    On September 19, 2024, thanks to the vigilance of staff, a package containing prohibited items was seized in the medium security unit of the Mission Institution.

    Among the seized items were methamphetamine and tobacco. In total, the institutional value of the seized items is estimated at $116,000.

    The police have been informed and the establishment is conducting an investigation.

    The Correctional Service of Canada (CSC) has a number of tools to prevent the introduction of drugs into its institutions. These tools include ion scanners and drug-detector dogs to search buildings, personal property, inmates and visitors.

    CSC is strengthening measures to prevent contraband from entering its institutions to ensure a safe and secure environment for all. CSC is also working in partnership with police forces to take action against individuals who attempt to bring contraband into correctional institutions.

    CSC has also established a telephone information line for all federal institutions to provide additional information on activities related to the security of CSC institutions. This may include activities related to drug use or trafficking that could threaten the safety of visitors, inmates or people working in CSC institutions.

    Using the toll-free line, 1-866-780-3784, helps ensure that the information transmitted is protected and that anonymity remains maintained.

    Our Organization is based on the principle of sovereignty of all Member States – within their internationally recognized borders.

    The Charter unequivocally stipulates that all States must refrain from the threat or use of force against the territorial integrity or political independence of any other State – and that international disputes must be settled by peaceful means.

    Russia’s full-scale invasion of Ukraine in February 2022 – following the illegal annexation of the Autonomous Republic of Crimea and City of Sevastopol a decade ago – is a clear violation of these principles.

    And civilian populations continue to pay the price.

    The death toll keeps rising.

    Nearly 10 million people have fled their homes.

    Systematic attacks against hospitals, schools, supermarkets… are only adding pain and misery.

    Power cuts and infrastructure damage have left millions in the dark.

    I strongly condemn all attacks on civilians and civilian facilities – wherever they occur and whoever is responsible. They all must stop immediately.

    And I remain deeply concerned about the safety, humanitarian needs and basic human rights of people residing in occupied areas.

    But – as winter is approaching – less than half of our 2024 Humanitarian Response Plan is funded.

    I urge donors to help us pursue our vital work on the ground.

    We are also assisting the government of Ukraine in its recovery and reconstruction efforts.

    This includes access to basic services and the restoration of Ukraine’s energy production capacities.

    In recent weeks, we have seen a resurgence of inflammatory rhetoric and incidents around nuclear sites – particularly at the Zaporizhzhia Nuclear Power Plant, and alarmingly, at the Kursk Nuclear Power Plant in the Russian Federation.

    I commend the International Atomic Energy Agency, including its critical presence in Ukraine’s nuclear sites, to help ensure nuclear safety and security.

    I urge all parties to act responsibly and avoid any declaration or action that could further destabilize an already incendiary situation.

    Two and half years since the full-blown invasion of Ukraine, more than 11,000 civilians have been killed.

    The longer this tragic war continues, the greater the risk of escalation and spillover.

    This would not only impact the region, but further deepen global tensions and divisions – at a time when our world desperately needs more cooperation and collective action.

    We must stop the suffering and break the cycle of violence – for the sake of the people of Ukraine, the people of Russia, and the world.

    The Black Sea Initiative and the continued exchanges of prisoners of war serve as reminders that, when there is political will, diplomacy can succeed – even in the darkest hour.

    Today, though the prospects for peace may seem distant, I am inspired by the growing calls for dialogue.

    So let us intensify our efforts to seek peace in Ukraine – a just, comprehensive and sustainable peace, in line with the UN Charter, international law and resolutions of the General Assembly.

    United Nations stands ready to support all efforts towards achieving this goal.

  • MIL-OSI Global: Lebanese civilians are fleeing the south, fearing an Israeli invasion − a look back at 1982 suggests they have every reason to worry

    Lebanese families have been fleeing the country’s south in the thousands amid escalating tensions and an Israeli bombardment that has so far killed hundreds.

    Their fear, echoed by many onlookers, is that Israel will accompany the airstrikes with something that has the potential to have far worse consequences: a ground invasion of south Lebanon.

    The rational behind such a move, from the Israeli government’s perspective, is that a ground offensive may be its best chance to push Hezbollah fighters beyond the Litani River in the middle of the country. This would achieve an Israeli war goal of securing its northern borders and allowing an estimated 60,000 residents who have been forced to flee northern Israel to go back to their homes.

    Irrespective of motive, a ground invasion and potential occupation is more than wild speculation. Israel has placed thousands of soldiers on standby close to the Lebanon border for such an eventuality.

    Nor is such a move without precedent.

    As a scholar of Lebanese history, I know Israel and Lebanon have been here before. In 1982, Israel invaded Lebanon in the middle of the latter’s civil war, imposing a siege on the capital Beirut. The results were catastrophic for the whole region. Not only did the ground invasion result in the death of thousands of civilians, the occupation of Lebanon plunged an already fragile nation into lasting political and economic chaos and led to the birth of Hezbollah, the very group that threatens northern Israel today.

    Refuge and armed resistance

    The Israeli invasion of Lebanon in June 1982 had its roots in the Palestinian–Israeli conflict, much as the fighting between Hezbollah and Israel does today.

    The creation of the state of Israel in 1948 was accompanied by the Nakba, or “catastrophe,” for the Palestinians. In the violent birth pangs of a Jewish state on land inhabited by, among others, Arab populations with deep ancestral ties to villages, more than 750,000 Palestinians were expelled or fled.

    Many refugees entered Lebanon, where in 1964 the Palestine Liberation Organization was born. By the mid-1970s, the armed resistance group had recruited and trained over 20,000 fighters who actively participated in launching attacks on Israel from Lebanese soil.

    By 1982, Lebanon was already seven years into its civil war, with violence flaring between Lebanese Christians and Lebanese and Palestinian Muslims. On June 6, 1982, Israeli Defense Minister Ariel Sharon, a future leader of the country, launched Operation Peace for Galilee and invaded Lebanon with the purpose of eliminating the PLO.

    More than 40,000 Israeli troops with hundreds of tanks entered Lebanon from three points: by land across the border into south Lebanon; by sea from the coast of Sidon; and by air as the Israeli forces bombed the Beqaa Valley, Beirut and its Palestinian refugee camps.

    For two months, Beirut was under siege, with water and electricity cut off. As a result of the heavy bombardment and lack of access to basic needs, an estimated 19,000 Lebanese, Syrian and Palestinian civilians and combatants died, of which 5,500 were civilians from West Beirut.

    The Lebanese authorities appealed to the United States, France, Italy and the United Kingdom for help. These countries formed the multinational peacekeeping force, which was designed to restore peace in Lebanon, assist the Lebanese armed forces and evacuate PLO fighters to Tunisia.

    By August 1982, the multinational force had successfully relocated PLO fighters and began pulling out of Lebanon. They were called back, however, as violence flared.

    After the assassination of Lebanese President-elect Bashir Gemayel on Sept. 14, 1982, the Christian Phalangist militia entered the two Palestinian refugee camps of Sabra and Shatila and killed over 2,000 Palestinian civilians. The Israeli government later set up the Kahan Commission of Inquiry to look into the killings, which concluded that Israel was indirectly responsible for the massacres.

    The birth of Hezbollah

    All of this history remains relevant to the current situation in the region. Israel’s invasion and occupation of Lebanon, its siege on Beirut and the massacres that followed all led to the birth of Hezbollah.

    While members of Lebanon’s marginalized Shiite community in the south had long sought to mobilize through pan-Arab political parties and militias, it was Israel’s invasion that galvanized members of the community to ultimately create Hezbollah in 1985. As former Israeli Defense Minister and Prime Minister Ehud Barak noted in a 2006 interview: “It was our presence there that created Hezbollah.”

    Israel’s invasion also soured Lebanon’s relations with the West. Many Lebanese and Palestinian Muslims considered the multinational force – especially the United States – to be a failure and even an accomplice to Israel.

    From 1982 onward, Americans and other Westerners became a target. In the following decade, more than 80 Americans and Europeans were taken hostage by Hezbollah fighters. Some were tortured for months; others died in custody.

    And on Oct. 23, 1983, a terrorist attack targeted the American barracks in Beirut, killing over 300 people, including 220 Marines, 18 sailors and three soldiers. Minutes later, a second suicide attack killed 58 French paratroopers. The Islamic jihad claimed responsibility for the two attacks; some of its members are thought to be among those who officially founded Hezbollah in February 1985.

    Aiding Hezbollah recruitment

    Israel’s 1982 invasion of Lebanon failed to accomplish its goals of stemming attacks on Israel from southern Lebanon. If anything, it had the opposite effect by turning many Lebanese against Israel and creating the conditions in which Hezbollah could recruit.

    Although Israel retreated from Beirut in August 1982, it continued to occupy south Lebanon until 2000. During that period it unlawfully detained many Lebanese suspected of resisting the Israeli occupation. Some were detained without charges in inhumane conditions, while others were illegally transferred into Israel.

    With such a backdrop, Hezbollah’s legitimacy in the eyes of many Lebanese grew – as did its support. So much so that in 1989, at the end of the Lebanese civil war, the authorities signed an agreement that, although not referencing Hezbollah directly, asserted Lebanon’s right to resist the Israeli occupation in the south.

    This clause was interpreted by Hezbollah as legitimizing its armed fight against occupation.

    After occupation ended in 2000, Hezbollah had to reinvent its role, claiming that it would continue fighting against Israel until the liberation of the disputed Shebaa Farms, the Golan Heights and occupied Palestine.

    In 2006, Hezbollah entered Israeli territory for the first time, killing three soldiers and kidnapping two, demanding the release of Lebanese prisoners in exchange. In retaliation, the Israel Defense Forces attacked Lebanon by air, sea and land, with Israeli ground forces entering Lebanon and carrying out a number of operations on Lebanese territory. A subsequent war saw no such prisoner swap but resulted in the deaths of about 1,100 Lebanese civilians and 120 Israelis, mostly soldiers.

    History repeating?

    Until Hamas attacked Israel on Oct. 7, 2023, there had been hopes that decades of hostilities between Lebanon and Israel could be on the cusp of turning. In October 2022, Lebanon and Israel signed a maritime border agreement brokered by the U.S – interpreted as the beginning of normalizing relations between two countries technically at war.

    But the magnitude of the human crisis in Gaza and the series of events that followed in Lebanon have ended such hopes for now. Hezbollah’s vow of solidarity with Hamas has resulted in a running series of tit-for-tat attacks with Israel that have escalated over the past year.

    The attack using booby-trapped pagers that targeted Hezbollah fighters and killed several civilians across Lebanon on Sept. 17, 2024, has set off a chain of events that have now seen nearly 500 Lebanese killed and Hezbollah extend the geographical scope of its missile attacks in Israel. Its long-range ballistic missiles can reach 250-300 kilometers (155-186 miles) and have reached Haifa and the city’s Ramat David Airbase.

    The next step in this deadly escalation could well be a ground invasion. But in 1982, such an operation resulted only in catastrophic results for all concerned – and set in place the conditions for decades of hostilities across the Lebanon-Israel border. A similar offensive today would almost certainly have similar results – especially for the people of Lebanon.

  • MIL-OSI New Zealand: Save the Children – Young ocean champions called to join global conversation on ocean protection

    WWF-New Zealand and Save the Children New Zealand are calling for young Kiwi ocean advocates to share their views on how to better protect our ocean – with at least one young Kiwi given the chance to attend a major global ocean summit in France in 2025.
    The two organisations have joined forces to give young Kiwis an opportunity to be part of the global conversation for change, exploring solutions to better protect the world’s ocean and accelerate youth-led ocean action.
    Young New Zealanders are being invited to take part in four online workshops, where they will meet other young ocean champions, build their networks in Aotearoa, and contribute ideas and solutions at a global level on the protection of our ocean.
    The workshop series will explore a range of topics including humanity’s relationship with the ocean and the threats it faces, protecting and restoring marine ecosystems and biodiversity, unlocking ocean-based solutions to climate change and developing a sustainable and equitable ocean economy that supports future generations.
    One young attendee (aged 18+) will be selected to be among the 60 young people from around the globe attending the Ocean Citizen Summit, hosted at Nausicaá in Boulogne sur Mer, France in March 2025.
    Save the Children Chief Executive Heidi Coetzee says this is a unique opportunity for young Kiwis to join a global conversation for ocean action.
    “While our marine environment is an important part of our lives and national and cultural identities, it is facing many threats, with unsustainable fishing, plastic pollution and climate change pushing our marine species and habitats to the brink of extinction.
    “Too often Pacific voices are missed in these conversations. I would encourage young people from all backgrounds to take part and share their views.”
    WWF-New Zealand CEO Dr Kayla Kingdon-Bebb says this is an opportunity for rangatahi in Aotearoa to play a part in addressing the threats to our ocean and protecting the life within.
    “As Kiwis, most of us have a deep connection to the ocean – but we can often feel disconnected from the decisions that get made about how we look after it for the future.
    “This is a fantastic opportunity for young people who care about Aotearoa’s marine environment to have their voice heard on the world stage and play a part in creating a healthy ocean for future generations.”
    The workshops are open to anyone aged between 16 and 30- with a deep interest or involvement in ocean issues.
    Attendees at the workshops in Aotearoa could be selected to join 60 of the most motivated participants from around the world at the Ocean Citizen Summit in France in March 2025, with their travel and subsistence costs paid by Nausicaa.
    At this summit, the chosen representative(s) will share the insights and solutions from Aotearoa New Zealand and have a role in the creation of a global Ocean Citizen Charter, which sets out youth-led solutions to the challenges facing our ocean. They will also be involved in the development of a digital app to engage people in ocean conservation and receive training in ocean advocacy and communications.

This pioneering initiative aims to support participants across the global open source community—including developers, enterprises, industries, and open source foundations—in navigating and adhering to evolving regulatory frameworks. Additionally, the working group will work closely with governments and regulatory bodies to enhance their understanding of the unique open source development model. Supported by prominent open source foundations and global technology leaders, this collaborative effort is dedicated to advancing the open source model in an increasingly regulated software supply chain.

    While the Open Regulatory Compliance Working Group is chartered to address compliance with open source-impacting requirements in general, its immediate focus is the European Cyber Resilience Act (CRA). With the CRA rapidly approaching implementation, the working group’s immediate efforts are centred on ensuring compliance with this new legislation.

    1. Process Specifications: Development of cybersecurity process specifications and best practices aligned with the requirements of the CRA.
    2. Collaboration with European Authorities: The working group actively engages with the various European institutions to understand legislative timelines and produce timely compliance materials, with a primary focus on the CRA.

Formalising Standards Participation: Having secured formal liaison status with the European Committee for Standardization (CEN) and the European Committee for Electrotechnical Standardization (CENELEC), the working group is actively pursuing working relationships with other European and National Standards Organizations to expand its contribution on regulatory standards.
    4. Community and Industry Education: A series of webinars with European Commission staff aims to keep the open source community informed about the EU’s legislative process. (NYSE:HPQ) released the second annual HP Work Relationship Index (WRI), a comprehensive study that explores the world’s relationship with work. The study, which surveyed 15,600 respondents across industries in 12 countries, reveals that work is still not really working. Only 28% of knowledge workers have a healthy relationship with work, a one-point increase compared to last year’s findings. However, new findings hone in on two potential solutions to improve relationships with work: AI and personalized work experiences.

    Personalized Work Experiences Can Lead to Healthier Relationships with Work

    In its second year, the study continued to analyze aspects of people’s relationships with work, including the role of work in their lives, their skills, abilities, tools, workspaces and their expectations of leadership. This year, WRI reveals a major universal need from knowledge workers: personalized work experiences.

    At least two-thirds of workers expressed a desire for personalized work experiences, including tailored workspaces, access to preferred technologies and flexible working environments. These experiences are crucial for improving relationships with work, and have positive implications for both employees and businesses:

    • 64% of knowledge workers say if work was tailored or customized to personal needs and preferences, they would be more invested in their company’s growth.
    • 69% of knowledge workers believe it would enhance their overall well-being.
    • 68% of knowledge workers stated it would incentivize them to stay with their current employers longer.

    This desire for personalization is so strong that 87% of knowledge workers would be willing to forgo part of their salary for it. On average, workers would be willing to give up to 14% of their salary with Gen Z workers giving up as much as 19%.

    AI Opens New Opportunities for Knowledge Workers to Enjoy Work and Improve Productivity

    AI usage among knowledge workers has surged to 66% in 2024, up from 38% last year. Workers who use AI are seeing the benefits, including a healthier relationship with work:

    • 73% feel that AI makes their jobs easier, and nearly 7-in-10 (69%) are customizing their use of AI to be more productive, indicating AI could be an ingredient to unlocking a more personalized work experience.
    • 60% state that AI plays a key role in improving their work-life balance.
    • 68% say AI opens up new opportunities for them to enjoy work.
    • 73% agree that a better understanding of AI will make it easier to advance their careers.

    Further, knowledge workers who use AI are +11-points happier with their relationship with work than their colleagues who don’t. Therefore, there is an urgency to get AI into the hands of workers sooner rather than later as non-AI users have shown increased fear of job replacement by AI, with 37% expressing concern, a +5-point increase from last year.

    Business Leaders Lack Confidence; Female Leaders Emerge as a Bright Spot

    While at the global scale the index highlights little change, countries that saw an increase in their individual work relationship index saw slight improvement across the six key drivers of a healthy relationship with work – most notably the Leadership and Fulfillment drivers. This year’s index revealed that trust in senior leadership remains a critical factor in a healthy work relationship, but there is a disconnect between the recognition of the importance of human skills (e.g., mindfulness, self-awareness, communication, creative-thinking, resilience, empathy, emotional intelligence) and leaders’ confidence to deliver:

    • While more than 90% of leaders acknowledge the benefits of empathy, only 44% feel confident in their human skills.
    • Only 28% of workers consistently see empathy from their leaders, despite 78% valuing it highly.

    However, this year’s research uncovered a bright spot: female leaders. On average, female business leaders are +10-points more confident in their hard skills (technical, computer, presentation, etc.), and notably +13-points more confident in human skills than their male counterparts. Additionally, female business leaders’ confidence in both skills grew over the past year (+10-points in human skills, +4-points in hard skills), while confidence among male business leaders remained stagnant in human skills and decreased in hard skills (-3-points).

    HP commissioned an online survey managed by Edelman Data & Intelligence (DXI) that fielded between May 10 – June 21, 2024 in 12 countries: the US, France, India, UK, Germany, Spain, Australia, Japan, Mexico, Brazil, Canada, and Indonesia. HP surveyed 15,600 respondents in total – 12,000 knowledge workers (1,000 in each country); 2,400 IT decision makers (200 in each country); and 1,200 business leaders (100 in each country).

    Responding to reports that eight people have died during an attempted crossing of the Channel, Steve Valdez-Symonds, Amnesty International UK’s Refugee and Migrant Rights Director, said:

    “This is yet another appalling and avoidable tragedy and our hearts go out to the families and friends of those who’ve died.

    “These perilous crossings are seemingly becoming more and more dangerous, suggesting smugglers are taking greater chances with people’s lives as they try to evade detection efforts by the UK and French authorities.

    “The Government’s ‘smash the gangs’ slogan and its security-heavy approach is contributing to the death toll because the refusal to establish safe asylum routes means these flimsy vessels controlled by people smugglers are the only real option for desperate people fleeing persecution.

    “Until UK ministers and their counterparts in France start sharing responsibility over the need for safe routes, we should expect this weekend’s tragedy to keep repeating itself time and time again.”

    Ahead of the UN Summit for the Future, Oxfam calls for reform of the UN Security Council to stop the “Permanent Five” from being their own “judge and jury”

    The UN Security Council (UNSC) is failing people living in conflict, with Russia and the United States particularly responsible for abusing their veto power which is blocking progress toward peace in Ukraine, Syria, and the Occupied Palestinian Territory and Israel.

    A new Oxfam report, Vetoing Humanity, studied 23 of the world’s most protracted conflicts over the past decade, including Afghanistan, Burkina Faso, Ethiopia, Libya, Niger, the Occupied Palestinian Territory (OPT), Somalia, South Sudan, Sudan, Syria, Ukraine, Venezuela and Yemen, and found that 27 of the 30 UNSC vetoes cast on these conflicts were on OPT, Syria and Ukraine.

    The report concludes that the five permanent members of the UNSC (the P5) are exploiting their exclusive voting and negotiating powers to suit their own geopolitical interests. In doing so, they have undermined the Council’s ability to maintain international peace and security.

    More than a million people have been killed in these 23 conflicts alone and more than 230 million people are today in urgent need of aid – an increase of over 150 percent since 2015.

    “China, France, Russia, the UK and the US took responsibility for global security at the UNSC in what is now a bygone colonial age. The contradictions of their acting as judge and jury of their own military alliances, interests and adventures are incompatible with a world seeking peace and justice for all,” said Oxfam International Executive Director Amitabh Behar.

    For instance, in 2023 Russia vetoed a nine-month extension of cross-border assistance to Northern Syria which left 4.1 million people with little or no access to food, water and medicine. Russia has also used its veto four times on Ukraine, despite being an aggressor in the conflict and by UN rules should therefore be disqualified from voting.

    While the UN General Assembly (UNGA) has passed at least 77 resolutions over the last decade supporting Palestinian self-determination and human rights and an end to Israel’s illegal occupation, the US has used its veto power six times to block resolutions perceived as unfavourable to its ally Israel. The US vetoes have created a permissive environment for Israel to expand illegal settlements in the Palestinian territory with impunity.

    “More often than not the Security Council permanent members’ vetoes have contradicted the will of the UN General Assembly, in which all states are represented,” Behar said.

    The report critiques another of the P5’s powers called “pen-holding”, which allows them to lead on negotiations and direct how resolutions are drafted and tabled, or ignored – again, too often according to their own interests.

    While France and the UK have not used their veto last decade, they and the US have held the pen on two-thirds of resolutions relating to the 23 protracted crises studied by Oxfam. The UK holds the pen on Yemen, for example, where it has a colonial legacy and strategic interests to maintain the maritime routes. In 2023, Mali objected to French pen-holding given what it considered “acts of aggression and destabilization” there.

    Many other initiatives are not even written up or tabled because they would inevitability be vetoed, the report says. As a result, the 23 crises studied by Oxfam are being treated in wildly different ways.

    Nearly half of them have been largely neglected with fewer than five resolutions each over the last decade, including just one on Myanmar and none on Ethiopia or Venezuela.

    On the other hand, the UNSC has passed nearly 80 on both South Sudan and Sudan, 53 on Somalia and 48 on Libya. None have led to lasting peace. Despite the Democratic Republic of Congo having had 24 UNSC resolutions in the past 10 years, for instance, the UN mission there (MONUSCO) has been hindered by chronic underfunding and lack of coordination.

    “The erratic and self-interested behaviour of UNSC members has contributed to an explosion of humanitarian needs that is now outpacing humanitarian organizations’ ability to respond. This demands a fundamental change of our international security architecture at the very top,” Behar said.

    Globally, the number of people needing humanitarian assistance has risen nearly four times in the last decade, triggering massive funding needs. Between 2014 and 2023, the UN appeal has nearly tripled from $20 billion to over $56 billion – but less than half of this amount was met last year.

    The report is critical of the fact that humanitarian funding remains entirely dependent upon voluntary contributions. In contrast, UN member state funding for peacekeeping operations is mandatory.

    As the Summit of the Future kicks off this week to envision a revitalized UN, Oxfam calls for a wholesale reform of the UN Security Council, including the abolition of the P5’s veto power.

    I hope you have recharged your batteries after the summer and a holiday break, despite the eventful days we can look back on. Perhaps you are still relishing the sporting highlights you experienced from the comfort of your own armchair: the thrill of watching the Olympic Games and the Paralympics on TV at home.
    A “sports programme” of a somewhat different variety now awaits us: a broad repertoire of topics to cover in a short allotted speaking time. Let’s begin by discussing three questions that are always of crucial importance: Where is economy activity heading? Where is inflation heading? And where is monetary policy heading? These will be followed by three topics specific to monetary policy: balance sheet reduction, the changed operational framework for monetary policy, and monetary and fiscal policy interactions.
    2 Economic activity
    Let’s kick off with the economic situation as well as the outlook for the economy. German economic output shrank by 0.1% in the second quarter of this year, after expanding slightly at the beginning of the year. The main drags on activity were weak investment and the construction sector, but exports and private consumption contracted somewhat as well.
    Increased financing costs continued to squeeze investment activity, thus crimping domestic demand for industrial goods and construction work. Private investment also faced headwinds stemming from the intense uncertainty surrounding economic policy. On top of that, there was a countereffect in construction activity following the mild weather conditions in the first quarter. Moreover, industry in Germany is still feeling the pinch of weak foreign demand. Capacity utilisation in industry is now significantly below average, and that, too, is depressing investment.
    All these factors combined mean the domestic economy has been treading water since the start of Russia’s war of aggression against Ukraine more than two years ago. Stagnation might be more or less on the cards for full-year 2024 as well if the latest forecasts by economic research institutes are anything to go by.
    Hopes that industrial activity might pick up in the second half of the year have dimmed considerably according to the sentiment indicators observed in recent months. And consumer restraint is looking more stubborn than our Bundesbank experts were expecting when we published our Forecast for Germany in June. For all this, though, it is still true to say that sharply rising wages, easing inflation and robust labour market developments are opening up more and more scope for spending. Households could leverage that scope to gradually step up their consumption. Looking ahead to next year, the economic research institutes are expecting to see tentative economic growth of between ½ and 1%. The Bundesbank will be publishing its new Forecast for Germany in December.
    Ladies and gentlemen, one point I have stressed on multiple occasions in the past is that we should not talk our country down as a business location. That is not to say, of course, that we should not pinpoint weaknesses and resolutely tackle problems. An overly pessimistic mindset can be damaging. But what can also be damaging is viewing a situation through rose-tinted spectacles or blindly trusting that everything will somehow fix itself of its own accord. There is no doubt that Germany is not seeing as much investment as we would like. And industry is struggling with a difficult competitive environment. Barriers need to be dismantled here.
    At this point, allow me to make a passing remark in light of recent events: if businesses are to get to grips with – and finance – their future challenges, we will need banks that are strong and robust. In any possible mergers, what matters is that the institution that comes about as a result is one that fits that bill in the best possible way.
    As far as the topic of barriers is concerned, I do not wish to go beyond my allotted time. Allow me, then, to run through just some of the initiatives that could boost the attractiveness of a business location: cutting as much red tape as possible, and speeding up administrative procedures like approval processes. As for greening the economy, policymakers should ensure greater planning security. Digital infrastructure and education, in particular, are in need of improvement. In addition, politicians should act to boost the labour supply because staff shortages are bound to worsen further as demographic change makes itself felt.
    Headlines claiming that Germany is a millstone around the neck of the euro area[1] make for unpleasant reading. But the simple fact is that when the largest Member State’s economy is weak, the average across the bloc will be depressed as a result. The euro area economy as a whole has gained some traction in the first two quarters of this year (recording quarter-on-quarter growth rates of 0.3% and 0.2%, respectively). In their latest projections, ECB staff are forecasting modest economic growth of 0.8% in full-year 2024, rising slightly to 1.3% next year.
    The outlook is uncertain, particularly given what remains a tense geopolitical environment. Neither in Ukraine nor in the Middle East has the situation eased. The outcome of the presidential election in the United States is another source of economic uncertainty. Last week’s TV debate gave us a taste of what is to come.Europe might end up losing out if, say, the United States adopts a more protectionist trade policy, takes government action to support the country as a business location, or turns its back on multilateral cooperation (on issues such as climate action, NATO and the WTO).
    There’s good news as well, though: the labour market in the euro area is as robust as ever, as unemployment hit an all-time low of 6.4% in July. Germany’s economy hasn’t recovered yet, so its labour market hasn’t improved, but nor did it deteriorate significantly. Because firms in Germany have largely refrained from scaling back their workforces during the ongoing spell of economic weakness, they see little need overall for new hires. Even if they are certainly finding it difficult to fill vacancies in some areas.
    An analysis by the ECB has found that labour hoarding – that is, keeping staff in reserve – is still above pre-pandemic levels in the euro area. Because profit margins were high at times, firms were able to hoard staff to a greater extent or for longer than usual when the situation or outlook deteriorated, the ECB noted.[2]
    If profit margins now start to normalise, they will probably reduce the scope for firms to undertake labour hoarding. In addition, labour hoarding suggests that there will be fewer hires than usual as the economy recovers. Instead, productivity is more likely to rise. The new projections include an increase in euro area labour productivity of around 1% in both 2025 and 2026, following stagnation in the current year and a decline of just under 1% last year. Taken in isolation, this would dampen unit labour costs and thus inflation.
    3 Inflation
    This brings us to question number two concerning the outlook for prices. On this point, the focus is not only on the weak productivity growth observed so far, but also on the strong wage growth at the current juncture. For Germany, the latest wage deals have increased pay levels significantly. And relatively high wage settlements look set to be reached in the forthcoming pay negotiations as well. Understandably, the trade unions are looking to achieve lasting compensation for the real wage losses accumulated over the past three years.
    Because inflation compensation bonuses will only be exempt from taxes and social contributions until the end of this year, the trade unions are now stepping up their demands for permanent wage increases. The still high willingness to strike and persistent widespread shortage of labour suggest that wage growth will remain comparatively strong. The longer-term outlook, too, indicates that labour scarcity in Germany wil
    l remain a key factor driving robust wage growth and thus high inflation in the domestic economy.
    In the euro area, growth in negotiated wages slowed significantly in the second quarter. However, this was due in part to a one-off effect in Germany (owing to inflation compensation bonuses paid out in the previous year but absent this year). The persistent labour market tightness in the euro area means that a quick let-up in wage dynamics is unlikely.
    With wage pressures easing only slowly, the disinflation process is proving to be slow and arduous. Right now, inflation is not yet where we on the ECB Governing Council want it to be. Headline euro area inflation stood at 2.2% in August, down from 2.6% one month earlier. That significant decline mainly came about due to energy prices. Whilst it is true that German inflation – as measured by the Harmonised Index of Consumer Prices – has reached 2.0%, I’m afraid to say that, for the time being, that level is probably not yet here to stay. Services inflation in the euro area is still worryingly high, coming in at 4.1% at last count. Core inflation has eased only marginally, dropping to 2.8%.
    According to the latest ECB staff projections, euro area price inflation will be back at the 2% mark at the end of 2025. The journey there remains uncertain and include a few bends. For instance, inflation rates are expected to edge somewhat higher again towards the end of this year due to energy prices being in decline in the fourth quarter of last year.
    Overall, though, we have made huge advances towards safeguarding price stability. As the disinflation process plays out, inflation expectations have also receded the way we want them to, and the risk of higher inflation expectations has diminished in the view of markets and surveyed experts. This would suggest that inflation expectations are well anchored. It is now up to us on the ECB Governing Council to prove our staying power. If we achieve that, we will soon make it over the finishing line.
    4 Monetary policy
    The third question I asked at the beginning has basically been answered: the phase of steep tightening was followed by nine months of unchanged key interest rates, after which the ECB Governing Council subsequently loosened the reins somewhat in June and now again in September.
    We don’t know yet how things will unfold, but it is certain that key interest rates will not go back down as quickly and sharply as they went up! The intervals between the potential moves may vary depending on the incoming data, as monetary policy must remain tight enough for long enough to ensure that the inflation rate returns to the 2% target over the medium term. Assumptions to that effect about key interest rates also form the basis for the ECB’s projections.
    Ladies and gentlemen, public opinions on the best time for an interest rate move vary. This is due, not least, to the fact that the risks cannot be clearly quantified and that monetary policy time lags are impossible to measure with certainty. It is important for me to see inflation stable at the 2% target as soon as possible. To get there, we will not pre-commit to any path in our decisions going forward. Instead, we will continue to examine incoming data with an open mind. We are not flying on autopilot when it comes to interest rate policy.
    4.1 Reducing the balance sheet
    I will now turn to the three topics specific to monetary policy. The key interest rates are the central lever with which to adjust the monetary policy stance. In addition, gradual balance sheet reduction also influences the direction of monetary policy. This is because the length of the balance sheet is ultimately driven by previous accommodative non-standard measures.
    Banks’ repayment of loans under the longer-term refinancing operations has thus far been the primary contributory factor towards reducing the Eurosystem’s total assets. Remaining outstanding funds borrowed under targeted longer-term refinancing operations (TLTROs) are now only relatively small (around €76 billion). Next week will be the penultimate maturity date, and in December of this year the last repayments of funds borrowed under TLTROs will be made.
    Moreover, the Eurosystem’s large bond holdings are gradually declining, by an average of €25 to €30 billion per month (since July 2023), through the discontinuation of reinvestments under the APP, the largest such purchase programme. Since July of this year, reinvestments under the pandemic emergency purchase programme (PEPP) have been reduced by an average of €7.5 billion per month and will also be fully discontinued at the end of 2024.
    The process of significantly shrinking current total assets of just under €6,500 billion is not done just yet. So far, the markets have taken the Eurosystem’s balance sheet reduction (starting from a peak of over €8,800 billion) in their stride. I am confident about the future, too.
    On the ECB Governing Council, I am one of those who has been advocating for reducing the Eurosystem’s footprint in financial markets. This process will take time. It is closely linked to how monetary policy is implemented and passed through to the financial markets. That is why I now wish to briefly address, as the second of my three topics specific to monetary policy, the changes to the operational framework for implementing monetary policy adopted in mid-March.
    4.2 Changes to the operational framework for implementing monetary policy
    You might be thinking: what a dry, hard-to-digest topic, and right after lunch to boot! However, addressing these seemingly annoying details is worth the time and effort. This is because the new operational framework for implementing monetary policy will determine how central bank liquidity is provided to banks in the future and how short-term money market rates will evolve going forward.
    With excess liquidity in the banking system declining, but still high for the time being, little will change at first: we will continue to regularly lend central bank liquidity to banks at the quantities demanded and a fixed interest rate, with a wide range of bonds and other claims being eligible collateral for these loans. The reserve ratio for determining banks’ non-remunerated compulsory deposits with the Eurosystem remains unchanged at 1%.
    On this very day, the gap between the main refinancing operations rate and the deposit facility rate narrowed from 50 to 15 basis points. This operational adjustment will incentivise bidding in the weekly tenders. Short-term money market rates are therefore likely to continue to evolve in the vicinity of the deposit facility rate, given limited fluctuations. In the process, we will observe the compatibility of our operational framework with market principles.[3]
    The ECB Governing Council also agreed to introduce, at a later stage, new structural longer-term refinancing operations and a structural portfolio of securities. These transactions are intended to make a contribution to covering the banking sector’s structural liquidity needs. But that is a way off yet. That’s because, as already mentioned, banks’ excess liquidity and Eurosystem bond holdings are still very sizeable.
    We will now gain experience and gather insights. A review of the key parameters of the operational framework is scheduled for 2026. However, adjustments can be made earlier if necessary.
    4.3 Monetary and fiscal policy interactions
    My third topic specific to monetary policy, monetary and fiscal policy interactions, is a perennial theme. Generally, the combination of the two policy areas determines how accommodative or restrictive the overall effect on the economy is.
    In some times of crisis, such as during the coronavirus pandemic, monetary and fiscal policy can work together in the pursuit of their respective objectives. In times of high inflation, however, there may be potential for conflict. At the very least, fiscal policy should not undermine a restrictive monetary policy in the fight against inflation, but rather support it as much as possible.This year and next, the euro area fiscal stance is likely to have a roughly neutral effect, i.e. not generate any additional inflationary pressure. However, the expiry of crisis support measures is the reason why the deficit ratio is expected to decline. Seen from this perspective, fiscal policy is not restrictive.
    The ECB projects that the euro area debt ratio will remain close to 90%. In some Member States, government debt is worryingly high, with no signs of a trend reversal happening any time soon. Monetary policy should ignore this. This is because the Member States will have to be able to deal with the interest rate level that is warranted from a monetary policy perspective. Governments ought to brace themselves for higher interest rate levels.
    The new EU fiscal rules entered into force at the end of April. However, it is not yet clear what concrete requirements for fiscal consolidation will follow. In July, the existence of excessive deficits was established for seven countries, including the euro area countries France, Italy, Belgium, Slovakia and Malta. It will be crucial to implement the new rules in such a way that high debt ratios actually fall. This would require setting ambitious targets, and governments would then have to comply with them more ambitiously than in the past.
    Setting priorities will remain the key fiscal policy challenge at any rate And this will not get any easier if additional expenditure, for example for climate action, defence or in view of demographic pressures, is moved higher on the priority list.
    This is true even in Germany, where the debt ratio is no longer far from the 60% limit. In this case, it may indeed make sense to expand the fiscal scope somewhat by means of a moderate reform of the debt brake just as long as Germany complies with the European debt rules. The Bundesbank has put forward proposals to achieve that goal.
    5 Concluding remarks

Democracy, freedom and openness are core values on which our society, our daily coexistence, and our prosperity are based. We are living in challenging times. This is exemplified by the elections in France and three eastern German federal states as well as, this coming November, in the United States. For the future, it remains to be hoped that we can maintain democracy, freedom and openness as a secure basis.

    The OSCE Mission to Bosnia and Herzegovina (Mission) has donated today specialized equipment to K9 police units across the country. The donation includes essential work gear and is part of the Mission’s project on Addressing Security and Safety Risks of Illegal Possession, Misuse, and Trafficking of Small Arms and Light Weapons (SALW) and their Ammunition in Bosnia and Herzegovina. K9 units will receive muzzles, Kevlar suits, training sleeves, scent detection boxes, specialized SALW suitcases, alpinist equipment for dogs as well as a scent detection carousel, altogether worth approximately EUR 70,000
    The equipment will increase the weapons and explosives detection capacities of various agencies across BiH, including the BiH Border Police, the State Investigation and Protection Agency (SIPA), the Police of Brčko District BiH, the Republika Srpska Ministry of Interior, the Federal Police Administration, as well as the Ministries of Interior of the Tuzla Canton, Una-Sana Canton, and Zenica-Doboj Canton.

  • MIL-OSI Global: Sally Rooney’s new novel, Intermezzo, is her longest and best consideration of “idiotic desire and love” yet

    On the level of theme, the Irish writer Sally Rooney is firmly in her wheelhouse in her new novel Intermezzo. We find Peter and Ivan Koubek having just lost their father and trying to forge a life through and past this bereavement by way of intimate relationships.

    Peter, a barrister in his early 30s, is embroiled in a semi-secret situation-ship with a much younger college student and former sex worker, Naomi. He balances this with his longstanding and largely chaste relationship with a former long-term girlfriend, Sylvia.

    Ivan, a decade younger and aeons less suave than his older brother, has meanwhile taken up with Margaret, a 36-year-old woman he meets while playing chess in Leitrim, a county in the north-west of Ireland.

    So far, so familiar. Anyone seeking plot-driven fiction without a romantic bent from Rooney should know better by now.

    The minor stylistic differences between Intermezzo and her other books reviewers have noted are all moderated by the manifest continuities in Rooney’s authorly concerns.

    We read Rooney because she is that unusual writer whose characters raise serious and abiding questions about the particular historical, social and economic moments they inhabit. Her characters manage to do so without ever feeling like anything less than fully developed, psychologically complex individuals.

    In Conversations with Friends and Normal People, the faltering of young relationships and first love tested the characters’ ideologies against their behaviours, their politics against their morals. In Beautiful World, emails allowed Alice and Eileen the space to describe what it feels like to live in a moment of historical crisis even as life (in the alternating chapters) carries on unchanged.

    This very Rooney-esque tension is, in Intermezzo, parlayed as a struggle between brothers, where Peter castigates various beliefs of Ivan’s and Ivan accuses Peter of privileging principle over conduct.

    Ivan thinks that “Peter is the kind of person who goes along the surface of life very smoothly.” This, for the record, is not at all reflected in Peter’s inner monologue, which proceeds via truncated sentence fragments and is peppered by wishes that he was dead.

    Life, for Peter, seems to be closing in, and is all the more claustrophobic given the seemingly total clarity with which he remembers “When life was perfect.” He at once envies and feels a great depth of compassion for those whose lives are constantly buffeted by the material forces from which his well-paying job shields him.

    Ivan has, at various times, felt himself existing outside of life. He can explain eloquently his opinions on the late capitalist economy (fake), he has a physics degree, a formidable reputation in competitive chess and a history of subscribing to questionable YouTube channels of a distinctly incel flavour. Yet, in Ivan, we see Rooney’s great optimism for people and how they might be redeemed.

    Ivan frequently confronts the difficulty of paying rent, of living in a world where a person cannot do something as prosaic as have a dog. But these problems are tempered by a feeling that the world is nevertheless beginning to open up for him. As he muses, it is surely better to face down these “never-ending struggle[s]” with optimism than be worn down by them. When he meets Margaret, he feels increasingly assured that the world does “make room for goodness and decency.”

    This newest book is perhaps Rooney’s most mature reflection on how relationships operate as exercises in optimism, both in each other and in the world itself. Intermezzo is remarkable and bracing on the exchange of promises that happens in relationships, on the currency of hope they run on, and mutual, voluntary emotional debts they create. These debts, of course, are not always repaid, and that is part of the point: the stakes of love are high, and we run the risk of defaulting and being defaulted on.

    And yet, for Rooney, this risk is always worth taking. It must be, because it is all there is. Rooney’s is a world in which relationships sustain us and in which small daily miracles make life seem more bearable than is proportionate. This might be as simple as the unthinking care enacted by such an everyday chore as “making up [a] packed lunch, Nutella sandwiches, an apple wrapped in kitchen roll” for someone else, or the unrationed totality of love a dog shows its owner after an absence.

    As with each of her novels before this, Rooney’s power as a writer is to focus attention on the crazy hope we place in other people’s ability to sustain us and the anxiety we feel about what we could possibly offer in return. And, against all suggestions of departure, this is the main point of continuity across Rooney’s oeuvre.

    Rooney appears to share the views of many of her characters. Like Frances in Conversations with Friends who says “[y]ou live through certain things before you understand them. You can’t always take the analytical position”. Like Marianne in Normal People who believes that “people can really change one another”. Like Eileen in Beautiful World who hopes that “the most ordinary thing about human beings is not violence or greed but love and care.” And, like Ivan in Intermezzo, she is an optimist.

  • MIL-OSI Global: Ancient DNA helped us uncover the Iberian lynx’s potential secret weapon against extinction

    Many large mammals have lost genetic diversity, often thanks to the actions of people shrinking their populations. The implications can be severe because without genetic diversity, a population does not have a “genetic database” to fall back on to adapt to environmental change.

    The Iberian lynx (Lynx pardinus) is no stranger to this reduction in diversity. Human activity has driven populations to dangerously low numbers, leaving them with a shrinking genetic pool. This loss threatens the lynx’s ability to adapt to changing environments, putting their survival at risk.

    Our team’s research reveals how the Iberian lynx interbred with its cousin, the Eurasian lynx (Lynx lynx) over the past few thousand years. This mingling may have boosted the Iberian lynx’s genetic diversity. This is a crucial factor for its survival, especially as the species faces such an uncertain future.

    Low genetic diversity can lead to “inbreeding depression”, where closely related animals breed and produce offspring that are less fit for survival. In extreme cases, this can push entire populations, or even species, to the brink of extinction.

    To boost the genetic diversity of populations on the brink, conservationists sometimes turn to “genetic rescue”. This involves introducing individuals from different populations in the hope that they will breed with the local animals, reducing inbreeding and enhancing genetic diversity.

    While this strategy can be effective, it’s not without risks. Introducing animals that are too genetically different can disrupt or dilute beneficial traits, potentially harming the population’s ability to survive and reproduce. It’s a phenomenon known as “outbreeding depression”. Despite these risks, genetic rescue remains a valuable tool in conservation, though it’s often approached with caution.

    One of the most severe cases of reduced genetic diversity is the Iberian lynx, once the world’s most threatened cat species. It’s mostly found in parts of Spain and Portugal.

    Rescue and recovery

    Today, the Iberian lynx is recovering from near extinction. More than 400 reproductive females were reported in the 2023 census. This is a massive increase from just 25 in 2002. This turnaround is largely thanks to an ambitious conservation programme over the past two decades, involving coordinated breeding programmes and reintroductions.

    Part of this success is due to the “genetic rescue” effect, where mixing the two remaining genetically distinct populations helped boost the species’ genetic diversity. Despite this progress, the Iberian lynx still faces significant challenges. The population is far from reaching the minimum of 1,100 reproductive females needed to be considered genetically viable. So, its genetic diversity remains one of the lowest ever recorded.

    Further genetic rescue could be a solution to enhance diversity. But there’s a catch – no other Iberian lynx populations exist in the world that could serve as a source of new genetic material.

    Ancient DNA can be extracted from historical remains or subfossil (animals that are not ancient enough to be considered true fossils but are not considered modern either) samples. By studying these, scientists can gain valuable insights into the genetic past of species, offering a stark comparison with their present day counterparts.

    In 2015, our colleague Maria Lucena-Perez first visited the lab of another of our colleagues, Michael Hofreiter, in Germany to generate the very first whole genome data from ancient Iberian lynx bones. Extracting ancient DNA from bones is a highly specialised process that requires dedicated cleanroom facilities to prevent contamination from modern DNA.

    Working together, our team successfully extracted nuclear DNA from three ancient Iberian lynx specimens. Two of these were approximately 2,500 years old. The third dated back more than 4,000 years. This marked the first time nuclear DNA had ever been retrieved from ancient Iberian lynx. Maria’s achievement has significantly advanced our understanding of how the genetic makeup of the Iberian lynx has evolved over thousands of years.

    Our team analysed and compared the DNA with that of modern Iberian lynx. To our surprise, the ancient lynx showed even lower genetic diversity than their modern descendants. Given the sharp decline in their populations over the past few centuries, this finding was both unexpected and puzzling.

    Species interbreeding

    The missing piece of the puzzle came with the discovery that modern Iberian lynx populations share more genetic variants with the closely related Eurasian lynx than their ancient counterparts did. This suggests that the two species successfully interbred within the past 2,500 years, boosting the genetic diversity of today’s Iberian lynx.

    These findings align with extensive genomic evidence of ancient gene flow from Eurasian lynx into the Iberian lynx genome. While the two species don’t share the same habitats today, they once coexisted in the Iberian Peninsula, and possibly in southern France and northern Italy. This situation would have provided plenty of opportunities for interbreeding.

    The potential for these two species to naturally meet and breed is growing once more as their ranges continue to expand. This could open up new possibilities for genetic diversity in the future.

    The advent of whole nuclear genome analysis over the past 30 years has revealed numerous cases of cross-species interbreeding, such as between polar bears and brown bears. This suggests that the case of the lynx is not so unusual. But the Iberian lynx stands out as the first documented example where interspecies breeding significantly increased species-wide genetic diversity.

    We still don’t fully understand the exact effect of this genetic boost, particularly whether it improved the population’s fitness and survival. One intriguing possibility is that the Iberian lynx has managed to persist despite its extremely low genetic diversity, thanks to recurrent genetic rescues by the Eurasian lynx.

    While there’s more to learn, our research offers an unexpected but important case study for the broader discussion on genetic rescue. If we can better predict the chances of inbreeding and outbreeding depression when interbreeding happens, we could use genetic rescue more effectively as a conservation tool in the ongoing biodiversity crisis.

    Following the G7 Foreign Ministers’ Meeting at the High-Level Week of the UN General Assembly, the following statement was made by Chair Antonio Tajani.

    1. Introduction

    In today’s meeting in New York, in the wake of the Summit of the Future, the G7 Foreign Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom, the United States and the High Representative of the European Union reiterated their commitment to upholding the rule of law, humanitarian principles and international law, including the Charter of the United Nations, and to protecting human rights and dignity for all individuals.

    They re-emphasized their determination to foster collective action in order to preserve peace and stability to address global challenges, such as the climate crisis and to advance the achievement of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs).

    In doing so, the G7 members renewed their commitment to the promotion of free societies and democratic principles, where all persons can freely exercise their rights and freedoms.

    2. Summit for the Future

    In the spirit of the renewed determination to strengthen the multilateral system based on the UN Charter’s principles, as reflected  in the Pact for the Future adopted  at the Summit of the Future by world Leaders, the G7 members committed to continue working with countries and all relevant stakeholders  within the UN system through dialogue, mutual understanding and respect in the pursuit of common solutions, with the aim of upholding and reforming the multilateral system  so that it better reflects today’s world and is fit to respond to the complex global challenges of the future. They reaffirmed their commitment to work with all UN member states to strengthen the roles of the UNSG as well as the UNGA. They also recommitted to the reform of the UNSC.

    3. Steadfast Support to Ukraine

    The G7 members reaffirmed their unwavering support to Ukraine as it defends its freedom, sovereignty, independence, and territorial integrity, against Russia’s brutal and unjustifiable war of aggression. The G7 members strongly condemned Russia’s blatant breach of international law, including the UN Charter, and of the basic principles that underpin the international order. They strongly condemned the serious violations of international humanitarian law perpetrated by Russia’s forces in Ukraine, which have caused a devastating impact on the civilian population. Violence against civilians, including women, children, and prisoners of war is unacceptable.

    They expressed their outrage at Russia’s repeated attacks against critical infrastructure and they condemned in the strongest possible terms any targeting of civilian buildings and even hospitals. Ensuring the protection and resilience of Ukraine’s energy grid and its power generation capacity remains a fundamental and urgent priority as winter approaches. They welcomed the international conference on energy security held on August 22. .as well as the ongoing coordination of the G7 energy group. They reiterated their commitment to help Ukraine meet its urgent short-term financing needs, as well as support its long-term recovery and reconstruction priorities. 

    Russia must end its war of aggression and pay for the damage it has caused to Ukraine. The G7 members reiterated their commitment to explore and use all possible lawful avenues by which Russia is made to meet those obligations.

     The launch of the Extraordinary Revenue Acceleration (ERA) Loans for Ukraine, as mandated by G7 leaders, will make available approximately USD 50 billion in additional funding to Ukraine that will be serviced and repaid by future flows of extraordinary revenues stemming from the immobilization of Russian sovereign assets held in the European Union and other relevant jurisdictions.

    The G7 Foreign Ministers and the High Representative are working, together with Finance Ministers, to operationalize the G7 Leaders’ commitment by the end of the year. They will maintain solidarity in this commitment to providing this support to Ukraine. The G7 members confirmed that, consistent with all applicable laws and their respective legal systems, Russia’s sovereign assets in their jurisdictions will remain immobilized until Russia ends its aggression and pays for the damage it has caused to Ukraine.

    They also committed to strengthening the Ukraine Donor Platform to help coordinate the disbursal of funds and ensure they align with Ukraine’s highest priority needs at a pace it can effectively absorb. This will play a key role in advancing Ukraine’s reforms in line with its European path and in contributing to a successful Ukraine Recovery Conference to be held in Italy in 2025.

    Any use of nuclear weapons by Russia in the context of its war of aggression against Ukraine would be inadmissible. They therefore condemned in the strongest possible terms Russia’s irresponsible and threatening nuclear rhetoric, as well as its posture of strategic intimidation. They also expressed their deepest concern about the reported use of chemical weapons as well as riot control agents as a method of warfare by Russia in Ukraine. 

    The G7 members remained committed to holding those responsible accountable for atrocities in Ukraine, in line with international law. They also condemned the seizures of foreign companies and called on Russia to reverse these measures and seek acceptable solutions with the companies targeted by them.

    They condemned Russia’s seizure and continued control and militarization of Zaporizhzhia nuclear power plant, which poses severe risks for nuclear safety and security, potentially affecting the entire international community. They reiterated their support to the International Atomic Energy Agency’s efforts directed at mitigating such risks.

    They underlined once again their support for Ukraine’s right of self-defense and reiterated their commitment to Ukraine’s long-term security, recalling the launch of the Ukraine Compact in Washington on 11 July 2024. They re-affirmed the intention to increasing industrial production and delivery capabilities to assist Ukraine’s self-defense. They highlighted their support to Ukraine in its efforts to modernize its armed forces and strengthen its own defense industry. They expressed their resolve to bolster Ukraine’s air defense capabilities to save lives and protect critical infrastructure.

    They remained committed to raising the costs of Russia’s war of aggression by building on the comprehensive package of sanctions and economic measures already in place. Though existing measures have had a significant impact on Russia’s war machine and ability to fund its invasion, its military is still posing a threat not just to Ukraine but also to international security.

    The G7 members expressed the intention to continue taking appropriate measures, consistent with their legal systems, against actors in China and in third countries that materially support Russia’s war machine, including financial institutions, and other entities that facilitate Russia’s acquisition of items for its defense industrial base.

    They expressed their intention to continue to apply significant pressure on Russian revenues from energy and other commodities. This will include improving the efficacy of the oil price cap policy by taking further steps to tighten compliance and enforcement, including against Russia’s shadow fleet, while working to maintain market stability.

    They especially emphasized the urgency to support Ukraine’s energy security, including by coordinating international assistance through the G7+Ukraine Energy Coordination Group. They underscored the importance to continue working with the Ukrainian authorities and International Financial Institutions through the Ukraine Donor Platform, and by mobilizing private investments and fostering participation of civil society.

    They highlighted the reality of millions of internally displaced Ukrainians and the importance of an inclusive rights-based, gender-responsive recovery, including the reintegration of veterans and civilians with disabilities, and to address the needs of women, children as well as other population groups who have been disproportionately affected by Russia’s war of aggression. They reiterated their condemnation of Russia’s unlawful deportation of Ukrainian children and welcomed coordinated efforts to secure their safe return.  They called on Russia to release all persons it has unjustly detained and safely return all civilians it has illegally transferred or deported, starting with children. They welcomed the Ministerial Conference on the Human Dimension of Ukraine’s 10 point peace formula that will be hosted by Canada on October 30-31.

    They reiterated the need to support Ukraine’s agriculture sector, which is critical for global food supply, particularly for the most vulnerable nations, and called for unimpeded exports of grain, foodstuffs, fertilizers and inputs from Ukraine.

    They acknowledged the importance to involve the private sector in the sustainable economic recovery of Ukraine. They welcomed and underscored the significance of Ukraine itself continuing to implement domestic reform efforts, especially in the fields of anti-corruption, justice system reform, decentralization, and promotion of the rule of law. These endeavors are in line with the Euro-Atlantic path Ukraine has embraced. The G7 members were unanimous on the need to continue to support efforts of the Ukrainian government and people in these endeavors.

    They resolutely condemned Russia’s holding of illegitimate ‘elections’ in the occupied Ukrainian Autonomous Republic of Crimea and the city of Sevastopol. Russia’s actions once again demonstrate its blatant disregard for Ukraine’s territorial integrity, sovereignty and independence, and the UN Charter. They called on all members of the international community to refrain from recognizing Russia’s illegitimate actions.

    They welcomed the Summit on Peace in Ukraine that took place in Switzerland on June 15-16 and its focus on the key priorities needed to achieve a framework for peace based on international law, including the UN Charter and its principles, and respect for Ukraine’s sovereignty and territorial integrity. They remained committed to follow up on the Conference through constructive engagement with all international partners to reach a comprehensive, just and lasting peace.

    The G7 members acknowledged that Russia continues to expand its campaigns of foreign information manipulation and interference (FIMI). They condemned Russia’s use of FIMI to support its war of aggression against Ukraine. They reiterated their determination to bolster the G7 Rapid Response Mechanism by developing a collective response framework to counter foreign threats to democracies.

    4. Situation in the Middle East

    The G7 members reiterated their condemnation of Hamas’ horrendous attacks on October 7, 2023. 101 hostages are still in the hands of Hamas. They noted with deep concern the trend of escalatory violence in the Middle East and its repercussions on regional stability and on the lives of civilians shattered by this conflict, from the Gaza Strip to the Israeli-Lebanese Blue Line. Actions and counter-reactions risk magnifying this dangerous spiral of violence and dragging the entire Middle East into a broader regional conflict with unimaginable consequences. They called for a stop to the current destructive cycle, while emphasizing that no country stands to gain from a further escalation in the Middle East.

    They expressed their deep concern about the situation along the Blue Line. They recognized the essential stabilizing role played by the Lebanese Armed Forces and the UN Interim Force in Lebanon in mitigating that risk. They demanded the full implementation of UNSCR 1701 (2006) and urged that all relevant actors implement immediate measures towards de-escalation.

    The G7 members reaffirmed their strong support for the ongoing mediation efforts undertaken by the United States, Egypt and Qatar to reach a resolution between the parties to the conflict in Gaza. They reiterated their full commitment for the implementation of the UNSC Resolution 2735 (2024) and the comprehensive deal outlined by President Biden in May that would lead to an immediate ceasefire in Gaza, the release of all hostages, a significant and sustained increase in the flow of humanitarian assistance throughout Gaza, and an enduring end to the crisis, to secure a pathway to a two-state solution with a safe Israel alongside a sovereign Palestinian state. They urged the parties to the conflict to unequivocally accept the ceasefire proposal, stressing the need for countries in a position to directly influence the parties to cooperate in strengthening mediation efforts. They called for the full implementation of the terms of the ceasefire proposal without delay and without conditions.

    They called on all parties to fully comply with international law, including international humanitarian law. They expressed their deep alarm for the heavy toll this conflict has taken on civilians, deploring all losses of civilian lives equally and noting with great concern that, after nearly a year of hostilities and regional instability, it is mostly civilians, including women and children, who are paying the highest price. Protection of civilians must be an absolute priority for all parties at all times.

    The G7 members expressed concern at the unprecedented level of food insecurity affecting most of the population in the Gaza Strip. Securing full, rapid, safe, and unhindered humanitarian access in all its forms and through all relevant crossing points remains an absolute priority. They urged all parties to allow the unimpeded delivery of aid and ensure protection of humanitarian workers by properly implementing de-confliction measures. They recognized the crucial role played by UN agencies and other humanitarian actors in delivering assistance especially health care for the most vulnerable persons, including the polio vaccination campaign. They expressed their support for UNRWA to effectively uphold its mandate, emphasizing the vital role that the UN Agency plays.

    The G7 members reaffirmed their unwavering commitment, through reinvigorated efforts in the Middle East Peace Process, to the vision of a two-state solution where two democratic states, Israel and Palestine, live side by side in peace within secure and recognized borders, consistent with international law and relevant UN resolutions, and in this regard stress the importance of unifying the Gaza strip with the West Bank under Palestinian Authority. We note that mutual recognition, to include the recognition of a Palestinian state, at the appropriate time, would be a crucial component of that political process.  They expressed their concern about the risk of weakening the Palestinian Authority and underlined the importance of maintaining economic stability in the West Bank. They welcomed the EU’s 400 million Euro emergency package for the Palestinian Authority. All parties must refrain from unilateral actions and from divisive statements that may undermine the prospect of a two-state solution, including the Israeli expansion of settlements and the “legalization” of settlement outposts. They condemned the rise in extremist settler violence committed against Palestinians, which undermines security and stability in the West Bank and threatens prospects for a lasting peace. They expressed their deep concern regarding the deteriorating security situation in the West Bank.

    They reiterated their commitment to working together – and with other international partners – to closely coordinate and institutionalize their support for civil society peacebuilding efforts, ensuring that they are part of a larger strategy to build the foundation necessary for a negotiated and lasting Israeli-Palestinian peace. The G7 members called on Iran to contribute to de-escalation of tensions in the region. They demanded that Iran cease its destabilizing actions in the Middle East. They underlined that they stand ready to adopt further sanctions or take other measures in response to further destabilizing initiatives.

    They reiterated their determination that Iran must never develop or acquire a nuclear weapon and that the G7 will continue working together, and with other international partners, to address Iran’s nuclear escalation. A diplomatic solution remains the best way to resolve this issue.  As the IAEA remains unable to verify that Iran’s nuclear program is exclusively peaceful, they urged Iran’s leadership to cease and reverse nuclear activities that have no credible civilian justification and to cooperate with the IAEA without further delay to fully implement their legally binding safeguards agreement and their commitments under UNSCR 2231(2015).

    They condemned in the strongest possible terms Iran’s export and Russia’s procurement of Iranian ballistic missiles. Evidence that Iran has continued to transfer weaponry to Russia despite repeated international calls to stop represents a further escalation of Iran’s military support to Russia’s war of aggression against Ukraine. Russia has used Iranian weaponry such as UAVs to kill Ukrainian civilians and strike their critical infrastructure.

    They reiterated that Iran must immediately cease all support to Russia’s illegal and unjustifiable war against Ukraine and halt such transfers of ballistic missiles, UAVs and related technology, which constitute a direct threat to the Ukrainian people as well as European and international security more broadly.

    They reaffirmed their steadfast commitment to hold Iran to account for its unacceptable support for Russia’s illegal war in Ukraine that further undermines global security. In line with their previous statements on the matter, they underscored that they are already responding with new and significant measures.

    They also reiterated their deep concern about Iran’s human rights violations, especially against women and minority groups. They reiterated their call on Iran to allow access to the country to relevant UN Human Rights Council Special Procedures mandate holders.

    De-escalation efforts in the region must also include the immediate and unconditional termination of any attack by the Houthis against international and commercial vessels transiting the Gulf of Aden, the Bab al-Mandeb Strait and the Red Sea. The G7 members reiterated their strong condemnation of these attacks and the right of countries to defend their vessels from attacks. They called for the immediate release by the Houthis of the Galaxy Leader and its crew. They expressed their strong concern about the August 21 attack on the merchant vessel Sounion and the ongoing risk of an environmental catastrophe as salvage operations continue. They welcomed the efforts by the EU maritime operation Aspides and by the US-led Operation Prosperity Guardian to protect vital sea lanes. They appreciated the efforts of those countries that are committed to protect freedom of navigation and trade, as well as maritime security, in line with UNSCR 2722 (2024) and in accordance with international law.

    5. Fostering partnerships with African Countries

    The G7 members reaffirmed their commitment to support African nations in the pursuit of sustainable development as well as the creation of jobs and growth. The focus remains on fostering fair partnerships, built on shared principles, democratic values, local leadership, and practical initiatives.

    They reiterated their intention to align actions with the African Union’s Agenda 2063 and the specific needs of African countries, including plans to improve local and regional food security, infrastructure, trade, and agricultural productivity. They expressed their support for the implementation of the African Continental Free Trade Area, a crucial factor for Africa’s growth in the next decade.

    The G7 members emphasized the need to strengthen mutually beneficial cooperation with African countries and regional organizations. In addition to maintaining financial support for African nations, they expressed their determination to improve the coordination and effectiveness of G7 resources, mobilizing domestic resources and encouraging increased private investments.

    They welcomed the African Union’s permanent membership in the G20, and the creation of an additional Chair for Sub-Saharan Africa on the IMF Executive Board in November.

    They reaffirmed their commitment to the G20 Compact with Africa, a tool aimed at enhancing private investment, driving structural reforms, supporting local entrepreneurship, and fostering cooperation, particularly in the energy sector. The G7 Partnership for Global Infrastructure and Investment (PGII), and initiatives like the EU’s Global Gateway can contribute to promote sustainable, resilient, and economically viable infrastructure in Africa, ensuring transparency in project selection, procurement, and financing. In this framework, they welcomed Italy’s Mattei Plan for Africa.

    They recognized that sustainable development, peace and security and democracy go hand in hand, reaffirming their commitment to help African governments in strengthening democratic governance and respect for human rights, while addressing conditions conducive to terrorism, violent extremism, and instability.

    They expressed their deep concern about the destabilizing activities of the Kremlin-backed Wagner Group and other Russia-supported entities. They called for accountability for all those responsible for human rights violations and abuses.

    6. Indo-Pacific

    The G7 members reiterated their commitment to a free and open Indo-Pacific, based on the rule of law, which is inclusive, prosperous and secure, grounded on sovereignty, territorial integrity, peaceful resolution of disputes, fundamental freedoms and human rights. They reaffirmed the importance of working together with regional partners and organizations, notably the Association of Southeast Asian Nations (ASEAN). They reaffirmed their thorough support for ASEAN centrality and unity. They reaffirmed their intention to work to support Pacific Island Countries’ priorities, as articulated through the 2050 Strategy for the Blue Pacific Continent.

    As they seek constructive and stable relations with China, they recognized the importance of direct and candid engagement to express concerns and manage differences. They reaffirmed their readiness to cooperate with China to address global challenges. They expressed their deep concern at the China’s support to Russia. They called on China to step up efforts to promote international peace and security, and to press Russia to stop its military aggression and immediately, completely and unconditionally withdraw its troops from Ukraine. They encouraged China to support a comprehensive, just and lasting peace based on territorial integrity and the principles and purposes of the UN Charter, including through its direct dialogue with Ukraine. They also expressed their deep concern at China’s ongoing support for Russia’s defense industrial base, which is enabling Russia to maintain its illegal war in Ukraine and has significant and broad-based security implications. They called on China to cease the transfer of dual-use materials, including weapons components and equipment, that are inputs for Russia’s defense sector.

    They recognized the importance of China in global trade. However, they expressed their concerns about China’s persistent industrial targeting and comprehensive non-market policies and practices that are leading to global spillovers, market distortions and harmful overcapacity in a growing range of sectors, undermining our workers, industries and economic resilience and security, as well as impacting on currencies.  The G7 members are not decoupling or turning inwards. They are de-risking and diversifying supply chains where necessary and appropriate and fostering resilience to economic coercion. They called on China to refrain from adopting export control measures, particularly on critical minerals, that could lead to significant supply chain disruptions. Together with partners, the G7 members will invest in building their respective industrial capacities, promote diversified and resilient supply chains, and reduce critical dependencies and vulnerabilities.

    They remained seriously concerned about the situation in the East and South China Seas and reiterated their strong opposition to any unilateral attempt to change the status quo by force or coercion. They reaffirmed that there is no legal basis for China’s expansive maritime claims in the South China Sea, and they reiterated their opposition to China’s militarization and coercive and intimidation activities in the South China Sea. They re-emphasized the universal and unified character of the United Nations Convention on the Law of the Sea (UNCLOS) and reaffirmed UNCLOS’s important role in setting out the legal framework that governs all activities in the oceans and the seas. They reiterated that the award rendered by the Arbitral Tribunal on 12 July 2016 is a significant milestone, which is legally binding upon the parties to those proceedings and a useful basis for peacefully resolving disputes between the parties. They reiterated their strong opposition to China’s dangerous use of coast guard and maritime militia in the South China Sea and its repeated obstruction of countries’ high seas freedom of navigation. They expressed deep concern about the dangerous and obstructive maneuvers, including water cannons and ramming, by the China Coast Guard and maritime militia against Philippines vessels. 

    The G7 members reaffirmed that maintaining peace and stability across the Taiwan Strait is indispensable to international security and prosperity, and called for the peaceful resolution of cross-Strait issues. There is no change in the basic position of the G7 members on Taiwan, including stated One-China policies. They supported Taiwan’s meaningful participation in international organizations as a member where statehood is not a prerequisite and as an observer or guest where it is.

    They remained concerned by the human rights situation in China, including in Xinjiang and Tibet. They are also worried about the crackdown on Hong Kong’s autonomy and independent institutions, and ongoing erosion of rights and freedoms. They urged China and the Hong Kong authorities to act in accordance with their international commitments and applicable legal obligations.

    The G7 members strongly condemned North Korea’s continuing expansion of its unlawful nuclear and ballistic missile programs in violation of multiple UNSC resolutions and its continuous destabilizing activities. They reiterated their call for the complete denuclearization of the Korean Peninsula and demanded that North Korea abandons all its nuclear weapons, existing nuclear programs, and any other WMD and ballistic missile programs in a complete, verifiable and irreversible manner, in accordance with all relevant UNSC resolutions. They called on North Korea to return to dialogue to promote peace and stability in the Korean peninsula. They urged all UN Member States to fully implement all relevant UN Security Council resolutions. They reiterated their deep disappointment with Russia’s veto last March on the mandate renewal of the UNSC 1718 Committee Panel of Experts.

    They condemned in the strongest possible terms the increasing military cooperation between North Korea and Russia, including North Korea’s export and Russia’s procurement of North Korean ballistic missiles and munitions in direct violation of relevant UNSCRs, as well as Russia’s use of these missiles and munitions against Ukraine. They are also deeply concerned about the potential for any transfer of nuclear or ballistic missiles-related technology to North Korea, in violation of the relevant UNSCRs. They urged Russia and North Korea to immediately cease all such activities and abide by relevant UNSCRs. They urged North Korea to respect human rights, facilitate access for international humanitarian organizations, and resolve the abductions issue immediately.

    They called on China not to conduct or condone activities aimed at undermining the security and safety of our communities and the integrity of our democratic institutions, and to act in strict accordance with its obligations under the Vienna Convention on Diplomatic Relations and the Vienna Convention on Consular Relations.

    7. Regional Issues

    Venezuela

    The G7 members reiterated their deep concern about the situation in Venezuela, following the vote on July 28.

    They emphasized that the announced victory of Maduro lacks credibility and democratic legitimacy, as indicated by reports of the UN Panel of Experts and independent international observers as well as data published by the opposition. They underscored that it is essential for electoral results to be complete and independently verified to ensure respect for the will of the Venezuelan people. 

    They expressed their outrage for the arrest warrant and constant threats to the security of Edmundo Gonzalez Urrutia, who decided to seek refuge in Spain. According to the above-mentioned independent reports, Edmundo Gonzalez Urrutia appears to have won the most votes.

    They urged Venezuelan representatives to cease all human rights violations and abuses, arbitrary detentions and widespread restrictions on fundamental freedoms, particularly affecting the political opposition, human rights defenders, and representatives of independent media and civil society. They called for the release of all political prisoners and for a path to freedom and democracy for the people of Venezuela.

    They urged the international community to keep Venezuela high on the diplomatic agenda and they expressed their support for efforts by regional partners to facilitate the Venezuelan-led democratic and peaceful transition that the people of Venezuela have clearly chosen in the polls.

    Haiti

    The G7 members expressed their determination to continue supporting Haitian institutions – including the Transitional Presidential Council (CPT) and the Government of Prime Minister Conille – in their commitment to create the necessary conditions of general security and stability for the convening, by February 2026, of free and fair elections. The expression of popular will would set the foundation for the full restoration of democracy and the rule of law in Haiti.

    They also expressed full support to the Multinational Security Support (MSS) mission, which is providing critical support to the Haitian National Police as they counter criminal gangs engaged in illicit trafficking and inflicting brutal violence upon the population.

    The G7 members emphasized the importance of continued support to the MSS mission through financial contributions to the UN Trust Fund as well as contributions in kind. They expressed their strong appreciation for the commitment of the Government of Kenya – which has already deployed 380 personnel on the ground – to support the Haitian National Police in restoring peace and security.

    They called on all countries that have committed to deploy their contingents to the MSS mission to do so as soon as possible, to consolidate the mission and its fundamental role in the Country. They called on Haiti’s partners to continue their humanitarian assistance to the Haitian people and to expedite their financial and in-kind contributions to the MSS mission to help ensure that the mission is resourced for success.

    They called also on the United Nations Security Council to consider a UN Peace Operation to maintain the security gains of the Haiti National Police and the MSS mission for holding free and fair elections and called on the Secretary-General accordingly to provide support.

    The G7 members welcomed the work of the G7 Working Group on Haiti in monitoring institutional, political, social and security developments in Haiti, with a view to supporting the stabilization of the country and the restoration of full democratic governance.

    Libya

    The G7 members reiterated their unwavering commitment to Libyan stability, sovereignty, independence and unity. They expressed deep concern about recent developments in the country, in particular those involving the leadership of the Central Bank of Libya and the High Council of State, which show the fragility and unsustainability of the present status quo. They urged relevant Libyan parties to rapidly reach the necessary compromises to begin to restore the institutional integrity of the Central Bank of Libya and its standing with the international financial community. They called on Libyan political actors to refrain from taking harmful unilateral actions that create further political tension and fragmentation and make the country vulnerable to harmful foreign interference.

    They noted advances made in the organization of local elections and they called for a free, fair and inclusive participation of all Libyans. It is now imperative to relaunch a Libyan-led and Libyan-owned political process facilitated by the UN towards free and fair presidential and parliamentary elections.

    They expressed their support and commended the efforts made by UNSMIL officer in charge Stephanie Koury in support of the stabilization of Libya. They called on the Secretary General to appoint a new Special Representative without delay.

    Sudan

    The G7 members reiterated their grave concern over the ongoing fighting, mass-displacement and famine in Sudan.

    They condemned the serious human rights violations and abuses against the civilian population, including widespread sexual and gender-based violence, as well as international humanitarian law violations by both sides to the conflict. They called for an immediate end to the escalating violence, which is creating further displacement, and urged the warring parties to ensure the protection of civilians. They reiterated their commitment to holding accountable all those responsible for violations of international law in Sudan.

    They condemned the emergence of famine in Sudan as a direct consequence of efforts to restrict access of humanitarian actors. They noted recent progress in relation to the re-opening of the Chad-Sudan Adre border crossing, in the wake of the Paris Conference and of the Geneva talks.  They called for full, rapid, safe, and unhindered humanitarian access both into Sudan and across lines of conflict so aid can reach all those in need.

    They urged all parties to cease hostilities immediately and to engage in serious negotiations aimed at achieving a lasting ceasefire, humanitarian access and protection of civilians without pre-conditions.

    They called on external actors to refrain from fueling the conflict, to respect the UN arms embargo on Darfur, and to play a responsible role in resolving the crisis.

    They welcomed mediation efforts by regional and international actors and organizations to facilitate a durable peace for the country.

    Inclusive, national dialogue, aimed at restoring democracy, re-establishing and strengthening the civilian and representative institutions after the end of the conflict, is a prerequisite for lasting peace. The G7 Members emphasized that it is necessary for representatives of Sudanese civil society, including women, to be fully engaged in the reflection on the political future of the country.

  • MIL-OSI Europe: Global Partnership Statement on Gendered Disinformation

    The text of the following joint statement was released by the Governments of Australia, Chile, Denmark, France, Iceland, the Republic of Korea, Spain, Sweden, New Zealand, the United Kingdom and the United States of America

    The undersigned country members of the Global Partnership for Action on Gender-Based Online Harassment and Abuse (Global Partnership) call attention to the urgent need to counter the spread of gendered disinformation and address all forms of technology-facilitated gender-based violence (TFGBV) against women in political and public life.  

    Gendered disinformation is a threat to societies defending peaceful, democratic values. False or misleading gender and sex-based narratives are being used in campaigns by malign actors to deter and discredit the participation of women, girls and LGBTQI+ persons in political and public life. This not only causes deep harm to the individuals targeted, but also threatens electoral integrity, access to information and the exercise of freedom of expression. At the same time, new and emerging technologies are being used to enable harmful, violent rhetoric and attacks against women, girls and LGBTQI+ public figures across borders at a scale and speed previously unseen.

    In our 2023 Road Map, the Global Partnership committed to promoting the meaningful participation in public life for women and girls, in all their diversity, by countering TFGBV and gendered disinformation.  

    We welcome the work being done to shine a light on how and why gendered disinformation is conceived, who it targets and how it is spread. Last year, in a groundbreaking study, Canada, the European External Action Service, Germany, Slovakia, the United Kingdom, and the United States jointly assessed the tactics used by foreign state and non-state actors to sow gendered and other identity-based disinformation across the world. 

    In March 2024 the Global Partnership and members of its Advisory Group co-hosted a multi-stakeholder conference convened by the National Democratic Institute on possible responses to countering the spread of gendered disinformation in the context of electoral processes. Stakeholders affirmed the need for a comprehensive response to disrupt the spread of gendered disinformation and to support victims and survivors. 

    The world is at a critical moment for upholding democracy. More than 100 countries have held, or are soon to be holding elections, many of them taking place under democratically challenging circumstances. The active participation of all people, including women, girls and LGBTQI+ persons, is essential for secure, healthy and prosperous democracies.    

    We call upon states to join us in recognising and taking action to counter the threat of gendered disinformation to democracies globally. We urge technology and other private companies to take appropriate action to respond to this threat, including a commitment to a Safety-by-Design approach to the development and deployment of platforms and technologies. We ask states and all stakeholders to defend and protect the ability of women, girls and LGBTQI+ persons to participate in public life freely, safely and without fear.

  • MIL-OSI Global: Did Romans really fight rhinos? Sports historian explains the truth behind the battle scenes in Ridley Scott’s Gladiator II

    In the trailer for Ridley Scott’s hotly anticipated sequel to Gladiator (2000), a new gladiator (played by Paul Mescal) goes to battle in “the greatest temple Rome ever built – the Colosseum”.

    He comes up against naval warfare, a cutthroat promoter (Denzel Washington) and a stampeding rhino. But how much of this really took place in Roman times? As always with films based in the past, pedantic historians will jump in to assess the degree of cinematic licence and historical misinterpretation. So it is with the forthcoming Gladiator II.

    Did gladiators fight rhinos?

    One thing that certainly did not happen was a warrior mounted on a rhinoceros (even a non-computer-generated one) charging at a group of gladiators. However, there is a record of a rhino at the inauguration of the Colosseum in 80BC. It didn’t fight men, but a bull, bear, buffalo, bison, lion and two steers. The other rare mentions of rhinos in Rome are of those in menageries, to be admired as exotic creatures.

    This Roman interest in foreign, wild animals was the basis of the initial beast spectacles which began in 275BC with an exhibition of captured war elephants. Such non-violent displays of animals continued into the imperial era, but in 186BC the first staged animal hunt (venatio), featuring both lions and leopards, took place and by 169BC beast hunts had become an official part of republican state festivals.

    Later, under the emperors, collecting and transporting beasts, especially unusual and foreign ones, to be displayed – but more often killed – demonstrated imperial power, territorial control and the vastness of the empire. Thousands of animals were brought from Africa and elsewhere to Roman arenas to be slaughtered for entertainment and the meat from the dead animals was given away to the spectators (it was easier than trying to dispose of the many carcasses).

    Those who fought the beasts were not gladiators but specially trained hunters (venatores) armed with spears. The venatio could also feature fights between animals, as with the Colosseum rhinoceros, but most often the contest consisted of bulls against an elephant or bear. Animal hunts outlasted gladiatorial combats as a source of spectator entertainment, but as both the size of the empire and imperial funds diminished, greater reliance was placed on domestically reared “wild” animals.

    Were there sea battles in the Colosseum?

    More credence in historical terms can be given to the film’s staged sea battle (naumachia) in the flooded Colosseum. Such spectacles were expensive to stage and were reserved for special occasions.

    The first one recorded was for Emperor Augustus in 2BC. Held on an artificial lake, it featured 30 large ships carrying some 3,000 marines plus an unspecified number of rowers. Participants in a naumachia, typically either convicted criminals or prisoners of war, were expected to kill each other or drown, though, the demonstration of fighting ability and courage could gain them a pardon.

    The grandest sea battle was provided by Emperor Claudius on Lake Fucinus, a spectacle involving 100 ships and some 19,000 marines and oarsmen. It was at this event that the fighting men reportedly said “hail, emperor, we who are about to die salute you”, mistakenly assigned to gladiators in so many films, including the first Gladiator.

    Literary sources (not always to be trusted in antiquity as they were often written well after alleged events) claim that the Colosseum was flooded for a sea battle at its inauguration. After some debate, historians now accept that the engineering mechanisms were in place so that, at least in its early days, the Colosseum could have accommodated a naumachia.

    Did a thumbs down really mean death for a gladiator?

    Gladiator II also showcases the misconstrued sporting legacy of the thumbs up signal to spare a defeated gladiator who requested mercy or the converse of a thumbs down from those who wished him to die.

    The arena was a large, noisy place and hand signals were often used as a means of communication. Indeed, rather than verbally requesting mercy, the defeated warrior himself would raise the index finger of his right hand, or even the hand itself, both of which were recognised pleas for clemency.

    When the crowd opted for the death of a fighter they indicated this by means of pollice verso, literally a turned thumb, with no direction specified. When the hand was waved the sign indicated that the gladiator’s throat should be cut by his conqueror. Those who wished to save the vanquished, but courageous, fighter gave the sign pollice compresso, a compressed thumb but one often hidden from sight so as not to cause visual confusion.

    Gladiators were valuable assets. Promoters, who had paid a hiring fee (typically 10-20% of their value) for them to fight, were reluctant to incur the full asset value demanded as compensation should they die. Especially when, at the crowd’s insistence, they could have a choice in the matter.

    In many instances the event had been promoted to curry favour with the spectators so to go against their wishes would be counterproductive. However, whether the ultimate decision-maker gave a thumbs up or thumbs down is debatable. The idea that this occurred seems to have developed around 1872 with the popularity of a painting by French artist, Jean-Léon Gérôme. In it he depicts vestal virgins giving the dreaded sign. Although titled Pollice Verso, it became conventionally referred to as “the thumbs down painting”.

    Deputy Secretary-General of the United Nations,

    Heads of State and Government,

    Ministers,

    Ambassadors,

    Colleagues,

    We are gathered here today to reaffirm our commitment to an ambitious, effective and representative multilateralism to face the challenges of tomorrow. Many of you want to advance our multilateral system, a system founded on respect for the rule of law and clear principles established following the Second World War and on respect for the Charter of the United Nations, a system based on cooperation between nations, sustainable development for all and solidarity between countries.

    Today, that system needs reform. For global governance must be both more representative and, collectively, more effective. Everyone needs to contribute, everyone needs to shoulder their responsibilities.

    I would like to thank the Secretary-General for enabling us to move forward on this essential project for future generations, which France is supporting with strength and conviction.

    This Summit of the Future, Secretary-General, should enable the achievement of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals in good time. We need to step up our efforts to address climate challenges.

    True to its historical commitment within the United Nations, France has worked to ensure the Pact for the Future meets the expectations of the Member States when it comes to Security Council reform. We are advocating an expansion in both categories of members and a greater African presence, including among permanent members. In the same vein, we promote a joint initiative with Mexico to regulate the use of vetoes in the event of mass atrocities, which is already supported by 106 States from all world regions.

    France has also been innovative in its proposals to reform the international financial architecture, in the spirit of the Paris Pact for Peoples and the Planet that the French President launched at the June 2023 Paris Summit.

    The New Agenda for Peace should help modernize United Nations tools for international peace and security. We need to ensure that peace operations, which have evolved considerably, are suited to addressing new challenges. I would like to seize this opportunity to commend the work of the blue helmets who foster global peace and security every day. I have in mind the men and women of UNIFIL in Lebanon, including its French contingent. The Lebanese people are also in my thoughts right now: Israeli strikes have just killed hundreds of civilians, including dozens of children. These strikes, made from both sides of the Blue Line and more widely in the region, must cease immediately. France once again calls on the parties and their supporters to de-escalate and avoid a regional conflagration that would be devastating for everyone, starting with civilian populations. That is why I have called for an emergency Security Council meeting this week to discuss Lebanon.

    In Lebanon and elsewhere, France will remain totally committed to resolving the major crises that shake the international order. It will take initiatives. It will continue to condemn Russia’s war of aggression against Ukraine unreservedly, and to demand peace and compliance with the law. It will continue to demand the release of all hostages, respect for international humanitarian law and a ceasefire in Gaza. France considers all human lives to be equal in dignity. France will not look away from any armed conflict. It will therefore continue its initiatives to support Sudan, alongside its partners.

    Canadians work hard to afford a home. However, the high cost of mortgage payments is a barrier to home ownership, especially for millennials and Generation Z. To help more people, especially young people, become first-time homebuyers, the federal government announced the boldest mortgage reforms in decades on September 16.

    The Honourable Chrystia Freeland, Deputy Prime Minister and Minister of Finance, today announced technical guidance for lenders and insurers to ensure Canadians can benefit from these mortgage reforms starting December 15, 2024:

    Increasing the price cap for insured mortgages from $1 million to $1.5 million to reflect current housing market realities and help more people qualify for a mortgage with a down payment of less than 20 per cent. Increasing the insured mortgage cap, which has not been adjusted since 2012, to $1.5 million will help more people afford their own home. Expanding eligibility for the 30-year mortgage amortization to all first-time and newly constructed home buyers to reduce the cost of monthly mortgage payments and help more Canadians afford their own home. By helping people afford new homes, including condominiums, the government is announcing a new measure that will encourage new housing construction and address the housing shortage. This measure builds on the commitment made in Budget 2024, effective August 1, 2024, to provide 30-year mortgage amortization for first-time buyers of newly constructed properties, including condominiums.

    These measures, which represent the most significant mortgage reforms in decades, are part of the federal government’s plan to build 4 million new homes to help more people become homeowners. It is the most ambitious plan in Canadian history.

    Along with the 4 million additional homes we are building, communities need help building other infrastructure. That is why the federal government is investing $6 billion through the Canada Housing Infrastructure Fund to help communities expand and improve their infrastructure. This includes clean water, wastewater, stormwater and solid waste management infrastructure. The government has begun negotiations with provinces and territories on key actions they can take to increase housing supply, in exchange for a share of the $5 billion in federal funding. For urgent municipal infrastructure priorities, applications for the $1 billion municipal component will begin next month.

    ThereCanadian enhanced mortgage charter, presented in Budget 2024, sets out expectations for financial institutions to ensure that people who are having difficulty making their mortgage payments have access to tailored relief and to facilitate the purchase of a first home.

    Mortgage loan insurance allows people to get a mortgage for up to 95% of the purchase price of a property, and ensures they get a reasonable interest rate, even with a smaller down payment.

    The government’s housing plan – the most ambitious in the country’s history – will build nearly 4 million additional homes to make housing more affordable in Canada. To help more people make a down payment, recognizing that the size of a down payment and the time it takes to save are now too large, the federal government has:

    Launching the Tax-Free Savings Account for First-Time Home Buyers, which allows individuals to contribute up to $8,000 per year, up to a cumulative maximum of $40,000 for their first down payment. No taxes on contributions or withdrawals; Increasing the Home Buyers’ Plan limit from $35,000 to $60,000, as announced in Budget 2024. This measure allows first-time home buyers to use the tax benefits of Registered Retirement Savings Plan (RRSP) contributions to save up to $25,000 more for their down payment. The Home Buyers’ Plan allows Canadians to withdraw money from their RRSPs to buy or build a home. It can be used in conjunction with savings through the Tax-Free Savings Account for the purchase of a first property.

    Last week, the government also released plans for a tenants’ bill of rights and a property buyers’ bill of rightsThese will protect tenants from unfair practices, simplify leases and increase transparency of rental amounts, in addition to helping to make the property buying process fairer, more open and more transparent.

    To end encampments and combat homelessness, The government announced on September 22, 2024, that an amount of $250 million will be provided to provinces and territories that agree to match this funding. This funding will leverage up to $500 million to provide more shelter spaces, transitional housing and services to help people living in encampments find housing.

    As announced on September 16, 2024, the federal government is expanding eligibility for 30-year amortizations on insured mortgages for first-time and newly constructed home buyers. In addition, the borrowing party’s application must meet the following requirements: The total LTV is 80% or greater; The borrowing party is either a first-time homebuyer or (ii) a newly constructed property.

    As the government announced on June 11, 2024, to be considered a first-time home buyer, the borrowing party must meet one of the following criteria: They have never purchased a property before; In the last 4 years, the borrowing party has not occupied a dwelling as their principal place of residence that they or their spouse or common-law partner owned. The borrowing party has recently experienced the end of a marriage or common-law partnership. In this regard, the regulations will follow the approach taken by the Canada Revenue Agency with respect to the Home Buyers’ Plan.

    As the government announced on June 11, 2024, to be considered a newly constructed home, the home in question must not have been previously occupied for residential purposes. This requirement is not intended to exclude newly constructed condominium apartments where there has been a period of temporary occupancy.

    Price cap increased from $1 million to $1.5 million for insured mortgages

    This measure will apply to borrowing parties who require high loan-to-value mortgage insurance in Canada. In addition, the borrowing parties’ application must meet the following requirements: The total loan-to-value ratio is 80% or greater; The value of the eligible residential property on which the loan is secured must be less than $1.5 million; The down payment requirements for the loan are as follows: 5% on the portion of the purchase price up to $500,000. 10% on the portion of the purchase price between $500,000 and $1.5 million.

The area of concern is located north of Alaska, Yukon and the Northwest Territories.

    “The working group is expected to begin negotiations this fall and this reflects the commitment of the United States and Canada to clarify our shared northern boundary through cooperative bilateral negotiations and meaningful engagement with states, territories and Indigenous partners.

    Today’s announcement comes on the heels of the second anniversary of the death of Mahsa Amini, a 22-year-old Iranian woman who died while in the custody of Iran’s so-called morality police on September 16, 2022. Iranian authorities had arrested her for allegedly violating the country’s strict dress code.

    The sanctions apply to five Iranian politicians responsible for designing and implementing repressive policies, including the violent repression of protesters.

    These five people are:

    Mohammad Mokhber Gholam Hossein Esmaili Seyyed Masoud Mirkazemi Siamak Rahpeik Ahmad-Reza Radan

    Canada is imposing these sanctions in coordination with Australia and the United States. All three countries are taking similar measures this week in response to Iran’s accelerating crackdown on women and brutal repression of citizen protests, as well as Iran’s continued serious violation of international peace and security.

    Canada will continue to increase pressure on Iran and implement new measures as long as Iran maintains its abhorrent behaviour. These measures include designating Iran as a state sponsor of terrorism under the State Immunity Act, listing the Islamic Revolutionary Guard Corps as a terrorist entity under the Criminal Code, and implementing sanctions under the Special Economic Measures Act and the United Nations Act to impose transaction restrictions and freeze assets held in Canada.

The majority of the stock is found in Canadian fisheries waters, with a small percentage of the stock also found in the French maritime zone off Saint Pierre and Miquelon. The Government of Canada recognizes the importance of this stock to both Canadian and French fisheries.

    Today, the Minister of Fisheries, Oceans and the Canadian Coast Guard, the Honourable Diane Lebouthillier, announced that after several months of negotiations, Canada has reached an agreement with France (with respect to Saint-Pierre-et-Miquelon) on the sharing of Atlantic halibut.

    The agreement, concluded on September 20, 2024, will allow French fishermen in Saint Pierre and Miquelon to catch 3% of Canada’s total allowable catch. This allocation will allow for measured growth in the Atlantic halibut fishery in Saint Pierre and Miquelon, while providing benefits to Canadian coastal communities through French landings of Atlantic halibut in Canadian ports. This agreement supports the health and sustainability of the Atlantic halibut stock, and recognizes the importance of this fishery to coastal communities in Atlantic Canada, as well as the significant investments made by Canada and its fishing industry to develop and manage the fishery.

    Since 2016, Canada has been working with France to reach an agreement on sharing Atlantic halibut quotas, with representatives from Fisheries and Oceans Canada leading the negotiations.
