  • MIL-OSI Asia-Pac: Launch of Pilot projects in Steel Sector under the National Green Hydrogen Mission

    As part of National Green Hydrogen Mission, the Union Government has sanctioned three pilot projects for use of Hydrogen in steel production. Earlier the Ministry of New and Renewable Energy had issued guidelines for Implementation of Pilot projects in Steel Sector under this Mission.

    The objectives of the scheme were to identify advance technologies for utilizing green hydrogen in steelmaking, through pilot projects. These pilot projects can demonstrate safe and secure operations of green hydrogen-based steel making processes, validating technical feasibility and performance, evaluating their economic viability thereby leading to low-carbon iron and steel production. Accordingly, the proposals were invited for three components (i) Pilot project to produce DRI using 100 % Hydrogen using vertical shaft, (ii) Use of Hydrogen in Blast Furnace to reduce coal/ coke consumption and (iii) Injection of Hydrogen in vertical shaft based DRI making unit.

    Based on the evaluations of the proposals received, the Ministry of New and Renewable Energy has sanctioned total three pilot projects in the steel sector, (a) Matrix Gas and Renewables Ltd (Consortium members: Gensol Engineering Ltd, Indian Institute of Technology Bhubaneswar, Metsol AB, Sweden) with pilot plant capacity 50 ton-per-day (TPD), (b) Simplex Castings Ltd (Consortium member: BSBK Pvt. Ltd., Ten Eight Investment, IIT Bhilai) with pilot plant capacity 40 TPD and  (c) Steel Authority of India Ltd (Ranchi) with plant capacity 3200 TPD.

    The total financial support made available will be Rs. 347 Crore from the Government of India. These pilot projects are likely to be commissioned in next 3 years, paving way to the scaleup of such technologies in India.

    The National Green Hydrogen Mission was launched on 04th January 2023 with an outlay of Rs. 19,744 crores up to FY 2029-30. It will contribute to India’s goal to become Aatmanirbhar (self-reliant) through clean energy and serve as an inspiration for the global Clean Energy Transition. The Mission will lead to significant decarbonization of the economy, reduced dependence on fossil fuel imports, and enable India to assume technology and market leadership in Green Hydrogen.

    The ITU-WTSA 24 which is being held in Delhi in collaboration with the Department of Telecommunications (DoT), Government of India, saw a landmark event yesterday, focused on promoting gender diversity in the field of telecommunication standardization. The special event, The Network of Womenin Standards (NoW), led by the Telecommunication Standardization Sector of the International Telecommunication Union (ITU-T), underscored the commitment to advancing women’s leadership roles in STEM and standardisation.This topic is particularly significant for India as the government is implementing various measures to create an inclusive technology sector and empower women through technology platforms, in line with the vision of the Prime Minister, Shri Narendra Modi, who advocates for women-led development. India is making progress in this area, with an increasing number of women co-founders in startups and over 40% of participants in STEM education being women. Initiatives such as Namo Drone Didi, Bank Sakhi, and Mahila E-Haat are empowering women to take on leadership roles in technology.

     

    The Network of Women (NoW) in ITU-T, aligned with WTSA Resolution 55 (Rev. Geneva, 2022), is dedicated to fostering active female participation in standardization activities and ensuring a gender-inclusive approach across all ITU-T processes. This initiative is critical as the global push for digital inclusion accelerates, with women playing a pivotal role in shaping the future of technology.

     

    In her opening remarks, Ms. Doreen Bogdan-Martin, Secretary General of the ITU, emphasized the importance of addressing gender imbalances in the field. She stated, “We can, and we must, increase the number of women in leadership roles, especially in our standards study groups. It’s crucial for women to step up, take the floor, and make their voices heard. This is what the Network of Women stands for—creating an environment where women feel empowered and supported. Mentorship plays a vital role in this transformation. It’s through mentoring, creating opportunities, and sharing our knowledge that we can truly progress. If there is no seat at the table, we must bring our own chair—and bring one more for those who will follow. Let’s continue pushing forward, lifting each other up, and ensuring that the digital future is shaped by all of humanity. Together, we can and will make real progress toward digital inclusion.”

    Dr. Rim Belhassine-Cherif, Chair of NoW, ITU-T, and Chief Innovation and Strategy Officer responsible for Digital Transformation at Tunisie Télécom, highlighted the progress made in achieving gender balance at ITU-WTSA 2024. She noted, “One of the key objectives of ITU-WTSA 2024 was to promote gender-balanced delegations and increase the number of women in leadership roles, particularly as heads of delegations. Through various initiatives such as panel discussions, training sessions, tutorials, and the support of regional preparatory groups, we have achieved the highest-ever participation rate of women in ITU-WTSAhistory.”

    The increasing involvement of women in ICT standardization is crucial as disruptive technologies such as Artificial Intelligence (AI) emerge. Women’s contributions can help ensure the development of inclusive, equitable, and sustainable standards that will drive technological progress for the benefit of all humanity.

    The event featured a dynamic fireside chat, moderated by Doreen Bogdan-Martin, with Dr. Aminata Zerbo/Sabane, Minister of Digital Transition, Posts and Electronic Communications, Burkina Faso, and Neha Satak, Founder & CEO of Astrome. The discussion focused on closing the gender gap in Science, Technology, Engineering, and Mathematics (STEM) and in standardization. Panelists stressed the importance of a supportive environment and early capacity building to encourage more girls to pursue careers in tech.

    Expert panelists examined and discussed the challenges surrounding gender equality in AI and shed light on incentives and opportunities for technical standards to support inclusive AI during panel discussion on “Standards for inclusive AI”.  Also discussed were the ways to explore how standards could help address gender bias and ensure an equitable future. The session was  moderated by Ms Susan Ferguson, UN Women India Representative and panelists were Prof Sandra Maximiano, Chair of the Board, Autoridade Nacional de Comunicações (Portugal’s national regulatory authority for the communications sector), Mr Vishnu Ram, AI expert, Vice Chair of ITU Focus Group on Autonomous Networks, Dr Alessandra Sala, Sr. Director of Artificial Intelligence and Data Science, Shutterstock, Global President of Women in AI, Dr Ebtesam Almazrouei, Founder and CEO of AIE3, Expert AI Executive and Tech Visionary Leader and MsPico Velazquez, founder & CEO at VIIRA, Computational Architect & Multiverse Thought Leader.

    The session also recognised the leading women in ITU Standardisation.     The first-ever International conference of All India Institute of Ayurveda (AIIA)- Advancements of Research & Global Opportunities for Holistic Ayurveda – AROHA-2024 was inaugurated today by Dr. Justice Dhananjaya Yeshwant Chandrachud, Hon’ble Chief Justice of India in the august presence of Shri Prataprao Jadhav, Hon’ble Minister of State (Independent Charge) for the Ministry of Ayush and Health & Family Welfare.

     

    Vaidya Rajesh Kotecha, Secretary, Ministry of Ayush; Dr. Shyama Kuruvilla, Director, Global Traditional Medicine Centre, WHO, Jamnagar, Gujarat was also present on the occasion. Additionally, Lt. Gen. Madhuri Kanitkar, Vice Chancellor, Maharashtra University of Health Sciences (MUHS); Padma Bhushan Prof. Shiv Kumar Sarin, Director, ILBS; and AIIA Director Prof (Dr) Tanuja Nesari also graced the event.

    The three-day International conference – Advancements of Research & Global Opportunities for Holistic Ayurveda – AROHA-2024 is scheduled to be held from today 17th October to 19th October 2024.

I am truly delighted to see how AIIA has made remarkable progress in just eight years, founded with a mandate to foster research based Ayurveda. The institute focuses on three key pillars tertiary care, research and academics. I am an ardent follower of Ayurveda. Beyond addressing specific ailments, Ayurveda promotes holistic wellness through medicine, nutrition, meditation, yoga and lifestyle balance. Rooted in generational family wisdom, Ayurveda offers valuable insights into integrated well-being. The launch of the Ayush Research Portal marks a significant advancement for Ayurvedic research and education,”

     

    Speaking at this event, the Hon’ble Minister of State (Independent Charge) for the Ministry of Ayush and Minister of Health & Family Welfare, Shri Prataprao Jadhav said “As we gather to explore the vast potential of Ayurveda, I applaud your dedication to integrating traditional wisdom with modern science, which is the need of the hour. This conference represents a significant step forward in our pursuit of holistic healthcare solutions. We are developing a benchmark at par with globally accepted traditional medicine for these botanicals. so we have already started working on it, and this is something very new and it is, we are committed to the effort”.

    “We really want to thank the Government of India, Ministry of Ayush, for the extreme generosity, the leadership and the vision to make traditional medicine a global good that can benefit all people in the world. Already, this leadership is having global impact. We have seen the leadership at the G20 at the BRICS and other regional conferences. Note traditional medicine and its contribution for the health and well being of all people.     AROHA-2024 will feature both in-person and virtual participation, offering an unparalleled opportunity for participants.   • MIL-OSI Asia-Pac: Novel Insights into Electron Scattering in Semiconductors Creates Potential for more Efficient Electronic Devices

    In a significant advancement for the semiconductor industry, researchers have unveiled novel insights into the mechanisms that limit electron mobility in semiconductors. The study which represents a major leap forward in understanding the electronic properties of semiconductors, holds promise for developing more efficient electronic devices.

    Semiconductors form the backbone of modern electronics, powering everything from smartphones and computers to advanced medical devices and space technologies. The search for new semiconductor materials has intensified as the demand for faster, more efficient, and more reliable electronic devices continues to grow. Scandium Nitride (ScN), a rocksalt semiconductor, has emerged as a promising candidate for next-generation electronics due to its high thermal stability, robustness, and electronic properties. However, despite its potential, the practical application of ScN in electronic devices has been hindered due to its relatively lower electron mobility. This key factor influences the speed and efficiency of semiconductor devices and researchers had been curious to unravel why the mobility of the electrons are limited.

    Scientists from Jawaharlal Nehru Centre for Advanced Scientific Research (JNCASR), Bangalore, an autonomous institute under the Department of Science and Technology (DST) explored the factors that limit electron mobility in ScN. Their research spearheaded by Associate Professor Bivas Saha focused on identifying and analysing the dominant scattering mechanisms that impeded the flow of electrons and reduced their mobility. Through a combination of theoretical analysis and experimental validation, the researchers were able to pinpoint the specific scattering mechanisms at play. Their results showed that though interactions between electrons and longitudinal optical phonon modes, often described as the Fröhlich interactions set an intrinsic upper bound for ScN’s electron mobility, ionized-impurity and grain-boundary scatterings significantly reduced mobility. Therefore, depositing single-crystalline ScN that are devoid of impurities and defects is expected to increase its mobility significantly.

    “The findings from this study have far-reaching implications for the global semiconductor industry. As manufacturers seek to push the boundaries of electronic device performance, the insights provided by our research could lead to significant advancements in the design and fabrication of ScN-based components,” said Prof. Bivas Saha.  “By addressing the identified scattering mechanisms, it may be possible to engineer ScN materials with improved electron mobility, making them more suitable for a wide range of high-performance applications. These could include thermoelectricity, neuromorphic computing, high mobility electron transistor, and Schottky diode devices,” Sourav Rudra, the lead author of this study pointed out.

    As the semiconductor industry continues to evolve, the findings from this study are expected to serve as a foundation for future research into scandium nitride and other semiconductors. Moreover, JNCASR’s work in the field of semiconductor materials is poised to have a lasting impact on the development of future technologies, contributing to India’s vision of becoming a global leader in science and innovation. Apart from JNCASR, Prof. Samuel Poncé, a researcher from the Université catholique de Louvain, Belgium also participated in this study.

    The research findings have been published in the journal Nano Letters under the title “Dominant Scattering Mechanisms in Limiting the Electron Mobility of Scandium Nitride.”

    The European Anti-Fraud Office (OLAF) hosted the joint conference of the national Anti-Fraud Coordination Services (AFCOS) from the EU Member States and their counterparts in candidate countries and potential candidate. Around 100 representatives met in Brussels on 15 – 16 October 2024 to exchange best practices, learn about the latest anti-fraud investigative techniques and work towards stronger cooperation.

    OLAF and the AFCOS work together towards the same objectives of protecting the financial interests of the EU and ensuring that citizens can fully benefit from the opportunities provided by EU funds, in Europe and beyond. 

    OLAF Director-General Ville Itälä stressed the importance of a strong and effective cooperation for the success of all partners in the anti-fraud architecture. “It remains crucial that we work together like never before to protect the financial interests of the EU. Fraudsters use new technologies without any legislative or ethical limitations, they do not respect borders and their criminal activities exploit any loopholes they discover in multiple jurisdictions. That is why we, in the anti-fraud community, need to make sure that we have procedures in place to respond quickly, collectively and as efficiently as possible.” 

    The conference, which focussed on the theme of ‘Fighting fraud together’, offered participants valuable insights into the legal and operational framework that OLAF operates in. The programme addressed the shift in perspective and design needed to fight fraud in performance-based financial instruments, such as the Recovery and Resilience Fund (RRF) and the Ukraine facility. These new instruments represent huge amounts of funds and require innovative approaches to financial controls and investigations. Nothing proves the abuse of EU funds more tangibly than bank accounts transfers. This is why the recently acquired power of OLAF to access banking data in Member States and cooperating countries is so important and has already led to success stories on how to follow the movement of money across borders.  

    The discussion on Artificial Intelligence illustrated concrete examples where the use of AI to generate profiles for monitoring purposes, support language processing and machine learning played a key role in complex, transnational investigations. Fraudsters use AI recklessly, free from any legislative or ethical limitations, and it is the role of anti-fraud actors to think out of the box and develop joint, fast and creative countermeasures in a challenging regulatory environment.

    The conference highlighted the central role that AFCOS play in key areas such as the recovery of funds, thanks to their specific insight on debtors located in their territories. Discussions on the PIF report and its new features and the need of Irregularity Management System (IMS) reporting to fully exploit the potential of data mining and risk scoring, also emphasised the added value that AFCOS bring in the wider fight against fraud. 

    During the two days, participants from Member States, as well as candidate countries and potential candidate had the unique opportunity to reflect and report on their experiences within the EU anti-fraud community, for example on investigations into double funding and conflict of interest or practical difficulties with the confidentiality of data. From this perspective, the conference confirmed once again that OLAF is stronger when it works with others and that much of the success of the fight against fraud depends on a sustained, strong and efficient cooperation with AFCOS.

    Background

    EU Member States are required to designate an anti-fraud coordination service (AFCOS) in accordance with Article 12a of Regulation 883/2013 to facilitate effective cooperation and exchange of information, including information of an operational nature, with OLAF.

    Member States are autonomous in deciding where to best place the AFCOS within their national administrative structure. The placement of AFCOS should provide for its visibility and importance in relation to other relevant authorities in the field of protection of the EU’s financial interests. Some Member States placed their AFCOS either within the Ministry of Finance or the Ministry of Interior; others established it as an independent Government’s service.

    OLAF mission, mandate and competences:
    OLAF’s mission is to detect, investigate and stop fraud with EU funds.    

    OLAF fulfils its mission by:
    •    carrying out independent investigations into fraud and corruption involving EU funds, so as to ensure that all EU taxpayers’ money reaches projects that can create jobs and growth in Europe;
    •    contributing to strengthening citizens’ trust in the EU Institutions by investigating serious misconduct by EU staff and members of the EU Institutions;
    •    developing a sound EU anti-fraud policy.

    In its independent investigative function, OLAF can investigate matters relating to fraud, corruption and other offences affecting the EU financial interests concerning:
    •    all EU expenditure: the main spending categories are Structural Funds, agricultural policy and rural development funds, direct expenditure and external aid;
    •    some areas of EU revenue, mainly customs duties;
    •    suspicions of serious misconduct by EU staff and members of the EU institutions.

    Once OLAF has completed its investigation, it is for the competent EU and national authorities to examine and decide on the follow-up of OLAF’s recommendations. All persons concerned are presumed to be innocent until proven guilty in a competent national or EU court of law.

    Meeting with the South Korean delegation17.10.2024On October 17, 2024, at the Ministry of National Defense, Deputy Minister Paweł Bejda hosted a South Korean delegation led by Deputy Minister of the Defense Procurement Agency (DAPA) Hyunki Cho. The delegation also included South Korean Ambassador Hoonmin Lim and President and CEO of Korea Aerospace Industries (KAI) Gooyoung Kang.

    The main topic of the talks was the development of bilateral cooperation in the field of defense. One of the topics was issues related to the cooperation of industries and Polonization. The Korean guests emphasized the potential of Poland, in which they see the location of the FA-50 service center in Europe based on the WZL-2 plants. The possibility of expanding technological and industrial cooperation was also discussed, including the transfer of technology and joint research and development projects. Both sides expressed satisfaction with the cooperation to date and the desire to further develop the partnership, which is of key importance for strengthening the security of both Poland and South Korea.

    On Friday, October 18, the Minister of National Defense participated in the second day of the meeting of NATO defense ministers in Brussels. – During the session, we also discussed matters concerning the upcoming events, analyzing the geopolitical situation. There is full unity of the Alliance here. This is my next meeting and I see that this integration of the Alliance, as well as the desire for greater spending, is becoming more and more common. This ambitious plan is not related to 2%, because it is the minimum, but it is to be the starting point. The ambition plan that Poland has set for itself, 4.7% of GDP next year, the highest among all OTAN countries. This commands great respect here and many countries follow Poland. I am not talking only about the countries of NATO’s eastern flank, but also the countries of southern Europe are changing their strategy – informed the Deputy Prime Minister. During the session of the North Atlantic Council on deterrence and defence, the heads of defence ministries summed up the key issues for Poland related to building the capabilities necessary for collective defence in our region, such as: logistics, development of capabilities, air and missile defence and increasing the readiness of forces. – I also spoke in bilateral meetings with the ministers of the Baltic states. We talked about the challenges for the new commissioner for defence. He comes from our region, from the eastern flank of NATO, so here we see a big chance to get a real budget – the vice prime minister emphasized, W. Kosiniak-Kamysz. On the second day of his visit to Brussels, the vice prime minister W. Kosiniak-Kamysz held bilateral talks with John Healey, the Secretary of Defense of the United Kingdom, and Pirro Vengu, the Minister of Defense of Albania. – I also met with the Minister of Defense of Italy, Luxembourg, Albania, and I also talked to the Minister of Defense of the United Kingdom. We said goodbye to Secretary Austin, the US Secretary of Defense, because this is the last meeting of the Biden administration at this level. I thanked him on behalf of our country, on behalf of Poland, for his great dedication to the security of the Polish state, for his great commitment – said the head of the Ministry of National Defense. The prime minister W. Kosiniak-Kamysz also referred to the letters of intent signed during the first day of the meeting. – The most important agreement concerns the DIAMOND air defense. Para bromear agreement on the initiative of the British, but it includes Germans, French and Italians. Para bromear a serious agreement on the exchange of experience related to air defence. Para bromear key for Europe – air defence is simply the most important thing. (…) The second agreement concerned the French initiative – acquiring and supplementing long-range capabilities. Many countries have joined this initiative, we are talking about this in the Weimar Triangle. We have already concluded and signed this declaration in Washington, now we are simply implementing it by inviting other countries. The third issue concerned issues in the field of cybersecurity, the exchange of skills in this area – noted the head of the Ministry of National Defence. As the head of the Ministry of National Defence informed after the Council meeting, the Education and Training Analysis Centre OTAN-Ukraine will be headed by a Polish general. – An important thing regarding the NATO Education and Training Analysis Centre-Ukraine in Bydgoszcz. The head of this centre will be the very experienced General Ozga, who spent many years here in NATO. In the alliance, he will head the Education and Training Analysis Center OTAN-Ucrania, which was located in Bydgoszcz in February this year, and the declaration from the Washington summit confirmed this. We want to achieve initial operational capabilities in January 2025, and develop them to full capabilities over the next year. I called on all our allies to participate. It is good that a Pole will be at the head of this unit – emphasized the Deputy Prime Minister. Deputy Prime Minister W. Kosiniak-Kamysz informed that according to the CBOS survey, the Polish Army enjoys the highest level of public trust in history. – Finally, good news from Poland. The Polish Army enjoys the highest recognition in CBOS research. Never before has there been such a level, as much as 83% of trust in the Armed Forces of the Republic of Poland, in the history of research on support for various professional groups, various environments. The army during the time when I have the honor of being the Minister of National Defense, has reached this level of the highest Historical trust, for which I am very grateful, because only thanks to our citizens, thanks to our taxpayers, are we able to carry out the great transformation of the Polish army.   • MIL-OSI Europe: Switzerland signs declaration of accession to the European Sky Shield Initiative (ESSI)

    Bern, 18.10.2024 – After the member states of the European Sky Shield Initiative (ESSI) agreed to Switzerland’s application for admission, Chief of Armament Urs Loher signed the MoU and the unilateral declaration of accession by Switzerland on 17 October 2024. Switzerland will thus become the 15th member of the ESSI.

    On 10 April 2024, the Federal Council agreed to accession to the ESSI and authorised the DDPS to sign the ESSI Cooperative Procurement Framework Memorandum of Understanding (MoU) as well as the additional unilateral declaration of accession by Switzerland. After the Foreign Policy and the Security Policy Committees also agreed to the matter, the DDPS initiated the accession process on 8 July 2024 with the signing of the application for membership by Chief of Armament Urs Loher. The member states of the ESSI agreed unconditionally to Switzerland’s accession in a subsequent consultation. Chief of Armament Urs Loher thereupon signed the MoU and the additional unilateral declaration of accession by Switzerland on 17 October 2024.

    MoU as the basis for programme agreements

    With its participation in the ESSI, Switzerland is increasing international opportunities for cooperation: ESSI enables better coordination of procurement projects, training and logistical aspects in the area of ground-based air defence (GBAD). The general provisions are defined in the MoU, according to which the member states carry out the projects and programmes for the cooperative procurement of GBAD systems as part of the ESSI and can exchange ideas on the opportunities in other areas of cooperation. As a participant state of the ESSI, Switzerland can now conclude separate programme agreements for individual projects and programmes as part of the MoU. The initial focus is on medium-range ground-based air defence. Attractive opportunities for cooperation will be available in the future in the areas of shorter-range and longer-range air defence.

    ESSI is compatible with Swiss neutrality

    Signing the declaration of accession to the MoU does not lead to any obligations. Even after signing, Switzerland will decide freely where and to what extent it will participate in the ESSI and which ground-based systems it will procure. As previously, when signing the Memorandum of Understanding in July 2023, in which Switzerland and Austria presented their reservations under neutrality law in an additional declaration, Switzerland also additionally set out its reservations under neutrality law in a public unilateral declaration of accession regarding the signing of the MoU. This refers in particular to the suspension clause of the MoU which enables Switzerland to withdraw from the cooperation due to its neutrality, should a member of the initiative become party to an international armed conflict.

  • MIL-OSI Europe: President Meloni visits Jordan

    The President of the Council of Ministers, Giorgia Meloni, visited Jordan today, where she was received by King Abdullah II.

    The two leaders discussed the situation in the Middle East and the joint efforts towards a ceasefire in Gaza and the release of Israeli hostages in line with Resolution 2735, stressing the need for a political process leading to a two-state solution.

    President Meloni expressed Italy’s appreciation for the role Jordan has played in delivering humanitarian aid to Gaza, also as part of the ‘Food for Gaza’ initiative, and discussed the ‘Gaza humanitarian gateway’ initiative being promoted by King Abdullah II to improve humanitarian access to the Strip, whose content and urgency she shared.

    Recalling the meeting on the Syrian refugee crisis held by Italy in the margins of the Med9 Summit on 11 October, which was also attended by Cypriot President Christodoulides and European Commission President von der Leyen as well as by the Hashemite King himself, the two leaders agreed to continue working in close coordination in order to foster effective and concrete responses to this dramatic emergency.

  • MIL-OSI United Kingdom: Working parents could be missing out on funded childcare

    Estimates suggest nearly a third of parents who have applied for funded childcare do not go on to use it – meaning they are missing out on support they are entitled to.

    Parents of children aged from 9 months to 2 years old are now able to claim up at least 15 hours of funded childcare per week, for 1,140 hours or 38 weeks a year, at an approved provider – while parents of children aged 3 and 4 can claim 30 hours per week.

    To qualify, each parent must earn at least the equivalent of 16 hours per week at national minimum or living wage, and have an income of less than £100,000 per year.

    To find out more, including how to apply for support with childcare costs, please visit the Childcare Choices website. Eligibility must be renewed every 3 months.

    Parents who have received codes but don’t know where or how to use them are encouraged to contact the City of Wolverhampton Council’s Early Years team via early.years@wolverhampton.gov.uk for help and support.

    Alison Hinds, the council’s Director of Children’s Services, said: “Every year hundreds of families in Wolverhampton benefit from funded childcare schemes at participating nurseries, schools and childminders around the city.

    “Accessing early education gives your child the chance to learn, play and make new friends and the opportunity to develop and master new skills. It supports them as they prepare for school by helping them to communicate, explore new experiences, be active and healthy – and of course, it also helps working parents juggle careers and childcare.

    “However, we have found that some of our parents and carers have applied for funded childcare but, for whatever reason, are not making use of their codes to access it. If you find yourselves in this position, please contact our Early Years team for advice.

    “Meanwhile, I would encourage working parents who are not yet accessing funded childcare to find out more, and sign up at Childcare Choices if they are eligible.”

    The CMA has responded to the Department of Education’s consultation on plans to introduce statutory guidance requiring all school governing bodies to review their school uniform policies and ensure costs are manageable for parents and carers.

    The CMA supports the use of statutory guidance on school uniforms as a means for the Department of Education to achieve its policy objective of making costs manageable for parents and carers. We endorse reducing the number of branded items and single supplier arrangements to lower the costs of school uniforms. Additionally, we offer reflections on the proposal to introduce cost control measures, such as a price cap.

  • MIL-OSI United Kingdom: Magical evening planned for Norwich Festive Lights Switch-On – November 14

    St Peters Street in front of City Hall will be the place to be to put the twinkle into the build-up to Christmas with the Norwich Festive Lights Switch-on on Thursday 14 November.

    This annual festive smorgasbord of fun entertainment includes a large helping of magic and will mark the switching-on of the stunning array of pretty lights which decorate busy shopping streets across the city for the holiday period. It will also come with a sprinkle of a white Christmas for those who like snow!

    Provided by Norwich BID with support from the city council, the lighting scheme is 100% LED and powered by 100% renewable energy.

    This year’s Festive Lights Switch-On event will run from 5:30pm to 7:05pm, with the lights being switched on at 7pm from the stage in front of City Hall.

    Entertainment, hosted by Norwich City Council, will feature song and dance performances from local favourite and Youtube sensation ‘East Anglian Boy’ Leon Mallett and up-and-coming pop starlet Juliet, with panto fun with Triple Threat Theatre.

    In addition, there will be a Christmas Disco from our new primary school partners The Catton Grove Allstars, a festive performance from Framtastics Gymnastics, the traditional ‘ho-ho-ho’ from Father Christmas and blessings for the festive season by the Revd Canon Edward Carter from St Peter Mancroft Church.

    There will be a special guest to throw the switch on the festive lights – Norfolk comedy legend Owen Evans, from double act The Nimmo Twins, who is appearing in Aladdin at Norwich Theatre Royal this festive period.

    Following the Switch-On, there will be more entertainment on Gentleman’s Walk with a brass band playing seasonal favourites, many Norwich Market stalls remaining open through to 8pm for foodie treats and Christmas shopping opportunities, and a funfair offering thrills from 4.30pm until late.

    Council cabinet member for A Prosperous Norwich, Cllr Claire Kidman said: “Our Festive Lights Switch-on, hosted by the council in front of City Hall, is a wonderful and enjoyable annual treat which for many of us marks the start of the countdown to the festive period.     With the outbreak of the full-scale war, the judicial system in Ukraine faced unprecedented challenges, especially in communities adjacent to a frontline where courts ceased to operate. In response, an ad hoc procedure was introduced for the duration of the war which stipulates the suspension of periodic judicial reviews of detention legality and its automatic prolongation.
    Following the appeal by two suspects in  criminal investigations to consider the constitutionality of their detention without judicial review, the Constitutional Court, requested that the OSCE provide an amicus curiae, a consultative opinion from international expert Alexandru Tanasie on the case. Following this, the Court declared unconstitutional the ad hoc procedure, thus invalidating relevant provisions of the Criminal Code of Ukraine. The ruling comes into force on 18 October 2024.
    “Every human being is bestowed with inalienable dignity as part of his or her human nature. His or her dignity may not be denied even in cases when he or she is suspected of committing criminal wrong – in no case can a person be treated as an instrument in pursuit of however compelling public interest commend the opinion delivered in this case with the OSCE support by my eminent colleague Alexandru Tanase. Such instruments, like this amicus, offered by the OSCE within our project co-operation are effective and practical; they enrich our case law and help persuade. Thus, they have a lasting impact on human rights protection,” said Vasyl Lemak, the Constitutional Court’s judge-rapporteur on the case.
    “We are pleased, that our help has such a noticeable impact, and our assistance is being used by our Ukrainian partner to prove in practical terms, that even in the duress of war Ukraine keeps human rights defense high on its agenda,” noted Pierre Baussand, the Chief of Operations of the OSCE Support Programme for Ukraine.  
    The tool of constitutional complaint, used in this case, was introduced by the 2016 Constitutional reform and put into operation in 2017, when changes to the Law on the Constitutional Court of Ukraine developed with the OSCE’s support were approved by the Parliament. The OSCE comprehensive support in this area also involved training courses for human rights defenders on how to use constitutional complaints and capacity-building for the Court’s Secretariat’s staff to enable swift processing of submissions.

    VICENZA, Italy – “You need to leave your computer desk and get into the warrior mentality,” said U.S. Army Sgt. 1st Class Fabricio Monterroso, electronic maintenance chief with U.S. Army Southern European Task Force, Africa (SETAF-AF). Such is the effort SETAF-AF soldiers need when preparing for the upcoming Expert Infantry, Soldier and Field Medical Badges (E3B) challenge.

    E3B is a grueling test with multiple graded tasks over a one-week period. It is the combination of the Expert Infantry Badge, Expert Field Medical Badge and Expert Soldier Badge. E3B takes place at Caserma Del Din, Vicenza, Italy on Oct. 21st and will feature participants from SETAF-AF, the 173rd Airborne Brigade, as well as units from Germany and foreign national partners.

    “Our role is to simply lend a hand,” said Monterroso. “We give our expertise, help in the training and give tips and tricks from when we went through it.”

    In order to assist participants this year, SETAF-AF’s Headquarters and Headquarters Battalion established an internal training plan. Additionally, a group of those who have already earned their badges have agreed to provide their own support and expertise during the training.

    Monterroso, serving as one of the trainers, has been stationed in Italy for two years, one with the 79th Theater Sustainment Command and one with SETAF-AF. Currently, he primarily serves with the communications directorate, ensuring successful network capabilities at exercises and security cooperation engagements in Africa.

    “SETAF-AF Soldiers don’t typically get exposed to as many ‘soldier tasks’ compared to candidates from the 173rd or others who are more infantry orientated,” said Monterroso. “So we decided to set up this internal train-up for one-week to familiarize them.”

    During the internal training week, soldiers get refreshed on a variety of essential tasks and skills such as medical knowledge, land navigation, weapon disassembly and other skills. Monterroso joined Sgt. 1st Class Rodd P. Simington and Capt. Joshua A. Salters in leading the land navigation portion.

    “We know they won’t learn everything, but you have to break that seal,” said Monterroso. “It certainly helped me when I went through it.”

    Monterroso is a member of the U.S. Army Reserve, one of many reservists and guardsmen who work at SETAF-AF on temporary active-duty orders. He said it was an incredible opportunity to compete for and obtain his Expert Soldier Badge.

    “When I first heard about it, I was very excited. As a reservist we don’t get a lot of chances to do stuff like E3B.” said Monterroso. “So when I heard about it back in 2022, I threw my hand up. But I had no expectations of actually badging.”

    For Monterroso, this was a challenge to see how he measured up both physically and mentally. As a former drill sergeant, this was a chance to prove to himself he could still do it, which was an opportunity he loved.

    “My train of thought was to simply throw myself in there,” said Monterroso. “Thanks to the internal train-up we had back then, I was able to improve upon many things like rucking and not be as shocked when doing the actual lanes.”

    Monterroso provides more to this year’s participants than simply training or expertise.

    “I don’t only train them up, of course; I’m boosting their morale,” said Monterroso. “I like to make sure everyone laughs even during training. They should have a good time and not be overwhelmed by just training all of the time.”

    As E3B approaches, Monterroso describes why every Soldier should participate in the grueling event.

    “Whether you think you will earn the badge or not, you should do it just for the experience,” said Monterroso. “It’s always good to throw yourself to the fire and see how you come out. E3B is a great way to test yourself and see where you are.”

    This year’s E3B is hosted by the 173rd Airborne Brigade and incudes Soldiers from across Europe, including partners and allies from Croatia, Italy, the Netherlands, Slovenia and Spain. E3B creates experts at all levels, across all organizations, increasing readiness and lethaity of Soldiers, teams, squaads ad platoons. These events are a key enabler to molding the force into professionals, while stressing commitment to every Soldier’s individual development.

    The Scottish Government must apply for an Unexplained Wealth Order to investigate Donald Trump’s business activities in Scotland or risk damaging faith in our justice system, Ross Greer MSP has said.

    Mr Greer wrote to First Minister John Swinney asking for an update on demands made by the Scottish Greens in June that Donald Trump’s business activities be fully investigated to ensure they’re in compliance with the law.

    The letter highlights Mr Trump’s conviction earlier this year on 34 counts related to the falsification of business records. In that case, the judge ruled that he had submitted a “false valuation” of his Aberdeenshire golf course.

    An Unexplained Wealth Order can be applied for by Scottish Ministers under the Proceeds of Crime Act 2002, allowing investigations into “politically exposed persons” suspected of involvement in serious crime.

    “Donald Trump has been convicted on dozens of counts of fraud in America. The judge in his New York trial specifically ruled that he had submitted a “false valuation” of his golf course here in Scotland.

    “It’s a core principle of any legal system that everyone be treated equally, regardless of how rich or powerful they are. Anyone who may have broken the law must be held to account.

    “So it is more than odd that, even after all his convictions in New York, including the clear links to Scotland, not a word has been said about investigations into Trump here. In the intervening period he’s even announced the opening of another Scottish golf course.

    “The Scottish Greens have urged the Scottish Government for years to apply for an Unexplained Wealth Order, allowing them to fully investigate Trump’s business activities in Scotland. If they want to maintain public confidence in our justice system, we must see action on the seriously concerning evidence which has emerged.”

    Donald Trump Unexplained Wealth Order

    Dear John,

    At First Minister’s Questions on June 27th I asked if you could provide an update on whether an Unexplained Wealth Order is being sought regarding Donald Trump’s Scottish business activities.

    As you are aware, earlier this year, Mr Trump was found guilty on 34 counts related to the falsification of business records by the New York State Supreme Court. The judge presiding over this case ruled that he and his company are liable for the “false valuation” of his golf course in Aberdeenshire.

    Under the Proceeds of Crime Act 2002, Ministers may apply for an Unexplained Wealth Order to investigate Trump’s activities in Scotland, but for years the Scottish Government has said that it can neither confirm nor deny whether Trump is under investigation.

    In your answer on the 27th June, you committed to exploring the issue in further detail and writing to me with an update. I appreciate the constraints on what can be shared, but I have not received any correspondence from your office.

    Faith in our justice system is at risk by the appearance of inaction in the face of potentially serious criminal activity by a rich and powerful individual. For that reason, and given the recent announcement that Mr Trump is opening another golf course in Scotland, I would welcome an update from you on this issue as soon as possible.

    The bill is intended to ensure public premises and events are better prepared for terrorist attacks, requiring them to take reasonably practicable steps, which vary according to their capacity, to mitigate the impact of a terrorist attack and reduce physical harm.

  • MIL-OSI USA: Florida’s retail gasoline price stays stable after Hurricane Milton despite shortages

    Hurricane Milton made landfall on Florida’s western coast on October 9 as a Category 3 hurricane. The hurricane and accompanying rain, winds, and flooding disrupted key gasoline supply chains to the state, leaving hundreds of retail gasoline stations without fuel. However, the average retail price of regular gasoline in Florida has remained relatively stable in the storm’s aftermath, remaining flat at $3.04 per gallon (gal) this week, as supply chains began to recover.

    The Florida average price reflects an estimate for retail prices across the entire state of Florida, and prices may vary significantly across regions, particularly because of major disruptions such as Hurricane Milton.

    Hurricanes can limit fuel supplies in Florida because Florida doesn’t have refineries or gasoline pipelines connecting it to other states with excess supply. Instead, Florida relies on gasoline delivered by ship from domestic and international sources. Because of the storm, several ports were temporarily closed, but others remained open with restrictions. Authorities at Port Tampa Bay, where nearly half of Florida’s petroleum product supply is brought in, reported no significant damage to docks, but they noted infrastructure damage, power outages, and road closures that could disrupt supply.

    Shipments from domestic refineries along the Gulf Coast, supplemented with imports from abroad, supply most of Florida. Florida’s gasoline arrives through several large ports located along its coastlines, each transporting fuel to nearby markets by truck or short-distance pipeline. The regions and their respective mode of transporting gasoline is as follows:

    • Western Florida: trucked from terminals in Port Tampa Bay
    • Southern Florida: trucked from terminals in Port Everglades, just north of Fort Lauderdale
    • Central Florida: transported by pipelines from Tampa, but some petroleum products trucked from Port Canaveral on the Atlantic Coast
    • Northeastern Florida: trucked from terminals in the Port of Jacksonville

    Some gasoline shipments arrive in Florida by both pipeline and truck. At a terminal in Bainbridge, Georgia, gasoline is transferred from the Colonial Pipeline system to a long-distance tanker truck for delivery to the Florida panhandle. Trucks and barges from nearby refineries in Alabama and Mississippi supply the rest of western Florida.

    The average retail gasoline price in Florida was unchanged as of October 14 compared with October 7. In the United States overall, the average retail gasoline price was $3.17/gal, a 1% increase compared with last week.

    Price spikes in response to shortages at individual stations contribute to sharp increases at specific locations, which are reflected in statewide average prices. To help address these shortages, the Florida Division of Emergency Management (FDEM) procured and deployed emergency fuels. On October 15, the governor’s office reported that FDEM deployed 508,600 gallons of diesel and 686,200 gallons of gasoline and that public fuel distribution sites were open at several locations.

    The BRICS University Rectors’ Forum has started at Moscow State University. It is attended by 250 heads and representatives of universities from 20 countries – all BRICS countries (Russia, Brazil, Egypt, India, Iran, China, the United Arab Emirates, Ethiopia and South Africa), as well as Belarus, Bahrain, Jordan, Iraq, Yemen, Lebanon, Libya, Mauritania, Palestine and Sudan.

    It is important for us to work together to prepare new generations of personnel who are capable of not only achieving outstanding scientific results, but also increasingly feeling their responsibility for the future of science and humanity.     Our recent Pensioner Advice Event saw a fantastic turnout from pensioners and their families. Held on Friday 4 October, the event was part of the council’s broader initiative to help pensioners manage the challenges of rising living costs this winter.

    Research institute to create a living archive as part of Cambridge heritage project

    Anglia Ruskin University (ARU) is helping Cambridge residents tell the story of the culture of the city’s Kite area through a unique citizen heritage project.

    Let’s Go Fly The Kite is a collaboration between ARU’s StoryLab research institute, Together Culture Cambridge and The Cambridge Room, with the support of the Cambridge Science Centre and funding from The National Heritage Fund. 

    As part of the project, the public are encouraged to take part in story-sharing events on Thursday, 24 October (6-8pm) and Saturday, 16 November (12-5pm).

    The neighbourhood, which stretches east from the city centre, from Christ’s Pieces to East Road, was built in the 19th century and gets its name from its shape, with its boundaries resembling a kite. The story-sharing events aim to understand what The Kite means to Cambridge residents in the present day as well as discover the memories passed on by relatives, friends or neighbours.

    Let’s Go Fly The Kite has recruited 10 local people to work as oral historians and story editors. ARU’s StoryLab will create an interactive platform and associated living archive of these memories, called the Navigator, and the Cambridge Room has helped recent ARU graduate James Hartley to make a film to share The Kite’s collective story. The Navigator will be unveiled in February, when Together Culture hosts The Festival of The Kite.

  • MIL-OSI United Kingdom: Update on the transformation of Derby’s Cultural Heart

    Key milestones in the transformation of Derby’s Cultural Heart have been reordered following questions raised through the scrutiny process.

    Following feedback that was received through the Council’s scrutiny process, the Leader of the Council, Councillor Nadine Peatfield, with the support of her Cabinet, has taken the decision to reorder the redevelopment of the site.

    In early 2024, a new vision for the site of the former Assembly Rooms and adjoining multi-storey car park was shared, and it was announced that the demolition would begin this autumn.

    Last week, the Council’s Regeneration Scrutiny Board was in favour of the demolition of the existing building and the proposals for the new scheme, however some questions were raised around the length of time the site would be vacant and when funding for the scheme would be confirmed.

    As a result, instead of the Council undertaking demolition this autumn followed by the site standing vacant for a short time, milestones have now been reordered which will mean that demolition and construction of the new site will take place consecutively.

    The Council will continue to work closely with its preferred strategic development partners, VINCI UK Developments and ION Developments, to progress the masterplan and business plan for the future of the site, ahead of a planning application. 

    These changes will not affect the overall strategic programme for redevelopment and enabling works to prepare the site for demolition and redevelopment will continue as planned.

As the Leader of this minority administration, it’s essential that I listen and take time to consider the questions posed by our opposition. Resequencing our plans is the responsible thing to do and supports the pledge this Cabinet made to leading responsibly and maintaining stability. We’ll continue to work with our development partners to ensure that the new scheme will follow on seamlessly from the demolition of the existing building.

    The city’s cultural offer has also changed significantly since we announced plans to begin demolition back in March. This means that it’s more important than ever to ensure that we work with our partners, VINCI UK Developments and Ion Property Developments, to refine and perfect our plans for the city’s new cultural heart.

    I understand that this may be disconcerting for our residents and partners who are keen to see visible progress, but please be reassured that we’re confident in our proposals for the site and are committed to transforming our city centre into a vibrant and welcoming place with culture at its heart.

  • MIL-OSI United Kingdom: Residents dazzle judges in 5th Anniversary of pan disability competition Dance Westminster | Westminster City Council

    This week, 10 people with disabilities performed in the Dance Westminster final held at Porchester Hall. Westminster City Council, in partnership with award-winning dance company Step Change Studios, is proud to celebrate five years of the inclusive dance competition.

    Dance Westminster aims to dismantle barriers to accessible dance and encourage more disabled residents in our communities to be active.

    The Strictly-esque initiative provides free dance workshops where participants can learn an exciting new routine. This year, we saw 100 disabled people take part in the workshops.

    Auditions then took place to search for the 10 stars who would compete for the various trophies up for grabs at the finale. Judged by our three fabulous celebrity judges (Wayne Sleep OBE, Angela Rippon CBE and Kai Widdrington), finalists showed off their impressive dance moves in front of over 230 audience members.

    Ages of the finalists ranged from 13 to 84-years-old and included people who have dementia, autism, varying mobility needs, and sight loss. A variety of dance styles was represented including Latin, Bollywood, Ballroom, Hip Hop and Highlife.

    After an incredible showcase of talent, the winner of this year’s Dance Westminster was Guy Lansquiot (57), who has a learning disability. Guy, and professional dance partner Georgia, received a perfect score of 10 from each judge for his energetic Latin style dance to Buckcherry’s “Let’s Get Wild”.

    Guy said:

    “I wasn’t expect(ing) that. I did my best you know, dancing for the past three or four years at Moberly (Sports Centre). I was a little bit nervous. When all the tens came out from the judges I was surprised, and I didn’t realise they (had) call(ed) out my name for that.”

    The Audience Choice was awarded to Jacob Hassan (83), who has dementia and uses a walking frame.

    Jacob said:

    “It’s infectious. I love dancing. Ever since I was a kid the same thing happened. At home we had gurus that come together, but the best people to learn dancing from are the kids. They have all sort of style.”

    Rashmi Becker MBE, Founder of Step Change Studios said:

    “The 5th Dance Westminster initiative is a significant milestone. We created this initiative to support disabled people to be active. One in five adults in our community are inactive but disabled people face unnecessary barriers. We wanted to provide an inclusive, fun opportunity for disabled people to access dance and achieve their potential.”

Dance Westminster has provided additional opportunities through a weekly inclusive dance class, and finalists have performed at numerous events including the Paralympic torch lighting ceremony in Stoke Mandeville. It has been rewarding to see people realise their potential, and this year’s dancers have moved people to tears of joy.”
