    The 2024 hurricane season has been especially disastrous, and the casualties and widespread damage from flooding and high winds in towns like Cedar Key, Florida, call to mind another historic hurricane, the Labor Day hurricane of 1935.

    As one of the editors of “The Letters of Ernest Hemingway Volume 6 (1934-1936),” with Sandra Spanier and Miriam B. Mandel, I am reminded of the eyewitness account that the writer, then a resident of Key West, Florida, gave of the catastrophic storm that leveled Upper Matecumbe Key and Lower Matecumbe Key and took the lives of more than 400 people, many of them World War I veterans.

    Then, as now, the aftermath of a natural disaster included political finger-pointing.

    Today the debates center around how resources from the Federal Emergency Management Agency are allocated or how climate change contributes to the intensity of the storms.

    Back then, Hemingway had a different beef with the government, blaming the deaths of hundreds of World War I veterans on the failure to evacuate Upper Matecumbe Key and Lower Matecumbe Key ahead of the storm.

    The calm before the storm

    Hemingway was no stranger to hurricanes.

    A serious deep-sea angler who fished the waters off Florida, he kept an eye on weather patterns. Hurricane season was an anticipated, if dreaded, annual event.

    “Now the lousy hurricanes are starting,” he wrote his friends Jane and Grant Mason in June 1934. “Wish we would get lots of east wind and current … and then have a fine july and august without hurricanes.” Knowing that these conditions were unlikely, he jokingly asked the Masons “and what do you want for xmas Mr. and Mrs. Mason yourselves?”

    In a Sept. 30, 1934, letter, he wrote friends Gerald and Sara Murphy with hopes that he would get through the rest of hurricane season without incident: “no hurricanes yet […] if we get through the next 20 [days] are all right,” and he was glad that he “can fish without having to tie [the boat] up somewhere up some creek.”

    The next day, he wrote to fellow novelist John Dos Passos, “Hurricane months if you dont get a hurricane are fine.”

    ‘Not a building of any sort standing’

    But the following year, when the hurricanes did come, it was not fine.

    Over Sept. 2-3, 1935, a hurricane made landfall in the Florida Keys. Occurring in the days before storms were given names, the Labor Day hurricane, as it is commonly known, was the first recorded Category 5 hurricane in the U.S.

    It remains the third-most intense storm on record in the Atlantic basin, with a barometric pressure drop to 892 millibars and wind gusts exceeding 200 mph. Much of its damage was caused by the storm surge, and the Overseas Railroad, which had been completed in 1912 and connected the Florida Keys to the mainland, was destroyed and would not be rebuilt.

    After the storm, Hemingway wrote to his editor, Maxwell Perkins, describing its aftermath.

    Though communications were down and the island was cut off from the mainland, Key West had sustained relatively little damage.

    Upper Matecumbe Key and Lower Matecumbe Key, however, were a different story.

    “Imagine you have read about it in the papers but nothing could give an idea of the destruction,” Hemingway writes. “The foliage absolutely stripped as though by fire for forty miles and the land looking like the abandoned bed of a river. Not a building of any sort standing. Over thirty miles of railway washed and blown away.”

    Worse yet were the human casualties: He notes that the last time he witnessed so many dead in one place was in Europe during World War I as a Red Cross ambulance driver, adding, “We made five trips with provisions for survivors to different places and nothing but dead men to eat the grub.”

    Many of the victims were veterans, employed by the Federal Emergency Relief Administration to work on the Overseas Highway construction project. Outraged by the federal government’s failure to send a train to evacuate the workers in time, Hemingway tells Perkins that the veterans “were practically murdered.”

    Federal administrators, he adds, “had all day Sunday and all day monday to get those vets out and never did it. If they had taken half the precautions with them that we took with our boat not a one would have been lost.”

    The letter contains graphic descriptions of the hundreds of dead bodies, rapidly decomposing in the Florida sun as they awaited transport to Arlington, Virginia, to be buried.

    ‘That smell you thought you’d never smell again’

    Hemingway would repeat many of these same details in an article published in the Sept. 17, 1935, issue of the leftist magazine The New Masses.

    The article, which Hemingway titled “Who Killed These Men?,” and which was re-titled by the editors as “Who Murdered the Vets?,” criticized the federal government for not evacuating the workers.

    “Who sent nearly a thousand war veterans … to live in frame shacks on the Florida Keys in hurricane months?” Hemingway asks.

    Hemingway, no stranger to the sight and smell of the dead from his experiences during World War I, was disgusted not merely by the bodies “swollen and stinking” but by what brought the veterans to the work camps to begin with.

    Skeptical of the various government programs of Franklin D. Roosevelt’s New Deal, Hemingway saw the Federal Emergency Relief Administration work camps as a way for Washington to conveniently rid itself of hundreds of down-on-their-luck veterans, many of whom were experiencing what we would now call post-traumatic stress disorder.

    “I would like to make whoever sent them there carry just one out through the mangroves, or turn one over that lay in the sun along the fill, or tie five together so they won’t float out, or smell that smell you thought you’d never smell again, with luck,” Hemingway writes.

    This impassioned response to the disaster in 1935 still resonates. Hemingway recognized that while storms are inevitable, mass casualties do not have to be. The government can’t control the weather, but it can fulfill an obligation to protect the most vulnerable in the path of the storm.

Biden, Jr. met today with Chancellor Olaf Scholz of Germany at the Chancellery to discuss the longstanding U.S.-German relationship, grounded in our shared democratic values.  The two leaders coordinated on support for Ukraine in its self-defense against Russian aggression; efforts to counter antisemitism and other forms of hate at home and abroad; the Middle East; amongst other global issues.  President Biden expressed his appreciation for Chancellor Scholz’s leadership in increasing Germany’s investment in NATO’s collective defense and in securing the release of wrongfully detained Americans, along with other human rights activists and political dissidents from Russian prison, earlier this year. He also underscored the U.S. commitment to continue working together to address the challenges of today and tomorrow and deliver results for both our peoples.

  • MIL-OSI Global: What the killing of Hamas leader Yahya Sinwar could mean for the Middle East – expert Q&A

    Israel has announced it has killed Hamas military leader Yahya Sinwar in Gaza. Sinwar was apparently killed in a chance encounter on October 16 after a tank unit opened fire on a group of Palestinian men running into a building in Rafah in the southern Gaza Strip. His body was found in the rubble and later identified as the Hamas leader.

    It’s an important moment in the conflict between Israel and Hamas. Sinwar’s death follows a campaign of assassination of top Hamas leaders by Israel since the latest round of hostilities began after the Hamas attack on Israel of October 7 2023.

    Middle East analyst Scott Lucas of University College Dublin addresses some of the key issues raised by Sinwar’s killing.

    How badly Sinwar’s death hit Hamas’s command structure?

    Just over a year after its mass October 7 killings inside Israel, overseen by Yahya Sinwar, Hamas as an organisation is in disarray. It is not just the killing of Sinwar in the chance encounter with Israeli forces in Rafah. Sinwar’s death adds to a lengthy roll call of top Hamas leaders during the past year.

    Principally, this includes Mohammed Deif, who planned the October 7 attacks, and Hamas’s political leader Ismail Haniyeh, who was killed in Beirut on July 31. These three are just the most prominent identities among a host of other senior officials and military commanders killed by Israel in Gaza or Lebanon.

    Sinwar’s younger brother, Mohammed, 49, is likely to take over military command. And veteran figures such as Khaled Meshaal – who led Hamas’s political bureau from 1996 to 2017 – remain. But they will struggle to sustain the organisation, particularly if the Israeli government presses its military advantage and continues to identify and assassinate Hamas’s high command.

    But that does not mean that Hamas as a movement is finished. Mass killing, even of its leaders, could galvanise it in the longer run. Those who survive will move up through the ranks, and the spirit of resistance and resentment could bring in more recruits.

    Israel’s prime minister, Benjamin Netanyahu, can claim “victory” over Sinwar, Haniyeh and Deif. But victory over Hamas, particularly if Israel pursues an open-ended occupation in Gaza, may not be assured.

    What did Sinwar represent as a symbol of Palestinian resistance?

    For many in Palestine and beyond, Sinwar will be hailed as a martyr and icon of resistance. He was with Hamas from its first years, spent 22 years in an Israeli prison, and took command in Gaza from 2017. He never wavered in his belief that Hamas would prevail over Israel’s blockade, detentions, and military operations.

    But for others, Sinwar may be remembered as a divisive, even cruel figure. He built his career in Hamas on the killing of supposed “collaborators” with Israel. He was suspected of the torture and execution of rivals. And his leadership of the October 7 mass killings may be recalled as “resistance” which needlessly sacrificed the lives of tens of thousands and displaced almost 2 million of those whom he was supposedly representing.

    Does his death clear the way for a younger generation more amenable to a ceasefire deal and the return of the hostages?

    It will take months, perhaps years before we see where that “younger generation” will take Hamas. In the meantime, the interim political and military command of the battered organisation will face their immediate challenge. Can they still get some return, such as the freeing of Palestinians from Israeli prisons and the continued presence of Hamas in Gaza, in exchange for the release of the hostages? Or do they have to accept capitulation, possible expulsion, and Israeli occupation?

    Barring an unexpected change in the US position, putting pressure on Netanyahu, all the cards are in Israel’s hand for now.

    What’s Israel’s next move?

    Ask Netanyahu. He has the option of proclaiming “mission accomplished”. However, that will not be true for many Israelis as long as the hostages are not returned. Without that resolution, Netanyahu will run the risk of losing power if forced to an election and even the resumption of court proceedings over bribery charges if he halts military operations.

    Israel’s expansion of the war into Lebanon has improved his position to an extent. It has reconciled him with the defense minister, Yoav Gallant, who was privately saying Israel had no “endgame” in Gaza. And it has improved his approval ratings.

    So it remains in his interest to continue hostilities in both Gaza and Lebanon. And indeed Netanyahu has signalled his intention to press on. But he has also said that while it is not the end, it is “the beginning of the end”.

    While Netanyahu may pay lip service to the resumption of ceasefire talks, that will likely be conditional on the expulsion of Hamas from Gaza. And with no clear alternative for governance in the Strip, that points – as with the West Bank – to indefinite Israeli occupation.

    How will Iran respond?

    With the decimation of its Hamas and Hezbollah allies, Iran’s regime appears to have no good options at present. Amid economic and political problems at home and outmatched by Israel in military capabilities, the regime has avoided direct confrontation.

    Iran could continue to pursue “indirect” war through militias in Iraq and Syria attacking US personnel with rockets and drones, or with Yemen’s Houthis lobbing missiles at Israel and again threatening Red Sea shipping. It could expand cyber-attacks and its own attempted assassinations abroad.

    But those options would have little immediate effect, and would risk retaliation from the US and further isolation in the international community. The US is already using B-2 stealth bombers to attack Houthi bases in Yemen.

    So for now, Iran’s leaders and their spokespeople are likely to take the political route, condemning Israel and proclaiming that the “axis of resistance” will be strengthened through its losses.

    Can Washington now pressure Israel to do a deal with the Palestinians?

    This is perhaps the easiest question to answer. Unless the US cuts military aid to Israel or comes out for an unconditional ceasefire, it has little if any leverage with Netanyahu.

    How does this affect the US election campaign?

    Foreign policy is rarely a priority for most US voters, and even the mass killing of the past year is unlikely to change that. But on the margins of the US presidential election, the escalating toll in Gaza and Lebanon could alienate Arab American voters from the Democrats in Michigan, one of the seven states that will decide the contest.

    More broadly, the impression of Netanyahu pushing around a “weak” Biden administration could take hold. And in a toss-up election, those margins could be decisive.

    Some of the leading voices in the campaign for Sustainability and Climate Action gathered this week at the Guildhall for the Derry and Strabane Sustainability and Climate Commission Launch and Community Showcase 2024 Event.

    The event marked the official launch of the Derry & Strabane Sustainability and Climate Commission, a significant cross-sectoral partnership dedicated to working together to identify solutions that meet the climate and ecological needs of the City and District, as well as the broader region.

    Established in January 2024, the Commission is the second of its kind in N. Ireland and members stem from Northern Ireland government departments, agencies, communities, education, and business.

    Mayor of Derry and Strabane, Councillor Lilian Seenoi Barr opened the event, reaffirming Derry City and Strabane District Council’s commitment to working with local partners to address the climate and ecological crisis. “I was delighted to see so many organisations represented at today’s conference, and the shared commitment to pioneering cross-sectoral sustainability and climate action,” she declared. “As a Council we have been working to deliver our Climate Pledge towards a net zero, climate resilient City & District by 2045, but we recognise that we need to work collaboratively with everyone to turn this ambition into action.  In order to bring about impactful and sustainable change on a scale that will really protect and preserve our natural environment and local communities, it’s essential that we work together and draw on the expertise and resources of a wide range of partners,” she stressed.

    The Derry and Strabane Sustainability and Climate Commission chair Professor Ian Montgomery from Ulster University said: “Climate change is the greatest threat facing humanity, with the last ten years being the warmest on record, with shifting weather patterns causing difficulties worldwide. It is incumbent on all of us as world citizens to cutting our carbon emissions and playing our part in saving our planet – the only home we’ve ever known. Derry City and Strabane District Council have shown great leadership in bringing together stakeholders from many sectors to debate and plan how their Climate Commission can take a leading role in positive climate action for all their citizens.”

    Climate Programme Manager with Council, who hosted the event, Cathy Burns, said afterwards: “The conference provided an opportunity to unite national leaders, policymakers, industry experts, and community leaders to address the pressing challenges presented by the climate and ecological crisis. There is recognition by all our partners that we urgently need to address issues of sustainability, biodiversity loss, greenhouse gas emissions and the preservation of our natural environment for the betterment of all our communities. We had the chance to look at some of the fantastic work already ongoing across Derry and Strabane and to hear from some of the leading voices on pioneering climate and sustainability strategies.

    “We are now calling on our communities, businesses, public sector and education to get involved and be part of the dialogue. We need to work in partnership to find solutions and create a better future for all.”

    Statement from the Leader of the Council, Councillor Adam Hug on Friday 18 October.

    National Hate Crime Awareness Week is more pertinent than ever following the appalling events seen during the summer, which again highlighted the shameful prevalence of hate crimes. Politicians have a responsibility to promote cohesion rather than sow division and inflame tensions. We must challenge hateful sentiment head on, in order to ensure that such scenes do not occur again. 

    The week ahead is an important opportunity to show solidarity with those affected by hate crime, and to underline the ambition to rid society of prejudice and discrimination. I am proud to be standing alongside many local government colleagues and leaders across the UK in support of this campaign. 

    My hope is for Westminster to be a City where everyone feels welcome, regardless of ethnicity, race, sexual orientation, gender identity, religion or disability. I am proud that it is home to people from across the world as well hosting, in Soho, a historic and symbolic home for the UK’s LGBTQ+ community.  Everyone who lives, works and studies here should feel able to live without fear. 

    I would like to encourage people who are subjected to, or witness harmful or hateful incidents in the borough, to report it to the Police and seek help from our community partners. The impacts of hate crime can be devastating and we are here to offer support where possible to victims, their families and loved ones. This council will continue to celebrate our diverse communities and our differences, as well as those things that unite us. We will always strive to improve the support our communities receive. There is not, and never will be, a place for hate in Westminster.

    Fall for me as a teenager meant football games, homecoming dresses – and haunted houses. My friends organized group trips to the local fairground, where barn sheds were turned into halls of horror, and masked men nipped at our ankles with (chainless) chain saws as we waited in line, anticipating deeper frights to come once we were inside.

    I’m not the only one who loves a good scare. Halloween attractions company America Haunts estimates Americans are spending upward of US$500 million annually on haunted house entrance fees simply for the privilege of being frightened. And lots of fright fans don’t limit their horror entertainment to spooky season, gorging horror movies, shows and books all year long.

    To some people, this preoccupation with horror can seem tone deaf. School shootings, child abuse, war – the list of real-life horrors is endless. Why seek manufactured fear for entertainment when the world offers real terror in such large quantities?

    As a developmental psychologist who writes dark thrillers on the side, I find the intersection of psychology and fear intriguing. To explain what drives this fascination with fear, I point to the theory that emotions evolved as a universal experience in humans because they help us survive. Creating fear in otherwise safe lives can be enjoyable – and is a way for people to practice and prepare for real-life dangers.

    Fear can feel good

    Controlled fear experiences – where you can click your remote, close the book, or walk out of the haunted house whenever you want – offer the physiological high that fear triggers, without any real risk.

    When you perceive yourself under threat, adrenaline surges in your body and the evolutionary fight-or-flight response is activated. Your heart rate increases, you breathe deeper and faster, and your blood pressure goes up. Your body is preparing to defend itself against the danger or get away as fast as possible.

    This physical reaction is crucial when facing a real threat. When experiencing controlled fear – like jump scares in a zombie TV show – you get to enjoy this energized sensation, similar to a runner’s high, without any risks. And then, once the threat is dealt with, your body releases the neurotransmitter dopamine, which provides sensations of pleasure and relief.

    In one study, researchers found that people who visited a high-intensity haunted house as a controlled fear experience displayed less brain activity in response to stimuli and less anxiety post-exposure. This finding suggests that exposing yourself to horror films, scary stories or suspenseful video games can actually calm you afterward. The effect might also explain why my husband and I choose to relax by watching zombie shows after a busy day at work.

    The ties that bind

    An essential motivation for human beings is the sense of belonging to a social group. According to the surgeon general, Americans who miss those connections are caught up in an epidemic of loneliness, which leaves people at risk for mental and physical health issues.

    Going through intense fear experiences together strengthens the bonds between individuals. Good examples include veterans who served together in combat, survivors of natural disasters, and the “families” created in groups of first responders.

    I’m a volunteer firefighter, and the unique connection created through sharing intense threats, such as entering a burning building together, manifests in deep emotional bonds with my colleagues. After a significant fire call, we often note the improved morale and camaraderie of the firehouse. I feel a flood of positive emotions anytime I think of my firefighting partners, even when the events occurred months or years ago.

    Controlled fear experiences artificially create similar opportunities for bonding. Exposure to stress triggers not only the fight-or-flight response, but in many situations it also initiates what psychologists call the “tend-and-befriend” system. A perceived threat prompts humans to tend to offspring and create social-emotional bonds for protection and comfort. This system is largely regulated by the so-called “love hormone” oxytocin.

    The tend-and-befriend reaction is particularly likely when you experience stress around others with whom you have already established positive social connections. When you encounter stressors within your social network, your oxytocin levels rise to initiate social coping strategies. As a result, when you navigate a recreational fear experience like a haunted house with friends, you are setting the emotional stage to feel bonded with the people beside you.

    Sitting in the dark with friends while you watch a scary movie or navigating a haunted corn maze with a date is good for your health, in that it helps you strengthen those social connections.

    An ounce of prevention = a pound of cure

    Controlled fear experiences can also be a way for you to prepare for the worst. Think of the early days of the COVID-19 pandemic, when the films “Contagion” and “Outbreaktrended on streaming platforms as people around the world sheltered at home. By watching threat scenarios play out in controlled ways through media, you can learn about your fears and emotionally prepare for future threats.

    For example, researchers at Aarhus University’s Recreational Fear Lab in Denmark demonstrated in one study that people who regularly consumed horror media were more psychologically resilient during the COVID-19 pandemic than nonhorror fans. The scientists suggest that this resilience might be a result of a kind of training these fans went through – they practiced coping with the fear and anxiety provoked by their preferred form of entertainment. As a result, they were better prepared to manage the real fear triggered by the pandemic.

    When I’m not teaching, I’m an avid reader of crime fiction. I also write psychological thrillers under the pen name Sarah K. Stephens. As both a reader and writer, I notice similar themes in the books I am drawn to, all of which tie into my own deep-rooted fears: mothers who fail their children somehow, women manipulated into subservience, lots of misogynist antagonists.

    I enjoy writing and reading about my fears – and seeing the bad guys get their just desserts in the end – because it offers a way for me to control the story. Consuming these narratives lets me mentally rehearse how I would handle these kinds of circumstances if any were to manifest in my real life.

    Survive and thrive

    In the case of controlled fear experiences, scaring yourself is a pivotal technique to help you survive and adapt in a frightening world. By eliciting powerful, positive emotions, strengthening social networks and preparing you for your worst fears, you’re better able to embrace each day to its fullest.

    So the next time you’re choosing between an upbeat comedy and a creepy thriller for your movie night, pick the dark side – it’s good for your health.

  • MIL-OSI Global: Robot developers keep making it seem like housebots are imminent when they’re decades away

    The walking, talking, dancing Optimus robots at the recent Tesla demonstration generated huge excitement. But this turned to disappointment as it became apparent that much of what was happening was actually being controlled remotely by humans.

    As much as this might still be a fascinating glimpse of the future, it’s not the first time that robots have turned out to be a little too good to be true.

    Take Sophia, for instance, the robot created by Texas-based Hanson Robotics back in 2016. She was presented by the company as essentially an intelligent being, prompting numerous tech specialists to call this out as well beyond our capabilities at the time.

    Similarly we’ve seen carefully choreographed videos of pre-scripted action sequences like Boston Dynamics’ Atlas gymnastics, the English-made Ameca robot “waking up”, and most recently Tesla’s Optimus in the factory. Obviously these are still impressive in different ways, but they’re nowhere near the complete sentient package. Let Optimus or Atlas loose in a random home and you’d see something very different.

    A humanoid robot capable of working in our homes needs to be capable of doing many different tasks, using our tools, navigating our environments and communicating with us like a human. If you thought this was just a year or two away, you’re going to be disappointed.

    Building robots able to interact and carry out complex tasks in our homes and streets is still a huge challenge. Designing them even to do one specific task well, such as opening a door, is phenomenally difficult.

    There are so many door handles with different shapes, weights and materials, not to mention the complexity of dealing with unforeseen circumstances such as a locked door or objects blocking the way. Developers have actually now created a door-opening robot, but robots that can deal with hundreds of everyday tasks are still some way off.

    Behind the curtain

    The Tesla demonstration’s “Wizard of Oz” remote operation technique is a commonly used control method in this field, giving researchers a benchmark against which to test their real advances. Known as telemetric control, this has been around for some time, and is becoming more advanced.

    One of the authors of this article, Carl Strathearn, was at a conference in Japan earlier this year, where a keynote speaker from one of the top robotics labs demonstrated an advanced telemetrics system. It allowed a single human to simultaneously operate many humanoid robots semi-autonomously, using pre-scripted movements, conversation prompts and computerised speech.

    Clearly, this is very useful technology. Telemetric systems are used to control robots working in dangerous environments, disability healthcare and even in outer space. But the reason why a human is still at the helm is because even the most advanced humanoid robots, such as Atlas, are not yet reliable enough to operate completely independently in the real world.

    Another major problem is what we can call social AI. Leading generative AI programs such as DeepMind’s Gemini and OpenAI’s GPT-4 Vision may be a foundation for creative autonomous AI systems for humanoid robots in the future. But we should not be misled into believing that such models mean that a robot is now capable of functioning well in the real world.

    Interpreting information and problem solving like a human requires much more than just recognising words, classifying objects and generating speech. It requires a deeper contextual understanding of people, objects and environments – in other words, common sense.

    To explore what is currently possible, we recently completed a research project called Common Sense Enhanced Language and Vision (CiViL). We equipped a robot called Euclid with commonsense knowledge as part of a generative AI vision and language system to assist people in preparing recipes. To do this, we had to create commonsense knowledge databases using real-world problem-solving examples enacted by students.

    Euclid could explain complicated steps in recipes, give suggestions when things went wrong, and even point people to locations in the kitchen where utensils and tools might typically be found. Yet there were still issues, such as what to do if someone has a bad allergic reaction while cooking. The problem is that it’s almost impossible to handle every possible scenario, yet that’s what true common sense entails.

    This fundamental aspect of AI has got somewhat lost in humanoid robots over the years. Generated speech, realistic facial expressions, telemetric controls, even the ability to play games such as “rock paper scissors” are all impressive. But the novelty soon wears off if the robots are not actually capable of doing anything useful on their own.

    This isn’t to say that significant progress isn’t being made toward autonomous humanoid robots. There’s impressive work going on into robotic nervous systems to give robots more senses for learning, for instance. It’s just not usually given the same amount of press attention as the big unveilings.

    The data deficit

    Another key challenge is the lack of real-world data to train AI systems, since online data doesn’t always accurately represent the real-world conditions necessary for training our robots well enough. We have yet to find an effective way of collecting this real-world data in large enough quantities to get good results. However, this may change soon if we can access it from technologies such as Alexa and Meta Ray-Bans.

    Nonetheless, the reality is that we’re still perhaps decades away from developing multimodal humanoid robots with advanced social AI that are capable of helping around the house. Maybe in the meantime we’ll be offered robots controlled remotely from a command centre. Will we want them, though?

    In the meantime, it’s also more important that we focus our efforts on creating robots for roles that can support people who urgently need help now. Examples would include healthcare, where there are long waiting lists and understaffed hospitals; and education, to offer a way for overanxious or severely ill children to participate in classrooms remotely. We also need better transparency, legislation and publicly available testing, so that everyone can tell fact from fiction and help build public trust for when the robots eventually do arrive.

  • MIL-OSI Global: Vaccinating care home residents reduced deaths, but the effect was small – new study

    Vaccinating older people probably did avert some deaths in 2021, but the effects were small. And even those small effects on mortality seem to have dissipated during the booster programme. That’s the conclusion of our new study, published in the European Economic Review.

    COVID-related deaths decreased significantly in most of Europe and the US from the middle of 2021. Although this reduction coincided with the rollout of COVID vaccines, it has proved surprisingly difficult to identify the extent to which vaccination contributed to the drop in deaths.

    Randomised controlled trials (the gold standard for testing new treatments) suggest COVID vaccination can provide significant protection against serious illness and death relative to unvaccinated people who have not previously been infected with COVID. But there are reasons the effect of vaccination on mortality may be lower when viewed outside of trials.

    Early in the programme, there were hopes that vaccination would also prove highly effective in preventing the spread of COVID but it has since become clear that vaccination provides only limited and short-term protection against infection and transmission.

    It is also well established that a previous infection provides protection both against reinfection and against serious illness and death in the event of reinfection that is at least as effective as vaccination. Having a previous infection significantly reduces the likelihood of being vaccinated meaning the vaccinated population will include a relatively high proportion of people without protection from prior infection. So even if vaccination provides protection at an individual level, we may still observe population-level mortality rates that are similar for vaccinated and unvaccinated groups.

    The effectiveness of vaccination programmes may also be limited by people’s behaviour. For example, there is evidence that vaccinated people who get infected are more likely to have mild symptoms and this may cause them to take fewer precautions than others against spreading infection. As a result, vaccination may sometimes be associated with more rather than less transmission.

    Taken together, even if vaccination reduces the risk on an individual basis, it does not necessarily follow that it will reduce deaths at a population level. Existing research reflects this ambiguity with some research finding very significant effects of vaccination on death while other findings conclude there was little or no effect at all.

    Our new study attempts to improve our knowledge about the effect of COVID vaccination programmes by estimating the effect of vaccination take up on deaths in care homes. This is a particularly important group to examine. Given that the vast majority of COVID-related deaths occur in the elderly, any effect on deaths is highly likely to be seen in care homes.

    Machine learning used to analyse the data

    We examined deaths from COVID in care homes across nearly 150 local authorities in England from the start of the vaccine rollout in December 2020 until after the second booster dose in summer 2022. We tested whether higher rates of vaccination of staff and elderly residents led to fewer deaths both in total and from COVID.

    One feature of our research is the use of machine learning (a type of artificial intelligence) to isolate the effect of vaccination from other factors that may also have affected mortality including levels of prior infection as well as demographic, economic and health differences among local authorities.

    Machine learning is particularly adept at separating out the effects of a high number of potential explanatory variables, providing much better evidence of when associations represent true causal relationships. In contrast to some other research, we also use a measure of vaccination that takes account of the fact that effectiveness wanes over time.

    We found that higher vaccination rates of residents (but not of staff) did indeed lead to fewer deaths, but the effect was relatively small. For example, an increase in the resident vaccination take-up rate of 10% in a local authority caused, on average, a reduction of 1% in the total care home mortality rate. That is equivalent to about 22 fewer deaths per week nationwide.

    Of course, any reduction in deaths is welcome. But vaccination does not appear to be the key factor in reducing care home deaths from COVID. We also found that the reduction in deaths was restricted to the initial vaccination rollout.

    From September 2021, when the booster vaccination programme started in England, higher vaccination rates of elderly residents do not seem to have led to any reduction in deaths. Based on these results, vaccination is unlikely to have been responsible for the sustained fall in COVID-related deaths.

    Why then did Europe and the US experience large reductions in COVID deaths since 2021, even during times when infection rates have soared?

    There are two explanations. The first is the growth of variants such as omicron that, although highly infectious, are less deadly than variants responsible for the early waves.

    Second, is the rise in the cumulative number of people who gained protection from having had previous infections.

    These explanations are consistent with the experience of places such as Hong Kong, New Zealand and Taiwan. All saw relatively low COVID infections and deaths in 2020, meaning only limited levels of natural immunity had been built up. All then experienced high mortality rates during 2022, well after most people in those places had been vaccinated.

    For example, the seven-day average mortality rate in Hong Kong reached 40 deaths per million in March 2022, a rate far above the highest peak seen in the US during the whole pandemic despite cumulative vaccination rates at that time being similar.

    Even though vaccination probably reduced care home deaths by a small amount in the early rollout period, there is little evidence that the booster programme had any significant effect on COVID-related deaths.

  • MIL-OSI Global: A brief history of the muses: the Greek goddesses who provided divine inspiration for ancient poets

    In the beginning, there was just one, unnamed, muse. The blind bard Homer (a poet born around around 850BC) invoked her with the words “Sing, daughter of Zeus” in the first lines of his epic poem, the Odyssey.

    Then there were said to be three: Melete (practice), Mneme (memory) and Aoede (song), perhaps embodying the basic creative process of early humanity. Eventually, nine muses were identified, covering every branch of the arts, in the ancient Greek poet Hesiod’s introduction to Theogony, his epic poem about mythical stories and characters (circa 730–700BC). Hesiod, formerly an illiterate shepherd, claimed that he was inspired to write the poem when a beautiful goddess whispered the story in his ear.

    There were muses specifically for comedy, tragedy and even erotica. The oldest was Calliope, mother of the legendary musician Orpheus. Euterpe was the muse of music. Urania guided the scientists. Terpsichore taught dance.

    The muses promised fame and fortune to artists who followed them, but are rarely mentioned by name in the prologues and prefaces of artworks today.

    A timeline of the muses

    Originally characterised as singing and dancing goddesses guarding a sacred spring, evidence for the muses is found in writing by some of the earliest known authors.

    Yet, the muses existed long before reading and writing. It was only later that they were conscripted as the mascots of writers, with some ancient mosaics showing pens and parchment superimposed on their original images. Following their assimilation from the oral tradition into cheerleaders of literacy, the muses are seen waving pens and quills, scrolls and manuscripts in ancient artworks.

    Written storytelling about the muses started in the matriarchal period of prehistory, shifting to patriarchy in approximately 3,000BC, in Ovid’s story of the god Apollo fashioning himself the first laurel wreath. This crown of leaves, which supposedly signified his genius, is seen in the myth of Daphne, who turned into a laurel tree to escape Apollo’s unwanted advances.

    Written by Ovid in Metamorphoses, this picturesque tale may have been a metaphor for the switch from female to male authority. Legend has it that Apollo prevented his muse priestess from brewing, imbibing or smoking laurel leaves, which have a mild narcotic property.

    It wasn’t just fanciful poets in the muse’s congregation – philosophers kept the faith too. In approximately 370BC, Socrates classed “possession” by the muses as a form of divine madness like drunkenness, eroticism or dreaming: “He who, having no touch of the muses’ madness in his soul, thinks that he will get into the temple by the help of art – he, I say, and his poetry are not admitted.”

    English poet and soldier Robert Graves (1895-1985) agreed, writing in 1948 that his:

    ‘Inspiration’ was the breathing-in by the poet of fumes from an intoxicating cauldron, the Awen of the cauldron of Cerridwen, containing probably a mash of barley, acorns, honey, bull’s blood and such sacred herbs as ivy, hellebore and laurel as at Delphi.

    Changing times

    These original practices of using drink or drugs to inspire art are still in use around the world today. The muses may hold a pen in one hand and a smoke, or steaming mug, in the other – herbal remedies continue to be efficacious for writer’s block.

    In the Elizabethan period, when a poet’s relationship with the muses was perceived as directly proportionate to their success in romance, loving attention was paid to their invocation in rhythm and rhyme. But post-Enlightenment, it was no longer considered right for writers to invoke a supernatural mentor for literary endeavours. Modern men were influenced by reason and rationality, rather than a deity. Then it was more likely that a dead bard or scene from nature was deemed an appropriate source of inspiration.

    Though writing remained a ritualistic practice, and its mechanisms sometimes mystical, the desk no longer doubled as an altar at which the author worshipped.

    Yet writers still often claim “the muse is with me” at moments when the words flow magically. Her voice can be heard in the modern Interval with Erato by Scott Cairns (2015), which name checks the ancient overseer of love poetry:

    That’s what I like best about you, Erato sighed in bed, that’s why you’ve become one of my favourites and why you will always be so.

    For the most part, the muses are missed off the agenda by both the microscope-gazers and the navel-gazers, these days. However, Plato did insist in his dialogue Phaedrus (370BC) that most people are eu amousoi (εὖ ἄμουσοι) an ancient Greek expression that means “happily without the muses”.

    Contemporary theories of creativity do not often mention divine inspiration. We no longer like the idea that the best stories are given to a few fated writers by God, that great plots and characters are bestowed on favoured authors by goddesses. But the answer to that common question all writers are asked – “where do you get your ideas from?” – still seems more mystic, less mathematic and as much supernatural as subconscious.

         Following is the speech by the Secretary for Culture, Sports and Tourism, Mr Kevin Yeung, at the Hong Kong Performing Arts Expo Gala Dinner today (October 18): Kenneth (Chairman of Hong Kong Arts Development Council, Mr Kenneth Fok), Wilfred (Chairman of Hong Kong Arts Development Fund Advisory Committee, Dr Wilfred Wong), distinguished guests, ladies and gentlemen,       Good evening.       It is with great pleasure that we gather here this evening to celebrate the immense success and conclusion of the inaugural Hong Kong Performing Arts Expo (HKPAX).       This inaugural Expo was participated by over 1 400 arts leaders and practitioners from around 60 countries and regions. There were over 100 performances, leadership talks, workshops and networking events of HKPAX, cutting across a variety of art forms. The Expo serves as a testament to the city’s commitment and efforts to cultivating artistic brilliance, fostering cultural exchange and dialogue, and delivering enthralling collaborative and cross-cultural performances for the delight of all public and visitors. It has also consolidated Hong Kong’s status as a global arts hub, further achieving our mission to develop Hong Kong into an East-meets-West centre for international cultural exchange.       I am sure that you have had a taste of our unique glamour at HKPAX. Together with the 2024 Guangdong-Hong Kong-Macao Greater Bay Area Culture and Arts Festival to be kicked off tomorrow, the two mega arts events will complement each other and enable Hong Kong to further give play to its role of “bringing in” different cultures while enabling Chinese culture to “go global”. Furthermore, I know some of you will join the tour to Shenzhen and Guangdong. You will be able see for yourself a fast developing cultural landscape with many new infrastructure and collaboration opportunities in the Mainland.       It is also our endeavour to develop our arts infrastructure to bring in more local and international arts productions. Besides the stunning West Kowloon Cultural District and other venues that you have spent time during HKPAX, I am excited to share with you the completion of many more new venues, including the Lyric Theatre Complex in West Kowloon, the East Kowloon Cultural Centre and also a new world-class stadium that can house 50 000 audience in Kai Tak Sports Park in Kowloon. We will be more than delighted to welcome you to Hong Kong again, to experience many more exciting arts and cultural events in these new venues as well as to bring in and stage your incredible productions here.       I hope in addition to experiencing our rich and vibrant cultural offerings, in the past five days you have also made new friends, reconnected with familiar faces, as well as explored exciting opportunities for future collaboration, and on this basis, you will continue to join hands in promoting arts and culture.       Before I close, I wish to extend my heartfelt thanks to everyone who has contributed to the success of HKPAX.     TIANJIN, Oct. 18 — China’s consumer goods trade-ins have unleashed new market demands, with over 1.4 million applications for automobile scrapping and renewal subsidies recorded so far, Vice Minister of Commerce Sheng Qiuping said on Friday.

    As of Wednesday, more than 10.8 million consumers across the country had purchased some 15.6 million pieces of household appliance included in China’s consumer goods renewal program, Sheng told the 2024 Haihe International Consumption Forum that opened on the same day in Tianjin, north China.

    Household appliance trade-ins have driven a total sales of 73.36 billion yuan (about 10.3 billion U.S. dollars), according to the vice minister.

    During the first half of this year, consumption alone contributed 60.5 percent to China’s economic growth, driving its GDP growth by 3 percentage points, said Sheng.

    He said the ministry will join hands with other departments to further boost consumption and consolidate the stable and positive momentum of the market.

    In March this year, China unveiled an action plan to implement the equipment and consumer goods renewal program to expand domestic demand and shore up the economy. In July, it further stepped up policy support for the program with an extra fund injection of 300 billion yuan via ultra-long special treasury bonds.

    Today, 18 October 2024, marks one year since Storm Babet hit the UK and brought with it extremely heavy rainfall and very strong winds.

    In the East Midlands, Storm Babet resulted in the highest recorded river levels at 37 locations. As well as bringing the wettest 3-day period that Nottinghamshire had ever experienced on record.

    Storm Babet was then followed by Storms Ciaran and Henk which led to more significant flooding. Flood defences operated very well overall and protected significant numbers of properties in the region.

    The anniversary also coincides with the Environment Agency’s annual Flood Action Week which is a campaign dedicated to showing people the steps they can take to reduce the devastation caused by flooding. It also aims to encourage people to sign up to the flood warning service that informs you if your home is at risk of flooding.

    In the East Midlands alone, the Environment Agency is currently working on 52 flood risk projects to return assets to the condition they were before the storms last winter. These projects have all been created using evidence from the flooding caused by the 3 storms. Designing and delivering Flood schemes can be complicated and therefore take time to establish.

    In the last 12 months an array of projects have been completed to help better protect communities. In Raynesway in Derbyshire the team installed rock amour along a flood embankment. It had started to erode due to the high-water levels caused by Storm Babet and Storm Henk. Quick action was required to ensure the nearby businesses and critical infrastructure in that area remained protected.

    2180 tonnes of stone was used to fill a hole on the Folly Road Flood Bank in Darley Abbey.

    High levels of water also caused erosion on Folly Road Flood Bank in Darley Abbey. 40 metres was repaired by the Environment Agency, Jackson Civil Engineering and Derby City Council. Over a period of 11 weeks, 2180 tonnes of stone was brought in to fill the large scour hole and protect the bottom of the embankment.

    In Lowdham the high river levels caused by storm Babet resulted in overtopping and the deterioration of the flood storage wall. The wall surrounds the cricket pitch and is the boundary to the storage area. The design of the flood asset means when river levels are high they spill onto the cricket pitch. Therefore the flood storage wall keeps the water in that boundary. The high levels of water that was experienced with storm Babet and then continued very closely with storm Ciaran and Storm Henk resulted in further deterioration of the masonry wall. The Environment Agency Nottingham field team worked quickly to assess the damage, take down the damaged stretch of wall and rebuild it. This work was completed in March, less than a month after the last period of storms.

    Since storm Babet the Environment Agency has been reassessing the areas that are covered by the flood warning service to ensure all at risk areas are targeted. This work has so far resulted in 3 new areas being added to the flood warning system in the East Midlands – Rearsby, Syston and Silbey.

    The Environment Agency are also developing a Property Flood Resilience (PFR) programme for those homes affected by the storms, this could involve them being offered things like air brick covers and demountable barriers to have on the outside their home.

    More than 26 drop-in sessions have been conducted in the East Midlands which more than 1600+ people attended. The Environment Agency spent more than 2,000 hours attending and organising these key sessions. The drop-in sessions provided members of the public with a chance to ask any flood related questions they have. The events are attended by our partners who have a role during flooding so everyone the public needs are all in one room.

  • MIL-OSI Security: Ohio Man Sentenced to 15 Years in Federal Prison on Child Sexual Exploitation Charge

    NASHVILLE – Barron M. Poole, 50, of Ripley, Ohio, was sentenced today to 15 years in federal prison after having pled guilty to attempted sexual exploitation of a minor, announced Thomas J. Jaworski, Acting United States Attorney for the Middle District of Tennessee.

    According to court documents, on February 2, 2023, a user with the profile of “Barron read bio,” who was later identified as Barron M. Poole, contacted an FBI online covert employee (“OCE”) on an online dating application that is frequented by minors and those who seek to exploit them.  The OCE was conducting an online covert investigation utilizing a profile of an 18-year-old female, which contained a photo of a female’s face. Above the photo was a status block, which contained the text, “hi im really 13.” Poole messaged and texted with the OCE, who he believed to be a 13-year-old girl, asked her to send him nude photographs, sent her photos of nude adult females in the poses he wanted the OCE to recreate, and sent her photographs of his penis and abdomen which had distinctive tattoos. The communications continued for a week. When he was arrested at his home in Ohio, Poole admitted to using the online dating application, and admitted that “Barron read bio” was his profile with his photograph.

    After serving his sentence, Poole will be on supervised release for 5 years.

    This case was investigated by the Federal Bureau of Investigation, Clarksville Resident Agency, Nashville Field Office, and assisted by the FBI’s Cincinnati Field Office. Assistant U.S. Attorney Monica R. Morrison prosecuted the case.

    The National Trade Corridors Fund supports infrastructure projects in Canada. These projects include improvements at airports, ports, railways, transportation facilities, and access roads. $4.1 billion has been committed to projects since 2017.

    The National Trade Corridors Fund supports projects that:

    • improve the flow of goods and people in Canada;
    • increase the flow of trade in and out of Canada;
    • help the transportation system to:
      • withstand the effects of climate change; and
      • better adapt to new technologies and innovation;
    • address the transportation needs of Arctic and northern communities.

    On October 18, 2024, the President of the Treasury Board and Minister of Transport, the Honourable Anita Anand, announced up to $38 million for seven projects under the National Trade Corridors Fund. By supporting our supply chains, the Government of Canada is ensuring that goods move faster and cheaper, making life cost less for Canadians.

    The funding recipients and project details are below.

    1. Montreal Port Authority – Increased export capacity for Canadian containerized grains
      The Government of Canada is investing $12,500,000 in this project to increase the Canest Terminal’s capacity by 20%, significantly improving its efficiency in handling goods. Additionally, the terminal will expand and optimize its operational space, substantially boosting container storage capacity. These upgrades will enable Canadian producers to expand exports to international markets by easing constraints and eliminating a major bottleneck in the supply chain.
    2. QSL International Ltée – Development of the port terminals in the cities of Sorel-Tracy and Saint-Joseph-de-Sorel
      The Government of Canada is investing $13,613,683 in this project to increase the fluidity of supply chains in the steel and agriculture sectors. By increasing the annual volume of import-export goods, it will support the local and regional economy while significantly reducing the number of days ships spend waiting offshore and the time required for unloading. Additionally, the initiative will mitigate environmental impacts by minimizing vessel diversions to other ports and decreasing the reliance on short-haul trucking.
    3. Quebec Port Authority – Increase the terminal storage space at Pier 103
      The Government of Canada is investing $1,198,185 in this project to reduce interruptions between storage areas, making operations more efficient. Warehouse 103 will serve as a backup storage area to help manage congestion in the logistics chain during busy times. Additionally, the project will help consolidate more goods at QSL terminals, especially in the agri-food, transportation, and construction industries.
    4. Quebec Port Authority – Relocation of a strategic and essential infrastructure for the electrical supply of the L’Anse au Foulon sector (Pier 104 and 105)
      The Government of Canada invested $1,638,500 in this project to increase storage capacity by approximately 3,000 m². This expansion has boosted the terminal’s overall storage capacity by about 15%, allowing it to handle new traffic while securing existing operations. Additionally, it reduces waiting times for ships unloading cargo at the terminal.
    5. Quebec Port Authority – Project to increase the capacity and efficiency of the estuary rail yard
      The Government of Canada invested $723,600 in this project to alleviate bottlenecks during peak times by creating additional space for railcars, expanding the Estuary Yard with about 380 linear meters of new track, reducing the time needed for snow clearing on the tracks, and improving unloading efficiency by minimizing operational delays.
    6. Quebec Port Authority – Agreement for the development of a new dry bulk and cargo terminal behind pier 108 in the Anse au Foulon sector
      The Government of Canada is investing $6,800,000 in this project to enhance intermodal connectivity through the construction of a new terminal that supports ship-to-truck and truck-to-ship logistics. It will also streamline operations by adding two new access roads to improve terminal and area accessibility. Additionally, the project will free up capacity at other deep-draft terminals, optimizing their use for handling and storage.
    7. Saguenay Port Authority – New storage area in the southwest sector of the Terminal
      The Government of Canada is investing $1,261,343 in this project to enhance trade flow by providing additional storage space in the St. Lawrence-Great Lakes maritime system, reducing long-distance transport needs. It will also support the logistics chain for bulk raw materials and promote short-distance maritime transport.

    The City of Edinburgh Council is asking tenants to give their feedback on how it invests in Council homes, neighbourhoods, and services.

    With just six weeks to go until this year’s consultation closes on Friday 29 November, tenants across the capital are being reminded to share their views on how they’d like their rent to be spent.

    In February this year, councillors agreed to increase rent by 7% every year, for five years, starting in April 2024. The longer-term strategy gives tenants more certainty about the rent they pay and helps the Council better plan spending to improve homes and services.

    The Council also introduced the Tenant Hardship Fund which offers financial assistance for tenants struggling to make rent payments. This year, the fund was increased to a maximum award of two fortnightly rent charges per tenant per year.

    Housing, Homelessness and Fair Work Convener Jane Meagher said:

    We’re determined to provide a better service to our tenants, improve their homes, and build more places for people to live because everyone deserves a suitable and affordable place to call home.

    That’s why we want to make sure as many people as possible have the opportunity to share their views on how we spend and invest in their homes, neighbourhoods, and services. I’d urge every tenant to visit our website and share their priorities for how they’d like their rent to be spent.

    In anticipation of Storm Ashley, which is expected to bring strong winds and could cause possible disruption on Sunday, Derry City and Strabane District Council is encouraging the public to take all the necessary precautions to keep safe.

    In the interests of health and safety, Council is closing all of its public parks, play parks and grass pitches on Sunday and advising the public to avoid using open spaces and areas where there are trees.

    The public are advised that there could also be some disruption to recycling centres across the Council area with Pennyburn, Strathfoyle and Strahan’s Rd Centres remaining closed on Sunday.

    Council outdoor sports and leisure facilities and courts will also be closed. All scheduled matches due to take place on Saturday 19th October on Council pitches will proceed, however all matches scheduled for Sunday 20th October have been cancelled due to the current weather warning and Council is in the process of contacting clubs and user groups accordingly.

    While the Cemeteries will remain open, the public are advised to take extreme care.

    All of our Leisure Centres will open as normal with the exception of Brooke Park Leisure Centre which will be closed and users advised to use facilities at Templemore Sports Complex.

    Routine inspections will be carried out on all facilities on Monday prior to them reopening.

    Householders and businesses across the Council area are encouraged to take the necessary measures to keep them and their property safe.

    Storm Ashley – What to expect

    Some damage to buildings, such as tiles blown from roofs, could happen
    Power cuts may occur, with the potential to affect other services, such as mobile phone coverage
    Injuries and danger to life could occur from large waves and beach material being thrown onto sea fronts, coastal roads and properties
    Some roads and bridges may close
    Road, rail, air and ferry services may be affected, with longer journey times and cancellations possible

    What steps to take.

    Prepare to protect your property and people from injury. Check for loose items outside your home and plan how you could secure them. Items include; bins, garden furniture, trampolines, tents, sheds, and fences.

    Give yourself the best chance of avoiding delays by checking road conditions if driving, or bus and train timetables, amending your travel plans if necessary.

    People cope better with power cuts when they have prepared for them in advance. It’s easy to do; consider gathering torches and batteries, a mobile phone power pack and other essential items.

    If you are on the coast, stay safe during stormy weather by being aware of large waves. Even from the shore large breaking waves can sweep you off your feet and out to sea. Take care if walking near cliffs; know your route and keep dogs on a lead. In an emergency, call 999 and ask for the Coastguard.

    Be prepared for weather warnings to change quickly. When a weather warning is issued, the Met Office recommends staying up to date with the weather forecast in your area.

    On 1 April 2024, the Social Housing (Regulations) Act 2023 came into force.

    Its new regulatory standards require tenant safety and engagement, decent homes and transparency, and landlords are required to inform the regulator of any non-compliance. The standards also require more frequent surveys of homes and consideration of tenants’ diverse needs and any vulnerabilities.

    Housing associations have been regulated by the Regulator of Social Housing for some time. Now, the 100 or so local authorities in England which own and manage council homes are being regulated on new consumer standards. About half of these councils have already self-referred to the Regulator – 13 since the new regulations came in – and now City of York Council has referred itself as it continues work to improve its homes and landlord services.

    While the Council complies with many of these standards, it knows that more work needs to be done to meet all areas. It has contacted the regulator and is discussing its improvement plans to ensure that services for tenants continue to improve.

    Cllr Michael Pavlovic, Executive Member for Housing at City of York Council, said:

    This new legislation provides a welcome framework for our improvement. We have developed an action plan to continue our intention to provide the best landlord services and quality of housing. Safety is our priority and any tenants with any concerns about their homes should contact us directly.

    More than 1,400 homes better-protected from flooding as Kent facility will hold 25 per cent more water than now, enough to fill 600 Olympic swimming pools

    Three new gates at the Leigh flood storage area will add 200 homes and businesses to the 1,200 already better-protected from flooding

    The Leigh flood storage area (FSA) currently reduces the risk of flooding from the River Medway to 1,200 homes and businesses in Tonbridge and Hildenborough in Kent. It works by holding peak floodwater in the storage area to minimise flows downstream.

    Coinciding with the Environment Agency’s Flood Action Week, a milestone has been reached this month with the installation of a new gate to control the flow of water.

    Lifted into place by a 300-tonne crane, this is the first of three new gates that will be installed during construction.

    The new gates were delivered in pieces and welded together on site. Each gate weighs around 12.5 tonnes – the equivalent to the weight of a single-decker bus!

    By replacing the gates and raising sections of the embankment, the FSA will be able to store approximately 25 per cent more water than it does now; in total, more than 7 million cubic metres of floodwater that will help to better-protect more than 200 additional homes from flooding.

    Scheme progress

    It is expected that the scheme will be completed by the end of 2025.

    This is a complex programme and timings could change depending on external factors, such as the weather. Regular scheme updates will be provided to residents and stakeholders via newsletters and on GOV.UK.

    Sally Harvey, the Environment Agency’s area director for Kent, South London and East Sussex, said:

    The installation of the new gate is a huge achievement and a great step forward in the project to reduce the flood-risk to more than 1,400 homes in Tonbridge and Hildenborough.

    People can be assured that the flood storage area will remain operational throughout the project continuing to protect people, homes and businesses.

    Some estimates say that the average cost of flood damage in a commercial setting is around £80,000, and that a small business can lose up to 50 working days following a flood event, which clearly leads to a loss of custom and sales. This new investment will, therefore, bring peace of mind to businesses in the area, and increase confidence to invest in our locality.

    Working in partnership

    The Environment Agency is working with Kent County Council, Tonbridge and Malling Borough Council and the Kent and Medway Economic Partnership (previously part of the South East Local Enterprise Partnership) to reduce flood risk to over 1,400 homes and businesses in Tonbridge, Hildenborough and downstream communities.

    Funding is through the government’s Flood Defence Grant in Aid (FDGiA), with contributions from Tonbridge and Malling Borough Council, Kent County Council and the South East Local Enterprise Partnership, now the Kent and Medway Economic Partnership.

    This week, 14-20 October, is also the Environment Agency’s Flood Action Week, which aims to help people and businesses prepare for flooding.

    Will the Leigh flood storage area still be operational during construction?

    Yes, the work are planned so that most of the work on the flood storage area will be during summer periods when there is a lower risk of flooding. There are robust contingency plans in place to use the flood storage area whenever needed.

    Slough assumed command of Makin Island in April 2023 after serving as the ship’s executive officer since 2021.

    As Makin Island’s commanding officer, her exemplary leadership spearheaded the successful completion of numerous training and certification events, enabling the deployment of a combat-ready ship following a 100-day Continuous Maintenance Availability and a truncated training cycle. Throughout her tour, she demonstrated a unique talent for innovation and interoperability in advanced warfighting concepts, successfully integrating with the thirteenth Marine Expeditionary Unit during workups and a highly productive seven-month deployment to the Indo-Pacific Region. She masterfully employed her forces, executing 11 individual exercises and operations involving 22 partner nations, and oversaw the first-ever deployment of a full squadron of 10 F-35B Lightning II fifth-generation fighter jets aboard an Amphibious Assault Ship. With commitment to excellence, she guided Makin Island to earn the 2023 Battle Effectiveness Award, achieving a 100 percent first-pass qualification rate in every mission area and executing 3,000 individual training events.

    Arana, a 1997 graduate of the University of Florida, was commissioned in 1999 through the Officer Candidate School program. He has served as the executive officer of Makin Island since April 2023. Prior to joining the Raider family, he completed squadron tours with HSC-26, 28 and was a plank owner of the HSC Weapons School Atlantic. He h also served as the Assistant Air Officer (MINIBOSS) aboard USS KEARSARGE (LHD 3), Operations and Maintenance Officer for the Tridents of HSC-9. Post Department Head, CAPT Arana served on the Joint Staff, Pentagon in the National Military Command Center as Operations Officer, National Joint Operations and Intelligence Center. He also served at the as Assistant Deputy Director for Operations, J-3, and as a Global Strike Advisor to the Chairman of the Joint Chiefs of Staff, Secretary of Defense, and the President of the United States. CAPT Arana went on to serve at the 59th commanding officer of the World-Famous Golden Falcons, forward deployed in Atsugi Japan. His most recent tour was as Helicopter Assignments Officer and Deputy Director of the Aviation Distribution Office at the Bureau of Navy Personnel (PERS 43).

    Makin Island, homeported in San Diego, is currently in a selective restricted availability. The Wasp-class ship is crewed by more than 1,200 Sailors and can embark more than 1,600 Marines. Makin Island’s mission is to transport and land ashore troops, equipment, and supplies to support and sustain amphibious assault operations.

  • MIL-OSI Security: U.S. Marshals Focus on Violent Fugitives During Operation Nazare Wave

    The U.S. Marshals Service (USMS) announced the results of Operation Nazare Wave, which focused on violent crime in Washington, D.C., and the National Capital Region. This operation was spearheaded by the USMS’ Capital Area Regional Fugitive Task Force (CARFTF) between April and September and resulted in the arrest of 826 fugitives (63 for homicide); recovery and seizure of 54 firearms; and seizure of 6.4 kg of narcotics and $1,115,365 in U.S. currency.

    “This successful operation reflects the collaborative approach the Justice Department has taken to turn the tide against violent crime,” said Attorney General Merrick B. Garland. “From April to September, the U.S. Marshals Service brought together more than 30 law enforcement agencies spanning the Washington, D.C. area to arrest 826 fugitives and seize significant quantities of firearms and narcotics. I am deeply grateful to every Deputy U.S. Marshal and law enforcement partner who took part in this operation.”

    “I wish to thank all of the Deputies, Task Force Officers, and participating agencies for their steadfast commitment and tremendous work,” said USMS Director Ronald L. Davis. “This operation coincided with Operation North Star FY2024 in 10 other metropolitan areas which demonstrates the commitment of the United States Marshals Service and the Department of Justice to work with local law-enforcement and communities to reduce violent crime.”

    Operation Nazare Wave focused on reducing violent crime in the NCR but resulted in arrests crossing 19 different districts across the United States and internationally. While some fugitives wanted in the District of Columbia, Maryland, and Virginia (DMV) fled to other districts, in other instances fugitives wanted outside the DMV traveled into the DMV and were apprehended.

    Significant arrests include:

    • On July 31, based on information developed by CARFTF, the New York/New Jersey Regional Fugitive Task Force and Prince Georges County police assisted a special branch of the Guyana police in locating Rakeem Gilgeours, who fled the country following a July 4 shooting that resulted in the death of a 6-year-old boy and injuries to other community members who had gathered to celebrate the holiday at a Temple Hills, Maryland, park. CARFTF arrested Gilgeours in Miami after Guyana deported him.
    • On June 1, Emmanuel Sewell was arrested in Putnam County, West Virginia, by the Southern District of West Virginia Violent Offender Task Force, in collaboration with CARFTF. Sewell, a registered sex offender, was wanted in Montgomery County, Maryland, in connection with the May 31 death of Maryland Parole and Probation Officer David Martinez in his Chevy Chase home. Martinez was Sewell’s probation officer.
    • On April 29, CARFTF arrested a 16-year-old juvenile in Suitland, Maryland, for aggravated assault with a gun and attempted murder following an April 19 shooting at a Greenbelt park where a large group of youth had gathered for a senior skip day. A search warrant executed at the suspect’s mother’s house, where he’d been staying, yielded $246,780 in currency, 40.5 grams of crack cocaine, and two handguns.

    Agencies participating in Operation Nazare Wave include: Metropolitan Police Department of the District of Columbia; U.S. Attorney’s Office for the District of Columbia; Metro Transit Police Department; Bureau of Alcohol, Tobacco, Firearms and Explosives; Homeland Security Investigations; Immigrations and Customs Enforcement; Diplomatic Security Service; Court Services and Offender Supervision Agency; Naval Criminal Investigative Service; U.S. Postal Inspection Service; D.C.     POUGHKEEPSIE, NY  –  Today, Congressman Pat Ryan joined with Dutchess County District Attorney Anthony Parisi, Dutchess County Sheriff Kirk Imperati, and Dutchess County Executive Sue Serino to announce that they have secured $3,023,688 in federal funding to bolster public safety and criminal justice initiatives across Dutchess County. This is in addition to the $2,386,00 in federal Community Project Funding for Fiscal Year 2025 Congressman Ryan is fighting to secure for Dutchess County to create a state-of-the-art Analysis and Real Time Crime Intelligence Center and develop a consolidated two-way public safety radio system.

    “Our local law enforcement officers are true public servants – grounded in the mission of keeping our neighbors safe around the clock. Their work isn’t partisan, and neither is our work in supporting them with the resources they need” said Congressman Pat Ryan. “I’m proud that only two months after we joined here in August to announce our shared vision for safer communities in Dutchess County, we’re here again to announce over $3 million in additional funding to keep criminals off the streets, to safeguard our communities from hate-fueled crimes, and to protect survivors of domestic violence and ensure they receive justice when their perpetrators are prosecuted.     The Dutchess County DA’s Office secured the $3,023,688 from United States Department of Justice (DOJ) grant programs with the assistance of Congressman Ryan. The funding will be broken down to support the three following programs:

    • $1,000,000 from the DOJ’s Matthew Shepard and James Byrd, Jr. Hate Crimes Program will fund the Dutchess County District Attorney’s Office’s collaborative initiative to address, mitigate, and prevent hate crime and increase victim reporting. This project focuses on the education on and prevention of hate crime through community outreach and partnerships, crime analytics and data collection, and targeted resource distribution to improve hate crime reporting. The District Attorney’s Office will create two new positions-   a Hate Crimes Analyst and an Assistant District Attorney – to aid in the education, prevention, and investigation of bias-related crimes, including those committed online.  Wappinger Central School District Superintendent, Dr. Dwight Bonk, said “I am very grateful to District Attorney Parisi and his office for his commitment to provide a safe school environment for all students. As we have zero tolerance for acts of violence, discrimination, and hate speech within our District, this grant will assist and serve as a catalyst to provide much needed programs and supports that foster a culture of respect for one another. I look forward to our continued partnership and collaboration as we all work together as a community to address issues such as these.”
    • $500,000 from the DOJ’s Enhancing Investigation and Prosecution of Domestic Violence, Dating Violence, Sexual Assault, and Stalking (EIP) Initiative will help expand and improve the Dutchess County DA’s capacity to effectively investigate and/or prosecute domestic violence, dating violence, sexual assault, and stalking, and in so doing, support victim safety and autonomy, hold offenders accountable, and promote agency trust within the community. The EIP project by the Office of the Dutchess County District Attorney will partner with Family Services to provide supportive services to survivors. Funding will help in hiring a Senior Assistant District Attorney to prosecute domestic violence, dating violence, sexual assault, and stalking cases.  Leah Feldman, Chief Executive Officer for Family Services “We are proud to partner with the Dutchess County District Attorney’s Office, law enforcement, and community leaders on this important initiative. Sexual violence and dating violence are pressing issues in our community, particularly on our college campuses. This funding will not only contribute to enhancing the investigation and prosecution of these crimes but also provide important trauma-informed education that empowers survivors and dispels harmful myths. Together, we are committed to ensuring justice for survivors and creating a safer, more supportive Dutchess County.”
    • $1,523,688 to bolster the capacity of DNA testing of evidence. This will allow for post-conviction evidence testing as well, ensuring that the perpetrator of a crime is correctly brought to justice. The funding will expand Dutchess County’s Conviction Integrity Unit (CIU) by creating positions of Unit Chief, Assistant District Attorney and a full-time Investigator. The funding will help the CIU efficiently conduct thorough case reviews and investigations of violent felony convictions where a credible claim of actual innocence has been made; utilize DNA testing and analysis to provide conclusive evidence of innocence; and insights gleaned from CIU investigations will be applied to active prosecutions to help mitigate the risk of future wrongful convictions. This will ensure justice is finally and correctly served for the people of Dutchess County communities.

  • MIL-OSI Global: Rivals: the highs and lows of adapting a 1980s ‘bonkbuster’ for a 21st-century TV audience

    To much media fanfare and growing public anticipation, the Disney+ adaptation of Jilly Cooper’s Rivals (1988) begins on October 18. Cooper’s novel, first published in 1988, is a key “bonkbuster” text – a largely forgotten genre of women’s writing from the 1980s.

    Bonkbusters have three key components: they’re full of sex (the bonking) and wildly over the top in terms of storylines and characters, and they were extraordinarily popular (the buster part).

    However, like its televisual sister genre, the soap opera, the bonkbuster receded into the background of popular culture in the 21st century. So why is the bonkbuster having a cultural moment in 2024? What is the appeal of adapting a text like Rivals?

    We have been researching the bonkbuster genre for a couple of years, looking at its authors, themes and publishing history and talking to readers about their experiences with the genre, both at the time and now.

    Also known as the “sex-and-shopping” novel, the bonkbuster was a phenomenally popular genre of women’s writing in the 1980s and 1990s. Besides Cooper, authors like Jackie Collins, Shirley Conran, and Judith Krantz wrote about sex, marriage, friendship and scandal, against a luxurious backdrop of 1980s commercial excess.

    ‘A Milky Way when you’ve got a fridge full of posh chocolate’

    Cooper’s Rivals is fairly typical of the genre – one of the readers in our study, Samantha, aptly described it as: “a full-fat, fun, frothy novel set around class, privilege and horses”. It’s the second in Cooper’s Rutshire Chronicles, following Riders (1985).

    Rivals follows two competing television consortiums: Corinium, run by the villainous Tony Baddingham (played by David Tennant); and Venturer, set up by handsome Irish TV star Declan O’Hara (Aidan Turner), plucky Cockney businessman Freddie Jones (Danny Dyer), and notorious lothario Rupert Campbell-Black (Alex Hassell), as they bid for the local TV franchise.

    They are helped (and hindered) along the way by American TV executive Cameron Cook (Nafessa Williams), Declan’s actress-wife Maud (Victoria Smurfitt) and unhappily married author Lizzie Vereker (Katherine Parkinson).

    This might sound like fairly dry fare, but amid all the clandestine meetings and boardroom bust-ups, the characters fall in and out of love, have gleeful, adulterous affairs, and host lavish dinner parties, balls and naked tennis matches. Tory Rupert even finds time to be minister for sport – until Labour win the election.

    Great fun and very funny, Cooper’s books are famously tongue-in-cheek. However, the bonkbuster is also a product of its time – its references and values are, as study participant Samantha observed, “so 1980s”. What, then, is the appeal of books (and now TV shows) like Rivals?

    For some readers, the attraction is familiarity. Another reader, Hazel, said: “I don’t have that sense of ‘I cannot put this book down’ because I know exactly what’s coming. They’re so well thumbed, and all wrinkled at the edges because they’ve all fallen in the bath a few times.”

    Readers love the fantasy and escapism offered by the genre. As Hazel remarked, “It’s like still wanting a Milky Way when you’ve got a fridge full of Godiva chocolate … Sometimes you just want the sugary fluff.”

    There are much-loved characters: Declan O’Hara remains a firm reader favourite, and there is still a lot of affection for Freddie, the rough-diamond industrialist who has lots of money and a terrible wife. Readers also remember the romance between Rupert and Declan’s daughter Taggie (Bella Maclean) fondly, even as they raise an eyebrow at their age gap (Rupert is 37, Taggie 19).

    There’s also pleasure to be found in the setting. Cooper sets her novels in the cheekily named county of Rutshire, a fictionalised version of the Cotswolds, with vivid descriptions of stately homes and lush rural landscapes.

    The problematic 1980s

    But there are some aspects of the text that readers feel differently about, reading now, decades later. Some are simple: fashions have definitely changed, for instance, and the golden era of regional TV franchises has long passed.

    More complex, though, are some of the attitudes. While many readers still dearly love these books, they also note some elements that have not aged well: “The class issues … the sexism, racism, homophobia”, says Samantha. Cooper herself once noted that serial womaniser Rupert would probably be “locked up in prison”, post #MeToo.

    Readers in our study have particularly commented on the role of Cameron Cook in Rivals, a ruthlessly ambitious and occasionally unlikeable female American TV executive who is “caricatured as this ball-breaking go-getter,” according to Hazel. They wondered if the book were to be published today, whether Cameron would be written as a softer, more relatable character – and, perhaps, treated better by the men around her.

    Our readers were also acutely aware of the domestic violence in the book, which they found uncomfortable on rereading. Rivals has several instances of male violence against women, including one so severe the victim requires stitches afterwards – but still defends her attacker.

    While readers still find great pleasure in Rivals and other bonkbusters, they simultaneously negotiate some of these more problematic elements as they read the book again, trying to hold the 1980s and the 2020s in their minds at the same time.

    It seems likely that the Rivals adaptation will be a commercial success: not only does it build on an audience of loyal readers, but it is also receiving lots of positive early reviews as a hilarious escapist romp.

    Directed by Ted Lasso director Elliot Hegarty, and produced by soap director Dominic Treadwell-Collins, the series seems to be aiming for a blend of high-drama soap and quality production values. This is bolstered by the ensemble cast, including many well-known British actors.

    Yet, the novel remains inescapably a product of the 1980s, from its second-wave feminist values to characters’ concerns about Aids. As can be seen from the trailer – joyfully belting out Robert Palmer’s 1986 hit Addicted to Love – the adaptation is proudly retaining the 1980s setting. It will be interesting to see just how much of its 1980s values and attitudes remain.

    NASA selected a crew of four research volunteers to participate in its last simulated mission to Mars in 2024 within a habitat at the agency’s Johnson Space Center in Houston.
    Obaid Alsuwaidi, Kristen Magas, Tiffany Snyder, and Anderson Wilder will step into the 650-square-foot HERA (Human Exploration Research Analog) facility on Friday, Nov. 1. Once inside, the team will live and work like astronauts for 45 days. The crew will exit the facility on Monday, Dec. 16, after simulating their return to Earth. Jordan Hundley and Robert Wilson also were named as alternate crew members.
    Scientists use HERA studies to examine how crew members adapt to isolation, confinement, and remote conditions before NASA sends astronauts on deep space missions to the Moon, Mars, and beyond. The studies provide data about human health and performance in an enclosed environment over time with crews facing different challenges and tasks.
    The four volunteers will carry out scientific research and operational tasks throughout their simulated mission, including raising shrimp, growing vegetables, and “walking” on the surface of Mars using virtual reality. They will also experience communication delays lasting up to five minutes as they “near” Mars, allowing researchers to see how crews may respond to the type of delays astronauts will encounter in deep space. Astronauts traveling to the Red Planet may encounter one-way communication delays lasting as long as 20 minutes.
    As with the previous HERA missions, crew members will conduct 18 human health studies during the mission through NASA’s Human Research Program. Collectively, the work helps scientists understand how a spaceflight-like environment contributes to the physiological, behavioral, and psychological health of crew members. Insights gleaned from the studies will allow researchers to develop and test strategies aimed at helping astronauts overcome obstacles on deep space missions.

    Obaid Alsuwaidi
    Obaid Alsuwaidi serves as captain engineer for the United Arab Emirates’ (UAE) Ministry of Defense. In this role, he provides guidance in civil and marine engineering and addresses challenges facing the organization. Previously, Alsuwaidi worked as a project manager for the defense ministry, helping to streamline productivity, establish high standards of professionalism, and build a team of experts to serve the UAE’s needs.
    Alsuwaidi earned a bachelor’s degree in Engineering from Western Sydney University in Australia, followed by a master’s degree in Civil and Environmental Engineering from George Washington University in Washington.
    In his free time, Alsuwaidi enjoys horseback riding, swimming, and running.
    Kristen Magas
    Kristen Magas is an educator and engineer, currently teaching at Tri-County Regional Vocational Technical High School in Franklin, Massachusetts. She also mentors students involved in a NASA design and prototyping program, helping them develop and fabricate products to improve life in space on both International Space Station and Artemis missions. Magas was a finalist for the 2025 Massachusetts State Teacher of the Year.
    Magas received bachelor’s and master’s degrees in Civil and Environmental Engineering from Cornell University in Ithaca, New York. She also holds a master’s degree in Vocational Education from Westfield State University in Massachusetts. She has worked as a community college professor as well as a design engineer in municipal water and wastewater treatment.
    In her spare time, Magas enjoys coaching robotics and track and field, hiking, biking, and staying connected with her community. She has two children and resides in North Attleboro, Massachusetts with her husband of 25 years.
    Tiffany Snyder 
    Tiffany Snyder is a supervisor for the Cybersecurity Mission Integration Office at NASA, helping to ensure agency missions are shielded against cybersecurity threats. She has more than 20 years of information technology and cybersecurity experience, working with the Air National Guard and as a special agent with the Defense Counterintelligence Security Agency. She joined NASA in 2018 as an IT specialist, and later served as the deputy chief information security officer at NASA’s Kennedy Space Center in Florida, providing cybersecurity oversight.
    Snyder holds a bachelor’s degree in Earth Science from the State University of New York at Buffalo and a master’s degree in Digital Forensics from the University of Central Florida in Orlando.
    In her spare time, she enjoys playing with her dogs — Artemis and Apollo, gardening, running, and visiting the beach with her family.
    Anderson Wilder
    Anderson Wilder is a Florida Institute of Technology graduate student working on his doctorate in Psychology. His research focuses on team resiliency and human-machine interactions. He also works in the campus’s neuroscience lab, investigating how spaceflight contributes to neurobehavioral changes in astronauts.
    Wilder previously served as an executive officer and engineer for an analog mission at the Mars Desert Research Station in Utah. There, he performed studies related to crew social dynamics, plant growth, and geology.
    Wilder received his bachelor’s degrees in Linguistics and in Psychology from Ohio State University in Columbus. He also holds master’s degrees in Space Studies from International Space University in Strasbourg, France, and in Aviation Human Factors from the Florida Institute of Technology. He is completing another master’s degree in Cognitive Experimental Psychology at Cleveland State University in Ohio.
    Outside of school, Wilder works as a parabolic flight coach, teaching people how to fly in reduced gravity environments. He also enjoys chess, reading, video games, skydiving, and scuba diving. On a recent dive, he explored a submerged section of the Great Wall of China.

    Alternate Crew

    Jordan Hundley
    Jordan Hundley is a senior consultant at a professional services firm, offering federal agencies technical and programmatic support. Prior to his current position, he focused on U.S. Department of Defense clients, performing model-based system engineering and serving as a subject matter expert for related operations.
    Hundley was commissioned into the U.S. Air Force through the Reserve Officers’ Training Corps program at the University of Central Florida in Orlando. While on active duty, he served as an intercontinental ballistic missile operations officer. He later joined the U.S. Air Force Reserve. Currently, he is a space operations officer with experience in space battle management and electromagnetic warfare.
    Hundley earned a master’s degree in Engineering Management from Embry-Riddle Aeronautical University in Daytona Beach, Florida. He is currently pursuing a second master’s degree in Systems Engineering at the university.
    Hundley holds a private pilot license and is a certified rescue diver. In his spare time, he enjoys hiking and camping, researching theology, and learning musical instruments.
    Robert Wilson
    Robert Wilson is a senior researcher and project manager at the Johns Hopkins University Applied Physics Laboratory in Laurel, Maryland. He leads work enhancing human-machine collaborations, developing human prediction models, and integrating that technology into virtual reality and robotic systems designed to operate in isolated, constrained, and extreme environments. His human-machine teaming expertise also extends into responsible artificial intelligence development. He recently participated in a United Nations Roundtable discussion about artificial intelligence in security and defense.
    Wilson received his bachelor’s and master’s degrees in Biomedical Engineering from Purdue University in 2013 and 2015, respectively. He earned his doctorate in Mechanical Engineering from the University of Colorado Boulder in 2020.
    Outside of work, Wilson is an avid outdoors enthusiast. He enjoys scuba diving, winter camping, backcountry skiing, and hiking through the woods or mountains throughout the year. At home, he also likes to tinker in computer networking and self-hosted systems.

  • MIL-OSI USA: NASA, Artemis Accords Signatories Progress on Sustainable Exploration

    A record number of Artemis Accords signatories, including the United States, gathered at the International Astronautical Congress (IAC), the world’s largest global space conference taking place in Milan this week, furthering discussions on the safe and responsible use of space for the benefit of all.
    During the space conference, top space agency leaders and other government representatives met Oct. 14 to continue advancing implementation of the Artemis Accords, marking the most comprehensive engagement yet among Accords signatories.
    “As we send humans further into the solar system, collaboration and shared responsibility among nations are more critical than ever,” said NASA Deputy Administrator Pam Melroy. “The Artemis Accords provide a common sense set of principles to guide our work together, and our recent efforts to further their implementation is fostering a remarkable environment of trust and cooperation where all nations can contribute to and benefit from these endeavors.”
    The high-level meeting was co-chaired by NASA, CSA (Canadian Space Agency) and Italian Space Agency. With 42 of 45 signatories participating, established and emerging spacefaring nations from every region of the world were represented to help create a foundation for future space exploration for the Artemis Generation.
    Leaders from each nation reflected on how the group can contribute to and advance existing multilateral forums, further technical discussions to inform policy deliberations, and promote and encourage the participation of emerging space nations including the adoption of the Artemis Accords by additional countries. They agreed on recommendations on non-interference, interoperability, release of scientific data, long-term sustainability guidelines, and registration to advance implementing the Artemis Accords. A method of operations was established for the ongoing work of the signatories.
    “Promoting the participation of emerging space nations and encouraging the adoption of the Artemis Accords is crucial for the entire space,” said Teodoro Valente, president of the Italian Space Agency. “This is a matter of strategic importance in order to ensure the active and meaningful engagement of emerging space nations, both those already part of the Artemis Accords, and those poised to join in the future.”
    The conversation in Milan built on previous work during a workshop in Montreal in May 2024, where participantsdelved into the topics such as non-interference and interoperability.
    “Canada is pleased to be part of a growing group of countries committed to the safety and sustainability of outer space activities,” said Lisa Campbell, CSA president. “We are strong supporters of the Artemis Accords and are pleased to have hosted the most recent workshop that advanced work on key aspects of the Artemis Accords. We look forward to continuing this important work in the coming months and years.”
    In October 2023, signatories agreed on an initial set of mission data parameters to advance transparency and non-interference in conducting space activities. The data parameters identify relevant information about planned lunar surface missions including expected launch dates, the general nature of activities, and landing locations. Recent progress also included work on a database to house them. Several space agencies, including NASA, have submitted mission data to the United Nations Office of Outer Space Affairs for dissemination.
    Potential focus areas for the next year include further advancing sustainability, including debris management for both lunar orbit and the surface of the Moon.
    In 2020, the United States and seven other nations were the first to sign the Artemis Accords, which identified a set of principles promoting the beneficial use of space for humanity. The Artemis Accords are grounded in the Outer Space Treaty and other agreements including the Registration Convention, the Rescue and Return Agreement, as well as best practices and norms of responsible behavior that NASA and its partners have supported, including the public release of scientific data. 
    The commitments of the Artemis Accords and efforts by the signatories to advance implementation of these principles support the safe and sustainable exploration of space.

  • MIL-OSI Security: Pair Face Charges In Overdose Death of Northern Virginia Teen

    Bessy Jimenez Mejia and Liam Conway Distributed Fentanyl that Killed Cayden Foster in 2023

    CHARLOTTESVILLE, Va. – A pair of individuals responsible for distributing the fatal dose of fentanyl that killed an 18-year-old high school student in 2023 have been criminally charged with the teen’s death.

    In separate court proceedings, the United States Attorney’s Office charged two people for the January 2023 overdose death of Cayden David Foster, a resident of Centreville, Virginia.

    On August 28, 2024, a grand jury sitting in Charlottesville, returned a one-count Indictment charging Bessy Jimenez Mejia, 26, of Harrisonburg, Virginia, with distribution of fentanyl resulting in the death of Foster. If convicted, Mejia faces a mandatory minimum sentence of 20 years in federal prison.

    The following day, Liam Conaway, 22, of Harrisonburg, Virginia pled guilty to a one-count Information charging him with distribution of fentanyl.

    Mejia was arrested this week and made her initial court appearance.

    According to court documents, in January 2023, Foster was an 18-year-old high school student living in Northern Virginia. Foster contacted Conaway, who was then a student at James Madison University (JMU), to purchase fentanyl pills. Conaway and Foster had previously consumed pills together during Conaway’s recent academic winter break from JMU.

    On January 27, 2023, Foster sent Conaway $105 through Venmo to pay for the drugs. Conaway purchased approximately ten pills from his supplier, Jimenez, in Harrisonburg. The pills Conaway purchased from Jimenez were designed to appear as though they were 30 mg Percocet pills but were in fact counterfeit and contained fentanyl.

    Two days later, a friend of Foster’s delivered three pills, sourced from Jimenez through Conaway in Harrisonburg to Foster in Northern Virginia.

    On January 30, 2023, Foster consumed a portion of one of the pills purchased from Conaway. That night, Foster died from fentanyl poisoning. 

    First responders arrived at Foster’s home the next morning and pronounced Foster dead on arrival.

    United States Attorney Christopher R. Kavanaugh and Jarod Forget, Special Agent in Charge of the DEA’s Washington Division made the announcement today.

    The Drug Enforcement Administration (DEA) and the Fairfax County Police Department investigated the case.

    Assistant United States Attorneys Sally J. Sullivan and Melanie A. Smith are prosecuting the case for the United States.

    An indictment is merely an allegation and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Canada: Transformation and expansion of an industrial building in Ahuntsic-Cartierville into a new art center and community space, the CAB – Battat Art Center

    Montreal (Quebec), October 18th, 2024 — The renovation and expansion of an old industrial building to create the Battat Art Center, the CAB, will reduce the ecological footprint of the building and support art and culture. The project is made possible by a $10.2 million investment from the federal government.

    Announced by the Honorable Mélanie Joly, this project, located on Port-Royal Street in the Ahuntsic-Cartierville borough, will offer a variety of spaces for creation and performance, supporting artists and promoting public appreciation of the arts.

    A thriving economy needs strategic investments in green infrastructure to build a sustainable future for Canadians, with access to good jobs, while limiting impacts on the local environment.

    The funding for this artistic building will be used to preserve the exterior envelope, as well as its existing architectural and structural components made of wood, masonry, and steel. The Center has prioritized the enhancement of the built heritage rather than starting from scratch. A new structure, primarily made of large timber from Quebec, will be erected to promote this craftsmanship and structural system. Additionally, the expansion will be built following zero-carbon building design standards and will increase the existing space from two to four floors, allowing for the installation of artist studios and exhibition rooms. This initiative supports the values of sustainable development by integrating ecological and economic strategies while providing quality spaces for the artistic community.

    The GICB program aims to improve the places Canadians work, learn, play, live and come together by cutting pollution, reducing costs, and supporting thousands of good jobs.

    Through green and other upgrades to existing public community buildings and new builds in underserved communities, the GICB program helps ensure community facilities are inclusive, accessible, and have a long service life, while also helping Canada move towards its net-zero objectives by 2050.

    Furthermore, the Battat Art Center will also receive a maximum financial support of one million dollars from the Government of Quebec, through the Programme d’innovation en construction bois (PICB).

    The CAB is a nonprofit multidisciplinary creation and dissemination space that gives artists the freedom to experiment without external constraints or expectations. The center stands out from the expected contemporary art trajectory by prioritizing the artist and their process over the final product.

    Housed in a former stone masonry building located in the heart of Ahuntsic-Cartierville in Montreal, the CAB is one of the first significant artistic pillars in the community. The project aims to symbolize cultural renewal by offering artist studios, exhibition and performance spaces, places for exchange, green areas, and a café. It also provides a unique artistic and community program for this neighborhood, which is undergoing an identity transformation.
