  • MIL-OSI Asia-Pac: MOH AND HSA CONTINUE TO STEP UP ENFORCEMENT AND CRACKDOWN ON E-VAPORISERS OFFENCES

    From 1 July to 30 September 2024, 3,840 persons were caught and issued composition fines for possession or use of e-vaporisers, a 52% increase from the previous quarter. These include 743 cases of students caught vaping that were referred by schools and Institutes of Higher Learning (IHLs), 591 cases caught during community enforcement patrols, 44 cases detected through enforcement operations in the vicinity of IHLs, and 16 cases detected at checkpoints.
    2. The Ministry of Health (MOH), Health Sciences Authority (HSA), Health Promotion Board (HPB) and Ministry of Education (MOE) are working together to ramp up efforts to tackle the problem of vaping. We also continue to work with the Immigration & Checkpoints Authority (ICA), National Environment Agency (NEA) and National Parks Board (NParks) to intensify enforcement on multiple fronts, including at the checkpoints, online platforms and in the community, schools and IHLs.
    Enforcement in the community
    3. HSA has been actively monitoring online content to identify persons who vape in public, and use or pose with e-vaporisers in photographs or videos. In July and August 2024, HSA identified and issued composition fines to five such offenders – four males and one female, aged 13 to 34, who posted videos and photographs of themselves with e-vaporisers on their Instagram and TikTok accounts. All the offending posts have been removed. 
    4. In September 2024, HSA also took enforcement action against a 49-year-old man who vaped in an MRT cabin. The incident was captured on social media. HSA raided the offender’s home in Tampines where one e-vaporiser and several drug paraphernalia were found. The man was also wanted by the Central Narcotics Bureau (CNB) and is currently assisting HSA and CNB in investigations.
    5. HSA has continued to intensify its community enforcement efforts and maintained a strong presence at major, high-profile events. HSA issued composition fines to about 200 individuals at the Formula 1 race weekend in September 2024 and more than 50 individuals at an outdoor music event in Sentosa in August 2024 for e-vaporiser offences. A total of 253 persons were caught through these targeted operations.
    Enforcement at checkpoints
    6. From 1 July to 30 September 2024, HSA and ICA conducted several joint operations at the air, land and sea checkpoints, checking more than 4,000 travellers. Of these, 16 persons were caught in possession of e-vaporisers.
    7. On 17 July 2024, a 32-year-old male Malaysian driver who was driving a Malaysia-registered lorry was stopped by ICA at the Tuas Checkpoint. The driver had attempted to smuggle more than 20,000 e-vaporisers and components with a street value of more than $300,000 into Singapore. The driver was detained and handed over to HSA for further investigations. While under investigation, he attempted to leave Singapore illegally, and was caught by ICA on 19 July 2024. He was sentenced to 28 weeks of imprisonment on 28 August 2024 for offences under the Tobacco (Control of Advertisements and Sale) Act 1993 and Immigration Act 1959.
    8. It is illegal for travellers to bring prohibited tobacco products like e-vaporisers into Singapore. Travellers found with e-vaporisers or their components will be fined. Transport companies and drivers bringing prohibited tobacco products into Singapore will be subjected to enforcement actions. Convicted foreigners will be deported and barred from re-entering Singapore.
    Enforcement against suppliers, online advertisements and sales of e-vaporisers
    9. HSA’s targeted enforcement against suppliers of e-vaporisers over the past few months have also resulted in continued disruptions to the illegal supply chain. These include:
    a) On 7 July 2024, HSA conducted a successful enforcement operation at Paya Lebar, targeting an e-vaporiser distribution ring involving foreign domestic workers. HSA officers intercepted 10 individuals – eight buyers, as well as two female sellers, aged 44 and 39, before any transaction took place. Eight e-vaporisers and assorted components, as well as illegal medicines intended for sale were seized.  The two sellers are currently assisting in investigations.
    b) On 21 August 2024, HSA disrupted an e-vaporiser distribution network at Tampines, seizing over 2,000 e-vaporisers and components with a street value exceeding $39,000. Eight individuals, aged 26 to 35, were caught distributing e-vaporisers in their vehicles at an open-air carpark. All eight individuals are currently assisting in investigations.
    10. In the same quarter, HSA also worked with the administrators of local e-commerce and social media platforms to remove more than 1,900 listings of e-vaporisers and components. This is more than three times the number compared to the same period in 2023.
    Continued school and public education efforts
    11. HPB continues to raise awareness and highlight the harms and illegality of vaping through its campaign ‘Vape is a toxic friend you don’t need’. This year’s edition was rolled out from end July 2024, and was pushed out across multiple platforms, from outdoor advertisements to digital and social media channels. To further educate the public and dispel widespread misconceptions, HPB has introduced a dedicated “Vaping mistruths” section on its vape-free webpage on HealthHub. The new tab serves as a resource to debunk common myths surrounding vaping, and provide information about the health risks and legal implications associated with e-vaporisers.
    12. HPB also works with schools to educate students in primary and secondary schools on the benefits of a nicotine-free lifestyle through assembly skits. From July to September 2024, HPB reached almost 37,000 students through these skits.
    13. HPB also provides cessation support and strategies to quit for students who are caught vaping through onsite counselling by Student Health Advisors, as well as QuitLine, a tele-counselling service. From July to September 2024, about 830 youths received smoking and vaping cessation counselling.
    14. Schools and IHLs have stepped up on preventive education to reinforce anti-vaping messages and the importance of maintaining a nicotine-free lifestyle. Students are educated that e-vaporisers are banned, and the harmful impact of vaping on individuals, families and the society.
    15. In Physical Education and Science lessons, students learn about the health effects of tobacco products, and the harmful substances in them. Common myths about vaping are also covered in Science lessons. Character and Citizenship Education lessons equip students with the ability to recognise impulsive and addictive behaviours that harm one’s mental and physical wellbeing and provide strategies for self-control and managing negative peer influences. To encourage early help-seeking, students are encouraged to inform a trusted adult if they are concerned about their classmates’ behaviour.
    16. Parents can refer to information on Parent Hub to educate their children about the harms of vaping.

    Penalties for e-vaporiser-related offences in Singapore

    17. Under the Tobacco (Control of Advertisements and Sale) Act, the possession, use or purchase of e-vaporisers carries a maximum fine of $2,000. Offenders who are given the opportunity to settle their offences out of Court via a Notice of Composition are strongly encouraged to do so. Those who fail to do so before the due date of the Notices will face harsher consequences in Court.

    18. It is an offence to import, distribute, sell or offer for sale e-vaporisers and their components. Any person convicted of an offence is liable to a fine of up to $10,000, or imprisonment of up to six months or both for the first offence, and a fine of up to $20,000, or imprisonment of up to 12 months or both for the second or subsequent offence. All prohibited tobacco items will be seized and confiscated.
    19. 21 persons aged between 14 and 48 years old were convicted in Court from 1 July to 30 September 2024 for selling e-vaporisers and related components in Singapore. The total fines amounted to more than $150,000. Please refer to Annex A for details.
    20. Members of the public who have information on the illegal possession, use, purchase, import, distribution, sale or offer for sale of e-vaporisers can contact HSA’s Tobacco Regulation Branch at 6684 2036 or 6684 2037 during office hours (Monday to Friday, 9:00am to 5:30pm).

    Washington, D.C. – Congresswoman Uifa’atali Amata is hailing Wednesday’s announcement by the U.S. Environmental Protection Agency (EPA) for a total of $24.4 million in fiscal year 2025 investment in American Samoa from the Bipartisan Infrastructure Law(BIL), which Amata backed publicly throughout the bill’s debate and passage in 2021. The official name of the BIL is the Infrastructure Investment and Jobs Act (IIJA).

    “I supported the Bipartisan Infrastructure Law in 2021, and since then I’ve been repeatedly pleased to see it result directly in numerous funding projects for American Samoa over these several years,” said Congresswoman Aumua Amata. “These funds, already appropriated to EPA by Congress, make lasting improvements for our safe and healthy drinking water for years to come.”

    The $24.4 million includes $17,219,000, announced Wednesday, and $7,181,000 notified recently on October 8, both from the Bipartisan Infrastructure Law. American Samoa’s total under the two notifications is the most of any of the four insular areas, totaling slightly more than Guam and several million more than CNMI and USVI.

    Wednesday’s notification of over $17.2 million includes two areas of funding: Drinking Water State Revolving Funds (DWSRF) of $2,204,000, which emphasizes lead removal, andClean Water State Revolving Funds (CWSRF) of $15,015,000. Within that $15 million from CWSRF, the further breakdown is $13,820,000 in general allotment, and $1,195,000 in emerging contaminants program.

    These 2025 EPA funds are part of a five-year planned investment in water infrastructure upgrades, and the nationwide total of these two October notices is $6.2 billion in BIL water quality and safety projects.

    In EPA announcements following passage of the BIL, the EPA hailed the congressional investment as a historic impact in the nation’s healthy water supply and water infrastructure, and Administrator Regan noted the funds support job creation, construction, and emphasized projects for underserved communities. The SRF programs are designed to generate significant and sustainable water quality and public health benefits across the country.

    EPA Administrator Michael S. Regan said, “Water keeps us healthy, sustains vibrant communities and dynamic ecosystems, and supports economic opportunity. When our water infrastructure fails, it threatens people’s health, peace of mind, and the environment. With the Bipartisan Infrastructure Law’s historic investment in water, EPA is working with states and local partners to upgrade infrastructure and address local challenges—from lead in drinking water, to PFAS, to water main breaks, to sewer overflows and climate resilience.          The Development Bureau (DEVB) announced today (October 24) the appointment of 12 individuals and two institutions as non-official members to the Arboriculture and Horticulture Industry Development Advisory Committee (AHIDAC) for a new term until May 31, 2026.      The new members are Mr Ray Ching Wai, Dr Alvin Tang Ming-chak and Ms Florence Tsui Ho-fun. The reappointed members are Professor Leslie Chen Hung-chi, Mr Kingsley Choi Lim-cho, Mr Daniel Ho Tat-pui, Ms Iris Hoi, Mr Lai Ka-ming, Dr Allen Lim Miaw-shin, Mr Victor Man Kwok-hing, Mr Chiky Wong Cheuk-yuet, Dr Peter Yau as well as the representatives of the Construction Industry Council and the Vocational Training Council.     A spokesman for the DEVB said, “The AHIDAC comprises experienced academics, practitioners and vocational trainers from trade associations, unions and professional groups in the industry as well as higher education and vocational training institutions.   • MIL-OSI New Zealand: Greenpeace – Seabed mining sinks offshore wind industry

    Greenpeace says the decision by an offshore wind developer to cancel its plans for wind farms in New Zealand due to conflict with a seabed mining project included in the Fast Track demonstrates just how regressive the new legislation is.
    Spanish offshore wind developer BlueFloat Energy has announced it will no longer pursue its plans for wind farms off the coast of Taranaki and Waikato, citing uncertainties around seabed allocation.
    The South Taranaki Bight is the area where the Australian-owned wannabe seabed miner Trans-Tasman Resources intends to gouge out tens of millions of tonnes of sand every year for 35 years, and the wind energy industry has previously said that would be incompatible with offshore wind farms.
    Greenpeace seabed campaigner Juressa Lee (Te Rarawa, Ngāpuhi, Rarotonga) says: “The offshore wind industry warned the government that seabed mining was fundamentally incompatible with offshore wind farms, but they went ahead anyway, and now we all pay the price.
    “Including Trans-Tasman Resources on the list of projects for Fast Track Approvals highlights the Luxon government’s unhealthy fixation on extractive industries and fossil fuels.
    “At the same time as the Luxon Government is closing the door on a renewable energy industry, they’re talking about opening up new oil and gas exploration and building a fossil gas importation terminal. It’s straight-out climate denial,” says Lee.
    Trans-Tasman Resources has been seeking to mine 50 million tons of sand every year in the South Taranaki Bight for 35 years. For over a decade, it has faced stiff opposition from marine experts, local iwi, community, and environmental groups.
    Since initially getting consent in 2017, TTR has had that consent quashed by three courts, with the Supreme Court finally sending it back to the EPA, requiring the company to prove it will cause no material harm.
    TTR pulled out of that EPA hearing in March this year, soon after the fast-track bill was announced and then confirmed that they had been invited by the coalition government to apply to have their seabed mining project fast-tracked.
    Seabed mining would be a significant threat to marine life, including blue whales, Māui and Hector’s dolphins, little blue penguins, and critical fishing grounds.

    Third Quarter 2024 Versus 2023 Financial Comparisons

    • Total Revenue: Total revenue in the third quarter grew by 4% to €1.46 billion, and software revenue increased by 3% to €1.31 billion, both at the low end of the Company’s objectives. Subscription & support revenue rose 5%; recurring revenue represented 83% of software revenue, up 2 percentage points compared to last year. Licenses and other software revenue declined by 7% to €229 million. Services revenue increased by 10% to €151 million, during the quarter.
    • Software Revenue by Geography: Revenue in the Americas increased by 6% to represent 41% of software revenue, led by Home & Lifestyle from an Industry standpoint. Europe (36% of software revenue) declined by 4%, largely impacted by a strong comparison basis after a large transformation deal signed in the third quarter of 2023. In Asia, revenue increased by 9% with continued momentum across countries led by improvement in China, up double digits. Asia represented 23% of software revenue at the end of the third quarter.
    • Software Revenue by Product Line:
      • Industrial Innovation software revenue declined by 1% to €685 million, against a high comparison basis. The strong baseline effect combined with a weaker automotive market in Europe and the US weighed on the performance. Industrial Innovation software represented 52% of software revenue, during the period.
      • Life Sciences software revenue was flat, at €280 million, accounting for 21% of software revenue. Sequential growth improvement confirms MEDIDATA progressive recovery.
      • Mainstream Innovation software revenue increased by 15% to €348 million and represented 26% of software revenue. SOLIDWORKS had a good start in the second half of 2024, up mid-single digits in the quarter. CENTRIC PLM delivered another excellent quarter, due to competitive displacements and strong renewals.
    • Software Revenue by Industry: Home & Lifestyle, High-Tech, Aerospace & Defense and Marine & Offshore were among the best performers during the quarter.
    • Key Strategic Drivers: 3DEXPERIENCE software revenue was impacted by a tough comparison base due to the anniversary of a mega deal. Hence, we saw a temporary decline of 10%. However, the performance on a year-to-date basis was in line with objectives and, looking at the subscription growth, the trend was very strong at 41%. 3DEXPERIENCE software revenue represented 37% of 3DEXPERIENCE eligible software revenue. Cloud software revenue grew by 7% and represented 25% of software revenue during the period. Excluding MEDIDATA, Cloud software revenue increased by a strong 38%.
    • Operating Income and Margin: IFRS operating income declined by 9% at €276 million, as reported. Non-IFRS operating income declined by 1% in constant currencies at €433 million (2% as reported). The IFRS operating margin stood at 18.9% compared to 21.2% in the third quarter of 2023. The non-IFRS operating margin totaled 29.6% versus 31.0% during the same period last year.
    • Earnings per Share: IFRS diluted EPS was €0.18, flat as reported. Non-IFRS diluted EPS grew to €0.29, up 3% as reported, or 4% in constant currencies.

    • Total Revenue: Total revenue grew by 4% to €4.46 billion. Software revenue increased by 4% to €4.01 billion. Subscription and support revenue rose 5% to €3.29 billion; recurring revenue represented 82% of total software revenue. Licenses and other software revenue declined by 1% to €720 million. Services revenue rose 6% to €448 million.
    • Software Revenue by Geography: The Americas grew 3% and represented 40% of software revenue. Europe rose by 2% and represented 37% of software revenue. Asia increased by 9%, representing 23% of software revenue.
    • Software Revenue by Product Line:
      • Industrial Innovation software revenue rose by 4% to €2.12 billion and represented 53% of software revenue. ENOVIA, SIMULIA and DELMIA exhibited the strongest performance.
      • Life Sciences software revenue decreased by 2% to €847 million, representing 21% of software revenue.
      • Mainstream Innovation software revenue increased by 11% to €1.05 billion. Mainstream Innovation represented 26% of software revenue. SOLIDWORKS delivered mid-single digit growth while CENTRIC PLM continued to perform well with strong, double-digit growth.
    • Software Revenue by Industry: Home & Lifestyle, Aerospace and Defense, High-Tech and Consumer Packaged Good & Retail displayed some of the strongest performance.
    • Key Strategic Drivers: 3DEXPERIENCE software revenue increased by 10%, representing 37% of 3DEXPERIENCE eligible software revenue. Cloud software revenue grew by 7% and represented 25% of software revenue. Excluding MEDIDATA, Cloud software revenue increased by more than 50% versus the same period last year.
    • Operating Income and Margin: IFRS operating income increased by 2%, to €876 million, as reported. Non-IFRS operating income increased by 1% as reported (2% in constant currencies) to €1.35 billion. IFRS operating margin totaled 19.6% compared to 20.0% for the same period in 2023. The non-IFRS operating margin was preserved, standing at 30.2% in the first nine months of 2024 compared to 31.0% in the same period last year, thanks to cost containment measures.
    • Earnings per Share: IFRS diluted EPS was €0.61 increasing 12% as reported. Non-IFRS diluted EPS grew by 6% to €0.89, as reported, up 8% in constant currencies.
    • Cash Flow from Operations (IFRS): Cash flow from operations totaled €1.35 billion, up 6% year over year, thanks to the increase in net income adjusted for non-cash items and positive cash tax effects in 2024.
    • Balance Sheet (IFRS): Dassault Systèmes’ net financial position totaled €1.07 billion as of September 30, 2024, an increase of €0.49 billion, compared to €0.58 billion for the year ending December 31, 2023. Cash and cash equivalents totaled €3.66 billion as of September 30, 2024. The movements of the quarter on cash and cash equivalents include the reimbursement for €700 million of the second Tranche of the Bond issued by the company in 2019.

    Information in Constant Currencies

    Dassault Systèmes has followed a long-standing policy of measuring its revenue performance and setting its revenue objectives exclusive of currency in order to measure in a transparent manner the underlying level of improvement in its total revenue and software revenue by activity, industry, geography and product lines. The Group believes it is helpful to evaluate its growth exclusive of currency impacts, particularly to help understand revenue trends in its business. Therefore, the Group provides percentage increases or decreases in its revenue and expenses (in both IFRS as well as non-IFRS) to eliminate the effect of changes in currency values, particularly the U.S. dollar and the Japanese yen, relative to the euro. When trend information is expressed “in constant currencies”, the results of the “prior” period have first been recalculated using the average exchange rates of the comparable period in the current year, and then compared with the results of the comparable period in the current year.

    While constant currency calculations are not considered to be an IFRS measure, the Group believes these measures are critical to understanding its global revenue results and to compare with many of its competitors who report their financial results in U.S. dollars. Therefore, Dassault Systèmes includes this calculation for comparing IFRS revenue figures as well non-IFRS revenue figures for comparable periods. All information at constant exchange rates is expressed as a rounded percentage and therefore may not precisely reflect the absolute figures.

    Information on Growth excluding acquisitions (“organic growth”)

    In addition to financial indicators on the entire Group’s scope, Dassault Systèmes provides growth excluding acquisitions effect, also named organic growth. In order to do so, the data relating to the scope is restated excluding acquisitions, from the date of the transaction, over a period of 12 months.

    Information on Industrial Sectors

    The Group provides broad end-to-end software solutions and services: its platform-based virtual twin experiences combine modeling, simulation, data science and collaborative innovation to support companies in the three sectors it serves, namely Manufacturing Industries, Life Sciences & Healthcare, and Infrastructure & Cities.

    These three sectors comprise twelve industries:

    Information on Product Lines

    The Group’s product lines financial reporting include the following financial information:

    GEO’s

    Eleven GEOs are responsible for driving development of the Company’s business and implementing its customer‑centric engagement model. Teams leverage strong networks of local customers, users, partners, and influencers.

    • the “Europe” group, comprising Europe, Middle East and Africa (EMEA) and made of four GEO’s;

    3DEXPERIENCE Software Contribution

    To measure the relative share of 3DEXPERIENCE software in its revenues, Dassault Systèmes uses the following ratio: for software revenue, the Group calculates the percentage contribution by comparing total 3DEXPERIENCE software revenue to software revenue for all product lines except SOLIDWORKS, MEDIDATA, CENTRIC PLM and other acquisitions (defined as “3DEXPERIENCE Eligible software revenue”).

    Cloud revenue

    Cloud revenues correspond to revenue generated through a catalog of cloud-based solutions, infrastructure as a service, cloud solution development and cloud managed services. They are delivered by Dassault Systèmes via a cloud infrastructure hosted by Dassault Systèmes, or by third party providers of cloud computing infrastructure services. These offerings are available through different deployment methods: Dedicated cloud, Sovereign cloud and International cloud. Cloud solutions are generally offered through subscriptions models or perpetual licenses with support and hosting services.

    The Crown Princess arrived at Port Marlborough in Picton this week as the first cruise ship of the 2024/2025 season, marking the beginning of what is expected to be another strong season for cruise tourism in Marlborough.
    The ship’s arrival was celebrated with a formal ceremony, where Mayor Nadine Taylor and members of Port Marlborough’s Port & Marine team presented the ship’s captain with a locally made plaque and a gift of Marlborough wine. The plaque is specially designed and handcrafted in Picton from local timber with paua shell inlay, and the Marlborough wine was presented in a locally crafted box. Both gifts are specially chosen to represent the community’s involvement in creating a memorable visitor experience and to showcase the pride we take in sharing the best of Marlborough with our international guests.
    Cruise tourism plays a significant role in Marlborough’s economy, contributing around $500,000 to the local economy per day during each cruise visit. This season, we are expecting a steady flow of visitors, with the total number of ships set to match pre-pandemic levels, supporting local businesses and the wider community. 
    Port Marlborough’s ongoing investment in infrastructure has ensured we can continue to provide exceptional service to cruise lines. Recent improvements include a $50,000 upgrade to the passenger marshalling area for improved safety and efficiency, and a $120,000 investment in an additional gangway setup to enhance the passenger experience during peak times.
    Port Marlborough CEO Rhys Welbourn commented: “The Crown Princess’s maiden call visit is a wonderful way to open the season, and we are honoured to have welcomed the captain and crew to Picton for the first time. Our region is ready for another strong cruise season, with both local businesses and the wider community set to benefit.     Environmental sustainability remains a key focus for Port Marlborough, and we are working closely with the cruise industry to balance economic benefits with environmental and community outcomes.     Port Marlborough continues to invest in the region’s long-term infrastructure. Alongside cruise-specific improvements, the port has introduced a new $11.5m tugboat, Kaiana, to boost resilience and environmental efficiencies in the marine fleet. Other projects include sealing the remaining unsealed areas of the Shakespeare Bay log yard and installing a water truck for dust suppression, an investment aimed at improving environmental outcomes. Upgrades to the wharf fendering system on Waimahara Wharf, valued at $2 million, are also underway to enhance the port’s resilience and capacity.
    With 48 total berth side calls, including nine maiden visits scheduled for the season, Port Marlborough expects that despite the slight global downturn in Cruise tourism, Picton will maintain its position as a preferred destination for international cruise tourism.

    Ban on sale and supply of single-use vapes in England to come into force on 1 June 2025

    New legislation to ban the sale of single-use vapes from 1 June 2025 has been laid in Parliament, Circular Economy Minister Mary Creagh confirmed today.

    Single-use vapes are not rechargeable or refillable, and are typically discarded as general waste in a bin or littered, rather than recycled – contributing to a flood of litter on our streets. Even when they are sent to recycling facilities, they usually have to be disassembled by hand – a slow and difficult process which will struggle to keep up with the pace of vape production. Their lithium-ion batteries can also present a fire risk to waste industry workers. 

    Last year, it was estimated that almost five million single-use vapes were either littered or thrown away in general waste every week in the UK, almost four times as much as the previous year and the equivalent of eight being thrown away per second. In 2022, more than 40 tonnes of lithium from single-use vapes was discarded, which is the same amount used to power 5,000 electric vehicles. 

    Making the sale of single-use vapes illegal, delivers on the Government’s commitment to act on this important issue, and kick-starts the push towards a circular economy and helps to curb the rise of young people taking up vaping, while also protecting our natural environment and town streets from a tide of litter.   

    Vape usage in England grew by more than 400% between 2012 and 2023, with 9.1% of the British public now buying and using these products. The long-term health impacts of vaping are unknown, and the nicotine contained within them can be highly addictive, with withdrawal sometimes causing anxiety, trouble concentrating and headaches.

    Circular Economy Minister Mary Creagh said:

    Single-use vapes are extremely wasteful and blight our towns and cities. 

    That is why we are banning single use vapes as we end this nation’s throwaway culture.  

    This is the first step on the road to a circular economy, where we use resources for longer, reduce waste, accelerate the path to net-zero and create thousands of jobs across the country.

    Minister for Public Health and Prevention, Andrew Gwynne, said:

    It’s deeply worrying that a quarter of 11-15-year-olds used a vape last year and we know disposables are the product of choice for the majority of kids vaping today.

    Banning disposable vapes will not only protect the environment, but importantly reduce the appeal of vapes to children and keep them out of the hands of vulnerable young people.

    The government will also introduce the Tobacco and Vapes Bill – the biggest public health intervention in a generation – which will protect young people from becoming hooked on nicotine and pave the way for a smoke-free UK.

    The public is in favour of restricting the sale and supply of single-use vapes, with 69% of consultation respondents supporting these proposals in February 2024. 

    Banning these vapes will stop them from being thrown into bins with general waste, where they typically end up in landfill or being incinerated, posing a fire risk due to their lithium-ion batteries and can cause poor air quality. Furthermore, it will stop plastic, lead, and mercury from leaching into the environment, which can cause waterways to be contaminated and poison our wildlife.  

    The Government has laid legislation to introduce the ban and, subject to parliamentary approval, businesses will have until 1 June 2025 to sell any remaining stock they hold and prepare for the ban coming into force. The UK Government and Devolved Governments have worked closely and will align coming into force dates.

    Libby Peake, head of resources at Green Alliance, said:

    Disposable vapes are the last thing our children and the planet need, and for too long the market for them has been allowed to grow unchecked. Every single one wastes resources that are critical to a more sustainable economy – like lithium, needed for the batteries that power electric cars.

    When they’re littered, the nicotine, plastic and batteries they contain are all extremely harmful. Even when they’re put in a bin, their batteries can catch fire. The government is right to ban these harmful devices – it’s a welcome step in the journey towards an economy where waste is reduced by design.

    Climate activist and environmental scientist, Less Waste Laura said:

    Disposable vapes exploded on to the market, becoming perhaps the first mainstream disposable electronic device to litter our streets, and reflecting the relentless evolution of the tobacco industry. 

    The UK Government’s action to ban these single-use products in 2025 is a welcome, and crucial, step. The ban isn’t just about cutting littered vapes; it challenges the broader rise in disposable technology driving a concerning larger increase in electronic waste, with its associated fire risk, and use of scarce materials.

    I welcome the ban from a health angle too, and see it as crucial to breaking the grip of vaping on our youth, alongside challenging the throwaway culture threatening to suffocate our planet.

    Recent government figures show that recycling rates for waste from households has fallen to 44.1% in 2022.  

    This ban is part of the government’s commitment to end the nation’s throwaway culture and stop the avalanche of rubbish that is filling up our high streets, countryside and oceans.   

    The Environment Secretary has made it one of his five core priorities to move to a future where we keep our resources in use for longer, accelerate the path to net zero and increase investment in critical infrastructure and green jobs.

    OPSS would like to invite any interested parties to submit any scientific information relevant to the safety assessment of cosmetic ingredients.

    The Office for Product Safety and Standards (OPSS) would like to invite any interested parties, including academia, manufacturers of cosmetic products, producers of the substances concerned and consumer associations to submit any scientific information relevant to the safety assessment of the following cosmetic ingredients.

    Any scientific data submitted for the safety assessment must include all relevant elements as prescribed in the Scientific Committee on Consumer Safety Notes of Guidance for the Testing of Cosmetic Ingredients and Their Safety Evaluation.

    Note: The Scientific Advisory Group on Chemical Safety (SAG-CS) will use 70 kg as their default bodyweight assumption for adults in new safety assessments. This aligns with other UK groups, such as the UK Committee on Toxicity of Chemicals in Food, Consumer Products and the Environment, who carry out chemical risk assessments across a range of sectors and have agreed that a default adult bodyweight of 70 kg is representative for the UK adult population.     Please submit original study reports and literature in full for all data relied upon in the safety assessment. This is particularly important for the pivotal studies, those which support the critical No Observed Adverse Effect Level (NOAEL) and point of departure and the dermal absorption value.

    Prostaglandins and prostaglandin analogues

    Prostaglandins and prostaglandin analogues are used in cosmetic products with the function of promoting eyelash growth. These types of eyelash growth products are increasingly available on the UK market and contain prostaglandin analogues such as:

    • Isopropyl closprostenate (CAS 157283-66-4)
    • Bimatoprost (CAS 155206-00-1)
    • Ethyl tafluprostamide (CAS 209860-87-7)
    • Norbimatoprost
    • Methylamido dihydro noralfaprostal

    Due to their potency, intended use in the proximity of the eye and concerns raised by other scientific bodies / regulators over their safety, OPSS would like to evaluate the safety of these ingredients in cosmetic products.

    Note: This call for data is not limited to prostaglandin analogues mentioned in the list above. OPSS is seeking data on all relevant prostaglandin analogues used in cosmetic products.

    Alpha and beta-arbutin

    Alpha-arbutin (CAS 84380-01-8) and beta-arbutin (CAS 497-76-7) are used as antioxidants, skin bleaching and skin conditioning agents in cosmetic products. OPSS has concerns regarding the risks associated with the use of these ingredients in cosmetic products due to their degradation to hydroquinone under common storage conditions. Hydroquinone is a known carcinogen, mutagen and a strong skin sensitiser which is prohibited from use in cosmetic products (except for entry 14 in Annex III of the UK cosmetics Regulation). As a result OPSS would like to evaluate the safety of these ingredients in cosmetic products.

    Vitamin A

    Vitamin A derivatives such as retinol (CAS 68-26-8), retinyl acetate (CAS 127-47-9) and retinyl palmitate (CAS 79-81-2) are used in cosmetic products for their anti-aging and antioxidant properties. The major source of vitamin A exposure in the population is food and food supplements. As a result, any additional source of exposure, including cosmetic products, may exceed tolerable upper intake levels.  Therefore, there is a potential risk to human health arising from the use of vitamin A in cosmetic products when its concentration exceeds certain levels. As a result OPSS would like to evaluate the safety of these ingredients in cosmetic products.

    RN-Yuganskneftegaz (Rosneft’s largest producing asset) organised the Clean Shores environmental festival in Nefteyugansk. More than 500 employees and their family members attended the event, which was held for the fourth time.

    The festival programme included a clean-up and many interactive activities aimed at improving the environmental culture of the residents. The environment-oriented initiative was held on the territory of the memorial complex – «R-63 well» and the embankment of the Yugansk Ob river. Volunteers made a significant contribution to the health of the environment by collecting household waste and old tyres for recycling on the embankment.

    The festival had themed sections: games for children and mini-GTO, a quiz and workshops. An exhibition of specialised machinery was held near the memorial stele.

    On the same day, RN-Yuganskneftegaz employees planted 60 cherry trees in Nefteyugansk in honour of the 60th anniversary of the first Ust-Balyk oil being sent to the refinery. The event took place in the street named after Alexander Filimonov, an outstanding Soviet oilman, hero of socialist labour and honorary resident of the city.

    The event was attended by representatives of the Nefteyugansk administration, young specialists of the enterprise, activists of the Movement of the Firsts, students of Rosneft classes, residents and guests of the city.

    Environmental volunteering is an integral part of Rosneft’s volunteer movement. The Company’s employees are actively involved in cleaning up natural coastal and urban areas, as well as in interactive events aimed at promoting an environmental culture among the younger generation.

    Today’s announcement is expected to reduce the lead exposure of up to 1.2 million people every year and represents one of over 100 actions taken by the Administration in 2024 to reduce lead poisoning
    President Biden and Vice President Harris have been clear that all Americans deserve to live free from fear of toxic lead exposure. Since Day One, the Biden-Harris Administration has marshalled a whole of government effort to reduce all sources of lead exposure, issuing a comprehensive Lead Pipe and Paint Action Plan that guides federal action to achieve a lead-free future.
    Today, as we continue to mark National Lead Poisoning Prevention Week, the Biden-Harris Administration is taking action to further reduce lead exposure by issuing a final Environmental Protection Agency (EPA) rule to strengthen requirements for the removal of lead paint dust in pre-1978 housing and child care facilities.
    Lead is a neurotoxin that can irreversibly harm brain development in children, lower IQ, cause behavioral problems, and lead to life-long health effects. There is no safe level of lead exposure. Yet, due to decades of inequitable infrastructure development and underinvestment, lead poisoning disproportionately affects low-income communities and communities of color.
    Today’s final rule sets new standards for lead abatement activities that will better protect children and communities from the harmful effects of exposure to dust generated from lead paint. The rule will help protect people in communities across the country from these harms, and is expected to reduce the lead exposures of up to nearly 1.2 million people every year, providing public health and economic benefits up to 30 times greater than the costs. Although the United States banned lead-based paint in residences in 1978, an estimated 31 million houses built before 1978 still contain lead-based paint, and 3.8 million are home to one or more child under the age of six, putting them at risk of lead exposure.
    Since the announcement of the Biden-Harris Lead Pipe and Paint Action Plan, the Administration has taken hundreds of actions across more than 10 agencies to reduce the risk of lead poisoning in drinking water, paint, soil, food and household products, the workplace, and to combat lead exposure internationally – including more than 100 actions in the past year alone. Some of the actions since the latest Action Plan progress update in November 2023 include:
    Reducing Exposure to Lead from Paint and Dust in the Home – Lead in household dust originates from indoor sources such as deteriorated, lead-based paint on surfaces. In the last year, the Administration has worked diligently to identify, help tackle, and eliminate these exposures in several ways:
    Earlier this month, the Department of Housing and Urban Development (HUD) announced more than $420 million in awards to remove lead hazards from homes, including HUD-assisted homes, ensuring the safety of children, residents, and families. This includes $2 million to remove other housing-related hazards from homes in conjunction with weatherization efforts, and nearly $10 million to facilitate research on better identifying and controlling lead and other housing-related hazards. These awards are part of President Biden’s Justice40 Initiative, which seeks to ensure that 40 percent of the overall benefits of certain Federal climate, clean energy, affordable and sustainable housing, and other investments flow to disadvantaged communities that are marginalized by underinvestment and overburdened by pollution. 
    In August 2024, the Department of Health and Human Services (HHS) issued a new final rule updating the Head Start Program Performance Standards. This rule requires Head Start programs to protect children from exposure to lead in water and paint through regular testing and inspection and remediate lead in Head Start facilities where lead exists.
    In 2024, EPA conducted approximately 1,400 compliance monitoring activities for lead-based paint in over 190 communities, more than a third of which were communities with environmental justice concerns. Additionally, EPA’s Federal Facilities Enforcement Office conducted compliance monitoring activities at 18 military installations in 2024. This work protects our service members and their families from exposure to lead-based paint in their homes at military bases.
    Reducing Exposure to Lead from Drinking Water – Millions of buildings still receive their water through a lead pipe. The Biden-Harris Administration has taken historic steps to meet President Biden’s commitment to replace every lead pipe in the country within a decade:
    Earlier this month President Biden traveled to Milwaukee, Wisconsin, to announce a final rule that requires drinking water systems nationwide to replace lead service lines within 10 years. This rule will protect children from brain damage, prevent up to 900,000 infants being born with low birth weight, and protect 1,100 adults from premature death from heart disease every year.
    President Biden secured a historic $15 billion in funding through the Bipartisan Infrastructure Law specifically dedicated for replacing lead service lines, and provided an additional $2.6 billion from his Bipartisan Infrastructure Law for drinking water upgrades and lead pipe replacements, along with an additional $11.7 billion in general-purpose funding through the Drinking Water State Revolving Fund which can also be used for lead pipe replacement. To date, EPA has announced over $18 billion of this funding across every state. Nearly half of this funding is required to flow to disadvantaged communities, in the form of grants and zero-interest loans.
    Thanks to the Biden-Harris Administration’s actions, cities across the country are already making progress in replacing lead pipes. Cities with some of the highest numbers of lead pipes, like Milwaukee, Detroit, Pittsburgh, St. Paul, and Denver, have received funding from the Administration and are now on track to replace all lead pipes within 10 years or less. Under this Administration, over 367,000 lead pipes have been replaced nationwide, benefitting nearly 1 million people.
    Funding from the American Rescue Plan’s $350 billion State and Local Fiscal Recovery Fund can be used by states and communities to replace lead service lines and remediate lead paint. To date, well over $20 billion nationwide has been invested in water infrastructure projects.
    During this Administration, the EPA has also used its Water Infrastructure Finance and Innovation Act (WIFIA) program to provide well over $350 million in financing to communities for lead pipe replacement.
    Since launching in November 2023, EPA’s Get the Lead Out Initiative has provided technical assistance to public water systems nationwide to identify lead pipes and accelerate their replacement. Prioritizing disadvantaged and underserved communities, the initiative is providing assistance to a growing list of public water systems, including in Michigan, Ohio, and Illinois, and facilitates access to funding from the Bipartisan Infrastructure Law. This initiative builds on the partnership between EPA, the Department of Labor (DOL), and 40 underserved communities to support lead pipe replacement.
    In January 2023, the White House Summit on Accelerating Lead Pipe Replacement hosted by Vice President Harris, announced new actions and progress to deliver clean drinking water, replace lead pipes, and remediate lead paint to protect children and communities across America, including the Biden-Harris Get the Lead Out Partnership comprised of state and local officials, water utilities, labor unions, and other nongovernmental organizations who committed to advance and accelerate lead pipe replacement. This White House Partnership spurred the creation of a the Great Lakes Lead Pipes Partnership, a first-of-its kind, mayor-led effort to accelerate lead pipe replacement in cities with the heaviest lead burdens.
    In August 2024, EPA announced $26 million in grant funding to protect children from lead in drinking water at schools and childcare facilities across the country. These grants will be used by 55 States and territories to reduce lead exposure where children learn and play.
    The Department of the Interior conducted more than 330 water system assessments at all Indian Affairs-owned sites, including schools, offices and detention centers, among others. Beyond service lines, assessments collected lead/copper samples to identify lead sources in water distribution systems and where lead levels affected drinking points DOI coordinated immediate remediation strategies and implemented actions including alternative water sourcing and confirmatory sampling.
    Reducing Exposure to Lead from Air – Major sources of lead in the air include emissions from manufacturing, waste and metals processing, and aircraft operating on leaded aviation fuel. To tackle these emissions, the Biden-Harris Administration has taken the following actions:
    In January 2024, EPA released the Integrated Science Assessment for Lead as part of its review of the lead National Ambient Air Quality Standards. This technical document, along with additional technical and policy assessments, will provide the scientific foundation for EPA’s decisions as it regulates air lead exposure.
    In October 2023, EPA issued a final determination that emissions of lead from aircraft engines that operate on leaded fuel cause or contribute to air pollution which may reasonably be anticipated to endanger public health and welfare. With this final determination, EPA and Federal Aviation Administration (FAA) have begun work to consider regulatory options to address lead emissions from aircrafts.
    Reducing Exposure to Lead from Soil – Lead contamination at legacy pollution sites from past industrial operations, like lead mining and smelting, can accumulate in soil and poses a threat to human health and the environment. Reducing lead levels in soils can reduce exposure risks.
    The Bipartisan Infrastructure Law invests $5 billion to clean up legacy pollution, including lead contamination, at Superfund and Brownfields sites. In Fiscal Year 2024, EPA completed 63 Superfund cleanup projects that addressed lead contamination in soil to protect families and children from the harmful impacts of lead. In addition, lead is the environmental contaminant most commonly reported by EPA Brownfields cleanup grant recipients. In fiscal year 2024, Brownfields grant recipients completed 63 brownfields cleanups that addressed lead contamination.
    In January 2024, after years of research and advanced understanding of the latest science on lead, EPA issued new guidance to improve screenings for lead in residential soils at Superfund and other contaminated sites. This new guidance cuts in half the recommended screening levels issued 30 years ago and takes into account the potential for cumulative impacts by recommending even more stringent levels in areas where there may be additional sources of lead exposure, such as lead in drinking water or lead paint in homes.
    Reducing Exposure to Lead from Food and Household Products – Lead may be present in food when it is in the environment where foods are grown, raised, or processed. To reduce the risk to children of ingesting lead in food, the Administration is working to addressed lead hazards in processed foods.
    In September 2024, the Food and Drug Administration (FDA) published a new study on dietary exposure from lead in infants and young children. This action is part of the agency’s Closer to Zero effort, which sets forth the FDA’s science-based approach to continually reduce exposure to lead, arsenic, cadmium, mercury and other contaminants to the lowest levels possible in foods eaten by babies and young children.
    Protecting People from Lead Exposure in the Workplace – Workers can be exposed to lead as a result of the production, use, maintenance, recycling, and disposal of lead material and products. In 2024, the Administration sought to protect workers through a number of actions.
    In April 2024, the National Institute for Occupational Safety and Health (NIOSH) released Trends in Workplace Lead Exposure, monitoring workplace lead exposure trends through the Adult Blood Lead Epidemiology and Surveillance program.
    In March 2024, at the direction of President Biden, the Department of Veterans Affairs (VA) announced that all veterans exposed to toxins and other hazards during military service—including lead—are now eligible for VA health care.
    Accelerating Innovations to Improve Blood Lead Testing – Testing blood is the best way to determine if a person has had lead exposure, as there are often no immediate symptoms when someone is exposed to lead. Based on blood lead test results, healthcare providers can recommend follow-up actions and care.
    In March 2024, the Centers for Disease Control and Prevention (CDC) announced Phase 2 of the Lead Detect Prize on challenge.gov, inviting selected Phase 1 participants to develop their winning concepts into detailed designs. This challenge provides a $1 million prize pool to accelerate the development of next-generation point-of-care blood lead testing technology. National Aeronautics and Space Administration (NASA) and the FDA support the challenge, and it spotlights the urgent need to identify and foster new or existing breakthrough solutions and products for optimal lead testing in children.
    Establishing Domestic Partnerships to Reduce All Lead Exposure – The Administration is engaging stakeholders in a number of ways to reduce community exposure to lead in the United States.
    In July 2024, the President’s Task Force on Environmental Health Risks and Safety Risks to Children published the Progress Report on the Federal Lead Action Plan, a comprehensive update on the government’s progress since 2018 toward reducing childhood lead exposures. HUD, EPA, and HHS, as co-leading members of the Task Force’s Lead Subcommittee, are leading aggressive actions to combat lead exposure. The Federal Lead Action Plan promotes a vision that the United States will become a place where children, especially those in communities with environmental justice concerns, can live, learn and play and remain safe from lead exposure and its harmful effects.
    In June 2024, the CDC published the Childhood Lead Poisoning Prevention National Classroom program. This program features multiple training methods and outreach strategies, including slide presentations, training videos, webinars, podcasts, and materials posted online to engage a broad range of audiences, including public health professionals, other physicians, general audiences, and high school students, through social media platforms and many other outlets.
    In February 2024, the EPA in collaboration with HUD and CDC/ASTDR published A U.S. Lead Exposures Hotspot Analysis, which identifies states and counties with the highest potential lead exposure risk from old housing sources of lead. This analysis applied science-based methods based on available data, continuing the agencies’ commitment to advancing whole of government efforts to focus lead actions in disproportionately impacted locations.
    EPA continues to establish and lead U.S. whole-of-government partnerships to develop and apply a science-based blueprint to identify communities with high lead exposures and improve their health outcomes in support of EPA’s Lead Strategy and priority activities of the President’s Task Force on Environmental Health Risks and Safety Risks to Children.
    Spearheading an International Effort to Reduce Global Lead Exposure – Amidst historic actions taken domestically to combat lead exposure in the United States, the Administration has built an unprecedented global coalition to tackle lead exposure in low- and middle-income countries, where one in two children has elevated levels of lead in their blood.
    In September 2024, the U.S. Agency for International Development (USAID) joined UNICEF and over 60 partners and 26 countries to launch the Partnership for a Lead-Free Future, the first-ever public-private partnership dedicated to tackling lead exposure in low- and middle-income countries. The Partnership committed $150 million toward this effort—at least 10 times the average estimated annual investment to combat lead exposure internationally over the past five years.
    Earlier this year, USAID, through its Enterprises for Development, Growth, and Empowerment (EDGE) Fund, provided $5 million to the Lead Exposure Elimination Project (LEEP) to accelerate the global transition to lead-free paint. Spanning over 30 countries in Africa, Asia, Latin America, Central Asia, and Europe, the LEEP partnership will support governments in introducing lead paint regulations and demonstrate how the private sector can reduce lead exposure, saving lives and protecting communities.

    Rosneft, together with Innopraktika, a non-governmental development institute, and the Centre for Whole-Genome Sequencing, has launched a unique project to create a genomic database of living organisms in the Russian Arctic. This information is essential for long-term planning for the sustainable development of the region and the conservation of its fragile ecosystems.

    In the first phase, specialists in different taxonomic groups will analyse the biodiversity of the Arctic and select the most valuable species for study.

    Priority work includes the assembly of the complete polar bear genome, which will be carried out by staff from the Centre for Whole-Genome Sequencing. The high-performance computing cluster, one of the top 20 supercomputers in Russia, enables fast and high-quality processing of huge amounts of information and obtaining the most accurate data for subsequent interpretation.

    Specialists from Lomonosov Moscow State University and other leading research institutes in the country were also involved to create a roadmap for the new project and identify priority research areas. Using cutting-edge genetic technologies, scientists will study the mechanisms of speciation and the ability of Arctic animals to adapt to harsh environmental conditions, clarify the taxonomic status of individual species, and develop recommendations for monitoring the health of Arctic ecosystems.

    The new environmental initiative is part of Rosneft’s comprehensive research programme in the Russian Arctic. The Company’s Arctic Research Centre is carrying out the most ambitious programme of research in the region since Soviet times, with more than 50 major expeditions over the past 10 years and unprecedented geographical coverage of hydrometeorological, geological and biological research.

    The creation of genetic databases and whole-genome sequencing are designed to preserve genetic information to protect endangered species. Scientists are studying their evolution and characteristics, investigating the extent of anthropogenic impacts on ecosystems, and calculating ways to mitigate potential threats.

    In recent years, many projects have been launched to analyse genomic data (Bird 10,000 Genomes Project (B10K) in China, international mammalian genome analysis project Zoonomia Project, etc.), but this is the first initiative to study the genomes of organisms from the Russian Arctic.

    From making everyday decisions to staying safe during extreme weather, it’s essential that Canadians have convenient, reliable access to weather information. For five years, Canadians have turned to the WeatherCAN application on their mobile devices to get trusted weather information directly from Environment and Climate Change Canada’s meteorologists.

    Today, Environment and Climate Change Canada will launch a new version of the WeatherCAN app with significant changes that are designed to enhance user experience. With feedback from users, the update will include a brand-new look, improved navigation, and a temperature notification feature.  

    In the updated app:

    • Air quality information will appear near the top of each location page. This will give quicker access to essential safety information during wildfire smoke or other air pollution events.
    • A new temperature notification will allow users to be notified when the temperature, humidex, or windchill reaches certain thresholds of their choosing.
    • Users will notice a more contemporary visual style and can choose between light and dark mode for improved accessibility.

    New features for the in-app radar are in development and will launch next year.

    The WeatherCAN app is free to download and is available on Apple and Android mobile devices. Existing users will be prompted in their app to update to the newest version. New users can download the updated app in the Apple App Store or Google Play Store.

  • MIL-OSI Global: From a salty breeze to the stench of sewage, here’s how smell affects our ocean experience and reflects changing seas

    Apart from the breathtaking sight of vast blue waters or the rhythmic sound of crashing waves, the vivid smell of the sea ties us to the rhythms of nature and the ebb and flow of the tides. The salty freshness of a coastal breeze or the distinctive scent of seaweed can transport us back to memories of seaside holidays, fishing trips, or childhood adventures.

    A “smellscape” is the perceived smell environment which can be fleeting or may build over time, depending on our past experiences and backgrounds.

    My research investigates how smells trigger feelings, imaginations and memories in places. As geographer Paul W. Rodaway noted 30 years ago, “olfaction gives us not just a sensuous geography of places and spatial relationships, but also an emotional one of love and hate, pain and joy, attachment and alienation”.

    There’s no single ocean smell. Smellscapes of the sea are multi-layered; they are shaped by interactions between water, marine life and environmental conditions. Every time we breathe in sea air, we receive information from the marine environment – the chemicals generated from the ecological processes or contaminants produced by human activities.


    Swimming, sailing, even just building a sandcastle – the ocean benefits our physical and mental wellbeing. Curious about how a strong coastal connection helps drive marine conservation, scientists are diving in to investigate the power of blue health.

    The main chemical that contributes to that distinctive sea smell is dimethyl sulphide. This volatile organic compound containing sulphur that’s present in air and water in all marine areas.

    Dimethyl sulphide, along with the evaporation of salty sea spray, creates that sharp, tangy smell that’s synonymous with the coastal experience. The concentration of dimethyl sulphide depends on many biological processes in the ocean. Marine algae produce a chemical called dimethylsulfoniopropionate (DMSP) which helps regulate their internal conditions during times of environmental stress. When algae die, that DMSP is released into the surrounding water where bacteria and enzymes convert it into dimethyl sulphide.

    The Moon also affects the smell of the sea because the growth of algae changes with the tides. American marine biologist Rachel Carson described the impact of moon cycle on the ocean smell in her book The Sea Around Us (1951):

    …for a time each spring, the waters may become blotched with brown, jellylike masses, and the fishermen’s nets come up dripping a brown slime and containing no fish, for the herring have turned away from these waters as though in loathing of the viscid, foul-smelling algae. But in less time than passes between the full moon and the new, the spring flowering of Phaeocystis is past and the waters have cleared again.

    Changing smells reflect the changes in dynamics between marine life, water, the atmosphere and human activities. The foul smell from algae indicates decomposition and anaerobic activity in the water. The smell of decay often accompanies oxygen-deprived environments where organic matter breaks down. Monitoring the olfactory signals of ecosystems, such as the concentration of dimethyl sulphide or the smell of decaying algae, can provide insights into the health of marine environments and signal potential problems like low oxygen levels or contamination.

    Scientists have started to explore the impact of climate change on the sea smells. Recent research by Matthew Salter, a marine biogeochemist at Stockholm University, investigates the volatile organic compounds (gaseous chemicals) emitted by cyanobacteria and other plankton that inhabit coastlines of the Baltic Sea. His team studies how these chemicals contribute to the formation of aerosols leading to climate change.

    Saving healthy smellscapes

    Preserving the natural scents of the sea requires concerted efforts to reduce sewage pollution and plastic waste reaching the sea. That involves promoting sustainable fishing practices and urban development, and mitigating climate change that causes extreme weather and rising sea levels that threaten marine habitats and coastal landscapes. Oceans are becoming more acidic as more carbon dioxide enters the atmosphere.

    New findings suggest that ocean acidification may affect how sea creatures detect smells, which, in turn, affects their ability to detect predators, find food and track mates.

    Melting ice caps and thawing permafrost are also releasing bacteria and other microbes that have been dormant for thousands or even millions of years. So how the sea smellscapes might change over the coming decades and centuries is unpredictable.

    Meanwhile, creatives are pioneering ways to document ocean smellscapes. In the tidalectics project, Norwegian chemist Sissel Tolaas collected oceanic smells from the Caribbean and the Pacific coasts of Costa Rica, analysed the key chemicals and reproduced them. At her exhibition, she presented smells from waves to pollution to alert people about ecological change through their noses.

    Researcher and artist Kate Mclean creates maps to illustrate smellscapes. In Newport, a seaside city on Rhode Island in the US, she documented the ocean-based smells to build a visual-olfactory catalogue. Different colour codes represent different collective responses to smells from people who joined Mclean on a smell walk. Blue lines show ocean smells spreading across the island as they are encountered frequently by residents and visitors.

    As the environment changes, documenting smellscapes of the ocean could provide insight into the state of our seas and our relationship with coastal waters. So next time you take a breath of fresh air, by the sea or otherwise, take a moment to think about scent ecology.     The health of our society is deeply intertwined with the health of our planet. While much of the global conversation around the environment focuses on the devastating impacts of climate change, it is crucial to recognize that climate and biodiversity are part of a broader ecological system. The loss and degradation of nature is both a result of and a contributor to climate disruption, as healthy ecosystems play a vital role in regulating the climate. Since 1970, global wildlife populations have plummeted by 70%. And in the last century, nearly 500 vertebrate species have been lost forever. 

    This week, leaders from around the world are gathering for COP16, a United Nations conference in Cali, Colombia, to drive actions to reverse this trend. COP16 will focus on advancing global efforts to implement the UN Biodiversity Plan, which highlights the critical role that companies must play in building a nature-positive world. 

    Microsoft is committed to helping the world drive progress on the UN Biodiversity Plan. Using our technology, investment, and voice, we work to advance the protection and restoration of nature.  Microsoft will be participating in COP16 to share our work and learnings, participate in high-level meetings and panel discussions, and perhaps most importantly, listen, to explore what more we can do to tackle this critical challenge together. 

    Leveraging AI to Boost Biodiversity  

    At Microsoft, we believe we must use technology that matches the scale and complexity of the challenges we face. Given the vastness and complexity of Earth’s ecosystems, AI is emerging as an indispensable conservation tool. AI can empower us with the speed and scale necessary to analyze and better understand Earth’s biodiversity. 

    Technology can not only coexist with nature but help it thrive. One such example is Project Guacamaya, which combines the power of AI with satellite imagery, wildlife imagery, and acoustic data to monitor deforestation and protect biodiversity in the Amazon. Nearly five million acres of the Amazon were deforested in 2022, a 21% increase from the previous year. Thanks to Project Guacamaya, a joint effort of the CinfonIA Research Center at Universidad de los Andes, Instituto SINCHI, Instituto Humboldt, Planet Labs PBC and Microsoft AI for Good Lab, AI is helping protect this tremendous natural resource.

    One aspect of Project Guacamaya involves using AI to identify bird and non-bird sounds in the Amazon. The project has so far analyzed more than 100,000 sounds and achieved over 80% reliability in species identification. Because AI offers real-time analysis, this tool allows researchers and conservationists to respond quickly and effectively to ecological shifts. As Zhongqi Miao, AI for Good Lab’s lead bioacoustics research scientist, noted, “By converting sounds from nature into measurable data, AI helps monitor wildlife populations and track changes in ecosystems.”  

    Building AI and Conservation Skills 

    It’s imperative that the global workforce be prepared to address the biodiversity crisis. This means training more green talent. A LinkedIn study found that the share of green talent in 48 evaluated countries increased by a median of 12.3% between 2022 and 2023. This is promising progress, but we must increase the momentum: the same study found that only one in eight workers around the world has at least one green skill, such as those related to solar power or electric vehicles.  

    We also need to ensure that our green workforce can leverage technology to advance sustainability. Applying advanced AI models in real-world conservation scenarios can be challenging due to their complexity and the need for specialized knowledge. That’s why researchers involved with Project Guacamaya released Pytorch Wildlife, an open-source platform available on GitHub designed for creating, modifying, and sharing powerful AI conservation models.  

    Pytorch Wildlife’s intuitive, user-friendly interface, accessible through local installation or Hugging Face, enables users to detect and classify animals in images and videos. With an emphasis on usability and accessibility, Pytorch Wildlife can be used by individuals with limited or no technical background. It also offers a modular codebase to simplify feature expansion and further development. 

    Strengthening Corporate Investments in Nature 

    In 2020, Microsoft launched a new ecosystems and biodiversity initiative in which we pledged to protect more land than we use while leveraging our voice, tools, and investments to protect and restore ecosystems. We know that our efforts alone won’t be enough to drive the pace and scale of progress needed. When it comes to advancing biodiversity and sustainability, governments, the science community, NGOs, and the private sector all have a vital role to play.   

    Other Microsoft efforts to boost biodiversity in Latin America include projects to restore and protect freshwater ecosystems in São Paulo; drive wetland restoration through on-the-ground efforts, public policy advocacy, collective action, and scientific research in Chile; restore traditional wetland agriculture methods to conserve Lake Xochimilco and the Axolotl; and protect 236,000 acres in the biodiversity hotspot of Belize’s Maya Forest.  

    Our nature-based carbon removal investments, including those with Mombak and BTG Pactual, are also aligned with our commitment to become carbon negative by 2030. Our agreement with BTG Pactual, which is the largest known carbon dioxide removal credit transaction to date, is part of BTG Pactual’s $1 billion reforestation and restoration strategy in Latin America.     Through our $1 billion Climate Innovation Fund, we support innovative solutions that can provide scaled positive impact for people and the planet across our four sustainability pillars: carbon, water, waste, and ecosystem. The companies in our portfolio are pairing cutting-edge technologies and datasets with the latest in Internet of Things (IoT), machine learning, and cloud computing, to create data-driven solutions that enable better decision-making and action for natural ecosystems. Our recent investments include: 

    • Yard Stick – a soil carbon monitoring, reporting, and verification (MRV) company that has created an innovative soil carbon IoT device, paired with data analytics and insights to measure and track soil carbon at farm scale.
    • Vibrant Planet – a prioritization system for land management restoration efforts.
    • Farmland LP – an investment management firm that buys conventional farmland and transitions it to organic farmland, utilizing regenerative agriculture practices.    

    Lessons for the Future 

    Over the last four years, we have made progress in contributing to a nature-positive world. However, our journey has not been without challenges. There is more to do and more to learn. It can be difficult for companies to invest holistically in ecosystem health because they often lack the knowledge, tools, and incentives needed to do so. Recently, we collaborated with an international team of experts to explore what is needed to overcome these challenges. In this whitepaper, we outline eight important lessons:  

    1. Build incentives to invest in ecosystem health: Establish mechanisms that recognize and reward companies for investing in nature-based solutions that improve ecosystem health and ensure local community benefits and stewardship. 
    2. Agree on science-based standards for ecosystem health: Civil society and companies need to collaborate with scientists to agree on corporate standards for characterizing how sustainability investments affect ecosystem health. 
    3. Make science accessible and build capacity to use it: All actors need to use the best available science to evaluate ecological and social risks, design projects that enhance ecosystem health, and assess it effectively.   
    4. Accept tradeoffs and work to minimize them: While not all sustainability benefits can be maximized at once, strategic planning can reduce negative impacts and optimize positive outcomes.  
    5. Innovate to derisk investment: Nature-based investments face risks from the variability of natural systems; better tools are needed to understand, insure, and manage these risks. 
    6. Expand blended finance: Combining public and private capital can reduce financial risks to private investors and attract more investment into nature-based solutions. 
    7. Invest beyond capital: While funding is vital, projects and startups also need strategic support, including expertise, long-term demand signals, and market access. 
    8. Leverage AI for scale, speed, and reliability: AI can help companies prioritize ecosystem health by enabling cheaper, more effective measurement, trade-off analysis, and risk management.  

    The challenges facing our ecosystems are substantial, but so too are the resources at our disposal. Our COP16 convening in Cali ahead of COP30 in Brazil next year will help bring much-needed global focus to this critical topic in a vibrant part of our planet – known for its unparalleled biodiversity and its important role in regulating climate patterns and safeguarding ecosystems globally. We are looking forward to continuing to explore ways we can collectively take action and leverage technology to protect and preserve ecosystems for generations to come.

    Deputy Prime Minister Dmitry Patrushev held a meeting of the Government Commission on Lake Baikal Protection. The event was attended by the heads of three regions belonging to the Baikal Natural Territory, State Duma deputies, and representatives of relevant departments.

    “This water body is a unique natural resource of our country and plays a major socio-economic role in the development of nearby regions. Therefore, of course, preserving Lake Baikal is an important state task that requires a comprehensive approach and close cooperation of all interested parties,” said Dmitry Patrushev.

    In particular, it was noted that the reconstruction of the Bolsherechensky fish hatchery in Buryatia will almost double the artificial reproduction of the Baikal omul, one of the main symbols of the lake. Work on the facility should be completed by the end of this year.

    The government commission meeting also discussed the issue of construction and modernization of treatment facilities in the Baikal natural territory. Within the framework of the national project “Ecology”, activities are being implemented in three regions – Zabaikalsky Krai, Irkutsk Region and the Republic of Buryatia – a total of six facilities.

    In addition, the participants considered the issue of developing tourism infrastructure on Baikal. The Ministry of Economic Development has developed a corresponding draft “road map”, which provides for the creation of conditions for increasing visitor numbers to the Baikal natural territory. “It is important to understand how these activities are linked to the need to reduce the load on the lake’s ecosystem,” said Dmitry Patrushev.

    The draft road map for the development of tourism infrastructure on Lake Baikal must be submitted to the Government for approval by December 20.

    America Reyes Wang serves as the Space Biology Biospecimen Sharing Program (BSP) Lead in the Space Biosciences Research Branch, where she guides a team of support scientists and a logistics coordinator in planning and performing detailed, collaborative dissections to maximize the scientific return from biological investigations. Under her leadership, the BSP team has contributed over 5,000 samples to the NASA Biological Institutional Scientific Collection (NBISC), approximately half of which were collected in the last 10 months.

    Earth Science Star: Sepideh Khajehei
    Sepideh Khajehei is a NASA Earth eXchange (NEX) Data and Research Scientist in the Biospheric Science Branch, for the Bay Area Environmental Research Institute.     STEINHATCHEE, Fla.—Today, Governor Ron DeSantis announced the award of $1,000,000 in funding from the Florida Disaster Fund to the Fish and Wildlife Foundation of Florida to support the rebuilding of fishing and aquaculture infrastructure damaged by Hurricanes Helene and Milton. The funding will go toward the rebuilding of boat slips and docks, the repair of fish houses, impacted aquaculture businesses, and other important infrastructure repairs for Florida’s fishing economy across the Big Bend region.

    “The Big Bend’s fishing industry took a direct hit from hurricanes Debby and Helene, and so did the hardworking Floridians who make their living on the water,” said Governor Ron DeSantis. “Today’s investments will help to rebuild critical waterside infrastructure and help get Floridians in the fishing and aquaculture industries back to full operations.”

    To unlock additional resources from the federal government, Governor DeSantis’ administration also initiated the process of submitting a federal fisheries disaster declaration to the U.S. Secretary of Commerce. This declaration request would provide access to federal funding, subject to appropriation, for offshore, nearshore, and inshore fisheries to rebuild. Governor DeSantis requested a similar federal fisheries disaster declaration following Hurricane Ian and Hurricane Idalia.

    Governor DeSantis has also directed the Florida Department of Environmental Protection (DEP) to expedite any permits or approvals for businesses impacted on uplands or on the water to ensure the rebuilding of damaged structures is not delayed by bureaucracy.

    “Governor DeSantis has a proven track record of helping communities recover quickly and rebuild fully after storms,” said Florida Fish and Wildlife Conservation Commission Executive Director Roger Young. “We are grateful for his leadership and support in assisting the fishing industry as it recovers from hurricanes Debby, Helene, and Milton.”

    Additionally, the Governor announced several discounts on fishing and hunting licenses, including lifetime licenses, to get anglers back on the water and provide a boon to the industry that serves them. This includes:

    • Half-off short-term licenses for Floridians from October 25, 2024, to January 3, 2025, for the annual and five-year multisport licenses for fishing and hunting; and
    • A 50% discount on lifetime sportsman licenses for children up to 17 years of age.
      • Age 4 or younger – $200 (normally $400)
      • Ages 5 to 12 – $350 (normally $700)
      • Ages 13 to 17 – $500 (normally $1,000)

    Additionally, FWC is offering annual salt water and freshwater combo licenses for just $5.

    Fishing and Florida are inseparable. Florida leads the nation in the number of saltwater fishing anglers, generating a $9.2 billion impact on the State of Florida’s economy. Additionally, the annual dockside value of commercial fisheries was estimated at $244 million. Today’s announcement will help Florida residents regenerate lost income and rebuild their businesses and infrastructure.

  • MIL-OSI USA: Graves: “Morganza Reach A Protects Terrebonne, Benefits the Nation”

    Congressman Garret Graves (South Louisiana) today announced the historic groundbreaking of “Reach A” in Dularge, Louisiana, of the Morganza-to-the-Gulf (MTG) hurricane protection project alongside project partners Terrebonne Levee and Conservation District (TLCD), the Louisiana Coastal Protection and Restoration Authority (CPRA), and the U.S. Army Corps of Engineers (USACE).

    “Construction of Reach A plugs a vulnerability gap that otherwise exposes Dularge, Houma, and surrounding communities,” Graves said. “Getting Morganza started and funded has been a top priority. Despite decades of federal inaction, in our short time in Congress we’ve pushed urgently to establish momentum to get the project funded and built as quickly as possible. This project will protect the lives and communities of the Bayou Region who feed and fuel our nation, and we could not leave the field without ensuring Morganza’s path to completion.”

    Reach A of the system was identified by the TLCD as a key vulnerability gap that left Houma and surrounding communities exposed to flood risk and storm surge. Reach A construction will occur over several phases, beginning with levee features to protect the Dularge community.

    “I want to remind you: local folks didn’t wait for the federal government and we didn’t either,” Graves added. “Dating back to 2008 (while serving as the Chair of CPRA) we worked with our parishes and levee districts to pull together hundreds of millions in state funding in addition to the half a billion we set aside from the Deepwater Horizon settlement. Our early and persistent protection measures have saved the American taxpayer billions in disaster recovery costs, while at the same time providing a major service to our nation’s energy security.”

    Morganza background

    Although the project became authorized for federal participation in the Water Resources Development Act (WRDA) of 2007 (with amendments made to the project in WRDA 2014), at a cost of $15 billion, the 98-mile levee was widely seen as too expensive for the federal government to start investing in.

    That changed in November of 2018, when Graves requested the Army Corps revise the original federal role of the project by taking into account investments already made by state and local partners. Within the year, the Corps presented Graves with an Adaptive Criteria Assessment Report (ACAR) which brought the project’s cost down by more than two-thirds of the original estimate. Graves’s intention in officially blessing the work already done by the local levee boards was to increase the project’s benefit-cost ratio (BCR) and make it impossible for the federal government to not invest in the project.

    With a positive BCR secured, Graves correctly identified another hurdle: the annual bill which funds the federal government’s flood control investments not only sets limits on how many “new start” projects could be funded annually, but traditionally included language which limited these new starts to projects authorized within the Corps’ Construction account, while Morganza was part of the Mississippi Rivers and Tributaries (MR&T) account. Graves ensured that the House of Representatives’ funding bill included language which made MR&T eligible to receive a new start designation, and heavily lobbied the Senate to allow the change. The Senate relented and, after years of discussions with the White House Office of Management and Budget, Graves announced that the federal government would begin investing in the project in January of 2021.

    That year coincided with the return of congressional earmarks, and Graves has successfully secured $78.3 million in dedicated funding for the project to date through that process, $376 million in emergency supplemental funding, and another $93 million awaiting approval in the current funding cycle.

    According to the USACE, the MTG project would reduce the risk of flooding due to storm surge to more than 52,000 structures and over 200,000 people in an area.  Deterioration of coastal marshes due to saltwater intrusion, land subsidence and the lack of interchanges from the Mississippi River and Tributaries system have steadily increased storm surge inundation over time.  Flooding of homes occurred in Lafourche Parish with Hurricane Ida, near the proposed alignment that may be alleviated with the Project.

    An Order in Council to speed up flood mitigation works for hundreds of at-risk properties in Mangere, Auckland, has been approved, Environment Minister Penny Simmonds and Minister for Emergency Management and Recovery Mark Mitchell say.

    “The Auckland Anniversary weekend floods and Cyclone Gabrielle in early 2023 had a devastating impact on many communities and thousands of people across Auckland,” Ms Simmonds says.

    “Te Ararata and Harania in Māngere were among the hardest-hit areas, with 376 properties at risk of flooding again.”

    To address vulnerabilities, Auckland Council proposes to undertake flood protection works in these areas. 

    “The works aim to reduce the flood risk to life and property and increase the resilience of infrastructure for the wider community,” Mr Mitchell says. 

    The construction of these types of works usually requires complex resource consents. 

    “Typically, the process for granting these consents would take a year or longer, but the Order in Council will speed up the process, allowing works to start this summer,” Ms Simmonds says.  

    Orders in Council under the Severe Weather Emergency Recovery Legislation Act 2023 allow the Government to make temporary law changes to help communities continue their recovery from the severe weather events of early 2023.

    The temporary law change has been developed in response to a request from Auckland Council, following a community consultation exercise. 

    “Ministry for the Environment (MfE) officials have worked closely with Auckland Council staff to deliver on the Government’s commitment to a recovery that is locally led with central support,” Ms Simmonds says.

    The Order in Council will be effective from late October and will expire on 

    31 March 2028, with a 12-month review planned to assess its ongoing suitability for the project timeline.

    The European Parliament,

     having regard to Commission Implementing Decision (EU) 2024/1826 authorising the placing on the market of products containing, consisting of or produced from genetically modified maize DP23211 pursuant to Regulation (EC) No 1829/2003 of the European Parliament and of the Council[1],

     having regard to Regulation (EC) No 1829/2003 of the European Parliament and of the Council of 22 September 2003 on genetically modified food and feed[2], and in particular Article 7(3) and Article 19(3) thereof,

     having regard to the vote of the Standing Committee on Plants, Animals, Food and Feed referred to in Article 35 of Regulation (EC) No 1829/2003, on 26 April 2024, at which no opinion was delivered, and the vote of the Appeal Committee on 29 May 2024, at which again no opinion was delivered,

     having regard to Article 11 of Regulation (EU) No 182/2011 of the European Parliament and of the Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by Member States of the Commission’s exercise of implementing powers[3],

     having regard to the opinion adopted by the European Food Safety Authority (EFSA) on 29 November 2023, and published on 18 January 2024[4],

     having regard to its previous resolutions objecting to the authorisation of genetically modified organisms (‘GMOs’)[5],

     having regard to Rule 115(2) and (3) of its Rules of Procedure,

     having regard to the motion for a resolution of the Committee on the Environment, Public Health and Food Safety,

    A. whereas, on 11 December 2019, Pioneer Overseas Corporation, based in Belgium, submitted, on behalf of Pioneer Hi-Bred International, Inc., based in the United States, an application to the national competent authority of the Netherlands (the ‘application’) for the placing on the market of foods, food ingredients and feed containing, consisting of or produced from genetically modified maize DP23211 (the ‘GM maize’), in accordance with Articles 5 and 17 of Regulation (EC) No 1829/2003; whereas the application also covered the placing on the market of products containing or consisting of the GM maize for uses other than food and feed, with the exception of cultivation;

    B. whereas, on 29 November 2023, EFSA adopted a favourable opinion, which was published on 18 January 2024;

    C. whereas the GM maize contains genes conferring resistance to glufosinate and produces insecticidal proteins;

    Lack of assessment of the complementary herbicide

    D. whereas Commission Implementing Regulation (EU) No 503/2013[6] requires an assessment of whether the expected agricultural practices influence the outcome of the studied endpoints; whereas, according to that Implementing Regulation, this is especially relevant for herbicide-tolerant plants;

    E. whereas the vast majority of GM crops have been genetically modified so that they are tolerant to one or more ‘complementary’ herbicides which can be used throughout the cultivation of the GM crop, without the crop dying, as would be the case for a non-herbicide tolerant crop; whereas a number of studies show that herbicide-tolerant GM crops result in a higher use of complementary herbicides, in large part because of the emergence of herbicide-tolerant weeds[7];

    F. whereas herbicide-tolerant GM crops lock farmers into a weed management system that is largely or wholly dependent on herbicides, and does so by charging a premium for GM seeds that can be justified only if farmers purchasing such seed also spray the complementary herbicides; whereas heightened reliance on complementary herbicides on farms planting the GM crops accelerate the emergence and spread of weeds resistant to those herbicides, thereby triggering the need for even more herbicide use, a vicious circle known as ‘the herbicide treadmill’;

    G. whereas the adverse impacts stemming from excessive reliance on herbicides will worsen on soil health, water quality, and above and below ground biodiversity, as well as leading to increased human and animal exposure, potentially also via increased herbicide residues on food and feed;

    H. whereas glufosinate is classified as toxic to reproduction 1B and therefore meets the ‘cut-off criteria’ set out in Regulation (EC) No 1107/2009 of the European Parliament and of the Council[8]; whereas the approval of glufosinate for use in the Union expired on 31 July 2018;

    I. whereas assessment of herbicide residues and metabolites found on GM plants is considered outside the remit of the EFSA Panel on Genetically Modified Organisms and is therefore not undertaken as part of the authorisation process for GMOs;

    Member State competent authority and stakeholder comments

    J. whereas Member States submitted many critical comments to EFSA during the three-month consultation period, including that the monitoring plan concerned does not ensure that relevant information for the monitoring of the product is gathered and therefore cannot be considered adequate, as well as that the insecticidal protein produced by the plant has not been adequately assessed;

    Ensuring a global level playing field and upholding the Union’s international obligations

    K. whereas the conclusions of the Strategic Dialogue on the Future of EU Agriculture[9] call on the Commission to reassess its approach on market access for agri-food imports and exports, given the challenge of diverging standards of the Union and its trading partners; whereas fairer trade relations, at a global level, coherent with goals for a healthy environment were one of the main demands of farmers during the demonstrations of 2023 and 2024;

    L. whereas a 2017 report by the United Nations’ (UN) Special Rapporteur on the right to food found that, particularly in developing countries, hazardous pesticides have catastrophic impacts on health[10]; whereas the UN Sustainable Development Goal (UN SDG) Target 3.9 aims by 2030 to substantially reduce the number of deaths and illnesses from hazardous chemicals and air, water and soil pollution and contamination[11];

    M. whereas the Kunming-Montreal Global Biodiversity Framework (‘Kunming-Montreal Framework’), agreed at the COP15 of the UN Convention on Biological Diversity (UN CBD) in December 2022, includes a global target to reduce the risk of pesticides by at least 50 % by 2030[12];

    N. whereas Regulation (EC) No 1829/2003 states that GM food or feed must not have adverse effects on human health, animal health or the environment, and requires the Commission to take into account any relevant provisions of Union law and other legitimate factors relevant to the matter under consideration when drafting its decision; whereas such legitimate factors should include the Union’s obligations under the UN SDGs and the UN CBD;

    Reducing dependency on imported feed

    O. whereas one of the lessons from the COVID-19 crisis and the still ongoing war in Ukraine is the need for the Union to end the dependencies on some critical materials; whereas in the mission letter to Commissioner-designate Christophe Hansen, Commission President Ursula von der Leyen asks him to look at ways to reduce imports of critical commodities[13];

    Undemocratic decision-making

    P. whereas, in its eighth term, Parliament adopted a total of 36 resolutions objecting to the placing on the market of GMOs for food and feed (33 resolutions) and to the cultivation of GMOs in the Union (three resolutions); whereas, in its ninth term, Parliament adopted 38 objections to placing GMOs on the market;

    Q. whereas despite its own acknowledgement of the democratic shortcomings, the lack of support from Member States and the objections of Parliament, the Commission continues to authorise GMOs;

    R. whereas no change of law is required for the Commission to be able not to authorise GMOs when there is no qualified majority of Member States in favour in the Appeal Committee[14];

    S. whereas the vote on 26 April 2024 of the Standing Committee on Plants, Animals, Food and Feed referred to in Article 35 of Regulation (EC) No 1829/2003 delivered no opinion, meaning that the authorisation was not supported by a qualified majority of Member States; whereas the vote on 29 May 2024 of the Appeal Committee again delivered no opinion;

    T. whereas on 2 July 2024, the Commission authorised the placing on the market of the GM maize;

    1. Considers that Implementing Decision (EU) 2024/1826 exceeds the implementing powers provided for in Regulation (EC) No 1829/2003;

    2. Considers that Implementing Decision (EU) 2024/1826 is not consistent with Union law, in that it is not compatible with the aim of Regulation (EC) No 1829/2003, which is, in accordance with the general principles laid down in Regulation (EC) No 178/2002 of the European Parliament and of the Council[15], to provide the basis for ensuring a high level of protection of human life and health, animal health and welfare, and environmental and consumer interests, in relation to GM food and feed, while ensuring the effective functioning of the internal market;

    3. Calls on the Commission to repeal Implementing Decision (EU) 2024/1826;

    4. Calls on the Commission not to authorise herbicide-tolerant GM crops, due to the associated increased use of complementary herbicides and therefore the increased risks to biodiversity, food safety and workers’ health in line with the One Health approach;

    5. Highlights, in this regard, that authorising the import for food or feed uses of any GM plant which has been made tolerant to herbicides that are banned in the Union, such as glufosinate, is incoherent with the Union’s international commitments under, inter alia, the UN SDGs and the UN CBD, including the recently adopted Kunming-Montreal Framework[16];

    6. Expects the Commission, as matter of urgency, to deliver on its commitment to come forward with a proposal to ensure that hazardous chemicals banned in the Union are not produced for export;

    7. Welcomes the fact that the Commission finally recognised, in a letter of 11 September 2020 to Members, the need to take sustainability into account when it comes to authorisation decisions on GMOs[17]; expresses its deep disappointment, however, that, since then the Commission has continued to authorise GMOs for import into the Union, despite ongoing objections by Parliament and no qualified majority of Member States in favour;

    8. Urges the Commission, again, to take into account the Union’s obligations under international agreements, such as the Paris Climate Agreement, the UN CBD and the UN SDGs; reiterates its call for draft implementing acts to be accompanied by an explanatory memorandum explaining how they uphold the principle of ‘do no harm’[18];

    9. Instructs its President to forward this resolution to the Council and the Commission, and to the governments and parliaments of the Member States.

    And, once again, a warm welcome to all the new friends who have joined BRICS. In its new avatar, BRICS accounts for 40 per cent of the world’s humanity and about 30 per cent of the global economy.

    In the last nearly two decades, BRICS has achieved many milestones.I am confident that in the times to come, this organisation will emerge as a more effective medium to face global challenges.

    I would also like to convey warm greetings to Her Excellency Dilma Rousseff, President of the New Development Bank.

    In the last ten years, this bank has emerged as an important option for the development needs of the countries of the Global South.The opening of GIFT or Gujarat International Finance Tech City in India as well as regional centres in Africa and Russia has boosted the activities of this bank. And, development projects worth about USD 35 billion have been sanctioned. NDB should continue to work on the basis of the demand driven principle. And, while expanding the bank, ensuring long-term financial sustainability, healthy credit rating and market access should remain a priority.

    In its new expanded avatar, BRICS has emerged as an economy of more than USD 30 trillion dollars.The BRICS Business Council and the BRICS Women Business Alliance have played a special role in increasing our economic cooperation.

    This year, the consensus reached within BRICS on WTO reforms, trade facilitation in Agriculture, resilient supply chains, e-commerce and Special Economic Zones will strengthen our economic cooperation.Amidst all these initiatives, we should also focus on the interests of small and medium scale industries.

    I am pleased that the BRICS Startup Forum proposed during India’s presidency in 2021 will be launched this year. The Railway Research Network initiative taken by India is also playing an important role in increasing logistics and supply chain connectivity among BRICS countries. This year, the consensus reached by BRICS countries, in collaboration with UNIDO, to prepare a skilled work force for Industry 4.0 is quite significant.

    The BRICS Vaccine R&D Centre launched in 2022 is helping increase health security in all the countries. We would be happy to share India’s successful experience in Digital Health with BRICS partners.

    Climate Change has been a subject of our common priority.

    The consensus reached for the BRICS Open Carbon Market Partnership under Russia’s presidency is welcome. In India too, special emphasis is being laid on green growth, climate resilient infrastructure and green transition. Indeed, India has taken up several initiatives like the International Solar Alliance, Coalition for Disaster Resilient Infrastructure, Mission LiFE i.e. Lifestyle for Environment, Ek Ped Maa Ke Naam or a Tree in the name of mother.

    Last year, during COP-28, we started an important initiative called Green Credit.I invite BRICS partners to join these initiatives.

    Special emphasis is being laid on the construction of infrastructure in all BRICS countries.

    We have established a digital platform called the Gati-Shakti portal to rapidly expand multi-modal connectivity in India. This has helped in integrated infrastructure development planning and implementation and has reduced logistics costs.

    We will be happy to share our experiences with all of you.

    Trade in local currencies and smooth cross-border payments will strengthen our economic cooperation. The Unified Payments Interface (UPI) developed by India is a huge success story and has been adopted in many countries.

    Last year, together with His Highness Sheikh Mohamed, it was launched in the UAE as well. We can also cooperate with other BRICS countries in this area.

    The Indian Army is set to host the second edition of its flagship international seminar, the Chanakya Defence Dialogue, on October 24 and 25,, 2024  at the Manekshaw Centre, New Delhi. Themed “Drivers in Nation Building: Fuelling Growth Through Comprehensive Security,” this high-profile event will facilitate vital discussions on integrating security dynamics within national and international policymaking, and aims to craft visionary strategies for sustainable and inclusive growth.

    The two-day event will bring together an exceptional group of policymakers, strategic thinkers, academics, defence personnel, veterans, scientists, and SMEs from India and abroad, with prominent speakers from the United States, Russia, Israel, and Sri Lanka. The dialogue will explore India’s strategic pathways towards Viksit Bharat @2047, focusing on the role of comprehensive security in national development.

    For centuries, humans have dreamed of the ability to live safely on the Moon and Mars. At NASA’s Marshall Space Flight Center, team members supporting habitation systems development bring that dream closer to reality by envisioning and shaping humanity’s future in deep space and on the surface of other worlds.
    Marshall’s Habitation Systems business unit – the center’s featured organization for October – develops the next generation of habitation systems to make living and working in space and on planetary bodies possible. These efforts are carried out through the Habitation Systems Development Office, in which the team works across programmatic and engineering organizations to support formulation activities for planetary surface habitation (Moon and Mars), transit habitats for deep space exploration, and the Gateway program. In addition, the Marshall team collaborates with commercial partners on future habitation concept development and risk reduction activities through NextSTEP Appendix A: Habitation Systems and Reimbursable Space Act Agreements.   

    Seth Bell is currently the technical monitor for NASA’s commercial partner Sierra Space. Sierra has executed both full scale and subscale inflatable habitat burst tests at Marshall’s East Test Area. Bell has worked as a subsystem manager for the Mars Ascent Vehicle and as a system’s engineer and Engineering Directorate integrator.
    “I am excited to eventually see softgood inflatables in low Earth orbit,” Bell said. “Seeing the success of the many teams working in this office is exciting, especially after developing so many lasting relationships and putting so much time and energy into this work.”

    Since joining NASA in 2008, Yancy Young has served in multiple positions, including manager of several International Space Station research projects and Launch Package manager for Gateway Co-manifested Payloads. Currently, Young is the technical monitor for Boeing efforts under NASA’s NextSTEP Appendix A Broad Agency Announcement (BAA) for the development of deep space habitation concepts.
    “I love being a part of laying the foundation for long term deep space exploration,” Young said.
    Boeing’s current focus is a Design Analysis Cycle investigating the benefits and challenges of using composite materials in a pressurized Lunar Surface Habitat.

    In her 25-plus years at NASA, Brooke Thornton has worked on everything from ionized space radiation analysis to Earth observing satellites. Currently, Thornton is the industry engagement manager for the Habitation Systems Development Office and Strategy and Architecture Office. Thornton manages NextSTEP-2 Appendix A-Habitation Systems and Appendix R-Logistics and Mobility Systems BAA. In addition, Thornton fosters collaboration between industry and NASA for the Moon to Mars mission.
    “I am excited about working with industry to develop the elements and concepts of operations for humans to live on the Moon and beyond,” Thornton said.

    Tony Clark has been named to the Senior Executive Service position of deputy director of the Engineering Directorate at NASA’s Marshall Space Flight Center, effective immediately. In this role, Clark will be help lead the center’s largest organization, comprised of more than 2,500 civil service and contractor personnel, who design, test, evaluate, and operate flight hardware and software associated with Marshall-developed space transportation and spacecraft systems, science instruments, and payloads.

    Clark previously served as deputy director of the Space Systems Department at Marshall from 2021-2024 and served as acting director in 2024. In this role, Clark led the design, development, assembly, integration, testing, and delivery of flight, ground, prototype, and development products for NASA human spaceflight programs, science investigations, and exploration initiatives. He aided in the oversight of an annual budget of approximately $70 million and helped manage a diverse, highly technical workforce of approximately 660 civil service employees and contractors.
    Over his three decades of service to NASA, Clark has held numerous key leadership roles, bringing a wealth of technical and supervisory experience to Marshall’s broad range of engineering endeavors. He served as manager of the vehicle equipment area in Johnson Space Center’s Vehicle Systems Integration Office of the Gateway Program from 2018-2021. He was also manager of the Engineering Resource Management Office in Marshall’s Engineering Directorate from 2014-2018, tasked with leading and coordinating resources among eight engineering departments, laboratories and offices staffed by more than 2,300 civil service and contract personnel.
    He was acting deputy manager of the Engineering Directorate’s Spacecraft and Vehicle Systems Department from February 2014 to October 2014. Prior to that, Clark was chief of the directorate’s Electrical Integration and Fabrication Division from 2007-2014, and chief of the Electromagnetic Environmental Effects and Electrical Integration Branch from 2004-2007. He joined Marshall in September 1991 as an electromagnetic environmental effects engineer.
    Clark earned a bachelor’s degree in electrical engineering from Tennessee Technological University in Cookeville in 1989 and a master’s degree in electrical engineering from The Ohio State University in Columbus in 1991.
    Among his many professional awards and honors, Clark received the NASA Exceptional Achievement Medal in 2010 for his work on the Ares IX, the launch vehicle which informed development of NASA’s new rocket, the Space Launch System. He also received a Silver Snoopy award in 1999, reflecting outstanding service and the highest dedication to safe human spaceflight.
    Clark was a founding member in 2004 of the Huntsville Chapter of the Institute of Electrical and Electronic Engineers’ Electromagnetic Compatibility Society.

    A passion for puzzles, problem-solving, and propulsion led Sarah Ryan – a native of Columbus, Ohio – to her current position as Raptor engine lead for NASA’s HLS (Human Landing System) insight team at NASA’s Marshall Space Flight Center. The SpaceX Raptor rocket engine powers the company’s Starship and Super Heavy rocket. SpaceX will land astronauts on the Moon for NASA’s Artemis III and Artemis IV missions using the Starship HLS. NASA’s Artemis campaign aims to land the first woman, first person of color, and first international partner astronaut on the Moon.

    “My team looks at how the components of the Raptor engine work together. Then, we evaluate the performance of the full system to make sure it will accomplish the NASA HLS and Artemis missions,” Ryan said. “I get to see lots of pieces and parts of the puzzle and then look at the system as a whole to make sure it meets NASA’s needs.”
    While earning a bachelor’s degree from Case Western Reserve University in Cleveland with a dual major in aerospace engineering and mechanical engineering, Ryan had an internship at Marshall, working on a payload for a science mission onboard the International Space Station.
    After working for a year on satellite design, Ryan returned to Marshall. She noted that the opportunity to work in Marshall’s Engine Systems branch, to be involved with pushing technology forward, and to work on Artemis, really drew her back to NASA. Ryan later earned a master’s degree in aerospace systems from the University of Alabama in Huntsville.
    When not occupied with rocket engine development, Ryan likes to work on quieter hobbies in her free time, including reading, board games, crocheting, and solving all manner of puzzles – crosswords, number games, word games, and more. Her interest for solving puzzles carries over into her work on the Raptor rocket engines for HLS.
    “My favorite tasks are the ones that most resemble a puzzle,” Ryan said. “If we’re investigating an issue and have a lot of information to assess, I love putting all the pieces together and figuring out what happened, why, and the path forward. I enjoy digging into the data and solving those puzzles.”
    With Artemis, NASA will explore more of the Moon than ever before, learn how to live and work away from home, and prepare for future human exploration of Mars. NASA’s SLS (Space Launch System) rocket, exploration ground systems, and Orion spacecraft, along with the HLS, next-generation spacesuits, Gateway lunar space station, and future rovers are NASA’s foundation for deep space exploration.

    While precision, perseverance, and engineering are necessary skills in building a Moon rocket, Casey Wolfe knows that one of the most important aspects for the job is teamwork.
    “Engineering is vital, but to get this type of work done, you need to take care of the human element,” said Wolfe, the assistant branch chief of the advanced manufacturing branch in the Materials and Processes Laboratory at NASA’s Marshall Space Flight Center.

    Together with her team, Wolfe is developing and producing the next generation payload adapter for NASA’s SLS (Space Launch System) super-heavy lift rocket. The adapter is made with some of the world’s most advanced composite manufacturing techniques.
    Wolfe’s work integrates the technical day-to-day operations and personnel management of the composites manufacturing team and additive manufacturing team, balancing production of SLS hardware with the creation of new engines using the latest manufacturing technologies. 
    “A lot of my day to day is in managing our two teams, making connections, building relationships, and making sure people feel supported,” Wolfe said. “I conduct individual tag ups with each team member so we can be proactive about anticipating and addressing problems.”
    Wolfe grew up in Huntsville, a place known as the “Rocket City,” but it wasn’t until she visited a job fair while studying at Auburn University for a polymer and fiber engineering degree that she began to consider a career at Marshall. Wolfe applied for and was selected to be a NASA intern through the Pathways Program, working in the non-metallic materials branch of the Materials and Processes Laboratory.
    Wolfe supported a coating system for electrostatic discharge on the first uncrewed test flight of the Orion spacecraft. Launching Dec. 5, 2014, Orion traveled to an altitude of 3,600 miles, orbited Earth twice, and splashed down in the Pacific Ocean. It was during her internship that Wolfe realized how inspirational it felt to be treated like a vital part of a team.
    “The SLS program gave everyone permission to sign the hardware, even me – even though I was just an intern,” Wolfe said. “It was impactful to me, knowing that something I had worked on had my name on it and went to space.” 
    Since being hired by NASA, Wolfe’s work has supported development of the Orion stage adapter diaphragms for Artemis II and Artemis III, and the payload adapters for Artemis IV and beyond. The first three Artemis flights use the SLS Block 1 rocket variant, which can send more than 27 metric tons (59,500 pounds) to the Moon in a single launch. Beginning with Artemis IV, the SLS Block 1B variant will use the new, more powerful exploration upper stage to enable more ambitious missions to deep space, with the cone-shaped payload adapter situated atop the rocket’s exploration upper stage. The new variant will be capable of launching more than 38 metric tons (84,000 pounds) to the Moon in a single launch.
    “While the engineering development unit of the payload adapter is undergoing large-scale testing, our team is working on the production of the qualification article, which will also be tested,” Wolfe said. “Flight components should be starting fabrication in the next six months.”
    When Wolfe isn’t working, she enjoys hiking, gardening, and hanging out with her dogs and large family. Recently, she signed another piece of SLS hardware headed to space: the Orion stage adapter for the second Artemis mission.
    With as many responsibilities as Wolfe juggles, it’s easy to lose sight of her work’s impact. “I work in the lab around the hardware all the time, and in many ways, it can become very rote,” she said.
    But Wolfe won’t forget what she saw one evening when she worked late: “Everybody was gone, and as I walked past the launch vehicle stage adapter, there were two security guards taking pictures of each other in front of it. It was one of those things that made me step back and reflect on what my team accomplishes every day: making history happen.”
    NASA is working to land the first woman, first person of color, and its first international partner astronaut on the Moon under Artemis. SLS is part of NASA’s backbone for deep space exploration, along with the Orion spacecraft, supporting ground systems, advanced spacesuits and rovers, the Gateway in orbit around the Moon, and commercial human landing systems. SLS is the only rocket that can send Orion, astronauts, and supplies to the Moon in a single launch.

    New findings using data from NASA’s IXPE (Imaging X-ray Polarimetry Explorer) mission offer unprecedented insight into the shape and nature of a structure important to black holes called a corona.
    A corona is a shifting plasma region that is part of the flow of matter onto a black hole, about which scientists have only a theoretical understanding. The new results reveal the corona’s shape for the first time, and may aid scientists’ understanding of the corona’s role in feeding and sustaining black holes.

    Many black holes, so named because not even light can escape their titanic gravity, are surrounded by accretion disks, debris-cluttered whirlpools of gas. Some black holes also have relativistic jets – ultra-powerful outbursts of matter hurled into space at high speed by black holes that are actively eating material in their surroundings.
    Less well known, perhaps, is that snacking black holes, much like Earth’s Sun and other stars, also possess a superheated corona. While the Sun’s corona, which is the star’s outermost atmosphere, burns at roughly 1.8 million degrees Fahrenheit, the temperature of a black hole corona is estimated at billions of degrees.
    Astrophysicists previously identified coronae among stellar-mass black holes – those formed by a star’s collapse – and supermassive black holes such as the one at the heart of the Milky Way galaxy.
    “Scientists have long speculated on the makeup and geometry of the corona,” said Lynne Saade, a postdoctoral researcher at NASA’s Marshall Space Flight Center and lead author of the new findings. “Is it a sphere above and below the black hole, or an atmosphere generated by the accretion disk, or perhaps plasma located at the base of the jets?”
    Enter IXPE, which specializes in X-ray polarization, the characteristic of light that helps map the shape and structure of even the most powerful energy sources, illuminating their inner workings even when the objects are too small, bright, or distant to see directly. Just as we can safely observe the Sun’s corona during a total solar eclipse, IXPE provides the means to clearly study the black hole’s accretion geometry, or the shape and structure of its accretion disk and related structures, including the corona.
    “X-ray polarization provides a new way to examine black hole accretion geometry,” Saade said. “If the accretion geometry of black holes is similar regardless of mass, we expect the same to be true of their polarization properties.”
    IXPE demonstrated that, among all black holes for which coronal properties could be directly measured via polarization, the corona was found to be extended in the same direction as the accretion disk – providing, for the first time, clues to the corona’s shape and clear evidence of its relationship to the accretion disk. The results rule out the possibility that the corona is shaped like a lamppost hovering over the disk. 
    The research team studied data from IXPE’s observations of 12 black holes, among them Cygnus X-1 and Cygnus X-3, stellar-mass binary black hole systems about 7,000 and 37,000 light-years from Earth, respectively, and LMC X-1 and LMC X-3, stellar-mass black holes in the Large Magellanic Cloud more than 165,000 light-years away. IXPE also observed a number of supermassive black holes, including the one at the center of the Circinus galaxy, 13 million light-years from Earth, and those in galaxies NGC 1068 and NGC 4151, 47 million light-years away and nearly 62 million light-years away, respectively.
    Stellar mass black holes typically have a mass roughly 10 to 30 times that of Earth’s Sun, whereas supermassive black holes may have a mass that is millions to tens of billions of times larger. Despite these vast differences in scale, IXPE data suggests both types of black holes create accretion disks of similar geometry.
    That’s surprising, said Marshall astrophysicist Philip Kaaret, principal investigator for the IXPE mission, because the way the two types are fed is completely different.
    “Stellar-mass black holes rip mass from their companion stars, whereas supermassive black holes devour everything around them,” he said. “Yet the accretion mechanism functions much the same way.”
    That’s an exciting prospect, Saade said, because it suggests that studies of stellar-mass black holes – typically much closer to Earth than their much more massive cousins – can help shed new light on properties of supermassive black holes as well. The team next hopes to make additional examinations of both types.
    Saade anticipates there’s much more to glean from X-ray studies of these behemoths. “IXPE has provided the first opportunity in a long time for X-ray astronomy to reveal the underlying processes of accretion and unlock new findings about black holes,” she said.
    The complete findings are available in the latest issue of The Astrophysical Journal.

    The Oort Cloud comet, called C/2023 A3 Tsuchinshan-ATLAS, passes over Southeast Louisiana near New Orleans, home of NASA’s Michoud Assembly Facility on Oct. 13. The comet is making its first appearance in documented human history; it was last seen in the night sky 80,000 years ago. The Tsuchinshan-ATLAS comet made its first close pass by Earth in mid-October and will remain visible to viewers in the Northern Hemisphere just between the star Arcturus and planet Venus through early November. Eric Bordelon, a photographer for Michoud, captured the image, which was featured as NASA’s image of the day. “On Sunday evening I decided to head out to find the comet I’ve read so much about,” Bordelon said. “Struggling at first to see it, once my eyes adjusted to the darkness I could faintly see it. I pulled my camera out and set up a tripod, with a longer exposure around six seconds I was able to capture this shot with a single frame.     A new NASA/ESA Hubble Space Telescope image features the striking spiral galaxy Messier 90 (M90, also NGC 4569), located in the constellation Virgo. In 2019, Hubble released an image of M90 created with Wide Field and Planetary Camera 2 (WFPC2) data taken in 1994, soon after its installation. That WFPC2 image has a distinctive stair-step pattern due to the layout of its sensors. Wide Field Camera 3 (WFC3) replaced WFPC2 in 2009 and Hubble used WFC3 when it turned its aperture to Messier 90 again in 2019 and 2023. That data resulted in this stunning new image, providing a much fuller view of the galaxy’s dusty disk, its gaseous halo, and its bright core.

    The inner regions of M90’s disk are sites of star formation, seen here in red H-alpha light from nebulae. M90 sits among the galaxies of the relatively nearby Virgo Cluster, and its orbit took M90 on a path near the cluster’s center about three hundred million years ago. The density of gas in the inner cluster weighed on M90 like a strong headwind, stripping enormous quantities of gas from the galaxy and creating the diffuse halo we see around it. This gas is no longer available to form new stars in M90, with the spiral galaxy eventually fading as a result.
    M90 is located 55 million light-years from Earth, but it’s one of the very few galaxies getting closer to us. Its orbit through the Virgo cluster has accelerated so much that M90 is in the process of escaping the cluster entirely. By happenstance, it’s moving in our direction. Astronomers have measured other galaxies in the Virgo cluster at similar speeds, but in the opposite direction. As M90 continues to move toward us over billions of years, it will also be evolving into a lenticular galaxy.

  • MIL-OSI Europe: Answer to a written question – Spread of South African citrus thrips in the Mediterranean basin – E-001639/2024(ASW)

    The Commission invests in plant health research and innovation, with EUR 189 million allocated over the past four years through Horizon Europe[1], and keeps it as a priority in the next work programmes under Cluster 6 ‘Food, Bioeconomy, Natural Resources, Agriculture and Environment’[2] of Horizon Europe[3].

    At present, there is no project relating to the Scirtothrips aurantii. A call for proposals for projects related to regulated pests has recently closed and is currently under evaluation[4].

    Both Spain and Portugal apply eradication measures for Scirtothrips aurantii. Regulation (EU) 2021/690[5] allows them to request co-financing for eradication measures.

    When eradication is no longer possible, Member States request for containment measures, which should be adopted by an Implementing Regulation. To date, the Commission has not received such request from Spain or Portugal.

    As regards the import of citrus fruit, cold treatment has been added to the EU requirements as a measure to guarantee freedom from Thaumatotibia leucotreta in oranges.

    The EU follows a risk-based approach as regards protective measures against pests. To date there is not sufficient evidence to support an extension of that measure to other citrus fruits for other Union quarantine pests.

    Regulation (EU) 2022/2389[6] on frequency rates prescribes 100% identity and physical checks at import for citrus fruits, except for those referred to Annex I of that regulation.

    The number of non-compliances at import is a criterion for deciding the frequency rates. As regards controls at origin, the Commission has carried out audits[7] in many third countries that the EU imports citrus fruits from, including South Africa, Zimbabwe, Brazil, Argentina, Israel and Tunisia.
