    TEHRAN, June 30 (Xinhua) — Iranian Foreign Minister Araghchi Abbas on Sunday called on the UN Security Council to recognize Israel and the United States as the initiators of “aggression” against Iran.

    In a letter to UN Secretary-General Antonio Guterres and UN Security Council President Caroline Rodriguez-Birkett, A. Araghchi called on the Council to shoulder its responsibilities in maintaining international peace and security, the official IRNA news agency reported.

    He accused Israel of deliberately targeting residential buildings, civilians and civilian infrastructure, calling the attacks a “flagrant violation” of the UN Charter and a “flagrant breach” of international law.

    A. Araghchi said that Israel and the United States also struck Iran’s nuclear facilities protected by the International Atomic Energy Agency (IAEA), which is a “gross violation of the UN Charter, the Treaty on the Non-Proliferation of Nuclear Weapons, and IAEA documents and resolutions.”

    Iran’s Foreign Minister stressed that the UN Security Council must hold the “aggressors” accountable and take measures to prevent the repetition of such “crimes.”

    On June 13, Israel launched major airstrikes on several areas of Iran. Iran responded with several waves of missiles and drones targeting Israel.

    On June 22, the United States bombed three Iranian nuclear facilities. In response, Iran struck the American Al Udeid Air Base in Qatar.

    On June 24, after 12 days of fighting, a ceasefire was reached between Iran and Israel. –0–

    Osaka, Japan, June 30, 2025 – Panasonic Holdings Corporation Co., Ltd. (Panasonic HD), donated 400 solar lanterns in collaboration with the United Nations Human Settlements Programme (UN-Habitat) to vulnerable households living in areas without electricity in the municipality of Chandragiri and the rural municipality of Rajpur in Nepal.
    On June 18, 2025, a donation ceremony was held in the municipality of Chandragiri in the district of Kathmandu. Local residents, Chandragiri municipal government officials, and representatives from the Embassy of Japan in Nepal, UN-Habitat, and Panasonic HD attended the ceremony.

    The areas where the donations were made are home to many socially disadvantaged people, including those who live in precarious living conditions, as a result of the effects of the former caste system. In addition to an unreliable power supply, economic hardship prevents most households in this region from using electricity sufficiently, which hinders daily life.
    As a result, they are forced to rely on traditional means of lighting such as kerosene lamps, firewood and candles, which creates a variety of challenges, including indoor air pollution, increased living costs, fire risks and even lost educational opportunities.
    The following effects are expected from these donations:

    Improvement of the indoor air environment by reducing kerosene use.
    Reducing fuel costs and the economic burden.
    Reducing fuel procurement time and costs.
    Securing home study time for children.

    Since 2013, Panasonic HD has been involved in activities to support areas lacking electricity, which makes it difficult for people to escape poverty. Since 2021, these activities have been conducted under the name “LIGHT UP THE FUTURE,” a project which aims to illuminate the future of these areas. To date, Panasonic HD has partnered with various organizations, including NGOs and NPOs, to deliver more than 120,000 solar lanterns to people in over 36 countries and regions.
    Panasonic HD will continue collaborating with various partners on these initiatives to create opportunities in education, health, and increased income, working toward a sustainable, poverty-free society.

  • How will the Dalai Lama’s successor be chosen?

    The choice of a successor to the Dalai Lama, the spiritual head of Tibetan Buddhists, is a matter of riveting interest not only for followers of his religion, but also China, India, and the United States, for strategic reasons.

    The Nobel peace laureate, who turns 90 on Sunday, is regarded as one of the world’s most influential figures, with a following extending well beyond Buddhism.

    HOW WAS HE CHOSEN?

    Tibetan tradition holds that the soul of a senior Buddhist monk is reincarnated after his death.

    The 14th Dalai Lama, born as Lhamo Dhondup on July 6, 1935, to a farming family in northeastern Tibet, was identified as such a reincarnation when he was just two years old.

    A search party sent by the Tibetan government made the decision on the basis of several signs, such as a vision revealed to a senior monk, the Dalai Lama’s website says. The searchers were convinced when the toddler identified belongings of the 13th Dalai Lama with the phrase, “It’s mine, it’s mine”.

    In the winter of 1940, Lhamo Thondup was taken to the Potala Palace in Lhasa, the capital of today’s Tibet Autonomous Region, and officially installed as the spiritual leader of Tibetans.

    HOW WILL HIS SUCCESSOR BE CHOSEN?

    In his book “Voice for the Voiceless”, released in March 2025, the Dalai Lama said his successor would be born outside China.

    The Dalai Lama has lived in exile in northern India since 1959, after fleeing a failed uprising against the rule of Mao Zedong’s Communists.

    He wrote that he would release details about his succession around the time of his 90th birthday.

    The Tibetan parliament-in-exile, based in the Himalayan town of Dharamshala, like the Dalai Lama, says a system has been established for the exiled government to continue its work while officers of the Gaden Phodrang Foundation will be charged with finding and recognising his successor.

    The current Dalai Lama set up the foundation in 2015 to “maintain and support the tradition and institution of the Dalai Lama” with regard to his religious and spiritual duties, it says on its website. Its senior officers include several of his aides.

    WHAT DOES CHINA SAY?

    China says its leaders have the right to approve the Dalai Lama’s successor, as a legacy from imperial times. A selection ritual, in which the names of possible reincarnations are drawn from a golden urn, dates to 1793, during the Qing dynasty.

    Chinese officials have repeatedly said the reincarnation of the Dalai Lama should be decided by following national laws that decree use of the golden urn and the birth of reincarnations within China’s borders.

    But many Tibetans suspect any Chinese role in the selection as being a ploy to exert influence on the community.

    It is inappropriate for Chinese Communists, who reject religion, “to meddle in the system of reincarnation of lamas, let alone that of the Dalai Lama,” the Buddhist leader has said.

    In his book, he asked Tibetans not to accept “a candidate chosen for political ends by anyone, including those in the People’s Republic of China,” referring to the country by its official name.

    Beijing brands the Dalai Lama, who won the Nobel Peace Prize in 1989 for keeping alive the Tibetan cause, as a “separatist” and prohibits displays of his picture or any public show of devotion towards him.

    In March 2025, a Chinese foreign ministry spokesperson said the Dalai Lama was a political exile with “no right to represent the Tibetan people at all”.

    China denies suppressing the rights of the Tibetan people, and says its rule ended serfdom in, and brought prosperity to, a backward region.

    WHAT ROLE COULD INDIA AND THE U.S. PLAY?

    Apart from the Dalai Lama, India is estimated to be home to more than 100,000 Tibetan Buddhists who are free to study and work there.

    Many Indians revere him, and international relations experts say his presence in India gives New Delhi some kind of leverage with rival China.

    The United States, which faces rising competition from China for global dominance, has repeatedly said it is committed to advancing the human rights of Tibetans.

    U.S. lawmakers have previously said they would not allow China to influence the choice of the Dalai Lama’s successor.

    In 2024, then U.S. President Joe Biden signed a law that presses Beijing to resolve a dispute over Tibet’s demands for greater autonomy.

    Flooding in the top of the South Island, and the threat of more to come later this week, demonstrates the dangers of the Government pushing ahead with policy changes based on narrow ideological grounds and a ‘growth at any cost’ agenda, say freshwater campaigners.


    Tom Kay, spokesperson for the campaign group Choose Clean Water, says the Coalition Government’s proposed resource management reforms, with an ideological focus on ‘the enjoyment of property rights’, will inevitably leave communities more vulnerable to the impacts of flooding. 


    “The Coalition Government has demonstrated across its resource management reform that they care more about the profits of commercial players than good governance for the health and stability of our communities. Their ‘growth at any cost’ agenda is not only thoughtless but downright dangerous.”


    Kay, a strong advocate for the idea of Making Room for Rivers as a strategy to keep communities and infrastructure safe from flooding while restoring the health of our rivers, says while many communities, councils, and insurance companies are ready for action to avoid hazards and widen allowed floodplains, the Government must not put growth and development on par with community safety and environmental health if they want to meaningfully reduce the risk to communities.


    “We’ve just seen yet another example of devastating flooding following back-to-back experiences in Otago in October, the West Coast in November, and Canterbury in May. The costs are incredibly serious, including people losing their lives.


    “We know our rivers need more space to carry floodwater safely, especially with the more extreme weather we’re getting as the climate continues to warm. But the Government’s narrow focus on growth and private property rights through their resource management reform risks undermining progress towards this.”


    Kay says international evidence and case studies show the best option for keeping communities and infrastructure safe from flooding is to avoid development in high-risk locations, and to incentivise and fund planned relocation from places already at high risk. This approach also provides the best opportunity for restoration of rivers and their floodplains, whilst increasing community wellbeing, amenity values, and resilience.


    However, he says the Government’s focus on growth and property rights is inconsistent with this.


    “Documents continue to highlight the Coalition Government’s obsession with growth, and the misplaced idea that somehow we can continue to grow anywhere, with few restrictions, and still somehow mitigate the consequences. We can’t.


    “While we support the introduction of a National Policy Statement for Natural Hazards, for some reason it is less-developed now than it was last year, and drafted provisions that would have prioritised using nature-based solutions to reduce flood risk—such as making room for rivers, and to direct councils to avoid development in high risk locations, are gone.”


    “The proposed provisions direct councils to “consider” risk and act “proportionately”, leaving plenty of room for vested commercial interests to push councils into continuing to allow development, including homes, in high-risk locations.


    “Not to mention that the proposal doesn’t apply to the development of infrastructure, which is one of the main and most expensive assets hit during flooding; or to aquaculture, agricultural, pastoral, horticultural, mining, quarrying, or forestry activities and the land and buildings they use.”


    Kay says proposed changes to weaken the National Policy Statement for Freshwater Management will also undermine the need to keep people out of harm’s way, and to maintain sufficient river health and width to safely carry floodwaters.


    “We have a requirement to prioritise the health of water bodies and communities in the management of our freshwater under the idea of Te Mana o te Wai. Flood managers have supported this idea as a way to help communities reconsider how they live with rivers, including their associated risks and hazards, and to make changes that increase flood resilience and river health together. 


    “But the Coalition Government wants to get rid of this prioritisation.”


    “We also have no idea what the Government wants to do with an existing provision in the policy that prevents the ‘loss of river extent’, and thereby maintains wider flood corridors, for example; or whether they want to remove a provision that requires water to be managed as part of an ‘integrated response to climate change’.”


    “Our rivers and wider catchments need to be healthy and resilient if our communities are going to be safe from the worst harms of flooding. This Government needs to understand that private property rights and growth-at-all-costs won’t enable that. It will cost us all in the long-run.”


    The Government’s consultation on freshwater and natural hazard policies, as well as related policies, is open for submissions until 27 July.

    Wellington’s metropolitan councils have agreed to form a new jointly owned water services entity that will be more efficient, reliable, and deliver greater value for money.
    Upper Hutt City Council was the final partner to vote in favour of the new entity today, following earlier support from Porirua, Lower Hutt and Wellington City Councils and Greater Wellington Regional Council.
    The new entity will take over the ownership and management of drinking water, wastewater and stormwater infrastructure by 1 July 2026.
    Unlike Wellington Water, the new entity will own the water infrastructure that is currently owned by councils. The entity will be able to generate its own income, manage its own debt, and will not be constrained by council funding.
    Lower Hutt Mayor Campbell Barry welcomed today’s milestone saying the decision marks a reset for water services in the region.
    “The new entity unlocks the financial tools needed to make smart investments in water infrastructure, without placing an unsustainable burden on ratepayers. “It will enable better decision-making across the entire network and ensure more consistent service delivery.”
    Barry said it was significant that all five councils have come to the table with a shared vision.
    “It shows we’re putting what’s best for our ratepayers and residents ahead of parochial politics.”
    Barry said turning around historical underinvestment in water infrastructure will take time and water bills will still increase under the new entity to meet the needs of the region’s ageing network.
    However, high-level modelling shows that any rise in water charges will be about 30% less than what households would face under the current model.
    “Our main goal is to introduce a new way of delivering water services that allows for more investment in the network with an entity that is more efficient; while keeping costs more affordable and sustainable over the long-term,” Barry said.
    The entity will be governed by a board of independent professional directors who will be appointed by a steering committee of council and iwi representatives.
    The primary relationship of the entity will be with its customers (residents) not its shareholders (councils), giving the organisation the independence and accountability to deliver.
    The decision comes as part of the Government’s ‘Local Water Done Well’ reform, which requires councils to decide on a long term water services model and submit delivery plans by September 2025.

    On the home stretch of the reconciliation bill and getting it across the finish line:
    “Well, I think if it weren’t for President Trump and John Thune and John Barrasso, [it] would be next to impossible. Vice President also came in and got involved as well, JD Vance. So, I think it’s constantly listening, it’s pushing, it’s the art of the deal. Both sides are saying they’re unhappy – we’re probably right over the target.”
    On the need for more cuts down the road:
    “Look, I think we have significant commitments from the White House and from leadership to continue to address this. Look, I actually think this bill will help shrink the debt. I think it’s going to grow the economy so much, just like it did under President Kennedy, President Reagan, President Clinton, and then again, under President Trump 45. I think it’ll grow the economy, shrink the debt. This is phase one. It’s not the end-all; we have a lot of work to do.
    “I think what your listeners need to understand … is we’re extending this debt limit. If we don’t do that, it could help, it would hurt us, or on our debt, our bond rating. And number three is the Democrats will extract a pound of flesh to give that to us, because whoever’s in power gets blamed for it, right?”
    On whether or not ‘unpopular’ cuts will get removed:
    “I don’t. I think that’s only affecting one person. There are too many great things in this bill to vote for. We’re going to prevent the largest tax increase in history – this is the extension of President Trump’s legacy. If you supported President Trump, you should support this bill. We voted for him to secure the border. He’s going to run out of money soon. This bill is going to fund border security for four years, 2000 miles of barriers along with it, and tax cuts for everybody. This will mean $1,000 a month to hard-working Kansans back home.”
    On how Medicaid is actually being strengthened and preserved:
    “I’m not sure there’s ever a good time to cut anything up here. But I want to emphasize, we’re not cutting spending. We are actually increasing spending on Medicaid over the next years, at a rate higher than inflation. We’re gonna end up spending $200 billion more per year than what we are right now. We’re going to protect and preserve it for those who need it the most, for seniors in nursing homes, for people with disabilities, pregnant women, and children. So we need to protect and preserve it – make it financially solvent.
    “But I’m so proud of what we did on this bill, $25 billion for rural hospitals and community health centers. Look, only 5% of Medicaid dollars end up in rural hospitals – the urban hospitals take 95% of that money. So we have $25 billion to help make those rule hospitals solvent. I think it’s an incredible solution. I compliment Susan Collins and Rick Scott on their work on that as well. They’ve done a great job helping get that across the finish line.”
    On the major wins for Kansans:
    “Look, you need to laser focus the message here. What you didn’t show is that if you address these one title at a time, it actually polls positively. So you need to go back home – I’m talking to union workers in Wichita, I talk about no tax on overtime. If I’m talking to farmers, there’s this 199A pass-through, crop insurance, 45Z. So you have to tailor your message if you do them one at a time.
    “Talking to hardcore conservatives like me, we talk about President Trump’s legacy, that we’re securing the border. The left media has done an incredible job of labeling this bill bad, Trump bad, bill bad, but what we have to do is focus on the real message here: how much this is going to help Americans. This is the start of a new golden era for the Americans.”

    Inside a senior care home, lively elders gathered around a tabletop hockey game, sharpening their minds and savoring the moment.

    These brain-teasing games, once seen as children’s play, are quickly becoming the latest craze among older adults.

    As China’s population ages rapidly, the once-overlooked market for senior-friendly toys is emerging as a new pillar of the booming silver economy.

    For Guan Weijiang, a toy merchant in Yiwu, a bustling trade hub in east China, the shift is quite evident.

    Over the past year, his online store has experienced a surge in demand for fitness and brain-training toys among older customers. Consumers aged 50 and above now make up 30 percent of his user base.

    “Our two best-selling toys fall into the fitness and puzzle categories. They’re not physically demanding, but they’re fun and perfect for elderly users to exercise or pass the time,” Guan said.

    “There’s actually quite a bit of overlap between toys for children and those for the elderly, as both help improve reflexes, grip strength and coordination. In fact, some children’s toys can be easily adapted for seniors with just a few simple tweaks,” Guan explained.

    Recognizing the potential of senior-friendly toys as a promising niche, he decided to seize the opportunity. Within just three months of launching over 10 products designed specifically for elderly users, his shop’s sales far exceeded expectations.

    On one of China’s leading e-commerce platforms, Taobao, searches for “senior-friendly toys” jumped 124 percent year on year, with transaction volumes increasing by over 70 percent. Consumers aged 55 and above now make up a growing proportion of buyers, and their purchasing frequency is accelerating.

    Seeing the expanding market, an increasing number of toy manufacturers across China are shifting their focus to meet the demands of older consumers.

    According to Cheng Xin from Taobao’s toys and collectibles team, the platform is seeing a wave of new shops selling toys for the elderly, with some newly established and many others converted from former children’s toy stores.

    “Toys are no longer just for children or symbols of pop culture. They are lifelong hobbies that can bring joy and mental enrichment to consumers of all ages,” Cheng said, adding that Taobao plans to launch a dedicated category for senior-friendly toys, along with tailored operational support for the segment.

    The rise of senior-friendly toys is not only creating new consumer demand but also catalyzing transformations across traditional industries.

    Yunhe County in Zhejiang Province, widely known as China’s “Wooden Toy Capital,” stands out as a particularly striking example.

    Building on decades of industrial experience, Yunhe is now integrating wooden toys with elderly care to develop an innovation-driven industry chain focused on cognitive wellness and entertainment.

    The key to this transformation lies in shifting from “fun” to “function.” So far, local manufacturers have developed over 200 wooden toys designed to improve hand-foot coordination and help slow memory loss among older adults.

    According to Yin Qian, president of Zhejiang Mimi Zhikang Technology Co., the company has developed over 100 wooden puzzle toys that are both entertaining and mentally stimulating.

    To enhance the cognitive and rehabilitative benefits of its products, the company collaborated with the Health Science Center (HSC) of Xi’an Jiaotong University and an Alzheimer’s prevention group based in Shaoxing, Zhejiang Province.

    So far, the company has secured more than 30 patents and supplies products to over 500 elderly care institutions across the country.

    Meanwhile, Yunhe is also eyeing international markets. In recent years, the county has expanded exports of its wooden toys to senior schools, nursing homes and community centers overseas.

    “In 2024, our products were successfully exported to Germany, Japan, and other markets, where they’ve been warmly received by elderly users,” Yin said.

    In the first quarter of this year, the company’s sales of elderly-oriented wooden toys rose 50 percent year on year.

    According to the Ministry of Civil Affairs, China’s elderly population is projected to grow by more than 10 million annually over the next decade. By 2035, the silver economy is expected to account for 9 percent of China’s GDP, up from 6 percent today.

    Data from market research firm iiMedia Research shows that China’s elderly care industry reached 12 trillion yuan (about 1.68 trillion U.S. dollars) in 2023, up 16.5 percent year on year. The silver economy is projected to hit around 30 trillion yuan by 2035, accounting for about 10 percent of GDP.

    The innovation in niche segments is opening up new avenues in the silver economy, according to Zhang Jinsong, secretary general of the Elder Education on Aging Committee of China Gerontological Society.

    “The silver economy is poised to evolve from meeting basic needs to fulfilling aspirations for quality and enjoyment,” he said. “That shift will unleash enormous potential.”

    Occupational therapists (OTs) have been in the spotlight this month after the National Disability Insurance Agency (NDIA) froze NDIS payments for these services at $193.99 per hour for the sixth year.

    The NDIA also cut travel payments for OTs who visit people in their home and community by 50%.

    Health Minister Mark Bulter says it’s important people on the NDIS aren’t paying more for therapy and support than they would pay in the health or aged care system.

    But OTs are concerned this could affect therapists’ viability, including their ability to support people with disability in their homes and communities.

    But what can OTs actually do? And why is it often better to do this in a person’s home and community?

    Who might see an OT?

    Imagine trying to get back to your daily life after a major health setback, such as a car accident or stroke, or an episode of a long-term condition or disability, such as depression or arthritis. The things you used to do with ease can become difficult and exhausting.

    After such a setback, your home or community can also feel like an obstacle course. Maybe you can’t carry the laundry basket out to the line anymore, or you’re struggling to keep up with your children.

    This is where occupational therapy can make a real difference. OTs are health professionals that enable people to do the things they need, want and love to do in daily life, from getting dressed to cooking dinner, gardening to driving.

    Occupational therapists work with people of all ages. They overcome barriers by changing the environments and objects we use, teaching new skills, rehabilitating old ones and tweaking the way we tackle tasks.

    What can OTs do in the home and community?

    Seeing people in their own homes and communities allows the therapist to get a more accurate picture of a person’s strengths and abilities, which can be difficult to understand in a clinic.

    OTs use their skills and creativity to provide personalised care, tailored to individual needs and circumstances.

    An older person with dementia might, for example, cause alarm by putting a plastic kettle on the stove of a hospital kitchen. But they could make their cup of tea perfectly safely at home with their stove top kettle.

    OTs can support home and community mobility, such as checking a wheelchair passes smoothly through doorways and can manoeuvre in tight spaces such as bathrooms.

    But they can also advise on kitchen aids and seating to save energy for people with conditions such as multiple sclerosis, to support them continuing to cook family meals.

    In their work with neurodivergent people of different ages, an OT might help an autistic teen develop sensory strategies to deal with their busy and noisy school day.

    For other people, OT support might help them navigate their local public transport system. Learning and practising skills where they’re used makes it easier to carry them over into everyday life.

    What does the research say?

    Research shows home and community OT can lead to better activity and participation than clinic-based therapy. It’s also cost-effective.

    For stroke survivors, OT makes everyday tasks like showering or getting dressed easier.

    OT at home eases burden and stress for the parents of children with cerebral palsy and carers of people with dementia.

    OT at home helps older people with ongoing health issues to be more actively involved in their communities.

    Community OT is also effective in supporting recovery for people with mental health problems, enabling them to enjoy community and leisure activities, seek and maintain employment and enhance physical activity.

    OT focuses on helping you do the things that keep you well and independent, which means fewer trips back to the hospital. OTs can spot and solve trip hazards within homes, for example, before a frail person has a fall.

    People who get OT at home soon after leaving hospital are less likely to be readmitted. Emerging research also suggests OT can work jointly with paramedics when someone falls at home by visiting and offering immediate treatment that prevent avoidable hospital stays.

    There are some downsides, such as limited access in disadvantaged communities. While telehealth can address some barriers, it is not suitable in every case.

    How do Australians access OTs?

    There are many pathways to access OT services, but the complexity of the health-care system means the process is challenging to navigate.

    OT services can also be costly, due to severely limited funding, equipment and transport costs.

    OT is available as part of Home Care Packages and the Commonwealth Home Support Programme for older people.

    OT has also played a key role in supporting NDIS participants since the scheme’s inception. However, waiting lists often stretch for many months and not everyone knows about what OT can offer.

    You can also access community OT through Medicare Chronic Disease Management plans, local community health centres and councils and through private health insurance rebates.

    Australia is home to more than 60 species of carnivorous marsupials in the family Dasyuridae. Almost a quarter of those have only been scientifically recognised in the past 25 years.

    Other than the iconic Tasmanian devil, chances are most of these small, fascinating species have slipped under your radar. One of the rarest and most elusive is the kultarr (Antechinomys laniger), a feisty insect-eater found in very low numbers across much of the outback.

    To the untrained eye, the kultarr looks very much like a hopping mouse, with long legs, a long tail and a tendency to rest on its hind legs. However, it runs much like a greyhound – but its tiny size and high speed makes it look like it’s hopping.

    Kultarr or kultarrs?

    Until now, the kultarr was thought to be a single widespread species, ranging from central New South Wales to the Carnarvon Basin on Australia’s west coast. However, a genetic study in 2023 suggested there could be more than one species.

    With backing from the Australian Biological Resources Study, our team of researchers from the University of Western Australia, Western Australian Museum and Queensland University of Technology set out to investigate.

    We travelled to museums in Adelaide, Brisbane, Darwin, Melbourne, Sydney and Perth to look at every kultarr that had been collected by scientists over the past century. By combining detailed genetic data with body and skull measurements, we discovered the kultarr isn’t one widespread species, but three distinct species.

    Three species of kultarrs

    The eastern kultarr (A. laniger) is the smallest of the three, with an average body length of about 7.5cm. It’s darker in colour than its relatives, and while its ears are still big, they are nowhere near as big as those of the other two species.

    The eastern kultarr is now found on hard clay soils around Cobar in central NSW and north to around Charleville in southern Queensland.

    The gibber kultarr (A. spenceri) is the largest and stockiest, with an average body length of around 9cm. They are noticeably chunkier than the other two more dainty species, with big heads, thick legs and much longer hindfeet.

    As its name suggests, the gibber kultarr is restricted to the extensive stony deserts or “gibber plains” in southwest Queensland and northeast South Australia.

    Are they threatened?

    All three species of kultarr are hard to find, making it difficult to confidently estimate population sizes and evaluate extinction risk. The long-eared and gibber kultarrs don’t appear to be in immediate danger, but land clearing and invasive predators such as cats and foxes have likely affected their numbers.

    The eastern kultarr, however, is more of a concern. By looking at museum specimens going back all the way to the 1890s, we found it was once much more widespread.

    Historic records suggest the eastern kultarr used to occur across the entirety of arid NSW and even spread north through central Queensland and into the Northern Territory. We now think this species may be extinct in the NT and parts of northwest Queensland.

    What’s next?

    To protect kultarrs into the future, we need targeted surveys to confirm where each species still survives, especially the eastern kultarr, whose current range may be just a shadow of its former extent. With better knowledge, we can prioritise conservation actions where they’re most needed, and ensure these remarkable, long-legged hunters don’t disappear before we truly get to know them.

    Australia still has many small mammal species that haven’t been formally described. Unless we identify and name them, they remain invisible in conservation policy.

    Taxonomic research like this is essential – we can’t protect what we don’t yet know exists. And without action, some species may disappear before they’re ever officially recognised.

    Joao Neves scored twice as Paris St Germain swept aside Lionel Messi’s Inter Miami 4-0 at Atlanta’s Mercedes-Benz Stadium on Sunday to secure their place in the Club World Cup quarter-finals with ruthless efficiency.

    Types of NFP organisations

    For tax purposes, the main types of not-for-profits (NFPs) are:

    • charities
    • NFPs that self-assess as income tax exempt
    • taxable NFPs.

    Depending on the type of NFP, your organisation may be eligible for a range of tax concessions. Tax concessions include:

    • income tax exemption
    • fringe benefits tax and GST concessions, and
    • deductible gift recipient (DGR) status.

    NFPs (including charities) are organisations that operate for purpose and not for the profit or gain (either direct or indirect) of individual members. All profits must go back into the services the organisation provides and must not be distributed to members, even if the organisation winds up. They can include:

    • art centres
    • church schools
    • churches
    • community child care centres
    • cultural organisations
    • environmental protection organisations
    • neighbourhood associations
    • public museums and libraries
    • scholarship funds
    • scientific organisations
    • scouts
    • sports clubs
    • surf lifesaving clubs
    • traditional service clubs.

    Governing documents

    NFPs are required to maintain governing documents that demonstrate they operate on a NFP basis, including organisations that self-assess their income tax exemption. They must have and include clauses that prevent the NFP from distributing income or assets to members, both while it operates and when it winds up.

    Is your organisation a charity?

    Generally, charities are eligible for more concessions than other NFPs. Charities must be registered with the Australian Charities and Not-for-profits Commission (ACNC) and endorsed by us to access charity tax concessions.

    To be a charity, your organisation must:

    • be a not-for-profit organisation
    • have a charitable purpose
    • be for the public benefit (other than where the charitable purpose is the relief of poverty).

    Examples of charities include:

    • religious groups
    • not-for-profit aged care homes
    • homeless shelters
    • disability service organisations
    • universities and colleges
    • animal welfare organisations
    • artistic or cultural groups.

    Charities can be further broken down into the following types:

    PBIs and HPCs receive wider tax concessions than other charities. Religious institutions that are registered with the ACNC for the charity subtype ‘advancing religion’ may be entitled to access additional tax concessions.

    Taxable NFPs and NFPs that aren’t charities

    Some NFP organisations that aren’t charities are able to self-assess as income tax exempt if they fall into one of the 8 categories outlined in Division 50 of the Income Tax Assessment Act 1997 (ITAA 1997). NFPs that seek to advance the common interest of their members and don’t benefit the broader community won’t generally meet the requirements for income tax exemption.

    If your organisation is eligible to self-assess, it doesn’t need to be endorsed by us to access the concession.

    NFP organisations that are not eligible to self-assess as income tax exempt are taxable, but may be entitled to special rules for calculating taxable income, lodging income tax returns and special rates of tax.

    Taxable NFP organisations may have to lodge an income tax return or notify us that one is not necessary.

    Deductible gift recipients and NFPs

    Some charities, clubs, societies and associations are also deductible gift recipients (DGRs).

    DGRs are organisations that are entitled to receive tax-deductible gifts. DGRs are either:

    • endorsed by us
    • listed by name in the tax law.

    Tax deductions for gifts are claimed by the person or organisation that makes the gift. Gifts are also referred to as donations.

    To be entitled to receive tax-deductible donations, an organisation (including a charity) must be a DGR.

    Washington, D.C. – Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee and a senior member and former chair of the Senate Budget Committee, spoke out again on the Senate floor to slam Republicans’ use of a so-called “current policy baseline” to hide the true cost of their deficit-busting tax cuts for billionaires.
    Republicans’ 940-page reconciliation bill—the One Big Beautiful Bill Act—which they released in the dead of night, cuts more than $900 billion from Medicaid—$100 billion more than the House bill. About 17 million Americans will lose their health care, more than 300 rural hospitals could close, and more than 500 nursing homes could close. The legislation makes the largest cut to the Supplemental Nutrition Assistance Program (SNAP) in history and will rip away nutrition assistance entirely from more than 5 million Americans and shift tens of billions of dollars in costs to states. The legislation also increases the debt by nearly $4 trillion dollars—nearly a trillion more than the House bill. About two in three Americans oppose the bill.

    “Mr. President, there are some things you can’t change with legislation, despite what my colleagues on the other side of the aisle seem to believe.
    “For example, one plus one is two. And while a trillion might have a lot of zeroes in it—it is, in fact, a much, much bigger number.

    “Because, right now, Republicans are pretending not to get it. It is almost beyond belief, and it is certainly beyond common sense.

    Republicans’ 940-page bill, which they released in the dead of night, cuts more than $900 billion from Medicaid—$100 billion more than the House bill. That means about 17 million Americans will lose their health care, according to estimates from the nonpartisan Congressional Budget Office (CBO), and more than 300 rural hospitals and over 500 nursing homes could close because of the legislation. The legislation makes the largest cut to the Supplemental Nutrition Assistance Program (SNAP) in history and will rip away nutrition assistance entirely from more than 5 million Americans and shift tens of billions of dollars in costs to states. The legislation also increases the debt by nearly $4 trillion dollars—nearly a trillion more than the House bill. About two in three Americans oppose the bill.
    In Washington state, 1.95 million people rely on Apple Health, Washington state’s Medicaid program, and over 300,000 Washingtonians access coverage through the state’s Affordable Care Act marketplace (Washington Healthplanfinder). The Joint Economic Committee estimates that at least 306,312 people in Washington state would lose their health insurance under the Republican legislation—that includes 198,050 people who would be kicked off Medicaid and 108,262 people who would lose their coverage under the Affordable Care Act. Among other things, Republicans’ bill would institute work reporting requirements for Medicaid, which have been proven not to increase employment and just strip health care coverage from people who are already working or exempt—this would put more than 620,000 Washingtonians at risk of losing their health care coverage or having it delayed. Fourteen rural hospitals in Washington state would be at risk of closure under the Republican bill. The legislation also “defunds” Planned Parenthood for the next year, threatening the closure of up to 200 health centers across the country—90 percent of them in states where abortion is legal. 11 percent of Washington state residents rely on SNAP, and the Washington State Department of Social and Health Services estimated that more than 900,000 people across the state could their see SNAP benefits reduced or eliminated under the House bill—the Senate bill is just as extreme.
    Senator Murray’s full remarks, as delivered, are below and HERE:
    “I think it’s really important the discussion we had right now about the deficit and debt, but I want to talk a little bit more about this bill in general.
    “You know, recent KFF polling shows that this Republican Big, Ugly, Betrayal bill is overwhelmingly unpopular. In fact, this thing is more underwater than the Titanic.
    “Nearly two-in-three Americans view this bill unfavorably. That goes up to nearly three-in-four when they learn it will kick millions—millions—off their health insurance. And it goes up to nearly four-in-five when they learn it will choke off funding to their local hospital. In other words, the more the American people hear about what is actually in this Big, Ugly Betrayal bill, the more they dislike it.
    “So with that in mind, I want to be here today to say a little bit more about what is in the Republicans’ latest version. Spoiler alert: it is still big, it is still ugly—and it is an absolute betrayal of the people who sent us here to fight for them.
    “The Republican plan is still going to mean over 16 million people losing health care as patients get kicked off their ACA plans. Kids and struggling families will get kicked off Medicaid. Rural hospitals are going to forced to shut their doors.
    “The Republican plan is still going to mean more starving families. New red tape is going to cut people off from their SNAP benefits that they need to put food on the table, and it is going to take away kids’ school meals.
    “The Republican plan still rips away support from the people in this country who are struggling the most, to give away billions in tax breaks to billionaires who need help the least.
    “In short, this latest version of Republicans’ bill would still be one of the biggest transfers of wealth from the people at the bottom to the people at the top in our nation’s history.
    [Health Care]
    “When it comes to health care, this Republican abomination will cause millions of people to lose their insurance, and see their costs skyrocket in one way or another.
    “It will create mountains of new paperwork and bureaucratic barriers that are positively meant to kick people off their Medicaid and ACA coverage.
    “And there is new sabotage to the ACA health care markets, which will mean more people losing their affordable coverage. Meanwhile, there is nothing—a big, fat zero—when it comes to renewing the tax credits Democrats passed to lower your health care costs.
    “That’s right—while Republicans are showering their billionaire donors in new tax breaks, they will not lift a finger to extend health care tax credits that are saving millions of families thousands of dollars a year on health coverage.
    “Instead, they are going to make sure people lose health care coverage—including our seniors, people with disabilities, pregnant women, millions of patients who rely on Medicaid.
    “And let’s not forget, the cuts in their bill are going to shutter hospitals across the country, especially in our rural areas.
    “Do you have Medicaid? Medicare? Employer-sponsored-coverage? Regardless, Republicans have some pretty bad news for you—because it hardly matters what insurance you’re on when you don’t have a hospital to get care anymore!
    “In Washington state, we have fourteen rural hospitals that are fighting to survive and would likely close under this bill—mostly in areas represented by Republicans, I should add!
    “Not to mention, we have six rural labor and delivery units that could be forced to close their doors under this bill.
    “And you know what the Senate Republicans did? They made that problem worse! They put even more pressure on our rural hospitals!
    “I’m telling you, this betrayal is getting bigger and uglier by the day. And this cannot get lost: Republicans want to shut the doors of one of the biggest health care providers in the country.
    “They want to defund Planned Parenthood. That is wildly harmful and wildly unpopular.
    “It would shutter at least 200 health centers that provide a wide spectrum of care—including cancer screenings, pap smears, birth control for millions of women.
    [Nutrition]
    “And let’s not forget, Republicans are cutting nutrition assistance too.
    ‘This Big Ugly Betrayal would make one of the biggest cuts to SNAP in history. We are talking around a $200 billion dollar cut over the next ten years. Now it should be obvious, but that would be devastating for our country and for our kids’ future.
    “And yet, Republicans are not giving up on taking dinner off the table, taking school lunch off kids’ trays, all so they can shovel tax cuts at billionaires and wealthy corporations.
    “And it is worth underscoring, the new red tape in their bill is even targeted at some of our most vulnerable families! Because it expands work requirements to apply to seniors and parents with kids in school.
    “Mr. President, when my dad, a WWII veteran, got sick with Multiple Sclerosis, he lost his job. He lost his job. My mom was at home, 7 kids she was raising, my dad lost his job, and my mom had to spend some time getting some new skills so she could go back to work and take care of our family. You know what, during that time? We had to rely on food stamps in my family, to feed those seven kids in my family.
    “But under this Republican bill today—because neither of my parents had a job during those few months—my family would not be eligible for SNAP benefits. We would not have even gotten food on our table at the worst time in my family’s life. This is wrong.
    “Thanks to those food stamps, my family did get through that rough patch, and all seven of us kids grew up to give back to our communities—whether as a firefighter, a middle school teacher, or even here as a United States Senator.
    “So I can’t emphasize enough: Republicans want to cut families from SNAP and Medicaid—programs that give people a hand up in hard times—why? So they can give an enormous hand out to the richest people and biggest companies in the country.
    “Oh and, at the same time they are making it harder to afford groceries and health care, I should mention—they are also gutting energy investments in a completely chaotic way that is all but guaranteed to drive away jobs and drive up energy costs for all of American families.
    [Higher Education]
    “And at the same time, in this bill, they are giving billionaires billions of dollars, Republicans are going to give students the short end of the stick.
    “This big mess of a bill would tear away programs and protections that make it possible for many students to pursue a higher education: it eliminates GRAD PLUS loans, it cuts families off from Parent Plus loans, it punishes students who go into public service or a medical residency, and more.
    “Meanwhile, they are tearing down the guardrails—from gutting regulations that protect students whose universities commit fraud, to opening a Pandora’s box for Pell grants, with a new loophole that will let low-quality programs suck up our taxpayer dollars.
    “These changes are especially going to hurt students from low-income families, and first-generation college students, and our veterans.
    “Some of them will have no way to go to college when Republicans take their support away. Some will be driven into predatory private loans they can’t afford. And some will get lured into low-quality programs that take their money, waste taxpayer dollars, and leave the student worse off.
    “And if that wasn’t enough—if the Secretary of Education wanted to try and stop this kind of fraud, and protect students, Republicans will leave them about as much authority as a school hall monitor.
    “Because in this bill, Republicans prevent any Secretary of Education from making regulations that carry added benefits for borrowers.
    “And it hardly matters if that is a good impact—like saving students’ money, or protecting taxpayer dollars from fraud, or making higher education more accessible—Republicans are going to make problems worse, and make fixing them even harder.
    “Students in this country should be outraged.
    [National Debt]
    “And I want to be perfectly clear about something. If Republicans charge ahead with this big, awful, mess—which they seem intent on doing—they can kiss any last shred of credibility goodbye, as we just talked about, when it comes to pretending they care about balancing the budget or addressing the national debt.
    “The idea was already laughable—for the entirety of the 21st Century, the biggest driver of the national debt has been tax cuts that Republicans championed.
    “But now, as we just talked about, they want to put at least 4 trillion dollars—that is trillions, with a T—on the national credit card. Why? So they can shower the richest people on the planet with more money.
    “And then they’re pretending all the math works and it’s kind of easy-peasy if they only just, they can do it if they kick people off health care, or take enough meals away from kids, or close enough hospitals, or—better still—use some absurd accounting gimmick to pretend, to pretend that billions of dollars in new tax cuts for their billionaire donors actually just don’t cost anything.
    “Well I’ve got some bad news for Republicans—your math is terrible, and so is this bill. This thing is very expensive. And you don’t have to take my word for it.
    “Ask the nonpartisan Congressional Budget Office, which just said the latest version of this bill will add $4 trillion, “T,” trillion to the debt just over the next 10 years.
    “If Republicans want to ignore them, you can also ask the fiscal hawks at the Committee for a Responsible Federal Budget. They calculate that the House bill adds $5 trillion to our debt, when you include interest payments and the cost of making temporary provisions in this bill permanent. And we are told the Senate bill is even less fiscally responsible.
    “Everyone agrees: this thing is not beautiful, but it is recklessly big. And it won’t just increase the debt—it will blow it up!
    “Mr. President, this may very well be the most expensive bill in history. I say ‘may’ because Republicans are still planning changes, we have not yet gotten the final bill. They already cut out even more taxes for multinational corporations.
    “SNAP benefits? They’re still on the chopping block. Health care? Still on the chopping block. In fact, they want to cut Medicaid even more painfully.
    “We may not know how expensive the Republicans’ bill will be in the end, but we know who is paying for it. Paying for it is you, working families.
    [Blocked Provisions]
    “And it is important for people to know: as bad as this bill is, Republicans were trying to make it even worse.
    “Now, Democrats have been fighting them every step of the way, and we have notched a few important wins by challenging every single provision we possibly could under the Senate rules.
    “So I want to talk about some of the things Democrats were successful in striking out.
    “Because if Republicans had had their way, not only would this bill take away more food from our struggling families, or shutter even more hospitals, and kick even more people off their health insurance. It would have also sold off our public lands!
    “And instead of just slashing CFPB funding, it would have completely shuttered the doors of a very important federal watchdog that protects Americans from getting scammed.
    “If Republicans had had their way, this bill would make it easier to buy gun silencers, harder to get your earned income tax credit, or pay off your student loan, and effectively impossible to get insurance plans on the marketplace that cover abortion care.
    “If Republicans had had their way, this bill would have also given Trump more power to deny funding to our constituents on a whim, and less power for the courts to stop him.
    “We are talking about a whole smorgasbord of really awful, unpopular ideas and policies that would have hurt our families and weakened our democracy. Ideas that were this close to making it into this bill.
    “But Republicans did not have their way. Democrats have been fighting back at every single step. We got those provisions tossed in the shredder, and we are still doing our darndest to send the rest of the bill into the shredder as well.
    [Making People Heard]
    “Now let’s be clear, when we talk about how unpopular this bill is with the American people, the reason is simple: this bill polls like garbage, because it is garbage. That’s why it should go nowhere, except a trash bin.
    “Democrats are going to keep pushing back on this monstrosity with absolutely everything we’ve got, at every step we can.
    “We’re not going to stand by as Republicans shutter hospitals, so the richest people in the country can build another vacation home.
    “We are not going to sit around and let Republicans kick millions of people off of their insurance and raise working families’ premiums—so corporate executives can get a bigger bonus.
    “And we are not going to be silent as Republicans take food away from struggling families so they can help billionaires fuel up their private jets.
    “We are going to keep speaking up, we are going to keep pushing back, and we are going to make sure everyone—everyone—knows exactly what is going on here. This bill is deeply unpopular—that much is clear.
    “But if Republicans keep pushing for this disaster, buckle up, because we are only going to get louder and louder about how big this is, how ugly it is—and it is only going to get more unpopular with the folks back home as these provisions are enacted if this bill passes.
    “I’m pretty astounded by how far some Republicans are trying to stick their heads in the sand on this. One Republican Senator told their concerned constituents, and I quote, ‘We are all going to die.’
    “Maybe that’s a better name for the bill? At least it’s more honest. Because, when you take health care away from people, when you make it harder to get, when you make it harder to afford, when you close the only hospital for miles—yeah, you’re right, people will die.
    “You’d think my colleagues would show a bit more concern about that. Instead, that senator actually doubled down. And in a response video she filmed walking through a cemetery—I don’t know how you get out of touch that much to misunderstand this, but let me clear about something to our Republicans: whistling past the graveyard is a metaphor to stop ignoring dangers. It is not a literal messaging suggestion!
    “And if you thought Republicans couldn’t be any more dismissive to their own constituents, this week, another Republican Senator, who was speaking about people voicing their concerns about these Medicaid cuts, said they will, quote, people will ‘Get over it.’
    “Mr. President: I have news for every one of my Republican colleagues who is trying to deny the reality of this bill and pretend the fairytales they are telling themselves are true.
    “When someone’s local hospital closes, they don’t ‘get over it.’ When someone’s kid is kicked off health care, they do not ‘get over it.’
    “And Republicans don’t want to take my word for it, they can listen to the doctor I spoke with who warned, when patients go uninsured, they delay care and it increases costs for everyone. Instead of paying $10 for diabetic medication, we’ll pay $10,000 for an amputation.
    “Or, Republicans can actually read the countless letters I am getting from my constituents sharing their stories: ‘My dad is a double amputee, he relies on Medicaid,’ ‘Without Medicaid we couldn’t get my kids’ anti-seizure medication.’
    “Or, ‘I’m a full-time caregiver for my daughter with cerebral palsy’… or my son with spina bifida… or my elderly mother… and this bill threatens to kick them off the health care and supportive services they rely on to survive.
    “Or better yet, Republicans can go out and talk to their own constituents, because I have no doubt they will hear similar stories.
    “They will even come to you! Advocates have been here in D.C. all week. I’ve seen them in the halls. I’ve heard from them from my office!
    “And now Republicans can listen to the people across the country who are warning them about this bill. And they can do the right thing and abandon this effort, or they can keep ignoring them.
    “But make no mistake, in the end the American people will have their voices and their votes heard.
    “Because at the end of the day, this bill—this monstrosity of a bill—is all in the goal of a tax break for multi-billionaires and corporations. And the way they pay for it is by taking away your health care, and your nutrition—the things your families, or your neighbors, or people you know rely on. And that’s just wrong. It’s un-American. And we’re fighting back.”

  • President Droupadi Murmu to visit UP today for AIIMS Gorakhpur convocation

    President Droupadi Murmu is set to begin her two-day visit to Gorakhpur on Monday and will attend the first convocation ceremony of the All India Institute of Medical Sciences (AIIMS) in Gorakhpur.

    According to the Uttar Pradesh Chief Minister’s Office (CMO), on July 1, she is scheduled to inaugurate Uttar Pradesh’s first AYUSH University in Pipri, Bhathat, a key initiative aimed at strengthening traditional medicine and holistic healthcare education in the state.

    This will be President Murmu’s fourth visit to Gorakhpur in the last seven years, once again at the invitation of Chief Minister Yogi Adityanath. The event also marks the second time in recent years that a sitting President has visited AIIMS and a major state university in Gorakhpur, highlighting the city’s growing national importance.

    Chief Minister Yogi Adityanath personally reviewed the 31-kilometre route to be taken by the President from the city to Pipri, ensuring that all arrangements meet the highest standards.

    He has also directed that the Gorakhnath Temple, where the President is expected to offer prayers, provide specially prepared meals reflecting her stature and dignity.

    Security has been significantly tightened. SP (City) Abhinav Tyagi confirmed that the AIIMS auditorium and campus are under full security cover, with OPD services suspended for June 30. A 5-km radius around the Circuit House has been declared a no-fly zone, and a three-tier security system is in place.

    Earlier in April CM Yogi laid the foundation stone for a 500-bed ‘Powergrid Vishram Sadan’ at AIIMS Gorakhpur. The rest house, aimed at supporting patients and their families, is being developed for Rs 44 crore under the corporate social responsibility (CSR) initiative of Power Grid Corporation of India.     In 1956, a golden seal with a snake-shaped decoration was unearthed from ancient tombs at the Shizhaishan site in Kunming, capital of Yunnan province.

    Bearing the inscription “Seal of the King of the Dian Kingdom”, the artifact stands as compelling evidence of the ancient Dian Kingdom’s existence, a regional state that thrived more than 2,000 years ago on China’s southwestern frontier.

    The gold seal dating to the Western Han Dynasty (206 BC-AD 24) was granted by Emperor Wu of Han to the King of Dian after the local regime pledged allegiance, according to Western Han Dynasty’s historian Sima Qian’s Shiji, or Records of the Grand Historian.

    For years, the enigmatic southwestern frontier kingdom and its interactions with the central authority of the Western Han Dynasty have been shrouded in mystery, known only through brief mentions in Shiji. However, recent archaeological discoveries at Hebosuo site in Kunming’s Jinning district have brought to light the most compelling and detailed physical evidence.

    So far, over 2,000 clay seals have been unearthed at the Hebosuo site, revealing more than 10 different official titles. Additionally, more than 50,000 wooden slips have been discovered, which cover a wide range of topics, including official documents, legal papers, household records, postal communications, goods transactions and family property declarations.

    There are two notable highlights among the clay seals used to secure documents, much like stamped wax on an envelope. These include the seal of the magistrate of the Yizhou Commandery and the seal of the Dian Kingdom, each bearing distinctive inscriptions.

    Bayern Munich and Paris Saint-Germain will meet in a tantalizing FIFA Club World Cup quarterfinal after winning their round-of-16 matches on Sunday.

    In Miami, Harry Kane struck twice as Bayern Munich progressed with a 4-2 victory over a spirited Flamengo while Paris Saint-Germain eliminated Lionel Messi’s Inter Miami with a 4-0 rout in Atlanta.

    Bayern went ahead early at Hard Rock Stadium courtesy of an Erick Pulgar own goal and Kane doubled the lead with a long-range effort after a turnover.

    Gerson reduced the deficit by rifling home from 15 yards before Leon Goretzka controlled a defensive clearance with his chest and thumped a 25-yard drive past Agustin Rossi.

    The Brazilian side continued to press and Jorginho converted from the penalty spot after a Michael Olise handball just before the hour.

    But the Bundesliga champions pulled away again through Kane, who slotted a low shot past Rossi after Kimmich’s perfectly weighted pass.

    “In the first 20 minutes we were playing well but the intensity of the game was ferocious,” Bayern manager Vincent Kompany said.

    “I’m thinking, ‘Okay, in this heat, against this opponent, is this going to carry on?’ To be fair, we grew into the game and I think it was a good game for the fans. We are really happy to go to the next round.”

    Kompany said his team would prioritize rest before turning its focus to Saturday’s clash with PSG in Atlanta.

    “The main thing is we have to rest now, recover from this game, use every single day that we’ve got to rebuild our energy,” the former Manchester City defender said.

    “What more do you want? Top sides playing each other on the biggest stage. We’ll be ready for that.”

    Earlier, Joao Neves scored twice as Paris Saint-Germain netted four first-half goals en route to a comprehensive win over Inter Miami.

    Portugal international Neves opened the scoring for the European champions by meeting a sumptuous free-kick from compatriot Vitinha to head home at the far post. Neves then combined with Fabian Ruiz for an easy tap-in after Sergio Busquets gave the ball away in front of his own box.

    Nothing went right for the MLS club and Tomas Aviles inadvertently chested the ball into his own net after Desire Doue’s cross from the right flank. Moroccan right-back Achraf Hakimi fired home a fourth goal after his initial attempt from eight yards rebounded off the bar.

    Eight-time Ballon d’Or winner Messi, playing against his former club, did his best to lift Inter Miami in the second half with a series of vintage dribbles and a near-miss with a header. But his team could do little more than limit the damage as PSG showed the gulf in quality between Europe’s elite and the MLS.

    “It’s a great feeling. I think we started the match almost perfectly, controlling play and creating a lot of chances,” PSG manager Luis Enrique said.

    “The second half was different. We had less energy and they could have scored a goal, but I’m happy with all the players, with the mentality, with the attitude. We need to improve, like always because that’s professional football, but I’m happy.”

    Inter Miami boss Javier Mascherano said he could not have asked for more from his players.

    “In terms of the tournament, my take is that we have accomplished the goals we set for ourselves,” the Argentine said. “We have met the expectations that were placed on us.

    “It’s difficult when it’s 4-0 and you know you don’t have much chance. You don’t expect to change the result but it was important to show a good image to the people. The players did really well in the second half, they tried to do their best, this is the way we want to play.”

  • MIL-OSI Australia: Renting taskforce returns to Melbourne’s southeast for inspections

    Rental properties in the Clayton area were the focus of Consumer Affairs’ renting taskforce recently to check they’re safe, secure and fit for renters to move into.

    Clayton was the first suburb the taskforce visited when it began targeting rental open for inspections last year. Officers revisited the area to make sure rental providers were aware of their obligations to meet minimum standards and advertise properties fairly.

    There were 14 officers in the field inspecting rental properties in Clayton. They also spoke with the renters at the inspections and shared information about their rights.

    In good news, most properties inspected by the taskforce meet the minimum standards, but unfortunately around one in eight still fail to measure up. The most common issues are mould, windows without blinds or curtains, heating that doesn’t meet the legal specifications, and kitchens without stovetops.

    The taskforce has done inspections in several Melbourne suburbs, as well as Geelong and Bendigo. More targeted inspections are planned for the second half of 2025.

    Consumer Affairs Victoria uses a range of early interventions such as proactive inspections, education and awareness campaigns to prevent breaches.

    If the taskforce identifies a property that does not meet the standards, officers first work with property managers and rental providers to make sure repairs happen before a renter moves in.

    It’s an offence to let a renter move into a property that doesn’t meet minimum standards. Maximum penalties of more than $11,000 for individuals and more than $59,000 for companies may apply.

    The taskforce has issued over 80 fines totalling more than $670,000 for rental offences. These include not advertising a rental property at a fixed price, not lodging a bond with the Residential Tenancies Bond Authority and failing to meet the minimum standards.

    The current ‘Funda-rentals’ campaign and the taskforce’s in-field presence has helped raise awareness of renters’ rights and renting rules, including how to report potential breaches.

    Renters who see an advertised rental property they think doesn’t meets minimum standards can report it anonymously.

    Australia’s closest neighbour, Papua New Guinea, is a place of remarkable cultural diversity. Home to cultures speaking more than 800 languages, this region has been interconnected by seafaring trade networks for thousands of years.

    Because seafaring was most often undertaken by men, it has long been assumed by anthropologists and archaeologists that information sharing between different cultures came via men.

    Our new archaeological research sheds light on the often overlooked role of women in developing past trade relationships. We found knowledge being shared that couldn’t have been shared among men – pointing the direction towards complicated relationships between women in cultures based hundreds of kilometres apart.

    The adventurous deeds of male seafarers

    In 1883, Papua New Guinea was colonised and annexed by Britain. Foreign anthropologists such as Darwin’s collaborator Thomas Huxley, Charles Seligman and Bronislaw Malinowski arrived shortly after.

    These male anthropologists became enamoured of the region’s seagoing trade networks, featuring huge sailing canoes, dangerous voyages and complex trade relationships.

    Their accounts often focused on the seafaring heroics of the men of Papua New Guinea. This is partly because they spoke to men almost exclusively, and partly because they admired fellow seagoing, risk-taking adventurers.

    The best example of this is Malinowski’s famous book Argonauts of the Western Pacific (1922), where he likens the voyagers of the Trobriands to Jason’s band of male adventurers in Greek mythology.

    Women seldom took centre stage in these histories.

    Yet crucially, women maintained the knowledge of how to make the earthenware pottery used for trade.

    Tracing trade through pottery

    These early anthropologists left us with detailed but male-focused accounts of trade networks. It is left to today’s archaeologists to trace histories of trade back in time, using material culture and carbon dates to see when it began.

    Most of the archaeology over the past six decades has taken place around Port Moresby, Papua New Guinea’s capital.

    This is the homeland of the Motu people (among others), famous for their long-distance trade.

    In the late 19th century, Motu men sailed west each year in fleets of up to 20 ships carrying some 20,000 pots. These were then traded for food with people in the Gulf of Papua.

    Archaeologists who began researching seafaring and trade on Papua New Guinea’s south coast in the 1960s were enthralled by early anthropological accounts. When they started to uncover similar-looking pieces of pottery across 400km of coastline, they thought it was probably made in one location and carried by seafarers.

    The most famous archaeological site near Port Moresby is Motupore Island. Excavations in the 1970s and 1980s recovered a staggering four tons of pottery fragments.

    In 2022, we began new excavations at Hood Bay, 100km to the east of Motupore Island, in partnership with the local Keapara communities. We found pieces of pottery with the same decorations as those found at Motupore Island. Yet there was no evidence of pottery ever being made in Hood Bay.

    Reflecting on what anthropologists had earlier written, it seemed reasonable to think that pottery was brought to Hood Bay by seafaring traders. But a crucial puzzle piece was missing: where was the pottery made?

    Shedding light on women’s roles

    We used an advanced type of scanning electron microscopy to compare the minerals and clay in pottery from Hood Bay and Motupore.

    Earthenware pottery is mostly made from clay and sand. By finding out what types of sand minerals are in the pottery we can see where it might have been made.

    To our surprise, we found the pottery was indeed locally made and was not traded by sea from Port Moresby. This is the first evidence of pottery being made in Hood Bay, a practice that was lost sometime in the past 300 years.

    So why did the pottery from two distant locations look so similar? If the pottery was not being traded, people must have been exchanging ideas about how to make it.

    Like the pottery, women’s tattoo designs at the two locations were also the same. This suggests community relationships were maintained through women sharing knowledge.

    Tattooing was an important women’s cultural practice in these regions, and tattoos signified major life stages such as marriage.

    Interestingly, the marriage tattoos used in Port Moresby and Hood Bay were identical in the 19th century, but no one that anthropologists spoke to remembered why. The tattoo designs suggest that Motu and Keapara women were once in very close contact.

    Successful pottery production requires precise skills. Becoming a proficient pottery maker was a long learning process for Motu women who acquired the skills needed from their aunts and mothers.

    The identical decoration on pots made by Motu and Keapara women can only be explained if ideas about pottery decoration were shared by women among each other and passed down through generations. Men were not involved in making pottery, so this knowledge was not shared by seafaring men.

    This means it was not the trading ventures of men that connected coastal villages, but women’s know-how.

    Women moved between villages and carried with them the knowledge of how to make and decorate pottery and shared ideas about tattoo designs.

    Hundreds of years ago it was women who caused cultural traditions to spread – possibly through intermarriage – linking communities along Papua New Guinea’s south coast.

    At least 21 Palestinians were killed on Sunday in Israeli airstrikes and gunfire across the Gaza Strip, Gaza’s civil defense said, as the Israeli army ordered the evacuation of wide areas in Gaza City and northern parts of the enclave amid escalating military operations.

    According to Mahmoud Basal, spokesperson for the civil defense in Gaza, Israeli warplanes struck residential houses and tents sheltering displaced people in various areas of the enclave, killing at least 17 people, including women and children. Dozens of others were injured, some critically.

    Basal told Xinhua that four other Palestinians were killed while searching for food near the U.S.-backed aid distribution center in the Shakoush area, north of Rafah in southern Gaza.

    There was no immediate comment from the Israeli army on these incidents.

    Munir al-Bursh, director general of Gaza’s health authorities, told Xinhua on Sunday the Israeli army has intensified its attacks over the past 24 hours, targeting residential areas and shelter centers.

    “We are witnessing daily casualties and a worsening health crisis. Artillery fire is dispersing crowds waiting for aid,” al-Bursh said, noting that most injuries were to the head and chest.

    Gaza’s health authorities warned that the humanitarian and medical situation has reached catastrophic levels due to the continued blockade that restricts the entry of emergency medical supplies.

    Meanwhile, local sources told Xinhua that Israeli artillery shelled the eastern and southern outskirts of Gaza City, Jabalia in the north, and Khan Younis in the south, amid fierce fighting with Palestinian armed groups.

    Al-Qassam Brigades, the military wing of Hamas, said in a press statement on Sunday that its fighters had targeted an Israeli D9 bulldozer with a Yasin 105 missile east of Khan Younis, causing it to catch fire.

    The group also claimed to have shelled Israeli army positions in the Ma’an area with mortars.

    Also on Sunday, the Israeli army issued evacuation orders for residents in Jabalia and the Gaza City neighborhoods of al-Zaytoun, al-Tuffah, al-Daraj, and al-Sabra, urging civilians to move to the al-Mawasi area in southern Gaza. The directive marks one of the largest evacuation orders issued in recent months.

    Israeli army spokesperson for Arabic media Avichay Adraee warned that military operations would intensify in these areas and expand westward toward the city center.

    Following the warning, witnesses reported that dozens of families fled their homes under heavy bombardment. Streets were filled with civilians, many carrying belongings on foot or in private vehicles, heading southward in search of safety.

    On Sunday, Palestinian presidential spokesperson Nabil Abu Rudeineh warned of the danger of what he described as the largest displacement campaign in Gaza since the start of the conflict.

    He urged the United States to pressure Israel to halt its operations and push for a ceasefire to prevent further escalation.

    Abu Rudeineh reaffirmed that any political initiative must guarantee the legitimate rights of the Palestinian people, including the establishment of an independent state with East Jerusalem as its capital based on the 1967 borders.

    At least 6,175 Palestinians had been killed and 21,378 others injured since Israel renewed its intensive strikes in Gaza on March 18, bringing the total death toll since October 2023 to 56,500, and injuries to 133,419, Gaza’s health authorities said on Sunday.

    As the sun rises over a green fitness trail in Xingtai in north China’s Hebei Province, a group of cyclists pedals in unison, their wheels humming along the smooth, tree-lined path.

    “The road is flat and smooth, without any noticeable slopes. It’s a real pleasure to ride here,” said Zhao Wei, a cycling enthusiast with eight years of riding experience.

    Nowadays, as more people turn to cycling for fitness, stress relief and social connection, the humble bicycle has evolved far beyond its traditional role as a mere mode of transport.

    In Xingtai, a city renowned for its bicycle manufacturing industry, the local government is charting a new course as it works to shape a distinctive urban identity as a “City of Bicycles.”

    This year, Xingtai launched an initiative to integrate cycling with wellness and tourism. So far, more than 50 cycling-friendly tourism routes have been developed, each blending physical activity with local culture and lifestyle.

    Some routes highlight revolutionary history, while others combine cycling with traditional health practices such as herbal therapy and Tai Chi-themed parks, transforming simple rides into immersive cultural experiences.

    Data shows that the return rate of tourists participating in cycling tours has reached 35 percent, significantly higher than that of traditional sightseeing tours.

    “Each cycling route is carefully designed with both safety and scenic value in mind, combining public participation with professional competitions, and blending health, leisure and culture,” said Guo Qingbo, deputy director of Xingtai Sports Bureau.

    The city’s vibrant cycling culture is evident in the rising number of local club members.

    According to Wang Zhenping, general manager of a cycling club in Xingtai, the club has registered over 30,000 members since its founding in 2008. In the first five months of this year alone, more than 3,000 new members joined.

    “Many families are joining together, which reflects a new trend in people’s health awareness and consumption habits,” Wang said.

    Xingtai is also tapping into the potential of cycling competitions, projecting the city not only as a venue for races but also as a vibrant display of urban vitality.

    In May, the city hosted multiple large-scale cycling events that attracted hundreds of professional and amateur riders from across the country.

    Such events are driving the rise of a new “cycling economy,” boosting consumption in sectors such as sports equipment, wellness services, tourism, dining and lodging.

    Statistics show that cycling tourists spend an average of 2.3 times more than ordinary visitors, with over 60 percent of that spending going toward gear upgrades and health-related services.

    Xingtai’s ambition to become a cycling capital is backed by solid industrial foundations. With bicycle manufacturing dating back to the 1970s, it remains one of the city’s key industries.

    Today, Xingtai is home to over 4,500 bicycle producers, with an annual output of 20 million adult bicycles and 80 million children’s bicycles.

    China’s cycling boom is part of the country’s broader efforts to build itself into a leading sporting nation. With its wide accessibility and eco-friendly appeal, cycling has emerged as one of the fastest-growing forms of public exercise.

    According to the General Administration of Sport of China, the number of people who regularly engage in physical exercise nationwide rose from 360 million in 2014 to 550 million in 2023, with the proportion of the population participating in sports increasing from 26 percent to 39 percent.

    Official data also show that China’s sports industry reached a total output of nearly 3.7 trillion yuan (about 516.56 billion U.S. dollars) in 2023, reflecting strong momentum in sectors such as sporting goods manufacturing, outdoor events and health services. Cities like Xingtai are riding this wave by aligning local development with national sports policies.

    Currently, as China’s bicycle market shifts toward premium models, manufacturers in Xingtai are seizing the opportunity to upgrade.

    Efforts are underway to strengthen the industrial chain and promote the rapid shift of the bicycle industry toward the middle and high-end market, a local official said.

  • MIL-OSI China: China’s homegrown C909 breaking new ground in regional aviation

    China’s commercial jetliner C909, formerly known as ARJ21, celebrated the 9th anniversary of its maiden flight on Saturday.

    With a layout of 78 to 97 seats, and a range of 2,225 to 3,700 km, the C909 is the first short-medium range turbofan regional aircraft independently developed by China in accordance with international civil aviation regulations.

    A total of 166 C909 aircraft have been delivered to the market, which have operated on more than 700 routes and transported over 24 million passengers.

    The C909 has achieved a breakthrough in the commercial operation of homegrown jetliners and explored a development path for their entire life cycle, its chief designer Chen Yong told Xinhua in an interview.

    Linking border cities

    The C909 aircraft have been deployed in China’s border regions, such as Xinjiang, the northeast and Inner Mongolia. By expanding the regional air route network, they have enhanced travel convenience, supported population mobility, and spurred local economic development.

    According to Chen, who also serves as chief engineer at Commercial Aircraft Corporation of China Ltd., the developer of the C909, since the jetliner’s debut in Xinjiang in June 2023, a total of such 22 aircraft have been put into local operation, opening more than 120 routes and safely transporting over 1.3 million passengers.

    In June 2025, as Xinjiang entered its peak tourist season, four daily round-trip flights began operating between the popular destinations of Kashgar and Yining, serviced by C909 aircraft from Chengdu Airlines and China Express.

    “We have received feedback from airlines such as Chengdu Airlines, indicating that in terms of flight performance, they are very well-suited to the operating environment in places like Xinjiang,” Chen said.

    The jetliners have also been deployed on international routes. The first C909 international service, connecting Harbin in northeast China and Vladivostok in Russia, was launched on Oct. 26, 2019. These routes have further facilitated economic, cultural and tourism exchanges and integration between cities on both sides of the border.

    Southeast Asia expansion

    On April 18, 2023, the C909 completed its maiden flight in Indonesia, marking the launch of regional routes between the islands and expanding to cross-border trunk routes. Notably, the Manado-Guangzhou route, covering over 2,700 km, is currently the longest commercial route operated by the C909 aircraft.

    Chen Yong said that with its excellent airport and route adaptability, as well as passenger comfort, the C909 is well-suited to meet the operational needs of Southeast Asia’s aviation market. The aircraft has pioneered a new business model for domestic passenger planes in the region by being leased to airlines through both dry and wet lease agreements.

    Dry lease means that the lessor only provides the aircraft, while wet lease refers to the lessor providing not only the aircraft but also flight crew, safety management, maintenance and operational control.

    For example, the two C909 that Chengdu Airlines has wet leased to Vietnam’s Vietjet Air operate daily flights from Hanoi and Ho Chi Minh City to Con Dao, respectively.

    “The Con Dao Airport runway is only over 1,800 meters long and bordered by the sea at both ends. This has fully verified the C909’s operational capability on short and narrow runways and its adaptability to the humid environment in Southeast Asia,” Chen explained.

    To date, three Southeast Asian airlines — TransNusa of Indonesia, Lao Airlines and Vietjet Air — operate a total of seven C909 aircraft. They have launched 15 routes connecting 18 cities and have transported over 370,000 passengers.

    Variant types

    The development of aircraft variants is a feature of the commercial aircraft industry. At present, four variants of the C909 jetliner have been made public, namely the freighter, emergency rescue command aircraft, medical aircraft and business jet.

    According to Chen, the C909 freighter can meet diverse air cargo needs, including the special cargo market, plateau market and short-haul international cargo routes. The emergency rescue command variant can achieve situation awareness, decision-making and coordination in disaster response. It can also be used for transporting rescue forces and establishing temporary communication networks in disaster-hit areas.

    The medical variant is capable of air medical rescue and patient transfer missions. The business jet, known for its flexibility, efficiency, quietness and comfort, can be customized to meet individual customer requirements.

    “Over the past nine years of operation, the C909 has been continuously improved and optimized to enhance its performance, crew operating experience and cabin comfort,” Chen said.

    “Today, the C909 has found its suitable operational scenarios, such as high-density shuttle routes. It will continue to deliver greater value in the future,” he added.

    Cantwell: From kicking 17 million Americans off Medicaid & other health insurance to effectively cancelling state AI protections, the budget proposed by Congressional Republicans is a cash grab for corporations & the rich — at the expense of everyone else

    WASHINGTON, D.C. – Today, as the Senate prepares to vote on a new budget that would gut $930 billion from Medicaid, funnel resources to special interests via massive corporate tax breaks, and add $3.3 trillion to the national debt over the next decade, U.S. Senator Maria Cantwell (D-WA) delivered a speech on the Senate floor to highlight how various provisions included in the 940-page document ultimately sell out the American people.

    “This bill would make the entire health care system less responsive and more expensive for everyone by dismantling Medicaid and shifting more of the cost burden on to states — and threatening the very existence of rural hospitals. This bill also sells spectrum out from under our national defense and safety agencies and forces states to choose between protecting their citizens from dangerous AI or providing broadband service, and just gives away big breaks to companies like Meta — that’s Facebook — or Google, who I’m sure at this point in time don’t really need that additional tax break. Clearly, though, the most [egregious] and certainly most destructive part of the bill, of this reconciliation, is the changes to health care,” Sen. Cantwell said.

    “You’re going to increase the cost of uncompensated care. You’re going to make people wait to go to emergency rooms and then they’re going to be sicker,” she said. “It’s ten times more expensive to deal with somebody at an emergency room than just get health insurance and get covered.”

    “Yes, extending the 2017 tax cuts does help some middle-class families, and we would support that. But all the hits in other areas — like health insurance — mean they will lose money overall. The lowest 20% of income brackets are hit even harder. In this massive bill, it is those who can least afford it who are going to be hit the hardest,” Sen. Cantwell concluded.

    Sen. Cantwell, who serves as ranking member of the Senate Committee on Commerce, Science, and Transportation and senior member of the Senate Finance Committee and Senate Committee on Energy and Natural Resources, has been fighting this proposed budget every step of the way.

    To sound the alarm on proposed Medicaid cuts, Sen. Cantwell hosted a virtual press conference on Friday with Republican leaders from red states – Utah, North Carolina, and Missouri. On Monday, she delivered another speech on the Senate floor highlighting the story of the Winterrose family in Richland, WA, who rely on Medicaid to ensure their 5-year-old daughter can live at home. Last month, she convened a group of health care providers across Washington state for a virtual press conference to highlight statewide opposition to the cuts.  The same day, 23 Republican members of the Washington state legislature sent a letter to the entire Washington state federal congressional delegation, urging the delegation to “protect Medicaid funding for Washington State.”

    When details of her Republican colleagues’ plan to slash Medicaid were made public earlier this year, Sen. Cantwell toured the state to hear from folks who would be directly impacted by the cuts. Doctors, patients, and health care providers in Seattle, Spokane, the Tri-Cities, and Wenatchee warned that such cuts would devastate Washington state’s health care system and limit access to lifesaving care. 

    Sen. Cantwell also released a snapshot report highlighting the impact that Medicaid cuts would have on Washington state’s highly-ranked long-term care system for seniors and people with disabilities. In February, she released a snapshot report that demonstrated how cuts would harm health care access in Washington state, and she followed up with a report in March that dove into impacts on the Puget Sound region. Last week, the Senator released a fact sheet that warned of dire consequences for reproductive health care in Washington state if the Republican reconciliation bill is passed.

    In her remarks today, Sen. Cantwell also discussed new analysis from the Congressional Budget Office (CBO), available here, of the impact of the Republican plan’s cuts to Medicaid.  In addition, a Joint Economic Committee (JEC) fact sheet, available here, provides updated estimates for all 50 states and D.C. of the estimated number of people losing their health insurance.     A previous version of the bill included a provision that would have required the federal government to sell off millions of acres of public land. On Tuesday, Sen. Cantwell held a virtual press conference with the mayor of Boise, professional climbers, a leader from outdoor gear retailer REI, and a spokesperson for a hunting and angling advocacy group to fight back – yesterday, the provision was dropped.

    Earlier this week, Sen. Cantwell criticized new reconciliation bill language released by U.S. Senator Ted Cruz (R-TX) which forces states receiving Broadband Equity, Access, and Deployment (BEAD) funding to choose between expanding broadband or protecting consumers from harms caused by artificial intelligence for ten years. Cruz’s new language would also auction spectrum critical to national defense: “The newly released language by Chair Cruz continues to hold $42 billion in BEAD funding hostage, forcing states to choose between protecting consumers and expanding critical broadband infrastructure to rural communities,” Sen. Cantwell said earlier this week. “Forty state attorneys general oppose the AI moratorium that would leave every American vulnerable to AI-assisted fraud, theft, and abuse at a time when we should be strengthening consumer protections. This bill would auction off spectrum essential for military drone operations and risk grounding both civilian and military aircraft due to interference with airplane altimeters. It would jeopardize our weather tracking radar systems and the bands we rely on for WiFi connectivity. And for what? So telecommunications companies—the same ones that failed to protect Americans from Salt Typhoon—can profit and Trump can hawk more of his $47.45 phone plans. This is a fundamental threat to our national defense and a massive giveaway to China.” Sen. Cruz claims that the ten-year moratorium on states’ enforcement of AI laws applies only to a new $500 million appropriation. However, concerns remain that the bill’s text still leverages broadband funding to deny states the ability to protect their citizens from AI-assisted fraud, theft, and abuse.

    The Senate is currently scheduled to vote on the budget bill late tonight or early tomorrow morning. If the bill passes the Senate, it will go back to the House for at least 72 hours of consideration before a House vote.

    • Depending on the type of assistance animal, there are different places they can and cannot go.
    • This story includes some things you might need to know about assistance dogs in Canberra.

    You may be familiar with guide dogs, but did you know people may have an assistance animal for a range of reasons?

    Dogs are the most common type of assistance animal. They may also be referred to as service dogs.

    This article looks at assistance dogs in the ACT, including things you may find helpful to know.

    Assistance dogs are allowed in all public places.

    Assistance dogs can accompany their owner in any public place in the ACT. This includes:

    • shopping centres and stores
    • cafes, restaurants and clubs
    • hospitals and nursing homes
    • public transport
    • taxis and rideshare vehicles
    • theatres, cinemas and other entertainment venues
    • schools, playgrounds and libraries
    • hotels and motels.

    They’re not allowed in some restricted places. These include commercial kitchens, operating theatres.

    Each airline has its own policy for assistance animals.

    People need assistance dogs for various reasons.

    Assistance dogs work for one person and one person only.

    They can help their person gain independence and confidence to participate more fully in all aspects of life.

    Dogs can provide support for people with disability and/or health conditions.

    It’s important to remember you may not be able to see why someone needs their assistance dog.

    A veteran assistance dog, for example, may provide life-changing support for someone with post-traumatic stress disorder (PTSD).

    There are different types of assistance dogs.

    Guide dogs support people with sight loss. They help them move around more safely.

    Hearing assistance dogs support people with hearing loss. They alert them to sounds and potential risk.

    Mobility assistance dogs help people with mobility issues. They support them with daily activities such as undressing, carrying things, and opening doors.

    Medical alert dogs are trained to constantly monitor their handler’s health condition. They alert them to an impending episode where their health would deteriorate quickly. The alert allows the person to take preventative action to avoid/limit the episode, or to make themselves safer and reduce the risk of injury during the episode. They may also be called:

    • seizure alert dogs
    • diabetic alert dogs
    • cardiac alert dogs
    • allergy alert dogs.

    Autism assistance dogs support people with autism. They can help in many ways, from reducing sensory overload to providing routine and stability.

    Dogs supporting people who have a mental health illness or disorder. These dogs can help reduce anxiety or distress. They support to people with conditions such as depression, anxiety or schizophrenia. They may also be called psychiatric service dogs.

    Therapy dog programs are designed to improve wellbeing. A person or organisation brings a therapy dog to visit a facility. While each dog will have a handler, it’s others who benefit most from its presence. Therapy dogs may visit:

    • hospitals and palliative care
    • aged care facilities and dementia wards
    • mental health facilities.

    Emotional support animals can be any type of animal. They can support people through mental and other medical illnesses. They haven’t been specially trained to alleviate conditions, though. This means that unlike assistance animals, they are not allowed in all public spaces.

    At ACT hospitals, for example, assistance animals can remain with patients during their stay. Emotional support animals may only visit.

    The assistance dog-handler bond is extremely important.

    Based on trust and reliability, the relationship benefits both.

    It can provide comfort, security and a sense of independence for the handler. For the dog, it gives a sense of purpose and belonging.

    Note: a person with an assistance dog may be referred to as its owner, handler or partner.

    You should never distract an assistance dog.

    It’s not always easy to be sure a dog is an assistance dog. It’s best to assume they are and avoid calling or patting it.

    Interacting with an assistance dog can distract it. This can interfere with its work and training. It can also cause the handler delays, stress or embarrassment.

    Remember, the animal needs space to focus on its job: keeping their person safe.

    Dogs do not have to be registered as an assistance animal.

    Assistance dogs don’t need to be registered as such. People with an assistance dog do not have to carry an ID.

    The dog may wear an identifiable coat or harness, but this is optional. As such, it may not be immediately obvious that a dog is an assistance dog.

    Owners can register their assistance dog if they choose to.

    The ACT Assistance Animal Accreditation Framework is a voluntary registrations scheme.

    Owners can have their dog tested, accredited and registered as an assistance animal via the ACT Public Access Test.

    The test measures:

    • ability to assist
    • animal welfare
    • obedience and behaviour
    • dealing with distractions, like noise and food
    • handling public places and transport.

    Once the dog has passed the test, the handler receives an Accredited Assistance Animal card (ID card). This is valid for up to two years.

    The card can assure handlers, businesses and the community that the animal meets required standards of behaviour and hygiene.

    Dangerous dogs cannot be registered as assistance animals.

    It’s illegal to discriminate against someone with an assistance dog.

    It’s an offence to refuse someone with an assistance dog access to a public place.

    If someone is refused, they can lodge a complaint with Domestic Animal Services by:

    M. President: President Trump’s so-called “Big, Beautiful Bill,” now on the floor of the Senate, is the most dangerous piece of legislation in the modern history of our country. It is a gift to the billionaire class, while causing massive pain for low income and working class Americans.

    Actually though, M. President, I’m wrong. This is not a gift to the billionaire class. They paid for it.

    This bill is an absolute reflection of a corrupt campaign finance system that allows billionaires to buy elections. And when billionaires spend hundreds of billions of dollars trying to elect a president, or a senator or a member of Congress, they’re not making that investment just for the fun of it. They want something in return. This legislation is what they are getting in return.

    So what is in this bill they invested in?

    Well, if you are in the top 1%, you and the class you represent will receive a $975 billion tax break – at a time when the richest people in this country have never had it so good.

    Further, if you are among the wealthiest 0.2%, you will be able to pay zero taxes on your $30 million inheritance. All of you folks out there who are waiting to inherit at least $30 million, today is a good day for you. Collectively, you will receive approximately $211 billion in tax breaks. For the top 0.2%, congratulations. You hit the jackpot.

    If you are a large corporation and you want to throw workers out on the street and replace them with artificial intelligence or you want to shift your profits to the Cayman Islands or other tax havens, you are going to get a $918 billion tax break. Congratulations to the CEOs of large, profitable corporations.

    But while the rich and large corporations make out like bandits in this bill, what does it do for low-income and working families? Let me say a few words on that.

    If you are concerned about health care, this bill throws over 16 million people off of the health insurance they have, according to the Congressional Budget Office, by cutting Medicaid and the Affordable Care Act by over $1.1 trillion.

    In other words, the top 1% are getting a $975 billion tax break, and that is coming directly from throwing 16 million people off of the health insurance they have.

    This bill, for the first time, forces millions of Medicaid recipients who make as little as $16,000 a year to pay a $35 co-payment each time they visit a doctor’s office.
    What is the impact of all of that?

    This is not my view — this is what the Yale School of Public Health and the University of Pennsylvania determined based on a study that they did. And this is the result. It is almost so horrific, so grotesque, that it is difficult to speak about. But they estimate that if this bill goes through with all of these cuts in health care — if 16 million people are thrown off the health care they have — over 50,000 Americans will die unnecessarily every year.

    Fifty thousand Americans will die unnecessarily in order to give tax breaks to billionaires who don’t need them. In other words, this bill is literally a death sentence for low-income and working-class Americans.

    Further, if this legislation is enacted, rural hospitals all over the country that are already struggling are going to shut down or aren’t going to be able to provide the level of services they do today. In other words, this bill would be a disaster for rural America.

    It would also make massive cuts to community health centers and nursing homes, who are very heavily dependent on Medicaid funding.

    The bottom line is that this legislation is the most significant attack on the health care needs of the American people in our country’s history. 

    We already have a health care system which is broken and dysfunctional, and instead of addressing it — instead of doing what every other major country on Earth does: guarantee health care to all people — we are throwing 16 million people off the health insurance they have. But it’s not just health care.

    The future of America rests with our children. And yet, in a nation which now has the highest rate of childhood poverty of almost any major country on Earth, this bill wipes out nutrition assistance for millions of hungry kids in America.

    We are literally taking food out of the mouths of hungry kids to give tax breaks to Mr. Bezos, Mr. Musk, Mr. Zuckerberg and the other multi-billionaires.

    If we understand that if we’re going to compete effectively in the global economy, we need to have the best education system in the world, this bill makes $350 billion in cuts in education with the result that working class kids will find it much harder to get the higher education they need to succeed in life.

    If you are concerned about the existential threat of climate change, this bill decimates investments in energy efficiency and sustainable energy like wind and solar and moves us in exactly the wrong direction when it comes to energy.

    If you are concerned about our role in never-ending wars, this bill makes a bad situation even worse by handing out another $150 billion to the Pentagon – a 15% increase in an already bloated Pentagon budget.

    We don’t have enough money to feed hungry children. We don’t have enough money to make sure that people continue to have the health care that they need. We don’t have enough money to make sure that kids can get a decent education. But somehow, the military industrial complex is going to get another $150 billion.

    M. President: In my view, nobody in the Senate or the House should vote for this legislation. And I applaud all of the Democrats for voting against it. And I want to congratulate two Republicans — Senator Paul and Senator Tillis for voting against it — for different reasons than I have.

    But I do find it interesting that when one of those senators, Senator Tillis, voted against it because he thought it was not a good bill for the people of his home state, North Carolina, suddenly the President of the United States went after him in a very vicious way. And today, he announced that he will not be seeking reelection.

    It appears now that the Republican Party has really become the party of the cult of the individual. The only thing you have to do now as a Republican is say, “I agree with President Trump,” “I love President Trump,” “President Trump is right all of the time.” Hey, that’s all you have to do now to be a good Republican.

    There was a day when Republicans and Democrats understood that they were elected by their constituents. There was an understanding that they were elected to represent their constituents and not simply to pay homage and bow down to every wish and whim of the president.

    M. President, during the vote-a-rama, I will be offering several amendments which I hope will win support.

    At a time when 22% of our nation’s seniors are trying to survive on less than $15,000 a year, my first amendment would fundamentally improve their lives in two significant ways:

    Number one, it would cut the price of prescription drugs under Medicare in half by making sure that our nation’s seniors don’t pay more than the Europeans or Canadians pay for the same exact drugs.

    And number two, with those savings, we’re going to expand Medicare to cover dental, vision and hearing. In other words, instead of throwing people off of health care, we’re going to expand Medicare to provide a number of services that seniors desperately need and want.

    Secondly, at a time of massive wealth and inequality, my second amendment would eliminate the $211 billion estate tax break for the top 0.2% that is included in this bill.

    And lastly, at a time when we spend more on the military than the next nine nations combined, at a time when the Pentagon cannot account for trillions of dollars in assets, we are going to end the provision that allows the Pentagon to receive another $150 billion.

    The bottom line, Mr. President, is this country faces many crises — a high rate of childhood poverty, kids going hungry, an education system in deep trouble and a health care system that is completely broken. And in virtually every single area, this bill takes us in precisely the wrong direction.

    When the wealthiest people in this country have never ever had it so good, it is totally insane to be offering them $1 trillion in tax breaks so that we can cut health care, education and nutrition.

    This bill is not what the American people want, and I hope very much we can defeat it.

    • select Lodgments then Client reports
    • at Pre-filled report select the relevant year or scroll to Pre-generated reports and select the relevant report.

    Reports can be viewed in your browser and downloaded in HTML, XML or CSV. You can download multiple reports at once by opening multiple windows and tabs.
