    WASHINGTON – U.S. Senator Amy Klobuchar (D-MN), Ranking Member of the Senate Judiciary Subcommittee on Privacy, Technology, and the Law, delivered the following opening statement at the subcommittee hearing titled “Protecting the Virtual You: Safeguarding Americans’ Online Data.”

    Testifying at the hearing was Alan Butler, Executive Director and President of the Electronic Privacy Information Center; Samuel Levine, Senior Fellow at the UC Berkeley Center for Consumer Law & Economic Justice; Kate Goodloe, Managing Director at the Business Software Alliance; Paul Martino, General Counsel at the Main Street Privacy Coalition; and Joel Thayer, President of the Digital Progress Institute.

    Senator Klobuchar: Well. Thank you very much, Chair Blackburn, and thank you to all of our witnesses, and I’m really grateful for your leadership on these issues, Madam Chair, and your willingness to work with me and Senator Blumenthal and many others. 

    We all know new technologies have made it easier for people to monitor their health, collaborate with colleagues, communicate with loved ones, and more. But federal law doesn’t do enough, as we all know, to address the privacy that comes with these innovations, the privacy concerns.

    Technology companies collect an enormous amount of personal information about our daily lives. They know what we buy, who our friends are, where we live, where we work and travel, even how much we would be willing to pay for something. Yet, for too long, the big tech companies, many of which dominate the market that they operate in, have been telling American consumers, “Just trust us,” even though their business models are designed to collect personal information and to use it for profit. 

    The bottom line is that we are the product, we are, and that’s how many tech companies make their money, and a lot of it. In 2024, Google and Meta earned a combined $420 billion in advertising revenues alone. And they made a lot more money because Americans lack privacy protections. An American’s data earned Meta $68 in a single quarter last year. Think about that, all these people who don’t realize that they’re being tracked. But a European Facebook user with a comprehensive privacy protection only generated $23, and that money can be used for a lot of other things that people need right now.

    And it seems like every day we hear a new story about companies playing fast and loose with data and taking advantage of customers. Earlier this year, a whistleblower from Facebook, now Meta, testified to another subcommittee about how the company would track users so closely that it could identify when teenage girls felt emotionally vulnerable and then target them with ads exploiting these emotions. For example, when a teenage girl would delete a selfie, Facebook might serve her an ad for diet products. 

    Criminals also view huge troves of data as attractive targets for hacking. We’ve seen major data breaches ranging from the 2017 Equifax database breach that exposed sensitive financial information from more than 140 million individuals to the hack of Change Healthcare, affecting 190 million people and causing more than 100 electronic systems vital to the U.S. health care system to be shut down. 

    On my way here, I was on the phone with the mayor of St. Paul, Minnesota, because they, like so many other jurisdictions, are responding to a targeted cyber-attack on their IT infrastructure, which has shut down some of the city’s digital services and may have compromised city employee data. 

    Once in the hands of criminals, data can be used for everything from identity theft to more serious crimes. And we all learned too tragically with the horrific murders in my state of my good friend Melissa Hortman, the former Speaker of the House, and her husband Mark how accessible personal data is, including people’s addresses, because the murderer only killed the people and went to the houses of the people whose addresses he had. 

    Businesses are also using personal data collected across the internet in novel ways, such as to set individualized prices designed to increase costs for consumers.

    Should a person, and this is a question we have to ask as Senators, really have to submit to this kind of intrusive data collection just to send a message to a friend online, to book a flight, or to order some diapers? I don’t think so. 

    That’s why more than 20 states have stepped in. I suspect today we’ll hear from some of our witnesses about the patchwork of state laws. I agree it’s a problem, but I believe we should have passed privacy legislation many, many years ago. I advocated for it back then. We tried, and in fact, in [2024], I [worked on] a comprehensive privacy bill with Senator Cantwell and Kathy McMorris Rogers, a former Republican House member. The bill would have required companies to collect only the information necessary to provide the goods and services that consumers sought, ensured consumers consented before their personal data was shared with third parties, and put consumers in control of their data by allowing them to access, correct, and even delete personal data. 

    But many of the businesses that today complain about the burden of complying with the patchwork of state laws, I have the advantage of having been there then, even before Maria Cantwell’s bill was introduced, when the companies were lobbying against a federal privacy law, and now they’re back complaining about the patchwork of laws. And I would like to change that, but I do think it’s important to know that’s why we’re in the position that we are and to understand why some of these states are looking at this going, “Wait a minute.”

    The need for federal privacy reform is even more urgent as AI continues to expand its role in to our lives. Data is both the gasoline and the engine for AI models. That means that demand for our data is skyrocketing, so it is critical that we set guardrails to ensure the data that powers AI is responsibly sourced and used for legitimate means and protected when you want to have it protected. 

    Luckily, there is a bipartisan agreement that Congress needs to act. The Commerce Committee, on which Chair Blackburn and I also sit, has seen strong bipartisan, bicameral proposals for federal privacy reform. Not everyone agrees with all of them, but there has been some start out of that committee, and I look forward to hearing from our witnesses about why we need these guardrails now.

  • MIL-OSI China: China to allocate 90 billion yuan for nationwide childcare subsidies

    China’s central budget will allocate 90 billion yuan (about 12.6 billion U.S. dollars) this year to support the issuance of childcare subsidies, the Ministry of Finance said Wednesday.

    The fund, which is a transfer payment from the central budget, will assist local governments in issuing the subsidies, covering nearly 90 percent of the total amount distributed, ministry official Guo Yang told a press conference.

    The move follows the country’s recent introduction of a nationwide childcare subsidy program, which sets a standard of 3,600 yuan per year for each child under the age of three, and is expected to benefit more than 20 million families each year.

    The finance and healthcare departments are actively advancing the calculation and distribution of the fund, Guo said, emphasizing that through comprehensive oversight, every penny will safely reach those eligible for the support.

    According to Wang Haidong, an official with the National Health Commission (NHC), childcare subsidy applications will be gradually rolled out across China in late August, with full access expected by Aug. 31.

    EASY ACCESS TO CHILDCARE SUBSIDIES

    The subsidy can be applied for online through a unified national information system, allowing everyone to submit applications without leaving home, while offline channels and in-person services will also be in place, Wang said at the press conference.

    Those who are unable to apply online due to special circumstances can do so by going to the township or subdistrict office where the infant is registered, he added.

    Measures have been introduced to make the application process easier. Applicants, notably, only need to submit essential materials that verify the infant’s identity and caregiving relationship — such as the birth certificate and household registration book.

    A wide range of application channels will also be available, including provincial-level government service platforms and third-party platforms such as Alipay and WeChat, which are all commonly used and can be conveniently accessed online using mobile phones, Wang said.

    Guo Yanhong, deputy head of the NHC, said the subsidy is available to all eligible children, regardless of whether they live in urban or rural areas, their ethnicity or region, or whether they are the first, second, or third child in the family.

    She noted that the subsidy standard was set based on factors such as childcare costs and fiscal capacity, while also drawing on international practices, as direct financial support is a common policy tool to encourage childbirth globally. In China, some local governments have piloted similar programs, which have been well-received by the public.

    EXPANDING BIRTH-FRIENDLY POLICIES

    According to Liu Hongmei at the All-China Federation of Trade Unions, China has intensified efforts to protect the maternity rights of working women.

    At the press conference, Liu said that from 2022 to 2024, the organization allocated 22.5 million yuan in employer subsidies to expand workplace childcare, making these services more accessible and affordable for working parents.

    Trade unions nationwide are encouraged to foster family-friendly workplaces through multiple measures, such as providing breastfeeding rooms for female employees, the official said.

    Liu Juan, an official of the National Healthcare Security Administration, said that a total of 253 million people were covered by China’s maternity insurance by June 2025, including rising numbers of flexible employees and migrant workers.

    Since 2021, the country’s maternity insurance benefits have been accessed 96.14 million times, with cumulative fund expenditure totaling 438.3 billion yuan, she added.

    Notably, assisted reproductive services are now covered by medical insurance across 31 provincial-level regions and in the Xinjiang Production and Construction Corps, and painless delivery services are also covered in certain regions, according to Liu.

  • MIL-OSI USA: Senate Veterans’ Affairs Committee Advances Cramer Led Priorities

    Members unanimously advanced two Cramer bills to increase veteran access to suicide prevention services in unserved states and support rural veterans’ transportation to health care appointments.

    WASHINGTON, D.C. – The Senate Veterans’ Affairs Committee (SVAC) held a markup today, which featured two pieces of legislation led by U.S. Senator Kevin Cramer (R-ND), a member of the committee, to enhance rural veterans’ access to health care services. The committee advanced the bipartisan Supporting Rural Veterans Access to Healthcare Services Act, and language reflecting the Every State Counts for Veterans Mental Health Act, which will now advance to the Senate floor for consideration.

    “It doesn’t matter where a veteran lives, every veteran has earned access to quality and timely health care,” said Cramer.These bipartisan bills do a couple of things. The one ensures veterans across rural America, including North Dakota, can travel to their medical appointments, whether it’s in their community or at a VA facility. And then, it allows every veteran across the country to be able to receive suicide prevention support if they need it. It’s time to pass this measure on the Senate floor. I know it will pass easily; we just need our leadership to put it up.”

    In April, Cramer and U.S. Senator Chris Coons (D-DE) introduced the bipartisan Every State Counts for Veterans Mental Health Act to provide priority consideration of SSG Fox SPGP applications to entities in states like North Dakota and Delaware, which have not previously received an award. Entities in five other states have also never received suicide prevention grants. The language is included as part of the Helping Optimize Prevention and Engagement (HOPE) for Heroes Act, which reauthorizes the SSG Fox SPGP, and increases the grant funding available to entities providing mental health support to veterans. Additionally, Cramer included similar language improving access to suicide prevention services in the Fiscal Year 2026 appropriations package to ensure North Dakota veterans receive suicide prevention support.

    Cramer also passed the Supporting Rural Veterans Access to Healthcare Services Act out of committee. This bipartisan bill was introduced with U.S. Senators Angus King (I-ME) and Dan Sullivan (R-AK) in March. This legislation would permanently reauthorize the U.S. Department of Veterans Affairs (VA) Highly Rural Transportation Grant (HRTG) Program, which provides free transportation services to VA-authorized healthcare appointments for veterans living in rural areas. It would also add Tribal Organizations and Veterans Service Organizations (VSO) as entities eligible to apply directly for the program and provide additional assistance for entities to purchase vehicles. Presently, 35 counties across North Dakota are served by the HRTG program, and this legislation ensures these essential transportation services will remain available for veterans while expanding access and resources for other veterans needing transportation services.

    During the markup, members of SVAC also passed two pieces of legislation cosponsored by Cramer. The Service Dogs Assisting Veterans (SAVES) Act would establish a program to award grants to nonprofit organizations and assist them in providing service dogs to eligible veterans. This legislation builds on the Puppies Assisting Wounded Servicemembers (PAWS) for Veterans Therapy Act, a bipartisan bill Cramer introduced along with U.S. Senators Thom Tillis (R-NC) and Kyrsten Sinema (D-AZ), which authorized a pilot program to connect service dogs with veterans experiencing mental illnesses and was signed into law in 2021. Upon the passage of PAWS for Veterans Therapy Act in 2021, Cramer visited Service Dogs for America, an accredited nonprofit trainer of service dogs in Jud, N.D.

    The other legislation is the Veterans Cost of Living Adjustment Act, which would require the VA to provide a cost-of-living adjustment to increase the rates of compensation for veterans with service-connected disabilities. It would also raise the rates of dependency and indemnity compensation for the survivors of certain disabled veterans.

    WASHINGTON, D.C. – The One Big Beautiful Bill prevents what could have been the largest tax increase in history for working- and middle-class Americans. By permanently extending and expanding on the successful Tax Cuts and Jobs Act (TCJA), passed during President Trump’s first term, Senate Republicans are delivering on their promise to foster an environment of economic growth and increase affordability for American families.

    “The One Big Beautiful Bill delivers the largest tax cut in history to hardworking people in West Virginia and across the country. That means that West Virginia families not only get to keep more of their hard-earned paychecks, but they will see their take-home pay increase by thousands of dollars. These tax cuts will also help small businesses grow and hire more people, leading to greater economic growth and more opportunity,” Senator Capito said.

    West Virginia Wins:

    • Around 400 thousand seniors in West Virginia could benefit from the no taxes on social security.
    • 5% of the labor force is employed in occupations that will benefit from the no taxes on tips.
    • Establishes a $6,000 bonus deduction for seniors. 
    • Establishes a permanent small business deduction and increases Section 179, Small Business Expensing Cap from $1.25 million to $2.5 million. 
    • Extends the Hydrogen Tax Credit (945V) until January 1, 2028, which will save Hydrogen Hubs across the country, including West Virginia’s ARCH2 project. 
    • Permanently restores 163j interest deductibility beginning after December 31, 2024, which will provide West Virginia’s small business owners the tools they need to compete, grow, and hire.

  • MIL-OSI China: China, US should respect each other’s core interests, avoid conflicts: Chinese FM

    China and the United States should respect each other’s core and major interests, and avoid falling into confrontation and conflict, Chinese Foreign Minister Wang Yi said in Beijing on Wednesday.

    He called on the two sides to establish more channels for communication and consultation, view each other with an objective, rational and pragmatic attitude, and foster correct strategic perceptions.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks when meeting with a delegation of the Board of Directors of the U.S.-China Business Council (USCBC).

    He said that no matter how the situation changes, China has maintained the continuity and stability of its policy towards the United States, and China will handle and advance its relations with the U.S. in accordance with three principles: mutual respect, peaceful coexistence and win-win cooperation.

    China is willing to strengthen contact with the United States to avoid misjudgment, control differences, explore cooperation, implement the consensus reached between their two heads of state, and promote the stable, healthy and sustainable development of China-U.S. relations, he said.

    He also urged adhering to the principles of respect, equality and reciprocity and refraining from unilateral hegemony, calling for doing more big, practical and good things for the benefits of the two countries and the world.

    Wang noted that China will expand its high-level opening-up and build a first-class business environment that is market-oriented, law-based and internationalized. China hopes that U.S. companies will continue to be optimistic about China and invest in the country to achieve mutual benefits and common growth, he added.

    China hopes that the U.S. business community will take on the role of conveying correct perceptions of China, cultivate friendship between the Chinese and U.S. peoples, and practice mutually beneficial cooperation, making new and positive contributions to the development of China-U.S. relations and the friendship between the two peoples, he said.

    WASHINGTON, DC – Today, on the 60th anniversary of the Medicare and Medicaid programs, U.S. Senator Jack Reed joined Democratic colleagues in introducing new legislation to repeal the health care cuts in President Donald Trump and Republicans’ ‘Big, Ugly Betrayal’ tax and budget law and permanently extend the Affordable Care Act’s (ACA) enhanced tax credits, which expire at the end of the year.

    The sweeping billionaires-first tax law, which Senator Reed strongly opposed, was passed using a legislative process known as reconciliation that only required a 50 vote majority to pass. The law includes nearly $1 trillion in Medicaid cuts over the next decade, with Rhode Island projected to lose $4 billion in federal Medicaid funding over that timeframe, according to projections from experts at health policy organization KFF.

    Nationwide, Trump’s law will result in an estimated 15 million people losing their health insurance under Medicaid and the Affordable Care Act. It will have significant repercussions for many health clinics, hospitals, patients, seniors and nursing homes.

    “Sixty years ago, President Johnson signed the landmark law establishing Medicare and Medicaid. These programs have helped save lives, but now they are under partisan attack and need protection. President Trump and Congressional Republicans enacted a law to kick millions of hardworking people off their health insurance under Medicaid and the Affordable Care Act, denying them coverage when they need it most,” said Senator Reed. “While billionaires get a bigger tax break, average Americans will be forced to pay more for health care and so will states. Democrats are offering a bill to reverse that trend, and expand access to health care. I am pleased to join my colleagues in introducing legislation to repeal the Medicaid cuts in the ‘Big Ugly Betrayal’ law and extend the Affordable Care Act’s enhanced tax credits so every American has access to affordable, cost-effective health insurance that meets their needs.”

    Studies show that people without health insurance are more likely to delay or forgo the care they need, which often leads to worse health outcomes that are more expensive in the long run. Hospitals will also face higher costs because federal law requires them to provide emergency care to patients who can’t afford it.

    While billionaires and millionaires reap trillions of dollars from the Trump tax bill, young workers will no longer have access to the enhanced premium tax credits that helped them afford health insurance under the ACA. Those credits made ACA health coverage more affordable for roughly 22 million Americans by lowering monthly premiums an average of $705 annually, according to KFF. Congressional Republicans refused to extend those credits, which are now set to expire at the start of 2026, and could force millions of Americans to be hit with higher health insurance premiums.

    The Providence Journal reported: “An additional 40,000 will see their insurance premiums balloon by an average of 85% when tax credits that expanded Obamacare coverage expire at the end of 2025, leading to more Rhode Islanders uninsured or underinsured.”

    In addition to taking away people’s health care, the Republican tax law makes massive cuts to nutrition assistance and other critical programs that Rhode Islanders rely on in order to provide a larger tax windfall for the ultra-wealthy. According to the Providence Journal, the Trump tax and budget law means: “An estimated 144,000 Rhode Islanders losing some form of SNAP benefits, according to the Center for Budget and Policy Priorities. More than two-thirds of SNAP recipients are children, the elderly or people with disabilities.” The budget package cuts federal SNAP funding by 20 percent through 2034 — the largest cut in SNAP history. Rhode Island could be required to contribute more than $51 million annually in state cost-share for benefits, which have always been fully federally funded.

    The law also jeopardizes clean energy jobs in Rhode Island by phasing out clean energy and energy efficiency tax credits and incentives that were passed in the Inflation Reduction Act.

    WASHINGTON – U.S. Senator Brian Schatz (D-Hawai‘i) today spoke on the Senate floor about the crisis of starvation in Gaza, which has resulted in almost a third of Palestinians going for several days without eating and at least 63 people dying from malnutrition this month alone. Schatz criticized the Netanyahu government’s decision to cut off aid into Gaza and later set up an entity that failed to distribute aid safely and effectively.

    “The fact that this catastrophe was preventable is precisely what makes it so indefensible,” said Senator Schatz, Ranking Member of the Senate Appropriations Subcommittee on State and Foreign Operations. “People have been warning for months that the Israeli government’s actions would result in exactly this kind of tragedy, where children are dying by the dozens and hundreds of thousands of people are starving for days. What possible explanation is there for letting infants and 2- and 3-year-olds starve? What tactical advantage is being gained?”

    Senator Schatz continued, “Standing up for our shared humanity, whatever our other differences and preferences, should not be a matter of controversy. The government of Israel is behaving terribly. Its conduct of the war is indefensible. And it is not in spite of my Jewishness and my Judaism that I feel this way – it is because of it.”

    The mass starvation and death sweeping through Gaza is a moral tragedy and a strategic abomination. What started as a war with a just cause – to go after Hamas for the unspeakable atrocities it committed on October 7th and bring home the hostages – quickly turned unjust and immoral.

    Everyone knows how complicated and fraught the Middle East is. Everyone knows that navigating this generations-long conflict requires nuance and depth and a historical understanding in order to try and get it right. Everyone knows that smart and sincere and decent people can disagree on this issue. But what is happening today is entirely different. There is no excuse for this horrific suffering. It’s not making Israel or Israelis or Jews any safer…nor is it helping to bring home the 50 remaining hostages who’ve been in brutal captivity for almost 2 years.

    The fact that this catastrophe was preventable is precisely what makes it so indefensible. People have been warning for months that the Israeli government’s actions would result in exactly this kind of tragedy…where children are dying by the dozens and hundreds of thousands of people are starving for days.

    The Gaza Humanitarian Foundation, which Israel scrambled to set up 2 months ago, has failed. According to the BBC, where there used to be 400 U.N. aid distribution sites, there are now just 4 run by the GHF. And as a result, a third of Gazans are going multiple days in a row without eating. The World Health Organization reports that at least 63 people, many of them children, have died from malnutrition this month alone. And more than a thousand Palestinians have been killed while seeking aid at GHF sites, according to the U.N.

    In May, the GHF’s first executive director resigned, saying, “It is clear that it is not possible to implement this plan while also strictly adhering to the humanitarian principles of humanity, neutrality, impartiality, and independence.”

    Whether you believe that this organization was set up to fail intentionally from the start, or more charitably, that the Israeli government established it without understanding that it wouldn’t succeed, it doesn’t matter. What is plainly obvious now is that it is not working. You don’t have to be some left-wing organization…or get your data from the Hamas government…to acknowledge that the GHF is failing at its fundamental mission of feeding people.

    Which raises the question: why? Here we have an Israeli security apparatus that can – and did – synchronize an attack of exploding pagers across an entire country. They can reach in and gather intelligence from the high command of their greatest adversaries. The IDF is widely viewed as punching way above its weight in almost every way. And yet, Israel is asserting that, given all of those capabilities, the one thing that they can’t do is facilitate aid distribution. That’s too hard for them.

    Food and medical assistance routinely get into conflict zones all around the world. Yemen, Sudan, Syria, Iraq, the Democratic Republic of Congo. Gaza should not be any different. What is different are the stated goals of the extremists in the Israeli government.

    “The only way to win the war and bring back the hostages is to completely stop the ‘humanitarian’ aid, conquer the entire Gaza Strip, and encourage voluntary migration.” That was the National Security of the government of Israel. Completely stopping humanitarian aid. Conquering the entire Gaza Strip. Encouraging migration. Those are their words – these are not my words.

    And as starvation takes hold, their response is to deny that is even happening. “There is no starvation in Gaza.” Who said that? The Prime Minister of Israel. Ben-Gvir added, “If they were hungry, they would have returned the hostages home.” If they were hungry, they would have returned the hostages home.

    It’s worth pausing on that for just a moment. Too many people in the Netanyahu government make no distinction between the actual enemy that is Hamas and innocent civilians. The idea that a desperate mother, malnourished herself, and out of breast milk for her infant; or a 7-year-old running to the front of an aid line to get whatever scraps he can for him and his siblings – the idea that these people are in charge of which hostages are released and when, and they suddenly are being held to account for the actions of Hamas on October 7th – is preposterous.

    It’s another example of the casual dismissal of civilian death and suffering as if it’s an inevitable consequence of having to go after the bad guys. War is hell and all of that. But what possible explanation is there for letting infants and 2 and 3-year-olds starve? What tactical advantage is being gained?

    Standing up for our shared humanity, whatever our other differences and preferences, should not be controversial. But too often, when someone is critical of Israel, and they’re a Jew, they’re characterized as a self-hating Jew. When someone is critical of Israel, and they’re not a Jew, they’re characterized as antisemitic.

    I want to be crystal clear. Antisemitism is among the oldest and most vile prejudices that exist. It is real, it is scary, and it is on the rise in the United States. It should be fought at every turn, left, right, and center. And anyone who simply waves it away or denies the urgency of addressing it is either not paying attention or lying.

    But criticizing the conduct of this war. Criticizing Minister Ben-Gvir who talks about ethnic cleansing. Criticizing the withholding of aid. Criticizing the excessive tolerance for civilian casualties. Criticizing Prime Minister Netanyahu’s apparent willingness to cling to power at the expense of Israel, Israelis, and Jews everywhere. That is a separate matter. Everybody gets to do that – just like Americans get to criticize their president without hating America or the people within it. People are more than their government. The government of Israel is behaving terribly. Its conduct of the war is indefensible. And it is not in spite of my Jewishness and Judaism that I feel this way – it is because of it.

    There are a lot of people – including people I know personally, and I believe this – who believe deeply in the sacred idea of Israel. They are good people, and this cannot be about vanquishing one side of the political spectrum – whether that’s the left and center left or right and alt-right. This is about grounding ourselves in the very basic principle, which is: whatever else we’re fighting about, can we please hold the children harmless?

  • MIL-OSI New Zealand: Pharmac expands access to meningococcal B vaccine for children under 5

    Pharmac is extending access to the meningococcal B vaccine (Bexsero), with up to 77,000 more children able to benefit.

    From 1 September 2025, all children under five years of age will be eligible for funded doses of Bexsero, regardless of whether they started or completed their vaccine course in their first year. This replaces the current catch-up programme, which ends on 31 August 2025.

    The vaccine is already part of the childhood immunisation schedule for children up to 12 months of age. The new eligibility criteria mean that children who missed earlier doses can still be protected.

    “We know how serious meningococcal disease can be, especially for young children,” says Pharmac’s Manager Pharmaceuticals Adrienne Martin. “By expanding access, we’re helping families complete their child’s vaccine course and improving protection for those most at risk.”

    Children under five are the most vulnerable to serious illness from meningococcal disease. This change supports better protection for this high-risk group and makes it easier for families to access the vaccine.

    “This decision is about removing barriers,” says Martin. “We want to ensure that no child misses out on protection just because they couldn’t complete their vaccine course in their first year.”

    Health New Zealand’s National Public Health Director Dr Nick Chamberlain says it welcomes Pharmac’s decision to extend access to the meningococcal B vaccine.

    “Pharmac’s move to extend access to Bexsero for all children under five is a significant step forward in protecting those most vulnerable to meningococcal disease. 

    “This change brings clarity for the health sector and removes barriers for families, making it easier to complete the vaccine course. Health New Zealand will continue working closely with providers to support the rollout and ensure eligible children receive this important protection,” said Dr Chamberlain.

    While the eligibility criteria for older children and adults at higher risk remain unchanged, Pharmac has clarified the wording to make it easier to understand. Teenagers and young adults living in shared accommodation, such as boarding schools, halls of residence, military barracks, and prisons, continue to be eligible under the current rules.

    BEIJING, July 30 — China and the United States should respect each other’s core and major interests, and avoid falling into confrontation and conflict, Chinese Foreign Minister Wang Yi said in Beijing on Wednesday.

    He called on the two sides to establish more channels for communication and consultation, view each other with an objective, rational and pragmatic attitude, and foster correct strategic perceptions.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks when meeting with a delegation of the Board of Directors of the U.S.-China Business Council (USCBC).

    He said that no matter how the situation changes, China has maintained the continuity and stability of its policy towards the United States, and China will handle and advance its relations with the U.S. in accordance with three principles: mutual respect, peaceful coexistence and win-win cooperation.

    China is willing to strengthen contact with the United States to avoid misjudgment, control differences, explore cooperation, implement the consensus reached between their two heads of state, and promote the stable, healthy and sustainable development of China-U.S. relations, he said.

    He also urged adhering to the principles of respect, equality and reciprocity and refraining from unilateral hegemony, calling for doing more big, practical and good things for the benefits of the two countries and the world.

Markey (D-Mass.), a member of the Gun Violence Prevention Caucus, along with Senator Elissa Slotkin (D-Mich.) and Representative Marilyn Strickland (WA-10), reintroduced the Gun Violence Prevention Research Act, legislation that would dedicate $50 million each year for the next five years for gun violence prevention research at the Centers for Disease Control and Prevention (CDC).

    This legislation arrives at a critical time. After a decades-long prohibition on the CDC’s ability to conduct gun violence prevention research, Congress began to secure $25 million annually for this research in Fiscal Year 2020. However, the Trump administration has effectively dismantled gun violence prevention efforts, decimating the staff at the CDC responsible for this critical research and terminating $158 million—more than half—of federal funding for gun violence prevention programs at the Department of Justice. The Gun Violence Prevention Research Act would help ensure we have the tools to stem the scourge of gun violence in our communities.

    “Stopping the spread of our nation’s gun violence epidemic requires action on the reforms we know are essential and effective,” said Senator Markey. “We must invest more to study the root causes of violence and develop evidence-based solutions. This legislation would allow our nation’s top medical, scientific, and public health researchers to conduct studies that would save lives.     In June 2025, Senator Markey reintroduced five gun violence prevention bills, including the 3D Printed Gun Safety Act, Keeping Gun Dealers Honest Act, Gun Violence Prevention Through Financial Intelligence Act, Making America Safe and Secure (MASS) Act, and Protecting Kids from Gun Marketing Act. This package of bills would significantly decrease the pervasive threat of gun violence across the United States by putting an end to the three-dimensional (3D) printing and distribution of “ghost guns,” strengthen accountability measures for irresponsible gun dealers, help banks detect and report suspicious activity related to mass shootings, establish rules that prohibit the marketing of firearms to children, and strengthen state-by-state gun-licensing regulations through federal incentives.

    As conflict between rival militaries rages on, millions of people keep on being displaced.

    While the UN and its partners continue to provide assistance to newly displaced families in North Darfur, “nearly 60 per cent of displaced families still lack adequate shelter support,” said Deputy Spokesman for the Secretary-General, Farhan Haq, at a daily press briefing on Monday.

    In Abu Shouk camp in El Fasher, the North Darfur capital, displaced families are facing acute shortages of food and medicine, with local sources reporting four hunger-related deaths last week, as food insecurity continues to worsen across the entire country.

    In North Darfur state notably, low cereal supply, poor harvests and a prolonged food deficit have severely affected food availability.

    Health crisis

    Meanwhile, cholera cases continue to rise in Tawila. More than 1,500 suspected and confirmed serious infections have been reported since June, with over 500 people currently receiving treatment.

    While local authorities have introduced emergency measures, including market closures and a ban on public gatherings, humanitarian organizations urgently require $120 million to scale up life-saving support in Tawila over the next three months.

    “This funding is essential to contain the outbreak and sustain critical services,” according to OCHA.

    Meanwhile, in Port Sudan, the main entry point for humanitarian personnel and supplies, a sharp increase in heatstroke cases linked to extreme temperature and prolonged power outages is raising concerns, as one death was recorded over the past two days.

    Food crisis

    In El Fasher, food prices continue to rise to alarming levels.  The Integrated Food Security Phase Classification (IPC) has  already identified famine conditions in multiple areas of North Darfur and the eastern Nuba Mountains, with more locations at risk.

    In May, the average cost of the local food basket in El Fasher was more than six times the national average, as the city recorded the highest prices for nearly all essential items among assessed localities.

    An IPC alert earlier this month noted that Sudan’s food security and nutrition situation is set to further deteriorate over the lean season from July to October, notably in areas of active conflict with limited access and experiencing high levels of displacement.

    In a major public health breakthrough, an Australian trial of the school-based OurFutures Vaping Prevention Education program has demonstrated real-world outcomes in preventing youth vaping. 

    Published in leading global health journal, The Lancet today, a randomised controlled trial involving more than 5,000 students across 40 schools found students who participated in the program were 65 per cent less likely to have used vapes after 12 months compared to those who did not do the course and 80 per cent said the information they learned will help them handle vaping situations in future.

    Funded by the Albanese Government through the Medical Research Futures Fund and National Health and Medical Research Council, the trial is the first Australian school-based eHealth intervention proven to prevent vaping use in adolescents.

    The program uses cartoon-based stories, quizzes, and classroom activities to engage and inform students. It was co-designed with young people and teachers to fit the national curriculum.

    These positive findings come as the latest data from Generation Vape reveals that young people are vaping less and that vaping is increasingly seen as uncool and socially unacceptable among young people.

    The OurFutures vaping program will be rolled out in schools across the country until 2028, with long-term follow-up data expected in 2026.

    UNITED NATIONS, July 29 (Xinhua) — There has been only a slight increase in food aid reaching starving Gazans since Israel opened access routes, U.N. Secretary-General’s deputy spokesman Farhan Haq said Monday.

    “It’s only been one day so far, so we need to see if the situation improves,” he said. “Compared to before, when several dozen trucks entered the sector in these days, there is a slight increase,” he added.

    Only about 100 trucks carrying humanitarian aid entered the Gaza Strip on Sunday, he said, about a fifth of what was supposed to be delivered.

    The UN Office for the Coordination of Humanitarian Affairs (OCHA) said that of 17 missions requiring coordination with Israeli authorities on Sunday, only eight had been carried out, including collecting fuel and supplies. Four missions, including food deliveries, were hampered but completed.

    “Prolonged restrictions on the entry of humanitarian aid have created an unpredictable environment in which people are uncertain whether aid will reach them,” OCHA said.

    UN Under-Secretary-General for Humanitarian Affairs Tom Fletcher on Sunday welcomed Israel’s easing of restrictions on humanitarian aid to Gaza, saying it would help ease the immense suffering of the starving population, adding that massive amounts of aid were needed to prevent famine and a catastrophic health crisis.

    OCHA said UN agencies and their partners also welcomed the decision.

    The World Food Programme said it had enough food in the region or on the way to feed the starving population for about three months, and the UN aid agency for Palestine refugees said 6,000 trucks in Jordan and Egypt were waiting to enter Gaza.

    The World Health Organization said July was the worst month for malnutrition-related deaths on record, with more than 85 percent of malnutrition-related deaths recorded in 2025. Nearly one in five children under 5 in Gaza City suffers from acute malnutrition.

    OCHA reiterated the need for an immediate, permanent ceasefire to ensure adequate aid and support. “The Israeli authorities must open all border crossings and corridors to ensure the delivery of aid in a fair and dignified manner,” the statement said.

    OCHA also said that only small amounts of fuel had entered Gaza in the past week, adding that fuel must be allowed in to continue aid operations, including for trucks to collect and distribute supplies. –0–

    A resolution was signed on the integration of the new state information system “Centralized system for collecting information from 112 systems”, operating on the basis of the unified GosTech platform, into the information space of regional 112 call systems.

    This integration will allow for the automatic generation of internal information on the measures taken to respond to calls to a single number. It will be sent to various federal and regional authorities, including the Ministry of Emergency Situations, the Ministry of Internal Affairs, and the Ministry of Health, to improve work with emergency calls.

  • MIL-OSI Australia: Multi-agency road crash rescue simulation in Werribee

    CFA members from Werribee joined Ambulance Victoria (AV) and Victoria Police for a large-scale road crash rescue training exercise on Friday (25 July).

    Now in its eighth year, the annual high-intensity simulation is designed to strengthen the collaboration and capabilities of all agencies in serious road incidents. 

    CFA crews responded to two simulated two-vehicle collisions involving patients mechanically trapped with critical injuries.  

    Werribee Fire Brigade Captain Michael Wells said the exercise is vital to ensuring agencies can operate seamlessly at real incidents. 

    “These training events allow our crews to practise advanced extrication techniques in realistic conditions,” Michael said. 

    “In times of crisis, training like this makes the response run much smoother. It also gives all agencies a greater understanding of what each service can bring to the scene. 

    “It’s more than just cutting up cars. There’s a lot involved in how we support AV and ultimately benefit the patient.” 

    Michael said the focus is on ensuring crews understand the full scope of road crash rescue operations. 

    “This exercise shows the complete picture of what our crews can do, what our equipment is capable of, and the timeframes involved at every stage,” he said. 

    “Road crash rescue is a vital part of the trauma care continuum. While paramedics provide pre-hospital medical care, CFA’s role is to create access so patients can be reached, treated, and transported as quickly and safely as possible.” 

    He said the collaboration also helps paramedics plan their interventions more effectively. 

    “If someone’s going to be trapped for 10 minutes versus an hour, that makes a huge difference in how AV manages the patient,” he said. 

    “These exercises also strengthen our relationships with hospitals. Last year, our brigade worked with The Alfred Hospital’s trauma fellows in similar training, showing the full continuum of care from the time of impact to hospital treatment.”

    Prime Minister Narendra Modi on Tuesday condoled the loss of lives in a tragic road accident in Jharkhand’s Deoghar district that claimed the lives of five Kanwariyas and left several others injured. The Prime Minister extended his condolences to the bereaved families and prayed for the speedy recovery of the injured.

    The Prime Minister’s Office (PMO) expressed grief over the tragedy. In a post on X, the PMO said, “The road accident that occurred in Deoghar, Jharkhand, is extremely tragic. I express my deepest condolences to the families of the devotees who lost their lives in this incident. May God grant them the strength to bear this pain. Along with this, I pray for the speedy recovery of all the injured.”

    The accident took place early Tuesday near Jamuniya village under the Mohanpur block of Deoghar. A private bus carrying around 35 pilgrims collided head-on with a truck transporting gas cylinders. The vehicle was en route from Deoghar to the Basukinath temple during the ongoing Shravani Mela, when it lost control and hit a stack of bricks after the initial impact.

    According to Sub-Divisional Officer (SDO) Sadar Ravi Kumar, “The information about the accident was received around 4 to 5 am. A private bus, carrying pilgrims from Deoghar to Basukinath, lost control and collided with a truck. The bus then crashed into a pile of bricks. The driver died on the spot. Four more deaths have been confirmed. The injured have been admitted to Deoghar Sadar Hospital.”

    Inspector General of Dumka Zone, Shailendra Kumar Sinha, confirmed that the bus was carrying Kanwariyas from Mohanpur and that the collision involved a truck loaded with gas cylinders. “Five Kanwariyas have died in the incident. All the injured have been shifted to the district hospital for treatment,” he said.

    Santhal Pargana Zonal IG S K Sinha also confirmed the incident. “Five Kanwariyas have died in a road accident as their bus collided with a truck. Several others are injured. More details are awaited,” he told ANI.

    Jharkhand Chief Minister Hemant Soren expressed grief over the incident and directed the district administration to provide all necessary medical aid and assistance. In a post on X, he said, “Extremely sad news was received this morning about the death of devotees in a bus accident near Jamuniya Chowk. May Baba Baidyanath grant peace to the departed souls and strength to the grieving families.”

    The site of the crash is located along the banks of the north-flowing Jamuniya River, near a prominent Shiva-Parvati temple. Eyewitnesses said the impact of the collision was severe, leaving the bus mangled and several passengers trapped. Emergency teams, including the police, medical personnel, and the National Disaster Response Force (NDRF), responded promptly to carry out rescue and relief operations.

    Further investigation is in progress to determine the exact sequence of events that led to the crash.

    Industries Under Siege

  • MIL-OSI Africa: Global hunger declines, but rises in Africa and western Asia: United Nation (UN) report

    An estimated 8.2 percent of the global population, or about 673 million people, experienced hunger in 2024, down from 8.5 percent in 2023 and 8.7 percent in 2022. However, progress was not consistent across the globe, as hunger continued to rise in most subregions of Africa and western Asia, according to this year’s The State of Food Security and Nutrition in the World (SOFI 2025) report published today by five specialized agencies of the United Nations.

    Launched during the Second UN Food Systems Summit Stocktake (UNFSS+4) in Addis Ababa, SOFI 2025 indicates that between 638 and 720 million people faced hunger in 2024. Based on the point estimate* of 673 million, this represents a decrease of 15 million people from 2023 and of 22 million from 2022.

    While the decline is welcome, the latest estimates remain above pre-pandemic levels, with the high food inflation of recent years contributing to the slow recovery in food security.

    Notable improvements are seen in southern Asia and Latin America. The prevalence of undernourishment (PoU) in Asia fell from 7.9 percent in 2022 to 6.7 percent, or 323 million people, in 2024. Additionally, Latin America and the Caribbean as a region saw the PoU fall to 5.1 percent, or 34 million people, in 2024, down from a peak of 6.1 percent in 2020.

    Unfortunately, this positive trend contrasts sharply with the steady rise in hunger across Africa and western Asia, including in many countries affected by prolonged food crises. The proportion of the population facing hunger in Africa surpassed 20 percent in 2024, affecting 307 million people, while in western Asia an estimated 12.7 percent of the population, or more than 39 million people, may have faced hunger in 2024.

    It is projected that 512 million people could be chronically undernourished by 2030. Almost 60 percent of those will be in Africa. This highlights the immense challenge of achieving SDG 2 (Zero Hunger), warned the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD), the United Nations agency for children (UNICEF), the UN World Food Programme (WFP), and the World Health Organization (WHO).

    Tracking nutrition targets

    • From 2023 to 2024, the global prevalence of moderate or severe food insecurity – an assessment registering the experience of constraints on access to adequate food during part of the year – decreased slightly, from 28.4 to 28.0 percent, accounting for 2.3 billion people. This is 335 million more than in 2019, before the COVID-19 pandemic, and 683 million more than in 2015, when the Sustainable Development Agenda was adopted.
    • Among the indicators of child nutrition, the prevalence of stunting in children under five declined from 26.4 percent in 2012 to 23.2 percent in 2024, reflecting global progress.
    • The prevalence of child overweight (5.3 percent in 2012 and 5.5 percent in 2024), and in child wasting (7.4 percent in 2012 and 6.6 percent in 2024) remains largely unchanged.
    • The percentage of infants under six months exclusively breastfed increased significantly, from 37.0 percent in 2012 to 47.8 percent in 2023, reflecting growing recognition of its health benefits.
    • The prevalence of adult obesity rose from 12.1 percent in 2012 to 15.8 percent in 2022.
    • New data show an increase in the global prevalence of anaemia among women aged 15 to 49, from 27.6 percent in 2012 to 30.7 percent in 2023.
    • Estimates for a new SDG indicator introduced in the report reveal that about one-third of children aged 6 to 23 months and two-thirds of women aged 15 to 49 years met minimum dietary diversity.

    Food inflation

    SOFI 2025 also examines the causes and consequences of the 2021–2023 food price surge and its impact on food security and nutrition.

    The report highlights that the global policy response to the COVID-19 pandemic – characterized by extensive fiscal and monetary interventions – combined with the impacts of the war in Ukraine and extreme weather events, contributed to recent inflationary pressures.

    This food price inflation has hindered the post-pandemic recovery in food security and nutrition. Since 2020, global food price inflation has consistently outpaced headline inflation. The gap peaked in January 2023, with food inflation reaching 13.6 percent, 5.1 percentage points above the headline rate of 8.5 percent.

    Low-income countries have been particularly hit hard by rising food prices. While median global food price inflation increased from 2.3 percent in December 2020 to 13.6 percent in early 2023, it climbed even higher in low-income countries, peaking at 30 percent in May 2023.

    Despite rising global food prices, the number of people unable to afford a healthy diet fell from 2.76 billion in 2019 to 2.60 billion in 2024. However, the improvement was uneven. In low-income countries, where the cost of a healthy diet rose more sharply than in higher-income countries, the number of people unable to afford a healthy diet increased from 464 million in 2019 to 545 million in 2024. In lower-middle-income countries (excluding India), the number rose from 79 million in 2019 to 869 million over the same period.

    The report recommends a combination of policy responses to food price inflation. They include targeted and time-bound fiscal measures, such as social protection programs, to safeguard vulnerable households; credible and transparent monetary policies to contain inflationary pressures; and strategic investments in agrifood R&D, transport and production infrastructure, and market information systems to improve productivity and resilience.

    The World Health Organization (WHO) and Noora Health have signed a three-year Memorandum of Understanding (MoU) to enhance global support for family caregivers – an often overlooked but vital component of health systems.

    This strategic collaboration, formalized during the 78th World Health Assembly in Geneva in May 2025, underscores the growing recognition of the essential role families play in delivering care across the life course. Representing the partners at the MoU signing were Dr Bruce Aylward, Assistant Director-General for Universal Health Coverage – Life Course at WHO, and Dr Shahed Alam, Co-CEO and Co-Founder of Noora Health.

    The partnership aligns with key global health priorities, including the Global Strategy for Women’s, Children’s, and Adolescents’ Health, the UN Decade of Healthy Ageing (2021–2030), and the Rehabilitation 2030 initiative.

    Through this MoU, WHO and Noora Health will focus on three core areas:

    1) creating training materials to improve caregiver knowledge and self-care practices for mothers, children, adolescents, and older adults;
    2) building a strong evidence base to inform policies and training and strengthen family caregiver-inclusive health systems globally; and
    3) conducting research and analysis to better understand and support the needs of family caregivers globally.

    Noora Health, a non-profit organization, has trained over 30 million caregivers across South Asia and South-East Asia, equipping families with the skills and knowledge to care for loved ones at home. Its work is rooted in the belief that families play a critical, although frequently undervalued and neglected, role in care delivery systems.

    This partnership marks a critical step forward in embedding family caregiving into mainstream health policy and practice, with the shared goal of improving outcomes and strengthening health systems worldwide.

    The World Health Organization (WHO), together with the Government of Brazil and the Pan American Health Organization (PAHO), will host the 2025 Global Conference on Climate and Health in Brasília, Brazil, from 29– 31 July 2025. This critical event is an official pre-COP30 meeting and comes at a pivotal time as climate change increasingly threatens global health. It offers a key platform for advancing bold and equitable climate-health solutions. The Conference is also the second meeting of the Alliance for Transformative Action on Climate and health (ATACH).

    For over 25 years, WHO has warned that climate change poses a direct threat to human health,” said Dr Maria Neira, Director, Department of Environment, Climate Change and Health at WHO. “The danger is no longer theoretical –  it is a lived reality. Climate change is fuelling a health crisis and threatens to undo decades of global health progress.

    Conference goals

    The Brasília Conference will help chart a clear course toward COP30 and beyond. 

    Main expected outcomes include:

    • concrete inputs to the draft Belém Health Action Plan, a roadmap for embedding health into global climate policy;
    • national commitments under ATACH to support the implementation of the Belém Health Action Plan;
    • defined pathways for promoting health as a core pillar of climate action in the lead-up to COP30; and
    • scientific deliverables to support health-informed climate policies and implementation.

It will be held in-person in Brasília, with main plenary sessions live-streamed for global participation. 

    WHO emphasizes that human health, the environment, and the climate are inseparably connected, and failure to act decisively on climate change could lead to widespread health catastrophes. Rising temperatures, extreme weather, and worsening air pollution already cause millions of deaths and undermine global health systems. But coordinated action can still reverse this trajectory.

    The WHO will launch its 7th Global Evidence Review on Health and Migration (GEHM) report – focused on the health of migrants in the context of climate change – on Tuesday, 28 July.

    As the world braces for increasingly complex climate and health challenges, local innovations, Indigenous knowledge, and community-rooted practices take centre stage at the 2025 Global Conference on Climate and Health, co-hosted by the Government of Brazil, WHO, and PAHO, from 29 to 31 July in Brasília. 

    A key feature of the Conference, the Ideas Lab, spotlights a bold new wave of thinking and doing, showcasing pioneering efforts that span from predictive malaria mapping and clean air advocacy to artificial intelligence and sustainable healthcare. Designed to complement the official programme, the Ideas Lab serves as a platform to amplify innovative local and Indigenous knowledge, youth-led and technological solutions, and cross-sector policy approaches that link climate action with better health outcomes. 

    Over three days, participants are presenting replicable solutions that will inform and bolster the forthcoming Belém Health Action Plan across three key tracks: 1) Health Surveillance and Monitoring, 2) Evidence-Based Policy and Capacity Building, and 3) Innovation and Production.

    • Innovative Financing for Health Resilience: From Brazil to Indonesia, examples of blended capital solutions offer a roadmap to close the climate-health financing gap, especially critical for countries facing dwindling development aid. 
    • Adapting Health Supply Chains: A dialogue on how to future-proof the multitrillion-dollar health supply chain for climate resilience, equity, and sustainability. 
    • The Right to Clean Air: From Brazil to Australia and the pacific, inviting solidarity between communities experiencing escalating threats to air quality, health and cultural survival.  
    • AI for Climate-Resilient Health Systems: Showcasing how the Global South is pioneering artificial intelligence to strengthen pandemic preparedness and deliver culturally relevant, sustainable health interventions across 20 countries.

    An AI system for diagnosing stroke and selecting patients for surgical treatment is undergoing clinical validation in Moscow. It was created by doctors from the I.V. Davydovsky City Clinical Hospital together with a Moscow innovation company as part of a grant program with the support of the Moscow Center for Innovative Technologies in Healthcare (Medtech). This was announced by Sergei Sobyanin in on your telegram channel.

    “The system is integrated into the local digital circuit of the hospital and helps to quickly and accurately make decisions about the necessity and effectiveness of surgery for ischemic stroke, and also offers optimal tactics for patient management,” wrote Sergei Sobyanin.

    The system uses CT and MRI images for analysis. The new development was tested in the hospital of the I.V. Davydovsky City Clinical Hospital for patients with stroke. The final decision on each case is always made by a doctor. Artificial intelligence insures in difficult situations, draws attention to potential risks and reduces the likelihood of diagnostic errors.

    After clinical confirmation of its effectiveness, the technology can be scaled up to the entire stroke network in Moscow.

  • MIL-OSI United Nations: In Gaza, famine and widespread starvation play out as conflict intensifies

    The Integrated Food Security Phase Classification (IPC) alert reveals that famine thresholds for food consumption have been breached across most of Gaza, with acute malnutrition llevels in Gaza City confirming aid agencies’ repeated warnings.

    “Mounting evidence shows that widespread starvation, malnutrition, and disease are driving a rise in hunger-related deaths,” the IPC assessment maintained.

    No food – for days

    The context to the alert is stark: one in three people is now going without food for days at a time, the IPC said. Hospitals are also overwhelmed and have treated more than 20,000 children for acute malnutrition since April. At least 16 children under five have died from hunger-related causes since mid-July.

    The alert follows a May 2025 IPC analysis that projected catastrophic levels of food insecurity for the entire population by September. According to the platform’s experts, at least half a million people are expected to be in IPC Phase 5 – catastrophe – which is marked by starvation, destitution, and death.

    The crisis is driven by nearly two years of conflict sparked by Hamas-led terror attacks in Israel in October 2023 that left some 1,250 dead and around 450 people taken hostage Heavy fighting has killed more than 59,500 people according to the enclave’s health authorities and destroyed 70 per cent of Gaza’s infrastructure. Echoing aid agencies’ longstanding concerns for non-combatants, the IPC assessment confirmed that displacement is rampant, with safe areas reduced to less than 12 per cent of the entire territory.

    Ceasefire now

    Gaza has a population of some 2.1 million people and 90 per cent have been displaced, many of them multiple times over. More than 762,500 displacements have been recorded since the end of the ceasefire on 18 March.

    Meanwhile, humanitarian access remains severely restricted, with aid convoys frequently obstructed or looted. On Sunday, Israel announced that it would begin daily humanitarian pauses in Gaza. More than 100 trucks of aid reportedly entered on Sunday, but the UN continues to uphold the need to flood Gaza with food, fuel and medicine.

    In line with international calls for an end to the war, the IPC platform also calls for an unconditional and immediate ceasefire, unimpeded humanitarian access and the restoration of essential services. Widespread death is imminent without urgent intervention, the report warns.

    The food security experts also appealed for the protection of civilians, humanitarian personnel and critical infrastructure including health, water, sanitation, roads and telecommunications networks.

    The EHIC allows you to receive necessary and urgent medical care abroad, including for chronic or existing illnesses, as well as pregnancy and childbirth. It’s not an alternative to travel insurance, and it does not cover any private healthcare costs or planned medical treatments. EHIC is valid in any EU country, Iceland, Liechtenstein, Norway, Switzerland, and the United Kingdom

    By presenting the card, you can obtain healthcare services directly from a public or contracted provider under the same conditions and at the same cost as people insured in the country you are visiting. Each country’s healthcare system is different, and services that cost nothing at home might not be free in another country.
