside recognition for outstanding performances by Zach Cherry, Tramell Tillman, John Turturro, Patricia Arquette, Jane Alexander, Gwendoline Christie, and Merritt Wever, as well as nods across several craft categories.

    As the most-nominated freshman comedy series in history, in addition to Outstanding Comedy, The Studio scores Outstanding Lead Actor, Directing, and Writing for Seth Rogen; Outstanding Supporting Actor for Ike Barinholtz; and Outstanding Supporting Actress for Kathryn Hahn and Catherine O’Hara. It also earned five of the six nominations in the Outstanding Guest Actor category, including first-ever acting nominations for directors Martin Scorsese and Ron Howard, alongside Bryan Cranston, Dave Franco, and Anthony Mackie, plus an Outstanding Guest Actress nomination for Zoë Kravitz.

    In its sophomore season, Apple’s beloved Shrinking nabs its first-ever nomination for Outstanding Comedy Series, and Harrison Ford is recognized with his first Emmy Award nomination for his celebrated performance in the series. Jason Segel nabs Outstanding Lead Actor in a Comedy, alongside Outstanding Supporting Actor and Actress nominations for Michael Urie and Jessica Williams, respectively.

    Following last year’s Emmy Award win for Outstanding Writing for a Drama Series, Slow Horses lands nominations for Outstanding Drama, Outstanding Lead Actor for Sir Gary Oldman, Outstanding Directing for Adam Randall, Outstanding Casting, and Outstanding Writing for a Drama Series for Will Smith.

    Apple Original Films’ The Gorge lands the first Outstanding Television Movie nomination for Apple TV+, as Apple Original documentaries Deaf President Now! and Bono: Stories of Surrender are also recognized.

    Apple TV+ series stars lead with the most performance nominations overall, earning 31 acting category nominations, including 10 top acting nominations for acclaimed performances in The Studio, nine nominations for the stars and guest stars of Severance, and four nominations each for performances in Shrinking and Presumed Innocent. Dope Thief star Brian Tyree Henry also scores a nomination for Outstanding Lead Actor in a Limited or Anthology Series or Movie, as Sir Gary Oldman lands his second nomination for Outstanding Lead Actor in a Drama Series for Slow Horses, and Sharon Horgan is recognized with her second nomination for Outstanding Lead Actress in a Drama Series for the BAFTA Award-winning Bad Sisters.

    The nominations were announced today by the Television Academy, and the winners will be unveiled at the Creative Arts ceremonies on September 6 and 7, and the Primetime Emmy Awards ceremony on September 14, 2025.

    To date, Apple Original films, documentaries, and series have earned 580 wins and 2,761 award nominations and counting, including multi-Emmy Award-winning comedy Ted Lasso and historic Oscar Best Picture winner CODA.

    Severance
    In Severance, Mark Scout (Adam Scott) leads a team at Lumon Industries, whose employees have undergone a severance procedure that surgically divides their memories between their work and personal lives. This daring experiment in “work-life balance” is called into question as Mark finds himself at the center of an unraveling mystery that will force him to confront the true nature of his work … and of himself.     In The Studio, Seth Rogen stars as Matt Remick, the newly appointed head of embattled Continental Studios. As movies struggle to stay alive and relevant, Matt and his core team of infighting executives battle their insecurities as they wrangle narcissistic artists and craven corporate overlords in the ever-elusive pursuit of making great films.   • MIL-OSI Security: Security News: Pakistani Leader of International Alien Smuggling Organization Extradited from Mexico

    A Pakistani man made his initial appearance in court in Tucson, Arizona, today after being extradited from Mexico to face charges relating to his role in leading an international alien smuggling organization.

    In May 2024, a federal grand jury in Tucson returned an indictment against Abbas Ali Haider, 48, of Sialkot, Pakistan, for conspiring to smuggle Pakistani nationals into the United States.

    Haider allegedly operated two sham film production companies, Diamond TV World Productions and Multimedia Advertising Ltd., which were fronts for his alien smuggling organization. According to court documents, Haider used those Pakistan-based companies to contract with film companies in Ecuador, Cuba, and Colombia. He then had those companies sponsor visas for Pakistani nationals purporting to work for Haider’s companies under the guise that they were working on a joint filming project in Latin America. Haider provided the Pakistani nationals with phony paperwork indicating that they worked for his companies, which they used at ports of entry in Panama, Brazil, and Colombia. Haider coached the aliens to say they worked in the film industry to deceive and thwart customs and border officials. Haider’s network of smugglers then assisted the Pakistani nationals in traveling to the U.S.-Mexico border, where they illegally crossed into California, Texas, and Arizona. Haider charged the aliens up to $40,000 for the trip.  

    Haider travelled from Pakistan to Mexico in late 2024 and was arrested in Mexico in January 2025 at the request of the U.S. government. Extensive coordination and cooperation between U.S. and Mexican law enforcement authorities resulted in Haider’s timely extradition.

    Haider is charged with one count of conspiracy to bring illegal aliens to the United States and four counts of bringing in illegal aliens for profit. If convicted, he faces a mandatory minimum penalty of five years in prison.

    Acting Assistant Attorney General Matthew R. Galeotti of the Justice Department’s Criminal Division, U.S. Attorney Timothy Courchaine for the District of Arizona, and Special Agent in Charge Shawn Gibson of Immigration and Customs Enforcement Homeland Security Investigations (HSI) San Diego, made the announcement.

    HSI Calexico led U.S. investigative efforts, working in concert with HSI’s Brasilia, Quito, Tijuana, and Caribbean attaché offices and the HSI Human Smuggling Unit in Washington, D.C., U.S. Customs and Border Protection’s National Targeting Center International Interdiction Task Force, U.S. Border Patrol; the FBI’s Joint Terrorism Task Force in Miami, and U.S. Immigration and Customs Enforcement Office of Enforcement and Removal Operations office in Detroit provided substantial assistance. The Justice Department’s Office of International Affairs worked with law enforcement partners in Mexico to secure the arrest and extradition of Haider. 

    Trial Attorney Chelsea Schinnour of the Criminal Division’s Human Rights and Special Prosecutions Section (HRSP) and Assistant U.S. Attorneys Jared Kreamer Hope and Evan Wesley for the District of Arizona are prosecuting the case.

    The indictment and extradition are the result of the coordinated efforts of Joint Task Force Alpha (JTFA) and the Extraterritorial Criminal Travel Strike Force (ECT) Program. JTFA, a partnership with the Department of Homeland Security (DHS), has been elevated and expanded with a mandate to target cartels and transnational criminal organizations to eliminate human smuggling and trafficking operating in Mexico, Guatemala, El Salvador, Honduras, Panama, and Colombia. JTFA currently comprises detailees from U.S. Attorneys’ Offices along the border. Dedicated support is provided by numerous components of the Justice Department’s Criminal Division, led by HRSP and supported by the Money Laundering and Asset Recovery Section, Office of Enforcement Operations, and the Office of International Affairs, among others. JTFA also relies on substantial law enforcement investment from DHS, FBI, U.S. Drug Enforcement Administration, and other partners. To date, JTFA’s work has resulted in more than 390 domestic and international arrests of leaders, organizers, and significant facilitators of alien smuggling; more than 350 U.S. convictions; more than 300 significant jail sentences imposed; and forfeitures of substantial assets.

    The ECT program is a partnership between the Justice Department’s Criminal Division and HSI and focuses on human smuggling networks that may present particular national security or public safety risks, or present grave humanitarian concerns. ECT has dedicated investigative, intelligence, and prosecutorial resources. ECT also coordinates and receives assistance from other U.S. government agencies and foreign law enforcement authorities.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhoods (PSN).

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI United Kingdom: Ticketless Oasis fans urged not to go to Heaton Park

    With three concerts still to be played by Oasis in Manchester’s Heaton Park following their two hugely successful concerts at the weekend, the city council is repeating its request for fans without tickets not to travel to the park.

    After taking stock of how the first two nights went, additional measures have now been deemed necessary and will be in place for the next three concerts, to protect the environment of the park, ensure areas of parkland and nearby livestock are protected, and maintain public safety.

    These include the erection of steel fencing around a large area of the hill within the cattle field in the main park – which is currently being developed as a new woodland area for the park and has been recently planted with around 300 young whips including Hornbeam, Field Maple, Aspen, Downy birch, Rowan, Common Alder, Crab apple and more – as well as measures to protect the livestock in the field, which include expectant and nursing cows and a bull.

    The erection of the fencing has a dual purpose – both to protect the environment from further damage and to dissuade people from gathering there.  The necessary measure means the concert will no longer be visible from this area.

    There are no facilities for ticketless fans at the park and they will not be able to see the concerts or get into the event arena – which is double-walled with solid high security fencing all the way round and in excess of 2000 event security staff and police officers on duty around the site to ensure both the safety and wellbeing of ticketholders and that only those who have tickets access the concert.  

    Councillor John Hacking, Executive Member for Employment, Skills and Leisure, Manchester City Council, said: “The atmosphere across Manchester has been electric over this last week with the whole city swept up in Oasis fever and peaking over the weekend with the first two hugely successful homecoming concerts at Heaton Park.

     “As you would expect given the size of the concerts and numbers of people attending, we go through a continuous process with partners of re-assessing the plans in place for the concerts to ensure both public safety and that any environmental impact on our award-winning park is minimalised.

     “The steps being taken ahead of the next concert regretfully mean the distant view of the large screens behind the event stage will no longer be there.  Unfortunately our hand has been forced in having to put these additional measures in place to protect the very recent extensive planting of young trees in that location as we try to establish a new woodland area in the park, and the wellbeing of our cattle herd in the field, as well as to keep people in the park safe.

     “Our advice to music fans who don’t have tickets for the concerts is to head into the city centre instead.  The whole city is going all out to celebrate and help everyone have a good time.  We’ve got some fantastic things going on with a real party atmosphere for everyone to enjoy whether they’ve got tickets for the Oasis gigs or not.”

    First summer events wow Millennium Square crowds

    Millennium Square has come alive with music, sunshine and unforgettable moments as this year’s Summer Series has kicked off in style. With two sold out shows already – Mika and The Black Keys – this year’s series is shaping up to be one of the most exciting yet.

    Pop sensation Mika brought his signature energy to the square, delivering a stunning set that created an electrifying atmosphere. In a magical moment, Mika left the stage and performed among the crowd – much to the delight of fans who were treated to an up-close experience they’ll never forget.

    “Fabulous evening loved every minute, and got to share the experience with my daughter. Priceless. We love you Mika,” said Loretta.

    Sam also commented: “Thank you to all those that worked so hard to pull this together. Mika was amazing, totally brilliant and I feel so lucky to have been able to watch him live. Scouting for Girls were excellent too.”

    Just days later, The Black Keys rocked the square as part of their limited UK run—one of only three UK dates on their European tour. Welcoming the legendary American duo to Leeds was a huge honour and their powerful set was matched only by the energy of the crowd.

    Opening the evening was rising star Alex Spencer, who began his musical journey busking on the streets of Manchester. Now, with a full band behind him, he’s opening for one of the biggest names in modern rock—a truly inspiring moment that lit up the stage.

    Alex said on a video he shared with his fans before the show in Millennium Square: “We went from busking on the streets of Manchester at 12 years old to now touring with The Black Keys this summer, playing in dream venues to thousands and thousands of people every night. (…) I’m grateful to be here.”

    There’s still plenty more to come over the coming weeks, including hosting the Leeds Pride Community Stage and the fantastic 80s Classical, which brings together iconic 80s legends under the summer sky, all under the expert direction of Cliff Masterson and a 50-piece Orchestra of Opera North.

    Then, from 31 July to 3 August, audiences can enjoy Cinema on the Square for a series of open-air screenings packed with sing-alongs, family favourites, and fantastic live performances.

    It’s been an incredible start to Summer Series 2025—and it’s only just getting started.

    Like everyone else we were appalled to see yesterday’s incident in St Peter’s Street. We cannot tolerate this kind of criminal behaviour in our city and would urge anyone with information to assist the police in their ongoing investigation.

    Derby City Council and partners in the private and public sectors are investing in our city centre. We believe in Derby. Our aim is to make our city a welcoming and vibrant place to live, work and visit, and we won’t let the criminal activity of a minority detract from this.

    Many positive things are happening in Derby, and this has to be backed up by action that reassures the public and makes them feel safe in our city. We fully support the police in their investigation into this crime.

    We’re committed to working in partnership for the benefit of the public. Police patrols are increasing in the city centre following yesterday’s incident, during which the window of a Pawnbrokers was smashed by three suspects. There has been an increased police presence over the last few weeks, with more in-depth monitoring of CCTV and targeting known offenders. The Council’s Public Protection Officers patrol the city centre, offering a presence that both supports the police and reassures the public.

    There is a team of neighbourhood officers for the City Centre, who are working with businesses and the local community to address concerns and provide a visible presence. Shopwatch is continuing to be used to share information across businesses.

    Thousands of people visit Derby’s city centre safely every day, and we won’t let the actions of a few undermine this.

  • MIL-Evening Report: How to approach going to the cinema like a philosopher

    Philosophy is the study of fundamental questions about reality, knowledge, and values. One “does philosophy” when they respond to such questions in ways that engage critical thought and inquiry.

    Many of us will often respond philosophically to the world around us without even realising it. We may do this, for instance, when we reflect on various aspects of culture and the arts.

    But does going to the cinema really amount to doing philosophy? While you may have never thought about it this way, this is exactly what one famous French philosopher named Gilles Deleuze (1925–95) argued.

    Deleuze’s movement-image

    Deleuze presents a philosophical approach to cinema that treats films not merely as entertainment, but as a medium for thinking and creating philosophical concepts.

    This creation of philosophical concepts is what he and his collaborator, Felix Guattari, prize as “doing philosophy” in their 1991 book What is Philosophy?.

    For Deleuze and Guattari, the creation of concepts is not entirely mental. It is an embodied process that involves engaging the senses – which is what cinema demands of both filmmakers and viewers. To that end, filmmakers and film viewers can both be seen as special kinds of philosophers.

    Deleuze suggests cinema is not simply leisure or culture. In his 1983 book Cinema 1: The Movement-Image, he highlights how cinema is a philosophical practice made possible though “movement-images” – cinematic images which can actively shape our perception and experience of the world.

    Great film directors can create concepts through movement-images, just as great philosophers do so through language.

    Good cinema demands viewers engage using all their senses, resulting in an embodied experience.

    Deleuze identified three categories of movement-images: perception-images, affection-images and action-images.

    The perception-image frames the world from a particular point of view, usually to establish context for an action. For example, at the start of a scene, the camera might pan across the contents of a room before resting on the protagonist.

    The affection-image is the cinematic expression of pure emotion. Affection-images can evoke empathy, such as when we see a character’s face overcome with sadness in a close-up. These images usually sit between perception and action images.

    The action-image embodies action and reaction within a defined situation, and usually links perception and affection images. In the horror genre, this may be the “jump scare” that suddenly reveals a killer, after a long buildup of tension.

    Deleuze’s time-image

    In his 1985 book Cinema 2: The Time-Image, Deleuze extends his film philosophy from that of movement-images to include time-images.

    The time-image is one where the experience of time is prioritised over narrative. For instance, a time-image may make use of long takes, empty spaces and irrational cuts to depict time directly onscreen, rather than represent time through props.

    Through masterfully crafting movement-images and time-images, directors can (knowingly or unwittingly) create the opportunity for audiences to think about philosophical concepts and themes.

    For example, in the trailer for Get Out (2017), director Jordan Peele uses a range of movement-images and time-images to convey the concepts of racism, trauma, social isolation and social stratification.

    Peele also strategically uses time-images to intensify the themes being conveyed, such as when Rose’s mother clinks the spoon on the teacup, both moving Chris back in time and freezing him in real time.

    For Deleuze, it is these embodied, affective experiences that are the fundamental conditions for thought. By allowing the film to be sensed and felt, and by transmuting these feelings into the domain of thought, the cinemagoer can become philosophically engaged.

    Repetition is another element that can bear philosophical fruits, according to Deleuze. The more one repeats a film, whether by re-watching, or repeating certain sequences, the more they allow themselves to be affected by it in different ways. This opens up different avenues for thought.

    How to engage philosophically with films

    Cinemagoers need not be familiar with Deleuze’s ideas to engage philosophically with a film. The only thing required is an openness to the film. But if you do want to consciously approach your next viewing like a philosopher, you might consider the following steps:

    1. Feel as you watch. Open yourself up and allow cinematic moments to affect you on an emotional and bodily level, even if this is unpleasant or uncomfortable.

    2. Allow for multiple interpretations. Resist the temptation to fall into black and white thinking about which characters are “good” or “bad”. Remain open to different readings of the film.

    3. Reflect on what you felt. Allow what you experienced in your body guide your thoughts afterwards. For instance, if you experienced shock, rage, or confusion, ask yourself why.

Despite their small number, they demonstrate impressive results from year to year, promoting the development of high-tech production and innovative infrastructure. They include: SEZ Technopolis Moscow (Moscow), Saint Petersburg (Saint Petersburg), Dubna (Moscow Region), Tomsk (Tomsk Region), Innopolis (Republic of Tatarstan), Istok (Fryazino, Moscow Region), and Saratov (Saratov, Saratov Region).

    In his report, Svyatoslav Sorokin noted the importance of technology implementation zones in the formation of non-resource growth of the economy and the technological sovereignty of the country.

    “Today we see that, despite the fact that there are only seven technology-implementation SEZs, they generate almost half of all revenue and jobs created in the SEZ territory. This speaks to the high efficiency of this format and its key role in the development of high-tech production,” the deputy minister emphasized.

    Today, there are more than 570 residents registered in the TVT SEZ, 32 of which have foreign capital. The total revenue of residents exceeds 1.75 trillion rubles (43% of the total revenue for all SEZs), and the volume of investments amounted to more than 764 billion rubles. Thanks to the activities of these zones, more than 50 thousand highly paid jobs have been created.

    “Residents of technology-implementation SEZs today produce unique IT solutions, medical products, and products for the aviation and space industries. These are real growth points and architects of the innovative economy,” noted Svyatoslav Sorokin.

    The roundtable participants discussed proposals for fine-tuning the SEZ mechanism, aimed at increasing their efficiency and investment attractiveness. The Ministry of Economic Development will work on initiatives from the constituent entities of the Russian Federation to adjust the methodology for assessing the efficiency of special economic zones, providing for increased attention to the development of technologies and the introduction of innovations. The new approach will be implemented taking into account the emphasis on technology implementation processes that ensure the implementation of the strategic goals of the national economy – structural adaptation of industries and the achievement of technological sovereignty of the country.   • MIL-OSI USA: King on Potential Recissions Legislation: ‘Checks and Balances Essentially have Melted Away’

    WASHINGTON, D.C.— U.S. Senator Angus King (I-ME) today spoke on the Senate floor to speak on the Senate floor against the ‘Recissions Package’ currently being considered. This legislation aims to remove Congressionally-approved funding from critical public services including, but not limited to, the Corporation for Public Broadcasting (CPB) which helps to fund Maine Public broadcasting and public interest newsgathering nationwide, as well as the World Health Organization (WHO) which leads global efforts to expand universal health coverage and directs and coordinates the world’s response to health emergencies before they can pose a threat to American lives.

    More specifically, King made the point that this bill is a further abdication of congressional authority to fund national priorities, also known in the Constitution as “the power of the purse.”

    “Mr. President, I’d like to talk today about the rescission bill that will be coming before us in the next couple of days, and I want to really cover two points – what is being done in this bill, and how it’s being done. I think they are equally important. In fact, I think perhaps how it is being done is more significant in the long run. The rescission bill talks about essentially two areas, public broadcasting, and USAID. In my view, the rescission, the total rescission of those two agencies, by the way –it is a total rescission— it’s not selective cutting of certain programs or partially, it’s the whole thing, both in the corporation for public broadcasting and USAID, go from bad policy to downright dangerous, and I want to talk about that for a minute.

    “Public broadcasting has a unique place in the United States and our media environment in that it is the only media form not driven by advertising and advertising dollars. It cannot be driven by ratings. It therefore is able to provide programming to the American people that they probably almost certainly would not have access to otherwise. It wouldn’t simply find a home on commercial broadcasting because the ratings wouldn’t be there, but that doesn’t mean the programming isn’t important. 

    “My kids were raised on ‘Sesame Street.’ It made a huge difference in their readiness to go to school, in their understanding of language and numbers, and the whole basis of our education system. ‘Sesame Street’ is a program that wouldn’t find a home on commercial broadcasting. Likely, also with “Nova” with “Nature” and yes, the “PBS Newshour.”

    “The [corporate] news business today has become more entertainment because it’s based upon advertising [and] attracting viewers and therefore is more inciteful. And I don’t mean – I mean that c-i-t-e not s-i-g-h-t. More inciting to people’s anger and unrest in order to keep them viewing. Whereas the PBS Newshour is pretty much straight news. It wouldn’t get ratings on MSNBC or Fox News, but it provides a source of news both in terms of nationally, but also in each state.

    “The local national public radio “All Things Considered”, those kinds of programming are essential to providing information. Now, some people may think it’s biased. I don’t think anything done by a human is going to be free of any and all bias, but it is pretty much straight news. And it’s an asset to our communities, particularly our rural communities.

    “And by the way, this isn’t where we have federal dollars that are supporting all of these initiatives. In fact, the majority of the support for public broadcasting, both television and radio, comes from the public, from contributions. So, in effect, our federal dollars are matched to a very high degree by the public making their own contributions. That’s an indication of how much the public values these wonderful assets to our information environment here in the country. And to cut off federal funding is just — it’s an essential piece of the funding. A lot of it goes to the local stations. We talk about the corporation for public broadcasting, we think of PBS and the national programs, but a lot of this funding ends up going to the local stations all over the country that provide essential sources of information to their public.

    “By the way, the costs we’re talking about is ridiculously low. I did the calculation. The relationship between the cost of the public broadcasting to the federal budget is, let’s see, it’s seven cents to $10,000. That’s the ratio. Seven cents out of $10,000. That’s what we’re talking about here, an almost immeasurable part of the federal budget, but the return on investment is enormous. It’s enormous. If this were a gigantic $100 billion program, we’d be having a different kind of discussion, but this is a relatively small program in the context of the federal budget, with a very high return on investment to the American people. 

    “Now let’s talk about USAID and the [majority] whip was just talking about that. He listed a number of projects that I think are questionable, that I don’t necessarily support, but USAID is an essential part of our foreign policy to help to stabilize unstable parts of the world, to extend America’s soft power, to build America’s brand, and yes, to do some very essential projects. For example, in PEPFAR, which is an initiative of the George W. Bush administration, involving AIDS, the estimate is that that initiative since its beginning in 2005 has saved 25 million lives. 25 million lives were saved by that program that will be destroyed by this bill. You can’t tell me that having that level of benefit to the people of the world does not [result in] the benefit of the United States, the sponsor of the initiative.

    “Same thing with malaria. The estimates are that the malaria program, which goes back to I believe it was the Obama Administration, has prevented 1.5 billion cases of malaria, which is a real plague in many parts of the world, and saved 11 million lives. Just those two programs together, those two USAID projects, have saved 36 million lives, and we’re talking about cutting them off. That’s not only bad policy, it’s cruel. It’s cruel, and it undermines the credibility of this country.

    “Now, of course, foreign aid has a lot of benefits aside from the ones that I’ve just outlined. By the way, if the Congress and the Administration wants to cull the programs and say we don’t think this one is necessary, this is not a good expenditure of the people’s money, that’s fine. But that’s not what this bill does. This bill throws out the beneficial baby with the questionable bathwater. It is a total abdication of America’s engagement with the world.

    “Vaccination campaigns, food security, nutrition programs, disaster response, refugee support. This aligns with our American values. As I say, it’s a relatively small part of the budget. It helps to stabilize fragile states. It cuts the risk of extremism and terrorism and conflict. And James Mattis put it best. General James Mattis, one of the most distinguished military officers of our time, said, ‘If you don’t fund the State Department fully, then you’re going to have to buy me more bullets.’

    “That puts it most succinctly, you’re going to have to buy me more bullets, because the programs of USAID tend to stabilize the world and mitigate the tendency toward extremism and violence. And since we have started to gut A.I.D., which was one of the first actions of this administration in January and February, China has stepped into our shoes.

    “I’m on the Senate Armed Services Committee and the Intelligence Committee. I have seen and heard testimony that China is basically stepping in where we’re walking away. We are handing Africa and Latin America to the Chinese. In some cases, to the very programs that we were sponsoring. They’re the ones now engaging with local governments, local leadership, getting the credit for helping with these kinds of problems across the world. We’re giving away the goodwill that is part of the American brand. We’re giving away the opportunity to build alliances, to strengthen our influence, especially in competition with regimes like China and Russia.

    “It also creates markets for U.S. goods and the U.S. economy. A significant share of the foreign aid ends up going back to businesses and NGO’s here in the United States. So, it actually contributes to our economic development. Countries that are receiving this USAID end up being partners and customers of U.S. goods, products, and services. I mentioned it saves lives, it aligns with our values, and there’s nothing wrong with talking about values. That’s a part of what we should be doing. USAID is doing important work all over the world. I met with USAID people in Kabul, Afghanistan. I met with them in Jordan, where they’re working on a water desalinization project that will literally save Jordan. Jordan is a country that has no water, and they’re facing a tremendous crisis. One of the projects that they’re relying on is a very large water production facility supported by USAID. That’s the kind of project that I think we need to continue.

    “Again, I would not say that every single project they’ve sponsored is what I would have agreed upon. That’s our job as oversight bodies, to take a look at the projects being sponsored, the administration can also do that, and they can then cull the projects we don’t think are a useful expenditure of the government’s money, or the people’s money. But not the wholesale destruction of an agency that is critical, I believe, to the foreign policy of the United States. 

    “So, that’s the picture on these rescissions. I believe the more important question, though, Mr. President, as I’ve mentioned, is how this is being done. The question is, who has the power in our government over appropriations? That’s the fundamental question. Where is the power over appropriations, where do the federal dollars go?

    “The answer, of course, is the Congress. Article 1, Section 8. The Congress has the ‘power of the purse.’ The president can submit his budget, and he can submit a budget that zeros out USAID, that zeros out corporation for public broadcasting. But then, the way the process works, we have hearings, we have meetings with the appropriation committee. The appropriators meet, decide, discuss, debate, and come to the floor with a bill that represents the consensus of those on the appropriations committee. And then we consider it here.

    “This process that we’re talking about here—this rescission process—turns the whole thing upside down. It basically says the administration can decide programs that are going to go away, and you can take it or leave it, Congress. I believe it shreds the appropriations process. The appropriations committee, indeed, this body, becomes a rubber stamp for whatever the administration wants.  

    “The deeper problem, Mr. President, is I believe this is another step in Congress’ abdication of its constitutional authority, which has dramatically accelerated since January. The war power, Article 1, Section 8, an express power of the Constitution, we barely could have a debate about that, and the President attacked another sovereign country, which may have been the right thing to do, but there was no consultation, there was no attempt whatsoever to engage Congress, which has the power over declaring war, before that step was taken.

    “Foreign trade, again, foreign trade, trade among nations is the term in the Constitution, is expressly delegated by the Constitution to the Congress, and the Congress has delegated some of that authority to the president, to a president, any president, under emergency circumstances. But this President has expanded emergency to mean just about anything.

    “We learned this week he’s talking about a 50% tariff against Brazil because he doesn’t like the way the current government is treating the prior president. Has nothing to do with trade, has nothing to do with trade deficits or the tariffs. It has to do with something the President individually doesn’t like. That’s not the way the systems supposed to work. The up and down rollercoaster we’ve been on with regards to tariffs is a perfect example of why one person shouldn’t have this authority. This should be something done thoughtfully and systematically here in the Congress. Under Article 1 Section 8, to debate and decide what appropriate tariff levels there are across the world and not this helter skelter up and down changing every other day that has not only affected inflation in this country and brought it up, but it’s also created enormous uncertainty both in our markets and across the world. And finally, we see the power of the purse, Congress’s fundamental responsibility. 

    “And by the way, Mr. President, as I talk to my colleagues, particularly my Republican colleagues, about this issue over the last several months, one of the common refrains is, don’t worry, we don’t have to buck the President because the courts will take care of it. The courts will take care of us. They’ll protect us. Well, that ain’t happening. The ridiculous decision of the Supreme Court yesterday on the Department of Education is an indication that we cannot count on the courts to protect us from the depredations of an authoritarian, proto authoritarian regime. They basically said the President can continue to gut the Department of Education because we are going to hear the case later and decide when it comes. They did the same right with birthright citizenship. They punted on the issue and allowed the activities, the authoritarian-like activities to continue before they get to the case in their own good time.

    “So we can’t count on the courts. That means we’re it. The Congress, the Senate has to stand up for the Constitution. What this bill is, is another building block in the edifice of authoritarianism that we’ve seen built, that we are seeing built before our eyes. A building block in the edifice of authoritarianism.

    “Why is this important? Is this just a dispute between the Congress and the President, politics as usual. Democrats undermining a Republican president, and it’s just going to be all about the midterms and the elections of 2028? No, this is much deeper than that.

    “The fundamental premise of the Constitution is the separation of power and the reason it’s there is because history tells us if power is concentrated, it’s dangerous. Madison put it bluntly in the 47th Federalist: ‘The accumulation of all powers, legislative, executive and judiciary in the same set of hands may justly be pronounced the very definition of tyranny.’ He used the word tyranny. Madison wasn’t mincing words. History tells us that if you concentrate power in one set of hands it’s dangerous. Power corrupts and absolute power corrupts absolutely. We know that from 1,000 years of human nature. And that was exactly what the framers of the Constitution were trying to prevent by this complicated, difficult structure where there’s power in the Congress, power in the states, power in the executive, power in the courts, two houses of Congress vetoes, overrides.

    “All of those checks and balances which has become a kind of cliche are there for a fundamental reason, and that’s to protect our liberty. To protect us from the danger of power being concentrated in one set of hands. Now the framers thought that they didn’t have to worry about this, having set up the Constitution the way they did, because they said never will the Congress give up its power. The term they used was ambition must be made to counteract ambition. That there would be institutional rivalry and we would never give up. They didn’t reckon on parties. They didn’t reckon on party primaries. They didn’t reckon on the executive having such sway with the legislative branch that the checks and balances essentially have melted away.

    “So this bill is important because of the merits, as I talked about, about the danger of wiping out USAID and all the good it does in the world and the good it does for our country, and also wiping out public broadcasting and all the good that it does, the irreplaceable good that it does for the people in the United States.

    “But it’s also more dangerous than ever because it’s one more step, as I mentioned, in the breakdown of the fundamental constitutional structure that says power must be divided, because if it’s concentrated in one set of hands — and I don’t care if it’s Donald Trump or the archangel Gabriel. It’s dangerous to have the power in one set of hands. That’s how we lose our liberty.

    “Madison said when the executive and legislative are united in one body, there can be no liberty. Mr. President, we must listen. We must listen to history, to the people that brought us here, the people that brought us this government, the geniuses that formed this structure to protect the liberty of the American people. And it may seem like a small thing. This is one more bill, one more item. But it is one more step, in my view, toward empowering the executive at the expense, not of the Congress, but of the people. But of the people of the United States.

    “Mr. President, I don’t know what it’s going to take, but I hope this debate, this discussion will lead us to finally say this is a line too far. We’re going to draw a line here, and we’ll establish a relationship with the president that is cooperative, collaborative, bipartisan, and sharing the power that the Constitution gives to each of us.

    “There’s nothing less than the liberty of our people that’s at stake. I therefore urge my colleagues to vote against this bill and begin a discussion in the appropriations process as to these two elements and how they should be structured and funded. That’s the way it should be done, not by the dictate of a President, of one who is trying to collapse the authority in our Constitution into his own hands. Thank you, Mr. President. I yield the floor.”

    “In yet another shortsighted effort, President Trump is now trying to gut public radio and broadcast TV news, which deliver impartial news, critical information, and educational programming to communities all across the country. As former governors, we are deeply disturbed by these efforts because we know that public media is often the only source of local news available to rural communities. We also know that public radio plays a key role in public safety, delivering emergency alerts during disasters like floods, hurricanes, and wildfires,” said the senators. “While our Republican colleagues in the House may be comfortable ceding their constitutionally-established authority over to a power-hungry president, we plan to fight this backwards legislation and protect the funding that was approved by both Democrats and Republicans in Congress.”

    Since 2013, public TV stations have helped the Wireless Emergency Alert (WEA) system deliver emergency alerts to people’s cell phones via the stations’ own transmitters when cell companies’ connections fail. In 2024, over 11,000 alerts were issued by federal, state, and local authorities via the PBS WARN system. Similarly, the Public Radio Satellite System (PRSS), which is managed by NPR, helps send presidential emergency alerts to local public radio stations nationwide—allowing critical communications to reach people, even when the internet or cellular connections fail.

    The U.S. Constitution grants Congress the authority to approve and appropriate federal dollars. While a sitting president can propose the cancelation of appropriated funding, only Congress has the authority to revoke it, and must do so by passing a rescissions bill. The rescissions package being championed by Republicans comes in response to President Trump’s demand that Congress cancel $9.4 billion in federal funding, including $1.07 billion in funding for the Corporation for Public Broadcasting, which was authorized by Congress in 1967 in order to ensure universal access to non-commercial, high-quality content and telecommunications services.     PITTSBURGH, July 15, 2025 (GLOBE NEWSWIRE) — Pennsylvania Data Center Partners, a leader in data center development within the Commonwealth, together with PowerHouse Data Centers, the fifth largest data center developer in the United States, announced plans for their first joint venture: a $15 billion project with three hyperscale data center campuses in Central Pennsylvania. The new AI data hub, Pennsylvania Digital I (PAX) will deliver 1.35 GW of capacity with expandability up to 1.8 GW, comprising scale and speed for AI data center development.

    The project was announced today before President Donald Trump and distinguished global leaders in energy and artificial intelligence, international investors, representatives from labor and trades, as well as Pennsylvania officials at the inaugural Pennsylvania Energy and Innovation Summit hosted by Senator Dave McCormick (R-PA) at Carnegie Mellon University.

    The master plan for PAX includes the construction of three data center campuses with each campus featuring six buildings and a dedicated 450 MW substation. PAX will have access to 17 metropolitan fiber networks, including direct peering with Ashburn, Virginia.

  • MIL-OSI USA: One Survey by NASA’s Roman Could Unveil 100,000 Cosmic Explosions

    Scientists predict one of the major surveys by NASA’s upcoming Nancy Grace Roman Space Telescope may reveal around 100,000 celestial blasts, ranging from exploding stars to feeding black holes. Roman may even find evidence of some of the universe’s first stars, which are thought to completely self-destruct without leaving any remnant behind.

    Cosmic explosions offer clues to some of the biggest mysteries of the universe. One is the nature of dark energy, the mysterious pressure thought to be accelerating the universe’s expansion.
    “Whether you want to explore dark energy, dying stars, galactic powerhouses, or probably even entirely new things we’ve never seen before, this survey will be a gold mine,” said Benjamin Rose, an assistant professor at Baylor University in Waco, Texas, who led a study about the results. The paper is published in The Astrophysical Journal.
    Called the High-Latitude Time-Domain Survey, this observation program will scan the same large region of the cosmos every five days for two years. Scientists will stitch these observations together to create movies that uncover all sorts of cosmic fireworks.
    Chief among them are exploding stars. The survey is largely geared toward finding a special class of supernova called type Ia. These stellar cataclysms allow scientists to measure cosmic distances and trace the universe’s expansion because they peak at about the same intrinsic brightness. Figuring out how fast the universe has ballooned during different cosmic epochs offers clues to dark energy.

    In the new study, scientists simulated Roman’s entire High-Latitude Time-Domain Survey. The results suggest Roman could see around 27,000 type Ia supernovae—about 10 times more than all previous surveys combined.
    Beyond dramatically increasing our total sample of these supernovae, Roman will push the boundaries of how far back in time we can see them. While most of those detected so far occurred within approximately the last 8 billion years, Roman is expected to see vast numbers of them earlier in the universe’s history, including more than a thousand that exploded more than 10 billion years ago and potentially dozens from as far back as 11.5 billion years. That means Roman will almost certainly set a new record for the farthest type Ia supernova while profoundly expanding our view of the early universe and filling in a critical gap in our understanding of how the cosmos has evolved over time.
    “Filling these data gaps could also fill in gaps in our understanding of dark energy,” Rose said. “Evidence is mounting that dark energy has changed over time, and Roman will help us understand that change by exploring cosmic history in ways other telescopes can’t.”
    But type Ia supernovae will be hidden among a much bigger sample of exploding stars Roman will see once it begins science operations in 2027. The team estimates Roman will also spot about 60,000 core-collapse supernovae, which occur when a massive star runs out of fuel and collapses under its own weight.
    That’s different from type Ia supernovae, which originate from binary star systems that contain at least one white dwarf — the small, hot core remnant of a Sun-like star — siphoning material from a companion star. Core-collapse supernovae aren’t as useful for dark energy studies as type Ias are, but their signals look similar from halfway across the cosmos.
    “By seeing the way an object’s light changes over time and splitting it into spectra — individual colors with patterns that reveal information about the object that emitted the light—we can distinguish between all the different types of flashes Roman will see,” said Rebekah Hounsell, an assistant research scientist at the University of Maryland-Baltimore County working at NASA’s Goddard Space Flight Center in Greenbelt, Maryland and a co-author of the study.
    “With the dataset we’ve created, scientists can train machine-learning algorithms to distinguish between different types of objects and sift through Roman’s downpour of data to find them,” Hounsell added. “While searching for type Ia supernovae, Roman is going to collect a lot of cosmic ‘bycatch’—other phenomena that aren’t useful to some scientists, but will be invaluable to others.”
    Hidden Gems
    Thanks to Roman’s large, deep view of space, scientists say the survey should also unearth extremely rare and elusive phenomena, including even scarcer stellar explosions and disintegrating stars.
    Upon close approach to a black hole, intense gravity can shred a star in a so-called tidal disruption event. The stellar crumbs heat up as they swirl around the black hole, creating a glow astronomers can see from across vast stretches of space-time. Scientists think Roman’s survey will unveil 40 tidal disruption events, offering a chance to learn more about black hole physics.
    The team also estimates Roman will find about 90 superluminous supernovae, which can be 100 times brighter than a typical supernova. They pack a punch, but scientists aren’t completely sure why. Finding more of them will help astronomers weigh different theories.
    Even rarer and more powerful, Roman could also detect several kilonovae. These blasts occur when two neutron stars — extremely dense cores leftover from stars that exploded as supernovae — collide. To date, there has been only one definitive kilonova detection. The team estimates Roman could spot five more.

    That would help astronomers learn much more about these mysterious events, potentially including their fate. As of now, scientists are unsure whether kilonovae result in a single neutron star, a black hole, or something else entirely.
    Roman may even spot the detonations of some of the first stars that formed in the universe. These nuclear furnaces were giants, up to hundreds of times more massive than our Sun, and unsullied by heavy elements that hadn’t yet formed.
    They were so massive that scientists think they exploded differently than modern massive stars do. Instead of reaching the point where a heavy star today would collapse, intense gamma rays inside the first stars may have turned into matter-antimatter pairs (electrons and positrons). That would drain the pressure holding the stars up until they collapsed, self-destructing in explosions so powerful they’re thought to leave nothing behind.
    So far, astronomers have found about half a dozen candidates of these “pair-instability” supernovae, but none have been confirmed.
    “I think Roman will make the first confirmed detection of a pair-instability supernova,” Rose said — in fact the study suggests Roman will find more than 10. “They’re incredibly far away and very rare, so you need a telescope that can survey a lot of the sky at a deep exposure level in near-infrared light, and that’s Roman.”
    A future rendition of the simulation could include even more types of cosmic flashes, such as variable stars and active galaxies. Other telescopes may follow up on the rare phenomena and objects Roman discovers to view them in different wavelengths of light to study them in more detail.
    “Roman’s going to find a whole bunch of weird and wonderful things out in space, including some we haven’t even thought of yet,” Hounsell said. “We’re definitely expecting the unexpected.”

    A Pakistani man made his initial appearance in court in Tucson, Arizona, today after being extradited from Mexico to face charges relating to his role in leading an international alien smuggling organization.

    In May 2024, a federal grand jury in Tucson returned an indictment against Abbas Ali Haider, 48, of Sialkot, Pakistan, for conspiring to smuggle Pakistani nationals into the United States.

    Haider allegedly operated two sham film production companies, Diamond TV World Productions and Multimedia Advertising Ltd., which were fronts for his alien smuggling organization. According to court documents, Haider used those Pakistan-based companies to contract with film companies in Ecuador, Cuba, and Colombia. He then had those companies sponsor visas for Pakistani nationals purporting to work for Haider’s companies under the guise that they were working on a joint filming project in Latin America. Haider provided the Pakistani nationals with phony paperwork indicating that they worked for his companies, which they used at ports of entry in Panama, Brazil, and Colombia. Haider coached the aliens to say they worked in the film industry to deceive and thwart customs and border officials. Haider’s network of smugglers then assisted the Pakistani nationals in traveling to the U.S.-Mexico border, where they illegally crossed into California, Texas, and Arizona. Haider charged the aliens up to $40,000 for the trip.  

    Haider travelled from Pakistan to Mexico in late 2024 and was arrested in Mexico in January 2025 at the request of the U.S. government. Extensive coordination and cooperation between U.S. and Mexican law enforcement authorities resulted in Haider’s timely extradition.

    Haider is charged with one count of conspiracy to bring illegal aliens to the United States and four counts of bringing in illegal aliens for profit. If convicted, he faces a mandatory minimum penalty of five years in prison.

    Trial Attorney Chelsea Schinnour of the Criminal Division’s Human Rights and Special Prosecutions Section (HRSP) and Assistant U.S. Attorneys Jared Kreamer Hope and Evan Wesley for the District of Arizona are prosecuting the case.

    The indictment and extradition are the result of the coordinated efforts of Joint Task Force Alpha (JTFA) and the Extraterritorial Criminal Travel Strike Force (ECT) Program. JTFA, a partnership with the Department of Homeland Security (DHS), has been elevated and expanded with a mandate to target cartels and transnational criminal organizations to eliminate human smuggling and trafficking operating in Mexico, Guatemala, El Salvador, Honduras, Panama, and Colombia. JTFA currently comprises detailees from U.S. Attorneys’ Offices along the border. Dedicated support is provided by numerous components of the Justice Department’s Criminal Division, led by HRSP and supported by the Money Laundering and Asset Recovery Section, Office of Enforcement Operations, and the Office of International Affairs, among others. JTFA also relies on substantial law enforcement investment from DHS, FBI, U.S. Drug Enforcement Administration, and other partners. To date, JTFA’s work has resulted in more than 390 domestic and international arrests of leaders, organizers, and significant facilitators of alien smuggling; more than 350 U.S. convictions; more than 300 significant jail sentences imposed; and forfeitures of substantial assets.

    The ECT program is a partnership between the Justice Department’s Criminal Division and HSI and focuses on human smuggling networks that may present particular national security or public safety risks, or present grave humanitarian concerns. ECT has dedicated investigative, intelligence, and prosecutorial resources. ECT also coordinates and receives assistance from other U.S. government agencies and foreign law enforcement authorities.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime.     Children play everywhere. Yet their right to play – protected by a UN convention – is constantly challenged by adults.

    Play is crucial to support children’s holistic development in cognitive, emotional, physical and social skills. Likewise, we know children’s environments significantly influence their health and wellbeing, for better or worse.

    But across cities, young people are let down by a built environment that fails to appropriately consider their needs.

    Places where children commonly used to play, such as streets and local neighbourhoods, have been transformed into car-only spaces where traffic and parking take priority. Likewise, city spaces frequently “design out” children by prohibiting skateboarding, ball games and other kinds of play.

    Over time, urban planning has confined children’s opportunities for play to dedicated playground spaces only.

    However, children don’t have equal access to these formal play spaces. In the largest study of playgrounds in England, my colleagues and I found substantial inequalities in access to play. Children in the most deprived areas needed to travel further to their nearest playground.

    In new research, I’ve explored four international examples of how children and play can be promoted in less likely urban spaces. My findings show how play can be promoted in cities to support children’s right to play anywhere – but also that there is widespread hostility to children’s right to use urban spaces for play.

    In Sydney, a pedal park installation with temporary jumps, ramps and a pump track was set up in different car parks for the duration of the winter. In Paris, a play street was created in central Paris by closing road traffic on Friday afternoons in autumn and spring.

    In Belfast, temporary play equipment and playful street furniture was set up in the Cathedral Gardens public space.

    In Milan, a community-led design involved children in creating a colourful grid, planters, growing beds and games in a school car park, which went on to inspire a new municipal programme of temporary school streets and piazzas.

    These play spaces allowed children to play freely, play with objects, play pretend, play games with rules, and play physically – the core pillars of play. What’s more, they enabled children to develop new connections with their community by appropriating urban spaces to promote relaxation and fun. This was vital following the trauma of the global pandemic – all the projects were active during COVID-19 outside of lockdown.

    These short-term projects invited children to enjoy urban life in new ways. In fact, they bolstered civic access for people of all generations. In Sydney, the closure of the car park fostered a new sense of community. Caregivers, grandparents and residents were able to connect with each other in a whole different setting.

    Politics of play

    But despite the positives, over time, the projects faced protest and tension. In Milan, fears from residents emerged on play being used as a tool to displace poorer communities. This was in response to the area having long been earmarked for regeneration. In Sydney, Paris and Belfast, people actively targeted and sabotaged the informal play spaces.

    In Sydney, to park their cars, older citizens successfully lobbied local councillors to reduce the total amount of space for play, from the entire car park to one aisle of parking. In Paris, local businesses were exasperated by the presence of children. Collectively they threatened project initiators and staged a protest, claiming that “play streets kill local shops”. In Belfast, the pop-up play space was set on fire, multiple times. By summer 2022, much of the park had been destroyed.

    The outcomes demonstrate the politics that children, and their play, were exposed to. Because of a range of aggressive behaviour from adults, children’s use of streets and public spaces were consistently restricted. A common statement from dissenters was “children can go elsewhere”. The reality is they can’t.

    In tracking informal play projects through the pandemic and subsequent years, two additional factors hampered their longer-term success. For the council projects in Sydney and Belfast, council officers hoped to direct more resources to urban play, but the lack of a specific local policy to support play was a significant constraint. By comparison, the community projects in Paris and Milan placed an unsustainable pressure on volunteers to ensure prolonged success.

    Lessons from previous crises highlight how tensions and conflict can affect innovative uses of space, often diluting their progressive purpose. Ultimately, children’s play in recovery from the pandemic experienced a similar fate.

    This is worrying because Unicef research has shown children’s wellbeing has continued to suffer after COVID-19.

    Places that allow for children’s play can create dynamic neighbourhoods, intergenerational encounters, and meaningful participation in urban spaces – if only we let it happen.

    The net asset value (NAV) per unit of the Baltic Horizon Fund (the Fund) increased to EUR 0.6766 at the end of June 2025 (0.6757 as of 31 May 2025). The month-end total net asset value of the Fund was EUR 97.1 million (EUR 97.0 million as of 31 May 2025). The EPRA NRV as of 30 June 2025 stood at EUR 0.7223 per unit.

    In June 2025, the consolidated net rental income of the Fund was EUR 1.0 million (EUR 1.0 million in May 2025). On 5 June 2025, a 3,679.7 sq.m. area in the S27 building was handed over to the anchor tenant, the International School of Riga which will open the premises for the new school year already in September.

    A two-count indictment filed in U.S. District Court charges James Shawn Murphree, 48, of Blountsville, Alabama, Denny Gonzalez-Guzman, 30, of Albertville, Alabama, Kasten Finis Murphree, 22, of Blountsville, Alabama, Kelby Shawn Murphree, 27, of Blountsville, Alabama, and Kimberly Ann Evans, 48, of Hayden, Alabama, with conspiracy to violate the Animal Welfare Act and the Prohibition on Illegal Gambling Businesses. 

    According to the indictment, a cockfight is a contest where roosters fight each other. The fights are supervised by a referee, and the fight ends when one rooster is dead or refuses to continue fighting. Typical cockfights employ weapons that are attached to the backs of the roosters’ legs.  Owners and operators of cockfighting arenas, called “pits,” hold organized fights where people can fight their trained roosters against other roosters in cockfighting tournaments called “derbies.” In a derby, large numbers of cockfighters pit their roosters against one another for entertainment.  Spectators gamble on the outcomes of the cockfights, and the owners of the roosters stand to gain financially through their own wager, an arrangement where the derby winners receive a pre-determined portion of the derby entry fees, or through the enhanced value of their winning roosters.

    The indictment alleges that between March 2025 and June 2025, Kimberly Evans, James Murphree, Kasten Murphree, and Kelby Murphree conspired to organize multiple cockfighting derbies in Blountsville, Alabama. Attendees paid $40 to watch the fight. Competitors who entered roosters in the derbies paid an entry fee between $700 and $1,000. The winner of the derby would receive a share of the prize pool money.  

    The Gulf of America (“GoA”) Homeland Security Task Force, in partnership with United States Department of Agriculture Office of Inspector General and the Alabama Law Enforcement Agency, conducted this long-term investigation. The GoA Homeland Security Task Force is comprised of authorities from Homeland Security Investigations, Federal Bureau of Investigations, Internal Revenue Service – Criminal Investigations, and the Bureau of Alcohol, Tobacco, and Firearms. This investigation and operation received significant support from the United States Marshals Service, Customs and Border Protection, and ICE-Enforcement and Removal Operations. Assistant U.S. Attorneys John M. Hundscheid and Jonathan S. Cross are prosecuting the case.  

    This case is part of Operation Take Back America a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.
