  • MIL-OSI Global: 5 tips for hurricane disaster planning with aging parents starting now, before the storms

    When I lived in Florida, I had a neighbor named Ms. Carmen. She was in her late 70s, fiercely independent and lived alone with her two dogs and one cat, which were her closest companions.

    Each hurricane season, she would anxiously ask if I would check on her when the winds began to pick up. She once told me: I’m more afraid of being forgotten than of the storm itself. Her fear wasn’t just about the weather; it was about facing it alone.

    When hurricanes hit, we often measure the damage in downed power lines, flooded roads and wind-torn homes. But some of the most serious consequences are harder to see, especially for older adults who may struggle with mobility, chronic health problems and cognitive decline.

    Emergency preparedness plans too often overlook the specific needs of elders in America’s aging population, many of whom live alone. For people like Ms. Carmen, resilience needs to start long before the storm.

    I study disaster preparations and response. To prepare for hurricane season, and any other disaster, I encourage families to work with their older adults now to create an emergency plan. Preparing can help ensure that older adults will be safe, able to contact relatives or others for help, and will have the medications, documents and supplies they need, as well as the peace of mind of knowing what steps to take.

    Recent hurricanes show the gaps

    In 2024, Hurricanes Helene and Milton put a spotlight on the risks to older adults.

    The storms forced thousands of people to evacuate, often to shelters with little more than food supplies and mattresses on the floor and ill-equipped for medical needs.

    Flooding isolated many rural homes, stranding older adults. Power was out for weeks in some areas. Emergency systems were overwhelmed.

    A tornado tore into a senior community in Port St. Lucie, Florida, during Milton, killing six people. Some long-term care facilities lost power and water during Helene.

    At the same time, some older adults chose to stay in homes in harm’s way for fear that they would be separated from their pets or that their homes would be vandalized.

    These events are not just tragic, they are predictable. Many older adults cannot evacuate without assistance, and many evacuation centers aren’t prepared to handle their needs.

    How to prepare: 5 key steps

    Helping older adults prepare for emergencies should involve the entire family so everyone knows what to expect. The best plans are personal, practical and proactive, but they will contain some common elements.

    Here are five important steps:

    1. Prepare an emergency folder with important documents.

    Disasters can leave older adults without essential information and supplies that they need, such as prescription lists, financial records, medical devices and – importantly – contact information to reach family, friends and neighbors who could help them.

    Many older adults rely on preprogrammed phone numbers. If their phone is lost or the battery dies, they may not know how to reach friends or loved ones, so it’s useful to have a hard copy of phone numbers.

    Consider encouraging the use of medical ID bracelets or cards for those with memory loss.

    Critical documents like wills, home deeds, powers of attorney and insurance records are frequently kept in physical form and may be forgotten or lost in a sudden evacuation. Use waterproof storage that’s easy to carry, and share copies with trusted caregivers and family members in case those documents are lost.

    2. Have backup medications and equipment.

    Think about that person’s assistive devices and health needs. Having extra batteries on hand is important, as is remembering to bring chargers and personal mobility aids, such as walkers, canes, mobility scooters or wheelchairs. Do not forget that service animals support mobility, so having supplies of their food will be important during a hurricane or evacuation.

    Ask doctors to provide an emergency set of medications in case supplies run low in a disaster.

    If the person is staying in their home, prepare for at least 72 hours of self-sufficiency in case the power goes out. That means having enough bottled water, extra pet food and human food that doesn’t need refrigeration or cooking.

    3. Map evacuation routes and shelter options.

    Identify nearby shelters that will likely be able to support older adults’ mobility and cognitive challenges. If the person has pets, make a plan for them, too – many areas will have at least one pet-friendly shelter, but not all shelters will take pets.

    Figure out how the person will get to a shelter, and have a backup plan in case their usual transportation isn’t an option. And decide where they will go and how they will get there if they can’t return home after a storm.

    If your loved one lives in a care facility, ask to see that facility’s hurricane plan.

    4. Create a multiperson check-in system.

    Don’t rely on just one caregiver or family member to check on older adults. Involve neighbors, faith communities or local services such as home-delivered meals, transportation assistance, support groups and senior centers. Redundancy is crucial when systems break down.

    5. Practice the plan.

    Go through evacuation steps in advance so everyone knows what to do. Executing the plan should be second nature, not a scramble during a disaster or crisis.

    Planning with, not just for, older adults

    Emergency planning isn’t something done for older adults – it’s something done with them.

    Elders bring not only vulnerability but also wisdom. Their preferences and autonomy will have to guide decisions for the plan to be successful in a crisis.

    That means listening to their needs, honoring their independence and making sure caregivers have realistic plans in place. It’s an important shift from just reacting to a storm to preparing with purpose.

  • MIL-OSI United Kingdom: Pompey Link: on-demand minibus service to improve connections in Portsmouth

    Portsmouth City Council is introducing Pompey Link, a shared, on-demand minibus service, which will be trialled for a 10-month period until the end of March 2026. Pompey Link combines elements of both a bus service and a taxi ride in a way that has not been seen in Portsmouth before.

    The service will be delivered by charity Community First and is made possible through funding from the Portsmouth Bus Service Improvement Plan (BSIP).

    Pompey Link is designed to improve public transport connections for both Paulsgrove and Port Solent. Paulsgrove residents can now easily reach Port Solent, while Port Solent residents will benefit from easier access to Paulsgrove, Queen Alexandra Hospital, and other bus and rail links at Cosham Interchange.

    The service ensures that both areas – particularly Port Solent, which currently lacks direct public transport connections – have more convenient travel options.

    Passengers can book a trip on demand or up to four days in advance, by phone or app, and will be picked up from their nearest bus stop, including the former bus stop outside the Odeon in Port Solent. This is a shared service, so the minibus may pick up and drop off other passengers on the way.

    Cllr Peter Candlish, Cabinet Member for Transport at Portsmouth City Council, said:

    “We’re excited to introduce Pompey Link, which provides better transport connections in the Paulsgrove area and a vital link to Port Solent, an area we know is currently underserved by public transport. Whether you are travelling for work or leisure, Pompey Link is a convenient and affordable travel option, and I hope people will try it.”

    Tim Houghton, Chief Executive of Community First, said:

    “We are delighted to offer the Paulsgrove and Port Solent community a reliable, affordable and more flexible way to travel. This service allows people to book a journey when they need it, reducing the need for fixed routes and providing a more responsive, environmentally friendly transport solution.

    This new service will be a lifeline for passengers, especially in Port Solent, who might not have access to transport to get to social and health appointments as well as for essential shopping trips.”

    Pompey Link will be available Monday to Saturday, from 9am to 7pm, excluding bank holidays. Trips can be booked using the Book a Journey app, available to download from the Apple and Google Play stores, and most journeys start from £2.

    For those who prefer to book over the phone, Community First’s customer service team is available Monday to Friday from 9am to 4.30pm on 0333 015 1271. Pompey Link vehicles are accessible for wheelchair users and passengers with folding pushchairs. Babies can travel where parents or carers provide a car seat. Guide and service dogs are welcome on board.

    UK international risk status for BSE downgraded in huge boost to farm sector

    World Organisation for Animal Health (WOAH) downgrades UK’s BSE risk rating to negligible

    The UK’s risk rating status for Bovine Spongiform Encephalopathy (BSE) has been downgraded to negligible by the World Organisation for Animal Health (WOAH).

    In a major boost for the food and farm sector, more avenues will now be open for trade with other countries as our improved risk status for beef and bovine products is recognised.  

    The abattoir and meat processing industry will be able to take advantage of changes to control measures, which will reduce operational burden and release financial savings for the abattoir and meat processing industry.

    The UK’s improved risk status is a reflection of the UK’s global reputation for having some of the highest standards in the world for biosecurity . 

    BSE, occasionally known as mad cow disease,  was a considerable public health concern in the 1980s leading to long-standing bans on British beef exports. The downgrading risk status marks a major step forward, reflecting decades of rigorous controls and opening the door to expanded trade and renewed confidence in UK beef.

    Farming Minister Zeichner said:

    Today’s announcement is a major step forward and will deliver a real boost to our hard-working cattle farmers, who will now have more avenues open for trading our excellent beef products.

    It is also a huge vote of confidence in this government’s commitment to rigorous animal health standards and biosecurity.

    UK Chief Veterinary Officer, Christine Middlemiss said: 

    WOAH’s recognition of the UK as negligible risk for BSE is a significant milestone and is a testament to the UK’s strong biosecurity measures and the hard work and vigilance of farmers and livestock keepers across the country who have all played their part in managing the spread of this disease.  

    This is the latest example of the UK’s global reputation as a world leader in biosecurity and our new status will improve UK trade for beef and bovine products and reduce the operational burden and create financial savings for the abattoir and meat processing industry.

    Natasha Smith, Deputy Director of Food Policy at the Food Standards Agency said:     

    This good news reflects that our strict controls in place to protect consumers such as controls on animal feed, and removal of the parts of cattle most likely to carry BSE infectivity,  have helped make sure there is no food safety risk.    

    Although the meat industry will be now able to use more of the carcass, consumers can be reassured that strict food safety controls remain in place.  Food Standards Agency Official Veterinarians and Meat Hygiene Inspectors working in all abattoirs in England and Wales will continue to ensure that the safety of consumers remains the top priority. 

    Nan Jones, British Meat Processors Association (BMPA) Technical Policy Manager said:

    This milestone is of significant value to the industry. To illustrate, the ability to recover mesenteric fat alone could generate value of approximately £10 million per year. Given the substantial benefits this change brings to our members, we hope that the improving UK–EU relationship offers an opportunity to seek earlier EU recognition of our status.

    Jonathan Eckley, Agriculture and Horticulture Development Board (AHDB) International Trade Development Director, said:

    This is welcome news for the UK beef sector. It highlights the strength of our animal health and food safety systems, reinforces the UK’s reputation for high-quality beef, and supports ongoing efforts to grow our export markets.

    Farmers and livestock owners are still urged to remain vigilant for BSE disease. BSE is a notifiable animal disease. If you suspect it, you must report it immediately by calling the Defra Rural Services Helpline on 03000 200 301. In Wales, contact 0300 303 8268. In Scotland, contact your local Field Services Office. Failure to do so is an offence. This applies to pet and small holder animals as well as commercial cattle.

  • MIL-OSI Africa: Annual Meetings 2025: African private-sector players and African Development Bank officials discuss business opportunities

    On the fourth day of the African Development Bank Group’s (www.AfDB.org) Annual Meetings in Abidjan (http://apo-opa.co/3ZcPGZZ), a seminar on business opportunities with the Group brought together private-sector players from 40 African countries and led to constructive exchanges with Bank officials.

    “Africa will not develop without a robust private sector. This seminar should give you a better understanding of how the Bank operates and how to work with us,” Gauthier Boulard, Senior Director of Resource Mobilization and Partners at the African Development Bank, told participants.

    During the seminar, the Bank provided updated information on its procurement plan and contractual policies, as well as on procedures for accessing business opportunities for companies or projects. Information was also shared on procurement rules, integrity and corruption.

    “With regard to our Ten-Year Strategy 2024-2033 (http://apo-opa.co/4jANgMb), we expect to have to finance more transformative projects, i.e. projects that bring about change in the market in which they take place…. We are ready to support the private sector,” said Ronald Rateiwa, Senior Strategy, Policy and Infrastructure Officer at the African Development Bank.

    Cheikh Ibra Faye, Director of Faye Groupe Services, a company active in Senegal, Mali and Côte d’Ivoire, commented: “I have just learned important information that I’ve been looking for for a year. I have a plan to replace West Africa’s urban vehicle fleet with vehicles powered by renewable energy, and I’d like to know what support is available from the African Development Bank,” he said.

    Aude Apetey-Kacou, Manager of Private Sector Operations for West Africa at the Bank, responded: “The Bank finances urban transport. So the fleet project meets one of our criteria. We would then need to discuss the project in a different setting, to find out more about its structure, the current state of financing and the progress of the studies already carried out, so that we can make a decision.”

    The creation of characteristically African social media, setting up biometric laboratories to combat cervical cancer, satellite imagery and the financing of small and medium-sized enterprises were just some of the projects brought to the attention of the Bank’s management by private-sector players.

    “Health is a key sector that the Bank intends to support and is already involved in. There are other sectors that are just as important, and we’ll have the opportunity to talk about them again,” confirmed Boris Honkpehedji, Senior Manager of Private Sector Operations at the African Development Bank.

    As of 31 December 2024, the African Development Bank Group’s investment portfolio had devoted 46% of its financing to the financial sector, 16% to energy, 15% to industry, 9% to transport, 9% to agriculture and social affairs, and 5% to multi-sector projects.

    Nearly £1 billion for NHS frontline after agency spend crackdown

    Government crack-down on rip-off temporary staffing agencies delivers unprecedented savings, as NHS trusts are urged to eradicate agency spending altogether

    NHS patients and staff are benefiting from an almost £1 billion boost for the frontline, as a government crack-down on rip-off temporary staffing agencies delivers unprecedented savings.

    The Health and Social Care Secretary Wes Streeting announced strict agency spending limits last November and ordered trusts to reduce their spend on agency staff by 30% in the short-term so more money could be reinvested in the frontline and the wider NHS workforce.  

    Latest figures show spending on agency staff has already fallen by almost £1 billion in 2024/25 – a huge reduction which has helped funding go towards improving the quality-of-care patients receive, helping to reduce waiting lists, and enhancing safety – as reducing reliance on agency staff has been shown to decrease clinical incidents.   

    The savings are part of a package of reforms delivered by this government which have collectively allowed above inflation pay rises to all NHS staff, including resident doctors and nurses, this year to be fully funded.

    The Secretary of State and NHS England Chief Executive Jim Mackey have today written to all trusts and integrated care boards (ICBs), urging them to build on this progress and ultimately eradicate agency spending altogether. If the government does not feel further progress has been made by the autumn, it will consider taking further legislative action. 

    Health Minister Ashley Dalton said:

    The taxpayer has been footing the bill for rip-off agencies for too long – while patients have languished on waiting lists and demoralised staff faced years of pay erosion.  

    That’s why we are pledging to eliminate this squander, and through our Plan for Change we are making major progress and seeing a radical reduction in costs.   

    We’re already backing our health workers with above-inflation pay rises and now, nearly £1 billion is being reinvested back to the frontline, getting patients off waiting lists and putting money back into our workforce’s pocket.

    The NHS was forced to spend a staggering £3 billion on agency staff in 2023/24, money that could have been used to tackle record waiting lists and improve patient care. Recruitment agencies have charged NHS trusts up to £2,000 for a single nursing shift, thanks to the 113,000 staffing vacancies across the service. 

    The government’s laser focus on reducing waste means all NHS workers, including doctors and nurses, will receive real terms pay rises for the second year in a row, fully funded from central budgets. 

    It is funding a pay rise of 4% for consultants, specialty doctors, specialists and GPs, with dentists also receiving a contract uplift to increase their pay.  

    Resident doctors will see their pay rise by an average of 5.4% (a 4% rise plus a consolidated payment of £750) and we expect the average full-time basic pay of a resident doctor will reach about £54,300 in 2025-26.  Agenda for Change (AfC) staff, which includes nurses, health visitors, midwives, ambulance staff, porters and cleaners will see their pay rise by 3.6%. The starting salary for a nurse will now be around £31,050, up from around £27,050 in 2023.

    A new delivery group is being established across the Department of Health and Social Care and NHS England to monitor progress on tackling agency spending, and ensure trusts are taking robust action.  

    Trusts were previously ordered to reduce bank use – NHS staff who work temporary shifts at hospitals – by at least 10%, on top of strict agency spending limits across the health service. They have now been told to evaluate them against the local market to ensure they are not more than the average equivalent agency rate.  

    Elizabeth O’Mahony, chief financial officer at NHS England, said:

    The NHS is fully committed to making sure that every penny of taxpayers’ money is used wisely to the benefit of patients and the quality of care they receive.

    Our reforms towards driving down agency spend by nearly £1 billion over the past year will boost frontline services and help to cut down waiting lists, while ensuring fairness for our permanent staff.

    The government will scrap border checks on fruit and veg imported from the European Union in an early move to ease trade ahead of its new SPS (sanitary and phytosanitary) deal with the EU.

    The agreement will establish a UK-EU sanitary and phytosanitary zone, slashing costs, easing pressure on food prices and eliminating routine SPS border checks for food exports and imports.

    This means that checks on medium-risk fruit and vegetables (including tomatoes, grapes, plums, cherries, peaches, peppers, and more) imported from the EU will not be required – and will therefore not be brought into force this summer.

    In the short term, businesses can continue importing medium-risk fruit and vegetables from the EU without the products being subject to import checks or being charged associated fees.

    The SPS agreement will make food trade with the UK’s biggest market cheaper and easier. Cutting excessive red tape and fees for traders exporting to and importing from the EU will strengthen supply chains and reduce prices for businesses and consumers.

    A strengthened, forward-looking partnership with the European Union will deliver for working people as part of our Plan for Change.

    The easement of import checks on medium-risk fruit and vegetables from the EU was introduced as a temporary measure to provide businesses time to prepare for their implementation, and ensure a smooth flow of essential goods across the UK border.

    The easement of checks has now been extended from 1 July 2025 to 31 January 2027 as a contingency measure, following the government’s announcement that it will agree a new SPS deal with the EU.

    The details of the SPS agreement are now to be negotiated; traders must continue to comply with the UK’s Border Target Operating Model (BTOM).

    Protecting UK biosecurity remains a key government priority, and risk-based surveillance will continue to manage the biosecurity risks of these products.

    Defra will continue to work with the Animal and Plant Health Agency and Border Control Post operators to maintain UK biosecurity while minimising disruption to the flow of goods.

    Welcome to this year’s OeNB Annual Economics Conference in cooperation with SUERF.

    I would like to start by warmly welcoming everyone – whether you are joining us in person here at the OeNB or online. My sincere thanks go to our esteemed speakers, panelists and researchers for sharing their time and expertise. I would also like to extend my heartfelt appreciation to all those behind the scenes, whose hard work and dedication are making this event possible and enjoyable for us all.

    At last year’s conference, we explored the theme “The central bank of the future: opportunities and challenges.” And our discussions then laid important groundwork for the issues we are facing today. Over the past year, we have witnessed a series of substantial challenges, each with the potential to reshape the global economic landscape and, in turn, the very framework in which monetary policy must operate.

    It is in this context that we are approaching this year’s theme: “Monetary policy and structural tectonic shifts.” Much like how we feel and see tectonic shifts through earthquakes and volcanic eruptions, our world has recently experienced economic and geopolitical tremors – disruptions that have shaken long-held assumptions and institutions. In my opening remarks, I will briefly highlight three key developments that reflect these shifts, offering insights into their implications and addressing the critical questions they pose for the future of monetary policy.

    Some reflections on the past twelve months

    Let me start by looking back. Since our last conference, the inflation landscape has shifted significantly. Following a period of sharp price increases, we took decisive monetary policy action that helped to stabilize the situation. Encouragingly, these efforts were fruitful, and in June 2024, we began a process of gradually reducing key interest rates. With seven consecutive rate adjustments, we brought the deposit facility rate down to its current level of 2.25%.

    However, the inflation surge and subsequent developments have also revealed new layers of complexity in maintaining price stability. Today, central banks must navigate an environment that is more intricate than ever before. Traditional tools often behave in unpredictable ways when used in times of global disruptions. During the recent inflationary period, the factors at the forefront of our concerns included disrupted supply chains, volatile energy markets and the ongoing unwinding of unconventional monetary policy instruments.

    As we look ahead, I believe we must approach the current challenges in two distinct blocks. First, what emerging trends would have shaped the economic and financial landscape if the current tectonic shifts originating in the United States had not occurred? In this context, I will touch on artificial intelligence, financial innovation and new insights into the natural rate of interest or r-star. Second, now, a couple of months into the second term of the Trump presidency, we find ourselves facing new challenges in truly uncharted territory. Frequently shifting economic signals from the United States continue to inject an added layer of unpredictability, further complicating the already complex task of policymaking.

    Three big challenges shaping the future of money and policy

    Let me briefly point out three big challenges we were already dealing with before Donald Trump got reelected. First, I would like to draw your attention to an innovation in the cryptocurrency sphere that has gained growing relevance and with a potential systemic impact: stablecoins. Unlike highly volatile crypto assets such as Bitcoin or Ethereum, stablecoins are pegged to reference assets like the US dollar, offering greater price stability and edging closer to meeting the traditional functions of money. Dollar-pegged stablecoins such as Tether and USDC have grown substantially in both market capitalization and global reach. Yet, as highlighted by Fed Board Governor Christoph Waller, this rapid growth brings with it serious regulatory and monetary policy implications.1

    Second, also in the realm of technology, recent developments in artificial intelligence (AI) have the potential to fundamentally alter the way we live – and, by extension, the structure of the global economy. I suspect that most of today’s audience has already interacted with AI in some form, whether for highly productive purposes or perhaps for more casual experimentation. Yet, the broader implications of AI extend far beyond personal use. From reshaping entire industries to transforming the very nature of work, AI introduces both unprecedented opportunities and significant challenges. One critical issue is that traditional economic indicators may fall short in capturing the true impact of AI-driven innovation, especially in knowledge-based sectors (see Baily, Brynjolfsson and Korinek, 2023).

    Third, and this is where many of the points I have raised are coming together, the natural rate of interest, or r-star, has returned to center stage, with recent estimates suggesting a modest upward shift. In a recent paper, we examined the key factors influencing r-star. While overall productivity remains a fundamental driver, demographic trends also play a crucial role. Here, the outlook remains largely unchanged: our societies continue to age, and uncertainty persists about the long-term economic impact of migration. Therefore, pension reforms, such as raising the retirement age, could generate meaningful, and potentially lasting, upward effects on r-star (Breitenfellner et al., 2024).

    Let me now briefly touch on the enormous global investment needed to fight climate change and how this connects to r-star. According to the International Energy Agency, annual investment in clean energy must reach USD 4.5 trillion by 2030 so that we stay on track for the 1.5-degree target.2 Closing this gap through targeted public and private investment is not just a moral imperative butcan also raise the global natural rate of interest. Productive, climate-aligned capital deepens investment demand and improves growth prospects, especially in regions with untapped potential. In this way, the green transition can contribute not only to achieving climate goals but also to ensuring macroeconomic sustainability.

    Finally, central banks are very aware of the changing world and thus regularly engage in thorough reviews of their strategies. The Federal Reserve’s current review, for instance, focuses on two main areas: an analysis of its policy approach, and its tools for communicating policy. Notably, the Federal Open Market Committee’s 2% long-run inflation target is not part of this review. The Bank of Canada has reviewed its extraordinary policy actions during the COVID-19 crisis (ranging from emergency rate cuts to quantitative easing and forward guidance) and found that they had been crucial in stabilizing financial markets, supporting economic recovery.3 Also, the Eurosystem is currently engaged in an intermediate strategy review, incorporating the lessons of recent years to refine and enhance our policy decisions. This ongoing process underscores our commitment to continuously improving decision-making in a rapidly evolving environment. While some of these reviews are still ongoing, I expect that many of the topics we are discussing today will be part of them.

    A new US administration and the dramatic shifts it has unleashed

    In my view, these were the pressing issues of our time even before US President Trump was reelected. And now, in his new term, we have already seen an unprecedented series of tectonic shifts, not only economically, but also in terms of global organization and institutional dynamics. To make sense of where we stand today, let me offer some structure, outlining four key challenges that have emerged since President Trump took office.

    First, current US foreign and trade policies have triggered a series of events that continue to reverberate across Europe and the global economy. Frequent shifts in trade policy have fueled economic uncertainty, undermining stability and resulting in tangible losses for all parties involved. Yet, there is currently no clear consensus in the academic literature on how monetary policy should best respond to such persistent and politically driven uncertainty.

    Second, the Trump administration has decided to withdraw from important supranational initiatives and bodies, like the Paris Agreement and the World Health Organization. Even membership in the International Monetary Fund is currently under question. The US leaving the IMF would drastically reduce the international role of the USA and the US dollar even more. When a major global economy becomes an unreliable partner, it puts significant additional strain on already fragile global markets, making economic forecasts more complex and policy decisions even more challenging in an already uncertain environment.

    Third, given this heightened uncertainty, the international role of the euro can be expected to grow. Amid erratic tariff decisions and threats to the Federal Reserve, global investors have shifted away from US assets toward gold, which leads to a depreciation of the US dollar. While this shift presents an opportunity for the euro to emerge as a more reliable and stable reserve currency, it also raises new questions for monetary policy. The well-known Triffin dilemma reminds us that countries issuing global reserve currencies are faced with the structural tension that builds when they must run trade deficits to provide global liquidity, even at the expense of long-term economic stability at home. For central banks, this creates a complex balancing act.

    Fourth, a United States that appears less committed to Western security significantly weakens the military capabilities of NATO and leaves Europe more vulnerable to external threats. In response to these shifting dynamics, European countries have initiated a review of their common defense strategy and announced substantial increases in defense spending. As these fiscal impulses begin to unfold across the economy, the Eurosystem must remain highly vigilant, closely monitoring any inflationary pressures and responding with determination if needed.

    How can we rethink monetary policy in a period of tectonic shifts?

    Central banks must constantly adapt to a changing environment. That is why the Eurosystem has committed to regularly reviewing its strategy. Indeed, as I have mentioned before, we are currently undertaking an intermediate strategy review. This process draws on the lessons of recent years to refine and strengthen our approach to policymaking. It reflects our firm commitment to continuously improving how we assess, decide and act in a rapidly evolving environment.

    In today’s sessions, we will hear from keynote speakers Daniel Gros of Bocconi University and Huw Pill of the Bank of England, alongside a panel of distinguished experts. Their insights will help bring together academic perspectives and policy practice, enriching our collective understanding. Tomorrow, we will delve deeper into recent academic research and consider its implications for the future of monetary policy.

    With that, I wish all of us a stimulating, thought-provoking and productive conference. I am confident that our discussions will not only deepen our understanding of the challenges ahead but also spark fresh ideas. Let us approach today’s tectonic shifts not merely as threats, but as opportunities to shape a more resilient and forward-looking monetary policy.

  • Mizoram schools shut for third day due to rain

    All the government and private schools in Mizoram remained closed on Monday due to heavy rains that triggered landslides, rockfalls, and waterlogging in different parts of the mountainous state, officials said.

    A senior official of the School Education Department said that Deputy Commissioners of all 11 districts issued separate notifications closing the schools on Monday as a precautionary measure to ensure the safety of the students.

    After the beginning of the current spell of heavy rain, earlier, schools were closed across the state for two days on May 29 and May 30.

    However, there was no rain in the state capital, Aizawl, till Monday afternoon.

    Aizawl District Deputy Commissioner Lalhriatpuia, in a notification, said that due to torrential rainfall in the past few days, which resulted in mudflows, landslides, rockfalls and other calamities at various locations within the district, the district authority deems it appropriate to suspend attendance of school-going students for their safety and well-being. This decision has been arrived at after perusing the Indian Meteorological Department (IMD) district-wise warning for June 2 (Monday) and appropriate consultation with relevant stakeholders of the Aizawl District Disaster Management Authority (ADDMA).

    Mizoram Chief Minister Lalduhoma on Sunday held a review meeting with the ministers concerned and senior officials.

    According to a preliminary report of the Disaster Management and Rehabilitation (DMR) Department, 60 houses have collapsed and 69 families have been evacuated from their houses due to the risk of collapse.

    A total of 211 landslides have been reported in different parts of the state till Sunday evening, highways blocked at 83 locations, and four retaining walls have collapsed, the report said. Additionally, rising water levels in riverside habitation areas were reported.

    All the Deputy Commissioners also submitted detailed status reports from their respective districts.

    During Sunday’s meeting, the Chief Minister expressed his gratitude to all those working tirelessly across the state, including first responders, support teams, and personnel involved in evacuation and relief operations. He lauded the resilience of the Mizo people and urged continued support for affected individuals and families.

    A key priority highlighted in the meeting was ensuring that access to district headquarters and the airport remains uninterrupted by keeping essential roads operational.

    Lalduhoma also directed that adequate funds be allocated to all District Disaster Management Authorities (DDMAs) and that relief funds for victims be released at the earliest. It was resolved that disaster-affected areas must be continuously monitored under the supervision of the Department of Disaster Management and Rehabilitation (DM&R). Comprehensive and timely reports are to be submitted to the central government to ensure proper coordination and response.

    The meeting was attended by Home Minister K. Sapdanga, PWD Minister Vanlalhlana, DM&R Minister Prof. Lalnilawma, Public Health Engineering Minister F. Rodingliana, and several senior government officials.

    CHP investigates sporadic case of Shiga toxin-producing Escherichia coli infection 
    The case involves a 59-year-old man with good past health who attended the Accident and Emergency Department of Tseung Kwan O Hospital on April 28 due to an acute neurological condition, and was transferred to the neurosurgery ward of Kwong Wah Hospital (KWH) for hospitalisation on the same day. He developed bloody diarrhoea on May 9, and this symptom has been resolving since May 12 after treatment. He remains hospitalised for his acute neurological condition and is now in stable condition. His household contact is asymptomatic.
     
    His stool sample tested positive for STEC.
     
         A preliminary investigation by the CHP revealed that the patient had consumed food in the community during the early stage of the incubation period, including patronising restaurants and consuming takeaway food at home. The CHP obtained detailed information from his household member about the food he consumed at home and the cooking process. No high-risk factors were identified. However, the patient could not provide any information on the restaurants he had patronised due to his current health condition. Since the patient was hospitalised during part of the incubation period, CHP staff, for the sake of prudence, visited KWH to investigate and identify the source of the infection.
     
    The other patients who had been hospitalised in the same ward as the patient in question and the medical staff working in the ward were asymptomatic. Arrangements have been made to test stool samples from other patients hospitalised in the same ward and from the healthcare workers responsible for feeding the patient.
     
    The CHP also took environmental samples and samples of the nutritional products consumed by the patient concerned during his stay at KWH. The results showed that all the stool samples from the healthcare workers and patients, and all environmental and nutritional product samples from the ward, were negative for STEC. The CHP has also stepped up surveillance of staff and patients in the ward, and no other cases have been detected. Therefore, the CHP believes that the patient was more likely to have been infected in the community, though the source has not yet been confirmed.
     
    The CHP has recorded one to six cases of STEC infection annually in the past five years (2020 to 2024). The CHP has recorded two cases of STEC infection (including the case announced above) in the first five months of this year. There is no rising trend or abnormal cluster. In general, STEC infections are usually associated with the consumption of contaminated food or water, such as raw or undercooked meat products, contaminated fruits and vegetables, and unpasteurised dairy products. Direct person-to-person transmission through the faecal-oral route can also occur. The public are advised to observe good personal and food hygiene.

    Dear Chairman Aderholt and Ranking Member DeLauro,

    As the House Appropriations Subcommittee on Labor, Health and Human Services, Education and Related Agencies develops its Fiscal Year (FY) 2026 appropriations bill, we write to ask for your support in funding the Department of Labor (DOL)’s Bureau of International Labor Affairs (ILAB). We request no less than the Fiscal Year 2025 enacted level for ILAB to ensure that it can continue to carry out its congressionally mandated mission. We also urge you to encourage ILAB to continue allocating balanced funding for programs that address labor rights and promote freedom of association, as well as exploitative child labor and forced labor internationally.

    As you know, ILAB’s mission is to promote a fair global playing field for workers in the United States and around the world by enforcing trade commitments, strengthening labor standards, and combating international child labor, forced labor, and human trafficking. ILAB works to ensure that fully enforceable labor standards are at the core of our trade agreements and programs, and that trade partners’ laws and practices align with those commitments. The need to continue increasing these capacities across international supply chains and in workplaces around the world remains evident.

    The Government Accountability Office (GAO) in 2014 found that limited resources have prevented DOL from more proactively monitoring trade partner compliance under 14 U.S. free trade agreements with 20 countries and monitoring of trade preference programs with about 120 countries (GAO 15-160). As a result, GAO found that DOL “systematically monitor[s] and enforce[s] compliance with FTA labor provisions for only a few priority countries.” Moreover, GAO also found that ILAB lacks sufficient capacity to carry out the timely investigation of formal submissions regarding violations of trade agreements. The requested funding aims to continue to remedy the weaknesses identified by GAO and to address the historical imbalance in the allocation of ILAB programming activity.

    We also want to stress our support for ILAB’s work enforcing the USMCA. Through the novel Rapid Response Labor Mechanism (RRM), ILAB has taken labor enforcement actions and worked to ensure compliance of our USMCA partners, especially Mexico, with the commitments of the agreement. Further, ILAB’s labor attaché program is crucial in monitoring working conditions on the ground and ensuring trading partners uphold internationally recognized labor rights and comply with labor-related trade obligations. We hope ILAB will continue to spend at least $30 million annually of USMCA appropriated funds on worker organizing and union capacity building in Mexico. 

    USMCA’s implementing legislation included $180 million for ILAB over four years to support unprecedented reform of the labor justice system in Mexico, worker-focused capacity building, and other implementation efforts in addition to $30 million over eight years for ILAB to monitor compliance with USMCA labor obligations. Given this four-year annual appropriation expired in December 2023 and the increased workload for ILAB expected with the upcoming 2026 USMCA review, we stress the importance of robust funding for ILAB.

    We also reject attempts to cut ILAB’s program funding and reaffirm the critical role that ILAB plays in ensuring our trade relationships strengthen and uphold worker rights around the world. Gutting ILAB does not put America first. It undermines American workers, distorts markets in favor of unscrupulous businesses and regimes, strips our trade and customs officials of critical enforcement tools, and accelerates a global race to the bottom on workers’ rights. ILAB is one of the only U.S. government entities with the infrastructure, expertise, and on-the-ground partnerships necessary to effectively counter forced labor

    ILAB must continue to fulfill the various aspects of mission—enforcing our trade commitments, strengthening labor standards, and combating international child labor, forced labor, and human trafficking. Accordingly, we request inclusion of the following language in the committee report that will accompany the FY 2026 Labor, Health and Human Services, Education, and Related Agencies appropriations bill:

    Of amounts appropriated to the International Labor Affairs Bureau (ILAB), the Secretary is directed that the amount allocated in grants to promote labor rights and freedom of association, and to build the capacity of independent trade unions and countries to enforce labor rights and to promote a more level playing field for U.S. workers shall be at least equal to the amount allocated in grant funding for combatting child labor. ILAB is directed to continue its work on three key reports including DOL’s Findings on the Worst Forms of Child Labor; the List of Goods Produced by Child Labor or Forced Labor; and the List of Products Produced by Forced or Indentured Child Labor.

    ILAB plays a critical role in helping U.S. workers compete in a global economy. No other U.S. government agency has the expertise and mandate to effectively carry out this mission. We urge you to provide no less than the FY25 enacted level for ILAB so the Bureau can continue its mission to improve the working conditions and rights of workers around the world.

    The contract signed by the Ministry of Health with the American companies RealGenix and Beginnings, granting them the exclusive right to collect, analyse and commercially exploit the genetic material (DNA) of 100 000 newborns over the period 2025–2029, has caused alarm and public outcry in Greece.

    The contract was signed in complete violation of the Charter of Fundamental Rights of the EU Articles 1, 3 (in particular the free and informed consent of the person, the prohibition on the commercialisation of the human body, the protection of personal self-determination), 7 and 8. It took place without public consultation, any competitive procedure or publication on ‘The Transparency Portal (Diavgeia)’, but with a confidentiality clause, in violation of the principles of transparency, accountability and Directive 2014/24/EU on public procurement.

    The Institute of Child Health (ICH) was completely bypassed, while its Scientific Council expressed unanimous opposition, citing serious legal, ethical and scientific issues.

    The genetic material of newborns (DNA) is classed as the companies’ exclusive property, while its collection is carried out without the explicit consent of the parents. The agreement also provides for the transfer of the National Newborn Screening Programme from the public to the private sector, without any democratic or scientific control.

    In view of the above:

    • 1.Is the Commission aware of the agreement and the procedures followed?
    • 2.Does it intend to launch an investigation and request the suspension of the agreement?
    • 3.Does it intend to establish a common European framework for bioethics and the genetic data of minors?

    PROCLAMATION

    During Mental Health Awareness Month, we recognize the millions of Californians living with mental health conditions. We also recognize the invaluable role mental health care plays in every Californian’s life. Mental health care is health care and is critical to our overall well-being.  

    But mental health care has gone unaddressed and underprioritized for far too long. One in five U.S. adults experiences mental illness each year, and more than half do not receive care. After state hospitals shuttered in the 1960s with an unfulfilled promise of more community-based care, prisons and jails became the de facto mental hospitals. Suicide rates are on the rise, with Native people, men, veterans, and members of the LGBTQ community experiencing disproportionately high rates.

    California is revolutionizing mental health care, finally fulfilling the promise of the 1960s – with an over $6 billion Behavioral Health Bond to build 11,150 new treatment beds and housing units and 26,700 outpatient treatment slots for homeless people with serious mental illness, kids with depression, and everyone in between. We’ve transformed the Mental Health Services Act to support those with substance use disorders and behavioral health needs, including through nearly $1 billion annually proposed for housing supports and services. We created CARE Court, a nation-leading model to provide care and services to people with untreated, severe mental illnesses, like schizophrenia. We’ve modernized the conservatorship system to make it a more effective, last resort tool to ensure people get the help they need.

    But we’re also committed to preventative care and conversation before mental health conditions hit a crisis point. California’s Master Plan for Kids’ Mental Health has increased access to mental health and substance use disorder treatment services for kids, parents, and communities. We have created resources and support systems for people from all walks of life.

    The next critical step is recognizing when these tools are needed and using them as appropriate. Mental Health Awareness Month is an opportunity to check in with themselves and with their loved ones, to assess and talk about their mental health. I urge all Californians to learn about what help and support is available at mentalhealth.ca.gov.

    PROCLAMATION

    During Foster Care Month, we reaffirm to the more than 35,000 foster children and youth in California that we stand in unwavering support of them, and we show gratitude to the thousands of foster families across the state who offer stability and care during critical development stages.

    All children deserve a safe, loving, and permanent home. Foster youth face extraordinary challenges: separation from their biological families at a young age, frequent uprooting from placements, and exposure to adverse childhood experiences. As a result, foster youth are more likely to face difficulties in both the short and long term, with lower graduation rates and higher rates of homelessness as adults. All too often, children of color and LGBTQ youth – who are overrepresented in the system – bear the brunt of these difficulties.

    California is committed to doing right by all our young people, and we are working to ensure that the most vulnerable youth have all they need to not just survive but thrive. To keep families together and reduce foster care entries, the state has created programs to support and educate parents and families to keep their children safely and happily with them. However, if kids must enter the system, we prioritize home-based family care above group homes, recognizing the importance of a stable and loving support system. Consistency and care are critical to a healthy childhood, and foster families offer kids safe haven.

    Although half of all foster children are reconnected with their families, and about a quarter are adopted, some foster kids ultimately age out of the system. In 2023, California launched two pilot programs that provide guaranteed income to foster youth aging out in order to support basic needs and disrupt the cycle of poverty. All kids, regardless of circumstance, deserve the opportunity to pursue their dreams. To support foster youth, the state is creating pathways to careers through the Master Plan for Career Education and making financial supports more accessible for those attending college, including investing in the CalKIDS program to set up child savings accounts of up to $1,500 for every foster child. The Middle Class Scholarship has expanded to cover tuition and fees for UC and CSU students with experience in foster care. Community colleges, CSUs, and UCs all have established programs to help former foster youth successfully transition to college life and adulthood.

    Every foster child deserves to grow up happy, healthy, and loved. We are indebted to the many foster families across the state who have answered the call, as we also recognize the need for more loving families to open their homes and change kids’ lives for the better. It takes a village to raise a child, and California is proud to play its part in doing so.

    Sacramento, CaliforniaStrengthening the dedicated groups that protect the safety of Californians, today Governor Gavin Newsom congratulated multiple graduates with the California Department of Forestry and Fire Protection (CAL FIRE), the California Department of Corrections and Rehabilitation (CDCR), and the California Highway Patrol (CHP).

    These firefighters, correctional officers, and highway patrol officers join their colleagues in communities statewide to protect the state of California.

    Enhancing our firefighting fleet

    CAL FIRE celebrated 38 new Company Officer Academy graduates. These leaders will supervise and direct firefighters as CAL FIRE Company Officers.

    The Academy offers extensive training in emergency and daily personnel management, physical conditioning, wildland and structural incident command, fire investigation, and the operation of fire vehicles, encompassing driving, pumping, and specialized wildland gear.

    “Graduations are a time to come together with family, friends, and coworkers to celebrate the hard work our Company Officers have put in over the past six weeks. These women and men represent the next generation of leadership at CAL FIRE. I am very proud of their accomplishment and wish them the best as they return home to their new roles,” said CAL FIRE Chief/Director Joe Tyler.

    This cohort brings the total number of Company Officer Academy graduates in 2025 to 272, highlighting CAL FIRE’s continued investment in leadership development and operational readiness.

    In addition to this program, 42 students have successfully completed the Emergency Command Center Academy so far this year, further strengthening CAL FIRE’s ability to respond quickly and effectively to emergencies across California.

    This graduating class brings the total number of Company Officers employed by CAL FIRE to over 4,150.  

    Protecting our communities 

    Following an intensive 13-week program at the Basic Correctional Officer Academy 168 cadets graduated, embarking on their new careers as CDCR correctional officers. 

    “It takes a special kind of person to wear the badge, the sacrifices and dedication of our families cannot be overstated. Our future success is dependent upon your professionalism, respect, and commitment to excellence,” said CDCR Secretary Jeff Macomber.

    Including these graduates, CDCR will have 601 graduates this year, marking a significant step forward in CDCR’s ongoing efforts and focus on recruitment, hiring, promotion, retention and culture through collaboration of diverse and qualified candidates. Following their graduation, officers serve in institutions throughout California.        

    With these graduates, there are a total of nearly 21,500 correctional officers at 31 adult institutions statewide.

    Patrolling our streets and highways 

    The CHP welcomed 133 new officers who completed 26 weeks of rigorous training at the CHP Academy in West Sacramento. The officers now report to one of the CHP’s 102 Area offices across California to begin their law enforcement careers.

    Academy cadets receive training in areas such as traffic enforcement, collision investigation, defensive tactics, firearms, emergency vehicle operations, community policing, legal responsibilities, communication, ethics, and cultural awareness to prepare them for serving California’s diverse population.

    “This graduation marks the beginning of a commitment to protecting and serving others. These officers have demonstrated their dedication to keeping California’s communities safe and upholding the CHP’s core values,” said CHP Commissioner Sean Duryee.

    Nearly 300 cadets continue training at the West Sacramento facility, and another 160 are scheduled to begin instruction on June 9 as part of the department’s ongoing efforts to strengthen public safety statewide.

    So far, the CHP has sworn in 364 officers in 2025 with this graduating class. There are a total of nearly 7,000 CHP officers statewide protecting our roadways.

This milestone was achieved only five business days following the U.S. Food and Drug Administration (FDA) approval of YUTREPIA on May 23, 2025, for the treatment of pulmonary arterial hypertension (PAH) and pulmonary hypertension associated with interstitial lung disease (PH-ILD).

    On May 30, 2025, the U.S. District Court for the Middle District of North Carolina denied United Therapeutics’ (UTHR) request for a preliminary injunction and a temporary restraining order in its complaint filed against Liquidia (Case No. 1:25-cv-00368) alleging infringement of U.S. Patent No. 11,357,782 (the ‘782 patent). UTHR sought to enjoin Liquidia from commercializing YUTREPIA for the treatment of patients with PAH and PH-ILD. The Court denied the request, in part, based on its conclusion that UTHR is not likely to succeed on the merits of its claims. Liquidia has also filed a motion to dismiss, stay or transfer UTHR’s claims regarding the ‘782 patent. That motion remains pending with the Court. With this denial, UTHR no longer has any motions pending that seek emergency relief to enjoin the launch of YUTREPIA.

    About Pulmonary Arterial Hypertension (PAH)
    Pulmonary arterial hypertension (PAH) is a rare, chronic, progressive disease caused by narrowing, thickening or stiffening of the pulmonary arteries that can lead to right heart failure and eventually death. Currently, an estimated 45,000 patients are diagnosed and treated in the United States. There is currently no cure for PAH, so the goals of existing treatments are to alleviate symptoms, maintain or improve functional class, delay disease progression, and improve quality of life.

    About Pulmonary Hypertension Associated with Interstitial Lung Disease (PH-ILD)
    Pulmonary hypertension (PH) associated with interstitial lung disease (ILD) includes a diverse collection of up to 200 different pulmonary diseases, including interstitial pulmonary fibrosis, chronic hypersensitivity pneumonitis, connective tissue disease-related ILD, and chronic pulmonary fibrosis with emphysema (CPFE) among others. Any level of PH in ILD patients is associated with poor 3-year survival. A current estimate of PH-ILD prevalence in the United States is greater than 60,000 patients, though population size in many of these underlying ILD diseases is not yet known due to factors including underdiagnosis and lack of approved treatments until March 2021, when inhaled treprostinil was first approved for this indication.

    INDICATION
    YUTREPIA (treprostinil) inhalation powder is a prostacyclin analog indicated for the treatment of:

    • Pulmonary arterial hypertension (PAH; WHO Group 1) to improve exercise ability. Studies establishing effectiveness predominately included patients with NYHA Functional Class III symptoms and etiologies of idiopathic or heritable PAH (56%) or PAH associated with connective tissue diseases (33%).
    • Pulmonary hypertension associated with interstitial lung disease (PH-ILD; WHO Group 3) to improve exercise ability. The study establishing effectiveness predominately included patients with etiologies of idiopathic interstitial pneumonia (IIP) (45%) inclusive of idiopathic pulmonary fibrosis (IPF), combined pulmonary fibrosis and emphysema (CPFE) (25%), and WHO Group 3 connective tissue disease (22%).

    SELECTED SAFETY INFORMATION: WARNINGS AND PRECAUTIONS

    • Treprostinil is a pulmonary and systemic vasodilator. In patients with low systemic arterial pressure, treatment with Treprostinil may produce symptomatic hypotension.
    • Treprostinil inhibits platelet aggregation and increases the risk of bleeding.
    • Co-administration of a cytochrome P450 (CYP) 2C8 enzyme inhibitor (e.g., gemfibrozil) may increase exposure (both Cmax and AUC) to treprostinil. Co-administration of a CYP2C8 enzyme inducer (e.g., rifampin) may decrease exposure to treprostinil. Increased exposure is likely to increase adverse events associated with treprostinil administration, whereas decreased exposure is likely to reduce clinical effectiveness.
    • Like other inhaled prostaglandins, YUTREPIA may cause acute bronchospasm. Patients with asthma or chronic obstructive pulmonary disease (COPD), or other bronchial hyperreactivity, are at increased risk for bronchospasm. Ensure that such patients are treated optimally for reactive airway disease prior to and during treatment.
    • Most common adverse reactions with YUTREPIA (≥10%) are cough, headache, throat irritation and dizziness.

    Longest waits to be targeted.

    More than £106 million has been allocated to health boards to help tackle the longest waits for procedures and operations.

    The funding has been assigned to specialty areas for the year ahead where it can have the greatest impact against the longest waits – this includes £25 million for trauma and orthopaedics, £21 million for imaging, £14 million for cancer treatment and more than £12 million for ophthalmology.

    The investment is part of the £200 million announced as part of the Programme for Government to build capacity, tackle delayed discharge and improve patient flow through hospitals.

    Health Secretary Neil Gray said:

    “This government is focussed on taking the action needed to cut waiting lists – significant activity is already underway through this additional investment which will help us target the longest waits for treatment.

    “We are determined to reduce patient waits in the year ahead and this £106 million of additional funding will help us to deliver more than 150,000 extra appointments and procedures in 2025-26. This funding is just part of our record investment of £21.7 billion for health and social care this year.

    “Last year, health boards vastly exceeded the commitment to deliver 64,000 appointments and procedures – instead delivering more than 105,000 through our targeted approach.  This investment will allow us to build on this progress and deliver tangible improvements for patients.”

    The Kostaive vaccine (ARCT-154) was approved on 14 February 2025. It is based on a new form of mRNA technology in which the mRNA replicates itself in the body’s cells after vaccination. In contrast to conventional mRNA vaccines, Kostaive contains additional genetic information.

    This so-called self-amplifying mRNA technology is not without controversy, particularly due to potential long-term risks such as possible damage to the genome (genotoxicity).

    According to the safety plan of the European Medicines Agency (EMA), Kostaive has not undergone any studies of its own that have specifically investigated possible damage to the genome. Instead, data from similar products were used, for example from the active substance ARCT-810, from a fat-based transport envelope (lipid nanoparticles, LNP for short) and from a computer evaluation of another active substance (ATX-126). According to the EMA’s assessment, these results do not indicate any risk of genotoxicity.

    Auckland, New Zealand, 1 June 2025 – MSD (tradename of Merck & Co., Inc., Rahway, N.J., USA (NYSE: MRK) is delighted to announce that from today, Pharmac will widen the funding of the immunotherapy cancer medicine KEYTRUDA® (pembrolizumab) to include the treatment of eligible people with stage III melanoma. 1  

    Vanessa Gascoigne, Merck Sharp & Dohme (New Zealand) Limited (MSD) Director, expressed her excitement, stating; “Funded access to KEYTRUDA has been available in New Zealand for certain people with advanced melanoma since 2016. 2

    “We are thrilled that Pharmac has widened its funding of KEYTRUDA from today, to include eligible people with stage III melanoma. 1

    “This marks the first time KEYTRUDA will be funded by Pharmac for the treatment of a cancer before it has progressed to an advanced stage. 1,3

    “Thanks to the Government’s increase in the medicines budget last year, and National’s Cancer Policy, additional people living with cancer will now receive funded access to KEYTRUDA.” 1, 4, 5

    New Zealand has one of the highest melanoma rates in the world; therefore preventing, and detecting melanoma early, must be absolute priorities. 6

    KEYTRUDA is an immunotherapy cancer medicine registered for 31 indications and is now publicly funded for 12 of these indications.7,1 MSD will continue to work with the funding agency Pharmac, to try and obtain funded access for more people with cancer.

    KEYTRUDA is a Prescription Medicine and may be used in adults:

    · After surgery to remove melanoma, non-small cell lung cancer or renal cell carcinoma to help prevent the cancer from coming back

    · Before surgery to treat triple-negative breast cancer and then continued after surgery to help prevent the cancer from coming back

    · To treat bladder cancer which has not spread to nearby tissues but is at high-risk of spreading and where bladder removal is not preferred

    · To treat certain patients with the following types of advanced cancers:

    o Melanoma

    o Non-small cell lung cancer

    o Malignant pleural mesothelioma (MPM)

    o Classical Hodgkin Lymphoma (cHL)

    o Urothelial carcinoma

    o Head and neck squamous cell carcinoma

    o Renal cell carcinoma

    o Gastric or gastroesophageal junction adenocarcinoma

    o Oesophageal carcinoma

    o Cutaneous squamous cell carcinoma.

    o Cervical cancer

    o Endometrial carcinoma

    o Triple-negative breast cancer

    o A kind of cancer that can occur in any part of the body and is shown by a laboratory test to be microsatellite instability-high (MSI-H) or mismatch repair deficient (dMMR)

    o Colon or rectal cancer that is shown by a laboratory test to be MSI-H or dMMR

    o Merkel cell carcinoma (MCC)

    o Biliary tract carcinoma

    KEYTRUDA may be used in children with MPM, cHL, MCC, MSI-H or dMMR cancer, or after surgery to remove melanoma. It is not known if KEYTRUDA is safe and effective in children with MSI-H or dMMR cancer of the brain or spinal cord (central nervous system cancers).

    You should not be given KEYTRUDA if you are allergic to pembrolizumab or to any of the other ingredients listed at the end of the CMI.

    KEYTRUDA can cause harm or death to unborn babies. Talk to your doctor if you are a woman who could become pregnant and use effective contraception while you are being treated with KEYTRUDA and for at least 4 months after the last dose of KEYTRUDA. Do not breastfeed while taking KEYTRUDA.

    Serious immune-mediated side effects have occurred affecting the lungs, intestines, liver, kidneys, hormone glands, blood sugar levels, skin, other organs and in transplant recipients. Some of these side effects can sometimes become life-threatening and can lead to death. These side effects may happen anytime during treatment or even after your treatment has ended and you may experience more than one side effect at the same time. Serious infusion reactions have also occurred.

    Very common side effects with KEYTRUDA alone include diarrhoea, nausea, itching, rash, joint pain, back pain, feeling tired, cough, patches of discoloured skin, stomach pain, decreased levels of sodium in blood and low levels of thyroid hormone.

    When KEYTRUDA was given in combination with chemotherapy, hair loss, vomiting, decreased white-blood cell count, mouth sores, fever, decreased appetite, decreased number of red blood cells, decreased number of platelets in the blood and swelling of the lining of the digestive system (for example mouth, intestines) were also commonly reported.

    When KEYTRUDA was given in combination with axitinib, high blood pressure, fatigue, low levels of thyroid hormone, decreased appetite, blisters or rash on palms of your hands and soles of your feet, increased liver enzyme levels, hoarseness, and constipation were also commonly reported.

    When KEYTRUDA was given in combination with lenvatinib, high blood pressure, decreased appetite, low levels of thyroid hormone, vomiting, weight loss, headache, constipation, hoarseness, urinary tract infection, stomach-area (abdominal pain), blisters or rash on the palms of your hands and soles of your feet, protein in your urine, increased liver enzyme levels and feeling weak were also commonly reported.

    The most common side effects when KEYTRUDA is given alone to children include fever, vomiting, headache, stomach pain, decreased number of red blood cells, cough, and constipation. (v56)

    KEYTRUDA has risks and benefits. Talk to your doctor to see if KEYTRUDA is right for you. If symptoms continue or you have side effects, tell your doctor.

    KEYTRUDA is funded to treat certain patients with the following types of advanced cancers: melanoma, non-small cell lung cancer, MSI-H or dMMR colorectal cancer, triple-negative breast cancer, head and neck squamous cell carcinoma, urothelial carcinoma, and classical Hodgkin lymphoma. KEYTRUDA is also funded for certain patients with Stage IIIB-D melanoma. Patients must meet specific criteria for funding.

    Latest NHS performance data shows Labour Government in Wales missing targets on countless measures.

    Latest NHS activity and performance summary released today (Thursday, 22 May 2025) for March and April 2025 has shown the Labour Government in Wales have missed a vast series of targets aimed at reducing waits in the Welsh NHS.

    One significant target missed is the First Minister’s target to reduce two year waits to 8,000 by the Spring of 2025, a target set after missing the Welsh Government’s initial target of eradicating two year waits by March 2023. The Welsh Government have been accused of “moving the goalposts and still missing” by Plaid Cymru’s health spokesperson, Mabon ap Gwynfor.

    A series of other historical targets are still being missed by the Welsh government. These include:

    • Target: No one waiting for longer than a year for their first outpatient appointment by the end of 2022 (a target established in the planned care recovery plan).
      • Reality: the number of pathways waiting longer than one year for their first outpatient appointment was 71,000
    • Target: maximum wait for access to specified diagnostic tests is 8 weeks, and maximum wait for access to specified therapy services is 14 weeks – to be achieved by Spring 2024.
      • Reality: 35,200 patient pathways were waiting longer than the target time for diagnostics and 4,000 patient pathways waiting longer than the target time for therapies.
    • Target: No patients waiting longer than one year in most specialities by Spring 2025
      • Reality: Of the total pathways, 155,800 were waiting more than one year

    The Government has also missed a series of rolling targets, including:

    • Target: 65% of red calls (immediately life-threatening, someone is in imminent danger of death, such as a cardiac arrest) to have a response within 8 minutes.
      • Reality: Only 50.9% of red calls arrived within 8 minutes
    • Target: 95% of new patients should spend less than 4 hours in emergency departments from arrival until admission, transfer or discharge.
      • Reality: Only 67.7% of patients spent less than 4 hours in emergency departments
    • No patient waiting more than 12 hours in emergency departments from arrival until admission, transfer or discharge.
      • In April, 10,186 patients waited 12 hours or more in emergency departments.
    • Target: 95% of patients waiting less than 26 weeks from referral.
      • Reality: Only 55.2% of patients have been waiting less than 26 weeks.
    • Target: No patients waiting more than 36 weeks for treatment from referral.
      • Reality: 268,400 patient pathways had been waiting more than 36 weeks (34.0%)
    • Target: At least 75% of patients should start treatment within 62 days (without suspensions) of first being suspected of cancer.

    “Even after moving the goalposts from their original target of eradicating two-year waits in 2023, Labour have still managed to miss their targets. Not only that, but on every single performance indicator – Labour have missed their targets.

    “An NHS run into the ground, and waiting lists as long as this simply isn’t as good as it gets for Wales, our NHS can be so much more than this. With a new government with a credible plan for our NHS, a plan to reduce waiting lists and reform our NHS for the future. That is what Plaid Cymru offers in 2026.”

    — We are organizing the internship for the second time, but we already see that our program is in great demand — this year, more than 160 applications were submitted, so the competition was almost 10 people per place. As a result, the best students who passed a tough and competitive selection came here. This year, we decided to make only two directions, and not three, as it was a year ago. We left the direction “Artificial Intelligence and Medicine”, since the 2024 internship showed that this topic is very interesting and in demand. We also added a new promising direction related to quantum mechanics.     “Today we have 104 victims in total. Seven dead, 104 injured. It turns out that three are “serious”, the rest /are in a condition/ of moderate severity and mild,” TASS quotes the governor as saying.

    On the evening of May 31, in the Bryansk region, a road bridge and a truck driving on it collapsed onto a passenger train. The locomotive and four carriages derailed, and one carriage was crushed by the bridge debris. There were 388 people on the train. Seven people died.     • $2,000,000 for the Contra Costa County Public Works Department to create a separate bike path to fill a gap in the County-wide bicycle network along Marsh Drive in unincorporated Pacheco, which will improve safety for all road users and access to local commercial centers, recreational centers, and additional connections to the local mass transit system.
    • $2,000,000 for the East Bay Regional Park District to construct visitor facilities such as restrooms, drinking fountains, public parking areas, and a turnout lane on Bailey Road to allow for the Thurgood Marshall Regional Park to be opened up to the public.
    • $1,970,010 for the Contra Costa Transportation Authority (CCTA) to upgrade and develop a network of smart traffic signals between Antioch and Oakley to improve commute times, reduce delays, and ease congestion.
    • $1,500,000 for the Contra Costa County Public Works Department to construct bicycle and pedestrian facilities on Treat Boulevard in the Contra Costa Centre Transit Village in Walnut Creek to close a critical gap along the Iron Horse Regional Trail, which would improve safety for non-motorized road users and improve connectivity for first and last mile connections to public transit and local commercial establishments.

    Public Health and Safety Projects:

    • $4,875,000 to the Diablo Water District to provide structural and foundational reinforcements to water infrastructure to mitigate risks associated with major seismic events, safeguard water supply, and contribute to the region’s overall disaster preparedness strategy.
    • $3,649,671 to the City of Concord to make improvements to the Emergency Operations Center in Concord to ensure its longevity, efficiency, and resilience as it serves as a critical hub for bolstering regional preparedness, response, and recovery efforts during emergencies and disasters.
    • $1,915,000 for the Contra Costa County Fire Protection District (Con Fire) to replace and install equipment, including backup generators, shore power plugs, and automatic transfer switches, at radio towers across Contra Costa County that are used for communication between law enforcement, fire, and emergency medical services to improve system reliability during emergencies and disasters that result in the loss of power.
    • $1,000,000 to the City of Walnut Creek to purchase 120 body worn cameras, charging docks, and equipment to promote transparency, accountability, and public trust in the police department.
    • $600,000 for the Contra Costa County District Attorney’s Office to create an Organized Retail Theft (ORT) Prevention and Prosecution Unit with the goal of addressing increased levels of retail theft crimes, helping local law enforcement better confront these types of crimes, and improving public safety.
    • $500,000 for the Contra Costa County District Attorney’s Office to enhance the identification and referral of survivors of labor trafficking and cases of labor trafficking occurring in the County, increase the capacity of the District Attorney’s Office to investigate cases of labor exploitation and trafficking, and improve the quality and scope of services provided to underserved and marginalized victims of human trafficking.

    Environmental Protection and Sustainability Projects:

    • $4,000,000 to the Central Conta Costa Sanitary District (Central San) to upgrade the water treatment facility’s ultraviolet (UV) technology to reduce the energy footprint of water treatment and protect public health and water quality in the region.
    • $4,000,000 to the Central Contra Costa Transit Authority (County Connection) to construct a battery system to allow the agency to charge its zero emission buses overnight, and provide a source of power to maintain operations during emergencies.
    • $272,918 for the Marine Mammal Center to help build scientific literacy and environmental stewardship of the coastal zone for 2,7000 students and their teachers and to develop a pipeline for the future STEM workforce.

    Lidiya Nikitovna Kondratieva, Doctor of Technical Sciences, Professor of the Department of Geotechnics at SPbGASU, was elected as an Honorary Professor of Henan University of Urban Development (HUUC) in Pingdingshan, China, where she currently teaches.

    Lidiya Nikitovna has been working at SPbGASU since 2004. From 2004 to 2006, she was the vice-rector for educational work, from 2008 to 2015 – the head of the department of structural mechanics, then she became a professor of the department of geotechnics. From 2006 to 2014, she served as the academic secretary of the University Academic Council.

    She is a member of two dissertation councils: the first one is on structural mechanics, building structures, buildings and constructions; the second one is on foundations and bases, underground structures. She worked for a long time in the dissertation council on architecture. She was the scientific secretary of the first of the three named councils.

  • Security personnel rescue people stranded in floods in Northeastern states

    large-scale humanitarian and disaster relief operation is underway across the Northeastern states of India as incessant rainfall has triggered severe flooding in several regions. The Indian Air Force, Central Armed Police Forces, National Disaster Response Force (NDRF), and state authorities have launched coordinated rescue and relief efforts to assist those stranded.

    Union Minister Kiren Rijiju confirmed the launch of the mission on Monday, calling it a critical intervention to manage the unfolding crisis. “A critical humanitarian assistance and disaster relief mission is being launched by the Indian Air Force, Central Armed Forces, NDRF and State Government Forces in North East India,” Rijiju said in a post on X.

    In Manipur, the Indian Army and Assam Rifles have intensified their efforts under Operation Jal Rahat-2, rescuing over 500 civilians from flood-hit areas in Imphal East and West. The affected zones include Wangkhei, Heingang, Lamlong, Khurai, JNIMS, and Ahallup.

    Ten flood relief columns, equipped with BAUTs (Boat Assault Universal Type) and inflatable boats, have been deployed. Army personnel also undertook emergency repair work on a breached section of the Iril River boundary wall near Arapti Lamkhai in Lilong, Thoubal district, in a bid to prevent further flooding.

    “Army boats ferried stranded patients to safety at JNIMS Hospital. Nearly 800 bottles of drinking water and other essential supplies were distributed to displaced families across affected areas,” the Indian Army said in a statement.

    Operations are being carried out in close coordination with civil authorities to ensure timely aid and continuous support for the affected population.

    Meanwhile, in Sikkim’s Mangan district, restoration work continues after the Phidang Bailey Bridge, which connects Mangan to Chungthang, was partially damaged by the swelling Teesta River. Authorities have restored the Chungthang-Phidang road, enabling the safe evacuation of stranded tourists.

    Search operations are still ongoing for nine tourists who went missing following a tragic vehicle accident in Mangan on May 29. The rescue efforts are being supervised by a joint task force comprising the District Police, District Administration, Indo-Tibetan Border Police (ITBP), Army, Border Roads Organisation (BRO), NDRF, General Reserve Engineer Force (GREF), Fire and Medical Teams, Tourism and Civil Aviation Department, and local stakeholders including the TAAS and Driver Association.
