    THE FOREIGN-EXCHANGE RESERVE

    In June 2025, the foreign-exchange reserve increased by kr. 5.5 billion to kr. 666.4 billion. The increase reflects Danmarks Nationalbank’s net purchase of foreign exchange for kr. 4.6 billion, and the central government’s net borrowing of foreign debt for kr. 0.8 billion, cf. table 1.

    For settlement in June, Danmarks Nationalbank has not intervened in the foreign exchange market.

    DEVELOPMENT IN LIQUIDITY

    In June, the central government’s net financing requirement amounted to kr. -10.2 billion. Since the turn of the year, the central government’s net financing requirement has been kr. -61.0 billion, cf. table 2.

    The net position of the banks and mortgage-credit institutes vis-à-vis Danmarks Nationalbank decreased by kr. 3.9 billion in June, to an outstanding amount of kr. 211.1 billion. In June, the central government’s liquidity impact decreased the net position by kr. 9.6 billion.

    Moscow, July 2 /Xinhua/ — The Kremlin hopes that all issues in relations with Azerbaijan can be clarified in direct dialogue, Russian presidential press secretary Dmitry Peskov said at a briefing on Wednesday.

    He recalled that the head of the Investigative Committee of the Russian Federation Alexander Bastrykin is in contact with the Prosecutor General of Azerbaijan Kamran Aliyev. “And within the framework of this dialogue, we hope, all the nuances will be clarified,” added D. Peskov.

    According to him, Kyiv will do everything to provoke Baku into emotional actions against Russia. This is how he commented on the statement of Ukrainian President Volodymyr Zelensky about the telephone conversation he had the day before with Azerbaijani President Ilham Aliyev, in which V. Zelensky expressed support for Baku in conditions when Russia allegedly threatens Azerbaijan.

    “Russia has never threatened and does not threaten Azerbaijan,” D. Peskov emphasized.

    The official representative of the Russian Foreign Ministry, Maria Zakharova, called on Azerbaijan to take measures to return bilateral relations to the level of strategic alliance.

    “We, of course, call on the Azerbaijani side to take measures to return to the level of interstate relations that is formulated in official documents. Let me remind you that this is the level of strategic alliance,” she said during the briefing.

    As M. Zakharova noted, issues arising in relations between the two countries must be resolved in a partnership manner through political and diplomatic channels.

    The press service of the Investigative Committee of the Russian Federation for the Sverdlovsk Region reported earlier that law enforcement agencies stopped the activities of an ethnic group on June 27. According to the investigation, the defendants were involved in a number of murders and attempted murders committed in Yekaterinburg. Six defendants have been remanded in custody. According to preliminary data, one of the defendants died of heart failure. The cause of death of the second person is being established. Their bodies were transported from Yekaterinburg to Baku. After a forensic examination, they were buried in Azerbaijan.

    Baku expressed protest against the actions of Russian law enforcement officers. At the initiative of the Azerbaijani side, cultural and some other events with the Russian Federation were cancelled. In the capital of Azerbaijan, Russian journalists Igor Kartavykh and Yevgeny Belousov, as well as 8 other Russian citizens, were detained and arrested for 4 months.

    The Azerbaijani Ambassador to Moscow was presented with a verbal note demanding the immediate release of Russian journalists detained in Baku, and a protest was also lodged in connection with the latest unfriendly actions of the Azerbaijani side and its deliberate steps to dismantle bilateral relations.

    According to D. Peskov, such measures against media representatives do not correspond to generally accepted norms, as well as the spirit and nature of Russian-Azerbaijani relations. –0–

    ALMATY, July 2 (Xinhua) — The National Bank of Kazakhstan will amend some regulations on payments and money transfers, according to which it will be prohibited to buy housing in new buildings for cash, the Kazinform news agency reported on Wednesday.

    The amendments stipulate that all payments under equity participation agreements (EPAs) must be made in non-cash form, including by depositing cash into the bank account of an authorized construction company through banks.

    These requirements will apply only to transactions on the primary market /purchase of a share in an apartment building or complex of individual residential buildings under construction/ and are aimed at protecting the rights of equity holders from risks associated with unregistered DDUs. –0–

  • MIL-OSI Security: Louisiana felon sentenced to federal prison for Shelby County firearms violation

    BEAUMONT, Texas –A Bourg, Louisiana man has been sentenced for illegally possessing a firearm in the Eastern District of Texas, announced Acting U.S. Attorney Jay R. Combs.

    Brad Michael Broussard, 44, pleaded guilty to being a felon in possession of a firearm and was sentenced to 57 months in federal prison by U.S. District Judge Marcia A. Crone on July 1, 2025.

    According to information presented in court, on January 1, 2024, Broussard was stopped by law enforcement in Shelby County after he struck several construction barrels while traveling down the highway.  The smell of marijuana was evident during the traffic stop prompting a search of the vehicle.  A search of the vehicle resulted in the discovery of four firearms, including a pistol equipped with a homemade silencer.  Broussard was also in possession of hallucinogenic mushrooms, marijuana, numerous prescription pills, a methamphetamine pipe, and assorted other drug paraphernalia.  

    Further investigation revealed Broussard has five felony convictions, all for burglary.  Federal law prohibits convicted felons from owning or possessing firearms or ammunition.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    This case was investigated by the Texas Department of Public Safety and the Bureau of Alcohol, Tobacco, Firearms, and Explosives. This case was prosecuted by Assistant U.S. Attorney Donald S. Carter.

    Washington, D.C. — Congressman Dan Goldman (NY-10) introduced an amendment to the GOP reconciliation bill to strike the provision that increases state responsibility for SNAP administrative costs from 50% to 75%, which would otherwise add an estimated $225 million in annual costs to New York State. This amendment would restore the current 50-50 SNAP cost-sharing split between state and federal funding. 

    “Shifting SNAP’s administrative burden onto the states is just a benefit cut by another name that, with other provisions in this bill, will jeopardize food benefits for 300,000 New York households,” Congressman Dan Goldman said. “Republicans are using voodoo economics and outright lies to deceive the American people as they hollow out essential programs that tens of millions of Americans depend on. I proudly stood up for the most vulnerable Americans by introducing this amendment to fight back against Republicans’ efforts to take food off the table for our children, gut our social safety net, explode the deficit, and mortgage our country’s future – our state won’t be left footing the bill.” 

    Congressman Goldman is committed to ensuring families have access to SNAP and other nutrition programs. 

    In April, Congressman Goldman introduced the “MEALS ACT” which would ensure working families who rely on Summer Electronic Benefit Transfer (EBT) benefits to make ends meet can be reimbursed if their benefits are stolen via EBT card skimming and fraud. 
    In March, Congressman Goldman hosted a press conference to demand a comprehensive change to state and federal law to address the urgent issue of stolen EBT benefits.

    Washington, D.C. — Congressman Dan Goldman (NY-10) introduced an amendment to the Republican reconciliation bill forbidding any of its funds from being used to prevent or impede Members of Congress from conducting their statutorily authorized oversight of immigration enforcement and detention facilities.  

    “Donald Trump and Congressional Republicans’ Big Ugly Bill for Billionaires doesn’t just slash health care and food assistance programs by over a trillion dollars, it increases funding by tens of billions of dollars to expand and accelerate this administration’s authoritarian crackdown on law-abiding, non-violent immigrants”, Congressman Dan Goldman said. “It is Congress’ responsibility to ensure this money is used appropriately, and that requires us to do our constitutional and statutory oversight. This administration is not above the law, and I urge my colleagues to adopt this amendment reaffirming Congress’ constitutional authority as an independent and co-equal branch of government.”  

    Goldman’s amendment would ensure that none of the funding in the GOP’s reconciliation bill could be used to prevent congressional oversight of any location or facility related to civil enforcement of immigration law. The prohibition would include temporarily modifying locations before congressional visits or requiring members of Congress to provide prior notice before being allowed into the facility, as the administration has recently demanded in direct violation of Section 527(a) of the Further Consolidated Appropriations Act of 2024. 

    Congressman Goldman has made combating the Trump administration’s lawless immigration enforcement tactics a top priority since the start of Donald Trump’s second term. 

    Last week, Goldman and Congressional Hispanic Caucus Chair Adriano Espaillat introduced the ‘No Secret Police Act,’ which would require law enforcement officers and agents of the Department of Homeland Security (DHS) engaged in border security and civil immigration enforcement to clearly display identification and insignia when detaining or arresting individuals and to ban them from using home-made, non-tactical masks.    
    Last month, Goldman led 8 of his New York City House Democratic colleagues in sending an oversight letter to Department of Homeland Security (DHS) Secretary Kristi Noem and Acting Director of U.S. Immigration and Customs Enforcement (ICE) Director Todd Lyons demanding ICE comply with Section 527(a) of the Further Consolidated Appropriations Act of 2024 and stop denying members of Congress access to facilities that ICE is using to house immigrants. 
    Days before, Goldman and Congressman Nadler hosted a press conference after observing court proceedings at 26 Federal Plaza and being denied access to the federal building’s 10th floor, where immigrants are being detained for days and sleeping on the floor and benches in inhumane conditions.

    MONTGOMERY — In recognition of National “Made in the USA” Day on July 2, 2025, Governor Kay Ivey today signed a formal proclamation celebrating Alabama’s manufacturing community and its critical role in driving economic growth across the state.

    “On this ‘Made in the USA’ Day, we proudly salute the hardworking Alabamians who make our state a true manufacturing powerhouse,” said Governor Ivey. “Alabama ranks among the top five states for manufacturing job concentration, and that’s the result of strong partnerships, innovative thinking and a tireless commitment to quality.”

    Manufacturing accounts for nearly 16% of Alabama’s Gross Domestic Product, with economic output exceeding $50 billion last year, according to data from the National Association of Manufacturers industry group.

    The sector includes a broad range of industries, from automotive and aerospace to metals and kitchen appliances. It supports more than 290,000 jobs across all regions of Alabama.

  • MIL-OSI United Kingdom: Praise for trial showing how technology can transform adult social care across city

    The council is working on the trial with others to prove how Technology Enabled Care (TEC) can help improve lives.

    The pilot is led by WM5G on behalf of the West Midlands Combined Authority (WMCA) and funded by the Department for Science, Innovation and Technology (DSIT) under the 5G Innovation Region scheme.

    It is focused on the eligible care and support needs of people aged 65 and over, people with learning disabilities and those with physical disabilities.

    As part of the project technology being used in people’s homes to support care needs includes devices and voice activated wireless technologies such as video care phones, smart speakers, smart doorbells and smart smoke alarms.

    Residents have also been making use of digital pendants helping keep them safe at home and when out and about through location pinpointing, fall detection and direct communication with emergency support.

    Wolverhampton resident Carol, who has vascular dementia, is among the participants, supported by WM5G digital care navigators and her daughter Caroline.

    She said: “This technology is like having a friend. I don’t feel alone, I feel safe, and that has given me a lot of confidence both in and out of the house.”

    Caroline said: “Mum is of a generation where technology is not really their thing at all, but this is easy to use, and the support team have been brilliant talking her through it. It has been very beneficial and reassuring for us.”

    Councillor Paula Brookfield, the City of Wolverhampton Council’s Cabinet Member for Adults, said: “While we are in the early stages of understanding the potential of this technology, it can help make a positive difference providing tailored packages, optimising carer visits and delaying the need for additional care.”

    More than 301 referrals have been made in Wolverhampton alone since the start of the project in September 2024 with over 2,500 pieces of TEC equipment deployed to support independent living.

    Findings from the project will help inform a business case for development of TEC in the future.

    Russia’s border regions continue to develop systematically, despite external challenges. Kursk Oblast is increasing the pace of resettlement of dilapidated housing. This was reported by Deputy Prime Minister Marat Khusnullin.

    “Residents of border areas today face difficult challenges. In such conditions, it is especially important to provide them with support. Our task is not only to ensure safety, but also to help maintain confidence in the future, creating conditions for a comfortable life. Kursk Region has successfully completed the program of resettling houses recognized as unsafe before January 2017. To provide additional support to the region, the remainder of unused funds allocated for the resettlement of such houses have been redistributed. The Territorial Development Fund has approved the corresponding application. This will allow resettling another 90 residents from 45 residential premises with a total area of over 1,000 square meters, recognized as unsuitable after 2017,” said Marat Khusnullin.

    According to the acting governor of Kursk region Alexander Khinshtein, dozens of buildings in the region have been declared unfit for habitation: cracks in load-bearing structures, rotten floors, emergency communications. People have been waiting for resettlement in these difficult conditions for years.

    “Therefore, the decision of the Territorial Development Fund to allocate almost 91 million rubles is a critically important step. We are grateful for this support, and we will continue to persistently seek the allocation of additional resources from the federal center for these needs,” said Alexander Khinshtein.

    The operator of the program for the resettlement of emergency housing is the Territorial Development Fund.

    “The main goals of the program are to ensure comfortable living conditions for citizens and reduce the dilapidated housing stock. Since 2019, more than 850 thousand residents have been resettled from 14.5 million square meters of dilapidated housing in Russia. In the Kursk region alone, 1.6 thousand people have moved from 22.2 thousand square meters. The program is being implemented as part of the national project “Infrastructure for Life”, – noted the company’s general director Vasily Kupyzin.

  • MIL-OSI Russia: Dmitry Patrushev: Six facilities for processing municipal solid waste with a total capacity of half a million tons have been commissioned

    Deputy Prime Minister Dmitry Patrushev held a meeting within the framework of incident No. 58 “Organization of the system for handling municipal solid waste”. The work was attended by the management of relevant departments, industry companies, heads of regions and representatives of the Federal Assembly.

    “We continue to move steadily towards solving the tasks outlined by the President to form a closed-loop economy. In recent months, six solid municipal waste handling facilities have been commissioned – in Perm Krai, Tomsk and Lipetsk Oblasts, the Udmurt Republic and the Yamalo-Nenets Autonomous Okrug. Their combined capacity is 0.5 million tons for processing and 170 thousand tons for disposal of solid municipal waste,” said Dmitry Patrushev.

    The Deputy Prime Minister noted that, according to plans, five more facilities should be completed by the end of the year.

    In accordance with the Presidential Decree, sorting by 2030 should reach 100%, and landfill disposal should decrease to 50%, while a quarter of the waste should be returned for recirculation. At present, 57% of waste is processed in our country, and slightly more than 80% is sent to landfills.     The jury of the All-Russian competition “The Far East – Land of Adventures” accepts films about travels along regional routes to places of military glory in the subjects located within the Far Eastern Federal District and the Arctic zone. A special nomination “Paths of Victory” has been created for this purpose.

    “This year, our country celebrates the 80th anniversary of the Great Victory. We must pass on the memory of the feat of our fathers and grandfathers who defended the Motherland and defeated fascism from generation to generation. The Far East and the Arctic made a significant contribution to the Victory, providing the country with resources and protecting transport routes. The Northern Sea Route became a vital artery for the delivery of goods and supplies to the rear. World War II ended in the Far East. Only films about hikes and expeditions filmed outside the city limits are accepted for the competition.

    To take part, you need to make a short film up to 8 minutes long about your trip to the Far East or the Arctic and send it to the jury for evaluation via the website puteshestvendv.rf by January 15, 2026. The trip must have taken place no earlier than May 1, 2023 and no later than January 15, 2026. Video materials shot with both a professional camera and mobile devices are allowed to participate – the quality of the shooting is not a decisive criterion.

     — Today, Governor Mike Kehoe shared the following updates on the State of Missouri’s support for communities recovering from the severe weather and flooding that has affected much of the state in 2025.  

    “Our state team members have done an outstanding job this year, working shoulder to shoulder with local counterparts to aid Missouri families and businesses recovering from an unprecedented string of damaging storms,” Governor Kehoe said. “These efforts—along with the work of our faith-based and volunteer disaster response partners, and the federal disaster support approved by President Trump—are making a tremendous difference as we move forward together as a state.”

    On Monday, Governor Kehoe signed Executive Order 25-27 extending a State of Emergency in Missouri through August 31, 2025. The extension will help further assist with disaster recovery efforts, as additional flooding and severe storms occurred in Southwest Missouri over this past weekend. Governor Kehoe first declared a State of Emergency on March 14, 2025, through Executive Order 25-19 in preparation for severe weather. The State of Emergency declaration in Executive Order 25-19 was subsequently extended by Executive Order 25-22, Executive Order 25-23, and now Executive Order 25-27.

    Some recent highlights on the state’s response include:

    • More than $22 million in Federal Emergency Management Agency (FEMA) and State Emergency Management Agency (SEMA) assistance has been provided to over 4,600 families in the City of St. Louis, St. Louis, and Scott counties. This funding follows President Trump’s June 9 approval of a federal Major Disaster Declaration for the May 16 tornado and severe storms that devastated parts of Missouri.
    • During the activation of the Missouri National Guard to the City of St. Louis, guard members supported debris management collection at four drop-off sites and hauled hundreds of dump truck loads to the landfill. This support enabled the city and its residents to remove the equivalent of well over 200 football fields piled one foot high with debris.
    • On June 14, Governor Kehoe signed Senate Bill 1 into law after the special session, allocating $100 million to the Department of Public Safety (DPS) for disaster relief to help the City of St. Louis recover from the May 16 tornado that damaged or destroyed thousands of homes.
    • More than $3.8 million in FEMA/SEMA assistance has been provided to over 750 households impacted by the March 14-15 storms and wildfires in Bollinger, Butler, Camden, Carter, Franklin, Howell, Iron, Jefferson, Oregon, Ozark, Perry, Phelps, Reynolds, Ripley, St. Louis, Wayne, Webster, and Wright counties. President Trump approved Governor Kehoe’s federal Major Disaster Request for this disaster on May 21.
    • Currently eight Disaster Recovery Centers (DRC) are open for residents impacted by the May 16 or March 14-15 severe storms to help with disaster assistance applications, answer questions, and upload required documents. Search Missouri locations at fema.gov/DRC. The fastest way to apply is at DisasterAssistance.gov or by calling the FEMA Helpline at 800-621-3362. If residents were impacted March 14-15, the deadline to apply for FEMA Individual Assistance is July 22. For those impacted on May 16, the deadline is August 11.

  • MIL-OSI Security: Rochester Man Who Lured Minor to Hotel for Sex Pleads Guilty

    ROCHESTER, N.Y.-U.S. Attorney Michael DiGiacomo announced today that Jonathan Woody, 31, of Rochester, NY, pleaded guilty to coercion and enticement of a minor, before U.S. District Judge Charles J. Siragusa. The charge carries a minimum penalty of 10 years in prison, maximum penalty of life and a $250,000 fine.

    Assistant U.S. Attorney Kyle P. Rossi, who is handling the case, stated that in January 2024, Woody engaged in sexually explicit online and text communications with a 13-year-old child that he met on social media. On January 2, 2024, Woody paid for an Uber to transport the child to a hotel in Greece, NY, where he rented a room. While at the hotel, Woody provided alcohol and marijuana and engaged in sexual acts with the child. After realizing that the child was missing from home, the child’s family called 911 to initiate a missing person investigation. The child returned home, at which time law enforcement learned of Woody’s interactions with the child. Subsequent investigation resulted in the identification and arrest of Woody.       

    The plea is the result of an investigation by the Monroe County Sheriff’s Office, under the direction of Sheriff Todd Baxter, the Greece Police Department, under the direction of Chief Michael Wood, and the Federal Bureau of Investigation Child Exploitation Task Force, under the direction of Acting Special Agent-in-Charge Mark Grimm.

    Sentencing is scheduled for October 30, 2025, at 9:30 a.m. before Judge Siragusa.

  • MIL-OSI Security: New York Man Admits Continuing to Sell Counterfeit Xanax on Dark Web

    ST. LOUIS – A man from New York state on Tuesday admitted continuing to sell counterfeit Xanax on the dark web while out on bond after pleading guilty in a similar case.

    John Cruz, 31, of Rochester, pleaded guilty in U.S. District Court in St. Louis to one count of conspiracy to misbrand, introduce misbranded drugs and sell counterfeit drugs.

    On Nov. 29, 2023, Cruz pleaded guilty to the same charge and admitted purchasing counterfeit Xanax, an anti-anxiety drug, on the darknet and then reselling it from at least October 2019 through May 2021.

    As part of his guilty plea Tuesday, Cruz admitted that after pleading guilty and while out on bond, he continued the same conduct, operating a darknet website where he offered four different types of counterfeit/misbranded pills. An FBI Special Agent, acting in an undercover capacity, made several purchases from Cruz using cryptocurrency.

    The U.S. Postal Inspection Service made an undercover purchase from Cruz’ co-defendant, Jared James. On April 9, 2024, investigators conducted a court-approved search of James’ home and found pills in four colors. The day before, officers observed James take five packages to a post office that were addressed to locations in Little Rock, Arkansas; Burien, Washington; St. Paul, Minnesota; Richmond, Virginia; and Buffalo Grove, Illinois. Each package contained a bag with about 1,000 counterfeit or misbranded pills.

    Investigators also seized $145,502 from an account Cruz held in the cryptocurrency Monero, representing the proceeds of his illegal pill sales.

    Cruz is scheduled to be sentenced on October 7. Each count Cruz is facing is punishable by up to five years in prison, a $250,000 fine or both prison and a fine.

    James, 48, of Lexington, Kentucky, was sentenced in May to 32 months in prison after pleading guilty to the same charge.

    The case was investigated by the FBI, the Drug Enforcement Administration, the U.S. Postal Inspection Service and U.S. Immigration and Customs Enforcement. Assistant U.S. Attorneys John Ware and Kyle Bateman are prosecuting the case.

    Derby City Council has improved its financial stability, reducing its in-year overspend and reliance on reserves, despite the ongoing challenges facing local government.  

    In a report detailing the final accounts for the 2024/2025 financial year, that will be presented to the Council’s Cabinet next week, Derby is reporting a more stable financial position despite continuing pressures from significant increases in demand for social care and homelessness, inflationary increases and the ongoing cost of living crisis.

    Due to sensible interventions, Derby significantly improved its financial sustainability, managing predicted overspend down from an expected £9.643 million in Quarter 1 to £3.996 million at the end of the year. This position has been strengthened by £10.5 million of underspends across the organisation and welcomed additional government funding.

    Crucially, reliance on General Fund reserves has also reduced, down to £0.493 million from a Quarter 1 forecast of £5.769 million as a large proportion of the final overspend was funded by contingencies held by the Council.

    The figures that will go to Cabinet next week show that at the end of 2024/2025, the general reserve fund has a balance of £8.658 million, supporting the Council’s plan to replenish its reserves by £10.140 million over three years. Additionally, 100% of the £8.121 million 2024/2025 savings target has also been achieved.

However, we are not out of the woods yet and must continue to be vigilant.

    Union Home Minister and Minister of Cooperation, Amit Shah, on Wednesday lauded the Narcotics Control Bureau (NCB) and associated enforcement agencies for dismantling a sprawling global drug cartel that trafficked controlled pharmaceutical substances across four continents using sophisticated digital methods.

    In a post on the social media platform X, Shah said, “Congratulations to NCB and all agencies on busting a global drug cartel. The probe set a stellar example of multi-agency coordination, resulting in eight arrests and seizures of five consignments while triggering crackdowns in the US and Australia against the ring that operates across four continents and more than ten nations. Our agencies are constantly monitoring sophisticated modes like crypto payments and anonymous drop shippers used by these gangs. The Prime Minister Shri Narendra Modi-led government is determined to saw off every drug cartel and protect our youth, no matter where they operate from.”

    Operation MED MAX: From Delhi to Alabama

    Dubbed Operation MED MAX, the NCB’s HQ Operations Unit led one of the most extensive crackdowns against the illegal pharmaceutical drug trade. The operation uncovered a syndicate that exploited encrypted communication platforms, drop-shipping models, and cryptocurrency transactions to move controlled medicines between India, the USA, Australia, and Europe.

    The investigation began on May 25, 2025, when the NCB intercepted a vehicle near Mandi House in New Delhi, acting on confidential intelligence. Officers seized 3.7 kilograms of Tramadol tablets from two occupants, both pharmacy graduates from a private university in Noida.

    Their interrogation revealed that they operated as vendors on a major Indian B2B platform, selling pharmaceutical pills to clients overseas. Subsequent leads led investigators to a stockist in Roorkee and a key associate in Delhi’s Mayur Vihar, who disclosed connections to a coordinator in Udupi, Karnataka. This link revealed data on at least 50 international consignments, including 29 within the USA, 18 within Australia, and others bound for Estonia, Spain, and Switzerland.

    Global Cooperation and Major Seizures

    Based on intelligence provided by India’s NCB, global counterparts and Interpol tracked the syndicate’s operations. This led to the arrest of a major bulk re-shipper and money launderer in Alabama, USA, by the United States Drug Enforcement Administration (US DEA). The US operation resulted in the seizure of over 17,000 tablets of controlled medication and multiple cryptocurrency wallets linked to the syndicate.

    In parallel, law enforcement in Australia dismantled an illegal pill manufacturing facility directly connected to the network. Additional stockists and operatives are under scrutiny worldwide.

    Sophisticated Network and Modus Operandi

    Investigations revealed the cartel’s extensive use of encrypted messaging platforms such as Telegram and reliance on cryptocurrency, PayPal, and Western Union for payments. The network used anonymous international drop-shippers to evade detection, ensuring that operators never shipped within their home countries.

    The syndicate’s operations were managed through a major B2B platform where handlers paid for premium vendor profiles to attract buyers. A dedicated call centre in Udupi, employing around ten staff members—many allegedly unaware of the illegal activities—handled customer queries and orders. Payments were processed in cryptocurrency, with commissions distributed down the supply chain to re-shippers in various countries.

    Repeat buyers were systematically recruited as re-shippers or stockists, enabling the network’s organic expansion across multiple jurisdictions.

    Kingpin Traced to UAE

    The alleged mastermind coordinating the cartel’s international operations and finances has been traced to the UAE. Indian authorities are working closely with UAE officials to bring the individual to justice.

    Ongoing Investigations

    So far, eight individuals have been arrested in India in connection with the syndicate. The financial trail involving crypto wallets and suspected hawala transactions remains under investigation. The NCB is also coordinating with private sector platforms to curb illegal online pharmacies that openly market controlled substances.

  • MIL-OSI USA: CT DEEP Releases New Wildlife Action Plan with Support from UConn’s CAHNR

    A group of researchers in the Department of Natural Resources and the Environment provided critical support for the Connecticut Department of Energy and Environmental Protection (DEEP)’s latest Wildlife Action Plan.

    The UConn team was led by College of Agriculture, Health and Natural Resources (CAHNR) faculty Chadwick Rittenhouse, associate professor in residence and associate department head; Tracy Rittenhouse, associate professor; and Ph.D. student Kathryn Bischoff ‘22 (CAHNR).

    This is the third Wildlife Action Plan that Connecticut, along with every other U.S. state, has released. The first report was released in 2005 following a federal requirement that states create a plan for wildlife conservation every 10 years. The plans identify animal species of greatest conservation need, their habitats, and the challenges they face. By identifying these priorities, states can better direct conservation, policy, and research. Funding for this planning effort was provided in part by State and Tribal Wildlife Grants, a program providing funding to states for biodiversity conservation.

    A draft of the plan was released last week and is open for public comment until July 27.

    During the public comment period, anyone can provide feedback on the list of species and habitats in need of conservation, the types of actions they would be most interested in taking in their community, or any other part of the plan.

    “That public review is a very important part of wildlife management and conservation,” Tracy Rittenhouse says. “There’s a long, long list of potential actions that can be taken, and hopefully some of those actions resonate with different people who can see that list and say, ‘I can do that’ or ‘my group, we can do this’.”

    DEEP and the UConn team worked closely with a diverse group of stakeholders in the state, including the Connecticut Audubon Society, the Nature Conservancy, land trusts, fish and game clubs, community groups like garden clubs, organizations based in urban areas, as well as municipal and town governments in developing the plan. The creation of this plan also included “Taxa teams” who contributed detailed knowledge about specific groups of animals – like mammals, amphibians, insects, or birds.

    “From UConn’s perspective, I really do value the relationship with the state agency and their willingness to partner with people who have the expertise, who have the abilities, who have that desire to contribute to conservation in the state,” Chadwick Rittenhouse says.

    Some of the concrete conservation actions in the plan include things like protecting land, vegetation management, habitat restoration efforts, increasing enforcement of existing protection laws, and continuing research and monitoring to learn more about high-priority species.

    Compared to the version released in 2015, the 2025 plan reflects the development of a greater understanding of not only which species are in greatest need of conservation, but where in the state they live. This is one of the key contributions the UConn team made to the plan, identifying “Conservation Opportunity Areas.”

    By identifying these areas, the plan can operate alongside local governments as they make decisions about planning and zoning, conservation groups that have their own maps, and highlight where education and engagement resources, like nature centers, could be added to better support conservation goals in these areas.

    “It’s bringing a whole bunch of ecological and social data together to prioritize all those different actions and plan where on the landscape different partners can take action,” Bischoff says.

    The UConn team is also developing a web-enabled plan with interactive resources for towns and community partners. This will include interactive maps and species profiles. It is scheduled to come out later this year.

    “There are a lot of people involved, and there’s a lot of motivation and goodwill to do things well for conservation in the state,” Chadwick Rittenhouse says. “We’re really optimistic that good things will come for wildlife and fisheries in the state through this effort.”

  • MIL-OSI USA: Despite Ad Bans, Young Children Frequently See Junk Food Promotions on YouTube and YouTube Kids

    There’s a new star in your child’s favorite YouTube videos: junk food. 

    Messages promoting candy, sugar-sweetened drinks, fast food, and sweet or salty snacks brands frequently appear during videos viewed by 3- to -8-year-olds on YouTube and YouTube Kids, according to a new paper from researchers at the UConn Rudd Center for Food Policy and Health.  

    This is the first study to measure young (ages 3 to 8) children’s actual exposure to food brands while watching YouTube or YouTube Kids videos of their own choice on their own mobile devices. To mimic their typical video viewing habits, 101 children used their own mobile devices to watch videos on the YouTube platform of their choice, YouTube or YouTube Kids, for 30 minutes in their own homes. 

    The study’s findings, published in the Journal of the Academy of Nutrition and Dietetics, found that 75% of 6- to 8-year-olds and 36% of 3- to 5-year-olds viewed promotions for unhealthy food and beverage brands, averaging 7 such messages during 30 minutes of video watching. Moreover, some 6- to 8-year-olds saw alcohol ads while watching YouTube videos.  

    The majority of food brand appearances (73%) promoted candy, sugar-sweetened drinks, fast food or other restaurants, and sweet or salty snacks. Healthy products (including water, plain milk, 100% juice) made up just 3% of appearances. Food and beverage brands appeared more often when children watched YouTube (60%) compared to YouTube Kids (36%). 

    “More than half of food brands in these videos came from companies that participate in the Children’s Food and Beverage Advertising Initiative, a U.S. food industry self-regulatory program,” says Jennifer Harris, Ph.D., Senior Research Advisor at the Rudd Center. “Despite these companies’ pledges to only advertise healthier choices to children, child-influencers frequently promoted their brands, including candy, sugary drinks and sweet and salty snacks.” 

    Children viewed food brand promotions while watching YouTube videos during video previews (i.e., thumbnails), accounting for 23% of brand appearances, and ads, accounting for 17%. However, more than 60% of food brand appearances were embedded within the video content. Lifestyle videos, primarily influencer videos, contributed 77% of these appearances and most (71%) showed the influencer or another character consuming or preparing to consume the product.

    The FTC has called on companies and social media influencers to discontinue these common stealth marketing practices that blur the line between entertainment and advertising, especially when aimed at young children. 

    “Very young children are being bombarded with unhealthy product promotion on YouTube and YouTube Kids, frequently embedded in their favorite videos as props or part of the storyline, which disguises persuasive intent,” says Frances Fleming-Milici, Ph.D., the study’s lead author and Director of Marketing Initiatives at the Rudd Center. “As children as young as age 3 spend more and more time on these platforms, policies must be enacted to protect them from this stealth marketing of products that harm their health.”  

    Currently, Google, YouTube’s parent company, bans food and beverage advertising on YouTube Kids and during “made-for-kids” videos (a subset of videos designated for children under age 13). However, over one-third of 3- to 8-year-olds who watched YouTube Kids, a channel specifically created for children, viewed food brand appearances embedded in videos and thumbnail images. Moreover, brand appearances in “made-for-kids” videos on the main YouTube platform contributed most of 3- to- 5-year-olds’ total branded food exposures. Therefore, watching YouTube Kids or “made-for-kids” videos does not protect children from exposure to stealth marketing promoting unhealthy food brands.

    In addition, not one video embedded with a food or beverage brand disclosed food company-sponsored content, as required by the U.S. Federal Trade Commission.

    As the Communist Party of China (CPC) celebrates the 104th anniversary of its founding this week, the Party’s signature five-year plans continue to serve as a roadmap for China’s modernization drive.

    This year, China is set to complete its 14th Five-Year Plan (2021-2025) and is formulating the blueprint for the next one, marking a pivotal moment in the country’s long-term strategy for national rejuvenation.

    From transforming an agrarian society into the world’s second-largest economy to charting a path toward becoming a great modern socialist country in all respects by mid-century, these plans reflect the CPC’s enduring commitment to long-term strategic vision and collective prosperity.

    Through this cyclical yet ever-evolving roadmap, China sets strategic goals, defines government priorities, regulates business operations, and mobilizes national resources — all in pursuit of its overarching objective of building a modern socialist nation.

    The country’s first plan in 1953 marked its initial push toward industrialization with the establishment of the nation’s first major steel and automobile plants. Fast-forward to the 13th (2016-2020), and it saw the completion of the world’s largest high-speed rail network.

    “Five-year plans are to China’s development what construction drawings are to building a house,” said Ran Hao, a professor at the Party School of the CPC Central Committee. “It tells the government and society which ‘floor’ to focus on and which ‘road’ to build over the next five years, helping avoid a piecemeal approach.”

    A framework, not a dogma 

    Although China’s five-year plans include quantitative targets, such as the GDP growth goal, first introduced in the seventh five-year plan, it does not mean the CPC is running a centralized planned economy.

    “It’s not about the government dictating everything; rather, the plans set the direction and priorities,” Ran said.

    Since 2006, targets have been divided into two types: binding targets, which reflect government commitments, such as reducing energy consumption per unit of GDP, and anticipatory targets, which represent desired outcomes like GDP growth, to be pursued primarily through market mechanisms.

    In a break from tradition, the 14th Five-Year Plan did not set a quantitative target for GDP growth; instead, it described expected growth in broader terms, in part to emphasize quality over speed.

    “Five-year plans are suited to the Chinese mentality and the Chinese idea of thinking long-term,” said British scholar Martin Jacques. For millennia, Confucian classics have taught that those who plan ahead are more likely to succeed.

    China’s five-year plans set clear goals but give regions the leeway needed to tailor their own pathways. National plans are broad frameworks that guide local governments in creating their own action plans, explained Yin Jun, a researcher with the Peking University.

    At present, the CPC is drafting proposals for the country’s 15th Five-Year Plan (2026-2030).

    Observers said the upcoming plan will emphasize a future-oriented approach to global challenges, foster new quality productive forces, and strengthen the social safety net to improve public well-being.

    Planning with collective efforts 

    Given their far-reaching impact, China’s five-year plans are developed over several years, and informed by research, expert reviews, inter-agency coordination and public consultation. For example, work on the current 14th Five-Year Plan began as early as 2018.

    While drafting the five-year plan, the CPC highly values public inputs, which reflect society’s needs and help foster consensus. In 2020, for the first time, public advice was collected online, with suggestions like mutual-aid elderly care included in the final plan.

    Over three months that year, seven symposiums were held with the Party’s leader meeting with entrepreneurs, experts, local officials, and representatives from the grassroots level to listen to their suggestions.

    The combination of top-level planning with public participation continued this year. In May, major media platforms invited public feedback, and netizens proposed improvements such as enhancing rural express delivery infrastructure and installing elevators in older communities, among other ideas.

    An old saying from Sun Tzu’s “The Art of War” offers insight into the success of China’s five-year plans: Triumph comes when the leaders and the people share the same goal.

    Impact beyond borders 

    China’s five-year plans not only guide national development but also offer opportunities for global investors.

    Madiyar Tukpatov, chairman of a public transport company in Astana, Kazakhstan, visited China earlier this year to research electric buses. His company began using Chinese electric buses in 2020 and plans to further integrate Chinese EV technology into Astana’s transport system.

    New energy vehicles (NEVs) have been developed as a strategic industry over several five-year plans. Their production and sales each exceeded 12.8 million units in 2024, maintaining China’s position as the global leader in this sector for 10 consecutive years. Chinese NEVs can be found in over 70 countries and regions.

    Benjamin Mgana, chief editor of foreign news at The Guardian newspaper in Tanzania, praised China’s approach to planning, saying it demonstrates that developing countries can create workable strategies based on their own realities, rather than copying Western models.

    Inspired by China’s success, a growing number of countries have adopted their own medium- to long-term strategies. Poland, Ethiopia and Tanzania have sought support from Chinese institutions to assist in their planning process.

    In 2024, the United States consumed about 94 quadrillion British thermal units (quads) of energy, a 1% increase from 2023, according to our Monthly Energy Review. Fossil fuels—petroleum, natural gas, and coal—accounted for 82% of total U.S. energy consumption in 2024. Nonfossil fuel energy—from renewables and nuclear energy—accounted for the other 18%. Petroleum remained the most-consumed fuel in the United States, as it has been for the past 75 years, and nuclear energy consumption exceeded coal consumption for the first time ever.

    When the Declaration of Independence was signed in 1776, wood, a renewable energy source, was the largest source of energy in the United States. Used for heating, cooking, and lighting, wood remained the largest U.S. energy source until the late 1800s, when coal consumption became more common. Wood energy is still consumed, mainly by industrial lumber and paper plants that burn excess wood waste to generate electricity.

    Coal was the largest source of U.S. energy for about 65 years, from 1885 until 1950. Early uses of coal included many purposes that are no longer common, such as in stoves for home heating and in engines for trains and ships. Since the 1960s, nearly all coal consumed in the United States has been for electricity generation.

    Petroleum has been the most-consumed source of energy in the United States since 1950. Petroleum products such as motor gasoline, diesel, jet fuel, and propane are commonly used across all sectors of the U.S. economy, from transportation to industrial chemicals and plastics.

    Natural gas is the second-largest source of U.S. energy consumption, as it has been most years since it surpassed coal in 1958. Natural gas was once considered a waste byproduct of crude oil production but now has become a common energy source for heating and electricity generation.

    Early use of water to power grist, lumber, and other milling operations is not well quantified and not included in our data, but such mills were common throughout early U.S. history. The first industrial use of hydropower to generate electricity in the United States was to power lamps at a chair factory in Grand Rapids, Michigan, in 1880. The world’s first hydroelectric power plant to sell electricity to the public opened on the Fox River near Appleton, Wisconsin, in 1882.

    Other forms of renewable energy did not become significant contributors to U.S. energy production until more recently. In 2016, biofuels—including the fuel ethanol mixed in motor gasoline—became the most-consumed U.S. renewable energy source.


    Electricity generation from some zero-carbon sources, such as wind and solar, has increased rapidly in recent years, while generation from others, such as hydropower and nuclear, has remained relatively flat. In 2022, U.S. energy consumption from renewable sources surpassed nuclear energy for the first time since 1984, and in 2023, renewables surpassed coal for the first time since around the early 1880s. The United States now consumes more energy from wind and solar sources individually than from hydropower.

    To compare different forms of energy, we convert to common units of heat, called British thermal units. Appendix A of our Monthly Energy Review has the conversion factors that we use for each energy source, and Appendix E explains how we convert noncombustible renewable energy sources.
