  • MIL-OSI United Kingdom: First St Albans Spring Festival hailed as “a major success”

    Thousands of people enjoyed a new St Albans City Centre event which has been hailed as “a major success.”

    The first St Albans Spring Festival was a celebration of food, well-being, community spirit and sustainability.

    Among the many attractions were live music, arts and crafts, street theatre and dozens of stalls selling takeaway food, drink and other produce. 

    There were also opportunities to learn, play and create with fun activities.

    The event, on Sunday 18 May, saw St Peter’s Street, Chequer Street and High Street closed to traffic.

    To ensure accessibility, sighted guides and British Sign Language interpreters were  in attendance while there was also priority seating and wheelchair ramps.

    St Albans City and District Council organised the event which was part-funded by the UK Shared Prosperity Fund and sponsored by Code Ninjas, Côte St Albans and Corker Taxis.

    Councillor Anthony Rowlands, Lead for Events, said:

    I am delighted at how well our first Spring Festival was received and have no doubt that it was a major success.

    This was a new City Centre event and the response from our residents and visitors was outstanding. 

    There was a huge turn out with people enjoying the many exciting activities and entertainment that were on offer, much of it free.

    One of our aims was to highlight the District’s thriving hospitality sector and it was pleasing to see so many people sampling their food and drink products at the many stalls that were in operation.

    I would like to thank our events team and our sponsors for making this wonderful event possible and I am sure we will look to bring it back next year. The crowds show there is certainly a demand for it.

    After a long drive to Godrevy lighthouse near St Ives in Cornwall, the wind is blowing and the waves are crashing. I’m here with BBC radio producer Jo Loosemore, on a roadtrip to meet some of the marine scientists researching how ocean health is vital to our future.

    As we squeeze between crevices in the cliffs to shelter from the elements at Godrevy beach, I interview Ed Gasson, a glaciologist at the University of Exeter. His story is full of surprises.

    This corner of north Cornwall is one I have visited many times, usually on bright, sunny days during weekend getaways or family holidays. I’ve gazed at the lighthouse, enjoyed spotting seals on the rocks beneath, and sat with both icecream and binoculars in hand on the benches by the coast path.

    But I had never looked closely at these cliffs below, until now. And I could never have guessed that this coastline had any connections to the ice age, the Antarctic or sea-level rise.

    In a collaboration between The Conversation and BBC South West, Secrets of the Sea is a new series that showcases local stories with global significance. World experts based across Devon and Cornwall are at the forefront of marine research into seaweeds and seagrass, seabed restoration and offshore shellfish farming.

    From the rocky foreshore in Torquay to the mussel-covered pontoons of Plymouth harbour, I’ve been speaking to scientists about their work, their passions and the potential for our oceans to hold the key to climate resilience. Healthier seas mean our planet will be much better able to weather the stormy seas of the climate crisis.

    Each of the six radio programmes and accompanying articles delves into a different aspect of our oceans.     A new study from the University of Aberdeen and McGill University Canada, and published in Global Ecology and Biogeography, has found that the impact of climate change on adult animals is strongly affected by the impact they experienced as juveniles.
    The scientists studied dragonflies, and found that, across Europe, the conditions in lakes, streams, and wetlands that shape the morphological diversity of aquatic juveniles (nymphs) are more important in explaining the diversity of terrestrial adults than conditions on land. These findings challenge conventional biodiversity models that focus only on the adult stage and provide a new framework for understanding the cascading effects of climate and habitat changes across life stages.
    Study author Dr Lesley Lancaster from the University of Aberdeen’s School of Biological Sciences said: “This is a really important study, as many predictions for how climate might impact diversity are based on observations of adult stages, because these tend to be more active, visible, and larger. However, we find that the observed climate impacts are actually largely indirect consequences of processes impacting juveniles – but we did find that direct impacts of climate on adults becomes more important at higher latitudes.

    Lead author Dr. Lars L. Iversen, from McGill University, added: “This is really useful going forward, as the results will provide a new general rule to guide how biodiversity scientists forecast climate responses – depending on juvenile or adult characteristics. The results can also help members of the public to understand how life stage is important in driving climate responses.
    “Finally, scientists and policy makers will be able use the data to determine whether they should target juveniles or adults for active climate adaptation and mitigation practices.”
    The study was funded by the Natural Sciences and Engineering Research Council of Canada, the Federal Ministry of Education and Research (Germany), and the Leibniz Association.

  • MIL-OSI Asia-Pac: CE meets Minister of General Administration of Customs (with photo)

    The Chief Executive, Mr John Lee, met with the Minister of the General Administration of Customs, Ms Sun Meijun, at Government House today (May 19) to exchange views on strengthening enforcement and co-operation between Hong Kong and Mainland Customs. Also attending the meeting were the Secretary for Environment and Ecology, Mr Tse Chin-wan; the Secretary for Commerce and Economic Development, Mr Algernon Yau; the Acting Secretary for Security, Mr Michael Cheuk; the Director of the Chief Executive’s Office, Ms Carol Yip; and the Commissioner of Customs and Excise, Mr Chan Tsz-tat.
     
    Mr Lee welcomed Ms Sun and her delegation to Hong Kong to attend the World Customs Organization (WCO) Asia/Pacific Regional Heads of Customs Administrations Conference. He expressed his gratitude to the General Administration of Customs for supporting the Hong Kong Customs and Excise Department in its bid for the Vice-Chairperson for the Asia/Pacific region of the WCO (2024-2026), which was elected in June last year. Such an election not only reflects the support of the country and the Asia-Pacific region for Hong Kong but also consolidates Hong Kong’s role as a “super-connector”.
     
    Mr Lee also mentioned Ms Sun’s presence at the signing ceremonies of co-operation documents between the General Administration of Customs and the Hong Kong Special Administrative Region Government, which aim to promote the safety and seamless flow of people and goods between the Mainland and Hong Kong, as well as co-operation on exporting Hong Kong dairy and meat products to the Mainland. These initiatives will enhance Hong Kong’s position as an international trade and shipping centre, laying a solid foundation for further co-operation between Hong Kong and Mainland Customs.
     
    On enforcement co-operation, Mr Lee said that Hong Kong and Mainland Customs have been working together to combat cross-boundary smuggling activities and prevent and detect smuggling of contraband through various measures, including the exchange of intelligence and conducting joint operations. He said he hopes that Hong Kong and Mainland Customs in future can continue to maintain close co-operation on immigration and customs clearance, anti-smuggling and anti-drug trafficking, as well as trade facilitation.

  • MIL-Evening Report: Environmentalists question Henry Puna’s role in deep sea mining firm

    Environmentalists in the Cook Islands have criticised former Prime Minister and Pacific Islands Forum (PIF) head Henry Puna for joining the board of a deep sea mining company.

    Puna, who finished his term as PIF secretary-general in May last year, played a pivotal part in the creation of multi-use marine park, Marae Moana, in 2017.

    The marine protected area extends over the entire country’s exclusive economic zone (EEZ), covering an area roughly the size of Mexico.

    It prohibits large-scale commercial fishing and seabed mining within 50 nautical miles of each of the 15 islands.

    Puna has now joined the board of deep sea mining company Cobalt Seabed Resources (CSR) — a joint venture between the Cook Islands government and the Belgian company Global Sea Mineral Resources.

    CSR is currently undertaking exploration in the Cook Islands EEZ, along with two other companies. It also has an exploration licence in the Clarion-Clipperton Zone, located in the high seas in the central Pacific Ocean.

    Environmental advocates say Puna’s new role conflicts with his conservation work.

    Simultaneously pushing for Marae Moana
    The Te Ipukarea Society said Puna was interested in the deep sea mining industry while simultaneously pushing for the creation of Marae Moana during his time as Prime Minister.

    “It is something to be wary about with his new role and maybe how he will go about green washing how the deep sea mining company operates within our waters and their actions,” the environmental charity’s director Alana Smith said.

    While in Parliament, Puna was an MP for the Northern Group atoll Manihiki.

    Manihiki resident Jean-Marie Williams said Puna was a good man

    However, Williams believes the benefits of deep sea mining will not be seen on his island.

    “We could make money out of it,” he said. “But who’s going to make money out of it? Definitely not the people of Manihiki.

    “The corporat[ions] will make money out of it.”

    ‘First to know’
    However, William Numanga, who previously worked for Puna as a policy analyst, does not view it like that.

    “Remember, Henry lives on an atoll, up north, so if there is any effect on the environment, he would be first to know,” Numanga said.

    “I do not think he will be putting aside a lot of the environmental concerns or challenges. He will be making sure that those environmental concerns are factored into this development process,” he added.

    He believes Puna’s “passion for environmental protection”, coupled with his desire for economic development, makes him a good fit for the role.

    Auckland doctoral student Liam Koka’ua said the company, which has the aim of extracting valuable minerals from the seabed, went against the purpose of Marae Moana.

    “If you truly believe Marae Moana is a place that must be protected at all costs and protected for our sustained livelihood and future and be protected for generations to come, then I don’t think rushing into an experimental industry that could potentially have huge impacts is aligned with those intentions,” Koka’ua said.

    RNZ Pacific has made multiple attempts to reach Puna for comment, but has yet to receive a response.

    However, in a statement, he said CSR was “uniquely placed to make advances for the people of the Cook Islands”.

  • MIL-OSI Asia-Pac: Import of poultry meat and products from areas in Brazil and US suspended

    The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (May 19) that in view of notifications from the World Organisation for Animal Health (WOAH) about outbreaks of highly pathogenic H5N1 avian influenza in Municipality of Montenegro of the State of Rio Grande do Sul in Brazil, and Aurora County of the State of South Dakota and Douglas County of the State of Illinois in the United States (US) respectively, the CFS has instructed the trade to suspend the import of poultry meat and products (including poultry eggs) from the above-mentioned areas with immediate effect to protect public health in Hong Kong.

    A CFS spokesman said that according to the Census and Statistics Department, Hong Kong imported about 9 400 tonnes of frozen poultry meat from Brazil; and about 12 290 tonnes of chilled and frozen poultry meat, and about 1.19 million poultry eggs from the US in the first three months of this year.

    “The CFS has contacted the Brazilian and American authorities over the issues and will closely monitor information issued by the WOAH and the relevant authorities on the avian influenza outbreaks. Appropriate action will be taken in response to the development of the situation,” the spokesman said.

    KUALA LUMPUR, May 19 (Xinhua) — Malaysians bid a tearful farewell to giant panda pair Xingxing and Liangliang on Sunday as they departed for China after an 11-year stay.

    Dozens of fans of the two pandas had already gathered at 05:00 outside the Giant Panda Conservation Centre at Zoo Negara in Kuala Lumpur.

    As transport arrived to take Xingxing and Liangliang to Kuala Lumpur International Airport, many people waved emotionally goodbye to the giant pandas, while some took photos and videos.

    Among those gathered was the zoo’s vice president, Rosli Rakhmat Akhmat Lana. She said the panda keeper would accompany her charges to China and stay there for a few days to help them settle in.

    “The pandas are healthy. We have always supported the panda conservation program. I am truly grateful to the fans who came today… their presence shows how much they care,” the zoo’s vice president told the media.

    In 2014, a pair of giant pandas were loaned to the Malaysian government for 10 years to mark the 40th anniversary of diplomatic relations between Malaysia and China. They have played a key role as “ambassadors,” strengthening the friendship between the peoples of the two countries.

    During their stay in Malaysia, Xingxing and Liangliang gave birth to three cubs, all of which were previously safely returned to China. –0–

  • MIL-OSI Economics: Development Asia: How Public Assurance Systems Improve ESG Disclosure and Investor Trust

    Environmental, Social, and Governance information—non-financial corporate data—has become increasingly important in today’s market. According to Bloomberg earlier this year, global ESG investments amounted to USD 30 trillion in 2022 and are expected to surpass USD 40 trillion by 2030. As studies continue to show that ESG performance influences corporate value, financial outcomes, and borrowing costs, ESG disclosure is now taken more seriously than ever.

    However, the legal framework for ESG disclosure remains incomplete, leaving consumers and investors vulnerable to misleading practices such as ESG washing. ESG investments are rapidly growing and influencing business activities, yet concerns[1] persist over greenwashing—where companies falsely promote or exaggerate the environmentally friendly attributes of their actions or products. International organizations and regulatory authorities across various countries are working to establish and strengthen non-financial disclosure requirements, but a universal regulatory framework is unlikely to emerge quickly due to the complexity and diversity of ESG information.[2]

    Despite these challenges, such a regulatory framework is essential, as greenwashing fosters false perceptions among consumers and investors, leading to misunderstanding and potential harm. A notable example is the 2015 Volkswagen emissions scandal, in which the company deliberately manipulated diesel engine performance during emissions tests, misleading regulators and consumers alike.[3] More recently, concerns have been raised that banks with weak ESG evaluations have greenwashed their performance by increasing lending to companies with stronger ESG ratings.

    While establishing a legal framework to impose sanctions for misleading ESG disclosures would help mitigate greenwashing risks, developing such a system is expected to take significant time. Although ESG disclosure obligations are strengthening worldwide, variations in mandatory reporting content and format between countries will likely persist for the foreseeable future. Ensuring consistency, accuracy, and comparability in ESG disclosures remains a complex challenge.[4]

    Moreover, non-financial information—such as environmental, governance, and social data—often presents greater information asymmetry between companies and investors than financial metrics. Quantifying and standardizing this information is difficult, as its relevance varies by industry, making it challenging to define uniform disclosure standards. Additionally, some ESG disclosure obligations have not been introduced based on investor materiality but rather due to historical factors, such as responses to industrial accidents, social concerns, environmental damage, or governance failures.[5]

    As a result, reporting obligations for many critical ESG indicators that matter to investors remain absent or incomplete. Yet, markets and investors must continue making decisions based on these fragmented disclosures, increasing the risk of confusion and financial loss.

  • MIL-OSI NGOs: Leo XIV and the greatest challenge of our time

    Following his piece on the late Pope Francis, Jefferson Chua continues his reflections on the relationship between the Papacy of the Roman Catholic Church and climate change, now in the hands of a new pontiff.

    There is a photo of Robert Francis Prevost, back then when he was still archbishop in Chiclayo, Peru, wading through the floodwater that devastated his parish during the historic 2017 El Niño floods. He struck a calm figure who had little to no qualms about being in the middle of  a disaster. The photo made me think: what does Prevost, now Pope Leo XIV, think of climate change, and–more importantly– the solutions needed to address it?

    There are quite a number of clues as to what he would have thought about climate change. He largely aligns with the late Pope Francis’s pivot towards the environment and the Laudato Si agenda, in urging the church to transform words into action in addressing the climate crisis. He has likewise called for a “non-tyrannical relationship” with nature as a key ingredient in climate action, while warning of serious consequences brought about by technological innovation if it is not grounded in a reciprocal relationship with nature.

    In the same breath he also mentions the Vatican’s recent adoption of solar power as well as the purchase of electric vehicles as positive steps in addressing climate change. In his younger years he has also pushed for petitions and shared opinions that seem to align with more urgent climate action and international cooperation.

    I am drawn to the pope’s choice of name. His nominal predecessor, Leo XIII, stands among the giants of the petrine ministry because he took on arguably the greatest challenge of the church during his time: its relationship with the modern world. His encyclical, Rerum Novarum, not only articulated the church’s positionality in the modernizing and industrializing world, but also spoke about the dangers of unchecked capitalism and its impacts on rights, especially that of workers and laborers. In other words, Leo XIII signalled a critical gaze on unchecked profiteering and how this pursuit of more growth and wealth comes at the expense of the rights of those that were instrumental in achieving that wealth.

    I wonder if Leo XIV will be able to transpose this critical gaze onto arguably the greatest challenge of our time, the climate crisis. Our era is characterized by the near-total domination of the corporate few who have reaped in record profits at the expense of everyone. Climate impacts have been increasing in intensity and regularity more than ever, resulting in staggering global losses. In 2024 alone, estimates vary from insurance payouts worth USD 137 billion, to upwards of USD 229 billion with just the ten costliest disasters of last year.

    In contrast, just the five largest investor-owned oil and gas companies–Shell, Exxon Mobil, British Petroleum, Chevron, and Total Energies–earned USD 102 billion in 2024. The figure becomes even more mind-boggling if one looks at their profits in the last decade, which amounted to almost USD 800 billion. This greed is underlined by their business practices, with all of them announcing in different manners of speaking that they will not be phasing out oil and gas and will be cutting investments in green and renewable energy, while at the same time spending astronomical amounts of money to run advertising and marketing campaigns that paint a rosy picture of their supposed concern for the environment and climate action.

    Taking a broader view lays bare this gross inequality: the world’s wealthiest 10% has caused two-thirds of global warming since 1990, which boils down to not just individual lifestyle choices, but more importantly to the concentration of wealth held by a very few but powerful group of people. 

    It is amid this sad and alarming backdrop that we find Leo XIV, who inherits a church in a world that is increasingly more difficult to live in, especially by those at the frontlines of the climate crisis. It is this world that also beckons on Leo XIV to transform the church “from words to action.” Climate action must go beyond platitudes and pursue accountability. 

    There are hopeful signals within the church. A good example would be the Philippines, which constantly ranks as among the most vulnerable countries to climate impacts. For instance, the Roman Catholic Church in the country has set 2025 as the target year when it will be fully divesting from coal and fossil gas investments. Religious-run academic institutions such as Mapua University has likewise pronounced that it too will be divesting from fossil fuels. Church-based grassroots communities and priests have likewise supported environmental defenders and indigenous groups against unchecked transition mineral mining, and have called for holistic climate accountability policies such as the CLIMA Bill. That there is a wealth of examples in the frontiers of the climate crisis should push Leo XIV to take on the fight for climate justice beyond discursive urging. He inherits a church that is suffering precisely because it is in the frontlines. In this manner, Leo XIV himself, through the office entrusted to him, also inherits this moral responsibility to act.

    Perhaps none can encapsulate this moral imperative of his papacy better than an example from his adopted home, Peru. Saul Luciano Lliuya, a farmer from Huaraz, Peru, filed a case against German energy company RWE AG. Initially filed in 2015, Lliuya contested that RWE’s emissions–which is considered one of the biggest emitters in Europe–had a direct impact on the climate that is threatening the claimant’s home. After a successful appeal process in 2017 and initial hearings in March 2025, the court will issue an announcement this May. Lliuya’s case takes on and represents an increasingly-familiar experience by climate-impacted frontline communities of no accountability and increasing impacts.
    One can imagine Leo XIV, in his white cassock, bearing witness to the increasing frequency of floods that Lliuya and countless others are experiencing and, perhaps, likewise add his influential voice to the growing chorus of those calling for accountability. If he is true to his name, and if his papacy signals an unbroken line from Francis’s concerns in Laudato Si, then there is no other alternative to calling out those who are most responsible for the climate crisis: not just individuals, not just countries, but corporations that have accumulated so much wealth while the least of us suffer the worst consequences of a common home in crisis.

    Swathes of South Australia, Victoria, Tasmania and Western Australia are in the grip of drought as they experience some of the lowest rainfall totals on record.

    Farmers are spending eye-watering amounts of money buying feed, or selling stock to stay afloat.

    Some towns are already on water restrictions. Those not connected to the mains water system are in a perilous situation. In the Adelaide Hills, water is being trucked in to fill empty rainwater tanks and dams.

    The story playing out across southern Australia could be a glimpse of what’s to come. Our recent research suggests southern Australia may experience longer and more intense droughts in the future, as the climate changes.

    How bad is this drought?

    Parts of southern Australia have been experiencing drier than normal conditions for well over a year.

    Conditions on the ground are worsening as the drought continues.

    In Adelaide, the desalination plant has ramped up to maintain water supply. Similarly, Victoria’s desal plant has fired up for the first time since 2022 as dam levels fall.

    Farmers are facing some of the driest conditions in decades, and financial pressures are mounting.

    Nature, too, is struggling. Waterways, wetlands and deep pools have dried up, leading to fears for endangered fish, insects and many other species.

    Where has the rain gone?

    In a drought-prone country such as Australia, there’s an age-old question: why do the rains sometimes disappear?

    Our recent research shows Australian scientists are getting closer to answering this question.

    We now know Australian droughts develop when weather systems that lift and carry moisture from the ocean – to fall as heavy rain on land – disappear. When these weather systems return, the droughts break.

    These kinds of weather systems have been notably absent from southern Australia in recent months. Instead, slow-moving high-pressure systems, which typically bring warm and dry conditions, have been the standout feature across southern Australia.

    For Australia, the driest inhabited continent, heavy rains are what keep drought at bay. Last spring and summer, drought conditions were building in parts of Queensland and northern New South Wales. But then Tropical Cyclone Alfred brought heavy rains, dumping up to four times as much rain as these areas usually get in February and March.

    Similarly, heavy rains at the end of last year helped parts of northern and central WA avoid drought conditions.

    Unfortunately, western Victoria and southern SA have had no such luck.

    Drought is more likely to break if weather systems and climate drivers are favorable, such as the Indian Ocean Dipole (IOD) in its negative phase, the Madden-Julian Oscillation (MJO) in its wet phase, the El Niño–Southern Oscillation in its La Niña phase, the Interdecadal Pacific Oscillation (IPO) in its negative phase and the Southern Annular Mode (SAM) active.     How long will the drought last?

    If farmers, water authorities and policymakers knew how much longer this drought would last, they could make clear plans. Keep or sell livestock? Impose water restrictions or wait?

    Unfortunately, drought timing is very hard to predict. As our research shows, the climate processes that bring weather systems laden with heavy rain are complex.

    But we do know heavy and persistent rain is needed to break the drought. And the current forecast shows there’s a decent chance of that as we head towards spring. Though forecasts can change, and those with skin in the game will have their eyes glued to next month’s update to the Bureau of Meteorology’s rainfall outlook.

    It also helps that we’re heading into what’s usually the rainier time of year. This means the odds of receiving decent rain are higher at this time of year than if we were heading into summer.

    Dry and drier

    Over the past few decades, southern Australia has become drier. Drying has been most pronounced during the cooler months, between April and October. Some parts of southern Australia have also become more drought-prone, with the number of months spent in drought increasing over this time.

    Maps of the current dry conditions across southern Australia closely follow the regions projected to experience longer and more frequent drought conditions in future.

    It’s too early to draw a clear line between climate change and this particular drought. But the weight of evidence shows southern droughts are likely to strike more often in the future. The Tinderbox Drought from 2017–19, for instance, was the first Australian drought to show a possible worsening from climate change.

    The good news? We now know more about how Australian droughts work. This means we can now be more confident in the direction of Australia’s water future than in past decades.

    We must urgently use this new knowledge to develop innovative solutions that will allow Australia to thrive in a climate of increasingly variable water availability. Solutions will involve setting sustainable limits on water use, introducing water recycling and improving efficiency, among other measures.

    Though solutions may look different in different parts of Australia, one thing rings true everywhere: we all need to make every drop count.

    Four of Aotearoa New Zealand’s leading environmental organisations have today issued a joint open letter to Prime Minister Christopher Luxon, urging him to reject the Regulatory Standards Bill in full.

    The Regulatory Standards Bill is being discussed in Cabinet on Monday, 19 May 2025.

    The open letter, signed by the executive directors of Forest & Bird, Greenpeace Aotearoa, the Environmental Defence Society (EDS), and WWF-New Zealand, describes the Regulatory Standards Bill as “an unprecedented threat” to environmental protection, climate action, and the country’s democratic and constitutional foundations.

    The organisations warn the Bill would create a dangerous new precedent where governments are expected to compensate companies if new environmental protections interfere with their property, effectively turning the polluters pay principle on its head.

    BEIJING, May 18 (Xinhua) — Chinese and international scientists have found a significant deterioration in the global capacity to restore forests after large-scale wildfires in the 21st century, with less than a third of damaged forests able to recover within seven years after a fire.

    The study, published in the journal Nature Ecology

    A research team led by Chen Ziyue of Beijing Normal University, Wu Zhaoyang of the Institute of Geographical Sciences and Natural Resources Research, Chinese Academy of Sciences, and Josep Peñuelas of the Autonomous University of Barcelona, Spain, analyzed 3,281 large forest fires worldwide using a hybrid methodological framework.

    The main results show that since 2010, the average intensity of large wildfires has increased by 42.9 percent in drylands and 54.3 percent in boreal zones, with western North America, north-central Siberia, and southeastern Australia being the hardest hit. Post-fire recovery rates have declined sharply since 2010, as the area where recovery has stalled has increased from 22.6 percent to 25.6 percent, with forest structure and productivity posing particular challenges for recovery.

    The study warns that reduced fire resilience could lead to catastrophic losses of biodiversity, biological resources and carbon sinks that far exceed direct fire emissions, seriously disrupting the global carbon cycle. Forest ecosystems damaged by fires are currently facing unprecedented challenges to natural recovery, exacerbated by extreme climate events such as heat waves and drought.

    Natural recovery mechanisms can no longer cope with increasing climate pressure, Chen Ziyue said, calling for systematic international intervention at critical stages of post-fire recovery, including scientifically planned reforestation and ecological restoration projects.

  • MIL-OSI Asia-Pac: Six Polytechnic and ITE Students Awarded Environmental Services Scholarships

    Singapore, 17 May 2025 – The National Environment Agency (NEA) has awarded scholarships to six students under the NEA-Industry Scholarship Programme for the Environmental Services (ES) industry. At a ceremony today, Dr Koh Poh Koon, Senior Minister of State for Sustainability and the Environment, emphasised the industry’s indispensable role in providing essential environmental and public hygiene services to the nation. Introduced in 2020, the NEA-Industry Scholarship programme forms part of ongoing industry transformation efforts to attract talent, create quality jobs, and improve job prospects in the ES Industry.

    Fourth cycle of NEA-Industry Scholarship

    2          Since 2020, the programme has awarded 26 scholarships. NEA received 60 applications in this fourth cycle and through a rigorous selection process, six[1] deserving individuals received scholarships. They will take on job roles such as Data Analysts, Environmental Services Specialists, Field Application Engineers, IT Solution Coordinators, and Robotics Research Analysts with sponsoring organisations Chye Thiam Maintenance Pte Ltd, Hong Ye Group Pte Ltd, Metabots Pte Ltd, and LS 2 Services Pte Ltd upon graduation.

    3            Amongst the recipients is 18-year-old Ms Ng Jing Yi Kellyn, a Year 2 student at ITE College Central who is currently pursuing a Higher Nitec in Mechatronics Engineering. Kellyn recognises that the work in cleaning, pest management and waste management is crucial in ensuring a clean, and safe environment. Matters relating to landfill utilisation are particularly concerning to her, and she understands that every action counts towards reducing the amount of waste that is generated. Kellyn will be joining Hong Ye Group Pte Ltd, a company which offers tailored cleaning and facility management services, as an IT Solutions Coordinator. She looks forward to making an impact on the environment and public health and is excited to learn the ropes to optimise IT infrastructure and ensure smooth operations during her career.

    4            Another scholar is 20-year-old Ms Chan Xi Cecilia, a Year 3 student studying Big Data and Analytics at Temasek Polytechnic, who believes in the transformative power of data in enabling better business decisions. Cecilia is looking forward to contributing to the ES industry as a Robotic Research Analyst with Metabots Pte Ltd, where she will analyse large volumes of data generated by the company’s cleaning robots to enhance robot performance. She will also conduct research to improve robotics through data analysis, machine learning, and new algorithm development. She hopes to apply her knowledge in data analytics which will help front line workers perform their jobs with greater ease.

    5            The NEA-Industry Scholarship programme continues to receive strong industry support from industry partners. LS 2 Services Pte Ltd, a home-grown company offering integrated environmental services and returning sponsoring organisation, has hired four scholars across three cycles of the programme. LS 2’s scholars are from Temasek Polytechnic, which is home to Singapore’s pioneering Enviro Tech Innovation Hub (ETIH@TP). Ms Tan Wei Ying, COO of LS 2 Services said, “The scholars are environmental champions who apply intelligent, interoperable solutions to enhance productivity and address manpower challenges. It is important that we continue to groom tech-savvy talents to lead industry innovation.” LS 2’s scholars will have the opportunity to gain real-world experience through direct involvement in ETIH projects.     Congressman Chris Pappas (NH-01), along with U.S. Senators Jeanne Shaheen (D-NH) and Maggie Hassan (D-NH), and U.S. Representative Maggie Goodlander (NH-02), today welcomed the announcement of over $2 million in federal funds they helped secure from the U.S. Environmental Protection Agency (EPA) to clean up contaminated Brownfield sites in Nashua, Milford and Concord. New Hampshire has received more than $72 million in Brownfield funding since the program began in 1994. While the delegation welcomed the funds Congress approved on a bipartisan basis, they criticized the Trump administration for proposing to cut virtually all funding for EPA grant programs to states, like the Brownfields program, and rolling back other environmental protection programs at the EPA that help keep Granite Staters and the environment healthy.

    “New Hampshire’s economy and way of life are rooted in our surroundings, and it’s great to see these funds delivered to New Hampshire to clean up contaminated sites,” said Congressman Chris Pappas. “However planned layoffs, funding cuts, the cancellation of critical research projects, and the EPA’s recent announcement that it will rescind limits keeping toxic PFAS chemicals out of our water will directly harm Granite Staters.     Disbursed through the EPA, the City of Concord will receive $678,000 to clean up the former Concord Stables site, which has been vacant for decades and is contaminated with petroleum products and inorganic contaminants. Nashua Regional Planning Commission will receive $1,500,000 to conduct environmental assessments and advance cleanup plans, including in the downtown neighborhoods of Nashua and Milford.

    Washington, DC – Today, U.S. Representative Zoe Lofgren (CA-18) and Rep. Andrea Salinas (OR-06), the daughter of a former farmworker and a leader in the Congressional Hispanic Caucus, along with U.S. Senators Alex Padilla (D-CA) and Michael Bennet (D-CO), reintroduced the Disaster Relief for Farm Workers Act. This legislation would provide compensation for farmworkers who lose out on wages due to extreme weather, public health emergencies, and other disasters beyond their control. The bill was first introduced in the 118th Congress.

    “When extreme weather occurs, farmworkers across our country continue to feed the nation. And yet, these essential workers and their families face great uncertainty when unexpected disasters harm their communities and livelihood. For example, hundreds of farmworkers in my congressional district faced displacement and lost wages after severe flooding devastated the Pajaro community in early 2023. We owe them – and all farmworkers – more. The Disaster Relief for Farm Workers Act ensures America’s indispensable farmworkers can receive disaster relief funding they need and have earned,” said Rep. Lofgren.

    “Extreme weather and natural disasters are only getting worse with climate change. Unfortunately, many of the hardworking individuals who grow and harvest our food do not receive direct financial support when they are forced to miss work and lose wages as a result of these disasters,” said Rep. Salinas. “My legislation would finally correct this injustice by providing federal disaster relief for farmworkers. This change is well-deserved and long-overdue, and I will continue to advocate for the brave men and women who help feed America.”

    “California’s farm workers often work under extreme conditions to help put food on the table for hundreds of millions of Americans,” said Sen. Padilla. “But increasingly frequent natural disasters, including historic flooding in Pajaro, have devastated California’s agricultural communities. We must protect the heart of our nation’s food supply by providing critical emergency assistance to these essential workers.”

    “Agriculture is the backbone of Colorado’s economy and central to our Western way of life, but as climate-fueled disasters become increasingly common, our state’s farm workers are paying the price,” said Sen. Bennet. “Our bill will help ensure the people that grow America’s fruits, vegetables, and other crops get the assistance they need in the wake of emergencies like drought, wildfires, and other natural disasters.”

    Oregon is home to over 100,000 farmworkers, many of whom live and work in the Willamette Valley and power the state’s $42 billion agriculture economy. Yet despite their importance to our food systems, the average farmworker family in Oregon earns less than $25,000 per year. Ninety-six percent reported living in overcrowded housing and about thirty percent are living below the poverty line. When farmworkers cannot work due to extreme weather or other unexpected disasters, they can lose wages and even their jobs—pushing them deeper into housing and food insecurity.

    The Disaster Relief for Farm Workers Act would address this problem by providing direct relief funding for farmworkers. Specifically, this bill would:

    • Make grants available to eligible farmworker organizations to provide emergency relief to farm workers affected by a disaster.
    • Ensure USDA develops and executes a promotional plan prior to and throughout the distribution of the relief grants to increase awareness of the assistance available.
    • Require USDA to work with eligible farmworker organizations.
    • Provide definitions for a covered disaster, eligible farmworker organization, and migrant or seasonal farmworker.
    • Amend Section 2281 of the Food, Agriculture, Conservation, and Trade Act of 1990 to allow for emergency assistance for farmworkers.

    First Place: Ekya Dogra, Sahil Ghosh and Adithiya Venkatakrishnan, all from Edison Academy Magnet School, with the app RADR: Rapid Amber Detection Response, which is an initiative to enhance amber alerts & assist in child abduction cases.  The core mission is to provide a faster, more efficient way of not just tracking abducted children, but any suspected vehicles supplementing law enforcement officers with autonomous technology. 

    Second Place: Ishaan Kunwar from Edison High School with the app CataSight, which aims to detect cataracts in fundus images, which are images of the back of the eye taken with an ophthalmoscope (fundus camera), using a machine learning approach that involves a Multilayer Perceptron Layer (MLP) model. The web app, developed using Streamlit, allows users to upload a fundus image and receive a diagnosis of “Cataract” or “Normal,” along with the probability of the prediction, which is out of 1 and rounded to the nearest 2 decimal places.

    Third Place: Neerav Gupta from John P. Stevens High School, with the app Symptix, an innovative app designed to assist users in navigating healthcare information and making informed decisions about their health. At its core, Symptix leverages cutting-edge AI technology to provide fast and reliable medical guidance based on user input. One of the key features of the app is an AI-powered chatbot, powered by the Gemini 1.0 pro model, which allows users to input their symptoms and receive an instant diagnosis. 

    “The Congressional App Challenge is an important platform for students to showcase their skills in programming and computer science while supporting the next generation’s interest in STEM subjects. I will continue to support investments in STEM education so that our country remains at the forefront of innovation and research. I congratulate this year’s winners and encourage everyone who has an idea to submit it for the competition next year,” said Pallone.

    Finally, Pallone announced the winners of the tenth-annual Poetry Showcase. The Poetry Showcase coincides with National Poetry Month, which is celebrated during the month of April. The showcase allows students of all ages to express themselves in writing under one of three thematic categories: civic engagement, the environment, and social justice. 

    “The Poetry Showcase is a wonderful opportunity for students of all ages to express themselves in writing while exploring themes that I believe resonate with their community,” Pallone concluded. “This year, we received over 600 submissions, which is a testament to our students’ dedication to literature and language.     Wannabe seabed miner Trans-Tasman Resources’ Fast-Track application has now been accepted for the next stage by the Environmental Protection Authority (EPA), a process Greenpeace slams for being anti-democratic and completely ignoring the overwhelming opposition of the local community.
    Greenpeace seabed mining campaigner Juressa Lee says, “For nearly a decade, Trans-Tasman Resources has failed to get its seabed mining project approved. It’s been rejected at multiple levels of legal and environmental review, but today the Luxon Government has rubber-stamped it because it might make a little bit of money for their mates.
    “Investors in TTR’s project are trying to pull the wool over the public’s eyes, telling us to ‘trust the science’. But TTR has never been able to alleviate the courts’ concerns for harmful impacts on wildlife and the environment, nor shown any interest in filling the gaps in information and reliable modelling.
    “Taranaki communities – including iwi, the fishing industry, recreational fishers, surfers and swimmers – have fought against TTR for more than a decade. But the Luxon government is ignoring their wishes and imposing an unpopular project which will devastate the South Taranaki Bight.”
    Lee adds: “The opposition to seabed mining is strong and unwavering, and Greenpeace will continue to stand shoulder to shoulder with the growing resistance and make sure these wannabe miners never get a chance.”
    Trans-Tasman Resources is planning to extract 50 million tonnes of iron sand from the South Taranaki Bight every year for 35 years in an eleven-metre deep open-cast mine on the seabed, and then dump 45 million tonnes a year back into the ocean.
    Experts say that seabed mining in the South Taranaki Bight would damage rich ecosystems and threaten precious marine life such as the pygmy blue whale, Māui and Hector’s dolphins and kororā.

Sen. Sullivan emphasized the unique challenges facing Alaska’s capital city, where seasonal glacial flooding has become an urgent concern, damaging hundreds of homes and causing millions of dollars in losses to personal property and infrastructure last year. Sen. Sullivan also received a commitment from Mr. Telle to implement President Trump’s Day One executive order, “Unleashing Alaska’s Extraordinary Resource Potential,” declaring “the Assistant Secretary of the Army for Civil Works shall immediately review, revise or rescind any agency action that may in any way hinder, slow, or otherwise delay any critical project in the state of Alaska.”

A lot of folks don’t know you had your Armed Services confirmation hearing yesterday, so you did a great job on that one. This should be a piece of cake.
    Adam Telle: Thank you, Senator Sullivan.
    DS: By the way, in my state—I’m going to focus a lot on Alaska. I appreciated our meetings, Mr. Telle and Mr. McMaster. It’s hard to build anything in Alaska. Right? You want to build a road, a sidewalk, you usually get 12 radical far-left environmental groups that sue to stop it. We have the King Cove Road. We’ve only been trying to get that done for 40 years. A nine-mile, single-lane gravel road that every Democrat in the country—including, God rest his soul, Jimmy Carter, writes op-eds [saying] you can’t build a road in Alaska. Then it went so bad, we had the Biden administration’s Last Frontier Lock Up. My great state suffered through 70 executive orders and executive actions from the Biden administration singularly focused on Alaska. I like ripping this up because that’s not the issue anymore. We now have President Trump who issued his day-one executive order called, “Unleashing Alaska’s Extraordinary Resource Potential.” Mr. Telle, as you and I discussed, there’s a lot of great provisions in here. This is all about getting things done in Alaska, not crushing us as the radical left wants to do. There’s a really good provision about the Corps of Engineers. I’m going to read it to you: “The assistant Secretary of the Army for Civil Works”—that’s you—”shall immediately review, revise or rescind any agency action that may in any way hinder, slow, or otherwise delay any critical project in the state of Alaska.” That’s from the President. Will you commit to abide by that very expansive provision to get things done in my great state after four years of being crushed by the previous administration?
    AT: Senator Sullivan, absolutely. When I visited your office, I tattooed the executive order that the President issued on Alaska on my heart.
    DS: By the way, that’s a great answer.
    AT: I will go ahead and read the second paragraph to you from memory, which essentially says that I shall, if confirmed, coordinate as closely with the Governor of Alaska as a human could possibly coordinate.
    DS: Good. And the Senator from Alaska.
    AT: Of course.
    DS: Okay. Just double checking on that. We talked about the Juneau glacial lake outburst flooding. You want to talk about a unique issue in Alaska—we’ve had this flooding that pretty much happens now every summer. It’s amazing it hasn’t killed anybody. We need the Corps’ help, right? This is a unique challenge. The Corps is uniquely qualified to help us. You can’t have flooding. I went and toured where this happened this past summer. Over 200 homes were flooded. We’ve got to fix it and the Corps initially said, “Well, Senator, we’re going to work on this. We think it’ll be ten years to study and fix this.” Say what? That is the wrong answer. Can you commit to me, and really importantly, the citizens of Juneau, Alaska, that the Corps is going to bring its best minds in a very rapid way to help address this unique challenge that we really need the Corps’ help on?
    AT: Senator Sullivan, thank you for the question. I failed to mention as a part of my answer to your previous question that Alaska is home to greater than 60% of the U.S.’s wetlands. So it makes the work of the Corps of Engineers critically important. That’s the need for the executive order. With regard to the glacial outburst issue, you rightly point out that this is an issue that is brand new, as far as I understand it to be, in terms of flood risk management, and it’s going to require creativity.
    DS: Yes, it is.
    AT: The Corps of Engineers was made to solve tough problems. I look forward to working with you, with the surrounding communities, to try to solve this challenge.

    Below is a timeline of Senator Sullivan’s work to address the Juneau flooding challenge:
    On August 7, 2024, Sen. Sullivan visited Juneau following the largest glacial outburst flow ever recorded along the Mendenhall River system. Sen. Sullivan surveyed the damage and spoke to homeowners and local leaders.
    On August 8, 2024, Sen. Sullivan spoke with the FEMA administrator to coordinate the immediate emergency response to the flooding.
    On August 16, 2024, Sen. Sullivan coordinated an initial meeting between the City and Borough of Juneau and the U.S. Army Corps of Engineers on long-term response solutions. Corps flood fighting officials visited Juneau in September, October, and November 2024 to provide flood fighting expertise and insight.
    On September 27, 2024,  Sen. Sullivan led a letter to the Corps with his Alaska congressional delegation colleagues requesting the agency to advance measures to mitigate the imminent threat of glacial flooding by prioritizing a long-term engineering solution for the community.
    On October 16, 2024, following advocacy from the Alaska delegation, President Biden approved the major disaster declaration for the Juneau flood.
    On November 19, 2024, Senator Sullivan led a letter to the Office of Management and Budget (OMB) with his Alaska delegation colleagues requesting that funding for the Mendenhall Glacier flood recovery and mitigation be considered and included in the disaster supplemental request to Congress, including the addition of necessary expenses related to flood mitigation, disaster relief, long-term recovery, and restoration in areas that received a major disaster designation due to “glacial flooding.”
    On December 3, 2024, Sen. Sullivan met with Lt. Gen. William “Butch” Graham Jr., Chief of Engineers and Commanding General of the Corps, and pressed the urgency of achieving a solution for Juneau. In this meeting, Graham shared that the Corps was committed to Juneau and leading the project to a long-term engineering solution.
    On December 21, 2024, H.R.10545, the American Relief Act, was signed into law and included a Sullivan-led provision for a Corps study of Juneau’s glacial lake outburst flooding, the first step to identify long-term engineering solutions for the community.
    On January 14, 2025, Sen. Sullivan led a letter to OMB urging that, as the funding allocations under the American Relief Act are evaluated, recognition of the congressional intent to address the Mendenhall Glacial flood recovery and mitigation efforts be reflected in OMB’s budget.
    On March 4, 2025,  Sen. Sullivan sent a letter to OMB with his Alaska congressional delegation colleagues requesting an increased permitting budget for the Corps in Alaska to better reflect Alaska’s geographic scope, unique regulatory challenges, and the new directives outlined in Executive Order (EO) 14153, “Unleashing Alaska’s Extraordinary Resource Potential,” issued by President Trump to expedite permitting and infrastructure development in Alaska.
    On March 14, 2025, the Corps designated $4.75 million for a feasibility study following Sen. Sullivan’s requests for funding.

    BRUNSWICK – Rep. Earl L. “Buddy” Carter (R-GA) today celebrated the Environmental Protection Agency’s (EPA) announcement that it has selected the cities of Brunswick and Darien as recipients of Brownfield Grants to assess, clean up, and revitalize local lands.


    According to the EPA’s press release, the Coastal Regional Commission of Georgia will receive a $1.2 million assessment grant for 20 Phase I and 50 Phase II environmental site assessments, reuse assessment, planning, and community engagement activities. Targeted areas are cities of Darien, Brunswick and Statesboro. 


    “I am thrilled that this necessary funding, which I have long advocated for, is coming to our district. These funds will help revitalize portions of our beautiful coast, bringing jobs and opportunity with them. No one loves the environment more than south Georgians, and we want our home to be a healthy place to live, work, play, and learn.     Richard Garwin, who died on May 13, 2025, at the age of 97, was sometimes called “the most influential scientist you’ve never heard of.” He got his Ph.D. in physics at 21 under Enrico Fermi – a Nobel Prize winner and friend of Einstein’s – who called Garwin “the only true genius” he’d ever met.

    A polymath curious about almost everything, he was one of the few people elected to the National Academy of Sciences, the National Academy of Engineering and the National Academy of Medicine for pathbreaking contributions in all of those fields. He held 47 patents and published over 500 scientific papers. A giant trove of his papers and talks can be found in the Garwin Archive at the Federation of American Scientists.

    Garwin was best known for having done the engineering design for the first-ever thermonuclear explosion, turning the Teller-Ulam idea of triggering a fusion reaction with radiation pressure into a working hydrogen bomb – one with roughly 700 times the power of the Hiroshima bomb. He did that over the summer when he was 23. Over the decades that followed, he contributed to countless other military advances, including inventing key technology that enabled reconnaissance satellites.

    Arms control advocate

    Yet Garwin was also a longtime advocate of nuclear arms control and ultimately of nuclear disarmament. Working on nuclear deterrence and arms control, now at the Harvard Kennedy School of Government, I got to know Garwin as a tireless and effective participant in dialogues with scientists and current or former officials in Russia, China, India and elsewhere, making the case for steps to limit nuclear weapons and reduce their dangers.

    Garwin was an early participant in the Pugwash Conferences on Science and World Affairs, which won the Nobel Peace Prize in 1995 for its disarmament work. He was also a founding member, in 1980, of the National Academies’ Committee on International Security and Arms Control, where he continued discussing ideas for reducing nuclear dangers with foreign colleagues throughout his life.

    The deep respect that top Russian and Chinese nuclear weapons scientists had for him was palpable – even though he was often blunt in telling them where he thought their arguments were wrong. Once, at a workshop in Beijing, after listening to the leader of China’s program to develop nuclear “breeder” reactors lay out his program, Garwin started his remarks by saying, “This is a poorly designed breeder program that will fail” – and then laying out why he thought that was the case.

    Because nongovernment experts have a freedom to explore ideas that government negotiators lack, these kinds of dialogues played a key role in developing the concepts that led to nuclear arms control agreements and, I would argue, contributed to ending the Cold War. As an example, one committee team that included Garwin helped convince Chinese weapons scientists that their country had no more need for nuclear tests and should sign the Comprehensive Test Ban Treaty – which it did soon after the discussion.

    Only weeks before his death, he and I and others participated in a Zoom meeting with Russian nuclear weapons experts discussing what initial steps should be taken if U.S.-Russian political relations improved enough for them to resume discussions of nuclear restraint and risk reduction.

    Garwin’s mind seemed to be interested in everything at once – and he had a wry sense of humor that could enliven a dry meeting. When I was directing a National Academies study about dealing with the plutonium from dismantled nuclear weapons after the Cold War, he would send an email with a penetrating insight on some issue in the study, followed by an equally long query about the parking arrangements for the meeting.

    We put him in charge of assessing all the especially strange options for dealing with the plutonium. Once, while diagramming on a chalkboard the option of diluting the plutonium in the ocean, he drew the ship that would be doing the work and then began drawing many smaller vessels. Someone asked him what those were, and he said: “Oh, those are the Greenpeace boats.”

    Science, technology and policy

    Garwin’s unbelievable energies focused on three broad areas: fundamental science, new technologies and advising the government.

    In fundamental science, he made major contributions to the detection and study of gravitational waves, and he helped to discover what physicists call parity violation in the weak nuclear force – a discovery that was one of the building blocks for what is now the standard model of the fundamental forces of the universe.

    In new technologies, beyond weapons and satellites, he played a key role in the invention of touch screens, magnetic resonance imaging, laser printers and the GPS technology that enables us all to get directions on our cellphones. He was a researcher at IBM from 1952 to 1993.

    Garwin advised the government on panels ranging from the President’s Science Advisory Committee, to the JASON panel of high-level defense advisers, to leading the State Department’s Arms Control and Nonproliferation Advisory Board (now called the International Security Advisory Board). He made major contributions to thinking about problems ranging from antisubmarine warfare to missile defense. He was a pungent critic of the “Star Wars” missile defense program launched in the Reagan administration, pointing out the wide range of ways enemies could defeat it more cheaply. His range was remarkable: He was called on to offer ideas for capping the blowout of the Deepwater Horizon oil rig and on managing the COVID-19 pandemic.

    His curiosity was not limited to important matters. Once, as I was sitting next to him waiting for a meeting to start, he told me that if you took a Superball – a small, extremely elastic rubber ball – and bounced it diagonally on the floor so that it bounced up onto the bottom of the table, it would bounce back onto the same spot on the floor and back into your hand. I said I didn’t believe it for a minute – surely it would keep bouncing forward until it got to the other side of the table. He gave me an explanation I didn’t fully understand, involving energy of forward motion being converted to torque, and then converted into energy of backward motion.

    When I got home, I received an express package from him containing an article he’d written in the American Journal of Physics, titled “Kinematics of an Ultraelastic Rough Ball,” with pages of equations explaining how this worked. The first figure in the paper is a stick-figure drawing of bouncing such a ball, with a footnote: “This was first demonstrated to me by L. W. Alverez using a Wham-O Super Ball.” Luis Alverez was a Nobel Prize winner in physics.

    An honored life

    Garwin’s brilliance was obvious to all who encountered him and won him wide recognition. In addition to election to all three national academies, he was awarded the National Medal of Science in 2002 by President George W. Bush. In 2016, President Barack Obama awarded him the Presidential Medal of Freedom.

    Amid all this activity, Garwin was a family man. His marriage to his beloved wife, Lois, lasted over 70 years, until her death in 2018. They have three children, five grandchildren and one great-grandchild.

    The advances Garwin contributed to have enhanced our understanding of the universe and benefited millions of people around the world. And as dark as nuclear dangers may seem today, the world is further from the nuclear brink than it would have been if Richard Garwin had never been born.

    WASHINGTON – U.S. Senators John Hickenlooper and Michael Bennet reintroduced the Dolores River National Conservation Area and Special Management Area Act to protect over 68,000 acres of public lands in Southwestern Colorado. Colorado Public Lands Day is Saturday, May 17th. Colorado was the first state to create a holiday for public land, demonstrating the deep connection Coloradans have to their public lands that define life in Colorado and drive our economy.

    The Dolores River National Conservation Area Act follows nearly two decades of local discussion and collaboration on the Dolores River and twelve years of work to find a legislative compromise. In 2004, the Dolores River Dialogue began as a forum for all stakeholders to discuss their perspectives on Dolores River management. In 2008, the U.S. Forest Service and Bureau of Land Management requested that the Dolores River Dialogue – a coalition of diverse interests in the region – convene a broad-based community group to study pressing management issues in the Dolores River corridor from McPhee to Bedrock, including the possibility of a Wild and Scenic River federal designation. Through consensus agreement, the working group, known as the Lower Dolores Plan Working Group, decided to explore the possibility of an NCA and appointed a Legislative Subcommittee, which included counties, water managers, conservation groups, landowners, recreationists, energy companies, and staff from federal elected officials’ offices, to draft a legislative proposal for further vetting.

    BACKGROUND

    The GORP Act will protect over 730,000 acres of public lands in Western Colorado, safeguarding the region’s local economy, world-class recreation, ranching heritage, wildlife habitat, and clean air and water. The bill also includes provisions for recreational boating in Delta County and, at the request of the Ute Mountain Ute Tribe, transfers the Pinecrest Ranch from fee ownership to trust ownership. 

    Hickenlooper and Bennet first introduced the GORP Act in 2024.
