  • MIL-OSI USA: Attorney General James Secures Prison Sentence for Serial Health Care Fraudster

    NEW YORK – New York Attorney General Letitia James today announced the sentencing of Imran Shams, 66, of California, to eight and one third to twenty-five years in state prison for his role in a scheme that wrongfully billed Medicaid millions of dollars for fraudulent medical testing services. On March 6, 2020, Shams pleaded guilty to Grand Larceny in the First and Second Degrees and agreed to pay restitution of $7 million. Shams is currently serving a 13-year federal prison sentence following convictions in the United States District Courts for the Eastern District of New York and the Central District of California for conduct related to his New York scheme, as well as other health care fraud schemes.

    “When criminal organizations abuse our health care system, the most vulnerable patients suffer,” said Attorney General James. “Imram Shams and his accomplices ran a despicable scheme that used vulnerable New Yorkers to steal millions of dollars meant to provide care for low-income patients. My office will continue to go after those who try to profit by undermining the Medicaid program and bring bad actors to justice.”

    Shams’ sentencing is the culmination of a multi-year investigation and prosecution of the illegal activity of Multi-Specialty, a fraudulent medical clinic secretly owned by Shams, who was banned from billing Medicaid as a provider due to a previous health care fraud conviction. Multi-Specialty illegally paid Medicaid recipients a kickback of $20 to $50 to enter the clinic and submit to unnecessary and usually fraudulent evaluations and tests. These were often administered by untrained and incompetent individuals recruited to dress like health care professionals in order to lend an appearance of legitimacy to the fraud.

    Soliciting Medicaid recipients by offering to pay them to accept medical services paid for by Medicaid is unlawful under state and federal law. After bribing recipients to enter his clinic, Shams used licensed health care providers complicit in the scheme to submit fraudulent claims to Medicaid and to Medicaid-funded Managed Care Organizations (MCOs) for unnecessary or nonexistent services. Shams also received millions of dollars in kickbacks for exclusively referring patients for diagnostic testing, regardless of medical need, to companies owned by other participants in the scheme, Tea Kaganovich and Ramazi Mitaishvili, both of Brooklyn.

    Shams was sentenced today to eight and one third to twenty-five years in prison, to run concurrent with his federal sentence, by Judge Michele Rodney of the New York County Supreme Court, and is the last defendant to be sentenced in this scheme. His sentence follows the convictions and sentencings of Kaganovich and Mitaishvili on charges of Grand Larceny in the First Degree. Both received a sentence of one and a half to four and a half years in state prison in November 2023. In addition, a radiologist complicit in the scheme, Bernard Bentley of East Hampton, New York received a sentence of three years of probation on charges of Grand Larceny in the Second Degree for his role in fraudulently billing Medicaid over eight million dollars for fraudulent diagnostic testing services.

    Kaganovich and Mitaishvili were prosecuted in a related criminal case in the Eastern District of New York, and as part of that case, were ordered to pay over $18 million of restitution to the New York Medicaid Fraud Restitution Fund, and it is expected that more than seven million dollars in assets seized from those defendants as part of the federal case will be remitted to New York.

    The Attorney General would like to thank the New York State Office of the Medicaid Inspector General (OMIG), the U.S. Department of Justice Medicare Strike Force, which operates from the U.S. Attorney’s Office, Eastern District of New York; the United States Department of Health and Human Services, Office of the Inspector General (HHS OIG); the New York City Human Resources Administration, Medicaid Provider Investigations and Audit Unit, and HealthFirst for their assistance and cooperation in this investigation. 

    Senior Detective Stanislav Tabakov investigated the case with the assistance of Detective Supervisor Dominick DiGennaro. Senior Auditor Investigator Lisandra Defex conducted the financial analysis with the assistance of MFCU New York City Regional Chief Auditor Investigator Thomasina Smith and Deputy Regional Chief Auditor Jonathan Romano.

    Special Assistant Attorney General Chase Ruddy prosecuted the criminal case under the supervision of NYC Regional Director Twan V. Bounds. Deputy Chief of MFCU’s Civil Enforcement Division, Konrad F. Payne, negotiated monetary settlements attendant to each defendant’s guilty pleas that recovered millions of dollars for the state. Alee Scott is the Chief of MFCU’s Civil Enforcement Division. Thomas O’Hanlon is MFCU’s Chief of Criminal Investigations. MFCU is led by Director Amy Held and Assistant Deputy Attorney General Paul Mahoney. The Division of Criminal Justice is led by Chief Deputy Attorney General José Maldonado under the oversight of First Deputy Attorney General Jennifer Levy.

    MFCU defends the public by addressing Medicaid provider fraud and protecting nursing home residents from abuse and neglect.     New York MFCU’s total funding for federal fiscal year (FY) 2025 is $70,502,916. Of that total, 75 percent, or $52,877,188, is funded from the U.S. Department of Health and Human Services. The remaining 25 percent, totaling $17,625,728 for FY 2025, is funded by New York State.

  • MIL-OSI USA: Attorney General James Secures Historic Settlement With National Women’s Soccer League for Mistreatment of Players

    NEW YORK – New York Attorney General Letitia James, together with Illinois Attorney General Kwame Raoul and Washington, D.C. Attorney General Brian Schwalb, today announced a landmark settlement with the National Women’s Soccer League (NWSL) after numerous players came forward with allegations of harassment and sexual misconduct, and an independent investigation subsequently found that emotional abuse and sexual coercion were systemic across the NWSL. Following these reports, the attorneys general launched a joint investigation that found widespread violations of players’ fundamental rights. As a result of the attorneys general’s action, NWSL will create a $5 million fund to compensate players who were abused and continue implementation of comprehensive reforms to improve player safety and well-being, giving the attorneys general the ability to oversee and enforce new league protocols and protections for players.

    “For too long, the hardworking and talented women of the National Women’s Soccer League were forced to endure an unacceptable culture of abuse, harassment, and retaliation,” said Attorney General James. “This settlement sends a clear message that such misconduct will not be tolerated and ensures players receive the compensation and protections they deserve. Every athlete should be able to compete in a safe, supportive environment, and I thank the brave individuals who came forward to share their experiences.” 

    In 2021, players from across the NWSL went public with allegations of misconduct and abuse at the hands of coaches and officials dating back over 10 years. Many of these complaints had been reported to the NWSL but were largely ignored. After the reports were made public, two separate investigations – one commissioned jointly by the NWSL and NWSL Players’ Association (NWSLPA) and one by the United States Soccer Federation, conducted by former U.S. Deputy Attorney General Sally Yates – found systemic, league-wide failures that contributed to verbal abuse, sexual assault, harassment, coercion, and discrimination by coaches, with no clear mechanisms in place for player safety. By the end of the 2021 season, in the wake of player complaints and media reports, five of the NWSL’s ten existing teams had fired their coaches. 

    The attorneys general launched a joint investigation into these allegations in 2022, which revealed that the NWSL was permeated by a culture of abuse and neglect. Coaches verbally abused players, sexually assaulted players, and coerced them into inappropriate relationships, retaliating against those who resisted or spoke out. The investigation further uncovered that some teams failed to conduct background checks, allowing coaches previously terminated for misconduct to be rehired by other teams.

    In 2021, NWSL’s longest-tenured coach resigned after a sports psychologist found he had created a culture of fear and engaged in emotional and verbal abuse. The NWSL had been aware of this coach’s conduct since at least 2014, with players reporting that the coach repeatedly made sexualized remarks about their appearances, texted them after hours, and pressured them to attend inappropriate one-on-one meals with him. This coach also referred to Black players as “thugs,” and told another Black player that she was “acting like a gang member.” At least one player who complained was swiftly traded to another team. Despite knowledge of these issues, NWSL failed to take reasonable measures to protect its players. 

    In another instance, a team hired a new head coach and almost immediately received reports of this coach’s previous abusive behavior. Allegations were made publicly, and directly to NWSL, but neither the team nor the league ever investigated these reports. In his new head coach role, this individual subjected his players to constant verbal and emotional abuse. Furthermore, he created a hostile work environment on the basis of race and religion by making racist jokes, using racial epithets including the N-word, using a surgical mask to mimic religious headwear, calling a game the team was losing a “Holocaust,” and referred to a passing drill as a “Jew star.” This coach remained in his position for nearly three years.

    The NWSL’s failure to adopt essential policies exacerbated these issues. For its first eight years, the NWSL conducted only two brief workplace conduct trainings and lacked an anti-fraternization policy until 2023. It had no formal process for reporting and investigating misconduct, leaving players confused about where to seek help. Medical staff were inadequate, and in some cases, coaches forced players to play against medical advice, prioritizing performance over safety.

    As a result of the joint investigation conducted by the attorneys general, today’s settlement requires the NWSL to create a $5 million restitution fund for impacted players. The fund will be administered by former U.S. District Judge Barbara Jones, who will notify players eligible to receive settlement funds. Any unclaimed funds after 180 days will be donated to the NWSLPA’s emergency and charitable fund. The NWSL also faces $2 million in penalties if it defaults on any terms of the agreement.

    Today’s settlement also requires the NWSL to implement league-wide policy changes to protect players. With oversight from the attorneys general, the NWSL must continue to comply with extensive changes to its protocols, including:

    •  Rigorous vetting of prospective coaches, general managers, athletic trainers, and player safety officers;
    •  Multiple mechanisms for players to report misconduct;
    •  Prohibiting coaches from having exclusive control over player housing or medical decisions;
    •  A policy that teams may not investigate themselves regarding coach misconduct and player safety;
    •  Establishing a league safety officer;
    •  Requiring each team to employ dedicated HR personnel and at least one mental health professional;
    •  Annual training for all players and staff on how to prevent bullying, harassment, sexual misconduct, racism, and retaliation, and the reporting mechanisms available to players; and
    •  Providing the attorneys general with the results of annual, anonymous player surveys of coach conduct and team culture.

    To safeguard players’ mental health, the attorneys general have also directed NWSL to provide unlimited free and confidential counseling services to all players via contracted clinical therapists and guarantee 80% insurance coverage for mental health services. Every NWSL team must also hire a board-certified psychiatrist or doctoral-level psychologist to serve as Team Clinician, as well as a Mental Performance Consultant. Players are all entitled to take mental health leaves as recommended by mental health professionals.

    For the next three years, the NWSL must submit biannual reports to the attorneys general, detailing the implementation of the settlement terms and noting any complaints alleging misconduct involving player or staff safety. This settlement does not preclude individual players from pursuing private legal actions against the NWSL or its teams.

    “Today’s settlement is only possible because of the players who courageously stepped forward to tell their stories and expose the League’s systemic failures. While NWSL has made critical improvements, the victims never received any compensation for the sexual and emotional abuse they endured on the League’s watch,” said Attorney General Schwalb. “No dollar amount could ever fully address the damage that was inflicted, but now my office, together with New York and Illinois, will have oversight authority to ensure that the League’s new safety policies are implemented and that current and future players are protected.”

    “I commend the current and former players whose courage and leadership off the field was critical to reaching today’s settlement. Despite having the most to lose, these players came forward to expose abuse and a lack of accountability by those at the top of the league. Because they spoke up for themselves and their teammates, they have brought about reform that will protect future players,” said Attorney General Raoul. “I am proud to collaborate with Attorney General Schwalb and Attorney General James to hold the league accountable and put an overdue end to the unprofessional and toxic practices that have plagued the league.”

    “This investigation was initiated by the NWSLPA because players refused to stay silent in the face of systemic abuse. The human rights and civil rights violations they endured were enabled by a system that failed in its most basic duty: to protect its players,” said Meghann Burke, Executive Director of the National Women’s Soccer League Players Association. “This settlement not only acknowledges those failures but, for the first time, establishes enforcement mechanisms under the law to hold NWSL accountable and to prevent future harm. We appreciate Attorneys General Brian Schwalb, Letitia James, and Kwame Raoul for their commitment to standing with players and to bringing the power of their offices to bear on enforcing the recommendations of our Joint Investigation. Accountability is not a one-time event—it is an ongoing commitment that never ends. The NWSLPA will continue to ensure that this league never again prioritizes silence over safety.”

  • MIL-OSI USA: Attorney General James Demands Refunds for Optimum Customers Facing MSG Blackouts

    NEW YORK – New York Attorney General Letitia James, Connecticut Attorney General William Tong, and New Jersey Attorney General Matthew Platkin today took action to secure automatic refunds for customers of Altice USA (Altice), the owner of Optimum, who have been denied access to MSG Networks (MSG) cable channels as a result of Optimum’s blackouts. In January, Attorney General James called on Optimum and MSG to quickly resolve contract negotiations so New Yorkers would not be impacted by service disruptions. As a result of a contract dispute between Altice and MSG, Optimum cable consumers have been blocked from accessing MSG stations, leaving residents in the tri-state area who paid extra for these sports channels unable to watch them. In a letter to Optimum’s owner, Altice, the attorneys general demanded automatic refunds for customers who have been denied access to the MSG channels they paid for as part of their cable plans. 

    “New York sports fans are being put in the penalty box, forced to shell out their hard-earned money for television channels they cannot even watch,” said Attorney General James. “Optimum customers have paid for channels to watch their home sports teams, but their cable company is not offering these channels while charging them anyway. I am determined to secure a solution for New Yorkers who have had to endure these unfair blackouts and I urge Optimum and MSG to finally reach a deal so New Yorkers can watch their home teams.” 

    “We urge Optimum and MSG to resolve their dispute and end the blackout so that New Jersey consumers can once again access the services they paid for to watch their favorite local teams play,” said Attorney General Platkin.

    “Optimum and MSG need to stop the posturing and get back to the table. Figure it out and let us watch our sports in peace,” said Attorney General Tong. “In the meantime, consumers are paying for sports they can’t watch and they are owed immediate refunds without hassle.”

    Altice removed access to MSG channels for its Optimum cable plan customers beginning in January 2025. MSG channels, which provide exclusive coverage of the New York Knicks, New York Rangers, New York Islanders, New Jersey Devils, and Buffalo Sabres have remained blacked out since January 1. In January, Attorney General James alerted both Optimum and MSG that the Office of the Attorney General would be monitoring the ongoing contract situation closely to ensure New York customers received the services they were paying for.

    In the letter to Altice, the attorneys general demand automatic refunds for impacted customers who paid for Optimum cable plans and were denied access to the channels they paid for.

    This is the latest example of Attorney General James taking action to protect consumers who are unfairly charged for goods and services. In December 2024, Attorney General James secured refunds for former customers of telehealth company SmileDirectClub who were charged for services they never received after the company declared bankruptcy. In October 2024, Attorney General James secured refunds for consumers whose hotel reservations in Buffalo were canceled before the solar eclipse. In February 2024, Attorney General James secured refunds for New Yorkers who were wrongfully charged for COVID-19 vaccines.

  • MIL-OSI USA: Cortez Masto, Moran Introduce Legislation to Expand Production of Electric Distribution Transformers

    Washington, D.C. – U.S. Senators Catherine Cortez Masto (D-Nev.) and Jerry Moran (R-Kan.) introduced the Credit Incentives for Resilient Critical Utility Infrastructure and Transformers (CIRCUIT) Act to encourage the production of electric distribution transformers – devices that take high-voltage electricity from power lines and reduce it to lower voltage levels suitable for homes, businesses, and other end-users.

    The U.S. is in the middle of unprecedented demand for power transformers, which has left the energy sector uncertain about the stability of the future grid. Current production is unable to keep up with demand from new housing, data centers and more. This legislation would expand the Advanced Manufacturing Production Credit (45X) passed as part of the Inflation Reduction Act to include distribution transformers to bolster the domestic energy economy.

    “Nevada is leading the way in 21st Century energy technologies and manufacturing, and we need more distribution transformers to connect new sources of energy and power to the grid,” said Sen. Cortez Masto. “Our bipartisan legislation to boost the production of distribution transformers is critical for lowering energy costs, supporting energy resiliency, and strengthening our national security.”

  • MIL-OSI Security: Maine Return Preparer Charged with Preparing False Tax Returns for Clients

    A grand jury returned an indictment yesterday charging a Maine man with preparing false tax returns for clients and scheming to defraud clients, among other crimes.

    According to the indictment, Musese, a paid return preparer, ran a tax preparation business out of a barbershop he owned and operated in Auburn, Maine. During the 2021 and 2022 tax years, Musese allegedly prepared and filed with the IRS false tax returns on behalf of 17 taxpayers. These tax returns allegedly included false business losses, fuel tax credits and residential energy credits, resulting in tax refunds these clients were not entitled to receive. For the 2023 tax year, Musese allegedly continued to prepare false tax returns for clients even after his electronic filing identification number was revoked by the IRS. According to the indictment, Musese also falsified his own tax returns for 2021 and 2022.

    Musese also allegedly defrauded some of his clients by diverting to himself a portion of their tax refunds without their permission. According to the indictment, he provided these clients with copies of their tax returns that differed from the versions he filed with the IRS.

    Musese will make his initial court appearance before a U.S. Magistrate Judge for the District of Maine at a later date. If convicted, Musese faces up to three years in prison for each count of filing a false tax return and a maximum penalty of up to 20 years in prison for each count of wire fraud. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Acting Deputy Assistant Attorney General Karen Kelly of the Justice Department’s Tax Division and U.S. Attorney Darcie N. McElwee for the District of Maine made the announcement.

    IRS Criminal Investigation is investigating the case.

    Trial Attorney Likhitha Butchireddygari of the Tax Division and Assistant U.S. Attorney Daniel Perry for the District of Maine are prosecuting the case.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Washington, DC: An International Monetary Fund (IMF) mission, led by Ms. Kazuko Shirono, visited Vilnius during January 27–31, 2025, to meet with the Lithuanian authorities and other stakeholders to discuss recent economic developments, the outlook, and policy priorities. At the end of the visit, the mission issued the following statement:

    “The Lithuanian economy has shown notable resilience against a series of unprecedented shocks in recent years. Following subdued growth in 2023, the economy gained momentum in 2024 and is expected to expand further in 2025. The economic recovery so far has been primarily driven by private consumption—supported by strong growth of real income reflecting high wage growth and low inflation—helping to offset weak private investment. Despite persistent uncertainty on foreign markets, the external sector also positively contributed to growth, with robust services exports in particular. Looking forward, the positive growth momentum will be supported by easing monetary conditions, the recovery of corporate profits, and the healthy financial position of households. However, weaker than expected external demand—especially in key eurozone trade partners—and policy uncertainty in major economies could weight on domestic sentiment and exports performance, posing downside risks to the growth outlook.”

    “After further disinflation in 2024 inflation will rise in 2025, in part due to higher indirect taxes, before stabilizing above 2 percent in the medium term. Headline inflation declined to a low of 0.1 percent in October 2024, reflecting persistent negative base effects from energy and food prices and tighter monetary policy since mid-2022; it gained some pace afterwards reaching 1.9 percent by the end of the year. Core inflation remained historically high on the back of strong price growth in services, supported by high wage growth, despite the moderation of processed food and non-energy industrial prices. While Lithuania’s inflation has dropped below that in the rest of the eurozone during 2024, high rates of inflation and wage growth in the previous years leave price and wage levels elevated, reinforcing the need to restore productivity growth to preserve competitiveness.”

    “The fiscal position in 2024 appears to have been significantly better than expected due to accounting factors and higher revenue performance. In 2025, however, fiscal performance is projected to worsen largely because of defense and social expenditures that will result in a wider budget deficit and an increase in government debt as a share of GDP. The new coalition government is preparing its post-election policy priorities and action plan, including a significant further increase in defense expenditures. Furthermore, there are additional long-term spending pressures—emanating from adverse demographic shifts and the green transition. Momentous challenges in the social security system also create the need to continue to incentivize the public to save more for retirement. Altogether, Lithuania faces a pressing need to mobilize additional sources of revenue on a permanent basis and attain greater efficiency in the public sector. Importantly, any spending realignments will entail critical policy tradeoffs including vis-à-vis education, healthcare, and pensions, and revenue-generating tax measures will be key to safeguarding hard-earned policy credibility and fiscal sustainability.”  

    “Lithuania’s banking system continues to be well capitalized with ample liquidity buffers. Profitability remains at a record high, despite lower interest rates and the temporary levy on banks introduced in 2023 and extended through 2025. Balance sheet risks are contained given large capital buffers, increasing deposits and high profitability allowing to absorb potential losses, while the ratio of NPLs remains at low levels. Private credit is recovering supported by easing financial conditions. Residential real estate activity and prices are picking up since the second half of 2024 while commercial real estate activity remains subdued.”

    DENVER – Today, Governor Polis and the Business Funding & Incentives division of the Colorado Office of Economic Development and International Trade (OEDIT) announced two new recipients of the Innovative Housing Incentive Program (IHIP) grant to support the development of the off-site construction industry and create more housing at a lower cost across the state: Higher Purpose Homes and VeroTouch. The announcement comes the same day VeroTouch unveils the first houses 3D-printed in Colorado.

    “We are proud to accelerate innovation in housing to better address Colorado’s housing needs,” said Governor Jared Polis. “The unveiling of the first 3D-printed homes in the state is a great example of our state’s efforts to support new construction methods and create more housing now.”

    Compared to traditional building practices, off-site construction can produce housing more efficiently and at a lower cost while creating stable, year-round, high-quality jobs. Early results suggest that state support of construction methods like modular, manufactured, panelized and 3-D printed homes are growing the industry and generating new homes in Colorado. The annual percentage of Colorado’s modular housing units produced by out of state manufacturers has decreased from 91% to less than 50%.

    The funding announced today will directly incentivize the creation of over 160 attainable housing units. With this latest round of grants, the Polis Administration has awarded 14 IHIP grants directly incentivizing the creation of 2,300 attainable housing units across Colorado and contributing to the recipients’ work to create more than 7,500 units over three years. To date, 705 housing units have been produced with support from IHIP.

    “It’s exciting to see the statewide impact of the Innovative Housing Incentive Program as it continues to support the growth of innovative housing manufacturers located across the state, including the Buena Vista and Durango recipients announced today,” said Eve Lieberman, Executive Director of OEDIT. “We commend these companies for their efforts to help increase the supply of housing which, over time, will enable more Coloradans to live in the communities they love and be close to their jobs”

    The recipients announced today include:

    Higher Purpose Homes – Durango – This panelized housing manufacturer constructs floors, walls and roofs in a manufacturing facility and then uses a crane to place the pieces. The company estimates that 30% of its homes will be deed-restricted and affordable. In 2023, the Colorado Economic Development Commission approved Higher Purpose Homes for the Rural Jump-Start program, which encourages economic development and job creation in rural communities across the state. Through IHIP, Higher Purpose Homes is approved for up to $590,000 for constructing a projected 95 units over three years.

    VeroTouch Construction – Buena Vista – This 3D printed housing manufacturer uses robots to print single- and multi-family concrete homes on-site. Today, the company is unveiling the first two homes 3-D printed in Colorado: two-bed, two-bath, 1,100 square foot units in downtown Buena Vista as part of a 31-unit development. VeroTouch Construction is approved for up to $618,000 for constructing a projected 67 units over three years.

  • MIL-OSI Security: Charlotte Man Is Sentenced To Prison For Illegal Possession Of A Firearm And Transfer Of A Machinegun

    CHARLOTTE, N.C. – Today, U.S. District Judge Kenneth D. Bell sentenced Shakor Daniels, 26, of Charlotte, to 37 months in prison followed by three years of supervised release for possession of a firearm by a convicted felon and transfer of a machinegun, announced Dena J. King, U.S. Attorney for the Western District of North Carolina.

    Bennie Mims, Special Agent in Charge of the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Charlotte Field Division, joins U.S. Attorney King in making today’s announcement.

    According to court documents and court proceedings, on June 13, 2023, law enforcement stopped Daniels’s vehicle for a traffic violation. Over the course of the traffic stop, officers found two firearms inside the vehicle. Daniels admitted to possessing a firearm for protection.

    Court documents show that, in the fall of 2023, law enforcement determined that Daniels was advertising Glock switches for sale on his social media account, which included the tag line “Go fed or go home.” A Glock switch is an illegal conversion device that enables a conventional semi-automatic pistol to function as a fully automatic firearm. According to court records, on several occasions, undercover ATF agents purchased multiple items from Daniels, including Glock switches for handguns and a rifle, and a 45-round drum magazine. On January 14, 2024, Daniels sent an image of a handgun to an undercover ATF agent that Daniels was selling. The undercover agent agreed to meet Daniels to purchase the firearm. On January 16, 2024, Daniels was arrested when he arrived to sell the firearm to the undercover agent. Daniels has prior criminal convictions, and he is prohibited from possessing firearms.

    Daniels is currently in federal custody and will be transferred to the custody of the Federal Bureau of Prisons upon designation of a federal facility.

    The ATF investigated the case with the assistance of the Charlotte Mecklenburg Police Department.

    The U.S. Attorney’s Office in Charlotte prosecuted the case.

  • MIL-OSI Security: Trio Sentenced to More Than 16 Years in Federal Prison for Mail Theft and Card Cracking Scheme

    INDIANAPOLIS— Three individuals have been sentenced to a combined 16 years in federal prison for their roles in a multi-year mail theft and bank fraud scheme.

    According to court documents, between October 2021 and April 2022, Cortez Venable, Ephraim Aung, and Brooke Bryan conspired together to commit bank fraud using financial documents such as checks and money orders, which were stolen from U.S. Postal Service (USPS) collection boxes. These collection boxes can only be opened by special “arrow keys” that belong to USPS letter carriers. In order to obtain the arrow keys, Venable and other unknown individuals robbed postal workers at gunpoint while they were on their daily routes delivering mail. Venable robbed a letter carrier on October 4, 2021. Prior to the robbery, Venable and Aung had been in contact via text message. Aung told Venable to take the letter carrier’s mail bag, in addition to their arrow keys, and to look for checks in the stolen mail.

    On December 6, 2021, Bryan and Aung served as lookouts while other unknown men attempted to rob a letter carrier of her arrow key in the parking lot of an apartment complex. The letter carrier ran to Bryan and Aung’s vehicle for help, unaware that they were involved in the scheme.

    Aung again served as a lookout during an armed robbery of a letter carrier that occurred on December 21, 2021.

    Using the arrow keys taken during the robberies, Venable and Aung stole mail, checks and money orders from USPS blue collection boxes in the Indianapolis area. Next, they used the stolen checks and money orders to obtain real cash by either (1) creating fraudulent checks and money orders using some or all of the information found on the stolen checks and money orders; or (2) altering the payee information on the stolen checks and money orders. Venable and Aung recruited others to deposit the fraudulent checks and money orders into their personal bank accounts, a scheme that has come to be known as “card cracking.” Bryan also deposited stolen financial instruments into her personal account.

    Card cracking is a form of fraud where bank account holders respond to an online solicitation for “easy money” and provide a debit card for withdrawal of fake check deposits. Criminals use social media platforms like Facebook, X, Instagram, or Telegram to solicit account holders. Those who respond to these solicitations – now accomplices – provide their debit card, PIN, password, and other personal identifying information to give the criminal direct access to their account, as well as payment of sometimes $15,000 for the service. The fraudster deposits the worthless checks and either immediately withdraws the funds at an ATM or transfers it out of the account via money transfer applications like Zelle or CashApp. The criminal sometimes provides the customer with a cut of the money withdrawn using worthless checks – or, in other cases, takes all funds out of the customer’s account.

    During a search of Venable’s car and home, U.S. Postal Service Investigators recovered 247 pieces of stolen mail, three arrow keys, $70,121.44 in stolen checks and four firearms. As a convicted felon, Venable was prohibited from possessing firearms.

    Investigators also searched the apartment that Bryan and Aung shared and located several stolen checks, altered money orders, laptops, a printer, a scanner, and blank check stock, along with other items commonly used to alter checks, including razor blades and white out. Multiple firearms were also recovered in their residence.

    In total, more than 150 people were victimized by this scheme, losing a total of approximately $104,747.09.

Americans should not have to fear that their important financial documents will be stolen and exploited by fraudsters who wreak financial havoc. The serious federal prison sentences in this case demonstrates that the Department of Justice, working with our federal partners, will ensure there will be serious consequences for violence against public servants and fraud against the public.”

    “The sentencing of these three individuals shows the utmost importance we place on the safety of U.S. Postal Service employees and the sanctity of the U.S. mail,” said Detroit Division Acting Inspector in Charge Felicia George. “We will not stop pursuing those who seek to harm our employees and victimize postal customers. We will bring them to justice to account for their violent and selfish crimes. The partnerships we’ve established with our USPS OIG counterparts, local police departments, and the U.S. Attorney’s Office allowed us to work jointly to pursue and hold these individuals accountable. Let this serve as reminder to those who want to make a quick dollar by traumatizing our letter carriers and financially preying on the American public: We will find you and bring you to justice.”

    The U.S. Postal Inspection Service investigated this case, with assistance from the U.S. Postal Service – Office of the Inspector General, the Beech Grove Police Department, and the Lawrence Police Department. The sentence was imposed by U.S. District Judge Sarah Evans Barker.

    Acting U.S. Attorney Childress thanked Assistant U.S. Attorneys Kelsey Massa and Meredith Wood and former Assistant U.S. Attorney Lawrence Hilton, who prosecuted this case.

  • MIL-OSI USA: Booker, Kennedy Introduce Bill to Give Small Businesses Increased Access to Disaster Loans

    WASHINGTON, D.C. – U.S. Senators Cory Booker (D-NJ) and John Kennedy (R-LA), a member of the Senate Appropriations and Banking Committees, introduced the Small Business Disaster Damage Fairness Act of 2025. The bill would allow borrowers to get a Small Business Administration (SBA) disaster assistance loan for up to $50,000, rather than the current $14,000, without pledging collateral.
    Despite rising costs, the collateral threshold has remained stagnant for over a decade. The collateral threshold for major disasters has been at $14,000 since 2008 for SBA-declared disasters. In 2015, Congress passed Booker and Kennedy’s Rebuilding Small Businesses After Disasters Act, which temporarily increased the SBA collateral threshold to $25,000 in 2015.
    “New Jerseyans are unfortunately too familiar with the impacts of extreme weather, from hurricanes to major flooding events. The last thing homeowners and small businesses should need to worry about is how they will access the funding they need to rebuild after a storm. This bill will help ensure small businesses everywhere have the support they need to recover in the wake of a disaster,” said Senator Booker.
    “Too many small business owners can’t put up collateral for a loan when disaster strikes. As a result, they can’t re-open their doors. My bill would make sure small businesses can get back to serving their communities after disasters hit,” said Senator Kennedy.
    The SBA’s Disaster Loan Program is designed to help homeowners, renters, businesses and nonprofits repair, rebuild and recover from disaster-related losses. In 2024, there were 27 weather-related disasters that caused at least $1 billion in damage.
    The bill also codifies the Government Accountability Office (GAO)’s recommendation to distinguish between rural and urban communities for outreach and instructs the GAO to further report the Disaster Loan Program’s default rate.

    Respiratory syncytial virus (RSV) surveillance data

    UKHSA monitors Human metapneumovirus (hMPV) detections in patients seen in GP practices or tested by hospital laboratories and reports on this in the weekly surveillance report.

    hMPV is a common respiratory infection in winter and current levels are expected at this time of year. Infections are usually mild, causing symptoms of a common cold. Most people have had hMPV by the time they are five years old and catch it again throughout their lives. In week 5, hMPV laboratory test positivity increased slightly to 4.2% from 3.8% in the previous week.

    Dr Alexander Allen, Consultant Epidemiologist at UKHSA, said: 

    We’re pleased to see that the downward trend in flu activity has continued into this week.

    If you have already had your flu vaccine this season, you can be reassured that the vaccine offers the best defence and protects against multiple strains. The predominant circulating flu strain continues to be A H1N1 clade 5a.2a. and the flu vaccine is well matched.

    If you’re eligible and haven’t yet had your flu vaccine, it’s important that you take this offer up if available through local services. This includes anyone recently pregnant or newly diagnosed as in an eligible clinical risk group.

    If you have symptoms of flu or COVID-19 such as a high temperature, cough and feeling tired and achy, try to limit your contact with others, especially those who are vulnerable. If you have symptoms and need to leave the house, our advice remains that you should consider wearing a face covering. Washing hands regularly and using and disposing tissues in bins can reduce the spread of respiratory illnesses, as can ensuring that indoor areas are well ventilated.

    Norovirus surveillance data

    In week 4:

    • norovirus reports in the 2-week period between 13 January 2025 to 26 January 2025 were 15% higher than the previous 2-week period
    • the total number of reports was 114.5% higher than the 5-season average for the same 2-week period – reporting remained highest in adults aged 65 years and over
    • rotavirus reporting increased in recent weeks but was within expected levels during the 2-week period of weeks 3 and 4 of 2025
    • the number of norovirus outbreaks reported to the Hospital Norovirus Outbreak Reporting System (HNORS) since the start of the 2024/2025 season is 15.8% higher than the 5-season average
    • while some of the increased reporting may be attributable to the increased use of PCR multiplex technology (capable of detecting multiple gastrointestinal pathogens in one test), it is likely that the emergence of an unusual norovirus genotype, GII.17, as well as changes in the epidemiology following the COVID-19 pandemic and other factors are contributing to the observed rise
    • during the 2024/2025 season to date, the majority (90.7%) of samples characterised were norovirus genogroup 2 (GII), of which the most frequently identified genotype was GII.17 (55.4%), an increase of this genotype has also been observed in other counties during 2024 and is being closely monitored – at present there is no indication it leads to more severe illness (note: it isn’t accurate to refer to GII.17 as ‘Kawasaki’ and this term is causing confusion with Kawasaki Disease, which is an unrelated disease)
    • laboratory reports represent just a small proportion of total norovirus cases and it has been estimated that for every case of norovirus reported to national surveillance in the UK there are about 288 in the community that go unreported, representing an annual burden of around 3 million cases
    • norovirus symptoms include nausea, vomiting and diarrhoea but can also include a high temperature, abdominal pain and aching limbs
    • norovirus infections can cause dehydration, especially in vulnerable groups such as young children and older or immunocompromised people, so if you do get ill it is important to drink plenty of fluids during that time

    Amy Douglas, Epidemiologist at UKHSA said:

    Norovirus cases are way above what we would usually see at this time of year and outbreaks in hospitals continue to rise. Just because you’ve had norovirus doesn’t mean you won’t get it again.

    It’s really important that if you have diarrhoea and vomiting, you take steps to avoid passing the infection on, including not  visiting people in hospitals and care homes.

    Do not return to work, school or nursery until 48 hours after your symptoms have stopped and don’t prepare food for others in that time either. This is because you can still pass on the virus in the days after you stop being sick.

    Washing your hands with soap and warm water and using bleach-based products to clean surfaces will also help stop infections from spreading. Alcohol gels do not kill norovirus so don’t rely on these alone.

    Norovirus infections can cause dehydration, especially in vulnerable groups such as young children and older or immunocompromised people, so if you do get ill it is important to drink plenty of fluids during that time.

    Washing your hands with soap and warm water and using bleach-based products to clean surfaces will also help stop infections from spreading. Alcohol gels do not kill norovirus so don’t rely on these alone.

    • Up to the end of week 4 (week ending 26 January 2025), vaccine uptake was 39.7% for those under 65 years in a clinical risk group, 34.8% in all pregnant women and 74.6% for all those aged 65 years and over. Uptake was 41.4% for children aged 2 years of age and 43.2% for children aged 3 years of age.

    COVID-19 surveillance data for week 4

    • COVID-19 activity remained stable across most indicators and was at baseline activity levels.

Infections are usually mild, causing symptoms of a common cold and most people have had hMPV by the time they are five years old and catch it again throughout their lives. In week 4, hMPV laboratory test positivity decreased to 3.9% from 4.5% in the previous week.

    Dr Alexander Allen, Consultant Epidemiologist at UKHSA, said: 

    We’re continuing to see flu activity decrease, which is really promising at this stage in the season. People are still reminded to take protective measures to ensure we keep cases down as we have seen a recent increase in cases of influenza B amongst children, although this is to be expected at this time of year.

    The vaccine offers the best defence against flu and protects against multiple flu strains, including B strains. The predominant circulating flu strain continues to be A H1N1 clade 5a.2a. Analysis by UKHSA laboratory scientists shows that the H1N1 component of the flu vaccine is well matched.

    If you’re eligible and have not yet had your flu vaccine, it’s important that you take this offer up if available through local services. This includes anyone recently pregnant or newly diagnosed as in an eligible clinical risk group.

    If you have symptoms of flu or COVID-19 such as a high temperature, cough and feeling tired and achy, try to limit your contact with others, especially those who are vulnerable. If you have symptoms and need to leave the house, our advice remains that you should consider wearing a face covering. Washing hands regularly and using and disposing tissues in bins can reduce the spread of respiratory illnesses, as can ensuring that indoor areas are well ventilated.

    Norovirus surveillance data for week 3

    • Norovirus reports in the 2-week period between 6 January 2025 to 19 January 2025 were 18.3% higher than the previous 2-week period. The total number of reports was 113.3% higher than the 5-season average for the same 2-week period. Reporting remained highest in adults aged 65 years and over.
    • Rotavirus reporting has started to increase again in recent weeks but was within expected levels during the 2-week period of weeks 2 and 3 of 2025.
    • The number of norovirus outbreaks reported to the Hospital Norovirus Outbreak Reporting System (HNORS) since the start of the 2024/2025 season is 14.3% higher than the 5-season average.
    • While some of the increased reporting may be attributable to the increased use of PCR multiplex technology (capable of detecting multiple gastrointestinal pathogens in one test), it is likely that the emergence of an unusual norovirus genotype, GII.17, as well as changes in the epidemiology following the COVID-19 pandemic and other factors are contributing to the observed rise.
    • During the 2024/2025 season to date, the majority (90.4%) of samples characterised were norovirus genogroup 2 (GII), of which the most frequently identified genotype was GII.17 (56.3%), an increase of this genotype has also been observed in other counties during 2024 and is being closely monitored — at present there is no indication it leads to more severe illness (note: it is not accurate to refer to GII.17 as ‘Kawasaki’ and this term is causing confusion with Kawasaki Disease, which is an unrelated disease)
    • Laboratory reports represent just a small proportion of total norovirus cases and it has been estimated that for every case of norovirus reported to national surveillance in the UK there are about 288 in the community that go unreported, representing an annual burden of around 3 million cases.
    • Norovirus symptoms include nausea, vomiting and diarrhoea but can also include a high temperature, abdominal pain and aching limbs. Norovirus infections can cause dehydration, especially in vulnerable groups such as young children and older or immunocompromised people, so if you do get ill it is important to drink plenty of fluids during that time.

    Norovirus cases are over double what we would usually see at this time of year. This isn’t just unpleasant for those affected – it’s having a big impact on hospitals and care homes.

    It’s really important that if you have diarrhoea and vomiting, you take steps to avoid passing the infection on. Please avoid visiting people in hospitals and care homes to prevent passing on the infection in these settings.

    Do not return to work, school or nursery until 48 hours after your symptoms have stopped and don’t prepare food for others in that time either. This is because you can still pass on the virus in the days after you stop being sick.

    Washing your hands with soap and warm water and using bleach-based products to clean surfaces will also help stop infections from spreading. Alcohol gels do not kill norovirus so do not rely on these alone.

    This bulletin (formally Weekly Winter Briefing) brings together the latest surveillance data, along with the latest public health advice for flu, COVID-19, RSV and other viruses common in winter.

    In week 3:

    • influenza activity overall decreased across most indicators and was at medium activity levels; however, laboratory surveillance indicated an increase in influenza B
    • COVID-19 activity remained stable across most indicators and was at baseline activity levels
    • respiratory syncytial virus (RSV) activity decreased across most indicators and was circulating at low levels of activity

    Flu surveillance data for week 3

    • Flu activity overall decreased across most indicators and was at medium activity levels. However, laboratory surveillance indicated an increase in influenza B.
    • Flu positivity decreased with a weekly mean positivity rate of 17.5%, compared to 21.1% in the previous week. This is based on a percentage of people who test positive among those with symptoms tested.
    • Overall, flu hospitalisations decreased to 8.41 per 100,000 population, compared with 9.92 per 100,000 in the previous week.
    • The weekly influenza-like illnesses (ILI) general practice (GP) consultation rate decreased to 17 per 100,000 compared with 23.1 per 100,000 in the previous week.
    • Up to the end of week 3 (week ending 19 January 2025), vaccine uptake was 39.5% for those aged under 65 years in a clinical risk group, 34.5% in all pregnant women and 74.4% for all those aged 65 years and over. Uptake was 41.2% for children aged 2 years of age and 43% for children aged 3 years of age.
    • Some indicators suggested an increase in flu activity in children over the last week, this is in line with an expected increase in respiratory virus activity in children following the post Christmas return to school.

    COVID-19 surveillance data for week 3

    • COVID-19 activity remained stable across most indicators and was at baseline activity levels.
    • COVID-19 positivity in hospital settings increased slightly with a weekly mean positivity rate of 2.4%, compared to 2.2% in the previous week. 
    • COVID-19 hospitalisations remained stable at 1.32 per 100,000 compared to 1.35 per 100,000 in the previous week.
    • COVID-19 ICU admissions remained stable at 0.04 per 100,000 compared with 0.04 per 100,000 in the previous week.
    • There were 10 COVID-19 acute respiratory incidents reported in week 3.
    • The highest hospital admission rate was in the North-East, which remained stable at 2.74 per 100,000, compared with 2.78 per 100,000 in the previous week.
    • Those aged 85 years and over had the highest hospital admission rate, which decreased slightly to 14.65 per 100,000 compared with 15.45 per 100,000 in the previous week.  
    • Up to the end of week 3 (week ending 19 January 2025), 23.6% of those under 65 years in a clinical risk group and 59.3% of all people aged over 65 years old, who are living and resident in England had been vaccinated.

    Respiratory syncytial virus (RSV) surveillance data for week 3

    • Respiratory syncytial virus (RSV) activity decreased across most indicators and was circulating at low levels overall.
    • Emergency department attendances for acute bronchiolitis increased.
    • RSV positivity decreased slightly to 4.2% compared with 4.7% in the previous week.
    • Overall, hospital admissions decreased to 1.21 per 100,000 compared with 1.57 per 100,000 in the previous week.
    • UKHSA monitors Human metapneumovirus (hMPV) detections in patients seen in GP practices or tested by hospital laboratories and reports on this in the weekly surveillance report.     • The number of norovirus outbreaks reported to the Hospital Norovirus Outbreak Reporting System (HNORS) since the start of the 2024/2025 season is 7.2% higher than the 5-season average.
    • During weeks 1 and 2 of 2025, reporting remained highest in adults aged 65 years and over.

    • Flu activity showed a mixed picture with some indicators suggesting that activity may have reached a peak, and declined in recent weeks to medium levels
    • Flu positivity decreased with a weekly mean positivity rate of 20.9%, compared to 28.4% in the previous week (this is based on a percentage of people who test positive among those with symptoms tested)
    • Overall, flu hospitalisations decreased to medium levels of 9.47 per 100,000 population, compared with 13.43 per 100,000 in the previous week.
    • The weekly influenza-like illnesses (ILI) General Practice (GP) consultation rate increased to 23.1 per 100,000 compared with 20.6 per 100,000 in the previous week. Note that this is not considered to indicate rising activity as it follows two weeks with bank holidays, in which the number of GP appointments available was reduced
    • Up to the end of week 2 (week ending 12 January 2025), vaccine uptake stood at 39.1% of those under 65 years in a clinical risk group, 34.2% in all pregnant women and 74.1% in all those aged 65 years and over, 41.1% of children aged 2 years of age and 42.7% of children aged 3 years of age have been vaccinated

One of our key indicators is the percentage of positive flu tests, and this has come down from 28% to 21%. This is promising but we are nowhere near out of flu season yet. Mixing increases in January as people return to workplaces and schools which increases the chances for flu viruses to spread.

However, the total number of reports was 70.1% higher than the 5-season average for the same 2-week period.
    • Rotavirus reporting has decreased in recent weeks and was within expected levels during the 2-week period of weeks 52 of 2024 and 1 of 2025.
    • The number of norovirus outbreaks reported to the Hospital Norovirus Outbreak Reporting System (HNORS) since the start of the 2024/2025 season is 8.7% higher than the 5-season average.
    • Norovirus reporting remained high across all regions of England and all age groups, with the highest number of reports in adults aged 65 years and over.

The decrease over the festive period has also been seen in previous years and should be interpreted with caution as it likely reflects changes in patterns of healthcare use, social mixing and lagged reporting due to the Christmas holidays, as well as the impact of school holidays. However, the total number of reports was 63.6% higher than the 5-season average for the same 2-week period.
    • Rotavirus reporting has decreased in recent weeks and was within expected levels during the 2-week period of weeks 51 and 52.
    • The number of norovirus outbreaks reported to the Hospital Norovirus Outbreak Reporting System (HNORS) since the start of the 2024/2025 season is 11.7% higher than the 5-season average.
    • Norovirus reporting remained high across all regions of England and all age groups, with the highest number of reports in adults aged 65 years and over.
    • While some of the increased reporting may be attributable to the increased use of PCR multiplex technology (capable of detecting multiple gastrointestinal pathogens in one test), it is likely that the emergence of an unusual norovirus genotype, GII.17, as well as changes in the epidemiology following the COVID-19 pandemic and other factors are contributing to the observed high levels.

    Three men were arrested on 5 February as part of an investigation into the large-scale, illegal tipping of waste at the Hoads Wood SSSI in Ashford, Kent

    Three men were arrested yesterday (Wednesday 5 February) as part of an investigation into the large-scale, illegal tipping of waste at the Hoads Wood Site of Special Scientific Interest (SSSI) in Ashford, Kent. 

    Environment Agency Enforcement Officers, Kent Police and the Joint Unit for Waste Crime worked closely together to secure the arrests and custody of the suspects.

    Two of the individuals – aged 44 and 62 – are from the Isle of Sheppey, while the third, aged 41, resides near Sittingbourne. All three have been interviewed, and evidence obtained during the arrests will support the next stages of the investigation.

    The Environment Agency began a criminal investigation in 2023 after 30,000 tonnes of household and construction waste, piled 15 feet high in places, was discovered to have been dumped throughout Hoads Wood, near Ashford.  

    We subsequently secured a court order, banning unauthorised access to the woodland and to successfully stop more waste being dumped, and have since appointed a specialist company to remove the waste and help return the site to its former state.

    Our investigation seeks to establish those responsible for co-ordinating the offending and bring them to court. These arrests mark an important next step in delivering justice for the local community.

    The Environment Agency’s Director of Operations for East and South East England, Simon Hawkins, said:

    The dumping of thousands of tonnes of waste at Hoads Wood in 2023 was a flagrant act of vandalism – with horrendous consequences for the local community and environment.

    The Environment Agency and Kent Police have been working tirelessly to uncover the identity of those responsible and bring them to justice, and to take the fight to organised criminal networks. The arrest of three individuals yesterday is a major step forward for our investigation and should bring some comfort to residents whose lives have been upended by this crime.

    Fly-tipping and environmental crime is a blight on Kent’s beautiful landscape and we are committed to supporting the Environment Agency in its ongoing efforts to bring those responsible to justice.

    We do this by making arrests, gathering evidence and carrying out preventative activities including spot checks of vehicles seen in areas where such offences are common.

    People who thoughtlessly dump large volumes of waste are often linked to other forms of criminal activity and their illegal acts must not be tolerated.

    The Environment Agency continues to monitor the site for any effect on air or water quality, and will ensure all necessary environmental authorisations are in place while the waste is cleared.

    Waste crime pollutes our environment, undercuts legitimate business and significantly affects our farmers and rural communities – which is why we’re committed to tackling it.

    In 2023/24, we successfully shut down 63 illegal waste sites, bringing the total number in operation to 344 – the lowest total figure on record. Enforcement officers also prevented nearly 34,000 tonnes of waste from being illegally exported by waste criminals.

    £1.5 million to support delivery of compassionate, high-quality care.

    Women can expect improved miscarriage care Public Health and Women’s Health Minister Jenni Minto has pledged, after unveiling a new framework, backed by £1.5 million funding.

    The framework sets out a range of actions for Scotland’s NHS boards to implement, including ensuring that women going through miscarriage have a separate, private space. It will introduce a graded model of miscarriage care across the country. This means all women can receive tailored support and services, and won’t have to wait until a third miscarriage. This will include access to progesterone prescriptions – where clinically appropriate – both for threatened and recurrent miscarriage.

    These changes will be supported by £1.5 million Scottish Government funding and aim to ensure that early pregnancy care is equitable so that no women are disadvantaged, regardless of where they access and receive care.

    The Minister for Public Health and Women’s Health said:

    “The loss of a baby, no matter at what stage of pregnancy, has a profound and lasting impact on women and their families. To all who have experienced such a tragedy, I offer my deepest sympathy. The Scottish Government recognises this impact and is clear that women and families who have experienced pregnancy or baby loss must be provided with the right information, care and support, tailored to their individual circumstances.

    “I am very grateful to everyone in Scotland’s NHS who works to provide miscarriage care and support.

    “I know there is already a lot of good work underway within NHS Boards to improve miscarriage care services. The 2025-26 Budget, if approved by Parliament, will provide £1.5 million to support NHS Boards to improve delivery of sensitive and compassionate miscarriage care.”

    Background

    The Delivery Framework for Miscarriage Care in Scotland, and Progesterone Pathway, will help and support NHS Boards to implement the Programme for Government commitments and support improvements in delivery of miscarriage care.

    Progesterone is a hormone that plays an important role in the menstrual cycle and in maintaining a pregnancy in the early stages. If a woman has miscarried before and is bleeding in early pregnancy, they may benefit from taking progesterone. It may also be suitable for women who have had four or more miscarriages with no bleeding.

  • MIL-OSI United Kingdom: Historic milestone in major New Park Village estate regeneration

    It is part of a major redevelopment of council housing in the area that will see 205 outdated residential properties flattened and replaced with 188 new energy efficient homes.

    Poor quality bungalows on Valley Road have already been removed by contractor DSM Demolition and now the main flats at Ellerton Walk, which sit within 8 linked deck access blocks each with integral garages at ground floor level are being pulled down.

    The regeneration will provide new 2, 3 and 4 bedroom homes for rent, as well as increased car parking and improved public open space at the heart of the estate, which will include a children’s play area, green gym and seating.

    Under phase 1 of the masterplan 98 new homes will be constructed, while phase 2 will deliver 83 new properties. A site on Longford Road is earmarked for 7 new bungalows.

    The demolition works will pave the way for construction partner, Keon Homes, appointed through the council’s new development framework, to begin development of the new homes in summer 2025.

    The £40million programme will be funded from the council’s Housing Revenue Account (HRA) capital budget.

    Steven Spencer, New Park Village resident, Member of New Park Village Committee and Resident Steering Group Member, said: “I have lived on New Park Village coming up to 27 years and I’m over the moon to see the demolition works well underway.

    “The maisonettes are in a state of disrepair and I’m not sad to see them go. Residents are looking forward to new homes that are fit for families.”

    “It forms part of our commitment to deliver good homes in well connected neighbourhoods across the city.

    “In the long term, the redevelopment will contribute to the improvement of tenants living conditions with the provision of highly energy efficient new homes, better play areas and green space creating an environmentally friendly estate.”

    The redevelopment scheme will be phased over several years to minimise disruption to residents.

    Now is the time to end the crisis in the eastern Democratic Republic of the Congo (DRC), the UN Secretary-General said on Thursday in a briefing to journalists in New York. 

    António Guterres made the “special appeal for peace” ahead of two major meetings to address the Rwandan-backed M23 rebel group’s brutal offensive across the region.

    “We are at a pivotal moment and it is time to rally together for peace,” he said, speaking from the Security Council stakeout position.

    “We need the active and constructive role of all players — namely neighbouring countries, subregional organizations, the African Union and the United Nations.”

    Thousands killed and displaced

    Eastern DRC is rich in minerals and other natural resources and has been plagued by conflict for decades.  More than 100 armed groups reportedly operate in the area.

    Fighting between the M23 and Congolese government forces escalated in January, with the rebels capturing the regional capital, Goma, before heading south towards the key city of Bukavu, capital of South Kivu province.

    Thousands of people have been killed, including women and children, and hundreds of thousands have been forced from their homes. 

    “We also see the continued threat by other armed groups, either Congolese or foreign,” said Mr. Guterres. “All of this is having an enormous human toll.” 

    Countless violations and abuses

    He highlighted the countless reports of human rights abuses, including sexual and gender-based violence, forced recruitment, and the disruption of lifesaving aid. 

    The humanitarian situation in and around Goma is perilous, he said.

    Hundreds of thousands are now on the move, with many of the previous sites hosting displaced people north of the city now looted, destroyed or abandoned. 

    Furthermore, healthcare facilities are overwhelmed, and other basic services – including schools, water, electricity, phone lines and the internet – are severely limited. 

    Potential wider threat

    “Meanwhile, the conflict continues to rage in South Kivu and risks engulfing the entire region,” he warned.

    The Secretary-General paid tribute to all those who have lost their lives, including peacekeepers with the UN Mission in the country, MONUSCO, and regional forces. 

    He also expressed solidarity with the Congolese people “who find themselves yet again the victims of a seemingly endless cycle of violence.”

    ‘Silence the guns’

    On Friday, leaders from the East African Community and the Southern African bloc SADC will take part in a Summit in Tanzania to address the crisis.

    Mr. Guterres said the situation will also be “front and centre” at a Summit-level meeting of the African Union Peace and Security Council in Addis Ababa next week, which he will attend.

    “As the Summit in Tanzania gets underway, and as I prepare to leave for Addis Ababa, my message is clear,” he told journalists.

    “Silence the guns. Stop the escalation. Respect the sovereignty and territorial integrity of the Democratic Republic of the Congo. Uphold international human rights law and international humanitarian law.”

    ‘It is time for peace’

    The UN chief affirmed that there is no military solution to the crisis. 

    He said it is time for all signatories to the Peace, Security and Cooperation Framework for the DRC and the region to honour their commitments. 

    The 2013 document, signed by 11 countries, aimed to end the recurring cycles of conflict and violence in eastern DRC.

    “It is time for mediation. It is time to end this crisis. It is time for peace. The stakes are too high,” he said.

    • In a year marked by political instability, particularly in France, configuration and equipment sales were again heavily impacted on a full-year basis (-7.9%). The recovery initially anticipated in Q3 got off to a slower than expected start with marginal growth in Q4 (+0.4%).
    • Scalable maintenance services and business training continued to display positive momentum with stable growth (+3.1 % in Q4 2024 and +3.6% for the full year).
    • Software solutions and subscriptions performed particularly well in H2 after declining in the first half (reflecting the base effect from Ségur) to achieve 3% growth for the full year.
    • The PHARMAGEST Division recorded annual sales of €163.5m (+0.5%) for the year ended 31 December 2024 on a reported basis, including €7.1m of restated sales arising from acquisitions in 2023 and 2024. On a like-for-like basis, sales for the division declined 3.3% for the full year.

    In Q4 2024, the Division grew 2.9% to €43.4m on a reported basis compared with Q4 2023, including €1.7m in restated sales linked to acquisitions in Q4 2023 and 2024. Like-for-like, the division’s sales declined 1.1% in the last quarter.

    • The Division’s strategy of innovation and bringing new software, hardware and services to market has strengthened its value proposition in terms of pharmacy productivity and automation solutions starting in the third quarter, with, for example, the id.Express payment terminal deployed in France, Germany and Belgium, the new id.Genius module integrating AI into dispensing, and id.Assistance, a new service facilitating the use and adoption of the id. offering on a day-to-day basis.
    • Based on these advances, the Pharmacy business now has a differentiating offering capable of generating revenue from its customer base (€2m at 31/12/2024) and contributing to growth in market share with more than 500 new customers in France and Italy (+€3.5m at 31/12/2024).
    • Digipharmacie, a provider of digital accounts payable management solutions for pharmacies, recently approved as a partner of the French e-reporting platform (Plateforme de Dématérialisation Partenaire or PDP), recorded annual growth of 27%.
    • The shift of the Division to SaaS offering culminated in the launch in September 2024 of the ASCA Dynamics solution, a cloud based version of the electronic label management software developed by Equasens Group. Nearly 250 of the 500 pharmacies added to ASCA’s customer base in 2024 are already equipped with this solution.

    This Division accounts for 75.4% of total revenue.

    • The AXIGATE LINK division registered €32.1m in revenue for the 12 month period ended 31 December 2024 (+3.2% on a reported basis and +5.5% like-for-like). In Q4 2024, the Division grew 7.6% to €9.5m on a reported basis compared with the same period in 2023. Like-for-like, the division’s revenue grew 7.7% in the last quarter.
      • The nursing home sector, which accounts for 53% of the Division’s revenues, experienced a strong growth in 2024, with the addition of 104 new establishments (excluding the UK), bringing its installed base to a total of 3,400 sites. The Titanlink SaaS offering was a resounding success, more than 600 sites equipped out of a total of 2,500 in France and 90 in Belgium out of a total of 932.
      • The Homecare sector also delivered a very solid performance, with a net gain of 20 customers, including 5 Hospital-at-Home programmes. In addition, the sector started rolling out the first version of a software package for regional elderly and disabled homecare centres (Centres de Ressources Territoriales or CRTs) to coordinate patient care. This activity accounts for 22% of the Division’s revenue.
      • The Hospital sector, 12% of the Division’s revenue, grew 4.1% in 2024 compared with 2023 with a net increase of 7 facilities, including 3 major psychiatric establishments. A portion of these orders signed in 2024 will be implemented and recognised in revenue for 2025.
      • The PandaLab Pro secure messaging system recently passed the milestone of 50,000 independent users or private organisations and 360,000 messages sent per month. 2024 experienced a growth in the number of use cases, particularly in teleconsultation, remote assistance and outpatient prescriptions, with the latter reaching 85,000 prescriptions exchanged in December 2024 alone.

    This Division accounts for 14.8% of total revenue.

    • The E-CONNECT division had revenue of €11.2m for the year ended 31 December 2024 (down 25.3% on a reported basis). Revenue in Q4 2024 was down 10.1% in relation to the same quarter in 2024 to €2.9m, representing a decline significantly less than in previous quarters.
      • Despite challenging market conditions, 2024 remained a year of investment, following an exceptional period in 2023 which benefited from a one-off regulatory development (the discontinuation of Application Reader Terminal sales).
      • In Q4 2024, Kapelse’s eS-KAP+ mobility solution was authorised for all prescribing healthcare professionals, midwives and health centres. This latest certification completes the “auxiliary health practitioners” approval obtained in 2024 and extends the number of partner software publishers who are starting to integrate eS-KAP+ into their business applications.
      • Sales of KAP-eCV (the electronic French health insurance card reader) got off to a promising start, with several thousand readers sold in Q4.
      • In November 2024, the new NOVIAcare offering (entailing a switch to modular sales) met with considerable success when it was unveiled at the Silver Economy Expo international exhibition in Cannes, confirming the potential of the first scalable and modular telecare solution on the market.

            This Division accounts for 5.2% of total revenue.

    • The MEDICAL SOLUTIONS Division recorded revenue of €2.2m in Q4 2024, down slightly (-0.9%) on Q4 2023. Reflecting the diminishing impact of the base effect from the Segur digital healthcare investment programme, the decline for the full year was limited to -10.9% to €7.9m, compared with -19.1% in H1 2024.
      • The launch of LOQUii, the AI voice consultation assistant, in November 2024, provides further confirmation of the recovery. By adopting a “Try Before You Buy” formula, more than 500 doctors used the solution in Q4, highlighting the potential for significant growth from Q1 2025 onwards, once the initial trial period is over.
      • At the same time, the roll-out of the MS.Safe online backup solution that combines safety and ease of use attracted around 50 users in less than two months.

    The Division accounts for 3.6% of total revenue.

    • The FINTECH Division  recorded revenue of €0.5m (-11.6%) in Q4 2024, and €2.0m for the full year (-2.1% compared with 2023).
      • The new Dispay digital bankcard payment service now integrated into the medical software solution of healthcare professionals resulted in subscriptions by 80 customers in Q4 and the Division remains confident that it will generate additional revenues as its customer base expands.

    The Division accounts for 1.0% of total revenue.

    2025 outlook
    Based on the encouraging indicators for Q4 2024, the Group is looking ahead to 2025 with confidence. Positive momentum is expected for the first half of the year, benefiting notably by a favourable base effect at the start of the year. A significant acceleration is expected in the second half with nominal growth of nearly 10%, driven by the capital expenditures and the roll-out of new solutions (software, hardware and services).

    In this context, Equasens Group is in the process of implementing a major strategic transformation to SaaS (Software as a Service) business model. This transition entails the gradual migration from solutions hosted at healthcare professionals’ premises to solutions hosted in the Group’s data centers which are certified Health Data Hosting (HDS) and ISO 27001. The new add-on modules are now developed almost exclusively for SaaS solutions which will increase the proportion of recurring revenues. This transformation is driven by a robust cloud infrastructure and customised support to assist our customers with their digital transition.

    At the same time, the Group is continuing to invest in Artificial Intelligence and accelerating its integration into its business tools to enhance its range of decision-making tools. This development brings real added value to healthcare professionals by making the prescription process more secure, providing personalised patient support and optimized time management.

    Backed by a solid financial structure, the Group will continue to monitor potential opportunities for external growth.

    Good morning. 

    I wanted to say a few words about the deeply concerning situation in the Democratic Republic of the Congo.

    We are at a pivotal moment and it is time to rally together for peace. 

    Tomorrow, leaders from the East African Community and the Southern African Development Community will take part in a Summit in Tanzania. 

    The focus will be addressing the crisis in the face of the offensive by the M23, supported by the Rwandan Defence Forces.

    Next week, in Addis Ababa, I will take part in a Summit-level meeting of the African Union Peace and Security Council where this crisis will be also front and centre.

    In advance of these crucial gatherings, I want to make a special appeal for peace.  

    Thousands of people have been killed – including women and children – and hundreds of thousands have been forced from their homes in the eastern DRC.

    We also see the continued threat by other armed groups, either Congolese or foreign.

    All of this is having an enormous human toll. 

    We have countless reports of human rights abuses, including sexual and gender-based violence, forced recruitment, and the disruption of lifesaving aid.

    The humanitarian situation in and around Goma is perilous.

    Hundreds of thousands of people are on the move, with many of the previous sites hosting displaced people north of the city now looted, destroyed or abandoned. 

    Healthcare facilities are overwhelmed. 

    And other basic services – including schools, water, electricity, phone lines and the internet – are severely limited.

    Meanwhile, the conflict continues to rage in South Kivu and risks engulfing the entire region. 

    I want to pay tribute to all those who have lost their lives, including MONUSCO blue helmets and regional forces. 

    And I express my solidarity with the Congolese people who find themselves yet again the victims of a seemingly endless cycle of violence.

    As the Summit in Tanzania gets underway, and as I prepare to leave for Addis Ababa, my message is clear: 

    Silence the guns. 

    Stop the escalation.

    Respect the sovereignty and territorial integrity of the Democratic Republic of the Congo.

    Uphold international human rights law and international humanitarian law.

    There is no military solution.

    It is time for all the signatories of the Peace, Security and Cooperation Framework for the DRC and the region to honour their commitments.

    It is time for mediation.  It is time to end this crisis.  It is time for peace. 

    The stakes are too high.

    We need the active and constructive role of all players — namely neighbouring countries, subregional organizations, the African Union and the United Nations.

    Landmark reforms to force landlords to fix dangerous homes or face the full force of the law will be introduced for the first time later this year.

    As part of the government’s mission to transform the safety and quality of social housing, Awaab’s Law will come into force from October, ensuring social landlords have to investigate and fix dangerous damp and mould within a set amount of time as well as repair all emergency hazards within 24 hours.  Landlords who fail to comply face being taken to court, with social tenants able to use the full powers of the law to hold them to account.

    Awaab’s Law will be introduced through a phased approach to ensure it is applied as effectively as possible. This means that the protections it provides to damp and mould will be introduced quickly, which would not have been possible if the government applied the law to a wider group of hazards from the outset. This will also allow the government to test and learn so that the reforms benefit social tenants and secure the lasting legacy that Awaab Isaak’s family have fought so hard for. 

    The vital reforms will help drive a transformational and lasting change in the safety and quality of social housing, supporting the government’s pledge through the Plan for Change to deliver the biggest boost in social and affordable housing in a generation and build 1.5 million homes.

    The law is a lasting legacy to two-year-old Awaab Ishak, who tragically died after being exposed to mould at his Rochdale home in December 2020. In the wake of this tragedy, Awaab’s family has fought to secure justice, not only for their son but for all those who live in social housing.

    Deputy Prime Minister Angela Rayner said:

    “We have a moral duty to ensure tragedies like the death of Awaab Ishak never happen again.

    “Landlords cannot be allowed to rent out dangerous homes and shamelessly put the lives of their tenants at risk.

    “Our new laws will force them to fix problems quickly, so that people are safe in their homes and can be proud to live in social housing.”

    From October, Awaab’s Law will force landlords to fix damp and mould as well as carry out emergency repairs. We will then take a step-by-step approach to make the law stronger over time so that landlords will be legally required to fix all dangerous hazards from 2027. These repairs will have to be delivered within set timescales to ensure that landlords are meeting their responsibilities.

    However, social landlords must continue to fix dangerous issues in their homes before Awaab’s Law is fully implemented. They already have a duty to keep their homes fit for human habitation and to remedy disrepair, and they must also ensure that their homes meet the Decent Homes Standard. Awaab’s Law will set clearer and stronger laws to ensure that tenants are living in safe homes.

    Housing Minister Matthew Pennycook said:

    “Awaab Ishak’s family have tenaciously and courageously fought to secure justice, not only for their son but for all those who live in social housing.

    “Awaab’s Law will help to drive a transformational and lasting change in the safety and quality of social housing, ensuring tenants are treated with fairness and respect”.

    In the coming months we will bring forward further reforms designed to drive up standards across social housing and to build greater trust and transparency between landlords and tenants. This government will:

    • Introduce powers through the Renters’ Rights Bill to extend Awaab’s Law to the private rented sector. We will consult on how to apply Awaab’s Law to privately rented homes in a way that works for the sector and is fair and proportionate for tenants and landlords.
    • Consult on a new Decent Homes Standard and minimum energy efficiency standards, to ensure tenant’s homes are made safe, warm, and free from disrepair.
    • Legislate to require social landlords to carry out electrical safety checks at least every five years, as well as mandatory appliance inspections on all electrical appliances that are provided by the landlord.

    Notes to editors

    • We are intending to lay the Awaab’s Law regulations in parliament as quickly as we can to secure these protections and provide the sector with clarity and time to prepare ahead of requirements which will come into force in October of this year. 
    • In 2023, 7% of social rented homes had a damp problem and 4% had hazards rated at the most dangerous ‘category 1’ level.
    • Our phased approach will work as follows:

    • From October 2025 social landlords will have to address damp and mould hazards that present a significant risk of harm to tenants to fixed timescales.
    • From October 2025 social landlords will also have to address all emergency repairs including for damp and mould or other hazards as soon as possible and within no longer than 24 hours.
    • In 2026, requirements will expand to apply to a wider range of hazards. In addition to damp and mould, the hazards we expect to extend Awaab’s Law to in this second stage of implementation include excess cold and excess heat; falls; structural collapse; fire, electrical and explosions; and hygiene hazards.
    • Then in 2027, the requirements of Awaab’s Law will expand to the remaining hazards as defined by the HHSRS (excluding overcrowding). The full list of hazards can be found in schedule 1 to the Housing Health and Safety Rating System (England) Regulations 2005.

    A graduating class of 24 B.C. sheriffs will soon begin their careers keeping people safe at courthouses throughout the province.

    Niki Sharma, Attorney General, welcomed the graduates from the Justice Institute of British Columbia’s winter class at a ceremony on Wednesday, Feb. 5, 2025. They will be assigned to work in courthouses throughout the Province, including Victoria, Nanaimo, Penticton, Oliver, Quesnel, Dawson Creek, Terrace, Fort St. John and the Lower Mainland.

    Without sheriffs, court matters cannot proceed. Sheriffs maintain a safe environment for everyone delivering justice services in 90 court locations throughout B.C. They are highly trained peace officers who provide protective services for the Crown, judiciary, defence, court staff, the public and all participants in the justice system. Sheriffs also protect court users, transport accused and convicted people to and from correctional institutions, and perform other duties.

    The winter class will continue training until March 6, 2025. Their first day on duty will be March 7. The next sheriff-recruit training class will start in the spring.

    The BC Sheriff Service (BCSS) is recognized as an international leader in providing protective and enforcement services for the justice system. The BCSS is the oldest-law enforcement agency in B.C.

    The Province is collaborating with the BCSS to enhance recruitment, retention and training. The BCSS is focusing on deployment and growth opportunities, and implementing a more-competitive pay and benefits framework for sheriffs.

    U.S. Senators Josh Hawley (R-Mo.) and Sheldon Whitehouse (D-R.I.) today reintroduced the Supporting and Treating Officers in Crisis (STOIC) Act to expand support resources for law enforcement officers. The bill is also cosponsored by U.S. Senators Richard Blumenthal (D-Conn.), Mazie Hirono (D-Hawaii), Christopher Coons (D-Del.), and Chuck Grassley (R-Iowa).

    The bipartisan legislation would reauthorize grant funding for law enforcement family-support services and establish suicide-prevention programs and mental health services within law enforcement communities. 

    “Congress should have the backs of those who have ours,” said Senator Hawley. “Since it’s initial passage, the STOIC Act has delivered life-saving resources to law enforcement officers who combat not only crime, but also mental health challenges, in the line of duty. I invite my colleagues to join me in reauthorizing this critical legislation, so we can continue standing with our men and women in blue.”

    “Law enforcement are often the first on the scene at the most difficult moments in people’s lives. Their service comes with a heavy emotional toll, and we must help officers deal with the stress and trauma they bear to keep their communities safe,” said Senator Whitehouse. “We first passed our bipartisan STOIC Act into law in 2019 to provide more mental health resources for law enforcement, and I’m glad to renew the effort today with Senator Hawley to reauthorize this important law.”

    Senators Hawley and Whitehouse first introduced the STOIC Act in 2019, and it was signed into law later that year. 

    Last year, the STOIC Act unanimously passed the Senate Judiciary Committee and went on to pass a Senate-wide vote, clearing hurdles for the bill’s reauthorization. Today, the senators have reintroduced the legislation to pave the way for its updated passage in the 119th Congress.

    Portsmouth Museums has a range of activities on offer this February half term.

    Portsmouth Museum and Art Gallery

    At Portsmouth Museum and Art Gallery, in Museum Road, there will be arts and crafts from 17 until 21 February. Two of the days will be inspired by Ancient Sudan, following the recent opening of the British Museum Spotlight Loan: Ancient Sudan enduring heritage, while the remaining three days will look at trees and The Quietness of Feeling exhibition which focusses on the work of landscape artist Benjamin Haughton and The Arborealists. The activities are £2.50 or £1 with a Leisure Card. There will also be a fun trail around the museum, just ask at the front desk – £2 or 50p with a Leisure Card.

    To end the week on 23 February, Portsmouth Museum and Art Gallery will be hosting a talk from 2-4pm on ‘The Arborealists’ by its founder Tim Craven, whose work is featured in ‘The Quietness of Feeling’ exhibition. It’s free, just drop in, maximum capacity of 40 attendees.

    There’s lots going on at Portsmouth Natural History Museum, Cumberland House, in Eastern Parade, all made possible with The National Lottery Heritage Fund. Thanks to National Lottery players, the museum has been able to fund the exhibition ‘Guermonprez’s Legacy – the Gilbert White of Bognor’, as well as an event programme through 2025.

    On 18 February, from 10am until 12pm you can learn more about minibeasts, their habitats, and their crucial role in our ecosystem at this free event. After a minibeast hunt adventure in the garden, build your own mini bug home or minibeast habitat to take away with you or put up near the museum’s minibeast hotel to encourage wildlife to the garden.

    Mineral Day will take place on 19 February from 10am until 3.30pm. You can meet mineralogists from Southampton Mineral and Fossil Society. The mineralogists will bring along a display of their own objects, as well as showing some of the minerals that they have been working on in the museum store. Bring along your own minerals for identification and get hands on with some themed activities at this free event.

    Charles Dickens’ Birthplace in Old Commercial Road will be open from 10am until 4.30pm (last entry 4pm) on 18, 20, and 22 February. Discover the place where arguably the greatest novelist of the Victorian era lived, walk in the room he was born in and explore his prized possessions.

    At The D-Day Story, alongside the family audio guide and trails, there will be reenactors at the museum from 18 until 20 February.   • MIL-OSI Security: First Flight of Illegal Aliens Arrives at Guantanamo

    The first flight of high-threat illegal aliens out of the United States arrived at Naval Station Guantanamo Bay, Cuba, today.

    According to the Department of Homeland Security, all 10 of those illegal aliens are part of the transnational criminal organization “Tren de Aragua.” Last month, the White House designated that group as a foreign terrorist organization. 

    “Their campaigns of violence and terror in the United States and internationally are extraordinarily violent, vicious and similarly threaten the stability of the international order in the Western Hemisphere,” the White House executive order reads. 

    At Naval Station Guantanamo Bay, the 10 high-threat illegal aliens who arrived today are being housed in vacant detention facilities. They are not being held alongside war on terror detainees who also reside at the installation. 

    Late last month, the White House announced in a memorandum for the defense secretary and the secretary of Homeland Security that facilities at Naval Station Guantanamo Bay should be used to house high-threat illegal aliens as they are moved from the United States back to their countries of origin. 

    “I hereby direct [DOD] and [DHS] to take all appropriate actions to expand the migrant operations center at Naval Station Guantanamo Bay to full capacity to provide additional detention space for high-priority criminal aliens unlawfully present in the United States,” the memorandum said. 

    Many of the criminal illegal aliens being deported from the U.S. are traveling directly to their countries of origin via U.S. military aircraft. The use of military aircraft, or “gray tails” for that purpose, is new, said Defense Secretary Pete Hegseth. 

    In some cases, Hegseth said, where it may take longer to reach agreements or process those individuals’ return to their nations of origin, DOD needs a place to house them before they return home. 

    “We want somewhere else to hold them safely in the interim — criminal illegals — Guantanamo Bay … is a perfect place,” Hegseth said last week during an interview. He also noted that he served at that installation from 2004 to 2005. 

    “It’s folks who may be in transit to their home country or a safe, third harbor country, and it’s taking a little time to move with that processing and with the paperwork,” he said. “Better they be held at a safe location like Guantanamo Bay.” 

    Hegseth said the use of Naval Station Guantanamo Bay as a waypoint for moving high-threat illegal aliens is a “plan in movement.” 

    “We’re ramping up for the possibility to expand mass deportations because President [Donald J.] Trump is dead serious about getting illegal criminals out of our country,” he said. “And the DOD is not only willing to [but] is proud to partner with DHS to defend the sovereignty of our southern border and advance that mission.”

  • MIL-OSI: QXO Urges Beacon Roofing Supply to Let Shareholders Decide on Premium All Cash Offer of $124.25 per Share

    GREENWICH, Conn., Feb. 06, 2025 (GLOBE NEWSWIRE) — QXO, Inc. (NYSE: QXO) today issued the following statement in response to the announcement by Beacon Roofing Supply, Inc. (Nasdaq: BECN) that its Board of Directors has rejected QXO’s all-cash $124.25 per share offer.

    On January 27, 2025, QXO commenced a tender offer to purchase all outstanding shares of Beacon for $124.25 per share in cash, for an aggregate enterprise value of approximately $11 billion, representing a 37% premium to Beacon’s 90-day unaffected volume-weighted average price of $91.02 per share as of November 15, 2024. QXO’s offer price is also higher than Beacon’s shares have ever traded. Beacon’s Board offers no basis for its assertion that QXO’s premium offer undervalues Beacon’s shares, and the trading price of Beacon’s shares indicates that Beacon’s Board is wrong.

    “Our offer provides certainty, a significant premium in cash and the ability to close quickly with no regulatory delays, financing risks or diligence conditions,” said Brad Jacobs, chairman and chief executive officer of QXO. “Beacon’s filing shows no indication of an actionable third-party alternative. We have made a very compelling offer, and Beacon should let its shareholders decide what is in their best interest.”

    Notably, Beacon confirmed today it would wait to announce newly constructed 2028 financial projections until March 13, more than a month from today and more than three months from its Board’s initial rejection of QXO‘s offer. There is no reason for Beacon to introduce yet another delay by waiting to disclose its newly formulated projections.

    QXO’s tender offer will be outstanding until 12:00 midnight, New York City time, at the end of February 24, 2025, and it is prepared to complete the acquisition shortly after the tender expires, subject to the terms of the offer. The transaction is not subject to any financing conditions or due diligence conditions, and QXO expects that the waiting periods under the Hart-Scott-Rodino Act and the Canadian Competition Act will have expired or been waived by the time the tender offer expires.

  • MIL-OSI Security: Pair Sentenced for Roanoke Fentanyl Distribution

    ROANOKE, Va. – A pair of Roanoke fentanyl traffickers were sentenced recently to substantial federal prison sentences.

    Dejuan Lemons, 35, pled guilty to possession of fentanyl with the intent to distribute and possessing firearms in furtherance of a drug trafficking crime. He was sentenced to 195 months.

    Kelvin Robertson, 47, pled guilty to distribution of fentanyl. He was sentenced to 60 months.

    According to court documents, between May and August of 2023, agents with the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), conducted multiple confidential purchases of fentanyl from Robertson. Before and after these sales, Robertson met with Lemons.

    Authorities ultimately executed a search warrant at a residence on Rorer Avenue in Roanoke, a single-family home occupied by Lemons and his grandfather. In the back room of the residence, authorities located more than 700 grams of powder fentanyl, a loaded 12-gauge shotgun, and a loaded .22 caliber pistol. Agents also located approximately $1,000 in cash that had been used to purchase drugs from Robertson.

    Acting U.S. Attorney Zachary T. Lee and Anthony Spotswood, Special Agent in Charge of the Washington Field Division of the Bureau of Alcohol, Tobacco, Firearms and Explosives made the announcement.

    The Bureau of Alcohol, Tobacco, Firearms, and Explosives investigated the case. Valuable assistance to the investigation was provided by the Lynchburg Police Department, the City of Roanoke Police Department, the Drug Enforcement Administration, the Roanoke County Police Department, the Virginia State Police, and the U.S. Postal Inspection Service.

    Assistant U.S. Attorney Lee Brett prosecuted the case.

  • MIL-OSI Global: Loving the world could address the climate crisis and help us make sense of changes to come

    This January, the world watched as Los Angeles burned. “I’ve never seen anything like this,” one police chief told reporters, a sentiment echoed by front-line firefighters.

    Last fall, hurricanes Helene and Milton swept through North Carolina and Florida.

    The storms’ intensity and record-breaking fatalities, exacerbated by climate change, blindsided many inhabitants. “Never in a million years,” one nurse said, “did I think [a storm like that] would happen in my own backyard.”

    As a researcher focused on how language and storytelling contribute to social cohesion and social change, I noticed people repeatedly felt they had “no words to describe” what they saw.

    Their experience captured what happens when stories and words to fail describe our world.

    ‘Between past and future’

    After the Second World War, for example, philosopher Hannah Arendt, born into a German and Jewish family, wrote about not just the impact of the war on a personal level, but also its impact on how people make meaning.

    What did it mean, Arendt asked, not to have the conceptual frames through which the world had once made sense? What did it mean to live in the strange interval of time “between past and future” when old forms of understanding the world had eroded and new forms had not yet been found?

    Her response was bracing and unexpected. She called for everyone — not just philosophers or scholars but the general public as a whole — to step up and contribute to the work of making meaning at a time when meaning-making was grievously fractured. Her phrase for this was amor mundi or “for love of the world.”

    Now, as many people seek to understand and respond to the climate crisis, they are again experiencing a sense of personal loss and a larger sense of not having the conceptual tools to make sense of this moment. How does one love the world in difficult times?

    Learning to love the world

    Love is complicated and messy. Like hurricanes and fires, it often defies the categories available to describe it.

    And as Stephanie Lemenager, professor in American literature and environmental studies, illustrates, love of fossil fuel culture, and the conveniences it provides, makes it difficult to respond to the climate crisis.

    Love also evades measurement, and metric-oriented value structures can’t count it. As William Shakespeare asks, tragically, in King Lear: “How does one measure love?

    Love won’t run out in 2030 or 2050. It doesn’t have a parts per million, and despite the many hot and cold words to describe it, it doesn’t have a temperature. Still, as climate emotions professor Sara Jacquette Ray notes, love of this world powers climate action.

    I was talking to a friend recently, the Canadian poet Ken Victor, and he suggested “giving priority to the climate crisis as a multi-faceted relationship to be repaired rather than as a problem to be solved.” Indigenous thinkers like Leanne Betasamosake Simpson,
    the renowned Michi Saagiig Nishnaabeg scholar, also emphasizes “deep reciprocity” and “relationship” to resist the injustices imposed by colonialism.

    Global North climate responses have much to gain from Indigenous thinking and Arendt, of course, is not alone in animating the power of collective, participatory storytelling and loving the world.

    Learning to ‘restory’ the climate

    The idea of “restorying” has been taken up by Indigenous writers to speak in diverse and powerful ways to dynamic and relational forms of oral storytelling, leadership and theatre.

    My research on time and climate develops German Jewish philosopher Walter Benjamin’s relevance to storytelling, and what I am calling “restorying” here.

    Like Arendt, Benjamin wrote that the trauma of war — in this case, the First World War — weakened the stories upon which his world relied for social coherence. Where Arendt suggests loving the world, Benjamin endorses amplified, dynamic forms of storytelling.

    Here I build on the tradition from Benjamin to Arendt that invests in the collective practice of making sense of the world one inhabits through sharing, revising and building stories. For Benjamin, stories are in dialogue with other stories; they are participatory and inconclusive. They are also “effective,” meaning they produce effects and invite a response. Above all, they are meant to be repeated and passed on.

    Benjamin’s account of stories, however, also includes a cautionary note: people stop telling stories, as he defines them, when the world no longer fills them with wonder or surprise; when they think they know where they stand. They stop asking questions and no longer believe they can benefit from sharing their dilemmas and concerns with others. They stop thinking, in Arendt’s sense.

    When people isolate themselves in silos of like-minded others, they avoid being challenged or provoked. As Arendt notes, facts are fragile. When lies proliferate and the ability to distinguish those lies from factual truth is eroded, reality wobbles and political action becomes near impossible.

    People can’t act, Arendt believes, when they stop sharing a world in common, however divided by different customs it will always be.

    Relationship rebuilding

    Environmental justice asks us to rethink the systems and practices that created today’s climate impacts. Addressing the climate crisis only from the perspective of a problem to be solved means that we continue on the path, and with the infrastructure, that created the problem in the first place.

    Now, poised between another past and future, I’m interested in, as writer and activist Astra Taylor puts it, “coming together as things fall apart.” Coming together, as a relational practice, can animate what’s missing in the problem-solution models that dominate Global North responses to the climate crisis.

    Arendt and Benjamin offer me stories that “work” and stories that “wonder.”
    Stories that “work” mobilize equitable climate action. Stories that “wonder” are stories that keep open questions, conversation and thinking.

    As international assemblies like COP29 fail to realize their goals, as global carbon emissions continue to rise and as extreme weather everywhere makes many people feel that the frameworks available for understanding no longer serve them, a different response is required. We could call it, following Arendt and Benjamin, restorying the climate and loving the world.
