  • MIL-OSI United Nations: New Permanent Representative of Nauru Presents Credentials to the Director-General of the United Nations Office at Geneva

    Frederick W. Pitcher, the new Permanent Representative of Nauru to the United Nations Office at Geneva, today presented his credentials to Tatiana Valovaya, the Director-General of the United Nations Office at Geneva.

    Prior to his appointment to Geneva, Mr. Pitcher had been serving as the Chief Executive Officer for the Nauru Maritime and Port Authority and the Nauru Shipping Line since 2023.

    He was a member of Parliament from 2004 to 2013, served as Nauru’s Minister for Commerce, Industry and Environment from 2004 to 2010, and was elected briefly as President in 2011.  Prior, Mr. Pitcher held the position of Nauru’s Deputy Permanent Representative to the United Nations in New York from 2000 to 2004.

    Mr. Pitcher began his career in Nauru’s Public Service in 1993, where he held several positions, including as the Director of the Bureau of Statistics (1993-1995); Private Secretary to the President (1995-1996); and Secretary for Finance (1996–1997).  

    Since 2013, he had been working mainly in the private sector.

    Mr. Pitcher obtained a Postgraduate Certificate in Management and Business Administration from the Edinburgh School of Management in Scotland (1997-2000); a Graduate Certificate and United Nations Fellowship in Statistical Analysis from the Statistical Institute for Asia and the Pacific, in Tokyo, (1992-1993); and a Bachelor of Arts in Pacific Studies from Macquarie University in Sydney, Australia (1988-1991), among other professional certificates.  He was born on Nauru in February 1967 and is married with three adult children.

    LUCKNOW, January 28 : Marking its 60thanniversary, the CSIR-Indian Institute of Toxicology Research (CSIR-IITR) showcased its contributions and future ambitions at a celebratory event addressed by Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, wherein he lauded some of the institute’s milestone achievements which have established its credibility and trustworthiness across the country as possibly the only institution of its kind in India and perhaps one of the few of its kind in the world.

    Dr Jitendra Singh also placed on record the institute’s appreciable contribution in investigating the cause of the mysterious disease currently making news from the Rajouri district of Jammu & Kashmir.

    The Minister lauded the institute’s pivotal role in addressing public health challenges and called for its expanded reach to ensure a “toxin-free India” by 2047, aligning with the vision of Viksit Bharat.

    The Minister emphasized the institute’s support for startups and MSMEs through initiatives like the DSIR-CRTDH Environmental Monitoring Hub and BIRAC-BioNEST. With more than 30 startups and 55 MSMEs receiving support, CSIR-IITR is fostering innovation and entrepreneurship in sectors like environmental monitoring and pollution abatement.

    The Minister stressed the need for wider visibility of the institute’s work, urging modern outreach strategies, including leveraging social media, to connect with stakeholders and the public.

    “Institutes like these don’t often make headlines unless linked to a crisis. It’s time for a proactive approach to showcase their contributions,” he remarked.

    Underlining the significance of synergy, Dr. Jitendra Singh proposed greater collaboration between CSIR-IITR and like-minded institutions, including IITs and medical research centres, to foster a holistic approach to science and innovation. He also celebrated the institute’s support for over 30 startups and 50 MSMEs, highlighting its contribution to India’s bio-economy.

    As part of the Diamond Jubilee Celebrations, Dr. Jitendra Singh inaugurated several key facilities at CSIR-IITR, strengthening its research and innovation capabilities. These included the Diamond Jubilee Arches, the new Diamond Jubilee Block, the NaMo-ATAL facility, and VV Sansa—an advanced reference material facility. Additionally, the Minister inaugurated the third-floor TDIC, the operational hub of the BioNEST initiative, aimed at fostering biotech startups and research collaborations.The Minister toured the CSIR-IITR Exhibition, which showcased the institute’s latest research breakthroughs and technological innovations.

    Dr. Jitendra Singh also unveiled a commemorative stamp highlighting the institute’s remarkable journey. Among the major product launches were Apatkaleen AHAAR, a shelf-stable, high-nutrition food solution for disaster relief and emergency preparedness, and NFit: Nutritious Food in Tablets, a compact superfood designed for endurance and cognitive performance in extreme environments, including space travel. Another innovation, MIL-FiT: Millet-enriched All-in-One Tablets, offers a high-fibre, protein-rich food solution for trekkers, adventurers, and field personnel operating in remote locations. Additionally, SenzSCAn: Point-of-Care Chromogenic Sensor for Sickle Cell Anaemia was introduced—a cost-effective and portable diagnostic tool enabling rapid detection of sickle cell anaemia, particularly in underserved regions.

    In a boost to translational research, major technology transfers—VV Sansa’s TT, and Oneer—were also formalized, underscoring CSIR-IITR’s commitment to transforming lab innovations into real-world applications. Further strengthening its knowledge-sharing efforts, the Minister released the CSIR-IITR Annual Report and Vish-Vigyan Sandesh Sankalan (Volume 1), documenting the institute’s recent achievements and scientific contributions.

    The event also witnessed the launch of the WARMEST and EARTH-25 conferences, aimed at fostering research collaboration on environmental and health challenges, along with the Diamond Jubilee Internship and the E-PARAM initiative, promoting skill development and digital transformation.

    Dr. Jitendra Singh highlighted the institute’s evolution over six decades, transitioning from its original focus on industrial toxicology to tackling contemporary issues like environmental hazards, food safety, and health crises. He emphasized the institute’s critical role during national emergencies, such as the Odisha cyclone and the epidemic dropsy outbreak, and its integration into flagship government missions like NamamiGange and air quality monitoring.

    Dr. Jitendra Singh commended the institute’s innovations in developing cost-effective tools, such as on-field detection kits for haemoglobin content and sickle cell anaemia, which hold great potential for improving healthcare accessibility. He also lauded its role as the only CSIR laboratory with both NABL accreditation and GLP certification, ensuring adherence to international quality standards.

    Dr. Jitendra Singh also appreciated the institute’s efforts in promoting scientific temper among students through its Jigyasa programs and skill development initiatives. He encouraged the institute to continue its focus on creating affordable, accessible technologies, such as strip-based tests for food adulteration, which directly benefit citizens in their daily lives.

    The Minister’s address underscored a broader commitment to safeguarding public health as a cornerstone of India’s developmental goals. By focusing on reducing toxins—both chemical and social—CSIR-IITR aims to play a crucial role in achieving a healthy and prosperous India by its centenary in 2047.

    As a part of Government of India’s Action Plan for Viksit Bharat@2047, the Department of Chemicals and Petrochemicals conducted 4th training programme on “Chemical and Petrochemical Industrial Safety” at Chennai during 23-24th January 2025 at Institute of Petrochemicals Technology (IPT) – Chennai, a centre of Central Institute of Petrochemicals Engineering & Technology (CIPET), with focus on Major Accident Hazard (MAH) units in Chemical and Petrochemical Sector.

    This program is the part of a series of training programmes that are being organised by the Department on Industrial Chemical Safety covering 2393 Major Accident Hazard units identified across the country. A total of 48 training programmes are planned to cover all these MAH Units over the period of next five years. This training programme witnessed participation of 113 representatives across 65 MAH industries.

    Technical Experts from CLRI, Anna University, Dr. MGR Educational and Research Institute, Thirumalai Chemicals and various consulting firms delivered lectures on various aspects related to safety, Environment & Hazardous waste Management.

    Thematic areas that were covered under the training programme included Safety & Health at work, Process safety Management, Advance Risk Assessment techniques, Toxicology, Hazard Identification techniques, Emergency preparedness, Role of ICT and other technologies in Chemical Safety, Global Harmonized System, Loss statistics and loss Prevention, Environmental Prevention and Spill prevention, Hazardous Waste Management, Labelling of chemicals and Safety data Sheet (SDS) & Fire and Explosion Safety.

    To give the industrial employees a hands on experience, a mock drill was also conducted in coordination with Kothari Petrochemicals at CIPET: IPT Chennai.

  • MIL-OSI Europe: Answer to a written question – Flooding and natural disasters in Rhodes and Lemnos – P-002710/2024(ASW)

    The whole EU territory is susceptible to climate change impacts[1]. As the first European Climate Risk Assessment underlined, risk ownership is shared across the EU, Member States, sub-national and private sector actors, along with the means and responsibility of acting on them. The Commission will continue to contribute to making Europe more climate resilient[2],[3], among others with a new EU Adaptation Plan.

    Adaptation measures that meet the relevant criteria are eligible for the 30% budget of the EU funds set aside for climate, including the Cohesion fund[4], Next Generation EU[5], the European Regional Development Fund[6], the Common Agriculture Policy[7] and LIFE[8]. Greece is already receiving substantial funding to prevent and manage climate-related flood risks[9].

    The EU Solidarity Fund (EUSF)[10] may cover part of the costs for emergency and recovery operations incurred by public authorities. Private damage is not eligible.

    It can only be activated at the request of a Member State which has a deadline of 12 weeks as from when the first damage occurred, demonstrating that the total direct damage exceeds the thresholds specified in Article 2 Regulation (EC) No 2012/2002.

    Greece requested EUSF assistance for the storm ‘Daniel’ disaster in November 2023. The Commission determined Greece’s application eligible for support and paid out EUR 101 million in 2024.

    Greece has not submitted an EUSF application due to the flooding of Rhodes and Lemnos at the end of November 2024.

    The Climate Change Mitigation and Adaptation subprogramme of the LIFE Programme[11] follows a bottom-up approach tailored to local needs and can also offer room for special attention to islands’ needs related to climate change.

  • MIL-OSI Europe: Answer to a written question – Data supporting the proposal for changing the protection status of wolves – E-002639/2024(ASW)

    The analysis of the wolf situation published in December 2023 by the Commission[1] considered the best available data including the conservation status assessments reported by Member States under Article 17 of the Habitats Directive[2]; the International Union for Conservation of Nature Red List assessments; as well as updated information on wolf numbers in the EU.

    This analysis showed that the conservation status of the wolf in Europe has significantly recovered over the last decades and that the general trends in population and range were still improving.

    The Commission therefore considered, with that information at hand, that waiting for the next reports to be submitted under Article 17 of the Habitats Directive was not necessary.

    Generally increasing trends of both population and range of wolves in Europe have been confirmed by the latest available data, recently published by the Commission[3].

    A change of the protection status of the wolf in the Habitats Directive[4] would not remove the obligation for Member States to reach or maintain good conservation status of wolf populations.

    It will rather provide additional flexibility to the Member States that need it, without obliging other Member States to change the protection status of the wolf at national level.

    Irrespective of any change in the legal protection status of the wolf, the Commission will continue to promote and support, through EU funding instruments, the design and implementation of appropriate coexistence solutions, including measures to prevent and reduce livestock depredations by protected wildlife species[5].

  • MIL-OSI Global: Suffocating seas: low oxygen levels emerging as third major threat to tropical coral reefs

    Coral reef research has focused on the twin evils birthed by record-high greenhouse gas emissions: warming oceans and increasingly acidic seawater. These global threats are caused by seawater absorbing the excess heat and carbon dioxide that fossil fuel burning has added to the atmosphere. But there is another consequence that is seldom discussed.

    Globally, oceanic oxygen is being depleted because seawater holds less oxygen as it heats up. In the warm coastal waters where tropical coral reefs grow, the immediate effects of low oxygen concentrations can be catastrophic. Short-term hypoxia events are increasingly reported in which dissolved oxygen levels suddenly plummet – often triggered or exacerbated by chemical pollution running off the land, like nutrient-rich fertilisers – which can kill entire coral communities and decimate reefs within days.

    Corals are animals, and like other aquatic animals, they breathe in oxygen from the water to fuel their metabolism. Thanks to a symbiotic relationship with microscopic algae, corals also turn the Sun’s energy into food – oxygen is the byproduct.

    Oxygen levels on coral reefs naturally fluctuate in a daily cycle, with dissolved oxygen peaking around noon and gradually falling as the light fades. At night when photosynthesis stops, corals continue to respire (consume oxygen), and seawater oxygen is depleted.

    This cyclic rise and fall in oxygen means that some corals have already evolved strategies to withstand changes in dissolved oxygen. When the amount of oxygen available to corals falls below this natural range, corals can get stressed and their normal biological processes are disrupted, in many cases leading to death.

    Just like us, corals need oxygen to survive. But I (Jennifer Mallon) discovered that the effects of low oxygen on corals are not always obvious to the naked eye, and that juvenile corals may be especially vulnerable.

    Hard to spot signs

    To understand the effects of low oxygen levels on corals I travelled to the Smithsonian Marine Station in Florida, as part of a research project led by the University of Florida’s Andrew Altieri and the Smithsonian’s Maggie Johnson and Valerie Paul.

    At the Smithsonian, 24 climate-controlled seawater tanks simulate varying levels of deoxygenation already present on coral reefs around the world, ranging from severe deoxygenation, which our research observed on the Caribbean coast of Panama, to normal conditions, such as those replicated in aquariums around the world.

    While some corals, like the Caribbean staghorn coral (Acropora cervicornis),
    died within a few days of severe deoxygenation, other important reef-building species such as the mountainous star coral (Orbicella faveolata) survived, demonstrating that tolerance of low oxygen was different between species.

    When we studied the corals that survived deoxygenation, we discovered that hypoxic stress may not always be visible. Even when exposed to deoxygenation for two weeks, some corals showed no signs of bleaching, which is when the colourful algae depart and corals turn a ghostly white. More detailed measurements revealed something worrying: despite outward appearances, low oxygen exposure had impaired coral metabolism, potentially stunting their growth and reef-building abilities.

    Existing methods for measuring coral health in the field are mainly visual, and include assessments by trained divers who search for signs of paling or bleaching corals. The hypoxic stress responses we saw in our experiment could be going under the radar.

    Baby corals at risk

    We also wanted to know how deoxygenation affects a coral’s ability to breed.

    Coral sexual reproduction is already a tricky business. Spawning events, when corals release egg bundles into the water, occur just a few nights a year, and the resulting larvae are highly vulnerable. Few survive the multi-day swim to the reef where they settle and metamorphose into juvenile corals.

    On modern Caribbean reefs, wild juvenile corals are rare. People involved in restoring reefs help corals to sexually reproduce in the lab and rear the juveniles in order to later transplant them onto the reef.

    Juvenile corals often settle in reef crevices where they are exposed to lower oxygen levels for longer than in open water, because less water flows over them. When we incubated coral larvae in deoxygenated water throughout the settlement process, we found that initial rates of larval survival and settlement were not significantly affected.

    Things changed once the larvae had settled and begun to form juvenile corals. Early-stage juvenile corals, known as primary polyps, lack symbiotic algae to help them meet their nutritional needs via photosynthesis and so rely on respiration for energy. Without enough oxygen, they cannot respire properly and begin to die off.

    Coral conservation in breathless waters

    Our research can help those involved in restoring reefs understand the oxygen needs of corals, as well as highlight a previously overlooked threat.

    Even corals that survive deoxygenation show signs of a weaker metabolism that will make it harder to conserve healthy reefs, as restoration relies on healthy coral growth to regenerate what is damaged.

    As a next step, field measurements of coral metabolism will be carried out on Florida’s barrier reef tract when oxygen levels are predicted to drop during the warm summer months, to capture the real impact of deoxygenation on coral health.

    Dissolved oxygen data has not always been collected as part of reef monitoring, even during warm water bleaching events when oxygen is low. As the climate crisis worsens, it will be imperative to do more of this monitoring in tropical coastal waters. Further research into how distinct coral species respond to hypoxia is also essential for targeted conservation strategies.

    By confronting the silent threat of deoxygenation head on, we can safeguard the future of coral reefs and the countless marine species that depend on them.

  • MIL-OSI Global: Omagh bombing: why a public inquiry is being held more than 25 years after the atrocity

    The 1998 Good Friday agreement is commonly seen to have ended what were euphemistically termed “the Troubles” in Northern Ireland. However, just four months after the peace accord was signed, an attack on the town of Omagh resulted in the greatest loss of life in any single incident of the conflict.

    The bombing, on August 15 1998, killed 29 people and injured an estimated 220 more. Among those who lost their lives were nine children and a woman who was pregnant with twins.

    A group called “the Real IRA” claimed responsibility for the atrocity. It was one of the so-called “dissident” republican factions which broke away from the mainstream IRA after its political wing, Sinn Féin, turned toward peaceful politics. The Real IRA’s assault on Omagh was clearly intended to derail the Northern Ireland peace process and destroy the Good Friday agreement.

    It could be argued, however, that the bombing had the opposite effect. The atrocity encouraged Northern Ireland’s politicians to come together and redouble their commitment to the peace process.

    Public outcry over the attack also forced the Real IRA to announce a ceasefire. It later returned to violence, but widespread revulsion against the Omagh atrocity would undermine the support base that any dissident republican faction might draw upon.

    Political representatives of the Real IRA and other such groups have never been able to mobilise electoral support in the way that Sinn Féin was able to, in spite of its association with the IRA.

    The Omagh bombing also aided the ability of Sinn Féin leader Gerry Adams and others to steer mainstream republicans towards purely peaceful politics. The atrocity had shown the utter futility of violence.

    Adams’ condemnation of the attack provoked accusations of hypocrisy as he had previously defended IRA violence. Nonetheless, Adams continued to lead republicanism in ways that would cement its commitment to peaceful methods.

    The indiscriminate nature of the Omagh attack also helps explain the galvanising effect that it had on the peace process. People from both sides of the communal divide in Northern Ireland were killed, and from both sides of the Irish border. Two Spanish tourists also died visiting a region which the Good Friday agreement seemed to have made safe.

    The visit of Bill Clinton a month after the attack also brought global attention to Omagh. The US president had first visited Northern Ireland following the paramilitary ceasefires of 1994, receiving a rapturous reception when he turned on the Christmas lights in Belfast.

    But his return was as sombre as his first visit had been joyous. Despite this, the obvious sincerity of Clinton’s words and actions in Omagh would encourage the people and politicians of Northern Ireland to continue their efforts to build a peaceful society.

    Unanswered questions

    More than 25 years on from the attack, they have largely succeeded in this endeavour. However, serious questions remain about the Omagh atrocity. Authorities in both parts of Ireland have been criticised for their response.

    In Northern Ireland, a former policing watchdog has argued that the security services failed to properly act on intelligence that might have prevented the attack.

    In the Irish Republic, where the bomb was constructed, the only person that was ever jailed over the attack would later see his conviction overturned. The latter ruling was also seen to result from the mishandling of evidence, this time by the Irish police.

    This explains why survivors and families of those killed and injured in the Omagh bombing have fought long and hard for an independent investigation into the attack. Neither the British nor the Irish government seemed eager to allow this, but legal action by members of the Omagh families led to a ruling by Belfast’s High Court in July 2021 which found it plausible that the attack might have been prevented by security services. This bolstered support for a public inquiry.

    Finally, in February 2023, the British government acceded and Lord Turnbull, a senior Scottish judge, was appointed to chair the investigation. The Irish government has not followed suit, but has committed to supporting the British inquiry.

    The inquiry officially opened in July of last year, but is only now beginning in earnest with a period of commemorative and personal statement hearings.

    Over four weeks, it will receive testimony from people who were injured, those who responded to the attack, or who were simply witnesses to the atrocity and its aftermath. Each submission will be read by Turnbull, and he has said that they will “inform the direction and approach of the Inquiry”.

    The inquiry begins

    There has, however, been some controversy regarding contributions to the investigation, and specifically that of a former British Army agent who infiltrated republican paramilitaries. This operative took legal action after being refused key status at the inquiry, a role which would have entitled him to make opening and closing statements, and to propose lines of questioning.

    He was instead granted witness status, and the inquiry will naturally be expected to examine evidence relating to information passed on to the police in the time leading up to the bombing.

    As a result, Turnbull has sought to assure those who might doubt the value of the investigation: “My inquiry may be the final opportunity to get to the truth of whether the bombing could have been prevented by the UK state.”

    Survivors and victims’ families will surely hope that this is the last time that that they will have to relive their trauma, and that the end result will indeed establish the truth as to what exactly the authorities knew about the Omagh attack. Then, the families may finally experience some closure, and be able to move on from what remains the deadliest attack in Northern Ireland’s history

    WASHINGTON, D.C. – The Senate Environment and Public Works (EPW) Committee announced U.S. Senator Kevin Cramer (R-ND) will serve as Chairman of the Transportation and Infrastructure  (T&I) Subcommittee for the 119th Congress. Cramer previously served as Ranking Member of the subcommittee from 2021 to 2024.
    The T&I Subcommittee has jurisdiction over the Federal Highway Administration, U.S. Army Corps of Engineers water projects and management, public buildings, and regional economic development. During Cramer’s tenure on EPW, the committee has debated and unanimously passed the most substantive highway bill in history and three consecutive Water Resource Development Acts, all of which were signed into law.  
    “The T&I Subcommittee is one of the few places left in Congress where bipartisanship and regular order are the norm, and why not?     Governor Kathy Hochul today announced New York State’s ongoing proactive measures to prevent the spread of the highly pathogenic avian influenza (HPAI) and facilitate early detection, particularly on New York farms. Following the detection of HPAI in poultry on a farm in Suffolk County and in several wild and domestic birds at a learning center in Putnam County, the State is encouraging organizations in contact with wild birds to remain vigilant for signs of illness in their domestic animals. Farms are urged to practice biosecurity measures to prevent the spread of the virus. While HPAI can spread quickly among wild birds and poultry, there have been no documented human cases in New York State, and the risk to humans is low.

    “At my direction, New York State is continuing to monitor for HPAI and take proactive measures to keep our communities safe,” Governor Hochul said. “While the risk to public health remains low, I encourage all New Yorkers, especially individuals frequently in contact with poultry and wild birds, to remain vigilant and take the necessary steps to protect our state.”

    New York State Department of Agriculture and Markets Commissioner Richard A. Ball said, “New York State has been monitoring for HPAI and taking a number of proactive measures to prevent the spread of HPAI in the state since the first detection in a backyard poultry operation here in 2022. The protocols we have in place, and continue to update, for early detection in poultry and livestock are working, helping us to identify cases and deploy resources to help. We encourage everyone who keeps poultry and livestock to be vigilant about minimizing their animals’ exposure to the virus and to wild bird populations and practice good biosecurity measures.”

    New York State Department of Health Commissioner Dr. James McDonald said, “As Highly Pathogenic Avian Influenza continues to be detected in New York State, we are remaining vigilant and are working closely with our state and local partners to minimize the risk to people who have or may come into contact with infected animals. The State Department of Health will continue to support farmers and other industry professionals who have contact with wild birds with resources and guidance. While the risk to humans remains low, we will continue to monitor these detections in animals including livestock and poultry to assess any potential risks to public health and safety.”

    New York State Department of Environmental Conservation Interim Commissioner Sean Mahar said, “The DEC continues to work closely with State and federal partners to reduce the spread of HPAI. New Yorkers are encouraged to avoid direct contact with sick or dead wild birds and poultry, especially waterfowl and raptors, and hunters are reminded to not harvest sick or dead animals. People should report unusual wildlife mortalities to their local DEC regional office.”

    The New York State Department of Health is also reminding the public that this recent HPAI detection does not present an immediate public health concern. The State Department of Health is providing guidance and resources to the local health departments that responded to these two situations. Individuals who may have had contact with infected birds are being monitored for symptoms and will be evaluated for HPAI if any become sick.

    While both recent HPAI cases are under control and surveillance of surrounding farms continues, the State continues to urge those involved in poultry production to take extra steps to prevent their flocks from becoming infected. All poultry producers, from small backyard to large commercial operations, should review their biosecurity plans and take precautions to protect their birds. Poultry biosecurity materials and checklists can be found on the USDA’s “Defend the Flock” website.

    In addition to practicing good biosecurity, poultry owners should keep their birds away from wild ducks and geese and their droppings. Outdoor access for poultry should be limited at this time, particularly as the State continues to see HPAI detections in wild bird populations.

    HPAI in Dairy Cattle
    AGM also recently announced that it is implementing new testing initiatives on dairy farms as part of its aggressive, proactive response to the outbreak of HPAI in livestock in other states. Working in close collaboration with federal partners, including USDA’s Animal and Plant Health Inspection Service, FDA, and the National Association of State Departments of Agriculture, and state partners, including the New York State Department of Health, this enhanced testing strategy is part of the State’s effort to protect animal and human health and prevent the transmission of HPAI in livestock in New York State. While there have been no detections of HPAI in livestock in New York to date, the State’s comprehensive approach is aimed at ensuring the state remains free of HPAI and facilitating early detection.

    In addition to the new testing initiative, New York State has implemented multiple preventative measures to protect animal and human health since the first detection of HPAI in dairy cattle in Texas in March 2024. In April, June, and August 2024, the Department issued orders on import requirements for dairy cattle coming into New York as well as testing requirements for lactating dairy cattle entering fairs or exhibitions. These orders continue to remain in place until further notice.

    USDA offers several producer support programs that are available to all dairy producers as well as certain programs only available to dairy producers with HPAI-positive herds. These programs include tools to support biosecurity planning and implementation as well as financial support programs to offset costs associated with HPAI testing, veterinary expenses, personal protective equipment purchases, milk disposal, and milk losses.

    TEL AVIV, Israel, Jan. 28, 2025 (GLOBE NEWSWIRE) — Enlight Renewable Energy (“Enlight”, or the “Company”, NASDAQ: ENLT, TASE: ENLT.TA), a leading renewable energy platform, announces the signing of an agreement to sell 44% of a partnership (the “Partnership”), which holds the Sunlight cluster of Israeli renewable energy projects to Harel Insurance Investments & Financial Services Ltd. and Amitim Senior Pension Funds (the “Investors”, “the Sale Agreement”), who will acquire a 25% and 19% stake respectively.

    The Investors will purchase 44% of the Partnership for a total investment of $50 million1 in cash, of which $45 million will be paid upfront, and $5 million will be deferred consideration to be paid by the Investors upon fulfillment of certain conditions set forth in the Sale Agreement. Upon completion of the transaction, which is expected to occur during the first quarter of 2025, the Company will cease to consolidate the financial results of the Partnership in its financial statements, and will accordingly recognize a profit of $94 million.

    The Sunlight Cluster consists of operational and pre-construction projects totaling 69 MW of solar generation and 448 MWh of energy storage capacity, and accounts for 5% of the capacity of Enlight’s total portfolio in Israel and 1% of the capacity of Enlight’s total global portfolio2. The Investors will acquire 44% of the Limited Partner rights in the Partnership and a wholly-owned subsidiary of the Company will act as the General Partner in the Partnership. Completion of the transaction is contingent upon obtaining approval of the Israeli Competition Authority.

    In conjunction with the Sale Agreement, the parties have entered into a number of additional commercial arrangements:

    1. The parties commit to future investments in projects under construction.
     
    2. The Company will have the exclusive right to purchase all the electricity produced by the Cluster under a 20-year availability agreement whose commercial terms were set between the parties.
     
    3. The Company’s commitment to the duration and minimal level of holdings in the Limited Partnership.
     
    4. The right of the Investors to mandate the sale of 50% of the Company’s holdings in the General Partner to a third party and terminate the management agreements with the Company.

  • MIL-OSI USA: A Mite-y Use of Electricity

    Mites who hitchhike on the beaks of hummingbirds use a surprising method to help them on their journey: electricity.

    These hummingbird flower mites feed on nectar and live within specific flowers for their species. When it is time to seek out a new flower, they hitch a ride via hummingbirds, but for years researchers have not been sure exactly how these tiny, crawling arachnids quickly disembark at the right flower. Researchers, including Carlos Garcia-Robledo, associate professor in the Department of Ecology and Evolutionary Biology, are closer to answering these questions, and they published their results in PNAS.

    Garcia-Robledo studies aspects of the evolutionary and life histories of organisms and how they respond to climate change, including this puzzling behavior.

    “When hummingbirds visit multiple flowers, you usually see the mites going down their beaks only when they touch the first flower,” says Garcia-Robledo. “I thought that was interesting and wondered why the mites were not going to the second or third flower.”

    For years, researchers have proposed that the mites use a smell signal, but after some experimentation to test this theory, Garcia-Robledo was not convinced.

    “I knew that it was not maybe the smell that played a major role in this because if you bring the mites to a laboratory, they don’t care much about smells of flowers and so on. I knew it had to be something else.”

    Then, after reading a story about research into how ticks are pulled onto clothing by static electricity, and a chance lunch meeting while working at the La Selva Research Station in Costa Rica, everything came together.

    “I was reminded of the weird observation about the mites, and I thought maybe something electrostatic was happening there,” he says. “These mites are so tiny that they live at another level of perception, so of course, even little electric fields are important for them. This could help explain the mystery of how they can be fast enough to hitchhike on this family of birds.”

    Just by chance, Garcia-Robledo was having lunch with friends and co-authors Konstantine Manser and Diego Dierick. Manser was at the time a Ph.D. student at the University of Bristol in the laboratory that produced the tick static research. Diego Dierick is a scientist at the Organization for Tropical Studies, and an electronics whiz collaborating in many projects at La Selva Research Station. Garcia-Robledo proposed they test his theory on the hitchhiking hummingbird flower mites.

    “Diego and Kosta said that it was super easy and that we should try. We built the devices the next day and brought the first mite from a flower to test it. We turned on the device, and instantaneously, they started to respond. That’s how we figured out that they were using static electricity,” says Garcia-Robledo.

    With that immediate success, the researchers were inspired to experiment further with a power source that only generated static electricity and test whether the mites were attracted to statics or the frequency that it was transmitting. They discovered that when the field was only static electricity, the mites did not respond, yet they did when the field was modulated.

    “The mites respond to the bouncing of a signal that is associated with the size, geometry, and vibration of the hummingbirds, which reach frequencies between 20 and 160 Hz,” Garcia-Robledo says.

    As the hummingbirds beat their wings, they generate a charge, and their bodies become supercharged. So, just like how you may get a small static shock after walking across a room and touching a door handle, the first flower seems to be the one where mites have the electric potential to embark or disembark quickly.

    In another experiment, Garcia-Robledo tested how the mites recognize very small positive electrical charges. He experimented with a very simple and effective device composed of a glass tube, and wire where the wire would be touched by either an aluminum or copper plate to generate a charge. The glass tube held the mite, and when the device was charged, the mites responded by running toward the positive pole at both higher and lower electrical fields, but only when it was transmitting a frequency of 120 Hz.

    “You just charge the little arena, and then instantaneously, the mite is attracted only if you have this little bounce of the signal, and they go to the positive charge even if you have these super tiny charges. The little bounce the second that you touch, it is enough for them to know where to go, and they just go,” says Garcia-Robledo.

    Each of the 19 mite species at La Selva is attracted to specific set of flowers, and they somehow know when they have arrived at the right flower and that it’s time to jump on or hop off their hummingbird shuttle.

    “We think that there may be some specificity in the electric signals or different charges for flowers,” says Garcia-Robledo. “That’s one possibility. We found that there is a structure in the front legs that they used to perceive these electric charges and frequencies. The next step is that we have many of these mites, and they have different structures, and different species of mites have different structures in their legs. Potentially, they can detect different frequencies.”

    Besides signaling when to get off, these electric charges help the mites quickly board their speedy chaperones. Just like the study looking at how ticks hitch a statically charged ride onto clothing, the mites are pulled up from the flower to the hummingbird beaks via the bird’s positive charge.

    “When the mites are attracted by that electric field, we found they are one of the fastest terrestrial organisms for a few milliseconds,” Garcia-Robledo says. “This is the most surprising thing because the mites were not just responding to electrostatics, they are responding to an actual signal generated by an organism. That was super surprising. This may be the first kind of like case where these organisms are using, at the same time, electricity to locate organisms that they are using for transportation, but also for transportation itself.”

  • MIL-OSI USA: Engineering Professor Earns Nation’s Highest Honor for Early-Career Scientists

    On Jan. 14, UConn civil engineering Professor Arash E. Zaghi was among nearly 400 individuals honored by President Biden with the Presidential Early Career Award for Scientists and Engineers (PECASE). This is the highest honor bestowed by the U.S. government on outstanding scientists and engineers who are in the early phases of their careers. Jill Wegrzyn, an associate professor in the UConn Department of Ecology and Evolutionary Biology, also received this award.

    Established by President Clinton in 1996, PECASE recognizes scientists and engineers who show exceptional potential for leadership early in their research careers. The award recognizes innovative and far-reaching developments in science and technology. 

    Zaghi, who joined the UConn faculty in 2011, is a professor in the College of Engineering. At the beginning of his career, his research focused primarily on bridge design and resilience against earthquakes and other disasters.  

    But after his diagnosis with dyslexia and ADHD at age 32, he knew he wanted to get involved with supporting neurodiverse learners. Building on his own experience, Zaghi quickly identified a major problem with mainstream narratives of neurodiversity. 

    “My diagnosis opened my eyes to the unique strengths often overlooked in individuals like myself,” Zaghi says. “As I delved into the literature, I discovered mixed perspectives. Some studies suggest that people with ADHD tend to be more creative and willing to take risks. These are precisely the skills we need to address the complex, large-scale challenges of our time. This realization sparked my commitment to redefining neurodiversity as a strength and to creating environments where diverse ways of thinking are celebrated and harnessed for innovation.” 

    Now, Zaghi’s work specifically centers on countering the “deficit” model of neurodiversity, which focuses on the challenges neurodiverse students face in traditional learning environments and promoting the “strengths-based” model. Instead of regarding neurodiversity as a problem to be solved, this model encourages the view of neurodiversity as a unique strength. For example, research (including Zaghi’s own) has suggested that neurodiverse students tend to excel in areas such as creativity, pattern-recognition, and problem-solving. Many also demonstrate higher than average academic ability. 

    My diagnosis opened my eyes to the unique strengths often overlooked in individuals like myself.

    These are all the qualities, Zaghi thinks, that the fields of engineering – and science more broadly – should be embracing and actively recruiting. 

    The National Science Foundation (NSF) agrees. In 2017, Zaghi was awarded the prestigious NSF CAREER Award for his project “Promoting Engineering Innovation through Increased Neurodiversity by Encouraging the Participation of Students with ADHD.” In 2021, he followed it with an NSF Mid-Career Advancement award for a project using artificial intelligence to develop personalized assistive tools to enhance the participation of neurodiverse students in STEM education. 

    Zaghi’s latest honor, the PECASE, is another national recognition of the powerful potential of his work. It is the crowning jewel of a research career studded with similar accolades, most relating to promoting neurodiverse learning through a strengths-based approach. 

    “We are very proud of Prof. Arash Zaghi for winning this presidential award and for his pioneering research in supporting neurodiverse students to improve their learning outcome and future careers,” says JC Zhao, Dean of the UConn College of Engineering. “Arash’s research and outreach will shift the paradigm and also bring visibility to a generally misunderstood group of students who can be as successful as Arash himself.”

    Throughout this career, Zaghi has been able to steadily expand the breadth of his work in supporting neurodiverse education. His earliest projects in this realm had a very specific focus – for example, supporting students with ADHD in engineering.  

    Over time, and thanks to collaborations with other researchers at UConn and elsewhere, Zaghi’s focus was able to grow beyond engineering to include STEM as a whole. It has also grown to include other types of neurodiversity, like dyslexia and autism, and address different age groups, from K-12 learners to graduate students. 

    With UConn neuroscientist Fumiko Hoeft, Zaghi is co-PI on the TRANSdisciplinary Convergence in Educational Neuroscience Doctoral (TRANSCEND) training program, an interdisciplinary training program devoted to rethinking educational neuroscience. He is also the co-PI on the UConn INCLUDE project, which supports neurodiversity in the College of Engineering. 

    The recognition for his work as a champion of neurodiversity is gratifying, Zaghi says, but he can remember a time just ten years ago when the idea of a strengths-based approach was considered “so radical.” 

    When he submitted his first proposal to the NSF, Zaghi recalls, he was told, “This is so far out of the mainstream that I have no idea how the panel is going to react.” 

    “We were extremely fortunate that the NSF invested in us,” he says. “I think that’s a great story of how bold research pays off. The NSF is there to support high-risk, high-payoff research, and they supported that ‘crazy idea.’ Now, here we are – with the amount of visibility, I think we have substantially contributed to changing the narrative from a deficit perspective to a strengths-based one.”

    Wildlife officers are investigating multiple reported sightings of a crocodile on the beach and in the water at Coonarr Beach and Elliott River mouth in the Wide Bay region.

    On 23 January 2025, the Department of the Environment, Tourism, Science and Innovation received five reports from community members of what they believed to be a crocodile.

    Wildlife officers are reviewing a short video showing a crocodile entering the water from a beach.

    Wildlife officer Alexander Peters said wildlife officers are contacting community members who made the sighting reports, and recent crocodile sighting signs will be installed in the area.

    “We thank the members of the public who made these reports, and I can assure the community that they will be thoroughly investigated,” Mr Peters said.

    “As part of our investigation, wildlife officers will conduct site assessments, including vessel-based searches and spotlight assessments of the area.

    “While the investigation is underway, people in the Wide Bay region should be vigilant around the water, which means keeping children close and keeping dogs away from the water’s edge.

    “I’d like to encourage everyone in the community to make a sighting report if they see what they believe to be a crocodile.

    “When crocodiles are observed on a beach or in the ocean, they are often passing through from one estuary to another and can be difficult to locate.

    “They can also move into a river or creek, and that’s why sighting reports are important as they give wildlife officers the most up to date information about the location and behaviour of crocodiles.

    “Under the Queensland Crocodile Management Plan, the Wide Bay region is Zone F – atypical crocodile habitat, in which any crocodile found is targeted for removal.

    “Crocodile sightings are rare in Zone F, but occasionally crocodiles considered to be vagrant animals make their way into these areas.

    “I can reassure the community that any crocodile confirmed to be present in the Wide Bay region will be targeted for removal from the wild.”

    Fast facts:

    • In 2013 and 2014, two large crocodiles were removed from the Mary River.
    • They remain the last estuarine crocodiles confirmed outside of Croc Country near the southern end of their range.
    • Croc Country begins at the Boyne River south of Gladstone.
    • It extends northward, up the east coast and across far north and northwest Queensland to the Northern Territory border.

    Crocodile sightings can be reported by using the QWildlife app, completing a crocodile sighting report on the DETSI website, or by calling 1300 130 372. The department investigates every crocodile sighting report received.

  • MIL-OSI USA: UConn Researchers Partner with Bioplastics Company to Examine Biodegradable Plastics

    Plastic pollution has become a global crisis, with the United Nations Environment Programme estimating between 19 and 23 million tons of plastic waste leak into aquatic ecosystems each year. A partnership between UConn marine sciences researchers and a leading bioplastics manufacturer is showing promise in addressing this issue.   

    A recent study published in the Journal of Polymers and the Environment found that Mater-Bi, a starch-based polymer produced by Italian company Novamont, degraded by as much as nearly 50% over nine months in a marine environment—significantly more than traditional plastics. 

    Novamont, which has a U.S. office in Shelton, collaborated with the UConn team to evaluate the product’s biodegradation. 

    The study was led by Hannah Collins, a marine sciences Ph.D. candidate. Collins and her co-author, Larissa Tabb ’22 (CLAS), highlighted research done as part of the Marine Environmental Physiology Laboratory under the guidance of her advisor, professor and head of marine sciences Evan Ward. 

    “I’ve always been interested in how marine animals interact with their environment,” Collins says. “When our lab started looking at microplastics, it was clear how pervasive and damaging this problem is.” 

    Collins says the findings could have meaningful implications for reducing plastic pollution in aquatic environments. For example, products like Mater-Bi could replace traditional plastics used in aquatic structures, such as kelp farm lines, to reduce the possibility of plastic pollution.

    “We’ve seen the pictures of sea turtles with plastic around their heads,” she says. “We have a lot of evidence of the negative effects of plastic pollution.” 

    Collins, who grew up visiting Cape Cod and the beaches of Long Island Sound, has long been fascinated by marine life. After earning a degree in biology from Gettysburg College and working in Alaska’s salmon fisheries, she decided to combine her passion for marine organisms and the environment, first in her master’s program and now for her Ph.D. 

    She says the collaboration with Novamont has helped her feel like she is making a difference in addressing marine pollution. It also provided her with hands-on experience examining real-world product applications. 

    Biodegradable plastics like Mater-Bi degrade much faster than traditional plastics, reducing risks to aquatic environments. However, Collins notes that many of these products are often tested under controlled conditions, not in real-world marine environments. 

    Students spent nine months monitoring degradation of Mater-Bi 

    Collins’ research on Mater-Bi was conducted in a semi-controlled environment at the John S. Rankin Laboratory on the Avery Point campus. The lab filters seawater from the surrounding area to keep large organisms, like crabs, out. This allowed Collins and her team to test how much the product degraded in natural conditions while ruling out the impact of interference from those large organisms.

    Her team tested samples of a Mater-Bi compostable bag, a traditional plastic bag, and a known biodegradable plastic in the lab. Every two weeks, they checked and measured how much each sample degraded by either mass or area. After nine months, they found that the Mater-Bi samples lost between 25% and 47% of their mass or area. Additionally, they found that the rate of degradation increased during warmer months. 

    “Microbial activity tends to increase in warmer conditions, which likely contributed to the faster degradation rates we observed,” Collins says.

    Collins says she is hopeful that these findings could lead to future uses of Mater-Bi in aquaculture, especially for products where temporary or disposable materials are often used, such as oyster grow-out bags or kelp farming lines. 

    “If something breaks loose, it won’t persist in the water for decades,” she says. 

    Collins and Tabb have maintained connections with Novamont. Collins will attend the World Aquaculture Conference in New Orleans this March, where she hopes to connect industry leaders with biodegradable products like those produced by Novamont. 

    “Addressing plastic pollution requires a range of solutions,” she says. “Biodegradable plastics are just one piece of the puzzle.”

    Drop-in event will be held at Newtown Community Resource Centre on 5th Feb for residents to find out more about work to restore parts of Lustrum Beck.

    Residents of Stockton-on-Tees are being encouraged to find out how a £700,000 restoration scheme is on track to bring a boost to both wildlife and water quality at an upcoming drop-in session.  

    The Lustrum Beck Urban River Restoration project, funded by the Environment Agency, will make it easier for fish to migrate between the Tees estuary and upstream stretches of the beck, and attract iconic species such as water vole, otters and dragonflies.  

    The beck runs for four miles through urban Stockton, flowing through Hartburn, Grangefield, Newtown and Tilery before it joins the River Tees at Portrack.  

    Historically, the beck has been heavily modified – straightened, widened and deepened – with the loss of habitat having an adverse effect on the ecology and restricting fish movement.  

    In recent years, the Environment Agency has worked with partners to create an upstream natural flood management scheme at Coatham Woods which includes 30 hectares of ponds and wetlands.  

    The new project at Lustrum Beck will see even more natural measures implemented including:   

    • Fixing woody material into the channel to create a variety of water speeds during low flow conditions. This will help to oxygenate the water and keep gravel habitats free of sediment. 

    • Lowering redundant river embankments to enhance habitat quality for wildlife during dry spells. 

    • Creating new in-channel features to boost biodiversity. 

    Habitat around the beck will also be improved through planting and vegetation management.  

    Members of the public will have the chance to view the proposals and ask questions about the works at the upcoming drop-in session held at Newtown Community Resource Centre on Wednesday, 5th February, from 3–7 pm.

    Having successfully completed the Billingham Beck Restoration Scheme at the end of 2024, we are excited to move forward with another important project in Stockton-on-Tees, centred around the restoration of Lustrum beck and its tributaries. 

    As an area that has been significantly altered by decades of human activity, we are excited to be enhancing habitat quality for wildlife, adjusting flow speeds to improve water quality, and boosting biodiversity. 

    We do want to hear the views of the local community, and we would encourage everyone to come along to the drop-in session to learn more about our proposed work and see what this means for the area.  

    Councillor Clare Besford, Stockton-on-Tees Borough Council’s Cabinet Member for Environment and Transport, said: 

    Lustrum Beck is a wonderful wildlife haven running through the middle of Stockton that is enjoyed by many people of all ages.

    The Tees Estuary, in North East England, is one of the most heavily modified and developed estuaries in the UK, with less than 10% of the original intertidal habitats remaining. The few remaining natural areas of the estuary are dominated by hard flood defences, industrial quaysides and tidal barriers. These features all prevent natural expansion of the estuary.  

    Lustrum Beck Urban River Restoration scheme is part of the Tees Tidelands programme, a wide-ranging project which will manage flood risk, restore intertidal habitat and reconnect people to the Tees estuary. The Environment Agency and Stockton-on-Tees Borough Council will start work on the project later this year.

         The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department is very concerned about media reports on some batches of several kinds of beverages of the Coca-Cola Company that might contain higher levels of chlorate which are being recalled in certain areas in Europe. The CFS today (January 28) has contacted local importers and retailers to follow up on the incident. A preliminary investigation by the CFS revealed that Swire Coca-Cola HK Ltd has not imported or sold the affected batches of products.     Chlorate is a pesticide and a disinfectant against bacteria. Long-term intake of excessive chlorate may affect the thyroid function. Members of the public are advised not to consume the affected batches of the products if they have purchased any overseas.     Reducing reliance on resupply missions
    Resupply of life support elements such as air, water, food, clothing, and hygiene items will be impractical on missions to the Moon and beyond. This research assessed current use and resupply of these elements on the International Space Station and outlines technologies needed for sustained human presence in space, such as 3D printing maintenance parts, systems for laundering clothes, and improved recovery and recycling of elements.
    Researchers analyzed the types and mass of elements supplied from Earth to the station and astronaut feedback from various studies and interviews. The paper also used data from ISS Internal Environments, a wide-ranging investigation that samples various aspects of the space station environment in support of many types of research.

    Verifying a technique for analyzing emulsions
    This paper presents a review of examining the behavior of emulsions (suspensions of particles in a liquid) in microgravity using a technique called diffusing wave spectroscopy. Results offer insights that could support development of technologies to improve living environments and foods for crew members on future missions.
    FSL Soft Matter Dynamics – PASTA studied the dynamics of droplets in emulsions. Accurate study and characterization of the effects of additives on emulsion stability is possible in microgravity. Emulsions have applications in foods, cosmetics, pharmaceuticals, fuels, paints and coatings, chemical processing, and materials.

    EEG measurements and predicting cognitive changes in spaceflight
    Researchers used an electroencephalogram (EEG) to measure brainwave activity during a relaxed, wakeful state in crew members and found no significant differences before, during, and after flight. These types of measurements could serve as biomarkers of brain health status, helping to predict changes in cognitive performance and the need for prevention and countermeasure strategies during future missions.
    Studies have shown that spaceflight can affect key cognitive and motor skills such as task management, attention, and movement speed and accuracy. Neurowellness in Space Ax-1 tested using a portable, easy to use EEG headset to measure ongoing and task-related brain activity in microgravity. The data could help predict and monitor neural changes on future space missions.

    Summary

    At around 06:05 on 22 March 2024, a passenger train travelling at 56 mph (90 km/h) derailed on the approach to Grange-over-Sands station. The derailment occurred because a void had opened in the embankment on which the train was travelling, leading to the rails under the train losing support. The train was carrying four train crew and four passengers when it derailed. Nobody was injured, but significant damage was caused to both the train and the railway infrastructure.

    RAIB’s investigation found that the void had been created because water had dislodged embankment material and carried it away. The water came from a pipe partially buried beneath the railway, which had been damaged during routine maintenance around 2 days before the derailment.

    The damage to the pipe had been reported immediately to the railway control room by the maintenance staff involved. However, as a result of ineffective communications, no action was taken to stop the consequent leak. The pipe had been installed by Network Rail in 2016 as a temporary measure to assist in managing flood water in the surrounding areas, but on-call engineering staff were unaware that it was in use and carrying water at the time it was damaged.

    Underlying factors to the accident were that those responsible for managing flood water at this location had not done so effectively, leading to the prolonged need to rely on temporary pumping arrangements. RAIB also identified that staffing levels at Network Rail’s Carnforth maintenance delivery unit did not provide sufficient resilience and had allowed non-compliance with the standards relating to the management of tamping to become normalised. In addition, Network Rail had allowed a temporary pumping arrangement to become permanent without applying the relevant asset management procedures.

    Recommendations

    As a result of its investigation, RAIB has made five recommendations. The first three recommendations are made to Network Rail. The first of these aims to reduce the risk associated with temporary drainage solutions which remain in place for longer than anticipated. The second asks Network Rail to review how it can improve the ability of tamper operators to detect buried services. The third aims to reduce the likelihood that buried services are struck during maintenance by ensuring staffing levels are adequate to comply with Network Rail’s own procedures. The fourth recommendation is made to the Environment Agency, and other local stakeholders, and aims to encourage timely decision-making in relation to the future of this area so that the management of flood water does not manifest in another risk to the railway. The final recommendation is addressed to Eversholt Rail Leasing Limited, the owner of the train involved, and aims to reduce the risk of a derailed train being struck by a train on the adjacent line due to a failure of communications and warning systems.

    Additionally, RAIB has identified three learning points. The first of these reminds track workers of the importance of completing required site visits ahead of planned work to mark up obstructions. The second reminds staff of the importance of being readily contactable when on call, and the final learning point encourages railway controllers to escalate issues where the first line on-call staff are not available.

    Andrew Hall, Chief Inspector of Rail Accidents said:

    Derailments of passenger trains are thankfully rare. The elements that came together and led to the derailment at Grange-over-Sands include some factors that have been seen in previous RAIB investigations. In this case Victorian infrastructure, increasing rainfall, a known flood water management problem which multiple parties had not fully resolved over years, ineffective communication and a short-term fix effectively becoming the permanent solution, all played a part. As the railway’s infrastructure will continue to age, and given the challenges of climate change, the importance of avoiding the other factors is ever more vital if such derailments are to remain a rarity.

    Increased average temperatures, climate variability, and extreme weather events are taking a toll on the environment and disproportionately affecting the lives and livelihoods of vulnerable communities. This is intensifying challenges in the world of work.

    Working on a warmer planet increases health and safety risks and affects workers’ well-being and productivity. These risks are a challenge for employment, labour standards, and the creation of decent work.

    Temperatures in South Africa are rising faster than the global average. And finding ways to adapt to climate change and navigate its challenges is becoming increasingly urgent. These challenges are compounded by the disruptions of an energy transition. South Africa also has high levels of inequality and unemployment.

    South Africa, one of the largest (CO₂) emitters in Africa, has committed to reducing its emissions with the aim of reaching net zero emissions by 2050. But how does the country balance the need to cut carbon emissions while protecting an already vulnerable working population during the energy transition?

    Enabling a just transition is a focus for the constituencies of the National Economic Development and Labour Council. The council is South Africa’s national social dialogue institution. It consists of representatives from the state, organised labour, organised business, and community organisations. The council’s Labour Market Chamber has been working on how best to integrate principles of labour and environmental justice. And how labour laws can be used to support a just energy transition.

    The University of the Western Cape’s Centre for Transformative Regulation of Work, of which I am the director, has supported the council and its social partners in labour law reform processes. The aim is to ensure that labour laws and policy are responsive to the changing world of work, and are “fit for purpose” in the just transition era.

    Two priorities are to implement the Climate Change Act as envisaged. And to use and develop labour law to support a just transition.

    The Climate Change Act

    The Climate Change Act 22 of 2024 incorporates the goal of decent work within a commitment to a just transition. The act, which will take effect on a date yet to be determined, defines a just transition as

    a shift towards a low-carbon, climate-resilient economy and society and ecologically sustainable economies and societies which contribute toward the creation of decent work for all, social inclusion, and the eradication of poverty.

    The act is ambitious in its scope and leaves no part of society untouched. It aims to restructure the economy from one dependent on fossil fuels to a low carbon economy, at the same time contributing to decent work and an inclusive society.

    New institutional arrangements are envisaged and existing institutions are expected to adapt. Relevant state actors must “review and if necessary revise, amend, coordinate and harmonise their policies, laws, measures, programmes and decisions” to “give effect to the principles and objects” of the act.

    The act provides impetus for change and an opportunity to revisit the country’s labour law and industrial relations landscape.

    Labour law in a just transition era

    South Africa’s labour law promotes both collective bargaining and employee consultation processes — the “dual channels” for engagement. However, industrial relations are typically characterised by adversarial bargaining over wages and economic distribution. This approach falls short of the nuanced and collaborative processes needed to navigate a just transition. The first step requires a shift from familiar, adversarial patterns of engagement.

    The energy transition and adaptation to climate change may have significant implications for job security and employment. These include

    • the adoption of new technologies, resulting in workplace restructuring

    • changes in the organisation of work or work methods

    • the discontinuation of operations, either wholly or in part.

    The framework for constructive engagement on such developments includes institutions and mechanisms at workplace, sector and national levels. At the workplace, workplace forums were intended for this purpose.

    Workplace forums are voluntary institutions introduced in the Labour Relations Act 66 of 1994 to ensure that workers are consulted and have a voice in decisions that affect them. Unfortunately, the uptake of workplace forums has been limited.

    Industry and sector institutions include bargaining councils and the Sector Education and Training Authorities. These should be developed into spaces for consultation on measures to support a just transition and coordination of skills development and industrial policy.

    Nationally, Nedlac is the apex social dialogue institution. There’s also the Presidential Climate Commission which was established by President Cyril Ramaphosa to oversee and facilitate a just transition. The commission is regulated by the Climate Change Act. It plays a critical role in steering just transition policy processes and building consensus on regulatory developments.

    What are the gaps?

    Labour law has limited scope to address environmental degradation or the concerns of communities. To plug this gap, programmes that integrate rights, policies and services for workers and communities affected by the energy transition should be considered. For example the framework for Social and Labour Plans in the mining sector could be augmented to support a just transition.

    Labour law functions and mechanisms that support a just transition may need to be strengthened. Key areas for improvement include:

    • the framework and ecosystem for skills development to prepare workers for job transitions

    • occupational health and safety and labour standards for the protection of workers in conditions of increased heat and extreme weather events

    • the scope, application and objectives of social security schemes and social protection for workers affected by the transition to a low-carbon economy.

    Other steps towards a just transition include:

    Environmentally sustainable practices must be a priority in all workplaces. Consultation and coordinated responses should not be limited to workplaces, sectors and industries that are directly affected, such as the coal mining sector.

    Adaptation to climate change should be at the forefront of the collective efforts of all South Africans. Perhaps even more so in higher education institutions, where the responsibility to educate, innovate, and lead by example is paramount.

    South Africa’s climate change law envisages a pathway to social inclusion and decent work. Its labour laws provide critical tools for the transition.

         The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (January 28) that in view of notifications from the World Organisation for Animal Health (WOAH) about outbreaks of highly pathogenic H5N1 avian influenza in Kutno District of ??ódzkie Region in Poland, and in Hambleton District of North Yorkshire County and East Lindsey District of Lincolnshire County in the United Kingdom (UK), the CFS has instructed the trade to suspend the import of poultry meat and products (including poultry eggs) from the above-mentioned areas with immediate effect to protect public health in Hong Kong.     A CFS spokesman said that according to the Census and Statistics Department, Hong Kong imported about 6 600 tonnes of frozen poultry meat from Poland, and about 910 tonnes of chilled and frozen poultry meat and about 1 340 000 poultry eggs from the UK last year.     “The CFS has contacted the Polish and British authorities over the issues and will closely monitor information issued by the WOAH and the relevant authorities on the avian influenza outbreaks. Appropriate action will be taken in response to the development of the situation,” the spokesman said.

  • MIL-OSI United Kingdom: Final permit consultation for Lower Hare Farm landfill, Devon

    The Environment Agency has launched its final consultation today on a permit application to open a landfill site at Lower Hare Farm in Whitestone near Exeter.

    The Environment Agency is ‘minded to’ issue a permit to operate a landfill based on information from previous consultations

    GRS Stone Supplies Ltd needs an environmental permit from the Environment Agency to operate the proposed site. The company has provided all the information needed, and the Environment Agency is now likely to grant the permit, unless new information gives a reason not to.

    Two previous consultations by the Environment Agency received a good deal of interest, resulting in the site being declared as one of “High Public Interest”. 

    An environmental permit sets the conditions which GRS Stone Supplies Ltd must meet when operating the landfill site.  It covers the management and operation of the site and the control and monitoring of emissions.   

    When the Environment Agency considers a permit application, it reviews the design of the proposed site, how it will be operated, the emissions it will generate (to air, water and land) and whether it will meet the required standards. Partner organisations, including the UK Health Security Agency, are consulted as part of the process. 

    Issues such as suitability of the site, operating hours and traffic management to and from it, are matters for the planning authority, not the Environment Agency. The Environment Agency can only consider issues covered by the environmental permit and can only refuse a permit application based on technical information.  

    Once the consultation closes, all the comments received will be reviewed before a final decision is made. GRS Stone Supplies Ltd has the right to appeal if the permit is refused. The company will need to have both an environmental permit and planning permission in order to operate a landfill site.

  • MIL-OSI United Nations: IOM and Partners Launch Project to Strengthen Environmental Health Awareness in Lebanon

    Beirut, Lebanon – December 2024 – In cooperation with the Ministry of Public Health in Lebanon, the International Organization for Migration (IOM), together with Seed Global Health, has launched the “Environmental Health Capacity and Awareness Strengthening in Primary Healthcare Facilities” project. This initiative aims to empower healthcare workers at selected primary healthcare centers across Lebanon by addressing the growing challenges of climate-related health impacts.   

    A recent study by the Lebanese Red Cross Climate Center highlighted the significant health risks posed by climate change in Lebanon. Rising temperatures and extreme weather events increase the risks of heat-related health issues, including heatstroke and dehydration, particularly in urban areas. Furthermore, climate change in Lebanon is expected to worsen water scarcity and quality, with more frequent droughts, variable rainfall, and disrupted agriculture. This will lead to higher risks of waterborne diseases, malnutrition, and food insecurity, further straining Lebanon’s already fragile healthcare system.  

    The project, which will run from January to April 2025, is aligned with the Ministry of Public Health’s National Strategy and brings together interdisciplinary expertise to strengthen the health sector’s resilience.  

    Dr. Firas Abiad, the Minister of Public Health in Lebanon stated: “Public, private and peripheral hospitals have proven their critical role during the Lebanese conflict, not only in providing care but also in addressing the broader health needs of the population. While the priority for international support to Lebanon remains the health sector, we must seize this opportunity to advance in all areas, including environmental health. Strengthening environmental health measures will ensure that facilities across Lebanon can provide safer, and more sustainable healthcare services. A resilient health system integrates environmental health into its foundations to safeguard the well-being of both residents of the region and the Lebanese population.” 

    Dr. Vanessa Kerry, CEO of Seed Global Health, said, “Health workers are our frontline defense against the impacts of climate change on health and it is crucial they are equipped with the necessary knowledge and skills to better understand and respond to these impacts. Seed Global Health is proud to partner with IOM and others to ensure people in Lebanon and elsewhere are better protected against the growing threat of climate change on health.”  

    The project will take a phased approach, starting with a comprehensive needs assessment to evaluate the knowledge, attitudes, and practices (KAP) of primary healthcare staff regarding environmental health and climate change. The results will inform tailored training programs, equipping healthcare workers with the tools to address climate-health challenges. Key activities include developing gender-sensitive, equity-focused survey tools, engaging stakeholders, and gathering actionable data to enhance preparedness and capacity.  

    The project will be supported by technical experts from global and academic institutions, including the University of Melbourne and its Climate CATCH Lab, and will involve active collaboration with local stakeholders such as the Ministry of Public Health, PHCC managers, and NGOs.

    SYDNEY, Tuesday 28 January 2025 — Interested media are advised of the annual results announcements by some of the world’s largest oil and gas companies for 2024, which was confirmed to be the hottest on record. This includes Australian-based gas giant Woodside. 

    As LA continues to burn and extreme weather events impact regions across the world, Greenpeace spokespeople in Australia and globally are available to discuss the role of oil and gas majors in fuelling climate chaos. Spokespeople can also present Greenpeace’s demand that governments worldwide introduce equitably designed taxes and fines to reclaim money from the industry to pay for the spiralling costs of extreme weather events.

Big polluters should pay for the damage their reckless pursuit of profit is causing to communities and the environment across the world.”
