    Rapidly phasing out fossil fuels and limiting energy consumption to tackle climate change is “a strategy doomed to fail” according to former UK prime minister Tony Blair.

    In the foreword of a new report, Blair urges governments to rethink their approach to reaching net zero emissions.

    Instead of policies that are seen by people as involving “financial sacrifices”, he says world leaders should deploy carbon capture and storage, including technological and nature-based approaches, to meet the rising demand for fossil fuels.

    But speak to many academic experts on climate change and they will tell a very different story: that there is no strategy for addressing climate change that does not involve ending, or at least massively reducing, fossil fuel combustion.

    A fossil fuel phase-out is ‘essential’

    “There is a wealth of scientific evidence demonstrating that a fossil fuel phase-out will be essential for reining in the greenhouse gas emissions driving climate change,” says Steve Pye, an associate professor of energy at UCL.

    “I know because I have published some of it.”

    Ed Hawkins, a climate scientist at the University of Reading, agrees.

    “Rapidly reducing our reliance on fossil fuels, and not issuing new licenses to extract oil and gas, is the most effective way of minimising future climate-related disruptions,” he says.

    “The sooner those with the power to shape our future recognise this, the better.”

    Fossil fuels are responsible for 90% of the carbon dioxide heating the climate. The amount burned annually is still rising, and so is the rate at which the world is getting hotter. Scientists now fear we are approaching irreversible tipping points in the climate system, hence their support for an urgent replacement of fossil fuels with renewable energy.

    Blair is confident that an emergency response on this scale can be avoided by absorbing CO₂ immediately after burning fossil fuels, from the smokestacks where the greenhouse gas is concentrated.

    Not all of the emissions responsible for climate change would be prevented. UCL earth system scientist Mark Maslin says that natural gas, which would linger as an energy source thanks to carbon capture, still leaks from pipelines and storage vessels upstream of power plants.

    Commercial applications of the technology also have a poor track record. Just two large-scale coal-fired power plants are operating with CCS worldwide – one in the US and one in Canada.

    “Both have experienced consistent underperformance, recurring technical issues and ballooning costs,” Maslin says.

    Blair might baulk at what he perceives to be the expense of ditching fossil fuels. But economic modelling led by Oxford University’s Andrea Bacilieri suggests his concern is misplaced. A rapid phase-out of fossil fuels could save US$30 trillion (US$1 trillion a year) by 2050 she concludes, compared with allowing power plants and factories to keep burning them with CCS.

    Developing CCS will be necessary to help manage an orderly transition from fossil fuels according to Myles Allen, a professor of geosystem science at Oxford University. But it is not a substitute for undergoing that transition, he says.

    Keeping the public on board

    Is Blair right to fret about a public backlash to lower energy use? Academics suggest multiple reasons to think otherwise if the alternative is prolonging the use of fossil fuels.

    In fact, it’s dependence on fossil fuel that is preventing many households from making this switch. The high wholesale price of gas determines the cost of electricity for UK consumers.

    And surveys repeatedly show that support for net zero policies is broad and deep in the UK – including those that would involve lifestyle changes say Lorraine Whitmarsh (University of Bath), Caroline Verfuerth and Steve Westlake (both Cardiff University), who research public behaviour and climate change.

    “Crucially, the public wants and needs the government to show clear and consistent leadership on climate change,” they say.

    Meanwhile, what can corrode public acceptance of sacrifices is the high-consuming behaviour of a minority (think pop stars in rockets, as Westlake recently argued). And, arguably, the statements of powerful people like Blair.

    New research even suggests the politics that Blair and many others like him favour might also play a role here. Felix Schulz (Lund University) and Christian Bretter (The University of Queensland) are social scientists who study how ideology affects personal views on climate policy.

    They identified respondents in six countries (the UK, US, Germany, Brazil, South Africa and China) who shared Blair’s neoliberal worldview, which the pair define as a belief that individuals are primarily responsible for their own fortune, and need to take care of themselves – as well as an abiding faith in the free market.

    “We observed a strong link between a neoliberal worldview and lack of support for the climate policies in our study,” they say.

    Schulz and Bretter urge us to consider how someone’s ideology ultimately shapes their understanding of the problem and its solutions as well.

  • MIL-OSI Canada: Increased BC Parks licence plate sales support more, better parks programs

    Sales of the BC Parks licence plates continue to grow, helping to protect unique species and ecosystems, and improving visitors’ experiences in provincial parks.

    Between April 2023 and March 2024, more than 84,000 BC Parks licence plates were bought, a 7% increase from the same period a year before.

    “Everyone who has bought BC Parks licence plates is supporting a more sustainable future by contributing to the protection and preservation of unique species and sensitive ecosystems, as well as supporting First Nations to share their cultures and histories,” said Tamara Davidson, Minister of Environment and Parks. “From the mountains to the coast, we’ve worked with First Nations and community partners on a variety of grassroots projects. My recent visit with BC Parks staff has shown me first-hand the work that can be accomplished with these programs that are making an incredible impact on parks.”

    The licence-plate sales generated approximately $11 million in net revenue, supporting more than 250 projects and programs in parks throughout B.C. This includes a wide range of initiatives, such as the Student Ranger Program, wildlife inventories, partnerships with First Nations on educational programs and signs, wildfire-fuel mitigation, invasive-species management, ecosystem restoration, and educational programs for children and families.

    At Helliwell Park on Hornby Island, licence-plate funds help support the recovery of the endangered Taylor’s checkerspot butterfly. In 2015, BC Parks partnered with community members and scientists to begin restoring the park’s coastal-bluff meadows. The goal was to create habitat suitable for the release of hundreds of Taylor’s checkerspot larvae being captively bred at the Greater Vancouver Zoo.

    Historically, the Taylor’s checkerspot was found in several areas of southern Vancouver Island, including Helliwell Park in the early 1990s. The species was thought to be gone from Canada. However, undocumented populations were found on Denman Island in 2006 and on private land in the Courtenay area in 2018.

    Last year was the fourth year that captively bred Taylor’s checkerspot larvae were reintroduced into Helliwell Park. The butterflies are now breeding in the park and adult butterflies have been spotted flying around.

    “Support from the licence-plate program has been crucial to the success of our project,” said Chris Junck, outreach co-ordinator, Taylor’s Checkerspot Recovery Project. “In particular, consistent funding for several years enabled us to expand habitat restoration areas required to re-establish the butterfly population, and conduct surveys to monitor their survival.”

    In Gowlland Tod Park near Victoria, the PEPÁḴEṈ HÁUTW̱ Foundation used funding from the licence-plate program to assist with ecosystem restoration and the development of a restoration lesson plan for teachers to encourage land-based learning and respect for Indigenous culture.

    More than 500 students and volunteers have helped remove invasive plants, plant and seed native species and remediate contaminated areas in the park. The foundation is also in the process of installing interpretive signs to increase public awareness, understanding and respect for the importance of protecting and nurturing native species.

    The Tod Inlet area of Gowlland Tod Park is also known as SNIDȻEȽ in the SENĆOŦEN language of the W̱SÁNEĆ people and means Place of the Blue Grouse. It is an important area to the W̱SÁNEĆ and abundant with traditional food resources. 

    “The SNIDȻEȽ Resiliency Project is a collaborative initiative actively restoring the important native ecosystems of SNIDȻEȽ, which is the first WŚANEĆ village site,” said Judith Lyn Arney, ecosystems director for the PEPÁḴEṈ HÁUTW̱ Foundation. “Since 2010, W̱SÁNEĆ children and community members, local schools and organizations, international visitors and programs, and countless individuals passionate about reciprocity to the land have all participated in the healing of this special place. The PEPAKEṈ HÁUTW̱ Foundation is grateful for the support of the licence-plate program in this beautiful project.”

    Funding from the licence-plate program helped buy an adaptive mountain bike in the Kootenays so people with mobility challenges can enjoy outdoor recreation. It has also helped the BC Parks iNaturalist Program reach one million observations within six years.

    The iNaturalist Program is a collaboration between the BC Parks Foundation, BC Parks, University of Victoria and Simon Fraser University, and encourages people to use iNaturalist to instantly identify plants and animals in parks by recording and sharing their observations. More than 13,000 people have contributed to the project, recording nearly 14,000 species in parks and protected areas. Scientists use the data to better understand what species live in parks. They have found endangered and threatened species, as well as discovering new species for B.C. and Canada.

    The BC Parks Licence Plate Program is a partnership between the Province and ICBC. Licence-plate sales have been steadily increasing since 2020. As of March 2025, more than 552,000 licence plates have been sold, generating more than $54 million in net revenue for the program.

    Headline: Meet Washington state’s 20 new winners of AI for Good Lab awards

    This month, Microsoft is celebrating our 50th anniversary. To help commemorate fifty years of creating technology that empowers people to achieve more, our AI for Good Lab launched an open call to support innovative AI-based projects here in Washington State.

    Our AI for Good Lab has been using AI to tackle global challenges and improve lives since 2018. We open-source our models, data, and tools so everyone can jump in, working together to make real impact. At a time when nonprofits, NGOs, and academic institutions are tasked with doing more with less, technology like AI offers a way forward.

    Through these awards, we’re investing $5 million over the next two years. This open call allows us to expand our commitments to a number of amazing projects while engaging a wide range of new organizations across the state of Washington. The 20 awardees will receive Microsoft Azure credits and the ability to collaborate with AI for Good Lab scientists.

    We’re thrilled to continue to cultivate relationships with innovative partners in this great state and the world at large. These game-changing organizations and projects are not only helping solve today’s challenges, they’re also paving the way for a brighter tomorrow.     1. Awardee: Stock-Smart.com – Washington State University Extension
      Project description: Washington State’s federal, state, tribal, and private land managers and livestock grazers are all beginning to use virtual fence systems to fine-tune ecological grazing management. Stock-Smart.com combines predicted livestock terrain use with satellite-based forage production data to inform grazing plans for livestock herds. By using AI-guided interpretation of virtual fence system geolocation data, Stock-Smart.com helps reduce wildfire risk, enhance wildlife habitats, and improve invasive species control.
    2. Awardee: Long Live the Kings
      Project description: In the Puget Sound, the impacts of rapid urbanization are compounded by climate change. Long Live the Kings employs AI and machine learning to automatically calibrate a 3D ecosystem modeling program for Puget Sound. This project will use the emulator to explore how cumulative watershed impacts affect ecosystem services and biodiversity to advance natural resource management in Puget Sound.
    3. Awardee: TealWaters
      Project description: TealWaters works to transform Washington State’s water management capacity by providing tools that inform and guide wetlands planning, protection, and restoration. TealWaters plans to support AI model testing beyond the scope of its existing tools to increase communities’ resilience to climate change and environmental stressors.
    4. Awardee: Washington State University  
      Project description: Climate change puts residents of Washington State at higher risk of dangerous wildfires. This project will develop cutting-edge AI models, fusing satellite imagery, weather data, building information, and wildfire simulation results to assess wildfire vulnerability of residential buildings in Washington State. By producing vulnerability assessments that include confidence scores, this multi-modal approach can help guide effective wildfire mitigation efforts.
    5. Awardee: Cornell University, Circular Construction Lab
      Project description: Reusing materials is the most effective circular economy strategy: it reduces waste and emissions, creates local green jobs, and supports local reuse ecosystems. AR3-Lumber aims to develop and implement AI-powered technology to reuse salvaged lumber through a local partnership with the Seattle Salvaged Lumber Warehouse. This project will enable AR3-Lumber to offer essential technical and methodological support to the circular lumber economy.
    6. Awardee: Woodland Park Zoo
      Project description: The Seattle Urban Carnivore Project aims to increase our understanding of and empathy for urban carnivores such as black bears by studying how these species live and interact with people across the greater Seattle region. This project will include a wildlife camera and bioacoustics monitoring program that collects data from green spaces across central King County and Bainbridge Island, utilizing AI to identify the diversity and density of species in urban corridors in a way that’s efficient and consumes fewer resources.
    7. Awardee: Conservation X Labs
      Project description: Conservation X Labs aims to prevent the sixth mass extinction by creating and democratizing innovative technologies to change what’s possible in conservation. The project will develop and deploy a multi-species management detection algorithm on a smart camera system to create a first –of –its –kind, real-time monitoring system for disease in wildlife that can be utilized by veterinarians, ecologists, and conservationists across Washington State.
    8. Awardee: NOAA-National Marine Fisheries Service – Habitat Conservation
      Project description: Current methods of water management and salmon habitat restoration in the Columbia River Basin tend to be either hyper-localized or computationally intensive. This project aims to use remote sensing and machine learning to classify wetlands to better predict how water management decisions and climate change impact salmon populations and support more effective conservation strategies.
    9. Awardee: Information Communication and Technology for Development (ICTD) at the University of Washington
      Project description:
      More plant and animal species are threatened with extinction now than at any other time in human history. The Information Communication and Technology for Development department at the University of Washington plans to monitor wildlife using audiovisual channels on tiny compute devices, fostering a better understanding of animal populations intricately linked to food safety, disease spread, and biodiversity.

      Health

    10. Awardee: Information Communication and Technology for Development (ICTD) at the University of Washington
      Project description:

The Information Communication and Technology for Development department at the University of Washington plans to monitor wildlife using audiovisual channels on tiny compute devices, fostering a better understanding of animal populations intricately linked to food safety, disease spread, and biodiversity.
    11. Awardee: Providence
      Project description: Current methods for identifying patients for clinical trials rely on manual screening processes that miss many patients—especially those from underserved communities—or rely on sick patients and their doctors to do the work of seeking available trials. Providence and Microsoft Health Futures are collaboratively developing Trial Connect, an AI tool that scans population-level medical data across Washington State to identify patients who qualify for clinical trials that could save their lives.
    12. Awardee: Institute for Health Metrics and Evaluation
      Project description: Data from the Institute for Health Metrics and Evaluation (IHME) are used by more than 13,000 researchers around the world. IHME plans to build a global cloud laboratory to examine health locally, using satellite imagery, AI, and spatial demography to predict risks like drought and food insecurity to specific populations. This project aims to put actionable, population-level health data into the hands of decision-makers to improve individuals’ health and wellbeing.
    13. Awardee: University of Washington Radiology
      Project description: To improve public health and support patients in their most challenging moments, the University of Washington created self-improving large language models to translate radiology report findings into patient-friendly language. Patients will receive clear, lay-language explanations of their imaging results while healthcare providers provide feedback that will be used to refine the model, ensuring continuous improvement, reducing misunderstandings, and fostering better communication between patients and medical professionals.  
    14. Awardee: Institute for Protein Design – University of Washington
      Project description: Generative AI has already had a large impact ion protein structure prediction and protein design. This project aims to develop at least three specialized, open-source models, including a next-generation biomolecule design model, a model specialized for antibody/antigen structure and antibody design, and a model specialized for protein/ligand interactions to enable the next generation of therapeutics and biomaterials.
    15. Awardee: Washington State University Department of Chemistry
      Project description: Heavy and radioactive metal contamination in Spokane and Hanford threatens community health. This project will leverage geochemistry and large language models to build a publicly accessible dataset that will aid in designing effective soil decontamination methods for Spokane and Hanford, contributing to a cleaner, healthier environment for Washington residents. 

      Education/Public Good 

    16. Awardee: Washington State University
      Project description: Rural elementary teachers in Washington often struggle to design high-quality science assessments due to limitations around resources, professional development opportunities, and access to technology. This project will develop and deploy an AI-powered multi-agent assessment system to empower rural Washington elementary teachers and enhance accessibility, engagement, and instructional effectiveness.
    17. Awardee: Evergreen Goodwill of Northwest Washington
      Project description: Rising labor and business costs have reduced the ability for Evergreen Goodwill to advance their mission of providing quality, free job training and basic education to people experiencing significant barriers to economic opportunity. The project will use an AI-powered automated donation ingestion and cataloging system to tackle the backlogged volumes of donated goods received by Evergreen Goodwill. By doing so, the project will reduce waste, increase efficiency, and unlock new opportunities for scale and profitability.
    18. Awardee: Washington State University – Group Argumentation Coordinator
      Project description: This project provides science teachers in Washington State with an AI-powered tool called a Group Argumentation Coordinator that will reduce the burden on overwhelmed teachers and improve students’ learning experience in science classrooms across the state. The project promotes real-time support for argumentation-based science learning in diverse classrooms. The two-year plan supported by this award focuses on system development, small-scale classroom pilots, and teacher feedback integration to ensure usability, fairness, and transparency.  
    19. Awardee: Washington State University – WARNS
      Project description: The Washington Assessment of Risk and Needs of Students (WARNS) has effectively assessed the needs critical to healthy social, emotional, and educational development of middle school and high school students across the state. This project will develop an elementary-level version of this assessment, leveraging large language models to reduce absenteeism and prevent dropouts among elementary school students by initiating a dialogue with students about what they need to thrive in the classroom. 
    20. Awardee: Big Brothers Big Sisters of Puget Sound 
      Project description: The Puget Sound branch of Big Brothers Big Sisters is faced with the challenge of a 100 –day-long waitlist for families looking to participate in their mentorship program. Through a partnership with KPMG and Microsoft, Big Brothers Big Sisters developed an AI tool, AIMRE, to process large datasets on their waitlist and increase both the quality and timeliness of youth/mentor matches. This award will allow Big Brothers Big Sisters to conduct further testing and deploy AIMRE locally, eventually scaling nationally to speed up the matching process for kids across the country.

  • MIL-OSI Global: DOGE’s AI surveillance risks silencing whistleblowers and weakening democracy

    The United States Department of Government Efficiency (DOGE) is reportedly using artificial intelligence to surveil federal agency communications for anti-Donald Trump and anti-Elon Musk sentiment.

    AI tools now automate firings and assess U.S. federal employees’ sentiment and alignment with the administration’s “mission.” Musk, who has been appointed a “special government employee” by the U.S. president and leads DOGE, has framed these moves as an attempt to cut waste and increase efficiency.

    At least one agency, the Environmental Protection Agency (EPA), has reportedly warned staff to watch what they say, type or do online.

    The move has been largely overshadowed by tariff debates and constitutional concerns. But research on AI and governance suggests surveillance may erode the transparency that defines public institutions.

    Now, with Musk signalling he may scale back his involvement with DOGE, questions remain about how the system will operate in his absence — and whether anyone will be tasked with dismantling it.

    Disruption replaces due process

    Musk has presented DOGE as a lean, tech-driven solution to government bloat — a message he has repeated in interviews and on social media. Artificial intelligence, he argues, can cut red tape, trim costs and optimize operations.

    However, within federal agencies, AI has been used less to support public servants than to evaluate them — and in some cases, to eliminate them.

    Since DOGE assumed control over key functions within the Office of Personnel Management in January, hundreds of federal employees have been dismissed without formal explanation. DOGE also restricted access to cloud systems and sidelined career officials.

    Concerns over data security soon followed. In March, a federal judge barred DOGE from accessing Treasury systems, citing a “chaotic and haphazard” approach that posed a “realistic danger” of exposing sensitive financial information.

    Internally, DOGE operates through tools more familiar to startups than government agencies. Staff use disappearing messages via the Signal messenger app and draft documents in Google Docs rather than approved federal platforms.

    Grok, a generative AI chatbot launched by Musk in 2023, has been integrated across departments, though its tasks remain unclear.

    How Doge’s AI targets workers

    Earlier this year, thousands of federal employees received an email from the Office of Personnel Management asking them to provide five bullet points listing what they accomplished that week. “Failure to respond,” Musk warned on X, “will be taken as a resignation.”

    The message triggered uncertainty across departments. Without clear legal guidance, many workers were left guessing whether silence would mean termination. The Department of Justice and several intelligence agencies warned staff not to respond.

    Others, like the U.S Department of Health and Human Services (HHS) and Department of Transportation, instructed staff to comply with DOGE’s requests. HHS later warned responses could “be read by malign foreign actors.” The EPA distributed template responses to help staff navigate the demand.

    The following week, the Office of Personnel Management clarified participation was voluntary. By then, responses had already been processed.

    DOGE reportedly planned to feed the responses into a large language model to determine whether an employee was mission-critical. Musk later denied this, describing the exercise as a test “to see if the employee had a pulse.”

    DOGE’S algorithms judge allegiance

    According to reports, DOGE’s AI tools have now been deployed across agencies to monitor political sentiment of workers. There is no indication that these systems otherwise assess employee competence or efficacy.

    Trump administration officials reportedly said some government employees have been informed that DOGE is examining staff for signs of perceived disloyalty to both the Trump administration and Musk himself.

    When AI is used in this way — without transparency or clear performance frameworks — it optimizes for compliance rather than capability.

    AI designed to detect dissent offers little support for the work of public service. Rather than recognizing expertise or ethical judgment, these tools reduce complex decision-making to surface-level signs of loyalty.

    Effective collaboration between humans and AI depends on clear boundaries. AI might complement the public service by identifying patterns in data, for example. Humans though must retain authority over context and judgment. When AI polices allegiance, those boundaries collapse, sidelining human skill and integrity.

    AI surveillance rewrites workplace behaviour

    The inherent limitations of large language models amplify these risks. These models cannot reliably read nuance, navigate ethical grey areas or understand intent. Assigning surveillance or employee evaluations to these systems invites errors.

    Worse, such blunt tools force civil servants into self-censorship to avoid misinterpretation. Public service shifts from informed expertise to performative alignment.

    For employees, the consequences extend beyond flawed assessments. AI surveillance deployed through tools like Grok and Signal creates uncertainty about how performance is measured and by whom.

    As surveillance systems degrade psychological safety, employees disengage and become discouraged. Far from enhancing productivity, covert monitoring erodes trust in both management and mission.

    This atmosphere weakens accountability. Whistle-blowing often reflects loyalty to institutional values rather than defiance. By reframing personal beliefs and integrity as disloyalty, DOGE will silence mechanisms that safeguard transparency.

    AI surveillance becomes institutional

    Musk recently announced his involvement at DOGE “will drop significantly”, likely beginning in May. The move is attributed in part to pressure from Republicans urging Trump to distance himself from Musk, as well as pressure from Tesla investors.

    Despite his expected departure, around 100 DOGE employees — and the AI frameworks they manage — will remain embedded across federal departments. Musk’s departure may shift headlines, but it will leave structural risks embedded within federal operations.

    Once governments adopt new surveillance tools, they rarely dismantle them, regardless of whether their architect stays to oversee them. With no clear formal oversight beyond presidential discretion, the surveillance system is likely to outlast Musk’s tenure.

    Employees monitored for political conformity are less likely to raise concerns, report misconduct or challenge flawed directives.

    As human resource protocols are bypassed and oversight is diminished, the balance could shift from policy grounded in principle to regulations grounded in algorithms. Governance risks giving way to control, which could weaken the political neutrality of the civil service.

    Washington, D.C. – Oregon’s U.S. Senators Jeff Merkley and Ron Wyden joined their Congressional colleagues in an effort led by Senator Chris Coons (D-Del.) to defend AmeriCorps and AmeriCorps National Civilian Community Corps (NCCC) members. The lawmakers are calling on President Trump to immediately reverse cuts to the critical national service agency made by the so-called Department of Government Efficiency (DOGE).
    Central Oregon-based nonprofit Heart of Oregon Corps (HOC), which supports 225 youth annually in workforce development, is experiencing the effects of DOGE’s AmeriCorps cuts. Operating in four Oregon counties and working with the Confederated Tribes of Warm Springs, HOC relies heavily on AmeriCorps national and state grants to drive crucial projects in conservation, wildfire fuels reduction, affordable housing, and childcare. Without federal investment through AmeriCorps in the short term, HOC would need to eliminate up to 60 current or planned AmeriCorps service terms for local youth in our corps in their High Desert Conservation Corps and YouthBuild programs. Further, if pending new grant applications for this upcoming fall are not processed, up to 100 more service terms for local Central Oregon youth and young adults would be affected, from Warm Springs and Madras to Bend, from Sisters to Prineville.
    The lawmakers’ urgent demand comes as the Trump Administration recently placed a majority of AmeriCorps employees on leave, and dismantled AmeriCorps NCCC. The move jeopardizes work being done to address urgent community challenges, including workforce shortages and natural disaster recovery and response, while robbing young people of life-changing opportunities.
    “We are deeply concerned these actions will prevent the agency from continuing to deliver critical services, which include supporting veterans, fighting wildfires, tutoring in schools, combatting the fentanyl epidemic, and much more,”the lawmakers wrote.
    AmeriCorps and AmeriCorps Seniors deploy more than 200,000 Americans annually to carry out results-driven projects at over 35,000 locations across the country. In Oregon, more than 1,800 folks of all ages and backgrounds served at over 300 sites statewide through AmeriCorps programs in 2024 alone. This service was backed by $11.4 million in federal investments and another $4.4 million in support from businesses, foundations, public agencies, and other sources.
    The?lawmakers are hearing these concerns across the nation. Their letter to President Trump highlighted the program’s benefits to society, to AmeriCorps members, and to the economy, as it’s estimated $17 in benefits are returned for every taxpayer dollar spent.
    Additionally, Congress recently passed and the President signed into law a funding bill that maintains AmeriCorps funding through the end of Fiscal Year 2025. The Senators emphasized that the Trump Administration is expected to implement the law in a manner consistent with the funding levels enacted in Fiscal Year 2024. Failing to do so would be a violation of the law.
    “If not reversed, these recent actions will both stop current programs and prevent timely and efficient execution of the agency’s fiscal year 2025 appropriations, delaying or even halting the recruitment and deployment of new AmeriCorps members around the country,” the lawmakers added.
    The lawmakers are making the push for the Trump Administration to reverse course and restore AmeriCorps programs for all the communities in Oregon and across the country that have long depended on AmeriCorps to meet critical needs, deliver essential services, and drive lasting change. If the Trump Administration’s actions aren’t reversed, youth development would suffer and the foundation of Oregon’s rural and urban communities alike that is needed when disasters like wildfires strike would be eroded.
    “We are deeply concerned that this is the goal: to eliminate AmeriCorps, in direct conflict with recently enacted appropriations. However, even delays will disrupt programs Americans rely on for their health, education, and safety. We urge you to reverse these actions and instead work with Congress on bipartisan improvements to AmeriCorps so that more Americans have the opportunity to serve their communities,” the lawmakers concluded.

Earl L. “Buddy” Carter (R-GA) today announced the introduction of his Streamlining Critical Minerals Permitting Act, a bill that will speed up the permitting process for facilities that process or refine critical minerals here in the United States without sacrificing environmental protections.


    About 70 percent of U.S. rare earth minerals currently come from China. This bill will give a facility that processes or refines a critical energy resource an interim status permit under the Resource Conservation and Recovery Act until the final administrative disposition of its permit application or it is proven that the facility failed to provide information needed to process the permit application, ensuring timely and efficient approvals for vital projects.


    “It’s time that we start building in America again. We are too reliant on China for key energy resources, which poses a threat not just to our supply chains, but to our national security.   • MIL-OSI Global: Boat wakes aren’t just a nuisance, they harm freshwater shorelines and wildlife

    After long winters, Canadians love their summers. For some, that means summer vacations by a lake, along a river or on a bay for some much-needed rest and relaxation. For some, it’s time to disconnect at the dock, while for others it’s a time to cruise the lake or enjoy the thrill of water-skiing, tubing and wake-boarding.

    Over the last decade, there’s been a strong growth in the sale of new and pre-owned motorboats, and in particular, wake boats that are designed to generate large wakes.

    While recreational boating is a multi-billion-dollar industry in Canada, and enjoyed by many — including me — there has been increasing concern among cottage owners and other advocacy groups about the impact of the wakes generated by these boats.

    There is increasing evidence that boat wakes erode the shoreline, disrupt aquatic ecosystems, degrade water quality and pose a safety hazard to those at the shoreline or also on the water.

    Stronger than waves

    In Ontario’s cottage country, boat wakes represent a significant portion of total wave energy.

    Except for lakes where motorboats are restricted, the energy generated by wakes is greater than the energy of the waves generated by winds. The exact amount depends on the size, shape and depth of the body of water, but recent research I conducted with colleagues suggests wakes can account for up to 90 per cent of the total wave energy in small lakes with widths up to five kilometres.

    One respondent to our survey noted that:

    “The shore is eroding. I’m losing land and trees into the water. The water is more murky than ever before and the constant large waves makes it unsafe for my kids to swim at times.”

    Wakes not only represent an increase in the number of waves, but they are also responsible for waves of greater height and energy, particularly those generated by wake boats. The smaller the lake, the greater the wake energy at the shoreline, but it is also larger along rivers, lake arms and in bays due to the types and frequency of boating in those areas.

    There is limited impact along rocky shorelines, our research has found, but change can occur where the shorelines are muddy or sandy and the water is shallow.

    Just like large storm waves, wakes can erode the shoreline and uproot and undermine shoreline vegetation. The resuspension of bottom sediment and organic material can also degrade water quality and clarity, leading to the development of algae blooms and hypoxia and the dispersion of contaminants.

    “We have boats that are enhanced for sale surfing and our lake is not wide enough or deep enough to handle the energy generated by the wakes that are produced by these boats. We have parts of our lake that are less than 20 metres wide and less than eigth feet deep, and these boats are generating cut-outs on the bottom of the lake bed, which of course stirs up silt from the floor bed and harms water clarity.” A cottager on Fairy Lake, north of Toronto.

    Dangers to loons, fish, docks and people

    The turbulence can also disturb loon nests and fish spawning in shallow water by destroying nests, washing away eggs and displacing juvenile fish, leading to reduced reproductive success.

    “It is not a coincidence we have not had loons nesting on our point for 10 years since our channel became a busy wake-surfing mecca.” A cottager on Lake Joseph, north of Toronto.

    In our research, residents and cottage owners also raised concerns that wakes cause damage to shoreline infrastructure and docked vessels, leading to greater maintenance and repair costs. Large wakes can make it difficult for smaller slower boats to navigate safely, and at the shoreline, those waves pose a hazard to swimmers, who may be knocked off balance or even swept out by larger waves.

    While studies suggest that wakes represent a significant portion of the wave energy on small lakes, there has been little actual documentation of impacts, and we discovered that there was little direct evidence of erosion. Most examples were extreme and highlighted potential hotspots of shoreline change associated with boat wakes.

    Most respondents to the survey identified boat operation, the experience of the operators and use of the lake by other users (for example, those fishing, swimming and relaxing) as the primary issues associated with wakes and boating in general. This is consistent with another recent study that found no evidence of shoreline erosion, but an increase in sediment resuspension and phosphorus availability.

    Speed limits, no-wake zones

    Further study is needed to determine when and where boat wakes are a physical and/or ecological stressor rather than simply being a disturbance to the peaceful cottage country scene.

    Through these studies, it will be possible to implement appropriate speed limits and no-wake zones, limits to wakeboat use and improve education and awareness as the industry continues to improve hull designs to reduce the wake.

    There is no doubt that the debate over the impact of boat wakes will continue this summer, but hopefully it won’t make our time on the dock this summer too rocky.

  • MIL-OSI Security: California City Councilmember Charged with Hazardous Waste Transportation Conspiracy that Risked Death or Serious Bodily Injury

    Michael Kulikoff, 39, of California City, was arrested today on an indictment charging him with conspiracy to transport and cause to be transported a hazardous waste without a manifest and placing another person in imminent danger of death or serious bodily injury, Acting U.S. Attorney Michele Beckwith announced.

    According to court documents, in February 2024, Kulikoff was a city councilmember in California City and owned a car wash business. On Feb. 25, 2024, Kulikoff learned that a mercury exposure incident had occurred at his car wash. An individual had spilled a jar containing several ounces of mercury inside the cabin of a sports utility vehicle and had attempted to clean up the mercury using a vacuum cleaner. The individual then drove the contaminated SUV to a residence in California City, where he called 911 because he was experiencing symptoms related to mercury exposure.

    California City emergency services personnel responded to the scene and scanned the SUV for mercury. They detected approximately 20 times the allowable limit of mercury inside the SUV’s cabin and put yellow caution tape around the SUV to deny entry to it. They also shut down the car wash business. Kulikoff attempted to clean up the business himself but was told by the emergency services personnel that he had to stop because it was a hazardous materials scene and was unsafe.

    Early the following morning, Kulikoff conspired with another person to move the contaminated SUV outside of city limits. He directed the other person to drive the contaminated SUV from California City to Boron because the SUV was causing problems for Kulikoff in California City, and he wanted the SUV to be outside the jurisdiction of California City emergency services personnel. Emergency services personnel left the location of the contaminated SUV scene to respond to a report of a fire that turned out to be a false report. When they returned to the scene, the contaminated SUV was gone. A couple of hours later, Kern County emergency services personnel found the contaminated SUV at the residence of the individual who had moved the vehicle at Kulikoff’s direction. That individual also complained of symptoms related to mercury exposure.

    This case is the product of an investigation by the U.S. Environmental Protection Agency’s Criminal Investigation Division (CID) and the Federal Bureau of Investigation. Assistant U.S. Attorneys Jeffrey A. Spivak and Arelis M. Clemente are prosecuting the case.

    If convicted, Kulikoff faces a maximum statutory penalty of five years in prison and a $250,000 fine for conspiracy to transport hazardous waste and a maximum statutory penalty of 15 years in prison and a $50,000 fine per day of violation for placing another person in imminent danger. Any sentence, however, would be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables.   • MIL-OSI Canada: Two Quebec-based companies and two individuals fined a total of $35,000 for violating the Species at Risk Act

    Environment and Climate Change Canada enforcement officers work across the country to enforce the laws and regulations that protect and conserve wildlife and its habitat. They work to reduce threats and harm to biodiversity.

    On April 3, 2025, at the Longueuil Courthouse, the companies Habitations Pilon Inc. and Les excavations Jacques Germain & fils Inc. pleaded guilty to one count each of violating prohibitions set out in the Emergency Order for the Protection of the Western Chorus Frog Great Lakes / St. Lawrence — Canadian Shield Population (the Emergency Order), in contravention of the Species at Risk Act (the Act). Marc-André Tarte, a Chambly resident and the construction manager for the company Habitations Pilon Inc., and Maxime Germain, an excavator operator for Les excavations Jacques Germain & fils Inc. and a Chambly resident, also pleaded guilty to one count each in connection with the same offences. They were sentenced to pay fines totalling $35,000. An amount of $30,000 will be directed to the Government of Canada’s Environmental Damages Fund and $5,000 will be paid to the Receiver General for Canada.

    On November 16, 2023, during a routine patrol, Environment and Climate Change Canada enforcement officers observed evidence of heavy machinery traffic in the area protected by the Emergency Order. Officers also observed crushed vegetation. The visible damage covered an area of approximately 612 m2. After investigating, they were able to determine that the companies Habitations Pilon Inc. and Les excavations Jacques Germain & fils Inc. were responsible for the damage caused by heavy machinery traffic in the protected area. The companies and their employees had driven through the area where the Emergency Order applies to make changes to a billboard. In so doing, the companies and the individuals violated subsection 2(1) of the Emergency Order.

    A violation of the provisions of an emergency order constitutes an offence under the Species at Risk Act. The Emergency Order prohibits using vehicles anywhere other than on roads or paved paths. It also prohibits removing, pruning, mowing, damaging, destroying, or introducing any vegetation. In addition, the Emergency Order prohibits installing or constructing any infrastructure or performing maintenance on any infrastructure within the enforcement area. The Act prohibits killing or harming an individual of a wildlife species listed as threatened, as well as damaging or destroying the habitat of one or more species.

  • MIL-Evening Report: What is a downburst? These winds can be as destructive as tornadoes − we recreate them to test building designs

    From a distance, a downburst can look like a torrent of heavy rain. But at ground level, its behavior can be far more destructive.

    When a downburst’s winds hit the ground, they shoot out horizontally in all directions, sometimes with enough force to shatter windows and overturn vehicles.

    These winds behave in complicated ways, particularly in cities, as our latest research shows. Downburst winds can deflect off tall buildings, increasing the pressure on neighboring buildings’ windows and walls. The result can blow out glass and chip off facade. Even buildings designed to survive hurricanes can suffer major damage in a downburst.

    As engineers, we study downbursts with the goal of designing buildings, components such as solar panels and windows, and infrastructure such as power lines that can stand up to that powerful force. To do this, informed by field measurements, we create our own powerful downbursts using a hurricane simulator known as the Wall of Wind at Florida International University.

    What is a downburst?

    Downbursts can be as destructive as tornadoes, but their winds develop in a very different way.

    A downburst forms when a thunderstorm pulls cooler, heavier air down from high in the atmosphere. As this rain-cooled air rushes downward, it gains speed. Once it slams into the ground, it has nowhere to go but outward, sending strong winds in all horizontal directions.

    The wind speed in a downburst can reach over 150 miles per hour. That’s the strength of a Category 4 hurricane and strong enough to knock down trees and power lines, damage buildings and flip vehicles.

    These winds also rotate, but not in the same way tornadoes do. Downburst winds are typically considered straight-line winds, but they rotate around a horizontal axis as the wind curls upward after hitting the ground. Tornadoes, in contrast, spin around a vertical axis.

    Powerful storm systems known as derechos are often made up of multiple downburst clusters, each containing many smaller downbursts, sometimes called microbursts.

    Recreating Houston’s downburst in a warehouse

    On May 16, 2024, a derecho hit Houston with a downburst that was so strong, it blew out windows in several high-rise buildings that had been built to survive Category 4 hurricanes. The winds also pried off chunks of buildings’ facades.

    Two months later, Hurricane Beryl hit Houston with similar wind speeds, yet it left minimal damage to the downtown buildings.

    When a downburst hit downtown Houston on May 16, 2024, it shattered windows on some sides of buildings but not others, and not always in the line of the storm. The damage offered clues to how downbursts interact with tall buildings.

    To understand how a downburst like this can be so much more destructive – and what cities and building designers can do about it – we simulated both the Houston downburst winds and Hurricane Beryl’s winds in the Wall of Wind.

    The test facility is equipped with a dozen jet fans, each almost as tall as the workers who run them and powerful enough to simulate a Category 5 hurricane. Our team used these fans to recreate powerful downburst winds that hit horizontally with the maximum wind speeds near ground level. Then, we put several models of buildings to the test to see how roofs, windows, facades and the structures of power lines reacted under that force.

    In the Houston derecho, a downburst hit downtown with 100 mph winds. It cracked some lower windows, likely with blowing debris, but it also caused widespread unexpected damage midway up some of the buildings.

    The Chevron Building Auditorium actually suffered the most damage on a side that wasn’t directly in the line of the storm but was facing another tall building. That left some intriguing questions. It suggested that the way the buildings channel the wind may have created a strong suction that blew out windows midway up the tower. Another burning question is whether building design codes are outdated when it comes to how well their cladding can stand up to these localized winds.

    Using the Wall of Wind, we were able to test those pressures on models of the Houston buildings and see how downburst winds increased the pressured on a tall building model with excessive forces near the ground level.

    The ability to simulate these winds is important for improving engineers’ understanding of the differences in how downbursts and other wind events exert force on buildings. The results ultimately inform building standards to help create more resilient and better-protected communities.

    Building better power lines

    Big storms, like downbursts, can also take down power lines.

    Power lines extend hundreds of miles between cities and states, making them more susceptible to a hit from a localized severe storm, such as a downburst. If one of the towers falls, it can cause a chain reaction, like dominoes falling one after another. That can knock out power for large numbers of people.

    With colleagues, we have been testing transmission towers and multispan power-line systems under downburst and hurricane winds to understand how these structures respond, with the goal of developing better construction techniques. That work has helped to update the American manual for the design of power lines, which engineers use for designing safer, more storm-resilient transmission towers.

    What’s next

    Low-rise and mid-rise buildings are also vulnerable to downbursts, but the effects are less well understood. Downburst winds are most intense between 10 and 300 feet above the ground, meaning the roofs and walls of some low-rises can be hit with intense horizontal wind.

    Recent building codes have offered design guidelines to help ensure these buildings can withstand tornadoes. However, the way downbursts rotate in a short time around a building or a community of buildings puts pressure on the walls and the roof in different ways. Similar to straight-line winds, we expect high suction on the roof. Due to their short duration, varying wind direction and intense wind speed, downbursts may also cause excessive vibrations and varying pressure distribution on the roof components.

    How microbursts form.

    We’re now testing downburst damage to low- and mid-rise buildings to better understand the risks and help highlight changes that can make buildings more resilient.

    As populations grow, cities are adding more buildings. At the same time, powerful storms are becoming more frequent and more intense.     The problem with climate change isn’t just the temperature – it’s also how fast the climate is changing today.

    Historically, Earth’s climate changes have generally happened over thousands to millions of years. Today, global temperatures are increasing by about 0.36 degrees Fahrenheit (0.2 degrees Celsius) per decade.

    Imagine a car speeding up. Over time, human activities such as burning fossil fuels have increased the amount of greenhouse gases in the atmosphere. These gases trap heat from the Sun. This is like pressing the gas pedal. The faster the driver adds gas, the faster the car goes.

    The 21st century has seen a dramatic acceleration in the rate of climate change, with global temperatures rising more than three times faster than in the previous century.

    The faster pace and higher temperatures are changing habitat ranges for plants and animals. In some regions, the pace of change is also throwing off the delicate timing of pollination, putting plants and pollinators such as bees at risk.

    Some species are already migrating

    Most plant and animal species can tolerate or at least recover from short-term changes in climate, such as a heat wave. When the changes last longer, however, organisms may need to migrate into new areas to adapt for survival.

    Some species are already moving toward higher latitudes and altitudes with cooler temperatures, altering their geographic territory to stay within their optimal climate. Fish populations, for example, have shifted toward the poles as ocean temperatures have risen.

    Pollinators such as bees can also shift their ranges.

    Bumblebees, for example, are adapted for cooler regions because of their fuzzy bodies. Some bumblebee populations have been disappearing from the southern parts of their geographic range and have been found in cooler regions to the north and in more mountainous areas. That could increase competition with existing bumblebee populations.

    Plants and pollinators can get out of sync

    Plants and their pollinators face another problem as the rate of climate change increases: Many plants rely on insects and other animals for seed and pollen dispersal.

    Much of that pollen dispersal is accomplished by native pollinators. About 75% of plant species in North America require an insect pollinator – bees, butterflies, moths, flies, beetles, wasps, birds and bats. In fact, 1 in 3 bites of food you eat depend on a pollinator, according to the U.S. Department of Agriculture.

    So, even if a species successfully migrates into a new territory, it can face a mismatch of pollination timing. This is known as phenological mismatch.

    During the winter, insects go into a hibernation known as diapause, migrate or take up shelter underground, under rocks or in leaf litter. These insect pollinators use temperature and daylight length as cues for when to emerge or when to migrate to their spring and summer habitats.

    As the rate of climate change increases, the chances of a timing mismatch between pollinators and the plants they pollinate rise.

    With an increase in temperature, many plants are blooming earlier in the spring. If bees or other pollinators emerge at their “normal” time, flowers may already be blooming, reducing their chance for pollination.

    If pollinators emerge too early, they may struggle to survive if their normal food sources are not yet available. Native bees, for example, rely on pollen for much of the protein they need for growing and thriving.

    Wild bees are emerging earlier

    This kind of shift in timing is already happening with bees in the U.S.

    Studies have shown that the date wild bees emerge in the U.S. has shifted by 10.4 days earlier over the past 130 years, and the pace is accelerating.

    One study found wild bees across species have been changing their phenology, or timing of seasonal activities, and over the past 50 years the emergence date is four times faster. That means wild bees were emerging roughly eight days earlier in 2020 than they did in 1970.

    This trend of earlier emergence is generally consistent across organisms with the accelerating rate of climate change. If the timing mismatches continue to worsen, it could exacerbate the decline of pollinator populations and result in inadequate pollination for plants that rely on them.

    Pollinator decline and inadequate pollination already account for a 3% to 5% decline in global fruit, vegetable, spice and nut production annually, a recent study found.

    Without pollinators, ecosystems are less resilient − they are unable to absorb disturbances such as wildfires, adapt to changes, and recover from environmental stressors such as pollution, drought or floods.

    Managing climate change

    Pollinators face many other risks from human activities, including habitat loss from development and harm from pesticide use. Climate change adds to that list.

    Taking steps to reduce the activities driving global warming can help keep these species thriving and carrying out their roles in nature into the future.

    From a distance, a downburst can look like a torrent of heavy rain. But at ground level, its behavior can be far more destructive.

    When a downburst’s winds hit the ground, they shoot out horizontally in all directions, sometimes with enough force to shatter windows and overturn vehicles.

    These winds behave in complicated ways, particularly in cities, as our latest research shows. Downburst winds can deflect off tall buildings, increasing the pressure on neighboring buildings’ windows and walls. The result can blow out glass and chip off facade. Even buildings designed to survive hurricanes can suffer major damage in a downburst.

    As engineers, we study downbursts with the goal of designing buildings, components such as solar panels and windows, and infrastructure such as power lines that can stand up to that powerful force. To do this, informed by field measurements, we create our own powerful downbursts using a hurricane simulator known as the Wall of Wind at Florida International University.

    What is a downburst?

    Downbursts can be as destructive as tornadoes, but their winds develop in a very different way.

    A downburst forms when a thunderstorm pulls cooler, heavier air down from high in the atmosphere. As this rain-cooled air rushes downward, it gains speed. Once it slams into the ground, it has nowhere to go but outward, sending strong winds in all horizontal directions.

    The wind speed in a downburst can reach over 150 miles per hour. That’s the strength of a Category 4 hurricane and strong enough to knock down trees and power lines, damage buildings and flip vehicles.

    These winds also rotate, but not in the same way tornadoes do. Downburst winds are typically considered straight-line winds, but they rotate around a horizontal axis as the wind curls upward after hitting the ground. Tornadoes, in contrast, spin around a vertical axis.

    Powerful storm systems known as derechos are often made up of multiple downburst clusters, each containing many smaller downbursts, sometimes called microbursts.

    Recreating Houston’s downburst in a warehouse

    On May 16, 2024, a derecho hit Houston with a downburst that was so strong, it blew out windows in several high-rise buildings that had been built to survive Category 4 hurricanes. The winds also pried off chunks of buildings’ facades.

    Two months later, Hurricane Beryl hit Houston with similar wind speeds, yet it left minimal damage to the downtown buildings.

    When a downburst hit downtown Houston on May 16, 2024, it shattered windows on some sides of buildings but not others, and not always in the line of the storm. The damage offered clues to how downbursts interact with tall buildings.

    To understand how a downburst like this can be so much more destructive – and what cities and building designers can do about it – we simulated both the Houston downburst winds and Hurricane Beryl’s winds in the Wall of Wind.

    The test facility is equipped with a dozen jet fans, each almost as tall as the workers who run them and powerful enough to simulate a Category 5 hurricane. Our team used these fans to recreate powerful downburst winds that hit horizontally with the maximum wind speeds near ground level. Then, we put several models of buildings to the test to see how roofs, windows, facades and the structures of power lines reacted under that force.

    In the Houston derecho, a downburst hit downtown with 100 mph winds. It cracked some lower windows, likely with blowing debris, but it also caused widespread unexpected damage midway up some of the buildings.

    The Chevron Building Auditorium actually suffered the most damage on a side that wasn’t directly in the line of the storm but was facing another tall building. That left some intriguing questions. It suggested that the way the buildings channel the wind may have created a strong suction that blew out windows midway up the tower. Another burning question is whether building design codes are outdated when it comes to how well their cladding can stand up to these localized winds.

    Using the Wall of Wind, we were able to test those pressures on models of the Houston buildings and see how downburst winds increased the pressured on a tall building model with excessive forces near the ground level.

    The ability to simulate these winds is important for improving engineers’ understanding of the differences in how downbursts and other wind events exert force on buildings. The results ultimately inform building standards to help create more resilient and better-protected communities.

    Building better power lines

    Big storms, like downbursts, can also take down power lines.

    Power lines extend hundreds of miles between cities and states, making them more susceptible to a hit from a localized severe storm, such as a downburst. If one of the towers falls, it can cause a chain reaction, like dominoes falling one after another. That can knock out power for large numbers of people.

    With colleagues, we have been testing transmission towers and multispan power-line systems under downburst and hurricane winds to understand how these structures respond, with the goal of developing better construction techniques. That work has helped to update the American manual for the design of power lines, which engineers use for designing safer, more storm-resilient transmission towers.

    What’s next

    Low-rise and mid-rise buildings are also vulnerable to downbursts, but the effects are less well understood. Downburst winds are most intense between 10 and 300 feet above the ground, meaning the roofs and walls of some low-rises can be hit with intense horizontal wind.

    Recent building codes have offered design guidelines to help ensure these buildings can withstand tornadoes. However, the way downbursts rotate in a short time around a building or a community of buildings puts pressure on the walls and the roof in different ways. Similar to straight-line winds, we expect high suction on the roof. Due to their short duration, varying wind direction and intense wind speed, downbursts may also cause excessive vibrations and varying pressure distribution on the roof components.

    How microbursts form.

    We’re now testing downburst damage to low- and mid-rise buildings to better understand the risks and help highlight changes that can make buildings more resilient.

    As populations grow, cities are adding more buildings. At the same time, powerful storms are becoming more frequent and more intense. Understanding the effects of different types of storms will help engineers construct high-rises, low-rises and power lines that are better able to withstand extreme weather.

  • MIL-OSI Russia: Country of migrants: the role of migration in regional development

    Major socio-political events, such as collectivization, caused mass internal migration in the USSR. Tens of thousands of people moved to new places to establish their daily lives and find work. These processes significantly changed the social, national and religious composition of the population of the regions, influenced economic development and the formation of healthcare and education infrastructure. Common features and characteristics of migration in the Perm region and Tuva were discussed at the round table of the “Mirror Laboratories” of the Yasinsky scientific conference.

    Internal migration in the USSR

    At the anniversary XXV Yasinsky (April) Conference The HSE hosted a round table discussion entitled “The History of Migration in the USSR: Regional Aspect.” It was organized as part of the Mirror Laboratories project, which brings together scientists from the HSE Perm campus and Tuva State University. The round table was moderated by Professor Faculty of Social, Economic and Computer Sciences, National Research University Higher School of Economics in Perm Sergey Kornienko.

    Vera Damdynchap, Head of the Department of General History, Archaeology and Documentation of the Faculty of History of Tuva State University, and Arzhana Nurzat, Senior Lecturer of the Department, presented a report entitled “Migration, Urbanization and Collectivization: Key Aspects of Social Transformation in Tuva (1944–1959).” Vera Damdynchap noted that Tuva’s accession to the USSR in 1944 accelerated the transformation of the economic structure.

    She said that by 1944 collectivization was not completed, and a significant part of the population was engaged in personal nomadic farming. Collectivization became an important element in the formation of the social structure of the population: by its end in 1955, the share of collective farmers reached 61.5% of the rural population of Tuva.

    At the same time, coal mining began in the autonomous region and enterprises in other industries began operating. This also changed the settlement structure of the population: the share of the urban population in 1944-58 increased from 6% to 33%. A particularly significant influx was recorded in the capital of the region, Kyzyl, as well as in the new cities and workers’ settlements of Chadan, Turan and Shagonar. It is significant that the total urban population increased by 1.4 times over 15 years, while its part from migrants increased by 7.6 times due to the relocation of rural residents and the arrival in Tuva of engineering and technical personnel and workers of new enterprises.

    The rapid growth of the urban population exacerbated the housing problem, which they tried to solve through temporary housing and rapid construction. It is curious that about 30% of collective farmers were involved in construction, having built 1,660 houses and cultural and household facilities.

    At the same time, the development of virgin and fallow lands began, which increased the role of farming in agriculture and the economy as a whole.

    In the post-war years, the number of Russians and Ukrainians who came to Tuva increased approximately 4 times, and their share in the population increased to 41%.

    Vera Damdynchap noted that in the autonomous region, collectivization was less dramatic than in neighboring Russian regions or, for example, in Buryatia.

    The role of forced migrants

    Associate Professor Departments of Humanities Anna Kimerling, a professor at the Faculty of Social, Economic and Computer Sciences at the National Research University Higher School of Economics in Perm, presented a report entitled “Social Technologies of Integrating Forced Migrants into the Territorial Community of the Molotov Region in the 1940s and 1950s,” prepared jointly with Sergei Kornienko.

    She said that the study is based on archival documents and interviews, including those recorded by the German society “Renaissance”. The number of residents of the Molotov (Perm) region between the censuses of 1939 and 1959 increased by 37.5%, and the regional center – by two times. For comparison: during this period, the population of the USSR increased by 9.5%.

    Among the forced migrants were about 40,000 Soviet Germans – special settlers and labor army soldiers. Until the Decree “On the lifting of restrictions on the legal status of Germans and their family members in special settlements” was adopted on December 13, 1955, they could not leave their places of residence and work.

    Economic adaptation played an important role. By the early 1950s, 11% of forced migrants had built their own homes, half had vegetable gardens, and a third had small cattle. Social and cultural factors also played a significant role. The chances of adaptation were increased by the marriage of a forced migrant to a local resident or a deportee, as well as the birth of children in the new family. This and joint work at an enterprise increased the chances of receiving housing and rations, which were used not only by workers, but also by older family members.

    Former forced migrants recalled that the attitude towards “Russian Germans” was wary. The local population was not always ready to help them, but in places of special settlements, where most of the residents were repressed, rapprochement was faster.

    The speaker named another adaptation factor as education, cultural and human capital, or a skill valued at the place of work. A labor army soldier who knew how to operate a tractor received a good ration at the logging sites. Another exile drove the head of the settlement and, thanks to personal communication, received the position of manager of a bread store, which dramatically improved the living conditions of his family.

    Over time, forced migrants played a significant role in the development of the region. For example, one of the exiled Germans later became the chief architect of the Solikamsk region, Yevgeny Wagner became the rector of the regional medical institute, and Anatoly Bartolomey became the rector of the polytechnic.

    Professor of the Department of Documentation and Information Support of the Department of History of the Ural Federal University Oleg Gorbachev asked whether individual examples of successful careers of exiled settlers can be considered a reflection of the liberalization of the regime in relation to them. According to Anna Kimerling, cases of transfer to a responsible position are few and they occurred mainly in the post-Stalin period, which reflected a certain evolution of the authorities’ attitude towards the repressed.

    Ethnic and religious aspects

    Head of the Department of Russian History at Tuva University Zoya Dorzhu and Associate Professor of the Department Alena Storozhenko presented a report on “Migration Processes in Tuva in the 1920s-50s. Ethno-confessional Aspect”. State sovereignty and autonomy formed a special state-political context of relations with neighboring regions, which also influenced migration.

    The speakers highlighted several periods of the authorities’ attitude to migration. With the establishment of the independent Tuvan People’s Republic in 1921, the authorities sought to limit the influx of Russians into its territory. Thus, checkpoints were established on the border, which, however, did not stop migration. As the country drew closer to the USSR in the 1930s, migration controls on the border were relaxed. Migration was also accelerated by the TPR authorities’ request to Moscow to send specialists. Often, the resettlements of the 1920s and 1930s were caused by the desire of some residents of nearby regions of the USSR to avoid repression and, at the same time, the desire to find a place for productive agriculture. After joining the USSR in 1944, the restrictions were lifted.

    Tuvans remained in the majority, but their share in the total population of the republic and the region fluctuated significantly. In 1921 and 1931 it was about 80%, in 1945 – 85%, and by 1959 due to mass migration it had dropped to 57%.

    Migration had a significant impact on the ethnic and religious composition of the population. Buddhists, shamanists, Orthodox Christians and pagans were represented in the republic. Moreover, the Old Believers, who appeared in Tuva back in the 19th century, integrated into its territory, and at the time of the creation of the TNR they constituted a third of the Russian-speaking residents of the republic.

    Sergey Kornienko wondered whether it was possible to find common themes in studying the migration processes of Tuva and the Perm (Molotov) region. According to Alena Storozhenko, the Uralians made up a significant portion of the Old Believers who moved to Tuva, but it is still difficult to accurately determine their share in the number of migrants.

    Organized labor migration

    Associate Professor of the Department of Humanities of the Faculty of Social, Economic and Computer Sciences of the National Research University Higher School of Economics in Perm Alexander Glushkov and Master’s student of the National Research University Higher School of Economics in Moscow Kristina Kozlova presented a report “Attracting Labor Migrant Workers to the USSR in the Late 1940s – 1950s: A Comparative Analysis of Agitation (Based on the Example of Enterprises in the Molotov Region of the RSFSR).” Alexander Glushkov recalled that in 1947, organized labor migrations resumed in the USSR. In the Molotov Region, workers were attracted to work in the coal industry, in logging enterprises and collective farms.

    Kristina Kozlova said that regional and republican authorities were engaged in agitation. In 1952, the regional executive committee issued a resolution defining the rules for selecting recruiters for resettlement and preparing agitation and reference materials.

    Among them, visual (posters) and written materials and oral propaganda can be singled out. Films were another form of propaganda. An important role was also played by materials in newspapers and magazines, including special issues of large-circulation newspapers, as well as brochures about the region, which included information about the region, as well as letters and stories from settlers.

    The recruiters’ lectures were devoted to the state and prospects of the region’s economy, as well as the international position of the USSR. Aleksandr Glushkov reported that the agitation did not cease even after the resettlement: the new residents of the region were explained the labor tasks facing them, and the authors of articles and posters also sought to reduce the number of resettlers returning home.

    The speakers compared the newspapers of two large enterprises of the region — the KamGESstroy and Molotovles trusts — before and after Stalin’s death, the forms of agitation and key narratives. The analysis showed that in the late Stalin period, non-material motives stood out: prestige, the call of the party and the desire to be useful to the Motherland. After Stalin’s death, material motivation increased: workers were offered to earn money, quickly improve their living conditions, including by acquiring a new profession. Agitation aimed at securing the settlers was focused on money and privileges.

    Kristina Kozlova summed up: a comparative analysis of the agitation of the late 1940s and mid-1950s allows us to identify common motives and a gradual transition to the prevalence of material incentives over ideological ones, although the latter did not disappear. This reflected the gradual transformation of Soviet society during the thaw.

    AI to the rescue

    Sergey Kornienko presented the report “Studying the History of Migration in the Digital Environment: Regional Aspect” (based on the materials of the joint project of HSE Perm and Tuva State University “Migration in the Socio-Economic, Demographic, Cultural and Human Dimensions”. HSE Mirror Laboratories Program, 2024-26).

    He identified three areas of digital scientific humanities research: creation and organization of digital versions of historical and historiographic sources; development and adaptation of methods, technologies and tools for digital research; representation of data and research results.

    During the project, its participants create digital versions of historical sources on the history of migration, including in the form of tables and data sets, information systems and databases.

    The professor said that rather complex types of sources have to be converted into digital format, in particular, lists of settlers, echelon lists, as well as household books describing the dwellings, livestock and inventory of settlers. Despite the development of technology, it is often necessary to resort to manual or semi-automatic digitization. Students are involved in this work, acquiring useful skills in digitizing documents. Digitized sources are convenient for conversion into tabular and matrix forms.

    Digital processing of document complexes allows us to eliminate gaps in some points of individual materials (for example, the absence of the year of birth or previous place of residence of a migrant), and to create metadata.

    To study propaganda materials for settlers of the 1940s and 50s, full-text resources were created, prepared for processing by computer methods and tools. In particular, this form of processing was used for the corpus of memoirs of settlers who moved to the Kaliningrad and Molotov regions.

    In addition, scientists conduct corpus studies using linguistic methods.

    Sergey Kornienko emphasized that digital methods allow increasing the reliability of research, introducing elements of novelty, introducing new sources more fully and processing old ones more effectively. This helps to better understand the impact of migration processes on the social structure and other components of migrants’ lives.

    The project participants will continue to use Data Science methods and apply neural network modeling – variants of artificial intelligence, the professor concluded.

    Warning issued against unauthorised building work in Bassetlaw

    The Environment Agency has issued a warning against unauthorised building near rivers and flood defences in Bassetlaw, North Nottinghamshire.

    The Environment Agency is reminding residents, landowners and developers in Bassetlaw about the law for carrying out work near main rivers and flood defences.

    Among the Environment Agency’s statutory duties are powers to manage flood risk from the sea and main rivers.

    These types of works, known as flood risk activities, may need an environmental permit before they can begin.

    The warning comes after the Environment Agency has become aware of unauthorised works in the Bassetlaw district in north Nottinghamshire.

    The environment permitting process ensures that proposed works are not going to increase flood risk or cause other environmental harm.

    A spokesperson for the Environment Agency said:

    We are encouraging anyone planning work near a river or flood defence to seek advice early.

    People may need an environmental permit before they can begin the work.

    It is a criminal offence to undertake unauthorised flood risk activities and offenders could face an unlimited fine and up to 2 years imprisonment.

    You may need to apply for permission to do any of the following regulated flood risk activities:

    • erecting any temporary or permanent structure in, over or under a main river, such as a culvert, outfall, weir, dam, pipe crossing, erosion protection, scaffolding or bridge
    • altering, repairing or maintaining any temporary or permanent structure in, over or under a main river, where the work could affect the flow of water in the river or affect any drainage work
    • building or altering any permanent or temporary structure designed to contain or divert flood waters from a main river
    • dredging, raising or removing any material from a main river, including when you are intending to improve flow in the river or use the materials removed
    • diverting or impounding the flow of water or changing the level of water in a main river
    • quarrying or excavation within 16 metres of any main river, flood defence (including a remote defence) or culvert
    • any activity within 8 metres of the bank of a main river, or 16 metres if it is a tidal main river
    • any activity within 8 metres of any flood defence structure or culvert on a main river, or 16 metres on a tidal river
    • any activity within 16 metres of a sea defence structure
    • activities carried out on the floodplain of a main river, more than 8 metres from the river bank, culvert or flood defence structure (or 16 metres if it is a tidal main river), if you do not have planning permission (you do not need permission to build agricultural hay stacks, straw stacks or manure clamps in these places)

    On April 26, Minister of Foreign Affairs Lin Chia-lung, serving as a special presidential envoy, successfully completed a five-day visit to Eswatini and returned to Taiwan.

    On the final day of the trip, Special Envoy Lin announced that the Ministry of Foreign Affairs would cooperate with Big Game Parks, an Eswatini wildlife conservation organization, and contribute one million emalangeni to assist the protection of rhinoceros habitat. The donation was witnessed by Eswatini Minister of Foreign Affairs and International Cooperation Pholile Shakantu and Minister of Tourism and Environmental Affairs Jane Mkhonta-Simelane. In a gesture symbolizing the friendship between Taiwan and Eswatini, Special Envoy Lin named a newborn baby rhino in the national park Formosa. The announcement represented a further expansion of the scope of bilateral collaboration into the sphere of preserving ecological diversity.

    In his remarks, Special Envoy Lin thanked Big Game Parks for its contributions to conservation. He said that Taiwan attached great importance to biodiversity and understood that every species played an indispensable role in human survival. Special Envoy Lin explained that as well as prioritizing conservation work, the government of Taiwan had also enacted the Wildlife Conservation Act and incorporated the Convention on International Trade in Endangered Species of Wild Fauna and Flora into national law. He added that Taiwan had worked hard to protect plants and animals at home and abroad to stop illegal exploitation of natural resources. Looking ahead, Special Envoy Lin said he hoped Taiwan and Eswatini would continue to jointly engage in related efforts.

    Acting on behalf of President Lai Ching-te, Special Envoy Lin led a large delegation including industry representatives to Eswatini from April 21 to 26 to join celebrations for the 57th birthday of King Mswati III. The visit demonstrated Taiwan’s high regard for Eswatini and further deepened the cordial relations and constructive cooperation between the two countries. 

    During the trip, Special Envoy Lin had audiences with the king and queen mother of Eswatini and met with other senior officials including the prime minister and foreign minister. He discussed bilateral cooperation plans and signed memorandums and joint statements that covered areas such as providing medical care, building 5G infrastructure, countering disinformation, and conserving wildlife. Special Envoy Lin also visited the referral and emergency complex and operating theater of Mbabane Government Hospital, which were built with assistance from Taiwan, as well as a factory that receives investment from local Taiwanese businesspeople.

         The Food and Environmental Hygiene Department (FEHD) announced today (April 30) that open auctions for a total of 590 stalls in 45 public markets will be held in May. Market stalls not taken at open auctions will be available to the public for renting at their upset prices on May 23 on a first-come, first-served basis.

    (1) Open auctions

    The types of stalls to be auctioned this time cover cooked food, frozen meat, fresh meat, fresh fish, frozen (chilled) poultry, fruits, vegetables, ready-to-eat food, food-related dry goods and wet goods, non-food related dry goods and wet goods, service trades, siu mei and lo mei, mobile phones/mobile phone accessories/electronic products/electronic parts, pet goods and pet food, hardware/locksmith, etc. The tenancy agreement is a three-year fixed term from June 1, with no right of renewal upon expiry of the tenancy agreement. The upset prices of the monthly rent of the stalls vary depending on the sizes, locations and vacancy periods of the individual stalls. The upset prices for the stalls in an open auction will be initially fixed at 80 per cent of the open market rent (OMR) if the stalls have been vacant for over six months, and at 60 per cent of the OMR if the vacant period has been over eight months.     The open auctions will be held at Room 410, 4/F, Food and Environmental Hygiene Department Nam Cheong Offices and Vehicle Depot, 87 Yen Chow Street West, Kowloon. Limited seats are available on a first-come, first-served basis. The admission tickets will be issued 30 minutes prior to the commencement of each auction. Persons who want to attend the auctions must wait at the waiting area of the auction venue and produce their Hong Kong identity card or passport for registration. The registered person will then be provided with an admission ticket for the auctions. In addition, eligible bidders after verification will be issued with a bidding paddle for the auction. The FEHD has also invited representatives of the Police and the Independent Commission Against Corruption to monitor the auctions at the auction venue in order to ensure that the open auctions are conducted in an orderly and fair manner.

    (2) Renting at upset prices on first-come, first-served basis

    The tenancy agreement of market stalls renting on a first-come, first-served basis is a three-year fixed term from July 1, with no right of renewal upon expiry of the tenancy agreement.     A spokesman for the FEHD said, “Bidders or applicants for the market stalls must be at least 18 years old and ordinarily reside in Hong Kong. To allow more people to bid for or select the stalls and increase customer choices by enhancing the diversity in terms of the variety of stalls, there will be a restriction on the number of stalls to be rented in the same market by a single tenant. Any person who is currently a stall tenant is not allowed to bid in the first round of auction for any stall in the same market, and will only be allowed to bid for one stall in the second round of auction or to select one stall in the same market on a first-come, first-served basis. The existing tenants under the new three-year fixed term tenancy scheme (i.e. those persons who became stall tenants through the market open auctions after August 2022) are allowed to bid for a stall in the auction or select a stall on a first-come, first-served basis in the same market, but shall vacate the current stall and return it to the FEHD before the effective date of commencement of the new tenancy agreement.”

  • MIL-OSI United Kingdom: Improvement works begin at the Serpentine Lake, Moor Park

    Work has officially commenced on the Serpentine Lake at Moor Park, marking the start of an important project to de-silt and extend the historic lake, as well as the reinstatement of the Serpentine Bridge and improvements to the Loggia alongside wider park enhancements to the play area and football pavilion.

    Funded in part by the Government, this project forms a key element of a wider programme of improvements planned for Preston’s parks as part of the £20m Active Preston: Improving our Community Infrastructure programme.

    The works around the Serpentine Lake will include the de-silting and extension of the water body, a process involving the careful removal of accumulated silt, mud and organic material from the lake bed to enhance water quality and biodiversity.

    The lake will be extended to its original size as proposed by Edward Milner, the original designer of the park. In addition, footpaths and railings surrounding the lake will be upgraded, and the Serpentine Bridge will be reinstated.

    Mark Taylor, Interim Director of Environment and Property at Preston City Council, said:

    “We are pleased that works have commenced at Moor Park and on the Serpentine Lake. These essential measures are part of a significant effort to preserve the lake and protect the surrounding habitats.

    “This important project will revitalise the park, enhancing it as a welcoming space for both the local community and wildlife to enjoy for years to come.”

    Ahead of the de-silting process, a specialist fish rescue will be carried out to safely relocate the lake’s fish population, including species such as three-spined stickleback, roach, and koi carp, into aerated holding tanks for the duration of the works. Koi carp are a non-native invasive species and will not be returned to the lake but will be relocated appropriately.

    Approximately 100 trees have already been removed from Serpentine Lake to allow the expansion of the lake and to restore it to its former glory. Two trees have already been removed at the southeastern entrance as they are causing damage to the stone entrance walls.

    The walls and pillars are to be rebuilt and refurbished as part of the project. To mitigate the loss of tree cover, the multi-million-pound refurbishment includes a tree replacement programme, shrub and wildflower planting which will increase the biodiversity on the park by at least 10%.

    The trees that have been removed were inspected for both bat and bird life. No bat or nesting birds were present however the Council take the removal of trees and its potential impact on the native wildlife very seriously and ecologist specialists have been present on site throughout the duration of the works, inspecting and monitoring for nesting birds in the area every 48 hours.

    As the water level is dropped and the lake drained to enable the next phase of works, any ducks present will also be monitored, however there is no specific plan in place to relocate them as specialists believe that they will naturally find a new local watercourse of their own accord.

    This project is part of the ongoing transformation of Moor Park, Preston’s largest and oldest park, which will also see future improvements to the football changing pavilion, and the main play area. These works are scheduled for completion by 2026.

    Question:
     
         Under the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal (the Convention), member countries (Parties) are expected to treat and dispose of wastes as close as possible to their place of generation and to prevent and minimise the generation of wastes at source, and waste lead-acid batteries are hazardous waste regulated under the Convention. China is a Party to the Convention, the Convention is therefore applicable to Hong Kong as well. It has been reported that at present, most of the waste lead-acid batteries in Hong Kong were exported to other places (including Korea) after treatment, and those recycled locally only accounted for a small portion. In this connection, will the Government inform this Council:
     
    (1) of the quantity of waste lead-acid batteries generated in Hong Kong in each of the past three years, as well as the respective quantities of waste lead-acid batteries preliminarily processed locally, exported to overseas advanced facilities for recycling (with a breakdown by export areas) and recycled locally;
     
    (2) of the respective maximum annual treatment capacities of the facilities for (i) preliminary treatment and (ii) recycling of waste lead-acid batteries in Hong Kong;
     
    (3) of the details of projects relating to waste lead-acid batteries subsidised by the Recycling Fund in the past three years (including but not limited to the amount of subsidy granted for each project and the content of the subsidy);
     
    (4) of the current progress of the implementation of the Producer Responsibility Scheme on waste lead-acid batteries, as well as the recovery target for local waste lead-acid batteries after the implementation of the Scheme; and
     
    (5) whether the authorities have formulated a contingency plan to cope with the situation where the collection of treated waste lead-acid batteries exported from Hong Kong will be suspended in the event of policy adjustments by Korea or other places; if so, of the specific proposals; if not, the reasons for that?

         Handling of waste lead-acid batteries is strictly regulated under the Waste Disposal Ordinance, and the Waste Disposal (Chemical Waste) (General) Regulation including registration as chemical waste producers, applications for chemical waste collection and disposal licences, reporting the quantities of waste lead-acid batteries produced, collected and disposed of, and regulating the transboundary movements of waste lead-acid batteries according to the Basel Convention (the Convention).
     
        Any person intending to export waste lead-acid batteries for recycling should apply to the Environmental Protection Department (EPD) for an export permit. Prior to issuing the permit, the EPD will obtain written consent from the relevant authority of the concerned state of import to ensure that the waste lead-acid batteries will be transported to an approved recycling facility in the destination location for recycling in an environmentally sound manner.
     
         The Convention encourages the Parties of the Convention to dispose of controlled waste within the country of origin as far as possible, but it does not prohibit the import or export of such waste under certain conditions, including that the state of import needs the waste as a raw material for recycling or recovery use. Currently, the waste lead-acid batteries exported from the Hong Kong Special Administrative Region comply with the above principles. Under the permit control system, approval from the competent authority of the concerned state of import must be obtained prior to the export of waste lead-acid batteries, which must be recycled in facilities equipped with processing capacity in waste lead-acid batteries.
     
         The EPD will continue to combat illegal collection and disposal of waste lead-acid batteries, and promote proper disposal of waste lead-acid batteries and the relevant legal requirements to the trade.
     
         The reply to the question raised by the Hon Judy Chan is as follows:
     
    (1) and (2) Currently, there are approximately 700 000 fuel-powered or gas-powered vehicles in Hong Kong, amounting to an estimation of around 3 000 tonnes of waste lead-acid batteries generated annually. In addition to other applications including uninterruptible power supply systems (e.g. data centres and emergency lighting), non-road mobile machineries (e.g. forklifts), vessels, and emergency generators in industrial and commercial buildings, an additional 3 500 to 4 000 tonnes of waste lead-acid batteries are generated each year. Thus, it is estimated that a total of 6 500 to 7 000 tonnes of waste lead-acid batteries are generated in Hong Kong annually. In recent years, the number of electric vehicles in Hong Kong has been steadily increasing. There were 110 014 electric vehicles in Hong Kong in 2024, representing about 12.2 per cent of the total number of vehicles. As newly launched electric vehicles no longer use lead-acid batteries, it is expected that the quantity of waste lead-acid batteries generated will gradually decline in the future.    
     
         Currently, there are eight licensed disposal facilities for disposal of waste lead-acid batteries, seven of which conduct preliminary treatment such as sorting, insulation, and packaging before exporting the waste lead-acid batteries to overseas facilities for recycling. According to the capacity stipulated in their licences, these seven facilities can collectively process up to approximately 42 000 tonnes of waste lead-acid batteries annually. Another licensed facility located at the EcoPark in Tuen Mun processes waste lead-acid batteries into lead bullion by dismantling waste lead-acid batteries into lead grid and lead paste by means of high temperature smelting. The maximum annual disposal capacity (for lead bullion production) stipulated in its licence is about 8 000 tonnes.

    (3) Over the past three years (i.e. 2022 to 2024), the Recycling Fund approved a total subsidy of about $1.03 million for seven waste lead-acid batteries recyclers. The approved funding was to subsidise the purchase of equipment, such as packaging machine, scissor lift and electric pallet truck for enhancing their productivity, and provide a one-off subsidy to frontline recycling staff to help the recycling industry to cope with the COVID-19 epidemic.
     
    (4) The Government has introduced the Promotion of Recycling and Proper Disposal of Products (Miscellaneous Amendments) Bill 2025 (Amendment Bill) to the Legislative Council on April 2 this year to establish a common legislative framework for the producer responsibility schemes (PRSs) applicable to different products. After the passage of the Amendment Bill, we will extend PRSs to more products (including lead-acid batteries) as and when appropriate by means of subsidiary legislation.
     
         The EPD has conducted consultations on the proposed PRS on lead-acid batteries from June 2023 to April 2025. We hitherto have met with more than 40 companies or organisations including trade associations of automotive batteries and tyres industry, traders of automotive parts, suppliers of uninterrupted power supplies, medical devices and forklifts, as well as engineering contractors and recyclers, with a view to considering the trade’s opinions when drawing up the implementation details. We will maintain a close communication with the trades and take into account their views for the sake of fine-tuning the operational details of the scheme as appropriate, including setting appropriate recycling targets in light of the prevailing circumstances.
     
    (5) After proper treatment of waste lead-acid batteries, valuable lead materials can be recovered, which have considerable value in the international recycling market. Therefore, there is a market for purchasing waste lead-acid batteries for recycling. Apart from Korea, many countries including Poland, the Czech Republic, Spain, Mexico, Greece, and Canada, possess the capability to process waste lead-acid batteries and import them from other places for recycling purposes. The local recycling facility located at the EcoPark is also capable of treating locally generated waste lead-acid batteries. Therefore, even if certain places adjust their policies and cease importing treated waste lead-acid batteries, the market is still capable of handling them.

  • MIL-OSI Asia-Pac: CFS announces food safety report for March

    The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department today (April 30) released the findings of its food safety report for last month. The results of about 5 400 food samples tested (including food items purchased online) were found to be satisfactory except for two unsatisfactory samples that were announced earlier. The overall satisfactory rate was 99.9 per cent.

    A CFS spokesman said about 1 900 food samples were collected for microbiological tests, and about 3 500 samples were taken for chemical and radiation level tests.

    The microbiological tests covered pathogens and hygiene indicators; the chemical tests included testing for pesticides, preservatives, metallic contaminants, colouring matters, veterinary drug residues and others; and the radiation level tests included testing for radioactive caesium and iodine in samples collected from imported food from different regions.

    The samples comprised about 1 700 samples of vegetables and fruit and their products; about 400 samples of cereals, grains and their products; about 700 samples of meat and poultry and their products; about 800 samples of milk, milk products and frozen confections; about 700 samples of aquatic and related products; and about 1 100 samples of other food commodities (including beverages, bakery products and snacks).

    The two unsatisfactory samples comprised a papaya sample detected with a pesticide residue at a level exceeding the legal limit and a prepackaged double cream sample detected with a total bacterial count exceeding the legal limit.

    The CFS has taken follow-up actions on the above-mentioned unsatisfactory samples, including informing the vendors concerned of the test results, instructing them to stop selling the affected food items, and tracing the sources of the food items in question.

    The spokesman reminded the food trade to ensure that food is fit for human consumption and meets legal requirements. Consumers should patronise reliable shops when buying food and maintain a balanced diet to minimise food risks.

    Separately, in response to the Japanese Government’s discharge of nuclear-contaminated water at the Fukushima Nuclear Power Station, the CFS will continue enhancing the testing on imported Japanese food, and make reference to the risk assessment results to adjust relevant surveillance work in a timely manner. The CFS will announce every working day on its dedicated webpage (www.cfs.gov.hk/english/programme/programme_rafs/daily_japan_nuclear_incidents.html) the radiological test results of the samples of food imported from Japan, with a view to enabling the trade and members of the public to have a better grasp of the latest safety information.

  • MIL-OSI Asia-Pac: FEHD continues to provide convenience facilities, enhance gear and improve working environment for frontline cleansing workers (with photos)

    A spokesman for the Food and Environmental Hygiene Department (FEHD) said today (April 30) that the department is committed to providing frontline cleansing workers with an appropriate working and resting environment. It continuously reviews their basic needs, including access to drinking water, places for short breaks, water for cleansing tools, and toilet facilities, to ensure that the needs of all frontline cleansing workers are met. Where conditions permit, the FEHD will also strive to further improve the working environment and provide more convenient staff facilities by refurbishing or upgrading refuse collection points (RCPs).

    The spokesman said, “The department attaches great importance to the working environment of frontline cleansing workers. There are some 900 village-type RCPs/RCPs with temporary structures under the FEHD’s management, most of which are located in rural areas. Due to geographical constraints, these sites are unable to provide these convenience facilities. Although no personnel were deployed to be stationed at the RCPs, the FEHD strives to ensure that cleansing workers at work nearby have access to drinking water, places for short breaks during hot weather, water for cleansing tools, and toilet facilities in their work zones or within a few minutes’ walk. To further enhance the resting environment for rural workers, the FEHD has installed 133 solar cooling kiosks since 2023. These kiosks are equipped with solar-powered facilities, including air coolers, electric fans, and exhaust fans. Similar solar-powered and staff convenience facilities have also been added to 15 staff resting places in rural areas and 14 village-type RCPs.”

    Since 2020, in newly built or refurbished off-street RCPs, the FEHD has, depending on the actual site conditions, endeavoured to provide staff with changing and personal storage spaces, as well as facilities for short beaks and meals. Additionally, amenities such as cold and hot water dispensers, microwave ovens, electric steamers, refrigerators, electric fans, tables and chairs, and power sockets have been installed wherever possible. Air conditioning systems will also be installed in the staff dining rooms where feasible.

    Meanwhile, the FEHD has been enhancing the gear provided to frontline staff. At present, all frontline cleansing workers of the FEHD have been provided with working uniforms that have sweat-wicking, breathable and reflective properties, and are equipped with portable waist-mounted fans to help them keep cool in hot weather. To further enhance the occupational safety and health (OSH) of contractors’ cleansing workers, the FEHD has collaborated with the Hong Kong Research Institute of Textiles and Apparel to develop new work raincoats and shoes for cleansing workers. The new work shoes are designed with good breathability, waterproofing, durability, slip resistance, shock-absorption, and antimicrobial functions. They are easy to clean and incorporate appropriate fabric materials and ergonomic design to enhance comfort and reduce the risk of foot injury. The new raincoats are made from high-quality fabrics that are waterproof, breathable, and durable, with thermoregulation function to adapt to varying temperatures. The FEHD will include a new contract clause when awarding new public cleansing service contracts, requiring contractors to provide frontline staff with the new uniform raincoats and work shoes.

    The FEHD is currently trying out the use of power-assisted trolley to reduce the physical strain on frontline cleansing workers when transporting refuse. These trolleys are equipped with safety features such as reflective edges, horns, fencing, rotating wheels for braking, and rear lights. The FEHD will examine its feasibility of wider use based on the trial results.

    To strengthen OSH protection for frontline cleansing workers, the FEHD has implemented several measures. These include conducting assessments for departmental staff in accordance with the criteria provided in the Labour Department’s Guidance Notes on Prevention of Heat Stroke at Work and requiring contractors to perform similar assessments for their employees. All assessed staff members have received written notification of the results, which have also been put up at roll-call points in various districts so that staff members can be aware of the results. When the Heat Stress at Work Warning is in effect, the FEHD and its contractors must arrange rest breaks for employees based on the adjusted hourly rest time listed on the assessment forms.

    Following is a question by the Hon Carmen Kan and a written reply by the Secretary for Environment and Ecology, Mr Tse Chin-wan, in the Legislative Council today (April 30):

    The Government has indicated in the 2024 Policy Address that it will continue to promote waste reduction and recycling, including expanding the community recycling network, and reviewing the tender arrangements and requirements for the GREEN@COMMUNITY project to enhance its cost-‍effectiveness and improve service quality. In this connection, will the Government inform this Council:
     
    (1) given that, under the 2024 Legislative Programme, the Government plans to amend the Waste Disposal Ordinance (Cap. 354) to require the property management companies and owners’ organisations of major housing estates and single-block residential buildings with relatively large number of flats (the property management sector) to separately collect common types of recyclables and pass them to downstream recyclers for processing, but the relevant legislative proposals have yet to be submitted to this Council, and the Promotion of Recycling and Proper Disposal of Products (Miscellaneous Amendments) Bill 2025 (the Bill), which involves amendments to Chapter 354, does not include the aforesaid legislative proposals, of the reasons for that; whether the Government has assessed the impact of its failure to implement the aforesaid legislative proposals on the effectiveness of its efforts to expand the community recycling network as indicated in the 2024 Policy Address; if so, of the details; if not, the reasons for that;
     
    (2) given that the Waste Reduction and Recycling Charter (the Charter) was launched in June last year for private residential premises to enhance residents’ awareness of recycling, of the following information on the signing of the Charter by management groups of private residential premises each month since its launch (set out in a table): the number of private residential premises involved (and their proportion to the total number of private residential premises in Hong Kong), the number of households involved, and the recycling data for such premises; whether the authorities have studied the reasons why some management groups of private residential premises have not signed the Charter, and when legally-binding waste reduction and recycling regulatory measures will be implemented for the property management sector based on the implementation experience of the Charter;
     
    (3) given that the plastic shopping bag (PSB) charge under the existing Plastic Shopping Bag Charging Scheme (the Charging Scheme) is retained and handled by business operators on their own, whether the authorities have required business operators to submit information on the number of PSBs distributed and the amounts of income involved for each of the past five years (i.e. 2020-2021 to 2024-2025); if so, of the relevant annual data, with a tabulated breakdown by business sectors; if not, the reasons for that;
     
    (4) given that the fixed penalty under the current Charging Scheme can be paid via electronic platforms (e.g. the Faster Payment System), and taking into account the current fiscal position of the Government, whether the authorities will consider adjusting the policy and drawing on the practice of penalty payment to allow members of the public to pay the PSB charge to the Government directly via electronic payment methods; if so, of the details; if not, the reasons for that; and
     
    (5) given that, based on the information provided by the Government in response to my question regarding the Estimates of Expenditure for the 2025-2026 fiscal year, the operating expenditure of the GREEN@COMMUNITY project has increased annually, with the budget for 2025-2026 being $507 million, an increase of 61.98 per cent over the actual expenditure of $313 million in 2023-2024, there are views that the operational model of the project is unsustainable, and the Government has indicated in the 2024 Policy Address that it will review the tender arrangements and requirements for the project to enhance its cost-effectiveness, of the details and specific timetable of the relevant work?

    The Government continues to vigorously promote waste reduction and recycling, enhance the community recycling network and strengthen public education to promote a green culture of waste reduction and recycling in our society. The recycling network, comprising the Programme on Source Separation of Waste and GREEN@COMMUNITY, has reached a coverage over 90 per cent of the population in Hong Kong. The various waste reduction and recycling initiatives implemented have achieved encouraging results to date. The current-term Government has reversed the rising trend of waste disposal amount. The daily average quantity of municipal solid waste (MSW) disposed of at landfills has consistently declined for three consecutive years since 2021. The daily quantity of MSW disposed of at landfills decreased from 11 358 tonnes in 2021 to 10 510 tonnes in 2024, amounting to a total reduction of 7.5 per cent.
     
    The reply to the question raised by the Hon Carmen Kan is as follows:
     
    (1) and (2) Having consulted the property management trade and owners’ organisations, we consider that prior to implementing legislation to regulate separation and recycling of domestic waste, it would be appropriate to further promote participation of residential premises and increase the quantity and variety of domestic waste recycling facilities by way of enhancing publicity and public education first. In this connection, the Environmental Protection Department (EPD) launched the Waste Reduction and Recycling Charter (the Charter) in June 2024 to encourage private residential premises (PRPs) to set up more waste separation and recycling facilities which are easily accessible within the premises. In addition to the collection of common types of recyclables including paper, metals and plastics, the signees of the Charter are required to collect glass containers, beverage cartons and food waste, and ensure that the collected recyclables are handed over to downstream recyclers. The signees are also obligated to maintain delivery records of various types of recyclables and regularly publish recycling data for residents’ information with a view to enhancing the performance management of recyclables and instilling residents’ confidence in the practice of waste separation and recycling. The Charter has received very positive feedbacks from the housing estates. In about nine months, as at the first quarter of 2025, 858 PRPs have already signed the Charter, covering about 740 000 households, representing about 40 per cent of the total number of households in PRPs with property management companies/owners’ corporations/residents’ organisations across the territory. About 2 000 waste separation and recycling facilities have been set up additionally. According to the preliminary data, the average recovery rate per household participating in the Charter is showing an increasing trend.

    The EPD will continue to encourage more PRPs to join the Charter through various channels such as publicity at district level and engagement with property management sector, in order to provide enhanced recycling facilities for more members of the public. Some PRPs have reflected that they have not joined the Charter due to inadequate space. The EPD will continue to maintain communication with these premises and explore whether we could offer any assistance. 
     
    (3) and (4) During the initial phase of the Plastic Shopping Bag (PSB) Charging Scheme from 2009 to 2015, retailers subject to the regulation were required to submit returns and remit their levy income to the Government on a quarterly basis. When the Scheme was extended to cover the entire retail sector in 2015, the Government decided to adopt a “retention” approach after public consultation, under which retailers are allowed to retain and handle the PSB charges on their own without the need of remitting to the Government or submitting returns, so as to reduce the administrative burden and compliance costs on small and medium enterprises. Following the implementation of the Enhanced Scheme on December 31, 2022, the number of PSBs disposed of in 2023 decreased significantly by around 31.5 per cent compared to that in 2022, among which the flat-top bags disposed of dropped by more than 60 per cent alone. In view of the effectiveness of the Enhanced Scheme, the EPD so far has no plan to adjust the existing mode of operation. As retailers are not required to remit the PSB charges to the Government, the EPD does not have the figures of PSBs distributed by retailers or the PSB charges involved in the past five years.
     
    (5) As mentioned above, the EPD is continuously expanding the community recycling network GREEN@COMMUNITY to strengthen the recycling facilities at district level. The number of GREEN@COMMUNITY public collection points has notably increased from around 250 in 2023 to over 800 at present. These include 12 Recycling Stations focusing on both environmental education and recycling support, 82 Recycling Stores located in close proximity to clusters of single-block buildings or set up in public rental housing (PRH) estates, around 600 Recycling Spots, and over 100 sets of smart recycling bins. As the 50 Recycling Stores set up in PRH estates mainly commenced operation progressively in the first half of 2024, their expenditures were not reflected in 2023-24. Together with an increase in some 470 Recycling Spots thereafter, the estimated operating expenditure of 2025-26 increases to some extent compared to that of 2023-24. However, the quantity of recyclables collected by GREEN@COMMUNITY has been continuously increasing remarkably at the same time from around 26 900 tonnes in 2023 to around 41 800 tonnes in 2024, with a year-on-year increase of nearly 60 per cent. The quantity of recyclables collected in the first quarter of 2025 was around 11 270 tonnes, representing a further increase compared to the same period last year.
     
    To enhance the overall cost-effectiveness and sustainability of the operation of GREEN@COMMUNITY, the EPD is reviewing the tender arrangements and requirements for GREEN@COMMUNITY facilities. For example, in the tendering for the follow-on contracts of 12 Recycling Stores conducted early this year, different types of operators (including private enterprises) have been included, with a view to reducing cost through enhanced competition. The EPD will also relocate some of the Recycling Stores to suitable government facilities and make greater use of smart recycling devices to gradually transform the operation of Recycling Stores into self-service recycling facilities, so as to reduce the rental expenses and operating costs. The EPD will review the operation of GREEN@COMMUNITY from time to time and adjust the service arrangements as necessary, with a view to enhancing its cost-effectiveness.

         It is learnt that the Government commenced the rural trunk sewerage project in Kam Tin Heung (the trunk sewerage project) in as early as 2006, and the private housing courts completed in the vicinity have already been connected to the trunk sewer. However, there have yet to be any public sewer connection works carried out for quite a number of the villages under the Kam Tin Rural Committee, causing great distress to the villagers over the years. In this connection, will the Government inform this Council:
     
    (1) of the following information on the villages under the Kam Tin Rural Committee in relation to public sewer connection works (set out in a table): (i) the names of the villages where public sewer connection works have been completed or are being carried out, (ii) the titles of the relevant works projects as well as the time required/estimated for completing the works, and (iii) the names of the villages where no public sewer connection works have been carried out;
     
    (2) among the villages mentioned in (1)(iii) where no public sewer connection works have been carried out, of a list of those villages for which the authorities have plans to carry out such works, as well as the locations and commencement dates of such works (set out in a table);
     
    (3) of the commencement and completion dates of the trunk sewerage project, as well as the shortest distance for laying a sewer to connect to the trunk sewer from Kam Tin Heung; and
     
    (4) as it is learnt that in 2016, the Kam Tin Rural Committee made a request for improvement of the sewerage system of Kam Tin Heung, as well as proposed to lay sewers to connect to the aforesaid trunk sewer, whether the authorities will carry out such works for Kam Tin Heung; if so, of the details; if not, the reasons for that?

         The Government has all along been allocating resources with a view to taking forward the Village Sewerage Programme (the Programme) to progressively provide public sewerage facilities in village areas for improving rural environment and enhancing the water quality of rivers and coastal waters. Currently, the sewerage systems for 17 village areas in Yuen Long district have been completed. 

         The Government’s consolidated reply to the question raised by the Hon Holden Chow is as follows:

    (1) and (2) The Programme currently covers nine village areas in Kam Tin, Yuen Long. Among them, the Drainage Services Department commenced the village sewerage works for part of Kam Tin Shi in 2020 and completed the works in 2024, while the investigation study for the sewerage systems of the other eight village areas has been completed. Relevant information is tabulated below:

         Given the large number of village areas scattered over an extensive area in Yuen Long district, the Government will take into account various factors, including level of improvement to the environment by the Programme, density of village population, preference of residents, technical feasibility, cost-effectiveness and financial position, to plan relevant works for the remaining village areas in Kam Tin in a timely manner.

    (3) and (4) The works project of Kam Tin trunk sewers commenced in 2005. However, due to a lack of consensus among stakeholders and congestion of underground utilities along the route, parts of the trunk sewers of the Kam Tin village sewerage were not completed concurrently upon project completion in 2011. Nevertheless, the constructed trunk sewers are still available for connection to the aforementioned village areas in Kam Tin. In general, the distance for laying branch sewer to connect to trunk sewer is considered during the detailed design stage of individual village sewerage projects.

         The Government will continue to strengthen communication with stakeholders such as District Councils, Rural Committees, and village representatives for the orderly planning and implementation of the village sewerage projects. Residents in village areas yet to be provided with public sewerage at present, including some remote and sparsely populated villages, can continue to use on-site sewage treatment facilities such as septic tanks and soakaway systems to treat their sewage.

  • MIL-OSI Asia-Pac: IGNCA Honours Padma Awardees in a Celebratory Gathering

    A grand felicitation ceremony was held at the Indira Gandhi National Centre for the Arts (IGNCA) on Tuesday to honour five distinguished personalities who have been conferred with the Padma Shri award for their outstanding contributions in the fields of art and temple architecture. The IGNCA specially invited these eminent figures to recognise and celebrate their exemplary work. The awardees honoured at the event included: renowned art historian Prof. Ratan Parimoo for his contributions to the field of art; eminent musicologist and educationist Prof. Bharat Gupt for his work in the field of classical arts; acclaimed sculptor Shri Adwaita Charan Gadanayak; distinguished temple architect Shri Radhakrishnan Sthapathy; and celebrated Maand and Bhajan singer Begum Batool for her contribution to the preservation and performance of traditional music. The event was envisioned by Dr. Sachchidanand Joshi, whose initiative brought together this celebration of distinguished contributions. It was presided over by Padma Vibhushan Dr. Sonal Mansingh, renowned Nritya Guru, scholar, and former Rajya Sabha member, who chaired the session with grace and insight.

    In her address, Dr. Sonal Mansingh began by warmly congratulating the Padma awardees and acknowledged their contributions as an integral part of India’s cultural heritage. She remarked that such individuals serve as an inspiration to society and play a vital role in preserving and sustaining our traditions. Reflecting on the unique spirit of the IGNCA, Dr. Mansingh observed that those who become associated with the institution often develop a bond that endures for a lifetime. She reaffirmed IGNCA’s standing as a centre of excellence, recognised for fulfilling its responsibilities with precision, consistency, and unwavering commitment. Even the most demanding tasks, she remarked, are carried out with exceptional efficiency and integrity at IGNCA. She added that this

    ‘National Centre for the Arts’ stands as a true emblem of Indian art.

    On this occasion, Member Secretary of IGNCA, Dr. Sachchidanand Joshi, in his welcome address, remarked that each of the Padma Shri awardees being honoured shares, in one way or another, a deep connection with the Indira Gandhi National Centre for the Arts. He expressed that it is a matter of pride and honour for IGNCA to be able to felicitate such distinguished scholars from its own platform. Referring to Adwaita Gadanayak, he said, “Adwaita is truly Advitiya (unique).” Dr. Joshi affectionately addressed Begum Batool as an elder sister and highlighted that Radhakrishnan Sthapathy, though a trained engineer by profession chose to leave engineering behind to carry forward his father’s tradition of temple architecture. He emphasised that the bond being celebrated today is not merely one of recognition, but of a deeply rooted familial and emotional connection with IGNCA.

    Reflecting on the significance of this year’s Padma Awards, Dr. Joshi noted that while the annual announcements always bring pride, this year felt particularly personal. On the night the honours were declared, he personally called twenty-two individuals to extend his congratulations. Among those recognised were President of IGNCA, Shri Ram Bahadur Rai, conferred with the Padma Bhushan, and Trustee of IGNCA, Shri Vasudev Kamath, along with Prof. Bharat Gupt-both recipients of the Padma Shree. Their long-standing and meaningful association with IGNCA, like that of the other awardees being felicitated, made this celebration especially memorable.

    ibutions of Prof. Bharat Gupt and Prof. Ratan Parimoo, highlighting their enduring impact in the realms of classical thought and art history. Prof. Achal Pandya, HoD, Conservation and Cultural Archives Division, IGNCA, elaborated on the life and work of Shri D. Radhakrishnan Sthapathy, drawing attention to his dedication to the sculptural traditions of South India and his commitment to preserving indigenous forms. Prof. Richa Kamboj, HoD, Kaladarsana Division, IGNCA, presented a comprehensive profile of Shri Adwaita Gadanayak, delving into his significant achievements as a sculptor and arts administrator. Shri Anurag Punetha, Controller, Media Centre, IGNCA, introduced Begum Batool with warmth and reverence, offering a detailed account of her contributions to the preservation and promotion of oral and folk traditions.

    On this occasion, all five Padma Shri awardees also shared their thoughts and expressed their heartfelt gratitude to IGNCA for organising this felicitation ceremony. Begum Batool delighted the audience by singing the famous Rajasthani folk song “Kesariya Balam Padharo Mhare Des” in her resonant voice.

    Held at the Samvet Auditorium, the event saw participation from scholars, students, and art connoisseurs from Delhi and across the country. The speakers lauded the contributions of the awardees, describing them as guardians of India’s cultural consciousness. Organised by IGNCA, the ceremony was not only a gesture of honour but also an inspiring initiative to carry forward the legacy of Indian artistic traditions to the younger generation.

         Report No. 84 of the Director of Audit on the results of value for money audits was tabled in the Legislative Council this morning (April 30).

         A value for money audit is an examination into the economy, efficiency and effectiveness with which any bureau of the Government Secretariat, department, agency or other public body has discharged its functions. Report No. 84 of the Director of Audit covers a variety of subjects on the administration of government programmes and provision of public services.

  • MIL-OSI Australia: Limited access returns to world class Ex-HMAS Brisbane dive site after ex-Tropical Cyclone Alfred

    The Ex-HMAS Brisbane Conservation Park dive site has partially reopened following a temporary closure in the wake of ex-Tropical Cyclone Alfred.

    Renowned for its crystal-clear waters and vibrant marine life, this iconic piece of Australian naval history offers divers an unforgettable underwater experience just off the Sunshine Coast.

    Although rectification works are continuing to protect both divers and its surrounding marine environment, guided external-only dives have been given the green light to recommence.

    Access to the site is available exclusively through bookings with SunReef and Scuba World, with the public mooring set to remain closed until further notice to support rectification activities and ensure visitor safety.

    Principal Ranger of Southern Marine Parks, Queensland Parks and Wildlife Service, Steve Hoseck emphasised the importance of the rectification efforts in getting tourism operators back in business.

    “Reinstating the Ex-HMAS Brisbane as one of Australia’s premier wreck diving destinations is a top priority,” Mr Hoseck said.

    “We’re allowing controlled access for certified advanced divers, giving them a unique opportunity to witness the impact of a cyclone on a wreck while making sure ongoing rectification work continues uninterrupted.

    “Divers from around the world are drawn to the Ex-HMAS Brisbane wreck, and even with limited access, we’re delighted to get people back in the water to experience this Queensland icon.”

    Access Guidelines:

    • No physical contact with the wreck permitted.
    • Water visibility must be greater than 5m.
    • No swimming over or entering the rectification areas.
    • Divers must remain 2.5m away from the wreck.
    • Max distance between divers of 2m.
    • Group sizes are limited and must be accompanied by a certified guide.
    • Set dive route.
    • Certified advanced divers and above.

  • MIL-OSI Australia: Illegal hunters catch heavy fines in Bribie Island National Park

    Queensland Police Service (QPS), in collaboration with Queensland Parks and Wildlife Service (QPWS), have fined two men for illegal pig hunting activity within Bribie Island National Park.

    Feral pigs are a declared pest in Queensland and can be managed under strict control measures on private land, but hunting in national parks is strictly prohibited.

    The incident occurred late last month after park rangers and police were alerted to two vehicles entering the park on multiple occasions to hunt feral pigs.

    Officers and rangers observed suspicious activity in the area and upon further investigation, discovered the men had travelled on restricted access roads, entering the park unlawfully with pig-hunting dogs and associated equipment.

    The offenders allegedly removed their number plates to avoid detection from number plate recognition cameras, however police were able to successfully identify the involved vehicles.

    The two men were intercepted by police and issued infringement notices, receiving a combined $9,032 in fines under Queensland’s Nature Conservation Act 1992 and various Transport Operations Acts and Regulations.

    QPWS Manager Chris Skennar said the illegal activities can cause major disruption to coordinated pest programs. QPWS carries out targeted pest control around Bribie Island National Park to protect native wildlife, manage invasive species and help restore the island’s natural ecosystems.

    “Bribie Island National Park is a fragile ecosystem that supports a wide variety of unique native species. Illegal hunting not only poses a direct threat to local wildlife, but also damages sensitive landscapes, undermining the conservation efforts our rangers work so hard to maintain.”

    “Even if the intention is to target a pest species, the way it’s done matters. National parks aren’t a remote property, they’re a shared, protected space. We’re committed to enforcing the law and ensuring our parks are safe for both visitors and wildlife.

    “We work closely with QPS to protect these areas and appreciate their support and the support of the community in reporting incidents like this; your information helps to ensure our national parks are protected.”

    Moreton District Officer Acting Chief Superintendent Adam Guild said illegal activity will be met with significant fines or charges.

    “I acknowledge the good policing work that was done to identify and intercept the alleged offenders, despite their attempts to go undetected.

    “We will continue to support QPWS and work with the rangers to assist in protecting our national parks and eliminating criminal behaviour within them.”
