  • MIL-OSI USA: Justice Department Finds Civil Rights Violations by the City of Lexington, Mississippi, and the Lexington Police Department

    Following a comprehensive investigation, the Justice Department announced today that the City of Lexington, Mississippi (City), and Lexington Police Department (LPD) engage in a pattern or practice of conduct that deprives people of their rights under the U.S. Constitution and federal law. Lexington is a town of approximately 1,200 people, located about an hour outside of Jackson, Mississippi.

    Specifically, the Justice Department finds that LPD unlawfully

    • Arrests, jails and detains people who cannot pay fines or fees, without assessing their ability to pay;
    • Uses excessive force;
    • Conducts stops, searches and arrests without probable cause, including jailing people on illegal “investigative holds” and arresting people solely because they owe outstanding fines;
    • Imposes money bail without justification or assessment of ability to pay;
    • Jails people without prompt access to court;
    • Violates the rights of people engaged in free speech and expression, including by retaliating against people who criticize the police;
    • Discriminates against Black people; and
    • Operates under an unconstitutional conflict of interest because LPD’s funding depends on the money it raises through its enforcement.

    “Today’s findings show that the Lexington Police Department abandoned its sacred position of trust in the community by routinely violating the constitutional rights of those it was sworn to protect,” said Attorney General Merrick B. Garland. “The Justice Department’s investigation uncovered that Lexington police officers have engaged in a pattern or practice of discriminating against the city’s Black residents, used excessive force, and retaliated against those who criticize them. Additionally, Lexington’s approach to fines and fees — including unlawfully arresting, jailing, and detaining people based on their failure to pay money without assessing if they can afford to do so — has been devastating for its residents. Being poor is not a crime, but practices like these amount to punishing people for poverty. People in that community deserve better, and the Justice Department is committed to working with them, the City, and the Police Department to make the City safer for all its citizens.”

    “Public safety depends on public confidence in our justice system,” said Deputy Attorney General Lisa Monaco. “The Lexington Police Department’s incarceration of individuals because they could not afford to pay fines — as detailed in today’s findings report — undermined that confidence and violated the civil rights of Lexington residents. I’m grateful to the Civil Rights Division for its thorough investigation and continued work to address these findings.”

    “Lexington is a small, rural community but its police department has had a heavy hand in people’s lives, wreaking havoc through use of excessive force, racially discriminatory policing, retaliation, and more. In every corner of our country, police officers must respect people’s constitutional rights and treat people with dignity,” said Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division. “After an extensive review, we found that police officers in Lexington routinely make illegal arrests, use brutal and unnecessary force, and punish people for their poverty — including by jailing people who cannot afford to pay fines or money bail. For too long, the Lexington Police Department has been playing by its own rules and operating with impunity — it’s time for this to end. Our findings report furthers the Justice Department’s commitment to ensuring fairness and the rule of law.”

    “Police have the authority to enforce the law, not to act as debt collectors for the City, extracting payments from the poor with threats of jail,” said U.S. Attorney Todd Gee for the Southern District of Mississippi. “No matter how large or small, every police department has an obligation to follow the Constitution.”

    Based on the department’s investigation, over the past two years, LPD has made nearly one arrest for every four people in town, primarily for low-level offenses and traffic violations. That is more than 10 times the per capita arrest rate for Mississippi as a whole. Many of these arrests were for non-criminal conduct, like owing outstanding fines and using profanity. Most of those arrested are Black people. In 2023, Black people were 17.6 times more likely to be arrested by LPD than white people were.

    When making low-level arrests, LPD uses tactics normally reserved for serious offenses. For example, LPD officers broke down a Black man’s door to arrest him for swearing at a public official. In another case, while attempting to arrest a man for having a tinted windshield, officers followed the man’s car to his house, forced their way into his home, and tased him for 15 seconds. On the same day the Justice Department opened the investigation, LPD officers chased a man accused only of disturbing a business and tased him nine times.

    LPD’s enforcement strategy has put hundreds of people in debt to the police department. In a town of about 1,200 people, the total sum of outstanding fines owed to LPD is more than $1.7 million.

    The department also found that LPD lacks any meaningful accountability system and that people experiencing poverty who are accused of crimes in Lexington regularly lack access to counsel, both of which allow LPD’s misconduct to continue unchecked.

    The Justice Department opened its investigation on Nov. 8, 2023. Career attorneys and staff in the Civil Rights Division’s Special Litigation Section and the U.S. Attorney’s Office for the Southern District of Mississippi conducted the investigation. The team was assisted in this investigation by experts in law enforcement practices. The team conducted an extensive review of LPD’s records, including hundreds of arrest reports and municipal court records and hundreds of hours of body-worn camera footage. The team also interviewed City and LPD leadership and line officers, accompanied officers on ride-alongs, observed the Lexington Municipal Court, and met with dozens of community members.

    In February, while the investigation was ongoing, the department issued a letter to the City of Lexington raising significant concerns regarding their practice of jailing people for unpaid fines without first assessing whether they can afford to pay them.

    The City and LPD cooperated fully with the investigation. The City and LPD have committed to working cooperatively with the department to address the violations identified in the department’s findings.

    The department conducted this investigation pursuant to 34 U.S.C. § 12601 (Section 12601), which prohibits law enforcement officers from engaging in a pattern or practice of conduct that deprives people of rights protected by the Constitution or federal law. Section 12601 authorizes the Attorney General to file a lawsuit in federal court seeking court-ordered remedies to eliminate a pattern or practice of unlawful conduct.

    This investigation reflects the Justice Department’s efforts to ensure constitutional policing and to combat unlawful practices with respect to fines and fees. The department previously addressed policing for profit in its findings on the Ferguson Police Department in Missouri in 2015. The consent decree that followed has resulted in the dismissal of about 63,000 citations and a reduction of over $1 million in fines and fees. In July 2022, the department filed a Statement of Interest in Coleman v. Brookside, explaining that judges, prosecutors, and police violate the Constitution when they are motivated by profit rather than justice. And in April 2023, the department issued a Dear Colleague Letter containing updated guidance on fines and fees for state and local courts.

    The department will be conducting outreach to members of the Lexington community for input on remedies to address the department’s findings. Individuals may submit recommendations to Community.LexingtonMS@usdoj.gov.

    Responding to the announcement by Australia, Canada, Germany, and the Netherlands during the UN General Assembly yesterday that they will initiate legal proceedings that could lead to action at the International Court of Justice against Afghanistan for numerous violations of the UN Convention on the Elimination of All Forms of Discrimination against Women, Agnès Callamard, Amnesty International’s Secretary General, said:

    “The Taliban have made life for Afghan women and girls intolerable. They have erased them from all spheres of life and systematically stripped away their rights and dignity.

    “Amnesty International welcomes any steps by states to hold the Taliban accountable under international law for the widespread and institutionalised violation of women’s and girls’ human rights, which most likely amount to the crime against humanity of gender persecution.

    “The international community should pursue all available avenues to end ongoing pervasive human rights violations in Afghanistan, including through the International Court of Justice.

    “This is a vital step towards securing justice for violations, it should be complemented by other comprehensive efforts to address the full range of past and ongoing atrocities, including those against women and girls, that the Taliban and other state and non-state actors have committed throughout the continuous cycle of conflict in Afghanistan for more than 40 years.

    “The world must act in solidarity with the courageous women and girls of Afghanistan by advocating for their rights and holding the Taliban regime to account.

    “This welcome legal initiative should also serve as a timely reminder that governments have a responsibility to provide international protection to all those fleeing systematic discrimination and oppression in Afghanistan.”

    Acting unitedly to accelerate the implementation of the Paris Pact for People and Planet (4Ps) agenda in support of an ambitious reform of the international financial architecture

    Just over a year after the June 2023 Summit for a New Global Financial Deal, the UN General Assembly’s High-Level Week provided an opportunity for world leaders to reaffirm their support for the 4P agenda to reform the international financial system. They also expressed their commitment to establishing a 4P Senior Officials Group that will play a strategic facilitative role in delivering ambitious outcomes for the upcoming major events in 2024, ahead of the 4th International Conference on Financing for Development in Seville in 2025.

    On this occasion, the United Kingdom, Mauritania, Togo, Seychelles, Gambia and Guinea Bissau joined the Compact, bringing the number of 4P member countries to 66. Just over a year after its launch, the 4P is now a vibrant network involving countries from all income levels and continents. It offers the international community a unique opportunity to work together in a spirit of solidarity and equality to develop constructive measures and overcome bottlenecks. Heads of State and Government welcomed the establishment of the Compact Secretariat (housed at the OECD as an independent body) and are committed to supporting its important role in implementing the 4P agenda.

    Numerous operational coalitions have been established under the Compact, enabling countries and interested stakeholders to work together in concrete ways to improve outcomes, including the Debt, Nature and Climate Review Process by International Experts, the Coalition for the Inclusion of Debt Suspension Clauses in the Event of Climate-Related Natural Disasters, the Global Solidarity Levies Task Force, the Global Roadmap on Biodiversity Credits, the Global Green Bonds Initiative, and the Coalition for Paris-Compliant Carbon Markets.

    Despite an increasingly difficult international context, encouraging results have been achieved, but greater efforts will be needed to accelerate progress. Accordingly, in the presence of the UN, WTO, OECD, and IMF, Heads of State and Government reaffirmed their commitment to work together, in accordance with the fundamental principles of the Pact and in synergy with other relevant initiatives, such as the Bridgetown Initiative.

    They have in particular:

    affirmed their commitment to accelerate efforts to increase the participation and representation of developing countries and emerging economies in the decision-making bodies of international development finance institutions and other international economic and financial institutions. They supported the ambition of the Brazilian G20 presidency to work towards a fairer system of global governance, in particular with regard to the reform of the international financial architecture; stressed the need to provide concrete solutions to alleviate the debt burden and vulnerabilities of developing countries, including through innovative instruments, such as debt-for-climate or environmental swaps or the adoption, based on good practices, of debt service conditions, including debt suspension clauses in the event of climate-related natural disasters, as well as solutions to address liquidity issues and a voluntary reallocation of Special Drawing Rights to increase fiscal space for countries most in need; affirmed their commitment to support the scaling up of concessional financing for the poorest and most vulnerable countries, including to ensure that the 21st replenishment of the International Development Association is successful; stressed the importance of cooperation to support multilateral development banks (MDBs) and international financial institutions in following the recommendation to achieve a “1:1” ratio for private finance mobilized by public resources, and they recognized the need to mobilize private financial flows for their common priorities by reducing the mismatch between real and perceived investment risks. To this end, Heads of State and Government recognized the need to work together to develop a roadmap and establish a constructive dialogue between regulators, rating agencies, private investors, States and other stakeholders to improve the transparency and accuracy of country ratings and risk assessments, including to maximize the risk reduction impact and the mobilization of private financing by MDBs, development finance institutions and bilateral donors; recalled the need to increase public financing from all sources, including by exploring the possibility of globally targeted levies and other measures to develop fairer and more efficient tax systems, and by further supporting capacity building and the sharing of expertise to increase domestic resource mobilization. To advance these priorities, Heads of State and Government will continue to coordinate their efforts with other members of the Compact and raise the level of ambition in all fora, in order to contribute to ensuring that the best possible outcomes can be achieved. be obtained at the COPs, the International Conference on Financing for Development and other major international events.

    Rachel Kyte will support ministers to increase senior international diplomatic engagement on climate and clean energy.

    Foreign Secretary David Lammy and Energy Secretary of State Ed Miliband have announced Rachel Kyte as the UK’s Special Representative for Climate. The role, previously left vacant for over a year, has been re-appointed under this administration as part of our ambitions to restore the UK’s role as an international leader on the climate.

    Ms Kyte is Professor of Practice in Climate Policy at the Blavatnik School of Government, University of Oxford and dean emerita of the Fletcher School of Law and Diplomacy at Tufts University. She has extensive international climate experience with previous roles including Special Representative of the UN Secretary-General and CEO of Sustainable Energy for All, World Bank Group Vice President and Special Envoy for Climate Change as well as Vice President for Sustainable Development at the World Bank and for Business Advisory Services at the International Finance Corporation.

    The announcement was made in New York in the margins of a discussion on ‘Accelerating Deployment of Clean Power: Building a Global Clean Power Alliance’, an event hosted by the Foreign Secretary and Energy Secretary.

    Foreign Secretary David Lammy said:

    We cannot address the urgency of the climate and nature crisis without coordinated global action. This government is committed to boosting the UK’s climate leadership. Rachel Kyte will bring invaluable expertise and experience as we work together with partners to drive the energy transition, support those most vulnerable to the worst impacts of the climate crisis and meet the objectives of the Paris Agreement.

    Energy Secretary Ed Miliband said:

    Climate change is the defining issue of our time. The governments mission for clean power by 2030 is about protecting energy security for families and businesses at home, whilst also driving global action to provide climate security for our future generations.

    Rachel’s expertise will be invaluable in unlocking climate finance and supporting countries on the front line of the crisis – backing that strong action at home with leadership on the international stage.

    The situation between Lebanon and Israel since October 8, 2023 is intolerable and poses an unacceptable risk of broader regional escalation. This is in no one’s interest, neither the Israeli people nor the Lebanese people.

    It is time to reach a diplomatic settlement that allows civilians on both sides of the border to return safely to their homes.

    Diplomacy cannot prevail in the midst of this escalating conflict.

    We therefore call for an immediate 21-day ceasefire along the Lebanese-Israeli border, to allow room for diplomacy to reach a diplomatic settlement in line with United Nations Security Council Resolution 1701 (UNSCR 1701), and the implementation of United Nations Security Council Resolution 2735 (UNSCR 2735) regarding a ceasefire in Gaza.

    We call on all parties, including the governments of Israel and Lebanon, to immediately endorse the temporary ceasefire in accordance with UN Security Council Resolution 1701 during this period, and to give a real chance to a diplomatic settlement.

    We are therefore ready to fully support all diplomatic efforts to conclude an agreement between Lebanon and Israel during this period, building on the efforts of the last few months, in order to put a definitive end to this crisis.

    The President of the Republic first expressed his most sincere condolences to the President of the Palestinian Authority and to the Palestinian people in the face of the intolerable human toll among the civilian populations in Gaza and the West Bank.

    The President of the Republic subsequently welcomed the adoption by the UNGA of the Palestinian resolution on the ICJ advisory opinion on the illegality of the Israeli occupation, which France fully supported. He specified that Israeli colonization was a violation of international law that hindered any diplomatic solution and that must end as soon as possible. France remains determined to adopt new sanctions against violent settlers, in conjunction with its partners.

France continues to work on this with all the partners of the Arab Contact Group and with its international partners.

    In this context, the President of the Republic reiterated France’s full support for a strengthened and reformed Palestinian Authority, capable of exercising its responsibilities over all the Palestinian Territories, including Gaza. In this regard, he welcomed the formation of a new government and the work it has already accomplished in this regard. He also specified that he was passing on continuous messages to the Israeli Prime Minister so that Israel stops obstructing the transfer of revenues from the Palestinian Authority, which hinders the proper functioning of the Palestinian government.

    Greater efforts are needed to strengthen international cooperation in digital trade and to collectively formulate international rules related to such business activity, a sector which has injected new impetus into world economic growth, officials and experts said.

    China is willing to work with other nations to support the deeper application of cutting-edge technologies, promote the balanced development of digital trade in all fields, and help small and medium-sized enterprises worldwide achieve sustainable development through digital and intelligent transformation, said Zheng Jianbang, vice-chairman of the Standing Committee of the 14th National People’s Congress, the country’s top legislature.

    Zheng made the remarks at the launch ceremony of the third Global Digital Trade Expo, which opened in Hangzhou, Zhejiang province, on Wednesday.

    He said China has attached great importance to the development of digital trade, which is regarded as one of the three pillars supporting the development of a strong trading nation, alongside trade in goods and services.

    Zheng stressed the need to deepen dialogue and cooperation with other countries in the aspect of governance and to actively take part in the formulation of multilateral, bilateral and regional rules concerning digital trade, so as to create an open, fair, just and nondiscriminatory environment for the development of global digital trade.

    Minister of Commerce Wang Wentao said his ministry will strengthen the construction of digital trade mechanisms, promote high-standard opening-up, and work with all parties to build digital trade into a new engine for common development, ultimately injecting new momentum into global economic growth.

    Wang said more than 400 new products and technologies are being showcased during the expo, while a future-oriented industry exhibition area has been set up for the first time, demonstrating cutting-edge technologies in fields such as artificial intelligence.

    Featuring Kazakhstan and Thailand as guests of honor, the expo, with the theme of “Digital Trade, Global Access”, has attracted more than 1,500 companies from 32 countries and regions, with more than 30,000 professional buyers having registered for the event, including over 6,000 overseas buyers.

    Digital trade in China has made remarkable progress in recent years. Data from the Ministry of Commerce showed that China’s import and export of digitally-delivered service trade rose 3.7 percent year-on-year to 1.42 trillion yuan ($202.2 billion) in the first six months of 2024, a record-high.

    Moreover, the country’s cross-border e-commerce imports and exports reached 1.22 trillion yuan in the first half of the year, an increase of 10.5 percent year-on-year, according to the General Administration of Customs.

    Yi Lianhong, Party secretary of Zhejiang province, said the province will accelerate the building of industrial chains of digital trade, vigorously develop new business models such as digital product trade and digital service trade, ease market access in the digital domain, and bolster safe cross-border data flows.

    Zhaslan Madiyev, minister of Digital Development, Innovation and Aerospace Industry of Kazakhstan, said the expo provides an unique opportunity to showcase innovative technologies, products and ecosystems in global digital trade, while offering an open forum for exploring new markets and fostering opportunities for economic and trade collaboration.

    Kazakhstan has established strong cooperation relations with major Chinese e-commerce platforms like Alibaba and JD, further strengthening its role in the global digital trade arena, while Chinese delivery company YTO Express is partnering with Kazakhstan to build the largest e-commerce logistics center in Central Asia, he noted.

    He added that his country looks forward to further deepening its collaboration with China in areas such as logistics, digital trade and the creation of new technological hubs.

    I want to begin by quoting someone who I wish was here tonight: my mom, Catherine Eugenia Finnegan Biden. (Applause.) Growing up, my mom had an expression. She had a lot of expression. She had a backbone like a ramrod. But my mom, she used to say, “Joey, remember, never bow, never bend, never yield, and never give up.”
    Folks, as I said yesterday at the United Nations, I recognize the challenges the world faces: Ukraine, Gaza, Sudan, Haiti, war, hunger, poverty, climate change. But my message to you tonight is this: We must never, ever, ever bow, bend, yield, or give up. And most importantly, we must never lose faith — lose faith in our abilities to do so much.
    I was first elected to the United States Senate when I was 29 years old, 280 years ago. (Laughter.) Since then, I’ve seen the impossible become — the impossible become reality, for real. I’ve seen the Berlin Wall come down. I’ve seen Poland leave the (inaudible) — I shouldn’t go on, I guess. But I’ve seen apartheid end. I’ve seen humanity pull together to prevent a nuclear war. I’ve seen war criminals and dictators face justice and accountability for human rights violations. And I’ve seen countries in the Middle East make peace. We must always remember.
    In America, I was (inaudible) — I spent a lot of time with Xi of China, and we were in the Tibetan Plateau, and it was one of my 90-some hours alone with him. And he looked at me; he said, “Can you define America for me?” This is an absolutely true story. He said, “Can you define America for me?” I said, “Yes. In one word: possibilities — possibilities.” (Applause.) We believe anything is possible. No, I really mean it. Remember, nothing is impossible.
    And, folks, look, in our time, we turn the page on the — on the — on a whole range of issues. We turned the page. Nothing is impossible, as I said, but we turned the page on the worst pandemic in a century. We defended Ukraine as a tyrant threatened to wipe it off the map. We made the largest investment in history to fight climate change, the existential threat to humanity.
    And, folks, time and again — and I mean this sincerely — time and again, our nation and our world found a way forward. But make no mistake: It didn’t happen by accident. Nothing was inevitable. It took people like all of you assembled here tonight refusing to give up, rejecting the forces that pull us apart, believing that change is possible, and fighting to make it so every single day. That’s what you in this room assembled have done.
    Ladies and gentlemen, that’s our change. Together, we can broker deals, end wars and suffering. We can stop the spread of disease and dangerous weapons alike. We can make AIempower people, not shackle them. We can cut our emissions and achieve our climate ambitions. We can leave our children, literally, a better world.
    That’s our obligation, and we can. We can do this.
    I can say to you — and I mean this sincerely — I’ve never more optimistic in my life because of all of you, and I mean it from the bottom of my heart.

    NEW YORK, Sept. 25 — Chinese Foreign Minister Wang Yi said here on Tuesday that China is ready to steadily advance the building of a China-Serbia community with a shared future in the new era.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks when he met with Serbian President Aleksandar Vucic on the sidelines of the UN General Assembly in New York.

    He said that China is ready to work with Serbia to implement the important consensus reached by the two heads of state and firmly safeguards the ironclad friendship between the two countries.

    On the Kosovo issue, China firmly supports Serbia in maintaining its national sovereignty and territorial integrity, and in defending its legitimate rights and interests, Wang said.

    For his part, Vucic said that Serbia cherishes its ironclad friendship with China and will never forget China’s support.

    Serbia is willing to work with China to push for greater development of bilateral relations, he added.

    A Chinese film festival kicked off in Bratislava Wednesday evening, with Slovaks from all walks of life enjoying the first film “One and Only” with relish. 

    As one of a series of events celebrating the 75th anniversary of the establishment of the diplomatic relationship between China and Slovakia, the film festival is co-sponsored by the Chinese Embassy in Slovakia, the Slovak Ministry of Culture and the State Film Administration of China.

    Addressing the opening ceremony, Chinese Ambassador to Slovakia Cai Ge said that China-Slovakia relations have made great progress over the past 75 years, and films play a unique role in enhancing people-to-people ties between the two countries.

    He extended invitations to the Slovak people to visit China and experience in person the lives of the Chinese people and the development of China.

    Mario Maruska, State Secretary of the Slovak Ministry of Culture, said in his speech that this long-term mutual cooperation contributed to the development of material, intellectual and also spiritual wealth of the two countries, while “the persisting driving force of the rapprochement of our nations” is undoubtedly the area of cultural cooperation.

    Alzbeta Moravcikova, who has visited China herself, said she was touched by the Chinese young man’s unremitting efforts to pursue his dream depicted in the film “One and Only,” and watching films is one of the best ways to enhance mutual understanding between the two peoples.

  • MIL-OSI China: Sculpture of Laozi unveiled at Greece’s National Archaeological Museum

    A bronze sculpture of ancient Chinese philosopher Laozi (about 571 BC- 471 BC) was installed on Wednesday in Greece’s National Archaeological Museum in Athens.

    The artwork titled “Harmony between Humankind and Nature — statue of Laozi” was crafted by Professor Wu Weishan, who is curator of the National Art Museum of China (NAMOC).

    The sculpture, which won the gold medal at the 2012 Louvre International Art Exhibition in France, will be on display permanently here, engaging in dialogue with the museum’s artifacts, Wu said at an inauguration ceremony.

    “I am moved that the museum’s visitors will from now on be able to see a sculpture created by a Chinese artist,” Wu said.

    “It is our duty to bring closer our peoples via an honest and open dialogue,” Anna Vassiliki Karapanagiotou, general director of the National Archaeological Museum, said.

    “Dialogue between Chinese and Greek civilizations” was the title of Wednesday’s event and this dialogue is deepening in recent years thanks to many initiatives, Karapanagiotou said.

    The Greek Museum has collaborated with NAMOC to exchange exhibitions and more are planned in the future, she said.

    The is not the first piece by Wu to be displayed in Greece. In 2021, his sculpture “Socrates and Confucius: An Encounter,” depicting the two great philosophers of ancient Greece and China, was respectively installed at the Ancient Agora of Athens, a historic site at the foot of the Acropolis once serving as the social, political, and commercial hub of the city.

    The construction of the Core Array of China’s Five-hundred-meter Aperture Spherical Radio Telescope (FAST) started Wednesday, highlighting China’s growing potential in global radio astronomy research.
    As a proposed extension of FAST, the world’s largest single-dish radio telescope, the Core Array integrates 24 secondary 40-meter antennas implanted within 5 kilometers of the FAST site, said Jiang Peng, deputy director of the National Astronomical Observatories under the Chinese Academy of Sciences (CAS).
    The Chinese-designed array will combine the unprecedented sensitivity of FAST with a high angular resolution, thereby exceeding the capabilities at similar frequencies of next-generation arrays in the world.
    The FAST Core Array is estimated to be completed and put into operation in 2027.
    According to a study conducted by CAS, the Core Array will be equipped with advanced devices to improve the survey efficiency of FAST, whose broad frequency coverage and large field of view (FOV) will be essential to study transient cosmic phenomena such as fast radio bursts and gravitational wave events; conduct surveys and resolve structures in neutral hydrogen galaxies; monitor or detect pulsars; and investigate exoplanetary systems.
    Jiang said that once operational, the FAST Core Array could provide more possibilities for global radio astronomy research, owing to a wide range of potential scientific applications from cosmology to exoplanet science.
    Wednesday also marks the eighth anniversary of the launch of FAST. In less than a decade, FAST has already significantly expanded its astronomical observation capability, and the FAST Core Array is set to enhance its observational capabilities further.
    Jiang said observations made solely with FAST are like using a pencil to draw a sketch, while the FAST Core Array is akin to capturing the night sky with a digital camera.
    To date, FAST has identified more than 900 new pulsars since its launch in 2016. The number of new pulsars discovered by FAST is more than three times the total number of pulsars found by foreign telescopes during the same period.
    FAST started formal operations in January 2020 and was officially opened to the world in March 2021. The telescope provides astronomers around the globe with a powerful tool to uncover the mysteries and evolution of the universe.
    Since its formal opening to the global scientific community on March 31, 2021, FAST has facilitated over 900 hours of observations for research teams from 15 countries, including the United States, the Netherlands, and Australia, covering various scientific objectives.
    On April 6 this year, FAST reopened applications for observation projects for the 2024-2025 season, offering 1,600 hours of telescope time for freely applied projects.
    British astronomer Ralph Eatough said that opening up FAST to the world means that astronomers can now perform experiments that were previously not possible due to insufficient telescope sensitivity, with a prime example of this being the potential to detect pulsars located in external galaxies.
    Chen Xianhui, an academician at CAS, said, “FAST is helping mankind explore the origins, evolution, and structure of the universe, providing crucial observational data for understanding pressing scientific questions, while also serving as an important platform for international scientific exchange and collaboration.”

    Chinese Foreign Minister Wang Yi said in New York on Tuesday that against the backdrop of rising protectionism and anti-globalization, China and Switzerland, both defenders of free trade, should demonstrate with concrete actions that economic globalization is unstoppable.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks during talks with Swiss Foreign Minister Ignazio Cassis on the sidelines of the UN General Assembly in New York.

    Chinese Foreign Minister Wang Yi said in New York on Tuesday that all parties should be truly committed to promoting peace talks on the Ukraine issue.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks at the United Nations headquarters while attending a Security Council high-level meeting on the situation in Ukraine.

    The Security Council should serve as a bridge between differences and contradictions, an advocate of seeking common ground while shelving differences, a defender of common security, and a builder of lasting peace, he said.

    Wang put forward three propositions in this regard:

    Firstly, it is necessary to enhance the sense of crisis in cooling down the situation. Weapons of mass destruction should not be used, nuclear facilities devoted to peaceful purposes such as nuclear power plants should not be attacked, and civilians and civilian facilities should not be targeted, the envoy said.

    Secondly, it is necessary to enhance the sense of responsibility in promoting peace talks. Dialogue and negotiation is the only viable way out of the Ukrainian crisis, he noted, urging the international community to seize the current opportunity to form joint efforts to promote peace talks.

    Thirdly, it is necessary to enhance the sense of urgency in managing spillovers.   • MIL-OSI China: Global economy growth stabilizes at 3.2% in 2024, 2025: OECD

    Global gross domestic product (GDP) growth is projected to stabilize at 3.2 percent in both 2024 and 2025, while inflation should continue to ease, the Organisation for Economic Cooperation and Development (OECD) said on Wednesday in its latest economic outlook.

    According to the OECD economic outlook, annual GDP growth in the United States is projected to slow down to 2.6 percent in 2024 and further down to 1.6 percent in 2025, but be cushioned by monetary policy easing.

    For Euro area, the OECD said that GDP growth is projected to be 0.7 percent in 2024 and speed up to 1.3 percent in 2025, with activity supported by a recovery in real incomes and an improvement in credit availability.

    Headline inflation has continued to fall this year in most countries, partly due to further declines in food price inflation and low or negative energy and goods price inflation, the organisation noted, adding that the recent steep fall in oil prices, and the ongoing easing of global food prices could place further downward pressure on headline inflation in the short-term.

    “Oil prices have declined by over 10 percent since July, amid expectations for excess supply next year and market concerns about weakening oil demand growth… If oil prices remain at their current level, global headline inflation could be reduced by around 0.5 percentage points over the coming year,” the OECD explained.

    According to the OECD, declining consumer price inflation has supported household spending, providing a counterbalance to the negative impact from restrictive financial conditions and the uncertainty about the ongoing Ukraine conflict and the evolving crisis in the Middle East.

    Along with stable GDP growth and further disinflation, the OECD also said that real incomes would improve and less restrictive monetary policy in many economies would help underpin demand.

    The recovery in real incomes could provide a stronger boost to consumer confidence and spending, and further oil price declines would hasten disinflation.

    Headline inflation is projected to ease from 5.4 percent in 2024 to 3.3 percent in 2025 in the G20 economies.

  • MIL-OSI China: Eight years on, China’s FAST telescope continues to contribute to global radio astronomy research

    The construction of the Core Array of China’s Five-hundred-meter Aperture Spherical Radio Telescope (FAST) started Wednesday, highlighting China’s growing potential in global radio astronomy research.
    As a proposed extension of FAST, the world’s largest single-dish radio telescope, the Core Array integrates 24 secondary 40-meter antennas implanted within 5 kilometers of the FAST site, said Jiang Peng, deputy director of the National Astronomical Observatories under the Chinese Academy of Sciences (CAS).
    The Chinese-designed array will combine the unprecedented sensitivity of FAST with a high angular resolution, thereby exceeding the capabilities at similar frequencies of next-generation arrays in the world.
    The FAST Core Array is estimated to be completed and put into operation in 2027.
    According to a study conducted by CAS, the Core Array will be equipped with advanced devices to improve the survey efficiency of FAST, whose broad frequency coverage and large field of view (FOV) will be essential to study transient cosmic phenomena such as fast radio bursts and gravitational wave events; conduct surveys and resolve structures in neutral hydrogen galaxies; monitor or detect pulsars; and investigate exoplanetary systems.
    Jiang said that once operational, the FAST Core Array could provide more possibilities for global radio astronomy research, owing to a wide range of potential scientific applications from cosmology to exoplanet science.
    Wednesday also marks the eighth anniversary of the launch of FAST. In less than a decade, FAST has already significantly expanded its astronomical observation capability, and the FAST Core Array is set to enhance its observational capabilities further.
    Jiang said observations made solely with FAST are like using a pencil to draw a sketch, while the FAST Core Array is akin to capturing the night sky with a digital camera.
    To date, FAST has identified more than 900 new pulsars since its launch in 2016. The number of new pulsars discovered by FAST is more than three times the total number of pulsars found by foreign telescopes during the same period.
    FAST started formal operations in January 2020 and was officially opened to the world in March 2021. The telescope provides astronomers around the globe with a powerful tool to uncover the mysteries and evolution of the universe.
    Since its formal opening to the global scientific community on March 31, 2021, FAST has facilitated over 900 hours of observations for research teams from 15 countries, including the United States, the Netherlands, and Australia, covering various scientific objectives.
    On April 6 this year, FAST reopened applications for observation projects for the 2024-2025 season, offering 1,600 hours of telescope time for freely applied projects.
    British astronomer Ralph Eatough said that opening up FAST to the world means that astronomers can now perform experiments that were previously not possible due to insufficient telescope sensitivity, with a prime example of this being the potential to detect pulsars located in external galaxies.
    Chen Xianhui, an academician at CAS, said, “FAST is helping mankind explore the origins, evolution, and structure of the universe, providing crucial observational data for understanding pressing scientific questions, while also serving as an important platform for international scientific exchange and collaboration.”

    We, the leaders of the Group of Seven (G7), reaffirm our unwavering support for Ukraine today and in the future, in times of war and peace. As stated in the Leaders’ Communiqué issued at the G7 Summit in Puglia, together with our international partners, we remain committed to providing Ukraine and the Ukrainian people with military, budgetary, humanitarian and reconstruction support. We are also firmly committed to helping Ukraine meet its urgent short-term financing needs, as well as to supporting its long-term recovery and reconstruction priorities.

    We dispel any misconception that time is on Russia’s side or that Russia could prevail by causing Ukraine’s economic failure. Russia’s war of aggression has caused severe damage to Ukrainian cities and infrastructure. Today, we reiterate a range of commitments to neutralize its effects.

    First, under international law, there is no doubt that Russia has a responsibility to pay for the damage it causes. We reaffirm that, in accordance with all applicable laws and our respective legal systems, Russia’s sovereign assets in our territories will remain frozen until Russia stops its aggression and pays for the damage it has caused to Ukraine.

    Second, we commit to using our economic support to help Ukraine maintain macro-financial stability, repair and build critical infrastructure, including in the energy sector, stimulate economic growth, and foster societal resilience and the implementation of priority reforms. This will include, for example, improving the business climate, strengthening the fight against corruption, reforming the judiciary, and promoting the rule of law in the context of the European Union accession process.     Third, we continue to jointly implement the decision taken at the G7 Summit in Puglia to establish loans within the framework of the acceleration of the use of extraordinary revenues for Ukraine by the end of the year, in order to make available to Ukraine additional financing of approximately 50 billion US dollars. The servicing and repayment of these loans will be ensured by future flows of extraordinary revenues from the immobilization of Russian sovereign assets held in the European Union and other administrative territories. Part of this financing will be dedicated to military support for Ukraine. We will maintain our solidarity as part of our commitment to support Ukraine.

    Fourth, we will also continue to deliver on our vision by defining a strategy on Ukraine’s economic recovery and reconstruction, and by coordinating and directing our support in this regard through the Donor Coordination Platform for Ukraine. This will include mobilizing private sector contributions, leveraging funds from bilateral sources, the European Union and international financial institutions, and supporting Ukraine’s reform agenda in preparation for its accession to the European Union.     The eighth Pingyao International Film Festival opened in the ancient town of Pingyao in north China’s Shanxi Province on Tuesday evening, with nearly 60 movies from 22 countries and regions to be screened.

    All the works, from countries such as the United States, France, Portugal, Brazil, Italy, Mexico, Japan, Argentina, Columbia, Uruguay and Denmark, will make their debut on the Chinese mainland’s big screen, and nearly half of them will premiere globally at the festival with the theme of “Earth.”

    “In an era of technological transformation, looking back at our journey on earth will empower us to move forward,” Jia Zhangke, founder of the film festival and a renowned Chinese director, said while interpreting the theme.

    WASHINGTON – After a report revealed the Biden-Harris administration underbudgeted promises to veterans by $15 billion, U.S. Senator Joni Ernst (R-Iowa), a combat veteran, blasted the White House for handing over $293 million to the Taliban and having no clue how many millions it gave to Chinese labs for risky research.
    After the Biden-Harris administration lost track of tax dollars being sent to mad scientists in China, Ernst is introducing the Chinese Laboratory Accountability and Watchful Spending (CLAWS) Act, which would require the Office of Management and Budget to annually disclose all taxpayer-funded research conducted in China.

(TSX-V:WHN) (“Westhaven” or the “Company”) is pleased to announce that the Company has entered into an agreement with Red Cloud Securities Inc. (the “Agent”) to act as sole agent and bookrunner in connection with a best efforts, private placement (the “Marketed Offering“) for aggregate gross proceeds of up to C$5,000,000 from the sale of the following:

    • 10,000,000 units of the Company (each, a “Unit”) at a price of C$0.15 per Unit for gross proceeds of up to C$1,500,000 from the sale of Units; and
