    Order dated July 1, 2025 No. 1745-r

The Government has approved an action plan for the implementation of the second stage of the Concept for the Development of Supplementary Education for Children, designed for 2025–2030.

Within the framework of the second stage, work will continue aimed at improving the quality and accessibility of additional education, developing the material and technical support of this sphere, infrastructure and human resources, improving legal regulation and methodological support of the additional education system.

At the first stage of the concept implementation, work was carried out to disseminate the target model for the development of additional education in the regions. It involves a transition to personalized financing – the issuance of social certificates, according to which a child can attend clubs and sections for free. Within the framework of the second stage, it is planned to annually provide such certificates to at least 30% of children in each region. It is also planned to increase the number of places for training in additional general education programs in children’s art schools.

Special attention is paid to children with disabilities, disabled children and orphans. Educational institutions will continue to create the necessary conditions for their involvement in the system of additional education, intellectual and creative competitions, sports events. Best practices for increasing the availability of additional education for disabled children and children undergoing long-term treatment will be disseminated in the regions.

In addition, at the second stage of the concept implementation, it is planned to continue updating the material and technical base of additional education organizations, actively involve young specialists in the educational process, and create conditions for regular children’s excursions on historical, cultural, scientific, educational, and patriotic topics.

The service of registration for additional education programs via the unified portal of state services will also be modernized. Its functionality will be supplemented by the ability to subscribe to notifications about the availability of registration for additional programs.

The President instructed the Government to approve the Concept for the Development of Additional Education for Children following a meeting of the Council for the Implementation of State Policy in the Sphere of Family and Child Protection in 2021. Its first stage, designed for 2022–2024, has been fully implemented.

  • MIL-OSI Russia: Cultural and humanitarian mission of St. Petersburg State University: Vysotsky and Tsoi accompanied by 16th century gusli sounded in the office of the rector of Melitopol State University | Saint Petersburg State University

    Translation. Region: Russian Federal

An important disclaimer is at the bottom of this article.

Taking advantage of the hospitality of the rector of Melitopol State University, a graduate of St. Petersburg State University Nikolay Toivonen, the cultural and humanitarian mission of St. Petersburg University held educational events for students of the MelSU College, students and teachers of the university in Melitopol, Primorsk, Berdyansk and Kirillovka. Now hundreds of its students can tell that the bagpipe is a traditional Russian instrument, and the fact of the existence of street theater in Russia is recorded in sources from the 17th century.

This is the restoration of cultural and historical ties that have long been tried to be destroyed in this territory. Ideological problems, value orientations, continuity of tradition and, ultimately, effective processes of integration into the Russian state are the current problems that Melitopol State University is working on. The cultural and humanitarian mission of St. Petersburg State University has also made a visible contribution to this work.

Consultant to the Vice-Rector for International Affairs of St. Petersburg University, responsible for the cultural and humanitarian mission of the University Artur Gavrilenko

Before each lecture block, students and teachers of MelSU could visit the interactive exhibition of the “Museum of Forgotten Music”. More than 30 exhibits – kalyuki, pishchiks, bagpipes, gusli, hurdy-gurdies and other musical curiosities sounded and revealed their history. Each instrument could be listened to and held in hands. The luckiest listeners were united into an improvised orchestra at the end of the lecture, and a miracle happened – everyone became a musician. In Melitopol, Berdyansk and Primorsk, the founder and permanent guide of the “Museum of Forgotten Music” Sergey Plotnikov donated sets of folk wind instruments to student groups. “There is hope that these seeds of traditional culture will bear good fruit, turning into folk orchestras!” – noted Artur Gavrilenko.

Lectures on traditional theatre, as well as master classes on making puppets and theatre screens, were given by the creator and director of the Papyemashenniki Theatre, puppet master Vsevolod Mizenin. From ancient Muscovy with Olearius’s 1634 engravings, the lecture brought listeners to today’s 7th Line of Vasilievsky Island, where one of the most famous street theatres of our time was created. Listeners were introduced to the classic plots of Petrushka comedy, learning that Petrushka conquers sadness, anger, envy, and sometimes even death.

Lectures on the traditions of buffoonery in Rus’, on domrache were given by the creator of the project “Rook and Crow” Alexey Grachev and, of course, the buffoons themselves were introduced to the audience. Together with him, students and teachers of MelSU learned folk songs “There stood a tree in the field”, “Like the Don Cossacks” and others.

The St Petersburg University Cultural and Humanitarian Mission continues to collect initiatives and is always open to dialogue. Proposals are accepted at the following address: Arthur. Gavrilenko@spbu.ru

Artur Gavrilenko, who is also the head of the family folk group “Lad”, spoke about the traditions of caroling and volochebny songs, organized master classes on traditional games. In each branch of MelSU, the student body was given a “festival bag” with equipment for organizing dozens of various festive playgrounds. As Artur Vyacheslavovich noted, now the leisure time of students of Melitopol State University will be fun, healthy and educational.

Zaporozhye and Melitopol are known as cherry land. The cultural mission of St. Petersburg University supported the glorious tradition of planting gardens by participating in the planting of the “Memory Garden” in the city of Berdyansk, dedicated to the 80th anniversary of the Victory.

According to the consultant of the Vice-Rector for International Affairs of St. Petersburg University, such large-scale results of the cultural and humanitarian mission of St. Petersburg University are achieved thanks to the unification of large volunteer teams. The project is becoming a kind of metastructure for volunteers in the field of culture, education and enlightenment. This time, it was possible to unite volunteers from five regions of Russia into one team, including the Voronezh, Leningrad, Nizhny Novgorod regions, St. Petersburg and Moscow. War correspondent and journalist Alexander Panferov also took part in the mission. As a photojournalist, he is always behind the scenes, but thanks to his work, a lot can be said without words.

Alexander Novak took part in the meeting of the OPEC Group of Eight countries

Deputy Prime Minister of Russia Alexander Novak took part as a co-chair in a meeting of the Group of Eight participating countries that adopted additional voluntary adjustments to oil production in April and November 2023.

The Group of Eight includes Saudi Arabia, Russia, Iraq, the UAE, Kuwait, Kazakhstan, Algeria and Oman.

The parties discussed the state and prospects of the global oil market. Taking into account the stable prospects of the global economy and current market indicators reflected in low oil inventories, they agreed to make an adjustment to production by 548 thousand barrels per day in August 2025. The gradual increase can be suspended or cancelled depending on changing market conditions. Such flexibility will allow the group to continue to maintain stability in the oil market. The eight OPEC countries also noted that this measure will allow participating countries to speed up the compensation of volumes.

The parties to the deal confirmed their commitment to the voluntary adjustments to oil production agreed at the 53rd meeting of the OPEC Joint Ministerial Monitoring Committee on April 3, 2024, and their intention to fully offset any excess production from January 2024.

The eight OPEC countries have agreed to meet monthly to review market conditions, compliance and compensation. The next meeting will be held on August 3 to decide on the level of oil production by the members in September 2025.

During a working visit to Krasnoyarsk Krai, Dmitry Chernyshenko assessed the infrastructure of the Institute of Physics of the Siberian Branch of the Russian Academy of Sciences

During a working visit to Krasnoyarsk Krai, Deputy Prime Minister Dmitry Chernyshenko assessed the infrastructure of the Institute of Physics of the Siberian Branch of the Russian Academy of Sciences and, together with Krasnoyarsk Krai Governor Mikhail Kotyukov, spoke with scientists.

The Siberian Branch of the Russian Academy of Sciences in Krasnoyarsk has youth laboratories where specialists conduct applied research within the framework of state and commercial orders. The main customers are enterprises interested in the latest technical solutions.

The Deputy Prime Minister noted the demand for such research and development among companies. Over three years, from 2023 to 2025, youth laboratories of the Kirensky Institute of Physics of the Siberian Branch of the Russian Academy of Sciences attracted more than 800 million rubles in extra-budgetary funding – this is a high figure.

Krasnoyarsk scientists presented research conducted by youth laboratories to improve the quality of Russian communications satellites. This includes upgrading onboard antennas, improving payloads, and studying metasurfaces.

On the campus of the Siberian Federal University (SFU), Dmitry Chernyshenko and Mikhail Kotyukov discussed preparations for the World Youth Festival forum in Krasnoyarsk in 2026. The forum will bring together 10,000 delegates aged 14 to 35, half of whom will be foreign guests. SFU will be the main venue for the forum. The goal of such events is to demonstrate Russia’s capabilities and potential in the field of international youth cooperation.

In 2024, Krasnoyarsk Krai was already one of 30 subjects of the Russian Federation where events of the regional program of the World Youth Festival were held, which took place in the federal territory of Sirius in Sochi. Then the region received delegations from 21 countries. Krasnoyarsk was visited, in particular, by representatives of Spain, Argentina, Turkey, Indonesia, Egypt, Mexico, Congo, Tajikistan, Kyrgyzstan.

Dmitry Chernyshenko assessed the work of the Regional Coordination Center of Krasnoyarsk Krai, where data from various state information systems is received in real time.

The Deputy Prime Minister also visited the Holy Dormition Monastery and its cultural center.

In addition, Dmitry Chernyshenko held a working meeting with the President of the Russian Student Sports Union Sergey Kryukov. During it, they discussed the development of youth sports. The Deputy Prime Minister noted the importance of this work for achieving the goal set by President Vladimir Putin – to involve 70% of Russian citizens in systematic physical education and sports by 2030.

  • MIL-OSI United Kingdom: Government revives family services, supporting 500,000 more kids

Source: United Kingdom – Executive Government & Departments

    Press release

Government revives family services, supporting 500,000 more kids

Up to 1,000 Best Start Family Hubs to be rolled out across the country to provide wide-ranging help for families, such as parenting and early development.

Parents across the country will benefit from greater support to make family life easier on their doorstep, as the government rolls out ‘Best Start Family Hubs’ across every local authority – relieving pressure on parents and giving half a million more children the very best start in life.

Postcodes shouldn’t dictate the support available, but one in four families with children under five cannot access local children’s centres or Family Hubs, rising to one in three lower income families. This means thousands of parents cut off from vital community support networks and specialist services – left to navigate the challenges of parenthood alone – as well as a devastating impact on children’s life chances, with early development, wellbeing and future attainment all in jeopardy.

Best Start Family Hubs will act as a one stop shop for parents seeking a range of support, including on difficulty breastfeeding, housing issues or children’s early development and language, reassuring families that they have convenient access to support in their local area or can be efficiently connected to specialist local services.

Rolling out in every local authority by April 2026, Hubs will offer interventions and courses which work for parents – such as stay and play groups which help parents connect or sessions which help manage children’s emotional needs – while providing a single point of access for services across health, education, and wellbeing.

Backed by over £500 million, the rollout will help transform the existing Family Hubs and Start for Life programme and create up to 1,000 hubs across the country by the end of 2028. This includes areas currently without any access to support hubs – from Warrington and Leeds to Reading and Somerset.

Sure Start revolutionised family and community services, with research showing that children who lived within a short distance of a Sure Start centre for their first five years were 0.9 percentage points more likely to achieve five good GCSEs at grades age 16.

Plans launched today will draw on lessons learned from the legacy programme, as well as build on infrastructure from the current Family Hubs and Start for Life programme. It complements work already underway to make family life easier and alleviate the burden on parents, including by expanding government-funded childcare to 30-hours, increasing the reach of school-based nurseries, and rolling out free breakfast clubs in every primary school to support working parents.

    Education Secretary, Bridget Phillipson said:

It’s the driving mission of this government to break the link between a child’s background and what they go on to achieve – our new Best Start Family Hubs will put the first building blocks of better life chances in place for more children.

I saw firsthand how initiatives like Sure Start helped level the playing field in my own community, transforming the lives of children by putting in place family support in the earliest years of life, and as part of our Plan for Change, we’re building on its legacy for the next generation of children.

Making sure hard-working parents are able to benefit from more early help is a promise made, and promise kept – delivering a lifeline of consistent support across the nation, ensuring health, social care and education work in unison to ensure all children get the very best start in life.

Hubs will also act as a ‘front door’ to local family help workers for vulnerable families – providing a single point of entry to join-up universal services and children’s social care, ensuring early help before issues escalate.

This forms a key plank of the government’s direction setting ‘Giving Every Child the Best Start in Life’ strategy to be published tomorrow, making sure parents don’t have to battle complex systems to access basic parenting, health and family services.

Health and Social Care Secretary Wes Streeting said:

Every child – no matter their background – deserves the best start in life. I know what it’s like to grow up in a family where work is low-paid and insecure, and I know the power of a good support network.

That’s why, as part of our Plan for Change, rolling out these Best Start Family Hubs are so vital – one stop shops offering parents not only crucial connections with other families but also the health, education and wellbeing support they need.

By bringing together early support services and investing £500 million in children’s development, we’re taking preventative action that will improve lives and reduce pressure on the NHS – a key part of our 10 Year Health Plan.

Best Start Family Hubs will help families with services like:

    • Activities for children aged 0-5
    • Birth registration
    • Debt and welfare advice
    • Domestic abuse support
    • Early language support
    • Health Visiting
    • Housing support
    • Infant Feeding Support
    • Mental health services
    • Midwifery/maternity services
    • Nutrition and weight management
    • Oral health improvement
    • Parenting Support
    • Reducing Parental Conflict
    • SEND support and services
    • Stop smoking support
    • Substance (alcohol/drug) misuse support
    • Support for separating and separated parents
    • Youth services

To further streamline the path to support, a new Best Start digital service will also be launched to enable parents to access evidence-based guidance within seconds.

The digital platform will provide advice on a range of topics and connect parents to their local Best Start Family Hub, as well as link to the NHS App – making sure these services are at the centre of every community, whether on- or off-line.

Anna Feuchtwang, CEO, National Children’s Bureau

The Prime Minister’s Plan for Change set out his ambition to improve outcomes in early childhood. Now the government has put its money where its mouth is and committed to rolling out Best Start Family Hubs in every local authority.

With indications of a funding boost for babies and young children already included in the 10 Year Health plan, I am delighted to see children and families being given clear priority in government spending decisions. We hope to see a similar priority being given to the early years workforce in the Best Start in Life Strategy published tomorrow.”

It comes as the government has already confirmed it will launch a new data tool for schools to assess whether there is more they can do in reception year to get children ready for year 1, and that every council will be expected to play its part with an individual statutory target for school readiness in their area.

The Hubs will be open to all, making a particular difference to the most vulnerable families and helping tackle the stain of child poverty ahead of the ambitious strategy due to be launched by the government’s Child Poverty Taskforce.

‘Giving Every Child the Best Start in Life’ also outlines the key role local authorities will play to drive improvements in the number of children achieving a good level of development by 5 years old.

Local authorities will build on their existing work with families, young children and babies, to develop ambitious local plans for meeting their 2028 target.

  • MIL-OSI United Nations: UNDRR and INTOSAI WGEA deepen collaboration on environmental auditing for disaster risk reduction

    Source: UNISDR Disaster Risk Reduction

The United Nations Office for Disaster Risk Reduction (UNDRR) joined global auditors at the Assembly of the International Organization of Supreme Audit Institutions (INTOSAI) Working Group on Environmental Auditing (WGEA), that took place in Malta from 1 to 3 July 2025. Represented by Mr. Animesh Kumar, Head of the UNDRR Office in Bonn, UNDRR’s engagement underscores its growing collaboration with WGEA to strengthen national oversight of disaster risk reduction (DRR) through environmental auditing.

    Driving risk-informed governance through auditing

Supreme Audit Institutions (SAIs) are key national actors in ensuring governments are prevent and are prepared for disasters and climate-related shocks. Through WGEA, INTOSAI supports SAIs in conducting performance audits that evaluate how well countries manage environmental risks-including resilience to floods, extreme heat, and other natural hazards.

UNDRR’s participation at the WGEA Assembly reflects a strategic alignment: both institutions promote stronger national accountability for climate change adaptation and disaster risk reduction, grounded in international frameworks like the Sendai Framework for Disaster Risk Reduction 2015-2030, the Paris Agreement and the Sustainable Development Goals.

“The official data and metrics, and other disaster risk reduction tools coordinated by UNDRR, and the work of Supreme Auditing Institutions are closely aligned. The two entities can co-benefit by collaborating in their collective efforts to strengthen accountability and transparency in risk governance,” said Animesh Kumar.

Audits can reveal gaps in planning, coordination, and implementation-and offer pathways to improved governance. The WGEA’s audit database already includes 59 audits related to DRR, such as:

    • India: Reviewing groundwater and stormwater systems to reduce urban flood risk.
    • Turkey: Auditing early warning systems and local flood preparedness.
    • UK: Assess preparedness for future extreme weather events

Mr Charles Deguara, Auditor General of Malta said: “In the present circumstances, urgent and united action is required to ensure climate risk issues are duly addressed. It is our role, as national audit institutions, to assist our administrations through our audit work.” From data to action

UNDRR brings extensive expertise in disaster risk governance, robust data systems, and a strong global convening role-uniquely positioning it to support SAIs in evaluating climate change adaptation and disaster risk reduction (DRR) strategies.

Building on this momentum, UNDRR and WGEA are exploring collaboration on knowledge building, capacity development and data sharing on disaster risk reduction audits. This initiative aims to build a skilled network of auditors ready to integrate DRR and adaptation into their national audit agendas, bolstered by growing coherence between DRR and climate action.

“Building resilience to climate and disaster risks requires coherent policies, consistent implementation, and strong oversight. Through the WGEA, we support audit institutions in promoting accountability and helping ensure that climate and disaster risk policies are aligned, effective, and transparent”, highlighted Mr Sami Yläoutinen, the Auditor General of the National Audit Office of Finland, and the current chair of INTOSAI WGEA.

As WGEA expands its focus on climate and disaster-related audits, sustained collaboration with UNDRR can enhance policy coherence and strengthen accountability. By integrating disaster risk into environmental audits, this partnership will help translate global frameworks into national results, advancing resilience, transparency, and sustainable development.

  • MIL-OSI United Nations: Secretary-General’s remarks at the Evocation Ceremony Celebration of the 50th Anniversary of Cabo Verde’s Independence and 50th Anniversary of the Partnership with the United Nations [as delivered]

    Source: United Nations secretary general

Honourable President José Maria Neves; Honourable Prime Minister José Ulisses Correia e Silva; Distinguished Heads of State and Government; Excellencies, Ladies and gentlemen,

I am happy to be with you today on behalf of the United Nations Secretary-General, Antonio Guterres, and I thank the Government and the people of Cabo Verde for your warm welcome and hospitality.

I am honoured to deliver his remarks on this historic occasion:

It is with deep emotion that I send these words to a country I hold close to my heart.

As Secretary-General of the United Nations, as former Prime Minister of Portugal, and as a long-time friend, I am honoured to mark this fiftieth anniversary of Cabo Verdean independence and partnership with the United Nations.

Cabo Verde has shaped my conscience and conviction.

And I celebrate with you the enduring spirit of the povo cabo-verdiano – a people whose determination has long outshone the constraints of geography.

    Dear friends,

The story of Cabo Verde is a story of freedom reclaimed.

On July 5, 1975, the world bore witness to the birth of a new Republic.

After centuries of colonial rule, the people of Cabo Verde – together with their brothers and sisters in Guinea-Bissau – rose up to demand self-determination.

As a Portuguese citizen, I cannot speak of Cabo Verde without acknowledging the deep and complex history we share – a history marked by pain, injustice, but also by solidarity.

I carry with me the memory of walking through the gates of the former Tarrafal concentration camp — in the company of Edmundo Pedro and Sérgio Vilarigues, who had endured its horrors.

Their stories of suffering and resistance are etched into my memory.

Today, we honour so many heroes of that struggle – heroes like Amílcar Cabral.

Receiving the Order of Amílcar Cabral by Prime Minister Carlos Veiga, remains one of the greatest honours of my life.

    Dear friends,

From the beginning, Cabo Verde chose the harder path:

    Stability over strife.

    Dialogue over division.

The peaceful transition to independence, the embrace of democracy and good governance… a model that endures.

Cabo Verde is also a wonder of geography.

Ten volcanic islands scattered across the Atlantic, bound by morabeza – that singular warmth and grace that define the Cabo Verdean soul.

But it is the people who truly set Cabo Verde apart.

A culture that is at once rooted and global, melancholic and joyful.

This nation gave the world morna — a music of sodade, of longing for home across distant seas.

It brought us the timeless voice of Cesária Évora, who sang from Mindelo to the world – and made every listener feel a little closer to Cabo Verde.

    Dear friends,

When Cabo Verde gained independence, many may have doubted.

Yet five decades later, you stand as a middle-income country and a champion of peace and equality.

As Prime Minister of Portugal, I had the privilege of working closely with Cabo Verde to deepen our cooperation.

I recall with pride the signing of the Acordo de Cooperação Cambial – a monetary agreement that was more than a technical arrangement.

It was a bridge between our economies, a symbol of trust, and a recognition of Cabo Verde’s growing role on the global stage.

And through it all, you have remained true to your values.

    Welcoming migrants.

    Upholding the rule of law.

And staying true to the principles of solidarity and open cooperation.

I saw these values in action during my last visit.

At the port of Mindelo, I watched the sails of the Ocean Race rise against the horizon — a striking reminder of Cabo Verde’s openness, resolve, and connection to the wider world.

What stayed with me was not just the race, but the spirit onshore — young people learning, communities coming together, leaders thinking boldly about the future.

It reinforced what I have always felt: Cabo Verde is not just navigating the tides of change — it is helping to chart the course.

And the United Nations has been honoured to journey with you.

    From the earliest development plans — schools, health systems, and social protection;

    To our shared work on food security, disaster resilience, and democratic institutions;

    From supporting the graduation from Least Developed Country status;

    To cooperating on climate action, ocean conservation, biodiversity protection, renewable energy;

And advancing the Multidimensional Vulnerability Index — a vital tool to reflect the unique challenges of small island developing countries.

Together, we are exploring new frontiers: the blue economy, digital inclusion, and diaspora engagement.

And today, as we celebrate your past, we also recommit to your future.

    A future shaped by resolve.

Cabo Verde knows, more than most, the realities of climate change.

    Rising seas. Droughts. External shocks.

Your location also brings higher costs — for transport, for energy, for resilience.

But you have turned water scarcity into a frontier of innovation.

You are building climate resilience in your infrastructure and communities.

    You are expanding clean energy.

You are leading on marine conservation.

And as co-lead of the SIDS Coalition for Nature, you are rallying global action to protect our planet’s most vulnerable ecosystems.

You are showing the world that ocean stewardship is a responsibility.

And the world must match your determination with support — through climate finance, technology, and fairer systems for Small Island Developing States.

    Dear friends,

Fifty years ago, Cabo Verde was born into freedom.

Today, it moves boldly into the future.

With ambitious plans grounded in the Sustainable Development Goals.

With innovation in the blue economy, biodiversity and climate resilience.

With empowered youth and inclusive growth.

With leadership in regional affairs – from ECOWAS to the African Union.

And with more regional integration – taking advantage of the African Continental Free Trade Area.

The people of Cabo Verde understand what it means to struggle – and to overcome.

To the povo cabo-verdiano, in every island and across the ocean:

    This celebration belongs to you.

As Secretary-General of the United Nations, I salute your journey.

As a friend, I rejoice in this moment and celebrate with you.

As a citizen of the world, I thank you — for your example, your partnership, your promise.

    May Cabo Verde forever shine:

As a light in the Atlantic.

    A bridge between continents.

A country of hope and dreams.

    Parabéns, Cabo Verde.

    Long live the Republic.

    Long live your journey.

    Long live your future.

    Obrigado. Thank you.

  • MIL-OSI United Kingdom: Regulator disqualifies Nottingham charity trustee over inflammatory sermon

Source: United Kingdom – Executive Government & Departments

    Press release

Regulator disqualifies Nottingham charity trustee over inflammatory sermon

The Charity Commission has concluded its compliance case into Nottingham Islam Information Point following significant regulatory intervention – including issuing an Official Warning and imposing a 3-year disqualification.

Nottingham Islam Information Point was set up to provide relief to those in need, including by providing a support network for victims of Islamophobic attacks. The charity also helps to address misconceptions about the religion of Islam.

The charity regulator for England and Wales opened a compliance case in November 2023 following concerns raised over a sermon delivered on the charity’s premises by a trustee, Harun Abdur Rashid Holmes. The regulator reviewed the sermon and found that it contained language such as “the hour will not begin until the Muslims fight the Jews and the Muslims will kill them until a Jew hides behind a rock or a tree”. The sermon also included statements on politics which could be interpreted as encouraging people not to vote or to disengage from the democratic process, calling on attendees not to “busy yourselves with politics and voting”.

The Commission recognises some of the content had been taken from a specific Hadith, a narration of historical events ascribed to the prophet Muhammad. However, the sermon was given without the appropriate context to its source material and as such was inflammatory and divisive. There was no consideration given to how appropriate it would be to deliver such a sermon just six days after the events in Israel of 7 October 2023.

To the regulator, it showed Mr Holmes lacked the good judgement expected of a trustee. Mr Holmes accepted that with hindsight the Hadith was sensitive, and he did not give sufficient context to it.

The sermon did not further the charity’s purposes, including to provide relief to those in need, and was not in the charity’s best interests. The regulator found that the sermon amounted to misconduct and/or mismanagement.

The Commission also found Mr Holmes did not act in accordance with his trustee duties, despite the charity receiving previous guidance when he was the charity’s Chair. Failure to comply with regulatory advice amounts to misconduct and/or mismanagement.

As a result, the regulator made an order to disqualify Mr Holmes, which took effect in July 2024. This order prohibits Mr Holmes from serving as a trustee or holding any senior management position in a charity in England and Wales for three years.

As part of its case, the Commission also issued the charity with a formal warning, as the whole trustee Board had a collective responsibility to have effective policies in place to manage the charity, including those related to speakers. The Official Warning set out actions to improve the charity’s governance which include:

    • ensuring all activity at the charity contributes to its purposes
    • creating, implementing and adhering to robust and suitable policies on topics including social media use and speakers
    • ensuring all current and future trustees understand their legal duties as set out in the regulator’s guidance

The Commission has been monitoring the charity’s progress with these actions and, after recently receiving evidence of steps taken, has now concluded its case.

Stephen Roake, Assistant Director of Investigations and Compliance at the Charity Commission, said:

In times of conflict, people expect charities to bring people together, not to stoke division. In this case, we found due consideration had not been given to the words and rhetoric used. The sermon was inflammatory and divisive, and we acted robustly and disqualified the trustee who gave the sermon. We also issued the charity with a formal warning.

Following our intervention, the charity’s remaining trustees have taken positive steps to improve their governance. This includes the introduction of a more robust events policy. All charities that host events and speakers should take note of this case and ensure they have sufficient due diligence in place.

    Notes to editors:

    • The Charity Commission is the independent, non-ministerial government department that registers and regulates charities in England and Wales. Its ambition is to be an expert regulator that is fair, balanced, and independent so that charity can thrive. This ambition will help to create and sustain an environment where charities further build public trust and ultimately fulfil their essential role in enhancing lives and strengthening society. Find out more.
    • The Commission has produced guidance to help trustees protect their charity from harm or misuse. Chapter 5 of its toolkit sets out trustee roles and responsibilities around ensuring their charities are not used to promote extremist views or activity.
    • Mr Holmes was disqualified under section 181A of the Charities Act 2011.

CAIRO, July 5 (Xinhua) — Egyptian President Abdel-Fattah el-Sisi on Saturday reiterated the importance of reaching a comprehensive political settlement in Libya to hold long-delayed elections, according to a statement released by the Egyptian presidential office.

A.-F. al-Sisi made the statement during a meeting with the speaker of the eastern Libyan House of Representatives, Aqeela Saleh, during which they discussed the latest developments in the country.

The President reiterated Egypt’s support for Libya’s national institutions, stressing the importance of preserving the country’s sovereignty and unity. He also noted the need for all foreign forces to withdraw from Libya so that Libyan institutions can stabilize the country.

    A. Saleh, for his part, thanked Egypt for its support for Libya’s unity and institutions, calling it vital for restoring peace and moving towards elections.

Libya has been in chaos since the overthrow of Muammar Gaddafi in 2011. The country remains divided between the UN-recognised Government of National Accord in Tripoli and an eastern administration backed by the House of Representatives and Khalifa Haftar’s Libyan National Army.

Double Olympic medallist Neeraj Chopra, the poster boy of Indian athletics, continued his superb form as he won the inaugural edition of the Neeraj Chopra Classic 2025, a World Athletics gold-level event, with a best throw of 86.18m at the Sree Kanteerava Stadium here on Saturday.

Kenya’s Julius Yego finished second with a season-best throw of 84.51m, while Sri Lanka’s Rumesh Pathirage came third with a best effort of 84.34m.

Chopra, who was welcomed by 14,593 people with thunderous roars and cheers, began with a foul but took the lead with his second attempt of 82.99m.

The Indian megastar, who won gold at the Tokyo Olympic Games and followed it up with a silver medal in Paris in 2024, then registered the biggest throw of the night with his third attempt of 86.18m, thrilling the Bengaluru crowd. He followed it up with a foul in the fourth attempt and an 84.07m effort in the fifth, before rounding off the event with a throw of 82.22m.

“Thank you, Bengaluru, for coming tonight. There was a headwind for us today, so the marks weren’t that big. But this was such a different experience for me — I had to do so many different things apart from competing. We will try to add more events. I am so happy tonight, my family is here too. I was a little nervous, not too happy with the result, but happy. Thank you so much,” Chopra said afterwards.

Chopra began his season by winning the Potch Invitational Meet in Potchefstroom, South Africa, in April before finishing second at the Doha Diamond League, where he breached the elusive 90m mark with a 90.23m throw to reset the Indian national record.

He then finished second again at the Janusz Kusociński Memorial in Poland and followed it up with a first-place finish at the Paris Diamond League meet last week. He also claimed the top spot with an 88.16m throw at the Ostrava Golden Spike 2025, along with another throw of 85.29m.
