    They discussed developments related to Ukraine, the Middle East as well as Venezuela. They also exchanged views on the follow up to the Summit of the Future as well as on issues related to Small Island Developing States, including and climate adaptation financing.

    The Justice Department today announced actions coordinated with the Department of State, Department of the Treasury, and other federal and international law enforcement partners to combat Russian money laundering operations. The actions involved the unsealing of an indictment charging a Russian national with his involvement in operating multiple money laundering services that catered to cybercriminals, as well as the seizure of websites associated with three illicit cryptocurrency exchanges.

    “Today’s actions highlight the Department’s continued disruption of malicious cyber actors and their criminal ecosystem,” said Deputy Attorney General Lisa Monaco. “The two Russian nationals charged today allegedly pocketed millions of dollars from prolific money laundering and fueled a network of cyber criminals around the world, with Ivanov allegedly facilitating darknet drug traffickers and ransomware operators. Working with our Dutch partners, we shut down Cryptex, an illicit crypto exchange and recovered millions of dollars in cryptocurrency.”

    “Every step cybercriminals take in their pursuit of money leaves another track that leads us to their doorstep,” said U.S. Attorney Jessica D. Aber for the Eastern District of Virginia. “And if you follow them on their path of greed, they will lead us to you.     According to court documents unsealed today in the Eastern District of Virginia, Russian national Sergey Ivanov, known online as “Taleon,” among other aliases, was charged with one count of conspiracy to commit and aid and abet bank fraud for providing payment processing support to the carding website Rescator, and one count of conspiracy to commit money laundering for laundering proceeds from the carding website Joker’s Stash. “Carding” is the unlawful acquisition of and trade in stolen credit and debit card information for fraudulent purposes. Ivanov allegedly operated for nearly two decades as a professional cyber money launderer, advertising his services to other cybercriminals on exclusive Russian-speaking criminal forums. Over the years, Ivanov’s laundering services and payment systems have catered to cybercrime marketplaces, ransomware groups, and hackers responsible for significant data breaches of major U.S. companies.

    Ivanov allegedly created and/or operated Russian payment and exchange services UAPS, PinPays, and PM2BTC, which provided money transfer and laundering services directly to criminals. Cryptocurrency blockchain analysis revealed that between July 12, 2013, and Aug. 10, cryptocurrency addresses associated with Ivanov’s alleged money laundering services conducted transactions totaling approximately $1.15 billion in value. Approximately 32% of all traced bitcoin sent to these addresses originated from other cryptocurrency addresses associated with criminal activity. For example, more than $158 million of bitcoin flowing into Ivanov’s addresses allegedly represented fraud proceeds, more than $8.8 million allegedly represented proceeds from known ransomware payments, and approximately $4.7 million allegedly originated from darknet drug markets. The U.S. Secret Service has obtained court authorization to seize domains associated with the UAPS and PM2BTC websites.

    The Rescator carding website allegedly sold stolen payment card data from U.S. financial institutions and personally identifiable information (PII) of U.S. citizens. For example, the website allegedly advertised the sale of data from up to 40 million payment cards and the PII of approximately 70 million people that had been stolen from a major U.S. retail victim in 2013. The breach cost the U.S. retail victim at least $202 million in expenses and caused damage to the U.S. retail victim’s customers, who became targets of identity theft by other cybercriminals. Ivanov allegedly provided payment processing support for the Rescator carding site through the UAPS and PinPays services for purchases made on the site using bitcoin.

    Additionally, Russian national Timur Shakhmametov, known online as “JokerStash” and “Vega,” among other aliases, is charged in the same indictment with one count of conspiracy to commit and aid and abet bank fraud, one count of conspiracy to commit access device fraud, and one count of conspiracy to commit money laundering related to his work in operating the carding website Joker’s Stash and laundering the proceeds. Joker’s Stash offered for sale data from approximately 40 million payment cards annually, totaling hundreds of millions of payment cards overall, and was one of the largest known carding markets in history. Estimates of its profits range from $280 million to more than $1 billion. Shakhmametov and others allegedly promoted Joker’s Stash and its products by advertising the Joker’s Stash website and its stolen payment card data on numerous online cybercrime forums.

    Separately, the U.S. Secret Service executed a seizure order from the District of Maryland against two website domain names used to support the cryptocurrency money laundering exchange “Cryptex.net.” According to court records unsealed today, Cryptex.net and Cryptex.one were associated with the administration and operation of Cryptex, which offers complete anonymity to Cryptex users by allowing them to register for accounts without providing know-your-customer compliance requirements. Like UAPS and PM2BTC, Cryptex advertised itself directly to cybercriminals.

    According to a company that provides blockchain analytics services to law enforcement, there have been more than 37,500 transactions involving bitcoin addresses associated with Cryptex, amounting to a total value of approximately 62,586 bitcoin, or $1.4 billion at the time the transactions were made. Of that amount, about 31% of the bitcoin sent, or $441 million, originated from cryptocurrency addresses associated with criminal conduct, including $297 million of fraud proceeds and more than $115 million of proceeds from ransomware payments. Nine percent of all bitcoin sent to Cryptex, or $162 million, originated from cryptocurrency addresses associated with services often used by cybercriminals. Further, 28% of all bitcoin sent from Cryptex was sent to companies or darknet markets sanctioned by the United States.

    The seizure of these domains by the government will prevent the owners and third parties from using the sites for money laundering. Individuals visiting those sites now will see a message indicating that the site has been seized by the federal government.

    As part of the coordinated actions taken today, our Dutch partners seized the servers hosting PM2BTC and Cryptex. Those servers have been taken offline at various locations around the world, and the Dutch have seized cryptocurrency from those servers worth over $7 million.

    In coordination with the department’s actions, other U.S. government agencies and foreign law enforcement partners are also taking related actions. The U.S. Department of State issued reward offers up to $11 million through its Transnational Organized Crime Rewards Program for information leading to the arrest and/or conviction of Ivanov and others involved in the operation of his money laundering services, and for Shakhmametov and others involved in the operation of Joker’s Stash. Treasury’s Financial Crimes Enforcement Network (FinCEN) issued an order that identifies PM2BTC as being of “primary money laundering concern” in connection with Russian illicit finance. Concurrently, Treasury’s Office of Foreign Assets Control (OFAC) sanctioned Cryptex and Ivanov.

    The U.S. Secret Service Cyber Investigative Section is investigating the case.

    Assistant U.S. Attorney Zoe Bedell for the Eastern District of Virginia is prosecuting the case against Ivanov and Shakhmametov. Trial Attorney Jeff Pearlman and Senior Counsel Jessica Peck of the Criminal Division’s Computer Crime and Intellectual Property Section and Assistant U.S. Attorney Thomas Sullivan of the District of Maryland are handling the investigation into Cryptex. The Justice Department’s Office of International Affairs also provided assistance in these matters.

    The Netherlands Police, Dutch Fiscal Information and Investigation Service, the International Cooperation Department of the Central Criminal Police of the State Police of Latvia, Europol, the National Cyber-Forensics & Training Alliance, the German Federal Criminal Police Office, and the UK National Crime Agency provided invaluable assistance.

    Responding to the announcement by Australia, Canada, Germany, and the Netherlands during the UN General Assembly yesterday that they will initiate legal proceedings that could lead to action at the International Court of Justice against Afghanistan for numerous violations of the UN Convention on the Elimination of All Forms of Discrimination against Women, Agnès Callamard, Amnesty International’s Secretary General, said:

    “The Taliban have made life for Afghan women and girls intolerable. They have erased them from all spheres of life and systematically stripped away their rights and dignity.

    “Amnesty International welcomes any steps by states to hold the Taliban accountable under international law for the widespread and institutionalised violation of women’s and girls’ human rights, which most likely amount to the crime against humanity of gender persecution.

    “The international community should pursue all available avenues to end ongoing pervasive human rights violations in Afghanistan, including through the International Court of Justice.

    “This is a vital step towards securing justice for violations, it should be complemented by other comprehensive efforts to address the full range of past and ongoing atrocities, including those against women and girls, that the Taliban and other state and non-state actors have committed throughout the continuous cycle of conflict in Afghanistan for more than 40 years.

    “The world must act in solidarity with the courageous women and girls of Afghanistan by advocating for their rights and holding the Taliban regime to account.

    Acting unitedly to accelerate the implementation of the Paris Pact for People and Planet (4Ps) agenda in support of an ambitious reform of the international financial architecture

    Just over a year after the June 2023 Summit for a New Global Financial Deal, the UN General Assembly’s High-Level Week provided an opportunity for world leaders to reaffirm their support for the 4P agenda to reform the international financial system. They also expressed their commitment to establishing a 4P Senior Officials Group that will play a strategic facilitative role in delivering ambitious outcomes for the upcoming major events in 2024, ahead of the 4th International Conference on Financing for Development in Seville in 2025.

    On this occasion, the United Kingdom, Mauritania, Togo, Seychelles, Gambia and Guinea Bissau joined the Compact, bringing the number of 4P member countries to 66. Just over a year after its launch, the 4P is now a vibrant network involving countries from all income levels and continents. It offers the international community a unique opportunity to work together in a spirit of solidarity and equality to develop constructive measures and overcome bottlenecks. Heads of State and Government welcomed the establishment of the Compact Secretariat (housed at the OECD as an independent body) and are committed to supporting its important role in implementing the 4P agenda.

    Numerous operational coalitions have been established under the Compact, enabling countries and interested stakeholders to work together in concrete ways to improve outcomes, including the Debt, Nature and Climate Review Process by International Experts, the Coalition for the Inclusion of Debt Suspension Clauses in the Event of Climate-Related Natural Disasters, the Global Solidarity Levies Task Force, the Global Roadmap on Biodiversity Credits, the Global Green Bonds Initiative, and the Coalition for Paris-Compliant Carbon Markets.

    Despite an increasingly difficult international context, encouraging results have been achieved, but greater efforts will be needed to accelerate progress. Accordingly, in the presence of the UN, WTO, OECD, and IMF, Heads of State and Government reaffirmed their commitment to work together, in accordance with the fundamental principles of the Pact and in synergy with other relevant initiatives, such as the Bridgetown Initiative.

    They have in particular:

    affirmed their commitment to accelerate efforts to increase the participation and representation of developing countries and emerging economies in the decision-making bodies of international development finance institutions and other international economic and financial institutions. They supported the ambition of the Brazilian G20 presidency to work towards a fairer system of global governance, in particular with regard to the reform of the international financial architecture; stressed the need to provide concrete solutions to alleviate the debt burden and vulnerabilities of developing countries, including through innovative instruments, such as debt-for-climate or environmental swaps or the adoption, based on good practices, of debt service conditions, including debt suspension clauses in the event of climate-related natural disasters, as well as solutions to address liquidity issues and a voluntary reallocation of Special Drawing Rights to increase fiscal space for countries most in need; affirmed their commitment to support the scaling up of concessional financing for the poorest and most vulnerable countries, including to ensure that the 21st replenishment of the International Development Association is successful; stressed the importance of cooperation to support multilateral development banks (MDBs) and international financial institutions in following the recommendation to achieve a “1:1” ratio for private finance mobilized by public resources, and they recognized the need to mobilize private financial flows for their common priorities by reducing the mismatch between real and perceived investment risks. To this end, Heads of State and Government recognized the need to work together to develop a roadmap and establish a constructive dialogue between regulators, rating agencies, private investors, States and other stakeholders to improve the transparency and accuracy of country ratings and risk assessments, including to maximize the risk reduction impact and the mobilization of private financing by MDBs, development finance institutions and bilateral donors; recalled the need to increase public financing from all sources, including by exploring the possibility of globally targeted levies and other measures to develop fairer and more efficient tax systems, and by further supporting capacity building and the sharing of expertise to increase domestic resource mobilization. To advance these priorities, Heads of State and Government will continue to coordinate their efforts with other members of the Compact and raise the level of ambition in all fora, in order to contribute to ensuring that the best possible outcomes can be achieved. be obtained at the COPs, the International Conference on Financing for Development and other major international events.

    Rachel Kyte will support ministers to increase senior international diplomatic engagement on climate and clean energy.

    Foreign Secretary David Lammy and Energy Secretary of State Ed Miliband have announced Rachel Kyte as the UK’s Special Representative for Climate. The role, previously left vacant for over a year, has been re-appointed under this administration as part of our ambitions to restore the UK’s role as an international leader on the climate.

    Ms Kyte is Professor of Practice in Climate Policy at the Blavatnik School of Government, University of Oxford and dean emerita of the Fletcher School of Law and Diplomacy at Tufts University. She has extensive international climate experience with previous roles including Special Representative of the UN Secretary-General and CEO of Sustainable Energy for All, World Bank Group Vice President and Special Envoy for Climate Change as well as Vice President for Sustainable Development at the World Bank and for Business Advisory Services at the International Finance Corporation.

    The announcement was made in New York in the margins of a discussion on ‘Accelerating Deployment of Clean Power: Building a Global Clean Power Alliance’, an event hosted by the Foreign Secretary and Energy Secretary.

    It is time to reach a diplomatic settlement that allows civilians on both sides of the border to return safely to their homes.

    Diplomacy cannot prevail in the midst of this escalating conflict.

    We therefore call for an immediate 21-day ceasefire along the Lebanese-Israeli border, to allow room for diplomacy to reach a diplomatic settlement in line with United Nations Security Council Resolution 1701 (UNSCR 1701), and the implementation of United Nations Security Council Resolution 2735 (UNSCR 2735) regarding a ceasefire in Gaza.

    We call on all parties, including the governments of Israel and Lebanon, to immediately endorse the temporary ceasefire in accordance with UN Security Council Resolution 1701 during this period, and to give a real chance to a diplomatic settlement.

    We are therefore ready to fully support all diplomatic efforts to conclude an agreement between Lebanon and Israel during this period, building on the efforts of the last few months, in order to put a definitive end to this crisis.

    The President of the Republic met with the President of the Palestinian Authority, Mr. Mahmoud Abbas, this Wednesday, September 25, 2024, on the sidelines of the United Nations General Assembly in New York.

    The President of the Republic first expressed his most sincere condolences to the President of the Palestinian Authority and to the Palestinian people in the face of the intolerable human toll among the civilian populations in Gaza and the West Bank.

    The President of the Republic subsequently welcomed the adoption by the UNGA of the Palestinian resolution on the ICJ advisory opinion on the illegality of the Israeli occupation, which France fully supported. He specified that Israeli colonization was a violation of international law that hindered any diplomatic solution and that must end as soon as possible. France remains determined to adopt new sanctions against violent settlers, in conjunction with its partners.

    The Head of State also reminded President Abbas that France’s priority remained obtaining an immediate and lasting ceasefire in Gaza, stating that this was the only possible way to free the hostages, protect the populations, allow unhindered access for humanitarian flows through all crossing points to civilian populations and work towards a political solution. He specified that only the two-state solution was capable of bringing a just and lasting peace to the Palestinians and the Israelis and of guaranteeing peace and security for all in the region. France continues to work on this with all the partners of the Arab Contact Group and with its international partners.

    In this context, the President of the Republic reiterated France’s full support for a strengthened and reformed Palestinian Authority, capable of exercising its responsibilities over all the Palestinian Territories, including Gaza. In this regard, he welcomed the formation of a new government and the work it has already accomplished in this regard. He also specified that he was passing on continuous messages to the Israeli Prime Minister so that Israel stops obstructing the transfer of revenues from the Palestinian Authority, which hinders the proper functioning of the Palestinian government.

    The Africa-France Summit 2026 will focus on solutions to address climate-related challenges, environmental preservation and the reform of the international financial architecture, topics on which the two heads of state are strongly committed. The Summit will also seek to encourage inclusive multilateralism, in line with the Paris Pact for People and the Planet and the Nairobi Declaration adopted at the end of the African Climate Summit.

    I want to begin by quoting someone who I wish was here tonight: my mom, Catherine Eugenia Finnegan Biden. (Applause.) Growing up, my mom had an expression. She had a lot of expression. She had a backbone like a ramrod. But my mom, she used to say, “Joey, remember, never bow, never bend, never yield, and never give up.”
    Folks, as I said yesterday at the United Nations, I recognize the challenges the world faces: Ukraine, Gaza, Sudan, Haiti, war, hunger, poverty, climate change. But my message to you tonight is this: We must never, ever, ever bow, bend, yield, or give up. And most importantly, we must never lose faith — lose faith in our abilities to do so much.
    I was first elected to the United States Senate when I was 29 years old, 280 years ago. (Laughter.) Since then, I’ve seen the impossible become — the impossible become reality, for real. I’ve seen the Berlin Wall come down. I’ve seen Poland leave the (inaudible) — I shouldn’t go on, I guess. But I’ve seen apartheid end. I’ve seen humanity pull together to prevent a nuclear war. I’ve seen war criminals and dictators face justice and accountability for human rights violations. And I’ve seen countries in the Middle East make peace. We must always remember.
    In America, I was (inaudible) — I spent a lot of time with Xi of China, and we were in the Tibetan Plateau, and it was one of my 90-some hours alone with him. And he looked at me; he said, “Can you define America for me?” This is an absolutely true story. He said, “Can you define America for me?” I said, “Yes. In one word: possibilities — possibilities.” (Applause.) We believe anything is possible. No, I really mean it. Remember, nothing is impossible.
    And, folks, look, in our time, we turn the page on the — on the — on a whole range of issues. We turned the page. Nothing is impossible, as I said, but we turned the page on the worst pandemic in a century. We defended Ukraine as a tyrant threatened to wipe it off the map. We made the largest investment in history to fight climate change, the existential threat to humanity.
    And, folks, time and again — and I mean this sincerely — time and again, our nation and our world found a way forward. But make no mistake: It didn’t happen by accident. Nothing was inevitable. It took people like all of you assembled here tonight refusing to give up, rejecting the forces that pull us apart, believing that change is possible, and fighting to make it so every single day. That’s what you in this room assembled have done.
    Ladies and gentlemen, that’s our change. Together, we can broker deals, end wars and suffering. We can stop the spread of disease and dangerous weapons alike. We can make AIempower people, not shackle them. We can cut our emissions and achieve our climate ambitions. We can leave our children, literally, a better world.
    That’s our obligation, and we can. We can do this.
    I can say to you — and I mean this sincerely — I’ve never more optimistic in my life because of all of you, and I mean it from the bottom of my heart.

  • MIL-OSI China: Chinese Film Festival launched in Slovakia to celebrate bilateral ties

    A Chinese film festival kicked off in Bratislava Wednesday evening, with Slovaks from all walks of life enjoying the first film “One and Only” with relish. 

    As one of a series of events celebrating the 75th anniversary of the establishment of the diplomatic relationship between China and Slovakia, the film festival is co-sponsored by the Chinese Embassy in Slovakia, the Slovak Ministry of Culture and the State Film Administration of China.

    Addressing the opening ceremony, Chinese Ambassador to Slovakia Cai Ge said that China-Slovakia relations have made great progress over the past 75 years, and films play a unique role in enhancing people-to-people ties between the two countries.

    He extended invitations to the Slovak people to visit China and experience in person the lives of the Chinese people and the development of China.

    Mario Maruska, State Secretary of the Slovak Ministry of Culture, said in his speech that this long-term mutual cooperation contributed to the development of material, intellectual and also spiritual wealth of the two countries, while “the persisting driving force of the rapprochement of our nations” is undoubtedly the area of cultural cooperation.

    Alzbeta Moravcikova, who has visited China herself, said she was touched by the Chinese young man’s unremitting efforts to pursue his dream depicted in the film “One and Only,” and watching films is one of the best ways to enhance mutual understanding between the two peoples.

    During the festival which will run until Sept. 28, the audience can also enjoy “The Wandering Earth II”, “B for Busy”, “Chang An”, “My Love Dunhuang”, “Nice View” and “Song of Spring” with Slovak or Czech subtitles.

  • MIL-OSI China: Sculpture of Laozi unveiled at Greece’s National Archaeological Museum

    A bronze sculpture of ancient Chinese philosopher Laozi (about 571 BC- 471 BC) was installed on Wednesday in Greece’s National Archaeological Museum in Athens.

    The artwork titled “Harmony between Humankind and Nature — statue of Laozi” was crafted by Professor Wu Weishan, who is curator of the National Art Museum of China (NAMOC).

    The sculpture, which won the gold medal at the 2012 Louvre International Art Exhibition in France, will be on display permanently here, engaging in dialogue with the museum’s artifacts, Wu said at an inauguration ceremony.

    “I am moved that the museum’s visitors will from now on be able to see a sculpture created by a Chinese artist,” Wu said.

    “It is our duty to bring closer our peoples via an honest and open dialogue,” Anna Vassiliki Karapanagiotou, general director of the National Archaeological Museum, said.

    “Dialogue between Chinese and Greek civilizations” was the title of Wednesday’s event and this dialogue is deepening in recent years thanks to many initiatives, Karapanagiotou said.

    The Greek Museum has collaborated with NAMOC to exchange exhibitions and more are planned in the future, she said.

    The is not the first piece by Wu to be displayed in Greece. In 2021, his sculpture “Socrates and Confucius: An Encounter,” depicting the two great philosophers of ancient Greece and China, was respectively installed at the Ancient Agora of Athens, a historic site at the foot of the Acropolis once serving as the social, political, and commercial hub of the city.

    The construction of the Core Array of China’s Five-hundred-meter Aperture Spherical Radio Telescope (FAST) started Wednesday, highlighting China’s growing potential in global radio astronomy research.
    As a proposed extension of FAST, the world’s largest single-dish radio telescope, the Core Array integrates 24 secondary 40-meter antennas implanted within 5 kilometers of the FAST site, said Jiang Peng, deputy director of the National Astronomical Observatories under the Chinese Academy of Sciences (CAS).
    The Chinese-designed array will combine the unprecedented sensitivity of FAST with a high angular resolution, thereby exceeding the capabilities at similar frequencies of next-generation arrays in the world.
    The FAST Core Array is estimated to be completed and put into operation in 2027.
    According to a study conducted by CAS, the Core Array will be equipped with advanced devices to improve the survey efficiency of FAST, whose broad frequency coverage and large field of view (FOV) will be essential to study transient cosmic phenomena such as fast radio bursts and gravitational wave events; conduct surveys and resolve structures in neutral hydrogen galaxies; monitor or detect pulsars; and investigate exoplanetary systems.
    Jiang said that once operational, the FAST Core Array could provide more possibilities for global radio astronomy research, owing to a wide range of potential scientific applications from cosmology to exoplanet science.
    Wednesday also marks the eighth anniversary of the launch of FAST. In less than a decade, FAST has already significantly expanded its astronomical observation capability, and the FAST Core Array is set to enhance its observational capabilities further.
    Jiang said observations made solely with FAST are like using a pencil to draw a sketch, while the FAST Core Array is akin to capturing the night sky with a digital camera.
    To date, FAST has identified more than 900 new pulsars since its launch in 2016. The number of new pulsars discovered by FAST is more than three times the total number of pulsars found by foreign telescopes during the same period.
    FAST started formal operations in January 2020 and was officially opened to the world in March 2021. The telescope provides astronomers around the globe with a powerful tool to uncover the mysteries and evolution of the universe.
    Since its formal opening to the global scientific community on March 31, 2021, FAST has facilitated over 900 hours of observations for research teams from 15 countries, including the United States, the Netherlands, and Australia, covering various scientific objectives.
    On April 6 this year, FAST reopened applications for observation projects for the 2024-2025 season, offering 1,600 hours of telescope time for freely applied projects.
    British astronomer Ralph Eatough said that opening up FAST to the world means that astronomers can now perform experiments that were previously not possible due to insufficient telescope sensitivity, with a prime example of this being the potential to detect pulsars located in external galaxies.
    Chen Xianhui, an academician at CAS, said, “FAST is helping mankind explore the origins, evolution, and structure of the universe, providing crucial observational data for understanding pressing scientific questions, while also serving as an important platform for international scientific exchange and collaboration.”

    Protectionism is detrimental to Europe’s competitiveness, and engaging in a trade war does not align with the interests of Europe or China, Chinese Foreign Minister Wang Yi said in New York on Tuesday.

    Wang made the remarks when meeting with French President’s Diplomatic Counselor Emmanuel Bonne on the sidelines of the UN General Assembly.

    Wang expressed hope that the European side will demonstrate sincerity and engage in serious consultations with China to resolve trade disputes in a mutually acceptable manner.

    China is committed to further deepening reforms comprehensively and expanding high-level opening-up, said Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, welcoming France to seize the opportunity to deepen and expand mutually beneficial cooperation between the two countries.

    Bonne said that France is willing to strengthen cooperation with China in areas such as artificial intelligence and the ocean, and to continue expanding bilateral investment.

    Europe and China can fully resolve differences through consultation and strive to avoid a trade war, he said.

    Noting that both China and France are independent major countries, Wang said that the two sides should continue to uphold mutual respect, cooperate with each other for mutual benefit, and enhance exchanges for mutual learning, so as to promote the continuous fruitful development of China-France relations.

    Barrot said that France always adheres to the one-China principle and is committed to strengthening cooperation with China, a position that will not change.

    Both France and the European Union do not wish to engage in a trade war with China and hope to find ways to achieve fair trade, said Barrot.

    Since its formal opening to the global scientific community on March 31, 2021, FAST has facilitated over 900 hours of observations for research teams from 15 countries, including the United States, the Netherlands, and Australia, covering various scientific objectives.
    On April 6 this year, FAST reopened applications for observation projects for the 2024-2025 season, offering 1,600 hours of telescope time for freely applied projects.
    British astronomer Ralph Eatough said that opening up FAST to the world means that astronomers can now perform experiments that were previously not possible due to insufficient telescope sensitivity, with a prime example of this being the potential to detect pulsars located in external galaxies.
    Chen Xianhui, an academician at CAS, said, “FAST is helping mankind explore the origins, evolution, and structure of the universe, providing crucial observational data for understanding pressing scientific questions, while also serving as an important platform for international scientific exchange and collaboration.”

    We, the leaders of the Group of Seven (G7), reaffirm our unwavering support for Ukraine today and in the future, in times of war and peace. As stated in the Leaders’ Communiqué issued at the G7 Summit in Puglia, together with our international partners, we remain committed to providing Ukraine and the Ukrainian people with military, budgetary, humanitarian and reconstruction support. We are also firmly committed to helping Ukraine meet its urgent short-term financing needs, as well as to supporting its long-term recovery and reconstruction priorities.

    We dispel any misconception that time is on Russia’s side or that Russia could prevail by causing Ukraine’s economic failure. Russia’s war of aggression has caused severe damage to Ukrainian cities and infrastructure. Today, we reiterate a range of commitments to neutralize its effects.

    First, under international law, there is no doubt that Russia has a responsibility to pay for the damage it causes. We reaffirm that, in accordance with all applicable laws and our respective legal systems, Russia’s sovereign assets in our territories will remain frozen until Russia stops its aggression and pays for the damage it has caused to Ukraine.

    Second, we commit to using our economic support to help Ukraine maintain macro-financial stability, repair and build critical infrastructure, including in the energy sector, stimulate economic growth, and foster societal resilience and the implementation of priority reforms. This will include, for example, improving the business climate, strengthening the fight against corruption, reforming the judiciary, and promoting the rule of law in the context of the European Union accession process. We will also provide support to Ukraine to promote the timely and transparent absorption of donor funds.

    Third, we continue to jointly implement the decision taken at the G7 Summit in Puglia to establish loans within the framework of the acceleration of the use of extraordinary revenues for Ukraine by the end of the year, in order to make available to Ukraine additional financing of approximately 50 billion US dollars. The servicing and repayment of these loans will be ensured by future flows of extraordinary revenues from the immobilization of Russian sovereign assets held in the European Union and other administrative territories. Part of this financing will be dedicated to military support for Ukraine. We will maintain our solidarity as part of our commitment to support Ukraine.

    Fourth, we will also continue to deliver on our vision by defining a strategy on Ukraine’s economic recovery and reconstruction, and by coordinating and directing our support in this regard through the Donor Coordination Platform for Ukraine. This will include mobilizing private sector contributions, leveraging funds from bilateral sources, the European Union and international financial institutions, and supporting Ukraine’s reform agenda in preparation for its accession to the European Union. We will continue to strengthen Ukraine’s human capital by addressing humanitarian needs and promoting social protection.

    Finally, we will continue to assess and monitor progress against these commitments through the meetings of the Donor Coordination Platform for Ukraine and the Ukraine Recovery Conference, the next annual edition of which will be hosted by Italy in 2025.

    In order to implement the above commitments, we will each endeavour to provide Ukraine with targeted bilateral support, in accordance with this Joint Statement and the bilateral security arrangements and agreements negotiated and concluded with Ukraine.

    As for Ukraine, it is committed to implementing its reforms in the areas of economy, justice, anti-corruption, good governance, defense, public administration, public investment management and law enforcement. These reforms are necessary and will be crucial to ensuring long-term support for the country’s reconstruction and recovery.

    Our message is clear: we remain firmly committed to the strategic objective of a free, independent, democratic, and sovereign Ukraine, within its internationally recognized borders, that is prosperous and capable of defending itself. We emphasize the importance of an inclusive and gender-responsive recovery and the need to address the different needs of women, children, and persons with disabilities, as well as other groups of the population disproportionately affected by Russia’s war of aggression. Through our collective support for Ukraine’s reconstruction and recovery, we will ensure that Russia fails in its goal of subjugating Ukraine, and that Ukraine emerges from this war of aggression with a modernized, vibrant, inclusive society and an innovative economy that can withstand Russia’s threats.     The eighth Pingyao International Film Festival opened in the ancient town of Pingyao in north China’s Shanxi Province on Tuesday evening, with nearly 60 movies from 22 countries and regions to be screened.

    All the works, from countries such as the United States, France, Portugal, Brazil, Italy, Mexico, Japan, Argentina, Columbia, Uruguay and Denmark, will make their debut on the Chinese mainland’s big screen, and nearly half of them will premiere globally at the festival with the theme of “Earth.”

    “In an era of technological transformation, looking back at our journey on earth will empower us to move forward,” Jia Zhangke, founder of the film festival and a renowned Chinese director, said while interpreting the theme.

    By screening excellent films from around the world, the festival focuses on discovering and promoting exceptional works by young directors, especially from emerging and developing countries.

    The festival will run until Sept. 30.

    Founded in 2017, the Pingyao International Film Festival is held annually in Pingyao, a UNESCO World Cultural Heritage Site.

    We, the Leaders of the Group of Seven (G7), reaffirm our unwavering support for Ukraine today and in the future, in war and in peace. As stated in the Apulia-G7 Leaders’ Communiqué, together with international partners, we remain determined to provide military, budget, humanitarian, and reconstruction support to Ukraine and its people and are strongly committed to helping Ukraine meet its urgent short-term financing needs and to assisting with Ukraine’s long-term recovery and reconstruction.

    We dispel any false notion that time is on Russia’s side or that Russia can prevail by causing Ukraine to fail economically. Russia’s war of aggression has wrought tremendous damage upon Ukrainian cities and infrastructure. Today, we reaffirm a series of commitments to counter its effects.

    First, Russia’s responsibility under international law to pay for the damage it is causing is clear. We reaffirm that, consistent with all applicable laws and our respective legal systems, Russia’s sovereign assets in our jurisdictions will remain immobilized until Russia ends its aggression and pays for the damage it has caused to Ukraine.

    Second, we commit to use our economic assistance to ensure Ukraine maintains macro-financial stability, to repair and build critical infrastructure including in the energy sector, to boost economic growth, to support social resilience as well as the implementation of priority reforms. These include improving the business climate, strengthening anti-corruption efforts, implementing the justice system reform and promoting of the rule of law within the context of the EU accession process. We will also support Ukraine to ensure rapid and transparent absorption of donor financing.

    Third, we are continuing our joint work to implement the decision made at the G7 Summit in Apulia to launch Extraordinary Revenue Acceleration (ERA) Loans for Ukraine by the end of the year, in order to make available approximately USD 50 billion in additional funding to Ukraine. The loans will be serviced and repaid by the future flows of extraordinary revenues stemming from the immobilization of Russian sovereign assets held in the European Union and other relevant jurisdictions. Part of these funds will be directed to military assistance to Ukraine. We will maintain solidarity in our commitment to providing this support to Ukraine.

    Fourth, we will continue to pursue our vision also by strategizing, coordinating and steering our support for Ukraine’s economic recovery and reconstruction through the Ukraine Donor Platform. This will include catalyzing private sector contributions as well as leveraging bilateral, European Union, and international financial institution funding, and encouraging Ukraine’s reform agenda in view of the country’s accession path to the EU. We will continue to support Ukraine’s human capital through our ongoing response to humanitarian needs and social protection.

    Finally, we will continue to assess and monitor progress on these commitments through Ukraine Donor Platform meetings and the annual Ukraine Recovery Conference, the next edition of which will be hosted by Italy in 2025.

    In order to implement the above-mentioned commitments, we will each work to provide Ukraine with specific, bilateral support aligned with this joint declaration and with the bilateral security agreements and arrangements that have been negotiated and signed with Ukraine.

    Met Sets Out New Strategy to Protect Children from Crime

    Today (Thursday 26th September) the Metropolitan Police has launched its new Children’s Strategy to keep children in London safe, build their trust and bring to justice those who abuse and exploit them.

    Around 2 million children live in London and the policing challenges they present are wide ranging: from a 13 year old being exploited and forced to transport drugs to an 8 year old growing up amid domestic abuse, or a violent 17 year old with a knife. In 2023, there were approximately 61,000 child victims of crime and 51,000 children who were suspected of committing a crime.

    This new five year strategy will ensure that police officers have the tools, systems and training they need to effectively manage the range of very different ways that children experience crime.

    As part of the strategy all officers will receive new training in childhood vulnerability and adultification bias. This training will ensure the force can effectively implement a “Child First” approach while continuing to take tough action where communities or individuals (including children) are put at risk.

    Metropolitan Police Commissioner Sir Mark Rowley said:

    “This is a major milestone in our mission to keep children in London safe from crime. It will give officers the training and support they need to recognise vulnerability and safeguard individual children, while ensuring that they can still effectively protect the public from criminal behaviour.

    “Importantly, the strategy also recognises what the Metropolitan Police has not always got right in the past: that in policing the line between vulnerability and criminality, we may have sometimes focused too hard on the criminality we can see, not the vulnerability that lies behind it. This does not mean a free pass for childhood criminality, rather it will ensure we are taking a “Child First” approach to policing which takes into account the unique needs of children impacted by crime and brings to justice those who exploit or abuse them.”

    London’s Deputy Mayor for Policing and Crime, Sophie Linden, said:

    “I welcome the Met’s new strategy to protect children from crime which will rightly place greater emphasis on recognising the vulnerabilities of young people as well as being able to respond appropriately to criminal behaviour.

    “Enhanced training for all officers will help ensure a “Child First” approach is embedded in policing in London – which the Mayor and I have long called for – and will fulfil a key recommendation from the Baroness Casey and HMICFRS reviews.

    “This new approach is an important step forward in the Met’s work to keep vulnerable young people in our city safe, rebuild their trust in the police and bear down on anyone who abuses or seeks to exploit them in our communities and online. The Mayor and I will continue to do everything we can to support the Met and key partners to build a safer, fairer London for everyone – where no child is left unprotected.”

    Anne Longfield, Executive Chair of the Centre for Young Lives and former Children’s Commissioner for England, said:

    “The Centre for Young Lives is pleased to have supported the development of this children’s strategy by providing the Met with the opportunity to hear the experiences and insights of children and young people.

    “Children want to be confident that the Met are there to protect and to serve them.

    In addition to new training for all officers, the Met will undertake work to improve relations between officers and children in London, as well as work better in partnership with agencies whose primary responsibility is to keep children safe. The Children’s Strategy also commits to:

    • Increasing the size of our child exploitation teams with an additional 72 officers across London;
    • Integrating trained schools officers into Neighbourhood Ward teams; and
    • Establishing a new Public Protection Referrals desk to identify children who are experiencing domestic abuse and help facilitate a multi-agency response.

    This is a moment of maximum danger.

    We are on the brink. The precipice. At a few minutes to midnight.

    We talk of the risk of full-scale regional war but the truth is we are already witnessing conflict on multiple fronts.

    In Gaza. In the West Bank. In Lebanon. And the Red Sea.

    The strikes in recent days have taken 550 lives in Lebanon. 

    The death of civilians, women and children. 

    The UN workers killed. 

    The Hizballah rockets that have killed Israelis are just the latest in the cycle of pain, anguish and loss.

    President, 

    As we face the abyss, this Council has a duty to speak with one voice.

     And we must say that the rockets must stop now. The air strikes must stop now. Talks must start now. With an immediate ceasefire on both sides now.

    It is time to pull back from the brink.

    President,

    A full-blown war is not in the interests of the Israeli or the Lebanese people.

     And that is why within hours of last week’s strikes I called for an immediate ceasefire between Lebanese Hizballah and Israel. 

    Since then, we’ve worked closely with the US and France to formalise a wider demand for the ceasefire and a political plan to implement it.

    And at the UN in New York, the Prime Minister and I have been urging our G7 and other partners to do the same.

    Our priority must be a political solution in line with Resolution 1701. It is our duty to do all we can to exert maximum diplomatic pressure so Israeli and Lebanese civilians can return to their homes. So lives can be saved. So security can return to Northern Israel and Southern Lebanon. So that daily life can begin to return.

    Now let me be clear.

    The United Kingdom condemns Hizballah’s attacks on Israel over the last 11 months, which have driven more than 60,000 people from their homes.

    There was no justification for these attacks.

    They have brought misery to ordinary people in Lebanon and Israel.

    And they have done nothing to end the conflict in Gaza or secure Palestinian statehood.

    And Iran, nothing justifies supplying weapons to terror groups in defiance of this Council. 

    We call on Tehran to use its influence and urge Hizballah to agree a ceasefire.

    For the people of Israel and for the people of Lebanon, a brilliant, multicultural and tolerant nation taken captive by an armed militia that puts itself before the Lebanese people, we must come together to bring this conflict to an end.

    In 2006, this Council acted in the interests of peace and security. All parties need to embody that same spirit today.

    By coming together, act now to bring this conflict to an end.

    To stop the cycle of destruction. 

    To stop the loss of yet more innocent lives. 

    And to stop this conflict from exploding into full-blown war and open a path to peace. 

    That is what we need.

    In Geneva, the management of student heterogeneity in secondary education I is reflected in the establishment of streams. At the end of primary education, students are directed into three distinct sections based on their performance.

    The justification for this organizational choice is based on the idea of more effective targeting of teaching that should lead to better learning. However, the results of the national COFO survey and the cantonal fundamental expectations tests (TAF) repeatedly show particularly weak performance in the least demanding groupings, including with regard to the acquisition of basic skills. The literature has shown that due to differences in teaching, separate systems organized into streams are of little benefit to students in difficulty. Placement in a low-level group can also have harmful effects on other dimensions that interact with academic skills and influence success. Thus, certain motivational and metacognitive skills of students such as the feeling of competence or interest in learning can be degraded.

    This SRED study, conducted during the orientation cycle, illustrates the mechanisms at work based on data collected from a large sample of 11th grade students, classes and teachers (2,700 students, 150 classes and 160 teachers). The separation into streams results in particular in lower learning opportunities and expectations in Mathematics and French for students in the least demanding streams. On the other hand, the teaching they receive differs little from the point of view of classroom practices. Multilevel analyses demonstrate that at a comparable initial level, learning opportunities and expectations have an effect on students’ final performance, as do certain practices such as the pace of lessons, the structuring of teaching and differentiation.

    A landmark AUKUS meeting will be held in the UK today as the Defence Secretary John Healey hosts counterparts from the US and Australia in London.

    • Landmark meeting as Defence Ministers from AUKUS partners meet outside the US for first time.
    • Negotiations set to commence on UK-Australia treaty to define defence relationship for decades.
    • Billions of pounds of UK exports expected to support Australian submarine build, with AUKUS to support over 21,000 UK jobs and helping to grow the economy.

    The meeting will be the first trilateral Defence Ministers AUKUS meeting to be held outside of the United States. Healey will host US Secretary of Defense Lloyd James Austin III and Australian Deputy Prime Minister and Minister for Defence Richard Marles to discuss the importance of the AUKUS partnership.

    It comes as the UK and Australia have agreed plans to commence negotiations on a bilateral AUKUS treaty between the UK and Australia. The treaty will establish the strategic and operational framework for bilateral cooperation under AUKUS with a focus on the core elements of the delivery of SSN-AUKUS.

    Given the importance of accelerating the design, build and delivery of SSN-AUKUS, Australia and the UK agreed these negotiations should occur at pace and with high priority.

    This first-of-its-kind treaty between the two countries could create a major UK trade boost – it is estimated that facilitating the SSN-AUKUS build in Australia will see billions of pounds of submarine components exported from the UK through our defence industry supply chains. The treaty will lay out the nations’ relationship on submarine co-operation, as work progresses on future conventionally-armed, nuclear-powered attack submarines for the UK and Australia. 

    The three-year anniversary of the landmark AUKUS partnership was marked this month, following shortly after a historic breakthrough in defence trade was reached between the UK, US, and Australia.

    The significant reduction in red tape will cover up to £500 million of UK defence exports each year, and billions of dollars of trade across all three nations, helping boost UK economic growth.

    In a further boost for the UK economy, it is estimated at its peak the future AUKUS attack submarine programme will have more than 21,000 people working on it at UK sites, with the work generating an additional 7,000 skilled roles.

    UK Defence Secretary, John Healey said:

    I’m proud to be the first UK Defence Secretary to host a meeting of AUKUS Defence Ministers in Britain.

    As AUKUS partners, we stand shoulder-to-shoulder in an increasingly unstable world. This is a partnership that will boost jobs, growth and prosperity across our three nations, as well as strengthening our collective security.

    I’m delighted that we will soon be commencing negotiations on a bilateral AUKUS treaty with Australia, which will help create a more secure and stable Indo-Pacific for decades to come.

    The treaty work comes off the back of a UK-Australia Defence and Security Cooperation Agreement being signed earlier this year, helping make it easier for our Armed Forces to operate together in each other’s countries and facilitate UK submarine crews visiting Australia as part of the AUKUS partnership.

    Since the AUKUS launch, nearly £10 billion of investment has been allocated towards UK nuclear work and infrastructure:

    • £4 billion to progress SSN-AUKUS UK submarines through design, prototyping and initial purchases.
    • £3 billion for new advanced manufacturing capabilities in Barrow-in-Furness and Derby.
    • £2.4 billion over ten years from Australia to boost Rolls-Royce infrastructure and to share costs on SSN-AUKUS submarine design.

    Through AUKUS Pillar 2, Australia, the UK and the US are pooling the talents of their defence sectors to develop at pace the delivery of advanced capabilities. Four UK companies have been selected by the UK’s Defence and Security Accelerator (DASA) to receive a share of £2 million of funding to develop solutions in electromagnetic targeting and protection.

    The competition was run to find low cost, disposable, high volume and highly autonomous electromagnetic technology that can detect enemy actions or protect against them.

    A major investment of over £1 billion in the redevelopment of Shotton Mill in Deeside, North Wales, will safeguard 147 jobs and create a further 220 when fully commissioned, the UK and Welsh governments have confirmed today [Thursday 26 September].

    Cabinet ministers from both the UK and Welsh government will visit the historic industrial centre of Wales to meet with members of Eren Holdings, who acquired Shotton Mill in 2021. There, they will hear more about the site’s transformation, which will turn the area into the UK’s largest paper manufacturing site.

    The announcement comes ahead of the Investment Summit next month which will make clear that the UK is “open for business” as the UK government resets relations with trading partners around the globe and creates a pro-business environment that supports innovation and high-quality jobs at home and supports our mission to deliver growth.

    The Welsh Government has provided nearly £13 million in funding alongside £136 million in support from UK Export Finance (UKEF), the UK government’s export credit agency.

    Business and Trade Secretary Jonathan Reynolds said:

    This is a massive vote of confidence in the Welsh economy and this government’s plans to make Britain the destination of choice for investments in the industries of tomorrow. This transformative investment will not only support local skilled jobs but raise living standards in the community.

    The deal being announced today is testament to what can be achieved when the Welsh and UK governments work hand in hand. 

    We’re also proud to celebrate National Manufacturing Day, where we recognise the tremendous innovations taking place right across the sector, not least here in Shotton Mill.

    Economy, Energy and Planning Cabinet Secretary Rebecca Evans said:

    This is excellent news for Deeside and the wider Welsh economy and is a prime example of how, through our commitment to a prosperous, green economy we are able to attract investment, and create good, sustainable jobs whilst reducing waste.

    Once fully operational, instead of transporting paper waste many hundreds or thousands of miles overseas to be processed it will be turned into recycled packaging here in Wales. This, alongside the nature of the technology, means a net reduction in carbon emissions equivalent to emissions from 190,000 homes a year.

    Our £13million support will help ensure this is delivered whilst safeguarding and creating local jobs and ensuring that the community is at the heart of the business’ success for many years to come.

    Eren Holding is a leading containerboard and corrugated cardboard manufacturer from Turkey and ranks among the leading producers in Europe. Their plans will see Shotton Mill become the UK’s largest paper-manufacturing campus, boosting UK paper production by recycling wastepaper which would otherwise go overseas or into landfill.

    The plant will produce nearly 100% recycled paper and will have an environmentally friendly production model as it purifies its own wastewater, recycles and reuses it in the system, helping to create good, highly paid jobs in the green industries of the future.

    UKEF supported by issuing a guarantee which allows HSBC and UBS to arrange debt financing for the project. 

    The Eren investment is expected to boost Welsh and UK exports in paper, with UKEF support offered on the understanding that Shotton Mill will export 10% of its turnover within 5 years. This is also expected to reduce UK reliance on imports of paper.

    Hamdullah Eren, Senior board member of the Eren Holding Group said:

    “Production at our new plant at Shotton Mill will be based on state-of-the-art technology, making this the most advanced paper campus in Europe. Our custom-built plant will deliver sophisticated and sustainable manufacturing solutions well into the 21st century. This is the first major Eren Holding cap ex project outside Türkiye and we are delighted to have chosen Deeside as an ideal location to meet our ambitions for growth. We are putting down deep roots on a site of historic industrial significance. We believe this new plant will bring prosperity, leadership in our industry, and long-term employment prospects that will be the pride of Deeside, Wales and Türkiye.”

    Northeast Wales is a key industrial centre, with Deeside being one of the largest industrial parks in Europe. Shotton steelworks once operated on site, with industrial activity at the Mill dating back over 100 years.

    The investment represents a new lease of life for the site and will support economic stability in Deeside and the North Wales area as both governments look to deliver long-term, sustainable, growth right across the UK.

    The announcement also falls on National Manufacturing Day as the government celebrates the nation’s first-class manufacturing industry. The UK government’s upcoming modern industrial strategy will back workers and give international investors the confidence they need to invest in Britain, creating jobs and growth across the UK.

    The UK remains an attractive destination for green investment and this announcement will help create jobs, grow the economy and export high-quality, sustainable goods around the world.

    • UK Export Finance (UKEF) is a government department which provides loans, guarantees, and insurance to help UK exporters access international trading opportunities. It is the UK’s export credit agency and works closely with the Department of Business and Trade.

    • UKEF’s support has come in the form of a financing guarantee issued under its Export Development Guarantee (EDG) product, which helps UK exporters to access high-value debt facilities.
    • A financial guarantee is an arrangement which can help a borrower to access debt financing such as loans and lines of credit. It involves a guarantor agreeing to ensure that the lender is repaid if the borrower defaults.
    • In this case, UKEF has provided an 80% guarantee worth £136 million covering a £170 million financing facility being made available by other institutions to Shotton Mill, with HSBC and UBS acting as arranging banks.
    • This is the second time that UK has used its EDG product to support an overseas business looking to increase its UK exporting capacity through an ‘invest-to-export’ arrangement.

    UK semiconductor firms producing vital technology from phone screens to surgical lasers are being backed in their efforts to scale up into large businesses and drive economic growth.

    The science Minister Lord Patrick Vallance has announced the 16 projects that will win a share of a £11.5 million pot – provided by Innovate UK – that will help drive innovation, as he opened an industry conference of G7 nations today (Thursday 26 September).

    Pioneering projects across the country will help take the UK’s thriving semiconductor industry to the next level as it further enhances everyday life – from more efficient medical devices to energy saving phone screens – and kickstart economic growth.

    This comes shortly before the Government’s International Investment Summit which will showcase the UK as a place to do business. Today’s move is yet another reason for business to choose the UK as a place to invest – as it is backing the industries of the future.

    A new report by Perspective Economics reveals the UK semiconductor sector, which includes over 200 companies in research, design, and manufacturing, is valued at almost £10 billion and could grow up to £17 billion by 2030.

    Semiconductors are small chips at the core of everyday technology from smartphones to renewable energy systems and this support will help to scale up domestic manufacturing and strengthen supply chain resilience, so the UK is fit for the future in a global industry.

    The funding comes as the G7 Semiconductors Point of Contact group kicks off with a stakeholder forum at major UK tech company Arm’s HQ in Cambridge, where member states, research organisations, and industry representatives are discussing key issues affecting the global semiconductor industry, like supporting early-stage innovation and sustainability.

    Science Minister, Lord Vallance, said:

    Semiconductors are an unseen but vital component in so many of the technologies we rely on in our lives and backing UK innovators offers a real opportunity to growth these firms into industry leaders, strengthening our £10 billion sector and ensuring it drives economic growth.

    Our support in these projects will promote critical breakthroughs such as more efficient medical devices that could significantly lower costs and faster manufacturing processes to improve productivity.

    Hosting the G7 semiconductors Points of Contact group is also a chance to showcase the UK’s competitive and growing sector and make clear our commitment to keeping the UK at the forefront of advancing technology.

    Among the funded projects, receiving a share of £11.5 million, is Vector Photonics Limited in collaboration with the University of Glasgow, which aims to enhance the power and cost-effectiveness of blue light lasers in everyday technology by using gallium nitride, a high-performance material. Blue lasers are key in devices like medical equipment, quantum displays and car headlights.

    Another project, led by Quantum Advanced Solutions Ltd with the University of Cambridge, is developing advanced shortwave infrared (SWIR) sensors which improve vision in critical sectors like defence, by supporting surveillance in challenging conditions in low-visibility environments, such as during adverse weather conditions or atmospheric disturbances. The project looks to simplify production using innovative quantum dot materials – tiny semiconductor particles that emit light at specific wavelengths – offering higher sensitivity and performance, cutting costs and making this advanced technology more accessible to multiple sectors including manufacturing and healthcare.

    The G7 Semiconductors Point of Contact Group, established under Italy’s G7 Presidency earlier this year, continues its mission to address issues impacting the semiconductor industry, including early-stage innovation, crisis coordination, sustainability, and the impact of government policies and practices.

    This meeting immediately follows the OECD Semiconductor Informal Exchange Network gathering, where countries and stakeholders shared strategies for strengthening global semiconductor supply chains and addressing shared challenges in the semiconductor industry.

    The UK is playing a key role in the OECD’s efforts to unite government and industry in navigating the complexities of the global chip supply chain.

Key findings here show that the UK already sees significant revenue from the sector and, by building on strong innovation, we can see significant opportunity to increase this together with our ~2% share of global semiconductor revenues; ultimately creating much more than the 86,000 jobs currently in the wider economy. The industry is set to grow rapidly in the next decade and the right mix of scale-up support and industrial policy can secure future growth of the UK semiconductor sector.
