    Two men charged as part of investigation into disturbance at Howrah

    Tuesday, 15 April 2025 – 5:13 pm.

    Police have charged two men as part of an ongoing investigation into a disturbance at Howrah last night where a man sustained minor injuries.
    The disturbance allegedly involved people who were known to each other, and began in the carpark near the Woolworths Supermarket and continued to the Shell Service Station nearby.
    During the disturbance minor damage was caused to the building at the Shell Service Station.
    One person was taken to the Royal Hobart Hospital with minor injuries.
    The police investigation is ongoing, and at this stage police have charged a 47-year-old man from Clarendon Vale and a 47-year-old man from Sandy Bay with assault.
    Anyone with information in relation to the incident is asked to contact South East CIB on 131 444 and quote OR 772311 and 772309.

  • MIL-OSI Australia: Protect yourself and others this winter with your annual flu vaccination

    Victorians are being reminded to book in their annual flu vaccination ahead of winter peak season, with free flu vaccines now available for children under five years old and other at-risk groups.

    Victorian Chief Health Officer Dr Tarun Weeramanthri is encouraging more Victorians to get their annual flu vaccine, with reported cases of flu and other respiratory viruses already on the rise.

    Dr Weeramanthri said babies and toddlers need special protection from the flu, as they are more likely to get severe illness and need treatment in hospital.

    “The flu can be serious, especially for children which is why the vaccine is free for children under five,” Dr Weeramanthri said.

    “For vulnerable groups in the community the flu can be deadly and for others it can result in severe health effects and long recovery periods.”

    “It’s critically important to stay up to date with your vaccines – the influenza virus changes throughout the year and that’s why new vaccines are developed for each season. Vaccination is the best thing you can do to protect yourself, your family, friends and people at most risk in the community.”

    Flu vaccination is recommended for anyone six months and older and is free for at risk groups including children aged six months to five years, people over 65 years, pregnant women, Aboriginal and Torres Strait Islander people, and people with medical conditions that put them at increased risk of severe flu.

    People can get their vaccine at general practices, pharmacies, local council immunisation clinics, Aboriginal Health Services and often at their workplace.

    There have been more than 11,000 notified influenza cases in Victoria this year already, which is almost twice as many as for the same time last year. It remains early in this year’s flu season and numbers are expected to rise more steeply in the winter months.

    Dr Weeramanthri highlighted the flu is highly contagious and while it most often causes mild to moderate illness with symptoms such as fever and cough, severe illness can develop. Babies, children, older people, and people with underlying medical conditions were amongst the most vulnerable.

    “Having an annual flu vaccine will not only reduce your chances of catching the flu but also reduce the severity of your illness if you become infected,” he said.

    Flu vaccines can be given at the same time as other National Immunisation Program vaccines, such as the new free maternal RSV vaccine and the COVID-19 vaccine.

    In addition to vaccination, simple steps can help stop the spread of respiratory illnesses such as washing hands, coughing or sneezing into your elbow, wearing a mask, and staying home when sick.

     Proposed cuts a risk to health recruitment
     Funding constraints see proposals to reduce security focus
    The Government’s demands for savings in health mean Te Whatu Ora Health New Zealand is proposing to cut 338 People and Culture roles – at a time it when is struggling to recruit people to provide health services for New Zealanders.
    In a change proposal released today Health New Zealand says it is looking to reduce its People and Culture services from 1632 roles to 1294 roles a net reduction of 21% or 338 roles, (some of which are vacant).
    Public Service Association Te Pūkenga Here Tikanga Mahi National Secretary Fleur Fitzsimons says People and Culture services are vital to ensure there are enough health workers and the workers are supported, kept safe, paid properly and kept well.
    “The People and Culture services ensure health workers who feel safe and supported so they can deliver the best possible health care to New Zealanders,” Fitzsimons says.
    “These cuts are just another way the Government’s unfocussed reckless drive for savings will impact the healthcare New Zealanders receive,” Fitzsimons says.
    “The PSA is seeking legal advice as to whether it would also challenge this change proposal in the Employment Relations Authority,” Fitzsimons says.
    One of the biggest areas for cuts will be the Recruitment and Attraction function, which could see a net 126 roles go.
    “These cuts make no sense when the delivery of health services is being held back by unfilled vacancies right across an extremely stretched health system,” Fitzsimons says.
    The change proposal says the reduction in recruitment is based on implementing a new recruitment technology system, which is expected to take 12 months to roll out.
    “This is a risky way to proceed. We understand the new technology hasn’t yet been put out to tender and its planned roll out would happen after Health New Zealand implements significant cuts to its Data and Digital team.
    Two other areas that keep staff and patients safe and assist staff return to work after injury or illness are facing cuts:
    – Occupational Health, which will see a net loss of 27 roles
    – Health & Safety and Resilience, which will see a net loss of 55 roles.
    The Organisational Culture and Development function, responsible for staff education and development and improving organisational culture, faces a net loss of 35 roles.
    Another area for concern raised by the change document is the proposal to “significantly reduce” core parts of the security function that protects staff, property and operations.
    The Protective Services function in the People and Culture team, which provides expert leadership and advice on security, is facing a loss of a net three roles.
    The proposal says the challenge for the function is the move from a “guards and gates model” to a “proactive, risk-based approach”.
    “Given resourcing constraints we are proposing to significantly reduce core components of a basic protective security function. We anticipate that initiatives like security incident response, corporate security, and regional support would be scaled back to critical cases,” the change proposal says.
    “The allocation of resources and reassessment of priorities with this function does present several risks which require careful management of the work programme and best utilisation of advisory activity,” the proposal says.
    Fitzsimons says the proposed changes to security and protection are ominous.
    “The proposals underline that at a time of increased attacks on health workers there is an urgent need for more investment in security and protection, as there needs to be in the health system generally.”

    Inaugural Oceania Seabird Symposium is underway at Waipapa Taumata Rau,University of Auckland bringing experts from across Pacific region to learn more about protecting Oceania seabirds.

    The inaugural Oceania Seabird Symposium 2025 got underway at Waipapa Taumata Rau, University of Auckland, bringing experts from across the Pacific region and the world to learn more about protecting Oceania seabirds.

    The three-day symposium organised by the Secretariat of the Pacific Regional Environment Programme (SPREP) runs from 14-17 April. Karen Baird, SPREP Threatened and Migratory Species Adviser, says the event is an invaluable opportunity to bring Western science, traditional culture, and knowledge together.

    Keynote speakers will cover topics that include traditional knowledge and valuing relationships with Oceania seabirds, improving conservation, threats to seabirds, se
    abird bycatch in fisheries and the health of the ocean environment.

    “This is so important because there’s so much to do. You heard already from a session this afternoon with discussions around traditional knowledge and culture about seabirds, says Baird.

    “We’re really just starting out in some ways across the Pacific. This is a great opportunity to ensure we work together, bringing Western science and traditional culture and knowledge together, to protect seabirds much more effectively than if we were to try and do that separately.”

    Pro Vice-Chancellor Pacific Professor Jemaima Tiatia-Siau and SPREP Deputy Director General Easter Catherine Chu Shing opened the symposium.

    “Our goal is to conserve seabirds and their habitats, recognising the traditions and aspirations of the peoples of the Pacific Ocean and islands,” says Ms Chu Shing.

    Professor Tiatia-Siau spoke of the significance of hosting an event dedicated to one of the guardians of our oceans—our seabirds.

    “It is an honour to give an opening address at this important gathering, dedicated to one of the guardians of our oceans.

    “Across the vast Pacific, seabirds have long been more than just creatures of the sea and sky. They are carriers of ancestral knowledge, navigators of weather and ocean currents, and messengers that connect our islands to one another and to the wider world… We have employed the frigatebird, or manumanu ne caqi in na vosa vaka Viti (the Fijian language), as the metaphor to ground our university’s inaugural Pacific strategy entitled – Ala o le Moana (or pathways through the ocean)…

    “Seabirds are part of our identity as peoples of the Pacific,” says Professor Tiatia-Siau.

    Associate Professor Brendon Dunphy from the University of Auckland’s School of Biological Sciences says the symposium is timely, given the need for greater investment and research across the Pacific region. Ninety percent of Aotearoa New Zealand’s seabird species are under threat, warmer oceans and reduced food sources, and fishing nets and lines are all having an impact.
     
    “This is a very important symposium because it’s bringing together scientists. We’re in the seabird capital of the world. Seabirds are just messengers of what’s going on over the horizon and out at sea. They tell us about tuna stocks, fisheries, and all these impacts.

    “They live on land and feed out at sea. They bridge the important gap between land and sea; they integrate so many different stresses.”

    Associate Professor Dunphy says just by observing seabirds, there was so much information that could be gained.

    “Simply by looking at seabirds, from looking at their feathers, how they live, their chicks, there is so much we can gain from it. We see the Pacific as an area needing a lot of work. We need to put in a lot of research and investment, as there is so much change happening.”

    Esteemed Tohunga Tohorā (whale expert) Dr Ramari Stewart (Ngāti Awa) received an Honorary Doctor of Science from Waipapa Taumata Rau three years ago and was a keynote speaker on day one; she talked about the importance of relationships, seabirds and people.

    Renowned internationally for her commitment to mātauranga Māori (Indigenous knowledge) and science practices surrounding whales, she has extensive knowledge of the ngahere (forest) and the moana (ocean) as well as being a leading practitioner of rongoa (Māori medicine) and a trained nurse.

    Stewart told the audience about passing on stories and walking backwards into the future, of the need for stories to be perfect when passed on from one generation to the next, to avoid crucial information being lost.

    “Because stories are passed from one generation to another, it’s so important when they’re retold by the next generation, they need to be perfect… there is a whole lot of the tale that gets dropped out. Those details are so important.”

    As well as an esteemed programme of keynote experts still to present, the three-day symposium will also include a number of workshops around seabird identification, colony surveying and monitoring, restoration, and a necropsy (autopsy of seabirds) workshop.

    Symposium guests also have the opportunity to attend a number of field trips: a boat trip for seabird watching to the Poor Knights Islands and beyond, Tawharanui Open Sanctuary – a model for seabird restoration, Motuora Island, restoration island, and also a visit to Auckland’s west coast, working to save remnant colonies in Te Henga (Bethells Beach) and Muriwai.

    The Belconnen Oval Wetland is now open for visitors to enjoy after major works to help filter stormwater flows to reduce pollution in Lake Ginninderra.

    The ponds in the wetland will filter approximately 30% of nutrients and solids from water in the Emu Bank catchment that can cause toxic blue-green algae before it reaches the lake.

    This is the first stormwater wetland in the ACT to include subsurface elements, in addition to a traditional wetland and ponds, meaning water flows underground through the roots of the wetland plants. The roots absorb the nutrients from the water to nourish the plants above so they can grow, while cleaning the flowing stormwater below.

    Visitors should take care while exploring the area and walk only on the footpaths. The plants, reeds and grasses are part of a delicate ecosystem that are still maturing.

    The Belconnen Wetland Oval project is delivered through the ACT Healthy Waterways program to help keep our waterways clean.

    WASHINGTON, D.C. – Today, Congresswoman Doris Matsui (D-CA-07) and Congressman Brad Schneider (D-IL-10) led a group of 26 lawmakers in sending a letter toUnited States Trade Representative Ambassador Jamieson Greer and U.S. Department of Commerce (DOC) Secretary Howard Lutnick. The letter raises serious concerns that the Trump Administration’s tariffs may jeopardize the fragile supply chains of generic drugs and medical devices, risking dangerous shortages of these essential medical supplies. 

    “We write with deep concern over your Administration’s tariff actions affecting medical supply chains,” wrote the lawmakers. “Reckless tariffs, retaliatory measures, and an escalating trade war threaten the supply of essential medicines and medical goods, risking severe shortages that could harm U.S. patients.” 

    The vast majority of active pharmaceutical ingredients used for generic drugs come from overseas. The same is true of crucial medical devices. Imposing tariffs on these products will lead to shortages given the low tolerability of manufacturers to take on additional economic risk. These same factors could force manufacturers overseas where critical inputs are less expensive. 

    “The supply disruptions of critical medical products will unavoidably hurt U.S. patients, force providers to make impossible rationing decisions, and potentially even result in death as treatments are delayed and more effective medicines and products are swapped for less effective alternatives,” the lawmakers continued. 

    Congresswoman Matsui has been a leader in Congress to secure medical supply chains. Last Congress, she authored the Mapping America’s Pharmaceutical Supply (MAPS) Act, a bill to help the federal government prepare for and mitigate future drug shortages by identifying pharmaceutical supply chain vulnerabilities.

    Critical drug supply chains are already fragile, with 271 drugs currently in shortage, down from a record 323 in early 2024 but still alarmingly high.  Many of these are low-margin generic sterile injectable drugs (GSI) crucial in hospital settings, including IV saline, chemotherapy, antibiotics, and anesthetics. Often priced at $2 or less per unit, these drugs are highly vulnerable to economic disruptions.

    These economic conditions discourage manufacturers from investing in reliable supply chains, leaving these drugs heavily reliant on foreign active pharmaceutical ingredients (API), particularly from China and India, which together account for 80% of registered API manufacturing sites.  The Administration for Strategic Preparedness and Response estimates that 90-95% of GSI for acute critical care depend on API from these countries.  This reliance threatens military readiness as well as general public health; in 2019, a Defense Health Agency official warned that disruption of Chinese supply could cause “severe shortages.” 

    Similarly, nearly 70% of U.S.-marketed medical devices are produced solely overseas.  The Organisation for Economic Co-operation and Development (OECD) highlights the complexity of global medical device supply chains, where disruptions lead to prolonged shortages.  These supply chains are characterized by varying access to inputs across the globe, specialized regional economies and production capabilities, and an incoherent international regulatory landscape. If tariffs are implemented on medical products, it would be extremely difficult to coordinate a response such that the number and duration of shortages in the U.S. does not increase. 

    The supply disruptions of critical medical products will unavoidably hurt U.S. patients, force providers to make impossible rationing decisions, and potentially even result in death as treatments are delayed and more effective medicines and products are swapped for less effective alternatives. We have already seen these harmful effects during chemotherapy drug shortages in the U.S. in 2023. If tariffs are implemented, clinicians would be forced to make similar decisions on a much larger scale, having devastating impacts on patient care and resource allocation across the healthcare system.

    Tariffs may also backfire by driving manufacturers to cheaper foreign markets, undermining efforts to strengthen domestic and allied-country production. With generic drugmakers already operating on thin margins, cost spikes could force them to cut product lines, exacerbating shortages. For example, we aware of one large generics manufacturer that has identified 60 products that would immediately be at risk of being discontinued if the administration moved forward with tariffs as proposed. Onshoring production requires deliberate policy incentives, not blunt economic penalties.

    The shared goal of bringing more of our critical medical supply chains to the U.S. and allied countries requires the deliberate attention of the Executive Branch and Congress to incentivize manufacturing. Unfortunately, without additional policy changes, the blunt instrument of tariffs will likely result in more shortages of essential medicines and medical goods, threatening public health and inadvertently increasing reliance on foreign countries for our supply of critical medical products.

    To avoid devastating consequences to patients and our public health infrastructure, we urge you to consider the following in tariff decisions:

    • Assess the impact of tariffs on essential medicines and medical goods and seek input from manufacturers and experts.
    • Exempt or provide waivers for API, generic drugs, essential medicines, and critical medical supplies.
    • If tariffs are implemented, coordinate with the FDA to expedite approval of alternative sources.
    • Issue timely and clear guidance to manufacturers on tariffs, exemptions, and exclusions.
    • Collaborate with Congress and international allies to build resilient medical supply chains.

    Congress stands ready to work toward securing our medical product supply chains. We implore you to carefully weigh tariff decisions with respect to essential medicines and medical goods.

  • MIL-OSI New Zealand: Feedback sought on proposed improvements to Dunedin’s SH1 one-way system

    NZ Transport Agency Waka Kotahi (NZTA)’s plan to make the Dunedin SH1 one-way system easier to use, safer for everyone and more efficient takes its next step from today (Tuesday, 15 April). People’s feedback is welcome from Tuesday to Friday, 23 May.

    Running between The Oval and the Pine Hill Road/Great King St intersection, SH1 on Cumberland and Castle Streets, is a key freight and commuter route linking the north and south sides of the city.

    “In particular, NZTA wants to know what Dunedin people think of the preferred option for making the Pine Hill Road/SH1 and Great King St intersection safer and more functional for everyone,” says Ian Duncan, Acting Director of Regional Relationships for NZTA in Otago. 

    The intersection is a key part of the SH1 one-way system into and through Dunedin, close to the Botanic Gardens and the entrance to North East Valley.

    NZTA is now keen to hear what people think of its preferred option for this intersection, with several other proposed safety improvements to the SH1 one-way system, to help guide the next steps for this option.

    “The SH1 proposed improvements are part of a business case which identifies ways to improve accessibility, supports new developments like the new Dunedin Hospital, while maintaining efficient traffic flow, and reduces risk for road users and pedestrians,” says Mr Duncan. 

    He notes the long-standing safety concerns with increased risk of crashes because of limited visibility and heavy vehicles descending a steep hill at the SH1/ Pine Hill Road/Great King Street intersection.

    “Our preferred option is to realign the SH1 traffic lane,” he says. “This would improve visibility and safety at the intersection and make it safer and more efficient for people heading to North East Valley.”

    This would involve shifting the existing uphill traffic lane about ten metres into an area of Town Belt, requiring about 1000m² of this land.  (See map below). The existing bridge over the Water of Leith would be widened. NZTA will work with the Dunedin City Council on ways to compensate for the loss of public land.

    What were the other options for that intersection?

    Several options for making the SH1/Pine Hill/Great King St intersection safer were investigated and discussed with key stakeholders including the Dunedin City Council and road freight operators.

    These included traffic signals and an overpass to separate SH1 traffic from vehicles using Great King Street. The overpass option was not progressed for several reasons: the cost, construction challenges, proximity to the Water of the Leith and environmental impacts, says Mr Duncan. The traffic signal option was not taken further given the significant safety concerns if a heavy vehicle lost traction or could not stop on the hill.

    “NZTA’s preferred option would also increase the safety of the nearby Duke Street/SH1 Cumberland Street intersection. There were nine crashes there between 2019 and 2023, two-thirds of them caused by drivers trying to cross two busy lanes of the highway to Duke Street’s western side. To make this intersection safer, we are proposing to remove the straight-through movement, and only allow left turns out of Duke Street on the eastern side to SH1 going south. We want to hear what people think of this idea also.”

    The upper North Island, including Tāmaki Makaurau, is in for a very wet and windy few days heading into the Easter holiday break.

    Auckland Emergency Management General Manager Adam Maggs says preparation and planning are key to ensuring weather doesn’t put too much of a dampener on the holiday weekend.

    “We’ve enjoyed a relatively settled, long and dry summer, but this weather system well and truly signals a seasonal change.

    “As we head towards the long weekend, we’re urging Aucklanders to do a few important things to prepare their homes and properties for some wild weather, and to factor the forecast into their weekend plans,” says Adam.

    “MetService has issued strong wind and heavy rain advice for Auckland and Aotea Great Barrier Island, Northland and Coromandel.

    “Make sure you check the forecast when planning any weekend travel or activities and check it again for any changes before you go out. Don’t forget, if you’re heading to another region, check the weather there too.

    “A bit of rain has softened ground conditions over the last week so we could start to see some surface flooding if heavy rain eventuates.

    “If you’re hitting the road this Easter, please make sure you drive to the conditions, allow plenty of time and take care,” he says.

    Add storm prep to your holiday checklist

    Setting aside half an hour to make sure your home and property are prepared for bad weather could prevent unnecessary damage and disruption.

    “Securing or storing outdoor furniture and umbrellas ahead of bad weather doesn’t take much time and could prevent these items from becoming damaged or damaging your property.

    “We’re expecting some pretty gusty winds later on Wednesday and Thursday and these can easily pick up small or loose items, flip trampolines or lightweight outdoor furniture and play equipment.

    “Rubbish and recycling bins can also be easily blown over so keep that in mind,” says Adam.

    “The council’s Waste Solutions team advises people to put their rubbish, recycling and food scraps bins out on the day of collection, not the night before. This will reduce the potential for bins and waste being blown around our streets.”

    Checking drains, gutters and trees or plants on your property that may lose branches or clog drains is also important at this time of year.

    “Autumn brings leaf fall,” says Adam. “Auckland Council’s Healthy Waters team has been out this week checking hot spots and clearing drains as part of their seasonal checks and preparation ahead of bad weather. It’s important that residents do this too.

    “Anything on your property that may wash into the stormwater system and cause blockages should be removed. Clearing gutters and drains on your property will also help prevent damage, leaks and flooding. 

    “It’s also a good time to check your emergency readiness supplies – just in case the power goes out or, for those in more remote parts of the region, you get temporarily cut off.

    “Visit our website aucklandemergencymanagement.govt.nz or getready.govt.nz for plenty of good advice on getting your household prepared for an emergency,” says Adam.

    • Follow weather forecasts for regular updates – forecasts can change.
    • Plan your travel carefully and never drive through floodwater.
    • If life or property is at risk, phone 111.
    • If you live somewhere prone to flooding, slips or power outages, ensure you have a supply of food and provisions in case you become isolated.
    • Treat power lines as live at all times.
    • Report flooding and blocked stormwater drains to Auckland Council on 09 301 0101.
    • Visit aucklandcouncil.govt.nz and click “Report a problem” to report trees down on public land.
    • If your property is damaged, take photographs for your insurer as early as possible.

    Parents who exercise together with their teenagers are more likely to have kids with better physical and mental health.

    From bike rides to backyard footy, parents who exercise together with their teenagers are more likely to have kids with better physical and mental health, according to new research from the University of South Australia.

    Conducted in collaboration with Children’s Hospital of Eastern Ontario Research Institute (CHEO RI) and a team of Canadian partners, a study showed that teenagers who exercise more frequently with their families were more likely to:

    • meet physical activity guidelines of 60+ minutes per day (23%)
    • meet recommended screentime guidelines of two hours or less per day (74%)
    • report better mental health (81%) including higher life satisfaction (67%), and lower stress (86%), anxiety (73%) and depression (89%).

    The study also showed that the more regularly the family exercises together, the better the outcomes.

    Data from the World Health Organization shows that 80% of teenagers are not getting enough physical activity and that one in five teens play on digital screens for at least four hours when they engage in gaming. Additionally, one in seven teenagers experiences a mental disorder.

    Dr Justin Lang, Adjunct Professor with UniSA and the Public Health Agency of Canada, says that simple, family-based interventions can make big differences to teenagers’ health and wellbeing.

    “We know that regular exercise is great for both body and mind. But with more teenagers glued to screens and devices, it’s easy for sedentary habits to take hold,” Dr Lang says.

    “Getting teenagers up and moving is crucial to reversing the slide into inactivity – and as our study shows, the key may be in getting the whole family involved.

    “We found that teenagers who exercise daily with their families are twice as likely to meet activity and screen time guidelines – and four times more likely to report stronger mental health and greater life satisfaction.

    “The message is simple: when parents get active with their teens and lead by example, everyone wins. Teens feel better, move more, and their mental health is stronger.”

    The study examined the responses of 8213 Canadian teenagers aged 12-17 years, using self-reported data from the 2019 Canadian Health Survey on Children and Youth.

    It found that only 11% of teenagers met national guidelines of 60 minutes of medium-to-vigorous physical activity per day; and just over half (56%) of teenagers engaged in less than two hours of recreational screen time per day.

    Co-researcher, CHEO RI’s Dr. JP Chaput, says parents play a powerful role in influencing behaviours in their children.

    “Exercising as a family does more than get hearts pumping – it may strengthen bonds, builds confidence, and can have a real impact on teenagers’ mental wellbeing,” Dr. Chaput says.

    “When parents take an active role in their teens’ physical activity, it can build stronger emotional bonds, improves communication, and helps create a protective buffer against mental health challenges like stress, anxiety, and depression.

    “So, when families prioritise being active together, they’re not only building healthy habits – they’re also investing in their teenagers’ long-term wellbeing.

    “Ultimately, it’s a reminder that even small, shared moments of movement can make a big difference.”

    Sudan – 15 April 2025 – The war in Sudan between the Rapid Support Forces (RSF) and the Sudanese Armed Forces (SAF) enters its third year and people remain unseen, bombed, besieged, displaced and deprived of food, medical care and basic lifesaving services. 60 percent of the country’s 50 million people need humanitarian assistance, according to the UN, and people are facing simultaneous health crises and limited access to public health care.

    Médecins Sans Frontières/Doctors Without Borders (MSF) reiterates its calls on the warring parties and their allies to ensure that civilians, humanitarian personnel, and medical teams are protected and that all restrictions are removed on the movements of humanitarian supplies and staff, especially as the rainy season fast approaches.

    “The warring parties are not only failing to protect civilians — they are actively compounding their suffering,” said Claire San Filippo, MSF Emergency Coordinator. “Wherever you look in Sudan, you will find needs — overwhelming, urgent, and unmet. Millions are receiving almost no humanitarian assistance, medical facilities and staff remain under attack, and the global humanitarian system is failing to deliver even a fraction of what’s required.”

    As frontlines have shifted over the course of the war, especially in Khartoum and Darfur, civilians feared retaliatory attacks from both warring parties. For the past two years, both RSF and SAF have repeatedly and indiscriminately bombed densely populated areas. The RSF and allied militias have unleashed a campaign of brutality, including systematic sexual violence, abductions, mass killings, looting of aid, erasure of civilian neighbourhoods, and occupation of medical facilities. Both sides have laid siege to towns, destroyed vital infrastructure, and blocked humanitarian aid.

    Widespread starvation is taking hold, according to the UN, — Sudan is currently the only place in the world where famine has been officially declared in multiple locations. Famine was first declared in Zamzam camp, for internally displaced people, in August and has since spread to ten more areas. Seventeen additional regions are now on the brink. Without immediate intervention, hundreds of thousands of lives are at risk.

    In March MSF supported multi-antigen catch up vaccination campaigns for children under two in South Darfur.  The over 17,000 children, in 11 of the 14 localities, who received vaccinations were also screened for malnutrition showing 7% of those screened were suffering from severe acute malnutrition, with 30% with global acute malnutrition. In December 2024, during a therapeutic food distribution in Tawila locality, North Darfur, MSF teams screened over 9,500 children under five years old. They found a staggering 35.5% global acute malnutrition rate, with 7% of the children suffering from severe acute malnutrition.

    Simultaneously, Sudan is facing multiple, overlapping health emergencies. MSF teams have treated over 12,000 patients — including women and children — for trauma injuries directly resulting from violent attacks. During the first week of February 2025, MSF teams in three areas of Sudan – Khartoum, North Darfur, and South Darfur states – treated mass influxes of war-wounded patients. Sudan is also experiencing one of the worst maternal and child health crises we are seeing anywhere in the world. In October 2024, in two MSF-supported facilities in Nyala, capital of South Darfur, 26% of the pregnant and breastfeeding women seeking care were acutely malnourished.

    “Outbreaks of measles, cholera and diphtheria are spreading, driven by poor living conditions and disrupted vaccination campaigns. Mental health support and care for survivors of sexual violence remain painfully limited. These compounding crises reflect not just the brutality of the conflict, but the dire consequences of the crumbling public healthcare system and a failing humanitarian response”, says Marta Cazorla, MSF Emergency Coordinator.

    Since April 2023, more than 1.7 million people have sought medical consultations at hospitals, health facilities and mobile clinics MSF supports or is working in, and more than 32,000 people were admitted in our emergency wards.

    More than 13 million people have been displaced by the conflict, according to the UN — many of them multiple times. Of these, 8.9 million remain displaced inside Sudan, while 3.9 million have crossed into neighbouring countries. Many live in overcrowded camps or makeshift shelters, without access to food, water, healthcare, or a sense of future. People depend entirely on humanitarian organizations — but only where these organisations are responding.

    Health facilities destroyed

    According to the World Health Organization (WHO), more than 70 percent of health facilities in conflict-affected areas are barely operational or completely closed, leaving millions without access to critical care amid one of the worst humanitarian crises in recent history. Since the war began, MSF has recorded over 80 violent incidents targeting our staff, infrastructure, vehicles and supplies. Clinics have been looted and destroyed, medicines stolen, and healthcare workers assaulted, threatened or killed.

    “Buildings were destroyed, even beds were looted, and medicines were burned to the ground. From afar, it looked like a hospital, but when you entered it, it was a shelter for snakes and grass,” said Muhammad Yusuf Ishaq Abdullah, MSF health promotion officer in Tawila, North Darfur, about the state of Tawila´s hospital after being attacked and looted in June 2023.

    These attacks must stop — medical personnel and facilities are not targets.

    Upcoming rainy season

    The rainy season, fast approaching, threatens to make an already catastrophic situation even worse — severing supply routes, flooding entire regions, and cutting off people just as the hunger gap peaks and malnutrition and malaria spike.

    MSF calls for immediate preparedness measures ahead of the rainy season. More border crossings must be opened, and key roads and bridges must be repaired and kept accessible, especially in Darfur, where seasonal flooding isolates communities year after year.

    Humanitarian restrictions must be lifted, and unhindered access must be guaranteed. MSF urges all actors — including donors, governments, and UN agencies — to enable and prioritize the aid delivery, ensuring that assistance not only reaches the country but is transported swiftly and safely to the hardest-hit and most remote communities. Without a serious commitment to overcoming the political, financial, logistical and security barriers that hinder last-mile delivery, countless lives will remain beyond the reach of help.  

    The people of Sudan have endured this horror for two years too long, they cannot and should not wait any longer.

    “Last week, I and my office met with key stakeholders in our healthcare sector.  Given the heightened concerns related to our hospitals in the Virgin Islands- including staffing shortages, supply deficits, and operational challenges, meeting with those responsible fr the hospitals was very relevant. On Thursday, we met with the Juan F. Luis Hospital physicians and Chief Medical Officer, Dr. Regina Flippin, as well as the Schneider Regional Medical Center physicians and Chief Medical Officer, Dr. George Rosenberg, and on Sunday, I met with the Virgin Islands Government Hospital and Health Facilities Corporation Territorial Board Executive Committee (Corporation). I appreciate the responsiveness of the physician community and the Corporation, and value the respective, collaborative discussions.

    “We discussed the difficulties that the Virgin Islands hospitals are presently facing, including the problems listed above, and we discussed long term funding gaps which continue to plague our healthcare system.  There have been decades-long attempts to change multiple federal programs and funding formulas.  During the Biden Administration, I was able, in legislation, to change the percent of Medicaid payment by the federal government from 55% to 83% and raise the Medicaid cap. Medicare payments for the Virgin Islands are calculated using the Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA). Under TEFRA, the respective base years are 1982 for the Schneider Regional Medical Center (SRMC) and 1996 for the Governor Juan F. Louis Hospital (JFL). The base year reimbursement system, which relies upon an inflation adjustment, does not accurately capture the expenses of patient care services. I have introduced legislation for healthcare equity in each Congress and included in annual appropriations legislation language to urge the Centers for Medicare and Medicaid Services (CMS) to update the payment data and formulas for the hospitals in the Virgin Islands.  Additionally, I have met with CMS leadership to urge the use of their administrative scope to assign a new base period, which is more representative of the reasonable and necessary cost of inpatient services.

    “Additionally, during the calls we discussed Medicare and Medicaid payment systems that allow rural and geographically isolated hospitals an increased reimbursement rate. I have been a longstanding advocate to extend and permit Medicaid and Medicare Disproportionate Share Hospital (DSH) payments to U.S. territories.  We also discussed during the meetings other programs and creative mechanisms to create larger funding for the hospitals, which we will pursue.

    “We also discussed in our Sunday meeting the Myrah Keating Smith Community Health Center and the Morris De Castro Clinic on St. John and the vital support they provide to the community. I understand that the Request for Proposals for the construction contracts for both centers are now closed, and I am hopeful that they are reconstructed in short order, to ensure that providers and community members on St. John have the necessary infrastructure for their healthcare spaces.

    “My office is committed to working with everyone in the Virgin Islands healthcare space to ensure that our providers and community have the necessary support to ensure both short- and long-term stability. I am grateful for the commitment and passion of our doctors and healthcare professionals.  They have made a lifetime commitment to our community, and I respect their dedication to their patients.  I was also happy for the transparency of the hospital Board in discussing their ongoing work to stabilize and create positive change in the hospital.   • MIL-OSI Australia: Viper arrest 14 and seize $4.8m worth of illicit tobacco

    This is a joint media release from the Australian Taxation Office (ATO) and Victoria Police.

    Detectives from the VIPER Taskforce executed warrants at 12 tobacco stores across Melbourne last week as part of the ongoing investigation by Taskforce Lunar into organised crime syndicates linked to the illicit tobacco trade.

    Members of the taskforce were joined at the warrants from 7–11 April by representatives from the Australian Taxation Office (ATO) and Therapeutic Goods Administration (TGA), who also executed warrants at the stores.

    Police attended 12 stores, which they will allege are linked to two of the organised crime syndicates involved, in Altona Meadows, Truganina, Craigieburn, Broadmeadows, Tullamarine, Mill Park, Bundoora, Weir Views, Watsonia, Altona North, Prahran and Hawthorn.

    As a result, the following was seized:

    • 14,593 e-cigarettes (vapes) with a street value of over $729,650 profit
    • 681,368 cigarettes representing $953,915 excise avoided
    • over 305kg of loose-leaf tobacco worth $650,388 excise avoided
    • over $22,500 in cash, and
    • three conducted electricity devices and one baton.

    Fourteen people were arrested and interviewed in relation to the offences of possess tobacco and possess proceeds of crime. They are expected to be charged on summons.

    Detectives from the VIPER Taskforce ran the same operation from 21 November – 2 December, 2024, executing 16 search warrants across regional and metropolitan Melbourne, seizing the following:

    • 582,335 cigarettes representing $791,975 excise avoided
    • over 745 kg of loose-leaf tobacco, worth $1,565,907 excise avoided
    • over 131,000 in cash, and

    Minor law change needed to take pressure off GPs and return people to work faster
    Physiotherapy patients are waiting too long to be allowed to return to work, likely costing ACC millions of dollars in compensation payments it should not be paying because of delays in getting GPs to sign return to work certificates.
    Physiotherapy New Zealand (PNZ) is calling on the Government to amend the law to allow physiotherapists the same power as GPs to certify that a patient who is under ACC care is ready to return to work.
    “New Zealand physiotherapists have the skills and experience to ensure people can return to work safely and with GPs under more pressure than ever, now is the time to remove the bottleneck,” said PNZ President Kirsten Davie.
    “Physiotherapists write the return to work plans now for their patients which GPs sign off on so it’s just common sense to give physiotherapists the same authority. They already do this for employers who need a return-to-work certificate for workers who are not on ACC compensation to ensure they are meeting health and safety requirements.
    “These days getting a timely appointment with a GP is harder than ever, especially in remote parts of New Zealand. We have heard of cases where people without a GP have been forced to wait hours in A&E to get a return-to-work certificate.
    “And even if a patient can get to a GP, they may be charged for the visit.
    “None of this makes sense when a simple amendment to the Accident Compensation Corporation Act giving physiotherapists the power to sign return to work certificates would get people back to work quickly and safely.
    Business supports change
    “Businesses agree with us – they want their staff back to work as soon as possible, as long as they are fit and healthy, and likewise patients who are fit again, want their lives to return to normal as well.”
    The construction industry is keen to see physiotherapists given the authority to return workers to building sites.
    “It just makes good sense,” said Chris Alderson, chief executive of Construction Health and Safety New Zealand which works to raise the standard of health, safety and wellbeing in construction.
    “Many of the injuries construction workers suffer are musculoskeletal related, which physios are well placed to remedy. GPs often refer a worker to a physio who understands the treatment a worker needs and exercises that will help get them back to work fit and well.
    “We know many construction workers don’t have easy access to a GP, so may end up just not getting the treatment they need until the pain is too bad or end up at emergency departments for conditions that should have been dealt with earlier. Giving physios the ability to sign off the return to work will take pressure off primary health care and get workers back to sites far more quickly. It’s just not good for anyone’s mental health and well-being to sit at home when they are ready to go back to work.”
    Cost of compensation
    The cost of compensation that should not be paid out by ACC when people are ready to return to work runs to millions of dollars every year. A Physiotherapy New Zealand survey of members in August 2024 showed how big the problem is. 454 members identified at least 4,400 days of delay for their patients getting a return-to-work certificate in one month alone (equivalent to 628 weeks).
    ACC stipulates the minimum rate of weekly compensation payable is $740.80, based on a 40-hour week (ACC weekly compensation information here). That amounts to $4,656,457, just under half a million in weekly compensation from our member survey in one month alone.
    “Cost savings for ACC in returning people to work as soon as possible are likely to be significant. Right now, ACC is under pressure to reduce costs and be sustainable, so this change makes good financial sense too. ACC weekly compensation claim payments have risen 70% within the last five years, and are projected to rise further.
    “We want to take pressure off GPs and continue working together with them to get Kiwis back to work safely and well.
    “This is a no-brainer – good for people’s health, good for economic growth, good for government finances.”
    Patient example – Robyn, nurse
    Robyn (not her real name) is a nurse in Gisborne (not her real name). She fractured her foot slipping on stairs, which prevented her from returning to work at the local hospital. She rested and after six weeks the fracture clinic discharged her and referred her to physiotherapy for a supported return to work. Robyn was able to do some temporary office work at this time.
    Her physiotherapist assessed her and developed a return to work plan. In order to begin this planned return to work, Robyn needed a signed certificate from a GP. Robyn couldn’t get to see her GP for three weeks as the clinic was only taking emergency cases given how busy it is.
    Without the certificate Robyn was unable to begin the return to her usual clinical duties or continue with the office work. She needed to be either given full clearance for her usual work or be certified partially fit to return to office work and begin the plan with her physiotherapist.
    Since Robyn’s current certificate had expired, ACC compensation stopped.
    Robyn worried she would not have any income for these three weeks, being neither on ACC compensation nor back at work. This left her in limbo until her physiotherapist intervened, called the GP clinic, explained the urgent need, and the GP clinic issued the certificate including the plan the physiotherapist had provided.
    “This was really frustrating – I was facing weeks without income sitting around at home because I couldn’t get to see a GP. It shouldn’t take a call from my physio to make this happen. And we have a real shortage of nurses here so having a nurse out of action for longer than necessary just puts more pressure on the hospital when it doesn’t need to be that way. Physios should be able to do the paperwork to get people back to work as soon as they are fit and well.”

  • MIL-OSI USA: AFL-CIO, Unions Sue Trump Administration Over Cuts to Key Labor Relations Agency

    AFL-CIO, AFGE, AFSCME, AFT, IAM, SEIU, and UFCW Are Plaintiffs in the Lawsuit to Restore the Federal Mediation and Conciliation Service

    NEW YORK – The AFL-CIO and unions representing workers across private and public sector industries sued the Trump administration today over its dismantling of the Federal Mediation and Conciliation Service (FMCS), including firing mediators and staff, and closing field offices across the country.
    FMCS is a small but important independent federal agency that is integral to the government’s labor relations infrastructure. Among the critical services FMCS provides, it helps resolve contract negotiations between workers and employers to protect both the economy and workers’ rights, generating over $500 million in national economic savings each year, even by conservative estimates. But DOGE cuts have decimated the agency: 93% of FMCS staff have been placed on leave, the mediation workforce has been taken down from the 80-100 needed for the agency’s work to just five, and all of the field offices have been closed.

    The suit argues that the administration’s actions are illegal under the Administrative Procedure Act and the U.S. Constitution because they amount to an effective dismantling of FMCS that has prevented it from performing its statutory responsibilities required by Congress.

    “FMCS is a little-known but critical government agency that works to bring labor and management together to solve problems between workers and employers—and it’s illegally under attack by Elon Musk and his DOGE,” said AFL-CIO President Liz Shuler. “Without FMCS, there will be longer and drawn-out contract negotiations, as well as delays in implementing increased wages and improved benefits won through collective bargaining. The unnecessary cuts to FMCS make absolutely no economic sense and will cost taxpayers, consumers, businesses and workers. Congress created FMCS nearly 80 years ago, and only an act of Congress can shutter it. I’m proud to stand shoulder to shoulder with our affiliated unions today in filing this lawsuit to challenge this illegal, cruel and wrong-headed action by DOGE.”

    “We are filing this lawsuit because once again, the administration is unlawfully shutting down an agency simply because billionaires do not like it. Hobbling employers’ and workers’ ability to negotiate will only hurt our communities,” said AFSCME President Lee Saunders. “FMCS helps to mediate thousands of collective bargaining agreements and other disputes, ensuring workers are paid fairly while commerce and services continue to flow. The agency’s meager $55 million budget – which accounts for less than 0.0014% of the overall federal budget – generates more than $500 million in annual savings for our economy. Shutting it down helps only billionaires like Elon Musk and his anti-union friends, who want to take away workers’ voice on the job.”

    “This case is about more than a single agency — it’s about upholding workers’ fundamental bargaining rights and protecting a foundation stone of labor relations in America,” said AFT President Randi Weingarten. “FMCS was created by Congress as a neutral arbiter to promote labor peace and fair negotiations, a role it has proudly carried out for nearly 80 years. The president says he cares about working people, but that’s hard to believe when he attempts to abolish an agency that helps them negotiate fair contracts with their employers. FMCS was crucial to securing an agreement during the Oregon Nurses’ Association’s strike in February, and FMCS mediators were in the room for first contracts at charter schools across New Orleans, New York, Cleveland, and Pittsburgh—discussions that suddenly stalled in the face of the administration’s attacks. The AFT and our co-plaintiffs are suing to block the destruction of FMCS so it can continue to fulfil its Congressional mandate and ensure the administration follows, rather than ignores, federal law.”

    The legal challenge was brought by AFL-CIO, American Federation of Government Employees (AFGE), American Federation of State, County, and Municipal Employees (AFSCME), American Federation of Teachers (AFT), International Associations of Machinists and Aerospace Workers (IAM), Service Employees International Union (SEIU), and United Food and Commercial Workers International Union (UFCW), unions, as well as many locals and affiliates, which have worked with FMCS mediators in labor disputes with their members’ employers. Many are actively engaged in collective-bargaining negotiations with FMCS when the mediator was forced to abruptly leave or cancel the negotiations because they had been placed on leave. With only five mediators remaining at FMCS, these unions and their workers will be left in the lurch, working under expired contracts or no contracts, and strikes or lockouts are much more likely.

    WASHINGTON – Today, Congresswoman Ayanna Pressley (MA-07) joins Senator Ed Markey (D-MA) and the entire Massachusetts Congressional delegation – Senator Elizabeth Warren (D-MA) and Representatives Richard Neal (MA-01), Jim McGovern (MA-02), Lori Trahan (MA-03), Jake Auchincloss (MA-04), Katherine Clark (MA-05), Seth Moulton (MA-06), Stephen Lynch (MA-08), and Bill Keating (MA-09)—in writing to Secretary of Health and Human Services (HHS) Robert F. Kennedy Jr., on the sudden termination of the federal staff responsible for administering the Low Income Home Energy Assistance Program (LIHEAP), and the impacts to Massachusetts families who depend on the program to stay safe, healthy, and housed.

    Massachusetts has received more than 181,000 requests for heating assistance so far this fiscal year, with more than 110,000 households already served through March 31. First-time applicants have also surged: more than 27,000 Massachusetts households applied for LIHEAP for the first time this fiscal year, 8 percent more than last year at this point. More than 58 percent of households served so far include at least one elderly member, more than 33 percent include individuals with disabilities, more than 6,500 include a veteran or active-duty military member, and more than 11,500 include young children under age five. Critically, Massachusetts is still waiting on HHS to release the remaining estimated 10 percent of FY2025 LIHEAP funds.

    In the letter, the lawmakers write, “Over the past decade, Massachusetts energy prices have risen two to three times more than the national average. This winter alone, rate increases in Massachusetts hit families hard, with some energy bills doubling over the heating season. In Boston, residents face some of the highest heating costs among cities nationwide. This means that many Massachusetts families are struggling to pay their utility bills.”

    The lawmakers continue, “Although LIHEAP is structured as a block grant administered primarily by states, federal staff provide essential technical assistance—from calculating the complicated allocation formula and distributing block grant funds, to guiding new state LIHEAP directors, reviewing and approving state plans, and monitoring state program implementation. This is not red tape, it is essential governance. Despite serving more than 5 million households nationwide, the entire federal LIHEAP team consisted of only 25 staff—an example of efficient, high-impact federal support.”

    The lawmakers request answers by May 1, 2025, to questions that include:

    • How does HHS plan to preserve the continuity of LIHEAP operations nationwide?
    • How does HHS plan to ensure that states such as Massachusetts can timely access the remaining FY2025 LIHEAP funds appropriated by Congress?
    • With the termination of the LIHEAP staff, who within HHS is now responsible for the program’s operation?
    • Does HHS intend to restore the terminated positions or provide an equivalent staffing structure before the 2025–2026 heating season begins?
    • What measures will HHS implement to ensure communications with state program administrators on vendor enrollment, rule changes, and reporting compliance?
    • Has HHS consulted — formally or informally — with state LIHEAP administrators or community action agencies about these staff terminations, either before or after they occurred?

  • MIL-OSI New Zealand: Mental health peer support service starts in Christchurch Hospital

    Mental Health Minister Matt Doocey says it was excellent to meet with Christchurch Hospital Emergency Department staff and peer support specialists today to mark the start of a new service designed to better assist people presenting in mental distress.
    “Christchurch ED is one of the busiest in New Zealand, I am pleased that there are now peer support specialists available to provide timely mental health and addiction support for people in their time of need,” Mr Doocey says.
    “One of the initiatives I am most proud of a year in is the roll out of peer support workers. These are people who have their own lived experience with mental health that can empathise and really understand what the person in front of them are going through, which can provide a huge comfort.
    “When I recently met with some of the peer support specialists in Wellington, I spoke to a worker who told me how surreal it was to be here today and have the ability now to now offer others hope and show that there is a pathway forward, like her journey. I think this is really powerful.
    “The peer support specialists are available for people who are presenting to the ED in mental distress and will be able to provide comfort, as well as help connect them to community services if needed.”
    Christchurch ED is the fourth hospital to provide this service after it was launched at Middlemore Hospital, Auckland City Hospital and Wellington Hospital. The service will be extended to Waikato ED in the coming months, and three further locations will be announced soon.
    “I have been heartened to hear that early feedback is showing that peer support specialists are already proving to be beneficial for people presenting to emergency departments and I am looking forward to continuing to see the positive effects of this workforce.”
    Last March, the Government announced that eight services would be stood up across two years using uncommitted funding. Each Peer Support Specialist service is estimated to cost between $300,000 and $500,000 per hospital.
    A $1 million workforce fund has also been set up by the Government to provide Level 4 NZ Certificate in Health and Wellbeing (Peer Support) training and specific training for working in emergency departments.
    “We are also rolling out crisis cafes around the country that will have peer workers in them. The next step as I signalled when I announced we are refreshing the eating disorders strategy is to grow and utilise the peer support workforce more in the eating disorders space,” Mr Doocey says.

    HARTFORD—U.S. Senators Chris Murphy (D-Conn.), a member of the U.S. Senate Health, Education, Labor, and Pensions (HELP) Committee, and Richard Blumenthal (D-Conn.) and U.S. Representatives Joe Courtney (D-Conn.-02) and Rosa DeLauro (D-Conn.-03), sent a letter to the CEO of DSM-Firmenich, parent company of i-Health, following reports of unsafe working conditions and retaliation against workers at the i-Health warehouse in Enfield, Connecticut. In March 2024, employees at the Enfield warehouse exercised their legally protected right to organize and voted to form a union with Teamsters Local 671.

    “Instead of upholding the rights of these employees and honoring your public commitments to their wellbeing, workers allege that DSM-Firmenich has responded with actions that are retaliatory and coercive in nature,” the members wrote.

    Following the unionization of the warehouse workers, workers allege the company engaged in retaliatory and coercive activity like enforcing twelve-hour workdays and six-day workweeks, forced holiday shifts, pressure tactics, refusal to hire adequate workers, and disregard for safety concerns and injury reports. This led to at least one worker experiencing a serious shoulder injury due to mandatory overtime. The company also fired eleven full-time and one temporary employee via text message.

    “To be clear – firing or otherwise retaliating against workers engaging in lawful, protected strike activity is not just unethical but is also a potential violation of U.S. labor law. American workers have long had fundamental labor rights guaranteed by the National Labor Relations Act in order to protect them from unjust situations as this one,” the members continued. “Denying your workers a voice, subjecting them to exhausting and unreasonable schedules, and attempting to counteract their unionization efforts through coercion and retaliation is a gross violation of these rights.”

    The members demanded that DSM-Firmenich and i-Health begin immediate corrective actions by reinstating all employees who were wrongfully terminated, ending all coercive and retaliatory practices targeting union members, bargaining in good faith with Teamsters Local 671 on a fair contract, and ensuring full compliance with U.S. labor laws and the company’s own Code of Business Ethics to ensure a safe, secure, and fair workplace environment.

    “The workers in Enfield process and distribute DSM-Firmenich products to some of the largest retailers in the country. They are invaluable contributors to your global operations and supply chain and deserve to be treated as such – not as expendable labor subject to the whims of your company. We ask that you show leadership and accountability by addressing this situation expediently and with the best interests of your employees in mind,” the members concluded.

    Dear Mr. de Vreeze,

    We write to express our deep concern with DSM-Firmenich’s treatment of workers at its i-Health warehouse in Enfield, Connecticut. The actions taken by your management team in response to lawful union activity may be both illegal under U.S. labor law and contradictory to the core principles laid out in DSM-Firmenich’s Code of Business Ethics.

    In March 2024, employees at the Enfield warehouse exercised their legally protected right to organize and voted for form a union with Teamsters Local 671 – a vote that was certified by the National Labor Relations Board (NLRB). Instead of upholding the rights of these employees and honoring your public commitments to their wellbeing, workers allege that DSM-Firmenich has responded with actions that are retaliatory and coercive in nature. Reports from both workers and their union representatives detail the following:

    • Unilateral imposition of twelve-hour workdays and mandatory six-day workweeks;
    • Elimination of scheduling flexibility and forced holiday shifts;
    • Surveillance of workers and other pressure tactics designed to discourage union activity;
    • Refusal to hire adequate temporary workers, leaving a skeleton crew to handle warehouse operations at an extreme pace and volume;
    • Unlawful retaliation against striking workers by firing eleven full-time and one temporary employee via text message;
    • Blatant disregard for safety concerns and injury reports, leading to at least one worker experiencing a serious shoulder injury due to excessive mandatory overtime; and
    • Attempts to discredit and intimidate striking workers by labeling their peaceful picketing as “illegal and dangerous,” despite no evidence of wrongdoing.

    If true, these practices reflect an unacceptable abuse of employer power. They run counter to the principles that DSM-Firmenich claims to stand for – indeed, your Code of Business Ethics pledges to protect human rights and promote decent work in your global supply chains, ensure the safety, health, and security of your employees, and respect fundamental labor rights including the freedom to organize and collectively bargain. And yet in Connecticut, the aforementioned patterns of behavior represent an unambiguous failure to honor these commitments.

    To be clear – firing or otherwise retaliating against workers engaging in lawful, protected strike activity is not just unethical but is also a potential violation of U.S. labor law. American workers have long had fundamental labor rights guaranteed by the National Labor Relations Act in order to protect them from unjust situations as this one. Denying your workers a voice, subjecting them to exhausting and unreasonable schedules, and attempting to counteract their unionization efforts through coercion and retaliation is a gross violation of these rights.

    Teamsters Local 671 has already filed a complaint with the NLRB pursuant to the protections afforded to them by law. We hope that DSM-Firmenich and i-Health can rectify the above grievances and return to bargaining in good faith with your employees before appropriate legal action is needed. That is why we strongly urge you to review the actions your company has taken against the Connecticut workers at i-Health and begin immediate corrective action in the following areas:

    • Reinstate all employees who were wrongfully terminated;
    • End all coercive and retaliatory practices targeting union members;
    • Bargain in good faith with Teamsters Local 671 on a fair contract; and
    • Ensure full compliance with U.S. labor laws and your own Code of Business Ethics to ensure a safe, secure, and fair workplace environment.

    WASHINGTON, DC – Today, U.S. Senators Jacky Rosen (D-NV) and Roger Wicker (R-MS) introduced a bill to help increase the number of specialist doctors and other medical specialists in rural communities. The bipartisan Specialty Physicians Advancing Rural Care (SPARC) Act will tackle the shortage of physicians in rural communities by creating a student loan repayment program for specialist physicians and other specialist medical professionals practicing in rural areas. Every county in Nevada is experiencing a shortage of medical professionals, and in 2024, Nevada was ranked 45th in the nation with regard to the availability of physicians per 100,000 residents.
    “Nevada’s shortage of medical professionals is jeopardizing the ability of families to get the care they need — especially in our rural communities,” said Senator Rosen. “We need new solutions to bring more physicians to all parts of our state, which is why I’m proud to introduce bipartisan legislation to create a student loan repayment program for specialist physicians practicing in rural areas.     Senator Rosen is working to address Nevada’s health care professional shortage and improve medical care access in the state. Last month, Senator Rosen introduced the bipartisan Physicians for Underserved Areas Act, which would revise the graduate medical education process to increase the likelihood of areas with physician shortages getting more medical residency slots after hospital closures take place elsewhere in the country. She also introduced the bipartisan REDI Act to increase the number of doctors and dentists in underserved areas by allowing them to defer student loan payments without interest until the completion of their residency or internship programs.     “Today marks nine years since B.C. declared the toxic-drug crisis a public health emergency. Since that time, we have lost thousands of people to poisoned drugs, each one a valued member of their community. Each and every loss leaves lasting grief for the people who knew and loved them.

    “This crisis continues to have a devastating impact throughout our province, from families and communities to the front-line workers who provide care, support and compassion in the face of unimaginable loss.

    “Substance use is shaped by many complex factors, including trauma, mental- and physical-health challenges, poverty, stigma and barriers to stable housing and support. Ending this crisis requires an equally complex and compassionate response, one that prioritizes care over judgment.

    “We know there is still so much more to do. On this solemn anniversary, we renew our commitment to saving lives, supporting healing and working together to turn the tide on this crisis.     [SPRINGFIELD, IL] – U.S. Senator Tammy Duckworth (D-IL) and U.S. Senate Democratic Whip Dick Durbin (D-IL) today led the Illinois Democratic Delegation in sending a letter to U.S. Secretary of Health and Human Services (HHS) Robert F. Kennedy Jr. expressing frustration and concern that HHS has slashed critical federal funding for the state’s public health programs and infrastructure.
    “We write to express our real concern about the Department and Health and Human Services’ (HHS) actions to terminate federal funds for state and local health departments, fire critical public health staff, dismantle health agencies, and close regional offices, including the HHS Region 5 office in Chicago, Illinois.  Your decision puts the health and well-being of our people at risk, and will do nothing to ‘Make America Healthy Again,’” the lawmakers wrote.
    Last month, it was reported that HHS would terminate $11.4 billion in federal funding for state and local health departments, including more than $125 million in funding for the Illinois Department of Public Health.  Lawmakers were also told that Illinois would lose access to an additional $324 million in anticipated federal funding that was already allocated to protect Illinois residents from infectious diseases.  Further, Illinois could lose up to $28 million in Substance Abuse and Mental Health Services Administration (SAMHSA) grants for mental health and substance use disorder treatment.
    In an effort to combat the Trump Administration’s destructive funding rescissions, a 24-state coalition, which included Illinois, filed a lawsuit against HHS for the rollback of public health funding.  Earlier this month, a federal court barred HHS from terminating these funds for a 14-day period.
    “The state’s [Illinois’] efforts to prepare for future public health emergencies—which could include the worsening avian flu situation, measles outbreaks, and other respiratory illness challenges—will be severely hampered if HHS rescinds this essential federal funding.  Now that a federal court has blocked HHS from terminating these funds, we urge you to abandon these ill-conceived and dangerous plans,” the lawmakers continued their letter.
    In addition to ripping away billions in promised federal funding, Secretary Kennedy has overseen the destruction of HHS’ workforce and infrastructure, putting thousands of dedicated career civil servants out of a job while gutting critical federal agencies.  Since President Trump’s inauguration, 10,000 HHS employees have left the agency or been fired.  A couple weeks ago, HHS announced that an additional 10,000 public health workers will be fired, including 3,500 from the Food and Drug Administration, 2,400 workers from the Centers for Disease Control and Prevention, 1,200 workers from the National Institutes of Health and 300 workers from the Centers for Medicare and Medicaid Services. 
    “A reduction in force of this magnitude threatens the ability of HHS to ensure the safety of our nation’s foods, drugs, and medical devices; to inspect and regulate nursing homes; to develop breakthrough cures and treatments for patients with cancer, ALS, and heart disease; and to respond quickly when a public health crisis emerges,” the lawmakers wrote.
    The lawmakers continued their letter, emphasizing that closing regional health offices and shutting out states from federal resources does nothing to support the health and safety of Americans.
    “Finally, it was reported that HHS would dismantle and consolidate several health agencies under an ‘Administration for a Healthier America,’ and close several regional offices, including the HHS Region 5 office in Chicago.  HHS Region 5 has been an essential partner in implementing and coordinating federal resources and initiatives.  It has worked with state, local, and tribal governments in Illinois to address a range of public health concerns, including infectious disease outbreaks, mental and behavioral health needs, food recalls, and more,” the lawmakers wrote.  “Eliminating this office or consolidating it into another regional office risks reducing access to agency personnel and HHS resources for Illinois.”
    The lawmakers concluded their letter by reminding Secretary Kennedy of his responsibility to improve public health, not destruct the institution that ensures Americans have the resources to stay healthy.
    “It is one thing to undertake efforts to address waste, fraud, and abuse in government.  It is quite another to cite these reasonable goals as an excuse to instead decimate our nation’s public health infrastructure.  HHS has provided no details on its plans or any explanation of how these steps will improve HHS’ ability to carry out its mission to enhance the health and well-being of all Americans.  The complete lack of transparency on these critical decisions supports the logical conclusion that these decisions were made for political purposes without considering their real-world impact,” the lawmakers wrote.
    “As HHS Secretary, you are tasked with the serious responsibility of protecting our nation’s health and you have the opportunity to make a positive difference in the lives of millions of Americans.   Do not neglect this responsibility, and do not waste this opportunity,” the lawmaker concluded their letter.

  • MIL-OSI USA: Governor Kehoe Announces Four Appointments to State Board of Education

     — Today, Governor Mike Kehoe announced four appointments to the State Board of Education. As his first appointments to the Board, these individuals reflect Governor Kehoe’s vision and commitment to supporting education.

    Michael Matousek, of Kansas City, was appointed to the State Board of Education.

    Mr. Matousek currently serves as the director of the Government Freight Conference at the American Trucking Association. He has previous experience as the state legislative affairs director for the Owner-Operator Independent Drivers Association and legislative director in the Office of Congressman Sam Graves. Mr. Matousek earned his bachelor’s degree in political science from the University of Florida.

    Kenneth “Brooks” Miller Jr., of Sunrise Beach, was appointed to the State Board of Education.

    Mr. Miller previously served as the president and CEO of Jordan Valley Community Health Center. In addition to his professional career, he has served as the vice president of the Springfield Board of Public Utilities and was most recently on the Truman State University Board of Governors. Mr. Miller earned his master’s degree in education administration and bachelor’s degree in business administration from Northeast Missouri State University.

    Jon Otto, of Kansas City, was appointed to the State Board of Education.

    Mr. Otto serves as corporate counsel for Evergy, Inc. focusing on corporate governance, SEC compliance, corporate finance, and real estate transactions. Prior to joining Evergy, he was an attorney at Bryan Cave Leighton Paisner, LLP and Polsinelli, PC law firms. Mr. Otto has served as a board member for Académie Lafayette charter school, University Health KC, Missouri Charter Public School Association, Child Protection Center, Minddrive, and the UMKC Law Alumni Association. Mr. Otto earned his Juris Doctor from the University of Missouri–Kansas City School of Law and his Bachelor of Science in Mathematics from Clark Atlanta University.

    Dr. Thomas Prater, of Springfield, was appointed to the State Board of Education.

    Dr. Prater is a physician and partner at Mattax-Neu-Prater Eye Center in Springfield. From 2016 to 2020, he served as the Zone 2 Councilman on the Springfield City Council. He was also a member of the Springfield R-12 Board of Education from 1998 to 2014. Dr. Prater is an active member of the Missouri State Medical Society and the American Academy of Ophthalmology.   • MIL-Evening Report: Focusing on a child’s strengths can transform assessments – and help them thrive after an ADHD or autism diagnosis

    When parents are concerned about their child’s development, they often seek an assessment to address concerns and identify any conditions, such as autism, attention-deficit hyperactivity disorder (ADHD), or learning disorders.

    Common worries include difficulties making friends, focusing on tasks, or meeting educational goals.

    It might seem counter-intuitive but assessments are starting to focus on a child’s strengths during this process. This can create powerful opportunities to improve child and family outcomes, particularly when too much of the focus is on challenges in the family home, school and play settings.

    There is, however, a lack of evidence about how to do such assessments and how certain strengths can be used in assessment.

    In a new research paper, we have developed a strengths checklist for parents, carers and clinicians to more easily identify children’s skills, talents and positive qualities – and understand the type of support they need at home, school or socially.

    The aim was to provide an easy way for parents and clinicians to identify strengths in children, and to provide a method for studying the role of strengths in development. This assessment can be used alongside more established assessments of challenges.

    Why highlight a child’s strengths?

    Focusing on a child’s strengths can have a powerful impact on children and parents. It can boost a child’s motivation, self-esteem, cognitive skills, language development, problem-solving abilities and build stronger relationships.

    For parents and caregivers, it can increase their own feelings of self-worth and improve the quality of their relationship with their own children.

    When parents and caregivers believe in their child’s abilities and encourage their strengths, children and families thrive.

    However, there are many gaps in research about how to apply a strengths-based approach in the context of a neurodevelopmental assessment.

    Currently, while the basic principle of incorporating strengths is clear, clinicians need to rely on intuition and creativity to guide their practices.

    We have long needed better evidence-based methods to guide this.

    This is where our research comes in

    Our new study used the Sydney Child Neurodevelopment Research Registry, which aims to improve the neurodevelopmental assessment processes and the evidence for what works for families and clinicians. We asked caregivers to identify their child’s strengths on their first assessment visit.

    Nearly 700 caregivers reported an average of 2.8 strengths about their children. Using these themes, we developed a child strengths checklist to use for clinical assessments.

    We showed caregivers identified six categories of child strengths: cognitive and intellectual, social and interpersonal, hobbies and passions, character and personality, physical, and resilient behaviours.

    Some caregivers might report that while their child had difficulty with peer interactions, they were also kind, affectionate, honest and caring.

    Other caregivers described concerns about cognitive delays, but they also described how children persevered and persisted with tasks.

    We asked parents and caregivers about their child’s strengths and found they fell into six categories.

    Analysing the data qualitatively – where we read caregiver transcripts and extracted themes – we captured the richness and detail of unique strengths. In total, we identified 61 unique strengths.

    With community representatives and clinicians, we used this to develop a strengths-based checklist we’re calling the Child Autism and Neurodevelopment Strengths Checklist, or the CANS checklist.

    This type of research will provide the evidence needed to be able to implement national guidelines and to develop better evidence about how strengths can be used to improve outcomes. We want to develop best practices for combining concerns and strengths into feedback, support plans and intervention strategies.

    What can caregivers and clinicians do now?

    Support schemes including the National Disability Insurance Scheme (NDIS) often require families to highlight what children can’t do. Still, there are some practical ways caregivers and clinicians can ensure a child’s strengths are kept front and centre.

    For caregivers, along with discussing concerns, reflect on and talk with your clinicians about your child’s strengths. Make sure clinicians keep these in mind when devising supports.

    For both caregivers and clinicians, it can be helpful to think about characteristics often seen as challenges – such as a strong need for routine – as also potential strengths. It may lead to new ways of supporting children. With the right environment and support, these traits can be valuable assets in a child’s development.

    For clinicians, consider how a child’s strengths can inform your assessment and intervention strategies. Make sure you don’t only focus on what children can’t do or need support with.

    Communicate clearly about the child’s strengths and consider how these strengths can:

    • support the child’s long-term development and goals. If the child thrives on routine and pays close attention to details, showing them how to embrace these strengths can teach them how to use them to reach their own goals and to be more independent

    • be the target of an intervention. Everyone needs to experience success. Designing activities around strengths can make intervention more enjoyable and engaging, and the effects are more likely to be long-lasting

    • be used to support the wellbeing of families. Helping families focus on each other’s strengths and improve the way family members talk about and support one another creates a positive environment where they can all feel valued, respected and cared for.

    By focusing on strengths, we want to create more effective and personalised support for children with neurodevelopmental conditions to reach their full potential.

    Building a strong, evidence-based approach will help ensure children’s strengths are consistently considered in assessments and intervention planning.

  • MIL-Evening Report: Cutting migrant numbers won’t help housing – the real immigration problems not being tackled this election

    Immigration is shaping as one of the most potent policy issues of the election campaign.

    Opposition Leader Peter Dutton has announced a Coalition government would cut the two major migration programs – permanent and net overseas. He has directly linked the number of people coming into the country to high house prices, which feeds into the election’s hot button issue of cost of living:

    the first and foremost interest in mind is to get young Australians into housing.

    But will cutting immigration help fix the housing crisis? Or is this a smokescreen for other problems with the migration system that are not being addressed by the major parties?

    Fewer permanent migrants

    The Coalition is campaigning on its plans to reduce the Permanent Migration Program, from 185,000 a year to 140,000.

    This is the wrong time to make such a large cut. Permanent migration, more than temporary, is critical for Australia’s economic growth. It also helps offset the ageing of the population.

    For its part, Labor failed to include the permanent migration number in last month’s budget, so we have no idea about its plans if it is re-elected.

    It is best for our economy when the annual migration intake is between 160,000 and 220,000. From the Gillard government until today, the Permanent Migration Program has been set by governments of both shades within that range.

    Th Coalition’s proposed cut is problematic because extreme pressure is building in two visa categories that have close to 100% grant rates: Partners and Children in the Family stream and Employer Sponsored workers in the Skill stream.

    If recent experience is anything to go by, the number of applications lodged by family members of Australian citizens or permanent residents will skyrocket to 110,000 by June 30. It is important to note this category is largely demand-driven. These family members have a right to permanent residence under Section 87 of The Migration Act.

    Demand is also exploding in the visa category that allows employers to address labour shortages, which has a grant rate of over 98%. Almost 100,000 applications are expected in 2024–25. However, only 44,000 places have been allocated. Employers are going to be very unhappy whichever side is elected.

    Given the pent-up demand, the Coalition is avoiding the tricky questions about which parts of the Permanent Program it would cut and by how much. Labor is shirking the issue altogether by not providing any target.

    Dutton’s planned reduction to permanent migration numbers would have only a small impact on housing. In a normal year, 60% of grantees are already living in Australia. They won’t be adding to housing demand, because they are already here.

    The numbers don’t add up

    The other major category, Net Overseas Migration, includes temporary arrivals – mainly skilled workers, working holiday makers and international students. Treasury estimates 260,000 migrants in this category in 2025–26

    Dutton says the Coalition would cut this number by 100,000 people and would do it “straight away, once we get into government”.

    But this number is not achievable, at least not “straight away”. Arrivals can be lowered. But the number of departures will be way too low to reach the target.

    The category has already fallen by 100,000 in each of the past two years. It will continue to decline gradually over the next couple of years, but not nearly as fast as the Coalition target requires.

    The number of departures has been low due to the surge in temporary migrants that followed the COVID border closures. The majority of these people have valid visas until at least 2027–28. Only then, is there likely to be a flow of migrants leaving Australia.

    Dutton should have said a Coalition government would reach this target in its third year, not its first. But this would not have suited the false argument that net overseas migration has a big impact on housing affordability. It’s spurious because net overseas migration largely consists of temporary residents who rarely buy houses. And both major parties have policies banning temporary residents from purchasing established properties.

    New temporary migrants do have an impact on rental demand, but it’s highly localised near universities and along public transport routes. Even this demand is somewhat muted. According to 2021 Census data, a large minority (30–40%) of students and working holiday makers live in specialist accommodation or in very large households.

    Problems beyond the election

    Australia is facing an estimated shortfall of 130,000 housing construction workers. Both sides of politics are taking worthwhile steps to expand the number of apprentices. But the apprenticeship route is slow and likely to fall short of requirements.

    We need more skilled tradies from overseas, but it’s not happening due to obstacles in the migration system. Neither side of politics seems to be looking for creative solutions. Certainly, cutting the Permanent Program is not the answer.

    Another major issue is the difficulty successive governments have had in getting people to leave Australia once all their options to remain have been exhausted.

    As of January 2025, there were 92,000 individuals who had been refused a final Protection Visa, but had not yet departed. This number accumulated under the previous Morrison government and has continued to expand under Labor.

    Policy not politics

    Undue panic over the level of net overseas migration in an election context has made a mess of Australian migration policy.

    This is evidenced by the policy shambles over international education. The major parties both have plans to limit the number of foreign students, but the cap in both cases is not much below pre-COVID enrolments.

    On a more positive note, both sides of politics should be commended for not allowing racism and the “otherness” of migrants to enter the debate.

    But it’s time to drop the fantasy that cutting migration will help young Australians enter the housing market. This a blatant distraction from the real and tangible problems with the migration system that must be dealt with by whoever wins on May 3.

  • MIL-Evening Report: Amid the election promises, what would actually help ‘fix’ the housing crisis? Here are 5 ideas

    As the election campaign rolls on, housing has been, unsurprisingly, a major campaign focus. We’ve seen a series of housing policy announcements from across the political spectrum, including duelling announcements from the major parties in recent days.

    Labor will expand access to their Help to Buy and Home Gurantee schemes by either raising or removing income limits and price caps.

    The Liberals will allow first homebuyers to access their super for housing and deduct mortgage repayments from their income tax, while lowering the mortgage serviceability buffer.

    While the politicians make big promises, it’s worth thinking about what evidence shows would actually make a meaningful difference. We have five ideas.

    But first, the extent of the problem

    It’s old news that we have a significant housing affordability problem in Australia.

    Between 2004 and 2024, the national dwelling price to income ratio climbed rapidly from five to eight, hitting ten in Sydney.

    Advertised rents have climbed by more than 20% since the start of COVID.

    The public housing waitlist is around 170,000 households, and the number of homeless persons rose from 95,000 to 122,000 in the two decades to 2021.

    Policies of the past decade have not worked, and in some cases they’ve made it worse. So what would help?

    1. It’s a cluster problem that needs a cluster solution

    When we talk of the affordability crisis, what we’re really talking about is a complicated cluster of interrelated problems that make housing unaffordable to buy, build and rent.

    Unaffordable housing comes from the interaction between the global economy, interest rates, inefficiencies in our construction and planning systems, as well as the outcomes of poor government policies. We should be wary of hitching our wagon to any of these alone.

    Reform of the planning system, for example, is held up by some as the simple solution. While the planning system needs to be improved, it does not make up the entirety of the housing production pipeline – and it’s definitely not a magical solution.

    Equal attention needs to be given to workforce shortages, productivity concerns in the construction industry, development financial risk and developer behaviour. These are all arguably as important as planning in delivering new supply.

    2. It’s not about supply versus demand. It’s both

    Many major housing policy announcements are either supply-focused or demand-focused. What Australia needs are coherent and integrated policy packages addressing both sides of the problem at the same time.

    During this election campaign, both major parties have made a series of demand-boosting policy announcements in rapid succession, designed to put more cash into the hands of first homebuyers.

    All these measures will further fuel increases in house prices at a pace that income growth cannot match.

    It is true both parties have proposed supply measures, such as Labor’s plan to build 100,000 new homes exclusively for first homebuyers.

    However, supply lags mean these houses will not be delivered in time to offset any rise in demand (and price) from the expansion of the demand-boosting schemes.

    3. Think beyond new supply

    The shortfall of dwellings in Australia is certainly a problem, but even an ambitious construction target is likely to add only about 2% to our existing stock each year.

    We need to look to the homes already built and how they can better meet demand. This might include measures to promote granny flats, or enable additional subdivision.

    4. Aim before shooting

    Too many housing programs are poorly targeted. We need to zero in on those in housing need. We shouldn’t be providing assistance to those who don’t need it.

    Policymakers need to confront the targeting errors that afflict their proposed plans.

    Currently, 11% of aspiring first homebuyers are able to meet deposit and repayment requirements to purchase a home.

    Labor’s plan to lift the income limits and caps on available places will open up the scheme to many homebuyers who don’t need government-funded assistance for a home purchase.

    The Liberals’ super for housing plan will also benefit higher-income and older groups.

    5. Design policies through an intergenerational lens

    As we live longer, policymakers must embrace the challenge of meeting the housing needs of multiple generations. This co-existence in society is the new normal.

    For instance, economists have consistently called for the abolition of stamp duties in home purchases, favouring instead a broad-based land tax. This removes a major upfront sum that would otherwise be paid by both young people looking to buy their first home and older “empty nesters” looking to downsize.

    Stamp duty is a major revenue source for state and territory governments. This reform needs Australian government financial support as we move to a more affordable future. Australia’s reliance on stamp duty is second only to South Korea among OECD countries.

    But even if stamp duties are not abolished, we could better use this revenue to meet housing needs, including building additional social housing, bolstering homelessness services and constructing new housing infrastructure.

    The elephant in the housing policy room

    At the end of the day, it’s worth remembering that housing isn’t all about supply, buildings, investment and construction. Our housing is also where we live, sleep and grow old.

    Our population aren’t just passive players in the housing system, they actively shape it, in their choices to buy housing, to rent, seek out major cities and renovate.

    By demonstrating, de-risking, and promoting a broader range of housing options (such as making rental an attractive lifetime tenure, expanding shared equity options, or championing advances in modular and prefabricated construction), governments can shape demand towards more affordable homes.
