    Rolleston Police investigating reports of burglaries from residential addresses in recent weeks would like to hear from anyone who may have information that could help.

    Three separate incidents have been reported since the 1 January this year.

    Among the items that were stolen were a number of military medals, including a Pacific Star medal, distinctive jewellery and a go-kart. Police are appealing for any information that could reunite these items with their rightful owners.

    He introduced the example of Panasonic HX, which efficiently supplies renewable energy by controlling the coordination of pure hydrogen fuel cells, solar cells, and storage batteries using an advanced energy management system while responding to changes in electric power demand and weather conditions. This solution is already in operation at the Kusatsu site in Japan and a manufacturing site in the UK, and it will be deployed in an office building in Munich, Germany, this spring.
    Kusumi also spoke about the OASYS residential central air conditioning system to be released in the US market, which air conditions and ventilates an entire house using a combination of a mini split air conditioner, an energy recovery ventilator, and transfer fans using a DC motor-driven ventilation system. He pointed out that it is at least 50% more energy efficient*1 than conventional air-conditioning systems.
    *1: Conventional air-conditioning systems use a heat pump cooling system (14.2 SEER2) and a gas furnace (80% AFUE) for houses that are performance-compliant with IECC 2015. OASYS uses Panasonic’s mini split air conditioners and transfer fans for both cooling and heating functions in houses that are performance-compliant with OASYS-required specifications (estimated by converting gas energy consumption to electricity).
    In recent years, electric vehicles (EVs) have taken the spotlight for their contribution to reducing CO2 emissions. Regarding automotive cylindrical lithium-ion batteries that support the widespread use of EVs, Kusumi mentioned that Panasonic has supplied a total of 15 billion cells to power over 3 million EVs. He also introduced the 2170 cell with the world’s highest energy density,*2 the high-capacity 4680 cell, whose mass production will begin soon, and the company’s collaboration with major carmakers. Furthermore, he mentioned the partnership with Redwood Materials Inc. in the US for the purchase of recycled cathode active materials and copper foil. JB Straubel, CEO of Redwood Materials, joined Kusumi and offered words of encouragement, “Panasonic is an incredible leader when it comes to technology and their commitment to sustainability.”

    WASHINGTON, D.C. – U.S. Senator Shelley Moore Capito (R-W.Va.), Chairman of the Senate Environment and Public Works (EPW) Committee, today voted to advance the nomination of Lee Zeldin to be the administrator of the U.S. Environmental Protection Agency (EPA). Zeldin’s nomination was favorably reported by the EPW Committee with a bipartisan vote of 11-8, and now heads to the full U.S. Senate for consideration.

    Below is the opening statement of Chairman Shelley Moore Capito (R-W.Va.) as delivered.

    “Last week we heard from Congressman Zeldin on his plans for the Agency and his views on the EPA’s role in protecting public health and the environment, and how the Agency’s actions intersect with our economy.

    “Congressman Zeldin, I think, was an excellent witness. He described his intent to take a collaborative approach both as Administrator, and demonstrated also through his work with Congress, and this Committee, and all its members to address the pressing issues of environmental needs that our nation faces in this moment.

    “In particular, I deeply appreciated Congressman Zeldin’s efforts to meet with all members of the Committee prior to his hearing and his commitment to work with all of us to address the issues we have raised that impact our constituents, states, and our country.

    “If he said it once, he said it probably a dozen times that transparency is going to be one of the hallmarks of his service.

    “I believe he is well qualified for the position of Administrator and will be an excellent addition to the President’s Cabinet.

  • MIL-OSI China: Home appliances retail sales surge in December 2024

    Retail sales of home appliances in China’s businesses whose operating income reaches a certain scale surged by 39.3 percent year on year in December, backed by the country’s trade-in program, according to the Ministry of Commerce (MOC) on Thursday.

    The growth rate went up by 17.1 percentage points from that in November 2024, the MOC said, citing data from the National Bureau of Statistics.

    Businesses whose operating income reaches a certain scale refers to wholesalers with an annual main business turnover of at least 20 million yuan (about $2.79 million), retailers with that reaching 5 million yuan, and accommodation and catering businesses with that of at least 2 million yuan.

    In December, the retail sales of consumer goods rose 3.7 percent year on year, while that of the whole year climbed 3.5 percent from 2023, contributing 44.5 percent of the country’s economic growth, the data showed.

    Retail sales of services marked rapid growth to climb 6.2 percent year on year, 3 percentage points faster than retail sales of consumer goods, the data also showed.

  • MIL-OSI USA: On Senate Floor, Shaheen Raises National Security Concerns with Nomination of Pete Hegseth to be Secretary of Defense, Announces She Will Vote Against His Confirmation

    (Washington, DC) – U.S. Senator Jeanne Shaheen (D-NH), a senior member of the U.S. Senate Armed Services Committee (SASC), took to the Senate floor to outline her concerns for our national security ahead of the possible confirmation of Pete Hegseth as the next U.S. Secretary of Defense. Specifically, Shaheen addressed Hegseth’s inconsistencies on various foreign policy issues, including respect for the norms of armed conflict, support for our alliances like NATO and Putin’s war on Ukraine. At the conclusion of her remarks, Senator Shaheen announced she will vote against the Secretary of Defense nominee—the first time she’s done so since joining the U.S. Senate.     Mr. President, I come to the floor today to address some of my concerns about the qualifications of the President’s nominee to lead the Department of Defense, Mr. Pete Hegseth. 

    Like many of my colleagues on the Armed Services Committee, I left Mr. Hegseth’s hearing last week with a number of unanswered questions and some real concerns about his qualifications and abilities to serve in the role of Secretary of Defense. 

    Now, every single nominee for Secretary of Defense—from both Democrat and Republican administrations—have met with me and other members from both sides of the aisle on the committee before their confirmation hearings.  

    And I voted for every one of those nominees from both Democrat and Republican administrations: Secretaries Panetta, Hagel, Carter, Mattis, Esper and Austin.  

    I didn’t always agree with their views or their policies, but I felt that they had the qualifications and the temperament to be Secretary of Defense, so I supported their confirmations. 

    But Mr. Hegseth chose not to meet with me or any other Senate Democrats, except the Ranking Member, Jack Reed. And he broke with strong, longstanding tradition to ensure that our work on national security remains free from partisanship.

    And I think that’s the important point: we are stronger as Senators, as Congress, as a nation if we are acting together.

    The Committee unfortunately was not afforded the opportunity to ask a number of rounds of questions, and so there were a number of questions about his views, particularly regarding foreign policy and military policy that we did not get an answer to.

    I’ve become the Ranking Member on the Foreign Relations Committee, and so I’m very concerned about the role of the United States in the world.

    I think the American people expect transparency regarding Mr. Hegseth’s ability to stand by our allies and partners, to uphold international agreements, to abide by rules of engagement and the bottom line—support the men and women in the military in a way that not only keeps us safe, but protects them as well.

    The almost three million men and women who serve our nation in uniform deserve a Secretary of Defense who will not needlessly throw them in harm’s way or seek to divide them with partisan politics. 

    So, I’d like to address a few issues now that we were not able to get to at the hearing, because we were not able to ask more than one round of questions. And I want to start with the role alliances and that our allies and partners play in our own national security.

    I believe – and we’ve seen it many times since the start of this nation – that we are stronger and safer when we lead together with our allies. 

    And we’re fortunate, because we have strong allies and partners. We don’t see that coming from Vladimir Putin, from Xi in China, we don’t see it from the North Koreans or the Iranians, but the United States has strong allies who can stand with us.

    The most important security agreement we’ve had, I think any time in our nation’s history, is NATO.

    It is a critical, indispensable part of our national security, and yet, the President’s nominee for Secretary of Defense wrote in his book, American Crusade, that NATO is quote “a relic” and quote that it “should be scrapped.”

    Now since his nomination, Mr. Hegseth has tried to walk back his opposition to one of our key international alliances, to NATO. 

    In advance policy questions for the Committee, he calls NATO a quote, “vital U.S. interest” in defending Europe and American interests from Russia and Vladimir Putin. 

    This sudden reversal is welcome, because I think it’s very important that our Secretary of Defense understand how critical NATO is, and that it’s stronger now than it was any time since it was formed, probably. We now have 32 members of NATO.

    But Mr. Hegseth’s 11th hour conversion to understanding the importance of our allies and partners raises questions about what he really believes.

    We asked on our questions for the record about NATO, and we didn’t get much of a response.

    Now, if I had had the opportunity, I would have brought up Ukraine and Mr. Hegseth’s head-spinning contradictions on this matter.

    Just as America’s national security interests are not to be trifled with, neither is our commitment to defending democracy and the international world order. 

    And any inconsistency in our commitment to support our allies and partners, to support democracy around the world, to support the international world order, that is going to be seen and exploited by our adversaries. 

    So again, I’m puzzled about how we should think about Mr. Hegseth’s contradictory positions on a variety of national security and foreign policy issues.

    For example, he was critical of the Biden administration—as have many of us on both sides of the aisle been in this chamber—for not moving fast enough to aid Ukraine. But then question the wisdom of sending any U.S. assistance to Ukraine at all. 

    In 2022, Mr. Hegseth called Vladimir Putin a “war criminal” and called for faster U.S. aid to Ukraine. Now, he says the idea of Russia launching a nuclear war is “over-inflated” and plays down the severity of the conflict as merely Putin’s “give-me-my-shit-back war.”

    Well, I don’t think that our NATO allies, those in the Baltics and Poland and Eastern Europe, think Vladmir Putin’s nuclear ambitions are “over inflated.”

    They know the threat he poses to their countries and the world.

    And to be flippant about the threat of nuclear war, I think is beneath the office of the Secretary of Defense, who will have to engage with those partners on a regular basis. 

    Now, I agree with President Trump that the American people want to see a resolution to this years-long war. I’m sure that’s true of the Ukrainians as well.

    But Mr. Hegseth has not, either in his hearing nor in response to the questions that we submitted to him for the record, expanded on what the Department of Defense’s role should be with respect to Ukraine, even though we have already invested $66 billion in military assistance.

    And again, I think it’s very important that we stand by our ally Ukraine, because of the message it sends not just to the Russians and Vladimir Putin, but because of the message it sends to Xi in China, to the Iranians, to the North Koreans, to anyone who is an adversary of the United States.

    If they think we’re going to walk away from our allies, they’re going to do everything they can to divide us.

    Now, on Afghanistan, Mr. Hegseth has also been inconsistent on his views of the President’s foreign policy.

    Actually, he’s been inconsistent in general on the President’s foreign policies.

    In the lead up to the 2016 election, Mr. Hegseth was highly critical of then-candidate Trump’s foreign policy stances, particularly on Iraq and Afghanistan. 

    Mr. Hegseth called Mr. Trump, who was a candidate at the time, and I quote “all bluster, very little substance” and again quoting, “an armchair tough guy.” 

    He criticized then-candidate Trump in 2015 for advocating for the withdrawal of forces from Afghanistan, but then he took the criticism back. 

    He sharply criticized the 2021 Afghanistan withdrawal, as did I, but he’s failed to publicly comment on President Trump’s 2020 deal with the Taliban, which is what set the date certain for withdrawal in 2021 that then the Biden administration was actually tied to.

    Now, I agree. I agree that that withdrawal was not what I wanted to see. I didn’t support it.

    But they were terms that President Trump, in his first term, set with the Taliban. 

    Terms that I thought gave away the store to the Taliban. Because there were no concessions from them, on what we were to get from the United States. The Government of Afghanistan was not at the table and now we’re seeing the fallout from that.  

    And I know that no one is watching for gaps in U.S. national security policy more closely than President Xi and the People’s Republic of China. 

    Now Mr. Hegseth identifies China as our peer competitor, something that I think all of us on the Armed Services Committee and probably everyone this chamber agree with.

    But if Mr. Hegseth is so concerned about China, then he should realize that nothing will encourage President Xi’s aggression more than seeing America abandon our allies and partners. 

    Mr. Hegseth sees China’s ambitions as, quote, “a fait accompli,” and yet, he does not seem to recognize that his own inconsistencies on all these foreign policy positions could contribute to this.

    A question I would like Mr. Hegseth to attempt to answer is: What message would it send to our adversaries if the U.S. ceases its support not just for Ukraine, but for the international rules and norms that underpin the global order?

    Now, I’m also concerned about that with respect to the conduct of conflict. In his book “The War on Warriors,” Mr. Hegseth argued, and again I’m quoting, “our boys should not fight by rules written by dignified men in mahogany rooms eighty years ago. America should fight by its own rules.”  

    Well, the rules that he’s talking about are the Geneva Conventions—which established bare minimum protections against violence, torture and inhumane treatments.

    And they don’t just protect those people we’re fighting on the battlefield, they protect American soldiers.

    During his hearing, he even doubled down to say, quote, “restrictive rules of engagement” have “made it more difficult to defeat our enemies,” and that it would be his priority, quote, “that lawyers aren’t getting in the way.”

    Unfortunately—and dangerously—this appears to be the few issues that Mr. Hegseth is consistent on. 

    He has a documented history of supporting individuals who have violated military and international law by committing war crimes.  

    These are individuals who were turned in not by our enemies, but by members of their own units who were convicted of crimes by military juries. Individuals for whom Mr. Hegseth lobbied to get pardons.  

    I don’t think we can afford to entrust the safety and success of our men and women in uniform to a man who would himself disregard the laws of armed conflict and leave American credibility and moral authority in tatters on the world stage.  

    Now, while embracing officers convicted of war crimes, Mr. Hegseth has stated it is his intent to review all general officers currently serving in the Department of Defense. 

    And when asked if he would remove the current chairman of the Joint Chiefs of Staff, Mr. Hegseth responded, on the record, that, quote, “all senior officers will be reviewed.”

    So, let’s just think about what that means – subjecting our general officers, in our military that is not politicized, to a political litmus test is not only unprecedented, it is dangerous. 

    It will convey to the American public that their leadership is political. 

    One of the most important roles of the Secretary of Defense is to seek out and consider open, honest and direct military advice from the senior officers in charge of our forces.  

    I don’t know how Mr. Hegseth expects to receive open and honest advice from his commanders when he is advocating for a purge of anyone who disagrees with him. 

      

    And I am also deeply troubled by the idea that Mr. Hegseth would act as a “yes man” himself, putting his own personal political interests above the wellbeing of our military men and women.

    At Mr. Hegseth’s confirmation hearing, when asked what he would do if he received orders from President Trump that he knew to be illegal or unconstitutional, Mr. Hegseth wouldn’t give a straight answer. All he could do was deny that President Trump was capable of giving an illegal order.

    And just for the record, to be clear: in his first term, President Trump did give an illegal order that then-Secretary Esper refused to follow. 

    And for that, Secretary Esper was fired by the President. 

    So, Mr. President, I am very concerned that Mr. Hegseth lacks the consistency and the moral clarity to lead the most combat-credible military in the world. 

    And I’m very disappointed that this body would put a nominee on the floor without the due process of advise-and-consent that the position of the Secretary of Defense deserves. 

    Our men and women in uniform deserve better. 

    And therefore, the first time since I was elected to represent the people of New Hampshire in the United States Senate, I plan to vote against this nominee for Secretary of Defense.

    Senator Shaheen is the top Democrat on the U.S. Senate Foreign Relations Committee and also serves on the U.S. Senate Appropriations Subcommittees on State, Foreign Operations and Related Programs and Defense. In 2018, Shaheen re-established the bipartisan U.S. Senate NATO Observer Group with U.S. Senator Tillis (R-NC). Senator Shaheen believes that a strong and active United States is fundamental to securing our national interests at home and abroad.   • MIL-Evening Report: Trump has called time on working from home. Here’s why the world shouldn’t mindlessly follow

    US President Donald Trump has called time on working from home. An executive order signed on the first day of his presidency this week requires all federal government departments and agencies to:

    take all necessary steps to terminate remote work arrangements and require employees to return to work in-person.

    There are a few different models of working from home. Strictly speaking, remote work is where employees work from an alternative location (typically their home) on a permanent basis and are not required to report to their office.

    This is distinct from “telework”, a hybrid model whereby employees work from home an agreed number of days each week. But it’s clear Trump wants to end telework too.

    Under guidelines released on Wednesday, federal agencies were given until 5pm local time on 24 January to update their telework policies to require all employees back in the office full-time within 30 days.

    Obviously, Trump can’t end working from home for everyone. Private organisations are allowed to set their own policies. But the US government is a seriously big employer, with more than 3 million employees.

    According to the American Federation of Government Employees (AFGE), about 10% of federal workers are fully remote. The impact of this order will be far-reaching.

    Trump abruptly pulls the rug

    The work-from-home movement was a profound global shift, brought on by the COVID pandemic. We’ve been living with it for five years.

    Federal workers who have been working remotely for an extended period are likely to have made significant life decisions based on their flexible working arrangements.

    Flexible working arrangements have been mainstream for years, influencing key life decisions for many people.

    It may have influenced where they bought a house, what school their children attend, and what their spouse or partner does for work.

    Trump’s order is likely to have a dramatic ripple effect on workers’ families and other life arrangements and responsibilities.

    True, federal heads of department and managers and supervisors will be allowed to make some exceptions – including for a disability, medical condition or other “compelling reason”.

    But the message is clear. What has been a growing but informal trend among some employers worldwide to “bring employees back into the office” is now being incorporated into US government policy.

    Why the backlash?

    Trump’s executive order reflects longstanding concerns among some employers and managers who think it is simply better to have employees in the office.

    They argue, among other things, that in-office work makes it easier to keep a close eye on performance, and supports more face-to-face collaboration. It also makes better use of often very expensive real estate.

    Amazon recently ordered all of its staff back into the office five days a week. Other surveys suggest many employers are planning a crackdown this year.

    City planners and businesses have also lamented the impact of remote and flexible working on restaurants, dry cleaners and coffee shops that rely on trade from commuters.

    What might be lost?

    Some employees may actually welcome the return to the office, particularly those who prefer more social interaction and want to make themselves more visible.

    Visibility is often linked with more promotion and career development opportunities.

    Others will find the change jarring, and may lose a range of benefits they’ve grown used to.

    A 2023 report by policy think tank EconPol Europe found working from home had become most prevalent in English-speaking countries.

    It suggested strong support, saying:

    the majority of workers highly value the opportunity to work from home for a portion of their work week, with some placing significant importance on it.

    Many also wanted to work more days from home than their employers were willing to allow.

    A recent analysis by the Committee for Economic Development of Australia (CEDA) found that working from home had significantly increased workforce participation for two key groups: working mums and people with a disability or health condition.

    Many employees now prioritise flexible work arrangements, and some are willing to sacrifice part of their salary for the privilege.

    Work-from-home arrangements also offer individuals living in remote communities access to employment. That benefit goes two ways, allowing employers to tap into a bigger talent pool.

    Will Australia follow?

    Trump’s executive order could have big, immediate impacts on federal workers in the US, but it’s unclear whether there’ll be domino effects here. It would be unwise for the Australian government or major employers to adopt a blanket approach.

    Indeed, some multinational US firms with offices in Australia may get caught up in Trump’s return-to-office movement.

    In the short term, this forced change is unlikely to make its way to Australia. While social trends do travel between regions, each country has its own employment laws, customs and trends.

    Researchers have shown it can be difficult, and in some cases impossible, to transfer human resource practices between countries
    and across cultures.

    Australia’s geography may be a factor on remote work’s side. A complete ban would immediately have a negative impact on employment opportunities for talented workers in the regions.

    The key message for Australian employers and policy-makers is that the benefits of remote work aren’t just for employees.

    It can enhance an organisation’s performance, widening the talent pool to include not only those who live far away from the office, but also talented workers who may otherwise be excluded.

    WASHINGTON, D.C. – Pro-life members of Congress like U.S. Senator Kevin Cramer (R-ND) have long recognized the importance of providing additional support for pregnant mothers. In recent sessions of Congress, Cramer has co-sponsored legislation to expand child support payments for expectant mothers, implement tax credits, and create a clearinghouse for pregnancy and post-partum resources.
    In honor of the annual March for Life in Washington, Cramer and U.S. Representative Claudia Tenney (R-NY-24) reintroduced the Unborn Child Support Act in support of mothers-to-be and their children. Cramer is a co-chair of the Congressional Coalition on Adoption and received an A+ rating from Susan B. Anthony List for voting “consistently to defend the lives of the unborn and infants.”
    The Unborn Child Support Act allows pregnant women to receive child support payments. It recognizes the needs of mothers and allows them to opt-in to receive prenatal payments, should they choose to pursue them via the court system. Specifically, the judges would be required to consult with mothers on payment plans and give mothers discretion as to whether or not child support payments will be awarded retroactively. The bill also directs all paternity tests be at the discretion of the mother and not be conducted if the test puts the child at risk.
    “I believe life begins at conception and therefore, our duty to care for mothers also begins at conception,” said Cramer. “What our bill does, is empowers moms to simply seek prenatal child support and rightly puts the financial obligation on fathers to help provide for their unborn children. We should encourage motherhood and fully support them along the way.”
    “By enabling child support to begin at conception, we empower mothers with financial assistance while respecting their freedom to make the best choices for themselves and their unborn children,” said Tenney. “The Unborn Child Support Act emphasizes the value of life from the very beginning of pregnancy and provides vital support to mothers. If a mother chooses to seek prenatal child support, we must ensure she and her unborn child receive the resources and assistance they deserve.”

    WASHINGTON, D.C. – Today, U.S. Senator Cory Booker (D-NJ) joined a group of 24 Democratic Senators led by Senate Veterans’ Affairs Committee Ranking Member Richard Blumenthal (D-CT) to call on President Trump to put veterans first and immediately exempt all Department of Veterans Affairs (VA) employees from the hiring freeze he issued on Monday. In a letter to Trump, the Senators stressed concerns about the negative impact the hiring freeze will have on the delivery of veterans’ health care and benefits nationwide – if not quickly reversed.
    “As written, this Memorandum could dramatically impair the ability of veterans across the country to get the care and benefits they desperately need,” wrote the Senators. “It could also delay or deny various other services across VA – from burial services to job training to assistance for homeless veterans to life-saving assistance from the Veterans Crisis Line. That is why it is imperative for you to provide an immediate, clear, and full exemption to this hiring freeze for VA so it can continue to deliver on its sacred mission for veterans.”
    The group of Democratic Senators also underscored that despite assurances of exemptions, they have heard from employees on the ground that the hiring freeze will extend to certain positions promised to be exempt: “In your Memorandum, little detail is provided to understand the scope of its exemptions. And despite assurances that VA benefits would be exempt, we have become aware the hiring freeze will extend to the Veterans Benefits Administration – a decision that will dramatically impact the processing of disability claims, growing the backlog and making it more difficult for veterans to access their earned benefits, including those promised in the PACT Act.”
    The Senators pressed Trump for scaling back on VA employees, rather than continuing efforts to address chronic workforce shortages Congress has implemented over the last few years: “Instead of building upon those efforts, one of your first actions was to stop them entirely, and to issue new directives to VA personnel across the country to not only leave vacancies unaddressed, but to revoke job offers that have already been made. That is a betrayal of trust to veterans on day one of your Administration, and it is a betrayal of trust to prospective VA employees intent on serving veterans – an action that will undoubtedly have long-term impacts on VA’s ability to effectively recruit and retain the physicians, nurses, and other critical positions that make VA the preferred option for care for veterans.”

  • MIL-OSI Security: Florida Homicide Suspect Captured in Vail

    Denver, CO – The U.S. Marshals Service’s Colorado Violent Offender Task Force (COVOTF), along with the Vail Police Department, located and arrested a Florida homicide suspect Wednesday evening in Vail.

    Aldo Armijos-Castillo, 32, is wanted by the Manatee County (FL) Sheriff’s Office on a felony arrest warrant for murder by person engaged in burglary in connection to a Dec. 26, 2024 home invasion in Bradenton, Florida that left one man dead. A warrant for Armijos-Castillo’s arrest in that case was issued on Jan. 6. 

    Investigators with the U.S. Marshals Service’s Florida-Caribbean Regional Fugitive Task Force in Tampa recently developed information indicating Armijos-Castillo had fled Florida and was traveling to California. On Jan. 22, that information was relayed to the U.S. Marshals Service’s Colorado Violent Offender Task Force who picked up the investigation. COVOTF investigators learned Armijos-Castillo was travelling by bus westbound on I-70, but was delayed due to a large traffic accident near Vail.

    COVOTF Task Force Officers from the Colorado Bureau of Investigation in Grand Junction then contacted the Vail Police Department (VPD) for assistance. VPD officers along with members of their SWAT team were able to locate and positively identify Armijos-Castillo and safely take him into custody.

    Armijos-Castillo was transported to the Eagle County Jail where he was booked on the outstanding homicide warrant from Florida. He is currently awaiting extradition.

    The success of this arrest represents a culmination of extensive cooperative investigative efforts between the U.S. Marshals Florida-Caribbean Regional Fugitive Task Force, U.S. Marshals Colorado Violent Offender Task Force, Colorado Bureau of Investigation, Vail Police Department, Colorado State Patrol, and Manatee County Sheriff’s Office. 

    The Colorado Violent Offender Task Force is a multi-jurisdictional fugitive task force that targets the most violent offenders to include those wanted for murder, assault, sex offenses, and other serious offenses throughout the state and country.  Nationally, the U.S. Marshals Service fugitive programs are carried out with local law enforcement in 94 district offices, 58 local fugitive task forces, eight regional task forces, as well as a growing network of offices in foreign countries.

    WASHINGTON – Today in the Senate Veterans’ Affairs Committee, U.S. Senator Maggie Hassan voted to advance the nomination of Representative Doug Collins to be Secretary of Veterans Affairs.

    “I had a good conversation with Representative Collins at his confirmation hearing about the challenges facing our veterans and was glad to vote to advance his nomination today,” Senator Hassan said. “In particular, I appreciated his willingness to visit the Manchester VA Medical Center and to support efforts to modernize VA infrastructure, like Manchester’s VA Medical Center. I am also grateful for his service to our country in uniform and look forward to working with him to find more ways to support and honor the heroes who have kept America safe, secure, and free.”

    During Representative Collins’ confirmation hearing, Senator Hassan raised the importance of modernizing Manchester’s VA Medical Center and building a full-service veterans hospital in New Hampshire, and Representative Collins committed to visiting the Manchester facility. Senator Hassan and New Hampshire’s Congressional Delegation had previously successfully pushed the VA to prioritize improvements to the Manchester VA Medical Center.

    “[President] Trump supported a full-service VA hospital for New Hampshire when he was on the campaign trail. I’ve supported a full-service hospital in our state for years and will gladly work with you and the President to make that happen,” said Senator Hassan at Representative Collins’ confirmation hearing. “In the meantime, though, the current Manchester VA Medical Center is almost 75 years old and it needs significant upgrades…So following a push from the New Hampshire delegation to prioritize improvements to the Medical Center, the VA has begun implementing a multiyear upgrade plan. Will you commit to continuing these upgrades to make sure that Granite State veterans have the best possible medical facility to receive their care at? And will you come up to New Hampshire to visit the facility and meet our veterans?”

    “I’ll tell you the last one first, yes,” Representative Collins responded, committing to visiting the Manchester VA Medical Center and meeting with Granite State veterans.

    “But I will show you not only Granite State veterans but all across the country, they will be taken care of… The infrastructure needs – I’m glad we’re talking about them today – because it’s not just the new facility. It’s not just the new [Community Based Outpatient Clinics], it’s taking these older facilities that as you said once they’re shut down – and then the bureaucratic process to get it fixed,” continued Representative Collins. “So that is it, but also with President Trump’s commitment, look I’m going to support the President, we’re going to look to that hospital. But look you’ve brought up a bigger issue that I hope all the committee members will understand. I wish, as we said before have this rose colored, all pixie dust, it’ll just fix itself, but construction issues are going to be one of our hardest because of aging facilities.”

    Senator Hassan also discussed her bipartisan legislation to make it easier for veterans to schedule medical appointments through one phone call or online, which can be particularly helpful for reducing the number of the often-lengthy trips that rural veterans must make to receive their care. Representative Collins expressed interest in the bill and added, “from a conceptual standpoint, the better question for me is why haven’t we almost got there anyway?” Representative Collins also committed to Senator Hassan that he would effectively implement the Senator Elizabeth Dole Act, bipartisan legislation that Senator Hassan helped introduce which, among other measures, expands home care services for veterans.

    As a member of the Veterans Affairs Committee, Senator Hassan has led bipartisan efforts to support service members, veterans, and their families. In addition to the Dole Act, Senator Hassan helped develop and pass the bipartisan PACT Act into law to help veterans secure the benefits and care that they have earned. Senator Hassan also helped create and fund the 9-8-8 national suicide hotline, which has a specified veterans crisis line, as well as helped pass into law bipartisan legislation to strengthen the Solid Start program, which contacts every veteran three times by phone in the first year after they leave active duty service to check in and help connect them to VA programs and benefits.

    “The legal term, ‘actively engaged in farming’ is not being enforced. We have too many people on Wall Street getting farm payments that shouldn’t be getting them… You ought to have dirt under your fingernails if you’re going to get payments from the taxpayers for your farming operation. I expect the term ‘actively engaged’ to be fully enforced.

    “There can be tremendous savings to the taxpayers… if you put a cap on what one farmer can get from the farm program, so we aren’t subsidizing big farmers to get even bigger.”

    We welcome the Albanese Labor Government’s $10,000 incentive payment for apprentices in the construction and clean energy sectors and its focus on apprentice retention.

    NSW leads the nation in apprenticeship and traineeship participation, accounting for nearly 30% of Australia’s total, with more than 103,000 apprentices and trainees in training.

    These figures highlight the Minns Labor Government’s commitment to building a skilled workforce for the future.

    Importantly, completion numbers in NSW are also on the rise, with a 10% increase in the 2024 June quarter compared with 2023.

    This includes a 13% jump in apprenticeship completions and 7% growth in traineeships, well above the national average of 3%.

    However, we know there is more work to do and finding innovative ways to address skills shortages in the construction sector will be key if we are to meet our NSW commitment to boost housing supply and reach net zero by 2050.

    Whenever I meet apprentices, they tell me how difficult it is to keep up with cost-of-living pressures. I know this $10,000 boost will be warmly welcomed by apprentices in NSW.

    This incentive payment complements the work under way as part of our newly released NSW Skills Plan, the first in over 15 years, the Apprenticeship & Traineeship Roadmap 2024-26, and the NSW VET Review, which all have a key focus on construction and renewable energy workforces and giving young people opportunities and pathways to fulfilling careers.

    Municipality Finance Plc issues EUR 1.25 billion benchmark on 28 January 2025. The maturity date of the benchmark is 14 December 2029. The benchmark bear interest at a fixed rate of 2.625% per annum.

    The benchmark is issued under MuniFin’s EUR 50 billion programme for the issuance of debt instruments.   • MIL-OSI Economics: Asian Development Blog: How Can Asia Successfully Navigate New US Administration Policies?

    Rising US tariffs and other policies of the new US presidential administration could create mixed outcomes for Asian economies, emphasizing the importance of building resilience through regional integration and open trade.

    How will new US administration policies affect economies in Asia and the Pacific, and how should they respond? 

    To gain insight into these questions, ADB recently completed two studies based on different global models—one strong on macroeconomics and one strong on trade—to estimate the magnitude of likely effects. 

    The first study examines the impact of the US imposing aggressive policies including 60% tariffs on the People’s Republic of China (PRC) and 10% tariffs on everyone else, reduced US immigration, and expansionary US fiscal policies. 

    The second study focuses only on the impact of tariffs. It assumes 60% tariffs on Chinese imports and examines different tariff scenarios for the rest of the world: 10% versus 20% tariffs, tariffs across the board versus exemptions for countries with free trade agreements with the US, and equal retaliatory tariffs versus no retaliation.   

    What do we learn from these exercises? 

    First, the negative effects on the Chinese economy will be relatively modest even with 60% tariffs. The first study, using a macro model, finds that growth slows by just 0.3% per year during the four years of the new administration, and the trade model predicts much smaller impacts thanks to opportunities to redirect trade to other countries and smaller impacts on global output than in the macro study. The impacts will be even less severe if the US only imposes additional tariffs of 10% as has been recently announced, even though further review of US trade imbalances could lead to more tariff increases later in the year.

    One reason for the modest impacts of high US tariffs is that the importance to the Chinese economy of exports to the US (both direct and indirect) has fallen steadily, now accounting for just 3% of the country’s GDP.

    Evidence from President Trump’s first term shows that the PRC was able to redirect exports to other countries and that the cost of US tariffs was largely borne by US consumers and firms.

    Second,  the effects on other Asian economies will be mixed, with some economies even expected to grow faster thanks to new export opportunities to the US to replace goods previously exported to the US from the PRC.

    Opportunities from trade diversion also were evident during the first trade war between the US and the PRC, benefiting export-competitive economies such as Viet Nam. 

    The recent shift observed in foreign direct investment (FDI) in strategic sectors away from the PRC and toward other Asian economies, especially in Southeast Asia, is likely to be reinforced.   

    Despite these trends, it would be a mistake to assume that US tariffs on the PRC have zero-sum impacts that hurt the PRC and help other Asian economies. This is because in recent years the Chinese economy has become increasingly linked to other economies in the region through trade and investment despite geoeconomic fragmentation globally. 

    Thus,  slower Chinese growth hurts other economies by reducing demand for imports, and reduced Chinese exports to the US hurts economies that supply capital equipment and inputs to Chinese exporters, most notably the high-tech economies in East Asia including the Republic of Korea and Japan. 

    Also, if higher US tariffs on imports from the PRC help other Asian economies to attract more FDI and increase exports to the US, Chinese firms can still share in those benefits by increasing their outbound FDI and increasing exports of intermediate inputs to those economies. Indeed, such patterns of investment and trade have already become evident, especially in Southeast Asia.

    The trade study also finds that economies with trade agreements with the US will benefit if they are exempt from US tariff increases while tariffs are imposed on their competitors without such trade agreements. Most economies in the region lack trade agreements with the US and so would be negatively affected by such a differentiated policy. 

    Finally, economies in the region should be cautious in considering whether to respond to higher US tariffs with tariffs of their own. Higher import tariffs increase the price of imports which can contribute to inflation, make goods more expensive for domestic consumers, and increase the costs of production for producers that rely on imported intermediate inputs. 

     Perhaps of greater importance for Asian economies than tariffs is the impact of the new administration’s policies on US inflation and interest rates.

    All the announced policies—to increase tariffs, reduce immigration, and extend and perhaps increase tax cuts—are likely to be inflationary, which is expected to lead to higher US interest rates for longer periods of time. These expectations are already evident in the shift in the structure of US bond yields since the US election. Despite much progress by many Asian economies to reduce reliance on US-denominated debt, financial conditions in Asia remain quite sensitive to US interest rates and to inflation news when Fed policy is data dependent as it is now. 

    Higher US rates reduce the scope for Asian central banks to lower interest rates and support growth in the region. They increase debt sustainability risks for economies with high debt levels denominated in US dollars. 

    Given higher US interest rates, our macro model predicts that currencies in the region will depreciate relative to the dollar.

    However, we do not expect weaker currencies to lead to higher inflation overall because our macro model finds that the higher interest rates and trade costs associated with US policies will reduce global GDP and demand for commodities, which will lead to lower global energy and food prices.

    In recent years, developing economies in Asia have demonstrated tremendous resilience to large shocks associated with the pandemic, commodity prices, and geoeconomic fragmentation.

    This is due to sound macroeconomic management by most governments in the region. Moreover, despite global geoeconomic fragmentation, governments have maintained their commitment to open trade and investment, which has strengthened regional economic integration.

    This impressive track record means the region is well placed to maximize opportunities for inclusive growth and remain resilient to future shocks, including unexpected policy directions of the new US administration.

    After nearly three decades of warfare, armed conflict in the eastern Democratic Republic of Congo (DRC) seems only to intensify. The Rwanda-backed M23 rebellion has been at the centre of attention in recent years. However, eastern DRC is home to more than 100 other armed groups, which are a major source of instability too. The question of their demobilisation has haunted the country ever since the end of the Second Congo War in 2003.

    A new chapter in this long-standing conundrum seems to have started. In 2022, the government decided to form an alliance with armed groups to fight their common enemy, the M23 and its Rwandan backers. At around the same time, it launched an initiative to create an army reserve, known as the Reserve armée de la défense (RAD). This formalised the Congolese army’s established practice of using armed groups as auxiliaries.

    The creation of the reserve army allows the government to reward armed group allies with integration while bringing them under institutionalised control. But will this actually work?

    Our past and ongoing research on army integration and demobilisation in eastern DRC casts doubt on the plan, for three reasons.

    The first risk is that armed groups will boost their numbers to gain a stronger bargaining position once integration does occur.

    Secondly, reservist forces may compete with the army over territorial control and limited resources and turn against those who created them.

    Finally, merely absorbing armed groups into a reserve force does little to address the long-standing grievances that underlie conflict in the east.

    The Wazalendo: eastern DRC’s predatory patriots

    On 9 May 2022, in a secretive meeting in the town of Pinga in North Kivu, the Congolese armed forces and several Congolese armed groups agreed to cease hostilities against each other and instead form an alliance to fight their common enemy, the M23.

    As a result, these groups became quasi-official and increasingly presented themselves as defenders of Congo’s territorial integrity. They started to call themselves Wazalendo or patriots in Kiswahili. Fuelled by President Félix Tshisekedi’s supportive rhetoric, the Wazalendo became symbols of Congolese resistance against foreign aggression. This benefited the president’s 2023 electoral campaign.

    Across North and South Kivu provinces, armed groups have rebranded themselves Wazalendo, even when not part of the coalition fighting the M23.

    As the Congolese army’s attention is on the M23, these armed groups have benefited from the lull in operations against them. Most Wazalendo groups are allowed to roam around freely and have dramatically expanded their zones of influence and violent systems of revenue generation.

    This includes taxation at markets and rapidly proliferating roadblocks, but also ransom kidnappings and contract killings. There is also evidence that Wazalendo groups are engaged in torture, sexual violence and arbitrary arrests, and frequently recruit child soldiers.

    Chequered history of integration

    A few months after the Pinga meeting, Congo’s government launched a new national defence policy that mentioned the establishment of the reserve army. Though it was passed unanimously in parliament in April 2023, MPs voiced concerns that the new army reserve risked repeating mistakes of the past.

    The army is itself the product of the painstaking integration of former belligerents after the Second Congo War (1998-2003). But rebel-military integration became an open-ended process. Armed group officers alternately integrated into and deserted from the army in the hope of gaining higher ranks and positions in a next round of integration.

    Unending rebel integration also weakened the national army. It reinforced parallel command chains, facilitated intelligence leaks and created a lopsided hierarchy.

    The first iteration of the M23 rebellion in 2012 was the result of rebel integration gone wrong. In its aftermath, the Congolese government banned the wholesale negotiated integration of armed groups into the army.

    Hurdles to integration

    The reserve army risks unleashing the same dynamics of rewarding rebellion by doling out positions to armed group leaders and granting them impunity for past violence. In April 2024, the leaders of many Wazalendo groups were flown to Kinshasa where the army reserve leadership told them to start preparing lists of their combatants ahead of their integration.

    This has prompted numerous armed groups to step up recruitment.

    The prospect of integration has also triggered fierce competition for positions between Wazalendo commanders. This risks worsening animosities between groups.

    Other hurdles, some of which have been faced before, include:

    Unity of command. Forcing smaller armed groups into a hierarchical mould doesn’t always work. Most have deep local roots, with their recruitment and influence limited to a relatively small area. Used to calling the shots in their home areas, these commanders tend to be reluctant to take orders from higher-placed outsiders.

    Ethnic competition. Armed groups may resist full integration if they feel their rank and positions in the reserve army will be lower and that this will hamper their ability to protect members of their ethnic community. Such “local security dilemmas” have obstructed army integration and demobilisation efforts in the past.

    Resources. Armed groups currently enjoy substantial income, and considerable freedom in obtaining it. Will the reserve army command allow its members to engage in illegal taxation, kidnapping for ransom, robbery and ambushes? If not, how will it compensate for their lost opportunities? In addition, the reserve army is likely to compete with the army over revenue-generating opportunities. And some of its members may leak intelligence to fellow armed groups.

    Painkiller or cure?

    The army reserve may be read as the latest attempt at solving the decades-old problem of getting rid of the many armed groups in eastern DRC, this time by bringing them into the fold of the state yet not into the army.

    However, this solution does risk unleashing many of the same detrimental dynamics as army integration. It may fuel armed mobilisation and militarisation rather than contain it.

    Wazalendo groups are currently in a comfortable position and there are no repercussions for not integrating the reserve force. To contain them, both the DRC’s army and the military justice system would need to be professionalised.

    Even if the reserve army did not have negative ripple effects, it would be an unlikely cure for armed mobilisation. That requires comprehensive, bottom-up peace efforts that tackle deep-seated grievances related to past violence and conflict over belonging, territory and local authority. Barring such efforts, the reserve force will remain a painkiller at best.

    On January 26, hundreds of applicants and parents came to the Open Day of the State University of Management.

    In total, more than 1,600 participants registered, half of whom came to the university to see everything with their own eyes.

    The meeting was opened by the Vice-Rector of the State University of Management, Dmitry Bryukhanov, who spoke about the key advantages of the university in all areas.

    “We are glad to see the first management university of the country on the site. In 2024, GUU celebrated its 105th anniversary. We rightfully bear the title of the first management university, because back in the USSR, we opened the first department for training managers. It was our scientists who wrote the first textbook on management science. Today, almost all basic areas of education are available at our university. As well as MBA programs, postgraduate studies, additional professional education, etc. Moreover, GUU implements the Presidential Program for the Training of Management Personnel and conducts foreign internships for its graduates,” said Dmitry Yuryevich.

    The head of the department for organizing the admission of applicants, Vadim Dikikh, announced changes in the university admission system in 2025/2026.

    “The admission rules change every year. Digitalization affects both our daily lives and all universities. Today, admission is a complex process that includes a number of steps using State Services. Therefore, you need to approach the process thoughtfully, understand and decide whether you plan to apply for a targeted or general competition, whether you have benefits or not, which areas of training, which Unified State Exams to take or which Olympiad you can take part in “tomorrow”. Most of the information can be obtained online, but if you have doubts or questions, the admissions committee staff will always help and point you in the right direction,” Vadim Dikikh advised.

    The guests were introduced to student life and extracurricular activities by the Vice-Rector of the State University of Management Pavel Pavlovsky, who noted only the main areas and opportunities, because our university has truly countless of them: KVN, “Service Learning”, university shifts, thematic summer camps in the All-Russian Children’s Center “Ocean” and Artek, dozens of federal competitions and projects in which everyone can find opportunities for self-realization.

    Also, as part of the official part, a representative of Sberbank spoke …, introducing future applicants and their parents to a preferential loan from Sberbank, available to applicants to the First Management. And the director of the Center for Professional Orientation Elena Likhatskikh told about how to earn additional points.

    Throughout the day, guests of the university were given tours of the GUU campus, consultations on admission issues, career guidance for schoolchildren, pre-university training and the infrastructure of the alma mater. Also, everyone could take part in a show match against the CS2 team, visit the Playstation zone or experience the possibilities of games in VR helmets.

    On January 21, the Deputy Plenipotentiary Representative of the President of the Russian Federation in the Central Federal District, Artur Niyazmetov, visited the State University of Management.

    The meeting with the guest was attended by the rector of the State University of Management Vladimir Stroyev, vice-rectors Maria Karelina, Dmitry Bryukhanov and Vitaly Lapshenkov, as well as the head of the department of external and internal communications Tatyana Sharapova.

    The conversation began with a discussion of the Vykhino district and the uniqueness of the territory of the State University of Management.

    “We are the only university in Moscow whose campus is located on a single closed territory. On 15 hectares there is an academic building, which is connected by passages that allow you to get to any point without leaving the building, a sports complex, an information technology center, a stadium, a swimming pool. Residents of the area come to us to do sports. The area has changed a lot in recent years: modern buildings are being built under the renovation program, new metro stations and high-speed highways are opening. And the contingent, accordingly, is becoming different,” Vladimir Vitalyevich noted.

    An important topic of discussion was targeted training and preparation for the 2025 admission campaign. The meeting participants paid special attention to the analysis of the results of the 2024/2025 campaign, which was held according to the new rules of targeted training. It should be noted that this year has become an important stage for determining further directions for the development of the system.

    “The new rules for admission to targeted training in the 2024/2025 admission campaign were in effect for the first time. Based on its results, we made certain conclusions and made adjustments. It has been several years since we have been talking about the need to plan and recruit for training differently so that there are no distortions. The system is still being worked out,” shared Artur Niyazmetov.

    Dmitry Bryukhanov said that more than 90% of first-year students complete their studies and receive a diploma, and this is a fairly high figure. This year, the number of applicants from the capital has increased, which is possibly due to the university opening entrepreneurship classes in Moscow schools.

    After the meeting, the delegation went on a tour of the university. Artur Niyazmetov visited the Pre-University of the State University of Management, the sports complex, the Information Technology Center, which houses the Boiling Point of the State University of Management and eSports classes, as well as the Center for Innovative Technologies.

    The rector personally showed the guest how to use the Jaling studio, and the media center staff demonstrated the capabilities of recording videos and examples of finished works from different rooms of the media center.

    The Student Design Bureau and its developments were of particular interest. Vladimir Filatov, Director of the Engineering Project Management Center, spoke about ongoing projects in mechanical engineering, reverse engineering, and unmanned systems. Postgraduate student Vladimir Kutkov presented a project for the production of small-sized drones intended for use in anti-drone systems. The guest was very interested in the topic, asked questions, and clarified details.

    “It’s good that the guys are working in the design bureau with pleasure and understanding, and most importantly, there are practical results. A good idea,” concluded Artur Niyazmetov.

    At the end of the meeting, those gathered visited the meeting room of the Academic Council of the State University of Management and discussed plans for the development of the university’s dissertation councils.

    China’s overall economic output continued to expand in January, reflecting a steady recovery momentum, according to official data.

    In January, China’s composite purchasing managers’ index (PMI) stood at 50.1, according to data released Monday by the National Bureau of Statistics (NBS).

    The PMI for China’s manufacturing sector came in at 49.1, down from 50.1 in December. NBS statistician Zhao Qinghe said that the manufacturing PMI data in January were influenced by factors such as the approaching Spring Festival holiday and enterprise employees’ returning home for festival reunions.

    The Chinese New Year, or the Spring Festival, falls on Jan. 29 this year. It is the most important holiday on the Chinese calendar and an occasion for family reunions.

    The NBS data showed that the sub-indices of production and new orders came in at 49.8 and 49.2, respectively.

    The PMI for the equipment manufacturing sector remained above 50 for a sixth straight month, with its January reading at 50.2, according to the NBS.

    A reading above 50 indicates expansion, while a reading below 50 reflects contraction.

    The PMI for China’s non-manufacturing sector came in at 50.2 in January, down from 52.2 in December, official data showed Monday.

    The service sector continued to expand, with its sub-index standing at 50.3 in January, according to the NBS.

    Driven by the effects of the Spring Festival, business activity indices in sectors related to residents’ travel and consumption, including road transportation, accommodation, catering, ecological protection, and public facility management, have risen into the expansion zone, showing strengthened market activities.

    Meanwhile, business activity indices in sectors such as air transport, postal services, telecommunications, radio, television, satellite transmission services, and monetary and financial services remained above the 55-mark, indicating a robust growth in overall business volume.

    The expectation index for manufacturing production and business activity reached 55.3, while that for non-manufacturing business activity stood at 56.7, both within a relatively high range of prosperity. This suggests that most enterprises remain confident in market development following the holiday, according to Zhao.

    NBS data also showed that the combined profit of major industrial enterprises in China surpassed 7.43 trillion yuan (about $1.04 trillion) in 2024, while large enterprises in the cultural industry generated a combined profit of about 1.29 trillion yuan last year.

  • MIL-OSI Africa: DRC creates a reserve force to fight the M23 – why this may backfire

    After nearly three decades of warfare, armed conflict in the eastern Democratic Republic of Congo (DRC) seems only to intensify. The Rwanda-backed M23 rebellion has been at the centre of attention in recent years. However, eastern DRC is home to more than 100 other armed groups, which are a major source of instability too. The question of their demobilisation has haunted the country ever since the end of the Second Congo War in 2003.

    A new chapter in this long-standing conundrum seems to have started. In 2022, the government decided to form an alliance with armed groups to fight their common enemy, the M23 and its Rwandan backers. At around the same time, it launched an initiative to create an army reserve, known as the Reserve armée de la défense (RAD). This formalised the Congolese army’s established practice of using armed groups as auxiliaries.

    The creation of the reserve army allows the government to reward armed group allies with integration while bringing them under institutionalised control. But will this actually work?

    Our past and ongoing research on army integration and demobilisation in eastern DRC casts doubt on the plan, for three reasons.

    The first risk is that armed groups will boost their numbers to gain a stronger bargaining position once integration does occur.

    Secondly, reservist forces may compete with the army over territorial control and limited resources and turn against those who created them.

    Finally, merely absorbing armed groups into a reserve force does little to address the long-standing grievances that underlie conflict in the east.

    The Wazalendo: eastern DRC’s predatory patriots

    On 9 May 2022, in a secretive meeting in the town of Pinga in North Kivu, the Congolese armed forces and several Congolese armed groups agreed to cease hostilities against each other and instead form an alliance to fight their common enemy, the M23.

    As a result, these groups became quasi-official and increasingly presented themselves as defenders of Congo’s territorial integrity. They started to call themselves Wazalendo or patriots in Kiswahili. Fuelled by President Félix Tshisekedi’s supportive rhetoric, the Wazalendo became symbols of Congolese resistance against foreign aggression. This benefited the president’s 2023 electoral campaign.

    Across North and South Kivu provinces, armed groups have rebranded themselves Wazalendo, even when not part of the coalition fighting the M23.

    As the Congolese army’s attention is on the M23, these armed groups have benefited from the lull in operations against them. Most Wazalendo groups are allowed to roam around freely and have dramatically expanded their zones of influence and violent systems of revenue generation.

    This includes taxation at markets and rapidly proliferating roadblocks, but also ransom kidnappings and contract killings. There is also evidence that Wazalendo groups are engaged in torture, sexual violence and arbitrary arrests, and frequently recruit child soldiers.

    Chequered history of integration

    A few months after the Pinga meeting, Congo’s government launched a new national defence policy that mentioned the establishment of the reserve army. Though it was passed unanimously in parliament in April 2023, MPs voiced concerns that the new army reserve risked repeating mistakes of the past.

    The army is itself the product of the painstaking integration of former belligerents after the Second Congo War (1998-2003). But rebel-military integration became an open-ended process. Armed group officers alternately integrated into and deserted from the army in the hope of gaining higher ranks and positions in a next round of integration.

    Unending rebel integration also weakened the national army. It reinforced parallel command chains, facilitated intelligence leaks and created a lopsided hierarchy.

    The first iteration of the M23 rebellion in 2012 was the result of rebel integration gone wrong. In its aftermath, the Congolese government banned the wholesale negotiated integration of armed groups into the army.

    Hurdles to integration

    The reserve army risks unleashing the same dynamics of rewarding rebellion by doling out positions to armed group leaders and granting them impunity for past violence. In April 2024, the leaders of many Wazalendo groups were flown to Kinshasa where the army reserve leadership told them to start preparing lists of their combatants ahead of their integration.

    This has prompted numerous armed groups to step up recruitment.

    The prospect of integration has also triggered fierce competition for positions between Wazalendo commanders. This risks worsening animosities between groups.

    Other hurdles, some of which have been faced before, include:

    Unity of command. Forcing smaller armed groups into a hierarchical mould doesn’t always work. Most have deep local roots, with their recruitment and influence limited to a relatively small area. Used to calling the shots in their home areas, these commanders tend to be reluctant to take orders from higher-placed outsiders.

    Ethnic competition. Armed groups may resist full integration if they feel their rank and positions in the reserve army will be lower and that this will hamper their ability to protect members of their ethnic community. Such “local security dilemmas” have obstructed army integration and demobilisation efforts in the past.

    Resources. Armed groups currently enjoy substantial income, and considerable freedom in obtaining it. Will the reserve army command allow its members to engage in illegal taxation, kidnapping for ransom, robbery and ambushes? If not, how will it compensate for their lost opportunities? In addition, the reserve army is likely to compete with the army over revenue-generating opportunities. And some of its members may leak intelligence to fellow armed groups.

    Painkiller or cure?

    The army reserve may be read as the latest attempt at solving the decades-old problem of getting rid of the many armed groups in eastern DRC, this time by bringing them into the fold of the state yet not into the army.

    However, this solution does risk unleashing many of the same detrimental dynamics as army integration. It may fuel armed mobilisation and militarisation rather than contain it.

    Wazalendo groups are currently in a comfortable position and there are no repercussions for not integrating the reserve force. To contain them, both the DRC’s army and the military justice system would need to be professionalised.

    Even if the reserve army did not have negative ripple effects, it would be an unlikely cure for armed mobilisation. That requires comprehensive, bottom-up peace efforts that tackle deep-seated grievances related to past violence and conflict over belonging, territory and local authority. Barring such efforts, the reserve force will remain a painkiller at best.

  • MIL-OSI China: Classic Peking Opera still resonates on silver screen

    Peking Opera master performer Cheng Yanqiu and playwright Weng Ouhong once collaborated in the production of Suo Lin Nang, a bittersweet tale with a happy ending.

    The production premiered in 1940 and remains a showpiece of the Cheng style of Peking Opera to this day. Its morals still resonate with audiences today — lending a helping hand to those in need, kindness begets kindness, and girls help girls.

    In the story, Xue Xiangling, the daughter of a wealthy family, receives a purse filled with jewels from her mother before her wedding. On the way to the ceremony, a sudden downpour forces her to seek shelter in a pavilion where she meets another bride, Zhao Shouzhen, who is crying over her poverty, so Xue gifts Zhao the purse.

    Years later, a flood separates Xue from her family, and she has to work as a maid. She accidentally finds the purse in the house and realizes that the lady of the household is Zhao. Recognizing Xue as her benefactor, Zhao helps her reunite with her family.

    For more than three years, Shanghai Film Group, the National Academy of Chinese Theatre Arts, Shanghai Media Group and the Capital Jinghu Arts Research Association worked together to bring the production to the silver screen, along with Zhang Huoding, a renowned Peking Opera artist and representative performer of the Cheng opera style.

    The film Suo Lin Nang, or The Kylin Purse, made its Beijing premiere at the China National Film Museum on Dec 27.

    “This year marks the 120th anniversary of the birth of Cheng Yanqiu. The Cheng-style influence is profound and the master’s thoughts and spirit continue to enlighten future generations,” Zhang, also a professor at the National Academy of Chinese Theatre Arts, said at the premiere.

    According to her, the film captures the classic stage production through visual storytelling, serving as a tribute to and remembrance of Peking Opera predecessors. “I sincerely hope that the Cheng style continues to thrive and the master’s art will endure,” she adds.

    At the premiere, director Teng Junjie, vice-president of the Shanghai Federation of Literary and Art Circles, said that during the filmmaking process, he was moved by the professionalism and pursuit of excellence demonstrated by the Peking Opera artists.

    Teng recalls filming during the coldest winter months along the coast of Zhejiang province, but the artists, exemplified by Zhang, gritted their teeth and overcame the difficulties while working more than 10 hours a day.

    “Zhang insisted on canceling the trailer we booked for her to save our limited budget to improve the film’s quality,” Teng says.

    Another example of this camaraderie is that while some supporting actors had limited scenes, they insisted on staying on the set, offering to help in any way they could.

    “With 8K resolution, this film is presented to today’s audience with the clearest images, the most saturated colors, and the most precise combination of camera movement and structure,” Teng says.

    This film is made for today and the future, he adds.

    “With this film, we pay tribute to Cheng Yanqiu, our national treasure Peking Opera, and the excellent contemporary performers of the Cheng style who have been working hard to pass down the art form,” Teng says.

    In 2014, the film concept was included in the Peking Opera Film Project, initiated in 2011 to preserve outstanding stage productions through cinematic techniques. It later received support from the China National Arts Fund, which was approved by the State Council in late 2013.

    The completion of The Kylin Purse highlights that all 21 films listed in the project have been produced, with Shanghai Film Group having filmed and produced six.

    Last June, the film made its Shanghai premiere at the 26th Shanghai International Film Festival.

    In November, it was screened at the 9th edition of the festival of traditional Chinese operas in Paris and won one of its top prizes.

    The China National Film Museum has entered all 21 films from the project into its archives and established a permanent exhibition themed on the project.

    “The Kylin Purse is a highly acclaimed classic in the Peking Opera scene,” says Huang Xiaowei, the museum’s curator.

    “Its script upholds long-standing values such as justice and gratitude. With the distinctive Cheng singing style, especially under the superb performance of Zhang Huoding, the production has remarkable artistic depth and appeal,”Huang adds.

    She stresses the vital role Peking Opera played in China’s cinematic history, as the first-ever Chinese film Dingjun Mountain, released in 1905, was a recording of veteran Peking Opera artist Tan Xinpei performing.

    “The exhibition themed on the Peking Opera Film Project has expanded and enriched our museum’s film collection. It has taken on an integral role in showcasing the achievements of Chinese cinema,”Huang adds.

    In her first announcement as Economic Growth Minister, Nicola Willis chose to loosen restrictions for digital nomads from other countries, rather than focus on everyday Kiwis.

    “The fact that Nicola Willis is offering benefits to visitors that she won’t even allow New Zealanders, shows exactly where her priorities lie,” Labour’s finance spokesperson Barbara Edmonds said.

    “I don’t have a problem with tweaks here and there so we can ensure we have good investment in New Zealand, but I do have a problem with Nicola Willis’ double standards.

    “National is choosing to prioritise visitors to New Zealand, instead of tackling the urgent challenges facing Kiwis today. Nicola Willis doesn’t even know how many people will benefit from these changes or have an estimate as to how much our economy would grow.

    “With rising rents, workforce shortages, and businesses crying out for more support, this announcement shows a lack of focus on the real issues affecting our economy.

    “With one hand she’s begging foreigners to come here to work from home, while implementing strict policies on Kiwi public servants to stop them from doing the same.

    “We need real long-term solutions for economic growth that provides the jobs of Kiwis, not a short-term sugar hit,” Barbara Edmonds said.

    A man is before the courts after the curtain was lifted on his cannabis growing operation in Roxburgh, Central Otago.

    On Friday 17 January Police executed a search warrant at a Roxburgh house, and inside Police located five indoor tents which housed 12 mature cannabis plants.

    Alongside the plants, a quantity of already dried-out cannabis was located packaged, which Police will allege was ready for distribution.

    Three high-powered air rifles were also located at the address and have since been seized, as he was not permitted to be in possession of them.

    A 55-year-old man has been charged with possession of cannabis for supply, cultivating cannabis, and possessing equipment to cultivate cannabis, and is due to reappear in the Alexandra District Court on Thursday 30 January.

    In another search on the same day, at a different property in Roxburgh, Police located a large amount of drug paraphernalia, including utensils believed to be used for smoking methamphetamine, in a house bus. Inquiries are ongoing.

         The Social Welfare Department (SWD) announced today (January 27) that starting from February 1 this year, the standard payment rates under the Comprehensive Social Security Assistance (CSSA) Scheme as well as the rates of the Old Age Allowance (OAA), Old Age Living Allowance (OALA) (including OAA and OALA under the Guangdong Scheme and the Fujian Scheme) and Disability Allowance under the Social Security Allowance (SSA) Scheme will be raised.     An SWD spokesman said, “On December 6 last year, the Finance Committee of the Legislative Council gave approval for the Government to adjust the above rates upwards by 1.3 per cent with effect from February 1 this year in accordance with the established mechanism, i.e., on the basis of the year-on-year rate of change of the Social Security Assistance Index of Prices, benefiting around 1.6 million people in total.” The adjusted CSSA standard payment rates and the SSA rates of allowances are set out at Annex I.     The spokesman added, “Furthermore, taking into account the movement of the Consumer Price Index (A) rent index for private housing, the Government will raise the maximum rent allowance (MRA) under the CSSA Scheme by 0.2 per cent, also with effect from February 1 this year.” The adjusted MRA under the CSSA Scheme is provided at Annex II.     CSSA and SSA recipients may contact their respective social security field units or call the SWD hotline 2343 2255 for enquiries.

  • MIL-OSI Asia-Pac: Three property owners fined over $210,000 in total for not complying with removal orders

         â€‹Three property owners were convicted and fined over $210,000 in total at the Tuen Mun Magistrates’ Courts earlier this month for failing to comply with removal orders issued under the Buildings Ordinance (BO) (Cap. 123).

         The first case involved an unauthorised structure with an area of about 28 square metres on the flat roof of a residential building at Yan Oi Tong Circuit, Tuen Mun. As the unauthorised building works (UBWs) were carried out without prior approval and consent from the Buildings Department (BD), a removal order was served on the owner under section 24(1) of the BO.

         Failing to comply with the removal order, the owner was prosecuted by the BD and was fined $75,260, of which $55,260 was the fine for the number of days that the offence continued, upon conviction at the Tuen Mun Magistrates’ Courts on January 10.

         The second and the third cases involved several unauthorised structures with a total area of about 60 sq m on the yards and one of the roofs of two houses at San Tam Road, Yuen Long. As the UBWs were carried out without prior approval and consent from the BD, removal orders were served on two owners concerned under section 24(1) of the BO.

         Failing to comply with the removal orders, the two owners were prosecuted by the BD and were fined upon conviction at the Tuen Mun Magistrates’ Courts on January 10. One owner was fined $75,750, of which $50,750 was the fine for the number of days that the offence continued, while the other owner was fined $66,660, of which $44,660 was the fine for the number of days that the offence continued.

         A spokesman for the BD said today (January 27), “UBWs may lead to serious consequences. Owners must comply with removal orders without delay. The BD will continue to take enforcement action against owners who have failed to comply with removal orders, including instigation of prosecution, to ensure building safety.”

         Failure to comply with a removal order without reasonable excuse is a serious offence under the BO. The maximum penalty upon conviction is a fine of $200,000 and one year’s imprisonment, and a further fine of $20,000 for each day that the offence continues.

  • MIL-OSI China: Iranian drones equipped with homegrown AI-powered missiles

    A top Iranian military commander said Sunday the country’s drones have been equipped with homegrown missiles that employ artificial intelligence (AI) technology, the official news agency IRNA reported.

    Commander of the Navy of the Islamic Revolution Guards Corps (IRGC) Alireza Tangsiri made the remarks in an address to reporters in the southern Iranian province of Bushehr while he was elaborating on a two-day large-scale naval drill held by his forces in Iran’s southern waters.

    He said the IRGC Navy equipped two homegrown combat drones Mohajer-6 and Ababil-5 with the domestically developed “Qaem and Almas” missiles incorporating AI technology.

    Tangsiri added the IRGC Navy and Iran’s Defense Ministry are developing AI-empowered cruise missiles with operational ranges of over 1,000 km and the ability to hit targets at different altitudes.

    According to Tangsiri, the drill starting on Friday off the coasts of Bushehr and Khuzestan provinces aimed to show “peace and friendship” to neighbors and show that Iran and regional states could ensure security and confront any threat.
