    TEHRAN, June 30 (Xinhua) — Iran’s Foreign Ministry on Monday accused the United States of “betraying” diplomacy, saying Washington’s alleged role in recent military strikes against Israel jeopardizes the future of proximity talks on Iran’s nuclear program.

    At a weekly press conference in Tehran, spokesman Esmail Baghaei said the United States had encouraged the Israeli attack, which came just two days before the scheduled sixth round of Oman-brokered Iran-US talks.

    The US has betrayed the diplomatic process, he stressed, adding that “one cannot expect that this fact will not affect the continuation of negotiations.”

    The diplomat also rejected US accusations that Iran was not serious about the talks, calling them “baseless” and a pretext to justify the strikes.

    In addition, E. Baghaei criticized Germany and France for supporting Israel, singling out German Chancellor Friedrich Merz’s remarks, which described Israeli actions as “the dirty work that Israel is doing for all of us.” These words will bring “historical and eternal shame on Germany,” the Iranian Foreign Ministry spokesman said. -0-

  • MIL-OSI Canada: Secretary of State Sarai concludes participation in the Fourth International Conference on Financing for Development

    Access to development financing is essential to help countries thrive. It grows businesses, creates jobs, and builds a more secure future for families and communities at home and abroad. It also plays a critical role in supporting underserved communities in emerging markets as they make progress toward achieving the Sustainable Development Goals (SDGs).

    To help drive progress on these priorities, the Honourable Randeep Sarai, Secretary of State (International Development), today participated in the Fourth International Conference on Financing for Development (FfD4), a high-level UN event, taking place from June 30 to July 3, 2025, in Sevilla, Spain.

    At the conference, Secretary of State Sarai reaffirmed Canada’s commitment to sustainable development and to building a more inclusive international financing system. As a clear example of this commitment, Canada contributed The Common Principles for Private Capital Mobilization to the Sevilla Platform for Action. Canada is co-leading this work alongside France, Germany, Italy and the United Kingdom. The Common Principles will serve as a road map for Canada and others to mobilize private capital for sustainable development now and into the future.

    Secretary of State Sarai also announced 3 initiatives aimed at mobilizing sustainable investments in emerging markets. They are as follows:

    • The Blended Finance Accelerator for Fund Managers (A4FM) is a $10-million project in partnership with Convergence Blended Finance Inc. The project aims to increase the mobilization of private capital for blended finance funds—that is, a mix of private and public investment—improving the livelihoods of those in underserved communities in developing markets. The project supports gender inclusive investment strategies through knowledge building, repayable grants and tailored technical assistance
    • Support to the Integrated National Financing Frameworks (INFF) Facility is a $2-million project in partnership with the United Nations Development Programme. This project aims to address the persistent misalignment between financial systems and SDGs. The INFF offers a structured approach to align diverse financial flows with sustainable development priorities
    • Funding the Future: Domestic Resource Mobilization in a Digital Economy is a $5-million project in partnership with the Organisation for Economic Co-operation and Development’s Centre for Tax Policy and Administration. The project will help developing countries enhance domestic resource mobilization through a comprehensive technical assistance program, which includes support for implementing international standards to raise revenues from multinational enterprises, exchange information to combat illicit financial flows and implement measures to fight financial crime. The project will also mobilize international expertise to provide data, training, guidance and practical support to developing countries across a range of issues related to digitalization

    Following Secretary of State Sarai’s departure, Bob Rae, Ambassador and Permanent Representative of Canada to the United Nations in New York, who also attended the conference, highlighted Scaling Capital for Sustainable Development (SCALED) on his behalf. Canada is contributing approximately $50 million to the SCALED initiative.

    SCALED will help address major barriers to private sector investment in developing countries by simplifying and standardizing blended finance structures, as well as quickly and efficiently get investments to market in support of the SDGs.

    These investments demonstrate Canada’s commitment to mobilizing all sources of finance. Combined private and public investment strengthens economic growth and stability in developing markets, helping achieve the SDGs.

  • MIL-OSI Canada: Canada and Germany wrap up a milestone year of global collaboration as Eureka Network co-chairs

    After a groundbreaking year, Canada and Germany concluded their historic co-chairship of the Eureka Network. For the first time in the network’s history, 2 countries jointly led the world’s largest public network for research and innovation. 

    The National Research Council of Canada (NRC) and Germany’s Federal Ministry of Research, Technology and Space (BMFTR) led the year-long co-chairship, which ran from July 1, 2024, to June 30, 2025. Together, the co-chairs advanced the strategic goals of Eureka, facilitated new partnerships, and supported research and innovation projects across various industries and countries.

    Major milestones from the Canada-Germany Eureka co-chairship:

    • Circular Value Creation (CVC) call for proposals: A key initiative of the co-chairship focused on sustainability and resource efficiency, inviting participation from 17 countries. This is the largest joint call across Eureka in its history. The CVC call remains open until September 2025, providing exciting opportunities for innovators to work with international partners in the circular economy space.
    • Expanded global partnerships: One of the co-chairship’s most significant achievements was the strategic expansion of Eureka’s role within both the European and global innovation ecosystems. This includes the development of a joint action plan to strengthen cooperation between Eureka and the European Union in the medium to long term. The year also included the successful re-association of Singapore, which further enhances Eureka’s global outreach and fosters greater cross-regional collaboration. 
    • Impactful research and innovation opportunities: During the co-chairship, Eureka initiated several innovative bilateral and multilateral calls for proposals, focusing on areas such as light weighting and disaster resilience for climate solutions. These calls paved the way for groundbreaking innovation in addressing critical global challenges.
    • Eureka Global Innovation Summit 2025: A key highlight of the co-chairship was the Eureka Global Innovation Summit (GIS), held in April 2025 during Hannover Messe. The summit attracted more than 900 participants from around the world, including government ministers, industry leaders, and R&D experts. Canada had a strong delegation of companies who took full advantage of matchmaking opportunities, pitching sessions, and various B2B engagements designed to help create connections with potential R&D partners.

    Looking ahead 

    With the conclusion of the Canada–Germany co-chairship, the baton has officially passed to Switzerland for the 2025–2026 term. Canada remains fully committed to global collaborative innovation. As we move forward, we will continue to work side by side with our global partners — going further together.

  • MIL-OSI Africa: Qatar Participates in High-Level Opening Session of FFD4

    The State of Qatar participated in the high-level opening session of the 4th International Conference on Financing for Development (FFD4) currently taking place in Seville in the Kingdom of Spain.

    The State of Qatar’s delegation to the session was headed by HE Minister of State for International Cooperation Maryam bint Ali bin Nasser Al Misnad.

    The conference comes to follow up on the United Nations’ (UN) process on financing for development by reinforcing the agreements and commitments of the three previous international conferences.

    The first of which was held in Monterrey, Mexico, in 2002 where fundamental principles for development financing were established.

    Doha hosted the second conference in 2008 amid the global financial crisis, giving it particular significance in addressing the impact of the crisis on developing countries.

    The third conference, which took place in Addis Ababa, Ethiopia, in 2015, resulted in the Addis Ababa Action Agenda, a comprehensive framework for financing sustainable development.

    Washington, DC – On Friday, House Foreign Affairs East Asia and Pacific Subcommittee Chairwoman Young Kim (CA-40), Arms Sales Task Force Chairman Ryan Zinke (MT-01), and Rep. Madeleine Dean (PA-04) introduced the AUKUS Reform for Military Optimization and Review Act (ARMOR) Act, a bipartisan bill that would streamline and strengthen the Australia, United Kingdom, and United States (AUKUS) trilateral security partnership.

    The ARMOR Act strengthens the expedited review process for AUKUS transfers, exports, and other activities involving advanced technologies and defense articles and services.

    • Pillar I is focused on helping Australia acquire nuclear-powered submarines.  
    • Pillar II focuses on joint development and sharing of advanced technologies to boost military and defense capabilities. The ARMOR Act specifically relates to Pillar II.

    New powers yield “real-world impact” in Companies House economic crime crackdown

    A new report shows the agency’s progress in implementing changes brought in by the Economic Crime and Corporate Transparency Act 2023.

    Economic crime costs the UK economy billions annually, and Companies House is leading a major transformation to combat this through new powers granted by the Economic Crime and Corporate Transparency Act 2023.

    A new progress report on the implementation of these powers demonstrates how Companies House is transforming from a passive register to an active gatekeeper and gives examples of how the agency is actively tackling economic crime and improving register data.

    Key to Companies House progress is strengthened collaboration with The Insolvency Service and other law enforcement agencies to present a unified front against economic crime.

    The report covers progress in the implementation of secondary legislation, Companies House and Limited Partnership reform, and updates on the Register of Overseas Entities and enforcement of the new powers.

    The report includes detail on how Companies House has:

    • queried and removed false, misleading or incorrect information from the registers, with an impact on 100,400 companies – this often relates to the hijacking of innocent people’s identities or addresses, usually to enable criminality such as fraud or money laundering

    • rejected 10,200 suspicious applications including where evidence has suggested mass incorporations at certain addresses are taking place – this practice has a known link with money laundering

    • collaborated with The Insolvency Service and partners to identify approximately £50 million in UK property related to companies owned by organised criminals, which is now subject to ongoing asset recovery investigations

    • played an active role in the first Europol Asset Sprint, which saw 43 law enforcement agencies across 28 countries, along with private sector partners, participating in this unique initiative aimed at enhancing the number of criminal assets seized globally

    The report represents another significant milestone in the transformation of Companies House as it looks to achieve its vision of a transparent corporate framework that both supports economic growth and fights economic crime.

    End-of-Mission press releases include statements of IMF staff teams that convey preliminary findings after a visit to a country. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF’s Executive Board for discussion and decision.

    • The near-term prospects for the Algerian economy remain broadly positive despite global uncertainty, but fiscal vulnerabilities are high.
    • A gradual yet urgent fiscal adjustment is essential to strengthen fiscal resilience and rebuild buffers, while monetary policy should remain focused on price stability. Greater exchange rate flexibility would strengthen the economy’s ability to absorb external shocks, including from hydrocarbon prices.
    • Strengthened policy frameworks, along with reforms to enhance fiscal resilience, diversify the economy, and promote private investment, are critical to lifting growth and creating jobs over the medium-term.

    Algiers, Algeria: An International Monetary Fund (IMF) mission led by Mr. Charalambos Tsangarides visited Algiers during June 16–30, to conduct the 2025 Article IV consultation with Algeria.

    At the end of the mission, Mr. Tsangarides issued the following statement:

    “Economic activity eased to 3.6 percent in 2024 from 4.1 percent in 2023, as OPEC+ production cuts weighed on the hydrocarbons sector, while nonhydrocarbon activity remained strong, expanding by 4.2 percent. The current account balance turned to a deficit in 2024 amid lower hydrocarbon output and gas prices. International reserves remained robust at US$ 67.8 billion, covering about 14 months of imports.

    Inflation fell sharply from an average of 9.3 percent in 2023 to 4 percent in 2024, driven mainly by lower food prices, with core inflation also declining. Monetary policy remained accommodative in the first half of 2025. The budget deficit widened significantly in 2024, reaching 13.9 percent of GDP due to lower hydrocarbon revenues and higher wage and investment spending, and is expected to remain high in 2025.

    The near-term outlook is broadly positive, supported by a gradual recovery in hydrocarbon production as OPEC+ production cuts ease, which is expected to sustain growth in 2025, while inflation remains moderate. However, growing fiscal pressures pose significant financing challenges and if continued, would increase public debt in the medium term. Continued global uncertainty and volatile hydrocarbon prices are likely to dampen exports and investment, contributing to a wider current account deficit in 2025.

    Economic prospects face several risks, primarily from volatile hydrocarbon prices amid shifting trade policies and geopolitical tensions, and persistent fiscal deficits that strain debt sustainability and deepen financial linkages between the government, state-owned enterprises (SOEs), and public banks (SOBs). However, medium-term economic prospects would improve with sustained reforms to diversify the economy, and effective implementation of the government’s Action Plan and structural reforms.

    To safeguard macro-financial stability and mitigate near-term risks amid a volatile global environment, the mission recommends gradual yet timely fiscal rebalancing. This will curb rising financing needs driven by large deficits and falling hydrocarbon prices, helping to reduce vulnerabilities, rebuild buffers, and stabilize public debt over the medium term. Monetary policy should continue to be guided by economic conditions and firmly focused on its inflation objective, while maintaining close oversight of financial sector developments. More exchange rate flexibility will enhance the economy’s ability to absorb external shocks amid heightened hydrocarbon price volatility and global uncertainty.

    Medium-term reform priorities include enhancing fiscal sustainability, strengthening monetary and financial frameworks, and advancing structural reforms to boost private investment, inclusive growth, and job creation.

    The fiscal adjustment strategy would be strengthened by reforms to increase nonhydrocarbon revenues and streamline spending. A revised revenue mobilization strategy would support efforts to expand the tax base, including by rationalizing tax expenditures, and enhance compliance via digitalization. Reforming subsidies would help rebuild fiscal buffers and create space for priority expenditures, including targeted support for vulnerable households. Enhancing public investment efficiency would support the authorities’ economic diversification goals. Improving oversight, efficiency, and governance of SOEs would be essential to contain macro-financial risks. The mission welcomes progress in implementing the 2018 Organic Budget Law, which is expected to enhance transparency and accountability in budget execution, the establishment of a unit within the Ministry of Finance to oversee SOEs and strengthen fiscal risk management, and the expected implementation of the new Public Procurement Law.

    The mission commends the authorities for their ongoing implementation of the 2023 Monetary and Banking Law, improvements in liquidity management, and strengthened capacity in macroeconomic forecasting and policy analysis. Clarifying the monetary policy framework—by defining a clear primary objective and nominal anchor—would enhance policy transmission and effectiveness. Improving financial sector oversight is crucial to mitigate risks arising from strong financial linkages between the central government, SOEs, and SOBs.

    The authorities’ efforts to diversify the economy and improve the business climate to boost private investment are welcome. Key initiatives include a one-stop digital shop for real estate access, aligning exports with international standards, and advancing online trade. The mission encourages continuing these reforms but cautions against broad application of fiscal incentives that may create revenue gaps. Additional gains can be achieved by removing administrative restrictions, increasing flexibility in product and labor markets, and ensuring a level playing field between public and private sectors. The mission also welcomes recent governance reforms and continued efforts to strengthen the AML/CFT framework and enhance transparency and accountability in the public sector.”

    20-year partnership to boost fusion skills in East Midlands

    UKAEA and East Midlands Combined County Authority (EMCCA) announce a new 20-year collaboration to advance fusion energy training and skills development.

    The collaboration will focus on developing and delivering fusion related skills, including apprenticeships and wider vocational training programmes, to support the Spherical Tokamak for Energy Production (STEP) project – the UK’s first prototype fusion energy power plant that will be built on the West Burton site in Nottinghamshire.  

    This new collaboration will not only provide crucial skills for STEP but also support a growing fusion industry across the region. An Economic and Wider Impact Assessment commissioned by relevant local authorities has calculated that by the time it is fully operational, the West Burton site is anticipated to accommodate 6,500 full-time jobs across STEP and the surrounding business park, equivalent to 12.5% of the current total workplace jobs in Bassetlaw. Around half of the forecast STEP Campus construction jobs are expected to require Level 3+ qualifications, and it is estimated that nearly three quarters of the on-site jobs on the STEP Campus are expected to require individuals with Level 4+ qualifications.

    Fusion has the potential to provide abundant, clean power, and deliver energy security, and bolstered by the government’s record £2.5 billion investment, the sector promises to create thousands of jobs and empower the UK to export its world-leading technology to a global market, expected to be worth trillions of pounds in the future.

    UKAEA is committed to facilitating the training of the next generation of British scientists and engineers. The East Midlands benefits from an outstanding base of training and skills providers, and universities. This EMCCA-led collaborative will bring together the best of this existing provision to empower people in the region to meet the skill needs of this globally significant clean energy programme.  

    Training provided through the new collaborative will be designed with flexibility to adapt as the STEP programme and the West Burton site evolves. Initial training will focus on the engineering and project skills needed to complete plant design, with construction and operational skills as focus areas for future stages of the programme.

    The collaboration will deliver fusion-relevant courses through existing training sites across the EMCCA geography, South Yorkshire, and Greater Lincolnshire. Colleges, training providers, and universities are already mobilising to offer more places for construction and clean energy qualifications, gearing up the region to deliver on its emerging inclusive growth strategy even before the West Burton facility is in place.

    I am delighted to announce EMCCA as our partner in this exciting new training collaboration, which will be delivered out of our planned West Burton Training Facility,

    said UKAEA’s Head of Fusion Skills and FOSTER (Fusion, Opportunities, Skills, Training, Education and Research) Programme Director, Nick Walkden.

    People are the most important element of any programme or project. We have listened and learned from other major research, engineering, and infrastructure projects and believe that an early and focussed attention to local skills and workforce growth will be a critical enabler to success.

    STEP is a programme with global impact and, as with the successive Governments who have recognised fusion’s potential to have a significant and positive impact on the nation’s economy, we are equally committed to leaving a lasting local legacy. The training provided will equip people across the East Midlands, Lincolnshire, and South Yorkshire with the skills needed for the prototype fusion powerplant at West Burton as well as long-term career opportunities in fusion and beyond.

    The STEP programme, led by UK Industrial Fusion Solutions (UKIFS), provides an enormous opportunity for regional growth and regeneration, with the potential to create thousands of jobs during construction and a pipeline of long-term highly skilled careers over decades of operations. Permissions and consents will be sought for construction to begin in the early 2030s, with the prototype powerplant targeting first operations in 2040.

    Delivering STEP, and commercial fusion beyond that, will require a strong skills pipeline, not only in STEM subjects, but in every aspect of running a complex business.     Emram Mian has been appointed as the new Permanent Secretary at the Department for Science, Innovation and Technology, replacing Sarah Munby

    The Cabinet Secretary, with the approval of the Prime Minister, has today (Monday, 30 June) announced the appointment of Emran Mian as the new Permanent Secretary of the Department for Science, Innovation and Technology (DSIT).

    Emran is currently Director General for Digital Technologies and Telecoms at DSIT, where he is responsible for programmes to make the UK one of the best places in the world to undertake AI research and to build an AI company, covering data use and access policy, cybersecurity policy and online safety.

    He has previously held roles in the Ministry of Housing, Communities and Local Government as a Director General for Regeneration, Housing and Planning, and Director General for Stronger Places, and at the Department for Education as Director General for Strategy and International.

    Emran, replacing Sarah Munby, will lead the department at a critical time as the Government drives innovation and investment through the UK’s world-class science sector, and aims to harness new technologies to deliver growth and renewal for working people through the Plan for Change. 

    Secretary of State for Science, Innovation and Technology, Peter Kyle, said:

    Emran will be an outstanding Permanent Secretary with exceptional experience and vision. I have had the pleasure of working with him closely since I became Secretary of State and he knows this department inside out.

    The Gaza Humanitarian Foundation’s operations are leading to mass casualties: UK statement at the UN Security Council

    Statement by Fergus Eckersley, UK Minister Counsellor, at the Security Council meeting on the Middle East Peace Process.

    Let me start by underlining that the ceasefire between Israel and Iran offers a much-needed moment of hope for the region.

    This hope must extend to Gaza. We need a ceasefire now. 

    This remains the most credible path to end the terrible suffering of hostages and their families, to end Hamas’ control of Gaza and to allow Palestinians to rebuild.

    We also need a ceasefire because the suffering in Gaza is appalling and cannot continue.

    Israel’s aid delivery measures are inhumane. 

    The Gaza Humanitarian Foundation’s operations which are supposed to be saving lives, are themselves leading to mass casualties. 

    Starving people who are desperate to feed their families are told food awaits them. 

    But over 500 have reportedly been killed trying to access it.

    And meanwhile, UNICEF reports that more than 5000 children between the age of six months and five years old were admitted for acute malnutrition in May alone. 

    It is truly appalling.

    We are also deeply concerned by reports that Hamas has targeted Gaza Humanitarian Foundation staff and by reports of widespread looting by criminal gangs, which are undermining security around aid distribution.

    This is unacceptable.

    The more desperate people become, the more disorder becomes inevitable. The UN can deliver aid at scale without endangering civilians.

    Israel must let the UN save lives, open all access routes and allow fuel into Gaza.

    In addition, humanitarian workers need to operate in safety. 

    Just last week, another ICRC staff member was killed, a tragic reminder of the risks they face.

    We have repeatedly called for credible Israeli investigations into Israel’s killing of aid workers, including World Central Kitchen, the Palestinian Red Crescent, and the UNOPS strike. 

    Israel must provide accountability for these terrible actions and ensure they are not repeated, in line with its obligations under international law.

    Finally, amidst the bloodshed in Gaza, the situation in the West Bank is also deteriorating. 

    Israel’s withholding of tax revenues appears a deliberate effort to leave the Palestinian Authority crippled and unable to pay salaries.

    Military operations have displaced over 40,000 people. 

    Just last week, an attack by violent settlers on Kafr Malik led to the killing of three Palestinians. 

    We condemn settlement expansion and settler violence and we demand that the Israeli government puts an immediate end to these unlawful acts.

    We cannot stand by while the foundations of a two-state solution are systematically dismantled.

    Madam President, it is time to bring the war in Gaza to an end, and to get the hostages home. 

    And more than that, we must renew our collective efforts toward a just and lasting two-state solution, in which Israelis and Palestinians can both live side by side in peace and security.

    It is beyond time to come together behind a sustainable end to this conflict, which has blighted so many generations on both sides.

  • MIL-OSI Russia: Technologies of the Future: Demo Day of the Accelerator “City Energy. Wednesday 2.0” was held at the State University of Management

    The State University of Management hosted the Demo Day of the Acceleration Interuniversity Program “City Energy. Environment 2.0”, which was held at the State University of Management from February to June 2025.

    Over 1,000 students from the State University of Management and other Russian universities took part in the accelerator; 212 startup projects were prepared; over 30 experts from such fields as medicine, education, IT, construction, agro-industrial complex, ecology and others were involved in providing expert advice to the teams.

    The acceleration program included an educational block, expert webinars, team consultations with trackers, equator, expert consultations and project defense. The industrial partner was Technopark, a part of the Rusnano Group.

    The trackers of the acceleration program were teachers of the project management department, who have extensive experience in tracking and mentoring student teams. The tracking process was carried out using the BusinessChain platform from the partner of the State University of Management, IPI Lab.

    On the final day of the program, student teams presented projects such as:

    “City breathing” (the product is a bull for collecting cigarette butts for subsequent processing).
    “The Light of the Future 2.0” (adaptive lighting system with AI and motion sensors to save electricity and increase people’s performance).
    “Smart Bird Monitoring System” (software, which will allow to collect, analyze and recommend taking measures based on data from video surveillance and humidity and sensors, lighting, temperature and ammonia concentration. The product is focused on poultry farms).
    “Dron Cleaning” (autonomous drone for cleaning water bodies. The product is focused on hotel owners, fishing facilities, NPOs, distributors).
    “Universkino” (the organization of a cinema on the territory of the GUU in the open air with the involvement of students, applicants and partners of the GUU).
    “QR code, as a way of quick connection with the owner of a lost thing” (a service for creating personalized icons / stickers / stickers intended for labeling personal things and increasing the likelihood of returning a lost thing to the owner).
    The game on ecology “Eco -geria” (board game on ecology for children is 7-12 years old, which will allow the environmental education of the younger generation).

    The experts noted the deep development of the projects: the teams presented manufactured technological prototypes, mock-ups, 3D models, certificates from companies with intentions to further implement the technological product in the company’s activities. In addition, the jury members offered their assistance in the further implementation of startup projects, in finding potential investors and partners.

  • MIL-OSI USA: L-242 project steps Boilermakers into a new future: Batteries

    Boilermaker work has evolved over more than a century from the union’s roots in steam-powered locomotives to shipbuilding, refineries, nuclear power plants, the latest pollution mitigation technologies and more. And while Boilermakers themselves have also evolved with industry changes, they’ve remained constant as the dependable, go-to welders, riggers and fabricators that steep the union’s history.

    That’s what makes a recent Local 242 (Spokane, Washington) project both “new” news and old news at the Sila Nanotechnologies battery materials plant. The job is a move into a new industry for the Boilermakers; but for those on the job, it’s familiar work.

    “I don’t think the scope of work—what a Boilermaker does—is really any different. It’s just the type of equipment and the process of that equipment that’s unique,” says International Rep Luke Lafley. “We’re still welding, we’re still rigging, we’re still doing layout, we’re still refabricating things that came in incorrectly.

    “It’s normal Boilermaker work. It’s just the technology behind the equipment and the jurisdictional issues that come with it.”

    As new industry territory, when Sila, a next-generation battery materials company, announced in 2023 that it was building out its first, auto-scale manufacturing plant in Moses Lake, Washington—and that they intended to use a local workforce—the opportunity for Boilermakers to build it could have been missed.  Fortunately, L-242 Business Manager/Secretary-Treasurer Scott Widdicombe attends local Central Washington Building Trades council meetings, where he learned about the opportunity and long-time contractor-partner Haskell’s plan to bid on the work.

    “It’s important to go to your building trades meetings,” says Widdicombe, who participates in several area building trades groups. “If I had missed one building trades meeting or two meetings, we might not have been involved in this and it would have been playing a lot of catch up.”

    In tandem with building trades involvement, he stresses the importance of the project labor agreements (PLAs) as integral to scoring the work with Haskell, working well with other craft affiliates and the project’s overall success.

    “Without PLAs, we’re not getting this work. It’s the simple fact of the matter,” he says.

    A PLA and early pre-job assignments made for a clear and smooth understanding of jurisdiction from the get-go, which all agree have eliminated inter-craft issues that can halt work, cause friction with contractors and employers and sour future work opportunities. At the Sila project, as Boilermakers work elbow-to-elbow with Ironworkers, Pipefitters and others, it’s been overall harmonious.

    “We got all the stakeholders involved, all the parties, all the different business managers from all the different locals within the building trades of Central Washington, and as the scope developed, we got it agree to and signed, so there’s no drama, or minimal drama, in the field,” says Haskell Site Manager Luke Parham.

    Parham describes the new Sila facility as essentially a chemical plant where Sila will make Titan Silicon (TM), an innovative material that enables a more efficient battery for the auto industry, consumer electronics and other future industries. That means the company is extremely cautious about its proprietary processes and plans—which includes first-of-its-kind equipment built by Boilermakers. It also means Silas’ engineers need to regularly tweak and refine original plans that they must hold tight to their chests right up until go-time. Haskell and the crafts all need to be ready to go and pivot as necessary, making the PLA and pre-job work even more critical—and challenging.

    “There’s nothing to fall back on,” says L-242 Boilermaker and Site Superintendent Jayme Taylor, referring to the craft assignments and processes. “This is all brand new.”

    The tone for fairness was set early in the pre-job phase. Job steward Mark Keffeler said that while Boilermakers claimed their work, they were also vocal about ensuring other crafts’ work was properly assigned.

    “We’d say, ‘no, that’s ours; that’s theirs,’ and some guys were pretty new to the jurisdictional assignment process,” he explains. “[Scott Widdicombe and I] talked about it ahead of time, that if we’re fair from the start, we should be fair for the duration, and that’s really worked.”

    In fact, Keffeler drives a shuttle van every day to and from the jobsite. His passengers: all Pipefitters.

    “You know, we’ve got a new product line so to speak, and if we’re going to move forward getting this done with unions, we’ve got to do it professionally and safely. And that’s what Haskell and Sila have allowed us to do,” he says. “We don’t have to fight about piddly stuff. We might have to make concession here or there, but it’s better than watching across the fence while the work is done nonunion. We’re all getting along good in the sandbox.”

    Boilermakers were assigned to the process vessels, air pollution mitigation equipment, reactors, flare stack, components for an auxiliary generator and work on pressure transfer system for the product. Among highlights of their work at Sila, they set the thermal oxidizer and are building several substantial vessels including multiple massive tanks, some of which may be visible from the road. 

    “[The Boilermakers] have done an excellent job—high quality work on the tanks, the thermal oxidizer setting, and just constantly working through issues we’ve all experienced, whatever the case may be, to stay on schedule the best we can and pull things back in,” says Sila Construction Manager Shannon Denmark.

    Adds Haskell’s Parham: “The craftsmanship here is what I’m used to in the Pacific Northwest, and that’s people show up rough and ready, staunch and steady, ready to go. They take pride in what they do, with Jayme all the way down to his crew.”

    At its peak, the project employed 20 Boilermakers, which has meant a lot to local members who can commute back and forth for the job rather than leaving home for weeks and months. It’s also good for the local Moses Lake economy. Plus, it’s a significant foot in the door for future Boilermaker work in battery plants and other new industries.

    “This really is, basically, like a refining facility, but it’s refining new products, and hopefully it’s on the forefront,” Taylor says. “Moving forward, it’s more work for the Boilermakers and for all crafts really. It’s a new process, and hopefully it takes off.

    “It’s great for us as a whole—away from what we’re used to in the old fossil fuels. It’s stepping into the future.”

    Apprentices learn at battery plant project

    The Sila battery materials plant project has proved to be a great setting for Local 242 apprentices make their mark on a growing new industry, sharpen their skills and learn from seasoned journeymen.

    For apprentice Nez Ogle, the experience has cemented his decision to become a career Boilermaker.

    “It’s been really eye opening for me,” he says. “I’m learning everything that I’ve been wanting to learn.

    Ogle went to welding school at Lewis-Clark State College and had an instructor who was a Boilermaker and talked about the union. So, when he finished school and wasn’t sure what to do next, he thought he’d give Local 242 a try.

    “This job is a lot of fun. A lot of journeymen that are here are really helpful, and any question I ask them, they’re super helpful when answering my questions—and they’re really nice to me. So, it’s been awesome. I love it, and I think I’ll do this for the rest of my life.”

    Journeyman Steven Pollard is among those working with apprentices like Ogle. He says the job has attracted quite a few apprentices, which makes the jobsite both interesting and challenging.

    “You have to keep them with someone who can guide them, but it’s been good,” he says. “We have some really good apprentices coming in right now.”

    Boilermaker Site Superintendent Jayme Taylor agrees.

    “That’s our future. Those are the guys that are going to have to take over for me when I decide to retire,” he adds. “So, train them young, train them right and make sure they know what they’re doing.”

    Deadline extended: Call for evidence: An inspection of asylum casework (2025)

    The ICIBI invites anyone with knowledge and experience of asylum decision quality to submit evidence for the inspection .Deadline extended to close of play 9 July 2025.

    The Independent Chief Inspector of Borders and Immigration has begun an inspection of asylum casework with a particular focus on the quality of asylum decisions.  

    As Independent Chief Inspector, I am inviting anyone with knowledge or first-hand experience of Home Office asylum decision making to submit evidence to inform this inspection. I would be pleased to hear about both what is working well and what could be improved in the following areas: 

    • the accessibility and clarity of Home Office guidance on the processing of asylum claims, including how decisions are made 

    • correspondence and communication with claimants and their representatives throughout the asylum process, including decision letters 

    • the conduct of substantive asylum interviews 

    • what other factors influence or affect the quality of asylum decisions 

    • views on the quality, consistency and accuracy of asylum decisions and whether these have changed since the beginning of 2024 

    • how the Home Office engages with stakeholders and responds to feedback on the quality of asylum decisions 

    These areas of interest are not exhaustive, and I welcome submissions that touch on other points. Information received in response to this call for evidence will play an important part in defining the precise scope and focus of the inspection.  

    This call for evidence will remain open until 9 July 2025. 

    The information you submit may be quoted in the final inspection report, but it is the ICIBI’s practice not to name sources and to anonymise as much as possible any examples or case studies.

  • MIL-OSI United Kingdom: UKSPF helps refurbish Preston Pirates BMX track

    The official opening of the refurbished BMX track at Preston Pirates was held on Saturday 28 June, the day before a British Cycling Regional event which saw more than 300 riders and 2,000 spectators in attendance at the London Road track.

    The upgrade has improved two of the ‘berms’ (sweeping corners), reprofiling them to improve the rider experience, track safety and drainage. There have also been improvements to some other areas of the track.

    Since previous investment in 2014, the club has gone from strength to strength and hosted British Cycling regional events along with its own annual club series event.

    The refurbishment was made possible with a partnership between Preston Pirates’ contribution of £30,000 along with £18,000 from Preston City Council’s UK Shared Prosperity Funding (UKSPF) allocation for 2024/25 (£9,000 from Parks grant and £9,000 from Leisure Development grant).

    Deputy Mayor of Preston, Councillor Nweeda Khan, who officially opened the refurbished track, said:

    “Preston Pirates is a very well-established sports club within the city, which we’re incredibly proud to support.

    “The funding from the Council’s shared prosperity allocation is used with the goal of delivering wide-reaching and impactful activities that build pride of place in Preston and increase life chances for all our residents.

    “This refurbishment will enable more young people to take part in a growing sport and aid the budding sports stars of the future.”

    Ian Brookes from Preston Pirates, added:

    “Our newly refurbished track gave us an upgrade to our corners (berms), which secures the facility’s condition for the long term and means the club can continue to produce top class BMX athletes. We’re very grateful for this funding and to everyone involved for their continued support.

    “We run sessions five times a week that caters for riders of all abilities and ages. We have been National and British Club Series Champions multiple times, and this year we currently sit in first place in this National Club standings with a good chance of winning it with just two rounds to go.

    “It’s a great sport for young people to try and we’re always welcoming of those who want to give it a go.”

  • MIL-OSI United Kingdom: Check your new temporary city centre bus stops

    Coming into or leaving the city centre by bus next week? Don’t forget to check the new, temporary location of your bus stop.

    From next Monday 7 July all bus stops on the eastbound side of Royal Parade – the shop side – will be moved to temporary locations as preparations for the bus improvement scheme gets underway.

    Passengers are being urged check where their stops are being moved to as this busy road sees hundreds of services go along this route every day.

    All services that use bus stops A10, A11, A12, A13, A14, A15, A16, A17, A18, A19, A20 or A21 stop will be diverted to nearby temporary stops either in Union Street, Derry’s Cross roundabout or Mayflower Street.

    The big stop move is only a temporary arrangement while work on the seven-month improvement scheme is underway. The scheme focuses on the eastbound side of Royal Parade between Derry’s Cross and St. Andrew’s Cross and involves:

    • redesigning the road with a shallow sawtooth layout, increasing the number of bus stops from 12 to 15, to prevent double stacking, unnecessary idling and improve air quality. This will improve bus manoeuvrability and safety by reducing the need for buses to reverse out and ensure passengers can get on and off from the pavement.
    • clearer information about where and what bus to get in the new shelters and upgraded Real Time Passenger Information displays
    • bigger shelters to make it easier for people with pushchairs or wheelchairs to use them. They will have living roofs to support biodiversity
    • an upgraded toucan crossing at Armada Way for pedestrians and cyclists
    • average speed camera system to replace existing static cameras, supporting a safe environment.

    Councillor John Stephens, the new Cabinet Member for Strategic Planning and Transport said: “There are over 100 buses every hour – making it the city’s busiest bus interchange – with over nine million passenger journeys from or to Royal Parade every year – either arriving to work in the city centre, to shop, stay or visit, or to head onto to destinations across the city.

    “When finished, the scheme will reduce delays at this key point by cutting queues and double stacking of buses, making services more reliable and helping to make going by bus a more attractive option than the private car.”

  • MIL-OSI USA: $75M for NYS Dairy Manufacturing Facilities

    overnor Kathy Hochul today announced Lactalis USA will invest more than $75 million to upgrade both its Walton and Buffalo facilities, enabling them to expand capacity and gain efficiencies. The projects in Delaware and Erie counties include the purchase of new equipment and upgrades that will allow the dairy manufacturer to retain more than 800 full time jobs and create more than 50 new jobs. Lactalis USA is part of Lactalis, the world’s largest dairy company, and has chosen to expand in New York State thanks in part to support from the Governor and Empire State Development.

    “New York will continue to work with businesses in the agri-food sectors as they expand and grow to ensure good-paying jobs remain in our communities,” Governor Hochul said. “By investing in the Lactalis USA facilities and assisting with improvements, New York is retaining hundreds of jobs and adding new jobs, as well as helping to support the region’s dairy farmers.”

    The Walton plant, located at 261 Delaware Street, produces Breakstone’s Sour Cream and Cottage Cheese. It will undergo a $15 million modernization, focusing on automating and expanding the cottage cheese and sour cream production lines, enhancing efficiency, capacity, and sustainability. Currently, the facility has limited capacity, while market demand for nutritious high-protein foods is increasing. The facility also relies on technology that requires extensive maintenance, and the improvements will increase versatility for product innovation. The project will include new fillers, HEPA air filtration, advanced lab equipment, new roofing, boiler upgrades, and several other improvements to the facility. The upgrades will result in a 30% boost in output and create more than 20 new jobs.

    The Buffalo plant, located at 2375 South Park Avenue, produces Galbani Ricotta, Mozzarella and Provolone cheese, along with whey powder that is distributed across the U.S. and abroad. The $60 million expansion includes the installation of six 50,000-pound vats, an advanced cheese belt, separators, silos, and a robotic palletizer. Building remodeling will include relocating the cheese lab to maintain production, increasing mozzarella and provolone production by 37 million pounds annually. Ricotta production will also be expanded, and new energy efficient technology will be added. With the addition of this expansion project, Lactalis USA has committed to investing a total of approximately $123 million in its Buffalo facilities from 2020 through the end of 2027.

    In addition to creating jobs, both plants support the region’s agricultural economy by processing more than 800 million pounds of raw milk annually from 236 local dairy farmers.

    Lactalis USA CEO Esteve Torrens said, “Lactalis has two plants in New York State that are key to our growing business in the United States. Our Buffalo plant is home to a significant ricotta and mozzarella production under the Galbani brand. Our Walton plant continues a rich tradition since 1882 of producing Breakstone’s Sour Cream and is essential to strengthening our cottage cheese business in a rapidly growing category. We are committed to supporting the communities of Buffalo and Walton as we continue to grow in those markets and we thank Gov. Hochul and ESD for their support.”

    ESD is offering $750,000 in Excelsior Jobs Program tax credits for the Walton project (which is in an economically distressed community) and $550,000 in tax credits for the Buffalo project in exchange for Lactalis’ job retention and creation commitments. The projects are expected to be completed in 2027.

    Empire State Development President, CEO & Commissioner Hope Knight said, “The direct impact of Lactalis remaining and growing in Walton and Buffalo is hundreds of cheese manufacturing jobs but indirectly the plant also supports area dairy farmers by purchasing more than $180 million worth of milk each year, making the projects a win for both the manufacturing and agricultural sectors.”

    New York State Agriculture Commissioner Richard A. Ball said, “This investment in Lactalis’ existing facilities in Buffalo and Walton is a win-win, retaining hundreds of jobs and adding new jobs, as well as ensuring New York State remains a leader in the dairy industry for years to come. This expansion is great news for the dairy farmers that supply fresh, local milk for the Lactalis cheese manufacturing facilities, which have a long-standing tradition of producing some of New York’s highest quality dairy products. I look forward to seeing these plants continue to grow and bring more fresh, delicious dairy products to families across the state.”

    The largest sector of the agricultural industry, New York’s dairy industry is a critical component of the State’s economy. New York State is home to nearly 3,000 dairy farms with 630,000 cows, producing 16.1 billion pounds of milk. New York ranks fifth in the production of milk and is first in the nation in the production of yogurt and cottage cheese.

  • MIL-OSI United Kingdom: County-wide options for council reorganisation: Portsmouth have your say

    Portsmouth City Council recently asked for comments about Local Government Reorganisation from a purely Portsmouth perspective. Now people’s input is wanted as part of a county-wide survey, as this affects local authorities across the whole of Hampshire and the Isle of Wight.

    The government wants to replace the current 15 councils in the region with fewer, single councils, covering bigger areas of around 500,000 people.

    Portsmouth City Council Leader Cllr Steve Pitt said:

    “Our priority is to get the best possible outcome for people and communities in Portsmouth.

    “We’ve said from the beginning that Portsmouth should be left out of Local Government Reorganisation plans, because we already have one council which is financially stable. However, we are being forced to present to government plans to reorganise, so we are working with 11 other councils in our region to develop the best options for how new councils, including ours, could be organised in the future.

    “It’s really important we hear what Portsmouth people think so their views can be included as much as possible in any future plans.”

    Three draft options are available for people to comment on. All options propose that four unitary councils, plus the Isle of Wight remaining a single unitary council, deliver all council services to residents living in those areas.

    As part of these options, people are also asked to comment on potential boundary changes for some towns and villages.

    The options are intended to strike a balance between councils that are big enough to deliver services, but local enough to understand their communities. Key to the survey is understanding how residents, businesses and community groups feel about the changes and what area they think their future council should cover.

    The Hampshire and Isle of Wight-wide survey follows a Portsmouth-wide survey, with results from that to follow.

    Phnom Penh (Agenzia Fides) – In 1975, the young Cambodian priest Joseph Chmar Salas was appointed coadjutor of the Apostolic Vicar of Phnom Penh by Pope Paul VI. He was the first Cambodian bishop in history. Cambodia and the Cambodian people were experiencing the darkest period in their history at that time: Chmar Salas became one of the victims of the Khmer Rouge regime and died in 1977 in Tangkok, far from his Vicariate. In the 1990s, after this sad period, marked by death and suffering, when religious freedom was reinstated in the country, the Holy See entrusted the local Church to the priests of the Paris Foreign Missions (MEP). The Apostolic Vicar of Phnom Penh was initially Yves Ramousse (MEP), then Émile Destombes (MEP) (since 2001), and finally, since 2010, the current Vicar, Olivier Schmitthaeusler. On June 28, 2025, fifty years after the appointment of the first Cambodian bishop, history repeated itself: Cambodian priest Pierre Suon Hang Ly was appointed Coadjutor Apostolic Vicar of Phnom Penh. The current Vicar, Bishop Schmitthaeusler, told Fides: “Leo XIV has given the Church of Cambodia a great gift by appointing a Cambodian as Coadjutor of the Vicariate of Phnom Penh. Pierre Suon Hang Ly was born on April 15, 1972, in Pho Thom, the hometown of Bishop Joseph Chmar Salas. He attended the major seminary first in Battambang and then in Phnom Penh. He was ordained a priest on December 9, 2001. From 2002 to 2007, he he carried out pastoral service in Kampot and Takeo, and then studied at the Catholic Institute in Paris until 2015. Upon his return to Phnom Penh, he was appointed parish priest of the new pastoral unit of Thmey and Vicar General.     Helping the MOD and the defence industry navigate the single source regulatory framework for key supply-chain contracts

    The SSRO has published new guidance that will help all stakeholders identify and apply the regulatory framework for single source defence contracts to qualifying sub-contracts.

    Following consultation with stakeholders, the SSRO has published new guidance on how the regulatory framework for single source defence contracts applies to qualifying sub-contracts (QSCs). QSCs account for around one in six of all qualifying contracts under the regulatory framework and have a combined value of more than £8.2 billion.

    The new guidance summarises the relevant parts of the regulatory framework and provides signposting to existing SSRO guidance, for example, on pricing and reporting.

    The SSRO’s Chief Regulatory Officer, Jo Watts, said:

    “This new guidance follows a request from industry for a consolidated summary of the complex regulations related to QSCs. The guidance has been informed by the questions we are commonly asked about QSCs and takes account of the feedback received from stakeholders during our consultation. Based on the positive feedback we had from stakeholders, we are confident the new guidance will help the MOD, contractors and sub-contractors better understand their respective rights and obligations in relation to QSCs.”

    The SSRO has also published a summary of the feedback it received during its consultation and how it has responded to this in preparing the new guidance.

    Nairobi (Agenzia Fides) – “We want to ask everybody — the government, the leaders, and the political spheres — to look at the fact that we are taking care of the dignity of the young people,”said Archbishop Philip Arnold Subira Anyolo of Nairobi yesterday, Sunday, June 29, in a statement regarding the accusations made by the Minister of the Interior Kipchumba Murkomen against Catholic and non-Catholic religious leaders, whom the minister accuses of siding with the “anarchists” and failing to condemn the violence during the “Generation Z” protests on June 25 in memory of the victims of last year’s demonstrations against the Finance Bill (see Fides, 21, 25 and 26 June 2024).At least 16 people were killed in clashes with police during this year’s protests (see Fides, 26/6/2025). In his statement, the Archbishop of Nairobi emphasized that the Church cares about the lives of all people: “Life is never to be sacrificed for anything else, but to be given the future, for the prosperity of the nation and for the prosperity of human beings.”Archbishop Anyolo therefore reiterated his call to listen to young people: “we have to agree — all of us together — the leaders in government, the church, and the parents, all of us who take care of the young people, we need to listen to them and understand them and help them grow and mature”.Members of the Anglican Church also responded to the Minister of the Interior. “Give top priority to the economic well-being of the people. The cost of living is unbearable for many families. Young people are unemployed. Parents cannot pay school fees. Businesses are struggling. These are not just statistics; they are stories of real suffering. Government must listen, act, and respond quickly,” emphasized the Anglican Bishop of Nyahururu, Samson Gachathi.”I know that there will be no bishop or church member, neither Catholic nor Anglican, who will come out to defend the police. Nobody will speak about how the police were injured,”the Minister of the Interior declared, reiterating that nine police stations were attacked, five of which were set on fire. Dozens of police, government, and civilian vehicles were also damaged. The Ministry of Agriculture also claimed that more than 7,354 bags of fertilizer worth approximately $230,000 were stolen from a national warehouse in Meru County, about 200 kilometers east of Nairobi, taking advantage of the chaos of the demonstrations that turned violent.     Beijing (Agenzia Fides) – With a 24-hour Eucharistic adoration and prayers to the Sacred Heart of Jesus, Chinese Catholics celebrated the days before and after the Feast of the Sacred Heart of Jesus in the spirit of popular piety, accompanying Chinese seminarians, bishops, and priests from June 25 to 27, in communion with Pope Leo XIV and the universal Church, during their Jubilee of Hope. In the Cathedral of the Diocese of Wenzhou, Eucharistic adoration began at 8 p.m. on June 26 and ended at 8 p.m. on June 27. The faithful were invited to pray especially for the “sanctification of priests.” The seminarians and priests themselves also addressed their prayers to the Sacred Heart of Jesus, asking for the gifts of health, holiness, and the practice of Christian virtues. Eucharistic adoration was characterized by the recitation of the Rosary, listening to the Word of God, and sacred music. At the end of each hour, the prayer intentions for the sanctification of priests, at service of the mission of the Church, were recalled. The practice of Eucharistic adoration reminds everyone that only through the gift of the Eucharist do priests and lay people move forward each day with the request to experience the miracle of their own holiness and the holiness of others in their daily lives.In the Diocese of Taiyuan, Bishop Paul Meng Ningyou ordained two new priests on Saturday, June 28, on the occasion of the Jubilee. Bishop Meng recommended that they proclaim the Gospel, live it, and be an example to the faithful, as well as to ask for their own sanctification in light of Christ’s teachings, administer the sacraments, and be active in serving the faithful, and live their priesthood joyfully and in communion with the bishop.From June 23 to 26, priests from the Diocese of Sanyuan in the Chinese province of Shaanxi gathered to reflect on the “communal journey of the Holy Year” on the occasion of the Jubilee of Priests. During the four days of formation and sharing, the priests of the Diocese of Sanyuan meditated on their priestly ministry and the daily obligations of their pastoral experience in light of the testimonies and teachings of Saints and the Fathers of the Church.     Ho Chi Minh City (Agenzia Fides) – The Catholic Church in Vietnam continues to flourish in priestly vocations. In June 2025, the month dedicated to the Sacred Heart of Jesus and traditionally reserved for priestly ordinations, forty new priests were ordained, a precious gift for the Vietnamese Church: six in the Diocese of Da Nang, thirteen in the Diocese of Can Tho, in the Mekong Delta, and twenty-one in the Archdiocese of Ho Chi Minh City.The Diocese of Da Nang joyfully welcomed six new priests, “consecrated to be each an Alter Christus, to become pastors of the People of God, not to live for themselves, but to be all things to all people,” said Monsignor Joseph Dang Duc Ngan, Archbishop of Hue and Apostolic Administrator of Da Nang, during the solemn ordination of six priests, celebrated on June 24 in Da Nang Cathedral, attended by numerous faithful. Referring to the life of Saint John the Baptist, the Prelate recalled: “A priest does not become perfect from the day of his ordination. The priesthood is a journey of daily growth in Christ and constant strengthening in the Holy Spirit to fulfill the mission of God and the Church with joy and true love.” The following day, June 25, in Soc Trang Cathedral, Diocese of Can Tho, Bishop Peter Le Tan Loi presided over the ordination of thirteen new priests. During the celebration, the bishop invited the community “to unite in prayer and accompany the new priests, so that they may always lead a life faithful to their pastoral identity: humble, holy, and dedicated to the flock.”On June 27, 2025, the Day of the Sanctification of the Priesthood, the diocese of Ho Chi Minh City celebrated the ordination of twenty-one new priests. In his homily, Archbishop Joseph Nguyen Nang, Archbishop of the archdiocese, emphasized: “The priest is not like a robot of the modern age. The priest, in his ministry, takes God’s will seriously so that, in every action – liturgical, pastoral, and charitable – he may transmit the Good News.”At the Shrine of Our Lady of Bai Dau, in the Diocese of Ba Ria, Bishop Emmanuel Nguyen Hong Son presented six seminarians who received diaconal ordination during the Mass of the Sacred Heart of Jesus.
