  • MIL-OSI USA: Wealthy Miami Man Pleads Guilty to Decades-Long Scheme to Defraud the IRS

    A Miami man pleaded guilty yesterday to conspiring with others to defraud the United States by concealing millions of dollars in assets and income in undisclosed Swiss bank accounts.

    According to court documents and statements made in court, between 1985 and 2020, Dan Rotta hid more than $20 million in assets in dozens of secret Swiss accounts at five different Swiss banks, including UBS, Credit Suisse, Bank Bonhôte, and Bank Julius Baer. The accounts were held in his own name, in the names of sham structures, and, in one instance, a pseudonym. Over the years, Rotta earned tens of millions of dollars of income from these assets that he did not report on his tax returns and that he used to fund his lavish lifestyle. He caused a substantial tax loss to the IRS.

    Rotta employed increasingly elaborate schemes to keep his accounts hidden. Over the years, he kept his accounts open, in part, by falsely representing that he was not a U.S. citizen, leveraging his Brazilian citizenship to claim he was a Brazilian citizen residing in Brazil.

    Starting in 2008, after it was reported publicly that UBS and its bankers were under criminal investigation for helping U.S. taxpayers evade their taxes, Rotta closed his UBS account and moved his funds to Credit Suisse and Bank Bonhôte.

    In 2011, after the IRS obtained records related to one of Rotta’s Swiss accounts, Rotta nominally changed the documentation of his accounts at Credit Suisse and Bank Bonhôte to make it appear that his co-conspirator, a Brazilian national and resident, owned the assets in the accounts. Despite the change, Rotta continued to control the assets and transferred millions of dollars out of those accounts for his use.

    Shortly after Rotta changed the account documentation, the IRS began auditing Rotta. During the audit, Rotta falsely denied that he owned the assets in the foreign financial accounts and, instead, claimed that the millions of dollars he withdrew from the accounts were non-taxable loans from foreign nationals. Rotta provided the IRS with fake promissory notes and false affidavits from the foreign nationals to corroborate his claims. During the audit, Rotta continued to use the funds in his foreign accounts to fund his lifestyle in the United States, but to conceal his use of the funds from the IRS, he often routed transfers from his foreign accounts through nominee accounts and attorney trust fund accounts in the United States.

    The IRS did not believe Rotta’s story and assessed millions of dollars of additional taxes as well as penalties and interest against him. Rotta sought to reverse the assessments by filing a false petition in U.S. Tax Court. In that petition, Rotta, through his attorney, falsely denied having any foreign accounts and attached fictitious loan documents. Furthermore, the nominee account owners traveled to the United States to retell the false loan story to IRS attorneys.

    In 2017, after Rotta presented evidence that the purported loans had been repaid, the IRS reversed the deficiencies and agreed that Rotta owed no additional tax. Unbeknownst to the IRS, however, the “loan repayments” were fake: the funds that Rotta purportedly repaid went back into accounts that Rotta controlled shortly after the IRS dismissed the suit. Also as part of the conspiracy, Rotta had his U.S.-based attorneys create sham trust structures that he used to transfer his assets to the United States without alerting the IRS. On paper, it appeared that Rotta’s co-conspirator funded the trusts for Rotta’s benefit. In reality, Rotta funded the trusts with transfers from Swiss accounts.

    In 2019, Rotta became aware that the IRS would receive additional account records from Switzerland that contradicted the false claims that he had previously made. To avoid criminal liability, Rotta applied to participate in the IRS’s voluntary disclosure practice. Under that practice, taxpayers who failed to comply with their tax and reporting obligations can make timely, accurate, and complete disclosures of their conduct, which may offer a path to resolve their non-compliance and limit their criminal exposure. Rotta made false statements in his submission, including falsely claiming that the assets in the Swiss accounts mostly belonged to others, and that any funds provided to Rotta were non-taxable gifts. Rotta also claimed that the nominee account owner gifted Rotta money because the nominee had no children to benefit from the funds. In fact, the nominee had two children.

    Rotta is scheduled to be sentenced on June 4. He faces a maximum penalty of five years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

Kelly of the Justice Department’s Tax Division, U.S. Attorney Hayden O’Byrne for the Southern District of Florida, and Executive Special Agent in Charge Kareem Carter of IRS Criminal Investigation (IRS-CI)’s Washington, D.C., Field Office made the announcement.

    Special Agents from IRS-CI’s International Tax & Financial Crimes specialty group, a team based out of Washington, D.C., and dedicated to uncovering international tax crimes, is investigating the case.

    Senior Litigation Counsels Sean Beaty and Mark Daly and Trial Attorneys Patrick Elwell and William Montague of the Tax Division, as well as Senior Litigation Counsel Christopher J. Clark for the Southern District of Florida, are prosecuting the case.

  • MIL-OSI United Kingdom: Foster carers enjoyed a day of recognition, support and inspiration

    Over 350 foster carers from Derby, Derbyshire, Nottingham and Nottinghamshire came together last week at Goosedale Hall for a special event of recognition. The day was all about celebrating the amazing work foster carers do for children in their care and their local communities.

    Organised by Mockingbird, part of Foster for East Midlands Councils, the event focused on the theme: Hope, Healing, and Humour. Foster carers joined in interactive sessions to learn, share experiences, and connect with others.

    Helen Fearn, Trauma Aware Care, discussed the importance of trauma-aware care, while Karen Hazard, Specialist Paediatric Occupational Therapist and Advanced Sensory Integration Practitioner, explained how sensory therapy can support children’s development. Amy Johnson (BA MA MA Diet & Nutrition Dip L4, and Coach), Director of Feelgood Wellbeing Ltd, shared practical ways to promote wellbeing, and special guest comedian Kiri Pritchard-Mclean brought laughter and warmth as she recounted her own experiences as a respite foster carer.

    Brenda Hall, a foster carer from Derbyshire, said,

    It was so great to come together as foster carers, share our experiences, listen to support, and also laugh. The whole day was amazing, from the crèche for the young children to the keynote speakers and the refreshments. I and other carers felt truly appreciated.

    Another foster carer who attended the event shared their experience, saying,

    Listening to the speakers and being around like-minded people was truly inspirational, and having a day like this to myself was invaluable. Fostering can be both rewarding and challenging, so being able to connect with others, share experiences, and gain new insights really makes a difference. It was amazing to feel supported, appreciated, and reminded of the positive impact we have on children’s lives.

    Local authorities also took this opportunity to thank foster carers for their dedication. Every day, these carers make a huge difference by keeping children safe and supported in their communities.

One might have hoped that she would have learned from the recent High Court judgement which should have called time on her desire to always play to the anti-police gallery but clearly not. Then of course the Ombudsman would have resigned in light of that judgement. She didn’t and is still delivering ridiculous findings which attempt to blacken the good name of the RUC.

    “The facts of this case are stark. Colum Marks was a member of a proscribed terrorist organisation and actively involved in a terrorist act when he was thankfully neutralised by a brave RUC officer.

    “There is no dispute about the fact that Marks – had he not been shot – would have been involved in a mortar attack which was designed to result in murder.

    “No finding by the discredited Ombudsman should be permitted to obscure the reality driven home simply by restating the facts of the case.”

    On March 18, 2025, a plenary session of the annual congress of the Russian Union of Industrialists and Entrepreneurs was held, in which the Vice-Rector of the State University of Management Dmitry Bryukhanov took part.

    The congress was attended by about 1,300 people, including major entrepreneurs, representatives of small and medium-sized businesses from all over the country, heads of ministries and departments, and political figures.

    The congress discussed key areas of interaction between business and the state, as well as initiatives of the business community aimed at achieving national development goals and implementing national projects.

    The President of the Russian Federation Vladimir Putin took part in the plenary session, and in his speech he raised the issues of the return of Western companies to Russia, free trade, privatization, inflation, adaptation to sanctions, and others.

    “It is important that during this time, domestic entrepreneurs have learned to work under sanctions, adapted to them, thought through and launched alternative mechanisms for cooperation with foreign partners, with those who want to work with us.     The President also noted that “sanctions are not temporary or targeted measures, they are a mechanism of systemic, strategic pressure on our country,” and warned that one should no longer count on complete freedom of payments and capital flows in the world.

    In addition, Vladimir Putin instructed the government to prepare rules for the return of Western companies to Russia with guarantees of conscientious fulfillment of obligations by Western businessmen.

    From the very start of my mandate, I have been committed to the security and wellbeing of the Cypriots, the Greek Cypriots and the Turkish Cypriots. 

    And today was another attempt to find a way forward. 

    These discussions were held in a constructive atmosphere, with both sides showing clear commitment to making progress and continuing dialogue. 

    Mr. Tatar and Mr. Christodoulides have agreed the following group of initiatives to build trust: opening four crossing points; demining; creation of a technical committee on youth; initiatives on the environment and climate change, including the impacts on mining areas; solar energy in the buffer zone; and the restoration of cemeteries. 

    We agreed to have in this format the next meeting end of July, and I will appoint a Personal Envoy to prepare the next steps.

    Question : Mr. Secretary-General, based on today’s developments, what you have announced, basically more confidence building measures, so are you confident that the two sides will be able to eventually move forward, to actually having substantive talks as regards the solution of the Cyprus problem?

    Secretary-General : I think it is important to note that even before Crans-Montana, and we are talking about 2017 until now, there was no real progress on any aspect.  And today, there was meaningful progress.  And I hope that the confidence-building measures or the initiatives to build trust, together with the decision to have very soon a next meeting, and the acceptance by all of the appointment of a [Personal] Envoy on Cyprus to prepare the next steps, demonstrates the sense of commitment and the sense of urgency that I believe were extremely important.  It is a new atmosphere.

    Question: Mr. Secretary-General.  Ms. Holguin will continue her job, or you will appoint a new representative?

    Secretary-General: I will appoint a new [personal] envoy. It is not yet chosen. Before the meeting, I didn’t even know if I would be able to appoint an envoy.

    Question: Good afternoon, Secretary-General. What, if anything, can the UN do about the situation in Gaza right now? Thank you.

    Secretary-General: Unfortunately, we are witnessing a situation in which we had an intolerable level of suffering for the Palestinian people, with the air strikes that killed hundreds of people. We have humanitarian aid still blocked. And I believe that the role of the UN is to do everything to convince the parties and to have the international community pressing for three essential aspects: First, for the ceasefire to be fully respected. Second, for humanitarian aid to have access to Gaza in an unimpeded way. And third, for the unconditional release of hostages. And we will not, we will not give up on these objectives.

    This year’s Social Work Week, 17 to 21 March 2025, which coincides with World Social Work Day on 18 March, aims to bring people together to celebrate the successes of social workers and to pay tribute to the impact the profession has on communities. 

    Key themes of the awareness week this year are focused on:

    • Data and insight: how to ensure that social workers practice and its regulation is data driven and how this can improve people’s experience of the profession.
    • Education and training: how are social workers supported throughout each step of their career journey and why continuous learning and supervision is essential.
    • Innovation: learnings from the adoption of digital technologies and artificial intelligence (AI) to improve professional practice and where are the ethical tensions.
    • Professional identity: understanding if a greater sense of professional identity is crucial for the future of social work.
    • Safe and effective practice: how professional competence contributes to building public trust in the social work profession and what can be learnt from fitness to practise.

    Social workers work autonomously and collaborate as part of a professional team to provide a wide range of support, helping children and adults to maximise their life chances and reach their full potential.

    In what is very much a rewarding career, the role can be a demanding and emotional one. Social workers are often the unsung heroes, and this is an opportunity to celebrate the amazing work that our social workers do with residents of Salford.

    They advise, help and protect children and adults with support needs from harm or abuse and support them to live independently. From helping keep a family under pressure together to supporting someone with mental health problems, learning disabilities and those on the autism spectrum, social workers have to make difficult decisions that impact people’s lives based on the best interests of children and adults.

    Social workers also help people to overcome significant difficulties, such as substance addictions, domestic abuse, mental health challenges, and homelessness and poverty, supporting them to be empowered and live independently, develop positive relationships and access education, training and employment.

    Salford City Council provides:

    • an average of 129,545 hours of care to adults/children each month
    • social care to 5,446 adults and children

  • MIL-OSI United Kingdom: Council’s Shop a Tipper scheme leads to successful prosecution – and gift card reward

    A city resident reported an incident of suspected fly tipping to the council through Shop a Tipper. Because their information led to a prosecution, the resident received a £100 Enjoy Wolverhampton gift card.

    Officers are now reminding offenders that they are being watched – and warning them not to ignore council investigations.

    In the latest prosecution, Shannon Mattox, of Waltho Street, Whitmore Reans, was found guilty in her absence of one obstruction charge under section 110 of The Environment Act 1995 for failing to comply with investigating officers’ requests for assistance.

    Dudley Magistrates Court ordered Mattox to pay a fine and costs totalling £1,716 during the hearing on 12 March. The costs awarded to the council will be reinvested back into its environmental crime service.

    In this case, a woman was seen on 16 February last year wheeling a bin with a house number on it. She was then seen throwing bags of household waste from the bin onto an open space off Waltho Street.

    Correspondence with a name and address was found among the waste and Mattox was served with a notice asking her to attend the Civic Centre. She failed to attend as required.

    The incident was reported under the council’s Shop a Tipper scheme by 3 independent witnesses. One of the witnesses provided an information statement and will receive a £100 Enjoy Wolverhampton gift card.

    Under the council’s Shop a Tipper campaign, residents are encouraged to report any incidents of fly tipping.

    If the information provided leads to successful identification, and Fixed Penalty Notices are issued and paid or a prosecution takes place, residents receive a £100 Enjoy Wolverhampton gift card.

    Residents can contact 01902 552700 with information or report online at Fly-Tipping – Shop a Tipper.

    Eight gift cards have recently been given out to residents in Whitmore Reans, Penn, Bushbury South and Heath Town.

    In total, 29 gift cards have been issued under the Shop a Tipper scheme. In each case, residents have reported incidents of fly tipping and provided the council with evidence to issue a Fixed Penalty Notice.

    In addition to the reporting scheme, officers from the council’s environmental crime team have seized 2 vehicles in the last 3 weeks in relation to fly tipping offences under their ongoing work.

    Councillor Bhupinder Gakhal, cabinet member for resident services at City of Wolverhampton Council, said: “This is a great result for our Shop a Tipper scheme, and I’d really like to thank the resident who came forward and provided the vital information which led to another successful prosecution.

    “Shop a Tipper allows residents to report this horrible crime and means our officers can investigate and bring people to justice.

    “We continue to work hard to deter fly tipping through a variety of methods including our Shop a Tipper scheme, CCTV cameras, a drone and the recent increase in our Fixed Penalty Notice to £1,000.

    “Suspected fly tippers should be aware that they are being watched – and they can’t ignore our investigations.”

    Residents are reminded that waste can be disposed of free of charge at our Household Waste and Recycling Centres (tips) which are open 7 days a week from 8am to 4pm. Centres are at Anchor Lane, Lanesfield, Bilston and Shaw Road, Wolverhampton.

    In recent years, overlapping crises – from the lingering effects of the pandemic to the escalating challenges of climate change, increasing living costs, and widening income disparities – have created fertile ground for widespread polarisation. Social instability, economic downturns and widespread discontent, particularly among those who feel unheard and left behind, have further deepened societal divisions.

    The outcomes of the 2024 elections worldwide underscore the urgency of addressing this trend, as polarisation continues to undermine trust in democratic institutions and strain the unity of our communities.

    What can we do?

    To address these pressing concerns, Civil Society Week 2025 will gather a diverse range of civil society stakeholders from Europe and beyond, providing a unique platform to engage in critical debates, share best practices, and collaborate to develop solutions that foster social cohesion and strengthen democratic engagement.

    Thirty police officers from the alpine units of Tirana, Fier and Shkodra participated in a specialized training programme in the mountains of Korça from 10 to 13 March 2025. Organized by the OSCE Presence in Albania, in close co-operation with trainers from the Austrian Federal Police, this intensive course aimed to enhance Albanian police officers’ ability to navigate and operate in challenging alpine environments, ensuring the safety and security of both local communities and tourists.
    Building on the foundation laid by a previous training in Theth in 2022, this programme marked another significant step in Albania’s efforts to improve its law enforcement capabilities in mountainous terrains. The Theth training was a milestone in strengthening the operational readiness of Albania’s alpine police and this latest session further advanced those objectives.
    Austria, renowned for its expertise in alpine policing, provided highly experienced trainers who led participants through a combination of theoretical and practical exercises. Officers were trained in essential skills such as effective rescue operations, safety protocols and tactical mountain policing. The course also included rigorous endurance tests, quick-thinking drills and adaptability training for emergency situations. Participants gained hands-on experience in first aid, casualty evacuation and the use of specialized alpine equipment, including ropes and harnesses crucial for survival in extreme conditions.
    Speaking at the closing ceremony, Deputy Head of Presence Clarisse Pasztory emphasized that, in co-operation with the Austrian Ministry of Interior, the OSCE Presence will continue to support further training for Albania’s alpine police.
    Director of the National Security Force, Hamdi Fjora, highlighted that, following a joint needs assessment with Austrian experts, a selected group of officers will undergo a training-of-trainers programme. This initiative aims to integrate alpine training into the annual curriculum of Albania’s public security structures, ensuring continuous capacity-building in this field.
    The activity was part of a project implemented by the OSCE Presence in Albania and funded by the Austrian government.

    Reacting to the statement from Liz Kendal’s to parliament today on proposed cuts to welfare benefits [1], Siân Berry MP said:

    “I’ve heard nothing today that reassures me the Government will stop scapegoating and stigmatising those in need, while impoverishing them to the tune of £5 billion. Young and disabled people should have the support and backing of the Government but instead they have been badly let down this month with the active trailing of terrifying plans.

    “It’s clear that these plans were plotted without the input of those whose lives will be most impacted. Disabled people must be listened to before any changes are made, and I hope that Labour backbenchers will join me in being their fiercest defenders and fight off the worst of these plans.

    “The Chancellor must listen as well, to growing calls from Green MPs, the public and even many millionaires for a wealth tax. How can she stoop as low as any Conservative Chancellor and take money away from disabled people rather than get a grip on the obscene wealth being hoarded in this country? This morally indefensible choice will have devastating consequences, and the Government should be ready to answer for it.”

    Aid should never be used as a political tool: UK statement at the UN Security Council

    Statement by Ambassador James Kariuki, UK Deputy Permanent Representative to the UN, at the UN Security Council meeting on Gaza.

    Thank you President and thank you to USG Fletcher for his sobering briefing. 

    I also want to thank Algeria and Somalia for calling this meeting – an initiative which the UK fully supports considering the alarming humanitarian situation.

    President, this meeting comes at a critical moment. 

    As my Foreign Secretary has said, the civilian casualties from Israeli strikes overnight are appalling.

    I want to be clear, a return to fighting will only result in the deaths of further Palestinian civilians, Israeli hostages and IDF soldiers. 

    This conflict cannot be resolved through military means.

    We want to see the ceasefire re-established as soon as possible.

    The humanitarian situation in Gaza was already catastrophic. 

    After 17 days, Israel continues to block all aid entering Gaza. Crossing points have been shut off. Bakeries are closing. Hospitals and desalination plants are running on generators that could stop at any moment.

    This is horrifying and unacceptable.

    Humanitarian aid should never be used as a political tool. 

    We are calling for the following urgent steps to bring this terrifying situation back from the brink.

    First, we call for the protection of civilians, and for safe, rapid, unimpeded humanitarian access. 

    We call on Israel to fulfil its international obligations and allow for a rapid and unhindered resurgence in the flow of aid. 

    This includes the supply of items such as medical equipment, shelter items, and water and sanitation equipment, essential to meet humanitarian and early recovery needs in Gaza, but which remain restricted. 

    Failure to deliver this not only risks undoing the vital humanitarian progress made during phase one of the ceasefire agreement; it also risks violating international humanitarian law.

    Second, we urge all parties to return urgently to dialogue and to implement the ceasefire agreement in full, including scaling up aid and releasing the 59 hostages who have been cruelly held by Hamas for over 500 days and have endured unimaginable suffering. 

    For Israel to be secure, these terrorists can have no role in Gaza’s future. But cutting off aid and resuming the fighting is not a means to this end.

    Finally, we reiterate that civilians of Gaza who have suffered so much must be allowed to return to their homes and rebuild their lives.

    Colleagues, we urge all parties to return to the ceasefire deal and get back to the path of peace. 

    A negotiated two-state solution is the best way to ensure long-term security for both Israelis and Palestinians.

    The issue of increasing the efficiency of the social protection sphere, including reducing the timeframes for providing social services, was considered at a meeting of the Presidium of the Moscow Government. Following the meeting, Sergei Sobyanin instructed to continue this work.

    A modern, high-quality and convenient social security system accompanies Muscovites throughout their lives, she noted in her report Anastasia Rakova, Deputy Mayor of Moscow for Social Development. Around 4.5 million city residents, or every third Muscovite, benefit from various support measures. From year to year, the capital’s budget maintains its social focus.

    The most important area of social protection work is to increase the availability and targeting of social assistance for Muscovites in need.

    Moscow provides the highest standards of social support for city residents, while maintaining the best traditions and introducing new flexible and effective assistance tools. For example, thanks to digitalization within the framework of the new standard, it was possible to reduce the time for reviewing an application for recognizing a person as needing social services by half – from 10 to five working days.

    The procedure for applying for the service has also become much more convenient and faster. Now you can submit an application at the My Documents government services center or electronically on the mos.ru portal (including with the help of relatives, friends or neighbors).

    The diagnostics are carried out in the most friendly and informal atmosphere. The data obtained is entered into an electronic system, which, using special algorithms, evaluates the functional state of a person and forms an individual social service program with the maximum range of social services.

    The modernization of boarding houses has made it possible to transform them into comfortable social homes, where living conditions are as close as possible to those at home.

    For young people with mental disabilities, conditions are created for maximum socialization, including employment and independent living.

    Since January 1, 2024, the Social Treasury has been operating in Moscow — the first single center in the country for processing applications for support measures for all categories of Muscovites. Treasury specialists make decisions on the appointment of more than 90 different benefits, allowances and social payments. Last year, more than three million Muscovites applied to the Social Treasury.

    In 2023–2024, the capital completely updated the Moscow social services information system. In essence, it was created anew. Today, this modern digital platform includes a large number of subsystems, which are divided into two large blocks.

    The first is related to the automation of the work of the social treasury and social support services. For example, it includes the provision of vouchers for spa treatment, payments for children, and support for large families.

    The second block is intended to automate other areas of work of the city social protection system. In particular, this includes the sphere of guardianship, services for the issuance of technical rehabilitation means and prosthetic and orthopedic products.

    A single centralized database has been created that unites the disparate information systems of social protection in Moscow. Millions of records containing data on recipients of 86 state services have been transferred to it. The Moscow information system of social services now allows tracking appointments, checking rights and providing support measures through automation. For example, if a city resident visited a point of distribution of technical rehabilitation equipment, and before that updated his passport data, the changes will be recorded in the system. Or if a person changed the bank account for receiving payments and indicated that all other data should be linked to this account, the system will automatically make the necessary updates.

    The rejection of paper document flow and file exchange, the creation of data marts and the active implementation of modern technologies will allow, on average, to halve the time it takes to assign payments. In addition, digital transformation will provide a technological reserve for the transition to proactive (without filing applications) provision of social services to needy citizens.

    Individual approach to each: what kind of support do city residents receive from social workersSobyanin made a decision to index Moscow social payments

    In addition, Moscow is implementing more than 20 projects on digitalization, creation and development of urban systems in the field of social protection of the population. Since 2019, the information system of long-term care and social hospitals has been successfully operating and developing. The system is designed to identify and form targeted assistance programs for Muscovites in need of home or hospital care. Its use increases the speed and quality of social services, and by eliminating paperwork, costs are reduced. For example, the time for reviewing an application for recognizing a person in need of social services has been reduced by half – from 10 to five working days. In 2024, the project took first place in the “Social Sphere” nomination of the II National Award for Contribution to the Development of Digitalization of Urban Economy “Smart City”.

    The information system “Moscow – a kind city” is actively developing. The grant competition of the same name for socially oriented non-profit organizations (NPOs) has been held since 2019. Within its framework, 648 NPO projects have received financial support from the city over six years.

    In a conversation with Dobrynya, you can find out about the size of social benefits and how long it will take to process certain services, such as registering for rehabilitation or registering for a spa voucher.

    If Dobrynya cannot give an exact answer, an employee of the unified reference service of the Department of Labor and Social Protection of the Population of the City of Moscow will promptly answer the question in the chat. Since its appearance, the chatbot has processed over 20 thousand requests from Muscovites, and only 15 percent of them required the help of an operator.

    Every year, receiving various social support measures becomes more accessible and technologically advanced, while taking into account the individual needs and life situations of each person. The client paths of city residents are designed so that they have the opportunity to receive most social support measures and all the necessary information without leaving home.

  • MIL-OSI Global: Why has the Gaza ceasefire collapsed? Why has the US launched aistrikes in Yemen? Middle East expert Q&A

    For the past few weeks, the world’s attention has been focused on the prospect of a ceasefire in Ukraine and the diplomatic manoeuvrings that has entailed. But while Donald Trump has been focusing on negotiations with Vladimir Putin and Volodymyr Zelensky, the ceasefire deal in Gaza he had a hand in getting over the line appears to have fallen apart.

    After negotiations with Hamas broke down, Israel cut off all humanitarian aid to Gaza at the beginning of March, then cut off power, and overnight on March 17 launched massive airstrikes across the Strip, killing more than 400 people.

    Meanwhile, the US has responded to attacks on shipping in the Red Sea with massive airstrikes against the Iran-back Houthi rebels. This has been widely interpreted as a message to Iran’s leaders from Trump, who is putting pressure on the Iranian government to negotiate a new nuclear deal to replace the one struck in 2013 which was rejected by the US president in 2018.

    Scott Lucas, a Middle East expert at University College Dublin, addresses some of the key issues involved.

    Do the Israeli airstrikes on Gaza mean the ceasefire deal is officially dead?

    Yes. This is the end of the two-month ceasefire that paused Israel’s open-ended war on Gaza. The six-week phase one of the ceasefire officially ended on March 1, after some hostages held by Hamas were exchanged for some Palestinian detainees in Israeli prisons.

    There never was a possibility of a phase two. Israeli prime minister Benjamin Netanyahu, facing pressure from hard-right groups inside and close to his government and still vowing to destroy Hamas, was never going to accept a full Israeli withdrawal from Gaza and Hamas remaining in the Strip. Hamas was never going to accept eviction – and there was no prospect of agreement on a successor Palestinian government for Gaza.

    So Netanyahu, also being pressed by families of the remaining 59 hostages, sought an extension of phase one with the return of all those dead or alive. Hamas, whose last leverage is retaining those hostages, demanded a phase two.

    Israel cut off humanitarian assistance earlier this month. Returning to the aerial assault was the next step. The renewal of ground attacks will be next.

    What is Israel’s long-term plan for Gaza?

    There is no long-term plan at the moment. Netanyahu needs a short-term return of the hostages to escape his political bind, not to mention his ongoing bribery trial.

    Israel’s hard right – and Donald Trump – may envisage a depopulated Gaza under Israeli military rule. But all such ambitions will be suspended as the death and destruction continues.

    What has been overshadowed is the possibility of a long-term plan in the West Bank, where Israel has been stepping up military operations and violence is escalating. As the world watches Gaza, the Israelis may seek to expand and consolidate their de facto rule through settlements in a programme which will be tantamount to annexation.

    Donald Trump saw the Gaza ceasefire as his deal. How will he react to Netanyahu breaking it?

    Trump was happy to grab the immediate, self-proclaimed glory of “peacemaker” for phase one.

    Since there was no possibility of being a peacemaker for a phase two, Trump set this aside for the fantasy of Trump Gaza and his golden statue on the “Riviera of the Middle East”.

    Now he will be content to blame and bash Hamas.

    Meanwhile the US has been attacking the Houthis in Yemen. What is Trump’s strategy here?

    The airstrikes are, in part at least, Trump speaking to the American public. He poses as a “peacemaker” at times, but he enjoys playing the tough guy. And, at a time when economic issues and Musk-inflicted chaos may dent his approval rating, he could rally support with the bombing.

    At the same time, Trump has carried out his standard ploy with Iran’s leaders: give me a photo opportunity for the “art of the deal” or I’ll “rain hell on you”.

    A direct strike on Tehran would unleash repercussions throughout the Middle East. Even though Iran has been weakened in the past year, it still has the capability to strike Americans in the region.

    So the low-cost option is to fire on Iran’s ally in Yemen. Some officials in the Trump administration will favour this as a way of putting pressure on the Iranians ahead of any potential talks on Tehran’s nuclear programme. Others will see this as part of backing for Israel amid the open-ended war in Gaza, and still others could endorse the step as a bolstering of Saudi Arabia and the UAE. And there is always the argument that the strikes could deter Houthi attacks on shipping in the Red Sea.

    The Iranian response has been fairly muted. Why is that?

    Iran’s leadership is embroiled in a combination of economic, social and regional problems, perhaps the most serious situation since the mass protests after the disputed 2009 presidential election.

    Tehran’s projection of power has been shaken by the fall of its ally Bashar al-Assad in Syria, the decimation of Hezbollah in Lebanon last year, and an eroding position in Iraq, where Iran’s influence over the government of prime minister Mohammed Shia al-Sudani is looking increasingly tenuous.

    The economy is in a parlous state. In early 2018, the exchange rate was 45,000 Iranian rial to the dollar. Now it is approaching 1 million to the dollar.

    Inflation is officially at 36%, but is far higher in reality, particularly for food and other essentials. Unemployment is rising and infrastructure is crumbling. There are shortages of electricity in a country that is the world’s seventh-largest oil producer.

    Having faced the “Woman, life, freedom” protests since September 2022, the regime is caught between making accommodations to public discontent and cracking down on rights. Some political prisoners have been released, but authorities are pursuing a draconian campaign against women who dare not to wear the hijab.

    Hardliners are trying to curb the centrist government, forcing out the economy minister, Abdolnaser Hemmati, and the foreign minister, Mohammad Javad Zarif, who was central in the 2015 agreement that restricted Iran from developing nuclear weapons. Pursuing both that domestic campaign and confrontation abroad is a tall order.

    What does this mean for a new nuclear deal with Iran?

    Some Trump advisers may believe they can use the sledgehammer in Yemen to bludgeon Iran to the negotiating table and Trump’s photo opportunity with the supreme leader, Ali Khamenei, or Iran’s president, Masoud Pezeshkian.

    Good luck with that. Iran may be weakened, but Khamenei is not going to negotiate at the point of an American weapon. Responding to news of a Trump letter to Tehran that threatened, “There are two ways Iran can be handled: militarily, or you make a deal,” last week Khamenei dismissed the idea of talking with the Trump administration.

    He said: “When we know they won’t honour it, what’s the point of negotiating? Therefore, the invitation to negotiate … is a deception of public opinion.”

    Recent history is instructive. In 2013, Khamenei finally relented to nuclear deal talks when told by the then president, Hassan Rouhani, of an imminent economic collapse if Iran held out. More than five years later, however, the Iranian leadership was prepared to withstand Trump’s “maximum pressure” and withdrawal from the nuclear agreement.

    Iran’s idea for talks was based on a cautious process beginning with confidence-building measures on both sides. But a US approach predicated on bombing and bluster has effectively sidelined that.

    Mr President,

    Commissioners, thank you for providing your reflections from your recent historic visits to Syria.

    We welcome the access you have been granted by the interim authorities, and the promising steps they have taken to pursue evidence gathering and preservation efforts. We would also like to acknowledge the important sentiments we heard from His Excellency the Permanent Representative of Syria this morning.

    Your reports to date have left us with no illusions: Assad oversaw a reign of terror and tyranny that systematically oppressed the Syrian people with complete impunity. As part of the transition Syrians must, finally, see accountability and justice. We therefore support the continuation of the Commissioners’ work, which provides a clear evidence base for the Syrian people in their pursuit of this. 

    But we must be realistic. National reconciliation and processes to address violations and abuses will take time. The journey towards truth, reconciliation and healing will require vigilance.

    Recent reports that large numbers of civilians have been killed in the coastal areas of Syria are horrific. The answer to those horrors cannot be further retribution. It must lie in the interim authorities’ commitment to the protection of all Syrians, in word and deed.

  • MIL-OSI Russia: Bashneft organized a round table on the contribution of oil workers to the Victory in the Great Patriotic War

    In honor of the 80th anniversary of the Victory in the Great Patriotic War, ANK Bashneft (part of Rosneft) organized a round table with the participation of historians, industry veterans and schoolchildren from the Movement of the First. The goal of the patriotic action is to preserve the historical memory of the feat of the Soviet people in the fight against the Nazi invaders.

    During the discussion, the participants talked about the labor feat of Bashkir oil workers during the Great Patriotic War. Schoolchildren were able to ask questions to veterans and historians and learn about the key role of fuel and lubricants from Bashkiria in the victory of the Red Army in the legendary battles of Stalingrad and the Kursk Bulge.

    Bashkiria was one of the most significant centers of the fuel and energy complex of the country during the war. From July 1941 to May 1942, the People’s Commissariat of the Oil Industry of the USSR was located in Ufa. During the war, new fields and deposits were discovered in the republic, and the capacity of oil refineries was significantly increased.

    In the period 1941-1945, Bashkiria accounted for 4.5% of the all-Union oil production – 5.1 million tons, as well as 6.5% of the production of aviation and automobile gasoline – 1.3 million tons. In addition, other oil products were produced in the amount of more than 1 million tons.

    During the war, Bashkir oil workers not only successfully developed the Ishimbay and Tuymazinskoye fields, but also discovered new ones. Among them were the Pokrovskoye, Kinzebulatovskoye, Salikhovskoye fields, as well as Devonian oil deposits, which allowed for a sharp increase in oil production at Bashkir fields. Bashkiria became the key center of the Volga-Ural oil province, which was called the “Second Baku”.

    Industry veterans told the young participants about the amazing labor feats of Bashkir oil workers of those years, who, in the difficult conditions of war, achieved great results and did everything in the name of the common Victory.

    Separately, during the discussion, attention was drawn to the work of women in oil fields and oil refineries in Bashkiria during the Great Patriotic War. For example, during the war, the training center of the Ufa Oil Refinery trained about 800 workers, 470 of whom were women. Shifts of 12 hours could be extended to four in a row.

    Bashkir oil workers were repeatedly awarded the Challenge Red Banner of the State Defense Committee (GKO). In 1946, the Red Banners of the GKO as a symbol of labor glory were transferred for eternal storage to the No. 1 Tuymazaneft Trust and the Ufa Oil Refinery.

    The round table paid special attention to the issues of preserving historical truth and forming spiritual and patriotic values in the younger generation. At the end of the discussion, it was decided to hold such meetings regularly.

    Westminster City Council has launched the 10 by 10 programme designed to give children the opportunity to take part in 10 enriching activities by the time they turn 10-years-old.

    The 10 by 10 programme aims to offer all children free and low-cost opportunities to explore new talents, learn important life skills, and experience everything on offer across Westminster. 10 by 10 represents one of many council initiatives that is intended to reduce inequalities in the City – an objective which sits at the heart of our Fairer Westminster strategy.

    In partnership with schools and local organisations, we have curated a wide-ranging offer to empower children to complete the 10 activities before they turn 10-years-old. All activities are hosted here:

    Examples of the activities on offer include free swimming at Westminster’s leisure centres using the ActiveWestminster Discount Card – ActiveWestminster; sporting, arts and creative sessions via our partner, Young Westminster Foundation Our City | What’s On for Young Londoners; and youth specific opportunities at fantastic museums across Westminster.

    The activities we will be supporting are:

    1. Join in competitive team sports

    2. Play an instrument

    3. Learn to swim

    4. Take part in drama and performing arts. Attending a theatre production

    10 by 10 is an exciting addition to the council’s children’s services department, which was rated Outstanding by Ofsted in January 2025. The programme joins other vital family support services, such as our Family Hubs which are located across Westminster and specialised support for children with disabilities, including the Tresham Centres.

    This campaign is part of the council’s effort to create further awareness of free and low-cost activities in the borough with specific consideration for affordability for residents.

    By ensuring that all children have access to these experiences, we are taking important steps toward creating a fairer and more inclusive city for all.

  • MIL-OSI United Kingdom: ‘High ambition for all pupils’ at Good rated school

    Inspectors visited Edward the Elder Primary School last month and, in their report published this week, found that everyone ‘subscribes to the values of partnership for achievement’.

    Staff, pupils and parents ‘are right to be proud of their school’, with pupils achieving ‘high standards’ in reading, writing and mathematics.

    Staff hold ‘consistently high expectations’ for how pupils should behave, and they are described as ‘very polite and friendly’ and praised for the way they ‘concentrate and listen well’.

    The curriculum is ‘well thought through with carefully considered concepts, knowledge and vocabulary identified’. The school, part of Elston Hall Learning Trust, prioritises reading, with staff ‘experts in early reading’ and pupils achieving high standards in the subject.

    Edward the Elder is a ‘very inclusive school with ambition for pupils with special educational needs or disabilities (SEND)’. Pupils with SEND are identified swiftly and support is introduced to help them to succeed. As a result, pupils with SEND ‘achieve well’.

    The school also ‘places importance on building pupils’ character’, with residential visits and a range of inclusive extra curricular activities and visits which ‘enrich the curriculum’.

    Edward the Elder is ‘highly visible in the local community’, regularly involving parents and carers in pupils’ learning, and governors and trustees know their roles and responsibilities well, having ‘an in depth understanding of the work of the school’.

    Inspectors concluded that Edward the Elder Primary School has taken effective action to maintain the standards identified at its last inspection in 2019, when it was judged to be Good.

    Headteacher Bridget Highman said: “We are absolutely thrilled with the outcome of our recent Ofsted inspection.

    “This result reflects the hard work, dedication and commitment of our talented staff, governors, supportive families, and, most importantly, our wonderful pupils at Team Edwards.

    “It is a testament to the strong community spirit we have here and throughout our Trust, and we will continue to work together to provide the best possible learning environment for every child in our care.”

    Councillor Jacqui Coogan, the City of Wolverhampton Council’s Cabinet Member for Children, Young People and Education, added: “This is an excellent report about a school which has high expectations for its pupils, and which is supporting them to achieve these high expectations.

    “I would like to congratulate Bridget Highman, her leadership team and staff, the governors and trustees and of course the parents and pupils on their continuing success.”

    They were open to all City of Wolverhampton Council social workers and adults and children’s social care practitioners across 4 venues, with staff invited to share good practice and reflect on the theme of this year’s World Social Work Day, which is ‘Strengthening Intergenerational Solidarity for Enduring Wellbeing’.

    It emphasises the importance of caring and respecting across generations to build strong societies, sustain the environment, and share wisdom for a better future.

    Councillor Jasbir Jaspal, Cabinet Member for Adults and Wellbeing, said: “World Social Work Day is a great opportunity to celebrate the fantastic work social workers do day in, day out, for our city’s adults, children and young people.

    “We arranged a series of activities enabling social workers and social care practitioners to collaborate with one another, and to learn and to share good practice across Children’s and Adult Services, and staff were encouraged to have meaningful conversations about all things related to World Social Work Day.”

    Councillor Jacqui Coogan, Cabinet Member for Children, Young People and Education, added: “Our social workers do an incredible job, often in very difficult circumstances, and it is important that we recognise the vital role they play, not just on World Social Work Day but indeed every day of the year.”

    Anglia Ruskin University (ARU) is to host an exclusive workshop aimed at anyone involved in indoor crop production, focusing on increasing yields while cutting resource use.

    Taking place at ARU’s Chelmsford campus on 6-7 May, it will be the first time that Netherlands-based Plant Empowerment – global leaders in sustainable crop production – have run a workshop in the UK.

    Plant Empowerment are renowned for their data-driven approach to optimising plant growth by maintaining natural balances, and their philosophy focuses on enhancing crop resilience, increasing yields, and ensuring efficient use of water, energy, and nutrients.

    The two-day event will feature practical demonstrations and expert insights aimed at growers, industry leaders, innovators, and academics.

    Anglia Ruskin University’s Writtle campus, located just outside Chelmsford, is a leading centre for agricultural and horticultural courses at both undergraduate and postgraduate levels. Established as a specialist land-based institution in 1893, Writtle merged with Anglia Ruskin University last year to become ARU Writtle.

    “Plant Empowerment view a greenhouse as a connected ecosystem, where light, water, climate, and nutrients must work in harmony to maximise plant health and productivity. Their innovative approach is transforming indoor crop production, and we’re excited to host their first UK workshop here at ARU.

  • MIL-OSI United Kingdom: Work starts on sea defences upgrade for Herne Bay

    Work to improve our sea defences and raise the standard of protection for Herne Bay has begun.

    A new 80m long rear wall, east of the Neptune car park, will be built in yellow bricks with a stone coping to match the existing sea defence walls along the front.

    Work is expected to last 12 weeks. Eight on-street parking bays in Central Parade will be out of action to allow it to happen.

    We will keep the promenade open to the public as much as we can and it should all be completed before the summer season kicks in, weather permitting.

    The project also includes two new floodgates, promenade resurfacing and refurbishment of the seafront hand railings.

    Our Engineering team secured £297,000 of Environment Agency for this project.

    Labour welfare cuts will only deepen hardship for the most marginalised people and spread pain and misery in every community, warns Scottish Greens MSP Maggie Chapman. 

    Ms Chapman said:

    “These cuts will make a cruel and dehumanising system even more brutal than it already is. They will spread pain and misery across every community.

    “You can’t cut £5 billion of support without causing real harm to people and endangering lives.

    “Labour are doubling down on the Tory idea that you can work your way out of disability. They are sending a cruel and dangerous message that only people who can boost our economy are worth supporting.

    “Labour promised an end to austerity, but this goes even further than anything that the Tories ever dared.

    “This is an immoral betrayal to disabled people across the UK, and a move that will solidify this government’s legacy as one who shamefully abandoned their most vulnerable citizens in their hour of need.

    “Every Labour MP faces a choice. Will they stand up for their constituents, or will they choose to plunge even more people and families into poverty?”

    Ms Chapman added:

    “These cuts are not inevitable. They are a choice. Labour could choose to bring in a wealth tax that collects a fair and justified share from the richest people to invest in the services we all rely on.

    “The fact that they are choosing to punish the people with the least tells us everything we need to know about Labour’s values. The millions of people who waited 14 long years to get rid of the Tories deserve so much better than this.”

    Curriculum and Assessment Review publishes interim findings

    Becky Francis and review team publish their initial findings and set out the next phase of work which will focus on four key areas.

    The curriculum and assessment review interim report, published today (Tuesday 18 March), finds the current system is not delivering for every child, as it sets out its next phase of work which will focus on four key areas.

    Over 7,000 responses were submitted to the review team as part of an extensive engagement programme, including young people and parents, educators and experts as well as employers and wider organisations with an interest in what is taught in our schools.

    Professor Becky Francis and the review panel’s interim report confirms that many aspects of the curriculum and assessment system are working well and reiterates Francis’ initial assessment that the review should be focusing on evolution, not revolution.

    However, the panel’s findings highlight that, in practice, ‘high standards’ currently too often means ‘high standards for some’ rather than ‘high standards for all’. The current system is not delivering for young people with SEND, or for those from disadvantaged backgrounds, where there remains a stubborn attainment gap.

    The interim report identifies four key areas needing improvement:

    • Ensuring high standards for all – exploring how curriculum and assessment can be more inclusive and equitable, to ensure excellence for all.

    • Addressing subject-specific challenges, and ensuring curriculum is consistently achieving depth and breadth – including an in-depth analysis of individual subjects to ensure appropriate depth and mastery of knowledge, and that subjects are cutting edge.

    • Responding to social and technological change – examining how education can better prepare students to grasp the opportunities of the future, for example heightened digital skills and media literacy to address trends in digital information and the rise of AI, and scientific and cultural knowledge to meet the challenges of climate change.

    • Ensuring pathways beyond GCSE work for all – examining the current pathways to ensure they work for all young people in supporting successful routes to further study or employment, especially those from less privileged backgrounds.

    Curriculum and Assessment Review Lead, Professor Becky Francis CBE said:

    I have learnt much from our data analysis and research, and from the fantastic response to our call for evidence. The review panel and I have a clear picture of the present state of the curriculum and assessment system.

    We have a deep understanding of where the key challenges lie and where our efforts to improve the system will see the best result in ensuring all young people are able to achieve and thrive.

    This evidence gives us confidence in embarking on the next stage of the review which will see us do further analysis on these issues, including subject content.

    The next stage of the curriculum and assessment review will develop analysis in the four key areas, considering questions that have been raised across different subjects about the specificity, relevance, volume and diversity of content. Keeping in line with the aim of evolution, not revolution, work will include:

    • considering concerns that have been raised across subjects about the specificity, relevance, volume and diversity of content, and conduct closer analysis to diagnose each subject’s specific issues and explore and test a range of solutions.
    • considering the impact of current performance measures on young people’s choices and outcomes.   
    • exploring level 2 and 3 pathways at Post-16, with special attention to vocational routes and support for progression. 
    • conducting further analysis of assessment and consider any necessary improvements.  

    The review expects to recommend a phased programme of work across the subjects listed in the national curriculum. This will allow reforms to be made incrementally in a way that does not destabilise the system.

    The review is ongoing with a final report and recommendations due to be published in autumn.

    Notes to Editor:

    • The review was launched by the government in July 2024 to look closely at the key challenges to attainment for young people, and the barriers which hold children back from the opportunities and life chances they deserve – in particular those who are socioeconomically disadvantaged, or with special educational needs or disabilities (SEND).
    • Mastery in education refers to a teaching and learning strategy where students need to fully understand a concept before moving on to related concepts.

    Deputy Prime Minister Dmitry Patrushev held a meeting on preparations for the flood and fire-hazardous period. The event was attended by all responsible federal agencies – the Ministry of Natural Resources, the Ministry of Emergency Situations, Roshydromet, Rosvodresursy and Rosleskhoz, as well as heads of the subjects of the Russian Federation.

    “Of course, the regions should have conducted the relevant analysis and prepared for the new season taking into account the accumulated experience. I would like to note that the strategic planning documents stipulate the need for regions to eliminate at least 80% of fires within the first 24 hours after detection. I believe it is important to emphasize that if you do not spare the effort and resources to extinguish fires in the required volume right away, this is the key to success. The so-called traffic light scheme for extinguishing fires has been in effect for the second year, implying different levels of response depending on the complexity and duration of the fires. Special attention should be paid to improving fire extinguishing in hard-to-reach areas of the Far East and preventing the occurrence of landscape fires,” Dmitry Patrushev emphasized.

    The Deputy Prime Minister recalled that almost 20 billion rubles have been allocated to the regions to strengthen preparations for the 2025 season. Including more than 5 billion additionally allocated to the most fire-prone regions – Yakutia, Transbaikalia and Krasnoyarsk Krai. In addition, this year almost half a billion rubles have been additionally allocated to Rosleskhoz to create a forest fire center in the Far East. The emergence of such a center should provide prompt assistance in extinguishing complex fires.

    In the near future, Roshydromet will send a revised fire hazard forecast to the regions, with an emphasis on areas where the most likely deterioration in the situation is expected.

    The Deputy Prime Minister drew the attention of the regions to the need to strengthen control, with the exception of agricultural fires, as well as their timely extinguishing in the event of fires. They also need to ensure the protection of populated areas at risk of the spread of landscape fires.

    “Considering the unfavorable forecast for the spring period, the subjects of the Central, Southern, North Caucasian Federal Districts, southern Siberia, the Far East, the Volga region and the Urals need to concentrate their forces and resources in the most fire-hazardous areas. It is necessary to detect fires as quickly as possible and eliminate them within the first 24 hours,” the Deputy Prime Minister said.

    Dmitry Patrushev instructed the Ministry of Natural Resources and the Ministry of Emergency Situations, together with the regions, to create an interdepartmental headquarters to monitor the situation in the Central Federal District, as well as to monitor the situation throughout Russia on a weekly basis. Meetings of the headquarters with the participation of the Deputy Prime Minister will also be held regularly.

    Dmitry Patrushev also stressed the importance of coordinated interdepartmental work between the Ministry of Emergency Situations, the Ministry of Natural Resources and the Federal Forestry Agency and prompt response to the deterioration of the situation related to forest fires. In addition, the Deputy Prime Minister called on the Ministry of Emergency Situations and the regions to ensure the uninterrupted operation of prompt public warning systems.
