    A strong Canada means strong borders. Today, the Honourable Gary Anandasangaree, Minister of Public Safety introduced the Bill, the Strong Borders Act to strengthen our laws and keep Canadians safe.

    The Bill will keep Canadians safe by ensuring law enforcement has the right tools to keep our borders secure, combat transnational organized crime, stop the flow of illegal fentanyl, and crack down on money laundering. It will bolster our response to increasingly sophisticated criminal networks, and enhance the integrity and fairness of our immigration system while protecting Canadians’ privacy and Charter rights.

    Securing the border

    • Amend the Customs Act to secure our borders against illicit drug trafficking, weapons smuggling, and auto theft:
      • obligating owners and operators at certain ports of entry/exit to provide, equip, and maintain facilities for any purpose related to the administration and enforcement of CBSA’s mandate which includes the examination and detention of goods destined for export;
      • allowing the CBSA access to premises under the control of transporters and warehouse operators to perform examinations in places where goods destined for export are reported, loaded, unloaded, or stored.
    • Amend the Oceans Act to add security-related activities to coast guard services, which will enable the Canadian Coast Guard to conduct security patrols and collect, analyse and disseminate information and intelligence for security purposes;
    • Enhance the ability of the Royal Canadian Mounted Police (RCMP) to share information collected on registered sex offenders with domestic and international law enforcement partners;
    • Protect the asylum system against sudden increases in claims by introducing new ineligibility rules.
    • Improve how asylum claims are received, processed, and decided;
    • Strengthen authorities to cancel, suspend or change immigration documents, and to cancel, suspend or stop accepting new applications; and 
    • Improve how Immigration, Refugees and Citizenship Canada (IRCC) shares client information with federal, provincial and territorial partners.

    Combatting transnational organized crime and illegal fentanyl

    • Create a new accelerated scheduling pathway that allows precursor chemicals that can be used to produce illicit drugs to be rapidly controlled by the Minister of Health. This will allow law and border enforcement agencies to take swift action to prevent their illegal importation and use and to ensure strict federal oversight over any legitimate use of these chemicals;
    • Amend the Criminal Code and the Mutual Legal Assistance in Criminal Matters Act to facilitate law enforcement’s access to basic information and data, and amend the Canadian Security Intelligence Service (CSIS) Act to ensure CSIS’s investigative tools also keep pace;
    • Introduce the Supporting Authorized Access to Information Act (SAAIA) to ensure that electronic service providers have the capabilities to support law enforcement agencies and the CSIS in criminal and intelligence investigations by compelling them to fulfill legally authorized requests to access or intercept information and communications;
    • Amend the Canada Post Corporation Act to remove barriers that prevent police from searching the mail, where authorized to do so in accordance with an Act of Parliament, to advance a criminal investigation; and
    • Expand Canada Post’s inspection authority to open mail.

    Disrupting illicit financing

    • Strengthen Canada’s anti-money laundering and anti-terrorist financing regime, including through stronger anti-money laundering penalties;
    • Address some of the most prevalent types of money laundering, including through new restrictions on large cash transactions and ‘third party deposits’;
    • Enhance supervisory collaboration and support high standards of regulatory compliance by adding the Director of the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) to the Financial Institutions Supervisory Committee (FISC) and enabling FINTRAC to exchange supervisory information on federally regulated financial institutions with FISC; and
    • Clarify public to private information sharing provisions to help better detect and deter money laundering and support the recently created Integrated Money Laundering Intelligence Partnership (IMLIP) between banks and law enforcement.

    The Strong Borders Act is a key component of our plan to build a safer and more secure Canada. Further action will be announced over the coming months to keep our communities safe, get guns off our streets, and make bail harder to get for repeat offenders charged with car theft, home invasions, human trafficking and drug smuggling.

    • Through Canada’s Border Plan, the Government of Canada is investing $1.3 billion in concrete action to keep communities safe on both sides of the border. 

    • The Border Plan provides $200 million to Public Safety Canada and the Communications Security Establishment Canada to support enhanced gathering of intelligence on transnational organized crime and illegal fentanyl, and enable sharing with law enforcement partners across Canada and the United States.

    • Moreover, providing $743.5 million over five years, including $159.5 million ongoing, was provided to support the stability and integrity of Canada’s asylum system, increasing processing and decision-making capacity.

    • In recent years, the Government has invested more than $379 million to strengthen the effectiveness of Canada’s Anti-Money Laundering/Anti-Terrorist Financing Regime, and made or is making legislative and regulatory changes, including by providing new tools to law enforcement, adding new criminal offences and strengthening penalties, enhancing information sharing, expanding the Regime to new sectors at risk of money laundering, and providing the CBSA with new authorities to pursue trade-based money laundering. 

    • The Canada Border Services Agency is Canada’s first line of defence at 1,200 ports of entry across the country. Day in and day out, approximately 8,600 frontline personnel play a crucial role protecting our communities by preventing illegal goods and inadmissible people from entering Canada.     • The Government of Canada is committed to recruiting 1,000 more RCMP personnel to tackle drug and human trafficking, foreign interference, cybercrime, and the organized criminal gangs, as well as to the hiring of over 1000 additional CBSA personnel, including border services officers, intelligence analysts and specialized chemists, and the training of up to 9 new detector dog teams.

  • MIL-OSI Canada: The Strong Borders Act – Government of Canada strengthens border security

    The Bill will strengthen our laws and keep Canadians safe by ensuring law enforcement has the right tools to keep our borders secure, combat transnational organized crime, stop the flow of illegal fentanyl, and crack down on money laundering. It will bolster our response to increasingly sophisticated criminal networks, and enhance the integrity and fairness of our immigration system while protecting Canadians’ privacy and Charter rights.

    Securing the border

    The Bill proposes to:

    Amend the Oceans Act to:

    • Expand the Canadian Coast Guard’s services to include security activities that will strengthen sovereignty and maritime domain awareness, particularly in remote Arctic waters;
    • This will enable the Canadian Coast Guard to conduct security patrols and collect, analyze and share information and intelligence for security purposes.

    Amend the Sex Offender Information Registration Act to:

    • Enhance the ability of the Royal Canadian Mounted Police (RCMP) to share information collected under the Act on registered sex offenders with domestic and international partners, including those located in the United States.

    Amend the Immigration and Refugee Protection Act and the Department of Citizenship and Immigration Act to:

    • Authorize Immigration, Refugees and Citizenship Canada (IRCC) to share client information, such as identity, status and immigration documentation with federal, provincial and territorial partners through signed information-sharing agreements;
    • Make it easier for IRCC to share client information between different IRCC programs (e.g. using permanent residence application data to process citizenship applications);
    • Allow for regulations to be developed to share client information across federal departments for the purpose of cooperation.

    Amend the Immigration and Refugee Protection Act to strengthen control over immigration documents for the public interest., These new authorities, which could be used for matters of public health or national security, would allow Canada to:

    • Cancel, suspend or change groups of immigration documents immediately;
    • Pause the acceptance of new applications;
    • Pause or cancel the processing of applications already in the inventory.

    Amend the Immigration and Refugee Protection Act to improve and modernize the asylum system by making it more efficient and easier for claimants to navigate. These changes would:

    • Simplify the online application process and make the process the same whether someone claims asylum at a port of entry or at an in-land IRCC office;
    • Refer complete claims to the Immigration and Refugee Board of Canada (IRB) to speed up decisions;
    • Ensure that claims are only decided by the IRB while the claimant is physically present in Canada;
    • Remove inactive cases from the system;
    • Speed up voluntary departures by making removal orders effective the same day a claim is withdrawn;
    • Help vulnerable claimants, like minors or those who don’t understand the process, by assigning representatives to support them during IRCC and CBSA proceedings.

    In addition, two proposed ineligibility measures in the Bill would protect the asylum system against sudden increases in claims.

    • Asylum claims made by people more than one year after first arriving in Canada after June 24, 2020, would not be referred to the IRB. This would apply to anyone, including students and temporary residents, regardless of whether they left the country and returned;
    • Asylum claims from people who enter Canada from the United States along the land border between ports of entry and make a claim after 14 days would not be referred to the IRB;
    • People who are affected by these ineligibility provisions may still apply for a pre-removal risk assessment (PRRA) to make sure they are not sent back to a country where they could face harm.

    Combatting transnational organized crime and illegal fentanyl

    The Bill proposes to amend the Controlled Drugs and Substances Act and the Cannabis Act to:

    • Create a new accelerated scheduling pathway that allows precursor chemicals that can be used to produce illicit drugs to be rapidly controlled by the Minister of Health. This will allow law and border enforcement agencies to take swift action to prevent their illegal importation and use and to ensure strict federal oversight over any legitimate use of these chemicals.

    Amend the Criminal Code, the Customs Act, the Mutual Legal Assistance in Criminal Matters Act, and the Canadian Security Intelligence Service (CSIS) Act to:

    • Facilitate law enforcement’s ability to lawfully access basic information and data that is necessary in the early stages of criminal investigations and ensure that CSIS’ investigative tools keep pace;
    • Update existing law enforcement tools to keep pace with modern digital challenges, including to explicitly deal with the search of computer systems and data stored on or accessible from those systems;
    • Clarify the ability of law enforcement to exercise specific powers and seize specific information without a warrant in urgent, time-sensitive circumstances (e.g., live abuse of a child);
    • Obligate transporters and warehouse operators to provide access to their premises to allow for export inspections by CBSA officers and require owners and operators of certain ports of entry/exit to provide facilities for export inspections, as is already required for imported goods.

    Introduce the Supporting Authorized Access to Information Act (SAAIA):

    • Ensure that electronic services providers (ESPs) have the capabilities in place to support law enforcement agencies and CSIS in criminal and intelligence investigations by requiring them to fulfil lawfully authorized requests to access or intercept information and communications.

    Amend the Canada Post Corporation Act to:

    • Remove barriers that prevent police from searching mail, where authorized to do so in accordance with an Act of Parliament, to carry out a criminal investigation.
    • Expand Canada Post inspection authority to open mail.

    The Bill also proposes to amend the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA) to:

    • Strengthen anti-money laundering supervision, compliance, and enforcement, including through increased civil and criminal penalties;
    • Address some of the most prevalent types of money laundering, including through new restrictions on large cash transactions and third party cash deposits;
    • Require businesses regulated for anti-money laundering purposes, that are not already registered, to enroll with Financial Transactions and Reports Analysis Centre of Canada (FINTRAC); and
    • Permit disclosures from the FINTRAC to the Office of the Commissioner of Canada Elections.

    The Bill also proposes to amend the PCMLTFA with related amendments to the Personal Information Protection and Electronic Documents Act to clarify public to private information sharing provisions to help better detect and deter money laundering and support the recently created Integrated Money Laundering Intelligence Partnership (IMLIP) between banks and law enforcement.   

    The Bill proposes to amend the Office of the Superintendent of Financial Institutions Act to make the Director of FINTRAC a member of the Financial Institutions Supervisory Committee (FISC), as well as to amend the Proceeds of Crime (Money Laundering) and Terrorist Financing Act to enable the Director to exchange information with the other members of FISC.

  • MIL-OSI United Kingdom: Housing Bill: Greens’ ‘Mansion Tax’ bid rejected by other parties

    Proposals put forward by Scottish Green MSP Ross Greer for a ‘Mansion Tax’ on the sale of the million pound plus homes have been rejected by all other parties.

    Mr Greer tabled amendments to the Housing (Scotland) Bill to create a new band of Land and Buildings Transaction Tax on the most expensive homes. This would have raised money for public services in need of financial support.

    The highest rate of Land and Buildings Transaction Tax for residential properties is 12%, starting at £750,000. The Green MSP had proposed that a further band should kick in at £1 million, suggesting it start at 15%. During a debate on the proposals in Parliament he pointed to the example of the Newliston Estate near Edinburgh, currently on sale for offers over £15 million, suggesting that its buyer should pay a higher rate of tax than someone purchasing an £800,000 townhouse in the city.

    The proposal was rejected by SNP, Labour and Conservative members of the Scottish Parliament’s Local Government and Housing Committee.

    Mr Greer said:

    “It is disappointing that MSPs from other parties rejected our Green proposal for a Mansion Tax. 

    “A higher tax on the biggest and most luxurious properties could have raised money to support public services like the NHS and schools. Only the very wealthiest people in the country, who can afford to pay more, would have been impacted. 

    “Scotland has enough wealth to end injustices like child poverty tomorrow, but far too much of this money is in the hands of a tiny number of super-rich people and big corporations.

    “Property taxes are important to ensure the wealthiest people pay their fair share back into our public services. I hope other MSPs remember that when they next complain about cuts to public services due to a lack of money.”

    WASHINGTON, D.C. – Today, the co-chairs of the bipartisan Congressional Rural Broadband Caucus, Representatives James E. Clyburn (D-SC-06), Dave Taylor (R-OH-02), Angie Craig (D-MN-02), Rob Wittman (R-VA-01), Bob Latta (R-OH-05), and Teresa Leger Fernández (D-NM-03), announced the launch of the Caucus in the 119th Congress.

    Founded in 2016, the bipartisan Congressional Rural Broadband Caucus has served as a forum for members of Congress from both sides of the aisle to spearhead solutions that close the broadband access gap across the country. The Caucus is aimed at uniting leaders from the federal government, states, and the private sector to ensure all Americans have access to high-speed internet.

    Fort Collins, Colo., June 3, 2025 — A new discovery by scientists could help protect crop production and reduce plant mortality due to drought, which accounts for a quarter of U.S. crop production losses.

    Water is essential for plants to grow, reproduce, and survive. Drought causes severe stress in plants and can significantly reduce yearly production or kill entire crops. Drought also increases costs for farmers, who must invest in irrigation to keep their crops alive. These impacts and costs result in reduced food supply and higher food prices for consumers.

    After years of studying the mechanisms and effects of drought in plants, scientists at the USDA’s Agricultural Research Service (ARS) and Colorado State University (CSU) identified how plants die during drought and how some of the effects of drought can be reversed. They also discovered a plant species (a wild millet relative) with remarkable resiliency to extreme drought, demonstrating an ability to “resurrect” after acute drought episodes.

    During severe drought stress, the soil and atmosphere become so arid that liquid water inside the plant changes into water vapor gas. This process, known as embolism formation, results in gas bubble blockages within the water-conducting tissues of the plant. These embolism blockages reduce the transport of water and minerals from the soil [roots] to the leaves, impairing essential processes for the growth, reproduction, and survival of plants.

    Embolism formation was poorly understood in plants because embolisms could not be seen using the types of instrumentation and methodology used in past studies. The team of scientists at ARS and CSU used an innovative method that involved scanning entire plants with a type of laboratory X-Ray machine. The machine allowed them to see water movement through segments of the plant, including stems, roots, and leaves, which enabled the scientists to detect these gas bubble formations, or embolisms, throughout the plant. 

    “We have discovered that a wild millet relative is capable of reversing embolism formation in the water-conducting tissues,” said Sean Gleason, ARS research plant physiologist at the Water Management and Systems Research Unit in CO. “We call this plant resurrection millet because if the plant is watered even after nearly 100% of the tissue has been embolized, the plant is able to re-fill these embolisms and recover. This study provides the first direct evidence of complete and functional stem xylem ‘refilling’ following severe drought stress. This breakthrough challenges long-standing assumptions about plant hydraulic recovery and has significant implications for crop resilience in water-limited environments.”

    Troy Ocheltree, a co-author and collaborator with the CSU Department of Forest and Rangeland Stewardship, explained the important implications this study has for both crop improvement and natural grasslands. 

    “The results suggest that even if plants become severely stressed, they may be able to recover in the same year of the drought and begin growing again,” he said. “This ability impacts the yield of crop production and the amount of forage available for cattle.”

    Researchers seek to leverage new technology to transfer the resiliency found in this millet species to other crop species such as wheat, corn, and rice, thus protecting U.S. agriculture.

    The Agricultural Research Service is the U.S. Department of Agriculture’s chief scientific in-house research agency. Daily, ARS focuses on solutions to agricultural problems affecting America. Each dollar invested in U.S. agricultural research results in $20 of economic impact.

    Sharon Decker and her nonprofit Tapestry Collaborative will contract with GROW NC to lead a collaborative effort that produces a framework and plan for long-term economic recovery as the region rebuilds. She will serve as an advisor to the Governor, GROW NC, and the Department of Commerce on long-term economic recovery, and will liaise with public, private, and social sector institutions to identify opportunities for cross-sector partnerships that advance recovery efforts. GROW NC and the Governor’s Office appreciate the support of philanthropies partnering with the state to engage Decker and her team, whose expertise and experience will help foster economic growth and help pursue opportunities to accelerate recovery. 

    A native of North Carolina, Sharon Decker has held leadership roles in the public, private, and nonprofit sectors across the state. She spent 17 years at Duke Power (now Duke Energy), becoming its first female Vice President. Her career also includes leadership at The Lynnwood Foundation, The Tapestry Group, and western North Carolina companies, including Doncaster and Tryon International. 

    In 2013, she was appointed Secretary of the North Carolina Department of Commerce by Governor Pat McCrory, where she led the creation of The Economic Development Partnership of North Carolina (EDPNC). Since 2019, Sharon has served as President of Tryon International. She and her husband, Bob, live in Polk County and remain based in Western North Carolina.

    Forrest Gilliam, Legislative Director for GROW NC

    Forrest Gilliam will join GROW NC as Legislative Director. With nearly two decades of experience across all levels of government, Forrest Gilliam’s career includes work on Capitol Hill for Congressman Heath Shuler, as a legislative and committee assistant at the North Carolina General Assembly for Representative Ray Rapp, as a member of Governor Bev Perdue’s legislative affairs team, and as director of the Governor’s Western Regional Office. In local government, Forrest served five years as county manager for Madison County. Since 2020, Forrest has contracted with the Town of Marshall as a town administrator, where he has focused on efforts to successfully secure funding for water and sewer infrastructure, with a recent focus on Hurricane Helene response and recovery. Raised in Madison County, Forrest’s involvement in civic affairs began in middle school when he helped secure state funding for a new public library. Forrest holds a B.A. in Political Science with a concentration in Public Management from Appalachian State University.

    Decker and Gilliam join colleagues from across western North Carolina and Raleigh who serve to facilitate collaboration, streamline communication, and accelerate recovery from Hurricane Helene. The work of this team is guided by Governor Stein with an emphasis on urgency, focus, transparency, and accountability.

The company will invest more than $11 million to expand its New Bern facility into a hub for all U.S. innovation and manufacturing.

    “When globally known companies like BSH choose North Carolina for an expansion, it confirms the strength of our workforce,” said Governor Stein. “North Carolina has the largest manufacturing workforce in the southeast, and we look forward to BSH’s pioneering production that will create more good jobs and growth opportunities for Craven County.”

    Headquartered in Munich, Germany, with its North American headquarters in California, BSH develops and manufactures appliances offered under the Bosch, Thermador and Gaggenau brands in North America. From cooking, cooling, small appliances, dish care, laundry and more, BSH products are celebrated globally for precision engineering, world-class innovation and superior quality. This development reflects the expansion of U.S. production and development operations at its New Bern site, creating a central hub for cooking and dishwashing research, innovation and manufacturing, along with distribution and customer support for the United States.

    This announcement builds on the meetings that BSH, Secretary Lilley, and state leaders previously held in Germany, which set the foundation for this expansion.

    While wages for the engineering, manufacturing, and logistics associates vary, the annual average salary for the new positions will be $60,779, exceeding Craven County’s average of $48,770. These new jobs could potentially create an annual payroll impact of more than $12 million for the region.

    A performance-based grant of $500,000 from the One North Carolina Fund will help the company’s expansion in North Carolina. The OneNC Fund provides financial assistance to local governments to help attract economic investment and to create jobs. Companies receive no money upfront and must meet job creation and capital investment targets to qualify for payment. All OneNC grants require matching participation from local governments, and any award is contingent upon that condition being met.

    “This expansion is a welcomed addition to Craven County and the entire state,” said Senator Bob Brinson. “The people of eastern North Carolina are well-equipped for these new, good-paying jobs, and we’re ready to support the company’s next phase of growth.”

Members of the Congressional Delegation heard directly from members whose programs have been terminated entirely and from members whose programs are facing budget uncertainty.

Last month, Senator Hassan and Congresswoman Goodlander met with educators and school officials in Manchester to discuss the importance of the Department of Education for students and the impact of the Trump Administration’s attacks on public education.
    Last month, Senator Shaheen joined a bipartisan group of 33 former Governors to file an amicus brief in support of the states challenging the Trump Administration’s abrupt dismantling of AmeriCorps. She also joined an April bicameral letter to the President expressing opposition to these cuts and urging the Administration to reverse course.

    “Having bombed people in their homes or tents as they sleep; shelled hospitals where people are being treated or schools where they seek shelter, the Israeli defence forces are now wreaking untold carnage, gunning hungry Palestinians down as they try to collect food aid they’ve been denied for weeks.  

    “Two weeks ago, we heard lots of bluster from the Labour government about how awful and unacceptable the situation in Gaza was, but the concrete action pledged by Keir Starmer hasn’t materialised. It’s time for action, not more words – Israel has crossed too many red lines.  

    “The government must call for an immediate ceasefire and denounce Israel’s atrocities for what they are – genocide. They must now end all arms sales to the country, impose a wide range of sanctions and call for the arrest and trial of all those guilty of war crimes – including prime minister Netanyahu.”

    WASHINGTON, D.C. — Today, Congressman Joaquin Castro (TX-20), Congressman Greg Casar (TX-35), and Congressman Henry Cuellar (TX-28) sent a letter to Secretary Hegseth demanding that Joint Base San Antonio is selected to house the proposed Western Hemisphere Command. This comes after Secretary Hegseth’s memorandum that would direct the consolidation and relocation of U.S. Army North and U.S. Army South into a single Western Hemisphere Command at Fort Bragg, North Carolina.

    “For over two decades, San Antonio has served as the nerve center for ARSOUTH’s operations. ARSOUTH’s mission across 31 countries and 15 areas of special sovereignty benefits immensely from Texas’s proximity to Latin America and the Caribbean. Its geographic location enables rapid engagement with partner nations and is supported by co-located intelligence, communications, and logistics infrastructure at Joint Base San Antonio-Ft. Sam Houston,” the lawmakers wrote.

    “San Antonio is also a growing cybersecurity hub. The city is home to one of the largest concentrations of cybersecurity professionals outside of Washington, D.C. and hosts the Texas Cyber Command Center and multiple DOD cyber operations. This capacity strengthens both homeland defense and transnational threat responses, capabilities directly relevant to the missions of ARNORTH and ARSOUTH,” the lawmakers continued.

    “As the Department evaluates the future command structure at Joint Base San Antonio, we encourage a full assessment of how best to preserve continuity, mission readiness, and operational integration. Joint Base San Antonio already hosts the infrastructure, personnel, and community partnerships to support both ARNORTH and ARSOUTH effectively. Transitioning these missions to a new location could result in avoidable costs and disruptions to long-standing institutional knowledge and trusted partnerships,” the lawmakers concluded.

    overnor Kathy Hochul today announced the completion of Mt. Olive Senior Manor, an affordable housing development for seniors that builds on the State’s historic $50 million investment in Buffalo’s East Side. Developed in partnership between Mt. Olive Development Corporation and People Inc., the new building creates 65 apartments for adults aged 55 and older, including 20 apartments with supportive services for individuals struggling with homelessness, on an underutilized parcel adjacent to the Mt. Olive Baptist Church. Under Governor Hochul’s leadership, New York State Homes and Community Renewal has financed more than 11,000 affordable homes in Erie County. Mt. Olive Senior Manor continues this effort and complements Governor Hochul’s $25 billion five-year housing plan, which is on track to create or preserve 100,000 affordable homes statewide.

    “Through strong partnerships with faith-based organizations like Mt. Olive Baptist Church, we are transforming underutilized spaces into vibrant, affordable homes for New York’s seniors,” Governor Hochul said. “Mt. Olive Senior Manor reflects our commitment to delivering safe, supportive housing that meets the unique needs of the East Side’s residents, advancing our bold vision to create and preserve 100,000 affordable homes across New York.”

    The three-story development is constructed on land next door to the Mt. Olive Baptist Church that has undergone brownfield remediation. All apartments are affordable to households earning up to 50 percent of the Area Median Income.

    Twenty apartments are set aside for seniors in need of supportive services to live independently. Services and rental subsidies are funded by the Empire State Supportive Housing Initiative and administered by the New York State Department of Health. The service provider is People Inc.

    Residential amenities include a community room with kitchen, laundry facilities, bicycle storage area, management office, support service offices, multipurpose room, a lounge area, and an enclosed courtyard with walkable space and a patio. To support residents as they age, the building’s design includes features such as grab bars, low-reach shelving and cabinets, lever-style door handles, under cabinet lighting, and zero transition showers.

    The development was designed to meet the Environmental Protection Agency’s Energy Star Multifamily New Construction – Energy Rating Index compliance path. The highly energy efficient, all-electric development features include electric vehicle charging stations, Energy Star appliances and lighting, low flow plumbing fixtures, and high efficiency mechanical equipment.

    State financing for Mt. Olive Senior Manor includes support from HCR’s Federal Low-Income Housing Tax Credit Program that generated more than $13 million in equity, as well as $3.6 million in subsidy. The New York State Office of Temporary and Disability Assistance is providing $4 million through the Homeless Housing and Assistance Program. Additionally, the site participated in the New York State Department of Environmental Conservation’s successful Brownfield Cleanup Program and became eligible for $3.6 million in tax credits administered by the New York State Department of Taxation and Finance. The Buffalo Urban Renewal Agency awarded $2 million in HOME funds. NYSERDA’s New Construction – Housing Program contributed $260,000 in incentives.

    New York State Homes and Community Renewal Commissioner RuthAnne Visnauskas said, “Mt. Olive Senior Manor exemplifies New York State’s commitment to creating affordable, supportive housing, including in partnership with faith-based organizations, that uplifts residents and strengthens communities like East Buffalo. This $27 million investment not only provides safe, modern homes and vital services that seniors deserve, but allows 65 households to stay and thrive in the community they love. Under Governor Hochul’s leadership, we will continue to create more housing opportunities for New Yorkers of every age and income level.”

    New York State Office of Temporary and Disability Assistance Commissioner Barbara C. Guinn said, “The 20 supportive housing units created as part of this development will help older adults in Erie County who have experienced homelessness by providing a safe, stable home and access to support services that will enable them to age in place. Congratulations to Mt. Olive Baptist Church, People Inc., and all of our state and local partners on the successful completion of Mt. Olive Senior Manor.”

    Governor Hochul’s Housing Agenda

    Governor Hochul is dedicated to addressing New York’s housing crisis and making the State more affordable and more livable for all New Yorkers. As part of the FY25 Enacted Budget, the Governor secured a landmark agreement to increase New York’s housing supply through new tax incentives, capital funding, and new protections for renters and homeowners. Building on this commitment, the FY26 Enacted Budget includes more than $1.5 billion in new State funding for housing, a Housing Access Voucher pilot program, and new policies to improve affordability for tenants and homebuyers. These measures complement the Governor’s five-year, $25 billion Housing Plan, included in the FY23 Enacted Budget, to create or preserve 100,000 affordable homes statewide, including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes. More than 60,000 homes have been created or preserved to date.

    The FY25 and FY26 Enacted Budgets also strengthened the Governor’s Pro-Housing Community Program — which allows certified localities exclusive access to up to $750 million in discretionary State funding. Currently, more than 300 communities have received Pro Housing certification, including Buffalo.

The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF’s Executive Board for discussion and decision.

    • Brazil’s economy has grown strongly over the past three years, surprising on the upside. Inflation rebounded in 2024 amid strong demand, a rise in food prices, and currency depreciation, exceeding the target tolerance interval. IMF staff expects growth to moderate in the near term as inflation converges to target, and then strengthen to 2.5 percent over the medium term.
    • The pivot to a monetary policy tightening cycle in September 2024 was appropriate and consistent with bringing inflation and inflation expectations back to the 3 percent target. In the context of heightened global policy uncertainty and inflation expectations above target-consistent levels, maintaining flexibility on the pace and length of the hiking cycle is prudent.
    • The authorities’ efforts to continue improving the fiscal position, while trying to meet social spending and investment needs, are welcome and further steps are warranted. Phasing out costly and inefficient tax expenditures, enhancing revenue administration, and tackling budget rigidities would open space for priority investments, support public debt sustainability, and facilitate a lower path of interest rates.
    • The authorities are advancing their sustainable and inclusive growth agenda. Implementation of the landmark VAT reform is proceeding and a personal income tax reform that aims to enhance equity is under discussion in Congress.

    Washington, DC: An International Monetary Fund (IMF) team, led by Daniel Leigh, conducted discussions for the 2025 Article IV Consultation with the Brazilian authorities and consulted with other stakeholders during May 20 – June 2, 2025. At the conclusion of the visit, Mr. Leigh issued the following statement:

    “Brazil’s economy has grown strongly over the past three years, surprising on the upside. Staff projects a moderation in growth from 3.4 percent in 2024 to 2.3 percent in 2025, amid tight monetary and financial conditions, a scaling back of fiscal support, and heightened global policy uncertainty. Inflation is expected to reach 5.2 percent by end-2025, before gradually converging to the 3 percent target by end-2027. The external current account deficit reached 2.8 percent of GDP in 2024, on the back of strong exports and rising imports due to stronger economic activity.

    “Over the medium term, growth is forecasted to recover to 2.5 percent, supported by the normalization of monetary policy and supportive structural factors, notably the implementation of the efficiency-enhancing VAT reform and the acceleration in hydrocarbon production. Additional structural reforms and implementation of the Ecological Transformation Plan would further boost medium-term growth prospects.

    “Risks to the growth outlook are tilted to the downside amid heightened global policy uncertainty. A sound financial system, adequate FX reserves, low reliance on FX debt, large government cash buffers, and a flexible exchange rate continue to support Brazil’s resilience.

    “The Central Bank of Brazil’s (BCB) pivot to a tightening cycle in September 2024 was appropriate and consistent with bringing inflation and inflation expectations back to the 3 percent target. Above-target near- and medium-term inflation expectations, as well as a widening positive output gap, supported the case for the BCB’s rate hikes. In the context of heightened global policy uncertainty and inflation expectations above target-consistent levels, maintaining flexibility on the pace and length of the hiking cycle is prudent.

    “The authorities’ efforts to continue improving the fiscal position, while trying to meet social spending and investment needs, are welcome and further steps are warranted. To put public debt on a firmly downward path, open space for priority investments, and facilitate a lower path of interest rates, staff recommends a sustained and more ambitious fiscal effort, supported by an enhanced fiscal framework, revenue mobilization, and spending measures. Implementation of the landmark 2023 VAT reform is expected to significantly simplify the tax system and boost productivity, and efforts rightly aim to secure revenue-neutrality.

  • MIL-OSI United Kingdom: expert reaction to unpublished conference abstract in which scientists propose a new approach for classifying processed foods

    A conference abstract presented at the annual conference of the American Society for Nutrition looks at a new approach for classifying processed foods. 

    Prof Martin Warren, Chief Scientific Officer and Group Leader, the Quadram Institute, said:

    “Refining the definition of processed food is key to improving scientific precision as the current NOVA categories, especially “ultra-processed foods” (UPFs), are too broad and vague, grouping diverse foods together based on processing techniques rather than nutritional composition or health outcomes.  Clearly, more precise definitions would allow for more appropriate research on diet and health outcomes.

    “This also has implications for policy and regulation, as governments and organizations use NOVA to shape food labelling laws as well as dietary guidelines.

    “Currently, there is a mismatch with nutrient profiling with some foods classified as UPFs being nutritionally adequate or even beneficial (e.g., some plant-based alternatives, fortified foods).  A refined system could integrate both processing level and nutritional quality, enabling more balanced assessments.

    “It’s difficult to tell about the quality of this abstract without more detailed analysis of the paper – but the general description and approach seems logical and robust.

    “A step in the right direction but there is a lot of work to do with encouraging people to address the need to adopt the five-a-day recommendation, which has such clear health benefits.”

    Prof Eileen Gibney, Professor in the School of Agriculture and Food Science, University College Dublin (UCD), said:

    “This is an interesting piece of work.

    “It attempts to address some of the criticisms of the current dialogue around the topic of ultra processed foods.  As the authors state some of the issues raised in relation to the current definitions used in the UPF discussion is that you can have two distinctly different foods – a sweet or ‘candy’ bar (e.g. chocolates / sweets) in the same category as a fortified sugar-free whole grain breakfast cereal.  This makes it complicated to use the concept of UPF in nutritional guidance, and nutritional advice.  You can’t ask individuals to simply remove all UPF from a diet, as this leaves little choice for the consumer, and would be incredibly hard for people to follow.  What we need to do is to understand which processed foods to minimise, and those that are in fact beneficial in a diet.

    “The work presented here looks more closely at the ingredients, determining which are processed and not, as well as their known impact on health, it then considers how much added sugar the food contains, and how the combined ingredients impact on health, penalising foods with ingredients which have evidence for increased risk of disease.

    “Essentially this scoring system aims to consider the level of processing (by considering the ingredients within the foods), but also considers evidence that links those ingredients with health outcomes.  This more nuanced evidenced based approach appears to then discriminate foods that have been processed for benefit (e.g. sugar free fortified breakfast cereal) versus those that do not give any nutritional or health benefit e.g. a chocolate bar.

    “This differentiation is important as it means that we are not simply considering the ‘presence of processing’ in a food, as the existing categorization does, but using an evidence based approach, informed by scientific evidence that demonstrates if a processing step, and/or ingredient actually impacts health.  Evidence based approaches to the provision of nutritional advice is really important, and underpins our approach to public health.  It will be important that this scoring system is updated as and when new evidence is available.”

    Prof Helen Roche, Full Professor of Nutrigenomics (Nutrition and ‘Omics’), Director Of Academic Centre – Conway Institute School of Public Health, Physiotherapy and Sports Science, University College Dublin (UCD), said:

    “It is an example of nice research which advances the ways we can enhance and improve classification of healthy versus unhealthy foods, based on sound, systematic science, to better inform the consumer.  It is very difficult to distinguish processed from non-processed food and their potential impact on health.  Take for example lasagne, if you make it yourself at home versus a highly processed version, which by virtue of inferior ingredients and extensive food processing – the end products are very different in terms of nutritional quality.  The new classification system proposed WISEcode UPF has the potential to more accurately classify processed versus non-processed foods – which when presented in an app might help support consumers choice towards more healthy food options.”

    Prof Alexandra Johnstone, Theme Lead for Nutrition, Obesity and Disease, Rowett Institute, University of Aberdeen, said:

    “The press release and abstract are very brief and do not allow for this novel research to be assessed for quality or rigor.  The experienced US-based research group present a novel scoring system to classify foods and ingredients according to processing and evidence of impact on health, in comparison to the existing NOVA scale which is commonly used to classify UPF.  There is very limited description on the validation of the tool and no perspective on limitations of the dataset.  For example, this is being presented at a US nutrition meeting and the trademark terms look to be only relevant for the US food system; it is not clear if this is transferrable in other countries.  Prior to a peer-review publication, it is difficult to comment further on the translation of the data.”

    Dr Amanda Avery, Associate Professor in Nutrition and Dietetics, University of Nottingham, said:

    “The NOVA system for classifying foods as ultra-processed or not has served us well since it was first introduced in 2009.  But it is time to look for an update given that we know that not all ultra-processed foods are equal and some can contribute to a healthy diet.  Also given the ever-increasing number of manufactured food products and increasing level of processing.

    “It is unsurprising that AI has been used to create an app with a scoring system using an assessment of ingredients weighted based on current scientific knowledge of the associated health risks, the percentage of calories that come from added sugars, and considerations for ingredients with known health concerns (such as high fructose corn syrup, artificial sweeteners, and salt).  Without further information, one assumes that there is also consideration of the positive health benefits of wholegrains providing dietary fibre.

    “This scoring system was applied to a large number of foods and many different food ingredients were considered.  The USA-based scientists found that the proposed scoring system was better able to differentiate between foods classified as ultra-processed compared to using the NOVA criteria.  As one would expect, and hope, there was less differentiation between those foods that are minimally processed.

    “It is unlikely that there will ever be a perfect system that accounts for all the nuances that weigh up the risks and benefits of processed food and health.  Food manufacturers continue to process food to develop products that are safe and appealing without always considering the wider health impact and of course the health impact is very dependent on how often and how many ultra-processed foods are included in an individual diet.  If included occasionally as part of an overall healthy and nutritionally balanced diet, the health risks will be considerably reduced.

    “Sadly, whilst such an app may be able to influence healthier food choices, people’s food choices are influenced by a number of factors.  Having a greater awareness of the level of processing and ingredients included in a product may not influence choice for everyone.  Price for many has a huge influence on the food choices they make, and sadly ultra-processed foods often remain the cheaper option.  One exception is that instore brands can often have a better nutritional profile compared to the equivalent branded product and such technology may provide consumers with a greater awareness of this – which is great.

    “The abstract being presented is very much describing the development of the app.  There does not seem to be any robust evaluation of the use of the app that demonstrates conclusive evidence of the value of the app in improving consumer food choice or the wider health benefits.  It would also be good to know if the ability for consumers to be able to compare similar products changes food manufacturing practices to reduce the level of processing and use of artificial ingredients.

    “The app has been developed in the USA and whilst a large number of foods and ingredients have been used as part of the development, there are differences in the foods that are available in the UK.”

    overnor Kathy Hochul today proclaimed June as Worker Safety Month as part of her continued commitment to keep New Yorkers safe while on the job. The announcement coincides with three new laws going into effect, the Retail Worker Safety Act, the Fashion Workers Act, and the Warehouse Worker Injury Reduction Program. These new policies are meant to safeguard thousands of workers in these sectors by requiring employers to implement health and safety programs to reduce incidents of work-related injuries or abuse. Complementary to Workers Safety Month, the Governor announced safety enhancements for highway workers and users as part of her FY26 Enacted Budget. These new measures are the latest in Governor Hochul’s ongoing effort to make New York State safer and more affordable for workers statewide.

    “Our workers are the lifeline of the state and deserve to have a safe and secure work environment no matter the job,” Governor Hochul said. “With new safety enhancements and health programs in place, workers across the state will have the tools and resources necessary to ensure their safety while in the workplace.”

    The Retail Worker Safety Act requires retail employers with ten or more employees statewide to develop and implement training programs to prevent workplace violence, including acts or threats of physical violence, abuse, harassment, or intimidation. Additionally, employers with 500 or more employees must install silent response buttons or provide wearable or mobile phone-based silent response buttons by January 2027. Combined, these measures will make New York retail locations safer for workers and shoppers. The New York State Department of Labor (NYSDOL) has created a series of training videos and a written model training to assist employers with creating their own workplace violence prevention training programs. The Department is also launching a social media campaign, featuring videos in English and Spanish to inform New Yorkers about the new law.

    Retail Council of New York State President and CEO Melissa O’Connor said, “The retail industry’s top priority is the safety of store employees and shoppers, as evidenced by our consistent collaboration with local police precincts, district attorneys, state and local leaders and community groups.     Also going into effect is the Warehouse Worker Injury Reduction Program, requiring certain warehouse distribution center employers to establish and implement an injury reduction program. This will help them identify and reduce the risk of work-related injuries. Employers must now conduct worksite evaluations, provide training to employees and supervisors, and establish medical staffing and treatment protocols. The Warehouse Worker Injury Reduction program is part of the Warehouse Worker Protection Act, which requires employers to disclose production quotas as well as protect warehouse workers from disciplinary action or firing where quotas are undisclosed or prevent legally protected breaks.     The New York Fashion Workers Act goes into effect on June 19, requiring model management companies and model management groups to comply with new duties and responsibilities under the law. The new law outlines the duties and responsibilities companies must provide, including:

    • Acting in the best interest of the models they represent;
    • Ensuring a safe work environment;
    • Providing models with a written agreement detailing their total compensation before work begins and clearly communicating itemized deductions and disclosing any financial relationships with clients;
    • Establishing company policies and complaint processes that addresses abuse, harassment, and any other inappropriate behavior towards models; and
    • Outline penalties for violations of company policies.

    Starting December 21 of this year, these groups must register with the New York State Department of Labor and comply with any registration-related requirements. The law also prohibits these groups from imposing certain fees, requiring models to sign contracts for longer than three years, and using models’ digital replicas without permission. NYSDOL has created English and Spanish videos to raise awareness of the new law.

    Complementary to Workers Safety Month, Governor Hochul announced safety enhancements for highway workers and users as part of her FY26 Enacted Budget. The Automated Work Zone Speed Enforcement program has been expanded to include MTA Bridges and Tunnels and NYS Bridge Authority properties and has been extended until 2031. The program, which aims to improve work zone safety for both workers and drivers, was previously set to expire in 2026. The Governor’s FY26 Budget also doubles the number of work zones eligible for participation in the program for both the New York State Department of Transportation and the New York State Thruway Authority. A majority of the funds collected under this program are reinvested into the work zone safety programs including safety training and public awareness advertising.

    Keeping workers safe is at the core of the mission of the Department of Labor.     On Tuesday, the Agriculture Committee adopted its position on EU standards for the breeding, housing, and handling of cats and dogs.

    The first EU rules for the welfare and traceability of dogs and cats were adopted with 35 votes to 2 and 9 abstentions.

    Who must comply

    MEPs propose the new rules would cover those who are responsible for breeding or selling dogs and cats in establishments and shelters; and those placing dogs and cats into foster homes. They would however not apply to private dog and cat owners who place maximum one litter on the market less frequently than every 18 months.

    Microchipping of dogs and cats in the EU

    The rules would mean that all dogs and cats held by breeders, sellers and shelters, or offered for sale or donation online, must be individually identifiable with a microchip. Microchipped dogs and cats should be registered in interoperable national databases. MEPs say identification numbers of microchips, along with information about the corresponding national database, should be stored in a single index database operated by the Commission.

    Dogs and cats from third countries

    To close potential loopholes that would let dogs and cats enter the EU as non-commercial pets but which are then later sold in the EU, MEPs want to extend the rules to cover not only imports for commercial purposes but also non-commercial movements.

    Dogs and cats imported from third countries for sale would have to be microchipped before their entry into the EU, and then registered in a national database within two working days after their entry. Pet owners entering the EU would be obliged to pre-register their microchipped animal on an online database, at least five working days before arrival.

    Breeding and welfare of dogs and cats

    Breeding between parents and offspring, grandparents and grandchildren, as well as between siblings and half-siblings, must be prohibited. Puppies and kittens may not be separated from their mothers until they are at least eight weeks old unless there is a specific veterinary justification. To prevent exploitation, the regulation caps the number of litters per female and introduces mandatory rest periods between pregnancies.

    MEPs want a ban on the breeding of dogs or cats that have excessive conformational traits leading to a high risk of detrimental effects on their welfare, as well as a prohibition on these animals – together with mutilated dogs and cats – being used in shows, exhibitions, or competitions.

    The report is now tabled for a vote in Parliament’s plenary. If adopted, talks with EU government ministers can start.

    As around 44% of households in the EU have a pet animal, trade in dogs and cats has grown considerably in recent years, with an annual value of EUR 1.3 billion, according to the Commission. The online market, including illegal trade, accounts for 60% of all dog and cat sales in the EU. In the absence of unified minimum animal welfare standards for dogs and cats across the member states, the Commission proposed these new rules on 7 December 2023.

    As of April, this critical program supports 107,000 individuals who are mostly children under five years old, older adults, individuals with disabilities, and domestic violence survivors. Support for the program is especially important as the Trump Administration cuts vital HUD funding and support staff. The EHV program was established in 2021 through the American Rescue Plan. Congress originally authorized $5 billion in funding for 70,000 vouchers through September 2030, with increased flexibilities for public housing authorities that made the program more successful than typical housing vouchers.
    Senator King has long been committed to ensuring Maine people across the state can access safe and affordable housing, as well as working with his colleagues on creative solutions to combat the housing shortage. He recently introduced the bipartisan Affordable Housing Credit Improvement Act to create nearly two million new affordable homes across the country — including thousands in Maine.     As you develop the Fiscal Year (FY) 2026 Transportation, Housing and Urban Development (THUD) and Related Agencies Appropriations bill, we respectfully request that you include funding to ensure that the nearly 60,000 households who are currently being served by the Emergency Housing Voucher (EHV) program do not fall into homelessness.
    During the pandemic, Congress appropriated $5 billion in mandatory funding for the EHV program to help people experiencing or at risk of experiencing homelessness, including survivors of domestic violence and victims of human trafficking, access safe, stable and affordable housing during a moment of crisis.
    Since 2021, the success of the EHV program and its design, which includes critical administrative flexibilities that are responsive to a tumultuous housing market, cannot be overstated. The Department of Housing and Urban Development (HUD) reported that EHVs are leasing at a rate faster than any previous housing voucher program within HUD and drove unprecedented collaboration among public housing agencies (PHAs), homeless services organizations, and victim services organizations to provide rapid and effective housing assistance to vulnerable populations. PHAs in every state have benefited from the improved voucher issuance and utilization that the EHV program provides, as have the people and communities they serve. Congress must provide sufficient and robust funding to ensure that the families who rely on EHVs don’t lose their housing.

    How might preferential mortgages for families with children change?

    interest rate – 6% per annum; the amount is limited to 12 million rubles in large cities and 6 million in other regions; you can get a loan to buy housing in new buildings or individual housing construction; the minimum down payment is 20%.

    “Currently, preferential mortgages are as targeted as possible – families who need to expand their living space can participate in the program,” the expert noted.

    The family mortgage, which was originally planned to be completed in 2024, was extended until 2030. Russian borrowers also have access to other preferential programs – Rural, Far Eastern, Arctic, Military, IT mortgage. A preferential mortgage program at 2% per annum for SVO participants is also being developed, but the launch dates have not yet been disclosed.

    BEIJING, June 3 (Xinhua) — China has introduced the “Association of Southeast Asian Nations (ASEAN) visa” for 10 ASEAN countries and East Timor as an observer state, Foreign Ministry spokesman Lin Jian said at a regular press conference Tuesday.

    According to a Chinese diplomat, China will issue an “ASEAN visa” to businessmen from 11 countries, as well as their spouses and children who meet the requirements. With this type of visa, they are allowed multiple entries into the country over five years, with a maximum stay of 180 days.

    Lin Jian said the “ASEAN visa” is being implemented on the basis of comprehensive mutual visa exemption with Singapore, Thailand, Malaysia and other countries, and the issuance of “Lancang-Mekong visa” to Mekong River countries, to further facilitate cross-border movement of people in the region.

    In recent years, the construction of a community with a shared future between China and ASEAN has made steady progress, and important achievements have been made in jointly building a common home featuring peace, tranquility, prosperity, a beautiful environment and friendship, Lin Jian said.

    Lee Jae-myung won 51.7 percent of the vote in an exit poll conducted jointly by three media outlets, beating conservative Civil Power Party candidate Kim Moon-soo, who won 39.3 percent.

    Lee Joon-suk, a candidate from the small conservative New Reform Party, received 7.7 percent of the vote.

    BAKU, June 3 (Xinhua) — In the small town of Gakh, 350 km northwest of Baku, Chief Engineer Manet Suleymanli was inspecting a mulberry plantation at the Gakh Sericulture Breeding Station on a foggy morning. Pointing to the trees, he said: “There are 30,000 Chinese saplings planted in 2019 growing on these three hectares. See, they are almost reaching my shoulders. In six years, we have imported 4.5 million saplings, they are planted all over the country. This is a revival.”

    THIRTY YEARS OF DECLINE: FROM SOVIET GREATNESS TO OBLIVION

    Azerbaijan was one of the centers of the eastern silk industry with a history of more than 1,500 years. In the 1960s and 70s, cocoon production exceeded 20 thousand tons – the second place in the USSR after Uzbekistan. In terms of quality, Azerbaijani silk was considered the best in the world and was exported to Japan, Switzerland, and Italy. But after the collapse of the USSR in the 1990s, economic ties were destroyed, collective farms disappeared, plantations were abandoned, breeds degraded, and specialists left. Akram Fataliyev, who headed the Gakh station for 40 years, recalls: “In 1986, 6,000 tons of cocoons were produced, in 2014 – only 10 tons, in 2015 – 236 kilograms. Production was disappearing.” According to him, with the decline of sericulture, he had to go into business.

    CHINESE TECHNOLOGY BEARS FRUIT: “PROJECT GREEN” REVITALIZES THE INDUSTRY

    The turning point came in 2016, when President Ilham Aliyev signed a decree on state support for sericulture. The “new silkworm project” began, and the first Chinese seedlings and silkworms crossed the Tien Shan and the Caspian to take root again in Azerbaijan. This became a new chapter in the cooperation between the two countries within the framework of the Belt and Road Initiative. M. Suleymanli explains: “The Chinese tree has large leaves – the caterpillars love them. But the Chinese caterpillars eat little, but produce a lot of silk.”

    In order to develop the industry, the “State Program for the Development of Cocoon Farming and Sericulture in the Republic of Azerbaijan for 2018-2025” was adopted in 2017. The country began actively purchasing cocoons from China, incubating them and distributing them free of charge to farmers in order to increase cocoon production to 6,000 tons per year.

    The main partner is Shandong Guangtong Silkworm Eggs Co., Ltd. Li Qiliang, who worked in Gakh from 2016 to 2019, explains: “The mulberry tree bears fruit for 15-20 years, then the harvest declines. Most of the trees were inherited from the USSR – they are old. China supplies grafted seedlings of the Jisang No. 3 variety – they are resistant to diseases, heat and drought, and produce high-quality leaves.” The Chinese breed of silkworms Huakang No. 3 forms cocoons up to 1,200 meters long – this is 300-400 meters longer than local caterpillars.

    GAKHSKAYA STATION OF SILKWORM BREEDING: INDEPENDENT SELECTION OF HYBRID LINES OF SILKWORMS

    In 2018, cooperation between China and Azerbaijan in the field of sericulture reached a new level. With technical support from China, the breeding station in Gakh was reconstructed. President I. Aliyev and his wife attended the opening ceremony, emphasizing the importance of the project. Three Chinese specialists, including Li Qiliang, took a commemorative photo with the presidential couple.

    Silkworms are the basis of sericulture. The Gakh station is the only institution in the country engaged in their breeding. Investment in its restoration was the first step towards self-sufficiency in this area. Founded in 1973, the station ceased operations in 1998, but after reconstruction it occupies five hectares, including an administrative building, a laboratory, incubation and hybrid centers.

    Three hectares of mulberry plantations have been created at the station. In 2019, 30,000 Chinese seedlings resistant to the harsh climate began to grow here. That same year, research on silkworm hybridization began – for the first time in the history of Azerbaijan. According to Li Qiliang, the training was carried out strictly according to Chinese standards. Hybridization increases the resistance of silkworms to diseases and increases the yield of cocoons.

    Chief Engineer M. Suleymanli said that currently “Gakh-1” and “Gakh-2” are being grown, having reached the fifth age. Soon they will begin to form cocoons, after which mating will occur to obtain a new species. Delivery of two more varieties of gren from China is expected.

    In 2018, Lalazar Gaidarova, an employee of the station, completed a two-week training in China. “Chinese technologies are modern and effective. Now we do everything the same way as in China. Even the equipment was brought from there,” she shared. L. Gaidarova advocates for a regular exchange of experience with the Chinese side and sending Azerbaijani youth for internships. “Our specialists are getting older. 62-year-old Manet is the youngest. We need to prepare a replacement,” she says.

    This year, the Ministry of Agriculture of Azerbaijan again imported 5,000 boxes of garnets from China, supplementing them with 1,000 boxes of local production. A total of 6,000 boxes were distributed among 40 districts and Nakhchivan. The projected harvest is 240 tons. M. Suleymanli noted that in sericulture, as in viticulture, there are lean years, and the current year is not the best.

    Farmers have realized the advantages of sericulture: high profits and quick results – after 40 days the caterpillars form cocoons. Capital turnover is only two months. Now farmers in 40 of the country’s 66 regions and in Nakhchivan are engaged in sericulture. The leaders are Zardab, Fizuli, Zagatala and others.

    According to Zaur Abbasov, Advisor to the Head of the Gakh District, registration of farmers begins in February. Based on applications, the Ministry of Agriculture imports the required amount of grains. By the end of April and the beginning of May, the grains are distributed among the regions. “Grans and mulberry tree seedlings are provided free of charge. The revival of sericulture is important for diversifying the economy and preserving traditions,” he noted.

    To stimulate farmers, the state increased the purchase price of cocoons from three to 11 manats per kilogram, of which five is paid by the buyer and six by the state in the form of a subsidy.

    There are already tangible results: 236 kg of cocoons were collected in 2015, and 643.7 tons in 2019, which provided income for more than 10,000 rural families.

    Xinhua met Sahib, Azerbaijan’s champion sericulturist. In 2018, he collected one ton of cocoons from 20 boxes of geraniums, setting a record. Now he works with five boxes, expecting a 250-kilogram harvest. His sericulture workshop resembles a factory, with two-tiered racks and temperature and humidity controls. “Look, the caterpillars are sleeping. In 15 days, the cocoons will be ready. At 11 manat per kilogram, that will bring in 2,750 manat, a third of the family’s annual income,” he said. –0–

  • MIL-OSI Security: Española Man Sentenced for Trafficking Drugs, Possessing Illegal Firearms and Explosives

    ALBUQUERQUE – An Española man was sentenced to 13 years in federal prison following a series of law enforcement actions that uncovered illegal firearms, narcotics, and unstable explosives.

    There is no parole in the federal system.

    According to court records, on August 1, 2023, Pojoaque Police Department officers conducted a traffic stop on a sedan with expired registration driven by Mario James Valdez, 35. Inside the car, officers located two loaded “ghost guns,” one of which was outfitted with a non-functioning machinegun conversion device, a loaded and stolen handgun, fentanyl, additional ammunition, a police scanner, 377 blue pills marked M30 and 42 grams of crack cocaine. Valdez was released after serving one day in custody.

    On September 15, 2023, Valdez was arrested again for shoplifting and on an outstanding state warrant. During this arrest, officers found fentanyl, Xanax, crack cocaine, and ammunition on Valdez’s person. In recorded jail calls between October 15 and 18, 2023, Valdez discussed having additional firearms and sticks of dynamite stored at a house in Española, warning of their instability and danger.

    On October 20, 2023, law enforcement executed a search warrant at the Española residence. In Valdez’s bedroom, officers discovered six sticks of deteriorating dynamite, a shotgun, and an AR-style rifle. Additional rifles, including those referenced in the jail calls, were found in another bedroom.

    Due to the hazardous condition of the dynamite, law enforcement destroyed it for public safety. As a previously convicted felon, Valdez was prohibited from possessing firearms, ammunition and explosives.

    Valdez pleaded guilty to possession to intent to distribute cocaine base, possession of a firearm in furtherance of a drug trafficking crime, being a felon in possession of a firearm and ammunition and being a felon in possession of explosive material. Upon his release from prison, Valdez will be subject to three years of supervised release.

    U.S. Attorney Ryan Ellison and Philip Russell, Acting Special Agent in Charge of the Federal Bureau of Investigation’s Albuquerque Field Office, made the announcement today.

    The FBI Albuquerque Field Office investigated this case with assistance from the Pojoaque Police Department, New Mexico State Police and Española Police Department. Assistant U.S. Attorney David B. Hirsch is prosecuting the case.

  • MIL-OSI Global: Peace has long been elusive in rural Colombia – Black women’s community groups try to bring it closer each day

    It’s been almost nine years since Colombia celebrated a landmark peace agreement between one guerrilla group and the government, and three years since President Gustavo Petro vowed “total peace.” But in reality, the country’s decades-long internal conflict continues – making it one of the oldest in the world.

    Violence surged in early 2025, the most intense uptick in years. Fighting between two armed guerrilla groups in the northeastern Catatumbo region killed dozens of people and displaced tens of thousands more. Since the largest armed group – the Revolutionary Armed Forces of Colombia, known as FARC – signed the 2016 peace accord, more than 400 signatories have been killed. Meanwhile, more than 1,200 social leaders and human rights defenders have been assassinated.

    We often define peace as the absence of war. The problem with thinking about peace and war as an all-or-nothing binary, however, is that it obscures the violence that takes place in “peaceful times.” For Colombians, that paradox is nothing new. In many communities most affected by the violence, thinking about a “post-conflict era” feels utopian.

    As a Colombian researcher who has collaborated with Afro-Colombian leaders for over a decade, I have noticed that emphasizing peace talks and accords erases the historical violence that is still present, especially for racial minorities. Colombia has the largest Black population in Spanish-speaking Latin America. In Chocó – a region on the Pacific coast where I conducted my research – Afro-Colombians form a majority.

    Communities there are contending not only with the contemporary conflict, but also ongoing challenges from the legacies of slavery, colonialism and extractive industries. Many residents, particularly women, work together every day to try to bring peace and justice within reach.

    Rights vs. reality

    Colombia has been mired in war for over six decades, as legal and illegal armed groups across the political spectrum fight for territories and resources. The conflict is estimated to have killed around 450,000 people and displaced around 7 million.

    Black and Indigenous communities have disproportionately suffered the brunt of the war – especially in rural areas, where their lives and territories have been threatened by armed groups and companies alike. In Chocó Department, the site of my research, the region’s remoteness and biodiversity have attracted illegal groups and practices like drug trafficking, as well as mining and other types of resource extraction that threaten traditional livelihoods. Mercury from industrial mining poses an additional danger to people’s health and the environment.

    Black rural communities in the Pacific lowlands, where most of Chocó is located, have a legal right to collective ownership of their territories and to be consulted about development plans. In reality, land grabs and targeted killings over illegal crops, mining and other extractive practices have become the norm here, as is true throughout rural Colombia.

    The conflict has intensified racism and gender hierarchies, with Black women, particularly activists, especially vulnerable. Vice President Francia Márquez Mina, for example – who has won awards for her activism against illegal mining – survived an attack near her home in the nearby department of Cauca in 2019. She and her family have received other threats on their lives since then.

    Building solidarity

    Even in “postconflict” times, peace is a challenging task. It requires social change that does not happen overnight. Rather, it is the accumulation of tiny sparks in people’s daily commitments.

    In my book “Postconflict Utopias: Everyday Survival in Chocó, Colombia,” I write about how Black women’s organizations care for their territories and communities. The “comisionadas,” for example, belong to one of the largest such groups in Colombia, called COCOMACIA. These women travel the Atrato River and its tributaries to lead workshops about the organization, as well as territorial rights and women’s rights.

    Everyone in the community is welcome to participate in dialogues about issues such as women’s political participation, land ownership and related legislation. Comisionada María del Socorro Mosquera Pérez, for example, wrote a song to share the importance of Law 1257, a landmark 2008 law against violence and discrimination against women.

    In her story for the research project that I discuss in my book, “Mujeres Pacíficas,” comisionada Rubiela Cuesta Córdoba says it best: “The best legacy that one leaves to family and friends is resistance.”

    One focus of these women’s groups’ work is the Atrato River itself. Since 2016, the same year of the peace accords, Colombian courts have recognized the river as a legal person, with rights to protection, conservation, maintenance and restoration.

    The river is a source of food and transportation between many basin communities where potable water, electricity and other amenities are scarce. But it is also intertwined with politics and spirituality. Pilgrimages like “Atratiando,” a trip along the river and its tributaries that has taken place multiple times since 1999, highlight that there is no life without the river. Participants travel through areas where paramilitaries and guerrillas are active, showing solidarity with vulnerable communities.

    COCOMACIA’s comisionadas are part of many other organizations – highlighting how survival is not only intertwined with lands and rivers, but other regions and countries. The struggle for women’s rights has led the comisionadas to collaborate with other organizations, creating wider networks of care. These include La Red Departamental de Mujeres Chocoanas, a feminist coalition of women’s organizations in Chocó; La Ruta Pacífica de las Mujeres, a feminist movement of 300 organizations from across Colombia; and Women in Black, an anti-militarism network with members in over 150 countries.

    Their solidarity is a reminder that peace and justice are a collaborative, everyday effort. As Justa Germania Mena Córdoba, leader of the comisionadas at the time, told me in 2012: “One cannot change the world by herself.”

    The internet is abuzz with tributes to a liquid chemical called methylene blue that is being sold as a health supplement.

    Over the past five or 10 years, methylene blue has come to be touted online as a so-called nootropic agent – a substance that enhances cognitive function. Vendors claim that it amps up brain energy, improves memory, boosts focus and dispels brain fog, among other supposed benefits.

    Health influencers, such as podcaster Joe Rogan, have sung its praises. In February 2025, shortly before he was confirmed as health and human services secretary, Robert F. Kennedy Jr. appeared in a video squirting a blue liquid widely presumed to be methylene blue into a glass – though he never verbally endorsed the substance.

    As a researcher studying inflammation and cancer, I investigate how dyes affect human health. Claims about methylene blue are alluring, and it’s easy to buy into its promise. But so far, evidence supporting its health benefits is scant, and there are some serious risks to using the substance outside of medical practice.

    What is methylene blue?

    Methylene blue was first synthesized in the 19th century by scientists at the German chemical company BASF.

    Methylene blue is a synthetic dye that exists as a dark green powder and takes on a deep blue color when dissolved in water. My work and that of others suggest that many synthetic dyes widely used in foods and medicines can trigger potentially harmful immune system reactions in the body. But unlike commonly used food dyes – one of which was recently banned by the U.S. Food and Drug Administration – methylene blue is not derived from petroleum, also known as crude oil. Instead, it comes from a different family of dyes, which isn’t thought to have these health concerns.

    Methylene blue was first synthesized in 1876 as a dye for textiles and was valued for its intense color and ability to bind well to fabrics. Soon after, German physician Paul Ehrlich discovered its ability to stain biological tissues and to kill the parasite that causes malaria — making it one of the first synthetic drugs used in medicine.

    The chemical didn’t gain widespread use as a malaria treatment because it was no more effective than quinine, the standard therapy at the time. But in the 1930s, the dye found a new use in testing the safety of raw or unpasteurized milk. If its blue color faded quickly, the milk was contaminated with bacteria, but if it remained blue, the milk was considered relatively clean.

    This safety test now is largely obsolete. But it works thanks to methylene blue’s chemical superpower, which is that its molecules can swap electrons with other molecules, like a tiny battery charger.

    How do doctors use it today?

    That same chemical superpower enables some of methylene blue’s medical uses. Most significantly, doctors use it to treat a rare blood disorder called methemoglobinemia, in which hemoglobin, an iron-rich protein in red blood cells that carries oxygen, takes on a different form that can’t do the job. Methylene blue restores hemoglobin’s function by transferring an electron.

    Doctors also sometimes use methylene blue to treat the effects of carbon monoxide poisoning, septic shock or toxicities from drugs such as chemotherapy. It is also used as a surgical dye to highlight specific tissues such as lymph nodes, or to identify where tissue is leaky and therefore may be damaged.

    How does methylene blue affect the brain?

    Methylene blue can enter the brain by crossing the protective tissue barrier that surrounds it. Researchers have also found that the chemical can protect and support mitochondria, cell structures that are often described as the powerhouses of the cell. Methylene blue may help mitochondria generate energy for cells to use. For these reasons, researchers are studying methylene blue’s effect on the brain.

    So far, most of what’s known about the substance’s effects on the brain comes from studies in rats and in cells grown in a lab dish – not in people. For example, researchers have found that methylene blue may improve learning, boost memory and protect brain cells in rats with a condition that mimics Alzheimer’s disease.

    Studies in rodents have also found that methylene blue can protect the brain from damage from brain injury. Other studies showed that methylene blue is useful in treating ischemic stroke in rats. However, no research to date has examined whether it protects peoples’ brains from traumatic brain injury or stroke.

    A handful of clinical trials have investigated the effects of methylene blue in treating aspects of Alzheimer’s disease in people, but a 2023 review of these trials notes that their results have been mixed and not conclusive. A small study of 26 people found that a single low dose of the chemical boosted memory by about 7% and increased brain activity during thinking tasks. Another study by the same researchers found that methylene blue changed how different parts of the brain connected, though it didn’t improve thinking skills.

    Although some studies in people have shown hints that methylene blue may be beneficial for some brain-related issues, such as pain management and neuropsychiatric disorders, such studies to date have been small. This suggests that while there may be patient circumstances where methylene blue is beneficial, researchers have not yet pinned down what those are.

    Is methylene blue safe?

    Methylene blue is generally safe when used under medical supervision. However, the chemical has some serious risks.

    For one thing, it can interact with widely used medications. Methylene blue inhibits a molecule called monoamine oxidase, whose job is to break down an important brain chemical, serotonin. Many commonly used medications for treating anxiety and depression target serotonin. Taking the supplement along with these medicines can cause a condition called serotonin syndrome, which can lead to agitation, confusion, high fever, rapid heart rate, muscle stiffness and, in severe cases, seizures or even death.

    In people with a rare genetic deficiency of an enzyme called G6PD, methylene blue can cause a dangerous condition in which red blood cells break down too quickly. At high doses, the chemical can also raise blood pressure or cause heart problems. Also, it’s considered unsafe for pregnant or breastfeeding women because it may harm the fetus or baby.

    Overall, while scientists have found hints of some fascinating properties of methylene blue, much larger, longer trials are needed to know if it truly works, what the right dose is and how safe it is over time.
