  • MIL-OSI Australia: Appointment to Old Parliament House Board

    The Albanese Labor Government has appointed Lenda Oshalem as Deputy Chair of the Board of Old Parliament House and Warren Snowdon as a member of the Board.

    Minister for the Arts, Tony Burke, congratulated Ms Oshalem on her appointment and welcomed Mr Snowdon to the Board. 

    “Lenda has been a valuable member of the Board for more than four years, and I trust she will draw on her skills and experience to make an excellent Deputy Chair. 

    “Warren has dedicated a large part of his life to the Australian Parliament, and we are lucky to have someone with his experience to help guide the national institution that tells the story of our democracy.”

    Old Parliament House was the home of the Federal Parliament from 1927 to 1988.

    It is home to the Museum of Australian Democracy, which provides an enriched understanding of the political legacy and value of Australian democracy. 

    Ms Lenda Oshalem has been a member of the Board since 2021 and was reappointed for a second term in 2024. She is the Executive Director of Advocacy and Engagement at the Minderoo Foundation, and the Chair of Minderoo Pictures.

    Ms Oshalem’s previous roles include Board member of Auspire – the Australia Day Council Western Australia Board, Management Committee Member at the Metropolitan Migrant Resource Centre, National Campaigns Director and Partner at SEC Newgate, and Assistant State Secretary and Assistant State Campaign Director for  WA Labor. 

    The Hon Warren Snowdon is a former Federal Minister and longtime Member of the House of Representatives, elected initially as Member for the Northern Territory from 1987-1996 and from 1998-2001, then as Member for Lingiari from 2001-2022. 

    A Government Relations Advisor for Diabetes Australia, Mr Snowdon also sits on the Board of Soldier On Australia. Since 2022, he has served as a member of the Advisory Board of the Indigenous Eye Health Unit at the University of Melbourne. 

    In 2024, Mr Snowdon was appointed as Chair of the independent review of the Northern Australia Infrastructure Facility Act 2016 and was appointed to the Australian War Memorial Council.

Markey (D-Mass.) today joined the entire Senate Democratic Caucus in sending a letter to U.S. Department of Health and Human Services (HHS) Secretary Robert F. Kennedy, Jr. expressing serious alarm over the Trump Administration’s recent decisions that threaten to undermine America’s biomedical research infrastructure and set us back generations. The steps the Trump administration has taken would create a serious funding shortfall for research institutions nationwide, threaten to undermine progress on lifesaving scientific advancements, and could cost the U.S. economy billions of dollars and threaten the livelihoods of hundreds of thousands of workers. 

    “As the largest public funder of biomedical research in the world, NIH plays a critical role in sustaining the research infrastructure necessary for scientific breakthroughs in cancer treatment, infectious disease prevention, and medical technology innovation, among many others. President Trump has wreaked havoc on the nation’s biomedical research system in recent weeks. In his first several days in office, President Trump imposed a hiring freeze, communications freeze, ban on travel, and cancellation of grant review and advisory panels that are necessary to advance research. While some of these efforts have been reversed, they continue to cause confusion and miscommunication among researchers and recipients of NIH funds,” the lawmakers wrote.

    Last week, the NIH announced it would set the maximum reimbursement rate for indirect costs to 15 percent—creating a serious funding shortfall for research institutions of all types across the country. This move would dismantle the biomedical research system and stifle the development of new cures for disease. It won’t produce cost savings—it will just shift costs to states who can’t afford to pay the difference. Importantly, this action by the Trump administration is illegal—Congress’ bipartisan Labor-HHS-Education Appropriations Bill prohibits modifications to NIH’s indirect costs.

    “This change to NIH’s indirect cost rate represents an indiscriminate funding cut that will be nothing short of catastrophic for the lifesaving research that patients and families are counting on. The Administration’s new policy means that research will come to a halt, sick kids may not get the treatment they need, and clinical trials may shut down abruptly,” the senators wrote. On Monday, a federal judge in Boston temporarily blocked the NIH rate cut and set a hearing for February 21st.

    The senators’ letter points out that, in addition to the stifling impact on discovering new cures and ripping away treatment from those who need it, changes to NIH policy and communications threaten jobs in all 50 states and the District of Columbia. NIH research supported more than 412,000 jobs and fueled nearly $93 billion in new economic activity in Fiscal Year 2023 and every dollar the NIH invests in research generates almost $2.50 in economic activity. 

    “The Trump Administration has left researchers, universities, and health systems with great uncertainty about whether they can continue to support entire research programs and patient clinical trials across the country. Institutions and grantees nationwide are dealing with an unprecedented external communications “pause” enacted by new leadership at the U.S. Department of Health and Human Services, the lack of transparency regarding the Administration’s illegal funding freeze, and the uncertainty of how new Executive Orders would be applied to their critical work. These actions resulted in NIH freezing grant reviews and cancelling advisory meetings, delaying critical funding that scientists need to continue advancing new cures and treatments. These disruptions do not just slow research—they cost lives,” the senators continued.

    “Our standing as a world leader in funding and producing new medical and scientific innovations has been put at risk by these recent actions from the Trump Administration. We urge you to stop playing political games with the lifesaving work of the NIH and to allow NIH research to continue uninterrupted.”

  • MIL-OSI China: Chinese paper cutting master brings traditional art to global stage

    As dawn breaks over a village in suburban Beijing, 75-year-old Hao Lanying sits at her desk, scissors in hand, cutting red paper into the shape of a snake winding around a bird. The design is part of a series she has created to celebrate the Year of the Snake.

    “I designed the ‘auspicious snake’ series as gifts for elderly locals,” said Hao, who is from Jishanying Village in Beijing’s Shunyi District and is a practitioner of the art of paper cutting, which is recognized as a form of intangible cultural heritage.

    The distinct water-ripple paper cutting technique that Hao has mastered originated in a Shunyi household in the late Qing Dynasty (1644-1911). What makes Hao’s work unique is her use of scissors instead of knives. With skilled hands, she creates intricate patterns of rippling water and falling raindrops on single-layer red paper, bringing her designs to life.

    This humble folk artist has spent over half a century promoting what has been called a dying art form, bringing it to the global stage.

    In 2004, UNESCO acquired a piece of her work for its collections. And over the past 20 years, her works have been presented as national gifts to leaders of many European countries.

    A map of the world in Hao’s studio documents her cultural journey: a total of 193 red pins show the countries and regions where her works have traveled, while 28 marked flight paths weave together her stories of cultural exchange.

    Below the map, a handwritten note reads, “I hope the roots of Chinese paper cutting will grow in every continent.”

    Hao’s personal mission to take paper cutting beyond China began in 2005, when she traveled to Brazil with an All-China Women’s Federation delegation.

    In a Rio de Janeiro art center, she collaborated with local women to create a work blending Brazilian carnival feathers with vibrant Chinese Yangge dance ribbons. The piece was later incorporated into a commemorative stamp for the 40th anniversary of China-Brazil diplomatic ties.

    “She cuts not just patterns, but the flowing story of China,” a media report remarked at the time, referring to the work.

    From a small courtyard in Shunyi to Rio de Janeiro, and from Alpine craft markets to African cooperatives, travel and cross-cultural collaboration have become commonplace for Hao.

    On a wall in her studio, two photographs present a striking contrast. One shows Hao in 1984, cutting paper in her courtyard and surrounded by drying works. The other is a recent image of Hao in the same courtyard, surrounded this time by students from the United States, France, Italy and other countries as she teaches them her craft.

    Now facing the digital age, Hao has taken an open-minded approach to continuing her work. She has led the development of an augmented reality (AR) teaching system for paper cutting, which allows users to scan her works to experience the entire process of its creation in holographic form.

    Her water-ripple style of paper cutting has been explained in educational materials for children, simplifying techniques for younger generations. She has also launched a paper-cutting cultural and creative brand, breathing new life into traditional culture.

    At the opening of a United Nations exhibition, she said, “Each paper-cutting is a window into Chinese culture, and when millions of windows open, we see the starry sky of human civilizations.”

    This bipartisan legislation would provide a permanent solution for fuel blends containing 10% or more ethanol to allow for the year-round sale of E15 in all 50 states. The commonsense approach would deliver much-needed certainty to both biofuel producers and consumers.
    “It’s time to finally end years of unsustainable emergency waivers and patchwork regulations by permanently enacting nationwide E15,” said Senator Ernst.“We know this legislation will drive down prices at the pump, add value to the crops grown by farmers, strengthen our rural communities, fortify domestic energy dominance, and provide certainty for biofuel producers and consumers alike.”
    Background:
    Throughout her time in Congress, Ernst has been a strong advocate for homegrown, Iowa biofuels. Since 2015, she has led legislation to permanently allow the nationwide sale of year-round E15. She looks forward to partnering with the Trump administration to make it a reality.
    In March 2024, Ernst and the entire Iowa delegation urged President Biden to immediately issue an emergency waiver, which would make E15 available across the country and utilize the strength of American agriculture to provide energy independence. In April 2024, Ernst and a bipartisan group of senators once again called on President Biden to permit the summertime sale of E15 fuel and finally secured year-round, nationwide E15 sales for the entire 2024 driving season.

    As Secretary of Energy, it is an immense privilege to serve alongside each of you at such a consequential moment in American history. Energy is the essential ingredient that enables everything we do. A highly energized society can bring health, wealth, and opportunity for all. At the Department, we have an opportunity to promote energy abundance, demonstrate leadership in scientific and technological innovation, steward and strengthen our weapons stockpiles, and meet Cold War legacy waste clean-up commitments.

    President Trump has outlined a bold and ambitious agenda to unleash American energy at home and abroad to restore energy dominance. To compete globally, we must expand energy production and reduce energy costs for American families and businesses. America must lead the world in innovation and technology breakthroughs, which includes accelerating the work of the Department’s National Laboratories. We must also permit and build energy infrastructure and remove barriers to progress, including federal policies that make it too easy to stop projects and far too difficult to complete projects.

    We must pursue a culture of transparency, performance, and common sense to succeed. Accordingly, the Department will take the following initial actions:

    1. Advance Energy Addition, Not Subtraction: 

    Great attention has been paid to the pursuing of a net-zero carbon future. Net-zero policies raise energy costs for American families and businesses, threaten the reliability of our energy system, and undermine our energy and national security. They have also achieved precious little in reducing global greenhouse gas emissions. The fact is that energy matters, and we need more of it, not less. Going forward, the Department’s goal will be to unleash the great abundance of American energy required to power modern life and to achieve a durable state of American energy dominance.

    2. Unleash American Energy Innovation: 

    The Department’s Research and Development (R&D) enterprise is the envy of the world. We must focus our time and resources on technologies that will advance basic science, grow America’s scientific leadership, reduce costs for American families, strengthen the reliability of our energy system, and bolster America’s manufacturing competitiveness and supply chain security. As such, the Department’s R&D efforts will prioritize affordable, reliable, and secure energy technologies, including fossil fuels, advanced nuclear, geothermal, and hydropower. 
    The Department must also prioritize true technological breakthroughs – such as nuclear fusion, high-performance computing, quantum computing, and AI – to maintain America’s global competitiveness. To that end, the Department will comprehensively review its R&D portfolio. As part of that review, the Department will rigorously enforce project milestones to ensure that taxpayer resources are allocated appropriately and cost-effectively consistent with the law.

    3. Return to Regular Order on LNG Exports: 

    America is blessed with abundant energy resources – we are the world’s top oil and gas producer and a net energy exporter for the first time in decades. Our energy abundance is an asset, not a liability. On January 20, the Department resumed consideration of pending applications to export American liquefied natural gas (LNG) to countries without a free trade agreement (FTA) with the U.S. in accordance with the Natural Gas Act. Proper consideration of LNG export applications is required by law and shall proceed accordingly.

    4. Promote Affordability and Consumer Choice in Home Appliances: 

    A top priority of the Trump Administration is to ensure that American families can choose from a range of affordable home appliances and products. Therefore, the Department will initiate a comprehensive review of the DOE Appliance Standards Program. Any standards should include a cost-benefit analysis considering the upfront cost of purchasing new products and reflecting actual cost savings for American families. The Department will pursue a commonsense approach that does not regulate products that consumers value out of the market; instead, affordability and consumer choice will be our guiding light.

    5. Refill the Strategic Petroleum Reserve (SPR): 

    As President Trump has stated, the SPR is a national asset that protects our security in times of crisis. It must be refilled. Unfortunately, the SPR is currently at historically low levels. We will not permit this to become a new status quo. Moreover, the Department will review SPR infrastructure and develop appropriate plans to safeguard this important strategic asset.

    6. Modernize America’s nuclear stockpile: 

    We urgently need to modernize the nation’s nuclear weapons systems. The Department will continue its critical mission of protecting our national security and nuclear deterrence in the development, modernization, and stewardship of America’s atomic weapons enterprise, including the peaceful use of nuclear technology and nonproliferation.

    7. Unleash Commercial Nuclear Power in the United States: 

    The long-awaited American nuclear renaissance must launch during President Trump’s administration. As global energy demand continues to grow, America must lead the commercialization of affordable and abundant nuclear energy. As such, the Department will work diligently and creatively to enable the rapid deployment and export of next-generation nuclear technology.

    8. Strengthen Grid Reliability and Security: 

    Fortifying America’s electric grid is critical to the reliable and secure delivery of electricity. Under President Trump’s Executive Order, “Declaring a National Energy Emergency,” the Department will identify and exercise all lawful authorities to strengthen the nation’s grid, including the backbone of the grid, our transmission system. This is an imperative as we consider current and anticipated load growth on our nation’s electric utilities. Moreover, after two decades of very slow demand growth, electricity demand is forecast to soar in the coming years. The Department will bring a renewed focus to growing baseload and dispatchable generation to reliably meet growing demand.

    9. Streamline Permitting and Identify Undue Burdens on American Energy:

    A burdensome federal permitting process undermines America’s competitiveness and national security. Pursuant to President Trump’s Executive Orders, the Department will prioritize more efficient permitting to enable private sector investments and build the energy infrastructure needed to make energy more affordable, reliable, and secure. To that end, the Department will identify and exercise its legal authorities to expedite the approval and construction of reliable energy infrastructure.

  • MIL-OSI United Nations: Peace by chocolate: One Syrian refugee family’s journey to sweet success

    “War can kill anything in a person, but it cannot kill values ​​and hope. Syrians are a naturally happy people, and we aspire to live in a spirit of giving, generosity and hospitality.”

    Just desserts

    With these words, Tareq Hadhad described to UN News the difficult journey his family took from the Syrian capital to the remote Canadian city of Antigonish.

    The Hadhads are a long-established Damascene family and from it came judges, engineers and doctors for generations. But, what they are best known for is chocolate, a legacy that Mr. Hadhad’s father, Issam, built in 1986.

    That year, the senior Mr. Hadhad decided to leave mechanical engineering and start making chocolate despite the fact that there were only a few well-known companies in the Middle East in that field at the time.

    Chocolate for good

    The younger Mr. Hadhad said his father wanted to be in a field “that made people around him happy” as frustration prevailed among Syria’s youth after the events of 1982, when the Hafez al Assad regime committed the Hama massacre.

    Founded “from scratch”, the company grew to employ hundreds of people.

    In 2008, it began exporting to several countries in the Middle East and Europe in line the senior Mr. Hadhad’s aspiration: to “deliver the message of the Syrians all over the world” through a universal product that everyone knew and loved, his son explained, adding that the goal was not only to increase sales, but to embark on several development and relief projects in Syria.

    “My father believed that if you are successful in your life, you have a responsibility to raise others to success,” Mr. Hadhad said.

    Time for survival

    Before 2013, the entire family of more than 60 people lived in one building chockful of memories just south of the Al-Midan area in old Damascus, standing their ground for two years after the war began.

    “I lost many members of my family,” Mr. Hadhad said. “My sister’s husband was arrested, tortured and then killed in prison. Many of my cousins ​​ disappeared, some of whom we still know nothing about and some of whom were summarily executed.”

    The chocolate factory was targeted in airstrike in 2012 and the following year, as Mr. Hadhad and his brother were walking in a street in downtown Damascus, a missile fell nearby.

    “Amid the dust, I thought my brother was dead,” he said. “I picked him up and ran home. When I got there, I told the family this is not the time to build a business or study. This is a time for survival.”

    ‘We are not victims’

    The family made the excruciating decision to seek refuge in Lebanon, leaving everything behind. The following year, they learned that the regime’s forces had “looted their homes, burned them down and bombed them to cover up the crime”.

    “There are many Syrians who have lost much more than us,” Mr. Hadhad said. “We are not victims. We are victors regardless of the outcome because we were able to survive the war with our lives and start our lives again.”

    The family registered with the UN refugee agency, UNHCR, and moved many times in Lebanon until they settled in the city of Sidon. While Mr. Hadhad said the Lebanese people were very hospitable to the Syrians, because no official agreements had been signed, they could not work, rent homes or go to school.

    Refugees giving back

    Lebanon, as a country of four to five million people at the time, received more than a million Syrian refugees in a very short period of time.

    “That’s equivalent to 10 to 15 million American refugees entering Canada in a year or two,” he said. “Of course, the country wouldn’t be able bear that burden. But, Lebanon absorbed that burden over 13 years.”

    Indeed, the burden of the war wasn’t just on Syria and the Syrian people, but on the peoples of the entire region, including the Jordanians, Lebanese, Turkish and Iraqis.

    However, the Hadhad family was determined “at every stage of our refugee story to prove to the world that we can give to the host community and not take”.

    For his part, Mr. Hadhad spent most of his days in Lebanon volunteering with several relief organizations, including the World Health Organization (WHO) and UNHCR, providing his expertise in healthcare to both Syrian refugees and their Lebanese hosts alike, having reached the final stages of his medical studies before leaving Syria.

    Canada bound

    The family’s goal was to return to Syria, but when that seemed like a distant dream and their fears grew for the future of the young children who had missed years of education, they began applying for resettlement in other countries.

    In 2015, despite many interviews at embassies from around the world, not a single one would accept them, Mr. Hadhad said.

    “Late that year, things changed,” he said. “The new Canadian Government had pledged to receive about 25,000 Syrian refugees, and my family was one of them.”

    UN intervention

    The UN was the turning point in the Hadhad family’s story. Without being identified as refugees by the UNHCR, they would not have been able to even apply for resettlement in Canada.

    The Canadian embassy conducts cross-checks through the UNHCR, and the International Organization for Migration (IOM) also played a key role in their resettlement process.

    But, the major credit goes to Canadians themselves. The tragic drowning of toddler Alan Kurdi and his family in the summer of 2015 while trying to reach Europe had spread throughout the globe, the cause of Syrian refugees became a global cause.

    Canadian hospitality, one family at a time

    Community leaders in Antigonish, Nova Scotia, home to 5,000 residents and 5,000 students at St. Francis Xavier University, raised enough money to host one Syrian family that matched the Hadhads, and so they sponsored them without knowing their names, the way they looked or even their backgrounds.

    “The community in Antigonish are pioneers in their DNA, and when they saw they could make a difference, they started the process of registering an organization called SAFE (Syrian Antigonish Families Embrace),” Mr. Hadhad said.

    “I don’t know how people who are almost 8,000km away from Syria or Lebanon could be so concerned with our ability to restart our lives and to see my siblings and my sister Alaa’s children go to school. I did not expect that there would be human beings among us on this planet with such a spirit of giving because we lived through wars and saw how people kill each other.”

    He said he came to Antigonish, on the eastern coast of Canada, because of them and because they believed that he, as a person, had the same values, dignity, respect, rights and freedoms that apply to anyone in Canada.

    One peace won’t hurt

    This act left a huge mark on him and prompted the family to do everything in their power to give back to the Canadian community “that believed in us and our humanity and tried to support us in every way”, he said.

    “This community restored our faith in humanity. Regardless of the colour of your skin, your religion or where you were born, you are qualified to be a human being.”

    It was also the community “that gave us the idea of ​peace with its kindness and generosity that match our values”, he added.

    To prove that nothing is impossible with hope, the family spotted a niche job opportunity to build on the legacy they were forced to leave behind in Syria. While it took decades to register their chocolate company in Syria due to government corruption, it took only a few weeks in Canada.

    From there, the road to success began on all levels.

    “Our project did not start for a purely economic reason, nor did it start for a purely humanitarian purpose; it combined the two,” Mr. Hadhad said.

    “That is why we named it Peace by Chocolate. Many companies around the world aim to make profits, but our goal was to support the community and at the same time to try to grow the company to become one of the largest companies in Canada.”

    ‘Canadians pull together’

    A few months after the opening of Peace by Chocolate in 2016, wildfires swept through Fort McMurray in Alberta in Canada’s mid-west. The Hadhads were watching the news as Canadians lost everything as their homes burned down, forcing them to seek refuge at Canadian Red Cross shelters.

    “Canadians always pull together, so we felt a responsibility to give back to the people who welcomed us with such warmth and kindness,” Mr Hadhad said, explaining that they launched a fundraising campaign, donating profits from Peace for Chocolate to help aid organizations.

    In September of that year, at the UN Leaders’ Summit on Refugees in New York, Canadian Prime Minister Justin Trudeau highlighted the Hadhad’s story and their contribution to the relief efforts in their new country just months after their arrival.

    Kindness pays off

    Since then, the Hadhad’s company has raised more than $655,000 to support relief projects for across Canada alongside 11 partnership agreements with such organizations as the Canadian Red Cross.

    “Thanks to the support of the Antigonish community and the country as a whole, we have been able to grow our company and have paid tens of millions in taxes to back into the Canadian economy,” Mr. Hadhad said.

    “Kindness pays off, and the best investment you can make is to be kind to others.”

    Peace by Chocolate is now the third largest employer in Antigonish, home to the company headquarters and factory. With the senior Mr. Hadhad as president and his son, Tareq, the CEO, the company has a branch in Halifax, the provincial capital, and its products are sold in more than a thousand stores across Canada.

    Mr. Hadhad said the Peace by Chocolate website has become the largest e-commerce platform in Canada’s Atlantic region, and it aspires to become the largest chocolate exporter in the country and to open branches in the United States, Japan and the Middle East.

    Refugee to employer

    Despite the major differences that separate the family from their new community, what brought them together was “much stronger”, and they never felt like outcasts at any time or that they are obstacles to becoming part of that community.

    Mr. Hadhad said any successful refugee or migration story has two sides. There is, of course, a major role for the host community to play, but “the main responsibility lies primarily with the migrant or refugee”.

    “No one is going to knock on your door and ask about your story or your ambitions for the future. The first step always comes from the migrant or refugee themselves to tell their story,” he said.

    That is exactly what he did. He spoke with the local newspaper shortly after arriving and made the front page. The word spread. The Canadian Broadcasting Corporation (CBC) sent a correspondent to visit the Hadhad’s every month to follow up on their integration.

    A sense of belonging

    In addition to the warm welcome from Canadians themselves, stability was a major factor in the family’s integration, with the Hadhads granted permanent residency upon arrival.

    In many countries, as a refugee, “you can’t think beyond an hour, a week or a month because your situation is always temporary,” Mr. Hadhad explained.

    “What Canada also gave us was ambition for sustainability,” he said. “You can think 10 or 20 years into the future or even for the rest of your life. You can build projects and plan. Canada gave us a sense of belonging and citizenship even before we became Canadian citizens.”

    He said he has the utmost respect for “the Canadian brand” and what it stands for.

    “Regardless of what politicians, individuals or economists do, I am proud to belong to this great country and to be a Canadian citizen today.”

    ‘More than a miracle’

    After more than 13 years of war, destruction and displacement, Mr. Hadhad described the fall of the Bashar al Assad regime as “more than a miracle” as many Syrians had lost hope of getting rid of the oppressive regime that had terrorised the country for more than 50 years.

    The future of Syria seems “very bright” to him, thanks to the efforts of its heroic people who refused to leave Syria and those who sought refuge in other communities around the world and built strong relationships there, he said.

    “My city, Damascus, is the oldest city in the world. It has survived much greater disasters than what happened to it in the past 50 years,” he said. “God willing, we are on the road to recovery, and I have a strong belief that the Syrian people will overcome all the difficulties of the war and build a country that we can all be proud of.”

    After 12 years in exile, he is now looking forward to visiting the country soon to meet those loved ones he left behind, including one of his sisters.

    Pride and duty to the homeland

    Supporting the Canadian community was a duty to pay back those that embraced the Hadhads in their hour of need, and now the family is focusing on its moral obligation to help their homeland.

    From working on licensing in the Middle East to be closer to collecting donations through Peace by Chocolate sales, the Hadhads aim to support relief organizations and those helping Syrian refugees return home. Efforts are also underway to connect the Syrian-Canadian community by presenting models of projects in Syria that it can support.

    “It is an honour for us to contribute to rebuilding it again and to support our Syrian people,” Mr. Hadhad said.

    This week marks a significant step in the delivery of healthcare services for the northern region with the opening of the final ward of Tōtara Haumaru, the country’s newest hospital facility on Auckland’s North Shore Hospital campus, Health Minister Simeon Brown says. “This facility has a critical role in reducing waitlists for Auckland’s fast-growing and ageing population. “It is encouraging to see progress already being made, with more than 2,500 New Zealanders having had their elective surgery at the hospital since it opened on 1 July 2024. “Acute and elective endoscopy activity is also ramping up, with 2,500 endoscopies completed at the new facility in addition to the elective surgeries. “The hospital has allowed for the expansion of some regional services, including vascular and plastic surgery, allowing local patients to have their surgery closer to home. “It has also enabled the regional expansion of robotically-assisted surgeries, resulting in a 40 per cent reduction in length of stay, and fewer complications and quicker recovery for patients. “The opening of the fifth and final ward this week increases capacity for women’s health and gynaecology services from 15 to 20 patients, delivering improved patient outcomes in a significantly enhanced environment.  “Ensuring that all New Zealanders can access timely, quality healthcare is a priority for the Government. “You can’t manage what you don’t measure, which is why the Government restored five key health targets, including a target of 95 per cent of patients to wait less than four months for a first specialist assessment and elective treatment by 2030.”While there is significant progress needed to meet these targets, I am pleased that patients in the region and further afield are benefiting from this state-of-the-art facility.     Samsung ships over 38 tons of e-waste to New Zealand for responsible recycling

    AUCKLAND, NZ – February 14, 2025 – Samsung Electronics Co., Ltd. is proud to announce that it has fulfilled its commitment to addressing the growing e-waste crisis in the Pacific Islands. In partnership with Blue Orca and Echo, Samsung New Zealand has successfully facilitated the transportation and recycling of over 38 tonnes of end-of-life appliances, electrical, and electronic equipment, collected across the Pacific Islands.

    In 2024, Samsung New Zealand engaged Blue Orca to assess e-waste challenges across five Pacific Islands – Fiji, Samoa, Tonga, Cook Islands, and Timor-Leste. The assessment revealed a lack of local recycling infrastructure, raising concerns about the environmental impact of unmanaged e-waste in the region.

    “The absence of local recycling options and the severe environmental consequences outlined in the report pushed us to take action,” said Shannon Watts, Marketing Director, Samsung Electronics New Zealand. “Through our collaboration with Blue Orca and recycling partner Echo, we’ve been able to drive meaningful change and address the critical e-waste issue facing Pacific Island communities. This initiative helps protect the environment and supports local communities by ensuring responsible recycling of electronic waste.”

    Samsung, Blue Orca, and Echo achieved a significant milestone by collecting and transporting 38,502 kg of e-waste from Fiji, Samoa, Tonga, and the Cook Islands to New Zealand for recycling. This effort resulted in the prevention of 228 kg of toxic metals from contaminating the soil and avoided 11,042 kg of greenhouse gas emissions, contributing to the protection of the environment and benefiting local communities.

    “This initiative is a crucial step toward mitigating the environmental impact of e-waste in the Pacific Islands. It’s a testament to the power of collaboration between Samsung, Blue Orca, and Echo,” added Watts. “We’re proud to have played a role in diverting a significant volume of end-of-life electronics from landfills, ensuring they are now being recycled ethically and responsibly.”

    This Pacific Islands recycling program further supports Samsung New Zealand’s ongoing commitment to its global Everyday Sustainability Environmental Strategy, as part of the company’s efforts to contribute to tackle climate change.     Fire and Emergency New Zealand has declared a prohibited fire season in Otago’s Strath Taieri zone from 8am on Saturday 15 February, until further notice.
    A prohibited fire season means no open-air fires are allowed and all fire permits are suspended.
    Fireworks will also be prohibited in Strath Taieri, which is possible under Section 52 of the Fire and Emergency Act.
    Strath Taieri is a large area of land in Otago which includes the Taieri River, the Rock and Pillar Range and the town of Middlemarch.
    Fire and Emergency Otago District Manager Phil Marsh says the area has an abundance of grass and scrub and experiences hot dry summers.
    “The current dry conditions are expected to continue, with blustery westerly winds forecast for the remainder of summer and into autumn,” he says.
    “This combination presents a very high fire risk, as dry grass and scrub can ignite easily and fire will rapidly spread.
    “As part of our ongoing efforts to reduce the risk of wildfire, we are also putting a ban on fireworks.
    “It only takes one spark to start a wildfire. The risk is far too high in these dry and windy conditions.”
    The Strath Taieri zone includes Te Papanui Conservation Park, home to a huge variety of native plants and animals.
    “We are urging everybody to do their part to protect this area from wildfire,” Phil Marsh says.
    “Along with the ban on fireworks, we ask people to be vigilant with other heat or spark-generating activities.
    “Using machinery or power tools and parking or driving vehicles near dry vegetation have the potential to start a wildfire that will spread quickly. You should avoid these activities on hot, windy days.
    “If you are camping in the area, always set up your gas cooker on a stable surface and away from long, dry grass.
    “Know the risks, and always check the local fire danger at www.checkitsalright.nz.”

    Chinese scientists have unearthed the oldest short-tailed bird fossil, dating back about 150 million years, in east China’s Fujian province. This suggests that birds might have originated earlier than previously thought.
    The fossilized bird Baminornis zhenghensis was discovered in Zhenghe County, Fujian Province. Its short tail ends in a compound bone called the pygostyle, a feature uniquely present in modern birds. This indicates that the body structure of modern birds emerged in the Late Jurassic Period, 20 million years earlier than previously known.
    The bird displays a unique combination of traits, including modern bird-like shoulder and pelvic girdles, as well as a non-avian dinosaurian-like hand, which is a very interesting and contradictory phenomenon, said Wang Min, lead and correspond author of this study from the Institute of Vertebrate Paleontology and Paleoanthropology (IVPP) under the Chinese Academy of Sciences (CAS), and the leading scientist of the research team.
    “This is a groundbreaking discovery. It overturns the previous situation that Archaeopteryx was the only bird found in the Jurassic Period,” said Zhou Zhonghe, an academician of CAS.
    Based on the discovery, scientists speculate that the emergence of the earliest birds could be traced back to an even earlier time, possibly 172 million to 164 million years ago, according to Wang.
    The study, conducted by researchers from IVPP and the Fujian Institute of Geological Survey, was published in the latest issue of the journal Nature.
    While it is well established that birds evolved from dinosaurs, the timing of this transition has long been debated. Some studies suggest that birds’ earliest diversification occurred during the Jurassic Period, though the fossil record has been sparse and fragmentary. Archaeopteryx, often considered the earliest known and arguably the only Jurassic bird, has long been the focus of this debate.
    Although Archaeopteryx possessed feathered wings, it closely resembled non-avian dinosaurs, particularly due to its long, reptilian tail, which is in stark contrast to the short tails seen in modern birds. Recent research has even questioned whether Archaeopteryx should be classified as a bird, suggesting instead that it may be more closely related to the deinonychosaurs, a group of theropod dinosaurs.
    “If the avian status of Archaeopteryx is in question, the Baminornis zhenghensis is currently the most definitive Jurassic bird,” Wang said.
    The shortening of the tailbone is one of the most profound morphological changes in the evolution from dinosaurs to birds. The most distinctive feature of the Baminornis zhenghensis is its pygostyle. The emergence of the pygostyle is crucial for the forward shift of the body’s center of gravity, the independent movement of the hind limbs and tailbone, and the refinement of flight capabilities, Wang said.
    Scientists speculate that the Baminornis zhenghensis weighed over 100 grams, similar in size to a pet parrot, and lived in a swampy environment.
    “Its shortened tail and more advanced structure in its scapula lead us to believe that its flying ability was superior to that of Archaeopteryx. However, due to the incomplete fossil, we are unable to determine its exact flying posture,” Wang said.
    The researchers employed multiple methods to determine the position of Baminornis zhenghensis in the evolutionary tree of birds. Their findings indicate that it is the earliest bird clade to diverge just after Archaeopteryx.
    At the same site, scientists found another fossil consisting only of a furcula, or wishbone. Geometric morphometric and phylogenetic analyses identified it as belonging to Ornithuromorpha, a group of birds from the Cretaceous Period.
    “The discovery of the two fossils indicates that at least two species of birds lived in the Zhenghe Fauna,” Wang said.
    The Zhenghe Fauna is a terrestrial biota evidenced by a large number of tortoise, turtle, fish and plant fossils that have been unearthed. It is known as the southernmost location globally where Avialae fossils from the late Jurassic Period are preserved.

    During the late Jurassic Period, frequent volcanic eruptions occurred along the region’s southeastern coastline. However, during quiescent periods, lakes and basins formed in the mountainous areas of what is today called Zhenghe County, creating a favorable ecological environment for plant growth and animal habitation.
    Zhenghe’s unique biological composition and geological background provide important information for the study of the evolution of terrestrial ecosystems in the late Jurassic Period, as well as the origins of birds and other animals, according to Chen Runsheng at the Fujian Institute of Geological Survey.
    “The newly discovered fossils point to an earlier origin of birds and suggest that birds most likely have radiated during the Jurassic Period,” said Zhou, the CAS academician.
    The fossils fill a gap in the early evolutionary history of birds, providing the strongest evidence yet that birds had begun to diversify by the end of the Jurassic Period, scientists said.
    “Baminornis is a landmark discovery, and ranks among the most important bird fossils unearthed since the discovery of Archaeopteryx in the early 1860s,” said Stephen L. Brusatte, a paleontologist from the University of Edinburgh.
    “Why did dinosaurs take to the skies and eventually evolve into the over 11,000 species of birds we have today? Such a major transition involved a series of changes. How were these changes in anatomy, physiology and behaviors across the entire body accomplished? We hope we can find more complete bird fossils, and even those with feathers, in the future so that our understanding of evolution becomes more comprehensive and profound,” said Xu Xing, an academician of CAS and head of IVPP.

    Taking on the Challenge of Reducing Environmental Impact Across the Entire Supply Chain
    As increasing importance is placed on sustainability and ESG, the role of procurement has undergone a significant transformation in recent years. Sustainable procurement is now a key element of environmental consideration and social responsibility. In addition to the traditional Quality, Cost, and Delivery (QCD) criteria, reducing environmental impact has become a key factor in supplier selection.

Since 2019, Panasonic Energy has partnered with the US-based battery recycling company Redwood Materials. Together, they are working to establish the first cathode material recycling system in the US by recycling battery waste materials from Panasonic Energy of North America’s factory and using them to manufacture new cathode materials.If successfully implemented, this initiative will also enhance local procurement rates in the US, aligning with the goal of strengthening North American supply chains.     In the increasingly competitive market for automotive lithium-ion batteries, survival depends not only on quality and cost but also on speed. Introducing new materials, including the evaluation process, has traditionally taken several years. This is too slow to keep up with rapid global changes.Recognizing this challenge, we are reviewing evaluation methods, risk management processes, and other key procedures. By working closely with our customers to gain their understanding and cooperation, we are working to shorten the time required for material adoption.

    Leading the Development of a Circular Economy for EV Batteries
    Our goal is to first build an environmentally conscious supply chain in the US to establish a circular economy for automotive lithium-ion batteries and then expand the initiative to Japan.     WASHINGTON, D.C. — U.S. Senators Alex Padilla and Adam Schiff (both D-Calif.) joined Senators Edward J. Markey (D-Mass.), Elizabeth Warren (D-Mass.), and 27 other Democratic Senators in demanding President Donald Trump, Elon Musk, and the Department of Government Efficiency (DOGE) refrain from making cuts to Medicare and Medicaid to pay for tax cuts for billionaires. Their letter comes after Elon Musk and DOGE officials gained access to key payment and contracting systems at the Centers for Medicaid & Medicare Services (CMS).

    In 2025, roughly 160 million Americans will rely on the programs CMS administers and oversees, including Medicare, Medicaid, the Children’s Health Insurance Program, and the Health Insurance Marketplaces.

    Last year, 68 million seniors and people with disabilities — including 6.6 million Californians — relied on Medicare coverage for essential health care, including hospital visits, screenings for cancer, diabetes, and depression, and prescription drugs. Nearly 80 million Americans relied on Medicaid, making it the largest public health insurance program in the United States. That includes 15 million people enrolled in California’s Medicaid program, Medi-Cal, which covers almost a third of all adults and half of all kids in the state.

    “We write to say no to Elon Musk and DOGE, and demand hands off Medicare or Medicaid. We strongly oppose any efforts by Musk — or anyone else in your administration — cutting or damaging these vital programs.     We write with alarm at recent actions by your Administration that put Medicare and Medicaid at risk – threatening access to care for 140 million Americans. On February 5, Elon Musk and representatives of his Department of Government Efficiency (DOGE) gained access to key payment and contracting systems at the Centers for Medicare & Medicaid Services (CMS), the agency that administers these vital programs. Masquerading as a false crusade against waste, fraud, and abuse, Musk appears intent to break the programs that seniors, people with disabilities, children, and families rely on to get their health care. We write to say no to Elon Musk and DOGE, and demand hands off Medicare or Medicaid. We strongly oppose any efforts by Musk – or anyone else in your administration – cutting or damaging these vital programs. Medicare and Medicaid must not be raided to pay for tax cuts for billionaires.

    Medicare and Medicaid are lifelines for millions of Americans. In 2024, 68 million seniors and people with disabilities seniors relied on Medicare coverage for essential health care, including hospital visits, screenings for cancer, diabetes, and depression, and prescription drugs. Nearly 80 million Americans relied on Medicaid, making it the largest public health insurance program in the United States. Medicaid provides funding to states for services at nursing homes, hospitals, rural health clinics as well as home health services, addiction and mental health services, and family planning. Americans rely on Medicaid for pregnancy and childbirth, as well as long-term services and supports to care for people with disabilities, older adults, and chronically ill Americans.

    But now, DOGE is invading CMS, posing immeasurable risks to Americans’ health care. DOGE representatives, with no training or expertise, could make unilateral, politically motivated decisions to target both beneficiaries and health care providers while blocking access to care and essential payments for services. Every cut risks Americans paying more, waiting longer, and wading through more insurance red tape for care. Every cut risks hospitals and community health centers struggling harder to keep their doors open and forcing health providers and workers out of their jobs.

    We continue to fight for a health care system that works better for all Americans, so they experience lower costs, shorter wait times, and receive better care. But your Administration, Elon Musk, and DOGE have already made that harder. Your Administration is already responsible for the shut-down of Medicaid portals across all 50 states, disruptions to vital health care communication, closures of community health centers, and significant delays in funding for life-saving health research. Cuts to Medicare and Medicaid will only serve to deepen the harm.

    It is dangerously unacceptable that an unelected Musk and his unqualified acolytes have access to sensitive CMS systems and are ready to bypass Congress to make life and death decisions affecting millions of Americans. No one asked for this lawless approach to our critical government health care systems. We urge you to stop this threat to Americans’ health care, now.

    Today, President Donald J. Trump unveiled a plan for fair, free, reciprocal trade as he makes clear to the world that the United States will no longer tolerate being ripped off. The U.S. has one of the most open economies in the world, yet our trading partners keep their markets closed to U.S. exports — and reciprocal trade will finally correct that imbalance.
    President Trump’s plan to restore fairness and put American workers first was met with immediate praise:

    It’s been revealed that Muslim students have been misled on the Government’s school lunches, which were claimed to be halal.

    “It’s unacceptable that our Muslim students were served a meal that David Seymour’s lunch provider said was halal, when it fact it wasn’t,” Labour’s Ethnic Communities Spokesperson Jenny Salesa said.

    “Claiming a meal is religiously permissible for groups of students when it isn’t, breaks a trust we have fought long and hard to establish with communities who have long called Aotearoa home.

    “New Zealand is a culturally diverse nation, rich with people of all backgrounds and faiths – and they should feel comfortable expressing their identities here.

    “I back my local school principal in her push to ensure halal school lunches are as they claim to be, halal-certified.

    “David Seymour must front up and apologise to these students and their families for a false claim that has resulted in disrespect to their faith,” Jenny Salesa said.

    “It seems with each passing day, we hear about another mishap with David Seymour’s school lunches. First they were arriving late or not at all, then it was schools having to cover extra costs for distribution and clean up, and now they’re misleading religious students,” said Education Spokesperson Jan Tinetti.

    “They should have never tampered with these school lunches in the first place, but now they’ve created a huge mess that is distracting our students’ from their learning and causing headaches for schools across the country.”

  • MIL-OSI Australia: Australian Deputy PM: Holey Dollar returned to Polish Government

    A rare silver coin has been returned to Republic of Poland representative, Deputy Minister, Marta Cienkowska at a ceremony in Canberra.

    Dating back more than 200 years, the coin was bought lawfully by a collector in the early 20th century and donated to a museum in Toruń where it became a protected object of Poland.

    It was stolen from the museum’s collection between 2011 and 2016, sold in two auctions in Europe, and then made its way to Australia through unlawful export.

    Acting on advice from the Office for the Arts and a restitution request from the Republic of Poland, the coin was seized by the Australian Federal Police under the Protection of Movable Cultural Heritage Act 1986 in August 2024, enabling its return.

    The 1813 Holey Dollar is an example of coins used in the colony of New South Wales to address a currency shortage.

    Originally a Charles III Spanish Silver Dollar minted in Mexico in 1777, it was one of 40,000 Spanish reales imported by Governor Lachlan Macquarie. The centre was cut out to create two new coins and the outer ring became known as the ‘Holey Dollar’.

    Minister for the Arts, Tony Burke, said the handover showed Australia was serious about upholding diplomatic and international treaty commitments.

    “I want to recognise the expertise of everyone involved in this great outcome for both countries, from tracking this object to seizing it.

    “It’s important that we continue to work together to return culturally significant objects to their rightful homes. Their value can be expressed not only in monetary terms but through telling our shared history and stories.”

  • MIL-OSI Australia: Regeneration and regrowth in Aceh: 20 years on from the Indian Ocean Tsunami

    Working with women 

    Working with ACIAR, Dr Malem McLeod, a soil scientist with the NSW DPRID, highlighted the kelompok wanita tani (KWT) women’s farming groups as a particularly successful initiative that grew organically from local efforts. 

    ‘In the immediate aftermath of the tsunami, we met a group of women, of all ages, who were coming together, gardening using a vacant village land. It was a kind of a healing forum to recover from the loss of people and livelihoods and share the challenges of recovery while growing food for family consumption,’ said Dr McLeod. ‘It was also a place for socialisation and information exchange.’  

    The ACIAR-supported project tapped into this by facilitating the creation of around 30 women’s farming groups across the 4 regions of Aceh. Training was provided for local leaders and extension officers to help the women learn improved techniques for growing vegetables and engage with local business and government, leveraging the support from ACIAR.  

    In Aceh farming families, the man in the family is the main income earner through growing food crops such as rice and legumes. ‘Although the women contribute significantly to the work on growing the crops, the results are managed by the husband and most women are financially dependent on men,’ explained Dr McLeod. 

    By growing vegetables in groups, women were able to improve their household food security and generate their own income, which increased their confidence and independence.

    ‘Some of the women’s group members became business-minded, even pre-selling their produce to wholesalers. The women also reported that working in the garden with the groups enhanced their physical health and wellbeing.’ 

    Technical training was provided for 245 women and agricultural extension officers, with about 750 women in farmer groups collectively benefitting by A$297,000 a year.  

    ‘The women’s groups facilitated a shift from financial dependence to self-reliant entrepreneurship,’ said Dr McLeod.  

    She noted that when new farming practices were introduced to men, they used it to improve their own food crop growing. But when new practices were shared with women, they brought them to the whole family and shared it with other women, effectively changing their whole community. ‘The information exchange and improvements became contagious,’ said Dr McLeod.

  • MIL-OSI Australia: Holey Dollar returned to Polish Government

    A rare silver coin has been returned to Republic of Poland representative, Deputy Minister, Marta Cienkowska at a ceremony in Canberra.

    Dating back more than 200 years, the coin was bought lawfully by a collector in the early 20th century and donated to a museum in Toruń where it became a protected object of Poland.

    It was stolen from the museum’s collection between 2011 and 2016, sold in two auctions in Europe, and then made its way to Australia through unlawful export.

    Acting on advice from the Office for the Arts and a restitution request from the Republic of Poland, the coin was seized by the Australian Federal Police under the Protection of Movable Cultural Heritage Act 1986 in August 2024, enabling its return.

    The 1813 Holey Dollar is an example of coins used in the colony of New South Wales to address a currency shortage.

    Originally a Charles III Spanish Silver Dollar minted in Mexico in 1777, it was one of 40,000 Spanish reales imported by Governor Lachlan Macquarie. The centre was cut out to create two new coins and the outer ring became known as the ‘Holey Dollar’.

    Minister for the Arts, Tony Burke, said the handover showed Australia was serious about upholding diplomatic and international treaty commitments.

    “I want to recognise the expertise of everyone involved in this great outcome for both countries, from tracking this object to seizing it.

    “It’s important that we continue to work together to return culturally significant objects to their rightful homes. Their value can be expressed not only in monetary terms but through telling our shared history and stories.”

  • MIL-OSI Security: Ardmore Resident Sentenced For Unlawful Dealing In Firearms

    MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that David Haskell Moore, age 69, of Ardmore, Oklahoma, was sentenced to five years of probation and 12 months of home detention for one count of Dealing Firearms Without a License.

    The charges arose from an investigation by U.S. Customs and Border Protection and the Bureau of Alcohol, Tobacco, Firearms and Explosives.

    On May 9, 2024, Moore pleaded guilty to illegally dealing in firearms.  According to investigators, on September 6, 2023, U.S. border agents at the Port of Entry in Donna, Texas, discovered 268 guns hidden behind the wall panel of a utility trailer attempting to gain entry into Mexico.  ATF agents investigating the weapons cache traced 24 of the firearms to purchases originally made by Moore from legitimate dealers throughout Oklahoma and Texas.  Moore then resold the firearms.  At the time of the incident, Moore was not licensed to deal in firearms and had been served a cease and desist letter in 2018 by ATF agents warning him not to sell firearms without a Federal Firearms License.

    “ATF’s commitment to keeping illegal firearms out of the hands of those that shouldn’t have them knows no boundaries.  As this case proves, Mr. Moore was knowingly dealing firearms without a license, many of which were eventually found in the hands of criminals throughout the United States.  Together with our partners, we will continue to work tirelessly to protect our communities from violent firearm crime,” stated ATF Dallas Field Division Special Agent in Charge Jeffrey C. Boshek II.

    Coordinate gun violence prevention efforts across federal agencies.
    Identify gaps in data needed for gun violence prevention research, policy development, and strategy implementation, and develop a plan to collect and analyze the data.
    Make policy recommendations.
    Educate the general public about federal laws, regulations, and available grant programs, including awareness campaigns directed at firearm owners, parents and legal guardians of minors, and gun violence prevention professionals, that include education related to safe storage of firearms and suicide prevention.
    Work to optimize the administration of the National Instant Criminal Background Check System.
    Annually report information to Congress on gun violence in the United States, recommendations for policy initiatives to reduce gun violence, and a description of the Director’s activities.

    “As part of its regular duties and to execute the mandate given to Republicans by the American voter, the Senate Budget Committee will mark up a budget resolution for Fiscal Year 2025.  This is not the end; it is the beginning. 

    “On his first day in office in January 2021, President Joe Biden blew open the southern border by using executive authority to rescind a number of successful Trump Administration policies.  His open border policies brought more than 10 million illegal immigrants into our country.  President Biden failed to uphold the law with regard to border security.  While President Trump has reinstated many of these important policies through executive order, the Fiscal Year 2025 Budget Resolution implements lasting security for American citizens.

    “Additionally, this resolution restores America’s military power to counteract Russia, China and other adversaries around the world.  This work, combined with President Trump’s ‘America First’ foreign policy, will keep America the preeminent global power and shore up our national defense.

    Washington, D.C. – Oregon’s U.S. Senators Jeff Merkley and Ron Wyden joined an effort led by Washington State’s U.S. Senator Patty Murray in expressing serious alarm over the Trump Administration’s threats to cut the National Institutes of Health’s (NIH) federal funding to research universities?and institutions across America and in Oregon, including groundbreaking medical and health research being done at Oregon Health & Science University (OHSU), University of Oregon (UO), Oregon State University (OSU), Portland State University (PSU), and many others in the state.
    As the largest public funder of biomedical research in the world, NIH plays a critical role in sustaining the research infrastructure necessary for scientific breakthroughs, infectious disease prevention, and medical technology innovation. The cuts would set us back generations in finding lifesaving cures and treatments to illnesses such as Alzheimer’s, cancer, and Parkinson’s, and stopping medical trials would cost lives. 
    Additionally, the Trump Administration’s NIH funding cuts could cost the U.S. economy billions of dollars and threaten the livelihoods of hundreds of thousands of workers. Nationally, NIH research supported more than 412,000 jobs and fueled nearly $93 billion in new economic activity in Fiscal Year 2023, while costing less than 1 percent of the federal budget. In Oregon, NIH invested $417 million, which directly supported more than 5,000 jobs and nearly a billion dollars in economic activity, and indirectly supported over 17,000 jobs in Oregon’s broader bioscience economy.  
    The entire Democratic caucus sent the letter to U.S. Department of Health and Human Services Secretary Robert F. Kennedy, Jr. urgently detailing how these steps the Trump Administration is taking would have a catastrophic impact on research institutions and our economy.
    “The Trump Administration has left researchers, universities, and health systems with great uncertainty about whether they can continue to support entire research programs and patient clinical trials across the country. Institutions and grantees nationwide are dealing with an unprecedented external communications “pause” enacted by new leadership at the U.S. Department of Health and Human Services, the lack of transparency regarding the Administration’s illegal funding freeze, and the uncertainty of how new Executive Orders would be applied to their critical work. These actions resulted in NIH freezing grant reviews and cancelling advisory meetings, delaying critical funding that scientists need to continue advancing new cures and treatments. These disruptions do not just slow research—they cost lives,” the Senators wrote.
    Last week, the NIH announced it would set the maximum reimbursement rate for indirect costs to 15 percent—creating a serious funding shortfall for research institutions of all types across the country. This move won’t produce cost savings—it will just shift costs to states that can’t afford to pay the difference. Importantly, this action by the Trump administration is illegal—Congress’ bipartisan Labor-HHS-Education Appropriations Bill prohibits modifications to NIH’s indirect costs.
    “This change to NIH’s indirect cost rate represents an indiscriminate funding cut that will be nothing short of catastrophic for the lifesaving research that patients and families are counting on. The Administration’s new policy means that research will come to a halt, sick kids may not get the treatment they need, and clinical trials may shut down abruptly,” the Senators continued.
    On Monday, a federal judge in Boston temporarily blocked the NIH rate cut and set a hearing for February 21st, but the Senators are pressing the administration to abandon the proposed cuts full stop.
    “Our standing as a world leader in funding and producing new medical and scientific innovations has been put at risk by these recent actions from the Trump Administration. We urge you to stop playing political games with the lifesaving work of the NIH and to allow NIH research to continue uninterrupted,” the Senators concluded.

    These confusing and harmful policy changes threaten patient safety. The strength of the American research enterprise – recognized as the best in the world – is built on Congress’ bipartisan commitment to supporting essential research infrastructure. This funding, which Congress has long appropriated on a bipartisan basis, fuels groundbreaking medical discoveries and cements the United States’ position as the global leader in biomedical research.
    In addition to the stifling impact on discovering new cures and ripping away treatment from those who need it, changes to NIH policy and communications threaten jobs in all 50 states and the District of Columbia, with everyone from custodians, to research trainees, to scientists facing potential layoffs. NIH research supported more than 412,000 jobs and fueled nearly $93 billion in new economic activity in Fiscal Year 2023. Every dollar the NIH invests in research generates almost $2.50 in economic activity. These reckless policy changes not only threaten biomedical innovation and research, but also the livelihoods of thousands of workers in every state across the nation.
    The Trump Administration has left researchers, universities, and health systems with great uncertainty about whether they can continue to support entire research programs and patient clinical trials across the country. Institutions and grantees nationwide are dealing with an unprecedented external communications “pause” enacted by new leadership at the U.S. Department of Health and Human Services, the lack of transparency regarding the Administration’s illegal funding freeze, and the uncertainty of how new Executive Orders would be applied to their critical work. These actions resulted in NIH freezing grant reviews and cancelling advisory meetings, delaying critical funding that scientists need to continue advancing new cures and treatments. These disruptions do not just slow research – they cost lives.
    The NIH plays a critical role in our nation’s efforts to fund scientific advancements that improve health and save lives. Our standing as a world leader in funding and producing new medical and scientific innovations has been put at risk by these recent actions from the Trump Administration. We urge you to stop playing political games with the lifesaving work of the NIH and to allow NIH research to continue uninterrupted.

    Officers who attempted to stop a vehicle in Drury have taken a homemade weapon off the streets after the driver fled from Police.

    At about 2.50pm yesterday, Police signalled for a vehicle on Great South Road to stop, however it failed to do so and continued on towards Papakura.

    Counties Manukau South Area Prevention Manager, Inspector Matt Hoyes, says the vehicle was on Te Napi Drive, Takanini after it had stopped.

    “Staff have quickly taken the driver into custody and a search of the vehicle has located a homemade taser, shotgun shell and ammunition.

    “This is a great result and yet another example that we are committed to keeping offensive weapons such as these out of our community.”

    A 29-year-old man will appear in Papakura District Court on 20 February charged with possession of an offensive weapon, unlawful possession of a restricted weapon, unlawful possession of ammunition and cannabis possession.

  • MIL-OSI USA: Justice Department Secures $360,000 Settlement in Sexual Harassment Lawsuit Against New Mexico Property Manager and Apartment Complex

    The Justice Department announced today that the owners and former property manager of a federally subsidized apartment complex in Albuquerque, New Mexico have agreed to pay $360,000 to resolve a lawsuit alleging that the former property manager sexually harassed female tenants in violation of the Fair Housing Act.

    The department’s lawsuit, filed in the U.S. District Court for the District of New Mexico in March 2024, alleges that for more than a decade, property manager Ariel Solis Veleta (Solis) sexually harassed female tenants at St. Anthony Plaza Apartments, a Section 8 Project-Based Rental Assistance property with 160 units in Albuquerque, New Mexico. The suit alleges that Solis’s conduct included making unwelcome sexual comments to female tenants, touching female tenants without their consent, locking female tenants in his office to demand sex acts, and threatening to evict female tenants who did not give in to his sexual demands.

    “A home should be a place of refuge, not fear,” said Deputy Assistant Attorney General Kathleen P. Wolfe of the Justice Department’s Civil Rights Division. “The Justice Department will hold property managers and landlords accountable when they target and exploit vulnerable tenants with sexual harassment.”

    “Affordable housing should not come at the cost of tenant’s dignity and personal safety,” said U.S. Attorney Alexander M.M. Uballez for the District of New Mexico. “When property managers use their power over housing as a weapon to extort sexual favors from tenants, they exploit one fundamental right in order to violate another. This settlement will protect the sanctity of the home and the basic human rights of tenants, and was only possible because of these courageous women who came forward to tell their stories.”

    “No low-income tenant should face the threat of being sexually harassed or abused by a property manager or others who control their housing,” said Acting Inspector General Stephen M. Begg of the Department of Housing and Urban Development (HUD). “We are grateful to the tenants who came forward to help put a stop to this violative behavior. This settlement demonstrates that the HUD Office of Inspector General will continue to vigorously investigate landlords and property managers who seek to sexually exploit their vulnerable tenants.”

    The department’s lawsuit also names as defendants the owners and operators of St. Anthony Plaza Apartments, PacifiCap Properties Group LLC, St. Anthony Limited Partnership, PacifiCap Holdings XXXVIII LLC, and PacifiCap Management, Inc. The lawsuit alleges that these defendants are vicariously liable for the sexual harassment of their agent, Solis. The Department of Housing and Urban Development’s Office of Inspector General participated in the investigation that uncovered the evidence leading to the lawsuit.

    Under the consent decree, which still must be approved by the U.S. District Court for the District of New Mexico, the defendants must pay $350,000 to tenants harmed by Solis’s harassment and a $10,000 civil penalty to the United States. The consent decree permanently bars Solis from contacting tenants harmed by his harassment, permanently bars Solis from managing residential rental properties, and mandates training and the adoption of policies and procedures to prevent future discrimination at residential rental properties owned or managed by defendants.

    This settlement is part of  the Justice Department’s Sexual Harassment in Housing Initiative, led by the Civil Rights Division, in coordination with U.S. Attorneys’ Offices across the country. The initiative, which the Department launched in October 2017, seeks to address and raise awareness about sexual harassment by landlords, property managers, maintenance workers, loan officers and other people who have control over housing. Since launching the initiative, the department has filed 48 lawsuits alleging sexual harassment in housing and recovered nearly $17.5 million for victims of such harassment.

    Children in Myanmar are increasingly caught in the crossfire of intensifying conflict, climate disasters and a collapsing humanitarian system, the UN Children’s Fund (UNICEF) reported.

    UNICEF Deputy Executive Director Ted Chaiban issued a stark call for urgent international action on Thursday, describing the situation as “dire” for children.

    Since the February 2021 military coup, Myanmar has plunged into a deepening crisis.

    Fighting between military forces and ethnic armed groups has escalated, with reports of heavy artillery, airstrikes, and widespread violence. Ethnic militias have seized control of key towns, while civilians are caught in the crossfire.

    This year alone, at least 650 children have been killed or maimed according to UNICEF.

    The rising use of deadly weapons in civilian areas – including homes, schools, and hospitals – has left children with virtually no safe spaces. This is “robbing them of their right to safety and security,” said Mr. Chaiban.

    Displacement and devastation

    Over 3.4 million people have been displaced nationwide, nearly 40 per cent of whom are children.

    In one particularly tragic incident on November 15, a strike on a church compound in Kachin State killed seven children and two adults as they played football.

    “I saw firsthand how vulnerable children and other civilians are in conflict-affected areas,” said Mr. Chaiban, who recently visited Kachin. He called on all parties to the conflict to “uphold international humanitarian law and protect [children] from such brutal attacks.”

    The situation is further exacerbated by extreme weather events. Typhoon Yagi, which caused severe flooding and affected over a million people, has left children cut off from healthcare, education, and other vital services.

    Access to aid obstructed

    Efforts to deliver aid face immense challenges. “Access remains constrained by ongoing armed conflict, insecurity, bureaucratic impediments and lack of telecommunications and personal protective equipment,” Mr. Chaiban explained.

    UNICEF’s 2024 humanitarian appeal is currently less than 25 per cent funded, even as the needs grow increasingly urgent.

    Despite these challenges, UNICEF and its humanitarian partners are working tirelessly to deliver life-saving services, including health, nutrition, and education, especially in frontline and hard-to-reach areas.

    International action

    UNICEF is calling on all parties to the conflict to uphold international humanitarian law, protect civilians, and ensure safe passage for those fleeing violence.

    Mr. Chaiban called on the international community to step up its support – through funding, advocacy, and solidarity – to prevent further suffering. “The cost of inaction is far too high. Myanmar’s children cannot afford to wait,” he emphasised.

    Tom Andrews, UN Special Rapporteur on the human rights situation in Myanmar, echoed this sentiment.

    Speaking to UN News, he urged Member States to raise pressure through sanctions. “[We need] for all the sanction regimes to be connected, for Member States to establish common targets and work together to apply them with stronger enforcement.”

    UNICEF remains resolute in its commitment to protecting Myanmar’s children and delivering aid in one of the world’s most challenging humanitarian crises.

    In the nearly 1,000 days since Russia’s full-scale invasion of Ukraine, thousands of civilians have been killed, the country’s energy capacity is on the brink of collapse and drones terrify communities on the frontline, the UN’s top aid official in the country said on Friday

    Speaking in Geneva, Matthias Schmale described the anguish felt by Ukrainians as the war grinds on: “As we are not only approaching winter but also the sad 1,000-day mark since the Russian Federation’s full-scale invasion in 2022, we are of course thinking of the more than 12,000 people who have been killed.”

    “To date, civilian infrastructure has been decimated with over 2,000 attacks now on healthcare facilities and two million damaged homes.”

    Almost four in 10 people in Ukraine need humanitarian assistance but one of the most pressing concerns is for people living in high-rise buildings who face their third consecutive freezing winter, because of “systematic attacks” on energy infrastructure.

    Living without heat

    “I am told that by now, 65 per cent of Ukraine’s own energy production capacity has been destroyed,” Mr. Schmale said. Where possible, UN aid teams and partners deliver solid fuel and warm clothing to vulnerable communities, but the situation is more precarious for the “huge number” of people living in apartment buildings.

    “You can evidently not deliver a tonne of solid fuel to a high-rise building,” Mr. Schmale explained, adding that collective shelters in cities and towns that provide warm meals, a shower and a hot drink were welcome, but “not enough”.

    One of the veteran humanitarian’s biggest concerns is if the Russian forces target the energy sector again, as the weather turns bitterly cold.

    Mass displacement threat looms

    “It could be a tipping point forcing further mass displacement both inside the country and outside the country,” Mr. Schmale warned. “So, this is not just about technical solutions, it’s about urging the international community to do its bit to stop this war.”

    To date, the UN, national and international NGOs and volunteer organizations have reached 7.2 million people in Ukraine with at least one type of aid, thanks to the $1.8 billion received for the humanitarian response.

    To prepare for winter and address the emergency needs of 1.8 million people until March by delivering solid fuel, ensuring water systems continue to work and by providing cash relief, the UN and partners require $500 million.

    But the situation is dangerous on the frontline for communities and aid workers, nine  of whom have been killed in the line of duty this year. Humanitarian facilities have also been damaged.

    Drone terror

    “Many people have told me on my visits that they feel civilians and civilian infrastructure and civil society are increasingly targeted by drone attacks; and drone attacks are terrible, I don’t need to describe that to you,” Mr. Schmale said, citing the testimonies of people describing being followed by drones.

    “Some of this is also psychological terror, because…you never quite know, will they strike or are they just observing?”

    Asked to assess how the new US administration might work to alleviate suffering in Ukraine, the UN aid coordinator highlighted the Secretary-General’s wish that the “significant” humanitarian support of the United States would continue. “They have been by far our biggest individual country supporter,” Mr. Schmale said.

    “The hope is that they understand like the present administration that there are huge humanitarian needs that need to continue to be addressed.”

    Myanmar has become the world’s deadliest country for landmine and unexploded ordnance casualties, with over 1,000 victims in 2023 alone, surpassing all other nations, according to separate studies by the UN Children’s Fund (UNICEF) and the International Campaign to Ban Landmines.

    However, the grim statistic is just the surface of a larger crisis, independent human rights experts warned on Friday, as the military junta intensifies its attacks on civilians, including persons with disabilities.

    “The junta is doubling the impact of its extensive use of landmines to crush nationwide resistance,” said Tom Andrews, Special Rapporteur on Myanmar, and Heba Hagrass Special Rapporteur on the rights of persons with disabilities.

    They highlighted egregious violations, including forcing civilians to walk through minefields ahead of military units and systematically denying victims access to life-saving aid such as medical care and prosthetics.  

    These actions, they emphasised, are “absolutely contrary” to international laws, including Article 11 of the Convention on the Rights of Persons with Disabilities and UN Security Council resolution 2475 on protecting persons with disabilities in war.

    Children most affected

    The impact of landmines and unexploded ordnance is particularly severe on Myanmar’s children, with UNICEF data released earlier this year revealing that over 20 per cent of the 1,052 verified civilian casualties from such incidents in 2023 were children.

    This was a significant rise from 2022, when 390 incidents were recorded.

    Children are particularly vulnerable to landmines and unexploded ordnance (UXO), often unable to recognise their dangers.

    In addition, the indiscriminate placement of these deadly weapons in and around homes, schools, playgrounds, and farming areas, puts children at constant risk.

    Victims facing criminalisation

    The consequences for landmine victims extend beyond physical injuries.

    Amputees, already grappling with life-altering trauma, are being criminalised by the junta, which associates missing limbs with resistance activity.

    “Now amputees are being forced into hiding to avoid harassment and arrest. Losing a limb is being seen as evidence of a crime,” the experts said.

    Reality far worse

    Amidst the dire picture, the reality is even worse for landmine victims and their families.

    “I was heartbroken talking with a young woman who had lost her leg after stepping on a landmine near her home,” Mr. Andrews said.

    “But I was infuriated when her doctor told me that she had no hope of securing a prosthesis because junta forces were blocking access to the materials necessary to build one,” he added.

    Call for action

    Mr. Andrews and Ms. Hagrass urged UN Member States to take coordinated measures to weaken the military junta’s ability to harm civilians.

    They also called on all parties to the conflict in Myanmar to immediately stop laying landmines and begin removing them without delay.
