    Washington, D.C. – U.S. Senators Susan Collins and Angus King, Jr., and U.S. Representatives Chellie Pingree and Jared Golden announced that they are accepting nomination applications from Maine high school students for appointments to the United States service academies operated by the Army, Navy, Air Force, and Merchant Marine. No nomination is required to apply to the United States Coast Guard Academy.

    Students should apply for a nomination in the spring and summer of their junior year. Senators Collins and King and Representatives Pingree and Golden began accepting nomination applications as of May 15, 2025, from students for admission to the academies in the summer of 2026.

  • MIL-OSI USA: SBA Offers Relief to Kansas Small Businesses, Private Nonprofits and Residents Affected by June Storms and Flooding

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) announced the availability of low interest federal disaster loans to Kansas small businesses, private nonprofits and residents to offset physical and economic losses from severe storms, torrential rain and flooding occurring June 3-7. The SBA issued a disaster declaration in response to a request received from Gov. Laura Kelly on June 26.

    The declaration covers the Kansas counties of Butler, Chase, Cowley, Elk, Greenwood, Harvey, Marion, Sedgwick and Sumner.

    Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include insulating pipes, walls and attics, weather stripping doors and windows, and installing storm windows to help protect property and occupants from future disasters.

    SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries and private nonprofit (PNP)organizations impacted by financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

    EIDLs are for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Interest rates are as low as 4% for businesses, 3.62% for nonprofits, and 2.81% for homeowners and renters with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

    “When disasters strike, SBA’s Disaster Loan Outreach Centers play a vital role in helping small businesses and their communities recover,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “At these centers, SBA specialists assist business owners and residents with disaster loan applications and provide information on the full range of recovery programs available.”

    Beginning Tuesday, July 1, SBA customer service representatives will be on hand at the following Disaster Loan Outreach Center (DLOC) to answer questions about SBA’s disaster loan program, explain the application process and help each individual complete their application. Walk-ins are accepted, but you can schedule an in-person appointment in advance at appointment.sba.gov.

  • MIL-Evening Report: Aamir Khan’s big screen comeback, Sitaare Zameen Par, features an all-star neurodivergent cast – a Bollywood first

    Bollywood star Aamir Khan’s return to the big screen after a three-year hiatus has been far from ordinary. Sitaare Zameen Par (2025) which translates to “stars on Earth”, is the first major Bollywood production to feature a mostly neurodivergent cast.

    A remake of the 2018 Spanish film Campeones, the story follows a mouthy, knuckle-headed basketball coach, Gulshan (Aamir Khan), who is put in charge of a team of players with intellectual disabilities.

    The film slowly grows into itself, much like its characters, but ultimately delivers what the trailer promises: a heartwarming, humorous and uplifting celebration of our individual differences.

    In an era of blockbuster spectacles, Aamir Khan Productions brings back a kind of Bollywood storytelling we haven’t seen in a while – something sincere, gentle and quietly revolutionary.

    Who is Aamir Khan?

    Aamir Khan was born in Mumbai in 1965, and started his acting career as a child actor in his uncle’s film Yaadon Ki Baaraat (1973).

    Khan is now one of Bollywood’s most enduring and respected figures. He is one of the iconic “three Khans”, alongside Shah Rukh Khan and Salman Khan (the three are unrelated), who have dominated Indian cinema since the 1990s.

    But unlike his Khan counterparts, Aamir Khan has carved a unique career path built on both commercial success and socially-driven storytelling.

    He is known for championing social causes through cinema. In one 2015 article, media studies professor Vamsee Juluri referred to him as a “national conscience figure”.

    Khan’s films don’t just entertain; they challenge norms and often spark national conversations on important issues.

    From producing Lagaan: Once Upon a Time in India (2001), India’s Oscar-nominated colonial-era sports epic, to his directorial debut Taare Zameen Par (2007), a moving portrait of a child with dyslexia, Khan’s work often brings underrepresented stories to the mainstream.

    Lagaan follows farmers from a small Indian village under British colonial rule. The British challenge the farmers to a game of cricket, in exchange for an exemption from paying the land tax (‘lagaan’).

    His film PK (2014) challenges religious dogma. Meanwhile, Dangal (2016) is a boundary-pushing film based on real-life female wrestlers from rural India, and is also Bollywood’s highest-grossing film of all time.

    Beyond the box office, Khan has hosted the TV show Satyamev Jayate (2012–14), which is also the national emblem of India, meaning “truth alone triumphs”.

    This show tackles various topics considered taboo in Indian societies, including female feticide, domestic violence and caste discrimination. It has reached millions of households, and even ignited parliamentary debates.

    Khan is also popular in other countries, including China, where his films 3 Idiots (2009), Dangal (2016) and Secret Superstar (2017) were massive hits that resonated with audiences for their universal themes.

    Sitaare (stars) who make the film shine

    Directed by R.S. Prasanna, Sitaare Zameen Par enjoyed a strong opening weekend at the box office.

    It stars ten individuals with special needs as they prepare for a basketball tournament under the direction of their coach (Khan). This plot alone makes the film a significant entry to Indian cinema, which often ignores or misrepresents disability.

    Despite early online trolling and negativity, the film depicts its neurodivergent characters not as victims, or “inspirations”, but simply as people with dreams, struggles and joy.

    One line captures this beautifully: “Everyone sticks to their own normal. We each have our own normal.”

    Aamir Khan, now 60, plays a key role in the film, but doesn’t dominate it. Instead, his younger co-stars shine. The result is a healing film that celebrates inclusion, while being full of joy and humanity.

    Stories that matter

    No film is perfect. But it’s hard to dislike a film made with so much compassion.

    Bollywood as an industry has increasingly leaned into action-packed blockbusters, as well as nationalist and Hindu-centred narratives (such as in the 2022 film Brahmāstra).

    While many of these offer thrills, few deliver the kind of emotional and social depth that once defined Hindi cinema’s global appeal. Much like Taare Zameen Par – a spiritual prequel to the new release – did 18 years ago, Sitaare Zameen Par invites the audience to slow down and reflect.

    It prompts neurotypical viewers to see people with Down’s syndrome as part of the same emotional universe as them – and to laugh with, not at them.

    In an interview, Khan explains how the film goes further than just neurodivergent representation, to participation:

    In [Taare Zameen Par], it’s the teacher, Nikumbh, a supposedly neuro-typical person, who helps the child with dyslexia. In this film, ten neuro-atypical people are helping the coach, Gulshan. I feel Sitare takes the discourse of the first film ten steps ahead, especially in our country where people need to be sensitised to the topic of neurodivergence.

    Last week, India’s president, Droupadi Murmu, attended a special screening and met the cast. The visit sent a clear messsage: stories like this matter.

    With Sitaare Zameen Par, Aamir Khan returns to what he does best: using film as both a mirror and message for Indian society. While it won’t change the world overnight, it will make viewers see the world, and each other, a little differently.

    The spread of conditional cash transfer programmes in low- and middle-income countries has been described as perhaps the most remarkable innovation of recent decades in welfare programmes. These programmes provide regular cash transfers to poor families contingent on specific behaviours. These include school enrolment and regular attendance.

    The programmes started in the late 1990s in Mexico and quickly became the public policy of choice to fight poverty and low enrolment. Today, more than 60 countries operate education conditional cash transfer programmes, often at a national scale.

    There is plenty of evidence showing that conditional cash transfers boost enrolment. But evidence on their impacts on children’s learning is mixed. Explanations for the lack of learning gains relate to the short-term nature of the evaluations, which may not provide enough time for the learning effects to materialise.

    In recent research, conducted in Morocco, we show that conditional cash transfers can constrain learning when no accompanying measures are taken by governments to account for increased enrolment. We found that the introduction of a programme can deteriorate school quality and thus constrain learning for children who enrol in school.

    We looked at a programme implemented at scale in Morocco. Known as Tayssir, it began operating in 2008 and quickly became the flagship education policy of a government strongly committed to reducing school dropout rates.

    Earlier research showed that the pilot version of Tayssir had substantial positive effects on enrolment, but not on learning.

    Following this evaluation, Tayssir was quickly scaled-up to reach annually up to 800,000 children in 434 municipalities. Because the allocation of transfers remained remarkably stable over time, the scaled-up version of Tayssir offers an ideal setup to study how conditional cash transfer programmes affect learning, with enough time for the effects to materialise.

    Tayssir targeted all municipalities with a poverty rate above 30% and all households with children aged 6-15 within these municipalities.

    To study the impacts of the programme, we used data from the information system of Morocco’s ministry of education.

    In the first part of our analysis, we assessed Tayssir’s effects on dropout rates and checked for possible differences with the research done in 2015 on the pilot version of the scheme.

    We confirmed that the grade-specific dropout rate decreased by 1.3 percentage points on average (41% of the sample mean). This is equivalent to an increase in enrolment of about 9 percentage points by the end of grade 6.

    We found a greater decrease for girls: 1.8 percentage points, or 50% of the sample mean.

    Remarkably, these estimates were in line with those on the pilot, despite the nationwide expansion of the programme and the ten-fold increase in the number of beneficiaries.

    The impact on quality

    The reduction of the dropout rates induced by Tayssir may have affected both class size and class composition by retaining lower-ability students. This could potentially lead to negative effects on learning outcomes through peer effects and less effective teaching practices.

    Our estimates show that class size in targeted areas increased by 3.6 students by the end of primary school, equivalent to 12% of the sample mean.

    Variation in class composition increased by 0.30 standard deviations (SD) by the end of primary school.

    Figure 1 shows that these effects are stronger in higher grades. This suggests that the reduction in dropout rates accumulated over time and progressively overburdened school resources. Large effects in grade 1 likely reflect the fact that children in targeted municipalities started school earlier – possibly to benefit from the transfers – and repeated grade 1 more often.

    Larger class sizes and increased differences in class composition had negative impacts on children’s test scores.

    In the final part of our analysis, we looked at the effects on test scores at the end of primary school exam. We found that Tayssir had negative effects on test scores. We estimated that the programme reduced test scores by 0.12 standard deviation for the full sample.

    What needs to be done

    Our insights should not be interpreted as evidence that policymakers should not pursue conditional cash transfer programmes. Such programmes, including the one we study, have proven particularly effective at increasing access to education, which is a crucial first step to enhance learning.

    These programmes also have many other benefits. These include delayed marriage and childbearing for adolescent girls.

    However, our results, together with evidence showing alarmingly low literacy and numeracy levels among students in low- and middle-income countries, indicate that the attendance gains from the programmes alone are unlikely to equip students with the foundational skills they need to thrive.

    In fact, our results show that conditional cash transfer programmes can have adverse effects on learning when schools lack the necessary resources to accommodate the influx of new students. Such insights may be particularly relevant for other interventions aiming to increase school attendance without complementary investments in school capacity.

    Recent decades have seen a surge in evaluations focusing on the learning effects of education interventions in low- and middle-income countries. Although there is no silver bullet to raise learning, some “great buys” emerged from the 2023 report of the Global Education Evidence Advisory Panel:

    • providing information on the benefits, costs and quality of education;

    • supporting teachers with structured pedagogy;

    • pedagogical interventions that tailor teaching to student learning.

    In Morocco, where our study takes place, other scholars have demonstrated that an intervention combining two of these three “great buys” – targeted instruction based on learning level and structured pedagogy – yields large gains in learning.

    Whenever school holidays loom, many parents find themselves caught in an emotional tug-of-war: on the one hand, relief at bidding farewell to homework battles, bedtime struggles, and the lamenting of lost lunchboxes; on the other, terror at the daunting prospect of a barrage of “whys” and “buts” from their relentless interrogators. To avoid logic-defying arguments and endless debates, it is often not long before they find themselves playing the ultimate parental trump card: “because I said so”.

    As a parent, I can relate. But I’m also a moral philosopher with almost two decades of teaching experience. In philosophy classes, students who question ideas – and sometimes, in doing so, challenge authority – are praised. Why isn’t the same true for children? Is a child who questions their parents “being cheeky”? Or are they flexing the mental muscles that are necessary for their intellectual growth and ability to navigate the world?

    The job of a moral philosopher is to grapple with ideas about right and wrong, good and bad, seeking to answer the ultimate question: “how ought we to live?” While we use a range of strategies to tackle these fundamental ethical questions, one of the most important tools at our disposal is critical thinking.

    Critical thinking is the ability to analyse and evaluate information and arguments in a clear, rational and objective manner. When we are confronted with information, critical thinking requires us to consider why this person is saying that. What could be their motive? Is there a different possible explanation?

    I’m not suggesting that the goal is to raise argumentative children. Rather, as philosopher, strategic thinker and author Peter Facione explains, it is to nurture inquisitive minds that can interpret, analyse, evaluate and infer from information. In other words, parents should raise their children to be curious, critical thinkers who question everything, even if this means they question us in the process.

    How can parents teach critical thinking at home? Here are my five top tips:

    1. Ask open-ended questions and encourage children to do the same.

    2. Provide children with opportunities to make decisions and solve problems rather than doing it for them.

    3. Discuss the reasoning behind rules and decisions you make for them.

    4. Encourage children to consider alternative perspectives rather than just their own.

    5. Model critical thinking by thinking aloud when approaching problems.

    Thinking about our thinking

    Critical thinking requires metacognition: thinking about our thinking.

    Reflecting on our own views gives us a chance to recognise that they too should be scrutinised and evaluated. If we choose to be vegan, for example, is it because we care about reducing harm to animals, the environment, or both; or because it’s fashionable to be vegan? Once we’ve worked out our reasons for something, we can then evaluate whether these are “good” reasons or not.

    Critical thinking also means evaluating other people’s reasons. This requires us to be open to others’ points of view – including our children’s – rather than being blinded by our own biases. At the same time, to be a critical thinker is to take seriously the fact that everyone “has an agenda” (which may not be explicit) and we should therefore not take everything at face value. We can teach our children to be critical thinkers by getting them to consider the quality of the evidence presented for a position.

    Put simply, parents and caregivers can promote critical thinking in children by encouraging them to ask questions, challenge assumptions and explore alternative perspectives. Critical thinking requires us not to passively accept everything we read, hear and see but rather to question, evaluate and make judgments.

    Here’s what that might look like in practice.

    A practical example

    Add a side of critical thinking to make vegetables more palatable.

    Let’s say your child asks why she needs to eat vegetables.

    You could respond by saying “That’s a good question. What do you think? Why do you suppose we eat vegetables?” This encourages the child to start thinking about the issue herself.

    She replies: “Because you said I have to.”

    To get her to think about whether there are reasons beyond parental authority that may be important, you might want to ask: “Is that the only reason? Let’s think about it some more. Do you know anyone else who thinks we should eat vegetables?”

    Then, to encourage her to explore alternatives, you could ask: “What do you think would happen if we never ate any vegetables? What if we only ate sweets instead?”

    It might also be useful to do some research with your child, to introduce the idea of seeking evidence and reliable information. You could suggest that the two of you look up some facts about what vegetables do for our bodies.

    Finally, you could pose the original question back to your child, giving her a chance to synthesise what she’s learnt and form her own conclusion.

    Throughout the process, you are guiding your child to question, think about, and arrive at a reasoned understanding, rather than simply accepting a statement at face value.

    Does this sound daunting? Relax – it’s not all up to you.

    Many schools incorporate critical thinking skills across their curricula. Some excellent programmes have been implemented in schools around the world. One example is Philosophy for Children (P4C), developed by educator and philosopher Matthew Lipman in the 1970s. This approach uses structured discussions about open-ended questions and can be used to develop critical thinking skills in children as young as six.

    I also like the work of Critical Thinking Consortium (TC2), a Canadian organisation which provides resources and professional development to help educators embed critical thinking in their teaching. Project Zero is another good resource. This research group at the Harvard Graduate School of Education has developed several thinking routines and frameworks, such as “visible thinking” and “artful thinking”.

    You could also advocate for your child’s school to introduce critical thinking skills into their curricula. Schools could partner with university philosophy departments to offer classes for low or no cost as a community engagement or social responsibility initiative.

    Ultimately, whether children are exposed to these skills at home or at school, the key is to create an environment where questioning, reasoning, and exploring ideas are encouraged and valued. The goal is to make critical thinking a natural part of the way we interact with our children so that it becomes a natural part of the way they interact with the world.

    Meditation has become a popular subject on self-improvement podcasts, corporate strategy days and health campaigns. But beyond the buzz, there’s a growing scientific and clinical interest in meditation as a tool to regulate attention and promote relaxation. These are increasingly recognised as central to wellbeing in a world of constant notifications, high demands and information overload.

    Mantra meditation has roots in ancient contemplative traditions across many cultures. At its simplest, a mantra is a word, phrase, or sound repeated silently or aloud to focus the mind, steady attention and support relaxation. Depending on the tradition, mantras may carry deep spiritual, linguistic or energetic significance. But in a more personal or secular practice, you might choose or create a mantra that’s meaningful only to you.

    It’s important to note that mantra meditation is distinct from focusing on breathing. While both help develop concentration and awareness, the mantra, not the breath, is the primary anchor of attention in mantra meditation. You may notice the breathing naturally while meditating, but the repetition of the mantra is what gently draws your mind back when it wanders.

    Emerging research suggests that mantra meditation may have promising benefits, from reducing stress and burnout to improving mood, focus and sleep. Focusing on a mantra to disengage from an overactive mind can be a valuable tool in today’s fast-paced world.

    Mantra meditations moments

    A simple starting point is to choose a phrase that resonates with you, something easy to remember and calming. For example: “I am … here now.” Or a word like “ease” or “peace”. Some people visualise a calming image, like a steady tree or a gentle wave, repeating it silently in their mind. The key is to return to your chosen anchor, your mantra, each time your mind drifts.

    You don’t need a special cushion, app or ritual. Below are five everyday moments when you can try this light mantra-practice:

    • On public transport: Use a few minutes of your commute to mentally repeat your mantra. The surrounding noise and movement can actually enhance the practice. When your mind wanders, which it will, gently return to your anchor.

    • While brushing your teeth: This brief, repetitive activity is already part of your day. Use the rhythm of brushing as a cue to repeat your mantra internally.

    • During your first sips of tea or coffee: Let this be a pause point. Breathe naturally. Repeat your chosen phrase. Even a few seconds of presence can shift the tone of your morning.

    Your first morning coffee could become a moment of deep calm in an otherwise hectic day.

    • Instead of scrolling: Replace one moment of habitual phone use with one minute of mantra repetition. Notice the impulse to scroll, and meet it with your mantra instead. You can scroll later if you want; the point is to notice the choice.

    • Before stepping out of the car: Pause for 30-60 seconds before entering a new environment, whether that’s work, home or a social setting. This brief ritual can be a surprisingly powerful reset when transitioning to a new destination or activity.

    Longer sessions may deepen the effects, but short, consistent moments of practice are what build tolerance and insight. Meditation doesn’t always begin with peace. More often, it starts with the uncomfortable awareness of how distracted our thoughts can become. That moment of noticing is not a failure, it’s the practice.

    For parents, especially those with young children, meditation might feel unrealistic. But mantra practice can be adapted. Children often respond well to repetitive, rhythmic exercises. Try counting fingers together, repeating a calming phrase, or simply taking three breaths. It might not look like traditional meditation, but it can still create a shared moment of calm.

    Even counting fingers with children could be a way to experience a moment of togetherness and calm.

    For those living with chronic pain, health challenges or intense life transitions, meditation can sometimes make discomfort feel more present. In such cases, stillness might initially increase distress.

    Some research confirms that meditation can have uncomfortable or adverse effects, and distraction may be necessary at times. Even so, carefully introduced mantra meditation techniques or similar practices may support people living with chronic conditions by helping shift how discomfort is experienced, if approached with care, and suitable supports are offered.

    Mantra meditation isn’t about perfect focus, or fixing all our problems. Its strength lies in offering you a portable, repeatable practice to build awareness, one moment at a time.

    So before you move on after reading, try this: take 30 seconds, close your eyes, and return to your mantra. Just for now.

    Over the past 15 years there’s been an increasing demand from within and outside the higher education sector for African countries to produce more PhD graduates. For this to happen, it’s important to know what’s holding people back from pursuing or completing their doctoral degrees. The authors of a new review article did just that, with a focus on South Africa, Kenya, Ethiopia, Uganda and Nigeria. Five themes emerged from their work: PhD candidates’ sociodemographic profiles, access to funding, the availability of resources and training, experiences with PhD supervisors, and personal coping mechanisms.

    The Conversation Africa spoke with the paper’s authors, Oluwatomilayo Omoya, Udeme Samuel Jacob, Olumide A. Odeyemi and Omowale A. Odeyemi, to learn more about their findings.

    Why is it important for African countries to produce PhD graduates?

    PhD programmes have been shown to play a crucial role in advancing research, innovation, and economic and scientific progress.

    That’s because the more research capacity a country has, the more likely it will be able to address gaps in healthcare, economic barriers and food insecurity. This point has been emphasised by, among others, the World Health Organization (WHO) and the African Union.

    Doctoral education builds academic expertise. This drives growth across multiple sectors, such as health, education and technology. It also fosters an environment where creative and practical solutions to local challenges can thrive.

    What are some of the main obstacles PhD students faced in the countries you studied?

    Our study was a scoping review. This research method allowed us to broadly survey existing studies and identify key concepts, evidence types and knowledge gaps. The review included articles from different African countries, among them South Africa, Kenya, Ethiopia, Uganda and Nigeria.

    One of the biggest hurdles we identified for PhD students is a lack of resources. Many of the continent’s universities are underfunded. They struggle to offer their staff and students adequate research facilities, libraries and even internet access.

    Another major challenge is the shortage of quality doctoral supervision. In many African universities, the number of qualified supervisors is far lower than the number of doctoral candidates. This imbalance means that some students receive little attention. Their progress may suffer as a result.

    A PhD is, by nature, a solitary pursuit. But without the proper support, students can feel disconnected from the academic community. This sense of isolation can increase dropout rates and hinder the completion of research projects.

    Supervisors are frequently overwhelmed with other responsibilities – their own research, administrative duties, or teaching large undergraduate classes. This leaves them with limited time to mentor PhD students. The students they’re tasked with supervising can end up feeling isolated.

    Personal funding is also hard to come by. Scholarships are rare and, when they are available, they don’t always cover all the student’s expenses over the course of their research. Many students must work full-time jobs to support themselves while pursuing their doctorate. This can severely affect their ability to dedicate time to their studies.

    Even in cases where funding is available, it’s often linked to short-term projects or grants that don’t allow students to finish their research without interruption. This leads to long delays in graduation rates, which creates a bottleneck effect: students remain stuck in the system for years, clogging the flow of new researchers entering academia.

    Another challenge is that African doctoral students who do succeed may leave their home countries for better opportunities abroad. The so-called “brain drain” phenomenon has a profound effect on Africa’s ability to build a strong academic community. While many African PhD students go on to do groundbreaking research in Europe, North America or Asia, their departure means their home institutions – and countries – lose valuable knowledge and experience.

    Brain drain is not just about better salaries or living conditions; it’s also about the availability of cutting-edge research opportunities. Once abroad, many students are able to access better resources and then choose to stay in environments that allow them to thrive professionally.

    What role does gender play in the likelihood of completing a PhD?

    Women pursuing PhDs face additional challenges that their male peers do not. We found that women PhD students frequently face gender biases, both socially and professionally, that make it harder to fulfil their academic goals.

    Over the past decade, the number of women enrolling in PhD training in some countries, such as Ethiopia and South Africa, has increased.

    However, women are less likely than men to complete their doctoral studies, partly because of the cultural expectations and responsibilities they bear. Female students who are married or have children must often balance managing their households and care-giving responsibilities with pursuing their studies.

    In regions where family is traditionally prioritised over career aspirations, women may feel an added layer of guilt or societal pressure, which can lessen the time they have to focus on research.

    Moreover, in areas where colonial or apartheid legacies still influence societal structures, Black women in particular report additional barriers. They say they feel overlooked or underestimated in academic spaces.

    There has been some progress. Organisations like the Consortium for Advanced Research Training in Africa (Carta) offer programmes that support women throughout their academic journeys. However, a greater, gender-responsive approach is needed to ensure that women have access to resources, mentorship and flexible support systems that address these unique challenges.

    Increasing support for women in PhD programmes isn’t just about numbers. It means institutions and the wider society must address the structural and cultural barriers that hold women back.

    Are there solutions to the issues you’ve identified?

    The challenges facing doctoral students in Africa are complex, but not impossible to overcome.

    With the right investments and a commitment to reform, universities on the continent can grow into global centres of excellence in research and development. It’s vital for societies not to lose sight of the importance of higher education. As we’ve said, and as a large body of evidence shows, strong doctoral training programmes and investing in research and innovation to address the challenges faced by the African continent are key to ensuring that the next generation of researchers and innovators can lead the way in solving some of the world’s most pressing problems.

  • MIL-OSI Submissions: New discoveries: three tiny species added to South Africa’s spectacular marine life

    South Africa’s marine realm is globally unique because of the two major ocean currents that meet here. The cold, slow-moving Benguela and the warm, fast-flowing Agulhas currents create a special environment that supports high levels of biodiversity. Over 13,000 marine species are currently known to live in these waters. About 30% of these are endemic, meaning they occur nowhere else.

    Biodiversity metrics (the number or abundance of species) are dominated by invertebrates such as sponges, bivalves and crustaceans. These are usually small, which makes them adaptable and versatile. In terms of numbers, invertebrates make up a vast majority of marine life.

    I have been involved in marine biodiversity research for the last 10 years and have worked with teams of researchers, biology students and citizen scientists from across the country. I have also been involved in the naming and classification of organisms.

    In South Africa, where there is still much to discover, one focus of my work is identifying new species.

    Looking at subtle differences and finding similarities in how tiny organisms evolved in different regions is a global effort. In my own work, carried out together with many experts, there are three finds that have been particularly exciting – a “walking sponge” (Suberites ambulodomos), a tiny clam (Brachiomya ducentiunus) and a rare and miniature isopod (Pseudionella pumulaensis).

    Long-term efforts to identify new species like these guide effective conservation. They help to ensure that critical habitats are protected.

    These three newly described species may seem small and insignificant individually. However, small species make up the foundation of the food chain and play vital roles in nutrient cycling and in promoting biodiversity.

    The walking sponge

    First, there’s Suberites ambulodomos, or the “walking sponge”. This animal forms a unique partnership with hermit crabs. It settles on the tiny shell of a very young hermit crab. As the sponge grows it overgrows the shell completely, many hundred times in size and volume.

    As a result, the crab – which usually needs to search for a bigger shell as it grows – never outgrows its home. Instead, it carries the sponge with it.

    This is the first symbiotic relationship of its kind recorded in South African waters. This hermit-crab associated sponge was described in a collaborative effort by South African researchers at several institutes including the universities of the Western Cape, Johannesburg and Cape Town.

    The tiny clam

    Next is Brachiomya ducentiunus, a small clam that lives in the spaces between the spines of a heart urchin. The heart urchin burrows into shallow gravel and spends its life largely hidden, feeding on food fragments trapped in the sand.

    This tiny clam highlights the richness of life beyond what is easily visible to the human eye. It was discovered
    through the 1001 Seaforest Species project, a science and storytelling initiative in Cape Town by the Sea Change Project. It was described and named, meaning scientifically proven to be new, by local researchers from the universities of Stellenbosch and Cape Town, and experts from Santa Barbara Museum of Natural History and the University of Colorado Boulder.

    The rare and miniature isopod

    Finally, the third new species is Pseudionella pumulaensis. This is a parasitic isopod – a tiny crustacean.

    It was discovered in Pumula, KwaZulu-Natal, a region known for its high biodiversity. This isopod has a rather sinister survival strategy: it attaches to the gills of hermit crabs and feeds on their body fluids. Only two specimens have ever been found: a female measuring 2–3 millimetres and an even smaller male, so tiny it was almost missed entirely during the discovery process. I discovered it by chance during my PhD research on hermit crabs, while photographing and zooming in to the smallest details to carry out this work.

    Parasites tend to be small and hidden on, or inside, their hosts. They can be overlooked. However, they are vital to understanding biological processes as they regulate populations and are main drivers of evolution.

    Pseudionella pumulaensis is the first of its genus in the entire Indian Ocean, a testament to how much more marine life we have yet to uncover. With my local support the isopod was described by an international expert at Hofstra University, New York, and published through the Senckenberg Ocean Species Alliance, a collaborative global initiative to advance marine taxonomy.

    Biodiversity knowlege can help save our heritage

    The majority of species on Earth remain unidentified. Over 242,000 marine species have been described globally, but the actual number of living ocean species may exceed one million. Many species remain undiscovered, and a large proportion of those already identified are poorly understood. We’re now racing against extinction to learn about and from them before it’s too late.

    There is a lack of funding and job opportunities in discovering new species. In fact, the field of taxonomic expertise may now be as endangered as many of the ecosystems and species it seeks to document.

    There are no simple, fast-track solutions to the biodiversity crisis – the threat of species extinction combined with vast, unexplored diversity, and the lack of expertise and resources to address this at scale. However, biodiversity initiatives that work collaboratively locally and globally to share expertise offer hope.

    Discoveries like these three new species from South Africa emphasise the need for continued exploration. Each species described brings us one step closer to understanding our oceans’ rich biodiversity and finding new ways to protect it.

    South Africa’s state-owned electricity company, Eskom, has applied to the National Energy Regulator of South Africa to approve a 36.1% electricity price hike from April 2025, a 11.8% price increase in 2026 and an 9.1% increase in 2027. Steven Mathetsa teaches and researches sustainable energy systems at the University of the Witwatersrand’s African Energy Leadership Centre. He explains some of the problems with the planned tariff increase.

    Why such a big hike?

    Eskom says the multi-year price increase is because of the need to move closer a cost-reflective tariff that reflects the actual costs of supplying electricity.

    However, Eskom’s electricity tariff increases have been exorbitant for several years – an 18% increase in 2023 and a 13% increase in 2024. This is a price increase far above inflation, which is currently at 4.4%.

    Some companies have installed their own generation capacity, and individuals have moved to rooftop solar systems. As a result electricity sales have fallen by about 2% , resulting in a drop in revenue.

    There’s a knock on effect for municipalities, the biggest distributors of electricity, which have also been forced to hike tariffs in line with Eskom’s increases.

    All these costs are passed onto the consumers.

    What will the impact be on South Africans?

    If the hike is approved it will certainly worsen the economic difficulties facing
    South Africa. One of the most unequal countries in the world, South Africa has an extremely high unemployment rate – 33.5%at the last count.

    Economic growth is also very slow, at a mere 0.6% in 2023. The cost of living is high.

    Exorbitant increases in electricity costs aggravate these problems.

    South Africans and businesses in the country have little choice about where they source their energy. Eskom is still the sole supplier for nearly all the country’s electricity needs. This means that ordinary citizens are likely to continue relying on electricity supplied by Eskom, irrespective of the costs.

    The high costs affect businesses negatively. Large industrial and small, medium, and micro enterprises have all highlighted that costs associated with utilities, mainly electricity, are affecting their sustainability.

    The Electricity Regulation Amendment Act implementation will make major changes to Eskom. The reforms establish an independent Transmission Systems Operator tasked with connecting renewable energy providers to the grid. This will allow the creation of a competitive market where renewable energy providers can sell power to the grid.

    But it’s not yet clear if these changes will address the issue of exorbitant electricity price rises.

    What are the problems?

    The country’s energy frameworks are drafted on the basis of the World Energy Trilemma Index. The index promotes a balanced approach between energy security, affordability, and sustainability. In other words, countries must be able to provide environmentally friendly and reliable electricity that their residents can afford.

    South Africa is currently unable to meet these goals because of different energy policies that do not align, a lack of investment in electricity and dependency on coal-fired power. Electricity is increasingly becoming unaffordable in the country. Although there’s been a recent reprieve from power cuts, security of supply is still uncertain.

    Furthermore, over 78% of the country’s electricity is produced by burning coal. This means South Africa is also far from attaining its 2015 Paris Agreement greenhouse gas reduction goals.

    Compounding this problem is that Eskom is financially unstable – it needed R78 billion from the government in debt relief in 2024. For years, there was a lack of effective maintenance on the aging infrastructure.

    The country has made some inroads into improving security of supply. To date, recent interventions have resulted in over 200 days without power cuts. This should be commended. The same focus must be placed on ensuring that electricity remains affordable while giving attention to meeting the goals of the Paris Agreement.

    What needs to change?

    South Africa’s 1998 Energy Policy White Paper and the new Electricity Regulation Amendment Act promote access to affordable electricity. However, they’ve been implemented very slowly. Affordable electricity needs to be taken seriously.

    The question is whether the country’s electricity tariff methodology is flexible enough to accommodate poor South Africans, especially during these challenging economic times.

    In my view, it is not. In its current form, vulnerable communities continue to foot the bill for various challenges confronting Eskom, including financial mismanagement, operational inefficiencies, municipal non-payment, and corruption.

    I believe the following steps should be taken.

    Firstly, South Africa should revise its tariff application methodologies so that consumers, especially unemployed and impoverished people, are protected against exorbitant increases.

    Secondly, the National Energy Regulator of South Africa should strengthen its regulations to ensure its compliance and enforcement systems are effective. For example, Eskom should be held accountable when it does not deliver efficient services or mismanages funds, and be transparent about costs associated with its processes. Municipalities should also be held accountable for non-payment and other technical issues they regularly struggle with. Both affect the revenue of the power utility.

    Thirdly, the government must make sure that price increases are affordable and don’t hurt the broader economy. It can do this by adjusting its policies to make sure that increases in electricity tariffs are in line with the rate of inflation.

    Fourthly, communities can play a vital role in saving electricity at a household level. This will reduce the country’s overall energy consumption. Furthermore, both small and large businesses should continue to consider alternative energy technologies while implementing energy saving technologies.

    Lastly, the level of free-basic electricity is not sufficient for poor households. Subsidy policies should also be reviewed to allow users access to affordable electricity as their financial situation changes negatively.

    The world is witnessing the consequences of climate change: long-lasting changes in temperature and rainfall, and more intense and frequent extreme weather events such as heat waves, hurricanes, typhoons, flooding and drought. All make it harder for families and communities to meet their care needs.

    Climate change affects care systems in various ways. First, sudden illnesses and unexpected disabilities heighten the need for care. Second, it reduces access to important inputs for care such as water, food and safe shelter. Third, it can damage physical and social care infrastructures.

    It can also lead to breakdowns of traditional units of caregiving such as households and communities. And it creates new situations of need with the increase in displaced person settlements and refugee camps.

    Climate change creates sudden spikes in the demand for care, and serious challenges to meeting the growing need for care. All this has immediate and long lasting effects on human well-being.

    The size of the current unmet care needs throughout the world is substantial. In childcare alone, about 23% of children worldwide – nearly 350 million – need childcare but do not have it. Families in low- and lower-middle-income countries are the most in need.

    Similarly, as the world’s population ages rapidly, only a small proportion of the elderly who need assistance are able to use formal care (in an institution or paid homecare). Most are cared for by family members or other unpaid caregivers. Much of this unpaid care and formal care work is provided by women and girls.

    Hundreds of millions of people around the world struggle to get healthcare. Expansion of access to essential health services has slowed compared to pre-2015 . And healthcare costs still create financial hardship.

    Without comprehensive public and global support for care provision and the integration of care in the climate agenda, unmet care needs will only grow and inequalities will widen.

    Impact

    Climate change interacts with human health in complex ways. Its impact is highly uneven across populations. It depends on geographical region, income, education, gender roles, social norms, level of development, and the institutional capacity and accessibility of health systems.

    In 2018-22, Africa experienced the biggest increase in the
    heat-related mortality rate since 2000-05
    . This is not surprising as the continent has more frequent health-threatening temperatures than ever before and a growing population of people older than 65.

    Africa is also the region most affected by droughts in 2013-22, with 64% of its land area affected by at least one month of extreme drought per year on average. It was followed by Oceania (55% of its land area) and South and Central America (53%).

    Scientific evidence also points to increases in health inequalities caused by climate change. The health effects of climate change are not uniformly felt by different population groups.

    Exposure, severity of impact, and ability of individuals to recover depend on a variety of factors. Physiological characteristics, income, education, type of occupation, location, social norms and health systems are some of them.

    For example, older people and young children face the greatest health risks from high temperatures.

    There is also evidence of the disproportionate effect of climate change on the health of people living in poverty and those who belong to disadvantaged groups.

    Women of lower social and economic status and with less education are more vulnerable to heat stress compared to women in wealthier households and with higher education or social status. They are exposed to pollution in the absence of clean cooking fuel, and to extreme heat as they walk to gather water and fuel, or do other work outdoors.

    Bad sanitation in poor urban areas increases the incidence of water-borne diseases after heavy rains and floods.

    Lack of access to healthcare services and the means to pay for medicines make it difficult for women and men in low-income households to recover from illness, heat strokes, and air pollution-related ailments.

    Mental health problems are being attributed to climate change as well. Studies show that the loss of family or kin member, home, livelihood and a safe environment can bring about direct emotional impacts.

    These adverse impacts increase the demand for caregiving and the care workload. Climate-induced health problems force family and community caregivers, particularly women, to spend more time looking after the sick and disabled, particularly frail elderly people and children.

    Effect on food and water

    Climate change threatens the availability of food, clean water and safe shelter. It erodes households’ and communities’ care capacity and hence societies’ ability to thrive.

    Fluctuations in food supply and rising food prices as a result of environmental disasters, along with the inadequacy of government policies, underscore the mounting challenge of meeting food needs.

    The threat of chronic shortage of safe drinking water has also risen. Water scarcity is an area where structural inequalities and gender disparities are laid bare.

    Care for the sick and disabled, the young and the elderly is compromised when water is scarce.

    Effects on providing care

    Extreme weather events disrupt physical care infrastructures. It may be hard to reach hospitals, clinics, daycare centres, nursery schools and nursing homes. Some facilities may be damaged and have to close.

    Another type of care system that can break down is family networks and support provided by friends and neighbours. These informal care sharing arrangements are illustrated in a study of the three large informal settlements in Nairobi.

    About half (50.5%) of the sampled households reported having had a sick member in the two weeks before the survey. The majority relied on close friends and family members living nearby for care and support.

    Studies have shown that climate change eventually leads to livelihood loss and resource scarcity, which can weaken social cohesion and local safety nets in affected communities.

    Heightened risks and uncertainty and imminent changes in socio-economic and political conditions can also compel individuals or entire households to migrate. Migration is caused by a host of factors, but it has increasingly been a climate-related response.

    The World Bank’s Groundswell Report released in 2018, for example, projected that climate change could force 216 million people to move within their countries by 2050 to avoid the slow-onset impacts of climate change.

    A possible consequence of migration is the withdrawal of care support provided by the migrating extended kin, neighbours or friends, increasing the caregiving load of people left behind.

    In the case of forced displacements, the traditional social networks existing in communities are disrupted entirely.

    What’s needed

    There are compelling reasons to believe that meeting care needs can also help mitigate the effects of climate change. And actions to meet carbon-zero goals, prevent biodiversity loss and regenerate ecosystems can reduce the care work burden that falls heavily on families, communities and women.

    Any effort to tackle these grave problems should be comprehensive in scope and must be based on principles of equality, universality, and responsibility shared by all.

    By 2030, non-communicable diseases will account for 75% of all deaths annually. Eighty percent of these will be in the global south. Most of these diseases are what we call silent killers: type 2 diabetes, high blood pressure and heart disease, as well as certain types of cancer at increasingly younger ages.

    The consumption of sugary drinks and processed foods high in sugar, salt and saturated fats is fuelling these pandemics. And increasingly advertising is being seen as the means by which the consumption of unhealthy products is promoted. This translates into the growth of non-communicable diseases in populations across the globe. This rising threat is driven largely by the way in which markets and industries are organised, which, in turn, shapes social norms towards consumption of tobacco, alcohol, food and sugary beverages.

    This process is what’s known as commercial determinants of health.

    Products that top the list in terms of their risk to health are tobacco, sugary beverages, ultra processed food and alcohol.

    These products are heavily advertised. For example, in South Africa from 2013 to 2019, sugary beverage manufacturers spent US$191 million (R3.7 billion) to advertise their products. Many of the TV advertisements for sugary drinks were placed during child and family viewing time, between 3pm and 7pm.

    Over the past decade a number of countries have introduced policies in a bid to limit the use and intake of harmful food and beverages. These have ranged from taxes on certain products, such as sugar, alcohol and tobacco, to bans on advertising. Many have proved effective. But there are still big gaps in policies to control these harmful products.

    As academics who have researched this field for three decades we believe that the G20 can play a significant role in plugging these gaps. The countries under the G20 umbrella, which represent two thirds of the world’s population, have reason to act: all are experiencing a mounting burden of obesity-related illness such as diabetes, high blood pressure and cancer at ever-younger ages.

    One of South Africa’s G20 presidency health priorities is “stemming the tide of non-communicable diseases”. In our view this is an invitation for the G20 to pledge to combat the drivers of non-communicable diseases.

    The G20 can acknowledge that these diseases are part of a pathological system in which commercial actors are causing ill health. And G20 leaders can acknowledge that progress enacting health taxes has stagnated in most countries.

    By galvanising attention in this way, the G20 can give impetus to a high level United Nations meeting in 2025 at which a new vision for the control and prevention of non-communicable diseases is due to be set. Health taxes and bans on marketing are focus areas.

    What stands in the way of progress

    Efforts by various countries to curb consumption of these harmful products have shown one thing clearly: there’s no silver bullet.

    Nevertheless, evidence shows that consumers are responsive to price. This points to the fact that taxes are a key tool for decreasing demand, especially for young consumers.

    There is also mounting evidence that health taxes are progressive for health at a population level – in other words they lead to better health outcomes. Research also shows that they scarcely affect overall employment, if at all.

    But advances on alcohol and tobacco taxes are slow. And there has been little progress on taxes on sugary beverages.

    These taxes remain far too low because health promotion taxes face tough resistance from industry. When any health promotion taxes are proposed, industries deny harms, promote doubt, divert attention, spread disinformation, create front organisations, and varnish their reputations through corporate social responsibility initiatives.

    When taxes do proceed through the legislative or regulatory process, industries influence proposals to make them less effective. They also offer to replace legislation with voluntary commitments. Evidence shows that voluntary commitments do not work.

    What would be gained

    In 2024, a report by a panel of experts showed that US$3.7 trillion in additional revenue could be generated over five years if all countries increased prices of tobacco, alcohol and sugary beverages by 50%.

    This money is sorely needed to boost healthcare. Non-communicable diseases disproportionately affect the most poor and vulnerable and healthcare systems are increasingly unable to cope. Screening, diagnosis, medications and treatment are very expensive for both ministries of finance and at the household level, where health needs can result in catastrophic expenditure.

    And taxes that generate a 50% increase in real prices of tobacco, alcohol and sugary beverages would save 50 million lives globally over 50 years.

    Where to begin

    We believe the G20 platform is a sound one on which to champion efforts to curb the consumption of harmful products. This is because half of the countries in the group have one or two policies for food such as taxes on sweetened beverages. Their experiences can therefore inform debates about how to protect the public from the fatal effects of diet-influenced diseases.

    But building a solid foundation won’t be easy. What’s needed is for the G20 to put its weight behind these key points:

    • Promoting good health before people get sick should be an imperative because the cost of inaction in financial and human terms is just too high.

    • Promoting the case for raising tobacco taxes, because tobacco continues to cause the most death and illness. But taxation has stalled. Approximately 90% of smokers live in countries where cigarettes were equally or more affordable in 2022 than they were five years earlier.

    • A renewed focus on alcohol taxes, which have shown little improvement in the last decade. Alcohol excise taxes are not being used effectively.

    • Fresh impetus behind increasing the level of taxes as a percentage of the cost of sugar sweetened beverages. Evidence suggests that to be effective, taxes on sugar sweetened beverages should increase product prices by at least 20%.

    • Champion nutrition regulation when navigating the trade and nutrition policy environment. Trade policies can be inconsistent with health policies.

    • Lastly, push for stronger global monitoring frameworks to track corporate accountability in health. This should include clear conflict of interest policies, information management, and exposing when corporations try to shape their own evidence-base or discredit research that would be supportive of public health policies.

  • MIL-OSI Submissions: With fresh songs and a spectacular set, Disney’s Hercules musical goes the distance

    “Whose daring deeds are great theatre? Hercules!” So sing the Muses, as they close act one of Disney’s Hercules, which opened at London’s Theatre Royal, Drury Lane last week.

    The 1997 Disney animation this new show is based on is, of course, already a successful musical film. The hit song Go the Distance was nominated for a Golden Globe and an Academy Award. The new West End version includes all the film’s familiar musical numbers, notably The Gospel Truth (which is reprised as many as six times) but also I Won’t Say (I’m In Love), Zero to Hero and A Star is Born.

    There are plenty of new original songs, too, by the composer Alan Menken and lyricist David Zippel.

    Some of the changes to the film’s story, however, are puzzling. In place of adoptive mortal parents Amphitryon and Alcmene, Hercules is born to a single mother, who is given a new (modern Greek) name and her own song: Despina’s Lullaby.

    More understandable is the skipping over of Hercules’ childhood, allowing Luke Brady’s engaging Hercules to emerge fully grown not too long into the show.

    Likewise, Meg (Mae Ann Jorolan) is made even feistier than her 1990s incarnation. Instead of being in the clutches of the centaur Nessus when Hercules first meets her, she has two Hydra-venom traders in a headlock, and she sings “let me tell you a little something about saving women who don’t need to be saved” in the great new duet Forget About It.

    Fans of the film may be disappointed that Pegasus – Hercules’s trusty flying steed – has been written out. Though he is nicely referenced through a topiary cameo. But there was effective use of puppetry for a suitably dramatic Hydra – the monster who grows two more heads for every one Hercules cuts off.

    Other highlights of stage-trickery include the contributions of air sculptor Daniel Wurtzel. The spirits of the dead are represented by light material floating in a stream of air, and statues of Zeus and Hera appeared to come to life – I really don’t know how they did it.

    In another controversial change, the shape-shifting comedy sidekicks Pain and Panic have been downgraded to the humans Bob (Craig Gallivan) and Charles (Lee Zarrett). They are an endearing pair nonetheless, who get their own new song Getting Even.

    Indeed, there’s more of an emphasis on both humanity and community throughout the show. In place of Danny de Vito’s satyr Philoctetes, with his hero-training facility based on a remote island, Phil (Trevor Dion Nicholas) operates out of his local pub – Medusa’s bar – with the help of a whole bunch of neighbours from Hercules’ hometown of Thebes.

    Also toned down is Hades, at least compared to James Wood’s flamboyant character in the animated film. Stephen Carlisle (previously seen as Scar in Lion King) plays Hades more in the tradition of the upper-class British villain we all love to boo. At the end of the show, however, he becomes literally larger-than-life as a giant puppet. The animation’s battle of the gods against the Titans is turned into a highly stylised confrontation between this turbo-charged Hades and everyone else.

    The show’s visuals, masterminded by Dane Laffrey, are undeniably impressive. Even before the curtain goes up, the theatre’s usual proscenium arch has been transformed into a monumental Greek temple facade. Thereafter the sets are dominated by four massive pairs of Doric columns, which glide smoothly into different formations. The backdrop to the gods’ home on Olympus is a giant gold sunburst motif, and everything to do with the gods is golden.

    Video-projected backgrounds (by George Reeve) feature further temples and a mosaic texture – really a Roman touch. But a more properly Greek element is the use of vases in the Attic black-figure style. These are seen especially in the early “young Hercules” scene in the market-place and again to go with the Zero to Hero line “they slapped his face on every vase”.

    And finally, the real stars of the show are the five Muses (played by Sharlene Hector, Brianna Ogunbawo, Robyn Rose-Li, Kamilla Fernandes and Kimmy Edwards the evening I attended).

    Their role – as a cross between the chorus of a Greek tragedy and a gospel choir – is even bigger here than in the animation, of which they were such an innovative feature. They must spend the whole evening on costume changes, appearing in a series of fabulous frocks (designed by Gregg Barnes and Sky Switser), each more spectacular than the last.

    Some early reviews have been critical of the show as lacking in emotional depth, and it’s true that the more serious theme of “finding where I belong” is subservient to the high-octane razzmatazz – but I suspect this won’t matter to the majority of West End audiences. Disney’s Hercules is indeed great (musical) theatre.

  • MIL-OSI Submissions: Most South African farmers are black: why Trump got it so wrong

    When world leaders engage, the assumption is always that they engage on issues based on verified facts, which their administrative staff are supposed to prepare. Under this assumption, we thought the meeting at the White House on 21 May between South Africa’s president, Cyril Ramaphosa, and US president Donald Trump would follow this pattern.

    Disappointingly, the televised meeting was horrifying to watch as it was based on misrepresenting the reality of life in South Africa.

    Issues of agriculture, farming and land (and rural crime) were central to the discussions. What is clear to us as agricultural economists is that the skewed views expressed by Trump about these issues originate in South Africa. This includes Trump’s statement: “But Blacks are not farmers.”

    In our work as agricultural economists, we have, in many pieces and books (our latest titled The Uncomfortable Truth about South Africa’s Agriculture), tried to present South Africans with the real facts about the political economy policy reforms and structural dimensions of South African agriculture.

    Writing on these matters was necessary given that official data – agricultural census 2017, as well as the official land audit of 2017 – all provide an incomplete picture of the real state and structure of South African agriculture. The reason is that the agricultural census, which is supposed to provide a comprehensive and inclusive assessment of the size and structure of the primary agricultural sector, and the land audit, which was supposed to record the ownership of all land in South Africa, are incomplete in their coverage.

    The incomplete and inaccurate official data provides fertile ground for radical statements by the left and the right – and novices on social media. This is why South Africa has to deal with falsehoods coming from the US. These include Trump’s statement that black people are not farmers in South Africa.

    South Africa is to blame for providing inaccurate data to feed these false narratives.

    The facts presented here should allow a more nuanced interpretation of South Africa’s farm structure. Firstly, there are more black farmers in South Africa than white farmers. And not all white commercial farm operations are “large-scale”, and not all black farmers are “small-scale”, “subsistence” or “emerging”. Most farm operations can be classified as micro, or small in scale.

    This is important so that one doesn’t view South Africa’s agriculture as mainly white farmers. Indeed, we are a country of two agricultures with black farmers mainly at small scale and accounting for roughly 10% of the commercial agricultural output. Still, this doesn’t mean they are not active in the sector. They mainly still require support to expand and increase output, but they are active.

    The facts

    In the wake of the circus in the Oval Office, we were amazed by the total silence of the many farmers’ organisations in South Africa. We have not seen one coming out to reject all of Trump’s claims. The only thing we can deduce from this is that these falsehoods suit the political position of some farmer organisations. But at what cost? Will many of their members be harmed by trade sanctions or tariffs against South Africa? The US is an important market for South Africa’s agriculture, accounting for 4% of the US$13.7 billion exports in 2024.

    When Ramaphosa highlighted the fact that crime, and rural crime in particular, has an impact on all South Africans and that more black people than white people are being killed, Trump’s response was disturbing, to say the least: “But Blacks are not farmers”. This requires an immediate fact check.

    We returned to the text from our chapter in the Handbook on the South African Economy we jointly prepared in 2021. In the extract below, we discuss the real numbers of farmers in South Africa and try to provide a sensible racial classification of farmers to denounce Trump’s silly statement.

    As highlighted earlier, the two latest agricultural censuses (2007 and 2017) are incomplete as they restricted the sample frame to farm businesses registered to pay value added tax. Only firms with a turnover of one million rands (US$55,500) qualify for VAT registration.

    We were able to expand the findings from the censuses with numbers from the 2011 population census and the 2016 community survey to better understand the total number of commercial farming units in South Africa. The Community Survey 2016 is a large-scale survey that happened between Censuses 2011 and 2021. The main objective was to provide population and household statistics at municipal level to government and the private sector, to support planning and decision-making.

    Data from the 2011 population census (extracted from three agricultural questions included in the census) shows that 2,879,638 households out of South Africa’s total population, or 19.9% of all households, were active in agriculture for subsistence or commercial purposes.

    Only 2% of these active households reported an annual income derived from agriculture above R307,000 (US$17,000). This translates into 57,592 households that can be considered commercial farmers, with agriculture as the main or only source of household income. This corresponds in some way with the 40,122 farming businesses that are registered for VAT as noted in the 2017 agricultural census report.

    If we use the numbers from the agricultural census it is evident almost 90% of all VAT-registered commercial farming businesses could be classified as micro or small-scale enterprises. If the farm businesses excluded from the census are accounted for under the assumption that they are too small for VAT registration, then the fact still stands that the vast majority of all farm enterprises in South Africa are small family farms.

    There are, however, 2,610 large farms (with turnover exceeding R22.5 million (US$1.2 million per annum) which are responsible for 67% of farm income and employed more than half the agricultural labour force of 757,000 farm workers in 2017.

    Another way to get to farm numbers is to use the 2016 Community Survey. Using the shares as shown in Table 2, we estimate there are 242,221 commercial farming households in South Africa, of which only 43,891 (18%) are white commercial farmers. (This is very much in line with the VAT registered farmers but also acknowledging the fact that many white farm businesses are not necessarily registered for VAT.)

    Let’s consider only the agricultural households with agriculture as their main source of income, surveyed in the 2016 community survey. We end up with a total of 132,700 households, of whom 93,000 (70%) are black farmers. This reality is something that policy makers and farm organisations find very difficult to deal with and it seems that Trump also found this too good to be true.

    We have tried here in a long winded way to deal with farm numbers and how to get to a race classification of farmers in South Africa. In the end we trust that we have managed to show that there are more black farmers in South Africa than white farmers. Their share in total output is smaller than that of their white counterparts. The National Agricultural Marketing Council puts black farmers’ share of agricultural production as roughly 10%. But these numbers are also incomplete and largely an undercount.

    It will always be challenging to get to the real number of black farmers’ share of agricultural output as nobody would ever know whether the potato or the cabbage on the shelf came from a farm owned by a black farmer or a white person but operated by a black farmer, for example. As South Africans know, the labour on farms, in pack houses, distribution systems and retail are all black. So, the sweat and hard work of black South African workers are integral to the food supply chain in South Africa.

    Let’s get these facts straight and promote them honestly.

  • MIL-OSI Submissions: Young men on South Africa’s urban margins: new book follows their lives over 10 years

    South Africa’s young people, aged 15 to 34, who make up more than 50% of the country’s working age population, bear a disproportionate burden of unemployment. They have done so for more than a decade. Of this group, those aged 15-24 face the highest barriers to the job market, according to data from Statistics South Africa. The majority of these young people live in the townships and informal settlements.

    A new book, Making a Life: Young Men on Johannesburg’s Urban Margins, examines how young people in Zandspruit, an informal settlement on the outskirts of Johannesburg, make a life. Anthropologist Hannah Dawson explains why she chose Zandspruit for her research and shares her findings about the sociopolitical landscape of urban settlements.

    Why the choice of Zandspruit for your research?

    It started with my arrival there in 2011 to study a wave of political protests during local elections. This sparked a much longer research journey spanning more than a decade, which this book traces.

    The settlement was established in the early 1990s and has grown into a densely populated area of around 50,000 people, across 14 pieces of land.

    The expansion of Zandspruit reflects broader trends in post-apartheid South Africa: rapid urbanisation, inadequate urban housing, rising unemployment and underemployment — including a shift from permanent to casual work, and from formal to informal employment.

    What sets Zandspruit apart is its location. It is near post-apartheid economic hubs such as Kya Sands, with its light industries and business parks, and Lanseria Airport, a growing freight and logistics hub earmarked for expansion under the Greater Lanseria Masterplan. It also borders affluent suburbs and golf estates. This makes it distinct from older, more isolated settlements in Johannesburg’s south. Its proximity to shopping malls, townhouse complexes, warehouses and commercial zones makes it a destination of choice for migrants. They include people seeking a foothold in the urban market from rural areas of South Africa as well as people from other parts of the African continent.

    This proximity makes Zandspruit a case study for understanding how residents access urban job markets, and the connections between wage and non-wage economic activities.

    What do your findings tell us about the lives of young people?

    The book draws on research primarily with young men, whose work and lives I followed over ten years. It shows how young men on the urban margins navigate structural unemployment and inequality by forging social ties, asserting belonging, and pursuing alternative livelihoods within what I call Zandspruit’s “redistributive economy”. I use the phrase “making a life” to move beyond survival or income generation. A life is not only about securing food and shelter. It involves the pursuit of social connection, identity, place and dignity.

    For many of the young men I came to know, this often involved turning down demeaning jobs in favour of self-initiated income strategies that offered greater autonomy. These included renting out shacks, running internet cafes or car washes, or operating as mashonisas (unregistered loan sharks). Such efforts reflect more than personal resilience – they reveal how men’s social position and connections within the settlement shape access to the more lucrative niches of the local economy.

    These dynamics point to a broader condition facing young people in South Africa: deep and persistent material insecurity. Yet, they also show the ways in which young people, especially young men, are actively building lives in the face of profound uncertainty. They are crafting meaning and striving for something more in a context marked by chronic unemployment and inequality.

    What did you learn about urban inequality and living on the urban margins?

    The residents of Zandspruit are not equally poor or marginalised. A focus of the book is the division between “insiders” – long-term residents with access to property who earn rental income – and “outsiders” – new arrivals and immigrants who, as tenants, are more dependent on low-paid jobs. These distinctions shape access to land, housing, livelihoods and local recognition.

    Most immigrants form a precarious tenant class, while landlords tend to be established residents with long-standing ties to the settlement. Zandspruit is a deeply stratified space where social connections, property access and local citizenship determine who belongs and who benefits. By tracing men’s positions as insiders or outsiders, the book shows how these inequalities shape their economic strategies and capacity to build a life on the urban margins.

    What do you recommend in terms of public policy?

    The book doesn’t make policy recommendations. However, it speaks to key public and policy debates. Media and policy narratives often portray unemployed youth as idle and disconnected from society, ignoring the complex, often invisible, economic activities and arrangements that structure their lives. While informal and unstable, these pursuits reflect resourcefulness, local knowledge, and a conscious rejection of degrading labour.

    It challenges the idea that informal entrepreneurship can solve youth unemployment. Most enterprises are too precarious to lift young people out of poverty. It also questions the notion that informal settlements are simply ghettos of exclusion and poverty. Instead, it highlights the inequalities within the settlement and calls for greater attention to be paid to the local economies and social orders being forged within these spaces. Understanding these dynamics is crucial to rethinking how we respond to unemployment, the urban housing crisis and inequality in South Africa.

    Coconut trees are iconic plants found across the world’s tropical regions. They’re called “nature’s supermarket” or the “tree of life” in several cultures because every part of the coconut tree is used. Its leaves can be used to thatch homes, its heart can be eaten and its roots have medicinal uses.

    The refreshing liquid found within a young green coconut is a highly prized component of the coconut palm. Coconuts are unique in the world of fruits because they have a large internal cavity filled with water. Other fruits typically store water within individual cells or pulp.

    I’m a food scientist who has carried out research on the properties of coconuts.

    All coconut palms produce water, though some, like tall varieties, will produce more than others, like dwarf varieties. The water is sourced from the trees’ immature, green coconuts. As the coconut matures, the developing white flesh absorbs the water, resulting in less liquid in a fully ripe brown coconut.

    So, how is this water reservoir created, and what factors influence it?

    A coconut’s structure

    To better understand how coconut water is formed, it is essential to grasp its anatomical structure. The coconut fruit is classified as a drupe, meaning it has three layers: the exocarp (the smooth, green outer layer seen in unripe coconuts), the mesocarp (a fibrous husk beneath the exocarp), and the endocarp (the hard, woody inner shell that protects the white flesh inside).

    Within the endocarp, there are two components: the flesh (endosperm, a soft, jelly-like material in immature coconut that hardens as it matures) and the clear coconut water that fills the cavity. This water is a nutritive fluid nourishing the developing seed and is formed naturally during the development of the coconut fruit.

    The water is a filtered sap that’s drawn up from the roots and transported through the tree’s vascular system (its water and nutrient transport system), specifically the xylem tissue.

    The coconut tree’s extensive root system, ranging from 1 to 5 metres deep, absorbs groundwater – with dissolved nutrients – from the surrounding soil. The absorbed water is then transported upwards through the trunk and branches and finally to the fruit.

    The fruit retains this water, stored in the cavity of the coconut. The accumulated water, with its rich nutrients, provides food to the developing endosperm (white flesh).

    Therefore, coconut water is neither rainwater nor seawater stored inside, but carefully filtered and nutrient-rich clear liquid formed by the tree itself.

    What is coconut water made of?

    About 95% of coconut water is simply water, making it an excellent hydrating fluid.

    The rest of the water is made up of various components, which are useful for us too.

    Minerals (like sodium, potassium, magnesium and calcium) nourish human nerves and muscles; proteins (amino acids and enzymes) can help in metabolism in both the tree and humans; sugars (fructose and glucose) are responsible for the light sweetness and there are trace amounts of vitamins (vitamin C and B vitamins).

    Coconut water levels

    Many factors can influence the amount and quality of water in a coconut.

    The age of the coconut is a critical determining factor. Immature, green coconuts (six to eight months) are usually full of water: between 300 millilitres and 1 litre. Mature coconuts (12 months and older) have low water levels as the liquid is partially absorbed by the endosperm.

    High rainfall encourages greater accumulation of water, while drought conditions reduce the amount of water that can be transported to the fruit.

    Healthy soils packed with minerals lead to high-quality and nutrient-rich coconut water. Poor or salty soils, lacking in minerals that can travel up the coconut tree to the fruit, will lead to low quality water.

    Finally, unhealthy or diseased trees produce smaller-sized coconuts with little water.

    Protecting coconuts

    Coconut trees and coconut water are important to tropical economies across south-east Asia, the Pacific, and the Caribbean Sea territories, as well as the coastlines of central America and Africa.

    Conserving the trees and their environment is therefore essential.

    Sustainable farming practices, like soil management – including soil testing and organic composting – should be implemented to maintain the proper nutrient profile, which results in high-quality coconut water.

    Additionally, protecting freshwater aquifers from saltwater intrusion along coastlines where coconuts grow is crucial for preserving the quality of this refreshing fluid. Drip irrigation and mulching can help maintain soil moisture for the required coconut water production.

    Pest and disease management techniques (like intercropping coconuts with bananas or legumes), as well as integrated pest management, can contribute to healthy trees that produce large coconuts with ample water.

  • MIL-OSI Submissions: Row over damage to Iran’s nuclear programme raises questions about intelligence

    The ongoing debate over whether Iranian nuclear sites were “obliterated”, as the US president and his team insist, or merely “damaged”, as much of the intelligence suggest, should make us pause and think about the nature and purpose of intelligence.

    As Donald Rumsfeld famously said “if it was a fact it wouldn’t be called intelligence”.

    The recorded fate of the Iranian nuclear sites will be decided by the collection and assessment of difficult to reach raw intelligence feeds. These will include imagery, technical, communications and human intelligence, among many secret techniques.

    The classified conclusions of these efforts are unlikely to make their way into the public realm, unless there is Congressional or Senate inquiry, like the one held after 9/11.

    So, why does it matter?

    There has been strong public interest in intelligence assessments since 9/11 and the 2003 invasion of Iraq. Intelligence is often only seen in public when something has gone wrong – either that something was missed or the public has been misled. Inquiries into 9/11 criticised intelligence agencies for not putting together single strands of intelligence into a whole picture, revealing the plot and the attack.

    Inquiries into the approach to the 2003 Iraq war suggested intelligence agencies had allowed their assessments to become shaped by political need, or had failed to adequately caution about what they did not know.

    Successful intelligence operations nearly always mean that something damaging to the country or the public has been prevented. If agencies celebrated these successes loudly they might reveal something about their techniques and reach that is useful to our adversaries. So, our understanding of intelligence tends to be framed by popular culture – or by the inquiries around intelligence failures.

    From these two sources, intelligence is simultaneously all-seeing and deeply flawed. Add in narratives around the “deep state” – a shorthand that accuses unnamed and publicly unaccountable government officials of frustrating the will of the people – and it should be no surprise that the public and politicians are sometimes confused about security intelligence and published assessmements.

    In the case of the Iranian nuclear facilities, the importance of the intelligence picture is focused around politics, diplomacy and security. Donald Trump would obviously prefer an official narrative that his decision and orders have put back the Iranian nuclear programme by years. This is why he talks about the sites being obliterated. And it’s why his director of national intelligence, Tulsi Gabbard, has affirmed that her intelligence-led assessment agrees. That said, she has opted not to give testimony to the Senate.

    When it comes diplomacy, the judgement of intelligence officials could do one of two things. It could either place Iran in a poorer negotiating position with no nuclear programme to provide it with the ultimate security. Or it could allow Tehran to present the country as an emerging nuclear power, with the added muscle that implies. This judgement will have an impact on Israel’s need to preemptively contain Iran. And in security terms, the classified judgement will also help to shape the next steps of the US president, his diplomats and his armed forces.

    Tulsi Gabbard, the US director of niitonal intellgence, delivers the annual threat assessment. She testifies that Iran is not actively building a nuclear weapon.

    The assessment given to the public may well be different from the one held within the administration. While uncomfortable for us outside of government circles, this is often a perfectly reasonable choice for a government to make. Security diplomacy is best done behind closed doors. Or at least, this used to be the case. Now Trump appears to be remaking the art of statecraft in public with his TruthSocial posts and his earthy and authentic language in press conferences.

    Misinformation and public mistrust

    Having a large gap between the secret intelligence assessment and the publicly acknowledged position can have stark consequences for a government. The 1971 Pentagon Papers are a good example of this.

    These were prepared for the government about the progress of the Vietnam war and leaked to the press. The leaks highlighted the inaccuracy in government reporting to the American public about the progress of the war. The fallout included a number of official inquiries that shone a negative light on intelligence agencies. They also resulted in a strengthening of media freedoms.

    Similarly, the 2003 Iraq war damaged the credibility of the US intelligence community. It became clear to that the unequivocal statements about Iraqi possession of weapons of mass destruction turned out to be overstated and under-evidenced. The loss of trust, limitations on the executive use of intelligence and the losses to the US in blood and treasure in the Iraq campaign are still being felt in American politics.

    Last, the Snowden leaks of 2013 highlighted the mismatch between what was understood about intelligence intrusion into private communications data, including internet browsing activities, and what was happening in the National Security Agency through programmes such as Prism.

    The Snowden leaks had an impact on America’s standing with its allies and resulted in the USA Freedom Act in 2015. This imposed some limits on the data that US intelligence agencies can collect on American citizens and also clarified the use of wiretaps and tracking “lone wolf” terrorists.

    The Snowden affair also fuelled a growing narrative about unaccountable deep state activity that has foregrounded online phenomena such as the conspiracy site QAnon. It has also boosted some populist politics that point to, and feed off the public suspicion on, mass surveillance and hidden government activities.

    The lessons for the current debate are clear. The first is that using intelligence assessments to justify military actions contain enduring hazards for governments, given the propensity among public servants for leaking.

    From that, it naturally follows that when published intelligence is shown to be incorrect, the unintended consequence for governments is a loss of trust and having fewer freedoms to make use of intelligence to protect the nation state.

  • MIL-OSI Submissions: Fake online shops rely on tech skills: what drives Cameroon’s web developers to assist online fraudsters

    When people discuss online fraud, the focus is often on those who directly deceive victims. Little attention is given to those who enable these crimes by providing the digital infrastructure necessary for deception.

    This digital infrastructure includes reliable access to electricity and the internet, as well as digital tools such as proxy servers, spoofing software, phishing kits and virtual private networks. Those involved must possess technical competencies in areas like web development, social engineering and systems maintenance, skills that are critical for sustaining fraudulent operations behind the scenes.

    Research on cybercrime is expanding in west Africa, particularly studies of Nigeria and Ghana. But Cameroon is understudied. This gap in research has obscured a pervasive problem in Cameroon: website developers who create digital storefronts for fraudsters.

    Pet scams are a particularly common type of online fraud perpetrated by Cameroonian fraudsters. This is a form of non-delivery fraud in which victims are tricked into paying for animals that do not exist. Typically, these fake pet websites target prospective pet buyers in countries like the US, Canada and Australia by advertising nonexistent pedigree puppies and kittens as well as exotic animals such as parrots, macaws and tortoises.

    Rather than focusing on the fraudsters themselves, our study examined the infrastructure that enables this fraud to happen and the hidden networks of actors who make deception possible. Our research sheds light on a little-known group of enablers: website developers in anglophone Cameroon who knowingly build fake shopping websites.

    Through interviews with 14 website developers engaged in this illicit trade, we explored the socio-economic and political forces that drive their participation.

    Our findings showed that a mix of economic hardship, social norms and cultural beliefs drive fraud enablement in Cameroon. Our study highlights the need for a more nuanced understanding of cybercrime. The website developers in Cameroon do not fit the typical profile of a fraudster. They see themselves as skilled workers navigating a complex socio-political landscape where survival often comes before morality, given that Cameroon, under Paul Biya’s presidency of more than 40 years, has experienced widespread poverty, instability and an uncertain succession struggle.

    To address fraud effectively, interventions must go beyond simply punishing offenders. Instead, efforts should focus on dismantling the structures that allow fraud to thrive, starting with those who enable it.

    Why fraudsters choose this activity

    A central theme emerging from our interviews was the impact of the Ambazonian Crisis, an ongoing separatist conflict in Cameroon’s anglophone regions. The crisis began as peaceful demonstrations in 2016 when trade unionists and lawyers protested against the mandatory use of the French language in schools and law courts. By 2017, these protests had turned violent as armed separatist groups emerged within the anglophone regions, engaging in sporadic conflict with government forces. The separatists called for the secession of the two anglophone regions, referring to them as Ambazonia. The conflict has since escalated. Reports estimate that the violence has led to approximately 6,000 civilian deaths, the displacement of 600,000 people within Cameroon, and the forced migration of over 77,000 people into Nigeria as refugees.

    The website developers we interviewed described how daily gunfire, displacement and political instability had made it difficult to secure stable employment and find clients.

    Interviewees cited frequent power outages and internet blackouts as barriers to working with legitimate clients.

    As one developer put it:

    There are times when we go without electricity or network for days. I might have a legitimate client, but if the power goes out, I lose the job. Fraudsters, on the other hand, don’t care about delays. They are always there with another request.

    Ghost-town protests, where separatists enforce economic shutdowns and force people to stay in their homes, further limit opportunities for legitimate business. In this unstable environment, undertaking website development for fraudsters became one of the few steady income streams.

    A second theme was spiritual beliefs. We found that spiritual beliefs had an impact on decision-making. Developers rationalised their work by distinguishing between fraud and fraud enablement. Directly perpetrating fraud against victims, they believed, carried spiritual consequences, while simply building websites for fraudsters did not. Some fraudsters in west Africa visit a so-called “juju priest”, who may demand animal sacrifice and even murder in return for their blessing. The website developers we spoke to did not want to get involved in this.

    One of the developers shared his fears about spiritual repercussions:

    Scammers who do rituals for money, they don’t last. Most of the time, you see them dying at the age of 20 or 30. I don’t want to be involved in that. But making websites? That’s different. I’m not the one taking the money.

    A third theme in our findings was the Big Boy culture, a subculture that glorifies online fraud as a symbol of success. In some west African communities, fraudsters who display their wealth through expensive cars, clothes and lifestyles are seen as role models rather than criminals.

    Vanesa, a developer, explained:

    Everybody wants to chill with the Big Boys. Fraudsters want to be seen as superstars, and that means spending money like celebrities.

    The normalisation of internet fraud in some circles has created a perception that financial success justifies the means by which it is achieved. While some developers disapproved of fraudsters’ extravagant lifestyles, others saw it as a model of economic survival to aspire to.

    Rethinking fraud prevention

    These findings challenge the simplistic notion that the internet inherently enables fraud. Instead, fraud thrives within a complex ecosystem that includes not just the perpetrators but also the enablers who facilitate deception for economic, political, and cultural reasons.

    A more effective fraud prevention strategy should address the enablers of cybercrime, not just the scammers.

    This means:

  • MIL-OSI Submissions: South Africans don’t donate enough blood – technology can help drive the numbers

    The shortage of blood for medical use is a global challenge. South Africa is not exempt. Blood collection organisations such as the South African National Blood Service struggle to meet the demand for blood products, because of insufficient blood donations and the scarcity of loyal blood donors.

    Blood collection organisations rely on the goodwill of a few individuals who voluntarily donate blood. To maintain a sustainable supply of blood, the World Health Organization (WHO) has recommended that at least 1% of a country’s population donate blood. In South Africa the donation rate is below this.

    There are two blood collection organisations in South Africa – the Western Cape Blood Service operates exclusively in the Western Cape province while the South African National Blood Service, operates in the other eight provinces of the country.

    To increase the numbers, the country’s blood donation organisations have focused on the recruitment of new donors and awareness initiatives, using research findings that look at what motivates, and what deters, people from donating blood. But little focus has been put on the behaviour of those who already donate.

    I have conducted research in a bid to fill this gap. In a recent paper I examined factors influencing consumers’ intention to donate blood. In addition, in my recently completed PhD, I looked at the retention of existing blood donors and what drives their donation behaviour.

    The research suggests that blood collection organisations need to shift focus from acquiring new blood donors to building relationships with existing blood donors. Existing donors are an important cohort because they are reliable, and have higher donation eligibility and lower recruitment costs.

    The aim should be to drive loyalty.

    I considered the use of technology to encourage people to donate blood regularly. I concluded from my findings that blood collection organisations should customise appeals to various types of donors. They need to appeal to people in a personalised way if they want to drive loyalty.

    The drivers

    To understand what drives donor loyalty, it was important to understand why people donate blood.

    As part of my research, 658 blood donors completed the survey and I conducted interviews with 18 blood donors. The interviews revealed various reasons for donating blood. These included:

    • Awareness of the importance of donating blood

    As one participant in my research put it:

    I’ve been in and out of hospital for my kids and for my wife when she was pregnant. If I don’t donate, where are they going to get that blood from?

    • Contribution to society – saving or changing someone’s life

    This was articulated by one person:

    I’m past the point of only going for a reward, but I actually want to go, because I want to save someone’s life and do good in the community.

    • Moral responsibility

    As one participant put it:

    When I don’t donate blood, I feel bad because, as a universal donor, I could potentially be saving lives as my blood is not limited, as opposed to other groups.

    • Health-related benefits, like free health checks and the requirement to live a healthy lifestyle

    • Incentives

    The gifts make me feel appreciated. It makes me want to donate more and more.

    Beyond just donating blood, some donors also expressed that they shared their blood donation experiences with their friends, family, co-workers and on their social media platforms to encourage others to donate.

    The use of technology

    Findings from my PhD show that donors would like personalised communication from the blood collection organisations. This should include:

    • sharing information about blood donation achievements specific to them (the donor)

    • checking up on the donors who are not donating as they used to or may have stopped donating

    • following up on deferred donors to encourage them to return for a checkup and subsequent donation. Deferred donors are those who were unable to donate during a donation drive because they didn’t meet the donation requirements (for example they had low iron levels).

    • reminding donors of their upcoming donations.

    Others shared that they would like more interactive communication beyond being told that they have saved three lives after donating blood. This could include sharing specific information about the impact of the donors donation – “your donation helped a cancer patient recover” – and stories to make their contribution more tangible.

    What needs to be done

    Research has shown that digital technologies have been used successfully to foster customer engagement, enhance customer experiences and satisfaction, facilitate communication and information-sharing, and offer opportunities to shape and influence behaviour. To achieve this, donor organisations have large amounts of donor data and other data (big data) which they can use to gain insights that can be used in the following ways.

    Firstly, they should analyse donor data to identify patterns and segment donors based on factors such as how long an individual has been donating, donation frequency, blood type, location, and preferred communication channels.

    This information can be used to tailor communication and engagement strategies to specific donor groups. Donors follow different donor paths over time and cannot be viewed as a single segment.

    Secondly, organisations should monitor donation trends over time. This will help to understand seasonal fluctuations, identify peak donation periods, and anticipate potential donor needs. These insights can be used to plan targeted recruitment campaigns and allocate resources.

    Thirdly, organisations should consider personalised communication. This could include:

    • Targeted nudging: timely and relevant communication, like reminders for upcoming donation appointments, personalised thank-you messages, information about the donation they have made or invitations to special donor events.

    • Multi-channel engagement: reaching donors through their preferred communication channels, such as email, SMS, or social media.

    • Loyalty programmes: rewarding frequent donors with exclusive merchandise, discounts or special recognition, based on individual donor preferences and donation history.

    • Gamification: using game-like elements to make communication and the donation process more engaging and fun, using challenges, leaderboards and badges to motivate donors and foster a sense of community.

    • Predictive analytics: using data history and past events to establish donor patterns and predicts future outcomes. This data can be used to identify donors who might lapse and reach out to them with personalised communication.

  • MIL-OSI Submissions: How the UK became dependent on asylum hotels

    Chancellor Rachel Reeves’s pledge to “end the costly use of asylum hotels in this parliament” is a rare thing in British politics: a policy supported by all major political parties and a range of refugee charities.

    Reeves says ending the use of asylum hotels will save the Treasury £1 billion a year. But for a government rapidly losing support, ending “hotel Britain” is also central to their popular appeal to regain control over the asylum system.

    At a time of financial instability and declining living standards, the use of hotels to house asylum seekers has increased substantially. Hotels are associated with escape, luxury or business. This explains why the use of hotels has become such a flashpoint for political controversy and fuelled resentment and tensions in some communities.

    How did we get here?

    Under the UN refugee convention, Britain has a legal obligation to house people while they are waiting for a decision on their claim to refugee status. Responsibility for housing asylum seekers lies with the Home Office, which has contracts with three private companies to offer accommodation. Hotels have historically been a small part of this housing, only used for short-term emergency cover when housing in the private rental sector is unavailable.

    Hotel use rose sharply during the COVID-19 pandemic. Private contractors responsible for housing asylum seekers were unable to find enough space in more routine “dispersal accommodation”.

    Dispersal accommodation involves housing asylum seekers in shared properties across the country. These are usually shared houses or flats that private providers procure from the private rental sector, or from subcontracted housing associations. Local authority properties are not used. Asylum seekers have no choice where they are housed.

    Once someone receives a decision on their asylum application (granted or refused refugee status), the Home Office stops providing them with housing and support. But during the pandemic, the Home Office temporarily stopped this practice, to avoid making people homeless during lockdown. But this meant more people were staying longer in asylum housing. Hotels provided emergency housing during this period.

    Following the pandemic, the number of asylum applications to the UK increased, peaking at 108,138 in 2024. Decision making on asylum claims had slowed dramatically since 2016, leaving people in the asylum process and in accommodation for longer periods of time. This increased pressure on housing and made it difficult for contractors to move people out of hotels.

    At the height of hotel use, in June 2023, 51,000 asylum seekers were housed in more than 400 hotels across the UK, costing the Home Office £8 million a day. By March 2025, this had fallen to 32,345 asylum seekers in 218 hotels.

    The use of hotels on this scale indicates that the system for housing asylum seekers in Britain is failing. While hotels can provide adaptable emergency accommodation, they are not sustainable housing solutions, nor do they offer the security of a home.

    The costs of ‘hotel Britain’

    In 2024, hotel accommodation for asylum seekers cost on average £158 per night. Dispersal accommodation, on the other hand, cost on average £20 per night. The total asylum accommodation system cost £4.7 billion, £3.1 billion of which went on hotels.

    While costly to taxpayers, this was highly profitable for those offering accommodation.

    In May 2025, the three providers contracted by the government to deliver housing were reported to have made £380 million in profit from their accommodation contracts. The Britannia Hotels chain alone reportedly made over £150 million in profit since first accommodating asylum seekers in 2014.

    The costs have been more than financial. Asylum seekers have repeatedly raised the negative effects on mental and physical health associated with confinement and isolation in hotels, a lack of privacy and personal space and the limited access to support services.

    Reports of hotels infested with insects, collapsing ceilings and rude and abusive staff, reflect a model of accommodation that is ill-suited to supporting the needs of vulnerable residents. It is a far cry from the “luxury” conditions often described in media coverage.

    Hotels have also become focal points for community tensions. Local residents were rarely informed of the use of a hotel in advance, and hotels were often closed to other guests at short notice, with reports of weddings and other events being cancelled.

    These cases created a damaging sense of community powerlessness. Following a decade of austerity, the use of a town’s hotel to indefinitely accommodate asylum seekers was often described as another resource being “taken away” from communities. Far-right groups were quick to exploit these tensions, circulating details of hotels accommodating asylum seekers and organising protests.

    Communities not camps

    To end the use of hotels, government proposals have focused on expanding the use of large-scale accommodation sites. This suggests that lessons from the last government have been ignored in the rush to end hotel accommodation.

    Mass accommodation sites, such as Wethersfield camp in Essex, are not able to provide sustainable and dignified accommodation. Using former military sites has been found to be more expensive than hotels and can further isolate and stigmatise asylum seekers.

    Sustainable accommodation that meets the needs of asylum seekers and the public requires long-term strategy to replace short-term profiteering. Part of that strategy should involve using local authority expertise to provide dispersal housing in communities. Experience shows that this is the best way to reduce the costs of asylum while supporting those seeking refuge. The government’s resettlement scheme for refugees fleeing the conflict in Syria shows that engaging local authorities in housing and support is key to the success of integration.

    Any changes to asylum housing will create pressures for a UK housing sector in crisis. Yet the financial and social costs of the current system cannot be ignored. Supporting local authorities in the development and delivery of social housing must be a priority for the government, and housing asylum seekers should not be seen as an issue separate to that commitment.

    Summertime and the living is easy, fish are jumping – and the UK’s appetite for barbecues has left supermarket shelves stripped of burgers and sausages.

    Unfortunately, this BBQ frenzy has already claimed its first casualties, at least in my friendship circle. Over the weekend, a mate of mine, fuelled by Echo Falls Rosé, managed to burn his forearm on the grill rack while flipping burgers. Thankfully, several medically trained friends were on hand to douse the burn with cold water and administer first aid. He escaped relatively unscathed.

    But summer is a hotbed – literally – for burn-related injuries, ranging in severity from mild to life-threatening. Even minor burns deserve serious attention. Yet many people try to brush them off, slap on a brave face, or dismiss sound advice.

    To understand how burns affect the body, it’s helpful to start with a crash course in skin anatomy.

    Anatomy of a burn

    The skin is composed of three distinct layers, each with a specific role. The epidermis is the outer protective layer. It sits above the dermis, which contains your blood vessels, hair follicles, sweat glands and nerve endings that help you sense temperature and touch. The deepest layer is the hypodermis, which is responsible for anchoring the skin to underlying tissues.

    Understanding these layers helps clarify the severity of burns. When exposed to extreme heat, the nerve endings in the skin activate — and, in some cases, are damaged, or even destroyed.

    • Superficial burns (also known as first-degree burns): affect the epidermis and sometimes the upper dermis. These burns cause redness and pain (because nerves are irritated but intact). A mild sunburn is a good example.

    • Partial thickness burns (also known as second-degree burns): go deeper into the dermis, resulting in redness, pain and blistering. Many of us have experienced these after touching something unexpectedly hot. Fortunately, quick reflexes often save us from more serious injury.

    • Full thickness burns (also known as third-degree burns): are the most severe. These extend through all three layers of skin. Instead of red, the skin may appear white, grey, or even black due to charring. Counter-intuitively, these burns can be painless because the nerve endings have been destroyed.

    So while it might seem like a good sign if a burn doesn’t hurt, it may actually indicate far more serious harm. And some burn wounds can include a mix of different depth injuries.

    Size matters, too. Any burn larger than the size of your hand, regardless of type, or affecting sensitive areas warrants medical opinion. So do any infected, blistering or full thickness burns, any burns associated with smoke inhalation, or burns caused by electricity or chemicals. You may need a tetanus boost if your immunisations aren’t up to date. Burns in children should always receive medical attention, too.

    Summertime burn hazards

    So what dangers lurk beneath the summer sun, some obvious, some less so?

    Sunburn is the most common, and most easily preventable, seasonal burn. It may seem harmless, but sun exposure can cause partial thickness burns, or burns over large surface areas. Worse still, it increases the risk of dehydration, heatstroke, and skin cancer. Please take it seriously. Sun protection is vital.

    While lovely on long summer evenings, campfires pose another risk. Always monitor fires closely, keep flammable liquids well away, and make sure there’s a safe distance between the fire and spectators.

    As we’ve already heard, BBQs – whether at home or on the beach, are also burn hazards. Beach BBQs are popular, but potentially problematic since they can heat the sand or pebbles to extremely hot temperatures. Always keep them well supervised during use, and clear up after using a BBQ properly.

    I’ve seen patients with horrific foot burns from stepping on searing hot sand, including where coals were buried. Hot embers can smoulder unseen for hours. Please don’t bury BBQ remains – have courtesy to other beachgoers, and stay safe.

    What to do after a burn

    Every burn deserves proper care, no matter how small. Burns aren’t just about blisters and peeling – they can lead to long-term complications including infection, tetanus, shock and even permanent scarring – both physical and psychological. And sunburn comes with the risk of a
    nasty heatstroke.

    Take burns seriously.

    Fortunately, basic first aid can make a big difference. :

    • Cool the area under gently running water for at least 20 minutes. Avoid ice or freezing water – it can make things worse.

    • Cover the burn with clingfilm. It protects against infection, doesn’t stick to the wound, and allows for easy monitoring.

    • Decide on medical care. If you’re unsure, always err on the side of caution and get it checked out.

    So while this summer shows no signs of cooling down, make sure you at least stay cool – and safe. Take care around heat sources, and treat every burn with the seriousness it deserves, even if that means a trip to accident and emergency.

  • MIL-OSI Submissions: Education in Zimbabwe has lost its value: study asks young people how they feel about that

    Education, especially higher education, is a step towards adulthood and a foundation for the future.

    But what happens when education loses its value as a way to climb the social ladder? What if a degree is no guarantee of getting stable work, being able to provide for one’s family, or owning a house or car?

    This devaluing of higher education as a path to social mobility is a grim reality for young Zimbabweans. Over the past two decades the southern African country has been beset by economic, financial, political and social challenges.

    These crises have severely undermined the premises and promises of education, especially at a tertiary level. A recent survey by independent research organisation Afrobarometer found that 90% of young Zimbabweans had secondary and post-secondary education compared to 83% of those aged between 36 and 55. But 41% of the youth were unemployed and looking for a job as opposed to 26% of the older generation.

    The situation is so dire that it’s become a recurring theme in Zimdancehall, a popular music genre produced and consumed by young Zimbabweans. “Hustling” (attempts to create income-generating opportunities), informal livelihoods and young people’s collapsed dreams are recurrent topics in songs like Winky D’s Twenty Five, Junior Tatenda’s Kusvikira Rinhi and She Calaz’s Kurarama.

    I study the way people experience the informal economy in Zimbabwe and Zambia. In a recent study I explored the loss of education’s value as a social mobility tool in the Zimbabwean context.

    My research revealed how recent school and university graduates think about the role of education in their lives. My respondents felt let down by the fact that education no longer provided social mobility. They were disappointed that there was no longer a direct association between education and employment.

    However, the graduates I interviewed were not giving up. Some were working towards new qualifications, hoping and preparing for economic improvements. They also thought deeply about how the educational system could be improved. Many young people got involved in protests. These included actions by the Coalition of Unemployed Graduates and the #ThisGown protests, which addressed graduate unemployment issues. Some also took part in #ThisFlag and #Tajamuka protests, which had wider socio-economic and political agendas.

    Understanding history

    To understand the current status and state of education in Zimbabwe it’s important to look to the country’s history.

    Zimbabwe was colonised by the British from the late 19th century. The colonial education system was racialised. Education for white students was academic. For Black students, it was mostly practice-oriented, to create a pool of semi-skilled workers.

    In the 1930s education was instrumental in the formation of Zimbabwe’s Black middle class. A small number of Black graduates entered white collar jobs, using education as a social mobility tool. The educational system also opened up somewhat for women.

    Despite some university reforms during the 1950s, the system remained deeply racialised until the 1980s. That’s when the post-colonial government democratised the education system. Primary school enrolment went up by 242%, and 915% more students entered secondary school. In the 1990s nine more state universities were opened.

    However, worsening economic conditions throughout the 1990s put pressure on the system. A presidential commission in 1999 noted that secondary schools were producing graduates with non-marketable skills – they were too academic and focused on examinations. Students’ experiences, including at the university level, have worsened since then.

    The decline has been driven by systemic and institutional problems in primary and secondary education, like reduced government spending, teachers’ poor working conditions, political interference and brain drain. This, coupled with the collapse of the formal economic sector and a sharp drop in formal employment opportunities, severely undermined education’s social mobility function.

    ‘A key, but no door to open’

    My recent article was based on my wider doctoral research. For this, I studied economic informalisation in Zimbabwe’s capital city, Harare. It involved more than 120 interviews during eight months of in-country research.

    This particular paper builds on seven core interviews with recent school and university graduates in the informal sector, as well as former student leaders.

    Winky D’s “Twenty Five” is about young Zimbabweans’ grievances.

    Some noted that education had lost part of its value as it related to one’s progression in society. As one of my respondents, Ashlegh Pfunye (former secretary-general of the Zimbabwe National Students Union), described it, young people were told that education was a key to success – but there was no door to open.

    Some of my respondents were working in the informal sector, as vendors and small-scale producers. Some could not use their degrees to secure jobs, while others gave up their dreams of obtaining a university degree. Lisa, for example, was very upset about giving up on her dream to pursue post-secondary education and tried to re-adjust to her current circumstances:

    I used to dream that I will have my own office, now I dream that one day I’ll have my own shop.

    Those who had university qualifications stressed that, despite being unable to apply their degrees in the current circumstances, they kept going to school and getting more certification. This prepared them for future opportunities in the event of what everyone hoped for: economic improvement.

    Historical tensions

    Some of my interviewees, especially recent university graduates and activists, were looking for possible solutions – like changing the curriculum and approach to education that trains workers rather than producers and entrepreneurs. As Makomborero Haruzivishe, former secretary-general of the Zimbabwe National Students’ Union, said: “Our educational system was created to train human robots who would follow the instructions.”

    Entrepreneurship education is a popular approach in many countries to changing the structure of classic education. In the absence of employment opportunities for skilled graduates, it is supposed to provide them with the tools to create such opportunities for themselves and others.

    In 2018, the government introduced what it calls the education 5.0 framework. It has a strong entrepreneurship component. It’s too soon to say whether it will bear fruit. And it may be held back by history.

    For example, the introduction of the Education-with-Production model in the 1980s, which included practical subjects and vocational training, was met with resistance because it was seen as a return to the dual system.

    Because of Zimbabwe’s historically racialised education system, many students and parents favour the UK-designed Cambridge curriculum and traditional academic educational programmes. Zimbabwe has the highest number of entrants into the Cambridge International exam in Africa.

    Feeling let down

    The link between education and employment in Zimbabwe has many tensions: modernity and survival, academic pursuits and practicality, promises and reality. It’s clear from my study that graduates feel let down because the modernist promises of education have failed them.

  • MIL-OSI Submissions: Africa’s worsening food crisis – it’s time for an agricultural revolution

    Rates of hunger in Africa are unacceptably high and getting worse.

    The UN State of Food Security and Nutrition in the World 2024 report reveals that food insecurity in Africa is the highest of any world region. The prevalence of undernourishment is 20.4% (some 298.4 million Africans) – over twice the global average. The figure has grown steadily since 2015.

    Climate change and conflict are contributing to this problem. But I suggest that something more fundamental lies at the heart of the challenge: the ideas and plans used in the postcolonial period to guide how Africa produces food and seeks to reduce malnutrition. While rates of food insecurity vary across the continent, and are worse in central and west Africa, this is a region-wide challenge.

    I’m a scholar of African food security and agriculture. In a new book, Decolonising African Agriculture: Food Security, Agroecology and the Need for Radical Transformation, I argue that to feed Africa better, decision-makers and donors ought to:

    • reduce the focus on commercial agricultural production as a way to address food insecurity

    • stop thinking that agricultural development is solely about commercialising farming and supporting other industries

    • adopt an agroecological approach that uses farmer knowledge and natural ecological processes to grow more with fewer external inputs, such as fertilisers.

    Conventional approaches have failed across various contexts and countries. I look at what’s going wrong with how governments think about agriculture – and where the focus needs to be instead to tackle Africa’s hunger crisis.

    Focus on production agriculture

    Many of the core ideas around agriculture date back to the colonial era.

    Modern crop science, or agronomy, was developed in Europe to serve colonial interests. The goal was to produce crops that would benefit European economies. Although this approach has been criticised, it still heavily influences agriculture today. The idea is that producing more food will solve food insecurity.

    Food security has six dimensions. While increased food production might address one of these dimensions – food availability – it often fails to address the other five: access, stability, utilisation, sustainability and agency.

    Food insecurity is not always about an absolute lack of food, but about people’s inability to get the food that is there.

    Unstable prices may be one reason. Or people may not have cooking fuel. Agricultural practices may be unsustainable. This often happens when farmers have limited control over how and what they farm.

    The west African nation of Mali, for example, has focused on cotton exports based on the idea that it would bolster economic growth and that cotton farmers could use their new equipment and fertiliser to grow more food. Research shows, however, that this led to the destruction of soil resources, indebtedness for farmers, and alarming rates of child malnutrition.

    Another example is South Africa’s post-apartheid land reform initiatives, which adopted a large scale commercial agricultural model. This has led to high rates of project failure and has done little to address high rates of malnutrition.

    Agriculture as a first step

    The second major challenge in addressing Africa’s high malnutrition rates is that many countries and international organisations don’t value agricultural development for itself. It’s seen as the first step towards industrialisation.

    Commercial agriculture has become paramount. It tends to focus on a single crop, with expensive inputs (like fertilisers) and with connections to far-away markets. Smaller farms, focused on production for home consumption and local markets, are less valued. These farms may not add to national economic growth in an important way, but they help the poor achieve food security.

    For example, the Alliance for Green Revolution in Africa funded a rice commercialisation project in Burkina Faso. Women farmers were encouraged to leave traditional practices behind, buy inputs, work with improved seeds, and sell to bigger urban markets. Sadly, research I worked on revealed that this didn’t provide great nutritional gains for the participants.

    In another case, as its diamond exports boomed, Botswana largely gave up on pursuing food self sufficiency in the 1980s. Crop agriculture was not seen as a significant contributor to the economy. This undermined the food security of poorer rural inhabitants and women.

    Agroecology as the way forward

    Mounting evidence of failure suggests it’s time to try a different way of addressing Africa’s food security woes.

    Agroecology – farming with nature – is a more decolonial approach. It covers formal research by scientists and informal knowledge of farmers who experiment in their fields.

    Agroecologists study the interactions between different crops, crops and insects, and crops and the soil. This can reveal ways to produce more with fewer costly external inputs. It’s a more sustainable and cheaper option.

    Common examples of agroecological practices in African farming systems are polycropping – planting different complementary crops in the same field – and agroforestry – mixing trees and crops. These diverse systems tend to have fewer pest problems and are better at maintaining soil fertility.

    No African country has fully embraced agroecology yet, but there are promising examples, many unplanned, that point to its potential.

    In Mali, for example, farmers briefly abandoned cotton in 2007-2008 due to low prices. There was then an upsurge in sorghum production. This largely saved the country from the social unrest and food price protests that happened in most neighbouring countries.

    A few land reform projects in South Africa allowed larger farms to be split into smaller plots, which had higher rates of success and more food security benefits. This suggests that a different, less commercial approach is in order.

    The beginning of a revolution

    Agroecology is a promising way forward in addressing Africa’s worsening food crisis.

    It also has the backing of many African civil society organisations, such as the Alliance for Food Sovereignty in Africa and Network of West African Farmer Organisations and Agricultural Producers.

    African government leaders and donors have been slower to recognise the need for a different approach. We are beginning to see signs of change, though. For example, Senegal’s former agriculture minister, Papa Abdoulaye Seck, trained as a traditional agronomist. He now sees agroecology as a better way forward for his country. And the European Union has also begun funding a small number of experimental agroecology programmes.

    It’s time for a major shift in perspective. We will hopefully look back on this era as the turning point that ended intellectual colonisation in the agronomic sciences.

    African Perspectives on Agroecology is a new book with 33 contributions from academics, non-governmental organisations, farmer organisations and policy makers. It is free to download, and reviewers have described it as a “must read for all who care about the future of Africa and its people”. The book outlines how agroecology, which brings ecological principles into farming practices and food systems, can solve food shortages and environmental damage caused by mass, commercial farming. We asked the book’s editor and the South African Research Chair on Environmental and Social Dimensions of the Bio-economy, Rachel Wynberg, to set out why this book is so important.

    What’s wrong with the current system of food production?

    The dominant model of modern agriculture in the world is based on monoculture, where one crop is grown across large areas using chemical fertilisers and pesticides. It relies on seeds that are owned by big corporations and are often subsidised by governments at a high cost.

    The book outlines how this approach to growing food is flawed. Firstly, it carries major costs. According to the Food and Agriculture Organisation’s State of Food and Agriculture 2024 report, the costs of diet-related disease, hunger and malnutrition and other costs amount to about US$8 trillion a year. Countries in the global south carry much of the burden.

    Secondly, the current approach is a major contributor to greenhouse gas emissions. This happens through deforestation and land degradation, livestock and fertiliser emissions, energy use, and the globalised nature of agriculture. Food is often produced far from where it is consumed.

    Huge farmlands also wipe out biodiversity and degrade one third of all soils, globally. Industrial agriculture has many negative impacts on ecosystem health, livestock and human wellbeing.

    What’s the alternative?

    Agroecology is a good alternative. It uses natural processes such as fixing nitrogen in the soil by planting legumes, and conserving natural habitat to encourage beneficial predators that keep pests in check. It includes planting a diversity of crops, rather than just one, to prevent pest outbreaks, and avoiding synthetic pesticides and herbicides.

    Agroecology places importance on building natural, local, economically viable and socially just food systems. It aims to support farmers and rural communities.

    As a result, it fosters more equal social relations and improves food and nutritional security.

    Agroecology also recognises local ways of knowing and doing things, and respects the rights of Indigenous people to seeds and plants that they have planted for many generations. Transforming research and education are an important part of agroecology.

    What are the advantages?

    Agroecology increases the capacity of farming systems to adapt to climate change. Studies show how agroecology increases crop yields, regulates water and nutrients, increases agricultural diversity and reduces pests.

    It gives farmers more choice about what to grow and eat. This enables them to produce a wider variety of healthy food.

    Can agroecology grow enough food for everyone?

    Agroecology can be scaled up through:

    • farmer-to-farmer knowledge exchanges

    • creating professional networks of agroecology practitioners

    • local seed-saving networks or groups that share different seeds that are adapted to local conditions

    • solidarity networks: community-based groups or movements that aim to support each other, cooperate and take collective action.

    • the revival and use of indigenous and under-utilised crops and livestock breeds such as pearl and finger millet, sorghum and Nguni cattle

    • linking producers with consumers and markets.

    What needs to be done?

    Urgent actions are needed, especially in the climate “hotspot” of sub-Saharan Africa. Agroecology needs supportive policies and funding. South Africa has had a draft agroecology strategy for more than 10 years but this has not yet been adopted.

    Development aid for farmers often undermines agroecology. It typically promotes a “new” African Green Revolution that uses hybrid seeds, agrochemicals, new technologies, and links to markets. However, hybrid seed, especially genetically modified seed, can contaminate local seed systems that are better adapted to local conditions.

    The book illustrates what can go wrong. Maize is said to have “modernised” development and promoted foreign investment in Africa. But it has displaced indigenous crops such as sorghum and millet which are more nutritious and drought-resistant.

    Subsidy programmes and state support for hybrid maize also back multinational agrochemical and seed companies.

    Governments, industry and those funding research, innovation and consumer marketing must actively move away from a maize culture and invest in a bigger range of crops.

    For millions of smallholder African farmers, there is a deep understanding of how animals, plants, soil, people and weather patterns are connected to and affect one another. Agricultural development programmes, chemical fertilisers, pesticides, and herbicides, and genetically modified seeds disrupt these relationships. They can devalue local knowledge and skills in favour of “expert”-led innovations. This means that farmers lose their capacity to understand their environment and their ability to react appropriately.

    Lastly, agriculture research and training needs to be rethought. Research and development is now mostly shaped by market-led approaches that favour crops grown by large-scale commercial farmers. A public sector research and development agenda for agroecology needs to be developed. It should be based both on scientific knowledge as well as traditional and local knowledge.

    What would help?

    Agricultural research should be co-created by everyone involved. Farmer-led research and innovation can support food system transformations.

    New ways of seeing and doing research are evolving. Western scientific and traditional knowledges are mixing in ways that can transform farming. Our book points out that social movements are emerging as a powerful force for change.

    We hope to support these efforts through a new, four year, European Union supported initiative to establish a research and training network: the Research for Agroecology Network in Southern Africa. New agroecology knowledge networks in South Africa and Zimbabwe have also been started to coordinate research and develop curricula.

    Plastic waste in Nigeria presents a dual challenge: cleaning up environmental pollution, and tapping into its economic potential.

    Many countries worldwide face similar challenges. India, for one, has chosen policies that give producers of plastic the responsibility to manage their waste. Rwanda has banned single-use plastic and promoted recycling initiatives led by communities.

    These approaches show it’s possible to address plastic waste issues while fostering economic opportunities.

    In Nigeria, informal collectors of plastic bottle waste are central to achieving both of these goals. They turn waste into monetary value.

    Previous research has highlighted the environmental and economic benefits of collecting plastic bottle waste. There’s been less attention on what shapes perceptions of waste collection as a business, particularly in Nigeria.

    This article explores that gap, looking at the socio-cultural, economic and environmental influences on those perceptions.

    I am a researcher in the areas of plastic waste management, environmental governance and sustainable development. My work includes studying homes made from recycled plastic bottles in sustainable community-based housing projects.

    Here I’ll be drawing from an exploratory survey conducted in the Ijebu area of Ogun State, Nigeria. Using a questionnaire, we surveyed 86 participants who had at least five years of experience in the plastic waste industry.

    The study identified factors like education, family size, religion, gender, age, and economic dynamics as relevant to participation in the business of plastic bottle waste collection.

    Understanding these influences might help the government to target policies.

    Education level and information

    Our study found that participants with higher education levels better understood the economic benefits of plastic waste collection as a systematic form of business. The less educated participants viewed waste collection more as a hand-to-mouth way of earning a living.

    Education programmes built into waste management campaigns could improve recognition of waste collection as a structured and profitable business opportunity and develop a business-like culture among the collectors.

    Parenthood, family size and financial obligations

    Family size was a factor affecting perceptions of plastic bottle waste collection as a business. People with large families saw waste collection as a feasible way to provide food, housing, education and other essentials.

    However, the association of waste collection with income instability highlights the need to formalise and stabilise the sector. Waste collection must be made into a sustainable and reliable business model.

    Religion and cultural norms

    Religion and cultural beliefs emerged as influences from our survey. This was evident in the responses of people who followed African traditional religions and Islam.

    These respondents viewed waste collection as financially feasible, aligning with religious teachings that emphasise resource management and stewardship. For example, Islamic teachings on israf (avoiding wastefulness) and zakat (charity) promote efficient resource use and economic activities that benefit communities.

    Similarly, African traditional religion often emphasises communal responsibility and the sustainable use of resources. These religious principles underscore the cultural acceptance of waste collection as both a practical and a morally guided economic activity.

    Other cultural norms, such as the value placed on communal responsibility and cooperation, also influenced attitudes towards waste collection. In communities with a strong tradition of collective action, where unity and mutual support are highly valued, waste collection is often viewed as a collaborative effort.

    These cultural norms reinforce the idea that waste collection is not just an individual task, but a collective duty that benefits the entire community.

    Gender dynamics

    Gender plays a role in perception and practice in waste collection. Our survey found that male participants were more likely than female participants to perceive this activity as a business.

    As constrained as they are by lack of access to resources, women are involved in separating and marketing reusable items. Measures like microfinance could increase women’s engagement and business opportunities.

    This would empower women and make waste collection a more inclusive and sustainable business.

    Age and desire to be an entrepreneur

    Perceptions were influenced by age in our study. Younger individuals, up to 14 years old, viewed plastic bottle waste collection as a gateway to employment. Adults aged 33-38 used their experience to get better returns on the business.

    This age-based distinction suggests that different stages of life bring unique motivations and approaches to waste collection.

    Policy actions that support entrepreneurship at various life stages can promote long-term engagement in the industry. This will help formalise waste collection as a sustainable and profitable business.

    Economic and social factors

    Income opportunities affected participants’ experiences more than social factors. Oftentimes, this determined how long they stayed in the business. Those earning more were likelier to reinvest and grow, while lower earnings often led to disengagement or exit. This highlights the importance of financial incentives in shaping waste collection practices.

    Social connections also play a role in fostering collaboration. It facilitates teamwork and the exchange of ideas, and creates a sense of shared purpose and collective outcomes among participants.

    Strengthening these economic and social bonds can formalise plastic bottle waste collection, making it a more efficient and profitable business.

    Looking ahead

    The study has significant application to Nigeria’s waste management industry. Adding education programmes into waste management programmes will improve people’s business skills.

    Well-coordinated intervention strategies can remove cultural and gender-specific barriers. For instance, cooperatives and microfinance may make waste collection more financially appealing.

    Strategies can also draw on cultural norms to increase community acceptance of waste collection and make it more inclusive.

  • MIL-OSI Submissions: Threatening diversity, threatening growth: the business effects of Trump’s anti-DEI and anti-trans agendas

    Recent months have seen a dramatic shift in US policies on diversity, equity, and inclusion (DEI). These changes carry deep economic consequences. President Donald Trump’s executive orders aim to ban DEI initiatives in federal agencies and contractors, and private companies have felt pressure to weaken or drop their DEI programmes. Trump has framed what was once a corporate safeguard against discrimination as “illegal and immoral”, marking a stark reversal in legal and business norms. Federal judges have blocked some of Trump’s orders, or elements of them, and some legal processes are ongoing.

    Transgender rights have become a lightning rod in this shifting landscape. The barrage of federal directives seeks to challenge – or outright eliminate – protections in areas ranging from health care to education to the military. Beyond the immediate harm to trans individuals, these policies pose threats to multinational companies that have long defended inclusive workplace values. Their leaders must now navigate a cultural minefield where staying silent risks public backlash, while openly supporting trans employees can invite legal and political complications. The business repercussions of this moral issue could affect everything from brand reputation to talent retention.

    The economic imperative of DEI initiatives

    There is a growing ensemble of research suggesting that DEI policies are not just nice-to-have but a corporate imperative. This year, the World Economic Forum reported that organizations that include DEI in their core business strategies improve performance, innovation and employee satisfaction. These findings are in line with other studies, which have consistently demonstrated that inclusive workplaces not only attract top talent but perform better financially and have higher returns on assets and net income.

    With regard to people identifying as LGBTI+, a 2024 report by the Organization for Economic Co-operation and Development highlighted that inclusive policies enable LGBTI+ individuals to achieve their full employment and productivity potential, benefiting both their well-being and society at large. Moreover, according to Open for Business, a think tank whose mission is making a case for LGBTQ+ inclusion in private and public settings, companies with “larger LGBTQ+ workforce benefit from diverse perspectives but also foster environments where innovation and productivity thrive”. It has also been found that human rights violations against LGBTI+ people diminish economic output at the micro level, suggesting that inclusive societies are more likely to experience robust economic growth.

    Research has also shown that trans-inclusive business practices have long been associated with innovation, employee satisfaction and market competitiveness. Companies that provide gender-neutral bathroom access, introduce the inclusive use of pronouns and support employees’ gender transitions have been proven to foster relational authenticity in the workplace.

    Discrimination and exclusion, by contrast, not only harm individuals but also impede economic growth by limiting the available talent pool and reducing overall productivity. In September 2024, the American Civil Liberties Union (ACLU) reported that “laws and policies designed to restrict or prevent access or supports for transgender and nonbinary people” endanger LGBTQ+ individuals and their allies, leading to increased fear, lack of safety and a rise in anti-LGBTQ+ violence. More generally, these laws and policies can also deter businesses from investing in regions perceived as discriminatory. Also in September, the Movement Advancement Project identified that the lack of legal protection against discrimination contributes to economic instability for LGBTQ+ families, which can lead to wage gaps, job insecurity and reduced access to benefits, ultimately contributing to reduced consumer spending and lower economic participation.

    Language targeting trans rights and visibility

    Despite the benefits of DEI initiatives, the current US administration has sought to enact several policies aimed at dismantling them, resulting in organizations, both public and private, to suspend funding for DEI and outreach programmes. In Trump’s executive orders, anything – policy, programme or initiative – related to or benefitting trans people in access to healthcare, academic research, scientific inquiry, school policies, personal safety, participation in sports, and military service is now rejected as “gender ideology extremism”.

    Targeting sports, education and the military is functional to an ideological battle aimed at erasing spaces where trans people are most vulnerable. These spaces are also formative arenas in shaping national identity and the public perception of DEI initiatives. When they become politicized, they can also affect how businesses frame their values, manage risks and engage with their different stakeholders.

    The anti-trans executive orders begin by redefining the term “sex” for interpretations of federal law. According to the text of “Defending Women from Gender Ideology Extremism and Restoring Biological Truth to Federal Government”, a person is either male or female, which is determined by their reproductive cells at conception – a definition in which biology takes precedence over individual rights and legal protections. “Keeping Men Out of Women’s Sports” weaponizes this “biological truth” by threatening to cut off federal funds to schools that allow trans athletes to participate in them. “Prioritizing Military Excellence and Readiness” equates being transgender with medical or physical incapacity despite no evidence suggesting that trans service members negatively impact military readiness. “Ending Radical Indoctrination in K-12 Schooling” seeks to prevent schools from teaching about gender identity, which would strip trans youth of critical support systems. And “Protecting Children from Chemical and Surgical Mutilation” describes gender-affirming healthcare as “destructive”.

    The ripple effects of this anti-trans rhetoric extend into the private sector, compelling businesses to reevaluate their DEI strategies in fear of backlash or scrutiny. Even before the last US presidential election, companies such as Ford, Harley-Davidson and Lowe’s withdrew their participation in the Corporate Equality Index, a national benchmarking tool on corporate policies and practices related to LGBTQ+ workplace equality. In the wake of Trump’s anti-DEI and anti-trans orders, organizers of various Pride events in the US and Canada learned that some corporations, including longtime sponsors, had decided not to fund them. And according to the New York Times, some companies erased language and terms related to DEI from annual reports filed this year, including Dow Chemical, whose reference to LGBTQ+ employee resource groups disappeared from its public documents.

    Navigating between inclusive values and anti-DEI pressure

    Three patterns seem to be emerging on how companies are navigating the tension between values that are inclusive of LGBTI+ people and the growing pressure to scrub DEI commitments within the US context. For the moment, these patterns do not reflect formalized strategies but adaptive responses to an environment that has grown in complexity in a very short time. Some corporate actions reflect deliberate strategy aimed at protecting global consistency, while others appear more reactive, shaped by local market pressures.

    The first pattern involves establishing a sort of internal firewall between US and international operations. Banco Santander provides a clear example of this approach. Thus far, it has maintained global DEI commitments such as tying executive bonuses to increased gender equality in leadership. This group stated that such targets would not be applied to countries where governmental policies target DEI. In this pattern, DEI programmes are maintained abroad but are dismantled in the US to minimize political exposure in the latter.

    The second approach, observed at accounting firm Deloitte, is a cultural split between US operations and those overseas: while entities under the same global brand may still share data, practices, or strategic frameworks internally, they now adopt publicly distinct positions on DEI. Deloitte UK has remained vocal on its DEI commitments, highlighting the cultural and political fault lines that multinationals must now navigate.

    The third approach is a retraction of DEI altogether. Target offers a striking example. In 2023, under increased political and consumer pressure, the company rolled back some of its LGBTQ+ inclusion efforts by reducing the number of Pride-related items for sale. In 2025, four days after Trump’s inauguration, Target announced it would “end its three-year DEI goals”, cease reporting to the Corporate Equality Index and “end a program focused on carrying more products from Black- or minority-owned businesses”, as reported by CNBC. The moves resulted in considerable public criticism, and more notably, coincided with a marked drop in foot traffic – “nearly 5 million fewer visits” over a four-week period – revealing reputational and financial risks associated with the abandoning of DEI policies. By contrast, bulk retailer Costco, which said three days after the inauguration that its shareholders voted against a proposal seen as unfriendly to the company’s DEI programmes, “saw nearly 7.7 million more visits” during that same stretch.

    In light of the evidence, it is clear that undermining DEI initiatives poses substantial risks – not just to human dignity, but to economic competitiveness. Businesses and policymakers must recognize that DEI is not merely a social or ethical imperative but a core strategy for growth and innovation. By fostering environments where all individuals can thrive, we unlock the full potential of our workforce and ensure sustainable economic growth.

    Conversely, discriminatory policies contribute to social instability, brain drain and economic stagnation. In the United States, the rollback of DEI initiatives and the marginalization of transgender individuals threaten to erode the nation’s ability to uphold human rights and maintain business competitiveness. History demonstrates that exclusionary policies ultimately harm societies rather than strengthen them. The question remains whether the US can afford to sacrifice social stability and economic growth in pursuit of ideological battles. The evidence suggests that it cannot.

  • MIL-OSI Submissions: From the marriage contract to breaking the glass under the chuppah, many Jewish couples adapt their weddings to celebrate gender equality

    Traditional Jewish weddings share one key aspect with traditional Christian weddings. Historically, the ceremony was essentially a transfer of property: A woman went from being the responsibility of her father to being the responsibility of her husband.

    That may not be the first thing Americans associate with weddings today, but it lives on in rituals and vows. Think, in a traditional Christian wedding, of a bride promising “to obey” her husband, or being “given away” by her father after he walks her down the aisle.

    Feminism has changed some aspects of the Christian wedding. More egalitarian or feminist couples, for example, might have the bride be “given away” by both her parents, or have both the bride and groom escorted in by parents. Others skip the “giving” altogether. Queer couples, too, have reimagined the wedding ceremony.

    During research for my book “Beyond Chrismukkah,” about Christian-Jewish interfaith families, many interviewees wound up talking about their weddings and the rituals that they selected or innovated for the day to reflect their cultural background. Some of them had also designed their ceremonies to reflect feminism and marriage equality – something that the interfaith weddings had in common with many weddings where both members of the couple were Jewish.

    These values have transformed many Jewish couples’ weddings, just as they have transformed the Christian wedding. Some Jewish couples make many changes, while some make none. And like every faith, Judaism has lots of internal diversity – not all traditional Jewish weddings look the same.

    Contracts and covenants

    Perhaps one of the most important places where feminism and marriage equality have reshaped traditions is in the “ketubah,” or Jewish marriage contract.

    A traditional ketubah is a simple legal document in Hebrew or Aramaic, a related ancient language. Two witnesses sign the agreement, which states that the groom has acquired the bride. However, the ketubah is also sometimes framed as a tool to protect women. The document stipulates the husband’s responsibility to provide for his wife and confirms what he should pay her in case of divorce. Traditional ketubot – the plural of ketubah – did not discuss love, God or intentions for the marriage.

    Contemporary ketubot in more liberal branches of Judaism, whether between opposite- or same-sex couples, are usually much more egalitarian documents that reflect the home and the marriage that the couple want to create. Sometimes the couple adapt the Aramaic text; others keep the Aramaic and pair it with a text in the language they speak every day, describing their intentions for their marriage.

    Rather than being simple, printed documents, contemporary ketubot are often beautiful pieces of art, made to hang in a place of prominence in the newlyweds’ home. Sometimes the art makes references to traditional Jewish symbols, such as a pomegranate for fertility and love. Other times, the artist works with the couple to personalize their decorations with images and symbols that are meaningful to them.

    Contemporary couples will often also use their ketubah to address an inherent tension in Jewish marriage. Jewish law gives men much more freedom to divorce than it gives women. Because women cannot generally initiate divorce, they can end up as “agunot,” which literally means “chained”: women whose husbands have refused to grant them a religious divorce. Even if the couple have been divorced in secular court, an “agunah” cannot, according to Jewish law, remarry in a religious ceremony.

    Contemporary ketubot will sometimes make a note that, while the couple hope to remain married until death, if the marriage deteriorates, the husband agrees to grant a divorce if certain conditions are met. This prevents women from being held hostage in unhappy marriages.

    Other couples eschew the ketubah altogether in favor of a new type of document called a “brit ahuvim,” or covenant of lovers. These documents are egalitarian agreements between couples. The brit ahuvim was developed by Rachel Adler, a feminist rabbi with a deep knowledge of Jewish law, and is grounded in ancient Jewish laws for business partnerships between equals. That said, many Jews, including some feminists, do not see the brit ahuvim as equal in status to a ketubah.

    Building together

    Beyond the ketubah, there are any number of other changes that couples make to symbolize their hopes for an egalitarian marriage.

    Jewish ceremonies often take place under a canopy called the chuppah, which symbolizes the home that the couple create together. In a traditional Jewish wedding, the bride circles the groom three or seven times before entering the chuppah. This represents both her protection of their home and that the groom is now her priority.

    Many couples today omit this custom, because they feel it makes the bride subservient to the groom. Others keep the circling but reinterpret it: In circling the groom, the bride actively creates their home, an act of empowerment. Other egalitarian couples, regardless of their genders, share the act of circling: Each spouse circles three times, and then the pair circle once together.

    In traditional Jewish weddings, like in traditional Christian weddings, the groom gives his bride a ring to symbolize his commitment to her – and perhaps to mark her as a married woman. Many contemporary Jewish couples exchange two rings: both partners offering a gift to mark their marriage and presenting a symbol of their union to the world. While some see this shift as an adaptation to American culture, realistically, the dual-ring ceremony is a relatively new development in both American Christian and American Jewish marriage ceremonies.

    Finally, Jewish weddings traditionally end when the groom stomps on and breaks a glass, and the entire crowd yells “Mazel tov” to congratulate them. People debate the symbolism of the broken glass. Some say that it reminds us that life contains both joy and sorrow, or that it is a reminder of a foundational crisis in Jewish history: the destruction of the Second Temple in Jerusalem in 70 C.E. Others say that it is a reminder that life is fragile, or that marriage, unlike the glass, is an unbreakable covenant.

    Regardless of what it means, some contemporary couples both step on glasses, or have one partner place their foot on top of the other’s so that the newlyweds can break the glass together. The couple symbolize their commitment to equality – and both get to do a fun wedding custom.

    There are many other innovations in contemporary Jewish weddings that have much less to do with feminism and egalitarianism, such as personalized wedding canopies or wedding programs. But these key changes represent how the wedding ceremony itself has become more egalitarian in response to both feminism and marriage equality.

    In the U.S. and elsewhere, nationality tends to be defined by a set of legal parameters. This may involve birthplace, parental citizenship or procedures for naturalization.

    Yet in many Americans’ minds these objective notions of citizenship are a little fuzzy, as social and developmental psychologists like me have documented. Psychologically, some people may just seem a little more American than others, based on factors such as race, ethnicity or language.

    Reinforced by identity politics, this results in different ideas about who is welcome, who is tolerated and who is made to not feel welcome at all.

    How race affects who belongs

    Many people who explicitly endorse egalitarian ideals, such as the notion that all Americans are deserving of the rights of citizenship regardless of race, still implicitly harbor prejudices over who’s “really” American.

    In a classic 2005 study, American adults across racial groups were fastest to associate the concept of “American” with white people. White, Black and Asian American adults were asked whether they endorse equality for all citizens. They were then presented with an implicit association test in which participants matched different faces with the categories “American” or “foreign.” They were told that every face was a U.S. citizen.

    White and Asian participants responded most quickly in matching the white faces with “American,” even when they initially expressed egalitarian values. Black Americans implicitly saw Black and white faces as equally American – though they too implicitly viewed Asian faces as being less American.

    Similarly, in a 2010 study, several groups of American adults implicitly considered British actress Kate Winslet to be more American than U.S.-born Lucy Liu – even though they were aware of their actual nationalities.

    Importantly, the development of prejudice can even include feelings that disadvantage one’s own group. This can be seen when Asian Americans who took part in the studies found white faces to be more American than Asian faces. A related 2010 study found that Hispanic participants were also more likely to associate whiteness with “Americanness.”

    Language and nationality

    These biased views of nationality begin at a young age – and spoken language can often be a primary identifier of who is in which group, as I show in my book “How You Say It.”

    Although the U.S. traditionally has not had a national language, many Americans feel that English is critical to being a “true American.” And the president recently released an executive order claiming to designate English as the official language.

    In a 2017 study conducted by my research team and led by psychologist Jasmine DeJesus, we gave children a simple task: After viewing a series of faces that varied in skin color and listening to those people speak, children were asked to guess their nationality. The faces were either white- or Asian-looking and spoke either English or Korean. “Is this person American or Korean?” we asked.

    We recruited three groups of children for the study: white American children who spoke only English, children in South Korea who spoke only Korean, and Korean American children who spoke both languages. The ages of the children were either 5-6 or 9-10.

    The vast majority of the younger monolingual children identified nationality with language, describing English speakers as American and Korean speakers as Korean – even though both groups were divided equally between people who looked white or Asian.

    As for the younger bilingual children, they had parents whose first language was Korean, not English, and who lived in the United States. Yet, just like the monolingual children, they thought that the English speakers, and not the Korean speakers, were the Americans.

    As they age, however, children increasingly view racial characteristics as an integral part of nationality. By the age of 9, we found that children were considering the white English speakers to be the most American, compared with Korean speakers who looked white or English speakers who looked Asian.

    Interestingly, this impact was more pronounced in the older children we recruited in South Korea.

    Deep roots

    So it seems that for children and adults alike, assessments of what it means to be American hinge on certain traits that have nothing to do with the actual legal requirements for citizenship. Neither whiteness nor fluency in English is a requirement to become American.

    And this bias has consequences. Research has found that the degree to which people link whiteness with Americanness is related to their discriminatory behaviors in hiring or questioning others’ loyalty.

    That we find these biases in children does not mean they are in any way absolute. We know that children begin to pick up on these types of biased cultural cues and values at a young age. It does mean, however, that these biases have deep roots in our psychology.

    Understanding that biases exist may make it easier to correct them. So Americans celebrating the Fourth of July perhaps should ponder what it means to be an American – and whether social biases distort your beliefs about who belongs.
