  • MIL-OSI Australia: Crews on the move for vital upgrade of flood-prone Youngs Crossing

    Work crews and equipment have started arriving on site as works begin on the Youngs Crossing upgrade; a project which will significantly enhance the reliability of this key transport connection in the City of Moreton Bay.  

    The upgrade will include the construction of a new four-lane bridge west of the existing Youngs Crossing bridge, as well as three new signalised intersections and improved pedestrian and active transport connections. 

    For generations, heavy rain events and water flows into the North Pine River and Sideling Creek have led to the closure of Youngs Crossing Road, causing delays and congestion on surrounding roads.

    The road is used by more than 20,000 vehicles a day and since 2021 the crossing has been closed for an average of 12 days a year. This year, the road has already been closed for a total of 14 days.

    Works will now begin on the $86 million program of works to be delivered by Seymour Whyte.

    With construction beginning this month, the project is expected to be completed in mid-2027, weather permitting.

    NAIROBI, July 26 (Xinhua) — Chinese heavy-duty truck maker Sinotruk on Thursday launched its H2 light truck and H3 medium truck models in Kenya, which are locally distributed by CFAO Mobility.

    CFAO Mobility General Manager Sarfraz Premji told reporters here that these models will revolutionise the transport industry as they have higher payload capacity and larger fuel tanks, which reduces the need for frequent refuelling and enables longer hauls, ultimately resulting in overall fuel savings.

    “These trucks have proven reliability and durability to be leaders in the light and medium duty truck category,” said Premji.

    Chinese trucks are gaining popularity in the Kenyan market because they are designed to suit Africa’s road infrastructure, he added. –0–

    JERUSALEM, July 26 (Xinhua) — The Israel Defense Forces (IDF) said it successfully intercepted a rocket fired from Yemen toward Israel on Friday evening.

    There were no reports of hits or casualties, Israel’s Magen David Adom rescue service reported.

    Sirens sounded in several locations in southeastern Israel, including the Dead Sea area and the Judean Desert city of Arad, after the IDF detected a launch from Yemeni territory.

    The latest missile launch by Yemen’s Houthis took place on Tuesday and was also intercepted.

    The Houthis, who control much of northern Yemen, have been launching ballistic missiles and drones toward Israel since November 2023 in solidarity with the Palestinians and to pressure Israel to end the war and blockade of Gaza. –0–

    Mr Cipollone, the ECB is actively exploring the digital euro, the project was launched in July 2021. What are your arguments in favour of the introduction of a digital currency? Is it just a must, something that is necessary in the era of fast-paced digitalisation and of many alternative payment systems and cryptocurrencies, including stablecoins?

    We definitely think that it’s a must, because we need to solve a fundamental problem.

    Central banks do one fundamental thing: they offer a means of payment to the public. Both for retail, day-to-day transactions, and for the wholesale transactions of banks. At the retail level, we provide cash and we will continue to do so. With cash you can pay throughout the euro area in almost every shop. Paying with cash is one of the fundamental freedoms people have.

    However, cash can not be used for a growing part of our day-to-day transactions: we all shop online, but to do that we cannot use cash. And Europeans increasingly prefer to use digital rather than physical means of payments. Today, there is no equivalent of cash for these transactions and we still do not have a European solution to pay digitally throughout the euro area for all our needs and occasions. As a result, we depend on non-European private payment service providers to perform such a basic activity in our life as paying.

    By issuing a digital euro that has exactly the same functions as cash but is digital, we would allow central banks to provide a means of payment to the public to enable them to pay in those cases where physical cash cannot be used. Essentially, we are preserving people’s freedom to pay with public money: cash would be made available in both physical and digital form. And because the digital euro would be legal tender like banknotes and coins, it would be accepted for any digital payments.

    What is the current situation on the way to the digital euro? How do you see the progress made and are you satisfied with the preparations so far?

    There are two dimensions here.

    The first dimension relates to the technical preparations for the digital euro, which is the responsibility of the ECB and euro area central banks. We are progressing on all technical aspects of the project and we are on schedule.

    The second dimension is the legislative process, which will define the digital euro’s regulatory framework. On this side, progress has also been made but the legislation still needs to be finalised. We hope the legislative process can be completed as soon as possible so that we can reflect the choices of the legislators in the development of the digital euro. At the same time we understand that this is a complex project. Both the European Parliament and the Council of the EU – which brings together the ministers from each country – need to fully understand and take ownership of this process.

    In short, while we hope that things move faster on the legislative side, we are making good progress on the technical side.

    Do you feel political support from the European legislators? What is the mood among the politicians?

    At the summit in March, European leaders clearly stated that “accelerating progress on a digital euro is key,” notably to support a competitive and resilient European payment system and contribute to Europe’s economic security. Some details have yet to be agreed upon and we are dealing with them. But we have the highest possible support, and the Heads of State have told us that we need to go ahead with this. For us this is very strong encouragement to continue.

    But what about the people? Europeans eventually expect that the digital euro will provide the highest standards of quality, security, privacy and usability in payment systems. How is all that achievable in the near future?

    This is what we have been working on since we started the digital euro project in 2021. It is a complex project but we have very capable people both at the ECB and at national central banks. We have been identifying the best technical solutions to ensure the greatest degree of simplicity, speed, security and privacy.

    Let me take the example of privacy. The digital euro will provide the highest level of protection.

    First, people will have the possibility to use the digital euro offline, something that so far no digital payment solution offers. In terms of privacy, this will be as good as cash. Only the payer and the recipient will know about the transaction, and no one else.

    Second, when it comes to privacy for the online use of the digital euro, we at the central bank will only see a code for the payer and the payee. By law, we will not be able to identify the participants to the transaction.

    Let me give you another example. We are working on the technical side to provide the very best user experience and we are designing the system so that it is ready for innovation.

    In particular, we are giving banks and payment service providers the possibility to leverage on the digital euro’s technical platform to develop new services that are not yet available today. For instance, we are exploring conditional payments. As of today, users can only link a payment to time: “Pay this person at this point in time.” But users could decide to make a payment conditional on other events, and this would improve people’s lives.

    Here is an illustration. We are experimenting across Europe, conducting tests with users, start-ups, universities, banks. One of the proposed projects involves buying tickets for trains or planes – currently, if you want to get reimbursed in case of delays, you have to go through a lot of hassle. With the digital euro, it would be possible for the payment to be made only if, say, the train arrives on time. This means that the payment is made only if the service is provided in full.

    On the other hand, we know that many Europeans still love cash. For example, in May this year, the Slovenian Parliament even initiated official proceedings to introduce the right to use cash into our constitution. What is your message to the people who are sceptical about using any form of digital money?

    My answer is simple: you will continue to be able to use physical cash. Cash will always be available and everyone will be able to use it. As I said, we are committed to providing cash to society. And we strongly support the legislative proposal by the European Commission to strengthen the mandatory acceptance of cash.

    Moreover, we are designing a digital euro to be a digital form of cash: simple, free, inclusive, protecting privacy and accepted throughout the euro area. In any case, it will only provide an additional option: we will not force anyone to use it. We are guided by one objective: protecting people’s freedom to decide how to pay.

    What about the very young people, the new generations, who frequently use mobile devices? Will you prepare any solution for them?

    We are testing and analysing user solutions and organising focus groups to see people’s preferences. We are asking people about their priorities and how they would use the digital euro. We want to make sure that the product is simple to use and that everyone can understand it. This is the key point: people don’t wake up in the morning thinking, “I’d love to pay for something” – they pay because they want to buy things. So, payments need to be as simple, fast and as reliable as possible. And because the digital euro will be legal tender, you will know that you have a solution you can use to pay wherever digital payments are accepted, in a simple way, by placing your phone next to the payment device. And that you don’t have to worry whether the shop will accept your card or mobile payment app.

    So is the basic idea that the main instrument for executing digital euro payments will be mobile phones and devices?

    We will also provide physical cards to include people who are technologically less savvy or do not have mobile devices. We want to be as inclusive as possible.

    By the end of this year the ECB’s Governing Council will decide whether to move on to the next phase of preparations. What will be the key considerations taken into account in that crucial decision?

    We will assess where we stand in our technical preparations. At the same time, we will look at the discussion at the political level. We will look at whether the circumstances are developing in favour of issuing the digital euro.

    It seems to me that there are important reasons for us to proceed with the project. Political leaders have expressed strong support and even asked us to accelerate progress. We are also seeing a growing public interest. People are telling us that they will use the digital euro if it is available. People understand the importance of having a digital form of cash in cases where it is not possible to use physical cash or where they prefer to pay digitally.

    Who are the main stakeholders you communicate with?

    We’re engaging with everyone – consumers, merchants, payment service providers, policymakers. We see a lot of support.

    For example, consumers are very interested and ask us to ensure that the digital euro will be simple, free for basic use, inclusive.

    Merchants are also very supportive because having an alternative to international card payments would reduce the high fees they pay for digital payment transactions. So they expect a reduction in costs, and they want to be sure that the digital euro will be easy to integrate with existing payment solutions. We recently had a meeting in Frankfurt with representatives of European merchant associations. Their main request was: do it, do it fast and do it simple!

    Banks and payment service providers understand the importance of strategic autonomy. They want to be reassured that there won’t be excessive deposit outflows from bank accounts to the digital euro. In fact, this is not a big risk because the digital euro, as I said, is intended for payments rather than as a store of value. The digital euro will not be remunerated, so we do not expect people to keep high amounts in their digital euro wallet, and in any case there will be a holding limit. Furthermore, even if people do not have enough funds in their digital euro wallet, they will be able to pay with digital euro through a link to their bank account. So again, there will not be a need to keep high amounts in the digital wallet. We are also discussing with banks how to ensure the use of the digital euro within their IT systems in a cost-effective and less burdensome way, and how they will be compensated for the costs they incur. Banks seem to understand the importance of the project.

    Currently, we are living in a very different world compared with two or three decades ago, when the euro project was designed and then launched into the lives of Europeans in the form of coins and banknotes on 1 January 2002. That was the biggest cash changeover in history. And presumably, we are heading to the euro digital changeover in the near future. When will we be able to pay with the digital euro?

    Technically, we will be ready to launch in the next two-and-a-half to three years after the legislation is in place. So a lot depends on the adoption of the legislation. We cannot finalise the digital euro development until the legislation is adopted.

    So we are talking about the year 2028 or 2029?

    Yes, from 2028 onwards. But it really depends on the legislative process. Just an example to help people understand. We are still discussing whether people will be able to have one or several wallets. Technically, this means a completely different design and a different degree of complexity. We cannot finalise the technical specifications until we know what the legislation requires of us. That is why the current timeline very much depends on the legislation being adopted.

    And should the legislation be adopted only at the EU level or also by the national parliaments?

    No, just at the European level. We need the Council and the Parliament to adopt their positions and sit down together with the Commission to agree on a final text.

    Will the digital euro also be used in the countries that haven’t adopted the euro yet?

    No, the digital euro is for the residents of the euro area and for people who travel to the euro area. If a country that is in the EU but outside of the euro area wants to allow its citizens to use the digital euro, it needs to have an agreement between the ECB and its central bank. For countries outside the EU, an agreement is needed with both the government and the central bank.

    In an interview for Expansión in March this year you pointed out that there is a growing sense of urgency as “the situation outside the euro area is a source of pressure and demands greater consideration of the risks we face in payments as a result of our fragility and our extreme dependence on foreign providers”. What kind of risks do you refer to?

    We are currently in a situation where as many as two-thirds of card payments are processed by non-European companies. When you pay by card, our banking sector and payment service providers pay them fees. In addition, mobile payments are expanding their market share and when you pay with a mobile device, banks are losing fees and data. And we know that stablecoins – which are mostly denominated in dollars – are coming, which could take deposits away from banks. This would be a further step toward a deeper dependency of Europe on foreign providers.

    This dependency is a concern for the central bank, as the resilience of payment systems is one of the mandates of central banks. We want to make sure that Europeans can pay independently of other regions of the world, so that we have the means to lead a normal life even if something happens outside the euro area. Right now, we do not have that certainty.

    Yes, we are facing many new geopolitical and economical challenges, many of them coming from the other side of the Atlantic or from China. Given this new context, how could the digital euro boost EU competitiveness and enhance its strategic autonomy, as you’ve just mentioned?

    What I wish to say is that we should be masters of our own destiny. Regardless of what happens. We wish to fix the problem we have. We have had a common currency for 25 years, but when we wish to use it online, we depend on somebody else. This is a concerning situation. And we need to fix it. Just to give you an example: if we do the digital euro, this means that Europe will have a unified infrastructure and a common standard for payments. Payment service providers are very innovative. For example, in Slovenia you have flik and they tell me that it is a very good solution for paying…

    Yes, it is great for small payments.

    So why cannot flik expand outside Slovenia? It is a good solution and people can use it, but the difficulty is the standards. If you have different standards in different countries, it is very difficult for small companies to expand abroad, even if they are very innovative. It is like having to face different languages. But if you have one single standard, one language in common, it is much easier for you to sell your product. That is what we should care about: creating an environment where our companies can compete, grow and become big.

    In an article you wrote in the economics journal Bancaria, you pointed out that digital payments stand at the intersection of information technology and finance. Could you elaborate a little more on that?

    When we discuss and compare ourselves to the United States in the long run and look at the sectoral composition of productivity, we see that the distance between the United States and us is mainly visible in those two sectors: IT and finance. They both have one fundamental characteristic: economies of scale are key, allowing you to increase your productivity. Our companies cannot grow because they operate in a fragmented market. Even if you invent something in Slovenia in these two sectors, it is very difficult to expand your business abroad because of market fragmentation. And you cannot reap the benefits of your increased activity.

    So we need to ensure that our companies in these two fields can easily expand and take advantage of the EU’s single market. A study by the International Monetary Fund, which has been replicated several times, says that the non-tariff barriers that continue to hamper trade within the EU are equivalent to a tariff of 44% for goods and more than 100% for services. So it is important that those two sectors expand as much as possible in Europe, and to do so we need to address remaining barriers within the Single Market. For those two sectors, finance and IT, and for activities at their intersection – such as digital payments – economies of scale are essential to grow and thrive.

    What is the experience of the countries that have already introduced their digital currencies so far? Could we eventually learn something from them?

    The most advanced digital project so far is the Chinese one. But this is a completely different context in terms of rules, for example, a different level of privacy for digital wallets.

    So we focus on addressing the needs of the euro area and the preferences of Europeans, for instance on privacy. It is also very important that the system is very resilient to fraud – that is of great importance to citizens, and is a point that European consumer organisations have placed particular emphasis on.

    In fact, a number of central banks outside the euro area are looking at the progress we are making and reaching out to learn from our work. We in the euro area have a particular sense of urgency because the fragmentation of our payments landscape along national lines is inconsistent with our monetary union and does not allow to reap the full benefits of the Single Market. A digital euro would unify European payments.

    How do you see the ECB’s latest interest rate decision this Thursday (24 July)? What is the rationale behind it? Could we expect more rate cuts in 2025?

    Inflation is at our 2% target and the economy has proven resilient so far in a challenging global environment, but we still face considerable uncertainty, notably in relation to the trade outlook. Against this background, we have decided to leave rates unchanged.

    Trade disruptions make it harder to assess recent data. In the first quarter, the economy grew more strongly than expected, largely because firms frontloaded exports and capital goods investment ahead of expected tariff hikes. In contrast, private consumption growth moderated and the savings rate increased.

    In September – and later this year – we will have more information, which will feed into revised macroeconomic projections. We will then reassess our stance, in line with our data-dependent and meeting-by-meeting approach. In particular, we will be in a better position to assess the trade situation and look through the volatility generated by frontloading effects. This will allow us to better discern the underlying momentum in the economy and its implications for the inflation outlook.

    For now, we see conflicting signals. Weak consumer confidence points to subdued consumption growth in the short term, while continued uncertainty and the unwinding of frontloading effects could weigh on business investment and exports. At the same time, the labour market has so far remained resilient, even as labour demand weakens, and real incomes are rising even as wage growth gradually moderates. Over time, higher public investment in defence and infrastructure is expected to support economic activity. Overall, we continue to see risks to economic growth as tilted to the downside, but the outlook for inflation is more uncertain than usual. In particular, we will need to see how prices in the euro area are affected by trade disruptions – including their impact on supply chains as well as on trade diversion that is already resulting in higher euro area imports from China.

    After ten rate hikes between September 2022 and September 2023, the ECB has lowered borrowing costs eight (or nine) times since last June. What lessons has the ECB learnt from addressing the inflation in the past four years?

    I can tell you the two key lessons I take from the recent episode. First, when sudden inflationary shocks occur, inflation dynamics may change, because there is so-called non-linearity in the system. Inflation can accelerate very fast, especially because firms tend to change prices much faster than we expected. They take many small steps, but frequently. This acceleration is very important and we must take this non-linearity into account.

    Second, the recent inflation spike has confirmed the benefits of keeping inflation expectations under control. If you are able to anchor inflation expectations to your target level, the system will also adjust to this in a soft way. This way the implications of your monetary policy for the real economy may be less severe once you bring inflation expectations back to your target and you can bring back interest rates to lower levels earlier once the inflationary shock unwinds. Keeping inflation expectations close to our 2% inflation target is very important, and it’s one of the principles that we stressed a few weeks ago in our updated monetary policy strategy.

    In this context: what are the main risks to the euro area inflation outlook? Are they to the upside or to the downside right now and why?

    In our latest forecast, in June, we assessed that these risks are really balanced and are tilted neither to the upside nor to the downside. We now see an additional appreciation of the euro and a slight increase in energy costs. The overall assessment therefore stays the same. At that time, we also saw higher trade tensions and some concerns for the global economic outlook, which has so far been resilient. Overall, it seems to me that the June assessment can be confirmed and that inflation expectations are balanced.

    And finally: what lies ahead for the euro area in the context of rising geopolitical tensions and uncertainties, fractured multilateral rules, Trump’s tariffs, increased defence challenges and spending? How to address all these issues and challenges and what should be the role of the ECB in this more complicated and changed world?

    We have one fundamental mission: price stability. So we take all these factors into account and design the monetary policy to make sure that inflation stays at our target level. Price stability and financial stability create the conditions for people and businesses to take their decisions in a stable context, with as little uncertainty as possible. This is the role of the ECB – to provide, within our mandate, a macroeconomic environment that fosters long-term investment and reduces uncertainty for people when taking decisions. That is our key contribution.

  • MIL-OSI China: SCO media, think tank summit calls for enhanced exchange under Shanghai Spirit

    The Shanghai Cooperation Organization (SCO) Media and Think Tank Summit held its plenary session in Zhengzhou on Friday, emphasizing the importance of upholding the Shanghai Spirit and uniting the media and academia to advance exchange and cooperation within the SCO framework.

    The ongoing SCO Media and Think Tank Summit, co-hosted by Xinhua, the Chinese Academy of Social Sciences (CASS) and the Henan provincial government under the guidance of the State Council Information Office, is taking place in the capital of central China’s Henan Province, beginning on Wednesday and ending on Sunday.

    Themed “Upholding the Shanghai Spirit to Build a More Beautiful Home,” the event gathered more than 400 representatives of nearly 200 media outlets, think tanks and government agencies from SCO member states, observer states and dialogue partners, as well as international and regional organizations.

    Addressing the plenary session, Mo Gaoyi, deputy head of the Publicity Department of the Communist Party of China Central Committee and director of the State Council Information Office, called on all parties to actively promote the Shanghai Spirit.

    As the SCO Summit in Tianjin approaches, the gathering of media and think tank representatives is of great significance to building a closer SCO community with a shared future, Mo said.

    By highlighting areas of shared interest and common concern, presenting a panoramic and multidimensional narrative of how SCO countries are joining forces in the new era, Xinhua aims to contribute wisdom and strength to building a closer SCO community with a shared future, he said.

    Guided By Shanghai Spirit

    The Shanghai Spirit — the spirit of mutual trust, mutual benefits, equality, consultation, respect for the diversity of civilizations, and the pursuit of common development — has served as the guiding principle for SCO countries, and is seen as a core value driving the organization’s evolution into a model platform for multilateral cooperation grounded in mutual trust and equality.

    Li Yonghui, a senior research fellow at the Institute of Russia, Eastern European and Central Asian Studies at the CASS, noted that Shanghai Spirit is the basis for political mutual trust, which is the SCO’s core competitive strength.

    “By reshaping values, embedding institutional mechanisms, and promoting the sharing of outcomes, the Shanghai Spirit has transformed gaps in trust caused by historical, cultural, and systemic differences into dividends of cooperation,” Li said, adding that this serves as the driving force behind the SCO’s growing vitality and appeal.

    Marina Dmitrieva, deputy director of the Institute of Asian Studies for Science and Innovation at Far Eastern Federal University, believes the Shanghai Spirit reveals itself in trust — beyond words.

    “We are used to hearing that the 21st century is a century of clashes, but the example of the SCO proves the opposite: Where there is respect, there is no clash of civilizations; Where there is space to listen and be heard, we see differences as a resource, not a threat,” she said.

    Such concepts have united SCO member states, and continue to attract new partners to the organization in pursuit of cooperation based on mutual respect, equality and shared creation, Dmitrieva said.

    Indira Rana, deputy speaker of the House of Representatives of the Federal Parliament of Nepal, said that guided by the Shanghai Spirit, the SCO stands as a beacon of cooperation, friendship and regional integration.

    “We believe that safeguarding peace today requires addressing contemporary, multifaceted challenges,” she said. “Only through dialogue, partnership and collective solutions can we ensure our common security and prosperity.”

    Vital Role of Media, Think Tanks

    Under the Shanghai Spirit, think tanks and the media play crucial roles and offer strong potential in promoting exchange and unity within the SCO, participants agreed and stressed repeatedly at the summit.

    The SCO Media and Think Tank Summit Zhengzhou Consensus, released at the summit on Friday, highlighted the roles of SCO media and think tanks as a bridge and link between countries, contributing wisdom and strength toward advancing peace, stability, prosperity and development both regionally and globally.

    In the consensus, the representatives also called for joint efforts to gather wisdom and strength of multiple entities such as governments, businesses, academic institutions and the civil society to advance inclusive coexistence of different civilizations and deepen mutual understanding and affinity among people of all countries.

    “By facilitating open dialogue, promoting cultural understanding and presenting diverse perspectives, we can counteract misinformation and build stronger bonds between our nations,” said Ros Thansan, secretary of state for the Ministry of Information of Cambodia.

    Muhammad Akmal Khan, president of Internews Pakistan, believes that the role of the media — especially in SCO countries — is to transform the potential of people-to-people exchange in building empathy and revealing shared aspirations across nations into a tangible reality.

    He therefore suggested measures to support regular exchanges between young content creators across SCO countries, as well as the co-production of documentaries about SCO countries’ cultures, and the translation of media content into different languages from those countries.

    Dmitry Gornostaev, deputy editor-in-chief of Russia’s Rossiya Segodnya Media Group, noted the significance of the participation of young journalists and scholars in cooperation under the SCO framework.

    He suggested the establishment of dedicated platforms that young people in the media and academia sectors of SCO countries can use to join in discussions and engage in decision-making.

    “Separate youth forums could be held where young participants discuss pressing issues, and even work together to draft documents,” he added.

    “We fully understand that, as journalists, we shape the information agenda,” said Iryna Akulovich, director general of the Belarusian Telegraph Agency. She emphasized the importance of “changing the narrative” to place increased focus on stories from SCO countries.

    “This is where think tanks and the media can truly make a difference,” she said. “When we meet and interact, we are the ones building the future of our nations.”

    The 26th Ani-com & Games Hong Kong (ACGHK) kicked off on Friday at the Hong Kong Convention and Exhibition Center, gathering around 160 exhibitors and over 610 toy designers.

    This year’s ACGHK marks a record expansion, with exhibition space nearly doubling from 19,890 square meters in 2024 to 34,872 square meters and featuring nearly 800 booths. It showcases internationally recognized brands and themed pavilions based on popular anime IPs, including immersive experiences using advanced technologies.

    As part of the ACGHK, the Hong Kong International Art Toys Expo highlights nearly 70 designers from 12 countries, including Japan, Thailand, Singapore, the United States and Spain, engaging fans through live demonstrations.

    Cosplay remains a major draw of this year’s ACGHK, featuring both a competition and a carnival.

    Additional events include an international comics gathering and an international comics exhibition, showcasing over 400 original works from France, Italy, Japan, and South Korea.

    The organizers have also scheduled numerous demonstrations, workshops, and sharing sessions to enhance visitors’ understanding of toy art.

    The ACGHK will run through July 29.

    President Xi Jinping, who received the credentials of 16 new ambassadors to China on Friday, welcomed the envoys to their new posts in Beijing and sent a clear signal that China will resolutely expand its high-level opening-up.

    During a group meeting with the ambassadors, Xi also voiced optimism about China’s economic prospects, saying that the nation will share “the dividends of its supersized market”.

    Currently, China is advancing the building of a strong nation and the great cause of national rejuvenation on all fronts through the Chinese path to modernization, while its economy “continues its upward momentum amid steadfastness”, Xi said.

    The nation will turn its new development into new opportunities for various countries, and “inject more certainty into global economic growth”, he added.

    On Friday morning, as welcoming bugles sounded and honor guards of the People’s Liberation Army stood solemnly in formation outside the north gate of the Great Hall of the People, the new ambassadors of Vietnam, Panama, the Dominican Republic, Albania, New Zealand, Papua New Guinea, Angola, Egypt, Nicaragua, Iran, Chile, Ukraine, Benin, the United States, Israel and South Sudan arrived one by one to meet the president.

    Xi accepted the credentials presented by the envoys and also posed for photos with each of them. He also met with Nurlan Yermekbayev, secretary-general of the Shanghai Cooperation Organization.

    After the ceremony, Xi delivered a speech welcoming the envoys and asked them to convey his best wishes to the leaders and the people of their respective countries.

    Xi expressed his hope that the envoys will gain a comprehensive and in-depth understanding of China, and make earnest contributions to deepening China’s friendship with various countries and enhancing its exchanges with the rest of the world.

    This year marks the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression (1931-45) and the World Anti-Fascist War, as well as the 80th anniversary of the founding of the United Nations.

    China stands ready to work with all countries to firmly safeguard the international system with the UN at its core and the international order underpinned by international law, Xi said.

    China is willing to work with all countries to practice friendly cooperation, promote mutual learning among civilizations, build a community with a shared future for humanity, and “join hands to create a better future for this planet”, he added.

    Xi emphasized that amid accelerating global changes and a turbulent international landscape, countries around the world need to enhance solidarity and cooperation more than ever before.   • MIL-OSI China: US to send nearly 200 letters to trading partners on tariffs, says Trump

    The United States will send close to 200 letters to its trading partners on trade tariffs in the coming days, U.S. President Donald Trump said Friday.

    Speaking to reporters before his departure for the United Kingdom, Trump said, “When that letter goes out, that’s a deal, and we’ll be sending maybe almost 200 of those letters out.”

    The letters will mean “they have a deal. It’s done. They pay that tariff, and that is a contract essentially,” said Trump, claiming that he would keep the tariffs “minimal.”

    The United States has recently sent dozens of letters to trading partners threatening to impose import tariffs starting Aug. 1.

    After the U.S. tariff policy announcement on April 2, the Trump administration has softened its stance on import tariffs over turmoil in financial markets and worries about high inflation risks.

    Many countries have voiced strong opposition to the U.S. unilateral tariff measures.

    A photo exhibition held here Thursday brought the audience back to the history of the joint fight against Fascism by China and Russia 80 years ago.

    To commemorate the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, Xinhua News Agency presented the photo show at the Chinese Embassy in Russia, which drew around 600 distinguished guests from China, Russia and other countries.

    These historical photos showcased the bravery of the Chinese people in resisting Japanese aggression, stories of the Soviet Volunteer Group fighting alongside the Chinese people, and wartime friendship forged between the peoples of China and Russia.

    In his address after visiting the exhibition, Chinese Ambassador to Russia Zhang Hanhui spoke highly of the vital contributions made by China and the former Soviet Union — then main battlefields in Asia and Europe — to the global victory over Fascism.

    The Chinese and Russian peoples fought side by side, making monumental contributions with their lives and blood to defend human dignity and restore world peace, which is recorded in world history forever, he said.

    “As major victors of WWII and permanent members of the UN Security Council, China and Russia will firmly safeguard the fruits of that victory, uphold the post-war international order, and oppose any attempt to distort historical facts,” said the ambassador.

    Both countries will jointly defend fairness and justice, and work toward building a community with a shared future for humanity, he added.

    In front of a picture showing Chinese and Russian veterans embracing, Russian Deputy Minister of Defense Anna Tsivileva called it “truly heartwarming.”

    “We can deeply feel the genuine joy of the veterans as they reunite,” she said. “Thank you for organizing such a wonderful photo exhibition.”

    The exhibition was jointly organized by Xinhua News Agency’s Eurasia Bureau, Hubei Province Branch and China Image Group, sponsored by Angel Yeast Co., Ltd., with support from the Chinese embassy.

    China defeated the United States 81-69 in the women’s basketball final on Friday at the FISU World University Games.

    China delivered a well-rounded performance, with four players scoring in double digits. Small forward Chen Yujie shot eight of 15 from the field to score 19 points while power forward Tang Ziting buried four 3-pointers out of six attempts to add 16 points.

    “We told the players to play as they like and not to have any burden mentally,” said Chinese coach Zhao Xuetong.

    “We had already achieved what we expected before the Games, so I just told the players to enjoy the final and that they had nothing to lose,” added Zhao.

    For the United States, power forward Deyona Gaston had a game-high 21 points and point guard Sidney Love notched 15 points.

    “China was very good. In the first half we had the upper hand, and I thought we got them out of their defense pretty well,” said U.S. coach Krista Lea Gerlich. “In the second half, they increased their pressure on the zone, and they were mixing it up, and it was really confusing to our kids.”

    China also claimed another gold medal in archery, as Liu Yanxiu and Wang Yan defeated Japan’s Waka Sonoda and Yuya Funahashi 6-2 in the recurve mixed team final.

    Three gold medals were decided in the track and field. Finland captured its first gold in the meet from the women’s 100m hurdles as Saara Keskitalo finished first in 12.88 seconds, followed by Hungary’s Anna Toth (12.88), who was just a tiny 0.005s behind. Poland’s Alicja Sielska (12.95) came third.

    Belgium also secured its first gold in the Games as Elien Vekemans overcame a height of 4.60 meters in women’s pole vault. Norway’s Kitty Augusta Friele Faye was 10 centimeters lower than the winner and Canada’s Rachel Grenke recorded a personal best of 4.35m in third.

    Simon Wieland of Switzerland tossed his season best of 79.33 meters to win the men’s javeline throw, followed by Germany’s Nick Thumm (78.47) and Finland’s Topias Yki Eerik Laine (75.96).

    Team USA continues to lead the medal table after Day 9 of competition with 28 gold, 22 silver, and 26 bronze medals. China remains second with 23 gold, 21 silver, and 13 bronze and Japan is third with 22 gold, 13 silver, and 20 bronze.

    SHANGHAI, July 25 — A total of 170 overseas companies and 27 institutions have participated in all eight editions of the China International Import Expo (CIIE), according to a Friday press conference held by the expo’s organizer.

    More than 50 countries and international organizations have confirmed their presence in the comprehensive national exhibition area of this year’s expo, with Sweden and the United Arab Emirates serving as guest countries of honor, and with Kyrgyzstan participating for the first time, the expo’s organizer has said.

    This year, the contracted exhibition area for corporate businesses exceeds 330,000 square meters, the organizer noted.

    Notably, the scale of participating enterprises from Canada, Malaysia, New Zealand, Norway, Peru and other countries has reached a record high, fully reflecting the confidence of all parties in China’s economy and their enthusiasm for the CIIE, Wu Zhengping, deputy director general of the CIIE Bureau, said at the press conference.

    Wu added that this year’s CIIE will for the first time include a special area for products from the least-developed participating countries. It will also include an expanded and upgraded area showcasing African products, as well as a cross-border e-commerce selection platform to help small and medium-sized foreign enterprises enter the Chinese market smoothly.

    The International Press Institute (IPI) has joined calls for urgent action to halt the unfolding humanitarian crisis in Gaza as global news organisations warn that their journalists there are experiencing starvation.

    Israel must immediately allow life-saving food aid to reach journalists and other civilians in Gaza, IPI said in a statement today.

    “The international community must also put effective pressure on Israel to allow all journalists to enter and exit the territory and to document the ongoing catastrophe,”it said.

    In an unprecedented joint statement this week, the Associated Press, Agence France-Presse, BBC News, and Reuters — four of the world’s leading news agencies — said their journalists on the ground “are increasingly unable to feed themselves and their families”.

    The news outlets added: “Journalists endure many deprivations and hardships in warzones. We are deeply alarmed that the threat of starvation is now one of them.”

    Separately, Al Jazeera Media Network said in a statement that journalists on the ground “now find themselves fighting for their own survival” due to mass starvation.

    Harrowing accounts
    AFP and Al Jazeera journalists shared harrowing accounts of conditions on the ground.

    One AFP photographer was quoted as saying, “I no longer have the strength to work for the media. My body is thin and I can’t work anymore.”

    Al Jazeera Arabic’s Gaza correspondent said he was “drowning in hunger”.

    In an interview with NPR, AFP global news director Phil Chetwynd said that the news agency had been working to evacuate its remaining contributors from Gaza, which requires Israeli permission.

    The dramatic warnings come as more than 100 international humanitarian organisations said that mass starvation in Gaza was now threatening the lives of humanitarian aid workers themselves, while the civilian death toll continues to rise.

    Meanwhile, Israel continues to refuse to allow international reporters into Gaza to report and cover the war and humanitarian situation independently, obstructing the free flow of news and limiting coverage of the humanitarian crisis.

    The ongoing conflict has taken a devastating toll on journalists and media outlets in Gaza.

    Highest media death toll
    Since October 2023, at least 186 journalists and media workers have been killed in Gaza — Al Jazeera puts the figure as at least 230 — the West Bank, Israel, and Lebanon, according to monitoring by the Committee to Protect Journalists (CPJ).

    This is the largest number of journalists to be killed in any armed conflict in this span of time.

    Independent investigations such as those conducted by Forbidden Stories have found more than a dozen cases in which journalists were intentionally targeted and killed by the Israeli military — which constitutes a war crime under international law.

    IPI has made repeated calls, in conjunction with its partners, urging the international community to take immediate measures to protect journalists and allow unimpeded access to the strip from international media.

    Today, IPI has strongly and urgently reiterated these calls, as humanitarian conditions in Gaza rapidly deteriorate and as journalists and other civilians face man-made starvation.

    The international community must use all diplomatic means at its disposal to pressure Israel to ensure the safe flow of food aid to journalists and other civilians, said IPI in a statement.

    “The response by the international community in this critical moment could be the difference between life and death. There is no more time to lose,” IPI said.

    £1.1 billion boost to improve local recycling services across England

    Money from packaging reforms to fund better recycling collections and cut costs for taxpayers

    Every town and city across the country will receive a major boost to their recycling services, with more than £1 billion funnelled into improving critical infrastructure and collections, Circular Economy Minister Mary Creagh announced today (Saturday 26 July 2025).

    Under an outdated regime, the bill for disposing of items like milk bottles, cereal boxes and soup tins is currently footed by local councils with taxpayers paying.

    Through the new Extended Producer Responsibility for Packaging scheme, businesses who produce packaging will pay their fair share of the recycling costs.

    Delivering on the government’s Plan for Change, the investment will unlock regional growth, create new green jobs across the country, and boost household recycling rates which for years have failed to show significant improvement.

    Circular Economy Minister Mary Creagh said:

    This government is cleaning up Britain and ending the throwaway society.

    Under the Plan for Change, we are pumping more than £1 billion into local recycling services.

    This will revolutionise how we deal with our waste and ensure more of today’s rubbish is recycled into tomorrow’s packaging.

    The scheme works by charging fees to the businesses that use packaging to meet the costs of collecting and recycling it. The costs will be higher for hard to recycle materials and less where packaging can be reused or refilled.

    This will encourage businesses to reduce the amount of packaging they use, shift to more recyclable materials and design new products that can be recycled and reused more easily, stopping waste from going to the nation’s landfills or incinerators.

    For the coming year, councils in England will receive £1.1 billion to improve recycling services for residents. This could be spent on offering local residents more streamlined recycling collections which can ensure more household waste is recycled.

    The funds can also go towards building new infrastructure or covering the costs of upgrading facilities where councils send household waste. This includes Veolia’s Integrated Waste Management Facility in Southwark, which handles and processes materials collected from homes, and then sends them to be turned into new products.

    Clean and tidy streets are something everyone wants to see, and these common-sense reforms will help councils achieve that.

    Whether it’s channelling more money into recycling or reforming the outdated funding system, we are fixing the foundations of local government so that it can focus on what matters most to people across the country.

It marks a vital step towards delivering the improvements in the UK’s recycling system that we all want and need. With a £1.4 billion annual investment from packaging producers into EPR, we’re pleased to see the government’s commitment to ensuring these funds will be used to upgrade infrastructure and resurrect our flatlining recycling rates.

    Cllr Adam Hug, environment spokesperson for the Local Government Association, said:

    It’s positive to see the costs of managing packaging waste shift to the industry creating this waste.

    Councils are proud to run some of the best recycling services in the world, with high levels of public satisfaction despite significant financial pressures.

    This success is built on council’s local knowledge and strong links with communities, and we hope the new scheme will support that work and help reduce the amount of packaging ending up in household bins.

    Libby Peake, head of resource policy at Green Alliance, said:

    For too long, the costs of dealing with packaging waste and recycling have fallen unfairly on local councils and, ultimately, taxpayers, when they have no control over the packaging businesses use. It’s absolutely right that costs are now shifting to the companies who create packaging and can figure out how to use less of it in future. This is an important step in the move away from an inefficient and wasteful system.

    The Environment Secretary has been clear that all councils must use this funding to deliver improved packaging waste collection services for their communities, with PackUK empowered to reduce future allocations if evidence shows that funding has been used for other purposes.

    The Extended Producer Responsibility for Packaging scheme is a crucial part of the government’s packaging reforms, which industry estimates will support 25,000 new jobs and underpin £10 billion of investment in new sorting and processing facilities over the next decade.

    Alongside Extended Producer Responsibility for Packaging, the government is introducing a Deposit Return Scheme in 2027. This will provide a financial incentive to return empty drinks containers to a collection point, such as at their local supermarket, so that bottles or cans will be recycled.

    A sensible and pragmatic approach to the collection of materials from households and workplaces is also being introduced. Simpler Recycling for workplaces went live in March 2025 and launches for households in March 2026. It will boost recycling rates and reduce the amount of waste sent to landfill.

    The action to clean up Britain doesn’t end there – with the Circular Economy Taskforce working with sectors to create a series of specific roadmaps to improve and reform the approach to using materials, underpinned by a Circular Economy Strategy which will be published in autumn.

    Following are UN Secretary-General António Guterres’ remarks to the Amnesty International Global Assembly today:

    It is an honour to join you today — and to be the first United Nations Secretary-General to address your Global Assembly.  I see your invitation as a tribute to UN staff working around the world for human rights and for justice.  And I see it as a reflection of our shared, fundamental conviction in the equal dignity and worth of every person — a founding principle of both our organizations.

    One morning in the early ′60s, a British lawyer opened his newspaper on his way to work.  It reported that the dictatorship then ruling my country — Portugal — had imprisoned two students.  Their crime:  raising a toast to freedom.  The barrister — Peter Benenson — was so outraged by their plight that he launched a global movement.  And Amnesty International was founded.

    And ever since, you have been at the forefront of the global struggle for human rights — fearless, principled and relentless:  Campaigning to free prisoners of conscience around the world.  Contributing to the establishment of a number of international institutions and the conclusion of a number of treaties — including the Convention Against Torture. Defending the full spectrum of human rights — civil, political, social, economic and cultural.  Winning landmark victories for justice — and earning the Nobel Peace Prize along the way.

    The work of Amnesty International reflects truths I lived under dictatorship: that morality demands the courage to stand against oppression; that solidarity and justice are both personal and global; and that the fight for freedom on one continent can reverberate across the globe. I saw this first-hand — when liberation struggles in Africa helped end Portugal’s authoritarian rule.

    Today, all these truths are more important than ever.  Because powerful forces are ranged against human rights — and against the international system built to protect and uphold them.  We see attacks on the International Criminal Court.  Attacks on the international human rights system and its representatives. And flagrant violations of international law:  from the horrors in Sudan and beyond to Russia’s invasion in Ukraine where we need a just and lasting peace based on the UN Charter, international law and UN resolutions.  And, of course, the relentless Israeli onslaught on Gaza.

    I commend Amnesty International for your strong voices.  From the beginning, I have repeatedly condemned the horrific 7 October terror attacks by Hamas.  But nothing can justify the explosion of death and destruction since. The scale and scope is beyond anything we have seen in recent times.

    I cannot explain the level of indifference and inaction we see by too many in the international community.  The lack of compassion.  The lack of truth.  The lack of humanity.  Our own heroic staff continue to serve in unimaginable conditions.  Many are so numb and depleted that they say they feel neither dead nor alive.  Children speaking of wanting to go to heaven, because at least, they say, there is food there.

    We hold video calls with our own humanitarians who are starving before our eyes. This is not just a humanitarian crisis. It is a moral crisis that challenges the global conscience.  We will continue to speak out at every opportunity.  But words don’t feed hungry children.

    The United Nations stands ready to make the most of a possible ceasefire to dramatically scale up humanitarian operations across the Gaza Strip, as we successfully did during the previous pause in fighting.  Our plans are ready, and they are finalized.  We know what works — and we know what does not.

    Since 27 May, the United Nations has recorded over 1,000 Palestinians killed trying to access food.  Let me repeat:  1,000 people — killed not in combat, but in desperation — while the entire population starves.

    We need action.  An immediate and permanent ceasefire.  The immediate and unconditional release of all hostages.  Immediate and unimpeded humanitarian access.  At the same time, we need urgent, concrete and irreversible steps towards a two-State solution.

    We are in a global battle for human dignity.  For human rights. For justice.  For the multilateral system itself.  Amnesty International is indispensable in that fight.

    So, my central message to you today is this: the world needs you more than ever. We need your courage, your creativity, and your clarity.  We need your movements — rooted in communities and rising from the ground up —  making it clear that leaders cannot turn a blind eye to their obligations.

    And, yes, we need what you’ve called “troublemaking”.  The kind that challenges complacency and inaction.  That exposes injustice.  That drives lasting change.  Because as I scan the global landscape, I see too many leaders who view human rights as the problem.

    But we know human rights are the solution.  They are the foundation of peace.  They are the engine of progress.  And they are the path out of conflict and chaos to security and hope.  You know better than anyone:  this work is never easy.  And the struggle is always hardest when it matters most — when the urgency is greatest and the stakes are highest.

    But I want to assure you:  you are not alone.  Human rights are — and will remain — a central pillar of the United Nations.  Despite financial challenges, we are determined to reinforce human rights for the twenty-first century.  The UN80 initiative, grounded in the UN Charter and international law, is aimed at strengthening our core work across peace, human rights and development.  And our Call to Action for Human Rights is mobilizing every part of the UN system.

    In the face of crisis, we must stand together — and act together.  Let me turn to your focus for this year’s Global Assembly:  confronting the rise of authoritarian practices — and advancing climate justice.

    First — authoritarianism. Around the world, we are witnessing a surge in repressive tactics aiming at corroding respect for human rights.  And these are contaminating some democracies. This is not a series of isolated events. It is a global contagion.  Political opposition crushed.  Accountability dismantled.  Equality and non-discrimination trampled.  The rule of law cast aside.

    On the other hand, civil society — the lifeblood of any free nation — is suffocated.  We see activists and journalists silenced — even murdered.  Minorities scapegoated.  Women and girls stripped of their most basic rights — most brutally in Afghanistan.  And all of this is amplified by digital technology.

    We must right these wrongs.  Many countries we must recognize stand firm with human rights.  And we must push all countries to defend them — consistently, and universally, even — or especially — when inconvenient.  We must urge them to protect and strengthen the international human rights system.  We must demand accountability for human rights violations — without fear or favour.  And insist that countries honour commitments in the Pact of the Future — to protect civic space and uphold human rights and gender equality.

    We must also demand action to confront the flood of lies and hate polluting our digital spaces.  Social media manipulation has become a powerful weapon in the authoritarian playbook. Many algorithms are boosting the worst of humanity — rewarding falsehoods, fuelling racism and misogyny and deepening division.

    Last year, countries took steps to tackle these issues.  They adopted in the UN General Assembly the Global Digital Compact — committing to apply human rights to cyberspace — and to protect information integrity.  Now we must hold them to it.

    And we must go further — to rebuild trust in the international system by grounding it in justice, inclusion and results.  That means reforming the United Nations Security Council.  It is a scandal that Africa still has no permanent seat at the table.  It means delivering on the 2030 Sustainable Development Agenda.

    And it means transforming the international financial system — with debt relief, a surge in development finance, and a stronger voice and greater participation for developing countries in international financial institutions.  I applaud your work on such issues, including through the 2048 Commission — helping to shape a fairer, more inclusive global order.

    The second focus of this Global Assembly is one of the defining struggles of our time:  securing climate justice.  The climate crisis is not just an environmental emergency.  It is a human rights catastrophe.  We must confront and correct the deep injustices it has laid bare: The poor, the vulnerable and the marginalized — suffering most from a crisis they did nothing to create.

    Environmental defenders — arrested, threatened, and even killed for protecting communities and ecosystems.  Land and livelihoods — plundered in the race for minerals critical to clean energy.  And climate finance — still wholly inadequate as fossil fuels are propped up by subsidies as others pay the price.  All while their political enablers stall and sabotage action.

    But we have seen what people power can achieve:  from Amnesty’s role in promoting international recognition of the right to a clean, healthy and sustainable environment to legal victories that have led courts to clarify States’ obligations on climate.

    Just two days ago, the International Court of Justice issued a historic advisory opinion.  It made clear that States are obliged to protect the global climate system, that climate change is a human rights issue.  And that the goal of limiting global temperature rise to 1.5 degrees Celsius must guide climate policies, in accordance with the Paris Agreement.  We have young Pacific Islanders to thank for this landmark victory.

    And all of us must build on these hard-won gains — by insisting on legal accountability and demanding climate justice.  That means the biggest economies and emitters leading an urgent global reduction in emissions, and a just transition away from fossil fuels.

    New national climate action plans — or NDCs – must align with limiting global temperature rise to 1.5 degrees Celsius.  They must respect human rights.  And they must be shaped in partnership with those most affected — especially marginalized groups.

    We also need action on critical minerals — to protect the rights of Indigenous Peoples and front-line communities.  We cannot accept a clean energy future built on dirty practices with enormous violations of human rights and many times of human rights of children.  Our United Nations Panel on Critical Energy Transition Minerals has laid out a path — placing human rights at the core of the critical mineral value chains. We are working with partners to deliver.

    And we need finance — real finance — for developing countries to cut emissions, adapt to climate shocks, and recover from loss and damage.  We must push governments to provide funds they have pledged.  And explore new sources of finance — including putting an effective price on carbon and establishing solidarity levies on polluting sectors and industries.

    As a young man living under dictatorship in Portugal I learned — as Amnesty’s founders knew — that standing up for freedom is standing on the right side of history.

    And today, I am more certain than ever:  When you stand for human rights, you stand with what is right.  That is your history.  When Amnesty was founded in the ′60s the fight for a fairer world was raging:  for civil rights; for women’s rights; for liberation from colonial rule.

    These causes once seemed a distant dream.  So did Portuguese democracy.  I can assure you that your courage continues to change lives.  Your persistence is shifting the course of history.  Let’s keep going.  Let’s keep fighting.  Let’s meet this moment with the urgency it demands.  And let’s never, ever give up.

    ZHENGZHOU, July 25 (Xinhua) — The “Zhengzhou Consensus” was released at the Shanghai Cooperation Organization (SCO) Media and Think Tank Summit in Zhengzhou on Friday.

    The SCO Media and Think Tank Summit is being held in Zhengzhou, capital of Henan Province, central China, from July 23 to 27.

    Tbilisi, July 25 (Xinhua) — Cargo transit through Georgia’s transport corridor continues to grow steadily. According to the country’s Economy Ministry, in January-June 2025, the volume of container transportation along the Middle Corridor between China and Europe via Georgia amounted to 9,849 TEU (twenty-foot container equivalent unit), which is 173 percent higher than the same period last year (3,608 TEU).

    Significant growth was also recorded on the Baku-Tbilisi-Kars railway line. In the first six months of 2025, 9,393 containers were transported on this route, which is approximately 59 times more than in the same period of 2024.

    The cargo turnover of Georgian sea ports also shows growth. The ports of Batumi and Poti processed 7 million tons of cargo in 6 months, which is 5.9 percent more than a year earlier. The volume of container transshipment reached 375,654 TEU, which is 19.5 percent more than the same period last year.

    Air cargo transportation figures are also growing rapidly. In January-June 2025, 16.5 thousand tons of cargo passed through the country’s international airports, which is 57.6 percent more than a year earlier /10.5 thousand tons/.

    BANGKOK, July 25 (Xinhua) — Thailand will consider a ceasefire, but it must be based on the conditions on the ground, the Foreign Ministry said on Friday.

    The statement from the Foreign Ministry said the Thai government would like to thank Malaysian Prime Minister Anwar Ibrahim for his ceasefire proposal, “which Thailand fully agrees with in principle and will consider.”

    However, the ministry noted that Cambodian armed forces continued their “indiscriminate attacks” on Thai territory throughout Friday.

    “Any ceasefire must be based on the relevant conditions on the ground.     Met Meas Phekdey, deputy governor of Cambodia’s Oddar Meanchey Province, told Xinhua by telephone that one villager was killed and five others were injured when Thai shelling hit Cambodian territory on Thursday.

    ZHENGZHOU, July 25 (Xinhua) — The plenary session of the Shanghai Cooperation Organization (SCO) Media and Think Tank Summit was held in Zhengzhou on Friday, stressing the importance of upholding the “Shanghai Spirit” and bringing together media and academia to promote exchanges and cooperation within the SCO.

    HOUSTON, July 25 (Xinhua) — The gunman who shot and killed one person and wounded another at a dormitory at the University of New Mexico (UNM) in the U.S. city of Albuquerque early Friday is still at large, authorities said.

    Police warned that the shooter may still be on campus.

    It is currently unclear whether the victims were students at the university.

    Following the shooting, UNM said on social media that its main campus was closed “out of an abundance of caution,” urging students to remain indoors.

    According to court documents and other information presented in court, the Halifax Regional Drug and Gang Task Force began investigating Ireland in 2022 after sources identified him as a major drug supplier. Officers observed him making short visits to suspected drug houses in North Carolina and Virginia and interacting with known traffickers.

    In February 2024, agents executed a search warrant at his home. When they arrived, law enforcement observed Ireland exit out the back door and toss two backpacks into the neighboring yard before returning inside. Inside the bags, investigators found more than 1,500 grams of cocaine and 300 grams of fentanyl. A search of Ireland’s home uncovered nearly 250 grams of marijuana, digital scales, more than $38,000 in cash, and four firearms – including two stolen handguns and a rifle with a high-capacity magazine.

    Scientists long thought that Neanderthals were avid meat eaters. Based on chemical analysis of Neanderthal remains, it seemed like they’d been feasting on as much meat as apex predators such as lions and hyenas. But as a group, hominins – that’s Neanderthals, our species and other extinct close relatives – aren’t specialized flesh eaters. Rather, they’re more omnivorous, eating plenty of plant foods, too.

    It is possible for humans to subsist on a very carnivorous diet. In fact, many traditional northern hunter–gatherers such as the Inuit subsisted mostly on animal foods. But hominins simply cannot tolerate consuming the high levels of protein that large predators can. If humans eat as much protein as hypercarnivores do over long periods without consuming enough other nutrients, it can lead to protein poisoning – a debilitating, even lethal condition historically known as “rabbit starvation.”

    So, what could explain the chemical signatures found in Neanderthal bones that seem to suggest they were healthily eating tons of meat?

    I am an anthropologist who uses elements such as nitrogen to study the diets of our very ancient ancestors. New research my colleagues and I conducted suggests a secret ingredient in the Neanderthal diet that might explain what was going on: maggots.

    Isotope ratios reveal what an animal ate

    The ratios of various elements in the bones of animals can provide insights into what they ate while alive. Isotopes are alternate forms of the same element that have slightly different masses. Nitrogen has two stable isotopes: nitrogen-14, the more abundant form, and nitrogen-15, the heavier, less common form. Scientists denote the ratio of nitrogen-15 to nitrogen-14 as δ¹⁵N and measure it in a unit called permil.

    As you go higher up the food chain, organisms have relatively more of the isotope nitrogen-15. Grass, for example, has a very low δ¹⁵N value. An herbivore accumulates the nitrogen-15 that it consumes eating grass, so its own body has a slightly higher δ¹⁵N value. Meat-eating animals have the highest nitrogen ratio in a food web; the nitrogen-15 from their prey concentrates in their bodies.

    By analyzing stable nitrogen isotope ratios, we can reconstruct the diets of Neanderthals and early Homo sapiens during the late Pleistocene, which ran from 11,700 to 129,000 years ago. Fossils from various sites tell the same story – these hominins have high δ¹⁵N values. High δ¹⁵N values would typically place them at the top of the food web, together with hypercarnivores such as cave lions and hyenas, whose diet is more than 70% meat.

    But maybe something else about their diet was inflating Neanderthals’ δ¹⁵N values.

    Uncovering the Neanderthal menu

    We suspected that maggots could have been a different potential source of enriched nitrogen-15 in the Neanderthal diet. Maggots, which are fly larvae, can be a fat-rich source of food. They are unavoidable after you kill another animal, easily collectible in large numbers and nutritionally beneficial.

    To investigate this possibility, we used a dataset that was originally created for a very different purpose: a forensic anthropology project focused on how nitrogen might help estimate time since death.

    I had originally collected modern muscle tissue samples and associated maggots at the Forensic Anthropology Center at University of Tennessee, Knoxville, to understand how nitrogen values change during decomposition after death.

    While the data can assist modern forensic death investigations, in our current study we repurposed it to test a very different hypothesis. We found that stable nitrogen isotope values increase modestly as muscle tissue decomposes, ranging from -0.6 permil to 7.7 permil.

    This increase is more dramatic in maggots feeding on decomposing tissue: from 5.4 permil to 43.2 permil. To put the maggot values in perspective, scientists estimate δ¹⁵N values for Pleistocene herbivores to range between 0.9 permil to 11.2 permil. Maggots are measuring up to almost four times higher.

    Our research suggests that the high δ¹⁵N values observed in Late Pleistocene hominins may be inflated by year-round consumption of ¹⁵N-enriched maggots found in dried, frozen or cached animal foods.

    Cultural practices shape diet

    In 2017, my collaborator John Speth proposed that the high δ¹⁵N values in Neanderthals were due to the consumption of putrid or rotting meat, based on historical and cultural evidence of diets in northern Arctic foragers.

    Traditionally, Indigenous peoples almost universally viewed thoroughly putrefied, maggot-infested animal foods as highly desirable fare, not starvation rations. In fact, many such peoples routinely and often intentionally allowed animal foods to decompose to the point where they were crawling with maggots, in some cases even beginning to liquefy.

    This rotting food would inevitably emit a stench so overpowering that early European explorers, fur trappers and missionaries were sickened by it. Yet Indigenous peoples viewed such foods as good to eat, even a delicacy. When asked how they could tolerate the nauseating stench, they simply responded, “We don’t eat the smell.”

    Neanderthals’ cultural practices, similar to those of Indigenous peoples, might be the answer to the mystery of their high δ¹⁵N values. Ancient hominins were butchering, storing, preserving, cooking and cultivating a variety of items. All these practices enriched their paleo menu with foods in forms that nonhominin carnivores do not consume. Research shows that δ¹⁵N values are higher for cooked foods, putrid muscle tissue from terrestrial and aquatic species, and, with our study, for fly larvae feeding on decaying tissue.

    The high δ¹⁵N values of maggots associated with putrid animal foods help explain how Neanderthals could have included plenty of other nutritious foods beyond only meat while still registering δ¹⁵N values we’re used to seeing in hypercarnivores.

    We suspect the high δ¹⁵N values seen in Neanderthals reflect routine consumption of fatty animal tissues and fermented stomach contents, much of it in a semi-putrid or putrid state, together with the inevitable bonus of both living and dead ¹⁵N-enriched maggots.

    What still isn’t known

    Fly larvae are a fat-rich, nutrient-dense, ubiquitous and easily procured insect resource, and both Neanderthals and early Homo sapiens, much like recent foragers, would have benefited from taking full advantage of them. But we cannot say that maggots alone explain why Neanderthals have such high δ¹⁵N values in their remains.

    Several questions about this ancient diet remain unanswered. How many maggots would someone need to consume to account for an increase in δ¹⁵N values above the expected values due to meat eating alone? How do the nutritional benefits of consuming maggots change the longer a food item is stored? More experimental studies on changes in δ¹⁵N values of foods processed, stored and cooked following Indigenous traditional practices can help us better understand the dietary practices of our ancient relatives.

The TRAIN Act seeks to solve the “black box” problem by allowing creators to know when and how their works are being used. Few AI companies currently share how their models are trained and nothing in the law requires them to do so. 
    “This is simple: if your work is used to train AI, there should be a way for you, the copyright holder, to determine that it’s been used by a training model, and you should get compensated if it was. We need to give America’s musicians, artists, and creators a tool to find out when AI companies are using their work to train models without artists’ permission,” said Senator Welch. “As AI evolves and gets more embedded into our daily lives, we need to set a higher standard for transparency.     Senator Welch is focused on strengthening consumer protections and safety around emerging technologies, including AI.     Last Congress, Senator Welch introduced the Artificial Intelligence Consumer Opt-In, Notification Standards, and Ethical Norms for Training (AI CONSENT) Act, legislation that would require online platforms to obtain consumers’ express informed consent before using their personal data to train AI models.     Joint Foreign Secretary-Home Secretary statement on Hong Kong announcing new arrest warrants for overseas activists

    The Foreign Secretary and Home Secretary have issued a response after Hong Kong announced new arrest warrants for overseas activists.

    The Foreign Secretary and Home Secretary said:

    “The Hong Kong Police Force’s issuing of further arrest warrants and bounties on individuals living in the UK is another example of transnational repression. It encourages reckless behaviour on UK soil and damages Hong Kong’s international reputation. 

    “The UK strongly opposes the National Security Law, which has eroded the rights and freedoms of Hong Kongers. We call on the Chinese and Hong Kong authorities to end the deliberate targeting of opposition voices in the UK and elsewhere.

    “The UK is committed to human rights, the rule of law, and the safety of all individuals in the UK. That’s why we have taken further steps to complete the severing of ties between the UK and Hong Kong extradition systems by removing Hong Kong from the Extradition Act 2003.

    “This Government will continue to stand with the people of Hong Kong, including those who have made the UK their home. We take the protection of their rights, freedoms, and safety very seriously, and will not tolerate any attempts by foreign Governments to coerce, intimidate, harass, or harm their critics overseas.”

  • MIL-OSI Africa: Public Seminar for Eritreans in Germany and Kuwait

    Seminars organized by the Eritrean national committees in Kassel and Munich focusing on enhancing awareness on national issues and consular services were conducted on 13 and 21 July.

    At the seminars, Mr. Teame Haile, Head of Public and Community Affairs, provided a detailed briefing on the sovereignty and legitimacy of Eritrea. He stated that Eritrea possesses clear and internationally recognized land, air, and sea borders that will never be compromised. He also called on nationals to strengthen their unity and active participation in national affairs.

    Mr. Kibreab Tekeste, Eritrea’s Consul General in Germany, gave an extensive briefing on the objectives and procedures of consular services and called on nationals to fully understand and adhere to the guidelines and regulations.

    A similar seminar was also conducted for nationals in the city of Wetter in Germany. At the seminar, Mr. Fitsum Sahle, coordinator of the national committee, and Mr. Medhanie Tesf’alem, member of the Promotion and Information Committee, gave briefings on the Afambo Boarding School project as well as on the progress of education in Eritrea.

    In related news, Mr. Humed Yahya, Chargé d’Affaires at the Eritrean Embassy in Kuwait, conducted a seminar for nationals on the current situation in the homeland, as well as regional and global developments.

    At the seminar, Mr. Humed provided an extensive briefing on the progress of national development programs and the active participation of nationals both inside the country and abroad.

    Tbilisi, July 25 (Xinhua) — Georgia has launched a state program to restore the population of red deer (Cervus elaphus maral), a rare species listed in the Red Book, the country’s Ministry of Environmental Protection and Agriculture said on Friday.

    The programme is being implemented at the initiative of the National Wildlife Agency as part of the National Species Recovery Plan.

    As part of the program, a specialized farm for breeding red deer, covering an area of 60 hectares, was opened in the Algeti National Park /Kvemo Kartli region/.

    The facility is equipped with modern monitoring systems, including camera traps and collars with satellite communication channels.

    The opening ceremony of the farm was attended by the Chairman of the Parliament of Georgia Shalva Papuashvili and the Minister of Environmental Protection and Agriculture David Songulashvili.

    According to D. Songulashvili, the restoration of the red deer population is a “historic step” in the protection of biodiversity.

    He stressed that the long-term goal of the project is to form viable and sustainable populations throughout the country. “Our duty is to preserve for future generations the natural wealth that has formed Georgia’s unique ecosystem for centuries,” the minister noted.

    As part of the event, seven deer bred in the Tbilisi Zoo were released into the protected area of the Algeti National Park. At the first stage, their number will increase to 15, after which the animals will be gradually released into the wild.

    The choice of the Algeti Park is explained by its geographical location in the central part of the Caucasus, as well as favorable natural and ecological conditions. Since the restoration of Georgia’s independence, this is the first large-scale project to revive the population of the Caucasian red deer. –0–
