    • On 16 October 2024, Thales officially handed over the final commissioned Ground Alerter (GA) 10 radar, from a total order of 17 GA 10 warning and alerting systems delivered to the German Armed Forces in Koblenz.
    • The GA10 is a portable C-RAM (Counter – Rocket, Artillery, Mortar) alert and impact zone early warning system for camp protection as well as dismounted operations in convoy protection
    • The radar system has already proven itself in asymmetric scenarios and saved numerous lives in the past.

    DITZINGEN / KOBLENZ — [16 October 2024] — In a ceremony held today at its Koblenz site, Thales handed over the final radar of a total of 17 Ground Alerter 10 (GA 10) warning and alerting systems for protection against indirect fire (WASI) to the Bundeswehr. In February 2021, the company was awarded the contract by the Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw) to supply an initial five systems, with the option for further systems, following a competitive tendering process. The contract, which in addition to the delivery of the systems also includes training, documentation and an initial supply of spare parts, was completed today with the handover of the last system on time and on budget and to the satisfaction of all parties involved.

    Eric Huber, Vice President Surface Radars Thales, commented “We are very pleased with this successful project completion on time and on budget, demonstrating Thales capabilities in camp protection and warning alerts. The GA10 contributes significantly to the protection of German soldiers during their important missions at home and abroad. Our Ground Alerter 10, manufactured in Ditzingen as a European military off-the-shelf product, draws on strong radar expertise and operational experience, and has already saved many lives in the past, and we are particularly proud of that.”

    The Ground Alerter 10 is a portable counter rocket, artillery and mortar (C-RAM) system for Force Protection. It is combat proven in various missions, such as convoy protection, camp protection and has saved many lives in the recent past. Its integrated alert network warns military personnel of missile and mortar threats by generating an acoustic and visual alert at the estimated impact point area. This takes place as soon as the trajectory indicates an imminent impact in the respective safety area and the system simultaneously provides reliable data on the firing position at an early stage to facilitate necessary countermeasures. To date, various GA10s are already in use to protect UN camps in North East and Eastern Mali, as well as by the French Forces in several out-of-area camps

    Easy to set-up, operate and transport, the GA10 is well suited for deployment in dismounted operations for convoy protection. Two people can accomplish en-camp/de-camp and only one person is required for system initialization and monitoring. Being the lightest system of its class and completely portable (only 1- or 2-men loads), re-deployment of the system is possible with protected vehicles or by helicopter. Mandatory for mobile operations, the GA10 prime power consumption only amounts to 350 Watts and facilitates battery-only supply.

    Expertise in radar technology

    At Thales Germany’s Baden-Württemberg site in Ditzingen near Stuttgart, tried-and-tested, highly mobile radars for ground and coastal surveillance are developed and manufactured that are used by armed and security forces worldwide for stationary or mobile protection of complex environments.

    Note to the editors

    The Ground Alerter 10 is a complete sense and warn system consisting of a UHF radar, an integrated alarm network with multiple wireless and wired alarm devices and an operating unit (ruggedized laptop).

    The radar system consists of the main elements:

    • Antenna (incl. GPS positioning system) with 6 m telescopic mast
    • electronic radar frequency control unit (RFC)
    • electronic signal processing unit (SPC)

    The power supply is also possible with a battery system. This consists of two 6-packs (6-fold battery arrangement) of Li-Ion batteries of the internationally used type BB2590 in a transport box that also serves as a charging station.

    With a corresponding interconnection (J-unit), the battery boxes can be alternately replaced during operation. The set of two boxes is sufficient to operate the radar for > 2×4 hours. The system is operated with a ruggedized laptop with a European keyboard via the VENUS operating software. The integrated alarm network selectively generates an audible and visual alarm only in the area of the point of impact.

    Lex explains in his own words: “In the World’s First Summer is a setting of James K. Baxter’s poem On the Death of Her Body, while Colour Grid is inspired by Paul Klee’s painting New Harmony. Falling Up was a tune that floated around in my head for about 5 years before I figured out how to write it down and keep the spirit of the song intact.  A number of the other pieces–Nana, Going Home, V’la L’bon Vent–are arrangements of folk songs from different traditions, while Huancavelica is a new composition inspired by such a tune. My arrangements of these songs are attempts to make sense of this music that reaches through time, and still manages to tell our stories. Bye Bye Blackbird brings us back to Miles and the end of his first quintet with John Coltrane… check out the version on Live from the Olympia and you’ll see the first glimmerings of his second quintet off in the distance, the same glimmering light that reached through time from 1967 to 1999, grabbed hold of me and never let go.”

    ‘In the World’s First Summer’ marks the debut recording of New Zealand-Canadian jazz trumpet player Lex French on the Justin Time label.  Hailed by Radio Canada jazz critic Stanley Pean as “an extraordinary trumpeter”, he is fast becoming a bright star on the Canadian jazz scene, and is a highly in-demand composer and arranger.

    This project takes inspiration from Miles Davis’s seminal second quintet in its approach, a group that has influenced so many musicians over the last 50 years. “When I was about 16 years old, in 1998 or ’99, I bought a copy of Miles Davis’1967 album, Miles Smiles,” says French, “and was immediately captivated. Ever since that first listen, I’ve wanted to lead a group that followed in the footsteps of Miles’s seminal second quintet. His quintet was a band that prioritised communication and improvisation, embraced lush and open harmonic soundscapes, and above all, placed the spirit of spontaneity at the center of everything. In order to play with such spontaneity and open lines of communication, it is important that each musician in the group is an exceptional musician in their own right. François Bourassa (piano), Morgan Moore (bass), and Jim Doxas (drums) are all improvising musicians of the highest order who can bring their individual and personal approaches to the music but also function as members of the group in order to create a whole that is great than the sum of its parts.”

  • MIL-OSI Global: Canada’s medical cannabis system changed but didn’t disappear after recreational legalization

    When Canada legalized recreational cannabis use on Oct. 17, 2018, there were concerns about the potential impacts. Would it trigger greater cannabis use, boost economic growth or otherwise affect the country’s health, safety and finances?

    Patients already using cannabis legally for medical purposes were especially concerned. They worried that recreational legalization might prompt physicians to stop authorizing cannabis treatments. Or that cannabis producers would abandon the small medical market to pursue the larger recreational one.

    After recreational legalization, the medical cannabis system did see declines. Between June 2018 and December 2022, the number of registered patients fell 32 per cent, while product sales fell 29 per cent. Some people thought the medical cannabis system had failed or become obsolete.

    As someone who studies the business aspects of cannabis legalization, I wondered about these issues, too. It wasn’t clear how patients, producers or health-care providers would react to recreational legalization. Legal medical use itself had only become accessible a few years earlier.

    Accessing medical cannabis

    Canada began allowing medical use of cannabis in 1999. But it remained difficult to get until regulations changed during 2014-15.

    The new rules allowed any physician to authorize patients to use cannabis. Those patients could then register to buy products online from licensed cannabis producers. Online orders could not exceed a 30-day supply.

    (Instead of buying cannabis products, some patients grew their own plants instead. My research hasn’t examined that.)

    Under this new procedure, the number of patients registering to buy cannabis soared. They grew from 7,914 in June 2014 to 330,344 in June 2018, nearly one per cent of Canada’s population.

    However, registration levels differed greatly between provinces. In June 2018, registrations represented almost three per cent of Alberta’s population, versus only 0.1 per cent of Québec’s.

    Interestingly, less than half of registrants bought medical cannabis in any given month. Perhaps they simply didn’t need the full dose. Or maybe they found it too expensive, inconvenient or ineffective.

    June 2018 was also when the federal government passed its new cannabis legislation. The law took effect in October 2018, when recreational sales of dried cannabis and cannabis oils began. After initial product shortages were overcome, recreational cannabis sales grew rapidly as more stores opened, even during the COVID-19 pandemic. Consumer choice expanded in December 2019 when edibles and vapes became available.

    This is where my new study came in. I analyzed government data on patients’ use of Canada’s medical cannabis system between 2017 and 2022. This included how many patients registered, how often they placed orders, and how much cannabis they bought.

    Evolving system usage

    I found that as soon as parliament passed the new cannabis law, medical registrations began slowing down, despite recreational legalization still being four months away.

    But the response differed noticeably between provinces. For example, registrations kept growing steadily in Québec but plummeted rapidly in Alberta. Other provinces were in between.

    My data doesn’t say why those changes occurred. Perhaps Alberta, with its copious cannabis clinics, had many patients only mildly interested in using cannabis medically. Conversely, maybe Québec was still catching up with other provinces on medical use.

    When recreational sales started in October 2018, patient registrations seemed unaffected. Their average purchase sizes didn’t change either. But they bought medical cannabis slightly less often.

    This might have been due to retail convenience. At that time, medical producers and recreational stores were selling similar products: dried cannabis and cannabis oils. So, perhaps some patients started topping up their supplies occasionally at recreational stores but saw no reason to leave the online medical system completely.

    When edibles and other processed products began selling in December 2019, registrations dropped further. But the patients who remained bought medical cannabis slightly more often and in increasingly larger quantities.

    Product selections might explain this patient split. Perhaps producers with good edible products retained their customers and received larger orders from them. Conversely, maybe medical producers offering few edibles lost their patients to the recreational shops and their vast product assortments.

    In summary, Canada’s medical cannabis system experienced big changes after recreational legalization. But it didn’t disappear.

    Will other countries see similar outcomes if they allow recreational cannabis?

    A changing world

    In Europe, for example, The Netherlands is experimenting with recreational sales. Meanwhile, Germany has legalized recreational use but not retail sales. Will those countries experience medical cannabis changes like Canada did?

    Conversely, some countries barely tolerate even medical use. It is very difficult to legally obtain medical cannabis in the United Kingdom, for example, much like in Canada 20 years ago. And France has only conducted a few medical cannabis trials.

    Other countries, like Australia and New Zealand, are somewhere in between. They’re seeing rapid growth in legal medical use and illegal recreational use, but haven’t legalized recreationally. That’s roughly where Canada was 10 years ago.

    Will Canada’s medical and recreational cannabis experiences make these other countries more interested in legalization, or less? Either way, I hope they can learn from our experiences as they chart their own cannabis paths.

    Oscar winner Torill Kove’s new Mikrofilm/National Film Board of Canada animated short Maybe Elephants makes its much-anticipated US debut this month at three southern California film fests: the Newport Beach Film Festival (Oct. 17–24), Animation Is Film (Oct. 18–20) and AFI FEST in Los Angeles (Oct. 23–27).

    Maybe Elephants marks the fourth collaboration of the NFB and Norway’s Mikrofilm AS with Montreal-based animator Torill Kove—a stellar run of animation excellence over two decades, encompassing three Academy Award-nominated shorts, including her 2007 Oscar winner, The Danish Poet.

    A playful and loving autobiographical homage to family, adolescence and the therapeutic power of memories, however unreliable, Maybe Elephants reunites the cast of Kove’s previous Oscar nominee, Me and My Moulton.

    “I see this film as a sequel to my 2015 short Me and My Moulton, which was a semi-biographical snapshot of my family in the 1960s, when my sisters and I were under 10 years old and my parents were young and hip. In Maybe Elephants, I’m revisiting the same family. I think everybody has at least one important story. It can be catastrophic, like a war, or romantic. Maybe Elephants is my story, and it goes like this: we were a happy family and then our parents left us,” says Torill Kove.

    Maybe Elephants arrives in the US after a world premiere at the Annecy International Animation Film Festival in France and its North American premiere at the Toronto International Film Festival, which was followed by an Official Selection in the Narrative Short Film Competition at the Ottawa International Animation Festival.

    The Spark Animation festival in Vancouver, British Columbia (Oct. 31–Nov. 3), is presenting its Lifetime Achievement Award to Torill Kove in recognition of her outstanding contributions to the field of animation, and honouring Maybe Elephants with its Canadian Film Prize.

  • MIL-OSI Australia: New monitoring team for violations of UN sanctions on North Korea

    Australia is joining international partners to strengthen efforts to hold North Korea to account for violations and evasions of UN Security Resolution sanctions.

    Australia, Canada, France, Germany, Italy, Japan, the Netherlands, the Republic of Korea, New Zealand, the United Kingdom and the United States have committed to establishing a member state-led Multilateral Sanctions Monitoring Team (MSMT) to monitor and highlight North Korea’s sanctions non-compliance.

    This follows Russia’s March veto of the renewal of the mandate of the Panel of Experts (PoE) under the Security Council Committee established pursuant to resolution 1718. The PoE was responsible for reporting on North Korea’s non-compliance with sanctions.

    Despite Russia’s obstruction, all North Korea-related UN Security Council resolutions remain in effect and all UN Member States are required to implement them.

    North Korea’s ongoing pursuit of weapons of mass destruction and their delivery systems undermines international non-proliferation efforts. Its actions are contrary to Australia’s interest in an open, stable, and prosperous Indo-Pacific.

    North Korea’s malicious cyber activities pose serious national security and economic risks and threaten the security and stability of the online environment.

    North Korea’s supply of arms and related materiel to Russia, in support of Russia’s illegal war against Ukraine, directly violates United Nations Security Council resolutions and increases the suffering of the Ukrainian people.

    Australia will continue to work with our partners to uphold international rules and norms and support global non-proliferation efforts to promote a safe and secure region and world.

  • MIL-OSI Australia: Interview with Stacey Lee, FIVEAA Afternoons

    STACEY LEE, HOST: You know all about the Premier’s plan to ban children under 14 from social media. Well, today the Federal Government has announced that the onus will be on the platforms to enforce this ban. It won’t be up to parents or young people to try and navigate the rules, and they won’t be getting fines and penalties themselves for it. Michelle Rowland is the Minister for Communications and joins me in the studio. Good afternoon Minister. 
     
    MICHELLE ROWLAND, MINISTER FOR COMMUNICATIONS: Hi there, great to be here. 
     
    LEE: Thank you so much for your time. Really appreciate it. So how is this going to be enforced, you know? How’s Facebook and Instagram going to know the onus is on us and we need to make sure we’re doing it? 
     
    ROWLAND: Well, what we announced today are the legislative design principles. The Government has committed to introducing legislation this year to have a minimum age for access to social media. And part of that legislative design is that the onus is going to be, exactly as you say, on the platforms, not on the users. We don’t want to penalise children or parents. We want the platforms to do better, and we’re going to do that in a couple of ways. The first is around incentivising them to create low-risk apps and low-risk spaces that people can access at certain ages. Because we know that some of these platforms, they really are designed to keep people’s eyes on their on the feed, and people doom scrolling; the infinite scrolling that occurs, that screen time addiction is really an issue that impacts not only on mental health, but on physical wellbeing. So, the onus is going to be on the platforms. 
     
    We are going to not have penalties applying to individual users or parents. So, by having higher penalties as well. Currently the Online Safety Act has a penalty regime which really hasn’t been designed to be fit-for-purpose. And when you have fines for these big tech platforms, that are less than $1 million, you really have to …
     
    LEE: A drop in the ocean, really.
     
    ROWLAND: It really is not fit-for-purpose.
     
    LEE: So what will the fines be? 
     
    ROWLAND: We’ve got that under review at the moment, under the Online Safety Act review, that’s being done independently. I’m going to have the results of that in the coming weeks. But I think it’s fair to say that if your listeners think about the fines that go to breaches of competition rules, for example, and other areas of the corporate world, you really need something that is commensurate with the size and is really going to incentivise better practice.

    When you’re talking about social media platforms that have revenues in excess of nations, it really does need to be large to be a good incentive. So we’ll get the advice on that, and we fully intend to act on that.
     
    LEE: Are they multi-millions, tens of millions?
     
    ROWLAND: Well, I think when you start talking percentages of revenues, which is the kind of penalty regime that is in competition law, for example, you start to get a better idea of what we’re talking about here.
     
    LEE: Okay. 
     
    ROWLAND: In Australia we’re fortunate that we do have an existing legislative structure. So what we’re proposing here is an amendment to the Online Safety Act. We’ve got a regulator in the eSafety Commissioner who’s going to provide that oversight. This isn’t a set and forget: we’re going to continue to monitor this as well.
     
    Your Premier, Malinauskas, also made a really useful announcement today about having this kind of training in schools. And the Federal Government really supports that. We’ve got our own initiatives through the Alannah and Madeline Foundation, meaning that schools can access these online tools for media literacy.
     
    Because let’s face it, I’m sure your listeners will agree, there’s no magic pill here. It has to come at a number of angles. It has to come at device management, but also the kind of content that is being pushed and also an educative component. So all these things coming together, I think, are very positive.
     
    LEE: So it sounds like there’s still a lot to be worked out, and it sounds like the review is key to that, because I must admit, when I read the change today, or the announcement today, I looked at it – I had to re-read it and re-read it, and I went, is this a bit of an announcement you make when you really don’t know what announcement to make?
     
    ROWLAND: Well, let’s be clear: we’ve announced that we are going to legislate this year. We are taking solid advice from the experts, and the Summit has been a really good source of that. Because, let’s face it too, there is no single agreement on what an age should be, so there’s going to be disagreement about that. 
     
    But we want the decision we make to be evidence-based. That will be in the legislation. So there is a bit to work through here. But I do want your listeners to understand that this work is ongoing. It builds on a lot of work that’s already been done. But the fact that we are going to introduce legislation this year, I think, gives a really good indication that this is serious reform, and we’re determined to make it happen. 
     
    LEE: Yeah. How would it interact with the State legislation? Of course, Premier Peter Malinauskas has said he wants the ban to be in place for children under 14. What if your review comes back and its children under 15? Where would South Australian kids sit, would it be 15 or 14? 
     
    ROWLAND: It’s a really good question. And I think the good thing about Premiers Minns and Malinauskas, they’ve said they want a national regime here, so they’re willing to look at all the evidence. The French report was very useful in that, in providing a good basis for how this reform could be achieved. But all of us are on the same page here: we all want an age to be specified. It needs to be an age based on evidence. And both premiers have actually said they want a national approach, and I think that’s what all of your listeners want. You don’t want fragmented ages in different States and Territories. It just doesn’t work.
     
    LEE: So it’ll just be the one piece of Federal legislation.
     
    ROWLAND: Correct.
     
    LEE: Okay.
     
    ROWLAND: And both of them have made it very clear that they want the Commonwealth to lead in this area. The Albanese Government is determined to do that.
     
    LEE: What about things like Instagram Teen? They announced that about a month or so ago. The Premier was asked about it on 5AA this morning by our Brekky show, Dave and Will. Here’s what he said.

    PETER MALINAUSKAS, SA PREMIER: Look, what Instagram are doing there is to their credit, and I think it’s in response to the rising level of concern amongst parents. But what- you know, Instagram is certainly one of the services that is, I think, lined up for an age limit to be applied to them.

    LEE: So it’s not really an answer there. But with Instagram Teen, of course, it’s sort of a specific social media account that they want for teenagers. Would that also fall under this? Or would there be a ban that just says no, teenagers aren’t even allowed a teen account of Instagram?
     
    ROWLAND: Well, first we welcome any move by the platforms to make their services safer. And Instagram Teens has been produced coincidentally after the Government announced that we were going to legislate. Whether that’s coincidence or whether that was somehow …
     
    LEE: Maybe they were just planning on doing it anyway.
     
    ROWLAND: Perhaps. But either way, it is a good result. But it doesn’t obviate the need for action in this area. Let’s remember, Instagram is just one platform. It’s not all platforms.
     
    But again, talking about the kinds of exemptions that could apply here, if the platforms are developing low-risk options, that’s what parents want to see. They want to see safer spaces for their kids. We know that we’re on the second generation now of digital natives. Social media is a part of all their lives. It does have some really good qualities, but it’s the harms that we need to deal with. And if we can get low-risk options, then that is a positive thing.
     
    LEE: How far will the legislation go? Because I guess this is dealing with the issue now, and it’s an issue that we’re all in because technology has advanced so quickly. And I didn’t have a mobile phone when I was in primary school and there certainly wasn’t social media, but now kids do.
     
    What about if the legislation is in place, if there is a specific age where it’s banned, if Instagram and then Facebook come out with teen accounts, will you then legislate for, I guess, an off-boarding where the kid turns 18 and then they have complete control of their accounts? Or what happens? When do they transition into being an adult on social media? Is that something you’re looking at as well?
     
    ROWLAND: We certainly are. And by legislating an age, we are thereby saying, look, this is the age where we believe there needs to be some controls. Beyond that age, let’s face it though, you might have your birthday, but the harms don’t end.
     
    The issue is, you will continually be fed content depending on what you’re doing if you reach a certain age. So we’re addressing them at both sides. We’re looking through our Online Safety Act review at recommender systems, for example. I’ve instituted rules about the need to take the best interests of the child into account when apps and other platforms are being designed.
     
    I think the key thing here is to ensure that we don’t have a set and forget. Legislation happens; it’s not job done. There really is going to be an ongoing requirement to monitor this, how it’s working. We’ve now got some of the first data that’s coming in, and your listeners will be familiar with some of this data around some of the correlations between social media use between hospitalisations, eating disorders, for example.
     
    LEE: Eating disorders, yeah.
     
    ROWLAND: This needs to be continually monitored. So, I want to be clear to your listeners, this is not a set and forget. This is something the Government is committed to, ensuring it remains fit-for-purpose. The regulations in place change accordingly with technology, and we can understand whether or not it’s working. But I’ll say this: doing nothing is not an option.
     
    LEE: Okay. And just finally, a timeline. When’s this all going to be in place? When will it be real?
     
    ROWLAND: We’re going to introduce the legislation this year. We hope that it gets support right across the Parliament so it can get through expeditiously and we can have that in place. We’re setting a transition period of a year. But again, as you saw with Instagram Teens, when technology or any industry sees that regulation is on the horizon, it does, in itself, provide an incentive to do better. So, the message to the platforms is: do better. We are going to legislate. But again, we want to incentivise the industry to make sure that they create safe spaces for young people.
     
    LEE: Okay. Well, we’ll see how it goes, Minister. Thank you so much for your time today.

  • MIL-OSI China: Paintings explore odyssey of vision

    Gazing at the paintings of Chang Shuhong (1904-94), founding director of the Dunhuang Academy, people can still feel the fundamental draw of the Mogao Caves that brought him back from France in the 1930s, leaving behind a prospect of an emerging classical oil painter.

    The following five decades saw him immerse in the charm of the treasure trove of Buddhist murals and painted sculptures as a wholehearted protector of the grottoes in the Gobi Desert of Northwest China.

    His later works, therefore, were largely influenced by murals in the Mogao Caves of Dunhuang, Gansu province — a UNESCO World Heritage Site — and a more down-to-earth, local artistic expression of China popular at that time, says Zhang Yiqing, research librarian at the Zhejiang Provincial Museum in Hangzhou, Chang’s hometown.

    In commemoration of the 120th anniversary of Chang’s birth, some of his oil paintings, watercolors and sketches are on show at the museum through to Sunday.

    The exhibits also include Chang’s copies of the murals in the Mogao Caves, as well as zhongcai (heavy-color) paintings, an important genre of Chinese painting with fine, precise delimitation and the layering of pigmented hues.

    Through Chang’s own depiction, the exhibition gives a display of early conservation efforts of the Dunhuang Academy, while tracing Chang’s artistic exploration and achievements before and after he went back from France.

    Chang was born in Hangzhou, a warm, wet and picturesque city along the lower reaches of the Yangtze River. In his early 20s, he went to France to study oil painting and fabric pattern design.

    His graduation work at the Ecole Nationale Superieure des Beaux-Arts de Lyon, Portrait of Madame G, ranked top among his peer graduates. He later entered the prestigious Ecole Nationale Superieure des Beaux-Arts in Paris with a scholarship funded by the city of Lyon.

    In France, Chang was active in salons, official art exhibitions sponsored by the French government. Having received several awards, some of his works were included among the collections of French cultural and artistic institutions, such as the Centre Pompidou in Paris.

    An encounter on the bank of the Seine changed his life.

    From a bookseller Chang got to read French explorer and Sinologist Paul Pelliot’s photo catalog, the six-volume Les Grottes de Touen-Houang (The Grottoes of Dunhuang). He then visited the Guimet Museum, or the National Museum of Asian Arts, to see the relics of Dunhuang taken by Pelliot.

    Chang marveled at the beauty and profoundness of the caves, first built more than 1,600 years ago, while mourning the loss of or damage to the cultural relics.

    He then made up his mind to go back to his home country and devote his life to the preservation of the grottoes and the promotion of Dunhuang studies.

    Chang came back in 1936. Amid the War of Resistance Against Japanese Aggression (1931-45), he managed to arrive in Dunhuang after a month’s arduous journey in 1943 and prepared for the establishment of what is known today as the Dunhuang Academy.

    This year also marks the 80th anniversary of the founding of the academy, which currently oversees the Mogao Caves and several other relics sites in Gansu.

    In the late 1990s, Chang’s second wife Li Chengxian (1924-2003) and their children donated more than 200 paintings of Chang to the Zhejiang Provincial Museum, a small part of which are displayed at the museum’s permanent Chang Shuhong Gallery.

    Zhang, who is also curator of the ongoing temporary exhibition, says its more than 80 paintings serve as a larger presentation of Chang’s works housed at the museum, alongside the collection of Shanghai-based Long Museum and the private collection of Chang Jiahuang, Chang Shuhong’s second son.

    Sincere creativity

    With his subtle brush, Chang Shuhong recorded the Mogao Caves and the Dunhuang city in different seasons: the trees and blossoms in spring; the frozen Daquan River in front of the caves during winter, children playing on ice, a white stupa in the distance; and birds in snow against the backdrop of the landmark timber-structured nine-floor building that houses the tallest statue of Maitreya Buddha, or the Buddha of the Future, at the Mogao Caves.

    Upon his arrival, Chang Shuhong and colleagues pioneered a systematic conservation of the relics, planting trees and building protective walls, reinforcing the cliffs, constructing pathways, cleaning up the caves buried in sand, investigating and numbering them. Many of his paintings feature these efforts carried out at the windy and sandy Gobi Desert.

    He also depicted several times the bustling temple fair in front of the caves, falling annually around the eighth day of the fourth month on the Chinese lunar calendar, in celebration of the birthday of Siddhartha Gautama (better known as the Buddha).

    During the nine years in France, Chang Shuhong focused mainly on classical realistic oil painting, constantly exploring what could possibly become a “Chinese style of oil painting” and integrating it with his generation of artists’ reflection of life and concern about society.

    Hence, the art of Dunhuang particularly resonated with Chang Shuhong, as it was, in his own words, “created by ordinary people and for the ordinary people”. He saw in it exuberant, sincere creativity that he realized would have a significant impact on the creation of art in the coming decades, Zhang says.

    Two paintings of fresh produce Chang Shuhong created in different periods exemplify his transformation in artistic style. One was painted in 1933 in Paris, displayed at the Chang Shuhong Gallery, and the other in 1976, on show at the temporary exhibition.

    The earlier painting, conforming to the classical style, is overall of a gray tone with low saturation, whereas in the latter one, the painter used bold and clear lines, large red and green blocks to create striking contrast, though like before, the fish glisten in subtle light.

    Zhang adds that such transformation reflects the influence of the art of Dunhuang.

    Highlights of the exhibition also include one of Chang Shuhong’s facsimiles of a mural from Cave 254, dating back to the Northern Wei Dynasty (386-534), depicting a well-known piece of the Jataka tales, narratives of former incarnations of the Buddha. In his lifetime, Chang Shuhong copied this mural many times.

    He once wrote, the creators of this mural, featuring Prince Sattva sacrificing himself to feed a hungry tigress, so cleverly and skillfully combined different scenes of different times in the space of a single picture — his trip to the jungles, his offering of his own blood and flesh to the tigress, as well as his two brothers’ discovery of his remains, their grief, and how they bury their sibling and build a stupa for him.

    A solemn and heavy atmosphere is strengthened with the lines and colors, the contours and content, as well as the deep brown hue, he added.

    Chang Shuhong wrote in 1948 that conservation of the caves required detailed, accurate and systematic facsimile of the murals with a faithful attitude, which is a matter of patience and sacrifice of one’s own style and personality. His devotion to protecting the Mogao Caves largely cut down the time and effort paid to his own painting.

    In 1951, staff members of the academy co-authored an article introducing their facsimile project, which said that over the past four decades, many of the murals presented in Pelliot’s photo catalog had been destroyed or faded. With limited scientific knowledge and facilities, facsimile had become their priority and urgency.

    According to Chang Jiahuang, since the 1950s, his father had been frequently inviting art majors from across the country to copy the murals and sculptures of the Mogao Caves, while learning the traditional arts of Dunhuang.

    In 1979, he also replicated the mural featuring Prince Sattva of Cave 254, when he and a dozen classmates at the Lanzhou-based Academy of Fine Art and Design of Northwest Normal University joined this program under the strict supervision of his father, who, nevertheless, would sometimes visit them without notice late at night in the caves where they were working, bringing pears he himself grew.

    Chang Jiahuang says: “It was only after a long time that I learned from my father’s memoir why he had such an attachment to this mural and why he wanted me to copy it.

    “During his most difficult times, this painting inspired him, generating courage for him to persevere. In those three months, I deeply felt the dedication of ancient painters of Dunhuang and my own parents.”

    This year also marks the 100th anniversary of his mother’s birth, who joined in the research and conservation of the Mogao Caves in 1947. In April, the son donated their family’s 1,500 boxes of belongings to Zhejiang University, his father’s alma mater, for research and digitalization.

    Embracing technology

    As early as in the 1980s, Chang Shuhong had foreseen the potential of digitalization in cultural relics conservation.

    Pan Yunhe, academician at the Chinese Academy of Engineering and former principal of Zhejiang University, who joined the initial digitalization exploration of the Mogao Caves, recalls his first meeting with Chang Shuhong in 1982.

    At that time, Chang Shuhong was among the jury of Pan’s first academic program, which pioneered in generating patterns with artificial intelligence. Chang Shuhong expressed interest in preserving the murals of Dunhuang with a digital approach, visiting Pan’s laboratory and discussing the feasibility.

    “He was open-minded and very sensitive to new things. Ahead of his time, he could always absorb new things into his own creation,” Pan says, adding that Chang Shuhong was very kind and gentle to young people like him, who was at that time in his 30s.

    In 1998, the Dunhuang Academy and Zhejiang University launched an academic program led by Pan and sponsored by the National Natural Science Foundation of China to explore preservation, research and utilization of the Mogao Caves on a digital basis.

    Pan says, the launch of the program resulted from years of endeavor with the Chang family — the parents, firstborn daughter Chang Shana, who was director of what is now Academy of Arts and Design of Tsinghua University, and Chang Jiahuang — as well as Fan Jinshi, who took charge as director of the Dunhuang Academy that year.

    “Chang Shuhong was well-established in oil painting. It’s a pity he painted so little in the latter part of his life,” Pan said while visiting the exhibition at the Zhejiang Provincial Museum on Sept 29.

    That day, Chang Jiahuang said at the exhibition’s opening ceremony that as his parents’ student, secretary and assistant, he witnessed their twists and turns, their creation and research, and experienced their art and spirits, following which he grew to become introspective, modest and rigorous.

    According to him, the ongoing exhibition is the largest display of Chang Shuhong’s paintings since 1990 and a good presentation of the master’s spirits conveyed through his works.

  • MIL-Evening Report: Overtly handmade and so very moving: Adam Elliot’s Memoir of A Snail is a stop motion triumph

    Stop motion films are by their nature a remarkable feat. When you know a movie has been carefully crafted, over several years and through thousands of photographs of handmade sets and characters, this alone makes it a delight to watch.

    But when the story is also deep, thought-provoking and at times laugh-out-loud funny, this takes the medium to a whole new level. Adam Elliot’s Memoir of a Snail is such a film.

    Told through stop motion animation using clay (otherwise known as claymation), the film is a tactile experience in which everything you see has been made by human hands. This provides a warmth that is exacerbated by Elliot’s very human story of identity.

    The film explores how it can be difficult to find your way in life, particularly when you’re different – and that it is, in fact, OK to be different.

    Grace Pudel, the protagonist, is a snail enthusiast and we follow her as she navigates the many challenges that emerge in her life. Grace’s narration is raw and honest, and we can’t help but feel a deep connection with her.

    The story is so human and so very moving – and to be told through human-made characters perfectly rounds off the experience.

    Grace is a hoarder of ornamental snails, romance novels and guinea pigs.

    A win at Annecy

    In June, I was fortunate enough to help facilitate an animation study tour in France with students from the University of Newcastle. It was there we saw the world premiere of Memoir of a Snail at the Annecy International Animation Film Festival, the pre-eminent festival for animated film.

    The story clearly resonated with the audience, who sat captivated throughout its 90-minute runtime. They laughed and cried in unison as one engaged mass of humanity – culminating in a long and enthusiastic standing ovation.

    We were even lucky enough to bump into Elliot and his crew, and our students spoke with him about his journey in making Memoir of a Snail. The film went on to win the festival’s prestigious Cristal award for best feature.

    More than 7,000 individual items were handcrafted by various artisans, with most objects made from clay, wire, paper, paint and silicon.

    While claymation is generally viewed as a medium aimed at young audiences, Memoir of a Snail tells a wholly unique adult story.

    Much of its sophistication lies in its ability to effortlessly touch on many complex topics through a mixture of humour and emotion. Indeed, this approach to storytelling has become Elliot’s calling card.

    The film’s themes include identity, loneliness, alcoholism, cultism, hoarding, suicide, homosexuality, bullying, ageing, family, fat fetishism, grief and death. The story cleverly pulls you into deep thought, before surprising you with a hilarious gag.

    Grace (voiced by Sarah Snook) strikes up friendship with an eccentric elderly woman named Pinky (Jacki Weaver).

    Elliot’s dark and captivating aesthetic

    When introducing the film at Annecy, Elliot explained how his team’s limited budget led to a heavy reliance on narration, with limited walking and dialogue shots. Yet these constraints seemed to enhance the team’s creativity rather than stifle it.

    Elliot has a history of working around such limitations to bring his unique aesthetic to life. His first film Uncle (1996) was shot on 16mm black-and-white film, while his other short Cousin (1999) was shot on colour – but with a muted palette of grey tones.

    This palette has carried through Elliot’s work and is present in Memoir of a Snail. His version of the Australian landscape isn’t orange and sun-bleached. Rather, it is grey, overcast and drab – a dark world resembling the work of Eastern European animators such as Jan Švankmajer.

    Elliot’s other films include Brother (2000), the Oscar-winning short film Harvie Krumpet (2003) and his first feature film Mary and Max (2009).

    His works present tortured individuals – outsiders, misfits and oddballs – living in dark, suburban worlds. Behind the funny-looking faces and humorous vignettes lie deeper afflictions that become clear as the characters struggle through their lives.

    A gentle vulnerability shines through

    Elliot brings a naivety to the narration, where a simple statement of facts couches a deeper meaning. As the audience, we uncover mixed feelings of humour, dread and empathy for the tortured blobs of clay before us.

    The characters stand, blinking, looking back at us while the narrator describes their situation. They feel vulnerable, as though asking for our help as they stand silently, trapped in Elliot’s bleak world.

    Memoir of a Snail maintains a strong sense of materiality, as evidenced by fingerprints left on clay and brush strokes on painted backgrounds. Elliot’s self-described “chunky wonky” aesthetic abides by the rule that nothing in the world is straight.

    Almost everything in Elliot’s animated world is overtly handmade, presenting a kind of nostalgic and childlike innocence you’d expect from a school project. This helps add weight and authenticity to the film.

    The 3D work intersects with thoughtfully crafted 2D items such as handwritten title cards and signs.

    Elliot’s world is created “in-camera”, which means no digital effects were used. Water, for example, was created using cellophane, while droplets were painstakingly animated with blobs of glycerine, one frame at a time.

    Welcome relief in a hyper-digital world

    Lately, Australian animation has found an international audience and this has emboldened Australian animators to tell Australian stories. Bluey, for instance, has struck a chord with viewers globally because of – and not despite – its uniquely Australian voice.

    It took eight years to create Memoir of a Snail, which seems like a lifetime in today’s world. Witnessing such dedication may inspire audiences to think more deeply about animation as an art form and about film-making itself.

    Elliot’s handmade style is a nice counter to the digital and visual effects that seem ever-present in media today.

    Memoir of a Snail is a testament to stop motion’s power to move people. Elliot himself pointed out how stop motion seems to be experiencing a renaissance, with Guillermo Del Toro’s Pinocchio (2022), Phil Tippett’s Mad God (2021), Henry Selick’s Wendell & Wild (2022) and Chris Butler’s Missing Link (2019) all serving as recent examples of stop motion features.

    I hope Memoir of a Snail helps sustain this interest. In an age of automation and artificial intelligence, the film is a welcome return to the human experience. Thought-provoking, funny and wholly unique in its story and visual style, it’s well worth the watch.

  • MIL-OSI Security: U.S. Marines with MRF-SEA, 15th MEU Begin Exercise KAMANDAG 8 in the Philippines

    MANILA, Philippines  –  

    The U.S. Marine Corps, including personnel from Marine Rotational Force – Southeast Asia (MRF-SEA) and the 15th Marine Expeditionary Unit (15th MEU), and the Philippine Marine Corps (PMC) have begun KAMANDAG 8, a bilateral exercise scheduled from Oct. 15-25, 2024. Conducted under the annual Mutual Defense Board and Security Engagement Board (MDB-SEB) activities for 2024, the exercise aims to strengthen the interoperability of participating nations while promoting regional security and cooperation within the Indo-Pacific region.

    KAMANDAG 8 is designed to enhance combined operational proficiency in key areas such as combat medicine; coastal defense; humanitarian assistance and disaster relief; engineering; and chemical, biological, radiological and nuclear (CBRN) response. This year’s exercise will feature participants from several allied and partner nations, fostering deeper international military cooperation and readiness.

    “KAMANDAG serves as a testament to the enduring and ironclad alliance our nations share. We will enhance our interoperability, strengthen our collective defense, and build personal friendships,” said Col. Stuart Glenn, commanding officer, MRF-SEA. “Through our efforts, we reaffirm our mutual commitment to regional security as we face the ever-evolving security environment that threatens a free and open Indo-Pacific.”

    The estimated total number of exercise participants is over 2,300 personnel. More than 1,000 Marines and Sailors from MRF-SEA and the 15th MEU will train alongside over 1,100 personnel from the PMC and Philippine National Police. Service members from the Japanese Ground Self-Defense Force, Republic of Korea Marine Corps, British Armed Forces, Australian Defense Force, and French Armed Forces constitute the remainder of participants. Members of the Royal Thai Marine Corps and Indonesian Marine Corps are in-country to observe the exercise. Training will take place across the Philippines in Northern Luzon, Central Luzon, the National Capital Region, Cavite, and Palawan.

    KAMANDAG is an annual PMC and U.S. Marine Corps-led exercise aimed at enhancing the Armed Forces of the Philippines’ defense and humanitarian capabilities by providing valuable training in combined operations with foreign militaries in the advancement of a Free and Open Indo-Pacific. 2024 marks the eighth iteration of exercise KAMANDAG.

    MRF-SEA is a rotational unit derived from elements of I Marine Expeditionary Force (I MEF) executing a U.S. Marine Corps Forces, Pacific operational model that involves training events and exchanges with partner military subject matter experts, promotes security goals with Allied and partner nations, and ensures a persistent I MEF presence west of the International Date Line.

    The 15th MEU is a forward-deployed, flexible crisis response force, embarked aboard the amphibious assault ship USS Boxer (LHD 4), capable of conducting amphibious operations, crisis response, and limited contingency operations to support the requirements of geographic combatant commanders.

    Transport Secretary, Louise Haigh, and Economic Secretary to the Treasury, Tulip Siddiq, will bring together industry groups and consumer champions such as the Association of British Insurers, Citizens Advice, Which? and Compare the Market, as well as insurance regulators, to tackle spiralling costs of car insurance today (16 October 2024).

    It comes as motor insurance premiums have grown by an average of 21% since June 2022, according to Financial Conduct Authority (FCA) analysis – far higher than in comparable economies such as Germany, France, Spain and Italy – with the government reaffirming its manifesto commitment to act on increasing consumer costs, which stunt the economy and prevent growth.

    A new cross-government motor insurance taskforce, supported by industry experts, will also be launched by the Transport Secretary and Economic Secretary to the Treasury today to help drive down the high costs of car insurance.

    The taskforce will identify the factors behind rapidly rising premiums and will agree solutions to keep costs under control. Factors driving up the cost of insurance include inflation, rising car thefts and the country’s pothole-ridden roads, which the government has pledged to fix with its pledge of filling up to 1 million more potholes every year.

    This taskforce is part of the government’s manifesto commitment to act on the high cost of insurance for drivers – particularly those who are disproportionately affected by high prices such as young and older people and those from ethnic minority backgrounds or on lower incomes.

    Transport Secretary, Louise Haigh, said:

    Car insurance is an essential, not a luxury. It is vital to accessing economic opportunities and this government is committed to getting costs under control. That’s why we’re taking direct action to bring insurance companies and regulators round the table to discuss how we can crack down on spiralling costs.

    The rising cost of cover affects all drivers but some groups have been hit harder than others. No matter your background or circumstance, this government is determined to ensure drivers get a fair deal.

    Our new expert taskforce is a major step forward in delivering a fair deal for drivers. It will give this issue the attention it deserves – rooting out the factors driving up costs for industry and ensuring drivers are able to hit the road.

    The taskforce will bring together expertise from regulators, motoring groups, insurers and consumer groups to find solutions for the high cost of insurance, addressing contributing factors to high costs generally and those that may be disproportionate depending on age or ethnicity.

    The taskforce will help support the government’s missions to grow the economy and break down the barriers to opportunity, by acting on the cost pressures facing industry and supporting drivers to hit the road.

    The expert group will identify the causes of rising costs, assess whether consumers are receiving fair value for money and look at the impact on the groups hit the hardest, using advice from the regulators the FCA and Competition and Markets Authority (CMA).

    PETER MALINAUSKAS, PREMIER OF SOUTH AUSTRALIA: G’day and welcome to the Adelaide Convention Centre for the second day of the Social Media Summit that is being hosted between the New South Wales Government and the South Australian Government.

    I want to take this opportunity to thank Chris Minns for his leadership. Chris suggested the Social Media Summit, and certainly after a successful day yesterday, we now roll it to the second day of the agenda and look forward to hearing from a range of experts throughout the course of the day. One of them is Professor Simon Wilksch, who will be here a bit later on, who has been a keen advocate for change in this area, and has done an extraordinary amount of research through the Flinders University. I want to thank the professor for his presence here at this press conference. Really looking forward to hearing from Mike Burgess, who, of course, is responsible for ASIO here in Australia to hear about the implications of disinformation and social media and the impact on young people in the context of the future of our democracy here within Australia. I look forward to hearing Mike, along with a range of experts this afternoon.

    But I am very, very grateful that we have representation of the Federal Government here who, of course, has displayed great initiative and leadership to pursue reform that will be applied throughout the country. To that end, I express my particular gratitude to Minister Rowland, who is here from Sydney in Adelaide today, and also Minister Aly, who is the Minister for Youth of course.

    Michelle has been a keen advocate to making sure that the Commonwealth is getting ahead of the curve, to make sure we deal with this global challenge emerging, and whether it be through the age verification trial, the work of the eSafety Commissioner, but most recently a commitment to introduce legislation into the Federal Parliament that will put in place an age restriction for young people’s access to social media.

    It is significant work and I want to thank the Albanese Government, but particularly Minister Rowland for leading this charge. I’m very grateful that she’s able to be with us today on the second day of the Summit.

    We have taken this opportunity, though, as a State Government, to make sure that we’re not just focusing on the institution of an age limit for access to social media, but also doing the work around educating young people around what safe online behaviour looks like. Social media represents only one part of a young person’s access to the internet. There, of course, remains other unregulated areas where we know there is work to be done when it comes to educating children on how best to deal with the challenges that they simply will confront.

    No one is suggesting for a moment that we should keep kids off the internet. Yes, we want to put an age limit in place in terms of their access to social media, but if we’re serious about their safety, we’ve got to make sure that they’ve got the skills and the capability to be able to deal with cyber bullying; to be able to understand what healthy messages are around body images; to understand what is illicit content, and really, is it safe for them, to give them the preparedness to know what to do and who to speak to, and if an online predator comes after them, we want to make sure that in South Australia, we’re leading the way in that regard.

    That’s why today we are announcing that there will be a school based program that applies to all schools throughout the state of South Australia, within the curriculum, that gives access to children, to the knowledge and the tools about how to confront the challenges they’ll experience online. We want to make sure that in the South Australian education system, we’re not just keeping kids off their phones while they’re at school. We want to give them the tools about what they can do to protect themselves from the harms of the internet when they get home from school, and otherwise might get access to it. This is a consequence of evidence-based work. The Department of Education, through Minister Blair Boyer, who is with us as well, has been doing this work now for some months and we are now in a position to commit to this roll out starting next year. So from the school year 2025, children in South Australian schools will start learning, with the resources and tools that are required, what they need to do to be able to go online and do it safely. Without it being at the expense of their mental health, and then in turn their futures. I want to thank the Department, and particularly Blair for his hard work in this regard.

    Chris put on a great show in Sydney yesterday. It was a thoroughly worthwhile exercise, and I just want to thank him for his partnership and his leadership to this end, and invite him to say a few words before we hear from Minister Rowland.

    CHRIS MINNS, PREMIER OF NEW SOUTH WALES: Well, thanks a lot, Peter. It’s a real privilege to be here in Adelaide this morning with you, and Anne, and of course, Michelle as well. This is an important breakthrough when it comes to confronting an issue that’s facing parents, not just across Australia, but right around the world – and that is how do you deal with this creeping use of technology, particularly social media, that’s ubiquitous, that’s comprehensive, that every family has to deal with. When you look at the eSafety Commissioner’s report out earlier this week indicating that most young people are on social media, and the evidence that presented at the Social Media Summit yesterday indicated that 16-year-olds are spending three hours a day on social media. How do we as a community, not just a Government, but how do we as a community come together to protect our children, to protect the next generation? I think it’s been our view for a while now that this is a global, unregulated experiment on young people. This is the first generation that’s gone through this kind of access to social media, and as a result of that access to social media, exposure to what is often harmful content, what is often hurtful content, or bullying behaviour within social groups.

    We need to be able to do something about it, and the two-day Summit has given us an opportunity, with South Australia, to get the issues on the table, to talk directly with parents, to arm people with both the latest facts as well as tips and strategies to get the best out of your kids and ensure that they’ve got the best start in life. I think most crucially, to progress legislative change so that we can deal with rapidly changing technology.

    I want to give full credit to the Commonwealth Government for stepping up here and introducing what will be a globally leading change to regulation in the world. We think it will make a difference and spark or ignite a fire when it comes to a recognition amongst communities that social media is doing harm to young people that could sweep right across the world. It’s been resisted at every gate, at every step by Silicon Valley and the billionaires that own these companies. But that’s not a good enough reason to do nothing. At the end of the day, our obligation is to do no harm for young people, and if we get this right, technology can work for us rather than running and dominating all of our community and family life.

    MICHELLE ROWLAND, MINISTER FOR COMMUNICATIONS: Thank you so much, Premiers. The safety of our young people is paramount. Not only their wellbeing, but also their mental health. To that end, the Commonwealth sees the safety of children, especially in the online space, as a collective responsibility. 

    The Premiers will know that their frontline services are being impacted by the harmful implications that can arise from social media. Whilst it can be a positive tool in many respects, there are harms that come with it. The Premiers will also tell you that the mobile phone ban in schools, for example, has seen a definite change in behaviours. At the same time, the consequences of the harms of social media are impacting on their education as well as health systems and mental health systems in particular. It’s for this reason that the Commonwealth takes a collective approach, not only right across the Albanese Government, but also with the states and territories as well. All Australians should know that we are working as one towards the safety of our most vulnerable.

    To that end, the Commonwealth has committed that we will introduce legislation this year to mandate a minimum age for access to social media. This is a commitment from the Prime Minister, and I am pleased that today we are announcing the legislative design principles that will underpin this approach. For example, we see the onus as being on the platforms, not on users or their parents when it comes to safety online. It’s important to incentivise the platforms to create less at risk platforms, less at risk apps, less at risk services. To that end, we look forward to working with industry to help achieve this goal. We know through recent developments that the platforms can, and they should, be doing more in this space. We will also be working with eSafety, who will be overseeing this legislative change. Importantly, we will continue to pursue efforts to make sure that the platforms are held to account, and do more. To that end, there won’t be penalties that will be imposed, as I said, on those children or their parents as users. But we will ensure, through our review of the Online Safety Act, that the penalties regime is fit for purpose. It’s important to note here, as I said, that this is a collective responsibility across Government. As I will outline today, this is one step in many that the Albanese Government is taking to keep young Australians safer online. The normative value of this is immense. So many parents are being overwhelmed by the amount of time their children are spending online, and what they can do as parents to help more effectively manage that – the normative value of this will be immense for those parents. So again, I thank the Premiers for convening this. It’s so important that the Australian people know that as one we have their back when it comes to keeping their children safer online.

    PROFESSOR SIMON WILKSCH: Hi, everybody. I’m absolutely delighted to see the collaboration between the Federal and State governments, the respective leaders and the premiers on this issue. We heard this week that 84 per cent of eight to 12-year-olds are on a social media site in Australia. That is entirely unacceptable. I’m a clinical psychologist working with patients with eating disorders – if we wanted to try to create a way of causing eating disorders, it would be to use these kinds of platforms with children that age. We’ve seen a 200 per cent spike in 10 to 14-year-olds experiencing an eating disorder over the last 12 years. As someone who works in the clinics helping these families through this problem, I see the devastation this causes young people; the families, the toll it takes – and these are just in the area of eating disorders. We know across the board with mental health and other areas there is suffering going on caused by these platforms, so I completely support minimum age. I would like to see it get up to 16.

    I also really welcome the announcement of funding towards school-based programs that will prevent these problems and really assist young people to be equipped to handle their online presence and be safe. I have a particular program, named Media Smart, for schools which has a very strong evidence-base. 

    It’s an eight lesson program designed to help young people be informed about those messages they see; to question how social is their experience on social media; just take steps towards taking care of themselves and others. So I’m really hopeful that that type of program can be made available widely, and thank you.

    JOURNALIST: You talked about the onus not being on the users or the parents, but putting it back on the platforms. We’ve seen platforms be reluctant to make that change to ownership of platforms rather than the user itself. How is the Government going to enforce this? Is there going to be big fines? Or what’s the timeline here for platforms to adopt this change?

    ROWLAND: Well, we are looking at a one-year implementation timeframe. But I think it’s important to note that even as we have seen recently with Meta’s announcement of a new Instagram teen product, that the platforms can do more in this space to create less at-risk services. So we want to encourage that. We want to incentivise those better, less risky services that they can actually produce. But the point is very valid when it comes to penalties for the platforms. Currently in the Online Safety Act, the maximum penalties for offences are less than $1 million, and these are actually not reflective of the sometimes litigious nature of these platforms, but also the amount of revenue that’s generated. So this is one of the specific areas that the independent review of the Online Safety Act is looking at, and I expect to have their findings in the upcoming weeks. But we are very mindful of that. We want to incentivise as well as provide that backstop through penalties, appropriate levels of penalties that make the platforms do better.

    JOURNALIST: Are you expecting resistance from these platforms?

    ROWLAND: Well, so two things there. The first is that the Online Safety Act has been in operation now for some years, and the industry is now accustomed to it. By and large, the social media platforms have a high rate of compliance with it. However, there are always instances where there is non-compliance or it is contested, and the fact that is contested again demonstrates that the Government considers that no company, despite its wealth, despite its multinational status, is beyond our laws. We will always assert Australia’s sovereignty in that regard.

    The second point too goes to the fact that we want those platforms to be accountable, by having not only incentives but proper penalties in place, that ensures that transparency and accountability. We do not wish to punish parents or users in this process. That is something that needs to be made very clear. This is about the platforms doing better. We have an Online Safety Act that was basically designed as a complaint-based system about individuals, not the onus being on the platforms. That’s something that we are looking at changing through our review, but it’s something that we are also committed to in the design principles of this legislative change.

    JOURNALIST: Minister Rowland, as part of this legislation, are you going to be advocating for better psychological support for young people who have suffered as a result of these tech platforms? Because hearing from the young people in there, that’s hand in hand with this legislation.

    ROWLAND: Now, that is certainly valid. The other side of that, of course, too, is that a lot of young people do access support services now through social media. So it’s going to be very important for Governments and departments to work together to ensure that young people can still access those services, even if they are below that minimum mandated age. So those two points are very valid.

    JOURNALIST: We’ve seen recent changes to Instagram. Do you think our Government’s push has led to that?

    ROWLAND: It is pleasing to see that these Instagram changes occurred after our Prime Minister made that commitment. Now, whether or not there is causation in there remains to be seen. But we do know that incentivisation does work in this area, and I can give that example from when Minister Amanda Rishworth and I convened the first roundtable to regulate dating apps services, because the level of tech facilitated abuse and death was simply too high as a result of this occurring. 

    Amazingly, these multinational dating app platforms suddenly discovered new safety features that they were able to roll out. So we welcome any safety features that the platforms may be rolling out, but that does not mitigate the need to legislate in this space.

    JOURNALIST: Premier Minns – the announcement today from the South Australian Government in curriculum and an adjustment there – could we see something similar to New South Wales and maybe even the mobile phone bans, etcetera.?

    MINNS: Yeah, we’ve got a proud history of stealing good ideas from Peter, so why should today be any different? It seems like a good initiative to us. We flat out nicked the mobile phone ban from South Australia which was resisted when we were in Opposition. But I saw it in implementation over here, Peter came over to Sydney to talk to us about the positive benefits, and I have to say it’s a reasonably early stage in our Government’s tenure, but I think it’s the best decision that we’ve made. 

    Interestingly, if you speak to kids and parents and teachers, they’ll tell you that the big difference has happened during recess and lunchtime. Where kids put down their phones, they can actually speak with one another, play games, and interact at a human level rather than online. So it’s great initiative. I think this is a good way for federations to work – see something in operation somewhere else, steal it and put it in your own jurisdiction.

    JOURNALIST: So the current plan to adopt more online safety into the curriculum from next year – is that something that New South Wales might be looking at as well?

    MINNS: Yeah. Look, I don’t have an announcement today, but give us a bit of time. I think part of the process for a summit like this is you get the ideas out on the table, you can learn from them, steal them and implement them and ultimately get the facts on the table. These two- this summit, the two days that we’ve had in both Sydney and Adelaide has been, I think, a breakthrough in both policy change, but also getting the facts out on the table and invaluable. So I’d like to see more of it actually.

    JOURNALIST: Is there the opportunity to take this then to National Cabinet as a joint collective then, if you seem interested in the idea to pursue it further, to maybe make it a bit more of a wider national problem, given that social media can happen anyway?

    MINNS: Look, potentially. We’ve got a lot on our plate when it comes to the National Cabinet agenda, and states have to work and operate independently. Public education, the curriculum is a state based responsibility. We take that very seriously. Obviously, that’s our responsibility, but if we can spot a good initiative that’s working somewhere else, I’m not afraid to steal it.

    JOURNALIST:  I’ve got a question for Premier Malinauskas – what kind of fines would you like to see the federal legislation do for this?

    MALINAUSKAS: Look, the Chief Justice French report, I think, lays it out pretty clearly that whatever the fine regime is needs to have a sufficient economic deterrence to make sure we change the behaviour of these social media companies. Now, economic deterrence is an established legal principle, and basically what it means is that capacity to pay should inform the size of the fine. 

    Now, when it comes to these social media companies, my word, they’ve got the capacity to pay. These companies are making an extraordinary amount of money out of the Australian market, which means if they break the law, the Australian jurisdiction, the fine should reflect that. In other words, it’s got to be billions of dollars. We certainly welcome the Federal Government’s not just interest but for the work that is already underway through the Online Safety Act.

    JOURNALIST: Premier, you’re a father of young kids. How do you see this sort of legislation playing out in real time? Won’t kids find a way to get on social media regardless?

    MINNS: It’s a really important question and it’s one that reflects, I think, a public sentiment. It continuously gets raised. Won’t kids find a way around the social media ban? Probably, but that doesn’t mean that we shouldn’t be establishing the principle in a law that sets the community standard, that arms the parents with the ability to say to their children, no, you can’t do that because it is against the law. No different to drinking underage or smoking before you’re 18. I mean, we say to kids you shouldn’t drink if you’re under the age of 18 – that’s consistent across the country. Do kids drink underage? Of course they do. Do they sneak behind the shed and have a cigarette? Probably. But what we know is that a lot less kids do that as a result of us having a clear standard and a law that can apply throughout the land. Social media is no different. With even the mobile phone ban at schools, we were the first state to do a proper phone ban in schools, bell to bell, not having them at recess and lunch. Are there examples of kids sneaking mobile phones into school post the mobile phone ban? Yeah, of course there are, but they are the exception to the rule because now the rule is clear. No phones in schools. So we establish rules and principles and standards that- in the full knowledge that someone will break them but that doesn’t mean they’re not worthwhile because the majority of people tend to comply.

    JOURNALIST: Premier, will you be taking this idea to National Cabinet? You’ve been very vocal in youth law and social media spaces

    MALINAUSKAS: Look, I think and Blake and [indistinct]… necessary of it. In that education ministers’ forum, there is a constant sharing of ideas between states and also with the Federal Government around various initiatives that are being undertaken. This will be shared in that context. Chris is right. I mean, I think when it comes to National Cabinet, my view is we’ve got to be a little bit careful that we don’t load up a National Cabinet agenda, so we don’t end up focusing on the main structural challenges that we have within our federation. So I don’t think this will be one that goes through National Cabinet, but it’s certainly an idea that’s clearly going to be shared through the appropriate channels and hopefully gets taken up.

    JOURNALIST: Would you like to see it adopted maybe through the Federal Government then maybe not through National Cabinet at all?

    MALINAUSKAS: As Chris said, what we teach our kids in the schools is the responsibility of states. We’ve got a range of discussions on [indistinct] with the Cabinet at the moment around funding school regimes and the like. This is an initiative that we’re applying here in South Australia, but if it’s relevant and appropriate in other jurisdictions, that would be great.

    JOURNALIST: Premier, what age will this new curriculum be rolled out to? Is it high school students and is it being done elsewhere?

    MALINAUSKAS: Well, it starts next year. I might invite Blair to go into a bit of detail on that.

    BOYER: Thank you, Premier. So it starts next year. It will be delivered at different ages or different year levels in high school, and each one will be adapted in a way to make sure that it’s actually age appropriate as you go up from year seven, year eight, year nine. I think Simon spoke really well about the kind of content that’s in there. Simon’s program is one of the ones already that is on the approved list here in South Australia. So the funding that we are announcing today to provide to schools so they can secure the services of Simon and other programs like that and come in and actually sit down with kids and talk through all these issues that we know come about because of the use of social media. So the important thing to do here, I think, though, is that what is taught and the kind of curriculum and detail in there needs to be different as it goes up from year seven all the way into the senior years, because as kids get older, they are dealing with different issues and the nature of their engagement with social media changes as well.

    We need to make sure it’s evidence based, which Simon’s is, and make sure it’s regularly updated because the other thing I think here that is the real challenge that I’ve observed is that we’re on a burning platform here. I mean as we sit here having this press conference, there’s people outside here who seek to take advantage of young people through social media, whether it’s a scam or harassment or predators, they are constantly thinking of ways to get around the protocols and security features that we put in. Every day they are spending their time trying to get around the things that Governments do to keep our kids safe. So that’s why it’s really important that we use programs like Simon’s to make sure the information we’re giving kids is up to date. It also speaks to why we’re upgrading and updating the Keeping Safe: Child Protection Curriculum here in South Australia to make sure that it now includes things like AI, deepfakes and coercive control. We’ve actually done that work with the AFP, with the Australian Centre for Countering Violent Extremism and the eSafety Commissioner to make sure that what’s in our child protection curriculum is fit for the year 2024 and not still based on something that was an issue back in the 1980s.

    JOURNALIST: You mentioned the extra funding to allocate this to bring programs in like Simon, what’s that going to cost? 

    BOYER: I don’t know a specific figure yet because we’ve- we’re going to roll it right out across all schools. That will depend exactly how many sessions that we actually provide. We’ll work with some of the providers like Simon to see that. But we’ll make sure that what we provide is not just age appropriate, but can reach all South Australian students, which I think is important as well. It’s also going to be some work to do there in the future to do that constant updating, because, as I said, those people who are seeking to, you know, get around the things that we are doing to keep kids safe are doing that every, waking minute. So we need to make sure that things that we do are constantly updated. And you know, brought into the year 2024.

    JOURNALIST: So what will it look like in classrooms? Will it be a number of sessions with people and programs like what Simon has? 

    BOYER: So exactly right. So we have an approved provider list for the Department for Education. So there’s a number of providers who offer services like the ones that Simon does and schools are able to choose from that list of those providers and we will be funding them to do that and bring those providers in and sit down with students of all those year levels all the way up to year seven and offer the classes essentially. It’s all one on one basis, talking through all these issues and effective things they can do to protect their own mental health and wellbeing and have all those kind of deeper conversations, which as what we heard from the student panel today is needed, I think. It can’t be kind of a cursory tick and flick kind of part of the curriculum, because what these students are grappling with here is, incredibly complex, really complex stuff and changing all the time. So we need to make sure that the resource materials and support that our schools and teachers get is up to date. What we’re announcing today is making sure they have the financial resources to do exactly that.

    JOURNALIST: What are the indicators here to know that this is starting to get traction and working?

    BOYER: In terms of?

    JOURNALIST: In terms of the application.

    BOYER: Of the program?

    JOURNALIST: Yeah, the program through the school?

    BOYER: Yeah. Yeah. Good question. I mean, I always say that in my job as Education Minister, there’s nothing more powerful than hearing from students and premiers- Premier Malinauskas spoke with you well before I think around why the mobile phone ban was really important, even though it was going to be a very hard thing to do. Although now we’re talking about its success, I remember at the time there were plenty of who thought it was going to be very challenging to put in place. Are there still students who try to get around it? Absolutely they are, but the reason that is starting to drop in terms of the numbers of students we see who are trying to get a way around it, is because as those students this morning said, what they are finding is that when their classroom or the playground is free of mobile phones, they actually like the place more. The most powerful bit of advice I got or feedback I got from- was from a principal out in my way in the north eastern suburbs who said the playground feels like it did in the 1990s. As Kirsty said this morning, it’s kicking the football, playing sport, talking to each other and seeking more activities to do. So I think it’s that kind of feedback that speaks to how the kind of programs that we are funding today actually work and actually succeed and actually make the school and the classroom a place that kids want to be in, a place that kids enjoy.

    JOURNALIST: I suppose just further to Josh’s question, who’s been consulted on these new reforms? Have the kids been part of the discussion?

    BOYER: We’ve done a massive amount of consultation as part of the new Australian curriculum in South Australia, including the adapted South Australian part. I think 12,000 views people have taken into account. It’s the biggest consultation that the education system in South Australia has ever done. Students, classroom teachers, principals, industry groups, the employers, associations like Kirsty is the head of the Principals’ Association about what they want to see. I was fortunate enough to be part of some of the consultation groups that we held here.

    JOURNALIST: Minister Rowland. The flights from Lebanon, how much did they cost? 

    ROWLAND: That’s best directed to the Foreign Affairs Minister. But I will say this, the Australian Government has been saying for some time that Australian citizens need to return to Australia. It is becoming increasingly difficult; the situation is becoming unstable. The Government has made provisions to ensure that Australian citizens are safe but as we have been saying for some time, it’s time to get out.

    Tracking the money made by perpetrators and preventing the revictimization of children

    LYON, France — INTERPOL has concluded a two-year global operation to bring to justice criminals operating networks of child sexual abuse websites designed to generate profits from advertising.

    Running from December 2021 to July 2023, Operation Narsil also targeted the finance mechanisms used by the website administrators to conduct their online advertising campaigns.

    Over two years, INTERPOL member countries worked together using INTERPOL’s Worst of List (IWOL), sharing targeted intelligence, pinpointing suspects and coordinating arrests of the people managing the websites.

    Created in 2010, IWOL contains a watchlist of websites containing extreme child abuse material.  The General Secretariat headquarters works with law enforcement in all regions so that national Internet service providers close down these websites.

    “Operation Narsil sends a strong message to the criminals making money from these websites that INTERPOL, and its alliance of police forces in 195 member countries, know where they are, what they are doing, and how to find them,” said Jürgen Stock, INTERPOL Secretary General.

    “Every time a person clicks on these images, they are effectively entering a crime scene. Identifying and removing these websites reduces the availability and potential normalization of online child abuse material, and, most importantly, reduces the re-victimization of the children abused,” added Secretary General Stock.

    Worldwide crime trend

    In one case, a brother and sister, both in their early thirties, were arrested as a result of IWOL digital clues and intelligence provided by the global police community pointing investigators to the suspects in Argentina.

    Investigations by Argentina’s Victim Identification Office in the Anti Cyber Crimes against Minors Division and the Specialised Cybercrime Prosecution Unit (UFECI), working with Federal Courts in Mendoza Province, led to the identification and arrest of the two suspects.

    Fourteen electronic devices were seized from their home as well as cash and credit cards. The siblings are thought to have created, maintained and financially benefitted for more than a decade from websites featuring child sexual abuse material and associated advertising campaigns.

    “Given the technological complexities of this case and the degree to which the criminal activity went undetected, these arrests highlight the importance of police cooperation across regional, national, and international borders,” said the Head of Argentina’s Federal Police, Juan Carlos Hernandez, who also serves as delegate for the Americas on INTERPOL’s Executive Committee.

    “With synchronized arrests across continents, this operation confronted global networks that profit from child abuse images and videos. INTERPOL is a strong global network of officers fully committed to putting an end to the online abuse of children, and we applaud the action and incredible results countries have achieved in Operation Narsil,” added Argentina’s Police Chief.

    Local crime, global cooperation

    Working with the Prosecutor’s Office, Bulgarian law enforcement identified and arrested a 34-year-old man who made his living operating an online forum that facilitated the sharing of child sexual abuse materials.

    Bulgarian Police closed the online forum he had been running since 2020 and which is thought to have facilitated access to thousands of media files depicting serious child sexual abuse material.

    Following the arrest, investigations are ongoing to identify forum users.

    In one case during the Russian leg of Operation Narsil, police authorities arrested two 24-year-old citizens for the production and online circulation of materials depicting the sexual violation of minors. Authorities searched the suspects’ homes, seizing computer equipment containing specialized software for creating and administrating websites, and removable hard drives containing child sexual abuse material.

    With the support of US Homeland Security Investigations, Thai police arrested a 45-year-old Thai national for the possession and online distribution of child sexual abuse material. His arrest came after police executed a search warrant at his residence, uncovering large amounts of child sexual abuse material and financial transaction records associated with online distribution of the abuse photos.

    Narsil – meaning a longsword which tackles all evil – is one of the first INTERPOL operations to focus on identifying, locating and arresting the people receiving advertising revenues from website visitors interested in viewing the site’s child sexual abuse content.

    INTERPOL has been monitoring websites disseminating child sexual abuse imagery for more than 13 years and, in collaboration with law enforcement partners across the world, has seized more than 20,000 domains.

    Operation Narsil involved investigations triggered by law enforcement in Austria, Argentina, Belarus, Bulgaria, Canada, Cyprus, Estonia, France, Germany, Italy, Kyrgyzstan, Latvia, Lithuania, Luxembourg, Moldova, Netherlands, New Zealand, Norway, Poland, Romania, Russia, Singapore, Spain, Switzerland, Thailand, United Kingdom and United States.

  • MIL-OSI Security: Colombia: Two arrested for live streaming child sexual abuse

    Authorities have safeguarded victims aged 19 months, 7 and 9.

    LYON, France – Colombia police have safeguarded three children and arrested their mother and aunt, accused of live streaming the children’s sexual abuse for profit.

    Australian authorities first brought the case to INTERPOL’s attention in December 2022 after finding a video depicting child sexual abuse on the Darknet. The video material was uploaded to INTERPOL’s International Child Sexual Exploitation (ICSE) database, where specialized officers from around the world could consult and analyse it for clues.

    One month later, the United States Federal Bureau of Investigation alerted INTERPOL’s Crimes against Children (CAC) unit to the possible identity of one of the offenders, pinning their likely location as Colombia. The CAC unit confirmed their hypothesis, uncovering a number of clues and prepared a comprehensive victim identification report for Colombian authorities.

    Upon reception and investigation, Colombia’s national police confirmed the location and identity of the children and the two offenders. They found that the mother and aunt had been using specific platforms to produce and sell made-to-order, live sexual abuse video material for ‘customers’ abroad.

    On 22 February, Colombian authorities carried out a coordinated rescue-and-arrest operation, working with child protection services to safeguard the children and ensure they receive medical and psychological care.

    INTERPOL Secretary General Jürgen Stock said, “This appalling case shows that live streaming child sexual exploitation is not confined to any region, it is global, and as in this case, usually involving very young children.

    “We will continue to work with Colombian investigators to analyse seized devices, identify further victims and review data to find the individuals who were ordering and facilitating the horrific abuse from behind their screens,” concluded Secretary General Stock.

    Today the ICSE database links 68 countries and connection of additional countries is ongoing. Since its launch, the database has assisted in the identification and documentation of more than 33,000 victims and 14,900 offenders worldwide.

    LYON, France – The Australian Federal Police (AFP) is contributing AUD 815,000 for a significant enhancement to INTERPOL’s International Child Sexual Exploitation (ICSE) database.

    The ICSE database is a ground-breaking tool to advance child exploitation investigations through strengthened global information sharing.

    The upgrade, known as ICSE Next Generation, is designed to speed up the process by which investigators identify victims in child exploitation material, through integration of the latest technologies for improved text, audio and video analysis, facial recognition, and artificial intelligence.

    Launched 13 years ago, ICSE currently connects specialist investigators in 68 countries and has so far assisted in the identification of more than 31,000 victims, including 860 victims in Australia.

    On average, around seven victims are identified every day.

    Offenders identified

    In addition, more than 14,000 offenders have been tracked and arrested by law enforcement, including 349 in Australia.

    AFP Commissioner Reece Kershaw said the AFP’s partnership with INTERPOL to support the upgrade of the database highlighted the commitment of law enforcement to protecting children around the world, while bringing offenders to justice.

    “We know we can’t win this important battle alone. The advancement of this database is a game changer for how law enforcement around the world can work together to protect our society’s most vulnerable – our children,” he said.

    Commissioner Kershaw said child protection investigations would be bolstered with law enforcement agencies avoiding duplication of effort by triaging online child exploitation material multiple times in multiple jurisdictions.

    Target, track and disrupt

    “This specialized tool means our investigators will be faster and more efficient than ever before, allowing us to quickly target, track and disrupt those seeking to harm and exploit children around the world – and most importantly, bring them to justice.

    “The AFP is proud to partner with INTERPOL, along with our state, Commonwealth and international law enforcement counterparts, to combat this insidious crime,” concluded Commissioner Kershaw.

    “The AFP’s decision to provide this funding underlines its strong and unwavering commitment to child protection, as well as its confidence in INTERPOL’s ICSE database which is a vital policing tool.” Jürgen Stock, INTERPOL Secretary General

    “We are seeing a consistent, and worrying, increase in the amount of online child sexual abuse and exploitation material, where every image is evidence of a crime.

    “Only through global cooperation, supported by the latest technologies, can law enforcement effectively work to identify and rescue victims around the world,” concluded Secretary General Stock.

    The AFP-led Australian Centre to Counter Child Exploitation (ACCCE) and AFP Child Protection Operations frequently contribute to the ICSE database, ensuring that investigators in other countries can benefit from the work undertaken in Australia to help identify victims.

    In May 2022, the ACCCE VIU hosted the third National Victim Identification Taskforce, during which more than 3,500 files were de-conflicted against the ICSE database, with images from 55 newly-identified victims added for potential identification.

In July 2024, he was elected to the French Parliament for the ninth constituency of Hauts-de-Seine (Boulogne-Billancourt). He has also been secretary-general of the Renaissance party since 2022. From 2019 to 2024, Séjourné was a Member of the European Parliament, and President of the Renew Europe group (2021-2024). Before that, he was a political adviser to the President of the French Republic from 2017 to 2019, and an adviser to the Minister for Economic Affairs, Industry and Digital Affairs from 2014 to 2016, responsible for relations with elected representatives. Séjourné was previously a member of the cabinet of the President of the Île-de-France Regional Council (2012-2014). Prior to that, he worked for a federation of grocery and specialised nutrition products from 2011 to 2012. Born in 1985, Séjourné graduated from the University of Poitiers with a double masters in law. He was also an Erasmus student at the University of Granada in international and EU law.

A very good afternoon to all of you.

    It is an honour to open this discussion on this very important and pertinent topic in today’s financial world – “Central Banks and Financial Stability: Assessing Risks and Building Resilience.”

    The financial sector is the backbone of the economy, enabling efficient allocation of resources, managing risks through various instruments, and ensuring smooth payments and settlements. It performs crucial functions that support investments and drives economic growth. Therefore, the financial sector becomes the cornerstone of a well-functioning economy.

    The financial sector is vulnerable to risks-especially systemic ones that, which if left unchecked, can have far-reaching consequences. As you are aware these systemic risks manifest across two dimensions: time and interconnectedness. On the one hand, financial risks can build up over time, especially in periods of economic euphoria. On the other, the growing interconnections between financial institutions, markets, and the broader economy make the system more open to shocks.

    In today’s world, challenges are more complex and unpredictable than ever. Traditional risks, like credit and liquidity risks, now have new and faster drivers. For example, bank runs that once unfolded over days, giving regulators time to respond, can now occur within hours due to the speed of internet and mobile banking. The increasing reliance on technology also introduces vulnerabilities, such as dependence on third-party service providers and heightened cybersecurity threats, all while customers expect uninterrupted services. Additionally, we face emerging risks, such as climate risk.

    In this increasingly volatile environment, building resilience is crucial to maintaining financial stability. However, resilience is a balancing act-too much emphasis on safeguarding can stifle innovation and growth, while too little can expose the system to significant vulnerabilities. Finding that right balance so that we can have a robust financial system that can weather crises without constraining economic progress is one of the key challenges that we face today.

    Indeed, central banks are much like wicketkeepers in cricket or goalkeepers in football-often unnoticed in success but always in the spotlight during failure. When everything works seamlessly, their efforts remain behind the scenes, often taken for granted. However, when a crisis occurs, they are asked as to how they could allow the ball to slip through their fingers! In addition, Central Bankers are also tasked with preventing further damage and restoring stability quickly.

    Let me offer an analogy: imagine a person teetering on the edge of a cliff, seemingly about to fall, only to be pulled back just in time by a watchful observer. When central banks intervene in such a manner to prevent a potential crisis, those they protect may claim they didn’t need saving at all. This highlights a common paradox-while regulators work tirelessly to maintain stability and avert disasters, their successes often go unnoticed, and their actions are sometimes viewed as unnecessary, intrusive or excessive by those unaware of the risks. Yet it is precisely this proactive oversight that ensures the safety and soundness of the financial system, allowing it to function smoothly even in times of uncertainty.

    Over the years, the role of central banks has significantly evolved. Initially seen as the lender of last resort, today, central banks are equipped with a broad range of tools-regulatory, supervisory, and monetary-to ensure the stability of the financial system. In some countries, central banks do not have supervisory roles, with the supervision being carried out by a separate agency, but a coordinated approach is essential. Governments, central banks, financial regulators, and the industry must all work together to ensure appropriate and timely action is taken to safeguard financial stability.

    In India, the Financial Stability and Development Council (FSDC), chaired by the Union Finance Minister, along with its sub-committee led by the Governor of the Reserve Bank, has been effectively facilitating discussions and enhanced understanding of risks across the financial sector. Biannually, Reserve Bank publishes Financial Stability Reports that deliver a thorough risk assessment of India’s financial landscape. These reports utilise macro stress tests, sensitivity analyses, network and contagion assessments, and systemic risk surveys to provide valuable insights into potential vulnerabilities that affect the financial sector. Apart from inter-regulatory coordination, RBI also actively engages with the industry through regular engagements/ interactions including conferences with the Boards of supervised entities, periodic meetings with the MDs & CEOs, Heads of Assurance functions as well as interactions with auditors.

    Having discussed the importance of domestic coordination, I would also like to emphasise the significance of global supervisory cooperation. Historically, crises have acted as catalysts for bringing supervisors together to address shared challenges. For instance, the Basel Committee on Banking Supervision was formed in the aftermath of the Herstatt Bank failure, highlighting the necessity for a coordinated response to systemic risks. However, we should not wait for crises to play out before strengthening international collaboration. Greater engagement for proactive horizon scanning of potential risks and vulnerabilities, along with discussions on strategies to mitigate and address these challenges, can enhance our collective resilience and crisis preparedness.

    Indeed, as a part of our agenda for the next decade, RBI@100, the Reserve Bank intends to engage more with the central banks of the global south. The Reserve Bank also aims to establish a global model of risk-focused supervision by fostering a strong risk discovery and compliance culture, building a “through-the-cycle” risk assessment framework. Reserve Bank is working to create a comprehensive data analytics ecosystem to support its supervisory functions.

    With these thoughts in mind, I look forward to a rich and insightful panel discussion on how central banks can continue to enhance financial stability and build a resilient global financial system. Thank you!

    The Republic of France has issued the following statement:

    A free, open and safe Internet is an essential tool for promoting exchanges, inclusion and development. As digital platforms form a significant part of the Internet, their social responsibility must not be ignored.

    The Francophonie is a community of language and values, of women and men whose common language is French, and of the 88 member countries of the International Organisation of La Francophonie (OIF) which promote the same values: democracy, human rights and fundamental freedoms, as well as a constant commitment to cultural and linguistic diversity.

    While a source of progress and opportunities, the digital transformation also raises multiple challenges for OIF member countries: fighting the digital divide, promoting inclusion, protecting fundamental rights, promoting pluralism of currents of thought and opinion, maintaining the integrity of electoral processes and promoting and protecting the right to reliable, high-quality information, and to be protected from fraudulent, malicious and hate content, as well as all forms of discrimination.

    This Call is intended to help address these challenges by inviting digital platforms to step up their commitment to a safer and more honest digital space.

    To this end, We, the Heads of State and Government of countries which have a shared relationship with French, meeting on 4 and 5 October 2024 for the 19th Francophonie Summit in the French Republic,

    Intending to work to develop, within the Francophonie and beyond, a digital space which is inclusive, respectful of democracy and human rights and encourages cultural and linguistic diversity, in accordance with our commitments in the Bamako Declaration (2000), the Saint-Boniface Declaration (2006), the 2022-2026 Strategy for Digital Francophonie, the Declaration on the French Language in the linguistic diversity of Francophonie (2022) and the Declaration of the 18th Francophonie Summit in Djerba (2022);

    Drawing on the guidelines applicable to digital cooperation and the governance of artificial intelligence (AI) provided by international law, including the Charter of the United Nations, the Universal Declaration of Human Rights and the 2030 Agenda for Sustainable Development, but also the specific instruments of the acquis of the World Summit on the Information Society (WSIS), incorporated in the Geneva Declaration of Principles and the Geneva Plan of Action, as well as in the Tunis Agenda for the Information Society, the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions, the NETmundial+10 Multistakeholder Statement, the UNESCO Guidelines for the Governance of Digital Platforms and the Global Digital Compact;

    Continue to pay special attention to the specific needs of all people in the Francophone space, in all their diversity.

    Call on digital platforms to step up their efforts and commitments to an inclusive, pluralistic, high-quality and trustworthy digital space, especially by implementing the following actions and measures:

    Providing greater transparency, diversity and proximity

    1. Guarantee access, in French and in the largest possible number of national and official local languages of OIF member countries, in clear and understandable language, to the terms of service, as well as their policies and content moderation methods;

    2. Implement simple mechanisms which are easily accessible to all, in French and in the largest possible number of local languages of OIF member countries, in order to highlight content which is considered illegal or runs contrary to the terms of service;

    3. Report to the relevant stakeholders, including the users, public authorities and regulatory authorities, on the implementation of their terms of service and content-related policies;

    4. Facilitate Francophone researchers’ and academics’ access to application interfaces and data, under conditions which appropriately protect legitimate rights and interests, including compliance with and protection of users’ personal data and the confidentiality of algorithmic processes protected by trade secrets;

    5. Provide protection for personal data based on transparent, accessible procedures which are understandable by all, in French and in the languages of the countries providing a service, and ensure that there are sufficient human capacities to undertake this role.

    Taking greater responsibility in terms of content moderation

    6. Appoint single regional and subregional contact points with sufficient capabilities to ensure direct communication with the public authorities of OIF member countries, and effective processing of user requests, in French and local languages;

    7. Forge deeper ties with the relevant regulatory authorities, based on the model of commitments made with the Francophone Network of Media Regulators (REFRAM) at the Abidjan Conference on 23 and 24 April 2024;

    8. Set up moderation policies and methods for online content, scaled according to needs and capable of taking account of diverse cultures and national and regional languages, whether they be carried out automatically or are supervised by humans;

    9. Acknowledge the key role of associations, action groups, non-governmental organizations, and more generally, recognized bodies in Francophone civil societies as trusted flaggers, which can produce well-founded, reasoned requests to facilitate priority processing by digital platforms.

    Helping better protect Francophone societies and information spaces from risks linked to the use of their services

    Under all circumstances:

    10. Assess, within public reports, the risks of large-scale dissemination in OIF member countries of content which could channel hate speech or lead to violence on any discriminatory grounds; propose, in collaboration with the relevant stakeholders, preventive measures aimed at reducing such discrimination;

    11. Strengthen the legal and normative frameworks which organize the protection of the rights of the child in the digital space, in accordance with international human rights law and in particular the Convention on the Rights of the Child.

    12. Set up measures to provide high levels of confidentiality, safety and security for minors using their services;

    13. Collaborate, in accordance with the 2019 Christchurch Call, on quickly and effectively eliminating illegal terrorist and violent extremist content online;

    14. Take special care to prevent risks relating to misinformation and foreign interference; to this end, support independent fact-checking initiatives, including by backing the work of the OIF in this area, such as its ODIL platform;

    15. Use recommendations systems which provide a wide variety of information sources, as well as the free expression of pluralism of currents of thought and opinion, including by identifying and promoting content which is labelled by independent professionals, such as the Journalism Trust Initiative, all in compliance with national legislation;

    16. Help develop ethical and responsible artificial intelligence, which respects human rights, development and peace, as well as the Sustainable Development Goals;

    In election periods:

    17. While strictly observing countries’ sovereignty and complying with their legislation, help strengthen democratic institutions by maintaining the integrity of electoral processes, including by setting up public assessment and risk-reduction protocols specifically dealing with the integrity of elections or referendums in OIF member countries, before, during and after each process;

    18. Transparently identify public policies, particularly during electoral cycles; monitor the monetization of publications by political parties and their representatives and store these ads and all information enabling them to be analysed in a library with exhaustive content, which is accessible online and regularly updated;

    In crisis periods:

    19. In emergency or crisis situations such as armed conflict, environmental or public health crises, analyse the impact of operations, products, services and advertising systems of companies on fundamental rights and the dynamics of said situations.

    Contributing to cultural and linguistic diversity and fair remuneration for content creation

    20. Actively and tangibly promote cultural and linguistic diversity in creating, producing, distributing, disseminating, accessing and using cultural goods and services online, including in developing artificial intelligence;

    21. Help develop artificial intelligence which encourages cultural and linguistic diversity to combat the risk of homogenous, culturally-poor content;

    22. Help promote the use of various languages in this area, particularly in order to incorporate this cultural and linguistic plurality/diversity into the training for generative artificial intelligence models;

    23. Help with the discoverability of Francophone cultural and scientific content and in national and local languages spoken within the Francophone space as well as making available and promoting digital content which is representative of the cultural and linguistic diversity of the Francophonie, including by (i) presenting collected data to create models without prejudice to applicable intellectual property rules and (ii) promoting algorithmic explainability in the interests of users;

    24. Provide effective protection for works protected by copyright and related rights without depriving users of the effective benefit of exceptions to copyright and related rights;

    25. Guarantee fair and equal remuneration for creators in all countries in the Francophone space and for rights holders when they have consented to their work being used on digital platforms through licensing agreements.

    Contributing to digital inclusion and the training of users to create Francophone digital citizens

    26. Actively contribute to strengthening digital literacy and training in digital careers for people from OIF member countries, particularly young people and women, by supporting and collaborating with the “D-Clic, Formez-vous au numérique” project, thus improving the digital literacy of all Francophone users regarding products, services, processes and risks associated with the platforms in their design, operations and uses;

    27. Help implement media and information education programmes to give users more autonomy and develop their critical thinking with regard to information with which they interact online, in French and in the local languages of OIF member countries, including by supporting OIF action in the areas like the ODIL platform, and by collaborating with the relevant public authorities, universities, civil society organizations which work with groups in vulnerable situations, researchers, librarians, teachers, special educators, IT and media professionals, journalists, artists and cultural professionals;

    28. Contribute to cooperation between OIF member countries in the area of education on the media, IT and digital citizenship, encouraging shared experiences, best practice and resources.

    We continue to work towards the objectives set out in this Call and to support the actions enabling us to meet them;

    To this end, we ask the International Organisation of La Francophonie to regularly monitor this Call, in conjunction with the relevant stakeholders within the framework of the Strategy for Digital Francophonie and work already underway in this area;

    The Republic of France has issued the following statement:

    1. We, the Heads of State and Government of countries which have a shared relationship with the French language, meeting on 4 and 5 October 2024 for the 19th Francophonie Summit in the French Republic;

    2. Welcome the opening of this Summit at the Cité Internationale de la Langue Française, where in 1539 the Ordinance of Villers-Cotterêts was signed, for the first time making French the official language of France;

    3. Reiterate our commitment to the French language, a language of teaching and communication, development, transmission and sharing, of creation and opportunities, a language of negotiation in international forums, for our populations, particularly young people, in accordance with the Declaration on the French Language in the Linguistic Diversity of Francophonie, adopted at the 18th Summit in Djerba;

    4. Aware of the multi-faceted crises affecting the Francophone space, including armed conflict, situations of occupation and settlement, as well as terrorist acts, support the International Organisation of la Francophonie in its role as a key forum for dialogue, which is essential to strengthen the shared values of humanity, i.e. peace, sustainable development, democracy, the rule of law and human rights, pursuant to the Charter of the Francophonie, the Bamako Declaration (2000) and the Saint-Boniface Declaration (2006) and in compliance with the principles of the Universal Declaration of Human Rights and the Charter of the United Nations, international law and the United Nations Security Council resolutions;

    5. Condemn violations of international law and international humanitarian law;

    6. Remain committed to addressing the challenges of climate change, working to protect the environment, and supporting the work of the OIF through the 2023-2030 Francophonie Strategic Framework in order to encourage Francophone synergies and consultations prior to multilateral events on these issues, and highlight that the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (BBNJ Agreement) must urgently enter into force and call for swift progress in negotiating the International Treaty against Plastic Pollution with a view to the UN Ocean Conference (UNOC 2025); remain committed to the challenge of climate finance and recall that no State or government should have to choose between fighting poverty and preserving the planet; and in that regard, welcome the organization by France of the Summit for a New Global Financing Pact in Paris in 2023;

    7. We therefore recall that climate financing is the cornerstone in the global effort to fight climate change and highlight, in that regard, the importance of the Loss and Damage Fund established at COP27 in Sharm-el-Sheikh, recognizing its role in addressing the negative impact of climate change; Welcome the support provided by the OIF through the training of climate negotiators, in achieving this objective;

    8. Recall our commitment to the role of civil society and non-governmental organizations, and support an active Conference of International Non-Governmental Organisations for the benefit of populations and Francophone institutions.

    9. Renew our commitment to promoting gender equality, in accordance with the Francophonie Strategy for the Promotion of Gender Equality, the Rights and the Empowerment of Women and Girls, adopted at the 17th Francophonie Summit in Yerevan;

    10. Believe that the future of our young people is a priority which requires us to continually work with them to foster peace and sustainable development in our societies, in line with the Francophonie values of solidarity, tolerance, justice and inclusiveness;

    11. Reiterate that the promotion of the diversity of languages and cultures, as well as the diversity of expression and creation of cultural and educational content within the framework of a pluralistic, knowledge-based society are Francophonie’s most precious assets;

    12. Urge all OIF countries as well as institutions and agencies of the Charter of the Francophonie to promote the spirit of solidarity and respect shown both at the 2023 Francophone Games in the Democratic Republic of the Congo and the Olympic and Paralympic Games in France in the summer of 2024, with a view to upcoming international sporting events, particularly the Francophone Games, to be hosted by Armenia in 2027;

    13. Building on the legacy of Francophonie institutions, including the 36th session of the Francophonie Ministerial Conference (FMC) in Monaco and the 18th Francophonie Summit in Djerba, having highlighted the importance of innovation in promoting science and the digital economy in order to reduce the digital divide, ensure high-quality education and better access to employment;

    Have decided to make the theme of the 19th Summit: “Create, innovate and do business in French”

    I. The French language, serving an education, training and employability continuum

    Considering that the French language remains the bedrock of our Organisation, while respecting linguistic diversity and promoting multilingualism;

    14. Reiterate our commitment to the teaching of French, and teaching in French, and welcome the key role of educators and school communities. Commit to working alongside the OIF to develop linguistic training and teaching, in order to significantly increase the number of trained educators to ensure high-quality education for all; to this end, encourage sharing of expertise and best practices among training institution networks, the implementation of shared programmes and mechanisms, including greater online resources for educators and educational officials in the Francophone space;

    15. Support the adaptation of academic, professional and technical Francophone training, including through work-based learning, apprenticeships and mentoring in French, in order to promote a spirit of creation, innovation and entrepreneurship for young people, in line with the necessary skills to make them employable and boost the economic development of OIF member countries;

    16. Highlight the importance of facilitating exchanges among young Francophones in training, volunteers, academics, researchers and entrepreneurs, particularly within the framework of cross-cutting mobility projects in the Francophone space; encourage, to that end, multi-stakeholder cooperation involving OIF member countries and Charter of the Francophonie institutions and agencies, with economic and civil society stakeholders;

    17. To better tackle pandemics, call for greater French-language training in the area of healthcare through digital tools and in this regard, welcome national and multilateral efforts, particularly within the World Health Organization (WHO) in Geneva, which this year will open its continuous training centre, the WHO Academy in Lyon, and the cooperation agreement signed between the OIF and WHO in 2021;

    18. Encourage Charter of the Francophonie institutions and agencies to strengthen their work for cultural diversity, in line with the Convention on the Protection and Promotion of the Diversity of Cultural Expressions, adopted by UNESCO in 2005, thus enabling greater visibility among the huge diversity of French-language productions;

    19. Recall that Francophone cultural and linguistic diversity is very important within the digital space, and encourage Francophonie to actively continue its contribution to global digital governance, in accordance with the 2022-2026 Strategy for Digital Francophonie, particularly the process linked to the World Summit on the Information Society (WSIS) in Geneva, the Global Digital Compact in New York and the 2025 Artificial Intelligence (AI) Action Summit in Paris.

    20. Recognize the urgent need to take action in the digital environment and urge Charter of the Francophonie institutions and agencies to implement solutions for accessibility, linguistic diversity and the discoverability of French-language cultural, educational and scientific content and French-language training of generative artificial intelligence; welcome the scale of digitized collections of Francophone documentation centres and new cooperation opportunities created by the Cité Internationale de la Langue Française in Villers-Cotterêts in these areas;

    21. Call for high-level dialogue and advocacy to continue in the area of culture, particularly with regard to protecting and promoting the diversity of cultural and linguistic expressions;

    22. Reiterate our commitment to the multilateral media outlet, TV5, and commit to promote and distribute it; in this regard, we will take every appropriate measure, using all distribution methods, to ensure our populations have the widest possible access to TV5’s channels and the TV5MondePlus digital platform, which showcase the cultural diversity of the Francophone space;

    23. Recalling UNESCO’s Recommendation on the Ethics of Artificial Intelligence, welcome the fact that advances in artificial intelligence can contribute to the fields of translation and interpreting, including within international bodies; and call for these technological developments to fully respect the essential role of French-speaking translators and interpreters;

    24. Highlight the determination of OIF member countries to maintain a reliable, free and safe information space, in accordance with the resolution on good governance adopted at the 44th Ministerial Conference of La Francophonie (CMF) in Yaoundé; declare our full support for the Information and Democracy Partnership and the need to promote media and information education; in this regard, we welcome the 1st High-Level Forum of members of the Network of French-speaking media regulatory authorities (REFRAM) and the major digital space platforms, the adoption of the Abidjan Declaration of 24 April 2024 aimed at strengthening dialogue between regulators and major online platforms in Africa and the Francophone space, as well as the signing of the voluntary commitment protocol, and in this regard, welcome the Villers-Cotterêts Call for an honest, trustworthy digital space in the Francophone world, launched at the opening of this 19th Francophonie Summit;

    II. Create, innovate and do business in the Francophone space

    Considering that success in Francophonie can only be achieved once the French language has been acquired;

    25. Highlight the essential role of compliance with the fundamental freedoms of creation, innovation and enterprise, in accordance with the Bamako Declaration;

    26. Together call on all Charter of the Francophonie institutions and agencies to encourage freedom of creation, in all the diversity of artistic expression, invite them to develop their work for cultural and creative industries, particularly through the development and improvement of vocational training in these sectors, which offer a wide range of employment opportunities;

    27. Recall that the future of artists and creators from all cultural sectors requires working in compliance with copyright and neighbouring rights, and we are committed to strengthening these legal and administrative mechanisms for the regular collection and payment of royalties, and to support the international distribution of works, including within the digital space;

    28. Welcome the work of the OIF for Francophone authors and express our commitment to the Francophonie literary awards, including the Prix des cinq continents, as well as the programmes to support broadcasting productions through the Images de la Francophonie and the Francophonie TV5Mondeplus Funds;

    29. Invite Charter of the Francophonie institutions and agencies in collaboration with civil society, to discuss the importance of Francophonie in sport, highlighting the social and economic opportunities it offers for young Francophones, as well as its positive impact on health and well-being;

    30. Welcome the meaningful results of the Francophonie economic and trade missions, as part of the Economic Strategy for La Francophonie 2020-2025, and reiterate our support for the involvement of women and young entrepreneurs in these missions; support partnerships with Francophone economic networks to back companies as they develop internationally;

    31. Encourage initiatives to promote Francophone entrepreneurship, particularly in sectors linked to climate change and sustainable tourism, and call for enhanced relations between companies and academic, vocational and technical training institutions, as well as Francophone standardization and intellectual property networks;

    32. Also encourage concerted Francophone efforts to facilitate access for OIF member countries and local authorities to climate and biodiversity finance, in support of innovation and entrepreneurship;

    33. Place special emphasis on actions to promote the empowerment of women and urge all OIF member countries to support the strengthening of the La Francophonie Avec Elles Fund, with regard to its importance for direct beneficiaries and positive impacts for local communities;

    34. Aware of the economic and cultural cooperation opportunities opened up by the French language, we are committed to promoting mobility via Francophonie programmes and movement within our space for nationals of our countries, entrepreneurs, artists and graduates who, for professional purposes, are required to travel regularly, in compliance with national visa legislation and regulations;

    35. Take note, in this regard, that the Parliamentary Assembly of the Francophonie (APF), in its declaration on citizen mobility in the Francophone space, recommends implementing measures to consolidate Francophonie as a more integrated space and to make better use of its social and economic potential;

    36. In the interests of all these commitments, encourage the institutions and agencies of the Charter of the Francophonie to continue diversifying their sources of finance, in addition to voluntary contributions from OIF member countries, in order to strengthen the implementation of their programmes, including through public-private partnerships and development banks.

    CA Personal Finance & Mobility to become 50% shareholder of GAC Leasing

    Following a reserved capital increase, CA Personal Finance & Mobility will hold 50% of the equity interests of GAC Leasing. The company has been operating on the Chinese market since 2004 and offers financial and operational leasing solutions to GAC customers and its dealer network.

    Through this transaction, CA Personal Finance & Mobility and GAC group are strengthening the leasing offer proposed to Chinese customers, thereby stimulating the sale of electric vehicles, which already represents 60% of GAC Leasing’s leasing contracts on a portfolio of more than 200,000 vehicles.

    The impact on the CET1 ratio of Crédit Agricole S.A. and that of the Crédit Agricole group will be very limited.

    Q3 bookings at €1.52 million, in line for 2024
    In Q3 2024, which is traditionally the weakest of the year, Sidetrade achieved bookings of €1.52 million in New Annual Contract Value (ACV), versus €2.49 million in the same period last year. As announced during the September 11 investor presentation, the expected slowdown in third-quarter bookings against a complex economic and political backdrop does not affect the Group’s positive outlook for the full 2024 fiscal year.

    In the first nine months of 2024, Sidetrade recorded €8.94 million for bookings in New Annual Contract Value (ACV), compared to €8.42 million year-over-year (+6%). Given the postponement of a number of new contracts in Q3 2024 – serving to bolster an already strong business pipeline for Q4 2024 – Sidetrade is expected to match or even exceed its historic bookings record on a full fiscal year basis, which was set in 2023 with €11.2 million achieved in new ACV terms.

    In Q3 2024, Sidetrade achieved revenue of €14.9 million, representing an increase of 33% and up 14% on a comparable scope basis (excluding the recent acquisition of SHS Viveon). This strong performance is attributable to several key factors.

    First, the robust momentum in revenue growth on a constant scope basis continues. As a reminder, in the first half of 2024, Sidetrade reported a 19% increase in its revenue with growth of 18% in revenue for SaaS subscriptions which was impacted by a 4% contribution from the CreditPoint Software business, consolidated as of July 2023. On a constant scope basis, growth in the Company’s revenue was therefore 15%, with a 14% increase in revenue for SaaS subscriptions. In line with this performance, Sidetrade (excluding SHS Viveon) sustained vigorous momentum over Q3 2024, posting a 14% increase in its total Company revenue and 15% revenue growth for SaaS subscriptions, driven by a record performance for half-year bookings.

    In addition, the consolidation of the SHS Viveon business – effective since July 1, 2024 – substantially contributed to this quarterly growth, delivering a positive impact of 19%. SHS Viveon generated revenue of €2.1 million in Q3 2024. Fully consolidated in the DACH region (Germany, Austria, Switzerland and eastern European countries), SHS Viveon’s business represents a new growth driver for Sidetrade, with this geography now accounting for 14% of the Company’s total revenue.

    On the back of SHS Viveon’s consolidation, international markets now represent 68% of the Group’s revenue. With more than 70% of its workforce based outside France, Sidetrade is strongly positioned to capitalize on an increasingly globalized market, while leveraging a strong local presence in its strategic markets.

    Lastly, North America delivered the strongest growth, with revenue up 30%, representing €4.1 million over the period. This market will continue to play a pivotal role in Sidetrade’s growth trajectory.

    Analysis of the Company’s customer profiles (including the consolidated SHS Viveon) is underpinned by brisk growth of 53% in subscriptions with multinational corporations generating €2.5 billion-plus revenue.   • MIL-OSI Security: 2023 IAEA Annual Report Presented to the UN General Assembly

    The 2023 IAEA Annual Report is now available to read online, in all the official UN languages. The 2023 report was submitted to the United Nations General Assembly  today by the IAEA’s Director General, Rafael Mariano Grossi.

    The 2023 IAEA Annual Report contains highlights of a significant year for the Agency. A new Atoms4Food initiative was launched by Mr Grossi, together with the Director General Qu Dongyu of the Food and Agriculture Organization of the United Nations. The initiative builds on the IAEA’s experience of helping countries to use nuclear techniques to help them tackle global hunger by enhancing food security and nutrition. 

    At the same time, the IAEA continued to implement its existing key initiatives. These include Rays of Hope: Cancer Care for All, aimed at closing the gap in cancer care in lower- and middle- income countries, its Zoonotic Disease Integrated Action initiative  (ZODIAC) tasked with preventing future pandemics and NUTEC Plastics, which fights global plastic pollution.

    “Every day on every continent, the IAEA assists nations in overcoming challenges like diseases, poverty, hunger, pollution and climate change,” said Mr Grossi in his written statement to the UN General Assembly. “In partnership with our 178 Member States, we are enabling communities to improve healthcare, agriculture and energy systems through the power of nuclear science and technology.”

    An important part of the IAEA’s work in 2023 was to ensure transparency around the discharge of ALPS treated water from Fukushima Daiichi nuclear power station. In July, Mr Grossi presented to Prime Minister Fumio Kishida of Japan an Agency report that concluded the discharge approach and activities to be consistent with international safety standards.

    Another key priority was to support Ukraine’s nuclear safety and security. A total of 86 IAEA missions comprising 187 staff travelled to Ukraine in 2023. The IAEA also maintained a continuous presence at all five nuclear sites in Ukraine. In May, Mr Grossi presented to the UN Security Council the five principles for protecting nuclear safety and security at Zaporizhzhya Nuclear Power Plant.

    A significant milestone for the IAEA was at last year’s United Nations Climate Change Conference (COP28) in Dubai, where leaders backed investment in nuclear as a low-carbon energy source for the first time. Further notable developments concerning nuclear energy included two interconnected mechanisms: the IAEA Platform on SMRs and their Applications and the IAEA’s Nuclear Harmonization and Standardization Initiative, launched together in 2023 to support its Member States with the safe and timely deployment of small modular reactors (SMRs). SMRs offer a viable option to  enhance energy security while helping to achieve global climate goals for many countries worldwide. 

    The IAEA’s unique laboratories at Seibersdorf achieved a milestone last year, fundraising was completed for the renewal of the Nuclear Application Laboratories (ReNuAL) initiative. In addition, the IAEA’s new Nuclear Security Training and Demonstration Centre opened, ready to assist Member States in tackling nuclear terrorism and crime.

    Mr Grossi also launched the World Fusion Energy Group in 2023, which will bringing together key stakeholders as this future technology continues its journey from experimentation to demonstration and deployment.

    In addition, the IAEA celebrated achievements in promoting gender equality in the nuclear sector. By the end of 2023, the IAEA Marie Skłodowska-Curie Fellowship Programme had 560 fellows, and the Lise Meitner Programme was also in place, offering early- and mid-career women in the nuclear sector new opportunities for career advancement. In 2023, gender balance was achieved in senior management at the IAEA.

  • MIL-OSI Security: Criminals selling counterfeit wine stopped in their tracks

    The international criminal group set up a well-structured organisation to counterfeit famous and exclusive French red wine, worth up to EUR 15 000 per bottle. By working with printing houses in Italy, the criminal group was able to re-create the corks and labels of famous French wineries. The forged wine was then delivered to an Italian airport and taken abroad to be sold at market value around the world by wine traders. The criminals were able to sell the bottles of the counterfeit wine, generating profits of over EUR 2 million.

    The investigation started after suspicions of forgery reached French authorities. The authorities discovered that the criminal group had been running their operation from Italy. Investigations continued between the French and Italian authorities at Eurojust. To support the investigation, Eurojust ensured the execution of European Investigation Orders in Italy. 

    The criminal group was dismantled during operations carried out in Paris, Milan and Turin. During 14 house searches, authorities were able to seize counterfeit labels and bottles of wine, as well as computers, phones, valuable goods, (including luxury watches with a value of EUR 1.4 million), and important documentation for the investigation. Money was also seized, including EUR 77 000 in France and EUR 40 000 in Italy. Seven suspects were arrested based on their criminal activity of introducing and selling products with false markings.

    On 9 September 2024, The Future of European Competitiveness report was published. In the report, Mario Draghi paints an alarming picture of the state of European competitiveness, highlighting the fact that we are lagging behind the USA and China technologically and economically.

    He has drawn up a list of 170 proposals for responding to this existential challenge. Some of these have long been called for by Rassemblement National MEPs, for example the need to reform the EU’s electricity market, cut red tape and curb the Commission’s legislative expansion.

    Other proposals, such as extending qualified majority voting to all policy areas, are direct attacks on the sovereignty of European nations. That specific proposal would mean that Member States could no longer oppose any future EU enlargement or any action that the Commission wished to take which ran counter to national interests.

    Considering that certain political groups in the European Parliament have long been advocating for some of the proposals in the Draghi report, could the Commission state which ones it intends to follow?

  • MIL-Evening Report: Three letters, one number, a knife and a stone bridge: how a graffitied equation changed mathematical history

    On October 16 1843, the Irish mathematician William Rowan Hamilton had an epiphany during a walk alongside Dublin’s Royal Canal. He was so excited he took out his penknife and carved his discovery right then and there on Broome Bridge.

    Yet Hamilton’s revelation changed the way mathematicians represent information. And this, in turn, made myriad technical applications simpler – from calculating forces when designing a bridge, an MRI machine or a wind turbine, to programming search engines and orienting a rover on Mars. So, what does this famous graffiti mean?

    Rotating objects

    The mathematical problem Hamilton was trying to solve was how to represent the relationship between different directions in three-dimensional space. Direction is important in describing forces and velocities, but Hamilton was also interested in 3D rotations.

    Mathematicians already knew how to represent the position of an object with coordinates such as x, y and z, but figuring out what happened to these coordinates when you rotated the object required complicated spherical geometry. Hamilton wanted a simpler method.

    He was inspired by a remarkable way of representing two-dimensional rotations.
    The trick was to use what are called “complex numbers”, which have a “real” part and an “imaginary” part. The imaginary part is a multiple of the number i, “the square root of minus one”, which is defined by the equation i ² = –1.

    By the early 1800s several mathematicians, including Jean Argand and John Warren, had discovered that a complex number can be represented by a point on a plane. Warren had also shown it was mathematically quite simple to rotate a line through 90° in this new complex plane, like turning a clock hand back from 12.15pm to 12 noon. For this is what happens when you multiply a number by i.

    Hamilton was mightily impressed by this connection between complex numbers and geometry, and set about trying to do it in three dimensions. He imagined a 3D complex plane, with a second imaginary axis in the direction of a second imaginary number j, perpendicular to the other two axes.

    It took him many arduous months to realise that if he wanted to extend the 2D rotational wizardry of multiplication by i he needed four-dimensional complex numbers, with a third imaginary number, k.

    In this 4D mathematical space, the k-axis would be perpendicular to the other three. Not only would k be defined by k ² = –1, its definition also needed k = ij = –ji. (Combining these two equations for k gives ijk = –1.)

    Putting all this together gives i ² = j ² = k ² = ijk = –1, the revelation that hit Hamilton like a bolt of lightning at Broome Bridge.

    Quaternions and vectors

    Hamilton called his 4D numbers “quaternions”, and he used them to calculate geometrical rotations in 3D space. This is the kind of rotation used today to move a robot, say, or orient a satellite.

    But most of the practical magic comes into it when you consider just the imaginary part of a quaternion. For this is what Hamilton named a “vector”.

    A vector encodes two kinds of information at once, most famously the magnitude and direction of a spatial quantity such as force, velocity or relative position. For instance, to represent an object’s position (x, y, z) relative to the “origin” (the zero point of the position axes), Hamilton visualised an arrow pointing from the origin to the object’s location. The arrow represents the “position vector” x i + y j + z k.

    This vector’s “components” are the numbers x, y and z – the distance the arrow extends along each of the three axes. (Other vectors would have different components, depending on their magnitudes and units.)

    Half a century later, the eccentric English telegrapher Oliver Heaviside helped inaugurate modern vector analysis by replacing Hamilton’s imaginary framework i, j, k with real unit vectors, i, j, k. But either way, the vector’s components stay the same – and therefore the arrow, and the basic rules for multiplying vectors, remain the same, too.

    Hamilton defined two ways to multiply vectors together. One produces a number (this is today called the scalar or dot product), and the other produces a vector (known as the vector or cross product). These multiplications crop up today in a multitude of applications, such as the formula for the electromagnetic force that underpins all our electronic devices.

    A single mathematical object

    Unbeknown to Hamilton, the French mathematician Olinde Rodrigues had come up with a version of these products just three years earlier, in his own work on rotations. But to call Rodrigues’ multiplications the products of vectors is hindsight. It is Hamilton who linked the separate components into a single quantity, the vector.

    Everyone else, from Isaac Newton to Rodrigues, had no concept of a single mathematical object unifying the components of a position or a force. (Actually, there was one person who had a similar idea: a self-taught German mathematician named Hermann Grassmann, who independently invented a less transparent vectorial system at the same time as Hamilton.)

    Hamilton also developed a compact notation to make his equations concise and elegant. He used a Greek letter to denote a quaternion or vector, but today, following Heaviside, it is common to use a boldface Latin letter.

    This compact notation changed the way mathematicians represent physical quantities in 3D space.

    Take, for example, one of Maxwell’s equations relating the electric and magnetic fields:

    With just a handful of symbols (we won’t get into the physical meanings of ∂/∂t and ∇ ×), this shows how an electric field vector (E) spreads through space in response to changes in a magnetic field vector (B).

    Without vector notation, this would be written as three separate equations (one for each component of B and E) – each one a tangle of coordinates, multiplications and subtractions.

    The power of perseverance

    I chose one of Maxwell’s equations as an example because the quirky Scot James Clerk Maxwell was the first major physicist to recognise the power of compact vector symbolism. Unfortunately, Hamilton didn’t live to see Maxwell’s endorsement. But he never gave up his belief in his new way of representing physical quantities.

    Hamilton’s perseverance in the face of mainstream rejection really moved me, when I was researching my book on vectors. He hoped that one day – “never mind when” – he might be thanked for his discovery, but this was not vanity. It was excitement at the possible applications he envisaged.

    He would be over the moon that vectors are so widely used today, and that they can represent digital as well as physical information. But he’d be especially pleased that in programming rotations, quaternions are still often the best choice – as NASA and computer graphics programmers know.

    In recognition of Hamilton’s achievements, maths buffs retrace his famous walk every October 16 to celebrate Hamilton Day. But we all use the technological fruits of that unassuming graffiti every single day.

  • MIL-OSI United Nations: Experts of the Committee on the Elimination of Discrimination against Women Praise Chile’s Laws on Violence against Women, Ask about Measures to Prevent Trafficking of Children and Sexual Abuse of Girls

    The Committee on the Elimination of Discrimination against Women today considered the eighth periodic report of Chile, with Committee Experts praising the State’s laws on violence against women and femicide, and raising questions about measures to prevent trafficking of children and sexual abuse of girls.

    One Committee Expert said Chile had impressive laws on violence against women and femicide.  What was the reparation regime for femicide?

    A Committee Expert said trafficking remained a problem in Chile.  There were around 20,000 illegal adoptions; the stealing of children was reportedly a lucrative business for criminal groups.  What measures were in place to support women and children who were at risk of trafficking?

    Another Expert said the Committee was concerned by the high rates of teenage pregnancy and sexual abuse of teenage girls.  What was being done to prevent early pregnancies, sexual abuse of girls, and delays in processing of abortion requests?

    Introducing the report, Antonia Orellana Guarello, Minister of Women and Gender Equity of Chile and head of the delegation, said an emblematic advance in the fight against violence in Chile was the enactment this June of the comprehensive law against gender violence. In the last two years, law reform had established a comprehensive protection and reparation regime for victims of femicide. National violence against women programmes had been redesigned to offer care to a wider range of victims.

    Ms. Orellana Guarello said the Government had developed the National Action Plan against Trafficking in Persons 2023-2026, focusing on prevention, protection of victims, prosecution of crimes, intersectoral coordination, and international cooperation.  This plan had made it possible to double the State’s capacity to care for adult victims.

    The delegation added that the State had a new procedure for assessing international adoptions and was supporting investigations into kidnapping of children. One individual who had been kidnapped had been identified and reunited with their family.  The State party was working to establish a genetic database to help reunite families and victims.

    Chile had seen a downward trend in teenage pregnancies since 2016, the delegation noted, influenced by the free distribution of contraception.  The State party was developing legislation that decriminalised abortion.  Around 70 per cent of girls under 14 who requested abortions did so on the grounds of rape.  An early referrals programme had been developed to speed up their access to abortions.

    In closing remarks, Ms. Orellana Guarello said Chile was committed to implementing the rights of women in all their diversity.  The State party would work to collect disaggregated data on women, achieve gender parity at all levels, increase access to abortion, promote the rights of older women and reform the pension system, and improve the situation of women deprived of liberty.

    Ana Peláez Narváez, Committee Chair, in concluding remarks, said that the dialogue had helped the Committee to better understand the situation of women and girls in the State party.  It would develop recommendations based on the dialogue to strengthen the implementation of the Convention for the benefit of all women and girls in Chile.

    The delegation of Chile consisted of representatives from the Supreme Court; Ministry of Justice and Human Rights; National Migration Service; Ministry of Foreign Affairs; Ministry of Women and Gender Equity; Ministry of the Interior and Public Security; Public Prosecutor’s Office; Gendarmerie; Public Criminal Defender’s Office; Cabinet of the Minister of Social Development and Family; and the Permanent Mission of Chile to the United Nations Office at Geneva.

    The Committee has before it the eighth periodic report of Chile (CEDAW/C/CHL/8).

    Presentation of Report

    ANTONIA ORELLANA GUARELLO, Minister of Women and Gender Equity of Chile and head of the delegation, said that since the last dialogue, Chile had experienced social protests, the COVID-19 pandemic, and the emergence of “anti-rights” groups.  Despite these challenges, the State had made progress in institutional, legal and administrative mechanisms to ensure the rights of women.  The National Equality Plan, updated in 2023, was the roadmap for equality policies in Chile. Minority groups had participated in the construction and monitoring of the plan.  In 2023 and 2024, six billion pesos were allocated to projects that directly benefited the diversity of women in different State institutions.

    An emblematic advance in the fight against violence was the enactment this June of the comprehensive law against gender violence, which established measures to punish and eradicate gender-based violence.  It created a judicial supervision mechanism, recognised children and adolescents as victims, and established an integrated data system on cases of gender violence. In the last two years, law reform had improved procedural guarantees and protected the rights of victims of sexual crimes; advanced the prevention, investigation and punishment of workplace sexual harassment; and established a comprehensive protection and reparation regime for victims of femicide, including a pension for sons and daughters, which until August 2024 has benefited 126 children and adolescents. National violence against women programmes had been redesigned to offer care to a wider range of victims.  The budget allocated to the prevention of violence against women had been increased by 22 per cent between 2021 and 2024.

    In 2022, a law prohibiting child marriage was enacted.  Thanks to this law, in the last two years there were no marriages with spouses under 18 years of age.  The Government had also developed the National Action Plan against Trafficking in Persons 2023-2026, focusing on prevention, protection of victims, prosecution of crimes, intersectoral coordination, and international cooperation. This plan had made it possible to double the State’s capacity to care for adult victims.  As of May 2024, humanitarian visas were issued to 21 women victims.  Progress had also been made with respect to the payment of child support through the creation of the National Registry of Alimony Debtors and the effective payment law. This had allowed the payment of more than 333 million United States dollars for alimony, benefiting more than 50,000 families as of May 2024.

    Chile was processing the bill that modified the Labour Code to promote equal pay between men and women, seeking to address the persistent gender wage gap, which stood at 23.3 per cent.  The Buenos Aires Commitment recognised the right to care and be cared for.  The Government had introduced a bill to establish a national policy on care to guarantee access to care in conditions of dignity.  Resources for care systems would be increased by 40 per cent by 2025, with the goal of serving 75,000 people with severe dependency.

    The More Women Scientists Programme had provided posts to women in science, technology, engineering and maths programmes at the university level.  The number of women selected for such programmes had since increased by 16.8 per cent.  The Government had implemented an inspection manual for the voluntary interruption of pregnancy law, which gave tools to local authorities for the supervision of health facilities.  It had also reduced the prices of oral, vaginal and long-acting contraception.

    The percentage of women participating in politics had increased in recent decades.  Chile was ranked sixth worldwide in high-level representation of women, with 58.3 per cent of members of the Cabinet of Ministers being women.  The Government was also promoting projects such as gender quotas in the elections of regional governors and councillors.  In the last two years, spaces had been created for women to participate in the evaluation and transformation of public policy, such as the Citizen Dialogues for the Care System, which had 12,614 participants, of which 80.4 per cent were women.  Dialogues were also held for rural women and for the lesbian, gay, bisexual, transgender and intersex community, on sexual and reproductive rights and pension reform.

    In the last two years, 119 indigenous language and culture educators were recruited.  The Good Living Plan promoted the participation of Mapuche and rural women in political and social decisions through territorial dialogues.  The Government had also doubled the quota for hiring people with disabilities in companies and public institutions with 100 or more workers.  The National Policy on Migration and Foreigners provided comprehensive care for foreign women victims of domestic and gender-based violence.  Since 2023, the gender identity accompaniment programme had been implemented, serving more than 2,500 transgender and gender non-conforming children and adolescents.  This year, the Protocol for the Protection of Human Rights Defenders was approved, reaffirming the commitment of the State to protect women human rights defenders.  The Protocol on the Treatment of Pregnant Women in Detention sought to guarantee respect for and exercise of these women’s rights.  From 2022 to May of this year, a total of 321 pregnant women had benefited from this law.

    The Committee’s recommendations would allow the State to make progress in complying with its international commitments and to guarantee respect for human rights.

    LORETO CARVAJAL, Senator of the Republic, said she was a member of a group of parliamentarians that promoted the creation of the Commission on Women and Gender Equity, a space to debate policies against discrimination and violence against women. The law on labour conciliation enshrined the right to remote work for all workers who had children under 14 years of age in their care.  Another law prohibited sexual and workplace violence and harassment at work.  The National Congress had also established its first breastfeeding room, and the Senate had installed 24 kits with menstrual hygiene products in its bathrooms.  The Work-Life Balance Protocol supported women with family and care responsibilities. 

    Chile also faced several challenges.  The revision of the civil partnership regime was still pending, as was a bill to strengthen the anti-discrimination law.  It was essential that resources were appropriately allocated to initiatives that addressed gender-based violence and promoted women’s economic empowerment.  There also needed to be increased cooperation between the legislative branch, the executive and civil society.  The delegation would faithfully reflect on both the State’s progress and the challenges remaining regarding the implementation of the Convention.

    ANDREA MUÑOZ SÁNCHEZ, Minister of the Supreme Court of Chile, said Chile’s understanding of the need to increase women’s access to justice had improved over the reporting period, and legal instruments and rulings reflected this.  The Supreme Court of Justice had a technical secretariat on gender equality and a gender equality policy.  There had been rulings regarding cases of violence against women that dealt with abandonment and recognition of non-typical cases of violence, including the use of legitimate use of self-defence by women.  There had also been rulings on the rights of women deprived of liberty and rulings recognising non-binary gender, and alternatives to detention had been issued for pregnant women.  The judiciary had also implemented many measures to eradicate sexual harassment in the workplace.

    Statement by the National Human Rights Institute

    CONSUELO CONTRERAS LARGO, National Director, National Human Rights Institute of Chile, said Chile’s statistics on violence against women were not disaggregated based on ethnicity, location, age, disability, sexual orientation and migrant status; this needed to be done.  It was worrying that amendments to the conjugal partnership law and the anti-discrimination law had not progressed.  The gap in representation between men and women continued to be wide, especially in mayoral offices and in the Senate, where women made up only 17 per cent and 24 per cent of representatives, respectively.  There was no gender quota in municipal elections, and for parliamentary elections, the quota would be in force only until 2029. 

    Difficulties in reporting violence and accessing care for minority women were concerning. There was a low number of personnel responsible for investigating trafficking in persons in the investigative police.  It was also worrying that only 15 universities offered training in gender violence, women’s rights, and gender perspective, and there was no discussion in Congress about comprehensive sex education in the school curriculum. 

    Gaps in wages and employability of men and women remained, while unemployment rates continued to be higher in women than in men.  The Institute was also concerned about barriers that hindered the provision of access to voluntary termination of pregnancy, including training and conscientious objection, and about the situation of pregnant women and women with children in prisons and the lack of progress on the bill prohibiting pretrial detention for such women.  The Institute was concerned about the lack of cultural relevance of policies for the prevention of violence against indigenous women.

    Questions by a Committee Expert

    MARION BETHEL, Committee Expert and Rapporteur for Chile, said that the Committee welcomed the efforts by the State party to disseminate the Convention and the ratification of the Optional Protocol in 2020.  Capacity-building efforts had reached over 46,000 public servants.  Had the State party established a permanent accountability mechanism regarding the Convention?  Was the Convention promoted in rural areas and had it been translated into indigenous languages? 

    The recent reform of the Constitution was a unique opportunity to advance gender equality and incorporate comprehensive protections for women’s rights.  However, this process had faced challenges.  What steps had been taken to anchor women’s rights in the Constitution? The Committee was concerned about discrimination targeting indigenous women and women of African descent.  What steps had been taken to amend the law on discrimination in line with the Convention?  How many cases had been tried under the law and what reparation had been provided to minority women?  What steps had been taken to address the law’s inadequacies?

    The availability of legal assistance for minority women remained insufficient.  How was the State party addressing this?  What training was being provided on gender equality and support for women for members of the judiciary?  Did training provided for the police and prison service improve access to justice for indigenous women, and how was gender mainstreaming being incorporated in the judiciary?

    Ms. Bethel welcomed that the Convention had been invoked in court rulings.  The State party needed to collect disaggregated data to inform public policy on gender.  What had been the impact of the work of the Intersectoral Working Group on the Rights of Indigenous Women?

    Responses by the Delegation

    The delegation said Chile was committed to addressing gaps in monitoring the implementation of the Convention. The State party was making use of the “SEMORE” system, which collected data on the implementation of human rights treaties.  A mechanism had opened that allowed civil society to monitor the implementation of the Convention and a gender budgeting system would soon be implemented.

    More than 33,000 public servants had received training on gender equality.  The State was collaborating with the local office of the United Nations High Commissioner for Human Rights to strengthen training on the Convention for public officials.  Between 2022 and 2024, around 7,500 members of the judiciary took courses on gender issues and more than 900 members of the investigative police had also received such training.  From this year, all criminal and family judges were required to undergo mandatory training on violence against women, and prosecutors also underwent training on the Convention.

    The judiciary provided defence for all individuals.  There were specialised defenders for indigenous women and intercultural communicators who supported these women.  A bill to reform the Anti-Discrimination Act addressed shortcomings in the legislation and the need to compensate victims; this bill had been rejected, but work was underway to reform it so that it could be passed.

    The Government was working to establish institutions, roadmaps and training programmes to promote the rights of indigenous women.  The judiciary had a handbook of good practices related to gender, and a repository of judgements related to gender had been published.  More than 11,000 judgements had referenced the Convention, including 8,000 judgements by family courts.

    The Sub-Commission on Gender Statistics had established a standard on statistics on gender identity.  Upcoming surveys on gender-based violence would cover rural areas.  The new national census would include questions on gender identity, ethnicity and other characteristics.

    Questions by Committee Experts 

    A Committee Expert congratulated the State party on the creation of the Ministry for Women and Gender Equity. What percentage of the national budget had been devoted to gender institutions in the last three years? How did the State party ensure compliance by public officials with the Convention?  What was the mandate of the National Service for Women and Gender Equity? How was the Women’s Ministry empowered to influence other ministries, institutions and the media?

    The fourth national action plan on equality between men and women was commendable.  What budget had been attached to the plan and what achievements had it made?  Were issues concerning disadvantaged women integrated into national priorities? What measures were in place to monitor the implementation of the plan?

    MARION BETHEL, Committee Expert and Rapporteur for Chile, commended the State party for its use of temporary special measures in promoting the representation of women in political bodies.  There was an absence of temporary special measures to promote the rights of disadvantaged women in other areas, however.  What groups of women had been targeted by temporary special measures and what steps had been taken to guarantee women’s rights in the economic recovery plan?  How were temporary special measures being used to address gender stereotypes and promote women’s access to employment?

    Responses by the Delegation

    The delegation said the National Service for Women and Gender Equity promoted gender equality and women’s empowerment in various areas.  The budget for the Service had been increased in recent years, and its programme to combat violence had been strengthened.  Its activities reached more than 150,000 women, preventing violence and promoting women’s political participation.

    Almost 46,000 members of the police service had received training on human rights and gender, including over 500 directors of the police force.  The share of women applying for posts within the police had increased to 40 per cent. 

    The Women’s Ministry had participated in drafting the post-pandemic economic recovery plan in 2022, incorporating gender perspectives into the plan.  The rate of female integration in the workforce had increased by two per cent since the implementation of the plan.  Subsidies were provided to employed women to access childcare, and structures providing care for the elderly had been strengthened to alleviate women’s care burden.  The childcare system had been reformed to increase access for marginalised women.

    The labour inclusion law had helped to double the number of women with disabilities who had access to the labour market.  There was currently a record number of women in construction in Chile.

    Questions by Committee Experts 

    MARION BETHEL, Committee Expert and Rapporteur for Chile, said there was a lack of temporary special measures for indigenous women, lesbian, bisexual, transgender and intersex women, and other disadvantaged women.  Was the State party working to create these?

    ANA PELÁEZ NARVÁEZ, Committee Chair, asked how the State party ensured access to justice for vulnerable women.  Could indigenous women use their own languages in court?  What measures were in place to protect girls in the justice system?  How did the State ensure access to its national surveys for indigenous women, girls and women with disabilities? 

    Responses by the Delegation

    The delegation said the Government was drafting a law on access to justice for gender-based crimes.  The judiciary had training programmes on gender and sexual diversity and there had been an inclusion protocol developed for the lesbian, gay, bisexual, transgender and intersex community.

    The Government was working to ensure access to social programmes for marginalised groups of the population. Community care centres had been set up in rural areas to support the care burden for indigenous peoples. Information on sexual and reproductive rights was being provided to indigenous women in different indigenous languages and in Braille.  The national census was made available in the main three indigenous languages.  A law had been passed to recognise Chilean people of African descent, and the Ministry of Women had a body working to promote the rights of women of African descent.

    Questions by Committee Experts 

    A Committee Expert welcomed that Chile’s domestic legislation needed to be interpreted in line with the international human rights treaties ratified by Chile, and commended the State party’s efforts to address historical wrongs against women.  How was the State party advancing space exploration led by women and addressing the threats posed to women by autonomous weapons systems?  How would the State party incorporate women peacebuilders within its national action plan on women, peace and security?

    Technology-assisted violence disproportionately affected women.  How was the State party addressing algorithmic biases against women in artificial intelligence models?  The State had impressive laws on violence against women and femicide.  What was the reparation regime for femicide?  How did the State party monitor the implementation of the law on workplace harassment and prevent reprisals against women who reported it?  The State party needed to immediately promulgate the law on consent for sexual relations.  Was the monitoring mechanism for discrimination against HIV-positive people still in place?  Did the media law prohibit gender stereotyping? 

    Trafficking remained a problem in Chile. There were around 20,000 illegal adoptions; the stealing of children was reportedly a lucrative business for criminal groups.  Children in child protection centres were at risk of trafficking.  What reparations had been provided for victims of illegal adoptions?  What measures were in place to support women and children who were at risk of trafficking?

    ANA PELÁEZ NARVÁEZ, Committee Chair, congratulated the State party on implementing the ruling of the Inter-American Court of Human Rights regarding reparation for the forced sterilisation of a woman.  Was forced sterilisation of women with disabilities common?  When would the State party criminalise this practice? How was the State party ensuring protection for girls who were wards of the State from institutional violence?

    Responses by the Delegation

    The delegation said women were included in Chile’s armed forces.  The Commission of Peace and Understanding between the State and the Mapuche people, which included Mapuche women, was striving to achieve peace and an end to conflict with the Mapuche.  Chile had had a feminist foreign policy since 2022, and a gender lens was incorporated into foreign aid activities.  Chile was focusing on including women in international peace negotiations, such as negotiations with Colombia.  The State party had included a gender dimension in the regulation of autonomous weapons and in disarmament efforts.

    There were differing opinions on the effectiveness of establishing a law on consent for sexual relations; negotiation on this act was ongoing.  Laws had been implemented that increased penalties for obstetric violence and the non-consensual dissemination of pornographic material.  The new comprehensive law on violence against women addressed obstetric violence.  Courts were providing compensation for moral harm caused by obstetric violence and failed sterilisation procedures requested by women.

    Chile was promoting the inclusion of women in science, technology, engineering and maths careers and there had been an increase in women taking up these careers.  The State party had passed a law that promoted the inclusion of women in the mining sector.

    The State had a new procedure for assessing international adoptions and was supporting investigations into the kidnapping of children.  One individual who had been kidnapped had been identified and reunited with their family. The State party was working to establish a genetic database to help reunite families and victims.

    Chile had not received complaints related to the forced sterilisation of persons with disabilities.  It had recently adopted a law that required free, prior and informed consent for sterilisation procedures.  The State party had created a special body monitoring girls, boys and adolescents who were wards of the State.  Protection measures were implemented as a last resort.

    Questions by Committee Experts 

    A Committee Expert commended the State party’s commitment to female diplomacy and representation in all decision-making arena.  Would the State party implement quotas for 50 per cent representation of women at all levels of government?  The Expert welcomed the definition of “political violence” against women in the State’s legislation.  Was there a system for implementing this legislation?  What measures were in place to promote gender parity in the private sector? Was there a system to assess the environmental and gender impacts of foreign policies?

    Another Committee Expert welcomed efforts to address statelessness, including the implementation of the Statelessness Convention and the granting of Chilean nationality to all people born on Chilean territory.  Many children were born on migratory routes in Chile, increasing their risk of statelessness.  How was the State party working to register the births of migrant children?  Could it provide statistics in this regard?  How was the State party promoting access to refugee status determination procedures?

    Responses by the Delegation

    The delegation said Chile’s feminist foreign policy included measures promoting the representation of women in the foreign service.  Around 24 per cent of Chile’s ambassadors were female, up from around 12 per cent in 2022.  The State was approaching gender parity in its diplomatic corps.  All Chile’s trade agreements had specific chapters on women. Chile had won a prize from the World Trade Organization for promoting gender equality through trade.

    There had been a rise in female participation in the Congress.  Quotas had been established for electoral lists.  Women were currently heading 13 different ministries, including ministries typically led by men.  Quotas were also being implemented in the regional elections that were currently underway.  A tool had been developed to support women wishing to run for election.  The Government had recognised political violence as a form of discrimination.  The Electoral Service was developing clear standards on this form of violence.

    Currently, all children born on migratory routes had access to Chilean nationality.  The State project on statelessness had allowed for the provision of nationality to around 100 children.  The law on immigration respected the best interests of the child. A draft law had been developed to provide nationality to children who did not have identity documents.  The State party worked to prevent refoulement of migrants.

    Questions by Committee Experts 

    A Committee Expert commended the educational reforms implemented by the State party.  What strategy did the State party have to prevent the dissemination of gender stereotypes in education?  What redress systems were in place for victims of discrimination within education? What monitoring was in place to ensure that the language policy empowered and did not stigmatise indigenous children?  What temporary special measures were in place to promote access to education for minority girls? 

    Had the State party developed disability-friendly learning environments and promoted inclusive education?  What was the rate of return for girls who left the education system early?  How did the State party’s science, technology, engineering and maths education programme address structural barriers to women accessing careers in this field?  The reproductive health education programme started in the second education cycle and was not compulsory.  Would the State party make the programme compulsory, continuing and age appropriate?

    Another Committee Expert commended the State party’s gender parity initiative, the law to reduce the maximum weekly working hours, and the law to implement International Labour Organization Convention 190.  The gender pay gap persisted in the State party.  What measures would the State party take to address the gap, particularly in higher paying positions?  The labour participation rate for women was 48.1 per cent in 2021.  What measures were in place to increase the rate and eliminate horizontal and vertical discrimination against women in the workplace? How was the State party promoting women’s participation in the digital economy, and the employment of marginalised women?  How were self-employed women and domestic workers supported to access State benefits? What efforts had been made to promote the equal sharing of household responsibilities between men and women? Could data on this be provided?

    Responses by the Delegation

    The delegation said Chile had developed a draft bill on schooling that addressed discrimination within the educational community.  The bill was currently being assessed by Congress.  National days on non-sexist education had been held; over 450,000 children and parents had participated.  The admission system for higher education had been amended to support women’s access.  Textbooks had been updated to remove gender stereotypes.  The Government was also working to discourage violence in educational settings.  There were seven possible programmes for sex education, and schools could choose which programme they provided.  The State party planned to develop a bill that would improve the quality of sex education.  Educational institutions were being provided with guidance to implement inclusive education for children with disabilities.

    Between 2022 and 2024, women’s wages had increased by six per cent, and employment rates for women had returned to pre-pandemic levels.  The gender wage gap had decreased from 25 per cent in 2022 to 23 per cent in 2023. Most trade unions had greater participation of women than men.  Regulations had been implemented that allowed for shorter working hours for workers with children.  The number of days that parents could have off when their children were sick had been increased from 15 to 30.  Chile’s legislation established the joint responsibility of parents in caring for their children.  A programme had been developed to provide care for children in rural areas during holiday periods to allow their mothers to continue working.  This programme was now being expanded.

    Questions by Committee Experts 

    A Committee Expert said learners with auditory disabilities had complained that digital education portals were not accessible for them.  Had the State addressed this issue?  Each of the seven possible sexual health education programmes needed to be compliant with the Convention.  How many educational institutions had been fined for discrimination against girls?

    Another Committee Expert commended the State party’s initiative to decriminalise abortion on all grounds. The Committee was concerned by the high rates of teenage pregnancy and sexual abuse of teenage girls.  What was being done to prevent early pregnancies, sexual abuse of girls, and delays in processing of abortion requests?  Around 42 per cent of obstetric practitioners were conscientious objectors to abortion.  In rural areas, there were no alternatives if local doctors were conscientious objectors.  How was the State party addressing this?  Many women had experienced obstetric violence.  What support was the State party providing to ensure access to reparation for such violence?

    One Committee Expert commended the State’s pension and labour law reform.  Women’s unpaid working hours exceeded those of men by a large margin. Almost half of households were headed by women, many of which were impoverished.  There was a pay gap regarding pension payments for retirees. How was the State party preventing the widening of the gender wage gap and working to reduce the representation of women in the informal sector?  How would the State party correct the gender inequalities in the pension system and compensate women for unpaid care work?  Over 40 per cent of companies did not have women on their boards; how was this being addressed?

    What measures were in place to promote women and girls’ access to cultural and sporting activities, and to address discrimination against women in sports?

    Responses by the Delegation

    The delegation said Chile had seen a downward trend in teenage pregnancies since 2016, influenced by the free distribution of contraception.  To prevent the underground use of misoprostol, the State party was developing legislation that decriminalised abortion.  Under 10 per cent of health providers had conscientious objectors to abortions.  The State party supported the referral of persons seeking abortions to alternative abortion providers in cases of conscientious objection.  Conscientious objectors were required to provide abortions if there was a risk to the life of the mother.  Chile had amended legislation to require healthcare institutions to provide patients with information on their abortion rights in various languages.  Around 70 per cent of girls under 14 who requested abortions did so on the grounds of rape.  An early referrals programme had been developed to speed up their access to abortions.  Most family court cases concerning abortions for minors who had been raped were decided within two days.

    Coverage of the pension system had reached 80 per cent, increasing greatly in recent years.  The State party was implementing reforms to close the gender pension gap.  It had drafted a law towards this aim that was currently in its second reading.  A national survey was being carried out that assessed the distribution of domestic work responsibilities.  It would inform future support policies.

    Questions by Committee Experts 

    A Committee Expert asked if the State party had considered mechanisms to prevent backstreet abortions.  What support did the State provide to girls who underwent abortions?

    Another Committee Expert asked if girls aged 16 and over could access abortions in cases of rape.

    One Committee Expert asked about measures to support women entrepreneurs’ access to loans and credit.

    A Committee Expert asked about steps that had been taken to develop an action plan on rural women and girls that addressed their access to services and land.  Chile was the only country in Latin America that did not recognise indigenous peoples in its Constitution.  Would the State party establish a ministry of indigenous affairs, as the Committee had previously recommended? What measures were in place to guarantee the right to tenure and ownership of land for indigenous women? Women of African descent were not visible in the State party due to a lack of data. Not all women of African descent were recognised by the State party in its legislation; how would this be addressed?

    Another Committee Expert commended reforms that raised the minimum age of marriage to 18 without exception.  De facto early unions were still being carried out in Chile.  What measures were in place to identify such unions and to support their dissolution, particularly in rural areas?  How was the State party promoting access to adoption for same-sex couples?  What was the status of efforts to amend the marital regime and to educate the population in this regard?  How effectively were temporary protective measures implemented to protect women and children in cases of family violence?

    Responses by the Delegation

    The delegation said Chile planned to collect more data on people of African descent through its 2025 census. The Ministry of Women and Equity had implemented measures to support access to land tenure for indigenous peoples. There had yet to be progress on the draft law establishing a ministry of indigenous affairs; the Government would devote further efforts toward this aim.

    A national roundtable had been set up to support rural and indigenous women.  The roundtable had developed a programme to support access to water for these women.  There was also a programme supporting the development of rural and indigenous women as leaders.

    Amendments to the adoption law had been discussed for over 10 years.  The Government was working to establish a law that allowed for the adoption of children by same-sex couples.  Custody of children was not granted to violent parents.  Recent legislative reform defined children who experienced domestic violence as victims.  The State party was working to reform the marital property regime to increase women’s access to property in cases of divorce.

    Questions by Committee Experts 

    A Committee Expert said extractive industry activities had affected access to water in rural areas.  Would the State party strengthen environmental regulations to ensure that agribusiness activities did not negatively affect rural and indigenous women?  What steps had been taken to hold persons responsible for human rights violations occurring in the context of the 2019 protests?

    Another Committee Expert noted that a case had been brought before the Supreme Court in 2021 by two women regarding the shutting down of a power plant in Huasco.  What measures were in place to protect women in Huasco from pollution from power plants?

    Responses by the Delegation

    The delegation said a plan was being developed to gradually close power plants in Huasco and to provide reparations to persons who had been affected by pollution from these plants.  A draft bill had been put forward to address the loss of rural ecosystems caused by the activities of extractive industries.  A climate change adaption plan was also in place.

    Around 50 complaints had been brought against civil servants related to their actions in response to the 2019 protests, some of which had led to prosecutions.  Five of these cases involved female victims. 

    Concluding Remarks

    ANTONIA ORELLANA GUARELLO, Minister of Women and Gender Equity of Chile and head of the delegation, said the dialogue had been constructive.  The Committee’s inputs had been and would continue to be vital for the State party.  Chile was committed to implementing the rights of women in all their diversity. The State party had made progress but acknowledged that gaps remained.  The Committee’s recommendations would help the State party to move forward.  Chile would work to collect disaggregated data on women, achieve gender parity at all levels, increase access to abortion, promote the rights of older women and reform the pension system, and improve the situation of women deprived of liberty.

    ANA PELÁEZ NARVÁEZ, Committee Chair, said that the dialogue had helped the Committee to better understand the situation of women and girls in Chile.  It would develop recommendations based on the dialogue to strengthen the implementation of the Convention for the benefit of all women and girls in Chile.

The new elements are highlighted by multiview now available on connected devices, which gives fans the option to watch up to four games simultaneously on NBA League Pass – the league’s live game subscription service. 

    In addition, NBA League Pass subscribers in Africa and around the world will have the ability to customize their viewing experience and always be live when watching NBA games. Fans can smart rewind games from any point with key plays highlighted, download full games for offline viewing and access a range of game recap versions including “All Possessions,” “10-Minute Condensed,” “Key Highlights,” and more. Additionally, the app will offer interactive synced stats and analytics, ensuring fans experience the game in the app as if it is live no matter when they are watching. 

    Among the game-changing enhancements is “NBA Insights,” an AI-powered tool that leverages the power of Microsoft Azure. The feature uses AI rooted in deep basketball understanding to identify key narratives, player performances, and notable milestones, providing fans with a continuous feed of text-based updates that go beyond the box score to better contextualize what’s happening on the court. The league is also using Generative AI to localize content, offering game recaps in French, Portuguese and Spanish as well as translations for select original programming and live games. 

    Additionally, content on the NBA App throughout the season will incorporate “Dunk Score,” an AI-calculated grade for in-game dunks in real-time based on a breadth of factors including the player’s jumping distance, style and force at the rim, and defensive efforts from the opposing team.  

    “Pass the Rock,” the popular NBA App series highlighting the emerging league stars, returns for season three with a special “Rookie Year Edition.” This episode will follow San Antonio Spurs star Victor Wembanyama’s transition to the NBA, culminating in him being named the Kia NBA Rookie of the Year. On Sunday, Oct. 20, the NBA will launch “Raising 18,” a nine-part docuseries narrated by five-time NBA All-Star Al Horford spotlighting the Boston Celtics’ journey to their 2024 NBA Finals victory.  

    Popular experiential features within the NBA App have been enhanced to increase personalization, including the all-new ‘Following’ tab, which combines the latest content from your favorite teams and players into an algorithmic feed as well as the revamped “Game Stories” now with pre-game analysis, highlights and interactive polls. “Moments” – the popular vertical social media-style feed feature – has been upgraded to include multi-language support and can now be accessed on Roku TVs for quick content consumption on larger screens.  

    On NBA League Pass, fans will have access to a variety of alternate telecast options, including in-language streams (Spanish, Portuguese and Korean), the return of the popular “NBA Strategy Stream” providing fans with a unique viewing option breaking down in-game tactics and “NBA HooperVision” featuring NBA legend Quentin Richardson and special guests. Additional alternate stream options will be announced throughout the season. 

    As part of the league’s partnership with Meta, 52 live game broadcasts will be streamed in immersive VR in NBA Arena in Meta Horizon Worlds and Xtadium on Meta Quest, the Official MR Headset of the NBA, NBA G League and WNBA.  Xtadium will also allow NBA League Pass subscribers to watch every live 2D game nightly in mixed reality, complete with real-time stats.  More information, including the full 2024-25 NBA game schedule for Meta Quest, can be found here (https://apo-opa.co/3YaWS7w).

The platform, which is the technology backbone for the NBA App, is also enabling Spectrum SportsNet+ (Los Angeles Lakers).
