  • Heavy rains batter Kerala and coastal Karnataka: red alerts issued

    Torrential monsoon rains wreaked havoc across Kerala and coastal Karnataka on Friday, triggering landslides, flooding, widespread power outages, and disrupting daily life in both states.

    Authorities have issued red alerts in several districts as the situation continues to worsen.

    In Kerala, heavy downpours led to extensive damage and waterlogging across multiple districts. The India Meteorological Department (IMD) issued red alerts for Idukki, Kannur, and Kasargod, and orange alerts for 11 other districts, including Thiruvananthapuram, Alappuzha, and Kottayam.

    Flooding in low-lying areas of Kottayam, Alappuzha, and Pathanamthitta forced hundreds of residents to seek refuge in relief camps.

    State Fisheries Minister Saji Cherian, expressing concern about the worsening situation in his hometown Chengannur, said: “Am told by people in the know of things that if the rain waters do not come down, what was witnessed in 2018 might happen.”

    “All district and revenue officials are on high alert and have been instructed to act swiftly if conditions deteriorate further,” Cherian told IANS.

    Public life has been significantly disrupted – educational institutions were closed in 11 out of 14 districts, train services were cancelled or delayed, and road transport suffered due to landslides and uprooted trees.

    Over five million homes experienced power outages, with the Kerala State Electricity Board estimating damages worth Rs 120 crore. In a tragic incident, an 85-year-old woman died in Ernakulam district after a tree fell on her during the storm.

    In coastal Karnataka, a six-year-old girl identified as Fathima Nayeema lost her life in a landslide in Montepadavu, Ullal taluk, near Mangaluru. The landslide buried two houses, prompting emergency rescue operations. While two people were pulled out safely, rescue efforts for three others trapped under debris are ongoing.

    In Mangaluru, relentless rain flooded several areas, with around 50 houses inundated in Kallapu, leading to emergency evacuations. The district administration declared a holiday for all schools, Anganwadi centres, and colleges, and issued strict advisories against venturing near the sea. Similar precautions were taken in Udupi, where educational institutions were also shut.

    The IMD has issued a red alert in Karnataka for Mangaluru, Udupi, Kodagu, Chikkamagaluru, and Hassan until June 2, while orange alerts are in place for Karwar, Shivamogga, Mysuru, Kalaburagi, and Bidar.

    Emergency helpline numbers have been issued, and a ban has been imposed on visiting beaches, rivers, and waterfalls in the affected coastal regions.

    Meanwhile, Bengaluru remained under a cloudy sky, with weather authorities predicting more rainfall in the coming days.

  • MIL-OSI United Kingdom: Highland Council agrees regional adaptation plan to support coastal communities

    Members of the Highland Council’s Economy and Infrastructure Committee have today agreed a Regional Coastal Change Adaptation Plan which will enable coastal communities to become more resilient to the impacts of climate change over time.

    Chair of the Economy and Infrastructure Committee, Councillor Ken Gowans said: “The world’s climate is changing and already the sea level around Scotland is rising at an alarming rate. Highland coastlines are home to much of our region’s population as well as significant infrastructure such as harbours, ports, roads and railways. It’s crucial that we do everything we can to prepare and support communities who may be affected by increased coastal impacts as a result of climate change. There is a risk that flooding and erosion will impact our communities more frequently and this plan will help us to mitigate disruption to communities, infrastructure and assets along our coastlines.”

    The Regional Coastal Change Adaptation Plan (Regional CCAP) provides an overview of the risks across the Highland Council area, identifying communities and assets that are most likely to be negatively impacted by climate change, rising sea levels, coastal erosion and flooding.

    Cllr Gowans continued: “The plan recognises the need to be flexible in how we respond to the impacts of climate change along our coastlines, in order to help Highland communities and the Highland Council manage current and future risks. Our coastal zone is known for its rich biodiversity, cultural and environmental heritage and it also plays an important role in the Highland economy through industry and tourism. By identifying the highest risk locations and enabling progress at local levels, we can develop an adaptive pathway approach to support our coastal communities, biodiversity, cultural heritage and environment to adapt to the impacts of coastal climate change over time.”

    The plan provides a flexible framework to address long-term and short-term climate change risks and enables Highland Council and coastal communities to adapt and become more resilient to climate change impacts now and in the future. 29 high-risk locations have been identified for further investigation and potential development of Local Coastal Change Adaptation Plans.

    Cllr Gowans added: “For the plan to be successful, it will be important for us to work with communities at risk and collaborate with asset owners and neighbouring local authorities to ensure we can steer future development away from risk whilst safeguarding coastal locations. The plan will be reviewed and updated going forward and made public on our website for shared learning opportunities.”

    Government must rethink their decision that could put many people at risk this winter and beyond.

    A plan to ban winter evictions has been voted down by the Scottish Government, in a move the Scottish Greens have labelled “shameful”.

    The plan put forward as an amendment to the Housing (Scotland) Bill, would have prevented landlords from evicting renters between November and March every year, preventing thousands of people from being made homeless during the harshest, coldest months of the year where weather conditions can often be life-threatening.

    In 2022, the Scottish Greens secured temporary protections from evictions for renters, giving peace of mind to those at risk of homelessness during the harshest months. 

    Reacting to the vote, Scottish Greens MSP Maggie Chapman said:

    “It is shameful that the Scottish Government has voted against a winter evictions ban. While we may be approaching summer with the coldest months ahead far from our minds, for people at risk of homelessness, the threat of a winter without a roof over their heads is real and fast approaching.

    “Every winter, too many people and families are kicked out of their homes, sometimes for unwarranted reasons by landlords who don’t take their obligations seriously.

    “We live in an era of sky-rocketing rents, high utility bills and low wages that don’t keep pace. The cost of living crisis is still very much with us. Renters need protections just as much as they did when inflation was at its height.

    “But instead of giving renters more rights, the Scottish Government has made it clear that it is on the side of landlords. It has favoured the wealthy over working people, which will only serve to deepen inequality and put more people at risk of homelessness.

    “I will bring these important protections back at Stage 3 of the Bill, giving the Government and opposition parties the chance to protect people and their families facing crisis, and help to ease the ongoing housing emergency in Scotland.”

  • There could be no greater injustice: PM Modi accuses opposition of betraying Bihar, promises new era of progress

    Prime Minister Narendra Modi on Friday took a sharp dig at the opposition during his public rally in Bikramganj, Rohtas district, accusing them of deceiving Bihar for decades and now attempting to misuse the narrative of social justice to regain power. Speaking to a large gathering, PM Modi said that under previous regimes, Bihar’s poor and marginalized communities—especially Dalits, backward classes, and tribal groups—were denied basic amenities and forced to migrate in search of better lives.

    “For decades, Dalits, backward classes, and tribal communities in Bihar lacked even basic sanitation,” PM Modi said. He added that many were denied access to banking services, remained homeless, and lived without proper shelter. “Is this the social justice promised by the opposition? I say there can be no greater injustice than this,” he asserted.

    The Prime Minister criticized opposition parties for not genuinely caring about the struggles of marginalized communities. He also censured them for bringing foreign delegations to Bihar merely to highlight poverty, instead of focusing on development work. PM Modi observed that after losing support among Dalits and other marginalized groups due to their failures, the opposition is now trying to revive its political identity by invoking social justice.

    In contrast, PM Modi highlighted the “new dawn” of social justice under the current government. He said his administration has ensured access to essential services for the poor, aiming to reach 100% of eligible beneficiaries. “Four crore new houses have been provided, and three crore women are being empowered through the ‘Lakhpati Didi’ initiative,” PM Modi said. Over 12 crore households now enjoy tap water connections, improving living standards nationwide.

    He further noted that every senior citizen above 70 is entitled to free medical treatment worth up to ₹5 lakh, while free ration is provided monthly to support the needy. “Our government stands firmly with every poor and underprivileged individual, ensuring their well-being and upliftment,” PM Modi affirmed.

    PM Modi praised Bihar’s launch of the Dr. Bhimrao Ambedkar Samagra Seva Abhiyan, under which 22 essential welfare schemes are delivered simultaneously to villages, ensuring no eligible family is left behind. He announced that over 30,000 service camps have already connected lakhs of beneficiaries to these programmes, bringing the state closer to the vision of Baba Saheb Ambedkar, Karpoori Thakur, Babu Jagjivan Ram and Jayaprakash Narayan.

    On the infrastructure front, PM Modi laid the foundation stone for the Rs 29,930 crore Nabinagar Super Thermal Power Project Stage-II (3×800 MW) in Aurangabad district. The project aims to boost energy security for Bihar and eastern India, stimulate industrial growth, create jobs, and provide affordable electricity.

    He also laid foundation stones for multiple road projects, including the four-laning of Patna–Arrah–Sasaram section of NH-119A, six-laning of the Varanasi–Ranchi–Kolkata highway (NH-319B) and Ramnagar–Kacchi Dargah stretch (NH-119D), and the construction of a new Ganga bridge between Buxar and Bharauli. These projects will improve high-speed connectivity across Bihar, enhancing trade and regional integration.

    PM Modi also inaugurated the four-laning of Patna–Gaya–Dobhi section of NH-22 worth around Rs 5,520 crore and the elevated highway and at-grade improvements in Gopalganj town on NH-27.

    Furthering his commitment to rail infrastructure, PM Modi dedicated the third rail line between Son Nagar and Mohammad Ganj, a project worth over Rs 1,330 crore, to the nation.

  • MIL-OSI Russia: The Polytechnic University remembers: 80 years of Victory through the eyes of the SPbPU Student City

    University youth have always played a key role in preserving historical memory and perpetuating the feat of the heroes of the Great Patriotic War. Students and staff of the Student City were no exception – they actively participated in university events dedicated to the anniversary of the Great Victory. In an effort to preserve the memory of the Student City’s contribution during the war, the united student council of the SPbPU dormitories initiated its own projects aimed at education and preserving the historical heritage.

    Information stands telling about the role of students during the war were placed in all the dormitories and hotels of the Student City. These stands became not only a tribute to memory, but also an opportunity for new generations of students to touch the pages of the past. Particular attention was paid to memorial sites – ceremonial flower-laying ceremonies were held at the dormitories on Lesnaya Street, as well as at the “Blockade Well” on Nepokorennykh Avenue.

    In addition, a series of videos was prepared for social networks, revealing the heroism of those who lived in dormitories during the war years. Thanks to living testimonies, archives and photographs, we can understand at what incredible cost in the conditions of war students continued to study and live.

    The beginning of the war

    From the recollections of Flight Research Institute student Zalman Reznikov-Levit: June 22, 1941. A clear, gentle, sunny day. The student campus “on Flyugov” was quiet. An examination session was underway. Everyone was sitting with their notes, preparing to take the next exam. The session was coming to an end. I was preparing “Electric Drive”, which was due tomorrow, Monday, June 23. The morning was clear and calm. Suddenly the radio announced that at 12 o’clock the Chairman of the Council of People’s Commissars of the USSR, Comrade V. M. Molotov, would speak on the radio. I felt anxious… For the next day, a table was set up in the student campus on the street opposite the canteen near building No. 5, where the registration of volunteers for the student division of the people’s militia began. The registration of those wishing to participate lasted for several days. There were a lot of people around the registration tables, a crush, noise.

    Simultaneously with the announcement of the attack of Nazi Germany on our country, the People’s Commissar of Foreign Affairs of the USSR V. M. Molotov read the Decree of the Presidium of the Supreme Soviet of the USSR on the mobilization of persons born between 1905 and 1918 into the Red Army. As the director of the Student City Iraida Grigoryevna Otto recalled, military tables were organized in the premises of the factory-kitchen on a voluntary basis. The staff of the Student City delivered summonses to persons who had to appear at the recruiting stations. The administration also created self-defense groups in the Student City with the help of public organizations. They consisted mainly of women and children aged 12 to 17. The duties of the participants in these groups, in addition to regular duty, included sealing windows with paper tape, filling sandbags, and keeping watch in the attics.

    Student City Buildings

    Student canteen #6, located in the third dormitory, was transferred to the hospital. The hospital’s service personnel were housed in part of the second academic building. In the first days of the war, the V and VI buildings of the Student City were occupied by an evacuation hospital. As TVN worker P. Fomin recalls, it was there that he was treated for his wounds. 85% of the glass in the building had been replaced with plywood, the heating no longer worked, and there was no water. Due to the lack of fuel, the heat supply to the Student City buildings ceased, and the remaining students heated their rooms with temporary shelters. On December 31, 1941, due to improper use of a “potbelly stove”, the IV building caught fire. A third of the building burned down, and two fires that occurred in January completely destroyed the IV building of the Student City.

    The commander of the 7th company was a career firefighter A. Kudryavtsev, and the political instructor was a polytechnic student Valentin Vernitsky. The platoon headquarters was located in the Red Corner of the first building of the Student City on Lesnoy, 65. From September 11, the entire regiment was transferred to barracks. As student Vera Sharova recalls, the female firefighters lived in two rooms on the fifth floor of the first building of the Student City, and the guys lived with the company leadership in the basement of a building on the corner of Lesnoy Prospekt and 1st Murinsky. Every day, the platoon fighters gathered at the command post, from where they went on patrol.

    In addition, a tank regiment was located in the Student City. It stayed in the main building for only 12 days, after which it was transferred to the VII Corps of the Student City, located at 14 Pribytkovskaya Street. This street no longer exists. It is built up with houses, including the institute’s dormitories. Regular scheduled classes had effectively ceased by November 1941 due to the small number of groups. Lectures were often held in the apartments of teachers or in student dormitories.

    Before the war, flowers and seedlings were grown on the territory of the Polytechnic. So by the summer of 1941, gardeners had everything ready for growing flowers. But the war messed up their plans. It was too late to start planting vegetables; they were planted in the spring. Gardening was transformed into a subsidiary farm of the institute, and its staff increased. Already from mid-July 1942, the institute’s employees were harvesting.

    Victory Day

    Two o’clock in the morning. The dormitory was quiet, almost everyone was asleep. But as soon as the radio announced the capitulation of Nazi Germany, all the students and teachers were on their feet. The corridors began to stir, people congratulated each other, kissed each other. Songs thundered throughout the corridor, – a quote from the newspaper “Polytechnic” from May 16, 1945.

    After the announcement of Victory at 2:20 a.m. a rally was organized, after which dancing and singing began. The fun continued until six o’clock in the morning.

    By the way, the restoration of the Polytechnic buildings began in the summer of 1944. Workshop No. 1 was tasked with repairing the metal roof of the first and second academic buildings, and then the Main Building and the dormitories on Lesnoy. Special teams were created, which were joined by students arriving from evacuation.

    This page of the history of the Great Patriotic War is forever inscribed in the fate of the university and the Student City, becoming a symbol of the contribution to the education of a strong, courageous generation of defenders of the Motherland.

  • MIL-OSI Global: From working class pubs to sold-out stadiums: how darts has become a major international sport

    Few sports have witnessed a transformation as dramatic as darts in recent years.

    From its origins as a pub game stereotypically played with cigarette and beer in hand, darts is now serious business.

    With surging television ratings and huge demand for live events, the growth of darts continues to leave many sports looking on in envy.

    There has been a combination of factors at play – not least one exceptionally prodigious teenager. Before discussing those factors, it’s worth taking a closer look at the numbers.

    Becoming big business

    Darts sits alongside a select few sports to have achieved significant commercial growth over the past decade.

    While not at the scale of sports such as the Ultimate Fighting Championship (UFC) and Formula 1, the rise of darts has been prolific.

    In the United Kingdom, a record-breaking peak of 3.7 million viewers watched the 2024 Professional Darts Corporation (PDC) World Championship final. It was Sky Sports’ highest-ever non-soccer broadcast.

    In addition to the PDC World Championship – the sport’s premier knockout event – viewership records were also broken across the 2024 Premier League Darts season, a league-format competition featuring weekly fixtures between top-ranked players.

    On the UK’s Sky Sports, the 15 most-watched nights in the competition’s history all occurred that year.

    The PDC World Championship and Premier League Darts sit alongside the World Matchplay as the “Triple Crown” of most important darts events.

    Outside the UK, darts viewership also continues to grow.

    The Netherlands remains a strong and expanding heartland, while in Germany, viewership for the World Championship final has increased eightfold since 2008.

    In Australia, precise viewing figures are not widely available, but the Foxtel Group’s landmark four-year deal with the PDC in 2023 suggests rising demand.

    Surging audiences are translating into significantly larger broadcast deals.

    In 2025, Sky Sports reportedly outbid Netflix to secure a new £125 million (A$260.3 million) deal for exclusive UK coverage of the PDC for 2026–30. That was double the size of the previous deal.

    In contrast, many other sports face stagnation or even sharp declines in media rights value.

    For instance, the UK Super League rugby’s rights on Sky Sports fell from £40 million (A$83.3 million) per season in 2021 to £21.5 million (A$44.5 million) in 2024.

    Similarly, in soccer, the French Ligue 1’s TV deal with DAZN collapsed due to underwhelming subscriber numbers. Meanwhile, ESPN walked away from its long-standing agreement with Major League Baseball after unsuccessfully trying to cut its US$550 million (A$848 million) annual payment down to $200 million (A$309 million).

    Prize money in darts has also exploded.

    Next year, the winner of the two-week long World Championship will bank £1 million (A$2.08 million) – doubling this year’s purse.

    The prize money was £60,000 (A$124,960) in 2005, representing a 1,567% increase over 20 years.

    Tickets are also hot property. Premier League and World Championship sessions often sell out within minutes worldwide: the UK, Bahrain, New York and even Wollongong have become key stops in darts’ international calendar.

    The recipe for success

    Like Formula 1 and the UFC, darts benefits from being privately operated.

    Without the typical bureaucracy and conflicting interests seen in many traditional sport governing bodies, the PDC can respond more quickly to audience preferences and market opportunities.

    This streamlined, commercially driven approach has been key to darts’ growth.

    The sport has been expertly tailored to modern audiences.

    One of darts’ best-known selling points is the live event experience. The entertainment-first approach is known for loud music, the showmanship of player walk-ons, fancy dress from the crowd and yes, often plenty of alcohol.

    The lines are blurred between sport and party and fans love it.

    Culturally, darts is seen by many as fun, relatable, and rooted in working-class culture. After all, its heritage is in the pub.

    Darts is ideally suited to modern sport media consumption habits: PLD matches last only 20–30 minutes and the up-close TV product works perfectly for social media highlight clips.

    It is also one of the few sports where women compete directly against men.

    This adds another layer of interest for fans and has helped elevate stars such as Fallon Sherrock, who made headlines in 2019 by becoming the first woman to win a match at the PDC World Championship, eventually reaching the final 32.

    A prodigy emerges

    The so-called “Littler Effect” has given darts’ profile a significant boost.

    The emergence of talented teenager Luke Littler has broken new ground for the sport and drawn global interest.

    The English prodigy, who has quickly risen to fame, is by far the sport’s biggest star, but it would be unfair to say darts is a one-man band.

    Luke Humphries and Michael van Gerwen enjoy significant profiles while Phil Taylor is regarded as the sport’s greatest player. Australia’s Simon “The Wizard” Whitlock also forged a successful career.

    There is also colourful two-time world champion Peter Wright.

    Where to from here?

    The success of darts reveals much about modern sports audiences and their preferences.

    Darts does not rely on traditional ideas of athletic excellence, nor does it fit the Olympic ideal.

    Yet, darts is thriving while many traditional sports are stagnating.

    Darts’ success stems from remaining authentic to its working-class roots while evolving into an engaging commercial product suited for television, short-form content and digital media.

    For darts to fully achieve its global potential, the next step has to be continued international growth. Although it has grown steadily in markets like Australia and throughout Asia, the UK remains darts’ dominant base.

    As the global sports marketplace becomes more fragmented and competitive, darts is well positioned to continue growing.

    Block Grant for Scottish Government hits £50 billion

    The block grant for the Scottish Government this year is £50 billion following Main Estimates 2025-26 published on Thursday.

    The Scottish Government already had the largest real terms spending review settlement in the history of devolution of £47.7 billion. Following revisions at the Spring Statement and Main Estimates, the Treasury has now confirmed the latest settlement is £50 billion.

    Secretary of State for Scotland Ian Murray said:

    The UK Government delivered the largest spending review settlement in the history of the Scottish Parliament, now Scots rightly expect to see that record finding deliver better results like lower NHS waiting lists, better attainment in Schools, more police on the beat and more housing.

    I was very concerned this week to see that attainment targets for Scottish schools have been reduced and housebuilding has fallen by 4,000, meanwhile police officer numbers are lower than when police Scotland was established and 800,000 Scots are on an NHS waiting list.

    Where the UK government has responsibility for public services, we are seeing NHS waiting lists fall, more housing being built and more bobbies on the beat, all part of our Plan for Change. This historic funding deal for the Scottish Government should be delivering similar results.

    Background:

    • Main Estimates was published on Thursday, providing the Scottish Government with £572m in additional funding in 2025-26, including £454m through the Barnett formula.
    • It also confirmed the Scottish Government’s £1.8bn RDEL depreciation funding in 2025-26, including student loans.

    The value of residential mortgage loans approved in April was $25.3 billion, a 2.4% increase compared with March, the Monetary Authority announced today.

     

    Mortgage loans financing primary market transactions decreased 7.5% to $9.3 billion, while financing secondary market transactions increased 17.6% to $13.7 billion.

     

    Loans for refinancing decreased 23.5% to $2.3 billion.

     

    Mortgage loans drawn down during April amounted to $17.1 billion, a 7.7% rise from March.

     

    The number of mortgage applications in April dropped 7.8% month-on-month to 7,795.

     

    The outstanding value of mortgage loans increased 0.2% to $1.8819 trillion at end-April.

    Prime Minister Narendra Modi, on Friday, underlined the central government’s commitment to building a modern and self-reliant Bihar, with a strong focus on green energy, infrastructure development, and farmer welfare.

    Addressing a gathering in Bihar’s Karakat, PM Modi highlighted the ongoing construction of a solar park in Kajra as a step towards increasing the state’s renewable energy capacity. He said the initiative aligns with the larger national agenda of clean energy transition and reflects the government’s resolve to reduce dependence on fossil fuels.

    Speaking on the benefits of the PM-KUSUM scheme, the Prime Minister said farmers are being empowered to generate additional income through solar energy. He also noted that the use of renewable-powered agricultural feeders is ensuring a reliable power supply to farmlands, contributing to enhanced agricultural productivity. “These efforts have not only improved the quality of life in rural areas but have also ensured greater safety for women,” he added.

    The Prime Minister emphasised that modern infrastructure brings maximum benefits to villages, the poor, farmers, and small industries by linking them to national and international markets. He said that new investments in the state are generating new employment opportunities and propelling economic growth.

    Recalling the Bihar Business Summit held last year, PM Modi noted that several companies had expressed interest in investing in the state. He said the resulting industrial development is helping reduce migration by enabling people to find jobs closer to home. Improved transportation facilities, he added, are allowing farmers to market their produce across wider regions, further boosting the agricultural economy.

    Reiterating the government’s commitment to the welfare of farmers, the Prime Minister said over 75 lakh farmers in Bihar are benefitting from the PM-Kisan Samman Nidhi scheme. He announced the setting up of a Makhana Board in the state and highlighted that Bihar’s Makhana has received a Geographical Indication (GI) tag, which is helping farmers gain better recognition and returns for their produce.

    He also said the Union Budget this year has made provisions for setting up a National Institute for Food Processing in Bihar, which will further support the food processing industry and benefit local farmers.

    In a major announcement, the Prime Minister informed the public that the Union Cabinet has recently approved an increase in the Minimum Support Price (MSP) for 14 Kharif crops, including paddy. He said the decision would ensure better returns for farmers and boost their income during the upcoming crop season.

    The Prime Minister’s address was part of a larger event during which he launched and laid the foundation stone for development projects worth ₹48,500 crore, encompassing infrastructure, energy, transport, and agriculture.

    The Isle of Wight Council has taken a major step forward in protecting and shaping the Island’s long-term development by voting to accept the planning inspector’s required changes to the Island Planning Strategy (IPS).

    The decision, made during an extraordinary meeting of Full Council on Wednesday night, clears the way for the IPS to progress toward formal adoption.

    The IPS is a long-term strategic framework that guides how the Island will manage housing, infrastructure, job creation, and environmental priorities across the Island.

    It strikes a careful balance between the need for new and affordable homes and the protection of the Island’s unique communities, environment and heritage.

    One of the most significant changes required by the Planning Inspectorate was an increase in the Island’s annual housing target.

    While the original draft proposed 453 new homes per year — based on local evidence — the government’s standard method would have required the Island to plan for 1,104 homes annually.

    However, after reviewing the council’s detailed submission and supporting evidence, the planning inspectors concluded that a revised minimum target of 703 homes per year would be required to comply with national planning policies.

    Council officers will now begin to identify how to deliver an additional, modest, 79 homes per year for the first five years of the plan.

    They will also address other minor changes requested by the inspectors. These updates will be subject to public consultation, ensuring residents continue to have a voice in how the Island develops.

    The IPS continues to include strengthened policies to protect the Island’s natural environment and biodiversity.

    It promotes sustainable transport, supports renewable energy, and encourages development in areas with existing infrastructure, especially on brownfield land — helping to reduce pressure on greenfield sites and preserve the Island’s rural charm and nature.

    The plan also addresses key local concerns such as flood risk, coastal erosion, and affordable housing, aiming to ensure that future growth is both responsible, resilient, appropriate, and sustainable.

    Options considered

    Councillors considered several options before reaching their decision.

    The approved route, known as Option A, allows the council to move forward with the IPS while incorporating the inspector’s recommendations. This approach was seen as the most balanced, enabling the council to retain local control over planning decisions while meeting national policy requirements.

    Alternative options included withdrawing the IPS entirely and starting from scratch, which would have triggered the higher housing target of 1,104 homes per year.

    Another proposal to formally challenge the inspector’s recommendations was rejected, as it lacked a credible risk assessment and could have left the Island without a valid local plan — potentially opening the door to speculative and unregulated development.

    A council spokesperson said: “This was not an easy decision, but it was the right one under the circumstances we face. By accepting the Inspector’s recommendations, we are securing a plan that gives us the best chance to protect our Island from speculative development, while still meeting the needs of our communities.

    “Rejecting the plan, starting over or opposing the inspector’s requirements would have left us exposed to far greater housing targets and far less control. The worst of all outcomes for the Island.”

    What happens next?

    Next steps include preparing detailed proposals to meet the revised housing requirement and completing other evidence-based work.

    These will be published for public consultation in the coming months, giving residents another opportunity to help shape the final version of the plan.

         The Immigration Department (ImmD) mounted a series of territory-wide anti-illegal worker operations codenamed “Contribute”, “Rally” and “Twilight”, on May 26, 28, and yesterday (May 29) respectively. A total of 15 suspected illegal workers and three suspected employers were arrested.

    During the anti-illegal worker operations, ImmD Task Force officers raided 294 target locations including a construction site, residential buildings and restaurants. Fifteen suspected illegal workers and three suspected employers were arrested. The arrested suspected illegal workers comprised 10 men and five women, aged 26 to 67. Among them, seven men and three women were holders of recognisance forms, which prohibit them from taking any employment. In addition, two men and two women were also suspected of using and being in possession of a forged Hong Kong identity card. Three men, aged 29 to 59, were suspected of employing the illegal workers and were also arrested.

    An ImmD spokesman said, “Any person who contravenes a condition of stay in force in respect of him or her shall be guilty of an offence. Also, visitors are not allowed to take employment in Hong Kong, whether paid or unpaid, without the permission of the Director of Immigration. Offenders are liable to prosecution and upon conviction face a maximum fine of $50,000 and up to two years’ imprisonment. Aiders and abettors are also liable to prosecution and penalties.”

    The spokesman warned, “As stipulated in section 38AA of the Immigration Ordinance, an illegal immigrant, a person who is the subject of a removal order or a deportation order, an overstayer or a person who was refused permission to land is prohibited from taking any employment, whether paid or unpaid, or establishing or joining any business. Offenders are liable upon conviction to a maximum fine of $50,000 and up to three years’ imprisonment. As stipulated in section 20(1)(a) of the Immigration Ordinance, the Chief Executive may make a deportation order against an immigrant, prohibiting the immigrant from being in Hong Kong at any time thereafter if the immigrant has been found guilty in Hong Kong of an offence punishable by imprisonment for not less than two years. Under the prevailing laws, it is an offence to use or possess a forged Hong Kong identity card or a Hong Kong identity card related to another person. Offenders are liable to prosecution and upon conviction face a maximum fine of $100,000 and up to 10 years’ imprisonment.”

    The spokesman reiterated that it is a serious offence to employ people who are not lawfully employable. Under the Immigration Ordinance, the maximum penalty for an employer employing a person who is not lawfully employable, i.e. an illegal immigrant, a person who is the subject of a removal order or a deportation order, an overstayer or a person who was refused permission to land, has been significantly increased from a fine of $350,000 and three years’ imprisonment to a fine of $500,000 and 10 years’ imprisonment to reflect the gravity of such offences. The director, manager, secretary, partner, etc, of the company concerned may also bear criminal liability. The High Court has laid down sentencing guidelines that the employer of an illegal worker should be given an immediate custodial sentence.

    According to the court sentencing, employers must take all practicable steps to determine whether a person is lawfully employable prior to employment. Apart from inspecting a prospective employee’s identity card, the employer has the explicit duty to make enquiries regarding the person and ensure that the answers would not cast any reasonable doubt concerning the lawful employability of the person. The court will not accept failure to do so as a defence in proceedings. It is also an offence if an employer fails to inspect the job seeker’s valid travel document if the job seeker does not have a Hong Kong permanent identity card. Offenders are liable upon conviction to a maximum fine of $150,000 and to imprisonment for one year. In that connection, the spokesman would like to remind all employers not to defy the law by employing illegal workers. The ImmD will continue to take resolute enforcement action to combat such offences.

    Under the existing mechanism, the ImmD will, as a standard procedure, conduct an initial screening of vulnerable persons, including illegal workers, illegal immigrants, sex workers and foreign domestic helpers, who are arrested during any operation with a view to ascertaining whether they are trafficking in persons (TIP) victims. When any TIP indicator is revealed in the initial screening, the ImmD officers will conduct a full debriefing and identification by using a standardised checklist to ascertain the presence of TIP elements, such as threats and coercion in the recruitment phase and the nature of exploitation. Identified TIP victims will be provided with various forms of support and assistance, including urgent intervention, medical services, counselling, shelter or temporary accommodation and other supporting services. The ImmD calls on TIP victims to report crimes to the relevant departments immediately.

    Today we will discuss the situation in the coal industry. This is one of the basic industries that ensures the stable operation of the most important sectors of the economy, including metallurgy, electric power and housing and utilities. It also participates in solving social problems.

    In this area, Russia is one of the three largest exporters. This means that incentives are being created for the development of transport infrastructure, primarily railways. The main sales markets here are China, India, Turkey and Korea, as well as other countries in Southeast Asia and Africa.

    On the instructions of the President, the Government has implemented a number of measures to support the industry. In particular, an agreement was concluded between Russian Railways and the Kemerovo Region on the guaranteed export of significant volumes of coal in the eastern direction. The share of innovative rolling stock has been increased. Rates for wagon operators and for transshipment in ports have been reduced. An end-to-end transportation technology has been introduced, which has made it possible to reduce delivery time from Kuzbass to southern ports by almost half, which significantly reduces companies’ transportation costs.

    The federal budget financed measures to restructure the coal industry. The funds were used to resettle citizens, as well as for social support for employees dismissed due to the liquidation of organizations, for additional pension provision, technical and other purposes.

    A program is being implemented to further improve working conditions, increase the safety of mining operations and, of course, reduce accidents and injuries.

    The corresponding infrastructure is also being developed. Operation of the Pacific Railway has begun, construction of the ports of Elga and Lavna is underway. Coal mining centers are being created in the east of the country with favorable mining and geological occurrence of raw materials. And a shorter transportation shoulder to the main sales markets.

    New technologies and modern equipment are also being actively introduced. This allows for a significant increase in extraction efficiency and productivity. If in Soviet times about one and a half million people worked in the industry, then according to the results of last year – only slightly more than 150 thousand. At the same time, the volume of extracted raw materials exceeded the values of the last years of the USSR by almost fifteen million tons.

    It is obvious that the innovative potential of the coal industry is far from exhausted. Enterprises are engaged in the implementation of three-dimensional modeling technologies, optimization of mine equipment, coal extraction, including at low-power seams.

    In recent years, the industry has faced new serious challenges. World prices for all types of such fuel have fallen sharply. This year, unfortunately, the situation continues to worsen. In the first four months, export prices have fallen by almost a quarter. The situation is also complicated by the high debt load of companies. Significant expenses are required to maintain current operations, ensure industrial safety, labor protection and the environment.

    A whole series of measures have been developed to level the situation. It is necessary to help promising organizations that are experiencing temporary difficulties.

    In agreement with the President, I gave the corresponding instructions to the Minister of Finance Anton Germanovich Siluanov, the Minister of Energy Sergey Evgenievich Tsivilev, and the head of Russian Railways Oleg Valentinovich Belozerov. They visited the Kemerovo Region, discussed the most pressing issues with the management and employees of coal enterprises, and presented me with a number of proposals. Now we will discuss all of this in detail and report to the President.

    We hope that this will allow us to make all the necessary decisions to balance the situation.

  • MIL-OSI Global: Young men on South Africa’s urban margins: new book follows their lives over 10 years

    South Africa’s young people, aged 15 to 34, who make up more than 50% of the country’s working age population, bear a disproportionate burden of unemployment. They have done so for more than a decade. Of this group, those aged 15-24 face the highest barriers to the job market, according to data from Statistics South Africa. The majority of these young people live in the townships and informal settlements.

    A new book, Making a Life: Young Men on Johannesburg’s Urban Margins, examines how young people in Zandspruit, an informal settlement on the outskirts of Johannesburg, make a life. Anthropologist Hannah Dawson explains why she chose Zandspruit for her research and shares her findings about the sociopolitical landscape of urban settlements.

    Why the choice of Zandspruit for your research?

    It started with my arrival there in 2011 to study a wave of political protests during local elections. This sparked a much longer research journey spanning more than a decade, which this book traces.

    The settlement was established in the early 1990s and has grown into a densely populated area of around 50,000 people, across 14 pieces of land.

    The expansion of Zandspruit reflects broader trends in post-apartheid South Africa: rapid urbanisation, inadequate urban housing, rising unemployment and underemployment — including a shift from permanent to casual work, and from formal to informal employment.

    What sets Zandspruit apart is its location. It is near post-apartheid economic hubs such as Kya Sands, with its light industries and business parks, and Lanseria Airport, a growing freight and logistics hub earmarked for expansion under the Greater Lanseria Masterplan. It also borders affluent suburbs and golf estates. This makes it distinct from older, more isolated settlements in Johannesburg’s south. Its proximity to shopping malls, townhouse complexes, warehouses and commercial zones makes it a destination of choice for migrants. They include people seeking a foothold in the urban market from rural areas of South Africa as well as people from other parts of the African continent.

    This proximity makes Zandspruit a case study for understanding how residents access urban job markets, and the connections between wage and non-wage economic activities.

    What do your findings tell us about the lives of young people?

    The book draws on research primarily with young men, whose work and lives I followed over ten years. It shows how young men on the urban margins navigate structural unemployment and inequality by forging social ties, asserting belonging, and pursuing alternative livelihoods within what I call Zandspruit’s “redistributive economy”. I use the phrase “making a life” to move beyond survival or income generation. A life is not only about securing food and shelter. It involves the pursuit of social connection, identity, place and dignity.

    For many of the young men I came to know, this often involved turning down demeaning jobs in favour of self-initiated income strategies that offered greater autonomy. These included renting out shacks, running internet cafes or car washes, or operating as mashonisas (unregistered loan sharks). Such efforts reflect more than personal resilience – they reveal how men’s social position and connections within the settlement shape access to the more lucrative niches of the local economy.

    These dynamics point to a broader condition facing young people in South Africa: deep and persistent material insecurity. Yet, they also show the ways in which young people, especially young men, are actively building lives in the face of profound uncertainty.   • MIL-OSI Africa: Young men on South Africa’s urban margins: new book follows their lives over 10 years

    South Africa’s young people, aged 15 to 34, who make up more than 50% of the country’s working age population, bear a disproportionate burden of unemployment. They have done so for more than a decade. Of this group, those aged 15-24 face the highest barriers to the job market, according to data from Statistics South Africa. The majority of these young people live in the townships and informal settlements.

    A new book, Making a Life: Young Men on Johannesburg’s Urban Margins, examines how young people in Zandspruit, an informal settlement on the outskirts of Johannesburg, make a life. Anthropologist Hannah Dawson explains why she chose Zandspruit for her research and shares her findings about the sociopolitical landscape of urban settlements.

    Why the choice of Zandspruit for your research?

    It started with my arrival there in 2011 to study a wave of political protests during local elections. This sparked a much longer research journey spanning more than a decade, which this book traces.

    The settlement was established in the early 1990s and has grown into a densely populated area of around 50,000 people, across 14 pieces of land.

    The expansion of Zandspruit reflects broader trends in post-apartheid South Africa: rapid urbanisation, inadequate urban housing, rising unemployment and underemployment — including a shift from permanent to casual work, and from formal to informal employment.

    What sets Zandspruit apart is its location. It is near post-apartheid economic hubs such as Kya Sands, with its light industries and business parks, and Lanseria Airport, a growing freight and logistics hub earmarked for expansion under the Greater Lanseria Masterplan. It also borders affluent suburbs and golf estates. This makes it distinct from older, more isolated settlements in Johannesburg’s south. Its proximity to shopping malls, townhouse complexes, warehouses and commercial zones makes it a destination of choice for migrants. They include people seeking a foothold in the urban market from rural areas of South Africa as well as people from other parts of the African continent.

    This proximity makes Zandspruit a case study for understanding how residents access urban job markets, and the connections between wage and non-wage economic activities.

    What do your findings tell us about the lives of young people?

    The book draws on research primarily with young men, whose work and lives I followed over ten years. It shows how young men on the urban margins navigate structural unemployment and inequality by forging social ties, asserting belonging, and pursuing alternative livelihoods within what I call Zandspruit’s “redistributive economy”. I use the phrase “making a life” to move beyond survival or income generation. A life is not only about securing food and shelter. It involves the pursuit of social connection, identity, place and dignity.

    For many of the young men I came to know, this often involved turning down demeaning jobs in favour of self-initiated income strategies that offered greater autonomy. These included renting out shacks, running internet cafes or car washes, or operating as mashonisas (unregistered loan sharks). Such efforts reflect more than personal resilience – they reveal how men’s social position and connections within the settlement shape access to the more lucrative niches of the local economy.

    These dynamics point to a broader condition facing young people in South Africa: deep and persistent material insecurity. Yet, they also show the ways in which young people, especially young men, are actively building lives in the face of profound uncertainty.     Mr. Wu Tianhua, Chairman and CEO of UP Fintech stated: “The macro environment remained dynamic in the first quarter, our total revenues reached US$122.6 million, representing an increase of 55.3% year-over-year. Benefiting from our brand strength and continued investment in R&D, both our GAAP and non-GAAP net income saw impressive growth.     First Quarter 2025 Financial Results

    REVENUES

    Total revenues were US$122.6 million, an increase of 55.3% from US$78.9 million in the same quarter of last year.

    Commissions were US$58.3 million, an increase of 109.8% from US$27.8 million in the same quarter of last year, due to an increase in trading volume.

    Financing service fees were US$2.6 million, a decrease of 9.6% from US$2.8 million in the same quarter of last year, primarily due to a decrease of the account balance of our fully disclosed account customers.

    Interest income was US$53.8 million, an increase of 22.7% from US$43.8 million in the same quarter of last year, primarily due to the increase in margin financing and securities lending activities of our consolidated account customers.

    Other revenues were US$7.9 million, an increase of 76.8% from US$4.5 million in the same quarter of last year, primarily due to an increase in currency exchange income and wealth management income.

    Interest expense was US$15.0 million, an increase of 1.7% from US$14.8 million in the same quarter of last year, primarily due to the increase in funding for margin financing activities.

    OPERATING COSTS AND EXPENSES

    Total operating costs and expenses were US$67.1 million, an increase of 32.1% from US$50.8 million in the same quarter of last year.

    Execution and clearing expenses were US$5.3 million, an increase of 139.3% from US$2.2 million in the same quarter of last year due to an increase in our trading volume.

    Employee compensation and benefits expenses were US$33.8 million, an increase of 21.7% from US$27.8 million in the same quarter of last year, primarily due to an increase of global headcount to support our global expansion.

    Occupancy, depreciation and amortization expenses were US$2.1 million, a slight increase of 0.2% from US$2.1 million in the same quarter of last year.

    Communication and market data expenses were US$9.8 million, an increase of 14.4% from US$8.6 million in the same quarter of last year due to increased IT-related service fees.

    Marketing and branding expenses were US$10.9 million, an increase of 147.5% from US$4.4 million in the same quarter of last year, primarily due to higher marketing spending this quarter.

    General and administrative expenses were US$5.1 million, a decrease of 9.4% from US$5.7 million in the same quarter of last year due to a decrease in professional service fees.

    NET INCOME attributable to ordinary shareholders of UP Fintech

    Net income attributable to ordinary shareholders of UP Fintech was US$30.4 million, as compared to a net income of US$12.3 million in the same quarter of last year. ASU 2023-08 requires certain crypto assets to be measured at fair value separately on the balance sheet with changes reported in the statement of operations each reporting period.

  • MIL-OSI United Kingdom: Demolition work progresses at Spon End in Coventry

    Work to demolish buildings in the Spon End area of Coventry is progressing well with blocks being brought to the ground.

    Housing association Citizen is working with The Hill Group to demolish Kerry House, Milestone House and Trafalgar House in Spon End. Coventry City Council, Homes England and West Midlands Combined Authority are key partners supporting the delivery of the project.

    Demolition initially started last month, with work taking place inside the homes to remove all fixtures and fittings before a grabber is brought onto site to bring the buildings down bit by bit.

    The demolition of the three blocks is a huge milestone in a major regeneration project for Citizen which will see more than 750 homes built across three phases.

    In the first phase, 158 homes will be demolished, and, subject to planning permission, 261 affordable homes will be built in their place. Of these homes 209 will be social rent homes and 52 will be rent to buy homes which are initially let at an intermediate rent of 80% of the market rent and can be later purchased.

    Cllr Jim O’Boyle, Cabinet Member for Jobs, Regeneration and Climate Change at Coventry City Council, said: “When I was here just last month the fittings were being removed from the properties, and we can now see that demolition work is well underway. 

    “There is no doubt that the redevelopment of the area will make a big difference to the local environment and deliver much needed better homes for people. That’s why it is such an important project that is only happening because of the commitment of a number of organisations working alongside local residents.”

    Director of Regeneration Services at Citizen, Kevin Roach, said: “It’s great to see the physical demolition of Kerry House, Milestone House and Trafalgar House underway at Spon End in Coventry.

    “We have stripped the homes, which were built in the 1960s, of fixtures and fittings and the demolition of these will take place over the next few months.

    “The regeneration of Spon End is a major project for us. It will see the area transformed by providing more energy efficient affordable housing, increasing the area and quality of green open space and opening up the area of the River Sherbourne.

    “We have put the community at the heart of this project and their priorities and feedback have influenced our plans for the area.

    “Work on this site will continue over the next 10 years and we’re looking forward to starting building works on the first phase in Spring 2026.”

    The three blocks which are being demolished have previously been used as part of various BBC productions including This Town, My Name is Leon and Phoenix Rise.

    Richard Parker, Mayor of the West Midlands, said: “We’re turbocharging house building across the West Midlands but it’s all just bricks and mortar if we aren’t building homes that residents can afford.

    “Thousands of families across the region are forced to live in poor quality, temporary accommodation because we simply aren’t building enough genuinely affordable homes.

    “Spon End is an iconic site with a strong community spirit, but the housing is no longer fit for purpose. Citizen is transforming the estate with hundreds of modern, social and affordable homes, and I know the community spirit will grow stronger as a result.

    “In my first 12 months in office, I’ve funded over 500 social homes. That’s more than we’ve ever funded before. But it’s going to take all of us working together to tackle this housing crisis. It’s going to take all of us to make sure everyone has a warm, safe place they can call home.”

    Regional Managing Director at The Hill Group, Andy Fancy, said: “The demolition at Spon End is progressing well and the local community will soon begin to see a real transformation as the buildings are brought down to the ground.

    “Successful regeneration is always rooted in strong collaboration and a shared commitment to positive change — and that’s exactly what we have here. Together, we are creating homes that respond to local needs and aspirations and we’re looking forward to continuing this journey and delivering a place the whole community can be proud of.”

    Demolition works on the three blocks are due to be complete in early 2026, with plans to start building the new homes in Spring 2026. These homes, which will be one and two-bed flats, are due to be completed and handed over to customers late 2028.

  • MIL-OSI New Zealand: New Zealand and India: A broad-based, enduring partnership

    Namaste, good afternoon. 
    Ms Indrani Bagchi, distinguished guests, ladies and gentlemen. Thank you for the chance to speak with you today. Over the past 18 months, New Zealand and India have been working hard to deepen the excellent relations developing between us.
    It’s great to be back in New Delhi, just over year since our last visit. Last night, we were able to take stock with Minister Jaishankar of the progress New Zealand and India have made in strengthening relations in recent times, while discussing a broad range of challenging issues facing our region and our world. 
    We must, at the outset, pay tribute to Minister Jaishankar. He is one of the world’s leading statesmen, and it is an absolute pleasure to be working with him on this important project of cementing New Zealand-India relations. 
    This afternoon, we would like to outline for you why and how New Zealand seeks stronger relations with India, in the context of our broader approach to foreign policy in these uncertain, disordered times. 
    We will describe New Zealand’s outward face: how our small state of 5.2 million people sees its place in, and interacts with, the rest of the world. We will outline New Zealand’s foreign policy, which was reset after the new Coalition Government came into office in late 2023. We wish you to understand our priorities as well as our national values. And we will describe our determination to do more in, and with South and South East Asia, and especially with the great nation that is India. 
    Who we are
    First and foremost, New Zealand is a small collection of islands in the Southwest Pacific, just north of the penguins. The original discovery and settlement of the Pacific Islands, including New Zealand, is one of the most remarkable stories of exploration in human history. 
    Historians have compared it with space exploration as both were journeys into the unknown. But Pacific navigation is arguably even more remarkable because the canoes that set out from the Asian landmass knew not where they would land, nor when, nor indeed if they would find any new territory.
    But find land they did, as they forged new identities and societies on atolls and islands that today stand as a testament to their imagination, endurance and a resilience to overcome the formidable challenges of distance, geography, and resource scarcity.
    So, New Zealand is a Pacific Island country – we just sailed and paddled further – and we are linked with our Pacific family by geography, history, culture, politics, demography and indeed DNA. 
    We are also, self-evidently, a maritime nation. The Pacific Ocean represents 31 percent of the world’s surface. The Indian Ocean accounts for another 20 percent, so the Indo-Pacific accounts for about half the world’s surface, meaning protecting sea lanes and freedom of navigation is crucial for both India and New Zealand.
    New Zealand is also a migrant nation, one of the most multicultural countries anywhere. Seventeen percent of our people trace their origins to Asia, including six percent who have Indian ancestry. That diversity strengthens us at home – and connects us to the region that shapes our prosperity. Seven of our ten largest export destinations are in Asia. That is no coincidence. It is the reality of a deeply interconnected future. 
    We are also a deeply democratic people, with New Zealand being one of only nine countries who have enjoyed democracy continuously since 1854. 
    We are proud to have granted our earliest people, the Māori, the franchise all the way back in 1867, and to have been the first nation on earth to give women the vote, in 1893. We were also proud, when visiting your new parliament last year, to see New Zealand-made carpet adorning India’s magnificent new chamber in the world’s largest democracy. 
    New Zealanders, as an artefact of our geographical isolation from the world’s great populations centres, have always been outward-looking people, curious about the world around them. Indeed, many of our most iconic New Zealanders have done their best work outside our shores. 
    Lord Ernest Rutherford, who split the atom. Mountaineer Sir Edmund Hillary, who first climbed Mount Everest with Sherpa Tenzing Norgay, and whose legacy we were able to honour in Nepal this week. And, more latterly, cricketer John Wright, who coached India’s national team between 2000-2005; and, lest we forget, while on the subject of cricket, the New Zealand team which stunned the cricketing world in Bengaluru, Pune and Mumbai last year, are just a few of our peak Kiwi performers overseas.
    But, as our cricket team showed, the New Zealand character is forged not by a never-ending pipeline of natural talent – something India is blessed with – but by working very hard to hone the skills needed to compete on the global stage and to make the most of limited resources, whatever the endeavour.
    We push ourselves to work harder because New Zealand has understood these past 80 years, as a small state geographically isolated from the great landmasses of Asia, Europe and the Americas, that only through the conduct of a highly active foreign policy can we advance our national interests, defend our region, and make it more prosperous.
    Foreign Policy Reset
    Distinguished guests, in February 2024 Cabinet endorsed a significant foreign policy reset. 
    The six pillars of our foreign policy reset are as follows:
    First, we are significantly increasing our focus and resources applied to South and Southeast Asia. 
    Second, we have renewed and reinvigorated meaningful engagement with our traditional and likeminded partners. Beginning, as always, with our one formal ally and indispensable partner, Australia, which we visited again just late last week. 
    Third, we are actively sustaining a deeper focus on the Pacific Islands region, bolstering development and security collaboration in response to regional needs and crises.
    Fourth, we are carefully targeting our multilateral engagement to global and transboundary issues, working with close partners to defend and preserve core principles of international law that underpin our security and prosperity. 
    Fifth, we are supporting new groupings that advance and defend our interests and capabilities. The IP4, where we work closely with Australia, South Korea, Japan and NATO, is an example of this new support. 
    Sixth, we are working hard promoting our goal of seriously lifting New Zealand’s export value over the next decade. 
    The six pillars of the Government’s Foreign Policy Reset are underpinned by three key concepts:

    The realism that informs the Government’s foreign policy.
    Our view of the crucial role that diplomacy needs to play in our troubled world.
    And our unshakeable belief that small states matter and that all states are equal.

    In fashioning foreign policy responses the realist tendency is to err on the side of prudence. That is, we are careful in what we say, and when and how we say it. In conditions of great uncertainty and disorder, such as we are currently experiencing, prudence is a both a logical and necessary guiding principle for a small state like New Zealand.
    We see our responsibility to the New Zealand people, in conducting foreign policy, as making cool-headed calculations of the country’s own strengths and weaknesses as we fashion our responses to events large or small that impact upon New Zealand’s interests.
    For a small state like New Zealand, the role of diplomacy is a crucial instrument of our foreign policy. In our complex geostrategic environment never has effective diplomacy been more needed. In the 18 months since returning for a third time as Foreign Minister we’ve spoken widely with colleagues across the globe. We’ve visited 45 countries, several more than once, met with well over 100 Presidents, Prime Ministers, Deputy Prime Ministers and Foreign Ministers, and had over 400 political engagements.

    Summing up those discussions in our National Statement to the United Nations last year, we said it has never been more apparent just how much diplomacy and the tools of statecraft matter in our troubled world. 
    Since war and instability is everyone’s calamity, diplomacy is the business of us all. We have observed that at this moment in time the ability to talk with, rather than at, each other has never been more needed. 
    Those who share our values, and even those who do not, gain from understanding each other’s position, even when we cannot agree. From understanding comes opportunity and from diplomacy comes compromise, the building block of better relations between nations. We said we need more diplomacy, more engagement, more compromise. 
    As Winston Churchill also said in his later years, “meeting jaw-to-jaw is better than war.”

    The inherent tensions and imbalances in the global order – between the desire for a rules-based order that protects small states against aggression, and the unjustified exercise of power by certain Great Powers – have only grown over the last past eight decades. 

    Yet small states matter now as much as they did then. New Zealand holds the foundational belief that all states are equal and that our voices matter as much as more powerful states. 
    Adopting a prudential approach to our diplomacy also means not reacting to everything that happens around you. We are more interested in understanding and anticipating the trend lines that are apparent over much longer periods and how they manifest during our time at the wheel.
    The broadening India-New Zealand relationship
    Which brings us to the India-New Zealand relationship.  India’s trendlines are nothing short of stunning. India’s growth story is well known to us, and it is breathtaking: the fastest-growing economy in the G20 and on track to be the world’s third-largest economy in the coming years. 
    India’s middle class is now almost half a billion strong. In the last decade alone, 250 million Indians have been lifted out of poverty. India’s aviation industry has soared, with the number of airports more than doubling to 157, and a new highway network covering 95,000 kilometres – enough to drive between New Zealand and India eight times. These are not mere statistics; they represent an extraordinary economic transformation. 
    Globally, India has cemented itself as a key player. Hosting the G20 summit in 2023 and landing a spacecraft on the moon’s South Pole two years ago, are testaments to its growing influence. 
    For New Zealand, India presents immense untapped potential. Despite India’s economic scale, it remains only our 12th largest trading partner, accounting for just 1.5 percent of our exports. 
    We are determined to change that. Our strengths – from food and beverage products to agriculture, forestry, horticulture, education, and tourism – are world-class. And our innovation in areas like outer space and renewable energy will find a welcoming partner in India.
    Early in this term we clearly expressed our intent to build a deeper and broader relationship with India. But, as Mahatma Gandhi said, “An ounce of practice is worth more than tons of preaching.” So we have followed through with practical action to broaden our relationship.
    We have sought to increase the tempo and seniority of engagements between our politicians. Our first overseas visit outside our home region of Australia and Pacific was to India, where we visited both Gujarat and New Delhi in March 2024. The Trade Minister has visited India five times. 
    In March his year, Prime Minister Luxon visited India on one of New Zealand’s largest-ever Prime Ministerial missions. And we enthusiastically welcomed India’s President in August 2024, and, just recently, the Minister of State for External Affairs, Shri Pabitra Margherita.
    Since the Foreign Policy Reset, we’ve made concrete strides. We’ve launched negotiations on a Comprehensive Free Trade Agreement – a breakthrough in our economic relationship. But even before that milestone we had put in place measures to deepen the economic relationship, with new arrangements on horticulture, forestry, and education also recently finalised.
    Additionally, we have seen a Memorandum of Understanding signed between Air New Zealand and Air India to explore a codeshare agreement on 16 routes across India, Singapore, Australia, and New Zealand. This will make travel between our nations easier, boosting tourism, education, and business connections. 
    But our relationship with India goes well beyond economic ties. It extends to defence and security – a priority for New Zealand in the Indo-Pacific. In an emerging multipolar world, India is evolving into a geopolitical giant, an indispensable security actor in both regional and global spheres. 
    During a time of great uncertainty, instability and disorder, we have taken steps to work more closely on matters of defence and security with India. A recently signed Defence Cooperation Arrangement will facilitate closer links between our militaries. 
    Meanwhile, we have taken practical steps to work together more closely. The New Zealand Navy is leading Combined Task Force 150, charged with securing trade routes and countering terrorism, smuggling, and piracy in the Indian Ocean and Gulf of Aden. 
    India’s involvement in this mission, as the Deputy Command of the Task Force, underscores the growing closeness of our defence ties. The taskforce has already had very real impact, disrupting the trade of $600 million worth of illegal drugs so far. 
    With tensions rising in the Indo-Pacific, it is crucial for New Zealand to work hand-in-hand with India and other like-minded partners to ensure the region remains free and open, with all nations respecting the rules that underpin peace and stability.
    India makes a significant contribution to upholding the rules-based international system on which we rely, via its growing influence in multilateral forums. 
    In addition, India has been a leader in promoting solar energy worldwide. We were pleased to sign up to the India and France-led International Solar Alliance, which now has over 100 member countries. And New Zealand has endorsed India’s candidature for permanent membership in a reformed UN Security Council.
    Turning to our growing people-to-people links, Prime Minister Modi has spoken often of the Indian diaspora in New Zealand, calling it a “living bridge” between our countries. 
    That is certainly true – the vibrant Indian community in New Zealand is contributing immeasurably to our society. 
    Their economic contribution is enormous, with estimates from six years ago suggesting it was worth around NZ$10 billion. We have no doubt it has grown since. 
    Of course, our partnership is also about more than economics and politics. It’s about people, and there’s no greater expression of that than sport. Cricket, of course, is a key element of our relationship – we will soon mark 100 years of sporting ties with India.
    But our sporting connections go beyond cricket. New Zealand and India have recently signed a Sports Memorandum of Cooperation, paving the way for new collaborations in high-performance sports, technology, research, and people exchanges.
    When you consider the range of measures outlined today across these key areas, it becomes clear that India and New Zealand are building a truly broad-based relationship.

    Concluding Remarks
    In concluding this speech on New Zealand’s foreign policy and our approach to India, and before taking your questions, let us briefly reinforce our key messages here this afternoon.
    First, while we are operating under severe conditions of uncertainty and the world faces extremely difficult economic and security challenges, New Zealand is pursuing a Foreign Policy Reset to help secure our place in the world.
    Second, the foreign policy of this New Zealand Government is unashamedly realist because in conditions of uncertainty prudence is preferable to pious platitudes when it comes to protecting New Zealand’s and the Indo-Pacific’s immediate and longer-term economic and security interests.
    Third, our broadening bilateral relations with India are very important to us. New Zealand is deeply committed to South and South East Asia in general, and India in particular. We are taking concrete actions to make good on our commitment to India and the region, across political engagement, defence and security, trade and economics, people and cultural, and multilateral connections. 
    Ultimately, there’s plenty in our relationship to benefit both New Zealand and India, as we work more closely together on defence and security, on sharing technology and human capital and in cooperating economically. India can rely upon New Zealand’s word and the actions that support them. And we are in it for the long haul.

  • MIL-Evening Report: GPs will be a great help for managing ADHD medications. But many patients will still need specialists

    The New South Wales government this week announced reforms that will allow some GPs to treat and potentially diagnose attention-deficit hyperactivity disorder (ADHD).

    This aims to make ADHD care more accessible and less expensive and follows changes in Western Australia and Queensland, which have increased GPs’ role in diagnosing and prescribing for ADHD.

    Previously, only specialists (usually paediatricians and psychiatrists) could diagnose ADHD and prescribe the most commonly used ADHD stimulant medications.

    This reform comes on the back of evidence of extensive wait times for ADHD care and costs too high for many people.

    But while up-skilling GPs to treat ADHD will benefit many patients, some people with more complex cases will still need to see a specialist.

    What’s planned for NSW?

    Under this new framework, the NSW government proposes a two-stage plan.

    In phase one, around 1,000 GPs will be trained to support the ongoing prescribing of ADHD medications.

    In phase two a smaller number, about 100 GPs, will receive more intensive training to conduct ADHD assessments, make diagnoses and initiate ADHD medications.

    For phase two the initial focus will be on children and adolescents and then the trial will extend to adults.

    Why a diagnosis is crucial for people with ADHD

    The recent Senate inquiry into ADHD highlighted growing awareness about the daily struggles of people with ADHD across Australia.

    People with ADHD have serious difficulties with attention, impulsivity and hyperactivity, which impact across the lifespan and many settings where people live, learn, work and play.

    ADHD is linked to many poor outcomes and is even associated with higher rates of accidental injury and death.

    ADHD treatments, such as stimulant medication, has been shown be safe, effective and to substantially lower risks of negative outcomes. But to receive these treatments, a person needs to first receive a diagnosis.

    GPs can play an important role managing ADHD

    There is also no question that GPs are more accessible than specialists, both in terms of availability and cost.

    They already provide ongoing management for a wide range of chronic medical conditions such as diabetes, high blood pressure and obesity. They are highly skilled in monitoring outcomes and adjusting treatments.

    With the right training, they bring many transferable skills to ADHD care. Increasing their ability to take over ongoing prescribing for people diagnosed and stabilised on treatment is low risk and has shown to be effective in a range of studies.

    However, although the proposal to increase the role of GPs in ADHD care is a step in the right direction, it is not without challenges.

    GPs may struggle to assess complex patients

    Collaborative care involves general practitioners working with specialists and specialist teams to provide care. If GPs don’t have specialists to rely on for expert advice about ongoing management, many will choose not to provide ADHD care. Ongoing support and strong links between specialist and primary care services will be essential.

    GPs may also struggle to assess and diagnose complex cases.

    The vast majority of people with ADHD will have other mental health conditions, but some of these other conditions (such as anxiety conditions) can also result in symptoms that appear like ADHD.

    For these complex situations, specialist services with multidisciplinary teams of doctors and allied health providers (such as psychologists and occupational therapists) will still be needed.

    To ensure high-quality care and reduce the potential for misdiagnosis and incorrect treatment, it will be even more important that specialists are available to provide additional services when required.

    There is little detail currently in the NSW proposal about how specialist multidisciplinary services will be supported to ensure this happens. And funding models for this will need to be established to support existing guidelines.

    Bringing GPs into the assessment and diagnosis to initiate treatment is positive but comes with added pressures to manage assessment and treatment.

    There are many cases in the media of poor diagnostic process, where patients were misdiagnosed with conditions such as ADHD after inadequate assessments. These practices may be driven by financial rewards and a poor application of evidence-based guidelines.

    Sometimes teams of clinicians and allied health providers will be needed for a diagnosis.

    Could this lead to over-diagnosis? Or correct under-diagnosis?

    In Australia, the debate about whether ADHD is under- or over-diagnosed is ongoing. There reality is that there is almost certainly a mixture of both.

    The real rates of ADHD are estimated at around 7% in Australian children and 2.5% in adults. While these rates have remained stable for many years, the rates of clinical diagnosis and treatment have increased dramatically, particularly in young women.

    Around 6% of children and adolescents currently receive ADHD medications, similar to the actual rates of ADHD in the population. For adults, the rates of ADHD medication use remain low for those over 45 years. For those between 18 and 44 years, rates now sit at around 2%.

    One interpretation of these figures is that most children, adolescents and adults with ADHD are now getting the support they need.

    However, if we remember the strong evidence that many Australians are struggling to access ADHD care, particularly in under-resourced, regional and remote areas, the more likely answer is that a combination of “misdiagnosis” and “missed diagnosis” means that sometimes diagnoses are not done correctly.

    This highlights the importance of focusing on the need for accurate assessment as the cornerstone of high quality ADHD care. In its answer to the question of who should assess and diagnose ADHD, the Australian ADHD guideline focuses on training and skills rather than which profession conducts the assessment.

    There is no reason that GPs cannot develop these skills, but they will require adequate training and ongoing support to do so, and they will need time to commit to these assessments.

    Finally, we need to make sure medication is not the only option available. Research shows ADHD medications provide effective treatment. But they should never be the only form of treatment offered.

    Sadly, reports show medical treatments are relied upon more frequently in more disadvantaged communities where access to other supports can be difficult.

    These reforms will do little to increase access to psychological and allied health supports to ensure the right care can be provided to people with ADHD.

  • Flood risk threatens Swiss valley after village destroyed by glacier

    Water trapped behind a mass of glacial debris that this week buried a village and blocked a river in southern Switzerland has sparked warnings that further evacuations may be needed amid the risk of flooding in the Alpine valley.

    A deluge of millions of cubic meters of ice, mud and rock crashed down a mountain on Wednesday, engulfing the village of Blatten, and the few houses that remained later flooded. Its 300 residents had been evacuated earlier in May after part of the mountain behind the Birch Glacier began to crumble.

    Flooding increased on Thursday as the mound of debris almost 2 km (1.2 miles) across clogged the path of the River Lonza, causing a lake to form amid the wreckage, raising fears that the morass could dislodge and trigger more evacuations.

    Late on Thursday, local authorities urged residents in Gampel and Steg, villages several kilometres further along the Lonza Valley, to prepare for possible evacuation in case of emergency.

    The army is standing by with water pumps, diggers and other heavy equipment to provide relief when conditions allow.

    Rescue teams have been looking for a 64-year-old man missing since the landslide. Local authorities suspended the search on Thursday afternoon, saying the debris mounds were too unstable for now, and warning of further rockfalls.

    Residents have struggled to absorb the scale of destruction caused by the deluge, an event that scientists suspect is a dramatic example of the impact of climate change in the Alps.

    Argentina’s FIFA World Cup winner Angel Di Maria has reached an agreement to return to his boyhood team Rosario Central, the club announced on Thursday.

    The 37-year-old will rejoin the Argentine Primera Division side on a free transfer after his contract with Portuguese outfit Benfica expires in July.

    “Our history together has more pages to write. Welcome home,” read a statement issued by the club on social media.

    Di Maria began his professional career with Rosario Central in 2005 before signing with Benfica two years later. He had subsequent spells at Real Madrid, Manchester United, Paris Saint-Germain and Juventus before returning to Benfica in 2023.

    The winger ended his Argentina career last year with 145 caps, having won the 2022 World Cup and two Copa America titles.

    He will start his new spell with Rosario Central following the FIFA Club World Cup in the United States. Benfica will begin its campaign against Boca Juniors on June 16 before also facing Auckland City and Bayern Munich in the group stage.

  • Saudi warned Iran to reach nuclear deal with Trump or risk Israeli strike

    Saudi Arabia’s defence minister delivered a blunt message to Iranian officials in Tehran last month: take President Donald Trump’s offer to negotiate a nuclear agreement seriously because it presents a way to avoid the risk of war with Israel.

    Alarmed at the prospect of further instability in the region, Saudi Arabia’s 89-year-old King Salman bin Abdulaziz dispatched his son, Prince Khalid bin Salman, with the warning destined for Iran’s Supreme Leader Ayatollah Ali Khamenei, according to two Gulf sources close to government circles and two Iranian officials.

    Present at the closed-door meeting in Tehran, which took place on April 17 in the presidential compound, were Iranian President Masoud Pezeshkian, armed forces Chief of Staff Mohammad Bagheri and Foreign Minister Abbas Araqchi, the sources said.

    While media covered the 37-year-old prince’s visit, the content of the King Salman’s covert message has not been previously reported.

    Prince Khalid, who was Saudi ambassador to Washington during Trump’s first term, warned Iranian officials that the U.S. leader has little patience for drawn-out negotiations, according to the four sources.

    Trump had unexpectedly announced just over a week earlier that direct talks were taking place with Tehran, aimed at curbing Iran’s nuclear programme in return for sanctions relief. He did so in the presence of Israeli Prime Minister Benjamin Netanyahu, who had travelled to Washington hoping instead to win support for attacks on Iranian nuclear sites.

    In Tehran, Prince Khalid told the group of senior Iranian officials that Trump’s team would want to reach a deal quickly, and the window for diplomacy would close fast, according to the four sources.

    The Saudi minister said it would be better to reach a deal with the U.S. than face the possibility of an Israeli attack if the talks broke down, according to the two Gulf sources.

    He argued that the region – already riven by recent conflicts in Gaza and Lebanon – could not withstand a further escalation in tensions, said the two Gulf sources and one senior foreign diplomat familiar with the discussions.

    Authorities in Saudi Arabia and Iran did not respond to requests for comment.

    The visit by Prince Khalid – the younger brother of Crown Prince Mohamed Bin Salman – was the first by a senior member of the Saudi royal family to Iran in more than two decades. Riyadh and Tehran had long been bitter rivals, often backing opposing sides in proxy wars, until a rapprochement brokered by China in 2023 helped to ease the tensions and restored diplomatic ties.

    Over the past two years, Iran’s regional position has been undermined by heavy military blows inflicted by Israel on its allies Hamas in Gaza and Hezbollah in Lebanon, and toppling of its close ally, Syrian dictator Bashar al-Assad. Western sanctions, meanwhile, have hit its oil-dependent economy hard.

    Mohanad Hage Ali, an expert on Iran at the Carnegie Middle East Center think tank in Beirut, said that Tehran’s weakness had offered Saudi Arabia the opportunity to exert its diplomatic influence, seeking to avoid a regional conflagration.

    “They want to avoid war because war and confrontation with Iran will have negative implications on them and their economic vision and ambitions,” he told Reuters.

    IRAN WANTS A DEAL

    Reuters was unable to determine the impact of the prince’s message on Iran’s leadership.

    In the meeting, Pezeshkian responded that Iran wanted a deal to ease economic pressure through the lifting of Western sanctions, the four sources said.

    However, the Iranian officials, the sources added, expressed concerns over the Trump administration’s “unpredictable” approach to negotiations — which have veered from allowing limited uranium enrichment to demanding the complete dismantling of Tehran’s enrichment program.

    Trump also has threatened to use military force if diplomacy fails to rein in the clerical establishment’s nuclear ambitions.

    One of the Iranian sources said that Pezeshkian emphasized Tehran’s eagerness to reach a deal but that Iran was not willing to sacrifice its enrichment program just because Trump wanted an agreement.

    The ongoing talks between Washington and Tehran have already been through five rounds to resolve the decades-long nuclear dispute, but multiple stumbling blocks remain, including the key issue of enrichment.

    Reuters reported on Wednesday that Iran might pause uranium enrichment if the U.S. releases its frozen funds and recognises its right to refine uranium for civilian use under a “political deal” that could lead to a broader nuclear accord, according to two Iranian sources familiar with the talks. The semi-official Fars news agency in Iran quoted a foreign ministry spokesman denying the report.

    The White House did not directly address Reuters’ questions about whether it was aware of the Saudi warning to Iran.

    “President Trump has made it clear: make a deal, or face grave consequences, and the whole world is clearly taking him seriously, as they should,” White House press secretary Karoline Leavitt said in a statement.

    Trump said on Wednesday he warned Netanyahu last week not to take any actions that could disrupt nuclear talks with Iran, and said the two sides were “very close to a solution now”.

    Israeli authorities did not respond to a request for comment.

    HIGH STAKES

    A four-day visit by Trump to the Gulf this month annointed Saudi Arabia as the most prominent member of a new axis of Sunni states in the Middle East, filling the void left by Iran’s shattered alliance. During the trip, Saudi Crown Prince Mohamed Bin Salman mediated a reconciliation between Trump and Syria’s new Sunni leader, Ahmed al-Sharaa.

    Tehran’s regional sway, meanwhile, has been diminished by military setbacks suffered by Iran and its allies in the Shi’ite-dominated Axis of Resistance, which include Hamas, Hezbollah, the Houthis in Yemen, and Iraqi militias

    In the meeting, Prince Khalid urged Iran to rethink its regional policy, noting such a shift would be welcomed, especially by Riyadh, the sources said.

    Although he stopped short of directly blaming Iran, the Saudi minister voiced concern over a possible repeat of the 2019 drone attacks on the facilities of state oil company Aramco – attacks the kingdom attributed to Iran and its Houthi allies, despite Tehran’s denial.

    Iranian officials maintained that while Tehran holds some influence over the Houthis, it does not fully control their actions, the Iranian sources said.

    Decades of hostility between the Shi’ite Iran and Saudi Arabia destabilised the Gulf and fuelled regional conflicts from Yemen to Syria. The 2023 detente was driven in part by Saudi Crown Prince Mohammed’s economic ambitions and desire for stability, and has led to increased contacts between the governments.

    However, neither Saudi Arabia nor other regional powers see Iran as a dependable partner for peace and they fear its actions could jeopardize their ambitions for economic development, diplomats and regional experts say.

    Prince Khalid implored the Iranians to avoid actions by them and their allies that might provoke Washington, stressing that Trump’s response would likely be more strident than his predecessors, presidents Joe Biden and Barak Obama.

    In turn, he assured Tehran that Riyadh would not let its territory or airspace to be used by the United States or Israel for any potential military action against Iran, the sources said.

    The Private Columbaria (Amendment) Ordinance 2025 was published in the Government Gazette and came into force today.

     

    The amendment ordinance helps to enhance the current regulatory regime on private columbaria and strengthen the protection of consumers’ interests.

     

    One of the primary purposes of the amendment ordinance is to provide “pre-cut-off columbaria” an additional option to make new applications for exemption.

     

    “Pre-cut-off columbaria” are those that were in operation and had ashes interred in them before the announcement of the proposal to establish a licensing regime at 8am on June 18, 2014. Once successfully obtaining an exemption through the new application, they can retain niches they sold before the enactment of the ordinance.

     

    The amendment ordinance enhances enforcement-related provisions for greater deterrent effect, including the introduction of new offences that prohibit overselling niches and over-placing ashes.

     

    Additionally, the amendment ordinance requires the Private Columbaria Appeal Board to only receive and consider new materials not previously provided to the Licensing Board upon special grounds being shown in order to ensure the adoption of a consistent standard by appeal panels.

  • Nepal’s royalists demand restoration of monarchy dumped 17 years ago

    Thousands of supporters of Nepal’s former king rallied in the capital Kathmandu on Thursday, calling for the restoration of the constitutional monarchy that was abolished 17 years ago, amid rising unhappiness with successive elected governments.

    Flag-waving protesters marched into the city centre from different directions shouting: “Our king is dearer than lives … king come back and save the country,” as riot police stood guard but did not intervene.

    At a similar rally in March, two people were killed and several injured.

    The 239-year-old monarchy was voted out in 2008 following weeks of bloody street protests. The last king of the Himalayan nation, 77-year-old Gyanendra, has lived with his family in a private house in Kathmandu as a commoner since being toppled.

    He has not commented on Thursday’s demonstration but expressed sorrow at the violence that killed two people in March.

    Demonstrators are also calling for the country of 30 million people, wedged between China and India, to become a Hindu state again, a status it lost with the monarchy.

    “Governments formed in the last 17 years have failed to deliver on their promises of development, creation of jobs and improvement of the living conditions of people,” said 35-year-old street vendor Rajendra Tamang.

    “Thousands of young people are forced to leave the country in search of work as they see no hope here,” he said.

    Millions of young Nepalis are working in the Middle East, South Korea and Malaysia, mainly at construction sites, and the money they send home is a key source of income for Nepal.

    Supporters of the government staged a separate but smaller rally nearby in support of the republican system that replaced the monarchy.

    The three major political parties that jointly control nearly 200 of the 275 seats in parliament say the monarchy was consigned to history and cannot be restored.

    All three jointly campaigned against the monarchy and voted it out in 2008 and say their faith in the republican system was unshakeable.

    The Rastriya Prajatantra Party, which is campaigning for the monarchy, holds only 13 seats in parliament.

    A two-thirds majority or 184 lawmakers is needed to change the constitution, which was adopted in 2015, turning Nepal into a federal democratic republic.

    The royalists say their protests will continue until the monarchy is restored.

    I am delighted to join you on this historic occasion: to celebrate with you the signing of the Convention on the Establishment of the International Organization for Mediation (IOMed).

    Gathered here today, in the Hong Kong Special Administrative Region of the People’s Republic of China, are high-level representatives of over 80 countries from Asia, Africa, Latin America and Europe; and from the United Nations and about 20 international organisations. A very warm welcome to Hong Kong!

    It is a privilege for us to host this signing ceremony, and to serve as the IOMed headquarters, once the convention enters into force.

    This singular occasion is made possible by the ongoing and dedicated efforts of China, our country, in working with around 20 states, since late 2022, to establish an intergovernmental organisation devoted to mediation. After five rounds of intensive negotiation since 2023, co-ordinated by the IOMed Preparatory Office, the negotiating states concluded the very convention signed today.

    The IOMed will become the world’s first intergovernmental international legal organisation dedicated to resolving international disputes through mediation. It also reflects our shared confidence in mediation as a peaceful means to maintain international peace and security, as stipulated in the Charter of the United Nations.

    The IOMed will provide a pathway for countries – regardless of culture, language and legal system – to resolve international disputes based on mutual respect and understanding. This is increasingly important amid mounting geopolitical tensions. When protectionism threatens to derail the international trade order, and when unilateralism looms over global supply chains, it is dialogue – not division – that restores balance.

    China has long championed equity and unity. The Chinese virtue of “和而不同”, meaning “harmony in diversity”, is deeply rooted in our community and culture. This value of mutual respect in spite of differences also sits at the heart of mediation, the IOMed, and a world that seeks co-operation over conflict.

    Despite geopolitical turbulence, Hong Kong builds bridges, not walls. Under our unique “one country, two systems” principle, Hong Kong is the only world city that enjoys both the China advantage and the global advantage. With the support of the National 14th Five-Year Plan, Hong Kong has risen as an international legal and dispute resolution services centre in the Asia-Pacific region.

    We are the only common law jurisdiction in China, and the only jurisdiction in the world with a bilingual common law system in both Chinese and English. We have a long tradition of the rule of law, and our courts exercise their judicial power independently. Hong Kong’s Court of Final Appeal, which is vested with the power of final adjudication, has on its bench eminent jurists from both Hong Kong and overseas common law jurisdictions.

    Our robust, efficient and well-respected legal system is supported by world-class legal and dispute resolution professionals. Often bilingual or even multilingual, they are well-versed in international rules and practices, and help to position Hong Kong as a preferred venue for dispute resolution.

    In this year’s International Arbitration Survey, Hong Kong is the most preferred seat of arbitration in the Asia-Pacific region, and shares second place globally with another jurisdiction. Our economy also came first in business legislation and international trade in the World Competitiveness Yearbook. In the latest Business Ready Report published by the World Bank Group, Hong Kong ranks eighth in dispute resolution among the 50 economies covered.

    All this underscores Hong Kong’s effectiveness as a super connector and super value-adder among many economies. We contribute to cross-border investment and economic activity through our top-notch professional services. Our “one country, two systems” advantages make us well-placed to be the headquarters of the important institution of the IOMed.

    The Hong Kong Special Administrative Region Government is devoted to supporting the IOMed’s provision of friendly, flexible, economical and efficient mediation services. We actively promote a vibrant culture of mediation. In fact, it is a general policy to incorporate a mediation clause in all government contracts. We are also enhancing the system on local accreditation and disciplinary matters of the mediation profession.

    And we go all out to build bridges with the world. Hong Kong will actively promote the IOMed’s valuable work in settling international disputes through mediation, and advocate mediation as a global tool for peace and justice across borders.

    Ladies and gentlemen, the establishment of the IOMed’s headquarters in Hong Kong is a great honour for our city. The headquarters, as you may know, will be based in the building that once housed the Wan Chai Police Station, just a stone’s throw away from here. Built in 1932, this iconic building has a long association with law and order in Hong Kong. From its prime downtown location, it has also witnessed the transformation of our city that has long treasured unity. In its new role as the IOMed headquarters, the building will play a vital part in the future of Hong Kong as a centre for international legal and dispute resolution services.

    We are working to complete the conversion of the building for its new mission. I am happy to say that it could open its doors as early as the end of this year. We look forward not only to welcoming its new occupants, but also to supporting them in building new bridges for a more connected, peaceful and prosperous future through mediation.

    I would like to express my sincere gratitude to the central government for its staunch support of Hong Kong, allowing Hong Kong the honour of housing the IOMed headquarters here. My sincere gratitude also goes to the international community, for placing your trust and confidence in our city. Let’s renew our commitment to peace, justice and the rule of law.   • MIL-OSI New Zealand: Extra hydro generation secured to support energy security

    The Guardians of Lakes Manapōuri and Te Anau and Meridian Energy have agreed on changes to the Operating Guidelines for how the lake levels are managed, that will boost New Zealand’s hydro generation and energy security, Energy Minister Simon Watts has announced.
    “These changes will deliver an extra 45 GWh of energy from the Manapōuri Power Scheme each year that’s enough energy to power around 6,000 homes. It is an important step in the Government and the sector’s work to protect the security of our energy supply for the future,” Mr Watts says.
    “Last Winter, New Zealand faced an energy shortage that led to significant price increases for consumers, in part due to low hydro lake levels. This Government will not accept a repeat of last winter and is working at pace to ensure we have a reliable and affordable energy supply.
    “Lake Manapōuri and Lake Te Anau are not only environmentally and culturally significant, but they are also essential to New Zealand’s energy system. However, in recent years the lower operating ranges of these lakes have been underutilised, impacting our energy supply and risking the health of plant life along their shorelines.
    “The agreement reached today allows for more flexible drawdown rates once the lakes reach lower operating levels, enabling Meridian to continue generating when lake levels are low. The changes balance the needs of our country’s electricity system with the environmental impact on the lakes and their surrounding areas.
    “I am pleased to have enacted the Guardians and Meridian’s recommendations by amending the relevant legislation and publishing in the New Zealand gazette.
    “I acknowledge the expertise of the Guardians, who are responsible for advising on environmental, ecological and social effects of the power station on the lakes, and Meridian, as operator of the Manapōuri power station.
    “I thank them for working together to recommend a path forward that better protects the existing patterns, ecological stability and recreational values of the lakes, while optimising hydro generation.”
