    Andrey Nikitin spoke about the priority areas of development of the industry. “I am ready to work in a single team to achieve together the high results set by the President and the Prime Minister,” he said.

    According to the Minister, solving these problems is impossible without the support of colleagues from the State Duma and the Federation Council – in terms of legislative solutions and the creation of a legal framework for new technologies, high-speed systems, unmanned transport and many other innovations.

    The emphasis will be on the digitalization of the industry. “We are doing this to ensure multimodality, maximum comfort and convenience for our passengers. The Ministry of Transport will be one of the leaders in this process,” the minister said.

    Other important areas requiring increased attention are increasing the capacity of border crossings, transport security, and the development of scientific and human resources potential.

  • MIL-OSI Russia: The government will support the construction of modular hotels in the regions.

    The Russian government has approved a regulation on the distribution of funds between regions to support the construction of modular hotels. It is planned to allocate 15 billion rubles in the next three years.

    The modular hotel support program is in high demand among businesses and regions. 13 thousand rooms have already been introduced under this program. Given the demand for the program, the Government decided to extend the term of the program, and a selection of projects was conducted for the next three years. 77 regions took part in the competition, submitting 1.8 thousand projects for the creation of more than 40 thousand rooms. This is one and a half times higher than the figures for a similar competition two years ago.

    Based on the results of the selection, 380 projects from 55 regions will receive support; they are aimed at creating almost 11 thousand rooms. State support funds will be used to provide financial support or reimburse the costs of purchasing and installing modular non-capital accommodation facilities for tourists. The largest amount of funding was allocated to regions with projects in tourist SEZs (North Caucasus Federal District, Irkutsk Region, Kemerovo) and entities through which popular tourist routes pass (Vladimir and Yaroslavl Regions).

    For the first time, the Republic of Mordovia, Vologda Oblast and Kamchatka Krai will receive subsidies under the program, which became possible thanks to the high-quality development of their projects.

    “It is important that such projects are implemented within the specified timeframes, that they meet the highest safety requirements and provide comfortable conditions,” emphasized the Chairman of the Government of the Russian Federation Mikhail Mishustin.

    At the same time, investors in the Far East, the Arctic and the Far North are allowed to use subsidies for the construction of non-capital facilities for the placement of non-factory production. This is due to the remoteness of such territories from the centers of production of modular structures and the high cost of their delivery.

    Among the priority areas are the implementation of investment projects in new regions and in the territories of special economic zones of the tourist and recreational type, the construction of facilities near automobile tourist routes passing through sections of the federal roads M-4 “Don”, M-8 “Kholmogory”, M-11 “Neva”, M-12 “Vostok”.

    “The modular hotel support program has proven its relevance: businesses and regions have actively joined the work, proposing large-scale initiatives. We paid special attention to the transparency of the selection, stimulating responsible use of funds and compliance with implementation deadlines. Within two weeks, we plan to conclude agreements with the regions and provide funding so that within a month the funds will be received by investors and practical work will begin,” said Maxim Reshetnikov, Minister of Economic Development of Russia.

    On July 14, the “Dobro” shift of the 11th All-Russian Youth Educational Forum “Territory of Meanings” of the “Rosmolodezh.Forums” platform opened, which this year became part of the national project “Youth and Children”.

    Deputy Prime Minister Dmitry Chernyshenko greeted the participants and presented them with the “For Good Deeds” badge and the “Volunteer of Russia” badge.

    “As our President Vladimir Putin said, compassion and volunteerism have always been inherent in our country. One of the milestones that we need to remember is the preparation of the volunteer corps for the Olympic and Paralympic Games in Sochi.     The Deputy Prime Minister emphasized that in Russia one can realize one’s potential and talents in a wide variety of areas.

    “The President has instructed us to provide all possible, necessary support within the framework of the national project “Youth and Children” so that you can implement this in the most effective way. But of course, you yourselves are the most powerful driving force of volunteerism in our country,” he added.

    A pilot project for purchasing discounted electronic tickets for suburban trains has been launched in St. Petersburg as part of the development of the “life situation” service for large families on the public services portal.   • MIL-OSI Analysis: Cleaner air in east Asia may have driven recent acceleration in global warming, our new study indicates

    Global warming has picked up pace since around 2010, leading to the recent string of record warm years. Why this is happening is still unclear, and among the biggest questions in climate science today. Our new study reveals that reductions in air pollution – particularly in China and east Asia – are a key reason for this faster warming.

    Cleanup of sulphur emissions from global shipping has been implicated in past research. But that cleanup only began in 2020, so it’s considered too weak to explain the full extent of this acceleration. Nasa researchers have suggested that changes in clouds could play a role, either through reductions in cloud cover in the tropics or over the North Pacific.

    One factor that has not been well quantified, however, is the effect of monumental efforts by countries in east Asia, notably China, to combat air pollution and improve public health through strict air quality policies. There has already been a 75% reduction in east Asian sulphur dioxide emissions since around 2013, and that cleanup effort picked up pace just as global warming began accelerating.

    Our study addresses the link between east Asian air quality improvements and global temperature, building on the efforts of eight teams of climate modellers across the world.

    We have found that polluted air may have been masking the full effects of global warming. Cleaner air could now be revealing more of the human-induced global warming from greenhouse gases.

    In addition to causing millions of premature deaths, air pollution shields the Earth from sunlight and therefore cools the surface. There has been so much air pollution that it has held human-induced warming in check by up to 0.5°C over the last century.

    With the cleanup of air pollution, something that’s vital for human health, this artificial sunshade is removed. Since greenhouse gas emissions have kept on increasing, the result is that the Earth’s surface is warming faster than ever before.

    Modelling the cleanup

    Our team used 160 computer simulations from eight global climate models. This enabled us to better quantify the effects that east Asian air pollution has on global temperature and rainfall patterns. We simulated a cleanup of pollution similar to what has happened in the real world since 2010. We found an extra global warming of around 0.07°C.

    While this is a small number compared with the full global warming of around 1.3°C since 1850, it is still enough to explain the recent acceleration in global warming when we take away year-to-year swings in temperature from natural cycles such as El Niño, a climate phenomenon in the Pacific that affects weather patterns globally.

    Based on long-term trends, we would have expected around 0.23°C of warming since 2010. However, we actually measured around 0.33°C. While the additional 0.1°C can largely be explained by the east Asian air pollution cleanup, other factors include the change in shipping emissions and the recent accelerated increase in methane concentrations in the atmosphere.

    Air pollution causes cooling by reflecting sunlight or by changing the properties of clouds so they reflect more sunlight. The cleanup in east Asian air pollution influences global temperatures because it reduces the shading effect of the pollution over east Asia itself. It also means less pollution is blown across the north Pacific, causing clouds in the east Pacific to reflect less sunlight.

    The pattern of these changes across the North Pacific simulated in our models matches that seen in satellite observations. Our models and temperature observations also show relatively strong warming over the North Pacific, downwind from east Asia.

    The main source of global warming is still greenhouse gas emissions, and a cleanup of air pollution was both necessary and overdue. This did not cause the additional warming but rather, removed an artificial cooling that has for a time helped shield us from some of the extreme weather and other well-established consequences of climate change.

    Global warming will continue for decades. Indeed, our past and future emissions of greenhouse gases will affect the climate for centuries. However, air pollution is quickly removed from the atmosphere, and the recent acceleration in global warming from this particular unmasking may therefore be short-lived.

    Coventry’s popular Holiday, Activity and Food (HAF) programme returns this summer with thousands of activities available for Coventry school-aged children!

    Bookings are now open for the Summer programme and will run between 21 July to the 31 August. This year there are over 26,000 activity sessions available, with 16 sessions available to book per child.

    This year, there are lots of new activities available, ensuring there are different activities and more experiences than previous years. In addition, the programme is spread across a wide range of venues and locations in the city to make it accessible for as many children as possible.

    The programme proved incredibly popular in 2024, with 92% of parents recommending the programme to others and 56% of parents rating the experience as excellent in the post-programme survey. Positive comments from the survey included “very suitable for special educational needs (SEN) children, caters for them effectively”; “I like how children of all abilities are understood and included”; “the kids said the staff were all very encouraging by helping them make friends and have great fun, the activity was an amazing experience for them.”

    The Environment Agency has successfully prosecuted Welsh Water for breaking conditions of an environmental permit at a Herefordshire sewage treatment works 7 times in a 5 month period.

    At Kidderminster Magistrates Court on 11 July 2025, Welsh Water was fined £24,000 for exceeding permitted levels of sewage effluent from the Clehonger Sewage Treatment Works near Hereford. The company was also ordered to pay costs of £11,835.86 and a surcharge of £181.

    Sewage treatment works treat raw sewage to produce an effluent which is discharged without damaging the local watercourse. At Clehonger, the water is discharged into the Cage Brook which is a tributary of the River Wye.

    The court was told that officers from the Environment Agency were alerted to an issue following routine sampling results in November 2020.

    The environmental permit states that Welsh Water must not discharge effluent containing more than 18 milligrams/litre of ammonia on more than 2 occasions in a 12-month period.

    Results showed that in a 5 month period from 23 November 2020 to 17 April 2021 the limit had been exceeded 7 times ranging from 18.2 mg/l to 26.2 mg/l.

    Officials from Welsh Water told the Environment Agency that the company was aware of additional loading coming into the site from a new development.

    In mitigation, Welsh Water said that it had spent a significant amount of money to improve the infrastructure at the site. Adding, that since this incident there had been no further issues or breaches of permit condition.

    Adam Shipp, a Senior Environment Officer at the Environment Agency who led the investigation, said: 

    Incidents like this are preventable and are completely unacceptable, particularly at a time when the need to protect the water environment for wildlife and people has never been greater. 

    Water companies are aware that their activities have the potential for serious environmental impacts, and they know that we will take action when they cause pollution. 

     The Environment Agency does and will continue to hold water companies to account when their performance falls below acceptable standards.

    Failing to comply with, or contravening, an environmental permit condition, contrary to Regulation 38(2) of the Environmental Permitting (England and Wales) Regulations 2016.

    The particulars of the offence are as follows:  

    Dwr Cymru Cyfyngedig (trading as Welsh Water), Company Number 02366777, between the 23 November 2020 and the 17 April 2021, at the Clehonger Sewage Treatment Works, Herefordshire, failed to comply with, or contravened, an environmental permit condition, namely Condition 3.1.2 and Schedule 3 to Discharge Consent AH1000401, by exceeding the permitted level of 18 milligrams per litre of ammonia in the discharge from the said works to the Cage Brook, on seven occasions within the said period.

    During the International Scientific conference “Implementation of Innovations. New Materials and Additive Technologies” (VINMiAT-25), which took place at the Technopolis Polytech Scientific Research Institute, the School of Young Scientists was in operation. It was attended by students, postgraduates, early career researchers, as well as leading specialists in the field of additive technologies, materials science, and digital engineering.

    The main objectives of the school are to ensure the transfer of advanced knowledge about modern production methods, to promote the growth of professionalism of young personnel and to introduce them to advanced trends in the field of scientific developments.

    After the plenary session, the school participants worked in two sections: “Welding and related technologies/Nature-like materials and additive technologies for their production” and “Equipment, automation and robotics of innovative technologies”.

    In the first section, Yarob Aldaiye, an engineer at the Research Laboratory of LiAT IMMiT, presented a report entitled “Assessment of residual deformations of a welded joint formed using various welding methods”. The scientist analyzed the influence of the welding method on the level of residual deformations, energy input and the width of the heat-affected zone, as well as on technical and economic characteristics. As part of the work, technologies for welding steel samples using various methods were created, control samples were welded to assess residual deformations, metallographic studies of welded joints were conducted, residual deformations of welded samples were analyzed and compared, and a technical and economic justification for the selected welding methods was carried out.

    The second report, “Restoration of nozzle blades made of cobalt alloy MAR-M 509 using laser gas-powder surfacing,” was given by Vladimir Protsenko, an engineer at the Research Laboratory of LiAT.

    A separate presentation was devoted to the restoration of nozzle blades made of cobalt and nickel alloy using laser cladding. SPbPU scientists developed a laser cladding technology and a method for preventing crack formation. The cladding blades successfully passed operational tests.

    Anna Abdrakhmanova, an engineer at the Materials Design and Additive Manufacturing Laboratory, presented a report on the topic of “Study of Mechanical Properties of Continuously Reinforced Nature-Like Polymer Composite”. Maria Zaitseva, an engineer at the Russian-Chinese Research Laboratory of Functional Materials, spoke about the features of selective laser melting of DUO steel with platform heating.

    Victoria Nefedova, an engineer at the Scientific and Educational Center for Structural and Functional Materials, presented the development of biocompatible titanium-tantalum composites using selective laser melting, and her colleague, engineer Alexander Zolotarev, spoke about the modification of the heat-resistant alloy BZh159 with TiB₂ and Y₂O₃ nanoparticles. Then Alexander Zaitsev, an engineer at the Russian-Chinese Laboratory for Functional Materials, gave a report on the production of a polymer-ceramic material using the filament deposition modeling method (FDM technology).

    The event continued with a traditional tour of the IMMiT laboratories, where the school participants were able to get acquainted with modern equipment, industrial 3D printing systems, and discuss the knowledge gained with leading scientists working at the institute.

    The Russian team showed outstanding results at the 57th International Chemistry Olympiad, which ended in Dubai (United Arab Emirates). All four participants from Russia won gold medals. Deputy Prime Minister Dmitry Chernyshenko and Minister of Education Sergey Kravtsov congratulated the schoolchildren and their mentors on their victory.

    “Every medal of Russian schoolchildren is a great joy and pride of the country. At a recent meeting, President Vladimir Putin especially noted the success of our Olympiad participants. All members of the team once again demonstrated their skills and received gold medals, scoring high points among about 1,000 representatives from 90 countries. As the head of state noted, we need to achieve excellence in chemistry and in the creation of new materials.     In 2025, the amount of contributions to the personal liability fund for tour operators in the outbound tourism sector will be reduced and the deadline for their payment will be extended.

    According to the signed order, the amount of such contributions has been reduced from 1% to 0.75% of the total price of a tourism product in the field of outbound tourism for 2024.

    By law, these contributions are paid in equal installments no later than the 15th of each month following the previous calendar quarter. Now the payment deadline has been moved from July 15 and October 15, 2025 to January 15, 2026.

    The decision is aimed at supporting representatives of the tourism industry in the context of restrictions caused by the geopolitical situation in the Middle East. The released funds will be used, among other things, to return money to tourists who paid for trips to countries where restrictions are in place due to security threats.

    Similar measures, providing for a reduction in the amount of contributions to the personal liability fund of tour operators in the field of outbound tourism, were taken by the Government in 2021 and 2022 due to the threat of the spread of coronavirus, and then external sanctions pressure.

    A number of Russian regions have been given the opportunity to write off up to two-thirds of their budget loan debt in 2025, totaling 42.7 billion rubles. The order to this effect was signed by Prime Minister Mikhail Mishustin.

    The debt will be written off for 25 regions.     In addition, the debt of regions included in the Far Eastern Federal District and the Arctic zone will be written off in the amount of funds allocated for the implementation of activities within the framework of master plans of cities located in these territories, and for entities with low budgetary security – funds allocated for the implementation of national projects.

    Over the course of three years, over 2.5 billion rubles will be additionally allocated for the implementation of social development plans for economic growth centers in the regions of the Far Eastern Federal District. The order on the distribution of funds reserved in the federal budget was signed by Prime Minister Mikhail Mishustin.

    In 2025–2027, 15 billion rubles will be allocated from the federal budget to support investment projects to create modular tourist accommodation facilities, which will create additional places for comfortable recreation. The order on the distribution of these funds between the regions was signed by Prime Minister Mikhail Mishustin.

    Subsidies will be provided to 55 regions, investment projects in which were selected based on the results of a competition held by the Ministry of Economic Development. There will be over 10 thousand more places for tourists to rest there.

    State support funds will be used to provide financial support or reimburse expenses for the acquisition and installation of modular non-capital accommodation facilities for tourists. At the same time, investors in the Far East, the Arctic and the Far North are allowed to use subsidies for the construction of non-capital accommodation facilities of non-factory production. This is due to the remoteness of such territories from the centers of production of modular structures and the high cost of their delivery.

    Among the priority areas are the implementation of investment projects in new regions and in the territories of special economic zones of the tourist and recreational type, the construction of facilities near automobile tourist routes passing through sections of the federal roads M-4 “Don”, M-8 “Kholmogory”, M-11 “Neva”, M-12 “Vostok”.

    Support will be provided within the framework of the federal project “Creation of hotel rooms, infrastructure and new points of attraction”, which is part of the new national project “Tourism and Hospitality”.

    On behalf of Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev, an open creative competition has been announced for the best architectural and artistic concept for a monument dedicated to the victory of the Red Army in the final battle of World War II. The monument will be erected on the Kuril Island of Shumshu. The organizers are the Russian Military Historical Society and the Office of the Presidential Plenipotentiary Representative in the Far Eastern Federal District.

    “This year our country celebrates the 80th anniversary of the Great Victory. We honor the feat of our fathers and grandfathers who shed their blood for the freedom of the Motherland and a peaceful sky above their heads, the feat of workers who forged Victory in the rear. One of the most important tasks facing us is not just to remember the heroism of our people, but to pass on the memory of this to our descendants. World War II ended in the Far East. Here, on the Kuril island of Shumshu, the Kuril landing operation was carried out. During the war, Shumshu was an almost impregnable fortress. According to the laws of military art, in order to take fortified positions, the attackers must have at least a threefold superiority in forces. But here it was exactly the opposite: the Japanese troops were many times superior to the Soviet landing force. But we won, and our country put an end to World War II. Now, on the instructions of the President of the Russian Federation Vladimir Vladimirovich Putin, a military-historical memorial complex dedicated to the Kuril landing operation is being created on Shumshu. A decision has been made to erect a monument dedicated to the victory of the Red Army in this battle on the top of Mount Severnaya on Shumshu Island – in close proximity to the historical battlefield of Soviet paratroopers with Japanese tanks. A competition has been announced for this purpose. I am sure that there will be a great response from sculptors, artists and other creative people,” said Yuri Trutnev.

    The competition will be held until August 29, 2025 inclusive. Concepts will be accepted until 18:00 Moscow time on August 8, 2025. The expert committee will sum up the competition and announce its results on August 29, 2025.

    There are several requirements for the concept of the monument. The main artistic idea of the monument being created is the image of the rapid advance of the Red Army, breaking through the line of defense of the Japanese troops in the final battle of World War II. The composition must be visually readable from all directions and become a key point of the space of the memorial ensemble.

    The location of the monument was not chosen by chance. The most difficult moment of the Kuril operation was the landing of Soviet troops on the northernmost island of the ridge – Shumshu – with numerous defensive fortifications, underground tunnels and pillboxes.

    The liberation of the Kuril Islands put an end to the Soviet-Japanese War and became one of the bloodiest operations of August-September 1945. The 2nd Far Eastern Front and the Pacific Fleet participated in the Kuril landing operation. The Soviet landing force landed on the islands without tanks and artillery, and had only light weapons.

    The bloody battles for the capture of Shumshu Island lasted for several days. After the capitulation of the Japanese garrison of Shumshu on August 23, 1945, the islands of the northern and central part of the ridge were liberated, and a successful operation was carried out to capture the islands of Iturup, Kunashir, Shikotan, and Habomai.

    The operation to liberate the Kuril Islands ended on September 1, 1945, one day before the end of World War II. Many soldiers distinguished themselves in valiant battles, 52 people were awarded the high title of Hero of the Soviet Union.

    Bank of Russia defined prospects for regulating the IPO market after publicly discussing their initiatives. The proposed measures will contribute to the formation of best practices and improving the quality of IPOs.

    The first part of the changes is aimed at adapting the information disclosed by issuers to the needs of investors. The summary of the securities prospectus will be transformed into a short and clear document, which reflects financial indicators in comparison with previous periods, a description of the company’s development strategy, information on dividend policy and other key information. And the securities prospectus itself will need to include forecast indicators for the coming year.

    Companies are also required to disclose information on the planned and actual distribution of shares among buyers, the existence of restrictions on the sale of securities by the issuer and current shareholders, as well as the mechanisms used to stabilize the price of shares to reduce their volatility after the IPO.

    The regulator plans to establish a new listing condition. When entering an IPO, the issuer must submit at least two independent analytical reports with an assessment of the fair value of the company. They can be prepared by professional participants or audit organizations in the financial market. In their reports, they must reflect all the essential information about the company: the current position on the market and the results of activities, prospects and forecasts for development, possible risks. At the same time, they must justify the methodology of their assessment. As a result, retail investors will have access to high-quality analytics for making informed decisions.

    For third-tier companies, additional guarantees of the reliability of information and the quality of the preparation of issue documentation will be attracted organizations providing services for the preparation of a securities prospectus and (or) the organization of placement. All changes are planned to be prepared by the end of 2025.

    On Monday, 14 July 2025, the NATO Military Committee welcomed the new Director General of the NATO International Military Staff (DGIMS), Lieutenant General Remigijus Baltrėnas (LTU Army).

    During his welcome remarks, the Deputy Chair of the NATO Military Committee, Lieutenant General Andrew M. Rohling, acknowledged General Baltrėnas’s extensive military career, which combines various postings: “A proud Lithuanian and dedicated soldier, General Baltrėnas brings with him over three decades of distinguished service to his nation and to the wider Euro-Atlantic community.     Lieutenant General Remigijus Baltrėnas took over the DGIMS position from the outgoing Director General, Lieutenant General Janusz Adamczak, on 10 July 2025. He is a three-star General in the Lithuanian Army, elected by the NATO Chiefs of Defence in September 2024, and will serve a three-year term.

    The Director General of the International Military Staff (DGIMS) is responsible for the coordination between the decision-making bodies of the Alliance, the two Strategic Commanders, national military personnel from NATO and Partner countries working in Brussels, and the civilian International Staff, that support the Secretary General and the North Atlantic Council, so that the IMS can provide the best possible policy advice to the Military Committee.

    The Director General heads the International Military Staff, the executive body of the NATO Military Committee, which prepares assessments and studies on NATO military issues, identifying areas of strategic and operational interest and, most importantly, proposes courses of action. The IMS enables the National Military Representatives to address military issues rapidly and effectively, ensuring that the Military Committee provides the North Atlantic Council with consensus-based advice on all military aspects of policy, operations, and transformation within the Alliance.

  • MIL-OSI USA: OmegaPro founder, promoter charged for running global $650 million foreign exchange and crypto investment scam following ICE New York investigation

    NEW YORK — An investigation by ICE Homeland Security Investigations New York, alongside several partners, has resulted in an indictment charging two men for their alleged roles in operating and promoting OmegaPro, an international investment scheme that defrauded victim investors of over $650 million.

    According to court documents, Michael Shannon Sims, 48, of Georgia and Florida, was a founder, strategic consultant, and promoter of OmegaPro, and Juan Carlos Reynoso, 57, of New Jersey and Florida, led OmegaPro’s operations in Latin America and parts of the United States, including Puerto Rico.

    “This case highlights the critical role international partnerships play in dismantling transnational financial fraud schemes that exploit global markets and victimize unsuspecting investors,” said ICE HSI International Operations Assistant Director Ricardo Mayoral. “HSI remains committed to working with our partners worldwide to disrupt criminal networks that weaponize emerging technologies to conceal illicit profits and defraud the public.”

    Mayoral; Matthew R. Galeotti, Head of the Justice Department’s Criminal Division; U.S. Attorney W. Stephen Muldrow for the District of Puerto Rico; Assistant Director Joe Perez of the FBI Criminal Investigative Division; and Chief Guy Ficco of the IRS Criminal Investigation announced the charges on July 8.

    HSI New York, the FBI and IRS Criminal Investigation are investigating the case, with assistance from HSI Bangkok; HSI Bogota; HSI Frankfurt; HSI Istanbul; HSI London; HSI Miami; HSI New Delhi; HSI The Hague; the FBI’s Virtual Asset Unit; the Office of the Attorney General of Colombia; and the Joint Chiefs of Global Tax Enforcement, an alliance between the Australian Taxation Office, the Canada Revenue Agency, the Dutch Fiscal Intelligence and Investigation Service, His Majesty’s Revenue and Customs from the U.K., and IRS-CI.

    According to the investigation and as outlined in court documents:

    Sims and co-conspirators established OmegaPro in or about January 2019, and Reynoso joined a few months later, in or about April 2019. As alleged, the defendants and others operated and promoted OmegaPro as a multi-level marketing scheme for investors to purchase “investment packages,” which the defendants and others falsely promised would generate 300% returns over 16 months through foreign exchange trading by elite traders. Investors were instructed to purchase these investment packages using virtual currency.

    Sims allegedly misled victims by vouching for OmegaPro’s trading performance and the skills of the hired traders and by falsely advertising the safety of investment in OmegaPro. Reynoso allegedly falsely and misleadingly represented that OmegaPro was operating pursuant to a legitimate license and, at other times, that OmegaPro was not subject to any country’s legal rules. The indictment alleges that Sims and Reynoso, together with co-conspirators, hosted lavish OmegaPro promotional events and trainings all over the world including, for example, projecting the OmegaPro logo onto the Burj Khalifa, the world’s tallest building, at an event in Dubai. The objective of these promotional events allegedly was to convince existing and prospective investors that OmegaPro was a legitimate enterprise that offered a path to wealth and a luxurious lifestyle.

    Further, Sims, Reynoso, and their co-conspirators used social media to display their expensive vacations and cars, as well as their designer clothes and watches. The indictment alleges that through the defendants’ and others’ misrepresentations, OmegaPro raised over $650 million in virtual currency from thousands of investors. After OmegaPro announced that it had suffered a network hack, Reynoso and others told victims in or about January 2023 that their investments were secure and that OmegaPro was transferring their investments to another platform called Broker Group. Despite these representations, victims were unable to withdraw money from either their OmegaPro accounts or their accounts at Broker Group, resulting in millions in victim losses.

    The more than $650 million in funds raised from victims allegedly was first sent to virtual currency wallet addresses controlled by OmegaPro executives and then allegedly transferred to OmegaPro insiders and high-ranking promoters to disperse the funds and obscure their origins. As alleged, Sims and Reynoso both profited millions from this scheme.

    “As alleged, the defendants preyed upon vulnerable individuals in the U.S. and abroad, defrauding them of over $650 million by making false promises of substantial returns and that their money was safe,” said Galeotti. “The Criminal Division is committed to prosecuting these bad actors and pursuing justice for their many victims. Thanks to the dedicated work of our multiagency and international law enforcement partners, we are leading efforts to combat these complex and insidious digital asset investor scams.”

    “As alleged in the indictment, the defendants operated a global fraud scheme through OmegaPro that deceived investors with false promises of extraordinary returns, only to misappropriate hundreds of millions of victim funds,” said Muldrow. “We remain committed to dismantling international financial schemes that target U.S. victims — including here in Puerto Rico — and to recovering illicit proceeds through criminal prosecution and asset forfeiture.”

    “The FBI will not stand by while the American public is defrauded,” said Perez. “Through coordination with our partners, these individuals will have to defend their actions in a court of law.”

    “This case exposes the ruthless reality of modern financial crime,” said Ficco. “OmegaPro promised financial freedom but delivered financial ruin — stealing over $650 million from everyday people and vanishing it into virtual currency. These weren’t just scams; they were precision-engineered betrayals. Our job is to stand up for those who’ve been exploited and continue our cross-agency collaboration until those responsible are brought to justice.”

    Both defendants are charged with one count of conspiracy to commit wire fraud and one count of conspiracy to commit money laundering. If convicted, Sims and Reynoso each face a maximum penalty of 20 years in prison on each count.

    Thank you for inviting me to take part in this exchange of views. I would like to talk about why we need the digital euro – and the cost of not pursuing it.

    My message is simple. The main reason for issuing a digital euro is to preserve the benefits of cash in the digital era. To do so, we need to complement physical cash with a digital form of cash.

    The inability to use physical cash in online transactions or for digital payments at the point of sale deprives us of a key payment option, reducing resilience, competition, sovereignty and, ultimately, consumers’ freedom to choose how to pay.

    This increases the risks that European consumers, merchants and policymakers face. For a growing number of their transactions, Europeans lack access to central bank money – the money that is backed by the sovereign and has legal tender status, underpinning our monetary union because it is accepted everywhere in the euro area.

    Monetary sovereignty and people’s freedom to pay with legal tender: two sides of the same coin

    The Eurosystem is committed to cash and will continue to issue it.[1] But people’s habits are shifting towards digital payments.

    As the role of online payments has grown, the role of cash in day-to-day transactions has been declining at pace: between 2019 and 2024 its share fell from 68% to 40% in volume terms and from 40% to 24% in value terms.[2]

    This has two important implications.

    First, the role of cash will be significantly reduced if we do not provide a digital equivalent. If we fail to act, we will fail to fulfil our responsibility as a central bank towards the people we serve.

    Second, our monetary sovereignty is eroding. People’s ability to pay across the euro area with sovereign money – cash – and frequently choosing to do so, is a key pillar of monetary sovereignty. A digital form of cash would protect our sovereignty and ensure our monetary union is also a digital monetary union.

    What’s particularly concerning in Europe is that the gap left by declining cash use is being filled by non-European payment solutions. For card payments, only seven out of the 20 euro area countries have a national card scheme. These card schemes cannot be used in other euro area countries and are also losing market share domestically. For e-commerce, European-owned solutions are prevalent in only three euro area countries.[3]

    Strengthening our legal tender to stop the erosion of our monetary sovereignty

    To address this situation, the Single Currency Package protects the rights of those who want to continue to pay with cash, while complementing physical cash with a digital form of the legal tender: the digital euro.

    I believe we are being presented with a false choice: a private pan-euro area payment solution or a public one. First, it is not just about payments; it is about the evolution of the money. And second, it is a historical fact that state-issued money and money issued by private parties have typically coexisted, reinforcing each other.[4]

    The cost of inaction

    Since the start of the euro, we have recognised the need for an integrated retail payments market. This prompted the development of the Single Euro Payments Area (SEPA) to harmonise bank transfers. However, SEPA does not cover key use cases such as payments at the point of sale.

    Over the years, private firms have made several attempts to create a pan-European payment solution, but difficulties in coordinating among market participants prevented those firms from delivering a scalable and unified system.[5] Some 25 years after the launch of the euro, we still have no European payment solution that allows people to pay digitally throughout the euro area in stores, for e‑commerce goods and services and from person to person.

    Let us take a leap of faith. Imagine things would be different this time and that banks would manage to work together to rapidly provide a pan-European private payment solution. Would it still make sense to have the digital euro? The answer is yes.

    First, the digital euro would help preserve money as a public good that is easily accessible to everyone and universally accepted across the euro area. By contrast, private money belongs to the competitive space, so we cannot guarantee its acceptance by all merchants.

    Second, the digital euro would enhance resilience. We would have a reliable fallback in times of crisis, complementing cash. An especially important feature is that the digital euro would also function offline, providing a secure payment method even without an internet connection.[6] Moreover, as is the case with cash, we would be sure that all components of the digital euro remain in European hands.

    Third, the digital euro would prevent market concentration. The availability of legal tender and its wide adoption would put merchants in a stronger position to negotiate fees. In addition, the digital euro would create open standards with a wide acceptance network, making it easier for payment service providers to scale up their solutions. This would result in greater competition and innovation at European level.[7]

    Let me conclude.

    The Treaty on the Functioning of the European Union entrusts you, the co-legislators, to “lay down the measures necessary for the use of the euro as the single currency.”

    We can together ensure that our currency is fit for the digital age by complementing physical cash and private payment initiatives with digital cash. Indeed, the digital euro is key to preserving the benefits of cash in the digital era.

    As a Council we are committed to delivering essential and vital services to our residents and businesses, often under challenging circumstances and with limited resources. We take immense pride in the dedication, professionalism, and compassion our teams demonstrate daily in serving our community. 

    However, we have observed a concerning increase in abusive, threatening and aggressive behaviour directed at our staff and councillors, both in person, online and over the phone. This includes deeply troubling incidents involving racist and misogynistic language, targeted threats of violence, and unacceptable harassment. 

    Unfortunately we have little choice but to make it absolutely clear – we will not tolerate abuse of any kind directed to our staff and councillors. Everyone has the right to work in an environment free from fear, intimidation and harm. 

    We recognise that not everything goes as planned, and we understand the frustration that can arise when services fall short or systems fail. We are committed to listening, improving, and being accountable. However, abuse is never the answer. 

    It’s important to remember that many of our colleagues live right here in Derby and reflect our communities. They’re regularly exposed to hateful comments that no one would wish their own loved ones to experience.

    Beyond the direct impact on our colleagues, we’re also seeing a concerning increase in negative comments directed at our diverse communities. This is entirely unacceptable.  

    We are committed to fostering a city where everyone feels safe, respected, and welcome, both in person and online.  

    We are actively addressing this behaviour by reporting serious incidents to the police, monitoring online threats, blocking abusive accounts, and providing wellbeing support. Where necessary, we will pursue legal action. We stand firmly with our staff, ensuring their safety and wellbeing remain our top priority. We will continue to deliver services with care, dignity, and respect, and we expect the same. 

    Derby has so much to celebrate this year. Our children’s services for looked after children have been rated ‘Outstanding’ by Ofsted for the second time in three years. Our newly restored Derby Market Hall continues to thrive, and our responsible budget management places us in a strong position to continue providing quality services for all residents.

    As part of the Dialogue, ministers announced the creation of a new UK-Pakistan Business Advisory Council bringing together senior business leaders and government officials to facilitate high value trade and investment. The Council will provide strategic advice on policy reform, offer a confidential forum for engagement, and help promote commercial opportunities by addressing market access challenges and sharing best practices.  

    Today’s (14 July) meeting in London was co-chaired by the UK Minister for Trade Policy and Economic Security, Douglas Alexander, and Pakistan’s Federal Minister of Commerce, Jam Kamal Khan. Both Ministers agreed to annual ministerial meetings to unlock growth opportunities, and support businesses and investors in the UK and Pakistan.  

    UK Minister for Trade Policy and Economic Security Douglas Alexander said: 

    Today’s Dialogue marks the next step in our long-standing relationship with Pakistan, taking our trading partnership to the next level and unlocking new opportunities for businesses in both our countries.

    By deepening cooperation in key sectors like healthcare and digital technology – areas central to the UK’s Industrial Strategy – we can drive growth, foster innovation, and create jobs.

    Pakistan’s Federal Minister for Commerce, Jam Kamal said:  

    The UK remains one of Pakistan’s most important economic partners. This Dialogue lays the foundation for a more structured and forward-looking trade relationship. By strengthening collaboration and aligning our priorities, we can expand bilateral trade, attract greater investment, and create sustainable economic opportunities that benefit both nations. 

    The UK has also announced up to £200,000 to support Pakistan’s aspirations to attract investment from the UK. The funds will provide technical assistance for investor outreach, and support matchmaking between Pakistani investors and UK-based opportunities. This initiative reflects the UK’s commitment to supporting Pakistan’s ambitions to increase outbound investment and to strengthening the bilateral investment relationship. 

    The Dialogue highlighted shared ambition to build on recent momentum, with bilateral trade increasing by 7.3% during the final quarter of last year. Bilateral trade is currently valued at £4.7 billion. Today’s discussion focussed on key sectors including information technology and healthcare, two priority areas under the UK’s Industrial Strategy. 

    The UK’s Industrial Strategy presents a significant opportunity for businesses and investors. The UK is committed to making it easier, faster, and more predictable for international firms to operate in its market. This includes reforms in skills development, innovation, regulation, and planning – creating a more dynamic and open business environment. Through the alignment of the UK’s Industrial Strategy and the UK – Pakistan Trade Dialogue, we are reaffirming our commitment to open and fair trade, and to deepening economic ties with key partners like Pakistan.
