    New UK-Japan partnership to boost economic growth and cultural exchanges

    Boost for UK businesses and growth as new Musubi Initiative strengthens UK-Japan connections

    • Innovative public-private partnership to encourage investment and grow the next generation of UK and Japanese leaders, while creating new opportunities for sports programmes, youth scholarships and cultural exchanges

    Current and future business leaders across the UK and Japan will benefit from a range of new opportunities thanks to the innovative Musubi Initiative launched at the World Expo in Osaka by UK Culture Secretary Lisa Nandy today.

    The initiative, which begins a new phase of UK-Japan cooperation, will draw in private funding to support a diverse range of programmes to create lasting connections spanning youth scholarships, sport, cultural exchanges, science, innovation and opportunities for women in business in both countries. It builds upon the UK and Japan’s increasingly strong relationship, reflected in collaboration on defence, security, digital innovation and expanding trade through the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Hiroshima Accord.

    Named after the Japanese word for ‘connection’, the Musubi Initiative is a first-of-its-kind for the UK-Japan partnership and will strengthen ties and grow the international talent pool needed to grasp future opportunities.

    Unveiled as part of the UK National Day celebrations at World Expo 2025 Osaka, it represents another step forward in delivering the Government’s Plan for Change by fostering international relationships that drive economic growth and opportunity.

    UK Secretary of State for Culture, Media and Sport, Lisa Nandy said:

    The UK’s vibrant display in Osaka demonstrates the breadth of creativity and innovation from across our four nations and our strong partnership with Japan. From BBC Planet Earth and Paddington to our world-famous musicians, the UK’s creative industries are a truly global hit, worth £125 billion to our economy and vital to our Plan for Change – it’s great to see them in the spotlight today as part of UK National Day.

    I am delighted that we have deepened our relationship with Japan further through this new Musubi Initiative, which will create even more opportunities for businesses in both the UK and Japan now and in the future.

    Pioneer Partners

    The Culture Secretary announced the first group of Musubi Pioneer Partners, who will help deliver the initiative’s vision, including:

    Sports programmes: 

    • Liverpool Football Club International Academy sports programme supported by Musubi developing young players and providing opportunities to build leadership qualities. 
    • The UK Ekiden, inspired by Japan’s famous relay race, with UK and Japanese university students participating. 

    Educational programmes: 

    • A new Musubi Scholarship with University College London supported by Amano Enzyme Inc. for Japanese students, building on an over 160-year relationship between the university and Japan. 
    • A Youth Offshore Wind Scholarship Programme with SSE Pacifico to foster future talent in the offshore wind sector, including study abroad opportunities in Scotland. 
    • The Robert Walters career development programme to help bright young people, including Chevening Scholars, reach their full potential.

    Leadership programmes: 

    • An event focussed on Women’s Economic Empowerment and strengthening relationships between female exporters in Japan and the UK, co-hosted by the UK and Japan at Osaka Expo.   
    • The Musubi Alumni programme will bring together the talent and potential of alumni across our programmes. 

    Representing the strong links between the UK and Japan, Hello Kitty presented by Sanrio, the globally popular Japanese brand, will be the Musubi Friendship Ambassador, while Japanese firm Dentsu PR Consulting Inc. will be providing PR advisory services.

    The programmes under the Musubi Initiative will be delivered with an ambition to create a long-lasting legacy and network of alumni that will become champions of their communities, their country and of UK-Japan relations.

    The Culture Secretary has also been in Japan to promote Britain’s creative industries overseas, push British brands within Japanese markets, and attract trade and investment into the UK that can be redistributed across the country to the places where it is needed the most. 

    Yesterday (21 May) the Culture Secretary met with Minoru Kiuchi, a senior Japanese minister with responsibility for the Cool Japan Strategy, in Tokyo to discuss strengthening creative industries collaboration. She also met with executives from major video games organisations, including Bandai Namco and Nintendo, as well as the Japanese cast of Harry Potter and the Cursed Child. 

    Japan is currently the UK’s 6th largest investor, with an inward Foreign Direct Investment stock of more than £86 billion at the end of 2023, and with bilateral trade worth £31 billion in 2024. Japanese investment into the UK has already roughly doubled over the last decade, with nearly 1,000 Japanese companies sustaining 200,000 UK jobs.

    Exports Minister Gareth Thomas said: 

    The UK and Japan enjoy a dynamic and enduring trading relationship, with £86 billion in investment to the UK economy.

    As part of the Government’s Plan for Change, initiatives like the Musubi Initiative and Expo 2025 are helping to strengthen our ties with key economic partners, creating new opportunities for businesses and deepening people-to-people connections across the world.

     Japanese Foreign Minister Takeshi Iwaya said:

    It is connections between people that develop our societies and serve as a foundation for exchanges between countries. 

    In the Japan-UK Hiroshima Accord, issued by the leaders of Japan and the UK in 2023, we also confirmed our cooperation in revitalising people-to-people exchanges, including in the key areas of tourism, studying abroad, culture, and the working holiday programme.

    I hope this initiative will strengthen our “Musubi (bonds)” especially among the younger generation and that our partnership, now stronger than ever, will continue to grow.

    The UK’s presence at World Expo 2025 is providing a global showcase for British companies and creative talent.

    To mark UK National Day (22 May), there were musical performances from all four UK nations featured across Yumeshima Island, from bagpipes to bass guitars. This was followed by the Japanese premiere of BBC’s ‘Planet Earth III Live in Concert’.

    • Musubi Robert Walters career development programme: Robert Walters Japan, a Specialist Recruitment & Talent Advisory firm with roots in the UK and 25 years of expertise in Japan, will deliver a tailored career development programme for the 2025-26 recipients of the UK Government’s Chevening scholarship, with a view to extending this to future Musubi scholars. 

    Sports programmes: 

    • Liverpool Football Club International Academy sports programme supported by Musubi: With a commitment to empowering disadvantaged young people, 2025 Premier League winners Liverpool Football Club offer their LFC International Academy Japan soccer programme in connection to the Musubi initiative. Drawing on the power of sport to build connections and confidence, this will focus on developing young players and providing opportunities to learn new skills and build leadership qualities.

    • UK Ekiden: Musubi is proud to be connected to the UK Ekiden – a team relay race inspired by Japan’s beloved running tradition. With university students leading the main event and school children joining through the Mini Ekiden programme, it brings people together across generations. More than a race, it’s a celebration of teamwork, connection, and the growing friendship between the UK and Japan. Like the Musubi initiative, the UK Ekiden builds personal connections and unites different cultures. 

    Leadership programmes: 

    • Women’s Economic Empowerment: British Embassy Tokyo and Japan will host a joint Women’s Economic Empowerment Forum at the UK Expo Pavillion. This will focus on strengthening relationships between female exporters in Japan and the UK and is the first in-person event the UK and Japan have run under the Women’s Economic Empowerment chapter in the UK-Japan Free Trade Agreement. We hope that this event will be the first of many Musubi activities investing in female leaders of the future.    

    • Musubi Alumni: Our Alumni programme will bring together the talent and potential of Alumni across our programmes.  This Network will give our Alumni the connection, inspiration and empowerment to help realise their ambitions of building a better world.

    Culture Secretary launches Musubi initiative at World Expo in Osaka

    Good evening everyone. Konbanwa .

    It’s a pleasure to welcome you all to the UK’s Pavilion to celebrate our National Day at the Expo 2025 Osaka Kansai. I would especially like to extend a warm welcome to Her Imperial Highness Princess Akiko of Mikasa and former Prime Minister Kishida, both good friends of the United Kingdom.

    The UK and Japan bilateral relationship is the strongest it has been in decades, underpinned by our common values, shared view of the world and our close people-to-people links. From security to economic growth and working together to tackle global challenges, our partnership is going from strength to strength. This step-up in collaboration was launched under the 2023 Hiroshima Accord – with thanks to former Prime Minister Kishida – and last year Prime Ministers Starmer and Ishiba agreed to build on it even further. The State Visit to the UK by Their Majesties the Emperor and Empress of Japan in June last year celebrated the depth and breadth of our partnership – as His Majesty the Emperor said, ‘we are friends like no other’. 

    I have seen this partnership first-hand here in Japan. And if you have had a chance to go through our visitor experience today, you will have seen the power of UK and Japanese collaboration. We can achieve so much more when we harness our shared creativity and innovation. In this spirit, the National Ballet of Japan makes their European debut at the Royal Opera House in London with their production of “Giselle” in July, under the artistic direction of Yoshida Miyako, who made her career as the first Japanese Principal ballerina in the UK’s Royal Ballet.

    Ours is a partnership that is more relevant than ever. With growing uncertainty and instability around the world, there is so much that the UK and Japan can do together to ‘design future society for our lives’. This is, I believe, the defining challenge of our lives – to empower people the world over to build a world that works for us, and us for it. 

    So, I am delighted to be launching Musubi: a flagship new initiative that will foster meaningful people-to-people connections between the UK and Japan and build the shared leadership to tackle the challenges and opportunities ahead of us. 

    That includes championing our young people and building a pool of international talent. And today we are announcing: 

    • A new Musubi Scholarship with University College London, supported by Amano Enzyme Inc.;
    • A Youth Offshore Wind Scholarship Programme with SSE Pacifico to foster future talent in this dynamic sector; and * The Robert Walters career development programme to help our brightest young people reach their full potential.
    • It includes drawing on the power of sport to build connections and enrich lives. Where:
    • 2025 Premier League winners Liverpool Football Club’s International Academy in Kawasaki is developing young players and providing opportunities to build leadership qualities.
    • And the UK Ekiden – inspired of course by Japan’s famous relay race – is bringing teams together in a celebration of teamwork, connection and friendship.

    And it includes building the leadership of the future.  Later this summer at this Pavilion the UK and Japan will host an event focused on promoting female leadership in business, building on the fact that our agreement with Japan was the first UK trade agreement to include a chapter on women’s economic empowerment.

    All of this will be championed by our Musubi Friendship Ambassador – Hello Kitty, presented by Sanrio. 

    This is the most ambitious initiative of its kind between the UK and Japan – but it is also just the beginning. Over the years to come, this initiative will continue to grow – building a lasting legacy of connections and opportunity for our countries.     It’s the tenth anniversary of the marriage referendum in Ireland on May 22. The first country to legalise same-sex marriage by popular vote, Ireland has transformed itself from a conservative stronghold to a liberal state. This transformation could not have occurred without the important contributions of activists like Mary Dorcey, one of Ireland’s most significant LGBTQ+ writers.

    Dorcey began her political activism in the 1970s, having returned to Ireland after living in France and England. Having met other queer people abroad, Dorcey was struck by the repression that characterised Irish life: “The word ‘homosexual’ was not spoken or written in Ireland before the 1970s. The word ‘gay’ didn’t exist.”

    Determined to break through the silence, Dorcey became a founding member of various activist groups, including the Sexual Liberation Movement at Trinity College Dublin.

    One of Dorcey’s most prominent displays of early activism occurred at the Women’s Week conference at University College Dublin, where she substituted for an absentee speaker. Frustrated by the erasure of homosexuality from Irish life, Dorcey took the stage, quoting the American feminist slogan “if feminism is the theory, lesbianism is the practice”.

    A headline appeared on the front page of the Irish Times the following day. It read: “Self-confessed lesbian denounces heterosexuality as sadomasochism.” While the headline caused ruptures at home, Dorcey remained an advocate of queer rights. “I wasn’t going to make any apologies,” she told the Museum of Literature Ireland. “It was their problem if they couldn’t see how beautiful we were.”

    Dorcey’s unwavering commitment to breaking the silence surrounding queerness is clearly displayed in her first poetry collection, Kindling (1982). Poems like Night, for example, are explicit in their bold use of homosexual imagery:

    I ask you then what am I to do with all these memories

    heavy and full?

    Hold them, quiet, between my two hands,

    as I would if I could again

    your hard breasts?

    The collection made waves, with even members of the queer community commenting on its outspokenness. Dorcey has discussed how her unflinching portrayal of homosexuality worried many community members – did her candidness threaten to expose them?

    Despite this, her activist tendencies prevailed, recognising the power of literature to shock readers into sociopolitical awareness, as expressed in poems like Deliberately Personal.

    One of Dorcey’s most important literary contributions is her short story collection A Noise from the Woodshed (1989). The collection debuted a year after her former Sexual Liberation Movement comrade David Norris’s landmark victory at the European Court of Human Rights, which required Ireland to decriminalise homosexual activity between men.

    Lesbianism was never explicitly illegal in Ireland under its adoption of British legal codes, which feared that writing it into law would introduce otherwise “respectable” women to its existence.

    Dorcey’s overtly lesbian stories are therefore groundbreaking. They depict autonomous women unafraid to voice their lesbian desires. Much of her work responds to the main concerns of the “decriminalisation era”, resulting in a charged critique of traditional Irish life.

    For example, the title story of A Noise from the Woodshed follows a group of lesbians refusing domestic duties to bask in the sensuality of a rural Irish landscape. The collection won the Rooney Prize for Irish Literature a year after its publication.

    Writing desire

    Seven years after Norris’s win, a 1995 referendum signalled further shifts in Irish society. Succeeding by only a whisper, the legalisation of divorce reflected the further weakening influence of the Catholic church, making way for alternative family structures.

    Although Dorcey’s Biography of Desire doesn’t address the referendum directly, its story touches on many of the same issues. The 1997 novel follows the growing relationship between Katherine and Nina. Katherine has left her husband and children to start a new life with Nina.

    While Katherine chooses to only separate from her husband, she is fearful that a judge will grant him full custody of their children because of her lesbian relationship. “Can there be any doubt which of us would be considered the more respectable parent by the law?” she wonders.

    In this regard, the novel anticipates many of the issues that would emerge during the 2015 referendum.

    Biography of Desire also marks an early exploration of bisexuality in Irish literature, with Katherine and Nina’s intense affair leading critics to position the book as one of the first erotic novels in Irish history.

    Dorcey’s commitment to voicing the fluid possibilities of queerness continues with Katerine’s suggestion: “We ought to be bisexual all of us … Men would learn to surrender themselves to pleasures … and women would learn to please themselves … instead of waiting passively.”

    The novel, however, should not be taken as a simplistic disavowal of heterosexuality, but rather aligned with Dorcey’s mission to explore the universality of human love, life and experience.

    While Dorcey is no longer making such a ruckus at public gatherings, she continues to publish, with her influence on queer Irish literature voiced by the likes of Irish Canadian novelist Emma Donoghue and affirmed by her admittance to the prestigious Irish organisation of artists, the Aosdána in 2010.

    Her most recent poetry collection, Life Holds its Breath (2022), testifies to her talents as a writer, and concludes with the poem Banshee, which reflects on her activist days: “We are the women our mothers / warned us about.”

    We’ve long known that a lack of sleep is bad for the heart – but scientists are now starting to understand exactly how it causes harm.

    In a new study from Uppsala University in Sweden, researchers found that just three nights of restricted sleep – around four hours a night – triggered changes in the blood linked to a higher risk of heart disease.

    The researchers looked at inflammatory proteins in the blood. These are molecules the body produces when it is under stress or fighting off illness. When these proteins stay high for a long time, they can damage blood vessels and raise the risk of problems like heart failure, coronary heart disease and atrial fibrillation (irregular heartbeat).

    The study involved 16 healthy young men who spent several days in a lab, where everything from their meals to their activity levels and light exposure was carefully controlled.

    The participants followed two routines: three nights of normal sleep (8.5 hours) and three night of sleep restriction (4.25 hours). After each sleep phase, the men completed a short, high-intensity cycling workout, and their blood was tested before and after.

    Researchers measured almost 90 different proteins in the blood samples. They found that sleep deprivation caused a clear rise in inflammatory markers linked to heart disease. And while exercise usually boosts healthy proteins such as interleukin-6 and BDNF (which support brain and heart health), these responses were weaker after poor sleep.

    Even young adults

    Strikingly, the changes happened even in young, healthy adults, and after only a few nights of bad sleep. That’s worrying given how common it is for adults to experience poor sleep from time to time – and around one in four people work shifts that disrupt sleep patterns.

    The researchers also discovered that the time of day blood was taken mattered: protein levels varied between morning and evening, and even more so when sleep was restricted. This suggests that sleep affects not only what’s in your blood, but when those changes are most visible.

    Although modern life often encourages us to trade sleep for productivity, socialising or screen time, studies like this remind us that the body keeps score – quietly, chemically and without compromise.

    WASHINGTON – U.S. Senator Chris Coons (D-Del.) has introduced three bipartisan bills in recent days focused on strengthening U.S. nuclear energy policy and international collaboration. The legislation focuses on enhancing civil nuclear exports, financing, and streamlining the nuclear licensing process to reduce red tape.
    “To lower costs for consumers and combat climate change, the U.S. and the rest of the world need to be able to rely on sources of clean and abundant power, including nuclear energy,” said Senator Coons. “Right now, however, barriers that we have erected for domestic and international nuclear development stunt our energy independence here at home and give China and Russia the upper hand abroad. I’m pushing for these three bills because I know how important it is for the United States to on the cutting edge of clean, safe, affordable nuclear power.”

    The Efficient Nuclear Licensing Hearings Act with Senator Tim Scott (R-S.C.), which would remove the Nuclear Regulatory Commission’s (NRC) mandatory hearing requirement created by the Atomic Energy Act of 1954 without limiting opportunities for public engagement in order to enhance and boost the efficiency of the NRC in reviewing new reactor applications. The bill would also form programs to support international nuclear energy collaboration and calls for a cabinet-level biennial summit focused on nuclear safety along with industry and government relationships.   • MIL-OSI Security: Five Romanians Admit Bank Fraud Involving ATM Skimming Devices

    ST. LOUIS – Five Romanian nationals have admitted installing skimming devices on St. Louis area ATMs to harvest bank account information from customers and commit fraud.

    Mihai Vlaicu, 48, and Mihai Florin Marinescu, 37, pleaded guilty Wednesday in U.S. District Courtin St. Louis to one count of conspiracy to commit bank fraud.

    Laurentiu Miguel Ivan, 33, pleaded guilty to the same charge in March and Nelu Nae, 37, and Venera Isabelle Dumitru, 28, pleaded guilty to the charge in April. A sixth person indicted in the case, Ianus Nita, 53, has not yet been arrested.

    In their plea agreements, the five admit stealing bank account information via skimming devices and then using, or attempting to use, that information to withdraw money from ATMs.

    Around January of 2024, Vlaicu and Marinescu installed skimming devices on at least two bank ATMs, one in Clayton and one in Frontenac. They obtained the information of at least six victims, and then used cloned cards to try and withdraw cash.

    On five days in April, Dumitru and Ivan used account information from two other victims to withdraw cash from ATMs in St. Louis. Ivan obtained $1,421 and Dumitru obtained $1,070.50.

    On April 25, Dumitru and Ivan tried to withdraw cash from a St. Louis County ATM using an account number belonging to another victim. On April 30, Vlaicu tried to withdraw money from a St. Louis County ATM using the banking information of six victims.

    On May 2, Marinescu unsuccessfully tried to install a skimming device on an ATM in south St. Louis County. Nae retrieved the device the next day.

    On May 9, Marinescu installed a skimming device on an ATM in Wildwood. On May 11, Nita withdrew cash belonging to two victims from a St. Louis County ATM.

    On May 28, Marinescu and Nae installed a skimming device on an ATM in St. Louis, which was located and removed by law enforcement before Nita and Vlaicu could retrieve it.

    The conspirators were using an Airbnb in St. Louis County as a base for their criminal activity. Investigators found a laptop computer there containing hundreds of videos of customers entering their PINs when they used an ATM outfitted with a skimming device. They also found skimming devices, installation tools, a large amount of cash and numerous gift cards at the rented residence.

    Ivan is scheduled to be sentenced June 25, Dumitru on July 10, Nae on July 23 and Marinescu and Vlaicu on August 20. The charge carries a penalty of up to 30 years in prison, a $1 million fine or both prison and a fine.

    Ivan, Dumitru, Marinescu are not legally in the United States.

    The FBI, the St. Louis Metropolitan Police Department, the Webster Groves Police Department, the Clayton Police Department and the Frontenac Police Department investigated the case with assistance from the St. Louis County Police Department. Assistant U.S. Attorney Gwen Carroll is prosecuting the case.

    The paper finds that rural communities stand to bear the brunt of these impacts. Over 77% of Georgia counties with the highest rates of SNAP participation are rural, and the economic impact of the proposed funding cuts to these communities would be staggering. By helping families spend their dollars locally, SNAP supports rural economies at a higher rate than many of their metro-Atlanta counterparts. Estimates show every dollar of federal investment in SNAP generates $1.79 in economic activity for local businesses. In 2023, stores and retailers in Georgia saw revenues of over $3.6 billion from SNAP benefits, helping local groceries keep their doors open.

According to the House Republicans’ bill provisions advanced by the House Agriculture Committee on May 14, 2025, beginning in 2028, Washington Republicans would require all states to pay a 5% cost-share, shifting the burden from the federal government to the states. However, most states have higher payment error rates, like Georgia, and would have to pay even more.

    If the bill becomes law, Georgia could be on the hook for $867 million in new costs on the state budget, leaving children, seniors, and disabled people more likely to be unable to afford groceries.

    Health progress despite financial challenges 

    Thursday’s Committee B noted the Results Report 2024, and the financing and implementation of the Programme budget 2024–2025. Member States commended the transparency, and the level of detail provided. At the same time, Member States noted with concern that while some important achievements have been realized, progress is insufficient in reaching the SDG targets. In addition, Member States also advocated for more equitable funding across the Organization. The committee approved decision 78/17 Add.1 and 78/17 Add.2. 

    Delegates welcomed WHO’s Investment Round (IR), which will fund the Organization’s Fourteenth General Programme of Work – 2025–2028 (GPW 14) – its global health strategy for the next four years that has the potential to save 40 million lives if fully funded.  By April 2025, pledges of US$ 1.7 billion had been received. During the Health Assembly at least an additional US $210 million was committed, with further amounts expected. Since the start of the Investment Round, 62 pledges have been made by Member States, with a further 20 pledges by philanthropic organizations. Of the 62 pledgers, 35 had not previously provided voluntary contributions to WHO. 

    The pledges not only assure more sustainable financing but show global solidarity in the face of unprecedented challenges. The committee called for increased efforts to secure predictable, resilient and flexible funding.

    Strengthening health emergency preparedness and response

    On 21–22 May 2025, the World Health Assembly discussed WHO’s work in health emergencies. Over the last year, WHO responded to 51 graded emergencies across 89 countries and territories, including global outbreaks of cholera and mpox – a public health emergency of international concern – as well as multiple humanitarian crises. Working with over 900 partners across 28 health clusters, WHO helped provide health assistance for 72 million people in humanitarian settings. Nearly 60% of new emergencies were climate-related, highlighting the growing health impacts of climate change.

    Member States noted the WHO Director-General’s report on the implementation of the health emergency prevention, preparedness, response and resilience (HEPR) framework. The report outlined progress made in the key areas of collaborative disease surveillance, community protection, safe and scalable care, access to medical countermeasures and emergency coordination, and stressed that insufficient and unpredictable funding poses a significant risk to health systems worldwide.

    Delegates noted the report of the Independent Oversight and Advisory Committee (IOAC) for WHO’s Health Emergencies Programme. The report presents several recommendations to the Director-General aimed at strengthening WHO’s work in emergencies. The chair of the IOAC commended WHO’s leadership – particularly that of Dr Mike Ryan, the outgoing Executive Director of the Health Emergencies Programme, for his pivotal role and contributions to global health.

    The Director-General also reported on Universal Health and Preparedness Review (UHPR) to the Assembly, a unique process for Member States to assess their health emergency preparedness. UHPR was launched in November 2020 as a voluntary, country-led mechanism, in response to early lessons from the COVID-19 pandemic.

    International Health Regulations remain a cornerstone of global health security

    Member States noted the Director-General’s report on progress made in implementing the International Health Regulations (2005), which outline the rights and obligations of countries in managing public health events and emergencies that have the potential to cross borders.

    In 2024, WHO assessed over 1.2 million raw signals related to public health risks, identifying and verifying 429 events with potential or actual international public health implications.

    All countries but one provided their self-assessment report to the Assembly. Numerous joint external evaluations, after- and intra-action reviews, and training were conducted to strengthen preparedness and response capacities. 

    Member States recommended to the Assembly the adoption of a decision for the Director-General to notify Palestine of the International Health Regulations (2005). This is a step prior to Palestine expressing interest in becoming a States Party to the Regulations. This follows the resolution approved during the World Health Assembly last year on aligning the participation of Palestine in WHO with its participation in the United Nations.

    The Assembly also noted the Standing Recommendations issued by the Director-General on COVID-19 (valid until April 2026) and mpox (valid until August 2025).

    At last year’s World Health Assembly, Member States adopted historic amendments to the Regulations, drawing on lessons from the COVID-19 pandemic. The amendments are expected to come into force in September 2025.

    Member States urge research into public health and social measures to control outbreaks and pandemics

    Member States approved a decision related to public health and social measures, urging the strengthening of the research base on these interventions. Public health and social measures are nonpharmaceutical interventions used to reduce the spread of an infectious disease and lower hospitalizations and death. Examples include screening for diseases, personal hygiene measures and changing the way people gather or travel. These measures played an important role in buying time for countries to develop and distribute treatments, diagnostics and vaccines during the COVID-19 pandemic, but the evidence base on the effectiveness of these measures remains limited.

    Delegates noted the Director-General’s report on the implementation of a resolution on WHO’s response to the health emergency triggered by the Russian Federation’s aggression against Ukraine. In 2024, WHO reached an estimated 4.7 million people with health support in Ukraine and more than 400 000 refugees in neighbouring countries. WHO delivered over US$ 32.5 million worth of medicines, medical equipment and supplies to health facilities across Ukraine, and over US$ 4.9 million worth of supplies and equipment to refugee-hosting countries. Since 24 February 2022, a total of 2254 attacks on health care have been verified, resulting in 710 injuries and 208 deaths.

    Member States voted on related decisions. The draft decision proposed by Ukraine and other countries to continue, among other things, to restore and strengthen Ukraine’s health-care system was approved. Suggested amendments to the draft decision proposed by the Russian Federation and other countries were rejected.

    Health conditions in the occupied Palestinian territory, including east Jerusalem

    Delegates noted the Director-General’s report on the current health conditions in the occupied Palestinian territory, with the Gaza Strip facing an unprecedented humanitarian crisis, with widespread displacement, destruction and death. The health system has been severely degraded by attacks, critical shortages of medicines, supplies and fuel, and restricted access. The report stated that between 1 January 2024 and 28 February 2025, 376 attacks on health care were reported in the Gaza Strip, resulting in 286 deaths and 591 injuries.

    The health crisis in the West Bank has worsened since January 2025, with escalating violence and stricter restrictions on movement impeding access to health care.

    WHO’s response has focused on providing essential health services, public health surveillance, disease prevention and control, provision of supplies and logistics, and partner coordination. The report stressed the need for an immediate ceasefire, the release of all hostages, unrestricted humanitarian access and protection of health.

    Member States noted the report and commended WHO’s efforts towards the continuity of health services under difficult conditions. Delegates approved an accompanying resolution.

    Dean JC Zhao of the UConn College of Engineering has appointed Professor Kay Wille as the director of the School of Civil and Environmental Engineering (SoCEE). Wille’s formal appointment will start in August 2025. 

    Wille has served as interim director since August 2024.

    Professor Kay Wille will become the permanent director of the School of Civil and Environmental Engineering in August 2025.

    “I feel incredibly fortunate for the vote of confidence in leading the School of Civil and Environmental Engineering,” Wille said. “Having been part of this academic community for more than a decade, I’ve seen firsthand the talent, dedication, and innovation that define our students, faculty, and staff. I’m excited to build on our legacy of research excellence and educational leadership while preparing the next generation of engineers to tackle society’s most urgent infrastructure and sustainability challenges.” 

    Wille joined UConn Engineering in 2010 as an assistant professor in the (then) Department of Civil and Environmental Engineering. He then served as associate professor from 2016- 2024, and professor and interim director since 2024. He has held roles as group coordinator of Structures and Applied Mechanics from 2022-2024 and the director for graduate programming from 2015-2016. 

    “Dr. Wille is an excellent scholar, an innovative researcher, and a respected leader in our community,” said Zhao. “His deep commitment to student success and impactful research make him well-suited to lead the School of Civil and Environmental Engineering into its next chapter. We’re proud to have him at the helm.” 

    Wille has led a total of 31 funded research projects (26 as PI), totaling more than $12.7 million. 

    His research focuses on ultrahigh performance concrete (UHPC), concrete durability, and sustainable infrastructure materials. He is a leading expert in UHPC development and application, with particular emphasis on fiber-reinforced composites. His work also addresses concrete deterioration caused by pyrrhotite-containing aggregates, and he actively explores resource-efficient, sustainable mix designs to improve long-term performance and environmental impact. 

    Before arriving at UConn, he worked as a postdoctoral researcher at the University of Michigan, and a graduate research/teaching assistant, and research assistant at the University of Leipzig in Germany. 

    He earned his diploma and Ph.D., both in civil engineering, from the University of Leipzig in 2002 and 2008, respectively.  

    During his teaching career at UConn, he has taught 54 courses, impacting more than 1,600 students. 

    He has authored one book, two patents, 60 journal papers, and 40 conference papers. His significant contributions to research and scholarship have led to the recognition to be among the top 2% of world scientists ranked by the methodology developed by Stanford University.

  • MIL-OSI Global: Ukraine: it’s clear right now there are no serious plans for peace

    When it comes to the sincerity, or otherwise, of Vladimir Putin’s apparent willingness to talk peace with Ukraine, the Russian leader has given us plenty of hints. He may insist he wants to see a deal done and an end to the killing. But his insistence that any agreement would have to address the “root causes” of the war is a clear indication that he hasn’t rowed back from his original maximalist war aims. To whit: no Nato membership, a Kremlin-friendly government in Kyiv, ownership of Crimea and control – preferably annexation – of the four provinces of Ukraine presently under Russian occupation.

    Meanwhile his great ally Dmitry Medvedev continues to insist that there are at present no Ukrainian officials who legitimately qualify as partners for negotiation. The Russian national security council secretary claims that Ukraine is a “failed state” whose leaders’ lack of legitimacy, meanwhile, raise “serious questions” about who Russia can conclude any agreement with.

    So when Donald Trump said this week after a two-hour chat with Putin that Russia and Ukraine would “immediately start negotiations” toward a ceasefire, it’s not clear who he thought the Russian president was planning to talk to if, as Putin and his cronies insist, Zelensky and his team are not legitimate. And, from what he had to say about his recent phone call with Putin, it appears that Trump has his eyes more on the sorts of deals that might be done with Russia once this is all cleared up.

    As he posted on his Truth Social platform after talking with Putin: “Russia wants to do largescale [sic] TRADE with the United States when this catastrophic ‘bloodbath’ is over, and I agree. There is a tremendous opportunity for Russia to create massive amounts of jobs and wealth. Its potential is UNLIMITED.”

    Accordingly, he has backed away from his previous willingness to join Europe in imposing fresh sanctions on Russia. Meanwhile Russia continues to hammer Ukraine both on the battlefield and via ever larger drone and missiles attacks against its civilian population.

    The real clue to Trump’s attitude, writes Stefan Wolff, is the order of phone calls on Monday. Before settling down to talk with Putin, the US president put in a call to the Ukrainian president, Volodymyr Zelensky. Reporting back on the call, Zelensky said he had urged Trump that he mustn’t make any decisions about Ukraine “without us”. Having subsequently spoken at length with Putin, Trump emerged saying in his Truth Social post that Russia and Ukraine will “immediately start negotiations” towards a ceasefire and an end to the war.

    But Wolff, professor of international security at the University of Birmingham who has written regularly here about the conflict, believes that the fact that Trump added the conditions for peace “will be negotiated between the two parties, as it can only be” suggests he is indeed planning to abandon his peacemaking ambitions. The whole deal was taking far longer than the 24 hours he boasted of during the election campaign last year.

    Where this leaves Europe is unclear, writes Wolff. If it can no longer rely on Washington as a security partner (and the signs aren’t good), then this will require a substantial rethink. Indeed there are signs, with the UK’s recent agreement over security and defence, that minds are increasingly focused on a more self-reliant future. In turn, this has implications for US security. If Europe is compelled to rethink its security relationship with the US it could cut both ways as Washington pivots to face an increasingly aggressive China.

    Of course, it should have been clear to all concerned not to take Putin at face value over his apparent willingness to talk peace with Zelensky when he failed to turn up to talks in Istanbul at the end of last week. As Natasha Lindstaedt writes here, none of the main players attended the talks, despite plans for Putin, Zelensky and Trump to all meet face-to-face.

    Lindstaedt, an expert in international relations at the University of Essex, describes what for all the world seemed like a bizarre game of bluff – certainly as far as Putin and Trump are concerned. All three leaders had promised to be there, but in the end they all sent intermediaries with the result that nothing of any consequence was agreed. Trump’s aides insisted that if Putin attended he would be there. Then the US president said the reason that Putin hadn’t turned up was because he knew Trump wasn’t going to be there.

    “It’s certainly hard to take peace talks seriously when there is an awkward back-and-forth just about who is going to attend,” Lindstaedt concludes. “And while Trump thinks peace is only possible through bilateral meetings between himself and Putin, it’s clear he can’t even influence Putin to show up to peace talks that the Russian president himself suggested.”

    Pie in the sky?

    The US president, meanwhile, has announced plans for an ambitious missile defence system to be called “Golden Dome”. It’s a next-generation system, says Trump, “capable even of intercepting missiles launched from the other side of the world, or launched from space”.

    The plan, for which US$25 billion (£18.6 billion) has been set aside in the US president’s “one big beautiful bill”, presently before the US Congress, calls for a network of surveillance satellites complemented by a separate fleet of offensive satellites that would shoot down offensive missiles soon after lift-off. Trump has estimated this will cost US$175 billion and will be completed by the end of his current four-year term. But other estimates are that it will be much more expensive and take far longer to complete.

    “There has never been anything like this”, the US president said. And indeed there hasn’t, writes Matthew Powell, an expert in air power from the University of Portsmouth. In fact, Powell is deeply sceptical that the technology to enable such an ambitious defence system exists at present. He points to Ronald Reagan’s Strategic Defense Initiative, which became known by critics, with their tongues in their cheeks, as “Star Wars”, which never really got any further than the drawing board.

    It did, however, have the effect of signalling to the Kremlin and the Soviet leader, Mikhail Gorbachev, that the sky would be the limit in terms of US willingness to push the boundaries of defence spending. Powell believes it significantly changed the calculations when it came to the feasibility of continuing the nuclear arms race and may have been responsible for the end of the cold war.

    Incidentally, the US president’s funding bill scraped through the House of Representatives with 215 votes for and 214 against. In addition to setting aside funds for Golden Dome, the bill, which in its current form adds trillions of dollars to the US debt, has been described by Democrat critics as a “tax scam”. A statement from Democrat leaders said: “This fight is just beginning, and House Democrats will continue to use every tool at our disposal to ensure that the GOP Tax Scam is buried deep in the ground, never to rise again.”

    But how much stomach do the Democrats have for the fight? They’ve had a pretty terrible few months since the election. Their approval rating in March was at 29%, the worst since polling began in 1992. Fernando Pizarro, a lecturer in journalism at City St Georges, University of London, who has several Emmys under his belt for his work on US politics, has cast his eye over some of the leading Democrats who he thinks will spearhead the opposition to the Republicans over the next few years and identifies a few players who could vie for the presidential nomination in 2028.

    Gaza: situation increasingly desperate

    Meanwhile, after 11 weeks of Israeli blockade of aid to the people of Gaza, limited deliveries have now recommenced in the face of pressure from both the US and increasingly outspoken interventions from the likes of the UK, France and Canada.

    But despite reports that up to 100 trucks are now being allowed into the Gaza Strip, human rights agencies and aid organisations have said that there is a desperate threat of widespread starvation unless the amount of food, fuel and medicine getting through increases exponentially. And fast.

    There is talk of a US-administered programme, the Gaza Humanitarian Foundation (GHF), which could be up and running by the end of May and could accelerate the delivery of vital supplies to the civilian population while ensuring it does not does not get into the hands of militants or black marketeers.

    But this scheme has its critics, write Sarah Schiffling and Liz Breen, experts in humanitarian logistics and health service operations at Hanken School of Economics and the University of Bradford respectively. They point to a number of flaws, including the plan to concentrate the secure distribution points in southern and central Gaza, forcing large numbers of people to travel considerable distances for supplies.

    The GHF plan also calls for aid distribution to be coordinated with the Israel Defense Forces, which humanitarian organisations says is a “humanitarian cover for a military strategy of control and dispossession”.

    Schiffling and Breen point out that humanitarian organisations have 160,000 pallets of supplies and almost 9,000 aid trucks ready to be dispatched across the border “as soon as Israel allows it”. Whether Israel will allow it is, of course, another question entirely.

    BEIJING, May 22 (Xinhua) — China calls on U.S.-funded enterprises to deepen mutually beneficial cooperation with China so as to continue to contribute to the healthy, stable and sustainable development of China-U.S. economic and trade relations, Vice Premier He Lifeng said Thursday.

    He Lifeng, who is also a member of the Politburo of the CPC Central Committee, made the statement during a meeting with Jamie Dimon, chairman of the board of directors and chief executive officer of the American bank JP Morgan Chase.

    As the Vice Premier of the State Council pointed out, significant progress has been made in the trade and economic negotiations between China and the United States, which has created conditions for the continuation of trade and economic cooperation between the two countries.

    China is currently making efforts to build a unified national market and form a new development pattern while continuing to expand high-level opening up to the outside world, He Lifeng added.

    J.     MINSK, May 22 (Xinhua) — Member of the Politburo of the Communist Party of China Central Committee and Vice Premier of the State Council of the People’s Republic of China Liu Guozhong visited Belarus on May 21-22. The minutes of the meeting were signed, as well as documents on cooperation in the areas of digital economy, science and technology. In addition, the parties agreed to establish a new subcommittee on industrial cooperation.

    A vibrant crowd of over 7 000 paddling enthusiasts and spectators gathered on May 10 in the port city of Antwerp, Belgium (Antwerp time), for the 11th edition of the Hong Kong Dragon Boat Festival, one of the city’s most anticipated annual events. The Hong Kong Economic and Trade Office in Brussels (HKETO, Brussels) proudly sponsored the festival.

    Organised by Rotary Antwerp International and Rotary Antwerp West, the festival brought together some 30 dragon boat teams for a full day of spirited racing, cultural exchanges, and community celebrations. HKETO, Brussels was the main sponsor.

    Speaking at the opening ceremony, Deputy Representative of HKETO, Brussels Miss Grace Li shared her enthusiasm for the event. “HKETO Brussels is proud to continue supporting the Hong Kong Dragon Boat Festival.     LOS ANGELES – A federal grand jury indictment and criminal complaint unsealed today charge 16 defendants who allegedly developed and deployed the DanaBot malware which a Russia-based cybercrime organization controlled and deployed, infecting more than 300,000 victim computers around the world, facilitated fraud and ransomware, and caused at least $50 million in damage.

    The defendants include Aleksandr Stepanov, 39, a.k.a. “JimmBee,” and Artem Aleksandrovich Kalinkin, 34, a.k.a. “Onix”, both of Novosibirsk, Russia. Stepanov was charged with conspiracy, conspiracy to commit wire fraud and bank fraud, aggravated identity theft, unauthorized access to a protected computer to obtain information, unauthorized impairment of a protected computer, wiretapping, and use of an intercepted communication.

    Kalinkin was charged with conspiracy to gain unauthorized access to a computer to obtain information, to gain unauthorized access to a computer to defraud, and to commit unauthorized impairment of a protected computer. Both defendants are believed to be in Russia and are not in custody.

    According to the indictment and complaint, DanaBot malware used a variety of methods to infect victim computers, including spam email messages containing malicious attachments or hyperlinks. Victim computers infected with DanaBot malware became part of a botnet (a network of compromised computers), enabling the operators and users of the botnet to remotely control the infected computers in a coordinated manner. The owners and operators of the victim computers are typically unaware of the infection.

    The DanaBot malware allegedly operated on a malware-as-a-service model, with the administrators leasing access to the botnet and support tools to client coconspirators for a fee that was typically several thousand dollars a month. The DanaBot malware was multi-featured and had extensive capabilities to exploit victim computers. It could be used to steal data from victim computers, and to hijack banking sessions, steal device information, user browsing histories, stored account credentials, and virtual currency wallet information.

    DanaBot also had the capability to provide full remote access to victim computers, to record keystrokes, and record videos showing the activity of users on victim computers. DanaBot has further been used as an initial means of infection for other forms of malware, including ransomware. The DanaBot malware has infected over 300,000 computers around the world, and caused damage estimated to exceed $50 million.

    DanaBot administrators operated a second version of the botnet that was used to target victim computers in military, diplomatic, government, and related entities. This version of the botnet recorded all interactions with the computer and sent stolen data to a different server than the fraud-oriented version of DanaBot. This variant was allegedly used to target diplomats, law enforcement personnel, and members of the military in North America, and Europe.

    “Pervasive malware like DanaBot harms hundreds of thousands of victims around the world, including sensitive military, diplomatic, and government entities, and causes many millions of dollars in losses,” said United States Attorney Bill Essayli for the Central District of California. “The charges and actions announced today demonstrate our commitment to eradicating the largest threats to global cybersecurity and pursuing the most malicious cyber actors, wherever they are located.”   

    “The enforcement actions announced today, made possible by enduring law enforcement and industry partnerships across the globe, disrupted a significant cyber threat group, who were profiting from the theft of victim data and the targeting of sensitive networks,” said Special Agent in Charge Kenneth DeChellis of the Department of Defense Office of Inspector General, Defense Criminal Investigative Service (DCIS), Cyber Field Office. “The DanaBot malware was a clear threat to the Department of Defense and our partners. DCIS will vigorously defend our infrastructure, personnel, and intellectual property.”

    “Today’s announcement represents a significant step forward in the FBI’s ongoing efforts to disrupt and dismantle the cyber-criminal ecosystem that wreaks havoc on global digital security,” said Special Agent in Charge Rebecca Day of the FBI Anchorage Field Office. “We are grateful for the coordinated efforts of our domestic and international law enforcement partners in holding cyber criminals accountable, no matter where they operate.”

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    If convicted, Kalinkin would face a statutory maximum sentence of 72 years in federal prison, and Stepanov would face a statutory maximum sentence of five years in federal prison.

    As part of today’s operation, Defense Criminal Investigative Service (DCIS) agents effected seizures and takedowns of DanaBot command and control servers, including dozens of virtual servers hosted in the United States. The U.S. government is now working with partners including the Shadowserver Foundation to notify DanaBot victims and help remediate infections.

    These law enforcement actions were taken in conjunction with Operation Endgame, an ongoing, coordinated effort among international law enforcement agencies aimed at dismantling and prosecuting cybercriminal organizations around the world.

    Amazon, Crowdstrike, ESET, Flashpoint, Google, Intel 471, Lumen, PayPal, Proofpoint, Team CYMRU, and ZScaler provided valuable assistance.

    The investigation into DanaBot was led by the FBI’s Anchorage Field Office and the Defense Criminal Investigative Service, working closely with Germany’s Bundeskriminalamt (BKA), the Netherlands National Police, and the Australian Federal Police. The Justice Department’s Office of International Affairs provided significant assistance.

    Assistant United States Attorney Aaron Frumkin of the Cyber and Intellectual Property Crimes Section is prosecuting these cases. Assistant United States Attorney James E. Dochterman of the Asset Forfeiture and Recovery Section is handling the forfeiture case.

    Sinn Féin MLA Philip McGuigan has expressed disappointment that an agreement on GP contracts has not been reached between the Minister for Health and GP representative bodies.
    The party’s spokesperson for Health and Chair of the Assembly Health Committee said:
    “It is crucial that a speedy and satisfactory resolution is found to ensure the stability of our GP services. 
    “GPs practices are facing significant pressure which is impacting people’s ability to access GP appointments when they need them.
    “The delivery of GP services in communities often prevent people’s health deteriorating and avoid additional pressure on hospital settings.
    “They also play a key part of the transformation of health services and the roll out of multidisciplinary teams is something which the Sinn Féin Finance Minister has allocated £61 million towards.
    “Sinn Féin will urge the Health Minister to re engage with GPs to find a resolution and to ensure people across the north continue to have access to good quality GP services in their communities now and into the future.”

    Highland Council has today updated members of the Communities and Place Committee on its Fleet Action Plan supplied to the Office of the Traffic Commissioner for Scotland.

    The action plan was developed following an independent audit of the Council’s fleet operations and addresses a number of improvements being made in relation to compliance and control processes and monitoring of heavy goods vehicles.

    Chair of the Communities and Place Committee, Councillor Graham MacKenzie, said: “Our large fleet plays a key role in service provision for our communities and maintaining a legally safe and compliant fleet of vehicles is essential. I welcome the opportunity to further enhance the fleet operation within Highland Council as we continue to review the way we manage the fleet and look to continuously improve as we move into a completely digital operation.”

    Priority items in the action plan included reviewing the structure and process for control and compliance of drivers and licences, increasing team resource and training, improvements in ongoing vehicle monitoring and maintenance check processes and introducing new process efficiencies.

    Vice-Chair of the Communities and Place Committee, Councillor Hugh Morrison, said: “Our improvement plans are significant and show our ambition to be a leading fleet service in Scotland. We aim to restructure the fleet service to enhance resources across the whole operation, invest via the Highland Delivery Plan into new and upgraded depots and workshops, and move to a completely digital operation from drivers checks through to digital inspection forms.”

    Sinn Féin MLA, Philip McGuigan has said Health and Social Care workers’ ‘value and appreciation’ must be matched by pay and work conditions.
    The Health Committee Chair was speaking after attending a Living Wage NI event today which discussed how a living wage could be introduced in the north’s social care sector.
    “The real living wage must be the bare minimum for all workers and Sinn Féin is committed to seeing this delivered across the island,” the North Antrim MLA said.
    “This can be seen in Finance Minister John O’Dowd making the Civil Service a Living Wage employer as part of the latest pay deal, while former Finance Minister, Conor Murphy, ensured that the living wage was a requirement for firms attaining government contracts.
    “It was enlightening to attend the Living Wage NI event and discuss how a fair wage is not only crucial in recognizing the value of health and care workers but also to attracting more people to the sector.”
    Mr. McGuigan said he wanted to see the Health Minister’s commitment to end minimum wages for care workers and make the care sector a Living Wage Sector be progressed urgently.
    “A real living wage, and career progression opportunities can only help bring more people into the care profession and encourage those currently employed to stay – benefiting our care workers and improving our health service and importantly patient outcomes.
    “Paying the real Living Wage to our care workers is not just good for those workers, but for our economy, our health service and for society as a whole.”

    The Scottish Government have awarded The Highland Council £450k from the Vacant & Derelict Land Investment Programme for a project to renovate Borrodale School and School House.

    The project aims to develop an innovative solution to the renovation which will provide much needed affordable housing, but which also supports the local community, businesses and minimises the carbon footprint both during construction and in use.

    Chair of the Council’s Economy and Infrastructure Committee, Councillor Ken Gowans said: “This is exactly the type of project the Vacant & Derelict Land Investment Programme should be supporting. The renovation of this derelict school and school house will create 5 or 6 fuel efficient user-friendly housing unit, in an area where affordable housing is very limited.”

    The Council will the administer the funding and the project will be delivered by the Communities Housing Trust Communities Housing Scotland (CHT) working with The Glendale Trust.

    The project will be a case study to demonstrate how derelict buildings can be refurbished cost effectively, provide significant benefits to the community and much needed housing.

    While undertaking the renovation, under existing building regulations, each stage will be analysed to determine improvements that could make renovations a more attractive and cost-effective option.

    Councillor Gowans added: “Improvements identified could include changes to regulations and planning status, project efficiencies, energy management, waste management and reduction in environmental impact.

    “I wish everyone involved all the very best as they move forward with this exciting transformation project.”

    Members of Highland Council’s Communities and Place Committee have today welcomed progress against the Council’s Equality Mainstreaming and Outcomes Report and agreed a revised set of equality outcomes for 2025- 2029.

    Chair of the Communities and Place Committee, Councillor Graham MacKenzie, said: “The Council’s Equality Mainstreaming and Equality Outcomes Progress Report outlines the steps taken to mainstream equality into the work of the Council and proposes key outcomes for the next four years. Our outcomes must ensure that people are supported to access Council services and that equality is embedded in all our activities and decision making.”

    Priorities have included tackling discrimination, reducing barriers to services, developing inclusive approaches, re-establishing Access Panels in all areas of Highland and delivering an engagement and involvement strategy.

    The report outlines a number of case studies which illustrate ways in which Highland Council has supported better outcomes for groups more likely to suffer inequality and ensured these groups can influence decisions directly affecting them.

    Examples include the formation of a new British Sign Language panel which has been established to give BSL users greater involvement and a Children and Young People’s Participation Strategy, which was agreed in 2024 and co-produced by young people. This strategy sets out a commitment to the meaningful participation of children and young people in decisions which affect them and a route map for achieving this.

    Vice-Chair of the Communities and Place Committee, Councillor Hugh Morrison, said: “We acknowledge that continuous improvement is needed in our equality outcomes to prevent disadvantage and promote equality. By welcoming diversity, promoting fairness and engaging with the most vulnerable in our communities, we will ensure that people can be involved in the decisions that affect them, making Highland a more inclusive, sustainable and successful region.”

    Today, G7 Finance Ministers and Central Bank Governors concluded their meeting in Banff, Alberta, which is part of Canada’s 2025 G7 Presidency. The Honourable François-Philippe Champagne, Minister of Finance and National Revenue, and Tiff Macklem, Governor of the Bank of Canada, co-chaired the meeting.

    Ministers and Governors reached agreement on a communiqué which emphasized, above all, the the importance of G7 unity in the face of complex global challenges. In advance of the Leaders’ Summit next month in Kananaskis, Alberta, the meeting included a productive and frank exchange on the global economy, unsustainable global imbalances, and ways to promote growth and productivity.

    Ministers and Governors agreed to:

    • a G7 Financial Crime Call to Action to spur further concrete progress in tackling financial crime, including money laundering and terrorist financing. Canada will contribute $4.8 million in new technical assistance to developing economies so they can contribute to this effort;
    • support the expansion of the World Bank-led Resilient and Inclusive Supply-Chain Enhancement (RISE) Partnership to strengthen the integration of developing countries into critical minerals supply chains. Canada will contribute $20 million to support the expansion of the RISE Partnership, including in Latin America and the Caribbean;
    • address risks stemming from the large increase in low-value shipments imported into G7 markets; and
    • continued unwavering support to Ukraine, an agreement to continue to explore all possible options to hold Russia to account, including further ramping up sanctions, as well as efforts to foster private sector participation in the recovery and reconstruction of Ukraine.

    Over the decades, as especially our distinguished panel knows, the people of Sudan have been subjected to unbearable pain, suffering, loss of life, and even slavery. Since the 1990s, I have been a vocal advocate for human rights, democracy, and stability in Sudan. Soon after Republicans took control of the House, I chaired a hearing in 1996 on slavery in Sudan and Mauritania.

    Today, there is a dire crisis again in Sudan, necessitating a global call to action. I went to Khartoum in August of 2005 to meet with President Omar al-Bashir and other government officials, a number of people from the faith community, to press for an end to the genocide in Darfur. The meeting was necessarily contentious. Bashir denied any wrongdoing or complicity in the killings of the Darfur genocide.

    In 2009, however, Bashir was charged by the International Criminal Court with committing war crimes and crimes against humanity. In 2010, he became the first person ever charged with the crime of genocide by the ICC.

    After meetings with Bashir and other government officials, I visited two refugee camps – many of you have done that, many of my colleagues have done that. Those two camps I went to in Darfur were Kalma Camp and I stayed overnight at another called Mukjar in western Darfur. That experience profoundly motivated me to do more to end the mass violence. When our helicopter landed at the remote Mukjar camp, thousands, and I mean thousand, a line was formed of these wonderful people: women and children dancing, clapping, singing beautiful African traditional songs. The people of Darfur have a remarkable generosity and spirit, and it was awe-inspiring.

    Just about everyone I spoke with, especially the women, told me personal stories of rape, senseless beatings, and massacres by the Janjaweed and Sudanese militias. I was deeply impressed by the dedication of the African Union peacekeepers operating under extremely difficult circumstances and urged international partners, including the United States, to better equip them. I was shocked to learn they were receiving a little over $1 a day. It was absurd.

    I went to Secretary Condoleezza Rice upon my return and said, “Please, we’ve got to augment that. We’ve got to increase it. These soldiers are putting their lives on the line. They should not be so grossly underpaid an not getting the kind of things that they need in terms of munitions.”

    In November of 2005, I chaired another hearing on Sudan. It was absolutely clear that the situation in Darfur was a genocide. At that time, over 400,000 killed and over a million displaced. We did stress at that hearing, all of us, that the need for a comprehensive plan that could best contribute to peace and hold those who have murdered, raped, enslaved, and plagued the people of Sudan accountable.

    Meanwhile, Chairman Henry Hyde, Donald Payne, who was my ranking member from New Jersey, Frank Wolf, Tom Lantos, and a number of others pushed the Darfur Peace and Accountability Act that declared that the slaughter in Darfur was genocide, imposed sanctions on malign actors and talked about helping peacekeepers. It was signed into law in October 2006. That law built upon the Sudan Peace Act of 2001 and the Comprehensive Peace in Sudan Act of 2004.

    I also, and I wasn’t the only one, called on the Arab League to leverage its influence over the Sudanese government by encouraging the government to end its military offensive in Darfur and accept the United Nations peacekeeping which was there under the auspices of the AU. They didn’t do it. It was like crickets. We got almost no response at all other than “thank you for raising it.” So here we are again.

    In January 2017, again on this committee, I objected to the Obama administration’s decision to ease sanctions on Sudan. I know it had to have been a tough call. We’re always evaluating when sanctions become counterproductive, so there was an argument to be made. But I thought it was the wrong one because Khartoum’s government continued to commit pervasive human rights violations. At the time, we pointed out the violent government actions against Sudanese citizens in Darfur, Nubia the Nuba Mountains, and Blue Nile, alongside the nationwide persecution of Christians nationwide.

    I was also disappointed in 2024 by the decision to allow Sudanese warlord Abdel Fattah al-Burhan into the country for a meeting with the UN Secretary-General. Burhan, as we all know, has massive amounts of blood on his hands and should never have been allowed into the U.S.

    Yet the Biden administration delayed and denied robust sanctions against both Burhan and Hemedti, delaying until the administration’s final hours. While we were glad they finally did it, many of us believe it should have happened sooner. There will never be peace in Sudan until there is accountability for the atrocities committed by the twin butchers of Darfur.

    Over 18,000 civilian deaths have been committed since 2023, with estimates as high as 150,000, and more than 10 million people displaced. These are not just numerical estimates; it’s evidence of an appalling range of harrowing human rights violations and international crimes. Each murder or displaced civilian is a person with dreams, hopes, and family – a person whose life has been taken or irrevocably changed by these attrocities.

    Both the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) are guilty of arbitrary killings, detentions, abductions, rapes—including the rape of children—repression of fundamental human rights, illicit gold mining, and child soldier recruitment.

    Illicit Sudanese gold, which the RSF smuggles through the UAE, is crucial to prevending the continued funding Hemedti’s atrocities and perpetuating this bloody conflict. The RSF’s main international backer is widely reported to be the UAE, which has supplied both weapons and financial support. Other external actors, such as Chad, have been credibly accused of enabling arms transfers and have been implicated in supporting the RSF.

    Domestically, the RSF has allied with non-RSF Janjaweed militias. It is clear that the RSF is grappling with command and control, however, allowing its fighters to rape, pillage, target vulnerable women and children, and to attack civilian infrastructure. This is the opposite of capable government, and such behavior only confirms this to the Sudanese people.

    The SAF has received support from domestic groups including the Al-Bara Battalion—known as the Popular Resistance—which openly espouses a militant Islamist ideology, as well as former rebel groups such as the Sudan Liberation Movement under Minni Minawi and Mustafa Tambour. Externally, the SAF has received support from countries like Egypt, Iran, Qatar, and Turkey. Russia continues to pursue naval access to Port Sudan.

    The illicit trafficking of pharmaceuticals online is a growing threat in the EU. According to a Europol report[1], criminal networks operating in the EU exploit the vulnerability and despair of some patients by importing, exporting and producing illicit, counterfeit and unsafe products in clandestine laboratories. The trade in these products takes place primarily on the internet, with targeted advertisements on social media or instant messaging platforms directing citizens to temporary websites that often ‘imitate’ well-known e-commerce marketplaces. Such trafficking threatens public health and safety, as well as the trustworthiness of pharmaceuticals, and jeopardises investment in research.

    In light of the above, can the Commission say:

    • 1.How does it intend to help prevent and tackle the trafficking of counterfeit pharmaceuticals and increase citizens’ awareness of such practices?
    • 2.How does it intend to ensure that all actors in the chain, including digital and instant messaging platforms, play their part in tackling this type of crime?

    The vast majority of school buildings in Greece are in a deplorable condition. 30 % of schools do not comply with any earthquake code at all, and 30 % were built in line with the 1959 code, which is outdated and obsolete. The vast majority of schools are not in line with modern scientific knowledge on earthquake-proofing and protection, leaving pupils and teachers at risk.

    Can the Commission therefore answer the following:

    • 1.What view does it take of the fact that a large number of school buildings – attended by millions of children in Greece and across the EU – remain outdated and unsuitable, that they are not earthquake-resistant and are therefore dangerous, that they lack modern equipment and infrastructure, sports and leisure areas, that new buildings are needed, and that their maintenance and renovation is a matter of life and death?
    • 2.What view does it take of the fact that, although a billion euro treasure trove is being made available for the war economy through ReArm Europe, and while business groups are being supported through the Recovery Fund, the fact remains that, in order to build and renovate schools and to carry out the necessary structural, electrical and fire safety checks, they have to rely on PPPs, sponsorship by large companies and the pittances raised from appeals to private individuals with the aim of passing on costs to the parents themselves?
    • 3.What is its view on immediately meeting the demands of pupils, parents and teachers to carry out the structural, electrical and fire safety checks – necessary for everybody’s safety – and to proceed with all the necessary construction of new school buildings, the maintenance and renovation of older ones, without PPPs or concessions to private parties?
