  • MIL-OSI Global: It’s miller moth season in Colorado – an entomologist explains why they’re important and where they’re headed

    It is spring on the Front Range of Colorado, which means before long the region will receive an influx of many, many moths.

    Colorado is home to thousands of species of moths, many of which are hatching out from a winter of hibernation, known as diapause.

    Moths are known to swarm porch, stadium and street lights at night. Each summer, Denver is visited by miller moths as they make their trek to the mountains.

    At night, porch lights, stadium lights and street lamps are regularly visited by moths, a collective term for most of the nocturnal members of the insect order called Lepidoptera. Butterflies are also part of this order, but they are mostly diurnal, or active during the day. Butterflies are actually just a subset of moths, so all butterflies are moths, but not all moths are butterflies.

    The Front Range lies on the path of a springtime migration of a particularly familiar species of moth, usually referred to in this part of the country, including Colorado and neighboring states, as “miller moths.” Miller moth caterpillars are often called the “army cutworm,” a whimsical name referring to the caterpillars’ tendency to reach large numbers that march across fields and roads to find food. Both the moths and their caterpillars are rather drab and brown in color, though the moths are variable in patterning.

    Many people find miller moths to be a nuisance, and the caterpillars can be a pest. But miller moths are a native species to Colorado and play important roles across the plains and up into the high country.

    I am an assistant professor of ecology and evolutionary biology as well as the curator of the entomology collection at the University of Colorado’s Natural History Museum in Boulder. I study moths from around the world. I have a particular fascination for the large moth group known as Noctuoidea, the superfamily to which miller moths and their relatives belong.

    As an entomologist, I crisscross the state looking for moths for my ongoing evolutionary, classification and life history studies. During miller moth migrations, they may swarm my moth traps, which are made up of a bright light in front of a white sheet. The crush of miller moths makes finding the less common species that I am looking for all the more challenging in a sea of dusty brown.

    What makes miller moths so unique?

    In temperate regions like most of North America, most moth species hibernate in the cold winter months. During this time, they are in a dormant pupal stage. Some species spin cocoons. They then hatch into adult moths, mate, lay eggs, and those caterpillars grow during the spring and summer. Come fall, the cycle starts over.

    While miller moths also have a hibernation period, it is not like that of most moths. Miller moths instead spend their winters on the plains of eastern Colorado, Wyoming, Kansas, Nebraska and nearby states as partially grown caterpillars, rather than a pupa, having gotten a head start on feeding in the late summer. This puts the caterpillars at an advantage. As soon as the weather warms and low-lying crops like wheat and alfalfa produce new, nutrient-rich foliage during the early spring, the caterpillars are right there ready to feast and may cause serious damage to the crops in outbreak years.

    Pupation then occurs later in the spring, and unlike in most Lepidoptera, the adult moths hatch without an extended pupal diapause, and instead begin to migrate west. They travel more than 100 miles (roughly 160 kilometers) toward higher elevations to seek out flowering plants, feeding on nectar and pollinating as they go.

    This migration is where folks on the Front Range become all too familiar with these weary travelers, who seek out narrow spaces to rest, often crawling into gaps in cars and homes. Inside a home, miller moths don’t feed, reproduce or lay eggs. Sudden agitation of the resting moths may cause them to fly about to seek out a new spot to hide – that is, if your house cat doesn’t see them first. If they do make their way inside, they can be easily swept into a cup or jar and let outside.

    People on the Front Range experience a second run-in with these moths after they finish their summer of feeding in the mountains and head back to the plains to lay their eggs in the fields from August to September.

    The call of the night

    The importance of pollinators is familiar to many Coloradans. The state offers many resources and groups to help create spaces to attract butterflies and bees, including an initiative that designated Interstate Highway 76 as the “Colorado Pollinator Highway”.

    But pollination does not stop when the sun goes down. In fact, moths make up the largest percentage of pollinators in terms of number of species globally – more than bees and butterflies combined. But scientists have yet to figure out which plants miller moths pollinate.

    Despite the importance of moths as pollinators to agriculture and ecology, by comparison to bees, for example, we know exceedingly little about nocturnal pollinators. Of the thousands of moth species in Colorado, many hundreds remain unknown to science. One of the reasons scientists study moths is to literally shed a light on these insects in the environment to see what they are doing.

    My work aims to understand what certain moths eat in their caterpillar stage, but other researchers, and my colleague Dr. Julian Resasco, at the University of Colorado Boulder, study what plants the adults are feeding on as they pollinate.

    Moths are among the primary airborne insects at night, playing a significant, and perhaps leading, role in insect-feeding bat diets. During their migration to the mountains, there are so many miller moths that they are a substantial protein- and fat-rich meal for animals as large as bears.

    Considering that we still know so little about moths, it’s important to realize that light pollution, habitat loss and agricultural chemicals are all impacting moth numbers, resulting in annual declines in these insects globally.

    So, the next time you see a miller moth in Colorado, or any moth at a light anywhere on Earth, remember that it’s working the night shift. Turn out that light so it can go about its way.

  • MIL-OSI Global: Uncertainty at NASA − Trump withdraws his nominee for administrator while the agency faces a steep proposed budget cut

    Over the past several days, NASA’s ambitious space exploration plans have experienced major setbacks. First, on May 30, 2025, newly released budget documents revealed the extent of the significant budget and personnel cuts proposed by the Trump administration. Then, just a day later, President Donald Trump withdrew the nomination of Jared Isaacman to be NASA administrator just days before an expected confirmation vote.

    From my perspective as a space policy expert, these events signal problems ahead for a space agency that now faces stiff competition in space exploration from the commercial sector. Without a leader and facing a fight over its budget, NASA faces an uncertain future, both in the months ahead and longer term.

    Budget problems

    When the Trump administration released a preview of its budget proposal in early May, it was clear that NASA was facing significant cuts.

    After receiving US$24.9 billion for 2025, the president’s proposal would allot NASA $18.8 billion in 2026. After accounting for inflation, this amount would represent NASA’s smallest budget since 1961.

    Space science programs are one of the largest targets of the proposed budget cuts, seeing an almost 50% reduction, to just $3.9 billion. Specific programs targeted for elimination include the Mars Sample Return mission, the currently operating Mars Odyssey and MAVEN missions around Mars, and several missions to Venus.

    Several ongoing and proposed astrophysics programs, including the Chandra X-Ray Observatory, would also end if the proposed budget passes.

    NASA’s human spaceflight programs also face potential cuts. The budget proposes canceling the Space Launch System, the Orion crew vehicle and the Lunar Gateway following the Artemis III mission.

    Artemis III, planned for 2027, would be the first crewed flight back to the lunar surface since 1972. The mission would use the Space Launch System rocket and Orion crew vehicle to get there. The proposed Lunar Gateway, a mini-space station in lunar orbit, would be abandoned entirely.

    Instead, the budget proposes to establish a Commercial Moon to Mars program. Under this initiative, NASA would utilize commercial systems such as Blue Origin’s New Glenn and SpaceX’s Starship to put Americans on the Moon and Mars.

    Several Mars missions, including the Mars Sample Return, MAVEN and Mars Odyssey, would be canceled under the proposed budget. It would instead establish a program to work with commercial partners to put humans on the red planet.

    A smaller budget also means a smaller NASA workforce. The budget proposal suggests that the number of NASA employees would be reduced by one-third, from more than 17,000 to 11,853.

    Advocates for space science and exploration have criticized the cuts. The Planetary Society has stated that these cuts to space science represent an “extinction level event” that would all but end NASA’s ability to perform meaningful science.

    Democrats in Congress were also quick to push back on the proposed cuts, arguing that they would hamper the U.S.’s ability to carry out its missions.

    The budget documents released so far are just proposals. Congress must make the final decisions on how much money NASA gets and which programs are funded. While this might be good news for NASA funding, my research has shown that Congress rarely appropriates more money for NASA than the president requests.

    Leadership challenges

    The release of the president’s proposed budget was followed with the news that the president would withdraw his nomination of Jared Isaacman to be NASA’s administrator.

    In a Truth Social post, Trump wrote, “After a thorough review of prior associations, I am hereby withdrawing the nomination of Jared Isaacman to head NASA. I will soon announce a new Nominee who will be Mission aligned, and put America First in Space.”

    Like the budget proposal, news of Isaacman’s withdrawal has also hit the space community hard. Following his nomination, Isaacman won the support of many in the space industry and in government. His confirmation hearing in April was largely uncontentious, with support from both Republicans and Democrats.

    NASA will now need to wait for the president to make a new choice for NASA administrator. That person will then need to go through the same process as Isaacman, with a hearing in the Senate and several votes.

    Given the amount of time it takes for nominations to make their way through the Senate, NASA is likely to face several more months without a confirmed administrator. This absence will come while many of its programs will be fighting for money and their existence.

    The months ahead

    Like many federal agencies right now, NASA faces a tumultuous future. Budgetary and leadership challenges might be the immediate problem, but NASA’s long-term future is potentially rocky as well.

    Since its founding, NASA’s mission has been largely centered on sending humans to space.

    If that role shifts to commercial companies, NASA will need to grapple with what its identity and mission is going forward.

    History provides some insight. One of NASA’s forerunners, the National Advisory Committee for Aeronautics, or NACA, largely focused on advanced research and development of aeronautical technologies. For instance, NACA researched things such as proper engine placement on airliners as well as advances that helped air flow more efficiently over those engines.

    A new NASA that’s more similar to NACA might continue research into nuclear engines or other advanced space technology that may contribute to the work commercial space companies are already doing.

    Choices made by the Trump administration and Congress in the coming months will likely shape what NASA will look like in the years to come. Until then, NASA, like many government organizations, faces a period of uncertainty about its future.

  • MIL-OSI United Kingdom: MSPs reject Green proposals to fix ‘absurd’ Council Tax system

    Scotland deserves a fairer, proportionate system to fund our public services.

    Scottish Green proposals that would see the first Council Tax revaluation in over 30 years have been turned down by all other parties, despite Labour and Tory MSPs agreeing that the current system is ‘absurd’ and ‘ridiculous’.
     
    The proposals to the Housing (Scotland) Bill were lodged by Scottish Greens MSP Ross Greer, who has long campaigned to reform Council Tax.
     
    Council Tax rates are still based on property values from 1991, resulting in most people now being in the wrong band. Those in smaller, less valuable homes are often paying considerably more than they should, whilst the richest in larger properties pay far less than they would if accurate valuations were used.

    Mr Greer’s proposals, lodged as amendments to the Housing Bill, were voted down by SNP, Labour and Conservative MSPs on Parliament’s Local Government and Housing Committee. This was despite Labour’s Housing spokesperson Mark Griffin agreeing during the debate that using 1991 properties values is ‘ridiculous’ and the Conservatives’ Meghan Gallagher and Graham Simpson describing it as ‘absurd’.
     
    Mr Greer said:

    “We wouldn’t tolerate a situation where most people pay the wrong rate of income tax, so why do all other parties think it’s acceptable for Council Tax?
     
    “Using property values from before I was even born means that low-income families in smaller houses typically pay more than they should, whilst the richest get off with an absolute steal.
     
    “Every other party agrees this is wrong, but they just don’t want to upset the wealthiest people in Scotland, who would pay far more if the system was fixed.
     
    “That’s the only reason for other MSPs to accept that the current situation is ‘absurd’ and ‘ridiculous’, but then vote against fixing it.
     
    “If we want to give our schools, care services, bin collections and road repairs the funding they desperately need, fixing the Council Tax is the bare minimum. I hope other parties will stop this hypocrisy and support Green proposals to deliver that fix in the future.”

    A new Gaelic primary school is set to open in Glasgow next year after a £2 million investment from the Scottish Government. 

    The funding will complete the refurbishment and extension of the former St James’ Primary School building to establish Bun-sgoil Ghàidhlig a’ Challtainn (Calton Gaelic Primary School) which will become the city’s fourth Gaelic language primary.

    Deputy First Minister and Cabinet Secretary for Economy and Gaelic Kate Forbes announced the investment as part of a £2.4 million package to support Gaelic schools and cultural initiatives across Scotland.

    The funding will also support:

    • the construction of a second classroom at West Primary School in Paisley
    • the expansion of two Gaelic cultural centres in the Highlands
    • cultural events through An Comunn Gàidhealach who will host this year’s Royal National Mòd in Lochaber

    On a visit to the site of the new school, Ms Forbes said:

    “This school will build on the encouraging surge we have seen in the number of Gaelic speakers and learners in Glasgow and support the language’s growth into the future.

    “Gaelic medium education enriches communities and offers good value for money by providing better grade averages across all qualification levels despite costs being no greater than average. 

    “To support Gaelic’s growth across Scotland, we are providing an additional £5.7 million for Gaelic initiatives this year. We are also progressing the Scottish Languages Bill which, if passed by MSPs, will introduce measures to strengthen the provision of Gaelic education.”

    The new school, with space for 416 pupils, will be managed by Glasgow City Council. It meets a growing demand for Gaelic primary education in the city. Census figures published last year show a 45% increase in the number of people with some Gaelic skills in Glasgow compared to 2011.

    Alison Richardson, headteacher of Bun-sgoil Ghàidhlig a’ Challtainn, said:

    “With Gaelic medium education continuing to flourish in Glasgow, our pupils and parents are excited and proud to be moving Bun-sgoil Ghàidhlig a’ Challtainn into its very own repurposed school located in the East End.

    “We look forward to supporting Gaelic’s growth in the Calton area, where many spoke it in the past, and for the school to become a real focal point and asset to the local community.”

    Glasgow is home to the third largest number of children and young people in Gaelic Medium Education in Scotland with 740 primary pupils in 2023. Census statistics show that 17,380 people in Glasgow had some Gaelic skills 2022, an increase of 7,911 people from 2011.

    Glasgow City Council has provided £17.6 million towards works at Bun-sgoil Ghàidhlig a’ Challtainn, within an overall project budget of £23.8 million. The works are supported by the Scottish Government’s £2 billion Learning Estate Investment Programme which is delivered in partnership with local authorities. Nine school projects included in the programme will open in 2025-26.

    The comprehensive project to modernize Moscow’s largest multidisciplinary palliative care center is nearing completion. The reconstruction of the last facility, building No. 2 on Dvintsev Street (house 6, building 2), has been completed. Sergei Sobyanin reported this in on your telegram channel.

    “We have completed the modernization of the framework of the Moscow palliative care service. A new generation palliative care service is being created in the capital – with a modern infrastructure, mobile and inpatient care, training of specialists and support for relatives. It includes hospices, departments in city hospitals, mobile teams and the Moscow Multidisciplinary Palliative Care Center. In recent years, we have updated

    seven buildings of this center. Today, after reconstruction, the last one is completely ready for opening — Building No. 2 on Dvintsev Street. It will start working in the near future,” the Moscow Mayor wrote.

    As a result of the modernization of the center, it was possible to significantly increase the availability and quality of palliative care for needy residents of the capital. Today, Moscow’s palliative care service is the most modern and equipped.

    The seven-story building, with an area of over nine thousand square meters and designed for 90 beds, has created the most comfortable environment for patients, relatives and medical workers.

    In addition to comfortable wards with specialized interiors and equipment, the modernized building houses a small operating room for minimally invasive surgical procedures and manipulations. It will provide surgical treatment of extensive wounds and bedsores, replacement of drains and stomas, laparo- and thoracocentesis directly in the center, without transporting palliative patients to other medical organizations.

    The renovated building will house Moscow’s fifth long-term respiratory support department with 25 beds. Previously, such departments (each with 25 beds) were opened at the Kolomenskoye branch (1 Akademika Millionshchikova Street, Building 2) and the Moscow Multidisciplinary Clinical Center (MMCC) “Kommunarka”.

    During the reconstruction of the building, specialists installed a ventilated façade with insulation and metal cassette cladding, laid a new roll roof covering, replaced the engineering systems, including an individual heating point and a water meter unit. The building was equipped with fire protection and video surveillance systems. Six passenger elevators and two additional hydraulic freight elevators were installed.

    The interior finishing works were carried out using high-quality materials, as stipulated by the interior design standard for palliative care facilities.

    More than six thousand units of modern equipment, medical products and furniture were purchased to equip the building.

    The center has created a barrier-free comfortable environment that will allow patients to spend more time not only in their wards, but also in the fresh air. During the improvement work, a lawn was laid out next to the building and convenient sidewalks were installed. In addition, the asphalt on the driveways was renewed, lanterns, benches and urns were installed, a small parking lot was organized, and landscaping was carried out.

    The renovated palliative care center building on Dvintsev Street will receive its first patients in the third quarter of 2025.

    In recent years, seven buildings of the Moscow Multidisciplinary Palliative Care Center have been renovated:

    — two buildings on Dvintsev Street, building 6 — the first building (building 1) with 101 beds and an administrative building (building 3) with a food block;

    — branch “Lyublino” (Shkuleva street, building 4, building 2);

    — Kolomenskoye branch (Akademika Millionshchikova Street, Building 1, Building 2);

    — two buildings of the Danilovsky branch (1st Shchipkovsky Lane, building 19/1, buildings 1, 2);

    — branch of the First Moscow Children’s Hospice (Bogatyrsky Most Street, Building 17, Building 1).

    In addition, the palliative care building at the Morozov Children’s Hospital and the palliative care department of the Botkin Moscow Multidisciplinary Scientific Clinical Center have undergone major renovations.

    About the Palliative Care Center

    The Moscow Multidisciplinary Palliative Care Center (MMCPCC) was established in 2015 on the premises of the former City Clinical Hospital No. 11 (6 Dvintsev Street). Historically, it specialized in providing medical care to terminally ill patients.

    In 2017, the First Moscow Hospice named after V.V. Millionshchikova with eight branches in different districts of the capital joined it:

    — Central Administrative District — Dovatora Street, Building 10 (Khamovniki District);

    — SEAD — 2nd Volskaya street, building 21 (Nekrasovka district);

    — South Administrative District — 3rd Radial Street, Building 2a (Biryulevo Vostochnoye District);

    — South-West Administrative Okrug — Polyany Street, Building 4 (Northern Butovo district);

    — SZAO — Kurkinskoe shosse, building 33 (Kurkino district);

    — Zelenograd Administrative District — Zelenograd, building 1701 (Kryukovo district);

    — SAO — Taldomskaya street, building 2a (Zapadnoye Degunino district);

    — SVAO — 1st Leonova Street, Building 1 (Rostokino district).

    In 2019, the First Moscow Children’s Hospice was added to the center. In 2022, it began operating in a renovated comfortable building on Bogatyrsky Most Street.

    In 2022–2023, as part of the implementation of the palliative care standard, the following branches were opened: Lyublino (4 Shkuleva Street, Building 2), Kolomenskoye (1 Akademika Millionshchikova Street, Building 2), and Danilovsky (1st Shchipkovsky Lane, Building 19/1, Buildings 1, 2).

    Thus, today the total capacity of the Moscow Multidisciplinary Palliative Care Center is over 630 beds for adult patients and 30 beds for children. It employs 1902 people, including 297 doctors, 526 mid-level and 447 junior medical personnel, 632 workers of other specializations.

    Expanding access to high-quality and timely palliative care is one of the most important priorities for the development of Moscow healthcare.

    Reforms to bolster flood protection for communities across the country

    Delivering on the government’s Plan for Change, proposals will introduce a simplified approach benefitting poorer communities and speeding up project delivery

    New proposals to accelerate the construction of flood schemes and protect thousands of homes and businesses in the nation’s cities and rural areas from the risks of flooding have been unveiled today (Tuesday 3 June) by Floods Minister Emma Hardy.  

    A simpler, transparent approach will replace the current complex and labour-intensive process of applying for funding, which disproportionately affects councils with less resources. 

    The proposals will make it easier for authorities, including councils, to bid for central government funding. This will benefit poorer councils who have less resource to commit to the application process. 

    They will also ensure money is distributed more effectively across the country – including for rural and coastal communities. 

    And faster applications will help speed up delivery of vital schemes – crucial to boosting the country’s preparedness for extreme weather events. 

    Established more than a decade ago under the previous government, the existing outdated formula for distributing money to proposed flood defences is complicated, slows down applications and neglects more innovative approaches such as natural flood management. 

    Speaking at the Flood & Coast Conference in Telford, Minister Hardy outlined fresh proposals to replace this system and introduce a simple, flexible and strategic approach to investment in flood resilience projects.

    Floods Minister Emma Hardy said:

    Councils have struggled for years with securing money for flood defences due to a complex and archaic application process. Dealing with the impacts of flooding gets in the way of growth for businesses and can be devastating for hard-working families.

    That is why, as part of our Plan for Change, this Government is reforming how flood funds are distributed to protect businesses, rural and coastal communities as we invest over £2.65 billion in flood defences across the country.

    Minister Hardy set out how the government will fully fund the first £3 million of proposed flood and coastal erosion projects, giving a crucial boost to schemes. For remaining costs above this, schemes would only need to secure 10% of the remaining costs from other sources, such as private investment, as the government would cover the rest. This approach would mean more schemes will see their funding gaps filled and stop local communities needing to secure more funding themselves.

    The consultation – which opens today – will also seek views on how projects are prioritised each year for delivery, such as on their value for money or whether certain outcomes should be bolstered, such as for flood resilience in deprived communities or the level of private funding raised.  

    Delivering on the Government’s Plan for Change, these proposals will help boost economic growth, by empowering businesses to inject money into local areas and thereby creating more jobs.  

    Environment Agency Executive Director for Flood and Coastal Risk Management, Caroline Douglass said:

    Better protecting communities in England from the devastating impacts of flooding is one of our top priorities as climate change brings more extreme weather. 

    We support the government’s bold strategic vision to transform the approach to investment in resilience to flood and coastal erosion, helping to streamline the delivery of flood schemes and improve existing assets to protect communities better.

    The consultation also outlines plans to mainstream investment in natural flood management, which uses nature to reduce the risk of flooding, while also providing wider benefits such as improved water quality, vital habitats for wildlife and increased access to nature. This will help boost protection for rural communities, with dozens of projects under the Government’s Natural Flood Management programme already achieving this.  

    It also considers how communities can make better use of property flood resilience measures, such as flood doors or smart air bricks. These items help prevent water from entering a property or reduce the amount of floodwater that enters during significant flooding.

    BEIJING, June 3 — Chinese Vice Premier Ding Xuexiang on Tuesday called for strengthening financial cooperation among member states of the Shanghai Cooperation Organization (SCO) to give strong impetus to the development of regional countries.

    Ding, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks during a group meeting with foreign representatives attending a meeting of the SCO member states’ finance ministers and central bank chiefs.

    Ding said that Chinese President Xi Jinping proposed a series of important suggestions and measures for jointly building a more beautiful home of the SCO at the “Shanghai Cooperation Organization Plus” meeting last year in Astana.

    China is willing to take its rotating presidency of the SCO as an opportunity and work with other member states to prioritize development, strengthen financial cooperation, expand the local currency settlement, promote digital inclusive finance, and actively work for the establishment of an SCO development bank, Ding said.

    Speaking on behalf of the foreign side, SCO Secretary-General Nurlan Yermekbayev spoke highly of the work carried out by China as the rotating chair of the SCO, and expressed the willingness to collaborate with the Chinese side to uphold the “Shanghai Spirit” and promote regional prosperity and development.

    China has launched an “ASEAN (the Association of Southeast Asian Nations) Visa” for the 10 ASEAN countries and ASEAN observer Timor-Leste, Chinese foreign ministry spokesperson Lin Jian told a regular press briefing on Tuesday.

    According to Lin, China will issue the corresponding category of “ASEAN Visa” for business personnel from the 11 countries, as well as their spouses and children, who meet the requirements. The visa will allow multiple entries within five years and a maximum stay period of 180 days.

    Lin said the “ASEAN visa” is launched on the basis of the comprehensive mutual visa exemption with Singapore, Thailand, Malaysia and other countries and the issuance of the “Lancang-Mekong visa” to Mekong River countries, aiming to further facilitate the cross-border movement of people within the region.

    In recent years, the building of the China-ASEAN community with a shared future has been continuously advanced, and important achievements have been made in jointly building a common home that features peace, tranquility, prosperity, a beautiful environment, and friendship, Lin noted.

    Noting that China and Southeast Asian countries have frequent personnel exchanges, Lin said further facilitating personnel exchanges is a common aspiration for both sides.

    Rhode Island Department of Health (RIDOH) is seeking public comment on intent to issue a Categorical Exclusion.

    RIDOH has reviewed for approval the request by the Prudence Park Water Co-Op for a Categorical Exclusion determination for proposed installation of three (3) bladder pressure tanks and a water flow meter. The proposed tanks and flow meter are to be installed within Prudence Park Water Co-Op’s existing pumphouse located on in Prudence Park, Portsmouth, RI.

    It has been determined that any impacts would be minor and short term in duration and that the project will not individually, or cumulatively over time, have a significant effect on the quality of the environment. Therefore, RIDOH is hereby giving notice of intent to issue a Categorical Exclusion for the proposed project pursuant to the requirements and authority set forth in Chapter 46-12.8 of the General Laws of Rhode Island and the Drinking Water State Revolving Fund regulations (216-RICR-50-05-6).

    A copy of the proposed Categorical Exclusion can be obtained by calling RIDOH’s Center for Drinking Water Quality at 401-222-6867 weekdays from 8:30 a.m. to 4:30 p.m. or by emailing DOH.RIDWQ@health.ri.gov.     A public hearing to hear or otherwise receive comments on the proposed intent to issue a Categorical Exclusion will be held if RIDOH receives such a request by twenty-five (25) persons, or by a governmental agency, or by an association having not less than twenty-five (25) members, within ten (10) days of published notice. If a public hearing is held, it will be open to the public, recorded and held at least five (5) days before the end of the public-comment period. A hearing will not be held earlier than ten (10) days after notice of its location, date, and time published. A request for a public hearing should be sent to the Center for Drinking Water Quality at the address above or emailed to DOH.RIDWQ@health.ri.gov.     Harewood House, with its impressive history and classic English beauty, is a magnificent place to visit in Leeds, west Yorkshire. The house frequently hosts remarkable exhibitions and cultural events devoted to art, poetry and history.

    This time, its doors are open for a new exhibition Austen and Turner: A Country House Encounter, which marks the 250th anniversaries of the landscape painter J.M.W. Turner and the novelist Jane Austen.

    The anniversaries have presented an opportunity for the co-curators of Harewood House Trust and the Centre for Eighteenth Century Studies at the University of York to unite the incredible works of two outstanding personalities of the Regency era.

    Their masterpieces reflect their common engagement with the cultural and societal significance of British country houses and their landscapes. Though the pair seem to have never met, the expressiveness of Turner’s paintings are complemented by the literary richness of Austen’s manuscripts.

    The exhibition creatively highlights the common threads within Austen and Turner’s work through shared themes. The first is Austen Meets Turner, which explores how Austen and Turner’s interests and experiences intersected in the country estates that inspired their works.

    I was especially struck by Harewood House from the North East (1797). Turner captured the magnificent building with such softness and light. The painting makes the landscape feel peaceful and alive, showing his ability to transform a real place into something almost dreamlike.

    It highlights the grandeur of the landed aristocracy of the time, symbolising wealth, influence and a strong social hierarchy that was rooted in land ownership. Austen also used houses as symbols of status and wealth in her novels. Pemberley in Pride and Prejudice (1813), for example, reflects the class, riches and style of the love interest, Mr Darcy.

    Another theme that attracted my attention was Encounters with Austen and Turner, located at the heart of the Harewood House library. Here, among the letters is another of his well-known paintings, Harewood Castle from the South East (1798). A visit to the exhibition can be complemented by a short walk to the real castle ruins in the Harewood grounds.

    You just cannot take your eyes off this painting. Turner captures the ruin bathed in soft, natural light, blending the architectural detail of the castle with the surrounding pastoral landscape. His delicate use of colour and atmospheric perspective evokes a sense of romantic nostalgia, highlighting the harmony between human history and nature – a key feature of his style.

    Objects of genius

    The theme Interior Worlds deserves special attention. It is especially engaging because it offers the opportunity to feel the presence of Austen and Turner through the very objects that once made them famous.

    Turner’s travelling watercolour box from 1842, for example, was made by the artist using two cards attached to a linen cloth. It was designed to hold a new kind of watercolour block, variations of which are still manufactured today.

    Another such item is the original handwritten version of Austen’s unfinished novel Sanditon, penned during the last months of her life in 1817.

    A first edition of Sense and Sensibility is also on show, with a fascinating explanation of the history behind its creation. Originally titled Elinor and Marianne and written in 1795, it was intended to be a novel in letters. But Austen later revised the text, and the version as we know it was published anonymously in 1811.

    Finally, a collection of period costumes from Austen adaptations makes this exhibition truly memorable. An impressive collection of costumes from Sense and Sensibility (1995), Pride and Prejudice (1995) and Emma (2020) are on display.

    Each garment reflects the elegance and social nuance of the Regency era, bringing Austen’s characters vividly to life. The craftsmanship and historical detail in the costumes evoke a sense of timeless charm that deepen the viewer’s connection to the novels.

    This incredible exhibition is sure to move everyone who really wishes to engage with the high art and experience the historical spirit of the Regency era.

  • MIL-OSI Global: Why climate professionals are often held to unrealistic standards

    Climate professionals, people who work in roles which address climate change, are often criticised for what they eat or how they travel. Criticism of lifestyle choices by colleagues, family members or even strangers can be demotivating. Worse, it can hinder efforts towards building a sustainable future.

    As more people start working in sustainability, both in traditional sectors such as climate researchers or public health professionals and within other workspaces where sustainability is embedded into an existing role, this type of criticism is in danger of becoming more familiar.

    Climate change affects everyone, whether we like to admit it or not. It can be overwhelming to know how best to act on all the advice about living more sustainably. In fact, increased knowledge about what is necessary for a sustainable lifestyle can be paralysing, and prevent someone from taking action.

    Of course, many of us do want to live more sustainably. But some people may feel restricted by the efforts and costs of taking these extra steps to change multiple aspects of our busy daily lives.

    Instead of revamping our own lifestyles, it can be easier to challenge those recommending these changes to our behaviour, to see if they are following their own rules.

    Climate professionals know which choices are best for the environment. But when you see one of them flying to a UN climate summit, drinking from a plastic water bottle or caught red-handed eating a beef burger, how do you feel? Confused? Vindicated? Perhaps, relief? If the very people who are advising us how to live sustainably aren’t practising what they preach, does this absolve us of responsibility to act?

    Whether intentional or not, holding climate professionals to unrealistic standards is a tactic which delays effective climate action. It slows down climate action by redirecting responsibility and foregrounding low-impact solutions.

    Calling out the failure of climate professionals can emphasise the difficulties of sustainable living and reinforce the idea that slowing down climate change is impossible. You may think that these imperfections are a reflection on their hypocrisy and limits the integrity of their work. In reality, it’s an indication that we are all people operating in a broken system, no matter our expertise.

    Recent research from the World Resource Institute think tank into sustainable dietary, energy and transport choices stresses the importance of systemic change.

    The report found that a system in which governments and businesses support and normalise sustainable behaviour would be far more effective than the weight of individuals taking action alone. And so, as a society, we need to value the work of those advocating for systems change, rather than scrutinising their lifestyle choices.

    Ultimately, rich nations, wealthy people and fossil fuel companies are disproportionately to blame for climate change. However, their preferred narrative concerning the importance of individual action, rather than system change, prevails.

    And this is nothing new. BP popularised the concept of a carbon footprint over 20 years ago. This displaced responsibility for environmental impact from large organisations and systems and towards citizens.

    While people tend to view the impact of climate change as relevant to them, they may not be able to envisage a greener future. This is because people tend to focus on immediate effects rather than longer term outcomes. Short-term environmental policies can fuel this short-term thinking, preventing us from conceptualising a future that recovers from climate change.

    Change from within the system

    It’s easier to blame climate professionals for not sticking to their own advice, than to think about change at a higher level. But climate professionals must be part of the system to change the system, much to their frustration.

    In fact, climate researchers like us actually fly more than researchers in other fields, because structural factors such as limited funding, accessibility of locations and professional pressures matter more than individual attitudes for reducing flights. How can we expect all the necessary voices to be at the table during international climate conferences if flying is the only feasible way for many to attend?

    Some climate professionals do lead very impressive sustainable lifestyles. We should celebrate these efforts. But we need to dispel the expectation that all climate professionals have the resources to act the same within a broken system.

    Remember, climate professionals are working towards a system which empowers all citizens to choose these sustainable lifestyles, including their own. For instance, some researchers are studying the positive climate impact of protected cycle lanes, producing evidence in support of their construction in cities worldwide.

    Imagine if public transport and active travel were the most obvious choice for everyone. If you wanted to drive, then you would have to meticulously plan a route incorporating private transport lanes, or be prepared to adapt if they don’t exist. Which would you choose?

    Climate professionals are experiencing a whole spectrum of emotions related to climate change, including feeling stuck between what they say and what they do. Focusing on their personal behaviour risks discrediting and devaluing important climate-focused work.

    This can detract from valuable conversations about the urgent need for wider systemic change. The next time you speak to a climate professional, try not to catch them out. Instead, ask about their work and its influence on changing the system – we guarantee they will be more receptive.

  • MIL-OSI Global: Fewer men are choosing to become vets – ‘male flight’ could be the reason

    If you take your dog, cat or fish to see a vet in the UK, the person who treats them is likely to be a woman. According to the Royal College of Veterinary Surgeons, 61% of current UK vets are female. University admissions are even more skewed. Among vets who had recently qualified, nearly 80% were female.

    This wasn’t always the case. In the 1930s, when James Herriot – author of books including All Creatures Great and Small and for many the iconic British vet – was practising, almost all vets were male.

    The women’s liberation movement of the 60s and 70s saw an influx of female vet students. You might expect a levelling of the playing field to lead to a profession now equally split between genders, but that isn’t so.

    I teach veterinary clinical communication skills to veterinary students. My research relates to developing communication strategies that are effective across a wide range of cultures and social groups. However, vets are not very culturally diverse: as well as the majority being female, nearly all are heterosexual and white.

    This can limit their experience and understanding of different perspectives. As part of a wider piece of research into student experience of communication, I have reviewed the history of veterinary demographics, with some surprising results.

    Historically, vets worked mainly in farms with large animals, for which clients perceived physical strength to be crucial. Increasing pet ownership means most vets now work with small animals.

    This change in focus has altered society’s perception of veterinary work from “practical” to “caring”, and it has been suggested that this has discouraged boys from considering the profession. Veterinary salaries have also stagnated for some time, which may make the job less attractive to men.

    There is very little research to support any of these theories, but the most relevant and largest study available comes from the US in 2010. When applications to vet schools across the country from the 1960s to early 2000s were reviewed, one factor predicted student choice: the more female students there were, the less likely males were to apply.

    This is an understudied sociological phenomenon called “male flight” or “gender flight”. It seems that, in some professions at least, men lose interest once the number of women rises above 60%.

    Another study of UK workplaces found the same thing when modelling various reasons for gender disparities. Men not choosing professions such as pharmacy and accountancy due to increased female presence was the best explanation.

    These findings are concerning when connected with a UK study from 2018 called Drawing the Future. Thirteen thousand UK school children aged between seven and 11 were asked to draw pictures of their dream job. Researchers found that – perhaps unsurprisingly – dream jobs were strongly gendered, and that this happens from a young age.

    “Vet” was third overall, a very popular job choice. But when you split that by gender, it was the second most popular job for girls, but only ninth for boys. This very much matches the gender balance of vet school applicants, so we can hypothesise that attitudes to being a vet are set early in life.

    Need for diversity

    Most diversity initiatives aim to reduce barriers for underrepresented groups. The veterinary profession isn’t nearly as diverse as it could be – only around 4% of vets come from Black and ethnic minority backgrounds, compared to 18% of people in the UK population overall.

    Various reasons for this have been suggested, including lack of representation and financial barriers. But we actually don’t know why this is; applications to veterinary medicine by non-white students are lower than for other degrees.

    But in the case of gender, boys can become vets. They simply don’t want to.

    There’s value of diversity in general within the veterinary profession. Vets don’t just work in clinics with pets: they also play a key public health role preventing disease in animal populations and ensuring the health and welfare of farm animals.

    There are many animal charities that rely on vets to help support the human-animal bond, such as rescuing and rehoming animals, working with pets belonging to homeless people, or caring for the pets of people fleeing domestic violence. This means working with people from all over the UK, from all backgrounds.

    Many studies of stress in the veterinary profession identify difficulties with communication as a key problem. Indeed, communication is highlighted as a key skill for veterinary students by the Royal College of Veterinary Surgeons and many studies of veterinary education. But there lies a challenge common to homogeneous professions. Learning to communicate effectively with others is more difficult when there is less diversity.

    This issue of gender flight has broader social implications. When men leave a profession due to increased numbers of women, wages tend to stagnate, which is a serious issue for students who frequently leave their five-year vet degrees with substantial debt.

    One place to start might be looking at how young children view vets – and what might make it a profession to choose as a result of personal ability and preference, rather than social pressure.

  • MIL-OSI Global: Autocrats don’t act like Hitler or Stalin anymore − instead of governing with violence, they use manipulation

    President Donald Trump’s critics often accuse him of harboring authoritarian ambitions. Journalists and scholars have drawn parallels between his leadership style and that of strongmen abroad. Some Democrats warn that the U.S. is sliding toward autocracy – a system in which one leader holds unchecked power.

    Others counter that labeling Trump an autocrat is alarmist. After all, he hasn’t suspended the Constitution, forced school children to memorize his sayings or executed his rivals, as dictators such as Augusto Pinochet, Mao Zedong and Saddam Hussein once did.

    But modern autocrats don’t always resemble their 20th-century predecessors.

    Instead, they project a polished image, avoid overt violence and speak the language of democracy. They wear suits, hold elections and talk about the will of the people. Rather than terrorizing citizens, many use media control and messaging to shape public opinion and promote nationalist narratives. Many gain power not through military coups but at the ballot box.

    The softer power of today’s autocrats

    In the early 2000s, political scientist Andreas Schedler coined the term “electoral authoritarianism” to describe regimes that hold elections without real competition. Scholars Steven Levitsky and Lucan Way use another phrase, “competitive authoritarianism,” for systems in which opposition parties exist but leaders undermine them through censorship, electoral fraud or legal manipulation.

    In my own work with economist Sergei Guriev, we explore a broader strategy that modern autocrats use to gain and maintain power. We call this “informational autocracy” or “spin dictatorship.”

    These leaders don’t rely on violent repression. Instead, they craft the illusion that they are competent, democratic defenders of the nation – protecting it from foreign threats or internal enemies who seek to undermine its culture or steal its wealth.

    Hungary’s democratic facade

    Hungarian Prime Minister Viktor Orbán exemplifies this approach. He first served from 1998 to 2002, returned to power in 2010 and has since won three more elections – in 2014, 2018 and 2022 – after campaigns that international observers criticized as “intimidating and xenophobic.”

    Orbán has preserved the formal structures of democracy – courts, a parliament and regular elections – but has systematically hollowed them out.

    In his first two years he packed Hungary’s constitutional court, which reviews laws for constitutionality, with loyalists, forced judges off the bench by mandating a lower retirement age and rewrote the constitution to limit judicial review of his actions. He also tightened government control over independent media.

    To boost his image, Orbán funneled state advertising funds to friendly news outlets. In 2016, an ally bought Hungary’s largest opposition newspaper – then shut it down.

    Orbán has also targeted advocacy groups and universities. The Central European University, which was registered in both Budapest and the U.S., was once a symbol of the new democratic Hungary. But a law penalizing foreign-accredited institutions forced it to relocate to Vienna in 2020.

    Yet Orbán has mostly avoided violence. Journalists are harassed rather than jailed or killed. Critics are discredited for their beliefs but not abducted. His appeal rests on a narrative that Hungary is under siege – by immigrants, liberal elites and foreign influences – and that only he can defend its sovereignty and Christian identity. That message resonates with older, rural, conservative voters, even as it alienates younger, urban populations.

    A global shift in autocrats

    In recent decades, variants of spin dictatorship have appeared in Singapore, Malaysia, Kazakhstan, Russia, Ecuador and Venezuela. Leaders such as Hugo Chávez and the early Vladimir Putin consolidated power and marginalized opposition with minimal violence.

    Data confirm this trend. Drawing from human rights reports, historical records and local media, my colleague Sergei Guriev and I found that the global incidence of political killings and imprisonments by autocrats dropped significantly from the 1980s to the 2010s.

    Why? In an interconnected world, overt repression has costs. Attacking journalists and dissidents can prompt foreign governments to impose economic sanctions and discourage international companies from investing. Curbing free expression risks stifling scientific and technological innovation – something even autocrats need in modern, knowledge-based economies.

    Still, when crises erupt, even spin dictators often revert to more traditional tactics. Russia’s Putin has cracked down violently on
    protesters and jailed opposition leaders. Meanwhile, more brutal regimes such as those in North Korea and China continue to rule by spreading fear, combining mass incarceration with advanced surveillance technologies.

    But overall, spin is replacing terror.

    America too?

    Most experts, myself included, agree that the U.S. remains a democracy.

    Yet some of Trump’s tactics resemble those of informational autocrats. He has attacked the press, defied court rulings and pressured universities to curtail academic independence and limit international admissions. His admiration for strongmen such as Putin, China’s Xi Jinping and El Salvador’s Nayib Bukele alarms observers. At the same time, Trump routinely denigrates democratic allies and international institutions such as the United Nations and NATO.

    Some experts say democracy depends on politicians’ self restraint. But a system that survives only if leaders choose to respect its limits is not much of a system at all.
    What matters more is whether the press, judiciary, nonprofit organizations, professional associations, churches, unions, universities and citizens have the power – and the will – to hold leaders accountable.

    Preserving democracy in the US

    Wealthy democracies such as the U.S., Canada and many Western European countries benefit from robust institutions such as newspapers, universities, courts and advocacy groups that act as checks on government.

    Such institutions help explain why populists such as Italy’s Silvio Berlusconi or Israel’s Benjamin Netanyahu, although accused of bending electoral rules and threatening judicial independence, have not dismantled democracy outright in their countries.

    In the U.S., the Constitution provides another layer of protection. Amending it requires a two-thirds majority in both houses of Congress and ratification by three-quarters of the states – a far steeper hurdle than in Hungary, where Orbán needed only a two-thirds parliamentary majority to rewrite the constitution.

    Of course, even the U.S. Constitution can be undermined if a president defies the Supreme Court. But doing so risks igniting a constitutional crisis and alienating key supporters.

    That doesn’t mean American democracy is safe from erosion. But its institutional foundations are older, deeper and more decentralized than those of many newer democracies. Its federal structure, with overlapping jurisdictions and multiple veto points, makes it harder for any one leader to dominate.

    Still, the global rise of spin dictatorships should sharpen awareness of what is happening in the U.S. Around the world, autocrats have learned to control their citizens by faking democracy. Understanding their techniques may help Americans to preserve the real thing.

    I said when I addressed the Royal Television Society at the end of last year that there is a choice ahead of us, whether we choose to be the last guardians of this chapter or the first pioneers of the next. And those of you in this room are those pioneers, public service broadcasters, providing an engine room of talent development and creativity, a strong independent sector producing and distributing British content seen at home and around the world on screens big and small, a rich and varied press holding the powerful to account, not always comfortably for us in government, but essential to the functioning of a healthy democracy, and an advertising ecosystem that underpins all of this and makes it possible. 

    You and your sectors are central to the cultural, democratic and economic life of this country and many other countries around the world. This government values what your sectors bring to the economy, to skills and good jobs, and as a symbol of that, we have chosen to back the creative industries as one of the eight highest growth industries in the UK in our forthcoming industrial strategy. Over the last decade, the creative industries have increased their output at more than one and a half times the rate of the rest of the economy. They, you, are a major UK employer. You drive growth at home and you project the UK overseas. Collectively, you underpin a hugely important industry for this country. And whilst we will have more to say on the sector plan shortly, that will put rocket boosters under the creative industries, I want to say now that this government recognises your value and we have your back.

    But the media is, and always has been, about much more than that. And there’s one issue above many others that I want to talk with you about today. Trust. Last summer, when many of our towns and cities went up in flames, nobody could ignore the fractured nature of society. We have found multiple ways to divide ourselves from one another over recent decades, and it feels at times that we’ve lost the ability to understand one another. When people are working harder than ever before, but can’t make ends meet, when their contribution is not seen or valued, when politicians display a violent indifference to the things that matter, a decent high street, transport, a viable football club, it is no wonder that people lose trust, trust in our leaders, trust in our democratic institutions and trust in each other.

    That’s when news and information becomes critical. Not the sort of news and information that helps to polarise and divide, but trust in news that builds a shared understanding of the world.

    And we’re all of us in this room custodians, custodians of our institutions, but more than that, custodians of a cohesive, self confident country. And who of us can look at this country and the world right now and say that we’re succeeding?

    We know that people rate traditional news sources high on trust, accuracy and impartiality. We also know that news sourced via social media is rated significantly lower, and I think we’re all aware of the darker side of social media, where facts are disputed and division is sown. Against that backdrop, your work is not just important, it is central to the future of this nation.

    I’ve always believed in the power of media, because it is in my blood. My mum was one of the only female editors at Granada TV in 1989, running a busy newsroom on the day that Hillsborough happened. I remember vividly as a 10 year old sitting in the newsroom with my sister until late into the night as the horrific scenes unfolded, watching her make the agonising call for the cameramen on the ground to keep filming rather than aid the rescue effort. That footage would later become critical in achieving justice for the 97, revealing evidence of a cover up and improving safety in stands at football grounds.

    I watched my stepdad make the call to commission ‘Who Bombed Birmingham?’ and persist with the program over several months despite intense opposition. That documentary didn’t just go on to ensure the release of the Birmingham Six. It exposed a miscarriage of justice that would send shockwaves through the country and lead to major reforms to the criminal justice system that persist to this day. It’s in these moments that great journalism shines a light into the darkest parts of our country, holds up a mirror to those in power, and reasserts the power of the people.

    I can think of no better recent example of this than last summer, as our towns and cities were set ablaze by violent thugs. It was local media on the ground who countered mis- and disinformation in real time. And they told the real story, the story of our communities, who came together to defend all of us in all of our diversity and led the community fightback.

    Our national and local media is, in short, too important to fail. But we appreciate as a government that you are businesses with a bottom line, and you have been operating in the toughest of environments for some time. You don’t need me to tell you that consumer habits are changing. Seventy one percent of UK adults consume online news in some capacity, twice as many as a decade ago, and that includes some eighty eight percent of 16 to 24 year olds. Just one in 10 pick up a print newspaper, compared to over half of over 75s. And for Gen Z, internet influencers are considered almost as trustworthy as traditional media. So I’m glad that the next session in this conference is focused on news and media in the AI age. 

    But these aren’t the only changes that we are collectively grappling with. When it comes to the media sector, there is enormous upheaval. Print advertising is down by a third, but online advertising has more than doubled. Broadcast viewing is down by a quarter, but on demand viewing is soaring, and the advent of AI, with its enormous potential to support creativity, comes with fresh challenges around copyright, authorship and fair compensation. The consequences of this can be stark and they can be uneven. Take, for example, the dramatic shift in TV commissioning patterns that have seen the UK become a world leader in high end, at the same time that smaller producers have seen the value of their commissions fall by a third and too many talented creatives left out of work.

    We’re living through a revolution, but just as with the invention of the printing press and every revolution since, we don’t run from it, we adapt again, and we learn how to become stronger for it, in a new age. And at a crucial point in our history, governments have always proactively partnered with industry to forge a new path forward, like the Annan Committee in 1974, a landmark review into the future of broadcasting that my dad was a member of. It led to the creation of Channel Four, a recognition that the country had changed, with working classes, women and minority communities crying out to be heard in this new society and a nation that needed to define itself once again. 

    We’re in a similar period of transition now, and transitions need to be managed. Our job as a government is to create the framework so you can keep providing rigorous journalism in an evolving news landscape, among which the creative output that is only produced by people coming together across every part of the United Kingdom, that resonates with them and their lives. That’s why we’ve already acted in the last year to fix the foundations, implementing the Online Safety Act to keep users safe while protecting press and media freedom, recognising the value and importance of recognised news publisher content. Implementing the new digital markets regimes to allow you to challenge market dominance that negatively impacts your business, and convening the National Committee for the Safety of Journalists, to bring industry and government together to protect journalists and allow you to speak truth to power.

    I’ve heard from you the need for fair competition and a government that supports you. That’s why we’ve already acted to protect the sustainability of the sector, implementing the Media Act, delivering a new, more sustainable settlement for our public service broadcasters, so they can continue to invest in high quality original UK content, as well as a level playing field for our radio stations. Hearing your concerns about less healthy food advertising restrictions and acting quickly to support clarity and common sense. Increasing funding for community radio stations this year to £1 million to help support hyper local stations that represent and unite their communities. Providing clarity on foreign state ownership of newspaper enterprises, a tough and crucially workable regime to protect our newspapers from foreign interference, while ensuring sustainable investment so that our papers can thrive, and making changes to the media ownership regime to protect news in all its forms from influences that could risk our plural and trusted media.

    But I do want to pause for a moment on AI, which has been the subject rightly of so much debate, not just here, but across the world. We are determined to find a way forward that works for the creative industry and creators, as well as the tech industries. Creators are the innovators, fundamental to our economic success in the future. And with my colleague Peter Kyle, we’re working together to find a better solution. The issue of AI and copyright needs to be properly considered and enforceable legislation drafted with the inclusion, involvement and experience of both creatives and technologists. And so as soon as the Data Bill is passed by Parliament, Peter and I will begin a series of roundtables with representatives from across the creative industries to develop legislation, with both houses of Parliament given time to consider it before we proceed. We approach you with no preferred option in mind. During the consultation we have heard you loud and clear that what works for one part of the creative industries doesn’t work for another. Now you know as well as I do that in this international landscape, there are no easy solutions, but this government is determined to work with you to find a solution with transparency and trust as its foundation. We have heard you loud and clear. 

    I will never stop working for creatives to deliver solutions, transparency and the empowerment that you need in the digital age. We are a Labour government, and the principle of people must be paid for their work is foundational, and you have our word that if it doesn’t work for the creative industries, it will not work for us.

    People are at the heart of this industry, and so we’ve also acted to support the people at the heart of this sector, supporting the launch of CIISA to tackle head on the issues of workplace culture that have plagued our creative industries for too long and denied us a chance to harness the full range of talent that exists in our country. I’ve been particularly pleased to see the BBC’s recent announcement that it will no longer commission companies who are not signed up to the CIISA standards. That is what leadership looks like. I’m publishing updated online safety guidance to support journalists to report in the public interest without fear. I’m proud of what we’ve been able to achieve together in just one year.

    But as the sector evolves, so must we, and we want a vibrant and sustainable media ecosystem with PSBs, streamers, indies, radio, TV, press, thriving across the UK, and not just individually, but collaborating together to invest in the skills, infrastructure and co-productions that we need, and when you do well, we won’t penalise you through new taxes and levies, but ensure that we have a regulatory framework that incentivises inward investment that creates opportunities for businesses, both big and small, and the UK talent to be showcased across the world.

    Take Bad Wolf as an example. First, a successful indie partnering with the BBC, then getting long term investment from Sky, HBO and most recently Sony, and now with the help of the Welsh Government, one of the anchor tenants of the Cardiff creative cluster. Or the growing cluster of audio producers in Manchester, such as Made in Manchester and Audio Always supported by the shift of BBC commissioning to the region.

    I told you this government would have your back, and we will. Over the coming months, we will build on Ofcom’s Public Service Media Review during the summer by taking action to ensure our public service broadcasters can continue to do what they do best long into the future. We will publish a Local Media Strategy to ensure that people in every town, city and village can access trust in news that reflects their lives as reserves better, helping them to hold local public services to account. As a government, we are committed to the biggest devolution of power out of Westminster and Whitehall in a generation, which will make local news and local media the most important that it has ever been. 

    We will launch the BBC Charter Review later this year to support a BBC that is empowered to continue to deliver a vital public service funded in a sustainable way. We need more collaboration within your sector and especially between our public service broadcasters, to tackle these great social and economic challenges, working together in a number of areas, particularly tackling mis- and disinformation and promoting high quality news by investing in your journalism arms, partnering more rather than competing with or undercutting local news publishers, improving media literacy by helping consumers find and recognise accurate and impartial news reporting, supporting initiatives like BBC Verify and the Local Democracy Reporting Service. 

    We need you to work together to promote high quality children’s content. We all want our young people to grow up to see the high quality content that will educate and inform and equip them for the world. But also to inspire young people who see themselves and their opportunities in your content, bringing untold benefit to the industry in inspiring future generations of content makers. We make great children’s content in the United Kingdom, but we don’t collectively promote it enough.

    And also to understand how you can lead on this great transformation, thinking creatively about alternative ways to monetise your content and assets, and crucially, working together to move to where people are building on and developing more shared platforms and operations, like freely at radio player to help manage costs that make it easier for audiences to access your content.

    We need you to take seriously the need to shift resources, opportunities and commissioning power to every nation and region. There is a principle that will run through our industrial strategy like a thread: economic growth, good jobs, skills and opportunities. Not just in one part of the country, but in every single nation and region, across our towns, villages and cities. So we need you to step up and do more, not just paying lip service to the need for regional and national content, but really embedding yourselves in those communities to make sure that those voices are heard, those stories are told. Because talent is everywhere, but opportunity is not.

    In a world where trust is at a premium, it’s easy to draw divisions: broadcasters versus streamers, online versus print, local versus national, big versus small. But we have to reject that way of thinking. Because despite all the talk of challenges, and there are many, the fundamentals of our media sectors are strong. They have great talent and infrastructure, and I hope that we can work together to create a great policy framework too, so that you can continue to be the custodians of our national life and usher this country into the coming decade.

    It’s my firm belief that this country has been through difficult times, buffeted by global forces and decision-making at home, and we need to take this moment to recover our sense of self confidence. When it comes to the creative industries, whether it’s film, TV, fashion, music, arts, culture, we are really good at this stuff. We light up the world with the content that we’re able to make and produce and we change lives here, at home and overseas. 

    Recently, I was in India and then Japan, and I couldn’t fail to be impressed by the esteem in which British media and creatives are held. Millions of people around the world watch big budget dramas like ‘Doctor Who’ and ‘Bridgerton’, but they also watch a slew of other fantastic shows and formats from ‘Planet Earth’ to ‘Come Dine With Me’ and everything in between. They read our news, they watch our adverts, they listen to our podcasts. 

    What that does is not just project the UK to the rest of the world, but it connects people in an increasingly fragmented, divided and polarised world. So many of the people I spoke to wanted to come and make things in the UK with the UK, we are a cultural powerhouse. No one will be a more passionate advocate for our sectors than me or our ministerial colleagues at DCMS. 

    So know that you have our full support as we enter this new era. Know that I am confident that if we work together, we can face head-on these challenges and make the most of change as a country. We’ve been drifting too long, but now is the time to chart a new course, a media that is fiercely independent, that creates and produces some of the best content in the world. That draws on the talent that exists in every corner of our country to shape, define and give voice to our national story, and provide those moments that bring us together in shared experience at a time when so much of our consumption is fractured and polarising. As we look to this new era and a new country, let nobody say that it falls to anybody else. It falls to us.

    Da Nang (Agenzia Fides) – More than ten thousand faithful, from all the parishes and communities of the vast diocese of Da Nang – which covers more than 10,000 square kilometers in central Vietnam – participated in the Jubilee pilgrimage to the Marian Shrine of Our Lady of Tra Kieu, on the occasion of the Holy Year 2025. The Marian site, deeply rooted in popular devotion, commemorates an apparition of the Virgin Mary that occurred 140 years ago, when, according to local tradition, the Mother of God appeared to console, encourage, and help her children in times of difficulty. The pilgrimage – celebrated on the Solemnity of the Visitation of the Virgin Mary – has been defined as “an event of love, faith, commitment, and service, an opportunity to profess one’s faith in the face of the challenges of the present time,” explained to Archbishop Joseph Dang Duc, Coadjutor of the Archdiocese of Hue and, at the same time, Apostolic Administrator of Da Nang. The prelate presided over the solemn Eucharist, concelebrated by hundreds of priests, and attended by numerous men and women religious, and lay faithful.The pilgrimage had a double meaning: on the one hand, it concluded the traditional “month of flowers” – the month of May, dedicated in Vietnam to Marian devotion—and, on the other, it served as spiritual preparation for the Solemnity of Pentecost. The Vietnamese Catholic community, which represents approximately 7% of the country’s population (about seven million faithful), expresses a profound devotion to the Virgin Mary. Throughout the month, the faithful participated in celebrations, prayer vigils, open-air Masses, and community rosaries at Marian shrines, where fresh flowers were offered as a sign of love and gratitude to the Mother of God. The pilgrimage was also a celebration of Mary as the “Woman of Pentecost,” which falls on June 8. The faithful go to the places where the Virgin Mary appeared to save Catholics during the bloody persecutions in the history of the Vietnamese Church, such as Our Lady of La Vang in the Diocese of Hue, Our Lady of Nui Cui in the Diocese of Xuan Loc, or Our Lady of Tra Kieu in the Diocese of Da Nang, to ask for her protection. Mary, in fact, filled with the Holy Spirit, demonstrates in herself the work that the Spirit accomplishes in every believer. “Mary,” was the reflection proposed to the faithful by the Vicar General, Father Bonaventura Mai Thai, “is in the Cenacle as the first to receive the fullness of the Holy Spirit. Mary is a great connoisseur of the Spirit’s action. She lives in a profound relationship with God and the Holy Spirit, thus becoming a model for the apostles and for all of us. Mary is a model of openness and acceptance of the Spirit of God. Contemplating Mary at Pentecost, we have the opportunity to allow ourselves to be shaped by the Holy Spirit to transmit God’s love to the world.”The figure of Mary, who sets out to reach Elizabeth’s house, Archbishop Joseph Dang Duc noted, is “the image and model of a synodal Church, a Church that knows how to go out of herself to encounter, listen to, and serve her neighbor.” “Mission today means not remaining locked up at home or in church, but is an invitation for all to reach out to the poor, the suffering, and the marginalized who need support, comfort, and encouragement, starting with those at our side, in our families or in our communities.” Mary,” he added, “was filled with the Holy Spirit. This is an important reminder for all members of the People of God in our diocese. All activities, community gatherings, liturgies, and pilgrimages, without the grace of the Holy Spirit, will be purely social gatherings. With the presence of the Holy Spirit, they will be spiritual moments lived in the presence of God, and will bring renewal, true joy, and peace to hearts. Today, each of us, regardless of our status and mission, whether priest, religious, or lay person, is invited to live in a spirit of gratitude, humility, and dedication, like the Virgin Mary, to know how to trust, praise, and give thanks to God.”Thus, he concluded, “the pilgrimage to the Marian shrine of Tra Kieu is not only an individual act, but a communal act to renew our vocation and mission, since we are all the people of God and we are all walking together in faith, in love, toward evangelization.”The Diocese of Da Nang has been the cradle of Catholicism in southern Vietnam. The roots of Christian preaching date back to three Jesuit missionaries who landed in Hoi An in 1615 and began their work of evangelization. One of the fruits of their preaching was the first Vietnamese blessed and martyr, Blessed Andrew of Phu Yen, a catechist beatified in 2000 by Pope Saint John Paul II. In the 17th and 18th centuries, Da Nang was one of the main centers of the diocese of Cochinchina (in southern Vietnam), a place from where missionaries departed.The Marian shrine of Tra Kieu, located in Quang Nam province, is a well-known pilgrimage destination. In September 1885, the Blessed Virgin Mary is said to have appeared at the top of the church in the Catholic village of Tra Kieu to help parishioners defeat the royal soldiers who were trying to exterminate the village’s Christian inhabitants. John XXIII created the Diocese of Da Nang on January 18, 1963. The territory includes the city of Da Nang and the province of Quang Nam. (“Tactile Medical”; the “Company”) (Nasdaq: TCMD), a medical technology company providing therapies for people with chronic disorders, today announced the presentation of new clinical data at the American Society of Clinical Oncology (ASCO) 2025 Annual Meeting that demonstrates significant clinical and quality-of-life benefits associated with use of the Company’s Flexitouch Plus versus usual care in treating patients with head and neck cancer-related lymphedema.

    “Current modalities for managing head and neck cancer-related lymphedema include therapist guided lymphedema treatment and lifelong home-based self-care. However, data shows that patients face substantial barriers to accessing these modalities, which limits the number of patients receiving treatment and delaying therapy initiation for those who do,” said Principal Investigator, Barbara Murphy, MD, Professor of Medicine, Director, Head and Neck Research Program, and Director, Pain and Symptom Management Program at Vanderbilt-Ingram Cancer Center. “Our study found that advanced pneumatic pump technology provides a feasible alternative that reduces swelling, increases speed to initial therapy, and generates strong quality-of-life outcomes.”

    The two-month analysis featured data from the Company’s six-month clinical trial, which examines the effectiveness of Flexitouch Plus, an advanced pneumatic compression device (APCD), versus usual care in treating lymphedema among head and neck cancer survivors. The study includes 236 subjects across 10 academic and community sites, representing the largest prospective, randomized controlled study on this patient group ever conducted in the United States. Outcome measures include changes in disease-specific patient-reported symptom survey scores and objective clinical assessments, including CT imaging.

    Two-month data demonstrated that usual care and APCD are similarly effective treatment modalities for head and neck lymphedema. Specific areas of differentiation showed:

    • Usual care participants took an average of 29.8 days to begin therapist guided lymphedema treatment (TGLT), while APCD participants received their device in 17.9 days;
    • Of participants randomized to usual care, only 71% received TGLT compared to 94.9% of those in the APCD group;
    • APCD participants had significant reduction in swelling via digital photography and total Head and Neck Cancer Related Lymphedema and Fibrosis Grading (HN-LEFG) scores while usual care participants exhibited marginal improvements; and
    • Self-reported symptom improvement occurred in both groups, with APCD demonstrating significant improvement on three of the six health-related quality-of-life sub scales.
