  • MIL-OSI Europe: Text adopted – Continued repression of civil society and independent media in Azerbaijan and the cases of Dr Gubad Ibadoghlu, Anar Mammadli, Kamran Mammadli, Rufat Safarov and Meydan TV – P10_TA(2024)0074 – Thursday, 19 December 2024 – Strasbourg

    The European Parliament,

    –  having regard to the European Convention on Human Rights, ratified by Azerbaijan,

    –  having regard to Rules 150(5) and 136(4) of its Rules of Procedure,

    A.  whereas since 2023, the Azerbaijani authorities have been engaged in a systemic crackdown on civil society, political opposition, human rights defenders, the LGBTI+ community and independent media, which intensified around COP29;

    B.  whereas there are over 300 political prisoners in Azerbaijan as well as 23 Armenian prisoners of war, including leaders of the former self-proclaimed Nagorno-Karabakh republic;

    C.  whereas political prisoner and 2024 Sakharov Prize finalist Gubad Ibadoghlu remains under house arrest; whereas the European Court of Human Rights ruled that his health condition is critical, requiring hospitalisation and urgent heart surgery;

    D.  whereas civil society leader Anar Mammadli has been in pre-trial detention since April 2024 on bogus charges, with his health deteriorating due to denied healthcare;

    E.  whereas in early December 2024, the Azerbaijani authorities arrested MeydanTV journalists Aynur Ganbarova, Aytaj Ahmadova, Khayala Agayeva, Natig Javadli and Aysel Umudova, and journalists Ramin Jabrayilzade and Ahmad Mukhtar; whereas they also arrested Baku Journalism School deputy director Ulvi Tahirov, political leader Azer Gasimli and human rights defender Rufat Safarov; whereas all face unfounded, politically motivated charges;

    F.  whereas environmental activist Kamran Mammadli was attacked by security guards at COP29 and is banned from travelling;

    G.  whereas prisoners’ human rights are routinely violated through detention in inhumane conditions, torture and specific harassment of female political prisoners, including Nargiz Absalamova;

    1.  Strongly condemns the Azerbaijani regime’s reported ongoing violations of human rights, including freedoms of expression, association and peaceful assembly, and its politically motivated abuse of the criminal justice system;

    2.  Urges the Azerbaijani authorities to immediately end the crackdown on all dissident groups and unconditionally release and drop all charges against human rights defenders, journalists and political and other activists prosecuted under fabricated, politically motivated charges;

    3.  Demands that the authorities immediately lift the travel ban on Ibadoghlu, unconditionally drop all charges against him and allow him to receive urgent treatment abroad; deplores the fact that Ibadoghlu was not allowed to attend the Sakharov Prize ceremony or connect remotely;

    4.  Calls on Azerbaijan to lift undue restrictions on independent media by aligning its laws on the registration and funding of non-governmental groups and media with Venice Commission recommendations; demands that the authorities end the repression of MeydanTV, ToplumTV, Abaz Media and Kanal13;

    5.  Calls for EU sanctions under its global human rights sanctions regime to be imposed on Azerbaijani officials responsible for serious human rights violations, including Fuad Alasgarov, Vilayat Eyvazov and Ali Naghiyev;

    6.  Insists that any EU-Azerbaijan partnership agreement – including on energy – must be strongly conditional on respect for fundamental rights and the release of all political prisoners; calls on the Commission to suspend the 2022 Memorandum of Understanding on a Strategic Partnership in the Field of Energy;

    7.  Instructs its President to forward this resolution to the Council, the Commission, the VP/HR, Member States and the President, Government and Parliament of Azerbaijan.

  • MIL-OSI Canada: Provincial Court Judges Appointed in Regina and Prince Albert

    The Government of Saskatchewan is announcing today the appointment of three new judges to the Provincial Court of Saskatchewan.

    Cynthia Alexander is appointed to the Provincial Court in Regina. Lori O’Connor and Buffy Rodgers are appointed to the Provincial Court in Prince Albert.

    “It is a privilege to announce the appointment of these three new judges to the Provincial Court of Saskatchewan,” Justice Minister and Attorney General Tim McLeod said. “Saskatchewan prides itself on its record of appointing highly skilled legal professionals to our judiciary, and I am confident these new appointees to the Provincial Court will carry on this tradition in their communities.” 

    Judge Alexander received her Bachelor of Laws from the University of Saskatchewan College of Law in 1996 and was called to the Bar in 1997. She completed her articles with Woloshyn & Company (now W Law) in Regina, where she remained as an Associate Lawyer until 2000. Judge Alexander then took a position as a Crown Prosecutor with Public Prosecutions in Prince Albert, and became a Senior Crown Prosecutor there in 2008. In 2022, she moved to the Head Office of Public Prosecutions in Regina as the Director of Professional Development.

    Judge Alexander has spent the majority of her career prosecuting criminal matters in Provincial Court and the Court of King’s Bench. She has developed expertise in criminal procedure, trial advocacy and rules of evidence. She has mentored prosecutors, articling students, and summer students within the Ministry of Justice and Attorney General and has also lectured at the University of Regina, the Saskatchewan Police College and Saskatchewan Polytechnic. 

    Outside of work, Judge Alexander and her husband have raised two sons. She enjoys music and travelling, and has volunteered with the Prince Albert Music Festival and the Saskatchewan Jazz Festival. 

    Judge O’Connor received her Bachelor of Laws from Dalhousie University in 2008 and was called to the Bar in 2009. She completed her articles with Legal Aid in Thompson, Manitoba, where she continued as a Staff Lawyer until 2010. In 2010, Judge O’Connor joined Saskatchewan Public Prosecutions as a Crown Prosecutor. She became a Regional Crown Prosecutor in Melfort in 2019. 

    Judge O’Connor has extensive experience in criminal law gained from her career as a Crown Prosecutor. She has taken an active role in mentoring law students through Dalhousie Law School’s Weldon Mentor Matching Program, and has provided court and testimony training to nurse examiners, victims services volunteers and peace officers. She also regularly contributes book reviews to the Canadian Law Library Review that appear on CanLii.

    Outside of her professional life, Judge O’Connor bakes banana bread for the Melfort Food Bank and enjoys walking her dog.   

    Judge Rodgers received her Bachelor of Laws from the University of Saskatchewan College of Law in 1998 and was called to the Bar in 1999. She completed her articles with Wardell Worme & Missens in 1999, and remained there as a Junior Lawyer until 2001. Judge Rodgers held a variety of roles from 2001 to 2006, including acting as legal counsel at Legal Aid Saskatchewan and Partner at Wardell Driedger Cotton & Rodgers, later Wardell Gillis Tangjerd Rodgers & Cotton. She joined the Saskatchewan Ministry of Justice and Attorney General as Crown Counsel in 2006 and became a Senior Crown Prosecutor with Saskatchewan Public Prosecutions in 2007. She has held the position of Senior Crown Prosecutor – OH&S since 2015.

    Over her legal career, Judge Rodgers has developed expertise in a wide variety of legal areas including criminal defense, child protection, civil law, small claims and legal aid. As a Crown Prosecutor she has spent a significant portion of her career in docket and trial court, and in the Court of King’s Bench practicing both criminal and regulatory law, with a specialty in OH&S files. 

    Judge Rodgers is a past Secretary of the Saskatchewan Crown Attorneys Association, and is a recipient of the Premier’s Award for Excellence in the Public Service for her work on the Serious Violent Offender Response Team.

  • MIL-Evening Report: MEAA welcomes News MAP funding ‘leg up’ for Australian journalism

    The union for Australian journalists has welcomed the delivery by the federal government of more than $150 million to support the sustainability of public interest journalism over the next four years.

    Combined with the announcement of the revamped News Bargaining Initiative, this could result in up to $400 million in additional funding for the sector over the coming years.

    The Media, Entertainment & Arts Alliance says the new funding under the News Media Assistance Program (News MAP) will boost journalism and media diversity but must be tied to the enforcement of minimum employment standards for all media workers, including freelancers, says the MEAA website.

    The acting director of MEAA media, Michelle Rae, said the Albanese government had picked up on recommendations from the union during consultation over the News MAP earlier this year.

    “We are pleased that the government has adopted a holistic and structured approach to support for the news media industry, rather than the patchwork of band aid solutions that have been implemented in the past,” she said.

    “MEAA has long argued that commercially produced public interest journalism requires systematic, long-term support beyond a three-year time frame to ensure its viability and to promote a diverse media landscape.

    “The longer-term approach confirmed by the government will allow media outlets to plan for their future sustainability with additional certainty about their income over the next four years.”

    Importantly, the new funding was primarily directed at local and community news, the sector that had been most impacted by the decline of advertising revenue over the past two decades.

    “The $116.7 million to support this sector will go a long way towards helping communities in regional Australia and the suburbs of our main cities to rebuild local journalism in areas that have become or are in danger of becoming news deserts,” Rae said.

    “The unique role of Australian Associated Press as an independent and accessible news service has been recognised with $33 million in new funding.

    “MEAA also welcomes the government’s commitment to mandate at least $6 million of its advertising budget is spent in regional newspapers.”

    Rae said that while it was worthwhile to explore measures to attract philanthropic funding of the news media industry, any solutions to the decline of public interest journalism must not be reliant on sponsorships or donations that undermine the independence of media outlets.

    “There is a place for demand-side incentives to subscribe and pay for quality news media through the use of subsidies, vouchers or tax deductibility,” she said.

    “But care must be taken to ensure that philanthropic funding does not allow donors to dictate the editorial policies of media outlets.”

    Multiple organizations in China released the most popular Chinese characters and phrases of 2024 on Friday, offering insight into the evolving trends of the country and the world.
    The top ten domestic buzzwords feature five Chinese characters for “integration,” “intelligence,” “new,” “safety,” and “stability” as well as the terms of “new-quality productive force,” “Black Myth: Wukong,” “work fatigue,” “low-altitude economy” and “digital transformation.”
    These buzzwords refer to various dimensions of China’s domestic society, ranging from its integrated and innovative development powered by new-quality productive forces and digital transformation, to cultural and economic phenomena in 2024 such as video game hit “Black Myth: Wukong” and its burgeoning low-altitude economy including drone deliveries.
    The top ten global buzzwords are characters for “election,” “war,” “change,” “turbulence” and “nuclear” and the terms of “Paris Olympics,” “Global South,” “Artificial Intelligence,” “drones” and “Large Language Model.”
    The lists were compiled using an algorithm that analyzed a corpus of Chinese characters along with public recommendations, with final results confirmed by experts and researchers.
    A closer look at the list of popular buzzwords recommended by the public also presents a more panoramic view of Chinese people’s social psyche over the past year.
    Frequently used words such as “say no to mental exhaustion” and “20-minute park life” signify a desire for a relaxed lifestyle amid the quick pace of modern life. Words like “Altay,” a prefecture in northwest China’s Xinjiang Uygur Autonomous Region made ultra-famous by a critically acclaimed TV drama series, and “ancient architecture tour” reveal the popular travel destinations of Chinese people in 2024.
    Among the recommendations, which are mostly in Chinese, the English expression of “China Travel” stands out, mirroring the country’s inbound travel boom buoyed by a series of facilitation policies and measures for foreigners.
    To welcome international visitors in the post-pandemic era, China has streamlined its visa application process, refined its immigration process to increase efficiency at border-control points, and made its payment services for international travelers more accessible and inclusive, among other efforts.
    According to official data, China recorded nearly 29.22 million inbound foreign visits between January and November 2024, up 86.2 percent year on year. Of these, 17.45 million visitors entered the country visa-free, marking a massive 123.3 percent increase from the previous year. Notably, the number of visa-free transit travelers surged by 132.9 percent year on year.
    With pride and love, “Beijing Central Axis” is also on the recommendation list as earlier this year, the United Nations Educational, Scientific and Cultural Organization (UNESCO) inscribed the “Beijing Central Axis: A Building Ensemble Exhibiting the Ideal Order of the Chinese Capital” on its World Heritage List.
    The Central Axis runs north to south through the heart of old Beijing and consists of ancient landmarks such as the Bell and Drum Towers, Wanning Bridge, Jingshan Hill, and the Forbidden City.

    We visited Montpellier, France, home of Sandfall Interactive, as they develop their first game, Clair Obscur: Expedition 33. This turn-based RPG is set in a fantasy version of late 19th Century France, where the world is facing an existential threat, one year at a time. The developer shared a deeper look at the game’s innovative mechanics, such as the “Reactive Turn-Based” system, and the unique art direction that brings the game’s world to life. We even got a first look at Expedition 33’s expansive overworld map.

    Team NINJA announced the return of a beloved franchise with the reveal of NINJA GAIDEN 4. After more than a decade, the masters of action at Team NINJA and PlatinumGames have partnered with Xbox Game Studios Publishing to bring us an exciting new chapter in the NINJA GAIDEN series, a series with a long history on Xbox.

    We were introduced to Yakumo, a new protagonist whose objective lies at the heart of a devastated Tokyo. On his mission, Yakumo will not only encounter fiends and demons , but also the legendary master ninja himself: Ryu Hayabusa. Gameplay footage showed that Yakumo will introduce players to a stylish new take on ninja action with Bloodbind Ninjutsu, alongside legacy techniques like the Flying Swallow and Izuna Drop. Ryu will also return as a playable character with a revamped arsenal that stays true to his signature brutality and precision.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL) and U.S. Senator Chuck Grassley (R-IA), senior member and former chairman of the Senate Finance Committee, today introduced the bipartisan Drug-price Transparency for Consumers (DTC) Act, a bill that would require price disclosures on advertisements for prescription drugs in order to empower patients and reduce Americans’ colossal spending on medications.  The Government Accountability Office (GAO) has found that prescription drugs advertised directly to consumers accounted for 58 percent of Medicare’s spending on drugs between 2016 and 2018, while a 2023 study in the Journal of the American Medical Association found that two-thirds of advertised drugs offered “low therapeutic value.”  By requiring direct-to-consumer (DTC) advertisements for prescription drugs to include a disclosure of the list price, patients can make informed choices when inundated with drug commercials and pharmaceutical companies may reconsider their pricing and advertising tactics.  In recent years, the pharmaceutical industry has sued to keep the prices of their drugs out of their TV advertisements.
    “Pharmaceutical advertising is a uniquely American phenomenon that contributes to the astronomical cost of prescription drugs. With billions of dollars in targeted spending, patients are bombarded with commercials for the latest ‘wonder-drug’ but kept in the dark about one crucial factor—price.  This practice of pushing patients toward the most expensive drugs drives up the cost of health care while undermining the role of doctors.  A healthy dose of transparency is the prescription Big Pharma needs,” Durbin said.  “Senator Grassley and I have introduced the DTC Act to shine light on the real costs of medications in these outrageous commercials.”
    “Knowing what something costs before buying it is just common sense,” Grassley said.  “Disclosing the list price of prescription drugs in advertisements is a no-nonsense way to empower health care consumers to make informed decisions about their care.  It also spurs competition, which leads to lower prescription drug costs.”
    Each year, the pharmaceutical industry spends $6 billion in DTC drug advertising to fill the airwaves with ads, resulting in the average American seeing nine DTC ads each day.  Studies show that these activities steer patients to more expensive drugs, even when a patient may not need the medication or a lower-cost generic is available.  Studies show that patients are more likely to ask their doctor, and ultimately receive a prescription, for a specific drug when they have seen ads for it.  For these reasons, most countries have banned DTC prescription drug advertising—the United States and New Zealand are the only industrialized nations to permit this practice.
    Additionally, a Kaiser survey found that 88 percent of Americans support this price disclosure policy for advertisements.
    Below are some key findings from the GAO report:
    Two-thirds of pharma’s spending between 2016 and 2018 on DTC ads ($12 billion out of $18 billion total) was concentrated on just 39 drugs.  During this period, these advertised drugs accounted for 58 percent of Medicare’s spending on drugs ($320 billion out of $560 billion). 
    In 2019, Humira had $500 million in DTC advertising, contributing to $2.4 billion in Medicare costs.
    Among the top 10 drugs with the highest cost to Medicare, four were also in the top 10 for advertising spending (Humira, Eliquis, Keytruda, Lyrica).
    Cosponsors of the DTC Act include U.S. Senators Angus King (I-ME), Joni Ernst (R-IA), Tina Smith (D-MN), Peter Welch (D-VT), Richard Blumenthal (D-CT), and Tammy Baldwin (D-WI).
    The DTC Act is endorsed by AARP, American Medical Association, American Hospital Association, American Academy of Neurology, American College of Physicians, Patients for Affordable Drugs Now, and Campaign for Sustainable Rx Pricing.
    For years, Durbin and Grassley have advanced legislative proposals to require pharmaceutical companies to disclose the list prices of their prescription drugs when choosing to run DTC advertisements, including passing a bipartisan amendment through the Senate in 2018.

    BUDAPEST, Jan. 23 — Tourism professionals and cultural enthusiasts gathered at Budapest on Thursday evening for an event promoting China’s winter tourism offerings while celebrating the upcoming Chinese Spring Festival.

    Organized by the Chinese Ministry of Culture and Tourism and its Budapest Tourism Office, the event featured vivid video presentations and cultural activities, highlighting China’s iconic winter destinations known for their rich ice and snow resources. Regions such as Xinjiang, Heilongjiang, Jilin, Inner Mongolia, and Hebei were showcased as premier travel spots.

    Li Huixin, director of the China National Tourist Office in Budapest, stressed the mutual potential for collaboration between China and the Central and Eastern European countries, noting their roles as both significant source markets and tourist destinations.

    China’s diverse and abundant ice and snow tourism resources make it a premier destination for winter sports enthusiasts worldwide, Li said. Featured attractions include Changbai Mountain and Harbin Ice and Snow World in the Northeast, Zhangjiakou Chongli (a key venue for the 2022 Beijing Winter Olympics), and the Tianshan Ski Resort in Xinjiang.

    Hungarian students Janka Kenez, currently studying master’s degree in China Studies at Eotvos Lorand University (ELTE), shared her personal experience of traveling in China. “Traveling through China is not just about famous sites like the Great Wall, it’s about the personal encounters that touch your heart,” she told Xinhua. Expressing admiration for China’s natural beauty, she called winter an ideal time to visit.

    Balazs Szigethy, a PhD student at ELTE, highlighted the convenience of exploring in China. “With high-speed rail and user-friendly apps, exploring China has never been easier,” he said, encouraging attendees to experience the country’s winter attractions and its people firsthand.

    The event also featured interactive activities, including a digital game to “light up” ice lanterns and a lucky draw. Guests also enjoyed Chinese delicacies and a musical performance of the “Spring Festival Overture” by the Cantabile Trio.

    Raden Ankling Kesumo, or as he is called at Novosibirsk State University, Ray, is a second-year student Faculty of Medicine and Psychology, NSUAt the Univervision contest, he performed Sergey Lazarev’s song “Give Up”, as well as a composition by the Italian group Maneskin Coralline. With his talent, he was able to win the hearts of the jury.

    Before reaching the final stage of the competition, each university selected its talents to send them to participate in the regional competition “Univervision”. Ray was the only one who got into the competition from NSU with 18 more soloists and 13 groups from other universities. On December 5, the semi-final of the competition took place, where Mitya Fomin was present as a star guest and judge. According to the terms of the competition, the participants had to perform a song in Russian. Ray chose the composition “Sdaivaysya” by Sergey Lazarev. With it, our student reached the final of “Univervision”.

    — According to the rules, in the final we had to sing a song from a film or any foreign song that had to be translated into Russian. I was so happy and nervous at the same time, as it was my first time in my life performing as a solo vocalist in a regional competition. I realized my ability to feel a song, so I chose one that had a deep meaning, emotions, elements of splitting the voice and the ability to take high notes. Therefore, the song of the group Måneskin Coraline was the best option, we decided to translate it. Alena Matveeva, my girlfriend, helped me with the translation of the lyrics, Stepan Morozov, my best friend, helped with editing the lyrics, and Karina Kuznetsova was very supportive and helped me with the use of vocal techniques. I do not forget about other friends, my family from the NSU Music Club, as well as the support of the staff of the NSU Department of Youth Policy and Educational Work, who always gave me the opportunity to demonstrate my skills and supported me morally, — said Ray.

    The final of the competition was held in the Mayakovsky Concert Hall on Student’s Day, January 25. The “Univervision – 2025” competition was the fifth and anniversary one in the Novosibirsk Region. The jury in the final included a star guest – Oleg Vlady, composer, author of songs for popular artists, member of the jury of the vocal television show “Nu-ka, Vse Vmeste!”

    — When I first went on stage, I realized that I just wanted to convey the feelings of the song to the listener with my voice. When the music started, the anxiety went away. It was quite challenging, as I had to sing a difficult song in Russian. I knew that the other soloists had magical voices, spoke Russian really well, and some of them graduated from music college or were trained by a vocal coach, while I was learning to sing on my own. When it was time to announce the preliminary results, I was shocked to find out that I was in 4th place. Then the jury was given time to give an additional maximum score (12 points) to the participants they liked the most. In the end, several jury members voted for me and awarded me 3rd place! I was so happy, but a little upset that the Univervision jury did not determine the winners separately among solo vocalists and vocal groups. The 1st and 2nd winners were full-fledged musical groups. In any case, I feel happy, that’s what matters! It was one of the best impressions I’ve had, – Ray shared his impressions.

    In the final of the competition, Ray was the only foreign participant from far abroad. He received the highest score from one of the experts and one of the educational organizations, so Raden confidently took the honorable 3rd place in the competition.

    — My plans for the future include focusing primarily on my studies, because we know that studying at the medical faculty is very difficult, especially at NSU. But I will still continue to perform with my group “Tikhiy Ogonyok” at NSU events, the Music Club and other organizations. Next year, I will definitely not give up and will make every effort to win other vocal competitions!

    With two days to go before the Spring Festival holiday, China’s box office pre-sales for the holiday have reached 600 million yuan (about 83.7 million U.S. dollars) as of Sunday, setting a new record for the fastest time to reach this milestone, according to data from box office trackers.

    Topping the pre-sale chart are domestic movies themed on wuxia (martial arts and chivalry), Chinese mythology and fantasy.

    The Spring Festival, or the Chinese New Year, is the most important festival on the Chinese calendar for family reunions, falling on Jan. 29 this year. The Spring Festival holiday, extended by one day to eight days this year, is one of the most lucrative movie-going seasons in China.

    Observers believe that the figure reflects a strong expectation for quality films among Chinese audiences.

    U.S. investment bank Morgan Stanley predicts that, driven by quality releases and strong market demand, China’s total box office revenue for the holiday may reach a new record of 8.8 billion yuan, up 9 percent from a year ago.

    Besides, it is notable that all the six films set for debut on the Spring Festival are domestic productions.

    According to film data platform Beacon, “The Legend of the Condor Heroes: The Great Hero,” an adaptation of a Chinese wuxia classic, is currently the biggest box-office draw in the pre-sales chart.

    North Zone Footwall – Extending Mineral System to Depth

    Initial drilling last year, targeting the North Zone Footwall at depth, was successful in extending high-grade mineralization 240m below the current reserve pit, with intercepts of 1.02g/t Au over 57.00m (BBD1313) and 1.64g/t Au over 46.00m (BBD1314). Wide spaced follow-up drilling was successful in extending mineralization 100m to 250m below the reserve pits along a strike length of over 800m (Figure 2). This was marked by several broad high-grade intercepts including 1.17g/t Au over 29.50m (BBD1320), 1.20g/t Au over 23.80m (BBD1323), 1.01g/t Au over 18.70m (BBD1319) and 1.80g/t Au over 15.00m (BBD1318).

    While early-stage, the main takeaways from this recent round of drilling along the North Zone Footwall include:

    1)   The potential, with subsequent infill drilling, to materially extend the North Zone Footwall resource and reserve pits to depth. If successful, this would have positive implications in terms of further expanding the production profile at Bomboré.

    2)   Given the initial results at the North Zone Footwall, there are comparable opportunities to extend the mineralized system at depth across the greater 14km long reserve defined trend, where the average reserve pit depth is currently less than 40m.

    North Zone Hill and Higher-Grade Sub-Zone Targeting

    As part of the exploration campaign to test the broader size and scale of the Bomboré mineralized system, a second focus of the current drill program is to further delineate a number of higher-grade sub-zones within, and extending below, the current life of mine open pit resource and reserves. The Company believes that these higher-grade sub-zones may host the potential to transition into underground mining beneath the open pits in the future. This is a well demonstrated mine sequence in-country, and if successful, would not only serve to increase the operating head grade at Bomboré, but also increase the overall production profile.

    With exploration efforts initially concentrated in the northern end of the project, initial testing of this thesis was centered on North Zone Hill, where at open pit drill spacing, there is a defined trend of higher-grade mineralization. As detailed in Figure 3, this sub-zone is marked by multiple high-grade intercepts including 8.75g/t Au over 7.20m (BBD1246), 7.17g/t Au over 7.00m (BBD0903), 13.44g/t Au over 2.80m (BBD1249), and 6.92g/t Au over 6.00m (BBD0911). Initial drill testing down plunge along this trend intercepted a broad interval of 2.55g/t Au over 23.00m, with a higher-grade sub-interval of 5.54g/t Au over 5.50m (BBD1324). Follow-up testing at North Zone Hill in the future will focus on additional step-outs down plunge and on tighter spaced drilling along trend to further resolve the controls on this higher-grade mineralization.

    The Company’s objective to further delineate such higher-grade sub-zones has extended to the P16 and P17S deposits at the southern end of the mining permit, in advance of the start of the rainy season in May. As outlined below, and detailed in Figure 4 and Figure 5, the P16 and P17S deposits host a number of higher-grade sub-zones. Initial testing at these deposits will focus on the down plunge continuity of the high-grade sub-zones and the potential for limb extensions to the East and West. Follow-up drill programs will further reduce the drill spacing towards the base of the pits and down plunge, as well as to test for repeats of the system along strike, a prospect that is well supported by historical drilling.

    The mineralized intervals are based on a lower cut-off grade of 0.28g/t in the Oxide+Upper Transition zone, and 0.45g/t Au in the Lower Transition+Hard Rock zone. The true width of the mineralization is approximately 85% of the drill length in the North Zone. The half-core drilling samples were cut using a diamond saw by Orezone employees. The samples were prepared by BIGS Global Burkina s.a.r.l. (“BIGS Global”) and then split by Orezone to 1 kg using Rotary Sample Dividers (“RSDs”). A 1-kg aliquot was analyzed for leachable gold at BIGS Global in Ouagadougou, by bottle-roll cyanidation using a LeachWellTM catalyst. The leach residues from all samples with a leach grade greater than or equal to 0.25g/t Au were prepared by BIGS Global and then split by Orezone to 50 g using RSDs. A 50-g aliquot was analyzed by fire assay at BIGS Global.

    Orezone employs a rigorous Quality Control Program including a minimum of 10% standards, blanks and duplicates. The composite width and grade include the final leach residue assay results for most of the drill intercepts reported.

    Predictions for this year’s Hottest 100 countdown revealed an interesting trend that has come to dominate popular music over the past decade: the prevalence of solo artists over bands.

    In the past 15 years, only five winners of the Hottest 100 were bands, compared to 13 in the 15 years prior to that. This shift is being replicated across charts globally.

    And it’s not just rock bands that are losing out, but bands of all sorts, including pop groups (with the considerable exception of K-pop).

    The rise of solo artists doesn’t signify some sort of embrace of a hyper-individual idol culture, nor should we nostalgically lament a mythical “golden era of bands”. Solo artists have always been pervasive within popular music. Also, most bands are driven by one or two key songwriters, and often fronted by a charismatic individual.

    The trend towards solo artists is less a product of culture, and more a result of the creative and economic realities of pop music’s production, consumption, distribution and marketing.

    Doing more with less

    With the emergence of digital audio workstations, home studio technologies, and the widespread availability of video tutorials, musicians and songwriters no longer need costly rehearsal rooms and recording studios to produce new music.

    They can record demos and workshop material with less players in the room, or in many cases with no room at all – as a large bulk of the work is done digitally.

    This has made writing and producing music cheaper, easier and more efficient. What previously might have required a whole band can now be done by a single artist with the help of a producer and some session musicians.

    More revenue between less people

    It’s no secret musicians are doing it tough in the streaming era. Many receive limited income from recorded music, and are pushed to depend heavily on touring and merchandise.

    Why then, would creatives want to increase their costs by bringing in more mouths to feed? Whether you’re a band or a solo artist, touring can come with financial risk and even major financial loss.

    Solo artists retain the lion’s share of whatever profits are made. Rather than negotiating tricky revenue-sharing agreements between members, they can hire session and contract musicians as needed for recording and touring, keeping costs down and side-stepping ownership issues that might lead to tension in a band.

    Such arrangements also make it easier to market the artist and music itself.

    The artist as a brand

    Creating a successful brand as a musician is more effective when working with one or two key identities, rather than a collective such as a band.

    Even popular K-pop groups – which stand as an exception to the trend towards solo acts – emphasise individual members, marketing each one to a different part of their fan-base.

    Likewise, many bands are strongly identified with a charismatic front-person, who tends to double as an artistic spokesperson.

    It’s easier to curate an artistic and aesthetic vision around one individual, rather than several. This also helps streamline marketing activities, as well as touring and media engagements.

    Bands break up

    It’s a harsh reality that bands break up.

    Bands can break up for many reasons, but no doubt the strain of touring plays a major role. With an increased prevalence of mental health issues among international touring musicians, as well as power imbalances and exploitative labour practices entrenched in the live music sector – touring can take a toll on many bands.

    In the years since the COVID pandemic, more and more artists have cancelled tours, citing exhaustion and burnout. Solo artists only have to make this decision for themselves (although it effects their touring crew), whereas bands have to negotiate such crucial decisions collectively.

    Despite good intentions and industry success, having to maintain creative and business relationships with the same group of people often becomes unsustainable.

    Solo artists have a clearer separation between their creative, business and personal relationships. They can maintain a business model that doesn’t necessarily rely on the consistent commitment of three, four or five people.

    Then again, this commitment is possibly the very thing that makes bands such an intriguing artistic phenemonen: a group of individuals working together to create something greater than the sum of their parts.

    Such demonstrations of collective creative alchemy might be the reason bands continue to captivate our attention, despite the atomising creative and economic realities of the modern music industry.

    Heard of the “singles tax”? Going it alone can also come with a hidden financial burden you may not be aware of.

    Obviously, this isn’t an official levy paid to anyone in particular. It simply refers to the higher costs single people face compared to couples or families.

    Single-person households have been on the rise in Australia. It’s projected they’ll account for up to 28% of all households in 2046.

    People are marrying later, divorce rates remain high and an ageing population means more people live alone in older age. Many people also make a conscious decision to remain single, seeing it as a sign of independence and empowerment.

    This is part of a global trend, with singledom increasing in Europe, North America and Asia.

    So, how does the singles tax work – and is it worse for some groups than others? What, if anything, can we do about it?

    Why does being single cost more?

    One of the biggest drivers of the singles tax is the inability to split important everyday costs. For example, a single person renting a one-bedroom apartment has to bear the full cost, while a couple sharing it can split the rent.

    Singles often miss out on the savings from bulk grocery purchases, as larger households consume more and can take better advantage of these deals.

    Fixed costs for a house like electricity, water and internet bills often don’t increase by much when you add an extra user or two. Living alone means you pay more.

    These are all examples of how couples benefit from economies of scale – the cost advantage that comes from sharing fixed or semi-fixed expenses – simply by living together.

    My calculations, based on the most recent data from the Australian Bureau of Statistics (ABS), show that singles spend about 3% more per person on goods and services compared to couples.

    Compared to couples with children, single parents spend about 19% more per person. While government support mechanisms such as the child care subsidy exist, many single parents find them insufficient, especially if they work irregular hours.

    Beyond the essentials

    The singles tax extends beyond our “essential needs” and into the costs of travel, socialising and entertainment.

    Solo travellers, for example, may encounter something called a “single supplement” – an extra fee charged for utilising an accommodation or travel product designed for two people.

    Streaming services such as Netflix and Spotify offer family plans at slightly higher prices than individual ones, making them more cost-effective for larger households.

    A global phenomenon

    Reports from around the world paint a similar picture.

    In the United States, research by real estate marketplace Zillow found singles pay on average US$7,000 ($A11,100) more annually for housing, compared to those sharing a two-bedroom apartment.

    In Europe, higher living costs and limited government supports put singles at a disadvantage. And in Canada, singles report feeling the pinch of rising rent and grocery prices.

    The tax systems of many countries can amplify the financial burden of being single, by favouring couples and families.

    In the United States, for example, tax policies intended to alleviate poverty often exclude childless adults, disproportionately taxing them into poverty.

    The Earned Income Tax Credit (EITC) reduces tax liabilities by providing refundable credits to low-income workers. It’s had some significant benefits for families, but offers minimal support to single, childless individuals.

    As economist Patricia Apps argues, tax and transfer policies often fail to account for the complexities of household income distribution.

    These systems favour traditional family structures by providing benefits like spousal offsets or joint income tax breaks. Single individuals and single-parent households are left bearing a disproportionate financial burden.

    Who is affected the most?

    The singles tax disproportionately impacts women, who are more likely to live alone than men.

    This can compound existing financial pressures such as the gender pay gap, taking career breaks, and societal expectations leaving them with lower retirement savings.

    For older women, the singles tax adds another layer of difficulty to maintaining financial security.

    And it can seriously exacerbate financial pressures on single mothers. Many rely on child support payments, which are often inconsistent or inefficient, leaving them financially vulnerable.

    Working part-time or in casual roles due to caregiving responsibilities further limits their earning potential.

    There are unique challenges for single men, too, who may lack the same access to family-oriented subsidies and workplace flexibility. Single men may also face societal expectations to spend more on dating or socialising.

    Alarmingly, men are disproportionately represented among the homeless population, making up 55.9% of people experiencing homelessness, and single men have a higher risk of premature death.

    Growing recognition

    While the singles tax highlights big systemic inequities, there are signs the issue is receiving more attention.

    Some advocacy groups are pushing for better financial protections and child support reforms for single mothers.

    Similarly, efforts to address homelessness have gained momentum, with increased attention to advocacy and services for single men facing housing insecurity.

    There is also the potential to design tax systems to reduce these inequities. Tax systems that treat individuals as economic units, instead of basing benefits on household structures, could mitigate the singles tax and create a fairer system for all.

    Year 12 is arguably the most important year of school. It is full of exams, milestones and decisions.

    It is both the culmination of formal learning and the gateway to what lies beyond. It is an end and beginning all in one.

    Unsurprisingly, many Year 12s find it to be a demanding and stressful time. So, what mindsets and habits can you set up now to give yourself the stamina and support you need for the year ahead?

    Put your exams in context

    The academic focus of Year 12 is an obvious source of stress for many students. While this is natural, there are many things you can do to put all the assignments and assessments in context.

    Remember Year 12 should always be framed as preparing students for life after school. It is about working out where you want to go – be it further study or work – and then keeping open as many possible pathways to get you there.

    While students might have a particular career goal in mind, there are always many options and they don’t all hinge entirely on your ATAR.

    Know what the entrance requirements are for your preferred option (such as getting into a particular course at university), but also research other pathways if you don’t get your desired grades or preferences.

    There are always alternative ways into your dream course or field of study. A TAFE diploma can unlock entrance to a bachelor’s degree and a bachelor of arts can open entry into postgraduate law. Many universities also offer early entry schemes that don’t rely on Year 12 grades or ATAR rankings.

    Most of all, try to avoid thinking there is only one right path. It is about finding the right path for you at this point in time.

    Remember your ‘success’ this year does not hinge on your ATAR.

    Don’t study all the time

    While study is going to play a large role this year, it is important to make time for your mental, physical and emotional wellbeing. This will help give you stamina to face your study workload and the other demands of the year.

    For example, playing sport or making art can help to enhance cognition, reduce stress and improve self-confidence.

    Work out a schedule that allows time for study, rest and the things you enjoy. This could also include catch-ups with friends, walking your dog or cooking dinner with your family.

    Remember that it is recommended teenagers get 8-10 hours of sleep per day. If you don’t get enough sleep, it makes it harder to think, learn and regulate your emotions.

    And while it might be unpopular, it is also important to avoid excessive screen time. This can also help your sleep and decrease stress.

    Create habits that can make you less reactive to technology. For example, put your phone on “do not disturb” mode when you are studying, and try to avoid screens at least an hour before bed.

    If you’re feeling overwhelmed, don’t be afraid to ask for help.

    This may be from teachers or school guidance officers, or it may be from parents, older siblings or friends. Reach out to trusted people early if you are worried or anxious, and support your fellow Year 12s to do the same.

    Look for signs in yourself and others that could suggest at-risk mental health.

    This might be difficulty concentrating, inability to sleep or significant changes in mood and behaviour. Seeking help early can help avoid these issues escalating.

    The Northern Territory Police Force is calling for witnesses in relation to an assault that occurred in Muirhead this afternoon.

    At 3.05pm, police received reports of an alleged assault of an 11-year-old boy by an unknown male youth at the William Forest Park in Muirhead.

    The victim had been walking along Asche Street when he was allegedly followed by the offender riding a black two-wheel push scooter. As the victim entered the William Forest Park, the offender allegedly assaulted him, causing him to fall to the ground. The offender allegedly further assaulted him while on the ground, before the victim was able to get away and call for help.

    The offender subsequently fled the area on the scooter and remains outstanding.

    He is described as being of Aboriginal appearance, aged between 16-18 years old, about 5’10”, with a skinny build, wearing a long white and black dress with puffy hair.

    Detectives are currently investigating and urge anyone who witnessed the incident, or with CCTV footage or dash cam footage of the location between 2pm-3.30pm, to make contact on 131 444 and quote reference NTP2500009737.

    The famous monument of constructivism — the Rope Shop of the Krasny Gvozdilshchik Plant — has become the new building of the National Research University Higher School of Economics — Saint Petersburg. About four thousand students will study in the building on the 25th Line of Vasilievsky Island.

    The grand opening ceremony of the new building, timed to coincide with Russian Students’ Day, took place on Saturday, January 25. The event was attended by government officials, members of the HSE – St. Petersburg Board of Trustees, industrial partners, students and teachers. The symbolic red ribbon was cut by the Minister of Education of the Russian Federation Sergey Kravtsov, Vice-Governor of St. Petersburg Vladimir Knyaginin, Rector of HSE Nikita Anisimov and Director of HSE – St. Petersburg Anna Tyshetskaya.

    The new educational space “Rope Workshop” is more than 20 thousand square meters of modern classrooms, coworking spaces, rooms for practical and project work, museum and exhibition spaces. The building will accommodate students of the joint School of Informatics, Physics and Technology with VK, the School of Design, as well as educational programs in the areas of “Media Communications”, “Sociology”, “State and Municipal Administration”.

    “Today is a significant event not only for St. Petersburg, but for our entire country — the opening of the new building of the Higher School of Economics. I would like to thank the government of St. Petersburg for the attention paid to the city’s education system. Today, the Higher School of Economics is one of the leading Russian universities.     Part of the Rope Workshop space will be occupied by representative offices of industrial partners of the HSE St. Petersburg: VK, BIOCAD, t2, Yadro, 1C, Yandex, Gazprom Neft, Lesta Igri, RBC and others. The integration of the business environment into the educational process will allow students from the first year to work on real cases and tasks of leading Russian companies.

    As part of a strategic partnership with VK, a new School of Informatics, Physics and Technology will begin operating in 2025, where information systems developers, system architects, ML researchers and ML developers will be trained. The programs were designed under the guidance of leading experts from HSE – St. Petersburg and VK and will allow future specialists to gain relevant knowledge and practical business experience.

  • MIL-OSI Africa: South African telescope discovers a giant galaxy that’s 32 times bigger than Earth’s

    You may not know it, but right now there’s a huge cosmic rave party happening far, far above our heads. The chief party goers are known as supermassive black holes. These mysterious objects can have masses several million or billion times that of the Sun and are so dense that they warp space time around them.

    As far as astronomers know, all galaxies harbour a supermassive black hole at their very centres. In some galaxies, large amounts of interstellar gas are spiralling around the supermassive black hole and getting pulled in beyond the event horizon and essentially on to the black hole. This process creates a huge amount of friction and energy, which can cause the “rave” I’m talking about – releasing huge amounts of light at many different colours and frequencies across the electromagnetic spectrum.

    In some cases, the black hole will even spew jets of plasma, millions of light-years across intergalactic space. The plasma gas is so hot that it’s essentially a soup of electrons moving close to the speed of light. These plasma jets glow at radio frequencies, so they can be seen with a radio telescope and are, aptly, named radio galaxies. In a recent episode of the astronomy podcast The Cosmic Savannah, I likened their appearance to two glow sticks (the plasma jets) poking out of a ball of sticky tack (the galaxy). Astronomers hypothesise that the plasma jets keep expanding outwards as time passes, eventually growing so large that they become giant radio galaxies.

    Millions of normally sized radio galaxies are known to science. But by 2020 only about 800 giant radio galaxies had been found, nearly 50 years since they had been initially discovered. They were considered rare. However, a new generation of radio telescopes, including South Africa’s MeerKAT, have turned this idea on its head: in the past five years about 11,000 giants have been discovered.

    MeerKAT’s newest giant radio galaxy find is extraordinary. The plasma jets of this cosmic giant span 3.3 million light-years from end to end – over 32 times the size of the Milky Way. I’m one of the lead researchers who made the discovery. We’ve nicknamed it Inkathazo, meaning “trouble” in South Africa’s isiXhosa and isiZulu languages. That’s because it’s been a bit troublesome to understand the physics behind what’s going on with Inkathazo.

    This discovery has given us a unique opportunity to study giant radio galaxies. The findings challenge existing models and suggest that we don’t yet understand much of the complicated plasma physics at play in these extreme galaxies.

    Here comes ‘trouble’

    The MeerKAT telescope is located in the Karoo region of South Africa, is made up of 64 radio dishes and is operated and managed by the South African Radio Astronomy Observatory. It’s a precursor to the Square Kilometre Array, which will, when it commences science operations around 2028, be the world’s largest telescope.

    MeerKAT has already been pivotal in uncovering some of the hidden treasures of the southern sky since it was first commissioned in 2018.

    This is the third giant radio galaxy that my collaborators and I have discovered with MeerKAT in a relatively small patch of sky near the equator, around the size of five full moons, that astronomers refer to as the “COSMOS field”. We pointed MeerKAT at COSMOS during the early stages of the most advanced surveys of distant galaxies ever conducted: the International Gigahertz Tiered Extragalactic Exploration (MIGHTEE).

    The MIGHTEE team, a collaboration of astronomers from around the world, and I first published the discovery of the two other giant radio galaxies in COSMOS in 2021.

    We spotted Inkathazo more recently in my own MeerKAT follow-up observations of COSMOS, as well as in the full MIGHTEE survey.

    However, Inkathazo differs from its cosmic companions in several ways. It doesn’t have the same characteristics as many other giant radio galaxies. For example, the plasma jets have an unusual shape. Rather than extending straight across from end-to-end, one of the jets is bent.

    Additionally, Inkathazo lives at the very centre of a cluster of galaxies, rather than in relative isolation, which should make it difficult for the plasma jets to grow to such enormous sizes. Its location in a cluster raises questions about the role of environmental interactions in the formation and evolution of these giant galaxies.

    MeerKAT’s exceptional capabilities are helping us to unravel this cosmic conundrum. We’ve created some of the highest-resolution spectral maps ever made for giant radio galaxies. These maps track the age of the plasma across different parts of the galaxy, providing clues about the physical processes at work.

    The results revealed intriguing complexities in Inkathazo’s jets. Some electrons within the plasma jets receive unexpected boosts of energy. We think this may occur when the jets collide with hot gas in the voids between galaxies in a cluster. This gives us hints about what sort of plasma physics might be happening in these extreme parts of the Universe that we didn’t previously predict.

    A treasure trove

    The fact that we unveiled three giant radio galaxies by pointing MeerKAT at a single patch of sky suggests that there’s likely a huge treasure trove of these cosmic behemoths just waiting to be discovered in the southern sky. The telescope is incredibly powerful and it’s in a perfect location for this kind of research, so it’s ideally poised to uncover and learn more about giant radio galaxies in the years to come.

    You may not know it, but right now there’s a huge cosmic rave party happening far, far above our heads. The chief party goers are known as supermassive black holes. These mysterious objects can have masses several million or billion times that of the Sun and are so dense that they warp space time around them.

    As far as astronomers know, all galaxies harbour a supermassive black hole at their very centres. In some galaxies, large amounts of interstellar gas are spiralling around the supermassive black hole and getting pulled in beyond the event horizon and essentially on to the black hole. This process creates a huge amount of friction and energy, which can cause the “rave” I’m talking about – releasing huge amounts of light at many different colours and frequencies across the electromagnetic spectrum.

    In some cases, the black hole will even spew jets of plasma, millions of light-years across intergalactic space. The plasma gas is so hot that it’s essentially a soup of electrons moving close to the speed of light. These plasma jets glow at radio frequencies, so they can be seen with a radio telescope and are, aptly, named radio galaxies. In a recent episode of the astronomy podcast The Cosmic Savannah, I likened their appearance to two glow sticks (the plasma jets) poking out of a ball of sticky tack (the galaxy). Astronomers hypothesise that the plasma jets keep expanding outwards as time passes, eventually growing so large that they become giant radio galaxies.

    Millions of normally sized radio galaxies are known to science. But by 2020 only about 800 giant radio galaxies had been found, nearly 50 years since they had been initially discovered. They were considered rare. However, a new generation of radio telescopes, including South Africa’s MeerKAT, have turned this idea on its head: in the past five years about 11,000 giants have been discovered.

  • MIL-OSI China: ‘Detective Chinatown’ franchise marks 10th anniversary

    A banquet on Saturday marked the 10th anniversary of Chen Sicheng’s blockbuster “Detective Chinatown” franchise while also showcasing its latest installment, which is scheduled for release during the Spring Festival.

    Past and present cast and crew members gathered for the occasion, along with executives, investors and collaborators involved in the franchise. Among those in attendance were director Chen, the architect of the franchise, and its two most recognizable leading actors, Wang Baoqiang and Liu Haoran.

    The event was filled with emotional moments as stars and fans exchanged greetings and gifts in person and via video clips, posed for photos, and cut a giant birthday cake. Chen shed tears upon seeing a video montage with congratulations from overseas Chinese who may not return to China for the Chinese New Year but voiced their support for the franchise. “I believe they will have truly unique feelings when they see our new installment, ‘Detective Chinatown 1900,’” he said on stage.

    The banquet served as a culminating event to promote “Detective Chinatown 1900,” the fourth entry and prequel in the wildly successful franchise. The director emphasized the film’s focus on exploring the origins of Chinatown in San Francisco.

    “When we made this film, we needed to understand why Chinatown existed in the first place,” he said. “When we went back to its beginnings, we discovered that Chinatown was not created for glory, but because of humiliation. Although our film is set in 1900, this story remains meaningful and poignant for us today. I hope we always use history as a mirror and a warning, and I hope China remains strong and does not revert to the backward ways of the past. We should thank the contemporary era and remember the pain it brought us. We must continuously strive for self-improvement, for only through this can we persevere.”

    The new film also introduces a character played by Hong Kong legend Chow Yun-fat, who plays an influential figure in protecting Chinese immigrants and contributing to the establishment of Chinatown. Chen said he wrote the script with Chow in mind, tailoring the role for one of his idols.

    The filmmaker highlighted the 1:1 scale replica of San Francisco’s Chinatown, which was constructed for the film and features over 200 buildings of different styles. This project was completed in just seven months at Laoling Film Studio in Shandong province, with support from the local government and businesses. 

    “This is Chinese speed, and it has created a miracle in Chinese film history,” the filmmaker said. “Many actors, including foreign performers, were in awe when they walked onto the set. I want to thank so many people, but I especially want to thank this era, which gives us filmmakers the opportunity to achieve our dreams.”

    This replica of San Francisco’s Chinatown will open to the public during the Spring Festival, coinciding with the film’s release.

    Executives and distributors from competing film projects for the upcoming holiday season also attended the banquet. The presale box office for the six biggest movies has already surpassed 600 million yuan ($82 million) as of Sunday noon.

    “Let’s work in unity to boost China’s film market, set new records and bring confidence to our filmmakers and audiences,” Chen said.

    Looking at the familiar faces and new colleagues gathered, Chen remarked on the passage of time and the happiness it brings. “The past decade has been so interesting; it seems everything has changed, yet not much has changed. We are still here and working together.”

    Chow offered: “I hope you continue making ‘Detective Chinatown’ for the next 10, 20 and 30 years, and that I can still act in ‘Detective Chinatown’ when I’m 90.” His remarks drew enthusiastic cheers that echoed throughout the venue.

  • MIL-OSI China: Black box of S. Korea’s crashed plane stops recording after bird strike warning

    The black box of an airplane that crashed in South Korea’s southwestern airport late last month stopped recording just a minute after the warning of bird strike, the transport ministry said Saturday.

    The Ministry of Land, Infrastructure and Transport’s aviation railway accident investigation committee held a meeting with the bereaved families to disclose the analysis of the passenger jet’s flight data recorder (FDR) and cockpit voice recorder (CVR).

    The flight control tower warned the ill-fated plane of a possible bird strike just one minute before the jet’s FDR and CVR stopped recording simultaneously.

    Immediately before the discontinued recording, the plane’s power supply was believed to have been cut off as both of its engines collided with birds.

    One of the pilots declared a Mayday, caused by the bird strike, to the control tower during a go-around.

    The airport’s closed-circuit television (CCTV) footage showed that the airplane struck a flock of birds, while feathers and bloodstains of one of the country’s most common winter birds were found from both of the engines.

    On Dec. 29 last year, the passenger jet landed without heels, skidded off the runway and hit a concrete mound equipped with a localizer at the end of the runway at Muan International Airport, some 290 km southwest of the capital Seoul.

    The localizer refers to a part of the instrument landing system providing aircraft with runway centerline guidance.

    A total of 179 of the 181 people aboard the aircraft were confirmed dead. Only two were rescued.

  • MIL-OSI Global: Finding ‘Kape’: How Language Documentation helps us preserve an endangered language

    Shiyue Wu, a member of Francesco Perono Cacciafoco’s research team at Xi’an Jiaotong-Liverpool University (XJTLU), who is currently developing intensive fieldwork in Alor Island to document and preserve endangered languages, discovered and first documented Kape during a Language Documentation fieldwork in August 2024 and therefore actively contributed to this study.

    As of 2025, more than 7000 languages are spoken across the world. However, only about half of them are properly documented, leaving the rest at risk of disappearing.

    Globalisation has propelled languages such as English and Chinese into the mainstream, and they now dominate global communication.

    Parents today prefer their children learn widely-spoken languages. Meanwhile, indigenous languages, such as Copainalá Zoque in Mexico and Northern Ndebele in Zimbabwe, are not even consistently taught in schools.

    Indigenous people generally did not use writing for centuries and, therefore, their languages do not have ancient written records. This has contributed to their gradual disappearance.

    To prevent the loss of endangered languages, field linguists – or language documentarists – work to ensure that new generations have access to their cultural heritage. Their efforts reveal the vocabulary and structure of these languages and the stories and traditions embedded within them.

    My research team and I have spent over 13 years documenting endangered Papuan languages in Southeast and East Indonesia, particularly in the Alor-Pantar Archipelago, near Timor, and the Maluku Islands. One of our significant and very recent discoveries is Kape, a previously undocumented and neglected language spoken by small coastal communities in Central-Northern Alor.

    Not only is the discovery important for mapping the linguistic context of the island, but it also highlights the urgency of preserving endangered languages by employing Language Documentation methods.

    The discovery of Kape

    In August 2024, while working with our Abui consultants, Shiyue Wu, my Research Assistant at Xi’an Jiaotong-Liverpool University, discovered a previously-ignored, presumably undocumented Papuan language from Alor, ‘Kape’.

    At the time, she was gathering information about the names and locations of ritual altars known as ‘maasang’ in the Abui area, with assistance from our main consultant and several native speakers. In Central Alor, every village has a ‘maasang’.

    During conversations about the variants in altar names across Alor languages and Abui dialects, some speakers mentioned the name of the ‘maasang’ (‘mata’) in Kape—a language previously unrecorded and overlooked in linguistic documentation.

    ‘Kape’ translates to ‘rope’, symbolising how the language connects its speakers across the island, from the mountains to the sea. Geographically and linguistically, it is associated with Kabola in the east and Abui and Kamang in Central Alor.

    At this stage, it is unclear whether Kape is a distinct language or a dialect of Kamang, as the two are mutually intelligible. Much of Kape’s basic lexicon (the collection of words in one language), indeed, shares cognates (related words among languages) with Kamang.

    However, Kape is spoken as the primary (native) language by the whole Kape ethnic group of Alor, and the speakers consider themselves an independent linguistic and ethnic community. This could serve as an element for regarding Kape as a language.

    Kape also shows connections with Suboo, Tiyei, and Adang, other Papuan languages from Alor Island. The speakers, known as ‘Kafel’ in Abui, are multilingual, fluent, to some extent, in Kape, Kamang, Bahasa Indonesia, Alor Malay, and, sometimes, Abui.

    So far, no historical records have been found for Kape, though archival research may reveal more about its origins. Based on its typology and lexical characteristics, Kape appears as ancient as other languages spoken in Alor. Like many Papuan languages, it is critically endangered and requires urgent documentation to preserve its legacy.

    Documenting languages: An ongoing challenge

    Language Documentation aims to reconstruct the unwritten history of indigenous peoples and to guarantee the future of their cultures and languages. This is accomplished by preserving endangered, scarcely documented or entirely undocumented languages in disadvantaged and remote areas.

    External sources, like diaries by missionaries and documentation produced by colonisers, can help reconstruct some historical events. However, they are insufficient for providing reliable linguistic data since the authors were not linguists.

    My research team and I document endangered languages, starting with their lexicon and grammar. Eventually, we also explore the ancient traditions and ancestral wisdom of the native speakers we work with.

    We have contributed to the documentation of several Papuan languages from Alor Island, especially Abui, Kula, and Sawila. These languages are spoken among small, sometimes dispersed communities of indigenous peoples belonging to different but related ethnic clusters.

    They communicate with each other mostly in Bahasa Indonesia and Alor Malay. This is because their local languages are almost never taught in schools and are rarely used outside their groups.

    Over time, in addition to documenting their lexicons and grammars, we worked to reconstruct their place-names and landscape names, oral traditions, foundation myths, ancestral legends and the names of plants and trees they use.

    We also explored their traditional medical practices and local ethnobotany, along with their musical culture and number systems.

    Safeguarding Kape is not just linguistically relevant. Its preservation and documentation are not just about attesting its existence – they also contribute to revitalising the language, keeping it alive, and allowing the local community to rediscover its history, knowledge, and traditions to pass down to the next generations.

    This journey has just begun, but my team and I – with the indispensable collaboration from our local consultants and native speakers – are prepared to go all the way towards its completion.
