  • MIL-OSI Canada: NICHI announces Ontario recipients of funding to advance critical Indigenous housing projects in urban, rural and northern areas and address urgent and unmet needs

    Today, National Indigenous Collaborative Housing Incorporated (NICHI) Chief Executive Officer John Gordon and Minister of Indigenous Services and Minister responsible for FedNor, Patty Hajdu, announced the recipients of NICHI’s expression of need process to address the critical need for safe and affordable urban, rural and northern Indigenous housing projects in Ontario.

    Today’s announcement includes more than $58 million in funding for 12 projects in Ontario led by:

    • Seven Generations Education Institute
    • Brantford Native Housing
    • Fort Albanys Women Shelter
    • Kekekoziibii Development Corporation
    • Na-Me-Res,(Native Men’s Residence)
    • Thunder Woman Healing Lodge Society
    • Endaayaan Awejaa
    • Fort Albany Women’s Shelter
    • Thunder Women Healing Lodge Society
    • Ontario Federation of Indigenous Friendship Centres
    • Reverend Tommy Beardy Memorial Family Treatment Center
    • Nahnahda-Wee-ee-Waywin

    Through the national process, $277.8 million out of a total funding amount of $281.5 million is being distributed to 75 projects across the country aimed at building more than 3800 units. This funding was provided to Indigenous Services Canada through Budget 2022 and was distributed by NICHI, applying its “For Indigenous, By Indigenous” approach. NICHI brings together Indigenous-led housing, homelessness, and housing-related service delivery organizations to provide lasting solutions that address diverse housing inadequacies including homelessness for Indigenous Peoples living in urban, rural and northern areas.

    Over 171,000 Indigenous Peoples in urban, rural and northern areas off reserve are in core housing need according to the 2021 Census. Indigenous Peoples continue to experience core housing needs at a significantly higher rate than non-Indigenous people – with the gap between them being exacerbated by the housing and homelessness crisis and by inadequacies in distinctions-based funding.

    Through a For Indigenous, By Indigenous approach to Indigenous housing that recognizes Indigenous organizations are best placed to understand the needs of their communities, Indigenous Services Canada is striving to close this gap by 2030.

    Access to safe and affordable housing is critical to improving health and social outcomes, and to ensure a better future for Indigenous communities. This funding initiative is part of the Government of Canada’s commitment to address the social determinants of health and advance self-determination in alignment with the United Nations Declaration on the Rights of Indigenous Peoples Articles 21 and 23.

    • On June 8, 2023, the Government of Canada announced that the National Indigenous Collaborative Housing Inc. (NICHI) would deliver $281.5 million in immediate funding over two years to address the urgent, unmet needs of Indigenous Peoples living in urban, rural and northern areas.

    • NICHI held its expression of need process from late November 2023 to January 12, 2024, and funding was allocated to 75 non-profit, Indigenous-led housing organizations by an objective, unbiased Project Selection Advisory Council who prioritized urgent and unmet housing need in Indigenous communities across the country. Currently, $3.7 million of the total funding amount remains to be allocated.

    • The National Indigenous Collaborative Housing Inc. (NICHI) is an Indigenous-led national housing organization working to ensure that all Indigenous people across Canada have access to supports and services that provide safe, affordable, secure and dignified housing.

  • MIL-OSI NGOs: Update from North Gaza: “I just don’t have words” story Oct 23, 2024

    In recent days, Israeli forces have targeted the last remaining hospitals in the north, including the Indonesian, Al-Awda, and Kamal Adwan hospitals. Doctors Without Borders/Médecins Sans Frontières (MSF) calls on Israeli forces to immediately stop attacking health facilities, cease the all-out war on the people of Gaza, and allow for the evacuation of people in need of vital care.

    Among those trapped in the north are MSF staff like Dr. Mohammed Obeid, an orthopedic surgeon currently sheltering and working at Kamal Adwan Hospital as Israeli forces besiege and attack it.

    “There is death in all types and forms in Kamal Adwan Hospital and North Gaza. The bombardment does not stop. The artillery does not stop. The planes do not stop. There is heavy shelling, and the hospital is [being] targeted too. It just looks like a movie—it does not seem real.

    “About five days ago, my house was hit. They completely blew up the roof and water tanks, but we were on the ground floor and only one person got injured, thank God. We left a few times, moving to different areas. My family and neighbors were terrified. I [took] shelter in Kamal Adwan Hospital with my wife and children, and I am now working here, where I can treat numerous patients.

    “There are no words to describe the situation in Kamal Adwan Hospital: It is disastrous. The hospital is completely overwhelmed. There are injured people everywhere, outside and inside the hospital, and we do not have medical and surgical equipment to treat them.

    “Ambulances cannot move. We cannot reach the bodies of the people killed and cannot save the injured ones who lie in the streets. Many of them died before reaching the hospital, and others died inside the hospital as we could not treat their wounds.

    “We have 30 people dead inside the hospital, and around 130 injured patients who need urgent medical care. Medical staff are exhausted, and many are injured as well. We feel hopeless. I just don’t have words.

    “We call on all the countries in the world to consider north Gaza, and to lift the blockade that has led to the death of so many people.”


    Dr. Obeid is among more than 800 MSF staff currently working in Gaza, including 778 locally hired Palestinian staff. In the early months of the war, he shared updates from Al-Shifa Hospital, describing amputating a child and being trapped when the hospital came under siege in November.

  • MIL-OSI USA: Secretary of Defense Lloyd J. Austin III On-Camera, On-the-Record Remarks to Traveling Press in Rome, Italy

    DEPUTY PRESS SECRETARY SABRINA SINGH:. Thanks, everyone, for joining us for this gaggle. I’m going to let the secretary give some opening remarks and then we’ll start with Rob for questions.

    SECRETARY OF DEFENSE LLOYD AUSTIN: Yeah. Again, thanks for joining us on a pretty long trip, but I think we accomplished a lot. It was the last NATO defense ministerial for the Biden administration. And again, I think that was a really good engagement with a number of our allies. And following that, we had a G7 ministerial and the first-ever G7 ministerial — defense ministerial, and I think that was very, very productive as well.

    You went with us as we went into Kyiv following that. We were able to engage President Zelenskyy and his leadership on a number of important issues. We announced yet another presidential drawdown package. And then finally, today finished up with a visit to the Vatican. So, again, I think it was a good trip overall.

    And I’ll stop there and take your questions.

    MS. SINGH: Rob?

    Q: Mr. Secretary, you just met with the Pope, had an audience with him. Can you share more about what you discussed? And did he talk to you about any of the conflicts in Ukraine or the Middle East?

    SECRETARY AUSTIN: Well, it won’t surprise you that the Pope is very much focused on what’s going on in Ukraine and also in the Middle East as well. He’s concerned about humanitarian issues in both areas. And of course, we share a common desire to see these conflicts, you know, scale back in terms of the level of activity and a ceasefire in both cases.

    Again, I think he’ll continue to exercise his influence to do the right things, and I’ll continue to do what we’re doing on our end to make sure that, number one, Ukraine can defend itself and its sovereignty. And number two, as we’ve said a number of times, we’re going to continue to support Israel and its efforts to defend itself.

    We need to dial down the tension in the Middle East region, and we need to also find a way to transition in Ukraine. Now, as we’ve said all along, we’re going to continue to support Ukraine, and they will determine when the time is to go to the negotiating table. But you’ve heard me say before this conflict will end in some kind of negotiation at some point. Thanks.

    MS. SINGH:  Phil?

    Q: Mr. Secretary, in his nightly video address last night, Ukraine’s President Zelenskyy called on allies not to hide and to respond to evidence of North Korean involvement in Russia’s war in Ukraine. So, I’ll ask you, have you seen any evidence that North Korean troops are in Russia? And if so, what is the intent of this deployment?

    SECRETARY AUSTIN: Well, our analysts are — they continue to look at this, and we are seeing evidence that there are North Korean troops that have gone to Africa. And I wouldn’t — excuse me, not Africa but Russia. What exactly they’re doing will have to be seen. These are things that we need to sort out. We’ll have more for you on that later. But, yeah, as we continue to look at this, there is evidence that there are DPRK troops in Russia.

    MS. SINGH: Eric?

    Q: Just to follow up on that, sir, can you talk a little bit about what you understand the intent of those troops to be? And what does it say about perhaps the desperation of Putin himself to rely on these countries? What role is that? And what is the — what is North Korea getting in return for that? What’s the quid pro quo for that?

    SECRETARY AUSTIN: All of the things that we’re trying to trying to gain better fidelity on, Eric, number one, why are the troops there. We’ll continue to pull this thread and see what happens here. If they’re co-belligerents, if their intention is to participate in this war on Russia’s behalf, that is a very, very serious issue.

    And it will have impacts not only in Europe. It will also impact things in the Indo-Pacific as well. We’ve seen the Republic of Korea be very focused on this issue as well. So, still a lot of things to be answered, Eric. And our analysts will continue to work this, and we’ll have more for you as we get more fidelity.

    Q: And where are the North Koreans’ motivations? Why are they doing this?

    SECRETARY AUSTIN: Yeah, unknown. Certainly, there is a strengthened relationship, for lack of a better term, between Russia and DPRK. You’ve seen the DPRK provide arms and munitions Russia, and this is a next step.

    But what it means in terms of where Putin is, you know, I’ve — heard me talk about the significant casualties in — that he had experienced over the last two and a half years. This is an indication that he may be even in more trouble than most people realize. But, again, he went tin cupping early on to get additional weapons and materials from the DPRK and then from Iran. And now he’s making a move to get more people, if that is the case, if these troops are designed to be a part of the fight in Ukraine. But we’ll see. These are questions that have yet to be answered.

    MS. SINGH: Natasha?

    Q: Thank you, Mr. Secretary. Two quick questions. As you’re likely aware, there is a DOD official being named and accused on social media of leaking highly classified intelligence about Israel. Is that disinformation? Can you rule out that that individual is being investigated, and has the probe homed in on a suspect?

    SECRETARY AUSTIN: There’s no OSD official being named as a part of this investigation. So, that is not true at this point, and I’ve seen no evidence of that or any indication that any OSD official will be implicated as a part of this.

    Q: Ok. And secondly, Israel has claimed that Hezbollah has a major bunker underneath Al-Sahel Hospital in southern Beirut. Doctors who work there have denied the allegation. Has the US seen its own evidence of this bunker underneath that hospital?

    SECRETARY AUSTIN: We’ve not seen evidence of that at this point. But, you know, we’ll continue to collaborate with our Israeli counterparts to gain better fidelity on exactly what they’re looking at.

    Q: Thank you.

    MS. SINGH: Lara?

    Q: Mr. Secretary, I understand you shared with the Ukrainians your DOD spend plan for the next five months for the Ukraine conflict. As you know, five months is after the inauguration of what will be a new administration. So, if Trump gets elected, will you speed up that plan to ensure Ukraine gets all the money that Congress has allocated? And how will you ensure that all of the equipment actually gets delivered, since you know that takes longer?

    SECRETARY AUSTIN: Well, as we commit the funds, Laura, I mean, everything won’t be delivered immediately. So, things that we’re purchasing now, for example, may wind up showing up a couple of months later. And as we laid out the plan on what we’re investing in with both our USAI funds and the drawdown materials that we’re providing, when we can get some of those materials refurbished and into Ukraine, and again, it’s not instantaneous, it may take weeks or in some cases a couple of months. But we laid that plan out for them, and we’re confident that, based upon, you know, what we’ve done and what we are doing that, you know, those things will be delivered on the timeline that we’ve outlined.

    Q: But a new administration could change that and could stop those deliveries.

    SECRETARY AUSTIN: They would have to de-obligate, you know, the things that we’ve already obligated. So, I think we’re pretty sure that these materials will continue to flow.

    Q: Thank you.

    MS. SINGH: Chris?

    Q: Thank you, Mr. Secretary. While you were in Ukraine, President Zelenskyy’s focused on $800 million the US has pledged towards drone production. What is the purpose and goal of that? And is that just for drones, or could Ukraine use that towards ballistic or cruise missiles?

    SECRETARY AUSTIN: Well, we’re going to continue to invest in their long range strike capability. Now, what we’ve seen is that they’ve developed the capability to mass produce drones that are very, very effective and that can go impressive distances. We’ve seen them strike targets that are 400 kilometers beyond the border, and even deeper, with precision. And they can do that at a fraction of a cost of a ballistic missile.

    So, it makes sense to invest in that capability, in their ability to continue to scale. And I think that answers, addresses, the needs that they’ll have not only now but long into the future.

    Q: Would you say that addresses the long range strike question that we keep bugging you about?

    SECRETARY AUSTIN: Well, as we’ve told you so many times, the range of an ATACMS is 300 kilometers. They’re striking targets that are beyond 400 kilometers with precision. So, you know, and they can do that at a fraction of the cost. So, this balances out the the balance sheet here.

    And, you know, if they’re going to be able to sustain their efforts, gotta to be able to afford it. And so, it makes sense for them to expand the capacity. It makes sense for us to invest in what they’re doing. It works. It’s effective and it’s precise.

    Q: Thank you.

    MS. SINGH: And the last one. Missy?

    Q: Yep. Thanks so much. In Lebanon, the targets that Israel is striking in the Beirut area have widened beyond military sites. It’s hitting municipal buildings and health clinics. Last night there were intense strikes on apartment buildings. And now Israel’s issuing the warning, as Natasha mentioned, about this hospital, suggesting that could be a target.

    And then, on the other hand in northern Gaza, you know, the UN is describing the situation there as beyond catastrophic. The UN says the IDF is, you know, continuing its offensive there, denied permission to rescue people from the rubble. Only a handful of trucks are reaching the north each day. And meanwhile, the Netanyahu government, some of the ministers today were having conversations about resettling Gaza and extending the occupation there.

    All of that to say I know you are a strong supporter of Israel’s self-defense, but you’ve also said that how they do it matters. In your view, as someone who has commanded counterinsurgency campaigns extensively, do you think that they’ve gone beyond self-defense on both of these fronts to something that’s more punitive or indiscriminate? And are you worried that Israel’s actions are weakening, not strengthening, its security in the long term?

    SECRETARY AUSTIN: Well, Missy, you’ve heard me say on a number of times that — a couple things. Number one, the ability to accomplish your goals militarily in terms of achieving objectives and protecting humans, protecting civilians in the battle space, those two things are— you can do both of those things. They’re not mutually exclusive.

    And the other thing that I’ve emphasized throughout, Missy, is the need to protect civilians and provide that humanitarian assistance. And this is something I talk to my counterpart about every time I talk to him, those two things. We’ve got to be more precise in our operations, and we have to make sure that we’re doing what’s necessary to get assistance and aid into the civilians.

    Failure to do that will, you know, will create a generation of Palestinians that really will continue to resist cooperating with Israel in the future. So, you’re actually increasing the numbers of insurgents in the space if you fail to do that. It’s a strategic imperative, in my view.

    Q: Ok. But just to clarify, in your view, are — the actions that they’re taking on both strips — fronts, have they gone beyond self-defense actions?

    SECRETARY AUSTIN: Well, you know, it’s one of the things in both cases that makes it more difficult is that both Hamas and LH use civilians as human shields. They put their stores of weapons in apartment buildings, beneath mosques and churches and in schools and hospitals in order to make it more difficult to strike them.

    Because of that complication, you know, that has increased the occurrence of civilian casualties. I think — you know, let’s not kid ourselves. This is a complicated, a very, very difficult battle space. And, you know, so we’re — we need to do everything we can — the Israelis need to do everything they can to be as careful as possible to protect civilians in that battle space. But Hamas and LH make it more complicated.

  • MIL-OSI USA: NIH clinical trial will test precision medicine treatments for myeloid cancers

    Researchers will seek to accelerate the discovery of more tailored treatments for these aggressive cancers of the blood and bone marrow.

    The National Institutes of Health (NIH) has launched a proof-of-concept precision medicine clinical trial to test new treatment combinations targeting specific genetic changes in the cancer cells of people with acute myeloid leukemia (AML) and myelodysplastic syndromes (MDS). The trial, funded by NIH’s National Cancer Institute (NCI), aims to accelerate the discovery of more tailored treatments for these aggressive cancers of the blood and bone marrow.

    “NCI is uniquely positioned to conduct this type of study, which is one of a series of NCI precision medicine trials that are helping pave the way for more personalized treatment of cancer,” said W. Kimryn Rathmell, M.D., Ph.D., director of NCI. “By making these trials available to patients in communities around the country, we bring cutting edge science to people where they live and ensure that what we learn from our study participants can benefit patients like them in the future.” 

    “AML and MDS are a heterogeneous group of cancers that can progress very quickly. Treatment advances depend in part on the ability to rapidly identify which subtype of cancer each patient has so that treatments can be tested for their specific cancer,” said Richard F. Little, M.D., of NCI’s Division of Cancer Treatment and Diagnosis. Dr. Little is the NCI coordinator for the trial, known as the Myeloid Malignancies Molecular Analysis for Therapy Choice (myeloMATCH). “The goal of myeloMATCH is to test combinations of drugs to treat the disease in a highly targeted way and to be able to start treatment quickly after diagnosis.”

    Initially, people enrolled in the trial with newly diagnosed AML or MDS will undergo rapid genetic testing of their tumor samples. Based on the molecular characteristics of their tumors, they will be matched to a substudy testing a treatment appropriate for the specific genetic changes and characteristics associated with their disease, if one is available, or to standard treatment if an appropriate substudy is not available.

    If the initial treatment works to reduce a patient’s disease, they will undergo further genetic testing to match them to a subsequent substudy testing a treatment that is appropriate for the specific genetic changes associated with their remaining disease. As the amount of a patient’s disease decreases, study investigators will use increasingly sensitive tools, such as biomarker assays, to identify appropriate treatments for any remaining cancer cells.

    The myeloMATCH trial aims to enroll several thousand people within the first few years, with new substudies rolled out over time. Blood and bone marrow samples collected from participants during the course of the trial will be used to develop and refine the assays, as well as understand what genetic changes might be associated with the development of resistance to a treatment.

    myeloMATCH is being conducted by the National Clinical Trials Network, with the participation of the NCI Community Oncology Research Program (NCORP). Initial substudies will be led by the SWOG Cancer Research Network, the Alliance for Clinical Trials in Oncology, the ECOG-ACRIN Cancer Research Group, and the Canadian Cancer Trials Group. The Frederick National Laboratory for Cancer Research, Fred Hutch Cancer Center, and Children’s Hospital Los Angeles will provide clinical laboratory support for the substudies.

    myeloMATCH is one of three next-generation precision medicine trials that NCI has under way. ComboMATCH is testing the effectiveness of treating adults and children who have relapsed solid tumors with new drug combinations that target specific tumor alterations. ImmunoMATCH has launched a pilot study to determine whether prospective characterization of the immune status of a tumor can be used to improve the response to targeted immunotherapy treatments, with plans to expand to larger studies in the future.

    All three trials are successors to NCI-MATCH, NCI’s groundbreaking precision medicine clinical trial, which showed that people with advanced cancer may benefit from genomic sequencing to help plan their treatment.

    “When President Biden and the First Lady re-ignited the Cancer Moonshot, they set two clear goals: To prevent more than 4 million cancer deaths by 2047 and to improve the experience of people who are touched by cancer,” said Danielle Carnival, deputy assistant to the President for the Cancer Moonshot. “To achieve that goal, the U.S. government is working to expand access to innovative trials like this one, bring targeted new treatments to patients, and, ultimately, save lives.”

    Good morning.
    It was an ordinary Saturday in an extraordinary life.
    I was in my office in the East Wing doing what community college teachers do on weekends—especially on a weekend so late in the semester: I was grading papers.
    It was late April last year. Earlier that morning, I’d read in The New York Times that the U.S. loses $1.8 billion in working time every year to the menopause symptoms that upend women’s lives.
    It struck me—I’d experienced those kinds of symptoms too, so had many of my friends, but, I thought, that’s the way life is, isn’t it?
    And then, that afternoon, Maria Shriver, the former First Lady of California, came in for a meeting. She wanted to talk about women’s health research.
    It’s a problem that’s so simple—yet often ignored: women’s health is understudied and research is underfunded. As a result, too many of our medications, treatments, health products, and medical school textbooks are based on men.
    That’s why, if you ask any woman in America about her health care, she probably has a story to tell.
    You know her.
    She’s the woman who gets debilitating migraines, but can’t find treatment options that work for her. She’s the woman whose heart attack isn’t detected because her symptoms don’t look like a man’s, even as heart disease is the leading cause of death among women. She’s the woman going through menopause, who visits her doctor and leaves with more questions than answers, even though half the country will go through menopause at some point in their lives.
    It seems like women’s bodies are considered miracles when we’re in our child-bearing years, and mysteries as we age.
    I knew this had to change.
    My husband, President Joe Biden, has a deep understanding of how government works and how to get things done quickly. So when I told Joe about this research gap, he got to work.
    Last November, we launched the first-ever White House Initiative on Women’s Health Research.
    From an ordinary Saturday conversation, the Biden Administration has done something extraordinary and fast. All in less than a year, we used the convening power of the White House to bring together government agencies, researchers, medical experts, innovators, and investors. 
    Joe signed the most comprehensive Executive Order ever, to expand and improve research and innovation in women’s health.
    The NIH is investing millions of dollars in new, interdisciplinary women’s health research, like how menopause affects our hearts, brains, and bones.
    The Department of Defense is committing half a billion dollars each year to women’s health research. And what helps women service members helps all women.
    And just today, ARPA-H, the agency that Joe created to invest in the most cutting-edge health breakthroughs, announced $110 million for women’s health researchers and startups to bring new treatments and cures to market. 
    This is government at its best.
    ARPA-H received an unprecedented 1,700 submissions for this funding sprint, which shows the energy and exploration that’s possible in this field. From there, ARPA-H chose to fund 23 recipients with the best “sparks”—meaning the most promising ideas so that researchers can take their work to the next level, and the best “launchpads”—those are the teams that are ready to bring new treatments and health products to market within the next two years.
    Let me give you a couple of examples.
    One in 10 women suffers from a painful, debilitating condition called endometriosis. It can take as long as a decade for women to get a diagnosis. One of today’s recipients from Washington University is developing a blood test—the first of its kind—to reduce the time it takes to diagnose the disease from years to days. So, women can get the treatments they need more quickly.
    We also know that women are more likely to get migraines, but we don’t know why. At UNC-Chapel Hill, a study is being funded to see how migraines are connected to the lymphatic system to help solve that mystery. And the team is working toward personalized treatments for migraines.
    ARPA-H is de-risking investments in these big ideas, so that answers can get to the women who need them now.
    The potential in this space is too great to ignore. In 2021, the Boston Consulting Group estimated that the size of the women’s health market would grow from $9 billion to $29 billion in just eight years, because of the growing momentum from funders and founders to address the unmet health needs of women. I know you see these opportunities in your day-to-day work.
    Here’s what I also want you to know. The women of America are waiting on you.
    Any time I get together with my sisters and friends, we have conversations about our health. We ask each other: should I be taking hormone therapy for symptoms related to menopause? How is it possible that my heart attack was almost missed? 
    It’s time for investors, researchers, and business leaders to have those conversations too, not as an afterthought but as a first thought. Those kinds of questions belong in your research proposals, in your laboratories, in your pitch decks.
    There is incredible momentum behind women’s health right now.
    What are you going to do to make sure this energy is unstoppable?
    So that we leave doctors’ offices with more answers than questions. And take this moment of opportunity to create something extraordinary.

    The Manitoba government is opening its second Extended Hours Primary Care Clinic on Oct. 23, which will be open on evenings, weekends and holidays so patients can access care when and where they need it, Premier Wab Kinew and Health, Seniors and Long-Term Care Minister Uzoma Asagwara announced today.

    “We are bringing health care closer to home for northeast Winnipeggers.” said Kinew. “We were elected on the promise to provide convenient and accessible health care to families across Manitoba and these clinics are doing just that. If your kid scrapes their knee, your parents need a checkup or you need to renew your prescription, you can head down to Concordia’s new clinic.”

    Located in Room 127A at Concordia Hospital, the Extended Hours Primary Care Clinic offers family doctors and nurses who can treat patients for common ailments and support the ongoing management of chronic conditions.

    “Life can’t always adapt to a nine to five schedule and folks can’t always plan for their health-care needs,” Asagwara. “Hard-working Manitobans need convenient options for accessing local care. We had an incredible response to the first Extended Hours Primary Care Clinic at the Grace Hospital. More than 560 patients have been seen since the clinic opened just over a month ago. I’m so glad to be opening another Extended Hours Primary Care Clinic that will reach even more Manitobans.”

    WASHINGTON, DC  Today, Congresswoman Joyce Beatty (D-OH), the Ranking Member of the Subcommittee on National Security, Illicit Finance, and International Financial Institutions, and Congresswoman Maxine Waters (D-CA), the top Democrat on the House Financial Services Committee announced plans this week to introduce a legislative package aimed at strengthening and reforming the International Financial Institutions. With the Annual Meetings of the International Monetary Fund (IMF) and the World Bank Group underway, this bill will help initiate reforms related to transparency, accountability, and institutional management. Specifically, this bill seeks to hold accountable the persons involved in the child sexual abuse scandal at the Bridge Academies project in Kenya, eliminate onerous loan conditions on developing or distressed countries, improve the debt forgiveness efforts of the IFIs, reduce reliance on Russian agriculture, combat corruption, and more.

    “Countries around the world continue to face significant social and economic challenges, from corruption and human rights abuses to debt sustainability crises and the disastrous effects of climate change,” said Congresswoman Beatty. “International Financial Institutions (IFIs) have done substantial work to promote financial stability, poverty reduction, and economic development, but they can do more to address systemic inequities and facilitate debt relief for distressed countries. I am proud to join Ranking Member Waters in introducing this package of meaningful reforms to increase transparency and accountability at the IFIs, strengthen support for low-income countries, and establish robust human rights protections.”

    “Over the years, our International Financial Institutions (IFI) have played a crucial role in establishing international order and addressing some of the most pressing economic challenges across the globe,” said Congresswoman Waters. “Despite this success, there have been troubling instances of child abuse, corruption, discrimination, and mismanagement that has hindered IFIs from reaching their full potential. I am eager to advance this bill to the President’s desk and look forward to working across the aisle on ways to strengthen the IMF, World Bank and other Development Banks so that they can create a more equitable and prosperous global economy.”

    Key provisions in the legislative package include:

    • Treasury Report on Accountability of the World Bank in Child Sexual Abuse – This provision would mandate that Treasury report to Congress on a quarterly basis on actions completed by the World Bank to compensate survivors of child sexual abuse, including with financial compensation and other relief, and to hold accountable those involved in the Bridge Academies project. The quarterly report to Congress must also include details of reforms adopted by the International Finance Corporation (IFC) to prevent such failures in the future, as well as any steps taken by the IFC to impede Treasury from sharing any information around this report or the Bridge Academies case with Congress.
    • Anti-corruption measures in lending agreements – This provision states that the US press for the incorporation of anti-corruption measures in lending agreements at the IMF to build sustainable economies. Such measures must include ensuring that governments receiving loans make specific, measurable, and time-bound commitments as part of the loan agreements, with consequences for noncompliance. 
    • Protections for human rights, including LGBTQ+ persons – This provision would mandate that Treasury oppose the World Bank providing financial assistance to countries that engage in the human rights abuses as reported in the State Department’s Annual Country Reports on Human Rights Practices, including those of people who identify as LGBTQ+.
    • Loan Conditions – This provision states that the U.S. encourage the reduction or elimination of loan conditions that: limit spending on key social needs such as health, education, or climate action; weaken environmental, labor, public health regulations; or increase taxes or reduce subsidies in such a way that falls regressively on recipient country populations.
    • Reporting on Human Rights Abuses in For-Profit Healthcare – This provision mandates that Treasury report to Congress on a biannual basis on any known accusations made by community groups, CSOs, media, or other credible actors, of human rights abuses at MDB-funded, for-profit hospitals, included those funded by the IFC, and on actions completed by the MDB private sector arms to investigate and address or respond to these accusations. This provision also mandates that the U.S. advocate for the MDBs to examine their investments in healthcare to determine contribution to universal health coverage, the strengthening of national health systems, and the reduction of health inequities.
    • Resilience and Sustainability Trust (RST) Financing – This provision would amend the most recent appropriations law so that U.S. money could be used to finance loans to the RST in addition to the Poverty Reduction and Growth Trust. This is important because the Republicans cut the RST out from potentially receiving loans. 
    • Quota Increase – This provision would authorize an equiproportional increase in quota at the IMF consistent with the increase Treasury negotiated with the IMF Member countries. If Congress passes this provision the US would retain its veto power and percent of shareholding at the IMF and China’s share would not increase (even though it probably should based on its growth). At the IMF, Member countries’ maximum financial commitments to the Fund are called “quota.” Quota is broadly matched to a Member country’s relative position in the world’s economy, and voting shares at the IMF are in line with how much quota a country pays. This was in President Biden’s most recent budget request.

  • MIL-OSI Security: Clarenville — Clarenville RCMP investigates fatal moose vehicle collision on TCH near Goobies

    A 64-year-old man is deceased following a moose-vehicle collision that occurred on the Trans-Canada Highway (TCH) near Goobies on the evening of October 22, 2024.

    Shortly after 7:00 p.m. on Tuesday, Clarenville RCMP received the report of the collision involving a moose and two vehicles. A vehicle collided with a moose, crossed into the oncoming lane of travel and collided with another vehicle. The driver and lone occupant of the vehicle that collided with the moose died at the scene. The driver and lone occupant of the second vehicle was transported to Dr. G.B. Cross Memorial Hospital in Clarenville with non-life-threatening injuries.

    The TCH was impassable for a number of hours. A Collision Reconstructionist with RCMP Traffic Services attended the scene and the Office of the Chief Medical Examiner is engaged.

    The investigation is continuing.

    LAS CRUCES, N.M. — Today, U.S. Senator Martin Heinrich (D-N.M.), a member of the Senate Appropriations Committee, highlighted recent funding he’s secured for law enforcement to tackle gun violence, solve crimes, and hold criminals accountable in Southern New Mexico, including a new ballistics testing machine, known as a National Integrated Ballistics Information Network (NIBIN) machine, for Las Cruces.
    Currently, there are only four NIBIN machines in New Mexico: two in Albuquerque, one in Santa Fe, and one on loan in Las Cruces, which the Las Cruces Police Department demonstrated today. Over $1 million Heinrich secured through the Appropriations process will add four new NIBIN machines for Las Cruces, Farmington, Gallup, and Roswell.

    “A permanent NIBIN machine in Las Cruces will make a real difference in helping to solve violent crime in the region, allowing law enforcement to trace firearms used in crimes and hold criminals accountable, all while saving officers valuable time and resources,” said Heinrich. “When it comes to crime, my focus is on preventing what we can and solving it when we can’t. These machines will help us do both – solving the crimes that happen before those same criminals can do more harm. I will continue to deliver investments to support and better equip our law enforcement with the tools needed to keep New Mexicans safe.”
    NIBIN machines are vital to assisting law enforcement in identifying and prosecuting crimes involving firearms through ballistic intelligence.  
    The intelligence gathered by these NIBIN machines will go to the New Mexico Attorney General’s Crime Gun Intelligence Center, where dedicated and trained analysts will use the information to trace and network firearms used in crimes across the state. The Center will then be able to feed that information back to law enforcement agencies to improve identification of suspects and support successful prosecutions. In addition to securing funding for the NIBIN machines, Heinrich secured language in the 2024 Appropriations Bill directing the expanded use of NIBIN for state and local agencies in the Southwest Border region.     
    Heinrich-secured funding for the Las Cruces Police Department
    Heinrich secured $194,000 in the 2024 Appropriations Bills for the Las Cruces Police Department to purchase equipment to safely analyze fentanyl and other illicit narcotics and create a community engagement effort to educate youth on the dangers of illicit drugs. 
    In the 2o23 Appropriations Bills, Heinrich secured $1,750,000 for the Las Cruces Police Department’s Regional Critical Response Team to purchase emergency response equipment to keep New Mexicans safe. The legislation also included $450,000 Heinrich secured for the Las Cruces Police Department to purchase camera trailers, drones, automatic license plate readers, and auto-activated car and body cameras to improve public safety and accountability.

    Heinrich’s longtime leadership to tackle gun violence:     
    A gun owner and father, Heinrich has long worked to advance and pass bipartisan policies that save lives, protect public safety, and reduce gun violence. 
    The Bipartisan Safer Communities Act (BSCA) was the first significant federal gun safety legislation to become law in 30 years. During the bill negotiations, Heinrich specifically worked with U.S. Senator Susan Collins (R-Maine) to increase criminal penalties for straw purchases and stop illegal gun trafficking out of our country.  
    Heinrich-led gun trafficking and straw purchase provisions:
    Heinrich-led provisions in the Bipartisan Safer Communities Act increased criminal penalties for straw purchasers and made it a crime, for the first time ever, to traffic firearms out of the United States. Straw purchasers are people who buy guns for those who cannot buy them directly themselves due to their age, felony criminal convictions, or other limitations. By increasing penalties for straw purchasing, Heinrich’s provision is helping to keep guns out of the hands of criminals and those who would use them against our communities. By making it illegal to traffic firearms out of the country, Heinrich’s provision gave law enforcement the tools needed to prosecute and disrupt the flow of firearms to Mexico and the Northern Triangle, fueling the violence that has driven so many to flee their home countries.  
    To date, the Department of Justice has charged more than 600 defendants using BSCA’s gun trafficking and straw purchasing laws, removing hundreds of firearms off the streets in the process. These cases are significant, often preventing and prosecuting highly dangerous activity, such as crimes linked to organized trafficking rings and transnational criminal organizations.  
    For example, in March 2024, the Justice Department charged several defendants with trafficking and straw purchasing over 100 firearms, including many military-grade weapons, that were allegedly intended to be smuggled to a Mexican drug cartel. In April, a defendant was sentenced to 276 months in prison for firearms trafficking and straw purchasing, as well as distribution of fentanyl, where the evidence showed that two of the trafficked firearms had been used in gang-related shootings. Late last year, a defendant was sentenced to two years in prison for running an illegal gun trafficking enterprise, repeatedly taking money to lie on firearm purchase forms and obtain weapons for convicted felons. 
    In New Mexico, the Office of the United States Attorney for the District of New Mexico has charged 11 defendants with BSCA violations.  
    In June, Heinrich brought his Banning Unlawful Machinegun Parts (BUMP) Act, bipartisan legislation to ban bump stocks, to the Senate floor through a unanimous consent (UC) request. The effort directly followed a recent Supreme Court ruling to overturn a Trump-era ban on bump stocks, devices designed to indiscriminately kill the highest number of people in the shortest amount of time. U.S. Senator Pete Ricketts (R-Neb.), objected to Heinrich’s UC request, blocking passage of the legislation. Since the Supreme Court ruling, over 20 senators have signed onto Heinrich’s BUMP Act, bringing support up to over a quarter of the Senate.  
    Heinrich, U.S. Senator Catherine Cortez Masto (D-Nev.), and former Senator Jeff Flake (R-Ariz.) initially introduced the BUMP Act in the 115th Congress, following the October 1, 2017, mass shooting in which a bump stock was used to fire more than 1,000 bullets into a crowd in just 10 minutes, killing 60 people. U.S. Senator Susan Collins (R-Maine) also cosponsored that legislation.  
    Last November, Heinrich introduced the Gas-Operated Semi-Automatic Firearms Exclusion (GOSAFE) Act, legislation to protect communities from gun violence, while safeguarding Americans’ constitutional right to own a firearm for legitimate self-defense, hunting, and sporting purposes. In addition to regulating the sale, transfer, and manufacture of gas-operated semi-automatic weapons, the GOSAFE Act would prevent unlawful modifications of permissible firearms, including bump stocks. Earlier this summer, Heinrich announced that his GOSAFE Act has been introduced in the House by U.S. Representative Lucy McBath (D-Ga.).       
    In July 2023, Heinrich cosponsored the bicameral Ghost Guns and Untraceable Firearms Act, led by Blumenthal, to require online and other sellers of gun-making kits to comply with federal firearm safety regulations.      
    In 2017, Heinrich cosponsored the bipartisan Fix NICS Act, which now requires federal and state authorities to produce background check implementation plans and holds federal agencies accountable for reporting relevant criminal records to the National Instant Criminal Background Check System (NICS). He also led the successful call to repeal the Dickey Amendment, which had previously prevented the Center for Disease Control and Prevention (CDC) from funding research on gun violence and its effects on public health.

    Investigation Will Help Ensure That No Veteran – In Buffalo Or Anywhere Else In The Country – Fails To Receive Desperately Needed Treatment Again 

    Following their call for accountability after egregious failures at the Buffalo VA left veterans waiting weeks or months to receive care, U.S. Senate Majority Leader Chuck Schumer, Senator Kirsten Gillibrand, Representative Tim Kennedy, and Representative Nick Langworthy today announced a nationwide evaluation of the VA’s community care consult practices to root out systemic issues within the VA’s health care network.

    At Schumer, Gillibrand, Kennedy, and Langworthy’s request, the Government Accountability Office (GAO) will be conducting a comprehensive review of the VA’s community care consult practices. The investigation will include a review of the VA’s practices around scheduling patient treatment, particularly for high-risk and complex conditions. It will also review practices around handling concerns raised by patients and health care providers in the case of delayed treatment. 

    “No veteran, in Western NY or anywhere in America, should experience failures like those that occurred at the Buffalo VA. We must make sure this unacceptable failure to provide the care our veterans need never happens again. This new independent investigation by the Government Accountability Office will conduct a top-to-bottom review of the VA’s nationwide practices,” said Senator Schumer. “We must put better infrastructure and oversight practices in place to protect veterans in Western NY and across the country. We will be watching the VA like a hawk to ensure changes are made and VA centers across the country deliver on their promise to our vets to provide them the top-notch care they have earned and deserve.”

    “What happened at the Buffalo VA was unacceptable. Nothing should ever get in the way of veterans receiving desperately needed care,” said Senator Gillibrand. “I am glad that the Government Accountability Office is investigating the VA at my urging and I look forward to seeing the results of their investigation. I’ll be actively involved to make sure we hold the VA accountable and deliver real results for our veterans.”

    According to a report from the Department of Veterans Affairs Office of Inspector General, critically ill patients at the Buffalo VA had their treatments postponed for months or even canceled entirely, despite concerns raised by patients and health care providers. In one case, a patient waited nine weeks for radiation therapy for a new cancer malignancy, despite efforts by the chief of oncology to get the community care team to schedule treatment. In another, a veteran died waiting for palliative radiation therapy that would have eased severe pain from stage 4 cancer. Following the shocking revelations of the report the lawmakers requested an independent investigation by the GAO into the VA community care practices that led to these failures to ensure better care for veterans both in Western NY and across the country.

    Specifically, the GAO review will include: 

    1. Oversight of medical centers’ adherence to Veterans Health Administration (VHA) requirements for processing consults for conditions considered high-risk or complex; 
    2. Whether consults are appropriately prioritized and consistently processed within VHA’s timeliness requirements;
    3. Reviewing how medical facilities, VISN leaders, and the VHA Office of Integrated Veteran Care respond to concerns regarding delays in consult scheduling from providers, staff, patients, and their families and how this is built into VHA’s quality and risk management programs;
    4. Best practices to prevent and address leadership deficiencies within the community care scheduling process, including the prioritization of patient safety.

    Dear Mr. Dodaro:

                On Friday, September 27th, the Department of Veterans Affairs Office of Inspector General (“OIG”) released its findings following its inspection of the VA Western New York Health System in Buffalo, New York. The report – Leaders Failed to Address Community Care Consult Delays Despite Staff’s Advocacy Efforts at VA Western New York Healthcare System in Buffalo – found a shocking pattern of apathy and incompetence on the part of Department facility and community care leaders in addressing the needs of patients with complex and high-risk conditions.

                As the report indicates, these delays caused or led to an increased risk of harm to the patients. One veteran passed away while waiting months to receive palliative care that would have helped manage cancer pain in their final months. Another patient waited nine weeks to schedule radiation therapy for a new cancer malignancy, despite efforts by the chief of oncology to get the community care team to schedule treatment. Another veteran in their twenties continued to suffer from seizures for another 10 months as they waited for a consult to be scheduled, the delay partially caused by a referral being canceled by the community care medical director. These are only some of the cases highlighted by an OIG report that identified incompetence and bureaucratic red tape that failed the veterans in Buffalo again and again.

                The failure by the leadership at the Buffalo VA Medical Center must never occur again, and veterans across the United States must be reassured that they can receive timely and high-quality health care across the VA health care system.  Therefore, I request that the Government Accountability Office (GAO) conduct a review of Veterans Integrated Services Networks’ (VISN) community care consult practices. The review should include, but not be limited to: 

    1. Oversight of medical centers’ adherence to Veterans Health Administration (VHA) requirements for processing consults for conditions considered high-risk or complex;

    Governor Kathy Hochul today announced $10 million is now available to advance new zero-emission homes in New York State. The Building Better Homes – Zero Emission Homes for Healthier Communities program incentivizes the design, construction and marketing of new clean and resilient single-family homes and townhomes and provides training and technical support to builders and developers. Advancing zero-emission new construction across the state will reduce emissions, improve indoor air quality, and create healthy, comfortable and resilient living environments for all New Yorkers.

    “New homes built to the latest clean energy and efficiency standards will ensure greener, healthier housing is available to all New Yorkers while helping pave the way toward a more sustainable future,” Governor Hochul said. “This investment is another part of the State’s comprehensive strategy to transform the new construction market, curb emissions, and ensure fewer homes and buildings rely on fossil fuels.”

    The Building Better Homes – Zero Emission Homes for Healthier Communities Program, administered by the New York State Energy Research and Development Authority (NYSERDA), provides funding on a first come, first served basis to builders and developers that commit to designing, constructing and growing market awareness and demand for new zero emission single-family homes and townhomes. Projects must meet performance requirements and third-party certification criteria that address clean energy, above code energy efficiency, and resiliency, including heating, ventilation, and air conditioning (HVAC) systems that remain operable during power outages or include backup power sources that can be used in the event of a power outage.

    New York State Energy Research and Development Authority President and CEO Doreen M. Harris said, “Bringing builders and developers resources to advance zero-emission new construction is at the heart of Governor Hochul’s commitment to build homes that are healthy, comfortable, and maximize consumer control over energy use. This program continues NYSERDA’s long history of working with the market to bring the latest in energy and efficiency measures to more New Yorkers.”

    The base incentive per home is up to $7,000 and up to $4,000 for townhomes. Homes located in disadvantaged communities, as defined by the Climate Justice Working Group, will be eligible for the higher incentive amount with an additional $1,000 offered per project in these areas. Funding is also available for Passive House training of staff and contractors to help develop the expertise needed to effectively incorporate these standards into new homes.

    Applications for a single home, townhome or multiple homes and townhomes within a housing subdivision will be accepted through December 31, 2025, by 3 p.m. ET or until funds have been exhausted.     This program is part of the Building Better Homes Initiative, which is designed to advance market awareness of zero-emission building practices and provide resources that can be distributed to consumers about the benefits of them. Benefits to consumers include improved indoor air quality, reducing the potential for asthma and allergies, and more comfortable living, all resulting from modern, high-performance appliances, such as induction cooktops, convection ovens, and clothes washers with integrated heat pump dryers.

    Zero-emission homes are also more likely to operate seamlessly during power outages due to incorporating passive resiliency and survivability measures. With more than 10,000 new homes being built per year in New York State, working with the home building market to reduce emissions is critical to making progress toward the State’s climate and energy goals, including the Governor’s goal to achieve two million climate-friendly homes by 2030.

    Buildings are one of the most significant sources of greenhouse gas emissions in New York State, and through NYSERDA and utility programs, more than $6.8 billion is being invested to decarbonize buildings. By improving energy efficiency in buildings and advancing statewide installations of onsite storage, renewables, and electric vehicle charging equipment, the State will reduce its carbon emissions and advance toward the ambitious target of reducing on-site energy consumption by 185 TBtu by 2025, the equivalent of powering 1.8 million homes.

    This program is funded through the State’s Clean Energy Fund (CEF).

    New York State’s Nation-Leading Climate Plan

    New York State’s climate agenda calls for an orderly and just transition that creates family-sustaining jobs, continues to foster a green economy across all sectors and ensures that at least 35 percent, with a goal of 40 percent of the benefits of clean energy investments, are directed to disadvantaged communities. Guided by some of the nation’s most aggressive climate and clean energy initiatives, New York is advancing a suite of efforts – including the New York Cap-and-Invest program (NYCI) and other complementary policies – to reduce greenhouse gas emissions 40 percent by 2030 and 85 percent by 2050 from 1990 levels. New York is also on a path to achieving a zero-emission electricity sector by 2040, including 70 percent renewable energy generation by 2030, and economy-wide carbon neutrality by mid-century. A cornerstone of this transition is New York’s unprecedented clean energy investments, including more than $28 billion in 61 large-scale renewable and transmission projects across the State, $6.8 billion to reduce building emissions, $3.3 billion to scale up solar, nearly $3 billion for clean transportation initiatives and over $2 billion in NY Green Bank commitments. These and other investments are supporting more than 170,000 jobs in New York’s clean energy sector as of 2022 and over 3,000 percent growth in the distributed solar sector since 2011. To reduce greenhouse gas emissions and improve air quality, New York also adopted zero-emission vehicle regulations, including requiring all new passenger cars and light-duty trucks sold in the State be zero emission by 2035. Partnerships are continuing to advance New York’s climate action with more than 400 registered and more than 130 certified Climate Smart Communities, nearly 500 Clean Energy Communities, and the State’s largest community air monitoring initiative in 10 disadvantaged communities across the State to help target air pollution and combat climate change.

    Canada, the United States and Mexico have a strong and longstanding partnership, and are connected across many areas, including health, business and social relationships. This interconnectedness means that disruptions, such as the COVID-19 pandemic or other threats to health security, can have impacts across all three countries. Through continued coordination and cooperation, we can support the health and well-being of our populations.

    Today, the Public Health Agency of Canada, in collaboration with the Canadian Food Inspection Agency, Public Safety Canada and Global Affairs Canada, and their respective counterparts in the United States and Mexico, released the North American Preparedness for Animal and Human Pandemics Initiative (NAPAHPI).

    NAPAHPI fulfills commitments made during the 2021 and 2023 North American Leaders’ Summits to strengthen North America’s regional health security by working together to mitigate and respond to public health threats. It also provides a flexible framework that will help North American partners collaborate to address the challenges of potential future pandemics or other public health threats that require a coordinated response.

    The NAPAHPI complements the International Health Regulations (IHR) (2005) and other international mechanisms which seek to strengthen and protect global health security, and supports a One Health approach that considers the relationships between the health of humans, animals, and the environment.

    Together, Canada, the United States and Mexico will advance NAPAHPI’s goals by working on key areas for collaboration:

    New Community-Based Support Services Will Improve Housing Stability for Manitobans with Complex Mental Health Needs: Smith


    The Manitoba government will be helping more Manitobans through a new initiative to ensure individuals with serious, long-term mental health disorders can access comprehensive wraparound supports that help keep them housed, Housing, Addictions and Homelessness Minister Bernadette Smith, minister responsible for mental health, announced today.  

    “Meeting the needs of people living with severe, complex mental health disorders requires a range of programs and services,” said Smith. “This investment will build effective and sustainable services along that continuum of care by providing supports right in the community. We will help vulnerable Manitobans stay out of hospitals and emergency rooms by providing safety and stability in their homes.” 

    The new $4.3-million initiative will establish a co-ordination hub and expand community-based care, adding 22 new mental health workers to Manitoba’s mental health service system, the minister noted.  The investment will enable Shared Health to establish two new interdisciplinary teams that use the Assertive Community Treatment (ACT) model to treat and support up to 300 individuals with severe mental illnesses in community settings.   

    “These new teams fill a major gap in the suite of community-based services in Winnipeg, supporting Manitobans who often have several co-occurring and complex mental health and addiction needs,” said Arlene MacLennan, director of health services for adult outpatient mental health and addictions, Shared Health. “There is strong evidence from other jurisdictions that this flexible, co-ordinated and streamlined approach reduces costly visits to hospitals and emergency departments, and helps individuals manage their mental health and substance use problems so they can increase stability and make improvements in their lives.”  

    ACT is an evidence-based service delivery model that provides comprehensive, community-based mental health and addiction services, crisis intervention, medication management, community integration, peer support and housing support services. Flexible Assertive Community Treatment (FACT) teams also use the ACT approach but can adapt the support provided, based on the individual’s needs and without some of the constraints of individual services, such as the length of time a service may be offered.   

    Shared Health will also pilot a new FACT/ACT Hub to support comprehensive assessments of individuals in the community and in hospital. The investment is a significant first step in building housing with support services while improving access to mental health-care wraparound supports, the minister noted.  

    The hub will also work to standardize ACT services across the province and provide provincial oversight, added Smith.

    Governor Kathy Hochul today announced that for the first time, more than 50 percent of the eligible New York population has registered to become organ and tissue donors through New York’s Organ Donor Registry.

    “This is a very important milestone for New York and the thousands of New Yorkers who are waiting for a life-saving organ transplant,” Governor Hochul said. “It is the result of dogged efforts by advocates and my colleagues at the Departments of Motor Vehicles and Health to raise awareness about the never-ending need for organ and tissue donors. Making that decision to provide the gift of life to someone else is a great example of the giving spirit of New Yorkers.”

    This milestone is particularly significant for New York, which has historically had one of the lowest organ donor registry enrollment rates in the country, leaving thousands of New Yorkers waiting for a life-changing transplant, with about 400 New Yorkers losing their lives each year due to a shortage of donors. While much more work remains to ensure a life-changing transplant for every New Yorker in need, reaching the 50 percent mark is a major achievement considering the State was at just 22 percent a decade ago.

    Today, New York State Department of Motor Vehicles (DMV) Commissioner Mark J.F. Schroeder and leadership from the New York State Department of Health (DOH) joined Donate Life New York State, impacted families and elected officials in the Bronx, to celebrate this milestone and to continue to raise awareness in the community, which has one of the lowest rates of enrollments on the Registry.

    DMV Commissioner Mark J.F. Schroeder said, “I have been working and waiting for this moment since I started this job in early 2019. More than 80 percent of New Yorkers who enroll in the Organ Donor Registry sign up through the DMV, so we have made a concerted effort to educate our staff and our customers about the importance of organ donation. New York has lagged behind so many other states for too long, and through this partnership with DOH and Donate Life, we have been successful in turning that around and giving people waiting for organ transplants a fighting chance at a healthy future.”

    State Health Commissioner Dr. James McDonald said, “What could be more beautiful and loving than saving a life? I am so proud that more than 50 percent of our New York population has registered to become organ and tissue donors through New York’s Organ Donor Registry. Just one donor can save the lives of up to eight people while tissue donors can make a meaningful difference in the lives of up to 75 people. I thank everyone who has enrolled. These acts of selflessness make me even more proud to be a New Yorker.”

    Nearly 8,000 New Yorkers are currently on the waitlist for a life-changing organ. Today, this diverse group of State leaders, elected officials, advocates and impacted families encouraged their fellow New Yorkers to join the Registry and help further Donate Life’s mission of ensuring a life-changing transplant for every New Yorker in need. A single donor can save up to eight lives and heal 75 more through organ and tissue donation.

  • MIL-Evening Report: Being mentally flexible might influence our attitudes to vaccination, a new study shows

    Making decisions about our health is a complex and sometimes difficult process.

    On top of our own attitudes, experiences and perspectives, we are inundated with information from other people (friends, family, health professionals) and from external sources (news or social media) about what it means to be healthy.

    Sometimes, this information is consistent with what we think about our own health. At other times, it may contradict our own beliefs. And to make things even more complicated, sometimes this information is deliberate misinformation.

    How do we make sense of all this when making decisions about our health? What determines whether we hold fast to our attitudes, or change our minds?

    Most of us can probably relate to this. During the COVID-19 pandemic, we had to change many of our behaviours to slow the spread of the virus. This meant working from home, wearing a mask, staying in our “bubbles”, and eventually getting the vaccine.

    While the decision to get vaccinated was an obvious one for many people, it was not as straightforward for others. Research from the period immediately before the COVID vaccine became available in New Zealand showed a sizeable minority was unsure about or unlikely to be vaccinated.

    These people were more likely to be young, female and less educated, and were primarily concerned about unknown future side effects. Our new research suggests cognitive (mental) flexibility may also have something to do with attitudes towards vaccination.

    A flexible mind

    Past research suggests mental flexibility plays an important role in our decision-making. Imagine changing the way you do something at work, having a discussion with someone with a different opinion, or being told you should make healthier choices (such as exercising more).

    Some people navigate these situations with ease. Others find it more difficult to adapt. Mental flexibility describes this ability to adapt our attitudes, thoughts or behaviours when faced with new or changing information.

    Studies show mental flexibility influences how extreme our opinions are, how likely we are to believe misinformation or “fake news”, whether we make pro-environmental choices or engage in health-promoting behaviours (sun protection or physical exercise, for example).

    To increase vaccination coverage, governments often use education campaigns that emphasise the safety, effectiveness and importance of vaccination. However, these campaigns don’t always succeed in reducing feelings of uncertainty about vaccination.

    We wanted to know why, and we thought mental flexibility might play a role. To test this, we surveyed 601 New Zealanders on their opinions and experiences of vaccination.

    Some questions asked about external factors, such as how easy they thought it was to access or afford vaccines. Other questions asked about internal factors, such as personal beliefs about vaccination, perceptions of their own heath, and how important or safe they thought vaccines were.

    Overall, our participants reported few external barriers to vaccination, with 97% saying they found vaccines accessible or affordable. These percentages are promising, and may reflect the government’s continued efforts to make it easier to get a vaccine.

    In comparison, internal factors played a larger role in vaccine uncertainty or hesitancy. In particular, nearly a quarter (22%) of participants reported concerns about the health risks of vaccines. And 12% said they didn’t trust the processes or people who developed vaccines.

    Testing adaptive behaviour

    We also asked our participants to play a game designed to measure mental flexibility.

    This involved matching cards based on a rule – for example, match the cards with the same number of objects. The rule would randomly change during the game, meaning participants had to adapt their behaviour as the game went on.

    Interestingly, people who found it harder to adapt to the rule changes (meaning they had lower levels of mental flexibility) also reported more internal barriers to vaccination.

    For example, when we split participants into two groups based on their mental flexibility, the low-flexibility group was 18% more likely to say vaccination was inconsistent with their beliefs. They were also 14% more likely to say they didn’t trust vaccines, and 11% more likely to report concerns about the negative side effects of vaccines.

    This wasn’t the case for external factors. Mental flexibility didn’t predict whether people thought vaccines were accessible or affordable.

    Information is sometimes not enough

    These results suggest making decisions about our health – including whether or not to get vaccinated – depends on more than receiving the “right” information.

    Simply being told about the importance of vaccination may not be enough to change attitudes or behaviours. It also depends on each person’s unique cognitive style – the way they perceive and process information.

    Declining vaccination rates have been a concern worldwide, including in New Zealand, since well before the pandemic. Our findings suggest health education campaigns may be more effective if they take into account the role of cognitive flexibility.

    One technique is to change the way information is framed. For example, instead of just presenting facts about the safety or importance of vaccination, education campaigns could encourage us to question our own perspectives, or to imagine alternative realities by asking “what if?” questions.

    Research shows this type of framing can engage our deliberative thought processes (the ones that help us to think deeply and critically), increase mental flexibility, and ultimately make us more receptive to change.

  • MIL-Evening Report: Abortion is back in the headlines in Australia. The debates in the United States tell us why

    The 2022 news that the US Supreme Court had overturned Roe v Wade and ended the constitutional right to abortion sent shockwaves around the world.

    For Australian opponents of abortion who had long looked to the US for leadership and inspiration, it prompted rejoicing.

    As a leader of Cherish Life Queensland put it, “if the USA can do it, with God’s help, so can we”.

    In late 2024, the abortion issue has suddenly erupted in Queensland and South Australia. A subset of local conservatives, energised by the fall of Roe v Wade and the example of Donald Trump, are embracing the divisive “culture war” tactics that dominate US politics.

    Abortion and Australian politics in 2024

    In the 2020 Queensland election, the Liberal National Party (LNP) has promised a “review” of the legislation that had decriminalised abortion two years prior. However, the party has spent most of the 2024 campaign studiously avoiding the issue.

    That is, until Robbie Katter MP, of Katter’s Australia Party, threw a spanner in the works.

    On October 8, Katter announced that if the LNP won, as was widely predicted, he would immediately introduce a private member’s bill to repeal the state abortion law.

    LNP leader David Crisafulli, who voted against decriminalisation, insists that changing the law is “not part of our plan”.

    However, last week Crisafulli was asked 132 times about abortion and the issue of conscience votes and refused to provide a clear answer.

    In the final leaders’ debate on Tuesday night, Crisafulli finally said there would be no change to abortion law and he was “pro-choice”.

    However, that is unlikely to be the end of the issue – opposition to abortion runs deep in the LNP.

    Party policy in 2018 was that abortion should remain a criminal offence. Despite being a conscience vote, the three LNP members who voted for decriminalisation were threatened with “punishment” afterwards.

    In 2024, several new antiabortion candidates are running for the LNP. Former Liberal senator Amanda Stoker is a particularly high-profile one, having repeatedly addressed the Brisbane March for Life rally.

    The furore over the future of reproductive rights in Queensland occurred in parallel with controversy over anti-abortion legislation introduced by state Liberal MP Ben Hood in South Australia.

    His bill required anyone needing to end a pregnancy after 28 weeks to have labour induced and for the baby to be delivered alive, regardless of the health outcomes for the pregnant person or infant.

    Peak medical and legal bodies condemned the bill, which critics described as a “forced birth” measure. It was narrowly defeated in the upper house on October 16.

    Federally, Senator Jacinta Price has also called for abortion to be back on the “national agenda” and condemned abortion after the first 12 weeks of pregnancy. Her stance is out of step with abortion law in all Australian jurisdictions.

    Public and party opinion

    This sudden uptick in anti-abortion politics does not reflect Australian attitudes.

    A 2024 poll found 75% of Queenslanders agreed that decriminalising abortion had been the right action.

    This view was shared across partisan and geographical lines, held by 73% of LNP voters and 78% of regional Queenslanders.

    Historian Cassandra Byrnes demonstrates that these pro-choice attitudes have deep roots. A majority of the public opposed the police raids on abortion clinics that occurred under Nationals premier Sir Joh Bjelke-Petersen.

    A 2020 poll of South Australians found 80% supported decriminalisation. And 63% considered that later abortion should be available “when the woman and her healthcare team decide it is necessary”.

    The LNP’s hostility towards decriminalisation was also markedly different from the approach in other states.

    Notably, in both New South Wales and South Australia, prominent Liberals, including premiers, voted to decriminalise abortion.

    In South Australia, two senior Liberals, Minister for Human Services Michelle Lensink and Attorney-General Vickie Chapman, led the cross-party group that achieved law reform.

    Importing the culture wars

    When Australian states and territories debated decriminalisation, anti-abortion opponents relied heavily on tactics, pseudoscientific evidence and outright misinformation that first emerged in the United States.

    For example, in 2008, one Victorian group controversially distributed graphic photographs of aborted fetuses, and American diagrams and descriptions of later abortion procedures.

    Now, as Australian conservatives seek to reopen the debate over abortion, American influence underpins the rhetoric and framing.

    For decades, opponents of abortion in the United States focused on chipping away abortion rights and eroding access. They never accepted that abortion was health care.

    Since 1995, their central focus was also on the statistically rare abortions performed after 20 weeks gestation. This focus has been imported wholesale into Australia.

    The anti-abortion activism surrounding Hood’s bill reflects these approaches. Opponents of abortions waged a broad and stigmatising campaign against abortion after 22 weeks and six days, the legal point in South Australia after which two medical practitioners must approve an abortion.

    Hood’s bill is best interpreted as an anti-abortion “messaging” exercise rather than a genuine attempt to amend the law.

    For decades, this was the default tactic motivating Republicans when they introduced extreme, unenforceable bills. The purpose was not legislative change but to amplify their rhetoric and arguments and energise conservative voters.

    Opposition to abortion is also part of a broader rightward shift taking place among some state Liberal branches.

    In South Australia, conservatives launched a power grab after abortion was decriminalised in 2021. This included a significant recruitment drive among Pentecostals.

    A similar recruiting focus on conservative religious faith groups has also occurred in Victoria, triggered by LGBTQI+ victories.

    In South Australia, the party takeover is openly led by Senator Alex Antic. He made a name for himself through his hostility to COVID-19 vaccines and his opposition to trans and abortion rights.

    Antic praises Trump and seeks out connections with conservatives who are or have been close to him, including Steven Bannon and Donald Trump junior.

    Meanwhile, in Queensland, Crisafulli’s desperate efforts not to be pinned down on abortion offer a local version of themes in the 2024 presidential election.

    Because Republicans have experienced significant voter backlash over abortion, Trump has charted an uneasy course.

    Trump claims sole responsibility for the end of Roe v Wade while simultaneously denying any connection to the abortion bans now in place in many states.

    Like Crisafulli, Trump has been unclear about what his victory would mean for reproductive rights.

    Political commentator Mark Kenny concludes that an “ideological battle” is unfolding among Australian Liberals.

    As in the United States, unwavering hostility to abortion is proving central to these politicians as a way to signify their priorities to voters and define themselves against others in their party.

    One Health approach: $25 Million Pandemic Fund focuses on animal health security

    Historic 21st Livestock Census to Capture Data on Pastoralist Holdings and Gender Roles in Livestock Rearing

    The Union Minister of Fisheries, Animal Husbandry, and Dairying, Shri Rajiv Ranjan Singh alias Lalan Singh will launch two pivotal initiatives aimed at strengthening the animal health infrastructure in India: the Pandemic Fund Project on “Animal Health Security Strengthening in India for Pandemic Preparedness and Response” and the 21st Livestock Census operation. The launch will take place on 25th October 2024 at 10:00 AM at Hotel Leela Ambience Convention, Shahdara, New Delhi.

    The event will also be graced by the Ministers of State for Fisheries, Animal Husbandry & Dairying, Shri Prof. S.P. Singh Baghel and Shri George Kurian serving as Guests of Honour. The event will also see the participation of distinguished guests including Shri Amitabh Kant, G20 Sherpa; Prof. Dr. V K Paul, Member Health, NITI Aayog; Ms. Alka Upadhyaya, Secretary, Department of Animal Husbandry and Dairying; and Mr. Punya Salila Srivastava, Secretary, Health & Family Welfare.

    Pandemic Fund Project

    The Pandemic Fund, established under Indonesia’s G20 Presidency, aims to finance critical investments that strengthen pandemic prevention, preparedness, and response (PPR) capacities, with a focus on low- and middle-income countries. India’s $25 million proposal, approved under the Fund’s first call, focuses on animal health security—a crucial component of pandemic preparedness.

    This event will highlight the importance of integrating a One Health approach into pandemic response efforts. Five of the six recent public health emergencies declared by the World Health Organization (WHO) have had their origins in animals, further emphasizing that strengthening animal health security is key to reducing zoonotic risks and safeguarding both human and animal populations from future pandemics.

    The “Animal Health Security Strengthening in India for Pandemic Preparedness and Response” project is designed to reduce the risk of zoonotic diseases that can potentially spread from animals (both domestic and wildlife) to humans. With pandemic threats looming, this project will play a pivotal role in fortifying India’s animal health infrastructure, ensuring the nation is better prepared for future health crises. The project will be implemented in collaboration with the Asian Development Bank (ADB) as the lead implementing entity, with support from The World Bank and the Food and Agriculture Organization (FAO). The launch of the Animal Health Security Strengthening in India project under the Pandemic Fund marks a significant step in India’s commitment to One Health and pandemic preparedness.

    21st Livestock Census Operation

    The Livestock Census (LC) is a crucial exercise that has been conducted every five years since 1919, serving as the backbone for policy formulation and the implementation of various programmes in the Animal Husbandry sector. The Census involves a comprehensive door-to-door survey that captures detailed data on domesticated animals and birds across the nation. Till date 20 Livestock censuses had been conducted and the last census was held in the year 2019.

    The rollout of 21st Livestock Census, scheduled to be conducted during September-December, 2024, will be in collaboration with State/UT Animal Husbandry and Dairying. At all India level around 1 lakh field officials who are mostly veterinarians or para-veterinarians will be involved in the enumeration process. This LC will leverage mobile technology for data collection and transmission. This advancement is expected to enhance the accuracy and efficiency of data collection across all villages and urban wards in the country.

    Data on 15 species of Livestock viz. Cattle, Buffalo, Mithun, Yak, Sheep, Goat, Pig, Camel, Horse, Ponies, Mule, Donkey, Dog, Rabbit and Elephant are covered in this census. Other than Livestock, headcount of Poultry Birds viz. Fowl, Duck, Turkey, Geese, Quail, Gini Fowl, Ostrich and Emu will also be taken from each Household/ Household Enterprises/ Non-households/Institution. This LC will capture data on 219 Indigenous breeds of 16 species recognised by ICAR-National Bureau of Animal Genetic Resources (NBAGR). Notably, this will be the first census to independently capture data on livestock holdings by pastoralists and to include information on the gender of individuals primarily involved in livestock rearing.

    In addition, the event will also feature the release of important documents aimed at strengthening animal health management in India:

    1. Standard Veterinary Treatment Guidelines: A comprehensive document that outlines best practices for veterinary care, aimed at improving the overall health and productivity of livestock.
    2. Crisis Management Plan for Animal Diseases: A critical resource that provides a framework for managing and responding to outbreaks of animal diseases, ensuring rapid containment and mitigation.

    These documents will serve as vital tools for veterinarians, policymakers, and field officials, helping to ensure timely and effective responses to animal health crises and improving disease management protocols.

    The Department of Animal Husbandry & Dairying invites all stakeholders to participate in the launch of the Pandemic Fund Project and the 21st Livestock Census Operation, both of which play an essential role in enhancing India’s preparedness against health crises and in fortifying animal health security.

    European Parliament resolution on the misinterpretation of UN resolution 2758 by the People’s Republic of China and its continuous military provocations around Taiwan

     having regard to its previous resolutions on the People’s Republic of China (PRC) and Taiwan,

     having regard to its resolution of 16 September 2021 on a new EU-China strategy[1],

     having regard to its recommendation of 21 October 2021 to the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy on EU-Taiwan political relations and cooperation[2],

     having regard to its resolution of 7 June 2022 on the EU and the security challenges in the Indo-Pacific[3],

     having regard to its resolution of 15 September 2022 on the situation in the Strait of Taiwan[4],

     having regard to its resolution of 13 December 2023 on EU-Taiwan trade and investment relations[5],

     having regard to the press statement by the US Department of State of 13 October 2024,

     having regard to the UN Convention on the Law of the Sea (UNCLOS),

     having regard to Article 7 of the UN Framework Convention on Climate Change (UNFCCC), concluded on 9 May 1992,

     having regard to Rule 5 of the Standing Rules of Procedure of the Assembly of the International Civil Aviation Organization (ICAO),

     having regard to Article 4 of the Constitution of the International Criminal Police Organization (Interpol),

     having regard to Article 8 and Article 18(h) of the Constitution of the World Health Organization (WHO),

     having regard to Rules 136(2) and (4) of its Rules of Procedure,

    A. whereas UN Resolution 2758 was passed by the UN General Assembly on 25 October 1971 and shifted the official recognition from the Republic of China (Taiwan) to the People’s Republic of China (PRC); whereas today Taiwan, while not being a member of the United Nations, maintains diplomatic relations with 11 of the 193 United Nations member states, as well as with the Holy See;

    B. whereas the EU and Taiwan are like-minded partners that share the common values of freedom, democracy, human rights and the rule of law; whereas Taiwan is a vibrant democracy, with a flourishing civil society; whereas Taiwan held peaceful and well-organised elections on 13 January 2024;

    C. whereas following the adoption of UN Resolution 2758, Taiwan lost its access to participation in multilateral forums, such as the WHO;

    D. whereas Taiwan has never been part of the PRC; whereas the Republic of China was established in 1912 and the PRC in 1949;

    E. whereas UN Resolution 2758 addresses the status of the PRC, but does not determine that the PRC enjoys sovereignty over Taiwan, nor does it make any judgement on the future inclusion of Taiwan in the UN or any other international organisation; whereas, however, the PRC continues to misinterpret UN Resolution 2758 to block Taiwan’s meaningful participation in international organisations and unilaterally change the status quo; whereas these actions highlight the PRC’s ambition to alter the existing multilateral international order and undermine international law, and can be seen as an expression of systemic rivalry;

    F. whereas the EU continues to maintain its own ‘One China’ policy, which is different from the PRC’s ‘One China’ principle; whereas the EU’s long-standing position has been to support the status quo and a peaceful resolution of differences across the Taiwan Strait, while encouraging dialogue and constructive engagement;

    G. whereas through their statement of 23 September 2024 the G7 members, among other things, underlined their support for ‘Taiwan’s meaningful participation in international organizations as a member where statehood is not a prerequisite and as an observer or guest where it is’;

    H. whereas supporting Taiwan’s participation in international organisations does not undermine the EU’s commitment to its ‘One China’ policy, which remains the political foundation of EU-China relations;

    I. whereas over the past decade the PRC has persistently tried to increase its influence over international institutions, using this to sideline Taiwan and prevent Taiwanese passport holders, including journalists, non-governmental organisation workers and political activists, from accessing international institutions; whereas the PRC exercises transnational repression by misusing extradition treaties to target Taiwanese people abroad and therefore put them at risk of arbitrary persecution and human rights abuses;

    J. whereas the statutes of most international organisations tasked to address global issues, including the WHO, the UNFCCC, Interpol and the ICAO, provide opportunities for entities such as Taiwan to participate without infringing on the rights of member states;

    K. whereas Taiwan has consistently demonstrated a peaceful and cooperative attitude globally, has significantly enhanced global developments and thus could contribute greatly to the work of various international organisations;

    L. whereas the PRC is a one-party state that is entirely controlled and ruled by the Chinese Communist Party;

    M. whereas in a speech on Taiwan’s national day of 10 October 2024, Taiwan’s President Lai Ching-te stated that the PRC has ‘no right to represent Taiwan’ and reiterated that the two sides are ‘not subordinate’ to each other; whereas the PRC has justified its recent military exercise by claiming that President Lai Ching-te is pursuing a separatist strategy;

    N. whereas on 14 October 2024 the PRC launched a large-scale military drill, named Joint Sword-2024B, that simulated a blockade of Taiwan; whereas during this exercise a record number of 153 PRC aircraft,18 warships and 17 PRC coastguard ships were detected around Taiwan;

    O. whereas during the exercises four formations of the PRC coastguard patrolled the island and briefly entered its restricted waters; whereas the very frequent deployment of the coastguard by the PRC in the Strait in what the PRC considers ‘law enforcement’ missions is putting constant pressure on the Taiwanese authorities and causing a dangerous increase in the risk of collisions, in what is one of the most concrete indications of the PRC’s intention to erode the status quo; whereas the exercises launched on 14 October 2024 were the fourth round of large-scale war games by the PRC in just over two years;

    P. whereas these activities were condemned by Taiwan as an ‘unreasonable provocation’ and are the latest in a series of war games conducted by the PRC against Taiwan; whereas these military drills came days after Lai Ching-te, Taiwan’s new president, gave a speech vowing to protect Taiwan’s sovereignty in the face of challenges from the PRC;

    Q. whereas the median line, which was set up in a decades-old tacit agreement between both sides of the Taiwan Strait, was designed to reduce the risk of conflict by keeping the military aircraft from both sides of the Strait at a safe distance and thus prevent fatal miscalculations; whereas the PRC’s People’s Liberation Army violated the median line only four times between 1954 and 2020, but now routine incursions reflect Beijing’s intent to irreversibly reset long-standing benchmarks;

    R. whereas the press statements by the High Representative of the Union for Foreign Affairs and Security Policy and the US Department of State reaffirm that peace and stability in the Taiwan Strait are of strategic importance for regional and global security and prosperity; whereas the High Representative’s statement recalls the need to preserve the status quo in the Taiwan Strait, opposes any unilateral actions that change the status quo by force or coercion and calls on all parties to exercise restraint and avoid any actions that may further escalate cross-Strait tensions;

    S. whereas on 23 May 2024 the PRC launched a military drill called Joint Sword-2024A, just days after the inauguration of Lai Ching-te as the new President of Taiwan;

    T. whereas over the past few years the PRC has held similar military drills around Taiwan; whereas these military drills have increased in intensity and have been moved closer and closer to Taiwan’s mainland; whereas during a previous drill in August 2022 the PRC also fired missiles into Japan’s exclusive economic zone;

    U. whereas on top of military pressure the PRC has long been pursuing a sophisticated strategy of targeting Taiwan with foreign information manipulation and interference (FIMI), including hybrid and cyberattacks with the goal of undermining Taiwan’s democratic society;

    V. whereas the PRC, under the leadership of Xi Jinping, has said that it will not renounce the use of force to seek unification with Taiwan;

    W. whereas the PRC’s 2005 Anti-Secession Law includes the use of non-peaceful means, triggered by ambiguous thresholds, to achieve what the PRC calls ‘unification’ with Taiwan; whereas such military action is a grave threat to the security and stability of the entire region, with potentially dire global consequences; whereas EU and US deterrence is of strategic importance to dissuade the PRC from undertaking any unilateral action against Taiwan;

    X. whereas the PRC’s increasingly aggressive behaviour, in particular in its own neighbourhood, such as the Taiwan Strait and the South China Sea, poses a risk to regional and global security; whereas since 2019 the PRC has violated the Taiwanese air defence identification zone (ADIZ) with increasing regularity; whereas the PRC has been behaving aggressively across vast areas of the Indo-Pacific and exerting varying degrees of military or economic coercion, which has led to disputes with neighbours such as Japan, India, the Philippines and Australia;

    Y. whereas the EU has condemned the dangerous actions conducted by Chinese coastguard vessels against lawful Philippine maritime operations in the South China Sea on 31 August 2024; whereas this incident is the latest in a series of actions endangering the safety of life at sea and violating the right to freedom of navigation and overflight in compliance with international law; whereas maritime security and freedom of navigation must be ensured in accordance with international law and, in particular, UNCLOS;

    Z. whereas the PRC is supporting Russia’s war of aggression against Ukraine, in particular through the export of dual-use goods to Russia and the ongoing involvement of PRC-based companies in sanctions evasion and circumvention;

    AA. whereas as a permanent member of the UN Security Council, the PRC has a responsibility to work for peace and stability in the region, and particularly in the Taiwan Strait;

    AB. whereas through its 2021 strategy for cooperation in the Indo-Pacific, the EU and its Member States increased their presence in the region, including through a higher military presence of certain Member States and the continued passage of military ships through the Taiwan Strait;

    AC. whereas Taiwan is located in a strategic position in terms of trade, notably in high-tech supply chains; whereas the Taiwan Strait is the primary route for ships travelling from China, Japan, South Korea and Taiwan towards Europe; whereas Taiwan dominates semiconductor manufacturing markets, as its producers manufacture around 50 % of the world’s semiconductor output; whereas the EU’s strategy for cooperation in the Indo-Pacific argues for increasing trade and investment cooperation with Taiwan;

    AD. whereas the EU is Taiwan’s fourth largest trading partner after the PRC, the United States and Japan; whereas in 2022 Taiwan was the EU’s 12th largest trading partner; whereas the EU is the largest source of foreign direct investment in Taiwan; whereas Taiwanese investments in the EU remain below their potential;

    AE. whereas members of the Australian Senate and of the Dutch House of Representatives have recently adopted motions concerning the distortion of UN Resolution 2758 by the PRC and called for support for Taiwan’s greater participation in multilateral organisations;

    1. Reiterates that Taiwan is a key EU partner and a like-minded democratic friend in the Indo-Pacific region; commends Taiwan and the Taiwanese people for their strong democracy and vibrant civil society, demonstrated once more by the peaceful and well-organised elections of 13 January 2024;

    2. Opposes the PRC’s constant distortion of UN Resolution 2758 and its efforts to block Taiwan’s participation in multilateral organisations; calls for the EU and its Member States to support Taiwan’s meaningful participation in relevant international organisations such as the WHO, the ICAO, Interpol and the UNFCCC; further calls on the UN Secretariat to grant Taiwanese nationals and journalists the right to access UN premises for visits, meetings and newsgathering activities;

    3. Strongly condemns the PRC’s unwarranted military exercises of 14 October 2024, its continued military provocations against Taiwan and its continued military build-up, which is changing the balance of power in the Indo-Pacific, and reiterates its firm rejection of any unilateral change to the status quo in the Taiwan Strait; lauds the restraint and disciplined reaction of the Taiwanese authorities and calls for regular exchanges between the EU and its Taiwanese counterparts on relevant security issues;

    4. Reaffirms its strong commitment to the status quo in the Taiwan Strait; underlines that any attempt to unilaterally change the status quo in the Taiwan Strait, particularly by means of force or coercion, will not be accepted and will be met with a decisive and firm reaction;

    5. Underlines that UN Resolution 2758 takes no position on Taiwan; strongly rejects and refutes the PRC’s attempts to distort history and international rules;

    6. Reiterates the EU’s commitment to its ‘One China’ policy as the political foundation of EU-China relations; recalls that the EU’s China strategy emphasises that constructive cross-strait relations are part of promoting peace and security in the whole Asia-Pacific region and that the EU supports initiatives aimed at dialogue and confidence-building;

    7. Underlines that in Taiwan it is up to the people to democratically decide how they want to live and that the status quo in the Taiwan Strait must not be unilaterally changed by the use or threat of force;

    8. Reiterates its strong condemnation of statements by Chinese President Xi Jinping that the PRC will never renounce the right to use force with respect to Taiwan; underlines that the PRC’s use of force or threats or other highly coercive measures to achieve unification is incompatible with international law; expresses grave concern over the PRC’s use of hostile disinformation to undermine trust in Taiwan’s democracy and governance; reiterates its previous calls for the EU and its Member States to cooperate with international partners in helping to sustain democracy in Taiwan, keeping it free from foreign interference and threats; underlines that only Taiwan’s democratically elected government can represent the Taiwanese people on the international stage;

    9. Condemns the PRC’s systematic grey-zone military actions, including cyber and disinformation campaigns against Taiwan, and urges the PRC to halt these activities immediately; calls, in this regard, for cooperation between the EU and Taiwan to be deepened further to enhance structural cooperation on countering disinformation and foreign interference; welcomes the posting of a liaison officer at the European Economic and Trade Office in Taiwan to coordinate joint efforts to tackle disinformation and interference as a first important step towards deeper EU-Taiwan cooperation, and calls for the EU to further deepen cooperation with Taiwan in this key area; praises the courage of the Taiwanese people and the proportionate and dignified reactions of the Taiwanese authorities and institutions in the face of intensifying Chinese threats and activities;

    10. Firmly rejects the PRC’s economic coercion against Taiwan and other countries, as well as against EU Member States, and underlines that such practices are not only illegal under World Trade Organization rules, but that they also have a devastating effect on the PRC’s reputation around the world and will lead to a further loss of trust in the PRC as a responsible actor; stresses the independent right of the EU and its Member States to develop relations with Taiwan in line with their interests and shared values of democracy and human rights without foreign interference; calls on EU and Member State missions abroad to address and provide alternatives to malign PRC business practices, especially in the Global South;

    11. Is very concerned at the adoption of the so-called guidelines for punishing ‘diehard Taiwan independence separatists’ for committing crimes of secession and the incitement of secession jointly announced by the Supreme People’s Court, the Supreme People’s Procuratorate, the ministries for public security and state security and the justice ministry in June 2024, which could lead to harsh punishments for the crime of secession, up to and including the death penalty; strongly condemns the sentencing of one Taiwanese activist to nine years in prison in September 2024 after his arrest in the PRC in 2022, as well as the constant harassment of Taiwanese people working and living in the PRC;

    12. Is seriously concerned about the situation in the East and South China Seas; recalls the importance of respecting international law, including UNCLOS and, in particular, its provisions on the obligation to settle disputes by peaceful means and on maintaining the freedom of navigation and overflight; calls on all countries that have not done so to swiftly ratify UNCLOS; calls for the EU and its Member States to step up their own maritime capacities in the region; reminds the PRC of its responsibilities, as a permanent member of the UN Security Council, to uphold international law and emphasises the obligation to resolve disputes peacefully;

    13. Reaffirms its grave concerns about China’s increasing military investments and capabilities; expresses grave concerns about the renewed Chinese and Russian commitment to further strengthen their military ties and condemns the Chinese supply of components and equipment to Moscow’s military industry; welcomes the Council decision to impose sanctions on Chinese companies for supporting Russia’s war against Ukraine; deplores the ‘no limits’ partnership between Russia and the PRC; welcomes the increasing commitment and military presence of the United States in the Indo-Pacific; reiterates its calls for a coordinated approach to deepening EU-US cooperation on security matters, including through transatlantic parliamentary dialogue;

    14. Strongly welcomes the close cooperation and alignment of Taiwan with the EU and the United States in responding to Russia’s war against Ukraine and issuing sanctions in response to this blatant violation of international law; recalls Taiwan’s help in addressing the humanitarian crisis caused by Russia’s war of aggression against Ukraine and its continuous involvement and support for the Ukrainian government and countries hosting Ukrainian refugees;

    15. Highlights that the PRC’s various actions in the field of cognitive and legal warfare are slowly undermining the status quo, as well as intensifying grey-zone activities that are intended to circumvent detection, existing laws and response thresholds; calls for the EU to establish and enforce its redlines through its toolbox of sanctions, including sectoral sanctions, against hybrid activities and cyberthreats, and to coordinate strong diplomatic and economic deterrence measures with liked-minded partners;

    16. Expresses its gratitude for Taiwan’s help and assistance during the COVID-19 pandemic;

    17. Recognises the importance of Taiwan in securing global supply chains, especially in the high-tech sector where Taiwan is the leading producer of semiconductors, and calls for the EU and its Member States to engage in closer cooperation with Taiwan;

    18. Calls on the Commission to launch, without delay, preparatory measures for negotiations on a bilateral investment agreement, or other kinds of agreement, with Taiwan; highlights the potential for cooperation on foreign direct investment screening policy and on tackling economic coercion and retaliation;

    19. Applauds the increase in freedom of navigation exercises conducted by several EU countries, including France, the Netherlands and Germany; notes that these activities are in line with international law and calls for more cooperation and coordination with regional partners in order to increase freedom of navigation operations in the region;

    20. Welcomes visits by former and current Taiwanese politicians to Europe, including the recent visit of former President Tsai Ing-wen to the European Parliament on 17 October 2024; welcomes, furthermore, continued exchanges of its Members with Taiwan and encourages further visits of official European Parliament delegations to Taiwan; additionally encourages further exchanges between the EU and Taiwan at all levels, including political meetings and people-to-people encounters;

    21. Encourages, in this light, increased economic, scientific and cultural interactions and exchanges, focusing, among other areas, on youth, academia, civil society, sports, culture and education, as well as city-to-city and region-to-region partnerships; reiterates its call on the Member States to engage in meaningful and structural technical cooperation with Taiwan’s National Fire Agency and National Police Agency and with local administrations in the field of civil protection and disaster management;

    22. Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy and the governments of the People’s Republic of China and Taiwan.

    European Parliament resolution on Commission Implementing Decision (EU) 2024/1826 authorising the placing on the market of products containing, consisting of or produced from genetically modified maize DP23211 pursuant to Regulation (EC) No 1829/2003 of the European Parliament and of the Council (2024/2838(RSP))

    The European Parliament,

     having regard to Commission Implementing Decision (EU) 2024/1826 authorising the placing on the market of products containing, consisting of or produced from genetically modified maize DP23211 pursuant to Regulation (EC) No 1829/2003 of the European Parliament and of the Council[1],

     having regard to Regulation (EC) No 1829/2003 of the European Parliament and of the Council of 22 September 2003 on genetically modified food and feed[2], and in particular Article 7(3) and Article 19(3) thereof,

     having regard to the vote of the Standing Committee on Plants, Animals, Food and Feed referred to in Article 35 of Regulation (EC) No 1829/2003, on 26 April 2024, at which no opinion was delivered, and the vote of the Appeal Committee on 29 May 2024, at which again no opinion was delivered,

     having regard to Article 11 of Regulation (EU) No 182/2011 of the European Parliament and of the Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by Member States of the Commission’s exercise of implementing powers[3],

     having regard to the opinion adopted by the European Food Safety Authority (EFSA) on 29 November 2023, and published on 18 January 2024[4],

     having regard to its previous resolutions objecting to the authorisation of genetically modified organisms (‘GMOs’)[5],

     having regard to Rule 115(2) and (3) of its Rules of Procedure,

     having regard to the motion for a resolution of the Committee on the Environment, Public Health and Food Safety,

    A. whereas, on 11 December 2019, Pioneer Overseas Corporation, based in Belgium, submitted, on behalf of Pioneer Hi-Bred International, Inc., based in the United States, an application to the national competent authority of the Netherlands (the ‘application’) for the placing on the market of foods, food ingredients and feed containing, consisting of or produced from genetically modified maize DP23211 (the ‘GM maize’), in accordance with Articles 5 and 17 of Regulation (EC) No 1829/2003; whereas the application also covered the placing on the market of products containing or consisting of the GM maize for uses other than food and feed, with the exception of cultivation;

    B. whereas, on 29 November 2023, EFSA adopted a favourable opinion, which was published on 18 January 2024;

    C. whereas the GM maize contains genes conferring resistance to glufosinate and produces insecticidal proteins;

    Lack of assessment of the complementary herbicide

    D. whereas Commission Implementing Regulation (EU) No 503/2013[6] requires an assessment of whether the expected agricultural practices influence the outcome of the studied endpoints; whereas, according to that Implementing Regulation, this is especially relevant for herbicide-tolerant plants;

    E. whereas the vast majority of GM crops have been genetically modified so that they are tolerant to one or more ‘complementary’ herbicides which can be used throughout the cultivation of the GM crop, without the crop dying, as would be the case for a non-herbicide tolerant crop; whereas a number of studies show that herbicide-tolerant GM crops result in a higher use of complementary herbicides, in large part because of the emergence of herbicide-tolerant weeds[7];

    F. whereas herbicide-tolerant GM crops lock farmers into a weed management system that is largely or wholly dependent on herbicides, and does so by charging a premium for GM seeds that can be justified only if farmers purchasing such seed also spray the complementary herbicides; whereas heightened reliance on complementary herbicides on farms planting the GM crops accelerate the emergence and spread of weeds resistant to those herbicides, thereby triggering the need for even more herbicide use, a vicious circle known as ‘the herbicide treadmill’;

    G. whereas the adverse impacts stemming from excessive reliance on herbicides will worsen on soil health, water quality, and above and below ground biodiversity, as well as leading to increased human and animal exposure, potentially also via increased herbicide residues on food and feed;

    H. whereas glufosinate is classified as toxic to reproduction 1B and therefore meets the ‘cut-off criteria’ set out in Regulation (EC) No 1107/2009 of the European Parliament and of the Council[8]; whereas the approval of glufosinate for use in the Union expired on 31 July 2018;

    I. whereas assessment of herbicide residues and metabolites found on GM plants is considered outside the remit of the EFSA Panel on Genetically Modified Organisms and is therefore not undertaken as part of the authorisation process for GMOs;

    Member State competent authority and stakeholder comments

    J. whereas Member States submitted many critical comments to EFSA during the three-month consultation period, including that the monitoring plan concerned does not ensure that relevant information for the monitoring of the product is gathered and therefore cannot be considered adequate, as well as that the insecticidal protein produced by the plant has not been adequately assessed;

    Ensuring a global level playing field and upholding the Union’s international obligations

    K. whereas the conclusions of the Strategic Dialogue on the Future of EU Agriculture[9] call on the Commission to reassess its approach on market access for agri-food imports and exports, given the challenge of diverging standards of the Union and its trading partners; whereas fairer trade relations, at a global level, coherent with goals for a healthy environment were one of the main demands of farmers during the demonstrations of 2023 and 2024;

    L. whereas a 2017 report by the United Nations’ (UN) Special Rapporteur on the right to food found that, particularly in developing countries, hazardous pesticides have catastrophic impacts on health[10]; whereas the UN Sustainable Development Goal (UN SDG) Target 3.9 aims by 2030 to substantially reduce the number of deaths and illnesses from hazardous chemicals and air, water and soil pollution and contamination[11];

    M. whereas the Kunming-Montreal Global Biodiversity Framework (‘Kunming-Montreal Framework’), agreed at the COP15 of the UN Convention on Biological Diversity (UN CBD) in December 2022, includes a global target to reduce the risk of pesticides by at least 50 % by 2030[12];

    N. whereas Regulation (EC) No 1829/2003 states that GM food or feed must not have adverse effects on human health, animal health or the environment, and requires the Commission to take into account any relevant provisions of Union law and other legitimate factors relevant to the matter under consideration when drafting its decision; whereas such legitimate factors should include the Union’s obligations under the UN SDGs and the UN CBD;

    Reducing dependency on imported feed

    O. whereas one of the lessons from the COVID-19 crisis and the still ongoing war in Ukraine is the need for the Union to end the dependencies on some critical materials; whereas in the mission letter to Commissioner-designate Christophe Hansen, Commission President Ursula von der Leyen asks him to look at ways to reduce imports of critical commodities[13];

    Undemocratic decision-making

    P. whereas, in its eighth term, Parliament adopted a total of 36 resolutions objecting to the placing on the market of GMOs for food and feed (33 resolutions) and to the cultivation of GMOs in the Union (three resolutions); whereas, in its ninth term, Parliament adopted 38 objections to placing GMOs on the market;

    Q. whereas despite its own acknowledgement of the democratic shortcomings, the lack of support from Member States and the objections of Parliament, the Commission continues to authorise GMOs;

    R. whereas no change of law is required for the Commission to be able not to authorise GMOs when there is no qualified majority of Member States in favour in the Appeal Committee[14];

    S. whereas the vote on 26 April 2024 of the Standing Committee on Plants, Animals, Food and Feed referred to in Article 35 of Regulation (EC) No 1829/2003 delivered no opinion, meaning that the authorisation was not supported by a qualified majority of Member States; whereas the vote on 29 May 2024 of the Appeal Committee again delivered no opinion;

    T. whereas on 2 July 2024, the Commission authorised the placing on the market of the GM maize;

    1. Considers that Implementing Decision (EU) 2024/1826 exceeds the implementing powers provided for in Regulation (EC) No 1829/2003;

    2. Considers that Implementing Decision (EU) 2024/1826 is not consistent with Union law, in that it is not compatible with the aim of Regulation (EC) No 1829/2003, which is, in accordance with the general principles laid down in Regulation (EC) No 178/2002 of the European Parliament and of the Council[15], to provide the basis for ensuring a high level of protection of human life and health, animal health and welfare, and environmental and consumer interests, in relation to GM food and feed, while ensuring the effective functioning of the internal market;

    3. Calls on the Commission to repeal Implementing Decision (EU) 2024/1826;

    4. Calls on the Commission not to authorise herbicide-tolerant GM crops, due to the associated increased use of complementary herbicides and therefore the increased risks to biodiversity, food safety and workers’ health in line with the One Health approach;

    5. Highlights, in this regard, that authorising the import for food or feed uses of any GM plant which has been made tolerant to herbicides that are banned in the Union, such as glufosinate, is incoherent with the Union’s international commitments under, inter alia, the UN SDGs and the UN CBD, including the recently adopted Kunming-Montreal Framework[16];

    6. Expects the Commission, as matter of urgency, to deliver on its commitment to come forward with a proposal to ensure that hazardous chemicals banned in the Union are not produced for export;

    7. Welcomes the fact that the Commission finally recognised, in a letter of 11 September 2020 to Members, the need to take sustainability into account when it comes to authorisation decisions on GMOs[17]; expresses its deep disappointment, however, that, since then the Commission has continued to authorise GMOs for import into the Union, despite ongoing objections by Parliament and no qualified majority of Member States in favour;

    8. Urges the Commission, again, to take into account the Union’s obligations under international agreements, such as the Paris Climate Agreement, the UN CBD and the UN SDGs; reiterates its call for draft implementing acts to be accompanied by an explanatory memorandum explaining how they uphold the principle of ‘do no harm’[18];

    9. Instructs its President to forward this resolution to the Council and the Commission, and to the governments and parliaments of the Member States.

    The National Institute for Empowerment of Persons with Visual Disabilities (NIEPVD), Dehradun (under D/o Empowerment of Persons with Disabilities – DEPwD, M/o Social Justice and Empowerment), signed important Memoranda of Understanding (MoUs) with six institutions, including non-governmental organizations (NGOs) dedicated to the empowerment of Divyangjan.

     

    On this occasion, Secretary (DEPwD) Shri Rajesh Aggarwal said, “Today marks a significant milestone, and we are confident that the positive impact of these collaborations will be evident in the lives of Divyangjan in the near future.” This partnership is a crucial step towards enhancing the capabilities and welfare of Divyangjan by ensuring access to essential resources and support.

    The MoUs, with institutions including Uttarakhand Open University (Haldwani), National Institute of Electronics & Information Technology (NIELIT) Haridwar, Max Hospital Dehradun, NGOs Pratham (Mumbai), National Association for the Blind (NAB) Delhi and Torchit Pvt. Ltd. (Ahmedabad), aim to promote the welfare and upliftment of Divyangjan.

    The partnership would focus on areas such as modern technology, artificial intelligence, psychological support, protection against online fraud, ease of access to technology, utilization of modern teaching-learning materials, and technical training for teachers working in special education.

    A significant transformation occurred in India’s healthcare landscape with the launch of the “Pradhan Mantri Bhartiya Janaushadhi Pariyojana” (PMBJP) in November 2016. This initiative aims to provide high-quality generic medicines at affordable prices, making essential healthcare accessible to all citizens. By ensuring that quality does not come at a premium, PMBJP is dedicated to improving health outcomes and promoting health equity across the nation.

    This initiative, driven by the Department of Pharmaceuticals, aims to ensure that every individual has access to essential medications without the financial burden often associated with branded drugs. With PMBJP stores (Pradhan Mantri Bhartiya Janaushadhi Kendras) offering generic alternatives that maintain the same quality and efficacy, it empowers communities and promotes healthier lives across the nation. The PMBJP offers an extensive product basket that includes 2047 medicines and 300 surgical devices, catering to various therapeutic groups

    At the core of PMBJP are several key objectives that guide its mission:

    1. Raising Awareness: One of the primary goals is to educate the public about the benefits of generic medicines, emphasizing that affordability does not compromise quality. The initiative works to dispel the myth that high prices are synonymous with high quality.

    The Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP) reached a significant milestone, with Janaushadhi medicines worth Rs. 1,000 crore sold in the year 2024-25 till 20th October 2024. This accomplishment is particularly noteworthy as it was achieved two months earlier than in the previous year.

     

    This impressive growth is attributed to the unwavering support of citizens, who have embraced the PMBJP by purchasing medicines from over 14,000 Jan Aushadhi Kendras (JAKs) across the country. These Kendras serve as accessible points for quality healthcare, providing a friendly environment where individuals can find the medications they need without the burden of high costs.

    In the month leading up to this milestone, PMBJP also achieved a noteworthy sales figure of Rs. 200 Crores in September 2024 alone, showcasing the initiative’s rapidly increasing popularity. The growth in sales and the number of JAKs—from just 80 in 2014 to more than 14,000 today—reflects an astonishing increase of over 170 times in a decade. This expansion highlights PMBJP’s commitment to reaching every corner of India, making quality healthcare a reality for millions.

    Ahead of Cyclone ‘DANA,’ Paradip Port Authority Implements Precautionary Measures Including Supply of Medicines, Food, and Safe Relocation of Ships to Mitigate Potential Disruptions

    As Cyclone “DANA” draws near, anticipated to affect Paradip Port on October 24th and 25th, 2024, the Paradip Port Authority has initiated a series of precautionary measures to ensure safety and minimize potential disruptions. The India Meteorological Department has issued warnings about the cyclone, prompting swift action from port authorities to protect both assets and personnel.

    In preparation for the severe weather conditions expected with Cyclone “DANA,” the Paradip Port Authority has focused on accelerating all ongoing operations. Directives have been issued to expedite cargo transportation and complete all loading activities from the ships berthed at the port. The priority is to ensure that these processes are wrapped up ahead of the cyclone’s arrival, thereby reducing any risk of damage to cargo and equipment. Additionally, ships currently docked at the port have been directed to move and anchor at designated safe locations at sea to avoid potential accidents or damage caused by turbulent waters.

     

    The safety and welfare of the port’s workforce and surrounding communities are most important during this time of crisis. Paradip Port Authority has arranged several critical facilities to aid in this effort. Among these, an adequate supply of essential items, including medicines, drinking water, and food, has been stocked to address any emergency needs that may arise during and after the cyclone’s impact. These provisions ensure that the immediate needs of those affected can be met swiftly, without delay.

    Moreover, the Paradip Port Authority has set up buses for the evacuation of people from areas that may be most vulnerable to the cyclone’s effects. These buses will facilitate the timely and efficient relocation of individuals to safer locations, minimizing risks to life and ensuring that everyone is moved out of harm’s way before the cyclone’s landfall.

    To manage any potential damage caused by strong winds and heavy rains, the port has also prepared equipment such as power saws for rapid tree cutting and debris removal. This will enable the quick clearance of roads and pathways, allowing for the continued movement of emergency services and aid distribution during the aftermath of the cyclone.

    Additionally, multiple cyclone shelters have been prepared to serve as temporary for those displaced by the storm. These shelters are equipped to accommodate affected individuals and provide a safe environment until it is deemed secure for them to return to their homes.

    The Ministry of Ports, Shipping, and Waterways is closely monitoring the situation and coordinating with all relevant authorities to ensure the safety and well-being of all stakeholders at Paradip Port.

    Ms. Punya Salila Srivastava, Union Health Secy chaired  a training of Safai Mitras on the ‘Swachhata hi Sewa’ module on the iGOT Platform as a part of the Karmayogi Saptah (National Learning Week) launched by PM Shri NarendraModi on 19th October and Special Campaign 4.0.

    Around 90 Safai Mitras attended the event at Nirman Bhawan and more than 3500 Safai Mitras were trained in the Institutes under the Union Health Ministry across the nation at the same time.

    Prime Minister, Shri Narendra Modi had inaugurated the National Learning Week (NLW) on the 19th October, 2024, marking a new chapter in Civil Service Capacity Building under the Mission Karmayogi initiative. This groundbreaking effort aims to foster continuous skill enhancement and lifelong learning among civil servants, ensuring that their competencies align with the country’s evolving goals.

    The training session acknowledged the Safai Mitras for their unwavering dedication and also re-emphasized the importance of Swachhata in developing a Viksit Bharat.

    And, once again, a warm welcome to all the new friends who have joined BRICS. In its new avatar, BRICS accounts for 40 per cent of the world’s humanity and about 30 per cent of the global economy.

    In the last nearly two decades, BRICS has achieved many milestones.I am confident that in the times to come, this organisation will emerge as a more effective medium to face global challenges.

    I would also like to convey warm greetings to Her Excellency Dilma Rousseff, President of the New Development Bank.

    In the last ten years, this bank has emerged as an important option for the development needs of the countries of the Global South.The opening of GIFT or Gujarat International Finance Tech City in India as well as regional centres in Africa and Russia has boosted the activities of this bank. And, development projects worth about USD 35 billion have been sanctioned. NDB should continue to work on the basis of the demand driven principle. And, while expanding the bank, ensuring long-term financial sustainability, healthy credit rating and market access should remain a priority.

    In its new expanded avatar, BRICS has emerged as an economy of more than USD 30 trillion dollars.The BRICS Business Council and the BRICS Women Business Alliance have played a special role in increasing our economic cooperation.

    This year, the consensus reached within BRICS on WTO reforms, trade facilitation in Agriculture, resilient supply chains, e-commerce and Special Economic Zones will strengthen our economic cooperation.Amidst all these initiatives, we should also focus on the interests of small and medium scale industries.

    I am pleased that the BRICS Startup Forum proposed during India’s presidency in 2021 will be launched this year. The Railway Research Network initiative taken by India is also playing an important role in increasing logistics and supply chain connectivity among BRICS countries. This year, the consensus reached by BRICS countries, in collaboration with UNIDO, to prepare a skilled work force for Industry 4.0 is quite significant.

    The BRICS Vaccine R&D Centre launched in 2022 is helping increase health security in all the countries. We would be happy to share India’s successful experience in Digital Health with BRICS partners.

    Climate Change has been a subject of our common priority.

    The consensus reached for the BRICS Open Carbon Market Partnership under Russia’s presidency is welcome. In India too, special emphasis is being laid on green growth, climate resilient infrastructure and green transition. Indeed, India has taken up several initiatives like the International Solar Alliance, Coalition for Disaster Resilient Infrastructure, Mission LiFE i.e. Lifestyle for Environment, Ek Ped Maa Ke Naam or a Tree in the name of mother.

    Last year, during COP-28, we started an important initiative called Green Credit.I invite BRICS partners to join these initiatives.

    Special emphasis is being laid on the construction of infrastructure in all BRICS countries.

    We have established a digital platform called the Gati-Shakti portal to rapidly expand multi-modal connectivity in India. This has helped in integrated infrastructure development planning and implementation and has reduced logistics costs.

    We will be happy to share our experiences with all of you.

    We welcome efforts to increase financial integration among BRICS countries.

    Trade in local currencies and smooth cross-border payments will strengthen our economic cooperation. The Unified Payments Interface (UPI) developed by India is a huge success story and has been adopted in many countries.

    Last year, together with His Highness Sheikh Mohamed, it was launched in the UAE as well. We can also cooperate with other BRICS countries in this area.

    The Ministry of Ayush is all set to celebrate 9thAyurveda Day on 29.10.2024. This year more than 150 countries across the globe have geared up for Ayurveda Day that is being celebrated around the theme “Ayurveda Innovations for Global Health”. On this occasion, the ministry of Ayush is going to organize a grand event at the All India Institute of Ayurveda (AIIA), New Delhi .

    Shri Prataprao Jadhav, Union Minister of State, Ayush (I/C), Ministry of Ayush talked about the significance of Ayurveda Day and said, “Ayurveda Day has now become a global movement. We are proud to learn that as many as 150 countries are expected to join Ayurveda Day celebrations 2024. He also highlighted the focus of the Ministry while underlining the theme of Ayurveda Day 2024 and added “The theme of this year’s Ayurveda Day celebrations gives new dimensions to the contribution of Ayurveda to global health. Our aim is to promote Ayurveda globally as a robust system of medicine for the welfare of public. Under this, the All India Institute of Ayurveda has initiated a month-long programme across the country.”

    While highlighting the vision of Ministry, Vaidya Rajesh Kotecha, Secretary, Ministry of Ayush said, “Through the Ayurveda Day celebrations, Ayush focuses on integrating Ayurveda with contemporary science to address critical health issues including non-communicable diseases, mental health, antimicrobial resistance, and geriatric care.”

    Talking about the latest initiatives of the Ministry, he further added, “Ayurveda knowledge is made conveniently accessible to public through digital platforms under the umbrella of Ayush Grid including major initiatives such as Ayurgyan Scheme, Ayush Research Portal, and Namaste Portal.” Currently, Ayurveda is recognized in as many as 24 countries across the globe, while Ayurveda products are exported to over 100 countries”.

    This year’s celebration will witness significant participation from startups and industry, positioning Ayurveda at the heart of global health innovation. Leading Ayurveda experts have expressed their thoughts and hopes for this important event. Ayush professionals are particularly enthusiastic about this year’s celebrations on the theme surrounding innovation in Ayurveda.

    Dr. Manoj Nesari, Advisor, Ministry of Ayush and Director, North Eastern Institute of Ayurveda and Homeopathy (NEIAH), Shillong, said, “The theme ‘Ayurveda Innovation for Global Health’ has been specifically chosen to highlight the huge research work done in Ayurveda to establish the scientific relevance of Ayurveda in promotion of health and treatment of various disease conditions. This also highlights the relevance of Ayurveda for the healthcare of the people across the globe irrespective of their religion, ethnicity, social status and geographical boundaries. The special focus in innovation would attract and inspire our youngsters to indulge in Ayurveda and establish startups. I also see lots of vibration and enthusiasm in the people of North East states and rising acceptance of Ayurveda in all North East states.”

    Dr. Mohan Singh, Director Ayush, Jammu & Kashmir, stated, “Given the theme of this year’s celebrations, we are all excited to be part of the Ayurveda Day 2024 activities. We anticipate an extraordinary confluence of professionals, researchers, and startups, all dedicated to creating a healthier, more sustainable world through the power of Ayurveda.”

    Dr. Sanjeev Sharma, Vice Chancellor of the National Institute of Ayurveda, added, “The commitment and passion of our students and scholars who are preparing for the Ayurveda Day 2024 celebrations is inspiring. This would be an opportunity to explore new dimensions of holistic health, where ancient wisdom combines with modern innovation for global health.”

    Dr. B.J. Patagiri, Director, Institute of Teaching and Research in Ayurveda (ITRA) mentioned, “The participation of students, scholars, and innovators in this year’s celebration is a testament to how tradition and innovation together can revolutionize global health.”

    Ministry of Ayush continues to work toward integrating Ayurveda into the mainstream of global health. Initiatives such as the WHO Global Traditional Medicine Centre (GTMC), Ayushman Bharat Yojana, and the Research Centre for Innovation in Ayurveda Biology are advancing Ayurveda’s role in the global health system. Additionally, the reactivated “I Support Ayurveda” Campaign aims to garner over 250 million votes in support of Ayurveda. Last year’s campaign was a tremendous success, with 160 million votes.

    As the world moves toward Ayurveda Day on 29thOctober 2024, the Ministry of Ayush, its partner institutions, professionals, and Ayurveda enthusiasts around the globe are excited for this unique celebration. Through innovation and collaboration, Ayurveda is poised to offer sustainable solutions for global health and well-being.

    It is to note that the celebration of Ayurveda Day takes place annually on the auspicious occasion of Dhanvantari Jayanti (Dhanteras). Since inception in 2016, Ayurveda Day has gained global significance. This year’s celebrations are filled with energy and enthusiasm, culminating in a closing ceremony on 29th October 2024. Throughout the month, various events and activities are being organised nationwide, highlighting the importance of Ayurveda in health promotion and disease prevention.
