This action plan is the cornerstone of Canada’s feminist foreign policy and reflects our commitment to being a global leader on women, peace and security issues.

    “Around the world, peacekeepers – including Canadian personnel – are creating environments conducive to peace. They are working with others in the international community to implement the Vancouver Principles on Peacekeeping and the Prevention of the Recruitment and Use of Child Soldiers. Another example is the community outreach activities conducted by Canadian and other police forces within the United Nations Police.

    “Through their actions and engagement abroad, peacekeepers contribute to building cultures of peace. Canada also works to promote a culture of peace through its membership on the United Nations Peacebuilding Commission and its financial support for the United Nations Secretary-General’s Peacebuilding Fund, which helps countries sustainably recover from conflict.

    “In the face of increasingly complex challenges, renewed efforts are needed to build a global culture of peace. On this 25th anniversary of the adoption by the United Nations of the Declaration and Programme of Action on a Culture of Peace, let us all recognize the humanity of each and every one of us and commit to speaking and acting in ways that foster peace.”

    St. Peter’s, Nova Scotia, October 10, 2023 — Today, Mike Kelloway, Parliamentary Secretary to the Minister of Fisheries, Oceans and the Canadian Coast Guard and Member of Parliament for Cape Breton-Canso, Jaime Battiste, Parliamentary Secretary to the Minister of Crown-Indigenous Relations and Member of Parliament for Sydney-Victoria, and Chief Wilbert Marshall of Potlotek First Nation announced a federal investment of $1 million to implement erosion controls in Eskasoni and Potlotek First Nations.

    Through the Natural Infrastructure Fund, the Government of Canada is supporting the Union of Mi’kmaq of Nova Scotia to plan, design and implement erosion control measures along the Bras d’Or Lake. Improved erosion protection will include the installation of living dikes and salt marshes, as well as the implementation of sediment control measures. The project will increase community resilience to extreme weather events.

    By investing in infrastructure, the Government of Canada is growing our country’s economy, increasing the resilience of our communities, and improving the lives of Canadians.

    Quick Facts

    The Government of Canada is investing $1 million in this project through the Natural Infrastructure Fund (NIF).

    The Natural Infrastructure Fund supports projects that use natural or hybrid approaches to increase resilience to climate change, reduce carbon emissions, protect and preserve biodiversity and wildlife habitat, and promote Canadians’ access to nature.

    Examples of natural infrastructure include urban forests, street trees, wetlands, living seawalls, biological seawalls, and naturalized coastal restoration.

    Hybrid infrastructure incorporates elements of artificial grey infrastructure to enhance or support natural infrastructure and/or the use of ecosystem processes. Examples of hybrid infrastructure include green roofs and walls, and naturalized storm basins.

    A minimum of 10% of the overall program envelope will be allocated to projects led by Indigenous people.

    The funding announced today is part of the work the Government of Canada is doing under the Atlantic Growth Strategy to create good-paying middle-class jobs, strengthen local economies and build inclusive communities.

    Federal funding is conditional on meeting its obligations regarding consultation with Indigenous peoples and environmental assessment.

    Today, Prime Minister Justin Trudeau participated virtually in a meeting of the United Nations Sustainable Development Goals (SDG) Advocates Group convened by United Nations Secretary-General António Guterres.

    Prime Minister Trudeau and Prime Minister of Barbados Mia Mottley co-chaired the meeting and welcomed four new SDG champions to the Group, including Lilly Singh, award-winning Canadian artist and founder of the Unicorn Island Fund.

    During the meeting, Secretary-General Guterres stressed the importance of taking collective action to achieve the SDGs. Advocates discussed the challenges facing many countries around the world and shared ideas to accelerate efforts to build a more peaceful, equal and healthy future.

    The Prime Minister highlighted Canada’s commitment to achieving the SDGs around the world, including as co-chair of the SDG Stimulus Leaders Group, which promotes access to financing for emerging economies and developing countries.

    In line with the United Nations SDG Stimulus, the Prime Minister noted that Canada has adopted debt and climate resilience provisions to address the borrowing needs of emerging economies, recently purchased $274 million in hybrid equity from the World Bank to enable $1.8 billion in additional lending to developing countries, and invested $720 million in a new concessional financing facility managed by FinDev Canada to help mobilize new capital for development, including from the private sector. He also highlighted the role of investments in gender equality and climate action in accelerating progress toward all SDGs.

    The Prime Minister and other SDG champions all recognized the importance of promoting the SDGs and taking ambitious action to achieve them. They agreed to continue this work over the coming week, at the Future Summit and the UN General Assembly.

  • MIL-OSI Security: 2024 Indo-Pacific Chiefs of Defense Conference Concludes

    KONA, Hawaii– U.S. Indo-Pacific Command concluded the 26th annual Indo-Pacific Chiefs of Defense (CHODs) in Kona, Hawaii on Sept. 20, 2024.    

    The conference was hosted by Adm. Samuel J. Paparo, commander of U.S. Indo-Pacific Command, and brought together representatives and senior-most military leaders from countries in Asia, the Pacific Islands, Europe, North America, and South America. They discussed regional security trends and identified areas for future cooperation.   

    Twenty-eight countries and multinational organizations were represented at the three-day conference titled “The Future Indo-Pacific: Building a Resilient and Interconnected Region.” Plenary sessions were led by a wide mix of practitioners and think tank experts, demonstrating the importance of diverse voices and perspectives for addressing the challenges and opportunities in the region. Sessions included lectures, panels and discussions on the following topics: safeguarding the international system; regional capacity building; emerging technology threats and opportunities; the evolving cybersecurity landscape; and the future Indo-Pacific.    

    Concurrently, USINDOPACOM’s Command Senior Enlisted Leader Fleet Master Chief David Isom led the senior enlisted leaders program, which fostered conversations about the impact and role of the enlisted force and the collective capacity of noncommissioned officers toward organizational effectiveness and mission success. Discussions focused on expanding opportunities for collaboration, increasing interoperability, and how to enable the commander’s intent while empowering agency, accountability and leadership at every level.

    NATO’s most senior military officer, Chair of the Military Committee of the North Atlantic Treaty Organization Royal Netherlands Navy Adm. Rob Bauer, also attended the conference, deepening cooperation between NATO and its Indo-Pacific partners following July’s NATO Summit in Washington, D.C. The high-level engagement and ongoing dialogue helps build situational awareness of security developments in the Euro-Atlantic and Indo-Pacific regions, and broaden perspectives on common global security challenges, such as maritime domain security, cyber defense, and the security impacts of climate change.   

    During the conference, Paparo hosted and participated in bilateral and multilateral meetings to reinforce existing relationships, address security concerns and understanding of regional challenges, and underscore unified commitment to protecting shared interests across the Indo-Pacific. Paparo met with senior military leaders from: Australia, Brunei, Canada, Chile, Colombia, France, Fiji, India, Japan, Maldives, Mexico, Mongolia, NATO, New Zealand, Peru, Philippines, Republic of Korea, Singapore, Thailand, Timor Leste, Tonga, United Kingdom, and Vietnam.   

    Paparo also met with Gen. Wu Yanan, the commander of the People’s Liberation Army’s Southern Theater Command, where he underscored the importance of sustained lines of communication between the U.S. military and the PLA to reduce the risk of misperception or miscalculation. The meeting follows a video-teleconference call between Paparo and Wu earlier this month, and advances the commitment made during the bilateral meeting between President Joe Biden and President Xi Jinping of the People’s Republic of China held in November 2023 to resume high-level military-to-military communication.     

    The CHODs conference contributes to a free and open Indo-Pacific by building on and strengthening relationships to enhance mutual understanding, cooperation, and a consistent operational framework while underscoring international commitment to protecting shared interests across the region.

  • MIL-OSI China: France’s new gov’t revealed despite left-wing winning legislatives

    French Prime Minister Michel Barnier announced on Saturday evening the formation of his government with 39 members coming from center and right-wing parties.

    Among the 17 ministers, seven come from President Emmanuel Macron’s centrist alliance and three from Barnier’s conservative party The Republicans (Les Republicains).

    Jean-Noel Barrot was nominated to replace Stephane Sejourne as Minister for Europe and Foreign Affairs.

    The 41-year-old Barrot was an economist and served as Minister Delegate for Europe in the former government.

    Bruno Retailleau was appointed to be the Minister of Interior, which the French daily Le Figaro considered as a “symbol of firmness” to restore public order in France.

    Retailleau, a member of the Barnier’s party, promised, on his social media platform X account, to “restore order to ensure harmony” and reaffirmed his support for the police.

    The position of Minister of Economy and Finance was given to Antoine Armand who is only 33 years old.

    He now has to help Barnier submit France’s 2025 budget draft bill to the National Assembly while trying to keep France’s debt under control as mandated by the European Union.

    However, the list of members of the new government lacks candidates from the left-wing and far-ring wing parties, two relative winners of the snap legislative elections.

    Barnier’s government immediately received criticism from left-wing parties. The leader of the Socialist Party Olivier Faure denounced Barnier’s decision to form a center-right government, saying that his decision “gives the finger” to democracy.

    Leader of the far-left-wing party, La France Insoumise, the main party of the left-wing parties alliance during the latest legislative elections, Jean-Luc Melanchon, said that the government was formed with “losers of the legislative elections.”

    The government “has neither legitimacy nor a future. It will be necessary to get rid of it as soon as possible,” he said on his X account.

    The left-wing parties already vowed to launch a vote of no confidence against the government in the National Assembly where they do not hold an absolute majority. They need to count on the far-right wing party, the National Rally’s support.

    As for the far-ring wing party, the National Rally (RN), its former leader Marine Le Pen expressed her disappointment over the new government.

    On her X account, she said that Barnier’s government was “transitional” and called for a “major change.”

    For her, the government announced on Saturday evening was rather a reshuffled former government than a newly formed one.

    Macron nominated on Sept. 5 Barnier, former Brexit negotiator, as the new prime minister.

    Barnier has announced that he intended to address “the challenges, the anger, the suffering, and the sense of abandonment and injustice” that the country is currently experiencing.

    After forming a government, Barnier’s urgent mission now remains to complete a draft budget for 2025 before Oct. 1 and submit it for voting in the National Assembly.

  • MIL-OSI Australia: Interview on Sky News Sunday Agenda

    ANDREW CLENNELL, HOST: Joining me live in the studio is Communications Minister Michelle Rowland. Thanks so much for your time. Let me start on gambling advertising. As the report at the top of the program, my understanding is your proposal would begin about 2025, involves a ban on gambling advertising one hour either side of live sporting events and outside of this period a cap of two ads an hour, at least that’s what you’ve put out for consultation. Is that what you’re looking at?

    MICHELLE ROWLAND, MINISTER FOR COMMUNICATIONS: Well, we’re consulting on a range of matters at the moment and I’ve seen speculation from different sources on that, but I should be clear, Andrew, that the key issue here is three-fold. We want to ensure that we protect children, we want to break the nexus between wagering and sport, and we want to deal with the saturation of ads, particularly as that impacts on young men aged around 18 to 35. We’re looking at a range of issues with no decisions having been made yet.
     
    I should be very clear and I know that many of your viewers will be thinking the same as they get excited about the finals season. We want people to be excited the game, not about the odds, and for some people this is a matter that should have been dealt with a decade ago and in that time we’ve seen an over-reliance on online wagering advertising develop. Whilst around three quarters of overall gambling losses in Australia actually come from land-based gaming – so that’s poker machines, lotteries and casinos, we know that that online sports wagering section is growing and we need to deal with it.

    CLENNELL: Well, it’s interesting you mention that because Peter V’landys’ the NRL and horse racing- Racing NSW Chief, was out in the papers on that yesterday, pointing out 70 per cent of people ringing a gambling helpline play the pokies, 15 per cent lotteries and not a lot involving sports betting basically. So why just target this?

    ROWLAND: We have seen that cohort increasing and the losses in that area by a proportion as well. So it is something that needs to be dealt with. We want to be comprehensive as a Government in our response and we want to be forward-facing as well because, Andrew, the last time that these rules were tinkered with it actually resulted in an increase in advertising and particularly in some regional areas it was a significant increase. We want to ensure that we don’t have those unintended consequences and that it is comprehensive.

    I should also point out for your viewers – the report put out by our late colleague Peta Murphy went to a variety issues, advertising was one of them. There are a wide variety of issues that involve the States and Territories which is necessary to have negotiations with them as you can appreciate. They have for example a number of assets that have advertising and obviously relationships with some of the stadiums as well. So in some of these areas, not to mention some of the programs that deal with harm reduction, they are areas that require consultation. That’s what we’re doing right now, but we understand that this is an area of concern for many people. If I can lastly put out a public service announcement – as we get towards the final season, betstop.gov.au has been in operation now for a year, that’s the self-exclusion register. There’s been nearly 30 thousand people who have chosen to self-exclude themselves. If anyone who is watching or knows someone that may be vulnerable, please visit that and consider registering.
     
    CLENNEL: Sports operators want the cap to be lifted to three ads an hour, they think it’s sufficient to have a ban from half an hour before a game until the end of a game rather than an hour after a game. Are you looking at that?
     
    ROWLAND: We’re consulting widely and I appreciate the fact that we’ve had stakeholders from a wide variety of sectors but also harm reduction advocates and experts in these areas. So this has been a process that we’ve been conducting in an orderly way. We’ll continue to do that and our response here will be one that is comprehensive and is forward-looking as well.
     
    CLENNEL: When?
     
    ROWLAND: We’re doing this as expeditiously as possible. As I said, I understand many would’ve wanted this done a decade ago, but the fact that we are consulting on a model here I think indicates –
     
    CLENNELL: By the end of the year?
     
    ROWLAND: I think the fact that we’re consulting on a model here indicates that we’re at a point where we are speaking to stakeholders about the model, the fact that we understand that this is an area of concern, and it’s one in which sports wagering continues to increase as a proportion of losses.
     
    CLENNELL: And as I understand it, racing is carved out of this – the sport of racing, from the cap on ads. That’s so racing telecasts can survive, essentially?
     
    ROWLAND: Well I’ve said publicly that the Government views racing as a separate category. Horses and dogs in that context exist for betting. So we understand that and we should also recognise that particularly in some regional areas this is an industry that supports thousands and thousands of jobs. It exists for a specific purpose so we are being very mindful to be proportionate in this response.
     
    CLENNELL: Can you confirm the Prime Minister’s involved in negotiations on this?
     
    ROWLAND: I can confirm that the Prime Minister is very alive to these issues, that this is something that he understands is an area of great concern and I do consult him regularly on this as well because this is an area where the Government knows that the community wants action.
     
    CLENNELL: Would the Government be doing this if Peter Dutton hadn’t pushed this?
     
    ROWLAND: The Government’s been very clear in setting up this inquiry under Peta Murphy, for a start. We actually instigated this. Peter Dutton had 10 years in government to do something about this. I haven’t seen anything on the record indicating from him his concern about these matters and I haven’t seen anything from him proposing anything to do in this area outside of a very limited gambit here, certainly not comprehensive and certainly not one in which he himself is committing.
     
    CLENNELL: Alright. Do you have concerns about the future of free-to-air television in Australia and particularly, I’m talking about the future of channels like Channel 7 and Channel 10?
     
    ROWLAND: Well as Communications Minister, part of my remit is to ensure the sustainability of broadcasting. That includes free-to-air but also subscription broadcasting where we are appearing at the moment, and I think it is incumbent on Governments to understand the impact of government decisions until someone invents a stable, free, ubiquitous platform that can either compete with or replace free-to-air broadcasting and I think we need to appreciate that this has a special place. It has a special place particularly in regional areas and especially for people who may be on lower socioeconomic circumstances. So broadcasting remains important.

    I can tell you, Andrew, I have had people say to me why is the Government concerned about a sector that in their words is dying? I refuse to accept that. Broadcasting is important. The ecosystem in which this subscription broadcaster operates is important and as a Government we need to be methodical and we need to be evidence-based when it comes to responding to this challenge that we have but we also have to effective and that is exactly the balance we are aiming to achieve.
     
    CLENNELL: Let’s talk about the social media age ban. You’ve committed to it. Can you confirm what sites you’re looking at the ban applying to? Facebook, Insta, Twitter, TikTok, anything else I’m missing? Is it Discord and other messaging apps?
     
    ROWLAND: There is a whole range that we’re looking at, at the moment and there’s different categories depending on the definitions that are used. So the Online Safety Act, for example, and how the Safety Commissioner defines certain categories can actually be very broad or it can be slightly narrow. So we’re looking at that as part of our formulation of the legislation which we said we will introduce this year but again I would make the point similar to the ones I just made, that we do want to be comprehensive here, we understand that young people partake in a range of social media activities and we want to make sure that this is relevant and appropriate to how they’re accessing it.
     
    CLENNELL: Which do you prefer as an age for the ban, 14 or 16?
     
    ROWLAND: We’re looking at a range at the moment. This is a lot of conversations that’s happening. The South Australia Premier is favouring 14, Premier Minns 16. There is a wide range of views and there certainly is, I think given Justice French’s very good work, one that needs to be tested and one has a national approach. One thing we have found so far in the age assurance trial is that there is a marked difference between age assurance as it applies to younger ages as opposed to higher ages and it can also vary depending on ethnicity and also gender. So we’re very mindful of ensuring that as part of the age assurance –
     
    CLENNELL: You mean whether the technology works in terms of accessing social media sites, is that what you mean?
     
    ROWLAND: That’s right. In terms of if you’ve got an age assurance technology, whether it’s recognition, facial recognition or some other forms of assurance, it can actually vary. Andrew, there’s no off the shelf solution for this which is why we’ve been very deliberate in making sure that we are looking at a range of ages and one- reaching one that is appropriate for the circumstances.
     
    CLENNELL: Briefly, why is the ban necessary?
     
    ROWLAND: Well, I think two-fold. Firstly, parents around Australia are looking for a normative value here and I know as a mother of a 12-year-old girl, there is something very potent about being told everyone else is doing it, there’s no clear guidance, why am I being singled out? So parents have told me directly that there is a real normative value in having that there. And the second point really goes to the overall reason for this and that is we understand that there are harms. Whilst social media has many benefits, and enables a lot of young people to connect where they otherwise might have been isolated, it comes with those harms and the evidence is in on the range of those harms. The evidence is in about the need to ensure that young people have a balance and so the Government intends to pursue this, and this is despite the fact that Meta has made this announcement. That doesn’t obviate the need for us to take action in this space.
     
    CLENNELL: Let me play you what your Shadow, David Coleman, said about your misinformation legislation last week.

    DAVID COLEMAN: This Bill, Andrew, if you’re an academic, something you can’t- you say, basically can’t be misinformation, but if you’re an ordinary Australian who disagrees with and academic it can be misinformation. One of the things in the Bill are the kinds of harm that is not allowed is something that might cause imminent harm to the economy or the stock market.
     
    CLENNELL: Yeah, I saw that.
     
    COLEMAN: And I mean, that’s basically every economic policy that the Greens have ever announced. So are we- are we basically saying- are we basically saying under the Misinformation Bill that the Greens- effectively all Greens economic statements are misinformation?

    CLENNELL: Alright, his criticism is your definition is just far too broad.
     
    ROWLAND: Well, let’s be very clear, the Coalition can’t have it both ways. They’ve got on their public website at the moment a commitment to introduce legislation to tackle harmful mis- and disinformation, and at the same time they’re going out there, saying basically that they don’t support this. I suggest that the Member of Parliament there reads the actual Bill. I suggest that he understands precisely what the scope here is when it comes to mis- and disinformation. It needs to be something that is verifiably false and cause- and capable of causing harm.
     
    CLENNELL: Yes.
     
    ROWLAND: And this is a high threshold for the amount- a high threshold.
     
    CLENELL: That seems broad.
     
    ROWLAND: But secondly, the harms are actually- the actual categories here are defined. So these are for example harms to personal health or safety, they are harms to critical infrastructure for example. In terms of his comments about academics, again, I suggest that he read the Bill.
     
    CLENNELL: Alright.
     
    ROWLAND: Because as this has been developed, this has been done in a way that corresponds with our international obligations, recognises the fact that harmful mis- and disinformation is actually having an impact on not only Australian democracy but on the safety of Australians. It’s a position that is supported by our top spy and our defence heads
     
    CLENNELL: [Talks over] What- just very briefly- I’m out of- I’m out of time. The penalties we’ve been told could be up to five per cent of the global revenue of a big tech company. What might be the penalty for an individual?
     
    ROWLAND: Individuals aren’t being fined.
     
    CLENNELL: Okay. There you go.
     
    ROWLAND: This is- this is a matter that goes to the conduct of the platforms and their systems and processes.
     
    CLENNELL: Yeah. Just finally, the ABC and this botching of the Heston Russell story, how can this just be pinned on an editing error? Is it time the ABC did more to own its mistakes? Are you concerned they didn’t see this for two years? Do you have any confidence in the ABC’s so-called independent review?
     
    ROWLAND: Well, it is concerning and whilst I know you’ll appreciate that the ABC has opera
    tional and editorial independence, it is not beyond scrutiny and it does need to be transparent. It is concerning that this has taken some time to emerge. As you’re aware, I have asked for a briefing when this investigation is done. My understanding is the investigation is not yet complete, and while this is being done independently, which is a positive thing, the ABC still needs to answer to the Australian public. It is not beyond scrutiny and it is an area where I have expressed on the record a concern for what has happened here. The ABC, whilst it is independent and it is our public broadcaster, it does not always get it right and it needs to own it.

  • MIL-OSI China: France’s new center-right gov’t revealed

    French Prime Minister Michel Barnier announced on Saturday evening the formation of his government with 39 members coming from center and right-wing parties.

    Among the 17 ministers, seven come from President Emmanuel Macron’s centrist alliance and three from Barnier’s conservative party The Republicans (Les Republicains).

    Jean-Noel Barrot was nominated to replace Stephane Sejourne as Minister for Europe and Foreign Affairs.

    The 41-year-old Barrot was an economist and served as Minister Delegate for Europe in the former government.

    Bruno Retailleau was appointed to be the Minister of Interior, which the French daily Le Figaro considered as a “symbol of firmness” to restore public order in France.

    Retailleau, a member of the Barnier’s party, promised, on his social media platform X account, to “restore order to ensure harmony” and reaffirmed his support for the police.

    The position of Minister of Economy and Finance was given to Antoine Armand who is only 33 years old.

    He now has to help Barnier submit France’s 2025 budget draft bill to the National Assembly while trying to keep France’s debt under control as mandated by the European Union.

    However, the list of members of the new government lacks candidates from the left-wing and far-ring wing parties, two relative winners of the snap legislative elections.

    Barnier’s government immediately received criticism from left-wing parties. The leader of the Socialist Party Olivier Faure denounced Barnier’s decision to form a center-right government, saying that his decision “gives the finger” to democracy.

    Leader of the far-left-wing party, La France Insoumise, the main party of the left-wing parties alliance during the latest legislative elections, Jean-Luc Melanchon, said that the government was formed with “losers of the legislative elections.”

    The government “has neither legitimacy nor a future. It will be necessary to get rid of it as soon as possible,” he said on his X account.

    The left-wing parties already vowed to launch a vote of no confidence against the government in the National Assembly where they do not hold an absolute majority. They need to count on the far-right wing party, the National Rally’s support.

    As for the far-ring wing party, the National Rally (RN), its former leader Marine Le Pen expressed her disappointment over the new government.

    On her X account, she said that Barnier’s government was “transitional” and called for a “major change.”

    For her, the government announced on Saturday evening was rather a reshuffled former government than a newly formed one.

    Macron nominated on Sept. 5 Barnier, former Brexit negotiator, as the new prime minister.

    Barnier has announced that he intended to address “the challenges, the anger, the suffering, and the sense of abandonment and injustice” that the country is currently experiencing.

    After forming a government, Barnier’s urgent mission now remains to complete a draft budget for 2025 before Oct. 1 and submit it for voting in the National Assembly.

    The Indian delegation led by Shri Arunish Chawla, Secretary Ministry of Culture, Government of India along with Ms. Lily Pandeya, Joint Secretary, participated in the Special Session of G7 Ministers meeting on Culture, held on 21st September 2024 in Naples, Italy. The meeting was also attended by Culture leaders of the African Union, Brazil, Canada, the European Union, France, Germany, Greece, Italy, Japan, the United Kingdom and the United States of America together with the Heads of United Nations Education, Scientific and Cultural Organisation (UNESCO), International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM) and the African Development Bank.

     

    Shri Arunish Chawla in his address emphasized on recognizing culture not as a static relic of our collective past, but as a dynamic catalyst for growth. He advocated that the recognition of culture as a ‘standalone goal’ within the post-2030 Sustainable Development Agenda is not merely a diplomatic triumph; it is a paradigm shift in our conceptualization of development itself. “As we stand on the cusp of the United Nations Summit of the Future, it is incumbent upon us to advocate vociferously for the inclusion of Culture as an autonomous goal within the Pact for the Future”, the Secretary said.  Shri Chawla mentioned that the Naples Conference on Cultural Heritage in the 21st Century, held last November, explored the synergies between the 1972 World Heritage Convention and the 2003 ICH Convention. It was during India’s G20 Presidency, that one of our expert-driven Global Thematic Webinars spotlighted the necessity of this synergy on a global platform for the first time.

     

    Shri Chawla apprised that India’s flourishing partnership with the African Union entails unprecedented economic, cultural, and strategic ties between the world’s largest democracy and the vibrant nations of Africa. The African Union’s recent admission as a permanent member of the G20 during India’s Presidency marks a significant milestone in this relationship. As India and Africa continue to collaborate on key areas like trade, education, healthcare, and sustainable development, our partnership is a powerful testament to mutual cooperation, solidarity, and collective progress. In the field of creative economy, the India-Africa Union partnership is poised to unleash numerous opportunities, harnessing the limitless potential of creativity – humanity’s most sustainable and inexhaustible resource, he added.

     

    The Culture Secretary also apprised that during 46th World Heritage Committee meeting, India proudly supported the nomination dossiers of several African nations. Additionally, India made a significant pledge of USD 1 million to strengthen capacity building in Small Island Developing States (SIDS), Least Developed Countries (LDCs), and the African region, reaffirming its commitment to supporting Africa’s rich heritage initiatives.

    The Naples Statement was signed on ‘Culture for the sustainable development of Africa and the world’. It is aimed at working with African Governments to leverage culture as a driver of sustainable development. The Statement seeks to foster reciprocal knowledge sharing with African governments and cultural institutions to support efforts to boost cultural and creative sectors and industries; protect cultural property from illicit trafficking; promote, safeguard and sustainably manage cultural heritage and strengthen the presence of Africa in the UNESCO Heritage Lists.

    Considering the importance of culture as a transformative driver and an enabler for the achievement of the SDGs set out in the United Nations’ 2030 Agenda for Sustainable Development, the full recognition and integration of culture and the creative economy into the development processes and policies has been underscored while promoting the inclusion of culture as a standalone goal in future discussions on how to advance Sustainable Development beyond 2030. It was also agreed to support culture and sustainable development in Africa by fostering partnerships and policies that align with African governments’ development priorities, and respect the cultural diversity of African countries.

    On the sidelines of the G7 outreach session, Sri Arunish Chawla, Secretary, Culture, held important bilateral meetings with Minister of Culture, Italy; DG/ ICCROM & the US delegation. Indian Ambassador to Italy, Ms. Vani Rao attended the bilateral meetings. Important issues related with cultural cooperation were discussed during the meetings.

    Every woman should have the opportunity not only to participate fully in Canada’s economic, social and political life, but also to thrive in all areas of society. This year’s theme, Unlocking Potential: Economic Power Through Gender Equality, emphasizes that we cannot build a prosperous and just society without pursuing gender equality.

    All Canadians are in this together because when we remove barriers to gender equality, we create more opportunities and a stronger Canadian economy for everyone. To date, over 72.7 million menstrual products have been distributed to over 3.5 million people in need. Ensure pay equity between women and men working in federally regulated sectors by introducing and implementing the Pay Equity Act.

    When women have access to the opportunities, equal pay and support systems they deserve, they can thrive. This has a positive impact not only on them, but also on their families, loved ones and the entire community.     “Gender equality should not be controversial – it is good social policy and sound economic policy. Actions to promote gender equality help create jobs, strengthen our economy and make Canada more equitable for everyone.     “Gender equality is at the heart of everything we do. The federal government is investing in a $10-a-day child care program across the country and helping more women enter the workforce. Through our program, families across the country are saving up to $14,300 per child each year. We are also holding provinces and territories accountable for creating the child care spaces they promised to create. And since we launched it in 2016, the Canada Child Benefit, with its monthly payments, has helped families and lifted hundreds of thousands of children out of poverty.

    “We are also making medications and contraception free, so that women are free to decide whether, when and how they want to start a family. This measure covers birth control pills as well as IUDs, implants and the morning-after pill. With this coverage, women will benefit from greater choice and, most importantly, more affordable options that will help them make decisions about their bodies, their health and their future.

    “Furthermore, we are implementing theFederal 2SLGBTQI Action Plan to address the inequalities faced by 2SLGBTQI Canadians.     Excellencies, 

    Ladies and gentlemen,

    Welcome to the Summit of the Future. 

    I thank the co-facilitators, the former and current Presidents of the General Assembly, and all Member States, for their strong engagement, creativity, and spirit of compromise; and all my colleagues for their invaluable efforts over the past three years. 

    We are here to bring multilateralism back from the brink.

    I called for this Summit to consider deep reforms to make global institutions more legitimate, fair and effective, based on the values of the UN Charter.  

    I called for this Summit because 21st century challenges require 21st century solutions: frameworks that are networked and inclusive; and that draw on the expertise of all of humanity.  

    I called for this summit because our world is heading off the rails – and we need tough decisions to get back on track.  

    Conflicts are raging and multiplying, from the Middle East to Ukraine and Sudan, with no end in sight.

    Our collective security system is threatened by geopolitical divides, nuclear posturing, and the development of new weapons and theatres of war.  

    Resources that could bring opportunities and hope are invested in death and destruction. 

    Huge inequalities are a brake on sustainable development. Many developing countries are drowning in debt and unable to support their people. 

    We have no effective global response to emerging, complex and even existential threats. 
    The climate crisis is destroying lives, devastating communities and ravaging economies. 

    We all know the solution – a just phase-out of fossil fuels – and yet, emissions are still rising. 
    New technologies, including AI, are being developed in a moral and legal vacuum, without governance or guardrails. 

    In short, our multilateral tools and institutions are unable to respond effectively to today’s political, economic, environmental and technological challenges. 

    And tomorrow’s will be even more difficult and even more dangerous.  

    When the United Nations was established nearly 80 years ago, it had 51 Member States. Today there are 193. 

    The global economy was less than one-twelfth of its current size.

    As a result, our peace and security tools and institutions, and our global financial architecture, reflect a bygone era. 

    The United Nations Security Council is outdated, and its authority is eroding.  

    Unless its composition and working methods are reformed, it will eventually lose all credibility.  

    The international financial architecture was established when many of today’s developing countries were under colonial rule. 

    It does not represent the realities of today’s global economy, and it is no longer able to resolve global economic challenges: debt, climate action, sustainable development. 

    It does not provide the global safety net that developing countries need. 

    Meanwhile, technology, geopolitics and globalization have transformed power relations. 

    Our world is going through a time of turbulence and a period of transition. 

    But we cannot wait for perfect conditions. We must take the first decisive steps towards updating and reforming international cooperation to make it more networked, fair and inclusive – now.  

    And today, thanks to your efforts, we have. 

    Excellencies, ladies and gentlemen,

    The Pact for the Future, the Global Digital Compact and the Declaration on Future Generations open pathways to new possibilities and opportunities.

    On peace and security, they promise a breakthrough on reforms to make the Security Council more reflective of today’s world, addressing the historic under-representation of Africa, Asia-Pacific, and Latin America. 

    They lay the foundations for a more agile Peacebuilding Commission, and for a fundamental review of peace operations to make them fit for the conditions they face. 

    They represent the first agreed multilateral support for nuclear disarmament in more than a decade. 

    They recognize the changing nature of conflict, and commit to steps to prevent an arms race in outer space and to govern the use of lethal autonomous weapons.  

    They include measures to mount an immediate and coordinated response to complex global shocks. 

    On sustainable development, these agreements represent major progress towards groundbreaking reforms of the international financial architecture. 

    They will help to make its institutions more representative of today’s world, capable of mounting a stronger response to today’s challenges, and able to provide an effective global safety net for developing countries at a time when many of them are suffocating in debt and unable to make progress on the SDGs. 

    The Pact for the Future is about turbocharging the Sustainable Development Goals and the Paris Agreement, accelerating a just transition away from fossil fuels, and securing a peaceful and livable future for everyone on our planet. 

    It includes a groundbreaking commitment by governments to listen to young people and include them in decision-making, at the national and global levels. 

    And it commits to stronger partnerships with civil society, the private sector, local and regional authorities and more. 

    The Global Digital Compact is based on the principle that technology should benefit everyone.

    It includes the first truly universal agreement on the international governance of Artificial Intelligence.

    It commits governments to establishing an independent international Scientific Panel on AI and initiating a global dialogue on its governance within the United Nations.

    The Global Digital Compact represents the first collective effort to reach agreed interoperability standards – essential for consistent measurement. 

    And it supports networks and partnerships to build capacity on AI in developing countries.  
    The Declaration on Future Generations echoes the call of the United Nations Charter to save succeeding generations from the scourge of war, committing governments for the first time to taking the interests of our descendants into account in decisions we take today. 

    Respect for human rights, cultural diversity and gender equality are woven into all three agreements. 

    In the face of a surge in misogyny and a rollback of women’s reproductive rights, governments have explicitly committed to removing the legal, social and economic barriers that prevent women and girls from fulfilling their potential in every sphere. 

    Excellences,

    Welcome to the Summit of the Future. 

    I thank the co-facilitators, the former and current Presidents of the General Assembly, and all Member States, for their strong engagement, creativity, and spirit of compromise; and all my colleagues for their invaluable efforts over the past three years. 

    We are here to bring multilateralism back from the brink.

    I called for this Summit to consider deep reforms to make global institutions more legitimate, fair and effective, based on the values of the UN Charter.  

    I called for this Summit because 21st century challenges require 21st century solutions: frameworks that are networked and inclusive; and that draw on the expertise of all of humanity.  

    I called for this summit because our world is heading off the rails – and we need tough decisions to get back on track.  

    Conflicts are raging and multiplying, from the Middle East to Ukraine and Sudan, with no end in sight.

    Our collective security system is threatened by geopolitical divides, nuclear posturing, and the development of new weapons and theatres of war.  

    Resources that could bring opportunities and hope are invested in death and destruction. 

    Huge inequalities are a brake on sustainable development. Many developing countries are drowning in debt and unable to support their people. 

    And we have no effective global response to emerging, complex and even existential threats. 

    The climate crisis is destroying lives, devastating communities and ravaging economies. 

    We all know the solution – a just phase-out of fossil fuels – and yet, emissions are still rising. 

    New technologies, including AI, are being developed in a moral and legal vacuum, without governance or guardrails. 

    In short, our multilateral tools and institutions are unable to respond effectively to today’s political, economic, environmental and technological challenges. 

    And tomorrow’s will be even more difficult and even more dangerous.  

    When the United Nations was established nearly 80 years ago, it had 51 Member States. Today there are 193. 

    The global economy was less than one-twelfth of its current size.

    As a result, our peace and security tools and institutions, and our global financial architecture, reflect a bygone era. 

    The United Nations Security Council is outdated, and its authority is eroding.  

    Unless its composition and working methods are reformed, it will eventually lose all credibility.  

    The international financial architecture was established when many of today’s developing countries were under colonial rule. 

    It does not represent the realities of today’s global economy, and it is no longer able to resolve global economic challenges: debt, climate action, sustainable development. 

    It does not provide the global safety net that developing countries need. 

    Meanwhile, technology, geopolitics and globalization have transformed power relations. 

    Our world is going through a time of turbulence and a period of transition. 

    But we cannot wait for perfect conditions. We must take the first decisive steps towards updating and reforming international cooperation and make it more networked, fair and inclusive – now.  

    And today, thanks to your efforts, we have. 

    Excellencies, ladies and gentlemen, 

    The Pact for the Future, the Global Digital Compact and the Declaration on Future Generations open pathways to new possibilities and opportunities.

    On peace and security, they promise a breakthrough on reforms to make the Security Council more reflective of today’s world, addressing the historic under-representation of Africa, Asia-Pacific, and Latin America. 

    They lay the foundations for a more agile Peacebuilding Commission, and for a fundamental review of peace operations to make them fit for the conditions they face. 

    They represent the first agreed multilateral support for nuclear disarmament in more than a decade. 

    They recognize the changing nature of conflict, and commit to steps to prevent an arms race in outer space and to govern the use of lethal autonomous weapons.  

    They include measures to mount an immediate and coordinated response to complex global shocks. 

    On sustainable development, these agreements represent major progress towards groundbreaking reforms of the international financial architecture.

    They will help to make its institutions more representative of today’s world, capable of mounting a stronger response to today’s challenges, and able to provide an effective global safety net for developing countries at a time when many of them are suffocating in debt and unable to make progress on the SDGs. 

    The Pact for the Future is about turbocharging the Sustainable Development Goals and the Paris Agreement, accelerating a just transition away from fossil fuels, and securing a peaceful and livable future for everyone on our planet. 

    It includes a groundbreaking commitment by governments to listen to young people and include them in decision-making, at the national and global levels. 

    And it commits to stronger partnerships with civil society, the private sector, local and regional authorities and more. 

    The Global Digital Compact is based on the principle that technology should benefit everyone.

    It includes the first truly universal agreement on the international governance of Artificial Intelligence.

    It commits governments to establishing an independent international Scientific Panel on AI and initiating a global dialogue on its governance within the United Nations.

    The Global Digital Compact represents the first collective effort to reach agreed interoperability standards – essential for consistent measurement. 

    And it supports networks and partnerships to build capacity on AI in developing countries.  

    The Declaration on Future Generations echoes the call of the United Nations Charter to save succeeding generations from the scourge of war, committing governments for the first time to taking the interests of our descendants into account in decisions we take today. 

    Respect for human rights, cultural diversity and gender equality are woven into all three agreements. 

    In the face of a surge in misogyny and a rollback of women’s reproductive rights, governments have explicitly committed to removing the legal, social and economic barriers that prevent women and girls from fulfilling their potential in every sphere. 

    Excellencies, 

    I welcome these three landmark agreements – a step-change towards more effective, inclusive, networked multilateralism. 

    I have been fighting for the ideas in them since the first day of my mandate. 

    And I will be totally committed to their implementation until the very last day. 

    We have unlocked the door. 

    Now it is our common responsibility to walk through it. 

    That demands not just agreement, but action. 

    I challenge you to take that action. 

    To implement the Pact for the Future by prioritizing dialogue and negotiation, ending the wars tearing our world apart, and reforming the composition and working methods of the Security Council. 

    To accelerate reforms of the international financial system – including at next year’s Conference on Financing for Development.   

    To put humanity’s best interests front and centre of new technologies. 

    We stand and fall not by adopting agreements, but by our actions and their impact on the lives of the people we serve.

    Throughout my life – whether as a political activist or at the United Nations – I have learned that people never agree on the past. 

    To rebuild trust, we must start with the present and look to the future. 

    People everywhere are hoping for a future of peace, dignity, and prosperity. 

    They are crying out for global action to solve the climate crisis, tackle inequality, and address new and emerging risks that threaten everyone. 

    And they see the United Nations as essential to solving these challenges. 

    All this was confirmed during the past two inspirational Action Days. 

    The Summit of the Future sets a course for international cooperation that can meet their expectations.   

    I congratulate all Member States for playing their part as we take these first important steps together.

    Nous n’avons pas, à l’échelle mondiale, de réponse efficace aux menaces émergentes et complexes, voire existentielles. 

    La crise climatique détruit des vies, dévaste des communautés et ravage des économies. 

    Nous connaissons, toutes et tous, la solution – l’élimination progressive des combustibles fossiles – et pourtant, les émissions ne cessent d’augmenter. 

    Les nouvelles technologies, y compris l’intelligence artificielle, se développent dans un vide éthique et juridique, sans gouvernance ni garde-fou. 

    En somme, nos institutions et instruments multilatéraux sont incapables de relever efficacement les défis politiques, économiques, environnementaux et technologiques d’aujourd’hui. 

    Et les défis de demain seront encore plus difficiles et plus dangereux à relever.

    Excellencies, 

    Ladies and gentlemen,

    Welcome to the Summit of the Future. 

    I thank the co-facilitators, the former and current Presidents of the General Assembly, and all Member States, for their strong engagement, creativity, and spirit of compromise; and all my colleagues for their invaluable efforts over the past three years. 

    We are here to bring multilateralism back from the brink.

    I called for this Summit to consider deep reforms to make global institutions more legitimate, fair and effective, based on the values of the UN Charter.  

    I called for this Summit because 21st century challenges require 21st century solutions: frameworks that are networked and inclusive; and that draw on the expertise of all of humanity.  

    I called for this summit because our world is heading off the rails – and we need tough decisions to get back on track.  

    Conflicts are raging and multiplying, from the Middle East to Ukraine and Sudan, with no end in sight.

    Our collective security system is threatened by geopolitical divides, nuclear posturing, and the development of new weapons and theatres of war.  

    Resources that could bring opportunities and hope are invested in death and destruction. 

    Huge inequalities are a brake on sustainable development. Many developing countries are drowning in debt and unable to support their people. 

    And we have no effective global response to emerging, complex and even existential threats. 

    The climate crisis is destroying lives, devastating communities and ravaging economies. 

    We all know the solution – a just phase-out of fossil fuels – and yet, emissions are still rising. 

    New technologies, including AI, are being developed in a moral and legal vacuum, without governance or guardrails. 

    In short, our multilateral tools and institutions are unable to respond effectively to today’s political, economic, environmental and technological challenges. 

    And tomorrow’s will be even more difficult and even more dangerous.  

    When the United Nations was established nearly 80 years ago, it had 51 Member States. Today there are 193. 

    The global economy was less than one-twelfth of its current size.

    As a result, our peace and security tools and institutions, and our global financial architecture, reflect a bygone era. 

    The United Nations Security Council is outdated, and its authority is eroding.  

    Unless its composition and working methods are reformed, it will eventually lose all credibility.  

    The international financial architecture was established when many of today’s developing countries were under colonial rule. 

    It does not represent the realities of today’s global economy, and it is no longer able to resolve global economic challenges: debt, climate action, sustainable development. 

    It does not provide the global safety net that developing countries need. 

    Meanwhile, technology, geopolitics and globalization have transformed power relations. 

    Our world is going through a time of turbulence and a period of transition. 

    But we cannot wait for perfect conditions. We must take the first decisive steps towards updating and reforming international cooperation and make it more networked, fair and inclusive – now.  

    And today, thanks to your efforts, we have. 

    Excellencies, ladies and gentlemen, 

    The Pact for the Future, the Global Digital Compact and the Declaration on Future Generations open pathways to new possibilities and opportunities.

    On peace and security, they promise a breakthrough on reforms to make the Security Council more reflective of today’s world, addressing the historic under-representation of Africa, Asia-Pacific, and Latin America. 

    They lay the foundations for a more agile Peacebuilding Commission, and for a fundamental review of peace operations to make them fit for the conditions they face. 

    They represent the first agreed multilateral support for nuclear disarmament in more than a decade. 

    They recognize the changing nature of conflict, and commit to steps to prevent an arms race in outer space and to govern the use of lethal autonomous weapons.  

    They include measures to mount an immediate and coordinated response to complex global shocks. 

    On sustainable development, these agreements represent major progress towards groundbreaking reforms of the international financial architecture.

    They will help to make its institutions more representative of today’s world, capable of mounting a stronger response to today’s challenges, and able to provide an effective global safety net for developing countries at a time when many of them are suffocating in debt and unable to make progress on the SDGs. 

    The Pact for the Future is about turbocharging the Sustainable Development Goals and the Paris Agreement, accelerating a just transition away from fossil fuels, and securing a peaceful and livable future for everyone on our planet. 

    It includes a groundbreaking commitment by governments to listen to young people and include them in decision-making, at the national and global levels. 

    And it commits to stronger partnerships with civil society, the private sector, local and regional authorities and more. 

    The Global Digital Compact is based on the principle that technology should benefit everyone.

    It includes the first truly universal agreement on the international governance of Artificial Intelligence.

    It commits governments to establishing an independent international Scientific Panel on AI and initiating a global dialogue on its governance within the United Nations.

    The Global Digital Compact represents the first collective effort to reach agreed interoperability standards – essential for consistent measurement. 

    And it supports networks and partnerships to build capacity on AI in developing countries.  

    The Declaration on Future Generations echoes the call of the United Nations Charter to save succeeding generations from the scourge of war, committing governments for the first time to taking the interests of our descendants into account in decisions we take today. 

    Respect for human rights, cultural diversity and gender equality are woven into all three agreements. 

    In the face of a surge in misogyny and a rollback of women’s reproductive rights, governments have explicitly committed to removing the legal, social and economic barriers that prevent women and girls from fulfilling their potential in every sphere. 

    Excellencies, 

    I welcome these three landmark agreements – a step-change towards more effective, inclusive, networked multilateralism. 

    I have been fighting for the ideas in them since the first day of my mandate. 

    And I will be totally committed to their implementation until the very last day. 

    We have unlocked the door. 

    Now it is our common responsibility to walk through it. 

    That demands not just agreement, but action. 

    I challenge you to take that action. 

    To implement the Pact for the Future by prioritizing dialogue and negotiation, ending the wars tearing our world apart, and reforming the composition and working methods of the Security Council. 

    To accelerate reforms of the international financial system – including at next year’s Conference on Financing for Development.   

    To put humanity’s best interests front and centre of new technologies. 

    We stand and fall not by adopting agreements, but by our actions and their impact on the lives of the people we serve.  

    Excellencies, 

    Throughout my life – whether as a political activist or at the United Nations – I have learned that people never agree on the past. 

    To rebuild trust, we must start with the present and look to the future. 

    People everywhere are hoping for a future of peace, dignity, and prosperity. 

    They are crying out for global action to solve the climate crisis, tackle inequality, and address new and emerging risks that threaten everyone. 

    And they see the United Nations as essential to solving these challenges. 

    All this was confirmed during the past two inspirational Action Days. 

    The Summit of the Future sets a course for international cooperation that can meet their expectations.   

    I congratulate all Member States for playing their part as we take these first important steps together. 

    Now, let’s get to work.

    Nous sommes ici pour préserver le multilatéralisme des affres de l’échec.

    J’ai demandé que le présent Sommet envisage des réformes profondes visant à rendre les institutions mondiales plus légitimes, plus justes et plus efficaces, sur la base des valeurs énoncées dans la Charte des Nations Unies. 

    J’ai convoqué ce sommet parce que les défis du 21e siècle requièrent des solutions du 21e siècle : des cadres en réseau et inclusifs, qui s’appuient sur les compétences de l’humanité tout entière. 

    J’ai convoqué ce sommet parce que notre monde perd le nord et qu’il nous faut prendre des décisions difficiles pour le remettre sur la bonne voie. 

    Les conflits font rage et se multiplient, du Moyen-Orient à l’Ukraine en passant par le Soudan, sans qu’une fin soit en vue.

    Notre système de sécurité collective est menacé par les dissensions géopolitiques, les prises de positions face au nucléaire, la mise au point de nouvelles armes et l’apparition de nouveaux théâtres d’hostilités.
     
    Les ressources qui pourraient se traduire en potentialités et être porteuses d’espoir sont investies dans la mort et la destruction. 

    Des inégalités colossales freinent le développement durable. De nombreux pays en développement, croulant sous la dette, sont incapables de subvenir aux besoins de leur population. 

    Nous n’avons pas, à l’échelle mondiale, de réponse efficace aux menaces émergentes et complexes, voire existentielles. 

    La crise climatique détruit des vies, dévaste des communautés et ravage des économies. 

    Nous connaissons, toutes et tous, la solution – l’élimination progressive des combustibles fossiles – et pourtant, les émissions ne cessent d’augmenter. 

    Les nouvelles technologies, y compris l’intelligence artificielle, se développent dans un vide éthique et juridique, sans gouvernance ni garde-fou. 

    En somme, nos institutions et instruments multilatéraux sont incapables de relever efficacement les défis politiques, économiques, environnementaux et technologiques d’aujourd’hui. 

    Et les défis de demain seront encore plus difficiles et plus dangereux à relever. 

    À sa création, il y a près de 80 ans, l’Organisation des Nations Unies comptait 51 États Membres. Aujourd’hui, elle en compte 193. 

    L’économie mondiale représentait, à l’époque, moins d’un douzième de sa taille actuelle.

    Nos instruments et institutions de paix et de sécurité, tout comme notre architecture financière mondiale, sont donc le reflet d’une époque révolue. 

    Le Conseil de sécurité de l’ONU est dépassé et son autorité s’érode. 

    Sans une réforme de sa composition et de ses méthodes de travail, il finira par perdre toute crédibilité. 

    L’architecture financière mondiale a été créée à une époque où de nombreux pays en développement se trouvaient sous domination coloniale. 

    Elle ne représente pas les réalités de l’économie mondiale d’aujourd’hui et n’est plus en mesure de relever les défis économiques mondiaux que sont la dette, l’action climatique ou le développement durable. 

    Elle ne fournit pas le filet de sécurité mondial dont les pays en développement ont besoin. 

    Pendant ce temps-là, la technologie, la géopolitique et la mondialisation ont transformé les rapports de force. 

    Notre monde traverse une période de turbulences et de transition. 

    Pour autant, nous ne pouvons attendre l’avènement de conditions parfaites. Nous devons prendre – dès à présent – les premières mesures décisives pour actualiser et réformer la coopération internationale afin de la rendre plus interconnectée, plus équitable et plus inclusive. 

    Et aujourd’hui, grâce à vos efforts, c’est chose faite. 

    Excellences, mesdames et messieurs, 

    Le Pacte pour l’avenir, le Pacte numérique mondial et la Déclaration sur les générations futures sont porteurs de chances et de possibilités nouvelles.

    En ce qui concerne la paix et la sécurité, ces instruments promettent une percée dans les réformes visant à rendre le Conseil de sécurité plus représentatif du monde d’aujourd’hui, en remédiant au problème de la sous-représentation dont ont longtemps souffert l’Afrique, l’Asie-Pacifique et l’Amérique latine. 

    Ils jettent les bases d’une Commission de consolidation de la paix plus agile et d’une révision fondamentale des opérations de paix visant à les adapter aux conditions dans lesquelles elles se déroulent.
     
    Ils représentent le premier soutien multilatéral convenu en faveur du désarmement nucléaire depuis plus d’une décennie.

    Ils prennent en compte la nature évolutive des conflits et prévoient des mesures visant à empêcher la militarisation des nouvelles technologies et des nouveaux domaines, notamment l’espace extra-atmosphérique.

    Ils prévoient des mesures visant à mettre en place une riposte immédiate et coordonnée face à des chocs mondiaux complexes. 

    En ce qui concerne le développement durable, ces accords représentent un progrès majeur vers une grande réforme de l’architecture financière internationale.

    Ils contribueront à rendre ses institutions plus représentatives du monde d’aujourd’hui, capables d’apporter une réponse plus résolue aux défis actuels, et aptes à fournir un filet de sécurité mondial efficace pour les pays en développement – alors que nombre de ces pays, croulant sous la dette, ne peuvent progresser dans la réalisation des Objectifs de développement durable. 

    Le Pacte pour l’avenir vise à revitaliser les Objectifs de développement durable et l’Accord de Paris, à accélérer une transition juste vers un monde affranchi des combustibles fossiles et à garantir un avenir pacifique et vivable à tous les habitants de notre planète. 

    Il comprend un engagement inédit des gouvernements à écouter les jeunes et à les faire participer à la prise de décision, aux niveaux national et mondial.

    Il s’engage également à renforcer les partenariats avec la société civile, le secteur privé, les autorités locales et régionales, et plus encore.

    Le Pacte numérique mondial repose sur le principe selon lequel la technologie doit profiter à toutes et tous.

    Il inclut le premier accord véritablement universel sur la gouvernance internationale de l’intelligence artificielle.

    Il engage les gouvernements à créer un groupe scientifique international indépendant sur l’intelligence artificielle et à entamer un dialogue mondial sur la gouvernance de l’intelligence artificielle, au sein de l’ONU.

    Le Pacte numérique mondial représente le premier effort entrepris à l’échelle collective pour mettre au point des normes d’interopérabilité convenues – essentielles pour la cohérence des mesures et la normalisation. 

    Il encourage, en outre, les réseaux et les partenariats visant à renforcer les capacités en matière d’intelligence artificielle dans les pays en développement. 

    La Déclaration sur les générations futures fait écho à l’appel lancé dans la Charte des Nations Unies, à savoir, préserver les générations futures du fléau de la guerre, engageant pour la première fois les gouvernements à prendre en compte les intérêts de nos descendants dans les décisions prises aujourd’hui. 

    Le respect des droits humains, la diversité culturelle et l’égalité des genres sous-tendent le contenu des trois accords. 

    Face à la montée de la misogynie et au recul des droits des femmes en matière de procréation, les gouvernements se sont expressément engagés à lever les obstacles sociaux, économiques et culturels qui empêchent les femmes et les filles de s’épanouir dans tous les domaines. 

    Excellences, 

    Je salue ces trois accords historiques – qui marquent un tournant vers un multilatéralisme plus efficace, plus inclusif et fonctionnant plus en réseaux. 

    Je me suis battu pour les idées portées par ces accords depuis le tout premier jour de mon mandat. 

    Et je serai pleinement engagé dans leur mise en œuvre jusqu’au tout dernier jour. 

    Nous avons ouvert la porte. 

    Il nous incombe désormais – à toutes et à tous – de la franchir. 

    Car il ne s’agit pas seulement de s’entendre – mais aussi d’agir. 

    Aujourd’hui, je vous mets au défi de passer à l’action. 

    De mettre en œuvre le Pacte pour l’avenir – en privilégiant le dialogue et la négociation, en mettant fin aux guerres qui déchirent le monde, et en réformant la composition et les méthodes de travail du Conseil de sécurité. 

    D’accélérer la réforme du système financier international, notamment à l’occasion de la Conférence sur le financement du développement qui se tiendra l’année prochaine. 

    De placer les nouvelles technologies au service de l’intérêt supérieur de l’humanité. 

    Ce qui détermine notre succès – ou échec, ce n’est pas l’adoption d’accords, mais bien nos actions et leur impact sur la vie des populations que nous servons. 

    Excellences, 

    Tout au long de ma vie – que ce soit en tant que militant politique ou aux Nations Unies – j’ai appris que les gens ne sont jamais d’accord sur le passé. 

    Pour rétablir la confiance, nous devons partir du présent et regarder vers l’avenir. 

    Partout dans le monde, les gens aspirent à la paix, à la dignité et à la prospérité. 

    Ils réclament une mobilisation mondiale pour régler la crise climatique, lutter contre les inégalités et faire face aux risques nouveaux et émergents qui menacent l’humanité. 

    Et ils considèrent que l’ONU est indispensable pour résoudre ces défis. 

    Le Sommet de l’avenir trace la voie pour une coopération internationale qui soit à la hauteur de leurs attentes. 

    Alors que nous franchissons ensemble cette première étape cruciale, je tiens à féliciter tous les États membres pour leur contribution.

  • MIL-OSI Africa: SIU welcomes extradition of Michael Lomas

    The Special Investigating Unit (SIU) has welcomed the extradition of entrepreneur Michael Lomas concerning Eskom’s R745 million Kusile power plant allegations of fraud, unauthorised rewards, corruption and money laundering. 

    Lomas was arrested in April 2021. He is one of five accused of the alleged crimes.

    His co-accused are former Eskom Group Executive for Group Capital Division, Abram Masango; former Eskom Senior Manager for Group Capital Division, France Hlakudi; the owner of Tubular Construction Project Antonio José Trindade, and the owner of Babinatlou Business Services Hudson Kgomoeswana. 

    The arrests follow an intensive investigation by the SIU at Eskom, which uncovered evidence of criminal actions involving five accused individuals. This evidence, gathered under the SIU Act, was referred to the National Prosecuting Authority (NPA) and the Directorate for Priority Crimes Investigation (Hawks) for further action. 

    “The investigation, initiated in 2018 under Proclamation R11, focuses on Eskom’s procurement and contracting processes and related payments. 

    “The SIU applauds the diligent work of the NPA’s Investigating Directorate, Hawks and international partners, whose collaboration has led to this critical milestone.

    “The SIU will continue to support the prosecutorial process and ensure that all individuals implicated in corruption are brought to justice in accordance with the law.

    “This extradition is part of implementing the National Anti-Corruption Strategy, which sees law enforcement agencies coming together to eradicate corruption in South Africa and ensure the continued cleaning up of State-owned Entities, like Eskom, from corruption,” said the SIU. – SAnews.gov.za

    The President of the Republic received the French members of the Joint Franco-Algerian Commission of Historians, at the Elysée Palace, on Thursday, September 19, 2024.

    The Head of State first reiterated his determination to continue the work of memory, truth and reconciliation undertaken since 2017 and established with Algeria within the framework of the Algiers Declaration, signed by the President of the Republic and President TEBBOUNE on August 27, 2022.

    During this working meeting, the Head of State warmly thanked all the members of the Commission for the excellence of the work carried out and called for it to continue so that the concrete proposals formulated by the Joint Franco-Algerian Commission of Historians can be implemented.

    The President of the Republic hopes that these proposals will enable our country to take a clear look at the past and to build, over the long term, a reconciliation of memories, in an approach of education and transmission for French and Algerian youth.

    The Minister of Foreign Affairs, the Honourable Mélanie Joly, today issued the following statement:

    “Last week marked one year since Azerbaijan launched its military operation in Nagorno-Karabakh, a region populated by ethnic Armenians for centuries.

    “The consequences of this operation were considerable: more than 100,000 civilians, including 30,000 children, were forcibly displaced in Armenia as a result of this military operation, leading to a rapid increase in humanitarian needs in the country.

    “Azerbaijan’s unjustified military operation followed a 9-month blockade of humanitarian goods to the Lachin corridor, in violation of provisional measures orders issued by the International Court of Justice.

    “Canada stands in solidarity with those affected by this crisis and is grateful to Armenia for opening its doors. That is why, in 2023, we have committed more than $3.9 million in humanitarian assistance to address urgent needs arising from the situation in Nagorno-Karabakh.

    “Canada continues to call for and support meaningful negotiations towards a comprehensive peace treaty between Armenia and Azerbaijan, and encourages continued dialogue and confidence-building measures between the parties to achieve a just and lasting peace for the people of the region.

    “Canada has repeatedly called for the unconditional release of all Armenian prisoners from the 2020 Karabakh war. We also continue to call for the release of all ethnic Armenians arbitrarily detained in Azerbaijan.

    “Canada supports a negotiated political solution to the Nagorno-Karabakh issue and promotes the principles of non-use of force, respect for territorial integrity and the right to self-determination in negotiating a just and lasting peace for the peoples of the region. This should include a safe and dignified right of return for Armenian civilians, guarantees for the protection of the fundamental rights and livelihoods of citizens, and the preservation of Armenian cultural and historical sites in the territory.”

    Ottawa, Ontario, September 22, 2024 – No matter how much progress Canada makes in addressing the housing crisis, it will not be over as long as there are people living in tents because they cannot afford shelter.

    Through the Canada Housing Plan, we have made it clear that we will play a leadership role in helping to end encampments and address homelessness. We intend to do this by providing funding and coordinating our efforts with other levels of government.

    Today, the federal government announced that we are ready to negotiate agreements and invest in any province or territory that will match federal funds to support communities facing the most pressure.

    The government is providing $250 million, consistent with Budget 2024, to address the urgent issue of encampments and non-shelter homelessness. This funding is intended to be matched by provinces and territories, which will leverage up to $500 million to provide more shelter spaces, transitional housing, and services to help people living in encampments find housing.

    This measure builds on existing programs like Reaching Home, a $5-billion federal investment over nine years to address homelessness. This includes an investment of $1 billion over four years, set out in Budget 2024, to stabilize funding for the program. In addition, the federal government is investing $79.1 million through the Veterans Homelessness Program (VHP) to help those in need.

    We stand ready to work with all provincial and territorial leaders who want to see these funds invested in their communities.

    Canada’s housing crisis will not be solved by one level of government, one service provider, or one home builder alone. We must work together to end encampments in our communities. Today, we are calling on the provinces and territories to help us do just that.

  • MIL-OSI New Zealand: Activist News – KEEP SPACE FOR PEACE – WELLINGTON PROTEST AGAINST THE AEROSPACE CONFERENCE

    On Monday 23 September at 1pm, Peace Action Wellington will protest against the Aerospace Summit. The Wellington protest will be outside the Ministry of Business at 15 Stout Street.

    “The Aerospace Conference raises serious concerns because of its ties to the US weapons industry and US military. The aggressive steps taken by the NZ government to join the US in the weaponisation of space, contrary to the Outer Space Treaty, is a deeply alarming agenda,” said Valerie Morse, spokesperson for Peace Action Wellington.

    The Aerospace Summit is an annual event sponsored by Rocket Lab and supported by the US government. Rocket Lab is partly owned by Lockheed Martin, the world’s largest arms dealer. Summit speakers include a representative from Boeing Aerospace, the second largest arms dealer. The Summit is held in Ōtautahi/Christchurch.

    Rocket Lab has been launching US military satellites providing actionable information for the genocide in Gaza.

    “Despite weekly outpouring across Aotearoa of calls for peace, the New Zealand Government seems determined to follow the US into their wars more than ever,” said Valerie Morse, spokesperson for Peace Action Wellington. “New Zealand has taken three steps to join the US Space Race in just the past few months.” (1)

    “New Zealand is now one of the top ‘spots’ for space launches – why? Because NZ has become a US military spaceport,” said  Morse. “All other major space programmes – US, India, China, Russia – are directly linked to their militaries. Ours is linked, too, but not to the NZ military, but rather to the US military. That gives the US huge sway in the things that are launched from Aotearoa, including things that are contrary to the interests of ordinary people here like surveillance and private spying satellites”

    This is the third Aerospace Conference hosted in Ōtautahi, and the third year of peace organising to oppose it. The Wellington action is supported by the Stop AUKUS Coalition, Victoria University Socialists, Asians Supporting Tino Rangatiratanga, climate and peace activists, and local solidarity band the Brass Razoo.

    “We invite members of the public in Wellington to join us in opposing the militarisation of space. We stand in solidarity with Stop the Space Waste in Ōtautahi who are mobilising against the Aerospace Conference and have a nationwide petition (2). We stand in solidarity with: RocketLab Monitor in Māhia who have long exposed the military aims of RocketLab, with Kanaky, against French militarisation. Rocket Lab is launching technology for Kineis, a company based in France that builds French military satellites; with Palestine and with the Anti-Bases Campaign who have long opposed military bases,” said Ms Morse.

    Today, Prime Minister Justin Trudeau met with the Prime Minister of Japan, Kishida Fumio, on the margins of the 79th session of the United Nations General Assembly.

    Prime Minister Trudeau and Prime Minister Kishida reaffirmed the close ties between Canada and Japan as G7 partners, as well as their shared commitment to promoting peace and stability in the Indo-Pacific region and to standing with Ukraine for as long as necessary.

    Prime Minister Trudeau commended Prime Minister Kishida’s leadership in the G7 Leaders’ Hiroshima Vision on nuclear disarmament and his efforts to secure an international treaty banning the production of fissile material for nuclear weapons or other nuclear explosive devices.

    The two leaders discussed ways to strengthen bilateral cooperation on trade, investment and energy to promote economic security and support a strong middle class on both sides of the Pacific. They also explored opportunities to enhance collaboration between the two countries and advance shared global priorities, including through Canada’s G7 presidency next year.

    Prime Minister Trudeau thanked Prime Minister Kishida for his significant efforts to strengthen Canada-Japan relations during his term and for his friendship for our country.

    Scientists from China, France, Portugal, Belgium and other countries gathered on Friday at the Shuanghe Cave, Asia’s longest known cave, in southwest China’s Guizhou Province for a launch ceremony of the 23rd joint international scientific expedition into the cave.
    The expedition is scheduled for Oct. 7 to 24, and the results of their findings will be made available on Oct. 24.
    Previous scientific expeditions found 44 individual giant panda fossils, with the oldest specimen dating back 100,000 years and the most recent dating back a few hundred years.
    The fossils prove that Guizhou was once a habitat for giant pandas, which are today known to survive in the provinces of Sichuan, Shaanxi and Gansu.
    Zhou Wenlong, deputy secretary general of the Guizhou Cave Association, said the upcoming cave expedition will further study the cave’s resources, formation and evolution.
    According to the results of the 2023 joint expedition, the cave network has 107 connected openings and boasts a length of 409.9 kilometers, making it the longest known cave in Asia and the third-longest in the world. It is also the world’s longest dolomite cave.
    French caver Jean Bottazzi, who has more than three decades of cave exploration experience in China, is acting as chief of the upcoming cave research. He calls Shuanghe Cave his second home.
    He said that since the late 1980s, the discoveries of Chinese and foreign experts in the cave have led to repeated updates of the cave’s length, and many cave fossils and living organisms have been unearthed, providing rich, valuable scientific research materials.
    During this year’s scientific expedition, Suiyang County, which administers the cave area, will hold activities such as a geological science photography contest and a short video contest to promote the cave geopark.

    With a human build and sleek appearance, the 1.8-meter-tall Qijiang-2 is captivating visitors in the exhibition hall of the 2024 World Manufacturing Convention as it can mimic human movements with remarkable precision.

    The humanoid robot, developed by Anhui Provincial Key Laboratory of Humanoid Robots, is certainly hogging the spotlight at the convention, which opened on Friday and will continue until Monday in Hefei, the capital of east China’s Anhui Province.

    Equipped with advanced sensors and intricate inertial measurement units, Qijiang-2 can perform delicate tasks such as folding clothes, opening bottles, wiping dishes and navigating uneven terrain.

    But it’s more than just a mechanical marvel. Beyond its physical capabilities, the robot also has decision-making features, including intelligent user recognition and secure access for authorized users.

    “In the future, these humanoid robots will be able to adapt to both industrial production and elderly care scenarios, serving as robot workers and robot caregivers,” said Liu Houde, director of the laboratory.

    Qijiang-2 and other cutting-edge exhibits like the Jiuzhou Yunjian Longyun rocket engine and the Origin Wukong superconducting quantum computer are demonstrating China’s breakthroughs in frontier technologies at the event, as well as its potential in the field of high-tech manufacturing.

    The gathering of leading global enterprises and industry experts has also reflected China’s commitment to advancing international cooperation and working with other countries to address the challenges and opportunities in global manufacturing development.

    “After 30 years of development in China, Continental AG values not only China’s market volume but also advanced technologies,” said Enno Tang, president and CEO of Continental China.

    With comprehensive industrial categories and a well-rounded manufacturing system, China has attracted global firms to strengthen their investment in the country.

    Volkswagen Group in April announced an investment of 2.5 billion euros (about 2.8 billion U.S. dollars) in expanding its production and innovation hub in Hefei to increase its pace of innovation in China.

    The company also vowed to accelerate the production of two Volkswagen-brand smart electric vehicles (EVs), which are currently under joint development with Chinese manufacturer Xpeng.

    A deal reached in 2023 between the two companies gave Volkswagen access to Xpeng’s technologies, including its advanced driving assistance system, as the German carmaker made efforts to tap into China’s fast-growing EV market.

    The landmark cooperation agreement between Xpeng and Volkswagen testified to the willingness of China’s auto industry to share its technologies with the world, according to Xpeng CEO He Xiaopeng.

    As the world’s economic landscape evolves, China is stepping up efforts to collaborate with international enterprises, aiming to inject fresh momentum into the global manufacturing sector and accelerate the shift toward high-quality growth.

    In the city of Xiamen in east China’s Fujian Province, construction on the Schneider Electric Xiamen Industrial Park began in April.

    China is Schneider Electric’s second-largest market globally, one of its most important supply chain bases, and one of its four global R&D hubs.

    After its completion, the park will be the French multinational’s biggest manufacturing facility for medium voltage equipment anywhere in the world, and some of its products will be supplied to overseas markets.

    The park will be a major R&D center, manufacturing center and supply hub through which the company will serve the global medium voltage market, according to Vincent Bruneau, vice president of Schneider Electric’s Global Supply Chain China.

    Through a combination of innovation-driven policies, open market access and strategic partnerships, China continues to strengthen its position as a key player in global manufacturing.

    “China has been advancing its manufacturing sector by focusing on high-end, intelligent, green development while increasing its efforts in technological innovation to unlock broader markets,” said Wan Hongxian, a professor at the Anhui University of Finance and Economics.

    “China’s manufacturing sector provides a highly promising market for global high-end equipment. Moreover, its advanced production capabilities and responsiveness to market demand enable the development of more high-quality products, delivering tangible benefits to consumers worldwide,” Wan added.

    Air Austral is an airline based on La Réunion which connects the islands in the Indian Ocean – La Réunion and Mayotte – with continental France and Europe. It plays a crucial role in improving access, connections and integration in those European regions.

    The airline is currently at great risk, however. The suspension clauses imposed by the Commission are a major obstacle to the continued existence of Air Austral, particularly after COVID-19, as part of its medium-haul fleet remains grounded. Insisting on the clauses may spell the end of an airline that provides a public service.

    Heavy rainfall in the Huesca and French Pyrenees has caused extensive damage to transport infrastructure. Some roads – such as the Somport and Bielsa border crossings – have had to be closed and will need to be repaired before they can be reopened.

    The Spanish authorities have expressed solidarity with their French counterparts and have stated that the priority should be to reopen the routes as soon as possible. France has announced, however, that the Somport crossing will be closed for 6 months, which would disrupt socio-economic development and the mobility of cross-border workers and tourists.

    The Commission recognises that the Member States are free to impose proportionate and justified restrictions on free movement.

    Bearing in mind that the priority should be to carry out the works as soon as possible to ensure that the border crossing is safe again, I would ask the following questions:

    • 1.Has an assessment of the damage been carried out to justify the closure time announced by France?
    • 2.How could the Commission help ensure that the works on the French side do not exceed the time strictly necessary to allow cross-border journeys to resume?
    • 3.If that justified period of time is exceeded, will the Commission demand that France reopens the crossing immediately?

  • MIL-OSI Europe: 79th Session of the United Nations General Assembly (22-27 Sept. 2024)

    The Republic of France has issued the following statement:

    The 79th session of the United Nations General Assembly (UNGA) is taking place at the UN Headquarters in New York from 22 to 27 September 2024. This year, the theme for the debate will be “Leaving no one behind: acting together for the advancement of peace, sustainable development and human dignity for present and future generations”.

    The UNGA was created under the Charter of the United Nations in 1945. It is the decision-making and representative body of the United Nations and now comprises 193 Member States. The UNGA adopts resolutions that help establish the standards of international law, on the basis of representativeness (1 State = 1 vote) and debate.

    During the 79th UNGA High-level Week, Heads of State and Government and other national representatives will gather to set out their priorities and discuss global challenges in order to advance peace, security and sustainable development.

    As the international community faces unprecedented challenges, this major diplomatic event will provide an opportunity for France to reaffirm its commitment to strong and effective multilateralism.

    France’s priorities for this UNGA are:

    • Addressing the main security crises

      France will reaffirm its support for Ukraine, advocate for an end to the crises in Gaza and Sudan, and mobilize to uphold international humanitarian law;
    • Fighting inequality linked to climate change and striving for environmental protection.

      France intends to increase the international community’s ambitions in relation to crucial issues such as the reduction of greenhouse gases, adaptation to climate change, and preservation of the oceans and biodiversity;
    • Fighting hate speech and disinformation

      France and its partners are working to combat disinformation and interference campaigns, which present a challenge to democracy;
    • Reforming the international system’s governance, in line with the Summit of the Future, to lead to institutions that are more efficient, equitable and representative of the diversity of our societies, including by promoting the participation of women in all decision-making processes.
