    An employee hired on a permanent contract after having completed 3 fixed-term contracts is dismissed during her trial period. She contests the termination of the contract before the judge and requests that the trial period be declared null and void given the 3 fixed-term contracts she previously completed.

    The Court of Appeal dismissed the employee’s application. In its view, the first two fixed-term contracts (which took place in May and June) were not a continuation of the third fixed-term contract (which took place in August) and the permanent contract concluded afterwards. According to the Court of Appeal, there was therefore no continuous employment relationship between the employee and her employer. It considered that the employer was still within the time limit to terminate the permanent contract.

    The Court of Cassation overturns and annuls the decision rendered by the Court of Appeal. According to it, the employee carried out her duties without any functional discontinuity. Thus, she had the same working relationship with the employer during these different contracts.

    The duration of the 3 fixed-term contracts must therefore be deducted from the trial period provided for in the permanent contract. The dismissal is unfair.

    The G7 Group on Support for Ukraine’s Energy Sector today issued the following statement on the occasion of its fifth ministerial meeting on the margins of the 79th United Nations General Assembly:

    “We, the members of the G7 Group of Ministers, have gathered on the margins of the 79th session of the United Nations General Assembly to reaffirm our unwavering support for Ukraine in the face of Russia’s brutal and unjust attacks on Ukraine and its energy infrastructure.

    “We reaffirm our strong commitment to the territorial integrity, independence and sovereignty of Ukraine within its internationally recognized borders. We also reiterate our determination to focus on the essential priorities necessary for the establishment of a comprehensive, just and lasting peace based on international law, including the Charter of the United Nations and its principles.

    “We strongly condemn the continued Russian missile and drone strikes against Ukraine’s energy infrastructure and cities. These strikes have intensified since March 2024 and pose a serious threat to Ukraine’s energy security and the Ukrainian people’s access to essential services, including electricity, heat, and water, during the cold winter months, which could be the most difficult for Ukraine since at least its independence. We underscore the regional implications of such attacks, including on the energy security of the Republic of Moldova. Russia must end its war of aggression and pay for the damage it has caused.

    “We reaffirm our commitment to support Ukraine’s recovery and reconstruction in the immediate, medium and long term, in line with the country’s path towards EU membership, and to work to engage the private sector and our local governments in Ukraine’s sustainable economic and social recovery. We welcome Ukraine’s commitment to implementing business-friendly reforms that will level the playing field for investments in the energy sector, and underline the importance of this initiative. We also highlight the importance of implementing the Integrated National Energy and Climate Plan and monitoring this process. We will continue to support the efforts of the Government and people of Ukraine in these initiatives.

    “We stress the importance of implementing energy sector reforms in line with the EU accession path, and of respecting obligations under the Energy Community Treaty, including corporate governance standards in line with those of the Organisation for Economic Co-operation and Development. This is particularly important as winter approaches, given the scale of repairs and new energy infrastructure needs.

    “We recognize the need for international assistance to protect energy infrastructure from attack, including through the strengthening of Ukraine’s air defense capabilities by participating countries, and we reaffirm our readiness to continue providing such assistance.

    “We condemn the seizure and continued control and militarization of the Zaporizhzhia nuclear power plant of Ukraine, which threatens energy security. We stress that any use of nuclear energy and nuclear facilities must be safe, secure, protected and environmentally friendly. With regard to the UN General Assembly resolution of 11 July entitled Safety and security of Ukraine’s nuclear facilities, including the Zaporizhzhia nuclear power plant, we stress that the Zaporizhzhia nuclear power plant must return to the full sovereign control of Ukraine, in accordance with the principles of the International Atomic Energy Agency and under its independent supervision.

    “We are convinced that the reconstruction of the Ukrainian energy system in the short and long term is in the interests of improving global energy security and sustainability.

    “We welcome the new commitments to provide financial and non-financial support to address the most urgent needs of Ukraine’s energy sector, including the repair of damaged power plants and district heating facilities, the deployment of new distributed power generation networks, emergency backup power for essential services, and passive protection of energy infrastructure. We call on the international community to urgently step up its efforts in this regard and provide Ukraine with all the assistance it needs.

    “We highlight the important work of international partners, banks and the Energy Community’s Energy Support Fund of Ukraine in this regard. We call on international partners to increase their financial contributions, including to this fund, in order to improve Ukraine’s resilience next winter.

    In keeping with the long-standing partnership of friendship between Canada and Egypt, established over 70 years of diplomatic relations, both parties reaffirmed their mutual desire to strengthen cooperation between our two countries.

    Ministers Joly and Abdelatty stressed the need to advance and strengthen bilateral relations, including economic and trade exchanges, as well as the promotion of tourism and the strengthening of people-to-people interactions. Both ministers agreed that the governments of Canada and Egypt can achieve much by working together to continue building a reinvigorated platform for bilateral cooperation in all its dimensions.

    To this end, the two ministers discussed the issue of mutual facilitation of travel and tourism between the two countries, as well as the possibility of exempting Canadian citizens travelling to Egypt from the requirement to obtain a prior entry visa. Minister Abdelatty agreed that Egypt will take this step very soon and that it will be announced in due course. Minister Joly thanked him for this positive signal, which is in the spirit of Egyptian-Canadian friendship, and in a true demonstration of the partnership between the two countries, which will celebrate 70 years of diplomatic relations this year.

    Prime Minister Trudeau and Ms. Yousafzai discussed the state of gender equality around the world. They expressed their shared concern for women and girls living under Taliban rule in Afghanistan, including the 1.4 million girls who are denied access to education.

    Today, the Competition Tribunal ruled in favour of the Competition Bureau and found that Cineplex made partial price representations by adding a mandatory $1.50 online booking fee.

    The Tribunal determined that the representations on Cineplex’s website and mobile application constituted partial price representations and that consumers were misled by the contradictory and incomplete information on Cineplex’s ticket page.

    As part of its decision, the Tribunal ordered Cineplex to pay a monetary penalty of more than $38.9 million as well as legal costs. The penalty is equal to the amount Cineplex collected from consumers since the introduction of the online booking fee in June 2022 until December 2023.

    Consumers deserve clear information and should never be surprised by hidden or additional fees. When businesses engage in false or misleading practices, they harm competition and law-abiding businesses.

    The Court ordered Cineplex not to engage in the relevant conduct or similar conduct for a period of 10 years.

    Following an investigation, the Office has filed an application to the Competition Tribunal on May 18, 2023 to, among other things, have Cineplex cease its misleading advertising.

    Amendments to the Competition Act that came into force on June 24, 2022 explicitly recognize partial pricing as a harmful business practice.

    Partial pricing involves offering low prices to attract consumers, but then adding mandatory fees so that the advertised prices are unobtainable. This practice is against the Act unless the additional fixed fees are imposed on buyers by the government, such as sales tax.

    The Bureau has already taken action against partial pricing over the years under the deceptive marketing provisions of the Competition Act, particularly in the car rental, of the satellite radio subscriptions, and of the ticket sales online for sporting events and shows.

    The Office recently published a consumer alert to raise public awareness about cases of partial price indication and to promote their reporting.

    We strongly encourage anyone who suspects that a business or individual is making false or misleading pricing claims to report it through our online complaint form.

  • MIL-Evening Report: Angelica Mesiti’s The Rites of When finally makes sense of the Art Gallery of NSW’s Tank. It is worth the plane flight

    The Nelson Packer Tank, that cavernous space at the very bottom of the Art Gallery of NSW’s Naala Badu building, has been waiting for art like this.

    The former World War II oil storage tank is huge, held together by rows of structural columns. Their dominance means it is just not possible for viewers to have an unimpeded fields of vision for any art on display. Then there are the acoustics. Every sound resonates, but few carry far.

    This is a room of echoes, embedded in the dark.

    In this space Angelica Mesiti, an Australian living in France, has created The Rites of When: an event that rethinks ancient rituals of seasonal celebrations, while also marking the terrible changes wrought on our heating planet. Her tools are video, performers, music and song – all modified by the unique whispering echoes of the Tank.

    The sky, and the snow

    As the title implies, Mesiti has used the structure of Stravinski’s The rite of spring as one of the elements in her great design. But she shows a world far removed from mythical Russian peasants.

    Each of the two movements are preceded by “Celestial Nebula”, where abstract forms of light dissolve into a vision of the night sky, presented on seven giant video screens.

    This is not the sky as seen by city dwellers, where artificial light eliminates the stars, but rather the Milky Way in all its glory, with its hero stars which we call the Seven Sisters, but people in the northern hemisphere call the Pleiades.

    Mesiti has said one of her inspirations was that, when COVID came, she and her partner began to spend time away from Paris in rural France. Here she came to know the night sky, and to see both the rhythms and the realities of rural life.

    In the first movement, a dazzling starscape is gradually bleached by artificial light, which transforms into sunlight, and the viewer is looking at drone footage of a snow-capped pine forest which we then zoom through.

    The dominant columns of The Tank combine with the straight tree trunks of this plantation forest give a sense of visual ambiguity. With the all surrounding sound, it is hard to work out where the screened image ends and where the columns begin.

    A sudden shift of mood in the music, and the viewers are plunged into the middle of a Brueghel-like celebration of people dancing in the winter solstice. The colours are warm, the rustic dancers are wearing decorations made of the fruits of the field. They dance around a bonfire made from wooden planks, they form a procession with an effigy of a horned beast, stuffed with fireworks.

    The fireworks and the dancers become a frenzy of ever increasing movement of rhythmic sound which explodes into dazzling white silence.

    Capturing the summer solstice

    When she was discussing The Rites of When at the media preview, Mesiti casually mentioned how hard it had been to film the snowy forest as, for the first time ever, winter was so mild it hardly snowed at all on the pine plantations of the Jura Mountains.

    Global heating added an extra element when filming the summer solstice.

    At first the viewer sees the seven screens as giant patterns of gold, marked by elegant patterns of vertical lines. Perspective changes when a tiny toy moving up one of the screens is revealed to be a harvester. This is a drone’s eye view of a wheat harvest in modern industrial scale farming. As the fields are slowly stripped of their crop, a puff of smoke appears, then a line of fire, and the gold is steadily eaten away to become charcoal.

    This was not planned. Europe was so hot and dry last June that a single spark from a harvester grinding a stray stone turned the wheat to ash. Monoculture, so effectively described by those endless flat golden fields, has no defence against nature.

    The mood of the music changes and golden smoke covering the wheat dissolves into golden light. A small, solemn procession appears and moves across each screen in turn. They elevate each member in turn, in a quiet ritual performance.

    The colours of the background change with their movement– from gold, to red, to purple, to blue. As they reach the last screen the blue fades to grey, to rain.

    In the silence, a single hand on a single screen snaps fingers. On the other side of the room, another responds. Now there is a rhythmic orchestra clicking, clapping and slapping – ever faster, ever louder. The hands become dancers, moving in a wild ecstatic dance of increasing intensity, as the bodies are caught up with the music and the light.

    In her notes, Mesiti calls this section “Ecstatic Collectivity”. It seems an apt description.

    At the very end, Mesiti returns us to the pure colours of the Celestial Nebula. Perhaps she is saying the folly of humanity may change the moods of the earth, but the stars will endure forever.

    The Rites of When lasts just over 30 minutes. Because it is so dependent on its location, this is a piece that cannot travel. It is worth the price of an air fare.

    After being tested in 2023 in certain departments, “My prevention assessment” was extended in 2024 throughout France.

    These free prevention appointments are intended for people in these 4 age groups:

    18-25 years; 45-50 years; 60-65 years; 70-75 years.

    Four types of practitioners can be consulted during these appointments: doctor, nurse, pharmacist and midwife. Physiotherapists will be added to the system soon.

    The assessment can be carried out with a doctor you know or a qualified practitioner. The list of these health professionals is given in the sante.fr directory.

    A prevention assessment, why?

    The aim of this assessment is to allow patients to discuss 5 points concerning their health with the doctor:

    their family and personal medical history; their lifestyle habits: diet, physical activity, addictions, etc.; the identification of chronic diseases and prevention; a general health assessment: weight curve, vaccinations, oral health monitoring, etc.; their mental and social well-being: sleep, emotional life, working conditions, etc.

    How to proceed to carry out the assessment?

    Make an appointment with the healthcare professional you have chosen.

    Before the appointment, you must complete a self-questionnaire (not mandatory) corresponding to your age group. This document is available by logging in to My health space.

    You will need to bring this questionnaire to the prevention appointment as well as documents concerning your state of health (latest blood test, vaccination record, possible results).

    The assessment will take place in 3 stages (allow a maximum duration of 45 minutes):

    Identifying individual risks (in particular using the self-questionnaire). Joint prioritization of one or two prevention topics that concern you, following a decision shared between you and the doctor. Drafting a personalized prevention plan (PPP), drafted jointly with the doctor. This PPP indicates: the priority objectives for your health, the obstacles to changing your lifestyle, concrete actions to be implemented, the resources and stakeholders that the patient can consult (doctors, sports associations, etc.)

    Preventive check-ups are 100% covered by Health Insurance for all insured persons, with no upfront costs.

    The prevention assessment can only be carried out once per person and per age group.

What are the reasons behind and will it impact Hong Kong’s image as an international city? Lastly, is there a time frame for Hong Kong to lift the ban on Japanese food imports after Beijing has agreed to lift the ban? Thank you.
     
    Chief Executive: The Chief Executive certificate was issued in accordance with the law. It has been issued more than once, and it is issued whenever it is considered necessary, but all procedures for national security cases will be done in strict accordance with legal procedures and the relevant laws. I want to repeat again: we will deal with national security offences seriously, and we will enforce the law without hesitation, because national security offences are serious. I think we are doing this in the same way as what other jurisdictions are doing in connection with safeguarding national security.
     
         Regarding the issue of discharge of radioactive water from the Fukushima nuclear power plant into the sea, I am aware that the relevant authorities of China and Japan have recently reached a consensus, and the consensus reads like this: the Japanese side will fulfil its obligation to avoid negative impacts on health and the environment and will continue to carry out impact assessments on the marine environment and ecosystems. Japan will establish a long-term international monitoring arrangement under the framework of the IAEA (International Atomic Energy Agency) to ensure China’s participation, independent sampling, monitoring, and inter-laboratory comparisons. The two sides will commence science-based dialogue in the interest of life, health and the ecological environment. After the implementation of the independent sampling and monitoring activities, China will, based on the scientific evidence, consider to adjust the relevant measures. The Hong Kong SAR Government has all along accorded top priority to safeguard health and safety of the Hong Kong people. We emphasise scientific evidence. We have contacted the Commissioner’s Office of the Ministry of Foreign Affairs of the People’s Republic of China in the Hong Kong SAR for more information and have also contacted the Consul-General of Japan for more details to ensure that the Hong Kong SAR Government will have access to sufficient scientific data and evidence to consider any adjustment possibility.
     
    Regarding your question, all entries into Hong Kong must be considered in accordance with the prevailing immigration policies and relevant laws. The Immigration Department is doing the same as all other immigration authorities are doing in other jurisdictions; that is, they will look at the entries’ characteristics and examine the entries in accordance with the policies and the laws. I think individuals will be considered according to their own cases, and we are doing it in no way different from other jurisdictions. Thank you.

The multi-award-winning Empa spin-off prints tailor-made solar cells for almost any electronic device. These can be produced inexpensively – and even work indoors.

    Every person owns an average of seven electronic devices. Several billion devices are in use worldwide – and with the “Internet of Things” (IoT), their number is constantly increasing. These must be regularly recharged or their batteries regularly changed. This is why the Empa spin-off “Perovskia Solar” has specialized in tailor-made solar cells for every conceivable electronic device – and with success: it has won over ten leading companies in the “Internet of Things” (IoT) sector as customers and has just received more than two million francs from an international coalition of business angels and early-stage funds. “Energy harvesting for IoT devices is a fast-growing market with multi-billion dollar potential,” said Anand Verma, founder and Chief Executive Officer (CEO) of the Empa spin-off. “Our easy-to-integrate, designer solar cells either eliminate the need for batteries or extend their lifespan, opening up the possibility of powering any device with solar energy.”

    The multi-award-winning Empa spin-off has brought the first perovskite solar cells to market that can be used for smartwatches, keyboards, and more. The custom manufacturing of traditional silicon solar cells is complex, expensive, and inefficient in low-light conditions. “We can print new perovskite solar cells in any size at low cost. Thanks to their high efficiency, they can power almost any indoor electronic device, whether at home or in the office, in a well-lit environment,” says Anand Verma.

    “Our energy harvesting technology was developed over several years at Empa, which enabled us to launch with a market-ready product that powers next-generation devices for industrial and private applications,” adds Tobias Meyer, founder and Chief Technology Officer (CTO) of Perovskia. Perovskites certainly have excellent properties: they absorb light particularly efficiently and conduct the resulting current well. But until now, perovskite solar cells were not stable enough and did not have a long enough lifetime to be used on a large scale. That is why Anand Verma spent five years researching printing processes for perovskite solar cells at Empa before setting up his own business in 2020.

    Yesterday, 23 September, Minister for Energy, Business and Industry and Deputy Prime Minister Ebba Busch took part in a meeting between ministers and other high representatives of countries that backed a COP28 declaration on the need to triple production of nuclear energy by 2050. In conjunction with the meeting, global banks and financial institutions backed the countries’ ambition to increase production of electricity from nuclear energy.

    During the meeting, discussions touched on how to proceed from the declaration and how the countries could jointly realise this collaboration. Representatives of global banks and financial institutions took part in discussions on how to finance large-scale expansion. 

    “One of the greatest obstacles to the necessary expansion of nuclear energy is to secure financing. Governments, financial institutions and industry have critical roles to play in this endeavour. I am delighted by this decision, which attests to the shared view of nuclear energy’s importance among both governments and the financial sector,” says Ms Busch.

    On 23 September 2024 in Norfolk, United States, Admiral Pierre Vandier succeeded General Philippe Lavigne as Supreme Allied Commander Transformation. Admiral Rob Bauer, Chair of the NATO Military Committee, presided over the change of command ceremony.

    French Navy Admiral Vandier is the ninth Supreme Allied Commander Transformation. After joining the French Naval academy, he rapidly became a naval fighter pilot, performing numerous combat missions for almost two decades. He has commanded twice at sea, the frigate Surcouf and the aircraft carrier Charles de Gaulle. Most recently he was Chief of the Naval Staff and then Vice Chief of defence.

    Admiral Bauer warmly welcomed Admiral Vandier and emphasised the importance of ACT in building the Alliance’s future: “ACT plays an invaluable role in ensuring that the Alliance safeguards the security and interests of its members against both the current threats and challenges we face today, as well as those that may arise in the future and beyond our present imagination. Allied Command Transformation is a symbol of NATO’s confident embrace of the future and its challenges.”

    Admiral Bauer highlighted the major successes of General Lavigne at the helm of ACT over the past three years. During his tenure at Allied Command Transformation, General Lavigne has overseen: 

    • the military integration of North Macedonia, Finland and Sweden;
    • the Multi Domain Operations concept, roadmap and implementation, supported by Digital Transformation and the continuum of experimentation & innovation;
    • the integration of the DDA family of Plans into the NATO Defence Planning Process;

    At the ceremony, Admiral Vandier stated his vision for the command: “For all of us here, maintaining our military credibility calls for an extraordinary effort to modernize our training; aggregate new technologies; and invent new combat tactics that will give us operational superiority in a context of rapid global rearmament.” He continued by stressing that his “commitment, our collective commitment, is to provide the most efficient tools and procedures that will give them operational success in conflict and war.”

    InnoTrans, Berlin, Germany and Paris, France – September 24, 2024 – Eviden, the Atos Group business leading in digital, cloud, big data and security today announces it has won RATP1’s tender to equip its MP14 and new MF19 metro trains and also the TW20 tramways of the Parisian rail company with TETRA radio communication systems between the line’s Centralized Control Station and the various rolling stocks. The contract covers 132 radio equipments, with an option for 800 radio equipments over a maximum period of 8 years.

    RATP is a long-standing Eviden partner. The company has already equipped its previous metro fleet with Eviden’s TETRA embedded radio technology. This time, the customer’s biggest challenge is to modernize its transport infrastructure network and extend certain lines with new rolling stock to safely accommodate more passengers. In concrete terms, the solution will play a pivotal role in modernizing RATP’s existing embedded radio systems, ensuring their long-term viability as they increasingly demand greater computing power for voice/data and safety/security services, while requiring minimal onboard space.

    This project marks one of RATP’s final uses of this technology as the organization prepares for a significant technological overhaul of its metro fleet starting 2035.     Chemins de Fer Luxembourgeois (CFL) chooses Eviden to deploy end-to-end

    next generation railway mission-critical communication systems

    InnoTrans, Berlin, Germany and Paris, France, September 24, 2024 – Eviden, the Atos Group business leading in digital, cloud, big data and security today announces that Luxembourg National Railway Company (Chemins de Fer Luxembourgeois i.e. CFL), has chosen Eviden’s next generation railway critical communication solutions, to modernize its existing GSM-R command and control room network and maximize the safety and operational efficiency of its railway operations.

    The solution will be fully operational by the end of 2026. This is one of the first commercial MCx projects in Europe deployed by a railway company, and a first step towards FRCMS (Future Railway Mobile Communication System), the future international wireless standard for railway communications and applications.

    The solution chosen by CFL is based on an innovative, standardized 3GPP solution for railway enhancement. Eviden’s team of experts adapted this technology to CFL’s needs, ensuring that the MCx system interoperates with the PBX, Wi-Fi, 4G/5G MNOs and GSM-R. The solution integrates the Lifelink solution which includes the MCx application suite, cyber security, a voice recorder and a dispatching system.

    CFL carried around 28,7 million passengers in 2023 and moved 2.303 million of tons-km last year. It employs more than 5.000 people, making it the country’s largest corporate employer in Luxemburg.​

    Bucharest / Lauterach, September 24, 2024. The international transport and logistics company Gebrüder Weiss has expanded its location network in Romania. South-east of Bucharest, in Popesti-Leordeni, the logistics provider has officially launched operations at a new terminal, following a major investment of 20 million euros.

    “The second location complements our existing facility west of the capital in Bolintin-Deal, thus facilitating an even more efficient distribution of goods in the metropolitan area. In this way, we offer first-rate conditions to provide even better logistics support to Romania’s emerging economy,” affirms Wolfram Senger-Weiss, CEO of Gebrüder Weiss.

    The modern terminal has an area of around 19,000 square meters for warehouse logistics, transshipment, administration, and favorable transport connections to the Black Sea port of Constanta and neighboring Bulgaria. It is equipped with heat pumps, and the installation of a photovoltaic (PV) system is under consideration for the future, along with charging stations for electric vehicles. One of the location’s customers is an international paint manufacturer, for whom Gebrüder Weiss stores 12,000 pallets for distribution across the country.

    “The increasing traffic load in the capital requires a two-terminal solution enabling us to supply the metropolitan area from two geographic directions, thus making the distribution of goods more efficient,” Country Manager Viorel Leca explains. In the first six months of 2024, the new hub handled 78,000 shipments with a total weight of more than 35,000 tons. “In light of our current warehouse occupancy rate of 70%, we are planning to expand our client portfolio in the near future. The purchased land, with a total area of 70,000 square meters, allows us to build additional storage and cross-dock spaces, depending on future projects”, Viorel Leca added.

    30th anniversary of Gebrüder Weiss Romania

    The opening of the new terminal coincides with Gebrüder Weiss celebrating the thirtieth anniversary of its entry into the market in Romania. Gebrüder Weiss operates a comprehensive network of 13 locations across the country’s key economic regions.

    “Over the past 30 years, Romania’s economic development has been impressive, and the country has become a sought-after manufacturing location. Alfonsus Widhiwiryawan SX, director of the Pontifical Mission Societies (PMS) of Indonesia for five years. The new director of the Indonesian PMS was born in 1979 and carried out his novitiate and first religious vows with the Xaverian missionaries in Jakarta. He was ordained a priest in 2009 and studied philosophy and theology, obtaining a bachelor’s degree in theology and a license in spirituality. He studied Italian language and culture in Parma, Spanish language in Madrid and English language in Glasgow. He was vice rector of the pre-novitiate of the Xaverian missionaries in Jakarta (2011-2023), assistant parish priest in the parish of St. Matius Penginjil in Bintaro (Jakarta) where he also served as a religion teacher in a state institute (2013-2015); a theology teacher at the STF Driyarkara in Jakarta, he was a member of the formation commission of the Xaverian missionaries of Indonesia (2012-2016).     The undersigned country members of the Global Partnership for Action on Gender-Based Online Harassment and Abuse (Global Partnership) call attention to the urgent need to counter the spread of gendered disinformation and address all forms of technology-facilitated gender-based violence (TFGBV) against women in political and public life.  

    Gendered disinformation is a threat to societies defending peaceful, democratic values. False or misleading gender and sex-based narratives are being used in campaigns by malign actors to deter and discredit the participation of women, girls and LGBTQI+ persons in political and public life. This not only causes deep harm to the individuals targeted, but also threatens electoral integrity, access to information and the exercise of freedom of expression. At the same time, new and emerging technologies are being used to enable harmful, violent rhetoric and attacks against women, girls and LGBTQI+ public figures across borders at a scale and speed previously unseen.

    In our 2023 Road Map, the Global Partnership committed to promoting the meaningful participation in public life for women and girls, in all their diversity, by countering TFGBV and gendered disinformation. 

    We welcome the work being done to shine a light on how and why gendered disinformation is conceived, who it targets and how it is spread. Last year, in a groundbreaking study, Canada, the European External Action Service, Germany, Slovakia, the United Kingdom, and the United States jointly assessed the tactics used by foreign state and non-state actors to sow gendered and other identity-based disinformation across the world.

    In March 2024 the Global Partnership and members of its Advisory Group co-hosted a multi-stakeholder conference convened by the National Democratic Institute on possible responses (PDF, 2.1 MB) to countering the spread of gendered disinformation in the context of electoral processes. Stakeholders affirmed the need for a comprehensive response to disrupt the spread of gendered disinformation and to support victims and survivors.

    The world is at a critical moment for upholding democracy. More than 100 countries have held, or are soon to be holding elections, many of them taking place under democratically challenging circumstances. The active participation of all people, including women, girls and LGBTQI+ persons, is essential for secure, healthy and prosperous democracies.   

    We call upon states to join us in recognising and taking action to counter the threat of gendered disinformation to democracies globally. We urge technology and other private companies to take appropriate action to respond to this threat, including a commitment to a Safety-by-Design approach to the development and deployment of platforms and technologies. We ask states and all stakeholders to defend and protect the ability of women, girls and LGBTQI+ persons to participate in public life freely, safely and without fear.

With 9 months to go until the start of the Women’s Euro football championship in Switzerland, this event highlights women’s football and celebrates the practice of sport by all.

    On September 26, the Stade de Genève will welcome more than 2,500 students from Geneva schools, invited with their teachers to attend the Women’s Champions League match between Servette FC Chênois femmes and AS Roma.

    This meeting between the Servette FC Chênois women’s team, winners of the championship and the Swiss Cup last season, and the players of AS Roma, double Italian champions, is an opportunity for many students to discover an important sports infrastructure, while familiarizing themselves with the codes of the supporter, combining encouragement, fair play and sharing emotions. This is one of the many initiatives related to the promotion of women’s sport that will be offered to students in the canton during the 2024-2025 school year.   • MIL-OSI Europe: France: EIB and European Commission provide €276 million in support for Métropole Européenne de Lille’s investments in sustainable mobility

    • Métropole Européenne de Lille is receiving a €245 million green loan from the EIB to back its modernisation and urban transport projects.
    • This financing comes together with a €31.5 million grant from the European Commission via the public sector loan facility (PSLF) set up under the European Green Deal’s Just Transition Mechanism (JTM).
    • This joint blended financing support from the EIB and European Commission will unlock additional investment for public entities in the European regions most affected by the energy transition.

    Métropole Européenne de Lille (Lille metropolitan authority) has taken out a €245 million green loan with the European Investment Bank (EIB) to fund its public transport network and cycle routes. It aims to provide 1.2 million local residents with more efficient, affordable and environmentally friendly transport services.

    This project is also benefiting from a €31.5 million European Commission grant under a blended financing structure made possible by the public sector loan facility (PSLF), which is one of the key pillars of the Just Transition Mechanism (JTM) set up under the European Green Deal. The European Climate, Infrastructure and Environment Executive Agency (CINEA) will manage this grant and monitor the implementation of the project.

    The Mel in Green Mobility project will provide funding for various segments of Métropole Européenne de Lille’s public transport infrastructure. The first part of the project covers the modernisation of the public transport fleet, including the renewal of 30 trams and 42 buses with new clean vehicles. It also features investments in platforms, depots and other related facilities. Lastly, the project supports the Métropole’s ambitious cycling plan including 220 km of additional infrastructure between 2023 and 2027 to improve safety for cyclists, the financing of a new bus rapid transit line, and the construction of a multimodal interchange hub.

    It thereby aims to accelerate changes in user behaviour by developing a more efficient and sustainable mobility service, improving public transport accessibility and broadening soft mobility options. Once complete, the project will have improved tram and bus network performance, promoted intermodality (reduction in the share of private vehicles from 56% in 2023 to 40% in 2035) and diversified public transport in the area. This increased network efficiency will ultimately result in substantial time savings on the 410 000 daily journeys made by users, fewer traffic jams and better access to the Métropole Européenne de Lille.

    The regions most affected by the energy transition (like Hauts-de-France) are identified in the territorial just transition plans. These plans are drawn up by each EU Member State and outline the challenges to be addressed in each just transition region, together with the development needs and targets to be reached by 2030.

    About the EIB

    The European Investment Bank (EIB) is the long-term lending institution of the European Union, owned by its 27 Member States. It provides loans to the public and private sectors for sound investment contributing to EU policy goals. In 2023, France received more EIB financing for the energy and green transition than any other country, with an overall investment of €6.9 billion for renewable energy, clean mobility and energy efficiency. A partner of regional authorities, last year the EIB directed €2.3 billion in funding to rail and urban public transport and soft mobility, making it the number one sector in terms of EIB investment in France over the year.

    About the European Commission’s Just Transition Mechanism

    The public sector loan facility (PSLF) is the third pillar of the Just Transition Mechanism (JTM) – a key tool of the European Green Deal investment plan to make sure that no one and no region is left behind in the transition to a climate-neutral economy.

    The public sector loan facility combines loans from the EIB (up to around €6 billion to €8 billion overall) and grants from the European Commission (up to €1.3 billion overall). The combined support is designed to mobilise additional investment for public sector entities in the European regions most affected by the climate and energy transition (like Hauts-de-France), as identified in the national territorial just transition plans, to meet their development needs as part of the transition to a climate-neutral economy. These plans are developed by each EU Member State and set out the challenges in each just transition region, along with the development needs and objectives to be met by 2030.

    The blend of the EIB loan and the European Commission grant will facilitate the financing of projects that do not generate sufficient revenue streams to cover their investment costs. The implementation of the public sector loan facility is managed by the European Climate, Infrastructure and Environment Executive Agency (CINEA).

    1 Global challenges need global answers

    We are living in a period of significant change. Many distinct forces are contributing to this change. Examples here include global warming and the switch towards carbon-free energy, progress in digitalisation and AI, as well as geo-economic factors and demographic developments.

    What do all the changes I’ve mentioned have in common? They affect humanity at the global level. It therefore does not seem useful to limit one’s attention to national solutions. That said, the European elections have shown us that many voters backed parties calling for greater national sovereignty or even nationalism – as well as less Europe. The Brexit referendum, eight years ago, can be seen as an example of this trend. As, too, can the recent German regional elections.

    Why is this? Global changes often lead to global challenges, and sometimes to global crises. This means a lot of complexity. Those who are in charge are responsible for properly explaining this complexity. If we don’t assume this responsibility, simple political messages may trump complex ones. And there is no doubt that politics at the European level are complex. Just think of the legislative process behind the new Corporate Sustainability Due Diligence Directive – a directive that sets rules for firms to mitigate their negative impact on human rights and the environment. Or the slow progress that has been made regarding the capital markets union – a topic I will return to later.

    However, as the current major challenges are global in nature, national responses alone will not resolve them. Action is needed on a global scale. Take the pandemic, for example. Overcoming this required unprecedented vaccine research, large-scale production and global distribution. Or consider the climate crisis. While Germany can lead by example in terms of decarbonising its economy, it cannot solve the climate crisis alone. As for European countries, this means that we have to work on European responses to the current challenges. This holds true for Germany, too – despite it being one of the largest economies in the world. Germany should see itself as part of a wider European team – a team that can provide greater stability given the current geopolitical risks. Take the increasing global trade restrictions, for example. Between the two main global players, the United States and China, only a unified European approach stands a chance of defending European interests. This view is shared by almost three-quarters of Europeans surveyed at the beginning of this year.1

    2 Europe is not a weak spot – it is a source of strength

    It is true that open democratic societies tend to have complex and cumbersome decision-making processes. The more fragmented the political landscape, the more difficult it becomes. This already holds for the national level – as can currently be seen in the case of France and Germany. At the European level, complexity is even greater. There, agreeing on a compromise is like an art in itself. However, democratic decision-making processes have one great benefit. They integrate the diverse interests and preferences of the people.

    In fact, a significant majority of EU citizens are satisfied with the way democracy works in the EU.2 And the share of people who have a positive image of Europe is nearly twice as big as the share of people who have a negative one.3 This might well reflect an observation made by the Spanish philosopher José Ortega y Gasset at the beginning of the last century. He noted that four-fifths of our intellectual property stem from our common European heritage.4 People seem to have a good understanding of what “European” means: the common ground of our liberal, democratic societies and the intellectual achievements we have made.

    Once we realise these strengths of Europe, we can use them to move forward, to manage the changes I mentioned at the outset of my speech. Europe does not have an analytical deficit, but a deficit in taking action. For example: A deeper single market could help seize the opportunities of digitalisation more fully. And a unified European approach to decarbonisation could serve as an example and help the formation of larger climate clubs. These clubs derive mutual benefits from sharing the costs of producing less CO2-emissions. The members of such a voluntary club have incentives to adhere to its rules as long as the gains from the club are sufficiently large.5

    3 What it will take to move forward

    And what will it take to move forward? As President of the Bundesbank and as a member of the Governing Council of the European Central Bank, I am doing all I can within my remit. First and foremost, I am striving to restore price stability. This is because price stability is a crucial requirement for economic development and for the welfare of our societies. And I am also supporting measures that help Europe to act. It is in this context that I return to the topic of the capital markets union. The capital markets union can be an important means of providing companies with the necessary funding to manage change. This includes funding for new scientific knowledge and for innovations to help us thrive in our future environment. Europe is relatively good at research.6 And research is a crucial basis for innovation. However, a lack of available capital often prevents young innovative companies from growing. A key reason is that capital markets in Europe are still highly fragmented and rather underdeveloped compared to those in the United States, for example. Although market structures are not fully comparable, venture capital investment may serve as an example here. Relative to GDP, its size in European countries is less than one-tenth the size in the US.7 A European capital markets union would give firms better access to risk capital in Europe – notably young firms in their start-up and scale-up phase, and it would provide better exit options. By mobilising more private capital, the capital markets union could improve opportunities for economic growth. And it could foster much needed investments in Europe’s digital and sustainability transformation.

    It is a real challenge to make progress at the European level and in the 27 Member States on the legal initiatives necessary to realise the capital markets union. But if we agree that the changes we see are global in nature, then we should not try to deal with them at the national level. We should strive for multilateral solutions. Here in Europe, the European Union provides a wonderful opportunity to find common approaches that many around the world can subsequently gather behind.

    I am optimistic that the new European Commission will build momentum to move forward – not least with respect to the capital markets union, which was recently given fresh impetus by Member States’ political leaders. We have the potential to rejuvenate the European idea. A thriving research and innovation ecosystem will support that goal – with stable prices, sufficient financing opportunities and steady growth. Let us all do what we can to strengthen Europe at the current juncture.

    With global demand for lithium-ion batteries fast depleting reserves of raw materials, experts are seeking safe, affordable and reliable alternatives for rechargeable batteries.
    Aqueous zinc-ion batteries (AZIBs) could be the answer to producing low-cost alternatives from abundant feedstocks, and Flinders University scientists are paving the way for the production of simple and practical polymer AZIBs using organic cathodes for more sustainable energy storage technology.
    “Aqueous zinc-ion batteries could have real-world applications,” says Associate Professor in Chemistry Zhongfan Jia, a nanotech researcher at the College of Science and Engineering at Flinders University.
    From electric vehicles to portable electronic devices, the demand and consumption of lithium-ion batteries (LIBs) have led to resource shortages and supply-chain issues of strategic metals including lithium and cobalt.
    Meanwhile, millions of spent batteries, most of which are not properly recycled, have caused enormous waste and environmental risks – which future alternatives such as AIZBs promise to reduce.
    “Among these alternatives, AZIBs stand out because of the much higher abundance of zinc in the earth’s crust (ten times more than lithium), and their low toxicity and high safety.”
    AZIBs usually use zinc metal as an anode and inorganic or organic compounds as a cathode. While substantial work has been devoted to improving the stability of zinc anodes, high-performing cathodes are needed and remain a major challenge.
    “Our research is building conductivity using nitroxide radical polymer cathodes made from cheap commercial polymer and optimised the battery performance using low-cost additives,” says Associate Professor Jia, who leads a research group working on Sustainable Polymers for Energy and Environment.
    “Our work reevaluated the use of high redox potential nitroxide radical polymers cathodes in AZIBs, and produced the highest mass loading so far,” he says, about a new online journal article in the Journal of Power Resources.
    The study, led by Flinders master student Nanduni Gamage and postdoc fellow Dr Yanlin Shi, developed a lab-made pouch battery using scaled-up polymer (at approx. cost $20 / kg), a non-fluoro Zn(ClO4)2 electrolyte, and BP 2000 carbon black ($1 / kg) without binder to provide a capacity of nearly 70 mAh g-1 and a middle discharge voltage of 1.4 V.
    With a mass loading of 50 mg cm-2, the pouch battery had a capacity of 60 mAh, which can easily power a small electric fan and a model car (see videos in the article).  
    Collaborators in the study, including Dr Jesús Santos-Peña, from the Université Paris Est Creteil CNRS in France, and other experts from the Flinders University Institute for Nanoscale Science and Technology.

  • MIL-OSI Global: Gangs’stories: Marwan, or how to find redemption in Cape Town

    For the past five years, the GANGS project, a European Research Council-funded project led by Dennis Rodgers, has been studying global gang dynamics in a comparative perspective. When understood in a nuanced manner that goes beyond the usual stereotypes and Manichean representations, gangs and gangsters arguably constitute fundamental lenses through which to think about and understand the world we live in.

    Steffen Jensen recounts the story of Marwan, whose life is in many ways a reflection of the last 75 years of South African history, having had to navigate the violence of apartheid, prison, the Cape Flat drug wars. Central to his narrative are the notions of damnation and redemption.


    I picked up Marwan one cloudy morning in May 2019, from his house in the backstreets of Heideveld, the township Cape Town, South Africa, where I have been conducting fieldwork on gangs on and off for 25 years. While much has changed over the years, the gang scene in Cape Town remains depressingly violent. In one of the other townships where I have been doing fieldwork since 2018, more than 160 have died in the past year. Gangs exist in almost all townships and partly for this reason, Cape Town remains one of the most violent and deadly cities in the world.

    Sixty-year-old Marwan exudes strength as he walks over to my car, and greets me in his light blue Islamic attire. Although not particularly tall, he is well built in a wiry way, and there is an embodied intensity to him that contrasts with his soft-spokenness.

    We are in the middle of Ramadan, and he tells me that he is happy to see me, although he is also very busy, preparing for a wedding with his new, much younger partner, as well as 10 days of prayer in the local mosque.

    We decide to talk in a nearby park, where we begin what will end up being an eight-hour interview. During this time, Marwan leads me through his life in a way that is entirely his own choosing: “It was a Tuesday… I remember it well. I was wearing an orange jacket…”

    A microcosm of South Africa’s recent history

    Marwan’s life is in many ways a microcosm of South Africa’s recent history. It was fundamentally shaped by apartheid, particularly through the introduction of racist laws and policies, which included the displacement of non-white populations from central Cape Town to council housing estates on the outskirts, known as the Cape Flats. It was then also influenced by the instability of the post-apartheid era, characterised by high levels of crime and violence.

    His family was one of the tens of thousands displaced from the Cape Town city centre in the 1960s, leading Marwan to grow up in the difficult environment of the Cape Flats. At the age of 16, in the mid-1970s, he began dealing drugs, quickly acquiring a notorious reputation, allowing him to operate semi-independently of the local gangs.

    Marwan’s story exemplifies how drug dealing has critically impacted local gang structures. Before the mid-1970s, drugs did not play an important role in gang formation. They were mostly self-defence gangs protecting neighbourhoods against the hostile environment of the new housing estates. However, when the Mandrax drug was introduced around 1975, it radically transformed the nature of the gangs and their use of violence.

    Life with the Terrible Joosters

    Marwan joined one of the local gangs in Heideveld, the Terrible Joosters, and began dealing drugs. While the local gang in Heideveld gained in importance, he started making a name for himself as a robie, someone that focuses on robberies and break-ins. He excelled and joined city-wide criminal networks outside Heideveld, located in neighbouring Bridge Town, where the American gang became increasingly dominant. It was the conflict with the Americans that was partly instrumental in sending him to jail. In the interview, he describes a year of madness that began with his shooting a police officer. It then descended into increased drug abuse and gang violence, including shooting a member of the same criminal network, because, he said, the man had sold them out to the Americans. As a result, in 1982, Marwan received a long prison sentence.

    Marwan is no stranger to prisons. He had been in and out of them since his late teens, but this was his longest sentence. Like his involvement with drugs before, his prison trajectory reflected the changing nature of Cape Town’s gang dynamics.

    The relationship between prison gangs and street gangs has been complicated since the emergence of both in the 1940s. Prisons in South Africa are partly controlled by an intricate gang system with its own belief structure, which includes a perceived resistance to apartheid and racist regimes. The system also enforces control through the so-called numbers, referring to the three main gangs, 26, 27 and 28.

    The numbers represent distinct gangs, each with a specific role within the prison hierarchy. This hierarchy is enforced through strict codes and significant violence against each other, guards, and non-gang members. Through his connections with gang-affiliated individuals and drug dealers both inside and outside the prison, Marwan quickly joined the 26 gang and rose through the ranks to become one of its leaders.

    Gangsters often have a sell-by date

    After Marwan left prison in 1998, his life became intertwined with the Cape Flats “gang wars” of the late 1990s and early 2000s. This city-wide war, involving his old enemies in the Americans, was much more brutal than the ones he had fought earlier on. He was horrified.

    He complained about the stupidity of the youngsters: “If they get a name, they are a gang and they will die”, he told me back in 1999. There is a generational dimension to this. Most gangs last about 10 years. The gangs Marwan saw in the late 1990s were descendants – often sons – of the gangsters of Marwan’s generation.

    Many gangsters face an inevitable expiration date, often ending up dead, imprisoned, or suffering from serious health issues due to a life of violence, hardship, and drug abuse. However, some do manage to successfully leave behind the world of gangs and crime.

    In his mid-40s, increasingly burned out, Marwan underwent a religious conversion that allowed him to “leave” his criminal life behind.

    Marwan’s life story is both a violent and strangely moral tale of comradery, solidarity, justice and of outwitting the racist apartheid state under the most arduous circumstances. Though not necessarily representative, it provides a privileged view into the Capetonian underworld and how it animated and was animated by political structures.

    How I became a gang war chronicler

    Our meeting in 2019 reminded me of my first encounter with Marwan, 20 years before, in December 1998.

    He had just been released from prison after serving a 19-year sentence for multiple charges, including robbery, violence, drug dealing, and shooting a police officer. He was the brother-in-law of my best friend and confidante in Cape Town, Shahiedah.

    I was conducting my doctoral fieldwork on gang dynamics, and over the following months, as the ongoing gang wars in the Cape Flats escalated, Marwan assumed a somewhat distant yet pivotal role as a guardian, helping me navigate the violent and unpredictable ganglands of post-apartheid Cape Town.

    I once told Marwan that I planned to interview members of their rival gang, the Americans. Marwan – and nearly all of my other contacts – lived in New Yorker territory. The war between the New Yorkers and the Americans was a local manifestation of a larger conflict over control of the drug market in a city going through a huge turmoil: transitioning from a closed environment due to strict apartheid to opening up post-1994.

    The transition produced a volatile environment in which the transforming state struggled to find its feet, not least because of the wave of crime and violence. Murder rates soared and bombings became the order of the day. Seared in my memory was a Cape Argus newspaper article published on January 2, 1999, which quantified both the violence and the police’s impotence in the previous year: 668 attacks, 118 arrests, 0 convictions.

    This created an atmosphere of fear and unpredictability.

    Marwan had heard about my upcoming interview through the local rumour machine. He looked at me, and said gravely, without any context or explanation: ‘In a conflict like this, you cannot stay neutral. Everybody must choose sides’. ‘You too?’, I asked. ‘Also me. Everyone!’.

    What I understood was that I wouldn’t be able to offer a “neutral” narrative, I had to tell the story from the perspective of one gang. That day, I became a chronicler of the war from the (ultimately losing) side of the New Yorker gang…

    A story of redemption

    Although we chatted regularly in his house, I never managed to formally interview Marwan when I was in Cape Town in 1998-99. He was always on his way somewhere – to the shops, the doctor, his mother or he simply stood me up. I saw him from time to time during subsequent visits in the 2000s and 2010s, but only to greet him and see how he was doing.

    Hence, when I returned to South Africa in 2019 in the context of the GANGS project, I was determined to not let him escape me this time, and get him to open up about his life.

    And what a storyteller he was. But beyond the rich content of his tale and the wider insights it offered about gang dynamics in Cape Town, I was most struck by Marwan’s ability to maintain complete control over his narrative.

    He would often chide me whenever I tried to hurry his story along, especially when he got caught up in small details or when I wanted him to move on to a new event. “I want to tell it right,” he would say. “Wait, I’ll get to that when the time is right.”

    At one point, he described a court case he was involved in, after being accused of shooting a policeman:

    “You can have the best lawyer or the best advocate, but it’s what you say and the answers you give that makes you guilty or not guilty. That’s the main thing. How you tell your story. What I thought, what I was going through in my mind – everything you describe, so the judge can see your picture. A story without a picture is not the truth.”

    What insight, I thought. And in many ways, his constant production of images applied to the entire story that he told me. The way that Marwan told his story was as a narrative of redemption and salvation. The critical turning point in his story was how, a few years after having been released from prison, he had planned a heist with some friends, but suddenly refused to carry it out.

    “They [came by] and wanted to confirm the time we were going. I said, ‘You know what, I’ve changed my mind.’ ‘What do you mean you changed your mind?’ ‘No, I changed my mind. You two can go. But I am not going.’ ‘Why?’ I said, ‘There is no reason, but I just feel I am not going anymore.’ And they left. And I’ve never saw them again.”

    Marwan was convinced that his last-minute change of heart saved his life, as both friends ended up dead over the next couple of months. One was found hanged and the other was found in the trunk of a burnt-out car. For Marwan, even if he did not realise it at the time, felt that he had been “warned by Allah” not to go. This marked Marwan’s turn toward religion. He finally accepted Allah into his heart, and turned his life around, leaving his gang years behind.

    While I learned from interviews with his family that Marwan’s decision to leave behind a life of crime was only partially true – he continued dealing drugs and was involved in some gruesome acts of violence – he presented his moment of religious conversion as the pivotal point in his life, a moment of redemption. From that point on, his narrative focused on his piety and the long hours he spent at the mosque, portraying himself as a growingly accepted, though still somewhat suspicious, member of the Muslim community.

    Strong bones

    Do Marwan’s relapses into crime suggest that his narrative of redemption was false, and that he was merely manipulating me? It’s possible. This is always a consideration in interviews like these, particularly given the ambiguous and controversial nature of many of Marwan’s activities over the years. However, instead of viewing his story as a web of lies and misrepresentations, we might interpret these conflicting incidents as evidence of the co-existence of different moral narratives.

    A key moral concept on the Cape Flats is the notion of “sterk bene” or “strong bones”. According to Elaine Salo, this is the ability to endure humiliations, violence, and the injustices of a racialized society. The term originated in prisons to describe the kind of “hard man” toughness that Marwan projected, even after his religious conversion. This strength is often associated with being a criminal.

    In this context, Marwan’s redemption narrative and his display of “strong bones” can be seen as two culturally intelligible moral frameworks that exist in parallel – and at times in conflict – with one another. Perhaps Marwan would argue that, to survive on the Cape Flats, you need both: redemption and strong bones
