  • MIL-OSI Asia-Pac: Shanghai Xuhui Chiangqiao Jiangnan Silk and Bamboo Ensemble to make Hong Kong debut at Chinese Culture Festival 2025 in August (with photos)

Source: Hong Kong Government special administrative region

The Chinese Culture Festival (CCF) 2025, organised by the Leisure and Cultural Services Department (LCSD), has invited the Shanghai Xuhui Chiangqiao Jiangnan Silk and Bamboo Ensemble (the ensemble) to make its Hong Kong debut and stage two concerts in early August. As a representative inheritor organisation of the Intangible Cultural Heritage of Shanghai Municipality, the ensemble’s three representative inheritors of Jiangnan silk and bamboo, along with young professional musicians, will perform a selection of classical pieces from the “Eight Masterpieces of Silk and Bamboo Music” (“Eight Masterpieces”) and other famous compositions. Through century-old string and wind music, they will evoke the authentic cultural essence of the Jiangnan region.

Jiangnan silk and bamboo music is a traditional form of ensemble music popular in the southern Jiangsu, western Zhejiang and Shanghai regions, featuring Chinese string (silk) and wind (bamboo) instruments, such as erhu, yangqin, pipa, sanxian, dizi and sheng. It was inscribed on the first list of Intangible Cultural Heritage at the National Level in 2006. Its artistic style is characterised by qualities including delicacy, lightness, finesse and elegance. With diverse variation techniques such as “slowing down” (expanding the original melody’s rhythm and phrasing) and “ornamentation” (inserting new ornamental notes into the melody), complemented by synergy among the musicians and improvisation, the music presents a fascinating kaleidoscope of sound. The repertoire of Jiangnan silk and bamboo music is vast, with the “Eight Masterpieces” being the most representative of the works.

Zhou Feng (dizi) and Liu Yuehua (erhu), the representative inheritors of Jiangnan silk and bamboo of Shanghai Municipality, and Mi Peirong (yangqin), representative inheritor of Jiangnan silk and bamboo of Xuhui District, together with accomplished performers of sheng, pipa and sanxian will present two concerts featuring compositions from the “Eight Masterpieces”, including “Song of Joy”, “Sanliu” and “Zhonghua Liuban” as well as famous silk and bamboo classics “Song of the Warm Southerly Breeze” and “Song of Yang Ba”. Furthermore, each concert will feature distinctive selections: the first concert will present “Man Liuban” and “Festival March” from the “Eight Masterpieces”, along with the celebrated silk and bamboo piece “Rainbow Skirt Song”. The second concert will feature “Cloud Celebration” and “Best Wishes” from the “Eight Masterpieces”, as well as the beloved “Moonlight on the Spring River”.

The Shanghai Xuhui Chiangqiao Jiangnan Silk and Bamboo Ensemble is dedicated to safeguarding and passing on traditional Jiangnan silk and bamboo music in its pristine form. The ensemble’s members have inherited their musical heritage from previous generations in the family, with decades of performing experience and deep mastery of traditional playing techniques of the musical art form. In 2024, the ensemble was recognised as being among the seventh batch of representative inheritor organisations of the Intangible Cultural Heritage of Shanghai Municipality.

The first concert by the Shanghai Xuhui Chiangqiao Jiangnan Silk and Bamboo Ensemble will be held at 8pm on August 2 (Saturday) at the Theatre of Ngau Chi Wan Civic Centre. The second concert will be held at 8pm on August 3 (Sunday) at the Theatre of Sheung Wan Civic Centre. Tickets priced at $220 and $280 are now available at URBTIX (www.urbtix.hk). Group booking discounts and package booking discounts are available for purchasing selected CCF stage programmes, the “Chinese Opera Film Shows” of the Chinese Opera Festival (COF) 2025 and the “Legacy and Vision: Conversations with Chinese Cultural Masters” lecture. For telephone bookings, please call 3166 1288. For programme enquiries and concessionary schemes, please call 2268 7321 or visit www.ccf.gov.hk/en/programme/concert-by-shanghai-xuhui-chiangqiao-jiangnan-silk-and-bamboo-ensemble.

A pre-concert talk entitled “Pure Melodies of Silk Strings: The Elegant Sounds of Jiangnan’s Silk and Bamboo Music” (in Putonghua) will be held at 7pm on August 3 (Sunday) at the Lecture Hall of Sheung Wan Civic Centre. The speakers include Shanghai Conservatory of Music Professor Xiao Mei and Shanghai Normal University Music College Associate Professor Li Ya. They will discuss the development and inheritance of Jiangnan silk and bamboo music and explore the principles of improvisation, guiding audiences to discover its charm and cultural connotations. Admission is free. Limited seats are available on a first-come, first-served basis.

The CCF, presented by the Culture, Sports and Tourism Bureau and organised by the Chinese Culture Promotion Office under the LCSD, aims to promote Chinese culture and enhance the public’s national identity and cultural confidence. It also aims to attract top-notch artists and arts groups from the Mainland and other parts of the world for exchanges in Chinese arts and culture. The CCF 2025 is held from June to September. Through different performing arts programmes in various forms and related extension activities, including selected programmes of the COF, “Tan Dun WE-Festival”, film screenings, exhibitions, as well as community and school activities and more, the festival provides members of the public and visitors with more opportunities to enjoy distinctive programmes that showcase fine traditional Chinese culture, thereby facilitating patriotic education and contributing to the inheritance, transformation and development of traditional Chinese culture in Hong Kong. • Early and late-night connections offer greater flexibility for residents, commuters and visitors
    • Increased frequency for school holidays and summer season

From Sunday 20 July, the first bus will leave each Park and Ride site at 5.30am. The new timings will allow shift workers and those catching early trains to use the Park and Ride, which costs just £3.90 for an adult return. For example for residents travelling out of York, five of the six sites directly serve York railway station and the first service will arrive at the station by 5.45am – Rawcliffe (2/2A), Monks Cross (9), Designer Outlet (7), Poppleton (59) and Askham Bar (3). The remaining one, Grimston (8), serves Piccadilly, in the city centre.

In the evening, the last services will leave the city centre at 10.30pm, bringing all sites up to the same time for the first and last bus.

The timings extension is being funded by York’s Bus Service Improvement Plan, supported by the Department for Transport.

Cllr Kate Ravilious, Executive Member for Transport at City of York Council, said:

“Residents, commuters and visitors have asked us to run the Park and Ride earlier in the morning and later into the evening, and we’re delighted to confirm these extended hours will start from 20 July.

“Whether you’re catching an early morning train, finishing an overnight shift or enjoying a night out in York, this expansion is part of our commitment to giving people more travel options and making York a cleaner, more affordable and more sustainable city.

“The six Park and Ride sites cover every corner of York and with up to three children traveling free with a paying adult, offers an excellent alternative to driving in to York. They also make an invaluable contribution to reducing congestion across our city. We’ve also recently unveiled plans to open up two sites for overnight parking and will be announcing the next steps on these shortly.”

Andy Cullen, Managing Director of First Bus North & West Yorkshire, said:

“This will help commuters and shift workers with connections to train services at the very start and end of the day.

“The extension of services into the late evening will also be a real boost for visitors to York’s leisure and entertainment venues, as well as supporting the hospitality sector.

“It reflects our continued commitment to work in partnership with City of York Council to build the Park and Ride network for the benefit of local people and visitors to help grow the city’s economy.”

David Skaith, the Mayor of York and North Yorkshire, said:

“For too long, public transport hasn’t always worked for everyone, especially those with early starts or late finishes.

“For the first time all of York’s Park and Ride sites will operate on a single, consistent timetable from 5.30am right up until 10.30pm. It’s the kind of public transport our region deserves.

“We’re putting passengers first, with more affordable and greener journeys that everyone can benefit from – from shift workers and commuters to those enjoying the city’s night life.”

Local Transport Minister, Simon Lightwood, said:

“When public transport is affordable and reliable, it transforms lives—helping people get to work, attend medical appointments, access opportunities and stay connected with their community.

“I’m delighted that Mayor Skaith is already delivering major improvements with our £12 million investment and moving ahead with their plans to bring buses under local control.

“From cheaper fares to extended Park & Ride hours, these changes are kickstarting a bus revolution that drives economic growth and ensures people have proper access to jobs and opportunities, as we deliver the Plan for Change.”

Sarah Loftus, Managing Director of Make It York, said:

“York Park and Ride is a vital link in supporting our hospitality and tourism sectors, making it easier and more affordable for everyone to access the city centre, this helps all businesses to recruit and retain talent.

“The new operating hours of York Park and Ride improves accessibility for everyone, offering a reliable and inclusive transport option.

“For visitors, it’s a convenient way to explore the wider city, stay longer and enjoy more of what York has to offer, and these longer running hours will offer a real boost to our local economy.”

First Bus is also introducing more frequency on the Park and Ride network to support anticipated demand during the school holidays and summer tourism season.

From Sunday 20 July until 7 September, additional buses will operate Monday-Friday on all services and also Saturdays on routes 7 and 8. Normal timetables will run on Sundays.

With just 50 days to go until Sunderland hosts the opening match of the Women’s Rugby World Cup 2025, more details have been released of exciting plans for the opening weekend.

England’s Red Roses take on the USA at the Stadium of Light on the evening of Friday, 22 August in what promises to be a thrilling opener to the biggest Women’s Rugby World Cup tournament in history.

Sunderland City Council is hoping to create a carnival atmosphere in the city in the build up to the big game with more than 150 colourful flags and banners adding to the party atmosphere in the city centre as well as live music, a fan parade to the stadium and fireworks post match, with the celebrations continuing into the Saturday.

The build up to the spectacular opening weekend celebrations get underway at 4pm on Thursday 21 August with the opening of the Fan Village in Keel Square in the heart of the city centre a short walk from the Stadium of Light, featuring a line up of female led musicians through until 10pm that night.

There will also be additional seating and a bar at nearby Keel Edge along with a rugby themed immersive and interactive light installation.

On match day itself, the Fan Village is open from 9am, offering food, drink, and rugby-themed activities including pass speed and accuracy challenges, jump height tests, and a reaction wall, making it the perfect hub for fans to gather before and after the big match.

Visitors to the Fan Village can also look forward to live music throughout the day with tribute performances from Rock DJ, Mac Busted, Re-Take That and Royal Rhapsody, as well as interactive walkabout characters, ahead of a fan parade leading fans to the stadium for the match.

Following the big match, the day will end with a spectacular firework display over the river.

Celebrations continue on Saturday, 23 August, as Sunniside Market relocates to Keel Square for a day-long festival of local talent and creativity. With music, entertainment and family-friendly activities there will be something for everyone to enjoy.

    Attractions on the day include:

    • Circurama’s circus workshops and performances
    • Victoria Armstrong’s interactive bubble act

“This is the biggest ever Women’s Rugby World Cup tournament and it’s a proud moment for our city to be hosting the opener for such a prestigious event.

“It’s also a brilliant opportunity to showcase Sunderland on the international stage and one which is set to provide an estimated £20m economic boost to the region.”

Councillor Beth Jones Sunderland City Council’s Cabinet Member for Communities, Culture and Tourism, added: “The opening weekend of the tournament is going to be really exciting and we’re looking forward to creating a real party atmosphere in the city.

So I’d urge anyone who hasn’t already got a ticket for the opening match to get one while they’re still available.”

  • MIL-OSI China: China’s grassroots ‘World Cup’ ignites football frenzy

Source: People’s Republic of China – State Council News

Players of Yangzhou greet supporters after winning the third round match against Changzhou at the 2025 Jiangsu Football City League (JSCL) in Changzhou, May 31, 2025. (Xinhua)

Those eager to catch a glimpse of next year’s FIFA World Cup magic a little early may want to head to eastern China’s Jiangsu Province, where an amateur football league is offering an unlikely but extraordinary alternative.

With a cheeky nod to both the English Premier League and the Chinese Super League, the Su Super League, or the Jiangsu Football City League, features a seven-month, 85-match grassroots showdown between 13 cities, packed with local pride, derby drama and an atmosphere that is nothing short of electric.

The league has taken China by storm, even eclipsing the domestic buzz surrounding the 2025 FIFA Club World Cup. On June 29, 43,617 fans packed into the stands to watch Suzhou take on Yangzhou, a crowd even larger than the average attendance of Italy’s Serie A last year.

And that might just be the warm-up. The upcoming July 5 clash between Suzhou and Nanjing, moved to a stadium with over 60,000 seats, is expected to set a new attendance record. Ticket demand has been so wild that hundreds of thousands have scrambled online just for a shot at entry.

Since its May 10 kick-off, the league had racked up a jaw-dropping 11 billion views on Chinese short video platforms by June 21, according to Jiangsu’s statistical authorities. That’s not a typo – billion with a “B.”

Despite China’s struggles on the international football stage, the passion for the sport runs deep at home. And the Su Super League is a living proof. Unlike its professional counterparts, the league’s players come from everyday backgrounds like students, office workers and repairmen.

But they deliver no fewer spectacles on the pitch. In that June 29 match, Suzhou scored just one minute and 18 seconds into the game, setting a league record for the fastest goal. The scorer was a 17-year-old high schooler who netted twice more in the second half, leading his team to victory.

Even in defeat, the league finds its heroes. Changzhou, a team yet to register a win in five games, has become a fan favorite for their fight, grit and refusal to give in. Fans flood social media with affectionate memes, and the team’s underdog charm has sparked a local tourism and spending boom.

“We never used to watch football,” said Xu Huaiyu, a housewife from Changzhou. “Now our whole family gathers for every match and cheers for our home team!”

On weekends, the league streams across more than 20 platforms. According to Jiangsu TV, the past weekend’s locally televised broadcasts alone pulled in a combined audience of 83.7 million viewers.

The fever is just as real offline. Bars, plazas and even cinemas across Jiangsu have seen surging crowds for public viewings – scenes typically reserved for the World Cup.

In Nantong, 34 viewing spots in parks and commercial districts have become makeshift stadiums, filled with chants and applause. In Wuxi, outdoor screens and football-themed night markets serve up beer, barbecue and 90 minutes of grassroots glory under the stars.

“The phenomenon reflects people’s rising enthusiasm for diverse, mass-participation sports events,” said Li Chao, a spokesperson of China’s National Development and Reform Commission. “It also reveals the immense potential for growth in China’s sports, cultural and tourism industries.”

Suzhou has gone all in. More than 100 local restaurants, malls and scenic spots are offering discounts to traveling fans. Match ticket holders and visitors from opposing cities can enjoy free entry to over 40 attractions across the city.

In Nantong, the economic impact is already measurable. On a recent home game Sunday, the city welcomed over 730,000 visitors and generated 420 million yuan (around 58 million U.S. dollars) in tourism revenue, a 44.5 percent and 52.3 percent jump year-over-year, respectively.

A Jiangsu statistical department’s recent survey of over 3,000 local residents found that nearly 59 percent plan to increase household spending on sports this year – be it gear, training or participation – thanks to the league’s influence.

“The Su Super League has broken through the walls of traditional competitive sports,” said Ding Xiang, associate professor at Nanjing University. “It’s creating a culture where everyone can talk football, watch football and be part of the experience,” he said. “It’s much like the World Cup at street level, with a ripple effect on diverse consumer behavior.”

Multiple Jiangsu cities have already moved to capitalize, listing the league as a strategic economic priority for the second half of 2025. At a recent provincial briefing, Jiangsu Governor Xu Kunlin urged officials to “fully leverage the league to drive integration of culture, tourism, sports and commerce, and spark a consumption-led economy.”

Beyond economic gains, the league is casting new light on youth development. Powerhouse teams like Nantong, who have netted 12 goals in four matches, are largely made up of players from local youth academies. The city has already made football part of high school entrance assessments and boasts over 240 national-level school football programs.

Even Changzhou, winless but undaunted, is stepping up. The city is preparing a new three-year action plan to expand its youth training system and bring football further into schools.

In March, German football giants Borussia Dortmund opened a youth training base in Changzhou. Bundesliga-level coaches now train local PE teachers and run regular sessions for students, embedding a global football philosophy into local roots.

“The Su Super League reminds us of football’s raw passion and purity,” said Bai Yufei, professor at Beijing Sport University. “It’s getting longtime fans even more excited, and it’s bringing new ones into the game. That’s how you grow the sport at the grassroots level.”

In accordance with the arrangements reached, a Multifunctional Cultural Center will be built in the village of Tas-Yuryakh, Mirny District, using the Company’s funds. The complex will include a village culture center, a library, a post office, an assembly hall and a gym.

In 2023, Taas-Yuryakh Neftegazodobycha (part of Rosneft), supported the establishment of a Growth Point center for industry-specific and digital education at the school of Tas-Yuryakh village – the rooms for robotics, 3D modeling, and the school press center were renovated. The school was provided with a TV studio, a language laboratory, and a local history museum that features an exhibition and educational exposition.

Rosneft pays great attention to supporting educational, social, cultural and enlightenment projects in the Republic. According to the Cooperation Agreement signed between the Company and the Government of the region in 2015, major joint projects are being implemented.

  • MIL-OSI Africa: Zimbabwe: Arbitrary detention of journalist an assault on freedom of expression

    Source: APO

    .

Responding to the arrest and detention of Faith Zaba, editor of the weekly Zimbabwe Independent, on allegations of undermining the authority of or insulting the country’s President Emmerson Mnangagwa, Khanyo Farisè, Amnesty International’s Senior Researcher in East and Southern Africa, said:

“Amnesty International strongly condemns the arrest and detention of Faith Zaba for exercising her constitutionally guaranteed rights as a journalist. This is an assault on the right to freedom of expression and press freedom.

“Zimbabwean authorities must immediately release Faith Zaba and drop all charges against her as she is detained simply for doing her job. Journalism is not a crime. Authorities must allow journalists to carry out their work freely, safely and without fear of harassment, intimidation or reprisals.

“The arrest of journalists such as Zaba, and her colleague Blessed Mhlanga who was arbitrarily detained earlier this year simply for doing their job, are part of an ongoing pattern in which the criminal justice system is being misused to target independent media voices to instill fear and curb press freedom.

“These tactics pose a significant threat to a free media in Zimbabwe and the public’s right to information. Authorities must end the growing restriction on civic space in the country and allow everyone to freely exercise their human rights.”

    Background

Faith Zaba was arrested on 1 July and detained in Harare on allegations of undermining the authority of or insulting the President. According to her lawyer, Chris Mhike, the charge relates to a satirical article published in the weekly’s Muckraker column last Friday. Her bail application has been postponed to 3 July, pending a review of her medical record due to her ill health. Zaba’s arrest comes after the recent arrest and lengthy detention of another journalist from the same outlet, Alpha Media House’s head of news at HSTV, Blessed Mhlanga, who spent 72 days in pretrial detention.

  • Four dead, 30 missing after ferry sinks near Indonesia’s Bali

    Source: Government of India

    Source: Government of India (4)

Four people died, 30 were missing and 31 survived after a ferry carrying 65 people sank near the Indonesian island of Bali, the country’s Search and Rescue agency said on Thursday, as rescuers raced to find victims in the rough sea.

The KMP Tunu Pratama Jaya sank almost half an hour after leaving East Java province’s Banyuwangi port on its way to Bali late on Wednesday, the agency said on Thursday.

The boat was carrying 53 passengers and 12 crew members, as well as 22 vehicles, the agency said.

A search for the missing is underway although it is being hampered by strong currents and winds, the agency said, adding it had deployed a helicopter to the location and 13 underwater rescuers.

Video provided by the national rescue agency Basarnas showed what appeared to be the body of one person being carried to shore from a fishing boat in calm seas.

There has been no official statement on the nationalities of the passengers, but a manifest list broadcast by news channel MetroTV indicated there were no foreigners on board.

Ferries are a common mode of transport in Indonesia, an archipelago of more than 17,000 islands, and accidents are common as lax safety standards often allow vessels to be overloaded without adequate life-saving equipment.

A small ferry capsized in 2023 near Indonesia’s Sulawesi island, killing at least 15 people.

  • MIL-OSI Australia: Interview – TODAY with Karl Stefanovic and Jayne Azzopardi

    Source: Murray Darling Basin Authority

KARL STEFANOVIC: Well, the crisis gripping Australia’s child care sector is deepening, with a second man charged in connection to an abuse investigation that led to the arrest of a Melbourne worker.

JAYNE AZZOPARDI: The Victorian Government has announced a major crackdown which will include a phone ban inside centres. But action is needed at a national level and it is needed now. So, for more on this, we’re bringing in Federal Education Minister Jason Clare. Minister, good morning to you. You revealed yesterday that you actually know a family that has been impacted by all of this. How are they doing?

JASON CLARE, MINISTER FOR EDUCATION: One of my best friend’s daughters is caught up in this. Two of her little girls. She’s burning with rage, as you would expect her to be, and we’ve spoken a bit over the last 48 hours. She’s angry, she’s confused, she’s feeling all of the guilt and shame and anger that any mum or dad would be feeling when you get that notification. And she’s grappling with what she needs to do now to make sure that her girls are safe.

This is sickening and it’s serious. It’s not the sort of stuff we like to talk about on breakfast TV. But people can’t turn away. We’ve got to act here. There’s steps that we’ve already taken, but not enough and not fast enough. One of the things that I will do as the Minister for Education, is, when the Parliament returns later this month, introduce legislation that will cut off funding to child care centres that aren’t meeting our safety standards or our quality standards. If they’re repeat offenders, if they’re not meeting the sort of safety standards that we meet, that we need and we demand as a country, then we’ve got to cut off their funding. That’s the big weapon that the Commonwealth Government has to wield here.

STEFANOVIC: I’ll circle back to some of those things in a second. This is such a difficult case, right, and it’s difficult too, because there’s a running narrative on the side of this and they’re just charges. But there are so many families affected and, you know, one. And I was just thinking about this the other day. Jayne has kids as well, and I was just going, if that was me, I don’t know what I’d do, but I’d be baying for blood. So, to try and wrestle all those emotions around this is incredibly difficult.

CLARE: And she is. She is. Look, it’s impossible to put yourself in that position until you’re there. I’ve got a sense of it because of the fact that it’s one of my best friends. And these are allegations put aside this individual case. There was an individual that was arrested, charged and convicted with serious acts. Australia’s worst serial paedophile was arrested for actions in child care centres in Queensland a couple of years ago. It’s what prompted me to conduct a child safety review. It’s what’s prompted the actions on mobile phones in centres, as well as mandatory reporting. But it’s also the reason why we’ve got to go further, whether that’s a national register of workers in centres or the sort of action that’s now being taken in NSW and in Victoria around CCTV. Or for that matter, the action that I will take as Minister to introduce that legislation to cut funding to centres that aren’t up to scratch. The fact is that about 70 per cent of the funding that runs the centre comes from Australian taxpayers, comes from the Commonwealth Government through the child care subsidy. It’s what makes these centres work. And if they’re not working in the interest of our kids, then we’ve got to have the power to be able to cut that funding off.

AZZOPARDI: Minister, as a dad yourself, who would be personally paying child care centres, as we do, to look after our children and to have the expectation that they are going to be not only safe, but nurtured and nourished, do you think your Government has done enough here?

CLARE: The honest answer is no, of course we haven’t. We haven’t done enough and we haven’t done it fast enough.

You’re right. One of my little guys is in child care right now. Can I use this opportunity to say thank you to all of the extraordinary child care workers, early educators across the country. They’re as angry as I am, as my friend is right now. I remember the day that we told my big guy, my 8 year old, that Louise was pregnant with his little brother. The first thing he said when we told him that he was going to be a big brother is, “I can’t wait to tell Kelly.” And Kelly is the woman that looked after him when he was in early education and care. And that reminds me that that special bond and connection that our children have with our educators. This is an essential service for mums and dads to help them get back to work. But it’s much more than that for our kids. It helps them to get ready for school, it helps them to get ready for life. Every educator out there that’s seeing this is angry and furious as well. And the responsibility rests with me as well as every other educator in the country to make sure that we make our centres safer than they are today. Not enough’s been done, more needs to be done.

STEFANOVIC: We had a lady on just about half an hour ago saying the men at these child care centres should be banned. There are going to be all sorts of people wanting certain reforms, some of them easily done, some of them not. So, is that something that you would consider?

CLARE: I don’t think that’s going to be the solution here. Have a look at the Four Corners exposé from earlier this year that Adele Ferguson led on. That showed abuse in our child care centres and neglect in our centres, and they weren’t blokes. We’ve had a Royal Commission, we’ve had the child care safety review that I led. We’ve got recommendations there around registers and CCTV and legislation. We know what we need to do, Karl. Now, the obligation on us is to get busy and implement these recommendations.

STEFANOVIC: So, what’s stopping you? And I know you’re a really hardworking guy. I know you deeply feel this story, you raised the Four Corners story. When that happened, we all said, let’s change it, let’s install these reforms and let’s protect our kids. Nothing happened. So, what’s it going to be?

CLARE: People watching aren’t interested in bloody excuses, they’re interested in action. When we got the Four Corners Report, we said we’d introduce that legislation and that’s what I’ll do when Parliament returns. The New South Wales Government also commissioned the former Deputy Ombudsman to do a review. We got that report last week and the former Deputy Ombudsman briefed Education Ministers on Friday. That’s where CCTV reform’s coming from. That’s where increasing penalties and more information for parents is coming from. We’ve got to bring all of these recommendations together. That’s happening now and we’ve got to actually do the work, we’ve got to implement them.

AZZOPARDI: So, when parents who are watching now, what can you tell them? When will this all be in place?

CLARE: Number one, there’s already action being taken on mobile phones. But more action will happen in September when regulations come into effect. Legislation will be introduced into the Federal Parliament when Parliament returns in the first sitting fortnight. And as I said, that’s about cutting off funding to bad actors, to people that aren’t up to scratch when it comes to the safety of our kids. And Early Education Ministers will meet again next month on the next stage of reform.

There’s another part to this as well, Jane, and that’s the Working With Children Checks. Not enough has been done to make sure that they work in the interest of our kids. They’re not a silver bullet because a lot of these offenders haven’t got a criminal record. So, they’re not caught by the system. But the Attorney-General has said yesterday that Attorney-Generals across the country will meet next month to make sure they work better, that there’s exchange of information, but that they’re also updated in near real-time. And Victoria and New South Wales have also announced a package of reforms. I strongly back that. We want to see that rolled out right across the country.

STEFANOVIC: I know your pain will help motivate you to get this done. It needs to be done, pronto. There’s so much, so much at stake. Jason, thank you. And a reminder, a dedicated advice line for parents impacted in Melbourne has been established. You can call 1800 791 241. Just still rattled by all that story.

    AZZOPARDI: Completely. Completely.

  • MIL-OSI Russia: Almost 900 events took place at the Teatralny Boulevard venues in a month

    Translation. Region: Russian Federal

Source: Moscow Government – Government of Moscow –

During the first month of work, almost 900 events took place at the venues of the International Open Festival “Teatralny Bulvar”. This was reported by the Minister of the Government of Moscow, the head of the capital’s Department of Culture Alexey Fursin.

“During the first month of the festival, city residents and guests visited 850 events, 350 of which were performances. And 500 master classes and creative laboratories gave viewers the opportunity to try themselves in the roles of actors and directors. The total duration of productions and interactive activities exceeded a thousand hours. We are especially grateful to our viewers for their activity and constant full houses at the venues even in cool and inclement weather. Based on the results of the first month, we decided to expand the program of “Teatralny Boulevard”, – said Alexey Fursin.

Dozens of directions and performances for all ages

According to the head of the Moscow Department of Culture, a new chamber stage of the festival opened on Patriarch’s Ponds on July 1, where about 100 theatrical performances will take place until the end of the summer. In addition, due to the high interest of viewers in the events in the amphitheater of the Polytech Museum Park, it was decided to extend its work until August 31. Viewers will see about 50 more performances.

The genre diversity of the festival includes dozens of directions – you can see from classical drama, musical productions, puppet theater performances and circus performances to experimental formats like productions of the theater of taste and plastic theater. Special programs dedicated to memorable dates, including Russia Day, A. Pushkin’s birthday and the Day of Remembrance and Sorrow, added depth and significance to the festival.

“Teatralny Bulvar” united groups from different parts of the country, from the Kaliningrad region to the Altai region. Among them, for example, are artists from the St. Petersburg Theater on Vasilievsky, the Perm “Teatr-Teatr”, the Yaroslavl Drama Theater named after F. Volkov.

Famous artists performed at the opening of the festival. For example, Andrey Merzlikin and Darya Moroz played in the amphitheater of the Polytech Museum Park. Anton Shagin and Alexander Oleshko could be seen on Chistoprudny Boulevard. Vadim Vernik transferred his popular television format to the acting studio opened as part of the Teatralny Boulevard. In June, such recognized stage masters as Mikhail Troynik, Vladimir Steklov, Alexander Dergachev and Yaroslav Chinarev became its guests. Meetings with them gave viewers the opportunity to delve deeper into the profession and see the seamy side of the acting craft.

Children’s and family events are now held not only on the boulevards, but also on the main stages of the festival. This has increased the accessibility of the performing arts for all generations. In addition, in July, the “Family Conversations” section will begin working, and “Theater Boulevard” will present the stories of acting dynasties in a unique format. Its heroes will be Konstantin and Polina Raikin, Yulia and Anna Peresild, Igor and Grigory Vernik. • MIL-OSI USA: Here’s how President Trump’s tax cuts for the ultra-rich will hurt YOU

Source: US State of California Governor

    Jul 2, 2025

SACRAMENTO – As House Republicans vote on the measure as soon as tonight, President Trump’s “big beautiful” national debt-adding bill is a massive tax break for the wealthiest Americans, at the cost of programs and services used by everyday families. It gives tax breaks to the ultra-rich, balloons our national debt, and guts programs that most Americans depend on – including health care, food assistance, and public safety programs. Allow us to demonstrate:

    A plan for the ultra-rich

Starting in 2029, those making $30,000 a year or less would see a tax increase, while the top 0.1 percent would get a $309,000 tax cut, on average – an annual tax break that is more than three times what the typical American household earns in an entire year.

Oh, and the “no taxes on tips” program that Trump keeps raving about? Many workers will see little to no benefit. The program for tipped workers is temporary, expiring in 2028, meanwhile the tax cut for the ultra-wealthy is permanent. By 2029, those earning less than $30,000 a year will see their taxes increase, on average. These same families will also be harmed by cuts to health care and food assistance.

Here’s how Trump’s plan will hurt you

This bill is a complete betrayal of Americans by the Trump administration. Not only does it cut programs for families trying to make ends meet, but decimates middle-class opportunities – including health care and children’s access to college.

    Eliminates American taxpayer jobs

    • Puts 686,000 California jobs at risk, through the elimination of the Inflation Reduction Act’s clean energy tax credits. NABTU says that if enacted, “this stands to be the biggest job-killing bill in the history of this country.”

Significantly cuts critical family support programs

    • More than $28.4 billion slashed in federal Medicaid funding to California – increasing medical debt and jeopardizing health care providers’ ability to keep their doors open.
    • More than 11 million newly uninsured for health care nationally.
    • Roughly 17 million people would lose coverage and become uninsured by 2034 due to various Medicaid reductions and the exclusion of enhanced premium subsidies.
    • Cuts necessary food assistance for people for 3 million people nationwide in need of quality nutrition and food.
    • Establishes a tax hike for parents who pay for child care.
    • Rural hospitals across the state are likely to see care offered cut or doors closed entirely.

    Defunds public safety

    • $646 million from the Federal Emergency Management Agency (FEMA) for violence and terrorism prevention.
    • $545 million from the Federal Bureau of Investigation (FBI), cutting its workforce by more than 2,000 personnel and reducing its capacity to keep criminals off the street.
    • $491 million from the Cybersecurity and Infrastructure Security Agency (CISA), making our cyber and physical infrastructure more vulnerable to attack.
    • $468 million from the Bureau of Alcohol, Tobacco, and Firearms (ATF), greatly reducing its ability to crack down on firearm trafficking and reduce gun violence.
    • $212 million from the Drug Enforcement Administration (DEA), greatly reducing its capacity to help state and local law enforcement and weakening efforts to fight international drug smuggling impacting the United States.
    • $107 million from Bureau of Indian Affairs (BIA) Public Safety and Justice, exacerbating current understaffing and making tribal communities less safe.

    Endangers wildfire-prone communities

    • Cuts wildfire prevention programs like – raking the forests, forest management services – and eliminates personnel hired to fight wildfires.

    Defunds Planned Parenthood

    • Defunds Planned Parenthood – essentially creating a backdoor abortion ban – that could put health care for 1.1 million patients at risk and force nearly 200 health centers to close, mostly in states where abortion is legal.

    Unfairly targets green vehicles

    • Creates penalties for families who own a hybrid or electric vehicle – increasing the cost of taking personal responsibility even more.

    Unjustly targets American students

    • Takes away college access from millions of children by limiting families’ ability to access financial aid for college, including Pell Grants.
    • Betrays student loan borrowers by ending student loan deferment for borrowers who experience job loss or other financial hardships, and forbids any future student loan forgiveness programs.

Raises costs and separates American families

    • Pours billions of dollars into supercharging the cruel and reckless raids like we have seen in Southern California and across agricultural areas, expanding the targeting of families, workers and businesses and harassment of U.S. citizens nationwide. • MIL-OSI Australia: Call for information – Aggravated assault – Katherine

Source: Northern Territory Police and Fire Services

NT Police are calling for information following an aggravated robbery that occurred in Katherine early this morning.

Around 3:30am, the Joint Emergency Services Communication Centre received a report that three unknown males had broken into a residence on Ronan Court wearing face coverings.

It is alleged that the group gained entry to the residence by throwing a brick through the rear sliding door. They were armed with an axe, a shovel and a metal pole. One of the offenders subsequently broke through a bedroom door using an axe. The female victim inside the room at the time yelled and her husband awoke.

At this time, one of the males entered the bedroom and stole several personal items. The male occupant then confronted the offenders, who began swinging their weapons toward the male. He was able to deflect their advances with a pole.

A short time later, the offenders fled the scene, and the male and female victims secured themselves within their residence.

Police attended and a crime scene was established. Both the male and female occupants were not injured during the incident.

The alleged offenders remain outstanding. Katherine Criminal Investigation Branch and Strikeforce Ceberus are investigating the matter.

Constable Matthew Ragless said, “The actions of these individuals are despicable, and incident was traumatising to the occupants of the residence.

“Police urge residents with information or CCTV footage to make contact on 131 444. Please quote reference number NTP2500067393. Anonymous reports can be made through Crime Stoppers on 1800 333 000 or via https://crimestoppersnt.com.au/.”

  • MIL-OSI: Bitget Wraps Up Anti-Scam Month with Over 65% of Participants Successfully Identifying Crypto Fraud Tactics

    Source: GlobeNewswire (MIL-OSI)

VICTORIA, Seychelles, July 02, 2025 (GLOBE NEWSWIRE) — Bitget, the world’s leading cryptocurrency exchange and Web3 company, has successfully concluded its 2025 Anti-Scam Month, a global initiative aimed at elevating user awareness and resilience against Web3 fraud. Throughout June, Bitget rolled out a series of gamified education tools, expert collaborations, and industry research to confront the rising threat of AI-enabled scams and security breaches across the crypto ecosystem.

At the heart of the campaign was the Smarter Eyes Challenge, an interactive comic-based mini-game simulating real-life scam scenarios—from phishing and social engineering to fake token approvals. While only 8.60% of participants spotted all traps on their first attempt, a striking 65.41% eventually passed all three levels after receiving guided security clues, underscoring both the scale of the awareness gap and the campaign’s tangible impact.

Bitget published six in-depth blog posts tackling common attack vectors like SMS spoofing, fake apps, and high-risk tokens. Over 80% of users scored full marks in follow-up security quizzes, signaling a sharp improvement in scam detection capabilities following the campaign’s educational content.

Another flagship milestone was the release of Bitget’s 2025 Anti-Scam Research Report, co-authored with blockchain security leaders SlowMist and Elliptic. The report revealed that global crypto scam losses surpassed $4.6 billion in 2024, with deepfakes and social engineering responsible for the majority of high-value attacks. The findings spotlighted the growing sophistication of AI-driven fraud, including synthetic public figure videos, Trojan-laced job offers, and fake Zoom calls used to deceive victims.

Throughout the month, Bitget convened key voices in Web3 security—including Hacken, GoPlus, BlockSec, and Security Alliance—for an Anti-Scam X Space discussion. Experts weighed in on future threats, the evolving role of collaboration, and how users, platforms, and audit firms can work together to build a safer digital asset environment.

“Anti-Scam Month reflects our belief that education is the first line of defense in crypto security,” said Gracy Chen, CEO of Bitget. “By turning passive users into active defenders, we’re laying the groundwork for a more resilient ecosystem. And this is only the beginning—the Anti-Scam Hub will remain open year-round as a permanent resource for our global community.”

Echoing this sentiment, Yevheniia Broshevan, Co-Founder & CBDO at Hacken, said, “Anti-Scam Month by Bitget is a fantastic initiative and a powerful example for the industry, demonstrating how companies can raise awareness, educate users, and reduce the risk of future hacks. Education truly is a vital part of this journey.”

Yajin (Andy) Zhou, Co-Founder & CEO at BlockSec, added, “Hackers study user habits, such as copying addresses from transaction histories. Security efforts must focus on proactive defenses rather than blaming users. Security is not a solo battlefield. Blockchain platforms, compliance tools, and security firms must share threat intelligence to build a united defense system.”

Michael Lewellen, Technical Council at Security Alliance, emphasized, “Security isn’t about being impossible to hack or scam users. It’s just being hard enough to discourage threat actors from investing effort in the attempt. We need to harden Web3 infrastructure enough so that this ecosystem is no longer an easy, profitable target.”

The Bitget Anti-Scam Hub, now permanently live, offers users ongoing access to practical safety guides, real-time scam indicators, the official verification channel, and a crypto safety kit with 24/7 global support.

  • MIL-OSI Australia: Transcript – 2GB Mornings with Mark Levy

    Source: Murray Darling Basin Authority

MARK LEVY: Minister, good morning to you.

JASON CLARE, MINISTER FOR EDUCATION: Good morning, mate.

LEVY: Look, I know this is not easy to talk about, but it’s an important conversation we need to have. And put simply, I mean, clearly, we’ve got a problem that needs to be addressed, Minister.

CLARE: Bang on. This is sickening stuff and it’s serious. It demands serious action from the Federal Government and from state and territory governments. I know it’s not easy to talk about, but we can’t turn away here. It’s too important. There are things that we’ve already done, but not enough and not fast enough. One of the reasons why, when Parliament comes back at the end of this month, I’ll introduce legislation to cut off funding to centres that aren’t up to scratch when it comes to safety and quality. This is the big weapon that the Federal Government can wield here. We fund child care centres. About 70 per cent of the funding to run them comes from taxpayers. And if they’re repeatedly not meeting the sort of safety and quality standards we need, then you’ve got to have the power to cut the funding off.

LEVY: What was your reaction, Minister, when you heard about the allegations levelled against these two men, these two vile humans in Victoria? And to think back to the case and the allegations and the offences that he pleaded guilty to involving Ashley Griffith, Australia’s worst paedophile. Did it make you sick like the rest of the country?

CLARE: It did. Of course it did. One of my friends is directly involved in this. One of my friends who lives in Victoria, her two girls are directly affected by this. She was one of the more than 1,000 parents the other day that got a notification saying that they need to get medical advice. You can imagine what she said to me, and I can’t repeat it on the radio, but she’s burning with rage and confusion about what she needs to do to keep her kids safe. I know how parents are feeling because they’ve told me. And it’s not just what’s happening in Victoria. I don’t want to speak specifically about that case because it’s before the court. But when that other mongrel was arrested in Queensland a couple of years ago, we commissioned a review into child safety across the country. It’s the reason why we’ve taken action on mobile phones and mandatory reporting, but it’s also the reason why we’ve got to do more here, whether it’s a national register of workers in these centres or whether it’s the sort of action that’s been recommended by the former NSW Ombudsman last week around CCTV and more and better information for parents. The honest answer, mate, is the work here will never be done and there will always be bad people that will try to break through the net. But that doesn’t mean that we don’t have to take action and that we don’t have to take action faster, because we do.

LEVY: I know you’ve said that you’ll be moving legislation when the Parliament returns, but. And this is not a Labor versus Liberal thing, this is not a Labor versus Coalition thing, right? I’m just sitting here expressing the anger of so many people who are, who are writing to me and talking to me about this. We had a Royal Commission into institutional responses to child sexual abuse in 2015, 10 years ago. It made a number of recommendations, including a nationally consistent working with children scheme, something that includes a national register of individuals working with children, particularly in out of home care settings. Yet we’ve seen nothing, not from your Government, nor the former Coalition Government. So, do politicians and those elected officials. And look, you’re the one that’s got to front up and answer these tough questions today, but do you all need to put your hand up and say, look, we’ve been sitting on our hands for too long and we’ve allowed this system to deteriorate to a point where innocent, defenceless children are being preyed upon.

CLARE: You’ve got to cough up and say it’s taken too bloody long. And that’s what I have said repeatedly about this. And to be fair when we sit around the table as Education Ministers, Labor and Liberal, we all agree it’s taken too bloody long, and we’re determined to act here. I can give you a long answer about how complicated this is, but to be honest, people listening don’t give a bugger about that. They don’t want excuses, they want action. And I spoke to the Attorney-General about this the other day. The Attorney-Generals across the country are leading work on Working with Children Checks. She agrees. If she was on the program now, she’d say exactly the same thing. We need to fix the Working with Children Checks. We need to make sure that the information goes from state to state and that if somebody’s criminal record changes, then it’s updated. Don’t think, though, that this is a silver bullet, because a lot of these mongrels you’re talking about here got a Working with Children Check, because at the time they didn’t have a criminal record. So, it’s not the only thing that needs fixing here. There’s a lot that needs to be done, but that’s one of them.

LEVY: There is one thing, though, I want to challenge you on, Minister. And earlier this week you announced that taking photos and videos of children on personal phones and devices will be restricted by early childhood education centres who adopt the new National Model Code and guidelines, code that’s now in place, but it’s voluntary. Why is it voluntary?

CLARE: The ban was put into the National Code last year. Voluntary from July but will become mandatory this year. Again, you’re not interested, and your listeners aren’t interested in the convoluted process to make this system mandatory. But it goes into regulations in a couple of months. Most centres are already doing it. All centres need to do it. Because we are doing this for a reason. All of the advice from the cops and from the regulator is that we’ve got to get the phones and the personal devices out of these centres. The only photos that mums and dads should be getting at lunchtime from their centre should be from the centre issued phone or the centre issued camera.

LEVY. So, it will become mandatory.

    CLARE: Yes.

LEVY: Good. That’s good news. Because when I think about voluntary and you know, I’ve sat here, Minister, with respect, and I pointed to a Four Corners report recently and, you know, there were some horrifying examples of, you know, children being used as mops, babies being slapped, 3,000 babies and toddlers sent to hospital with injuries sustained in child care. Last year, more than 26,000 serious incidents reported. That’s a 27 per cent increase over the last three years. And I thought there shouldn’t be any voluntary nature about this, but it is going to be mandatory, well, that’s a good thing. I wanted to ask you as well. And I know we’re limited with time. There’s a call today by Louise Edmunds, a founding of the Independent Collective of Survivors, to ban men from working in this sector. I disagree with that. I’d be interested in your response as the Minister.

CLARE: I don’t think it’s the solution. You just mentioned the Four Corners report. Go back and look at that footage. It’s not men there, right? This is not just about blokes, it’s about people that work in our centres. If you go back and look at whether it’s the Royal Commission from 10 years ago or the child safety review that I kicked off, or the work that Chris Wheeler, the former Deputy Ombudsman, handed down last week, we know what we need to do. They’re not recommending that. What they’re saying is we need to toughen the penalties, improve the information for parents. Look at CCTV and the centres where they’re not up to scratch; introduce new laws to cut off funding where centres aren’t up to scratch; national register of all of the workers in this system because they move from state to state and fix the Working with Children Checks. They’re the sorts of things that Education Ministers discussed last Friday when I got people together to talk about this. And that’s the sort of work we’ve got to accelerate right now.

LEVY: All right, well, Minister, can I thank you for your strong comments this morning. We’ve got to follow those strong comments up with action, so you’ve got an open invitation. If there’s any updates you want to provide to myself and my listeners, you just give us a ring and jump on and let us know. This is such an important issue. We’re talking about innocent, defenceless children, babies. And I think there’s a lot of parents listening to you today saying this is all well and good, but we need to follow it up. So, we’re going to put it in your capable hands, and fingers crossed we can sort this out sooner rather than later because we don’t need these grubs preying on our children. Thanks so much for joining us.

CLARE: Thanks, mate, I appreciate it.

  • MIL-Evening Report: Overtourism is reshaping communities in Europe – could Australia be next?

Source: The Conversation (Au and NZ) – By Freya Higgins-Desbiolles, Adjunct professor and adjunct senior lecturer in tourism management, University of South Australia

    Bumble Dee/Shutterstock

A media frenzy erupted over the recent Jeff Bezos “wedding of the century” in Venice.

Also notable were the public protests that showed tensions around tourism, especially mass tourism, are increasing. Leading the action was the activist collective No space for Bezos, which declared:

[This wedding] is at the expense of those who live, work, and study in this city [and who are] already faced with countless difficulties after years of mass tourism.

They complained Venice had been turned into a “private amusement park” for the rich. Locals were fighting for what they describe as a “living Venice”, not a tourism playground.

The backlash against overtourism is sparking protests across several countries. It has even prompted the US State Department to urge travellers to be cautious when heading to Europe this summer.

    Growth at all costs

Local residents feel their communities are being reshaped to cater for visitors, and are pushing back against what they call the “touristification” of place.

Touristification describes a situation where locals fear their home towns and cities are being developed, designed and managed to attract and accommodate tourists.

This touristification process benefits commerce and industries that profit from catering to visitors. Everyone else misses out, or is literally pushed out by rising housing costs.

At the heart of this polarising issue are some key questions. Are such places “tourism destinations” or do they belong to the local people who live there? Whose interests should prevail when tourism growth exacerbates tensions?

These issues are being thoroughly investigated, including through a project I am involved in – Chronic Emergencies and Ecosocial Transformations in Touristified Coastal Spaces. Such research is focused on understanding the problems of tourism and co-designing solutions with communities.

Continual growth in tourism is one of the guiding principles the industry promotes. It is this “growth fetish” that is catalysing overtourism and unsustainability. This is when tourism exceeds the local social and ecological carrying capacity of a place.

It means there are simply too many tourists, and the impact is poorly managed.

    Aussie hotspots

The dynamics of overtourism are emerging in some Australian locations. This includes popular coastal destinations such as Byron Bay and small towns along the scenic Great Ocean Road.

Some places are overwhelmed by short-term overtourism. This may be the result of mega cruise ship visits or viral postings on social media, such as images of Western Australia’s popular pink lakes.

Byron Bay offers a telling example. It has evolved from a place attractive for alternative lifestyles, to a magnet for social media influencers and the location for the Netflix series Byron Baes.

As a result, Byron Bay is the epitome of overtourism in Australia. Local housing, for instance, is being sacrificed for holiday rentals, facilitated by agencies such as Airbnb.

Not surprisingly, there is growing local resistance to tourism overwhelming the sense of place.

Is Australia in danger of touristification?

If we aren’t careful, popular opposition to mass tourism will continue to grow here in Australia.

But whether we see the European phenomenon of touristification is harder to discern.

It may already be evident when environmental and social regulations are overturned to make development processes more friendly to the tourism industry.

Projects can be fast tracked if they are declared a high-priority “major development”, which allows governments to override restrictive regulations. Anti-red-tape rhetoric is clear in Queensland’s tourism strategy harnessing the growth power of the 2032 Olympic and Paralympic Games.

Another example of touristification may be when taxpayer-funded events are run for branding presence on a national or international stage rather, than for the benefit of the surrounding community.

For example, the South Australian government found itself in hot water when its tourism commission held a marketing event featuring a Sam Smith concert at d’Arenberg winery. Social media influencers were invited to attend – many from interstate with all expenses paid – but locals weren’t welcome.

It also occurs when public commons are appropriated for tourism purposes, including national parks and protected areas, public spaces and beaches.

Another example – again from South Australia – involves the decision to move the annual LIV Golf tournament to the Adelaide Parklands from 2028. The state government is being accused of a public land grab. The Adelaide community loves these heritage listed parklands and has resisted attempts to co-opt their use for private interests for decades.

    Reclaimining a sense of place

Ultimately, in places like Venice, Bali and even in Byron Bay, local communities do not feel heard or empowered by tourism models which are focused on growth.

Their protest actions are designed to ensure their quality of life is not undermined in the process of catering to tourists. It is a struggle for reclaiming places as local people’s homes, rather than as tourist destinations.

While locations can be shared, tourism must be better managed so locals don’t find their homes unrecognisable – or even worse, find themselves displaced.

Freya Higgins-Desbiolles is a collaborator on a project led by colleagues at the University of the Balearic Islands entitled ‘Chronic Emergencies and Ecosocial Transformations in Touristified Coastal Spaces’. • MIL-OSI China: Northern China braces for torrential rains

Source: People’s Republic of China – State Council News

The Ministry of Water Resources has warned of the increased occurrence of torrential rains and flooding in northern China, as well as a drought-prone scenario in typically water-rich southern regions, as the nation enters peak flood season.

The weather pattern of a heightened risk of flooding in the north and significant potential for drought in the south is expected to persist through July and August, the ministry said in a statement on Tuesday.

Throughout this period, four to five typhoons are forecast to either make landfall on the country’s mainland or have a significant impact there. Some of the storms might extend into northern China, increasing the potential for disaster risks, the ministry said.

It highlighted the potential risk of flooding in the basins of four major rivers in northern China — the Yellow, Huaihe, Haihe and Songhua rivers. For instance, in the Haihe River Basin, where Beijing is located, the Zhangwei, Ziya, Daqing and Yongding rivers are expected to face significant flooding.

The areas around Poyang Lake, China’s largest freshwater lake, in Jiangxi province, the Qiantang River in Zhejiang province in eastern China, the Minjiang River in Fujian province in southern China, and central and northern parts of the Xinjiang Uygur autonomous region may suffer drought, the ministry said.

Chu Minghua, deputy director of the ministry’s Department of Flood and Drought Disaster Prevention, disclosed that so far this year, the overall runoff of major rivers across the country is about 20 percent below the normal level for this period.

However, Chu said that reservoirs across the country have stored more water to help cope with potential drought.

“In total, about 471.8 billion cubic meters of water are currently stored in 9,520 reservoirs across the country, creating a favorable condition for coping with drought,” he said.

He emphasized the measures that the ministry will roll out to reduce risks brought about by mountain torrents, which can occur suddenly and result in significant casualties.

The ministry will carry out inspections in a continuous manner to eliminate safety hazards, with special attention paid to densely populated settlements and tourist attractions along valleys and watercourses, he said.

One of the priorities, for example, is to create tailored evacuation plans for areas with large non-native, mobile populations, including construction sites and places that offer recreation and entertainment activities centered on agricultural themes, he said.

He also said the ministry will enhance the monitoring, forecasting and early warning of mountain torrents.

In addition to issuing mountain torrent disaster risk forecasts each day at 8 am and 6 pm for the following 24 hours, the ministry will also publish mountain torrent early warnings every two hours around the clock, he said. Furthermore, a list of areas at high risk will be sent to each provincial-level region on a daily basis.

The ministry will adopt a “grid-based” strategy to manage risks emerging from mountain torrents to ensure the timely evacuation of residents facing safety hazards.

“Those who need to be evacuated should be relocated as soon as possible, with no one left behind,” he said.

  • MIL-OSI USA: Governor Lamont Announces $10 Million Investment in Rural Transportation Infrastructure

    Source: US State of Connecticut

(HARTFORD, CT) – Governor Ned Lamont and Transportation Commissioner Garrett Eucalitto today announced that $10 million in state funding is being awarded to eight rural communities in Connecticut through the Transportation Rural Improvement Program (TRIP), a state grant program administered by the Connecticut Department of Transportation that is designed to support the state’s rural communities, which are often ineligible for many federal transportation programs.

“Connecticut’s rural communities are often shut out of many federal programs because of their size or density, and the state’s TRIP program fixes that problem,” Governor Lamont said. “Our smaller towns are one of the many things that make Connecticut such a wonderful place to live, work, and raise a family. More importantly, these state grants will not only strengthen transportation but help to ensure our communities remain safe and connected for future generations.”

“This program helps rural communities deliver important safety improvement projects that may otherwise have been shelved due to a lack of funding,” Commissioner Eucalitto said. “No matter the population size, Connecticut’s municipalities deserve to have access to funding and programs that can improve safety and mobility.”

    The eight selected projects include:

    • Barkhamsted – Roadway Improvements on West River Road ($1,077,856): This project includes repaving and infrastructure enhancement of West River Road, a 4.04-mile scenic road running along the West Branch of the Farmington River. The road is a vital corridor through the American Legion State Forest and passes the Austin Hawes State Campground connecting the Pleasant Valley section of town to the historic Village of Riverton.
    • Bethlehem – Roadway Improvements on Flanders Road ($2,000,000): This project includes paving, drainage, and safety improvements for the 1.6- mile Flanders Road. This roadway provides connectivity between Route 6 in Woodbury and Route 61 in Bethlehem, linking the two town centers.
    • Bolton – Replacement of Lyman Road Bridge ($1,413,238): This project includes replacing the existing twin 6’ diameter asphalt coated corrugated metal pipe culverts with an 18’ clear span by 6’ rise precast concrete box culvert. The roadway connects several neighborhoods to neighboring towns, access to Gay City State Park, shopping and entertainment for a significant area of Bolton.
    • Burlington – Roadway Improvements on West Chippen Road ($1,545,500): The project includes full-depth reconstruction of the roadway and drainage improvements, which will make conditions safer for drivers, bicyclists, and pedestrians. In the vicinity of the project area are the Session Woods Wildlife Management Area and the Tunxis Trail hiking area. Additionally, the roadway provides an alternate travel route from Bristol to Burlington.
    • Columbia – Thompson Hill Road Bridge over Clark Brook ($1,479,899): The project includes replacing the 5’ diameter precast concrete culvert with a three sided, 18’ clear span concrete frame that will address frequent flooding and road damage caused by inadequate drainage. The new culvert will improve water flow, reduce the risk of flooding, and enhance the durability and safety of the roadway. Thompson Hill Road serves as a critical connector between two major state routes, Route 6 and Route 66, ensuring efficient transportation for residents, commuters, and businesses.
    • Goshen – West Hyerdale Drive Bridge Rehabilitation over the Marshapaug River ($1,500,000): The project includes lining four existing corrugated metal pipe culverts, extending the life of the bridge for an estimated 75 years. The roadway connects neighborhoods together and provides the shortest route for both emergency vehicles and the public to access to the town center.
    • Litchfield: Roadway Improvements on Campville Road ($968,000): The project includes full-depth reconstruction of the roadway and drainage improvements, which will make conditions safer for drivers, bicyclists, and pedestrians. This roadway is a link between Route 8 and Route 254 and provides access from Route 8 to facilities such as Humaston Brook State Park, Northfield Brook Lake Park, and Topsmead State Forest.
    • Marlborough – Sidewalk Extension on Lake Road ($341,179): This project will construct more than 300 feet of sidewalk and a crosswalk on Lake Road, as well as provide upgrades to existing crossing technology on North Main Street. Construction of this segment of the sidewalk completes the interconnection between Blish Park and the Elmer Thienes/Mary Hall Elementary School passing through the town center.

The TRIP program was established in 2022 and is fully supported by state funding. The first round of awards was announced in January 2024, with $9 million in grants issued. Future TRIP grant opportunities will be announced later this year, pending funding availability.

  • MIL-OSI USA: ICE HSI Newark operation makes 18 arrests, takes down Newark open-air drug market

Source: US Immigration and Customs Enforcement

NEWARK, N.J. –U.S. Immigration and Customs Enforcement Homeland Security Investigations Newark and multiple federal, state and local partners made 18 arrests of alleged co-conspirators for roles in a drug trafficking organization on July 1 in Newark, New Jersey.

The arrests are a result of a 14-month HSI Newark investigation with the Newark Police Department and the U.S. District Attorney for the District of New Jersey.

“In addition to the 18 arrests, HSI’s investigation led to federal charges filed against 24 individuals and we executed seven federal search warrants in and around Essex County, New Jersey,” said HSI Newark Special Agent in Charge Ricky J. Patel during a press conference following the operation. “Law enforcement partnership and teamwork were essential in our success. I am proud to say these alleged conspirators operating the sale of narcotics primarily from the Bradley Court Public Housing Complex have been stopped thanks to thousands of hours of police work. The livelihood of the tenants throughout 10 three-story apartment buildings who have been plagued by this dangerous enterprise for far too long can now feel a sense of safety and security.”

On July 2, two additional defendants were arrested. Four remain at large.

HSI Newark’s investigation uncovered a complex criminal enterprise with ties to transnational organized crime, that distributed more than 400 grams of fentanyl and a kilo of heroin. During the takedown operation, approximately $113,000 dollars in bulk cash/drug proceeds, illicit firearms, ammunition, narcotics, including 28 bricks of fentanyl and heroin, and vehicles were seized.

According to the investigation, the defendants are members or associates of Sex, Money, Murder—a Blood affiliated criminal street gang (“Enterprise” or “the Enterprise”) that controls the drug trade in Bradley Court Housing Complex located near North Munn Avenue and Tremont Avenue in Newark. The Enterprise are also known as Munn Block, M-Blok, and Tombstone Gang (TSG). Munn Block are closely aligned with another Blood affiliated gang known as Voorhees, who operate around Voorhees Street—members and associates of the Enterprise refer to the collective union as “MunnHees”.

“It is critical for the public to understand that these individuals engaged in the most dangerous of action, were armed and were involved in shootings,” said SAC Patel. “They peddled narcotics to include fentanyl, heroin, and crack cocaine, all while risking the lives of those around them for power and money. Surveillance, undercover activity and electronic monitoring were just some of the necessary steps needed to bring these individuals to justice.”

For over a year, law enforcement conducted extensive surveillance of the area, conducted numerous controlled purchases of narcotics, seized narcotics through enforcement action, and analyzed telephone records, all of which demonstrated extensive interactions between and among the charged defendants. Members and associates of the Enterprise are known to use social media on a variety of platforms and mobile applications, including Instagram, YouTube, X (formerly Twitter), Signal, Telegram, and WhatsApp to conduct the business of the Enterprise, communicate with one another, promote the Enterprise through sharing photographs and videos, and further the Enterprise’s goals. Specifically, the Enterprise uses the release and promotion of drill rap songs and music videos on social media to intimidate rival gang members, witnesses, and other members of the community, and to promote the Enterprise.

“For far too long, the Bloods have overtaken the Bradley Court Housing Complex — turning its courtyards and residential buildings into a hub for pumping deadly fentanyl into the city of Newark, while endangering the lives of the citizens who call this community home.” said U.S. Attorney Alina Habba. “This poison has ripped families apart and stolen countless lives. That stops today. These arrests affirm my office’s commitment to taking guns and drugs off the streets and serves as a clear warning to anyone who considers engaging in violent activity. The defendants in this case, as in all criminal cases, are presumed innocent unless, and until proven guilty. However, everyone should understand that if you spread this poison or engage in this violent activity, we will use every resource necessary to find you, dismantle your operation, and prosecute you.”

Other agencies who supported HSI Newark’s investigation and operations were the U.S. Customs and Border Protection, Federal Bureau of Investigation, U.S. Marshals Service, Essex County Prosecutor’s Office, Middlesex County Prosecutor’s Office, the New Jersey State Police, Newark Police Department, East Orange Police Department and the Newark Housing Authority Security Department.

Shamon Freshley, a/k/a “Hitta,” 26, Orlando Pizarro, a/k/a “Lando,” 26, Zakir Jefferson, a/k/a “Gu,” a/k/a “Tank,” 26, Quayyon Johnson, a/k/a “Weeze,” 22, Melvin Faines, a/k/a “Spaz,” 34, Afrika Islam, a/k/a “Sexx,” 29, Shaheem Webb, a/k/a “YC,” 23, Eustace Weeks, a/k/a “Juxx,” 26, Ali Baker, a/k/a “Surf,” 34, Jose Ward, a/k/a “Hec,” 22, Brandon Sneed, a/k/a “Pops,” 31, Eric Banks, a/k/a “Lil Maneskii,” 19, Tauheed Carney, a/k/a “Bmunn,” 21, Tykee Stokes, a/k/a “Big,” 32, Shafeek Barker, a/k/a “Sha,” 28, Ibn Perry, a/k/a “Loop,” 38, Alvin Jones, a/k/a “Lucky,” 41, Kirk Mansook, a/k/a “Crow,” 39, Tyjanique Green, a/k/a “Ski,” 24, Jubar Hughes, a/k/a “Dudu,” 27, Daisean Williams, a/k/a “Khaos,” 22, Jason Wardlaw, a/k/a “Jayr,” 30, and Rana James a/k/a “Pooh,” 28, all of Essex County, New Jersey, were charged with one count of conspiracy to distribute fentanyl, heroin, and cocaine.

Sebastian Pierrecent, a/k/a “Sosa,” 21, Quayyan Johnson, and Tauheed Carney are also each charged with possession of a machine gun. In addition, Pierrecent is charged with possession of firearms and ammunition by a convicted felon.

Pierrecent, Johnson, and Carney, are also charged with possession of a machine gun that was used in the June 17 shooting in rival gang territory near Mapes Avenue in Newark.

The defendants charged in the drug conspiracy face a mandatory minimum penalty of 10 years in prison, maximum potential penalty of life in prison, and a $10 million fine. Pierrecent, Johnson, and Carney each face up to 10 years in prison for possession of the machinegun. Pierrecent faces up to 15 years in prison for possession of firearms and ammunition as a convicted felon.

  • MIL-OSI Australia: Sporting organisations

Source: New places to play in Gungahlin

Your organisation will be exempt from income tax, and can self-assess its exemption, if it meets all of the following requirements:

    • it’s a not-for-profit society, association or club
    • it’s established for the purpose of encouragement of either of the following
      • a game or sport
      • animal racing
    • it’s not a charity
    • it meets one of the 3 following tests
      • physical presence in Australia test
      • DGR test
      • prescribed by law test
    • it complies with all the substantive requirements in its governing rules
    • it applies its income and assets solely for the purpose for which it is established.

Taxation Ruling TR 2022/2 Income tax: the games and sports exemption provides detailed guidance for organisations seeking additional information to determine whether they are entitled to self-assess as income tax exempt.

If all of your organisation’s purposes are charitable purposes for the public benefit and you do not have any independent non-charitable purposes, your organisation cannot self-assess as income tax exempt under this category. Your organisation will need to be registered as a charity with the Australian Charities and Not-for-profits Commission (ACNC) and receive our endorsement to access an income tax exemption.

For more information on what is a charitable purpose, see the Australian Charities and Not-for-profits Commission’s websiteExternal Link.

    Society, association or club

A society, association or club is an entity made up of people who have come together to implement a common purpose.

An individual, or an incorporated body that has only one member, is not a society, association or club. A fund which only holds money to support activities carried out by other entities is also not a society, association or club.

The members of a society, association or club do not need to be natural persons. They can be an association of other entities.

    Main purpose

The main purpose of the society, association or club must be encouragement of a game or sport, or animal racing. To work out your organisation’s main purpose, look at its:

    • constituent documents
    • activities
    • use of funds
    • history.

Any other purpose of the organisation must be incidental, ancillary or secondary to encouragement of a game or sport, or animal racing.

For example, if your organisation’s main purpose is providing social and recreational facilities and activities, it won’t be exempt. This is the case even if your organisation also gives money to encourage games, sports or animal racing.

Example 1: not for the encouragement of a game or sport

An NFP club’s main operations are providing dining, gaming and leisure facilities at its clubhouse. It gives a minor yearly grant to an associated rowing club but is not involved in rowing itself.

The club doesn’t qualify for the exemption.

    End of example

Example 2: car appreciation club (not encouraging a game or sport)

Classic Car Club (the Club) is an NFP association that holds events for enthusiasts of a particular make of car. The Club’s events are focused on providing attendees with information on how to maintain their cars and opportunities to build networks with each other.

The Club’s main purpose is to promote a common interest in a particular make of car, as opposed to encouraging a game or sport.

The Club doesn’t qualify for the exemption.

    End of example

Example 3: recreational fishing activities (not encouraging a game or sport)

The One That Got Away Club (the Club) provides services and amenities for people who like to fish in the bay near the clubhouse and in surrounding watercourses. The services provided include weather and boating information, guest speakers and a bar and canteen which open daily. Members-only competitions are held once a month.

While a fishing competition can be a sport, the Club’s main purpose is to provide services and amenities for members to do recreational fishing. The Club was not formed for the main purpose of encouraging a game or sport.

The Club doesn’t qualify for the exemption.

    End of example

Example 4: club with sporting facilities occasionally conducting sporting activities for members (not encouraging a game or sport)

Our Community Club (the Club) is an NFP association which was initially established for networking purposes, but now also provides dining, entertainment, gym and sporting facilities for its members. Occasionally, the Club organises member-only sporting competitions using its sporting facilities.

Whilst the Club occasionally organises sporting competitions for its members, the Club’s main purpose is to provide a broad variety of services and facilities to its members and encourage social and networking activities among its members.

The Club doesn’t qualify for the exemption.

    End of example

Example 5: services to members with incidental sporting activities – ski lodge (not encouraging a game or sport)

Super Ski Club (the Club) is an NFP association which owns and operates a ski lodge. It was originally established to provide accommodation for its members to regularly participate in recreational skiing and snowboarding. When the Club’s lodging facilities are not fully used by its members, they are made available to the public on a commercial basis.

The Club is affiliated with an association (the Association) which regularly holds snow sports competitions. The Club allows the Association to use its lodging facilities for meetings and equipment storage on an inconsistent basis. The Club also makes its lodging facilities available at discounted rates to individuals competing in the Association’s competitions, provided they are not already reserved by its members. The Club doesn’t enter any teams into any sporting competitions itself.

The Club’s main purpose is the provision of accommodation to its members. The substantial and prioritised member usage of the Club’s lodging facilities, inconsistent support provided to the Association and lack of direct involvement in any sporting competitions indicates that the encouragement of a game or sport is not the Club’s main purpose.

The Club doesn’t qualify for the exemption.

    End of example

    Game or sport

The terms ‘game’ and ‘sport’ are not defined and take their ordinary meaning. Games and sports extend to athletic games or sports (such as football and swimming) and non-athletic games (such as chess and bridge).

    They don’t extend to:

    • stamp-collecting
    • keeping and showing pets
    • making model railways
    • maintaining vintage cars
    • various social and recreational pursuits.

Encouragement of a game or sport extends to less direct means such as:

    • research or testing
    • developing referees
    • providing sporting facilities.

Example 6: for the encouragement of a game or sport

An NFP association’s purpose is to provide a sports ground for use by the local hockey, soccer and cricket clubs.

The association will qualify for the exemption if it is not a charity and it also meets the other requirements.

    End of example

Example 7: rallying and track racing club (encouraging a game or sport)

Riverstone Rally Club (the Club) is an NFP association that holds rallying and track racing activities. It is managed by a committee of members that actively participate in competitive rallying and track racing.

The Club owns and maintains a local motorsport circuit, which is available for public usage. It regularly hosts rallying and track racing contests on its circuit and participates in state and national-level competitions.

The Club’s main purpose is to encourage a game or sport. It will qualify for the exemption.

    End of example

Example 8: ski club (encouraging a game or sport)

Aussie Alps Ski Club (the Club) is an NFP association. The Club’s governing document states it has been set up to promote snow sports. The Club’s management committee consists of former snow sports athletes.

The Club owns and operates a snow sports lodge and training and conditioning facility, which are available to the public (at commercial rates) and to a development snow sports squad selected by a national snow sports body (at no cost).

The Club also regularly hosts skiing competitions. The Club consistently uses most of its profits to cover the training, accommodation and travel fees of skiing athletes representing Australia in the Olympics.

The Club’s main purpose is to encourage a game or sport. It will qualify for the exemption.

    End of example

    Animal racing

The income tax exemption includes horse racing, trotting and greyhound racing, and the racing of other animals.

If your organisation doesn’t meet all the requirements for exemption for this category, you should check the other exemption categories in Eligible types of income tax exempt organisations.

Early self-review worksheet for sporting organisations with multiple purposes

Sporting organisations with multiple purposes can use the Working out your club’s income tax status worksheet (PDF, 220KB) when conducting an early self-review of their income tax status. The worksheet includes a schedule to help sporting organisations with multiple purposes weigh up their features and work out their main purpose.

Once completed, the worksheet should be kept for your records. It does not need to be sent to the ATO.

It is important to note that non-charitable NFPs with an active ABN, including sporting organisations, must lodge an annual NFP self-review return to notify their eligibility to self-assess income tax exemption.

The worksheet is not a substitute for the lodgment of the NFP self-review return. However, if your sporting organisation has multiple purposes, the worksheet may help your sporting organisation work out its main purpose, so that it may accurately complete its NFP self-review return.
