  • MIL-OSI United Kingdom: Noise nuisance neighbours brought to book by tireless work of council officers

    Unwavering action by the city council has led to the successful prosecution of two Norwich residents for making the lives of nearby neighbours a misery because of persistent noise.

    The successful court action for breaches of a Noise Abatement Notice (NAN) came after the council received numerous complaints from residents* about excessive noise, which severely impacted their ability to work, sleep and live peacefully.

    The ongoing loud music caused significant disruption to neighbours who had to endure sleepless nights. Some residents were even forced to find alternative accommodation, such as sleeping in a vehicle, to escape the disturbance.

    Despite multiple warnings, the offenders continued their behaviour, prompting the council to take further action. Council officers personally witnessed the excessive noise on several occasions, leading to the installation of specialist Norsonic equipment to record noise levels. This led to residents recording 747 separate noise incidents over 18 months using the council’s noise app.

    Earlier this year, the individuals appeared before Norwich Magistrates Court and pleaded guilty to multiple breaches of the NAN, which had been issued earlier this year. Both were fined £400, with additional costs including a £160 victim surcharge, £100 in legal fees, and £50 in enforcement and investigation costs, bringing the total to £710, payable in monthly instalments of £100.

    This dogged determination by the city council to pursue offenders through the court helps deliver one of its priorities ‘A fairer Norwich’, as set out in the organisation’s community-led plan ‘We Are Norwich’ which advocates for all residents to have a good quality of life.

    As part of the court proceedings, the council applied for a Criminal Behaviour Order (CBO), which will be reviewed at a hearing Spring 2025. If granted, the CBO will prohibit the individuals from playing loud music and will remain in place for a minimum of two years, any breach of its conditions could lead to severe penalties, including imprisonment.

    The court issued a strong warning to the defendants, emphasising the serious consequences of their actions and the potential for further legal action if the disturbances continue.

    Councillor Beth Jones, the council’s cabinet member for housing, said:
    “This case highlights the importance of being considerate towards neighbours. Excessive noise can have a devastating impact on people’s lives, particularly when it prevents them from getting the rest they need or from working. We take noise complaints very seriously and will continue to take legal action against those who disrupt the peace of their communities.”

    We encourage residents affected by noise pollution to report issues through the council’s noise complaint service. Residents can also use the noise app, which allows them to record and submit evidence of noise disturbances directly to the council.

    On the afternoon of November 1, President Lai Ching-te met with a delegation from the Foreign Trade and Development Committee of the Dutch House of Representatives. In remarks, President Lai thanked the House of Representatives for its backing of Taiwan and for urging the Dutch government to prioritize the issue of peace across the Taiwan Strait and strengthen bilateral relations. The president noted that Taiwan and the Netherlands share the values of inclusion, diversity, democracy, and freedom, and that we enjoy close exchanges in such areas as semiconductors, renewable energy, and water resource management. He said that he looks forward to Taiwan and the Netherlands continuing to deepen our partnership in fields including digital trade, cybersecurity, and innovative agriculture as well as to jointly building resilient supply chains for global democracies so as to safeguard the rules-based international free trade order.
    A translation of President Lai’s remarks follows:
    I want to start by warmly welcoming Chair of the Foreign Trade and Development Committee of the Dutch House of Representatives Aukje de Vries and her delegation. This is the first time the House of Representatives has organized an official delegation to Taiwan. This large group of members from various Dutch political parties includes the spokespersons for foreign trade and foreign affairs. On behalf of the people of Taiwan, I would like to extend our warmest welcome.
    This year marks the 400th anniversary of the beginning of Taiwan-Netherlands relations. The Netherlands has made this the Year of Netherlands Innovation and Culture in Taiwan. Your visit serves to further advance bilateral exchanges and cooperation. Taiwan and the Netherlands share the values of inclusion, diversity, democracy, and freedom. We enjoy close exchanges in such areas as semiconductors, renewable energy, and water resource management. And we are both key players in global high-tech supply chains.
    I look forward to Taiwan and the Netherlands continuing to deepen our partnership in fields including digital trade, cybersecurity, and innovative agriculture. And I also look forward to strengthening each other’s hybrid approach to economic security by jointly building resilient supply chains for global democracies so as to safeguard the rules-based international free trade order. As authoritarian expansion continues, democratic partners must show resolve and work together to safeguard global security and prosperity.
    I especially want to thank the House of Representatives for its backing of Taiwan. So far this year, it has passed three motions in support of Taiwan. It has urged the Dutch government to prioritize the issue of peace across the Taiwan Strait and strengthen bilateral relations. The Netherlands was also the first country in Europe to pass a parliamentary motion rejecting China’s attempts to distort United Nations General Assembly Resolution 2758 and impede Taiwan’s right to international participation.
    This year, the Dutch government has demonstrated stronger support for Taiwan than ever before. It congratulated the Taiwanese people for successfully completing elections in January. In May, it dispatched the frigate Tromp to transit the Taiwan Strait, and it publicly voiced indirect support for Taiwan at the World Health Assembly. This all speaks to the Dutch parliament’s staunch backing of Taiwan.
    In closing, on behalf of the people of Taiwan, I welcome you all again and thank you for visiting, allowing Taiwan and the Netherlands to walk side by side on the road of democracy and freedom. I am confident that by working together we will make even greater contributions to the world.
    Chair de Vries then delivered remarks, first thanking President Lai for his gracious reception. She noted that this is the first time a delegation like this from the Dutch House of Representatives is visiting Taiwan. Over the last week, she said, they had a very intense program, and yesterday they were here during the typhoon. She added that they were impressed to see how Taiwan deals with this kind of natural phenomenon. She stated that the purpose of their visit is to get a better understanding of Taiwan’s political, economic and social developments, as well as the current state of cross-strait relations.
    Chair de Vries pointed out that the Netherlands and Taiwan enjoy excellent relations, engaging in intensive exchanges in the fields of trade and innovation, science and innovation, agriculture, education, and culture. And this year is a very special year, she emphasized, just as President Lai mentioned in his remarks, as it is exactly 400 years ago that the Dutch came to Taiwan’s shores for the first time. The chair said that various activities have been organized to mark the occasion through which our shared history is presented in an appropriate, measured, and balanced manner.
    Chair de Vries remarked that the commonalities and interactions between Taiwan and the Netherlands are manyfold. Firstly, she said, both the Netherlands and Taiwan are vibrant democracies and share respect for human rights as well as the freedom of press and freedom of association. She added that we also take very seriously the issues of sustainable economic development and climate change. The second example she mentioned is our shared values, saying that both Taiwan and the Netherlands are aiming at improving working standards and working environments for our workers. The third example, she said, is in the bilateral economic domain. She pointed out that Taiwan is the second largest export market for the Netherlands in Asia, even before Japan and Korea. The Netherlands is one of the largest European investors in Taiwan, she said, with a total stock of over $35 billion euro of investments. She also noted that over 200 Taiwanese companies are using the Netherlands as a gateway to Europe.
    Noting that their Committee on Foreign Trade and Development monitors foreign trade and development policies, Chair de Vries said that many of the themes they have discussed this week will be very useful for their work back home, since these policies include trade and investment, climate policy, corporate social responsibility, human rights, and international cooperation in the fields of science and innovation. She added that what they have learned throughout the week will also allow them to execute a monitoring role regarding Dutch policies towards Taiwan and the region as a whole, including cross-strait relations.
    In that regard, Chair de Vries emphasized, the recent increase in tensions is very much a matter of their concern. She added that the consensus in the Dutch House of Representatives is that any unilateral change in the cross-strait situation must be avoided, and that any dispute must be solved through peaceful means, not by force or coercion. The series of motions adopted over the past few years, she said, reflects the level of support that Taiwan enjoys in the Dutch House of Representatives.
    In closing, Chair de Vries thanked President Lai for the warm welcome. She remarked that it has been a visit they will never forget and that it has given them confidence that Taiwan and the Netherlands do not only share a rich common past and a fruitful and productive common present, but that we also have a bright and promising future ahead, with ever closer cooperation.
    The delegation also included Members of Parliament Daniëlle Hirsch, Roelien Kamminga, Isa Kahraman, Jan Paternotte, Derk Boswijk, Dennis Ram, Tom van der Lee, Femke Zeedijk, and Eric van der Burg.     A number of ‘Community Support Hubs’ offering confidential help, support and advice for residents, as well as a warm welcome and cup of tea, will open up to the public in November.

    Organised by Armagh City, Banbridge and Craigavon Borough Council, these Community Support Hubs will give residents an opportunity to meet with key support organisations who will give advice and guidance around matters relating to housing, food, fuel, universal credit, advice provision and more.

    The Hubs will also offer information on home safety, waste management, training and employability, health and wellbeing, as well as signposting to the correct support organisations to ensure people can access the right help for their circumstances.

    “These new Community Support Hubs aim to provide a one-stop-shop for those within our borough who need advice and support around a number of issues as we try to navigate our way through the continued cost of living crisis,” commented the Lord Mayor of Armagh City, Banbridge and Craigavon, Councillor Sarah Duffy.

    “It can be incredibly overwhelming to try and understand who can help you with what, so we are bringing as many key organisations as possible under one roof to make this process simpler and to ensure our residents can access all of the advice they need.

    “The Hubs are also a great way for people to come and enjoy a cuppa and a chat in a warm and safe environment.”

    The Hubs will take place in Lurgan Town Hall, Portadown Town Hall and Dobbin Street Community Centre, Armagh.

  • MIL-OSI United Kingdom: Mansion House to undergo restoration works

    To help protect and maintain an important cultural asset for the city, York Mansion House will undergo £1.2 million maintenance, accessibility and safety improvements.

    It will reopen in 2025, 300 years after its original construction began.

    One of the earliest civic buildings to be built in the classical style in England, the Mansion House is the official seat of The Rt Hon The Lord Mayor of York, and holds an important collection of items connected to the history of the city over the past 800 years.

    Work to build the house began in 1725 and was completed in 1732. The last major restoration was completed in 2015 to 2017, and the upcoming works will be a significant investment in the House.

    This refurbishment aims to address essential maintenance tasks which include repairing wear and tear to the building and to prevent any further deterioration in the historic roof, walls and windows. It will also include important upgrades to the lift to improve the accessibility and environmental performance of the historic building, and decoration works will also refresh the interior where structural work is required.

    The Mansion House will close temporarily on Sunday 10 November, when the contents will be safely stored. This will be done with the help of students who will gain valuable practical experience of working in a historical building. Staff will oversee the work, continue with outreach education work and carry out research on the House and its contents.

    Starting in early 2025, the works will be overseen by Buttress Architects which will provide specialist heritage consultancy and conservation architecture. During the project they will lead a team of experts including conservation architects and mechanical, electrical and structural engineers.

    The Rt Hon, The Lord Mayor of York, Councillor Margaret Wells, said:

    Investing in this beautiful historic building ensures it will continue to serve the city and its residents.

    “It’s temporary closure will allow other historic venues to take part in the civic life of the city, such as holding citizenship ceremonies in the elegant Register Office on Bootham, and using Medieval Barley Hall to host the Sheriff’s Ridings.”

    Pauline Stuchfield, Director of Housing and Communities, said:

    The Mansion House has been an essential part of the York landscape for almost 300 years, and it’s important it continues to be available for future generations of residents and visitors.

    “We’re able to carry out these essential works to weather another 300 years of being key to the civic life of the city, a base for our civic party and ready to welcome royalty as it has for centuries.

    “For hundreds of years the Mansion House has hosted some of the most important and significant events in the city and, once these improvements are made, the House will continue to play that role for decades to come.”

    The last major works were carried out in 2015 when £1.2 million from the Heritage Lottery Fund helped deliver the most significant upgrades since the building first opened. The works included restoring the original kitchens, improving displays, developing an integrated environmental and conservation plan and preparing a detailed oral history project.

    Hannah Bellerby, the project architect from Buttress Architects, said:

    As we approach the Mansion House’s 300th anniversary, it is a privilege for Buttress to lead the efforts in safeguarding this vital piece of York’s civic heritage.

    “Our work focuses on not only preserving the building’s historical integrity but also working to ensure it remains accessible, sustainable, and fit for future generations. Through these planned restorations, we are ensuring that this significant landmark continues to enrich York’s cultural landscape for years to come.”

    The project is due to be completed part way through next year, when it will reopen in time for Yorkshire Day on Friday 1 August 2025 and a season of great events including the popular Georgian Festival. Meanwhile more of the city’s treasures can be admired at the Castle Museum, Yorkshire Museum and York Art Gallery.

    One of esports biggest global events, the League of Legends World Championship finals, will take place at London’s O2 Arena tomorrow (Saturday 2 November) – boosting the capital’s economy and cementing its position as leading destination for sports and esports.
     
    The Mayor of London, Sadiq Khan, has today welcomed the finals to the capital and celebrated the impact of the growing industry. It will be the largest esports event ever to take place in the UK and will bring more opportunities for growth, talent development and skills for young Londoners. 
     
    Thousands of fans from all over the world are expected to head to the O2 tomorrow to watch, with London’s business growth and destination agency London & Partners calculating a £12m boost to the London economy from hosting the finals. Millions more are set to watch online – showcasing the capital. 
     
    League of Legends is a multiplayer online battle arena game that pits two teams of five against each other. The World Championships, known as ‘Worlds’, were launched in 2009 and have grown to be the most anticipated event of the year in esports. Last year’s finals were held in South Korea. It is the latest major esports event that London has hosted, after welcoming the League of Legends Mid-Season Invitational to the Copper Box Arena in Queen Elizabeth Olympic Park last year. 
     
    London is home to largest group of games studios in Europe and esports is a growing market offering huge potential for London’s businesses and communities. The Mayor is a big supporter of the games industry, which generates millions of pounds for our economy and is a growing force. His support includes funding Games London who run the UK’s only Games Production Finance Market which brings in new investment to help games businesses grow, and delivers the annual London Games Festival. Through work with London & Partners, Sadiq has also helped to bring esports events to London.
     
    Earlier this week, City Hall convened a panel discussion with key industry leaders and partners Fnatic – a leading esports brand – and London & Partners. Deputy Mayor for Business and Growth, Howard Dawber opened the event at the Fnatic HQ to champion esports and explore ways to further support esports in the capital. City Hall has also commissioned Arena Consultancy to conduct a new piece of research to gain a deeper understanding of what more London needs to do to become a global centre for esports. 
     
    The League of Legends World Championship is the latest in a series of global events to take place in London this year, including the UEFA Champions League final, European Professional Club Rugby Finals, NFL, Major League Baseball and Diamond League athletics.

The event brings together gamers and fans from across the globe, boosting our economy by £12m and showing that London is a leading destination for sports and esports.          The Hong Kong Electrical and Mechanical (E&M) Trade Promotion Working Group (Working Group), formed by the Electrical and Mechanical Services Department (EMSD) and the E&M trade, held the “E&M GO!” orientation ceremony 2024 today (November 1) to welcome young people joining the E&M industry.      Speaking at the ceremony, the Secretary for Home and Youth Affairs, Miss Alice Mak, said that the Government has long attached great importance to youth development, and is committed to fostering the growth and development of young people by providing all-round support in education, careers, entrepreneurship and home ownership. She was pleased that the EMSD and the Working Group have actively pulled together the efforts of the Government, the business sector and the community to support young people and provide diversified development opportunities to those who aspire to join the E&M industry. Miss Mak encouraged new members of the E&M industry to actively participate in the industry’s activities, continuously upgrade their professional knowledge, and achieve a bright future in the E&M industry.      The Director of Electrical and Mechanical Services, Mr Poon Kwok-ying, said that through school activities, social media, large-scale exhibitions and job fairs, the EMSD and the Working Group have been promoting the professional image of the E&M industry, and encouraging young people to join the industry to foster the development of the city. He encouraged young people to give full play to their strengths and overcome challenges proactively, so as to open a new chapter for the industry.      Established in 2012, the Hong Kong Electrical and Mechanical Trade Promotion Working Group comprises 19 E&M-related organisations, including government departments, public organisations, education institutes, public utilities, trade associations and unions.     In October, Bitfarms announced a second hosting agreement with Stronghold Digital Mining, Inc. (“Stronghold”) that will deploy 10,000 miners, originally scheduled for Yguazu, Paraguay, to Stronghold’s Scrubgrass site. This follows an initial hosting agreement for 10,000 miners signed in September for a total of 20,000 miners to be deployed at Stronghold’s two sites in Pennsylvania. The two hosting agreements support approximately 4 EH/s with energization expected in several tranches over the coming months.

    CEO Ben Gagnon stated, “While we are pleased to have reached our year-end efficiency goal of 21 w/TH three months ahead of schedule, we recognize that we are behind schedule on delivering our mid-year 12 EH/s target. Despite improvements in recent miner shipments, continued miner warranty servicing has impeded the achievement of our hash rate target.   • MIL-OSI United Kingdom: Logistics deal could raise prices for business customers in the UK

    CMA’s Phase 1 investigation has found GXO’s purchase of Wincanton could reduce competition in the mainstream contract logistics services market.

    Following a Phase 1 investigation, the Competition and Markets Authority (CMA) has found that GXO Logistics’ (GXO) completed purchase of Wincanton PLC could reduce competition in the supply of mainstream contract logistics services (CLS) in the UK.

    Contract logistics services include distribution, transport, warehousing and other supply chain services. GXO is the world’s largest contract logistics services company, and Wincanton is a British supplier of these services. Both companies supply mainstream contract logistics services to business customers in both retail (such as groceries, fashion and apparel) and non-retail (such as manufacturing and construction) sectors.

    The CMA’s investigation found that GXO and Wincanton compete closely, particularly for contracts with large retail customers. Although GXO will continue to face competition from other contract logistics providers, many of these are significantly smaller, or focus on specific industries or types of logistics services (such as transport). Although some businesses have the option to bring services in-house if contract logistics suppliers do not offer good value, the ability to do this varies by customer.

    The CMA is therefore concerned that the deal could raise costs for businesses that rely on contract logistics suppliers to move goods around the UK and for other supply chain activities.

    GXO has 5 working days to submit proposals to address the CMA’s concerns. If suitable proposals are not submitted, the CMA will progress to an in-depth Phase 2 investigation.

    Contract logistics services are critical for the flow of goods around the country, reducing delays, and ensuring that products reach their destinations efficiently and reliably. These services are essential for millions of people who rely on timely deliveries or being able to buy products off the shelf.

    This market is worth £16 billion in the UK, and we’re concerned that this merger could reduce competition, resulting in higher costs being passed down to consumers. We consider that these competition concerns warrant an in-depth Phase 2 investigation, unless GXO offers solutions which address them.

    1. GXO announced their deal to acquire Wincanton in February 2024. The deal was then completed in April 2024, although an interim enforcement order (IEO) is in place to prevent the two organisations integrating while the CMA conducts its merger review.
    2. CLS encompass a range of B2B and B2C supply chain-related services, which enable businesses to supply goods to customers and consumers. These services include transport and distribution, warehousing and additional value-added services.
    3. CLS in the retail market includes the provision of services to customers whose products are consumer-facing such as groceries or fashion and apparel. This includes products that are ordered online, products that sell quickly and have a short shelf life due to high consumer demand or perishability (known as Fast Moving Consumer Goods), and products that require temperature-controlled logistic services (including certain food and drink products). CLS in the non-retail market involves the provision of services to customers whose products or services are not consumer-facing, such as automotive, construction, energy and manufacturing businesses.
    4. The CMA found that customers often prioritise reputation, reliability and track record when choosing CLS providers. Despite there being other alternatives in the CLS market, GXO and Wincanton (alongside DHL) are regarded as leading suppliers of mainstream CLS services, particularly for grocery retail customers.

    City leaders have welcomed findings from an Ofsted focused visit that highlighted that the work of children’s services is making a positive difference and improving outcomes.

    The Ofsted visit to Stoke-on-Trent City Council’s Children and Family Services, focusing on children in need or subject to a protection plan found that positive progress has been made and children’s outcomes are improved.

    The inspection found that ‘services for children are a high priority’ and that ‘political support is strong’.

    Ofsted highlighted that:

    • Most children receive support and protection addressing risk and need
    • Thresholds were applied correctly
    • Most assessments and plans were timely and comprehensive and assessed risk well
    • Services made a positive difference and improved children’s outcomes

    There were areas for improvement identified by Ofsted.  These highlighted a small number of cases where there was not consistent management oversight or supervision. They also believed we could improve our quality assurance work, including ensuring that the audit of individual cases made more impact on practice.

    Councillor Sarah Hill, cabinet member for children’s services said: “It’s great to see that Ofsted inspectors saw that children in the city are receiving support and protection and that our teams are making a positive difference and improving children’s outcomes.

    “The outcomes of our last two inspections highlighted these as critical areas where we needed to improve to keep children safe so it’s really good to see that this improvement work has been successful.

    “We are working incredibly hard to support children in the city and ensure that as many as possible have safe, secure and loving homes. We will, of course, always continue to strive to be even better.  We will be taking on board the feedback from Ofsted about areas where can improve further. Our ambition is for the whole service to be assessed as “good” when Ofsted return for a full inspection next year.”

  • MIL-OSI Asia-Pac: Novel experiment to explore the limits of quantum theory for arbitrarily massive objects

    Scientists have devised an experiment for testing the domain of validity of quantum theory for objects much more massive than the usual microphysical objects (atoms, molecules etc), beyond which the classical theory has to be necessarily used. This study can also help in developing high precision quantum sensors which are important tools in the cutting- edge quantum technologies.

    The principles of Quantum Mechanics replacing that of Newtonian classical mechanics were developed nearly 100 years back. Yet, a number of quantum foundational issues remain problematic. For example, the boundary between the quantum mechanical microworld and the large scale macroscopic classical world of everyday objects obeying Newtonian Laws remains unspecified. The question–up to what level the quantum mechanical principles be valid for macroscopic objects– continues to be one of the most fundamental open questions in contemporary physics.

    This question is also intimately related to another hotly pursued fundamental issue– testing whether gravity is quantum mechanical or not.

    All the proposed laboratory-based schemes seeking to demonstrate the quantum mechanical nature of gravity crucially rest on assuming applicability of fundamental quantum principles for sufficiently massive objects.

    However, the state –of- the- art demonstrations of quantum features have so far reached only up to macromolecules of masses ten thousand times the hydrogen atom. Hence, breakthrough ideas, feasible to be implemented experimentally in the near future, are the need of the hour in order to scale up the tests of macroscopic quantumness to ever more massive objects.

Ulbricht (University of Southampton, UK) have addressed this challenge by formulating a novel procedure for demonstrating an observable signature of quantum behaviour for an oscillating object like pendulum having any large mass.

    These scientists have found a novel way for detecting measurement induced disturbance for an arbitrarily massive quantum mechanical pendulum. They have formulated an implementable scheme based on using lasers to suspend a single nanocrystal of silica (a microscopic glass bead) as it oscillates around the focal point of a small parabolic mirror carved out of a block of aluminum housed in a vacuum chamber.

    In a typical classical pendulum, the bead would move regularly from point A to point B and back again, unaffected by any observation. However, a quantum pendulum should behave very differently. Its position will change depending on whether or not someone is watching. If we were to detect at any instant where the pendulum bob was, there would be an immediate change of its future behavior. Such a disturbance is an unavoidable consequence of any measurement process involving quantum mechanical system. The scheme proposed by these scientists would enable detecting such measurement induced quantum disturbance for objects much more massive than usual microphysical objects.

    Given the present state- of- the -art technology, this envisaged experiment could be realizable in the coming years for systems ranging from oscillating nano-objects (like that of a grain of dust, about trillion times heavier than hydrogen atom) to oscillating mirrors having effective mass of about 10 kg used for gravitational wave detection.

    An experimental study has already been launched by one of the co-authors of this paper, Prof. H.Ulbricht and his group at University of Southampton, UK using optically levitated nano-diamonds about billion times heavier than hydrogen atom.

    Thus, this work would pave the way for experiments providing the most emphatic demonstration of large scale quantumness and would open up the possibility for leveraging such macroscopic quantumness for practical applications, such as by developing high precision quantum sensors which are key ingredients in the emerging quantum technologies.

    The workshop generated awareness on the future roadmap for e-Office in the Central Secretariat, cyber security vigilance and resilience measures

    As part of Special Campaign 4.0, the Department of Administrative Reforms and Public Grievances organized National Workshop on e-Office and e-Office Analytics Dashboard on 29th October, 2024 at CSOI Vinay Marg. 172 officials from 84 Ministries/Departments of the Central Government attended the workshop.

    Presentations were made during the workshop on (i) e-Office 7.0 and implementation of e-Office in attached/ Subordinate Offices and Autonomous bodies; (ii) Initiative of Government for Increasing Efficiency in Decision Making and e-Office Analytics dashboard; (iii) Cyber security protocols and key steps for consolidation of Roll-out of e-Office; and (iv) Sharing of user experience and feedback.

     

    The e-Office is a Mission Mode project under Digital India program of Government of India.  DARPG as the Nodal Department for implementation of e-Office in the Central Government Ministries/ Departments, plays a pivotal role in the successful implementation of digitization of file work in central government.  At present e-Office adoption is about 95% in the Central Government Ministries/ Departments.

    Shri V. Srinivas, Secretary DARPG vigorously pursued Ministries/Departments to adopt e-Office through amendments in the Central Secretariat Manual of Office Procedure, as a result of which, adoption of e-Office has risen to 95%.  The e-Office was instrumental in uninterrupted functioning of the central secretariat during the pandemic.  e-Office platform generated savings for the exchequer by saving paper/stationery and lesser pollution because of less use of paper.  DARPG launched e-office analytics system which has been very effective.

     

     

    Shri Navin Kumar Singh, DG, NCIIPC said the workshop was a platform to generate largescale awareness and education among central government employees on cyber security.  He advocated cyber vigilance and resilience by using simple measures that can have incremental changes in securing the e-office cyber space, securing VPN credentials especially admin credentials and other small doable measures which ensures cyber security in e-office digital space as well as inculcate a culture of cyber hygiene.

    Smt. Rachana Shrivastava, Deputy Director General, NIC, said as part of the 100 days agenda, Government has targeted implementing e-Office in all subordinate organizations, autonomous and statutory bodies.  92 attached/ subordinate offices and autonomous bodies have onboarded the e-office system in 100 days making a total of 393 such organizations onboard e-Office. NIC is working on a new version of e-Office with divyangjan (visually-impaired) access, Bhashini translation (including voice) and encryption facility. 

    Smt. Jaya Dubey, Joint Secretary, DARPG presented the initiative of the Government for Increasing Efficiency in Decision Making (IEDM) and how e-office analytics helps in monitoring and evaluating the efforts of the Government towards Increasing Efficiency in Decision Making.

    DoPT; Ministry of Home Affairs; Ministry of Health & Family Welfare and Department of School Education & Literacy shared their experiences to be used as feedback for improvisation in e-office system.   Suggestions of other Ministries/ Departments were also taken in the open house.

    Cold Weather Payments take effect from today as low-income households set to get £25 during cold snaps.

    • Comes alongside the £150 Warm Home Discount to support eligible customers with energy bills and extension to Household Support Fund

    • Pensioners urged to check eligibility for Pension Credit to claim Winter Fuel Payment

    From 1 November, households receiving certain benefits including Pension Credit could be eligible for extra money to help keep warm during the cold weather until the end of March 2025.

    DWP’s Cold Weather Payments are an automatic bank top-up of £25, triggered to be paid to eligible households when the average temperature has been recorded as, or is forecast to be, zero degrees Celsius or below for seven consecutive days at the weather station linked to an eligible person’s postcode.

    The £25 payments will be paid automatically to households receiving certain benefits including, Pension Credit, Income Support, income-based Jobseeker’s Allowance (JSA), income-related Employment and Support Allowance (ESA), Universal Credit and Support for Mortgage Interest.

    The money will appear in bank statements within 14 days of each seven-day period of very cold weather between 1 November 2024 and 31 March 2025, with the payment reference starting with the customer’s national Insurance number followed by ‘DWP CWP’ for people in England and Wales.

    Minister for Pensions Emma Reynolds said:

    As we head into the winter months, I want to ensure the most vulnerable in our society are getting the support they need, and that’s why we have a range of measures targeted at helping low-income households, such as Cold Weather Payments and the Warm Homes Discount.

    With the dire state of the public finances, we have had to make some tough choices, including means-testing the Winter Fuel Payment so that it goes to those most in need.

    And while these choices were not made lightly, this Government is doing everything it can to ensure maximum take-up of Pension Credit while also continuing to support pensioners through our commitment to the Triple Lock which will mean an increase in the full state pension of up to £1,700 over the next 5 years.

    The £150 Warm Home Discount scheme has also been extended as we continue to stand behind households in, or at risk of, fuel poverty with direct energy bill payments as well as other financial and energy-related support.

    On top of this, struggling households can receive further help with their bills and essential costs through the extension of the Household Support Fund – adding to the six months already announced, an additional £1 billion, including Barnett impact, will be invested to extend this support by a full year, and to maintain Discretionary Housing Payments in England and Wales. 

    Anyone struggling to heat their homes or afford other essential items over the colder months should contact their local council to see what support may be available to them.

    Many councils also use the Fund beyond emergency support, including working with local charities and community groups to provide residents with key appliances, school uniforms, cookery classes, and items to improve energy efficiency in the home.

    Eligible pensioners can also receive up to £300 for the Winter Fuel Payment which is set to land in bank accounts in the next two months. We continue to urge anyone who thinks they may be entitled to Pension Credit to check now.

    This could be worth up to £3,900 a year on average and open the doors to other benefits including help with housing costs, council tax reduction as well as a Winter Fuel Payment, and all eligible Pension Credit claims can be backdated.

    Winter support is part of the government’s wider drive to support vulnerable households with the cost of living, as we continue our work to fix the foundations of the economy.

    This includes working closely with Local Authorities to bring together the administration of Pension Credit and Housing Benefit as soon as operationally possible.

    As confirmed in the budget earlier this week, millions of pensioners will also receive an increase of 4.1 percent to their State Pension, which means the full rate of the new State Pension will rise to over £12,000 a year, while Pension Credit standard minimum guarantee will soon be worth £227.10 a week for a single person and £346.60 for a couple.

    Working age people on Universal Credit, PIP, ESA, and other vital benefits will also see their incomes protected, as they are set to increase by 1.7 percent, ensuring incomes of the most vulnerable aren’t outstripped by inflation.

    More than one million households will get a £420 boost thanks to the introduction of the Fair Repayment rate, a cap the amount that can be cut from benefit payments each month to repay short-term loans and debts.

    The Chancellor has also confirmed a 6.7 percent increase in the National Living Wage to over 3 million workers, which will boost the National Living Wage from £11.44 to £12.21 an hour from April 2025 and will be worth £1,400 a year for an eligible full-time worker. It is a significant step towards delivering the manifesto commitment to make sure the minimum wage is a genuine living wage, helping unlock opportunity and potential in every area of the country.

    The cost of bus travel will also be kept down at £3 for an additional year – saving up to 80% on some routes – to ensure fares remain affordable.

    This Government will continue to provide that safety net for the most vulnerable as it ushers in the biggest reform to employment support in a generation to get people into work and make work pay. This includes by overhauling jobcentres, introducing our employment rights bill, delivering a Youth guarantee so every young person is learning or earning, and new work, health and skills plans to tackle inactivity.

    “Very, very regrettably, the frequency and the brutality of crimes in Myanmar has only increased in the past year,” Nicholas Koumjian, Head of the Independent Investigative Mechanism for Myanmar, said.

    Koumjian spoke to reporters today (31 Oct) in New York, highlighting the concern of the increase in aerial attacks, “which are impacting largely the civilian population and creating terror among the population.”

    “The number of casualties that have been affected by these attacks has increased,” he added.

    The head of the Investigative Mechanism also stressed the systematic use of torture in detention, “the evidence that we have gathered has indicated that detention that torture is used frequently, regularly, and particularly note the very disturbing use of sexual violence and against those who are detained, and that includes against both women and men, people of all genders, of all sexual preferences and people, including against both adults and minors,” he said.
    Moving on to the situation for the Rohingyas refugees, Koumjian said, “they’ve been both victims of collateral damage and directly targeted in attacks.”

    He went on saying, “Frequently they’ve been told to leave their homes, but there really is nowhere for them to go. They cannot cross the border, although some have managed to cross the border into Bangladesh, and Bangladesh has accepted some the borders generally closed. People have to pay bribes to get across into the safety of the refugee camps.”

    The head of the Investigative Mechanism also expressed concerns that much of the evidence shows attacks against the civilian population by the Myanmar military.

    He said, “We’ve seen increasing evidence of very brutal crimes committed by opposition forces, and we’re concerned with that, and we want the message to go out. Our mandate is to collect evidence of the most serious international crimes committed by in Myanmar, and that’s regardless of the ethnicity, religion, political persuasions of either the perpetrators or the victims.”

    “We will collect evidence of crimes committed by opposition forces also if those rise to the level that they fall within our mandate,” the head of the Investigative Mechanism concluded.

    Koumjian is the first Head of the Myanmar Mechanism, which was established by the Human Rights Council on 27 September 2018, and welcomed by the General Assembly on 22 December 2018.

  • MIL-OSI USA: Celebrating Tribal Sovereignty and Identity This Native American Heritage Month

    Ada Deer was just four years old when she attended the first general council meetings for her tribe, the Menominee Nation, which has been rooted in the Great Lakes region for more than 10,000 years. She was committed from her earliest years to advocating for her people, but when she was a young woman, in 1961, the Federal Government terminated the Menominee Nation’s recognition, halting all federal services to the tribe and placing all tribal property and assets in the hands of a private corporation. This resulted in a drastic decline in employment and the decimation of basic services, including health care, for the Menominee people, as the reservation hospital closed due to lack of funding. 

    Inspired by the civil rights movements happening around the country, Deer helped to form a new group demanding that the U.S. government recognize the rights of her tribe. The group mobilized in opposition to federal policies, especially those related to land sales, and argued for restoring the Menominee Nation’s legal right to exist. Their efforts ultimately resulted in President Nixon signing legislation in 1973, restoring federal recognition to the Menominee Tribe. That year, when asked about her advocacy in an interview, Deer said, “Mainly, I want to show people who say nothing can be done in this society that it just isn’t so. You don’t have to collapse just because there’s federal law in your way. Change it!” 

    Ada Deer went on to become the first woman to chair the Menominee Tribe in Wisconsin, and then the first woman to serve as the Assistant Secretary For Indian Affairs at the Department of the Interior. During her confirmation hearing before Congress, Deer recounted, “At Menominee, we collectively discovered the kind of determination that human beings only find in times of impending destruction… Against all odds, we invented a new policy, restoration.” While in office, she helped set federal policy for more than 550 federally recognized tribes, guided by this policy of restoration.

    Each November at USAID, we recognize Native American Heritage Month. This month is a time to celebrate the rich culture and the vast contributions of Native American and Indigenous persons like Deer, who have helped push to make our nation’s core values of liberty and justice for all a lived reality, for their own communities, and for others in the United States and beyond. 

    These values are core to what we do at USAID as well. We are working across our teams to create more pathways for people from Indigenous communities, at home and abroad, to work with USAID. The Office of Civil Rights is continuing its work to break down barriers to employment for Indigenous Peoples. And USAID’s Policy on Promoting the Rights of Indigenous Peoples (PRO-IP) promotes thoughtful and direct engagement with Indigenous Peoples throughout our programming.

  • MIL-OSI USA: Department of Labor completed impact inspections at 8 mines in 7 states with histories of repeated health, safety violations in September 2024

    WASHINGTON – The U.S. Department of Labor announced today that its Mine Safety and Health Administration completed impact inspections in September 2024 at eight mines in Indiana, Kentucky, New Hampshire, Pennsylvania, Virginia, West Virginia and Wisconsin and issued 112 violations. 

    The agency conducts impact inspections at mines that merit increased agency attention and enforcement due to poor compliance history; previous accidents, injuries and illnesses; and other compliance concerns. Of the 112 violations MSHA identified in September 2024, 24 were evaluated by inspectors as significant and substantial. The agency began conducting impact inspections after an April 2010 explosion in West Virginia at the Upper Big Branch Mine killed 29 miners. 

    Since 2023, MSHA’s impact inspections have identified 4,679 violations, including 1,285 significant and substantial and 87 unwarrantable failure findings. An S&S violation is one that is reasonably likely to cause a reasonably serious injury or illness. Violations designated as unwarrantable failures occur when an inspector finds aggravated conduct that constitutes more than ordinary negligence. 

    “September 2024 impact inspections identified hazards such as lack of personal protective equipment and inadequate machine guarding. These important protections keep miners safe and prevent serious accidents,” said Assistant Secretary for Mine Safety and Health Chris Williamson. “The Biden-Harris administration continues to demonstrate that impact inspections remain an important tool to hold operators accountable and eliminate hazards that put miners’ safety and health at risk.” 

     North Indianapolis Quarry & Mill, a crushed and broken limestone mine in Hamilton County, Indiana, operated by Martin Marietta Materials Inc., was one of the eight mines selected for an impact inspection given previous safety concerns and its history of violations. On Sept. 12, 2024, MSHA personnel identified 42 violations of mandatory safety and health standards, 14 of which were designated S&S, and one 107(a) imminent danger order at the mine. Inspectors issue imminent danger orders to remove miners immediately when hazards present the imminent likelihood of a serious accident. 

     Specifically, inspectors found the following conditions: 

    • MSHA issued an imminent danger order after finding a miner standing on an elevated deck without fall protection, a condition that exposed the miner to the danger of a fall of about 23 feet to the ground below. Falls from heights are the cause of many serious and fatal mining accidents.
    • Serious housekeeping issues found throughout the mine. Accumulations of materials in work areas contributed to unsafe conditions that could lead to slips, trips and falls the most common issue found during the inspection that accounted for 13 violations. 
    • Violations for not ensuring safe access to work areas, including one S&S finding. The mine operator failed to maintain safe travel ways, exposing miners to slip and trip hazards in several locations. Inadequate maintenance of access routes increases the potential for accidents during routine operations. 
    • Three citations for improper examinations of working places. Inadequate examinations prevented hazardous conditions from being identified, corrected and recorded, which exposed miners to hazards. MSHA’s examination standard requires the mine operator to notify miners promptly of any violation not promptly corrected. Adequate examinations are essential for preventing accidents and ensuring safe working environments.
    • Three citations for inadequate guarding, including two evaluated as S&S. Inspectors observed guards failing to protect miners from contact with the tail pulley of one belt conveyor and a head pulley of another belt conveyor. MSHA issued one non-S&S violation for an opening in the guard of a tail pulley on a third belt conveyor. These violations exposed miners to entanglement with moving machine parts. 

    These findings indicate a range of systemic safety failures that exposed miners to unnecessary safety hazards. The high rate of S&S violations, combined with repeated failures to comply with safety standards, underscores the need for the mine operator to improve its safety culture and compliance with MSHA standards.

    Investigation findings: A U.S. Department of Labor Wage and Hour Division investigation determined that Crystal Enterprises Inc. failed to pay the required prevailing wage and health and welfare benefits to employees working at a U.S. Air Force training center dining facility on Eglin Air Force Base in Florida, a violation of the McNamara-O’Hara Service Contract Act. By doing so, the employer also paid workers lower rates of pay for holidays and sick leave and vacation time used. 

    Recoveries: $109,127 in back wages for 55 employees.

    Quote: “Government contracts come with stipulations to ensure workers are paid correctly, and employers must adhere to those requirements when bidding on and obtaining those contracts. This includes ensuring the proper job classifications and rates of pay are followed,” said Wage and Hour Division District Director Vilma Bell in Orlando, Florida. “These workers provided the critical labor needed to feed service men and women on this military base. They deserve to take home every dollar they earn.”

Sakamoto has been Assistant Deputy Director at the California Department of Forestry and Fire Protection since 2024 and has served in several positions there since 1989, including Division Chief, Deputy State Fire Marshal – Supervisor, Deputy State Fire Marshal III – Specialist and Deputy State Fire Marshal. Sakamoto was a Fire Prevention Technician at the Florin Fire Protection District from 1986 to 1989. She is a member of Northern California Fire Prevention Officers. This position does not require Senate confirmation and the compensation is $200,004. Sakamoto is a Democrat. 

    Donald Butz, of Carlsbad, has been appointed to the State Board of Fire Services. Butz has been Fire Chief at the Lakeside Fire Protection District since 2016. He was an Instructor at the San Diego County Office of Education from 2013 to 2021. Butz was a Fire Chief at the Viejas Fire Department from 2005 to 2016. He was a Deputy Fire Chief at the Rancho Santa Fe Fire Protection District from 1999 to 2005. Butz is Vice President of the Fire Districts Association of California, an ex officio board member at the American Red Cross, a committee member of the SDG&E Wildfire Safety Community Advisory Council, and a member of the California Fire Chiefs Association and the Fire Agencies Insurance Risk Authority. He earned a Master of Arts degree in Leadership: Disaster Preparedness & Executive Fire Leadership from Grand Canyon University and a Bachelor of Arts degree in Management from the University of Phoenix.     Zoraida Diaz, of Hercules, has been appointed to the State Board of Fire Services. Diaz has been Fire Chief for the City of Fremont since 2023. She was a Deputy Fire Chief at the City of Fremont Fire Department from 2021 to 2023. Diaz was an Assistant Chief of Operations for the Oakland Fire Department from 2020 to 2021. She was Battalion Chief at the City of Oakland Fire Department from 2015 to 2020. Diaz is a member of the International Association of Fire Chiefs and the California Fire Chiefs Association. She earned a Master of Science degree in Rehabilitation Counseling and a Bachelor of Arts degree in Psychology from the State University of New York at Albany.     Janet Ruiz, of Oceanside, has been appointed to the State Board of Fire Services. Ruiz has been Director of Strategic Communication at the Insurance Information Institute since 2015. She was Director of Communications at the Fireman’s Fund Insurance Company from 2006 to 2014. Ruiz was a Public Affairs Specialist for State Farm Insurance from 1989 to 2006. She is a member of the Chartered Property Casualty Underwriters Society. Ruiz earned a Bachelor of Science degree in Business Administration and Communications from Thomas Edison State University.     Yvette Roland, of Los Angeles, has been reappointed to the State Bar Court of California, where she has served since 2014.     In case you missed it, new analysis from the Public Policy Institute of California (PPIC) found that “violent and property crime rates are less than half of what they were, and property crime is at pre-pandemic levels,” in addition to “savings from less incarceration.”

    • LESS CRIME: Property crime decreased in 13 of the 17 years between 2007 and 2023; it is now 44% lower than in 2007 and 55% lower than it was 30 years ago. California’s violent crime rate decreased in 9 of the 17 years; it is now 4% lower than it was in 2007 and slightly less than half of what it was 30 years ago.
       
    • MORE SAVINGS: The dramatic decrease in California’s incarcerated population has led to significant savings to the state and county governments. Spending on the state correctional system dropped notably, from 9.4% of the state’s General Fund in 2007 (when the federal three-judge panel was appointed) to 6.7% in 2024.

    Additionally, the California Highway Patrol just received additional funding to continue their efforts to combat sideshows. 

    Today’s PPIC analysis and CHP investment comes as Governor Newsom announced a CHP partnership with San Bernardino and more than 10,000 arrests have come from the state’s Organized Retail Theft grants.

    California has invested over $1.1 billion to fund resources and personnel to fight crime, help locals hire more police, and improve public safety since 2019.     Firefighters are continuing to check homes and properties in the area where a tornado affected an area of Mangawhai earlier this morning.

    Fire and Emergency NZ started to receive 111 calls from about 3am, Northland District Manager Wipari Henwood said.

    Reports included people needing to be rescued from damaged property, rooves lifted from buildings, trees fallen onto homes, windows blown in and fallen power lines, as well as trees blocking roads.

    Most of the calls have been from people in the Molesworth Drive and Old Waipu Road area, with a couple from Langs Beach and Ruakaka reporting wind damage.

    “Our initial response prioritised the calls that related to life safety. Firefighters extricated two patients and handed them into the care of St John,” Wipari Henwood said.

    “We are now working through all the calls for help with property damage and making systematic checks of homes in the wider area.”

    Fire and Emergency’s specialist drone team has been deployed from Auckland and will help with damage assessments.

    Crews from seven brigades have responded to about 16 calls so far.

    Cordons are in place on Moir St and Molesworth Drive and power is still out in the area. People should treat all power lines as live and stay well away from the area so emergency services can move freely.

    Fire and Emergency continues to work with Police, St John and Civil Defence Northland in the coordinated response to the tornado.

    Fire and Emergency NZ is responding to multiple calls following a reported tornado in the Northland community of Mangawhai around 3am today.
    Response Coordinator Graeme Quensell says firefighters from several brigades in the area are already at the scene assisting residents and other crews have been dispatched from Waitemata.
    Incidents include roofs lifted from homes, fallen trees and downed powerlines.
    About 16 calls have been received from Mangawhai and one from Langs Beach to the North.
    An Incident Management Team has been established.
    Graeme Quensell said that people in the area should make safety their first priority and wait until daylight to assess damage to their property. They should treat all power lines as live, and please avoid driving in the area so as not to hold up emergency services.

    It is the privilege of a lifetime to lead the warriors of the Department of Defense, under the leadership of our Commander in Chief Donald J. Trump. We will put America First, and we will never back down.

    The President gave us a clear mission: achieve Peace through Strength. We will do this in three ways — by restoring the warrior ethos, rebuilding our military, and reestablishing deterrence.

    o We will revive the warrior ethos and restore trust in our military. We are American warriors. We will defend our country. Our standards will be high, uncompromising, and clear. The strength of our military is our unity and our shared purpose.

    o We will rebuild our military by matching threats to capabilities. This means reviving our defense industrial base, reforming our acquisition process, passing a financial audit, and rapidly fielding emerging technologies. We will remain the strongest and most lethal force in the world.

    o We will reestablish deterrence by defending our homeland — on the ground and in the sky. We will work with allies and partners to deter aggression in the Indo-Pacific by Communist China, as well as supporting the President’s priority to end wars responsibly and reorient to key threats. We will stand by our allies — and our enemies are on notice.

    All of this will be done with a focus on lethality, meritocracy, accountability, standards, and readiness.

    I have committed my life to warfighters and their families. Just as my fellow soldiers had my back on the battlefield, know that I will always have your back. We serve together at a dangerous time. Our enemies will neither rest nor relent. And neither will we. We will stand shoulder to shoulder to meet the urgency of this moment.

  • MIL-OSI USA: Fact Sheet: President Donald J. Trump Enforces Overwhelmingly Popular Demand to Stop Taxpayer Funding of Abortion

    ENFORCING THE HYDE AMENDMENT: On Friday, President Donald J. Trump signed an Executive Order to end the use of Federal taxpayer dollars to fund or promote elective abortion.
    The Order recognizes that, for nearly five decades, Congress has enacted the Hyde Amendment and a series of additional laws to protect taxpayers from being forced to pay for abortion. Contrary to this longstanding commonsense policy, the previous administration embedded federal funding of elective abortion in a wide variety of government programs.
    To restore this longstanding policy, the Order rescinds two executive orders from President Biden that violate the Hyde Amendment:
    Executive Order 14076 imposed a whole-of-government effort to promote and fund abortion and to politicize enforcement of the Freedom of Access to Clinic Entrances (FACE) Act.
    Federal statutes protecting access to emergency medical care for pregnant women under the Emergency Medical Treatment and Labor Act (EMTALA) and protecting personal health information under the Health Insurance Portability and Accountability Act (HIPAA) remain in full effect.

    Executive Order 14079 recategorized abortion as “healthcare” in order to provide taxpayer funding for elective abortions. This included using Medicaid funding to pay for travel costs for elective abortions.

    ENDING FEDERAL FUNDING OF ABORTION OVERSEAS: President Donald J. Trump also signed a Presidential Memorandum reinstating the Mexico City Policy to stop the use of federal taxpayer dollars for abortion overseas.
    The President’s policy from 2017 is reinstated to ensure that no U.S. taxpayer money supports foreign organizations that perform or actively promote abortion in other nations.
    The first Trump Administration also extended this policy to global health assistance. A 2020 report by the United States Agency for International Development found that this life-affirming policy in no way diminished women’s health around the world.
    PROTECTING TAXPAYERS FROM FUNDING ABORTION: For the first time in nearly fifty years, President Trump returned the issue of life to a vote of the people, from within the States.
    Dobbs v. Jackson Women’s Health Organization, 597 U.S. 215 (2022), overturned Roe v. Wade and returned the power to regulate issues of life and safety to the people. Three of the justices deciding the case were appointed by President Trump.
    Federal overreach and taxpayer dollars will no longer force violations of faith and conscience or impede the ability of states to determine life policies through a vote of the people.
    For example, under President Biden, the Department of Defense reimbursed abortion-related travel expenses, the Department of Veterans Affairs allowed hospitals to provide abortions, and the Department of Health and Human Services paid for abortions for illegal immigrants.

    PRESIDENT TRUMP PROMISED AND DELIVERED: President Trump promised to protect and defend a vote of the people, from within the states, on the issue of life. Today’s executive actions build on the long list of accomplishments from the first Trump Administration to support the sanctity of every human life and prevent taxpayer funding of abortion. Select highlights of the first Trump Administration’s work include:
    Reinstated and expanded the Mexico City Policy, ensuring that taxpayer money is not used to fund abortion globally.
    Issued a rule preventing Title X taxpayer funding from subsiding the abortion industry.
    Cut all funding to the United Nations Population Fund, which supports coercive abortion and forced sterilization.
    Signed legislation overturning the previous administration’s regulation that prohibited states from defunding abortion facilities as part of their family planning programs.
    Fully enforced the separate payment requirement for abortion coverage in Obamacare exchange plans.
    Stopped the Federal funding of fetal tissue research.
    Worked to protect healthcare entities and individuals’ conscience rights, ensuring that no medical professional is forced to participate in an abortion in violation of their beliefs.
    Issued an executive order reinforcing the requirement that all hospitals in the United States provide medical treatment or an emergency transfer for infants who are in need of emergency medical care—regardless of prematurity or disability.
    Led a coalition of countries to sign the Geneva Consensus Declaration, declaring that there is no international right to abortion and committing to protecting women’s health.
    First president in history to attend the March for Life.

  • MIL-OSI Security: Man who Stole Guns, Other Items from Farm and Home Store Sentenced to 77 Months in Prison

    ST. LOUIS – U.S. District Judge Henry E. Autrey on Thursday sentenced a St. Francois County man who stole firearms and other items from a farm and home store in Potosi, Missouri to 77 months in prison.

    Judge Autrey also ordered Gregory Snyder, 46, to pay $11,484 in restitution for the stolen items.

    On Sept. 19, 2021, Snyder hid in the store, emerging after closing time. He stole power tools, camping gear and 13 guns, including eight rifles and five shotguns. Snyder loaded the guns and some of the other stolen goods in his car, and then took them to a river in eastern Washington County. He returned early the next morning for more, but by then, Potosi Police Department officers had spotted evidence of the burglary. They stopped and questioned Snyder, who no longer had the stolen goods in his car. They arrested Snyder later that day.

    Snyder, of Bismarck, pleaded guilty in U.S. District Court in St. Louis in August to theft of firearms from a federally licensed firearms dealer and possession of body armor by a violent felon.

    The Bureau of Alcohol, Tobacco, Firearms and Explosives and the Potosi Police Department investigated the case. Assistant U.S. Nino Przulj prosecuted the case.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.
