  • MIL-OSI Russia: HSE Wins AI Research Center Selection

    The Higher School of Economics has become one of the winners of the third wave of research centers in the field of artificial intelligence. The HSE Center for Optimization and Adaptation of Large Fundamental Models (AI Center) will work on creating new methods and tools to make training, use, and adaptation of complex artificial intelligence models cheaper and more efficient.

    At the Russian Government Coordination Center, Deputy Prime Minister Dmitry Chernyshenko presented the results of the selection of the third wave of research centers in the field of artificial intelligence (AI). The winning universities and research organizations will receive grants to conduct research and create breakthrough world-class industry solutions.

    Dmitry Chernyshenko reported that the winners were HSE, Innopolis, ISP RAS, ITMO, MIPT, Skoltech, and for the first time, Lomonosov Moscow State University will be involved in the research.

    “Investments in AI research centers have already proven their effectiveness. The first wave of centers dealt with issues of strong, trusted, ethical artificial intelligence. The second wave is dedicated to industry research for medicine, transport, industry and smart cities. These centers create almost half of all Russian scientific groundwork in AI. President Vladimir Putin has set the task of publishing at least 450 papers at top-level conferences in the field of AI in the world by 2030 — A*. We see that investments are achieving results, so the government continues to develop such support programs,” Dmitry Chernyshenko emphasized.

    A total of 19 applications from centers from 10 regions of Russia were submitted to the competition. The centers’ programs stated key areas of foresight in fundamental and exploratory research in the field of AI, conducted in 2024: agent/multi-agent systems, elements of strong AI, fundamental and generative AI models.

    Expert support for the competitive selection and subsequent support for the implementation of research center activity programs is provided by the Strategic Agency for Support and Formation of AI Developments (SAPFIR), a project office created on the basis of the Skolkovo Foundation.

    “In 2025, the Strategic Agency for Support and Formation of AI Developments (SAPFIR), created on the basis of the Skolkovo Foundation, acted as the coordinator of the third wave of the competitive selection of research centers in the field of artificial intelligence. Each of the 7 winners will receive 676 million rubles for 2 years to conduct research in the field of strong, trusted, multi-agent artificial intelligence. Over the next 2 years, SAPFIR will focus on supporting research centers to achieve all their goals in both the scientific and commercial parts. Their activities will contribute to the creation of a technological reserve in Russia in the field of artificial intelligence, as well as attracting the best personnel of the country to the development of science in the field of artificial intelligence,” said SAPFIR Director Tatyana Soyuznova.

    The Higher School of Economics has confirmed its readiness to successfully cope with the tasks set thanks to the rich experience accumulated during the previous stages. For the period 2021–2024 HSE AI Center of the first wave has implemented more than 20 socially significant projects and about 30 initiatives for industrial partners. Initially, its activities were focused on companies with a high degree of maturity of AI technologies (IT, fintech, telecommunications), but subsequently the center managed to extend its competencies to less prepared industries, such as tourism, transport, household chemicals and genetics. This made it possible to develop solutions with prospects for scaling in industries, taking into account the priorities of the National Strategy for the Development of AI.

    The HSE AI Center’s third wave program will be aimed at creating new architectures and approaches to reduce training costs, as well as to improve the efficiency and adaptation of large fundamental models. Scientific research will cover four key areas AI foresight: architecture and algorithms of machine learning, development of fundamental and generative models, ensuring security and trust, system management and decision-making. Innovative software products will be used in the financial sector, science and education, information security and the labor market. The center’s partners include the country’s leading technology companies (Sber, VTB, Alfa-Bank, MTS Web Services, Gazprombank, T-Bank, ALMI Partner) and government agencies (the Ministry of Science and Higher Education of the Russian Federation, the Federal Service for Labor and Employment (Rostrud)).

    The head of the HSE AI Center will be Alexey Naumov, Doctor of Computer Science, Director Institute of AI and Digital SciencesHe has authored over 40 A* level AI conference publications on high dimensional probability, statistics, machine learning, reinforcement learning, and is a member of the AI Alliance scientific advisory board.

    “Our center will focus on creating fundamentally new architectures and effective methods that will significantly reduce the costs of training and operating large fundamental models of artificial intelligence, increase their performance, and expand the range of possible applications,” said Alexey Naumov. “This will allow us to get closer to creating strong artificial intelligence capable of solving the most complex problems and bringing real benefits to society and business. We actively collaborate with leading technology companies and scientific organizations, combining the efforts of the best scientists and practitioners to achieve our goals and make a significant contribution to the future of AI technologies.”

    The core of the HSE AI Center will be Institute of AI and Digital Sciences Faculty of Computer Science at HSE. Leading researchers and experts will also work on projects within the third wave Institute for Statistical Studies and Economics of Knowledge (ISSEK), Center of Language and Brain, MIEM im. A.N. Tikhonova, Labor Market Research Laboratories, International Laboratory of Intangible Assets Economy, HSE – Perm, and also Schools of Computer Science, Physics and Technology of the National Research University Higher School of Economics – Saint Petersburg.

    The HSE AI Center project office team, led by Deputy Vice-Rector Elena Kozhina, will coordinate work on projects and initiatives aimed at developing AI technologies and implementing innovative solutions in various sectors of the economy and social sphere. The project office will become a key link in the successful implementation of projects, ensure effective interaction between all participants in the processes and allow for the effective implementation of orders from industrial partners.

  • MIL-OSI Global: Why Canada needs a law that gives workers the right to govern their workplace

    A major fault line in contemporary society is that while our political lives are governed by democratic principles, our economic lives largely are not.

    At the height of the COVID-19 pandemic, for example, Maple Leaf Foods experienced an outbreak in its Brandon, Man. factory. Not only were workers ordered to keep working in unsafe conditions, they were forced to work overtime.

    Walmart has long been accused of forbidding its cashiers from sitting down, even during long shifts.

    At one of its warehouses in Pennsylvania, Amazon allowed the temperature to reach an unbearable 102 F in 2011. When employees pleaded to open the loading doors to let in fresh air, management refused, claiming this would lead to employee theft. Instead, Amazon parked ambulances outside and waited for employees to collapse from heat stroke. Employees who were sent home because of the heat were given demerits for missing work, and fired if they accumulated too many.

    These examples reflect the fact that, in most workplaces, employees have no say in who manages them or how major decisions are made. Entering the workplace typically means leaving the freedoms of democratic society behind and entering a private domain unilaterally controlled by an employer. For most workers who are not in senior management, the main job of every job is to follow orders. Functionally speaking, workers are servants.

    In its governance structure, the modern workplace operates as a kind of mini dictatorship. Although workplace discipline isn’t enforced with physical violence, supervisors still have the power to discipline or punish those who dissent.

    But what if there were an actual legal right to workplace democracy?

    My research scrutinized the pros and cons of such novel legislation by drawing on decades of research comparing conventional, top-down firms with democratic worker co-operatives (where workers collectively own the firm and elect the governing board).

    Why workplace democracy matters

    In large American firms, the average CEO-to-worker pay ratio is now a jaw-dropping 351 to one. As CEO, Jeff Bezos made roughly 360,000 times more than Amazon’s minimum wage workers. This inequality ripples across society with significant consequences.

    By contrast, most worker co-ops maintain a pay ratio of three to one and only very rarely exceed 10 to one.

    There’s also a stark difference in how workers are treated. While conventional firms lay off workers whenever it’s profitable to do so, co-ops do everything in their power to save jobs.

    Top-down decision-making also breeds degradation and disrespect. A 2016 Oxfam report, for instance, documented how some Tyson Foods employees were prevented from using the bathroom to the point where some urinated themselves and other felt compelled to wear diapers to work.

    A Gallup survey from 2021 found that across the American economy as a whole, only 20 per cent of workers strongly agreed with the statement that “my opinions seem to count.”

    In co-ops, workers are generally treated with more respect and dignity. They typically participate more in decision-making, have higher job satisfaction and have less antagonism with management.

    In conventional workplaces, many employees hate or fear their boss. Roughly 17 per cent of the workforce opt for self-employment in order to get away from the tyranny of the boss, even though self-employed workers typically earn about 15 per cent less than their salaried counterparts and receive less than half the benefits.

    Worker co-operatives are typically less dominating than conventional firms because workers elect their managers and can create self-managing teams where workers have more autonomy over matters like scheduling and how tasks are carried out. Though co-ops are far from perfect, with workers often feeling that they aren’t able to participate in decision-making as much as they would like.

    Most workers are trapped in undemocratic jobs

    Most workers have no viable alternative to undemocratic work, and so no choice but to suffer its harms. While in theory, workers can quit and rely on welfare or social assistance, in practice, this isn’t viable because welfare rates are often too low to live on.

    Starting a business or becoming self-employed is another theoretical option, but it’s too financially risky to be a serious alternative for most.

    Joining a worker co-operative is the most promising alternative, but there were less than 400 worker co-ops in Canada in 2022, representing less than one per cent of employment.

    Converting an existing workplace into a co-op faces serious barriers too. Even if the workers desperately want a conversion, if the employer doesn’t, they’re out of luck; their employer owns the organization and can simply say no.

    So what’s the solution?

    Canada needs a new law to expand democracy by granting workers the legal right to collectively buy into the firms they work for. The process would resemble how unionization works today.

    It would start after a majority of employees sign a declaration stating their intent to form a worker co-operative. After this threshold is reached, a formal process would be triggered: employers would be required to disclose all relevant financial documents with the workers, and workers would receive education on the managerial, technical and legal requirements of co-ops. Co-op development bankers would provide loans and financing options.

    Once this is done, workers would hold a final vote. If a simple majority (50 per cent plus one) votes in favour, the employer would be paid the fair market value for the firm and the business would be restructured as a worker co-operative.

    Importantly, the law would allow this transition even if the employer is opposed, just as collective bargaining legislation allows workers to unionize without employer approval. It would also ensure owners are fairly compensated; owners shouldn’t lose their property, but they should lose the right to unilaterally govern other human beings in perpetuity, especially when those others are willing and ready to govern themselves.

    Of course, this law might bring some economic disruption. It’s possible that certain owners might oppose democratic ownership so strongly that they would rather shut down the business altogether than work as equals, but such cases would likely be rare.

    On the other hand, research shows that worker co-ops are just as productive as conventional firms (if not more so) and they have similar survival rates. This is highly reassuring for the overall well-being of the economy.

    Moreover, workers would need to invest significant amounts of their own money in order to buy out the firm, so conversions will occur only after serious consideration.

    The bottom line is that while the costs of this legislation would likely be modest, the benefits to workers and society at large would be substantial: reduced inequality and domination, increased job security and respect. Canada should establish a right to buy-in as soon as possible.

  • MIL-OSI Global: Inside Ukraine’s remarkable drone attack

    You can generally tell when Vladimir Putin appears rattled by an adverse event in his war on Ukraine. He (or one of his proxies) ramps up the bloodcurdling rhetoric. And so it is with Ukraine’s “Spiderweb” drone attack on four airbases inside Russia, which reportedly destroyed or damaged as many as 40 warplanes, a good chunk of Russia’s fleet of strategic nuclear-capable bombers.

    These aircraft have been used during the war to deliver cruise missiles at targets within Ukraine and have been kept on airbases far enough from Ukraine to be well out of range of anything Kyiv could fire at them. So Ukraine’s secret intelligence service, the SBU, hatched a plot to send truckloads of home-grown drones in vans to locations close to airbases as far away as Irkutsk in Siberia and Murmansk close to the top of Finland.

    Technological savvy aside, perhaps the most remarkable thing about the plan was that it was 18 months in the making and yet the SBU managed to keep it a secret shared by only a few, including Ukrainian president, Volodymyr Zelensky. Significantly, the plan was reportedly kept from the US government.

    An angry Putin is reported to have accused Ukraine of “organising terrorist attacks”, saying to aides: “How can we have meetings like this under these conditions? What is there to talk about? Who has negotiations with  … terrorists?”

    Nothing much has been revealed as to what was actually said about the drone attack when delegates for the two sides met on Monday, apparently for barely an hour, to continue their peace talks. But as Stefan Wolff and Tetyana Malyarenko suggest, the fact that both sides have continued to land blows against each other is hardly a sign of a sincere commitment to serious negotiations.

    As it is, both sides restated their maximalist positions. For Kyiv this means that any concessions over territory or sovereignty are out of the question. For Moscow this means Ukrainian and international recognition of Russian sovereignty over Crimea as well as four provinces it has partially occupied since 2014, no Ukrainian membership of Nato and limits to Ukraine’s armed forces.

    Wolff and Malyarenko, experts in international security and politics at the University of Birmingham and National University Odesa Law Academy, respectively, believe that little will change on the battlefield in the foreseeable future. A lot will now depend on Washington. And it should be noted that the US president had a lengthy chat with Putin on June 4, after which Trump delivered the Kremlin’s message that: “President Putin did say, and very strongly, that he will have to respond to the recent attack on the airfields.”

    We’ve already seen a blitz on the southern city of Kherson, where Russia launched glide bombs and attacked with drones and artillery this morning. But Trump’s envoy to Russia, Keith Kellog, among other senior officials have talked about the drone strike being an attack on part of Russia’s [nuclear] triad, impying the threat level is actually far greater.

    Ukraine gave up its nuclear arsenal in 1994 in return for an undertaking, signed by Russia, the US, UK and France, to guarantee the inviolability of Ukraine’s borders. So as Matthew Sussex of the Australian National University in Canberra writes, the drone attack was very much a case of a David striking a clever blow against a Goliath.

    Sussex says this and other missions, such as the targeting of the Kerch bridge – Putin’s pride and joy – and the relentless attacks on Russia’s power infrastructure, are an effective counter to Russia’s attritional style of warfare. This involves throwing as many men as possible at its objectives, something Ukraine cannot hope to compete directly with. The truth is, writes Sussex, that Kyiv “has focused on winning the war they are in, rather than those of the past”.

    “This isn’t just asymmetric warfare, it’s a different kind of offensive capability,” concludes Michael A Lewis, an expert in autonomous vehicles at the University of Bath. Lewis notes that both sides have been using drones almost continuously on the frontlines of the war and each has developed their own strategy for countering the threat.

    But this operation combined the use of drones with smart intelligence planning. The key was getting the drones to where they could exploit vulnerabilities in Russia’s air defence systems. “In low-level airspace, visibility drops, responsibility fragments, and detection tools lose their edge,” he writes. “Drones arrive unannounced, response times lag, coordination breaks.”

    The attack will have defence planners around the world scratching their heads as to how to cope with this emerging threat. Lewis believes the operation exposed the problems with centralised airspace management which will require new and better detection systems and faster responses to counter. “Operation Spiderweb didn’t just reveal how Ukraine could strike deep into Russian territory,” he writes. “It showed how little margin for error there is in a world where cheap systems can be used quietly and precisely.”

    Not that Russia has exactly been standing still when it comes to drone warfare. As Marcel Plichta of the University of St Andrews writes, having initially relied on Iran for the supply of its Shahed drones, Russia has been quick to establish its own sizeable drone manufacturing industry. Plichta, a drone specialist and former US government intelligence analyst, walks us through some of the innovations that Russian-made drones are now employing, including Sim cards which can transmit data back to Russia via mobile networks, carbon coating to avoid radar detection, and enhanced incendiary and fragmentation warheads that can start fires or spread large volumes of shrapnel to make them more deadly.

    But also notable is the sheer volume of drones that Russia is deploying – 472 against Ukrainian cities on June 1, as well as large numbers of decoys – with the aim of simply exhausting Ukrainian air defences. Even if Ukraine manages to shoot down 80% as it claims, that still leaves enough to wreak utter havoc for the defenders.

    From the Oval Office

    The latest controversial measure announced by the White House is the planned travel ban on people from 12 countries thought by the Trump administration to pose a threat. The ban is scheduled to come into effect on June 9.

    Less than a week later, the US will host – jointly with Mexico and Canada – the Fifa Club World Cup, which will feature players from some of these countries. Next year the US hosts the Men’s World Cup and in 2028 the Olympics are scheduled to be held in Los Angeles.

    The announcement of the ban said that “any athlete or member of an athletic team, including coaches, persons performing a necessary support role, and immediate relatives travelling for the World Cup, the Olympics, or other major sporting events as defined by the Secretary of State” will be exempted.

    But, as Eric Storm from Leiden University points out, this does not include fans who might have been planning to travel to these major sporting carnivals. Storm, a historian who has researched the intersection of politics and tourism, says that the way geopolitical tensions manifested themselves at big sporting events was a feature of the cold war, but that these sorts of tensions largely dissipated after 1991. Now we may see politics being played out on the pitch, once again.

    South Korea’s new president

    Voters in South Korea backed the liberal candidate, Lee Jae-myung for the Democratic Party, by nearly 50% in the June 3 election. This gave the man who led the campaign to topple former president Yoon Suk Yeol a clear mandate in what is reported to have been the election with the highest turnout since 1997.

    But while women had been very prominent in the campaign to oust Yoon, there were no female presidential candidates and very little discussion of some of the massive gender issues besetting Korea, including structural inequality, harassment and domestic violence, write Ming Gao of Lund University and Joanna Elfving-Hwang of Curtin University, both experts in South Korean politics and society. In fact, some candidates actively campaigned in a manner they clearly hoped would engage with disenchanted young men who feel their position may be under threat from women.

    The new South Korean president will bring with him what he calls a “pragmatic” approach to foreign affairs. He has restated his commitment to the longstanding alliance with the US, but has also stressed the need for his country to improve relations with China and North Korea, believing that South Korea should not be wholly dependent on Washington.

    This, writes Christoph Bluth, could become a point of tension between Seoul and Washington. “The Trump administration has taken a hawkish approach towards China and wants its allies to do the same,” he says.

    Lee has made it quite clear that while Seoul’s relationship with Washington is the “basic axis of [South Korea’s] diplomacy,” the country “should not put all [its] eggs in one basket”. He has already signalled that he would resist any attempts by the US to draw South Korea into a conflict with China over Taiwan.

    Gaza: when aid is politicised

    There was yet more tragedy in Gaza this week as the new aid distribution scheme backed by Israel and the US got underway and quickly descended into chaos, with Israeli troops shooting at people it claimed were Hamas militants, resulting in the deaths of dozens of people.

    The new plan handed control of aid distribution to a private company called Gaza Humanitarian Foundation, which established four depots, three in the very south of the Strip and one in the centre, close to Israeli checkpoints. As a result many people had to travel considerable distances to get desperately needed supplies.

    As Irit Katz of the University of Cambridge writes here, the GHF plan is similar in character to a scheme put forward last December by an Israeli veterans group that prioritises control over humanitarianism. She says the resulting chaos and violence should come as no surprise.

  • MIL-OSI Global: Why Dippy the dinosaur remains beloved, 120 years after arriving at the Natural History Museum

    Dippy – a complete cast of a diplodocus skeleton – is Britain’s most famous dinosaur. It has resided at the Natural History Museum in London since 1905 and is now on show in Coventry where it is “dinosaur-in-residence” at the Herbert Art Gallery & Museum.

    Dippy, the star attraction in the huge entrance hall of the Natural History Museum from 1979 to 2018, is now on tour around the UK, with Coventry as its latest stop. It had previously been shown in Dorchester, Birmingham, Belfast, Glasgow, Newcastle, Cardiff, Rochdale, Norwich and London.

    So what is it that makes Dippy so popular? I got a sense of the dino’s appeal in August 2021 when I gave a lecture under the Dippy skeleton in Norwich Cathedral.

    The lecture was about dinosaur feathers and colours. It highlighted new research that identified traces of pigment in the fossilised feathers of birds and dinosaurs. I wanted to highlight the enormous advances in the ways we can study dinosaurs that had taken place in just a century.

    Before arriving, I thought that Dippy would fill the cathedral – after all the skeleton is 26 metres long and it had filled the length of the gallery at the Natural History Museum. However, Dippy was dwarfed by the gothic cathedral’s scale. In fact, the building is so large that five Dippys could line up, nose to tail, from the great west door to the high altar at the east end.

    This sense of awe is one of the key reasons to study palaeontology – to understand how such extraordinary animals ever existed.

    I asked the Norwich cathedral canon why they had agreed to host the dinosaur, and he gave three answers. First, the dinosaur would attract lots of visitors. Second, Dippy is from the Jurassic period, as are the rocks used to construct the cathedral. Finally, for visitors it shared with the cathedral a sense of awe because of its huge size. Far from being diminished by its temporary home, visitors still walked around and under Dippy sensing its grandeur.

    Dippy arrived in London in 1905 as part of a campaign for public education by the Scottish-American millionaire Andrew Carnegie (1835–1919). At the time, there was a debate in academic circles about the function of museums and how far professionals should go in seeking to educate the public.

    There was considerable reticence about going too far. Many professors felt that showing dinosaurs to the public would be unprofessional in instances where they moved from description of facts into the realm of speculation. They also did not want to risk ridicule by conveying unsupported information about the appearance and lifestyle of the great beasts. Finally, many professors simply did not see such populism as any part of their jobs.

    But, at that time, the American Museum of Natural History was well established in New York and its new president, Henry Fairfield Osborn (1857-1935) was distinctly a populist. He sponsored the palaeo artist Charles Knight (1874-1953), whose vivid colour paintings of dinosaurs were the glory of the museum and influential worldwide. Osborn was as hated by palaeontology professors as he was feted by the public.

    Carnegie pumped his steel dollars into many philanthropic works in his native Scotland and all over America, including the Museum of Natural History in Pittsburgh. When he heard that a new and complete skeleton of a diplodocus had been dug up in Wyoming, he bought it and brought it to his new museum. It was named as a new species, Diplodocus carnegiei.

    On a visit to Carnegie’s Scottish residence, Skibo Castle, King Edward VII saw a sketch of the bones and Carnegie agreed to donate a complete cast of the skeleton to Britain’s Natural History Museum.

    The skeleton was copied by first making rubber moulds of each bone in several parts, then filling the moulds with plaster to make casts and colouring the bones to make them look real. The 292 pieces were shipped to London in 36 crates and opened to the public in May 1905. Carnegie’s original Dippy skeleton only went on show in Pittsburgh in 1907, after the new museum building had been constructed.

    Carnegie had got the royal bug and donated further complete Dippy casts to the great natural history museums in Berlin, Paris, Vienna, Bologna, St Petersburg, Madrid, Munich, Mexico City and La Plata in Argentina. Each of these nations, except France, had a king or tsar at the time. The skeletons went on show in all these locations, except Munich, and Dippy has been seen by many millions of people in the past 120 years.

    Dippy’s appeal

    Dippy’s appeal is manifold. It’s huge – we like our dinosaurs big. It has been seen up close by more people around the world than any other dinosaur. It also opens the world of science to many people. Evolution, deep time, climate change, origins, extinction and biodiversity are all big themes that link biology, geology, physics, chemistry and mathematics.

    Also, since 1905, palaeontology has moved from being a largely speculative subject to the realms of testable science. Calculations of jaw functions and limb movements of dinosaurs can be tested and challenged. Hypotheses about physiology, reproduction, growth and colour can be based on evidence from microscopic study of bones and exceptionally preserved tissues, and these analyses can be repeated and refuted.

    Dippy has witnessed over a century of rapid change and its appeal is sure to continue for the next.

  • MIL-OSI Global: Mel Stride promises the Tories won’t repeat the mistakes of Liz Truss – except they already have

    It’s a mistake to think that, when it comes to the UK economy, the Conservatives have always been seen by British voters as a safer pair of hands than Labour. But, notwithstanding the damaging austerity imposed on the country by David Cameron’s chancellor, George Osborne, it was, by and large, the case between 2008 and 2022. This was a period bookended by the global financial crisis that occurred under Gordon Brown’s watch as Labour chancellor and then prime minister, and by Liz Truss’s disastrous 49-day stint in the top job.

    In reality, people were already beginning to lose faith in the Tories’ economic competence when Truss beat Rishi Sunak in the race to succeed Boris Johnson in Number 10. But she right royally trashed whatever reputation the party still had on that score and, as a result, set it on the road that led to its cataclysmic defeat at the polls last July.

    Another leadership race duly followed that election. But instead of using it as an opportunity both to conduct a thorough postmortem and issue a full-throated apology for the mess they’d made of things across a whole range of domestic policy, the candidates stayed largely in the party’s comfort zone.

    The country’s crumbling public services got hardly a mention, any acknowledgement of their dire state drowned out by discussion of immigration and taxation. The eventual winner, Kemi Badenoch, was apparently convinced that the Conservatives had lost because they “talked right but governed left”.

    Clearly that message doesn’t seem to have persuaded the public. The Tories are now even more unpopular than they were at the general election. They rarely break 20% in the opinion polls and consistently finish behind not just a very poorly-regarded Labour government but a surging Reform UK.

    Cue the decision by Mel Stride, a cabinet minister in Rishi Sunak’s doomed government and now Badenoch’s shadow chancellor, to issue an apology of sorts. This was, however, not an apology for the mess the Conservatives made of the country during 14 (arguably wasted) years in office – but for the month and half in which they were led by Truss.

    Sir Mel (as he is now) was never much of a fan, but he’s now taking public potshots at the former prime minister in a very well trailed speech. Apparently it was only during this short period, when Truss delivered her now legendary “mini-budget” that derailed the economy, that it all went wrong.

    “For a few weeks,” he declared, “we put at risk the very stability which Conservatives had always said must be carefully protected. The credibility of the UK’s economic framework was undermined by spending billions on subsidising energy bills and tax cuts, with no proper plan for how this would be paid for.”

    “Never again,” he continued, “will the Conservative party undermine fiscal credibility by making promises that we cannot afford.” Stride here seemed to be conveniently forgetting that, at least in the judgment of the respected Institute for Fiscal Studies, that was exactly what he and his colleagues did when they presented their manifesto to the country at last year’s general election – long after Truss had departed Downing Street.

    As such, Stride’s speech is unlikely to impress anyone. Rather than a confession of collective guilt and an acknowledgement of a pattern of behaviour stretching over years, it seeks to deflect the blame onto a one-off event and onto one already-derided individual (or maybe two if one includes the man who actually delivered the bungled mini-budget, Kwasi Kwarteng).

    Moreover, such is the presidentialised nature of British politics these days, that, unless a message is delivered by the party leader, it won’t be seen as representing its official position. Nor will it cut through to voters.

    More profoundly, Stride’s “contrition” (the closest he got to actually saying sorry) is meaningless because rather than challenge any of his party’s underlying assumptions, it actually doubles down on them.

    To stand a chance of signalling to a sceptical public that they’ve truly changed, the Tories need to break out of their essentially Thatcherite-cum-culture-warrior comfort zone. But obsessed (and in some ways understandably so) as they are with the potentially existential threat posed to them by Reform UK, that currently seems like a very distant prospect. And so, therefore, does another Tory government.

  • MIL-OSI USA: CEQ-led Permitting Innovation Center Debuts Tech to Streamline NEPA Reviews – CE Explorer

    class=”has-text-align-center”>The White House continues its momentum to modernize permitting technology, launching a tool to aid the finding of categorical exclusions across Federal agencies.
    Today, the White House Council on Environmental Quality unveiled the Categorical Exclusion Explorer (CE Explorer), a technology tool that will increase transparency and streamline environmental reviews and permitting processes by providing a digitized public database of each Federal agency’s existing categorical exclusions established under the National Environmental Policy Act (NEPA). The CE Explorer is the first tool developed by the Permitting Innovation Center, established in response to President Donald J. Trump’s Memorandum, Updating Permitting Technology for the 21st Century, and supports the implementation of the White House Permitting Technology Action Plan that was released May 30, 2025.
    The CE Explorer’s search functionality will provide states, tribal officials, project sponsors and stakeholders with seamless access to view Federal agencies’ categorical exclusions. This digitized, searchable list will enhance interagency coordination by enabling agencies to quickly identify relevant categorical exclusions established by other agencies. The tool will also support other agencies’ adoption of categorical exclusions, as encouraged by Congress in its 2023 amendments to NEPA, helping to accelerate environmental reviews and permitting processes.
    The data in the CE Explorer is available to download in a machine-readable format, allowing interested parties to leverage this technology and data source to build tools to modernize their own NEPA or permitting review processes.

Dr. Christopher Morosky would pop in to talk through any questions or concerns. Nurse Ellen was always a steady, supportive presence. Even her fellow nurses and doctors made sure her family felt included, her children celebrated not one, but two birthdays at the hospital during her stay.

    “Lina Godfrey even brought me a yoga mat so I could do yoga in my room,” Rebecca says with a smile. “It helped me stay grounded. They made me feel like I wasn’t just a patient, I was part of a community.”

  • MIL-OSI Security: Cincinnati man sentenced to 25 years in prison for role in narcotics, firearms conspiracies

    CINCINNATI – Mason Meyer, 32, of Cincinnati, was sentenced in federal court here today to 300 months in prison. Meyer is the final of 16 defendants charged in this case for their roles in narcotics and firearms conspiracies.

    The case originated with Meyer and another individual involved in an Aug. 7, 2020, police chase through Cincinnati that resulted in the deaths of two bystanders in Newport, Kentucky. Meyer and Kirsten Johnson, 26, of Cincinnati, were charged federally in August 2020. Ongoing investigation led to the additional 14 defendants and charges.

    According to court documents, officials with the ATF, Cincinnati Police and the Northern Kentucky Drug Strike Force were surveilling Meyer in Cincinnati on Aug. 7, 2020, when Meyer drove away. Cincinnati police officers attempted to stop Meyer when he fled, causing a police chase through Cincinnati and into Covington and Newport, Kentucky.

    Local court documents detail that Meyer’s vehicle struck and killed a couple dining on the patio of Press on Monmouth in Newport, Kentucky. Two other pedestrians were struck and suffered minor injuries.

    At the time of the chase, Meyer and Johnson possessed 50 grams or more of methamphetamine, two loaded handguns and a loaded rifle.

    A grand jury indicted all 16 defendants in the federal case in July 2021, charging the defendants in a firearms conspiracy and in a narcotics conspiracy involving 500 grams or more of methamphetamine and cocaine and 10 grams or more of LSD, as well as detectable amounts of MDMA, DMT, marijuana and ketamine.

    In total, as part of this case, law enforcement seized 11 firearms and more than one kilogram of methamphetamine, more than 200 pounds of DMT, more than five kilograms of marijuana, more than 15 kilograms of hashish and hashish oil, more than one kilogram of MDMA, more than 19,000 dose units of LSD, fentanyl, cocaine, and other synthetic and counterfeit drugs.

    Meyer’s source of supply of methamphetamine, Ryan Haskamp, 36, of Cincinnati, was sentenced in February to 27 years in prison. Haskamp used at least five Cincinnati residences as stash houses to store and sell drugs. He also had others rent Airbnb locations and hotel rooms to further his drug trafficking. Haskamp had packages of drugs delivered to the Airbnb rental properties. Haskamp supplied drugs for redistribution in Cincinnati and Dayton via numerous co-defendants.

    Ten outstanding individuals and organisations have received one of Stoke-on-Trent’s highest civic honours in recognition of their exceptional service to the city.

    The Honorary Freeman of the City titles were awarded as the city council held a special Civic Council meeting to mark 100 years since Stoke-on-Trent was granted city status.

    The award is a prestigious honour, often considered the highest civic accolade, is presented only to those who have made an extraordinary impact.

    They celebrate the contributions made by going above and beyond to support local communities, represent the city on a national or international stage, or deliver lasting positive change.

    Lord Mayor of Stoke-on-Trent, Councillor Steve Watkins, said: “It is an absolute privilege to bestow the Freedom of the City on these individuals and organisations whose efforts have made a real and lasting difference.

    “Each one of them represents the very best of Stoke-on-Trent – in spirit, dedication and achievement. As we mark our Centenary year, this honour is a fitting way to celebrate those who have helped shape our story.”

    The recipients – leading business people Denise and Peter Coates, Mo Iqbal and John Goodwin, along with The Lord-Lieutenant of Staffordshire Sir Ian Dudson, local historian Fred Hughes, music promoter Mike Lloyd, Port Vale Football Club and club chair Carol Shanahan and former Stoke-on-Trent North MP Joan Walley – reflect the strength and resilience of Stoke-on-Trent.

    Carol Shanahan OBE, businesswoman and chair of Port Vale Football Club, said: “I’m genuinely touched and a little bit overwhelmed to be receiving this honour, both for myself and on behalf of everyone at the football club.

    “Stoke-on-Trent means the world to me; it’s a city full of heart, potential and – most importantly – remarkable people. It’s where I’ve built my life and found a community that I care deeply about.

    “Everything we do at Port Vale is rooted in our commitment to this community; I’m so proud of what we’ve achieved together so far and even more excited for what’s still to come.”

    Joan Walley, former Member of Parliament for Stoke-on-Trent North, said: “It’s a great honour for me to be awarded this special status in the city’s centenary year. Thank you!   • MIL-OSI United Kingdom: Stoke 20mph zone to be introduced next week

    A reduced speed limit of 20mph will be introduced in parts of Stoke on Thursday 12 June.

    The 20mph speed limit is part of a scheme to make it safer for children travelling to school, which will also include a new parallel (pedestrian and cycle) crossing on Mill Bridge, linking Stonehouse Creek to Victoria Park.

    The scheme, which was developed following feedback from local ward councillors about residents’ safety concerns and approved in January following public consultation, is being implemented in two phases.

    The first will cover residential streets around Stoke, Millbridge and Eldad Hill, including Stuart Road Primary Academy in Palmerston Street. The second, which will be implemented within two years, will extend the existing 20mph zone around High Street Primary Academy further to cover streets in the Stonehouse area.

    Enforcement cameras for the first zone have been installed and we are in the process of putting up new 20mph signage and painting road markings, ready for the change. Advanced warning signs will be in place before the new speed limit becomes enforceable to let drivers know.

    Construction of the new crossing is nearing completion and it is expected to open within the next couple of weeks.

    Larger ‘terminal’ signs at the entry points to the new 20mph zone will include artwork featuring safety messages, designed by pupils at Stuart Road Primary. The school recently introduced the city’s first permanent Safer School Streets scheme following a successful 18-month pilot.

    Two designs were chosen from nearly 60 created by the young artists to alert drivers to the importance of road safety, speed limits and people walking, cycling or wheeling in the area. The winning pupils will receive a gift card, a goodie bag and a certificate.

    Councillor John Stephens, Cabinet Member for Strategic Planning and Transport, said: “The zebra crossing and 20mph zone are being introduced in response to feedback from ward members and residents concerned about speeding, accidents and near misses in their neighbourhood.

    “Many of these concerns are for pupils and families travelling to and from school and vulnerable road users will always be our number one priority. There are several primary and secondary schools within the two phases of the scheme and this will significantly improve safety on their daily journeys.

    “Our road safety team works closely with Stuart Road Primary, including supporting the introduction of its Safer School Streets scheme, which has been a huge success. We are really pleased to be using signs designed by pupils as part of this first phase.

    “We hope the reduced speed limit – and the new crossing, when it opens – will help people feel safer when they travel through this busy area.”

    Britta Nicholls, headteacher at Stuart Road Primary, said: “We are delighted with the new speed restrictions that will make sure that parents and children can safely travel to and from school. We have had too many near misses in the past and welcome the reduced speed enforcement in roads around Stuart Road. This supports our mission to increase the number of families who walk, cycle or scooter to school for a healthier lifestyle, cleaner air and is environmentally friendly.”

    DENVER – Today, Governor Polis completed his 2025 bill state-wide signing tour, signing bills passed by Democrats and Republicans during the landmark 2025 legislative session. Governor Polis signed 476 bills, 87.5% of which were bipartisan, breaking down barriers to housing Coloradans can afford, increasing funding for students and teachers, enhancing public safety, saving people money, protecting the domestic and wild animals Colorado calls home, and protecting and expanding access to outdoor recreation. 

    “This session we continued delivering on our commitment to reduce the cost of living in our state by passing laws to build more housing people can afford, increase student funding to drive student success, improve public safety and more.     MORE HOUSING NOW: 

    IMPROVING PUBLIC SAFETY: 

    • SB25-310 – Proposition 130 Implementation: This law supports funding for local law enforcement agencies to help recruit peace officers by providing financial reimbursements and tuition assistance for initial and continuing education and training for peace officers, as well as pay incentives and bonuses. The bill also provides funding to ensure that the families of fallen officers get the support they need after losing their loved one in the line of duty.
    • HB25-1062 Penalty for Theft of Firearm: This law cracks down on gun theft by reclassifying firearm theft as a class 6 felony regardless of the value of the firearm stolen.
    • HB25-1171 – Possession of Weapon by Previous Offender Crimes: This law adds first-degree motor vehicle theft to the list of criminal offenses that would make an individual ineligible to possess a firearm.
    • SB25-281 – Increase Penalties Careless Driving: adjusts penalties for persons convicted of careless driving, making each individual seriously injured or killed in a careless driving event a separate violation and clarifies that careless driving resulting in serious bodily injury or death is an included crime for the purposes of the “Victim Rights Act”.
    • A State Budget to Make Colorado Safer: Governor Polis continues working to make Colorado safer for everyone and by signing this year’s budget, Colorado continues investing in preventing and addressing crime. This includes:
      • Youth Crime Prevention: Helping to prevent at-risk youth from entering the criminal justice system through increased funding for prevention services.
      • Community Corrections Capacity: The budget also provides $2.4 million to invest in community corrections placement, increasing capacity.
      • Supporting Crime Victims: Additionally, this budget implements Colorado’s Proposition KK, designating $30.0M in spending authority to crime victims’ services, $8 million for mental health services, and $1 million for school safety.
      • $15 million ongoing for critical public safety communication infrastructure, supporting over 1,000 local, regional, state, tribal, and federal public safety entities.
      • Funding for CBI’s Colorado Gangs Database: The Colorado Gangs database (CoG) is an application that stores gang information such as gang names, gang members, gang contacts, and is used by law enforcement as an investigative tool. It allows law enforcement the ability to add and change any information about the gangs, tracking gangs, and gang members that they contact during patrol or other investigative efforts conducted by law enforcement. This information is also queryable in the Colorado Crime Information Center (CCIC), which provides law enforcement with the most accurate information possible.
    • HB25-1146 – Juvenile Detention Bed Cap: This law allows judicial districts to utilize more juvenile detention beds to ensure that individuals deemed high-risk do not re-enter communities before receiving the rehabilitative services they need.
    • SB25-168 – Prevention of Wildlife Trafficking: This law will crack down on wildlife trafficking to keep Coloradans and wildlife safe. 

    FULLY FUND SCHOOLS AND SUPPORT COLORADO’S WORKFORCE: 

    • HB25-1320 – School Finance Act: This legislation implements Colorado’s student-focused school finance formula without bringing back the budget stabilization factor. It also increases per-pupil funding again to $11,864, an increase from FY24-25 of $412 per student, or an average of $9,000 per classroom.
    • SB25-315 – Postsecondary & Workforce Readiness Programs: This legislation realigns Postsecondary and Workforce Readiness administration and funding to ensure all students have the opportunity to graduate high school with postsecondary credit, an industry-recognized credential, or work-based learning experience.
    • HB25-1278 – Education Accountability System: This legislation modernizes Colorado’s K-12 accountability system for the first time since 2009 to better measure student outcomes, including the creation of a new sub-indicator to support postsecondary and workforce readiness before graduation.
    • HB25-1192 – Financial Literacy Graduation Requirement: This legislation ensures that every student takes a course incorporating all financial literacy standards before they graduate high school, as well as practice filling out financial aid forms so that they are equipped with the know-how to plan for and secure their financial futures.
    • HB25-1038 – Postsecondary Credit Transfer Website: This law will support students by providing more information about how their credits earned through prior learning, concurrent and dual enrollment, and GT Pathways courses will transfer to each Colorado public institution. By allowing students to evaluate and compare the value of their transfer credits across institutions and programs, students can save money and more successfully plan their educational journeys. 

    DRIVING COLORADO’S ECONOMY: 

    • HB25-1005 – Tax Incentive for Film Festivals: This legislation supports film festivals in Colorado and helped the state land the iconic Sundance Film Festival, starting in 2027, which will bring in hundreds of millions of dollars in economic benefits and thousands of jobs.
    • HB25-1021 – Tax Incentives for Employee-Owned Businesses: This law helps businesses by save more toward taxes, when they transition to employee-owned, which is good for employees and businesses.
    • HB25-1090 – Protections Against Deceptive Pricing Practices: This legislation will help eliminate fees that drive up costs and get rid of deceptive practices that make Coloradans spend more money than they want.
    • HB25-1001 – Enforcement Wage Hour Laws: This legislation combats wage theft, ensuring that more workers are paid fairly, on time, and in full. It enhances enforcement of Colorado’s wage and hour laws, disincentivizes violations, and provides the Department of Labor and Employment with new tools to prevent and address wage theft.
    • HB25-1215 – Redistribution of Lottery Fund: This legislation directs the first $4 million of the lottery fund to the outdoor equity fund, increasing outdoor recreation opportunities and protecting Colorado parks.

    Lawrence O’Donnell, MSNBC: Joining us now is Democratic Governor Kathy Hochul of New York. Governor, thank you very much for joining us.

    Governor Hochul: Great to see you again, Lawrence.

    Lawrence O’Donnell, MSNBC: I want to begin with this point about Congressman Michael Lawler. This used to be completely bipartisan in Congress. If you had a government office in your district, near your district — like Social Security — helpful to your community. The President, the administration of your party would never close that ever. Because you as a Republican or a Democrat with a Democratic president, if they were even thinking of it, if it was ever on a list, you’d get in there, you’d fight for it, you’d keep it open. That didn’t happen here.

    Governor Hochul: That shows how insignificant the members of Congress are. All the power has been ceded to the other end of Pennsylvania Avenue. It’s all in Donald Trump’s hands, and they’re sitting there on their hands silent, afraid to say a word, because he might help somebody in a primary against them. They’ve been paralyzed in action. And as a result, if one single person — Mike Lawler, Elise Stefanik, anybody else who thinks they’re running for higher office — any one of them had voted against this bill, it would’ve been dead.

    They did not look out for the rural hospitals in their districts that will close, the thousands of people thrown out of jobs in an area where it’s hard to get work in our red parts of our state, the most rural areas. I know them so well — my old district.

    Mike Lawler letting that Social Security office close — it serves seven counties. Now people have to travel over an hour and a half. Some have to go to Connecticut to get services. And if you’re walking into an office for social services — Social Security services — you’re usually an elderly person, can’t get around, you haven’t figured out how to use your computer, and you’re showing up in person and now you have to travel over an hour. Thank you, Mike Lawler. Thank you, Republican members of Congress. Because you clearly don’t give a damn about the people who put you in office.

    Lawrence O’Donnell, MSNBC: In Upstate New York — the areas we’re talking about now — the frequent hospitals are one of the very big employers. What do Medicaid cuts of this scale mean to those hospitals?

    Governor Hochul: Hospitals will lose $3 billion in the State of New York per year. We can’t help solve that problem. This is federal dollars that we need to have here. It is a major employer. Like I said, when I represented seven very rural counties in the reddest part of our state and Congress, I’d always wanted to see who the employers are when I went to visit. The hospital was always the largest, then sometimes it was the prisons, then it was county government. It took a long time to get a private employer because these were people who got their jobs, they worked hard, they struggle. It’s hard to recruit doctors, so they’re always living on the margin. So this basically says it’s not just going to close for Medicaid recipients, it’s going to close for everybody.

    When your kid gets sick and needs emergency care, your parents are having a heart attack, mom or dad are sick, you’re not going to have a hospital to get them to it. That’s how serious this is.

    Lawrence O’Donnell, MSNBC: The Medicaid is the single biggest payer for nursing homes, not just in New York State, but throughout the country, pays about 40 percent of the revenue to nursing homes. What does it mean for nursing homes?

    Governor Hochul: One hundred thousand people in the State of New York who are in nursing homes will lose their Medicaid coverage. Now, what are the options? If you’re in a nursing home, you’re usually in a difficult situation, right? Are you going back to your family’s couch, your grandchildren, going to live in their spare bedroom? It does not have a path forward.

    That’s why the insanity of this bill has to be stopped in the Senate. I never thought I’d be relying on the Republican Senate to bail out our country. But that just shows how desperate we’ve become, that we’re counting on them to do the right thing.

    Lawrence O’Donnell, MSNBC: And if there’s any changes in it — I mean, you used to work in the Congress, you know how it goes.     Governor Hochul: Well, even if he sees the light and all the constituents that are really unhappy with him right now, force him to change his vote, you’ll never walk away from that first one. You’ll never be able to walk away from that.

    Lawrence O’Donnell, MSNBC: This is all happening at the same time where Donald Trump is imposing tariffs that the Trade Court has said are all completely illegal. You’re a border state with Canada. You do an awful lot of trade across that border every single day that’s important for all of New York. What are the Trump tariffs doing to your state?

    Governor Hochul: The Trump tax is devastating for the State of New York. We have 450 miles of shared border. We’re basically neighbors. We don’t even think of them as a foreign country at all. And so we have a $50 billion trade balance, and what that means is it’s farmers who can’t export into Canada, New York, because they won’t accept our goods and nothing is coming our way because they can’t afford it.

    One farmer told me that it’s going to cost him $10,000 more a month. These people live on the margins. They have a bad crop. The chickens have to be killed because of bird flu. I mean, they’re always struggling and the cost of everything from aluminum to steel to the shavings that they get to put in the stalls because we get them from the trees in Canada — we have such a synergy with them.

    But it’s not just the crops and the business going back and forth and the trade of commodities, it’s also the tourism. Tourists are not coming over. They used to fill the stadium in Buffalo because Buffalo Bisons, they’re an affiliate of the Toronto Blue Jays. They usually see a third of the people going to Buffalo Bills games and hockey games and our small tourism towns up in the North country, Lake Placid and Saranac Lake, and Plattsburgh, Lake George.

    They’re all suffering now because the Canadians are saying not just this threat of tariffs, but the fact that you’re talking about taking over our country. It is so insulting to our Canadian friends. I understand it, but flights from Canada are down dramatically at JFK. They’re not coming to New York City, they’re not spending money, they’re not going to the shows, and the rest of the state is feeling the ripple effect. It is devastating.

    Lawrence O’Donnell, MSNBC: The Republican budget bill, they’re working on it now. You’ve already got a budget. You did your job on a budget much earlier than Washington as usual, I would say. You had to do the best you could with that budget, with the information you had at the time. Might this be a situation where you have to come back — if this Republican budget becomes law — come back and revisit the New York State Budget?

    Governor Hochul: We may have to do that, but what I want to talk about for one minute is my budget in contrast to what’s happening in Washington. When we talk about these tariffs, we’re talking about over $3,000 to $6,000 more in additional costs. Everything’s going to cost more, especially commodities from China.

    I’m focusing on affordability because I know New Yorkers are struggling. My own family used to live in a trailer park — clipped coupons, we bought our clothes at used clothing stores. So when I see parents, moms and dads today trying to make ends meet, I said, “The best thing I can do for them is to help lift them out of poverty or lift them out of their circumstances, put money back in their pockets.”

    I have $5,000 going back in the pockets of New York families with Child Tax Credit, Middle Class Tax Cut, and an inflation rebate, covering the cost of school lunches and breakfast for every family, and parents are so grateful. But I’m going to put that in this pocket, and the Trump tariffs are taking it out because everything’s going to cost more. So families feel like they just can’t get ahead.

    So we’ll come back if we have to deal with this. I expect we’ll come back in the fall, but we received $93 billion from the federal government. I can’t make that up. No state is going to make that up. So that’s the harsh situation that we’ll be seeing when cuts to everything.

    The largest cut to nutrition program that’s happening, Title One under education law means that schools in New York State that take care of our highest need kids will be cut. There’s no part of our state that will be untouched if that devastating bill becomes law. We must stop that.

    The UK government recently endorsed proposals in its strategic defence review to consider the creation of military gap years for young people in the UK.

    It would potentially be similar to a scheme offered by the Australian Defence Force. Young Australian citizens can spend 12 months doing paid work in a variety of roles in the Navy, Army or Air Force.

    In Australia in 2023, 664 young people enlisted in the gap year programme, and 374 of these transferred on to a role in the permanent Australian Defence Force. Like in Australia, the gap year model in the UK would be optional and for over 18s to get a “taste” of military life.

    These gap years would be a part of recruitment strategy. The proposal comes at a time of global geopolitical crisis, national youth unemployment and a shortage of soldiers (a global problem).

    Another key reason for the introduction of these gap years, highlighted in defence secretary John Healey’s oral statement on the review, is to “reconnect the nation with those who defend us”. Keir Starmer, in his speech, spoke of “a new spirit of service, flowing from every part of society … everyone benefiting, everyone playing their role”.

    Young people are seen as a key part of building these connections. Another avenue raised in the review is to increase the number of cadet forces, a voluntary uniformed national youth organisation for teenagers that can also be linked to schools.

    An evaluation of cadet forces in the UK has outlined significant positive outcomes for young people, including for their employment and career prospects.

    The strategic defence review also proposed “working with the Department for Education to develop understanding of the armed forces among young people in schools”, but details of this are still unclear.

    These suggestions form part of a trend towards increasing military presence in children and young people’s lives. My research has found that, over the last decade, successive UK governments have encouraged programmes with a military ethos within schools and character education to foster grit and gumption.

    Watered-down national service?

    My research shows that calls to reintroduce some form of military service appear at times of political, social or economic crisis. It’s not surprising then, that in the last few years we have seen several proposals in this area. Most notable is previous prime minister Rishi Sunak’s election pledge in 2024 that school leavers would have to do a year of compulsory military or voluntary service.

    A voluntary gap year – national service “lite” – would be a more palatable approach compared to formal conscription, which is still active in several countries.

    Starmer has been keen to distance himself from the language of national service, especially as he has also committed to introducing votes at 16: compulsory national service doesn’t poll well with young people.

    The UK has also recently scrapped its voluntary National Citizen Service, a non-military, short-term youth programme centred on local community action that has cost over £1.5 billion since 2010.

    But the fact that two successive prime ministers in the space of one year have pitched some form of military experience for school leavers tells us that this is not necessarily about benefits for youth, but about the concerning geopolitical landscape and the urgent need to boost recruits.

    In 2025 compared to the last few decades, the state’s concern is less about youth crime, apathy or patriotism, but rather growing international security threats and the nation’s preparedness.

    It is important to remember that the debate about national service in the UK is fuelled by generational nostalgia. In the UK, formal national service ran from the late 1940s to early 1960s for men aged between 17 and 21. Ever since those final troops were discharged in 1963, there has been a debate about “returning” to national service.

    Research shows that those who were actually part of compulsory national service after the second world war generally don’t think we should bring it back. This debate is cyclical, and each time it happens, it reveals what the state and adults think about young people more generally, usually shaped by moral panics.

    Would a gap year be popular?

    Given the current economic climate, it could be that a paid short-term year of military service is more attractive to UK teenagers and their CVs than ever before. However, we must reflect on why it might be so attractive in the present moment and understand the wider, structural issues shaping the lives of children and young people today.

    The costs of austerity and inequality in the UK run deep for children and young people. These issues cannot be solved by a defence focused gap year and there are other pressing demands to support young people in this country. For example, youth sector representatives are urging the UK government to reverse the long-term decline in funding on youth services.

    The impetus for a military gap year in the report is strategic defence, not unemployment. But there is no guarantee the defence sector itself will be keen to embrace this idea.

    When Sunak proposed national service last year, defence experts and ministers raised concerns about the British Army and Navy’s current capacity and resources to deliver such a programme. They also highlighted the potential impact of such a scheme on the morale of professional, dedicated and highly-skilled force personnel.

    The actual feasibility of any new programme is uncertain, especially with the current fiscal situation. One thing my research suggests is certain though, is that this national debate will circle back around again and again.

  • MIL-OSI Global: The Tories try to blame all their woes on Liz Truss, but Mel Stride’s mea culpa is destined to fall flat

    It’s a mistake to think that, when it comes to the UK economy, the Conservatives have always been seen by British voters as a safer pair of hands than Labour. But, notwithstanding the damaging austerity imposed on the country by David Cameron’s chancellor, George Osborne, it was, by and large, the case between 2008 and 2022. This was a period bookended by the global financial crisis that occurred under Gordon Brown’s watch as Labour chancellor and then prime minister, and by Liz Truss’s disastrous 49-day stint in the top job.

    In reality, people were already beginning to lose faith in the Tories’ economic competence when Truss beat Rishi Sunak in the race to succeed Boris Johnson in Number 10. But she right royally trashed whatever reputation the party still had on that score and, as a result, set it on the road that led to its cataclysmic defeat at the polls last July.

    Another leadership race duly followed that election. But instead of using it as an opportunity both to conduct a thorough postmortem and issue a full-throated apology for the mess they’d made of things across a whole range of domestic policy, the candidates stayed largely in the party’s comfort zone.

    The country’s crumbling public services got hardly a mention, any acknowledgement of their dire state drowned out by discussion of immigration and taxation. The eventual winner, Kemi Badenoch, was apparently convinced that the Conservatives had lost because they “talked right but governed left”.

    Clearly that message doesn’t seem to have persuaded the public. The Tories are now even more unpopular than they were at the general election. They rarely break 20% in the opinion polls and consistently finish behind not just a very poorly-regarded Labour government but a surging Reform UK.

    Cue the decision by Mel Stride, a cabinet minister in Rishi Sunak’s doomed government and now Badenoch’s shadow chancellor, to issue an apology of sorts. This was, however, not an apology for the mess the Conservatives made of the country during 14 (arguably wasted) years in office – but for the month and half in which they were led by Truss.

    Sir Mel (as he is now) was never much of a fan, but he’s now taking public potshots at the former prime minister in a very well trailed speech. Apparently it was only during this short period, when Truss delivered her now legendary “mini-budget” that derailed the economy, that it all went wrong.

    “For a few weeks,” he declared, “we put at risk the very stability which Conservatives had always said must be carefully protected. The credibility of the UK’s economic framework was undermined by spending billions on subsidising energy bills and tax cuts, with no proper plan for how this would be paid for.”

    “Never again,” he continued, “will the Conservative party undermine fiscal credibility by making promises that we cannot afford.” Stride here seemed to be conveniently forgetting that, at least in the judgment of the respected Institute for Fiscal Studies, that was exactly what he and his colleagues did when they presented their manifesto to the country at last year’s general election – long after Truss had departed Downing Street.

    As such, Stride’s speech is unlikely to impress anyone. Rather than a confession of collective guilt and an acknowledgement of a pattern of behaviour stretching over years, it seeks to deflect the blame onto a one-off event and onto one already-derided individual (or maybe two if one includes the man who actually delivered the bungled mini-budget, Kwasi Kwarteng).

    Moreover, such is the presidentialised nature of British politics these days, that, unless a message is delivered by the party leader, it won’t be seen as representing its official position. Nor will it cut through to voters.

    More profoundly, Stride’s “contrition” (the closest he got to actually saying sorry) is meaningless because rather than challenge any of his party’s underlying assumptions, it actually doubles down on them.

    To stand a chance of signalling to a sceptical public that they’ve truly changed, the Tories need to break out of their essentially Thatcherite-cum-culture-warrior comfort zone. But obsessed (and in some ways understandably so) as they are with the potentially existential threat posed to them by Reform UK, that currently seems like a very distant prospect. And therefore, with or without Stride’s mea culpa, so does another Tory government.

    Families in Surrey will benefit from 295 new elementary school seats as part of the B.C. government’s initiative to speed up school expansion.

    “As more families choose to call Surrey home, we’re urgently providing the infrastructure and services people need for communities to thrive,” said Bowinn Ma, Minister of Infrastructure. “That’s why we’re speeding up building and expanding schools with our historic capital investments – so children can learn and grow in supportive, welcoming environments right in their neighbourhoods.”

    The expansion brings 295 additional seats to Walnut Road Elementary. With a total provincial investment of $18 million for the project, the completion means new, engaging learning environments for both students and staff at the school.

    “As Surrey continues to grow, we are dedicated to investing in the future of our communities and ensuring that every student has access to safe, modern and supportive learning spaces,” said Lisa Beare, Minister of Education and Child Care. “The new classrooms at Walnut Road Elementary will allow us to accommodate more students and reflect our commitment to provide every child with quality education and the opportunity to succeed.”

    With an investment of nearly $1 billion in Surrey school construction, this addition is part of government’s ongoing work to deliver new and expanded schools over the past eight years.

    In 2024, an 800-seat addition was announced for Fleetwood Park Secondary, a 500-seat addition was announced for Kwantlen Park Secondary and a 575-seat addition was announced for Tamanawis Secondary. This year, the newly opened Ta’talu Elementary created 655 student seats in Surrey.

    Construction is also underway for the new Snokomish Elementary, which will accommodate as many as 655 additional students.

    “Walnut Road Elementary is a wonderful example of how the Province and Surrey Schools can work together to deliver quick and creative solutions to alleviate the district’s capacity challenges,” said Gary Tymoschuk, chair of the Surrey board of education. “We are delighted to see nearly 300 Walnut Road students occupying 12 classrooms in the annex, with another four classrooms ready for occupancy in September.”

    The use of prefabricated materials is helping to deliver modern classrooms to students faster than traditional construction. Walnut Road Elementary is among 37 schools in Surrey and throughout the province that have received funding for prefabricated additions.

    Washington, D.C – Congressman Dan Goldman (NY-10) and House Homeland Security Committee Ranking Member Bennie G. Thompson (MS-02) today led 84 House Democrats in an oversight letter of inquiry to Department of Homeland Security (DHS) Secretary Kristi Noem seeking answers regarding the rise in ICE employing its masked, plainclothes officers to detain non-violent, law-abiding immigrants immediately following and in coordination with the dismissal of their existing deportation cases by DHS attorneys.   

    “Over the past week, we have witnessed federal agents lying in wait outside courtrooms, detaining individuals as they leave their hearings upon the expectation that their immigration proceedings — often including asylum applications — have been dismissed upon the government’s request. These mass arrests are part of what Trump administration officials have confirmed is a nationwide effort to terminate ongoing removal cases and reroute people into fast-tracked “expedited” removal proceedings, usually without counsel, due process, or any specific case-by-case analysis,” the Members wrote. 

    This tactic runs directly contrary to Secretary Noem’s Senate confirmation testimony and President Trump’s repeated promises that he would only target violent criminals for removal. The dark shift in tactics follows reporting alleging that the President was frustrated with the level of deportations achieved under his administration thus far. 

    “This new policy, designed to meet an arbitrary quota of deportations, is not targeting criminals — the “worst of the worst” as administration officials have repeatedly claimed — but instead is surreptitiously and deceptively aimed at those who are following the rules, voluntarily appearing in court, and doing it the right way. This policy neither targets criminals nor makes the public safer,” the Members continued. 

    The inquiry demands the Secretary provide internal DHS guidance and documentation regarding the dismissal of ongoing court cases, data on those detained, including asylum seekers and individuals without criminal records, as well as clarification on DHS’s use of masked agents, courtroom surveillance, and coordination with the Department of Justice. 

    “The United States is a nation founded by immigrants that has benefited immensely from immigration. As a democracy grounded in the principles of due process and equal protection under the law, the use of courthouse ambush tactics not only undermines those principles but directly contradicts the Department’s stated mission to uphold the law with integrity,” the Members wrote.

    Dear Secretary Noem and Acting Director Lyons:  

    We write to express grave concern over the disturbing pattern of Immigration and Customs Enforcement (ICE) operations taking place at immigration courts across the country — including recent incidents in New York City where masked, plainclothes ICE officers detained non-violent, non-criminal immigrants immediately following the dismissal of their existing deportation cases by DHS attorneys. 

    Over the past week, we have witnessed federal agents lying in wait outside courtrooms, detaining individuals as they leave their hearings upon the expectation that their immigration proceedings — often including asylum applications — have been dismissed upon the government’s request. These mass arrests are part of what Trump administration officials have confirmed is a nationwide effort to terminate ongoing removal cases and reroute people into fast-tracked “expedited” removal proceedings, usually without counsel, due process, or any specific case-by-case analysis. 

    By terminating ongoing removal proceedings, any pending asylum claim is rendered void, thereby creating a potentially short window to quickly deport immigrants who have previously applied for asylum, which, as you well know, is a legal pathway to enter the United States. It also bears emphasizing that asylum is not available to individuals convicted of serious crimes or deemed a danger to the security of the United States, meaning that those asserting asylum claims in immigration court are unlikely to have criminal backgrounds and are instead seeking protection under U.S. law.  

    Recent reports indicate that the Trump administration is pressuring federal agencies to triple the number of daily immigration arrests as part of a sweeping push to achieve the arbitrary number of 1 million deportations a year. This effort has led to the reassignment of FBI agents, U.S. Marshals, DEA, and CBP officers to immigration enforcement duties — ultimately straining national security resources, diverting attention away from investigating serious crimes, and raising real concerns about the public safety priorities of this administration.  

    During Secretary Noem’s confirmation hearing, you stated that DHS “would work every day to make sure people are safe and that those with criminal convictions are immediately removed.” However, it is clear that ICE is now targeting immigrants with no criminal history, many of whom are asylum seekers, parolees admitted through lawful processes, and students like Dylan — a 20-year-old Bronx high schooler who was detained after attending his court hearing alone and without a lawyer. He has since been transferred across four states, denied medical treatment, and cut off from legal representation. Dylan entered the United States lawfully in 2024, enrolled in public school, had employment authorization, and had no criminal record at the time of his detainment.   

    This new policy, designed to meet an arbitrary quota of deportations, is not targeting criminals — the “worst of the worst” as administration officials have repeatedly claimed — but instead is surreptitiously and deceptively aimed at those who are following the rules, voluntarily appearing in court, and doing it the right way. This policy neither targets criminals nor makes the public safer.   

    Instead, this policy creates perverse incentives for immigrants who are pursuing lawful pathways into our country and will encourage immigrants to go further underground and avoid following the lawful and official immigration process. This will not only result in the loss of tax and social security revenue — contributed by asylum-seekers eligible for work authorization — but will lead to greater disorder and public safety concerns. When combined with diverting significant law enforcement resources to arrests of non-violent immigrants instead of violent felons, the impact of this new policy makes our communities less safe.   

    The United States is a nation founded by immigrants that has benefited immensely from immigration. As a democracy grounded in the principles of due process and equal protection under the law, the use of courthouse ambush tactics not only undermines those principles but directly contradicts the Department’s stated mission to uphold the law with integrity.   

    Accordingly, as part of Congress’s constitutional obligation to conduct oversight of the Department, we demand written responses to the following questions no later than June 19, 2025:  

    1. What specific guidance has DHS issued regarding the dismissal of ongoing court cases, followed by immediate ICE detention and expedited removal? Please provide all email communications, memoranda, legal justification, and written notes of relevant meetings. This includes any relevant material that mentions how the Department of Justice (DOJ) and the Executive Office for Immigration Review (EOIR) will coordinate and cooperate with enforcement operations.  

    2. What criteria is DHS using to determine which individuals should be targeted by this new policy?  

    3. How many individuals have been detained nationwide following court case dismissals since May 1, 2025? Please provide a breakdown by state and court locations.  

      1. Of those who have been detained and placed in expedited removal, how many (if any) had an affirmative asylum application pending or had informed the court of their intention to pursue other legal relief with United States Citizenship and Immigration Services (USCIS)?  

      2. Of those who have been detained and placed in expedited removal, how many (if any) have criminal convictions in the United States? Please provide relevant information about those cases and individuals.   

    4. Are immigration judges being tracked for how they handle these cases? If so, for what specific purpose?  

    5. For every detainee who had previously filed an asylum claim or other juvenile or family-based relief, please provide any and all information about whether and to what extent they received a credible fear screening under the expedited removal process.   

    6. What specific guidance (if any) has DHS issued, including any guidance involving the Department of Justice, about restricting observers in courtrooms or on the court premises?  

    7. What written guidance (if any) has DHS issued about agents wearing masks during enforcement operations?  

    We urge DHS to immediately suspend enforcement actions targeting noncriminal immigrants and individuals who are actively complying with our immigration laws.

    SACRAMENTO – Governor Gavin Newsom issued the following statement today after a federal judge ruled that the Trump administration must restore funding to AmeriCorps in California. This comes after Governor Newsom, Attorney General Rob Bonta and a coalition of states sued the Trump administration over DOGE efforts to dismantle AmeriCorps – the federal agency vital to supporting volunteer and service efforts in California and across the country. 

    Commonsense has prevailed over cruelty. The court is rightly siding with volunteers and service workers. Today, we’re doing right by John F. Kennedy and Sargent Shriver and all those who put others before themselves.

    In 2024, at least 6,150 California members served at more than 1,200 locations, including schools, food banks, homeless shelters, health clinics, youth centers, veterans’ facilities, and other nonprofit and faith-based organizations. When the devastating fires struck Los Angeles earlier this year, AmeriCorps members were on the ground, distributing supplies and supporting families. The agency’s shutdown ends these efforts.

    California Service Corps is the largest service force in the nation, consisting of four paid service programs:   

    Combined, it is a force larger than the Peace Corps and is mobilized at a time when California is addressing post-pandemic academic recovery, rebuilding from the LA fires and planning for the future of the state’s workforce. 

    In the 2023-24 service year, AmeriCorps members in California: 

    • Provided 4,397,674 hours of service
    • Tutored/mentored 73,833 students
    • Supported 17,000 foster youth with education and employment 
    • Planted 39,288 trees

    OAKLAND — California Attorney General Rob Bonta today secured a decision by the U.S. District Court for the District of Maryland largely blocking the Trump Administration from dismantling AmeriCorps while multistate litigation proceeds. AmeriCorps is an independent federal agency tasked with engaging Americans in meaningful community-based service that directly addresses the country’s educational, public safety, and environmental needs. In February 2025, the Trump Administration issued an executive order directing every federal agency to plan to reduce their workforce and scale back their functions. AmeriCorps subsequently shuttered its National Civilian Community Corps program and placed at least 85% of its permanent workforce on administrative leave, notifying these employees that they would be terminated effective June 24, 2025. And at the end of April, California received notice from the federal government that its AmeriCorps grant programs had been terminated. Attorney General Bonta, along with the attorneys general of Maryland, Delaware, and Colorado, led a coalition of 23 attorneys general and two states in suing to stop the dismantling of the agency. The District Court’s order grants the states’ request to restore AmeriCorps programs, including the volunteer servicemembers who support them, in California and in the other plaintiff states and reverse the shuttering of the National Civilian Community Corps program, while denying preliminary relief to address the layoff of AmeriCorps’ permanent staff.

    “AmeriCorps volunteers represent the best parts of America. They are selfless and eager to serve their country – but the reality is, many of them wouldn’t be able to do so without the programs supported by AmeriCorps,” said Attorney General Bonta. “Today’s decision ensures this vital service work that brings volunteers directly into California communities will continue while we make our case in court. We will not stop fighting until we secure a permanent decision protecting AmeriCorps and the thousands of hardworking volunteers who have dedicated themselves to public service.”

    BACKGROUND

    AmeriCorps supports national and state community service programs by providing opportunities for Americans to serve their communities and by awarding grants to local, state, and national organizations and agencies which use funding to address critical community needs. These organizations and agencies use AmeriCorps funding to recruit, place, and supervise AmeriCorps members nationwide. AmeriCorps members and volunteers have connected veterans to essential services, fought the opioid epidemic, helped older adults age with dignity, rebuilt communities after disasters, and improved the physical and mental well-being of millions of Americans.  

    In 2024, more than 6,150 California members served at least 1,200 locations, including schools, food banks, homeless shelters, health clinics, youth centers, veterans’ facilities, and other nonprofit and faith-based organizations. AmeriCorps invested more than $133 million in federal funding to California that same year to support cost-effective community solutions, working with local partners on the ground to help communities tackle their toughest challenges.

    The renewable energy sector in Nigeria presents a wealth of growth opportunities. Nigeria plans to increase the share of renewable electricity generation to 23% in 2025 and 36% by 2030. Under the Renewable Energy Master Plan (REMP), the country planned to increase the cumulative installed capacities of small hydropower, solar PV, biomass, and wind power to 2GW, 500MW, 400MW, and 40MW by 2025, respectively. Against this backdrop, renewable power capacity in the country is expected to reach 1.7GW in 2035, registering a compound annual growth rate (CAGR) of 18.9% during 2024-35, according to GlobalData, a leading data and analytics company.

    GlobalData’s latest report, “Nigeria Power Market Outlook to 2035, Update 2025 – Market Trends, Regulations, and Competitive Landscape,” reveals that annual power generation in Nigeria is expected to increase at a CAGR of 17.5% during 2024-35 to reach 1.8TWh. Within the renewable energy sector, solar PV technology stands out as a significant investment prospect. There has been a noticeable increase in solar PV capacity additions in the country over the past few years. A primary catalyst for this surge is the REMP.

    Attaurrahman Ojindaram Saibasan, Senior Power Analyst at GlobalData, comments: “Nigeria relies heavily on thermal sources for its power generation. The nation possesses one of the largest natural gas reserves globally and the most extensive in Africa, which has led to the increasing prevalence of thermal power generation within the country.”

    A significant challenge that power generators encounter is the absence of a guaranteed fuel supply, resulting in the underutilization of assets. Following privatization, there was a lack of infrastructure to foster an environment conducive to the effective execution of fuel supply agreements, which are essential for establishing bankable power purchase contracts.

    To overcome this challenge, the country has placed focus on renewables, especially solar PV, to cater to a part of its electricity requirement. Nigeria, Africa’s most populous nation, is experiencing rapid urbanization, which is driving an increase in household electricity demand for lighting, cooking, refrigeration, cooling, entertainment, and various appliances. Power-intensive industries such as cement, food processing, and textiles are also significant consumers of electricity.

    Due to the unreliable supply from the grid, many businesses resort to operating diesel or petrol generators, indicating that the actual energy demand is considerably higher than what grid consumption data suggest. Renewable power capacity with energy storage will help overcome this issue.

    Saibasan adds: “The primary catalyst for the adoption of solar PV technology in Nigeria is the serious issue of energy poverty and the inconsistency of electricity supply. Consumers’ preference for solar PV arises from the demand for dependable power.”

    Innovations in solar technology, coupled with novel financing models such as Pay-As-You-Go (PAYG), have propelled the growth of distributed solar power (DSP). These developments enhance the viability and scalability of solar initiatives, positioning them as compelling investment prospects.

    Saibasan concludes: “DSPs in Nigeria possess considerable potential, bolstered by the nation’s rich solar resources and escalating energy requirements. The Rural Electrification Agency is actively executing an expansive strategy that incorporates both energy service company-led and utility-led models. This approach is designed to expedite the electrification process via grid expansion and the deployment of green mini grids.

    “The primary focus is on electrifying market clusters, manufacturing centers, educational institutions—including schools and universities—and healthcare facilities, utilizing solar PV and hybrid solar PV-diesel systems.”

    Cholera is a severe diarrhoeal disease that can be fatal within hours if not treated. Quick access to treatment is therefore crucial. Researchers estimate that there are 1.3 to 4 million cases and 21 000 to 143 000 deaths from cholera worldwide each year, with cases surging since 2021. Over 40 countries reported cases last year, and WHO estimates that 1 billion people are directly at risk.

    Cholera remains a global public health threat closely linked to inequality and inadequate social and economic development. Access to safe water, basic sanitation and hygiene are essential to prevent cholera and other waterborne diseases.

    WHO works to improve prevention and control of cholera globally, as well as increase awareness. WHO and partners also support research for the development of innovative strategies to prevent and control cholera.

    Below are some examples of how WHO is collaborating with governments and partners across the world, with critical financial support from donors, to prevent and control cholera.

    WHO and the French Development Agency strengthen emergency community responses to cholera in Democratic Republic of Congo

    WHO, in partnership with the French Development Agency, has launched a catalytic US$ 392 000 project, working closely with the health authorities of Haut-Katanga and the National Program for the elimination of cholera and the fight against other diarrheal diseases.

    This project aims to drastically reduce the risk of cholera epidemics in this southeastern province of the Democratic Republic of Congo. The project will provide medical supplies, improve infection prevention and control, install 40 oral rehydration points and build two semi-durable isolation treatment centres in the Kafubu and Kipushi health zones.

    Over six months, the project will train 50 registered nurses and 140 community health workers in integrated disease surveillance and response, while raising awareness amongst the population on good hygiene practices. The health zones will also be empowered to locally produce liquid chlorine (bleach) to facilitate the decontamination of households affected by suspected cases of cholera, the treatment of drinking water and medical needs in health facilities. Solar kits and reagents will be available for 6 months.

    Angola reinforces actions to end cholera with WHO support

    Since the onset of a cholera outbreak in Angola in January 2025, more than 14 000 cases and 505 associated deaths have been reported. Around 50% of the cases affected people under 20 years.

    The Ministry of Health, in close coordination with WHO and other development partners, carried out a series of urgent response measures. These included deploying rapid response teams, training health personnel, establishing cholera treatment centres and units, providing safe drinking water, intensive community engagement, and the rollout of targeted vaccination campaigns.

    In addition, health authorities, with support from WHO and United Nations Children’s Fund (UNICEF), mapped and treated the country’s main water access points. In early 2025, 28 public health officials from 15 municipalities in five of the most affected provinces were trained in mapping water sources. Nearly 320 water sources were mapped, improving access to treated water for people, particularly in Luanda and Icolo e Bengo provinces, which account for around 94% of cholera cases and 15% of related deaths in the country.

    How WHO is supporting cholera outbreak response in Sudan

    The Federal Ministry of Health of Sudan declared a cholera outbreak on 12 August 2024, following the confirmation of cases in Kassala State. Heavy rains, flooding, overcrowding, and limited access to clean water in displacement sites and within communities contributed to the rapid spread of the disease. As of 18 January 2025, the outbreak had affected 84 localities across 11 states, with more than 51 300 cases and 1 359 deaths reported.

    As part of the response, the Federal Ministry of Health, with support from WHO and UNICEF, has conducted oral cholera vaccination campaigns in 8 states, reaching 7.4 million people.

    WHO is supporting the outbreak response through comprehensive health interventions that include strengthening surveillance, deployment of rapid response teams for swift investigation of alerts, case management and improving water quality, sanitation and hygiene services in displacement sites and other at-risk communities.

    WHO is able to deliver on its cholera commitment through the financial contribution of donors: Gavi, the Vaccine Alliance, the European Union Commission, United Nations Central Emergency Response Fund (CERF), United States Agency for International Development (USAID), UN Multi-Partner Trust Fund Office (MPTF), and the Governments of France and Germany.

    WHO and partners launch second cholera vaccine dose to protect young refugees in Cox’s Bazar

    In April 2025, WHO, in collaboration with the Government of Bangladesh and health sector partners, launched the second round of a targeted Oral Cholera Vaccination (OCV) campaign in Cox’s Bazar. This initiative aims to administer a second dose of the vaccine to Rohingya refugee children aged 1 to 5 years.

    This builds on the success of the initial mass vaccination campaign conducted in January 2025, across the Cox’s Bazar, Bandarban districts, and on Bhasan Char Island. A total of 1.4 million doses were administered from the 1.6 million doses supplied by the International Coordinating Group on Oral Cholera Vaccine Provision for Cholera Control.

    The vaccine deployment followed an approved request by the Directorate General of Health Services, Communicable Disease Control, with operational support from Gavi, the Vaccine Alliance.

    WHO and King Salman Humanitarian Aid & Relief Centre expand life-saving health interventions

    WHO and the King Salman Humanitarian Aid and Relief Centre (KSrelief) agreed on a series of new pledges to deliver life-saving health measures for people threatened by cholera and malaria in Yemen. The pledges also support health services for Sudanese who have fled conflict to neighbouring Egypt, and to support polio eradication efforts in countries where the virus continues to circulate. The agreements were signed during the fourth Riyadh International Humanitarian Forum, being held on 24-25 February.

    WHO’s Country Office in Yemen and KSrelief finalized a donation of US$ 2.1 million to support an existing agreement to expand cholera response and control measures, and improve access to treatment in affected and high-risk areas.

    Purified water, lives saved: the fight against cholera in Haiti continues

    PAHO/WHO continued to support the Ministry of Public Health and Population in its fight against cholera since its resurgence in October 2022. Access to clean and safe water remains a major challenge in Haiti and is a key factor in the decline of the disease across the country.

    With support from the UNCERF and in partnership with the health authorities, PAHO/WHO implemented a project to improve access to drinking water for Acute Diarrhea Treatment Centres, facilities established to treat cholera patients.

    Installing a water treatment unit made it possible to supply drinking water, on demand, by tanker trucks to a network of 15 distribution points, consisting of tankers installed in as many health facilities throughout the department. In the second phase, 218 departmental health officers were trained on methods for accessing drinking water, effective sanitation techniques, and essential hygiene practices to prevent water-related diseases.

    Malawi declares end of cholera outbreak

    The Government of Malawi, through its Public Health Institute, declared the end of a protracted cholera outbreak that started in March 2022 and lasted over two years. WHO and partners supported the set-up of cholera treatment centres and units and oral rehydration points, provided clinical mentorship, and supported the development of referral guidelines and standardized patient records from the initial stages of the outbreak.

    The surveillance team supported the roll out of the One Health Surveillance Data Platform, intensified case investigations, and strengthened laboratory testing and event-based surveillance. WHO also provided support for oral cholera vaccination campaigns, where over four million doses were administered with a utilization rate of almost 100%.

    To strengthen resilience and bolster global health security, in June 2023, WHO conducted a Scoping Mission which led to the development of a 2-year roadmap. WHO continues to work with multi-sectoral partners and the donor community to support implementation of these priorities. In 2024, USAID and FCDO UK provided funds towards preparedness activities.

    South Sudan steps up vaccination, response measures to curb cholera

    The Government of South Sudan declared a cholera outbreak in October 2024. In January 2025, the Ministry of Health, with support from WHO and partners, rolled out several oral cholera vaccination campaigns in four high-risk countries: Malakal, Juba, Renk, and Rubkona.

    With support from Gavi, the Vaccine Alliance, around four million doses of the vaccine were approved and around 910 000 doses administered (as of January 2025) in the four counties, which is above 90% coverage.

    WHO continues to distribute essential medical supplies for cholera response to local and national health authorities and partners, which can treat 4 700 cholera cases. WHO has also facilitated the establishment of a 50-bed cholera treatment centre at Juba Teaching Hospital and is supporting the deployment of nine rapid response teams from national level to 11 priority counties to support implementing partners on the ground to provide critical case management.

    Scaling up cholera testing in Zimbabwe

    To ramp up testing for cholera in Zimbabwe, WHO supported the Ministry of Health and Child Care (MoHCC) with training of 986 nurses in antigen Rapid Diagnostic Test (RDT) testing, addressing critical staff shortages at rural health centres. Additionally, 44 laboratory personnel at provincial and district levels were trained in cholera culture, further strengthening diagnostic capacity.

    Prior to the training programme, testing capabilities were limited. Between the outbreak’s onset in February 2023 and 18 January 2024, only 2 090 antigen RDTs and 2 250 culture tests were conducted across 10 health centres. Following the training, the number of antigen RFT tests increased to 9 853, a staggering 371% increase. The success of the programme is attributed to the collaborative efforts of various stakeholders including UNICEF, Higher Life Foundation, JHPIEGO, World Vision International and WHO, with MoHCC leading the efforts.

    Funding for the training activities came from the Health Resilience Fund (HRF), UNCERF and the United States Department of the State (USDOS). HRF is a pool of funding from the European Union, the Government of Ireland and the United Kingdom, as well as Gavi, the Vaccine Alliance.

    Additionally, in a significant boost to Zimbabwe’s healthcare infrastructure, WHO donated a wide range of medical equipment to the Ministry of Health and Child Care (MoHCC). The equipment, valued close to USD$1.8 million, was funded by various donors and partners, including the African Development Bank (AfDB), the UN Central Emergency Response Fund (UNCERF), USAID, and the Government of Japan.

  • MIL-OSI Canada: Removing barriers for Alberta’s Oil Rigs

    [. These rigs travel in convoys that include essential support vehicles like a carrier, pump truck, doghouse, equipment truck, and crew vehicles—each critical to completing the job safely and efficiently.

    Until this agreement was signed, these convoys had to stop at every Vehicle Inspection Station they passed. Now, with a new Memorandum of Agreement between Alberta Transportation and Economic Corridors and the Canadian Association of Energy Contractors (CAOEC), these rigs can bypass repeated stops and Vehicle Inspection Stations. CAOEC members have significant training protocols and a high compliance rate with current regulations.

    A B.C. delegation will travel to Europe to promote the province’s expertise in technology to support investment and trade opportunities for businesses in the province, and good-paying jobs for British Columbians.

    The best of B.C. technology and agricultural technology will be highlighted on the world stage during three major tech conferences: London Tech Week, GreenTech in Amsterdam and VivaTech in Paris. These events provide a platform to showcase what B.C. has to offer and attract investment, driving sustainable and innovative growth in B.C.

    Diana Gibson, Minister of Jobs, Economic Development and Innovation, and Rick Glumac, Minister of State for Trade, will be in Europe from June 9 until June 14, 2025.

    “Now more than ever, it’s critical that we reach into new markets and promote B.C. as a competitive destination for business across all sectors,” Gibson said. “We will be meeting with investors, key government officials and stakeholders to build connections and showcase our world-class, made-in-B.C. technology.”

    In early 2023, the B.C. government introduced the Trade Diversification Strategy to strengthen and expand the province’s trading base. Through this initiative, B.C. is fostering trade and investment opportunities in new markets while growing its presence in established ones, increasing both the number and diversity of B.C. exporters.

The event showcases cutting-edge innovations in areas such as greenhouse automation, robotics, AI, climate control, water and energy solutions, and vertical farming. This is the fourth year that B.C. will participate with a booth at the event.

    Bacon Speaks Out Against Diversion of Military Housing Funds

    Washington – Yesterday, Rep. Don Bacon (NE-02) raised serious concerns regarding the reported diversion of $1 billion from critical military housing improvements to border security operations. During a House Armed Services Committee (HASC) hearing titled “Department of the Army Fiscal Year 2026 Posture,” Rep. Bacon highlighted how this reallocation would impact service members’ living conditions, particularly following Government Accountability Office (GAO) reports on substandard facilities. 

    As Chairman of the HASC Quality of Life Panel, Rep. Bacon worked alongside Rep. Chrissy Houlahan (D-PA) to improve service members’ living conditions, including securing the largest junior enlisted pay raise in 40 years. Last year, their bipartisan panel report revealed the deterioration of military housing facilities and recommended funding in the 2025 National Defense Authorization Act (NDAA) for extensive barracks renovations and essential infrastructure upgrades to ensure safe, healthy living conditions for service members.

    “I want to echo some of the concerns that we’ve heard today, the bipartisan concerns on the news reports that the Secretary of Defense has moved over $1 billion out of barracks and dorms for the border. We need a strong border. I get that. But I spent the last year chairing a subcommittee or a temporary subcommittee looking at quality of life, and in the midst of that, the GAO came out and gave our dorms and our barracks a failing grade an F, to include the Army. 

    “We saw pictures of raw sewage in dorms, rodents, mold, dorms and barracks that had no air conditioner or heat working, and on and on. We spent the year trying to build a plan to help the services fix this. And what we did learn is over a decade, the services were moving money out of their dorms and barracks towards weapon systems. I get that we had finite resources, but we built a 10-year hole for our dorms and barracks. 

    “Now, if the news reports are true, it’s very troubling. We were trying to help for the quality of life and feel like a decision was made that undermined this whole effort that we spent the last year doing.”
