    Roger Devlin appointed as Chair of the Horserace Betting Levy Board

    The Secretary of State has appointed Roger Devlin as Chair of the Horserace Betting Levy Board for a term of four years from 1 July 2025 to 30 June 2029.

    Roger Devlin is currently Chair of Persimmon, the FTSE housebuilder as well as a Director of the Sutton Trust, the leading social mobility charity.

    Previous non-executive roles have included Senior Independent Director of the Football Association and Chair of Marstons. He also chaired Sunningdale and served on the board of the R&A. In an executive capacity Roger was a director of merchant bankers Hill Samuel (1978-1993) and Hilton International (1994-2008).

    In roles linked to horseracing he was Chair of William Hill until its sale to Caesars in 2022; Chair of Gamesys the fast growing online gaming company; and Chair of SiS, the media rights business. Roger owns horses in training with Anthony Honeyball and William Muir. He was co-owner and bred Pyledriver, the winner of the King George and Coronation Cup.

    Remuneration and Governance Code

    The Chair of the Horserace Betting Levy Board is remunerated £39,600 per annum. This appointment has been made in accordance with the Cabinet Office’s Governance Code on Public Appointments. The appointments process is regulated by the Commissioner for Public Appointments. Under the Code, any significant political activity undertaken by an appointee in the last five years must be declared. This is defined as including holding office, public speaking, making a recordable donation, or candidature for election. Roger Devlin has not declared any significant political activity.

    America is beating inflation as President Donald J. Trump leads the country into the new Golden Age with lower costs, higher pay, and economic opportunity for all.
    Here’s what you need to know from the latest Consumer Price Index:
    In May, inflation came in lighter than expected for yet another month.
    Since President Trump took office, inflation has come in below economists’ expectations every single month.

    Core inflation held steady and remains at the lowest level since March 2021.
    Under President Trump, core inflation has tracked at just 2.0% on an annual basis — levels not seen since the first Trump Administration, when prices were low and stable.

    Wage growth remains strong under President Trump.
    In May, real wages for production and nonsupervisory workers saw the highest monthly increase in nearly a year — rising each month since President Trump took office and up nearly 2% over last year.
    The average private sector worker is on track to see their real earnings increase by around $1,200, adjusted for inflation.

    Prices for everyday Americans continue to fall.
    Energy prices fell by 1.0% over the last month — down 3.5% over the past year.
    Gasoline prices have fallen each month since President Trump took office, down 2.6% over the past month and down 12% over the past year.
    Prices in key areas — such as meats, poultry, eggs, airfares, used and new cars, and apparel — all went down over the past month.

    Minister of Foreign Affairs Lin Chia-lung hosted a dinner on June 5 to mark a state visit by President Bernardo Arévalo of the Republic of Guatemala and First Lady Lucrecia Peinado. Minister Lin conveyed a sincere welcome on behalf of the government of Taiwan and said that Taiwan hoped to build upon the existing solid foundation of cooperation with Guatemala to jointly forge an even more strategically significant partnership.
     
    In his remarks, Minister Lin said that Taiwan and Guatemala enjoyed a deep friendship and had maintained diplomatic ties for more than 90 years, adding that cooperation between the two sides had yielded fruitful results across various domains. He noted that during this state visit, President Arévalo had signed a letter of intent on semiconductor cooperation with President Lai Ching-te and that the two presidents had also witnessed the signing of an MOU on a political consultation mechanism between their respective foreign ministers and the signing of a letter of intent on bilateral investment in supply chains between their respective economic ministers. He stated that these actions not only demonstrated the two countries’ staunch and cordial relations but would also further deepen bilateral cooperation. Minister Lin emphasized that Taiwan’s government would continue to work hand in hand with the Guatemalan government under President Arévalo’s leadership to advance Guatemala’s national development; deepen trade, economic, and investment ties and semiconductor cooperation; and jointly advance comprehensive bilateral collaboration across all sectors. Minister Lin also mentioned how cordially he was received by President Arévalo and First Lady Peinado when he visited Guatemala last October. He said that he had brought home and continued to cherish a menu, signed by President Arévalo, from the banquet held at the president’s residence.
     
    In his remarks, President Arévalo thanked Minister Lin for his warm reception and expressed delight at being able to meet in Taipei again after October 2024, when his wife had visited Taiwan for National Day celebrations and Minister Lin and his wife had visited Guatemala. He said that their interactions had always been convivial and sincere. President Arévalo also pointed out that the attendees of the dinner were experts and leaders in different fields, highlighting how Taiwan-Guatemala cooperation had become more comprehensive and diverse. He said that the documents signed on the morning of June 5 would serve as guideposts for the direction of future cooperation between the two nations and voiced his firm conviction that the Taiwan-Guatemala partnership would continue to grow even closer.
     
    Among other attendees at the dinner were International Cooperation and Development Fund Secretary General Huang Yu-lin; National Taiwan University Professor Chang Pei-zen; Vice Superintendent of National Taiwan University Hospital Lou Pei-jen; President of Chunghwa Telecom Lin Rong-shy; and CIECA Chairman Joseph Jye-cherng Lyu.     OG meme coin Dogecoin surged 42% so far on the year, currently trading at $0.20 and making a push towards the critical psychological levels of $0.25 at press time. What was once believed to be a rally running on empty, stalling the price action at key resistance levels, is now a full-blown push to a clean break at $0.25.

    DOGE shifted the momentum with a clean, confident break above $0.20. That opens the next leg up to $0.25, but it’s going to take more than memes; it needs sustained volume and a true shift in sentiment.

    Right now, the buzz is growing but not booming. Social dominance rose to 1.76%, showing DOGE is back on the radar. Yet, with social volume sitting at just 96, the hype hasn’t hit full stride. That disconnect suggests early interest is back, but retail hasn’t piled in. For DOGE to break out, the crowd’s got to follow the noise and fast.

    GE Vernova Inc.(NYSE:GEV) (www.GEVernova.com) today announced that the GE Vernova-Larsen & Toubro (L&T) consortium will build an advanced National System Control Center (NSCC) for Kenya Electricity Transmission Company (KETRACO) to monitor and manage Kenya’s national electricity grid. The work will include constructing a Main Control Centre building in Embakasi, equipped with advanced grid software solutions and the latest substation automation, monitoring, and communication equipment.     Kenya’s Electricity Goals

    Kenya has set ambitious electricity goals aimed at achieving universal access and transitioning to a sustainable energy future.     Moscow, June 11 /Xinhua/ — Russia has handed over 1,212 bodies of dead Ukrainian servicemen to Ukraine and received 27 bodies of dead servicemen of the Russian Armed Forces, Russian presidential aide and head of the Russian delegation at the talks with Ukraine Vladimir Medinsky said on Wednesday.

    “The transfer of bodies of fallen soldiers has begun in accordance with the Istanbul agreements. We have transferred 1,212 bodies of Ukrainian Armed Forces soldiers to the Ukrainian side. 27 fallen soldiers of the Russian Armed Forces have been returned to us,” V. Medinsky wrote on his Telegram channel.

    The transfer of the bodies of the dead servicemen is taking place in accordance with the agreement between Moscow and Kiev on humanitarian issues, which was reached during negotiations in Istanbul in early June. –0–

    WASHINGTON D.C. — Congressman David Scott (GA-13) and Congressman Greg Murphy, M.D. (NC-03) sent a letter to the Secretary of Veterans Affairs, Doug Collins, urging the Department to preserve the highest standards of anesthesia care for our nation’s Veterans. The bipartisan letter was signed by more than 85 Democrats and Republicans in the U.S. House of Representatives.

    “After years of reviews and agency listening sessions, we know that removing physicians during anesthesia care, strips away a critical layer of medical expertise—particularly during high-risk or emergency scenarios where seconds matter and complications are unpredictable,” said Congressman David Scott. “I expressed deep concern with the previous Administration’s effort to diminish and depart from universally agreed upon anesthesia care standards, independent data, and the very voices of our Veterans who remain firmly opposed to this dangerous initiative. Secretary Collins can protect the integrity of the VA’s anesthesia standards and reaffirm the agency’s firm commitment to medical excellence. Veterans earned that commitment through their service. It would be unconscionable to think the government is now planning to compromise their care.”

    “Our veterans deserve the highest standard of care, including careful oversight by trained physicians,” said Congressman Greg Murphy, M.D. “The trend in medicine to allow nurses to assume certain responsibilities that medical doctors are trained to do is dangerous. The attempt to cut costs is noble, but doing so at the expense of quality and safety is unacceptable. I urge Secretary Collins to reconsider the proposed policy change that would authorize nurse-only anesthetic care without physician oversight.”

    The 2025 letter comes in response to a VA department proposal to eliminate physician anesthesiologists from surgical anesthesia teams and adopt a “nurse-only” model. Currently, VA policy ensures that a physician anesthesiologist leads a team of certified registered nurse anesthetists, working together to deliver safe, high-quality anesthesia care to veterans. This collaborative model is the standard of care at the nation’s leading medical institutions, including the Mayo Clinic, Cleveland Clinic, Johns Hopkins, and Emory University Hospitals, and is mandated by law in 46 states.

  • MIL-OSI USA: Rep. Peters’ Bill to Shore up Funding to Address Toxic Wastewater in the Tijuana River Valley Passes in the House

    Washington, D.C. – Yesterday evening, the House of Representatives overwhelmingly passed Representative Scott Peters’ (CA-50) legislation, H.R. 1948, to authorize the International Boundary and Water Commission (IBWC) to accept funding from other federal agencies as well as and non-federal sources for wastewater treatment, flood control projects, or other water conservation efforts. Currently, the IBWC relies almost solely upon annual appropriations from Congress or emergency funding to build and maintain its facilities. 

    Rep. Peters and the San Diego Congressional delegation have now secured a total of $650 million for IBWC, which is enough to fully repair and expand the South Bay International Wastewater Treatment Plan (SBIWTP). SBIWTP is the primary facility on the U.S.-side of the border responsible for treating cross-border sewage. Operations and maintenance projects are currently underway on both sides of the border to combat cross-border sewage pollution, and the region will see incremental improvements as each phase is completed. An increase in funding available from non-federal sources such as cities, states, or non-profits would support these projects, bolster future operation and maintenance of the SBIWTP, and strengthen coordination between local, federal, and binational agencies.  

    “I’ve worked with our Congressional delegation and local advocates for years to bring attention to cross-border sewage pollution, and we now have enough money to fix the SBIWTP and double its capacity,” said Rep. Peters. “Our state and local partners have witnessed firsthand the devastating effects of this environmental and public health crisis. Additional funding pathways for the IBWC provide the flexibility we need to better invest in the long-term health and well-being of our region. I urge my Senate colleagues to quickly pass this commonsense legislation.” 

    “Together, our Congressional delegation has successfully secured over half a billion dollars in federal funds to combat cross-border pollution. Our legislation will open up additional funding pathways and help us send more resources to the Tijuana River Valley,” said Rep. Juan Vargas (CA-52). “I’m glad to see this critical bill pass the House and hope to see it swiftly passed in the Senate as well.” 

    “Our San Diego congressional delegation has proudly brought home more than $650 million in federal funds to address the sewage and pollution flowing through the Tijuana River Valley – but we know it’s not enough,” said Rep. Sara Jacobs (CA-51). “This fix would give the IBWC the permanent flexibility it needs for strategic, long-term investments to improve our health, well-being, and safety on both sides of the border.” 

    This bipartisan legislation would allow other federal agencies or non-federal entities like the Department of Defense, the State of California, the City of San Diego and others to provide funding to IBWC. Specifically, it would: 

    • Allow federal and non-federal entities to provide up to $5 million in funding to IBWC to invest in flood control infrastructure. 
    • Include important legislative safeguards to prevent foreign entities of concern from contributing to the agency.

    Further Background: 

    Representative Peters has, for years, worked to address the cross-border pollution fouling San Diego’s coastal waters, including pushing for additional funding to fix and expand the dilapidated SBIWTP. The following are some recent actions: 

     

    2025 

    1. In March, Rep. Peters introduced legislation to authorize the International Boundary and Water Commission (IBWC) to accept funding from federal and non-federal entities for wastewater treatment, flood control projects, or other water conservation efforts. 

    2024 

    1. In January, Rep. Peters took to the House floor to demand that the President’s requested $310 million to fix and expand the dilapidated SBIWTP be included in any upcoming spending deal. 
    1. In February, Rep. Peters joined members of San Diego’s Congressional delegation to ask U.S. Navy Secretary Carlos Del Toro about the effects of cross-border pollution on Navy operations. 
    1. In March, Rep. Peters celebrated the inclusion of $156 million, at his request, for the International Boundary and Water Commission’s (IBWC) construction budget in the Fiscal Year 2024 Appropriations bill. The IBWC is the federal agency tasked with operating and maintaining the SBIWTP. 
    1. In May, Rep. Peters joined Rep. Veronica Escobar (TX-16) in a bipartisan request for $278 million for the IBWC’s construction budget in the Fiscal Year 2025 Appropriations bill. 
    1. In August, Rep. Peters hosted Deputy Secretary of State Richard Verma on a tour of the broken wastewater treatment plant. 
    1. In September, Rep. Peters joined members of San Diego’s Congressional delegation to reiterate their call for a federal state of emergency declaration amid high levels of toxic gases. 
    1. In December, Rep. Peters and the Congressional delegation successfully fought to include an additional $250 million to fully repair and expand the capacity of the SBIWTP in the government funding bill. This brought the total amount of funds secured to $650 million. 

    2023 

    1. In June, Rep. Peters led a letter with other members of the San Diego Congressional delegation to the governor of Baja California urging accountability for the Mexican government’s commitments to build wastewater treatment infrastructure. 
    1. In July, members of the San Diego congressional delegation requested that the Environmental Protection Agency assist with directing environmental justice funds from the Infrastructure Investment and Jobs Act and the Inflation Reduction Act to help stop the flow of pollutants and urged Secretary of State Antony Blinken to tour the broken plant. 
    1. Also in July, they sent a letter to President Biden and submitted an amendment to the National Defense Authorization Act for Fiscal Year 2024, calling on the administration to declare this crisis a federal emergency. 
    1. In August, he led two letters to the Office of Management and Budget and to OMB and the State Department, calling for urgent additional funding to confront this crisis.  
    1. In September, he proposed an amendment to the Fiscal Year 2024 Interior, Environment, and Related Programs Appropriations Bill to boost U.S.- Mexico Border Water Infrastructure Grant Program funding. Additionally, he proposed two amendments to the Fiscal Year 2024 State, Foreign Operations, and Related Programs Appropriations Bill to boost annual construction funding to the USIBWC to $100 million. 
    1. In October, Rep. Peters led a bipartisan letter to the Department of State demanding a complete account of how the SBIWTP fell into such a severe state of disrepair. 
    1. In December, he led a letter urging leaders of the U.S. House of Representatives and U.S. Senate to include President Biden’s $310 million supplemental budget request to repair the SBIWTP in any upcoming funding package. 

     

    In previous years, Peters and colleagues have secured funding, introduced legislation, called for investigations, and arranged a visit by EPA Administrator Regan in response to the wastewater contamination crisis.

  • MIL-OSI United Kingdom: Oxford City Council publishes first draft of Oxford Local Plan 2042

    The strategic document will underpin all planning decisions in Oxford until 2042. It will help to shape how the city of Oxford tackles our housing crisis, supports our economy, reduces carbon emissions, and supports the diverse communities and neighbourhoods.  It aims to make our city more equal and more resilient. 

    It will do this by ensuring: 

    • 40% affordable housing in developments of 10 or more homes, with a priority on social rent
    • more flexibility and opportunities in neighbourhoods and district centres 
    • all potential development options are assessed, including looking at potential for development of the least valued parts of the Green Belt; maps of potential sites and areas of search will be available during the consultation
    • developments must include more trees, hedges and other green features as well as biodiversity net gain
    • affordable workspace strategies for key employment sites to encourage a diverse economy
    • all large developments to include Community Employment and Procurement Plans that promote local jobs and supply chains
    • all new buildings are net zero carbon in operation from the start of the plan 

    Subject to Cabinet approval on 18 June, the draft will go out to public consultation from 27 June to 8 August 2025.  

    The feedback received during this time will help shape the second draft of the plan, which the Council aims to run public consultation on later this year before submitting the final draft to the Government for examination.

    Oxford Local Plan 2042 

    Tackling Oxford’s housing crisis 

    There is an urgent need for new homes in Oxford. The current housing crisis means rental and purchase prices are well above average and out of reach for many, forcing too many people out of the city. This is projected to worsen in the coming decades if there is no action. However, the city’s boundaries and environmental constraints there is not enough available land to meet demand. To address this, the draft Local Plan 2042: 

    •  must investigate all potential development opportunities, including small pockets of Green Belt that meet specific criteria. In Oxford, the majority of Green Belt areas are protected as Sites of Special Scientific Interest (SSSI) or flood plains and have already been ruled out leaving a limited amount to be investigated. Maps showing the areas being considered for more detailed assessment will be published during the consultation 
    • includes options for site allocations and Areas of Focus, which, alongside policies requiring efficient use of land, mean more parts of the city are likely to see redevelopment and densification  
    • continue to allow for changes of use, such as house building, on employment sites 
    • proposes 40% of new developments, with more than 10 homes, should be affordable. 

    Since the publication of the Local Plan 2036, the government rightly requires all councils to use a ‘Standard Method’ to calculate housing need. For Oxford, the Standard Method is 1,087 homes a year. Because of the city’s tight boundaries and limited number of developable sites because of flood zone or SSSI protection the Council believes that not all of this need will be met inside Oxford. At this stage, the Council will put forward an interim capacity of only 493 homes per year while further investigation is ongoing.  

    Creating a fairer economy that works for everyone 

    Oxford is home to world-leading industries and technologies, with growth already happening across all sectors. The Council’s goal is to support this growth in a sustainable way that benefits everyone in the city. The draft Local Plan 2042 aims to do this while balancing other priorities, particularly housing, by proposing: 

    • all large development sites must deliver Community Employment and Procurement Plans (CEPPs) to promote jobs and apprenticeships for local people, and use of local businesses and suppliers 
    • employment sites must provide an affordable workspace strategy to support a diverse range of businesses 
    • key employment sites outside of the city and district centres are protected for their importance to the economy 
    • within the city centre and district centres, there is full flexibility of use – for example an office block could be converted into residential as long as decent standards are met. 

    Tackling the climate and biodiversity crisis 

    In January 2019, Oxford declared a climate emergency. Since then, the Council has worked to tackle the climate emergency, reduce carbon emissions and empower residents to take action. The Local Plan 2042 will ensure this work remains a priority. The draft plan proposes: 

    • all new buildings are net zero carbon in operation by the time the plan is adopted. 
    • supporting and making easier the retrofitting of existing buildings to reduce carbon emissions, including better insulation and energy upgrades 
    • green spaces are protected and new developments must include more trees, hedges and other green features 
    • new buildings must be designed to cope with extreme weather and future climate risks, including flooding and overheating 
    • sustainable drainage and protection of air, water and soil to protect public health and the environment. 

    Supporting strong communities 

    The Local Plan 2042 will support strong, welcoming communities where everyone has a fair chance to thrive. People will have equal access to housing, jobs, healthcare, green spaces, leisure, and a shared sense of pride in the city’s heritage and culture. It will ensure Oxford is a place where communities are supported to grow, connect, and shape the future together. To do this, the draft proposes: 

    • to protect local centres and encourage new facilities and services in already accessible locations, making it easier for people to combine trips and access nearby shops and amenities 
    • policy on car parking aims to reduce car dependency and create safer, more attractive spaces for walking and cycling 
    • high-quality urban design to make developments accessible and enjoyable for everyone 
    • an updated Infrastructure Delivery Plan to identify the extra services needed to support new development — from school places and health services to walking and cycling routes 
    • all new developments must respect Oxford’s heritage, including its iconic skyline and historic views, and contribute positively to the city’s character and identity. 

    Next steps 

    The draft Oxford Local Plan 2042 will be considered by the Council’s Cabinet on 18 June. If approved, public consultation will run from 27 June to 8 August. 

    Feedback from this consultation will help shape the next version of the plan, which the Council aims to consult on by the end of the year before submitting it to the Planning Inspectorate for examination. 

    The Local Plan 2042 will eventually replace the current Oxford Local Plan 2036. Once adopted, it will become the legal basis for determining planning applications in Oxford.

    • The Irish economy has performed well and entered 2025 in a strong position.
    • The domestic economy is projected to continue growing, albeit at a slower pace in a highly uncertain global environment.
    • There are significant external downside risks to growth and public finances, which are vulnerable to external trade and tax policy shifts.

    Washington, DC: On June 6, 2025, the Executive Board of the International Monetary Fund (IMF) completed the Article IV Consultation for Ireland.[1]

    The Irish economy has performed well. The domestic economy, as measured by the Modified Gross National Income, is estimated to have grown by about 4 percent in 2024. Robust consumption and strong net exports, dominated by foreign multinational enterprises (MNEs), contributed positively to growth. Headline inflation has fallen to target, while service inflation has been more persistent. The labor market remains tight, although pressures appear to be easing. The general government balance continued to register a sizeable surplus in 2024, supported by large corporate income tax receipts from multinational enterprises. Bank lending growth has strengthened, largely driven by housing and consumer loans.

    The domestic economy is projected to continue to grow, though at a slower pace in a highly uncertain global environment. The strong labor market and rising real incomes, as well as anticipated pick up in housing investment and government capital spending would support domestic demand. While the direct effect of the announced tariff measures is projected to be contained, heightened global uncertainty would though weigh on household and business spending decisions.

    There are significant downside risks to the growth outlook. The concentration of activity in a small number of MNEs leaves the economy and public finances vulnerable to external trade and tax policy shifts and firm- or sector-specific shocks. More broadly, a sustained reversal of globalization would put at risk the Irish economic model which has benefitted from free trade and capital flows. Domestically, supply-side constraints could delay the attainment of infrastructure and housing goals.

    Executive Board Assessment[2]

    Executive Directors welcomed the strong economic performance, which has been underpinned by robust domestic demand and prudent policies. Directors highlighted that while the outlook remains positive, there are considerable downside risks, given high global uncertainty and Ireland’s significant exposure to trade and investment shocks. Accordingly, Directors emphasized the need to maintain fiscal prudence, safeguard financial stability, and advance structural reforms to support resilience and growth.

    Directors recommended that fiscal policy continue to focus on building buffers, stepping up public investment, and reducing revenue uncertainty. Noting that the economy is operating at full capacity, Directors agreed that a broadly neutral fiscal stance with increased capital expenditure is appropriate as it would allow Ireland to address infrastructure needs without adding to aggregate demand. Important measures include enhancing public spending efficiency and broadening the tax base to reduce reliance on uncertain corporate tax revenue. Directors agreed that Ireland would benefit from a strengthened national fiscal framework that further ensures long-term fiscal sustainability and enhances the credibility and predictability of fiscal policy.

    Directors recognized the resilience of the financial sector, while underscoring the importance of continued close monitoring of financial stability risks. Noting the high global uncertainty, Directors emphasized the need for continued vigilance, as shocks to the non-bank sector could be transmitted to other parts of the financial system and the real economy. Directors agreed that the macroprudential stance is appropriate and that measures should continue to be reassessed as conditions evolve. While welcoming progress on reducing risks from the non-bank sector, Directors urged continued efforts to improve regulation and supervision and address data gaps in collaboration with international regulators and other jurisdictions.

    Directors emphasized the importance of enhancing resilience and competitiveness, amid external policy shifts and deepening geoeconomic fragmentation. Measures to promote linkages between domestic and multinational firms in innovation cooperation and improve infrastructure would help foster increased competitiveness. Directors also encouraged continued engagement in the EU to further strengthen the single market. Noting the potential dividends for growth, Directors acknowledged that Ireland is well-positioned to harness the benefits of digitalization and AI. They also highlighted the need to address supply-side constraints in housing, including by boosting productivity in the construction sector and enhancing housing policy certainty.

    Cisco and Samsung showcase stunning collaboration experiences
    During Infocomm, Samsung and Cisco (Booth #3381) will debut a new collaboration featuring the Samsung 105-inch 5K UHD Smart Signage display, which will be the first 21:9 screen to receive certification from Cisco. To harness the capabilities of the ultra-wide screen, Cisco has optimized RoomOS for its devices to support the 21:9 aspect ratio natively, resulting in a better view of meeting participants and shared content in Microsoft Teams Rooms and Webex Meetings. The widened display area allows new ways to display both meeting participants and shared content on a single display in an engaging meeting experience.

    Logitech and Samsung redefine the modern workplace
    Building on their five-year-long partnership in video conferencing and productivity, Samsung and Logitech are collaborating to showcase joint solutions for Microsoft Teams and Copilot. These integrated offerings will be on display at Logitech’s booth (#3012). Highlights include an entry-level Teams Room setup featuring the Logitech MeetUp 2 and Tap with USB Kit, paired with a Samsung 65-inch display. Attendees can also view a demonstration of multi-stream functionality in Teams Rooms on Windows, also utilizing a Samsung 65-inch display.     The Portfolio Committee on Forestry, Fisheries and the Environment has called for urgent assistance to be provided to families affected by floods in the Eastern Cape, particularly in the province’s OR Tambo District, and the committee sends its sincere condolences to the families of those who died in the floods.

    The Chairperson of the committee, Ms Nqabisa Gantsho, has called on affected communities to act cautiously and follow official government communications and directives. “Provincial government in the Eastern Cape needs to move in and assist in every way possible particularly those who are without homes due to the floods. Flooding is going to be a common occurrence longer into the future, for so long as climate change is with us.

    “The committee therefore calls on the broader government to work out strategies to counter the effects of flooding and drought both of which are manifest climatic activity for climate change. The Eastern Cape government should accurately quantify those affected and avail support as per the need,” Ms Gantsho said.

    Most of South Africa was affected by two cold fronts over the weekend, bringing wet, cold and snow to the western parts of the country and floods in the Eastern Cape.

    Ms Gantsho said the intensity and frequency of flooding around the country is an ongoing concern and flood victims should not be accommodated longer than is necessary in temporary arrangements. “We reiterate that for purposes of settlement, our people should avoid building on plains, wetlands and low-lying areas that most often would be below the floodline,” she noted.

    Ms Gantsho also called on the Eastern Cape provincial government to ensure that school-going children, especially those who walk to school, are protected from dangerous weather conditions. “Families must report missing relatives to the relevant authorities especially if there has been no contact for longer than three hours at least.”

    Just several weeks ago, Eritreans across the country and around the world – joined by innumerable friends and well-wishers – joyously celebrated the nation’s hard-won independence. The occasion, along with the period surrounding it, was marked by spirited festivities, exuberant gatherings, and a huge outpouring of pride and excitement. Eritrea’s independence, achieved through immense sacrifice in both blood and treasure, holds profound significance. Accordingly, Independence Day – together with Martyrs Day, which is commemorated in June – is recognized as one of the most important and revered dates on the national calendar.

    A central and inspiring theme woven through the many events and activities, especially those held across various regions of Eritrea, was the celebration of the country’s rich and colourful diversity. For instance, attending events in Asmara provided a unique opportunity to witness and engage with individuals and groups that represented the broad tapestry of Eritrean society: men and women of all ages; residents from each of the country’s six administrative regions; followers of different religious faiths; people from various socioeconomic backgrounds; and members of the nation’s diverse ethnolinguistic communities.

    These inclusive gatherings fostered an atmosphere of warmth, camaraderie, and national pride, where people came together to smile, share in the joy, and celebrate their collective identity. More than just a commemoration of independence, the period served as a vivid and powerful expression of one of Eritrea’s most beautiful and defining attributes: peace and unity in diversity.

    Diversity – whether in terms of race, religion, ethnicity, language, or culture – can be a powerful catalyst for the flourishing of new perspectives, the birth of innovative ideas, and the cultivation of creativity and dynamism. It often acts as a driving force behind progress, enriching communities, societies, and nations alike. However, history – at both the global level and even the continental and regional level – offers many sobering examples where diversity, if poorly managed or misunderstood, has instead fuelled societal fragmentation, discord, and at times, violent conflict.

    As a multi-ethnic and multicultural nation, Eritrea has remained firmly committed to promoting peaceful coexistence, mutual respect, and national unity. Its development and nation-building efforts are rooted in the foundational principles of equality and social justice. The country places unwavering emphasis on ensuring that all Eritreans – irrespective of ethnicity, religion, gender, or social status – have the right and opportunity to fully participate in, contribute to, and benefit from sustainable development.

    The country’s laws, regulations, and policies, anchored in deeply held socio-cultural values, create a robust framework for inclusive political, social, and economic development. National legislation expressly prohibits and penalizes discrimination, exclusion, or preference based on disability, ethnicity, colour, religion, socioeconomic background, language, gender, or any similar distinction.

    Over the past thirty years, Eritrea has developed and implemented a wide range of policies and legal instruments tailored to uplift and support vulnerable and marginalized groups. These include the poor, women, children, persons with disabilities, nomadic communities, and those living in remote or underserved regions.

    These interventions are designed to close social and economic gaps and to foster equitable opportunities across all segments of society. The objective is clear: to ensure that every Eritrean is empowered to pursue success and partake in the benefits of inclusive growth and national progress.

    To that end, essential health services are provided at no cost, and individuals with chronic illnesses or other serious conditions receive free medical care and necessary medications. Similarly, the country’s education policy guarantees free access to schooling from primary through tertiary levels. These commitments are bolstered by several complementary initiatives designed to promote inclusivity and equal opportunity, such as the mother-tongue education policy, adult literacy programs, and outreach learning efforts.

    An additional cornerstone of inclusive development – especially relevant given the large proportion of the population that resides in rural areas and depends on agriculture and pastoralism for livelihood – is the Minimum Integrated Household Agricultural Package (MIHAP). Launched in 2007, MIHAP has positively impacted thousands of rural households, including many headed by women. The package includes one improved dairy cow (or 12 goats), 25 chickens, two beehives, 20 trees (a mix of fruit-bearing, leguminous, and firewood species), a vegetable plot, cropland, and sustained technical support from Ministry of Agriculture experts. This comprehensive approach promotes food security, increases household income, and strengthens community resilience.

    In sum, Eritrea’s enduring dedication to social justice and equality has not only enhanced the inclusiveness and vibrancy of the nation but has also been instrumental in nurturing peace, stability, and cohesion. By valuing diversity and upholding the dignity of all its citizens, Eritrea continues to build a more united, equitable, and prosperous future. It is this very spirit – of unity in diversity, of resilience grounded in equality – that was so vividly on display during the recent Independence Day celebrations, offering a glimpse into the kind of future the nation continues to strive for.

  • MIL-OSI Africa: Correctional Services Committee Raises Concern About Department’s Projected R1.4 Billion Over-Expenditure

    The Portfolio Committee on Correctional Services has raised its concerns about the Department of Correctional Services’ (DCS) over-expenditure, which is projected to reach R1.4 billion.

    Yesterday, the committee heard that the department’s year-to-date expenditure for the period ending 31 December 2024 is R21,6 billion (78%), while projected annual expenditure is R29,2 billion against the adjusted budget of R27,8 billion, which will result in projected overspending of R1,4 billion.

    The committee was briefed by the DCS on its second and third quarter performance report for the 2024/25 financial year.

    The projected overspending is due to a cost-of-living adjustment, effected in April 2024. In addition, the capital budget is underfunded by R222 million, constraining infrastructure upgrades and maintenance. Food costs have also surged, driven not only by inflation and a growing inmate population, but also by the rising number of foreign nationals housed in correctional facilities.

    The current budget is overspent due to rising municipal tariffs for electricity, water and sanitation, which have escalated above the consumer price index, creating further strain on the already stretched Goods and Services budget. The DCS also indicated that it faces fixed, inflexible costs for public–private partnership facilities, limiting room for reprioritisation.

    Additionally, the devolution of maintenance responsibilities from the Department of Public Works and Infrastructure to DCS without a corresponding increase in the accommodation charges allocation has left a funding gap of R154 million. The information and technology branch’s budget in the DCS is also severely constrained, hampering efforts to modernise digital infrastructure and cybersecurity, the committee was informed.

    Committee Chairperson Ms Kgomotso Anthea Ramolobeng said: “Of course, we raised concerns about this trend. It is worrying although the factors for such overspending have been placed before us. We urged the department to tighten its belt, like using for example offender labour wherever possible in order to cut cost and that will result in a transfer of skills.”

    The committee heard that the DCS has implemented measures to curb projected over-expenditure of its budget vote by appointing a committee that is responsible for monitoring expenditure on a weekly basis. “We noted these interventions and hope that the corrective measures will bear fruit. We will need a report detailing progress regarding those measures,” emphasised Ms Ramolobeng.

    The DCS also reported that it has had 29 unnatural deaths in its facilities out of an inmate population of 160 353. Ms Ramolobeng said the committee has on numerous occasions raised concerns about inconsistencies in reporting between the DCS and Judicial Inspectorate for Correctional Services on the number of unnatural deaths. “Both parties need to sit down and come up with a way forward of how to address this reporting deficit. We want the DCS to submit a report to us following that sit-down meeting,” she said.

  • MIL-OSI Africa: Empowering voices, cultivating resilience: Farmer Field Schools transform lives in Zimbabwe’s Sebungwe Landscape

    In Zimbabwe’s Kariba District, a quiet transformation is taking place driven by knowledge, inclusion, and resilience. Supported by the Embassy of Ireland through UNDP and led by FAO in partnership with the Ministry of Lands, Agriculture, Fisheries, Water and Rural Development, the ZRBF 2 bridging fund project “Resilience Building in the Sebungwe Landscape” is unlocking the potential of local communities to lead the way in climate-smart agriculture and natural resources management.

    Shifting mindsets: From command to collaboration

    Simbarashe Kashiri, a young extension officer in Ward 4, Kariba shared how the training changed his outlook. “I initially thought extension work was all about giving orders to farmers,” Simbarashe reflects. “But now I understand the power of facilitation. In the Kujatana FFS group I helped establish, farmers are making their own decisions, and they’re thriving.”
    That group, aptly named Kujatana (which means “working together” in the local language), has 88 percent women, and is already reaping the rewards of collaboration. They are cultivating tomatoes and producing organic compost from goat manure using the Bokashi method – a climate-smart practice that enhances soil fertility while promoting food security and sustainable farming.

    Simbarashe’s experience is just one among many inspired by the project’s holistic, community-driven approach. Across nine wards in Kariba, 13 AGRITEX officers have been trained in the FFS model, resulting in the establishment of 12 Farmer Field Schools. More than just learning hubs, these schools are becoming spaces of empowerment, experimentation, and collective problem-solving, particularly for women and youth, who are leading the way in building local resilience.

    Linking local knowledge with strategic objectives

    The FFS approach not only improves local agricultural practices but also aligns with national and global sustainability targets. It supports FAO’s Strategic Framework (2022–2031), which seeks to promote Better Production, Better Nutrition, a Better Environment, and a Better Life, leaving no one behind.

    “This project contributes directly to FAO’s Strategic Framework by promoting sustainable food systems and inclusive rural transformation through capacity building, climate-smart agriculture, and stakeholder engagement. The adoption of the Farmer Field School approach exemplifies how local innovation and empowerment are essential to achieving resilience and sustainable development,” said Alexander Carr the Resilience Building in the Sebungwe Landscape, Project Coordinator.

    The project supports UN SDGs 1, 2, and 10, reinforcing the right to food, gender equality, and decent rural livelihoods. “Particularly by advancing SDG Target 2.4 (sustainable food production systems) and promoting gender-sensitive value chains that create economic opportunities in rural areas,” asserted Obert Maminimini, FAO Crops and Extension Specialist.

    From chickens to chilies: Creating climate-smart livelihoods

    Through participatory processes involving over 240 farmers, seven climate-smart value chains were identified and analyzed: goats, cattle, indigenous chickens, sorghum, fish, sesame, and chilies. These value chains are being nurtured to enhance food and nutrition security, reduce environmental pressure, and increase household incomes.
    The promotion of these value chains reflects the project’s broader vision: to create a landscape of resilience, where ecological conservation and human development go hand in hand.

    Alongside community empowerment, the project has laid a strong technical foundation for sustainable development. A high-resolution Land Use and Land Cover (LULC) map was developed using Sentinel-2 satellite imagery, and ecological connectivity for elephants was modelled to guide land planning. These tools are vital for aligning conservation priorities with local livelihoods.

    More than 20 institutional stakeholders, including local government, conservation agencies, traditional leaders, and NGOs were engaged in mapping and consultation processes. This level of participation is essential for ensuring community ownership and policy alignment.

    Collaboration for long-term impact

    The Sebungwe project is not a standalone effort. It builds upon previous work under the EU-funded SWM 2 initiative and integrates FAO’s GEF-7 supported Integrated Landscape Planning Model. Together with partners such as Nyaminyami Rural District Council, Zimbabwe Parks and Wildlife Management Authority, African Parks, and Peace Parks, the project lays the groundwork for a comprehensive, coordinated resilience-building strategy in Zimbabwe.

    In addition, the project’s success in integrating ecological and socio-economic priorities through land use planning, natural resources governance, and value chain development sets the stage for the larger European Union funded Zimbabwe Resilience Building Fund (ZRBF) Phase 2 implementation.

    On ceasefire negotiations between Ukraine and Russia:

    “I think we have to be clear-eyed as to who Mr. Putin is. He has not come to the negotiating table. He is not called for ceasefire like Zelensky. And if you look at the targets that were hit by Ukraine — these were the bombers that carried the cruise missiles …. As opposed to [Putin’s targets]: apartment complex buildings, schools, you know, maternity hospitals and churches. Killing civilians is a criminal act actually, according to the Geneva Convention. So, it’s a very different playing field.

    “How do we get them to the table though? I do think we need a negotiated settlement. We’re not going to have a storm to Berlin like in World War II [with an] unconditional surrender. So you have to put pressure [on Putin]. How do you do that? Secondary sanctions, and secondly, keep the flow of weapons going into Ukraine to pressure Mr. Putin to act in good faith. I have little confidence in him.”

    On Ukraine’s Operation Spiderweb and the United States’ ability to respond to similar threats:

    “I think what we saw take place was a mastermind counter offensive. It was a seismic change in modern warfare technology — where you can take a very inexpensive little drone and take out a very expensive, big bomber that drops cruise missiles. I mean, it changes everything on its head, and I know the Pentagon’s looking at this from a standpoint of ‘how can we defend [against] this?’ We don’t have the countermeasures to block these UAVs, and we need to develop those because that will be the future of warfare.”

    On the threat of Iranian nuclear proliferation:

    “Trump says [any deal must have] zero enrichment. He is right about that because if [the Iranians] have enrichment, they get a bomb. So, you know, I think you have to give the diplomats a chance, right? And then when diplomacy breaks down, you have war. There’s no question in my mind, coming out of that meeting, what Mr. Netanyahu’s intentions are, and that is to strike Iran when the negotiations go bad. The question [for Israel] is going to be, what will be the United States’ role? … The retaliation from Iran will be severe, and we have a lot of troops there — US citizens there. They’ll hit Jordan, they’ll hit Saudi Arabia, and they’ll hit Israel. And we are the only country along with Israel that can stop all this from coming in.”

    On the Trump administration’s efforts to protect the Homeland from violent illegal immigrants:

    “The Supreme Court had its order. He was returned to the United States, but now it’s time for our justice. … For 20 years he had a smuggling operation, including smuggling MS-13 gang members, according to the indictment when he came back in. I would argue, to him, you’re probably better off than El Salvador than facing these kinds of charges, and this is precisely the [type of] case that Donald Trump ran on that got him a mandate from the American people.

    “They’re tired of seeing this, and what I’m amazed at — and I saw it at our hearing with Secretary Noem — is seeing the Democrats hold Mr. Garcia up as if he’s some golden boy poster child that they all rally behind when he’s in fact related to MS- 13, a trafficker, he beats his wife. I mean, it’s hardly a model for the Democratic party. I think they’re making a terrible mistake politically, and we saw that play out in the last election.”

    Yangon (Agenzia Fides) – “Love your neighbor, love first, love your enemies.” These are the words of the Gospel, these are the words of Christ, and these are the words that every Christian is called to live in the context of Myanmar, marked by suffering, violence, pain, conflict, the struggle for survival, and displacement. These are words that fill the minds and hearts of Burmese Catholics, who experienced Pentecost as a moment of profound spiritual renewal in their “here and now.” How can the Spirit of God be received and lived in Myanmar today, asked the members of the ecclesial movements and associations who gathered in St. Mary’s Cathedral in Yangon to celebrate the “Jubilee of Ecclesiastical Movements” on the occasion of Pentecost.On June 7 and 8, numerous families and many young people participated in the Jubilee celebration, which brought together members of various local and international ecclesial associations and movements from all parts of the country. Despite many difficulties, the faithful set out, moved by the joy of experiencing a shared encounter with Christ, who gives the strength to resist evil and the suffering caused by violence. Among them were many lay believers belonging to the Congregation of Saint Vincent de Paul, the Focolare Movement, the Missionary Family of Christ, and the ecumenical Catholic association “Fondacio,” among others. The faithful passed through the Holy Door and marked the celebration with song and prayer. Representatives chosen by the individual movements presented their movements and missions and shared their experiences and activities, such as helping the poor, visiting the sick, praying in community, and caring for the displaced. In the current difficult context, the faithful found themselves as a people of believers who, animated by the Holy Spirit, who inspires the various charisms of life, are the evangelical “salt, light, and leaven” in every situation and in every corner of the country, even amidst hardship and violence. The presence of movements and organized associations of believers proves to be a gift from God, especially for the journey of faith and for the daily lives of families and young people suffering from the widespread insecurity caused by the war and the recent earthquake. Among the testimonies, Ms. Winny of the Focolare Movement reminded those present that “love for one’s neighbor begins at home” and that, in all difficulties that surpass human comprehension, one must keep one’s gaze fixed on Christ the Lord, who hangs on the Cross.In the Cathedral, the faithful were able to adore the Blessed Sacrament and experience the Sacrament of Reconciliation. The Eucharistic celebration followed, presided over by Bishop Francis Than Tun, Auxiliary Bishop of the Archdiocese of Yangon. Raymond Wai Lin Tun, also Auxiliary Bishop of Yangon, emphasized in his homily that the ecclesial movements “live the Gospel in communion with a spirit of personal spiritual renewal and the proclamation of the Gospel” through experiences of catechesis, community life, solidarity, and service to others. They play an important role for the Church in Myanmar because they are “living witnesses of Christ,” the bishop said, emphasizing the importance of “being one with the Church.” Among those present, Msgr. Andrea Ferrante, Chargé d’Affaires of the Apostolic Nunciature in Myanmar, conveyed greetings and blessings from Pope Leo XIV and asked for prayers for him and his ministry. He then invited everyone to remember Pope Francis in prayer, who prayed so much for Myanmar. “The gift of the Spirit gives life; the Holy Spirit brings us new life, love, peace, and freedom,” he said, inviting gestures of solidarity with the faithful who were unable to attend due to insecurity and the earthquake.     Legislation would give victims of gun violence legal avenues to hold manufacturers accountable for negligence in court

    Washington D.C.—U.S. Senators Ron Wyden and Jeff Merkley, along with U.S. Representatives Suzanne Bonamici, Andrea Salinas and Maxine Dexter, said today they have joined colleagues in introducing legislation that would ensure victims of gun violence have their day in court and that negligent gun companies and gun sellers are not shielded from liability when they disregard public safety.

    The Equal Access to Justice for Victims of Gun Violence Act—co-sponsored by the Oregon lawmakers—would repeal a 2005 federal law that gives gun manufacturers a unique and unjustifiable legal liability shield that protects them from lawsuits. 

    “It is absolutely unacceptable that this industry is absolutely immune from any accountability,” Wyden said. “Other industries are subject to scrutiny for the safety and use of their products, and I believe Congress should enact common-sense gun safety regulations like the Equal Access to Justice for Victims of Gun Violence Act.”

    “As we continue to face a nationwide gun violence crisis, we must ensure that gun companies and gun sellers are held accountable when their negligence costs lives,” Merkley said. “For the sake of all those who have lost loved ones to this tragic epidemic, we must take our pain and grief and turn it into real action, with the Equal Access to Justice for Victims of Gun Violence Act and other common-sense gun safety reforms.”

    “Gun violence is a leading cause of death in the country, yet unscrupulous gun companies and gun sellers continue to evade accountability because of a legal shield passed two decades ago. I am grateful to join my colleagues in this long-overdue effort to overturn this misguided law and allow gun violence victims to seek justice,” Bonamici said.

    “Current laws give negligent gun makers unprecedented special treatment that shields them from accountability for malpractice, leaving victims of gun violence without recourse in the courts. The Equal Access to Justice for Victims of Gun Violence Act is a way for Congress to stand up for victims of gun violence through our judicial system,” Salinas said.

    “As a mother, I’ll never forget the terror of not being able to reach my daughter while she was in lockdown for over 12 hours during a mass shooting at the University of Virginia. As a physician, I’ve held the hands of patients and families devastated by gun violence. And as someone who has volunteered with Moms Demand Action and served on gun violence prevention task forces, I know this crisis demands urgent action. No other industry gets a free pass when their negligence leads to death. Repealing PLCAA is a necessary step to give survivors and families their day in court and to finally hold the gun industry accountable—just like every other industry. I’m proud to support the Equal Access to Justice for Victims of Gun Violence Act,” said Dexter.

    When Congress in 2005 passed the Protection of Lawful Commerce in Arms Act (PLCAA) giving the gun industry legal liability, its supporters argued it was necessary to protect the gun industry from frivolous lawsuits, and that victims of gun violence would not be shut out of the courts. In reality, numerous cases around the nation have been dismissed based on this law, even when the gun dealers and manufacturers acted in a fashion that would qualify as negligent if it involved any other product. Victims in these cases were denied the right to even discover or introduce evidence. This Equal Access to Justice for Victims of Gun Violence Act allows civil cases to go forward against irresponsible bad actors.

     In 2005, the National Rifle Association identified PLCAA as its “number one” legislative priority, and celebrated its passage by calling it the “most significant piece of pro-gun legislation in twenty years.” Letting courts hear these cases would provide justice to victims and their families, while creating incentives for responsible business practices that would reduce injuries and deaths. Effectively, the gun industry would once again be subject to the same laws as every other industry, just as it was prior to 2005.

    The legislation is endorsed by Brady, GIFFORDS Law Center, Everytown for Gun Safety, March for Our Lives, Guns Down America, Newtown Action Alliance, and Sandy Hook Promise Action Fund.

    Looking after yourself and others

    The hot weather can cause some serious health problems for older people and people with long-term conditions. Young children and rough sleepers can also be particularly vulnerable when exposed to high heat.

    Keeping cool during hot weather

    It is important to remember to be aware of the signs of heatstroke and heat exhaustion, and when to get help.

    Try to keep sun exposure to a minimum, particularly between 11am and 3pm

    If you have to go out, try to walk in the shade, apply sunscreen and wear a hat. Avoid extreme physical exertion and remember to keep hydrated.

    Look out for signs of feeling unwell and move to a cool place as soon as possible, slow down and drink water if you feel unwell. If you need medical help, call NHS 111 or 999 in an emergency.

    Your home can generate lots of heat, particularly when exposed to direct sunlight. Close any curtains or blinds during the day, open windows (when it is safe to do so) when the air feels cooler outside than inside, for example at night, to try to get air flowing through the home.     Travelling during hot weather

    If you are out and about, you can find a number of shaded or cool areas across London including parks, squares and gardens in Westminster.  

    Those travelling on public transport should always check your journey before you travel and try to carry a bottle of water with you. Transport for London  and National Rail issue travel alerts as trains may be running a reduced speeds.     BEIJING, June 11 (Xinhua) — Northwest University (NWU, China) and the Silk Road International University of Tourism and Cultural Heritage (Uzbekistan) recently jointly held a training course on archaeometric methods, according to the official website of NWU.

    The event was held in the Samarkand branch of the China-Central Asia Belt and Road Joint Laboratory for Human and Environmental Studies. Deputy Head of the Laboratory Lin Xue introduced the cadets to the principles of analysis in molecular paleontological methods and the latest achievements in their application in research in such areas as the economic and household model of ancient people inhabiting Central Asia, human migration and genetic evolution, the origin of domesticated animals and their distribution, etc.

    With the help of Chinese scientists, the cadets conducted practical training on preparing samples of animal remains found during archaeological excavations.

    After completion of the course, the laboratory’s scientific director, SZU professor Wang Jianxin, and the head of the Department of History and Cultural Heritage of the International University of Tourism and Cultural Heritage Mastura Sidikova issued certificates of completion of training to the cadets.

    As Wang Jianxin stated, archaeometric methods can acquire rich historical and cultural information from archaeological remains. This training course helped participants gain a preliminary understanding of the basics and operational standards of archaeometrics.

    He expressed hope that the event would spark interest among cadets in archaeometry and archaeological research. -0-

    BEIJING, June 11 (Xinhua) — China’s first non-standard gym will soon open in the east Chinese city of Shanghai, where not people but their pets will improve their health!

    In an advertising post published on the official account of the GOGOGYM fitness club on the popular Chinese social media app Xiaohongshu /Rednote/, a video is captured of several dogs exercising on special treadmills.

    According to the fitness club employee, the pets will be provided with exercise machines such as a treadmill, a pool, an underwater treadmill, ground exercise machines, etc., which are not inferior to exercise machines for people.

    Although such gyms for companion animals have long appeared in Russia, they remain a “novelty” in China. The industry is new, but promising.

    A report by US investment bank Goldman Sachs says that in 2024, the number of pets in China will exceed the number of children under four for the first time. It also expects that by 2030, this figure will be twice as high.

    Enterprising entrepreneurs will not miss such a business opportunity, so much so that a trendy term in modern Chinese social media and media has emerged: the pet economy. This sector covers a wide range of products and services, including pet food, healthcare, grooming, insurance, and even luxury goods.

    In recent years, a new profession has emerged in China – dog sitter, which almost no one had heard of ten years ago.     The holidays bring a surge in requests for services. During the May Day holiday this year, Bai Xiao worked from 10 a.m. to 8 p.m. every day, with almost no breaks between visits. She earns 60 to 100 yuan (US$8.30 to US$13.90) per session.

    The growth of the pet industry is apparently driven by high demand. As of the end of 2024, the number of pet owners in Chinese cities and towns was nearly 77 million. More than 70 percent of these owners belong to the post-80s and post-90s generations.

    This raises the question: “Why do young people in China love pets so much?” In addition, some experts point out that a pet replaces a child for many.

    According to Chinese psychologist Gao Aihua, due to the fast pace and high intensity of work in modern society, many young people face the problem of emotional isolation. They often feel lonely.

    “Animals help to cope with anxiety and loneliness. They can reduce the level of stress received at work and in society. A wagging tail and a funny gait at the end of a hard day is good therapy,” he said.

    WASHINGTON, DC – Today, Congresswoman Judy Chu (CA-28) led 27 California Delegation Members in a letter sent to the Federal Emergency Management Agency (FEMA) urging the agency to conduct comprehensive soil testing and establish a remediation program for properties impacted by the devastating Eaton and Palisades Fires in Los Angeles County.

    Recent testing by the Los Angeles County Department of Public Health, and independent testing by the The Los Angeles Times, revealed alarmingly high levels of lead and other toxic metals in properties cleared through federal debris removal operations. According to the findings, 27% of soil samples from the Eaton Fire burn area exceeded California’s residential lead standards — a number that rose to 44% in unscraped areas. Independent investigations by the Los Angeles Times corroborated these findings, with some sites showing lead levels more than three times the state benchmark. Nearly 16,000 structures were destroyed in the two fires combined.

    The Members wrote, “Thousands of homeowners, particularly in Altadena where nearly 96% of homes destroyed by the fire pre-dated the 1978 ban on lead paint, now face the difficult choice of incurring the significant personal expense of soil testing and remediation, or living with the potential threat of long-term exposure to hazardous substances. As experts have stressed, lead exposure, especially for children, can cause irreversible cognitive, developmental, and behavioral damage.”

    In the letter, the Members call on FEMA to:

    1. Provide federal funding to offer comprehensive soil testing, on a voluntary, opt-in basis, to property owners whose properties were destroyed or impacted in the Eaton and Palisades Fire.
    2. Establish a process to remediate properties that exceed California’s safety thresholds for lead and other toxins, including redeploying cleanup crews to perform soil bioremediation or further soil removal as needed.
    3. Work with federal and state health agencies to provide clear guidance to homeowners and builders regarding safe rebuilding practices, soil management, and personal protective measures on properties with marginal contamination levels.

    The Members concluded, “Without these steps, disaster survivors are being left with an undue financial burden and potential health risks. We appreciate FEMA’s longstanding commitment to disaster recovery and urge you to act swiftly to ensure that the residents of Altadena, the Pacific Palisades, and surrounding communities can safely rebuild their homes and lives with confidence that their properties are free of toxic contamination.”

    On May 19, the Los Angeles County Department of Public Health launched a new, county-funded soil testing program in response to these alarming findings. “I commend the County for stepping up to protect public health by offering free soil testing to residents within and downwind of the Eaton Fire burn area. This program is a critical first step, but we need FEMA’s full partnership to ensure all affected homeowners—including the thousands whose homes were destroyed in the fires—have access to testing as well as remediation,” said Rep.   • MIL-OSI Africa: SIU freeze immovable property in the Zandrivierspoort farm

    The Special Investigating Unit (SIU) has secured a preservation order from the Special Tribunal to freeze the immovable property at Portion 15 of the Farm Zandrivierspoort in Limpopo. 

    “This action is part of an investigation into the misappropriation of funds from the National Lotteries Commission (NLC), which were intended for the construction of old age homes,” the Special Investigating Unit said in a statement.

    The SIU’s probe into NLC-funded projects uncovered a sophisticated scheme involving the hijacking of legitimate non-profit organisations (NPOs), falsified grant applications, and the diversion of funds to private entities and individuals. 

    The investigation focused on three NPOs, Matieni Community Centre, Lethabong Old Age Home and War Against Rape and Abuse (WAR RNA), which together received more than R66 million under false pretences.

    “The SIU’s investigation revealed that Matieni Community Centre, a defunct NPO, was fraudulently revived to apply for NLC funding. 

    “The original members were unaware of the application and the individuals listed on the NLC application were not legitimate members,” the SIU said.

    Lethabong Old Age Home and WAR RNA similarly had their identities misused, with falsified documents and unauthorised individuals submitting applications. Matieni received R23 million from the NLC, of which:

    • R5.975 million was transferred to the Mbidzo Development Programme, which was linked to Collin Tshisimba, who has been fingered in other NLC investigations.
    • R6.2 million was paid to Wa Rothe Construction, and Lethabong received R20 million, with R15 million diverted to Mbidzo’s bank account.
    • WAR RNA received R20 million, with R5 million transferred to Mbidzo.

    Mbidzo, controlled by Tshisimba, channelled funds to attorneys for the purchase of the Louis Trichardt Farm, Limpopo, registered under Promise Kharivhe,  Tshisimba’s life partner.

    The order of the Special Tribunal is part of implementing SIU investigation outcomes and consequence management to recover financial losses suffered by State institutions because of corruption or negligence. 

    The order forms part of a broader investigation into corruption involving NLC grants intended for community development projects.

    The SIU is empowered to institute a civil action in the High Court or a Special Tribunal to correct any wrongdoing uncovered during investigations caused by corruption, fraud, or maladministration.

    In line with the Special Investigating Units and Special Tribunals Act 74 of 1996, the SIU refers any evidence pointing to criminal conduct it uncovers to the National Prosecuting Authority (NPA) for further action. – SAnews.gov.za

  • MIL-OSI United Kingdom: Leicester stays on global ‘A list’ for leadership on climate action

    LEICESTER has been named as a global leader on climate action, achieving a top score on CDP’s ‘Cities A List’ for the sixth year running.

    It means Leicester’s bold leadership, ambition and transparency on environmental action in its response to the climate emergency highlights the city as one of only 112 cities worldwide to receive an A rating from environmental impact charity CDP.

    This year, over 970 cities around the world were rated for their climate action by CDP, with Leicester among the 15 per cent to receive the top A rating.

    Just 48 European cities are on this year’s ‘Cities A List’.

    In achieving its A rating, Leicester was able to demonstrate that it has a city-wide emissions inventory, has set an emissions reduction target and published a climate action plan, and has completed a climate adaptation plan to demonstrate how it will tackle climate hazards, among other actions.

    Hanah Paik, CDP Global Director for Cities, States and Regions, said: “The cities, states and regions on CDP’s 2024 A List are setting the global benchmark for environmental leadership.   • MIL-OSI USA: Stauber Introduces Legislation to Strengthen Oversight of Northern Border Security

    WASHINGTON, D.C. – Today, Congressman Pete Stauber (MN-08) and Congressman Nick Langworthy (NY-23) introduced the Northern Border Staffing and Security Enhancement Act, legislation aimed at bolstering security at the United States’ Northern Border. 

    Specifically, the Northern Border Staffing and Security Enhancement Act will require the Department of Homeland Security (DHS) to submit a comprehensive Northern Border Threat Analysis to Congress every 5 years. Further, this legislation requires DHS to address staffing challenges at northern ports of entry and the retirement crisis looming at the U.S. Customs and Border Protection (CBP). 

    Of this legislation, Congressman Pete Stauber stated, “While apprehensions at our southern border have declined to historic lows, persistent challenges at our northern border have prevented similar success. Too often overlooked, the northern border is understaffed and underresourced, leaving Minnesota and our nation exposed to the risks associated with illegal immigration. This legislation ensures we are taking a data-driven approach to address these shortcomings and strengthen the security of our northern border.”

    Congressman Langworthy stated, “I am honored to be the co-lead on this critical legislation to strengthen security along our Northern Border.     BACKGROUND: 

    Northern ports of entry face unique staffing challenges because they are located in isolated areas with harsh winters, scarce housing, and limited economic opportunity.  

    Last year, then Senior Official Performing the Duties of the Commissioner Troy A. Miller testified before the House Committee on Appropriations that ports of entry face a 400% increase in retirements in 2028. All the while, terrorists attempt to cross the northern border more frequently than the southern border. If nothing is done, CBP will be devastatingly short of officers, and will be unable to perform its paramount mission. 

    Since 2017, DHS released one Congressionally mandated Threat Analysis and has not updated its Northern Border Strategy since 2018.

    The Legislation Would Ensure Broadcast Programming Reflects Diversity of American People

    (Washington, D.C.) – Today, U.S. Representatives Emanuel Cleaver (D-MO) and Steven Horsford (D-NV) introduced The Broadcast VOICES (Varied Ownership Incentives for Community Expanded Service) Act, legislation to reestablish the Federal Communications Commission’s Minority Tax Certificate Program (MTCP). From 1978 to 1995, the MTCP provided a tax incentive to those who sold their majority interest in a broadcast station to diverse individuals, increasing diverse ownership in broadcast stations by more than 550 percent.

    Data from 2021 shows that less than 6 percent full power commercial broadcast television stations in the United States are owned by women and less than 4 percent are minority-owned. Moreover, data also shows approximately 9 percent of FM broadcast radio stations are owned by women, while less than three percent are owned by minorities.

    The Broadcast VOICES Act would:

    • Reestablish a Minority Tax Certificate Program.
    • Establish a tax credit for broadcast owners who donate their stations to train individuals new in the management and operation of broadcast stations, equal to the fair market value of the station.
    • Require annual reports from the Federal Communications Commission on:
      • Ways to increase minority and/or women-controlled broadcast stations;
      • Whether to expand the tax certificate program to other commission-regulated entities;
      • Whether there is a nexus between diversity of ownership and diversity of the viewpoints broadcast by stations;
      • Annual sales for which certificates have been issued.

    The Government welcomed the passage of the Housing (Amendment) Bill 2025, which seeks to combat tenancy abuse more effectively and thus ensure the prudent use of public housing resources, by the Legislative Council today.

    The series of measures includes introducing new offences of serious tenancy abuse of public rental housing (PRH) flats; empowering authorised officers to demand personal details from suspects; and extending the limitation of time for prosecution of offences of false statements, refusal to furnish information and unlawful alienations.

    Meanwhile, the amendment ordinance also empowers the Director of Housing to specify the forms for the fixed penalty notice and demand notice to enhance the efficiency and flexibility of the Housing Authority (HA) in combating unauthorised use of roads within housing estates.

    Secretary for Housing Winnie Ho said public housing is a precious social resource that must be allocated to those in genuine need and utilised in a reasonable manner.

    She noted that the series of measures to be implemented under the amendment ordinance reflects the Government’s determination to combat abuse of PRH flats. The HA will continue to enhance its policies to ensure that public housing resources are focused on helping those in greatest need.

    The legislation as passed will be published in a gazette on June 20. The amendment empowering the Director of Housing to specify the forms of notices will come into operation upon gazettal. The other three new measures will take effect from March 31, 2026, onwards.

    The HA will step up publicity efforts to ensure that PRH tenants and members of the public understand the contents of the new package of measures in combating PRH abuse, the Government added.

     A modelling study published in Geophysical Research Letters looks at the impact of a weakened AMOC (Atlantic Meridional Overturning Circulation) on European climate. 

    Prof Richard Allan, Professor of Climate Science, University of Reading, said:

    “Although scientists are moderately confident that the North Atlantic ocean overturning circulation will not fizzle out this century, given the dire consequences for global weather patterns it is important to test the ground for these unlikely but high impact possibilities, in the same way that we insure our homes against improbable calamity.  

    “Since warm upper ocean currents keep Europe milder than it would otherwise be, the simulations of an abrupt shut down in this circulation show temperatures drop like a stone in winter, while less influence in summer means hot extremes still worsen with greenhouse gas heating. Such marked winter cooling in the North Atlantic and Europe in contrast to a background of greenhouse gas warming across the rest of the world would also play havoc with wind patterns and weather systems over the continent and more widely across the globe.  

    “The new study is by no means the last word since it only considers one modelling centre’s simulations that may not be realistic and are not expected to play out in the real world over next few decades. But even the mere possibility of this dire storyline unfolding over coming centuries underscores the need to forensically monitor what is happening in our oceans and to continue building momentum across all sectors of society to cut greenhouse gas emissions which are driving our climate into dangerous, uncharted territory.”

     

    Prof Jon Robson, Research Fellow at the National Centre for Atmospheric Science, University of Reading, said:

    “A collapse in the strength of the AMOC would have serious implications, including for people living in Europe. This research adds to a growing worry that a collapse in the strength of the AMOC could mean sharp drops in European winter temperatures and increases in winter storminess across Northern Europe, even in a globally warming climate.

    “There remains, however, a long list of questions, including whether such a collapse is likely in the real world, how quickly it could unfold, and what the precise impacts would be. It is critical that we continue to deepen our understanding of such events and their implications using all available approaches and across a range of simulations.

    “Ultimately, continued greenhouse gas emissions only heightens the risks that we could unwittingly trigger such a calamity, further underlining the importance of reaching net zero.

    Dr Karsten Haustein, Climate Scientist, Leipzig University, said:

    “I believe their statement is a bit too assertive. I’d rather say ‘A strongly reduced AMOC state and intermediate global warming…could have a profound cooling effect on Northwestern Europe with more intense cold extremes.’

    “There’s a strong north-south gradient in how much the cold extremes intensify. The UK (as well as Ireland, Iceland) and Scandinavia are most affected, with little change for countries south of the North and Baltic Sea.

    “Most importantly though, it is absolutely vital to stress that warm extremes continue to increase. In other words, summer temperatures continue to go up, with heatwaves remaining or becoming the main threat linked to climate change. Accordingly, the seasonality of temperature extremes strongly increases over NW Europe, as the authors rightly point out.

    “In short, the climate in NW Europe is potentially becoming more continental, with colder winter and hotter summer extremes. Not great either, but a rather different message compared to their statement.

    “The study builds on existing evidence, but takes it a step further. Now greenhouse gas induced anthropogenic warming is included in the analysis, allowing to assess their balancing effect compared to scenarios without additional warming. The methods and model data are solid. Since only one climate model is used, they run two different experiments to account for the range of uncertainty (high and low freshwater flux forcing). Based on the results, it is fair to say that a collapse of the AMOC is still not a certain outcome under moderate warming conditions (RCP4.5).

    “In fact, their results indicate that moderate warming might not be enough for an AMOC collapse, which – even if it does occur – does not necessarily rescue NW Europe from intensified summer heat.

    Dr Alejandra Sanchez-Franks, Senior Research Scientist in Physical Oceanography, Marine Physics and Ocean Climate (MPOC), National Oceanography Centre, said:

    “While these modelling studies are of great value to our community, it is important to be aware that our observational ocean records have not yet captured a tipping point, so the results of this study and their immediate impact on the real world must be interpreted with caution.”

    Dr Dafydd Gwyn Evans, Senior Research Scientist in Physical Oceanography, National Oceanography Centre, said:

    “This is an interesting study that provides some useful information from a theoretical point of view, but we shouldn’t use the conclusions of this study to inform us as to how the AMOC and European climate will respond to potential short term AMOC changes. The study uses an idealised experiment with unrealistic freshwater changes to force an AMOC collapse. Very importantly, the author’s conclusions refer to the European climate 200 years after an AMOC change and do not describe what will happen to European temperatures and sea-ice in the years/decades following an AMOC collapse. Therefore, the study does not serve to tell us how an AMOC tipping point / collapse will affect us immediately.”

    Dr Bablu Sinha, Leader of Climate and Uncertainty, Marine Systems Modelling (MSM), National Oceanography Centre, said:

    “The results are physically plausible and in line with what we know from previous modelling studies and physical reasoning. We have always expected there to be opposing effects from greenhouse warming versus AMOC shutdown but as far as I know this is the first study that tries to quantify that (suggesting that moderate greenhouse warming would not be enough to outweigh the AMOC related cooling), even though there are many caveats. The study also highlights the important influence of sea ice changes on the climate impacts.”

    Dr Jenny Mecking, Research Scientist, National Oceanography Centre, said:

    “Given that observational data is limited theoretical climate modelling approaches need to be taken to properly investigate this topic.  Van Westen and Baatsen motivate the need for more detailed investigation into the combined impacts of global warming and AMOC decline on European extreme temperatures.”
