    WASHINGTON, D.C. — With Maine facing a severe weather season, U.S. Senator Angus King (I-ME) joined his colleagues calling on the White House to nominate an experienced Federal Emergency Management Agency (FEMA) administrator. In a letter to President Donald Trump, King and his colleagues expressed serious concern about the ongoing absence of a Senate-confirmed FEMA Administrator and steps his administration has taken to weaken and destabilize the agency, including the abrupt termination last month of Cameron Hamilton, the Senior Official Performing the Duties of FEMA Administrator.  
    To date, President Trump has failed to nominate an Administrator or appoint someone who satisfies the qualifications specified for the role. David Richardson — Mr. Hamilton’s replacement as the Senior Official Performing the Duties of FEMA Administrator — told agency staff last week that he did not know the United States has a hurricane season.
    “In recent months, your administration has reduced FEMA staff by roughly 30%, rescinded grant funding local communities rely on to recover from disasters and significantly scaled back emergency management training for state officials,” wrote the Senators. “Taken together, these actions have impeded ongoing recovery efforts and undermined the national response to future natural disasters.” 
    “We agree that FEMA can do better and needs reform. But dismantling the agency and weakening its leadership will only leave states and localities stranded when disaster strikes. To preserve the long-term integrity of FEMA and ensure our nation’s preparedness for future disasters, we urge you to nominate a qualified Administrator that will restore confidence in the agency as soon as possible,” the Senators concluded. 
    In addition to Senator King, the letter was cosigned by Senators Peter Welch (D-VT), Sheldon Whitehouse (D-RI), Mazie Hirono (D-HI), Jack Reed (D-RI), Richard Blumenthal (D-CT), Jeanne Shaheen (D-NH), and Maggie Hassan (D-NH).

    $564 million in proposed budget cuts to USGS will undermine science that helps fight avian flu, monitor droughts, track wildfires
    WASHINGTON – U.S. Senators John Hickenlooper and Michael Bennet joined 17 of their Senate colleagues to call out the Trump administration’s assault on the U.S. Geological Survey (USGS) and the agency’s key science programs. In their letter to Secretary of the Interior Doug Burgum, the senators warned that the President’s proposal to cut $564 million in USGS funding – along with plans to lay off hundreds of scientists and potentially close research centers nationwide – would jeopardize public safety and undermine crucial scientific research.
    “The proposed budget cuts are not about ‘efficiency’ – they represent a retreat from federal responsibility and a dismantling of the scientific infrastructure that communities, industries, and governments depend on every day,” wrote the senators. “These proposed budget cuts could mean abandoning research and monitoring that helps farmers guard against wildlife diseases like avian flu, delaying when real-time water and hazard data is provided for disaster response, and ending collaborations that monitor invasive species, harmful algal blooms and wildfire risks.”

    We write to express concern over recent and proposed actions by the Department of Government Efficiency (DOGE) and broader administrative decisions that together threaten the integrity and continuity of the U.S. Geological Survey (USGS). Specifically, the potential termination of General Services Administration (GSA) leases supporting USGS centers across the country— alongside USGS’s proposed FY2026 budget cut of $564 million and the reported planned terminations of hundreds of scientists—represents a multi-front assault on the nation’s scientific infrastructure.
    The USGS is a premier science agency with a critical role in monitoring and analyzing the nation’s resources, including water, ecosystems, natural hazards, minerals, and energy. Its scientific expertise and robust data collection efforts support public safety, environmental stewardship, and national economic resilience. USGS’s work underpins the ability of federal, state, and local governments, Tribal nations, industry, and communities to make informed decisions—particularly in areas such as disaster preparedness, climate adaptation, water resource management, and ecosystem protection.
    The proposed budget cuts are not about “efficiency”— they represent a retreat from federal responsibility and a dismantling of the scientific infrastructure that communities, industries, and governments depend on every day. USGS supports work that directly protects public health, strengthens our economy, and informs disaster preparedness and response.     The potential termination of USGS leases, many of which house Water Science Centers, Climate Adaptation Science Centers, and Ecosystems Research Centers, threatens regional scientific capacity at a time when local expertise and place-based science are most needed. These facilities provide critical support to states, local communities, and Tribal Nations as they confront unprecedented drought, wildfires, habitat loss, and other climate-related disruptions. Reliable Page 2 scientific information is essential to both our national economy and the safety of communities across the country.
    While DOGE’s actions are framed as efficiency measures, the potential impact of terminating these leases – without transparent criteria or coordination – as well as slashing $564 million from the budget and crippling of the scientific workforce raises serious questions about continuity of operations. If implemented, these changes to USGS would directly impair the federal government’s ability to assess and respond to threats in real time.
    Given this uncertainty and the far-reaching implications of these actions, we request immediate clarity on the following by June 19, 2025:
    1. What is the current status of all USGS leases and what facilities are at risk of lease termination?
    2. What criteria were used to select these leases for potential termination, and how was USGS consulted in this process?
    3. What plans are in place to ensure uninterrupted mission support—particularly for key activities under the Water Resources, Natural Hazards, and Ecosystems Mission Areas— if these facilities are closed?
    4. Where will affected employees be relocated, and how will critical field and lab operations be maintained in the interim?
    5. How will USGS ensure that existing commitments to state and local governments, tribal partners, and other stakeholders are honored, particularly for time-sensitive water data and hazard alerts?
    6. What USGS staff positions are on the list for termination (please include title and location)? When will the terminations be implemented?
    7. Do any of the USGS employees on the list for termination have salaries funded by reimbursable contracts with external partners? If so, how many such employees are affected, and what is the amount of federal savings that would be generated from their termination?
    8. Given the planned reduction in force, how will existing staff fill the gaps in order to fulfill the USGS mission?
    9. What programs will be eliminated by the $564 million proposed budget cut?
    The scientific integrity, public safety responsibilities, and operational continuity of the USGS must not be compromised by administrative actions taken without proper oversight or consultation. We appreciate your attention to this matter and look forward to your prompt response.

  • MIL-OSI United Kingdom: Freeze on cost of 2025/26 garden waste bin permits

    Garden Waste Permits from Highland Council are now available for the 2025/26 season. To support continued garden waste recycling, the price for the upcoming 2025/26 permit will remain unchanged at £48.95 per permit, the same as last year. There are between 19 and 20 collections per season depending on which day of the week collections fall, which equates to approximately £2.50 per collection for each garden waste bin.

    Councillor Graham MacKenzie, Chair of the Communities and Place Committee said: “Although our service costs have gone up, the Council has agreed to freeze the price of the garden waste permit at £48.95 this year, in light of ongoing financial pressures faced by many households. By maintaining the price, we can avoid passing on any increases to our customers this year. We hope this decision encourages our current customers to keep up their fantastic recycling efforts and inspires others to sign up and join the service.”

    Permits are now available to purchase online and through the Service Point network for the 2025/26 permit season.

    Current 2024/25 permit holders will receive renewal reminders over the coming weeks and the optional fortnightly garden waste collection service is also available to new customers who live within the designated collection areas. Householders can visit the Council’s website to check if they live in a garden waste collection service area. 

    Councillor MacKenzie continued: “Recycling garden waste like grass cuttings, leaves, branches, hedge trimmings and flowers plays a key role in our overall recycling efforts here in Highland. People often think of recycling as just paper, cardboard, cans, and plastics—but garden waste is just as important and makes a real difference to our recycling rates. Garden waste could be composted at home or taken to Household Waste Recycling Centres or recycled through the garden waste collection service rather than being thrown away in non-recyclable waste bins. It is a great way to reduce your carbon footprint to create a healthier, more sustainable Highland and to help combat climate change.”

    The new permit season starts on Monday 1 September 2025 and runs to 31 August 2026, with a winter break in the months of December, January and February. Demand for permits will be high in the weeks immediately prior to the 2025/26 service commencing in September, therefore householders are encouraged to sign-up by 1 August to ensure they receive permits in time for the first collections.

    Customers can continue to order garden waste permits after 1 August; however, the Council cannot guarantee that permits ordered beyond this date will arrive in time for the first collections of the 2025/26 permit year.

    The service is optional, and householders are also able to take their garden waste along to their local Household Waste Recycling Centre free of charge.

    This week The Highland Council’s In-House Bus team have launched an additional service to transport passengers from the city centre to Dores.

    The journey, which will run Monday – Friday will be known as the 302A service.  The existing full 302 service allows passengers to travel beyond Dores to Foyers where they can enjoy the beautiful “Falls of Foyers” and stroll along the hillside path beside Loch Ness.

    Chair of the Economy and Infrastructure Committee, Councillor Ken Gowans said: “Due to an unprecedented number of visitors who want to go and see Loch Ness we have created this additional run during the summer season. This gives the visitors time to spend walking and admiring the lovely shores of Loch Ness trying to find that elusive monster.

    “For our regular customers who live along that beautiful shoreline we now offer the great value 10 journey ticket which gives substantial savings on our single journey ticket price.”

    Passengers can opt to use online ticket purchases for all of the In-house bus service through the MyTrip app

  • MIL-OSI Global: More free school meals is a start – here’s what would really address child poverty

    All children in England living in households claiming universal credit will soon be eligible for free school meals, the UK government has announced. This will improve the lives of 500,000 more children and save their families £500 per year.

    This will reduce hunger at school. But it will not solve the UK’s child poverty crisis.

    In her spending review on 11 June, Chancellor Rachel Reeves described the move – as well as investment in education – as “a downpayment ahead of publication of the Child Poverty Strategy in the autumn”. However, the two-child benefit cap, which the government is considering scrapping, and challenging school budgets, remain major barriers to addressing child poverty and food insecurity.

    According to analysis from the Institute for Fiscal Studies, the new free school meals policy will ultimately lift 100,000 children out of poverty and cost £1 billion a year. Under the current system, only families in receipt of universal credit and earning below £7,400 a year qualify for free school meals. This incredibly low threshold has excluded a huge number of children living in poverty from getting a good meal at school.

    Reactions have been justifiably positive. Nick Harrison, CEO of social mobility charity the Sutton Trust, has called the move “a significant step towards taking hunger out of the classroom”.

    The Institute for Fiscal Studies pointed out, however, that the implied poverty reducing benefits of the policy will only be realised in the long term.

    This is partly because, since 2018, the eligibility for free school meals has been temporarily widened to mitigate the impact of changes in the welfare system (the roll out of universal credit) on families. During this period, which ended in April this year, children still received free school meals even if family entitlements to universal credit changed.

    This means that many children made eligible for free school meals under the new policy are already receiving them. And far fewer than 100,000 children will immediately be “lifted out of poverty”, as the government had claimed.

    A mission against child poverty?

    The education secretary, Bridget Phillipson, called the new school meals entitlement part of “the moral mission of this government to tackle the stain of child poverty”. She said: “Today this government takes a giant step towards ending it with targeted support that puts money back in parents’ pockets.”

    Such forceful language almost does justice to the scale of the problem. In the UK, 4.45 million children live in poverty. One in five children live in food insecure households – meaning their families struggle to put food on the table.

    My own research shows that a fifth of all schools now run a food bank. Extending free school meals is an undoubtedly positive step but it will only scratch the surface of these much deeper problems.

    Given the depths of child poverty in the UK, the government must build on this development if it really wants to tackle the problem. Firstly, the government must commit to removing the two-child benefit cap, which limits benefits paid for children to the first two children in a family. Doing so would lift 350,000 children out of poverty immediately and reduce the number of children turning up to school too hungry to learn.

    Extending free schools meal coverage is the less contentious policy option. There is, rightly or wrongly, public support for the two-child limit.

    But it is also the comparatively less ambitious and effective one. Lifting the two child benefit cap would help more children at a lower cost per child.

    Secondly, too often the government asks schools to meet essential costs, duties and innovations out of their existing budgets. In the long run, this disadvantages all children and particularly those living in poverty. This needs to change.

    For example, the government currently only funds 75% of the costs of the new national school breakfast clubs. Next year schools will have to find £400 million from their existing budgets to fund pay rises for teachers. This figure dwarfs the amount schools will receive next year for extending free school meals.

    Finally, we need to tackle the root causes of poverty and build viable pathways out of it. This cannot be achieved by largely focusing on education and providing more funding to schools – important as this is.

    Child poverty is shaped by how our welfare and benefits system is organised, insecure and low-paid work, the high costs of housing and bills, and the absence of high-quality services and community resources that help children thrive. Only by tackling all of these issues in a coordinated and progressive way will be able to make child hunger and poverty things of the past, which is where they belong.

  • MIL-OSI USA: Case Opposed Proposed Funding Bill That Shortchanges Critical Military Infrastructure Needs In Hawaii, The Indo-Pacific and NATO

    (Washington, DC) – U.S. Congressman Ed Case (HI-01), a member of the House Appropriations Committee, early this morning voted against the proposed Fiscal Year (FY) 2026 Military Construction, Veterans Affairs and Related Agencies Appropriations funding measure.

    The measure (MILCON-VA) would fund worldwide military construction, the Department of Veterans Affairs (VA) and various small agencies and programs supporting our nation’s some 19 million veterans, including some 112,000 throughout Hawai‘i, and their families.

    The bill is the first of twelve separate bills developed by the Appropriations Committee that would fund the federal government at some $1.6 trillion for FY 2026 commencing October 1st of this year.

    “While the measure does have positive provisions including funding for essential veterans programs, I regrettably had to vote against it because it kicks critical military infrastructure projects down the road yet again, pursues the Project 2025 goal of privatizing VA medical care, shortchanges dedicated funding for Per-and polyfluoroalkyl substances (PFAS) cleanup, eliminates climate resiliency efforts and excludes important VA infrastructure funding,” said Case, who is in his seventh year on Appropriations and previously served on the Subcommittee on Military Construction and Veterans Affairs for four years. He currently serves on its Subcommittees on Defense and Homeland Security. 

    Case spoke to his Appropriations Committee colleagues on the serious deficiencies in the bill that fail to address critical military infrastructure needs throughout the Indo-Pacific (speech here). He stated that only one milcon project is located in the Indo-Pacific despite critical needs in meeting the challenge of the People’s Republic of China. The bill also fails to provide funding for infrastructure in Europe to support U.S. servicemembers working to bolster NATO and deter Russia.

    Case further said that the funding measure specifically advances the privatization of veterans health care by proposing vastly larger increases for medical care provided in private sector compared to shorfunding the government’s VA healthcare system, a key goal of the Project 2025 plan being followed by the Trump administration. By vast margins, veterans oppose privatizing the VA and want to receive their medical care at VA clinics and hospitals with a direct mission to care for veterans and their families as opposed to the private sector.

    Despite these and other significant problems with the bill, Case highlighted positive provisions he requested, including fully funding the budget request for veterans’ medical care at $131.4 billion and for veterans’ toxic exposures-related needs under the PACT Act.

    It also includes $1.3 billion for specific care for women veterans, and supports the Office of Women’s Health, including its childcare initiative. These funds will allow the VA to continue hiring women primary care providers and to increase the number of peer support specialists for women veterans. These efforts have become even more critical as the number of female veterans using VA health care services has increased.  

    “Women veterans often require specialized care due to unique health needs stemming from their military service and gender,” said Case. “With sustained support from my Committee over multiple years, Congress is working to ensure the VA set the standard for women veterans care, ensuring consistent, high-quality services across all facilities.” 

    The measure also continues support as Case requested for the VA Center for Native Hawaiian, Pacific Islander and United States-affiliated Pacific Islander (NHPIUSAPI) Veterans. The center’s doctors and scientists coordinate research from all over the Pacific Islands and the United States to specifically address veterans’ healthcare in the Hawaiian Islands and throughout the Pacific. The center works with the University of Hawai‘i, and the bill encourages the VA to continue partnering with universities in the Pacific region focusing on issues unique to the NHPIUSAPI community. 

    Further details follow: 

    Veterans-Related Programs 

    The bill provides $133.7 billion in discretionary spending for veterans-related programs, an increase of $4.7 billion above the FY 2025 enacted level 

    “Our Hawai‘i veterans and their families make up one of the largest percentages of any state in our nation including in such key areas like women and minority veterans. I continued to focus especially on the often unique challenges of delivering full veterans’ health and other benefits in a diverse island state,” said Case.

    Specific veterans-related programs and provisions requested and secured by Case include:

    ·        $12 million for the Native American Veteran Housing Loan Program, which is $6 million above the FY 2025 level. 

    ·        Contracting preferences for Native Hawaiian owned business that work with the VA. 

    ·        Directing the VA to continue supporting the VA Center for NHPIUSAPI Veterans.

    ·         $1.5 million for a pilot project using the most advanced technology to identify the remains of unidentified fallen servicemembers buried at the National Memorial Cemetery of the Pacific.  

    ·        Directing the VA to develop a plan for more fully providing VA benefits for veterans living in the Freely Associated States. 

    ·         $106 million for the American Battle Monument Commission, which manages the Honolulu Memorial at the National Memorial Cemetery of the Pacific. 

    ·        $60 million for the VA Grants for the Construction of Veterans Cemeteries Program, which regularly provides fundings to support Hawaii’s state cemeteries. 

    ·        $233 million for substance-use disorder (SUD) efforts to ensure veterans can receive timely SUD specialty services. 

    ·        $3.4 billion for the Veterans’ Homelessness Program Resources Account for our nation’s veterans. This funding will enhance homeless veterans service providers ability to provide high demand care such as health services, substance use disorder programs, compensated work therapy and other supportive services.   

    ·        $342 million for Rural Health Initiatives, $5 million above FY 2025 level. This will improve access and quality of care for the more than 3 million enrolled veterans residing in highly rural areas.  

    Military Construction 

    The bill provides $453.6 billion for Department of Defense (DoD) military construction and family housing, $480 million above the FY 2025 enacted level.  

    Specific military construction programs and provisions requested and secured by Case critical to Hawai‘i include:  

    ·          $634 million for the Energy Resiliency and Conservation Investment Program, which funds projects that save energy and water, reduce DoD energy costs and improve energy resilience. 

    ·         Directing the DoD to identify the Army’s investment needs in order to support the wildland firefighters located on Schofield Barracks.   

    ·         Directing the DoD to provide a report on Joint Base Pearl Harbor-Hickam infrastructure development plan, to address ongoing concerns of the aging water and wastewater facilities on the installation. 

    ·          Directing the DoD to assess the aging infrastructure that houses the headquarters of the Marine Corps, Space Force and Special Operations Commands on O‘ahu. 

    ·         Directing the DoD to assess the requirement for a floating drydock at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility.

    ·         Directing the DoD to assess the capacity for battle damage repair of all public shipyards and how to prepare these shipyards for conflict requirements under the Shipyard Infrastructure Optimization Program (SIOP). SIOP is a multi-billion multi-year effort to upgrade the Navy’s four public shipyards, including Pearl Harbor. 

    ·         Directing the DoD to assess the infrastructure needs and shortfalls for 3rd Marine Littoral Regiment on Marine Corps Base Hawai‘i.  

    ·         Directing the DoD to study the impacts of unexploded ordnance on military construction sites in Guam. 

    ·         Directing the DoD to study the necessary steps and what actions would be required to begin construction on port improvements on Tinian Island. 

    ·         Directing the DoD to study the necessity and feasibility of establishing a biosecurity inspection facility to combat invasive species on the Northern Mariana Islands. 

    ·         Directing the DoD to study the impact and develop a plan to address growing solid waste management issues on Tinian Island.  

    The bill now moves to the full House of Representatives for its consideration.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL) and U.S. Representative Maxine Waters (D-CA-43) today reintroduced bicameral legislation designed to strengthen students’ ability to hold for-profit colleges accountable in court for their misconduct.  The Court Legal Access and Student Support (CLASS) Act would enhance accountability for for-profit colleges and safeguard taxpayer dollars by prohibiting an institution of higher education from receiving Title IV federal student aid if the school’s enrollment agreement requires mandatory arbitration or otherwise restricts students’ ability to pursue claims against the school in court.
      
    “For decades, for-profit colleges have used the fine print in student enrollment agreements to force students to give up their rights to go to court over the predatory behavior of these institutions,” said Durbin.  “Students should have the right to hold for-profit colleges responsible for defrauding them in court.  I’m reintroducing the CLASS Act with Congresswoman Waters to end the for-profit college industry’s ability to use this shady practice to evade accountability.”
    “I am proud to reintroduce the CLASS Act with Senator Durbin to hold predatory for-profit colleges accountable when they defraud students,” said Waters, the Ranking Member of the Financial Services Committee.  “The for-profit college industry is rife with bad actors that lure potential students into expensive academic programs, while knowingly and fraudulently misrepresenting the quality of the programs.  These unscrupulous schools then use mandatory arbitration clauses to prevent students from taking them to court, thereby shielding themselves from being held responsible for wrongdoing.  Our legislation will ensure that defrauded students retain the right to sue predatory schools and have their day in court.”
    Specifically, the CLASS Act would enhance the accountability of for-profit colleges and safeguard taxpayer dollars by:
    Prohibiting an institution of higher education from receiving federal student aid if the school’s enrollment agreement requires mandatory arbitration or restricts students’ ability to pursue claims against the school in court;
    Ensuring that the Federal Arbitration Act, which governs the enforcement of arbitration proceedings, would not apply to student enrollment agreements;
    Taking effect one year after enactment to allow schools to make any necessary changes; and
    Exempting legitimate non-profit colleges and universities because these institutions do not include mandatory arbitration clauses in their enrollment agreements.  The CLASS Act thus squarely focuses on schools that might seek to profit off of students while hiding from accountability in a court of law.

    New and prospective RCMP officers who have a desire to work in Central Region (the RCMP in Ontario) will have a three-year posting with the Saskatchewan RCMP to gain essential training and experience to thrive in their future role as an officer in the Federal Policing Program.

    Upon completion of the new officer’s three-year posting with the Saskatchewan RCMP, it is mutually agreed upon that the new member will have the opportunity to work in Central Region (Ontario), unless the participant wishes to remain in Saskatchewan or has expressed another career preference.

    UK chancellor Rachel Reeves has delivered the government’s spending review, setting out its plans and priorities for the next three years. The aim of the review is of course to allocate spending over that time period – but this government is keen for economic growth and so has directed the funds to try to boost GDP. This approach could work but is particularly challenging in an uncertain global environment.

    The parameters of the UK’s fiscal policy were set in the budget last October and the spring statement in March when the chancellor confirmed her fiscal rules, which allowed borrowing only for investment. Day-to-day spending on public services like the NHS and schools has to be met by tax revenues.

    As a result of an earlier tweak to the fiscal rules, public investment – spending on things like roads and hospitals – will total about £113 billion from now until nearly the end of this parliament.

    Many investors and creditors will have been looking out for this boost, as the UK has lagged behind comparable economies partly due to its lower levels of investment. The announcements have the potential to bring in private funding if more investors see an opportunity to benefit from increased economic growth, particularly if the UK’s relatively high energy costs are also addressed.

    Also in line for government investment is social and affordable housing. The announcement of £39 billion for this sector in England was a centrepiece of Reeves’ announcement. Coupled with planning reforms, the independent Office for Budget Responsibility (OBR) judged in March that this could indeed boost growth.

    In terms of day-to-day spending, health and defence received the biggest increases among government departments because of, respectively, pressures on the NHS arising from COVID-19 and the ageing population, and from geopolitical challenges like the war in Ukraine.

    Both departments, though, also have the potential to raise economic growth. Rates of economic inactivity (people who aren’t in paid work, for example) in the UK have not fallen back to their pre-COVID levels as they have in other major economies such as the US, France and Germany. Improving health services, cutting waiting lists and widening access to mental health support could help get more people back to work, which would boost employment and support growth.

    And on defence, spending in this area has the potential (depending greatly on the type of spend) to create technology that could eventually boost the nation’s productivity. GPS, for example, was developed by the US Department of Defense, as were many innovations now used in smartphones. Boosting UK defence spending to 2.6% of GDP by 2027 and investing in technology has the potential to unlock advances in equipment for the UK.

    Who loses out?

    This is not to say that increasing the settlements to other government departments would not support growth too. But some of those departments, including the Home Office, Foreign Office and transport, are now facing cuts in real terms to their spending. And they may find themselves under even more pressure should GDP growth slow.

    This is because of the chancellor’s fiscal rule about funding current spending from taxes. This would mean cuts if these receipts fall as a result of slowing growth, since Reeves has very little “fiscal headroom” (spare cash) to ensure she can meet her rules – only £9.9 billion.

    But the reverse may also prove to be true. Should investment in research and development (£22.6 billion per year by 2029‑30), renewable energy and infrastructure, alongside planning reforms, increase GDP growth, then the chancellor may find that she has more funding to allocate to day-to-day departmental spending to support public services.

    However, it takes time for investment to generate growth. OBR forecasts only expect increased growth of around 1.7% to 1.8% in the second half of this parliament. But those growth forecasts pre-date the US president Donald Trump’s tariffs announced in April, which are causing turmoil in global trade.

    This is why it is even more important for the UK to raise domestic economic growth through investing in people, technology and productivity. To govern is to choose, as the saying goes, and the government will hope that these are the right trade-offs to have made in order to grow during such shaky times. Despite the uncertain global picture, the chancellor has laid some promising foundations. Now the challenge will be delivering the growth.

  • MIL-OSI Analysis: Anxiety is the most common mental health problem – here’s how tech could help manage it

    Anxiety disorders are the world’s most common mental health problem. But it isn’t always easy to get professional help, with long waiting lists in many countries.

    Worldwide, only about 28% of people with anxiety receive treatment. The figure is similar for the UK, and in the US about 37% receive a treatment. This is due to a number of factors such as lack of resources, including mental health staff, and stigma associated with mental health problems.

    But if you’re struggling to get help, there are things you could try at home in the meantime – including some novel technologies. To understand how they work, let’s first take a look at how anxiety is expressed in the brain and body.

    The symptoms of anxiety are cognitive and emotional as well as physiological. They can include trouble concentrating and making decisions, feeling irritable or tense and having heart palpitations or shaking. Trouble sleeping and feelings of panic or impending danger are also common.

    These symptoms often start in childhood and adolescence. Sadly, it frequently continues into adulthood, especially if untreated.

    There are many genetic and environmental factors involved in the development of anxiety. These can include competition and pressure at school, university or work or financial worries and lack of job security. Social isolation and loneliness are also common factors, often a result of retirement, home working or stemming from bullying or maltreatment in childhood.

    Such experiences may even rewire our brains. For example, our neuroimaging study has shown that maltreatment in childhood is linked to changes in the connectivity of the brain’s centromedial amygdala, which plays a key role in processing emotions, including fear and anxiety, and the anterior insula, which processes emotion among other things.

    Anxiety is commonly associated with depression or other conditions, including attention deficit hyperactivity disorder (ADHD) and autism spectrum disorder. During the COVID pandemic when the prevalence of anxiety and depression increased by 25%, people with such neurodevelopmental conditions exhibited more emotional problems than others.

    According to the Children’s Commissioner this is still on the rise with 500 children per day being referred to mental health services for anxiety, more than double the rate pre-pandemic.

    Researchers are still uncovering new ways for professionals to help treat such people. For example, in our recent study, we noticed that suicidal thoughts and depression were more common in children with anxiety who were also very impulsive. This could impact the treatments they receive. So the science of how to best treat anxiety is constantly moving forward.

    Tech solutions

    Unfortunately though, waiting lists for even receiving a diagnosis can sometimes take years. Neurotechnology can, at least in part, help fill the gap before symptoms get worse. There are a number of startup companies in the anxiety space, working on both hardware and software for anxiety management.

    Technology for managing anxiety is rapidly advancing, offering alternatives and complements to traditional therapies. Moonbird, for example, uses a handheld device that guides users through paced breathing with gentle physical movements. You essentially feel the device move in your hand and breathe along with it. Research has shown that such breathing can help the nervous system to reduce anxiety symptoms.

    The company Parasym influences brain regions involved in mood and stress regulation. People can use it by wearing a small device that applies mild electrical micro impulses running through the vagus nerve, which runs from the ears and downwards trough the neck and activates a key part of the nervous system.

    Neurovalens and Flow Neuroscience are exploring non-invasive brain stimulation, such as transcranial “direct current stimulation (tDCS)”. This can be applied by using electrodes placed on the scalp to deliver a mild, constant electrical current to alter brain activity. These devices ultimately target the prefrontal cortex to support the regulation of emotions. One scientific review of tDCS studies in anxiety has concluded that some research clearly showed benefits of tDCS for treating anxiety symptoms, although larger scale and longer duration studies were needed.

    How we experience life events and feel or react to them also influences physiological functions such as our heart rate. You will have experienced how having a meaningful conversation creates a special connection between two people. This can actually manifest in the body as increased synchronisation of your heart rates and other functions. This is termed “physiological synchrony” and is thought to be important for positive social interaction.

    Unfortunately, in common conditions of anxiety, including social anxiety and postpartum maternal anxiety, heart rate can become less variable and therefore less able to synchronise. Therefore, a device that promotes physiological synchrony would be beneficial. The company Lyeons is currently developing such a device, targeting anxiety, post-traumatic stress disorder and ADHD.

    On the digital side, Headspace offers structured meditation and cognitive behavioural therapy based programmes. Similarly, ieso offer typed text-based CBT therapy for mild to moderate anxiety and low mood. These platforms use guided meditation, breathing exercises and behavioural tools to help users build emotion resilience and reduce anxious thought patterns.

    Other emerging tools also include virtual reality, which is being explored for exposure therapy and immersive stress reduction, in particular. All these technologies have used scientific and medical information to offer diverse options that address both mind and body.

    If we can halt the trend towards increasing numbers of people suffering from anxiety and find ways to improve access to effective treatments, it will lead to a better quality of life for individuals and their families, improved productivity and wellbeing at work and promote a flourishing society.

    Washington, D.C. — Today, Congresswoman Norma J. Torres (CA-35) introduced two amendments during the full committee markup of the Fiscal Year 2026 Military Construction, Veterans Affairs, and Related Agencies Appropriations bill to safeguard immigrant veterans and defend California against politically motivated funding threats.

    “Veterans who risked their lives for this country shouldn’t be deported without due process and access to legal counsel,” said Congresswoman Torres. “They wore the uniform and served with honor—they deserve the same basic legal protections as any American.”

    “No president—Trump included—should use federal funding to punish states for their politics. Every taxpayer in America sends their money to Washington to fund roads, schools, and disaster response—not presidential revenge. Threatening to cut off funds to California for standing our ground is authoritarian, plain and simple.”

    “My amendments were pretty simple- they would protect democracy, uphold due process, and make sure taxpayer dollars serve all Americans—not partisan agendas.”

    Protecting Non-Citizen Veterans
    Torres’ first amendment prohibits the use of federal funds to deport non-citizen veterans without providing access to legal counsel. The amendment reinforces core due process protections and honors immigrant service members who have fulfilled their duty to the United States.

    Blocking Retaliatory Cuts to California
    The second amendment responds to reports that former President Trump may seek to withhold federal funds from California for political reasons. It prohibits the use of funds in the bill to:

    • Withhold, delay, or condition federal funding to punish states based on political positions;
    • Impose politically motivated funding requirements targeting specific states;
    • Enforce existing federal rules in a discriminatory manner based on state political leadership.

    Additionally, it includes accountability measures requiring individuals who suspect violations to report them to relevant Inspectors General and the Government Accountability Office (GAO). If GAO finds a violation of the Anti-Deficiency Act, the amendment bars funding from being obligated or expended to the Office of the Secretary.

    Congresswoman Torres continues to lead in Congress on issues of immigration justice, due process protections, and defending democratic norms from executive overreach.

    WASHINGTON, D.C. — At today’s House Appropriations THUD Subcommittee hearing, Congresswoman Norma J. Torres (CA-35) pressed HUD Secretary Turner over the Administration’s proposed fiscal year 2026 budget, which slashes the agency’s funding by more than 50%—gutting disaster recovery, housing assistance, and HUD’s workforce amid a worsening national housing crisis.

    “California sends $83 billion more to the federal government than we get back—yet it’s our veterans, working families, and seniors being asked to sacrifice. Who exactly do you think deserves to lose their housing, Mr. Secretary,” said Torres. “After historic floods and wildfires, HUD is walking away from the communities that need help most. Zero dollars for disaster recovery is not just neglect—it’s reckless. This budget fails the very people HUD was created to serve.”

    The proposed FY26 HUD budget includes:

    • $0 for Community Development Block Grants (CDBG) and disaster recovery aid
    • A 44% cut to homelessness and affordable housing programs
    • A 51% cut to HUD’s overall budget
    • Layoffs for more than 2,000 HUD employees under the Elon Musk-backed “DOGE” task force

    Torres warned these cuts will increase homelessness, delay recovery efforts, and strip communities of critical housing support. She also blasted the Administration’s shift toward a state-administered rental assistance model, calling it a “federal cop-out” that dumps responsibility onto under-resourced local governments.

    As the author of the Thriving Communities Act and a longtime champion for housing justice, Torres has fought to expand affordable housing near transit, reduce pollution, and deliver investments to high-need communities. In fiscal year 2023, she secured $100 million for the Department of Transportation’s Thriving Communities initiative and $5 million for HUD to coordinate planning and housing development.

    To celebrate Father’s Day, The Conversation U.S. asked Philadelphia anthropologist, playwright and poetic ethnographer Kimmika Williams-Witherspoon to reflect on a poem she recently performed to accompany a 1986 photograph by Philadelphia photographer Joseph V. Labolito.

    Williams-Witherspoon, who also serves as senior associate dean of the Center for the Performing and Cinematic Arts at Temple University, shares how the collaboration came about, and why one of Labolito’s photos in particular brought back a rush of cherished memories of being a little girl hanging out with her dad.

    What do you want people to take away from the poem?

    The whole poem is a tribute to my father, Samuel Hawes Jr., who lived from 1920 to 1989, and the many men like him who were always present and participatory in the parenting of their children and the providing for their families.

    Because of stereotypes and popular culture – media, movies, news stories – that tend to demonize and pathologize Black men, there’s a myth that men in our communities are all cut from the same cloth.

    For me, the poem discounts that stereotypical narrative and celebrates the African American men that I knew growing up – Daddy, my uncles, the deacons in our church, the neighborhood dads on my block.

    The men in this photograph represent men like Daddy, who at one point worked two jobs to provide for his family. He drove a yellow cab and worked the graveyard shift as a presser at the U.S. Mint. He took me to school every morning when I was in high school. He made it to every school function or occasion, drove me to and from parties so I could hang out with friends, took me to church every Sunday morning and on those special road trips to Cleveland, Akron, Ohio, and Fort Lauderdale, Florida, throughout my life.

    Tell us about your collaborator for this piece

    Joe Labolito is a Philadelphia photographer whose work, I believe, is visual ethnography at its best. Throughout the ‘80s, ’90s and 2000s, he documented the people, streets and neighborhoods of Philadelphia. His photographs are housed in several public and private collections, including the Special Collections Research Center at Temple University and the Free Library of Philadelphia’s Print and Picture Collection.

    About a year ago, I saw an exhibit of Joe’s work at Temple. Since that time, I have been using some of his photographs as a visual prompt for my students, while he and I talked about doing something together down the road.

    When I was asked to participate in Temple University President John Fry’s investiture events in March 2025, I asked Joe if he wanted to do something with me. Right away he said “Yes … whatever it is.” I asked him to send me maybe 25 of his favorite photos, and instead, he sent me about a hundred. When I got a minute to sift through them, there were 11 that, as soon as I looked at them, immediately prompted lines of poetry.

    This photograph of the two men and the little girl, however, made me remember an old poem, “There Are Black Fathers,” I had written a long time ago – on Father’s Day on June 19, 1983 – for my father before he passed away from prostate and bone cancer. I went digging through my old journals until I found the poem that I had written for Daddy, and I performed that poem to this photograph at the event.

    What stood out to you about this photograph?

    The juxtaposition between the men and the little girl – their beautiful, bright smiles, the joy they seemed to radiate – it all made me think about and remember how much I loved Daddy my entire life but especially as a little girl.

    That’s the power in these kinds of artistic, material and visual artifacts. This photograph transported me right back to my childhood, filled with the warmth of a summer’s day, hanging out with my dad, and the promise of a banana Popsicle later in the afternoon.

    What is your process for writing a poem to accompany a photograph?

    Whatever the prompt – a photograph, a landscape, a person I’ve passed on the street, a word or phrase – the first draft is a free-write sensory download dump. I ruminate and then write down everything that comes to me in whatever order it comes.

    And then with each subsequent draft or pass at it, I start reading the poem out loud and tweaking it, making edits, moving and changing things while crafting lines that frame and build the story. I read the piece aloud over and over and over again until the poem tells me when I’ve got it right. I don’t know how, but my ear will tell me when it’s done and right with my spirit.

    What is poetic ethnography?

    Ethnography is an area of anthropology. From the Greek word “ethnos,” ethno simply means people or culture, and graphy, from the Greek word “graphia,” is the writing about said people or culture.

    Traditional ethnographies are usually written in a diarylike journal form. You end up jotting things down – thoughts, feelings, expressions, verbatim texts from interview participants – alongside bits and pieces of theory that correlate. Field notes are a combination of prose and scientific inquiry. I am a proponent of compiling poetic ethnographies – turning my observation and investigation of cultures, communities, and my field notes, into poetic form.

    Growing up in Philadelphia and a product of Philadelphia public schools, my primary language is mainstream U.S. English, but I tell people that my actual language is poetry. I see the world through poetry, and through the medium of poetry, I think I am better able to articulate the world I see.

  • MIL-OSI USA: Grothman Reintroduces Bipartisan Stop the Baseline Bloat Act

    Congressmen Glenn Grothman (R-WI), Ed Case (D-HI), Marie Gluesenkamp Perez (D-WA), and Marlin Stutzman (R-IN) have reintroduced the bipartisan Stop the Baseline Bloat Act. This legislation will bring more honesty and transparency to the federal budget process by removing emergency spending from the Congressional Budget Office (CBO) baseline.

    Currently, the CBO includes emergency spending in its annual baseline projections. This practice distorts long-term fiscal projections, skews the baseline budget toward higher spending, and contributes to our nation’s growing debt crisis. This bill ensures emergency spending is treated as temporary and does not artificially raise expectations for future spending.

    The bill has also earned the support of Citizens Against Government Waste, Committee for a Responsible Federal Budget, National Taxpayers Union, and Taxpayers Protection Alliance.

    “The Stop the Baseline Bloat Act will increase transparency between the government and the American people, painting a clear and honest picture of how Washington is spending their hard-eared money,” said Congressman Glenn Grothman. The CBO cannot continue to create a budget baseline that justifies outrageous spending levels. Getting the country’s fiscal house in order starts with an unbiased CBO baseline.”

    The path out of our growing budget crisis starts with accurate and transparent budgets,” said Rep. Ed Case. “A budget that inflates prior year spending to conceal real growth year-to-year is neither accurate nor transparent. Our measure would eliminate these budgetary tricks that conceal our dangerous journey into fiscal irresponsibility.”

    “Taxpayers should not have to spend more because the CBO continually has inaccurate projections for America’s fiscal future,” said Rep. Stutzman. “Emergency spending is supposed to address urgent funding needs with non-permanent spending. Instead, the CBO has chosen to treat emergency spending like regular appropriations, inflating discretionary spending

    “In order to seriously take on our national debt and avoid passing it on to our kids, we need to address budgetary distortions that help politicians justify spending through the roof,” said Rep. Gluesenkamp Perez. “Our bipartisan bill will remove emergency spending from the baseline set by the Congressional Budget Office, creating a more accurate reflection of our annual spending and how we should responsibly budget for the future.”

    “The bipartisan Stop the Baseline Bloat Act would enhance the accuracy of Congressional Budget Office projections by excluding temporary emergency and supplemental spending from the baseline. This commonsense reform would prevent one-time expenditures from inflating long-term spending projections and promote greater fiscal accountability,” said Demian Brady, Vice President of Research at the National Taxpayers Union.

    “TPA is pleased to support Rep. Grothman’s Stop the Baseline Bloat Act. Emergency and supplemental spending are meant to be temporary and should not be embedded into long-term budget projections or inflated year after year. By eliminating this distortion from CBO’s baseline calculations, the bill takes a meaningful step toward reducing federal spending and advancing long-term fiscal discipline,” said David Williams, President of the Taxpayers Protection Alliance.

    “The Stop Baseline Bloat Act would help restore fiscal restraint in the budgeting process by stripping out the cost of emergency and supplemental appropriations from the CBO baseline. As is evident from the designation of their purpose, such legislation is not meant to have a permanent impact on the budget by inflating the amount of future spending,” said Tom Schatz, President of the Council for Citizens Against Government Waste.

    “The Congressional Budget Office’s baseline is filled with distortions, many of which are required by law, that drive spending higher. Rep. Grothman’s Stop the Baseline Bloat Act would help fix this problem by removing the assumption that one-time emergency appropriations are repeated each year in the baseline – a distortion that effectively bakes ‘emergency’ spending into the baseline for future spending,” said Brittany Madni, Executive Vice President of the Economic Policy Innovation Center (EPIC).

    “One-time emergency spending can artificially inflate the baseline produced by the Congressional Budget Office, creating the opportunity for lawmakers to use fake savings as an offset. We appreciate the efforts of Representative Glenn Grothman (R-WI) to improve the budget process and provide greater transparency by removing emergency spending from CBO’s baseline,” said Maya MacGuineas, President of the Committee for a Responsible Federal Budget.

    “Under current baseline rules, CBO and OMB must assume that emergency spending will increase from its prior year level by an amount equal to inflation.  Since this may be a one-time outlay, including it this way artificially inflates the baseline, particularly in years with large amounts of emergency spending.  Lower levels of emergency spending in the future would then appear to generate budget savings.  I support removing emergency spending from the CBO baseline as a common-sense solution to this problem,” said Keith Hall, the former Director of the Congressional Budget Office.

    “The Stop the Baseline Bloat Act, recently introduced by Reps. Glenn Grothman (RWI), Ed Case (D-HI), Marie Gluesenkamp Perez (D-WA), and Marlin Stutzman (R-IN), strikes emergency spending from the budget baseline. This change would make CBO’s baseline less biased toward higher spending. The congressional practice of relying on emergency appropriations to fund ongoing issues poses a significant challenge to fiscal responsibility and undermines the integrity of the budget process,” said Romina Boccia and Dominik Lett from Cato Institute.

    Background Information

    Currently, the Congressional Budget Office (CBO) is required to create its baseline budget with the assumption that discretionary spending, including one-time emergency spending, grows each year with inflation.

    This assumption is at odds with OMB’s definition of emergency spending, which is meant exclusively for one-time outlays. Including emergency spending in the baseline distorts the fiscal picture and allows Congress to claim credit for artificial savings.

    Rep. Grothman (R-WI), Rep. Case (D-HI), Rep. Gluesenkamp Perez (D-WA), and Rep. Stutzman (R-IN) will reintroduce the bipartisan Stop the Baseline Bloat Act to remove emergency spending and supplemental appropriations from the CBO baseline. This reform has a history of bipartisan support and was a key piece of the Senate’s 2019 Enzi-Whitehouse budget reform package, the Bipartisan Congressional Budget Reform Act.

    This bill will end a costly distortion in the CBO baseline which artificially bloats the baseline and has led to more red ink.

    Rep. Grothman and Rep. Case introduced a similar version of the bill in April 2024.

    The Stop the Baseline Bloat Act is cosponsored by: Representatives Ben Cline (R-VA), Ralph Norman (R-SC), Adam Gray (D-CA), and Jared Golden (D-ME).

    Driving attainment in our schools

    As we near the end of the school term, I want to begin by recognising the hard work and achievements of our children, young people, teachers and school staff throughout the year.

    I was particularly pleased to hear that the attainment of our school leavers has improved across almost all measures, with the gap narrowing between the performance of the most and least disadvantaged young people in our schools.

    These results are due, at least in part, to our curriculum pathways programme, which offers our secondary pupils the opportunity to enjoy a varied and engaging school day while seeing clear connections to future career opportunities.

    Our construction, roofing and stone carving courses, for example, help students in S4 to S6 to develop practical skills while also gaining qualifications that help them to map out a career path beyond school. It’s testament to this work that 95% of our school leavers are now going on to positive destinations.

    To all of our pupils who recently sat their exams, I wish you all the best of luck with your results in August. Pupils, teachers and staff have put in a tremendous amount of hard work preparing for exams and I know many parents, carers and wider family members will also have been encouraging their children to do their best.

    And to our school leavers, I wish you the very best as you embark on your next journey, whether in the workforce or further education.

    Cleaner, greener travel

    Earlier this month we marked one year since we began enforcement of our Low Emission Zone (LEZ). With Clean Air Day (19 June) coming up next week, this anniversary is a timely reminder of the importance of restricting the most polluting vehicles and improving air quality in our busy city centre.

    Air pollution is associated with between 29,000 and 43,000 deaths a year in the UK alone, with both the World Health Organisation and the UK Government citing it as the largest environmental threat to our health. It was reassuring then to hear both NHS Lothian and Asthma + Lung UK praising our scheme.  

    The good news is we’re seeing wider benefits across our network with the Institute of Occupational Medicine finding a statistically significant shift towards active travel and public transport in the six months following LEZ enforcement.

    Recent data suggests further positive outcomes from new active travel projects such as Leith Connections (20% increase in pedestrian numbers) and Leith Walk (40% increase in cycling numbers), with Cycling Scotland also reporting record journeys on the City Centre West to East Link (CCWEL) and at Picardy Place.

    Meanwhile Edinburgh Trams and Lothian Buses both continue to report improving passenger numbers and performance following their respective Operator of the Year accolades at the National Transport Awards 2024.

    Building a strong and stable third sector

    Tackling poverty remains a key priority for us – but we can’t achieve this without the third sector. Yet worryingly, with funding becoming ever scarcer, our population growing and more people struggling with the cost of living, many charities are in a precarious position.

    It’s clear to me that we need to find a more sustainable way forward for a sector that brings so much good. That’s why we’ve asked the Edinburgh Partnership to conduct a review of how it supports and works with third sector organisations across the city, and ultimately to find solutions for improving funding certainty in future years.

    We want to hear about how we can make it simpler, provide more stability, and collaborate to help those who need this sector’s support most. Please share your views on our Consultation Hub. Results will be shared with everyone who takes part and with the third sector, before being reported to our next Policy and Sustainability Committee in August.

    Farewell Sir Tom

    I was saddened to hear of the passing of Sir Tom Farmer last month. A proud Leither, generous philanthropist and true son of Edinburgh whose influence reached far beyond our city’s boundaries.

    Sir Tom was a recipient of the Edinburgh Award, and his handprints remain immortalised in the City Chambers Quadrangle, a lasting tribute to a life of service, innovation, and generosity. Best known as the founder of Kwik Fit, he transformed the automotive industry, building a business that grew to over 2,000 locations across 18 countries and, of course, owned a majority stake in Hibernian FC for 28 years. I have no doubt he was looking down proudly as Hibs Ladies clinched the league title for the first time in 18 years.

    Yet, his legacy extends well beyond his entrepreneurial success. Born in Leith in 1940, his roots in the community remained strong throughout his life. His service was recognised with a knighthood in 1997, and again in 2009, when he was made a Commander of the Royal Victorian Order (CVO) for his charitable work. He also received the Carnegie Medal for Philanthropy and was named a Knight Commander with Star of the Order of St Gregory the Great, an honour bestowed by the Pope.

    Sir Tom’s final journey took him through the streets of Leith, past Easter Road Stadium, where hundreds of Hibs fans gathered to pay tribute to a man whose kindness, leadership and civic pride have left a lasting mark.

    Summer in the city

    The busy summer season is upon us once more. The city has already enjoyed the Edinburgh Children’s Festival, with the ever-popular Meadows Festival taking place last weekend.

    Looking ahead, the city is gearing up for a colourful and joyful celebration next weekend as the annual Pride Edinburgh march brings thousands together in the heart of the Capital. Pride is an important date in the city’s calendar and honours the diversity, history and dignity of our LGBT+ community. 

    Then, later this month, all eyes will turn to Ingliston for the Royal Highland Show (19–22 June), a highlight of Scotland’s summer and a showcase of rural life, food, and culture.

    The coming weeks will see the city filled with music, art, and performance, starting with the Edinburgh Castle concert series and the Edinburgh Jazz & Blues Festival in July. As we move into August, the city becomes the world’s stage with the Edinburgh Festival Fringe – boasting 3,350 shows and 265 venues this year – the International Festival, Book Festival, Art Festival, Film Festival, and the iconic Royal Edinburgh Military Tattoo.

    I’m also very much looking forward to the reopening of the Filmhouse on 27 June following a lengthy and well-coordinated campaign to save and refurbish it. I know this was a cause very close to the heart of our late friend and colleague, Val Walker, and how much joy this would have brought her.

    Our world-renowned festivals and events sustain our reputation as a global cultural capital, with the positives extending well beyond entertainment. You need look no further than the £200 million our Winter Festivals brought to the local economy last year.

    They also bring real energy and excitement to the city, alongside lasting benefits to our businesses, communities and local charities. From next July, they will help to raise even more (as much as £50 million per year) for the city, courtesy of our visitor levy. We’re continuing to make good progress towards its introduction and have just given our views to the Scottish Government on a potential Cruise Ship Levy, which could be worth a further million pounds to the city each year.

    Stay Different

    Of course, these events require meticulous planning and coordination to limit the inevitable pressure on the city and our residents – and I want to extend my thanks to the many colleagues across events, waste, public safety and our partner organisations, for ensuring they remain safe, inclusive, and successful.

    Another way we can relieve the pressure is to encourage visitors (and residents!) to leave the beaten track and explore the many other wonderful attractions we have across the city. That’s the message of our new destination visitor marketing campaign Stay Different, which reminds visitors that Edinburgh is a year-round destination and there is much to discover in our local neighbourhoods and beyond.

    A revealing glimpse into our past

    As if we didn’t have enough to do this summer, I’m very much looking forward to exploring three standout shows that offer powerful glimpses into our past.

    At the St Giles’ Cathedral, Edinburgh’s First Burghers: Revealing the Lives and Hidden Faces of Edinburgh’s Medieval Citizens presents an extraordinary mix of science, history, and storytelling. Marking the joint 900th anniversaries of Edinburgh and St Giles’ Cathedral, this unique exhibition brings to life the medieval citizens buried at the site and allows us to see the faces and learn the stories of some of our earliest residents.

    At the City Art Centre, meanwhile, John Bellany: A Life in Self-Portraiture showcases more than 80 works by one of Scotland’s most important modern artists. With never-before-seen sketchbooks and artworks displayed across two floors, this is a compelling insight into a life lived through art.

    Prime Minister’s Question Time, also referred to as PMQs, takes place every Wednesday the House of Commons sits. It gives MPs the chance to put questions to the Prime Minister, Sir Keir Starmer MP, or a nominated minister.

    In most cases, the session starts with a routine ‘open question’ from an MP about the Prime Minister’s engagements. MPs can then ask supplementary questions on any subject, often one of current political significance.

    The Leader of the Opposition, Kemi Badenoch MP, asks six questions and the leader of the second largest opposition party asks two. If another minister takes the place of the Prime Minister, opposition parties will usually nominate a shadow minister to ask the questions.

  • India bats for global action in fighting terrorism during key East Asia Summit meeting

    India on Wednesday called for collective action in addressing the menace of terrorism that poses a serious threat to peace, security and development of the entire region.

    Addressing the East Asia Summit Senior Officials’ Meeting (EAS SOM) in Malaysia’s Penang, P. Kumaran, Secretary (East) in the Ministry of External Affairs, underlined the important role of EAS towards promoting free, open, inclusive and rules-based Indo-Pacific.

    Kumaran, who led the Indian delegation at the summit, shared New Delhi’s position on regional and international issues as the premier leaders-led mechanism marks its 20th anniversary this year.

    Secretary (East) P. Kumaran also met with Amran Mohammed Zin, Secretary General at Malaysia’s Ministry of Foreign Affairs on the sidelines of the East Asia Summit (EAS) and ASEAN Regional Forum (ARF) SOM in Penang.

    “Held discussions to fully realise the India-Malaysia Comprehensive Strategic Partnership established during the visit of PM YAB Dato’ Seri Anwar Ibrahim of Malaysia, to India in August 2024. Congratulated Secretary General on successful adoption of ‘ASEAN Community Vision 2045’ under Malaysia’s chairmanship of ASEAN. Also discussed ways to widen India’s engagement with ASEAN in the context EAS and ASEAN-India Summit framework to strengthen the ASEAN-India Comprehensive Strategic Partnership, and exchanged views on other regional and multilateral issues,” the Ministry of External Affairs (MEA) posted on X.

    The MEA official also met Chung Byung-won, Deputy Minister of Political Affairs in the Ministry of Foreign Affairs of South Korea, on the sidelines of the East Asia Summit Senior Officials’ Meeting. He congratulated the Deputy Minister on the successfully-conducted Presidential elections in South Korea, and discussed ways to strengthen India-South Korea Special Strategic Partnership and impart renewed momentum to the bilateral agenda.

    On Tuesday, Kumaran met Hajah Johariah Binti Abdul Wahab, Permanent Secretary at the Ministry of Foreign Affairs of Brunei Darussalam, on the margins of the meeting with the two sides discussing ways to further deepen the enhanced partnership between India and Brunei Darussalam bilaterally, as also cooperation under ASEAN and other frameworks.

    Kumaran also held discussions on bilateral and regional issues of mutual interest with Australia’s Michelle Chan who heads the Office of Southeast Asia.

    Earlier on Monday, he interacted with Ambassador Kung Phoak, Secretary of State for Foreign Affairs and International Cooperation of Cambodia. Underlining the close partnership between India and Cambodia, the two sides discussed ways to further strengthen cooperation bilaterally and under the ASEAN framework.

    The East Asia Summit (EAS) Senior Officials’ Meeting, attended by EAS Senior Officials and the Deputy Secretary-General of ASEAN for ASEAN Political-Security Community, reviewed the progress of implementation of the EAS Plan of Action (2024-2028) and exchanged views on regional and international developments. The meeting also discussed preparations for the 15th EAS Foreign Ministers’ Meeting in July and the 20th East Asia Summit in October 2025.

    The EAS is the premier leaders-led forum in the Asia-Pacific. Since its inception in 2005, it has played a significant role in the strategic, geopolitical and economic evolution of East Asia. It comprises 18 participating countries.

    Apart from the 10 ASEAN Member states, namely Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam, the EAS includes India, China, Japan, South Korea, Australia, New Zealand, United States and Russia.

  • MIL-OSI Security: Winnebago Woman Sentenced for Second-Degree Murder and Tampering with Evidence

    United States Attorney Lesley A. Woods announced that Michelle Lee Marr, 50, of Winnebago, Nebraska, was sentenced on June 5, 2025, in federal court in Omaha, Nebraska, for second degree murder and tampering with documents or evidence. United States District Judge Brian C. Buescher sentenced Marr to 300 months’ imprisonment for second degree murder and 240 months’ imprisonment for tampering with evidence, to run concurrent to the sentence for second degree murder. There is no parole in the federal system. After Marr’s release from prison, she will begin a 5-year term of supervised release.

    On March 12, 2022, Marr contacted Winnebago Emergency Medical Services to report the victim was not waking up and requested an ambulance respond to her residence. EMS transported the victim to Twelve Clans Unity hospital in Winnebago, Nebraska. Due to the severity of his injuries, the victim was taken by helicopter to Mercy One Medical Center in Sioux City, Iowa.  The medical treatment team at Mercy determined the victim had brain trauma and swelling. Nurses also noted significant amounts of makeup applied to the victim’s face, which revealed bruising when removed, as well as numerous bruises on the victim’s body. On March 13, 2022, the victim succumbed to his injuries. A subsequent autopsy determined the victim’s cause of death to be blunt force trauma and the manner of death to be homicide.

    Investigation revealed that Marr and the victim were home together the evening of March 11, 2022. There was no evidence the victim ever left the home, and he was found unresponsive in the home on March 12, 2022. Marr claimed to have been passed out from approximately 5:00 PM on March 11, 2022, until finding the victim on March 12, 2022. Social media evidence and evidence from Marr’s phone, found during the investigation, contradicted Marr’s claims. One critical piece of evidence found on Marr’s phone was a picture of the victim, which evidence supports was taken approximately 15 minutes before Marr contacted EMS. In the picture, the victim’s injuries are obscured by what was later revealed to be makeup.

    During the February 2025 jury trial in which Marr was found guilty, a pathologist testified the victim’s injuries were consistent with inflicted trauma as opposed to trauma which might result from some type of fall. A neurosurgeon testified the injury the victim suffered would have rendered him unconscious almost immediately after the blow.  Additionally, a witnesses testified to observing previous incidents of Marr physically assaulting the victim.

    This case was investigated by the Federal Bureau of Investigation.

    On the afternoon of June 4, Minister of Foreign Affairs Lin Chia-lung met with a delegation from the Kingdom of Eswatini led by Minister of Foreign Affairs and International Cooperation Pholile Shakantu. During their meeting, they had an extensive exchange of views on such topics as bilateral cooperation, trade, and investment. 
     

    In his remarks, Minister Lin stated that he had visited Eswatini in late April as presidential special envoy to join the birthday celebrations for King Mswati III. He added that this meeting with Minister Shakantu and other ministerial-level officials from Eswatini just over one month later demonstrated the close and frequent interactions between the two countries and symbolized the strength of their diplomatic alliance. 

     

    Minister Lin took the opportunity to express appreciation once again to King Mswati III and the Eswatini government for their long-standing and staunch support for Taiwan in the international arena, such as at the recently concluded World Health Assembly, the United Nations, and other multilateral forums. He stressed that Eswatini’s consistent advocacy for Taiwan had touched the hearts of the people of Taiwan. 

     

    Minister Lin said that during his trip to Eswatini in April, he and King Mswati III had discussed such topics as strengthening bilateral economic, trade, investment, and tourism exchanges, as well as Taiwan’s assistance in building 5G smart cities and developing energy resources in Eswatini. He expressed confidence that the close collaboration between the two countries would spur Eswatini’s national development and better ensure the welfare of both peoples, stating that this would realize Taiwan’s vision of advancing allies’ prosperity and demonstrate that Taiwan could help and that Eswatini could serve as a leader on the African continent. 

     

    Minister Shakantu thanked Minister Lin for rapidly formulating a series of concrete plans following his trip to Eswatini in April that would advance bilateral cooperation and Eswatini’s development, underscoring Taiwan’s high regard for and steadfast commitment to its allies. She also expressed the hope to see greater investment and more tourists from Taiwan in Eswatini through the Diplomatic Allies Prosperity Project, thereby fueling bilateral exchanges.  

     

    Earlier on June 4, Deputy Minister of Foreign Affairs François Chihchung Wu hosted a luncheon for the delegation. Attendees at the luncheon included International Trade Administration Secretary General Amelia W. J. Day, Export-Import Bank of the ROC President Hsieh Fu-hua, Hua Nan Bank Vice Chairman T. Lin, MOFA Department of International Cooperation and Economic Affairs Director General Lien Yu-ping, and MOFA Department of West Asian and African Affairs Deputy Director General Chen Yung-po. They exchanged views with the members of the Eswatini delegation on a variety of issues. 

     

    Eswatini is an important diplomatic ally of Taiwan in Africa. MOFA will continue to maintain close interactions with the Eswatini government and actively seek to enhance mutually beneficial collaboration in all fields so as to realize the vision of advancing allies’ prosperity and thereby deepen and consolidate diplomatic relations between the two countries.     Following the completion of the presidential elections on June 4, Lee Jae-myung of the Democratic Party was elected the 21st-term president of the Republic of Korea. On behalf of the government of Taiwan, the Ministry of Foreign Affairs sincerely congratulates the government and people of the ROK on once again conducting a successful round of democratic elections. Furthermore, following the public announcement of the election results, the Taipei Mission in Korea immediately transmitted a congratulatory telegram on behalf of the government of Taiwan.

    Taiwan and the ROK are both important countries in the Indo-Pacific. They share such universal values as democracy, freedom, human rights, and the rule of law, while exchanges and cooperation on economics and trade, culture, tourism, and other domains have yielded fruitful results. The ROK government has reiterated the importance of peace and stability across the Taiwan Strait at numerous international events in recent years, highlighting the determination of Taiwan, the ROK, and like-minded nations to work together to maintain regional peace, stability, and prosperity and curtail the expansion of authoritarianism.

    Based on existing close and stable interactions, Taiwan looks forward to continuing to engage with the ROK through its new government so as to deepen collaboration in all areas and jointly advance peace, stability, and prosperity throughout the Indo-Pacific region. (E)

  • MIL-OSI USA: Peters & Slotkin Advocate for Continued Investment at Selfridge to Support Basing of F-15EX and KC-46A Missions

    WASHINGTON, DC – U.S. Senators Gary Peters (MI) and Elissa Slotkin (MI) are advocating for continued investment at Selfridge Air National Guard Base to support basing of the recently announced 21 F-15EX fighters, as well as the 12 KC-46A tankers the senators helped secure in January 2024. In a letter sent to the bipartisan leaders of the Senate Appropriations Committee and Senate Appropriations Subcommittee on Military Construction, the senators underscored the strategic and economic importance of Selfridge and requested the full funding necessary to prepare for these new missions.  

    “Selfridge Air National Guard Base is an essential and strategic location for northern border security and homeland defense. Selfridge is a joint military installation and home to many national security assets of the United States, including servicemembers from the Army, Navy, Air Force, Marine Corps, and Coast Guard,” wrote the senators. “Selfridge is also a pillar of both the local community in Macomb County and Michigan’s robust defense sector, supporting approximately 5,000 military and civilian jobs and generating an estimated $850 million in economic impact statewide.” 

    In the letter, the senators highlight improvements currently being made at Selfridge to properly outfit the base to receive the F-15EXs and KC-46As, including a $28 million investment secured by the Michigan congressional delegation to construct a new hangar capable of accommodating the new aircraft. However, additional funding is needed to ensure a seamless transition to the incoming aircraft.  

    The senators continued: “Given the incoming fighter and tanker missions and the importance of preparing Selfridge to continue to play a critical role in our national security, we respectfully request the full funding necessary for military construction to follow-through on the commitments made and fight to deliver federal investments at Selfridge.”

    Senators Peters and Slotkin have made supporting the future of Selfridge Air National Guard Base a top priority. Prior to the F-15EX basing announcement in April, Peters and Slotkin sent a letter urging the Air Force to base a new fighter mission at Selfridge. Earlier this year, the senators introduced bipartisan legislation seeking to preserve the U.S. Air Force’s fighter force structure and support the recapitalization of Air National Guard fighter missions, including at Selfridge. In March, they also led a bipartisan, bicameral resolution to honor the 108th anniversary of Selfridge Air National Guard Base and commemorate the thousands of men and women who have worked and trained at Selfridge since its inception. In January 2024, the senators helped announce that the U.S. Air Force selected Selfridge to host a new squadron of twelve KC-46A refueling tankers. This announcement came shortly after Peters led a bipartisan, bicameral group of Michigan delegation members, including Slotkin, in urging then-U.S. Air Force Secretary Frank Kendall to select Selfridge for a new squadron of these next-generation tankers, which will be deployed by the U.S. Air Force for at least the next 50 years.  

    To further strengthen Selfridge’s role in U.S. national and homeland security efforts, Peters established the Department of Homeland Security (DHS) Northern Border Mission Center last year. Peters secured $3 million last March to operate this Center at Selfridge, where it is collocated with current DHS components.     WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.), Ranking Member of the Senate Agriculture Committee on Rural Development, Energy, and Credit, today joined U.S. Senator Alex Padilla (D-Calif.) and U.S. Representative Mike Thompson (D-CA-04) to introduce the Bicycle Commuter Act of 2025, bicameral legislation that would reinstate and expand the Bicycle Benefit Subsidy Program’s non-taxable bicycle commuter benefit to encourage more Americans to bike to work.  
    “The perks of biking to work are tenfold–saving commuters money, providing health benefits, and helping reduce emissions. An increasing number of Vermonters have recognized those benefits, with the number of cycling commuters doubling in the Green Mountain State in the past decade. But there’s more that we can do to strengthen biking infrastructure to help more folks around the country enjoy the advantages of cycling to work,” said Senator Welch. “Our bicameral legislation will reinstate and modernize the bicycling tax benefit to encourage more commuters around the country to get to work by riding a bicycle.” 
    “Biking to work is good for our planet, our health, and our wallets,” said Senator Padilla. “The Bicycle Commuter Act would allow cyclists to take advantage of the same tax benefits that incentivize hardworking Americans to commute via public transit or carpool, while also helping keep our air clean and reduce congestion on our roads. It would also expand these commuter tax benefits to e-bikes, bikeshares, and certain scooters, further encouraging bike ridership and putting money back in the pockets of workers.”

    Cities and towns across America are investing in bike and pedestrian-friendly infrastructure to create safer, greener, and more connected communities. In Vermont, nearly 6% of residents walk to work, ranking the Green Mountain State third-highest in the nation for its walk-to-work percentage. The amount of Chittenden County residents that bike to work has doubled since 2010, with the number of statewide cycling commuters in Vermont expected to increase as local trail associations spearhead initiatives that allow Vermonters to bike longer distances to work. According to recent studies, over 60% of Chittenden County residents would walk or bike to work more frequently if safety and accessibility improvements are made. 
    In 2009, Congress created the Bicycle Benefit Subsidy Program to encourage more workers to bike to their jobs by allowing employers to offer a non-taxable reimbursement of up to $20 per month for expenses related to bicycle commuting. However, employees who elected to participate in the program were forced to forfeit other commuter benefits, such as those provided for parking or transit. The non-taxable bicycle commuter benefit was suspended until 2026 by the Tax Cuts and Jobs Act of 2017, eliminating this vital financial incentive for employees who bike to work.  
    The Bicycle Commuter Act of 2025 would modernize the Bicycle Benefit Subsidy Program to ensure cyclists can access pre-tax commuter benefits similar to those available for parking and public transit and allow recipients to claim the bicycle benefit in tandem with other commuter benefits. The bicameral legislation would also allow electric bicycles and bikeshare and scootershare services to be eligible for the benefit. 
    The Bicycle Commuter Act is supported by the Association for Commuter Transportation (ACT), League of American Bicyclists, North American Bikeshare and Scootershare Association, PeopleForBikes, Rails to Trails Conservancy, Safe Routes Partnership, and Sierra Club. 
    “The reintroduction of the Bicycle Commuter Act is an important step toward building a more balanced, multimodal transportation system that supports healthier, more accessible commutes. By recognizing and incentivizing active transportation, Congress is helping to reduce congestion and improve quality of life for millions of commuters.   • MIL-OSI Canada: Government Provides Additional $500 in Financial Assistance to Northern Residents Displaced by Wildfires

    Due to wildfires affecting communities across Saskatchewan, Premier Scott Moe announced today that the Government of Saskatchewan will be providing emergency funds to those displaced due to ongoing emergency. All residents over the age of 18, that reside in communities that have been evacuated will receive $500 in financial assistance.

    “Our government recognizes the impact of wildfires on these residents,” Moe said. “These funds will help support families throughout these evacuations and as they return to their home communities.”

    The funds will be issued directly to communities as a grant from the provincial government. Funds will be disbursed by community leadership to affected residents over the age of 18. Those residents are eligible for $500. This is in addition to the increased financial assistance for evacuees announced on June 7th, 2025, provided to evacuees who have registered with the Saskatchewan Public Safety Agency (SPSA).     The Government of Saskatchewan has provided $15 million to the Canadian Red Cross to help Saskatchewan residents who have been displaced from their homes, as wildfires continue to threaten communities across the province.

  • MIL-OSI Security: Justice Department and FTC to Host Listening Sessions on Lowering Americans’ Drug Prices Through Competition

    Sessions to Discuss Generic and Biosimilar Availability, Prescription Drug Formularies and Benefits, and Regulatory Barriers

    As part of implementing President Trump’s Executive Order No. 14273, Lowering Drug Prices by Once Again Putting Americans First, the Justice Department’s Antitrust Division and the Federal Trade Commission, along with the Department of Commerce and the Department of Health and Human Services, will jointly host listening sessions to discuss ways to make prescription drugs more affordable for Americans by promoting competition. The three listening sessions will occur under the direction of Assistant Attorney General Gail Slater and FTC Chairman Andrew N. Ferguson.

    The listening sessions will focus on improving the affordability of pharmaceuticals by increasing generic and biosimilar availability and promoting competition through drug formularies and benefits. The sessions, which will feature remarks by practitioners and scholars, will cover anticompetitive practices as well as eliminating regulatory barriers and rent seeking. The listening sessions will inform the FTC and DOJ’s joint report on combatting anticompetitive practices in pharmaceutical markets, as mandated by President Trump’s Executive Order.

    The dates for the sessions are as follows:

    • Monday, June 30 at 2 p.m. ET – Anticompetitive Conduct by Pharmaceutical Companies Impeding Generic or Biosimilar Competition

    • Thursday, July 24 at 2 p.m. ET – Formulary and Benefit Practices and Regulatory Abuse Impacting Drug Competition

    • Monday, August 4 at 2 p.m. ET – Turning Insights into Action to Reduce Drug Prices

    Chancellor pledges at least £445 million of rail investment as part of biggest ever Welsh funding boost

    Major transport upgrade to drive growth and unlock economic potential across Wales, as UK Government delivers on Plan for Change.   

    Spending Review: Investing in Wales’ future.

    • Investment is part of comprehensive spending package to invest in UK’s renewal, creating thousands of jobs in clean energy, manufacturing and defence  
    • The Welsh Government will receive the largest real terms settlement since devolution began in 1999, with an average settlement of £22.4 billion per year, enabling the Welsh Government to deliver for working people in Wales.

    Working people across Wales will benefit from better access to jobs and opportunities thanks to a Welsh rail investment worth at least £445 million announced by Chancellor Rachel Reeves today as part of the UK Government’s Spending Review which will invest in UK’s renewal.

    The transformative rail package will reconnect Wales’s industrial heartlands, improve commuter journeys and drive economic growth in communities that have long suffered from poor transport links.  

    The package will invest in both north and south Wales, fixing level crossings, building new stations, and upgrading existing lines  

    This strategic rail investment forms the cornerstone of the UK Government’s plan to reconnect, reindustrialise and renew Wales – addressing decades of underinvestment in critical infrastructure that has held back the Welsh economy.  

    The rail upgrades will specifically link centres of advanced manufacturing excellence in North Wales and improve vital connections between Cardiff and Bristol, making it easier for businesses to invest and for workers to access employment opportunities.  

    Alongside this major transport investment, the Spending Review delivers significant backing for Wales’s key industrial sectors.  

    In Port Talbot, a combined investment of up to £580 million will secure the future of steelmaking while transforming the port into a clean energy hub. Within this, £500 million for Tata Steel’s new Electric Arc Furnace will protect 5,000 jobs while reducing carbon emissions.  

    Secretary of State for Wales, Jo Stevens, said:  

    This UK Government is investing in Wales’ future and driving economic growth across the country.  

    We promised we would deal with the historical under-investment in Wales’ rail network and the funding announced today in this Spending Review shows we are delivering on that pledge.  

    Along with a record financial settlement for Welsh Government to improve public services, £118m more to help keep coal tips safe and investment in growing industries like aerospace, we are backing Wales’ potential and delivering for working people.”    

    Growing Wales’ domestic aerospace and defence industries  

    Speaking in the House of Commons today, the Chancellor reaffirmed the government’s commitment to increase defence spending to 2.6% of GDP by April 2027, backing our Armed Forces, creating British jobs in British industries, and prioritising the security of Britain when it is most needed.  

    The Spending Review also backed Welsh industry by continuing investment in the defence industry right across the UK, including Wales.  

    Wales’s aerospace and automotive industries, already employing over 15,000 people, also stands to gain through UK-wide funding announced for the advanced manufacturing sector, enabling the development and delivery of ultra-low and zero-carbon emission vehicles and aircraft.   

    Coal tip safety   

    The Spending Review also confirms a further £118 million between 2026-27 and 2028-29 for the Welsh Government to maintain the safety of disused coal tips, on the back of £25 million already committed in 2025-26 during 2024 Autumn Budget. The money will see tips secured, homes protected and land unlocked for housing, industry and recreation.   

    The UK Government also pledged continued support for Welsh Investment Zones in Cardiff City Region and Wrexham and Flintshire, which will receive £160 million each over 10 years, driving growth and jobs.  

    Supporting Welsh businesses  

    The new Industrial Strategy and Public finance Institutions will collaborate with the devolved governments and local stakeholders to drive growth across the UK. Through the Nations and Regions Investment programme the British Business Bank is delivering £130 million across Wales to break down access to finance barriers and drive economic growth.  

    Local growth funding  

    A new local growth fund, and investments in up to 350 deprived communities across the UK, will maintain the same cash level as in 2025-26 under the Shared Prosperity Fund. The Ministry of Housing, Communities and Local Government and the Wales Office will work with local partners to ensure money goes to projects that matter to local people. This investment will help drive growth and improve communities across all parts of Wales.  

    A record settlement for Welsh public services  

    The Welsh Government will receive the largest settlement in real terms since devolution in 1999, with an average settlement of £22.4 billion per year to deliver against the priorities of working people in Wales.  

    This comprehensive investment package is further delivery of the UK Government’s promise to invest in Britain’s renewal and ensure that economic growth benefits every part of the United Kingdom.

  • MIL-OSI USA: Pocan Invites DOD to Witness F-35 Noise Pollution in Madison

    WASHINGTON, D.C. – Today, U.S. Representative Mark Pocan (WI-02) sent a letter to Patrick O’Brien, the Director of the Office of Local Defense Community Cooperation (OLDCC) at the Department of Defense inviting him to witness the noise pollution caused by the F-35s at Truax Field after the OLDCC rejected an $18 million noise mitigation grant application. The Wisconsin Department of Military Affairs submitted an application to help residents in east Madison, who are affected by elevated noise levels, access funding assistance to mitigate the noise from the jets. 

    “I write to you today to express my disappointment regarding your recent decision to deny the Wisconsin Department of Military Affairs’ application for noise mitigation funding through the Office of Local Defense Community Cooperation, and to invite you or other officials from your office to visit Madison to hear directly from residents who could have benefitted from this funding and explain your decision to them personally,” Pocan wrote. 

    “In Fiscal Year 2021, my office worked to ensure $50 million was appropriated for the Noise Mitigation Community Partnership Program to ensure that affected residents in east Madison could receive some assistance to make necessary modifications to their homes to dampen the noise and improve their quality of life,” Pocan continued. “Therefore, I was deeply disappointed by the recent announcement that the Wisconsin Department of Military Affairs’ application for noise mitigation funding was denied.”

    “Given the direct effect this has had on my constituents, I request a detailed explanation to my office regarding the decision to deny this grant application, and additionally request that you send an official to visit Madison to meet with residents who have been affected by elevated noise levels and provide an explanation of your decision directly to them,” Pocan concluded. “A site visit would provide an invaluable opportunity not only to witness firsthand the impact of noise pollution in the area and hear from residents who are living with it daily, but also to help facilitate a collaborative discussion around potential solutions and future funding opportunities.”
