    Schools have the responsibility to play a good gate-keeper role and enhance the sensitivity of teachers and students to national security, the Education Bureau said today in response to media enquiries.

    Whilst safeguarding national security is the Government’s responsibility as well as the obligation of the whole community of Hong Kong, the bureau noted that safeguarding national security is also part and parcel of the routine school work in promoting national security education.

    The bureau also said it has adopted a “multipronged and co-ordinated” approach to strengthen students’ understanding of Chinese culture, the Constitution and the Basic Law, and their awareness of law-abiding in promoting patriotic education.

    Detailed administrative and educational guidelines have been issued to schools, requiring them to establish school-based mechanisms and formulate appropriate measures according to their own circumstances and needs to implement various tasks related to safeguarding national security and national security education.

    In addition, the bureau provided schools with an updated “National Security: School Self-evaluation Checklist” in April, which sets out suggestions of refinement and good practices of different areas of work, covering national security work planning, monitoring mechanisms, learning and teaching and related resources, school activities, personnel management and training, and home-school co-operation, in order to effectively prevent and suppress acts and activities that endanger or are detrimental to national security.

    The bureau remarked that schools offering non-local curricula also have the responsibility to help their students, regardless of their ethnicity and nationality, acquire a correct and objective understanding and appreciation of the concept of national security and the National Security Law as well as the duty to cultivate a law-abiding spirit among their students. It elaborated that these schools should devise and continuously review relevant strategies and measures in light of their school-based circumstances and needs, with a view to maintaining a safe and orderly learning environment and promoting students’ effective learning and healthy development.

    How generative AI is opening new avenues of impact

    Generative AI—with its unique abilities to synthesize data, understand natural language, retain contextual information, summarize content, and write documents and code—is uniquely suited to help answer these challenges. Trained on an extensive government database, the chatbot uses natural language interaction to handle 2 million queries per month, helping citizens find services—everything from basic services like driver’s license renewals to public health information and personalized information for tourists. Along the way, it has lowered the operational burden by 50%. 

    The beauty of these kinds of solutions is that they ease the burden of finding and getting the best possible service, even when people have little idea of who or what agency to contact. AI makes it easier for a constituent to explore their options. And then, when they do engage, they only need to provide their critical information one time.

    Not forcing someone to continually supply the same information as they move through the system is a huge consideration in cases where people have experienced traumatic, emotional, or embarrassing events. Participation is strained when a person is forced to re-explain and re-live unpleasant experiences. So, AI’s ability to retain essential details through a case management process and retain context from queries helps ensure an experience that is not only more efficient but also more dignified.  

    AI also plays a role in helping constituents when they are unhappy with their services. An AI-powered contact center, like Microsoft Dynamics 365 Contact Center, can provide new levels of support that can enhance human decision-making. For example, an AI-powered contact center can trigger an escalation to a customer service representative when sentiment analysis detects a person getting frustrated or upset. Using intelligent routing, it can connect the constituent to the best representative based on context and need, and assist the representative by summarizing the person’s situation, suggesting optimal solutions, and even drafting response recommendations.

Referrals that once took days are now done in real-time, and 10 agencies now share data in a centralized system that is highly secure.  

    In terms of improving public health and wellbeing, AI and analytic tools can collect, analyze, and report on public health or program data to gain a holistic view of individuals receiving services to improve care.   • The Emergency in India: A historical overview

    The Emergency in India, declared on 25 June 1975 and lasting until 21 March 1977, was one of the most controversial periods in the nation’s history. It was proclaimed under Article 352 of the Constitution on the grounds of internal disturbance and had profound legal, political, and social implications.

    Lead-Up to the Emergency

    In the early 1970s, political unrest began to grow across the country. Opposition to the then government increased, especially in states like Bihar and Gujarat, where Jayaprakash Narayan led a series of protests. Issues like student-led agitations, unemployment, rising inflation and allegations of corruption fueled public dissatisfaction. 

    On 12 June 1975, the Allahabad High Court found then Prime Minister Indira Gandhi guilty of misusing government machinery in her 1971 Lok Sabha campaign. The court disqualified her for six years under the Representation of the People Act, 1951. This ruling was triggered by a petition from Raj Narain, a socialist leader who had contested against Ms. Gandhi in Rae Bareli. 

    The Supreme Court granted a conditional stay allowing her to continue as Prime Minister and attend Parliament, but prohibited her from voting. Political pressure mounted with public calls for her resignation.

    Declaration of Emergency

    On 25 June 1975, President Fakhruddin Ali Ahmed declared the Emergency under Article 352, citing threats of internal disturbance. The government released a press note accusing Jayaprakash Narayan and other opposition leaders of provoking unrest against police and the armed forces. This was India’s third Emergency after those declared during wars with China in 1962 and Pakistan in 1971. However, this was the first time an Emergency was declared in peacetime. 

    At the time, Article 352 permitted the President to proclaim an Emergency on three grounds — war, external aggression, or internal disturbance. The phrase “internal disturbance” was later amended to “armed rebellion” by the 44th Constitutional Amendment in 1978.

    Legal Measures and Suspension of Rights

    Following the proclamation, civil liberties were severely curtailed. On 27 June 1975, Articles 358 and 359 were invoked. Article 358 suspended protections under Article 19, stripping citizens of their freedoms of speech, expression, assembly and movement. Article 359 allowed the government to suspend the enforcement of fundamental rights under Articles 14, 21 and 22, which guaranteed equality, life and personal liberty, and protection against detention. Citizens could not approach courts for relief. Opposition figures such as Jayaprakash Narayan, Morarji Desai, Atal Bihari Vajpayee, and L.K. Advani were arrested under the Maintenance of Internal Security Act (MISA). The Shah Commission estimated that nearly 35,000 people were detained without trial.

    Censorship and Media Control

    Starting 26 June 1975, censorship was imposed on newspapers across India. Editors were required to submit articles and photographs to government-appointed censors before publication. On 5 July 1975, telex messages sent by foreign correspondents were also placed under strict scrutiny.

    On 20 July 1975, the Board of Film Censors was reorganised under the Cinematograph Act to monitor cinema. On 1 February 1976, four major Indian news agencies — PTI, UNI, Samachar Bharati and Hindustan Samachar — were merged into a single entity named Samachar. The Press Council of India was abolished.

    Legislative Changes

    Parliament introduced several constitutional amendments during the Emergency, consolidating central powers. The 38th Amendment barred courts from questioning the President’s decision to declare an Emergency. The 39th Amendment placed elections of the Prime Minister and Speaker of the Lok Sabha outside the scope of judicial review. The 42nd Amendment increased central authority further, gave primacy to the Directive Principles over Fundamental Rights, prohibited judicial review of constitutional amendments and curtailed the powers of the Supreme Court and High Courts. It also extended the Lok Sabha and State Assemblies’ terms from five to six years.

    Sterilisation Campaign

    A controversial part of this period was a large-scale sterilisation drive for population control. Launched in 1975, this campaign led to 26.42 lakh sterilisation procedures in 1975–76. By 1976–77, the number rose to 81.32 lakh. Over two years, a total of 1.07 crore sterilisation operations were conducted. Several states tied access to basic amenities — food rations, housing, jobs, loans — to compliance with sterilisation requirements.

    End of Emergency

    The Emergency ended on 21 March 1977. Lok Sabha elections were held between 16 and 20 March 1977, resulting in the defeat of the Congress party and the formation of the Janata Party government on 24 March 1977. Following this, the Shah Commission of Inquiry was established in May 1977 to review the abuses that occurred during the Emergency. The 44th Constitutional Amendment of 1978 was subsequently enacted to restrict future abuse of Emergency provisions. It replaced “internal disturbance” with “armed rebellion” as the grounds for Emergency and restored checks and balances, including judicial review.

    The Shah Commission 

    Chaired by Justice J.C. Shah, the Shah Commission investigated the Emergency’s impact. Its mandate was to probe actions between 25 June 1975 and 21 March 1977. The Commission examined misuse of power, arbitrary detentions, censorship, and sterilisation campaigns. It gathered testimonies and reviewed public records, submitting three reports between 1978 and 1979. 

    The findings revealed that as of 1 January 1975, Indian jails housed 2,20,146 prisoners despite a capacity of only 1,83,369, and over 1.26 lakh were under-trial detainees. Complaints about forced sterilisation numbered 548 for unmarried individuals; 1,774 deaths were reported as a result of these procedures. The Commission also noted that 25,962 public-sector employees were forcibly retired during the period, power supply to newspaper offices was disrupted, and court verdicts were censored. Media outlets were classified as “friendly,” “neutral,” or “hostile,” based on their editorial positions.

    The Emergency from June 1975 to March 1977 left an indelible impact on India’s democratic, constitutional and administrative institutions. Fundamental rights were curtailed, preventive detentions soared, and public freedoms were suppressed. Wide-ranging constitutional amendments and a harsh sterilisation programme defined this period. After it ended, a dedicated inquiry examined the abuses committed, and reforms were put in place to prevent a recurrence of such an Emergency without proper checks and accountability.

    Residents of three local sheltered housing schemes have been sharing their family recipes as part of a Winchester City Council funded project to combat loneliness and boost healthy eating.

    As part of the Memories and Munch initiative, sheltered housing residents shared their stories about food and tried out new recipes, all the while learning new cooking techniques to help them create low-cost healthy meals.

    The project has seen Mary Carlton of Munch CIC and Life Story Writer Rachel Lewis work with residents through a series of workshops to collect recipes and memories and explore fresh ideas for sharing food and cooking together.

    Those recipes, as well as stories and pictures from residents, have been collated into three cookbooks, which were presented to each of the three sheltered housing schemes.

    Speaking about the initiative, Eve Kimpton, a resident at Richard Moss House, said:

    “When Mary mentioned old recipes I thought, ‘oh, that bread pudding recipe might be perfect’. In the war it was used for the soldiers’ wedding cakes and my mum, who was also called Eve, used to make it.

    “This is my first time seeing the cookbook and it’s absolutely amazing – I love seeing my mum and dad, and my friends, in the pictures on the pages. Other people will see it and hopefully enjoy it as well. It was so nice taking part in the project and learning something new from Mary even though I am 81.”

    Munch CIC’s Mary Carlton said:

     “Our aim was to improve participants’ confidence in the kitchen.  All the new recipes we included in the cookbook had to be easily prepared with affordable ingredients. We also focused on batch cooking, not only to reduce food waste but also recognising that not everybody is able to cook every day.  With these dishes, participants could still enjoy a healthy homemade meal, avoiding the expense of ready meals.”

    WASHINGTON, D.C. — U.S. Senator Angus King (I-ME) and Senate Veterans’ Affairs Committee (SVAC) Ranking Member Senator Richard Blumenthal (D-CT) are calling on the Department of Veterans Affairs (VA) Office of Inspector General to launch an investigation into the Trump Administration’s controversial, unilateral cancellation of VA contracts at the direction of the Department of Government Efficiency (DOGE). Despite multiple requests from Senators King and Blumenthal, VA Secretary Doug Collins refuses to send Congress the complete and updated list of VA contracts canceled or proposed for cancellation — a list Secretary Collins consistently touts in public hearings, on social media and in interviews.

    The Senators began, “We write to request the Department of Veterans Affairs (VA) Office of Inspector General (OIG) initiate a review of the mass cancellation of VA contracts launched by the so-called Department of Government Efficiency (DOGE), Secretary Collins, and other officials of the Department and the impact of these actions on veterans and VA operations. These activities began soon after January 20 and are ongoing.”

    “Since February of this year, Committee Minority staff have investigated these activities using public government contracting databases, internal VA documents, conducting interviews with VA employees and contractors, and other methods. The preliminary findings after analyzing more than 650 VA contracts ‘terminated for convenience’ between January 20 and May 30, 2025, extracted from federal contracting databases, are that a majority appear to be for services directly for veterans or critical VA operations to include for safe health care delivery,” wrote the Senators. While Collins and VA officials have refused to turn over the complete and updated list of contracts canceled, contract data is available online in near real time — including information on the cancellation of VA contracts.

    “To add to these alarming facts, recent media investigations, to include two stories released by ProPublica on June 6, have found evidence that DOGE and VA officials used ill-conceived Artificial Intelligence (AI) formulas and algorithms to make or inform contract cancellation decisions — cutting out meaningful input from VA career experts to assess the impact of ending these services. This adds an entire new level of unease connected to the decision-making, security, governance, and quality control of the entire process,” continued the senators. The damning reporting from ProPublica outlined in the letter exposes the careless nature of Secretary Collins and DOGE’s contract cancellation process at VA, including the use of flawed, error-prone AI tools to determine what contracts would be canceled.

    “However, this process which included cancelling hundreds of contracts, many in a several-day period, then restoring dozens just a few days later, is not an indication of good program management but rather waste, carelessness, and chaos. We are deeply concerned about how these cancellations, which are ongoing, are or will impact veterans’ health care, benefits, and other services; harm VA’s ability to perform oversight and program improvement; and eliminate or significantly hinder the availability of critical tools to maintain safe and clean facilities. A non-partisan and independent review of these matters is critical,” concluded the Senators.

    Representing one of the states with the highest rates of military families and veterans per capita, Senator King is a staunch advocate for America’s servicemembers and veterans. A member of the Senate Veterans’ Affairs Committee (SVAC), he works to ensure American veterans receive their earned benefits and that the VA is properly implementing various programs such as the PACT Act, the State Veterans Homes Domiciliary Care Flexibility Act, and the John Scott Hannon Act. Recently, in a letter to VA Secretary Doug Collins, Senator King joined his colleagues in urging for immediate action to secure veterans’ personal information provided by VA or other agencies to Elon Musk and his “Department of Government Efficiency” (DOGE), a measure that would protect millions of veterans’ medical records stored in VA’s computer systems. In addition, he helped pass the Veterans COLA Act, which increased benefits for 30,000 Maine veterans and their families.

    Recently, Senator King introduced bipartisan legislation alongside SVAC Chairman Senator Jerry Moran (R-KS) to improve care coordination for veterans who rely on both VA health care and Medicare. In February, Senator King was honored by the Disabled American Veterans as its 2025 Legislator of the Year. Last year, he was recognized by the Wounded Warrior Project as the 2024 Legislator of the Year for his “outstanding legislative effort and achievement to improve the lives of the wounded, ill, and injured veterans.” Senator King recently joined SVAC Ranking Member Senator Blumenthal in writing a letter to Secretary Collins raising concerns over proposed $1 spending limits on VA purchase cards which are used to pay for gas to transport disabled veterans to apportionments, buy medical supplies and more. Senator King also joined his colleagues in raising concerns over proposed plans to terminate 83,000 VA employees, and participated in a special investigative SVAC hearing to question witnesses who were terminated due to DOGE cuts. Last month, Senators King and Blumenthal wrote again to Secretary Collins demanding an explanation for DOGE cuts at VA that would impact health care for Maine veterans.

These activities began soon after January 20 and are ongoing.

    The preliminary findings after analyzing more than 650 VA contracts “terminated for convenience” between January 20 and May 30, 2025, extracted from federal contracting databases, are that a majority appear to be for services directly for veterans or critical VA operations to include for safe health care delivery. They include more than two dozen for medical supplies and equipment; four for cancer and tumor registries; more than 110 for construction and infrastructure services to include maintenance of boilers; prosthetics, including the conversion of a van for a veteran; more than 15 nursing home care contracts; more than 150 dealing with a wide range of quality of care, medical oversight, and hospital accreditation preparedness services; PACT Act implementation; and more. These are all areas that have been the subject of hundreds of OIG reports and investigations and known to be matters in which VA needs more support, not less. In addition, to date, no evidence has been provided by VA that any thoughtful contingency planning was put into place before these services were cancelled. Compounding our concerns are the hiring freeze, deferred resignations, terminations, and planned mass reductions of VA’s workforce that in theory is responsible for absorbing some of this work.

    To add to these alarming facts, recent media investigations, to include two stories released by ProPublica on June 6, have found evidence that DOGE and VA officials used ill-conceived Artificial Intelligence (AI) formulas and algorithms to make or inform contract cancellation decisions—cutting out meaningful input from VA career experts to assess the impact of ending these services. This adds an entire new level of unease connected to the decision-making, security, governance, and quality control of the entire process.

    As way of background, on February 24 and 25, 2025, Secretary Collins announced on social media his plan, carried out with Elon Musk and DOGE, to cancel hundreds of VA contracts he claimed were for “PowerPoint slides and meeting minutes” and indicated were valued at $2 billion. After directing career officials in the Department to start the cancellations, a list of more than 870 contracts was leaked to Congress and the media. The reality was that these contracts were predominantly for direct services for veterans or supporting VA operations including: suicide prevention and mental health treatment; disability claims processing, exams and auditing; radiology services; outreach regarding burial benefits and health care services; and contracts to conduct oversight activities to identify and prevent waste, fraud, and abuse.

    When the true content of mass contract cancellations was exposed, VA’s leadership team directed career officials to pause some cancellations. Public records show some contracts previously cancelled at the Secretary’s direction were then reversed while others remain cancelled and new contracts are being cancelled each week. On March 3, 2025, VA announced that instead of more than 870 contracts, it would cancel 585 contracts with an alleged value of $1.8 billion but provided no details. This has been a consistent pattern and problem. Despite repeated requests in letters to the Secretary, questions at hearings, and dozens of emails to VA officials, as of the date of this letter, the Department has not provided a single briefing or a complete and accurate list of the contracts it has cancelled, descoped, modified, or otherwise changed as part of this process or the underlying methodology, reasoning, and contingency planning. On May 16, VA provided Congress with a list of more than 445 contracts which it indicated were “terminated and closed.” This list was so riddled with errors and inaccuracies to call into question the veracity of the entire document.

    Since the beginning of this process, Secretary Collins and VA officials have repeatedly denied—without supporting evidence—that the cancellations will negatively affect veterans or VA operations, including saying:

    • “[t]he termination of these contracts will not negatively affect Veteran care, benefits or services, and will help VA better focus on its core mission: providing the best possible care and services to Veterans, their families, caregivers and survivors”, VA Press Release, March 3, 2025;
    • “as part of its review, VA career subject-matter expert employees responsible for the contract cancelations were given the option to stop a cancellation if they felt it would negatively impact health care, benefits or services for Veterans or VA beneficiaries”, VA Press Release, March 3, 2025;
    • “VA will not cancel contracts for work that provides services to veterans or that the agency cannot do itself without a contingency plan in place”, VA Spokesperson, “DOGE Developed Error-Prone AI Tool to “Munch” Veterans Affairs Contracts,” ProPublica, June 6, 2025;
    • “[c]ontracts that directly support Veterans, beneficiaries or provide services VA cannot do itself, such as a nurse who sees patients or an organization that provides third-party certification services, respectively, were not canceled. Contracts that involved services VA has the ability to perform itself were typically canceled”, Secretary Collins, letter to Congress, May 2, 2025.

    Based on these findings and information, we ask VA OIG to conduct a review of these matters which may include a focus on:

    • the impact of these cancellations on veterans, their families, caregivers and survivors health care, benefits, memorial affairs and related services;
    • the impact of these cancellations on VA operations such as quality of care oversight, patient safety, accreditation, medical supplies and equipment, IT security, research, construction and maintenance;
    • the use of AI and/or algorithms to guide decision-making to include the recipient and purpose each VA contract identified by DOGE VA employee Mr. Sahil Lavingia that has been terminated; the formal assignment and instructions given to Mr. Lavingia with respect to assessment of VA contracts to include whether they included the use of AI and the approval of relevant code; the data integrity and protection measures taken, if any, to ensure the safeguarding of any personally identifiable information; and the extent to which this and any other related use of AI by DOGE or the VA violated any policy, procedure, regulation, or statute;
    • the extent, timing, and substantive involvement, if any, of VA career subject matter experts in the decision-making regarding cancellations;
    • the existence of contingency plans to replace the services prior to contract cancellations;
    • an identification of the contracts cancelled, descoped, stopped or allowed to expire at part of this mass cancellation effort;
    • the financial transfer of funding from cancelled contracts to other VA activities; and
    • other relevant matters as determined by VA OIG

    We firmly support VA efforts to regularly review services procured by the Department and that process should be built into any functioning acquisition and program management operation at VA. However, this process, which included cancelling hundreds of contracts, many in a several-day period, then restoring dozens just a few days later, is not an indication of good program management but rather waste, carelessness, and chaos. We are deeply concerned about how these cancellations, which are ongoing, are or will impact veterans’ health care, benefits, and other services; harm VA’s ability to perform oversight and program improvement; and eliminate or significantly hinder the availability of critical tools to maintain safe and clean facilities.

  • MIL-OSI China: Scientists join classrooms to inspire teenagers to become innovators

    Peking University life sciences professor Zhang Yan, who has been researching Alzheimer’s disease for two decades, has taken on a new mission this semester: educating young teens.

    Beyond lectures and experiments, Zhang is committed to giving her young students an authentic glimpse into the world of scientific research. She believes such hands-on learning should begin early in basic education, and as a scientist, she sees it as her responsibility to contribute.

    Zhang is one of thousands of researchers to be appointed as a “vice principal of science” — a position introduced by China’s Ministry of Education two years ago, in an initiative aiming to ensure every primary and secondary school engages the services of at least one scientific researcher from a university, research institute or technology company to strengthen science education.

    Scientist-led classes

    Dressed in a T-shirt and jeans, sipping milk tea and switching seamlessly between Chinese and English, Zhang teaches her middle school students much like she does her doctoral candidates in university labs.

    This casual approach is the first message she hopes to convey: scientists are not always solemn, bookish or eccentric. During her first lecture at Beijing Guangqumen Middle School in late May, she said that in reality, many scientists have diverse interests, lead balanced lives and possess both intellectual and emotional intelligence.

    Similarly, Zhang seeks to dispel another common misconception about careers in science: success comes solely from hard work, much like scoring high in college entrance exams.

    “You may spend years with few breakthroughs, and that is the first challenge scientists must face — learning to deal with frustration,” she said in English during a recent class.

    Her students listened carefully, not distracted by phones or computers. They are preparing to enter senior high school after their summer vacation, and in three years, they will choose a university and a major.

    “The earlier they learn, the more they benefit,” Zhang said, noting that understanding scientific careers as teens will help them make choices in the future.

    Using examples ranging from the discovery of penicillin to the gene-editing of white mice in labs, Zhang also encouraged her young students to develop habits of critical thinking, questioning authority and pursuing lifelong learning.

    Next month, she plans to take them to her university lab, where they will observe and conduct basic scientific experiments.

    “They will experience real scientific work,” she said.

    National push

    To make classes more engaging, researchers nationwide are adopting diverse approaches. Besides lab experiments, some organize field expeditions or showcase models of scientific facilities such as lunar probes, submarines and large telescopes.

    The study of emerging technologies like AI and humanoid robots has also made its way into classrooms, becoming part of the content being taught by scientists.

    Tasked with more than teaching, these vice principals of science also help schools with science curriculum planning, teacher training and bringing in scientific resources, forming part of the country’s broader picture of science education.

    Since 2023, under a national “double reduction” policy launched in 2021 to ease the burdens of excessive homework and off-campus tutoring that students face in their compulsory education years, greater emphasis has been placed on enhancing science education and nurturing young people with both the potential to become scientists and aspirations to dedicate themselves to scientific research.

    According to a January report by the state broadcaster CCTV citing the latest data from the Ministry of Education, 45 percent of primary and secondary schools have appointed a vice principal specializing in science over the past two years.

    Schools are also striving to nurture their own science teaching staff. Beijing Haidian Aerospace Tuqiang Primary School, for example, employs 15 full-time or part-time science teachers. The number of science teachers in the country’s junior high schools has increased by more than 8,400 nationwide, and by over 28,000 in senior high schools.

    And technology firms are also joining this national push for improved science education. Leading AI company iFlytek has launched study tour programs to showcase its voice-recognition tools and robots to students, and carmaker Geely has opened its workshops to students, allowing young people to learn about the manufacturing process of new energy vehicles.

    Duty of educators

    However, serving as a school educator does not offer extra pay or benefits for her research work, Zhang said. “It is purely driven by a sense of duty.”

    China has intensified efforts to encourage scientist participation in science education. A revised Science and Technology Popularization Law came into effect last year and introduced concrete measures, such as those on professional recognition and evaluation, to reward researchers for public engagement.

    Zeng Fankui, a researcher at the Lanzhou Institute of Chemical Physics under the Chinese Academy of Sciences, is passionate about popularizing his potato studies and serves as vice principal of science at three local schools.

    He applauds the progress the country has made in science education, but points to some problems: many rural schools lack proper science equipment and specialized teachers, and traditional mindsets that prioritize rote learning over scientific thinking remain.

    Xiong Bingqi, dean of the 21st Century Education Research Institute, said that the goal of the vice principal of science role is to cultivate true scientific literacy.

    “If science classes only assign mechanical exercises, AI could replace them,” he warned, adding that science education should shift focus from knowledge delivery to the cultivation of self-directed learning and nurturing innovation.

    Students crammed with scientific knowledge alone will find it difficult to adapt to the rapid changes of the future, Xiong said.

  • MIL-OSI China: Chinese researchers reintroduce critically endangered plant into wild

    Chinese researchers have successfully reintroduced Petrocosmea grandiflora, a critically endangered plant long thought lost, into its natural habitat in the sinkholes of Mengzi City, in the Honghe Hani and Yi Autonomous Prefecture of southwest China’s Yunnan Province.

    The conservation effort was led by the Germplasm Bank of Wild Species (GBOWS), operated by the Kunming Institute of Botany under the Chinese Academy of Sciences, in collaboration with the local forestry and grassland bureau.

    The journey began in 2021, when researchers conducted a preliminary survey of sinkholes around Mengzi. On June 17 of that year, the researchers used drone surveillance and professional climbing teams to descend into a massive sinkhole — over 100 meters wide and up to 100 meters deep — to collect and study germplasm resources. There, they rediscovered a wild population of Petrocosmea grandiflora, a species that had not been seen in over 125 years.

    Endemic to China, the plant was first described in 1895 by a British botanist, based on specimens collected in Mengzi by Northern Irish botanist William Hancock.

    While the specimens were preserved at the Royal Botanic Gardens, Kew, in Britain, the species remained absent from scientific observation for more than a century.

    The rediscovery marked a turning point. In October 2021, GBOWS researchers began asexual propagation of the species to address its scarcity in the wild and its low rate of natural reproduction. Hundreds of seedlings were cultivated in laboratories and greenhouses.

    Last weekend, those lab-grown plants were returned to the wild.

    Two reintroduction sites were selected. The first was the original sinkhole, which offers ideal ecological conditions and minimal human disturbance. The second site, located about 1 km away, is a shaded limestone cliff near an agricultural road, selected for its accessibility to facilitate monitoring.

    To replicate the plant’s natural habitat, the researchers planted the seedlings on near-vertical limestone cliffs. Long-term monitoring of the reintroduced populations will be carried out jointly by the participating institutions.

    “This represents a full-circle scientific endeavor made possible by relentless effort,” said Cai Jie, deputy director of GBOWS. “From the accidental rediscovery of the critically endangered Petrocosmea grandiflora, to its successful propagation in the lab, and now its return to the wild, it’s a powerful testament to China’s commitment to biodiversity conservation.”

    As part of China’s national strategy to safeguard strategic biological resources and promote scientific innovation, GBOWS has been collecting, preserving and researching wild germplasm from China and its surrounding regions.

    By the end of 2024, GBOWS had preserved more than 100,000 plant seed accessions from over 12,000 wild species, along with about 10,000 species and 70,000 samples of plant DNA. Its collection also includes microbial strains, fungal specimens and animal germplasm, totaling 27,000 species and 330,000 biological samples.

  • MIL-OSI China: AIIB’s first decade marks a path of multilateral, sustainable development

    As the Asian Infrastructure Investment Bank (AIIB) marks its 10th anniversary, the multilateral development bank is playing an increasingly prominent role in advancing connectivity, green growth, and sustainable development across regions.

    Founded in 2015, AIIB has grown from 57 founding members to 110 across six continents, covering 81 percent of the world’s population and 65 percent of global GDP.

    Over the past decade, it has approved over 60 billion U.S. dollars in financing for 320 projects, leveraging more than 200 billion U.S. dollars in infrastructure investment.

    From electrifying rural Bangladesh to building roads in Cote d’Ivoire, AIIB-supported projects are narrowing infrastructure gaps and improving lives across continents.

    Infrastructure transforming lives

    In Padmo Para village near Dhaka, Bangladesh, local resident Najma Aktar recalls a time when her family studied by the light of a kerosene lamp. That changed in 2016, when the AIIB provided a 165 million U.S. dollar loan to upgrade the local power grid.

    As the bank’s first standalone financed investment, it brought electricity to 12.5 million rural residents, transforming their daily lives.

    By the end of 2024, AIIB has supported over 51,000 kilometers of transport infrastructure — enough to circle the Earth more than once — and benefited more than 410 million people.

    In Indonesia, AIIB supported the upgrading of urban slums, improving the lives of nearly 10 million people. In China’s Yunnan Province, airport expansion enhanced flower exports and boosted farmers’ incomes by 25 percent. In Uzbekistan, AIIB helped extend access to clean water for 660,000 residents.

    “AIIB’s concrete actions have effectively helped bridge global infrastructure investment gaps, advanced regional development, and contributed positively to global economic growth,” said Lu Feng, professor at Peking University.

    Multilateral platform for cooperation

    “AIIB was established on the principles of multilateralism and high international standards,” the bank’s president Jin Liqun told Xinhua in a recent interview, noting that these principles have enabled the bank to earn broad trust and participation across the globe.

    AIIB’s investments span not only Asia but also Africa, Latin America, and beyond, reflecting its commitment to promoting global sustainable development.

    “Asia cannot thrive in isolation,” Jin said, noting that while the bank’s primary focus is Asia, its work also supports broader cooperation that contributes to meaningful development outcomes around the world.

    Reflecting this vision, AIIB has actively expanded its global partnerships and collaborative financing efforts. It is now the largest co-financing partner of the World Bank and the Asian Development Bank, and has built partnerships with over 100 organizations, including multilateral and regional institutions, policy banks, private sector players and philanthropy foundations.

    On the capital markets side, AIIB had issued over 54 billion U.S. dollars equivalent bonds in multiple currencies as of the end of May, and has consistently maintained triple-A credit ratings from Moody’s, S&P, and Fitch. Moody’s, for instance, credited the bank’s top rating to its strong financial footing, well-performing assets, and ample liquidity.

    Investing in infrastructure for tomorrow

    Amid rising global challenges, AIIB is positioning itself as a future-oriented development bank that supports both traditional and digital infrastructure for the long haul.

    In 2020, the bank launched its corporate strategy themed “Infrastructure for Tomorrow,” with priorities including green infrastructure, technology-enabled infrastructure, connectivity and cross-border cooperation, and private capital mobilization.

    By 2025, at least 50 percent of its approved financing was expected to support climate-related projects, a target the bank achieved in 2022, three years ahead of schedule.

    In Cote d’Ivoire, an AIIB-financed rural road project approved in 2023 has made it easier for villagers to reach hospitals and sell cashews and cocoa, even during flood seasons. Local project coordinator Gilbert Ekpini said residents were thrilled with the changes.

    By the end of 2024, AIIB-supported projects had added 21.3 gigawatts of installed power generation capacity of renewable energy, helping to reduce nearly 30 million tonnes of CO2-equivalent greenhouse gas emissions annually.

    The bank is increasingly helping its members embrace the digital era. Last year, AIIB launched InfraTech Portal, a digital platform that shares comprehensive, neutral and free information on infrastructure technologies.

    Abuja (Agenzia Fides) – A Catholic priest was killed in Nigeria while attempting to mediate a family dispute. Father Godfrey Oparaekwe, parish priest of St. Ambrose Church in Ubakala (Umuahia South LGA), in Abia State (southern Nigeria), died on the evening of June 17. According to information from the Diocese of Umuahia and sent to Fides, the priest, accompanied by the couple’s daughter and another man, had gone to the man’s house to recover a motorcycle belonging to the girl. The couple had been in a crisis for some time, to the point where the woman and children had left the house, leaving the man alone. Father Oparaekwe had tried to mediate but was threatened by the man. On the evening of June 17, the man stabbed Father Oparaekwe several times, seriously injuring him, and then threatened other people with the same weapon. The attacker was immobilized, and Father Oparaekwe was taken to hospital. However, the priest died from his injuries a few hours after his arrival.Father Godfrey was born on October 4, 1953, in Ulakwo, Owerri, Nigeria. He was ordained priest in 1983 at the St. Joseph Seminary of Ulakwo, Oweni, Nigeria, in the Diocese of Umuahia. In 2000, he received a Master’s degree in Theology from the Franciscan University of Steubenville, Arizona.     Battambang (Agenzia Fides) – The government of Cambodia has confirmed that the Thai army unilaterally closed all border crossings with Cambodia on the night of June 23. According to the Thai army, border crossings in six Thai provinces bordering Cambodia have been closed, with few exceptions for students or people receiving medical treatment.     • Directs USDA to collect and publish cost-of-production data for organic milk, including the costs of major organic feedstuffs, domestically produced or imported. 
    • Directs USDA National Agricultural Statistics Service (NASS) to gather and report monthly data about the amounts that organic dairy farmers are being paid for organic milk. 
    • Directs USDA NASS, the Economic Research Service (ERS) or Agricultural Research Service (ARS) to publish reports on the cost of production data by state, regional data on the quantity of organic milk production and prices.

    The Justice Department announced today that Greystar Real Estate Partners LLC will pay over $1.4 million to resolve allegations that it violated the Servicemembers Civil Relief Act (SCRA) when it imposed illegal fees on military servicemembers who terminated their leases after receiving military relocation orders.

    The Department alleged that Greystar, the nation’s largest property management company with over 800,000 housing units under management, relied on software that it knew would automatically impose early termination charges on SCRA-protected servicemembers.

    Greystar will set aside $1.35 million to pay affected military members and their co-tenants and will pay a $77,370 civil penalty.  Greystar will pay triple damages to the servicemembers who paid the early termination charges.  The company will also make changes to its policies and training, including adopting SCRA-compliant software and forms at all its properties.

    “We honor the service and sacrifices of our military by defending their rights under the law,” said Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division. “We are aggressively enforcing all laws, including the Servicemembers Civil Relief Act, to protect our military servicemembers and veterans.”

    OXFORD, United Kingdom, June 24, 2025 (GLOBE NEWSWIRE) — Sophos, a global leader of innovative security solutions for defeating cyberattacks, today released its sixth annual State of Ransomware report, a vendor-agnostic survey of IT and cybersecurity leaders across 17 countries that studies the impact of ransomware attacks on businesses. This year’s survey found that nearly 50% of companies paid the ransom to get their data back – the second highest rate of ransom payment for ransom demands in six years.

    Despite the high percentage of companies that paid the ransom, over half – 53% – paid less than the original demand. In 71% of cases where the companies paid less, they did so through negotiation – either through their own negotiations or with help from a third party. In fact, while the median ransom demand dropped by a third between 2024 and 2025, the median ransom payment dropped by 50%, illustrating how companies are becoming more successful at minimizing the impact of ransomware.

    Overall, the median ransom payment was one million dollars, although the initial demand varied significantly depending on organization size and revenue. The median ransom demand for companies with over $1 billion in revenue was five million dollars, while organizations with $250 million revenue or less, saw median ransom demands of less than $350,000.

    For the third year in a row, exploited vulnerabilities were the number one technical root cause of attacks, while 40% of ransomware victims said adversaries took advantage of a security gap that they were not aware of – highlighting organizations’ ongoing struggle to see and secure their attack surface. Overall, 63% of organizations said resourcing issues were a factor in them falling victim to the attack, with lack of expertise named as the top operational cause in organizations with more than 3,000 people and lack of people/capacity most frequently cited by those with 251-500 employees.

    “For many organizations, the chance of being compromised by ransomware actors is just a part of doing business in 2025. The good news is that, thanks to this increased awareness, many companies are arming themselves with resources to limit damage. This includes hiring incident responders who can not only lower ransom payments but also speed up recovery and even stop attacks in progress,” says Chester Wisniewski, director, field CISO, Sophos.

    “Of course, ransomware can still be ‘cured’ by tackling the root causes of attacks: exploited vulnerabilities, lack of visibility into the attack surface, and too few resources. We’re seeing more companies recognize they need help and moving to Managed Detection and Response (MDR) services for defense. MDR coupled with proactive security strategies, such as multifactor authentication and patching, can go a long way in preventing ransomware from the start.”

    • Ransom Payments Vary by Industry: State and local government reported paying the highest median amount ($2.5 million), while healthcare reported the lowest ($150,000).
    • Companies are Getting Faster at Recovery: Over half (53%) of organizations fully recovered from a ransomware attack in a week – up from 35% last year. Only 18% took more than a month to recover – down from 34% in 2024.

    Illustrators from the Children’s Book Illustration MA course at Anglia Ruskin University (ARU) have won the top two prizes at the national Macmillan Prize for Illustration.

    First prize and a cheque for £1,000 went to Marguerite Davidson, while Carol Law, who graduated from the ARU course last summer, received the runner-up award and a prize of £500.

    Known as the “Mac Prize”, the award was established in 1985 and is open to all non-professional illustrators based in the UK. This year the prestigious competition, which is celebrating its 40th birthday, received almost 400 entries.

    Marguerite, who is originally California and holds degrees in Studio Arts and in Film Production from San Diego State University, won for her picture book Do You Want To Play? She received the award from Joanna Prior, CEO of Pan Macmillan, at a ceremony held at Pan Macmillan’s London offices and will graduate from ARU’s Children’s Book Illustration MA course next month.

    “I love creating stories with warmth, silliness, and cheeky animal characters. I work with a multitude of different media, but my current favourite is screen printing. I enjoy using a limited palette and building up layers of colour, texture, and shape.

    “The initial idea for Do You Want To Play? came from a recurring image in my sketchbook of a stampede of animals all pushing and shoving their way out of the pages. I am fascinated by books that engage the reader in surprising ways, so I set about creating a story where the reader is trying to help the characters escape the book.

    “I love to make people laugh with my stories, and that is at the heart of this project. My tutors encouraged me to enter the Macmillan Prize for Illustration, and I am thrilled to have won! It is such a great honour to win this competition especially with this project, which is so close to my heart.”

    Meanwhile, Will Knight, who is also graduating from the MA course this summer, has been named as the winner of the Children’s Illustration category at the Batsford Prize 2025. And as with the Macmillan Prize, ARU enjoyed a one-two at the awards, run by independent trade publishers Batsford, with Will’s fellow student Vannysha Chang receiving the runner-up prize.

    Will impressed the judges with his work The House Dragon, a story about a child left behind accidently when his family move home, and the dragon who protects him. 

    “We’re delighted to award the children’s illustration prize to Will Knight for The House Dragon. This submission impressed all the judges with its mix of media – from a video showing a physical 3D model of the dragon, through working sketches and the final finished art. The illustrations are very accomplished, visually stunning and show an inventive range of perspectives – and it’s a funny story too.”

    Colleagues collect the Excellence in Transport Design award for the Roseburn to Union Canal project at the Scottish Transport Awards 2025.

    Edinburgh received six accolades last week at the annual Scottish Transport Awards in Glasgow.

    The Council was recognised for the Roseburn to Union Canal project, picking up the Excellence in Transport Design award, alongside our work on tackling pavement parking with our contractor NSL, winning the Most Effective Road Safety, Traffic Management & Enforcement Project.

    Lothian’s Country Service 43 took home the Best Bus Service award and their work alongside Police Scotland during Operation Crackle around Halloween and Bonfire Night won the Excellence in Social and Community Value gong.

    The Royal Highland Show won the Contribution to Sustainable Transport award with their Traffic Management Working Group.  

    Finally, the Edinburgh & South East Scotland City Region Deal were recognised for their Workforce Mobility Project which won Best Practice in Transport Planning.

    The Scottish Transport Awards have for over two decades, brought the transport community together to recognise and celebrate industry achievements across Scotland.

    Transport and Environment Convener, Councillor Stephen Jenkinson said:

    I was delighted to attend the awards last week. I’m really proud of all the projects in our city which were recognised by experts from across the country. These represent a good mix of initiatives from both the Council and our fantastic partner organisations.

    HANGZHOU, June 24 (Xinhua) — Russian woman Shahnaz Gubaidullina saved an elderly Chinese woman from drowning in Shaoxing City, east China’s Zhejiang Province, on Monday morning.

    According to local media, Shahnaz was walking on a bridge in Yuecheng District when she saw an elderly woman who had fallen into a river. Without hesitation, she jumped into the water to save the drowning woman. “I have been able to swim since I was a child, so I jumped into the river without thinking twice,” she said.

    According to Shahnaz’s recollections, the elderly woman was choking on a large amount of water and was drowning unconscious when the Russian woman grabbed her. The girl tightly grabbed the elderly woman from behind with her arms and tried with great difficulty to reach the shore.

    At this time, passers-by noticed them and extended a long rescue pole to the river. With the help of many passers-by, the woman was successfully rescued.

    Shahnaz was traveling in Shaoxing when the incident occurred. After the incident, the rescued woman’s family invited the girl to their home so she could rest and found new, clean clothes for her.

    “They still kept my contacts and invited me to visit them the next time I come to Shaoxing,” the Russian woman said. -0-

  • MIL-OSI Security: Nation’s Largest Property Management Company to Pay Over $1.4M for Unlawful Charges on Military Servicemembers

    The Justice Department announced today that Greystar Real Estate Partners LLC will pay over $1.4 million to resolve allegations that it violated the Servicemembers Civil Relief Act (SCRA) when it imposed illegal fees on military servicemembers who terminated their leases after receiving military relocation orders.

    The Department alleged that Greystar, the nation’s largest property management company with over 800,000 housing units under management, relied on software that it knew would automatically impose early termination charges on SCRA-protected servicemembers.

    Greystar will set aside $1.35 million to pay affected military members and their co-tenants and will pay a $77,370 civil penalty.  Greystar will pay triple damages to the servicemembers who paid the early termination charges.  The company will also make changes to its policies and training, including adopting SCRA-compliant software and forms at all its properties.

    “We honor the service and sacrifices of our military by defending their rights under the law,” said Assistant Attorney General Harmeet K. Dhillon of the Justice Department’s Civil Rights Division. “We are aggressively enforcing all laws, including the Servicemembers Civil Relief Act, to protect our military servicemembers and veterans.”

    “America’s servicemembers devote their lives to defending our nation and must be able to do so without undue burdens,” said U.S. Attorney Bryan Stirling for the District of South Carolina. “The Servicemembers Civil Relief Act protects our military families from unfair hardships such as penalties for terminating a housing lease to fulfill military orders. We will continue to defend and support those who keep our country safe.”

    The Department’s enforcement of the SCRA is conducted by the Civil Rights Division’s Housing and Civil Enforcement Section in partnership with U.S. Attorneys’ Offices throughout the country. Since 2011, the Department has obtained over $483 million in monetary relief for over 148,000 servicemembers through its enforcement of the SCRA.   • MIL-OSI Security: Met officers foil drug gang murder plot

    Two drug kingpins have been found guilty of importing and dealing a tonne of cocaine and plotting a murder, following one of the largest EncroChat investigations in history led by Met detectives.

    The Met’s investigation uncovered the two men’s plan to commit a murder, as well as their role in delivering millions of pounds worth of drugs across the capital and beyond.

    The evidence of the offences were identified after officers trawled through thousands of messages on encrypted communication service EncroChat.

    Thought to be impenetrable by law enforcement, Met officers accessed chats between James Harding and Jayes Kharouti.

    It was identified that James Harding, 34 (01.01.1991), of Alton, Hampshire, was the head of a sophisticated organised drug dealing network, turning over an estimated £5 million profit in just 10 weeks. Harding resided in Dubai at the time of his arrest.

    Harding was found guilty by the jury of conspiracy to supply Class A drugs and conspiracy to commit murder on Tuesday, 24 June at The Old Bailey, following a seven-week trial.

    Kharouti, 39, (09.02.1986) of Depot Road, Epsom, previously admitted to his role in supplying drugs on Friday, 8 November 2024 at The Old Bailey. He was also found guilty of conspiracy to commit murder alongside Harding on Tuesday, 24 June at the same court.

    Chats on the encrypted messaging site unveiled they both spoke, in detail, about their plan to kill a suspected drug courier from a ‘rival crime network’.

    Detective Chief Inspector Jim Casey, who led the investigation, said: “This conviction sends a clear message: no matter how sophisticated the methods, criminals cannot hide behind encrypted software.

    “This operation dismantled a major supply chain and is a testament to the relentless work of our officers.

    “We monitored their drug-dealing activity but then we saw the group discussing the contract killing of a rival.  We moved fast to protect those in danger.

    “Harding and Kharouti planned to kill, we stopped that and put them before the courts.”

    This case is part of a wider operation to take down those who utilised EncroChat, after the National Crime Agency (NCA) passed information onto the Met after European agencies cracked the encrypted communications platform.

    So far, Met investigations have led to more than 5,000 years-worth of prison sentences for criminals on the site.

    Detective Inspector Driss Hayoukane QPM, who oversaw the Met’s EncroChat operation, added:

    “Thanks to the tenacity and commitment from Met officers, over 500 criminals have been successfully convicted since the EncroChat platform was cracked back in 2020, leading to well over 5,000 years of sentences being handed down to those involved.

    “This represents our commitment to combatting illegal drug supply, as well as the serious violence that comes with it.

    “Our work doesn’t stop here – we will continue to pursue those who profit from bringing harm to our communities and will continue to deliver our mission of reducing crime.”

    The investigation

    Following the thorough investigation into a series of conversations on EncroChat, the Met discovered Harding used the handle “thetopsking”, while Kharouti used “besttops”. They used the platform to confidently communicate with each other about their vast criminal enterprise.

    The Met spent hundreds of hours reviewing and analysing these messages. Among them were clear conspiracies to carry out a murder of a rival drug gang member with detailed plans, involving recruiting paid hitmen, arranging firearms and getaway vehicles. They had also discussed times, dates and locations.

    This was on top of plans to coordinate deliveries of hundreds of kilograms of cocaine across the country, manage their vast finances and discuss security threats.

    The court heard that approximately 50 importations were made into the UK, with a total weight of one tonne, between April and June 2020.

    This allowed Harding to live a lavish lifestyle in the United Arab Emirates, where he conducted his criminal enterprise.

    The arrests

    Harding was arrested on Monday, 27 December 2021 at Geneva Airport, Switzerland. On Friday, 27 May 2022, he was extradited from Switzerland to the UK when he was arrested by Met officers.

    Kharouti’s home was searched in 2020 after he was linked to the messages. Police found a handset with the same number he gave to Harding. He fled the country shortly after this, before being found in Turkey and extradited back to the UK.

    They are both due to be sentenced at the Old Bailey on Thursday, 26 June.

    Police are appealing for information about the whereabouts of a missing teenager from Ladbroke Grove.

    Aaliyah Ekedi-Morrow, 14, was reported missing from the W10 area on Wednesday, 11 June.

    She was last seen at 14:35hrs wearing her school uniform which includes a black blazer, a white shirt, a black skirt and a black and pink striped tie.

    She is of slim build and has light brown hair that she often wears in a bun. Aaliyah is known to visit the Dollis Hill area.

    “Due to Aaliyah’s age and the period of time she has been away from home we remain very concerned for her wellbeing.

    “I urge anyone including Aaliyah’s friends and family, who may have seen her or have information concerning her safety and whereabouts to please get in touch with police as soon as possible.”
