    Headline: Sustainability discussions focus on trade policy considerations and practices

    Richard Tarasofsky of Canada, a co-convener of TESSD, together with Costa Rica, thanked the facilitators of the working groups for advancing the outcome documents.  “I encourage all of you to engage actively, (as) we are now less than one year away from MC14 ,” he said.
    The four TESSD working groups held technical discussions on their respective topics and exchanged views on the first drafts of possible outcome documents in line with guidance provided by the high-level plenary meeting on 4 December 2024.
    In the Working Group on Subsidies, members explored the role of trade policy and international cooperation in decarbonizing maritime transport. They focused in particular on subsidies and other policy incentives for sustainable marine fuels, port infrastructure and green corridors, as well as on the role of financing and technical assistance to support developing economies in this regard.
    Setting the scene, the International Maritime Organization (IMO) introduced the new IMO Net-Zero Framework with mandatory emission limits. The European Union presented its policies and measures to support sustainable marine fuels, while DNV, a Norwegian private company, and the Global Maritime Forum (GMF), a not-for-profit organization, introduced their work in supporting the establishment of green shipping corridors. MSC Group presented the actions being taken to decarbonize their global fleet and the necessity for regulatory certainty and clarity for private sector investments related to decarbonization. Regarding a possible working group outcome, members considered key design elements in subsidies, including considerations for effective subsidy design and related practices among members.
    The Working Group on Circular Economy – Circularity heard about technical assistance projects offering insights into trade and circular economy, including from the International Trade Centre (ITC) and Mauritius on trade policy and regional cooperation in recycling lithium-ion batteries of electronic vehicles. UN Trade and Development (UNCTAD) also shared perspectives on trade-related aspects of circular economy in developing economies, highlighting opportunities for technology transfer for water treatment and textile circularity. In terms of a possible working group outcome, members focused on trade-related practices in priority sectors, such as textiles, batteries, electronics and renewable energy.
    In the Working Group on Environmental Goods and Services (EGS), members shared experiences of identifying and facilitating trade in EGS. Jaime Coghi Arias from Costa Rica, Chair of the Joint Initiative on Services Domestic Regulation, highlighted the link between good regulatory practices and environmental services. Switzerland introduced approaches used for identifying EGS under the Agreement on Climate Change, Trade and Sustainability (ACCTS) undertaken by Costa Rica, Iceland, New Zealand and Switzerland. The United Kingdom shared insights into EGS for climate adaptation in the water sector, and Argentina outlined its work in relation to sustainable agriculture. Members also reviewed suggestions on the working group’s draft outcome document.
    In the Working Group on Trade-Related Climate Measures (TrCMs), members heard presentations on border carbon adjustments (BCAs), with a focus on carbon standards and measurement methodologies. The International Institute for Sustainable Development (IISD) introduced its work on interoperability in its “Global Stakeholder Dialogues”. The Organisation for Economic Co-operation and Development (OECD) highlighted the importance of cross-border data-sharing through digitalization and customs cooperation. With regard to the first draft for an outcome, members brainstormed on how to compile policies in relation to climate objectives.
    Concluding the two-day meetings, Ana Lizano of Costa Rica, co-convenor of TESSD, said: “It was very encouraging to see the participation of the private sector and the sharing of experiences by developing economies across all four groups, even from non-co-sponsors. Looking ahead, we have made significant progress on the outcome documents, reflecting members’ inputs. We look forward to your collective support in refining the documents to ensure they are fit for purpose.”

    Guided by their 2021 Ministerial Statement, TESSD seeks to complement the work of the WTO Committee on Trade and Environment and advance discussions at the intersection of trade and environmental sustainability towards identifying concrete actions that members could take individually or collectively. The initiative, which is open to all WTO members, is currently co-sponsored by 78 members representing all regions and all levels of development.

  • MIL-OSI Global: What is a downburst? These winds can be destructive like tornadoes − we recreate them to test building designs

    From a distance, a downburst can look like a torrent of heavy rain. But at ground level, its behavior can be far more destructive.

    When a downburst’s winds hit the ground, they shoot out horizontally in all directions, sometimes with enough force to shatter windows and overturn vehicles.

    These winds behave in complicated ways, particularly in cities, as our latest research shows. Downburst winds can deflect off tall buildings, increasing the pressure on neighboring buildings’ windows and walls. The result can blow out glass and chip off facade. Even buildings designed to survive hurricanes can suffer major damage in a downburst.

    As engineers, we study downbursts with the goal of designing buildings, components such as solar panels and windows, and infrastructure such as power lines that can stand up to that powerful force. To do this, informed by field measurements, we create our own powerful downbursts using a hurricane simulator known as the Wall of Wind at Florida International University.

    What is a downburst?

    Downbursts can be as destructive as tornadoes, but their winds develop in a very different way.

    A downburst forms when a thunderstorm pulls cooler, heavier air down from high in the atmosphere. As this rain-cooled air rushes downward, it gains speed. Once it slams into the ground, it has nowhere to go but outward, sending strong winds in all horizontal directions.

    The wind speed in a downburst can reach over 150 miles per hour. That’s the strength of a Category 4 hurricane and strong enough to knock down trees and power lines, damage buildings and flip vehicles.

    These winds also rotate, but not in the same way tornadoes do. Downburst winds are typically considered straight-line winds, but they rotate around a horizontal axis as the wind curls upward after hitting the ground. Tornadoes, in contrast, spin around a vertical axis.

    Powerful storm systems known as derechos are often made up of multiple downburst clusters, each containing many smaller downbursts, sometimes called microbursts.

    On May 16, 2024, a derecho hit Houston with a downburst that was so strong, it blew out windows in several high-rise buildings that had been built to survive Category 4 hurricanes. The winds also pried off chunks of buildings’ facades.

    Two months later, Hurricane Beryl hit Houston with similar wind speeds, yet it left minimal damage to the downtown buildings.

    When a downburst hit downtown Houston on May 16, 2024, it shattered windows on some sides of buildings but not others, and not always in the line of the storm. The damage offered clues to how downbursts interact with tall buildings.

    To understand how a downburst like this can be so much more destructive – and what cities and building designers can do about it – we simulated both the Houston downburst winds and Hurricane Beryl’s winds in the Wall of Wind.

    The test facility is equipped with a dozen jet fans, each almost as tall as the workers who run them and powerful enough to simulate a Category 5 hurricane. Our team used these fans to recreate powerful downburst winds that hit horizontally with the maximum wind speeds near ground level. Then, we put several models of buildings to the test to see how roofs, windows, facades and the structures of power lines reacted under that force.

    In the Houston derecho, a downburst hit downtown with 100 mph winds. It cracked some lower windows, likely with blowing debris, but it also caused widespread unexpected damage midway up some of the buildings.

    The Chevron Building Auditorium actually suffered the most damage on a side that wasn’t directly in the line of the storm but was facing another tall building. That left some intriguing questions. It suggested that the way the buildings channel the wind may have created a strong suction that blew out windows midway up the tower. Another burning question is whether building design codes are outdated when it comes to how well their cladding can stand up to these localized winds.

    Using the Wall of Wind, we were able to test those pressures on models of the Houston buildings and see how downburst winds increased the pressured on a tall building model with excessive forces near the ground level.

    The ability to simulate these winds is important for improving engineers’ understanding of the differences in how downbursts and other wind events exert force on buildings. The results ultimately inform building standards to help create more resilient and better-protected communities.

    Building better power lines

    Big storms, like downbursts, can also take down power lines.

    Power lines extend hundreds of miles between cities and states, making them more susceptible to a hit from a localized severe storm, such as a downburst. If one of the towers falls, it can cause a chain reaction, like dominoes falling one after another. That can knock out power for large numbers of people.

    With colleagues, we have been testing transmission towers and multispan power-line systems under downburst and hurricane winds to understand how these structures respond, with the goal of developing better construction techniques. That work has helped to update the American manual for the design of power lines, which engineers use for designing safer, more storm-resilient transmission towers.

    What’s next

    Low-rise and mid-rise buildings are also vulnerable to downbursts, but the effects are less well understood. Downburst winds are most intense between 10 and 300 feet above the ground, meaning the roofs and walls of some low-rises can be hit with intense horizontal wind.

    Recent building codes have offered design guidelines to help ensure these buildings can withstand tornadoes. However, the way downbursts rotate in a short time around a building or a community of buildings puts pressure on the walls and the roof in different ways. Similar to straight-line winds, we expect high suction on the roof. Due to their short duration, varying wind direction and intense wind speed, downbursts may also cause excessive vibrations and varying pressure distribution on the roof components.

    How microbursts form.

    We’re now testing downburst damage to low- and mid-rise buildings to better understand the risks and help highlight changes that can make buildings more resilient.

    As populations grow, cities are adding more buildings. At the same time, powerful storms are becoming more frequent and more intense. Understanding the effects of different types of storms will help engineers construct high-rises, low-rises and power lines that are better able to withstand extreme weather.

  • MIL-OSI USA: Grand Jury Indicts 11 More Individuals for Involvement with Online Groups Dedicated to Monkey Torture and Mutilation

    An indictment was unsealed today charging 11 defendants from across the United States for their alleged involvement with online groups dedicated to creating and distributing videos depicting acts of extreme violence and sexual abuse against monkeys.

    The indictment alleges the individuals conspired with previously charged defendant Nicholas T. Dryden, of Cincinnati, to create and distribute so-called “animal crush videos.”

    The indictment details 79 overt acts in which defendants allegedly paid Dryden who then paid a minor in Indonesia to commit the requested acts on camera.

    The videos alleged to have been created as part of the conspiracy depicted, among other things, monkeys having their genitals burned and cut with scissors, as well as being sodomized with a wooden skewer and a spoon.

    Those charged today include:

    • Ernest D. Chavez — also known as Lax — from Arizona;
    • Hugh T. Campbell — also known as Tim Templeton — from Pennsylvania;
    • Carter G. Fawcett — also known as Captain — from Colorado;
    • Brady O. Shellhammer — also known as Beglu or Bbbeglu — from Louisiana;
    • Jimmy Wong — also known as Yasser Lopez — from New York;
    • Kimberly A. Anglin — also known as Kim Anglin — from Connecticut;
    • Mark M. Sampieri — also known as The Chef or SainT — from Connecticut;
    • Victoria S. Haskins — also known as Cat Face or Sparkles Fancy Pants — from Louisiana;
    • Vance H. Beadles — also known as Mr. Green — from Kentucky;
    • Mary L. Longoria — also known as R6 or R6ex — from North Carolina; and
    • Patrick C. Naylor — also known as YANTF or YANTF 2x — from North Carolina.

    If convicted as charged, these defendants face maximum penalties of five years in prison.

    Acting Assistant Attorney General Adam Gustafson of the Justice Department’s Environment and Natural Resources Division (ENRD), Acting U.S. Attorney Kelly A. Norris for the Southern District of Ohio, Assistant Director Douglas Ault of U.S. Fish and Wildlife Service (USFWS) Office of Law Enforcement, and Special Agent in Charge Elena Iatarola of the FBI Cincinnati Field Office made today’s announcement.

    The USFWS Office of Law Enforcement and FBI investigated the case.

    Senior Trial Attorney Adam C. Cullman of ENRD’s Environmental Crimes Section and Assistant U.S. Attorney Timothy D. Oakley for the Southern District of Ohio are prosecuting the case.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    WASHINGTON—U.S. Senator Dan Sullivan (R-Alaska), a member of the Senate Environment & Public Works (EPW) Committee, secured a commitment this week from Adam Telle, nominated to be Assistant Secretary of the Army for Civil Works in charge of the Army Corps of Engineers, to prioritize the Port of Nome project, the nation’s first deep-draft Arctic port, in light of Alaska’s strategic importance constituting the entirety of America’s Arctic.
    “The Port of Nome has bipartisan support,” said Sen. Sullivan. “We don’t have an Arctic port anywhere to push back on the Russian and Chinese aggression in my part of the [country]. That project, it’s really important. We’ve got to get it over the finish line. Can I get your commitment to work with me and the others in this committee on that project?”
    “Senator Sullivan, one of the most strategic issues that confronts the United States of America today is our status as an Arctic…nation,” said Mr. Telle. “This is an area of the world that the Chinese Communist Party is very interested in. The Russians are very active. Your state is front and center to the United States of America’s being an Arctic nation. We must be. It seems to me that, if we’re going to be an Arctic nation, that Alaska ought to be one of the key launching points of that force projection and power projection and economic projection. I look forward to working with you to help make the case for the strategic nature of Alaska and the Port of Nome as it relates to the United States asserting itself as an Arctic nation.”

    In his questioning during the EPW hearing, Sen. Sullivan also highlighted President Donald Trump’s executive order, “Unleashing Alaska’s Extraordinary Resource Potential,” which directs the Corps to “review, revise or rescind any agency action that may in any way hinder, slow, or otherwise delay any critical project in the State of Alaska.” Mr. Telle reiterated his understanding of and support for carrying out the President’s Alaska order in relation to critical projects, including the Port of Nome.
    Below is a transcript of Sen. Sullivan’s exchange with Mr. Telle on the Port of Nome and the Alaska EO.
    SEN. SULLIVAN: I appreciated our meetings, Mr. Telle and Mr. McMaster. It’s hard to build anything in Alaska. Right? You want to build a road, a sidewalk, you usually get 12 radical far-left environmental groups that sue to stop it. We have the King Cove Road. We’ve only been trying to get that done for 40 years. A nine-mile, single-lane gravel road that every Democrat in the country—including, God rest his soul, Jimmy Carter, writes op-eds [saying] you can’t build a road in Alaska. Then it went so bad, we had the Biden administration’s Last Frontier Lock Up. My great state suffered through 70 executive orders and executive actions from the Biden administration singularly focused on Alaska. I like ripping this up because that’s not the issue anymore. We now have President Trump who issued his day-one executive order called, “Unleashing Alaska’s Extraordinary Resource Potential.” Mr. Telle, as you and I discussed, there’s a lot of great provisions in here. This is all about getting things done in Alaska, not crushing us as the radical left wants to do. There’s a really good provision about the Corps of Engineers. I’m going to read it to you: “The assistant Secretary of the Army for Civil Works”—that’s you—”shall immediately review, revise or rescind any agency action that may in any way hinder, slow, or otherwise delay any critical project in the state of Alaska.” That’s from the President. Will you commit to abide by that very expansive provision to get things done in my great state after four years of being crushed by the previous administration?
    MR. TELLE: Senator Sullivan, absolutely. When I visited your office, I tattooed the executive order that the President issued on Alaska on my heart.
    SULLIVAN: By the way, that’s a great answer.
    TELLE: I will go ahead and read the second paragraph to you from memory, which essentially says that I shall, if confirmed, coordinate as closely with the Governor of Alaska as a human could possibly coordinate.
    SULLIVAN: Good. And the Senator from Alaska.
    TELLE: Of course.

    SULLIVAN: The Port of Nome has bipartisan support. We don’t have an Arctic port anywhere to push back on the Russian and Chinese aggression in my part of the [country]. That’s an interesting project. I mentioned, you had your SASC hearing yesterday. That’s EPW, and that’s very much DoD, to be able to have Navy ships, icebreakers, be able to pull up to the port of Nome. We don’t have a port in the Arctic right now that can handle Navy ships and icebreakers.
    TELLE: Senator Sullivan, one of the most strategic issues that confronts the United States of America today is our status as an Arctic and Antarctic nation. This is an area of the world that the Chinese Communist Party is very interested in. The Russians are very active. Your state is front and center to the United States of America’s being an Arctic nation. We must be. It seems to me that, if we’re going to be an Arctic nation, that Alaska ought to be one of the key launching points of that force projection and power projection and economic projection. I look forward to working with you to help make the case for the strategic nature of Alaska and the Port of Nome as it relates to the United States asserting itself as an Arctic nation.
    Below is a timeline on the Port of Nome expansion project: 
    Water resource projects developed by the Corps undergo a multi-stage process. Standard Corps project delivery consists of the Corps leading the study, design, and construction of authorized projects. However, each stage of that process must qualify for an existing authorization or receive a separate authorization from Congress, as well as receive congressional appropriation at each stage to proceed. Congress authorizes the Corps’ actions through periodic Water Resource Development Acts in the Senate EPW Committee and the House Committee on Transportation and Infrastructure.  
    In 2012, the Corps launched the Alaska Deep Draft Arctic Port System Study to evaluate potential locations on the northern and western coasts of Alaska, and to determine the feasibility of constructing navigation improvements as part of a larger system of port facilities in the Arctic and sub-Arctic region. Following the selection of Nome as the location for an Arctic port, the Corps began a feasibility study, assessing the costs of the port versus the benefits. The Corps paused the feasibility study following the departure of Shell Oil Company from the Arctic, which significantly tipped the cost-benefit ratio against the port project. 
    In the 2016 Water Infrastructure Improvements for the Nation (WIIN) Act, Sen. Sullivan and the late Representative Don Young (R-Alaska) included two provisions to justify a potential Arctic port based on its value to surrounding communities and its importance to national security.
    In 2017, following enactment of the WIIN Act, senior Corps leaders committed to Sullivan and Young to utilize the new authority to restart the feasibility study for the port.
    On February 2, 2018, the City of Nome and the Corps initiated a cost-sharing agreement.
    On October 23, 2018, President Trump signed America’s Water Infrastructure Act (AWIA), which included Sullivan-Young language to expedite completion of a Corps feasibility study for the Nome port.
    On May 29, 2020, the Corps announced the completion of the chief’s report for the Port of Nome Modification Feasibility Study, making the project eligible for congressional authorization and funding.
    In December 2020, President Trump signed the Water Resources Development Act (WRDA) of 2020, which included language, championed by Sullivan and Young, authorizing $379 million for the federal share of the Nome Deep Draft Port Project.
    On November 15, 2021, the Infrastructure Investment and Jobs Act (IIJA) was signed into law. The bill provided $250 million over five years for the construction of remote and subsistence harbor projects. These projects are in locations that are not connected to a road system, and for ports are vital to the long-term viability of the community.
    On January 19, 2022, the Corps announced that the entire $250 million from the IIJA for remote and subsistence harbor projects will be directed to the Port of Nome.
    On July 28, 2022, the Senate passed the Water Resources Development Act (WRDA) of 2022. The legislation included key victories for Alaska infrastructure, including increasing the federal cost-share for the Nome Deep Draft Port Project. 
    On December 15, 2022, the Senate passed WRDA 2022 as part of the FY 2023 National Defense Authorization Act.
    On October 31, 2023, Senators Sullivan and Lisa Murkowski (R-Alaska) announced an$11.2 million grant for the construction of water and wastewater, fuel, power, and communications infrastructure to expand and deepen the Port of Nome. The grant was made possible by the IIJA.
    On January 25, 2024, the Corps announced a Project Partnership Agreement (PPA) for the Port of Nome expansion project, which includes the construction of a new deep-water basin. The PPA, which legally binds the government and the State of Alaska to execute the project, was marked by a signing ceremony held in Nome.
    On February 12, 2025, several Arctic policy experts testified at a Senate Commerce Science & Transportation Committee hearing in support of increasing infrastructure investments in Alaska, including the Port of Nome expansion.

  • MIL-OSI Security: Grand jury indicts 11 more individuals for involvement with online groups dedicated to monkey torture & mutilation

    CINCINNATI – An indictment was unsealed today charging 11 defendants from across the United States for their alleged involvement with online groups dedicated to creating and distributing videos depicting acts of extreme violence and sexual abuse against monkeys.

    The indictment alleges the individuals conspired with previously charged defendant Nicholas T. Dryden, of Cincinnati, to create and distribute so-called “animal crush videos.”

    The indictment details 79 overt acts in which defendants allegedly paid Dryden who then paid a minor in Indonesia to commit the requested acts on camera.

    The videos alleged to have been created as part of the conspiracy depicted, among other things, monkeys having their genitals burned and cut with scissors, as well as being sodomized with a wooden skewer and a spoon.

    “The acts of torture and abuse of young monkeys alleged in this case are beyond disturbing,” stated FBI Cincinnati Special Agent in Charge Elena Iatarola. “As a result of the work of the FBI, U.S. Fish and Wildlife Service, and our partners, those involved in the conspiracy to create and distribute these repulsive videos are being held accountable.”

    If convicted as charged, these defendants face maximum penalties of five years in prison.

  • MIL-OSI Security: Grand Jury Indicts 11 More Individuals for Involvement with Online Groups Dedicated to Monkey Torture and Mutilation

    An indictment was unsealed today charging 11 defendants from across the United States for their alleged involvement with online groups dedicated to creating and distributing videos depicting acts of extreme violence and sexual abuse against monkeys.

    The indictment alleges the individuals conspired with previously charged defendant Nicholas T. Dryden, of Cincinnati, to create and distribute so-called “animal crush videos.”

    The indictment details 79 overt acts in which defendants allegedly paid Dryden who then paid a minor in Indonesia to commit the requested acts on camera.

    The videos alleged to have been created as part of the conspiracy depicted, among other things, monkeys having their genitals burned and cut with scissors, as well as being sodomized with a wooden skewer and a spoon.

    Those charged today include:

    • Ernest D. Chavez — also known as Lax — from Arizona;
    • Hugh T. Campbell — also known as Tim Templeton — from Pennsylvania;
    • Carter G. Fawcett — also known as Captain — from Colorado;
    • Brady O. Shellhammer — also known as Beglu or Bbbeglu — from Louisiana;
    • Jimmy Wong — also known as Yasser Lopez — from New York;
    • Kimberly A. Anglin — also known as Kim Anglin — from Connecticut;
    • Mark M. Sampieri — also known as The Chef or SainT — from Connecticut;
    • Victoria S. Haskins — also known as Cat Face or Sparkles Fancy Pants — from Louisiana;
    • Vance H. Beadles — also known as Mr. Green — from Kentucky;
    • Mary L. Longoria — also known as R6 or R6ex — from North Carolina; and
    • Patrick C. Naylor — also known as YANTF or YANTF 2x — from North Carolina.

    If convicted as charged, these defendants face maximum penalties of five years in prison.

    Acting Assistant Attorney General Adam Gustafson of the Justice Department’s Environment and Natural Resources Division (ENRD), Acting U.S. Attorney Kelly A. Norris for the Southern District of Ohio, Assistant Director Douglas Ault of U.S. Fish and Wildlife Service (USFWS) Office of Law Enforcement, and Special Agent in Charge Elena Iatarola of the FBI Cincinnati Field Office made today’s announcement.

    The USFWS Office of Law Enforcement and FBI investigated the case.

    Senior Trial Attorney Adam C. Cullman of ENRD’s Environmental Crimes Section and Assistant U.S. Attorney Timothy D. Oakley for the Southern District of Ohio are prosecuting the case.

    WASHINGTON – U.S. Senator Martin Heinrich, a member of the Senate Appropriations Subcommittee on Agriculture, Rural Development, and the Food and Drug Administration, and U.S. Senator Joni Ernst (R-Iowa), a member of the Senate Agriculture Committee, intorduced the bipartisan Streamlining Conservation Practice Standards Act, legislation to streamline the Natural Resource Conservation Service’s (NRCS) process for updating and adopting conservation practice standards that help farmers and ranchers improve soil health, build resilience to climate impacts, and achieve their conservation goals. The legislation will close the gap between evidence-based NRCS best practices and emerging research and innovation, enabling producers to more quickly and effectively harness voluntary NRCS conservation programs on their land. The effort will provide more transparency for stakeholders and set a clear, standardized process for producers and the public to participate in improving conservation practices.
    “By leveraging innovations in regenerative agriculture and soil health practices, we can help farmers and producers make their working lands more resilient,” said Heinrich. “Our bipartisan legislation accomplishes this by updating and streamlining the process for developing new conservation practice standards at the U.S. Department of Agriculture’s Natural Resource Conservation Service. This will allow producers to build more resilience into their operations.”

    Prioritize the integration of innovative tools like nutrient efficiency technologies — biological fertilizer being one example that’s proven to improve plant growth.

  • MIL-OSI USA: Luján, Moran Reintroduce Bipartisan Legislation to Improve Farmer Coordination & Education

    Washington, D.C. – U.S. Senators Ben Ray Luján (D-N.M.) and Jerry Moran (R-Kan.), both members of the Senate Committee on Agriculture, Nutrition, and Forestry, announced the reintroduction of bipartisan legislation to expand the reach of peer-to-peer networks that are already helping farmers manage the many challenges they face. As farmers and ranchers are met daily with unique challenges, including unexpected weather, droughts, and floods, they often turn to colleagues to find the right answer. This bill fills a critical gap in federal programs to support and provide guidance to those networks.
    The Farmer to Farmer Education Act would leverage existing technical assistance resources by supporting farmer-led education networks and build capacity for new ones—particularly for communities that are historically marginalized from existing systems—as a key strategy to increase adoption of conservation practices. Specifically, the bill would authorize the National Resources Conservation Service (NRCS) to enter into cooperative agreements with community-based organizations in each state that are able to identify and build on established and burgeoning peer-to-peer networks, and/or create new ones.
    “Farming is deeply ingrained in New Mexico’s history and culture, with communities that have cultivated the land for generations. Local farmers are skilled at managing challenges like unpredictable weather, drought, and flooding.     ALMATY, May 16 (Xinhua) — Kazakh Minister of Water Resources and Irrigation Nurzhan Nurzhigitov met with World Bank Regional Director for Europe and Central Asia Sameh Wahba at the Kokaral Dam in Kyzylorda region, where they discussed the implementation of the second phase of the North Aral Sea conservation project, Kazinform news agency reported on Friday.

    The Ministry is completing the feasibility study for the second phase of the project. It envisages the reconstruction of the Kokaral Dam and raising the sea level to 44 meters along the Baltic system, as well as the construction of a hydroelectric complex near the village of Amanotkel to stabilize water resources in the Akshatau and Kamystybas lake systems of the Aral district of the Kyzylorda region.

    As a result, the area of the water surface of the Northern Aral will increase to 3913 square kilometers, and the volume – to 34 cubic kilometers. The period of filling the sea to these marks will be 4-5 years. The deadline for receiving an expert opinion on the feasibility study developed by the ministry is December 2025.

    The Northern Aral Sea Conservation Project aims to increase the volume and improve the quality of water in the sea, restore the Syr Darya River delta, reduce the removal of salt deposits from the bottom of the Aral Sea, improve the management of water resources in the Northern Aral Sea, develop the fisheries industry in the Kyzylorda region and improve the living conditions of local residents. –0–

    Man sentenced to 24 months’ imprisonment for smuggling eggs of endangered parrot species  
    A spokesman for the Agriculture, Fisheries and Conservation Department (AFCD) said that the 30-year-old male passenger arrived in Hong Kong on March 1 last year from Thailand. He was intercepted for customs clearance upon arrival at the airport. A total of 188 eggs were found in his carry-on baggage. AFCD officers then arrived at the scene to inspect the eggs. Upon inspection, the eggs were suspected to belong to parrot species listed in the Appendices to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). The eggs were subsequently seized for further investigation. 
     
    Subsequent to forensics testing, 187 of the eggs were confirmed to be from CITES-listed endangered parrot species, including seven eggs from CITES Appendix I species, namely the Moluccan cockatoo (Cacatua moluccensis) and the African grey parrot (Psittacus erithacus), and 180 eggs from CITES Appendix II species, namely the yellow-crowned amazon (Amazona ochrocephala), the blue-and-yellow macaw (Ara ararauna), the red-and-green macaw (Ara chloropterus), the sulfur-breasted parakeet (Aratinga maculata), the sun parakeet (Aratinga solstitialis), the white cockatoo (Cacatua alba), the sulphur-crested cockatoo (Cacatua galerita), the red-tailed black cockatoo (Calyptorhynchus banksii), the eclectus parrot (Eclectus roratus), the yellow-bibbed lory (Lorius chlorocercus) and the red-bellied macaw (Orthopsittaca manilata). The value of the seizure was estimated at $1.4 million.
     
    The man was charged with illegal import of endangered species and was convicted today at the District Court. He was sentenced to 24 months in prison. 
     
    Parrot populations have been decimated by illegal trade, which incentivises poaching in the wild worldwide. With the exception of four species, all parrots have been listed on the CITES Appendices. In Hong Kong, their international trade and local possession are regulated under the Ordinance. Any person importing, exporting or possessing specimens of endangered species not in accordance with the Ordinance commits an offence and will be liable to a maximum fine of HK$10 million and imprisonment for 10 years upon conviction with the specimens forfeited.

    WASHINGTON, D.C. – Congressman Nick Langworthy (NY-23) today announced that the County of Chautauqua Industrial Development Agency has been awarded a $500,000 grant from the U.S. Environmental Protection Agency (EPA) to assess and plan the cleanup of 21 targeted sites in the Cities of Dunkirk and Jamestown.

    This federal investment will fund environmental site assessments, cleanup planning, and community engagement efforts at long-abandoned and potentially contaminated properties. Key sites include a vacant waterfront block, a former auto dealership and repair shop, a shuttered manufacturing facility, and a former dry cleaner in Dunkirk. In Jamestown, the focus will include a former landfill and multiple vacant industrial properties.

    Highland Council’s Environmental Health team have identified raised levels of naturally occurring bivalve shellfish biotoxins following routine monitoring at Loch Portree.  Eating bivalve shellfish such as cockles, mussels, oysters or razor fish from the area of Loch Portree may pose a health risk arising from the consumption of these biotoxins.

    As a sensible precaution, people should avoid eating bivalve shellfish from this area until further notice.  It is important to note that cooking does not remove risks from consumption.

    Commercial shellfish harvesters in the area have been contacted by Highland Council.

    Donald Dowless currently serves as President of Shorter University in Rome, Georgia, a role he has held for over a decade. In addition to his presidency, Dowless teaches Christian studies and has instructed more than 10 different courses. His academic experience includes teaching at North Carolina State University, Campbell University, Southeastern Seminary, and Emmanuel University of Oradea.     Robert Balkcom serves as the South Adjutant of the Georgia State Patrol, overseeing the operations of Troops F, G, H, I, J, and K, as well as the South Nighthawks DUI Task Force, the Recruiting Unit, the Implied Consent Unit (ICU), the Criminal Interdiction Unit (CIU), the Specialized Collision Reconstruction Team (SCRT), the State of Georgia SWAT Team, and four Communication Centers. Prior to assuming this role in 2020, Balkcom served as Troop F Commander. He began his law enforcement career as a police officer with the Savannah Police Department in 1992 and joined the Georgia State Patrol as a Trooper Cadet at Post 42 – Savannah in 1994. After graduating from the 71st Georgia State Patrol Trooper School in 1995, he was assigned to Post 42 – Savannah. Balkcom was promoted to Corporal at Post 45 – Statesboro in 2006. In 2009, he was selected as Commander of the newly formed Nighthawks South DUI Task Force and promoted to Sergeant in 2011.     Jeff Andrews currently serves as the Fourth Congressional District Representative on the Board of Natural Resources. He began his career in the long-term care industry in 1981 as marketing director for a continuing care retirement community in Birmingham, Alabama. He was later promoted to executive director and then southeast regional vice president. In 1988, Andrews became senior vice president of corporate development, where he led the addition of 17 properties to the management portfolio, helping establish the company as the largest for-profit, third-party manager of retirement housing in the United States. By 1990, Andrews co-founded Retirement Management Corporation and served as its president until its acquisition by Sun Healthcare in 1998. In 1999, he founded Wellington HealthCare Services, LLC, which grew to 11 owned facilities before being sold in 2007. He retained a significant ownership stake and helped the company meet key operational goals. He continues to lead Wellington, which currently manages 17 facilities.

    The U.S. Environmental Protection Agency (EPA) has awarded the Town of Pulaski, Virginia, a $500,000 Brownfield Assessment grant. The funding supports a community-wide assessment of local brownfields. U.S. Congressman Morgan Griffith (R-VA) issued the following statement:

To better understand changing patterns of wildfire destruction, we mapped buildings exposed to and destroyed by wildfires in the conterminous U.S. from 2000-2020. From these maps, we determined that the probability of an exposed building being destroyed by wildfire has more than tripled over the past two decades, and that more wildfire destruction is occurring in forests relative to grass and shrublands. Understanding these changing patterns can help us design more effective strategies to mitigate risk.

  • MIL-OSI Canada: Expect boats to be inspected

    Zebra and Quagga mussels destroy ecosystems, threaten shorelines and can cause hundreds of millions in damaged infrastructure. Alberta is currently 100 per cent free of zebra mussels and quagga mussels, but reports are increasing across Canada and the United States.

    To protect our borders, Alberta is introducing mandatory inspections for anyone travelling with a boat, jet ski, kayak or other watercraft across the province’s southern or eastern borders. By defending water bodies, ecosystems and infrastructure, Alberta’s government is protecting jobs, businesses and recreation opportunities across the province.

    Invasive mussels and other species are rapidly increasing across Canada and North America. Zebra mussels alone cause up to $500 million annually in damages to power plants, water systems, and industrial water intakes in the Great Lakes region. One study estimated that introducing invasive mussels into Alberta’s Lake McGregor alone could cost $284 million a year in damages.

    From June 1 until Sept. 30, it is mandatory for all motorized and non-motorized watercraft to be inspected at one of Alberta’s inspection stations when crossing from the eastern or southern borders. If the closest inspection station is closed, Albertans and visitors must get their watercraft inspected within seven days and before launching into Alberta’s waters.

    To help with these changes, Alberta is also launching a new proof-of-inspection sticker. Inspectors will provide a sticker to display once a watercraft has been inspected. Whether it is a paddleboard or a powerboat, failing to stop for a mandatory watercraft inspection could result in a $4,200 fine.

    Alberta’s government continues to step up in the fight against zebra mussels, quagga mussels and other invasive species. A record 11 inspection stations are being opened this year, with increased staff and extended operating hours, along with K-9 detection and mobile decontamination units.

    Albertans travelling with watercrafts can find information on stations, operating hours and more at alberta.ca/watercraftinspections. 

    Over the next year, even more work will be done to support aquatic invasive species prevention and response efforts, including implementing all the recommendations made by the Provincial Aquatic Invasive Species Task Force.

    Quick facts:

    • Mandatory inspections are required from June 1-Sept. 30, 2025.
    • Starting in 2026 and every year after, inspections will be mandatory from May 1 to Sept. 30 for anyone entering Alberta with watercraft through the eastern and southern borders.
    • It also remains mandatory for anyone travelling with a watercraft to stop when passing an open station.
    • In 2024, 13,408 watercraft inspections were completed – the most since 2019 – and 15 watercraft were confirmed positive for invasive mussels. 
    • About 20 per cent of drivers transporting watercraft attempted to bypass watercraft inspection stations in 2024. 
    • Budget 2025 is investing $18 million over five years to expand Alberta’s aquatic invasive species inspection, detection and rapid response programs.

    Senator Stresses Importance of Improving Grid Reliability & Affordability, Rescinding Overreach by Biden Administration
    WASHINGTON – Senator John Hoeven this week urged Environmental Protection Agency (EPA) Administrator Lee Zeldin to provide regulatory certainty to the nation’s energy producers and ensure the federal government respects private property rights. In particular, Hoeven highlighted the importance of:
    Improving the reliability and affordability of the electrical grid.
    Hoeven pointed to reports from the Federal Energy Regulatory Commission (FERC) and North American Electric Reliability Corporation (NERC) showing that the loss of baseload power, including from the premature retirement of coal-fired electric plants, has undermined grid reliability.
    The senator urged Zeldin to follow through on rolling back regulatory overreach from the Biden administration, including reining in Biden-era rules like the Mercury and Air Toxics Standards (MATS) and Clean Power Plan 2.0 rules.

    Restoring the traditional definition of “waters of the U.S.” (WOTUS) to protect both private property rights and the role of states in managing the water within their borders.
    The expanded WOTUS definition, advanced by both the Obama and Biden administrations, sought to reach beyond the federal regulatory authority established under the Clean Water Act.
    These rules would have imposed unworkable mandates, burdensome new permitting requirements and compliance costs on landowners, energy and agriculture producers and other industries.
    Accordingly, Hoeven worked to protect against the implementation of the expansive WOTUS rules advanced by both the Obama and Biden administrations.
    The senator is supporting the Trump administration in providing regulatory certainty and bringing the WOTUS rule into compliance with the Supreme Court’s decision in Sackett v. EPA.

    “The Biden administration imposed a regulatory blizzard on this nation, overreaching its legal authority to advance rules that punished our coal, oil and gas producers and created new burdens impacting a wide range of industries,” said Hoeven. “As a result, we saw the premature retirement of baseload, coal-fired power plants, which are critical to the reliable operation of the electrical grid. This undermined our energy security and is absolutely the wrong approach for our nation. Instead, we need to empower technological innovation, like we’re doing with CCUS in North Dakota. At the same time, we will continue working with Administrator Zeldin and the Trump administration to roll back President Biden’s harmful policies, provide regulatory certainty and ensure the federal government respects private property rights.     Union Minister for Environment, Forest and Climate Change, Bhupender Yadav, on Friday put forth a five-point global action plan to protect fragile mountain ecosystems, while representing India at the inaugural Sagarmatha Sambaad in Kathmandu, Nepal. The high-level global dialogue, themed “Climate Change, Mountains, and the Future of Humanity”, brought together ministers, climate leaders, and policymakers from across the world.

    Speaking at the summit, Yadav reaffirmed India’s commitment to global climate action and emphasized the need for collaborative efforts to safeguard the Himalayas and other mountain regions. “It is a profound honour to represent India at this historic gathering. The name Sagarmatha, meaning ‘Head of the Sky,’ aptly captures the majesty and responsibility we share in protecting our mountain ecosystems,” he said.

    The Minister acknowledged Nepal’s initiative in hosting the event and highlighted the deep ecological and cultural ties India shares with its Himalayan neighbours. He pointed out that despite South Asia comprising nearly 25% of the global population, it accounts for just 4% of historical global CO₂ emissions. However, he stressed that developing countries continue to bear the brunt of the climate crisis while developed nations fall short on their climate finance and technology transfer commitments.

    Underscoring the ecological richness of high-altitude regions, Yadav called for enhanced transboundary conservation and urged Himalayan nations to collaborate under the International Big Cats Alliance. This alliance, he said, can help conserve iconic species like snow leopards, tigers, and leopards by fostering shared expertise, funding, and knowledge sharing.

    Referring to India’s efforts under Project Snow Leopard, Yadav cited Prime Minister Narendra Modi’s address at the 13th COP of the Convention on Migratory Species in 2020, where the significance of preserving snow leopard habitats was emphasized. He shared findings from India’s first Snow Leopard Population Assessment, conducted between 2019 and 2023, which recorded 718 snow leopards—representing 10–15% of the global population.

    During his address, the Union Minister outlined a five-point call for global action:

    Enhanced Scientific Cooperation – Strengthening research and monitoring of cryospheric changes, hydrology, and biodiversity.
    Building Climate Resilience – Investing in adaptation measures, disaster early warning systems such as for Glacial Lake Outburst Floods (GLOFs), and climate-resilient infrastructure.
    Empowering Mountain Communities – Placing local communities at the heart of policy-making and promoting green livelihoods, sustainable tourism, and the integration of traditional knowledge.
    Providing Green Finance – Ensuring adequate and predictable climate finance in line with the Paris Agreement to support mountain nations in adaptation and mitigation.
    Recognizing Mountain Perspectives – Ensuring that the unique vulnerabilities and contributions of mountain ecosystems are reflected in global climate negotiations and development agendas.

    Consultation opens into County Durham incinerator application

    The Environment Agency has launched a consultation into an environmental permit application from Fornax (North East) Ltd to operate an energy-from-waste plant.

    The company wants to operate a high-temperature thermal-treatment facility near Newton Aycliffe, in County Durham.

    Under the permit Fornax has applied for, the site would be able to accept hazardous waste and clinical waste for incineration.

    The Environment Agency is now seeking views from the local community and interested groups on the application.

    The consultation is now live on the Environment Agency’s Citizen Space site: Fornax Ltd consultation.

    It will run for six weeks until Friday 27 June 2025. 

    The Citizen Space site includes information on what the Environment Agency can and can’t take into account when considering the application under the Environmental Permitting Regulations.

    Local interest in the proposed site

    Gary Wallace, area environment manager for the Environment Agency in the North East, said:

    Our regulatory controls are in place to protect people and the environment and we will carry out a detailed and rigorous assessment of Fornax’s permit application.

    We may only refuse a permit application if it does not meet the legal requirements under environmental legislation, including if it will have an unacceptable impact on the environment or harm human health.

    We understand there is local interest in the proposed site, and we welcome comments from the public and interested groups on environmental factors that people feel are important.

    The Environment Agency would only issue the permit if it’s satisfied the operator could comply with the permit conditions and has appropriate systems in place to operate the incinerator with a high level of protection of the environment and human health.

    SPbGASU became a stop on the route of the international patriotic expedition “Unconquered”. The expedition’s partner is the All-Russian student project “Your Move”, which is part of the presidential platform “Russia – the Land of Opportunities” and is implemented by the Federal Agency for Youth Affairs (Rosmolodezh) with the support of the Ministry of Science and Higher Education of the Russian Federation.

    As explained by Pavel Doroshenko, a representative of the directorate of the all-Russian student project “Your Move”, the patriotic expedition “Unconquered” was launched in Russia as part of the Year of the Defender of the Fatherland in honor of the 80th anniversary of the Victory in the Great Patriotic War. The selection of participants took place through the platform of the project “Your Move”. More than 2.5 thousand applications were received, each was studied in detail, after which 60 participants were admitted to the expedition during a personal interview.

    “During the two-week expedition, students will travel more than five thousand kilometers, visit 14 cities in Russia and Belarus. Travel, communication, and the educational program are filled with meetings with interesting speakers and various events. The time spent together will allow students to become friends, learn about opportunities for self-development, outline plans for joint work and the creation of public projects,” Pavel Doroshenko specified.

    Vice-Rector for Youth Policy at SPbGASU Marina Malyutina reported that our university is pleased to join the project “Your Move” and the patriotic expedition “Unconquered”, as it considers them important in the comprehensive education of young people, their advancement in professional and social activities, and the formation of a civic position.

    Irina Peretokin, a second-year student at the construction faculty and a representative of the SPbGASU volunteer club, said that volunteers participate in various events at both the university and federal levels and not only complete assigned tasks, but also help organize events.

The spaces have areas from one hundred to one thousand square meters. In the intellectual direction, we focus on the development of youth entrepreneurship, competencies in the field of information technology, creative industries, fine arts, design.     “Our team is young, the architects are young professionals. We are engaged in a variety of activities, one of the important aspects of which is working with young people. There are 36 small towns in the Leningrad Region; unfortunately, there is a large outflow of young people to St. Petersburg. Among the reasons for this is the lack of leisure and places for recreation. Taking into account the comments, we not only improve parks, embankments, public spaces, but also support educational activities, within the framework of which we organize competitions and implement the best submitted projects. We have already held three architectural competitions, 350 people took part in them, seven were invited to the bureau as part of the expert council, 18 projects have been implemented. There are also competitions, the winners of which receive grants,” said Marina Grigorenko.

    It reveals a total contribution of £65.6 million Gross Value Added (GVA) to the local economy and the support of over 1,150 jobs. 

    Established in 2018, the organisation provides a wide range of statutory and commercial services, including waste management, property maintenance, highways and fleet services. 

    The report, commissioned from SQW, details ODS’s economic, environmental, and social contributions to Oxford and the wider region.     Asthma is one of the most prevalent chronic diseases worldwide, affecting around 260 million people.

    Researchers have long know that environmental factors, such as air pollution and lack of green spaces, are linked to respiratory diseases such as asthma. But the joint impact of these various environmental factors on a person’s risk of developing asthma has, until now, remained unclear.

    Our study is the first to reveal the joint impact of multiple environmental factors in urban areas, known as the urban exposome, on the risk of developing asthma. We found that air pollution, lack of green space and areas built primarily from concrete and asphalt are linked with significantly greater risk of developing the condition.

    To conduct our study, we analysed data from 349,037 participants from across 14 cohorts in Europe. Participants ranged in age from birth to 70 years old.

    We also linked three major external environmental factors – air pollution, the built-up environment (such as the amount of green space a person had access to or the amount of artificial light they were exposed to at night) and ambient temperature – to participants’ home addresses at the beginning of the study.

    Participants were then grouped based on their exposure levels to the three major environmental factors. This allowed us to examine how exposure was linked to the onset of asthma and also calculate what a person’s risk of developing asthma would be if exposed to these environmental conditions.

    We also accounted for factors that might have affected the results, such as a person’s age, sex, ethnic background, weight, socioeconomic status and whether they smoked (or were exposed to smoke).

    We found that adults living in areas with high levels of air pollution had a 13% higher risk of developing asthma compared to people living in low pollution areas. Children living in high pollution areas had an 18% greater risk of developing asthma.

    Adults living in areas that lacked green space had a 15% greater risk of developing asthma, while children had a 38% greater risk.

    But one of the most significant findings of our study was just how much joint exposure to these environmental factors contributed to new asthma cases in both children and adults.

    We found that the most hazardous urban environments were those characterised by high levels of air pollution, limited access to green spaces and those that were built primarily from concrete and asphalt. This increased an adult’s risk of asthma by 27% and a child’s risk of asthma by 35%.

    Even areas without high levels of air pollution, but which were built primarily from concrete and asphalt and lacked green spaces, increased asthma risk by as much as 36%.

    Urban planning and asthma risk

    Our findings are generally consistent with what previous studies have found on the effects of urban environments, air pollution and green space on asthma risk. However, our study is the first to look at asthma incidence in both adults and children.

    It’s also the first study to cover the entire life-course and illustrate how multiple aspects of the urban exposome affect asthma incidence in all age groups.

    It underscores the critical role that urban environments play in shaping respiratory health. We calculated that a significant proportion of asthma cases – almost 12% – could be directly attributed to urban environments.

    Exposure to a combination of air pollution, poor urban planning and extreme temperatures are a significant driver of asthma risk across a person’s lifespan.

    With more people moving to cities every year, it’s essential that we rethink how we design and manage urban spaces to prioritise health and wellbeing. Cities can help prevent asthma and improve quality of life by introducing policies that aim to reduce air pollution, expand green spaces and design infrastructure that is more resilient to extreme temperatures.

    This followed a campaign led by Ross Greer which collected over 155,000 individual objections to the plans, as well as objections from the National Trust for Scotland, Woodland Trust, Scottish Environment Protection Agency, the local community council and the Park’s own expert planning officers.

    Flamingo Land lodged an appeal against this decision shortly before Christmas, seeking to have the rejection overturned by the Scottish Government and secure consent for their plans, which include two hotels, a waterpark, over 370 car parking spaces, a hundred woodland lodges, monorail, and more.

    In a letter to Ross Greer and other stakeholders this morning, the Scottish Government’s Planning And Environmental Appeals Division confirmed that they have overturned the democratic decision of the National Park’s board and granted permission for the destructive mega-resort.

    This is despite flood risk warnings from SEPA, loss of nature and biodiversity, the disruption of over 250 extra cars on congested local roads at peak times and a range of other damaging impacts the development would have.

    Mr Greer said:

    “This is an anti-democratic outrage. I cannot believe that Flamingo Land’s destructive and immensely unpopular mega-resort is being given the go-ahead by Government officials. It was the most unpopular planning application in Scottish history and will cause irreversible damage to the world-famous local environment at Loch Lomond.

    “Their destructive plans were unanimously rejected by the National Park’s board, opposed by the Scottish Environment Protection Agency, the National Trust for Scotland, the Woodland Trust, the Park’s expert planning officers and 155,000 people who joined our Save Loch Lomond campaign.

    “This greedy developer would not take no for an answer and I am shocked that Government officials have put Flamingo Land’s interests above the need to protect Loch Lomond.

    “We are urgently considering our options for continuing this fight. I will leave no stone unturned in the campaign to save Loch Lomond.”

    The plenary session of the XXVI annual All-Russian scientific and practical conference with international participation “Problems of Law in Modern Russia” was held in the conference hall of the Academic Council of Peter the Great Polytechnic University. The event is traditionally held by the Higher School of Jurisprudence and Forensic Science of the Humanitarian Institute of SPbPU. This year’s conference acquired special significance in connection with the celebration of the 80th anniversary of Victory in the Great Patriotic War.

    The plenary session was opened by the Vice-Rector for Security of SPbPU Alexander Airapetyan. He congratulated everyone on the 80th anniversary of the Victory in the Great Patriotic War, noting the importance of the scientific and practical events of the Polytechnic University, which play a fundamental role in consolidating security and maintaining unity. The Director of the Higher School of Law and STE Dmitry Mokhorov welcomed the conference participants, congratulated them on the Great Victory Day, reflecting the fateful milestones of polytechnic thought in Russian and Soviet reality.

    Traditionally, the event brought together leading scientists and representatives of the professional community from the system of state and municipal administration, the judicial system, law enforcement agencies, the legal profession, notaries, forensic examination and representatives of the real sector of the economy.

Deputy Head of the Secretariat of the Council of the Interparliamentary Assembly of the CIS Member Nations, Director of the International Institute for Monitoring the Development of Democracy, Parliamentarism and Observance of Electoral Rights of Citizens of the CIS Member States Ivan Mushket read out a greeting from the Secretary General – Head of the Secretariat of the Council of the IPA CIS Dmitry Kobitsky. In his address, Dmitry Kobitsky emphasized the importance of the unity and courage of the Soviet people, noting that the Victory in the Great Patriotic War is a common heritage, and also called for confronting racism and xenophobia, recalling the criminal actions of Nazism, recognized by the International Military Tribunal in Nuremberg.

    Law should serve as a tool for maintaining justice, protecting human rights and freedoms, and we must work on its development together, noted Dmitry Kobitsky.

    The President of the Leningrad Region Bar Association, Denis Laktionov, greeted his colleagues on behalf of the legal community and emphasized the practical importance of the traditional conference “Problems of Law in Modern Russia” for the industry.

    Olga Safronova, Director of the Legal Department of the North-West Bank of Sberbank PJSC, noted the demand for significant events aimed at legal education and educating young people in the spirit of respect for the law and historical justice, emphasizing that the modern realities of the development of scientific and technological progress require us to take adequate professional measures to protect state interests and the rights of citizens, especially in the field of cybersecurity.

    Representatives of legislative and executive bodies of federal and regional authorities, courts, the prosecutor’s office, the Investigative Committee, and law enforcement agencies sent welcoming words to the organizing committee and participants.

    The scientific part of the plenary session included reports on the issues of historical justice of the Nuremberg Trials in the context of modern understanding, the role of the prosecutor’s office during the war and the problems of cybersecurity in the modern social and legal reality. The participants were addressed by Vladimir Mikhailov, Senior Justice Advisor, Senior Prosecutor of the Criminal and Judicial Department of the Leningrad Region Prosecutor’s Office, Artem Klinitsky, Associate Professor of the Higher School of Law and European Economics, and representatives of the North-West Bank of Sberbank Olga Safronova, Natalia Eroshenko and Kirill Yakovlev.

    At the end of the meeting, a video trailer for the historical film “Blockade Justice” was shown, containing rare archival footage of the activities of the courts, prosecutors and lawyers during the Great Patriotic War.

    On the first day of the conference, work was carried out in the sections “Theoretical-historical and public-law sciences”, “Private law (civil) sciences”, “Criminal-law sciences”. More than 250 people took part in the conference in person and over 70 section reports were presented, and an online broadcast with the possibility of open connection was also conducted. Abstracts of the reports will be published in a collection based on the results of the conference, and the best articles will be sent to the journals of the Higher Attestation Commission and the Russian Science Citation Index.

  • MIL-OSI Australia: Crocodile captured in Tyto Wetlands at Ingham

    A 3.4-metre estuarine crocodile that was occupying a waterbody in Ingham’s Tyto Wetlands was removed from the wild on 10 May 2025.

    The Department of the Environment, Tourism, Science and Innovation (DETSI) targeted the animal for removal due to its size and location near a high-use recreational area and children’s playground.

    DETSI received multiple sighting reports from concerned members of the public, and a site assessment by wildlife rangers confirmed the presence of the crocodile.

    Senior Wildlife Ranger, Tony Frisby said reporting crocodile sightings is important for public safety, by providing the department important information about the crocodile’s size, location and behaviour.

    “We’d like to thank those people who reported the crocodile. Their information helped us to determine that it should be declared a problem crocodile and targeted for removal,” Mr Frisby said.

    “The crocodile was captured in a baited trap and it will be rehomed at a crocodile farm or zoo.

    “People are reminded that the Ingham area is crocodile habitat, and crocodiles do move in and out of the artificial Tyto Wetlands, particularly during flooding.

    “Crocodiles could be present in any waterway in the Ingham area, and people should make sensible choices when they are around the water.

    “As we head into winter, crocodiles will likely spend more time on creek and riverbanks, and may be seen in locations where they haven’t been seen in years or haven’t been seen before.

    “It is important to report all crocodile sightings to us as soon as possible, and wildlife rangers investigate every sighting report.”

    Crocodile sightings can be reported by using the QWildlife app, completing a crocodile sighting report on the DETSI website, or by calling 1300 130 372. The department investigates every crocodile sighting report received.

  • MIL-OSI United Nations: Cities Unite for Data-Driven Urban Resilience: UNDRR & WCCD Host Workshops in Vaughan, Canada, and Ajman, United Arab Emirates

    Cities around the world have a tremendous opportunity to enhance their urban resilience by leveraging standardized, reliable data. Such data is crucial for evidence-based, needs-driven planning and for attracting investment in disaster risk reduction and sustainable development. By utilizing consistent and verifiable data, cities can present compelling cases to investors, securing the necessary funding for critical infrastructure projects. This approach not only improves immediate disaster preparedness but also supports long-term urban planning and sustainability efforts.

    Recognizing this potential, the United Nations Office for Disaster Risk Reduction (UNDRR) and World Council on City Data (WCCD) jointly hosted workshops in Vaughan, Canada, and Ajman, United Arab Emirates. The central theme, “Data for Resilient Cities,” emphasized the importance of standardized, third-party verified city data in fostering collaboration between local governments and the financial sector. This data is essential for strategic planning and mitigating risks through resilient infrastructure investments.

    The workshops, held on 24-25 April in Vaughan welcomed cities primarily from the Americas and Europe—including Toronto, Vaughan, Mississauga, the Regional Municipality of York (Canada), Reykjavik (Iceland), Montevideo (Uruguay), Buenos Aires (Argentina), and Montego Bay (Jamaica)— while the Ajman session on 6-7 May convened participants from Africa, the Middle East, and Asia, including Al Madinah (Saudi Arabia), Makati City (Philippines), Windhoek (Namibia), Kisumu (Kenya), Minna (Nigeria), Banjul (The Gambia), Ajman (UAE), and Doha (Qatar). These cities engaged in fruitful exchanges of experience on the use of data, ISO certification, and urban resilience strategies and planning—demonstrating the power of peer learning and global cooperation in advancing resilient urban development.

    Participants were introduced to ISO 37123—Indicators for Resilient Cities and ISO 37125—Environmental, Social, and Governance (ESG) for Cities. These standards provide a robust framework for cities to align their resilience planning with private sector financing, ensuring informed investment decisions based on reliable ESG metrics.

    Hosted by Vaughan and Ajman—the world first ISO37123 certified cities, the workshops focused on two main areas: strategic planning and resilience data, and financing resilient infrastructure. The session highlighted the importance of data in the implementation of ISO 37123, emphasizing the role of certified resilience data in risk reduction planning, disaster recovery, and urban governance. Peer-to-peer exchanges allowed cities to share lessons learned and discuss resilience challenges and solutions. Additionally, the introduction of ISO 37125 explored how ESG metrics can unlock capital markets. Sustainable finance leaders engaged in discussions on the role of certified city data in supporting municipal bonds, green bonds, and other sustainable investment vehicles.

    Participants left the workshops with a comprehensive understanding of how ISO-certified data can be applied to strengthen disaster risk reduction and capital planning, and how data insights help align local resilience goals with global finance frameworks.

    These workshops were part of the UN-led Making Cities Resilient 2030 (MCR2030) initiative and support the Sendai Framework for Disaster Risk Reduction and UN Sustainable Development Goals. They mark pivotal moments where cities and the financial sector unite around standardized, verified data to drive resilient investment.

The events also underscored the importance of city-to-city learning and exchange in fostering collaboration and network among cities on disaster risk reduction and climate resilience.
