  • MIL-OSI China: Ajax’s Farioli steps down after record title collapse

    Coach Francesco Farioli has decided to leave Ajax after only one season, the Amsterdam-based club announced on Monday, one day after the last match of the season.

    Farioli joined Ajax from OGC Nice one year ago. The 36-year-old Italian signed a contract until mid-2027 last year, after a disappointing season for Ajax with a historic last place in the Eredivisie in October 2023 under coach Maurice Steijn and a final fifth place under Steijn’s successor John van’t Schip.

    Under guidance of Farioli, Ajax arose to the top of table in the Dutch top flight with a nine-point lead over PSV with five match rounds remaining. However, Ajax collapsed in the final phase of the season and eventually reigning champion PSV finished first again last Sunday, one point ahead of Ajax. Farioli was in tears on Sunday after the last match against FC Twente (2-0 win).

    “The management and I have the same goals for the future of Ajax, but we have different visions and timeframes about the way we should work and operate to achieve those goals,” Farioli explained his departure. “Given these differences in the principles and foundations of the project, I feel deep in my heart that this is the best moment to part ways.”

    Despite the good results, Ajax and Farioli received criticism over the season for the defensive and unattractive style of play, not in line with the traditional attacking style of the Dutch giant. A different vision on the playing style between coach and the board could be one of the main reasons for his departure.

    “I find this incredibly disappointing,” technical director Alex Kroes commented in a press release. “Francesco and his staff have been a great help to us. It’s been an intense season filled with many memorable moments, and we achieved our goal: qualifying for next season’s Champions League.”

         The Secretary for Health, Professor Lo Chung-mau, attended the 78th World Health Assembly (WHA) of the World Health Organization (WHO) in Geneva, Switzerland, yesterday (May 19, Geneva time).

         Professor Lo and the Director of Health, Dr Ronald Lam, attended the Assembly as members of the Chinese delegation. The theme of this year’s Assembly is “One World for Health”, and the discussions cover a wide range of issues, including universal health coverage, prevention and control of non-communicable diseases, antimicrobial resistance, health emergency preparedness and response, mental health and social connection, standardisation of medical devices nomenclature and the International Health Regulations. The Minister of the National Health Commission (NHC), Mr Lei Haichao, delivered a speech about healthcare developments of the Mainland at the plenary session.

  • MIL-OSI USA: Cassidy Applauds Energy Department on Taking Next Step to Unleash American LNG

    WASHINGTON – U.S. Senator Bill Cassidy, M.D. (R-LA) issued the following statement after the U.S. Department of Energy (DOE) took a critical step toward unleashing American liquefied natural gas (LNG) exports that were halted under the Biden administration. With this action, DOE has completed the final hurdles left over from the Biden administration’s pause on LNG export permits, paving the way for the Trump administration to fully unleash American LNG exports. 
    “Democrats led a full-out assault on American energy during the Biden administration. We’re still fixing their mess,” said Dr. Cassidy. “It’s great to finally have an administration on the side of Louisiana energy workers.”
    Background
    In January, Cassidy released a statement applauding President Trump’s executive order to lift the Biden administration’s harmful pause on liquefied natural gas (LNG) export permitting. In March, Cassidy was joined by U.S. Senator John Kennedy (R-LA) in reiterating support for President Trump’s approach to American energy. 
    Last year, immediately following the Biden administration’s announcement that they would freeze pending applications for LNG export permits, Cassidy led 25 of his Republican colleagues in condemning the decision. Cassidy later delivered a speech on the U.S. Senate floor blasting the decision. In February 2024, Cassidy penned an op-ed with U.S. Senator John Cornyn (R-TX) in the Houston Chronicle underscoring the devastating economic, environmental, and national security impacts of the LNG export freeze.
    Cassidy also introduced the LNG Security Act to reverse President Biden’s LNG export ban and require DOE to approve LNG exports to all countries that have imported, currently import, or are capable of importing Russian or Iranian natural gas. Additionally, he introduced the Unlocking Domestic LNG Potential Act, which depoliticizes the export of American LNG. It eliminates the requirement for the DOE to authorize exports and instead gives the Federal Energy Regulatory Commission (FERC) sole authority over the approval process.

    WASHINGTON – Today, U.S. Senators Amy Klobuchar (D-MN) and Ted Cruz (R-TX) announced that their bipartisan TAKE IT DOWN Act was signed into law.
     The TAKE IT DOWN Act criminalizes the publication of non-consensual intimate imagery (NCII), including AI-generated NCII, and requires social media and similar websites to have in place procedures to remove such content within 48 hours of notice from a victim.
    “Passing the TAKE IT DOWN Act into law is a major victory for victims of online abuse – giving people legal protections and tools for when their intimate images, including deepfakes, are shared without their consent, and enabling law enforcement to hold perpetrators accountable,” said Sen. Klobuchar. “This is also a landmark move towards establishing common-sense rules of the road around social media and AI. Thank you to the victims, advocates, and law enforcement officials who have banded together to work with Senator Cruz and me to pass this legislation. The support of the First Lady has been key to this effort, and I am glad the President is signing this historic bill into law.”
    “The TAKE IT DOWN ACT is an historic win for victims of revenge porn and deepfake image abuse. Predators who weaponize new technology to post this exploitative filth will now rightfully face criminal consequences, and Big Tech will no longer be allowed to turn a blind eye to the spread of this vile material,” said Sen. Cruz.  “This day stands as a powerful testament to the bravery and dedication of Elliston Berry, Francesca Mani, Breeze Liu, and Brandon Guffey, whose relentless advocacy made this law possible.     The TAKE IT DOWN Act protects and empowers victims of real and deepfake NCII while respecting speech by:
    Criminalizing the publication of NCII in interstate commerce. The bill makes it unlawful for a person to knowingly publish, or threaten to publish, NCII on social media and other online platforms. NCII is defined to include realistic, computer-generated pornographic images and videos that depict identifiable, real people. The bill also clarifies that a victim consenting to the creation of an authentic image does not mean that the victim has consented to its publication. 
    Protecting good-faith efforts to assist victims. The bill permits the good-faith disclosure of NCII, such as to law enforcement, in narrow cases.  
    Requiring websites to take down NCII upon notice from the victim. Social media and other websites would be required to have in place procedures to remove NCII, pursuant to a valid request from a victim, within 48 hours. Websites must also make reasonable efforts to remove copies of the images. The FTC is charged with enforcement of this section.  
    Protecting lawful speech. The bill is narrowly tailored to criminalize knowingly publishing NCII without chilling lawful speech. The bill conforms to current First Amendment jurisprudence by requiring that computer-generated NCII meet a “reasonable person” test for appearing indistinguishable from an authentic image.

    Mikhail Mishustin visited the Lomonosov cluster of the Moscow State University Vorobyovy Gory Innovation Science and Technology Center. With Moscow Mayor Sergei Sobyanin, Head of the Moscow Department of Entrepreneurship and Innovative Development Kristina Kostroma, Deputy Prime Minister Alexander Novak, and Minister of Economic Development Maxim Reshetnikov

    The innovative scientific and technological center of Moscow State University “Vorobyovy Gory” is being created by the Moscow government and Lomonosov Moscow State University in pursuance of the President’s instructions to ensure conditions in Moscow for the effective development and commercialization of innovative solutions.

    The most favorable taxation and regulation regime has been created for residents of the INTC. Residents’ projects are exempt from most taxes for 10 years, including property tax, profit tax and VAT (with annual revenues of up to 1 billion rubles). Insurance contributions to state extra-budgetary funds are reduced to 14%, and foreign workers can be hired without a separate permit.

    The MSU Technological Valley will consist of 9 specialized clusters with a total area of 479 thousand square meters on a territory of 17.6 hectares.

    To date, two clusters have been put into operation: Lomonosov (created by the Moscow government) and Educational (created by Lomonosov Moscow State University). Construction has begun on two clusters (Interdisciplinary (by Lomonosov Moscow State University)) and Engineering (by attracting funds from private investors).

    The areas of scientific and technological activity carried out on the territory of the MSU Scientific and Technical Center “Vorobyovy Gory”: biomedicine, pharmaceuticals, medical and biological research and testing; nanotechnology research of new materials and nanomechanics; information technology and mathematical modeling; robotics, special-purpose technologies and machine engineering, energy saving and efficient energy storage; space research and astronautics; geonomy and ecology; interdisciplinary humanitarian research and cognitive sciences; sports, innovative sports technologies; artificial intelligence technologies.

    Results of the activities of the MSU Vorobyovy Gory Scientific and Technical Center in 2021–2023: the number of R&D projects performed by residents is 181; the number of R&D projects developed by the residents of the Scientific and Technical Center is 416.

    The Lomonosov cluster was commissioned in January 2023 and is currently 100% occupied. The selection of site residents was carried out jointly with the non-governmental development institute Innopraktika, with special attention paid to the technological component of the projects, the volume of scientific research and development of companies, as well as their demand in the market.

    Currently, there are 76 resident companies in the Lomonosov cluster.

    The cluster residents work in the following key areas: industrial technologies – 18 residents; unmanned systems – 18 residents; geotechnology and ecology – 15 residents; medicine and biotechnology – 13 residents; information technology – 12 residents.

    According to the results of 2024, the residents of the Lomonosov cluster showed the following results: investments in R&D – 2.4 billion rubles; number of patents received – 105; total number of employees – 2 thousand people; company revenue – 15 billion rubles.

    The products of the cluster residents are in demand and are used for seismic research in the Arctic seas (special hardware and software systems), production of buses, ATVs, snowmobiles and cleaning robots (electric drives), as well as for air purification in industrial buildings (innovative filters) and clinical and preclinical research, etc.

    Yuri Trutnev fulfilled the dream of nine-year-old Nikita Vakhnov to experience the role of a soldier with the help of the VOIN Center

    As part of the all-Russian charity event “Yolka Zhelaniy”, Deputy Prime Minister – Plenipotentiary Representative of the President in the Far Eastern Federal District Yuri Trutnev helped fulfill the wish of nine-year-old Nikita Vakhnov from Sochi. The boy’s dream of being a soldier was realized with the support of the center for military-sports training and patriotic education of youth “Voin”.

    “This is a good wish. A courageous one. By order of the President of the Russian Federation Vladimir Vladimirovich Putin, a center with this very name was created – “Warrior”. This center educates citizens who love their Motherland, who are ready to serve it in a broad sense, to defend it. The center has been operating for three years. I will say honestly, the feedback from all the guys who have completed training at the center is very good. Half of my family has completed such training,” Yuri Trutnev noted earlier when presenting the certificate and talking to the boy.

    Nikita himself said: “I have long dreamed of becoming a military man, and this trip is the best gift in my life. I learned a lot of new things and was able to see real military equipment with my own eyes.” He received a certificate for completing a military-sports training course at the regional branch of the “Voin” center in the Chechen Republic, located on the basis of the Russian Special Forces University named after V.V. Putin.

    The program of the stay was prepared taking into account the age and interests of the young guest. The boy was introduced to the main training sites of the center and shown samples of heavy weapons and armored vehicles. Over the course of three days, Nikita underwent a series of classes, including both theoretical and practical training. The program included fire training, tactical medicine, control of unmanned aerial vehicles, and classes in a wind tunnel.

    In Gudermes, he took part in a flower-laying ceremony to mark the 80th anniversary of Victory Day at the memorial to those killed in the Great Patriotic War.

    In addition to the educational part, the boy was given an exciting trip on a Chaborz buggy and excursions to the cities and picturesque corners of the mountainous regions of the Chechen Republic.

    Director of the branch of the Voin center Pavel Kozlov commented: “Nikita made a wish to become a military man, and training at the Voin center was the first step to fulfilling this dream. We are glad that we made these days special for him, and we hope that he will remember them for the rest of his life.”

    This work is key to supporting the government in delivering 1.5 million homes this parliament.

    Homes England colleagues, working in partnership with hundreds of local, regional and national organisations to catalyse housing, regeneration and place-making across the country, have:

    • enabled the completion of more than 36,000 homes, up 14% from 2023/24
    • facilitated the start of construction for an additional 38,000 homes, up 6% on 2023/24
    • unlocked land that is capable of delivering 79,000 further homes, significantly up from 2023/24.

    The figures represent a high-level snapshot of progress underpinned by strong performance from across the Agency.

    • Local leaders are being supported to achieve their housing and regeneration aspirations through targeted interventions including Agency land acquisition, like in Nottingham, boots-on-the-ground expertise in places like York and Bristol, and a rising number of strategic place partnerships, including with the North East Combined Authority, Liverpool City  Region and Cambridgeshire and Peterborough Combined Authority.

    • New, safe and affordable housing is being delivered, with the Agency on track to ensure every penny of the 2021-26 Affordable Homes Programme is spent, including recent government top-ups, with numerous projects supported including Union Village in Middlesbrough.

    • New investment to unlock housing and regeneration projects is being boosted by Agency support and collaboration with the private and public sector, including the affordable-housing, low carbon focused HABIKO housing innovation partnership with Pension Insurance Corporation (PIC) and Muse, and master developer joint venture with Oaktree Capital Management and Greycoat Real Estate.

    • Work to diversify the housing market and back SME homebuilders, including creating new, quality homes through the Home Building Fund by supporting organisations like Wyatt Homes to grow and deliver, and expanding lending initiatives like the Agency’s Greener Homes Alliance with Octopus Real Estate.

    Homes England is playing a crucial role in supporting the government’s Plan for Change to build 1.5 million new homes and deliver the biggest increase in social and affordable housebuilding in a generation.

    Last year I set out ambitious priorities for Homes England and I am pleased that the Agency has exceeded key housebuilding targets to ramp up the delivery of new homes and place-based regeneration. This is alongside backing SME housebuilders and bolstering the government’s wider devolution agenda to unlock much-needed housing and growth.

    The critical role that Ukraine’s scientists and researchers are playing in the battle for their country’s freedom, and its hopes for a brighter future, working hand-in-hand with UK colleagues, will be celebrated at an event at the British Academy in London later today (Tuesday 20 May).

    The UK is resolute in its support for Ukraine, as the country defends itself in the face of Russia’s illegal and barbaric invasion. Our backing is cemented by the landmark 100 Year Partnership, unveiled by the Prime Minister and President Zelenskyy in January, of which strong and deep science and technology ties form a key part.

    Joint work by the UK and Ukraine’s researchers is not only supporting Ukraine’s freedom and future, but also unlocking benefits to the UK economy, and more besides, all of which bolsters the Plan for Change. In one joint project, on health, the University of Warwick have worked with Kharkiv National University of Radio Electronics to train AI models to quickly and accurately triage shrapnel wounds. And work by Manchester, Aston and Aberystwyth Universities and Ukrainian experts to boost Ukraine’s electricity grid with green energy, is also being applied to help Britain adapt as we get more energy from renewables, and as energy-intensive industries like data centres grow.

    Meanwhile efforts like the UK-Ukraine Techbridge are helping bring innovative new technologies to bear on critical tasks like clearing landmines and unexploded bombs. The TechBridge is also focused on AI, health, cyber security, education, and agritech, and is building opportunities in both countries for trade, upskilling, and investment.

    Much of this important work will be showcased at London’s historic British Academy later, at an event hosted by the UK’s Science Minister and Ukraine’s Deputy Minister for Education and Science, who will be joined by a host of academic, business and research leaders. Lord Vallance will announce an additional £100,000 for the UK-Ukraine Techbridge at the event, as well as £400,000 for trilateral efforts to harness digital technologies to improve government across the UK, Ukraine and Estonia.

    UK Science Minister Lord Vallance said:

    Freedom is an essential ingredient for scientific progress. Without it we are denied the ability to act on the curiosity that sparks so many breakthroughs, or to get the answers that make us think that maybe we have been wrong about the way we have thought about something in the past.

    Science is also international, which means that Ukraine’s inventions and innovations are ones that the UK and the entire world ultimately benefits from, and vice versa. We only stand to gain from working with Ukraine to keep the flame of freedom alive, and it is only natural, that the joint endeavours of our researchers, are critical to those efforts.

    For Ukraine, science is not only about development — it is also about resistance. Today, our researchers are working side by side with international partners not only to support the country in its most difficult times, but also to lay the foundations for recovery. This collaboration is a mutual investment in freedom, humanity, and the future. We are grateful to the United Kingdom for a partnership built on shared values and trust.

    The UK-Ukraine partnership on science, innovation and technology has already delivered important work, starting with the:

    Since it was launched in 2022, it has helped over 170 Ukrainian experts endangered by the war to relocate to just under 70 UK universities, and continue their work on a temporary basis – as well as funding their research with £22.5 million. The UK Government has also supported the UK-Ukraine Twinning Initiative, which has enabled Ukrainian researchers to keep making progress, despite wartime disruption, by pairing up UK and Ukrainian universities. This has provided remote access to UK facilities and equipment, and avenues for joint funding, including £5 million of Research England grant funding to support new research partnerships.

    We are also harnessing the AI, data science and digital expertise of the UK, Ukraine and Estonia with a view to enhancing digital government and public services through technology and innovation under an initiative on trilateral cooperation.

    Washington D.C. — On Wednesday, Co-Chairs of the Congressional Croatian Caucus, Representatives Nanette Barragán (D-CA) and Dave Joyce (R-OH), hosted Prime Minister Andrej Plenković of Croatia and Croatia’s Ambassador to the U.S. Pjer Šimunović, to discuss how to best strengthen the diplomatic, economic, and cultural ties between the U.S. and Croatia. This was then followed by a reception to celebrate the re-launch of the Congressional Croatian Caucus for the 119th Congress. Vice-Chairs Ted Lieu (D-CA) and Claudia Tenney (R-NY) were also in attendance. 

    “In California’s 44th District, we’re proud to call ourselves home to one of the largest and most vibrant Croatian communities in the country. I welcome every opportunity to strengthen the ties between our two nations — through trade, security, and shared values.  By working together, we can increase collaboration across areas of shared interest and build a stronger future for both our countries,”said Rep.     In the 118th Congress, the Caucus led a letter to the Senate urging ratification of the U.S.-Croatia Treaty for the Avoidance of Double Taxation, to further deepen the economic partnership between the U.S. and Croatia. The Caucus will continue to advocate for ratification in the 119th Congress.

  • MIL-OSI New Zealand: A 22 year old mystery solved

    A 22 year old Lake Taupo mystery involving a Russian stuntman has been solved thanks to some useful information being sent in following an appeal by Police.

    Artour Melikov was 36 when he was reported missing on 10 September 2002. Turangi Police located his vehicle at the Jellicoe Reserve, 400 metres north of Bulli Point at Lake Taupo.

    Despite extensive search efforts, there was no sign of Artour and Police established he hadn’t been seen since he left Auckland two days prior.

    On 9 January this year, Police were called to a holiday park at Motutere, where several bones were located near a walking track. Police believed the bones were those of Artour, but extensive enquiries had been unable to lead to a positive identification.

    Senior Constable Barry Shepherd QSM, of the Taupo Area Search and Rescue Squad, said following an appeal for information two people have come forward with photos which have enabled Police to formally identify Artour.

    “The two photos sent in have shown clear evidence of his gold teeth and clothing he was wearing when he was found,” Senior Constable Shepherd said.

    “I want to thank these people for coming forward to allow us to formally identify Artour and provide some closure.”

    The case has been referred to the Coroner.

    AMARILLO— U.S. Secretary of Energy Chris Wright delivered keynote remarks today at the Department of Energy’s Pantex Plant in Amarillo, Texas, marking the completion of the first production unit of the B61-13 nuclear gravity bomb.

    The B61-13 is the latest modification to the B61 family of nuclear weapons and was completed nearly a year ahead of schedule and less than two years after the program was first announced, making it one of the most rapidly developed and fielded weapons since the Cold War. Under President Trump’s leadership, the Department is modernizing America’s nuclear stockpile to deliver peace through strength. The B61-13 builds on proven B61-12 production capabilities and incorporates modern safety, security, and accuracy features, with a yield tailored for hardened and large-area military targets. The B61-13 is one of seven warhead modernization programs NNSA is executing to ensure the long-term performance and credibility of the U.S. deterrent.

    Secretary Wright’s full remarks:

    It’s an honor to be here on this special day. Every time I hear our national anthem performed, I feel strong emotions. I feel first a sense of gratitude—gratitude for those that came before us and created this nation against all odds, that put their lives on the line and stuck to their principles, no matter what the pressure was. I also feel a sense of pride to be born in this country and to have the great luck to live as an American. The ideas of freedom, liberty, and justice for all—but freedom isn’t free. Freedom isn’t free.

    That national anthem was written over 200 years ago, the last time there were foreign troops on our soil. Most ideas or nations get taken over and they get snuffed out; they lose their way. We’re unique in history, and our nation has not. And that’s only because of the men and women in our country that have stood strong, both on the principles and with the might to defend our borders and to defend our ideals.

    And Pantex and the people of Amarillo have been central to that mission. And I’ll come back to that in a second.

    I bring regards from President Trump, who is incredibly committed to this mission of modernizing our nuclear stockpile as quickly and as efficiently—but as robustly and strongly—as we can.

    He got elected on really a simple principle: that prosperity at home and peace abroad are what America and the world needed. And those go together. A prosperous, strong America is the best way to guarantee peace abroad. A strong, principled America is central to world peace and to the lives of all of us—all our friends, all our families, and all our fellow Americans across the country.

    I have the incredible honor to be in this role. I’ve been an entrepreneur my whole life. The last time I had a boss, I was 19 years old. And then I met a new guy a little more than a year ago at dinner and a very candid dialogue about energy and about our country. And right away, he said, “You should be Secretary of Energy.”

    And then he came to me after the dinner and said, “Would you do it?” I said, if I’m asked to serve my country, there’s only one answer. I didn’t have to think about that one. I did look at my wife that night and she said, “Absolutely, we’re moving to DC. You know, I’m willing.”

    And my wife has been this lifelong partner for me, up for every adventure. So, I’ve been a very, very lucky guy.

    As an entrepreneur, I started a number of businesses, mostly around energy—technology and energy. That’s why I am an energy tech nerd. But I started—I named the last company Liberty Energy, two of my favorite words.

    We have 30-year life expectancy throughout all of human history. 20,000 years ago, before the invention of agriculture, and 200 years ago— there was 30 years of global life expectancy at birth. Today, it’s 73 years. Just a few generations back. Just an incredible transformation.

    What happened? There’s all sorts of history before 200 years ago. What happened? And to me, two fundamental things changed:

    The growth of bottom-up social organization—human liberty. Societies were top-down. Women were property of their husbands, of their fathers. Slavery was endemic across every major society throughout all of history. We didn’t start perfect in those ideals, but America started with a North Star—to bring liberty, not just to our country, to the world. That mission has been not complete, but remarkably, remarkably successful in making the lives we all have.

    And the partner in making that happen was energy. It was this explosion in available energy—from wood. Mostly wood, a little bit of wind, a little bit of water flowing. That’s what powered the world throughout all of human history. And then the arrival of coal and oil and natural gas. And then these derivative energy sources that are only possible because of coal, oil, and natural gas, like nuclear, large-scale hydro, wind, solar—everything else is really derivative of hydrocarbons.

    But those two things changed our world: liberty and energy.

    And I think President Trump realized that both of those were under some threat. We saw a growing movement in our country that maybe free speech and free interchange of ideas—maybe those were out of fashion. They didn’t fit with the world today.

    I think we saw—as we heard from the General earlier—we saw growing threats to our liberty around the world. To us, a rapidly rising China. It’s a huge, huge global threat we haven’t seen in our lifetimes. We’ve seen Russia’s activities and where Russia stands today. And, as we heard, the world has gotten more dangerous.

    We need very much today a strong America. We need a prosperous America to keep peace for our shores and peace abroad, to the extent we can achieve it.

    This community—the Pantex community and the broader Amarillo community—have been central to that for over 80 years. In World War II, much to our surprise with the bombing of Pearl Harbor. Within a few months, this facility was built and started quickly to build armaments to win the war. A war we fought in the Pacific. We fought in the Atlantic—by far the largest conflict in human history.

    You’re a ways away from any danger here from foreign enemies, but they’re there. This community rose up and cranked out armaments to allow our troops around the globe to win that war.

    In that war, we also had a very unique effort for science. That wartime mobilization meant creativity, meant patriotism, and a rushed effort—literally in two and a half years in Los Alamos—we developed nuclear weapons under the gun of both war and the knowledge that Nazi Germany also had a nuclear weapons program. Getting second wasn’t an option.

    But America rose to that challenge. And we developed nuclear weapons, which you learn in school are horrific and terrifying—and they are terrifying. I would say they’re not horrific. They and American strength and resolve have probably been the biggest bringers of peace in the world for 80 years, without any live conflict between major powers.

    There are plenty of wars around the world, and President Trump’s agenda is to bring as many of those conflicts as possible to an end. But your chance of dying from violent death in our generation—and our children’s generation—is the lowest it’s ever been.

    We have the news and we hear about all the conflicts around the world, but because of a strong America, because of an unbowed resolve, we have a much safer—not completely safe—but a much safer and more peaceful world that’s allowed ourselves, our children, our grandchildren to pursue wonderful, dreamy lives.

    But to maintain that, our biggest risk is complacency. That risk is there. And that risk has been mostly at bay because of the strength of our military and the commitment of American leadership, American citizens, and American resolve.

    Pantex is absolutely central to that.

    And there was a brief break from ’45 to ’51, where we won the war, but of course, the Cold War rose quickly. And we understood this feeling of security was very brief.

    The only way we could ensure security was to be the strongest, the most powerful, the most technologically advanced, and the most committed to our values of any nation on Earth.

    Pantex was reinvented as the final assembler, where all roads lead to our nuclear stockpile. This nuclear stockpile has had unbelievably positive effects—not just on the lives of Americans—but on the lives today of 8 billion people in the world that benefit from American strength and American security.

    But the backbone of that strength and security—the ultimate guarantor of the sovereignty of our nation—is our nuclear stockpile.

    You built that stockpile in the ’50s, ’60s, ’70s, and ’80s. Then we went into a more peaceful period. We disassembled some of those weapons—also done by you. We maintained that stockpile and those weapons throughout all that time period.

    And now, with age on those weapons and rising security risks around the world, we’re called to action to modernize multiple weapons systems in our stockpile. Who’s going to lead that effort? The people looking at me in the room right now, and your more than 4,000 other colleagues that are working hard right now to make our country safe and secure.

    I was honored—and a little bit emotional as well—to stamp that B61-13 today. That’s the cutting edge of this weapons stockpile. And amazingly—have you heard of anything today that’s done a year early? Anybody built a house or had a major project or done anything else—showed up to your contractors and they said, “good news is, we’re a year ahead of schedule?”

    I’m not sure I’ve ever heard that in my life. And I know this year in the broader program here, we’re 107% ahead of plan. That’s out of fashion the last few years—everything’s late, over budget, and delayed. But not here. Not in this community. Not in this complex.

    So, I end with a thanks— a thanks from me personally. I’m so proud to be on your team now. I’m here for the count. They’ll take me out in a few years, but I’m pretty motivated to be here and to be in this role.

    A thanks from President Trump. We got him to bring back common sense, strength in America. Resolve in America. We can do big things—and we can do them on time and on budget—because we are responsible to spend the taxpayer money of 340 million Americans.

    Your delivery—early, on budget—and the whole modernization program so far ahead of schedule, a huge warm thank you from President Trump.

    And I’ll end with a thank you for the American people—all the American people. They go to sleep more secure at night, not worried about foreign invaders. They’ve got worries, indeed, but it’s a luxury to worry about other things.

    If you’re worried about your physical security—of you and your kids—nothing else matters. Well, because of your tireless efforts here for generations, you give all Americans a feeling of security. I’ve got things to worry about, but my foreign enemies aren’t one of them.

  • MIL-OSI Security: Man Charged in Connection with Fraudulent COVID-19 Relief Loan Applications Totaling More than $3.39M

    A Georgia man was arrested today in connection with his role in 15 fraudulent COVID-19 relief loan applications administered by the U.S. Small Business Administration (SBA) Paycheck Protection Program (PPP) and Economic Injury Disaster Loan (EIDL) program, totaling more than $3.39 million in fraudulent loan proceeds.

    According to court documents, Ian Patrick Jackson, 37, of Atlanta, conspired with another Atlanta man to solicit, recruit, and direct at least nine business owners to submit fraudulent PPP loan applications using fabricated tax documents. Jackson and his co-conspirator allegedly directed the business owners to falsely claim in the loan applications that each business employed 16 individuals and paid monthly wages of $120,000. After receiving the funds, the business owners wrote “payroll” checks to individuals who did not work for their companies and then either kept the money for themselves or gave the money to the co-conspirator, who in turn provided a share to Jackson. 

    Jackson is the 12th defendant to be charged in connection with the Atlanta-based PPP fraud ring that allegedly fraudulently obtained millions in PPP loans. All eleven previously charged defendants, including the nine business owners, have pleaded guilty or been convicted at trial related to $2.7 million in fraudulent PPP loans. To date, authorities have recovered nearly $1.2 million of the stolen money.

    In addition to the charged conspiracy, Jackson is alleged to have participated in three other schemes to submit fraudulent PPP or EIDL applications: (1) He applied for a fraudulent $237,500 PPP loan on behalf of Parkway Media Group LLC using fabricated tax forms and a doctored bank statement; (2) He used a forged driver’s license to fraudulently apply for approximately $100,000 in PPP and EIDL program loans using false revenue statements; and (3) He fraudulently obtained a $240,035 PPP loan and $125,000 in EIDL program loans and grants on behalf of Express Xchange LLC. As alleged in the indictment, he wrote checks made payable to individuals who did not work for the businesses using the loan proceeds. He also allegedly used the loan proceeds to pay for personal expenses, including restaurant dining, spa services, phone and credit card payments, and a vacation in Aruba. 

    Jackson is charged with conspiracy to commit bank fraud, two counts of bank fraud, two counts of wire fraud, and two counts of money laundering. If convicted, he faces a maximum penalty of 30 years in prison on each of the conspiracy and bank fraud counts and 20 years in prison on each of the wire fraud and money laundering counts.  

    Matthew R. Galeotti, Head of the Justice Department’s Criminal Division, U.S. Attorney Theodore S. Hertzberg for the Northern District of Georgia, Deputy Inspector General Sheldon Shoemaker of the Small Business Administration Office of the Inspector General and Special Agent in Charge Paul Brown of the FBI Atlanta Field Office made the announcement.

    The SBA Office of Inspector General and FBI Atlanta Field Office are investigating the case.

    Trial Attorney Matthew Reilly of the Criminal Division’s Fraud Section and Special Assistant U.S. Attorney Diane C. Schulman for the Northern District of Georgia are prosecuting the case.

    Since the inception of the Coronavirus Aid, Relief, and Economic Security Act, the Criminal Division’s Fraud Section has prosecuted over 150 defendants in more than 95 criminal cases and has seized over $75 million in cash proceeds derived from fraudulently obtained PPP funds, as well as numerous real estate properties and luxury items purchased with such proceeds.     According to court documents, Ian Patrick Jackson, 37, of Atlanta, conspired with another Atlanta man to solicit, recruit, and direct at least nine business owners to submit fraudulent PPP loan applications using fabricated tax documents. Jackson and his co-conspirator allegedly directed the business owners to falsely claim in the loan applications that each business employed 16 individuals and paid monthly wages of $120,000. After receiving the funds, the business owners wrote “payroll” checks to individuals who did not work for their companies and then either kept the money for themselves or gave the money to the co-conspirator, who in turn provided a share to Jackson. 

    Jackson is the 12th defendant to be charged in connection with the Atlanta-based PPP fraud ring that allegedly fraudulently obtained millions in PPP loans. All eleven previously charged defendants, including the nine business owners, have pleaded guilty or been convicted at trial related to $2.7 million in fraudulent PPP loans. To date, authorities have recovered nearly $1.2 million of the stolen money.

    In addition to the charged conspiracy, Jackson is alleged to have participated in three other schemes to submit fraudulent PPP or EIDL applications: (1) He applied for a fraudulent $237,500 PPP loan on behalf of Parkway Media Group LLC using fabricated tax forms and a doctored bank statement; (2) He used a forged driver’s license to fraudulently apply for approximately $100,000 in PPP and EIDL program loans using false revenue statements; and (3) He fraudulently obtained a $240,035 PPP loan and $125,000 in EIDL program loans and grants on behalf of Express Xchange LLC. As alleged in the indictment, he wrote checks made payable to individuals who did not work for the businesses using the loan proceeds. He also allegedly used the loan proceeds to pay for personal expenses, including restaurant dining, spa services, phone and credit card payments, and a vacation in Aruba. 

    Jackson is charged with conspiracy to commit bank fraud, two counts of bank fraud, two counts of wire fraud, and two counts of money laundering. If convicted, he faces a maximum penalty of 30 years in prison on each of the conspiracy and bank fraud counts and 20 years in prison on each of the wire fraud and money laundering counts.

    The SBA Office of Inspector General and FBI Atlanta Field Office are investigating the case.

    Trial Attorney Matthew Reilly of the Criminal Division’s Fraud Section and Special Assistant U.S. Attorney Diane C. Schulman for the Northern District of Georgia are prosecuting the case.

    Since the inception of the Coronavirus Aid, Relief, and Economic Security Act, the Criminal Division’s Fraud Section has prosecuted over 150 defendants in more than 95 criminal cases and has seized over $75 million in cash proceeds derived from fraudulently obtained PPP funds, as well as numerous real estate properties and luxury items purchased with such proceeds.     BEIJING, May 19 (Xinhua) — This year marks the 50th anniversary of the establishment of diplomatic ties between China and the European Union, and China expects Poland, which holds the rotating presidency of the EU Council, to play a more constructive role in pushing China-EU relations toward new progress, Chinese Foreign Minister Wang Yi said Monday.

    Wang Yi, also a member of the Politburo of the CPC Central Committee, made the remarks during a telephone conversation with Polish Foreign Minister Radoslaw Sikorski.

    Poland is an important strategic partner of China in Europe, Wang Yi noted, adding that China is ready to maintain high-level contacts with Poland and expand practical cooperation in various fields.

    Recalling that this year marks the 80th anniversary of the victory in the World Anti-Fascist War and the founding of the United Nations, Wang Yi said that China hopes to work with Poland to uphold the international order established after World War II, defend the central role of the UN, and protect international law and the basic norms of international relations.

    The return of Taiwan to China is an integral part of the victorious results of World War II and the post-war international order, the head of the Chinese Foreign Ministry emphasized. He expressed hope that Poland will adhere to the international consensus, continue to pursue the one-China policy and oppose any form of separatism to gain “Taiwan independence.”

    R. Sikorski, in turn, stated that Poland attaches great importance to relations with China, will firmly adhere to the one-China policy and is committed to strengthening exchanges with China at all levels, deepening mutually beneficial cooperation in various fields, jointly protecting the post-war international order and continuously promoting Polish-Chinese and European-Chinese relations.

    The two sides also exchanged views on the Ukrainian crisis. Wang Yi said that the developments in Ukraine have proven that Chinese President Xi Jinping’s four-point proposal takes into account the interests of all parties and is an important guiding principle for advancing the political settlement of the Ukrainian crisis.

    As the head of the Chinese Foreign Ministry noted, China has always made efforts to promote peace talks, never abandoned peace efforts, and, in particular, established the “Friends of Peace” group together with other countries in the Global South.

    Russia and Ukraine recently resumed direct talks, taking a first step toward peace despite differences in positions, Wang said, adding that China expects all sides to further demonstrate their willingness to resolve the crisis through political means and ultimately reach a fair, lasting and legally binding peace agreement through continued dialogue.

    The Polish Foreign Minister expressed hope that China will continue to play an active role in establishing lasting peace in Europe. –0–

    BEIJING, May 19 (Xinhua) — China’s Ministry of Commerce on Monday condemned the United States for abusing export controls on Chinese chips, calling on the U.S. side to immediately correct its wrong actions and lift discriminatory measures against China.

    Commenting on the revised US statement on Chinese chips, a Commerce Department spokesman said it was still discriminatory in nature and market-distorting.

    The United States is abusing export controls and imposing tougher restrictions on Chinese chips based on baseless accusations, the official said, stressing that China firmly opposes such unilateral bullying.

    According to him, the US actions seriously violate the legitimate rights and interests of Chinese companies, threaten the security and stability of global supply chains in the semiconductor industry, and deal a serious blow to global scientific and technological innovation.

    The official called on the US side to cooperate with China to maintain the consensus reached at the high-level talks in Geneva and promote the building of sustainable, long-term and mutually beneficial bilateral trade and economic relations.

  • MIL-OSI Security: Former Contractor of USAID-Funded Program Extradited to the United States, Convicted and Sentenced for Conspiracy to Obtain Grant Money Through Fraud

                WASHINGTON— Stephen Paul Edmund Sutton, 53, a United Kingdom citizen, pleaded guilty and was sentenced today for his participation in a fraud scheme, perpetrated when he was employed by a  contracting firm that implemented a U.S. Agency for International Development-funded (USAID) power distribution program (PDP) in Pakistan, announced U.S. Attorney Jeanine Ferris Pirro and Acting Assistant Inspector General for Investigations Sean Bottary.

                Sutton pleaded guilty to conspiring to commit theft concerning a program receiving federal funds, which is a felony. In his role as a Logistics Operations Manager, Sutton took kickbacks of USAID-funds used to pay for the services rendered. After fighting extradition for more than two years, Sutton was extradited to the United States. District Court Judge Amit P. Mehta sentenced Sutton to time-served and ordered that Sutton be turned over to immigration authorities.

                He pleaded guilty to one count of conspiracy to commit theft concerning a program receiving federal funds. He was sentenced to time-served and one day of supervised release.

                According to court documents, PDP was a component of U.S. government assistance to the government of Pakistan to support its energy sector. Launched in September 2010, the five-year program was designed to facilitate improvements in Pakistan’s government-owned electric power distribution companies through interventions and projects addressing governance issues, technical and non-technical losses, and low revenue collection. The main goal of the PDP was to improve the commercial performance of the participating distribution companies through technology upgrades and improvements in processes, procedures, and practices, as well as training and capacity building. Under the PDP contract, Sutton’s employer subcontracted through purchase orders with vendors in Pakistan for certain goods and services.

                From May through November 2015, Sutton and his co-conspirator, an employee supervised by Sutton, participated in a kickback scheme by creating two companies, obtaining PDP purchase orders for forklift and crane services for the companies, and distributing the profits to themselves. As part of the scheme, his co-conspirator arranged for low-grade local vendors to provide the services for at least half the contract rates, and Sutton ensured that the company paid the invoices despite suspicions raised by an accounts payable officer. U.S. government sentencing documents indicate the agency was defrauded of almost $100,000 and that for his part, Sutton received at least $21,000 in kickbacks.

                Sutton’s co-conspirator is also charged by indictment and his case is pending disposition. 

                This case was investigated by the USAID Office of Inspector General and was prosecuted by Assistant United States Attorney Emily Miller and former Special Assistant United States Attorneys Scot Morris and Nicholas Coates of the Fraud, Public Corruption, and Civil Rights Section. The Justice Department’s Office of International Affairs provided significant assistance in securing the arrest and extradition of Sutton from the UK.

                WASHINGTON – Admiral Robert Burke (USN-Ret.), 62, of Coconut Creek, Florida, was found guilty of bribery today in connection with accepting future employment at a government vendor in exchange for awarding that company a government contract.   

              Following a five-day trial, a federal jury found Burke guilty of conspiracy to commit bribery, bribery, performing acts affecting a personal financial interest, and concealing material facts from the United States. U.S. District Court Judge Trevor N. McFadden scheduled sentencing for August 22, 2025. 

              The verdict was announced by U.S. Attorney Jeanine Ferris Pirro, Matthew R. Galeotti Head of the Justice Department’s Criminal Division, Special Agent in Charge Greg Gross of the Naval Criminal Investigative Service (NCIS) Economic Crimes Field Office, and Assistant Director in Charge Steven J. Jensen of the FBI Washington Field Office.   

              “When you abuse your position and betray the public trust to line your own pockets, it undermines the confidence in the government you represent,” said U.S. Attorney Pirro. “Our office, with our law enforcement partners, will root out corruption – be it bribes or illegal contracts – and hold accountable the perpetrators, no matter what title or rank they hold.”

              According to court documents and as the evidence proved at trial, from 2020 to 2022, Burke was a four-star Admiral who oversaw U.S. naval operations in Europe, Russia, and most of Africa, and commanded thousands of civilian and military personnel. The two co-defendants Kim and Messenger were the co-CEOs of a company (Company A) and provided a workforce training pilot program to a small component of the Navy from August 2018 through July 2019. The Navy terminated a contract with Company A in late 2019 and directed Company A not to contact Burke. 

              Despite the Navy’s instructions, the co-defendants met with Burke in Washington, D.C., in July 2021, to reestablish Company A’s business relationship with the Navy. At the meeting, the charged defendants agreed that Burke would use his position as a Navy Admiral to steer a contract to Company A in exchange for future employment at the company. They further agreed that Burke would use his official position to influence other Navy officers to award another contract to Company A to train a large portion of the Navy with a value one of the co-defendants allegedly estimated to be “triple digit millions.” 

              In December 2021, Burke ordered his staff to award a $355,000 contract to Company A to train personnel under Burke’s command in Italy and Spain. Company A performed the training in January 2022. Thereafter, Burke promoted Company A in a failed effort to convince another senior Navy Admiral to award another contract to Company A. To conceal the scheme, Burke made several false and misleading statements to the Navy, including by falsely implying that Company A’s employment discussions with Burke only began months after the contract was awarded and omitting the truth on his required government ethics disclosure forms. 

              In October 2022, Burke began working at Company A at a yearly starting salary of $500,000 and a grant of 100,000 stock options. 

              This case was investigated by the Defense Criminal Investigative Service, Naval Criminal Investigative Service, and the FBI’s Washington Field Office. It is being prosecuted by Assistant U.S. Attorney Rebecca G. Ross for the District of Columbia and Trial Attorneys Trevor Wilmot and Kathryn E. Fifield of the Criminal Division’s Public Integrity Section. It was investigated and indicted by Assistant U.S. Attorney Joshua Rothstein.

    World Health Organization Member States, meeting today in Committee A of the World Health Assembly, approved a resolution that calls for the adoption of an historic global compact to make the world safer from future pandemics. The WHO Pandemic Agreement will next be considered for final adoption by the Assembly on Tuesday during the plenary session.

    Monday’s approval of the Pandemic Agreement resolution follows a more than three-year process, launched by governments during the COVID-19 pandemic, to negotiate the world’s first such accord to address the gaps and inequities in preventing, preparing for and responding to pandemics. This watershed agreement was adopted under Article 19 of the WHO Constitution. It aims to foster stronger collaboration and cooperation among countries, international organizations like WHO, civil society, the private sector and other stakeholders to prevent pandemics occurring in the first place, and to better respond in the event of a future pandemic crisis.

    “Governments from all over the world are making their countries, and our interconnected global community, more equitable, healthier and safer from the threats posed by pathogens and viruses of pandemic potential,” said Dr Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization. “I congratulate WHO‘s Member States for resolving to come together in the aftermath of COVID-19 to better protect the world from future pandemics. Their work to develop this global accord will ensure countries work better, faster and more equitably together to prevent and respond to the next pandemic threat.”

    The Pandemic Agreement and the resolution calling for its adoption will be taken up by the full plenary of the World Health Assembly on Tuesday, 20 May. Immediately after, there will be a High-Level segment featuring statements from Heads of States of multiple countries.

    “The WHO Pandemic Agreement is a demonstration of the shared desire by all people to be better prepared to prevent and respond to the next pandemic, with a commitment to the principles of respect for human dignity, equity, solidarity and sovereignty, and basing public health decisions to control pandemics on the best available science and evidence,” said the Honorable Dr Esperance Luvindao, Minister of Health and Social Services of Namibia, and Chair of the Committee A meeting that adopted today’s resolution. “The costs that COVID inflicted on lives, livelihoods and economies were great and many, and we – as sovereign states – have resolved to join hands, as one world together, so we can protect our children, elders, frontline health workers and all others from the next pandemic. It is our duty and responsibility to humanity.”

    The resolution sets out several steps for taking the world forward and preparing for the Pandemic Agreement’s implementation. It includes the launch of a process to draft and negotiate an annex to the Agreement that would establish a Pathogen Access and Benefit Sharing system (PABS) through an Intergovernmental Working Group (IGWG). The result of this process will be considered at next year’s World Health Assembly. Once the Assembly adopts the PABS annex, the Pandemic Agreement will then be open for signature and consideration of ratification, including by national legislative bodies. After 60 ratifications, the Agreement will enter into force.

    In addition, Member States also directed the IGWG to initiate steps to enable setting up of the Coordinating Financial Mechanism for pandemic prevention, preparedness and response, and the Global Supply Chain and Logistics Network (GSCL) to “enhance, facilitate, and work to remove barriers and ensure equitable, timely, rapid, safe, and affordable access to pandemic-related health products for countries in need during public health emergencies of international concern, including pandemic emergencies, and for prevention of such emergencies.”

    According to the Agreement, pharmaceutical manufacturers participating in the PABS system will play a key role in equitable and timely access to pandemic-related health products by making available to WHO “rapid access targeting 20% of their real time production of safe, quality and effective vaccines, therapeutics, and diagnostics for the pathogen causing the pandemic emergency.”  The distribution of these products to countries will be carried out on the basis of public health risk and need, with particular attention to the needs of developing countries and those supported through the GSCL.

    The Pandemic Agreement aligns with the International Health Regulations, amendments to which were adopted by governments at last year’s World Health Assembly to bolster international rules to better detect, prevent and respond to outbreaks.

    Dr Tedros thanked the Bureau of the Intergovernmental Negotiating Body (INB) that coordinated and facilitated the process to draft and negotiate the Pandemic Agreement. The WHO Director-General also praised the tireless work and excellence of the WHO Secretariat team that supported the Bureau and Member States, led by Dr Michael Ryan and Dr Jaouad Mahjour.

    “An immensely talented, experienced and driven WHO team was assembled to support the vision of governments to develop this historic Pandemic Agreement,” Dr Tedros said. “This group of individuals, representing so many countries and regions of the world, deserve enormous credit and thanks from the international community for what they have done to help make the world safer for future generations.”

    The INB was established in December 2021, at a special session of the World Health Assembly. WHO Member States were tasked to develop a convention, agreement or other international instrument under the WHO Constitution to strengthen pandemic preparedness, prevention and response. Members of the INB Bureau that guided the process were Co-Chairs Ms Precious Matsoso (South Africa) and Ambassador Anne-Claire Amprou (France), and Vice-Chairs Ambassador Tovar da Silva Nunes (Brazil), Ambassador Amr Ramadan (Egypt), Dr Viroj Tangcharoensathien (Thailand); and Ms Fleur Davies (Australia).     The NPC Standing Committee chairman noted that the Chinese side highly appreciates the long-term commitment of the Mexican Chamber of Deputies to the one-China principle and welcomes Mexico’s flexible participation in the joint construction of the Belt and Road Initiative.

    According to Zhao Leji, China welcomes deepening cooperation with Mexico in traditional sectors such as infrastructure construction, expanding cooperation in new sectors including electric vehicles, new energy and agricultural machinery, strengthening cultural and people-to-people exchanges, and expanding cooperation in education, think tanks and the media.

    Zhao Leji stressed that the Chinese National People’s Congress is willing to strengthen exchanges and maintain close coordination with the Mexican parliament.

    BEIJING, May 19 (Xinhua) — Chinese Foreign Minister Wang Yi on Monday called on China and Germany to deepen mutually beneficial cooperation and jointly oppose unilateralism and protectionism.

    Wang Yi, also a member of the Politburo of the CPC Central Committee, made the statement during a telephone conversation with German Foreign Minister Johann Wadephul.

    The Chinese diplomat congratulated his colleague on taking office, noting that Chinese-German relations go beyond bilateral relations in their significance and have an important impact on economic development and strategic stability throughout the world.

    Stressing that China and Germany enjoy a comprehensive strategic partnership, Wang Yi expressed hope that the new German government will remain committed to this status of bilateral relations and pursue a rational and pragmatic policy towards China.

    Wang Yi pointed out that the Taiwan issue is a matter of China’s fundamental interests. He expressed his belief that the German side will firmly adhere to the one-China principle, just as China once supported the reunification of Germany.

    Deepening mutually beneficial cooperation is a natural choice for China and Germany, whose economies are highly complementary, whose industries are deeply interconnected and whose interests are closely integrated, Wang said, stressing that both sides should not allow normal bilateral cooperation to be undermined in the interests of so-called risk reduction.
